Chadzamira Pushes Police To Arrest MDC A Councillors

Terrence Mawawa|The Minister of State for Masvingo Province Ezra Chadzamira is working with ruling party sympathisers to force the police to arrest two MDC A councillors, it has emerged.

Disgruntled elements within the police force said Chadzamira was exerting relentless pressure on them to arrest MDC councillors Godfrey Kurauone(ward 4) and Daniel Mberikunashe(ward 5) -Masvingo Urban Constituency.

Zanu PF is desperate to control operations at the Civic Centre, the Masvingo City Council headquarters.

“The pressure that is being exerted on us by Chadzamira is unbearable. We are not saying there is no case but why is Chadzamira keen to have the two councillors arrested?

As far as we are concerned, the issue is being handled by the Local Government Ministry.

We strongly believe that the issue has been politicised and we are not willing to be used by political figures to advance their personal agendas,” a female constable told ZimEye.com.

“Calls For Unity Talks Is Not Clamour For A GNU”: MDC Tells Professor Arthur Mutambara

By Own Correspondent| Opposition MDC has set the record straight revealing that calls for dialogue is not a clamour for a government of national unity ( GNU) as perceived by some sections of the media including former principal in the GNU Professor Arthur Mutambara.

Spokesperson of the MDC, Jacob Mafume said this jn a statement adding that calls for dialogue aim at returning the country to legitimacy and the pursuit of a peace, growth and economic relief trajectory for the majority of the Zimbabweans.

Said Mafume in a statement:

The MDC would like to set the record straight that the call for dialogue is not a clamor for a GNU, but a call to return this country to legitimacy, pursue a trajectory of growth, peace and economic relief.

The Herald’s celebration of Mutambara’s statement to the effect that there cannot be dialogue in a situation where some party has a Parliamentary majority is therefore premature. For the avoidance of doubt, dialogue must focus on a programmatic agenda whose implementation has not been prescribed by the MDC.

We have made it clear that implementation mechanisms must be a product of dialogue in which we propose a National Transitional Authority.

This is however a last point of discussion, only following an agreement on a program over the following issues.

1. Resolution of the legitimacy crisis arresting our country.
2. Political and Institutional reforms.
3. Dealing with the urgent economic issues to give the people of Zimbabwe a break from the current suffering.
4. Outlining a program of National Unity and Transitional Justice.
5. Setting a strategy for International re-engagement.

These are issues that the two thirds majority being referred to have failed to resolve beyond reasonable doubt.

We place it on record that the MDC did not only challenge the Presidential results, but several petitions were filed in respect of the House Assembly including one in which ZEC admitted to calculation failure.

We want to correct the idea that dialogue only take place in a situation of a hung parliament.

There was dialogue in Zimbabwe in 2007 leading to amendment number 18 of the previous Constitution. Zanu PF back then had a majority.

Anyone who means well for this country would agree that only dialogue can serve our people from the unpalatable suffering, preserve peace and avoid yet another elite implosion.

Behold the New. Change that Delivers.

ZANU PF Mashonaland Central Province Backs Chamisa Ahead Of Annual Conference Resolutions

ZANU PF’S new-found internal democracy under new leader President Emmerson Mnangagwa is set to be tested after the ruling party’s Mashonaland Central province broke ranks and rejected a proposal to push for a constitutional amendment, raising the age limit for presidential aspirants.

While provincial chairperson and Information, Communication Technology minister Kazembe Kazembe was diplomatic about the issue, sources told NewsDay that the proposal, which was initially raised by the Zimbabwe National Liberation War Veterans’ Association last week and supported by the party’s women’s league, had failed to carry the day.

The issue was discussed at the annual provincial conference ahead of the ruling party’s national event underway at Esigodini in Matabeleland South.

“We rejected that proposal. It does not help our situation that we want to show the world we want to open up the democratic space, yet the party turns around and seeks legal instruments to shut a section of the populace out of the same,” a source, who attended the meeting, said.

A Zanu PF youth league leader, Godfrey Tsenengamu, voiced his opposition using social media.

Writing on his Facebook page, Tsenengamu said: “Political maturity has nothing to do with age.

Personally, am against the amendment. I oppose it. It is not necessary.”

Kazembe, however, said there had been a deadlock during deliberations.

“The issue was brought up for discussion, but no resolution was made, because some were against the proposal, while others supported it.

It came from our districts,” he said.

“We are still discussing it and will have a resolution likely today (yesterday).”

Veterans of Zimbabwe’s liberation struggle, who have sprinklings of serving military generals, want the constitutional age limit, currently pegged at 40, pushed up to 52, in what critics argue is a bid to block opposition leader Nelson Chamisa from contesting the 2023 elections.

Chamisa turned 40 this year and almost upstaged Mnangagwa in an intriguing presidential race that went to the wire.

The opposition MDC Alliance leader polled 44,3% against Mnangagwa’s 50,8% of the total votes cast on July 30.

Chamisa disputed the poll result and maintains he won the vote despite the Constitutional Court ruling against him, following his petition seeking to overturn Mnangagwa’s victory.

Section 91 of the country’s Constitution stipulates that a person qualifies for election as President or Vice-President if he or she is a Zimbabwean citizen by birth or descent, has attained the age of 40, is ordinarily resident in Zimbabwe, and is registered as a voter.

The Zanu PF women’s league last week also supported the amendment, but it is the rejection by Mashonaland Central that could put the cat among the pigeons if it is carried through at the ruling party’s annual jamboree this week.

Tycoon Sued Over Illegal Land Grab

VILLAGERS in Chipinge, Manicaland province have dragged ethanol producer, Green Fuel to court to stop it from occupying their communal land and interfering with their farming activities.

Represented by Passmore Nyakureba and Blessing Nyamaropa of Zimbabwe Lawyers for Human Rights, the villagers together with Platform for Youth Development petitioned the High Court on Monday 10 December 2018 seeking an order restraining Green Fuel from depriving them access to their communal land and stopping the ethanol producer from destroying their crops.

In the urgent chamber application, the villagers argued that Green Fuel unlawfully invaded Magokova communal land in Chisumbanje, Chipinge, Manicaland province intending to expand its sugarcane farming operations.

The land, which they have had use of from the colonial times through inheritance from their parents, the villagers argued, is currently used by 138 families for agricultural purposes, where they grow cotton as their sole cash crop and maize for subsistence purposes.

Their concern came after Green Fuel started barring them from either tilling their fields, tendering their germinated crops and from total access at all.

The villagers argued that Green Fuel had done so without securing a court order barring them access to their fields and neither has the use of land been changed from communal land to commercial land by the responsible authority to the knowledge of the villagers.
In addition, Green Fuel has set armed security guards and dogs to ward off the villagers from accessing their fields in Magokova communal lands, of which farming is the only economic activity sustaining their livelihoods.

Green Fuel’s conduct, the villagers argued violates several of their fundamental rights, specifically the right to agricultural land as guaranteed under section 72 of the Constitution, the right to food as guaranteed under section 77 of  the Constitution, the right to
property as provided for under section 71 of the Constitution, the right to equal protection of the law as guaranteed under section 56 of the Constitution and above all it is a violation of the founding principles and the national objectives of the people of Zimbabwe entrenched in the Constitution.

The urgent chamber application will be heard and determined by Justice Hlekani Mwayera on Thursday 13 December 2018 at 3:30 PM.

ZANU PF Youth Plot To Embarrass “Queen Bee” At Esigodini Exposed

Correspondent|SAKUNDA magnate Kuda Tagwirei is set to come under fire at the annual Zanu-PF conference in Esigodhini as some youths from the party are reported to be planning to demonstrate against him, a sure sign that tensions between President Emmerson Mnangagwa and vice-president Constantino Chiwenga have not been completely eased.

Placards denigrating the Sakunda boss have been leaked on social media. The party youths intend to use the to embarrass Tagwirei and Chiwenga, it is reported. Security is reported to be on high alert to thwart the protests against the businessman who is a close ally of Vice President Constantino Chiwenga.

The businessman came into the spotlight a few months back after Zanu-PF activist Acie Lumumba, real name William Gerald Mutumanje, gave him the moniker “Queen Bee” and claimed that he ran a cartel which was responsible for the country’s economic woes.

Former presidential adviser Christopher Mutsvangwa also claimed that Tagwirei was blocking efforts for the government to build a second fuel pipeline so that he could protect his own fuel monopoly. Mutsvangwa claimed that Tagwirei was the only person who was benefitting from the RBZ foreign currency allocations at the expense of tobacco farmers and gold miners.

The planned protest is reported to be the work of youths aligned to Mutsvangwa and possibly Gokwe-Nembudziya MP Mayor Justice Wadyajena who fell out with Tagwirei and has been a vocal critic of him on social media.

Wadyajena has clashed with Norton MP (INDEPENDENT) Temba Mliswa several times recently, amid counter-accusations Wadyajena was fighting from Mnangagwa’s corner with Mliswa being a proxy of Chiwenga and Tagwireyi.

Wadyajena, who is chairman of the Parliamentary Portfolio Committee on Lands, Agriculture, Water, Climate and Rural Resettlement last week chased Mliswa who had barged into a committee meeting for an unspecified agenda, claiming he was sent by unnamed powers-that-be to represent their interests in the committee.

Wadyajena said: “We expelled Temba Mliswa from Agric Committee proceedings. He isn’t a Member and claims he represents ‘other’ interests. Mliswa is intent on spreading anarchy after his recent failure to procedurally chair the Mines Committee. What a disgrace! Kudos, Comm members, for standing firm!”

Political analysts insiders believe Mnangagwa sidelined allies of Chiwenga politically when he announced his new cabinet in September, giving key posts to loyalists such as Oppah Muchinguri (defence), July Moyo (local government) and Joram Gumbo (energy). His attempts to whittle down Chiwenga’s influence are now playing out on the economic front.

Industry insiders and state officials allege that Mnangagwa has interests in the fuel industry through Zuva Petroleum, a fuel importer and major industry player. He is also said to be in favour of a second pipeline to the country, supposedly backed by SA company Mining Oil & Gas Services (Mogs), which would undercut the extensive hold that businessman Kudakwashe Tagwirei has on the country’s energy sector.

Chiwenga is believed to have his own interests in the sector through Tagwirei, a former Mnangagwa ally and CEO of Sakunda Holdings. His company’s subsidiary, Sakunda Energy, is jointly owned by Puma Energy, the SA subsidiary of international oil group Trafigura.

To understand the tensions, one needs to understand the structure of the Zimbabwean fuel industry. Importers bring fuel into the country through the single existing pipeline before selling it on to wholesalers, which sell it on to retailers.

Because the importers don’t have the foreign currency to pay for imports, the government allocates forex to the companies, though it’s unclear how the individual allocation is determined. The fuel traders build these costs into their price, which is in local currency (bond notes).

Chamisa Calls Mnangagwa To The Negotiating Table

By Own Correspondent| Opposition MDC president Nelson Chamisa has said the ruling party Zanu Pf must come to the negotiating table in order to come up with a way forward to deal with the current economic problems facing the country.

Zanu Pf has however scoffed at such calls claiming that it won a two-thirds majority in parliament and therefore there is no need for talks.

President Mnangagwa is on record saying that whoever dreams of the formation of a Government of National Unity should wake up from his or her nightmare.

While addressing journalists at a ground-breaking ceremony for a primary school in Kuwadzana on Wednesday, Chamisa said:

“We are not doing this for the love of power, but we are being pushed by the power of love.

What we are going through as a country is nothing if we are to have dialogue as a people, and I hope our colleagues in Zanu PF would find wisdom in this issue. We have stated five things which we believe should be the cornerstone for dialogue.

The problems we are seeing are all temporary, we can solve them within weeks, the issues of cash, the issue of queues and job creation, can be solved through dialogue and confidence-building as a State.

It is unfortunate that there is no talking, but we have talked about the need to talk.

But we have not seen any movement. It takes two to tango and (Zanu PF) should show willingness.”

Soul Jah Luv, real name Soul Musaka, is said to have caused a scenr after boarding a South African-bound plane at the Robert Mugabe International Airport.

Before the plane could take off on the runway, Jah Love who was visibly intoxicated reportedly shouted obscenities and screamed at passengers. Airport security had to be called in and apprehended him before handing him over to the police.

“I can confirm that Soul Musaka was arrested at the Robert Mugabe International Airport for unruly conduct as he disrupted the smooth flow of proceedings in the plane.”

Asst Comm Nyathi said the reason why the chanter was making noise and distracting passengers in the plane could not be confirmed yet.

“He was arrested in terms of section 83(4) of the statutory instrument of 2016 which deals with security at the airport,” said Ass Comm Nyathi.

Mnangagwa, Chiwenga Rivalry Exposed

Constantino Chiwenga and Emmerson Mnangagwa

By Own Correspondent| A report has claimed that the alleged tension between President Emmerson Mnangagwa and his deputy Vice President Constantino Chiwenga has its roots in the former’s plans to install a second pipeline to supply petroleum into the country and the control of the lucrative fuel industry in the country.

Industry insiders and government officials allege that Mnangagwa has interests in the fuel industry through Zuva Petroleum.

He is also said to be in favour of a second pipeline to the country, supposedly backed by SA company Mining Oil and Gas Services (Mogs), which would  dismantle the extensive hold that businessman Kudakwashe Tagwirei has on the country’s energy sector.

Chiwenga is believed to have his own interests through Tagwirei CEO of Sakunda Energy.

