MUGABE’S BISCUITS: State House Performs U-turn

In what suggests a sharp u-turn following the embarrassment, Robert Mugabe has denied ever donating biscuits to Tsholotsho flood victims.

Top Zanu PF politicians reportedly donated biscuits and children’s snacks to thousands of flood victims in Matabeleland North’s Tsholotsho district purporting the goods were coming from President Robert Mugabe raising public furore over the contributions, NewsDay has learnt.

It could not be understood why the goods were donated on behalf of the President without him knowing, according to his office.

“The President is not aware that he has donated anything. I asked him and he expressed surprise. We do not know where it came from, but maybe it is the spirit of lying that is upon us. It is an attempt to ridicule the First Family, but it will not fly. When we are going to make a donation, we will inform you,” Charamba said.

Higher Education minister and Tsholotsho North lawmaker Jonathan Moyo, in a desperate bid to shield Mugabe from growing public anger especially on social media, used his Twitter page to post what he called an “updated list of donations” to the stricken families.

“This is a comprehensive update from the chairperson of the Tsholotsho Civil Protection Unit on donations to flood victims in Wards 6, 7 and 8!” Moyo said, showing a picture of a list of donations that included the supposed “Mugabe donation”.

Former Prime Minister Morgan Tsvangirai’s MDC-T reportedly scoffed at Mugabe’s donation, describing it as an “insult” to the people of Tsholotsho.

Moyo also slated Mugabe’s critics, accusing them of being hypocrites given they have argued against “politicisation of food aid”.

The initial list that aroused public outrage showed Mugabe had donated 1 000 cartons of Zapnacks that retail at 10 cents a packet, 1 000 units of bottled water and 1 000 packets of 2kg biscuits.

But the fresh list made available by Moyo indicated that the Zanu PF leader’s donation now included 1 000 x 10kg bags of the staple maize meal.

Moyo’s list showed a stamp from Abednigo Ncube’s Rural Development ministry.

“The President can be credited with authorisation of Airforce helicopters that airlifted the affected in his capacity as Commander-In-Chief of the Zimbabwe Defence Forces,” Charamba said.

However, there were no changes to contributions from Hope Restoration Ministries, who donated 14 blankets and 15 plastic bags of clothes, Bulawayo City Club’s 1 000kg of maize meal and sanitary pads and Chemscore’s donation of two full sets of water filters.

Mugabe’s “donation” had not only been suddenly swollen by the maize meal “contribution”, but it also indicated that it had been received by Matabeleland North Provincial Affairs minister Cain Mathema on February 24.

Moyo yesterday told NewsDay the announcement was publicly made by Mathema on February 24 at a briefing to a ministerial delegation led by Local Government minister Saviour Kasukuwere.

“Delivery was recorded by Mat North & Tsholotsho Civil Protection Units. Call the Mat North PA & Tsholotsho DA,” Moyo said.

While the first list that was circulated indicated Moyo had donated groceries worth $2 000, a beast worth $400, movable boards and a generator, the new list also showed his grocery contributions had swelled considerably.

Mugabe, who on February 25 hosted a multi-million-dollar birthday ceremony in Matabeleland South’s Matobo district, where he was pictured munching on banned imported snacks before splurging over $1 million on a medical trip to the Far East, has not visited the affected families.

The Zanu PF leader continues on his travels having already been to Ghana after his Singapore medical trip and was expected to fly to Swaziland for a Sadc Extraordinary Summit later this week.

Charamba confirmed the Zimbabwean leader would attend the summit. “We are a member and a dutiful and responsible member of the bloc. These summits come in between annual meetings to trek progress on the industrialisation programme and integration of Sadc economies,” Charamba said.

The Sadc industrialisation programme was adopted during Mugabe’s tenure as chairman of the bloc between 2014 and 2015.

Bev and Andy Muridzo Breed A Baby Boy

“I am pregnant” says Bev

Beverly “Bev” Sibanda and her one timer Andy Muridzo have reportedly produced a baby boy.

Bev says a doctor scan has revealed she is carrying a baby boy.

Bev, who attracted national attention recently after claiming that she was carrying musician Andy Muridzo’s baby, said she consulted a doctor last week.

“Shaa I was told it’s a boy. I am experiencing some funny sickness, ndiri kungo-feela (l’m feeling) weak so; it’s very boring. I just pray that this awkward experience will not affect my work because angaita mahwani (it will be too bad),” said the popular dancer who claims to be in her first trimester.

Efforts to get a comment from Muridzo on the matter proved unsuccessful yesterday. But in a previous interview, Muridzo said he would not shirk his fatherly responsibilities if the controversial dancer delivered his child.

“If she is pregnant for sure then it’s fine because the child shall be delivered and we will take it up from there,” he said.

A fortnight ago, the Chidhafu Dhudha singer conceded that his decision to publicly argue with the controversial dancer after she claimed she was carrying his child was ill-advised.

After the Sexy Angels leader shocked the nation with the news at the beginning of the year, the Dherira singer’s initial reaction was to apologise to his wife and fans after which he forcefully rebutted the controversial dancer’s claims.

“I agree that it was unwise for me to trade accusations with her (Bev). After realising my mistake, I chose to remain quiet about the issue because of the nature of the person (Bev) I was dealing with.

“I paid the price for failing to realise that I am now a public figure and that this position comes with responsibilities. I now realise that as a public figure with fans that look up to me, I should stay away from unnecessary controversy; I should try my best to be a good role model,” Muridzo said, adding that extra-marital relationships should not be encouraged. – Daily News

Man In Jail For “Insulting Flag”

Zimbabwean police in the northern city of Kariba have arrested a man on allegations of insulting and disrespecting the country’s national flag. Courage Mushunje (25) has been charged with contravening Section 6 of the Flag of Zimbabwe Act Chapter 10:10 after he allegedly kept on walking when the national flag was being hoisted down at Kariba Border Post. Mushunje was arrested as he was processing the clearing of his two vehicles brought from Tanzania through the Kariba border post.

Prosecutors claimed Mushunje failed to respect the national flag as he kept moving while the national flag was being hoisted down by a security guard. He allegedly defied orders to stop and stand at attention as other citizens were doing. When confronted by an unidentified member of the Central Intelligence Organisation (CIO) on why he was disrespecting the national flag, Mushunje reportedly told the state security agent not to bother him as the national flag did not belong to the member.

In Zimbabwe, during an official flag hoisting or lowering ceremony citizens must come to a halt and stand respectfully to attention for the duration. Kariba Magistrate Toendepi Zhou has granted the accused free bail. Mushunje’s arrest comes amid a crackdown by police on civilians allegedly denigrating the flag. Others arrested are church leaders Evan Mawarire and Phillip Mugadza. The flag has been a symbol of growing protests against the government of President Robert Mugabe. – CAJ News

Govt Property Can Be Attached, High Court Rules

Government is likely to lose property to the Sheriff of the court after the High Court invalidated the law that prevented companies and individuals from attaching State property.

In a landmark ruling on Wednesday, Justice Edith Mushore struck down Section 5(2) of the State Liabilities Act (Chapter 8:14), saying it was unconstitutional.

This followed an application by Mutare businessman Mr Tendai Blessing Mangwiro seeking an order declaring the section unconstitutional.

He cited Finance Minister Patrick Chinamasa and Home Affairs Minister Ignatius Chombo as respondents.

Mr Mangwiro won several court applications for the police to release $78 900 and a further $1,5 million impounded from him when he was arrested, but has not received a single cent yet.

The impugned section made it impossible for him to attach Government property for purposes of execution.

Justice Mushore ruled that the section was unjustly hindering Mr Mangwiro from realising an award of damages granted in his favour by the High Court in case number HC4766 /13.

“Section 5 (2) of the State Liabilities Act (Chapter 8:14) be and is hereby declared to be inconsistent with the Constitution of the Republic of Zimbabwe and is therefore invalid,” said Justice Mushore.

The judgment will now be referred to the Constitutional Court for determination in terms of the law.

If it is confirmed, it will mean that all Government property will be amenable to attachment by the Sheriff to honour judgments given against the State.

Justice Mushore accepted submission made by Advocate Tawanda Zhuwarara that the impugned section violated Mangwiro’s rights and was inconsistent with Section 56(1) of the Constitution.

She also accepted the lawyer’s argument that the State was hiding behind the Section 5(2) of the State Liabilities Act (Chapter 8:14) to frustrate Mr Mangwiro.

“If Section 5(2) is being used to frustrate justice as is clearly the case in the present case, then it is not justifiable in a democratic society based on openness, justice, fairness, human dignity equality and freedom,” she said.

“I have made the observation that the respondents (Ministers Chinamasa and Chombo) deliberately obstructed the court processes and positively ignored court orders under cover of the immunity.”

Having identified that Section (5)2 of the Act was destructive of important rights, which the Declaration of Bill of Rights speaks to and represents, Justice Mushore said, “If those rights are impeded, the Declaration of Rights implementation is severely impeded.”

She said Mr Mangwiro was already in possession of a court order granted in 2015 and had not been of any use to him, which she said was an unacceptable reality.

Mr Happy Magadure from the Attorney-General’s Office argued that it was the duty of the State to ensure public order and safety overrode Mr Mangwiro’s desire to attach State property.

He argued that chaos and confusion would ensue if Mangwiro was to be allowed to proceed with execution of State assets.

Mr Mangwiro was wrongly arrested on charges of theft in 2008 and subsequently acquitted in February 2013.

After his arrest, police seized two vehicles and cash amounting to $78 000 and ZWD 46 135 000 000.

Police eventually released the vehicles to Mr Mangwiro, but failed to reimburse him his cash.

In November last year, High Court judge Justice Amy Tsanga ordered the jailing of Minister Chombo for 90 days, following his conviction for defying a court order demanding that he facilitates release of Mr Mangwiro’s money.

Minister Chombo filed a Supreme Court appeal challenging the decision.

He also argued that he had since purged the contempt through a letter written to Treasury in March last year requesting that the money be released in terms of the State Liabilities Act.

This prompted Mr Mangwiro to file the fresh application seeking to order Chinamasa, as the Treasury chief, to release the money in terms of the request made by Minister Chombo.-state media

Mawarire Fights Remand

#ThisFlag Movement founder Pastor Evan Mawarire yesterday took the State to task after it failed to honour its promise to provide him a trial date and demanded the scrapping of all bail conditions or removal from the remand.

Mawarire’s demands came after the State asked the court to postpone the matter, in which he is facing charges of subversion, to April 21, saying the docket has been sent to the Prosecutor-General’s Office for perusal.

The cleric’s lawyer Harrison Nkomo demanded the court to variate the bail conditions to allow his client to carry out his day-to-day business.

Nkomo told the court that the State was prejudicing and frustrating his client before the trial, arguing he should be given the chance to live a normal life before trial.

He further told the court that due to the State’s delay in providing a trial date, his client was incurring costs of hiring lawyers in this harsh economic environment.

Nkomo also urged the court to remove Mawarire from remand, saying the State indicated during his initial remand that investigations would be completed by February 28. He argued that up to now, the State had not revealed its witnesses.

However, the State, represented by Sebastian Mutizirwa, opposed the application, saying Mawarire should approach the High Court for variation of his bail condition as the magistrate’s court has no jurisdiction over his bail.

Mutizirwa also argued that Mawarire cannot complain over the State’s delay in providing the trial date as he had been on remand for only a month.

Magistrate Barbara Chimboza was expected to rule on the application late yesterday.

According to the State, during the period extending from July 13 to December last year, Mawarire, who is the founder of #This flag Movement and senior pastor at His Generation Church, went to print and electronic media inciting the Zimbabwean populace to revolt against the constitutionally-elected government of Zimbabwe.

The State alleges Mawarire urged all Zimbabweans not to go to work and to shut down the country. The State further alleges people took heed of his calls and engaged in violent demonstrations resulting in the stoning of cars, blocking of roads and damaging of property.

Mawarire allegedly went on social media thanking Zimbabweans particularly the youths who had responded to his call for the demonstration. He allegedly encouraged the populace to prepare and participate actively in other demonstrations.

The State alleges that despite warnings, Mawarire continued circulating videos on social media platforms inciting Zimbabweans to stage demonstrations.

On September 15 last year, Mawarire allegedly through social media further called on Zimbabweans in the United States of America and all over the world to converge in New York to confront President Robert Mugabe, who was attending the United Nations General Assembly.

The State alleges Mawarire’s actions were meant to embarrass Mugabe on the world front.

It is the State’s case that Mawarire should have foreseen that there was a real risk or possibility that his actions might lead to the violent demonstrations that took place in Zimbabwe as a result. – Newsday

Mujuru And Biti Kiss And Make Up

The People’s Democratic Party (PDP) led by Tendai Biti and the Joice Mujuru National People’s Party (NPP) have kissed and made up.

The two political parties fell out months when Mujuru was still leader of the united ZimPF party.

Biti aides say a coalition of the two was guaranteed, but the party was turning its attention to MDC-T leader Morgan Tsvangirai as opposition parties coalesce ahead of the make-or-break 2018 general elections.

Opposition parties have been holding behind-the-scenes talks as they strategise to wrest power from Mugabe, who, at 94, will be seeking a second and final term since the adoption of the 2013 Constitution.

PDP spokesman Jacob Mafume yesterday confirmed the negotiations with Mujuru and Tsvangirai.

 “We have made progress on the talks with Mujuru and there are informal talks with Tsvangirai’s people, but no formal contact as far as I am aware,” Mafume said.The talks with Mujuru at one time seemed to have been abandoned after PDP negotiator Samuel Sipepa Nkomo defected to the then Mujuru-led Zimbabwe People First. ZimPF has since split with Mujuru, who launched NPP last month, taking with her most of the structures from her erstwhile comrades, Didymus Mutasa and Rugare Gumbo.

On the other hand, talks between PDP and MDC-T have always been frosty as a result of the acrimonious split in the aftermath of the heavy, but disputed, 2013 general election loss.

NPP spokesman Jealousy Mawarire was diplomatic about the talks when contacted for a comment.

“We don’t discuss with our coalition partners through the media. We only make a statement after we conclude talks,” he said.

MDC-T spokesman Obert Gutu was not picking calls yesterday.

“We are, however, open to talks with anyone, any day, anytime to find a joint platform to work together,” Mafume added. – Newsday

We Have Created 93000 Jobs – Mugabe Nephew

THE Government has created more than 93 000 jobs for young people in the country through young entrepreneurs who have benefited from the economic empowerment revolution.

The Deputy Minister of Youth, Indigenisation and Empowerment Development, Retired Major Mathius Tongofa, said this in a ministerial statement delivered in Parliament on Wednesday.

Cde Tongofa said his ministry had come up with a publication called ZimCHEER Herald that outlines the ministry’s initiatives to acknowledge and celebrate young entrepreneurs who are innovatively contributing to the country’s economic transformation.

“Pursuant to this, the Ministry of Youth, Indigenisation and Empowerment Development will be celebrating Zimbabwe’s champions and heroes of the economic empowerment revolution. During the last quarter of 2016, the Ministry of Youth, Indigenisation and Economic Empowerment, through all of its youth officers spread across all the country’s wards, districts and provinces, has identified 39 385 young entrepreneurs who have created a total of 93 692 jobs,” he said.

 “Mr. Speaker Sir, this is Volume 1 of the ZimCHEER Herald which we are launching and we will give each Hon. Member to go through. We used our own youth officers to gather information about young people who are in each constituency and we have got 39 385 young people who are engaged in business activities. These are the young people and 20 of them are in this Herald. These are the young people who will be capacitated with money from the Empower Bank.”
Earlier on, Youth, Indigenisation and Economic Empowerment Minister Patrick Zhuwawo told MPs that his Ministry was involved in the provision of skills at its 42 vocational training centres.
He said the vocational training centres also provide entrepreneurial skills.
“As a ministry, we have received from Treasury during the year 2016 an amount of $2,5 million. We are utilising that amount towards establishment, as indicated by the Minister of Finance and Economic Development, of a youth focused micro-finance institution. Processes of establishing that particular micro-finance institution are at an advanced stage.
“Through part of the indigenisation legislation, the Reserve Bank of Zimbabwe has put in place measures for all financial institutions to provide at least five percent of their loan book towards empowering young people,” said Cde Zhuwawo.
He said the Ministry had engaged Old Mutual to allow young people who do not have collateral to access loans. “We are also in discussions with the Central Bank as part of the National Financial Inclusion Strategy, for the Central Bank to engage with financial institutions so that they can utilise the transaction history of young people that utilise financial institutions as a basis for securitising their access to credit,” said Cde Zhuwawo. – State Media

92 Dangerous Criminals On The Loose

Police in Matabeleland South are hunting 92 dangerous criminals – some of whom have been on the run for more than 10 years – for crimes ranging from stocktheft to murder.

The criminals committed all the crimes in Kezi in Matobo District. Top on the list is Polani Moyo of Pharaoh Moyo’s homestead under village head Mr Tom Makiwa, who committed murder in 2004.

Officer Commanding Police Matabeleland South Province Senior Assistant Commissioner Learn Ncube handed over the list of the fugitives to Chief Bango at a crime awareness campaign in Sontala, Matobo District, on Wednesday.

The names of the wanted persons will be distributed among community leaders who have been engaged to help in apprehending the criminals. Included on the list are 14 rapists, a fraudster, 12 stock thieves and 31 wanted for assault and attempted murder.

“There are 92 wanted persons in Kezi alone and today we are engaging all community leaders to help us apprehend these criminals to clean-up our communities.

“These wanted persons who committed different crimes, are your children, parents, relatives and we are warning you to stop cooking for them and hiding them. Report them and have them put where they belong,” said Snr Asst Comm Ncube.

He said the campaign was part of the police’s ‘100 day work plan’ designed to reduce crime by at least three percent in the first four months of this year nationwide.

“Community participation and cooperation with the police is key in the fight against crime. We urge you to join hands with the police through initiatives that the force continues to roll out to fight crime.

“Use the community policing instruments that we have offered you, such as the Neighbourhood Watch Committees, suggestion boxes, hotlines, WhatsApp facilities, Business Against Stock Theft committees and the Village or Ward Crime Committees,” said Snr Asst Comm Ncube.

He urged members of the public not to fear police officers, saying crime would be eliminated if they worked together.

“We’ve come here to draw you the community closer to police as this makes our job easier and your communities free of crime.

“We call on all of us as communities to cooperate with the police as they discharge their duties,” he said.

Snr Asst Comm Ncube said although corruption remains a scourge in Zimbabwe, the force had no room for criminally-minded officers. – State Media 

Kasukuwere Faces Lawsuit Over Corruption

Terrence Mawawa Chiredzi | A local residents’ association has vowed to sue Local Government Minister, Saviour Kasukuwere for protecting corrupt council officials.

Chiredzi Residents and Ratepayers Association officials last week called on Kasukuwere to act on matters to do with corruption raised by the association. The association has also said Kasukuwere is shielding corrupt council officials.

Chiredzi Residents and Ratepayers Association chairperson, Jonathan Muusha Mupamombe ,said Kasukuwere was sitting on a report compiled by local residents, despite overwhelming evidence about corrupt council officials.

Mupamombe said despite completion of investigations on corruption, Kasukuwere had chosen to remain mum on the matter.

He also said the association had written a letter to Kasukuwere but he did not respond. The investigation team led by Engineer Alpha Nhamo unearthed massive corruption in the council and forwarded the information to Kasukuwere.

“We met and came up with a decision to approach the court to force the Minister to act on the matter in accordance with the recommendations forwarded to him by the investigation team,” said Mupamombe.

He said the report was explicit such that his association expected Kasukuwere to address the matter last year. “The findings were clear and we expected the Minister to act swiftly on the issue. We are therefore puzzled by Kasukuwere’ s silence. We have since approached our lawyers so that we can pursue the legal route,” said Mupamombe.

Kasukuwere has claimed all corrupt council officials would be sacked.

 

MUGABE REMOVAL: War Vets Vow Meeting Going Ahead

War veterans have vowed they are continuing with their July agenda meeting saying they are now suing the police who are blocking them.

Last year July war vets told Robert Mugabe he must step down and ever since then the President has sought to frustrate their meetings with the police last week issuing a warning that the envisioned upcoming war vets indaba is under a ZRP ban.

But the vets have vowed they will sue the cops. “It is true, we have notified the police as is required by the law and the police have totally not given us the nod for the meeting. “This denial has left us with no option but to take the matter to court if they continue denying us. War veterans should anticipate coming to a meeting in Harare that is possibly set for March 23,” the spokesperson Douglas Mahiya said.

The war vets have said their much-anticipated meeting will be held in Harare on March 23 to map the way forward.

