DESPITE the release of 3 000 prisoners through the Presidential Amnesty last year, Zimbabwe’s prisons are still overpopulated, with the country’s correctional facilities carrying 2 382 inmates above their recommended capacity.

Figures released by the Zimbabwe Prison and Correctional Services during the Zimbabwe International Trade Fair held in Bulawayo last week showed that as of last week, Zimbabwe’s prisons had 19 382 prisoners against a carrying capacity of 17 000. Of these 18 928 of those inmates are male, of which 15 508 have already been convicted while
3 421 are still waiting for the finalisation of their court cases.

The figures showed the country has 458 female inmates, with 273 of those serving substantive prison sentences while 185 are on remand. The country has 113 juvenile prisoners, with 105 boys and eight girls incarcerated. A total of 69 inmates are at the country’s only open prison facility in Connemara, Gweru. ZPCS also has 316 detained mental patients and 408 criminal mental patients.

In an interview, ZPCS spokesperson Chief Correctional Officer Meya Khanyezi said the country’s prison population was always swelling because of people in remand waiting for the finalisation of their cases.

She said one of the ways in which pressure on the country’s correctional facilities could be relieved was by facilitating projects that give inmates skills to function and flourish beyond prisons walls.

“The solution is for the community to partner with us because we are saying we are promoting development through corrections. We have an open door policy and we are saying people should come on board and help us. However, most of the money that we need comes from the society but society is reluctant because of the crimes that these people would have committed. We’re saying these people deserve forgiveness so that both they and their victims move on,” she said.

Chief Correctional Officer Khanyezi said the ZPCS had shifted focus, as the country’s prison services were no longer solely punitive but instead put more effort in rehabilitating prisoners under their watch.

“We now want to create an environment in which we rehabilitate prisoners rather than just punish them. We’re saying that we want to take away your freedom and not your life. You don’t have to end your life because you have been incarcerated. You will just continue with it but your freedom is what we withdraw because of your crimes,” she said.

Chief Correctional Officer Khanyezi said through various vocational activities, the ZPCS was encouraging prisoners to think of life after prison.

“You don’t have to abandon your fatherly duties because of prison. You can continue providing through the various programmes that we have. We usually reduce the number of years that people serve keeping in mind their behaviour in prison,” she said.

While life in prison can be tough, Chief Correctional Officer Khanyezi said the ZPCS was doing its best to ensure inmates had a semblance of a normal life while behind bars.

“Recently, for example, we took those prisoners serving at least 40 years and over to ZBC. These are people in our choir. It was fantastic to see the looks on their faces because in prison they have no mirrors so they were surprised by the way they now look because they have not seen themselves in a long time. Such occasions show the effort being made by the ZPCS to make sure those in our custody remain human and don’t get completely alienated from society,” she said.

Despite the overwhelming majority of prisoners being men, Chief Correctional Officer Khanyezi said female inmates seemed to be the most alienated from society, as they were not showered with the affection and care that their male counterparts receive.

“The problem we have is the female segment of our prison population. With men you usually find they have one or two visitors coming but that is not the case with women. They rarely have visitors because they have been abandoned. It’s not the same for men. They get visits from their spouses. Maybe it’s because men can go on with their lives after their wives go to prison but women seem more steadfast and the way they behave when their husbands are ill is the same way they behave when they are in prison,” she said.

Bizarre Church Found With Human Skull And Bones Used As Part Of Their Worship

IN a bizarre incident, a church in Kwekwe has come under the spotlight after it was found in possession of a coffin, a human skull and other human remains which its leaders claim are used for ritual purposes.

The church leadership has also failed to explain the source of the remains. The national leader of Masonic Temple of the MacDonalds’ Grand Master, James Chigwedere, revealed that it was their religion’s requirement to keep human remains in temples throughout the country.

In a statement recorded by police, Kwekwe church leader, Marthinus Pretorius also agreed with Chigwedere that their religion prescribes that they keep human remains in the church.

“Police received a tip-off from an anonymous caller that Ian Annandale was keeping smuggled goods at Masonic Temple of the MacDonalds in Newton, Kwekwe.

A search was conducted and the team discovered an empty wooden coffin, a skull and two radius bones on top of the cabinet in a room at the back of the church. Annandale referred police to Marthinus Pretorius. He was contacted on his cellphone and indicated that the skull and bones were for religious purposes left by previous Masonic Temple of the MacDonalds church members.

He said the remains were over 75 years old.

Pretorius referred police to James Chigwedere the Grand Master of all Masonic Temple of the MacDonalds churches in Zimbabwe who stated that it was their religion’s requirement to keep the skulls and bones in their temples,” reads a police statement.

Pretorius was dragged to court last Thursday facing charge of violating a corpse. He appeared before Gweru magistrate, Mr Phineas Murandu. He pleaded not guilty and the matter was remanded to 7 May for trial. For the State, Mr Fredrick Macheza alleged that the church was found in possession of human remains whose source is not known.

He said in 2016, police received a tip-off from an anonymous caller that Ian Annandale was keeping smuggled goods at Masonic Temple of the MacDonalds in Newton Kwekwe. A search was conducted leading to the recovery of the human remains. The remains were taken to the United Bulawayo Hospitals (UBH) where they were examined by pathologists who confirmed that they were human remains.

This led to Pretorius’ arrest.

Tropical Cyclone Idai Survivors Plead For New Identity Documents

CHIMANIMANI residents have implored Government to expeditiously deploy the Registrar General’s department on a mobile registration exercise to enable them replace identity cards and birth certificates that were swept away by Cyclone Idai-induced floods.


They also want Government to facilitate easy access to death certificates for their relatives killed by the cyclone and academic certificates for school leavers.


Residents who spoke to The Manica Post this week said their documents were swept away by Cyclone Idai, which also killed more than 360 people and displaced thousands of people, last month.


Villagers said the Government should relax conditions when replacing lost identity cards and birth certificates.
Mr Alderman Muchadziya (52), of Ngangu, whose family lost all their belongings together with identity documents, said the Government should deal with the issue urgently.


“Five members of my family were left without IDs, birth and academic certificates. These critical documents were soaked in the muddy floods which hit the district, and Government should urgently facilitate replacement of these documents.


“We are appealing for the Government to deploy a mobile registration exercise in Chimanimani to speedily issue new identity cards and birth certificate, while Zimsec should be directed to do the same to those who lost their academic certificates to the natural disaster. This issue is critical because we are currently facing some difficulties when collecting aid due to the absence of identity cards. We are also of the opinion that the RG’s department should scrap any fee because the majority of us are struggling,” he said.


Mr Lazarus, Maregere of Machongwe area said the mobile registration exercise was urgently needed as hundreds of people in Chimanimani have no proof of identity.


“We have nothing to identify ourselves officially, and such a situation is a recipe for disaster. It is a legal requirement for anyone above 16 to possess a national identity card, and here, we are without IDs.

After our particulars were swept away by floods, and when we went to Chipinge intending to collect new IDs, we were surprised to be referred back to Chimanimani district. We are facing serious challenges to get to Chimanimani as some roads are still untrafficable. There is no readily available public transport to get there,” he said.State media

Gvt To Implement Stern Measures To Control Prices


THE Government is crafting a pricing model aimed at benchmarking most goods especially basic commodities sold by retailers as it moves to protect citizens against the prevailing wanton price increases, a Cabinet Minister said.


In an interview after touring Bulawayo wholesalers last Thursday with goods to be delivered to shops that were looted during the January illegal violent strike organised by MDC-Alliance and its partners, Finance and Economic Development Minister Professor Mthuli Ncube said the Government was saddened by the unabated price increases, which continue to erode consumers’ purchasing power.


Prof Ncube was accompanied by Industry and Commerce Minister, Hon Nqobizitha Mangaliso Ndlovu and Women Affairs, Community and Small and Medium Enterprises Development Minister Hon Sithembiso Nyoni and Minister of Provincial Affairs for Bulawayo Hon Judith Ncube.


“It’s unfortunate that prices continue to be high and are putting a constraint on the purchasing power on most ordinary citizens. I think what we have to do in the end is perhaps to publish what these kind of prices are in a place like in South Africa because most of the goods seem to be imported, what are they (worth) in Rand and we apply the official exchange rate interbank market and convert that into RTGS dollars so that we can get a sense of import parity,” said Prof Ncube.State media

Fuel Prices To Remain Stable, Claims Minister

THE price of fuel has slightly gone down after the Government announced an increase in the blending ratio of petrol from five percent to 10 percent last week.


In a notice, the Zimbabwe Energy Regulatory Authority said starting tomorrow the maximum pump prices for diesel will be $3,21 per litre while that of Blend (E10) will be $3,35 per litre. Some garages had increased the prices of petrol to around $3,50 per litre in the past weeks.


“Please note that these figures take into account the revised excise duty and represent maximum FOB and pump prices for different fuels. Operators may, however, sell, at prices below the cap depending on their trading advantages,” said Zera.


The review came at a time the Government has urged the public to disregard social media reports concerning the operations of the State. Minister of Energy and Power Development Dr Joram Gumbo, said the public was widely being misled by rumours on social media and the Government had absolutely no intention to increase the price of fuel.


“I want to assure the nation that the Government, since the changes of fuel in February this year, has no intention at all to change the price of both products, which are diesel and petrol. Prices will remain constant. Prices can only change on FOB by a cent or two depending on what happens at buying,” said Dr Gumbo.

Shock As Mentally Challenged Man Brutally Kills Boy(5)


A 20-year-old mentally challenged man from Machova Village under Chief Chingoma in Mberengwa allegedly fatally assaulted his five-year- old nephew and threw the body in the river.


Upenyu Mthombeni appeared before Mberengwa Magistrate Mr Shepherd Munjanja facing one count of murder.


He was not asked to plead and his matter was postponed indefinitely. Mr Munjanja committed Mthombeni to Mlondolozi mental institution in Bulawayo for treatment. Prosecuting Miss Faith Mwale told the court that on January 16, Mthombeni went to herd goats in the company of his nephew Bhaureni Banda.


“On January 16 around 11am, the accused and the deceased went to herd goats at the nearby grazing lands,” said Miss Mwale.
The court heard that a misunderstanding ensued between the two and Mthombeni allegedly fatally assaulted the deceased.


“The two had a misunderstanding over an unknown issue and the accused fatally assaulted his nephew. He also inserted two logs into his nephew’s buttocks before throwing him into Jindu River,” she said.


Around 12 mid-day, Nyasha Banda, who is the elder brother to the now deceased followed to the grazing land.


“The deceased’s brother followed the two to grazing lands. Upon arrival, he inquired about the deceased’s whereabouts from the accused, and the accused pointed to the river.


“Nyasha rushed to the river and discovered that his brother was already dead,” she said.


The matter was reported to the police leading to Mthombeni’s arrest.
Banda’s body was retrieved the following day and it was ferried to a Bulawayo hospital for post mortem.State media

Woman Rapes Soldier In Suspected Ritual Act


Three men reportedly kidnapped a male adult in Mutare Central Business District and drove him along Mutare-Chimanimani road where they forced him to be intimate with a woman before harvesting his semen.


It is suspected the semen could have been wanted for ritual purposes. It is understood that the men, who were using an unregistered Toyota Wish vehicle, first drugged the victim who is said to be a soldier stationed at 3.1 Infantry Battalion Gimboki.


Manicaland police spokesperson assistant inspector Luxon Chananda confirmed the incident adding that; “We have since launched a manhunt for the suspects.”
It is alleged that the victim had returned, in the evening, to Mutare from Rusape and was looking for transport to Dangamvura.


An unregistered black Toyota Wish pulled over and its driver offered him transport.
Upon entering the car, he victim noticed that there were two other men on board.
Reports show that the driver passed a road turning to Dangamvura and continued driving in the direction to Chimanimani.


Upon asking why they had skipped the turn, one of the male passengers drew a pistol and ordered the victim to comply with their demands.


The vehicle was driven for about 10 kilometres before making a turn into a dirt road.


The suspects then assaulted the victim, removed a plaster which was on his wrist before drugging him.


At that point, a woman driving a Toyota Fortuner arrived at the scene.
The victim was them bundled into the back seat of the Toyota Fortuner where the woman became intimate with him.
After the act, the suspects collected the victims’ semen and drove away.State media

Police Attribute High Incidence Of Road Accidents To Human Error


At least 16 people died in road traffic accidents since Independence Day, while 96 were left injured, police have said.
A total of 192 road accidents occurred on Independence Day and Good Friday killing six on Thursday and 10 on Friday.