An official who spoke to the Financial Mail said:

“That is the major issue that sparked the tensions, because Tagwirei is being pushed out. When you look at it, there has also been the talk of a second pipeline, but we all know who refurbished [the current pipeline].”

Economist John Robertson shred the view that the allocation of scarce foreign currency for fuel importation.

Said Robertson:

“There are some government officials who are benefiting from existing arrangements and want to continue benefiting, and others who want a new arrangement that gives them a chance to benefit. There appears to be a serious conflict for the control of the fuel industry in the ranks of the ruling party.”

Bekezela Gumbo, the principal researcher at the Zimbabwe Democracy Institute said that the differences between Mnangagwa and Chiwenga over economic interests may threaten the long-term investment prospects for the country.

It is [said] that Tagwirei is a shadow [for] Chiwenga, essentially being used to secure Chiwenga’s interests — that’s the perception. It means Chiwenga and [Mnangagwa] are clashing economically through these fights to remove control of Tagwirei in the fuel industry.

This effectively means that Zimbabwe’s problems, including the fuel challenges, are a political problem. The problem is at the political apex and it’s affecting decision-making. The leadership is not seeing [eye to eye] … In the long term, it will destabilise the country.-

High Court To Decide Direction Of Kasukuwere’s Case

THE trial of former Local Government minister Saviour Kasukuwere, who is facing criminal abuse of office charges after allocating land to former First Lady Grace Mugabe’s sister Shuvai Gumbochuma, was yesterday moved to December 19, pending the High Court determination of his application for exception.

Kasukuwere, represented by Advocate Thembi Magwaliba, applied for a postponement of the matter before magistrate Hosea Mujaya, saying the application for review at the High Court was more urgent.

But prosecutor Zivavani Macharaga opposed the postponement, saying some of the witnesses were coming from Gwanda and it costs over $500 to bring them to court, and that Kasukuwere just wanted to delay the proceedings.

Magwaliba objected and accused Macharaga of desperation, saying he wanted the trial to proceed despite the pending High Court application.

Mujaya then postponed the matter, stating the defence had produced enough proof.

Meanwhile, former Health minister David Parirenyatwa, who is also facing criminal abuse of office charges, yesterday successfully applied for the release of his passport, stating he wanted to attend an HIV and Aids workshop in Ghana.

Parirenyatwa, who appeared before magistrate Bianca Makwande, was ordered to return the passport after a 10-day period ending December 21.

Doctors Remain Adamant, They Are Not Going Back To Work Unless Grievances Are Heard

THE Zimbabwe Hospital Doctors’ Association (ZHDA) has vowed not to call off the industrial action which began on December 1, until their demands for better pay and more drugs in State hospitals are resolved.Correspondent

Speaking at a Press conference in Harare yesterday, ZHDA secretary-general Mthabisi Bhebhe dismissed calls made by government on Tuesday for them to return to work while their issues were to being attended to.

“It’s very unfortunate that we are entering the second week (of the strike) and nothing has been done, and it’s obvious that the grievances we have raised with our employer have not been addressed.

If it was the case, doctors would have gone back to work,” he said.

“We believe it is the duty of our employer to take care of his employees and these are the issues we are willing to discuss with our employer, but it’s unfortunate that our employer is not forthcoming, and we are left wondering what is going to happen next.”

Bhebhe said they had two meetings with their employer and are troubled by government’s lack of seriousness in resolving the issues.

He said negotiations were being deliberately delayed and done in bad faith.

“We are worried about the grievances that have been raised; they are genuine and we are waiting for answers … Our worry is that the response we are supposed to get is being delayed.

The situation has spread to provincial hospitals, and district hospitals have joined as well,” he said.

“If you visit any hospital right now, you will notice the effect of the industrial action; nothing is happening; doctors are not there.

They are waiting for the employer to address the grievances affecting them and the patient.”

“We are aware of reports that there has been a $25 million grant for drugs that has been secured.

The honest issue is there is no medication in hospitals, and when we did further investigations on the matter, the drugs are still in India.

The timeframe when they will be available is not known.”

Bhebhe said their strike would continue until they had tangible results.

“The grievances by doctors have been presented to the ministry countless times.

What is being and has been waited for is action on the part of the ministry to solve the impasse.

To this end, doctors will remain on industrial action until such a time practical and convincing solutions are provided to mitigate avoidable morbidity and mortality among patients,” Bhebhe said in a statement.

Nurses at Parirenyatwa and Harare Central hospitals told NewsDay that most wards had few patients and that admissions were limited to life-threatening cases only, since doctors were not reporting for duty.

Deputy Police Commissioner Masterminded Biti’s Abduction

MDC deputy chairperson Tendai Biti yesterday accused a Zambian Deputy Police Commissioner of masterminding his abduction in Lusaka, although he was in possession of a High Court order granting his stay in that country.

Through his lawyer, Beatrice Mtetwa, Biti said the Zambian police boss, who was not named, connived with some Zimbabwe security agents to abduct him when the High Court was expecting him to appear before it for asylum processing.

Mtetwa, who was applying for alteration of her client’s bail conditions, said the Zambian police deputy commissioner had also facilitated issuance of a handover certificate, which described Biti and his aides as “five items”.

“Your worship, the State now conceded that the accused was lawfully in Zambia.

The police were called in Zambia to plot the abduction of Biti and that meeting was conducted by the Deputy Commissioner General of Police in Zambia.

He had no powers to deport the accused person as the High Court had already ruled against the decision to deport him,” Mtetwa said.

“The Deputy Police Commissioner even disguised the abduction and described the deportation of human beings as five items on the handover certificate.

The persons cannot be described as items, your worship.”

The lawyer said charges against Biti were trumped-up since there was evidence of Zanu PF legal secretary Munyaradzi Paul Mangwana and President Emmerson Mnangagwa making similar statements to the one Biti is being charged with, but no charges were made against them.

“The laws are being applied discriminately, Paul Mangwana said the same thing, but was not arrested.

The President also said similarly, but was not arrested.

The police must not be used to settle political differences because this is what politicians do, your worship,”Mtetwa said.

Biti sought the release of his passport for him to seek medical attention outside Zimbabwe during this festive season.

Mtetwa said the State would suffer no prejudice if they released the passport since the remand date had been moved to January 21, 2019.

“Many citizens look for medication outside our borders.

Many high-profile people also seek medical attention outside our borders.

Denying him his passport will be discriminatory.

Denying him the passport because of his political participation will be contrary to his constitutional right.”

Mtetwa also wanted the court to scrap the restriction on addressing political gatherings and Press conferences.

She said the conditions were a clear deliberate design to stop Biti from participating in politics.

However, the State, represented by Tafadzwanashe Mpariwa, did not oppose the release of Biti’s passport, but opposed the scrapping of conditions that restrict him from addressing political gatherings, saying the conditions would only be removed at the finalisation of the case.

Magistrate Gloria Takundwa released Biti’s passport and also returned his title deeds, but the condition on addressing political gatherings and Press conferences remains in effect.

Said the Zimbabwe Hospital Doctors Association (ZHDA) Secretary General Dr Mthabisi Anele Bhebhe said government was not forthcoming in addressing the doctors’ plight.

All Set For SA Diaspora Vote Months Before 2019 Elections

Johannesbourg, South Africa (ADV) – South Africa said it is ready to conduct voting at the South African diplomatic missions abroad for their diaspora citizens.

The country’s Minister of International Relations and Cooperation, Lindiwe Sisulu, recently concluded a meeting with the Commissioners of the Independent Electoral Commission (IEC) and senior officials of her department where she received a briefing on logistics required to ensure South Africans living abroad exercise their democratic right to vote in the upcoming 2019 general elections.

“From the briefing it is clear that the IEC and our team here at Department of International Relations and Cooperation (DIRCO) are hard at work to ensure that South Africans living abroad can vote in all our diplomatic missions,” said Sisulu.

DIRCO and the IEC recently signed the Cooperation Agreement on South African missions abroad, which outlines how DIRCO and the IEC will cooperate with each other to facilitate the registration and voting process for South Africans living abroad.

The Cooperation Agreement, signed by Director-General Kgabo Mahoai (DIRCO) and Chief Electoral Officer Sy Mamabolo (IEC), is aimed at giving effect to the Electoral Act 73 of 1998 and applicable regulations which make provision for South African citizens who are outside the Republic to register and vote at a South African embassy, high commission or consulate closest to them.

The Constitution provides in Section 19 (2) that every citizen has the right to free, fair and regular elections for any legislative body established in terms of the Constitution. It further provides in Section 19 (3)(a) that every adult citizen has the right to vote in elections for any legislative body established in terms of the Constitution.

“It is very important that the infrastructure is in place so that all South Africans can exercise their democratic right,” added Sisulu.

In terms of the Cooperation Agreement, the Department shall avail the premises of the missions for registration, voting and any other function that needs to be performed for successful voter registration and voting on the designated days and times.

Since the national and provincial elections of 1999, DIRCO has assisted the IEC with the voting of South African citizens abroad. Ahead of the national and provincial elections of 2014, and following the amendments to the Electoral Act, DIRCO extended its assistance to include voter registration applications through our missions abroad.

The Minister was assured that preparations are well underway across all South African missions abroad for registration weekends, special voting and setting up of infrastructure for voting when the voting dates are announced.

The IEC has declared 1-4 February 2019 as special days for South African diplomatic missions abroad to allow South African citizens to check the status of their registrations and for those who are not registered to submit their applications to be enlisted on the voters roll.

The Minister congratulated the teams on the good work done thus far and further urged them to keep the nation informed and to also meet regularly to iron out any outstanding matters.

Minister Sisulu and the IEC will in 2019 also host a special briefing with members of the diplomatic corps to brief them about the country’s 2019 elections.

Fake War Veterans Face The Chop

By Own Correspondent| Zanu Pf national chairperson, Oppah Muchinguri Kashiri, who is also the Minister of Defence and War Veterans Affairs, says there are fake war veterans who are masquerading as comrades warning that her ministry will soon weed out such elements.

The war veterans minister said she will soon be asking questions on the roles played by those who claim a hand in the liberation war adding that those who joined opposition leader Nelson Chamisa are “fake war veterans”.

Said Muchinguri Kashiri:

“There are benefits that are supposed to be enjoyed by war veterans chief among them is access to the land. After the land audit, we said 25 percent of the land should be given to war veterans.

We will not just give any war veteran because some of them are fake and they lie about their credentials. We are going to vet them.

We have cases of people who are below 50 years and claim to be war veterans. We would like to know which comrades you worked with during the liberation struggle because comrades have a sharp memory.

Chamisa claims to have liberation war veterans in his party and we wonder which war veterans and which liberation struggle are they talking about. A real war veteran does not abandon ship and join the enemy. Real war veterans are in Zanu PF and anyone else is fake.”-TellZim

Chamisa Carries Out Ground Breaking Ceremony For “Smart School”

Own Correspondent|MDC leader Nelson Chamisa on Wednesday presided over the ground breaking ceremony for the construction of a primary school in his former constituency Kuwadzana.

Mayor Herbert Gomba was supposed to officiate at the event but left it for his party leader who graced the event unexpectedly.

Addressing the gathering, Chamisa said he had turned up to show his support for the work Gomba had his team were doing at Town House. He also commended the presence of Zanu PF officials who attended the event.

“As a leader, one should appreciate both the good and the bad,” he quipped.

“ … building the country requires contribution of (everyone) because the party which might be underestimated might be productive in building a better nation.”

Control Of Fuel Pipeline Stocking Tensions Between Mnangagwa And Chiwenga

A BID to overhaul Zimbabwe’s petroleum supply system by installing a second pipeline is stoking tensions between President Emmerson Mnangagwa and vice-president Constantino Chiwenga, if government officials and fuel dealers are to be believed.

Mnangagwa owes much to his deputy. It was, after all, the military, under the leadership of then Gen Chiwenga, that deposed long-serving president Robert Mugabe, allowing for Mnangagwa’s elevation to the highest office in the land. And Chiwenga’s inclusion in cabinet — he has retired from the army — is thought to have been a nod to the role the military played in installing Mnangagwa in the presidential office.

But relations between the former allies seem to have soured. Political scientists speaking on condition of anonymity say Mnangagwa views Chiwenga as a threat to his presidency and is trying to dilute his influence.

They believe he sidelined allies of Chiwenga politically when he announced his new cabinet in September, giving key posts to loyalists such as Oppah Muchinguri (defence), July Moyo (local government) and Joram Gumbo (energy).

The official government position is that the bond notes have parity with the US dollar, but in reality the dollar is worth about three times as much. This means the government is essentially subsidising the fuel companies — the biggest importers are Trafigura, Total, the Independent Petroleum Group (IPG) and Petrotrade — which would seem to be profiting at the government’s expense.

Now a foreign currency shortage has threatened the government’s ability to pay for fuel. Stocks are running low and long queues are forming at filling stations. To avert a crisis, the government has been forced to rely on lines of credit to fund imports, something economists say is further worsening the country’s debt position.

The ministries of finance and energy, which are responsible for the allocations and for all fuel imports, blame the foreign currency crunch for the fuel crisis.

But Farai Kunaka, a representative of petroleum traders under the Motor Industry Association, says that though the fuel shortage is partly a result of foreign currency shortages, it is also due to skewed allocations of forex to pay for fuel imports. Not all traders are receiving allocations, which means they are unable to import fuel to relieve the shortage.

