Mnangagwa To Address Vendors

The meeting, set for Harare International Conference Centre was organised by the National Vendors’ Union of Zimbabwe (NVUZ) led by Sten Zvorwadza.

Said Zvorwadza:

“Our meeting is a clear indication that we pin our hopes on a leadership that addresses our plight.

We have invited the President not only as the Head of State, but as the number one civil servant whom we pin our future on and if he attends, we will outline the challenges that we encountered under the previous administration.”

Alongside an Instagram photo of the two drinking wine, Ohanian wrote the caption, “She wanted Italian for dinner, so…” Per the Instagram’s tagged location, the couple was in Venezia, Italia — or, Venice.

Williams too bragged about her Italian getaway on Instagram, posting a video of her lying in bed with her dog Chip at L’Albereta Relais & Châteaux, from which she “got to look at stars” at night.

Even Before The Vote, Zimbabwe’s Election Is Not Credible

Todd Moss, Jeffrey Smith|On July 30, Zimbabweans will elect a new president for the first time without Robert Mugabe’s name appearing on the ballot.

Most poll watchers expect the vote, at least on a surface level, to be peaceful and orderly. Given the woefully low bar set by Zimbabwe’s political leadership — which has presided over nearly four decades of violent and brazenly manipulated polls — this could even be the least-worst election in a generation.

It is now less than a week until the polls open. However, the actions taken by the new government of Emmerson Mnangagwa have already made a free, fair, and credible election impossible. Just last week, for example, the country’s electoral commission – already viewed as a partisan institution that favors the ruling party – changed the position of polling booths so that they are now in full view of officials and political party agents, a move that fatally undermines the secrecy of the ballot.

Mnangagwa, Mugabe’s longtime enforcer and bag man, is the incumbent. He rose to power last November in the aftermath of a military coup, which played out live on national television. Mnangagwa and his cabal of generals-turned-politician desperately need international approval and political legitimacy. They are anxious to have a mountain of debt owed to the World Bank and other lenders forgiven so they can start borrowing again.

Some international observers appear ready to rubber stamp the vote despite rising concerns. The African Union (AU), for example, is hoping for elections to be minimally acceptable, with anything short of widespread violence likely to be given the stamp of approval. One ominous signal: to lead their delegation, the AU has tapped former Ethiopian leader Hailemariam Desalegn, whose party often won elections with 100 percent of the vote.

The British embassy in the capital Harare is also thought to be especially eager to normalise relations with Zimbabwe if the poll is “good enough.” A crude ethos has seemingly developed that a lack of violence somehow equates to a credible election. It does not.

On the contrary, however, the United States, Canada, Australia, and the European Union have been more skeptical. They collectively argue that Zimbabwe’s standard should not be merely surpassing its deeply flawed past, but rather following the country’s constitution, as well as regional standards and international norms, including the AU Charter on Democracy Elections and Governance.

Superficially, voting on July 30 will almost certainly appear better than past charades. A new biometric voters’ roll was created and international observers were invited. In a first for Zimbabwe — and a sign of how low the bar has become — opposition candidates have even been allowed to campaign relatively openly this time around.

But election observers should not be fooled. The lack of blood in the streets does not mean the vote reflects the will of the Zimbabwean citizenry.

Here are eight ways that the vote has already been rigged, hacked or altogether stolen:

The election body is not independent
The Zimbabwe Electoral Commission (ZEC) acts like a hyper-partisan arm of the ruling party, ZANU-PF, and its repeated behavior has gutted any credibility of the vote. No significant opposition party or civil society organisation — or credible diplomat — has any confidence that the ZEC can manage a fair poll.

Concerns with manipulation of the voter roll and ballot papers have been ignored
The ZEC resisted multiple requests for transparency in how the vote will be conducted. It released a final register without any process to fix existing errors. The opposition is convinced ballot paper alteration is a high risk, but ZEC officials have refused to disclose any details of how ballots were procured and printed — or why the ballot design inexplicably gives Mnangagwa a prime spot.

Integrity of the vote tally and data security
The ZEC has yet to clarify rules on vote counting, while the computer servers that will tally reports from the field are unknown. Fears are understandable after Kenya’s experience, where its High Court annulled an observer-endorsed vote after it was found the election’s computers were hacked.

Denial of fair access to media
Zimbabwe’s constitution and regional guidelines say that all parties should have equal access to the dominant state media. Yet the main newspapers, radio, and TV continue to be blatant propaganda mouthpieces for Zanu-PF.

Ballot secrecy has been deliberately undermined
Zanu-PF agents have systematically spread rumors that fingerprints from voter registration will allow the government to trace individual votes. This is both an effective and chilling threat since citizens — especially those in rural areas — recall 2008, when poll data was used to target violent attacks against opposition supporters. Three hundred people died, while others were beaten, raped and brutalised, and thousands had their homes burned to the ground.

Organised intimidation is subtle but widespread
Unknown militants (known locally as ‘mabhinya’) have suddenly appeared in villages as a flagrant effort to intimidate opposition supporters and voters. When your home has already been burned down once, it only takes a thug shaking a matchbox for people to receive the message.

Involvement of the security forces in the election
The army, which ousted Mugabe to install Mnangagwa last year, says it will transport ballot boxes to tallying centers. This is a clear violation of the constitution and another golden opportunity to manipulate votes. Recent viral videos have shown uniformed soldiers herding citizens to attend Mnangagwa rallies and policemen voting early under the watchful eye of their commanders.

Military refusal to accept the outcome
Military leaders have in the past declared that they would only accept a Zanu-PF president. A sitting cabinet minister recently repeated this claim— and kept his job. A common belief is that the coup makers did not take such a risk only to hand power to an opposition party eight months later.

Observers have already begun to arrive in Zimbabwe to assess the validity of the vote on July 30. At this time, segments of the international community appear untroubled by the double standard that flagrantly flawed elections are somehow acceptable in Africa. This is disrespectful and unsustainable. As we have written previously, election observers need to start doing their jobs. Too often, the election cops are letting the election thieves get away or — worse — they are aiding and abetting the theft.

Under the current conditions, it is apparent that a free, fair and credible election is not possible in Zimbabwe. That so many people across the country — particularly the youth — remain undaunted by these major trials, offers a ray of hope. The world should speak up and stand with them.

Reversal Of Positioning Of Voting Booths Decision By ZEC Welcome Development

The Zimbabwe Election Support Network (ZESN) welcomes the decision by the Zimbabwe Electoral Commission (ZEC) to the review the positioning of voting booths ahead of the 30 July 2018 harmonised elections by reverting back to the set up in previous elections.

The proposed positioning of the voting booths which would have seen voters casting their ballots in full view of the polling officials, political party agents and observers was a threat to the secrecy of the vote.

ZESN applauds ZEC for taking into consideration the concerns raised by electoral stakeholders on the placement and positioning of the ballot booths. The initial proposed positioning of the booths which was meant to deter voters from taking photographs and serial numbers of their ballot papers was met with contempt by various electoral stakeholders over concerns that it did not guarantee the secrecy of the vote.

“We are pleased that ZEC have taken this crucial step which we believe is essential to safeguarding the secrecy of the vote, it is imperative now for the Commission and other institutions supporting democracy to ensure that the political environment outside polling stations is devoid of intimidation and harassment of voters before and after voting,” said ZESN Chairperson, Mr Andrew Makoni.

In addition, ZESN urges the Zimbabwe Electoral Commission (ZEC) to notify its officers of the change on the positioning and placement of the voting booths to ensure there is consistency in all polling stations on election day.

ZESN calls upon ZEC to provide political parties and observer groups with the version of the Final Voters Roll before the election to enhance stakeholder confidence and trust in electoral process.

ZESN continues to monitor and observe the pre-election environment and electoral processes.

Confident Chamisa Urges Supporters To Start Preparing Victory Celebrations

MDC Alliance leader Nelson Chamisa yesterday urged his supporters to start preparing victory celebrations, claiming Monday’s poll outcome will be in his favour even if Zanu PF and the Zimbabwe Electoral Commission (Zec) connive to rig the results.

Addressing thousands of party supporters in Norton, Chamisa made fun of Vice-President Constantino Chiwenga for flying a military helicopter to the town about 40 kilometres from Harare to only attract a handful of Zanu PF loyalists.

Chamisa said he had plans to transform the dilapidated infrastructure in Norton and improve the socio-economic outlook of the country by introducing modern technology.

He said the Zanu PF leadership had no clue on how to address the problems which they co-created under former President Robert Mugabe.

“This is a delayed match. The election was decided a long time ago and we are winning,” Chamisa said.

“Prepare for celebrations. Even if Zanu PF apparatchiks try to rig, they will not win. Even if Zanu PF connives with Zec, this is already a done deal.”

Chamisa poked holes on Zec, claiming the electoral body had just failed a credibility test.

The MDC Alliance leader said Zanu PF had no support as evidenced by the poor attendance at Chiwengwa’s recent rally.

“I thank you Norton because you taught him (Chiwenga) a lesson that you don’t want lies. I am happy that our rallies are not forced, no one is forced. You have turned up in your big numbers. From Tuesday, we will be celebrating into a new Zimbabwe.”

Chamisa said he will do away with the bond notes as soon as he is elected into power.

Speaking earlier at Murombedzi in Zvimba, Mugabe’s home area, Chamisa said Zec was working overtime to rig elections in favour of the ruling party, but vowed to beat the two − the referee and the other player, Zanu PF.

“Even if Zec had a demon to rig the elections in favour of Zanu PF, we are going to trounce the referee Zec and Zanu PF together next Monday,” Chamisa said.

He also took a swipe at Mnangagwa and Chiwenga for wasting State resources, travelling in helicopters when the rest of the population was suffering.

“Now you see the insensitivity of the current leadership of Mnangagwa and Chiwenga who have a penchant of traveling in helicopters wasting resources when the country’s larger population is suffering.”

He warned politicians intimidating and harassing opposition supporters in rural areas that their days were numbered.

Ecocash Slashes Transaction Charges

LEADING mobile telecommunications company Econet Wireless Zimbabwe has further lowered its EcoCash transaction tariffs with effect from August 1, 2018.

In a notice issued yesterday, Econet said sending an amount of money between $2 to $5 to a registered subscriber, now costs seven cents while cashing out a similar amount costs 17 cents.

At the moment transacting a $5 amount to a registered Ecocash user attracts a charge of 12 cents. Transacting the lower value of $400 and an upper value of $500 will attract a charge of $2,41 from the previous charge of $2,62.

The notice also indicated that cash-out for unregistered recipients was free and that all charges are levied electronically with no extra charges over the counter. Previously, there have been reports about Ecocash agents offering cash outs on a premium. The tariff reduction is expected to ease the burden on customers who are relying on mobile money transaction amid the prevailing cash shortages.