A total 49 people were injured in accidents on Independence Day and 47 on Good Friday.


Last year, 12 people died on Independence Day and four on Good Friday.
In an interview with The Sunday Mail yesterday, national police spokesperson Assistant Commissioner Paul Nyathi urged motorists to be cautious on the roads.


“Most accidents can be attributed to human error. We urge motorists to drive leaving the stipulated distances between cars,” he said State media

Mutsvangwa Off To China Again, This Time Will She Clinch A Meaningful Deal For Zim?

China has invited Government to talks on how the latter could benefit from Beijing’s ambitious US$1 trillion initiative – the Belt and Road Initiative (BRI) – that puts Harare in line for massive trade spin-offs.


Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa is expected to travel to Beijing for talks in the next few weeks after Zimbabwe was identified as one of the partners under the BRI project, which seeks to expand Beijing’s trade links with the rest of the world.


The BRI, which aims to re-create the ancient Silk Road trade routes, is China’s masterplan for trade with the rest of the globe.


In an interview with The Sunday Mail on the sidelines of the Sichuan Food Festival held at the Chinese Embassy in Harare, China’s Ambassador to Zimbabwe Mr Guo Shaochun said: “Several of your senior Government officials have been invited to China to start talks for the BRI in the next few weeks. One of the officials is the Minister of Information.


“This is going to support the cooperation between China and Zimbabwe in a big way. It is going to build greater cooperation and grow relations between Zimbabwe and China. We want Zimbabwe to continue developing because it is one of our important friends.”


Further, in his speech at the food festival, Ambassador Shaochun said the elevation of relations between Zimbabwe and China from “all-weather friends” to comprehensive strategic partnership” had provided scope for greater bilateral cooperation between the two countries.

“Nobody Will Starve In Zim”

Zimbabwe sits on five months maize reserves before harvest of this season’s crop and there is no need for people to panic.


Government will import the staple grain to augment the national grain reserve, a senior Government official has said.


Lands, Agriculture and Rural Settlement Deputy Minister Vangelis Haritatos said in the wake of anticipated low yields after a drought, Government had offered a subsidy of 38,5 percent to millers in order to ensure the price of maize meal remains affordable.


The development comes after an upward review in the maize producer price from $390 to $726, which is envisaged to ensure farmers deliver their harvests and be able to get enough money to prepare for the next farming season.


“We still have in excess of five months’ maize in stock. People should take note that this is before the current 2018/2019 maize season deliveries.


“The Government will not hesitate to import maize to supplement our supplies and no one will go hungry.”
Zimbabwe Farmers Union (ZFU) president Mr Abdul Nyathi commended the new maize producer price, but called on Government to look into the issue of farming inputs cost.


“The Government raised the producer prices, but inputs, especially the hybrid seeds, that have been currently introduced, are pegged at high prices,” he said.
“This will leave farmers to grow low yield seeds which are affordable and stop us from reaching maximum production levels.”State media

60 Years In Jail For “Rapists”

Paedophiles convicted for raping minors under the age of 12 years could soon face up to 60 years in jail under a new law that will be enacted to arrest rising incidences of child sexual abuse.


The Mandatory Sentencing for Rape and Sexual Offences Bill, which is presently in the works, will also prescribe a mandatory minimum sentence of 25 years for raping disabled persons.


The Bill, which was put on the legislative agenda by President Emmerson Mnangagwa, is expected to be taken to Parliament during the current session.
It is envisaged that the new law — prompted by the prevalence of sexual violence cases against minors, the disabled and the elderly — would result in different mandatory sentences, including for the transmission of HIV through rape.


An initial proposal to impose life sentences for rape was reportedly turned down by Cabinet for being too steep.


Justice, Legal and Parliamentary Affairs permanent secretary Mrs Virginia Mabhiza told The Sunday Mail that the law is in line with regional best practice. She also said consultations on the new law are being led by the Ministry of Women Affairs, Community, Small and Medium Enterprises Development.


“The law is basically to amend sections of the Criminal Law (Codification and Reform Act),” said Mrs Mabhiza.

Ugandan President Yoweri Museveni has commended Zimbabweans for the hospitality he enjoyed over his two-day working visit, which helped him reconnect with the country after three decades.


President Museveni arrived in Harare on Thursday before proceeding to Bulawayo with President Mnangagwa, where he officially opened the 60th edition of the historic Zimbabwe International Trade Fair (ZITF) on Friday.


He left Harare yesterday morning and was seen off at Robert Gabriel Mugabe International Airport by President Mnangagwa, Vice President Dr Constantino Chiwenga, Cabinet ministers, senior Government officials and service chiefs.

Air Zimbabwe Gives Deputy Minister And Trade Fair Visitors Horrible Mid Air Scare

Own Correspondent|Deputy Agriculture Minister Vangelis Haritatos has told how an Air Zimbabwe travelling from Bulawayo to Harare was involved in a horrific mid air scare when it flew into a fleet of flying birds shortly after take off from Bulawayo.

The Minister told his debacle in the aging aircraft in a Facebook post on Friday congratulating the flight captain and his crew for saving their lives.

Wrote the Minister:

Well done Captain Chiwara and crew of Air Zimbabwe

We have just returned from an amazing, eye opening, and successful trip to the ZITF in Bulawayo. As our plane took off from Bulawayo tonight, we experienced bird strikes to the left engine which caused a bit of a fireworks show. We were all visibly shaken as blowing sounds and sparks came from the affected engine on impact, but the pilot Captain Chiwara and his crew were true professionals. He waited a few minutes and then announced to us that we had just hit several birds known as a bird strike, which is something that does indeed happen, but that he had assessed the situation and that the plane was safe and that we would continue our journey back to Harare. He reassured all passengers again that we were in safe hands. On successful landing the entire plane broke into applause for the Captain and his crew.
I could not resist but to tell the air hostess, as we walked off the plane, that I was grateful to Captain Chiwara and his Air Zimbabwe crew, and that I owed him a farm! The Zimbabwe Land Commission better hurry up with the land audit so that I can fulfill my promise!!!

Jah Prayzah And Tuku Nominated For SAMA Awards

Jah Prayzah and the late legendary jazz musician, Oliver Mtukudzi, have been nominated for the South African Music Awards (Sama) where Black Coffee is topping the nominees list with five nods.

Oliver Mtukudzi who was once nominated for the Samas in 2013 and 2017 has been nominated for the third time in the Rest Africa Artist category for his album Hany’ga which was released last year. His album is up against those of Diamond Platnumz, Mr Eazi, Nixon and Kommanda Obbs.

Commenting on the nomination ahead of the awards ceremony that will be held at Sun City in South Africa on June 1, the late musician’s manager, Walter Wanyanya said:

“This is amazing. How we wish he was around to share with the rest of us in celebrating yet another Samas nomination.”

Wanyanya thanked all those who worked on the 10-track album saying their works are being acknowledged.

“I want to thank all the musicians who gave their all on every song and to all the other men and women who contributed their time and skills leading to the production of this album now being recognised internationally.

“Dr Oliver Mtukudzi never worked on any of his music with the hope of an accolade or accolades but all his work was so potent that it can’t be ignored.

“Thank you to the Samas for the nomination and congratulations to all those nominated alongside Dr Mtukudzi,” Wanyanya said.

He, however, said he was not sure if they will attend the Samas.

Also nominated through Mafikizolo is multi award-winning musician Jah Prayzah who has been nominated together with the SA afro-pop band for their Mazuva Akanaka music video. Mazuva Akanaka is on Mafikizolo’s 16-track album titled 20.

Like Tuku, Jah Prayzah’s name is not new on the Samas nominee list as he was nominated in the Rest of Africa artiste category in 2017 where he together with Oliver Mtukudzi, Patoranking, Vee Mampeezy and Vuyo Khatsha walked away with the award.

The internationally acclaimed DJ Black Coffee’s album Music is King has been nominated in the Album of the Year, Male Artiste of the Year and Best Dance Album categories.

He also scored a double nomination in the Collaboration of the Year award, first for Drive featuring David Guetta and Delilah Montagu and second for Wish You Were Here featuring Asanda Lusaseni-Mvana.

Soldier Sent Home As Punishment For Criticising Govt, Economy

“Toll Gate, Passport Fees Remain Unchanged”: Perm Sec Dispels Social Media Reports

By Own Correspondent- Permanent Secretary in the Ministry of Finance and Economic Development George Guvamatanga has dispelled as fake news circulating that the toll gate fees have been reviewed.

Using Twitter, the permanent secretary said that both the toll gate and passport fees remain unchanged.

Said Guvamatanga:

There are further reports on the review of passport fees and tollgate fees, both are incorrect. Government has not reviewed both the passport and tollgates fees.Both fees remain unchanged.

Reports on social media and some news publications had claimed that toll gate fees had been increased effective 15 May with light motor vehicles now expected to pay $8, buses $12, heavy vehicles $20 and haulage trucks $40.

ARTUZ Quartet Arrested, At Harare Central Police Station

By Own Correspondent| Robson Chere, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) Secretary General and 3 others were arrested Saturday morning around 10AM. The other 3 are Jess Drury, Precious Ndlovu and Munyaradzi Ndawanawere.

They were arrested in Greystone Park in what others feared was an abduction as 4 men in plainclothes reportedly took them in a Toyota Rav 4 vehicle not identified as from the country’s police force.

They were however eventually found at the Harare Central police station and their lawyers have reportedly now joined them.

However, the quartet had not yet been charged by 4pm.

“Zimbabweans 2nd Most Miserable People Globally”: Misery Index

By Own Correspondent| The misery index of 2019 has listed Zimbabwe as the second most miserable country in the world. 

Focus Economics reports Zimbabwe comes second after Venezuela. 

Justifying putting Zimbabwe on number 2 the compilers said, “In Zimbabwe, unemployment is the main concern with a projected rate of close to 80% for 2019. Much of Zimbabwe’s population works in the informal economy which includes people working unpaid for a family business or paid employees who are not entitled to sick leave or paid holidays. These people are not counted as employed.”

The blog further says that in the two African giants, Nigeria and South Africa, the unemployment rate contributes most to their Misery Index score.

In Nigeria, unemployment has surged to 23.1% in Q3 2018 from 9.0% since 2015. Although inflation has been trending downwards since early 2016, it has remained persistently above the Central Bank’s target range of 6.0%–9.0%. 

In South Africa, while unemployment is projected to stay near 27% for the next five years, inflation touched a 10-month low in January on slowing fuel costs. FocusEconomics analysts project that inflation will remain within the SARB’s target range over the forecast horizon. Moreover, they see inflation averaging 5.0% in 2019 and 5.2% in 2020.

Mutodi Spills The Beans On Chinese Land Deals

By Own Correspondent| An MDC councilor has been sucked into a scandal that has seen a Chinese company threaten to evict about 20 000 villagers in Domboshava to pave way for their mining activities.

Deputy Government Spokesperson Energy Mutodi said the councilor had connived with the District Administrator to sell the hill. 

“A meeting at Zimbiru Primary School with Domboshava residents today has revealed that MDC Councillor Tapiwa Murima and a corrupt DA Prisca Dube are behind the sale of Garimo hill to Chinese quarry miners.” Mutodi said. ” US $600k, 4 cattle and goats were paid. The MP and villagers were not consulted.”

On Friday Mutodi had announced that he had to cut short his visit to the Zimbabwe International Trade Fair after getting information that Domboshava villagers were about to be evicted. 

In Zimbabwe mining rights supersede rights of occupation.  

Said Mutodi on Friday, “I have prematurely ended my ZITF tour in order to attend to villagers in Domboshava who are claiming a Chinese company is planning to evict 20 000 individuals from their land after it was granted mining rights to extract quarry stones from a hill in their area.”

China is an all weather friend of the Zimbabwean government. 

AirZim In Airscare, Minister To Reward Pilot With A Farm

By Own Correspondent| An Air Zimbabwe plane hit birds on Friday and developed a faulty engine which scared the passengers who were onboard.

Deputy Minister of Land, Agriculture, Water, Climate and Rural Resettlement Vangelis Haritatos was also on board the plane as it experienced the faulty engine.

Narrating the incident Haritatos said: As our plane took off from Bulawayo tonight, we experienced bird strikes to the left engine which caused a bit of a fireworks show. We were all visibly shaken as blowing sounds and sparks came from the affected engine on impact, but the pilot Captain Chiwara and his crew were true professionals. He waited a few minutes and then announced to us that we had just hit several birds known as a bird strike, which is something that does indeed happen, but that he had assessed the situation and that the plane was safe and that we would continue our journey back to Harare. He reassured all passengers again that we were in safe hands. On successful landing the entire plane broke into applause for the Captain and his crew.

