Harare Has Chlorine Gas To Last 2 Days, What Is Going On?

By Own Correspondent- Harare City Council has revealed that the local water authority’s water production levels are depressed adding that available chlorine gas can only last the next two days.

Said Harare City Council in a statement:

“We have enhanced engagement with the Reserve Bank of Zimbabwe over the timely release of forex to companies that import water treatment chemicals from South Africa and China. Currently our water production is very depressed.

We are managing only 100 million litres against a daily average of 450 million litres. Our available stocks of chlorine gas can only last us for two days.

The Reserve Bank of Zimbabwe has promised to release an initial US$150 000 towards the importation of chlorine gas. We use a tonne of chlorine gas daily. Chlorine is used as a disinfectant to kill bacteria in the water.

The City requires US$3 million every month for the purchase of water purification chemicals.

The other chemicals we use are activated carbon for removing odours, alum sulphate and sodium silicate for removing solid particles, lime for pH regulation, sulphiric acid to reduce pH, HTH for removing algae and ammonia for chlorine retentionin the reticulation system.

Stocks of the other chemicals are also at depressed levels.

Free Electrification For Rural Public Institutions

By Own Correspondent- Rural public institutions are set to receive a major boost after the Rural Electrification Fund (REF) revealed that it will electrify them for free.

This was revealed by REF public relations and marketing executive Johannes Nyamayedenga who said:

“The decision to electrify public institutions for free was arrived at by REF board after realising that some schools and communities were facing financial challenges to fund the project.

We have a facility where we offer 100 per cent capital subsidy, he said. People do not pay for the construction of lines, but only for internal wiring of their buildings and connection fees to the ZETDC.

Those who qualify for this facility are primary and secondary schools, Government extension offices, chiefs’ homesteads and Government departments such as police posts, District Development Fund, Agritex and Department of veterinary services offices among others.

This is only done for the administration block, science laboratories and computer laboratories to ensure pupils and students can learn in a conducive environment.

Nyamayedenda said that as of now, REF has managed to electrify more than 4 000 schools, among other structures in the rural areas. He said:

“The authority has electrified 2 699 primary schools, 1 359 secondary schools, 874 rural health centres, 411 Government extension offices, 244 chiefs’ households, 952 business centres, 774 small scale farms, 1175 villages and 803 other institutions.”-StateMedia

Mnangagwa’s Independence Day Speech-A Balloon Full of Hot Air

By Tichaona Dande|In his first independence speech dated April 18, 2018, Emmerson Dambudzo Mnangagwa (ED) touched on bread and butter issues, painting a positive picture that re-ignited hope.

Fast forward to April 18, 2019, the president re-cycled the same content- awash with same liberation rhetoric, callouts and promises. With so many sentiments emerging from his speech, the president doesn’t bring any new or unique political style or usher in a new trajectory, let alone conditions for nation building or healing. Instead of changing tact he uses the same heavy-handed tactics that Robert Mugabe used. For someone who came to power through a ‘soft coup’ he doesn’t appear to see the risk of losing the people’s good will if he continues to use the army to intervene in political and economic disputes. ED has failed to demonstrate in any meaningful and tangible ways that he can overcome the baggage he carried as he grabbed the presidency.

His speech fails to outline broad and real solutions to tackle the crises impacting the country. It lacked substance and it’s a mere reflection of failed reforms. Actions speak louder than words. The challenges of the day are beyond the president’ reach and claiming that ED is the beacon of hope, is an exaggeration; a suicidal thought.

I acknowledge his effort in calling for hope, but he has failed to lay the foundation for hope. The president tried hard to preach unity, peace and prosperity that strongly doesn’t have a basis or foundation in Zimbabwe today. His propaganda rhetoric seeks to normalize the abnormal crises on the ground.

The speech was typical of the campaign rally narrative-false claims and promises full of presidential campaign falsehoods. It is clear that ED strongly believe in post-truth politics. It is hard to believe that the president will bring meaningful impact to the ailing economy and revive the collapsed sectors. The broad changes that the Zimbabweans yearn for are far from the horizon and far from seeing the light of the day.

Zimbabwe netzens responded to his speech; expressing their frustrations. The nation is fed up with politics of promises, non-deliverance, poor governance and leadership embroiled in corruption. Real positive change is missing. The president again declared commitments that he knows he will not enforce and deliver on; he cannot walk the talk. The promises to revive the ailing economy, rehabilitation of social services, create jobs, revive agriculture, industry and manufacturing remains the same old promises; year in and year out. His Independence Day speech remains a balloon full of hot air.

With a very low success rate or achievements to show since taking office, His presidency mark is already on the horizon- mega deals full of hot air. ‘You can fool all the people some of the time and some of the people all the time, but you cannot fool all the people all the time.’

In short his Independence Day speech was about the ‘Development of the economy and the quality of life’ however, it lacks the sincerity and commitment-giving a leap service to the multiple layers of crises affecting the country. The speech is misleading, painting a picture that all is well and under control in the 2nd Republic. It falls short in giving the answers we have been waiting for (e.g. Resolving monetary issues, missing US$15 Billion diamonds revenue). It is evident that the head of state lacks foresight and aspirations to improve the pathetic living conditions of the citizens.

With his head always in the clouds and presiding over a poorly organised and managed government, His presidency has dampened the renewal of the spirit of hope. The inflated claims of action, including reviving decades old ghost projects (e.g. dualization of main highways, Hwange 7 and 8 Expansion, Batoka Hydro Electric Plant) makes his presidency less trustworthy.

The soaring basic commodities prices cannot be solved by coercive measures. His significance in taking Zimbabwe through the hard-economic crises and ensure food security remain uncertain.

On corruption

The Zero tolerance on corruption has become a national anthem that is only sung when it’s convenient for the leader and senior government members. The implementation of mechanisms to uproot corruption has yielded zero results since he came into office. The drive to succeed is lost by the lack of courage to adopt and implement unpopular decisions that directly affect his comrades and loyalists. The president’s political acumen and capital in dealing with his cronies is dubious. The prevalence of sanitised corruption in the government and parastatals remains unabated with no suggested viable and actionable solutions. As someone already deeply implicated in corruption, his lack of resolve in tackling the vice leads one to conclude that he has chosen to use corruption as one of the technologies to legitimize his power.

On Reforms

The structure of ED’s speech clearly hint that political and legislative reforms, democratic tenets, rule of law, and good governance are peripheral issues in the 2nd Republic. Located at the bottom of the food chain, ED gave a flash hint on reforms that the international community, civil society and human rights defenders place at the core of Zimbabwe’s road to recovery (E.g. Transparency, accountability, rule of law, non-partisan ethics and autonomy of ZEC, RBZ, ZBC and ZACC, the removal of the army from party politics, the separation of state and party (Zanu PF) and criminalisation of dissent, etc.) The manner in which national politics is managed is a recipe for protracted suffering of the masses. Policies and programs that promote political tolerance, inclusion and participation in decision making remain missing, enhancing loss of trust in government. Building a democratic Zimbabwe that respect the rule of law remains fundamental as a special tribute to the fallen heroes. Strengthening and respecting the pillars of our democratic principles, adopt policies that improves investor confidence remains fundamental but not a priority in the 2nd Republic.

For over 13 months there has been no movement on reforms. What makes us believe that ED will follow through with the reforms he gave a lip service to on Independence Day? Zimbabwe remains a high-risk country for investors. It is these conditions that should be addressed first. Singing about implementing measures that will never see the light of the day is a betrayal of the will of the majority.

Supporting local businesses

It is hard to understand what forms the basis of policy formulation in the 2nd Republic. The Zimbabwe is open for business mantra has been shifted towards local businesses which is probably a positive attribute of the president’s speech if viable solutions are implemented. The mega deals and local media screaming headlines have failed to materialise leading to his embracing of indigenization, giving attention to SMEs and small-scale miners to improve revenue inflows. The President’s concept of building national prosperity has slightly shifted from much emphasis on luring foreign investors. It is a late, but timely realization that the obligations for economic recovery lies in the hands of Zimbabweans. Providing grassroot support and policies that promotes local businesses remains a viable solution however, with no stable financial sector his promises remains hot air.

Living in the past and hoping for the future

With no concrete policy ideas on the cards, the president’s speech is a constant reminder that we should continue living in the past, ignore what is valued now and hope for a brighter future. The soring basic commodities prices continue eroding the purchasing power. The president is not doing enough to address the basics and the ordinary people’s plight. Hard work is no longer rewarding. The country is sliding down the 2008 hyperinflation highway, a leap into the unknown and uncertain times. He falls short on the strategies that address short and long-term challenges. Vision 2030 remains an elusive dream, how will we get there? The promised Canaan- ‘a brighter future’ will remain a pie in the sky.

The president has a heavy agenda on his table. With his speech we hope that concrete steps, policies and programs will be adopted to address the problems he identified. It remains very uncertain how the president will translate that into tangible and realistic policy victories-for the citizens are tired of unproductive and experimental policies. He cherished ambitious goals for the nation and his success or failure rests in delivering them. Relying on the past experiences, there is little evidence on the ground that ED will follow through with all these promises.

With his presidency limited in success stories, the main task of rebuilding the country to its former glory and beyond remains a daunting effort. There is need for an all hands-on deck approach, employing high focus from all citizens and civil society. Zimbabwe remains a lost glory, that the citizens will eventually reclaim.

Zimbabweans are a very patient, reasonable and progressive lot (judging by how they were so ready to give ED the benefit of doubt in November 2017 and how they have not grabbed Robert Mugabe to settle old scores). ED is taking the nation for granted. He has a very short window period to heal, inspire and unite the nation. If he continues on the business as usual casual road he will only have himself to blame when ‘the people’ turn against him in a resolute way.

Arise and shine Zimbabwe, Muka upenye, Phakama Ukhanye. Let’s Fix it Zimbabwe.

An ordinary Citizen’s Voice of Hope.

Mliswa Calls For Military Intervention To Control Prices Of Goods, As SB Moyo Threatens Govt Will Impose “Discipline”

Zimbabwe-Military_army

By Farai D Hove| As the coup spokesman, Foreign Affairs Minister Gen SB Moyo threatened that government will impose “discipline,” the Norton MP Temba Mliswa has said the Joint Operations Command must move in to address the problem of overpricing.

Writing on Monday, Mliswa said overpricing has become a security threat. The last time this phrase “security threat” was used in Zimbabwe was in November 2017 when former president Robert Mugabe was removed.

Mugabe was removed after ZANU PF politicians determined that his wife had become a security threat. This time, it is businesses that are apparently a threat.

The economy crashed last August when the same Joint Operations Command carried out the killings of civilians for the ourpose of changing election results as earlier declared by Emmerson Mnangagwa on the state broadcaster ZBC (1pm 15 Dec 2017 LIVE footage).

During the commission hearings over the massacre it was determined that Zimbabwe’s econony lost $16 billion as a result of JOC’s military operation in August alone. Military generals who spoke during the commission also revealed that the attack on civilians was a purely joint operations command program triggered 3 weeks before the elections.

Mliswa wrote on his portal saying,

“I’ve said it before and I’ll say it again, it’s not about price controls but market forces. However above all the scourge of CORRUPTION but be dealt.

Unscrupulous businesspeople must stop using any opportunity to fleece the already struggling masses.

Why should talk be left to us, where are the responsible authorities? They must move in with a mechanism to address these issues even beginning with a stakeholder’s meeting which is key to understand everyone’s concerns. Mnangagwa is a listening President.

Where are the Ministers in playing their role? Why isn’t Joint Operations Command (JOC) being given space to do its job or it’ll be redundant in government? Unjustified prices are a security threat. If JOC implement Cabinet decisions and those decisions are reversed then it becomes useless the market a free for all.”

Police Battle To Arrest Harare Man Who Murdered Wife And Brother In Law

Police are still battling to arrest a 50-year-old Harare man, Petros Pomborokani, who allegedly shot and killed his estranged wife and brother-in-law at their Gletwin home in Harare following a protracted marital dispute last month and is threatening to kill more people through international phone calls.

The whereabouts of Pomborokani, a former Ministry of Health and Child Care official, are still a mystery amid widespread belief that he could have skipped the country through illegal points.

Police have appealed for information on the whereabouts of Pomborokani, who is suspected to be holed up in South Africa or Namibia.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday said investigations were still in progress.

“The suspect is still on the run and we are still looking for him,” he said.

Sources close to the investigations said there have been rumours that Pomborokani is being spotted in some nightclubs in Gletwin and other areas.

Pomborokani is also alleged to be threatening to kill all those he suspected of once having an extra marital affair with his late wife, Ms Olivia Zenda.

A statement obtained from police states that Pomborokani is threatening to kill several people using international cellphone numbers.

Shortage Of Forex Has Created A Metropolitan Water Disaster In Harare

Mayor of Harare Councilor Herbert Gomba confirmed today that City of Harare is producing less than 100 megalitres per day. This amount of water is further reduced by physical losses through burst pipes which ranges around 45% of the daily water production. This means that Harare Metropolitan Province is receiving at most 50 megalitres per day against daily demand of 800 megalitres which can surge to 1200 megalitres during the hot season.

The above figures confirms that Harare Metropolitan Province has a looming potable water disaster.

The Mayor of Harare further stated that the dangerously low amount of water available to residents is chiefly caused by scarcity of forex to purchase water treatment chemicals.

Community Water Alliance will soon engage the Reserve Bank of Zimbabwe Governor Dr. John Mangudya so that there is consistent and period supply of chemicals which should never be elicited by interventions of Civic Society Organizations. It should be an obligation that Dr. Mangudya should fulfil and respect religiously. Dr. Mangudya should completely stop playing games with people lives and health by urgently availing forex needed for water treatment chemicals. This should be the case in all Local Authorities and it has to be consistent.

The impeding disaster on water delivery confirms our position that water delivery now requires stakeholders approach which break the sectoralization approach that has dominated water interventions for the past decades. CWA will soon expedite the process of ensuring that the Water Technical Committee composed after the January 2019 Harare Metropolitan Province Water Conference, meets and address the impeding disaster.

Jonathan Moyo Declares Self: “Innocent” Of Creating the Draconian POSA | IS HE TELLING THE TRUTH?

By Farai D Hove| The exiled Prof Jonathan Moyo on Monday declared himself innocent of the draconian Public Order And Security Act.

Writing in the afternoon, Prof Moyo, who is on record abusing the Itai Dzamara family’s sympathisers saying they must be arrested for reporting on his abduction, said, “Hon Tendai Biti and Hon David Coltart, as respected lawyers & MPs when POSA was debated & enacted by Parliament on 31/1/02, you can help set the record straight on which minister steered POSA into law. Now even Zanu PF mouthpieces are parroting the entrenched lie about POSA!”

Prof Moyo was supported by Coltart who replied saying, “as I recall it was Patrick Chinamasa who steered POSA through Parliament with great support from the then Speaker Emmerson Mnangagwa.”

But is Jonathan Moyo innocent? On the 15th Jully 2015, Moyo tweeted saying anyone who has reported that Dzamara was abducted must be arrested for causing alarm and dispondency. “Those who say Dzamara was abducted must prove their claims or be charged of causing alarm and dispondency,” Prof Moyo tweeted.

NMB Launches TapCard For Fast Payment With Just A Tap

NEWS RELEASE

23 April 2019

NMB Bank has launched a TapCard that only needs to be tapped against a point of sale machine to pay for any purchase. The card is available to anyone, including those who do not have an NMB bank account.

