Last year Uebert Angel announced in a tweet that he is proud of “my son” Bushiri for having managed to gather a stadium full of congregants.
However the same South Africa based Malawian so called “Prophet” Shepherd Bushiri, has seen the court of the public opinion delivering its verdict that he is truly “a bonafide false Prophet” implying therefore that Bushiri is an agent of the devil.
This clear conclusion is based on a series of events the recent one being one of the “ipad” sexed up miracle which has revealed it all. As regards the ipad miracle, Bushiri during one of his church services as watched live on his Prophetic channel asked a dreadlocked man to come to the front for a Prophecy.
He said he saw that the devil wanted to attack his child. Bushiri in the video is seen doing his antics saying he is failing to know or pronounce the name of the man’s child.

From there, in the video Bushiri speaks to himself blaming self for failing to decipher the child’s name in the spirit realm. He then finds a solution to the problem saying he will capture (take photo) of the child in the spirit realm using an ipad.
He asks one of the members (within a hand’s reach) who had an ipad to use it for the miracle much to the jubilation of the followers.
Bushiri then takes the ipad, opens the camera as if he intends to take the photo; at that point, he visibly double clicks on the picture gallery of the Ipad and boom, he brings up the picture of the child. The photo then appears on the ipad’s screen with the live video cameras claiming that he has taken the photo in the spirit realm bringing it to the ipad again much to the jubilation of his gullible followers.

Mugabe Health Deteriorates, Now Too Ill for Presidency, High Court hears
“President Robert Mugabe is now too ill for the Presidency”, the High Court is to pass its verdict on the matter.
The lawsuit was submitted by a Zimbabwean lawyer who is demanding that the country’s highest court must now order an investigation to determine Mugabe’s fitness to hold office.
This comes after a series of evidential bad health signs that prompted speculation about his health.
The papers filed by the lawyer, Tinomuda Chinoka say the Speaker of Parliament and the president of the senate must conduct the investigation.
“Having a president that may lack capacity to carry out the job threatens democracy, undermines the constitution and puts in jeopardy the very foundation, security and future of the nation,” read the papers filed with the Constitutional Court.
Chinoka listed a number of incidents casting doubt on Mugabe’s ability to rule, including his tumble on a red carpet at Harare International Airport in February 2015.
They also referred to a gaffe last year when he read the wrong speech at the opening of parliament.
“Any person with their mental alertness intact would have recognised a speech that they have read only three weeks previously,” said the papers.
Mugabe, who turns 92 later this month, has ruled Zimbabwe since independence from Britain in 1980. His health has been the subject of speculation in recent years.
In January he returned from his annual month-long holiday during which rumours flared that he had collapsed and died in Asia. News24/Additional Reporting
Winky D, Jah Prayzah Flying for UK Festival
After causing waves in local showbiz, two leading musicians Jah Prayzah and Winky D are set to headline the annual Southern African Music and Arts (Sama) Festival next month in the United Kingdom.
The two National Arts Merit Awards (Nama) 2016 nominees will be sharing the stage with other local musicians such as Zimdancehall artiste Tocky Vibes, Selmor Mtukudzi and Tendai Manatsa among others on March 26 in Leicester, courtesy of Y2K Promotions.
Winky D’s award-winning manager Jonathan Banda confirmed the trip.
“We are taking our music again to the United Kingdom and this time around we will make their (fans in the UK) problems disappear,” said Banda.
This is not the first time the two leading musicians share the stage as they have a history of packing entertainment joints to the rafters, locally.
On New Year’s Eve they joined forces and filled up the Harare International Conference Centre before sharing the stage again at 7 Arts Theatre in the capital recently.
The Jerusarema singer performed in Australia last week.
Since Winky D launched the hit album Gafa Life (Kickstape) late last year, the project has literally revived his fortunes in the Zimdancehall arena.
Of late, the song Disappear off the latest album Gafa Life is topping the British Broadcasting Corporation (BBC) Radio 1Extra Destination Africa Top 5.
The song was produced by Oskid at KeNako Muzik.
On the BBC radio charts, Disappear is competing with other equally talented artistes from the continent in form of Ghanaian star’s Shatta Wale (Hol’ It); AY (Zigo Remix); Black Coffe (We Dance Again) and 25-year-old Nigerian music star Wizkid (Final) among others.
Apart from Disappear, Winky D’s latest album carries hits like Mirror, Woshora, Idya Mari, Ngoma Futi, Survivor featuring Shinsoman, Copyrights, Holiday featuring Guspy Warrior and Not Nice.
On the other hand, Jah Prayzah continues to scale heights with hit album Jerusarema released last year on May 22 at the HICC.

ZUPCO Dodges Customs-Duty for 33 Chinese Buses
Management at the Zimbabwe United Passenger Company (Zupco) has been accused of flouting tender procedures, mismanagement, nepotism and corruption.
Details obtained by the State Media indicate the parastatal’s woes could be due to gross mismanagement as the company fails to pay duty for 33 buses imported from China in May 2015 despite one of Zupco’s bank accounts holding US$680 282 as at January 26, 2016.
Documents at hand show that things came to a head on January 26, 2016 when Zupco failed to dispatch a single one of its 150 buses in Harare because “there was no fuel”. This led to the suspension without pay of divisional operations manager Mr Jonathan Chandaengerwa.
Mr Chandaengerwa declined to comment saying “the matter was before a Zupco disciplinary hearing committee”.
One the documents in our possession reads, “On (January 26, 2016) it was said there was no money to buy fuel for northern division buses yet US$520 282 was sitting in a recapitalisation account. The buses needed only a minimum of US$10 000 to get on the road.” Zupco’s policy is that 30 percent of gross revenue goes to the recapitalisation account daily.
Despite sitting on huge cash reserves, Zupco has failed to dispatch buses citing lack of fuel, and has 33 units grounded at its Belvedere, Harare yard after failing to pay import duty since May 2015.
Workers’ salaries have been delayed since July 2015, added a source.
Zupco’s top management is also accused of refurbishing at unjustifiable costs.
For instance, bus number FF41 was refurbished for US$38 000 when a new FAW engine costs around US$15 000.
And bus FF41 broke down after travelling just 12km. Zupco CEO Mr Clifford Muwoni said there was nothing amiss with the bus breaking down soon after refurbishment.
“Even a brand new bus can break down after five kilometres. It’s normal,” he said. “The buses were not grounded on January 26, 2016; we just reduced the number of buses because of low commuter numbers.”
However, Mr Muwoni wrote a letter to Mr Chandaengerwa on January 27, 2016 saying the company lost about US$10 000 in daily revenue while “passengers were left stranded because there were no buses”.
Mr Muwoni also dismissed as “nonsensical” allegations that Zupco was flouting tender procedures when buying buses, trucks and trailers.
The CEO has also been accused of nepotism after his son, Mr Kevin Muwoni, was appointed a divisional risk officer, raising questions among workers if Kevin would investigate allegations of wrongdoing against his father.
Mr Muwoni defended his son’s appointment saying: “Kevin has been with Zupco since 2007 so there is no nepotism. Nepotism is when someone is not qualified for the job.”- State Media
“ZANU PF to Kick Out Jonathan Moyo, Mutsvangwa”
President Robert Mugabe’s ZANU PF is set to split in half this coming week after the national spokesperson signalled they are to remove so called Jonathan Moyo elements ina development also to hit War Veterans Minister Ambassador Christopher Mutsvangwa.
ZANU-PF will dump — without fear or favour — factionalists seeking to undermine President Mugabe’s authority, a senior official has said. When the Politburo meets this Wednesday, said Zanu-PF spokesperson Ambassador Simon Khaya Moyo in an interview with the State Media, factional battles would be on the agenda. This follows a rabid attempt by some officials in the ruling party, using the private Press and via frenzied tweeting on social media, to demean President Mugabe’s appointment of Vice-President Emmerson Mnangagwa, as well as attempts to play the VP against First Lady and Zanu-PF Women’s League boss Grace Mugabe.
There have been direct attacks on Mr George Charamba after he was found in same muddy waters. War Veterans Minister Ambassador Christopher Mutsvangwa has also been targeted.
Ambassador Khaya Moyo said, “We are still alarmed that this notorious practice is still going on. The President himself has condemned it, but it would appear that factions still exist. I cannot pre-empt what will happen in due course, but believe me that at our next Politburo meeting, these matters will be brought up with seriousness of purpose.
“We cannot go on with this disease called factionalism. It does not help us to attract investment and bring stability in the party and the country. It does not promote unity, peace and development which is our motto as a party. It must be weeded out and those responsible must be dealt with without fear or favour.”
Ambassador Khaya Moyo added that the President’s position was uncontestable as he was the only leader elected at Congress.
“The person who is at the centre of all party activities is, naturally, the President. He is the head of the party, the centre of power; the reason being that he is the only one, in terms of our amended constitution, who is elected at Congress. The rest of the people, including the VPs and the Politburo, are appointed by the President from elected Central Committee members.
“Given that scenario, naturally, he is the centre of power. This is why some of us have always been bewildered and surprised when we hear that there are factions in the party. A faction obviously has a leader, and if you are a leader of a faction, it means you are also a centre of power. This is totally unacceptable and abominable.”
In 2014, the Zanu-PF National People’s Congress unanimously picked the revolutionary establishment’s First Secretary and President as its sole candidate for the next Presidential election, constitutionally due in 2018. This was after President Mugabe led Zanu-PF to a resounding electoral victory in 2013. His position as the party’s numero uno was endorsed by the 2015 National People’s Conference.
However, successionists within Zanu-PF have been working against these outcomes, rapidly pushing towards subverting the party constitution, Congress and Conference. Congress is Zanu-PF’s highest decision-making body whose selected functions can be carried out by Conference.
As stated by party Secretary for Administration Dr Ignatius Chombo in his convocation at the December 2015 indaba, Section 33(3) of Article 6 of Zanu-PF’s Constitution says the powers and functions of the National People’s Conference shall be “to declare the President of the Party elected at Congress as the State presidential candidate of the party”.
Ambassador Khaya Moyo also said President Mugabe and Zanu-PF’s position against abuse of social media platforms to attack fellow party members remained unchanged. But yesterday Zanu-PF National Political Commissar Saviour Kasukuwere was quoted in our sister paper The Herald saying the Politburo was unlikely to discuss social media abuses.
Lately, Politburo member (science and technology) Professor Jonathan Moyo has been involved in bitter exchanges with Ambassador Mutsvangwa on Twitter. Ambassador Mutsvangwa has subsequently questioned Prof Moyo’s loyalties.
Yesterday, the war veterans leader said Prof Moyo was “an aspiring tinpot dictator”.
“Professor (Moyo) extols Rambo, the celluloid American war hero shooting to smithereens lesser human minions. This is a minister from a land that produces immortal modern warriors like legendary General Tongogara. Clearly, a stranger to the history of a country he waxes lyrical about and aspires to emerge as its tinpot dictator. The scorn and irreverence of Dr Jekyl and Mr Hyde professor has paradoxically served to arouse the Spirit of Chimurenga and he better pay heed.”
Ambassador Mutsvangwa went on: “I have a modus vivendi with both Kasukuwere and (Youth Minister Patrick) Zhuwao. I am impressed by the youthful energy, and their zeal. I pray hard that it makes recourse to all the rich history of the party that has achieved so much. Jonathan Moyo is a different kettle of fish. A war deserter with a chameleon modus operandi, he is the Gregori Rasputin ghost of Zimbabwe politics and governance. He long ago sold his soul to the right wing regime change operatives of Uncle Sam. As a revolutionary cadre, I have no truck at all with such a life of compelling treachery.
“These stand out by refusing to submit to discipline by defying His Excellency’s strictures as enunciated through his spokesman. On social media, while it is understandable to set party guidelines, the real focus should be on weeding out planted agents and foreign spies.”
ZESA Prices Shoot Up
Electricity tariffs are likely to increase by February 29, 2016 — the deadline the Zimbabwe Energy Regulatory Authority has given itself to approve new charges.
Zera is also wrapping up modalities to ban energy inefficient household equipment come March. In 2015, Zesa Holdings sought the Authority’s approval to increase tariffs from USc9/kWh to USc14/kWh, a proposal tailored to cushion the parastatal against massive losses occasioned by emergency power imports.
Zesa has spent more than US$236 million on electricity from Eskom (South Africa) at USc13/kWh but selling it at USc9/kWh locally.
Zimbabwe is importing power from South Africa (300MW) and Mozambique (50MW) following reduced production at Kariba Hydro Power Station induced by low water levels.
Zera has been consulting consumers and Government, and has resolved to make a determination this month.
There are indications the new tariff will be USc12/kWh. South Africa and Zambia charge USc8/kWh and USc10,35/kWh respectively.
Responding to inquiries by the State Media last week, Zera acting CEO Engineer Gloria Magombo said, “Zera expects to make a determination on the required electricity tariff increase by end of February 2016.”
Consumer Council of Zimbabwe deputy executive director Mrs Rosemary Mpofu said: “Customers should choose between using the costly power from Zesa or alternatives like solar and gas.
“We have always advocated alternatives in the face of rising costs. However, seeing that Zesa is the main source of energy, they need to ensure every customer is on pre-paid metering so that they can manage their consumption.”
Economic analyst Mr Kingstone Kanyile weighed in: “Electricity forms part of the cost of production. If tariffs increase from 9c/kWh to 12c/kWh, we are likely to have a 33,3 percent increase in the cost of production.
“This will have an inflationary effect on the economy as manufacturers and service providers attempt to adjust. On the flipside, if manufacturers are to raise their prices indiscriminately, we will witness a situation where consumers will prefer cheaper imports.”
Eng Magombo said energy inefficient conventional light bulbs will be banned before March 2016 is out. According to Zera, replacing five million incandescent light bulbs will save Zimbabwe over 300MW at any given time, enough to power the country’s second-largest city, Bulawayo.
Energy-saving light bulbs use 80 percent less electricity, lasting more than six times longer than ordinary filament lamps.
Under the Minimum Energy Performance Standards Regulations, domestic and industrial users will be required to use energy-saving alternatives like compact fluorescent lamps and light-emitting diode (LED) bulbs.
MEPS is a performance requirement specification for electrical devices like stoves, geysers, dishwashers, washing machines and pool pumps.
“These regulations are currently at the Ministry of Energy and Power Development (as per the Government promulgation process) and are expected to become a statutory instrument during the first quarter of 2016,” said Eng Magombo.
“Importers of lighting products will be required to register with Zera in terms of the regulations. Zera inspectors shall, from time to time, perform random checks on premises of importers, wholesalers, retailers, consulting engineers and contractors/installers of lighting products for compliance to the MEPS regulations.
“In addition, Government signed a consignment-based conformity (CBCA) contract with a French global company, Bureau Veritas which has an independent and accredited testing laboratory.”
Bureau Veritas provides pre-shipment services of listed products in the country of export, and conformity certificates are issued only if the products tally with European and International standards and regulations.
The Zimbabwe Revenue Authority will demand LED gadget importers to produce such certificates for their product to be allowed into the country.
My Buttocks Chase Away Crocodiles
A South African man says he has found a way of scaring crocodiles away – he flashes his naked bum at them.
Million Gume of Limpopo calls it bum swimming.
“I’m the king of the bum swim,” he laughs and demonstrates by diving into the water and sticking his naked bum in the air.
Million told the Daily Sun that he has been swimming in the Luvuvhu River for five years. The rivers in the area are known to have many crocodiles and many locals have lost their lives in the dark water.
“The crocodiles are scared of me! When I jump into the water and realise that the crocodiles want to attack me, I just show them my bum and they move away. I then carry on with my famous bum swim.”
He said people who come to the river enjoy watching him.
George Matiyani, headman of the Mhinga Tribal Authority, said Million must watch out.
“The crocodiles aren’t scared of his bum. They will drag his bum into the deep waters and chew him up,” he said. -DailySun
BREAKING NEWS – Welshman Ncube Wields Axe, Fires Moses Mzila Ndlovu
Barely two days after party officials began plotting to remove Welshman Ncube from leadership citing incompetency as the reason, the man’s National Standing Committee today voted to kick out Secretary General Moses Mzila Ndlovu.
Ndlovu was today hit as more officials were also named and are now to stand before the disciplinary committee.

It continued, “the Acting Secretary General has failed to competently, efficiently and effectively conduct party affairs and generally failed to measure up to the demands of his office which have included complete dereliction of duty.”
A statement released Saturday (CLICK TO READ MORE) seen by ZimEye states that: “The Standing Committee noted that there were a few members of the leadership within the National Executive Committee who have of late engaged in nefarious activities contrary to the party constitution and calculated to undermine the interests of the party, and resolved to refer these individuals to the National Disciplinary Committee in terms of the party constitution to be dealt with in accordance with the available evidence.

A disabled Bulawayo based Zimbabwean family needs help after being let down by the Jairos Jiri association.
Mr John Jemwa and family, affected by a hereditary and rare condition affecting eyesight, are failing to get a meal each day after their Econet kiosk (pictured) was shut down due to a deficit not exceeding $2,500.00 in total.
The family (pictures below) is one of thousands of struggling people under the Jairos Jiri Association who have been pushed onto the streets as the organisation transformed itself into a vocational training centre, no longer a rehabilitation institution as its status proffers.
His disabled daughter(pictured), Trish who was born with one eye, needs an urgent eye operation called corneal grafting. The operation is very expensive and has to be done urgently at any eye hospital.

DRC Family with 8 Kids to Be Deported from Zimbabwe
A COUPLE allegedly fleeing unrest in the Democratic Republic of Congo (DRC) has been arrested with its eight minor children, one of them aged one year.
The eldest child is aged 14 years old. Kasambule Ebondo, 40, and wife Mumba Kayeye, 32, of Lubumbashi, told Victoria Falls magistrate
Rangarai Gakanje that they escaped from their country last week and chose to come to Zimbabwe to seek refuge. Prosecutors charged the couple with illegally entering the country.
The minors could be seen playing outside the courtroom while their parents were being tried. Ebondo and Kayeye pleaded guilty to the charge and were sentenced to four months in prison which was wholly suspended for five years on condition they don’t commit a similar offence within that period.
The magistrate also ordered that they be deported. “You should have sought to have travel documents before thinking of travelling instead of entering the country illegally,” said Gakanje.
Ebondo burst into tears as he explained to the court why he and his family fled the DRC.
“There is unrest in our country where people are being killed on a daily basis. We fear for our lives and that of our children because some of our relatives were axed to death recently. We will be having elections soon and that is what is sparking political disputes. We didn’t get a chance to obtain any travelling documents because of the unrest,” he said.
Prosecuting, Listen Nare told the court that the couple illegally crossed into the country from Zambia on Tuesday.
“The accused proceeded to Chinotimba suburb to seek refuge. Police detectives received information that there were illegal immigrants in the country. At around 4AM police found the eight children sleeping outside a shop,” the prosecutor said.
The court heard that when they were questioned, it was discovered that they were Congolese citizens who illegally entered the country. Ebondo and Kayeye failed to produce their travelling documents leading to their immediate arrest
Makandiwa “Fake Miracles”: 8 Months On
Controversial Harare preacher Emmanuel Makandiwa’s miracle fat belly stunt proved to be fake June last year, has seen the preacher 7 months later failing to produce medical evidence of the “healings.”
To date there is not one single paper or professional testimonial that has been produced from any of the “patients” prayed for by the man. The development has left many raising questions on Makandiwa’s conduct as an honest man of the cloth.

In 2012-13, Makandiwa shot to fame raking millions of dollars in donations after thousands of Zimbabweans flocked to his meetings when told they could receive instant miracle cash. The frenzy even caught Zimbabwe’s former Reserve Bank Gideon Gono who himself ended up joining the prophets, going to the extent of passing his seal of approval.
But soon after journalists began investigating the incidents and started interrogating the preachers, two years later there is not a single mention of any such miracle.
In the same vein, a miracle baby Makandiwa claimed to have been born 3 days after sex, died and the preacher conducted a secret burial for him where journalists were barred from filming. This reporter followed up with Makandiwa and was for several days kept waiting as his staff members blocked any contact with the man of the cloth.
In June 2015 ZimEye.com exposed another scam by Makandiwa which involved fake fat belly miracles. Soon after that the Kwekwe woman Makandiwa used to stage one of the acts, evaded questions when asked for her medical records to prove she had indeed been healed and that she had of a truth suffered from a fat belly condition. “Don’t you have any other stories to investigate?,” she said.
She continued,
“It seems you are now spending your life studying Mai Muza,” Betty Muza said much to Makandiwa’s humiliation.
The development has seen prominent theologian, elder with 25 years of ministry experience and upstanding church founder, Dr. Noah Pashapa blasting Zimbabwe’s fake prophets.
Episode 5 of Tonight With Zororo (Makamba) focused on the evolution of the church in Zimbabwe, and Zororo started off by recounting his personal experience after visiting one of the popular Pentecostal churches in the country.
“When Papa would say something that resonated with his audience, members of the congregation would spontaneously stand up, and splash money on the stage,” Makamba said.
He went onto close his animated monologue by saying Prophet can now easily be mistaken for the word profit.
In the last few years, Pentecostal churches in Zimbabwe have grown tremendously. The three religious leaders at the centre of the growth are Prophets Emmanuel Makandiwa of UFI Ministries, Walter Magaya of PHD Ministries and Spirit Embassy founder Ubert Angel.
When describing the character of his religious counterparts Pashapa said they lacked a depth of understanding in a number of things.
“They (prophets) lack philosophy of religion, training in theology and understanding of the polity of the church.
“’These chaps are briefcase church leaders who have spent a few weeks, months at most, in ‘theological’ school,” he said.
Many workers and companies are feeling the pinch of the current economic hardships and have flocked to the church in pursuit of a change in fortune.

From my observation of this video I can see that Makandiwa is pretending not to have seen the Zimeye video. Its so unnatural his reaction. He said his media team called him on the phone to tell him but he told them he had no time, so how did he get the time in front of the congregation?

The Standing committee noted the ongoing bilateral and multilateral consultations among democratic forces to find lasting solutions to the challenges that are facing our country and reaffirmed its position to work with all other democratic forces in the search for solutions, a precondition of which must be the defeat of the failed ZANU PF regime.
The Standing Committee unanimously passed a vote of no confidence in the Acting Secretary General, Moses Mzila Ndlovu. The vote of no confidence is a culmination of profound dissatisfaction with the Acting Secretary General’s failure to perform virtually all the functions of his office, including failure to call meetings of the organs of the party, failure to administer party offices and party affairs, failure to put in motion and prepare the processes for the conduct of the party’s elective congress due this year and failure to implement the decisions of the Standing Committee. The Acting Secretary General has failed to competently, efficiently and effectively conduct party affairs and generally failed to measure up to the demands of his office which have included complete dereliction of duty.