Haritatos said he was so grateful to the Captain and he promised to give him a farm for the work he did.

“I could not resist but to tell the air hostess, as we walked off the plane, that I was grateful to Captain Chiwara and his Air Zimbabwe crew, and that I owed him a farm! The Zimbabwe Land Commission better hurry up with the land audit so that I can fulfill my promise.”

Zimbabweans Petition Mnangagwa To Free Sekuru Elliot

Zimbabweans have begun signing a petition to President Emmerson Mnangagwa to free Sekuru Elliot who was allegedly sentenced to 57 years for unknowingly receiving stolen cattle.

Sekuru Elliot has already served seven years.

According to the petition circulating on social media, Zimbabweans want Mnangagwa to review Sekuru Elliot’s case since they believe he did not commit a crime.

Sekuru Elliot was sentenced to 57 years in prison for unknowingly receiving stolen cattle. He has so far served 7 years. We as the Zimbabwean community believe 57 years was a harsh sentence for this level of crime and we are now appealing to the President of Zimbabwe to give Sekuru Elliot a review of his case.

Businessman Frank Buyanga Cornered

By Own Correspondent| Millionaire African Medallion Group founder and businessman Frank Buyanga has returned the 4 year old boy he reportedly abducted from his “baby mama”.

This follows a successful ZimEye expose on Friday.

In the ZimEye coverage, it was revealed that Buyanga breached a court order. ZimEye also exposed “dirty” police hands playing up and working in carhoots with the businessman.

Buyanga had even worked to get his girlfriend jailed at Borrowdale Police Station overnight.

The ZimEye news feature revealed how named police details worked to abuse the woman. The 4 year old son was also “abused” as he is physically ill having also been pulled away from his mother.

Buyanga has a son with Chantelle Muteswa who had obtained a court order which instructs Buyanga to give her custody to the duo’s 4 year old son.

In her papers, Chantelle argued that she has legal custody over the duo’s 4 year old son. The case was heard under reference: CCA 205/18.

Chantelle was represented by her lawyer, Simon Bwanya of Wilmot And Bennett Legal Practitioners. Advocate Bwanya told ZimEye, the child has been returned to his mother’s safe custody.”

Socialite and businesswoman Pokello Nare has finally let the cat out of the bag on what led to her unexpected break up with Elikem Kumordzie after 4 years of marriage to the fellow Big Brother housemate.

The Problem With Abortion

By Miriam Tose Majome| The NewsDay recently reported that three parliamentary thematic committees visited Chiredzi to gain a deeper understanding of the challenges of child prostitution and sexual reproductive rights.

Chiredzi town gained notoriety for prostitution, dating back to the 1960s, such that there are even streets named in posthumous honour of some of the town’s most revered ladies of the night who plied their trade there at various times.

Parliament must be applauded for seeking to gain a deeper understanding of the issues, hopefully to introduce some necessary law reforms. The MPs came face-to-face with the prevalence of abortion in Chiredzi, as much as it is everywhere else in the country.

However, there is a general reluctance to talk openly about sexual-related issues and more, especially to accept the reality of the prevalence and permanence of backyard abortions. So year-after-year, the discussion is swept under the carpet, because people are just not comfortable or equipped to deal with it without emotion.

Abortion sharply divides opinion, because people are steeply entrenched in their positions.

This is due to their various ideologies, religious beliefs, cultural values and personal moralities.

However, backyard abortions will not end simply because the law decrees them illegal.

The issue is not about personal preferences or whether or not abortion is wrong or right.

The issue must be tackled objectively and the existing laws amended to match the reality on the ground.

The chief interest should be serving and protecting the rights and interests of women and girls.

Abortion is illegal in Zimbabwe, unless it complies with specific legally provided exemptions.

The Termination of Pregnancy Act defines the circumstances in which pregnancies can be terminated.

Contravening the Act is a criminal offence, and attracts imprisonment of up to five years.

Section 4 of the Act lays out only three circumstances in which pregnancies can be legally terminated.

First, if the pregnancy poses some danger to the woman’s life, such that continuing with it would be fatal or seriously impair her physical health. Second, if there is a serious risk that the child to be born will have a serious permanent physical or mental defect.

Third, if the foetus was conceived as a result of unlawful intercourse, that is, either rape or incest.

Despite these exceptions, getting authorisation for an abortion is an expensive, arduous and time consuming process.

There is a lack of urgency built into the processes, despite the fact that time is of the essence during a pregnancy.

There are different opinions, but the generally medically approved timeframe for effecting safe abortions is 20-24 weeks. After 24 weeks, the foetus is too well-developed and it is maybe riskier to proceed with it.

In Zimbabwe, abortion can only be done at State hospitals and authorised by the medical superintendent.

Even where it is legally permitted, the bureaucracy and red tape a pregnant woman must disentangle to get the authorisation takes much longer than the medically agreed time.

Consequently and unfortunately, fully developed foetuses in advanced stages of development are often aborted.

In circumstances which relate to medical grounds regarding potential danger and risk to the mother and foetus, the abortion can only be authorised after at least two different and independent medical practitioners have certified the risks and complications.

In the case of the alleged risk to the foetus, there have to be investigations and scientific research conducted to the satisfaction of the superintendent before they can grant the authority to abort.

In the case of rape or incest, lengthy and invasive investigative legal procedures, which involve the police and courts, must be undertaken.

A magistrate must carry out all the necessary investigative procedures in order to be personally satisfied that, indeed, the alleged rape or incest took place.

All this is done while precious time ticks away and the pregnancy growing, and the foetus developing quickly into a fully formed human being, eager and getting ready to be born.

Very few women, who genuinely need abortions, have the time and financial resources to go through with the lengthy and expensive legal and medical processes.

It is expensive for the average woman to go from doctor to doctor to get independent assessments when their pregnancy has been flagged for further investigations.

For victims of rape and incest, the invasive investigative and legal processes are daunting and many women would rather avoid them. By the time the court order comes, it may be too late and if they haven’t aborted the pregnancy using their own means, they would be forced to bear a child they never wanted or can love.

While all this is going on, women in Chiredzi and everywhere else are getting on with whatever they need to do when they find themselves with an unwanted pregnancy.

A Chiredzi sex worker summed the reality on the ground well when she said: “Although we don’t know the number of pregnancies terminated and the number of those who die in the process, we admit that we use unorthodox abortion methods like shoving fresh chillies up our private parts or using hooked wires, but nurses from Chiredzi General Hospital and doctors from private institutions have carried out most of the abortions in this town,”

The last part reveals an even more telling narrative and invisible hand in this. Since time immemorial, nurses and doctors have been rumoured to run underworld abortion rackets.

They get good pocket money from women and, in particular, female students desperate to just get rid of it with no questions asked. Here we love to pretend that things which happen are not happening.

A cursory internet search on abortion services in Zimbabwe shows organisations and individuals openly advertising abortion services and pills. One very well-known organisation with a strong interest in population control services lists branches throughout the country where abortion and sexual reproduction services can be obtained

We will continue exploring this wide-ranging topic from various perspectives, not to debate whether abortion is right or wrong, but to discuss the challenges and the law in line with the reality on the ground.

Mutare Magistrate Dismiss To Stop Mutasa By-Election

By Trevor Saruwaka| Mutare High Court Judge, Justice J Muzenda, dismisses Councillor Frank Chitembwe’s application to stop the Zimbabwe Electoral Commission (ZEC) from proceeding with a by-election in Ward 10 of Mutasa RDC on the 11th of May 2019

The matter was absurdly dismissed on a technicality that the lawyers cited the CEO instead of the RDC. Justice Muzenda did not even look at the merits of the case that Clr Chitembwe’s rights were violated when the MRDC CEO announced a vacancy in his ward yet his matter is still before the courts. Clr Chitembwe appealed against the 2year sentence imposed by Mutasa Magistrate, Innocent Bepura, after being convicted on cooked up evidence by well known Zanu PF functionaries.

Our lawyers Blessing Nyamaropa and Ranga Mubata at Mutasa Magistrates Court, Chris Ndlovu and David Tandiri at Mutare High Court put up great performances despite the outrageous rulings pronounced by the two courts.

What is clear from the unfair outcomes of Clr Chitembwe’s case is that our justice system has been captured by Zanu PF. It appears like our courys simply read out the wishes of Shake Shake building occupants.

It is obvious that Clr Chitembwe unsettled Zanu PF through his hard work and grassroots-connecting activities. He also ensured that corrupt practices by Zanu PF, with the complicity of Agritex and Social Welfare, workers was stopped in his ward as a result of his tight scrutiny and oversight over government programs. Clr Chitembwe’s departure from Council is not going to translate into Zanu PF gain because his replacement from MDC -Alliance is a tried and tested senior member of the Party, Ms Rose Tanyaradzwa Mukodza. Zanu PF haina chayagona because in Ms Rose Mukodza we have another Clr Chitembwe. Ms Mukodza is going to represent Clr Chitembwe and MDC-Alliance in the 11th May 2019 by-election. Zanu PF must forget about winning in Ward 10. No amount of vote buying, lying and threatening is going to help them. Ward 10 is an MDC-ALLIANCE fortress.

Kwekwe Man Jailed 24 Months For Stealing Beer

A Kwekwe man has been sentenced to an effective 24 months in jail for breaking into a bar and stealing beer worth $16.

Tryson Chiundura (20) of Matimu village under Chief Gambiza in Chiundura was convicted of unlawful entry by Kwekwe magistrate Mr Storey Rushambwa.

Mr Rushambwa initially sentenced Chiundura to 36 months imprisonment before suspending 12 months on condition of good behavior.

Prosecuting, Mrs Chipo Hungwe said that on November 14 this year, around 4am Chiundura proceeded to Machakwi Bar at Sherwood Farm, Kwekwe.

He then forced his way into the bar after breaking the lock to the door using an unknown object. Chiundura then helped himself to seven pints of beer, leaving them slightly above half. He then took 10, 1,25 litres Chibuku Super opaque beers, before leaving.

Pastor Evan Mawarire Trial Date Set

Harare magistrate Mrs Babra Mateko on Thursday announced that the trial of #ThisFlag leader Evan Mawarire, Zimbabwe Congress of Trade Unions (ZCTU) president Peter Gift Mutasa and secretary-general Japhet Moyo, will start on June 24.
The trio are facing charges of subverting a constitutionally-elected Government or alternatively inciting public violence.

Their recent applications for refusal of further remand were dismissed by Harare magistrate Mrs Rumbidzai Mugwagwa.
“The State had outlined that they would carry out investigations within six weeks which are up, the State should learn to abide by the timelines they would have set themselves,” said Mrs Mugwagwa in her ruling.

“But looking at the time the accused persons have been on remand, the State has made progress, thereby application for refusal for further remand is dismissed.”

The State alleges that on January 14, Mawarire in connivance with the Zimbabwe Congress of Trade Unions (ZCTU) president Peter Mutasa, recorded and published a video to the Zimbabwean populace, which went viral on social media platforms, including YouTube, Twitter, WhatsApp and Facebook, which have a world coverage.

It is the State’s case that the contents of the video were meant to subvert a constitutional elected Government in that Mawarire was coercing the Zimbabwean workers not to report for duty and encouraging civil disobedience or resistance to any law.

Stop Abusing Power, Min Mathema Warns Police Officers

Police officers have been warned against abusing their powers and getting involved in corrupt activities at the expense of their organisation and Government. Addressing officers in Harare province after visiting Harare Central Police Station, Home Affairs and Cultural Heritage Minister Cain Mathema said it was important for police officers to regain their public trust and confidence.

He said this can be achieved by visiting them and taking note of their concerns so that they will appreciate the command’s expectations.

“As the Commissioner-General has acknowledged that some among you have wandered off course due to acts of indiscipline, corruption and other misdemeanours, what is important, therefore, is to ensure that past mistakes are corrected,” said Minister Mathema.

“In the same vein, when a police officer chooses to go against the police disciplinary code by abusing their powers and pursuing selfish ends at the expense of the organisation and Government’s reputation, they are doing more harm to themselves and their careers.”

Minister Mathema said what was required was for the force to diligently and effectively discharge its mandate through its various branches, units and provinces.