The TapCard will make it possible for people to pay their bus fares or even buy supplies at tuckshops and vendors, fast and efficiently.

NMB Bank head of digital banking Cloud Nhau explained that the TapCard does precisely what the name implies. Just one tap on an NMB point of sale machine or other supported devices and the transaction is completed within a second.

Nhau said NMB Bank introduced the card after noticing that many people continue to queue at banks for small amounts of 20 to 40 dollars for making small payments.

He pointed out that many cashless payment transactions are delayed due to network congestion, which is a huge inconvenience not only for the person making the transaction but for others queuing behind them to make their payments.

“People are queuing for cash at banks to make small payments such as bus fares for themselves and their children as well as pocket money or any household use. Cashless payment options such as swiping or using mobile money are not always convenient for these sort of small payments.

“NMB decided to launch the TapCard to cater mainly for these small transactions as it does not require a PIN number, provides a secure method of making a cashless payment and takes just a second to complete the transaction.

“Anyone can get a TapCard with or without an NMB bank account. Unlike the standard swipe card, the TapCard utilises near field communication (NFC), which does not require any network for transactions to be processed, making it possible for use anywhere, especially in remote places that include those that many buses go to.

“This can give transport operators more business and control over fares as the TapCard can be used in geographically remote places,” he said.

The TapCard can be topped up at any of the more than 4 000 NMB merchants across the country, NMB bank branches or via ZIPIT, Ecocash, KaGwenya or any Zimswitch enabled point of sale device, Nhau said.

“The TapCard does not have monthly or transaction charges. It’s as good as cash. It will initially be distributed through all the NMB branches and TapCard agents nationwide.

“NMB has partnered transport operators’ associations and schools to offer this fast and easy way of making payments. Other places which will soon be accepting TapCard payments include tollgates, City Parking, tuckshops and vendors,” Nhau added.

“We are also looking into providing TapCard payment facilities at places such as fuel stations to help make the payment process shorter, especially when one has spent hours queuing for fuel,” he added.

“Cannot Separate Democracy And Discipline” Says Moyo – Have Neither And No Common Sense To See It

By: Patrick Guramatunhu- Zanu PF leaders are once again up in arms blaming business operators for the country’s worsening economic situations as shown by the increasing prices of goods and services – if they can be found given the shortages.

“This is a very temporary phenomenon, what we are going through and sometimes also they say in a democracy there must be discipline,” Foreign Minister, Sibusiso Moyo said.

“We cannot separate democracy and discipline. If you lack discipline, then what it means is that people would want to maximise on profits, but in reality profits are basically 10-15%. That is not exactly what is happening on the market.”

Common sense is the one thing that is clearly lacking in those who lead us.

“With effect from midnight tonight, a fuel pump price of $3.11 per litre for diesel and $3.31 per litre for petrol will come into effect. These prices are predicated on the ruling official exchange rate of 1:1 between the bond note and the US dollar and also on the need to keep fuel retailers viable,” Mnangagwa on 12 January 2019.

Before the increase, diesel cost $1.38 a litre, and petrol $1.43 a litre.

Where was Mnangagwa’s discipline when he increased the price of diesel and petrol by 125% and 131% respectively?

The exchange rate of the country’s local currency to the US$ was 1:1 in January and today it is 4:1 which means the prices should go up 400%! So what is the regime complaining about, especially when it is the one responsible for the local currency losing its value!

“As government we are going to enforce discipline (price control)!” said Minister Moyo.

Zanu PF blatantly rigged last year’s elections and thus dashing the nation’s hope of emerging from the shadow of a pariah state ruled by corrupt and vote rigging thugs. The regime was confident it will rig economic recover and that is now proving a bridge to far!

“We cannot separate democracy and discipline!” You are right Minister Moyo and you and your fellow Zanu PF thugs are and not only deficient in two virtues but worse still have no common sense. You have dug yourself and the nation into a hell-hole and lack the common sense to stop digging

War Vets Call For Unity To Address Zimbabwe’s Economic Quagmire

By Own Correspondent- War veterans have called for unity among Zimbabweans in order to deal with the deteriorating economic situation.

Spokesperson of the Zimbabwe National Liberation War Veterans Association, Douglas Mahiya has sought to absolve the ruling ZANU PF party for superintending over the economic decay.

He shifted the blame onto the “enemy”.

Said Mahiya:

“It is not the fault of the ruling party or government, but it is the fault of the enemy who has made inroads and advanced in tactics to ensure that the economy doesn’t perform because of sanctions and many other issues that are being unleashed to the Zimbabwean people.

It is up to us as a nation to advance and force the enemy to retreat by uniting. It is time to unite and set aside our differences and confront the enemy so that we achieve our goals and at least have food on our tables.”

Over the past several months, ZANU PF has resorted to the Mugabe-era tactic of blaming Western countries for anything and everything negative.-Newsday

Mixed Reactions To Chamisa’s Deal With Mudzuri, Mwonzora

By Own Correspondent- MDC president Nelson Chamisa’s alleged Machiavellian deals with party rivals have drawn mixed responses from political analysts.

Chamisa reportedly made secret deals with his likely challengers at the May Congress, secretary general Douglas Mwonzora and vice president Elias Mudzuri.

The deal entails that Chamisa retains his post unchallenged with both Mwonzora and Mudzuri retaining their posts.

MacDonald Lewanikwa is of the view that such deals are not bad at all since politics is no longer a zero-sum game. He said:

Democracy is not just about to contest it is also about compromise and accommodation, and carrying everyone along.

This way the MDC preserves its best and brightest in leadership after all leadership is not about positions it is about the disposition of leadership and real leaders can lead from anywhere.

At least this way the MDC will have sound leadership at different levels.

A social analyst, Precious Shumba is not enthused by backroom pacts, which he considers compromise principles, values and beliefs.

Said Shumba:

They always come after a protracted contest for supremacy, and when you see protagonists negotiating and sharing positions and promising each other certain things, it means that the democracy has been compromised to the extent that it becomes an elite pact to be on the feeding trough.

Power by all means necessary is a major worry in African politics, and the MDC Alliance should be the leading light in promoting democracy that promotes freedom of choice, right to contest for its membership, and guarantee freedom after speech.

If however, the negotiations took place at the instigation of their different sets of followers, it means that the MDC Alliance leadership of Mwonzora, Chamisa and Mudzuri timely responded to an expressed need for compromise to maintain the party’s unity.

There is apparent intolerance in the rank and file of the followers as shown in the different reports of violence against perceived enemies of their respective leaders.

In politics, there are vested interests to pursue and protect, and I am certain that Chamisa was the one who was under more pressure to be uncontested at their congress because if he was going to be contested by Mwonzora or Mudzuri, it would have meant that a significant portion of the MDC Alliance base has divided loyalty.

Shumba added that Mwonzora and Mudzuri may have saved their political careers by agreeing to the deals. He said:

My expectation was that since the MDC Alliance is always very critical of Zanu PF, they would invite such electoral bodies like the Zimbabwe Election Support Network and the Election Resource Centre and their close ally Zimbabwe Congress of Trade Unions to conduct their elections in a free and fair manner to demonstrate what they really desire for Zimbabwe so that we all appreciate what we are missing as citizens without them as the ruling party.

In another view, Mwonzora and Mudzuri are being saved from their political dustbin.

The negotiations may be seen as a way of saving their positions from being taken by other party officials who have been nominated to those positions.

Because if they do not manage to hold any position of leadership, they will be forgotten outside the movement and will find it difficult to mount a formidable comeback.-DailyNews

FBC Expresses Confidence In Transitional Stabilisation Programme

By Own Correspondent- The new dispensation led by President Mnangagwa has taken bold steps to rejuvenate the economy after years of stagnation by championing bold fiscal and monetary reforms, which began in October 2018, guided by the Transitional Stabilisation Programme (TSP).

Financial services group, FBC Holdings Limited, has expressed confidence that the fiscal and monetary policy interventions being pursued by Government will provide the bedrock for strong economic growth.

Already a string of austerity measures are being implemented amid adoption of an interbank foreign currency exchange system in February this year and the introduction of the reference RTGS dollar in the basket of multi-currencies.

The interventions are expected to stabilise the financial services sector, arrest parallel market distortions and entice fresh investment, both local and international.

“Along with the rest of the nation, we remain optimistic that the fiscal and monetary interventions that the Government is pursuing will yield the desired results, providing the bedrock for strengthening our business development initiatives,” FBC board chairman, Mr Herbert Nkala, said in a statement accompanying the group’s financial results for the year ended 31 December 2018.

“Fiscal consolidation through containment of the fiscal deficit to sustainable levels, have been the key stabilisation objective of the TSP and the 2019 national budget.

“Preliminary indications are pointing to a change in approach in the management of public finances, with the Government recording surpluses since December 2018.

“The commendable progress will significantly support the stabilisation of the economy as well as attract investment. It is our hope that Government will continue to consolidate its fiscal discipline for the long term benefit of the nation.”

According to the Treasury Quarterly Bulletin (2018 Fourth Quarter) released recently, the country recorded “a phenomenal” budget surplus by December 2018, against a background of improving revenue collections. Revenues rose by 43,4 percent to US$1,69 billion, surpassing the set target of US$1,18 billion on the back of the implementation of austerity measures.

Revenue collections by Zimra also topped $2 billion in the first quarter of 2019, above target by 41 percent, according to the tax authority.

Under the TSP, Government targets macro-fiscal stabilisation; building a conducive investment environment and launch respective quick-wins to stimulate and sustain a renewed private sector led growth economy; reintegrating the country into the global economy; and promotion of sound and good governance as an essential ingredient for socioeconomic cohesion and development.

The reform areas are seen as critical in providing a foundation for “strong, shared and sustainable growth and development”.

However, Mr Nkala said inflationary pressures remain a major concern as they affect general business operations and consumer spending due to increased costs.

The trend is expected to ease during the second half of 2019 as policy measures take shape. Going forward the FBC board chair said his group will scale up digital transformation, investment in ICT capabilities and strengthening compliance and risk management frameworks as key enablers of business growth.

Mnangagwa Is Illegitimate By Virtue Of Rigged Elections – Regardless Of Chamisa Climb-down

By Wilbert Mukori_ As far as Mnangagwa is concerned last year’s elections were free, fair and credible. He has invited opposition parties, civic society and all other interested parties to a national dialogue to discuss the country’s worsening economic situation, etc. on condition that the participants recognise him as the legitimately elected president of the Republic.

So far Nelson Chamisa and one or two other opposition leaders have refused to attend the national dialogue because he refused to accept Mnangagwa’s legitimacy. He has now softened his stance.

“MDC-Alliance president Mr Nelson Chamisa has made a major climb-down on his hardline stance against inter-party dialogue and called for an engagement between him and President Mnangagwa to tackle national challenges affecting the country,” reported Bulawayo 24.

“In a clear about turn, Mr Chamisa said he was willing for a direct engagement with President Mnangagwa to discuss political, economic and social issues affecting the country, while the party’s spokesperson Mr Jacob Mafume said they were willing to compromise on their previous demands.”

Some of the demands by the MDC-Alliance described by some political analysts as bizarre included the establishment of a Transitional Authority to run Government.

Other demands included opening up debate on President Mnangagwa’s legitimacy which has long been concluded by the Constitutional Court which upheld his election victory after Mr Chamisa approached the superior court challenging the July 30, 2018 election results.

Mr Chamisa posted a conciliatory message on his twitter account at the weekend where he called for people to rise above party politics.

Nelson Chamisa and his MDC Alliance, like all the other opposition parties and candidates who participated in last year’s elections, knew that Zanu PF was going to rig the elections. They knew what since the 2013 rigged elections not even one meaningful reform was implemented and with no reforms it was clear Zanu PF will rig the 2018 elections. And they did.

Legitimate?

Compromise! What is there to compromise about? Whether or not Mnangagwa and his regime are legitimate is not a matter of what Mnangagwa, the sell-out opposition or anyone else says but what the historic facts say.

Last year’s elections were a repeat of the 2013 elections complete with the same glaring flaws and illegalities. 3 million Zimbabweans in the diaspora were denied the vote only for Mnangagwa to promise after the vote they will get the vote next time.

The public media remained the exclusive monopoly of the Zanu PF. Zanu PF operative and local leaders used state aid and resources to coerce the voters, especially in the rural areas, to attend party rallies and then to vote for the party’s candidate.

ZEC Independence

ZEC failed to release a verified voters’ roll although this is a legal requirement. The regime increased the number of polling stations from 2 000 in 2008 to 9 000 in 2013 to over 11 000 last year. ZEC failed to make public some of the polling station results although this was another legal requirement.

ZEC was also required by law to keep a record of all voters who refuse to vote in both the parliamentary and presidential race; again there was no such record. There were over 70 000 more ballots cast in the presidential race than in the parliamentary one. Ever the blind could see the elections was being rigged!

“The electoral commission (ZEC) lacked full independence and appeared to not always act in an impartial manner. The final results as announced by the Electoral Commission contained numerous errors and lacked adequate traceability, transparency and verifiability,” stated the EU Zimbabwe Election Observer Mission’s final report.

“Finally, the restrictions on political freedoms, the excessive use of force by security forces and abuses of human rights in the post-election period undermined the corresponding positive aspects during the pre-election campaign. As such, many aspects of the 2018 elections in Zimbabwe failed to meet international standards.”

In short Emmerson Mnangagwa and his Zanu PF party are illegitimate because last year’s election process was pregnant with flaws and illegalities, errors and irregularities, etc. It simply beggars belief how anyone could ever judge such a flawed and illegal process free, fair and credible. And if the process failed to meet international standards of free, fair and credible; how could the result be anything else other than illegitimate.

You Are Illegitimate!

Zimbabwe’s economic meltdown is a result of 39 years of criminal waste of the nation’s human and material resources by the corrupt and tyrannical Zanu PF regime. As much as Mnangagwa would like to give the impression that he has transformed Zimbabwe since taking over from Mugabe following the November 2017 military coup. The truth is Zimbabwe is still a pariah state ruled by corrupt and vote rigging thugs.

By blatantly rigging last year’s elections Mnangagwa has confirmed Zimbabwe is still very much a pariah state governed by an illegitimate regime. Even if Chamisa join all the other opposition parties and candidates and proclaim Mnangagwa the legitimate president, that will not change the reality that he is illegitimate.

As long as Zimbabwe remains a pariah state, there will be no meaningful economic recovery because no local and foreign investor or lender will ever want to do business with a pariah state. No one!

Mnangagwa is illegitimate because last year’s elections were not free, fair and credible. It was clear from the start that the elections would be rigged. No one in the opposition camp should participated, they did out of greed. It is the same greed that have the opposition taking part in these Zanu PF led national dialogue.

Chamisa, you are now ready to recognise Mnangagwa as the legitimate president in return for a seat on the gravy train. This is not the first time MDC have sold out and Mnangagwa knew you would sell-out. Still both Mnangagwa and yourself can delude yourself that Mnangagwa is now legitimate, he is not, and that the compromise will deliver any meaningful economic recovery, it will not!

“We need to put an end to these economic problems for the sake of ourselves and our children,” maintains Chamisa.

Zimbabwe’s economic problems will remain, indeed will get worse, as long as the country remains a pariah state. We need to cures ourselves of the curse of corruption, vote rigging and illegitimate regimes by acknowledging the problem of vote rigging and dealing with it and not selling-out by pretending the illegitimate is legitimate!

