THE LATE ASSISTANT COMMISSION EREMMANUEL CHIMWANDA: A
TRIBUTE

The MDC Alliance mourns the passing of astute police service professional, Assistant
Commissioner Emmanuel Chimwanda.

Chimwanda joined the Zimbabwe Republic Police in 1980 as a patrol officer, rising
through the ranks to the post of Assistant Commissioner.

As a police officer,
Chimwanda will be remembered for his commitment to professionalism, upholding the
rule of law and his stand against partisan lawenforcement.

At a time that most police officers turned a blind eye to state-sponsored political
violence, Chimwanda stood on principle and courageously effected the arrest of the
late notorious war veterans’ leader, Chenjerai Hunzvi.

Hunzvi had led Zanu-
PF supporters and war veterans on a violent rampage targeting opposition supporters in
Bikita during the 2000 elections, in which the MDC, contesting for the first time since
formation a year ago, whittled down ZanuPF’s parliamentary dominance.

Chimwanda’s action did not go down well with the authorities who recalled him from
Masvingo and placed him in the Commissioner’s Pool at Police General Headquarters.

Chimwanda left the police force insisting he would rather leave with his principles
intact than take orders to allow some violent Zanu PF supporters to brutalise fellow
citizens with impunity.

“You can take your uniform and I will retain my
professionalism,”he said upon tendering his resignation.

He later served as a Commissioner of the Zimbabwe Anti-Corruption Commission.

At the time of his death, Chimwanda was the MDC Alliance shadow Secretary for
Defence and Security and a member of the National Executive Council.He held a
Master’s degree in Accounting.

Chimwanda leaves behind a legacy of service to Zimbabwe.
He was a beacon of the
constitutional imperatives that the Police Service must be non-partisan, national in
character, patriotic, professional and subordinate to the civilian authority.

He will be laid to rest on 7January 2021 in Gutu.
