Nick Mangwana Seeks To Exonerate ED From Gonyeti Abduction

Information ministry permanent secretary Nick Mangwana has attempted to exonerate President Emmerson Mnangagwa from the abduction of popular comedienne Samantha Kureya also known as Gonyeti equating the recent events in events in the country to a “black ops”.

Posting on Twitter this morning, Mangwana said the events need to be analysed to understand on who benefits from damaging Mnangagwa’s local and international prestige.

Can anything good thing come out of Zimbabwe?

The news headlines on and about Zimbabwe are full of sad stories.  Stories of torture,  abductions,  human rights abuses,  political friction,  economic decay,  dismal  sports performances,  Gukurahundi,  tribal fights arrests etc…  It seems only bad news sells in Zimbabwe.

Most whatsapp groups,  gatherings and discussions are filled with negativity and self hate. We basically hate ourselves and each other as Zimbabweans. These negative headlines and self hatred are proof that we have a deep rooted problem that needs to be solved in Zimbabwe. The problem goes beyond the economic, political and social issues. Dialogue is the only solution to our problems. We need to sit down and solve our problems.

No one cares about us. Zimbabwe needs to stop looking to other people for solutions. We need to stop abdication our responsibilities and hoping that others will step in to fix our mess. The MDC thinks that the Americans and Europeans will swoop in to save the day for Zimbabwe,  well,  newsflash : the Americans have their own internal problems such as Donald Trump,  domestic terrorism,  gun control,  illegal migrants,  border control,  North Korea and Iran etc… The Europeans also have their own problems such as Brexit,  the return of Nationalism in Europe etc. ZANU PF on the other hand also thinks that foreigners will come in and save us,  they run to SADC to cry for help with sanctions,  they run for help to Russia and China hoping that Foreign Direct Investment will save the country and the economy. Newsflash everyone is busy solving their own problems in their own backyards.

POLAD, Dialogue or Non-sense

We need to have an honest conversation with ourselves and with each other first before we can involve outsiders. We need to take concrete steps towards solving our own problems before we can look East or West. Dialogue is the first step towards a meaningful solution to the country’s problems.

POLAD the Political Actors Dialogue is a farce,  a sham,   and a con on the people of Zimbabwe. Let’s be honest,  whoever is funding POLAD needs to withdraw their funds,  the President Emmerson Mnangagwa needs to seriously reflect on POLAD and the use thereof. POLAD is a bad joke in bad taste and bad faith. ZANU PF is the only serious outfit in POLAD and the rest are jokers seeking a photo op next to the President of the Republic. ZANU PF is the only relevant actor with actual representation in parliament and with significant votes and figures to back it’s relevance. Taurai Mteki only has his dreadlocks as relevance,  Thoko Khuphe has zero relevance and her lap dog Obert Gutu is barking at shadows seeking relevance maybe for himself since he barely speaks of Khuphe or what their party has to offer.

Let’s cut the non-sense and POLAD is nonsense. No amount of spin doctoring by Nick Mangwana or Obert Gutu will ever make POLAD relevant to Zimbabwe. The markets didn’t respond to POLAD,  donors didn’t respond to it either and there were no positive sound bites from any quarters.

Can anything good come out of Zimbabwe?

In the early 80s something good came out of Zimbabwe. This good thing is known as ZIMCORD Zimbabwe Conference on Reconstruction and Development.

The Zimbabwe Conference on Reconstruction and Development (Zimcord) was held in Harare from March 23-27, 1981. Thirty-one nations and twenty-six international agencies pledged about $1.45 billion in economic aid to be disbursed over a three-year period beginning in July of 1981. The United States government, through the Agency for International Development, pledged $225 million. This conference was good for Zimbabwe and the markets responded well,  so did everybody.

Zimbabwe needs a second ZIMCORD which starts with an internal conversation between Nelson Chamisa and Emmerson Mnangagwa.

Back channels probably exist through which Emmerson Mnangagwa and Chamisa relay messages to each other. Back channels are not enough,  we need a proper sit down between the two,  not a photo op or grandstanding type of meeting but a private no ego solution oriented meeting.  If this happens it will be a good thing that would have come out of Zimbabwe.

Who should convene or mediate the talks?

Trevor Ncube would have been the best mediator!!! Once upon a time there lived a media entrepreneur and mogul who was a just man who stood for everything right with and within Zimbabwe. That man was owner of Alpha Media Holdings Trevor Ncube. Sadly Trevor got 30 pieces of silver sold out and hung himself to the ways of the new dispensation. Trevor became a well known cheer leader and PR asset to the ZANU PF new dispensation,  who knows maybe he got a party card in the process. Trevor is no longer credible nor clean to mediate or convene them. ZANU PF would trust Trevor but the other side of Zimbabwe would certainly not open the door to Trevor. Shingi  Munyeza  is in the same boat with Trevor and probably rowing the boat in unison.

The Church tried to convene and mediate in dialogue and the end result was the embarrassing platform known as POLAD. The Church failed and should not be given a second chance.

Ezekiel Guti would have been a very powerful voice but his neutrality is under the spotlight. There is a picture of Ezekiel Guti in a Pfee fashioned scarf which is viewed as a public endorsement of Emmerson Mnangagwa. Guti is compromised. Magaya,  Makandiwa,  Uebert Angel and several other charismatic preachers have no business being anywhere near the dialogue process and should not be considered at all. Heartfelt Ministries leader Tavonga  Wutawashe is better placed and would make a fine deputy convener or mediator. His heart is in the right place and his patriotism is unquestionable. Mutendi from ZCC has anointed Emmerson Mnangagwa therefore not worthy to mediate dialogue as a neutral party.

If Sally Mugabe had been alive I would have personally led a demonstration begging her to convene dialogue in Zimbabwe. Sally Hayfron Mugabe is sadly missed by the Republic. Canaan Banana would have been the second best. Canaan’s efforts gave birth to the historic Unity Accord which brought lasting peace to Zimbabwe. Surely a good thing has come out of Zimbabwe and certainly will come out again.

Enter Fidelis Mukonori

Here is a man with experience in mediating and negotiating with political egos. Father Mukonori knows how to deal with the complicated ZANU PF machinery as well as the godfathers of Zimbabwean politics who are in and out of military fatigues. Father Mukonori was a key figure and back channel to Zimbabwe’s independence.  His services were required to keep the November 2017 revolution as peaceful and fruitful as they became.

Father Mukonori is respected globally,  locally and has no business taking sides in political issues.

I put it to you Zimbabwe and MDC supporters that Fidelis Mukonori would be the most reasonable mediator and convener to any realistic dialogue. I also put it to you that any dialogue should involve Emmerson Mnangagwa,  Nelson Chamisa and an emissary of the barracks. Any dialogue which excludes the command element of the security forces is not dialogue at all.

Father Mukonori should be tasked with convening an internal process of dialogue which will lead to a second Zimbabwe Conference on Reconstruction and Development. Internal dialogue is the first step,  when we talk to each other and agree to a shared purpose and vision a better Zimbabwe will be closer than ever. Like Bob Marley said,  one love,  one heart,  let’s get together and we will be alright.

Internal dialogue is needed immediately. Mthuli Ncube should not introduce a new currency before dialogue. That currency will be affected and infected by toxic politics should it be introduced before dialogue.

Conclusion

Father Mukonori is our very own rock star of mediation,  talks and back channels. Zimbabwe needs him right now and MDC would do well to accept Father Mukonori as a convener and mediator of dialogue. We have proven that demonstrations do not and will not work in Zimbabwe. The MDC will always be outsmarted and out numbered on street politics. Let’s try dialogue. Dialogue under Father Fidelis Mukonori,  underwritten by the Americans and the EU. This dialogue must bring together Emmerson Mnangagwa and Nelson Chamisa with the army as a witness and participant to whatever process or dialogue. This move and sequence will give good results in a short period of time.