Last month, Government through the Postal Telecommunications Regulation Authority (Potraz) directed mobile network operators to reduce data tariffs by more than 60 percent to promote social media usage.

The directive, which was effected on July 1, saw mobile operators reducing data tariffs from 12,5 cents to five cents per megabite.

Potraz said the reduction in data charges was made following a pricing model review that saw it engaging a German consultancy company Detecon

Commonwealth Tells ZEC To Listen And Act On Complaints

Head of the 23-member Commonwealth Observer Mission and former Ghanaian President John Dramani Mahama says that the Zimbabwe Electoral Commission must not just dismiss complaints raised by political parties on the electoral processes but listen and act on them as provided by the laws of the country.

Speaking in a brief media interview on Wednesday, Mahama said Zimbabwe was ready for elections as the political space had been broadened compared to previous elections.

“It appears everybody wants to create sufficient democratic space and (we) have a high level confidence that they are being treated fairly,” Mahama told the journalists in Harare.

“It is for ZEC to listen to those complaints and, where it is possible within the law, to address those complaints. But if it takes ZEC outside the ambit of the law, I don’t think it is something they can contain. I believe we must have a large heart to accommodate everybody. The ruling party might have its demands, the opposition might have their demands and even though elections are a human process, we need to contain the concerns of everybody because you want everybody to go into the election with high level of assurance that they are going to be treated fairly in the electoral process.”

Mahama said overall, Zimbabwe was ready for elections.

“Fairly, we are ready to go but there are a few more days and if there are any rough edges I guess Zec and security organisations and all those who have a part to play in the elections can polish over those rough edges before Monday next week,” he said.

He said the election environment had greatly improved.“Election systems evolve,” he said.

“I believe that every election is better than the previous one. Certainly from 2002 to date it must be a vast improvement of what it was. There has been improvement, the political space is much broader than what it was but we cannot sit on our laurels and say because it’s better than it was last time we should not strive for perfection,” he said.

“There might be recommendations that we make in our final report that will make the process even much better. We were speaking with the electoral commission yesterday for instance. It’s the responsibility of the electoral commission to print the ballot paper. Everywhere in the world, it is the election commission that has the sole right to print but you increase the trust and confidence of the people if they are part of that process.”

Mahama said they would issue a statement of their preliminary findings after the polls.

“The final report will then be prepared and submitted to the (Commonwealth) secretary-general (Patricia Scotland) who will share it with the Government of Zimbabwe, leaders of political parties, ZEC and Commonwealth governments,” he said.

He said the final report would be key in the secretary-general’s assessment of Zimbabwe’s interest in being readmitted to the organisation.

Government has written a letter to the Commonwealth expressing its interest to re-join the bloc.

Zimbabwe withdrew from the Commonwealth in 2003 at the height of tension between Harare and London over the land reform programme.

Mthwakazi Republic Party Draws Byo Crowd Besides Heavy Police Presence

By Paul Nyathi|Matabeleland region election dark horse Mthwakazi Republic Party on Wednesday nearly brought Bulawayo Central Business District to a halt when it managed to gather a surprise number of people for its star rally ahead of the elections set for Monday.

A considerable number of about 4000 people braved heavily armed anti riot police that blocked entrance to the Large City Hall in Bulawayo where the party was meant to hold its rally which was called off at the last minute by the police but not before the party obtained an urgent court interdiction to proceed with the rally.

The rally had initially been cleared by the police but was called off at the last minute with the police citing security fears after thousands of the party supporters began gathering at the venue clad in traditional Ndebele outfit and carrying various traditional weapons including spears and shields.

The party eventually proceeded with the rally in the open space outside the venue after the Bulawayo High Court granted them an order to proceed with the rally under heavy police guard and its members gotten rid of the weapons.

“The police Forced us to seek an urgent chamber court application. We had to continue with meeting outside the venue with the blessings of the police. The initial plan of the police was to stop us but they changed their minds and allowed the rally to proceed.

“We would like to thank the members of the press and national and international observers whom we believe are the reason why the Zimbabwean State Security changed their minds. Every one here is now ready for a Mthwakazi Republic Party’s resounding victory,” said the party spokesperson Mbonisi Gumbo in a statement.

The gathering was addressed by the party’s President Mqondisi Moyo who is also Matobo North Constituency Parliamentary Candidate. Controversial Ntabazinduna based Chief Nhlanhla Ndiweni also addressed the gathering and promised to pursue further why state security wanted to stop the rally?

Mnangagwa Set To Attend His Last International Summit

By Paul Nyathi|President Emmerson Mnangagwa is expected to leave Harare for South Africa on Thursday to attend the BRICS Summit that started on Wednesday which may just be his final international summit as Head of State ahead of the end of his term of office on Sunday at mid night.

BRICS is a grouping of emerging economies — Brazil, Russia, India, China and South Africa — and convened for its 10th Summit in Johannesburg.

Russian President Vladimir Putin, China’s President Xi Jinping, Indian Prime Minister Narendra Modi, Brazil President Michel Temer and host President Cyril Ramaphosa are attending the annual three-day summit, along with several African leaders invited as guests, including President Mnangagwa.

Turkey President Recep Tayyip Erdogan will attend the event as well although his country is not a member of BRICS.

The summit is running under the theme “BRICS in Africa: Collaboration for Inclusive Growth and Shared Prosperity in the Fourth Industrial Revolution.”

The theme seeks to strengthen the relationship between BRICS and Africa, which is why BRICS leaders will tomorrow interact with African leaders on how best they can bring about the “inclusive growth” and “shared prosperity” to the continent.

A BRICS Business Forum was held on Wednesday and will be followed by the BRICS leaders’ meeting and retreat on Thursday.

Chamisa Says If ZEC Rigs, Youths Will Make The Country Ungovernable For Mnangagwa

MDC Alliance leader Nelson Chamisa yesterday said if next week’s elections are rigged, youths could make the country ungovernable for Emmerson Mnangagwa.

Chamisa spoke during his presser with journos at the party’s Harvest House building saying his party has no DNA for violence.

He said he will not allow himself “to be written in history as a leader who betrayed and deprived our people their right to a God given right.”

Said Chamisa, “they are afraid of the capacity that we have, indeed if we are to say this country is to be ungovernable starting tomorrow, Mnangagwa will not be able to control it,” he began.

He continued saying, “We have the capacity to control.

“We must be acknowledged as peace icons, we have managed to even smoke a peace pipe with a crocodile who is so violent and arrogant and that we must be appreciated for that because we have tried to build and contain the pressures of the young people.

“Young people out there are restless. They are desperate and they are willing to go the extra mile for their freedom. We have the capacity to take instruments of violence, but that is not in our DNA. Our DNA is peace and working together. If they rig or cheat, they will face the music that they must know, it is not a threat, but a good promise of exercising our instruments of peace to make sure that we are able to move together as a country, so that we build a one united nation,” he said.

ZEC Warns That Women With Artificial Nails Will Not Be Allowed To Vote

By Paul Nyathi|In a move set to add to voter apathy, the Zimbabwe Electoral Commission (Zec) has said people with artificial nails will not be allowed to vote.

Zimbabwean young women are very particular with their nails and other such beauty accessories and may decide to opt out of voting instead of removing the artificial nails and nail polish that cost them sometimes up to hundreds of dollars.

Zec Commissioner Dr Qhubani Moyo advised the women with these artificial nails and nail polish to get rid of it if they intended to vote.

“All registered voters should be warned that they will not be allowed to cast their ballots with fake nails or nail polish or any such cosmetic additions which will hinder identification,” said Dr Moyo in an interview with state media on Wednesday.

He said the ban of manicure and nail polish was in order to ensure that the ink was in contact will natural skin and nail bed.

“This is meant to expose the original body parts. It is for the purposes of inking and as such we urge women out there who are intending to cast their ballots on July 30 to come prepared in order to avoid disappointment,” he said.

“The ink is meant to stay for a long time to prevent individuals from voting more than once but if one has fake nails or nail polish he or she can wash it off or remove nails,” said Dr Moyo.

Dr Moyo said this confirming social media messages that have been circulating during he past few days, that women with artificial nails or nail polish will not be allowed to vote.

He however dismissed as untrue that women will be asked to remove artificial hair or that they will be forced to wash off face creams before voting.

Mnangagwa Wants To Be Called “Mr Ground Breaking”

By Paul Nyathi| President Emmerson Mnangagwa has asked the nation to start calling him “Mr Ground Breaking” following his numerous obviously window dressing ground breaking ceremonies ahead of the upcoming national elections.

Addressing people gathered to witness the commissioning of the African Chrome Fields chrome processing plant owned by the Moti Group outside Kwekwe on Wednesday, President Mnangagwa said he wanted to adopt the new nickname after presiding over several ground breaking ceremonies since taking over government from Robert Mugabe in November last year.

“I am now Mr Groundbreaking,” President Mnangagwa said to applause from the crowd.

“But you realise that each incident where we are commissioning or doing groundbreaking, that is creation of employment; that is putting food at the table of our families. This is the new Zimbabwe we want. We shall continue to grow and grow. Today’s event is a great accomplishment,” he said.

Mnangagwa has kept himself very busy presiding at almost every little development in the country’s industrial sector in a bid to want to promote his struggling government.

The only major projects that Mnangagwa presided over were the recent commissioning of the Hwange 7 and 8 thermal projects which were started years back by the Mugabe government.

On Monday he officiated at the groundbreaking ceremony of the US$153 million expansion of Robert Gabriel Mugabe International Airport and on Tuesday he was in Mhondoro-Mubaira where he officially launched the US$4,2 billion Karo Resources consolidated platinum project.

“We had the recent groundbreaking of Hwange 7 and 8 thermal power projects. The upgrade and modernisation of Beitbridge Border Post, Robert Gabriel Mugabe International Airport development projects as well as the commissioning of the newly refurbished Kadoma General Hospital and Delta in Harare. I can go on and on,” Mnangagwa said.

Mnangagwa made reference to several foreign direct investments promises that have been made to him provided he complied to some stringent conditions top of which is to provide the country with a free, fair and credible election set for next Monday.

“Investment commitments that have been given by foreign investment in the country range beyond US$16 billion,” he said.

“In the past we never reached US$500 million per year but under six months we are exceeding $16 billion. We are saying Zimbabwe shall never be the same again. In Zimbabwe we preach peace, we preach unity and we preach tolerance. We want our people to be united, we want our people to support each other and we want our people to be respectful. We continue to march on in pursuit of our vision to become a middle income economy by 2030.”

President Mnangagwa commended the Moti Group for taking a bold decision to invest in Zimbabwe at a time some companies were scaling down or exiting the country.

Judge Boss Refuses To Punish Chigumba

Chief Justice Luke Malaba has turned down a request by a Harare man to institute proceedings for the removal of Justice Priscilla Chigumba from her judicial office saying the actions being used as the basis for the complaint had nothing to do with the Judicial Service Commission (JSC).