“We [the smaller traders] were not getting the allocations [of forex] in the first place,” says Kunaka. “Total, Zuva, Sakunda and Puma had preference. Few allocations were coming in, but we had questions about the way the allocations were being made.”

Zimbabwe’s treasury has not been forthcoming about the forex allocations. Instead, permanent secretary for the finance ministry George Guvamatanga has pointed to government intervention as essential to keeping fuel affordable. “If they [fuel traders] are allowed to source lines of credit, they have to source them offshore and will have to pay back in foreign currency, which means they have to sell in forex,” says Guvamatanga. “What kind of fare will public transporters then charge?”

But some industry players suspect the murky allocation of forex is used to benefit the bigger players — like Tagwirei’s businesses. They say Sakunda and Puma Energy, in particular, have received forex allocations ahead of other dealers.

Now Tagwirei’s fortunes seem to be shifting.

A ministry of energy official, who did not want to be named, says Tagwirei, through Puma, Sakunda and the smaller petroleum companies in which he has interests, received favourable treasury allocations of forex for the past two years. But most allocations now go to IPG, which includes companies such as Trek Petroleum and Engen Zimbabwe, among others.

This shift has apparently unnerved Chiwenga, who fears Tagwirei is being muscled out of the fuel industry.

“That is the major issue that sparked the tensions, because Tagwirei is being pushed out. When you look at it, there has also been talk of a second pipeline, but we all know who refurbished [the current pipeline],” says the official, referring to Tagwirei.

Economist John Robertson similarly believes traders with links to government officials benefit through favouritism in the forex import allocations, which disadvantages other traders in the industry — though he maintains that forex access is the primary constraint on the fuel supply at present.

“There are some government officials who are benefiting from existing arrangements and want to continue benefiting, and others who want a new arrangement that gives them a chance to benefit. There appears to be a serious conflict for the control of the fuel industry in the ranks of the ruling party,” Robertson says.

Bekezela Gumbo, the principal researcher at the Zimbabwe Democracy Institute, tells the Financial Mail that differences between Mnangagwa and Chiwenga over economic interests may threaten the long-term investment prospects for the country.

“It is [said] that Tagwirei is a shadow [for] Chiwenga, essentially being used to secure Chiwenga’s interests — that’s the perception,” says Gumbo. “It means Chiwenga and [Mnangagwa] are clashing economically through these fights to remove control of Tagwirei in the fuel industry.”

Mnangagwa aims to undermine Chiwenga’s influence by breaking the dominance of Tagwirei in the fuel industry, according to insiders.

Compounding the tension is the bid for the second pipeline. Tagwirei is understood to have helped refurbish the country’s pipeline from Mozambique to Harare at a time when Mnangagwa has been mulling the installation of a second pipeline and a new dry port for petroleum in Harare.

Government and fuel industry sources say Mogs’s bid to invest in the pipeline has received support from Mnangagwa as well as from Chris Mutsvangwa, a former adviser to Mnangagwa.

Royal Bafokeng Holdings, which controls Mogs, did not respond to e-mailed requests for comment, despite its spokesperson acknowledging receipt of such request.

If the bid for a second pipeline succeeds, it may provide more options for downstream sellers, but it is likely to intensify competition at the upper end of the fuel chain, where players like Tagwirei have dominated – and where the stakes are much more lucrative.

“This effectively means that Zimbabwe’s problems, including the fuel challenges, are a political problem. The problem is at the political apex and it’s affecting decision-making,” says Gumbo. “The leadership is not seeing [eye to eye] … In the long term it will destabilise the country.”

Zimbabwe presidential spokesperson George Charamba had not responded to the Financial Mail’s e-mailed questions by the time of writing.

Earlier, he had been noncommittal about answering questions concerning the alleged tensions between Mnangagwa and Chiwenga.

He also implied by phone that the president was not happy about the fuel supply situation in Zimbabwe. Pressed to confirm whether Mnangagwa has personal interests in the petroleum industry, he accused the FM of trying to “legitimise” a conception.

Tagwirei could not be reached for comment, while Mutsvangwa was said to be away.

Latest Report On Mugabe’s Health

Correspondent|FORMER President Robert Mugabe and his family are expected to leave the country shortly for their annual break in the Far East, it has emerged.

The government would, as ever, pick up the tab, our sources said this week.

While in power, Mugabe hardly took his annual holidays at home, usually leaving Harare in December and returning in February before his birthday celebrations.

Singapore – where he would also travel regularly for medical treatment – became a favourite bolt-hole after he was banned from Western capitals over allegations of rights abuses and electoral chicanery.

And the city State remains a preferred foreign destination after Mugabe’s forced and acrimonious ‘retirement’ last November.

The veteran leader and his family are still being looked after by the successor administration of former protégé Emmerson Mnangagwa, or so the latter claims.

Now approaching 95, Mugabe only recently returned home from Singapore after undergoing treatment for an undisclosed ailment for two months.

Mnangagwa told a political rally last month that the former Zanu PF leader was so poorly that he was no longer able to walk.

The claim was however, denied by National Patriotic Front (NPF) spokesman, Jealousy Mawarire who said Mnangagwa “lies more than he tells the truth”.

Maware often speaks for the Mugabes as well.

Sources say Mugabe’s health “is in keeping with his age” and that there was contact with the Mnangagwa administration “through the relevant institutions of the State”.

Mourners Accuse Ex Councillor For Death Of Young Bulawayo Councillor

CHAOTIC scenes rocked the burial of MDC Alliance Ward 28 Councillor Hapson Ncube in Bulawayo yesterday with party members taking the deceased’s body to former councillor Collet Ndlovu’s business premises chanting slogans denouncing him.

The party supporters, clad in party regalia, also sang songs at the business premises in Cowdray Park suggesting that Ncube, who died on Sunday at a Bulawayo hospital at the age of 34, was killed through witchcraft.

The supporters, mostly made up of members of the party’s youth, passed through the business premises enroute Bulawayo Amphitheatre where a service was held before burial at Lady Stanley Cemetery.

The crowd chanted slogans denigrating Mr Ndlovu, saying “Phansi ngo Collet, phansi (down with Collet)” before breaking into song, “Ndiwe wakauraya pahukama, hazvina mhosva pahukama.”

The song is one of the funeral laments sung when mourners suspect foul play on the cause of the death.

Addressing mourners, the party’s provincial youth chairperson Clr Mlandu Ncube urged party members to desist from killing each other, to the applause and whistling from the audience.

“As the Bulawayo MDC Youth Assembly and the Zimbabwean young people we feel so much reduced and robbed. It came to us as a surprise today to note that one of our kingpins in the assembly has gone to the new land of peace, we say rest in peace our fighter,” he said, sobbing.

“Real War Veterans Are In Zanu Pf, Everyone Else Is A Fake”; Muchinguri Kashiri Tells Chamisa

By Own Correspondent| Zanu Pf National Chairperson who is also the Defence and War Veterans’ Affairs minister Oppah Muchinguri Kashiri has scoffed at opposition MDC saying the party is embracing “fake war veterans” since real war veterans are in Zanu Pf.

Muchinguri Kashiri said opposition leader Nelson Chamisa’s plans to establish a war veterans’ wing was a futile exercise since real war veterans would never abandon Zanu Pf to join “the enemy”.

She said:

“We have cases of people who are below 50 years and claim to be war veterans.

Gwanda Flooding: Police Recover Body Of Drowned Official

Correspondent|THE body of a female Ministry of Primary and Secondary Education official from Matabeleland South Province whose vehicle was swept away by a flooded river while travelling with a colleague has been recovered by members of the police sub aqua unit.

The vehicle was swept away on Monday evening at Mamsisi River bridge in Ntalale village South of Gwanda.

Their vehicle was found by villagers on Tuesday morning along Mamsisi River about 200 metres from the bridge lying on its roof.

The area received heavy rains on Monday which left rivers flooded. A search for the two colleagues on Tuesday by villagers yielded nothing.

A police sub aqua team from Bulawayo was deployed to search for the two officials, Ms Samukeliso Dlamini who is the Gwanda District Schools Inspector and Mr Richard Nyandoro, an accountant with the Ministry.

Ms Dlamini was driving the vehicle when the accident occurred.

Ntalale Ward councillor who was also at the scene, Coster Ndlovu confirmed that police had recovered Ms Dlamini’s body and search will continue for Nyandoro.

“The sub aqua team recovered the woman’s body from the dam who has been identified as Ms Dlamini around 5PM. Only one body has been recovered today as the sub aqua team has aborted the search for the day and they are set to resume tomorrow, “he said.

“Zanu Pf And MDC Ministers Were Equally Corrupt During GNU”: Obert Gutu

By Own Correspondent| Deputy president of the MDC T faction led by Dr Thokozani Khupe has accused ministers and their deputies from both Zanu Pf and MDC of engaging in corrupt dealings during the government of national unity (GNU).

Said Gutu in a tweet:

Former ZANU PF Youth Leaders Amongst Top Land Barons In The Country

AN inquiry into the illegal sale of State land in urban areas is now 60 percent complete and so far, 75 land barons have been arrested for fraud, theft of trust funds and other corruption-related offences.

Government appointed a commission to investigate the irregular sale of State land in and around urban areas in February this year.

It is chaired by Supreme Court judge, Justice Tendai Uchena.

The commission’s findings will be given to President Mnangagwa.

Of the 75 suspects, 25 have appeared in court and their cases are still pending.

Parallel to the public hearings, the chief investigator in the commission of inquiry, Superintendent Godfree Muza and his team was instituting criminal probe where prima facie evidence points to a criminal offence.

Addressing a Press conference in Harare yesterday, Justice Uchena said the commission had covered six provinces where investigations had been conducted on 79 farms.

“Therefore we have made inquiries on 79 urban State land units or farms. Currently, we are working on producing reports for the six provinces we have covered.

“The commission’s outstanding work in is four provinces which are as follows: Harare, Mashonaland West, Mashonaland Central and Midlands.

“The provinces covered are Manicaland, Masvingo, Mashonaland East, Matabeleland North, Matabeland South and Bulawayo,” said Justice Uchena.

In an interview on the sidelines of the Press briefing, Superintendent Muza said 75 land barons had been arrested and 25 taken to court.

“Some 25 matters are pending before the courts while about 50 others are still under investigation,” he said.

Supt Muza’s list of criminal cases features prominent names like former ZANU PF Youth league leader Innocent Hamandishe, who is facing five cases of land related criminal cases at Caledonia Farm.

Also on the list is another former Zanu-PF youth leader Mubuso Chinguno, who faces allegations of swindling home seekers in Chipinge.

The barons face charges including theft of trust property, receiving money from cooperative members and converting it to personal use and selling non-existent stands.

Justice Uchena said the commission was now compiling reports in respect of the first six provinces.

The commission, according to Justice Uchena, will move to the outstanding four provinces in February next year.

The other five commissioners are Dr Tarisai Mutangi, Mr Adrew Mlalazi, Mr Steve Chakaipa, Dr Heather Chingono and Mrs Petronella Musarurwa.

Justice Legal and Parliamentary Affairs Permanent Secretary Mrs Virginia Mabiza heads the commission’s secretariat.

At the end of the inquiry, findings and recommendations will be submitted to the President.

Mnangagwa Says GNU Is A Day Dream, But Who Ever Muted For It?

Own Correspondent|President Emmerson Mnangagwa has ruled out the formation of a Government of National Unity (GNU) with MDC-Alliance, saying the ruling Zanu-PF had won an overwhelming people’s mandate in the July 30 harmonised elections.

Mnangagwa, who is also the ruling party’s First Secretary, said this while opening the 110th Ordinary Session of the Central Committee at Zanu-PF Headquarters in Harare on Wednesday.

“After the announcement of the election results by the Zimbabwe Electoral Commission (ZEC), Zanu-PF got a two thirds majority in Parliament which was two times more than what they (MDC-Alliance) got,” he said.

“So when you hear them saying we want a GNU, you should ignore them. They are daydreaming. As Zanu-PF you should not even think that there would be a GNU. We don’t have any plans for a GNU in our party as Zanu-PF,” he said.

“They challenged the election results at the Constitutional Court (Concourt) and lost. They did not ask for the opening of the ballot boxes because they knew they would lose again. You now hear them making all sorts of noises, but you should not be bothered about that. That is what losers do,” Mnangagwa said.

“We should now concentrate on fulfilling the mandate we were given by the electorate in the next five years. We should build the economy and put politics aside.

“We are now seized as Zanu-PF with growing of the economy; with finding solutions to resolve all the economic challenges the country is facing as a result of sanctions which we are facing as a country.”

MDC-Alliance has refused the acknowledge Mnangagwa’s victory, saying it was a result of fiddling with figures by the Zimbabwe Electoral Commission (ZEC).

The MDC has denied claims that the party is desperate to form a government of national unity with ZANU PF (GNU).

MDC president and vice chairperson, Nelson Chamisa and Tendai Biti
respectively, have called for negotiations with ZANU PF in order to put an end to the political and economic crisis facing the country.

MDC party spokesperson Jacob Mafume told The Daily News Emmerson Mnangagwa was actually himself the one desperate for the formation of a GNU.

”Zanu PF honchos stole the vote and
they are being tormented by their theft, it is them who were rejected by all credible observer missions and it is them Zanu PF who are failing to get a single cent even from the Chinese.