“I believe all of us, being parents in our own respects, are responsible individuals who are expected to perform our duties in our areas of operation,” he said. “The Commissioner-General has been clear of what is expected of all police officers.

“I only wish to add that as Government, we are confident in the command of the Zimbabwe Republic Police and its rank and file. Your conduct and actions in the line of duty should, therefore, not only be exemplary, but make us all proud that this is our professional police service.

“There should never be a moment where doubt filters on your ability to perform assigned tasks.”

Minister Mathema said President Mnangagwa had been clear in the new dispensation that all civil servants must adopt a new work ethic, shed undesirable behaviours and entrench servant leadership.

“Ensure that when you investigate crimes, criminals do not go scot free at the courts due to technicalities and if you are patrolling, ensure that people can even sleep with their doors open knowing they are safe,” he said.

“In short, what I am saying is that do your best at what you do.”

Minister Mathema said Government was rendering to police and ZRP Harare province in particular, the necessary support so that they were able to diligently discharge their duties.

Comm-Gen Matanga said Harare stands as the most populated police province in the country, with close to three million people and, therefore, the standard and attitude of officers should be beyond reproach.

Matanga Says Retraining Is Targeted At Support Unit Who Dabbles In Politics

Police Commissioner-General Godwin Matanga has said reports of officers dabbling in politics have prompted the command to make the Support Unit a prime candidate in the ongoing retraining programme. The Zimbabwe Republic Police is carrying out restructuring programmes in line with the new political dispensation’s vision to improve operational effectiveness and service delivery.

Addressing Support Unit officers recently, Comm-Gen Matanga said over the years, the Support Unit has always been associated with a remarkable high standard of discipline and attitude to duty.

“Various stories of indiscipline within the rank and file as well as some members dabbling in politics has prompted the command to make Support Unit a prime candidate of the ongoing organisation’s retraining programme,” he said.

“Indeed, we are quite clear in our minds that having dedicated 2019 as the year of training in the ZRP, changing the mind-set and enhancing skills of members under Support Unit is therefore one of our top priorities.
“Furthermore, we shall remain steadfast in ensuring that the eagle soars high again.”

Comm-Gen Matanga said the force had no room for police officers who do not want to work hard to transform the organisation.
“Some of our officers want to be promoted whilst they are not hard working,” he said. “I am even aware that some even went to the higher offices to beg for promotions, yet they are not even aware that those who look into their performance are us and after that we will inform the leaders on those who are hard-working and those that are lazy.

“However, I was given the green light to continue with those that are hardworking and I was also given the powers to retire those not performing up to standards.”

Govt Increases Passport Prices By 500%

The Registrar General has in recent months been battling to produce passports with applicants having to wait for close to a year before getting their passports.

Delta Posts 26pc Increase In Revenue Despite Decreased Production

Delta Corporation Limited has reported a 26%increase in revenue in the full year ended March 31, but the company says the numbers do not reflect a true picture of its financial performance after a change in reporting currency during the last quarter.

The beverage maker, like many other companies in Zimbabwe, is going through a difficult time after monetary authorities scrapped the discredited 1:1 US$ parity with bond notes and electronic money, merging them into a lower-value transitional currency called the RTGS dollar.

In a trading update released yesterday, Delta said the value of the RTGS$ deposits continued to be eroded by the fast depreciating exchange rates and cost-push inflation, resulting in severe decline in aggregate demand.

“The group revenue will reflect an increase of 33% for the quarter and 26% for the full year. It is noted that the financials are distorted by the changes in the reporting currency from US$ to RTGS$, noting that the group maintained stable pricing for the nine months and only partially rebased prices in the fourth quarter,” the company said.

“The full impact of the introduction of the inter-bank exchange rates on the group’s financial position is still being assessed.”

Sparkling beverage volumes declined by 89%in the prior year for the quarter and decreased by 44% for the full year due to non-availability of imported raw materials, which led to the business unit being virtually closed during the quarter.

Delta requires between $60 million and $100 million in foreign currency per annum to import critical raw materials and the sparkling beverages unit takes up at least 50% of these foreign currency requirements to pay for concentrate as well as packaging materials from external suppliers.

Last year, the company reported that it owed foreign suppliers US$41 million and was also unable to remit dividends to its foreign shareholders.

Anheuser-Busch InBev holds a significant stake in the company through South Africa’s SABMiller.

“Sorghum beer volumes in Zimbabwe contracted by 2% versus prior year for the quarter and grew by 5% for the full year. Demand for the category remains encouraging despite the cost pressures on imported packaging materials, spares and the repricing of agricultural produce,” Delta said.

Chibuku Super contributed to the total category volume.

“National Breweries Plc Zambia recorded a volume decline of 24% for the quarter and is flat on prior year for the 12 months. Product demand has reduced following some price increases and down trading to subsistence offerings,” Delta said.

ZESA Saga: Trial Of Chifamba, Mangoma Kicks Off

The trial of former Minister of Energy and Power Development Elton Mangoma, Zesa chief executive Joshua Chifamba and managing director of Zesa Enterprises Tererai Mutasa, who allegedly entered into a technology transfer partnership with a South Korean company Techpro Company Limited for the manufacturing of switch gears without due process, kicked off on Thursday with the trio pleading not guilty.

The three are facing charges of criminal abuse of office.
The trial commenced with the trio’s lawyers reading their defence outlines before Harare magistrate Mr Francis Mapfumo.
In his defence outline read by his lawyer Mr Tonderai Bhatasara, Mangoma denied hatching a plan with the other two accused persons.

“The first accused will deny categorically that he hatched a plan with the other accused persons to disregard advise by the State Procurement Board and State Enterprises Restructuring Agency (SERA) as the advice was not given to him and was not for him to act on,” reads part of Mangoma’s defence outline.

“He will challenge the State to provide proof of connivance.”
Reading his client’s defence outline, Mutasa’s lawyer Advocate Givemore Madzoka said his client did not connive with anyone to evade the provisions of any applicable law relating to the entering into the alleged contract.

In his defence outline read by his lawyer Mr Admire Rubaya, Chifamba said he never intentionally acted unlawfully as being alleged.

“His actions were clearly in terms of the relevant approvals from the relevant authorities and as such he should not be persecuted for executing his duties in terms of the law,” reads Chifamba’s defence outline.

“There is absolutely nothing done by the third accused person designed to show favour of Techpro company Ltd of South Korea in the manner alleged.”

Prosecutor Mr Zivanai Macharaga said the trio allegedly entered into a technology transfer partnership with a South Korean company Techpro Company Limited for the manufacture of switch gears without due process.

Five years down the line, Techpro Company failed to execute the project after getting an initial payment of $850 000.
The State is alleging that this happened in 2010 when Choi Young Jin of Techpro Company met Mangoma at his offices in Harare.

They signed a technology transfer partnership between Zesa Enterprises and Techpro for the manufacturing of the switch gears.

Mangoma allegedly instructed Mutasa to liaise with Techpro with a view of establishing the partnership.
The court heard that Mutasa wrote to the State Procurement Board seeking advice on the procedures to be followed in such partnerships.

He was advised to proceed with Section 49 of the repealed procurement regulations act Chapter 22:14.
Mutasa was further advised to seek assistance from State Enterprises Restructuring Agency (SERA) on how to proceed.

SERA advised Mutasa to prepare a memorandum for Mangoma to submit to Inter-Ministerial Committee on Commercialisation and Privatisation of Parastatals (IMCCP) recommending the identification of a technical partner for the technological transfer through a competitive bidding process.

On receiving the proposal and bid documents for tender, Chifamba and Mangoma allegedly connived to bypass the approval by IMCCP and the competitive bidding process and favoured Techpro company.

Two Maids Nabbed For Stealing From Their Employer

By Own Correspondent| Two maids from Bulawayo have been arrested for allegedly stealing about 15 000 rand, US$300 and RTGS$150 from their employer at her home.

Loveness Moyo (33) and Rosemary Marumbwa (38) were employed by Princess Ncube of Luveve suburb and are alleged to have stolen the money last year in December.

The duo appeared before Western Commonage Tancy Dube and pleaded not guilty to a theft charge.

They were remanded in custody to April 29 for continuation of trial. Moyo told the court that when the money was stolen she was not in the house while Marumbwa said she suspects that Ncube’s child stole the money.

The prosecutor, Thembeni Mpofu said on December 21 last year at around 3.30PM, Ncube’s husband discovered that there was some missing money in their bedroom.

“He informed his wife about the matter and she suspected her maids as she left them in the house doing their everyday chores,” she said.

In her testimony, Ncube said when she asked her maids about the money, they did not give her satisfactory answers.

“Moyo told me that when she got home she found some clothes on the floor and all the doors in the house were wide open. She added that she did not know there was so much money in the house.  

“Marumbwa said that she suspected one of my children to have taken the money because he was the one who was in the house while they were away,” she said.-SrateMedia

ED Takes Over Mugabe’s UN Reform Mantra

The United Nations (UN) should reform, remain guided by its charter and serve the interests of all member-states, President Mnangagwa has said. Speaking at a dinner he hosted in honour of his Ugandan counterpart President Yoweri Museveni at State House in Harare on Thursday, President Mnangagwa said Zimbabwe will continue advocating UN reform in line with the Ezulwini Consensus.

“At global level, it is our strong conviction that the United Nations should remain guided by its Charter and serve the interests of all member-states. We continue to advocate for the reform of the UN Security Council in line with the Ezulwini Consensus,” he said.

The Ezulwini Consensus is the African Union (AU) position on international relations and reform of the UN which calls for a more representative and democratic Security Council in which Africa, like all other world regions, is represented.

While the world has changed dramatically over the past 66 years, important institutions of the UN have remained frozen in the world of 1945 when the charter of the UN was signed, in San Francisco, at the conclusion of the UN conference on International Organisation.

This is why Zimbabwe, Africa and the developing world are clamouring for the urgent reform of the UN system as a whole.

The loudest calls are for the reform of the UN Security Council.

President Museveni has been one of the strongest advocates of the UN reform agenda and recently he reaffirmed the need for comprehensive reform of the UN Security Council, including its expansion, to make it more representative, accountable, effective and responsive to the geopolitical realities of the 21st Century when India’s Prime Minister, Narendra Modi visited Uganda.

African leaders have been clamouring for a seat for the continent in honour of its contribution to the UN as African countries contribute over 80 percent of global peacekeeping forces.

President Mnangagwa said at continental level, Zimbabwe supports the decision taken by the AU to ensure financial independence, self-sufficiency and more responsive mechanisms to emerging security and political threats.

“We stand committed to the implementation of the African Union’s Agenda 2063 and the African Continental Free Trade Agreement.

“It is our fervent hope that the agreement will help eliminate the current high tariffs, stimulate economic growth, generate employment opportunities for Africa’s rapidly growing young workforce and harmonise the work of regional economic communities,” he said.

Govt Warns Religious Leaders Against Extremism

The national malaria programmes director in the Health ministry, Joseph Mberi, this week castigated some self-styled prophets who prevent patients with malaria from seeking treatment by falsely claiming that they are demon possessed.

Mberi said although the country had made some progress in containing the disease, which remains a leading cause of death in children, government was concerned about some “prophets” who discouraged patients from taking medication or seeking early treatment.

“Malaria is a preventable disease and no one should die from it. However, there are these “prophets” who are very prominent on some radio shows. They mislead the nation, and patients end up not going to the clinic,” he said.

“The disease is not caused by a demon or evil spirit, but a mosquito. Our message as the Health ministry is on how people can prevent themselves from being bitten and if they suspect malaria, to seek medical help immediately. The treatment is free.”

Mberi said they were “fighting” a subtle war with the popular “prophets”.

“We are not against prophets, but all we are saying is that they should not mislead people. We have to help keep each other alive,” he said.

For years, Zimbabwe has battled to contain the disease, with the ultimate goal of totally eliminating it. The disease, according to United Nations Children’s
Fund, kills one child every second and about 3 000 children every day.

“It is slow progress, but we will not be happy until there are zero malaria deaths. Malaria is a preventable disease and so all efforts should be implemented to ensure no one dies from it,” Mberi said.

According to data from the Ministry of Health and Child Care, there were 264 278 malaria cases and 192 deaths from malaria in 2018, representing a substantial decline from the previous year of 44% in cases and a 63% in deaths.

Zimbabwe also continues to strengthen cross border collaboration with the neighbouring countries and continues to play an active role in malaria elimination.