 

Last year following their July meeting, they were teargassed after they tried to meet in the capital to push the government to address their grievances as Mugabe said they were following up on their so called “July 2016 agenda”.

“We notified police about nine days ago and they couldn’t give us a response. So we complained to them that we might take time to organise an event that might not materialise. We were left with no option, but to seek legal advice and we were told that police must not approve, but must be notified. We don’t want a repeat of what happened last time,” Mahiya said last week.

He continued, “Did we achieve our objectives of going to the liberation war? And if we failed, why did we fail and what is it that we failed, what is it that made us to fail? We will come out with a way forward,” Mahiya told the local Newsday.

In 1979, Mrs Shanangu Madangure cut a lonely figure as the only woman at the Lancaster House conference among many men. She played a crucial role representing women in a transitional deal that would give birth to a new Zimbabwe. Others who played a crucial role during this period include Sally Mugabe who was soon to become Zimbabwe’s First Lady.

Women have played a crucial role in conflict situations from the time of the liberation struggle to date and yet their voices are often muted on the political power negotiating table.

The Lancaster House situation repeats itself in post independent Zimbabwe, many decades later women are still fighting to be heard and to be counted.

Our guests this evening are Marcellina Chikasha the President of the African Democratic Party, which was formed in April 2014. She is also a religious leader, a pastor at Joy Unspeakable Ministries. Chikasha is one of the few Zimbabwean women who in 2018 will be challenging President Robert Mugabe for the Presidency.

Man Exposes Manhood To Married Woman

Terrence Mawawa, Shurugwi|  A daring local man produced his erect manhood and demanded sex from a married woman.

Shepherd Maphigo(37) of Gamba Village under Chief Nhema in Shurugwi was last week dragged to court where he was charged with public indecency and attempted rape.
Maphigo also verbally abused the 50-year- old woman.

Maphigo claimed he thought the woman was a sex worker. “I thought she was a sex worker. I did not do it intentionally,” said Maphigo.

The court heard that on January 28,2017, around midnight Maphigo went to Mashayamombe Village where he forced his way into the woman’s house.

He began to shout at the woman and told her he wanted to have sex with her.
Maphigo then exposed his erect manhood to the woman.

Maphigo left the house when the woman screamed for help.

The woman reported the matter to Shurugwi Police and Maphigo was arrested. Local villagers described Maphigo as a shameless chauvinist.

“I talked to the concerned woman who said Maphigo wanted to rape her. The man is a perilous element in the society. We do not tolerate antisocial behaviour in the society. The man is uncivil, arrogant and inconsiderate,” said an irate local villager.

Hillside College: 2 Deaths In 1 Week

A student teacher at Hillside Teachers’ College, Kwanele Moyo (36) from Mzilikazi suburb in Bulawayo, collapsed and later died while doing gymnastics at the institution’s sports ground on Wednesday afternoon. She died at the college’s clinic where she had been taken for treatment.  It could not be established yesterday how advanced her pregnancy was.

Moyo becomes the second person to collapse and die at the teachers training college in a space of a week.  Last Friday an English lecturer, Paul Ndlovu, was found dead in his office after he had allegedly collapsed. Sources who spoke to The Chronicle said Moyo collapsed at about 3PM and died a few minutes later.

“She started vomiting and collapsed before being rushed to the Hillside Teachers’ College Clinic where she was attended by a college doctor. Unfortunately she died a few minutes after admission,” said the source.

The Chronicle yesterday interviewed her brother, Mr Nqobizitha Moyo who expressed sadness over her sudden death.  He said she was a first year student.

Mr Moyo said his sister did not show any signs of distress before her death.

“We didn’t expect this. I was just talking to her yesterday at about 10:15AM when she was enquiring if I knew any builder who could plaster the walls of a toilet in her home. We were just chatting and I told her that I didn’t know any. She wanted someone to plaster a toilet in her home. We’re told that she was even sweeping the yard at her home before leaving for school on Wednesday. We’re shocked by her death,” said Mr Moyo.

He said the mother of one was pregnant at the time of her death.

“But we can’t say her pregnancy was linked to her death. If she wasn’t feeling well on that day she wouldn’t have gone to school. I still can’t believe that she is gone,” he said.

Bulawayo police spokesperson Inspector Precious Simango confirmed the death saying investigations were in progress.

Moyo becomes the third student at a higher and tertiary institution to collapse and die in Bulawayo.

Late last year in separate incidents, two National University of Science and Technology medicine students collapsed and died, one of them was jogging in the morning while the other was on work related learning at Mpilo Central Hospital.-state media

Many had to fight angry tears in front of a gathering yesterday as one “Deputy Mayor” attacked the attendant in front of everyone inside a hearing for the proposed National Peace and Reconciliation Commission Bill.

She continued at it and still no one could stop her as she was joined by 3 others.

The abuse was a sudden opening of wounds because the man, Hilton Chironga is a survivor of one of the most brutal and horrendous Presidential election run-off campaign bloodbath episodes in 2008 when ZANU PF members killed his brother Gibbs in 2008.

The below incident occurred inside Bindura’s Tendai Hall yesterday. In the video, many can be heard complaining to MPs saying “this is open abuse and why is it being tolerated by you all?  (STORY CONTINUES BELOW).

MDC legislator for Harare West, Jessie Majome wrote (FULL TEXT): I wanted to just leave that right here- Bindura public hearing on the rehashed National Peace and Reconciliation Commission Bill meant to be in terms of section 141 of the Constitution, but my heart is too heavy to just leave it there.

The man being yanked by the belt and held down for about a full 15 minutes and thereby shut up and blocked from presenting his views by the 4 plus 1 Bindura ZANU PF councillors led by the ‘lady’ Deputy Mayor, was one of the 1st 3 people to sit and wait in the hall for us having travelled from Manomano village in Chiweshe some 40km away. He is Hilton Chironga a survivor of one of the most brutal and horrendous 2008 Presidential election run-off campaign bloodbath episodes. His brother freshly elected MDC-T councillor Gibbs Chironga MHSRIP wasn’t so lucky as he was shot dead together with their cousin in a dawn raid at their homestead by a ZANU PF horde that started by torching the family pigsty, chicken coop huts while advancing to the bedroom hut of Hilton Chironga and his now deceased brother to smoke MDC supporters. His brother and cousin died instantly.

Hilton Chironga was shot, then him and the other survivors – his 70year old mother and two sisters who include Susan were loaded onto the back of brand new Reserve Bank trucks with no number plates. They were loaded along with other MDC supporters picked along the way, beaten to a pulp by poles, and force-fed a herbicide.

They were dumped, left for dead in a bush at Forrester Estate further north. When they were found by villagers they were arrested and detained at Bindura remand prison on some obscure charges critically ill as they were. Hilton and his mother’s conditions had them transferred to Parirenyatwa hospital under prison guard. I will never forget seeing them each handcuffed to their hospital beds when I attended to represent them as a member of Zimbabwe Lawyers for Human Rights.

Their faces and mouths were swollen like balloons and faces corroded and raw by the herbicide while Hilton was in traction on a pulley system above his bed for the fracture the gunshot made on his Gino’s AND cuffed to the bed.

Their charges were then quietly and mysteriously dropped including those for Susan who was still in Bindura remand prison with no medical attention. No one was ever arrested for the murder of Cllr Gibbs Chironga and their cousin nor for the horrendous attacks on them.

I was almost unable to function as an MP today- I had to fight tears in front of the gathering because of the memories but more so because of their bravery in still coming forward and demanding justice and accountability and in an independent, effective and meaningful Commission even as they are being oppressed by the perpetrators or their representatives- merely 4 shameless rogues trying to shut down the hearing.

One day they will know that the truth shall set even them free.

A Johannesburg motorist is waiting for his driver’s licence to be returned after it was “confiscated” by a traffic officer in a recorded altercation that went viral.

“So this is our professional Ekuruleni Metro Police. But they messed with the wrong guy today‚” wrote Diederick Stopforth in a Facebook post that has generated a heated debate.

Stopforth uploaded a video of himself approaching the officer‚ who is not wearing a badge‚ along with a running commentary about how the officer took away his licence and refused to give it back. The officer lashes out‚ slapping the phone to the ground.

Ekuruleni metro police spokesman Wilfred Kgasago said the incident had been handed over to their integrity and standards unit for investigation. Times

Zanu PF Claims Victory In Mwenezi East By-Election

The ruling Zanu PF party claims it has already won the Mwenezi East by-election. The party known for rigging elections and employing violence strategies to win elections, says it has no opposition to fear.

The opposition party led by Morgan Tsvangirai and other parties have boycotted this election, with only about four contesting.

The state media claims that the troubled ZimPF whose leader is not yet clear is failing to hold rallies in the constituency.

The embattled ZimPF, along with the NCA and Free Zimbabwe Congress party, have been struggling to hold campaign rallies ahead of the by-election with only Zanu-PF visible in the area.

The Mwenezi East parliamentary seat fell vacant following the death of Zanu-PF National Assembly member Joshua Moyo in December last year.

Businessman Joosbi Omar of Zanu-PF will wrestle with ex-Masvingo provincial affairs Minister Mr Kudakwashe Bhasikiti of ZimPF, Mr Turner Mhango of Free Zimbabwe Congress Party and Mr Welcome Masuku of NCA in the April 8 poll.

Omar yesterday said everything pointed to an emphatic victory for Zanu-PF.

“It’s a walkover for the revolutionary Zanu-PF here (Mwenezi East) because ever since we started campaigning, we never came across our opponents on the campaign trail.

“They are nowhere to be seen and it’s a foregone conclusion that we will definitely bag Mwenezi East with an even bigger margin than the previous elections,’’ he said. Zanu-PF Mwenezi Central Committee member Tafadzwa Shumba echoed Omar’s sentiments saying the revolutionary party wanted to send a clear message to political rivals that Mwenezi was a “no go area’’.
Mr Bhasikiti conceded that his party had failed to hold even a single rally ahead of the by-election saying the move was a strategy. “I am going to win in Mwenezi East otherwise what is the point of getting into an election if I know I will lose,’’ he said.

“We have not held any rally here not because of lack of support as our rivals are saying, but it is because we do not want our supporters to be known by our rivals. “We are doing door-to-door campaigns and we have never applied to hold any rally and we will never do that. How does Zanu-PF know that the people who attend its rallies are its supporters?’’ said Mr Bhasikiti.

He accused Zanu-PF of vote buying by giving people rice and maize ahead of the by-election. – State Media

 

Bond Notes Now At $102m – Mangudya

The Reserve Bank of Zimbabwe has said bond notes in circulation have increased to $102 million as the central bank continues to pay out the Afreximbank-backed $200 million export incentive.

In an interview with the state media, RBZ governor Dr John Mangudya said the bond notes together with bond coins account for 1,8 percent of deposits at the banks. He added that the bond note continued to trade at par with US dollars but indiscipline and a general lack of confidence in the economy were fuelling the parallel market.

“It is lack of discipline and confidence that cause some traders to have multi-tier pricing system on some products, especially essential products such as cooking oil.”

Generally, bond notes have overcome the initial skepticism and have been well received by the market to an extent reflecting a new confidence in the central bank, however, unscrupulous traders including some fuel stations are now using different prices for selected goods.

On interest rates, Dr Mangudya said rates must reflect the strength of the dominant currency in the economy to make borrowing by productive sectors more affordable.

The central bank chief’s remarks come after he directed banks, in his 2017 monetary policy statement, to whittle down annual lending rates to a maximum 12 percent effective April 1, 2017.

 Prior to the recent announcement, bank lending interest rates were determined by a framework allowing banks to charge between 6 percent and 18 percent, depending on the risk level. Risk level gauge ranged from low, moderate to high.

Dr Mangudya scoffed at the assertion that the lower lending rates could discourage credit extension to the productive sectors saying their lending was being stifled by high cost of funding.

Bankers’ Association of Zimbabwe president Charity Jinya told a parliamentary portfolio committee this week that if the ceiling for banking lending rates continued to fall, banks could cut lending to productive sectors in favour of TBs.

“The banks were not lending because at high interest rates you increase non-performing loans. The chances of getting your money back at 25 percent per annum (are slim). What will you (as a business) be selling to get a 30 percent margin?”

The Governor said in the monetary policy statement that while the banks had made progress in reducing cost of lending, interest rates remained well above thresholds that support borrowing to finance operations in productive sectors.

“We are in a dollarised economy; we need to make sure that our interest rates reflect the currency that we are using. The problem in Zimbabwe is that (banks) are using the Zimbabwe dollar based regime to determine interest rates.

“On Wednesday, the Federal Reserve increased interest rates from 0,7 percent to 1 percent; that range.

“It means we also need to ensure that our interest rates in Zimbabwe are (US) dollar based not Zim dollar based” he said.

Dr Mangudya said banks cannot use cost of funding as an excuse considering that none were getting offshore lines of credit. – State Media

1 000 Gwanda Villagers Trapped By Floods

More than 1 000 people from about 200 homesteads in Sibhula village in Gwanda have clocked more than a month marooned due to flooded rivers, a development that has seen pupils failing to attend school.

The villagers have been restricted within their area as they still cannot not cross two flooded rivers, Hovi and Maleme in Gwanda North, denying them access to essential services.  About 200 homesteads in the area are located between the two rivers which have been overflowing for over a month.

The villagers cannot access shops, grinding mills and schools, among other service centres.  They are surviving on food hand-outs sent to them by a helicopter by the Civil Protection       Unit.

In an interview yesterday Acting Gwanda District Administrator, Mr Judge Dube said the situation remains the same although the villagers have adequate food and medication.

 “The situation on the rivers remains the same and the villagers are still trapped. They can’t cross to the other side of the rivers for more than a month now.We were there on Tuesday and we discovered that the rivers were still overflowing and it’s risky crossing them. However, there is no risk of hunger as the villagers are still surviving on the mealie meal and rice we gave them. However, they can’t access grinding mills and shops,” said Mr Dube.

He said children have not been going to school.

“Pupils are not allowed to cross the rivers to school as it is still dangerous to do so. We are hoping that in the coming weeks the rivers will have subsided.

Other villagers are risking crossing the flooded rivers but we urge them to desist from that and stay calm until the situation returns to normal,” he said.

Mr Dube said a medical team was in the area this week to assess the situation as there were 50 people on anti-retroviral therapy and 10 on tuberculosis treatment. – State Media

Mugabe Flies Off to Swaziland

President Robert Mugabe flies off to Swaziland, today.

Mugabe leaves for an Extraordinary Summit of SADC Heads of State and Government that opens at Lozitha Royal Palace tomorrow.

He will join other Heads of State and Government for the special indaba on Industrialisation and Regional Integration.

The meeting is in fulfilment of the decision made by regional leaders last year to hold annual special summits for the purpose of reviewing industrialisation and integration of SADC economies.

The SADC Industrialisation Strategy and Roadmap was steered by President Mugabe during his tenure as Sadc Chair (August 2014–August 2015).

Mugabe’s spokesman, George Charamba told the state media last night that the special summit was a follow-up to President Mugabe’s initiation of conversation around industrialisation and regional integration.

He said: “It was during President Mugabe’s tenure as chair of SADC that the issue of industrialisation and making sure that SADC economies value add in order to develop and create jobs was brought to the table.

“Because of that contribution, a special summit was convened in Harare at that time to address that specific issue. Because it was so successful, SADC took a decision to make it an annual event in between summits devoted to industrialisation, beneficiation and integration of regional economies.

“That is the basis of the Swaziland summit, which the President will be attending.”

Information obtained from the Foreign Affairs Ministry shows that the summit was expected to consider the implementation of the Draft Cost Action Plan for the SADC Industrialisation Strategy and Roadmap.

The roadmap is anchored on three pillars – industrialisation, enhanced competitiveness and deeper regional integration.

Its strategic interventions involve refining policies, increasing public and private sector investment volumes, creating regional value chains and boosting value addition.

The Herald also understands that the summit will consider a report of the Ministerial Taskforce on Regional Economic Integration: Industrialisation and Regional Economic Integration which covers the roadmap’s action plan.

Also under consideration will be the taskforce’s proposed milestones for monitoring implementation of the strategy and the governance structure.

Progress on the Tripartite Free Trade Area (TFTA) and the Continental Free Trade Area (CFTA) will also be reviewed.

The TFTA, which brings together Comesa, the East African Community (EAC) and CFTA are designed to promote intra-regional trade and invest- ment.

The summit is preceded by several meetings including a meeting of senior officials of the Ministerial Taskforce; the Finance Committee; the standing committee of senior officials; the Ministerial Taskforce on Regional Economic Integration; a strategic ministerial retreat; and the Council of Ministers.

The strategic outcomes of the Ministerial retreat, which include assessing the integration agenda to determine what needs to be done to create “The SADC We Want”, will also be tabled. – state media

Taking into consideration the financial plight of many candidates, this facility seeks to afford every candidate an opportunity to sit for examinations.

Did you know? Examination fees for Grade Seven, Ordinary Level and Advanced Level are now be payable in instalments over a period of two years starting from Grade Six, Form Three and Form Five respectively . The Scheme works as follows;

 Grade Seven ExaminationsCandidates start paying for the Grade 7 Examinations in Grade Six. The payment of examination fees should be done at the school/examinations centre at the rate of $1 per term, making a total of $6 by Term Three of Grade seven.

Ordinary Level Examinations

Ordinary Level candidates are able to start paying for the Zimsec Ordinary Level examinations at the beginning of Form Three.

Advanced Level Examinations

Student, Teacher Die Within A Week At Hillside Teachers College

A PREGNANT student at Hillside Teachers’ College collapsed and later died while doing gymnastics at the institution’s sports ground on Wednesday afternoon.

Kwanele Moyo (36) from Mzilikazi suburb in Bulawayo died at the college’s clinic where she had been taken for treatment.  It could not be established yesterday how advanced her pregnancy was.

Moyo becomes the second person to collapse and die at the teachers training college in a space of a week.  Last Friday an English lecturer, Paul Ndlovu, was found dead in his office after he had allegedly collapsed.

Sources said Moyo collapsed at about 3PM and died a few minutes later.

“She started vomiting and collapsed before being rushed to the Hillside Teachers’ College Clinic where she was attended by a college doctor. Unfortunately she died a few minutes after admission,” said the source.

The Chronicle yesterday interviewed her brother, Mr Nqobizitha Moyo who expressed sadness over her sudden death.  He said she was a first year student.

Mr Moyo said his sister did not show any signs of distress before her death.

Gumbo, Mutasa Caught In Party Name Woes

HARARE – Little-known Zimbabwe First (ZimFirst) party leader Maxwell Zeb Shumba has threatened to take legal action against Didymus Mutasa and Rugare Gumbo accusing them of “stealing” his party’s name.

Mutasa and Gumbo’s opposition party — formed in 2016, way after Shumba’s — is named Zimbabwe People First (ZPF).

In a March 9 letter, Shumba — through his lawyers, Tsara and Associates — gave the duo a 14-day ultimatum to make a written undertaking to stop using the ZPF name, failure of which he would drag them to court.

Shumba, a former adviser to MDC leader Morgan Tsvangirai, claims Mutasa has been ignoring his calls to resolve the issue amicably, leaving him with no option, but to take the legal route.

The United States-based politician also claimed that he had advised Mutasa that he registered his party with the Zimbabwe Electoral Commission (Zec) in May 2015 under the names Zimbabwe First, People First and Country First.

“Your actions have severely inconvenienced  our clients and is prejudicial to their business  as a party  and it is not in dispute that  the electorate and the public  in general are confused  as to whether  there are two parties  with the same name  or whether one party is a faction of the other ,” Shumba’s attorneys wrote.

“For the avoidance of doubt…Shumba has been communicating with you since March 2015 pertaining to that name and all documentation in the registrar’s office confirms his assertion that the name belongs to his party,” they said.

“By this letter, we kindly request your written undertaking to stop using the names Zimbabwe People First or People First . . . failing which we shall be left with no other option but to approach the High Court for an interdict against your party and yourself,” the lawyers wrote further.

Contacted for comment Zec chairperson Rita Makarau said she would check with the electoral body’s chief executive, Constance Chigwamba.

“She is not around at the moment but as soon as she comes back I will check with her to see if she has received anything form Shumba regarding the name Zimbabwe People First,” Makarau said.

However, Mutasa confirmed receipt of Shumba’s letter although he neither denied nor confirmed that the name does not belong to him and Gumbo — the founders of ZPF.

Instead, he argued “nobody owns names on earth” and using ZPF would not in any way inconvenience Shumba and his party.

