“Zimbabwe Scenario Is Pathetic, Will The Lockdown Work?”

Ndaba Nhuku|Can a lockdown work? What should have been done? Copying other countries will not work. There is no food, water, electricity; absolutely nothing to last even a day. And to worse matters, no hospitalisation necessary as hospitals don’t even have basics.

Isolation? Where? Just like SA, folks are already overcrowded in their homes. What will a lockdown do to them when starving? I will not even mention domestic abuse as a crisis on its own.

What our leaders have done then faced with this global crisis? It’s useless merely imitating others as in plagiarising their speeches.

We should have thought outside the global box and laid bare our case and found in-house solutions. Slows thinking and lack of foresight and vision have always been our downfall.

Possible solutions in our no win situation

Emphasis in the form of public information was needed in prevention of infection. Zim govt should have used it’s media channels to advocate for hands washing and advised citizens to set up even rudimentary washing points.

This is a crisis, gallons with holes to let out water for washing hands at market stalls would serve a huge purpose.

Stopping hand shaking and and contact. No gloves to handle items? Wash hands. No masks? Why not make one as we saw folks do in social media. It’s not what shops sell that work; think outside the box by being innovative and creative.

Whatever serves the purpose is better than nothing because we are in a no win situation. Ours is very very desperate situation compounded by those who fled South Africa lockdown!!!

They have worsened and increased the rate of infections since South Africa was already on the rise as a regional power house with superspreaders.

We could not turn back our citizens but should have had information available for them to save their beloved ones by self isolation.

Self isolation of South African returnees needed foresight. There are many schools near in Zimbabwe along the border. Government should have isolated these folks at these schools and cleared them from there.

This is a crisis that needed desperate critical solutions. Government would have fed the folks even with isitshwala and vegetables for the two weeks or whatever period it took to isolate them.

At least the schools have controlled environment with water and toilets and boarding schools have everything needed.
Why allow urbanites to transport the killer virus to our rural areas?

Government should have availed information to urban citizens to avoid going emakhaya and vice versa. This should have happened long ago if we were willing to learn from China.

Instead our leaders like Oppah were busy celebrating the death of western citizens and economies.

Corporate and global appeal. Why did government neglect involving the corporate world and seeking UN help with its own challenging scenario that is unique from many countries?

Zimbabwe will never get its health facilities working overnight, met alone afford ventilators, and hence the focus on basics whilst letting the common man hustle. Water and cleanliness and social distancing are paramount.

Corporate world and UN should have been asked to help most basics like water and maize meals. The world is not cruel in times of need.

Never before has the world been so desperate and hence we needed desperate solutions not similar to everyone’s because we have a unique challenge in that we dont have anything at all. We can’t lockdown starving people!!!

They will not pay heed at all. They will fend for their kids as will do the police and military officers expected to force them indoors.

Sorry, it’s too late the horse has bolted out. I am myself physically and mentally locked down to have written this earlier. But would it have helped anyone.

One soul saved is better than every elderly or individual with some condition condemned to death.

May our gods look after our folks. I love you my hustling countrymen.

Beijing Resumes Railway Freight To Europe

By A Correspondent- Beijing has resumed its railway freight service between Wuhan and Europe by delivering medical aid to Germany as authorities work to lift strict quarantine measures after the number of new cases Covid-19 dropped.

A train loaded with medical supplies and construction materials has left a station in Wuhan, the capital city of China’s central Hubei Province, and is set to arrive in the city of Duisburg in Germany in two weeks, Chinese outlet the Global Times reported on Saturday.

The delivery will be the first China-EU cargo freight operation from Wuhan since the city was placed under strict quarantine in January after the Covid-19 outbreak.

China was the leader in the number of confirmed Covid-19 cases for months, until the epicenter of the pandemic shifted to the US, where more than 100,000 people have tested positive for the disease, according to Johns Hopkins University. Italy has become the second-hardest-hit country in recent days with nearly 86,500 cases, surpassing China’s 81,300. -GlobalTimes

“Military Commanders Push For The Sacking Of Heath Minister Over Coronavirus Preparedness Lies”

By A Correspondent- Furious military commanders who attended a meeting of the Cabinet taskforce on Covid-19 on Friday reportedly demanded the sacking of Health Minister Obadiah Moyo as chairman of the taskforce, branding him as “useless”.

President Emmerson Mnangagwa relented to the military commanders’ pressure and promptly removed Moyo and replaced him with Vice President Constantino Chiwenga, who returned from a trip to China on Friday night.

Military commanders who were present were scathing. They said he was useless and had lied about the country’s readiness for coronavirus, particularly conditions at Wilkins Hospital.

The security chiefs to turns to blame Makamba’s death on negligence. They ripped into the health minister who sat stone-faced. They demanded that the president should take charge of the coronavirus taskforce.

Zororo Makamba succumbed to coronavirus on March 23 at Wilkins Hospital after he failed to get meaningful treatment while admitted at the centre.

BREAKING: South Africa Police Arrest 55 Over Coronavirus

PRETORIA – South AFrica’s Police Minister, Gen BhekiCele has confirmed that 55 people have been arrested the first day of the national #21DaysLockdown as police intensify measures to curb the spread of the #COVID19 #Coronavirus.

FULL TEXT: As the national lockdown kicked off on Thursday night, 26 March 2020 at 23h59, Police Minister, General Bheki Cele visited four main roadblocks on the major exit and entrance routes in Gauteng, including the main one on the N1 to and from Limpopo. Minister Cele spent time with the commanders and the members on the ground who are on deployment to operationalise and enforce the lockdown regulations in the strife to curb the spread of the corona virus.

Just under 24 000 members have been deployed where the SAPS is complemented by the SANDF deployment, respective Metro Police Departments and other law enforcement officers.

As soon as the clock struck midnight, vehicles whose movement was in contravention of the regulations, were turned back at roadblocks which were also mounted at the N4 to and from the North West; and on the N3 to and from KwaZulu Natal. The Minister confirmed that a total of 172 roadblocks had been mounted on the main routes countrywide, covering parallel routes to deal with those motorists who attempted to dodge the main roadblocks.

In addition to the roadblocks, police saturated hotspot areas such as Soshanguve where police ensured that known liquor outlets were shut and no selling and consumption was taking place.

Some visits to hotspots were in response to the growing list of tip-offs police continue to receive from caring citizens.

As the dawn of Friday 27 March 2020 broke, members of the SAPS, the SANDF and Metro Police Departments increased visibility and patrols became the order of the day. This resulted in the arrest of 55 people across the country: 20 in Gauteng, 06 of whom were arrested in Alexandra alone and 14 in other parts of the Province; 11 in the North West; 10 in Limpopo; 07 in KwaZulu Natal; 05 in the Free State; and 02 in the Western Cape.

Some of these transgressors blatantly defied the instructions and the lockdown Regulations and engaged in activities such as street-bashes, while some were sitting in groups drinking when it has been emphasised a number of times that the selling and movement of liquor during the lockdown period will be prohibited.

“The intentional contravention of the lockdown Regulations does not only undermine the authority of the State but in fact, undermines the health and the lives of the citizens of South Africa who have during this time displayed goodwill by cooperating with and supporting police efforts to enforce the law,” said Minister Cele, cautioning those who are hellbent on making a mockery of government efforts and turning the spread of the corona virus into a joke.

Minister Cele also assured the country that, “this war we find ourselves in, is not a war against any citizen of this country, but is a war against a common enemy, the corona virus. Whoever breaks the law and chooses to join the enemy against the citizens, will face the full might of the law and police will decisively make sure that we defend the people of South Africa.”

Acknowledging the challenges that came with the first day of the lockdown, Minister General Bheki Cele confimed that talks were underway between the Departments of Police, Trade and Industry, and Transport to address issues experienced in some areas with long queues at shops where people were not observing social distancing rules nor hygiene protocols. There will be continuous assessment of the implementation of the lockdown and measures will be enhanced where the need arises.

The Minister issued a stern warning to those who lie to the police and use the queues at shops and pharmacies as an opportunity to go out for reasons other than acquiring essential goods and/or services. Police are under instruction to deal decisively with such chancers.

The Minister also assured the citizens of the country that police will respond swiftly to all genuine tip-offs.

Meanwhile, the Minister of Police has commended the latest arrest on Friday evening 27 March 2020 just after 23h30, of a 36-year old male from Kanana in Tshwane North, who has been taken into police custody for contravention of the COVID-19 Disaster Management Regulations.

It is alleged that on Saturday 21 March 2020, the first weekend after President Ramaphosa had declared a State of Disaster, the suspect and a group of people were returning from a funeral and gathered at Temba Square for what is commonly referred to as “After-Tears”. It is at this illegal gathering of more than 100 people where public consumption of liquor was taking place, that the suspect allegedly captured himself on video which has gone viral on social media, where he is seen and heard contravening the Covid-19 Regulations.

“This should come as a warning to those who continue to make a mockery of the COVID-19 scourge and undermine the efforts of government, that the law will not be kind to their ilk,” said Minister Cele.

“Seek Aid To Cushion Struggling Masses During 21 Day Lockdown”: Churches Tell Govt

By A Correspondent- Civil Society and Churches Joint Forum (CSCJF) welcomes the government’s decree for 21 days lock-down which will enhance the prevention of infection and control of the novel COVID-19.

We see it is a wise and timeous declaration considering the fact that our people were in harm’s way as they were relaxed and business was usual in the CBDs and apparently no social distancing, negating all the good efforts by the Ministry of Health and Child Care to effectively prevent the infection and control of the corona virus.

For effective 21 Days lock down, we call upon the government to deploy the army for enforcement. People being people will need the army for them to comply as the usual complaints are that should they stay at home they will face starvation as most of them are in the informal sector.

In that regard, we appeal to the government to seek AID for the cushioning of the people.

Rents for April and May may also need to be suspended and the landlords get compensated. Decentralisation of COVID 19 clinics is also needed as soon as possible.

May we as a nation see this decree as a Daniel fast, that from day one of the lock-down, we sanctify ourselves, pray and fast against all that was impeding our nation from progressing.

This is an opportunity for the people of Zimbabwe to not only prevent and fight against COVID-19 but to boost their immunity against the viruses of polarisation, partisan politics, political intolerance, unpatriotism, corruption, sabotage, toxic politics, selfishness, pride and arrogance and the psycho dynamics of self hate and such like.

The 21 Days are to be regarded as a chance for us as the nation of Zimbabwe to collectively seek God and to be in harmony with the goodwill of the spirits of just men made perfect – our Ancestors, so that we emerge stronger, united in purpose, peaceful and ready to prosper.

At the end of these days the people of Zimbabwe aught to have a restored consciousness and mentality that knits them together as one people committed to provide solutions to all the socio-economic and political challenges facing the nation.

It is evident that our economy is not doing well and there are challenges also in the health sector. But this is not time for blame game but to humble ourselves and acknowledge that to all perfection there is a limit but God’s commands are boundless and have none.

If we can kneel down to leave our pride, then in these 21 days our prayers will ascend as sweet insense to the Lord and his eyes will be turned on Zimbabwe.

It’s not a coincidence that the churches are closed too. It is not time to tempt God but for sincere Christians to pray in their closets.

The lock down is to be regarded as NATIONAL 21 DAYS OF PRAYER. The Illusion of Freedom is No Longer Profitable.

If you are not secure in Christ now, redeem the time because the days are evil. Only a virtuous people are capable of freedom. God is the ultimate blesser of the nations.

We end by emphasising on the good personal hygiene that was recommended by the Ministry of Health and Child Care;
• Wash hands with soap and water frequently or use an alcohol based hand-rub
• Cover your your nose and mouth with tissue paper or fixed elbow when coughing and sneezing
• Avoid touching your eyes, nose and mouth
• Avoid contact contact with people who are sick, coughing or sneezing
• Avoid unnecessary travel especially to all countries with confirmed cases of COVID-19

It is now incumbent upon us to keep ourselves alert to the pandemic by keeping ourselves in hygienic circumstances. Consistent washing of our hands, religiously taking all the medical advice from health experts and the World Health Organization(WHO). Keeping social distance, avoiding gathering that can lead to contamination, avoid places of joy and contact with persons showing symptoms of the virus.

As we all know that this government of ours is not prepared or equipped to deal with the pandemic, lets take precautionary and preventative measures through taking hot tea made up of garlic, ginger, lemon and honey. Simply boil crushed pieces of garlic and ginger mixed with lemon and use honey as the sweetener. Also use eucalyptus oil in boiled water and wofugira. It boasts the immunity from opportunistic attacks.

CSOs Implore Govt To Disseminate Correct Information To The Public On Coronavirus

By A Correspondent- Civil Society Organisations have challenged the government to disseminate correct information about the COVID-19 pandemic that reflects the situation on the ground.

In a letter to Health and Child Care Minister Obadiah Moyo dated March 24, Zimbabwe Lawyers for Human Rights (ZLHR) executive director Roselyn Hanzi urged the government to provide coronavirus testing kits to all the country’s 10 provincial hospitals.

She wrote:

Can you provide further information on issues relating to the following, testing centres, indicators for testing, reaction time, inconclusive results as we have elaborated below?

There is a need to establish satellite testing centres throughout the country. Currently, testing is restricted to Harare and Bulawayo and this poses challenges for those who may need to be tested, but live outside or far away from these cities.

Ideally, testing facilities should be available across all 60 district hospitals. At the very least, due to resource constraints, testing kits should be available at all the 10 provincial hospitals.

Zimbabwe, like the rest of the world, is battling to contain the spread of COVID-19, with President Emmerson Mnangagwa declaring a 21-day total lockdown starting on Monday.