Mnangagwa Sucked In Goddard Farm Invasion Fracas

The farm was invaded by Zanu PF provincial chairman Ezra Chadzamira with the help of police details and soldiers. Chadzamira took it over from Yvonne Goddard a well known Zanu PF financier.
In a dramatic twist of events senior army officials and provincial CIO bosses are eyeing the farm and are determined to kick Chadzamira out. However Chadzamira is said to be seeking Vice President Emmerson Mnangagwa’s protection since the securocrats are piling relentless pressure on him to vacate the farm. ZimEye.com has been informed the securocrats are also determined to take over the farm from Chadzamira in an arrangement they intend to partition it among themselves.
“There are CIO bosses and top military personnel who are eyeing the same property so they want to kick out Chadzamira so that they can partition the farm among themselves. Chadzamira is now seeking protection from Mnangagwa for the obvious reason that he belongs to the VP’s faction. So we are likely to witness twists and turns in the Cresta Ibeka saga,” said a senior provincial official.
Chadzamira who claimed the farm was underutilized is now under pressure from securocrats who are expected to convince President Robert Mugabe to fire him from the provincial chairmanship post. The controversial land grab exercise is widely blamed for crumbling of the nation’s economy with many analysts saying Zimbabwe, formerly the bread basket of Africa is now a basket case.
Sex Gest: Female Teacher Bashes Headmaster
By Terrence Mawawa, Masvingo|A local headmaster was last week thoroughly beaten up by a female workmate he consistently pestered for sexual intercourse.
Sources at the school told ZimEye.com, Thomas Mureriwa the headmaster of Temeraire High School, was assaulted by Ophilia Bafana, the Head of Department for the English department in full view of school pupils. Bafana accused Mureriwa of pestering her for sexual intercourse.
Although Mureriwa denies the allegations, ZimEye can reveal the case was reported at Mashava Police camp under RRB 2514742.
It is understood Mureriwa had the habit of calling Bafana to his office where he expressed interest in having sex with the lady teacher. Incensed by Mureriwa’s sexual advances, Bafana took a bamboo stick and assaulted the school head in full view of pupils.
Bafana proceeded to grab the headmaster by the neck and continued to assault him with clenched fists until the deputy headmaster and other female teachers came to the dazzled Mureriwa’s rescue.
Masvingo District Education Officer(DEO), Zakaria Makopa said there was an altercation between the two but quickly said investigations were underway.
“We have heard about the incident but we are still carrying out further investigations so that we can then decide on the matter. The matter is being treated with confidentiality until we arrive at the crux of the whole issue,” said an evasive Makopa.
Mureriwa also vehemently dismissed the story despite clear evidence pointing to the incident. Social analysts here slammed officials who take advantage of their positions of influence to abuse female subordinates.
MUGABE DEATH: “Unite the people you divided before you leave,” Bob told
President Robert Mugabe is presiding over a population of about 20 million people. 14 million of these are resident here in Zimbabwe and another disgruntled 6 million living as economic refugees all over the world.
Of the 14 million resident in the country, the President is overseeing an angry 5 million people from South Western Midlands Province and Matabeleland regions. Of the remaining 9 million there is another 3 million from the eastern parts of the country also with their own anger raising issues.
I am not going to talk speak for or about the other unhappy people but will talk about the 5 million from the Matabeleland and Midlands provinces which is where I also come from. I am very much aware that anyone who speaks on the issues of Matabeleland is immediately termed a tribalist but I really careless to that tag as my commitment is to fight for an equal recognition and understanding of all the people of this great nation.
A story is told of a man who somehow “knew’ that his wife was cheating on him with another man but never had enough evidence to substantiate his conviction. The man had to endure a life full of anger so much that even just a look at the wife provoked his emotions.
Nothing from the wife was ever right. Even when she was happy and smiling trying to bring joy at home, to the man all that happiness was mere celebrations from the other relationship.
One day the wife cooked the husband’s favourite meal hoping to impress the ever angry husband but she made a mistake and put a little too much salt into the relish. The husband thoroughly beat the wife shocking everyone how the little extra salt in the meat would warrant such a beating.
We all know without a measure of doubt that the beating was not for the excess salt in the relish but for the suspected infidelity on the wife.
Cde President Mugabe is leading a country with 5 million angry people. People who are all angry because of a known cause which has never been attended to leading to the “extra salt fights.”
It is no secret that people from this region are outrightly living with Gukurahundi atrocity-induced anger. Whatever the reason was for bringing Gukurahundi to this region, its result was leaving behind so much hate and anger amongst the people.
It is fact that 90% of the people who actually took part in the killings and those who engineered them were Shona speaking people. It is also a fact that in all their acts they demanded from their victims’ confirmations of Shona and ZANU superiority.
As a result of this activity, the people of Matabeleland and Midlands South have a strong rival and hatred of the Shona speaking people from the north. Any movement by Shona speaking people is hugely microscoped by the people from this region. Similarly, anyone from this region found in any form of relation with a Shona speaking person is viewed as a sellout.
All Shona speaking people are painted with blood in the hands and as incidental enemies to the people of the region.
President Mugabe has in his own confessions called the Gukurahundi period a moment of madness and regretted the incident. Meanwhile, there however appears to be no corresponding remorse from the greater parts of the people of Mashonaland origins to the people of Matabeleland Regions as matters of inflicting Shona superiority and dominance remain in order.
It is therefore not surprising to find people of this region believing the authenticity of an unverified so called Grand Plan document forcing some to demand for a separation of the Matabeleland region from the mainstream Zimbabwe.
This is why we find ourselves settling scores on such issues as football matches and even the latest Chronicle Newspaper Cartoon by one Musapenda who unfortunately forgot to take regard of his Shona origins in passing a joke on a predominantly Ndebele issue of outcry.
My appeal therefore to President Mugabe is that as he approaches the end of his tenure as President of this great nation it is imperative that he seriously considers leaving this country in a truly united form. A united form as the country was during the early struggles for independence under the great leadership of Joshua Mqabuko Nkomo, where every Zimbabwean was a son of the soil and was an equal citizen in the country.
During the constitution making process, we were consulted intensively as Zimbabweans on our possible way forward out of our squabbles and we agreed that a Truth and Reconciliation commission was our only way forward. We agreed to have this commission as a matter of urgency within the first ten years of our new constitution of which indeed some of us viewed this period as very short period. Already three of the ten years have since elapsed and nothing has been done yet we remain with the two major tribes of the country at each other’s throats over a known but ignored issue.
Mr. President, it will extremely be unfortunate if you had to leave governance of the country in which ever way without having people sit down and talk this matter over and bring unity, truce and reconciliation between the people. We don’t want a situation where those who will remain in charge after you will try to absolve themselves and throw all the blame on you and some who have since passed on or retired from the politics of the country.
It will further be very unfortunate if the matter of the Gukurahundi atrocities would be left in the hands of generations who never experienced them as it will certainly be wrongly handled based on the extremely distorted history of this country or based on information passed over to our children by us angry parents of the generation that experienced or witnessed the Gukurahundi times.
This is my genuine plea as a concerned citizen of the country to President Mugabe who we would love to see leave behind a great legacy not one to be followed by a nation left behind with anger and hatred of each other. We are certainly tired of fighting the excess salt fights when we all know where our real issue lies.

Bloodbath: Kasukuwere Rubbishes Chombo
War has broken forth in ZANU PF with the national political commissar, Saviour Kasukuwere rubbishing declarations by pro-Emmerson-Mnangagwa strongman Ignatius Chombo that the politburo is going to discuss Professor Jonathan Moyo’s use of social blogging website Twitter.
In what analysts signalled as the sure signs of imminent bloodbath, Kasukuwere told journos Zanu-PF had no time discussing social media issues in its Politburo meetings.
He accused the Mnangagwa controlled media of trying to craft the agenda for the ruling party.
He told journos after meeting the party’s provincial chairpersons and some members of its affiliate organisations in Harare yesterday that Zanu-PF had serious issues to discuss.
His remarks differ from party spokesperson Simon Khaya Moyo and Secretary for Administration Ignatius Chombo’s assertions that the abuse of social media by some party members was cause for concern and might be up for discussion at the Politburo meeting set for next Wednesday.
“This is the beginning of greater wars,” said analyst Gerald Ncube.
Organs of the party such as the Youth League have through the State Media voiced what they termed “grave concern” over the abuse of social media, while the Zimbabwe National Liberation War Veterans Association, which is an affiliate organisation, also registered displeasure on the same issue with the police weighing saying social .
The concerns came in the wake of frenzied tweeting by Higher and Tertiary Education, Science and Technology Development Minister Professor Jonathan Moyo, who has been attacking fellow Zanu-PF members on social media.
Said Kasukuwere: “I am actually surprised that you make social media an issue. It’s not an issue and we hear you telling us about the Zanu-PF Politburo agenda. You think we meet here to talk about WhatsApp?
“We meet here to discuss serious business, so stop dragging us into your small issues of the social media. We have much more serious work to do. We have much more serious things to worry about. That kind of directionlessness will not be part of what Zanu-PF stands for.
“We are surprised that you have already crafted an agenda for the Politburo when it meets. That agenda is approved by His Excellency and the secretary for administration. They are the ones who work on what the party will discuss and I want to say please no to agenda setting.
“We don’t discuss what you want us to discuss. We discuss issues that affect the generality of our party membership and how to assist the people of Zimbabwe.”
Kasukuwere said social media was not an issue to the party.
“I want to say to the Press please, please don’t misquote us and don’t turn around and make social media an issue,” he said. “It’s not an issue for us here. If it is an issue to you, let it be to you, but for Zanu-PF we are clear on what we stand for.”
When asked that President Mugabe in his official capacity as the First Secretary of Zanu-PF once implored party members from abusing social media, Kasukuwere interjected and said: “Don’t create problems to say Kasukuwere has gone against ah, ah no, no, please I have said don’t agenda set for the party.
“Please let the party do its work. If we are to discuss anything of that nature, can’t you allow us to discuss it quietly in our confines as a party?
“Why does it have to be the President said this, the President said this. Aah, aah, please when the President speaks we all listen to him, but don’t then go overboard and try and blow things out of proportion. The party is intact.”
Without elaborating, Kasukuwere said in a few days there would be some action to show support and loyalty to President Mugabe.
Kasukuwere said the party was ready for the 2018 elections and next week the commissariat department would be meeting provincial structures, starting with Matabeleland South.
He said he was not happy with the kind of reportage coming from the public media.
“We want to call upon our State-owned newspapers to help build the party,” he said. ‘’Like I said, let us not allow individual desires to become national desires. We have a country, we have a party, we have a leadership.
“I am appealing to the Press, please tone down the volume. We are not excited at all with the amount of noise that continues to occupy the front pages of this country. We deserve better news. We deserve better stories that unite, develop and move our nation forward. We are making a genuine appeal to all the leadership in the media that let us build our nation.”
Kasukuwere said the party leadership should disseminate developmental information on Zim-Asset and how the party and Government were dealing with challenges confronting the country.
Bombing Mugabe: I Had A Right to Attack President
Zimbabwe People’s Front political party leader Owen Kuchata, who was arrested while trying to petrol-bomb the First Family’s Alpha Omega Dairy farm in Mazowe, on Friday admitted that he indeed wanted to bomb the dairy, and that it was his idea to commit the offence.
Kuchata (34), who does not have legal representation, is jointly charged with Borman Ngwenya (30) on charges of insurgency, sabotage banditry or terrorism.
Their other accomplices Solomon Makumbe (29) and Silas Pfupa (37) were discharged on the charges at the behest of Prosecutor General Johannes Tomana, but are jointly charged with treason emanating from their actions.
Tomana has since been arrested for acting unlawfully by releasing the duo and is on $1 000 bail with stringent conditions. Kuchata is facing an additional charge of money laundering for terrorism purposes.
He appeared before regional magistrate Mr Hoseah Mujaya for plea recording yesterday and pleaded guilty to trying to petrol-bomb the First Family’s dairy.
Mr Mujaya asked if he had the right to do so and Kuchata in response said, “Since I am representing the rights of other Zimbabweans, I had the right to bomb his private property because Robert Mugabe is causing disorder and problems in this country.”
He said he is the one who gave Ngwenya $36 to purchase the materials for making the petrol bombs.
Kuchata later excepted to the charge of terrorism, arguing that Alpha Omega Dairy was not a Government property, but President Mugabe’s private property, hence the terrorism charge did not stick.
“Your Worship, I have a question, ‘Is Gushungo Dairy the property of the Government of Zimbabwe or the property of Robert Mugabe as an individual?’” he asked.
Prosecutor Mr Michael Reza maintained that terrorism charges were appropriate, saying the attack was not targeted at the dairy as an outfit, but at the office of the Presidency of Zimbabwe.
Kuchata said if that was the case then he was denying the charges and this prompted Mr Mujaya to change the plea to not guilty. His trial date has been set for February 24. Kuchata and his alleged accomplices Ngwenya, Makumbe and Pfupa are facing another serious charge of treason after further investigations revealed that they sought to overthrow the Government through unconstitutional means.
Treason charges emerged after it was discovered that the quartet established a militia training base in Mapinga, Mashonaland West, where they planned to commit terror acts, sabotage and banditry.
It is alleged that they proceeded to President Mugabe’s rural home in Zvimba where they carried investigations identifying suitable vulnerable points to sabotage.
On the terrorism charge, Makumbe and Pfupa were released before plea under the instructions of Tomana who is said to have unilaterally suggested that the two be treated as witnesses.
It is alleged that last week police received a tip-off that Kuchata, Ngwenya, Makumbe and Pfupa were planning to bomb Alpha Omega Dairy’s processing plant and tuck shop during the night.
The dairy’s processing plant and tuck shop are located at Gushungo Dairy Estate, Jumbo Road in Mazowe. Acting on the tip-off, the police proceeded to the farm and laid an ambush about 100 metres from the quartet’s target.
Around 10pm, the detectives saw the men approaching the dairy’s processing plant and immediately arrested them. They searched them and recovered four Molotov cocktails (bombs) made of petrol, ammonium nitrate, nails and sand in 750 millilitres Chateau brand empty bottles.State Media
Horror, Murder In Mutare
A 36-year-old man was on Sunday brutally killed and his body was discovered with some deep cuts on his neck and privates. The deceased, Simon Chamupaningi, who was a security guard in Mutare’s low-density suburb of Murambi, had his privates pierced and separated into pieces. He also had huge wounds around his neck. Manicaland provincial police spokesman Inspector Tavhiringwa Kakohwa said the murderer was still at large and investigations were in progress.
“We have since launched a manhunt to bring to book the culprit who killed Chamupaningi,” he said. He appealed to members of the public with information leading to the arrest of the perpetrator to contact the nearest police station.
“Chamupaningi, who resided at 40 Manica Avenue in Murambi, was employed as a security guard in Morningside. “On January 31, in the evening, he told his wife that he was going for a beer binge.
“Later that evening, a man who had visited an Ivorian who was Chamupaningi’s employer saw his body lying lifeless a few metres from the gate. “He alerted police who attended the scene. He had multiple injuries on his neck and privates,” said Insp Kakohwa.
Chamupaningi was on Wednesday morning laid to rest at his rural home in Odzi. He is survived by his wife and three children. The family of the deceased, in an interview on Wednesday, suspect that the way Chamupaningi’s body was butchered could have something to do with ritual practices.
“It’s sad Simon had to go this way. I last saw him on Saturday and he was in a jovial mood. “All was well and we talked at length. I never thought something like this could happen to him the day that followed.
“We knew him as a peace-loving person who was friendly and responsible. “When police notified us that he was no more, we initially could not believe it. “We strongly suspect that some daring people could have done this for ritual purposes.
“His death is a sad loss to the Chamupaningi family. “We leave everything to police to do their job and we strongly hope the perpetrator will be apprehended in due course,” said Simon’s elder brother, Sam.State Media
ZRP Cop in Gun Attack on MDC Spokesman
MDC Spokesman Kurauone Chihwayi had a gun pointed at him and was beaten up by a ZRP officer.
The incident happened on Wednesday.
Mr. Chihwayi told ZimEye he was pinned to the ground. ‘We were meeting clients in Gunhill and Highlands area,” he said.
He continued, “when we got to Orange
Groove Drive we decided to stop for some rest; that’s when this rogue police officer emerged from the house and charged towards us.”
He said he was beaten up.”We were two but he dragged me into the yard at gunpoint and forced me to lie face down while beating me at the back and pouring water all over my body.”
The case is now filed with Highlands Police Station.
“I have reported the matter to the police and RRB 2694007 was opened at Highlands police station.
“I am currently experiencing severe side pains and the possibility of a kidney damage is very high. Police commissioner Augustine Chihuri’s name is being dragged into the mud by these rogue elements who mann VIP houses,” he said.
Mngangagwa Blocks Biometric Elections Breakthrough
Vice President Emmerson Mnangagwa has blocked the move to utilise biometric technology for national elections, MDC leader Morgan Tsvangirai says.

We meet amid a serious natio
nal crisis, now worse than what it was a month ago when I issued my end of year statement. Since then, things have gotten worse as exemplified by the promised bonus for civil servants still to be paid out, with the chances of it ever being paid out getting slimmer and slimmer by the day. In the countryside, poverty levels have worsened and people have no money in their pockets, a situation exacerbated by the food shortages that are set to worsen following yet another bleak farming season.
As a region and as a country, we are bearing the brunt of climate change, a serious issue that needs attention at policy level especially now as the entire SADC region faces a burgeoning food crisis. Millions of our citizens are staring starvation in the face unless we get urgent assistance to import about 1, 8 million tonnes of grain for both people and livestock. At the moment, we are told the country only has a paltry 250 000 tonnes of maize but surprisingly, but it took this government six months until only yesterday to declare this catastrophe a national emergency!
A debilitating crisis
In Matabeleland South, Masvingo and other parts of the country, Zimbabweans face imminent hunger. But amid all this looming starvation coupled with an economy on the ropes, no one is paying attention to this national crisis. There is no government response as Zanu PF is busy with what has become the grand preoccupation of everyone in this government—-the fight to succeed Mugabe.
We in the MDC have no intention to join their debate as the man declared at the recent AU summit that he will die in office. Our only concern is that whoever is in charge of the country at any given time must commit themselves to ensuring a stable, democratic country characterized by tolerance and prosperity. But while Rome is burning, the President and his two deputies could not afford to miss the luxury of their annual vacations outside the country, at the taxpayer’s expense, of course. In the case of one of the Vice Presidents, he came back from his annual vacation to continue with his occupancy of a five star-hotel in Harare, with his whole family including his grandchildren, again courtesy of the taxpayer!
Indeed, the current state of the nation resembles a national funeral; we are currently battling to meet our pledge to multilateral financiers to service billions of our external debt by April, there is 95 percent unemployment in the country, internal power generation capacity has drastically gone down; civil servants are on the edge because of unpredictable pay dates and their outstanding bonus while our public hospitals have run out of basic essential drugs. I have been meeting Zimbabweans across the country in the past few weeks and they have been telling me that the current crisis and the collapse of basic services are in sharp contrast to the good old days of the MDC in government! They were forthright and honest with me as to their trust and faith in the capacity of this party and this leadership.
It is now a matter of public record that the country’s economy is in turmoil. There is a serious liquidity crunch while revenue collections have drastically dwindled, typified by government’s failure to meet its wage bill. At a time when our economy needs a massive capital injection, no one is prepared to invest in the country and FDI has dried up. There is minimum trust and confidence in this government. As ordinary people, all we hear of are mega deals with China, amid this mega poverty in the country. These mega deals have not had any meaning and significance outside the government pronouncements in the State media. These billion dollar deals remain mere newspaper content that has not changed the lives of the people. From where the people stand, all they see around them is only poverty, suffering and looming starvation!
Just over a year ago, I published a treatise on my personal reflections, in which I described the country as having been turned into a huge mall of vendors; indeed a highly informal economy in which everyone is trying to sell something to someone. The situation is now even worse and the high unemployment level in the country and the economic collapse have become the most portent threat to national stability.
It is pertinent to note that the national crisis largely stems from the crisis of legitimacy, spawned by yet another stolen election in 2013. Since that monumental fraud, there has been a serious deficit of confidence in the regime in Harare. Unless and until we return to legitimacy through a truly free, fair and credible election, the national crisis will not relent. The collapse of the economy and its attendant problems are a mere window through which the political crisis of legitimacy is manifesting itself. The region, Africa and the rest of the world have to assist Zimbabweans in their call for far-reaching electoral reforms that will ensure a return to legitimacy.
We as political parties have joined hands in this national demand. In an unprecedented move, more than 10 political parties have signed up to the National Election Reform Agenda (NERA). Indeed, a truly credible election is now a precondition for the return to legitimacy, which must become an issue of national priority.
The demand for a credible election
As a party our decision not to participate in elections until the implementation of far-reaching reforms has resulted in a fruitful debate in the country and important steps being taken in the correct direction. That ZEC itself has acceded to a biometric voters roll and the debate around the involvement of the United Nations in running our elections are all issues on the front seat of the national debate because of the decision we in the MDC have taken against participation in mere rituals disguised elections.
We note the disturbing statements from Emmerson Mnangagwa that the UN and other countries except only those in Africa will be invited to observe our elections. He also disputed the ZEC position that it was seriously considering using a biometric voter’s roll, raising suspicion as to whether the electoral management body is really independent at all. The law is very clear that it is ZEC, an independent body, which must run elections and invite observers. For the executive to interfere and usurp this role by making premature statements on the biometric roll and observer missions; issues that fall under the purview of the election management body, vindicates what we in the MDC have always said that Zanu PF rigs elections and meddles with the work of independent conditions. Mnangagwa’s statements confirm that he is the hardliner that he has always been and not the reformist that some in the diplomatic community had begun to think he was.
We in the MDC welcome new, positive developments around elections and urge ZEC to reassert its independence. The electoral management body must adhere to SADC and AU standards governing the conduct of elections. They must proceed with the biometric voters roll in line with regional standards and, with the involvement of all stakeholders, come up with a comprehensive and cogent framework to facilitate voter education, a fresh voter registration exercise and other election logistics. The UN must not observe the elections, they must run them. Given our unique situation, the UN remains the only credible international body that should be involved in the actual management of the election to the satisfaction of all the parties.
Implementing the Constitution
Our government is not only struggling to meet its basic obligations but has abandoned all pretence at democratic governance. Chief among its many crimes is the failure to align the country’s laws to the new Constitution, crafted and overwhelmingly endorsed by the people of Zimbabwe in May 2013.
In that Constitution, among many other progressive provisions, Zimbabweans said they wanted devolution but more than two years after the election, that revolutionary provision has not in any way been implemented as the governance system remains highly centralized. What the Zanu PF government has done instead is to appoint Ministers of Provincial Affairs even in the two metropolitan provinces of Harare and Bulawayo where they lost dismally.
That new Constitution is one of our major success stories as the democratic movement in Zimbabwe but the government is developing frozen feet in living true to the wishes and aspirations of the citizens as expressed in that charter. Ours is a government that remains contemptuous of any agreement with anyone, including with its own people.
I also wish to advise that the current demolitions of people’s homes in Harare are diabolical and a gross violation of human rights. The people must know that it is government that is demolishing people’s houses. We have directed our councils not to destroy people’s homes but to ensure that those with destroyed homes are relocated to properly planned settlements under the direct authority of an elected local government. Most of these settlements now being demolished were unplanned dwellings encouraged by Zanu PF itself which the same government is now demolishing. On our part, we have instructed our local authorities to make sure that they do the humane thing, which is to relocate these stranded and homeless people to properly sanctioned areas.
The challenge for the region and the international community
For the region, Africa and the broader international community, the immediate challenge is the pending humanitarian crisis that needs to be addressed. This country alone will not be able to sufficiently mobilize adequate food stocks required, itself a sad indictment on the much-vaunted land reform programme that has not been underpinned by productivity. The country needs international assistance to mobilize humanitarian assistance to avert the imminent starvation and to ensure food security.
Related to this is the partisan distribution of food. We in the MDC have had our supporters being denied food handouts in most parts of the country because of their political affiliation. In parts of Manicaland, our people have stormed GMB depots and bravely demanded that food handouts be given in a non-partisan manner. There is indeed going to be a huge national demand for transparency and non-partisan distribution of food by our supporters in all parts of the country. Zanu PF should stand warned that we have told our supporters throughout the country to be vigilant and to boldly demand their share of what they should legitimately get from government.
Beyond the deceptive veneer of a stable country is a monumental crisis of multiple proportions that could implode any moment. Due to this government’s culture of repression and its unique capacity to successfully prevent people from expressing themselves, it would be folly for Africa and the world at large to mistake the people’s induced silence as a sign of stability in the country. What the world needs to appreciate is that when Zimbabweans eventually express themselves—as they certainly will in the not-so-distant future—the implosion will engulf the entire SADC region.
The current false peace is just calm before the storm. Given the worsening situation, it is only a matter of time before things come to a head; and the international community should take heed.
Until very recently, President Mugabe was the chairperson of the African Union and SADC. It appears some in Africa and the broader international community had allowed his occupation of those rotational positions to cloud them from making an objective and rational judgment regarding the situation in Zimbabwe. Only last week, he was breathing fire and brimstone on the need to reform the United Nations Security Council.
Yes Mr President. We agree that the UN must be democratised. But charity begins at home. There must also be reform in Zimbabwe in every aspect of our lives. This country must also be democratised so that no one lives in fear of being another Itai Dzamara.
I am aware that the EU has decided to re-engage Zimbabwe and I know that the people of Zimbabwe stand to benefit from any form of re-engagement. But I wish to restate our position that the international community must not just re-engage without a framework. They must insist on implementation of agreed electoral conditions and the embracing of universally acceptable standards by the authorities in Harare. The world must insist on the need to respect the rule of law and the conditions sanctioned by SADC to ensure that the next election is vaccinated from the periodic mischief that has blighted the credibility of all our elections.
Any re-engagement must be accompanied by a stubborn insistence on universally accepted standards that ensure the guarantee of full freedoms and the enfranchising of the ordinary citizen. Any re-engagement must be alive to the past and present acts of omission and commission and the crimes committed against the innocent citizens of the people of Zimbabwe.
The challenge to the democratic movement
However, I do not wish to only pose challenges to the world without giving the same challenges to us as opposition parties and the broad democratic movement. Petty squabbles and hatred of fellow opposition personalities must not cloud us from the patriotic responsibility to confront Zanu PF and to chart a new Zimbabwe together. Collectively, e must outgrow the selfish mindset of thinking that we can go it alone. We all need each other as a broad family of united, patriotic Zimbabweans if we are to bring a new democratic dispensation whose hour has come!
We definitely need each other and that is why the party I lead took a resolution at the last Congress that we will work with other like-minded institutions to confront the beast. In the same vein, I wish to commend other political parties with whom we crafted the National Electoral Reform Agenda. NERA is clear evidence that it is possible for us to come together and I appeal for the same spirit of patriotism to continue bringing us together on many other issues on which our togetherness will yield positive results for the sake of our beloved country.
I want to warn Zanu PF under the ambit of NERA, we will collectively do everything—-and I mean everything…..to ensure that we have credible election in 2018.
As the broad democratic movement, we have many points of convergence and it behoves upon us to harp on those areas we agree on so that we work together for the sake of our country. It is clear the only game changer ahead of the next election is for us in the democratic movement to work together and re-ignite the floundering confidence of the people of Zimbabwe that the change we seek will indeed be achieved in the very near future.. We owe it to history to seize this moment and work for our country. I remain encouraged by the spirit of togetherness that is gathering momentum amongst us. I want to boldly declare to the people of Zimbabwe that beneath the current facade, we are surely and definitely finding each other, the only condition being that any discussion must be a discussion of institutions and not individuals.
Conclusion
It is clear that that the country needs to open a new leaf. We cannot continue like this and it is inevitable that something has got to give! We in the democratic movement have no option but to come together and, as I have said, I am encouraged by the fact that we seem to be finding each other.
To our colleagues in Zanu PF, I reiterate the proposal I have always given them. It would be in their best interest if they agreed to a dialogue of a broad cross-section of stakeholders beyond just political parties. Our experience is that we need more than an elite conversation of political parties. We need a conversation of Zimbabweans; a conversation that must include business, labour, the informal sector and all the other stakeholders and interest groups keen on finding a lasting solution to the country’s crisis.
Indeed, once bitten, twice shy. This national conversation should not be premised on the intention of forming another inclusive government but on hammering a way out of the crisis of legitimacy. We need to agree on a framework for a truly free, fair and credible election. Only then can we begin to resolve the country’s crisis. Zanu PF may spurn this call for a national conversation but history will judge them harshly for having buried their heads in the sand in this crucial hour. If Zanu PF chooses not to talk with the broad section of stakeholders, then Zimbabweans in their broad sense will definitely speak to each other to the exclusion of Zanu PF.
In the past few weeks, I have been meeting with ordinary people in Harare, Chitungwiza and Bulawayo. I feel emboldened and encouraged by the unstinting faith that the ordinary person has with this people’s project called the MDC. They still remember with nostalgia the days of the MDC in government when we opened schools, hospitals and other basic services that had been shut down by Zanu PF incompetence.
They miss our competent hand on the wheel of government. The glorious past of national stability, national peace and national prosperity with the MDC in government has become a distant past……..indeed a distant past that Zimbabweans can only remember with nostalgia. It was heartening during my interactions with the people in the past one month to note that apart from their poverty and suffering, they still retain unstinting faith in us; indeed they are certain that a new Zimbabwe beckons and is definitely on the horizon.