Surely something good can come out of Zimbabwe. Surely we can sit down as Zimbabweans with a Zimbabwean mediator and solve our own problems.

Father Fidelis Mukonori is the best non partisan,  upright and internationally acceptable mediator. To those who read and follow this column please spread the message,  let’s have internal dialogue cone ED by Father Mukonori.

Bosso Date Harare City In Tricky Tie

HIGHLANDERS’ head coach, Mandla Mpofu, is relishing the prospect of meeting nemesis Lloyd Chitembwe at Barbourfields Stadium on Sunday when Bosso clash with Harare City FC in a Castle Lager Premier Soccer League encounter.


Chitembwe was appointed Harare City coach on Monday, a day after leading Caps United to a 2-1 victory over Bosso at the National Sports Stadium.

Man Kills Cousin Over $60 Dispute

A TOUT from Bulawayo who allegedly beat his cousin to death following a dispute over the sharing of US$60 which had been sent by the deceased’s mother from the United States of America, has appeared in court.


Makhosi Ncube (33) allegedly fatally struck Keith Ramjis (40) whom he lived with at a family house in Thorngrove suburb.


He then made a false police report that he had found him dead.
Ncube appeared before Bulawayo magistrate Mr Franklin Mkhwananzi facing a murder charge and was remanded in custody to September 3.


Prosecuting, Mr Nkathazo Dlodlo said on August 19 at about 1AM, Ncube had a misunderstanding with the deceased over the sharing of US$60 which had been sent by Ramjis’ mother who is based in the US.


“The dispute degenerated into a fight resulting in the accused person assaulting the deceased using a metal broom stick and cooking stick all over the body until he lost consciousness,” said Mr Dlodlo.


He said at about 9AM, Ncube left Ramjis in the house and went to an unknown place and when he returned nine hours later he discovered that his cousin had died.


He reported the matter to relatives giving inconsistent statements, claiming he stumbled on Ramjis’ bloodied body in the house and they advised him to report to the police.
Police investigations linked him to the brutal killing and he was arrested on the same night.State media

Veteran Cricket Administrator Dies

THE International Cricket Council described yesterday as a sad day for the game around the world after former Zimbabwe Cricket chairman, Peter Chingoka, died in Harare.


He was 65 and is survived by wife Shirley, two children Farai and Dambudzo, and one grandchild.
Mourners are gathered at 36 Sandringham Drive Alexandria Park..


“The International Cricket Council (ICC) was today saddened to learn of the death of Peter Chingoka,” the ICC said in a statement.


“Chingoka had a long career as a cricket administrator, including as the president of the Zimbabwe Cricket Union (as Zimbabwe Cricket was called then) from 1992 to 2014, where he assumed the title of chairman in 2001 and significantly contributed to the game’s development across Africa.
“He also was a member of the ICC Board during that time.”


ICC Chief executive, Manu Sawhney, said the global cricket family was mourning.


“The death of Mr Chingoka is sad news for the cricket world. He was widely acknowledged as an important leader in cricket in Zimbabwe and was a respected member of the ICC Board.


“It was with great sadness that we learnt of his death. On behalf of the ICC, I would like to offer our heartfelt condolences to his family and friends.”


Chingoka died yesterday morning at the Avenues Clinic.
According to family spokesperson, Patrick Chingoka, his younger brother, the late administrator was in and out of hospital and suffered from a combination of hypertension and kidney problems.

Mnangagwa Demands Results From Teachers Who Are Earning US $38 Per Month

Civil servants must be performance and results-oriented in the execution of their duties, President Mnangagwa has said.


The President said this at the launch of the Public Service Commission Strategic Plan on Wednesday at the Harare Institute of Technology (HIT).
“All members of the civil service must be performance and results-oriented.


“Our staff at embassies should be vigilant ambassadors of our great nation and engage in various economic diplomacy, to attract foreign investments and partnerships for our economic growth,” he said.


He said the Registrar-General’s Department had been capacitated to enable it to produce national identity documents and passports.


The department has been facing challenges in the procurement of consumables for the production of identity documents and passports, but Government has intervened to address the situation.


“I urge the unit to drastically improve its service delivery to better serve our people,” President Mnangagwa said.
“Equally, I encourage Zimra and the Immigration Department to facilitate the flow of persons and goods across all our borders. The new thrust of the Strategic Plan and work ethos of the Second Republic must inspire a new work ethic across the entire civil service.


“Those in agriculture such as extension officers, must work with renewed impetus to facilitate the improvement in agriculture productivity and land utilisation.


“Teachers on the other hand must develop learners who take pride in being Zimbabwean. Learners must also be adequately equipped to build and develop a modern and industrialised Zimbabwe of the future. Health workers must serve the people efficiently, wholeheartedly, with compassion, love and kindness.”State media

Tragedy As Bees Sting Woman To Death

A 35-YEAR-OLD woman from Tsholotsho, who is a stroke victim, died on the spot after being stung by a swarm of bees that attacked her and her mother.


Matabeleland North police spokesperson Chief Inspector Siphiwe Makonese said the swarm attacked Sibonisiwe Ncube at her mother’s homestead in Manyanda Village under Chief Gampu.


She said Ncube could not flee because of her condition while her mother, Ms Anna Ngwenya, was rushed to Tsholotsho District Hospital where she is still admitted with a swollen body.


“We received a report of a woman suffering from stroke who died after being stung by a swarm of bees. On the 20th of August, Sibonisiwe Ncube was seated outside her bedroom hut when a swarm of bees suddenly attacked her.


“She cried for help from her mother Ms Anna Ngwenya who was inside her bedroom hut,” said Chief Insp Makonese.


She said Ms Ngwenya rushed out to investigate and was also attacked by the bees before she could get to her helpless daughter.


At that moment, Chief Insp Makonese said, Ncube was lying on the ground screaming for help.


A neighbour, Mr Mpilo Ndlovu, reported the incident to the police.
Police found Ncube lying dead outside the hut with her whole body swollen.


She said Tsholotsho resident magistrate Mr Victor Mpofu waived a postmortem because no foul play was suspected.State media

ZESA Pushes For Tariffs Hike

Farai Dziva|Troubled power utility ZESA has approached the government seeking permission to effect a threefold increase in tariffs to ZWL$0.81 per kilowatt – from the current ZWL$0.27.

ZESA argues the move will ease load shedding.

The bid for a review comes barely a month after the government increased tariffs to ZWL$0.27 cents per kilowatt hour from ZWL$0.0986 cents, the first time it has done so since 2011.

Meanwhile, South African power utility Eskom says it is not responsible for the power outages being experienced in Zimbabwe, saying it is supplying 400MW to the southern African country as agreed.

After experiencing improved power supply following a power deal with Eskom, Zimbabwe has now been hit by increased load shedding since Friday last week.

MDC Secretary General, Charlton Hwende said the bullets were fired last night at the House of Marondera MP, Caston Matewu (MDC Alliance).

Writing on Twitter on Thursday, Hwende said that most of the party’s MPs and leaders have been targeted for abduction.

“Bullets were fired at the House of our Marondera MP Hon Matewu last night. Most of our MPs and party leaders are now targets of Abduction.”

Zivhu Accused Of Denigrating Mnangagwa

Farai Dziva| Chivi South MP, Killer Zivhu has been suspended following his call for dialogue between Emmerson Mnangagwa and MDC president Nelson Chamisa.