They have caused fuel shortages and
are taxing people, it is not us who have begged them for a unity government,” he said.

“Zanu PF has messed up things, they have failed the economy. They are illegitimate; they have failed to pass the legitimacy test internationally and to the people of Zimbabwe. You cannot seek to govern people by force, they will not comply. They are facing resistance from the people and the economy,” said Mafume.

“Private” TV Station Returns On Air, Announced By ZBC

THE ZBC has announced the re-birth of Joy TV in the first quarter of 2019, declaring that the development is testimony that the national broadcaster is open to any partnerships, as long as they are mutually beneficial.

Starting next week, Joy TV Incorporated will be going around Zimbabwe meeting content producers and spreading the good tidings.

31 May 2002 saw one of the main attractions on national television, Joy TV, going off air. With its demise, went erstwhile popular programmes such as Sunset Beach.

Zimbabwe’s only ever privately owned broadcasting station, Joy TV, started in July 1998, closed down on 31 May 2002, bringing down the curtain on Zimbabwe’s botched experiment with broadcasting diversity and carrying the same dream down with it.

Telecoms mogul James Makamba’s family have a controlling stake in the TV station.

Joy TV closed down after a lease agreement it had with the Zimbabwe
Broadcasting Corporation was cancelled on the grounds that it violated the
Broadcasting Services Act, which was enacted in 2001. Joy TV was leasing ZBC’s second station generally known as TV 2.

However, with the coming in of the new dispensation, all this is set to change for the better.

ZBC CEO, Mr Patrick Mavhura said brighter days are coming.

This recent partnership, which will most certainly complement ZBC’s programming, comes at a time when ZBC is preparing for digital switch over and will see that national broadcaster introducing additional 6 television channels. Set to be launched within the first quarter of 2019, Joy TV will run as a 24 hour family entertainment channel that will air local and foreign content. The channel will air a wide variety of genres that will include but not limited to current affairs programming, sitcoms, series, movies, reality shows, talk shows, game shows, travel and tourism and wildlife among others,” said Mr Mavhura.

Joy TV Incorporated representative, Kushinga Makamba said there is a bottomless pit of talent in Zimbabwe just waiting to be tapped to provide 24-hour riveting entertainment on the small screen.

The short but eventful life of Joy TV faced stern challenges especially
direct interference from the government. This manifested itself in a
“direct” order for the station to drop the BBC news bulletin it broadcast
everyday.

Joy TV was also never to allowed to flight local news except
musicals and apolitical documentaries. The reliance of the station on the
ZBC for transmission was largely as seen as having contributed to its failure
to survive as the government could cut it off at any time. It remains to be seen how it will fare this time, since the arrangement is more or less the same as before.

The closure of Joy TV strengthened the calls for the licensing of other players to enter the broadcasting industry. MISA-Zimbabwe viewed the Broadcasting Act itself as needing major amendments if private players were to survive in the industry.

The government has largely ignored the calls to amend the Act, which
virtually makes it impossible for private players to enter the industry. No foreign investment is allowed into the broadcasting industry and would-be
broadcasters would be required to stick to a strictly defined programme
content among many blemishes of the act.

Zimbabwean Sentenced To 10 Life Terms In SA Plus 235 Years Imprisonment

SERIAL rapist Amos Ngobeni has been removed from society – sentenced in the Durban High Court on Wednesday to 10 life terms and a collective 235 years’ imprisonment.

Ngobeni, a Zimbabwean national, had stalked the streets of Inanda and raped 19 women over several years. The 30-year-old artisan and father of four will now spend the unforeseeable future behind bars.

For one victim of Ngobeni — who was violated in front of her helpless boyfriend six years ago — the fear and shame of her ordeal linger on.

“I was afraid to even go out of the house, especially at night. I would have to make sure that all the doors were locked all the time,” the woman said.

The woman, who cannot be named in terms of the SA press code of conduct as a rape victim, told of how the attack had changed her life.

“The shame and embarrassment of looking at my neighbours was too much, it was as if I was losing my mind and I would run away if I saw a person walking towards me,” she said.

“I couldn’t sleep at night and every time I closed my eyes the memories of that night would flash back to me,” she added in her victim statement ahead of Ngobeni’s sentencing.

Clergyman Calls For Dialogue Between Chamisa And Mnangagwa

Faith Ministries pastor and businessman Shingi Munyeza has urged Zanu PF and the MDC to dialogue in order to move the
country forward.
Munyeza said it is important for the two political parties to find each other and work collectively towards ending the current socio-economic crisis since they control the majority of the electorate.
“The two parties control at least 95 percent of the electorate. The current impasse is coming out of the contested election result hence raising questions on legitimacy,” said Munyeza as he urged Zanu PF and the MDC to put their differences aside and focus on nation building.
“The nation must rise above self and party.Zimbabweans want to move forward and yet the power play by politicians is taking us back. We
must move away from constantly being in an election mode,” he added.
Munyeza said religious leaders were ready to be at the fore front in bringing political parties to dialogue and ensuring peace in the country.
He told the Daily News that clerics were currently working with the National Peace and Reconciliation Commission (NPRC) to facilitate
the national healing process.
“The Church has always been ready to engage, dialogue, mediate and lead on national issues when called upon to do so. We are therefore
pleading with the political players to put Zimbabweans first in their aspirations so we move the country forward on all fronts.
“Nothing stops the church to be on the fore front, we have done it in the past. Our role is always to bring warring parties to the table, engage,
dialogue, mediate and reconcile. At the moment we are working closely with the NPRC on national healing,” Munyeza said.Daily News

“Students Should Not Be Turned Away For Nonpayment Of Fees”

The Zimbabwe Lawyers for Human
Rights (ZLHR) has urged school authorities to respect the laws of the country and ensure that no child is turned away for nonpayment of fees.
This comes as the human rights lobby group has received reports from parents and guardians in
both rural and urban areas about children being turned away due to failure to pay fees.
In a statement, ZLHR said chasing children is unconstitutional and undermines policy pronouncements by the ministry of Primary and Secondary Education.
“Undoubtedly the majority of those who fall victim to this practice are children from disadvantaged
families and acquiring education can be the only way out of a life of poverty.
“The ministry has in the past categorically denounced exclusion of children for non-payment of school fees. Turning away children from the
classroom undermines the principle of the best interest of a child, a standard prescribed and emphasised in the constitution of Zimbabwe, and
in human rights instruments that Zimbabwe has voluntarily ratified,” ZLHR said.
ZLHR has called on government to issue and implement a directive to allow children to attend school whether or not the fees have been paid.Daily News

Elikem Busts Out With New Lover

Eminem with new butterfly
Pokello Nare’s ex-boyfriend, Ghanaian Elikem Kumordzie, yesterday finally unveiled his mysterious partner through a picture he posted on Instagram.

The post by Elikem was likely a reaction to shade that was being thrown at his new full-figured lover – South Africa-based Zimbabwean Edith Chibhamu by controversial transgender, Tatelicious Karigambe.

Moments before Elikem unveiled his bae, Tatelicious – who made headlines locally after splashing over US$80 000 to transform herself into a woman, had posted images of the lovers all cozy.

She dissed Elikem saying Pokello had upgraded with her new partner while he had downgraded.
As Tatelicious’ followers were still commenting on the pictures, she started insulting Chibhamu accusing her of being a human trafficker and a regular visitor to traditional healers.

She went on to claim that Chibhamu, a friend of Olinda’s, was married to one Gift Tsamba and posted a picture of her with him.

All this mud-slinging by Tatelicious was apparently because she had discovered that Chibhamu, a businesswoman whose interests are in infrastructural and property development as well as mining and agriculture who had promised to sponsor her “meet the people tour” in South Africa next year, was taking her for a ride.

“Edith Chibhamu, wakandikwidza ndege yemashanga (you gave me false hope) lying to me that you’ll support my album launch financially and sponsor my South African tour. Your personal assistant Theresa had to call me to inform me that you were actually doing nothing for my tour,” ranted Tatelicious on her Facebook fan page.
“I always had my doubts, but the truth came out.”

Tatelicious further claimed: “Edith Chibhamu wanted me to start Human Trafficking with her Arabic partners in Dubai but I developed cold feet. Maybe that’s why she boycotted sponsoring my SA tour.”
Elikem, who had been teasing fans with posts of his new lover, is currently in Dubai on business with his partner.

Tatelicious also posted an image of Chibhamu with SA-based local musician Nox and claimed that the two had a short fling. She claimed Nox’s small manhood caused Chibhamu to leave him prematurely.

All these claims by Tatelicious’ received mixed feelings from followers. Most suggested that she solves her differences with Chibhamu in private.

However, Tatelicious’ Facebook following continues to grow because of her late night live videos and posts where she gossips about several Zimbabwean socialites and celebrities.
Those who have fallen victim include comedians Mai Titi and Madam Boss, Pokello Nare, model Jacqueline Ngarande, Jah Prayzah, ZiFM personality MisRed and Nash Paints boss – Tinashe Mutarisi among many others.

After the controversial Internet sensation let the cat out of the bag yesterday, Elikem posted an image of him and Chibhamu on his Instagram wall. On his caption, he said he had gotten to a stage where one’s appearance did not matter.

“Good people can really have a great impact in your life. Give me a deep conversation or a passionate debate over brainless beauty anyday. Someone who makes me reconsider my long-held beliefs and challenges my mind.

“Being a Sapoisexual brought me here. You get to a stage where looks, size and age don’t matter anymore. You’d rather have God, peace and love.” Responding to Elikem’s post, most of his fans said his happiness is what is important and wished him well with his new lover.

Those on Tatelicious’ platform were, however, mocking him saying he had downgraded from Pokello.

“Pokello is finer though, but what matters is your happiness. All the best and God bless your relationship,” commented one Chinenyenwigwe.

Also in reaction to Tatelicious’ claims was Tsamba who admitted that he was Chibhamu’s husband, but said the two had since gone their separate ways.

“Edith Chibhamu was my wife, yes. We aren’t together anymore and she’s free to do what she wants.
“All I know is she’s a wonderful woman with a pure heart of gold”.
Tsamba said it was a pity that people were out to tarnish his ex’s image.

“It’s only God who can punish people seeking to destroy her for selfish reasons. She’s the mother of my children and I’ll forever cherish her. Anyone who wins her heart will be a lucky man as she’s a wonderful, God-fearing woman,” he said. – state media

16y Old Boy Found Dead After Beer Binge, Violence

A 16 year old who is a form 3 pupil at Founders High School in Bulawayo has been found dead following an alcohol binge and some violence that happened afterwards which saw his his assailants dumping his body in a bushy area near Nketa High School in Nketa 8 suburb.

Prichard Ndlovu

The body of Prichard Ndlovu (16) from Bulawayo’s Nkulumane suburb was discovered on Tuesday afternoon by a caretaker at Nketa High School who notified the police.

Police then informed the boy’s relatives who had already filed a missing persons report when he did not return home on Saturday.

The boy’s body was found a walking distance from his home.

The lad was living with his younger siblings as their parents are based in South Africa, the state mrdia reports.

Prichard’s aunt Ms Maenni Ndlovu said he could have been stabbed and dumped by a rival teenage gang.

Ms Ndlovu, who lives in another suburb said she was shocked to learn from Prichard’s father who contacted her on Monday from the neighbouring country saying his son was missing and had last been seen being pursued by a gang.

Ms Ndlovu said it appears there were skirmishes involving three gangs.

“What I’ve been told is that he left on Saturday at about 10AM with his friend (name supplied). They are said to have ended up at a Nketa 6 Sports Bar where they spent the whole day drinking beer. We’re told that they drank up to 9PM leading to gang-related scuffles. It seems at the same bar there was a gang from Nketa 8 suburb, another from Nketa 9 and Prichard and his friends,” said Ms Ndlovu.

“As the skirmishes ensured Prichard’s friends managed to escape to their homes, but he never returned home. So when we asked his friends about his whereabouts on the following day, they just told us that they last saw him as they were running away from the other gang.”

The Chronicle says it could not get a comment from proprietors of the sports bar that is alleged to be selling beer to the under-aged.

However, Ms Ndlovu said on Monday they reported that Prichard was missing to the police.

Police officers, Ms Ndlovu said, told them to leave their particulars so that they would get in touch with them if he was found.

“The police officers contacted us on Tuesday afternoon inviting us to come and identify a body that had been found just outside Nketa High School. When we arrived at the scene we were able to identify him although his body was already decomposing. There were visible stab wounds in his chest which makes us assume that he was stabbed before his body was ditched,” said Ms Ndlovu.

She said some boys were picked up for questioning by the police and they could be of the same age with Prichard.

A neighbour Mr Nkosana Sibanda blamed the proprietors of the sports bar for allowing children into their premises.

“It has become common knowledge that the sports bar has become a base where these under aged youths spend their time drinking. Why can’t council revoke licences for such places? They turn a blind eye on the ages of those coming into the bar and only focus on the money. It’s not the first time we have gangs fighting from that same bar, the only difference is that this case has turned fatal,” said Mr Sibanda.

Bulawayo police spokesperson Chief Inspector Precious Simango said investigations were underway.

“Investigations are ongoing and we are treating the case as murder. We also appeal to members of the public who might have information that might aid our investigations to come forward,” said Chief Insp Simango.- state media

WATCH: 6 Days Left, Will Mnangagwa Release Motlanthe Report Which Reveals Chamisa Is The Real President Of Zimbabwe?