“Is there anybody who owns any name on mother earth? How many parties use the name MDC, for example? We are not moved at all because we have not stopped him from campaigning. He should not hide behind a finger when the reality is that he has failed to organise his party to attract people,” Mutasa said. – Daily News

Herbert Chitepo: He Made History In Life And Death

By Masimba Mavaza | No serious study into the contemporary trajectories, history and politics of Zimbabwe can forego the celebrated influence and the contribution of Herbert Wiltshire Pfumaindini Chitepo, born on June 15 1923 in Inyanga (now Nyanga).

He led ZANU until he was assassinated in Lusaka, Zambia, on March 18 1975 .

He was murdered by the British Special Air Services (SAS) as stated by author Peter Stiff.

If anything the nation of Zimbabwe is a combination of his ideals and the imaginations of a liberator who sought to advance dreams and hopes associated with a free country with socialist convictions.

Chairman Chitepo was the first black citizen of Rhodesia to become a barrister. He was not only learned, but very selfless and patriotic.

There is no doubt in my mind that, in general African standards, Chairman Chitepo will have done quite extensively for the material, intellectual, economic and political development of Africa.

He kick-started the removal of arrogance, political intolerance and at worst cultism which was implanted by the oppressor. As a hero, Cde Chitepo could not banish dangers, but could banish fears. We mustn’t demean life by standing in awe of death.

Death is no more than a turning of us over from time to eternity. Eternity…such a small word to describe such a haunting vastness.

And so, we ask ourselves: Will our actions echo across the centuries? Will strangers hear our names long after we’re gone and know who we were? Cde Chitepo silently did that.

The hero who lost his life in battle will not soon be forgotten. Those who knew him best will tell stories of his bravery, his heroism, and his sacrifice. We will talk of how he stood by us through thick and thin, and how he saved others’ lives more than a few times.

We will carry the memory of Cde Chitepo in our hearts forever. We will celebrate his life and we will cherish the memories of his fierce loyalty, unwavering convictions, and deep, faithful love for the country and for the people. This hero went from this life, but he is not forgotten; he will live on within us.

It is very difficult to say words in memory to this hero of the beloved Zimbabwe because of what he was and represented. A feeling of sorrow, an infinite grief catches our throats — sorrow for the loss of the nation yet great joy that we gained so much from such sacrifice.

He went away, the soldier of the highest ideal of human redemption, exiled from his own country, persecuted by the tyrants. We grieve for those who remained, but in the very depth of our heart, we are hallowed by our feeling of eternal gratitude to what he fought for, lived for and died for.

From all aspects of life, Cde Chitepo came to us like a child of immortal Zimbabwe and in the hardest days of the war, when our being was being trampled and threatened, it was Cde Chitepo, the gallant son of the soil, who helped save the country with his fighting enthusiasm, heroism and spirit of sacrifice. Today we remember the hero who helped save a threatened country’s freedom and independence – the freedom and independence of our people and yet, profoundly loving liberty and justice, he came and offered himself to us unconditionally.

Cde Chitepo gave us everything; his youth and his maturity; his science and his experience; his blood and his life, his hope and aspirations and he asked us for nothing in return.

He made history in life and made history in death.

Parents, when the years pass by and the wounds of war are healed; when the memory of the sad and bloody days dissipates in the presence of liberty, of peace and of well being; when the rancours have died out and pride in a free country is felt equally by all Zimbabweans, speak to your children.

Tell them of this man of valour.

We shall never forget Chairman Chitepo.

Ngezi Platinum playing Recreativo do Libolo of Angola in a Caf Confederation Cup while CAPS United play TP Mazembe of the Democratic Republic of Congo in the first round, second leg of the African Champions League at the National Sports Stadium on Sunday.

Highlanders secretary general Emmett Ndlovu said they had no option but scrap the plans because it was not going to get cleared by football authorities in the country because of matches involving Caps United and Ngezi Platinum. Makepekepe take TP Mazembe of the Democratic Republic of Congo in the first round, second leg of the African Champions League at the National Sports Stadium on Sunday while a day before Ngezi Platinum clash with Recreativo do Libolo of Angola in a Caf Confederation Cup, first round return leg.

“PSL has officially said there is no game that is going to be allowed to take place over this weekend owing to the international matches involving Caps United and Ngezi Platinum, for that reason everything else has been thrown out of the rail. We had not applied because rumourly we had heard that there is a good chance that we might not be allowed after all so we then communicated with the PSL and PSL did say no games will be allowed because remember these matches they get approval from PSL, Zifa and the SRC everybody involved,’’ said Ndlovu.

Bosso and DeMbare were planning to test each other’s strength ahead of the start of the 2017 season. The fixture had initially been planned for the National Sports Stadium on Sunday but with the venue being utilised by Caps United on that day, it had been moved to Bulawayo before being eventually cancelled. The match would have given former Dynamos striker Rodreck Mutuma, now a Bosso player an chance to punish DeMbare for terminating his contract when it still had six months left.

Shyleen Mtandwa | Shanangu Madangure cut a lonely figure as the only woman at the Lancaster House conference among many men.

She played a crucial role representing women in a transitional deal that would give birth to a new Zimbabwe. Others who played a crucial role during this period include Sally Mugabe who was soon to become Zimbabwe’s First Lady.

Women have played a crucial role in conflict situations from the time of the liberation struggle to date and yet their voices are often muted on the political power negotiating table.

The Lancaster House situation repeats itself in post independent Zimbabwe, many decades later women are still fighting to be heard and to be counted.

Our guests this evening are Marcellina Chikasha the President of the African Democratic Party, which was formed in April 2014. She is also a religious leader, a pastor at Joy Unspeakable Ministries. Chikasha is one of the few Zimbabwean women who in 2018 will be challenging President Robert Mugabe for the Presidency.

Hon. Priscilla Misihairabwi Mushonga is the MDC legislator for Matebeleland South. In 2009 she was appointed Minister of Regional Integration and International Cooperation during the Government of National Unity.

A power deal between Zimbabwe and South Africa could not sail through this week after it emerged that an inter-ministerial Memorandum of Understanding (MoU) that was meant to be signed on Monday had not been vetted by the Attorney-General (AG).

A local weekly reveals that Energy and Power Development Minister, Samuel Undenge, was meant to seal the MoU in which Zimbabwe was to agree to purchase close to 600MW of excess power daily from Eskom, one of Africa’s biggest power producers, for the next five to 10 years.

The MoU was hurriedly put together over the weekend in Harare and was expected to be signed on Monday at Undenge’s offices.

South Africa’s Energy Minister Tina Joemat-Pettersson was represented by the country’s top diplomat in the country, Mphakama Mbete, as well as officials from the Ministry and Eskom.

Undenge was accompanied by Partson Mbiriri, the secretary for the Ministry of Energy and Power Development, while ZESA’s chief executive officer, Josh Chifamba and other senior officials represented the power utility.

Undenge is said to have been advised by ZESA officials and government technocrats to postpone the signing of the power supply deal in order to seek legal advice from the AG.

He had hoped to announce the deal soon after a closed door meeting with senior officials from the South African government and ZESA and Eskom officials, but failed to do so after conferring with the officials.

It was not immediately clear if Undenge had consulted the technocrats and ZESA representatives prior to the meeting or not, but sources said the development later turned into an embarrassment for the Zimbabwe government as it clearly showed they had not prepared sufficiently for the engagement.

Well-placed sources who attended the meeting on Monday told the Financial Gazette that Undenge, who along with Mbiriri could not respond to questions sent to their mobile phones, had prepared to sign the deal, but was advised against the move by senior government officials, who said he should first seek legal advice from the AG’s office.

“The Minister was ready to sign the MoU but was told not to because the AG, who has the legal oversight over government contracts, had not been consulted,” one source who spoke to the Financial Gazette on condition of anonymity, said, adding that “eventually the document was put aside”.

After the meeting, Undenge and Mbete refused to give details of their discussions, despite an invitation to the press to witness the occasion.

Undenge said: “It’s a commercial arrangement. There are various modalities that we are discussing.”

Mbete said: “We are hoping out of this (engagement) there will be stronger consolidated bilateral energy collaborations which will strengthen our economies on a long term basis.”

The Financial Gazette has it on good authority that an inter utilities MoU, which was also hurriedly put together at the weekend in Harare, was signed by ZESA and Eskom, paving way for further discussions on the power deal.

This, however, is dependent on Zimbabwe’s commitment to guarantee the deal.

ZESA already has a power purchase agreement with Eskom which is coming to an end.

 Under this agreement, ZESA was initially supposed to prepay for electricity imports from Eskom, which has a generation surplus of more than 5 000MW of electricity.However, due to foreign payment gridlock, ZESA failed to pay for the electricity in advance, resulting in the pre-payment arrangement being relaxed.

The South African power utility received a guarantee from the Government of Zimbabwe for this arrangement.

Now, because it has a lot of surplus power on its grid, South Africa is vigorously pushing President Robert Mugabe’s administration to purchase most of this, despite Zimbabwe owing South Africa about US$40 million for power supplies.

According to well placed sources, Koko had told Undenge and his delegation that Eskom had excess power capacity of between 5 000MW and 6 000MW at any given time for the next five to 10 years. This, he indicated, was the reason they were “engaging ZESA to buy more electricity from us”.

A government official said: “Surely, this is a pressing issue on the part of Eskom. They don’t know what to do with the excess power, something which is giving them headache. They know Zimbabwe owes them huge amounts in outstanding electricity payments, but they know that if they tie down Zimbabwe, they will be paid in United States dollars. Surely, relying on imports will not do well on the national electricity security,” said one analyst who declined to be named.

Last week, Eskom was paid about US$7 million for power supplies, leaving the debt at about US$40 million.

Zimbabwe is facing an acute shortage of foreign currency. As a result it is struggling to service its electricity debts.

This would also save ZESA from procuring expensive power from the Dema Diesel Power Plant, an independent power producer owned by Sakunda Holdings.

ZESA is procuring about 100MW of electricity from Dema at US$0,15 per kWh.

The power utility might also be forced to close some or all of its small thermal power stations, where there is limited production because of obsolete equipment which frequently breaks down.

Zimbabwe is currently grappling with power shortages. It requires about 1 600MW of electricity at peak periods but is unable to meet demand as its five power stations at Hwange, Kariba, Harare, Munyati and Bulawayo generate less than 1 000MW due to serious operational constraints. To cover for the shortfall, the country is importing electricity from regional power utilities.

Apart from Eskom, Zimbabwe is importing about 50MW of electricity from Mozambique’s Hydro Cahora Bassa.

Zimbabwe is also working on a number of projects.

These include the expansion of Kariba South Power Station by 300MW and the extension of the country’s largest coal-fired power plant, Hwange Power Station, by 600MW. Fin Gaz

SEX WORKER MURDER: Mthethwa Found Guilty

Sex workers embraced each other and fought back tears as internationally acclaimed artist Zwelethu Mthethwa was found guilty of murder in the Western Cape High Court on Thursday.

Mthethwa was convicted of kicking and beating to death 23-year-old sex worker Nokuphila Kumalo on April 14, 2013 in Ravenscraig road, Woodstock.

The Sex Workers Education and Advocacy Taskforce’s (SWEAT) Sally Shackleton welcomed the guilty verdict: “We are elated with the verdict and believe its fair. We have been monitoring the case and the outcome is very meaningful to us. We hope this will set a precedent for other cases. We eagerly await sentencing.”

Defence lawyer William Booth asked the court to extend Mthethwa’s R100 000 bail until sentencing proceedings, arguing that Mthethwa had cooperated throughout the trial and had handed in his passport.

Bail was revoked, which means Mthethwa will don prison overalls and spend his first night behind bars. He has no previous convictions.

Goliath accepted crucial CCTV footage which captured the kicking and beating of Kumalo in the early hours of April 14, 2013, in Ravenscraig Road, Woodstock.

Describing it as a “silent witness”, she said CCTV footage had become crucial in the collection of evidence and the finding of truth in criminal cases.

She said the case had been largely based on circumstantial evidence that she had weighed up “holistically”.

 Goliath found that the kicker and the driver of the Porsche 911 Carrera were indeed the same person.

Tracker evidence found that the Porsche, belonging to Mthethwa, was parked in Ravenscraig Road during the six-minute attack.

Goliath said the defence’s attack on the authenticity of the footage could not be accepted: “It is real evidence.”

Forensic pathologist Dr Linda Liebenberg testified during the trial that Kumalo died of blunt force trauma and had a severe laceration of the liver which led to fatal internal blood loss.

As a petite woman, weighing only 46 kgs, Goliath said Kumalo would not have been able to defend herself.

Outside court, sex workers chanted on the steps calling for sex work to be decriminalised.

SWEAT’s Dudu Dlamini said their fight was not over: “Only when sex work is decriminalised will we be free”.

“We are not yet satisfied because we have lots of other cases. We need to push as much as we can.”

With posters stating that sex workers are ten times more likely to be murdered than other women, the sex workers said they would return to court for sentencing proceedings and hoped Mthethwa would spend the rest of his life behind bars.

Sentencing proceedings have been set down for March 29. – IOL

Pastor Mawarire Court Hearing Postponed Again

ThisFlag Pastor Evan Mawarire’s hearing has been postponed again.

Mawarire is challenging being placed on bail.

The hearing was moved forward after the state indicated that it was not ready to proceed.

The Magistrate refused to remove the bail conditions and the matter has since been referred to the High Court on the 21st April 2017.

Mawarire was charged for Subversion of a constitutionally elected government; for organising protests in Zimbabwe and in New York.

Other charges are that he allegedly “insulted the national flag” to brand criminal activities and wearing the flag while subverting the government.

He was granted bail by Justice Clement Phiri in the High Court, the latter who said the state was very weak and Mawarire was granted $300 bail.

Mujuru First Black Woman To Sign Mandela Book

National People’s Party leader Joice Mujuru has become the first female African politician to enter a written message into Nelson Mandela tribute book alongside international icons such as former United States President Barack Obama and former United Nations secretary-general Kofi Annan.

The book, being administered by the British House of Commons and to be sold across the world to raise money for charity, already has over 700 signatures from most prominent people in the world.

Some of the people who have entered their written messages include three British Prime Ministers and hundreds of leading international business and community leaders as well as sports, music and film stars.

David Beckham, Sir Paul McCartney, Sir Richard Branson, the late Maya Angelou, Russell Crowe, Chris Rock, Kylie Minogue, Thierry Henry, Spice Girls and Will Smith were also among a host of global stars who have written messages in the book.

In her message, Mujuru, who was in London last week where she was honoured for her contribution towards community development, said Mandela’s legacy would continue to inspire generations to come.

“Dear father, Thatha, a freedom fighter, selfless leader of our great people. We applaud the sacrifice and indomitable spirit that you showed all of us who fought for democracy,” Mujuru’s message read.

“You inspired us, you showed us what it means to love your people, yes, you showed the world what love is. We know you are always among us, you live in us for heroes never die. We shall forever be grateful to have lived during your time. Siyabonga! Thank you for being one of us, baba. R.I.P.”

According to the invite to Mujuru to enter the written message dated March 8, the book will be printed in China and published and sold around the world with all profits donated towards helping children’s causes in the countries where the book will be sold.

“The aim is to launch the published version of the book later this year. Last July [Mandela Day] at London’s Roundhouse, I organised the first Nelson Mandela Remembered Concert ‘Unite against Hatred’ with some of the world’s top musicians and dancers performing,” read the invite signed by Nic Careem, founder of the House of Commons book to Nelson Mandela.

“To be edited by my dear friend the author Janis Kearney, former White House diarist to President Bill Clinton, the book will be a major tool to help continue Nelson Mandela’s mission to end child poverty and racial intolerance. A global figure will be invited to write the foreword for the book.”

WARNING DISTURBING PICTURES: Crocodile Swallows School Kid

 

Ray Nkosi | People of Mushumbi in Dande Mashonaland central province, were left in shock with no words Thursday, after a nine year old school going pupil was swallowed by a crocodile.

According to villagers, the sad incident happened at around 5pm yesterday when the unidentified victim was crossing Dande river from school, and was attacked and swallowed by the crocodile.

The villagers are said to have tracked down the reptile and killed it.

They skinned it and retrieved the remains of the unfortunate child.

Tich Mataz In Hot Soup

Tichafa Matambanadzo’s tax evasion case rages on with a Zimra official testifying yesterday that the prominent radio personality — popularly known as Tich Mataz —under-declared his merchandise upon entry at the Harare International Airport from China.

Matambanadzo is standing trial for contravening Section 182 of the Excise and Control Act.

He appeared before Harare magistrate Lazini Ncube this week for commencement of trial on smuggling charges.

The Zimra official, Munyaradzi Mhanda, attested that 48-year-old Matambanadzo was brought to his offices after it was discovered that he had declared lesser goods than he was actually carrying.

“He had declared that he had five pairs of shoes instead of seven and five suits instead of 10. When he was brought to me, our machines were slow and I moved to another office and advised him to follow after me with his luggage so that I could calculate his duty,” Mhanda told the court.

“He did not come to that office and when I returned to check on him, he was gone. We had to file a police report.”

Matambanadzo refuted allegations of smuggling and claimed that he was attended to by an unidentified female official after Mhanda left.

He claimed the Zimra official gave him the green light to leave because their machines were down.

Mhanda disputed that claim and said the alleged female official could have informed him about the development on the day.

The “Midas Touch”, as he is also known, will file his application for discharge at the close of the State’s case today.

It is expected that the plant will produce 700 000 tons of cement per year and create employment, although the plant will generate less than 100 jobs directly.  Also present were;  Ministers Joseph Made, Mike Bimha, Walter Chidhakwa, Chief Secretary Misheck Sibanda and Deputy Chief Secretaries Katsande and Mupamhanga.

 

Mugabe’s In-Law Simba Chikore Slammed After AirZim Botched Up Again

Don Banda | President Robert Mugabe’s son in law Simba Chikore, who is national airliner Air Zimbabwe’s Chief Operations Officer, has been slammed after another flight failed to take off, because only three passengers had paid for it.

Among the passengers set to travel on the cancelled flight last Tuesday was an elderly gentleman who had just had a back operation.

An angry Viva Zimbabwe President Acie Lumumba, was travelling on the flight UM452  from OR Tambo airport to Harare when it was cancelled. Recently businessman Shingi Munyeza was one out three aboard an Air Zimbabwe flight to Jo’burg.

Lumumba writes : “WHAT A MESS!!! I am deeply grieved for Zimbabwe. I am at OR Tambo ready to board Air Zim flight UM452 to Harare and I have been informed the flight has been cancelled because there are not enough passengers. The 3 of us passengers (one who is an elderly man returning from a back operation) have been asked to negotiate with other Air lines for our tickets home. This is the definition of STATE FAILURE. The president’s son in law Simba Sam Chikore is Chief Operations Officer. Not 1 Air Zim on sight to assist. We are being assisted by SA Airport Authorities. I got through to someone from AIR Zim and all they had to say to me is SORRY.”

Over 20 Malaria Deaths In The Masvingo Province

Terence Mawawa Masvingo | The deadly malaria disease has killed 20 people in Masvingo Province over the past few months, health officials have said.

Officials at the Ministry of Health and Child Care offices in Masvingo told ZimEye. com this week the 20 deaths were recorded in Chiredzi, Bikita, Zaka and Mwenezi Districts respectively.

The health officials said the disease killed 11 people in Chiredzi, seven people succumbed to malaria in Bikita, one person died in Zaka while the deadly disease also claimed the life of one person in Mwenezi.

Health experts have attributed the increase in cases of malaria to the incessant wet spell this season.

Provincial Medical Director, Dr Amadeus Shamu said health workers were working tirelessly to combat the deadly disease.

“I can confirm that malaria related deaths have been recorded in Masvingo Province. However health workers are on the ground and we hope there will be no more deaths,” said Shamu.

An official at the provincial health offices also said: “There are treatment centres in the affected areas and I can assure you everything is under control.”

Non Governmental Organisations here have blamed the government for a lethargic response to the outbreak of malaria in the province.

” We are readily available to assist the government with medication but the whole thing has been politicised by lazy officials in the Health Ministry. Malaria can be easily treated but there is no commitment from the government,”said a nurse who works for a local NGO.

Police Issue 3-month Ban Against “Carrying Knives”

POLICE have banned members of the public from carrying dangerous weapons in Tsholotsho, Lupane and Umguza for the next three months in the interest of public order.

In a statement, the acting Officer Commanding Lupane District, Superintendent Jadiel Mutepfe, said the carrying of axes, catapults, machetes, swords, knives and daggers was prohibited until June 13.

The order was made in terms of the Public Order and Security Act (POSA).

“I, Superintendent Jadiel Mutepfe believe on reasonable grounds that the carrying of weapons in public whether openly or by concealment is prohibited.

