President Emmerson Mnangagwa has publicly disrespected a High Court ruling over the controversial two percent tax on mobile money transfers introduced by Finance Minister Mthuli Ncube early this year.
Mnangagwa told a gathering of ZANU PF supporters in New York that the High Court ruling is as good as non existent and his government will contempt the court and continue collecting the tax.
Mnangagwa who is suddenly declaring himself and his Finance team led by Mthuli the cleverest gang in the country said that they were yet again cleverer than the High Court as they legislated the illegal tax way ahead of the court judgement.
“Academically, they won the case, but factually they lost the case because we were clever enough,” he said. “When they went to court they said it was introduced under a Statutory Instrument, but when the Minister of Finance put his Finance Act, we tucked in the provision and it went through Parliament and is now an Act of Parliament.
“It cannot be overruled by a judge sitting alone. So, it is now law and the minister will continue collecting the money.”
Prof Ncube introduced the two percent transaction tax in his Transition Stabilisation Programme, which is part of Government dream to turn around the economy.
