By Sydney Barson | At a time when the Zim government is failing to pay bonuses and bonuses of civil servants, the financially troubled State is releasing a shocking $2,5 million youth revolving fund aimed at empowering the youth, Mugabe’s nephew, Youth, Indigenisation and Empowerment Development Minister Patrick Zhuwawo says.
Speaking off the cuff at the graduation ceremony for 75 Young Africa Vocational Training Centre students in Lupane Thursday, Zhuwawo said his ministry has embarked on a national economic strategy aimed at employment creation and accelerated entrepreneurship development.
Said Zhuwawo, “we are on a drive to bring vocational training in each constituency and $45 000 will be available per constituency from the total $2.5 million from government.”
He however bemoaned a loan repayment culture saying his ministry got $1.7 million from Old Mutual availed through CABS Building Society and was disbursed to the youth but only 42% paid back.
CABS will soon disburse yet another $1.7 million amid media allegations that the first batch benefited ZANU PF youth only.
Thursday’s graduation saw 75 young people aged between 18 to 35 graduating in Catering, Hairdressing, Car Servicing and Brick laying. This is the inaugural Young Africa graduation for Lupane district. Using the integrated vocational training model, Young Africa has also put in place other training centres in Binga and Hwange all in Matebeleland North province.
Mrs Mukurazita, the Young Africa director, said YA was launched back in 1998 in Chitungwiza, and in 2006 they started the Epworth satellite. To date there is a mobile unit in Goromonzi, Makoni, Chipinge and Nyanga districts in the Manicaland province.
Most youth in Lupane lament government’s efforts saying its too little for the poverty stricken and perennial drought hit Matebeleland North province.

    Who decides how funds are used? Who determines disbursement process and procedures?
    What lessons have been learned from satellite site and others to date? Which of these lessons have been incorporated into improving the program outcomes?
    What provisions are in place to ensure loans are repaid?
    How will we know that program funds have been utilized in a meaningful manner?

    Any details of proposed financial management to correct previous mistakes?
    Considering 10% of project funds go to administration, constituency administration will absorb $4,500.00 each. Of the remainder, facilitators must be paid; teaching/learning equipment bought; and more. What impact will the $45,000.00 leave per constituency?