Meanwhile, on April 25, every year, the world commemorates World Malaria Day highlighting the global efforts to control malaria and celebrating the gains made since 2000.

I Feel Sorry For Mablanyo: Ndiraya

Dynamos new coach Tonderai Ndiraya has expressed sympathy for Lloyd Chigowe who was sacked by the Harare giants on Tuesday.

Only appointed on a permanent basis at the start of this year, the affable Chigowe was axed a day after the team’s defeat to Herentals in a league match at Rufaro Stadium on Easter Monday, which was their third loss on the bounce.

DeMbare swiftly replaced him with Ndiraya.

It was a move that did not surprise many in football considering the team’s bad run and the disjointed displays since the start of the season.

But there is a section which still believes that Chigowe, who saved the team from relegation last season, should have been given a chance to see through his
rebuilding process.

This group feels that the club’s management were hypocritical in sacking the coach as they did not support him financially in the transfer market, and he had
to rely on players from lower divisions and academies to assemble a squad.

Trying to get the virtually new squad to gel proved to be Chigowe’s downfall in the wake of a 1-0 defeat at home to Herentals which was not received well by
the team’s demanding supporters.

Ndiraya appears to be on the side of the group who are sympathising with Chigowe, but was quick to point out that this was the nature of the job.
“I feel sorry for Lloyd,” Ndiraya said. “Of course, you feel sympathy for people who lose their job. The reason why we wake up every morning to come to work is
because we want to do well. You want to make sure that you finish what you have started. But this is the nature of the job.”

Ndiraya revealed that he had since reached out to Chigowe to offer him words of comfort.

“Yes I spoke to him, and really gave him some comfort. I told him this is the nature of the job, and he should be experienced enough to know that. He remains
my elder brother, and I’m sure he has the experience to take it and move on. It has been really difficult for him and most importantly, for the players. You
can imagine, it’s perhaps his project, because he brought almost 70% of the players here and it’s really difficult for the youngsters to take it and move
forward.”

Ndiraya himself was dealt with harshly when he was replaced at Dynamos four years ago, despite finishing second in the league.

His contract was not renewed, as the club chose Portuguese Paulo Jorge Silva, whose tenure with the team was disastrous.

“It’s a pity, but like I said, this is the nature of our job. Results were not coming, and when that happens, action will be taken, and action was taken,”
Ndiraya said.

Ndiraya will be hoping the same misfortune that befell Chigowe will not follow him when he starts his second spell in charge, with a tricky match away to new
boys TelOne at Barbourfields tomorrow.

“Quite frankly, with where we are coming from, you want to believe that (a game against TelOne) is a game you want to start with, but at the same time, it’s
these small teams which we have struggled against. TelOne have been playing some good football, and we are playing the match in Bulawayo. That makes the
situation quite difficult for us. But we will go there and try to get a result for the team.”

Self Proclaimed Prophet Jailed In Chipinge

ONE of two Chipinge self-proclaimed prophets who broke into a house belonging to their colleague and stole household property and groceries worth over $800 was on Thursday jailed for two years.

Obey Nyota (28) and Forward Chikosi (22) of Tama Village under Chief Mutema pleaded not guilty to unlawful entry and theft when they appeared before Chipinge magistrate Joshua Nembaware.

Nyota was, however, acquitted for lack of evidence.

Chikosi was sentenced to 36 months in prison, of which six months were suspended for good behaviour, while an additional six months were substituted for restitution.

Prosecutor Gift Bikita told the court that the two were “prophets” at Kupenya and Johane Masowe Apostolic sects, respectively and worked together with the complainant, Caroline Chimene, when conducting “healing” sessions.

They also lived in the same village and operated at her homestead.

Between March 10 and 13, Chimene went to Mhondoro where she had been invited for a cleansing and healing sermon.

Nyota allegedly connived with Chikosi and an unidentified accomplice to break into her bedroom where they stole two solar inverters, a radio, 12 volts battery, an amplifier, $333 bond cash and US$20, including some groceries.

They went away unnoticed and sold some of the property to one Musaengana Mlambo.

The complainant discovered the break in when she arrived back home and made a police report.

Investigations led to the recovery of some of the property from Mlambo, who then implicated Nyota and Chikosi, leading to their arrest, but their accomplice evaded arrest and is still at large.

Chigumba Targets Zanu PF’s Holy ‘Ground’

Matebeleland South province could lose three constituencies in the impeding delimitation exercise by the Zimbabwe Electoral Commission (Zec), including the popular constituency of Gwanda South which has not been won by an opposition member since 2008.

The constituency is currently held by Zanu PF politburo member, Abednego Ncube and is popularly known as the Holy Ground.

But Zec has said that it was likely to be “good bye” to the Holy Ground if the constituency did not meet the minimum threshold of 21 644 registered voters to be a stand-alone parliamentary seat.

Currently, it has 15 230 registered voters.

Constituencies of Bulilima West, represented by former ZBC DJ Dingimuzi Phuthi and Insiza South represented by Filabusi miner, Spares Sithole, also Zanu PF strongholds, could be collapsed.

“We are going to collapse all these constituencies which don’t meet the minimum threshold on 21 644. We seek to reach equilibrium in the constituencies. It’s not fair that some constituencies have a very big number of registered voters and others don’t meet the minimum threshold, but get the same resources. We have to find some sort of balance,” Zec commissioner Joyce Laetitia Kazembe told Southern Eye Weekender in an interview at the electoral body’s Zimbabwe
International Trade Fair (ZITF) stand on Thursday.

The Zec commissioner said the electoral body was registering people and also conducting awareness campaign, with the hope that more people would register in these affected constituencies.

“As you may know, voter registration is an ongoing process. We are busy registering people here at ZITF. We are also going to go to the people physically to continue with the process before the 2023 election because if some the people are travelling long distances to go and register. We want to make their task easier so that they don’t get into buses to come and register,” she said.

Zanu PF Leadership, Supporters Boo Own MP,

Zanu PF supporters in Chiredzi booed and hauled insults at the party’s Masvingo provincial Women’s League chairperson Alignia Samson and Chiredzi West MP Farai Musikavanhu at victory celebrations held in the sugar growing town on Wednesday.

Most Zanu PF bigwigs based in Chiredzi, who were invited for the celebrations also snubbed the event that was held at Tshovani Stadium. The MPs had to leave in a huff when the situation got tense.

Party supporters said Zanu PF erred when it selected Samson to be Chiredzi’s proportional representative and claimed that Musikavanhu rigged the primary election.

All hell broke loose when each ward was allocated 6kg of meat for the celebrations, which they claimed was rotten.

Zanu PF Masvingo provincial spokesperson Ronald Ndava confirmed the incident.

He said supporters should be educated on the issue of belittling and taunting their chosen representatives.

On the rotten meat, Ndava said he was not qualified to comment, as he was not a specialist in food.

“I think on the issue of rejecting the leaders they chose in the first place; people should be educated before it gets out of hand. On the other hand, the
celebrations coincided with various other national events like the Zimbabwe International Trade Fair. That is why most invited guests did not attend,” he said.

“I cannot say the meat was rotten and not fit for human consumption, because I am not a meat specialist. I just think our people overreacted because the meat they were allocated was the first batch. There was more to come. It should also be taken into consideration that the meat was being kept in various wards, so maybe one or two refrigerators malfunctioned.”

Samson admitted that she was booed and heckled.

However, she said such incidents were expected in politics before cutting off her phone.

Musikavanhu flatly denied that he was attacked, saying he had a good rapport between him and party supporters. When quizzed further, he referred all the questions to Samson.

“This was not a joint celebration. As you may recall, we held very successful Chiredzi West constituency celebrations in December 2018 at Chishamiso Stadium.
The function on Wednesday April 24, 2019 was for the Chiredzi district women’s quota MP, which was being held in Chiredzi West constituency,” Musikavanhu said.

“I did not witness that. If anything, as the MP for the constituency where the function was held, I was assisting with logistics, including transport services and was working very well with everyone. I, therefore, suggest that you direct your questions to that MP.”

An Indian voter says he chopped off his index finger after realising he had voted for the “wrong” political party.

Pawan Kumar says he accidentally ended up voting for the governing Bharatiya Janata Party (BJP), in a video that has gone viral.

He wanted to vote for a regional party – but was confused by the many symbols on the voting machine.

Every voter’s index finger is marked with indelible ink after they cast their ballot.

He cast his vote on Thursday in Bulandshahr in the northern state of Uttar Pradesh. This was the second phase of polling in the Indian general election.

“I wanted to vote for the elephant, but I voted for the flower by mistake,” Mr Kumar can be heard saying in the video. He is referring to the party symbols displayed on the voting machine next to the name of each candidate.

While the BJP’s symbol is a lotus, the elephant is the symbol of the Bahujan Samaj Party (BSP), a regional heavyweight that has allied with two other regional parties against the BJP.

Party symbols play a big role in India’s elections because they are easy to identify in a country where literacy is low in many parts. There are also numerous regional parties and alliances, which often confuse voters.

Mr Kumar is a Dalit (formerly known as untouchables) – a crucial vote bank for the BSP.

Thursday’s vote was seen as important for India’s powerful regional parties, which dominate politics in their states and are fronted by charismatic local politicians.

The election is taking place over seven stages, with votes being counted on 23 May. There are 900 million eligible voters, making this the biggest election the world has ever seen.

ANC Desperate For A Julius Malema Return To The Party

ANC secretary-general Ace Magashule has, for the first time, revealed that the party wants EFF leader Julius Malema to return to the divided organisation.

“I love Julius. I am talking to him to return home,” Magashule said.

He said Malema must come back to the ANC with his supporters.

Magashule, who was flanked by national executive committee members Dakota Legoete and Obed Bapela, Umkhonto weSizwe Military Veterans’ Association spokesperson Carl Niehaus and provincial leaders such as Kenetswe Mosenogi, told ANC supporters while on the campaign trail in Ikageng township, in Tlokwe, North West today that he “loves” Malema.

This week, Malema said the EFF would consider coalition talks with the ANC after the May 8 general elections.

In 2012, Malema was expelled from his position as ANC Youth League president, as well as from the party, for allegedly sowing divisions and bringing the party into disrepute.

Magashule said black people were now smarter than white people. He said black pupils had proven former National Party leader Hendrik Verwoerd wrong by excelling in maths and science.

“Verwoerd is crazy wherever he is. If we teach our children correctly, everything will be fine.”

He said he wanted to see a lot of engineering and economics graduates.

Magashule announced that he would be taking four students from Ikageng to Cuba to study nursing and teaching. He said he met the students, who completed matric a few years ago, while doing door-to-door campaigning today.

Along with the unemployed students, Magashule also met other residents who, he said, were hopeful about the future. However, the residents raised issues such as a lack of electricity, water and jobs.

Magashule pleaded with ANC supporters not to vote for other parties.

“The ANC has 25 years’ experience. If you elect other parties, it will take them five years to get experience. They will not know where to get money,” he told them.

Bapela urged ANC supporters to vote for a party that had done a lot for them.

At a meeting with the elderly, Suzan Rantekane told Magashule that the ANC should stop sending pensioners to Parliament and give young people a chance.

In response, Magashule said he would take the message to President Cyril Ramaphosa.

Magashule said Ikageng residents told the party that they love the ANC, but that ANC leaders should stop coming to them only during election time.

During this period, the police wantonly resorted to the unlawful use of brute force to quell demonstrations or processions.

However, pressure from civic society, among other factors, arm-twisted the government into seeking a way to sanitise the actions of the police in an effort to conjure a façade of constitutionality. Fortunately, the public could not be fooled and objections against the diabolically repressive nature of the Act remained a thorn in the flesh of all pro-democratic movements.

Enter the new dispensation: Along came the Maintenance of Peace and Order Bill (MOPA). Towards the curtain-call of the year 2017, Zimbabwe woke up to a so-called new dispensation.

Along with it came a litany of new hopes and dreams of peace, democracy, prosperity and justice, among other illusions. Sadly, these dreams also did not leave behind the nightmares in the form of POSA, and POSA did not leave behind its draconian sibling, namely Access to Information and
Protection of Privacy Act.

There could be no democracy if POSA was still a part of the laws in the so-called new dispensation. Peace and Justice could not prevail with POSA lurking in the shadows.

The new government had to act, and it decided to do away with POSA, and usher in MOPA. From all this hullaballoo ,a new question arose: Is MOPA any different from POSA or is it just, but a mere renaming of the same child from Chipo to Sipho?