“Resolute In Faith, We Will Triumph” Mnangagwa Argue – Faith In Voodoo Policies Delivering Prosperity, Insane

By: Nomusa Garikai: “In Zimbabwe, we are currently undergoing our own struggle of light over darkness. As we walk the road of transformation and reform, we are guided by our Lord Jesus Christ’s teachings of forgiveness, peace, love and take comfort from his victory,” said Mnangagwa in his East Message

This is just wishful thinking! Here is a regime that promised to hold free, fair and credible elections only to blatantly rig the elections.

Mnangagwa promised “zero tolerance on corruption” and one year and half later has failed to arrest even one of the big fish. He has since admitted that “corruption is deep-rooted”. Of course, it is deep-rooted; he and his fellow ruling elite leaders are the godfathers of corruption!

“For a while the challenges we face are significant, we are resolute in our faith that with hard work, sacrifice and unity we too will triumph. May the Almighty protect and bless our land,” he continued.

Zimbabwe is in this economic and political hell-hole because of 39 years of gross mismanagement, rampant corruption and tyrannical Zanu PF rule. The regime has managed to stay in power regardless of the people’s democratic wish for meaningful regime change because it rigged elections.

Zimbabwe’s economic and political mess is a man-made problem; mismanagement, corruption, etc. are problems of bad governance. It is, per se, within our mortal power to end this mess by replacing the bad government with a good, competent and accountable government.

It is ironic that Mnangagwa and his Zanu PF cronies are the ones who have created the de facto Zanu PF dictatorship, ruthlessly imposed it on the nation and ruthless resisted its dismantling. His solution is that we must have faith and work hard. Have faith in what? In Zanu PF’s voodoo economic policies delivering economic recovery regardless of the corruption, mismanagement, etc.!

After 39 years of Zanu PF misrule with disastrous consequences it will be insane to expect the regime to delivery economic recover.

If Zanu PF is allowed to stay in office until 2023 the regime will rig that year’s elections too and retain Zimbabwe’s pariah state status complete with the economic meltdown we see today. No doubt Zanu PF will be arguing the nation to work even harder, suffer even more heart-breaking hardship as part of the “austerity for prosperity” and never to lose faith in the regime delivering economic prosperity, its Vision 2030 Middle Income status.

Vision 2030 is nothing but a mirage and after 39 years of chasing mirages; it is madness to continue. As long as Zimbabwe remains a pariah state ruled by corrupt and vote rigging thugs economic recover much less prosperity will remain a mirage.

“Our own struggle of light over darkness!” Our struggle is for democracy over dictatorship. The only sure way to dismantle the Zanu PF dictatorship is for Mnangagwa et al to step down so allow the appointment of an interim administration that will be entrusted to implement the democratic reforms the nation has been dying for all these years.

War Veterans Expose Mugabe Cruelty, “He Treated Us Like Dogs”

By Own Correspondent- Ousted Zanu Pf Spokesperson, Rugare Gumbo has revealed how the former president of Zimbabwe, Robert Mugabe ill treated colleagues during the liberation struggle.

Speaking to a local publication, Gumbo said Mugabe would punish others for merely having a diverging view.

Said Gumbo:

“We were treated like dogs. We spent at least three months detained in holes dug in an open place which were closed from the top at about 5 pm, only to be reopened the following morning.

The holes were six metres deep and four metres wide. It was hell on earth and we all thought we were going to die.

At one point the holes were filled with soil and only our heads were left protruding out. But we all survived the ordeal.”

Gumbo was incarcerated alongside the likes of the late Henry Hamadziripi, former police commissioner general Augustine Chihuri, former ZBC chief executive Happison Muchechetere and Mukudzei Mudzi.

Chaos As Govt Plans To Appoint Mnangagwa’s Own Niece Zimbabwe Ambassador To Scotland

By A Correspondent| ZANU PF members are fuming over plans to officially announce party president Emmerson Mnangagwa’s neice, Lydia Heather Mudhari as the Zimbabwe consul to Scotland.

Heather Lydia Mudhari

Sources inside ZANU PF UK confirmed the development to ZimEye as some threatened to “pour jecha” on Mnangagwa’s niece.

Zimbabwe is opening the consulate at a time when it is closing numerous embassies across the world, where is the logic?, ZANU PF sources fumed speaking to ZimEye.

“Mudhari has been assigned the post, and it now awaits public announcement,” an impeccable source told ZimEye.

Heather Mudhari’s appointment was also confirmed by senior sources in ZANU PF. Although a government announcement was unavailable, the local ZANU PF leader, Marshall Gore was already referring Scotland based Zimbabweans to Miss Mudhari for assistance with passport documents, however saying the official setup is yet to be done.

For a person to be appointed an ambassador, they need to have first undergone special training for over a year and sources questioned why Heather Mudhari has been rushed to the post without the requisite training.

Our undercover investigations involved a test using a real case of a Glasgow based woman desperate for an ETD to travel for her mother’s funeral in Harare.

ZimEye believes the consulate service was now already functioning by Monday morning and the official position was only twisted after senior ZANU PF officials noticed that ZimEye has opened an investigation.

“Where and when did she do training for the post?,” a top ZANU PF member questioned.

Mudhari was contacted and she her tone of voice sounded “street level, rough” while responding.

She did not deny that she now carries the title, “ambassador.”

“Can you call the embassy in London” she said in response after answering to the salutation which was repeated thrice to her ears.

She then abruplty dropped the phone while the client was still speaking. – THIS IS A DEVELOPING STORY –

The planned office address for the embassy could not be established at the time of writing.

Teenagers’ Fight Over 13yr Old Girlfriend Turns Fatal

By Own Correspondent- An 18 year old Filabusi man allegedly fatally struck his 18 year old neighbour with a brick on the head following a misunderstanding over his 13 year old girlfriend.

Carlson Ndlovu (18) of Zamanjalo Village found Mbongiseni Sibanda (18) at his girlfriend’s home on Friday last week and questioned him on his intentions.

A fight allegedly broke out and the two traded heavy blows.

Matabeleland South provincial police spokesperson Chief Inspector Philisani Ndebele said Sibanda was arrested and was assisting police with investigations.

He said:

“I can confirm that we recorded a murder case which occurred in Filabusi area on Friday.

Mbongiseni Sibanda went to Carlson Ndlovu’s girlfriend aged 13-years at around 2PM and borrowed a cell phone and promised to return it. At around 7PM, Sibanda went back to the juvenile’s home to return the cell phone and while he was there Ndlovu arrived and found them talking.

Ndlovu confronted Sibanda demanding to know what he was doing at his girlfriend’s home which resulted in a misunderstanding. Sibanda fled from the homestead and Ndlovu pursued him.

This forced Sibanda to retaliate and he picked up a brick and struck Ndlovu on the back of his head.”

Chief Insp Ndebele said Ndlovu died on the spot as a result of the heavy blow.

He said police were called to attend the scene and Sibanda was arrested while Ndlovu’s body was taken to Filabusi District Hospital Mortuary.

Chief Insp Ndebele said it remained a cause for concern that murder cases were being recorded over trivial issues. He urged members of the public to desist from resorting to violence to resolve disputes.

He said:

“It’s alarming that we continue to record murder cases over trivial issues. Like in this case these youngsters had a fight which resulted in loss of life just because one was speaking to the other’s girlfriend. When people are faced with disputes they should resolve them amicably and not resort to violence.”

Mnangagwa, Chamisa To Meet At Tsvangirai Memorial?

By Own Correspondent- Opposition leader Nelson Chamisa and President Emmerson Mnangagwa are likely to meet at the memorial service for the late Morgan Richard Tsvangirai set for May 4 in Buhera.

Tsvangirai, who succumbed to cancer of the colon on February 14 2018 is set to be remembered at his rural home in Buhera early next month.

Family spokesperson, Manase Tsvangirai said preparations were at an advanced stage for the memorial and invitations had been sent to many individuals and institutions.

Despite having dedicated his life to fighting Zanu-PF, Tsvangirai’s family said they would like everyone including Mnangagwa and Zanu-PF to attend.

The family of the late MDC founding president Morgan Tsvangirai revealed that they had invited both government and Zanu-PF party to the former Prime Minister’s memorial.

“This is not a closed session,” Manase said.

“This memorial is open to everyone be it political parties, churches, individuals or other organisations, everybody is being invited. The reason is that Morgan made friends with everyone during the Government of National Unity, so we cannot be found singling out some people that they must not attend. Even Zanu-PF is invited. We have send invitations through the right protocol channels.”

Manase added: “We also invited President Emmerson Mnangagwa, we sent through the invitation and an accompanying letter. Morgan was a former Prime Minister of Zimbabwe and not of a party and because of that there is no way we can have selected people to attend.

“Morgan worked for Zimbabwe and we are saying everyone, be it the President, government officials and war veterans and other political parties are invited. This is going to be a very big function.”

Before his death, Mnangagwa and other senior government officials paid a courtesy call on Tsvangirai at his house in Harare. He was also given a State assisted funeral. MDC spokesperson Jacob Mafume said the party has no problem with Zanu-PF or any other person attending the memorial of their founding leader.

Easter Accident Death Toll Soars

By Own Correspondent- The number of deaths from road traffic accidents rose to over 30 following the death of more than seven members of the Apostolic Church in a head on collision at the 118km peg along the Harare- Mutare road in Macheke on Sunday evening.

Ruka Mazhindu from Seke and another woman died on the spot along the Ruwa- Harare road on Saturday evening when a speeding car lost control and hit their stationery vehicle parked on the side road. The late Mazhindu and three others were travelling to a tombstone unveiling ceremony in Murehwa.

A report from the Zimbabwe Republic Police revealed that 183 people were injured in 321 road traffic accidents that were recorded between April 18 and 22.

During the same period last year, 26 people were killed while 153 others were injured in 299 accidents recorded.

National police spokesperson Assistant Commissioner Paul Nyathi said overtaking errors resulting in head-on collisions continue to claim lives on the roads.

“As evidenced on April 21, at about 11.30pm, 11 people perished in a fatal head-on collision at the 118km peg along the Harare-Mutare road opposite the Grain Marketing Board depot, Macheke, on the way to Headlands,” he said.

He said a Nissan Caravan with 22 passengers from the Apostolic Church on board who were coming from a church service in Bazeley Bridge, Marange, collided with a Honda Fit which had four occupants.

“Preliminary investigations have established that the Honda Fit was heading towards Mutare while the Nissan Caravan was travelling in the opposite direction.

“On approaching the 118km peg, the driver of the Honda Fit encroached into the lane of the oncoming Nissan Caravan while intending to overtake another vehicle resulting in the head- on collision,” Asst Comm Nyathi said.

He said all the four occupants in the Honda Fit died on the spot while the Nissan Caravan overturned once and landed on its roof, killing seven people on the spot. He said 16 people were seriously injured and were taken to Marondera Hospital for treatment.

The bodies were taken to Rusape District Hospital for post-mortem.

“We urge motorists to exercise extreme caution while driving and ensure that the road ahead is clear before attempting to overtake. Where possible motorists are urged to travel during the day as visibility at night is poor.

“Public service vehicles should not overload passengers even when they are hired to carry church members. Above all, they should not speed,” he said.

Meanwhile, police have warned cross-border buses and others vehicles towing trailers laden with luggage that they will be arrested if they do not properly secure the trailers.

“Some of the buses are moving with insecure trailers where the safety chains are loose and normally (detach)from the bus on passing other motorists,” Asst Comm Nyathi said.

He said cross-border bus operators should take the warning seriously and comply with the provisions of the Road Traffic Act Chapter 13:11 and Road Transportation Act, Chapter 13:15.

MDC Snubs Chigumba As ZEC Begins Preps For 2023 Elections

ZEC Chairperson Priscilla Chigumba

The Zimbabwe Electoral Commissioner has started warming up for the 2023 harmonised elections by convening a national multi-stakeholder conference aimed at reflecting at the July 30, 2018 general polls with a view to draw lessons on how to improve the coming plebcite.

Recently, the election management body invited stakeholders from within the country, the Sadc region and others from Nigeria to brainstorm how to conduct a flawless 2023 harmonised elections.

It was a no holds barred meeting with virtually every person or organisation with a say, in elections being taken on board in order to tap wisdom from their experience.

Notable entities present were political parties, civil society organisations, women organisations, law enforcement agencies, legal experts, representatives of disabled persons, political scientists, media representatives and traditional leaders among others.

Topical issues that came up for discussion were lessons from Bio-metric registration, voter education, vote counting, tabulation and transmission and election legal framework.

Others were reflections on the regional, continental and international standards for democratic elections, election dispute resolution mechanisms and role of the media as well as that of traditional leaders among other several issues.

The thrust of the conference was to reflect on the just ended elections focusing on what went right and what was it that went wrong before proffering suggestions for improvement.

Some of the political parties that attended the indaba were Zanu-PF and MDC-T led by Dr Thokozani Khupe with the MDC-Alliance conspicuous by its absence despite the fact that its secretary general, Mr Douglas Mwonzora was earmarked to deliver a speech.

Major issues about political parties were the need to register them during elections coming from Sadc Parliamentary Forum representative Mr Sheunesu Kurasha.

The need to enhance internal party democracy also took centre stage with Zanu-PF Secretary for Legal Affairs Cde Munyaradzi Paul Mangwana calling for external independent bodies to superintend primary elections to enhance democracy.

“I think it is an issue we will discuss during national inter-party dialogue. A lot of undemocratic processes are taking place within political parties and we do not talk about it. In other countries they allow the national electoral body to manage internal party process. I am speaking as an individual. I believe personally that let us also subject our internal party processes to scrutiny by independent bodies,” said Cde Mangwana.

People representing visually impaired persons said they were averse to assisted voting saying it undermined their right to secrecy of the vote.

They proposed that there be use of braille ballot papers to accommodate them.

But Zec commissioner, Mrs Sibongile Ndlovu called for further interrogation to the braille proposal saying it had the possible effect of undermining other rights.

“Zec is very much concerned about the secrecy of the vote. From the suggestions, it has side effects. Imagine in a constituency where you have one blind person and we have this ballot paper in braille. Are we not going to have these people afraid to come forth because they would be saying people would know who I would have voted for. So that is one crucial matter we have to consider I think moving forward we should come together and modify these suggestions in order to maintain the secrecy of the voter,” said Mrs Ndlovu.

Zec chairperson Justice Priscilla Chigumba assured participants that the election management body would treat contributions from the conference with the seriousness it deserved.

She said producing a free, fair and credible election was not the sole responsibility of Zec alone.

“We are all accountable for the credibility of the electoral process. So the lessons that will emerge from this process will assist not only Zec as the election administrators but all election stakeholders in contributing towards the attainment of credible and acceptable electoral processes,” said Justice Chigumba.

Zimbabwe Republic Police Commissioner, Erasmus Makodza said most offences that took place in the previous elections were mainly intra-party violence from major political players Zanu-PF and MDC Alliance.

On bio-metric registration, it was noted that despite some few challenges, ZEC had acquitted itself well in registering voters using the new system.

A voter registration expert from Zambia, Mr Fredrick Lemisa and Zimbabwe Election Support Network representative, Ms Ellen Dingane commented ZEC for their use of the BVR.

“A lot of things in the BVR worked well. It was a confidence booster. It passed several tests. The use of SMS (short messages services) was highly commendable,” said Ms Dingane.