Meanwhile, health officials have revised the number of confirmed coronavirus cases from 5 to 7.-Newsday

Duo Sentenced 70yrs Behind Bars For Killing Good Samaritan

By A Correspondent- Two stranded deportees from Botswana who stabbed a motorist who had offered them a lift in Plumtree before they slit his throat and used tyres and diesel to burn his body beyond recognition, have been sentenced to a combined 70 years in jail.

Mehluli Bhunu (26) of Maronga Village Dete in Matabeleland North and Trust Ngwenya (20) of Lusulu in Binga who killed Memory Deredza, were convicted of murder with actual intent by Bulawayo High Court judge Justice Evangelista Kabasa.

Bhunu was sentenced to an effective 40 years in jail while Ngwenya was jailed 30 years. The duo after killing the deceased, burnt his body beyond recognition and then drove off in his car, a Mazda Bongo kombi which was laden with groceries.

They also stole the deceased’s cellphone.

Bhunu and Ngwenya met Deredza at Maitengwe Border Post soon after their deportation from Botswana and he offered them a lift to Plumtree. Deredza was on his way to Masvingo to return his brother-in-law’s car, which he had borrowed when the accused fatally stabbed him and burnt his body after dousing it with diesel.

In passing the sentence, Justice Kabasa said the murder was committed in aggravating circumstances, which warranted capital punishment.

“You killed an innocent man who had done nothing wrong but had actually offered you a lift and this is a great betrayal on your part. You stabbed the deceased using a knife, which is a lethal weapon. What is even more despicable is that despite the deceased having tried to flee for his dear life, you could not hold back, but instead pursued him,” she said.

“You robbed the deceased’s family of a father, husband, brother and brother-in-law through your wickedness.” Justice Kabasa said the courts have a duty to protect the sanctity of human life through passing harsh sentences.

“The courts have always emphasised the sanctity of life and no one should lose life at the hands of another. Although the accused persons did not show any remorse, but tampering justice with mercy has always been a principle of the courts. “Accused persons deserve lengthy prison terms since they are danger to society,” she said.

“In passing the sentence, we cannot ignore the disparity in the accused persons ages at the time of committing the offence. For these reasons, first accused (Bhunu) is sentenced to 40 years while the second one (Ngwenya) will serve 30 years in prison.”

VP Chiwenga Back From China, Should He Be Quarantined?

By A Correspondent- Vice President Constantino Chiwenga has returned from China where he had gone for a routine medical checkup two weeks ago.

Chiwenga’s return was confirmed by George Charamba, the Press Secretary in the Office of the President. Said Charamba:

I haven’t seen him as yet, but I can confirm he’s back. You’d have heard that on Friday, the president appointed him chairman of the Covid-19 taskforce and that tells you he will hit the ground running.

According to a local publication, Chiwenga’s private jet hired from Dubai landed in Harare at 22.15 PM on Friday, according to flight-tracking websites.

The luxuriously-fitted Airbus A318-112 (CJ) Elite made a stop-over for refuelling in Colombo, Sri Lanka, after taking off from the Chinese capital, Beijing.

VP Chiwenga Has Flown Back Into Zimbabwe From China, Will Things Improve Now?

Vice President Constantino Chiwenga flew back into Zimbabwe from China last night, and will head straight into work, to lead the COVID committee assigned him this week.

Chiwenga was in China on an undisclosed mission and his return is seen by many in government as a sign of good things to come.

His return was confirmed by senior government officials.

Although coming from a high risk country, he was not quarantined. Last week Botswana’s President was went into self quarantine after a one day visit to Namibia.

Analysts aligned to ZANU PF said he will assist the ongoing government efforts to end the CoronaVirus pandemic. Yesterday president Emmerson Mnangagwa announced saying that the country is going into lockdown mode following South Africa’s own announced during the week. Despite Zimbabwe’s political ally, China encouraging other countries to use the model, Zimbabwe is 3 months behind.

Some critics have added saying the latest government move is misguided, and the exiled former Higher Education Minister Jonathan Moyo said in a thread:

A lockdown for its own sake by decree is not how any country has fought the #coronavirus. A lockdown must be a set of SPECIFIC MEASURES to flatten the #COVID19 curve to stem the spread of the virus and protect the people and the economy. Mnangagwa’s decree lacks such measures!

Livelihood issues aside, most Zimbabweans live in the townships, rural areas, compounds and on the farms in spaces that are so crowded that social distancing and isolation to stem the spread of the #coronavirus is not possible without specific and organised govt interventions!

Mnangagwa decreed the lockdown when nurses and doctors are on strike and yet he said nothing about what govt has done or will do to resolve that. It’s just wrong to decree a lockdown to fight the #coronavirus when nurses and doctors, the key responders in the fight, are on strike!

Mnangagwa’s decree did not have the necessary facts and figures on the medical interventions that govt will do during the 21-day lockdown: where will testing for #COVID19 be done and by who? Which health facilities are ready to treat #COVID19 patients and what’s their capacity?

Last but not least, a lockdown to fight the #coronavirus must necessarily come with an awareness outreach programme, based on Zim’s epidemiological profile, that particularly targets vulnerable groups with suppressed immunity due to preexisting conditions, old age and hunger!

24yr Old Zimbabwean Tests Positive To Coronavirus

By A Correspondent- Latest statistics from the Ministry of Health and Child Care reveal that two of Zimbabwe’s confirmed COVID-19 patients are only 24 years old.

In its coronavirus update on March 27, 2020, the Ministry of Health announced that two more people had tested positive, raising the number of confirmed cases to seven.

One of two cases is that of a 40-year old female who was diagnosed yesterday (Friday) and is based in Harare and has not travelled out of the country.

She came into contact with a 52-year-old male who had travelled to Dubai and was confirmed positive for the virus on Thursday. Her condition is said to be stable.

The other case is of a 24-year-old female who is also based in Harare. She has not travelled out of the country and came into contact with the 52-year-old male who travelled to Dubai and tested positive. Her condition is also reported to be stable.

The statement by the Health Ministry further revealed:

Of the cases confirmed to date, three are due to contact with an infected individual locally. Our teams are currently seized with enhanced surveillance through contact tracing, by following up all known contacts of these cases.

Therefore, the Ministry would like to remind everyone of the need to maintain social distancing, by avoiding close contact (I meter or 3 feet) with anyone who is unwell, coughing or sneezing.

Coronavirus Positive Man Flees Gauteng Quarantine, Arrested In Limpopo On His Way Home

It is day two of the nationwide twenty one day Lockdown and it is fair to say that it has come with it’s very own fair share of drama and political uncertainty and South African citizens have been warned and cautioned to stay put in attempt to avoid further spread of the virus and any potential deaths in the process with the viruse seeming to have no limits to the chaos and mayhem it is causing worldwide.

It has been reported that an unnamed gentleman had tested positive for the Coronavirus in Gauteng province but instead of following the neccessary and relevant procedures of self isolation took matters into he’s own hands.

Limpopo Health department spokesperson Neil Shikwambana says “The Covid-19 patient had tested positive for the disease in Gauteng and blanked self isolation to instead go back to his home village in Limpopo province outside Tzaneen”.

Zweli Mkhize Gave A Wrong Statement On South Africa Covid 19 Deaths.

On 27 March Dr Zweli Mkhize had announced that the department of health had reported 2 death due to COVID-19 in South Africa. This was broadcasted with no exhaustive examination on the cause of death on one of deceased individuals who was suggested tp have died of this pandemic. These individuals died in different places, one at a private hospital and the other passed on at a public facility.

Thursday evening; health ministry came back to the media to give an update and clarity on what could have been the cause of their deaths. In a media statement, Dr Zweli Mkhize said:

“This morning we reported that two deaths occured as a result of COVID-19 virus. The first patient was a 48-year old female who tested positive for COVID-19 on the 23rd March 2020. She was suffering from pulmonary embolism. This means she had an underlying desease”. Dr Mkhize also mentioned the second death of a 28-year old woman who died of respiratory distress, he continued by his statement and said

“The second patient who died was a suspected case based on her clinical presentation. The clinicians who treated her have reported to us that this was a 28-year old female who had presented at the hospital in respiratory distress. At the time of presentation she was hypoxic. She was intubated and transferred to hospital the early hours of this morning, (i.e 27 March 2020 at 3 am). On arrival in ICU, she wasdeclared dead. The clinical picture was suggestive of COVID-19 and therefore a test was conducted.

Her laboratory results have since been received 17:20 and were confirmed negative. Her immediate family was also tested and they are also negative. She is therefore no longer considered a COVID-19 case.”

In closing this shows how the leaders are panicking on the Coronavirus and that this is to say they should stay calm so that the country stays calm.

Medical Staff At The Avenues Clinic Down Tools Protesting Lack Of Equipment For Coronavirus.

MEDICAL personnel at the privately run Avenues Clinic in Harare downed tools yesterday in protest over lack of personal protective equipment in the wake of the deadly coronavirus.

There are suspicions, however, that more cases are going unreported and some of the suspected cases are finding their way to private hospitals, where they will be handled by unprotected medical staff, increasing the risk of the spread of the deadly virus, an allegation government denies.

When NewsDay Weekender visited the clinic yesterday, there was strict screening at the entrance while the nurses congregated near the management offices as negotiations with worker representatives went on.

Tecla Barangwe of the Medical Workers Union said there were suspicions that suspected COVID-19 patients were being taken in and some were exhibiting signs and symptoms of the deadly disease and without the necessary equipment, workers could not continue risking their lives.

“We have taken note that suspected coronavirus patients could have been taken in secretly, but management is failing to provide adequate equipment to the workers,” she said.

“They have decided to put tools down until such a time management provides adequate personal protective equipment.”

Senior doctors and nurses in public hospitals across the country on Wednesday downed tools demanding protective clothing.

Several doctors internationally have died after contracting the virus while attending to patients.

Italy alone, the epicentre of the virus in Europe, has lost 37 doctors since the outbreak of the virus, which is now claiming over 600 lives daily in the European country.

Added Barangwe: “They say the equipment is in short supply, but there are patients in the wards with symptoms of COVID-19 and we gather some of the patients had travelled out or had contact with an infected person, but our members say they have realised that some could have been infected, so we are saying no protective, clothing no work.” 

Interviewed workers said every case in these days of coronavirus was potentially dangerous and now difficult to handle without adequate protective clothing.

“Every case that we have these days is a potential case and it is difficult to attend to the cases without adequate protective clothing,” one of the striking workers said.

Asked whether they have had suspicious cases of late, another worker said: “We have had quite a number of cases that we suspected here and that is the reason why we have taken this step. It is dangerous for us to continue working like this.”

The newly installed Chinese electricity turbines by Sino Hydro are overheating once they run for sometime hence the need to keep interchanging them leading to electricity loadsheding in Zimbabwe and Zambia.

Further, the machines are draining a lot of water than the Kariba Dam design capacity hence losing too much water, senior ZESCO engineers and some officials from Ministry of Energy have revealed, and Zambian Watchdog can challenge the PF government to refute.

Sources say while the water levels may not be where they are supposed to be, the situation has been worsened by high intake of water by the Chinese turbines plus they are overheating once they run for sometime.

“We had advised against installation of these machines but government insisted due to corruption. Now they are behaving like an overheating vehicle engine that cannot run for sometime without switching off for it to cool down.

We have to keep rotating them by switching maybe two out of six at any given time so that we can produce some electricity causing loadsheding many areas for hours. The country has had enough rains this year and by now, the situation should have normalised. But these machines are taking lots of water hence losing too much water from the dam. Ideally we should have been at the peak in production and we only expected loadsheding around October/November. Now we don’t even know what will happen by that time,” sources have revealed.

Mangudya Jumped The Gun On His US Dollar Announcement

Celebrations about the return of the United States dollar as legal tender in Zimbabwe may be premature.

Inside sources say Reserve Bank of Zimbabwe governor, John Mangudya, jumped the gun by announcing the return.

He also said that the managed float exchange rate had been abandoned and the Zimbabwe dollar was now fixed at 25:1 against the US dollar.

“There is no going back to the United States dollar,” a source said. “The revised position will be announced on Monday with the legal instruments.”

Critics say that policy flip-flops like this one do not augur well with potential investors.

Mangudya’s measures announced yesterday were a reversal of those announced by Finance Minister Mthuli Ncube on 11 March, which according to the British government were recommended by the International Monetary Fund whose nod opens doors for international investment.

Former Finance Minister Tendai Biti, who has been arguing against de-dollarisation, said that he has repeatedly told the government that this will not work.

“The regime has radically done a volte face& sneakily re-dollarised. We told them it wouldn’t work & won’t work. They owe Zimbabwe an apology and they should now bring a Bill to Parliament formally repealing those sections of the Finance Act that incorporated SI33 & 142of 2019,” he tweeted.

“Public policy must be consistent, predictable &for the public good .It surely can’t be the business of Government to disrupt people’s lives.

“If the business of a gvt becomes that of disrupting its citizens then that gvt should have no business in the citizen s business #Shame.

“The confusion around monetary policy &the mismanagement of FX in Zim reflects structural incompetence &indifference. Undoing this dog’s breakfast will be a nightmare.”

He added that the move by the government was an act of desperation by a regime that was on its knees.

“So the regime’s opaque attempt to re-dollarize marks the desperate act of a desperate regime that is literally on its knees,” he said.

“With the closure of Beitbridge, dwindling diaspora remittances, the collapse of the #SMP, fuel & energy crises, #COVID19, grain shortages, the regime is in crises.