Renaming the same child
The differences between MOPA and POSA are so microscopic that if one could take the liberty to describe them allegorically, one would conclude that they are smaller than an ant’s beard. The obvious changes are the updates of names and titles, for example, “Commissioner of Police” has been changed to “Commissioner-General of Police” and “Police Force” to “Police Service”.

In terms of Section 1, namely, the Short Title, the Act has been re-christened and given a title that sounds more palliative than POSA. It gets an uber-democratic sounding title: Maintenance of Peace and Order Bill.

The name creates a misapprehension that peace and order currently exist in the country and that the new bill is just grease in the constantly rotating wheels of peace, order and justice. The title: Public Order & Security Act had a coarse texture and sounded more militant and drew images of a police State in one’s mind.

Clause 6, which regulates the appointment of responsible officers for public meetings, is mere window-dressing. In terms of sub-section (1) thereof, persons who are appointed as organisers of public meetings are to be regarded as conveners for the purposes of Part II of the Bill. There is no discernible advantage emanating from the addition of these few words.

In a move towards contemporaneousness, Clause 7 which deals with the notice of gatherings has simply replaced “facsimile numbers” with “cellular phones” and “e-mails” as modes of correspondence recognised by the Bill. The obligation to give notice of public gatherings remains unchanged.

Consultations, among others the holding of public gatherings, are dealt with under section 8 of the Bill. In terms, thereof, a regulating authority (a senior police officer) is given three days to inform the convener of a demonstration, whether or not permission to demonstrate has been granted. The only difference with the foregoing and section 26 of POSA is that the regulating authority could hold the exercise of its discretion ad infinitum. Another variance with section 26 of POSA is the addition of an unintelligible proviso to subsection (3).

At the end of the day, the clause is a clone of section 26 of POSA. Convenors of a demonstration are inadvertently forced into a scenario where they have to give more than seven days’ notice to the regulating authority in case the regulating authority fears possible disorder and, therefore, has to invite the convenors to a consultative meeting at least seven days before the demonstration. Consequently, a consultative meeting cannot be held if the regulating authority has withheld its consent, where the convenors have given the minimum seven days’ notice or less.

The temporary prohibition of public demonstrations, which was enshrined in section 27 of POSA, was outlawed by the High Court for being ultra-vires the supreme law of the land has not been included in the Bill.

A proverbial breath of fresh air is seen in Clause 14 of the Bill which no longer criminalises a civilian’s failure to produce an identity document when asked by a police officer. The clause is less menacing and it gives a person seven (7) days to produce an identity document at a police station after failure to produce one upon request by a police officer.

Contrariwise, a law which permits the police to arbitrarily stop people and demand their identity documents is unconstitutional, because it impedes on the right to freedom of movement. Section 14 of the Bill contains this provision.

Last but not least, section 18 of the Bill cures the constitutional malady in section 37 of POSA by taking away from the Defence minister, the power to deploy troops to assist the police in quelling public unrest. It restores such power to the President. The section is now intra-vires section 213 of the Constitution.

Further, and in harmony with section 214 of the Constitution, the President is indulged to inform Parliament within seven days after deploying the Defence
Forces to restore public order.

Conclusion
It is apparent the POSA is very much alive, albeit with a different name.

MOPA is just as undemocratic as POSA.

The amendments are tantamount to applying lipstick to a baboon.

In my view, MOPA or POSA should have no space in a democratic narrative.

The common law offences pertaining to incitement of violence sufficiently cover the needs of public order relating to freedom of expression.

There is clearly a need to remove or substantially overhaul all POSA and/or MOPA, including all other repressive and undemocratic legislation interfering with freedom of assembly and freedom of speech. There is also a pressing need for a return to impartial policing, which will require a radical a change in the ethos of the police. The police force must become a force that performs its duties fairly and professionally. They must no longer apply or misapply the law so as to destroy the democratic right to freedom of assembly and speech.

Mat South To Lose Three Constituencies Due To Low Voter Figures

MATABELELAND South province could lose three constituencies in the impeding delimitation exercise by the Zimbabwe Electoral Commission (Zec), including the popular constituency of Gwanda South which has not been won by an opposition member since 2008.

The constituency is currently held by Zanu PF politburo member, Abednego Ncube and is popularly known as the Holy Ground.

But Zec has said that it was likely to be “good bye” to the Holy Ground if the constituency did not meet the minimum threshold of 21 644 registered voters to be a stand-alone parliamentary seat.

Currently, it has 15 230 registered voters.

Constituencies of Bulilima West, represented by former ZBC DJ Dingimuzi Phuthi and Insiza South represented by Filabusi miner, Spares Sithole, also Zanu PF strongholds, could be collapsed.

“We are going to collapse all these constituencies which don’t meet the minimum threshold on 21 644. We seek to reach equilibrium in the constituencies. It’s not fair that some constituencies have a very big number of registered voters and others don’t meet the minimum threshold, but get the same resources. We have to find some sort of balance,” Zec commissioner Joyce Laetitia Kazembe told Southern Eye Weekender in an interview at the electoral body’s Zimbabwe
International Trade Fair (ZITF) stand on Thursday.

The Zec commissioner said the electoral body was registering people and also conducting awareness campaign, with the hope that more people would register in these affected constituencies.

“As you may know, voter registration is an ongoing process. We are busy registering people here at ZITF. We are also going to go to the people physically to continue with the process before the 2023 election because if some the people are travelling long distances to go and register. We want to make their task easier so that they don’t get into buses to come and register,” she said.

Police Commissioner General Warns Support Unit Against Getting Involved In (Opposition) Politics

Police Commissioner-General Godwin Matanga has said reports of officers dabbling in politics have prompted the command to make the Support Unit a prime candidate in the ongoing retraining programme.

Addressing Support Unit officers recently, Comm-Gen Matanga said over the years, the Support Unit has always been associated with a remarkable high standard of discipline and attitude to duty.

“Various stories of indiscipline within the rank and file as well as some members dabbling in politics has prompted the command to make Support Unit a prime candidate of the ongoing organisation’s retraining programme,” he said.

“Indeed, we are quite clear in our minds that having dedicated 2019 as the year of training in the ZRP, changing the mind-set and enhancing skills of members under Support Unit is therefore one of our top priorities.

“Furthermore, we shall remain steadfast in ensuring that the eagle soars high again.”

Comm-Gen Matanga said the force had no room for police officers who do not want to work hard to transform the organisation.

“Some of our officers want to be promoted whilst they are not hard working,” he said. “I am even aware that some even went to the higher offices to beg for promotions, yet they are not even aware that those who look into their performance are us and after that we will inform the leaders on those who are hard-working and those that are lazy.

“However, I was given the green light to continue with those that are hardworking and I was also given the powers to retire those not performing up to standards.”

Footballer Ignores Doctor’s Call For Him To Stop Playing, Collapses And Dies During Match

Own Correspondent|Burundian football player Formerly with Bidvest Wits of South Africa, Papy Faty collapsed and died in a match in Swaziland on Friday.

The 28-year-old was a Burundi international footballer and recently helped his East Afrucan country to qualify for their first AFCON finals.

He had shared the dressing room with many Zimbabweans during his time in South Africa before concerns over his heart condition led the parties to split.

He was now playing in Eswatini.

The first signs emerged when, twice, Faty lost consciousness while playing in the South African Premiership and he was ordered to undergo surgery but rejected that advice and claimed his condition was being well treated by some African herbs he had been taking.

The Burundi international ignored advice from doctors and continued playing. He was once quoted in KickOff Magazine saying that witchcraft was the cause of his ill-health and that he was determined to continue playing football.

The 28-year-old Faty was on the books of Malanti Chiefs of Eswatini when he collapsed and died during a match.

Miners Die In 135m Free Fall Down Mine Shaft

TWO Mangwe mine workers died after they fell into a 135-metre deep shaft.

Matabeleland South provincial police spokesperson Chief Inspector Philisani Ndebele confirmed the incident which occurred at Vuka MuAfrica Mine in Mphoengs on Tuesday at around 10AM. Chief Insp Ndebele said Brendon Moyo (28) and Prosper Hunyenyiwa (27) were descending into the shaft when a hoist they were using developed a fault and crashed down the shaft.

“I can confirm that we recorded a fatal mine accident at Vuka MuAfrica Mine. Brendon Moyo and Prosper Hunyenyiwa descended into a 135 metre deep shaft using a hoist.

“Along the way the hoist developed a mechanical fault and made a free fall down the mine taking the two mine workers down with it. Moyo and Munyenyiwa sustained head injuries and bruises as a result of the accident and they died on the spot,’’ he said. Chief Insp Ndebele said other mine workers who were at the scene retrieved the bodies. He said the matter was reported to the police who attended the scene and the bodies were ferried to United Bulawayo Hospitals for post-mortem.

Chief Insp Ndebele said investigations were underway.

He called on mine operators to ensure that the work environment was safe for their employees.

“We continue to record fatal accidents in mining areas as a result of mechanical faults. We call on mine operators, mine owners and managers to ensure that their equipment is constantly inspected and serviced to ensure that it’s working properly so that workers are not exposed to danger.

“Mine workers should also ensure that safety is prioritised. It’s also important for mine workers to put on safety clothing,” Chief Insp Ndebele said.

Life Imprisonment For Mbare Youths Who Tampered With Defunct Railway Wagons?

Rhodesian crafted laws impose life imprisonment for tampering with railway equipment

THREE Mbare youths are facing life imprisonment sentences for removing vertical levers and break gear pins from defunct railway wagons after they were charged with violating the 1972 Railway Act, which critics say was often used by the Rhodesian regime of the late Ian Smith to fight nationalists.

Lionel Jambo (20), Gift Musabayana (24) and Paul Sigauke (22) appeared before magistrate Barbara Mateko charged with Contravening section 38 (2)(a) of the Railways Act Chapter 13:09.

The section reads: “Contravening section 38 of the Railway Act with intend to obstruct, upset, overthrow, injure or destroy any locomotive, rolling stock or other vehicle using a railway or to endanger the safety of any person travelling or being upon a railway, takes up, removes or displaces any rail, sleeper or other matter or thing shall be guilty of an offence and liable to be sentenced to imprisonment for life.”

The trio was not asked to plead and was remanded in custody to May 9.

Prosecutor Francisca Mukumbiri told the court that on Tuesday, Godknows Amuli and Tendai Loti, who are National Railways of Zimbabwe security guards, were conducting routine patrols at the marshalling yard when they found the trio removing vertical levers and break gear pins from a stationary railway wagon.

It is alleged that the accused persons had already removed 12 break gear pins and two vertical levers.

Amuli and Loti apprehended the accused persons and recovered the stolen property valued at US$180.

The matter was postponed to May 9 to allow the trio to look for legal representatives.

According to the law, the accused persons are not supposed to submit special circumstances in their case since it is a mandatory sentence without any privileges.

ZRP Cop Demands Two Cows From Man Who Slept With Minor

A POLICE officer stationed at Guyu Police Station in Gwanda has been arrested after allegedly extorting two cows from a suspect who slept with a minor.


The officer, only identified as Sergeant Mapfumo allegedly hoodwinked Savemore Ndlovu (25) that he would go to prison for a long time for having sex with his neighbour’s 13-year-old daughter.


A source close to the investigations revealed that a fortnight ago Thokozani Sijiye discovered that his daughter was having sex with their neighbour. He allegedly fumed about the love affair.

When his anger got to a head Sijiye confronted Ndlovu accusing him of sexually abusing his daughter.


He did not stop there. He went a gear up and beat Ndlovu who still continued sleeping with the girl. That seemed to have stoked the fires as Sijiye who was already seething with anger once again confronted Ndlovu and beat him up again.


Seeing that he was in hot soup, Ndlovu reported the matter at Guyu Police Station. Their case was handled by a constable (name not supplied).


However, Ndlovu felt his case was not being handled properly and asked for a senior to take charge and that’s when Sergeant Mapfumo took over the investigation.


Mapfumo allegedly offered the accused counselling and advised him to pay two beasts, or rot in jail.


The privy source said Mapfumo told the accused that he was facing a rape charge and in fear, Ndlovu informed his parents and they paid two beasts. Sergeant Mapfumo allegedly sold the beasts and converted the money to his personal use.
Ndlovu’s father got wind of the scandal and reported the matter at Guyu Police Station leading to the arrest of Mapfumo. He is facing a stocktheft charge and is expected to appear in court soon.