“The weapons include the following items which may be used as weapons in public disorder according to Section 14 of the Public Order and Security Act,” said Supt Mutepfe in a notice of prohibition order.

He said that any traditional weapon was also banned from the area covering Tsholotsho, Lupane and Umguza administrative districts.

“I hereby issue an order prohibiting the carrying of such weapons in the area or any part for a period not exceeding three months, from March 14 to June 17, 2017,” said Supt Mutepfe.

Last year, police in Bulawayo effected a similar order that expired in November saying it had been necessitated by the prevailing volatile political situation.

At that time, the Officer Commanding Bulawayo West District, Chief Superintendent Mthokozisi Manzini-Moyo, said due to incidences of marches and demonstrations, it was his belief that public order would be disturbed.

Chief Supt Moyo said history had proved that such gatherings may be characterised by malicious damage to property, assault and all forms of public violence, hence the ban on carrying dangerous weapons in public.

He said the prohibition was not in violation of freedom of expression guaranteed under the constitution. – state media

ex-MINISTER CHIGWEDERE WITCHCRAFT: Son Fights For Cleansing Ceremony

Former Education minister Aeneas Chigwedere’s son, Mangwiza, yesterday pleaded with the full Constitutional Court bench to entertain his application, seeking to force the whole Chigwedere clan to undergo a cleansing ceremony, claiming postponement of the case would be disastrous as more family members would perish through witchcraft.

Mangwiza’s plea followed an indication by the court to have the matter postponed after it emerged that four of the 32 cited respondents, had not been properly served with papers inviting them to attend court.

Justice Elizabeth Gwaunza, who was leading the bench, informed Mangwiza that the court would not proceed in the absence of confirmation that the outstanding respondents had been served and were aware that the matter was in progress.

“Are you, therefore, saying this matter cannot proceed just because four other respondents are not here? Are you saying we perish because the sheriff has not served other respondents?” Mangwiza asked, but he was interrupted by the court which postponed the matter “sine die to allow applicant (Mangwiza) to file the necessary certificate of service”.

Last year, Mangwiza approached the court seeking an order to compel his father, step-mother and the whole clan to undergo a cleansing ceremony with a view to exorcise the whole clan against alleged witchcraft activities which he claimed were causing several deaths.

In his application, Mangwiza cited the former Cabinet minister Chigwedere, his stepmother Emilia Zharare-Chigwedere, his aunts, uncles, brothers, sisters and 22 others, including Arts and Culture minister Abednego Ncube, Local Government minister Saviour Kasukuwere, National Council of Chiefs, Zimbabwe Human Rights Commission, Traditional Medical Practitioners’ Council, Zimbabwe National Traditional Healers’ Association and the Zimbabwe National Practitioners’ Association as respondents.

In his founding affidavit, Mangwiza said he was still convinced that his father and stepmother were practicing witchcraft and/or sorcery or incorrect cultural procedures that were tormenting the whole clan. – Newsday

Parliament Laments Sorry State Of Zim Embassies

Chairperson of the Parliamentary Portfolio Committee on foreign affairs, Kindness Paradza, said during Mugabe’s recent visit to Ethiopia, Mumbengegwi took him to the official opening of the Equatorial Guinea embassy in Addis Ababa, while avoiding the Zimbabwean chancery which is now in a state of dilapidation.

Paradza said this in the National Assembly on Tuesday while moving for the adoption of a motion on the committee’s visits to embassies. The report by the committee showed that the Zimbabwean embassy in Ethiopia had overgrown grass and loose electricity cables, posing a danger to staff members.

“When we were in Ethiopia, we were surprised to see Minister Mumbengegwi taking His Excellency, the President, to go and officially open the embassy which belongs to Equatorial Guinea,” Paradza said.

“It is a marvellous piece of architecture, but he did not take the President to go and view our embassy, which is so dilapidated that you cannot believe it is an embassy.”

In response to Paradza’s motion, Foreign Affairs deputy minister Edgar Mbwembwe said the findings by the committee were disturbing but pertinent.

“With regard to the chancery in Addis Ababa, treasury availed $20 000 for the repair of the leaking roof soon after the esteemed committee members had visited the station. With respect to our embassy in Gaborone (Botswana), the ministry last received $15 000 in 2012 for repairs and maintenance. Currently, we are waiting for funding for the renovation and repairs that need to be undertaken at the chancery,” Mbwembwe said.

The deputy minister said embassies had not been spared from the economic situation facing the country.

But, Paradza said since the committee’s return from Addis Ababa in 2015 and the availing of the $20 000, up to now, no maintenance work had been done at the embassy in Addis Ababa and elsewhere.

The committee recommended that $1 million be allocated at least every year by Finance minister Patrick Chinamasa towards the building of one embassy.

Meanwhile, Speaker of the National Assembly Jacob Mudenda said Parliament would introduce biometric registration for MPs to automate Parliament entrances so that their attendance records at Parliamentary debates and committees were properly recorded.

“MPs and staff of Parliament will be able to enter Parliament building without identity cards once registered by the system. Additionally, the system will also generate an electronic attendance register of both sittings of the Houses and committee meetings, thus reducing the prevalence of human error in recording the attendance of MPs,” Mudenda said. – Newsday

Mujuru To Kick Out Mavhaire?

Shyleen Mtandwa | As the rush towards the Joyce Mujuru led National People’s Party elective congress intensifies, some party big fish are set to be sent on early retirement and be replaced by upcoming new young politicians.

The open contest comes after Mujuru had previously held that Elders are immortal and cannot be contested, the turn round effectively means she has kicked them out of the new political outfit.

One such veteran Mujuru loyalist who might find himself disgraced is remaining founding elder of the party, Dzikamai Mavhaire, who according to a list of nominated candidates circulating on social media will square up against prominent Matabeleland South based human rights activist Bekezela Madhuma Khuzwayo.

Mavhaire who was initially tagged to retain the party National Chair position unopposed is reported by party members who spoke to ZimEye.com to be in complete panic and shock following the successful nomination of Madhuma to challenge him for the position.

Madhuma was specifically mentioned by Mujuru on the BBC Hard Talk Programme as being the point man for the entire Matebeleland region.

Consequently, according to the party members Mavhaire is bound to have one of the toughest contests in his political career which might come to an abrupt.

Following an early leakage of a pre-planned National Executive Committee meeting, another veteran politician Samuel Sipepa Nkomo who also expected an unchallenged entry, is also likely to get an early retirement as he is facing a stern challenge from a renowned Bulawayo businessman Dr Cuthbert Ncube for the second Vice President position which is reserved for the Matabeleland provinces.

The youthful businessman who according to the party members has attracted a huge support from most of the provinces due to a splendid CV and dedication to the party after being responsible for sponsoring a lot of the party’s programmes might run over Sipepa Nkomo who boasts of a long political life which has seen him join all major opposition parties that come up in the country.

Another of Mujuru’s Elders, Ambassador John Mvundura, is posed for a no holds barred battle with a known friend of his Retired Brigadier General Elliot Kasu for the first Vice President position. Kasu and Mvundura were dismissed from the ruling ZANU PF party on the same day after the Manicaland Province Executive committee passed a vote of no confidence on them for their alliance with Mujuru.

The party Secretary General position according to the list is bound to be the second most competed for after the expected epic battle between Madhuma and Mavhaire. Five party members have been nominated for the position, who include the trio; Gift Nyandoro, Petronella Musarurwa and David Butau.

Nominations for the candidates closed yesterday afternoon and a date for the elective congress is yet to be announced.

This is a sign of total desperation by a failed system which has failed to provide answers to genuinely raised questions on poor health facilities, poor education facilities, poor infrastructure and roads , gross human rights violations etc and now they revert to creating charges against anyone questioning such just like in Masaririra’s case.

Masararira was charged with blocking traffic in my understanding! Honestly who between Linda or Traffic can practically block each other?  Has Linda became a mass in the eyes of the regime such that they can see a blockage when they see her ahead! To an extend that a magistrate in a kangaroo court saw it justifiable that Linda’s physical body blocked traffic.

The only thing our judiciary officials must understand is that they don’t own our justice on our behalf, they are not even Justice themselves, they must remain independent ,this is why we are against amendment no. 1 which seeks to marry judiciary and the executive in essence. Judiciary officials are simply custodians who administer justice for the people and their failure to award us justice and on time is a betrayal of the constitution and the people at large.

We the people of Zimbabwe will continue to practice our constitutional rights and freedoms irrespective of all these threats fashioned to stop a voice of reason. We will not be stopped by anything to demand good service delivery and respect of the rule of law for as long as we remain citizens of this nation, Zimbabwe. No amount of force will divert us from a common goal of liberating ourselves from the hands of some of our fellow brothers and sisters, fathers and mothers who have chosen deny us a normal life in our own mother land.

Mugabe Bribes War Vets With Land | OPINION

Nomusa Garikayi | “Harare – Zimbabwean President Robert Mugabe is promising to give more land to the country’s former freedom fighters, telling those who have not yet benefited from his land programme to “indicate” which farms they prefer, ahead of next year’s elections,” reported News24.

“War collaborators, former political detainees and restrictees are also set to benefit.”

Of course, this is a bribe, Mugabe wants the war veterans back in his camp to do his dirty work of intimidating povo into voting for him in return for a piece of land.

Millions of Zimbabweans today live in abject poverty, with unemployment a nauseating 95% it obvious that poverty affects everyone, professionals and labourers, well educated and uneducated, the army of the urban street vendors as well as their rural peasant counter parts, liberation war veterans and povo, everybody right across the social and economic divide.

The root cause of Zimbabwe’s economic meltdown and poverty is the decades of Mugabe’s incompetent, corrupt and tyrannical rule. The first two have resulted in the criminal waste of the country’s material and human resources causing the economic ruin and it is the vote rigging and political repression that has made it impossible for the nation to remove Zanu PF from power even when it was self-evident the regime had failed the nation.

Since the late 1990s Mugabe has singled out the war veterans offering them a Z$50 000 down payment plus more bribes to come if they helped him impose his de facto one-party cum one-man dictatorship. This is:

  1. Cynical in that Mugabe is the one who has caused the poverty with his misrule and is now it to enslave the nation. It is now nearly 40 years since independence, why has the regime failed to give these individuals the land all these years.

Why this drip feed of state assistance? Many war veterans has long since died in poverty and many are now too old and/or too poor to put the land to productive use.

  1. Obnoxious in that Mugabe is forcing these desperately poor war veterans to betray the people by becoming his party thugs, denying povo their freedoms and basic human rights and dignity – the same values these men and women had their very lives during the war to fight for.

Like it or not rogue war veterans like Jabulani Sibanda and Joseph Chinhotimba who have shed innocent blood after independence in pursuit of Mugabe’s no-regime-change mantra have tarnished their war hero image for all time!

  1. Tragic Mugabe should be abusing the nation’s human (war veterans) and material (land, diamonds, etc.) resources to help him retain absolute power and thus help him extend his corrupt and tyrannical rule.

Of course, all the war veterans who are languishing in abject poverty with nothing to their name will all put their names forward; they will be foolish not to as this is the only asset of value they will ever have. They know that they will be expected to campaign for Mugabe and Zanu PF in the coming elections if they are to have any hope of being given that piece of land.

The irony is that helping Mugabe rig the coming elections will not help the war veterans end their suffering because as long as Zanu PF remains in power there is no chance of a meaningful economic recovery because the regime is the root cause of the gross mismanagement and rampant corruption.

There is no doubt that many of the war veterans will be promised land now but will never get any; how many times has Mugabe promised them the moon on a silver platter but only to deliver hell-on-earth. The lucky ones who get the land will lose it at the drop of a hat if they are ever suspected of supporting the opposition.

The rogue war veterans who have terrorised povo to impose the Zanu PF dictatorship mat think they are free but where is their freedom, liberty and human dignity when they too live in poverty and in constant fear of being label an opposition supporter as if daring to criticised in any way Zanu P, even when there is reason to do so, is a cardinal sin!

The rogue war veterans helped Mugabe create and retain this corrupt and tyrannical one-man dictatorship and they must now play a constructive role and demand the implementation of the democratic reforms to ensure the next elections are free, fair and credible. This is the only way we are ever going to break Mugabe and Zanu PF’s strangle hold on power and the cycle of poverty!

Ndebeles Must Pay for Mzilikazi Raids, Says MP

By David Moyo| At a time when not much attention is being paid to atrocities committed by the government before the year 2000, including Gukurahundi massacres, ZANU PF MP Lawrence Katsiru has opened wounds saying Ndebele people must first pay compensation for the 19 century Mzilikazi raids before they can receive compensation for the 1980s Gukurahundi massacre.

MP Katsiru is a convicted rapist and once served 9 years in jail for raping a juvenile.

Speaking during consultations for the National Peace and Reconciliation Commission (NPRC) Bill held bat Mbuya Nehanda Hall in Marondera, Katsiru said closure over the genocide cannot be arrived until the Ndebele people have first paid lobola and compensated the Shonas for violating Mashonaland.

In the mid 1800s the Khumalo tribe later to be called Ndelebe, crossed the Limpopo over to present day Zimbabwe and established a kingdom whose throne was in Bulawayo. They were not the only tribe to migrate into the region as Shonas had 900 years before descended from Tanzania and displaced the Khoi San people many who then relocated to Botswana.

But Katsiru said the Ndebeles are foreigners who came and abducted Shona women and raided Shona cattle.

He said, “I agree with the Bill for various reasons, our sisters and cattle were taken in Mashonaland by the Ndebeles. They should pay lobola for kidnapping and forcing our sisters into marriage.

“They should compensate for the cattle they stole from Mashonaland; I was in Bulawayo during the Entumbane uprising in the 1970s and I saw Shonas being murdered in the streets because they could not speak Ndebele. These people should be compensated, then we should consider paying for Gukurahundi,” he said.

He added, “historians know how much was looted during that period. Compensation should start from the beginning, the era of Mbuya Nehanda not 1980 and onwards.”

Meanwhile, in Matebeleland Bulawayo residents have rejected Katsiru’s Bill.

Local people rejected the bill saying it does not address the Fifth Brigade atrocities that left at least 20,000 people dead in Matabeleland and Midlands provinces.

They said there won’t be any peace and reconciliation as long as the Gukurahundi atrocities are not addressed.

The locals slammed the bill for not addressing the issue of the atrocities and others also criticized it for ‘giving too much power’ to the justice ministry in a number of instances.

Mugabe Orders Masvingo Election Rerun

President Robert Mugabe has ordered a rerun of the Zanu PF Masvingo Provincial elections, which had been resoundingly won by an Emmerson Mnangagwa ally.

Mugabe’s Politburo (which operates under his command since the changing of the Zanu PF constitution in 2013) nullified the February 23 elections which had seen former Masvingo chairperson Ezra Chadzamira thrashing his rival Mutero Masanganise with 12 393 votes against 4 888. Masanganise is touted to be a G-40 candidate in the crucial elections.

As the internecine battle to succeed President Mugabe rages on in the ruling party, Zanu PF leadership blames heavy rains and logistical challenges for the inconclusive election result.

Zanu-PF secretary for administration Ignatius Chombo confirmed the nullification of the Masvingo elections after the party’s 307th Politburo meeting in Harare.

“The elections will be re-done at a date to be announced,” he said.

About 64 percent of the 408 party districts in the province had voted.

Voting was still to be done in 165 districts and out of these, 10 were from Masanganise’s home area, while 40 were from Chadzamira’s home area.

Sources said President Mugabe would soon meet with his two deputies,  Emmerson Mnangagwa and Phelekezela Mphoko, to choose the person who would be in charge of the elections.

Politburo member Joram Gumbo presided over the first elections.

“Much time was devoted on the Masvingo issue and there was debate on whether or not to confirm the elections,” said a source. “In the end, it was agreed that elections be held again to give everyone a chance to have a say in the election of their chairperson.

 “It was also seen that disagreements were mainly on the chairperson of the main wing, hence the decision not to have elections for the Youth League and Women’s League. The President also called for the dropping of characters such as Mashayamombe who had shown bias during the initial elections.

“Some chairpersons from the seven that had been brought by national commissar Saviour Kasukuwere refused to continue with the elections, even in areas that had no problems, after seeing that the results in some wards were not in their favour.”

Chombo said Youth League secretary Kudzanai Chipanga had also presented a post-mortem of the 21st February Movement celebrations held in Matobo recently.

“The event was well attended and the celebrants were well fed and transported to and from the venue,” he said. “Due to this event, the nearby school was renamed Matobo Junior School, which was previously called Rhodes Junior School.

“President Mugabe expressed his gratitude to the party’s Youth League and the nation on the successful hosting of these celebrations.”

Chombo said the Politburo was informed on the party’s preparations for the Zimbabwe International Trade Fair (ZITF) by secretary for business liaison and development, Sithembiso Nyoni.

The party’s theme for the trade fair will be “Offering Innovative Strategies for Sustainable Development.”

Kasukuwere also presented the commissariat report, saying the party was generally stable in all the provinces.

“He stated that the party had won several council by-elections in Manicaland, Mashonaland East and Masvingo,” Chombo said. “Preparations for the Mwenezi East by-election are well under way, with the Zanu-PF party gearing itself for yet another landslide victory through our candidate Joosbi Omar.”

The by-election, set for April 8, will see Omar squaring off against ex-Masvingo Provincial Affairs Minister and ex-legislator for the area Mr Kudakwashe Bhasikiti of ZimPF, Mr Welcome Masuku of NCA and Mr Turner Mhango of Free Zimbabwe Congress party.

 

 

“Maziwisa Gay” MP’s In Hot Soup

Parliament is set to investigate unidentified opposition MPs who yesterday labelled Highfield West legislator Psychology Maziwisa a homosexual during the question-and-answer session.

Maziwisa had stood up to ask Energy minister Samuel Undenge to explain government policy regarding payment of electricity bills by senior citizens when some opposition MPs lampooned the Zanu PF MP, labelling him gay.

Buhera South MP Joseph Chinotimba (Zanu PF) then raised a point of order with National Assembly Speaker Jacob Mudenda saying the allegation that Maziwisa was gay had come from Musikavanhu MP Prosper Mutseyami (MDC-T).

“In terms of our Parliament Standing Orders, we need to maintain the decorum of the House and avoid name-calling which is unsubstantiated,” Mudenda said.

 “Honourable Chinotimba alleges that Honourable Mutseyami said that statement and can he withdraw that?” But Mutseyami denied labelling Maziwisa homosexual and requested that the Hansard recording be replayed to find out which MP said that.

“I have never bedded Honourable Maziwisa and have no proof to allegations that he is gay,” Mutseyami said.

Mudenda ruled the matter would be investigated and audio and video recordings replayed.

Later, Glen Norah MP Webster Maondera (MDC-T) accused Maziwisa of fanning political violence in Highfield after allegedly sending thugs to disrupt MDC-T meetings. But the allegations were dismissed by the Speaker.

Meanwhile, Higher Education deputy minister Godfrey Gandawa was asked by Magwegwe MP Anele Ndebele (MDC-T) to explain if the Zimbabwe Manpower Development Fund (Zimdef) bedevilled by allegations of corruption had measures in place to ensure enrolment of ghost science, technology, engineering and mathematics (Stem) students does not happen.

“The way in which the Stem fund is administered is that heads of schools registering students compile a list and submit it to Zimdef offices responsible for each province. Zimdef officers visit schools to check if students are attending classes before they pay fees for them. Auditors follow up to see if the disbursed funds are equivalent to students attending lessons,” Gandawa replied. – State Media

EXPOSED: Mpofu’s Obscene Wealth Calls For Lifestyle Audit

Court documents have finally shown the significant chunk of properties owned by tycoon Macro-Economic Planning and Investment Promotion minister Obert Mpofu.

This, however, is perhaps just a tip of the iceberg and most certainly points to the fact that many of his colleagues in government and Zanu PF are also owners of vast estates.

A few years back, it also emerged that Home Affairs minister Ignatius Chombo owned several properties across the country, after his then wife, Marian, filed for the dissolution of their marriage.

Zimbabwe Defence Force Commander General Constantino Chiwenga was also exposed by his then wife, Jocelyn, as the wealthy owner of real estate in upmarket areas of Harare before he applied for a court injunction barring the media from reporting on the matter.

No doubt there are many others like them.

Of interest, however, is the manner in which these top government officials acquired the up-market properties, particularly at a time when the majority of Zimbabweans are struggling to access housing.

There is no doubt that President Robert Mugabe’s Cabinet is full of super-rich individuals, who ironically amassed their wealth soon after their appointment to ministerial positions.