“Re-dollarization will not mask or obviate the need for genuine structural reforms in Zimbabwe, nor the imperator to resolve the crises of legitimacy. It will not hide the genuine need for a lasting political settlement. Nor will it hide the regime’s gross incompetence and abuse of power.

“#COVID19 has exposed the regime for what it is, a bungling incompetent corrupt gang of thugs masquerading as a government.”

It is not clear what will happen to Mangudya if it turns out that he announced yesterday’s measures without the agreement of the Monetary Policy Committee.

Mangudya is less than a year into his second and final term which was renewed on 1 May last year.

Mthuli Ncube appointed a nine-member Monetary Policy Committee in September last year in a move that was widely seen as trying to rein in Mangudya.

According to the Herald the MPC’s functions entailed determining the monetary policy of Zimbabwe; including the setting of limits on open market operations by the bank and ensure price stability as defined by the Government’s inflation target in the national budget.

It would also determine interest rates in line with the Government’s economic policies and targets for growth and employment creation as well as other monetary policy functions, as the finance minister may prescribe by way of regulations.

The paper said that according to the Reserve Bank of Zimbabwe Act, the committee submits its findings to the board of the central bank but this is for information purposes only.

Mangudya chairs the MPC and his two deputies are also members.

No National Hero Status For Veteran Bulawayo Politician

Clark Mpofu

PIONEER liberation fighter Clark Mpofu has been declared a liberation war hero and his family would be provided with a State assisted burial.

Mpofu succumbed to a heart attack on Saturday at Mpilo Central Hospital in Bulawayo.

He will be buried today at Nkulumane Provincial Heroes Acre.

The Zanu-PF leadership in Bulawayo had recommended that he be declared a national hero for his contributions in liberating the country.

In an interview yesterday, Zanu-PF Politburo member Retired Colonel Tshinga Dube said the party’s leadership declared Mpofu a liberation war hero.

“Therefore, he will get a State assisted burial. The decision was made yesterday during the party’s Politburo meeting. Cde (Absolom) Sikhosana delivered the message to his family. We had hoped he would be declared a national hero but we will accept what the party’s leadership has decided on,” said Rtd Col Dube.

Historian Pathisa Nyathi described Mpofu as one of the pioneering liberation struggle cadres who changed the nationalist struggle from accommodating the settler minority but directly and radically confronting it.

His actions led to his arrest in 1965 and he remained in jail until ceasefire in 1979.

He attended Zinyangeni Primary School in Nkayi and later came to Bulawayo where he joined the National Democratic Party and became active in its Youth League within the Makokoba Branch where the likes of Jaison Ziyaphapha Moyo, Benjamin Madlela and Ethan Dube and others were also active.

Mpofu excelled in the Sabotage Campaign where they operated under the command of General Chedu and Enos Chikowore.

After training in sabotage activities, he was part of the group that bombed the Bulawayo Post Office, Tredgold Building and Circus Grounds near the Zimbabwe International Exhibition Centre grounds.

Upon his arrest Mpofu was sent to Khami Prison where one of his fellow inmates was President Mnangagwa.

He was moved to other prisons such as Whawha and Gwelo prison.

Mpofu was released from jail following the conclusion of the Lancaster House Talks in 1979.

WHO Warns Of ‘Dramatic Evolution’ Of Coronavirus In Africa

ENCA| The World Health Organization’s regional director for Africa warned the continent faced a “dramatic evolution” of the coronavirus pandemic.

Of the 47 countries in the WHO Africa region — which includes sub-Saharan Africa and Algeria — 39 nations are now affected, compared with only one a month ago, Matshidiso Rebecca Moeti told French television channel France24.

Moeti said there have been about 300 cases per day in recent days and called for “intensified action by African countries”.

“The situation is very worrying, with a dramatic evolution: an increase geographically in the number of countries and also an increase in the number of infections,” Moeti said.

Cases have risen across the world’s poorest continent over the past week to a total of nearly 3,500 cases and 94 deaths, according to an AFP tally that covers all of Africa.

African nations have ordered curfews and lockdowns in response to the growing pandemic, amid fears that weak health infrastructure will leave the continent terribly exposed to an outbreak on the scale of virus-stricken Europe.

Moeti acknowledged that measures were being taken to contain the spread of the virus and to isolate suspected cases.

Governments have banned religious gatherings and sporting events, while schools were closed in 25 countries, she said.

She noted that 42 countries are now able to diagnose the disease.

“A few weeks ago, only two countries had the diagnostic capacity,” she said.

But Moeti stressed that the continent was poorly equipped to deal with a major health crisis.

“It is true that in many African households people live in large families. It’s very difficult sometimes for everyone to have their own room,” she said.

“There is a very strong community life. We have to find other hygiene methods to minimise the spread of the virus.”

Govt Urged To Report Truthfully On Coronavirus

Civil Society Organisations have challenged the government to disseminate correct information about the COVID-19 pandemic that reflects the situation on the ground.

In a letter to Health and Child Care Minister Obadiah Moyo dated March 24, Zimbabwe Lawyers for Human Rights (ZLHR) executive director Roselyn Hanzi urged the government to provide coronavirus testing kits to all the country’s 10 provincial hospitals. She wrote:

“Can you provide further information on issues relating to the following, testing centres, indicators for testing, reaction time, inconclusive results as we have elaborated below?

There is a need to establish satellite testing centres throughout the country. Currently, testing is restricted to Harare and Bulawayo and this poses challenges for those who may need to be tested, but live outside or far away from these cities.

Ideally, testing facilities should be available across all 60 district hospitals. At the very least, due to resource constraints, testing kits should be available at all the 10 provincial hospitals.

Zimbabwe, like the rest of the world, is battling to contain the spread of COVID-19, with President Emmerson Mnangagwa declaring a 21-day total lockdown starting on Monday.

Meanwhile, health officials have revised the number of confirmed coronavirus cases from 5 to 7.

Zimbabwe Confirmed Coronavirus Figures Go Up Overnight

THE number of people who have tested positive for Covid-19 in Zimbabwe has risen to seven, with one of them having succumbed to the disease.

In a statement yesterday, the Permanent Secretary in the Ministry of Health and Child Care, Dr Agnes Mahomva said out of 188 tests conducted as of Friday, seven were positive, 181 negative.

“The ministry would like to report that today (yesterday) the National Microbiological Reference Laboratory tested 65 samples. Two of these tested positive for Covid-19.

“Among the 65 samples tested today, was the repeat test for the sample from the individual whom we reported previously as having received an inconclusive result. Today he tested negative for Covid-19.

Therefore, to date, Zimbabwe has seven confirmed cases of Covid-19, including one death,” she said.

Former journalist, Zororo Makamba died of Covid-19 in Harare on Monday.

Dr Mahomva said the third case they reported on Wednesday was the following day admitted for treatment under isolation at Beatrice Road Infectious Diseases Hospital.

“He remains in a stable condition and is assisting our teams in intensified surveillance through contact tracing. The ministry continues to be on high alert to the Covid-19 pandemic,” she said.

Dr Mahomva urged Zimbabweans to remain vigilant in the prevention of Covid-19 and practise good personal hygiene including washing hands with soap and water frequently or use of an alcohol-based hand rub.

She encouraged covering one’s nose and mouth with tissue paper or flexed elbow when coughing and sneezing and avoiding close contact with people who are sick, coughing or sneezing.

Dr Mahomva said all non-essential travel was still strongly discouraged.

“If you suspect Covid-19 disease or wish to obtain more information on this disease, you are advised to call the Ministry of Health and Child Care on toll free hotline numbers for assistance: 2019,” she said.

The number of confirmed coronavirus cases is now more than 410 000 globally with more than 18 000 deaths recorded. South Africa has the highest number of infections in Africa with more than 900 cases recorded by yesterday afternoon and two people having succumbed to the disease.

Police Officer Accused Of Spreading Coronavirus Lies On A Man Who Died In Makokoba

A FAMILY from Makokoba whose relative died at home, sparking a Covid-19 scare has accused a police officer who attended the scene of spreading the unfounded story that the death was due to coronavirus.

Residents in one of the city’s oldest suburbs have reportedly started stigmatising the family, even after health experts dispelled the rumour that Danisa Tshili, who was based in South Africa, died of Covid-19.

The family is facing challenges in buying basics as vendors who know them are afraid to accept their money.

Mourners are said to be keeping their distance as they fear Tshili’s family members may be infected.

Tshili died on Wednesday, hours after returning from the neighbouring country.

His family yesterday said he was attacked by thugs in South Africa and had returned to receive home care.

They said prior to being attacked, he had returned home about a week ago to get a new emergency passport to renew his work permit that had expired.

His sister, Ms Siphathisiwe Tshili, said when they had called police and Doves Funeral Parlour to remove his body from the house when an officer after checking his travelling history made ‘reckless and unfounded claims’ that since he was in South Africa, he could have died of coronavirus.

“This is what caused Doves Funeral Services to stop the process of retrieving his body. They removed it when they came for the third time upon arrival of city health officials. Before his death, he had visited a clinic in South Africa which had recommended that he be admitted so that they monitor his situation. But considering that he had no one to take care of him in the neighbouring country, he opted to come back home. His body was only removed after health officers from Bulawayo City Council visited the house and went through his medical papers,” said Ms Tshili.

She said it made no sense for the police officer to make unsubstantiated claims when he had documents detailing his medical history.

Ms Tshili said the falsehood has resulted in neighbours and other relatives avoiding the family as they seem to still believe members are infected.

“Neighbours are now sceptical. Some of them do not want to come close to us because of the fear this has caused. I wanted to buy tomatoes at the market, but because some people who knew me refused to take my money. After the matter was published in the paper, we also got a lot of calls from our relatives who stay far and wide trying to understand the truth of the matter. Some of them were even afraid to come to the funeral wake saying if it is coronavirus, it might wipe us all as a clan,” Ms Tshili said.

She said even those who might have assisted in making burial arrangements, may stay away from them.

Ms Tshili said if her brother had died of Covid-19, it was automatic that the family was going to be placed on isolation but because it is not, they are still going about burial preparations.

Area councillor Shadreck Sibanda, who was also at the family home called for professionalism in the police force.

“We can’t have a police officer who is supposed to be guided by professionalism being casual with information. Right now, a lot of people in Makokoba might not know what the real truth is just because of such reckless behaviour. I believe the Zimbabwe Republic Police should censure officers from spreading falsehood. I also want to encourage residents to avoid spreading information that they have not verified,” said Cllr Sibanda.

Bulawayo police spokesperson Inspector Abednico Ncube said his office was not aware of the development.

“As police, we were never informed of corona. The Makokoba incident was never linked to corona. We’re treating it as sudden death. Corona can only be declared by a competent medical team,” said Insp Ncube.

Bulawayo has not recorded a Covid-19 case despite the country recording seven cases, one of them fatal. Authorities have also expressed concern over fake news circulating over Covid-19.

FOR two years, Nobert Moyo and his fiancée Mihlaemihle Sidambe were looking forward to celebrating their love through a wedding that was slated for April 18, coinciding with Independence Day.

They had been painstakingly planning, saving money and paying service providers in advance so that the day that means so much to them could be big day to remember the rest of their lives.

The date they had chosen was perfect as it is during the wedding season in Zimbabwe and on a holiday.

But, who would have known that a pandemic that started in Wuhan city in China in December last year would dash the nuptial plans of Nobert and Mihlaemihle in Bulawayo.

Social gatherings, including weddings in Zimbabwe were this week banned because of the highly infectious nature of Covid-19, a disease that has killed thousands worldwide. Showing how serious Government is about the pandemic that has killed more than 19 000 people globally, Chief Justice Luke Malaba on Monday directed the country’s civil courts to cancel all pre-booked weddings.

Nobert and Mihlaemihle are among many couples in Zimbabwe who have been forced to postpone or cancel their wedding.

When planning a wedding, many couples pay deposits for wedding venues, wedding dresses, the cake, food, DJ, MC and car hire, among other costs in advance. “We’ve been planning the wedding for two years since 2018. Like any other couple that plans a wedding, we had made part payments to service providers,” said Nobert.

The couple, just like many others who were planning to be joined in holy matrimony during this period, has been forced to postpone their wedding indefinitely.

Norbert says what pains them is that most of the services were charged in US Dollar which they had to source from the black market.

“The pain and suffering that we endured was that most service providers were charging in foreign currency and it was very difficult to source it. We had to buy from the black market where the exchange rate keeps changing.

“Trust me, having to plan everything on our own in the prevailing economic situation in the country was never easy,” said Nobert.

He said given the amount of money they had spent, they at one time contemplated going ahead with the wedding with a limited number of guests but later took the hard decision of postponing it.

“At first when the Government announced that there can only be a gathering of not more than 100 people, we were determined to go ahead with our wedding as planned. A few days later the number was reduced to 50. We realised it was not feasible to go ahead as this meant the wedding was going to be attended by just our parents, service providers and bridal team only,” said Nobert

He said having a 100 guests at a wedding was not easy because just relatives alone can be more than a 100.

“We then decided to move the wedding to August 1 in order for us not to incur any more losses in the planning process. Although we had our welcome boards and invitation cards printed out, we just had to deal with that loss and face the reality,” he said.

The new August date is based on the hope that the situation regarding Covid-19 will have improved by then resulting in the lifting of the ban on large gatherings.

“We’re hoping that by the time we get to August, this pandemic will be over to enable us to go ahead with our wedding. We thank our service providers for being so understanding and making an undertaking to provide the services in August,” said Nobert.

All service providers said they will not charge extra for the postponed wedding and the only challenge is that of the cake which is ready.

“The cake is ready and we’re now in communication with the guys who made it to see how best it can be preserved or if there’s need to make another one,” said Nobert.