Zivhu recently called for the two leaders’ spouses, First lady Auxillia Mnangagwa and Sithokozile Chamisa, to help resolve the country’s worsening political and economic crisis.

Below is a letter written by the party to Zivhu:

Charge 1: Disloyalty and treachery by purporting that in your social media chats and your Twitter account that you are organising a meeting between the President … Mnangagwa whom you referred to as ED and …Chamisa the opposition leader, whom you affectionately call CCC (an acronym for Chamisa Chete Chete), which is the opposition slogan.

You are therefore denigrating the president and the party Zanu PF.
Charge 2: Gross misconduct by disregarding party principles of communication, which must be done through party structures and the long-standing principles of collective decision making.
The prohibition order suspends you from acting in any capacity on behalf of the party until the provincial disciplinary committee has made its determination. You are, therefore, directed to remain on prohibition until your case has been finalised.

Around 2:30am we heard loud gunshots and shortly afterwards we heard massive water pouring from our water tank.

The gunshots continued for about 20 seconds with the magnitude suggesting that it was an automatic assault weapon used.

We then heard a car speeding off from the scene. We later went out and realised that at least 30 shots had been fired with about 10 hitting the water tank. Shots were fired at my car which was parked inside. other shots hit the house walls and some hit our gate.

We think that by first attacking the water tank they wanted us to come outside the house so they could shoot us directly, our saving grace was that the gates were locked and there was no way they could beseech them.

I know this is the work of evil people who target politicians who are just doing thier job which is to bring prosperity to Zimbabwe.

I am not shaken by such cowardice, I rather feel sorry for those who are sent to do this. I will remain on the side of peace loving Zimbabweans and I will not stop to hold this government to account.

The MDC National Organiser Hon. Amos Chibaya has been arrested and has been charged with failing to take steps to stop demonstrations.

Hon. Chibaya was the convener of the MDC’s proposed peaceful demonstrations in four cities that were later foiled by the police after they issued four prohibition orders to stop citizens in the respective cities from exercising their democratic rights as enshrined in the supreme law of the land.

Upon hearing that the police were looking for him, the Mkoba MP handed himself over to Harare Central police at around 4pm today in the company of his lawyer, Obey Shava.

Hon. Chibaya, who is still with his lawyer, is still being quizzed by the police.

Mutodi Claims Gonyeti Stage- Managed Own Abduction

Farai Dziva|Controversial Deputy Information Minister Energy Mutodi, has sensationally claimed that the abduction of Bustop TV comedian, Samantha Kureya, was stage-managed.

Mutodi’s claims come against the backdrop of evidence indicating Gonyeti was indeed abducted last night by unknown armed men.

Farai Dziva|MDC MP for Marondera Central Caston Matewu has given a narrative of how his house was attacked by suspected state security agents.

Around 2:30am we heard loud gunshots and shortly afterwards we heard massive water pouring from our water tank.

The gunshots continued for about 20 seconds with the magnitude suggesting that it was an automatic assault weapon used.

We then heard a car speeding off from the scene. We later went out and realised that at least 30 shots had been fired with about 10 hitting the water tank. Shots were fired at my car which was parked inside. other shots hit the house walls and some hit our gate.

We think that by first attacking the water tank they wanted us to come outside the house so they could shoot us directly, our saving grace was that the gates were locked and there was no way they could beseech them.

I know this is the work of evil people who target politicians who are just doing thier job which is to bring prosperity to Zimbabwe.

I am not shaken by such cowardice, I rather feel sorry for those who are sent to do this. I will remain on the side of peace loving Zimbabweans and I will not stop to hold this government to account.

I am determined to continue doing my job and representing the people I serve with due diligence.

ZINARA Board Chair Fingered In Corporate Governance Boob

By Jane Mlambo| Scandal ridden Zimbabwe Nation Road Administration (Zinara) is once again in the spotlight after its body chairperson Engineer Michael Madanha has been fingered in unilateral appointments of staff and meddling in the day to day running of the parastatal.

Madanha stand accused of seconding a director from the parent ministry who has no knowledge of roads administration as the Acting CEO of Zinara.

“According to the law, Madanha was supposed to appoint one senior director from the organisation as Acting CEO but he took his crony from the ministry who is not qualified. The staff is very disappointed in him and morale is at an all-time low,” said one of the workers at the entity.

Acting in connivance with human resources manager Juliana Maposa, Madanha allegedly appointed five senior staff contradicting the Public Entities Corporate Governance Act which state that the human resource manager cannot oversee the filling in of posts above his/her position.

The Grant Thornton report on ZINARA revealed that the state entity currently does not have approved Human Resources Policies and Procedures manual and this has been happening since 2002 when ZINARA came into existence.

Madanha and Maposa stand accused of nepotism as they recruited their relatives and friends.

“Madanha intends to capture the organisation to fund factionalism and campaigns against Tino Machakaire who unseated him in Wedza South. Madanha to date has withdrawn more than 12,000 litres of diesel to fund his factional operations,” said the source.

Efforts to get a comment from Madanha and Maposa were fruitless as their phones went unanswered.

In April this year, Madanha came under fire from the Public Accounts Committee (PAC) for firing the parastatal’s director of administration Precious Murove, a key witness to investigations by Parliament over alleged looting of US$71 million at the organisation.

The PAC suspected the action by Madanha, a former deputy minister during the period under review, was aimed at suppressing evidence because Murove was one of the names that featured prominently in the corruption saga.

FORMER Zimbabwe Cricket boss Peter Chingoka has died.

He was 65.

Chingoka died a year and half after his brother, former Tennis Zimbabwe and Zimbabwe Olympic Committee president, Paul passed away on 13 July 2018.

According to the Sports and Recreation Council of Zimbabwe’s Facebook page, they were saddened by his death.

“Bitter” Mapeza Snubs Warriors Coaching Job

FC Platinum coach Norman Mapeza has revealed that he was approched by the Zimbabwe Football Association (ZIFA) over the Warriors job but he could not take the offer.

The former Warriors midfielder, who has taken charge of the team before and even led them to a comprehensive 3-0 victory over Liberia in the first AFCON 2019 qualifier, has confirmed that the national football governing body contacted him over the post.

ZESA Seeks Permission To Increase Tariffs Again

Farai Dziva|Troubled power utility ZESA has approached the government seeking permission to effect a threefold increase in tariffs to ZWL$0.81 per kilowatt – from the current ZWL$0.27.

ZESA argues the move will ease load shedding.

The bid for a review comes barely a month after the government increased tariffs to ZWL$0.27 cents per kilowatt hour from ZWL$0.0986 cents, the first time it has done so since 2011.

Meanwhile, South African power utility Eskom says it is not responsible for the power outages being experienced in Zimbabwe, saying it is supplying 400MW to the southern African country as agreed.

After experiencing improved power supply following a power deal with Eskom, Zimbabwe has now been hit by increased load shedding since Friday last week.

MDC Councillor Relates How His Wife Was Abducted, Tortured By Suspected State Security Agents

Farai Dziva|MDC Councillor for ward 24 in Bulawayo, Arnold Batirai Dube has revealed how his wife was abducted and tortured by suspected state security agents on Tuesday night.

In an interview with ZimEye.com Batirai said:
” Seven armed men travelling in a white commuter omnibus, a Toyota Twin Cab and a Honda CRV- respectively – abducted my wife.They also abducted my neighbour – Trust Chaputika and his wife.

They assaulted them and took their phones.

They later dumped them in a sewer trench,” said Batirai Dube.

Farai Dziva|Live bullets were fired at an MDC MP’ s house as the government crackdown against opposition leaders intensifies.