Mnangagwa Telephones Himself, Sits On Motlanthe’s ZDF Terrorism Report And Says Chamisa Lost The 2018 Elections

Emmerson Mnangagwa
By Farai D Hove| At a time when he is sitting on the Motlanthe Commission report and also refusing to release the Zimbabwe Electoral Commission computer server, Emmerson Mnangagwa has opened fire at his opponent during the 2018 elections, Nelson Chamisa, saying he lost the just ended polls.

The Motlanthe report contains pointers that LIVE video footage broadcast (15 Dec 2017) by the public broadcaster, ZBC shows that Mnangagwa planned and announced that he was going to use the Zimbabwe Defence Forces to change the 2018 electoral results so that they reflect and outcome that is greater than the one zanu PF won the 1980 elections.

The Motlanthe report he has kept secret, contains revelations that Mnangagwa executed military level terrorism on the 1st of August during the period the Zimbabwe Electoral Commission which is controled by him, had deliberately delayed announcing the presidential election results.

Later, the constitutional Court judges who are personally appointed by evidently reporting to) him, both refused and blocked key evidence from being submitted by his opponent Nelson Chamisa, and would declare that they have chosen to ignore figures and just rely on facts.

But Mnangagwa maintains that he won the polls. “After the announcement of the election results by the Zimbabwe Electoral Commission (ZEC), Zanu-PF got a two thirds majority in Parliament which was two times more than what they (MDC-Alliance) got,” Mnangagwa said.

ZANU PF Says Zimbabwe Will Improve to Middle Income When Mnangagwa Hits 88

“Zimbabwe is Open for Business: Peace, Unity towards an Upper Middle Income Economy by 2030”

As ZimEye reveals, the party leader, Emmerson Mnangagwa will be 88 when Zimbabwe gets to achieve the status of a middle income economy, as the party announced yesterday.

The 17th edition of the Zanu-PF Annual People’s Conference will focus on laying a firm foundation to improve the country’s economic fortunes and uplift citizens’ livelihoods.

This was said by Emmerson Mnangagwa yesterday during an address to Central Committee members at the organ’s 110th Ordinary Session. Mnangagwa acknowledged the economic challenges the country was facing and said some of them were being fuelled by saboteurs.

The conference is running under the theme, “Zimbabwe is Open for Business: Peace, Unity towards an Upper Middle Income Economy by 2030” and begins in earnest in Esigodini, Matabeleland South, tomorrow.

“During the liberation struggle, we would always sit down to strategise on how to execute the war. The task before us now is to look for ways to build our country and uplift the people’s livelihoods and ensure that we have better schools, clinics, hospitals and clean water. So we are saying the task of rebuilding the economy is what we are facing. So when we meet in Esigodini, that is what we should focus on.”

Mnangagwa said the conference would also review achievements and plan for next year’s activities.

“We are going to the conference to review our programmes and identify areas where we recorded successes and where we did not.

“We will also plan activities for the coming year,” said Mnangagwa.

He said economic challenges such the massive hikes in prices of basic commodities were man-made and therefore deliberate.

“We have challenges we are facing with, some being normal when you are trying to fix an economy although some of them are acts of sabotage by our detractors,” he said.

Mnangagwa cited an example of seed maize prices that were hiked overnight from $33 to $110 in October without explanation or plausible justification.

“We called the management of these companies as the Presidium to discuss the issue at State House and they quickly acknowledged the unjustified increase and pledged to reduce the price without explaining what had caused the overnight increase,” said Mnangagwa.

He spoke out against corruption saying it would not be tolerated under the new dispensation.

“Under the new dispensation, we will not tolerate corruption. If there are some amongst us who are corrupt they should immediately discard that practice because you will not survive in the party if you are corrupt,” he added.

Mnangagwa said Government was committed to implementing devolution as seen by the allocation of $310 million for that purpose in the National Budget.- state media

Theresa May Wins Confidence Vote | BREAKING NEWS

British Prime Minister, Theresa May has won a confidence vote tonight.

In what now signals her last years at the helm of the Tory party, a majority of Conservative MPs in the end, backed her in a secret ballot after she had signalled she would step down before the 2022 election.

Theresa May Will Have Less Power Even If She Wins Tonight’s Vote, BBC Journo Says

LIVE UPDATES: As time draws for the no confidence vote result to be announced, a BBC journalist has said Prime Minister Theresa May will have less power even if she wins tonight.

Political editor, Laura Kuenssberg quoted a tory insider who said, she’ll have a “little more time”. But to do what?

VIDEO LOADING BELOW…

As ZimEye carries a LIVE analysis program the UK Guardian speculates saying is she is defeated, constitutional convention is that the PM remains in place until they can recommend to the Queen a successor who can command a majority in the House of Commons. There is no provision for interim leaders.

Meanwhile, Laura Kuenssberg wrote saying: Conservative Party rules state that if she wins tonight she can stay on as leader, undisturbed, for another 12 months.

That takes one uncertainty off the table. But she would be weaker – lonelier – and with less authority to drive her Brexit compromise through.

Already, cabinet ministers are speculating about which way she can tack.

The parliamentary sums don’t change on her current planned agreement with the EU. The cabinet, let alone the rest of the Commons, won’t give their backing.

So the Prime Minister is left tonight even with a likely victory, with less time in office, less authority, and with no credible Brexit policy – and now, even more to do.

UK BREAKING- Theresa May Faces No Confidence Vote, This Could Be Mnangagwa’s Beginning Of The End

In what could be the beginning of the end for ZANU PF UK relations, the UK’s Prime Minister Theresa May tonight faces a no confidence vote against her.

Mrs May’s struggles emerged after she received over 48 letters of no confidence from her own party over her handling of the Brexit negotiations today.

Since her rise, Emmerson Mnangagwa enjoyed a glimmer of hope amid projections that the Tory party will extend a green leaf to ZANU PF. Mnangagwa told a BBC journalist he prefers May as the UK leader. – ZimEye discusses this tonight.

Meanwhile, the Guardian says May would be a lame duck in office, unable to achieve anything of substance until the Conservatives pick a new leader. Ministers would also be unsure of their positions, as they are dependent on the prime minister for their jobs.

David Cameron remained in post for three weeks after he resigned following the 2016 EU referendum, until May emerged as the only candidate standing.

What would happen to the Brexit talks?
A May victory would prevent any leadership challenges, under Conservative party rules, for another year. It would strengthen her hand in dealing with Brussels, and allow her to say: you can see how much I need your help in avoiding a no-deal scenario, and getting Brexit through.

If May was defeated, the Brexit talks, and indeed government, would grind to a halt, as any serious negotiations would have to wait for a new leader to be in place. Conservative party rules state there are two parts to a leadership contest: any number of MPs can stand and then all the party’s 315 MPs vote to whittle that down to two.

That can be achieved by Christmas, but then there would normally have to be a ballot of members over the holiday season and not concluding until early January – unless one of the final two candidates drops out to speed up the Brexit talks.

If there is a new leader, is the only realistic option no deal?
There are two immediate possibilities for a new leader. A cabinet member could try to broadly follow May’s path – in trying to wring some concessions out of the European Union over the unpopular backstop, sign a revised exit withdrawal agreement, and concentrate energies on securing a new free trade deal.

James Makamba’s Joy TV Returns

The ZBC has announced the re-birth of Joy TV in the first quarter of 2019, declaring that the development is testimony that the national broadcaster is open to any partnerships, as long as they are mutually beneficial.

31 May 2002 saw one of the main attractions on national television, Joy TV, going off air. With its demise, went erstwhile popular programmes such as Sunset Beach.

However, with the coming in of the new dispensation, all this is set to change for the better.

ZBC CEO, Mr Patrick Mavhura said brighter days are coming.

Zanu PF, A Desperate Incorrigible Regime That Will Maliciously Pursue Its Vicious Agenda Of Power Retention Thorough Manipulation: Biti

Reprieve For Biti As Court Alters Bail Conditions

Harare Magistrate Gloria Takundwa court today ordered authorities to return the passport for human rights lawyer Tendai Biti and title deeds to his residential property, which were being held as part of his bail conditions.

Takundwa granted the order after Biti’s lawyers Beatrice Mtetwa, Alec Muchadehama, Gift Mtisi, Jeremiah Bamu and Doug Coltart filed an application for the alteration of his bail
conditions based on changed circumstances since the opposition political party leader was no longer facing charges of committing public violence.

Magistrate Takundwa ruled that it is befitting that Biti regains his passport since he had shown that he will not abscond from the court’s jurisdiction.

However, Magistrate Takundwa maintained the gag order imposed against Biti of not addressing press conferences until his matter is finalised and ordered him to continue residing at his Harare residence each time he would be in Zimbabwe.

Biti returns to court on 21 January 2019 for continuation of his trial proceedings.

Biti is on trial on charges of contravening section 66A(1)(a) and 66A(1)(b) of the Electoral Act and was arrested on 8 August 2018 after he allegedly unlawfully and unofficially announced the 30 July 2018 presidential election results. He pleaded not guilty to the charges when his trial commenced on Monday 10 December 2018.

Mamelodi Sundowns Coach Blasts Zim Goalkeeper

Terrence Mawawa| Mamelodi Sundowns coach Pitso Mosimane was not happy after Baroka goalkeeper Elvis Chipezeze received the Man of the match award for his performance in a goalless draw on Tuesday.

The Zimbabwe international made some crucial saves which kept his side in the game but consumed some time on the ground to absorb the pressure.

Mosimane alleged that Chipezeze’s actions, which he described as unsportsmanlike, should not have earned him the honour.

“We should congratulate Chipezeze for being the Man of the match for wasting time,” he said during a post-match interview with SuperSport TV.

“He is a good goalkeeper, and we have no doubt about it. He made brilliant saves, but you still give him the award when he is on the floor all the time.

“South African football needs to look at certain things differently. I have said this (before) and I know I’m right,” Pisto fumed.

When asked if he wants to know who selects the Man of the match, the gaffer said: “I know who chooses the man of the match, but I’m wondering how do you give the award to a player who does things like this.”

ED Pours Jecha On GNU Talks, SO WHATS NEXT FOR ZIMBABWE?

ZANU PF leader, Emmerson Mnangagwa says those who think Zanu PF is going to form a government of national unity (GNU) with the opposition are day-dreaming.

Mnangagwa first said this when he addressed youths before the opening of the 110th Ordinary Session of the Zanu PF Central Committee which is part of the 17th annual National People’s Conference.

He then reiterated the statements when he then addressed the Central Committee meeting at the party headquarters in Harare.

“Zanu PF won resoundingly in the July harmonised elections which were conducted in a transparent, free and credible manner, so those who want a GNU are daydreaming. If ever you dream of that, wake up and brew beer, those are not good dreams,” he said.

He said his government and the party are focussing on economic reconstruction and improvement and will not be deterred by those crying foul.

“The government is moving ahead to focus on the task at hand to revive and rebuild the economy through attraction of foreign direct investments and domestic capital, to create jobs and improve living standards of our people,” he added.

Mnangagwa also spoke on the ever increasing prices, explaining that while he thought Zimbabweans from all spheres of life are united, there are some in the business sector who are being influenced by detractors to undermine the government through unwarranted price hikes.

Turning to the subject of devolution, Mnangagwa explained that $310 million has been set aside for the development of provincial economies through cooperation among the communities in the area.

From the $310 million, each province is to receive $31 million for a jointly agreed project to empower the locals, Mnangagwa explained.

In the past, a Constituency Development Fund of $25 000 was allocated with reasonable success being scored in this regard.

Mnangagwa called for honesty and hard work in the implementation of various programmes that have been unveiled by the government in various sectors including mining, agriculture, tourism manufacturing and road construction.

“Everyone must be humble, hardworking and upright, and should also provide servant leadership. Corruption in implementing the Zimbabwe is Open for Business mantra, will not be tolerated,” said Mnangagwa.

After giving his address, the Central Committee meeting was closed to the media and outcomes will be put before the conference in Esgodini on Friday and Saturday.

FC Platinum Date Congolese Side

Terrence Mawawa| FC Platinum will depart tomorrow morning for their first round first-leg encounter against AS Otoho of Congo Brazzaville on Sunday.

The Zimbabwe champions will spend three days acclimatising to the high temperatures in the central African country before the Sunday’s game at Stade Marien Ngauabi in Owando State, about 450KM from the capital Brazzaville.

In an interview with Chronicle, FC Platinum public relations officer Chido Chizondo confirmed the date of departure.

“We are set to leave in the early hours of Thursday morning via Kenyan Airways,” she said.

The Zvishavane side beat CNaPS of Madagascar to progress to the first round while Otoho knocked out Agosto of Luanda on the away goals’ rule.

Pressure Mounts On ED To Uphold Constitutionalism

Terrence Mawawa|Ms. Miriam Mutizwa, an activist and a member of Friends of SMM (FOSMM), a not-for-profit human rights group has said she is encouraged by the fact that calls for the government of Zimbabwe to accelerate the process of aligning all laws, policies and legal instruments with the 2013 Constitution are getting louder and directional.

The Ambassador of the Netherlands ambassador to Zimbabwe, H.E. Barbara van Hellemond, at the launch of The Right Stuff, Human Rights Week, a programme set to run until Saturday, in Harare yesterday, urged President Mnangagwa’s administration to accelerate the process of aligning all laws, policies and legal instruments with the Constitution.