Mnangagwa’s Lockdown Decree Does Not Have The Necessary Facts, Jonathan Moyo Says – Full Thread.

A lockdown for its own sake by decree is not how any country has fought the #coronavirus. A lockdown must be a set of SPECIFIC MEASURES to flatten the #COVID19 curve to stem the spread of the virus and protect the people and the economy. Mnangagwa’s decree lacks such measures!

Livelihood issues aside, most Zimbabweans live in the townships, rural areas, compounds and on the farms in spaces that are so crowded that social distancing and isolation to stem the spread of the #coronavirus is not possible without specific and organised govt interventions!

Mnangagwa decreed the lockdown when nurses and doctors are on strike and yet he said nothing about what govt has done or will do to resolve that. It’s just wrong to decree a lockdown to fight the #coronavirus when nurses and doctors, the key responders in the fight, are on strike!

Mnangagwa’s decree did not have the necessary facts and figures on the medical interventions that govt will do during the 21-day lockdown: where will testing for #COVID19 be done and by who? Which health facilities are ready to treat #COVID19 patients and what’s their capacity?

Last but not least, a lockdown to fight the #coronavirus must necessarily come with an awareness outreach programme, based on Zim’s epidemiological profile, that particularly targets vulnerable groups with suppressed immunity due to preexisting conditions, old age and hunger!

Chiwenga Takes Over Chairmanship Of Mnangagwa’s Coronavirus Task Team

Own Correspondent|The inter-ministerial taskforce established this week to deal with the coronavirus outbreak will now be chaired by the Vice Presidency, with Defence and War Veterans Affairs Minister Oppah Muchinguri as deputy chairperson.

The taskforce was previously chaired by Health and Child Care Minister Dr Obadiah Moyo deputised by Local Government and Public Works Minister July Moyo.

The two remain members of the taskforce.

The changes were announced by the Secretary for Information, Publicity and Broadcasting Services, Mr Nick Mangwana.

Other members of the taskforce include Ministers Monica Mutsvangwa (Information, Publicity and Broadcasting Services); Kazembe Kazembe (Home Affairs and Cultural Heritage); Dr Sibusiso Moyo (Foreign Affairs and International Trade); Joel Biggie Matiza (Transport and Infrastructural Development); Mangaliso Ndlovu (Environment, Climate, Tourism and Hospitality Industry); Professor Mthuli Ncube (Finance and Economic Development); Professor Amon Murwira (Higher and Tertiary Education, Innovation and Science Technology Development).

Mr Mangwana said the President had also directed the unfreezing of all vacant posts in the Ministry of Health and Child Care, allowing this critical ministry to now recruit more staff swiftly.

Trump Donates USD$470k to Zimbabwe to Fight COVID-19

THE United States yesterday pledged US$470 000 to combat COVID-19 in Zimbabwe and to complement World Health Organisation (WHO) efforts to prepare large-scale testing for coronavirus in the country.

United States Agency for International Development (USAid) mission director Stephanie Funk in a statement yesterday said the funds would be pivotal in the implementation of an emergency plan for points of entry, as well as in activating case finding and evidence-based surveillance for influenza-like illnesses.

They urged government to put in place co-ordinated efforts, together with the US Centre for Disease Control and Prevention and WHO to identify priority areas for investment.

“The US has pledged US$470 000 to fight the spread of COVID-19,” the statement from Funk read.

“This assistance will build on the ongoing investments by the US in Zimbabwe’s health sector.”

Funk said since 1980, the US government has provided over US$1 billion in health assistance to strengthen health systems, so that Zimbabweans can live longer, healthier lives.

She said between the USAid and the US Department of State, American taxpayers generously made available more than US$90 billion for health globally since 2009, and called upon other donors to contribute towards the fight against the coronavirus which has taken the lives of around 21 000 people worldwide, including that of broadcaster Zororo Makamba last Tuesday.

“For more than 30 years, the American people, through USAid have contributed over US$3,2 billion in assistance to Zimbabwe. Current projects include initiatives to increase food security, support economic resilience, improve health outcomes, and promote democratic governance,” she said.

As Zimbabwe receives donations from well-wishers like the US, non-governmental organisation, the Zimbabwe Coalition on Debt and Development, has urged government to practise transparency and accountability.

Zimcodd said precautionary measures against “tenderpreneuship” must be taken in order to safeguard against individuals that might want to take advantage of funds meant to fight the pandemic.

Economic Expert Hails RBZ Move to Re-Dollarize

By Jane Mlambo| Economic expert Vince Musewe has hailed the move by the Reserve Bank of Zimbabwe to re-dollarize saying it works to control inflation while reducing parallel market activities that were piling pressure on authorities.

Posting on Twitter this morning Musewe said Mangudya had fought a lone battle on currency issues and his recent move to allow use of USD as cash or electronic payments was the correct thing to do.

“Kudos to John Mangundya who I suspect has fought a lone battle on currency issues. Allowing use of USD as cash or electronic payments for local purchases is the correct thing to do. Means one does not have to convert USD to ZWL which was inflationary and fuels parallel market,” said Musewe.

He urged the Finance minister Professor Mthuli Ncube to institute a production taskforce rather than a currency taskforce saying the country needs to increase production capacity of the economy.

“Mthuli Ncube we do not need a currency task force. We need a production task force to increase productive capacity of the economy. Duplication of resources and RBZ functions is wasteful and we are recycling same characters on these boards and task forces,” added Musewe.

Self exiled former cabinet minister Professor Jonathan Moyo and Information Permanent Secretary Nick Mangwana have engaged in a war of words early morning today over President Emmerson Mnangagwa’s lockdown announcement last evening.

Nurses and Doctors Demand ZWL$10 000 COVID-19 Risk Allowance

Frontline health workers are appealing for a $10 000 risk allowance per month, as they battle Covid-19, which has affected five people in Zimbabwe so far. The proposal is for the allowance to be given only to those at work.

In addition, the workers have proposed that only healthcare workers who can be provided with protective personal equipment (PPE) report for work at their stations.

The proposals follow a commitment by Government earlier this week that a risk allowance for the sector had been approved, while the distribution of PPE, some of which was donated by Chinese businessman Jack Ma, has began.

Government also committed to avail a substantial amount of money for a vehicle loan scheme for the health workers. Nurses and doctors had withdrawn their labour on Wednesday, demanding a risk allowance and PPEs.

The request by frontline health workers to have a risk allowance, coincides with an announcement by EcoSure yesterday that it plans to support the country’s national health delivery system by equipping frontline medical staff with PPE, provide them with life and health insurance and safe transport to and from work daily, for the next 12 months.

The Health Apex Council confirmed the need for a risk allowance after a Health Services Bipartite Negotiating Platform held in Harare on Thursday, where they insisted they were not on strike.

“We are not on industrial action. However, we do not encourage the health workers to attend work without PPE,” said the health workers in a statement. “Therefore, we propose that only health workers who can be provided PPE by the MoHCC (Ministry of Health and Child Care) should report for work at their stations since the hospitals are high risk areas on rotational basis. The health workers proposed a flat $10 000 per month as risk allowance for those at work.”

According to the statement, Government representatives were taking up the proposal to their principals.

Cassava Smartech, the parent company of the EcoSure insurance business’s CEO Mr Eddie Chibi yesterday said given the situation Zimbabwe finds itself in, they wanted to ensure all frontline medical staff were fully protected.

He said EcoSure was putting in place measures that gave the health workers confidence as they carried out their duty of primary patient care and as they saved lives.

SA Confirmed COVID-19 Positive Cases Now 1170

South Africa now has 1170 confirmed cases of the Covid-19 virus, Minister in the Presidency Jackson Mthembu confirmed on Friday. 

He was speaking on behalf of Health Minister Zweli Mkhize, who was not present at the press conference due to other engagements. 

“While there has been two deaths what has now been confirmed by the authorities, one death is confirmed, the other death is suspected,” said Mthembu on behalf of Mkhize.

Earlier Western Cape Premier Alan Winde confirmed that the two people who died from Covid-19 related illnesses were a 28-year-old and a 48-year-old woman. 

“The 48-year-old woman’s condition worsened while in ICU and she passed away this morning. The 28-year-old was admitted to hospital yesterday and received emergency healthcare. She also passed away this morning. The clinical picture is consistent with Covid-19, but we are awaiting the results of the test to confirm this,” he said to eNCA on Friday morning. 

These two deaths took place as the country has been placed on a national lockdown with South Africans expected to stay at home. Only essential businesses remain open. 

On Thursday night, President Cyril Ramaphosa deployed SANDF members to assist SAPS officials in enforcing the lockdown regulations. 

Ramaphosa said the SANDF should ensure that once the 21 days were over, South Africa will be able to bounce back. He said this was a mercy and life-giving mission.

“You are the restorers of life to our people. Make sure that after 21 days, this state will be able to bounce back. Where our people can be active once again. This is a life restoration and mercy mission. A life-giving mission. Go out and save the lives of South Africans. I order you to go out and execute this mission with great success,” he said. 

On Thursday, South Africa had 927 confirmed cases of the virus. This means more than 243 new cases have been registered on Friday

55 Arrested On The First Day of South Africa Lockdown

Fifty-five people were arrested for contravening regulations on the first day of the national lockdown.

The 21-day lockdown came into effect at midnight, restricting movement to fight the spread of Covid-19.

Police Minister Bheki Cele said the police’s phones were “abuzz” with complaints of people breaking the law.

He was speaking at an inter-ministerial address on Friday. 

Working with these “good citizens”, Cele said 55 people were arrested on Friday.

Five people were arrested in the Free State; 20 in Gauteng – six in Alexandra; seven were arrested in KwaZulu-Natal; 10 in Limpopo; and two in the Western Cape. 

Lockdown

“These are people who don’t have a good will, people who are doing exactly what they were told not to do,” Cele said.

He added some were arrested for throwing parties and others for public drinking during the lockdown.

On the roads, Cele said there were 172 roadblocks across the country manned by just under 24 000 officers.

The main roadblocks, he said, were on the North West and Gauteng borders, the N1 going to Limpopo and M3 going to KwaZulu-Natal.

“We must remember that what is happening here is not a war against any citizen of the Republic of South Africa, it’s against this enemy called coronavirus.

“But whoever is breaking the law, whoever is not working with South Africans is joining the enemy against the people of SA and we are there to make sure we defend the people,” Cele added.

Zim COVID-19 Confirmed Cases Now 7

ZImbabwe government has announced two more cases of coronavirus to bring the total to seven from five.

Two of the seven confirmed cases had contact with a 52 year old Male who travelled from Dubai while one had contact with the late Zororo Makamba.

Last night President Emmerson Mnangagwa announced a total lockdown of the country for 21 days in a bid to contain the outbreak of the virus amid increasing number of suspected cases.

Early this week coronavirus claimed the life of Zororo Makamba who became the first and only person to die from coronavirus in the country with his family accusing government of negligence.

Rent-Seeking Retailers Risk Losing Operating License

In a statement yesterday CZR President Denford Mutashu said as retailers they were in full support of the government move to lockdown the country to contain the deadly virus.

As part of safety measures, CZR said shops that will open during the lockdown period should have their employees temperature checked everyday to ensure the safety of customers.

Jonathan Moyo Unmoved By Govt Decision to Lockdown

By Jonathan Moyo| Self exiled former Higher education minister Professor Jonathan Moyo has slammed President Emmerson Mnangagwa for imposing a lockdown decision without consulting stakeholders saying he failed to correctly copy from his South African counterpart Cyril Ramaphosa.

Posting on Twitter soon after the lockdown announcement, Moyo said Ramaphosa had given South Africa three week days, Mnangagwa had given Zimbabwe a weekend insinuating that nothing much happens during weekends as some companies will be closed.

“While @CyrilRamaphosa gave SA three-weekdays notice after consultations, @edmnangagwa has given Zim the weekend, without consultations & without outlining the objectives of his copy & paste measures which are not about flattening the #coronavirus curve,” said Moyo.

However some Twitter users hit back at Moyo accusing the former Tsholotsho legislator of turning around after pushing government to lockdown only to start opposing a move he vehemently stood for.

“Congratulations prof. Mission accomplished you suckered The president into taking a rushed ill informed decision now you will have your revolt as planned,” said one Twitter user.

In a statement of appreciation of Government’s initiatives, Mr Chamisa said the lockdown was a wise move.

The party’s top officials, including secretary-general Mr Charlton Hwende, urged the nation to comply with the President’s announcement.

“We must all comply with the decision to stay at home from Monday for 21 days,” he tweeted.

“We are facing a very serious pandemic that needs all Zimbabweans to unite and join hands in order to curtail the spread of this virus.

“Team Zimbabwe will win together this war against Covid-19.”

Mr Chamisa’s views come after he had earlier given an impression that his party did not support the measures announced by President Mnangagwa to contain Covid-19.

The MDC-Alliance leader’s appreciative comments come barely a month after other top members of his party realised the folly of defying national programmes and joined in the national clean-up campaigns held every first Friday of each month.

The party’s senior officials including, Mr Hwende, took part in the clean-up at Overspill Shopping Centre in Epworth last month, after months of opposing the campaign.

MDC-T president Dr Thokozani Khupe also welcomed the total lockdown, adding that the rising deaths across the world demonstrate that nations were fighting an “invisible enemy”.

She said the enemy requires a huge army in order to be defeated.

“Therefore, every Zimbabwean is a soldier from now going forward and we need strong ammunition.

“Our biggest ammunition right now is heeding to the call by the President of the Republic which is to stay at home for 21 days starting on Monday,” she said.