MDC Secretary General, Charlton Hwende said the bullets were fired last night at the House of Marondera MP, Caston Matewu (MDC Alliance).

Writing on Twitter on Thursday, Hwende said that most of the party’s MPs and leaders have been targeted for abduction.

Farai Dziva| Chivi South MP, Killer Zivhu has been suspended following his call for dialogue between Emmerson Mnangagwa and MDC president Nelson Chamisa.

Zivhu recently called for the two leaders’ spouses, First lady Auxillia Mnangagwa and Sithokozile Chamisa, to help resolve the country’s worsening political and economic crisis.

Below is a letter written by the party to Zivhu:

The Zanu PF Masvingo disciplinary committee met on August 8, 2019, and resolved to issue you with a prohibition order, in terms of article 10, section 79, subsection 1 of the Zanu PF constitution, generally and more specifically those contained under article 10, section 75 of the same constitution.

Charge 1: Disloyalty and treachery by purporting that in your social media chats and your Twitter account that you are organising a meeting between the President … Mnangagwa whom you referred to as ED and …Chamisa the opposition leader, whom you affectionately call CCC (an acronym for Chamisa Chete Chete), which is the opposition slogan.

You are therefore denigrating the president and the party Zanu PF.
Charge 2: Gross misconduct by disregarding party principles of communication, which must be done through party structures and the long-standing principles of collective decision making.
The prohibition order suspends you from acting in any capacity on behalf of the party until the provincial disciplinary committee has made its determination. You are, therefore, directed to remain on prohibition until your case has been finalised.

Abductions, Beatings And Torture Must Stop: Munyeza

Jane Mlambo| Zimbabwean cleric Pastor Shingi Munyeza has castigated President Emmerson Mnangagwa administration over its continued hunting down and abduction of citizens saying the state must come up with a position on stopping this.

“I’m totally disgusted & alarmed by an unprecedented trend of abductions in our country 2. It’s worrying that the State has not come up with a position on stopping this 3.The State must protect its citizens & culprits brought to book,” said Munyeza.

Bulawayo Man Found Hanging Near A Stream

An unidentified Bulawayo man, suspected to be a vagrant, was on Thursday found hanging on a tree at Centenary Park next to a stream that flows between Eveline High School and the Bulawayo Theatre.

Police took down his body and transported it to the United Bulawayo Hospitals mortuary in a metal coffin at around 9AM.

Interpol Saves Kasukuwere, Reject Zim Govt Request For His Arrest

Jane Mlambo| The international police agency, Interpol has rejected Zimbabwe’s request to arrest former Zanu PF Commissar Savior Kasukuwere saying they do not interfere in matters that they deem political, military or racial.

In a letter to Zimbabwe police, Interpol said the status of Kasukuwere and the nature of the offence would compromise their neutrality according to article 3 of the Interpol’s constitution.

Below are snippets from the Interpol letter;

“it is strictly forbidden for the organisation to undertake any intervention or activities of a political, military or racial character.”

 “the status of the person, the nature of the offence, the general context of the case and the implications for the neutrality of the organisation.”

“In view of the above and taking into account the neutrality of the organisation, it is considered that the request may engage the organisation in matters, which would bring into question its neutrality according to article 3 of Interpol’s constitution.

“As a result, the General Secretariat is not in a position to publish the red notice against Mr Kasukuwere and the information concerning the individual will be deleted from Interpol’s databases.”

“It does not prevent your country from using other means or channels to disseminate international alerts or requests for cooperation concerning this case. Rather, the sole consequence of our decision is that your request for international police cooperation concerning this individual may not be transmitted via Interpol’s channels,”

The word “corruption” is commonly spoken in Zimbabwe. His Excellency the President himself addressed the scourge of corruption at his inauguration and many times thereafter. The Chief Justice spoke about it at the opening of the 2019 Legal Year.

The new ZACC Chairperson has publicly declared her commitment to combatting corruption. I have frequently heard the word from ordinary Zimbabweans too: most often they are lamenting about the chronic suffering it is causing in their lives.

Some politically, economically and socially powerful may speak about corruption in celebration of its unjust fruits in their lives.

This vice- so widely talked about in Zimbabwe- has brought us together today. It is a man-made crisis and a crisis that Zimbabwe simply cannot afford.

The EU is supporting the anti-corruption drive because we believe that it is a crisis that needs to be urgently and seriously addressed. Corruption is also mentioned in Zimbabwe’s constitution, section 9 and I quote: “measures must be taken to expose, combat and eradicate all forms of corruption and abuse of power by those holding political and public offices”.

Adherence to the constitution is, together with the Cotonou agreement where corruption is also mentioned, the basis of EU’s cooperation in Zimbabwe.

Unfortunately, we are witnessing these days several developments that put constitutionalism and the respect for the rule of law in question. People’s civic rights, such as the right of assembly, and the right to peacefully demonstrate and petition and also the right 4 to due legal processes when suspected of crimes must be respected.

Zimbabwe should show that it genuinely has made a break from the past. There are various anti-corruption strategies in government plans, for example, the Transitional Stabilisation Programme and many others. Several steps have been implemented, including the appointment of new ZACC Commissioners, the publishing of the Auditor General’s reports and its debates in Parliament and the creation of specialised anti-corruption courts.

ZACC has been in the limelight over the past months for its work in investigating corruption and arresting and referring accused persons for prosecutions. All this is commendable but in order to make this a broad based anti-corruption fight, where members of the public can fully participate, we gather here today to launch a public anticorruption campaign led by actors constitutionally mandated to combat corruption- the National Prosecution Authority and the Zimbabwe Anti-corruption Commission, supported by other justice sector actors.

The EU has been supporting state justice institutions through the 11th EDF, “Support to rule of law and access to justice for all Programme”, where we have committed a budget of EUR 14 million. This project, being implemented by the Judicial Service Commission in partnership with the International Commission of Jurists has an EU contribution of EUR 1.8 million and one of its objectives is to contribute to the fight against corruption through improving transparency and integrity of the justice institutions.

Through this project, the EU has supported 5 the establishment of the specialised anti-corruption courts, the procurement of equipment for the courts and training of judicial officers serving these courts.

The EU is also supporting the National Prosecuting Authority through provision of technical assistance which will see the improvement of their case management system, professional development of prosecutors and improving their public engagement strategy to enhance public confidence in the NPA.

The EU has not been directly supporting ZACC, but the Commission has benefitted through this project as one of the institutions with a key role to play in dispensing justice for corruption cases.

Your Excellency, ladies and gentlemen, I have earlier mentioned that corruption is widely spoken about, it is also widely practised, or perceived to be rampant to the extent that some Zimbabweans who interact with public institutions, like the courts, passport office, immigration, police admit that it is difficult not to be corrupt when interacting with them. Apparently, corruption is a key factor in accessing public services, this is sad.

This maybe anecdotal but it is, to an extent, corroborated by several researches, for example, the Transparency International Corruption perception Index ranks Zimbabwe Number 160 out of 180 countries and Zimbabwe also scores very low at 22 out of 100 for a scale where 0 is highly corrupt and 100 is very clean.

Corruption, sometimes described as misuse of public office for private gain, thrives in darkness and detests transparency. The reports by the Auditor General 6 have also unearthed several corrupt practices and of late the famous NSSA audit report. ZACC has confirmed that they have over 200 cases of corruption that are work in progress.

Corruption erodes the trust between the people and their government thus affecting the main ingredient that is public confidence which is critical for development. The EU therefore calls on government at every level to step up efforts towards uprooting corruption and to keep the public informed of progress.