Mr Lemisa implored ZEC to procure BVR kits on time so that there was adequate lead time for aggrieved parties to challenge the process without disrupting the election calendar.

A media representative Blessed Mhlanga implored ZEC to have a responsive Public Relations directorate that disposes inquiries from the media on time.

Given the conference in Nyanga, Zimbabwe is set to revolutionise its electoral system by moving a gear up given the enthusiasm demonstrated by participants.

The next election to be held in 2023 might appear to be far but Zec have set the tone for credible election through conducting preparatory work when it engaged stakeholders.

MDC Byo Province Seeks To Solve Tribalism Issues

THE BULAWAYO MDC provincial leadership is mobilising members to close ranks and focus on rebuilding the party’s structures following last week’s divisive congress.

Divisions rocked the opposition party at the election of a new executive last week, which some party members claimed was mainly on tribal grounds.

Provincial chairman, James Sithole, who is also the party’s legislator for Makokoba confirmed to the Southern Eye the party was left divided after the provincial congress, but pleaded with rival camps to “shun tribalism and close ranks for the good of the party”.

“The party constitution is clear on issues to do with tribalism. The party is against tribalism. We need each other regardless of what tribe or race one belongs to. I am going to work with everyone to ensure the party remains united. My immediate task is to unite and rebuild the party by bringing everyone together,” Sithole said.

Tribalism has remained a thorn in the flesh of the MDC Bulawayo structures. In November 2018, deputy mayor Tinashe Kambarami survived an ouster on grounds that he was an “outsider”.

At last week’s provincial congress, Kambarami grabbed the provincial youth chair post ahead of the incumbent Mlandu Ncube, who was being pushed to assume the post of deputy mayor.

“It is natural that those who were not successful feel aggrieved. It is also normal that ahead of any competition for positions, and in this case, the provincial congress, you find camps or divisions. It, however, does not mean we will remain divided. Instead, we remain one solid party,” Sithole said.

He added: “There are no winners or losers after the congress. The winner is the party, though it is obvious that those who were not successful may not feel good, but they will heal and come around. We will work together, and my main responsibility is to unite and rebuild the party.”

MDC leader Nelson Chamisa recently slammed Bulawayo provincial structures for indiscipline, tribalism, factionalism and violence, among others, during an urgent provincial assembly meeting held at its city’s offices.

Chamisa blamed this state of affairs for the party’s poor showing in a recent Cowdray Park local government by-election won by Zanu PF.

Zanu PF’s Kidwell Mujuru won the by-election contested by 17 other contestants, among them two from the MDC as a result of factionalism.

Opposition Leader Threatened With Arrest Over Distributing Food Aid To Cyclone Idai Victims

By Own Correspondent- Chimanimani District Administrator, Lloyd Kasima reportedly threatened to have Free Zim Congress leader Joseph Busha arrested  for distributing food aid to Cyclone Idai survivors without following due procedure.

Busha, had donated 2 000kgs of mealie meal to Chimanimani cyclone survivors without first seeking permission from the DA’s office.

A 263Chat source said:

“When Busha arrived, he was asked why he had handed over mealie meal without  consulting the DA’s office. Busha urged that he had  he had done so on  humanitarian grounds and had considered that not all  areas where accessible  due to damaged road network.

The DA then said if Busha had been caught in the act (of distributing the food items) he would have been  arrested as he was undermining  protocol. He said Busha would have been in big trouble if he had been caught.

Busha later said protocol must not be important in times of need. He said:

This is a Zanu-PF way of doing things and it scares away those who want to help. This is also an infringement of the right of movement for people as those in need should be allowed to get food assistance from whoever wants to help them.

Why should we go through protocol when we want to help, this opens up chances of politicization of relief aid.

The biggest challenge about relief aid is there is a lot manipulation. There are people who benefit and are not supposed to benefit and officials don’t really care.

Tsvangirai Family Invites Mnangagwa For Memorial Service

The late MDC President Morgan Tsvangirai with Emmerson Mnangagwa

THE family of the late MDC founding president Morgan Tsvangirai said they have invited both President Emmerson Mnangagwa and the ruling Zanu PF party to the former Prime Minister’s memorial.

Tsvangirai succumbed to cancer of the colon last year and his memorial is finally going to be held in his rural home on May 4 in Buhera where he was buried.

He was also given a State assisted funeral.

MDC spokesperson Jacob Mafume said the party has no problem with Zanu PF or any other person attending the memorial of their founding leader.

Angry Museveni Warns Bobi Wine Before Police Pounce On The Pop Star And Arrest Him

Rivals Bobi Wine and President Yoweri Museveni

Correspondent|Ugandan police detained popstar-turned-MP Bobi Wine on Monday after shutting down one of his concerts and firing tear gas at his fans, the singer’s wife and supporters said.

“He has been arrested in Busabala, where he was to address the media on the cancellation of his concert by the police,” Wine’s wife Barbie Itungo Kyagulanyi told AFP, referring to a suburb in southern Kampala.

Ugandan police spokesperson Fred Enanga confirmed that officers “engaged him earlier and drove him away from Busabala”, but would not say if he was formally arrested.

Bobi Wine, whose real name is Robert Kyagulanyi, was scheduled to perform on Monday, but the much-anticipated show was cancelled by police.

His attempt to reach the venue on the shores of Lake Victoria, flanked by dozens of supporters, was blocked by police, who fired tear gas and water cannon at his convoy.

Before being detained, Wine posted on Twitter that police were trying to tow the singer’s car away.

“People teargassed, beaten, Many arrested. We shall overcome… Stand firm,” he wrote.

Later, a post on his Twitter account signed “admin” said the singer had been “violently arrested”.

Police said the concert was cancelled because inadequate safety measures were put in place.

Wine is among the most prominent critics of Uganda’s longtime President Yoweri Museveni, and authorities have repeatedly blocked him from performing publicly.

Young Ugandans have recently been energised by the singer-MP, who has become a thorn in the side of the government through his songs about social justice.

Museveni on Tuesday opened war on Bobi Wine who performs music with strong political messages in his music shows.

The no-nonsense National Resistance Movement chairman who took over power in Uganda three decades ago strongly warned he will not stomach musicians who take to the stage to perform music laced with political messages.

Speaking to members of Uganda Music Promoters and Venue Owners Network last week at State House, Museveni threatened that his government will not hesitate to block all shows featuring musicians who sing against him.

He further emphasized that police and his his government will not in away compensate any affected party of a cancelled show due to performance of politicised songs.

The president was meeting a group of stakeholders in the country’s entertainment industry to hand them billions of Shillings as compensation for losses they encountered after police cancelled the vocal legislator’s concerts.

The compensation came just days after some music promoters and events organisers lost their property to money lenders.

It should be noted some of the promoters had hired Bobi Wine for the Kyarenga concerts which were unceremoniously cancelled by the police.

Police had banned Bobi Wine’s concerts claiming his music were a threat to the country’s security and that the songs were base on political activism.

ZIMRA Claims It Has Collected More Revenue Than They Budgeted For

Zimra chairman Dr Callisto Jokonya

THE Zimbabwe Revenue Authority has surpassed its revenue target for the first quarter of the year collecting over $2 billion which is 41,5 percent above its set target of $1,4 billion.

The statistics were released by Zimra chairman Dr Callisto Jokonya in his revenue performance report for the quarter ended March 31.

“Revenue performance for the first quarter pf 2019 surpassed the set target in both gross and net terms. During the quarter, gross collections amounted to $2,059 billion, which was 41,5 percent against the set target of $1,455 billion .

“After deducting refunds of $114, 98 million, net collections were $1,944 billion. This translates to a positive variance of 33,62 percent above the target of $1,455 billion,” Dr Jokonya said.

He said the figures of the first quarter had grew by 85,13 percent from the $1,112 billion collected in the same period last year while the net collections grew by 83,82 percent from the $1,057 billion collected last year.

“Positive performance is attributed to the significant contributions from the Intermediate Money Transfer Tax, corporate income tax and excise duty.

“This is buttressed by the Authority’s revenue enhancement measures and strategies aimed at promoting voluntary compliance,” he added.

In his analysis of specific revenue heads Dr Jokonya said individual income tax was $235,91 million against a target of $235,21.

He attributed the marginal rise in beating the target due to salary adjustments made and cushioning allowances made to employees in the period.

Corporate Income Tax collected was $242,08 million against a target $172 million translating to a positive variance of 40,74 percent.

“Gross VAT on local sales amounted to $336,7 million up from the $265,699 million collected in Q1 of 2018. This translates to a positive variance of 9,28 percent above the set target of $308,1 million and a growth factor of 26,7 percent.

“After factoring VAT refunds of $114, 35 million, net collections of $222,35 million were 27,83 below target. However, when compared to the first quarter in 2018, net collections grew by 5,15 percent from 211,45 million. The revenue head contributed 11,43 of the total net collections during the quarter under review,” Dr Jokonya added.

In the period under review Dr Jokonya said VAT on imports was $127,27 million and 8,23 percent above the set target of $117,6 million.

Customs duty was $91,52 billion which was below the set target of $110,78 million.

“Excise duty collections amounted to $565,65 million against a target of $242,19 million. This translates to a positive variance of 133,5 percent. Excise duty collections increased by 142,44 percent from 4233,32 million realised in the first quarter of 2018. The revenue head contributed 27,47 percent to total net collections during the first quarter of 2019.

“The performance of the revenue head is attributed to increase in the demands of diesel and petrol,” he said.

13 Year Old Girl To Live With Trauma Of Being In Fatal Love Triangle

A thirteen year old girl will have to live her life with a troubled conscience knowing that a person was killed because of a love triangle around her.

Two eighteen year old Filabusi men brutally fought each other on good friend resulting in the death of one of them after one was jealous of the other over the 13 year old girl.

Carlson Ndlovu (18) of Zamanjalo Village found Mbongiseni Sibanda (18) at his 13 year old girlfriend’s home on Friday last week and questioned him on his intentions.

A fight allegedly broke out and the two traded heavy blows.

Sibanda, who was said to be losing the fight, took to his heels.

Ndlovu gave chase while allegedly threatening to kill Sibanda who grabbed a brick and hit his rival on the head.

Sources said Ndlovu died on the spot.

Matabeleland South provincial police spokesperson Chief Inspector Philisani Ndebele said Sibanda was arrested and was assisting police with investigations.

“I can confirm that we recorded a murder case which occurred in Filabusi area on Friday.

“Mbongiseni Sibanda went to Carlson Ndlovu’s girlfriend aged 13-years at around 2PM and borrowed a cell phone and promised to return it.

“At around 7PM, Sibanda went back to the juvenile’s home to return the cell phone and while he was there Ndlovu arrived and found them talking.

“Ndlovu confronted Sibanda demanding to know what he was doing at his girlfriend’s home which resulted in a misunderstanding. Sibanda fled from the homestead and Ndlovu pursued him.

“This forced Sibanda to retaliate and he picked up a brick and struck Ndlovu on the back of his head,” he said.

“It’s alarming that we continue to record murder cases over trivial issues. Like in this case these youngsters had a fight which resulted in loss of life just because one was speaking to the other’s girlfriend.

“When people are faced with   disputes they should resolve them amicably and not resort to violence,” he said.

Shock As Border Jumper Steals Wheelchair in Botswana

A 40-year old man from Zhombe has been sentenced to 30 months in jail by a Victoria Falls magistrate for border jumping and stealing a wheelchair and a cellphone in Botswana.

Siphosami Sibanda of Fafi Village under Chief Malisa in Zhombe in the Midlands province was convicted on his own plea of guilty when he appeared before Victoria Falls magistrate Ms Rangarirai Gakanje.

He was convicted of two counts of exiting and entering Zimbabwe through ungazetted ports, two of theft and another of unlawful entry.

The magistrate said Sibanda deserved a custodial sentence. She slapped Sibanda with a total of 30 months for the five counts and suspended six months for five years on condition of good behaviour.

Prosecuting, Mr Onias Nyathi said Sibanda exited Zimbabwe into Botswana through an illegal crossing point at Pandamatenga Border Post on March 7.

He said Sibanda used the same point to come back into the country on April 7 after committing the crimes.

The border post is about 100km from Victoria Falls in the Hwange National Park.

“On the 7th of March 2019, the accused exited Zimbabwe into Botswana through an ungazetted port of exit at Pandamatenga Border. Between 8PM and 11PM, the accused broke into a house belonging to Mr Andrew Vutsvene of Pandamatenga Camp Quarters and entered the dining room and stole an LG cellphone which was on the charger and left,” said the prosecutor.

On another date, Sibanda broke into Pandamatenga Clinic in Botswana and stole a wheelchair which was on the veranda.

The wheelchair was valued at US$1 000. Sibanda was arrested on April 7 when he illegally entered Zimbabwe from Botswana.

Investigations led to the recovery of the stolen cellphone and US$900 which was part of the money realised from selling the wheelchair. – state media

The figure compares favourably with 491 direct local exhibitors recorded the same time last year, showing growing positive business sentiment and a strong desire to increase trade.

Uganda President Yoweri Museveni will officially open the five-day premier trade showcase on Friday, seen as the biggest ever after exhibition space, for the first time in years, was sold out.

The event runs under the theme, “Propagating Industrial Growth through Trade and Investment”.

Briefing journalists in Bulawayo yesterday, ZITF Company board chairperson, Ms Ruth Ncube, said a majority of exhibitors arrived over the long Easter holiday period and were putting final touches to their stands.

“With a few hours to go before the 60th edition of the ZITF, it’s now all systems go at the exhibition centre. In line with the 2019 theme, the five-day trade showcase will feature a packed programme of events aimed at engaging through dialogue, emerging business trends, opportunities and challenges facing business, and most critically the interventions required to enhance economic performance,” she said.

“Participation figures for the exhibition are quite pleasing. Our targeted 2019 available space was taken up at 100 percent. Further to that we availed five percent additional space (2 648 square metres) to accommodate the overflow. 532 direct local exhibitors have booked compared with 491 at the same time last year.”

Ms Ncube said the space being made available for sale rose from a low of 47 612 square metres in 2016 to a high of 57 732 square metres this year.

She pointed out that of the 532 direct local exhibitors, 16 percent were first timers displaying a wide range of products and services. These are drawn from among others; printing and packaging, tourism, education services and advocacy, media and advertising, and agriculture equipment.

In terms of geographical mix, 55 percent of confirmed local exhibitors were from Harare, 25 percent from Bulawayo, 15 percent (other towns) and five percent from the international sector. Foreign nations participating at this year’s ZITF include Belarus, which will be participating at the trade showcase for the first time, the United States of America which is making a return after a three-year hiatus, Botswana, Ethiopia, Japan, Kenya, Malawi, Mozambique, Zambia, Namibia, Nigeria, South Africa and the United Arab Emirates among others.

Some of the major highlights of this year’s trade fair include the ZITF International Business Conference tomorrow, the Confederation of Zimbabwe Industries (CZI)/ZITF Buyer-Seller Platform Breakfast on Thursday as well as the Zimbabwe-Belarus Business Forum on the same day.

Ms Ncube said the ZITF International Business Conference is arguably the largest business meeting in the country with this year’s high-level symposium that will run under the theme, “Industrial Growth as an Anchor for Achieving Vision 2030,” expected to attract more than 800 delegates.