Mliswa Writes a Letter to Chinese Tiles Manufacturer To Cease Operations

Norton member of parliament Temba Mliswa has written to a Chinese owned Sunny Yi Feng which manufactures tiles to stop operations due to the coronavirus pandemic.

Sunny Yi Feng operates in Norton where Mliswa is a legislator.

“In an attempt to protect the residents of Norton, I’ve issued Sunny Yi Feng Tiles a letter to cease operations. We have to do all we can to prevent the spread of COVID-19. The congestion at the site & influx of Chinese without proper screening was just too potentially harmful,” said Mliswa on Twitter.

Zim To Go On 21 Days Lockdown

President Emmerson Mnangagwa yesterday announced a 21 day lockdown as part of government measures to contain the deadly coronavirus that has so far claimed one life in the country.

Addressing the nation last night, Mnangagwa said during the lockdown period only health and industry workers will be allowed to move while all public transport will be suspended.

“While our numbers are both low and for now all imported, this need not induce complacency in us. COVID-19 is now upon us and if experience elsewhere is anything to go by can spread in leaps and bounds in so short a time.

“We are worried that even as our numbers remain low, there is a possibility of wider community spread and transmissions,” said Mnangagwa.

He further noted that the coming of winter in two months time will pose a serious threat as it creates conditions for more infections hence the move to take a decisive stand now.

Sadza Saves Zim Man From Prosecution In UK

A man arrested after a crash on the A419 and admitted dangerous driving had his drugs charges dropped after police found he was carrying sadza.

Appearing before Swindon Crown Court, Tinashe Ndongwe (26), of Park Road, Southampton, pleaded guilty to being behind the wheel of the Ford Fiesta on February 3.

The hatchback was involved in a crash with a Kia Ceed near the Castle Eaton turn-off on the A419. Nobody was hurt.

Traffic police initially believed they had found a large amount of amphetamine in the car.

However, earlier this month prosecutor Tessa Hingston said the parcels had been tested and found to contain sadza, a maize flour porridge popular in Zimbabwe and other parts of southern Africa.

A charge of possession with intent to supply class B drugs was dropped.

Judge Peter Crabtree bailed Ndongwe to appear before the crown court on Wednesday, April 22 to be sentenced. — The Zimbabwe News.

Government Announces Accreditation Fees For Journalists

Government has gazetted registration fees for accreditation of journalists by the Zimbabwe Media Commission with locals required to pay $120 for a new applicant, $80 renewal and $50 for card replacement.

Local journalists working for foreign media houses will pay their accreditation fee of US$200. The rates are effective from January 1, 2020.

This was contained in Statutory 79 of 2020 titled access to Information and Protection of Privacy (Registration, Accreditation and Levy) (Amendment) Regulations, 2020 (No. 8).

“It is hereby notified that the Commission has, with the approval of the Minister of Information, Publicity and Broadcasting Services, in terms of section 91 of the Access to Information and Protection of Privacy Act [Chapter 10:27], made the regulations.

“The First Schedule to the Access to Information and Protection of Privacy (Registration, Accreditation and Levy) Regulations, 2002, published in Statutory Instrument 169 of 2002, is repealed and substituted with the new regulations,” read the Gazette.

Application for a foreign journalist manning a representative office of a foreign media service the accreditation fee is US$300.

While the fee for a temporary accreditation for a foreign journalist is US$150. Fee for extension of accreditation period is US$50.

Productions or Projects will attract a US$2 000 fee.

According to the Gazette there would be a special accreditation fee for those from the Southern Africa Development Countries bloc.

They will pay US$30 while the rest of Africa pay US$50 and others US$100.-State media

ZRP Cop Spreads Rumour Of ‘Coronavirus Death’

A family from Makokoba whose relative died at home, sparking a Covid-19 scare has accused a police officer who attended the scene of spreading the unfounded story that the death was due to coronavirus.

Residents in one of the city’s oldest suburbs have reportedly started stigmatising the family, even after health experts dispelled the rumour that Danisa Tshili, who was based in South Africa, died of Covid-19.

The family is facing challenges in buying basics as vendors who know them are afraid to accept their money. Mourners are said to be keeping their distance as they fear Tshili’s family members may be infected.

Tshili died on Wednesday, hours after returning from the neighbouring country. His family yesterday said he was attacked by thugs in South Africa and had returned to receive home care.

They said prior to being attacked, he had returned home about a week ago to get a new emergency passport to renew his work permit that had expired.

His sister, Ms Siphathisiwe Tshili, said when they had called police and Doves Funeral Parlour to remove his body from the house when an officer after checking his travelling history made ‘reckless and unfounded claims’ that since he was in South Africa, he could have died of coronavirus.

“This is what caused Doves Funeral Services to stop the process of retrieving his body. They removed it when they came for the third time upon arrival of city health officials. Before his death, he had visited a clinic in South Africa which had recommended that he be admitted so that they monitor his situation. But considering that he had no one to take care of him in the neighbouring country, he opted to come back home. His body was only removed after health officers from Bulawayo City Council visited the house and went through his medical papers,” said Ms Tshili.

She said it made no sense for the police officer to make unsubstantiated claims when he had documents detailing his medical history.

Ms Tshili said the falsehood has resulted in neighbours and other relatives avoiding the family as they seem to still believe members are infected.

“Neighbours are now sceptical. Some of them do not want to come close to us because of the fear this has caused. I wanted to buy tomatoes at the market, but because some people who knew me refused to take my money. After the matter was published in the paper, we also got a lot of calls from our relatives who stay far and wide trying to understand the truth of the matter. Some of them were even afraid to come to the funeral wake saying if it is coronavirus, it might wipe us all as a clan,” Ms Tshili said.

She said even those who might have assisted in making burial arrangements, may stay away from them.

Ms Tshili said if her brother had died of Covid-19, it was automatic that the family was going to be placed on isolation but because it is not, they are still going about burial preparations.

Area councillor Shadreck Sibanda, who was also at the family home called for professionalism in the police force.

“We can’t have a police officer who is supposed to be guided by professionalism being casual with information. Right now, a lot of people in Makokoba might not know what the real truth is just because of such reckless behaviour. I believe the Zimbabwe Republic Police should censure officers from spreading falsehood. I also want to encourage residents to avoid spreading information that they have not verified,” said Cllr Sibanda.

Bulawayo police spokesperson Inspector Abednico Ncube said his office was not aware of the development.

“As police, we were never informed of corona. The Makokoba incident was never linked to corona. We’re treating it as sudden death. Corona can only be declared by a competent medical team,” said Insp Ncube.

Bulawayo has not recorded a Covid-19 case despite the country recording seven cases, one of them fatal. Authorities have also expressed concern over fake news circulating over Covid-19. -Chronicle/state media

Mnangagwa Frees 5,000 Prisoners

Emmerson Mnangagwa has pardoned 5 000 prisoners serving for non-violent crimes as part of measures to decongest the country’s prisons whose population had ballooned to over 20 000.

Among those who will be released through the Presidential amnesty are those who were jailed for life but have since served at least 25 years.

The country’s prison population currently stands at 22 000 against an official holding capacity of 17 000. Mnangagwa yesterday announced the amnesty in a Government Gazette (General Notice 673 of 2020) under Clemency Order 1 of 2020.

The amnesty comes barely a week after the Zimbabwe Prisons and Correctional Services (ZPCS) had appealed to Government to pardon some inmates to decongest facilities and reduce the spread of Covid-19 in case of an outbreak.

In an interview yesterday, secretary for Justice, Legal and Parliamentary Affairs Mrs Virginia Mabiza said the President exercised his constitutional powers to release some prisoners in terms of section 112(1)(a) and (d) of the Constitution of Zimbabwe.

“We are expecting about 5 000 prisoners to be released any time from now following a Presidential Clemency Order. Prisons is now working on the necessary paperwork among other modalities to ensure the release of the prisoners on amnesty,” she said.

Mrs Mabiza said the amnesty was a routine exercise carried out by Government to decongest and alleviate challenges faced by the ZPCS.

She said although it is not linked to coronavirus, it came at the right time when there is need to implement the principle of social distancing, which is aimed at combating the spread of the global pandemic.

“The release of prisoners is not related to Covid-19. It is actually one of Government efforts towards decongesting our prisons, but it just came at a time when the world is battling to contain Covid-19,” she said.

Mrs Mabiza said communicable diseases like Covid-19 can spread easily in confined places and de-congesting prisons is therefore critical.

“In fact, it is good now that we have such a programme when we are also trying to implement social distancing, which can also be extended to prisons as much as we can stretch while at the same time trying to balance the interests of justice,” she said.

According to the clemency order, Mnangagwa also commuted to life imprisonment sentences of inmates who were on death row for at least 10 years or more.

However, murder, treason, rape, armed robbery, car-jacking, sexual offences or violence driven offences do not qualify for Presidential pardon.

Other prisoners also excluded from the amnesty include habitual criminals previously released on amnesty and those serving a sentence imposed by a court martial or have a record of escaping from lawful custody. The amnesty has emptied the country’s juvenile and female prisoners, regardless of the offence committed, save for those convicted of murder, treason any sexual offence, carjacking, robbery, stock theft, public violence, any conspiracy, incitement or attempt to commit any of those offences.

“Full remission of the remaining period of imprisonment is hereby granted to all female prisoners, save for those convicted of specified offences. The inmate should have served at least half of her sentence,” read the order.

“Full remission of the remaining period of imprisonment is hereby granted to all juvenile prisoners under the age of eighteen (18), save for those convicted of specified offences. The prisoners should have served at least one third of his or her sentence.”

All prisoners serving a term of imprisonment at the Open Prison regardless of offences committed and those aged 70 years and above have also been pardoned, including those who have been bed ridden for a prolonged period without recovery upon certification by a correctional medical officer or a Government medical officer.

Mnangagwa has also freed all prisoners sentenced to life imprisonment and had served 25 years.

Prisoners serving an effective period of imprisonment of more than 36 months who have served a third of their remaining sentence were also granted an additional one-quarter remission of the remaining effective period of imprisonment.

The President, under the Constitution, has powers to substitute lesser sentences than those imposed by the courts. It is this power that has been used in the past, using a formula to ensure equal treatment.

The prisoners still have criminal records, which will count against them if they repeat the offence, and their convictions stand.

In 2018, Mnangagwa cut the sentences of 3 000 prisoners across the country in a bid to de-congest prisons and improve the living conditions of those who remain.

Man Bashes Wife Over S*x Ban

A married man from Luveve has reportedly turned to abusing his wife in the presence of their children after she slapped him with a sex ban.

Austine Soko who has been denied sex by his wife couldn’t take away his frustrations anywhere else except to send the energy back to his wife Skhunjuliwe Soko.

“He insults me using vulgar language in front of our children, he physically, sexually, emotionally and economically abuses me as he doesn’t want me to be employed,” said Skhunjuliwe.

She said the abuse she was receiving from her husband was affecting their two children who are aged 17 and 13 years old.

“The constant fights are emotionally affecting the children. At times he (Austine) verbally abuses them for no apparent reason,” said Skhunjuliwe.

It seemed the marriage between the two was getting strained as Skhunjuliwe was tired of not being free to work and receiving different forms of abuse from her husband. On the other hand, Austine was also tired of the continuous strain of the sex ban.

He bared his heavy heart before Western Commonage magistrate Urgent Vundla as he asked for advice on what he could do when his wife refused to grant him his conjugal rights.

“What should I do? Whenever I touch her in our bed she always pushes away my hand and tells me straight to my face that she doesn’t want to have sex with me,” said Soko.

Skhunjuliwe pleaded with Vundla to grant her a protection order as she feared that her husband might end up hurting her.

She was granted an interim protection order and Austine was cautioned to refrain from emotionally, verbally, physically, sexually and economically abusing his wife.

“Anywhere you go, sex is the foundation of any marriage. I would advise you to work on that part of your marriage,” said the magistrate.-B-Metro

Parirenyatwa Hospital Sets Record Straight On Coronavirus Suspect

Parirenyatwa Group of Hospitals would not ordinarily reveal information on any patient.

We have however noted that one of our patients, Robert Gomana who demised on 25 March 2020 has become of public interest in view of the COVID19 pandemic.

We wish to dispel information which insinuates that Robert Gomana came in as COVID-19 suspect and was admitted in B7 ICU despite him showing symptoms similar to those of COVID-19.

To set the record straight, below are the facts of the matter:

  1. Robert Gomana presented at our Accident and Emergency Department on 23 March 2020 with a stabbed wound/ abdominal trauma.
  2. He had a temperature of 36.8 which was normal.
  3. He did not present with any symptoms of COVID-19.
  4. On examination, the doctors discovered that he had a distended abdomen which was very painful upon touching due to the blunt abdominal trauma.
  5. He was immediately prepared for emergency surgery.
  6. He was then admitted in B7 ICU following the surgery where he eventually demised on 25 March 2020.
  7. Inquiries done by the hospital to establish if Robert Gomana had contact with Zororo prior to his admission in the hospital have not provided any evidence of contact.
  8. According to his next of kin, his brother who stayed with him in Dzivarasekwa, Robert Gomana did not know anyone by the name Zororo Makamba and he was not a fitness trainer.

We, however remain unsure whether there is another Robert Gomana who shares the same name with the one we admitted as a patient in our hospital.

We, therefore, wish to inform members of the public that Robert Gomana who was managed in B7 ICU was not a COVID-19 suspect.

The documentary, produced by ICODZIM reflects the sad plight of women living with HIV/AIDS and disabilities.

The documentary also reveals how a Masvingo woman who is living with HIV has been ostracized from the society.