The EU appeals to the Zimbabwean people to desist from corruption, fighting corruption begins with you. Corruption in public institutions is sustained by corrupt citizens. Do not under-estimate your power as the people to fight and end corruption, just one act of refusing to engage in corruption or reporting corruption is a step towards a corruption-free Zimbabwe.

Civil society and citizens have a key role to play in fighting corruption through monitoring government actions, whistle-blowing, demonstrating, petitioning, amongst other actions. They should be afforded the democratic space to fully participate lawfully and peacefully without unnecessary restrictions, without being beaten, killed, unlawfully arrested and detained.

The EU has firmly been calling for transparent and accountable governance in Zimbabwe, not only have we called for it, we have been financially supporting it through various projects.

Since 2015, through the 11th EDF, the EU has been supporting various state institutions, in particular justice institutions most of whom are present here even when the political will in government was almost 7 non-existent. It is positive to note that the current government led by the President has demonstrated the willingness to fight corruption through publicly acknowledging that it exists and it is affecting the economy and publicly denouncing corruption.

The EU calls on the government to improve efforts towards bringing perpetrators to book following due process in accordance with the law. There have been several high profile arrests since 2017, several trials are ongoing and there are some convictions. With the level of corruption in Zimbabwe, perhaps the rate of convictions may still be on the low side.

I have come across a term as I meet with Zimbabweans online and offline, called ‘catch and release’ meaning that no one is held to account, it is just an insincere anticorruption fight. Whether it’s true or not, these are public perceptions and for Zimbabwe to stem out corruption there is need to gain public confidence in the institutions fighting corruption.

Corruption is a discreet crime and for as long as there is no confidence in the government’s sincerity in fighting corruption which can only be demonstrated by applying the law fairly, impartially and diligently without fear or favour, without political bias, without consideration of economic or social status, the battle against corruption will be lost. The anti-corruption courts were launched since late last year; we applaud and support this step.

These courts, however, ought to lead by example, they have to be as transparent as glass.

Corruption thrives in secrecy and opaqueness; there 8 must be pro-active disclosure of information related to progress on the prosecution and completion of cases on corruption. This will also act as a deterrent measure on those engaging in or intending to engage in corruption. It will also show the public that fighting corruption is a priority issue for government that is being effectively addressed for Zimbabwe to achieve medium economy by 2030.

The launch of this strategy comes at an opportune time when the government is intensifying its re-engagement regionally and internationally to attract investment in the country and rebuild the economy. Let me underscore the importance of an independent and efficient justice system to rebuilding the economy and the image of Zimbabwe.

A corrupt justice system is a serious impediment of any fight against corruption. The EU calls on the justice institutions gathered here today to weed out corruption internally and to do it publicly so that victims and witnesses of corruption feel confident to report corruption. Zero tolerance to corruption should not just be spoken about, there has to be concrete action.

Let me just say there is again public sentiments, your Excellency, that you have demonstrated your willingness to fight corruption through words but they do not see yet this being supported by action. The EU therefore calls on all the state institutions present here to support the President’s public declarations by actions.

Perpetrators should not go scot-free, due process 9 of the law should be followed, ZACC’s independence should be respected and it should be adequately resourced, the courts system should be transparent on statistics and outcomes of corruption cases.

Your words since your election, your Excellency have been of hope, of rebuilding and unity, this has raised great expectations amongst Zimbabweans and these require great fearless actions in pursuit of justice in order to meet the people’s expectations.

If the President’s words are to be matched, Zimbabwe needs a radical, merciless and blind justice system fighting corruption. The EU stands ready to support this and as mentioned above is supporting better justice delivery.

I came to Zimbabwe in 2018 and before coming to this event, I looked back at what the EU and our member states have been supporting in relation to corruption and justice institutions. Denmark, one of our member states, in 2015 supported and launched the Against Corruption Together commonly known as ACT Campaign.

I am delighted, your Excellency, that you officially launched the ACT campaign as the then Vice President and Minister of Justice and you are again officiating today as we take this campaign forward. I am also pleased to note that after this launch, a number of activities targeting the public are lined up in order to generate public debate and action against corruption.

It is our hope that all the activities will receive the same publicity and media coverage as this launch. This is an appeal to the media to not only cover the events but also monitor the impact of the campaign, for example, will we see in a couple of 10 months more people reporting? Will we see more prosecutions and convictions?

The media has a key role to play in keeping the public informed of the progress being made by government. In a few months, the EU will be signing a contract to support the legislative and oversight role of the 9th Parliament of Zimbabwe in partnership with the United Nations Development Programme. Parliament’s oversight role discharged efficiently, effectively and impartially will greatly contribute to the fight against corruption.

Let me reiterate here that the cooperation between the EU and the Government of Zimbabwe is premised on the full implementation of the Constitution.

The EU is pleased that since 2018, government has been steadily progressing on the alignment of laws to the Constitution; there are several Bills at different stages of the law making process. We hope this willingness continues and improves such that even the laws related to corruption are reformed in order to complement the fight against corruption.

There have been positive steps that the government has taken in implementing political and economic reforms, however, the journey is still long and tough. There is still need for legislative, policy, attitudinal and behaviour change in order to root out corruption.

I urge you to continue the hard work with renewed 11 vigour and determination, today’s event is just a launch and a public declaration from the highest office, most of the work lies ahead. Let me take this opportunity to thank you, your Excellency and all the partners here, for your effort and commitment to fighting corruption for the good of all Zimbabweans.

The EU is proud of this step, where the institutions here present have committed themselves to be the anti-corruption armour bearers as is your constitutional duty, The EU stands ready to assist in the impartial and fair justice delivery which knows no political, economic or social status and the EU remains hopeful for a future where Zimbabwe is free from corruption. JUST IN: Interpol Refuse To Arrest Kasukuwere, Says His Case Is ‘Political’

Jane Mlambo| The international police agency, Interpol has rejected Zimbabwe’s request to arrest former Zanu PF Commissar Savior Kasukuwere saying they do not interfere in matters that they deem political, military or racial.

In a letter to Zimbabwe police, Interpol said the status of Kasukuwere and the nature of the offence would compromise their neutrality according to article 3 of the Interpol’s constitution.

Below are snippets from the Interpol letter;

“it is strictly forbidden for the organisation to undertake any intervention or activities of a political, military or racial character.”

 “the status of the person, the nature of the offence, the general context of the case and the implications for the neutrality of the organisation.”

“In view of the above and taking into account the neutrality of the organisation, it is considered that the request may engage the organisation in matters, which would bring into question its neutrality according to article 3 of Interpol’s constitution.

“As a result, the General Secretariat is not in a position to publish the red notice against Mr Kasukuwere and the information concerning the individual will be deleted from Interpol’s databases.”

“It does not prevent your country from using other means or channels to disseminate international alerts or requests for cooperation concerning this case. Rather, the sole consequence of our decision is that your request for international police cooperation concerning this individual may not be transmitted via Interpol’s channels,”

Gonyeti Was Forced To Drink Sewer

Jane Mlambo| Popular comedienne Samantha Kureya known as Gonyeti has revealed that she was forced to drink sewer water while her abductors threatened to kill her mother if she reports about her abduction.

Posting on Twitter, Bustop TV added that Gonyeti’s sisters were also beaten by the suspected state agents.

“Samantha/Gonyeti says they forced her to drink sewer water and threatened to kill her mother if she reports about her abduction.

“Her sister was beaten and they had guns pointed at her family including her sister’s kids.

“They forced hr to remove all her clothes & beat her up w weapons. She later walked around the Crowborough neighborhood seeking for clothes after she was abandoned. She only got assistance on the 6th house whose residents had to throw a dress through the window.Everyone was scared,” said Bustop TV.

