Auditor-General Mildred Chiri’s report says Zimdef paid $1 million to various suppliers without going through tender processes while other payments went towards funding Zanu PF by election campaigns.

According to Chiri, Zimdef was instructed by Ministry of Higher and Tertiary Education then under the authority of Professor Jonathan Moyo to donate $20 000 to Zanu PF and T-shirts for a ZanuPF by-election for $29 000.

Supa Mandiwanzira’s company AB Communications was also paid $563 945 while Jonathan Moyo’s deputy, Godfrey Gandawa got $185 840.