She said:“The Constitution of Zimbabwe was made a supreme law in 2013; five years later, many laws are still not aligned to it.

Progress has been made, but it is not enough.

The Netherlands Embassy stands with the United Nations and other international development partners in urging the government to accelerate the process of aligning all laws, policies and legal instruments with the Constitution of Zimbabwe.”

Ms. Mutizwa said: “By the Ambassador urging, a government that is largely not accountable to its people, to uphold the Constitution and respect the rights, dignity and security of all Zimbabwean residents at all times; it is our hope that this pressure will soon yield positive results.

We must accept that our fragmentation as non-state actors has real and constitutional consequences. The voices of Zimbabweans on constitutional and legal matters are not coherent and loud enough for public office bearers to listen.

We have seen that most of our fellow citizens are pervasively illiterate on matters that are of concern to our common future.

I am elated that by the South African Constitutional Court’s ruling that the decision by SADC heads of State to alter the mandate of the SADC Tribunal was irrational, unlawful and unconstitutional.

It is significant that South Africa’s courts are showing intolerance to the gross human and property rights abuses that have characterised the Mugabe and post-Mugabe administrations.

President Mnangagwa has made the right noises on the need to restore Zimbabwe to a constitutional path but the reality on the ground suggests otherwise.

We are yet to see any strong voices from civil society, parliament and the judiciary pushing for the acceleration that H.E. van Hellemond is calling for after five years of the new constitutional dispensation.”

Mr. Elvis Mugari, an activist based in Harare said: “It is really a pity that after 38 years of independence, we do not seem to have any organised constituency for promoting and upholding the rule of law.

The systemic fatalism that has taken root in Zimbabwe unless addressed by us will never allow our country to be an address of constitutionalism.

We now have to rely on foreign people to do what we have to do to ensure that no government can benefit from undermining its own laws.

The mere fact that the drive for Zimbabwe to accelerate its laws with the 2013 Constitution must worry some of us as activists as this speaks volumes about the missing dots in our legal and constitutional ecosystem.

It is unfortunate that some Zimbabweans see citizenship as an act of benevolence from public office bearers not as an obligation by all of us to be guardians of the values we want to see in practice.”

“Chamisa Is Not Desperate For GNU Formation”

Terrence Mawawa|The MDC A has denied claims that the party is
desperate to form a government of national unity with ZANU PF (GNU).

MDC president and vice chairperson, Nelson Chamisa and Tendai Biti
respectively, have called for negotiations with ZANU PF in order to put an end to the political and economic crisis facing the country.

ZANU PF has scoffed at those calls, insisting that it won the July 30 polls with a clear majority, therefore there is no need for a GNU.

MDC party spokesperson Jacob Mafume told The Daily News yesterday Emmerson Mnangagwa was desperate for the formation of a GNU.

” Zanu PF honchos stole the vote and
they are being tormented by their theft, it is them who were rejected by all credible observer missions and it is them Zanu PF who are failing to get a single cent even from the Chinese.

They have caused fuel shortages and
are taxing people, it is not us who have begged them for a unity government.

Zanu PF has messed up things, they have failed the economy. They are illegitimate; they have failed to pass the legitimacy test internationally and to the people of Zimbabwe. You cannot seek to govern people by force, they will not comply. They are facing resistance from the people and the economy,” said Mafume.

I Never Endorsed ED: Mutambara

Terrence Mawawa|Former Deputy Minister Arthur Mutambara has refuted claims by a state run newspaper that he has endorsed Emmerson Mnangagwa’s Presidency.

Mutambara also denied he trashed Government of National Unity (GNU) talks.Mutambara has further said he did not say  Mnangagwa is legitimate but rather he believes it is difficult for
the opposition to challenge Mnangagwa’s illegitimacy.

“There is obviously a bit of spin by
The Herald. I did NOT say ED is
legitimate. I said it is difficult to
operationalise the challenge to his
illegitimacy and I explained why this
was the case,” tweeted Mutambara.

Who Told Mnangagwa That A Human Being Matures At 52? Asks Dr Ruhanya

Terrence Mawawa|Respected political analyst Dr Pedzisai Ruhanya has castigated Emmerson Mnangagwa and his ilk for attempting to use the age factor to block MDC A leader Nelson Chamisa from challenging the embattled Zanu PF president for 2023 Presidency.

“Who told ED and these Zanu PF scumbags and political honchos that a human being matures at 52 in order to run for Presidency of the
Republic; what unmitigated mediocrity this Zanu PF coup class!”

“There are always INTERNAL and EXTERNAL FOUL guys in ZANU PF politics. I am afraid, a comrade and a colleague of the coup class is being framed as the internal foul guy and his sympathisers and colleague appear to have zero counter narrative,” tweeted Dr Ruhanya.

Chadzamira Orders Local Authorities To Donate Cash Towards Zanu PF Conference

Terrence Mawawa|Masvingo Minister of State Ezra Chadzamira last week ordered local authorities in the province to make donations towards the Zanu PF Annual Conference.

The Zanu PF Annual Conference is being held in Esgodini, near Bulawayo.

According to information obtained from officials at local authorities across the provinces, Chadzamira demanded cash donations and threatened to deal with dissenting officials.

Speaking to ZimEye.com in an interview yesterday a senior official at Chiredzi Rural District Council said the local authority was forced to donate $ 300 towards the ruling party conference.

“Chadzamira issued a directive to the effect that Chiredzi Rural District Council should donate $ 300 towards the Zanu PF Annual Conference.

This is a major setback for us we are now grappling with the budget deficit that accrued as a result of Chadzamira’s directive,” said the official who declined to be named.

Chadzamira was not immediately available for a comment as officials at his office indicated he would be reachable after the conference.

UK Govt Invites (CIOs) Zim Officials To Interrogate Asylum Seekers Who Fled Political Persecution

ZIMBABWEAN nationals, some of whom have lived in Britain for more than a decade, were last week ordered to attend meetings at a Home Office building in Sheffield, where they were asked “distressing” questions by an embassy official from Zimbabwe. The same process is said to be taking place in other parts of the UK.

The move is believed to be part of an agreement between the two governments that Britain would “repatriate” at least 2,500 failed asylum seekers to Zimbabwe provided that officials from the country could “vet” them beforehand.

Several Zimbabweans last week told told ZimEye they were ordered to report to the Home Office (ministry) where they were questioned by an embassy official from the Zimbabwean embassy.

When ZimEye at the weekend hosted a LIVE program over the matter, many others came up to tell their stories. Others presented written evidence with one witness revealing how she was ordered to appear at the Home Office centre in Liverpool.

The move comes after the governments of Zimbabwe and Britain agreed for the repatriation of 2 500 Zimbabweans living in the UK.

The Home Office confirmed that a “redocumentation interview” took place in Sheffield on 4 December, and did not deny allegations that it was part of an agreement between the UK government and Zimbabwe to deport 2,500 people.

One Zimbabwean national who was asked to attend one of these meetings, a woman who fled political persecution in her country in 2002 after campaigning against President Robert Mugabe’s government, said she was frightened when she saw a Zimbabwean official in the room.

Marian Machekanyanga, 54, who has been in the UK for 16 years, said: “The man had my file on the table. He started speaking to me in my native language. I asked him if I could call my solicitor and he said no. He said the Home Office had asked him to interview us.

“I was really frightened. Why is the Home Office giving my details to the government I ran away from? I know they will still be after me. Anyone who has claimed asylum in England is an enemy to the government.

“I know I will be in danger if I go back. Just because Mugabe is not in power doesn’t mean the government has changed. The same government is still in control. I don’t think I would see my family. I would get to the airport and they would take me to torture me, kill me, who knows.”

Ms Machekanyanga was forced to leave her children in the care of her sister when she fled to the UK. She had been part of a workers’ trade union and led protests against corrupt use of government funds, and said she had to flee when the authorities began to “victimise” those involved.

She did not claim asylum on arrival because she hoped the situation would change in Zimbabwe and she would be able to return. As a result of her delayed application, when she did apply for asylum seven years later, it was immediately refused.

“What is going to happen to my children and other relatives in Zimbabwe now? I’m very scared about what they will do,” Ms Machekanyanga said.

Another Zimbabwean asylum seeker who was interviewed, a man in his 50s who didn’t want to be named and has been in Britain for 15 years, said he was “highly suspicious” when he saw the Zimbabwean official.

The man, who initially came to the UK on a student visa in 2003 and then sought asylum after a warrant was issued for his arrest in Zimbabwe due to blog posts he wrote against the government, said the person interviewing him was “representing the Zimbabwe in conjunction with the Home Office”.

“He was asking for more information about myself to confirm my identity. He wanted to know about my parents and relatives in Zimbabwe,” the man added.

“I refused to give him information about myself. I was afraid – if they confirmed it was me, who what would they do with that information? He wasn’t even concerned about whether I was an asylum seeker.”

The man, whose asylum claim was rejected by the Home Office, said he would “surely be a target” if he were removed to his home country.

“I know why they want to help the UK remove asylum seekers. They want to legitimise the current government and be readmitted to the commonwealth and get foreign investment. They’ve been approached by the British government and have promised to help them,” he said.

“I’m afraid of being returned. I would be really exposed and at risk. I can’t even imagine it. I’ve written blogs in opposition to the recently conducted elections. I’ve opposed the way the elections were conducted. This is published information and I would surely be a target.”

Stuart Crossthwait, secretary of the South Yorkshire Migration and Asylum Action Group (SYMAAG), said a similar process was taking place in other parts of the UK.

He added: “This is ugly and upsetting to witness, let alone go through as an actual asylum seeker. A representative of the Zimbabwean government is the last person in the world they want to meet.

“The former ambassador made it quite clear in February that they wanted to deport 2,500 ‘illegal asylum seekers’ and people speculate about the reasons for that, which are obviously to cosy up to the UK and help them get figures down.

“It could also relate to trade deals in the future post-Brexit. Zimbabwe wants to come back into the Commonwealth, so maybe it’s ‘be good and we’ll let you have that status’. It’s corrupt and it’s treating people like they’re bargaining chips.”

It was widely reported by the Zimbabwean media in February that the then British ambassador to Zimbabwe, Catriona Lang, had told Zimbabwe’s deputy president Kembo Mohadi that the UK intended to deport illegal Zimbabweans to the country.

Mr Mohadi reportedly responded by saying the Zimbabwean government had no problem taking back its nationals but it needed to check them to ensure they were truly Zimbabweans.

He was quoted as saying: “They are standing at about 2 500 for the time being. We said we would want to vet them before they leave the UK. We want to know whether or not they are Zimbabweans or if they are not fugitives who had run away from justice.”

A Home Office spokesperson said: “A routine redocumentation interview event took place in Sheffield on Tuesday 4 December.”

UK: Uncertainty For Zimbabwean Asylum Seekers

By Own Correspondent| The British Government has been named for allegedly working with Zimbabwean embassy staff in the country to vet all Zimbabwean asylum seekers in the United Kingdom according to a report.

ZANU PF Pushing For Another Constitution Amendment

ZANU PF women’s league in Mashonaland East province is pushing for extension of the proportional representation quota system, saying women were not yet fully empowered.

Speaking at a provincial co-odinating committee meeting at the weekend, women’s league deputy secretary for administration Sphiwe Mukunyaidze said women had resolved that the Constitution be amended to pave way for the extension of the women’s quota system due to end in 2023.

“We resolved that the national Constitution be amended to extend the term of the parliamentary women’s quota positions until such time when women would have fully realised the extent of their empowerment,” she said.

The resolutions are going to be tabled at the party’s annual conference that is currently underway in Esigodini, Matabeleland South.

Section 124(b) of the new Constitution states: “… For the life of the first two Parliaments after the effective date, an additional 60 women members, six from each of the provinces into which Zimbabwe is divided, elected through a system of proportional representation based on the votes cast for candidates representing political parties in a general election for constituency members in the provinces.”

Female representation in Parliament increased from 15% to 38% following the introduction of the quota system.

However, with the tenure ending in 2023, there are fears that women representation in Parliament may decline.

The women’s league also bemoaned the cost of drugs that is now beyond the reach of many.

“The health care system should be improved as far as the adequate equipment and medicine for the early detection and cure of non-communicable diseases is concerned.

ZACC Takes Aim At Former Harare Town Clerk On Salarygate Scandal

THE Zimbabwe Anti-Corruption Commission (Zacc) has opened investigations into how former Harare town clerk Tendai Mahachi and six other senior council officials allegedly siphoned over $1 million through dubious allowances and perks.

While council parted ways with Mahachi four years ago, it has resolved to part ways with two other directors, Tendai Kwenda (finance) and Cainos Chingombe (human capital), while chamber secretary, Josephine Ncube and city health director Prosper Chonzi’s fate is yet to be decided.

A full council meeting on Monday approved criminal investigations by Zacc against city bosses.

Mayor Herbert Gomba confirmed council had given Zacc the green light to probe the matter, although civil proceedings were not yet complete.

“As you may be aware, I was not in council yesterday, but I have been informed that the matter was already under investigation by Zacc and as council, we had to make a resolution to support the probe and help the commission,” Gomba said.

The audit, done by the Local Government ministry in 2017, alleged Mahachi, Ncube and other top directors allocated themselves hefty salaries and allowances without council approval and in some cases, looted public funds.

According to the report, Mahachi and three other senior directors allegedly siphoned $282 000 from council without explanation.