$1,8 Billion “Mysteriously” Vanishes
Zimbabwe on Thursday tightened controls on offshore investments to plug foreign currency leakages after the country lost $1,8 billion in illicit financial flows last year — over a third by individuals.
Zimbabwe is in the throes of a cash squeeze after abandoning its hyperinflation-ravaged local currency in 2009 and adopted mainly the US dollar whose supply is limited. Presenting the Monetary Policy governor John Mangudya said foreign currency outflows were worsening the already critical liquidity in the economy.
RBZ records show that $684 million was externalized by individuals in 2015 for various for various purposes that include donations, investments and account transfers.
Firms externalized $1, 2 billion in the form of export sales proceeds and highly inflated management fees, technical and professional fees.
“In order to guard against externalisation by related companies through service payments, management fees, technical fees, service fees or by whatever name they come under, shall not exceed an aggregate of 3 percent of revenue and shall require Bank approval,” said Mangudya.
“Individual and corporate investments offshore of more than $10,000 should be declared to authorities with any such investments in the future requiring Bank approval.”
Mangudya said despite the leakages the banking sector was in a sound state in 2015 with deposits going up 11, 2 percent to $5,6 billion as at 31 December.
Non-performing loans went down from 14, 5 percent as at June to 10,9 percent in December.
“This is largely attributable to the disposal of qualifying loans to ZAMCO and the effective credit risk management strategies employed by banks.
In order to increase liquidity and minimize payment gridlocks the central bank increased financial institutions’ nostro limits from five to 10 percent of the bank’s total deposits.
Mangudya also said Zimbabwe will now allow foreign investors to buy stakes of up to 49 percent in companies listed on the Zimbabwe Stock Exchange from 40 percent previously to boost investment.
The southern Africa country’s economy is suffering from low growth and a devastating drought pressured by low commodity prices and a strong US dollar.
“We have also increased the threshold of foreign investors on the stock exchange from 40 percent to 49 percent in line with the indigenisation and economic empowerment policy,” said Mandudya.-Source

The MDC T hopes that this sensational development is a big lesson to the Prosecutor General and all law enforcement authorities and officials that they must pursue justice and fairness and respect the Constitutionally enshrined fundamental rights and freedoms of everyone including those they consider as political foes or of low social status. The Prosecutor General as everyone else, has the right to equal protection and benefit of the law. The MDC-T is all the same concerned that the arrest and prosecution of the Prosecutor General for decisions made in handling a prosecution tend to undermine the guarantee in
Section 260 of the Constitution Prosecutor General and his officers’ capacity to independent and not under the direction
and control of anyone. This development has the real possibility of militating against the National Prosecuting
Authority’s officials’ capacity to prosecute impartially without fear or favour, prejudice or bias as stipulated by the Constitution. Indeed the unusual step taken is contrary to the 4 the rule of the United Nations Guidelines on the Role of Prosecutors adopted in Havana 1990 which discourages the intimidation, harassment improper interference or unjustified exposure to civil and criminal liability of prosecutors. 20 Headmasters Suspended for Theft
Twenty school heads in the Midlands Province have been suspended for allegedly embezzling school development association (SDA) funds and fraud.
Among the suspended are the Guinea Fowl High School head Manson Mudzingwa and Kwekwe High School headmaster only identified as Shumba, who were served with suspension letters last week.
Mudzingwa is allegedly facing 19 counts to do with of abuse of office, SDA funds and school property. Shumba is allegedly facing one count of improper association for yet unknown charges.
The suspension of the school heads is a follow-up on the purge of unscrupulous Government school heads by the Ministry of Primary and Secondary Education.
Ministry officials said at least 10 school heads were suspended after a recent audit conducted by the ministry exposed misappropriation of funds in the schools.
Midlands Provincial Education Director Agnes Gudo confirmed the suspension of the school heads.
She, however, said the number of suspended school heads was not more than 20.
Gudo also did not divulge the amounts involved but parents said the amount ran into millions of dollars.
“Yes, there are school heads that have been suspended but I have no actual numbers but they could be around 10 school heads,” she said.
Patrick Zumbo, the spokesperson for the Ministry of Primary and Secondary Education, promised to respond to questions from Chronicle on the exact number of suspended school heads by the close of business yesterday but had not done so.
Last year in November, the heads of Chikumbiro Primary, Mkoba 3 and Nkululeko High Schools were suspended after being implicated in the financial rot following audits.
Mkoba 3 High School headmaster Ronnie Munhenzwa and his Nkululeko High counterpart Jealous Sungwa were served with suspension letters on November 2.
Tariro Matongo, the head of Chikumbiro Primary School, received her letter a week earlier.
Also last year, in Bulawayo Milton High School head William Ncube and his deputy Nosizi Muleya were suspended for alleged abuse of funds.
Townsend High School headmistress Millicent Moyo was censured for contravening the Public Finance Management Act and the Treasury Instructions Act after auctioning pupils’ cellphones without permission.
Forensic audits ordered by the Ministry of Primary and Secondary Education have revealed that school authorities across the country could have embezzled millions of dollars from levies paid by parents.
According to the report, about 1 800 schools (18 percent) have been audited and the exercise has unearthed massive doctoring of accounts and documents to conceal the shenanigans.
Professor Paul Mavhima, the Deputy Minister of Primary and Secondary Education, confirmed that the audits unearthed massive theft of funds by school authorities.
He said schools were handling about $1 billion in levies each year.

British Land Grabber Dr Nyatsuro must be stripped of citizenship – Tapa
Thousands of Zimbabweans in England are calling for the stripping of British Dr. Sylvester Nyatsuro and his wife of their citizenship.
The two who run a Nottingham based clinic, are named for having “violated” a white farmer by taking away his property which the man legally acquired from the Zimbabwean government in that country.
The thousands led by former MDC chairman Ephraim Tapa, are calling for British prime Minister David Cameron to revoke the of the British doctor’s citizenship.
“The Nyatsuros are connected to Grace Mugabe,” said the group in a statement.
“Why should a British doctor want a farm in Zimbabwe when he is in full-time employment here and has no known farming expertise? We ask that Dr Nyatsuro’s citizenship is revoked on the grounds that it was obtained by means of ‘fraud, false representation or concealment of any material fact. We also question his suitability to run an NHS clinic in Nottingham while farming in Zimbabwe,” they continued.
Recently the British embassy in Harare told ZimEye.com they were closely watching the developments, that is, the raiding of the white farmer’s land.
Meanwhile, Nyatsuro defending himself said he is doing nothing wrong as he been handed the farm by the Zimbabwean government, although he is not a resident citizen of the African nation.
China MegaDeals Crumble
Zimbabwe and China’s much-vaunted multi-billion dollar mega-deals in various sectors of the economy are hanging in the balance amid indications that Sinosure, a leading Chinese insurance company, is reluctant to guarantee more financial loans from Chinese banks unless Zimbabwe clears at least US$50 million in debt arrears and shows commitment to paying its debts estimated at US$1,5 billion.
As of 2014, China had advanced more than US$1 billion in concessionary and preferential loans to Zimbabwe in addition to US$100 million in grants and interest free loans, according to information provided by the Chinese embassy in Harare.
By the time Vice-President Emmerson Mnangagwa visited the Asian powerhouse in July 2015, seeking an emergency rescue package, loans advanced to Zimbabwe had grown to US$1,5 billion. The Chinese asked Mnangagwa to ensure that government comes up with a payment plan to settle the debts.
Initial agreements for the deals, which are now in jeopardy, were first signed between the two countries when President Robert Mugabe visited the world’s second largest economy in August 2014, resulting in optimism that Zimbabwe would receive US$4 billion to fund projects in construction, energy and telecommunications sectors among others.
Chinese leader Xi Jinping reciprocated the visit last December resulting in the two countries converting the Memorandum Of Understanding into concrete ag-reements.
China agreed to extend loans to Zimbabwe amounting to over US$1,1 billion for the expansion of Hwange Power Station and TelOne’s broadband access project.
Government officials revealed Sinosure officials visited Zimbabwe in January as part of a Chinese delegation following up on the deals. The officials expressed unwillingness to guarantee loans to Zimbabwe because of the country’s poor loan repayment record.
“During the visit of some Chinese officials last month, the issue of clearing arrears on previous debts was raised and government was made aware that Sinosure will not guarantee any loans expected from the China Export and Import Bank. This means loans to fund the projects in energy, telecommunications and construction will not be forthcoming until Zimbabwe clears its arrears,” said a government source.
“Our hope as a country lies with China and if that money does not come, then we will be in trouble, should I say, we will be in a mess as a country. Our light at the end of the tunnel is China honouring those deals,” he said.
Attempts to get comment from Sinosure were unsuccessful as they were unreachable by telephone. However, its website indicates that although it is state-funded, “it is an insurance company with independent status of legal person”.
Established in 2001, Sinosure is mandated among other things, “to promote Chinese exports of goods, technologies and services and national enterprises’ overseas investment, by means of export credit insurance against non-payment risks.”
This is the second time Sinosure has raised the red flag over Zimbabwe’s poor debt repayment record.
In 2014, the insurance firm also refused to guarantee loans from Chinese banks to Zimbabwean companies because of the government’s failure to repay arrears already owed to China amounting to over US$60 million.
Finance and Economic Development minister Patrick Chinamasa signed two loan agreements for the expansion of Hwange Power Station and TelOne’s fibre optic project with chairperson of the China Eximbank Hu Xiaolian.
An amount of US$98 617 482,19, also at a concessionary rate of 2% per annum over 20 years, will be extended to TelOne to finance backbone network and broadband project. China also gave Zimbabwe a grant of 400 million Chinese renmimbi (US$65,5 million) for the construction of the new Parliament building and the National Pharmaceutical Company (NatPharm) warehouse.
The loans, according to Chinamasa, will take effect in the first half of 2016. The finance minister on Wednesday told delegates attending a World Bank function that three energy projects are expected to reach financial closure this year.
Zimbabwe’s solar power projects, including the US$202 million for the 100 megawatt plant set for Gwanda, in Matabeleland South, is also in jeopardy. Zimbabwe Power Company executives were this week scheduled to travel to China to finalise funding arrangements for the projects with Export Import Bank of China.
The bank, however, needs a guarantee from Sinosure before releasing any funds.
Former Chinese ambassador Lin Lin, who left Zimbabwe four months ago, warned of the possibility of Sinosure refusing to guarantee new loans to Zimbabwe in an interview with this newspaper.
“For any new projects, which need more loans from the Chinese side, we should also consider the capability of the Zimbabwean side. The banks and even insurance companies have their own terms for providing or giving guarantees for any lines of credit so it needs goodwill and good understanding on both sides. I hope there will be more co-operation and more projects with the help of Chinese institutions,” said Lin.
Sinosure’s concerns will come as a blow to Zimbabwe which already owes several other multi-lateral lending institutions billions in debt arrears, including more than US$1 billion owed to the World Bank. The African Development Bank is owed in excess of US$600 million while the International Monetary Fund is owed over US$120 million.
Finance minister Patrick Chinamasa has committed himself to paying up the arrears on the IMF/World Bank debts in the hope of opening up avenues for further loans but even that may not be enough as the United States could still block any future lending to Zimbabwe until the country makes significant improvements to its human rights record including respect for property rights.
Only last week, Bob Corker, the US Senate committee chairperson on Foreign Relations wrote to the US Treasury secretary Jacob Lew, requesting the American government to block any new lending to Zimbabwe until the latter meets conditions that include the “restoration of the rule of law, electoral reforms and security sector reform.”
Chinamasa did not answer calls to his mobile phone this week or respond to messages seeking comment. The Chinese embassy also failed to respond to emails sent earlier in the week despite asking for written questions.
However, a top government source said failure to honour the Chinese deals puts Zimbabwe in a very tight spot, as all hope lay with the Chinese pouring in US$4 billion into the local market. – Independent
Army Hit By Mass Food Shortages
The Zimbabwe National Army (ZNA), which last year introduced forced leave on soldiers as a cost cutting measure, is struggling to feed soldiers in army barracks countrywide, it has emerged.
Elias Mambo|Standard| Military sources this week said the barracks have been running without adequate food supplies forcing soldiers to improvise and look for alternative food sources.
Efforts to get a comment from the army were fruitless as the director of army public relations Lieutenant Colonel Alphios Makotore had not responded to questions sent to him by the time of going to print.
The army had requested that questions be sent to the public relations department in writing. An email was sent to the PR secretary Peter Kamonera who confirmed having received it and promised to send the responses before deadline. Sources, however, said the food shortages were dire.
“There were no supplies in Gutu (4,2 Combat group) barracks since Friday last week,” the source said.
“Supplies only came yesterday (Tuesday) but we are not sure whether the new supplies will take us through the forthcoming week,” the source said adding: “It was only rice that was delivered.”
Sources at the Commando Regiment headquarters in Cranborne also said food supplies were in short supply since the beginning of January.
“We no longer have breakfast. Lunch is provided but very few officers do eat in the canteen because it is mainly sadza and beans or at times cabbages. If it is not beans or vegetables then it will be sadza and sour milk which comes in bulk from Gushungo Dairy,” the source said.
Military sources also said Bulawayo’s 1 Brigade and Imbizo barracks have been hard hit by food shortages resulting in soldiers and army recruits surviving on boiled cabbages and beans.
Since 2013, the ZNA has been operating on a shoestring budget resulting in military bosses ordering soldiers to look for alternative accommodation, in a desperate effort to reduce costs by limiting the number of personnel staying in barracks.
This, however, comes at a time when the Defence ministry was allocated US$358 million by Finance minister Patrick Chinamasa in his 2016 budget statement.
Last year, ZNA ordered its members to go on forced one-month paid leave after every month in an effort to reduce expenditure on food bills, utilities and other expenses at barracks.
ZNA later introduced a forced two-weeks break for soldiers every month as a cost cutting measure, but ZNA members revealed that they were expected to be off duty for a month after every month.
This means members of ZNA effectively work for six months a year although they may be recalled at no notice should there be an emergency.
The army is reportedly, in addition to shortages of food, also struggling with basics such as uniforms.
This week Defence minister Sydney Sekeramayi admitted things are not well in the army and assured troops that his ministry was working tirelessly to improve their conditions of service, which have deteriorated over the years owing to poor economic conditions, which Zanu PF blames on sanctions although critics say it is because of the party’s ruinous economic policies.
“I know that for now there are challenges. These facilities are not adequate but you can be sure that the government is doing everything in its power to make sure that we have decent accommodation,” he said while addressing students of the joint command and staff on the country’s Defence Policy at the Zimbabwe Staff College.
Pastor’s Grandson Detained In Britain

After months of battling to survive under harsh and traumatizing conditions, a Zimbabwean 16 year old lad who is the grandson of a famous pastor held “captive” by the UK authorities, has suffered a mental breakdown due to post traumatic stress resulting from lack of professional and medical support, after being attacked, stabbed and apparently molested and neglected under the care of UK authorities since May 2015.
For months, his mother has been legally campaigning to get her son psychiatrically assessed to establish impact of the trauma he has been subjected to while in the care of the LB of Sutton, but her appeal fell onto deaf ears. The UK authorities were and are still determined to cover up their failures to exercise duty of care and to avoid financial litigation. They are therefore prepared to sacrifice the life of the Zimbabwean lad.
The mother has been barred from entering the UK and has been threatened with imprisonment for speaking out about her son. Her son is suffering from Post-Traumatic Stress Disorder, depression and anxiety but has received no medical attention since May 2015.
A court order has been issued, to block any contact between the lad and his family and relatives.
Yesterday 04.02.2016, the mother just received the email below sent by the boy’s solicitor apparently representing the wishes and interests of the lad, which indicates that the lad has finally been admitted in a mental health hospital.
This email was sent to the assistant of the judge presiding over this case.
What is alarming is that the solicitor, Mr (name withheld), is more concerned about the court hearing going on as usual instead of the welfare of the lad. He is a lot more worried about loss of his income in the absence of court hearings.

The Zimbabwean Lad snatched by the UK Authorities was compulsory detailed yesterday evening (3rd February) under Section 2 of the Mental Health Act 1983. He has today been conveyed to Springfield Hospital.
I anticipate that my colleagues who deal with mental health work will be instructed to make an Appeal to the Mental Health Review Tribunal as a matter of urgency.
This email is sent for His Lordship’s information only at this stage; I do not invite His Lordship to make any particular Directions arising out of it at this time.
It will still be important that the Lad is able to attend the Hearing on Friday 12th February. I would hope that any Mental Health Review Tribunal Hearing could take place prior to that date.
In the event that the Lad is still subject to compulsory detention under the Mental Health Act on 12th February, I am not sure whether any formal Order will be needed to arrange his production at the Hearing. If so, I shall write separately.
Whether the Lad remains in compulsory detention or not, I would respectfully suggest that the Local Authority will need to produce an updated interim plan for his care and (if appropriate) treatment in time for the Hearing on 12th February. If the outcome of any Appeal against the detention is not known at that stage, I would suggest that this needs to be on alternative bases. I hope that the Local Authority will do this without the need for formal direction.
I am now being led by Andrew Bagchi QC in this case, and have therefore copied him into the email as well. By coincidence Andrew Bagchi QC and I met with him for a pre-arranged conference this morning. For the avoidance of doubt, we are both of the view that he remains entirely competent to understand the proceedings and to give instructions.

Such protective measures should, as appropriate, include effective procedures for the establishment of social programmes to provide necessary support for the child and for those who have the care of the child, as well as for other forms of prevention and for identification, reporting, referral, investigation, treatment and follow-up of instances of child maltreatment described heretofore, and, as appropriate, for judicial involvement.
Article 39
States Parties shall take all appropriate measures to promote physical and psychological recovery and social reintegration of a child victim of: any form of neglect, exploitation, or abuse; torture or any other form of cruel, inhuman or degrading treatment or punishment; or armed conflicts. Such recovery and reintegration shall take place in an environment which fosters the health, self-respect and dignity of the child.
Article 25
States Parties recognize the right of a child who has been placed by the competent authorities for the purposes of care, protection or treatment of his or her physical or mental health, to a periodic review of the treatment provided to the child and all other circumstances relevant to his or her placement.
Article 28
1. States Parties recognize the right of the child to education, and with a view to achieving this right progressively and on the basis of equal opportunity
Article 3
1. In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration.
2. States Parties undertake to ensure the child such protection and care as is necessary for his or her well-being, taking into account the rights and duties of his or her parents, legal guardians, or other individuals legally responsible for him or her, and, to this end, shall take all appropriate legislative and administrative measures.
3. States Parties shall ensure that the institutions, services and facilities responsible for the care or protection of children shall conform with the standards established by competent authorities, particularly in the areas of safety, health, in the number and suitability of their staff, as well as competent supervision.
Article 5
States Parties shall respect the responsibilities, rights and duties of parents or, where applicable, the members of the extended family or community as provided for by local custom, legal guardians or other persons legally responsible for the child, to provide, in a manner consistent with the evolving capacities of the child, appropriate direction and guidance in the exercise by the child of the rights recognized in the present Convention.
Article 6
1. States Parties recognize that every child has the inherent right to life.
2. States Parties shall ensure to the maximum extent possible the survival and development of the child.
Article 9
3. States Parties shall respect the right of the child who is separated from one or both parents to maintain personal relations and direct contact with both parents on a regular basis, except if it is contrary to the child’s best interests.
Article 16
1. No child shall be subjected to arbitrary or unlawful interference with his or her privacy, family, or correspondence, nor to unlawful attacks on his or her honour and reputation.
2. The child has the right to the protection of the law against such interference or attacks.
Article 33
States Parties shall take all appropriate measures, including legislative, administrative, social and educational measures, to protect children from the illicit use of narcotic drugs and psychotropic substances as defined in the relevant international treaties, and to prevent the use of children in the illicit production and trafficking of such substances.
One starts to wonder, whether the UN Convention on Rights of Children and the Hague Convention are there to genuinely safeguard the rights of children or to enable States to abuse children in the name of protecting their wishes and feelings……
“Biometric Voting to Block NIKUV Rigging” By Elton Mangoma
By Elton Mangoma| There has been talk of a possible introduction of a Biometric Voting System or BVS in short as a way of tackling the discredited electoral system in Zimbabwe.
We as RDZ are very much against its introduction, particularly at this time and we urge other political parties and civil society to think long and hard before they indorse BVR for the following reasons:
1. BVS main advantage is to curb duplicate voting, although duplicate voting takes place, it is by far not the main methods used by ZANU PF and ZEC to rig the election. The main method used remains the people in the Zimbabwe Electoral Commission (ZEC) and the electoral system they use.
2. BVR is a computer software system and there are a number of these systems on the market. It is still a relatively new system and not yet perfect. A computer system can fail, and BVR systems have failed before. Zimbabwe cannot afford this drama and experiment at this stage.
3. A computer system can be manipulated and very few if any of the political parties and civil society have any skill to detect such manipulation. This will be giving ZANU PF and ZEC a free hand to rig with the permission of the political parties. Colleagues, you cannot control what you do not know.
4. ZANU PF and ZEC control the passwords and any override authority. These are the very people whom the Zimbabwean people do not trust. They can alter the data at any time. Remember whoever has the authority to add a voters data, can change or delete it and none of us can ever detect it.
5. A person’s features change with age, illness and for the finger prints, with hard work, sweat and dirt. Hard work, sweat and dirt is a common feature with our hard pressed and hard working people. It is a standard for those employing biometric security systems to reset every so often.
6. Lest we forget in Nigeria last election the system failed to recognise Goodluck Jonathan the then President, a clear indication on the system’s shortfall.History tells us that where BVS has been used in Africa, voting extended to more than one day due to technical failures.
7. A computer system requires electrical power, which is extremely short in Zimbabwe. Many of the rural polling stations have no electricity and are far from any facilities. A computer can fail, power can go and any backup if any, provided, can also fail. We cannot ignore the fact that the system has a lot of technicalities, which Zimbabwe is not yet well versed with as we are still lagging behind technology wise.
8. ZANU PF are masters at intimidating the voters. A BVS accompanied by computers and the whole backup equipment, will easily be a new handy and not physically violent way of intimidating voters. In the past ZANU PF would intimidate voters using cell phones, now the BVS gadgets are more sophisticated and intrusive. The intimidation will be worse.
9. These are only some of the reasons and the above list is not exhaustive.
Way Forward
One of our principles as RDZ, it is to promote free voting which means voting in a free, fair and credible election devoid of violence, intimidation and rigging.RDZ suggest the following as a way forward in levelling the electoral playing filed
10. Voter Registration
Voter registration should be continuous as per the Electoral Act. All primary schools should be turned into voter registration centers. Every Zimbabwean has a right to vote and therefore voter registration should not be used as a way of denying citizens their right to vote. In 2013 less than 5% of the 18-25years age group were registered to vote. There has been no general voter registration for the past two and a half years. THIS IS VERY SERIOUS.In 2013, 9% of Zimbabweans were turned away as not being registered.
11. VOTING USING NATIONAL IDENTITY DOCUMENTS
If ZEC continues to fail to register voters, RDZ advocates that national identity documents be used as qualification for voting, as happened in the 2013 referendum. Wherever the vote takes place it will be counted towards the ward, the constituency and the province. It has been done before; it can be done again and is subject to less manipulation.
12. Assisted voters
In 2013, a total of 6% of the voters were assisted to vote. Included in this number were perfectly literate and able voters including teachers and nurses; all this through intimidation. Some of these signed, a proper handwritten signature on the Assisted Voters register. Many neatly placed an X on very limited space. The threshold for assisted voters should be raised and all election agents agree that a voter needs to be assisted.
13. Special and Postal ballots
The special votes and the postal votes should be tabulated separately at the ward command centre and never be mixed with the ballots at any polling station.
14. It is RDZ`s position that opposition parties should be involved in the whole voting process and this entails printing of ballot papers, serialisation, distribution, voting, auditing and placement of election agents. This would help in ensuring transparency of, and bring confidence to the whole election process.
15. Voter education should be intensified and made easier, with more players being eligible to carry it out. Voter Education should not be subjected to POSA when being conducted by political parties.
16. Political violence and intimidation should be dealt with firmly and with an even hand.
17. Equal access to state Media
18. Makarau remains both secretary of the Judicial Services Commission. This means courts are under Makarau and Zimbabwe Electoral Commission (ZEC). She must leave one of these posts to avoid conflicts of interest.
HOUSE DEMOLITIONS
RDZ is totally opposed to, and strongly condemn the past and ongoing house demolitions carried out by both the heartless ZANU PF government and the MDC-T local authorities. The stands were sold to these victims by the so called land barons, none of whom have been brought before the law. The local authorities witnessed the houses being built and did nothing at that stage. This is way past being inefficient and shows how CRUEL they are. They do not care and they enjoy when the common man is suffering.
As RDZ we propose that all these housing settlements be regularised by the city fathers. Further, housing stands should be allocated to all the married couples and single parents who need them.
RDZ stands on one of our key principles of REPARATIONS, and accordingly, all the victims of house demolitions should be compensated by Government.