Yet Mugabe has not bothered to have strict adherence to service delivery for the ministers.

Clearly, the revelation of super-rich ministers in Mugabe’s government calls for lifestyle audits for public officials, many of whom are suspected of using their privileges and access to power to accumulate obscene wealth at the expense of the public.

Is it not ironic that this is happening at a time ordinary people’s livelihoods are crumbling on the back of biting poverty spawned by Mugabe’s poor governance, tolerance for corruption and a political crisis?

Evidently, there is need to revisit our collective conscience as a country. All the lofty ideals that were preached at independence, meant to improve the lot of the ordinary man, have been thrown out of the window now with those in government using their political power to get rich pickings.

It is now an open secret that the government — right from the very top — has become corrupt and greedy, driven by the philosophy of “each man for himself and God for us all”.

As the ordinary people get increasingly impoverished, those at the top continue to enjoy a life of comfort, ease and luxury, while claiming they have the people’s mandate to preside over national impoverishment.

The powers-that-be are obviously reluctant to carry out lifestyle audits because they know the majority of officials in government will be smoked out and their under-the-table dealings, through which they have lined their pockets, exposed.

But this is important. As long as corruption and self-aggrandisement is handled with kid gloves, Zimbabwe may as well forget about development as a country.

Women Hospitalised After Axe Attack

A MAN from Cowdray Park suburb in Bulawayo has been arrested after he allegedly attacked his wife and niece with an axe resulting in the two women being hospitalised.

Absalom Phakathi (35) arrived home at around 1AM on Sunday and demanded some money and when his wife Ms Egnes Shonhe refused to give him, he allegedly hit her with the back of an axe twice.

Phakathi also allegedly struck his niece, Ms Similo Hove, with the same axe on the head.

The two women sustained serious injuries and were rushed to Mpilo Central Hospital where they were hospitalised.

 Phakathi yesterday appeared before provincial magistrate Mr Tinashe Tashaya facing a charge of domestic violence. He was not asked to plead and placed off remand.

Mr Tashaya said Phakathi would be summoned back to court when medical reports have been submitted to the State.

Prosecuting, Ms Leanne Nkomo said on March 12 at around 1AM, Ms Shonhe was sleeping with Ms Hove and her children.

Phakathi is alleged to have broken into the house demanding money.

“The accused person broke into the house and demanded money from the complainant but was not given.

“He became angry and struck the complainant with the back of an axe once on her head and once on the left forearm,” said Ms Nkomo.

“The complainant screamed and Hove woke up and tried to leave the house but the accused person also struck her once on the head with the back of an axe.

“The complainants sustained deep cuts on their heads.” – State Media

David Moyo| President Robert Mugabe’s long time ally nation Cuba, was riled against Zimbabwe following the suspicious death of retired Gen Solomon Mujuru, it has emerged.

Named top government officials have revealed that Cuba angrily changed its work systems with Zimbabwe involving its pathology experts due to the way the Mugabe administration handled the late general’s death.

A Cuban doctor was in 2011 forced by the government to make declarations on Mujuru’s body remains. There was drama when the expert reacting to ill treatment, reported Zimbabwe to Cuba. The powerful island government was disturbed by Robert Mugabe’s ethics and handling of it’s citizen.

Dr Maxwell Hove, the director of Pathology in the Ministry of Health and Child Care, during a meeting held in Bulawayo said Cuba had to revisit its agreement with the Government of Zimbabwe after being frustrated in court during the inquest of the late General Solomon Mujuru, with the country now ensuring its nationals working in Zimbabwe are not forced to testify.

Hove was speaking during the Coroner’s Draft Bill stakeholders meeting.

“We don’t have a Zimbabwean forensic pathologist because of the adversarial nature of the legal system. The lack of forensic pathologists has seen us relying on expatriates since 1980 who unfortunately are not obligated to appear before a court and give evidence,” he is quoted saying.

Hove further makes the alarming revelation, “Currently under the available legislation, doctors can only go as far as establishing the cause of death but cannot investigate the finer details of such deaths and crimes. Doctors have highlighted their interest in tackling forensic pathology but the legal framework is still not in place to protect them.”

Mnangagwa: “$10,000 for Itai Dzamara!”

By Isaac Ncube| Vice President Emmerson Mnangagwa has appealed to members of the public to help him find abducted activist Itai Dzamara.

Speaking from Switzerland, Mnangagwa announced government has doled out a $10,000 bounty reward for information on the man’s whereabouts.

Dzamara disappeared on the 9th March 2015.

Government is happy with the human rights situation in the country and is committed to supporting and implementing all instruments to that effect, Mnangagwa said.

Mnangagwa, who oversees the Ministry of Justice, Legal and Parliamentary Affairs, is in Geneva attending the Universal Periodic Review meeting of the United Nations Human Rights Council.

He makes presentations before the UNHRC today, Thursday.

Addressing a Press conference yesterday ahead of his presentation, Mnangagwa said the human rights situation in Zimbabwe was satisfactory.

“As Government, we are happy,” he said. “We are collaborating and supporting human rights instruments. Zimbabwe also supports and is committed to the implementation of all human rights issues and treaties under the Human Rights Commission.

“We have done a lot. We are also in the process of implementing those which we supported. So far, we have 151, which we are now going to proceed and implement and the other six we will implement partly as a result of the laws that we have in the country.

“Some of the six are partly already implemented under our legal framework back home and there is no need for reimplementation.”

Zimbabwe presented its national report on November 2 last year and received recommendations from United Nations member States and other stakeholders on human rights issues.

Out of the 260 recommendations, the country has supported 157 while 103 have not been supported.

“From the 100 deferred recommendations, the Government has now supported nine recommendations, bringing the total supported recommendations to 151, while six are supported in part, 103 recommendations have been noted,” said VP Mnangagwa.

The noted recommendations do not enjoy Government support.

“It must be noted that these recommendations were repeated by different member States,” said VP Mnangagwa. “For instance, the recommendation to ratify the UN Convention Against Torture was mentioned 33 times, whilst the recommendation to ratify the UN Convention for the Protection of All Persons from Enforced Disappearance was mentioned nine times.

“The recommendation to abolish death penalty was mentioned seven times. Some recommendations relate to lesbians, gays, bi-sexual and transgender rights. So, while the noted recommendations are more than 100 in number, they mainly relate to six broad categories and the issues are those Zimbabwe is not in a position to support.”

The noted recommendations are mostly those that are inconsistent with Zimbabwe’s national policies and values while others have already been addressed by national laws.

Government, working with key stakeholders, will formulate a national plan of action for the implementation of the supported recommendations.

VP Mnangagwa said Government was committed to protect all its citizens and was also keen to establish what happened to Itai Dzamara, a journalist-cum opposition activist.

“We appeal to every single organisation in Zimbabwe or individuals to come forward (with information on his whereabouts),” he said. “As a result of that desire to establish what happened to Itai Dzamara, Government has put forward $10 000 as a reward for anybody who can come forward with such information.”

Zimbabwe has not had an indigenous pathologist since 1980, the director of Pathology in the Ministry of Health and Child Care, Dr Maxwell Hove has said.

He said local doctors fear being grilled in courts hence they are reluctant to take forensic pathology. “We don’t have a Zimbabwean forensic pathologist because of the adversarial nature of the legal system. The lack of forensic pathologists has seen us relying on expatriates since 1980 who unfortunately are not obligated to appear before a court and give evidence,” said Dr Hove.

He narrated how foreign forensic pathologists from Namibia and Cuba have been frustrated by the local court procedures in giving evidence.

He said Cuba had to revisit its agreement with the Zim government after being frustrated in court during the inquest of the late General Solomon Mujuru, with the country now ensuring its nationals working in Zimbabwe are not forced to testify.

Activist Arrested Over Mugabe Birthday Bash

Terrence Mawawa, Masvingo | Prominent human rights activist and Masvingo Residents Trust chairperson, Prosper Tiringindi has been summoned to court for allegedly inciting residents to protest at President Robert Mugabe’s birthday bash.

Tiringindi will appear in court on April 6 for allegedly inciting residents of the ancient city to demonstrate against Mugabe’s lavish birthday party held at Great Zimbabwe National Shrine last year.

Tiringindi was arrested and charged with inciting public disorder last year. He was advised the case would proceed by way of summons.

Tiringindi told ZimEye. com state security agents were persecuting him because of his bravery in fighting tyranny.

“The whole issue has been fabricated. State security agents are determined to quash democratic voices. However, I am prepared to defend my stance against dictatorship. I did not incite residents to demonstrate against Mugabe’ s birthday bash,” said Tiringindi.

Last year Tiringindi was arrested after filing charges against Constable Mercy Dzafunwa of Masvingo Central Police Station who allegedly crushed the human rights activist’ s private parts.

Tiringindi also said CIO operatives threatened to eliminate him because of his influential role in representing the voiceless in the society.

“I am not afraid of anything because I have no case to answer. The people of Zimbabwe are suffering as a result of poor government policies and dictatorship ,” said Tiringindi.

Judge Says Retrenched Workers “Must Not Be Paid A Cent!”

The High Court ruled that workers who lost jobs following a Supreme Court ruling which allowed workers to terminate employment contracts on three months notice will not get anything. This comes after Government relieved workers by amending the labour act to provide for companies to pay workers retrenchment packages in retrospect.

Zimind Publishers (Pvt) Ltd which fired 75 workers on August 20, 2015 following the July 17 Supreme Court ruling, approached the High Court challenging the constitutionality of Section 18 of the Labour Amendment Act Number 5 of 2015. The publishing firm wanted the court to strike down the section which had the effect of declaring all terminations that occurred after the Zuva ruling illegal unless a minimum retrenchment package was paid by the employer.

In a landmark ruling yesterday High Court Judge Justice Loice Matanda-Moyo ruled that Section 18 of the Labour Amendment Act Number 5 of 2015 takes away the employer’s vested rights to terminate worker’s contracts on notice making it unconstitutional in a democratic society.  She also said that the section was inconsistent with sections 3(2)(k), 56(1) and 82 of the Constitution. The matter will now be referred to the Constitutional Court for determination in terms of section 167(3) of the Constitution. READ MORE

3500 Strong DRC Contingent Dispatched Into Zimbabwe For War | FOOTBALL

Shyleen Mtandwa | 50 buses with 70 people each are set to leave the Democratic Republic Of Congo (DRC), on Thursday destined for Harare for the epic CAF Africa Champions League second round second leg encounter.

The match between Zimbabwean Champions CAPS United and DRC Champions TP Mazembe is set for Sunday at the National Sports Stadium.

News from the DRC champions, Mazembe, who are one of the best funded teams on the continent at least 50 bus loads of supporters have been confirmed leave Kinshasa the capital city on Thursday morning to come and support their team in the make or break encounter.

According to the team, more buses are still being sourced to ferry supporters from outside Kinshasa to travel the long journey to Zimbabwe.

ZRP Boss Arrested For Wife Bashing

Ray Nkosi | An Assistant Commissioner with the Zimbabwe Republic Police has been arrested for wife bashing.

A report received by ZimEye.com from internal police sources indicates that Assistant Commissioner Antony Mangezi, stationed in Hwange has been arrested for assaulting his junior cop wife.

According to the above attached Police Report of the crime, Mangezi (50) last Sunday used clenched fists to batter his wife. The complainant is identified as Ropafadzo Manyande.

Recently a women’s rights group Musasa Project reported an increase in domestic violence cases which it attributed to economic hardships.

MUJURU DEATH: Doctors Scared Of Talking

David Moyo | Following the suspicious death of retired General Solomon Mujuru in 2011, doctors have adopted a strong attitude against participating in inquests.

The fear of being grilled in court over complex inquests has resulted in the country not having Zimbabwean forensic pathologists, a development that has seen many murders going unsolved.

When General Mujuru’s remains were found in his burnt farm house following an inferno in 2011, Zimbabwean pathologists pulled away from the case, a development that saw only a Cuban doctor employed by the Zim government claim the man died as a result of an authentic fire. But independent pathologists say his body is unlikely to have been reduced to ashes without the help of an accelerant.

Since that day no Zimbabwean has taken the job and at present the only forensic pathologists employed by the Zim government are from Cuba.

Even the Cuban government ended up changing their employment policy for their Zimbabwe based experts all because of the Mujuru case.

Dr Maxwell Hove, the director of Pathology in the Ministry of Health and Child Care told the state media local doctors fear being grilled in courts hence they are reluctant to take forensic pathology.

Speaking during the Coroner’s Draft Bill stakeholders meeting in Bulawayo yesterday, Dr Hove said the way a Cuban forensic pathologist was grilled in court during the inquest of the late national hero General Solomon Mujuru resulted in Cuba revisiting its agreement with the Government to ensure its nationals working here as pathologists are not forced to testify.

Dr Hove said the Cuban forensic pathologists are based in Harare and Bulawayo only. He said a Namibian forensic pathologist who was involved in the inquest of another late national hero Cain Nkala ended up skipping the country after being grilled in court.

“We don’t have a Zimbabwean forensic pathologist because of the adversarial nature of the legal system. The lack of forensic pathologists has seen us relying on expatriates since 1980 who unfortunately are not obligated to appear before a court and give evidence,” said Dr Hove.

“This means many murderers go scot free as there are no thorough investigations made for murder or sudden death cases. We’re also disadvantaged because of the rudimentary infrastructure and lack of radiological services and state of the art pathology laboratory tests.”

Dr Hove said the current system was inadequate to establish what could have happened in homicide cases hence the need for a Coroners Bill.

“Currently under the available legislation, doctors can only go as far as establishing the cause of death but cannot investigate the finer details of such deaths and crimes. Doctors have highlighted their interest in tackling forensic pathology but the legal framework is still not in place to protect them.

“Many are not willing to undergo the grilling which happens in court when they are requested to give evidence by the State as many a time they tend to be treated as accused persons,” said Dr Hove.

In other countries forensic experts are protected through the creation of the office of a coroner to create a buffer zone between the forensic experts and the court.

Mr Charles Manhiri, the Ministry of Justice, Legal and Parliamentary Affairs policy and legal research unit’s deputy director said the Coroners Bill would address the issue of bodies which go for months without identification in mortuaries.

“It’s not in doubt that forensic pathology services in Zimbabwe have been a challenge, which led us to rely on expatriate forensic pathologists which has seen diplomatic concerns being raised when these expatriates are called up to give evidence in court.

“Hospitals including the Prison and Correctional Services’ are burdened with corpses that haven’t been identified and end up receiving paupers’ burials. This proposed system will go a long way in reducing these burdens and also allow decent burials for our deceased,” said Mr Manhiri.

He said the establishment of a Coroner system in Zimbabwe will also assure the public and relatives of deceased persons that there has been a thorough investigation into all unnatural, unexpected or unexplained deaths to determine their causes and circumstances.

Regional magistrate Mrs Sibongile Msipa-Marondedze said magistrates were also facing challenges as a result of Inquest Rules which restrict them to merely ascertain who died, when, where and how the deceased came to their death.

Security Guard Rapes Student Over Consficated ID

A security guard at a tertiary college (name withheld) in Masvingo allegedly raped a female student in return for her Identity Card he had confiscated after finding her with a boyfriend outside campus. Pedzisai Takawira (35) was not asked to plead when he appeared before Masvingo provincial magistrate Mr Langton Ndokera who remanded him in custody to March 21. He faces rape charges.

In denying him bail, the state led by prosecutor Mr James Murambiza, argued that Takawira was likely to interfere with state witnesses since he was employed at the college where the complainant was a student. The state further argued that he could also abscond trial since he was facing a serious offence that could cost him his job and result in his incarceration.

Allegations against Takawira are that on March 4 he saw the complainant and her boyfriend who is also a student at the college walking outside the college premises after permitted hours.

He allegedly confiscated the complainant’s student ID together with that of her boyfriend and ordered them to return to their hostels. Later that evening Takawira proceeded to the complainant’s hostel and summoned her to the guardroom at the college on the pretext that he wanted to give her the ID back.

Upon arrival at the secluded guardroom near the college dining hall, Takawira allegedly demanded to be intimate with the complainant in return for the ID.

He proceeded to rape the complainant once in the guardroom before giving her back the ID.

The complainant immediately informed her boyfriend and a report was made to college authorities who in turn notified the police. – State Media

60 Zim Women Held ‘Hostage’ In Kuwait

About 60 Zimbabwean women who are victims of human trafficking are still literary held hostage  in Kuwait and Saudi Arabia, the Ministry of Foreign Affairs has said.

The Government has rescued about 161 women who were lured to Kuwait under the pretext of business and job opportunities since last year.

Responding to a motion on a bilateral visit to Kuwait by MPs in Parliament on Tuesday, Foreign Affairs Deputy Minister Edgar Mbwembwe said there are still more women who need to be brought back home.

“Our Embassy in Kuwait estimates that approximately 50 Zimbabwean women are still in Kuwait while about 10 could be in Saudi Arabia. Government will continue to assist all our nationals who wish to return home,” said Mbwembwe.

He said the Kuwait Government has been helpful in the repatriation exercise and arrest of kingpins of the human trafficking syndicate.

“A request was made for the Kuwaitis to arrest and deport Zimbabwean criminals who have been identified as members of the criminal syndicates involved in the trafficking of nationals to the State of Kuwait.

 Consequently, three Zimbabwean women were arrested and repatriated. They have since appeared in court. Another Zimbabwean female kingpin in the trafficking is still at large and is thought to be outside Kuwait,” said Mbwembwe.

He said the Kuwait Government has also been assisting the Embassy to provide food and shelter to Zimbabweans who wish to return home.

Mbwembwe said Cabinet has made a number of decisions among them the creation of a fund to assist the victims and making a request to the Government of Kuwait to stop issuing Article 20 visas to Zimbabwean nationals.

The Article 20 Visas are issued to a female full time employee to work as a domestic worker.

Mbwembwe said the Ministry of Home Affairs is actively seized with human trafficking investigations.

“According to Kuwait authorities, around 200 Article 20 visas were issued since September 2015. Only 15 of those were issued through the Kuwait Embassy in Harare. The rest were processed by criminal syndicates,” he said. – State Media

HORROR MURDER: Teacher Axes Two Granddaughters To Death, Attempts To Kill Wife

A teacher who axed his two granddaughters to death before attempting to kill his wife, abused cocaine and other dangerous drugs leading to insanity, a High Court judge heard yesterday.

Bulawayo High Court Judge Justice Martin Makonese yesterday ruled that Reuben Maphosa (53) of Mafuku Primary School Cottages in Guyu area, Gwanda, could not be held legally responsible for his actions as he was mentally disturbed due to drug abuse.

“From the evidence presented before the court, there is a reasonable possibility that the accused person suffered from mental illness at the time of committing the offence. The accused is therefore not legally responsible for his actions,” said the judge.

Justice Makonese returned a special verdict of not guilty because of insanity in terms of the Mental Health Act.

He ordered Maphosa to be confined to Mlondolozi Mental Institution for further treatment, saying he was a danger to society.

Maphosa was facing two counts of murder and one of attempted murder.

In his ruling, Justice Makonese expressed concern over an upsurge in murder cases committed by mental patients.

 “Mental health institutions are overwhelmed by the increasing number of patients. It’s the court’s view that mental health should be given top priority,” said Justice Makonese.

Maphosa, who was clad in khaki prison garb however appeared normal throughout the entire court proceedings as he gave coherent responses.

He said he agreed with the prosecutor’s narration of sequence of events on the fateful day.

Prosecuting, Mr Khumbulani Ndlovu said on July 22 last year Maphosa’s wife, Jennifer woke up and caught her husband redhanded smoking dagga. When she confronted him, he apologised.

The court heard that Maphosa thereafter went to take a bath and after finishing he started walking around the house naked.

Jennifer confronted her husband and demanded to know why he was walking naked resulting in a dispute.

“A misunderstanding ensued between the two and Maphosa became violent and tried to attack his wife with an axe before she escaped,” said Mr Ndlovu.

The court heard that Maphosa went to a room where his two granddaughters aged four and 12 years were sleeping.

He turned the axe on the two juveniles killing one on the spot. The other one died later on admission to Manama Mission Hospital.

A report was made to the police leading to Maphosa’s arrest.

According to a post mortem report, the cause of death was severe brain damage, multiple skull fractures, assault and sharp force trauma.

According to a psychiatrist report, Maphosa was suffering from organic psychosis, a mental disorder related to substance abuse.

Court Says Retrenched Workers To Get Nothing

Workers who lost jobs following a Supreme Court ruling which allowed employers to terminate employment contracts on three months notice will not get anything, the High Court has ruled. Government relieved fired workers when it amended the labour law to provide for companies to pay fired workers retrenchment packages in retrospect. Zimind Publishers (Pvt) Ltd, which fired 75 workers on August 20, 2015, following the July 17 Supreme Court ruling, approached the higher court challenging the constitutionality of amendments to the Labour Act, particularly the provision that firms pay fired workers in retrospect.