Justice Chigumba chairs the Zimbabwe Electoral Commission (ZEC) and the complaints against her conduct as the electoral body’s boss were raised by an activist, Mr Nkosilathi Moyo.

Mr Moyo wrote to JSC chair Chief Justice Malaba accusing Justice Chigumba of dishonesty, misconduct and incompetence.

In his letter of complaint, Mr Moyo claimed that Justice Chigumba had of late allegedly behaved most dishonourably in the manner she handled preparations for next week’s general elections.

He said there was need to urgently investigate and find out if she was still suitable to continue holding her office.

In a response dated July 23, 2018, Chief Justice Malaba, through JSC acting secretary Mr Munamato Mutevedzi, declined to take disciplinary action against Justice Chigumba.

He said Mr Moyo could pursue his case in terms of constitutional provisions and other electoral laws governing the conduct of independent commissions.

“The Chief Justice has directed us to respond to your letter and advise that:

1) The complaints which you raise in your letter relate to the alleged conduct of Honourable Justice Chigumba in the exercise of her functions as chairperson of ZEC and not as a judge of the High Court.

2) ZEC is an independent commission established in terms of section 238 of the Constitution. There are remedies provided by the Constitution and other electoral laws meant to address complaints relating to the conduct of chairpersons and commissioners of independent commissions.

3) It is within your rights to invoke those remedies if you believe that you have grounds for doing so against Honourable Chigumba as chairperson of ZEC.”

In the letter of complaint, Mr Moyo cited a number of incidences where he claimed Justice Chigumba allegedly misconducted herself.

“She has availed the ZEC database to Zanu PF, contrary to provisions of the law. In doing so, she has not only breached the law, but has unnecessarily exposed her hand by showing favouritism to Zanu PF. The act of allowing Zanu PF to access the database has compromised the integrity of the voters’ roll and prejudiced the whole conduct of the harmonised elections,” Moyo said.

“She has in this regard exposed the private and confidential details of the entire citizenry to men and women of questionable standing. In view of the violent history of this country, the information is now being used as a soft form of voter intimidation.”

He also accused her of failing to show transparency in the printing of the ballot paper.

“There is evidence that Justice Chigumba has imported compromised ballot paper from Russia. The intention behind the use of that ballot paper is to negate the expression of the will of Zimbabweans in a manner that I am able to electronically demonstrate. Her insistence in keeping the ballot paper away from everyone but Zanu PF has made me very afraid,” Mr Moyo said.

“The manner in which she has designed the ballot paper is a poor attempt at putting Emmerson Mnangagwa (Zanu PF presidential candidate) into a position of undue advantage and is contrary to the provisions of the law, which requires that all details be contained in a single column and not the two that she has settled for.”

Mr Moyo alleged Chigumba had appeared in public adorning a scarf, which he alleged is the signature of President Mnangagwa, a contestant in the upcoming elections.

He also alleged Justice Chigumba recently presided over the “police postal voting scandal” in which police officers were reportedly made to vote in front of their superiors.

ED Or Nero? – 2018 Think, Decide And Vote for Change That Delivers

By Fred Muchaiwa | Fellow countrymen and women as we approach July 30th 2018, let me share with you this very important message- With just less than a week to elections, there are voters out there still to decide on who they should vote for and why? My message is for you the undecided lot and others I can classify as spoilers (briefcase party supporters). Hopefully by the time you finish reading this article you will be without any reasonable doubt better positioned to vote and make a change that matters.

This important message coincides with a historic and very important election which for the first time in 38 years is not featuring Robert Mugabe who was forced out in November 2017. That development marked a new era in Zimbabwe’s politics in which Mugabe’s hold on power for almost four decades ended unceremoniously, a postulate scenario in the world of dictators. Also, I view this election as an opportunity in 38 years of one party rule to lay a foundation for regular leadership renewal and transition of power purely based on competence.

 

The deposition of Mugabe was a sigh of relief, too good to be true as he had become a liability to Zimbabwe, a thorn in the flesh of many both nationally and internationally and an obstacle for change the country desperately needs. The inevitable rise and ascendency of Mnangagwa by virtue of the so called “soft coup” brought mixed sentiments among Zimbabweans with mostly opposition supporters dismissing Mnangagwa as another Mugabe in a new era. Antagonistically they were 100% right because Mnangagwa is realistically a new leader of the old dispensation because the ideology remained intact.

 

Faded hope

 

The hope that came along with Mnangagwa’s dramatic rise has vanished in thin air as no sign of change is visible but the same old misfortunes still haunt Zimbabweans. The impression was that Mnangagwa had a vision for a better Zimbabwe and to begin with he will form an inclusive government with all stakeholders like genuine and mainstream opposition parties, civic groups, business leaders and churches. Unfortunately and common in ZANU PF, greedy and excessive appetite for power took over. This is typical of ZANU PF, it is the party’s longstanding ideology:

hunger for power, corruption, lies and deceit as clearly shown when they claimed to have removed Mugabe alone in the same manner they claim Zimbabwe is a ZANU PF property. Let me remind every voter that Zimbabwe is a country and its inhabitants, you and me regardless of race, colour, creed or political affiliation.

 

After his inauguration, Mnangagwa went on to damage his newly acquired reputation he earned for removing Mugabe by unveiling his blotted cabinet, the same clueless, corrupt and old individuals, a copy and paste direct from Mugabe’s files to be precise. That obviously exposed Mnangagwa as more concerned about concealing his past at the expense of the welfare of Zimbabweans. All known corrupt individuals in cabinet are more important to Mnangagwa than the people hence there is no determined effort to deal with corruption and all that anti-corruption talk is now water under the bridge.

 

New dispensation’s failures

 

Seven months of the new dispensation have yielded nothing but the same old slogans, chants, party regalia, Rastafarian scarfs etc. I urge every voter out there to do an audit of ZANU PF’s failures and destruction for the past 38 years and re-building our Zimbabwe is impossible with the same people that destroyed it.

 

  • How long does it take a responsible and people oriented government to replenish hospitals and clinics with medicines and adequate staff?
  • How much is needed by a government with correct priorities on the table to repair damaged infrastructure in communities across the country?
  • How long does a committed government take to end bank queues and restore confidence in our banking system?
  • How much does it cost to treat and provide clean water, electricity and basic needs and requirements for our citizens?
  • How long does it take to deal with known corrupt public office bearers responsible gross abuse of power and authority?
  • How long does it take to investigate human rights abuses, abductions and disappearances of people like Itai Dzamara?
  • How long does it take to admit responsibility for Gukurahundi and  to apologise to affected families?

 

What does Zimbabwe need?

 

Zimbabwe is lagging behind in terms of development in every aspect of life. To catch up and speak the same language with the rest of the world, we need change managers to spearhead the change process that lifts Zimbabwe up there. We have heard enough of theories regarding economic development (ESAP, ZimASSET etc) that never materialise. Dr Nkosana Moyo did mention this in one of his recent speeches and he said, I quote:

 

“We have politicians in Zimbabwe who write five year economic plans but those plans are never implemented”.

 

That statement depicts true colours of leaders we have, leaders who are lip service practitioners, theorists and leaders with political impotence. So, based on my qualitative analysis which is basically focused on ZANU PF’s reputation and brand image, can we give these people another five year mandate to run our country to oblivion again? Ask yourselves this question over and over and over again before July 30.

 

Interpretation of feelings

 

Zimbabweans are not only hungry for food but for change which is a country mile overdue. Look around yourself, talk to your relatives, neighbour, friends and figure out how they feel about the political, social and economic status in Zimbabwe. How do they relate those feelings about our political, social and economic turmoil to the coming elections? That general feeling of the majority can influence a decision.

 

When you vote, guard and defend that vote

 

My message to polling officers, polling agents and all responsible and involved in the election process, please be vigilant and alert. You are safeguarding and defending the people’s rights and it your job is to serve the people. People’s interest come first before individual politicians. You are not representing a politician or a president but the people.

 

If you are trained to intimidate voters or manipulate the system, look at yourself in the mirror and ask yourself why you need to do that. If you are a direct beneficiary of bad governance, your self centred persona ruins others. Think about others, your neighbour, your friend, your sister, your brother, your fellow countrymen women and children out there who have no link to the ruling elite. Zimbabwe’s wealth is not being shared equally for a long time and this is time and opportunity to correct that anomaly. Say no to vote rigging, guard the vote and defend that vote.

 

A new Zimbabwe is possible in our lifetime.

Man Hit On By Thugs While Pleasuring Self On Prostitute

Police have launched a manhunt for two knife-wielding robbers who attacked a man while he was sleeping in a sex worker’s house and stole $250 and a cell phone worth $120.
Matabeleland South provincial police spokesperson Inspector Philisani Ndebele said the man was sleeping at a house in Phakama Suburb in Gwanda when two unidentified robbers broke in on Monday at around 2AM.

“I can confirm that we are investigating a case of robbery which occurred in Phakama Suburb in Gwanda. The man was asleep when two robbers opened a window and gained access into the house.

“He woke up and one of the robbers produced a knife and threatened to stab him if he didn’t give in to their demands. They took $250 from his trousers and a cell phone valued at $120 and fled from the scene,” he said.

Insp Ndebele said the identity of the robbers was unknown. He appealed to members of the public with information that could lead to the arrest of the suspects to visit any police station near them.
He also appealed to members of the public to ensure that their houses are properly secured to make it difficult for thieves to gain access.
“As police we are appealing to members of the public to ensure that their homes are properly secured so that thieves fail to gain access. People are urged to put burglar bars on their windows, in this case this house did not have burglar bars which made it easy for the robbers to gain access. Members of the public have to make use of other necessary security features that may help them,” said Insp Ndebele.

A source who preferred anonymity said the man met the sex worker at a local bar and engaged her for the night. He said the man left with the woman and went to spend the night at her home where he was attacked.- state media

MNANGAGWA BREAKTHROUGH? – Econet Slashes Prices Again Ahead Of Elections

LEADING mobile telecommunications company Econet Wireless Zimbabwe has further lowered its EcoCash transaction tariffs with effect from August 1, 2018.
In a notice issued yesterday, Econet said sending an amount of money between $2 to $5 to a registered subscriber, now costs seven cents while cashing out a similar amount costs 17 cents.

At the moment transacting a $5 amount to a registered Ecocash user attracts a charge of 12 cents. Transacting the lower value of $400 and an upper value of $500 will attract a charge of $2,41 from the previous charge of $2,62.

The notice also indicated that cash-out for unregistered recipients was free and that all charges are levied electronically with no extra charges over the counter. Previously, there have been reports about Ecocash agents offering cash outs on a premium. The tariff reduction is expected to ease the burden on customers who are relying on mobile money transaction amid the prevailing cash shortages.

Last month, Government through the Postal Telecommunications Regulation Authority (Potraz) directed mobile network operators to reduce data tariffs by more than 60 percent to promote social media usage.