Gumbo Attacks Tsvangirai
Tsvangirai Unfit To Lead Coalition:Rugare Gumbo |By Terrence Mawawa, Masvingo|People First national spokesperson Rugare Gumbo says MDC leader Morgan Tsvangirai does not qualify to lead the grand coalition of opposition parties expected to topple President Robert Mugabe from power in the 2018 plebiscite.
Gumbo who was in Masvingo last Saturday to meet the Masvingo Urban executive told reporters after the meeting Mujuru was the best candidate to lead the coalition -not Tsvangirai.
Gumbo said it was vital to come up with the grand coalition but was quick to say those who come to join People First should bear in mind the top post was occupied by Mujuru. He added if Tsvangirai and his party members intended to join Mujuru, they would be given other posts to occupy.
“We are quite clear on the issue of the coalition-yes it is very essential but let it be known that Mujuru is our leader and she will also lead the coalition.
There are no two ways about it.If Tsvangirai joins us ,he will be given something else to do but he will never lead the coalition and I tell you that will never happen.We can only consider him for other positions -that is if he decides to come to us,” said Gumbo.
The People First party is expected to mount a serious challenge for the presidency in 2018, although cynics still view the project as a Mugabe creation.
Gumbo boasted that if opposition parties did not join the People First in time. they would be rendered irrelevant in 2018.
“Those who seek political relevance must come to us in time because many people are dumping their respective parties to join us and we are going to officially launch the party by the end of the month,” said Gumbo.
Former Zanu PF provincial women’s league member Letwina Muparangi was introduced at the meeting following her defection from the ruling party.
Dzikamai Mavhaire, Kudakwashe Bhasikiti and Claudious Makova were among the senior party officials who attended the meeting.
Political observers say Gumbo’s sentiments are sadly contrary to the spirit of unity in the fight against dictatorship and oppression. Some political analysts feel Mujuru has not been weaned from the Mugabe ideology.
UK:Charles Kutyauripo Murder: Teenager Charged
A teenager has been charged with murdering a 16-year-old who was stabbed after a birthday party in east London.
Munashe Charles Kutyauripo, known as Charlie, was attacked at Ashton Playing Fields following his friend’s party at Woodford social club on Saturday 9 January.
He was taken to hospital but died from a stab wound to the chest.
The 16-year-old charged with his murder will appear at Willesden Youth Court on Wednesday. – BBC
Kereke Rape Case:ZRP Cops Dodged Investigations
The trial of Dr Munyaradzi Kereke continued this Thursday at the Harare Magistrates Court with the guardian of the two complainants testifying.
The witness revealed the police were reluctant to investigate the matter to its finality.
One of the key witnesses in the trial of Dr Kereke, Mr Francis Maramwidze who fought to have the matter issued a certificate of private prosecution up to the Constitutional Court, alleges that officers at Borrowdale Police Station doctored statements by witnesses to weaken the matter.
Mr Maramwidze says some of the statements had different handwritings, an indication that they were more people who were doctoring statements.
He says he went to the Police General Headquarters Complaints Desk reporting about the conduct of the police officers close to the investigations of the matter.
Maramwidze says at one point, six police officers visited his residence seeking the signatures of the complainants to close the docket, but he refused to cooperate in such machinations.
The accused, Dr Kereke came to his house more than five times seeking the family to withdraw the charges, alleges the witness.
Dr Kereke’s defence lawyer Mr Erum Mutandiro in cross-examination argued that the witness was not telling the truth.
Meanwhile, the private prosecutor Mr Charles Hwarara has successfully applied to have the Prosecutor General ordered to release the original docket.
The private prosecutor has indicated he will call two witnesses employed by the Reserve Bank of Zimbabwe to come and testify.-State Media
Diaspora Offload $1bn Cash Into Zimbabwe
Diasporans living and working in countries such as SA, the UK and the US sent nearly $1bn back home in 2015, accounting for nearly half of foreign inflows into the cash-starved economy.
Zimbabwe is battling a liquidity crunch that has been worsened by growing weakness in the currencies of major trading partners, the South African rand and Chinese yuan.
Reserve Bank of Zimbabwe governor John Mangudya said on Thursday there had been an increase in instances of illegal externalisation of funds by both individuals and companies.
“The current scenario in Zimbabwe — for example, where firms, especially those in the extractive sectors, and individuals are externalising funds, including export sales proceeds — defies economic logic,” he said in his Monetary Policy Statement for 2016.
Remittances by Zimbabweans in the diaspora amounted to $935m in 2015, he said, “which is about 48% of total remittances, which were about $2bn” during the same year.
The central bank said that in 2015, however, as much as $684m was externalised by individuals for various purposes that included donations, investments and account transfers.
“In addition, $1.2bn in export sales proceeds were externalised by firms,” the central bank said.
Zimbabweans have also been shunning the formal banking sector although profitability in the industry had improved, with about 15 banks notching up $127.4m in aggregate net profit. Only three banks made losses in 2015, said the policy statement.
The losses by the three banks have been attributed to “increased provisioning for bad and doubtful debts” which “however, weighed down on their performance,” resulting in losses.
Bad loans and defaults are also on the decline, with the nonperforming loans to total loans ratio declining markedly from 20.45% in September 2014 to about 10.87% by the end of December 2015.
The central bank has also now put in place measures to promote the usage of plastic money and online banking. It has also sought to tighten policy measures on usage and carriage of large amounts of cash by both businesses and individuals.
“Prior reasonable notice of not less than a day should be given to financial institutions for all cash withdrawals of an equivalent amount of above $10,000,” Mr Mangudya said.
Zimbabwe is forging ahead with reforms of its banking sector to improve stability and transparency, and a bill awaiting President Robert Mugabe’s approval will jail reckless bank managers in the event of bank collapses.
Zimbabwe has been hit with bank failures in the past four years, most of them blamed on poor corporate governance and insider loans.-State Media
ADVANTAGES OF BIOMETRIC VOTING

Each body part is unique and Biometrics uses your unique identity enable to activate something or unlock something. Biometrics encompasses Voice, Vein, Eye, Fingerprint, Facial recognition and more. All information is held in a database and then can be retrieved to properly identify individuals.
The disadvantages are numerous.
What would the nation do if the voting system were hacked? Someone could erase the data so no one could vote because there is nothing to match with because the file is not there. One could also switch data around so that while it remains there it will not match.
Criminals have been known to remove fingers to open biometric locks, this could be unlikely in voting. Biometric requires a lot of data to be kept on a person, these systems are not always reliable as human beings change over time if you are ill; eyes puffy, voice hoarse or your fingers are rough from laboring for example it maybe more difficult for the machinery to identify you accurately. Every time you use Biometrics you are being tracked by a database bringing up a range of privacy issues. The final disadvantage is the expense and technical complexity of such systems. Disadvantages of a biometric voting system.
The finger print of those people working in Chemical industries are often affected. Therefore these companies should not use the finger print mode of authentication.
It is found that with age, the voice of a person differs. Also when the person has flu or throat infection the voice changes or if there there is too much noise in the environment this method may not authenticate correctly. Therefore this method of verification is not workable all the time.
For people affected with diabetes, the eyes get affected resulting in differences.
Biometrics is an expensive security solution.
Advantages of Biometrics :
* Increase security – Provide a convenient and low-cost additional tier of security.
* Reduce vote fraud by employing hard-to-forge technologies and materials, such as minimise the opportunity for identification fraud and buddy punching.
* Eliminate problems caused by lost IDs or forgotten passwords by using physiological attributes. For example, prevent unauthorised use of lost, stolen or “borrowed” ID cards.
* Integrate a wide range of biometric solutions and technologies, customer applications and databases into a robust and scalable control solution for facility and network access
* Make it possible, automatically, to know who did what, where and when.
But the technicality can make it difficult for the voter in Mudzi or Tsholotsho to realise that he/ she might not have voted. So celebrating biometric voting is still premature.

Welshman Ncube Impeachment, Stinking Lies-Chihwayi
Welshman Ncube led Movement for Democratic Change’s Spokesperson Kurauone Chihwayi on Thursday dismissed as “stinking” falsehoods reports that senior members of their party were teaming up to pass a vote of confidence against their leader.
There were reports Wednesday that efforts by some senior MDC party to impeach the former Industry and Commerce Minister were at an advanced stage.
Ncube was said to be impeached for personalising the political movement by making unilateral appointment to key party positions.
In an interview with ZimEye.com Thursday Chihwayi said the party was aware of “some” elements within the party who were struggling to collapse “our vibrant” movement.
“The MDC is too strong and too stable to be shaken by these stinking falsehoods cooked by desperate dissidents that we know,”said Chihwayi.
“King Welsh is in-charge and in control, and is not going anywhere”.
Chihwayi said those wishing to take leadership positions should wait for the party’s congress.
“The Green machine will unmask the idiots who are trying to build their profiles using falsehoods and Professor Welshman Ncube is the most sober and principled political leader on the market in Zimbabwe,”he said.
“Only an idiot can believe these baseless ouster claims, we are a happy and united family working on very exciting party programmes for our supporters and members.
“Professor Welshman Ncube is the legitimate President of the rejuvenated and lubricated MDC”.
MDC members want Welshman Ncube out
Members of the beleaguered Welshman Ncube led Movement for Democratic Change are teaming up to pass a vote of confidence against the party President, Zimeye.com can reveal.
Impeccable sources within the party in Harare claim that efforts are at an advanced stage to impeach the erstwhile leader of the party claiming to be the original MDC formed in 1999.
According to the sources Ncube is accused of failing to keep the party intact which has seen several of the party’s leaders quitting to join other opposition parties.
In an exclusive revelation, the members claim that since Professor Ncube took over the party leadership from former President Arthur Mutambara the party has been on a downward slide in all its facets from membership to financing.
In the discussions with the Zimeye correspondent, the members said that the final stroke on their patience with Ncube comes amid rumours going on within the party that several of its members and leaders have made commitments to defect enmass to the upcoming Joice Mujuru led People First. The sources claim that senior party leaders including Vice President Edwin Mushoriwa are on their way to Mujuru’s party as soon as it is launched.
The sources also accuse Ncube for singlehandedly running affairs of the party by appointing people into the party’s standing committee without consulting. The members are also accusing Ncube for allowing tribalism to grow in the party with the Matabeleland and Midlands regions being favoured in the operations of the party.
Comments from party spokesperson Kurauwone Chihwayi could not immediately be obtained.
Bonus Payments: Teachers Chide
By RTUZ |The Rural Teachers Union of Zimbabwe (RTUZ) notes the announcement coming from the Minister of Finance and Economic Development, Patrick Chinamasa, that civil servants bonuses which were due in November 2015 will be paid starting in February 2016 stretching to May 2016. This is welcome progress but we still wait for actual dates to be pronounced and the use of proper channels in communicating this government position.
While this position that Minister Chinamasa is announcing comes as sweet news to the long suffering government workers and is also a serious climb down by government which had earlier in the year declared that ‘bonuses were not a priority.’
After this insulting declaration from government, RTUZ gave the government up to the 15th of February 2016 to sort out its mess and give bonus dates or else the union would mobilize its members and other civil servants to pour into the streets of Bulawayo and Harare demanding that those that have failed must just ship out.
Hence Chinamasa’s climb down and subsequent unveiling of bonus dates is a clear victory for the union. RTUZ is however not naïve and until the bonuses are in our accounts we will remain vigilant and on stand-by to ensure that the government honours its pledge.
It must also be understood that there still a number of outstanding challenges confronting teachers and government workers in general.
Firstly the issue of the unilateral 7.5% pension deduction which the government imposed via the 2016 national budget is out of order. The government workers are still earning far below the poverty datum line hence the scheme cannot be introduced now as it will leave the workers worse off given the meager salaries they are earning.
More importantly, the pension management framework needs to be agreed on by the government workers and the government itself. Thousands of workers had their pension savings eroded when the Zim-dollar was dumped amid hyperinflation.
Corruption is also rife in the management of these pensions and there is need for a transparent and real time remittance and accounting system which will guard against abuse of the funds. As it stands no one knows where the funds are being remitted if at all. This is unacceptable and RTUZ reiterates that this scheme be stopped forthwith.
The secondly the unilateral cancellation of vacation leave for teachers is a gross violation of workers’ rights as guaranteed in section 65 of the constitution and also section 68 which guarantees the right to administrative justice.
For the government to unilaterally cancel a condition of service which was part of the employees’ contract midway into the agreement is the hallmark of unfair labour practices and as a union we will be taking this case to the Constitutional Court for redress.
If these two critical matters are not addressed with the urgency they deserve the union will turn to the streets to push this government, as we have done before, to respect its workers. Meanwhile RTUZ is consulting with its members on whether or not to take to the streets on the 26th of February 2016 if the 7.5% deductions continue.
Minister Stole Underwear
There are growing fears within Zanu PF that the ruling party’s escalating factional and succession wars could soon witness body bags, with the tone of the infighting getting nastier and uglier by the day.
Party insiders who spoke to the Daily News yesterday said they were “very worried” about the extent to which the two main factions battling for supremacy within the former liberation movement now appeared “to hate each other”.
“I think anyone who says that they are not concerned by the wars will be lying. The truth of the matter is that at the rate at which things are deteriorating, it may be a matter of time before we see body bags in places like Harare and the Midlands where factionalism is the new favourite hobby,” a Zanu PF official said.
Yesterday, Higher Education minister Jonathan Moyo ratcheted up his return fire against War Veterans minister Chris Mutsvangwa (pictured), accusing the former diplomat of being a “petticoat thief” during Zimbabwe’s struggle for independence.
This came after Mutsvangwa, said to be a key member of the party faction loyal to embattled Vice President Emmerson Mnangagwa, accused the Tsholotsho North MP of having run away from the struggle, while also alleging that the former Information Tsar was embittered that his “traitor uncle” Ndabaningi Sithole — the founding president of Zanu — had been overthrown from the leadership of the party.
Moyo shot back with interest yesterday, savaging his ministerial counterpart and under-fire Information permanent secretary George Charamba. He also cast serious political aspersions on the State daily newspaper, The Herald.
“Mutsvangwa thinks he can do to some of us what he did to (former Vice President) Joice Mujuru with Charamba’s & Herald help. Handei tione!” Moyo thundered in an acerbic twitter post.
He also accused Mutsvangwa of lying about him having deserted the armed struggle.
“It’s a lie by some bloke famed for stealing & selling underwear of female cadres from the drying line at the camps!
“Against a self glorified war vet & petticoat thief who’d steal female underwear at camps in the struggle to sell!” the sharp-tongued Moyo tweeted.
Asked by his Twitter followers if his Zanu PF camp had been toppled by the Mnangagwa faction given that he had been blacked out by State media, amid claims that Team Lacoste had now hijacked State information, Moyo retorted: “Do you mean information or disinformation?”
“Mutsvangwa: ‘I speak for Mnangagwa … & Charamba..’ Ok. Nationalists are defending President Mugabe, Party & Country!” he added, suggesting that Mutsvangwa was not supporting Mugabe, but nefariously working to prop up Mnangagwa’s mooted presidential ambitions.
Moyo also reacted with venom on Monday to threats by the pro-Mnangagwa Zimbabwe National Liberation War Veterans Association (ZNLWVA) to deal with him.
In a hard-hitting statement then, Moyo also savaged Mutsvangwa — describing him as a “rogue” factionalist and “desperate successionist”, while once again describing Charamba as a “blithering idiot”.
And in a stunning claim, Moyo also accused Mutsvangwa and his war veterans followers in the leadership of the ZNLWVA of abusing the Presidential Guard military barracks in Harare’s Dzivaresekwa high density suburb to plot their factional politics.
The biting statement followed weekend threats by the ZNLWVA secretary general, Victor Matemadanda, to bar Moyo — who together with other senior Zanu PF officials such as Local Government minister Saviour Kasukuwere and Indigenisation minister Patrick Zhuwao are seen as opposed to Mnangagwa — from attending forthcoming party politburo meetings.
“My attention has been drawn to a media statement by successionist elements in the Zimbabwe National Liberation War Veterans Association (ZNLWVA), first reported by ZBC News on Saturday evening, 30 January, 2016 and subsequently carried by NewsDay and the Daily News on Monday 1 February, 2016.
“The statement declares support for scurrilous and unprecedented political attacks on Cabinet ministers, including myself, who are also politburo members by the permanent secretary in the ministry of Media, Information and Broadcasting Services, George Charamba.
“In particular, the statement threatens to physically bar me from attending the next politburo meeting and purports to bar me from accessing the 16th Floor of Zanu PF Head Quarters, which 16th floor does not exist except only in their ignorant minds,” Moyo began his acerbic statement.
“Apparently, the said statement was issued after a provincial meeting of ZNLWVA held on Saturday, 30 January, 2016 at Dzivaresekwa Presidential Guard Barracks which was chaired by John Guta and officiated by ZNLWVA national chairman, Chris Mutsvangwa, and its secretary-general Victor Matemadanda.
“It is extraordinary and indeed scary that the Dzivaresekwa Presidential Guard Barracks was used as a venue for a meeting whose purpose was to plot and threaten physical harm against a Cabinet minister and politburo member appointed to both offices by His Excellency, the President.
“This was a gross and unacceptable abuse of a State facility. The fact that this unprecedented abuse of State barracks was officiated by (Chris) Mutsvangwa — a Cabinet minister and politburo member — not only raises eyebrows about what else was plotted, but also clearly demonstrates the extent to which Chris Mutsvangwa has gone rogue in pursuit of not just a factionalist agenda but also a desperate successionist plot,” Moyo charged.
“It should be remembered that ahead of the 2015 Zanu PF’s National People’s Conference, the same (Chris) Mutsvangwa availed his ministerial office to a shadowy youth group from which it made violent statements barring Cdes Saviour Kasukuwere, Patrick Zhuwao and myself from setting foot at the National Heroes Acre.
“Abusing a government ministerial office for that outrageous purpose was bad enough, but abusing Dzivaresekwa Presidential Guard Barracks in pursuit of a successionist plot is just going way too far.
“For the record, I wish to state that it is false and insulting to His Excellency, the President, to claim that he sent George Charamba to savage his Cabinet ministers and politburo members on public radio with all sorts of primitive insults such as “uneducated fools”; “little men” among other unprintable epithets.
“Cabinet ministers and politburo members are not civil servants, but are presidential appointees with whom His Excellency the President has direct communication as their boss.
“In the same vein and for the avoidance of doubt, I reiterate that only a blithering idiot will say or believe that I am working with Joice Mujuru’s People First project which exists only in the media,” he added.
“Finally, nobody should make the mistake of thinking for a moment that they can block me from attending a politburo meeting called and chaired by President Mugabe. That can never happen.
“Only the president can stop anyone from attending any meeting he convenes or chairs. For anyone else to seek to do that under any pretext whatsoever will be tantamount to usurping the president’s prerogative and authority, something which is not different from a successionist attempt at a coup,” he said in conclusion. -DailyNews
Mujuru Trauma:Zanu PF Suspends Eight Councillors
By Terrence Mawawa Masvingo| The faction-ridden ruling party, Zanu PF has suspended eight councillors thought to be sympathetic to former Vice President Joice Mujuru.
The troubled ruling party has been flexing muscles on factional battles ignoring the hunger ravaging the province of Masvingo and the suspension of the eight councillors has further plunged Zanu PF into chaos.
The provincial executive last week suspended the eight councillors from Bikita accusing them of working with Mujuru to destroy the ruling party. Among the affected are Dakarai Chikotomere of ward 6 Nathan Zeya, ward 8, Thomas Mafanise (ward 16) and Pearson Mutume of ward 24.
Councillor Mafanise conceded the ruling party was torn by internal strife adding the suspension was a result of endless factional battles in Zanu PF.
“It is true we were suspended for allegedly working with Mujuru but the fact is there is more to it.The suspension is a result of factional battles in the party. We were given suspension letters by senior provincial officers. The allegations are that we are leaking information to Mujuru .It is stated clearly in the letter that the party has resolved to suspend me because of working with Mujuru -among other accusations.I have also been accused of absconding party meetings, ” said Mafanise.
Zanu PF provincial chairman Ezra Chadzamira confirmed the suspensions while Political Commissar Jeppy Jaboon said the ruling party did not regret the move and the executive would work tirelessly to flush out rogue elements in the party.
Party insiders yesterday said the move to suspend the councillors was a result of the CIO video filming of Mujuru’s secret meeting. It is understood the video clip has been shown to President Robert Mugabe and many heads are expected to roll when Mugabe comes to Masvingo province for his birthday bash later this month.
Councillor Zeya said he would move on with his political career if he is expelled from the ruling party while sources said the eight suspended councillors have already joined Mujuru’s People First.
Naked ZRP Cop Caught In The Act in Secret Bedroom, Thoroughly Bashed
By Terrence Mawawa Gutu| A police officer based at Gutu Police Camp was thoroughly bashed by his wife after being caught at his secret hide out – his girlfriend’s house on the 23rd January.
According to court records, the incident happened last week at a house in Hwiru suburb, Mupandawana town when Shawman Mahuda was caught stark naked with his girlfriend after his wife Florence Tapfumaneyi got a tip-off from a friend, ZimEye.com can reveal.
The irate Tapfumaneyi then went to the house armed with a stick and ordered Memory Rukave(Mahuda’s girlfriend) to open the door. On gaining entry into the house, Tapfumaneyi slapped Rukave several times and ordered her out of the house before charging for Mahuda who fled to the bathroom.
In a fit of rage Tapfumaneyi assaulted her husband several times all over his body until he became unconscious.
Mahuda was rushed to Gutu Mission Hospital where a medical report was compiled, leading to Tapfumaneyi’s arrest . The case was heard before the Gutu magistrate’s court last week.
However Mahuda claimed his wife chased him out of their matrimonal home such that he had to seek refuge at Rukave’s place.
Cases of domestic violence are on the increase across the country as a result of various factors including the current socio-economic challenges. Sources close to Mahuda also claimed he was avenging his wife’s cheating tendencies. The sources further alleged his wife ordered him to move out of the house following a series of heated arguments.
Army Scare: Jonathan Moyo Flops