The publishing firm wanted the court to strike down Section 18 of the Labour Amendment Act Number 5 of 2015. The section had the effect of declaring all terminations that occurred after the Zuva judgment illegal, unless a minimum retrenchment package was paid by the employer.

In a landmark judgment yesterday, Justice Loice Matanda-Moyo ruled that Section 18 takes away the employers’ vested rights to terminate contracts of workers on notice, making it unconstitutional in a democratic society.

“Whilst it may be lawful to legislate retrospectivity, such legislation may not take away vested right,” said Justice Matanda-Moyo.

“I am of the view that taking away vested rights is contrary to the Constitution. It is also not in conformity with the principle of the rule of law to prescribe a law ex post fact. Accordingly, it is declared that Section 18 of the Labour Act Number 5 of 2015 is inconsistent with sections 3(2) (k), 56(1) and section 86 of the Constitution of Zimbabwe and is therefore invalid.”

The matter will now be referred to the Constitutional Court for determination in terms of section 167(3) of the Constitution.

In August 2015, Zimind, fired the workers on notice. The fired workers were paid their July and August salaries. In addition, the workers were paid three months’ salaries in lieu of notice.

Later, the Government intervened with a cocktail of reforms to the Labour Act to halt the employment haemorrhage. It amended the law by creating section 18, which provides for workers fired before the amendment of the law to be given retrenchment packages.

Arguing the matter for Zimind, Advocate Tawanda Zhuwarara said the amendment had the effect of imposing financial obligations on the employer. This, he argued, forcibly deprived the employer of money to the benefit of the third parties who were never entitled to such money at the time of termination.

“Information which punishes certain conduct must be available before the conduct,” argued Adv Zhuwarara. “If a conduct is lawful then, and one acts in terms of the law, such conduct cannot in future be impugned.”

Adv Zhuwarara also argued that the amendment was not justified in a democratic society. The lawyer further argued that creating legislation with retrospective effect was a hallmark of tyranny as such laws placed citizens at the mercy of Government.

“The ordinary supposition is that legislation is crafted to deal with future events and circumstances, and has never been designed to deal with past demeanors,” argued Adv Zhuwarara.

Mr Ephraim Mukucha from the Attorney-Generals’ office who acted for the Ministry of Public Service, Labour and Social Welfare conceded that generally, the law should not apply in retrospect.

He, however, argued that there were exceptions to that general rule hence section 18 of the Labour Amendment Act fell under those exceptions.

“It becomes lawful to legislate retrospectively where there is need to clear cases of injustice,” said Mr Mukucha.

“The amendment came about to correct a situation which Government perceived as unjust. The country’s workers were being short changed by their employers which resulted in a public policy decision being taken to remedy the breach.”

But Justice Matanda-Moyo in her judgment, noted that the parties were agreeable that the Labour Amendment Act Number 5 /15 was intended to apply in retrospect and take way the vested rights in an employer of terminating employment contract on three months’ notice without further compensation.

The judge agreed that the amendment had retrospective effect. It was also clear to Justice Matanda-Moyo that the amendment was a response to the Supreme Court decision in the Zuva Petroleum case.

“It is trite that there is a presumption against retrospectivity of statutes,” said Justice Matanda-Moyo.

“But where the enactment in question provides for retrospectivity then such presumption is rebutted. As a rule, without clear words to the contrary, statutes do not apply to the past. They apply to a future state or circumstance.”

Many employers individually, or under the banner of the Employers’ Confederation of Zimbabwe (Emcoz), have approached both the High Court and Constitutional Court challenging the constitutionality of the amendments to the Labour Act — chief among them the provision that companies pay fired workers in retrospect.

One such case is awaiting determination at the apex court. – state media

Chiyangwa Attacked by Hayatou

CAF president Issa Hayatou, battling to survive the pounding from Cyclone Ahmad, played his final wild card on Tuesday night by dragging ZIFA president Philip Chiyangwa before the continental football governing body’s disciplinary chamber in a last-ditch move to instil fear among a rebellious electorate. The veteran Cameroonian strongman, who is battling the biggest challenge to his time at the helm of African football at landmark elections set for today in Ethiopia, finally got his way when he arm-twisted his executive committee to refer Chiyangwa to their disciplinary committee for allegedly attacking the integrity of CAF.

The Herald exclusively reported yesterday that Hayatou was set to influence his executive committee at their meeting in Addis Ababa on Tuesday to refer Chiyangwa, the COSAFA president who is also the campaign manager of challenger Ahmad Ahmad of Madagascar, to the CAF disciplinary committee.

“At its meeting on March 14, 2017 in Addis Ababa, Ethiopia, under the presidency of Issa Hayatou, the executive committee of the Confédération Africaine de Football (CAF) unanimously recommended the CAF Disciplinary Board to proceed with the case of COSAFA president, also president of the Federation of Zimbabwe, Mr Philip Chiyangwa who has multiplied actions and statements recently that appear to attack the honour of CAF, its president and the members of the Executive Committee,” a statement released by CAF late on Tuesday said.

The CAF disciplinary chamber, which is led by former South African Football Association chief executive Raymond Hack will have to establish if there is a case that warrants them to charge Chiyangwa who is accused of violating the organisation’s statutes through his comments he is said to have made in a local newspaper describing the CAF executive as cowards.

The vice president of the CAF disciplinary chamber is Elvis Chetty, the president of the Seychelles Football Federation, which means that the top two members of the committee are from the COSAFA region.

The other members are Yousouff Ali Djae of Comoros, another COSAFA member, Francissco Calvaho Neto of Angola, Ahmad Mohamed Megahed Osman of Egypt, Christopher Abdul Kamara of Sierra Leone, Gbenga Elegbeleye of Nigeria, Mulindahabi Jean of Rwanda, Gregoic Zowaye of the Central African Republic and Samugabo Mustapha of Burundi.

Should the CAF disciplinary committee agree that there is substantial evidence to bring a case against Chiyangwa, they will then inform the ZIFA and COSAFA boss and call him to a hearing, where he has a right to defend himself, before they pronounce judgment on the case.

In the event that Chiyangwa feels unhappy with the judgment, he has a right to appeal.

But all this could change dramatically in the event that Hayatou is elbowed from his position as head of CAF with Ahmad and his leadership certain to view this as part of a witch-hunt that was meant to silence voices of dissent in the way the Cameroonian has been running the game on the continent.

FIFA, also, could play a key role here, should they feel Chiyangwa is being victimised by Hayatou and his colleagues or, as is also largely expected in the event the Cameroonian strongman wins the poll today, the world football governing body’s Ethics Committee rule that the CAF president isn’t suitable to hold office.

Sepp Blatter, the former FIFA president, won the poll to retain his job, but was forced out a few weeks later.

The FIFA Investigatory Chamber have confirmed they are looking at material submitted by those who feel Hayatou does not fit the criteria to stand as CAF president.

FIFA said they could not stop Hayatou from competing tomorrow because the issues were raised late and there won’t be time to give the Cameroonian a chance to defend himself.

“We refer to your correspondence dated 7 and 8 March, 2017 as well as the annexes regarding concerns over the eligibility of Messrs Issa Hayatou and Hicham Al Amrami for their membership and presidency of the Confederation of African Football (CAF) Executive Board, which have received our full attention,’’ Miguel Polares Maduro, the chairman of the FIFA Review Committee, said in a letter to some concerned CAF members who wanted to block Hayatou from seeking re-election.

“In this regard, we kindly inform you that due to the extreme proximity of the elections taking place at the CAF Congress and the complex nature of the allegations raised in your correspondences, it is not possible for the Review Committee to re-open the eligibility process without infringing on Mr Issa Hayatou’s right to be heard and to a fair procedure.

“Therefore, the Review Committee will forward your correspondences, including its annexes, to the investigatory chamber of the FIFA Ethics Committee.’’

It has been a turbulent week for Hayatou after Egyptian authorities also announced that they had opened criminal proceedings against him for the way he conducted affairs in CAF’s sponsorship deals with Lagardère Sports for the marketing of the media and marketing rights of the organisation’s competitions.

The Cameroonian’s fear of arrest, should he land in Egypt, also forced CAF to change the venue of their Congress from their traditional headquarters in Cairo to Addis Ababa.

Hayatou is being charged alongside CAF secretary-general Hicham El Amrani.

Yesterday, Chiyangwa said he was not in a position to comment on the decision by CAF to drag him before their disciplinary committee saying he could not speak when he had not been served with summons.

“I think you can understand that these are complex issues that have a lot of legal connotations and I cannot answer simply because you telling me there was a resolution passed to refer me to the disciplinary committee,’’ said Chiyangwa from Addis Ababa.

“As and when I get the proper documentation from CAF related to this, I will give the issue the attention it deserves and, right now, I am busy with my work here and the big story is not this one, but one that will come tomorrow.

“It’s about who will be in charge of CAF that matters my brother and we are confident with the direction that things are taking and the support that we have been receiving.’’ – state media

50 Govt Workers Denied Visas


FIFTY social welfare officers, deployed by the government to “clean up the mess” following the rescuing of several Zimbabwean women trafficked to Kuwait on the pretext they would get lucrative jobs, have been denied visas by the Gulf country.

This was revealed by the chairperson of the Parliamentary Portfolio Committee on Foreign Affairs, Kindness Paradza, after Foreign Affairs deputy minister Edgar Mbwembwe responded to a motion on a bilateral visit to Kuwait.

Mbwembwe had told the House that when his ministry intervened in the matter of the distressed women, the Kuwaiti government was co-operative and even assisted in identifying the victims and arresting the human trafficking syndicates.

“What is worrying is that the Kuwaiti embassy has denied visas to social welfare officers from the Ministry of Public Service that are supposed to go there for clean-up operations,” Paradza said. “As MPs, we have set up a committee of Parliament against trafficking of humans and we work together with the International Organisation for Migration (IOM) to ensure we assist these returnees to embark on income-generation projects and the fund has been set up through IOM.”

In his statement, Mbwembwe said the Kuwaiti embassy estimated that at least 50 Zimbabwean women were still stranded in Kuwait while 10 were in Saudi Arabia. He said Kuwait assisted with identifying Zimbabwean women and collecting their personal belongings.

Mbwembwe said a total of 161 women were repatriated, with 33 assisted by relatives, 28 assisted by Nyaradzayi Gumbonzvanda’s Young Women’s Christian Association and 32 assisted by businessman Wicknell Chivayo after MPs asked him to do so. One was assisted by her employers and the rest got help from the government.

“Government of Kuwait is identifying Zimbabweans issued with Article 20 visas with a view of returning them to Zimbabwe and facilitate their immediate repatriation, as well as helping in identifying Zimbabwean criminals involved in human trafficking syndicates,” Mbwembwe said.

Mbwembwe said some of the steps government had taken to curb human trafficking were stopping issuance of Article 20 visas by Kuwait.

He said around 200 Article 20 visas were issued, but out of that number only 15 were issued through the Kuwaiti embassy in Harare while the rest were done by criminal syndicates.

Makarau Says There Won’t Be Any E-Voting

The Zimbabwe Electoral Commission (ZEC) will not use e-voting in the 2018 harmonised elections although it is intending to procure biometric registration kits to register voters.

In an interview with the state broadcaster, ZBC, ZEC chairperson Justice Rita Makarau said the biometric kits being acquired by government will only be used to capture the usual identity details plus the finger prints in order to improve the credibility of the voters roll and avoid disputed election results.

Biometric voter registration (BVR) is expected to capture voters’ unique biometric features, specifically fingerprints and facial imaging which will be recorded in a database.

When voters check in at their respective polling stations (which will be the same stations they register at) in 2018 these same features will be used to verify if they are part of the voters roll, thereby eliminating ghost voters and increasing the voters’ roll’s accuracy.

Government last week announced that it has secured funding for the purchase of biometric kits and the State Procurement Board (SPB) is in the process of finding suppliers. Initially, the UNDP had offered to fund the equipment.

Caps United Increases Gate Charges

CAPS United have hiked gate charges for their first round second leg match of the CAF champions league against five time champions TP Mazembe at the National Sports Stadium in Harare on Sunday.

The charges have increased from three dollars to five dollars rest of the ground while VIP tickets will be selling for USD$20 from USD$10. VVIP tickets will go for USD$50 from USD$20.

CAPS United CEO, Cuthbert Chitima, confirmed the development.

“Gate charges have been increased. Five dollars for rest of the ground, $20 for VIP and $50 for VVIP,” he told Soccer24.

CAPS United, who are participating for first time in over 10 years, drew 1-1 against the ‘Lubumbashi Stars’ away in DRC on Sunday and stand a good chance to qualify to the mini league if they beat the DRC champions this weekend.

The 26-year-old Masandawana playmaker failed to pass a late fitness test to feature in tonight’s Absa premier league match against Polokwane City F.C forcing coach Pitso Mosimane to drop his star player on the 42- delegation team to travel to Uganda for the important CAF Champions league match against Kampala City on Saturday.

Billiat has not been in action since sustaining an injury during the team’s encounter against Platinum Stars on February 21st, missing three league matches, the Nedbank Cup clash and the first leg of the CAF Champions League match against Kampala City F.C last week.

BOMB ATTACK: Man Attacks Ex’s House with Petrol Explosion

A 38-YEAR-OLD taxi driver is on the run after he allegedly petrol-bombed his ex-girlfriend’s house in the middle of the night on suspicion she was accommodating another man.

Llyod Tranos of Dzivaresekwa Extension, is now on the police wanted list after he failed to appear at the Harare magistrates’ court answering to attempted murder and assault charges.

Magistrate Lucy Mungwaru has since issued a warrant of arrest. Tranos is accused of attempting to kill Chipo Mburuma using the Molotov cocktail he prepared out of suspicion that she was seeing another man.

It is said that on October 23 last year at around 1am, Tranos visited his former lover in Dzivaresekwa 1 whilst in the company of another woman.

Upon his arrival at Chipo’s place of residence, Trainos knocked on the door and asked his former lover to accompany him to a nearby tuckshop. Chipo reportedly refused arguing that it was too late.

This did not go down well with Trainos who then threatened Chipo with unspecified action.

Trainos is said to have returned to Chipo’s place after an hour, this time armed with a Molotov cocktail.

The 38-year-old is said to have knocked at Chipo’s door before he went to the window, which he tried to forcibly open. Upon realising that it was her former lover who was trying to force open the window, she then switched off the light.

The court heard that Trainos then bombed Chipo’s room resulting in her sustaining burns on her leg. Chipo then took the matter to the police.

On November 5 last year, Trainos went back to Chipo’s place demanding to know why she had lodged a complaint against him with the police. Trainos attacked Chipo with fists and she was only rescued by passersby.

Stray Elephants Terrorise People In Tsholotsho

A HERD of 200 elephants has reportedly escaped from Hwange National Park and is causing havoc in Tsholotsho North’s Wards 4 and 5.

Radio Dialogue citizen journalist, Norman Ncube said the elephants have destroyed crops from several villages in ward 4 under Headman Mfunda and ward 5 under headman Mcetshwa.

“The elephants have invaded several fields in Mabhandeni, Mfunda, Matshake and Sikali villages, said Ncube.

“They destroyed crops at Gcekeni and Nkwalini villages where a herd of elephants from Forestry area descended to the community fields.”

He said villagers are helpless as they watch elephants feast on their crops as there is nothing they can do to chase them away.

Ncube mentioned that villagers are living in fear of being attacked by the elephants.

“The villagers informed the local authorities and the Communal Areas Management Programme for Indigenous Resources (CAMPFIRE),” said Ncube.

Efforts to obtain a comment from the Zimbabwe Parks and Wildlife Authority (ZimParks) are still underway.

This catastrophe comes amid excessive rains that hit in most parts of the country causing a myriad of problems to farmers where their crops submerged in water resulting in low yields.

Tsholotsho is one of the hard hit areas by the recent cyclone induced floods and international community has intervened to help the affected with foodstuffs and clothing. – RadioDialogue

President Fires State Media Journalists Over Fake News

Tanzanian public broadcaster TBC has suspended nine staff after it aired a hoax story saying that US President Donald Trump had praised President John Magufuli’s performance.

The story, which was broadcast last week, said Mr Trump called Mr Magufuli an “African hero” compared to other leaders who are “doing nothing”.

A statement from TBC said editorial procedures had not been followed.

The broadcaster’s Director General Ayub Chacha said that the station should have verified the information before broadcasting.

The story said that the US president had called on other African leaders to follow Mr Magufuli’s example with his emphasis on good governance and his war against corruption.

Mr Magufuli, known as the “bulldozer” for his hands on approach to leadership, has been waging a public war on corruption which has won him some support locally and internationally.

The article said that Mr Trump made the comments while signing an executive order excluding Tanzanians from a travel ban on African nationals “from countries where presidents are doing nothing and those [that] have declined to leave power.” – BBC

SHOCKING SCAM :Harare City Council Loses $1.5 million in Fake Pensions

Shyleen Mtandwa | The Harare City Council has prejudiced the local authority of over $1.5 million it over paid to nine of its former senior executives as part of their retirement packages, a government audit has revealed.

The scam was exposed in an audit which was instituted by government last year and the results came out last week.

The audit said the $1.5 million should be recovered by the local authority in the earliest possible time.

“The minister (Saviour Kasukuwere) should cause through the council further intentions into the over payments and the HCD to be charged with misconduct and be suspended from duty as he processed $1,618,610.63 more than what was agreed on negations.

“Harare City Council should have the executive payroll subject to verification including by its internal audit in compliance with the public finance management,” said the report.

The following are the names and over payment figures of the former Harare City Council nine executives.

Mungofa S,($729,404.80),Chiromo RZ ($24,605.37), Chivavaya J ($203,373.42), Muza E ($4,967.49),Gandiwa M ($10,735.24), Dhliwayo P, ($38,027.00), Chiwanga PC,($278,573.58), Chiyangwa J ($29,881.45) and Zvakaramba C, ($299,042.28).

The report said these individuals should be approached and made to return the money.

Zanu PF To Blame For Road Carnage

The MDC is saddened and outraged by the loss of 14 lives in a horrendous road accident which took place along the Gwanda – Bulawayo road yesterday after a haulage truck hit a pothole and crushed into a commuter omnibus ferrying mourners to a funeral, leading to their deaths and seriously injuring several others.

Our deepest condolences go out to the families who lost their loved ones in this tragic but avoidable accident. It is sad to note that it has to take nothing short of the loss of precious lives for government to begin to take notice of the serious disrepair of our roads. It is our hope that government will acknowledge and accept responsibility for these unnecessary deaths and swiftly make reparations to the families of the deceased.

The cause of this accident like many others before it is the negligence and rampant corruption inside President Robert Mugabe’s government. The government and in particular the Ministry of Transport must be brought to book over the horrific deterioration of our roads. The ministry seems content with letting bodies pile up while seeing it fit to spend millions of dollars on useless overseas travel for the President. Potholes are now a permanent feature in just about every road and have become death traps.

The question we need the Transport ministry and Zinara in particular to answer is where is the money paid through tollgate and road levies by suffering Zimbabweans going, because instead of improvements on our roads all we are seeing are traffic police officers at literally every 5 kilometer stretch whose sole goal is to further milk motorists of their hard earned cash. Zinara needs to come clean about why it continues to collect revenue from our roads without repairing them for years on end.

We hope for more concerted effort will be put towards fixing our road network as a matter of urgency before more precious lives are lost. A government worth its salt understands clearly that the state of its roads is a reflection of the state of its governance. We advise government to take a leaf from other developing countries like South Africa, Namibia and Botswana who prioritise road infrastructure development ahead of personal enrichment.

Mugabe Gives Up : Cabinet OK’s Civil Servants Bonus Payments

Cabinet has approved the payment of civil servants’ bonuses in cash and workers are guaranteed their 13th cheque beginning next month, Public Service, Labour and Social Welfare Minister Prisca Mupfumira has said.

The Government needs an additional $180 million to pay its workers their 2016 annual bonuses.

Minister Mupfumira yesterday said the issue of residential stands would now be handled under the National Joint Negotiating Council, a platform that brings together the Government and civil servants unions.

“To give assurance to the workers, Cabinet approved the March 6 agreement that was sealed between Government representatives and the workers,” she said.

“It means the move has the support of the country’s leadership and it was also agreed that the issue of residential stands be handled through the NJNC.”