She is also experiencing mental disorders as a result of her situation.

BREAKING NEWS: Buyanga Admits Violently Kidnapping Child Yesterday Following ZimEye Expose’

By A Correspondent| The controversial businessman Frank Buyanga has written to the police admitting that he violently kidnapped his 5 year old son from the mother, Chantelle Muteswa in a gangster violence style attack yesterday.

The incident was first revealed by ZimEye.com, see CCTV footage below.

Buyanga was seen coming out of his white Ford Ranger and pulling the child out of the mother’s car at Spar Waterfalls, Harare.

In the process of both the mother and the grandmother were are assaulted by Buyanga’s men.

Wilkins Hospital Is Not Shut Down For Renovations But Because Staff Is Protesting

ZIMBABWE’s largest referral centre for COVID-19 cases, Wilkins Hospital in Harare, was shut down yesterday to “allow for further renovations”, but medical staff at the health institution said the closure was triggered by doctors who downed tools to press for the provision of protective clothing.

“We have made a resolution that we will not go to work without protective clothing, putting our lives at risk,” a medical staffer who spoke to NewsDay on condition of anonymity said.

But city health services director Prosper Chonzi said the facility had temporarily shut down to allow for further renovations to ensure it met international standards.

“The Chinese are still working on the renovations and so we have moved to Nazareth (Beatrice Road Infectious Diseases Hospital). Wilkins is still being renovated and will remain shut until the process is complete,” he said.

Chonzi added that screening of patients for the coronavirus was still being done at Wilkins Hospital, but nurses at the medical centre refuted the claim, saying all staff had deserted the centre.

This came amid reports that all protective clothing used at the hospital was supplied by Harare City Council, while the Chinese embassy was bankrolling the renovations as government was yet to deposit the promised $100 000 into the local authority’s account to upgrade the hospital.

The health centre came under the spotlight early this week after the family of journalist Zororo Makamba, who succumbed to coronavirus, on Monday described it as a death trap.

Chonzi said the third confirmed case, a 57-year-old man who, according to the Health ministry had travelled to Dubai and came back on March 15, had been transferred to Beatrice Road Infectious Diseases Hospital.

But in its post-Cabinet briefing on Tuesday, government said the third confirmed case was that of a person who was in contact with the late journalist Zororo Makamba.

It did not mention the 57-year-old who had travelled to Dubai.

Senior doctors and nurses at most public health institutions yesterday vowed that they would not report for duty without appropriate clothing and equipment.

Zimbabwe Hospital Doctors Association (Zhda) president Tawanda Zvakada said the move was meant to force government to provide them with protective wear to attend to suspected coronavirus cases without endangering themselves.

Many doctors internationally have died of coronavirus while in the line of duty, including 4 800 health workers who were infected by COVID-19 in Italy.

Zvakada alleged that some private hospitals were being fully equipped at the expense of public institutions and called for all hospitals to be treated equally for them to fight the pandemic.

“We are just basically saying we are not on strike, but it is a call for action to tell the government that we need to be protected first before we can attend to suspected COVID-19 cases, the pandemic which has caused havoc worldwide,” he said.

“When the protective clothing has been availed to us all, that is when we are able to say we are now ready. There is a difference between heroism and suicide and we need to be protected. Going in there without any protection will be like committing suicide. So temporarily, we have withdrawn our services.”

Health permanent secretary Agnes Mahomva said it was the ministry’s priority at the moment to provide protective gear at all institutions.

In Bulawayo, Mpilo Central Hospital was yesterday operating with student nurses and doctors with no protective clothing.

Mpilo spokesperson Osiers Ndlovu confirmed the situation yesterday, saying they feared risking student nurses and doctors lives since there was no protective clothing for them.

“Currently, I do not have the figures, but most of the doctors and nurses as from Wednesday have not reported for duty. Their issues were not addressed, so they decided to withdraw their labour. As we are speaking, student nurses are the ones who are manning the institution and a few other qualified nurses who did not join in the withdrawal of labour,” Ndlovu said.

Mpilo chief executive officer Leonard Mabhandi said the hospital was yet to receive medical kits from the ministry, but was expecting to get them soon.

Mnangagwa Invokes Presidential Clemency And Forgives Prisoners On Life Sentence

President Emmerson Mnangagwa has granted clemency to all prisoners given life sentences, female prisoners and juvenile prisoners under 18 years.

Clemency is the act of reducing a penalty for a particular criminal offense without clearing the person’s criminal history.

Clemency Order 1 of 2020

IT is hereby notified that His Excellency the President has, in terms of section 112(1)(a) and (d) of the Constitution of Zimbabwe, made the order set out in the Schedule.

27-3-2020.

V. MABIZA, Secretary for Justice, Legal and Parliamentary Affairs.

SCHEDULE Title

1. This order may be cited as the Clemency Order No. 1 of 2020. Remission of sentence for all convicted female prisoners

2. Full remission of the remaining period of imprisonment is hereby granted to all female prisoners, save for those convicted of specified offences. The inmate should have served at least half of her sentence.

Remission of sentence for all juveniles

3. Full remission of the remaining period of imprisonment is hereby granted to all juvenile prisoners under the age of eighteen (18), save for those convicted of specified offences. The prisoners should have served at least one-third of his or her sentence.

Remission of sentence for prisoners serving an effective sentence of 36 months and below

4. Full remission of the remaining period of imprisonment is hereby granted to all those prisoners serving an effective period of thirty-six (36) months and below and who would have served half of their sentence by the date of gazetting of this Clemency Order, provided they are not excluded from benefitting in terms of paragraphs 11 and 12. Remission of sentence on medical grounds

5. Full remission of the remaining period of imprisonment is hereby granted to all prisoners who have been bedridden for a prolonged period without recovery upon certification by a Correctional Medical Officer or a Government Medical Officer. The Department of Correctional Service should liaise with social welfare so that a commitment for providing medication is attained. Remission of sentence for prisoners at the Open Prison

6. Full remission of sentence is hereby granted to all prisoners serving a term of imprisonment at the Open Prison regardless of offences committed.

Remission of sentence for prisoners aged 70 years and above

7. Full remission of sentence is hereby granted to all prisoners aged seventy (70) years and above, and who have served half of their sentence by the date of gazetting of this Clemency Order, save for those convicted of specified offences.

8. Full remission of sentence is hereby granted to all prisoners who have served life imprisonment for at least twenty-five (25) years. This include —

(i) prisoners sentenced to life imprisonment;

(ii) prisoners whose sentences were commuted from death to life imprisonment; and

(iii) prisoners whose sentences were altered to life imprisonment on appeal or review. The 25-year period shall include any period spent under the sentence of death.

Commutation of death sentence to life imprisonment

9. A commutation of death sentence to life imprisonment is hereby granted to all prisoners who have been on the death row for at least ten years and above. Quarter remission of sentence for prisoners serving effective sentence above 36 months

10. Prisoners serving an effective period of imprisonment of more than thirty-six months who have served a third of their remaining sentence are hereby granted an additional one-quarter remission of the remaining effective period of imprisonment. Prisoners excluded from the proposed amnesty

11. The following persons are excluded from the amnesty:

(a) any prisoner who was previously released on amnesty;

(b) any prisoner serving a sentence imposed by a Court Martial;

(c) any prisoner who has a record of escaping from lawful custody;

(d) any prisoner convicted of committing any specified offence. Definitions

12. For the purposes of this amnesty — “specified offence” means —

(a) murder, treason;

(b) rape or any sexual offence;

(c) carjacking, robbery;

(d) stock theft;

(e) public violence;

(f) any conspiracy, incitement or attempt to commit any of the offences referred to in paragraph (a), (b), (c), (d) or (e);

(g) being an accessory after the fact to any of the offences referred to in paragraphs (a), (b), (c), (d) or (e)

Zimbabweans And Investors Applaud Return Of The US Dollar

Investors seem to have welcomed the return of the United States dollar to the Zimbabwe market with the Old Mutual Implied Rate, which measures investor sentiment on the local currency, appreciating by nearly 10 percent from 56.5:1 yesterday to 51.2:1today.

The OMIR had shot up to 80.1:1 on 24 March.

The Reserve Bank of Zimbabwe announced yesterday that it was bringing back the United States dollar to deal with the coronavirus and pegged the exchange rate at 25:1.

The interbank rate which had been allowed to float had dropped from 18:1 on 11 March to 26:1 before the announcement.

Zimbabwe reintroduced its local currency in June last year but critics like former Finance Minister Tendai Biti have been calling for re-dollarisation saying the local currency would not work.

President Emmerson Mnangagwa and his Finance Minister Mthuli Ncube argue that the economy will not grow if they continue using the US dollar.

There has, however, been a run on the local currency which is now trading at 45:1 on the black market down from just over 10:1 when the local currency was reintroduced.

Reacting to the bringing back of the US dollar Biti tweeted: “The regime has radically done a volte face& sneakily re-dollarised.

“We told them it wouldn’t work & won’t work. They owe Zimbabwe an apology and they should now bring a Bill to Parliament formally repealing those sections of the Finance Act that incorporated SI33 & 142of 2019.

No Lockdown In Musina And Much Of Limpopo Province Neighbouring Zimbabwe As South Africa Gets Off To A Slow Start To 21 Days Lockdown.

Correspondent|The Mec of Transport and Community safety in limpopo Hon. Mavhungu lerule-Ramakhanya says she is concerned about the continuing movement of members of the community during the 21 days Nation-wide lockdown in limpopo.

Transport Spokesperson in limpopo Matome Moremi-Tauyatswala said This comes after reports from consent members of the community particularly in the area of Modimolle Mokgopong, Capricorn District, Mankweng, that people are continuing to move freely during the lockdown

Moremi-Tauyatswala said Traffic and Police officers are monitoring the situation In Vhembe at Thavhani mall, and motorists are complying in terms of carrying passengers. 

“About 10 minibuses have already been impounded and are being prosecuted for operating contrary to regulations(operational times) put in place for Covid19,” Moremi Tauyatswala said.

Moremi-Tauyatswala said their officials will continue to monitor hots spots around the province in an attempt to make sure that everyone complies with the law and added that those who continue to work freely without valid reasons will be arrested.

Meanwhile police in Mankweng said, they are happy with the response of community members regarding national wide lockdown which started yesterday midnight.

BREAKING: Zim to Go On 21 Day Lockdown

President Emmerson Mnangagwa has announced a 21 day lockdown to contain the deadly coronavirus currently sweeping across the world.

Addressing the nation this evening, Mnangagwa said the lockdown will start from Monday with all shops closed, public transport suspended save for water and ZESA workforce who have been allowed to work to ensure uninterrupted provision of the basic services.

Mnangagwa said the army will be used to ensure compliance with directive.

The COVID Tracking Project currently puts the numbers of Americans tested at 540,252 with 82,234 positive results nationally. State data currently has the positives at 86,038.

At a White House briefing on Thursday afternoon, President Trump said that workers need to return to work.

He said: “They have to go back to work, our country has to go back, our country is based on that and I think it’s going to happen pretty quickly.

As news hit the White House of the figures, Trump expressed scepticism about their validity.

He doubts that China’s figures are totally honest, saying: “you don’t know what the numbers are in China.”

First Day Of SA Lockdown A Failure As Citizens Disobey Instructions

Correspondent|Despite all efforts of the South African government to ensure that the first day of the lockdown goes as smoothly as possible, it has proven to be a complete failure, with the majority of South African especially black South Africans living in townships and rural areas and most of them living below the poverty line, staying at home for 21 days was not an option. Most Gauteng townships today has been business as usual with everyone up and about with the normal lives. 

The biggest issue is that not enough time was given for people to adjust to the lockdown, the majority of people in townships have not received their social grants or wages from work as it is not month-end yet, this means that people still need to go out and look for ways to survive the day to day until those little amounts come so they can go buy food and supplies for the month. 

The information of the coronavirus and how the government is assisting the disadvantaged didn’t reach the right ears, most township people don’t know where to go to get assistance or who to call because the government focused on the action of the lockdown instead of the day to day reality of how it will be implemented. People can receive food parcels but they don’t know this and therefore are not asking for those type of assistance even if they knew it would have still taken a couple of days to ensure that everyone in all townships receives those care packs. 

Malls are flooded with people trying to buy things to ensure they have supplies and food for the 21 days reason being there is not enough malls for the number of people in townships, this is not a new thing, it is the reality of our people millions live in townships sharing one or two malls this means that it will take a couple of days for people to get everything they need and even if they do get into those shops they might just find what they need finished.

The government needs to step in and actually call on those private supermarkets so identify the disadvantaged and for one or two days hand out food parcels and for Saasa to pay people earlier so that the chaos stops and people can go back into their houses and actual take care of themselves, this might take a couple of days but focus needs to be towards those who are disadvantaged and are vulnerable right now. 

107 Zimbabweans Stranded In Tanzania

AS THE country struggles to deal with the deadly coronavirus at home, the government has now also been forced to rescue 107 Zimbabweans who are being detained by Tanzanian authorities in Dar es Salaam over the pandemic, the Daily News reports.

This comes as medical doctors and nurses have gone on strike over the lack of adequate protective clothing and equipment to fight the lethal virus — further elevating the anxiety levels of long-suffering Zimbabweans.

It also comes as the government has effected a number of stringent measures to try and mitigate the spread of Covid-19 in the country, including banning large gatherings of more than 50 people and shutting all the country’s borders for nonessential travel.

Speaking in an interview with the Daily News yesterday, Foreign Affairs deputy minister David Musabayana confirmed that 107 Zimbabweans were indeed being detained in Dar es Salaam — adding that the government had now made arrangements for them to return home tomorrow.