The audit shows that the $282 000 was transferred by Kwenda into personal bank accounts belonging to Mahachi and three other executive members for unknown reasons.

Among the senior managers implicated are former water director Christopher Zvobgo, works director Philip Pfukwa and Chingombe.

Two months ago, the council resolved to dismiss Kwenda, who is currently on suspension and Chingombe on allegations of financial abuse after a disciplinary hearing.

Ncube did not attend the hearings due to ill health, while Chonzi is yet to appear, but remains suspended.

Mnangagwa Dismisses Prospects Of A GNU

By Own Correspondent| President Emmerson Mnangagwa has crushed any hopes of another Government of National Unity with the MDC Alliance arguing that this arrangement is not feasible since his party garnered a two thirds majority in the just ended harmonised elections.

There has been speculation in the past few days that the two major political parties could find common ground and come up with a workable plan for a unity government.

While addressing delegates at the ongoing ZANU PF Annual National People’s Conference at Esigodini in Umzingwane district on Wednesday, Mnangagwa said:

“We had our peaceful and non-violent elections tikahwina ne more than two thirds meaning we won the elections by a two thirds majority. Zvino kana ukarota kuine GNU, muka ubike doro meaning if you dream of a GNU wake up and brew some beer.

Bulawayo Metropolitan Province Minister Laments Drug Abuse In Schools

By Own Correspondent| Provincial Affairs minister for Bulawayo province, Judith Ncube has bemoaned the rampant abuse of drugs in schools.

She blamed adults for spiking foodstuffs sold to pupils with drugs.

She said consumption of the illicit drugs will then interfere with the learning process of pupils.

Minister Ncube called on parents to be on the lookout so that their children will not engage in drug abuse.

While giving her address at the official opening of the Zimbabwe Anti-corruption Commission’s office at Mhlahlandlela in Bulawayo on Monday, Ncube said:

“I was saddened by what I was told that some schoolchildren put drugs inside their ties and come break time, they smoke and when they go back to the classroom while being taught, they won’t be seeing a teacher, but a chick.

They will be now having difficult times trying to fight the chick which they are seeing in front of them. The teacher then takes a position to just watch the child and you as parents continue paying fees for this child who sees the teacher as a chick.

Most of you sell food and freezits to children and I am told that those who sell these food-stuffs spice them with drugs. You put in the drugs.”-Newsday

Another Zimbabwean Woman Squanders Her British Lover’s Fortune

A ZIMBABWEAN woman who stays in Botswana has been accused of squandering P2,33 million sent to her by her British lover.

Jeremy Robertson (57) (pictured) has now dragged his now ex-girlfriend Simakahale Ndlovu, a naturalised Motswana from Zimbabwe to court as he tries to recover his money.

Robertson said he sent the money to Ndlovu for her to build their dream home. He told a Francistown High Court judge that he first met Ndlovu during a holiday to Zimbabwe with workmates in December 2010.

The Voice newspaper reports that the couple hit it off immediately and started a long-distance relationship, with Robertson regularly travelling back to Francistown over the next five years to see his lover.

“In 2012 we discussed building a house together and getting married. However, I was unable to sell my property in London to finance the project. I turned 55 in 2016 and cashed in both of my pensions. I sent the money to her account in two batches, first I sent £50, 000 and later £17, 000 which added up to a little over P1 million,” said Robertson, adding that the cash was specifically for the construction of the house.

He sold his house in September 2017 and transferred £100, 000 into his girlfriend’s account. It was after this last deposit (worth about One-and-half-million Pula) that Robertson noticed a change in Ndlovu’s attitude towards him.

“She didn’t update me on the project and when I talked to her she became mono-syllabic; it became difficult to get information from her until I decided to come to Francistown to find out what was going on”

The Briton said when he arrived in Botswana, his girlfriend had just purchased a brand new Ford Ranger worth P440, 000. “She was cold. There was no intimacy and she acted as if she wanted to get rid of me. It was at that moment that I realised that the relationship was over.”

Robertson then reported the matter to the police as he was worried his life savings had been misused.

The investigating officer Detective Boitumelo Nalebomo told court that upon their investigations they discovered Ndlovu had lied to the unsuspecting Robertson, falsely telling him that she owned a residential plot in Tati Siding.

“There are no such records at Tati Landboard. In fact there are only documents submitted for change of ownership and the purchase of the plot. The defendant admitted in her statement that she used the money sent by Robertson to purchase the plot, which is yet to be changed into her names as she still has an outstanding balance,” revealed the Detective.

Nalebomo further stated that when they began their investigation, Ndlovu’s bank account had a balance of P380, 000, which she was ordered by court not to spend.

It was an order Ndlovu ignored, going on a spending spree that left her account with just P1, 257.

The judge said “The defendant is precluded from advancing any defence in the matter and against the applicant until she has restored the sum of P380,000 into the bank account.”

On hearing this, Ndlovu, who had been sitting quietly on one of the court’s front benches, promptly got up and left the room. She was further interdicted and restrained from disposing of the Ford Ranger, and ordered to park it at the applicant’s attorney’s office pending the judgement.

Ndlovu was also ordered to surrender title documents for the Tati Siding plot and pay costs of the application on attorney.

The former couple are due back in court on 7 February 2019.

MDC Demands Removal Of Troublesome Reza From National Prosecuting Authority

The MDC has demanded the removal of Chief Prosecutor, Michael Reza from the National Prosecuting Authority saying threatening judicial officers must be a thing of the past and urged that all trumped-up charges against members of his party be dropped.

Last month, Reza was removed from prosecuting Biti by Takundwa after the MDC deputy chair’s lawyer Mtetwa complained that the lead prosecutor was conflicted, partial and unfair after he filed an offensive affidavit before the court.

Reza and Biti almost came to blows in court after the public prosecutor accused the opposition leader of playing a role in the fatal shooting of six civilians by the army cracking down on post-election violence on August 1.

This prompted Mtetwa to seek Reza’s removal from the case saying he had already convicted her client before the commission of inquiry had finished its investigations.

Yesterday during the trial of Biti, Reza was at it again after erroneously sent a text message to advocate Thabani Mpofu allegedly insulting magistrate Gloria Takundwa who had granted permission for livestreaming of Biti’s case saying such a decision was made without consulting Chief Justice Luke Malaba.

According to Biti’s lawyer Beatrice Mtetwa the message was directed to the Presidential Anti-Corruption Unit boss Thabani Mpofu.

In the message, Reza described Takundwa as “very brave or very stupid or both”.

“Cde Mpofu, its Reza, how are you? Another strange ruling by the magistrate trying Biti. They applied for live streaming of the case, with cameras and journalists in court and proceedings beamed all over the world. She has just agreed to that without authority of her boss the Chief Justice. She is either very brave or very stupid, or both, kkkk,” the message read.

Mtetwa filed her complaint before Takundwa saying Reza’s message is likely to compromise the independence of the Judiciary by taking orders from the Executive.

The human rights lawyer has since applied to have Reza held for contempt of court.

The State, represented by Jonathan Murombedzi told the court that they will institute an inquiry into the matter.

The MDC also condemned Reza’s utterances describing them as shocking and unacceptable.

In a statement, MDC spokesperson Jacob Mafume said Reza’s utterances were clearly contemptuous of court and a clear expression of personal interest in the matter.

“The revelation that Michael Reza is questioning the decision by a Harare magistrate allowing journalists to live stream Hon. Tendai Biti’s trial is not only shocking, but unacceptable.

“This is clearly contemptuous of the court and a clear expression of personal interest in the matter,” Mafume said.

“This bias is, however, a reflection of wider challenges within the National Prosecution Authority. The Constitution makes it clear that the NPA must be independent. However, Reza has exposed his bias in contravention of this principle.

ZBC And Traditional Healer In Trouble Over Albino Statements On Air

A TRADITIONAL healer who used his slot on state-owned television monopoly ZTV to make shocking claims about albinisim has brought both himself and the broadcaster under fire from human rights bodies and activists.

On Monday, Patriarch Nyaude claimed on ZTV that a concoction made from a mixture of dried termites and soil from a pregnant woman’s footprint poured onto a termite mound, followed by some occult incantations turns the human embryo into an albino.

The remarks invited a backlash and by yesterday morning, ordinary Zimbabweans and civil society organisations were breathing fire over the utterances demanding corrective action from government.

The Zimbabwe Association of Doctors for Human Rights (ZADHR) stressed that albinism is only a clinical situation and no longer in any respect associated with witchcraft.

“ZADHR urges the nationwide broadcaster ZTV and the Ministry of Information to publicly factor a observation denouncing the harmful lies expressed by means of Mr Nyaude. In addition, ZTV must air a program devoted to teaching the country about Albinism and the more than a few demanding situations confronted by means of this segment of the neighborhood and the more than a few tactics people and communities can give a contribution to make stronger the lives of this prone crew.

“We call for extra accountable airing of techniques from the nationwide broadcaster. In Tanzania, greater than 90 other folks with albinism were murdered for ritual functions since 2000. The final thing we would like is our inhabitants associating some spirituality or witchcraft, with genetic issues, to not even point out the stigma that can get up from such reporting.

“These ideals and myths stem from incorrect information and lies which can be systematically pedalled to target one particular neighborhood, and it is rather unlucky that the nationwide broadcaster determined to air such perspectives with out a counter narrative from clinical professionals.”

Human Rights Watch Southern Africa director Dewa Mavhinga said: “The ZBC TV acted irresponsibly when it aired on the night of December 10 a programme on healing and spirit medium in which one Patriarch Nyaude made outrageous and patently false claims that Albinism is caused by witchcraft.

“It is dangerous for ZBC TV to allow people like Nyaude to propagate their false claims because in countries like Malawi, Mozambique, and Tanzania people with albinism have been hunted down and killed or maimed for their body parts based on false beliefs that their body parts have healing powers and that their bones glow in the dark.

“A national broadcaster must not be used to perpetuate false and harmful beliefs. We urge the Zimbabwe Human Rights Commission to urgently intervene and have the ZBC put on air a proper medical expert to correct Nyaude’s falsehoods. If these falsehoods are not quickly corrected, they could lead to harm for children and people living with albinism.”

Mercy Maunganidze director of Zimbabwe Albino Association bemoaned lack of sensitive reporting by ZBC.

“That’s madness, they need psychiatric help. Albinism is a genetic condition that is hereditary from parents. People who say such things must be arrested because we have been trying to demystify these beliefs, but they continue to be perpetuated,” she said.

“The media should play a role in demystifying some of these beliefs, yet they are at the forefront spreading such information. Albinism is not found in humans only, but even in animals, so can that person also explain how the same witchcraft happens to animals. Imagine in areas where there is no access to information and children living with albinism are exposed to such information, what will happen to them? They will be traumatised.”

Zimbabwe Peace Project said Nyaude’s views promote hate and perpetuate stereotyping of people with disability in violation of the Constitution.

“The utterances by Nyaude buttress the mistaken belief that albinism is a result of evil spirits which has resulted in persons with albinism being rejected, discriminated against or killed for ritual purposes.”

Cabinet Seats To Discuss About Jerrycans?

Jane Mlambo| In a surprising move that exposes, President Emmerson Mnangagwa’s cluelessness on measures to put in place to rescue the economy, cabinet that set yesterday discussed about people purchasing fuel using jerry-cans, can you imagine?

According to Minister of Information, Monica Mutsvangwa, Energy minister Joram Gumbo briefed Cabinet on the state of fuel supply in the country, which he said remained constrained.

“Cabinet noted with concern that some unscrupulous individuals were purchasing in jerry cans and reselling it at extortionate prices to the general public,” Mutsvangwa said.

Cabinet also threatened to scrap off the roll ‘errant’ civic society organisations accused of meddling in politics.

Acting Labor and Social Welfare minister Kazembe Kazembe said the State was worried with how “some non-governmental organisations (NGOs) were dabbling in politics.”

“We are not at liberty to disclose the names, but we are warning them and say they must stick to their mandate,” Kazembe said.

“Should these organisations continue with this behaviour, the government will not hesitate to withdraw their registration certificates.”

“Deal With Human Rights Abuses”: Mnangagwa Told

By Own Correspondent| Director of the Zimbabwe Peace Project, Jestina Mukoko has called on President Emmerson Mnangagwa to be sincere and deal with issues of human rights abuses.

While speaking at the event to commemorate the International Human Rights Day in Harare on Monday, Mukoko said:

“I have a few words for President Mnangagwa, when Itai Dzamara was abducted in 2015, he answered in Parliament that the abduction was ‘barbaric’.

With all due respect, I call upon the president to return to the words and show that it is barbaric. Such things are not expected from civilised people, inflicting pain on another person and the constitution clearly states that.”

Bona Goes To Court Over Disputed Gold Mine

FORMER President Robert Mugabe’s daughter Bona Chikore is battling Chinese investor TianBao Minerals Industries over ownership of a Mazowe-based gold claim.

Bona, who owns Confidence Mining (Pvt) Ltd, has filed an urgent chamber application at the High Court seeking a Spoliation order to stop the Chinese miner from taking over her claim.

In her founding affidavit, Bona who is represented by Chivore Dzingirai Group of Lawyers submitted that Confidence Mining Company was carrying out mining operations at Smithfield Farm in Mazowe after being granted a special grant by the Ministry of Mines and Mining Development, sometime in 2016.

Bona then installed a gold mill at the farm. It is alleged on December 3, TianBao came with police and threatened to unlawfully take over the gold mill without a court order.