of Prof. Johnathan Moyo’s press statement precipitated by a meeting he indicates, was conducted on Saturday, 30th January 2016 at Dzivarasekwa Presidential Barracks, chaired by John Guta and officiated by ZNLWVA National Chairman, Chris Mutsvangwa and its Secretary General Victor Matemadanda.
My amusement stems from Prof. Moyo’s seeming naivety and the level of ignorance or possible selective amnesia that the learned Zanu PF Professor has pertaining to the extent of involvement of the army and security forces in the cogs of Zanu PF’s machinery. It baffles the mind how Moyo can profess ignorance to how closely knit the army are to the war vets, when in 2002, whilst holding the post of Minister of Information, and a member of the Party and therefore undeniably privy to the Press Conference convened by the late General Vitalis Zvinavashe together with all the service chiefs where the late General declared;
“To this end, let it be known that the highest office in the land is a ‘straightjacket’ whose occupant is expected to observe the objectives of the liberation struggle. We will, therefore, not accept, let alone support or salute anyone with a different agenda that threatens the very existence of our sovereignty, our country and our people.” In all honesty, he does not understand the ties between the war vets, the army and the Party? Maybe the question should rather be directed at establishing Moyo’s own war credentials?
Therefore, for him to make utterances that the venue of the appointed meeting was “a gross and unacceptable abuse of a State facility” and that news of the meeting was “extraordinary and indeed scary” can not help but bring a smile to one’s face.
It is laughable that when the attack is targeted at him directly, the involvement of the army becomes “scary” and “an abuse”, however when the state machinery is unleashed in Tsholotsho to create fear and intimidation within the electorate to win him a seat in Parliament, it is acceptable and sadly commonplace.
When a meeting has the purported agenda “to plot and threaten physical harm against a Cabinet Minister and Politburo member appointed to both offices by His Excellency, the President” it becomes an issue to be highlighted and demeaned and yet when meetings are held for the intention of planning to unleash a reign of terror on innocent victims who have “elected” His Excellency, the President, who in turn subsequently has the authority to appoint Cabinet Minister and Politburo member, then it is business as usual. What hypocrisy!
Nonetheless, when you then delve deeper into the history and background of our dear Professor, you will soon learn that such seemingly confused rantings and ravings are actually the norm in his flip-flopping political career.
The war vets have been and will always be the army’s last line of defence and should always be respected for the pivotal role they played in the liberation of Zimbabwe. This respect is not uncommon and is practised in other countries world-wide. Even the opposition show more respect for the war vets than that of which we are witnessing from Moyo and certain factions within the Zanu PF party. As the last line of defence, and therefore an extended arm of the army, why would it be strange for war vets to convene at an army facility? It seems the involvement of war veterans only becomes flabbergasting and threatening when the tables have turned. I could quote countless examples where Moyo has been seen to be allegedly entangled or presumed working in cahoots with the army; the Baba Jukwa debacle involving Edmund Kudzayi being one such that comes to mind.
It is lamentable that Moyo talks of “Abusing a Government Ministerial office” now that he is no longer the Minister of Information with the capacity to abuse the media system to his advantage. This systematic exploitation was clearly averred during the relentless attack on Mai Mujuru preceding her expulsion from Zanu PF. In this instance, Prof. Moyo seemingly made it his full time employ to churn out unfounded reports pertaining to the alleged cabal and unsubstantiated plots to overthrow His Excellency, Cde R. G. Mugabe much to the detriment of all those targeted and of which outcome is now common knowledge.
However, looking at the brighter side, if this experience has indeed enlightened him on the devious modus operandi of Zanu PF then we must celebrate that his eyes are now open. Vana vembwa havasvinure musi mumwe and we are happy to note that he can finally see clearly now. Furthermore if he has indeed now seen the light, then we certainly welcome him to join us in the fight for electoral reforms although I hasten to advise him that the fight cannot be fought from within and he would therefore have to resign honourably and be incorporated accordingly.
Being a political scientist does not make one a politician and this fact would probably assist the Professor in finding his niche which is certainly far from the maddening crowd. He could possibly best be suited to formulating policies more befitting to his Ministry of Higher and Tertiary Education, Science and Technology Development in order to benefit the Nation at large.
It further surprises me that Moyo has elected to rush to release a press statement in attack of the aforementioned meeting and its purported agenda and yet I, and I believe the general populace, are still waiting with baited breath to be made privy of details pertaining to the good Professor’s alleged carnal persuasions. I must emphasise here that this is in no way meant to be offensive to those that have openly declared their preferences. However this sham where we have certain leaders that clandestinely practise such controversial activities in emphatic defiance to their leader’s beliefs and tenets is abhorred. Where one is trapped in such a situation, I am sure that GALZ is ready to welcome you with open arms.
I do not have anything personal against you, this is just a matter of principle and consistency. I was prompted to make these submissions firstly as a tax payer concerned at your wanton waste of the tax payers hard earned monies and secondly as a victim of your baseless and unfounded accusations during your smear campaign against me where you unashamedly were perceived to have abused your portfolio as the Information Minister to relentlessly attack me during the Billy Rautenbach episode. Here I was labelled as corrupt and underhanded and yet you are reported to have gone on to engage the same Billy over the same matter and it was further discovered that you too were entertained with a helicopter trip and hosted as a visitor to Chisumbanje where to this day we strangely witness that ethanol prices are still higher than that of diesel in contradiction to the intended objective.
On another occasion, through the media, under your control, I was implicated as a member of the “Dirty Dozen” and yet until today you have not explained how you acquired your wealth or were pardoned by the Ford Foundation, who I might emphasise, are heavily aligned to the CIA, after you were charged with the theft of hundreds of thousands of United States dollars from the Foundation. The dilemma is the question relating to the wisdom of those who continue to appoint you.
In parting Professor, you may have destroyed Mai Mujuru but you will not destroy Zimbabwe with your meddlesome interference, no “Nutty” no!

ZIFA still Zipped, Silent on Pasuwa Contract
The Sports Commission are optimistic Callisto Pasuwa’s contract talks with ZIFA will be concluded on time and they do not anticipate the usual problems with the coach when the Warriors begin their preparations for the 2017 Africa Cup of Nations soccer qualifiers against Swaziland next month.
The negotiations have failed to take off this week because key members of the ZIFA board who include association president Philip Chiyangwa, chief executive Jonathan Mashingaidze and chairman of the High Performance Committee Edzai Kasinauyo, who has been spearheading the dialogue, are out of the country.
However, from the previous engagements it appeared the talks had come to a dead end after the association had failed to agree with the coach, especially on critical issues to do with the duration of the contract and remuneration; and ZIFA had roped in the Sports Commission to mediate.
Sports Commission director-general Charles Nhemachena yesterday said the prospects looked positive after engaging both parties and is hoping that ZIFA will not leave it until late before they resume the talks.
“Let me make it clear that our role in this issue is only limited to helping them find each other and in the event that they are able to reach an agreement, even without our involvement, we will not interfere.
“We only came in because ZIFA had said they had reached an impasse with the coach and they wanted someone to mediate between the two parties.
“But from our discussion it showed that there is a spirit of goodwill on both sides. The matter had not been finalised before the CHAN tournament and hopefully they will use the post-CHAN period to work things out. I don’t think anything has changed.
“They all want to move on and the fact that the coach agreed to go to CHAN and that ZIFA assured him of the safety of his job all points to the fact that this will be resolved amicably,” said Nhemachena.
“When we last talked, it seemed things were moving in the positive and there were still offers and counter-offers at the confidential stage that divulging them will not be in the right spirit of confidentiality.
“It’s unfortunate the president and the CEO (of ZIFA) are out of the country (at the moment) and we are hoping they should be back by the weekend. We then expect to get more consultations on that,” said Nhemachena.
Zimbabwe are expected to resume their African Cup of Nations qualifiers with back-to-back fixtures against Swaziland later next month.
Both matches should be played inside seven days between March 23 and March 29 and the Warriors will start the first leg away as they seek to cement their place in the group.
Zimbabwe are currently second behind Swaziland after two games and have four points in the bag, the same with Sihlangu who are the surprise packages at this stage.
Nhemachena said they are not anticipating the same problems they faced last year when the Warriors coach Pasuwa twice walked away just before crucial assignments against Malawi in the opening Afcon qualifier which the Warriors won 2-1 away and again in the CHAN qualifier against the Comoros.
Pasuwa’s manager Gibson Mahachi yesterday said they are still to hear from ZIFA on the way forward. However, ZIFA president Chiyangwa this week assured the coach of his job despite the team’s failure at the CHAN tournament.
The Warriors fell at the first hurdle at the tournament in Rwanda and the poor run has been attributed to a number of factors that also include inadequate preparations.
Mahachi said the coach has committed himself to the Warriors cause but wanted a fair deal from his paymasters. But it emerged yesterday that the key people at ZIFA have gone to Dubai on undisclosed business and may only return tomorrow.
“We haven’t heard a word from ZIFA. They haven’t said anything since the team returned from the CHAN tournament and we are still waiting for them to communicate,” said Mahachi.-State Media
Mnangagwa “Defends” Tomana Arrest
The latest developments in the arrest of Prosecutor General Johannes Tomana took centre stage yesterday with Vice President Emmerson Mnangagwa appearing to defend the man’s arrest.
Mnangagwa was grilled by MPs on the constitutionality of Tomana’s arrest to which the VP blocked the discussion claiming it would be subjudicial. MDC-T legislator Mr Amos Chibaya asked leader of Government business in Parliament Vice President Emmerson Mnangagwa the constitutionality of the arrest of Mr Tomana whose office, the Constitution says was independent.
VP Mnangagwa also oversees the Ministry of Justice, Legal and Parliamentary Affairs.
Mr Chibaya cited Section 260 (1) (a) of the Constitution which states that; “Subject to this Constitution, the Prosecutor-General is independent and is not subject to the direction or control of anyone.”
Said Mr Chibaya: “The Constitution of this country is very clear that the Prosecutor-General is independent. What is Government position on his arrest given that no one should interfere with his prosecutorial role?”
But VP Mnangagwa said: “I am glad that the honourable member has asked that question and of course, he has exhibited his knowledge about the Constitution in relation to the Prosecutor-General.
“The small extension which he did not get in his vocabulary is that when a case is in court, it is sub judice for debate.”
This prompted another MDC-T legislator, Mr Nelson Chamisa to challenge VP Mnangagwa’ submissions arguing that the issue under debate was not sub judice.
“It is with a heavy heart that I have to come to an opposite conclusion with my learned colleague who happens to be the Vice President of the Republic,” said Mr Chamisa.
“What is sub judice is not what is being asked. It is the practice which has nothing to do with what is under consideration of the court. What is being asked by honourable Chibaya is what we associate with the practice of the infraction and perforation of constitutionalism. I think the honourable Vice President knows that this is a very serious issue. Section 119 of the Constitution gives the power to Parliament to make sure that constitutionalism is respected, is a religion, is a practice and is a habit.
“What we are seeing is a negation of that principle. I think the honourable Vice President will do justice to us as Minister of Justice to give us a just answer. I know we cannot expect anything less than justice from the Minister of Justice.” But VP Mnangagwa stood his ground insisting that the matter was before the courts, as such, he could not debate it.
“The honourable learned junior colleague of mine (Mr Chamisa) has spoken well. He has said that I am the Minister of Justice and he has all that respect. I do not know why if he respects me, he does not respect my advice that the matter currently, is sub judice and cannot be debated.
“Time will come when we can debate those issues. But for now, the matter is in court — which means that we respect the rule of law,” said VP Mnangagwa.
Mr Tomana appeared in Court on Tuesday charged with criminal abuse of duty as a public officer or alternatively defeating or obstructing the course of justice after he allegedly ordered the release of two men suspected of trying to petrol-bomb the First Family’s Alpha Omega Dairy farm in Mazowe.
Meanwhile, National Assembly Speaker, Advocate Jacob Mudenda said Parliament would soon push contempt of Parliament charges against legislators who miss question time every Wednesday without excuse. He was responding to a question on why Cabinet ministers continued to abscond from question time.
“We have three names of ministers who have sought apology. The rest, I am not aware of what is happening. My ruling is that this becomes the last appeal and in future which means next week, we will then proceed with Contempt of Parliament in terms of Section 107 (2) of the Constitution,” ruled Adv Mudenda.

Bonus Payment Dates Finally Revealed
Civil servants will start receiving their 2015 bonuses this month, with members of the defence forces being the first, while the rest of Government workers will get their 13th cheques between February and May.
This was disclosed by Finance and Economic Development Minister Patrick Chinamasa to The Herald yesterday, as Treasury moves in to fulfil the pledge made by President Mugabe last year that despite cash flow constraints, civil servants will get their bonuses.
Members of the defence forces — who include the Zimbabwe National Army and the Air Force of Zimbabwe — the minister said, will be paid this month, followed by the Zimbabwe Republic Police, Zimbabwe Prisons and Correctional Services and the Health sector in March.
The education sector, which has the highest number of employees in Government, will get their bonuses in April while the rest of the civil service and grant-aided institutions will be paid in May. Minister Chinamasa said due to cash flow challenges, a one off payment was impossible hence the route to stagger the bonuses.
“For the benefit of the public and other relevant stakeholders, I wish to advise that Government remains committed to honouring its 2015 bonus obligations to its employees,” he said.
“As you are already aware, Government is currently experiencing cash flow constraints, which makes it untenable to effect a bullet payment.
“To allow room to mobilise the required resources, Government will be staggering the payment of bonuses for public servants beginning this month and until May 2016.”
Anxiety had gripped Government workers who constantly demanded that Government announces the dates when the bonuses would be paid.
Minister Chinamasa said specific pay dates will be communicated upon mobilisation of the requisite resources, adding that, “Treasury sincerely regrets all the inconvenience caused.”
In previous years, Government staggered the bonuses due to cash flow challenges and some workers received their 13th cheque as late as January instead of the traditional November.
Due to tight fiscal space, Minister Chinamasa had early last year contemplated suspending payment of bonuses for 2015 and 2016 to create space for funding Zim-Asset.
The move irked civil servants and President Mugabe overturned the suspension saying “when Government bestows a benefit on civil servants, that benefit cannot be withdrawn because it has become a right.”
Last month, Government had to change pay dates for its workers with the last batch getting their salaries on January 5.
Government later met civil servants’ representatives and gave them specific pay dates when their salaries would be paid.
All workers got their salaries as announced and the employer promised constant pay dates this year.
Delays in the payment of the 2015 bonuses saw some civil servants threatening to strike not before their representatives met Reserve Bank of Zimbabwe Governor Dr John Mangudya who took them through what Government had in its coffers at that time.
This satisfied the representatives who subsequently ruled out the industrial action. At least 83 percent of Government revenue is servicing salaries, a development that stifles economic growth.
Government has come up with a number of strategies to reduce the wage bill and is rationalising the civil service following an audit carried out last year by the Civil Service Commission.
Student teachers and trainees’ allowances have been reduced from $329 to $157, while salaries for teachers at private and trust schools have been terminated.
All vacant posts have been abolished, bus fare for civil servants has been reintroduced, under-used staff is being redeployed, funding of bridging courses has been scrapped while all members who were abusing various types of leave, tampering with pay sheets and attendance registers have been charged.
At the same time, no teacher will go on vacation leave as there is no money to pay relief teachers who will replace them for the three months they will be away.
Government has also reintroduced a 7,5 percent pension contribution, which had been shelved since 2009 when every civil servant was getting $100.-State Media
Tomana’s Arrest – Full Legal Points, Preliminary
By Professor Lovemore Madhuku | The arrest of the Prosecutor General and his subsequent placement on remand on criminal charges of abuse of office are unconstitutional acts. It is premature and therefore unconstitutional to arrest and charge a Prosecutor General for alleged acts of misconduct arising from the performance of his duties before invoking the procedures in the Constitution that deal with acts of misconduct by a person occupying that office.
Premature and unconstitutional.
There are two types of criminal offences that may be committed by a person occupying the office of Prosecutor- General.
The first set of offences are those not related to performance of his duties as a Prosecutor-General. These are offences where, in conducting himself in the manner that leads to allegations of criminal misconduct, the Prosecutor General cannot be said to be doing his job. Most of our offences fall here, such as murder, bribery, negligent driving and so on. For example, if the Prosecutor General shoots and kills a subordinate who is disagreeing with him, he/she cannot escape an arrest and/or prosecution. Or if he assaults his wife, he is subject to arrest. For this set of offences( call them category 1), the Prosecutor General (just like a judge) is not immune to arrest and/or prosecution. Judges may be arrested for criminal misconduct as long as the acts involved are not the very performance of their duty. This is what happened in the case of Justice Paradza(2003) who was accused of obstructing the course of justice by allegedly attempting to influence the decision of a fellow judge. Paradza himself was not presiding over the matter and his alleged conduct was not a performance of a duty. It would have been different had Paradza himself been presiding over the matter and had corruptly granted bail. He would have fallen in the second category below. The Supreme Court was therefore correct in the Paradza case when it upheld his arrest because the offence fell in the first set of offences.
The second set of offences(call them category 2) are those arising from his duties as a Prosecutor- General, such as where he abuses his/her office and corruptly favours a person or acts with bias. Here the Constitution protects him/her from immediate arrest. There is a long mandatory procedure that must be followed before an arrest no matter how serious the alleged criminal misconduct. This is because of sections 259 and 260 of the Constitution.
Section 260(1) of the Constitution is explicit that the Prosecutor- General “is independent and is not subject to the direction or control of anyone and must exercise his or her functions impartially and without fear, favour, prejudice or bias”.
What this means at law is that the Prosecutor General, while performing his duties, is allowed to make mistakes, commit errors of judgment or even abuse his office without answering to anyone including the President. If anyone believes that the Prosecutor General has abused his office in the course of performing his duties to the extent of committing a criminal offence, the scheme of the Constitution is that the question of removing the Prosecutor General from office must first be investigated by a tribunal provided for in the Constitution before any arrest and/or prosecution. It is only that tribunal that can determine whether or not in the purported performance of his duties, there was an improper abuse of office. The logic of the Constitution is that only a tribunal of experts can scrutinise the decisions of the Prosecutor-General and determine whether there was a gross abuse of power warranting removal from office. Police officers are not qualified and are prohibited by the Constitution from scrutinising the performance of duties by a Prosecutor-General and determine whether or not a given decision is a criminal abuse of office.
If the tribunal regards any abuse of power as not warranting removal from office, the Prosecutor-General must remain in office and cannot be arrested. In other words, where he/she is performing his duties whether properly or improperly, there are only two options: either he/she is in office and cannot be interfered with in any way or he/she is removed from office, thus paving way for an arrest or prosecution. There is no room for the arrest and/or prosecution of a sitting Prosecutor-General in relation to the second set of offences (that is, those emanating from the performance of his/her duties).This places the Prosecutor-General in the same position as a judge. If a judge corruptly grants judgment in favour of a party in court proceedings, he/she cannot be arrested immediately merely because a police officer believes the court order came from an act of corruption. The judge cannot be arrested for the judgment itself (category 2) but may be arrested for the separate act of receiving a bribe because the receipt of a bribe is not the performance of a judicial duty(category 1).
The law of Zimbabwe in relation to judges and the Prosecutor-General is therefore as follows: if the alleged act of criminal misconduct is not arising in the course of performance of a duty, a judge or Prosecutor-General may be arrested, like any other person. This is what happened in the case of Justice Paradza If, however, the alleged act of misconduct is arising from his/her performance of duties, in other words, where the alleged act of misconduct is an improper performance of a duty, there is no room for an arrest before invoking the procedures that require the appointment of a tribunal. Our law does not permit the immediate arrest of a sitting judge or Prosecutor-General on allegations arising from the performance of their duties. Upon removal from office, a former Prosecutor-General or former judge may be arrested and prosecuted for the very same acts that led to his/her removal from office if the acts complained of also constitute a criminal offence.
In the case of the Prosecutor-General, the decision of whether or not to prosecute was his alone under the Constitution. If anyone believed that that decision was a criminal abuse of office, the only recourse in that circumstance was for the President to appoint a tribunal. The Constitution automatically places the Prosecutor-General on suspension immediately upon the appointment of a tribunal by the President. That is what ought to have happened in this case, not the arrest of the Prosecutor-General.It would have been different if the Prosecutor-General had been arrested for the separate offence of say, receiving a bribe to influence his decision(category 1) and not for his decision itself (category 2).
Now to avoid serious complications that would arise from what has already happened and to safeguard the rule of law, the President has no option but to appoint a tribunal under section 187 so that the Prosecutor-General is automatically suspended pending the outcome of the investigations by the tribunal. This would allow a clean way for the return of the Prosecutor-General to his office.
Zuma Defeated, Agrees to Repay Nkandla Cash
JOHANNESBURG – South Africa’s President Jacob Zuma has agreed to repay some of the $23m (£15m) the government controversially spent on upgrading his private rural home.
In 2014, a report by the public protector said Mr Zuma had “benefited unduly” from the upgrades.
Mr Zuma said the auditor-general and finance minister should determine how much he should repay to end the dispute.
The announcement comes a week before a constitutional hearing on the matter.
The refurbishment of the residence in the village of Nkandla, in Mr Zuma’s home province of KwaZulu-Natal, has turned into a major political controversy in South Africa.
Some of of the money was spent on building an amphitheatre, swimming pool, and cattle enclosure.
The opposition Democratic Alliance (DA) and Julius Malema’s Economic Freedom Fighters (EFF), who have called for a corruption investigation, say they are pressing ahead with their court case regardless of the president’s latest offer.