“Samantha says they came with a number of cars up to 6 vehicles,” added Bustop TV.

ZimEye can now authoritatively reveal the “killer’s” name is Mr Anesu Kapere.

Kapere is seen on video confessing to killing the below list of people in exchange for $500 per person promised him by a ZANU PF MP. He also pleads for people to put spread news of this on social media platforms. On his Facebook page, he has placated the below as his profile picture:

Court documents in ZimEye’s possession show the verdict in whichJustice Chitapi says the magistrate “openly confessed that he was conducting the proceedings under pressure from certain persons. Kasukuwere was arrested upon his return to Zimbabwe months after the November 2017 coup. He was slapped with corruption charges. He had fled the country after General Chiwenga’s troops forced former. President Robert Mugabe out of power in a coup that killed one CIO operative.

The development, which has left his family traumatised happened in the early hours of today.

Live bullets were fired at his house, cars and water tank leaving a trail of visible bullet holes.

Commenting on increased reports of abductions of human rights defenders and opposition supporters, Information ministry Secretary Nick Mangwana said government was equally worried about the increased abductions and torture of CSO leaders and opposition supporters.

This is despite that the abductions are being carried out by AK Riffle wielding men clearly indicating that they are being sent by the state.

He said:

We have noted with concern and distress reports of alleged abductions and torture of citizens by unknown assailants in Harare. Whilst the Zimbabwe Republic Police are still investigating these allegations and their veracity, the Government would like to inform the public of the following:

Torture, arbitrary punishment and degrading treatment of citizens by anyone is contrary to the provisions of the Constitution and ethos of the Second Republic.

As the Government, we undertake to uphold the rights of citizens to be treated with dignity and respect.

Since the emergence of the New Dispensation, there has always been a force comprised of discharged and disgruntled former members of the old establishment, of whom some are trained.

These have shown a determination to impair President Emmerson Mnangagwa’s image as a sincere reformer through various acts of malice and criminality in order to cause both local and international outrage.

This is the Third Force that we have reasonable grounds to believe to be in existence. Its hand in the incidences of the alleged violation of human rights, where established, cannot be discounted.

The Police will leave no stone unturned in efforts to detect and act upon any violation of human rights.

So far, the following persons and details have been reported:

Mr Morgen Gumbo (46) of Mufakose made a report to the police that he was abducted and assaulted on 13/8/2019. Earlier in the day, there had been a reported violent altercation between Mr Gumbo and Mr Shamboc Chivese also known as Mufakose, over an allegation of abuse of Constituency Development Funds (CDF) by Hon Susan Matsunga. This is reported to have degenerated into a fistfight and open threats were made. Police are investigating whether the alleged abduction and the said violent incident is related.

On the 14th of August 2019, the Police also received a report on the alleged abduction and assault of one Blessing Kanotunga of Mufakose on 13/8/2019. Investigations are underway.

Tatenda Mombeyarara also made a report to the police on 14/8/2019, saying that he had been abducted from Chitungwiza and assaulted on the night of 13/8/2019, before being dumped in Hatfield.

These allegations and any other will be professionally investigated to their final conclusion and the outcomes shared with the public.

FULL TEXT- Mthwakazi Blasts SADC For “Coupist” Mnangagwa’s Chairmanship Of The Organ On Politics, Defence And Security,

Statement on the 39th SADC Ordinary Summit of Heads of State and Government held in Dar es Salaam, United Republic of Tanzania on the 17th and 18th of August.

Mthwakazi National Party accompanies with dismay the assumption by Mr Emmerson Mnangagwa of the chairpersonship of the SADC Organ on Politics, Defence and Security Cooperation.

We recall that Mr Emmerson Mnangagwa assumed Zimbabwe’s presidency through a military coup that was endorsed by SADC and is the head of a totalitarian regime that oversees human rights abuses and state-sponsored terrorism against the people of Mthwakazi.

It is evident that SADC as an institution cannot be entrusted with resolving the political crisis in Zimbabwe and guaranteeing the political stability and security in the region, with Mr Mnangagwa as the Chairperson of the SADC Organ on Politics, Defence and Security Cooperation.

Instead, he is bound to incite violence and cause social discourse in the southern African region, in times when the winds of change are blowing across the region.In light of the rising aggression by some SADC member states against political dissent through the use of violence, we would like to urge pro-democratic forces across the southern African region to resist all efforts by the regional body to maintain the status quo.

The democratic revolution and the total and complete independence of all the peoples in the southern African region and indeed across the globe is due and no tyranny will stop it.Mr Mnangagwa is directly implicated for his involvement in a trail of grave post-independence human rights violations. It is sad to note that SADC lacks action, to note, the Gukurahundi genocide of the 1980s that saw the torture, death and disappearances of more than 20000 unarmed civilians in the Matabeleland and Midlands regions when he was the Minister responsible for State Security.

He was also at the helm of power when Operation Restore Order was done from 2005 and this saw the displacement of thousands of citizens and loss of property. He was also at the helm of power and is implicated as a very instrumental figure in the 2008 post-election violence that saw the murder and disappearances of many civilians. He cannot be exonerated in the rampant corruption and electoral fraud against the peoples of Mthwakazi.

With a man like Mnangagwa at the helm of a key organ responsible for regional security and political stability, the whole of southern Africa is at a risk of instability and social chaos by the influence he may impart on SADC member states.

The experiences he has on resolving political crises is through violence and tyranny, which is against the SADC and international standards of conflict-resolution through dialogue and peaceful means.

We recall that SADC is an institution that does not serve the interests of the people, but that of the governors based on liberation struggle relationships. SADC has proved beyond doubt that it is incapable of resolving the Mthwakazi crisis as evidenced by the continued suffering of the people of Mthwakazi.

SADC is bent on defending the status quo and cannot be relied on to resolve the bread and butter issues affecting the citizens of southern Africa at large. SADC is an extension of the totalitarian regimes in southern Africa, with the exception of a few members whose standards are reflected by the socio-economic stability and prosperity in their countries.Recalling that SADC was created to support the liberation war efforts and acknowledging its failure to safeguard peace, stability and security in the region,

it is now time to reconsider the restructuring of the role of the regional body, as well as other international organisations such as the African Union and the United Nations in order to respond best to the ever-changing needs of the peoples they are meant to govern.On another note, we vehemently condemn the political persecution of former vice president Phelekezela Mphoko and other political adversaries of Mr Mnangagwa’s regime.

We affirm that SADC must revisit its founding role of supporting the total and complete independence of all peoples of the region.The struggle for freedom continues until the last of Africa’s nations is free.

Zim- Russia To Conclude 6 MoUs On Mining

By A Correspondent- Russian mining companies look set to get access to the massive platinum and asbestos resources in Zimbabwe following moves between the two governments to conclude half a dozen bilateral agreements.

In a post-Cabinet briefing, Foreign Affairs minister Sibusiso Moyo yesterday said he had recently met the Russian minister of Natural Resources and Environment where the two agreed to ensure that six memoranda of understanding between the two countries be concluded.

“Agreement to conclude the following six memoranda of understanding (MoU) before end of 2019: Mutual protection of classified information, co-operation in the field of geological exploration and mineral resource management; co-operation in platinum group metals, co-operation in the field of diamond exploration and mining and co-operation in the field of energy,” the Cabinet decision matrix statement read.

Six Russian companies, according to Cabinet, have already expressed interest in Zimbabwe’s minerals and the agreements will open up scope for them to start exploration.

Information minister Monica Mutsvangwa told journalists that under the economic, trade and industrial co-operation, there were agreements for the Russian companies to support transport system in the country.