The directive, which was effected on July 1, saw mobile operators reducing data tariffs from 12,5 cents to five cents per megabite.

Potraz said the reduction in data charges was made following a pricing model review that saw it engaging a German consultancy company Detecon.- state media

ZEC Deploys Polling Officers

The Zimbabwe Electoral Commission (Zec) has intensified preparations for the harmonised elections set for Monday with deployment of election officers and material to polling stations set to start today.

The electoral body has already pitched up tents at various points where voting would take place.

In an interview yesterday, Bulawayo provincial elections officer Mr Innocent Ncube said deployment of polling officers will start today.

“As Bulawayo province our preparations are now at an advanced stage. In terms of human resources, most of the people have been trained and the last group is completing training today and deployment is tomorrow,” he said.

Mr Ncube said they had already begun pitching tents in Bulawayo. “In terms of pitching of tents, we have 108 tents that must be pitched in Bulawayo province. They began pitching them on 22 July. We are hoping that by tomorrow when the polling officers are deployed, all the tents would have been pitched,” he said.

He said between today and tomorrow, polling officers would be setting up their furniture and also collecting materials.
“Almost everything that is to be used is available, what is left is for us to give them to take to the polling stations,” said Mr Ncube.

He said they had secured adeqaute vehicles for the deployment of personnel to polling stations.
Mr Ncube could not disclose the number of polling officers to be deployed in Bulawayo but however said the number of registered voters determine the number of officers.

“At a polling station with 199 and below registered voters we would have a presiding officer and five polling officers, making them six. Polling stations with between 200 and 499 registered voters will have a presiding officer and seven polling officers each.

Those polling sations with between 500 and 1 000 voters will have a presiding officer and nine polling officers each,” said Mr Ncube. He said there are 428 polling stations in Bulawayo and 29 Command Centres.

There are 12 Command centres in constituencies and one command centre in each district as well as one provincial command centre.

“For local authority elections, the winner is declared at the ward command centre, for National Assembly the winner is declared at the constituency command centre after collating results from the wards. They have to wait for all the wards to submit results and then declare the winner,” he said.
He said this time around Presidential results must get to the District Command centre from the 29 wards.

“When they have been received from all the wards, the District elections officer immediately takes them to Harare so that we meet the Statutory requirement that results must be out within five days,” said Mr Ncube.

He said to be allowed to vote, people must produce a national identity card be it a metal, plastic or paper waiting pass with a clear photograph and identity number or a valid passport and they must be registered.

He said a driver’s licence is not acceptable but those accompanying people with special conditions can produce it. “If that assistant is registered to vote at that particular polling station and intend to cast their vote after assisting, be it the elderly or disabled, a driver’s licence would not be accepted.

“A person accompanying people with various handicaps must be 18 years and above and can only assist one person,” said Mr Ncube.

He said party regalia was strictly prohibited within 300 metres of a polling station on the day of polling.

“We urge people to continue being tolerant to each other as this year we’re working differently. Police have made it clear during our multi-liaison meetings that they willl not hesitate to arrest law breakers,” he said.

Mr Ncube said campaigns stop 24 hours before polling day.

Meanwhile, Zec yesterday sent information to voters through sms stating the polling stations where they will cast their ballot.- state media

Granny Evicts Own Daughter In Law

A 92-YEAR-OLD Gwanda woman has applied for an eviction order against her daughter-in-law who allegedly separated with her son.

Mrs Elizabeth Nkala of Gwakwe Village in her application said she had allowed her son and his family to stay at her homestead temporarily while they looked for a home of their own but her daughter-in-law, Mrs Catherine Nkala, was now refusing to leave.

She appealed to the court to order Catherine and her children to vacate the homestead.
“My son was staying in a house within my homestead before he got married. When he got married in 2004, I allowed him and his wife to continue using the house temporarily while they built their own house outside my homestead.

“Ever since Catherine came to my homestead, my family has not known peace as she has caused disharmony within the family,” said Mrs Nkala.

She said her son had since deserted his family and was now staying in Bulawayo. “I want her to vacate my homestead as she and my son don’t have any claim to it,’’ said Mrs Nkala.

She said she had tried to engage her daughter-in-law over the matter but she was not co-operating. Mrs Nkala said she had also engaged community leaders and the police over the matter but to no avail.
In her response, Catherine said she built the house in question together with her husband.
She said Mrs Nkala did not have a right to evict her as it was her matrimonial home.
Catherine begged the court to dismiss Mrs Nkala’s claim as it was unfounded.

“It’s not true that I got married to my husband in 2004 as my mother-in-law has alleged. We got legally married in 2002 but we had stayed together since 1992 in Bulawayo. During the time we were in Bulawayo that was when we built our matrimonial home which is the house in question.

“We built a 12- roomed house and a servant’s quarter and we also electrified it. This is the house that I have been staying in with my children and my mother in- law has no right to evict me. It’s false that I stay in her house and that she built it. My husband relocated to Bulawayo just because he is having an affair with another woman whom he is now staying with,” she said.

The matter is set to be heard at the Gwanda Civil Court soon.

According to eyewitnesses, the fire was started by the family’s 6 year old son while playing with a box of matches.

“The boy lit a paper and put it on the bed. Since there was no one at home, the older sister only noticed smoke coming out of the window when she came back minutes later.

She alerted neighbours who assisted by successfully putting out the fire using water before it spread to the other rooms.”

However, the owners of the house were not available to comment on the inferno with eyewitnesses alleging that they contacted Chitungwiza municipality fire brigade but they never came.

Ruvheneko Told Grill Mnangagwa First Before Chamisa

Addressing journalists today at Morgan Tsvangirai House, President Nelson Chamisa urged Zimbabweans to come out in their large numbers on Monday to vote for change that delivers.

President Chamisa expressed confidence of winning in the coming election and urged people to prepare for victory celebrations.

He assured the nation that the MDC Alliance has put in place various anti-rigging measures which will ensure that the people’s victory is safeguarded.

This comes after the Multi party dialogue hit a deadlock on procedural issues yesterday with the Zimbabwe Electoral Commission.

Later in the day, President Chamisa addressed a bumper crowd at Koshen Grounds in Norton.

Advocate Nelson Chamisa promised to bring world class development to Norton and turn it into a city, once his government assumed office.

The President was also coming from Murombedzi where he also addressed a bumper crowd of MDC Alliance supporters. This was the President’s 76th rally.

Advocate Nelson Chamisa’s revive and re-open closed industries in Norton like Hunyani Paper Mills, avert the water crisis, create employment and build world class infrastructure in the form of motorways, spaghetti roads and high-rise buildings in Norton which by 2023 will make Zimbabwe as a whole the jewel of Africa.

The President also warned the people to be wary of fake news peddled by Zanu PF. Advocate Chamisa took the time to educate the voters to place their vote on the MDC Alliance stressing that this is the only legitimate party that will bring real change that Zimbabweans have been yearnings for.

Matapi fire incident unfortunate

The MDC Alliance commiserate with the residents of Mbare’s Matapi flats whose shelter and property was gutted down by fire last night.

It beggars belief that in one of Harare’s oldest high density suburb, people are still using candles and resorting to fetching water in the dead of the night because there is scarce availability of this basic human right.

It is against such sad and poor background that the people of Zimbabwe must turn out in their millions and vote for transformation, opportunity and prosperity. To vote for change that delivers, not empty promises from a failed government.
Zimbabweans deserve better.

An MDC Alliance government will place Zimbabweans at the centre of service delivery in every government department including local authorities. The people desire smart cities that have piped water, smart towns that use electricity in people’s homes, decent and affordable homes.

Chamisa Invades Mugabe’s Backyard

By Own Correspondent| MDC Alliance President Nelson Chamisa today got a rousing welcome at Murombedzi business centre in Zvimba, an area which is home to former president Robert Mugabe.

Declared a no go area for opposition political parties, Zvimba constituency has in the past been deemed as a Zanu Pf stronghold where the opposition political parties have never won both the legislator or council seats in the elections.

In 2013, Zanu Pf’s Ziyambi Ziyambi garnered 3 510 votes in Zvimba West, while Tawanda Tungamirai got 3 014 votes in Zvimba East.

In Zvimba North and South, the election outcome was heavily contested resulting in the declaration of a re-run.

Three coaches from English Premier Soccer League Giants Chelsea FC arrived in the country yesterday for Shield-Chelsea talent search.

The initiative is sponsored by Unilever under the Shield deodorant brand and will see one lucky Zimbabwean getting a once in a lifetime opportunity of flying to London, England.

Thirty-five finalists aged 18-25 years were selected from the try-outs held in Harare and Bulawayo and have been in camp for the past week.

Four local football coaches who include, former Warriors gaffer Kalisto Pasuwa, Cosmas ‘Tsano’ Zulu, Naison Mchekela and Alois Bunjura conducted the trials.

The coaches from the EPL side will assess the selected players in the capital on the 25 of July and pick the final winner.

The continental competition will be staged from August through to May, at a time the local league will be still in progress.

Outspoken MDC T deputy president Obert Chaurura Gutu has described President Emmerson Mnangagwa’ s recent meeting with members of the dreaded National Youth Service, popularly known as Green Bombers, as a deliberate ploy to intimidate voters.

Gutu told a daily newspaper Mnangagwa was desperate to cow the electorate into submission.

“It’s not a coincidence that Mnangagwa is meeting this terror group on the eve of an election. It is meant to invoke sordid memories of the Green Bombers’ activities, especially in 2008,” said Gutu.

“Mnangagwa’s meeting with this Zanu PF hit squad is meant to ignite fear and remind the populace of its existence,” added Gutu.

Addressing the media at a news conference in Harare today Chamisa assured Mnangagwa he would not be persecuted after losing the polls.

” Mnangagwa is panicking but I want to assure him that he will not be harmed after an MDC Alliance victory,” said Chamisa.

MDC Alliance Presidential candidate, Nelson Chamisa has urged his supporters to desist from misogynistic attacks on Zimbabwe Electoral Commission(ZEC) Chairperson Priscilla Chigumba.

Chigumba has been subjected to relentless attacks from angry opposition supporters who accuse her of conniving with ruling party officials to rig the July 30 polls.

Speaking at a news conference in Harare today, Chamisa described the infringement of Chigumba’s private life as unwelcome.

“We are only concerned with her omissions and commissions in the boardroom, not in the bedroom,” said Chamisa.

He also urged his supporters not to make misogynistic attacks on Chigumba and other women.

NOVEMBER 2017 EXAMINATION FINAL MARKS:

Rampant cases of fraud and scams have affected the quality of education at the University of Zimbabwe.

Students are now made to fail examinations by the heads of departments and the institution so that they come back for what is being termed Winter School by the UZ. Students would then have to pay for these courses and residence twice in an academic year and the money is going towards funding other interests.