Teacher Knocks Out Pupil’s Tooth For Failing To Solve Mathematics Problem

In a shocking instance of corporal punishment, a teacher at a Seventh Day Adventist (SDA) church-run primary school in Bulawayo is facing prosecution after he allegedly pummelled a Grade Three pupil against a desk resulting in the child losing a tooth and three other lower frontal teeth becoming loose after he failed to solve a Maths problem.


The horribly disturbing incident occurred at Queen Elizabeth Adventist Primary School.


It is reported that during a Maths class session, the teacher, Sanele Khumalo, was enraged after the pupil who cannot be named for ethical reasons, failed to solve a long division sum.


According to a medical report, following the brutal attack, the boy suffered permanent damage to his front tooth.
The matter is, however, set to be heard at the Bulawayo magistrate’s court on 6 May and Khumalo who is now facing assault charges, was reportedly relieved of his duties after the incident.


Narrating the shocking occurrence to B-
Metro , the boy’s mother said as a parent, she felt frustrated, saddened and disappointed.
She said she decided to file charges against the teacher after she realised that the school was not forthcoming to assist with medical bills.


“I sent my son to Queen Elizabeth Adventist Primary School, a Christian school with faith and hope that he will be safe and be treated in kindness. I thought he would be safe from corporal punishment but sadly he suffered a permanent injury that has robbed him of his teeth.


“I was left wondering what kind of reprimand my child was subjected to. Sadly, in the aftermath of the incident the school has not been forthcoming to assist with medical bills,” she said.


She said there were also attempts by the school to force her to withdraw the matter but she refused, saying the assault on her son was serious and could not be condoned.


According to a report which was compiled by the school’s director Ellen Mfumu, and in possession of B-Metro , it confirmed that in a fit of rage, Khumalo allegedly hit the pupil against the desk resulting in him sustaining a broken tooth.


Mfumu said when the incident occurred as an institution they were ready to lay a charge against the teacher; but were limited by the “mutual” relationship between the teacher and the pupil.


“It was sometime in 2017 when I was informed by the teacher in charge that she had received a report of what happened the previous day. It was concerning a teacher whose learner was hit against a desk and cracked a tooth in the process.


“I phoned the parent to find out what had taken place and she came to the school in the company of other people and arrangements were made that the teacher pays the doctor for immediate attention, this process was done and the child was attended to.


The mother came about two days or so later and said all was well and the child had been attended to and would come to school, and this was in the presence of TIC (teacher-in-charge),” reads the report in part.


The report which was also substantiated by that of the teacher in charge a S Dube further says the mother was instructed by her son not to get the teacher arrested because he “loved” him.


“Everything seemed to have continued normally until 2019 when the case resurfaced. As an institution we were ready to lay a charge against the teacher, however, we were limited by the relationship between the teacher, pupil and his mother. We did not make her put down the forgiveness statement in writing as this would have been normal.”


Mfumu insisted the matter was reported and was dealt with by the school administration together with the mother of the child.State media

Malaria Deaths Go Down By 38 Percent

GOVERNMENT has said malaria deaths have gone down by 38 percent while confirmed cases have decreased by 57 percent due to increased access to health facilities in areas prone to malaria outbreaks.


In an interview on the World Malaria Day on Thursday, Ministry of Health and Child Care national malaria programmes director Dr Joseph Mberi said the fight against malaria has resulted in a decline in both recorded deaths and cases from 2010 to 2018.


Dr Mberi said 6 161 million nets have been distributed for free to communities residing in malaria risk areas during the same period.


He said eight regional countries facilitated the setting up of five clinics along the border with Mozambique and South Africa to increase access to health services by people living in those areas as well as travellers.


“Eight countries which are Zimbabwe, Swaziland, South Africa, Namibia, Angola, Zambia, Botswana and Mozambique funded the setting up of clinics along the border so as to reduce the rate of malaria outbreaks in Africa,” he said.


In a tweet on its official tweeter page, the Health Ministry said the fight against malaria has resulted in a 57 percent reduction of confirmed malaria cases from 617 175 in 2010 to 264 278 cases in 2018.
The Ministry said deaths have declined by 38 percent from 310 in 2010 to 192 in 2018.


It said 47 malaria districts in the country have been sprayed consistently with effective insecticides to protect more than seven million people residing in these districts.State media

Man Kills Wife For “Gossiping About Him”

A Victoria Falls man has appeared in court for allegedly fatally punching and kicking his wife after accusing her of gossiping about him with neighbours.


Japhet Mapfumo (41) of House Number 2525 Chinotimba suburb got angry on Monday night when he found his wife Annastacia Tshuma (44) allegedly telling a neighbour Ms Caroline Masuku that he was cheating on her.


He allegedly beat up Tshuma until she fainted and carried her home where he slept next to the body until the following day when it was discovered that she was dead.


Mapfumo was not asked to plead to murder when he appeared before Victoria Falls magistrate, Ms Lindiwe Maphosa, on Thursday.


He was remanded in custody to May 8.
Ms Maphosa advised Mapfumo to apply for bail at the High Court.
Prosecuting Mr Onias Nyathi said the attack took place at Ms Masuku’s place of residence on Monday night.State media

Toll Fees Set To Go Up Considerably

Own Correspondent|Government through the Ministry of Transport and Infrastructure Development will early next week announce a very steep increase in the price of toll fees.

Highly placed sources within the Ministry hinted that the toll fees are likely to shoot up about five times the current charges.

Light vehicle motorists are currently paying $2, minibuses and buses pay $3 and $4 respectively while heavy haulage trucks are required to pay $10.

Zimbabwe already has 26 tollgates along major highways, situated between 15 to 20km from major cities and towns. Government introduced tollgates in 2009 and has to date collected around $500 million from them.

Cyclone Idai Victims Forced To Trade S*x For Food

Human Rights Watch (HRW) on Thursday urged Mozambique authorities to investigate and prosecute perpetrators accused of sexually exploiting women who were affected by Cyclone Idai in exchange for food and aid.


The velocity of Cyclone Idai, which hit the country on March 14, blew away electricity power lines and trees, levelled many homes and businesses to the ground.
According to the United Nations, more than a million people in Mozambique are “still struggling to get back on their feet” in the wake of the storm.


HRW said community leaders, some linked to the ruling Frelimo party, have coerced women into having sex in exchange for “a bag of rice” or demanded money in order to have their names included on aid distribution lists, citing victims, residents and aid workers.


“The sexual exploitation of women struggling to feed their families after Cyclone Idai is revolting and cruel and should be stopped immediately,” said Dewa Mavhinga, HRW’s Southern Africa director.


“Emergency aid should be given freely to all people in need, and the government along with aid providers should ensure that aid distribution is never used as an opportunity to commit abuse,” Mavhinga said.


Humanitarian agencies have been racing to feed, clothe, accommodate and provide healthcare to storm survivors.


In the aftermath of the disaster, the UN appealed for donations of $282m to fund emergency assistance for three months.
The IMF board approved a zero-interest, $118.2m loan for recovery efforts in Mozambique last week. The UN World Food Programme says it has reached one million people with food assistance.


One community leader in Tica, Nhamatanda district, told HRW that in some cases where access by road is impossible, local community leaders are responsible for storing the food and distributing it to families on a weekly basis.


She said that “because the food is not enough for everyone”, some local leaders have exploited the situation by charging people to include their names on the distribution lists.


An aid worker said that often the lists exclude households headed by women.
“In some of the villages, women and their children have not seen any food for weeks,” she told HRW. “They would do anything for food, including sleeping with men in charge of the food distribution.”State media

Elton Mangoma’s ZESA Scandal Trial Begins

The trial of former Minister of Energy and Power Development Elton Mangoma, Zesa chief executive Joshua Chifamba and managing director of Zesa Enterprises Tererai Mutasa, who allegedly entered into a technology transfer partnership with a South Korean company Techpro Company Limited for the manufacturing of switch gears without due process, kicked off on Thursday with the trio pleading not guilty.

The three are facing charges of criminal abuse of office.

The trial commenced with the trio’s lawyers reading their defence outlines before Harare magistrate Mr Francis Mapfumo.

In his defence outline read by his lawyer Mr Tonderai Bhatasara, Mangoma denied hatching a plan with the other two accused persons.

“The first accused will deny categorically that he hatched a plan with the other accused persons to disregard advise by the State Procurement Board and State Enterprises Restructuring Agency (SERA) as the advice was not given to him and was not for him to act on,” reads part of Mangoma’s defence outline.

“He will challenge the State to provide proof of connivance.”

Reading his client’s defence outline, Mutasa’s lawyer Advocate Givemore Madzoka said his client did not connive with anyone to evade the provisions of any applicable law relating to the entering into the alleged contract.

In his defence outline read by his lawyer Mr Admire Rubaya, Chifamba said he never intentionally acted unlawfully as being alleged.

“His actions were clearly in terms of the relevant approvals from the relevant authorities and as such he should not be persecuted for executing his duties in terms of the law,” reads Chifamba’s defence outline.

“There is absolutely nothing done by the third accused person designed to show favour of Techpro company Ltd of South Korea in the manner alleged.”

Prosecutor Mr Zivanai Macharaga said the trio allegedly entered into a technology transfer partnership with a South Korean company Techpro Company Limited for the manufacture of switch gears without due process.

Five years down the line, Techpro Company failed to execute the project after getting an initial payment of $850 000.
The State is alleging that this happened in 2010 when Choi Young Jin of Techpro Company met Mangoma at his offices in Harare.

They signed a technology transfer partnership between Zesa Enterprises and Techpro for the manufacturing of the switch gears.

Mangoma allegedly instructed Mutasa to liaise with Techpro with a view of establishing the partnership.

The court heard that Mutasa wrote to the State Procurement Board seeking advice on the procedures to be followed in such partnerships.

He was advised to proceed with Section 49 of the repealed procurement regulations act Chapter 22:14.

Mutasa was further advised to seek assistance from State Enterprises Restructuring Agency (SERA) on how to proceed.

SERA advised Mutasa to prepare a memorandum for Mangoma to submit to Inter-Ministerial Committee on Commercialisation and Privatisation of Parastatals (IMCCP) recommending the identification of a technical partner for the technological transfer through a competitive bidding process.

On receiving the proposal and bid documents for tender, Chifamba and Mangoma allegedly connived to bypass the approval by IMCCP and the competitive bidding process and favoured Techpro company.

Parirenyatwa Hospital Resumes Surgeries

Parirenyatwa Group of Hospitals has resumed operating on patients on the waiting list, also known as electives (scheduled surgeries), following a resolution by consultant doctors, which was done on the consideration that theatre supplies and other sundries have improved.


This comes in the wake of extension of a deadline for bidders interested in refurbishing, re-equipping and establishing a super specialist hospital on a public private partnership (PPP) model at the institution to May 3 2019.


The model was also discussed at the doctors’ meeting which concluded that there was need for more information from Government to enable the doctors input meaningfully into the proposed partnership.


Public relations officer for Parirenyatwa Group of Hospitals Mr Linos Dhire yesterday confirmed resumption of the electives and commended the doctors for their decision.


He said the hospital management will continue looking into the other issues raised by the doctors.

ZRP Boss Accuses Support Unit Officers Of Disloyalty


Police Commissioner-General Godwin Matanga has said reports of officers dabbling in politics have prompted the command to make the Support Unit a prime candidate in the ongoing retraining programme.

The Zimbabwe Republic Police is carrying out restructuring programmes in line with the new political dispensation’s vision to improve operational effectiveness and service delivery.


Addressing Support Unit officers recently, Comm-Gen Matanga said over the years, the Support Unit has always been associated with a remarkable high standard of discipline and attitude to duty.


“Various stories of indiscipline within the rank and file as well as some members dabbling in politics has prompted the command to make Support Unit a prime candidate of the ongoing organisation’s retraining programme,” he said.


“Indeed, we are quite clear in our minds that having dedicated 2019 as the year of training in the ZRP, changing the mind-set and enhancing skills of members under Support Unit is therefore one of our top priorities.


“Furthermore, we shall remain steadfast in ensuring that the eagle soars high again.”


Comm-Gen Matanga said the force had no room for police officers who do not want to work hard to transform the organisation.
“Some of our officers want to be promoted whilst they are not hard working,” he said.

“I am even aware that some even went to the higher offices to beg for promotions, yet they are not even aware that those who look into their performance are us and after that we will inform the leaders on those who are hard-working and those that are lazy.