ARREST OF PROSECUTOR GENERAL AN ASSAULT ON THE RULE OF LAW AND THE JUSTICE DELIVERY SYSTEM
Zimbabwe Lawyers for Human Rights (ZLHR) is disturbed by the arrest and detention of the Prosecutor General, Johannes Tomana, on 1 February 2016 and his appearance in court the following afternoon on charges of criminal abuse of office or alternatively obstructing the course of justice.
The independence of the prosecutorial authority in Zimbabwe is constitutionally protected. Further safeguards exist under regional and international law. These provisions empower prosecutors to exercise their functions impartially and without fear or favour. As the head of the National Prosecuting Authority (NPA), the Prosecutor General is entitled to such protection.
Where such powers have been exceeded in the past, the Prosecutor General has been called to order by the courts through civil – and not criminal – litigation. Some examples include the misuse of section 121 of the Criminal Procedure and Evidence Act (CPEA) and his refusal to issue certificates nolle prosecui to allow private prosecutions. The important point to note is that, in those and other cases, Mr. Tomana’s powers were successfully challenged through competent courts of law.
This is how state and non-state actors behave in a constitutional democracy that respects the rule of law. Arresting and detaining the head of an independent prosecutorial authority purportedly due to disagreements on how he has decided to prosecute a matter is not correct; neither is it in any way acceptable.
Such behaviour is a direct assault on the Office of the Prosecutor General and the independence of the NPA as an institution. It is an attack on the justice delivery system and the Constitution. It has the additional chilling effect on members of the legal profession of forcing them to act arbitrarily out of fear of the consequences of their actions and decisions, rather than encouraging professionalism, respect for the law, and compliance with their mandate as officers of the court to all people, equally.
It is for this reason that ZLHR has successfully defended numerous public and private sector lawyers charged with obstruction of justice when they were simply carrying out their professional mandate. It is also why we have challenged and continue to call for the constitutional review of the provision of criminal abuse of office. It is arbitrary. It continues to be abused. We are encouraged to note that our efforts to ensure the removal of section 121 of the CPEA have now protected a fellow legal officer from being further persecuted.
This assault on a constitutional office is unacceptable. Such action must be swiftly and aggressively punished in order to ensure that it is not and can never be used to control any person holding the office of the Prosecutor General or their subordinates, and to encourage professional and public confidence in Zimbabwe’s justice delivery system and the proper administration of justice.-ZLHR
ZANU PF Donor Attacked, Farm Seized
A 66-year-old farmer and long time Zanu PF donor, Yvonne Goddard, who funded the party’s 2005 provincial elections campaign and provincial conference in 2001 has been kicked out of her CrestaIbeka Farm on the outskirts of the city, inspite of her benevolence.
The widow, who had lived on the farm for the past 45 years, learnt the hard way that one good turn does not automatically deserve another, after newly-elected Zanu PF provincial chairperson, Ezra Chadzamira, grabbed her 120-hectare dairy farm, leaving her destitute in the process.
Chadzamira yesterday declined to comment on the matter, although he recently told the media that his takeover of the farm was above board, claiming Goddard was underutilising the property.
“The farm was not being fully utilised. We could not just watch the land lie idle yet it has the potential to grow the economy,” he was quoted saying.
In a bid to protect her property from the violent 2000 land seizures, Yvonne and her late husband, Graham had been funding Zanu PF since the formation of the opposition Movement for Democratic Change party (MDC) led by Morgan Tsvangirai.
Leaked documents in our possession reveal that the Goddards paid ZW$20 000 in February 2001 for the “successful” hosting of the party’s provincial conference.
A letter of acknowledgement from the then Zanu PF provincial chairperson, Simbarashe Mumbengegwi, dated February 26 2001, reads; “Re; Donations received. Thank you for your donation of $20 000 cash towards the Zanu PF provincial conference.
“We are very grateful for all the trouble you have taken to support our cause. We realise the difficulties faced by business these days, making us all the more appreciative of your donation.”
Mumbengegwi went an extra mile by adding a handwritten post script (P/S) which reads: “I would like to meet you in person to thank you again for such a generous support”
In 2005, the couple again oiled the ruling party’s election campaign machinery with a cash donation of ZW$1 000 000.
In another stamped letter, with a receipt with the party’s logo (number 48811), dated June 27, 2005, then provincial treasurer, Lovemore Matuke, thanked the couple for the support.
“On behalf of the party, I wish to express my profound gratitude and sincere appreciation for the donation towards the 2005 parliamentary elections.
“Your donations will go a long way in assisting the party. Once again, I wish to thank you sincerely for supporting the party,” reads the letter.
This is not the first time Zanu PF has turned on its funders, as former liberation war financier, Allan Munn’s family recently had its Mashonganyika Farm in Goromonzi grabbed by First Lady Grace Mugabe’s aide, Deputy Police Commissioner Olga Bungu.
Munn was heavily involved in the liberation struggle, fighting in Zanu PF’s corner and later played a pivotal role the negotiations leading up to the September Declaration and the signing of 1979 Lancaster House Agreement, which culminated in Zimbabwe’s independence in 1980.-Newsday/SouthernEye
Mujuru Aide “who had Sex with Jairos Jiri’s Wife” Sues Zanu PF
By Terrence Mawawa, Masvingo| Former Zanu PF Central Committee member Claudius Makova is locked in a fierce wrangle with the Bikita District Coordinating Committee over office furniture he donated to the ruling party.
Makova who was expelled from the ruling party has since joined former Vice President Joice Mujuru’s People First. The man is determined to take the furniture he donated to the ruling party but Zanu PF hawks in Bikita have refused to hand over the property.
Sources told ZimEye.com Makova sent one of his assistants, Kudakwashe Gopo to take the furniture but he was denied entry into the Zanu PF offices, prompting Makova to take legal action . Although Makova could not be reached for a comment, papers seen by ZimEye.com reveal Makova and Gopo submitted a claim to the Bikita Magistrate’s Court in a bid to recover the donated furniture.
“Due to the false allegations levelled against the Plaintiff, the Plaintiff’s reputation was impaired and or maliciously injured. Plaintiff submits that it is just and equitable that damages be awarded in his favour in the sum of US $ 10 000 … ,” read the papers.
Meanwhile the Zanu PF Bikita DCC has accused Makova of attempting to smuggle party property to Mujuru’s People First.
A party official closely linked to Bikita DCC chairman, Isaac Mashanda, said the ruling party would not surrender its furniture to a traitor.
“Makova is desperate and confused and what makes him think he has the right to take Zanu PF furniture-he is daydreaming. He must concentrate on the People First business and leave Zanu PF alone. We are busy preparing for the 21st February Movement celebrations and we have no time to attend to Makova’s hogwash,” said the official based at the Bikita DCC office at Nyika Growth Point.
Zanu PF has a well known history of ignoring court rulings and it remains to be seen whether Makova is going to win his case againsts the ruling party. At present Makoba has other allegations against him involving the manner in which he snatched the wife of the late philanthropist Jairos Jiri and presided over the destruction of the charity organisation bringing it down to a mere vacation centre that actually charges vulnerable disabled people.
Observers say the refusal by Zanu PF to hand over furniture reflects the party’s culture of intimidation and flagrant disregard of democratic voices.
Zanu PF even refused to hand over power after its ignominious electoral defeat in the 2008 watershed polls.

An explosion has hit Robert Mugabe’s ZANU PF party and in no time from now the organisation that once was the talk of the entire African continent, will be no more, all culminating with Robert Mugabe’s exit from human life.
The imminent elimination of the Grace Mugabe backed Professor Jonathan Moyo, coinciding on the other hand with Vice President Emmerson Mnangagwa and his war veteran faction camp, is to leave Robert Mugabe’s power stranglehold for the first time, completely vulnerable. With ZANU PF fiery elements at present already calling for Mnangagwa’s ouster – in a matter of weeks from today, Mugabe will have unwittingly destroyed himself forever….and his party miserably both imploded and exploded of its own volition, as it becometh clear the future of this country lies in neither Joice Mujuru, Morgan Tsvangirai, nor restless western elements, but simply in the self-dissipation of Mugabe’s ZANU PF. The party of so called “comrades” will disappear together with its cancerous culture of Human Worship that has infected the human soul this side of the Limpopo.
All this became evident this week with the humiliating arrest of Mugabe strongman and once highly feared Prosecutor General, Johannes Tomana on Monday.
His arrest came within hours of the State broadsheet media printing a string of tabloid articles attacking Grace Mugabe’s spin doctor Jonathan Moyo. The tabloids, one after the other, were splattered in the similitude of the debilitating Joice Mujuru ouster frenzy 14 months ago.
There are now two scenarios predicted by analysts and both of them ominously signal the sudden end of ZANU PF, as ZimEye reports. The first scenario is of ZANU PF imploding and by the day of Mugabe’s natural exit from human life, there will be no party to talk about. The other projection is of an explosion that will see the entire state machinery failing to hold and this will blast greater confusion that in the first scenario, a typical scatter that is of civil conflict dimensions.

Factionalists and secessionists without institutional memory and emotional attachment to the liberation struggle are behind the current disharmony in the revolutionary ZANU-PF party, war veterans’ leader Christopher Mutsvangwa, has said. In a no-holds-barred interview recently, Mutsvangwa, who is the Zimbabwe National Liberation War Veterans Association chairperson and also the Minister of Welfare Services for War Veterans, War Collaborators, Former Political Detainees and Restrictees, said some people with dubious histories were fomenting divisions.
“There are certain people with dubious histories who are causing divisions in the party. Like all opportunists, all these so-called G40s (Generation 40) must have the courage of their convictions and form their own party like what Morgan Tsvangriai did. They must not try to appropriate a party that so many people worked and died for, to refashion it into their own images,” said Mutsvangwa.
Mutsvangwa said some “arrivistes” with overblown egos suffering from mental amnesia had hatched a plan to purge all former freedom fighters in the vain hope of one day taking over the revolutionary party.
“There is a certain professor who thinks that the status and glories accorded to him in the party and with an overblown ego thinks that he can one day be the leader. He suffers from mental amnesia about his truancy at the crucial stage of the armed struggle. And has affinity to his uncle who was dethroned from the army and later commanded an army against the liberation struggle. Everybody knows Ndabaningi Sithole and his retrogressive role in the struggle,” Mutsvangwa said.
He said the same professor was on record seeking the posthumous rehabilitation of Sithole. Mutsvangwa said the G40 was the brainchild of Professor Jonathan Moyo, the Minister of Higher and Tertiary Education, Science and Technology Development, who penned an article advocating for the usurpation of power by younger people in ZANU-PF.
“The criteria for its identification and existence can be traced to the person who authored it. It was in an article, which recently appeared in the Press where the same professor talked about the G40. How do you deny something which has been penned by the person who organises it? How do you deny it for him?” Mutsvangwa said.
He said Prof Moyo and his cohorts were irreverent to those who fought the war in the 1950s and 1960s and was patronising young people in order to claim leadership based on age and experience as he could not confront his peers.
“We are not surprised that he is brazenly questioning the ethos, conduct and inheritance of a war, which he absconded from, which he was a coward to fight. Now he wants the glory of that victory to become his pedestal to become a new power broker in Zimbabwe.
“We will not accept Moyo as a power broker in Zimbabwe. If he wanted to be a power broker he should have remained throughout the struggle and, if he had remained in the struggle, I want to question whether he would have remained with his life, because in the struggle, there was a lottery for lives and many people perished.”
Mutsvangwa said the vote of no confidence recently passed by the Mashonaland West provincial executive was of no consequence as the people behind it lacked knowledge of party procedures and ethos. He said the vote of no confidence was an extrapolation of power as he was a direct appointee of President Mugabe.
The war veterans’ leader said some young and ambitious people were taking advantage of the vulnerability of some former freedom fighters wallowing in poverty to instigate divisions within the association.

Needing three runs off the final over to win this Group C decider played today at Zahur Ahmed Chowdhury Stadium in the port city of Chittagong, Zimbabwe were instead left shattered after Keemo Paul effected a “mankad” to dismiss non-striker Richard Ngarava, who had his bat on the line, and literally steal the match for the Caribbean youngsters.

Bloody Attack: Man Knives Wife and Her Boss.
A 25-year-old Harare man allegedly stabbed his wife and her boss with a knife after accusing the two of having an extra marital affair, the court heard on Monday.
Gibson Mugwamba was charged with attempted murder when he appeared before Harare magistrate, Mr Elijah Makomo.
He was remanded in custody to February 15 and ordered to approach the High Court for bail application.
It is alleged that on Saturday last week, Mugwamba accused his wife of having an extra marital affair and threatened to kill her.
The court heard that one of his wife’s bosses tried to intervene to calm the situation by taking Mugwamba outside the gate.
It is alleged that during the scuffle, Mugwamba stabbed his wife and her boss with a knife on the stomach and both sustained deep cuts.
The two were rushed to Parirenyatwa Hospital where they are receiving treatment.-State Media
Zuva Reaps Rebranding Rewards
Zuva Petroleum says it is already reaping the benefits of its rebranding exercise, with volumes up 10 percent as its new identity resonate better with customers.
The fuel distributor felt the need the need for new colours after a change in ownership of the group in 2014 when a consortium led by FBC group chief executive John Mushayavanhu snapped up a controlling shareholding in the group from Masawara plc in a deal worth nearly $30 million.
Mawara had acquired the 73 former BP & Shell Marketing Services assets in 2010.
The rebranding exercise is 85 percent complete, with $17 million spent so far, chief executive Bethwell Gumbo, told The Source on Monday.
“We are 85 percent complete and we will be done by end of March. We have spent about 85 percent of the $20 million we secured from Nedbank London,” said Gumbo.
Gumbo said they are seeing a noticeable increase in the volumes since the rebranding exercise kicked-off last year.
“We are getting more customers and volumes have gone up by 10 percent because customers are now associating themselves with our brand. They now like it,” he added but declined to give details.
He said the company’s new colours and logo showed that Zuva was environmental friendly as it was close to nature.
He said green was the colour of balance and it represented an evolution from being a scorching sun while silver represented prestige and wealth.
Zuva has also installed state-of-the-art pumping systems at its service stations and will, going forward, increase its product range and expand its network to make a push to increase its market share.
However, Gumbo said he expects 2016 to be tough because of the contracting economy and tightening liquidity.- Source

President Robert Mugabe’s once highly trusted chief prosecutor, Johannes Tomana was today charged with obstructing the course of justice.
Tomana was arrested yesterday after allegedly dropping charges on two suspected CIO agents accused of plotting to bomb the president’s dairy business in Mazowe.
Tomana who arrived in a police van to Court 6 at Rotten Row, denies the charges.
The two men whose case had been withdrawn, also arrived at the back of a Chikurubi Max Prison van.
The case came about when Tomana dropped charges on the two, all part of a group of four, accused of plotting to bomb President Robert Mugabe’s milk production plant last month.
Court 6 was at 3pm full of people keen to listen to Tomana’s case.

Cattle and money was stolen by the 5 brigade soldiers and money held in insurance companies and in the Post Office Savings Bank forfeited by the Zimbabwe government and homes burnt across four Matebeleland territories and curfew imposed to enable 5 Brigade soldiers to shoot civilians at will. The food embargo was imposed to starve civilians to death, schools and clinics were closed in rural areas denying the children their right to education and prevent those injured or dying to get help from hospitals.
Among President Robert Mugabe’s latest political victims of Matebele origin is the President of MLO Mr Paul Siwela. After endless false political accusations,detentions, trials and tribulations he went through at the hands of the Mugabe regime since 1983, he escaped into exile after an assassination tip off. He escaped death by a whisker as Mugabe’s hit squared was after him. His crime was his conviction and commitment to the restoration of the statehood of Matabeleland.

As Mugabe touched down at Harare International Airport fresh, from Addis Ababa where he was allowed to pretend to be a human rights activist, he was greeted by reports of mass shallow graves that open up and expose gukurahundi skeletons at this time of the rainy season. Reports that students from Matabeleland are legging far behind their Mashonaland counterparts as far as pass rates are concerned thanks to his evil Grand Plan. And that Parents from Matabeleland particularly in Lupane and Gwanda are now fed up with teachers who are brought from Mashonaland to further the Grand Plan as a result the parents are now demanding their immediate removal.Can anyone tell where this would lead into ?

Pastor Who Told Mugabe The Truth’s Court Case Shifted Again
The Kariba based Pastor Patrick Mugadza who was arrested for telling President Robert Mugabe the truth on how people are suffering during the ZANU PF congress in December, had his case shifted once again yesterday.
Mugadza’s case was to be heard before magistrate Lindiwe Maphosa who lugged it once again, ZimEye.com has learnt.
After travelling all the way from Kariba, Mugadza was told the case can only be heard on the 11th February. More frustration also came as the courts are furthermore sitting on Mugadza’s application for the case to be escalated to the Constitutional Court.

Bombing Mugabe: Tomana Arrested | BREAKING NEWS
ZIMBABWE’s controversial Prosecutor General Johannes Tomana was yesterday arrested over his handling of the “bombing Mugabe property” case which last week led to the arrest of four suspects.
In a development that pours shame on not only Tomana, but the entire justice (prosecution) delivery system, Tomana mysteriously withdrew charges on two of the suspects who are said to be intelligence operatives.
The charges in their entirety are believed to have been doctored and an unknown leader, also of an obscure party was alleged to have plotted to bomb the President’s business premises with the help of three accomplices. The fringe political party leader, Zimbabwe People’s Front political party president Owen Kuchata (34) and three of his colleagues were arrested while allegedly trying to petrol-bomb the First Family’s Alpha Omega Dairy farm in Mazowe. They are Kuchata and Borman Ngwenya (30), Solomon Makumbe (29) and Silas Pfupa (37).
Reports reaching ZimEye.com say Tomana will be charged for abuse office in the case when he appears in court Tuesday.
Tomana is said to have arranged so that the two become state witnesses in the case.
Tomana is of the Mnangagwa faction and his arrest comes within months after he was publicly attacked by First Lady Grace Mugabe as the succession war hots up. He was also attacked by Professor Jonathan Moyo who is reportedly lobbying for the G40 camp. The G40 want Grace to take over from her husband.
Politburo to Discuss Jonathan Moyo, Twitter – REPORT
The next Zanu-PF Politburo meeting — likely to take place this week — is set to discuss cases of party members who abuse social media to attack other members, party spokesperson Simon Khaya Moyo has said.
The centre of the charges is Professor Jonathan Moyo in person, who bigwigs belonging to the Emmerson Mnangagwa faction have reported to President Robert Mugabe. Moyo is reportedly of the G40 grouping that seeks to elevate First Lady Grace Mugabe above Mnangagwa.
The move comes after war vetetrans vowed to deal with Moyo “once for all.” “Ww are saying enough is enough with this Jonathan nonsense. He is the same Jonathan who was a famous critic of Zanu PF while he was in South Africa,” the Zimbabwe National Liberation War Veterans Association (ZNLWVA) said in a statement.
In an interview with the State Media yesterday, Khaya Moyo said members should use party structures for communication. This comes in the wake of concerns by the party’s affiliate organisations such as the Zimbabwe National Liberation War Veterans Association (ZNLWVA) that some party members were abusing social media.
ZNLWVA contends that some party members were using social media to fan factionalism. The party’s First Secretary, President Mugabe, is on record having warned party members to desist from abusing social media and leaking information to the private media to the detriment of the party.
Said Khaya Moyo: “The President says we must avoid social media. We are a party with structures and where we have situations of transgressions they should be brought to the party through relevant structures.
“If somebody raises those issues (at the Politburo meeting), I think the party will come up with a position. I am not sure yet if there is a Politburo meeting this week, but it is possible that there can be one.” At its next meeting, the Politburo is also likely to have a review of the party’s National People’s Conference held in Victoria Falls in December last year.
Another issue likely to be on the agenda is the state of the economy and bonuses for civil servants.
The party may also receive a report from the secretary for external affairs Simbarashe Mumbengegwi on the recent African Union Summit held in Addis Ababa, Ethiopia where President Mugabe handed over the continental body’s chairmanship to Chadian President Déby Itno.
Mujuru Shakes Mugabe and Tsvangirai

President Robert Mugabe and opposition MDC-T leader, Morgan Tsvangirai have lined up a number of nationwide campaign rallies amid reports the two politicians have been shaken by the tremors caused by former Vice-President Joice Mujuru’s underground campaign, particularly in the rural areas.
Mugabe told Zanu PF supporters at Harare International Airport on Sunday that he would soon launch provincial campaigns to touch base with the electorate and mend rifts caused by factionalism.
“We will come to the provinces for meetings, telling you, with those who will organise the meetings, about the new ideas that we have to go ahead. And these issues of unity in Africa and going forward, the issues for women empowerment, youth advancement,” he said, addressing hundreds of party supporters gathered to welcome him, as he landed from the African Union Summit in Ethiopia.
Last year, the ruling party sanctioned a series of provincial rallies that were addressed by First Lady Grace Mugabe, where she handed over government-sourced farming equipment and food to party supporters.
Tsvangirai has already started his nationwide campaigns with party spokesperson Obert Gutu saying the meetings were meant to enable the MDC-T leader reconnect with the grassroots ahead of the 2018 elections.
“The president will be meeting the grassroots and I wish all of us, from the standing committee to the branch, could learn from him and emulate his politics. This is what Zimbabweans want, a hands-on person” he said.
Tsvangirai started with Harare, where he reportedly advised party members to avoid being “bought” by emerging political outfits.
“His message to Harare was that with the imminent formation of other opposition political parties, MDC-T supporters should remain alert and not be swayed by money to follow other outfits,” a source, who attended one of his meetings, said.
This followed reports that several former MDC-T officials, including former councillors, were now campaigning for Mujuru’s yet-to-be-launched party. MDC-T Harare provincial chairperson, Eric Murayi last week confirmed that Tsvangirai met with his party structures in Glen Norah, Highfield and other suburbs in the province.
After Harare, the MDC-T leader visited Bulawayo and Masvingo last week, where he also rallied party members to remain united and resist the temptation to jump ship. Tomorrow, Tsvangirai is also expected to visit six districts in Masvingo, where the party has lost its Chiredzi North district chairperson Josphats Chapfidza and Mangezi Mangezi of Bikita to PF.
Zanu PF also lost its former Chivi South MP Irvine Dzingirai to PF a fortnight ago, while the entire People’s Democratic Party (PDP) Masvingo provincial executive has defected to Mujuru, dealing a body blow to its leader Tendai Biti.
MDC-T Masvingo provincial chairperson James Gumbi confirmed that Tsvangirai would be touring six districts in the province.
“For now, the president is not going to have a star rally in Masvingo, he said he is going to visit six districts in the province. He will go to Masvingo rural, Gutu, Chivi, Chiredzi and Bikita and we are negotiating so that he visits Zaka,” said Gumbi. “We will arrange for a star rally thereafter if there is need,” he added.
Asked if these were not emergency meetings held in reaction to Mujuru’s penetration in Masvingo, MDC-T provincial spokesperson, Dusty Zivave brushed off the suggestion.“The coming of the president is just like any other ordinary visit, it was a provincial council meeting provided for in the constitution done every three months,” he said. Jonso Shoots Back at War Vets
My attention has been drawn to a media statement by successionist elements in the Zimbabwe National Liberation War Veterans Association (ZNLWVA), first reported by ZBC News on Saturday evening, 30 January, 2016 and subsequently carried by NewsDay and the Daily News on Monday 1 February, 2016.
The Statement declares support for scurrilous and unprecedented political attacks on Cabinet Ministers, including myself, who are also Politburo members by the Permanent Secretary in the Ministry of Media, Information and Broadcasting Services, George Charamba. In particular, the statement threatens to physically bar me from attending the next Politburo meeting and purports to bar me from accessing the 16th Floor of ZANU PF Head Quarters, which 16th floor does not exist except only in their ignorant minds.
Apparently, the said statement was issued after a provincial meeting of ZNLVVVA held on Saturday, 30 January, 2016 at Dzivarasekwa Presidential Barracks which was chaired by John Guta and officiated by ZNLWVA National Chairman, Chris Mutsvangwa and its Secretary General Victor Matemadanda.
It is extraordinary and indeed scary that the Dzivarasekwa Presidential Guard Barracks was used as a venue for a meeting whose purpose was to plot and threaten physical harm against a Cabinet Minister and Politburo member appointed to both offices by His Excellency, the President. This was a gross and unacceptable abuse of a State facility. The fact that this unprecedented abuse of a State Barracks was officiated by Chris Mutsvangwa — a Cabinet Minister and Politburo member — not only raises eyebrows about (what) else was plotted but also clearly demonstrates the extent to which Chris Mutsvangwa has gone rogue in pursuit of not just a factionalist agenda but also a desperate successionist plot.
It should be remembered that ahead of the 2015 ZANU PF’s National People’s Conference, the same Chris Mutsvangwa availed his Ministerial office to a shadowy youth group from which it made violent statements barring Cdes Saviour Kasukuwere, Patrick Zhuwao and myself from setting foot at the National Heroes Acre. Abusing a Government Ministerial office for that outrageous purpose was bad enough but abusing Dzivarasekwa Presidential Guard Barracks in pursuit of a successionist plot is just going way too far.
For the record, I wish to state that it is false and insulting to His Excellency, the President, to claim that he sent George Charamba to savage his Cabinet Ministers and Politburo Members on public radio with all of primitive insults such as “uneducated fools”; “little men” among other unprintable epithets. Cabinet Ministers and Politburo members are not civil servants but are Presidential appointees with whom His Excellency the President has direct communication as their boss.
In the same vein and for the avoidance of doubt, I reiterate that only a blithering idiot will say or believe that I am working with Joice Mujuru‘s People Fast project which exists only in the media.
Finally, nobody should make the mistake of thinking for a moment that they can block me from attending a Politburo meeting called and chaired by President Mugabe. That can never happen. Only the President can stop anyone from attending any meeting he convenes or chairs. For anyone else to seek to do that under any pretext whatsoever will be tantamount to usurping the President’s prerogative and authority, something which is not different from a successionist attempt at a coup.