UZ is using this route to siphon money out of unsuspecting parents and guardians. This has caused alarm among the students and staff and some members have been fired from the university for raising the alarm. The legal battles that result are only benefiting the the top brass at UZ and its lawyers.

Here is a case of one of the many departments and examination papers that are being used for this malicious end.

The HGL 408 Advanced Structural Geology examination was written in November 2017 at the Department of Geology, University of Zimbabwe. In December 2017, there were rumours that circulated that this examination could have leaked.

The Chairperson of the Department, Dr Maideyi Meck started accusing the students that they knew how the examination had leaked and these rumours were spread to the Faculty and the
University authorities and an investigation was initiated.

The investigations were later focused on other issues and in the end it was found that the examination leak was a falsehood that was targeted at other personal issues among the staff at the
department but the results of this examination were not released and students had an N on their
results profiles.

However, despite the findings of the investigations, the University of Zimbabwe is still reluctant to release the results of the said HGL 408 and has resorted to fraudulent means to resolve the matter.

The students have been forced to rewrite the examination but are still contesting this judgment within the legal system, arguing that they want their results because they did not leak any any paper and that even the investigations found that the students were right.

The 10th of August 2018 has been set for yet another contested rewrite.

The University itself is in possession of letters and evidence that exonerates the affected final year students and this evidence, which has also been made available to the said department, faculty and the relevant students body, are in the form of the results of the said examination which are at the Department of Geology, the Faculty of Science and the Vice Chancellor’s Office; also there are letters by the Dean of Faculty, the investigating officers, the lecturer of the course
and the students who had been implicated in the matter that show that the examination in question did not leak at all.

Efforts have been made by the students’ body to seek dialogue with the University of Zimbabwe authorities to resolve the matter on level terms but the UZ insists on a rewrite which has been rejected since March 2018 up to now.

Various petitions have made to the University of Zimbabwe, human rights groups and legal entities, civic organizations and the geological
fraternities through the student rights movements and lawyers but all the efforts have been suppressed by the University in order to make students pay for this course and examination again.

There are other courses that the students in this department will have to pay for and redo again, some in which issues related to race from one lecturer Dr Anthony Martin have been raised. Dr
Martin has since fled the department to the UK.

The University had agreed to an out of court settlement after the students body had filed an urgent application at the High Court in April 2018 to have the results released. However, the
University’s influential top executive seem to have bribed the lawyers and the case was said to have been dismissed and a document with no official Court of Arms and High Court registrar’s
stamp was produced by Mr Gift Mtisi, a so-called human rights lawyer, for the dismissal.

The UZ then demanded that the students sit for another examination. The students have refused to accept such an admission of guilty when the evidence points to the contrary and have been
threatened with failure to graduate this year or anytime soon since they are in their final year. There are voice recordings from one of the management staff on this issue.

The course in question is not a course any student would want to write twice, among other courses. The UZ has advertised courses for the so called winter school in the Sunday Mail of 8
July 2018, and 20 courses on that list are from the Department of Geology alone. There are 32 students for one course, each paying USD140 for a course and $200 for residence, that is almost
quarter of USD 1 Million in just 7 weeks for this winter school from one department alone.

This department is also said to have been left in a quandary by the dismissal and departure of most of the teaching staff due to scams and acts of maladministration, most of which has been blamed on the its chairperson Dr Meck, the Vice Chancellor Professor Nyagura and their unscrupulous
cabal. It has also been established that the VC fired the UZ Bursar sometime last month for reasons best known to the VC . Suspicions are that the bursar had queried some of the decisions
by Nyagura.

The UZ lawyers Chihambakwe, Mtizwa & Partners and the fraudulent Nyagura are
benefitting from the legal battles ensue from these acts of malevolance. It should be emphasized that such acts of fraud, unprofessional conduct and injustice should not be allowed to prevail simply because the students have to graduate.

The fraudulent conduct by
the University’s Vice Chancellor Professor Nyagura and the its Executive, the Minister of Higher Education Professor Murwira, Dr Meck, the Registrar at UZ Dr Mutongoreni and his vice Dr Makunike, the lawyers Messrs Gift Mtisi (ZLHR), Mtizwa and G Mhlanga (UZ lawyers, Chihambakwe, Mtizwa & Partners), the biased Chronicle and Newsday, and some of the UZ top management staff should not be allowed to tarnish the name and quality of education at the UZ.

This victimization and, intimidation of students and staff is just getting out of proportions at this university. All this is a direct and intended infringement of the laws of the country as laid out in the Constitution.

The students, after many requests to have their deserved results from the UZ through legal means, have resorted to publicizing all this in search of justice. Evidence in form of the affected students, the HGL 408 examination and all the other marks, the course material, the notices by the UZ for the rewrite, the bogus documents from the mentioned lawyers and all of the injustices and cruelties stated above is available for everyone to see.

UN Warns Of Voter Intimidation As Zim Goes For Elections

Zimbabwe’s election campaign has been marred by a growing number of reports of voter intimidation and threats of violence, a UN body has said.

This includes people being forced to attend rallies in rural areas, the UN human rights office said.

It did not blame any party, but the ruling Zanu-PF has been accused of violence in previous elections.

Monday’s elections will be the first since long-serving ruler Robert Mugabe was forced to resign in November.

A survey published last week predicted a tight race between his successor, Emmerson Mnangagwa, and main opposition leader Nelson Chamisa.

The survey, by South Africa-based Afrobarometer, gave Mr Mnangagwa 40% of the vote and Mr Chamisa 37%, raising the possibility of a run-off.

“We remain concerned, however, at the increasing number of reports, particularly in some rural areas, of voter intimidation, threats of violence, harassment and coercion, including people being forced to attend political rallies,” it added.

Last month, a high court ordered Zanu-PF not to force schoolchildren and teachers to attend its rallies and to wear its regalia.

The case was brought by the Association of Rural Teachers Unions of Zimbabwe, which said it had acted to uphold the rule of law.

The BBC reports from the capital, Harare, that the head of one village told her that he had been warned that the violence of previous elections would be repeated if he voted for the opposition.

However, it is unclear how widespread voter intimidation is, she adds.

Most voters in live in rural areas, where traditional rulers wield enormous influence.

Zanu-PF has not yet commented on the UN’s statement.

At least two people were killed in an explosion at a Zanu-PF rally addressed by President Emmerson Mnangagwa last month.

He said he suspected that a faction linked to former First Lady Grace Mugabe was behind the blast in an attempt to kill him.

Mnangagwa has repeatedly promised that the elections will be free and fair.

He has invited European Union and US observers to monitor the elections for the first time in 16 years.

Mugabe had refused to allow them into the country.

The military has also promised to remain neutral, in a departure from previous elections when its senior commanders said they would reject an opposition victory.

Zimbabweans will vote in presidential, parliamentary and local elections.

More than 50 parties have registered to contest the elections, and there are 23 presidential candidates.

The youth vote is expected to be key. More than half of Zimbabweans are now under 25 and about 43.5% of registered voters are under 35.

ZEC Says The Ballot Paper Can Not Be Tampered With

The Zimbabwe Electoral Commission says the ballot paper it has produced is very secure and can not be tampered with.

This was revealed by the ZEC commissioner Dr Qhubani Moyo in a statement responding to claims by the opposition MDC Alliance that the paper has a suspected scientific effect that moves a vote cast for its leader Nelson Chamisa to ZANU PF’s Emmerson Mnangagwa.

In an official statement on his social media platforms, Moyo said the commission would not allow the opposition parties to test the paper as that would be an “administration nightmare.”

Wrote Moyo on Tuesday:

“Today we held the last National Multi Party liason committee meeting with contesting political parties and independents to consider requests made to the Commission.

The Commission conceded to a request keep the voting booth as it has been placed traditionally. It also agreed as per the requirements of law that the numbers of ballot papers printed be published.

It however rejected a request for random testing of ballot papers on polling day to see if the mark X placed for one candidate migrates to another because it saw it as without substance on justification and will be an administrative nightmare and potential source of conflict.

The Commission is satisfied that the ballot paper is foul proof and can not be tampered with.”

Twins (31) Jailed For Raping 11 Year Old Several Times

A PAIR of twins have been jailed after repeatedly raping and sexually assaulting an 11-year-old girl over a period of months.

Steven and Stanley Muchemwa, aged 31, were given 14 and 15 year sentences respectively at Bolton Crown Court after a judge branded the abuse “particularly shocking”.

The offences occurred at the twins’ home in Dunsop Drive, Bolton, where both men raped her, usually in their bedroom and sometimes when other children were also sleeping in the same room.

During the course of the trial the girl’s mother told Judge Graeme Smith that her world had “come crashing down around her” when she heard what had been happening.

The girl’s mother said she was “completely shocked” after her daughter revealed the ordeal to the head teacher at her school and “devastated” that she had trusted the men to take care of her.

She went on to say that there had been a “massive change” in the girl’s personality since the incidents, saying she had become “clingy” and was not sleeping well due to bad dreams.

The court heard that Steven first started touching the girl early in 2016 when she was just 10 years old, while the pair would go on to rape her in the school summer holidays after she had turned 11.

Giving evidence during the trial, the girl said that, when Steven first raped her, his brother Stanley had walked into the room while it was happening but had taken no action to stop it.

Both men had initially pleaded not guilty to the charges, although Steven would go on to change his plea to guilty before the trial began.

Prosecuting, Kathryn Johnson, said: “Stanley had seen what his brother was doing. It was following that that Stanley started to rape her.”

Adding: “He would tell her he was teaching her what to do for when she had a boyfriend.”

Ms Johnson went on to say that Stanley had told the girl she would get into trouble if she told anyone about what had been happening.

She told her head teacher in October 2016, in what Judge Smith described as a “brave decision”.

Ms Johnson recounted what the teacher found, saying the girl was in an “extremely distressed state” when she began to explain her experiences.

She added: “Initially she wouldn’t explain why she was so upset. She told the headteacher she had been abused.

“Police and social services attended and spoke to her and her mother was contacted.”

Following a trial earlier this year, Stanley was found guilty of one count of sexual assault of a child under 13 and four counts of rape of a child under 13.

His brother Steven was found guilty of two counts of sexual assault and seven counts of rape, both of a girl under 13.

He was also found guilty of one count of assault on a female, and a further count of causing or inciting a child to engage in sexual activity.

AU Gives Chigumba A Thumps Up On Poll Preps

THE African Union (AU)’s observer mission yesterday said it was satisfied with Zimbabwe’s preparations for elections next week.

The elections are being run by under fire Zimbabwe Electoral Commission led by Justice Priscilla Chigumba.

Head of delegation and former Ethiopian Prime Minister Hailemarian Desalegn Boshe told journalists on arrival in Harare that they were happy with the electoral processes despite howls of disapproval from the opposition.

“I expect a democratic free and fair election as the preparation shows,” Boshe said.