“In line with this, the programme will focus on addressing issues of investment, infrastructural gaps, competitiveness and value chain linkages as they relate to the realisation of vision 2030. The conference will feature distinguished speakers from Government, academia and the private sector.

“They include the Minister of Finance and Economic Development, Professor Mthuli Ncube, CZI president Mr Sifelani Jabangwe, ZimTrade chief executive officer Mr Allan Majuru as well as One-Stop Investment Services Centre chairman Dr Washington Mbizvo, among other prominent speakers,” she said.

Vice President Retired General Constantino Chiwenga will deliver the key note address at the event. Ms Ncube said continuing the industrialisation focus of the business exhibition, the CZI/ZITF Buyer-Seller Platform Breakfast will also present an opportunity for business-to-business engagement between industrialists and suppliers of production equipment and technologies.

It is hoped that the breakfast meeting will also address issues to do with access to trade and investment. Afrexim Bank regional chief operating officer Mr Humphrey Nwugo is expected to make a presentation on the available financing opportunities.

“Other speakers include Industry and Commerce Minister Mangaliso Ndlovu, Export Credit Guarantee Corporation head of operations Mr Andrew Mafukidze and the CZI Matabeleland chamber president Mr Joseph Gunda.

“A business delegation from Botswana will also be in attendance to discuss opportunities for the promotion of bilateral trade between Zimbabwe and Botswana. The event will be capped by business-to-business matchmaking meetings between local and international buyers and sellers of goods and services,” said Ms Ncube.

The 2019 ZITF will also seek to assist industry and commerce to harness the numerous opportunities being presented by the fourth industrial revolution through the Innovators Forum running from Thursday to Saturday.

“To round off the business days, the Ministry of Industry and Commerce in conjunction with the ZITF Company will host the Minister’s Reception and Celebration of ZITF @ 60 Cocktail on Thursday evening.

“In addition to the networking opportunities, the celebrations will honour organisations and personalities that have been part of ZITF over the 60 years,” Ms Ncube said.- state media

8 Family Members Kill Granpa Over Witchcraft

EIGHT Chivi family members allegedly whipped their elderly relative for more than 10 hours with mulberry tree switches leading to his death after accusing him of witchcraft, police have confirmed.

The family members allegedly beat the elderly man until they got tired and took a sleep-break before continuing the following morning.

Taurai Hwengwere (46), Bernard Mandava (63), Gift Mandava (48), Apton Musindo (42), Edwin Nyembezi Samu (36), Svodai Tarisai (42), Patience Sibanda (age not given) and Pamela Mandava (age not given) allegedly assaulted Fidelis Mandava (72) with mulberry tree switches all over the body until the next day, leading to his death four days later.
Police arrested six suspects while Patience and Pamela fled the scene and are still at large. Masvingo police spokesperson Chief Inspector Charity Mazula said the incident occurred Friday last week at around 7PM.

She said the body of the deceased was taken to Masvingo General Hospital for postmortem.

“I can confirm receiving a report of murder involving an elderly man in Chivi. Eight members of his family assaulted him following a dispute over witchcraft allegations. Police have since arrested six of the suspects.

They are expected to appear in court soon on murder charges. Two others, both female, are still at large,” said Chief Insp Mazula.

She said the elderly Mandava and the eight relatives had a family gathering at his home intending to solve a dispute over allegations of witchcraft.

Chief Insp Mazula said the late Mandava was accused of being in possession of goblins and bewitching some family members.

Mandava however, professed ignorance and this infuriated other family members who took mulberry tree switches to mete instant justice on the hapless elderly man.

“They demanded that he surrenders the goblins while taking turns to assault him with the switches all over the body,” Chief Insp Mazula.

The assailants, she said, assaulted their victim until midnight when they left the homestead due to fatigue, only to return the following morning and continued to assault him.

Chief Insp Mazula said the relatives asked if the elderly man was still not willing to surrender the goblins but he maintained that he had none of the said creatures, attracting further beatings.

She said Mandava was only rescued by the arrival of his sister, Ms Pauline Nzombe (63), who stopped the gang but the assailants fled the scene leaving their victim for dead.

Ms Nzombe teamed with other villagers and rushed Mandava to Ngundu Clinic where he was treated and discharged.

However, on Sunday morning, while at home, Mandava’s condition deteriorated and he was rushed to Masvingo General Hospital where he was treated and discharged again.

Last Monday at around 9AM, Bernard Mandava went to check on the deceased at his home but found him dead.

A report was made and officers from Ngundu Police Station attended the scene and took the body to Masvingo General Hospital mortuary for postmortem.

Police said a manhunt for the two suspects has since been launched.- state media

“I want Emmerson Mnangagwa to prove that he is leading the best government, he should show us why he is the best; he should show us how many jobs he has created; he should show us by building hospitals and clinics; and he should show us by helping improve the living conditions of Zimbabweans.

My view at the moment is that this government is not different from the old one of Robert Mugabe. I believe that nothing is going to change in terms of economy, as long as Zanu PF is leading our country,” said Busha.

Mahiya Accuses “Unscrupulous” Businesspeople Of Hiking Prices To Incite Public To Revolt Against Gvt

Farai Dziva|War veterans have blasted some unscrupulous businesspeople who are sabotaging economic revival efforts in a bid to soil Emmerson Mnangagwa’ s image.

Douglas Mahiya has described the hiking of prices as pure sabotage.

“The unjustified bread price increase is clearly a political weapon by the baking cartel. This is clearly a calculated move meant to anger the public and make them to revolt against the constitutionally elected Government.”

“The move is also meant to sabotage President Mnangagwa’s Vision 2030 and as war veterans we will stand to defend the economic programmes by our President.”

“We strongly condemn this profiteering habit by bakers and we urge them to desist from the habit of making unjustified profits at the expense of the poor.”

Mahiya said ZNLWVA will stand with the people and make sure the unjustified profiteering will not succeed.

“We will make sure this cartel bites the dust,” he said. “This is to ensure that the Zimbabwe revolution we fought heroically as young people thrives and succeeds. The Vision 2030 and goal of a middle income economy will be pursued with unremitting vigour.”

“We call upon the Ministers of Industry, Finance and Justice to take drastic and decisive measures to deal with these cartels. All initiatives must be put in place to ensure that all basics are affordable to everyone,” he said.

Nigeria Bound Bev Assaulted By Fans Yet Again

Raunchy dancer Beverly ‘Bev’ Sibanda was on Friday bashed after slapping a fan (a soldier) who had fondled her buttocks. The dancer, who is on a nationwide tour, was on stage at PaGomo Bar in Kariba.

Bev reportedly warned the soldier who then responded with vulgar words, a scenario which didn’t go well with the dancer who slapped him.

While the state owned HMetro reported the attacker as just a fan, ZimEye has it on good authority that he is a local military boss.

ZimEye first broke the news on Saturday morning.

In ire, the fan teamed up with his colleagues and caused mayhem forcing the bar to close earlier.

“The place was packed but vaingobata bata madancers pastage, vaingobata pese pese and mumwe wacho akandituka.

“Ndikamudzorerawo before they teamed vakandira doro (opaque beer) and the show was only left with ten minutes.

“They didn’t beat me up but vakati haubude muno,” said Bev while downplaying the issue of being beaten.

Her manager Harpers Mapimhidze confirmed the mayhem and urged promoters to protect female artistes.

“Promoters should have adequate security because Bev is a lady and she feels unprotected.

“I urge promoters to protect dancers and they should be given that much needed security.

“It happened and we condemn violence, the bar was closed because the violence was too much.

“We need tight security so that musikana atambe zviri safe just like what they do to Jah Prayzah and Alick Macheso among other artistes,” said Harpers.

A close source who was at the venue said: “Bev akatukwa nefan and she slapped him, before the fan’s colleagues joined in attacking her; they beat her up.

“Bottles were thrown everywhere and had it not been contained paigona kufiwa.”

It has been long since Bev visited Kariba and the promoter of the venue Top Dollar couldn’t be drawn into commenting on the chaos.

This is not the first time Bev had such an encounter and recently she was bashed by a bouncer together with her manager.

Meanwhile, Bev is set for Nigeria on Wednesday after holding a successful tour of the country. H Metro

Violence At Rufaro As Dembare Lose

Once again, violence reared its ugly head when Dynamos supporters turned against their last season saviour Lloyd “Mablanyo” Chigowe demanding his resignation after a poor show at Rufaro.

DeMbare lost 1-0 to a determined Herentials outfit.

Armed police details had to intervene to quill the ensuing situation as fuming supporters bayed for Mablanyo’s blood.

An 86th minute goal by Juan Mutudza sealed the three precious points for Herentials. DeMbare had turned on the heat in the second half, but failed to utelize all the chances they created into goals, leaving Herentials to punish them with four  minutes to full time.

Speaking to journalists after the match, Dynamos assistant coach, Murape Murape concurred that the team had played well in the second half, but mother luck was just not on their side.

“We played well, but we could not utilize the chances that came our way. As for those demanding for our resignation, kana wapinda basa chasara kubuda,” said a visibly disgusted Murape.

He added, “Most of the players we have lack the Dynamos character. I still have confidence that we will improve.”

Chimanimani Dist Admin Threatens To Arrest Opposition Leader For Unsanctioned Aid Distribution

www.263Chat.com
FreeZim party leader, Joseph Busha hands over a bag of mealie meal to one of the Cyclone Idai victims in Tiya, Chimanimani (Lovejoy Mutongwiza/263Chat)

Chimanimani District Administrator, Lloyd Kasima on Friday threatened to arrest Free Zim Congress leader and businessman, Joseph Busha over what he termed “unsanctioned distribution of food aid” to Cyclone Idai survivors, 263Chat has learnt.

Busha, one of the 23 presidential candidates in the July 2018 elections, had visited the cyclone ravaged community of Chimanimani to donate 400 bags of 5kgs mealie meal.

The South African based businessman initially donated more than 50 bags of mealie meal to the Tiya village before proceeding to Ngangu Township.

Upon arrival at Ngangu Township, Busha according to a source proceeded to meet the DA and Chimanimani East Member of Parliament, Joshua Sacco and other district members.

Kusema questioned Busha over his donation which he said had been done without the involvement of government.

“When Busha arrived, he was asked why he had handed over the mealie meal without making consultations with the DA’s office. Busha then said he had done so as a humanitarian and had considered that not all areas could be accessed as there bad roads.

“The DA then said if Busha had been caught in the act (of distributing the food items) he would be arrested as he was breaking protocol. He said Busha would be in a lot of trouble if he had been caught.

“It is then that Busha told the DA that food should not be banned from reaching to the people on need,” the source said.
The DA is alleged to have told Busha that next time he should come through the provincial offices which will direct him to the DA’s office.

Contacted for comment, Busha said his donation was not a political distribution but a humanitarian one.

He condemned the confrontational approach saying it intimidates people who wants to help in the future.

“This is a Zanu-PF way of doing things and it scares away those who want to help. This is also an infringement of the right of movement for people as those in need should be allowed to get food assistance from whoever wants to help them.

“Why should we go through protocol when we want to help, this opens up chances of politicization of relief aid, ” Busha said.

“The biggest challenge about relief aid is there is a lot manipulation. There are people who people who benefit and are not supposed to benefit and officials don’t really care.

“Myself as an individual and as a representative of people, certainly I was very touched hence we were not doing on a political or bipartisan basis that’s why we took the donations to the people and the district’s offices to make sure that we put into their hands and they donate to those in great need,” said Busha.

Among those that received the aid in Tiya village were people clad in Zanu-PF regalia.

Sacco told 263Chat that the new dispensation led by President Emmerson Mnangagwa is tolerant enough and will continue to accept goods from anyone regardless of political affiliation.

“Under the new dispensation, the political space has been opened up and Zimbabwe is a free country. It actually shows that this would never happen under the old era, this is the new dispensation for you,” he said.

Tiya village headman, SaTiya paid homage to Busha over the donations saying despite being one of the affected people, they have only received aid once.

“We are hungry and suffering, we are told that people are donating but that food is not getting to us, we have only received aid once and this is the second time. Our people really need this food and we appeal for more,” he said.

There has been a lot of concern over the distribution of food items and relief aid as allegations of manipulation have surfaced.

Mnangagwa Taking Zimbabwe No Where Very Slowly

Out of sorts Mnangagwa and his deputies

Eddie Cross| DROVE up the window of the tollgate and the man on duty asked me: “Eddie, where are we going?” He was not asking what my destination was, but where did I think the country was going.

Last night my daughter attended a parents’ meeting at the school her son attends and came home saying what a mess everything was in — they could not agree on changes to the school fees.

Certainly I can seldom recall a period when people were so angry about the state of things here. The thing that is upsetting people most is the continued instability in money markets — this past week the informal sector rate has crept up and now shadows 5:1. What officials and Cabinet ministers do not seem to appreciate is the massive impact of the seemingly small movements in the exchange rate. 3:1 as compared to 4,5:1 represents a 50% increase in prices.

I have worked in the business sector for 60 years, but never appreciated to this extent the issue of what economists call “price discovery”. People simply do not know what to charge for goods and services.

I walked into a fastfood place yesterday and the price on the board was ZWL$2,50 for the item I wanted. When I paid for it I was charged $9 — implied exchange rate of 3,6:1. The price on the board was expressed in US dollars. At 5:1 the same item would be $12,50 — 38% higher.

For the second time in a decade, our savings have been wiped out, values turned upside down and markets thrown into chaos with a dramatic decline in net disposable income.

If you are on a fixed salary or pension (like me) then you are now earning a quarter of what you earned in real terms just a year ago. But prices do not stay constant — fuel and transport charges are up three times, in the retail stores prices are all over the place, but on average perhaps four to five times what they were a year ago.

Many people must now be on the edge of destitution.

In Sudan, the government was overthrown by a military coup after bread prices rose in January. Here people just knuckle down and try to survive — but the anger at these conditions simmers just below the surface and trouble could break out at any time. That is why I have been arguing for the government to take this issue seriously and convene the Tripartite Negotiating Forum (TNF) attended by the unions, employers and the State as soon as possible.

I spoke to the President (Emmerson Mnangagwa) himself last week about this and he said he had asked the Labour minister (Sekai Nzenza) to convene the TNF — but still no action.

We play with fire by not attending to this.

But there is more to this than just understanding that we must try to restore people’s buying power, we need to understand that the government has completely changed the basis of our economy in the past few months.

First priority was to balance the budget — this is done and in the last quarter of 2018 revenues rose 43% and a substantial budget surplus was recorded. We have now been able to retire some domestic debt, raise civil servants’ salaries by 18 to 30% and pay December bonuses without borrowing — quite an achievement which has now been recognised by the International Monetary Fund, who have accepted us back onto a Staff-Monitored Programme — astonishing short at nine months meaning that they think we are on track.

But up to June 2018 we had been living beyond our means for the previous four years — the result an overvalued local currency and a mountain of local debt. In addition — while we grew our economy on the back of growing domestic consumption (something the Chinese are now trying to do) we taxed our formal sector at over 30% of gross domestic product (GDP) and in addition took billions of dollars from our exporters in a scam which diverted this wealth to subsidies on fuel, food and other essentials as well as a life of luxury for the connected and the corrupt.

Because we have a form of democracy there are always more consumers than producers in any society and this translated into neglect of the productive sector and massive subsidies for the consumptive sectors of our economy. We grew our GDP — but slowly and on a basis that simply could not be sustained. Many of our industries grew fat and lazy on subsidies and protection.