Civil servants representatives were anxious about their bonuses after last year’s incident when Finance and Economic Development Minister Patrick Chinamasa sought to suspend payment of the 13th cheque for two years, a decision reversed by Cabinet a few days later.

The endorsement by Cabinet means the workers’ bonuses will start coming in next month, with members of the Zimbabwe National Army, Air Force of Zimbabwe and the health sector being the first to get their dues.

Members of the Zimbabwe Republic Police and Zimbabwe Prisons and Correctional Services will be paid in May followed by teachers in June.

No civil servant will receive bonus payment in July and the last batch, the rest of the civil service, will be paid in August.

Apex Council chairperson Mrs Cecilia Alexander said Minister Mupfumira had engaged them following the decision by Cabinet.

“With what happened in the past we wanted to know if the move announced by Minister Chinamasa had the blessings of Cabinet. Fortunately the Minister engaged us and told us that this has been approved,” she said.

“We now await the actual dates so that our constituency concentrates on service delivery and also be able to plan.

“We applaud the Government for accepting our proposal that we get paid in cash. We now await the movement of other projects which are being done to improve the welfare of the workers.”

In January, the Government offered its workers three payment options to settle the bonuses.

These were residential stands, a cash stipend coupled with non-monetary benefits and property investment bonds.

The workers rejected all the options.

They threatened the Government with demonstrations before a consensus to pay them in cash was reached on March 6.

15 KILLED : Sad Scenes As Community Is Thrown Into Mourning

ONE more person has died following last week’s horrific accident that occurred near the National University of Science and Technology, bringing the death toll to 15.

Enert Sibanda who had been admitted to Mpilo Central Hospital’s Intensive Care Unit died yesterday morning.  Her death came on the same day when seven other victims of the same accident were being buried in moving scenes at West Park Cemetery.

Fourteen people from two families died on the spot on Wednesday night last week when they were travelling in a commuter omnibus to a funeral in Masvingo.

Sibanda suffered serious head injuries and on Sunday, her family sent a plea for $600 for her to undergo a CT head scan.  Her brother, Mr Kenny Sibanda who also lost three children in the crash wept throughout the funeral service and could not hold up even at the cemetery where the other seven accident victims were being buried.

An emotional service was conducted at Kings and Queens funeral parlour where family, residents and friends shed tears as the seven coffins were paraded.

Speaking after the burials, Mr Sibanda said he was devastated by his sister’s death in hospital after the others died on the spot.

“When I thought she would survive, the Lord took her as we laid her fellow kinsmen to rest. I am hopeless, I have lost my children, now it’s my sister…I wonder how I will recover from this tragic loss,” said Mr Sibanda.

His children – Gift, Gracious and Sovia, his younger brother Luke, his ex-wife Magret Dube and her younger sister Rebecca Dube as well as a neighbour Grace Ndemera (48), who was accompanying the mourners to Masvingo when the accident occurred, were buried at West Park Cemetery.

 Two other accident victims Danisani Masukume (40) and Yvonne Machingauta as well as Hopewell Masukume (14), whose body was being transported in the kombi for burial in Masvingo when the accident occurred, were buried at West Park Cemetery on Monday.

Kings and Queens funeral parlour donated six coffins as one of the deceased had a policy with the company.

It was a touching moment for children who lost their parents as they bade their parents farewell during the service.

Those who spoke during the service described the accident as tragic and blamed it on the bad roads in the country.

A spokesperson for the Sibanda family thanked the Bulawayo community, Government and the corporate sector for the assistance rendered to the bereaved during the trying time.

“We are also appealing for assistance in taking care of the orphans who are of school-going age, with the little one still a toddler,” said the representative.

Meanwhile, a somber atmosphere engulfed Mkoba 16 suburb in Gweru yesterday as hundreds of residents joined the Mugovera family to pay their last respects after three members of the same family died on the spot after they were hit by a commuter omnibus at the weekend.

Moreblessing Mharakurwa (20), her daughter Anopaishe Mugovera (1) and sister-in-law Tendai Mugovera (11) who was in Grade Six at Pakame Primary School in Shurugwi were hit by a kombi that was travelling in the wrong lane allegedly to avoid potholes in Gweru’s Mkoba suburb.

The Chronicle news crew visited house number 2870/1 Mkoba 16 Gweru around 10AM where mourners were gathered before burial at Mutasa Cemetery in Ascot suburb, Gweru.

Moreblessing, Anopaishe and Tendai were all buried in white coffins.

A family member, Mr Trust Mugovera, said if it was within his powers, his loved ones would have been buried in one section instead of being separated due to council burial rules.

“My wish is for the commuter omnibus driver to show up and apologise to the family and at least show that he is remorseful,” he said.

Mr Mugovera said they had no intention to revenge but they would let the law take its course.

Airport Heist : Cop Arrested

Police have arrested four suspects in connection with last week’s brazen heist at OR Tambo International Airport, but are still searching for the stolen money.

One of the suspects is a police officer.

Acting national police commissioner Lieutenant-General Khomotso Phahlane said last night two of the suspects had appeared in the Kempton Park Magistrate’s Court yesterday on charges of armed robbery.

Phahlane declined to comment on the identity of the police officer who had been arrested, or his three alleged accomplices.

“The policeman is still being questioned and has not yet appeared in court. At this stage, we cannot rule out whether more officers will be arrested or not.

Phahlane said the arrests were the results of the “hard work of our crime intelligence agents”.

The heist took place on Tuesday night when a group of men pretending to be police officers stopped GuardForce security personnel as they were transporting the money to a waiting London-bound flight.

GuardForce secures high-risk cargo such as cash, precious metals and diamonds at a cargo storage facility at the airport.

Sources said the attack occurred as GuardForce employees approached the aircraft.

Phahlane also told the media briefing that four people had been arrested in connection with the massacre on the East Rand last week of 14 illegal miners from Lesotho, who were killed in separate shootings at illegal mine shafts near Benoni.

Phahlane said the suspects were also from Lesotho.

The Minister of State for Masvingo Provincial Affairs, Shuvai Mahofa last week attacked Zimbabwe People First (ZimPF) candidate in the upcoming Mwenezi East parliamentary by-election, Kudakwashe Bhasikiti, describing him as an irrelevant empty basket with nothing meaningful to offer.

Addressing Zanu PF supporters at a rally at Rutenga Primary School to drum-up support for the Zanu PF candidate, Joosbi Omar, ahead of the April 8 by-election, a fired-up Mahofa mocked Bhasikiti as a confused political failure whose party exists merely in name.

“Kuno ndinonzwa kuti kuna Bhasikiti, iri ndiro bhasikiti risina kana chinhu zvaro…yangova tswanda yofanzirofa. Look at what happened in Masvingo RDC by-election, ZimPF’s Rosiwetta Madzivire was humiliated and she immediately resigned…that is how Zanu PF operates,” Mahofa said.

She also denied that Zanu PF was thriving on partisan distribution of public resources like farming equipment and inputs, saying anybody who deserves should benefit from the programme.

Drama As Mugabe Minister Flees Angry Party Youths

Raging internal turmoil gnawing at President Robert Mugabe’s Zanu PF this week turned ugly in Manicaland after Information and Communication Technology deputy minister Win Mlambo ran for dear life after party youths charged at him for allegedly intruding in their area.

 Mlambo was supposed to address a rally at Checheche growth point in Chipinge South constituency when marauding Zanu PF youths stormed the venue, accusing him of fomenting divisions. Mlambo is Zanu PF Chipinge East legislator.

Two vehicles, one carrying items reportedly donated by Mugabe to accident victims and the other transporting party supporters, were damaged in the ensuing melee.

According to sources, the youths were irked by Mlambo’s attitude of allegedly intruding into a different constituency without the consent of the local leadership.

The youths accused the deputy minister of trying to establish his own centre of power in the district.

Mlambo confirmed the brawl, but denied the rally was meant to de-campaign the sitting legislator Enock Porusingazi.

“Indeed that is what happened, but the reasons are false,” he said in an interview with NewsDay yesterday.

“Those were marauding and drunken touts who were organised by some politicians in the area who feared that the rally was going to expose them as double-dipping between Zanu PF and ZimPF. That is what they feared because this rally was for the purpose of accepting people back from ZimPF to Zanu PF.”

Asked what he was going to do to bring those responsible to book, Mlambo said for the sake of peace he was not going to name or shame any party members involved in the violence.

CHILD MARRIAGES IN ZIMBABWE: A Recurring Vicious Cycle

By Caroline Chiimba | Binga, located in the Matebeleland north region of Zimbabwe is among some communal areas in Zimbabwe that has a higher number of female school dropouts necessitating child marriages, some by choice, yet others it is rather helplessness.

Gazing into the empty space through the cottage window in an almost empty room, is a 36year old woman from Binga who seems to be lost in her thoughts.

Siphathisiwe Mnkonka had visited her husband in the City, who is employed as a gardener at the Marningdale Suburbs earlier this year with the hope of getting school fees for her twin daughters who are supposed to be in form one this year.

“The fact that my daughters won’t be able to continue from grade seven to form one, is a deepest cut within my heart,” said Mnkonka, with tears almost pouring from her eyes.

“When my husband told me that the possibility of our daughters proceeding to form one were unlikely due to lack of finance, my heart sank, the glimmer of hope l had of my daughters having a brighter future than l, vanished.”

Mnkonka was a victim of child marriage as she got pregnant and married at the age of 14, and now she fears that the cycle will continue as her other two older daughters had already succumbed to child marriages at the ages of 15 while her last twin daughters might be faced with the same fate.

Mnkonka, who herself was deprived of an education during her time, narrates her ordeal to the world.

“When one of my daughters was impregnated by a married man at the age of 15, l could not report the case to the police with fear of being social outcasts despite the call by the government to do so,” she said.

“l had to watch my baby entering into polygamy. As if the first blow wasn’t enough, the other daughter also fell pregnant at a younger age and had to go to her in-laws place.”

“My daughter who got married at 15, is now 20,” added Mnkonka. “During the past years of marriage she encountered two miscarriages and suffered domestic violence at the hands of her husband’s first wife who accused her of stealing her husband and would assault her at any given time.”

“lt was a very painful phase for me as l could not call her back home looking at our financial standing. However, l’m glad now that she is all grown up and able to fight back.”

Mnkonka had to let go of her daughters with the fear of being mocked in a society where a girl’s place is her marital home. The marriage institution in the Tonga community remains strong and rigid yet polygamy is still highly practised with the perception that marriage will provide protection and family honour at the same time cementing cultural values and norms.

However, the education institution had struggled to penetrate the area as it is faced by a resilient force in form of poverty.

Most of the bread winners in the Tonga community are uneducated and whenever they come to seek for employment in City they are paid money that is almost next to nothing, resulting in them failing to meet educational costs for their children.

Unicef has observed that empowered and educated girls are better able to nourish and care for their children compared to their uneducated counterparts who are likely to be trapped in barbaric cultural practices.

According to statistics, 41 percent of girls are getting married before the age of 18 whilst data shows that 4percent of women aged 20 to 24 were married before the age of 15 while 34percent of them were married before the age of 18 in Zimbabwe.

It is proved beyond reasonable doubt that child marriages often compromises a girl’s development by resulting in early pregnancy and social isolation.

“l wouldn’t want my child to associate herself with a girl who rashes into marriage because that would be a bad influence to her,” said one of the parents.

Child marriages often interrupts the girl child schooling, limiting her opportunities for career and vocational advancement and placing her at an increased risk of domestic violence.

Ending Child marriages will help break the intergenerational cycle of poverty by allowing girls and women to participate more fully in society.

Poverty, lack of empowerment and education has today led to history repeating itself in Mnkonka’s family.

All of the Mnkonka four daughters went to school up to grade seven and dropped out afterwards due to financial constraints.

“Usually when a girl child drops out of school at an early age, the only thing she thinks about is marriage,” commented one of the teachers.

However, the discourse of women and girl empowerment through attainment of education continues to be echoed by Gender activists throughout Zimbabwe.

“We appreciate the stances by the government and gender activists to stop child marriages, but they should implement solutions that would protects the girl child and her family in societies that are still obstinate about issues of child marriages, thinking that it is their cultural right,” said Pluto Ntabande, a youth leader and author.

“Most of people in Binga are wallowing in poverty as they are struggling to withstand the harsh economic situation in Zimbabwe, thus marrying off their daughters have become a way out as fathers and maternal families perceive this as lessening their burden.”

In youth forums and discussion platforms, philanthropists have been urged to assist the Binga society in sponsoring their education and advising them on the importance of awarding their children an education so that we move together as a nation in eradicating the evil deed (child marriages).

Ray Nkosi |Former Education Minister and opposition MDC politician, David Coltart has launched an anti -police legal campaign in which he is encouraging motorists to refuse to pay spot fines.

In the campaign, Coltart is inviting all motorists who would have been abused by the police at their roadblocks to come to him so that he represents them in the courts.

“Dear members of the community, have any of the following ever happened to you or any person you know: unreasonably delayed at a police roadblock because you had insufficient funds to pay a fine? and/or the police refuse to issue you a Form 265 to appear before a magistrate so that the magistrate can determine your guilt or innocence? and/or Car keys being confiscated by the police as means of forcing you to pay a spot fine?,”said Coltart .

Coltart who is also a practicing lawyer, said police had no right to force motorists to pay spot fines.

Patrick Guramatunhu | “Rinemanyanga hariputirwi!” (It is impossible to conceal one’s weaknesses forever!) so goes the Shona adage. Mai Mujuru’s weaknesses, hidden and only guessed at for many years, are coming out now.

Those of us who have known Joice Teurai Ropa Mujuru long before independence will tell you that she is a brave woman and that she played her part in the armed struggle but did she deserve her senior position in the struggle? The answer has to be a no.

After independence Joice Mujuru was one of the Zanu PF leaders who has kept their very senior positions in the party and government, cabinet member, in her case, for 34 years the last 10 of which she was VP, second only to President Mugabe. The question arises again; did she deserve her promotion? The answer is once again a no!

The truth is Joice Mujuru is not clever; it is impossible for anyone, with any wit themselves, to miss that. There is no doubt that she is painfully aware of her own serious limitations and, like many others in her position, has learned to guard her secret by saying very little. She has heeded Lincoln’s advice!

“Better to remain silent and be thought a fool than to speak out and remove all doubt,” advised USA President Abraham Lincoln.

Saying very little and even then only from pre-prepared written speeches was all very well whilst she lived under Mugabe’s shadow, who spoke for us all – cabinet, parliament, Zanu PF, povo, everybody. Ever since the day she and many others were booted out of Zanu PF, especially when they decided to form their own party with Joice Mujuru as leader, she has had to open her mouth and speak. Each time she has open her mouth she has left the listener in no doubt what a fool she is!

“The Zimbabwean people have known me for a long time, from the days when I was the youngest minister. They know exactly how I’ve been relating to issues that affect their daily lives,” she said in a Newsweek Magazine report.

“They are seeing that it’s now my time, it’s now my chance. Because before, I’ve been subservient to lots of leaderships. But now that I will be the leader in my own right, surely… they think something better will come out of it.”

If she has been working on issues that affect us, the ordinary people’s daily lives, all these 34 years when she was at the very heart of this Zanu PF regime then why has the country sunk into this political and economic mess? Corruption has become rampant and over 30 000 innocent Zimbabweans have been murdered in cold blood to establish and retain the de facto Zanu PF dictatorship. She has said and done nothing to stop this madness; nothing other than play her part in the tyranny and take her lion’s share of the looted wealth.

Last years, when she was asked why she had never done nothing to stop the corruption, vote rigging, political oppression, etc.; she said did not see any of it. “A puppy does not open its eyes the day it is born!” she argued!

The truth is Mai Mujuru is a simpleton who would have never risen above the rank of unit leader during the war and held no higher position than rural councillor in public life if Zimbabwe had an open, healthy and functional democratic system. There are many, many men and women who would have served the nation far better than she did if they had been deputy minister, minister, VP, etc. in her place!

Whilst Mai Mujuru has admitted that corruption is a serious problem in Zimbabwe; she insists that she is not corrupt, nor was her late husband, Solomon Mujuru. She has yet to name even one person in the country who is corrupt. She has yet to square the circle, there cannot be corruption but no corrupt person(s) just as there cannot be murder but no murderer.

Indeed, in February 2014, just a few months before she was booted out of Zanu PF, she was telling women in Chinhoyi that there was no corruption they should not listen to the lies of “regime change agents”.

There can be no doubt that Mai Mujuru is corrupt and incompetent, especially now that she has been forced to open her mouth and remove all doubt that she is a fool who was promoted way above her level of competence. If she thinks Zimbabweans will ever elect her, in a free, fair and credible election, president then she is even more daft than she looks!

Mai Mujuru has already said that she and her party would contest next year’s elections even if not even one democratic reform has been implemented to ensure the elections are free and fair. If she has no snowball in hell chance of winning a free and fair election, she may just as well take her chance contest the flawed elections.

After 34 years of enjoying absolute power the simpleton, Mai Mujuru, has become so intoxicated that she is not only blind to the reality that she betrayed the nation but is daft to think the people of Zimbabwe are equally blind of her treasonous betrayal.

“But now that I will be the leader in my own right, surely… they think something better will come out of it,” said Mujuru in her delirium!

Mai Mujuru, just like the corrupt and incompetent Morgan Tsvangirai or the corrupt and murderous tyrant Robert Mugabe, she is desperate to get into power so desperate she is sick. The cure is a simple one – implement all the democratic reforms to ensure the next elections are free, fair and democratic. None of these politicians will survive the close scrutiny of a free press and open debate.

The de facto one-party dictatorship has help Mai Mujuru hide her foolishness for 34 years but take that cloak away, in less than two years, already everyone knows she is a first class fool who should have never held high public office.

Gokomere Headmaster Diverts Exam Cash

Gokomere High School headmaster Mr Stanley Mutsambiwa has been transferred and demoted after he was found guilty of diverting examination fees for average pupils to academically gifted pupils to ensure a high pass rate.

The pass rate at the Roman Catholic-run school has mostly been above 90 percent for both Ordinary Level and Advanced Level public examinations.

About 30 parents of former pupils who are said to have been prejudiced reportedly made formal complaints to the school and the Ministry of Primary and Secondary Education’s provincial offices in Masvingo.

Masvingo provincial education director Mr Zadius Chitiga said:

“Mr Mutsambiwa’s matter was finalised and verdict was reached. The position is Mr Mutsambiwa has been transferred to Mutero High School in Gutu as deputy headmaster after he was found guilty of a number of issues. This is a slight demotion from his position as headmaster. For the details on the allegations, you can contact Primary and Secondary Education Ministry permanent secretary Dr Sylvia Utete-Masango.”

Bulawayo Rejects Bill Over Gukurahundi Killings

Bulawayo residents have rejected the National Peace and Reconciliation Bill for failing to deal with the Gukurahundi killings.

The killing of civilians by a crack army unit in the 1980s – a period referred to as Gukurahundi – took centre stage during a public hearing on the National Peace and Reconciliation Bill in Zimbabwe’s second largest city, Bulawayo.

Local people rejected the bill saying it does not address the Fifth Brigade atrocities that left at least 20,000 people dead in Matabeleland and Midlands provinces.

They said there won’t be any peace and reconciliation as long as the Gukurahundi atrocities are not addressed.

The locals slammed the bill for not addressing the issue of the atrocities and others also criticized it for ‘giving too much power’ to the justice ministry in a number of instances.

HELL BREAKS LOOSE: Mpofu To Lose 50 Properties

Macro-Economic Planning and Investment Promotion minister and business tycoon Obert Mpofu is set to lose 50 properties he reportedly surrendered as surety to secure a $2 million loan from CBZ Bank after the financial institution approached the High Court seeking provisional sentence on a liquid document.

The Zanu PF secretary for finance — who owns companies such as Trebo and Khays, Maminza Transport, and Khanondo Safari and Tours — could be sitting on a crumbling business empire after some of his movable properties reportedly went under the hammer over an outstanding debt last year.

The minister owns immovable properties in Bulawayo such as Centrust Building, York House and Anchor House, among others, and some properties in Victoria Falls and Gwanda.

CBZ Bank on Monday this week filed summons under case number HC2220/17, after realising that Mpofu was not making efforts to service the debt he secured on behalf of his financial institution, the now-defunct Allied Bank Limited.

“The plaintiff (CBZ) claim is based on the following: A surety mortgage bond of $2 million executed by the defendant on behalf of the principal debtor, Allied Bank Limited, and in favour of CBZ Bank Limited over the defendant’s (Mpofu) immovable property known as certain piece of land situate in the District of Salisbury being Stand 2501 Glen Lorne Township measuring 4 395 square metres held under Deed of Grant 163/1998,” the bank said.