“So far its fine, it’s going in the right direction. There are complaints (from the opposition), but we are working on those issues. By and large, the government has prepared for these elections to be free, fair and democratic,” the former Ethiopian leader, who was forced to step down a few months ago following rolling protests, said.

The opposition led by the MDC Alliance coalition has been raising concerns on the ballot paper to be used in the election demanding that it be randomly tested for suspected scientific fraud.

The AU joins other foreign observer missions that have also already blessed the Zimbabwean election processes days before the elections are held.

Police Declare Norton Election Hotspot

POLICE yesterday cited Norton constituency as one of the country’s potential political hotspots given the animosity between incumbent MP Temba Mliswa (Independent) and his Zanu PF rival Christopher Mutsvangwa.

Police Commissioner-General Godwin Matanga told journalists in the capital that the hotly contested constituency is among many “hotspots” dotted around the country with potential of political violence flaring up.

He said they have deployed over 71 000 police officers across the country, including members of the Special Constabulary, to ensure an incident-free election.

“We have increased police visibility through focused deployments of personnel throughout the country in the build-up towards this election and we shall continue to do so on the day of election as well as the period after the election. Furthermore, identified hot-spots prone to political violence and other volatile areas are being monitored on a continuous basis,” the police chief said.

“We have identified quite a number of hotspots, but for now, I can talk of one. Though there are no physical fights, I can say Norton is one of them. There has been exchange of words and police have been deployed accordingly. There are other areas across the country and we are available to give that information, it’s no longer a secret. We must talk openly about them.”

With MDC Alliance presidential candidate Nelson Chamisa openly agitating for confrontation with authorities over what he termed Zec’s biased decisions, Matanga warned police would not fold their arms.

“As Zimbabwe Republic Police, we remain steadfast in enforcing the law. In line with the Electoral Act, no person should interfere with a voter’s right to secrecy while casting their ballot,” he said.

“We also urge leaders of political parties and their members to refrain from making irresponsible, inflammatory statements or pronouncements which may incite irresponsible or even violent behaviour.”

This came amid reports of massive intimidation of voters, particularly in the rural areas.

Independent electoral watchdog, the Election Situation Room (ESR), in a statement yesterday said: “Intimidation had taken many forms including preventing people from attending rallies, prevention of people leaving party rallies and threats on how one should vote with the idea that voting will not be secret.”

ERS also raised a red flag on the text messages which Zanu PF sent to voters recently soliciting for votes, describing it as a “worrisome development and a classic case of intimidation”, as citizens are raising serious concerns on how the party managed to access their accurate personal information.

“Mugabe’s Lack Of Vision Denied Zim $4.2 Billion Investment”

Karo Mining has launched operations at its $4.2 billion platinum project in Mhondoro-Ngezi, where President Emmerson Mnangagwa blamed a “lack of vision” in former leader Robert Mugabe’s administration for frustrating the investment for a decade.

The project, co-owned by Karo and a Zimbabwe Government investment vehicle, will see opencast and underground platinum mining at the site on the mineral-rich Great Dyke. The first open pit mine is expected in 2020 with full production coming in 2023, Karo founder Loucas Pouroulis said at a ground breaking ceremony on Tuesday.

Karo Platinum is expected to mine approximately 14.4 metric tons per annum of run of mine ore, yielding 1.4 million ounces of platinum group metals (PGMs) by 2024. This would make it “one of the global market leaders within the next five to seven years”, Pouroulis said.

Pouroulis looked visibly relieved as he stood and chatted with Mnangagwa at the drill site of the new operation. For over a decade, he had planned to invest in Zimbabwe, but he had been kept waiting by ministers under Mugabe’s Government.

“Since 2004 we have invested a significant amount of time and energy to get us to the position where we are today,” Pouroulis said.

Mnangagwa, who has painted himself as pro-business, wasted little time in reminding the gathering that it was his Government’s efforts that was finally making the investment a reality.

Earlier, Pouroulis had politely thanked the Government for its cooperation. Mnangagwa said the businessman was not telling the whole truth.

“They have been very modest stating that they had cooperation from the Government. That is not true,” Mnangagwa said.

“Mr Pouroulis first came to Zimbabwe in 2007, wanting to look into the mining sector. By 2008 or 2009, we had identified this project. But we have lost eight to 10 years before we could reach this day, as a result of many people, several people, in offices of authority, who had no vision.”

The project would have long reached full capacity had it been given permission to start mining when Pouroulis first showed interest in 2007, Mnangagwa said, adding: “It is happening now because there is a wind of change.”

Mnangagwa told Pouroulis that “the man who was stopping you from being here is not here”, adding that his new Mines Minister, Winston Chitando, was more open to foreign investment than his predecessor, close Mugabe ally Walter Chidhakwa.

“I have a new Minister. I hope he will continue to have the spirit to allow investment. When he changes his mind, he will go,” Mnangagwa joked.

Karo has high ambitions for the project. At steady state, the complex is expected to produce 1.4 million ounces of refined PGMs per annum. The refineries will have the size to treat up to two million ounces, leaving spare capacity for toll refining for other PGM producers in the country.

“The Karo project will be one of the largest investments ever made in the history of Zimbabwe and we believe that this strategic investment will open the gateway for further diversified investment and development of the Zimbabwean economy,” Pouroulis says.

On how the company plans to fund this first stage, officials said the 26.8 percent purchase of a stake in Karo Mining by Tharisa, owned by the Pouroulis family, will see an injection of $8 million for initial geological and sampling work to confirm the resource.

The talk of creating 15 000 direct jobs, and a total 75 000 in various support services, sounds overly optimistic. But Josephat Zimba, Country Manager for Karo, says the 15,000 jobs would be created over several years. “It is a standard measure of the industry that one job created in the primary industry creates another five jobs down the value chain.”

It was originally proposed that Karo would establish a thermal power plant with a capacity of 600MW. After consultations with Government, which is keen to diversify energy sources, Karo will now instead build a 300MW solar power plant.

With increased demands from Government on resource firms to invest back into communities, Karo says it plans to build a school, a hospital and other public amenities.

Consultations are underway with Local Government and community leaders to relocate families. “Nobody will be shoved by a front-end loader out of this area,” Zimba says.

Presidential Candidate Pulls Out Of Race: Full Statement

It is with a heavy heart that I announce my withdrawal from the presidential race in the elections. I have sincerlerly searched within me for any alternative route but found none other.

I feel the ordinary people of Zimbabwe once again find themselves in the hands of politicians and organisation bent on championing gains far from national interest.

Zimbabweans are once again being robbed of a real chance at stability growth and exit from this quandary simple because an inability to find common ground.

The events of November in which we all participated in full spirit brought about real hope which stands to be shattered in this election.

It has become clear to me that in as much as we have tried to avert a disputed election by engaging ourselves in full spirit with all stakeholders to the platform of dialogue, all those efforts have been thwarted for reasons not quite reasonable to me. While the events of November have been interpreted in many ways, it is clear that indeed the sons and daughters of Zimbabwe for one day had real hope.

This spirit should have carried on as we build our nation. The events to me clearly showed that at times certain necessary things must be done when the peace stability and joy of the country is at stake. In that context I still find it hard to believe nor understand why Zec has found it very difficult to do what ever it takes to perpetuate that possibility of a new Zimbabwe.

While I respect the independence of Zec and their alignment to the law I feel that the stakes at hand are more higher than just what the law says. The real opportunity for our country to migrate to higher levels is surely much more valuable than a hard line position that Zec has decided to tour.

While I will be compelled by law to respect the decision taken by Zec as well as independence, I dread to realise that we are on the verge of yet another disputed election which I strongly feel could have been avoided. As such I find no sense in driving right into a storm that I can see well ahead of me and for that reason am withdrawing my candidature from the election.

While the so called big political players will be at each other’s throats for the next five years, It is the ordinary man on the streets who will sleep in bank queues buy cash in the street and have no job to go to. The big players will never know the feeling of that nor be affected by sanctions which are yet to be removed. It is the ordinary man who will bear the pain and cost of such a dispute.

What Zec has clearly failed to see is that the political giants will not in any way experience the wrath of the dispute but the ordinary man who has already had to shoulder nearly 4 decades of misery.

It is with a heavy heart that I tell my followers to think deeply as to were they will put their treasured vote which I’m sure will leave them with more questions than a fullfillment of their expectations… and as such must prepare themselves for what ever outcome.

Late VP Nkomo Family Backs Mnangagwa

THE John Landa Nkomo Memorial Trust has thrown its weight behind zanu-pf Presidential candidate Emmerson Mnangagwa ahead of harmonised elections set for next Monday.

The Trust said it supported President Mnangagwa as his continued call for peace and tolerance resonated with what the late Vice President John Landa Nkomo stood for.

In a statement on Tuesday, chairman of board of trustees, Jabulani Nkomo, said they hoped the peaceful environment prevailing in the country would continue before and after the July 30 polls.

“The patron, board chairman and trustees of the John Landa Nkomo Memorial Trust would like to state its support for His Excellency, President ED Mnangagwa’s persistent and consistent call for all Zimbabweans to unite and embrace peace, love and tolerance before, during and after the July 30 2018 elections,” said Mr Nkomo.

He said the Trust, which was formed in 2014 for the purpose of remembering, promoting and protecting the late Vice President Nkomo’s legacy, was motivated to issue the statement because the President’s call resonated with what the late VP stood for.

“He was a well-known proponent of peace and he has been credited with coining the popular slogan ‘Peace begins with you, Peace begins with me and Peace begins with all of us’.”

“This slogan beseeches the nation to build peaceful co-existence,” said Nkomo. “This is a call to action for all Zimbabweans.”

Nkomo said when his father passed on in January 2013, he was declared a national hero and was described as a peacemaker, umlamlankunzi, muyananisi because of his desire to see Zimbabweans living in peace and harmony, which virtues are key prerequisites for the nation to develop and prosper.

“We pray that all Zimbabweans of whatever political persuasion conduct themselves in a peaceful manner as we go about our campaigns, voting process and announcement of the electoral outcome,” said Nkomo.

Mnagagwa Issues Warning Against Demonstrations

President Emmerson Mnangagwa has warned that he will use the hard hand on opposition members bent on what he called “inciting anarchy” in this year’s harmonised election period.

Addressing thousands of his ZANU PF supporters at a rally at Mubaira Growth Point on Tuesday, Mnangagwa warned that those who cause chaos would be dealt with.

“If anyone causes anarchy, the rule of law will prevail. We will not allow chaos in our country. We want peace. All those that are contesting are encouraged to contest in peace because we want law and order in our country.

“People should be allowed to do what they want, while respecting others and respecting peace.”

Referring to weekend statements by the MDC Alliance leader Nelson Chamisa Mnangagwa said;

“We now have a certain party that says it wants to shut down Harare and to shut down the country. God forbid! We have asked ourselves what this small party intends to do and how it intends to do it and on what grounds. Kana wangova mukaka wawadya, ingodya mukaka wako ugute zvakanaka.