“Russian companies offered to supply civilian passenger and training aircraft, KAMAZ trucks of different ranges, rail freight wagons, agricultural and power engineering equipment and waste-to-energy plants,” she said.-Newsday

Mphoko Pins Mnangagwa, Likens Own Case To ED’s Instruction For Godfrey Gomwe Release

By A Correspondent- Former Vice-President Phelekezela Mphoko, who stands accused of abuse of public office, has dragged President Emmerson Mnangagwa into his case, saying the Zanu PF leader in 2015 made a similar act when he released the party’s former youth leader Godfrey Gomwe under similar circumstances.

In a statement yesterday through his daughter Siduduzile, Mphoko said: “The Presidency is an institution … Mnangagwa was tasked to look into the resuscitation of the Ziscosteel, mining and exporting raw chrome, command agriculture and to resolve the Harare Zanu PF province, where Gomwe had been arrested. Mnangagwa’s intervention got Gomwe released from his arrest.”

Gomwe had been arrested for allegedly extorting almost $46 000 from housing co-operatives in Harare using then First Lady Grace Mugabe’s name.

Mphoko’s alleged offence relates to his involvement in the release of former Zinara acting chief executive Moses Juma and non-executive director Davison Norupiri from police custody in 2016.

Juma was later re-arrested and sentenced to two years in jail for criminal abuse of office.

“… As I have alluded, Juma had appeared in court three times and every one of the three times the court had dismissed the case, but he was forced to be remanded against the court order. That was then the Presidency had to intervene as in the case of Gomwe. I am now being persecuted as if I did all these operations in my own individual capacity … when I acted as part of the Presidency.”

Mphoko has also since written to Mnangagwa expressing fears over his security and life after the Zimbabwe Anti-Corruption Commission (Zacc) threatened to arrest him on criminal abuse of office charges.

Mphoko’s lawyer, Zibusiso Ncube in a letter to Zacc dated August 19 and copied to Mnangagwa and the National Prosecuting Authority (NPA), accused the anti-corruption body of having ulterior motives.

On Monday, Mphoko reportedly evaded arrest at the Bulawayo Magistrates’ Court where he had presented himself to sign a warned and cautioned statement as agreed with Zacc. The anti-graft body later accused him of fleeing from justice.

In the letter, Mphoko’s lawyers said: “The decision to proceed with the attempted arrest in spite of the agreement was unilateral. Our client advises that he was abused and there was flagrant and merciless attack on his dignity and constitutional rights. He was treated as a convict, yet he is innocent until proven otherwise.

“Our client fears for his life as he firmly believes that he is to be abducted and injected with lethal poison. Our client fears that any pre-trial incarceration would leave him vulnerable to and exposed to the fear espoused above. Despite the concerns, he is prepared to appear before any court of law preferably in Bulawayo so as to clear his name. He is adamant that he is not guilty of any of the charges.”

But, Zacc spokesperson commissioner John Makamure yesterday insisted that Mphoko was a fugitive from justice.

“He is a fugitive from justice and Zacc officials are on the ground hunting for him,” Makamure said.

However, Mphoko’s lawyer indicated that his client was prepared to stand trial should they be advised of the trial date.

“We request and propose that a trial date be set and we are furnished with the necessary State papers so that we attend to the trial without having to deal with pre-trial incarceration. His attendance in court on the set date could be secured by serving him, with a summons to appear in court on the agreed date,” the lawyer added.-Newsday

“New GNU will Address Legitimacy Deficit” Argues Biti – He’s Still Breathtakingly Incompetent | MUKORI

By Wilbert Mukori| Some of us castigated Morgan Tsvangirai, Tendai Biti, Nelson Chamisa, Welshmen Ncube, David Coltart and the rest of the MDC leaders as “breathtakingly corrupt and incompetent” as far back as 2010; when it was already clear they were not going to implement any of the democratic reforms. For that we were roasted alive by the myopic MDC supporters who only saw everything in the narrow context of party politics and would not see the issue of implementing the reforms to ensure free, fair and credible elections as a national issue.

Just to prove me right, MDC leaders are advocating doing the same stupid things they did during the 2008 to 2013 GNU, even with the benefit of hindsight, proving beyond all doubt just how breathtakingly corrupt and incompetent they are.

In an article titled “History repeats itself in Zimbabwe”, fortuitously, Tendai Biti explained the events leading to Zimbabwe’s economic meltdown, the formation of MDC, Zanu PF’s blatant cheating and wanton violence in the 2008 elections and how SADC stepped in to force the formation of the 2008 to 2013 GNU. He explained how hyperinflation had soared to 500 billion percent in December 2008 and how he, as Minister of Finance had “tamed” the economy.

“Regrettably, ZANU–PF seemed to forget the lessons of the unity government as soon as it regained power in 2013. After winning an election marred by intimidation and manipulation of the voter rolls, among other electoral swindles,” he continued.

Biti is writing today 2019, with all the benefit of hindsight, and still he failed to grasp the reality that it was him and his MDC friends who had learned nothing from the GNU years. The question he should have asked himself is why was Zanu PF able to rig the 2013 elections with easy? After all the primary purpose of the GNU was to implement the raft of democratic reforms agreed in the Global Political Agreement of which Tendai Biti was the principle negotiator for the MDC-T party.

And it was not as if MDC leaders were not warned of the need to implement the reforms; they were warned repeatedly but chose to ignore the warnings.

“Mazivanhu eMDC adzidza kudya anyerere!” (MDC leaders have learnt to enjoy the trappings of high office; they will not rock the boat!) Zanu PF cronies boasted, when asked why MDC leaders were not implementing the reforms.

“The 2018 general election offered a golden opportunity to reverse course. But instead of the free and fair election that Mnangagwa promised, Zimbabweans got one that international observers called “deeply flawed” and that was followed by a brutal crackdown on opposition politicians and their supporters,” commented Tendai Biti.

How ironic that MDC has failed to come up with a definitive position of its own on the elections in which they were the main challenger! Worse still, even after the international observers told MDC leaders the elections were “deeply flawed”, the party is at sixes and sevens as what to do. MDC has accepted the results of the parliamentary races regardless of the flaws and illegalities.

However, the party claims Chamisa is the winner of the presidential race although neither ZEC nor MDC’s figures could be traced and verified. ZEC did not produce verified voters’ roll although this is a legal requirement. And about 10% of the V11 forms, the polling station summary of vote count for each candidate, were never released; this too is a legal requirement.

“Ten years ago, forming a unity government offered a political solution, albeit a temporary one, to the crisis of hyperinflation. A solution to today’s economic crisis must be similarly political. More precisely, it must address the legitimacy deficit of the current administration, which stems from the military coup that brought it to power and the disputed election that kept it there,” Tendai Biti explained MDC’s proposed way forward.

“A political deal must also provide a framework for the reforms needed to right the economy. Most urgently, it must offer a path away from the multiple quasi-currency regime and back to the U.S. dollar.
“A transitional government arrangement, akin to the unity government of 2009–13, has to lead the reform effort. To bring one about, the IMF and other major multilateral organizations should offer ZANU–PF incentives to come to the negotiating table—not reward it prematurely as the IMF did with the staff-monitored program. Zimbabwe needs help from its international partners, as well as from neighbouring countries and regional blocs, to stave of total economic collapse.”

For the umpteenth time Mr Tendai Biti; Mnangagwa and his Zanu PF regime’s (not just Mnangagwa) illegitimacy arise from the very fact that last year’s elections were “deeply flawed”. It is very presumptuous of the MDC to believe it can “address the legitimacy deficit” in return for the spoils of the rigged elections.