“Negotiations were done between the two countries which resulted in Tanzania releasing all the 107 Zimbabweans yesterday (Wednesday).

“The Zimbabwean embassy in Tanzania played a crucial role to rescue the situation. All the affected people are expected back in the country on Saturday by Air Zimbabwe, as agreed during the negotiations.

“The government had to intervene to help its citizens held up in foreign countries,” Musabayana said.

The travelling Zimbabweans were detained immediately after they disembarked from an Air Zimbabwe plane at the Julius Nyerere International Airport, in Dar es-Salaam this week.

The stranded group is mostly made up of traders who use the eastern African country to receive imported used vehicles, and to buy clothes and other cheap products for re-sale back home.

After being detained, the Zimbabweans — who included both men and women — were told that they had to pay for their own accommodation at hotels designated by the Tanzanian authorities for people who go into mandatory 14-day isolation periods, in line with the country’s recently established regulations.

“Due to an on-going outbreak of respiratory illness caused by a novel (new) coronavirus (Covid-19) that can be spread from person-to-person globally, and given the fact that cases of Covid-19 have been reported and confirmed in the United Republic of Tanzania, the government … has instituted additional travel measures to limit the spread of the virus to the general public as of 23rd March 2020.

“All travellers, whether foreigners or returning residents arriving from Covid-19 most affected countries, will be subjected to mandatory isolation for 14 days at their own cost, at designated facilities identified by the government.

“Passengers should fill in Health Surveillance Form in the plane, or any other transport means and submit them to Port Health Authorities upon arrival,” the Tanzanian government’s new corona measures say.

“All travellers will be subjected to an intensive screening and where necessary, Covid-19 rapid testing.

“All travellers will then be informed of the designated isolation facilities, costs and arrangements in place and access to those facilities.

“After 14 days quarantine, passengers who have not developed symptoms of Covid-19 may leave the facilities and will be required to register personal information for future possible tracking purpose,” the country’s regulations add.

In a video that has been circulating on social media, the 107 crestfallen Zimbabweans could be seen trying to reason with Tanzanian authorities, begging to be released, but to no avail — prompting the religious in the group to turn to prayer.

To stay in one of the designated hotels for a period of two weeks, the Zimbabweans needed at least US$1 000 each for bed and breakfast only.

In the meantime, President John Magufuli’s government has since moved to ban all tourist flights and also closed all hotels in the country, as part of precautionary measures to stop the spread of the deadly virus.

Tanzania has so far reported 12 confirmed cases of Covid-19, while Zimbabwe has three known cases, with one fatality.

On Wednesday, Zimbabwe was hit by the doctors’ and nurses’ industrial action — who are protesting the lack of protective clothing and adequate equipment at the country’s hospitals and clinics, needed to treat coronavirus patients.

This inopportune downing of tools came as the under-pressure government also confirmed that it would use several private hospitals in urban areas, to complement facilities such as the creaking Wilkins Hospital in Harare, to treat coronavirus patients.

In a letter to the chief executive officers of the country’s major public hospitals, the president of the Zimbabwe Hospital Doctors Association (ZHDA), Tawanda Zvakada, said that healthcare workers would not risk their lives in the current environment — further bemoaning the fact that the government had not responded to their concerns.

“Pursuant to the meeting we had on Monday 23 March, 2020, in which we communicated to you our genuine grievances and expressed our fears concerning this deadly pandemic which has not spared healthcare workers as well, we expected an urgent response in writing from your office which has not come until now.

“We have expressed to you the issue of PPE (personal protective equipment) which is still not yet available.

“Whilst you continue to move around putting things in place, we would like to make it clear in no uncertain terms that our members will not be able to continue carrying out their duties with immediate effect,” Zvakada said.

“Any inconveniences caused regarding this position we have taken is sincerely regretted, but it was necessitated by a communication breakdown between the top management and the frontline doctors.

“Given the urgency of the matter and the need for social distancing, a hardcopy version of the same will be hand-delivered when the conditions are permissive,” Zvakada added.

Nurses immediately announced as well that they would also down their tools.

 The issue of how poorly-prepared Zimbabwe is to effectively deal with Covid-19 were brought to the fore on Monday, following the death of broadcaster Zororo Makamba — after apparently contracting the lethal virus in the United States of America (USA).

The talented television personality — who was the youngest son of telecommunications tycoon and legendary former broadcaster James Makamba — died at Wilkins Hospital after being diagnosed with the lethal virus.

He was one of only three local people so far who have been confirmed to have tested positive for the virus, which first broke in China at the end of last year, but has since killed more than 22 000 people and infected hundreds of thousands more worldwide. Daily News

Forget About The Coronavirus Mention, Zimbabwe Is Just Going Back To The US Dollar

Harare, Zimbabwe – Less than a year after Zimbabwe outlawed the use of foreign currencies in local transactions, the country’s central bank has granted permission to citizens to pay for goods and services in United States dollars as part of measures to mitigate against the coronavirus.

Zimbabwe has three confirmed cases of COVID-19 and at least one person in the country has died from the disease, according to Johns Hopkins University. The troubled southern African country has shut its borders in an effort to stem the spread of the virus that claimed the life of promising broadcaster Zororo Makamba.

Central bank chief John Mangudya announced the measures on Thursday.

“The Reserve Bank of Zimbabwe (the Bank), would like to advise the public that it is making it easier for the transacting public to conduct business during this difficult period by making available an option to use free funds to pay for goods and services chargeable in local currency,” Mangudya said in a statement. “This intervention takes into account the country’s limited access to foreign finance, which is adversely affecting the country’s balance-of-payments position.”

Last June, Finance Minister Mthuli Ncube outlawed the use of foreign currencies in the country, in an effort to stop speculative attacks on a surrogate currency meant to pave the way for fledgeling new sovereign Zimbabwean dollar which was introduced into circulation late last year.

Zimbabwe adopted the use of US dollars in 2009 after hyperinflation decimated the value of the old Zimbabwean dollar but the move proved problematic in 2016 when dollar-hoarding triggered a severe shortage of greenbacks.

Although Mangudya gave the impression that lifting the ban on US dollar transactions is temporary, analysts say it is tantamount to a partial redollarisation of Zimbabwe’s crisis-ridden economy.

“Forget about all the things they said about corona in that statement,” Victor Bhoroma, a Harare-based, independent economist told Al Jazeera. “The key message was that the US dollar is back. There is no way government is going to turn around and say corona is over, you can’t transact in US dollars anymore.”

‘Dog’s breakfast’

Former Finance Minister and opposition figure Tendai Biti accused the government of sowing confusion with the new policy.

“Undoing this dog’s breakfast will be a nightmare,” Biti tweeted. “The regime has radically done a volte-face and sneakily redollarised. We told them it wouldn’t work and won’t work. They owe Zimbabwe an apology.”

Zimbabwe is poorly equipped to deal with a significant COVID-19 outbreak. The country is in the throes of a painful economic crisis exacerbated by drought and power shortages. Annualised inflation in February surpassed 500 percent. Medicines are scarce and depleted state coffers mean that the government is unable to buy sufficient supplies for state-run medical facilities – most of which have closed as doctors have gone on strike for better pay.

Coronavirus Deaths In South Africa

As South Africans woke up to news of the country’s first two fatalities linked to the novel coronavirus (Covid-19) – both in the Western Cape – the Department of Health was giving very little detail about who the two women were, how they contracted the virus and where they died.

News24 has been able to piece together that the 48-year-old woman died at the Durbanville Medi-Clinic, after being admitted to hospital this week for a separate illness. It was during this time that doctors found she had also contracted Covid-19.

She was an employee of Sanlam, one of South Africa’s biggest financial services groups.

In a tribute to the woman on Facebook, a friend wrote: “She had a way. Always calm… She had a very good sense of humour. Always appreciated and enjoyed her jokes. Because that is what we do. We laugh. It does not matter what life throws at you; we never give up on laughing. Sometimes we cry when we laugh, but we do not give up… We are sorry that we could not say goodbye…”

Sanlam has declined to comment, referring all queries to the national health department.

Western Cape Premier Alan Winde confirmed the woman had been in intensive care when her condition worsened.

Details of the other fatality, that of a 28-year-old woman at a public hospital, were also being withheld.

Winde said the woman had been admitted to hospital on Thursday and had received emergency medical care before she passed.

He added that the clinical picture was consistent with Covid-19, but they were still awaiting the outcome of test results to confirm.

Doctors And Nurses Force Closure Of Hospitals As They Down Tools Demanding Coronavirus Protective Clothing

AllAfrica.com|Zimbabwean doctors Thursday reported that patients admitted at Harare Central Hospital have been discharged after the medical staff went on strike in protest over lack of protective clothing to prevent possible contracting of coronavirus while performing their duties.

Operations at Parirenyatwa Hospital in Harare have also scaled down and no outpatient medical observations are being carried out.

Speaking to journalists outside Parirenyatwa Group of Hospitals Thursday, Zimbabwe Hospital Doctors Association (ZHDA) president, Tawanda Zvakada, maintained doctors and nurses would continue with the work stoppage, which has crippled operations at the two public hospitals, until government met their demands.

“We have withdrawn our services temporarily, this is not a strike. We are not trying to hold government to ransom but we are saying we need certain things to be addressed, chief amongst them is the call for PPEs (personal protective equipment) where we are saying as frontline defenders, we need to be protected first,” said Zvakada.

“There is a difference between heroism and committing suicide, let PPEs be availed first and then we will be able to offer our services and help our patients.

“We are aware of all developments that have been happening, donations by Jack Ma and government efforts, we commend them, however, there is room for more. It is better for us to be over protected than be found in a state of under-preparedness.”

Chinese billionaire Jack Ma, this week donated 20 000 laboratory diagnostic test kits, 100 000 medical face masks and 10 000 protective suits and face shields to each of the 54 African states, including Zimbabwe to complement respective government efforts in fighting the fast spreading coronavirus pandemic.

ZHDA treasurer Tapiwa Mungofa said self-isolation was not possible for health workers.

“This self-isolation is not possible with health workers because they are the front-liners, we want them in the hospitals. So government should protect them if it wants them in hospitals. There should be a clear plan of how you are going to protect someone who will not be at home,” he said.

Zim Dollar Marginally Gains Against US Dollar After New Regulation

The Zimbabwe dollar has marginally gained value against the United States dollar the Reserve Bank of Zimbabwe (RBZ)’s relaxation of Statutory Instrument 142 of 2019 which prohibited the use of all foreign currencies for domestic transactions.

This Thursday, the central bank said that those with free funds could use their money for domestic transactions.

The economy had already informally redollarised as traders were charging their commodities in foreign currency or local currency equivalent to it.

The Zimbabwe dollar was rapidly losing value against other currencies, particularly, the United States dollar which was now being traded for about 45 Zimbabwe dollars on the parallel market.

Today, the rates are between 40 and 44 Zimbabwe dollars per every United States dollar wile the Old Mutual Implied Rate has fallen from about 70 in the recent past to 51 today.

Strive Masiyiwa “Adopts” All Coronavirus Front Line Medical Staff

As Zimbabwe – along with the rest of the world – battles the COVID-19 Corona virus global pandemic, Strive Masiyiwa run EcoSure has announced plans to immediately support the country’s national health delivery system by equipping frontline medical staff with protective personal equipment (PPE), providing them with life and health insurance and offering them safe transport to and from work daily, for the coming 12 months.

Giving details of the offer yesterday – which comes at a time there are two confirmed COVID-19 cases in the country, and one confirmed death – EcoSure General Manager Mr Godwin Mashiri said his organization would immediately begin the process of providing support for all medical practitioners – doctors and nurses – who go to work and attend to their duties at this critical time.

“We are offering free Personal Protective Equipment for all doctors and nurses who attend to their duties at this very critical time. We are also offering free Vaya transport to both nurses and doctors, so they can commute to and from work in safe and sanitized vehicles,” Mr Mashiri said.

Vaya recently announced that it had taken the lead in promoting safe transportation during the COVID-19 epidemic by training its drivers in strict health and safety protocols, and equipping them with sanitizers and face masks, among other interventions.

“We will also be immediately offering life and health insurance in the form of a cash benefit of Z$500 per day, for each day of hospitalization, and a lump sum benefit of $50 000 in the event of permanent disability and eventual death caused by any accident,” said Mr Mashiri. He added that the package would include a cash benefit of up to $30 000 in the event of death arising from any other cause apart from accidents.

“On top of that, we will also be offering 100 percent education scholarships for the children of any medical practitioner who takes up this offer to work in public hospitals or clinics at this time, should they pass on during this period.

Mr Mashiri said the education scholarship would be administered by Higherlife Foundation through its Capernaun Scholarship.

Higherlife Foundation – which is funded by the Econet group of companies and by Delta Philanthropies, the social impact vehicle of the Econet founder Mr Strive Masiyiwa and his family – has already been supporting hundreds of doctors who signed up to a Fellowship scholarship launched late last year.

Zim Coronavirus Cases Begin To Rise

Zimbabwe now has five confirmed cases of people who tested positive for Covid-19, Health and Child Care permanent secretary Dr Agnes Mahomva said in statement.

Dr Mahomva said out of 165 tests conducted as of yesterday, five are positive, 159 negative and one inconclusive.

“The ministry would like to report that today (yesterday) the National Microbiological Reference Laboratory tested 65 samples. Two of these tested positive for Covid-19.

“Among the 65 samples tested today, was the repeat test for the sample from the individual whom we reported previously as having received an inconclusive result. Today he tested negative for covid-19. Therefore, to date, Zimbabwe has five confirmed cases of covid-19, including one death,” she said.