“We are preaching peace and we are saying everyone, including this small party, has the freedom to go around the country to woo the people’s vote. No one will stop any party from asking the people to vote for them.

“They are free to do so because we have created a democratic space to allow every party to go to the people and campaign freely but they should do so freely. We do not have a problem with those who say peace is OK.”

The President said his Government had opened the door to observers from all over the world to observe the elections because the country was now “mature and had come of age” in implementing democracy.

“We have opened the avenues for observers from the EU, Britain, America, Asia and so forth.

“They are free to come and observe our elections because our elections are going to be free, fair, transparent and credible. So we will not deny anyone the opportunity to do what they are doing.

Opposition Worried As Mnangagwa Gathers Green Bombers

Opposition political parties have accused President Emmerson Mnangagwa of seeking to instil fear in the electorate ahead of the July 30 harmonised elections. This follows reports that Mnangagwa will be meeting with National Youth Service graduates, popularly referred to as Green Bombers.

The Green Bombers have in the past been accused of perpetrating violence to ensure Zanu-PF’s victory in previous elections.

MDC Alliance spokesperson Welshman Ncube said,

“There is always a reason to be fearful where Zanu PF begins to meet with institutions or groups that have been used in the past for coercion and intimidation…If anything, the President must have moved to dismantle that whole group.

“These youths were used as Zanu PF stormtroopers and activating them a week before elections should be a cause for concern.”

Deputy president of the Thokozani Khupe led MDC-T, Obert Gutu said,

“It’s not a coincidence that Mnangagwa is meeting this terror group on the eve of an election. It is meant to invoke sordid memories of the Green Bombers’ activities, especially in 2008.

“Mnangagwa’s meeting with this Zanu PF hit squad is meant to ignite fear and remind the populace of its existence.”

Coalition of Democrats (Code) presidential candidate, Elton Mangoma added,

“Obviously, there is cause for alarm if perpetrators of violence get this kind of treatment from the top. We had asked for peace pledges from the army, police, intelligence and the militia. Without that, they are p aying a double game.”

Police Ban Chamisa ZEC Demonstration

By Paul Nyathi|The Zimbabwe Republic Police (ZRP) has banned a third MDC-Alliance demonstration against the Zimbabwe Electoral Commission (ZEC) which was set for Wednesday, saying the force was preoccupied with final preparations for harmonised elections next Monday.

Police also said they had committed personnel to the MDC-Alliance’s rally in Harare on Saturday.

In a letter to the MDC Alliance made available to ZimEye.com, Officer Commanding Harare Central District Chief Superintendent Albert Ncube said provisions of Section 29 of the Public Order and Security Act Chapter 11:17 would be invoked if any of the conditions were violated.

Chief Supt Ncube was responding to MDC-T secretary-general Mr Douglas Mwonzora’s letter notifying the police of the party’s intention to carry out a demonstration.

He said the MDC-T’s initial letter was not in conformity with provisions of Section 23 (1) (a) and (b), 23 (2); 25(2) (c), (f), (g) of the Public Order and Security Act (POSA) Chapter 11:17.

“We acknowledge receipt of your letter notifying the regulating authority of your intention to hold the above mentioned demonstration against the Zimbabwe Electoral Commission on the 25th of July 2018 from 1000 hours to 1700 hours,” said Chief Supt Ncube.

“You are advised that currently the District is engaged in final preparation for elections deployment scheduled for the 30th of July 2018. Our members are engaged in trainings and collection of kit, as well as final deployment strategies /other political rallies,” he said.

The MDC-Alliance has already held two demonstrations against ZEC demanding to be involved in the design, printing, distribution and storage of the ballot papers.

Chief Supt Ncube said the police were also busy organising manpower for an MDC-Alliance rally on July 28, 2018 at Freedom Square.

He also advised the MDC-Alliance that the venue they intended to use for the demonstration, the Africa Unity Square, was being used by the Ministry of Sport, Arts and Recreation.

“You are advised that the venue which you intend to gather, the Africa Unity Square, is currently being utilised by the Ministry of Sport, Arts and Recreation from Tuesday July 17, 2018 to Saturday August 4, 2018 who are celebrating the arts, culture and heritage policy of Zimbabwe,” said Chief Supt Ncube.

“However, the demonstration could not be sanctioned due to the following reasons. You have already applied for a star rally scheduled for July 28, 2018, which we had already sanctioned. You previously held two similar demonstrations against ZEC on the June 5, 2018 and July 11, 2018 over the same issues.”

FULL TEXT – THE pre-election environment has been characterised by “too much” freedom and some opposition parties are now abusing that liberty, diplomats said yesterday.

The envoys, who met Foreign Affairs and International Trade Minister Dr Sibusiso Moyo in Harare, said the new dispensation had “freed” Zimbabweans.
Dr Moyo was briefing the diplomats on preparations for the harmonised elections slated for Monday next week.

Dean of African diplomats and Democratic Republic of Congo Ambassador to Zimbabwe Mr Mwawapanga Mwanananga said Zimbabweans should value the prevailing peace.
“The current environment is characterised by too much freedom,” he said. “When you give your children some freedom they tend to abuse it. The Zimbabwean people should understand that freedom is there for you, but you should manage it properly.

“I think the new dispensation has freed the people of Zimbabwe. They are enjoying this freedom, but they should not abuse it because, as everybody can see, the environment is peaceful. Where there is peace, there are always people, some thugs, who want to derail (the process) and cause havoc, but overall, I have been here long enough to tell the people of Zimbabwe that this is the most peaceful election season I have witnessed in Zimbabwe.

“Use it wisely so that next week we can all celebrate,” he said.
United States ambassador to Zimbabwe Mr Brian Nichols said: “The preparations (for elections) have gone quite largely well. I think there are still some issues to be resolved, but progress as compared to past elections is impressive. The key is that Zimbabweans express their will at the ballot box. It’s your voice, your vote, go vote.”
British Ambassador to Zimbabwe Mrs Catriona Laing said levels of violence had gone down in the country.
She urged Government to continue clearing the air on the role of traditional leaders and army in the polls.

“We appreciate the comments that the Government has made to try and correct that,” she said. “In these final stages, there are two important issues. One is assuring the voters on the secrecy of their vote and assuring that the military will have no direct involvement in this election and will accept results.

“Everybody needs to play their part, the Government and the opposition. Everybody needs to be responsible and ensure a peaceful transfer of power to whoever wins the election.”
In his remarks, Dr Moyo said Government was satisfied that the full election cycle had gone smoothly, according to the Constitution and within set timeframes.

“We are happy that the campaign period has been largely peaceful, except for insignificant intra-party skirmishes that characterised the political parties’ primary elections,” he said.

“We unreservedly deplore the isolated terror attack at White City Stadium on July 23, 2018, which targeted the entire top leadership of the ruling party, Zanu-PF. I assure you that the competent arms of Government are very much seized with the matter. As Government, we appreciate the solidarity messages we have received from you.”

Dr Moyo said Government had put in place measures to ensure election observers – who responded to President Mnangagwa’s invitation overwhelmingly – carried out their work “unhindered and unperturbed.”

“As Government, we have to ensure that all stakeholders in these harmonised elections fully participate without any hindrance or impediments and this has enabled all political parties to freely campaign and reach out to all constituencies of the country,” Dr Moyo said.

“The same applies to civil society organisations and media registered with Government. We really take joy from this remarkable development. As Government, we are deeply and truly grateful for all the electoral assistance that has been rendered by our cooperating partners and which we believe will greatly assist in delivering a successful election.”

Dr Moyo said the untoward rhetoric and provocations by some stakeholders threatened the peace and tranquillity in the country.

“We can only conjecture that these are macabre machinations meant to tarnish our democratic traditions, electoral institutions and above all unleash violence and mayhem that may lead to postponement or cancellations of the elections altogether,” he said.

“We applaud the very impartial stance taken by all the observers so far who have seen these selfish pretences. We want to assure our people that their vote will be secret, sacrosanct and fully protected. Government will ensure the rule of law is respected by all and order will prevail.”
Government, Dr Moyo said, wanted to ensure all democratic institutions were respected and allowed to execute their mandates freely.

Meanwhile, Dr Moyo yesterday said the ruling party was leading by example in the conduct of mature politics by ignoring taunts and insults from other political outfits.
In a post on Twitter, Dr Moyo said instead Zanu-PF would concentrate on its main objective of rallying behind President Mnangagwa and party candidates ahead of the harmonised elections next Monday.

“We’ve been quiet while abuse has been spewed at us over the last few months, its called maturity not dumbness!

“We are not here to denigrate but simply to say what we’ve done and where we’re going! The message is simple and true — vote for ED Mnangagwa for the simple truth!” posted Dr Moyo.

In a telephone interview with The Chronicle last night, Dr Moyo said Zanu-PF, as a ruling party, had to lead by example and not partake in petty fights.

“Zanu-PF is a ruling party so it cannot act like an opposition and neither can it act like a cry baby like the opposition. We are not attacking anyone in the opposition just because we want to introduce civil politics and this civil politics should be embedded within the values of this country,” he said.
Dr Moyo said the party wanted to promote and maintain peace in the country, especially on the eve of elections.

“The fact that we are not responding to certain accusations which are directed at the party or at the officials does not necessarily mean that we are unable to, but we are tolerating all that for the purposes of peace and tranquility,” he said.

Dr Moyo said most insults directed at the party, the Office of the President and person of the President and party officials emanated from social media.

SOLDIERS NEEDED FOR WHAT THEN? – 70,000 Cops Deployed For Elections

The involving of soldiers during the upcoming elections to transport ballot papers has come under scrutiny after it was revealed that the Zimbabwe Republic Police (ZRP) will deploy 71 000 officers for the country’s harmonised elections next Monday.

Speaking at a Press conference in Harare yesterday, Comm-Gen General Godwin Matanga said police had already increased visibility through focused deployments throughout the country in the build-up to the elections and would continue on the day of election, as well as the period after.

The development comes after the military spoke in public saying that they are going to assist the police with transporting ballot papers. This development within would see contradictions with the Zimbabwe Electoral Commission chairperson Priscilla saying the very opposite that military will not be involved.

“We had planned to deploy something like 64 000 officers and not too long ago the Zimbabwe Electoral Commission increased the number of polling stations by 1 390,” he said.

“We had to run around and mobilise disciplined members of our police constabulary. The figure is no longer at 64 000, but it is coming up to something like 71 000 as a round figure,” he said. “Furthermore, identified hotspots prone to political violence and other volatile areas are being monitored on a continuous basis.”

Comm-Gen Matanga identified Norton as one such area where a lot of exchange of nasty words had been noted although there were no physical fights reported.