It is alleged TianBao executives and their accomplices said they were politically connected and could do whatever they wished. Bona submitted that TianBao produced a letter which purported to give them authority to evict her from the property.

Bona said the letter was not a court order and does not give the lawful right to evict her. She further said even if TianBao has the mining claims at the farm that does not at law entitle them to dispossess her of the gold mill or interfere with her operations.

TiaBao, which is represented by Ngwerume Attorneys is yet to respond to the summons.

“Bring Him On,” Mnangagwa Set To Block The Presidential Age Review

Correspondent|seems opposition leader Nelson Chamisa’s political career as presidential candidate will be rescued by the most unlikely person: President Emmerson Mnangagwa.

The MDC leader’s political career hangs by a thread after key ZANU-PF wings, the War Veterans and the Women’s League, moved proposals to review the minimum age for presidential candidates from the current 40 years to 52. The party wings contend that Chamisa has shown political immaturity.

If adopted by the ruling party’s ongoing annual people’s conference in Esigodini, the ruling party will use its two-thirds parliamentary majority to block Chamisa from contesting presidential elections until at least 2033.

But President Emmerson Mnangagwa has reportedly poured cold water on plans by the Zanu PF Women’s League and the Zimbabwe National Liberation War Veterans Association (ZNLWVA) to bar opposition leader Nelson Chamisa from contesting in the next two elections.

Deputy Minister of Information, Publicity & Broadcasting Services Energy Mutodi distanced Mnangagwa from the proposals saying that Mnangagwa would never support such a proposition.

Said Mutodi on Twitter: “Let me make it clear that His Excellency President ED Mnangagwa will not seek to outdo his rival in the last election Nelson Chamisa by increasing the age limit for Presidential candidates.

“Instead, his policies and actions will do the bidding for his next term.”

Zanu PF Already Thinking About 2023 Elections, Economy Thrown Under The Bus

Zanu PF yesterday said all inter-district meetings held across the country have endorsed President Emmerson Mnangagwa as the party’s leader and presidential candidate for the 2023 general elections.

Addressing journalists after yesterday’s politburo meeting, spokesperson Simon Khaya Moyo said a report by political commissar Engelbert Rugeje showed unanimity among provinces that Mnangagwa would be the party’s presidential candidate in 2023.

“The national political commissar Lieutenant General (Retired) Engelbert Rugeje gave a report on recently held provincial inter-district meetings coming up with resolutions to be presented to the conference,” Khaya Moyo said.

“What was cutting across in all the inter-district meetings was unanimous endorsement of President Mnangagwa as the party’s 2023 presidential candidate. This was common in all inter-district meetings recently held across the country.”

Khaya Moyo said Mnangagwa emphasized that the politburo meeting was aimed at building a consensus on topical issues to be reported to the central committee which is scheduled to meet today.

He added: “Politburo committee member advocate Jacob Mudenda, on behalf of the secretary of legal affairs, presented the draft central committee report page by page covering an array and analysis on all party activities sector by sector including the political, economic and social matters.”

He said about 6 000 delegates will attend the conference and the party had extended invitations to a number of affiliates.

ED Switches To Mugabe’s Vindictive Politics

Government has threatened to de-register civic society organisations which it claims are dabbling in politics and are seen as hostile to President Emmerson Mnangagwa and his ruling Zanu PF party, in a throwback to the dark days of former ruler Robert Mugabe.

Acting Labour and Social Welfare minister Kazembe Kazembe yesterday read the riot act at a Cabinet briefing, saying the State was worried with how “some non-governmental organisations (NGOs) were dabbling in politics.”

“We are not at liberty to disclose the names, but we are warning them and say they must stick to their mandate,” Kazembe said.

“Should these organisations continue with this behaviour, the government will not hesitate to withdraw their registration certificates.”

Zimbabwe had a love-hate relationship with NGOs during Mugabe’s brutal 37 years in power, and he frequently de-registered them, accusing them of supporting the rival MDC party despite relying on them to distribute food aid and maintaining social services which his broke government could not afford.

In April 2007, Mugabe de-registered all NGOs and told them to submit new applications as he sought to weed out ‘hostile’ groups as the country prepared for the 2008 elections.

Five years later, he suspended 29 NGOs in Masvingo, including Care International, citing registration irregularities.

Zanu PF has previously attacked NGOs at its annual conferences too, and after the 2005 meeting recommended a crackdown on NGOs which it claimed were aligned to the MDC.
This year’s ruling party annual conference started on Monday at Umzingwane High School in Esigodini, near Bulawayo.

Mnangagwa has endured a difficult four months since winning a disputed election held on July 30, which regional and international observers noted suffered from a democracy deficit, and revealed a deep polarisation of the country.

Since then, inflation has raced into double digits while the scarcity of the United States dollar, which the country adopted in 2009 after ditching its inflation-ravaged currency, worsened, leading to shortages of basic goods and fuel.

He has also struggled to bring in new investment despite changing the controversial empowerment laws and hosting a series of conferences in Africa and abroad.
Unemployment is seen at around 90% and discontent is spreading among government workers, with doctors in public hospitals on strike for the past 10 days while teachers are marching from Mutare to Harare on foot in protest for better salaries and working conditions.

NGOs were among many local and international organisations invited to observe the July 30 elections, and their opinions were unflattering.

Zimbabwe has nearly 400 registered NGOs, according to local data.

Information minister Monica Mutsvangwa also told journalists that Cabinet had discussed the on-going industrial action by junior doctors, which has reached the 10-day mark, and authorities were pleading with medical practitioners to return to work while their grievances were being looked into.

Cabinet, according to Mutsvangwa, ruled that the strike was illegal and said doctors should “respect the sanctity of life”.

Energy minister Joram Gumbo, according to Mutsvangwa, also briefed Cabinet on the state of fuel supply in the country, which he said remained constrained.

“Cabinet noted with concern that some unscrupulous individuals were purchasing in jerry cans and reselling it at extortionate prices to the general public,” Mutsvangwa said.

Cabinet did, however, not discuss proposals by fuel dealers to sell in foreign currency as a way of alleviating shortages.

Cabinet has also approved an increase in wheat prices to $630 per tonne, up from $500 the previous season.

Finance minister Mthuli Ncube said Cabinet was, however, encouraging bakers and millers to establish outgrower schemes to ensure productivity and consistency in supply.

ED Not Interested In Increasing Presidential Age Limit, Says Mutodi

Jane Mlambo| Deputy Minister of Information, Energy Mutodi has dashed to the defence of President Emmerson Mnangagwa whom he said is not in support of the idea to raise the Presidential age limit from 40 to 52.

Posting on Twitter yesterday evening, Mutodi said Mnangagwa will not seek to block Chamisa through increasing Presidential age limit.

Last week, War Veterans Secretary General, Victor Matemadanda irked the opposition after announcing that former liberation war fighters had agreed to push through a proposal for the Presidential age limit to go up to 52.

The Zanu PF Women’s League followed suit, pushing for the constitutional amendment.

With Mnangagwa appearing disinterested, it could be a major relief to opposition considering that Zanu PF has the numbers to push through the amendment.

Health Minister Lied To Cabinet, Doctors Strike Not Over

Correspondent|HEALTH and Childcare Minister Obadiah Moyo has been accused by striking junior doctors and radiographers of being economic with the truth after he updated Cabinet that doctors had agreed to call off the strike and return to work.

In an update to the striking medical doctors, the Zimbabwe Hospital Doctors Association (ZHDA) said,

Day 12 update:

As we enter day 12 of our strike today, we urge all doctors to remain focused. Be advised that:-

1. We would like to categorically dismiss today’s Herald story titled: “Doctors praised for calling off strike”. The minister has once again decided to be so dishonourable that he had to resort to lies. No strike has been called off and the struggle shall remain alive as long our grievances are not resolved. Doctors should safeguard against cheap propaganda.

Zimbabwe Association for Doctors for Human Rights (ZADHR) treasurer Norman Matara also wrote on social media: “It’s a shame that the Minister continues to Lie to the nation and play cheap propaganda. No honour whatsoever.

While Mxolisi Ngwenya, the spokesperson for the ZHDA said: “Hamusvodi here imi ku Herald uko? Which doctors called off the strike? Hayas…chimboitai.”

Yesterday the government threatened the striking doctors with a Permanent secretary in the ministry of health Gerald Gwinji writing:
Dr Obadiah Moyo reportedly told yesterday’s Cabinet briefing that the majority had heeded Government’s call to allow for negotiations to continue.

“We continue encouraging all the doctors who are not coming to work to report back to work while negotiations are being finalised,” he said.

“We have had the bipartite meetings and so negotiations have started. We want them to be patience and look after their patients.”

He said the Health Services Board was looking at the doctor’s grievances after he met with representatives of the doctors.

This is the second time that the doctors have exposed the Health Minister since the strike started. On the 4th of December, the doctors dismissed statements made by Moyo that the strike by the doctors was over because it was ruled illegal.

The doctors went on strike on December 1 protesting against inadequate allowances, poor working conditions and lack of essential drugs and equipment at public hospitals.

They have also demanded to be paid in foreign currency citing inflation and the increase in the price of goods.

Bona Fights Chinese Investor Over Gold Claim

Zanu PF Stampedes To Endorse ED Despite Failing The Country’s Economy

Zanu PF yesterday said all inter-district meetings held across the country have endorsed President Emmerson Mnangagwa as the party’s leader and presidential candidate for the 2023 general elections.

This is despite the fact that the economy is on its knees due to failure by Mnangagwa’s administration to steer the country forward since the fall of Robert Mugabe last year.

Khaya Moyo said Mnangagwa emphasised that the politburo meeting was aimed at building a consensus on topical issues to be reported to the central committee which is scheduled to meet today.

Gvnt Cannot Pay Doctors In US Dollars

By Own Correspondent| The Minister of Health and Child Care has told striking doctors that it is not possible for the government to pay their salaries in United States dollars.

Doctors have been on strike for the past 11 days, leaving patients stranded.

Speaking after a cabinet meeting in Harare Tuesday, Minister Moyo said:

“There is the issue of payment of salaries in US dollars. Naturally, the cabinet does not feel that that is the right way to go. Neither is it the right way to think especially in an environment where the United States dollar is scarce.

We all know that we need the US dollar and in the case of health, to replace all the medicines that we are short of and it would sound awkward for staff to then request payment in US dollars for their salaries.

What is more relevant is for the staff to be pushing for the payment of the drugs that require US dollars and that is exactly what government has done; prioritise the working products which are required as a paraphernalia for the basis of carrying out procurement and ensuring that patients are well looked after. Payment of salaries in US dollars is very difficult in this current environment.”

Kasukuwere Takes His Innocence Plea To The High Court

Former Local Government minister Saviour Kasukuwere, who is facing charges of abuse of office for allegedly parcelling out land illegally, has approached the High Court again, seeking an order to quash trial proceedings and to set aside regional magistrate Hoseah Mujaya’s ruling denying his previous application for an exception to the charges.

Mujaya denied the former minister’s application last week, but Kasukuwere, in his application for review, accused the magistrate of being biased in the manner he has handled his case so far.

Through his lawyers Chinyama and Partners, Kasukuwere filed an urgent chamber application yesterday arguing that Mujaya’s determination on his application for exception was irregular since the charges preferred against him did not disclose any offence, adding his actions were a bona fide exercise of administrative power and authority.

“In the (initial application), I seek an order setting aside a ruling made by the first respondent (Mujaya) on November 29, dismissing my exception to the charges. I also seek the quashing of the proceedings on account of the fact that the first respondent’s ruling was grossly outrageous in its defiance of logic. It simply did not address the exception at all,” Kasukuwere said in his founding affidavit.

“The danger now looms that unless the present application is heard by this court before December 12, 2018, the first and second respondent (Mujaya and Zivanai Macharaga) will want to proceed with the trial even where the weight matters, which are raised in the court application for review, have not been determined and dealt with.”

Country At Risk As Councils Fail To Source Water Chemicals

LOCAL authorities are battling to procure water purification chemicals as local suppliers are demanding payment in foreign currency, Urban Councils’ Association of Zimbabwe president Josiah Makombe has revealed.

The revelation comes after Harare City Council said it had run out of water purification chemicals and was reducing the volume of water supplied to residents.

“Local authorities have been facing a challenge in sourcing water treatment chemicals because suppliers are charging in foreign currency, yet councils do not have that kind of money,” Makombe said.

“What it entails is that because local authorities do not have adequate supplies of foreign currency, they have reduced quantities they buy from local suppliers, but I still have to check with my secretary-general to get full details on the actual state of supplies (water treatment chemicals) in the market.”

Harare City Council’s acting director for water, Mabhena Moyo said the local authority had engaged the Reserve Bank of Zimbabwe (RBZ) for forex to procure chemicals as all local suppliers had nothing in stock.

“We have reduced the water we are treating because we don’t have chemicals. We have engaged the RBZ but we are yet to get a favourable response. We checked with all our suppliers locally, we don’t have sulphuric acid and we hope that the central bank will help very fast,” Moyo said.

The situation is dire and exposes residents to waterborne diseases.

Already Harare is battling to meet water demand as it pumps 420 mega litres per day against the required 1 000 mega litres.

Last month, there were reports that Bulawayo had run out of the water treatment chemicals with fears that the local authority could be forced to stop the purification of the precious liquid due to foreign currency shortages.