Dr Mahomva said the Ministry would also like to advise the nation that the third case they reported on Wednesday was the following day admitted for treatment under isolation at Beatrice Road Infectious Diseases Hospital.

“He remains in a stable condition and is assisting our teams in intensified surveillance through contact tracing. The ministry continues to be on high alert to the Covid-19 pandemic,” she said.

Dr Mahomva said her ministry would like to remind everyone to remain vigilant in the prevention of Covid-19 and practise good personal hygiene including washing hands with soap and water frequently or use of an alcohol-based hand rub.

She also advised covering one’s nose and mouth with tissue paper or flexed elbow when coughing and sneezing and avoiding close contact with people who are sick, coughing or sneezing.

Dr Mahomva said all non-essential travel was still strongly discouraged.

According to WHO, as of March 25, more than 410 000 confirmed cases of Covid-19 and more than 18 000 deaths have been reported globally.

The European region has reported the highest number of confirmed cases and deaths of more than 220 000 and 11 000 respectively.

SRC Engage Police To Arrest Anyone Found Involved In A Sporting Event Of Any Nature At Any Level.

THE Sports and Recreation Commission has called for the arrest of any persons found engaging in sporting and recreational activities during the 60-day public gathering ban by the Government which is meant to curb the spread of Covid-19 pandemic.

When the ban was announced by President Mnangagwa last week, some organisations such as the National Athletics Association of Zimbabwe (Naaz) said its previously planned events like courses that will be facilitated by foreign nationals will go ahead.

“Government has decided to postpone, curtail or cancel public events, gatherings and activities. In that respect, Government has postponed the Zimbabwe International Trade Fair, national Independence Day celebrations and all pending international sporting fixtures until the threat of coronavirus recedes.

“All these activities will resume as soon as we are satisfied that our nation is no longer at risk,” President Mnangagwa said last week.

Naaz president Tendai Tagara had insisted that their courses would go ahead since ‘classes will be made up of 20 participants or less’.

However, in a communique to the provincial sports coordinators on Wednesday, SRC director-general Prince Mupazviriho said a report must be made to the police if any stakeholders were found engaging in sporting and recreational activities during the ban period.

He said following the President’s pronouncement, no sport and recreation activities should take place in the provinces and stakeholders must cancel all prior arranged activities.

This is inclusive of gyms, fitness centres, sports competitions, recreational community events and activities.

“Report to the police any stakeholders who insist on hosting such related activities. Your co-oporation regarding the above would be most appreciated,” Mupazviriho wrote to SRC provincial coordinators.

Gyms within Bulawayo’s Central Business District had all complied with the directive by Wednesday and social football leagues such as the Golden Oldies Social League had also heeded the call.

Chidzambwa Is A Living Legend-Warriors Star

Warriors defender Alec Mudimu has paid tribute to Sunday Chidzambwa who announced his retirement from football management on Wednesday.

Mudimu posted on Instagram thanking the gaffer for giving him the opportunity to play for the national team.

Barcelona Cuts Players’ Wages Due To Coronavirus

Barcelona have confirmed that they are taking measures to cut the wages of their players and staff due to the economic effects of the coronavirus outbreak.

The compulsory wage reduction will take effect during the period of lockdown. The decision was made at a board meeting held via video conference.

Spain is under lockdown since 14 March and the period is expected to be extended this weekend once the initial 15-day period has finished.

In a statement released on Thursday night, the La Liga club said: “Among the measures adopted, it’s worth noting those related to the workplace are motivated by the need to adapt the contractual obligations of the club staff to the new and temporary circumstances that we are experiencing.

“It is a reduction of the working day, imposed by the circumstances and the protection measures carried out, and, as a consequence, the proportional reduction of the remuneration provided for in the respective contracts.”

Premier Soccer League newcomers Whawha finally have paid their affiliation fees.

The Midlands-based side was inline to be expelled by PSL after missing the initial deadlines, only for them to be saved by an unnamed Harare-based businessman.

“We paid the amount yesterday through the assistance of a Harare based businessman who bailed us out. We have already sent proof of payment.

“We are grateful, and we hope to be able to meet the remaining costs of playing in the league,” said WhaWha chairman Watson Matara.

City Clash With Liverpool Over Champions League Ban

Farai Dziva|Manchester City are reportedly surprised after Liverpool wrote to the Court of Arbitration for Sport (CAS), urging them to uphold a Champions League ban while the EPL champions appeal against the judgement.

City were hit with a two-year ban from the European competition after breaching Financial Fair Play rules and they launched an appeal against the decision at the CAS.

The club is alleged to have also asked to be allowed to feature in the tournament if their appeal was not heard before next campaign starts.

The entire Premier League top 10 – except Sheffield United – lodged a joint application with CAS to stop City from attempting to play Champions League football in that time.

But according to UK newspaper The Daily Express, what surprised the Manchester club is Liverpool’s involvement as the Reds are above them and have already secured their Champions League spot.

City expected that teams below them on the EPL table would want clarity on the situation, yet did not think a team above them would be involved.

No Patient Succumbed To Coronavirus At Parirenyatwa Hospital

Parirenyatwa Group of Hospitals would not ordinarily reveal information on any patient.

We have however noted that one of our patients, Robert Gomana who demised on 25 March 2020 has become of public interest in view of the COVID19 pandemic.

We wish to dispel information which insinuates that Robert Gomana came in as COVID-19 suspect and was admitted in B7 ICU despite him showing symptoms similar to those of COVID-19.

To set the record straight, below are the facts of the matter:

  1. Robert Gomana presented at our Accident and Emergency Department on 23 March 2020 with a stabbed wound/ abdominal trauma.
  2. He had a temperature of 36.8 which was normal.
  3. He did not present with any symptoms of COVID-19.
  4. On examination, the doctors discovered that he had a distended abdomen which was very painful upon touching due to the blunt abdominal trauma.
  5. He was immediately prepared for emergency surgery.
  6. He was then admitted in B7 ICU following the surgery where he eventually demised on 25 March 2020.
  7. Inquiries done by the hospital to establish if Robert Gomana had contact with Zororo prior to his admission in the hospital have not provided any evidence of contact.

Govt Gazzettes New Registration Fees For Journalists’ Accreditation

By A Correspondent- The government of Zimbabwe has gazetted new registration fees for accreditation of journalists by the Zimbabwe Media Commission (ZMC) effective from January 1, 2020.

The new rates are contained in Statutory 79 of 2020 titled Access to Information and Protection of Privacy (Registration, Accreditation and Levy) (Amendment) Regulations, 2020 (No. 8).

Local journalists will now pay $120 for a new applicant, $80 renewal and $50 for card replacement.

Local journalists working for foreign media houses will pay their accreditation fee of US$200.

Foreign journalists working for a foreign media service the accreditation fee is US$300.

The fee for a temporary accreditation for a foreign journalist is US$150 while the fee for an extension of the accreditation period is US$50.

Foreign journalists will have to part with a US$2 000 fee for Productions or Projects.

Journalists from the Southern Africa Development Countries bloc will pay US$30 while the rest of Africa pay US$50 and others US$100.-StateMedia

“Affected areas” are considered those countries, provinces, territories or cities experiencing ongoing transmission of COVID-19, in contrast to areas reporting only imported cases.

General recommendations for all travellers include:

Wash your hands frequently

Avoid touching your eyes, mouth and nose

Cover your mouth and nose with your bent elbow or tissue when you cough or sneeze

Stay more than 1 meter (3 feet) away from a person who is sick

Follow proper food hygiene practices

Only wear a mask if you are ill with COVID-19 symptoms (especially coughing) or looking after someone who may have COVID-19.

Travellers returning from affected areas should:

Self-monitor for symptoms for 14 days and follow national protocols of receiving countries. Some countries may require returning travellers to enter quarantine.

If symptoms occur, such as fever, or cough or difficulty breathing, travellers are advised to contact local health care providers, preferably by phone, and inform them of their symptoms and their travel history.

Woman Slaps Hubby With S*x Ban

A married man from Luveve has reportedly turned to abusing his wife in the presence of their children after she slapped him with a sex ban.

Austine Soko who has been denied sex by his wife couldn’t take away his frustrations anywhere else except to send the energy back to his wife Skhunjuliwe Soko.

“He insults me using vulgar language in front of our children, he physically, sexually, emotionally and economically abuses me as he doesn’t want me to be employed,” said Skhunjuliwe.

She said the abuse she was receiving from her husband was affecting their two children who are aged 17 and 13 years old.

“The constant fights are emotionally affecting the children. At times he (Austine) verbally abuses them for no apparent reason,” said Skhunjuliwe.

It seemed the marriage between the two was getting strained as Skhunjuliwe was tired of not being free to work and receiving different forms of abuse from her husband. On the other hand, Austine was also tired of the continuous strain of the sex ban.

He bared his heavy heart before Western Commonage magistrate Urgent Vundla as he asked for advice on what he could do when his wife refused to grant him his conjugal rights.

“What should I do? Whenever I touch her in our bed she always pushes away my hand and tells me straight to my face that she doesn’t want to have sex with me,” said Soko.

Skhunjuliwe pleaded with Vundla to grant her a protection order as she feared that her husband might end up hurting her.

She was granted an interim protection order and Austine was cautioned to refrain from emotionally, verbally, physically, sexually and economically abusing his wife.

“Anywhere you go, sex is the foundation of any marriage. I would advise you to work on that part of your marriage,” said the magistrate.-B-Metro

Woman Snatches Neighbour’s Husband

Samkeliso Dube from Sotshangane Flats in Bulawayo’s Mzilikazi suburb said they were now sworn enemies with her neighbour Rreid Marsha because she was sleeping with her husband.

She said what broke her heart was that whenever she confronted Marsha, while reprimanding her to stop romping with her husband, she violently attacked her.

Dube said Marsha was not even ashamed of what she was doing with her husband adding that she went too far when she caressed her husband in her presence and later attacked her after she asked her to stop it.

A heartbroken Dube last week approached the courts seeking a peace order against Marsha claiming she was disturbing her peace and marriage.

“I want Rreid Marsha to stop coming to my house. I also want her to stay away from my husband and to stop threatening me when I confront her over the affair.

“I want to be protected since she is always threatening to assault me. This was after I discovered that she was having an affair with my husband.

“Whenever I reprimand her that she should not sleep with my husband she gets angry and threatens to assault me.

The other time she came to my house and talked to my husband in my presence while holding his hands. When I asked her to stop doing it, she became violent and chased me away while threatening to beat me up,” said Dube.

Marsha dismissed Dube’s accusations saying she was just “close” to her husband because they grew up together.

“I am opposed to the application. I am not in a relationship with her husband.

He is like a brother to me since we grew up together. The problem is that she comes to my house and verbally assaults me.

“She insults me in front of my children. She keeps on provoking me with her accusations that I am in a relationship with her husband.”

For the purpose of maintaining peace between the two parties presiding magistrate Nomasiko Ndlovu granted a reciprocal order which requires both parties not to insult or threaten each other.-B-Metro

ICOD Expresses Concern At Sad Plight Of Women Living With HIV/AIDS And Disabilities

Farai Dziva|A Non Governmental Organisation(NGO) that focuses on the plight of socially disadvantaged women has produced a documentary on gender, HIV and disability.

The documentary, produced by ICODZIM reflects the sad plight of women living with HIV/AIDS and disabilities.

The documentary also reveals how a Masvingo woman who is living with HIV has been ostracized from the society.

She is also experiencing mental disorders as a result of her situation.

Current projections estimate that the virus could affect 60% of South Africa’s citizens at some point, but not at the same time.

Most South Africans will only experience mild symptoms and humans are capable of developing immunity to the virus.

The National Department of Health will now be releasing results as they are submitted by both private and public laboratories.

In instances where NDOH confirmatory tests yield different results, the public will be duly informed.

TEST RESULTS OF CITIZENS REPATRIATED FROM WUHAN:

All the citizens from Wuhan were tested and their results came back negative for COVID-19.

They will continue to be kept in quarantine for the prescribed period and will thereafter be reunified with the community.

“Why Our Staff Are Not Wearing Face Masks And Gloves”: Pick n Pay

Some customers have asked us why our staff are not wearing face masks and gloves. The WHO clearly advises that a healthy person should only wear a face mask if they are taking care of someone suspected of having coronavirus, or if they are coughing themselves.

This is not applicable to our stores, where we apply a strict policy that any staff who have a cough or fever must stay at home or, if they are working, report immediately to their manager to be removed from duty.

The WHO is also clear that the wearing of rubber gloves while working or serving customers does not prevent infection from the Coronavirus. You can still pick up the virus on the surface of the glove and then infect yourself if you touch your eyes, mouth, or nose.

Based on guidelines from the WHO, regularly washing your hands properly and using an appropriate hand sanitiser offers more protection against Coronavirus than wearing rubber gloves.

This is why our staff are not wearing face masks or gloves.

We can assure you that will continue to be guided by WHO, NICD and the South African Ministry of Health on the best precautionary measures to use to fight the spread of this virus.

In a video posted on Twitter on Friday, the British prime minister, Boris Johnson, confirmed he had developed mild symptoms – “a temperature and persistent cough” – over the last 24 hours and, on the advice of the chief medical officer, he took a test which returned positive for coronavirus.

Johnson, 55, said he was now self-isolating and working from home. He said thanks to “the wizardry of modern technology” he would continue to lead the national fightback against the virus.

He thanked the NHS and everybody working to keep the country going through the pandemic and remained confident the UK would beat the virus. He reiterated that staying at home was fundamental to stopping the spread of the virus.