The new government has dismantled all of that and in a matter of months, the whole basis of the economy has changed — our exporters are now receiving full value for their earnings, our consumers are slowly waking up to a new reality of just what things cost and it’s not pretty. Many firms and banks have discovered the completely false basis on which they have been operating and are technically bankrupt. We are struggling to try and deal with this new reality.

Ours is a regime that has struggled with its own contradictions and conflicts since it came to power after the overthrow of former President Robert Mugabe in 2017.

In this context, the reformers in the government, including the President and the Finance minister (Mthuli Ncube) have struggled to secure agreement to the changes needed to secure the future and have faced opposition on many issues. However, they are slowly gaining the ascendency and we must not, under any circumstances, allow the programme of reform and change to be derailed.

We must recognise that we are in the process of shifting the whole basis of growth in our economy from consumption and import substitution to export-led growth by the productive sector. Global revenues to the export industries have been increased from $3,5 billion to $15,5 billion, an increase of 4,4 times. They are just waking up to this new reality and are awash with local currency. One small exporter in the south west of the country asked me: “What do you think I should be doing with my surplus RTGS dollars?”. A year ago he was struggling with liquidation. I advised him not to buy foreign currency as I am sure that once we can get the crooks out of the game the rate is going to strengthen. He should invest in expanding his exports.
Our largest source of foreign currency is our amazing diaspora — they pour at least US$3 billion a year into our economy — a year ago that was worth RTGS $4,2 billion — today it’s worth RTGS$12 billion. That is a growth of inflows greater than the national budget. It will take time for this new buying power to feed through to growth, but it is coming and that is why I think the IMF forecast of a 5% decline in our economy this year is nonsense. But because this growth has to come from production and not simply consumer spending — it will take time due to a lag between the resumption of real earnings by exporters and their capacity to increase output.
Is this the right thing to do? You bet it is! You cannot increase the wealth of a nation by just taking in each other’s washing. You must produce things. The Tiger economies of the Far East have transformed the lives of their people and dragged billions of people out of poverty by exporting to the world. International trade has expanded at 15% per annum since the Second World War and this has been the engine of growth for the whole world. We have not participated in this rush for growth and it is now our turn to do so. Just look at the astonishing transformation of the economies of Rwanda and Ethiopia, now among the fastest growing economies in the world.
For the first time in our history we have a government that is committed to backing the Zimbabwean population — we are a hardworking and enterprising people who have spent our lives trying to survive bad governance. Now we need to get down to business, stop whingeing and make our own way into the future. I cannot think of another country that offers so much opportunity to a person who wants to “give it a go!”

Blasphemous Mnangagwa Says Zimbabwe’s Economy Will Resurrect From The Dead Like Jesus Christ

Emmerson Mnangagwa

PRESIDENT Emmerson Mnangagwa is hopeful that the comatose economy taking a beating from rising inflation, shortage of critical foreign currency, collapsing public services and disgruntled labour will resurrect in the same manner Jesus Christ rose from the dead.

Mnangagwa in his Easter holiday message posted on his official Twitter account said the current hardships Zimbabwe is facing were coming from forces of darkness.

“In Zimbabwe, we are currently undergoing our own struggle of light over darkness. As we walk the road of transformation and reform, we are guided by our Lord Jesus Christ’s teachings of forgiveness, peace, love and take comfort from his victory,” Mnangagwa said.

The general populace is struggling to eke a living following a sharp increase in prices of basic commodities, including bread, mealie-meal and fuel against a diminishing disposable income.

Government has warned business that action will soon be taken against them for wanton price increases described by the President as “cruel and inhumane”.

Mnangawa said all this was just a passing phase, which will be overcome as his government implements the Transitional Stabilisation Programme.

“For a while the challenges we face are significant, we are resolute in our faith that with hard work, sacrifice and unity we too will triumph. May the

Almighty protect and bless our land,” Mnangagwa said.

Opposition MDC leader, Nelson Chamisa, who took to his rural home in Masvingo for the Easter holidays, said it was time to reflect and forgive.

“Easter is about forgiveness, sacrifice, hope and triumph on the cross. Jesus Christ died for us to enjoy the fruits of salvation; his death, burial and resurrection mean that we have a hope of heaven and life eternal. Zimbabwe shall be saved,”

Opposition parties have called on Mnangagwa to allow for open and genuine political dialogue and discuss his legitimacy, while implementing genuine legislative reforms as the only way to end economic collapse in the country.

Chamisa has snubbed dialogue between Mnangagwa and all presidential candidates in last year’s elections, arguing he would only be part of a dialogue process mediated by a neutral mediator and on neutral ground.

The youthful opposition leader said unless the underlying problems, which he said includes disputed elections, reform of the security sector and respect for human rights are dealt with, the economic woes would continue.

“They are bringing artificial answers to the deep-seated problems, they are not attacking the problem, the issue is about consistence of policy, confidence in the market, predictability, dealing with political and economic noise,” he said.

Chamisa Says He Will Not Dump Mwonzora And Mudzuri But Will Deploy Them In The Party

Chamisa with Mwonzora

OPPOSITION MDC leader Nelson Chamisa, who is all, but one province away from winning the party presidency uncontested, says he will not purge his challengers after congress, but will deploy them to influential positions, to strengthen the party.

Chamisa, speaking after grabbing his 12th nomination out of the 12 provincial congress held so far, said congress was not a game of winners and losers, but there was a need to consolidate the party and swim together with losers in building the movement.

“Our emphasis is unity, our emphasis is inclusive politics, but also dynamic renewal and regeneration of the organisation, democracy is not about winners and losers, it is a win-win platform so nobody will be left behind,” he said.

Chamisa’s statements are likely to give reprieve to Mwonzora and Mudzuri, who have won a single nomination each for the secretary-general and vice-president respectively, after they initially challenged for the party presidency, but got no nomination. Both Mudzuri and Mwonzora still have a chance to contest and win in their respective posts, courtesy of those single nominations although the door to challenge Chamisa has all but been effectively closed.

In what appeared to be an acceptance speech with just the MDC’s South Africa provincial congress still outstanding, Chamisa said the on-going congress process was magical.

“MDC is the home of democracy, the home of excellency and the home of alternative politics that is what is confirmed by our processes so far, but more fundamentally, this is a humbling honour to our efforts in leadership to try and ensure that the legacy and vision for a fully democratic Zimbabwe is realised,” he said.

The party will on Friday hold a crucial national executive meeting before convening an equally important national council meeting which will take stock of the nomination process.

Insiders said the MDC national council would also discuss, among other things, demands by female MDC members to be allotted a seat in the party’s presidium and the need for regional balance.

Chamisa confirmed the party’s forthcoming national council meeting, saying it would provide a platform for all nominated leaders to either accept or decline their nominations.

“We are not blind to the issue of marginalised regions or groups. Our hearts and minds are not impervious to that as we seek to continue being the only truly national party. However, elections are supposed to be purely on merit, we want the best cadres put forward,” he said.

Chamisa’s headache stems from the battle between his trusted lieutenants Welshmen Ncube, Tendai Biti and Morgen Komichi, who are toughing it out for the vice-presidency after they all sailed through in the nomination process.

The three, if they accept the nominations, will battle for their political lives to fill two vice-presidential posts with insiders pushing to appease gender activists who want the third slot to be allotted to a woman, in particular Lilian Timveous.

“Ncube is needed as a vice-president because of the Matabeleland vote, he holds sway in that region and MDC will be in a better position with him as a vice-president not by appointment, but he has only received two nominations so far, making it difficult for him to smell victory,” a party source said.

Komichi is most likely to clinch the vice-president’s position ahead of Biti who is believed to be considering the position of treasurer-general to pave way for Ncube.

Party chairperson Tabitha Khumalo also looks set to retain her position, while youth leader Happymore Chidziva has garnered more nominations for the post of deputy chairperson.

Chalton Hwende, who garnered nine out of 11 nominations for the secretary-general’s post is mostly likely to unseat Mwonzora whose sole nomination came from Matabeleland South province. However, another dark horse Daniel Molokela has emerged to challenge for the secretary-general’s post with two nominations so far.

Jacob Mafume is going to be facing little competition after clinching eight nominations for the spokesperson’s position, while former presidential spokesperson Luke Tambarinyoka is almost set to become his deputy.

Chief Ndiweni Challenges White Farmers Eviction

By Own Correspondent| Fearless Matabeleland traditional leader, Chief Nhlanhla Felix Ndiweni, has come to the defence of white commercial farmers and photographic safari operators, the Parsons/ Davies family.

The farmers have been evicted from Chief’s Lodge on Ntabazinduna Mountain in Matabeleland, which is considered sacred by the local people. In a letter to Pindula News, Glyn Hunter wrote:

In a very interesting new development in Zimbabwe, Chief Nhlanhla Felix Ndiweni, Paramount Chief of the Ndiweni people, and the College of Amakhosi (chiefs) have thrown their very considerable weight behind white commercial farmers and photographic safari operators, the Parsons/Davies family, who have been evicted from Chief’s Lodge on Ntabazinduna Mountain in Matabeleland, a mountain that is sacred to the Ndebele people.

In a hard-hitting statement castigating President Mnangagwa’s regime and the former worker who has evicted them from their 21-hectare property, Chief Ndiweni has called the eviction unjust and an infringement of the rule of law.

He notes that the Parsons/Davies family is a part of the Ntabazinduna family and that an attack on this family is an attack upon the whole Ntabazinduna family.

He warns the Mnangagwa administration that the College of the Amakhosi (chiefs) is calling for the US government and the European Union to immediately increase and tighten all of the sanctions and targeted travel restrictions they have applied selectively against specific members of this administration.

He stresses that this eviction has impoverished the local Ndebele people for the sake of a corrupt few individuals and that the workers the Parsons/Davies family employed are all now destitute.

The employees and their families – more than 2,000 people in total – were all housed on the farm and game sanctuary before the properties were taken over and divided up into small, unproductive plots.

The Parsons/Davies family built a school for the employees’ children, which is still supported by the Davies family.

Chief Nhlanhla Felix Ndiweni succeeded his late father as Paramount Chief of Zimbabwe’s Ndiweni people in 2014.  He was sent to London in 1981 to study for a degree in engineering technology and mechanical engineering and lived in the UK for more than 20 years.

He also has degrees in management studies, specialising in local governance, and law.

He is committed to bringing independence and an end to poverty to his people through individual property rights.

Mnangagwa Pleads With Zimbabweans In The Diaspora, “Come Back Home”

By Own Correspondent| President Emmerson Mnangagwa has called on Zimbabweans in the diaspora to return home and help in reviving the country’s economy.

Speaking during the Independence Day commemorations at the National Sports Stadium on April 18, Mnangagwa also reiterated his call for the unconditional removal of targeted measures imposed by Western countries.

Said Mnangagwa:

I am aware that a notable part of our citizens is currently spread across the Diaspora.

The raft of reforms we have started should enable some of them to return home and assist in building our nation.

On foreign relations, the engagement and re-engagement policy with all countries in the international community, based on mutual respect, is progressing well.

Various strategic engagements have resulted in the signing of numerous bilateral cooperation agreements and concrete investments.

We, however, call for the unconditional removal of the illegal and unjustified economic sanctions imposed on us so that our nation can realise its full developmental potential, free from any hindrances.

Meanwhile, former Finance Minister, Tendai Biti said that things will only get worse.

In an interview with a local publication last Wednesday, Biti said:

“I predict that by the end of June this year, it (the black market forex rate) will be 1:10 … in other words, people are becoming poorer and poorer.

Bad economic mismanagement is the theft of people’s savings and this has been created by Mthuli.”

Tafadzwa Rusike Hopes To Make Sensational Return To Warriors Squad

Farai Dziva | Zimbabwe international star, Tafadzwa Rusike, is hoping for a Warriors call-up following a scintillating form which has helped his club Zanaco to move to the top of the log.

The 29-year-old crossed the border last year and has been enjoying his time in Zambia. He was named the club’s new captain early this week.

In an interview with StandardSport from his base, Rusike said he has remained steadfast for the Warriors call-up.

“I still believe I can do more than that and I hope that will earn me a call-up. I am very hungry for that yellow jersey and I believe if given a chance, I will make an outstanding contribution to the nation,” he said.

“To tell you the truth, I am praying and patiently waiting for that opportunity, but I have to admit that those who have been called up to the team are good and can do duty for the team especially ahead of Afcon in June.”

“Playing for the Warriors again will be a dream comes true, it is something that looked up to even when I was still a young boy,” he said.

Rusike last played for the Warriors in June 2013. He was a member of the CAPS United squad that reached the 2017 CAF Champions League group stages for the first time in history.

Mugabe Treated Freedom Fighters Like Dogs- Rugare Gumbo

Former ZANU PF spokesperson, Rugare Gumbo said former President Robert Mugabe treated him and other freedom fighters like dogs.

Gumbo was fired from ZANU PF in 2014 together with the then Vice President Joyce Mujuru and secretary for administration, Didymus Mutasa among others.

In an interview with the Daily News , Gumbo revealed that at one point, he and his colleagues were thrown into dungeons in Mozambique after they quarrelled with Mugabe over the direction the war of independence was heading.

But we all survived the ordeal.
Gumbo was incarcerated alongside the likes of the late Henry Hamadziripi, former police commissioner general Augustine Chihuri, former ZBC chief executive Happison Muchechetere and Mukudzei Mudzi,” said Gumbo- Daily News

How To Survive In Zimbabwe’s Harsh Economic Environment

Life has become increasingly hard for most Zimbabweans as the price of basic commodities continue to soar.

However our main mission as humans is to survive. Here are some helpful tips on how you can survive in this harsh economic climate.

1) Talk to your family and let them know what the country is going through and that they should expect some changes in their lifestyles. Ask them to look at some of the things they can do without. They need to be properly motivated and to understand that it’s a time for sacrifice. They will be happy to be part of the process if you get them involved.

2) Buy basic commodities in bulk.Buy most of your monthly essentials in bulk quantities. Prices of basic good are changing within a short space of time. Buying in bulk allows you to beat these price increases.

3) Be creative around traditional and farm produce foods. Unprocessed food is cheaper than processed food. There are a lot of creative recipes for unprocessed foods that can substitute some processed foods like bread. Trying these is not only fun and cheap but also highly nutritional.
4) Avoid engaging loan sharks (Chimbadzo).Loan sharks enslave people. If you borrow money from a loan shark with a monthly interest rate of say 60%, when others are buying beer at $4 yours will be costing $6.40.

5) Carry a lunch box to work. Our fathers used to carry lunch boxes with food prepared at home to work. Not only did this cut costs but brought about a sense of purpose.

6) Increase your revenue streams. Find an extra income generating project. But make sure it is completely legal and does not compromise on your job.

7) Use public transport unless it inconveniences your time table.8)Pay school fees during holidays. 9)Dont buy cash unnecessarily .Use Swipe, Ecocash as first options.

(10)Be happy. Your mind is your greatest asset. Don’t lose it because of the economy. Source – Masvingo Business Forum

No More Water In Harare, RBZ Blamed | MEMO – FULL TEXT

Harare water problems

Lack of foreign currency is affecting the ability of the city of Harare to provide water to its residents

The issue was complicated by the new monetary policy which stipulated that access to forex can be at the inter bank market which currently is selling at 3.1 rtgs dollars per The green dollars, this has made it very expensive for local authorities to procure chemicals since it would mean the producers have tripled their prices

In a side discussion with the RBZ Gov on 18/4/19 the Hre Mayor highlighted the urgency and need for the RBZ to avail forex to the city to which the Gov said “the Town clerk must call on Monday “

Reports from the RBZ is indicative of the fact that they do not have forex and they are drying up .