“However, I was given the green light to continue with those that are hardworking and I was also given the powers to retire those not performing up to standards.State media

Trial Date For Evan Mawarire Set

Harare magistrate Mrs Babra Mateko on Thursday announced that the trial of #ThisFlag leader Evan Mawarire, Zimbabwe Congress of Trade Unions (ZCTU) president Peter Gift Mutasa and secretary-general Japhet Moyo, will start on June 24.


The three are facing charges of subverting a constitutionally-elected Government or alternatively inciting public violence.
Their recent applications for refusal of further remand were dismissed by Harare magistrate Mrs Rumbidzai Mugwagwa.


“The State had outlined that they would carry out investigations within six weeks which are up, the State should learn to abide by the timelines they would have set themselves,” said Mrs Mugwagwa in her ruling.


“But looking at the time the accused persons have been on remand, the State has made progress, thereby application for refusal for further remand is dismissed.”


The State alleges that on January 14, Mawarire in connivance with the Zimbabwe Congress of Trade Unions (ZCTU) president Peter Mutasa, recorded and published a video to the Zimbabwean populace, which went viral on social media platforms, including YouTube, Twitter, WhatsApp and Facebook, which have a world coverage.


It is the State’s case that the contents of the video were meant to subvert a constitutional elected Government in that Mawarire was coercing the Zimbabwean workers not to report for duty and encouraging civil disobedience or resistance to any law.State media

Auxillia Mnangagwa Grabs Limelight At Youth Indaba

Farai Dziva|Auxillia Mnangagwa’ s Angel of Hope Foundation literally “seized” a Youth Indaba at the Zimbabwe International Trade Fair in Bulawayo yesterday.

The Youth Indaba, which was held in partnership with Angel Of Hope Foundation and Plan International, saw hundreds of students from secondary and tertiary institutions around the country learning about life skills.

Speaking at the event, Angel of Hope Foundation’s chief executive Mrs Busi Marandure said the foundation’s patron – First Lady Auxillia Mnangagwa – partnered with Scholastica to fulfil her vision of ensuring that young people were exposed and have access to opportunities.

“The First Lady is particularly passionate about investing in the development of youth in Zimbabwe with particular emphasis on the girl child,” she said.

“This year, Angel of Hope Foundation partnered with ZITF-Scholastica and Plan International to encourage young people to take up activities and be involved in initiatives that give them access to opportunities, capacity building and to encourage future leaders.

Over 700 young people from high schools and tertiary institutions came to this event and got involved in the debate, spelling bee and quiz. It has been a great opportunity to invest in our youth and we will continue to work with young people around the country.”

This year’s edition of Scholastica Youth Indaba is running under the theme: Embracing Human Capital Development for Industrial Growth.

MDC A Divided Over Woman VP?


The MDC-Alliance national executive was last night left divided over the inclusion of a woman vice president as bickering continues to rock the opposition party ahead of its congress next month.

There was heated debate on whether the party should earmark a woman as one of the vice presidents in line with international trends of upholding the women’s quota or that they should contest on an equal footing with their male counterparts.


So divided was the national executive that the issue was deferred for deliberation by the national council which is set to sit today.


At present the party has three vice presidents, namely Professor Welshman Ncube, Mr Morgen Komichi and Engineer Elias Mudzuri.


At least four women have been nominated to contest the post of vice president during the provincial congresses but were selected to run alongside their male counterparts.

Mnangagwa Says UN Must Serve Interests Of All

The United Nations (UN) should reform, remain guided by its charter and serve the interests of all member-states, President Mnangagwa has said.

Speaking at a dinner he hosted in honour of his Ugandan counterpart President Yoweri Museveni at State House in Harare on Thursday, President Mnangagwa said Zimbabwe will continue advocating UN reform in line with the Ezulwini Consensus.

“G-40 Buying Arms To Instigate Of War” ?

Former Bulawayo South legislator Mr Eddie Cross has alleged that members of the G40 cabal that was expelled from Zanu-PF in 2017 are buying arms to instigate a war in the country.

Mr Cross alleged this on Thursday while speaking at the Cape Town Press Club in South Africa.


He lauded President Mnangagwa for various reform initiatives which the Government has embarked on since assuming office.


“(President) Mnangagwa is committed to reform; he has not received sufficient recognition for what he has done. But he has to deal with recalcitrant elements in his party; intelligence sources suggest G40 buying weapons,” said Mr Cross.


The G40 cabal was a faction within Zanu-PF that had coalesced around former First Lady Grace Mugabe in an attempt to use her proximity to former President Mugabe to grab State power.


Their attempts were however, thwarted when the Zimbabwe Defence Forces, with the support of the majority of Zimbabweans, launched Operation Restore Legacy that resulted in the resignation of former President Mugabe.State media

Museveni Calls For Strong Bilateral Relations With Zim

UGANDAN leader President Yoweri Museveni yesterday called for closer bilateral ties with Zimbabwe, saying his country is keen for partnership to unlock more opportunities through value addition and beneficiation to stem losses from the continued export of raw materials.


He invited President Mnangagwa to visit his country for further economic discussions, as Kampala seeks deeper bilateral ties with Harare.


Officially opening the 60th edition of the Zimbabwe International Trade Fair (ZITF) here, President Museveni said Zimbabwe was a rich country endowed with natural resources such as minerals that are critical raw materials for modern manufacturing, including military industries.


He said Uganda shared the same dilemma with Zimbabwe on raw material exports, but stressed the need for partnerships in developing high value industries.


“I would like us to work together so that we develop this huge potential of Zimbabwe,” said President Museveni. “As I happen to be here, his Excellency President Mnangagwa has got one debt to pay.
“His Excellency President Mnangagwa has not been to Kampala since 1963 when he sneaked through and entered the airport, I think using a cover name, going for guerrilla training in Egypt. This is now exactly 56 years ago,” the Ugandan leader said, drawing applause from the large gathering in the ZITF main arena.State media

Museveni Urges Zimbabweans To Be Resilient Despite Economic Challenges

Farai Dziva |Ugandan President Yoweri Museveni has called on the people of Zimbabwe to be resilient despite the current economic crisis.

Museveni made the remarks at the official opening of the Zimbabwe International Trade Fair in Bulawayo on Friday.

“Even here, I think if we discuss closely and commit, we can have more impact on the global stage,” he said.

“I am glad to be here because when I was here in 1989, Uganda was a nightmare. Christians believe, and I am one of them, that Jesus died, was buried and resurrected after three days.

“Uganda died, was buried and resurrected also. When I came here in 1989, Uganda had just resurrected. I think it was on a Monday because Jesus resurrected on Sunday, so this was on Monday when we came out of the nightmare.”


Before Uganda emerged from the woods, President Museveni said it went through difficult times, which saw the living standard of the ordinary people falling.
“In 1986, there was no sugar, no soap . . . virtually nothing. All those items called essentials were being smuggled into the country from other countries,” he said.

“But today Uganda is much, much better.”

Museveni urged Zimbabweans to soldier on and remain resilient despite the prevailing economic challenges, saying the dark phase will come to pass.

Imposition Of Sanctions Is Cowardice- Museveni


THE imposition of sanctions against Zimbabwe by the West is an act of cowardice and those behind the economic restrictions should lift them, Ugandan President Yoweri Kaguta Museveni has said.

Officially opening the 60th edition of the Zimbabwe International Trade Fair (ZITF) here yesterday, President Museveni unequivocally called for the removal of the illegal sanctions, which have been blamed for frustrating economic recovery efforts.
“On behalf of Uganda, I want to condemn the sanctions imposed on Zimbabwe for such a long time,” he said.


“This idea of sanctions is cowardice.”
Zimbabwe was slapped with illegal sanctions by Britain and her allies at the turn of the millennium after the country embarked on a successful land reform programme as part of efforts to correct skewed land ownership which favoured the minority whites.


The country, as a result of the embargo, cannot access lines of credit, making it difficult to operate a modern economy.
“Why do you put sanctions if somebody is wrong?” said President Museveni.
“Leave him! He will be failed by the mistakes. Why do you have to put sanctions if you know you are right and somebody is wrong? That means you are not sure that one is wrong?


“Otherwise if you are sure that this one is wrong, why don’t you let him say by his own mistakes.”

Mine Workers Die After Falling Into Mine Shaft

Two Mangwe mine workers died after they fell into a 135-metre deep shaft.

Matabeleland South provincial police spokesperson Chief Inspector Philisani Ndebele confirmed the incident which occurred at Vuka MuAfrica Mine in Mphoengs on Tuesday at around 10AM. Chief Insp Ndebele said Brendon Moyo (28) and Prosper Hunyenyiwa (27) were descending into the shaft when a hoist they were using developed a fault and crashed down the shaft.

“I can confirm that we recorded a fatal mine accident at Vuka MuAfrica Mine. Brendon Moyo and Prosper Hunyenyiwa descended into a 135 metre deep shaft using a hoist.
“Along the way the hoist developed a mechanical fault and made a free fall down the mine taking the two mine workers down with it. Moyo and Munyenyiwa sustained head injuries and bruises as a result of the accident and they died on the spot,’’ he said. Chief Insp Ndebele said other mine workers who were at the scene retrieved the bodies. He said the matter was reported to the police who attended the scene and the bodies were ferried to United Bulawayo Hospitals for post-mortem.

Chief Insp Ndebele said investigations were underway. He called on mine operators to ensure that the work environment was safe for their employees.

“We continue to record fatal accidents in mining areas as a result of mechanical faults. We call on mine operators, mine owners and managers to ensure that their equipment is constantly inspected and serviced to ensure that it’s working properly so that workers are not exposed to danger.

“Mine workers should also ensure that safety is prioritised. It’s also important for mine workers to put on safety clothing,” Chief Insp Ndebele said.- state media

2 Maids Steal R15,000 From Employer

Two maids have been arrested for allegedly stealing about 15 000 rand, US$300 and RTGS$150 from their employer at her home in Bulawayo.

Loveness Moyo (33) and Rosemary Marumbwa (38) were employed by Ms Princess Ncube of Luveve suburb and are alleged to have stolen the money last year in December.

The duo appeared before Western Commonage Ms Tancy Dube and pleaded not guilty to a theft charge.

They were remanded in custody to April 29 for continuation of trial. Moyo told the court that when the money was stolen she was not in the house while Marumbwa said she suspects that Ms Ncube’s child stole the money.

The prosecutor, Mrs Thembeni Mpofu said on December 21 last year at around 3.30PM, Ms Ncube’s husband discovered that there was some missing money in their bedroom.

“He informed his wife about the matter and she suspected her maids as she left them in the house doing their everyday chores,” she said.

In her testimony, Ms Ncube said when she asked her maids about the money, they did not give her satisfactory answers.

“Moyo told me that when she got home she found some clothes on the floor and all the doors in the house were wide open. She added that she did not know there was so much money in the house.

“Marumbwa said that she suspected one of my children to have taken the money because he was the one who was in the house while they were away,” she said. – state media

Stolen Rhino Horns: 7 Chinese Freed

7 Chinese nationals facing charges of money laundering and illegal possession of more than 20kg of rhino horn pieces with an estimated street value of about $1 million, have been released on RTGS$5 000 bail each coupled with stringent reporting conditions.

Zeng Dengui (35), Peicon Jang (35), Liu Cheng (23), Yu Xian (25), Yong Zhu (25), Chen Zhiang (30) and Qui Jinchang (29) had been in custody since their arrest on December 23.

Bulawayo High Court judge Justice Maxwell Takuva on Thursday granted bail to the seven and ordered them to report three times a day at Victoria Falls Police Station.
They were also ordered not to travel beyond a 10km radius from Victoria Falls town unless going to Hwange for court appearances.

The judge also ordered them to surrender travel documents and to reside at their given address until the matter is finalised. The seven are expected to return to court on Monday for routine remand.

The accused who are represented by Mr Martin Chasakara instructed by Mr Givemore Mvhiringi had to apply for bail at the High Court after they were denied bail by the lower court.

They have also applied for a review of the dismissal of their application for discharge by Hwange magistrate’s court and the case is pending at the High Court.

The accused applied for stay of prosecution which was granted by another Bulawayo High Court judge Justice Martin Makonese pending determination of their application for review.

Allegations against the seven are that on December 23, they were found in possession of several pieces of rhino horns weighing 20,98kg and with a street value of $938 700 at house number 858 Aerodrome suburb in Victoria Falls where they were renting.

Police received a tip-off and raided the house after obtaining a search warrant from court.

They recovered several pieces of rhino horns in a bedroom used by one of the accused persons. A digital scale was also recovered. – state media