Mass Deportations Loom in South Africa
By Terrence Mawawa, Masvingo| South Africa, facing probably the worst economic woes in living memory, is unlikely to renew the working permits for many Zimbabweans working in that country, paving way for mass deportations it has emerged.
Reports say the African National Congress (ANC) is mooting plans to resume mass deportations of Zimbabweans as soon as the work permits issued under the Zimbabwe South Africa Permit dispensation expire.
The development has shaken many Zimbabweans working in South Africa since it is likely to trigger mass deportations and job losses.
Zimbabweans in the neighbouring nation say they are not prepared to face the dire economic situation caused by President Robert Mugabe’s administration.
A representative of the Zimbabwe Community Trust in South Africa (ZCTSA),Nkosilathi Mlilo-Dube said with the giant Southern African facing its worst economic spell in living memory,the country was likely to be less accommodative to Zimbabweans at the expiry of the Zimbabwe South Africa Permit dispensation. The permit dispensation period for many Zimbabweans will lapse between this year and next year, it has emerged.
“With South Africa facing its worst economic woes, it is likely that the government will seek to reduce pressure on its social services through deportation of migrants from neighbouring countries and Zimbabweans are likely to be grossly affected by the process,” said Mlilo Dube.
Zimbabweans in South Africa believe the move is aimed at forcing them to leave that country to go and vote in the 2018 elections.
At least 2 million people are said to be working in South Africa after being forced to leave Zimbabwe due to socio-economic challenges and political persecution.
Burying Mugabe: – Tsvangirai Speaks
By Terrence Mawawa, Masvingo| MDC leader Morgan Tsvangirai has declared his party will come out in full force and bury President Robert Mugabe together with his legacy.
Addressing MDC members at the provincial council at the party offices in Rhodhene Masvingo on Saturday, Tsvangirai who is battling to contain dissent in his party, said the opposition party was determined to push for electoral reforms ahead of the 2018 polls .
Tsvangirai, the only opposition leader to defeat President Robert Mugabe in the 2008 harmonised elections before the victory was reversed through a bloody campaign ahead of the presidential election runoff, told party members there was need for vigilance in the battle against the Mugabe regime.
“What is important is for us to focus on our objective of winning power .
“Come 2018, we are going to bury Mugabe and his party once and for all. Let us all be united and fight against Mugabe and his cronies. People have suffered for too long so we are going to push for reforms before any elections,” said Tsvangirai.
The former premier however was evasive on joining the grand coalition. He only said it was fundamental for opposition parties to join hands but he was quick to point out that his party was not part of the grand coalition.
Tsvangirai said it was too premature to rule the MDC out of the 2018 electoral race.
Many political analysts believe the MDC leader has lost the charisma to lure millions of supporters as he used to do. Meanwhile Tsvangirai also ordered party members to carry out a structure audit exercise.
ZimEye.com can reveal that the exercise commenced on Sunday in Masvingo Province since Tsvangirai fears the area could be one of former Vice President Joice Mujuru’s strongholds.

ZRP Cop Beaten Up by Hwindis
THREE touts have appeared in court for allegedly assaulting a police officer at Basch Street Bus Terminus, popularly known as Egodini, while trying to free their colleague who had been arrested for touting.
Lovemore Sibanda, 26, Vusumuzi Nkomo, 37, and Hlanganani Mthombeni, 27, appeared before Bulawayo magistrate Batanai Tuwe facing assault charges. The trio pleaded not guilty and were remanded out of custody to today for trial.
Prosecuting, Tarisai Mutarisi said on December 26 last year, the cop, Munyaradzi Dube and some police officers were on duty while in civilian attire at Egodini bus terminus. The police officers arrested Joseph Mapako for touting.
The court heard that as Dube escorted Mapako to Bulawayo central police station, Sibanda, Nkomo and Mthombeni confronted him demanding their colleague’s release. Mutarisi said Dube was slapped and kicked several times all over the body before being hit with stones by the touts who fled, leaving him lying on the ground.
A medical report was produced in court showing that Dube sustained head injuries, among others. “Dube proceeded to Bulawayo central police station where he was rushed to Mpilo Hospital for treatment,” said Mutarisi.
A follow up was made and Sibanda, Nkomo and Mthombeni were arrested. State Media
Guti’s Law School Shut Down
The Zimbabwe Council for Higher Education (Zimche) has stopped Zimbabwe Ezekiel Guti University from enrolling law students because its law school has not yet been approved.
The university flighted adverts in the media last week inviting applications from students, including those who wanted to study law.
It gave February 28, 2016 as the deadline for applications for students who want to enrol for the March 2016 intake, while May 30, 2016 was the deadline for the August 2016 intake.
Zimche and the Law Society of Zimbabwe immediately raised their reservations with the development.
Zimche chief executive officer Professor Emmanuel Ngara on Friday confirmed that they had stopped the university from enrolling students for law.
In an emailed response to the State Media, Prof Ngara said: “Please be informed that the programme is still in the process of accreditation by the Zimbabwe Council for Higher Education and the institution (ZEGU) is not allowed to advertise and to enroll students on the programme.
“Zimche has already discussed the issue of the advert with the institution concerned.”
Law Society of Zimbabwe president Mrs Vimbai Nyemba said their mandate was to regulate the operations of law schools, as such, they wanted ZEGU to meet all the requirements.
“So, as a society we are not going to wait for students to be enrolled before the institution has met all the requirements,” she said. “As for the Zimbabwe Ezekiel Guti University, they have since apologised for flighting adverts inviting applications without being registered.
“They have since invited us to inspect if they have met all the requirements. So, we will be going there very soon to check if they are compliant. There are so many stakeholders whose requirements have to be met.”
Higher and Tertiary Education, Science and Technology Deputy Minister Dr Godfrey Gandawa said ZEGU’s law school was still to be registered.
“They came to us and presented their issue which showed they had excellent facilities for that,” he said. “But Zimche raised a few issues that they wanted addressed.
“The university is already registered, but whenever you introduce a new programme there is need to comply with Zimche requirements that are guided by other stakeholders.
“I think that doesn’t stop them from advertising because they are already a registered university. What they can’t do is to start the law school without meeting the Zimche requirements.”-State Media
Sithole’s Killers Jailed 27 Years
Johannesburg – Emmanuel Sithole’s killers have been sentenced to 10 and 17 years respectively in the Johannesburg Magistrate’s Court on Monday.
Sithole, a Mozambican national, was stabbed to death in Alexandra township in full view of residents during a sporadic xenophobic attack in 2015.
Sifundo Mzimela and Mthinta Bhengu were found guilty of the April 18 murder of Sithole who was selling cigarettes in the street when they attacked him. Another accused, Stands Sibiya was found guilty of assault and robbery.
The attack was captured on camera by Sunday Times photographer, James Oatway.
On Friday magistrate Lucas van der Schyff accepted final character reports on Mzimela and Bhengu compiled by social workers.
Social worker, Wonderful Baloyi, compiled a report on Bhengu, which indicated that the accused had in the past admitted to stabbing Sithole.
“He took responsibility for stabbing the deceased, but as I have observed, the accused is a short tempered person,” said Baloyi, adding that “there’s a possibility that he could be rehabilitated … he is also remorseful and willing to find employment”.
Magistrate Van der Schyff noted the report on Bhengu showed that the accused portrayed “unconditional” remorse.
The other accused Mzimela was described by social worker Boitumetsi Ditsele, in her report, as someone who “misbehaved” and consumed alcohol and smoked dagga.
However, Ditsele’s report said Mzimela had expressed feelings of sorrow over Sithole’s death.
Sithole’s stepmother, Mamobetsi Mofokeng, described the deceased as a down to earth person, who never incited violence.
“It was painful to hear how Emmanuel (Sithole) died. The family is not happy at all,” said Mofokeng.
Van Der Schyff said Sibiya’s sentence would be determined by his actions as an accessory to Sithole’s murder.
“He does not seem like an aggressive person and he can be judged as an accessory to Bhengu,” said the magistrate before he adjourned sentencing.-IOL
Zimbabwe not Mugabe’s Personal Property
President Robert Mugabe’s utterances at the just ended African Union (AU) Ordinary Summit in Addis Ababa Ethiopia that he will “rule until God says come” are irresponsible and an insult on the suffering masses of Zimbabwe. Equally his statement that Africa must pull out of the United Nations is further confirmation that he is incapacitated to lead.
It is detestable that a leader who has been at the helm of this country for 36 years still harbors ambitions to continue as the country’s chief executive. What is more appalling to Mugabe’s assertions is that the 36 years of his rule have been 36 long years of suffering which saw more than 20 000 people massacred in a genocide in the early 80s, the economy completely destroyed, unemployment rising to a shocking 91%, inflation broke records until the moribund currency was dumped among many other misdeeds.
Mugabe’s rule has been characterized by violence, heartlessness and greed which saw the national coffers being looted empty by Mugabe himself and a coterie of his criminal hangers’ on. The poverty that Mugabe has wrote on the people’s lives is unimaginable and after all that to shamelessly open his fouled mouth and say he wants to take this country to the grave with him is the biggest insult of the moment.
It must dawn on Mugabe in his advanced years and nefarious mind that Zimbabwe is not an extension of his struggling Gushungo Dairy and neither is it a piece of land in the back yard of his neglected Zvimba rural home.
Zimbabwe is an inheritance of everyone who calls it home. It is a property of every citizen born or registered in it and can never be privatized by a nonagenarian with advice from his psychotic wife. Therefore, to suggest that he will drag Zimbabwe with him to his grave is the most insolent and ridiculous of all tyrannies.
That act alone shows his total contempt of the rights of Zimbabwe’s people in choosing leadership. Mugabe is at the position he is today through reliance on Gestapo style violent repression and use of Stalinist electoral fraud schemes.
By decreeing that he wants to rule Zimbabwe until his grave, Mugabe has declared himself a public enemy and must not cry foul when the masses one day demand their country from him. Examples are abundant, talk of Zinedine Ben Ali of Tunisia, Murmur Gaddafi of Libya, Hosni Mubarak of Egypt and many more that had an unfortunate ending after declaring themselves public enemies as Mugabe has just done.
As the People’s Democratic Party (PDP), we believe that Zimbabweans now need to set aside their differences and come together to work towards an organic coalition that will push Mugabe and his criminal gang in ZANU PF out of power.
That Mugabe has the audacity to open his fouled mouth and shout such nonsense is an indictment on the opposition hence the need to urgently come together and craft a common path of action to save our nation from the abyss Mugabe is dragging the country to.
The PDP has developed two policy documents, HOPE and ARREST, which are the basis of creating another Zimbabwe which is democratic and prosperous. We believe in cross pollination of ideas and solutions to our national crisis hence we call upon all progressive political parties, the church, civic society, workers and peasants to come together and collectively engage on another Zimbabwe which we want and how we will get there.

‘Another Zimbabwe is Possible’
Mnangagwa faces Dead End
Vice President Emmerson Mnangagwa is facing an imminent dead end, it has emerged.
A report by the Daily News reflects Mnangagwa quotes a central committee member linked to the ruling party’s ambitious Young Turks known as the Generation 40 (G40) — who are rabidly opposed to Mnangagwa — yesterday claiming that there is now an “overwhelming response” to the petition to kick Mnangagwa out.
The source the paper says is male added that the sponsors of the petition were on track to gather more than the 600 000 signatures that they initially planned to solicit around the country — at an average of 60 000 signatures per province.
But the secretary-general of the pro-Mnangagwa Zimbabwe National Liberation War Veterans Association (ZNLWVA), Victor Matemadanda, told the Daily News that liberation struggle fighters would strongly oppose the petition to ensure that it failed.
“Matemadanda is part of the minority in the party who are desperately trying to push a hard-sell candidate (Mnangagwa). Haatengeseki (Mnangagwa is unelectable).
“All the provinces are supporting this petition and it has started as we speak. There is no going back,” the central committee member who spoke to the Daily News said.
It is planned that the signed petition will be handed over to the party’s central committee and politburo “for actioning” in the next few weeks.
Another senior party official opposed to Mnangagwa alleged that the beleaguered VP’s “transgressions now far outweigh those of (former Vice President Joice) Mujuru” — in a clear hint that he could face the same brutal fate that befell the popular widow of the late liberation struggle icon, General Solomon Mujuru.
Mnangagwa’s enemies accuse the Midlands godfather of breaching party codes by allegedly leading a faction for the purpose of plotting to irregularly succeed President Robert Mugabe.
His faction also stands accused of setting up parallel party structures, including creating their own emblems under the so-called Team Lacoste label, as was publicly seen at a funeral a fortnight ago.
Mnangagwa’s party detractors say it is revealing that the VP has not looked interested in disassociating himself from the “suicidal actions” of his backers, such as those who publicly posed for pictures recently wearing controversial T-shirts labelled Team Lacoste.
Still, Matemadanda said the VP’s party foes were wrong to try and “decide who becomes vice president and who does not” as this could not be “decided by people on the streets”.
“They say they want to gather signatures against VP Mnangagwa but we will not allow that to happen, especially if the process is led by one who deserted the war and went to study in America,” he said in a thinly-veiled attack aimed at Higher Education minister Jonathan Moyo.
“We are not going to allow people to disobey the president. So, we will stop whoever wants to solicit for those signatures by whatever means that will make them listen to us. If people do not want to respect our president, we will force them to do so.
“What we are also going to do is to make sure that Jonathan (Moyo) is not allowed into future politburo meetings until he learns to respect the president and his spokesperson (George Charamba). We will create barricades at the party headquarters to stop him from attending the politburo,” he said ominously.
Matemadanda also punted the same arguments that Charamba made last week in his controversial radio interviews, that some politburo members were leaking party secrets to the media.
In his rant, Charamba labelled ruling party officials opposed to Mnangagwa succeeding Mugabe as “foolish successionists” who were bound to lose this war.
He also accused the G40 brains trust of harbouring “sinister minds that speak in the name of the president but who are in fact successionists” — sentiments that provoked an angry retort from Moyo, who said Charamba’s views had become more and more political beyond what was expected from civil servants as he worked “in aid of a desperate faction”.
Matemadanda accused Moyo of defying Mugabe through his continued posting of party debates via social media.
“The president spoke against people who use social media to attack others but some leaders in the politburo and Cabinet have continued to do that, especially the one who was attacked by the presidential spokesperson,” he said.
“When today the president says no to social media and the next morning you see six seven more tweets, that is alien to Zanu PF.
“Even during the war, anyone who disobeyed authority we said apisira (he has run foul of the rules) but this current crop of leaders do not care about obeying the president because they have an agenda.
“They are in Zanu PF for convenience and that is why they were attacked by the presidential spokesperson,” Matemadanda said, adding that it was outside the purview of the G40 to decide who became VP or didn’t, as this was Mugabe’s prerogative.
“We saw it a long time ago that they were up to no good and now as war veterans we are saying no, no and that is why we have been fighting them all along because they were attacking people appointed by our president.
“They want to decide who becomes vice president and who does not but that cannot be decided by people on the streets,” he said.
But so fed-up with Mnangagwa and his allies are his Zanu PF detractors that many of them have resolved that now is the time to move in for the kill.
“Successionists (Zanu PF code for Mnangagwa faction) have caused enough damage in the party as seen in the Midlands fiasco of the past few weeks. The party cannot be allowed to crumble because of the misplaced ambitions of one man and his suicide bombers.

Daily News: “Nyarota’s Silly Employment Lawsuit Dismissed”
The Daily News paper has thrown a celebration after the Supreme Court dismissed its former editor Geoff Nyarota’s court case which was to do with his ouster in 2010.
Nyarota who was domiciled in the United States, was in 2009 lured to return to Zimbabwe to manage the paper, but later dumped at the last minute soon after relocating to Zimbabwe on the basis of the employment promise.
He then won his case against the Associated Newspapers of Zimbabwe (ANZ), but a year later the company has now utilised among other things, the new Chidyausiku employment legislation which protects businesses against insurmountable lawsuits. The Daily News claims that Nyarota lost the labour case last year; but ZimEye.com can reveal the contrary that the journo of a truth did win the lawsuit and last year July successfully registered his $91,000 award at the High Court to enforce payment.

Just as the specialist Labour Court did last year, the Supreme Court has now also dismissed fanciful claims by State media correspondent Geoffrey Nyarota that Associated Newspapers of Zimbabwe (ANZ), publishers of the Daily News, employed and then dismissed him unfairly in 2010.
The Supreme Court upheld an appeal by ANZ on Friday against an arbitral order that had been erroneously registered in Nyarota’s favour by a lower court last year.
This followed false claims by Nyarota that ANZ had dismissed him unlawfully in 2010, leading to Harare arbitrator John Mawire wrongly determining in August 2011 that he had a legitimate claim, and that he was, therefore, entitled to compensation of $90 921.
It was this fictitious claim that Nyarota tried to affirm in the High Court in July last year, notwithstanding the fact that the Labour Court had subsequently dismissed the claim with costs. Now, the Supreme Court has also repudiated the claim.
Nyarota had for the past few years made song and dance about this non-existent claim, particularly in State media which have been giving him ample space to launch sustained, but ultimately futile attacks against ANZ and the Daily News.
An ANZ spokesperson — who described Nyarota as a “troubled hack with an uncanny knack of getting himself into unnecessary difficulties” — said at the weekend that the company was happy that it had been fully vindicated by the courts “in this silly matter”.
“There was never a case here other than Mr Nyarota’s fertile imagination and fatal propensity for unnecessary fights, which ultimately only serve to disadvantage him.
“This is why ANZ never felt the need to respond to his many delusional rants against the company, its leading industry position and staff in some gullible sections of the media,” the spokesperson said.
The company also thanked its lawyers Mordecai Mahlangu — a partner with law firm Gill, Godlonton and Gerrans — and Advocate Thabani Mpofu, for having dealt with “Mr Nyarota’s often provocative tendencies with admirable patience and dignity” throughout the lengthy court processes.

Former Vice President Joice Mujuru has appointed a 39 year old technocract, Philani Noble to lead her party in the United Kingdom.
Mr Philani Noble (39), a former MDC-Tsvangirai turk and a Film Studies expert (READ MORE -CLICK HERE), was on the 23rd January elected the new provincial leader following Mujuru’s instructions to ditch old war veterans many who are now in their 70s.

Mogae – I Never Attacked Mugabe
FRANCISTOWN – Former president, Festus Mogae says he never singled out Zimbabwean president, Robert Mugabe in his criticism of African leaders on gay and lesbian rights.
The neighbouring country’s leadership has not taken kindly to Mogae’s alleged criticism of the aged statesman’s position on Lesbians, Gays, Bisexual and Transgender (LGBT) groups. Mogae argues that he was misquoted.
“I never mentioned Mugabe or any president in my speech. I made the speech at a UN meeting last September. What I said is that I used to hold the same beliefs as my African counterparts with regards to LGBT issues but I have since been converted. “The only country I mentioned at the UN meeting is South Africa which I said is the most liberal when it comes to issues concerning LGBT groups,” Mogae told Mmegi by phone yesterday.”
Mogae said that he did not give an interview to the UN online magazine but presented a formal speech at the UN meeting.
Mogae’s alleged comments drew a furious response from the Zimbabwean Information, Media and Broadcasting Services minister Christopher Mushohwe.
He said Mogae, a highly revered figure in world politics, criticised Mugabe in order to please the Americans.
In the United Nations backed online magazine Africa Renewal, Mogae is alleged to have urged Mugabe and other African leaders to accept LGBT groups.
“I read it, he did not mention the President by name, but if indeed he was referring to President Mugabe, it is unfortunate. He said it while he was in America; maybe he wanted to please the New Yorkers.
“Why does he wait to be in America to say it? Why not say it while he is in Africa?
He was here a few days ago, why didn’t he say it? If he couldn’t do it here, he could have said it while in Botswana. That is the problem with most African leaders, they think if they are in Europe, they are Europeans, if they are in America, they are Americans,” said the minister in an interview with Zimbabwean publication Newsday.
The paper published the minister’s response late last week.
When asked about his views on lesbians and gays by Africa Renewal, Mogae said, “In my long interaction with LGBT groups and extensive research, I have come to the realisation that we are limited in our knowledge and must be open to new discoveries.”
“I have been converted; I used to hold the same beliefs as my counterparts. President Mugabe has said that he hates homosexuals and is on record as saying they are worse than pigs and dogs. That is still his position. Leadership is not always about you, it is about people and often circumstances. I call upon African leaders to open up to second generation rights.”
Mogae was asked about a perception by some African leaders that it is un-African to legalise and decriminalise homosexuality.
Mogae has in recent years called on African countries to legalise homosexuality and prostitution in a bid to effectively fight HIV/AIDS.
“I don’t understand it (homosexuality). I am a heterosexual. I look at women. I don’t look at other men. But there are men who look at other men. These are citizens,” Mogae said in an interview with the BBC calling for legalisation of homosexuality in Botswana a few years ago.

Tsvangirai Under Pressure As MDC Explodes in Masvingo
By Terrence Mawawa, Masvingo| Troubled MDC leader Morgan Tsvangirai is caught up in the vortex of a storm as tension continues to mount in Masvingo Province with the provincial executive exerting pressure on him to axe Secretary General Douglas Mwonzora.
On the other hand Tsvangirai’s supporters are calling for the dismissal of the entire provincial executive -said to be loyal to former Organising Secretary Nelson Chamisa. The Masvingo provincial executive is led by James Gumbi who is said to be Chamisa’s right hand person.
Tsvangirai who was in Masvingo on Saturday appealed for unity of purpose in the wake of the brewing storm in the province and ZimEye.com is reliably informed the former premier failed to ease the mounting tension.
The MDC provincial executive is pressing Tsvangirai to get rid of Mwonzora and Bernard Chiondegwa (former provincial chairman)-both thought to be the ex-premier’s key aides and strategists -and the MDC leader is deeply reluctant to act on the two senior party members. The provincial executive accuses the two of disregarding party protocol by holding clandestine meetings in the province, sources have said.
Meanwhile Tsvangirai’s supporters accuse the provincial executive of working with Chamisa to discredit the MDC president. “The tension is rising everyday because there are two warring groups here.
There are people who feel the provincial executive is disloyal to Tsvangirai while members of the provincial executive are putting pressure on the president(Tsvangirai) to axe Mwonzora and Chiondegwa. Tsvangirai appealed for peace and unity but his call fell on deaf ears,” said a senior party official. MDC provincial spokesperson Dust Zivhave however said the meeting was successful and the party was geared up for the provincial rallies scheduled for this month.
Tsvangirai also remained mum on the much anticipated coalition with former Vice President Joice Mujuru and party intelligence sources said the premier was contemplating the authenticity of the grand coalition.
Many Zimbabweans are hoping the coalition of opposition parties will finally end decades of misrule by President Robert Mugabe and his largely unpopular Zanu PF.

Ousted and left out of sorts former ZANU PF chairman for Matabeleland South province Andrew Langa has sought divine.
The former ZANU PF Matabeleland South strong man confessed to finally finding God and was baptised into the Seventh Day Adventist Church in Filabusi on Saturday.
Langa who is also former Minister of Sports was last year kicked out of both cabinet and party positions through a vote of no confidence by ZANU PF supporters in the province. His crime was that he had been heard criticising First Lady Grace Mugabe at his lodge in Filabusi while guzzling a bottle of whisky.
Sources within the party in Matabeleland South claim that he tried hard to use drunkenness as his defence at the time of an inquiry into allegations against him. He was quoted as having said the First Lady was talkative and did not have respect for elders in the party leading to his instant dismissal.
The Insiza North legislator was not only stripped of his leadership positions but went on to lose land, businesses and houses in Filabusi which he had obtained using his muscle as the top ZANU PF person in the province. He survived parliamentary recall by a whisker through the mercy of party leader President Robert Mugabe.
In the course of last year, Langa who is disliked by opposition party members in the province for links to several political violence led murders and abductions, lost two members of his immediate family.
Speaking after his baptism ceremony, Langa said that he had turned to God, repented of his sinful life and is now asking for forgiveness for all his past miscondunct.
He also attributed ills faced by his family to the ungodly life he was leading prior to his repentance. The heavy drinking Member of Parliament further claimed that he has since quit drinking beer.
He attributed his new Christian life to the influence of President Robert Mugabe himself a self confessed loyal catholic.
“If the President himself can declare himself to God and lead a holy life, why not me?” said Langa.