In its court papers, through its lawyers G N Mlotshwa and Company, CBZ Bank said it had decided to pursue Mpofu’s properties after realising that his bank was in January 2015 placed under liquidation and was currently not trading since it surrendered its banking licence to the Reserve Bank of Zimbabwe.

“The principal debtor, Allied Bank Limited, neglected or failed to pay the outstanding debt to the plaintiff before it was placed in liquidation. In terms thereof the principal debtor’s surrender of banking licence and subsequent placement into liquidation has rendered the debt due and payable,” CBZ Bank said.

“Despite demand being made on the 12th January, 2015, the amount remains unpaid and defendant has not disputed the debt.”

According to the court papers, on January 15, 2015, CBZ Bank’s head of recoveries and collections, one N Chanakira, wrote to Titan Law Legal Practitioners explaining to them the position as regards Mpofu bank’s debt.

“We hereby submit the above name (Allied Bank) for inclusion in our portfolio . . . We enclose the following copy documents: Short-term loan and 50 surety mortgage bonds. Proceed to place caveats on all the properties to safeguard the bank’s interest and proceed with the recovery process,” Chanakira said.

Mpofu is yet to respond to the summons. He also has a pending case with over 20 journalists laid off from his now-defunct The Zimbabwe Mail newspaper.

Several of Mpofu’s operations in the Hwange mining town have either closed down or relocated to Victoria Falls.

His Minus restaurant, Matetsi Meats butchery, KST Bypass fuel service station (all leased from Hwange Colliery Company), KoMpofu sports bar and KoMpofu butchery in Mpumalanga high-density suburb in Hwange closed almost two years ago.

The closure of his Hwange companies came hardly a month after the former Mines minister was dragged to the Labour Court by security guards at his Moya Security firm over salary arrears. – Newsday

Coalition Splits, Parties To Run For Elections Separately

BANJUL – The Gambia’s ruling coalition has broken apart ahead of a parliamentary poll next month, dealing a blow to new President Adama Barrow as he overhauls the country’s political system following his shock election victory. Nine political parties will run separately in the April 6 election, seven of which had united last December to oust veteran leader Yahya Jammeh, who ruled the tiny west African nation with an iron fist for 22 years.

Barrow had promised in January following his surprise defeat of Jammeh that the coalition would “continue as a family”.

But documents issued by the Independent Electoral Commission (IEC) on Monday showed that 239 candidates will stand in April, representing nine separate organisations, with some running as independents.

The national assembly was long seen as a rubber stamp for Jammeh’s executive decrees, but the new president has promised to work in tandem with lawmakers, notably on constitutional reform in the former British colony.

The coalition split is likely to embolden Jammeh’s Alliance for Patriotic Reorientation and Construction (APRC), which remains a major force in Gambian politics although the former president is now in exile in Equatorial Guinea.

The APRC took 43 of the 48 seats contested during the last parliamentary election in 2012, which was boycotted by the vast majority of opposition parties.

Five seats are also appointed by the president to give an overall 53 seats.

Barrow had barely finished putting his cabinet together before disagreements broke out last week over the poll, with one senior government source warning at the time that talks for an ongoing alliance were close to collapse.

Disagreements over representation and allocation of seats had caused tensions, the source said.

Barrow was formerly a member of the United Democratic Party (UDP), the largest opposition grouping in the Jammeh era, but resigned to run as the coalition candidate.

Tsvangirai Beats Police And CIO

MDC President Morgan Tsvangirai on Monday beat police and State Security agents in Beitbridge, who were left with an egg in the face after a court freed 10 MDC-T members arrested on allegations of holding an unsanctioned meeting.

In a 12-page judgment, magistrate Trevor Nyatsanza interpreted the Public Order and Security Act (Posa) and how it could not apply against Morgan Ncube and nine others.

Nyatsanza said in the event a meeting had been held, only the convener should have been arrested and not the entire crowd.

Morgan Ncube, the MDC-T 2013 losing parliamentary candidate and nine others, including a woman with a baby, were on March 3 this year arrested on allegations of holding a meeting without seeking police approval.

They, through Patrick Tererai of Tererai Legal Practice, denied the charge arguing their number fell far short of the 16 mentioned in Posa.

The 10 also argued that even in the event their number surpassed 16, the same law required that only the convener of the meeting be answerable.

The State unsuccesfully argued that about 60 people attended the meeting, but only those with red MDC-T T-shirts had been arrested. Newsday

Jews And Indians Caught In Mugabe Succession Wars

A row has erupted between rival Zanu PF youth groups in Bulawayo over allegations of mistreatment of Indian and Jewish businesspeople in the city, it has emerged.

One of the groups currently engaged in intermittent protests to force the ruling party to expel Zanu PF interim Bulawayo provincial executive led and Anna Mokgohloa, claim rogue youths who support Provincial Affairs minister Eunice Sandi-Moyo were allegedly behind the harassment.

“We note with concern the abuse of businesspeople, especially those of the Indian and Jewish communities. We demand that these businesses are a no-go area as they have served Bulawayo for many years,” a petition seen by journalists read.

 “We cannot allow a businessman, masquerading as a party official, abuse youths in party regalia in harassing and abusing the members of the business community.”

However, Sandi-Moyo and Mokgohloa have since distanced themselves from the allegations cited against them by the youths.

Instead, the Zanu PF youth league politburo secretary Kudzanai Chipanga, who was in the city over the weekend to quell tempers accused an unnamed Pakistani businessman of meddling in the affairs of the ruling party by sponsoring divisions within its Bulawayo structures.

Chipanga was quoted saying: “We hear there is mobilisation of youths here in Bulawayo and money is changing hands.

We hear that there are foreigners sponsoring youths and some members of the youth executive to cause disunity in the youth league.”

At least 12 members of the Zanu PF youth league’s Bulawayo provincial executive out of 34 resigned their positions last week, and then demanded that the whole structure be disbanded to pave way for fresh elections.

Zanu PF’s Bulawayo structures have been in turmoil since President Robert Mugabe’s birthday celebrations in Matobo last month, amid accusations of shoddy preparations and abuse of aid meant for the poor.

Two members of the youth league Davis Muhambi and Munashe Mututsa were suspended by Sandi-Moyo over allegations they had refused to help in fundraising for Mugabe’s birthday bash. – Newsday

Zhuwao Defends Green Bombers

Terrence Mawawa, Gweru | Youth Indigenization and Economic Empowerment Minister, Patrick Zhuwao has stressed his support for the National Youth Service saying the programme plays a pivotal role in campaigning for Zanu PF.

Addressing party supporters in the Midlands Capital, Zhuwao praised National Youth Service members also known as Green Bombers for their loyalty to Zanu PF. Despite calls by opposition political parties and members of the civic society for the disbandment of programme, Zhuwao defended the role of Green Bombers. He claimed they were custodians of sovereignty.

The Green Bombers are well known for tormenting perceived Zanu PF opponents, political observers have said.

“Everyone should be reminded that the National Youth Service is clearly stipulated in Section 20 of the Constitution of Zimbabwe. Therefore the programme is here stay,” said Zhuwao.

He added: “We are actually in the process of reviving the programme across the country. We look forward to 1260 members this year. Those who are making a lot of noise about the programme will be put to shame.”

He accused the Zimbabwe Peace Project(ZPP) of peddling “falsehoods” about the National Youth Service.

“I know the ZPP has been saying a lot of unfounded issues about the National Youth Service,” said Zhuwao.

At least 80 000 members of the dreaded youth militia have been trained in Zimbabwe since 2007 according to the United States Country Report on Human Rights.

Mnangagwa Man Assassinated, Police Reveal | BREAKING NEWS

By Staff Reporter | A high profile Emmerson Mnangagwa man and war veteran, Nathaniel Mhiripiri who has been found dead, was assassinated, police have revealed.

Although full investigations were underway, Police and intelligence officers have revealed Mhiripiri was murdered in cold blood.  The top Rusape politician, vocal war veteran and farmer, was found dead at his Abeid Farm 10km along Rusape- Mutare Highway.

The late Mhiripiri can be seen in pictures from the recent ZANU PF conference standing by former Minister Hubert Nyanhongo.

 

He had been missing for three days after he was accused of siding with Mnangagwa (the Lacoste faction).

Detectives who spoke to the state media present at the scene, said preliminary investigations were pointing to murder.

His decomposing body was found near a stream a few metres from the main road which lead to his farm house. His relatives reported him missing to the police yesterday (Monday) and a search was launched at his farm.

His body was found body lying under a tree in a ‘dried’ pool of blood. His body was conveyed to Rusape General Hospital for post-mortem.

Mhiripiri was also Zanu PF Manicaland provincial secretary for Labour and Social Welfare.

Pothole Accident Death Toll Rises

Relatives and friends yesterday paid their last respects to the pothole accident victims after a mass service held at a Bulawayo Funeral Parlour.

One more person has died following last week’s horrific accident that occurred near the National University of Science and Technology, bringing the death toll to 15.

Enert Sibanda who had been admitted to Mpilo Central Hospital’s Intensive Care Unit died yesterday morning. Her death came on the same day when seven other victims of the same accident were being buried in moving scenes at West Park Cemetery.

Fourteen people from two families died on the spot on Wednesday night last week when they were travelling in a commuter omnibus to a funeral in Masvingo.

Sibanda suffered serious head injuries and on Sunday, her family sent a plea for $600 for her to undergo a CT head scan. Her brother, Mr Kenny Sibanda who also lost three children in the crash wept throughout the funeral service and could not hold up even at the cemetery where the other seven accident victims were being buried.

An emotional service was conducted at Kings and Queens funeral parlour where family, residents and friends shed tears as the seven coffins were paraded.

Speaking after the burials, Mr Sibanda said he was devastated by his sister’s death in hospital after the others died on the spot.

“When I thought she would survive, the Lord took her as we laid her fellow kinsmen to rest. I am hopeless, I have lost my children, now it’s my sister…I wonder how I will recover from this tragic loss,” said Mr Sibanda.

His children – Gift, Gracious and Sovia, his younger brother Luke, his ex-wife Magret Dube and her younger sister Rebecca Dube as well as a neighbour Grace Ndemera (48), who was accompanying the mourners to Masvingo when the accident occurred, were buried at West Park Cemetery.

Two other accident victims Danisani Masukume (40) and Yvonne Machingauta as well as Hopewell Masukume (14), whose body was being transported in the kombi for burial in Masvingo when the accident occurred, were buried at West Park Cemetery on Monday.

Kings and Queens funeral parlour donated six coffins as one of the deceased had a policy with the company.

It was a touching moment for children who lost their parents as they bade their parents farewell during the service.

Those who spoke during the service described the accident as tragic and blamed it on the bad roads in the country.

A spokesperson for the Sibanda family thanked the Bulawayo community, Government and the corporate sector for the assistance rendered to the bereaved during the trying time.

“We are also appealing for assistance in taking care of the orphans who are of school-going age, with the little one still a toddler,” said the representative.

Mourners are still gathered at number 58113/4 Mabutweni suburb and burial arrangements for Enert would be announced in due course.

Meanwhile, a somber atmosphere engulfed Mkoba 16 suburb in Gweru yesterday as hundreds of residents joined the Mugovera family to pay their last respects after three members of the same family died on the spot after they were hit by a commuter omnibus at the weekend.

Moreblessing Mharakurwa (20), her daughter Anopaishe Mugovera (1) and sister-in-law Tendai Mugovera (11) who was in Grade Six at Pakame Primary School in Shurugwi were hit by a kombi that was travelling in the wrong lane allegedly to avoid potholes in Gweru’s Mkoba suburb.

The Chronicle news crew visited house number 2870/1 Mkoba 16 Gweru around 10AM where mourners were gathered before burial at Mutasa Cemetery in Ascot suburb, Gweru.

Moreblessing, Anopaishe and Tendai were all buried in white coffins.

Moreblessing and Tendai were buried in the adult section while Anopaishe was laid to rest in the children’s section at the cemetery.

A family member, Mr Trust Mugovera, said if it was within his powers, his loved ones would have been buried in one section instead of being separated due to council burial rules.

“My wish is for the commuter omnibus driver to show up and apologise to the family and at least show that he is remorseful,” he said.

Mr Mugovera said they had no intention to revenge but they would let the law take its course.

Zimbabwean Boxer Dies in London

By ZDFG Correspondent|  Appeal for donations to repatriate the body of the late Bhekitshe Moyo back to Zimbabwe.

An inquest is due to take place in the United Kingdom after a Zimbabwean boxer was found dead in a park in South London.

Bhekitshe Moyo, 42, popularly known as ‘Tiger’ to his friends and fans was reported as a missing person on the 6th March 2017 at around 6.30pm after suicide notes had been found at his friend’s place where he had been staying.

Police and friends described desperate scenes as his young sister Mpilwenhle tried to co-ordinate the search over Facebook from Southern Africa. The deceased’s mobile phone was triangulated and the area searched (Mitcham Common). He was eventually located by a Police helicopter which in turn then guided the officers on the ground to the location. Further notes were found on him. One of the notes was to the UK immigration service.

Moyo was born in the Manama area of Gwanda in Zimbabwe where he attended Nhana Primary and Bethel Secondary School. He then went to South Africa where he attained a degree in banking.
He migrated to the UK in 2002 on a sports visa (boxing) which he renewed regularly as required and competed in more than 50 professional bouts. He used his spare time to study law and volunteer at boxing clubs, teaching children the sport.

Everything changed when he was refused leave to remain when he applied for settlement after a qualifying period. Friends said he was threatened with deportation and was kept at Brook House detention centre. Moyo used all his savings as he fought for the right to stay in the UK through the courts. He dropped out of his LLB course due to lack of funds and was reduced to sofa surfing after he became homeless.

On the 15th February 2017, Moyo wrote to the Home Office and told his case worker that: ‘If I have any freedom left, that freedom is the control over my own life and body and I shall exercise it by removing myself from the hurt the Home Office has put me under and end my own life.’ In the same letter, he told the Home Office of a previous suicide attempt in November 2016, while he was detained at Brook House adding that unless his case was resolved, his road was nearing its end.

In his last message on Facebook at 18:51 hrs on the 6th March, Moyo encouraged people to fight for a just and democratic world concluding:
‘I shed a tear as I write this because I will not be there when a new and just world is built. I have to sleep now. I love you all. Now be good to one another. Peace.’

Zimbabwean community leaders in the UK said it was difficult to understand why authorities ignored the risk and released him.

One of his friends, Lance, said of Moyo: ‘Bheki had no bad bone in him, he was such a good man. I have never known anyone as good and sincere as Bheki. He was like Mandela. I used to call him ‘The next Madiba.”

Moyo’s family said his mother, who lives in the village, was too upset to talk but is desperate to raise money for a visa and air tickets to travel to the UK to take Moyo’s body back to the place of his birth. His sister Mpilwenhle thanked his friends and in particular Wasim IIyas and his family for their assistance, both on the day and in the days leading up to Moyo’s death.

Dep Mayor Dies One Month After Being Released From Prison

Kwekwe deputy mayor Aaron Sithole (MDC-T) has died, hardly a month after he was released from prison on bail.

Sithole died in Harare yesterday morning at a private hospital, after his health deteriorated while he was held at Hwahwa Prison in Gweru for nearly a month.

Close friend and fellow councillor, Janet Ticharunga confirmed his death.

“This sad news has left our hearts shattered. He was a sober and calm gentleman, who was unwavering in the face of dictatorship,” she said.

Sithole was slapped with a two-year jail term in January by Kwekwe provincial magistrate Ngoni Nduna, after being found guilty of engaging in violence during a demonstration against President Robert Mugabe’s regime.

He denied the charges and instead told the court that he was suffering from hypertension and was not in any shape to engage in demonstrations or throw stones at the police as alleged.

Sithole was, however, jailed together with MDC-T activist Tendai Virimayi and councillor Weston Masiya, who is also battling for life in hospital following his release on appeal.

The two councillors complained of having been exposed to harsh cold weather and poor food during their incarceration, which affected their health.

Kwekwe mayor Matenda Madzoke said his deputy was a sober and hardworking councillor, who was irreplaceable.

“We have lost a man who was driven by the interest of the people of Kwekwe. I worked well with him despite the fact that he was from MDC-T and I am from Zanu PF. It will be very difficult to replace him,” he said.-Newsday

By Stella Moyo| In what has been termed a Mugabe “heroes acre escape,” Bulawayo and Matabeleland North provinces have yet again rejected the proposed Truth and Reconciliation Bill now commonly referred to as the Gukurahundi Bill.

The bill has been pushed in this year 2017, 33 years after the Gukurahundi evils of the early 80s, a rush said to portray President Robert Mugabe’s attempt to carpet down the truth.

Residents from the two provinces completely rubbished the bill which is being brought for public consultations for the second time after it was also rejected by both Members of Parliament and members of the public in last year’s consultations.

The consulted residents claim that the redrafted bill still resembles the initial one which they say gives more protection to the perpetrators of former violence and atrocities instead of the victims.

The residents further claim that the bill gives too much room to state security to deny some so called big people room not to be tried in public for their involvements in past injustices and atrocities on the claim that their evidence could be a threat to national security.

In the consultations held in Bulawayo yesterday, residents even demanded for the complete dissolution of the current Parliamentary Committee on Justice claiming that the committee was failing to do its work by repeatedly producing a bill which fails to meet the constitutional expectations on truth and reconciliation.

The hearings move to Matabeleland South in Plumtree Town today where the people from Matabeleland South who were hardest hit by Gukurahundi atrocities of the early eighties are expected to make their contributions on the bill.

Extend November Exam Registration

ZIMSEC SHOULD EXTEND EXAM REGISTRATION

I got a shock of my lifetime when i heard that The Zimbabwe schools Examination council Zimsec set 31 March as the deadline for Ordinary and Advanced level exam registration for the November examinations.

If not carefully monitored the decision will create some problems for those children who have been unable to raise funds for the examinations.

Most parents were caught unaware and the amounts involved are beyond reach of many parents.

The person behind this deadline is living in his own world detached from the one we live.
Why such a sudden change without an explanation.

In my honest view the authorities should revisit the examination registration deadline to enable many children to write examinations.

The mormalcy of the person who changed the deadline from May to March 2017 is highly questionable and a dangerous administrator.

It will be shocking if the office of the president approved this adjustment without a valid justification.
The authorities involved should revisit the issue because most schools have already closed the registration process throwing the majority of kids into the streets without certification.
This is an urgent matter that requires clarity and attention from the authorities.

ZRP Cop Caught Selling Stolen South – African Cattle

A police officer stationed in Beitbridge has been arrested for allegedly conniving with two people in an attempt to sell 27 cattle stolen from South Africa to the Cold Storage Commission in Bulawayo.

Patrick Gwete (34), a police officer based at Tuli police station in Beitbridge, Onius Ndou (46) and Leonard Mangavha (40) all of Swereki area under Chief Stauze, pleaded not guilty to stocktheft charges when they appeared before Beitbridge resident magistrate, Mr Langton Mukwengi.

They were remanded out of custody to March 20 for continuation of trial. Beitbridge Area Prosecutor, Mr Johannes Tlou said on August 3 last year at around midnight, Ndou and Mangavha illegally crossed the Limpopo River into South Africa and stole 27 cattle valued at R244, 000 at Kongo Farm.

They then allegedly drove the cattle back into the country on the same day. Mr Tlou said the pair also bought seven other cattle on August 4 at a cattle auction in Gwanda.

 They then allegedly loaded 15 of the stolen cattle and seven others that they had bought into a hired truck and transported them to the CSC abattoir in Bulawayo. Ndou and Mangavha allegedly used movement of animal permits supported by police stock clearance forms they had acquired at the public cattle auction.
It was not stated what they did with the remaining 12 cattle stolen from South Africa.
The court heard that on August 10 at around 6AM, the stock controller at the CSC abattoir, Mr Timothy Nare, discovered that the number of cattle Ndou and Mangavha had brought was more than those entered on the public auction permits.
He also noted that the cattle had different brand marks from those on the police clearance forms. Nare then contacted Ndou and also reported the matter at Donnington police station.
The prosecutor said Ndou then went to CSC Bulawayo where he collected the police stock clearance forms.
He then allegedly sought the assistance of Gwete who issued him with another stock clearance form with serial numbers matching the description of the stolen cattle and their brand marks.
Ndou and Mangavha then allegedly contacted one Constable Shoko at Donnington police station seeking assistance to clear the cattle at the CSC abattoir.
Ndou and Mangavha proceeded to Bulawayo where they were arrested by police from Donnington police station upon arrival and they implicated Gwete. State Media