The last option for council is to buy forex at the black market which is illegal and very expensive at the rate of 4,5 per dollar, meaning Harare needs $12 mill dollars to buy chemicals per month and to increase its rates by a huge 500% percent to residents, this is the tragedy of our situation.

Malaysia Keen To Import Beef From Zim

Malaysia Ambassador to Zimbabwe, Amarjit Sarjit Singh has expressed his country’s interest to import beef from the Cold Storage Company (CSC) once the firm meets international quality standards that the Asian country upholds.

CSC recently secured an investor, Boustead Beef, which is being financed by various equity investors from the United Kingdom, United States, Switzerland, Hong Kong and Australia.

Singh told Business Chronicle that meeting certification standards was one of the major requirements needed for CSC to resume exportation of beef to the Asian country.
CSC is a low hanging fruit in the eyes of the Government and Zimbabwe should immediately strike while there is still a lot of interest from the Halal market.

“These guys in Malaysia move fast and now it’s up to Zimbabwe to decide whether they want to keep them or not,” he said in an interview after a business cocktail hosted at a hotel in Bulawayo by the Malaysia-Zimbabwe Business Network on Tuesday evening.

The Ambassador revealed that if the Cold Storage Commission is ready, the Malaysian Development Corporation could offer consultancy services with regards certification issues. The organisation’s services were previously offered by the International Starndards Oganisation (ISO).

The CSC used to bring in revenue of about $45 million per year from exporting beef.State media

War Veterans Attack “Economic Saboteurs”

“In the current context we have proffered that as a solution, we need a one-on-one meeting underpinned by the five-point plan.

As a party, the president has been given the full mandate to engage in any process that will bring about an end to the suffering of the people of Zimbabwe and he is providing a framework to that,” said Mafume.

“We have put our position paper and it cannot be abandoned in the air. Anyone who is serious about dialogue also has to put forward his or her proposition and we will take it from there.”

Mliswa Calls For Military Intervention In Price Controls, Is This Sustainable?

By Own Correspondent| Independent legislator for Norton Temba Mliswa has implored government to engage the services of the military in price controls arguing that the wanton price increases by business people poses a security threat.

Mliswa said Zimbabwe needs the intervention of the Joint Operations Command (JOC).

The JOC comprises the commanders of the army, air force, police, prison and intelligence services and as in the past been chaired by State Security minister. The secretive JOC has played a major role in Zimbabwe’s politics from behind the scenes.

Writing on Monday, Mliswa said JOC must be allowed to control prices.

He said:

“I’ve said it before and I’ll say it again, it’s not about price controls but market forces. However above all the scourge of CORRUPTION but be dealt. Unscrupulous businesspeople must stop using any opportunity to fleece the already struggling masses.

“Why should talk be left to us, where are the responsible authorities? They must move in with a mechanism to address these issues even beginning with a stakeholder’s meeting which is key to understand everyone’s concerns. Mnangagwa is a listening President.

“Where are the Ministers in playing their role? Why isn’t Joint Operations Command (JOC) being given space to do its job or it’ll be redundant in government? Unjustified prices are a security threat. If JOC implement Cabinet decisions and those decisions are reversed then it becomes useless the market a free for all.”

How Many Jobs Have You Created? Opposition Leader Challenges Mnangagwa

Farai Dziva|Opposition leader, Joseph Busha has challenged Emmerson Mnangagwa to tell the what he has achieved since he assumed power.

Busha is the leader of Freezim Congress. He was speaking to NewsDay in Mutare on Friday after donating groceries to Clyclone Idai victims in Chimanimani.

Military Wing (JOC) Which Killed Civilians On 1 Aug Should Descend On Businesses And Address Overpricing Of Goods, Mliswa Indicates

Zimbabwe-Military_army

The Norton MP Temba Mliswa has said the Joint Operations Command must move in to address the problem of overpricing.

The econony crashed last August when the same Joint Operations Command carried out the killings of civilians for the ourpose of changing election results as earlier declared by Emmerson Mnangagwa on the state broadcaster ZBC (1pm 15 Dec 2017 LIVE footage).

Mliswa: Military Must Be Allowed To Control Prices Of Goods

The Norton Temba Mliswa has said the overpricing is a security threat that requires the military Joint Operations Command’s intervention.

Writing on Monday, Mliswa said JOC must be allowed to control prices.

He said, “I’ve said it before and I’ll say it again, it’s not about price controls but market forces.

“Where Is JOC On Unjustified Price Hikes”: Temba Mliswa

By Own Correspondent| Norton Member of Parliament, Temba Mliswa has come out guns blazing against unscrupulous business people accusing them of fleecing the struggling masses through unjustified price hikes.

Mliswa added that unjustified price hikes are a security threat and the Joint Operations Command (JOC) should be given a role to deal with the arbitrary and unjustified price hikes.

JOC brings together state security arms, that is, the military, police and intelligence.

Said Mliswa:

“I’ve said it before and I’ll say it again, it’s not about price controls but market forces. However above all the scourge of CORRUPTION but be dealt.

Unscrupulous businesspeople must stop using any opportunity to fleece the already struggling masses.

Why should talk be left to us, where are the responsible authorities? They must move in with a mechanism to address these issues even beginning with a stakeholder’s meeting which is key to understand everyone’s concerns. Mnangagwa is a listening President.

Strive Masiyiwa Insists Mnangagwa Must Price Goods In Rands, Clarifies It’s Not Same As Joining Rand Union

Econet boss, Strive Masiyiwa has insisted pricing the goods in Rands can be achieved overnight and it is not the same as joining the Rand Monetary Union. He posting on his FB portal, said, “A loaf of bread in South Africa costs R9,50. It costs R30 in Zimbabwe. 3x!!! Eighty per cent of imported goods in Zimbabwe comes from South Africa.

It’s not uncommon to find those same goods costing anything above three times the cost.

The people who pay for a lot of goods are Zimbabweans living in South Africa, through their remittances.

The cost structure — labour and goods — in Zimbabwe is distorted by the arbitrage of the United States dollar as a currency of settlement for rand imports.

… This is not the same thing as joining a rand monetary area, or customs union, which is a much more complex process. This one can be done overnight, and even voluntarily.

Comedian Who’s Chamisa’s Age Wins Presidential Elections In Ukraine

presidential win… Ukraine in historical achievement

A comedian who is same age as MDC leader Nelson Chamisa has won the Ukrainian presidential election run-off, a result which was not expected by many political pundits in the eastern European country.

With nearly all ballots counted in the run-off vote, Volodymyr Zelensky (41) has garnered 73 per cent with the incumbent Petro Poroshenko trailing far behind on 24 per cent.

Ukraine was part of the now defunct Soviet Union dominated by Russia, the regional regional power.

A few years ago Russia annexed the Crimea, a part of Ukraine and has also deployed troops to support rebels in Eastern Ukraine after a quarrel between the two states.

Zelensky is considered a political novice, who is best known for starring in a satirical television series Servant of the People, in which his character accidentally becomes Ukrainian president.

Speaking to journalists soon after his victory became apparent, Zelensky vowed to restore peace in eastern Ukraine.

“I think that we will have personnel changes,” he said.

He added, “in any case, we will continue in the direction of the Minsk [peace] talks and head towards concluding a ceasefire.” – BBC

ZDF Military Coup Spokesman Threatens Local Businesses With Sanctions Over Pricing

It could have been done better, but the Zimbabwe Defence Forces’ coup spokesman Sibusiso B Moyo has threatened local businesses with sanctions.

SB Moyo who ironically is vocal against sanctions slapped on his military elite, fired these threats during an interview with a local paper.

“Definitely, as government we are going to enforce discipline,” said SB Moyo.

FULL TEXT –

Zimbabwe celebrated its 39th independence last Thursday amid a deteriorating economic situation in the country that has seen prices of goods skyrocketing as people’s disposable incomes continue to shrink due to the collapse of the real time gross settlement systems (RTGS) dollar to the benchmark currency, United States dollar.

Zimbabwe had pinned its hopes for economic revival on its re-engagement with the international community, but the odds seem stacked against the country.

SB Moyo (SBM) made these comments to NewsDay (ND) senior reporter Obey Manayiti

Below are excerpts of the interview.

ND: We are celebrating 39 years of independence amid a lot of challenges that the country is facing. In brief what, can you say, is worth celebrating today?

SBM: First of all, we must unite as a people and have one identity as a people and it is high time that we draw a line between what we consider as political or tactical differences to the national interest, which is the national purpose of the identified people of Zimbabwe. This is because after 39 years we cannot continue to be seen to fail to have decent politics. We are the same people, therefore, the national interest is that this country must be peaceful. This country must be economically viable, it’s what all of us desire. Let’s differ on how to achieve that and we must unite as a people in that regard. My message to the people of Zimbabwe is that let us go above individual politics.

ND: What can you say have been our highs and lows in the past years?

SBM: What I can tell you is that since our independence in 1980, we went up as a nation and the economy developed, but one of the major causes of the armed struggle which was a bitter armed struggle was unfortunately the issue of land and that piece of our history had not been achieved. So it had to be achieved somehow. The kind of agreements which had been put together at Lancaster House and the kind of guarantees and promises which had been agreed upon unfortunately didn’t work, based on the willing seller and willing buyer concept and, unfortunately, we had to go through what we call land revolution. This had to complete some of the areas or the major causes of the armed struggle. Unfortunately, thereafter, we had our low end and that low end basically became the issues to do with sanctions.

Unfortunately, we didn’t have the same look and the same understanding when the land was taken. Stome people thought it was wrong to get the land, while some people said the land must be taken, but we had to get it in a different way. The differences were supposed to be domestic differences, but whatever happened
some people then thought they should go and seek for sanctions, but we were supposed to look at the national interest first as a people who identify themselves as Zimbabweans then we sort out these differences. Foreign policy, which I lead is an extension of domestic policy, so unless internally here we have a comprehensive arrangement of our understanding, living and cooperation and unified kind of behaviour, then it will always be difficult.

ND: The generality of the people are complaining about the rising cost of living, all the accusations are coming out against the government for failure to provide an environment for decent lives…

SBM: But people forget that we are a country which is still under sanctions, we are a country which is facing difficulties in terms of having its own transactions. There is no freedom, we are still isolated and that is why the President (Emmerson Mnangagwa) said let us pursue this issue of re-engagement and engagement and ensure that we have the freedom and be a State which joins the rest of the nations in the world and enjoys the freedom of co-operation. I can assure you that since the coming in of the Second Republic there have been serious issues which we are undertaking. Such issues include political reforms and I tell you that we have never had excellent elections like the elections that we had last year. Yes, they were tainted by the August 1 events, but I can assure you that everybody was allowed to campaign and anybody who wished to observe our elections was allowed to do so. Those are major reforms and many more which have been ushered by the Second Republic.

ND: Let’s talk about the current economic challenges that the country is experiencing that have pushed price increases.

SBM: I was just saying we have undertaken political reforms and also economic reforms and that is why the theme of the last budget is austerity for prosperity. We have to pass through this. This economy has been undergoing serious difficulties for the past two decades and to get out of that ditch, it is going to be painful. We cannot pretend that we will get on smoothly, but we have to get out of it so that we become a successful economy again. This is a very temporary phenomenon which we are going through and sometimes also they say in a democracy there must be discipline. We cannot separate democracy from discipline. If you lack discipline then what it means is that people will want to maximise on profits, but in reality profits are basically 10-15%. That is not exactly what is happening on the market. We are saying we must be united in achieving the specific national interest, but if we behave in an undisciplined manner, unfortunately it will pain a lot of people. We could have ameliorated that particular pain if we were disciplined as a society, as a business, as different sectors of the economy. Let me tell you that the process which we are going through at the moment, for example we have just been given a Staff-Monitored Programme, it means the world is saying we are approving you, we trust you with your economic programme which is progressive. The world is saying we can agree with you on what you are saying, but unfortunately if we don’t have discipline it will be hard to get out of this long ditch we have been for the past 20 years.

ND: Are you going to enforce discipline then?

SBM: Definitely, as government we are going to enforce discipline, but what we don’t want is to try and be hard-handed to our people, we want to talk to our people so that they understand that we are together and we are moving in a particular direction. We want to achieve the goal of 2030 because that is exactly the direction of where we are going and the Transitional Stabilisation Programme is only meant to last for two years. After that we are out of the ditch and we then move on and have the normal five-year development programmes which will now be deliberate.

ND: You are spearheading the engagement and re-engagement programme. How is it moving on?

SBM: It is moving on well and all I can assure you is that first there is now very good chemistry within the region. Remember our foreign policy follows the concentric paradigm that the regional, continental and international, and so at regional level that is why the President was going around each and every country so that at least there is chemistry among all the leaders in the region and there is the best chemistry ever.

ND: Are you saying they are copying from our President then?

SBM: It’s just a way of co-operating (laughs). The AU has been understanding on the situation in Zimbabwe and has walked together, for example, now we should utilise as a country the African Continental Free Trade Agreement. This is an agreement which gives us the markets within Africa. There is more than $3 trillion which is available within the continent for trade and we saying let us then identify these markets as a nation, but we can only do so when we are unified. At the international level, remember His Excellency’s target has been the issue to do with re-engagement with those nations who were our friends before and who had turned against us or engagement with those countries who have never been our friends or deepening our friendship with countries who have always stood by us, particularly the East.

Residents Snub Chadzamira’s Meeting In Chiredzi

By Own Correspondent- An event officiated by Masvingo Minister for Provincial Affairs, Ezra Chadzamira was poorly attended in Chiredzi town after the local authority failed to mobilise residents.

Chadzamira was leading a delegation of government officials and senior civil servants to commission West Road, a 2,4-kilometre road constructed at a cost of ZWL$510 000.

United Residents and Ratepayers Association (UCHIRRA) member, Constance Chukumbo highlighted the council’s failure to mobilise the residents. She said:

“It seems the central and local governments are always standing aloof and keep them (residents) at arm‘s length when it comes to their programmes; that is why residents treat these events indifferently.

This culture of giving residents a wide berth should be stopped forthwith and introduce a sense of ownership.

The same scenario was experienced during the national clean-up that was held early this month at Banana market.

The vendors went about their business while the minister and several other officials swept the area around the stall.

Meanwhile, Chiredzi Town Council chairperson, Gibson Hwende said the event was arranged post haste and did not have time to inform town dwellers. Said Hwende;

“Yes, I agree that the residents did not attend the event. It was due to the fact that not enough information was shared because we got the confirmation of the coming of the guest of honour a bit late, making it difficult to adequately inform the residents.

We got numerous calls from the residents asking why the information was not relayed to them.”-Newsday

Water Advocates Demand An End To Arbitrary Disconnections

Community Water Alliance ward 44 structure note with concern removal of water meters by council officials on more than 30 houses in Kuwadzana. The reason for removing meters in purported non-payment for water by residents. The non-payment is for a composite bill and not water alone. The archaic Government Notice 164 of 1913 clearly stipulates conditions under which a water meter can be removed. Residents in Kuwadzana particularly the affected houses have not tempered with water meters but officious and overbearing City of Harare officials are abusing their powers preying on ignorance of citizens.