ZRP Cop Beats Up Woman, Jailed
A police officer stationed at Chitungwiza Police Station was last week sentenced to an effective six months in prison for assaulting a woman who had come to see her son at the station.
Constable Jacob Tsatse (29) of ZRP New Camp had once arrested the complainant Erina Chikumbanerwande (40) of Unit L in the same town. The court heard that on October 12 last year at around 10pm, Chikumbanerwande was at the station visiting her son who was under arrest.
While in the charge office, Chikumbanerwande had a heated argument with Tsatse who followed her on her way out. Tsatse called for another police officer to apprehend Chikumbanerwande at the main gate on the grounds that she was fleeing from lawful custody.
The court heard that Tsatse slapped Chikumbanerwande several times, twisting her hand and kicking her on the ankle on her left leg.
After the assault, Tsatse handcuffed Chikumbanerwande and detained her in the cells at the police station. Later on, Tsatse released Chikumbanerwande, who went to seek medical attention.
Appearing before Chitungwiza magistrate Mr Takunda Mutetwa, Tsatse denied assault charges, but was convicted after prosecutor Ms Ntombikayise Nleya proved a strong case against him.
Mr Mutetwa slapped him with a nine-month jail term with three months suspended for five years.
In passing sentence, Mr Mutetwa slammed Tsatse for bringing the name of the police into disrepute.
“You are a custodian of the law and what you did on the day was uncalled for,” he said.
Mugabe Innocent Of “Burundi Bloodshed”, Says Charamba
President Robert Mugabe is not guilty of allowing the continued bloodshed in the Burundi conflict during his term as Africa Union chair, his spokesman says while laying the blame on Ugandan President Yoweri Museveni.
Mr George Charamba says Mugabe did not neglect Burundi. He defended his boss saying contrary to the said “misconception” that Mugabe did very little to solve the conflict, he actually did all he could within his means but was limited by jurisdiction.
Charamba said “the procedure of the AU is not to run everything from the centre, but rather it is to build from the blocs.”
“The instrument of first intervention is always the regional entity, it is the organ of first instance in conflict resolution. In the case of Burundi, that organ would be the East African Community (EAC) through President (Yoweri) Museveni, which explains why the President of Uganda is the point man for Africa on Burundi,” said Charamba.
“The EAC initiative on Burundi is in full swing, and they have not indicated to the AU that they have run into a cul-de-sac. It would have been premature for the then AU Chairman to invite himself into Burundi as he worked on the recommendation of the regional bloc concerned,” he added.
Charamba also said the decision to intervene militarily in a sovereign country with a standing government is a very heavy one as it involves lives, peace and security.
“We are all seeing the horror of Libya which came about because of precipitous interventions,” said Charamba, adding that the then chairman was strictly procedural, circumspect and mindful on the issue of military intervention.
Govt Installs CCTV at Beitbridge
Government has started installing closed circuit televisions (CCTVs) at Beitbridge Border Post to curb corruption perpetrated by immigration and customs officers.
Deputy Minister of Home Affairs Cde Obedingwa Mguni said last week that the CCTVs were part of a raft of measures Government was employing to deal with rampant cases of corruption, with the view of maximising revenue collection.
Installation of the gadgets in the main immigration hall began a week ago and installation on the customs hall is pending.
“We are behind schedule,” said Deputy Minister Mguni. “The machines should have been up and running by now. They will be switched on in a few days’ time.
“The CCTVs will be monitored from one central point. They will help us in addressing issues affecting the smooth flow of both cargo and human traffic.
“We will install similar machines at Plumtree Border Post. We will also implement the same strategies with Chirundu, which works concurrently with Beitbridge.”
Cde Mguni said Government had since set up a crack inter-ministerial team to look into the issues of curbing intrusive leakages at all ports of entry into the country.
He said they will soon deploy mobile gold detecting machines at Beitbridge where smuggling was rife.
“We are also in the midst of training more sniffer dogs to deal with the issue of smuggling of minerals and other natural resources such as ivory,” said Cde Mguni.
“You will notice that most criminals are now smuggling ivory in powder form and hence we have to adapt to all these tricks.”
Cde Mguni urged immigration and customs officers and other Government workers at the country’s borders to desist from corrupt activities.
“Corrupt elements are bleeding our economy and affecting the revenue collection base,” he said.
“As a Government, we cannot stand aside and let this go on forever.”
Cde Mguni said Government was finalising the processes of identifying a developer who will upgrade and expand the infrastructure at Beitbridge Border Post to expedite the implementation of the one-stop border post concept between Zimbabwe and South Africa.
He said the inadequacy of infrastructure at the port of entry remained the main bottleneck towards the implementation of the one-stop-border-post concept.
“We have seen the artistic impression of the final outlook of the border and are confident that civil works will begin soon,” said Cde Mguni.
“It is prudent for Government to upgrade the border post as a matter of urgency and accord it a befitting status as the busiest inland port in Sadc. We need to create more space for commercial trucks, buses and private motorists.” State Media
Chidhakwa Threatens To Fire Hwange Colliery Management
Mines and Mining Development Minister Walter Chidhakwa has directed Hwange Colliery Company management to cut their salaries and pay 30 months outstanding workers’ salaries.
According to the state media Chidhakwa read a riot act to the ailing Coal mining company’s management at the weekend before giving them a three months ultimatum to either deliver or resign.
At the meeting which Chidhakwa addressed together with his deputy Freddy Moyo the two told the loss making parastatal to establish new turn around strategies.
The strategies include 50% cuts in salaries and all allowances for management to reduce the proportion on money used in the payment of wages.
The government also ordered a reduction in managerial positions from the 13, who currently report to the CEO.
“Government has committed itself to securing funding from two banks, to support working capital and other activities in the mining company but the management is required to have a business model that works to enable them to resuscitate the underground coal mining activities,” said Chidhakwa.
Despite the fact that production levels fell to a record low of 70 000 tonnes per month, the Board Chairman, Mr Jemester Chininga, said the company will have reached its production target of 300 000 tonnes per month by mid-March.
Hwange Colliery Company has been facing a myriad of challenges ranging from dealing with faulty equipment imported from Belarus and India, erratic fuel supplies and payment of workers’ outstanding salaries for 30 months.
Kasukuwere White Racist “friends” Steal Workers’ Salaries:Vumbachikwe Scam
Workers at Duration Gold owned Vumbachikwe mine in Gwanda have been ripped off thousands of dollars in dodgy salary deductions by the company whose directors claim to be well protected by former Indigenization Minister Saviour Kasukuwere.
The huge gold producing mine has been “stealing” money utilising fake deductions from the workers’ salaries, which are never processed as stipulated on paper, ZimEye can reveal.
Top on the list of deductions not remitted to the authorities are pension funds meant for the Mining Industry Pensions Fund and the Mine Workers Union of Zimbabwe. Documentary evidence ZimEye this week begins offloading shows sums being taken by the company and never paid out as required. The MIPF has revealed to ZimEye.com that the company has dodged contributions for several years.
This development is the latest after numerous others involving the actual salaries thereof. Late last year the Messenger of Court in Bulawayo attached the mine’s biggest front end loader for auction to pay the workers’ union the outstanding amounts. The earth moving machine valued at nearly (1)one hundred thousand dollars, was rescued from auction after the company at the last hurried to enter into an arrangement which involved an immediate down payment of $18 000.
Sources within the mine reveal to ZimEye.com that the white owners of the mine who took it over ownership from Forbes and Thompson Gwanda, have been on a spree of removing the black top management replacing them with white foreigners.
Some of the foreign new managers are said to be working in the country without proper documentation and yet the entity knowingly facilitates their stay and employment in the country.
The workers complain that the original management team left in charge by Forbes and Thompson is being sent on early retirement before the age of 65 stated as their retirement age in the contracts of employment. The mine management is sending them on retirement without any retirement packages and the Pensions Fund is neither paying them anything as a result of the non remittance of pensions contributions.
The sources further claim that the owners of the mine always threaten the workers with dismissal or some unspecified action saying that nothing will ever be done to them as they have the protection of ZANU PF national commissar Saviour Kasukuwere.
The mine which is one of the top gold producers in the country has been subject of indigenization law concerns for a number of years as it continues failing to meet the country’s indigenization requirements.
In his time as Minister of Indigenization and Youth Empowerment, Kasukuwere was accused of accepting secret arrangements with white mine owners contrary to the laws of the country. According to media reports his dealings with the mine owners eventually led to his removal from the Ministry as massive corruption was suspected in the dealings.
Kasukuwere is in the process of constructing one of the most expensive mansions in the country, his private residence. Efforts to obtain his comment failed as he did not respond even after a 60 day waiting period.

The man who is due in court for the matter on Monday, has opened his heart to ZimEye.com on the burning reasons for his decision to stand out against Mugabe, chief of which is a family issue.
Below are excerpts of the interview.
Qn :Pastor Mugadza you staged an anti Mugabe protest early in December, and you were shut in the cells throughout the Christmas holiday. Are you still being pursued by the State?
Pastor Mugadza: Thank you so much for this opportunity. Yes I was arrested and put in jail because I could not pay the bail which was too much for me. Yes I am being pursued but maybe not in a very bad way. Just yesterday they were asking me a lot of questions but it was a very comfortable environment.
Qn : As a family man Sir, was it worth it to endure such humiliation? Do you not regret it all?
Pastor Mugadza : Being a father of wonderful boys, one who completed his “A”level in 2014 but I cannot send him to university: I was sick of being asked ‘dad when am I going to school?’ The way things are in the nation cannot allow me to send him to school so I thought solving the problem will be better than trying to work around it. It was worth it. Hope I answered you well.
I do not regret a bit of it because now I have an answer to my son that ‘as soon as our situation improves you will go to school son.’
Qn : Since you came out of the cells, do you now feel the President has heeded your calls?
Pastor Mugadza : Well that I would not tell but I will just hope that he did.
Qn : Two weeks ago you went to meet abducted activist Itai Dzamara’s family. As a clergyman, are you not scared you are dabbling in politics?
Pastor Mugadza : As a clergy man that is my area in which if I am not found to have done what I did I should be questioned why? The Bible tells me to cry with those who cry and that is what I did.
And besides I had home to ask the wife to forgive those who abducted her husband because this is what God wants of us to be doing as not doing that will mean God will not forgive our sins also.
Qn : What is your view on pastors participating in political expressions?
Pastor Mugadza : The word of God does not discourage pastors to be in politics? Zanu PF was lead if not founded by Rev Ndabaningi Sithole, the Bishop Abel Muzorewa am told had something to do with the release from prison of some of our nationalists and the first president of Zimbabwe was Rev Canaan Banana. So am so surprised as to where we got this assertion that pastors should not be in politics? The word of God tells us of Moses going Pharaoh to tell him to let the people of God go, Nathan told David what he had done was bad in taking another man’s wife, Elijah goes to Ahab to tell him there was not going to be any rains for three years until he said it and John the Baptist tells Herod not to take his brother’s wife.
Qn : Do you sense any hope regarding the Dzamara matter? Please explain your position.
Pastor Mugadza : I do believe that he could most likely be somewhere out there because there was no reason at all for him to be killed.
Qn : Lastly, please tell the rest of Zimbabweans what they need to do to make their lives better.
Pastor Mugadza : Ask and you shall be given the Bible says that. Ask for a government of Technocrats who will fix the national crisis and tell the leadership that we will forgive you for all you could have done and that if you step down now we will let you keep whatever you have for the sake of moving on and making our lives better and the lives of generations to come.
Qn : What help do you feel well wishers should offer you at present?
Pastor Mugadza : “Thank you again for this question. I have lined up activities which need funding. Even a big party like Zanu PF is funded by the government and other people as so the same thing with what am doing. I need your support seriously and I promise to be accountable to your generosity and will be giving you breakdown as of how I would have used the money. “People First” Builders, Destroyers of Zimbabwe | OPINION

Zanu PF’s slogan – The people’s choice!
MDC-T slogan – The party of excellence!
People First Movement slogan – “Tiri Vavaki, Vavaki veZimbabwe!” (We are builders, Builders of Zimbabwe!)
What is so ironic about these slogans is that they say exactly what the respective parties are not. People First is full of “destroyers” the entire Gamataox junk heap led by bloodthirsty CIO boss Didymus Mutasa, MDC-T is a party of gross incompetency, while ZANU PF denies even its own members the choice of another leader apart from the 92 year old Robert Mugabe.
President Mugabe has had millions of our people beaten and or raped and over 30 000 murdered to impose and sustain his no-regime-change mantra. What choice did the people have in that?
MDC had the best chances ever to effect meaningful democratic changes in Zimbabwe and yet chance after chance they have wasted them all. The best chance to effect democratic change was during the GNU and yet in five years they failed to get even one democratic re-form implemented.
“We in the MDC were wrong in participating in that (2013 general) election on the assump-tion and belief that the sheer numbers of Zimbabweans would overwhelm whatever shenani-gans Zanu PF had planned to subvert the will of the people,” admitted Tsvangirai soon after the Zanu PF blatantly rigged the elections.
The golden opportunity for change was lost and today the nation is stuck with the corrupt and tyrannical Zanu PF facing a real grim future.
In failing to get even one democratic reform implemented MDC leaders proved beyond all reasonable doubt that they are breathtakingly corrupt and incompetent. MDC is a party of ex-cellence! Excellence my foot!
Joice Mujuru, Rugare Gumbo, Kudakwashe Bhasikiti, Didymus Mutasa and all the other People First Movement leaders have been in power for donkey years and they all have noth-ing to show for it. As key members of Mugabe’s Zanu PF team they have played their part in creating the corrupt and ruthlessly tyrannical regimes that have brought ruin, destruction, death and despair to the nation.
Joice Mujuru is renowned for her laziness, incompetence and corruptions. For individuals like Mutasa and Bhasikiti one has to add murder to that list; the pair have master-minded the murder of a number of innocent people on Mugabe’s behalf.
Oh yes Mujuru and the other PFM members are “builders of Zimbabwe” alright but builders of the corrupt and tyrannical Zimbabwe; if we want to build a free, progressive and demo-cratic Zimbabwe then they are not the builders we want!
Mugabe Threatens To Pull Out Of United Nations
President Robert Mugabe yesterday threatened to pull out of the United Nations saying the organisation is not democratic.
State Media report– African countries will not hesitate to walk away from the United Nations if Westerners continue to block efforts to reform and democratise the organisation, President Mugabe has said.
In an address interrupted several times by thunderous applause, appreciative whistling and standing ovations from Heads of State and other delegates yesterday, the outgoing African Union Chair warned that the day was coming when the continent would say enough was enough.
The no-holds-barred speech, made as President Mugabe opened the 26th Ordinary Summit of the AU in Addis Ababa, was a tour de force in oratory and gave the world nearly an hour of the Zimbabwean leader at his imperious and peerless best on the international stage.
From the start, when giving an impassioned call to action on the Palestine issue, to the end when President Mugabe announced Chad’s President Idriss Déby Itno as his successor at the AU, the gloves were off.
Indeed, on assuming the Chairmanship, President Déby conceded that it was not everyone who could give such a frank talk on the state of Africa and the world.
President Mugabe spoke soon after Palestine’s President Mahmoud Abbas thanked Africa for its support for a two-state solution to end Israeli aggression in the Middle East.
The Zimbabwean Head of State and Government, credited before the Summit for bringing the Palestinian question back to the centre, rallied African support for fellow oppressed peoples.
He spoke with real fire about the world sitting back as Israel brutalised Palestine — he was to use similarly powerful language later on when denouncing global inaction over Morocco’s continued colonisation of the Saharawi Arab Democratic Republic — before neatly tying this in with the warning that continued injustice would see the continent abandon the UN.
UN Secretary-General Mr Ban Ki-Moon sat at the high table with President Mugabe, and nodded his head as the outgoing AU Chair passionately spelt out the travesty of denying African countries equality in the comity of nations.
“We are supposed to be free and independent Mr Ban Ki Moon; supposed to be free— the 54 countries (of Africa). We come to the United Nations for the ceremonial (General Assembly); every year, September, we are there.
“We pay lots of money, go there and attend the General Assembly and make speeches, go back home: year in year out.
“But the bosses in the Security Council say you shall never have the powers that we have as permanent members … Reform the Security Council!” President Mugabe thundered as African leaders stood as a body in sustained applause, the second such interlude of note after the earlier approbation following his remarks on justice for Palestine.
And with the charm that he is renowned for, President Mugabe pressed home the point with a light touch that drew a mixture of laughs and applause when he continued: “I want to tell you, Mr Ban Ki-Moon, you are a good man. But, of course, that does not make you a fighter; it’s not what your mission was.”
Then it was back to straight shooting and the warning that Africa would pull out of the UN.
“We will fight for our own identity, for our own integrity and personality as Africans. We are Africans. If we decide – and we shall certainly do so one of these days – that down with the United Nations, (then) we are not members of it.
“Others are real members of it, we are artificial members of it. We can’t continue to be artificial members of it
How can only a handful of people (dominate the Security Council)?
“In fact, there is only America and the Europeans – those who say they are white-skinned. . .because they are white-skinned. ‘Anyone who is not like us shall not have the powers, strength and integrity that we have.’ If the United Nations is to survive, we must be equal members of it; equal members who can say when we go to the body, that we are now speaking fully as members with a voice that’s understood, respected and honoured.
“But no, that’s not it. We met in Swaziland years ago and we came up with (the) Ezulwini Consensus. We have said we want two permanent members with a veto if the veto is to continue. We don’t like it, but if the veto is to be retained those (African) members must also have IT, but if the veto is to be abolished they shall be like others.”
The AU’s common position on UN reform as captured by the Ezulwini Consensus demands at least two permanent seats with veto power and five rotating seats on the Security Council.
Britain, China, France, Russia and the US are the current veto-wielding permanent members of the Security Council.
China and Russia have been open to discussing reforms, as have emerging powers like India and Brazil who also want to sit on the Security Council.
President Mugabe also questioned why the UN was headquartered in the United States and yet the majority of the organisation’s membership could be found in Africa and Asia.
The outgoing AU Chair had one last – good humoured but profound – message for Mr Ban, when he said “tell them (Security Council), for the last time that we are also humans and not ghosts”.
“We also belong to the world. Africa shall no longer tolerate slavery by any means; by denial of rights. . .I hope you will hear from us on the issue of the United Nations reform.
“You’re a good man, you’ve visited our countries where diseases have visited and where calamities and terrorism have taken place. We say thank you. That distinguishes you from others. We know where you come from” President Mugabe said, drawing yet more laughter.
The President aimed a blow at US leader Mr Barrack Obama, asking: “But what is he? A voice made to speak their language, to act their act and not our act. They are still superior.”
He painted a picture of the horror of being black in the United States, saying people of colour were shot by white authorities on the streets and “nobody seems to talk about it, but today instead they still want to talk about us”.
President Mugabe rounded off that matter by saying Western interference in African affairs was directed at trying to plant pliant governments on the continent, adding that the colonial agenda had taken on the robes of NGOs – again drawing enthusiastic applause.
Using their various covers, the agents of neo-colonialism, President Mugabe said, were dispersed all over the continent as “spies, pretenders, some say they are here in Africa to assist us, even in armed groups in our territories”.
In a laugh-inducing farewell to the AU Assembly, he told President Déby he was available to render advice thus: “I will still be there, until God says ‘come join the other angels’.”
President Mugabe also said it “was an honour to guide our organisation to implement its vision of the Africa We Want”.
The applause was long and warm as President Mugabe made his way off the podium, twice raising his fist in a salute that brought the entire AU Assembly to its feet.
And there were to be more laughs when he pretended to hit President Déby over the head with the AU Chairman’s gavel as he handed over the mantle.
Nurse Caught Shoplifting for Survival
A Gwanda nurse who claims that her low salary caused her to live out of shoplifting was yesterday nabbed by security guards at an OK Supermarket in the town.
25 year old Sikhanyisiwe Moyo who is employed as a nurse at Phakama Clinic in Gwanda was arrested by the alert security guards as she tried to walk out of the shop with ten 750ml bottles of Viceroy Brandy.
The arrest led to the recovery of several other items stolen from the chain store by Moyo using the same tactic.
Moyo is reported to have been repeatedly going to the supermarket in her nursing uniform and would pick up groceries listed on an old till slip from the store and walk straight to the exit with the groceries and make her way through the unsuspecting guards who would release the goods on the strength of the old receipt.
Her luck came to an abrupt end yesterday after an alert CCTV monitoring guard realised that the nurse pushed a shopping trolley with ten bottles of brandy straight to the exit point without going through the pay points.
The guard immediately alerted his colleagues at the door who double-checked the till slip only to discover it was an old till slip leading to her immediate arrest.
One of the security guards immediately remembered that the nurse had gone out of the shop with groceries on two occasions on that day which led the police to go for a search at her home where more groceries and till slips from OK Supermarket were recovered.
It was “street drama” in the town when police officers ordered the handcuffed nurse to push a trolley full of groceries through the streets of the townships to the police station.
Questioned upon arrest why she was on a shoplifting frenzy, the kleptomaniac nurse claimed that she was resorting to the criminal life because her salary was not enough to cater for her family’s needs. The nurse blamed the delays in getting their salaries as another contributing factor to the life she was leading.
Several incidents of professionally employed people nabbed for shoplifting have been reported in the country. In one case a doctor was arrested for stealing a packet of cigarettes as he did not have money due to delayed salary payments by government.
Moyo will appear at the Gwanda magistrate’s court on Monday on the charge of several counts of shoplifting.
Bonuses: Govt Still In The Dark
Government has once again reiterated that the public sector employees’ 13th cheque will be paid without fail and dates for the payments will be announced soon.
This comes as civil servants’ representatives have refuted reports that they will go on strike over the bonuses, saying that they have engaged Government on the best structure of disbursing payments.
Civil servants have been anxious over the delay in bonus payments, but Government has repeatedly said it will burn the candle at both ends to mobilise resources and honour its commitment to pay the 13th cheque.
Speaking to The Sunday Mail last week, Public Service, Labour and Social Welfare Minister Prisca Mupfumira said Government would not let down its workers on the bonus payments.
“Regarding the issue of payment of 2015 annual bonuses, my Ministry is currently finalising consultations with the Ministry of Finance and Economic Development,” she said.
“It should be noted that Government has not reneged on its commitment to pay annual bonuses. As soon as the consultations are through, dates for payment will be announced.”
Minister Mupfumira said it is Government policy to pay bonuses on an indiscriminate scale.
“Civil servants have always been belittled and ridiculed from all corners of society. Government has since restructured to ensure that all civil servants are qualified for whatever position held,” she said.
“Therefore, Government does not share the sentiments that its employees are drunkards, but professionals that are responsible for the administration of the country in terms of Section 199 of the Constitution.
“There has never been an official position regarding the alleged wayward behaviour and they deserve to be paid their bonuses. Government is yet to implement performance related bonuses.”
Recently, some statements were attributed to Higher and Tertiary Education, Science and Technology Minister, Professor Jonathan Moyo who is said to have argued that civil servants’ bonuses must be performance related.
Commenting on the payment structure, Minister Mupfumira said it is common for Government to stagger payments.
“Historically, pay dates have always been structured as such without problems. Government adheres to the principle of quality and impartiality hence does not favour any group of its employees, it treats them equally.
“Staggering pay dates for employees has been the norm and Government has considered numbers of personnel in each sector considering the rate at which it can mobilise resources.
“It is imperative to note that all sectors get their salaries after every four weeks.” Speaking to this The Sunday Mail yesterday, Apex Council representative, Mr Sifiso Ndlovu dismissed reports of a looming civil servants strike over bonus.
“It is not true that we are planning a strike, what we have simply done, as Zimta, is that we have taken the Government to court over the issue.
“The commitment to pay bonuses from His Excellency is very clear. What is not clear however, is the date of payment. So we are waiting for the Minister of Labour (Mupfumira) to confirm a date of payment.
“The rumour that we are planning to strike is not true at all,” he stressed.
President of the Zimbabwe Teachers Association, Mr Ruchard Gundani concurred with Mr Ndlovu.
“We are not at the point of striking. We understand Government’s position on the bonuses and consultations are ongoing.
“We are waiting for a meeting to be held on February 10, which is a follow up meeting to discussions we held on the 6th of January.” State Media
Tsvangirai Heads To Masvingo for Rallies
MDC-T leader, Morgan Tsvangirai is heading to Masvingo where he seeks to win back support.
Tsvangirai will be addressing five rallies in Masvingo to rejuvenate his supporters as he prepares for what calls his last battle.
The rallies comes after thousands of supporters deserted him to now support former Vice President Joice Mujuru.
Yesterday he was in the province where he attended the provincial executive meeting.
MDC-T Masvingo Provincial Spokesperson Dust Zivhave confirmed the rallies in an interview with the local Mirror.
“President Morgan Tsvangirai will on Saturday attend a provincial council meeting that will be at our provincial offices. He will use the meeting to familiarise with party structures and as a province we will be preparing for his tour of the province.
“The president will address rallies in five districts starting on 10 February in Gutu, Bikita, Chivi, Masvingo and Chiredzi. He will use the rallies to meet the big MDC-T family and tell them the vision of the party which will definitely be in power come 2018” said Zivhave.
From the 10th of February,Tsvangirai will hold a rally at Mukore in Bikita, then he will be at Bhasera in Gutu on 11 February. He will continue with his rallies on the 12th of February, and address his supporters at Ngundu in Chivi before making another address at Muchakata in Masvingo on 13 February. He is going to hold his last rally at Tshovani Stadium in Chiredzi on 14 February.
Tsvangirai`s visit to the Province came at a time when some of his supporters as well as those from Zanu PF are defecting to joini the newly formed People First party.