You are proposing the formation of new GNU, whose powers are weak and objective are vague, in which the same players who failed to implement even one reform are one again the key players and you expect the new GNU to take Zimbabwe out of this mess! How naïve! The old GNU achieved nothing and so will the new GNU of recycled rubbish. History will indeed be repeating itself!

What Zimbabwe needs is a clean break with the failed past. Zanu PF rigged last year’s elections the regime is illegal and this time it must step down. We need an interim administration manned by competent men and women we can trust to implement the reforms and finally put an end to this curse of rigged elections.

If the breathtakingly corrupt and incompetent MDC leaders had implemented the democratic reforms when they had the chance during the last GNU Zimbabwe would not be in this mess still. It is MDC’s failure to condemn last year’s elections that is helping keep Zanu PF in power. As State Security Abductions Continue, Mnangagwa Clashes With EU Over Upholding the Sanctity Of Human Life

By Own Correspondent | ZANU PF leader Emmerson Mnangagwa yesterday clashed with the European Union over the subject of upholding the sanctity of life.

This was during an EU sponsored function geared to improve anti corruption prosecutions in Zimbabwe.

 The EU envoy, Tim Olkkonen had said the EU’s support is based on the Zimbabwean state’s faithfulness to adherence to the constitution and an upholding of the rule of law.

He said, “unfortunately, we are witnessing these days several developments that put constitutionalism and the respect for the rule of law in question. People’s civil rights, such as their rights to assembly and their right to peaceful demonstrations and petition, and also their right to acquire legal processes when they are suspected of crimes must be respected.

“Zimbabwe should show that it genuinely has made a break from the past.”

He also said Mnangagwa’s government has not been doing enough to tackle the scourge which has affected public institutions and called on the state to afford civil society organizations and the public at large to be given the democratic space to fight corruption.

“Civil society and citizens have a key role to play in fighting corruption through monitoring government actions, whistle-blowing, demonstrating and to petition among other actions.

“They should be afforded democratic spaces to fully participate lawfully and peacefully without unnecessary restrictions and without being beaten, unlawfully arrested and detained.

“The EU calls on the government to improve efforts towards bringing perpetrators to book following due processes in accordance with the law,” he said.

By Nqobile Tshili| PASSENGERS in a pirate taxi from the Bulawayo city centre to Emganwini suburb yesterday savagely pummelled a lone gunman suspected to be behind a spate of armed robberies that have rocked the city in the last two months, after he allegedly tried to rob them and hijack the taxi in which he was also a passenger.

Nhlanhla Mhlanga (49) boarded a Toyota Wish heading to Emganwini from the city centre but turned against other passengers and the driver when they reached Nketa 9 suburb.

Mhlanga allegedly ordered the driver to stop the car on the pretext that he was disembarking.

As the driver stopped, he allegedly produced a pistol and began assaulting passengers and demanding that they surrender their possessions.

Police sources said Mhlanga is suspected to have robbed a number of people beginning in June this year.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday confirmed Mhlanga’s arrest and said he has been charged with armed robbery as police conduct further investigations on him.

“We have arrested a male suspect Nhlanhla Mhlanga (49) who boarded a pirate taxi between 10th and 11th Avenue along Herbert Chitepo Street in Bulawayo. The vehicle was heading towards Emganwini. It is alleged that upon reaching Nketa 9, the accused ordered the driver to stop the car as he was disembarking. He then produced a pistol and started attacking the three complainants and later turned to the owner of the car ordering him to surrender his car keys,” he said.

“But the driver resisted and in the process one of the complainants shouted that the accused was holding a toy gun and they all turned on him. He tried to run away and the occupants chased him and managed to arrest him. They later reported the matter to the police leading to the recovery of two cellphones and a small pistol with an empty magazine.”

Asst Comm Nyathi said Mhlanga had robbed his victims of $320, two cellphones with one of them worth $1050 while the other cost $320.

He lauded passengers and the driver for being brave and standing their ground against the suspected armed robber.

“We want to applaud members of the public for their bravery and we want to encourage people to be alert at all times whenever they board these private vehicles. They also should not board these vehicles when in the company of people that they don’t know. That’s why we are always insisting that people should board registered public service vehicles and even in these registered public service vehicles they should also be alert,” Asst Comm Nyathi said.

He declined to be drawn into confirming whether the suspect was savagely clobbered by his victims.

“We are still conducting investigations and as more information comes we definitely will update members of the public and the media. He is being charged with robbery. He had taken some cellphones from the two complainants and wanted to confiscate a satchel from the third passenger. We are still conducting investigations and more information will come out during the course of the investigations,” said Asst Comm Nyathi.

The Chronicle is in possession of Mhlanga’s photograph clearly showing that he had been thoroughly beaten and was bleeding from the head.

Police sources said officers who attended the scene were encouraged to take him for a medical check up as he had sustained serious injuries from the beating. –The Chronicle

Mnangagwa Says Civil Servants Must Be Loyal To His Government But Is He Aware Of Their Sad Plight?

President Mnangagwa yesterday implored civil servants to be loyal to Government and fulfil its policies that are derived from the ruling party, Zanu PF’s manifesto following its victory in last year’s harmonised elections.


The President said this at the launch of the Public Service Strategic Plan at the Harare Institute of Technology.
The Public Service Strategic Plan will run up to 2020.


“As the civil service you are expected to stringently comply with the spirit and letter of the principles of good public administration as outlined in Chapter 9 of our Constitution,” he said.


“Equally, loyalty to this administration must be unequivocal and unflinching. We are a Government born out of an election process and the resultant victory of a particular party, which is Zanu-PF. It is, thus, integral that we are alive to the political manifesto of the ruling party and seek to facilitate the achievements of the programmes articulated therein.


“Residual resistance that deters public service delivery and unduly delays the turnaround of our economic plight will not be tolerated.”
He said the days of coming up with rosy policy documents that are not implemented was over.


“All personnel and ministries, departments and agencies at various levels, must individually unpack the contributions they must make and evident milestones which must be achieved towards the attainment of the Vision 2030.

We Observe Rule Of Law To Protect Our People, Not To Please Other Countries, Declares Mnangagwa As Government Continues To Torment Citizens

Zimbabwe’s rule of law is sacrosanct and not tailored to please other countries or one particular group of people but all citizens, the President has said.


President Mnangagwa said the law is there for the good of the country and all citizens and organisations operating in the country should abide by the law regardless of their standing.

Government Not In Hurry To Introduce New Currency: Mthuli Ncube

Finance and Economic Development Minister Professor Mthuli Ncube said on Tuesday Government was not in a hurry to issue new Zimbabwean dollar notes/coins, but rather focused on the need to replace soiled bank notes and coins.


Professor Ncube told journalists in the capital, Harare, that priority was also on establishing the extent of demand and the amount of physical cash required by the market.


The Treasury chief’s remarks follow recent media reports that Zimbabwe would soon issue out a new regime of bank notes and coins after it recently reintroduced domestic currency after scrapping the local unit in 2009.


After banning the multi-currency regime in June, Zimbabwe’s sole legal tender is now constituted by real time gross settlement (RTGS) balances, bond notes and coins, which collectively represent the new Zimbabwean dollar.


Asked if he will introduce a new regime of Zimbabwe dollar currency, Prof Ncube retorted; “Not just yet, when we are ready we will let you know ourselves; officially.”


He said at the moment the focus was on replacing worn out and soiled bank notes and coins as well as determining and closing gaps in terms of the quantum required.


“The Zim dollar as things stand is basically bond notes, RTGS and bond coins; that is the official position; that is where we are right now. When we are ready to do anything else we will let you know,” the Finance Minister said.State media