Arbitrary water disconnections have also been effected in almost three quarters of Kuwadzana extension. Water disconnections are being effected without due processes of 24 hours notice provided for in the outdated Government Notice 164 of 1913. Disconnections are also effected even on premises where the amount claimed to be owed is disputed. This action is a serious violation of the obligation to respect the human right to water as reflected on Sections 44, 68 and 77(a) of the Constitution of Zimbabwe Amendment No. 20 of 2013. The City of Harare is not providing alternative water source for affected citizens.

As the ward 44 committee of Community Water Alliance we call upon City Council authorities to abide by the law in their conduct as an administrative body. We further implore our councilors to review Government Notice 164 of 1913 so that it echoes provisions of the 2013 Constitution of Zimbabwe which we overwhelmingly voted for. Limitation of the human right to water should take into consideration the nature of the right concerned, the purpose of limitation, relationship between purpose and limitation as provided for on Section 86 of the Constitution of Zimbabwe.

Vimbai Tsvangirai: My Father Not A Happy Man Wherever He Is.

The late former Prime Minister Morgan Tsvangirai’s eldest daughter, Vimbai Tsvangirai-Java yesterday said her father could be a “bitter man wherever he is” because Zimbabweans have plunged into deeper poverty — a major departure from a land of milk and honey he envisaged when he was still in government.

Tsvangirai-Java told NewsDay yesterday that her heart sinks each time she drives around the country and observes citizens struggling to eke a living although the country is endowed with huge mineral resources which could turn around the national economy if well managed.

VIMBAI EYES PARLY SEAT

The Glen View South MP (MDC Alliance), who was also nominated by three provinces for the post of secretary-general in the women’s assembly in the ongoing congress, said her father could be turning in his grave because what obtains in the country at the moment is not what he dreamt of.

“My father had a dream of a better Zimbabwe, his passion was to make sure that the lives of workers and the people in general improve,” Tsvangirai-Java said. She added: “He wanted to deal with unemployment and his politics was not about himself, but about the people. However, his wish is not what is happening in the country, the people are suffering.”

Tsvangirai succumbed to cancer of the colon last year after leading the MDC since its formation in 1999. Before his death, he had continually blamed top Zanu PF government officials of plundering the economy for personal benefit.

In recent weeks, the country has experienced a wave of price increases that have escalated the cost of living.

President Emmerson Mnangagwa and Finance minister Mthuli Ncube have pleaded for patience in the face of growing discontent over the way the government is managing the economy, arguing that the Transitional Stabilisation Programme would soon bear fruits.

The Zanu PF leader last week admitted to deep-seated corruption in both government and private sector, but has instead blamed the Western-imposed sanctions for the poor economic performance.

MDC leader Nelson Chamisa has always accused Mnangagwa of being clueless.
But Tsvangirai-Java said: “Only an MDC government is able to make my father’s dream and vision be realised. Zanu PF has failed the people.”

“Everyday, we wake up to disturbing headlines of the deteriorating situation in the country, but more worrying is that government does not seem to have any clue of how to get the country out of this mess. There is completely no hope.”

“Zimbabweans Deserve Better, Let’s Pass On The Baton Stick Of Leadership To Youths”: Rugare Gumbo

By Own Correspondent- A former ZANU PF politburo member and cabinet minister Rugare Gumbo said that he is happy sitting on the sidelines of the political arena adding that he does not wish to rejoin the former liberation party.

Gumbo was sacked from Zanu Pf alongside Joice Mujuru, Didymus Mutasa, Ray Kaukonde among others in 2014.

They were shown the exit door after their Gamatox faction was accused of plotting to unseat the then President, Robert Mugabe.

In an interview with the Daily News over the weekend, Gumbo said:

“I am not concerned at all about re-joining Zanu PF. Some have gone back but mumwe nemumwe anoita zvaanoda (we all have the right to do as we please).

I am enjoying myself in the terraces, and I am quite comfortable. I am off politics and I will not apply to re-join a party that I suffered for since I was a kid.”

Gumbo reiterated the importance of independence to Zimbabweans, saying that the country lost more than 50 000 people during the liberation struggle. He said:

“Independence is very important for the people of Zimbabwe. It is now a critical moment for reflection of what we achieved and missed.

We lost a number of people during the liberation struggle. The estimates put the number at 50 000, but it could be higher than that.

There are a number of things that we need to ask ourselves as we celebrate Independence Day. The economy is in a quagmire, to begin with.

This means that we are not enjoying the fruits of independence, maybe because of commissions or omissions on our part as nationalists.

But there is no doubt that we have to take responsibility for our generational failure. We failed to mentor young people to take over.

We, nationalists, don’t accept that we are old and should pass on the leadership baton. Zimbabweans deserve better than what we are getting now.”-DailyNews

Land compensation and IMF re engagement: A legacy of an Anti-poor government.

By Obert Masaraure| The full import of Mnangagwa’s Zimbabwe is open for business mantra is now being painfully realized by the working class of Zimbabwe. Salaries of the workers have been eroded, the majority of our population is unemployed yet our State is saving to compensate white farmers and clear arrears of odious debts accrued from International Financiers.

Zimbabwe’s ruling elite post-Independence slid into the constrained circle of formerly exclusively white owned capital. The elites primitively accumulated until they exhausted all that was available. The accumulation included but was not limited to grabbing prime farming land, seizing former state/white owned companies and stripping parastatals of all their assets. One thing the elites never bothered to do was production and as was expected they depleted the cake. In short our leaders were trapped in a parasitic bourgeoisie’s mode.

The incumbent leadership is hurriedly trying realign itself to assume a comprador bourgeoise mode by trying to strike deals with international capital so that the looting trough can be refilled. A comprador bourgeoise makes deals with foreign capital at the expense of the masses. When our President visits countries like Kazakhstan, United Arab Emirates among others he is selling our natural resources to the highest bidder to fund the “looting contract.” The looting contract is the agreement between the business cartels, military and the civilian leadership imposters. This is the contract which planned and executed the coup.

In short Zimbabwe is open for business denotes to the desperate attempt of the ruling elites to refill their looting trough from global capital. Unfortunately the people have to be sacrificed for this agenda to see the light of day. Indeed the people are paying the price.

IMF reengagement.

On 10 April the International Monetary Fund announced in a statement that they have entered in an agreement with the Zimbabwean government for a Staff Monitoring Program. They agreed on macroeconomic policies and structural reforms for Zimbabwe. This is not new to Zimbabwe and we are still enduring the effects of Economic Structural Adjustment Program of early 90s.

Contrary to what our Finance minister told us, this does not mean that we are going to automatically get fresh loans. The IMF spokesperson Gerry Rice in 2018 once raised a critical issue that Zimbabwe will only be eligible for fresh loans if it clears its arrears with the African Development Bank, AFDB and the World Bank. Such arrears amount to $US 1.980 billion. Our Finance Minister have told the world that he will clear the arrears by year end. One wonders why we are prioritizing clearing arrears of these loans ahead of investing in industrialization and paying salaries for our civil servants.

This is not the first time we have been attempting to clear our arrears since defaulting in 1999. In 2005 Governor Gono and team paid US$200 million to the bullying IMF in arrears. Hyperinflation succeeded the blunder and an economic collapse ensued. In 2016 the Mugabe regime cleared the IMF arrears and our economy has never recovered.

In the event that our government successfully secure a reform package and clear its arrears there is still the sticking issue of sanctions from the United States of America. Under ZIDERA the American government will veto against any decision of extending loans through IMF and World Bank to Zimbabwe. The government has never bothered to explain how they will deal with this hurdle.

The Zimbabwe Coalition on Debt and Development, ZIMCODD and other civil society organisations have been on the forefront demanding a debt audit for Zimbabwe. The bulk of the debt we are battling with is odious and as long as we don’t have mechanisms for accountability and transparency future lines of credit can still be abused.

Lastly do we really need these International Financiers? What is the success story of the IMF programs globally? In Zimbabwe the ESAP era was a complete disaster by the IMF’s own admission. Argentina became worse off after its first loan in 1958.

Generally economic meltdown is born out of poor policy making and corruption. Securing more credit lines will not grow our economy.

In conclusion what we need now is investing in, social human development, industrialization, creating democratic space to enhance accountability and respecting human rights and in particular labour rights. These ideals are not going to be delivered on the wheels of inevitability but we have to unite and push our government to do the right thing.
Land Compensation.

The ruling elites who grabbed prime farming land from the former White farmers are now relegating the task of paying for developments to the ordinary tax payer. Some of us believe that whatever developments were made on the farms they were made through the unpaid labour of the working class. If we are to think of compensating we should begin with those workers who worked for very long hours receiving paltry salaries but were latter evicted by a new black owner. The new black owner can compensate both the former farm owner and the former workers because they grabbed these farms for their personal use.

The land question should now be discussed outside the context of race and focus more on how we can enhance production and equitable access to this means of production.

It is sad to realise that some resettled farmers are now being evicted before the conclusion of the land audit. Such evictions are clearly driven by contempt of the poor and greed.
The fate of the Working Class.

The working across all the spectrum, (the currently employed, the still to be employed and those retired on a pittance) and peasants have been relegated to extreme poverty as government pursues its cruel Zimbabwe is open for business agenda. Prices of basic goods and services have quadrupled since January but salaries and income levels have remained stagnant.

The militarized government has adopted a shoot to kill strategy to crush any form of protest by the citizens. The citizens are divided on how to confront the challenges facing them.

Way forward.
We call upon the International community to stand in solidarity with the people of Zimbabwe during these trying times. International bodies such as SADC, AU and UN should reign on the Zimbabwean government to respect the SADC protocol on Human Rights, African Charter on Human and People’s Rights, United Nations Declaration on Human Rights among other treaties.

We kindly ask progressive citizens and movements globally to stand in solidarity with our people as we demand bread and butter under a highly repressive environment.

To the people of Zimbabwe there is no other way. We have to fight and fight as Unit. We cannot defer our lives to the day of elections. We have to eat now, get medication now, access education now and enjoy a dignified life.

Together we can crush austerity.

Let’s begin by joining the #PricesMustFall campaign. The campaign is pushing for increased income levels for all citizens to meet the obtaining cost of living.

Ramaphosa Wants To “Tie All Young White South Africans To A Tree.”

The president has pleaded with young, white South Africans not to emigrate.

President Cyril Ramaphosa campaigned in Stellenbosch in the Western Cape earlier this week, jokingly telling an audience at the Beyerskloof wine estate that he would “tie” young white South African to a “tree” if he could, to stop them leaving South Africa.

“I don’t want young white South Africans to leave the country. If I could, I would tie them to a tree,” said a smiling Cyril, according to News24.

He denied that white South Africans were unwanted, saying “there is room for all of us to play a role,” and that white South Africans have valuables skills the country needs.

He added that he hoped white people who had left the country would return.

ACDP leader, Reverand Kenneth Meshoe, has since taken to Twitter to accuse Ramaphosa of being “hypocritical”.

“It is hypocritical for [Cyril Ramaphosa] to urge young white people to stay in the country while they’re denied job opportunities. When it suits him, he uses the race card and blames his government’s failures on apartheid. He must ‘man up’ and take responsibility for his failures,” Meshoe tweeted.

A number of white South Africans also took to Twitter to take issue with Ramaphosa’s attempts at enticing them to stay.

Zimbabwe Inflation Slowly Heading To 2008 Levels As Mnangagwa Fails To Turn The Country Around

Who can raise Zimbabwe, Nelson Chamisa or Emmerson Mnangagwa

The price of bread almost doubled for Zimbabweans last week, as the inflation nightmare that marked the rule of long-time authoritarian leader Robert Mugabe returns to haunt his successor Emmerson Mnangagwa.

There have been warnings of the mental and physical toll the rampant price increases will have on Zimbabweans after the cost of a loaf of bread rose from $1.80 to $3.50, and a tub of butter shot up to $17 from $8.50.

Mnangagwa pledged to revive his country’s moribund economy when Mugabe was toppled in 2017 after 37 years in power. But after the central bank unveiled a new monetary policy in February, introducing a new local currency, prices of goods and services have skyrocketed at rates unseen in a decade.

The disparity between the official and parallel market exchange rates has been rapidly widening, triggering price hikes of up to 300%. The chief of the Zimbabwe Congress of Trade Unions, Japhet Moyo, recalls meeting a man who saw the price of medicine for his chronic illness rise so much in two months that it now costs almost his entire salary. In February, the man bought a month’s supply of the drugs for $95. This month he forked out $300. His monthly salary is $320.

“I asked him how he managed to meet the rest of his monthly expenses and he broke down weeping,” Moyo told AFP. Moyo is angry at the government for “putting on a brave face and giving the impression that the economy is on a rebound but on the ground things are going in the opposite direction“. The crisis has brought back memories of a decade ago when hyperinflation peaked at a grotesque 500 billion%, wiping out the Zimbabwean dollar.

“We are back to 2008,” said Tonderai Chitsvari, a resident in the Kuwadzana township of the capital Harare. “It’s a miracle how people are surviving“. A shortage of raw materials has caused huge difficulties for the country’s manufacturing sector. “Last year, we spent US$2.3 billion importing things like fruits and vegetables, soya beans, wheat… toothpaste and pharmaceuticals,” said Harare economist Gift Mugano. “This is a sign that we are not producing even the basics,” he added. “We are not talking about manufacturing an aeroplane here. We are talking about saving scarce foreign currency by growing wheat to bake our bread and soya beans to produce our own cooking oil.”

Confederation of Zimbabwe Industries leader Sifelani Jabangwe said the government needs to channel scarce foreign currency to shore up distressed manufacturers. “We need to reduce… imports and promote local production,” he added. Formerly a regional breadbasket, Zimbabwe’s economy has been in a dire state for more than a decade, with the unemployment level soaring to more than 90%.

Many local companies have been forced to move abroad or shut up shop, while those that remained are operating below capacity due to the lack of foreign currency to import raw materials or upgrade machinery. Public anger over the economy contributed to the military intervention in November 2017 that finally brought down Mugabe, then 93.

Mnangagwa took over and went on to win disputed elections in July last year, vowing to turn Zimbabwe into a middle income economy by 2030. But less than three months after the vote, the economic turmoil of the Mugabe-era returned when a new two-percent tax on electronic transactions in October spawned shock price increases and fuel shortages. In January of this year the president imposed a more than 100-percent fuel price hike — purportedly to ease the shortages — but that sparked countrywide demonstrations that left at least 17 people dead when soldiers opened fire on the protesters.

Mnangagwa marked the country’s 39th independence anniversary on Thursday by slamming the new round of price hikes. “Government is alarmed by the recent, wanton and indiscriminate increases of prices which has brought about untold suffering to the people,” he said. It “is inhumane, unethical, unpatriotic and goes against the grain of economic dialogue which the second republic has espoused,” he told the crowd at a sports stadium in Harare.

Veteran independent economist John Robertson warned of the toll that the economic chaos was having on Zimbabweans. “Standards of living are going down” Robertson told AFP. “It’s going to affect their health, both mentally and physically, and reduce productivity.”

Moyo said people “are giving into stress. That’s why we are having so many cases of people said to have died after a short illness.” And the main opposition leader Nelson Chamisa warned in his independence day message on Twitter that “the stark reality is that most are reeling from abject poverty and frustrations. State decay, corruption & violence have shuttered the 1980 uhuru dream & ruined livelihoods“.