He said the force would deploy adequate numbers of police officers at each polling station to maintain law and order, as well as provide assistance if called upon by the presiding officer.

“To effectively discharge their duties and responsibilities, all our officers have been retrained on various aspects and laws governing the holding of democratic elections, as well as the preservation of law and order in the country,” he said.

“In fact, let me highlight that all police officers are now ready for deployment and they are fully acquainted with the role of police during the forthcoming harmonised elections as well as their duties and responsibilities.”

Speaking on recent postal ballots, which received mixed reactions from various quarters, Comm-Gen Matanga said these were provided for under Section 72 of the Electoral Act and 4 606 people had applied for the facility.

“The law does not provide for the presence of ZEC officials or observers or political party agents, hence these persons were not present during the postal voting of police officers,” he said.
“In accordance with the Electoral Act, police officers were afforded the opportunity to vote through the postal vote at their own convenience.

“The rest of the police officers will actually cast their ballots at their respective polling stations on July 30, 2018 as earlier revealed by the ZRP and ZEC in numerous meetings and workshop briefings. I would like to assure all Zimbabweans that we guarantee their safety and security throughout the election period. We also guarantee the safety and security of all election observers and journalists alike.”

Comm-Gen Matanga said no person should interfere with the voter’s right to secrecy while casting their vote and urged political leaders and their members to refrain from making irresponsible, inflammatory statements which may incite irresponsible or violent behaviour.

He denounced violence against women and thanked Zimbabweans for exhibiting a high level of political maturity by conducting themselves peacefully throughout the campaign period.
Comm-Gen Matanga said there were isolated incidences of intra-party and inter-party political violence that were reported, including defacing, destruction and superimposition of campaign posters.

Border Jumper Found Dead Near Hippo Horror Waters

A 43-year old woman has been found dead near an illegal crossing point along the Limpopo River in Beitbridge amid fears that she was killed by a hippopotamus.

The woman from Chitungwiza was found by police officers patrolling the area at around 4AM on Monday. Matabeleland South provincial police spokesperson Inspector Philisani Ndebele confirmed the incident.

He said the woman was identified as Nosiza Sibanda and her relatives have been notified.

“I can confirm that a 43-year-old woman was found dead along Limpopo River yesterday morning. It is suspected that a hippopotamus killed her while she was trying to illegally cross over to neighbouring South Africa,” said Insp Ndebele.

He said the woman was travelling from Harare where she was staying.
“Police officers discovered her body next to the bridge yesterday at around 4AM while doing patrols and no foul play is suspected,” Insp Ndebele said.

He said it is better for people to raise $53 to get a passport than risk their lives crossing the border at illegal points.

“We have always encouraged people to use proper channels as passports cost only $53. They would rather use passports than resort to illegal border jumping,” Insp Ndebele said.

He said there are crimes that take place at illegal crossing points in Beitbridge which members of the public should be wary of. “People are always robbed or even raped and we wish to warn people to stop putting their lives at risk,” said Insp Ndebele. – state media

ZEC Defiancy, MDC To Meet And Decide On Next Move

By Paul Nyathi|The Nelson Chamisa led MDC-T has called for an urgent National Executive Committee meeting to pave a way forward after the Zimbabwe Electoral Commission refused to budge to its concerns regarding the ballot paper and the voters’ roll to be used in the elections set for Monday.

The urgent meeting comes up after Chamisa made several threats at his election campaign rallies that if the ZEC fails to listen to the party demands then elections will not be held.

The Chamisa led MDC-T working under the banner of the MDC Alliance has been making demands that ZEC withdraws the ballot papers that have been printed and ready to be used in the elections on Monday.

The opposition alliance of seven political parties claims that the ballot paper being used by ZEC was imported from Russia and has a scientific effect that will shift ballots cast for the opposition to the ruling ZANU PF as an election rigging method.

The MDC Alliance further claims that the ballot paper has been designed in a manner that favours ZANU PF leader President Emmerson Mnangagwa.

In a meeting held with the electoral commission on Tuesday, the MDC Alliance demanded that the ballot paper be redesigned and be reprinted in the presence of all contesting parties, a demand which was turned down by the Commission.

The party meeting set for Wednesday morning will come up with a decision on how to proceed following ZEC’s decision on the concerns they raised.

Meanwhile, police in Harare have also refused to sanction an urgent public gathering set for Wednesday requested by the MDC Alliance. The police claim that they have already sanctioned a rally for the party in Harare set for Saturday and can not sanction another gathering.

The MDC intended to demonstrate against ZEC and march to the elections body offices in Harare where the party supporters would camp outside until its demands are met.

Controversial Mukamba Back At Dembare

Controversial midfield maestro Denver Mukamba joined his teammates at training as he makes his return to Dynamos.

The midfielder was on a one year loan at CAPS United but opted to rejoin his parent club at the start of the mid-season break.

Mukamba is now set to feature in the Battle of Zimbabwe against Highlanders in Match-day 21 early next month. The encounter will be played in Bulawayo.

A statement posted by the club reads:

‘SADC Will Not Endorse Bogus Election’

secretary of state in the External Relations Ministry‚ Tete Antonio‚ said after meeting

mandate was to witness democratic
processes.

ZEC Refuses Chamisa’s Request for Ballot Paper Re-Design

By Farai D Hove| The Zimbabwe Electoral Commission (ZEC) has refused to address among others, the contentious issue of the ballot paper design, re-printing, and the escorting of the ballot papers from storage until the end of the voting process.

The only issue ZEC conceded on was on the demands by political parties to revert back to the traditional polling booth system.

All this was revealed during the Multiparty Liaison Committee meeting in Harare today. ZimEye beamed the function LIVE.

During the session, members of various political parties called on ZEC to revert back to the traditional polling booth system where the booth faces the wall in order to protect the secrecy of the ballot.

MDC Secretary General Douglas Mwonzora spoke out laying several areas of alleged misconduct by ZEC. Most of these have been proved with impeccable evidence. (WATCH VIDEO)

Responding to it all, ZEC Commissioner and Chairperson of the Multiparty Liaison Committee, Mr Qhubani Moyo said ZEC had no problems with that but indicated that after thorough scrutiny, the electoral mother body could not accede to some unconstitutional demands by some parties which include escorting the ballot papers from storage until the end of the process, and testing the ink, among others.

Some political parties accused the electoral mother body of favouring the ruling party, accusations which were immediately rubbished by Zanu PF representatives led by Paul Munyaradzi Mangwana.

But for young cadres in Zanu to be forgetful that, Zanu, like MDC Alliance also has numerous support in diaspora is amazing. When Alliance cadres in diaspora urge fellow Zim to go and vote, they are asked why they can’t vote themselves!!

The answer is simple!! It is the violence and destruction of Zanu that drove us into diaspora!! Zanu has many supporters in Diaspora, like Alliance supporters; they will not vote as well.

Courtesy to the destructive Politicians on Zanu. There are very few Zimbabweans who are scattered all over the world who left their once beautiful country voluntarily.

Abanengi benziwa ngumumo welizwe! The majority were forced by the situation in the country!! Like in the days of Gukurahundi, Zanu had turned against its own citizens. And to worsen matters now, it had turned the economy of the country upside down, causing havoc in the entire nation.

Sadly it used the same ZNA leaders dominating and running the Mnangagwa regime. Like Goring and Himmler to Hitler during a similar Nazi period in Germany, Mnangagwa and Chiwenga were Mugabe’s right hand men as the country was forced to become an international pariah state.

Bulawayo City FC Dismiss Soma- Phiri

Bulawayo City FC have fired head coach Amini Soma-Phiri.

Amakhosi parted ways with Phiri due to a string of poor results. City are currently in the drop zone on 16th place with 15 points.

Assistant coach Bekithemba Ndlovu will take over on an interim basis until the club finds a replacement or they substantiate him.

Soma-Phiri becomes the second City coach to be fired this in this season and third inside six months after Mandla Mpofu (last year) and Darlington Dodo.

UN Criticises Zimbabwe Over Voter Intimidation And the Forcing of People To Attend Rallies

The United Nations Human Rights division has criticised Zimbabwe on the rising number of reports on voter intimidation and people being forced to attend rallies ahead of the July 30 elections.

Below was the full UN statement:

We welcome the widening of the democratic space in Zimbabwe ahead of the 30 July presidential elections, and call on the Government, all political parties and other institutions to ensure that the elections are held in an environment which is peaceful and where human rights and the rule of law are fully respected.

It is encouraging to see open political rallies and peaceful demonstrations being held in Harare, as well as the many expressions of cautious optimism from civil society. The presence of some international human rights organisations, in addition to the Zimbabwe Human Rights Commission and the Zimbabwe Gender Commission, to monitor the human rights environment around the upcoming national elections is also a welcome sign.

We remain concerned however at the increasing number of reports, particularly in some rural areas, of voter intimidation, threats of violence, harassment and coercion, including people being forced to attend political rallies. There has also been the worrying use of disparaging language against female political candidates. We call on the authorities – and political parties and their supporters – to ensure that the elections are not marred by such acts so that all Zimbabweans can participate free from fear in a credible election process.

To this end, we note the signing of the Peace Pledge by the political parties on 26 June, under the auspices of the National Peace and Reconciliation Commission. We welcome their commitment to promote a climate of peace and tolerance, accept the results of elections, or challenge the results through the due process of law, refrain from inducing fear in citizens, campaign against all forms of violence and intimidation and resolve disputes through dialogue.

Mnangagwa Says Chamisa Is Too Proud

President Emmerson Mnangagwa has announced that elections are going ahead come rain or thunder.

Mnangagwa last night also alleged that the MDC Alliance leader Nelson Chamisa is agitating for mayhem in the country. His comment comes after he was criticised for allegedly influencing the Zimbabwe Electoral Commission boss, Priscilla Chigumba to deny opposition parties a re-printing of the ballot paper among other demands. The MDC Alliance have overstated and continue to overstate their fears.They have also overdeclared their stake in the election. The feeling that nothing can happen without them because they are the biggest opposition party in the country is devoid of logic. Chamisa just like all the other Presidential contestants must carry himself with humility.

In a way it is good that Chamisa has overstated his demands and has exposed how unreasonable he is in front of observers, the electorate and the elders. He has just inadvertently preempted his post electoral strategy of rejecting results and then agitate for mayhem in the country. As Zanu PF, we continue with our peaceful preparations for the polls.

On Friday in Mutare, Manicaland and on Saturday in Marondera, Mashonaland East, thousands of Zanu Pf supporters turned up to hear me outline my agenda for Zimbabwe. I have remained consistent in my call for a peaceful, credible, transparent, free and fair election.

I once again called on all Zimbabweans to love one another and to be tolerant towards each other’s political views. At both rallies, I reiterated my position that going forward, we need more of economics and less politics as we work towards our vision of becoming middle income country by 2030.

Zanu PF is confidently marching towards a resounding victory on 30 July.
