ED Cries Foul Over Bribe Seeking Aide

PRESIDENT Emmerson Mnangagwa has revealed that one of his top aides demanded R5 million from a prospective South African investor, reflecting the challenge he faces to rid his administration of graft that had become endemic under his predecessor, Robert Mugabe.
Mnangagwa made the stunning disclosure while addressing central committee members on Wednesday.

He said his “Zimbabwe is open for business” mantra has been appealing to foreign investors because it sends a message that things have changed, but corrupt activities have spiked, with some party and government officials charging investors money to facilitate meetings with him and government ministers.

“I have introduced the ‘Zimbabwe is open for business’ policy and it has been attractive, informing investors that we have opened up the country for business and changed on the way we were doing our things,” Mnangagwa said.

“This has generated interest among investors. They have been coming, wanting to do business in the country, but other people are now asking huge amounts of money from them to facilitate meetings with the President and ministers.”

He added: “Some people say to the investors, ‘before I take you to the President or minister, pay me some money’. I have been told that one investor was charged R5 million to come see me.”

“The investor was told that three quarters of the money would go to the President and the (fourth) quarter will be given to the person who will fix the meeting. When I eventually met the investor in South Africa, he told me that he had been asked to pay R5 million to meet me. Corruption, corruption, corruption, down with corruption!” Mnangagwa barked.

The southern African country is rated as one of the most corrupt on the planet, occupying 157th out of 180 countries in the 2017 ranking by watchdog Transparency International’s Corruption Perceptions Index.

Mnangagwa told ruling party officials that corruption was ravaging government and immediate action was needed to clean up the country’s investment climate.

“If you shun corruption, you will stay and stay with us in the party, but if you are corrupt, you will be fired,” he warned.

Mnangagwa took over power in a coup in November 2017 before winning the disputed July 30 election against opposition MDC leader, Nelson Chamisa who says the vote was stolen.

He set up an anti-corruption unit based in his office, but its credibility has been tainted by allegations that it targets Mnangagwa’s political foes, mostly members of the G40 faction aligned to Mugabe’s wife, Grace.

Mnangagwa has pledged to fight corruption in his “second republic”, and several former ministers who served under Mugabe have been charged with corruption.

Former Energy minister Samuel Undenge has been convicted of issuing a $12 650 contract without due tender to a company that did no work, and was sentenced to four years in prison. He has appealed both the conviction and the sentence.

Former ministers Walter Mzembi, Ignatius Chombo, David Parirenyatwa and Saviour Kasukuwere all have pending cases before the courts, in what analysts view as a crackdown on officials loyal to Mugabe.

Govt Takes Advantage Of Fuel Situation To Clampdown On Unlicensed Vehicles

GOVERNMENT is taking advantage of fuel queues to pounce on vehicle owners who have failed to regularise their licenses, Transport minister Joel Biggie Matiza has said.

Matiza told NewsDay yesterday that government would be deploying officers from the Vehicle Inspectorate Department (VID) to flush out unregistered vehicles.

“People were given a deadline and those that complied have no reason to be scared. We are after those that have failed to regularise their licenses as required by the law. Beginning today (yesterday), we will have officers inspecting all fuel queues to check vehicle registration and related issues,” he said.

Government, according to officials, is already in the process of deregistering over 130 000 vehicles whose owners have defaulted in paying licence fees over the last two years to July this year.

Fuel shortages have triggered snaking queues across the country as motorists spend hours on end waiting for deliveries of the precious liquid. Government has, however, blamed hoarding for the shortages.

Matiza said some of the cars targeted for deregistration were being used for hoarding fuel.

“The latest move will also help us deal with those using unregistered vehicles as conduits to hoard fuel for resale on the black market,” he said.

Matiza said his ministry was working on robust implementation of the Zimbabwe Integrated Transport Management System (Zimtis).

“Technology is the way to go, and for us, it’s work in progress. The idea of having to trail every car, which at times results in anarchy, will end soon. We are working on Zimtis, and all our key departments, including from sister ministries, are working on this. Zimtis brings together key departments like the Zimbabwe National Road Administration, Road Motor Transport, the police, VID and others in an integrated system that will help us deal with all this chaos,” Matiza said.

The chaos on the country’s roads has been blamed for many fatalities caused by vehicles that are not roadworth as well as by unregistered cars and unlicensed drivers. There has also been a marked increase in the chaos following the withdrawal of traffic police in the wake of Operation Restore Legacy in November last year.

Police Officers Steal Auxillia Mnangagwa’s Food Hampers, Throw Them Into Zambezi River

Correspondent|disgruntled Kanyemba police officers were taken to Guruve Magistrates’ Courts yesterday for allegedly stealing a colleague’s food hamper, donated by First Lady Auxillia Mnangagwa before throwing it into the Zambezi River.

Constables Messias Thomas (31) and Noren Chikuku (27), appeared before Guruve resident magistrate Shingirai Mutiro.

They complained against over-detention in police cells and were released immediately.

The case will proceed by way of summons.

It is the State’s case that the two allegedly broke into Sergeant Golden Gwini’s bedroom through the window and stole a food hamper, blanket and passport valued at $367 last Friday.

The officers, said to have been on guard duties during Mnangagwa’s visit to Mbire, failed to get hampers donated by the First Lady.

Gwini received his hamper and kept it in his bedroom at the police camp while the duo watched.

The two allegedly stormed his bedroom and stole the hamper.

The pair was seen by two soldiers who were in the camp, but threatened them with death if they ever revealed the alleged theft.

Gwini returned home and discovered that his belongings were missing and upon asking, he was informed by the soldiers that the accused persons had broken into his room.

In a bid to destroy evidence, the pair allegedly fled towards the Zambezi River where they dumped the stolen goods.

Gwini subsequently filed a police report, leading to the pair’s arrest. In their defence, the duo said they were assaulted by the investigating officer and the two soldiers before being over-detained.

Heavy Anti-Riot Police Presence At ZANU PF Conference Amid Demo Threats

ZANU PF’S 17th national people’s conference kicks off today in Esigodini, Matabeleland South province, with the party seeking to deal with indiscipline and intolerance amid reports that a section of disgruntled officials could protest against certain individuals seen as economic saboteurs.

In an interview yesterday, party spokesperson Simon Khaya Moyo said although law enforcement agents will be in attendance to deal with such issues, they expected delegates to observe discipline.

There are reports that some elements could register their frustrations over the deteriorating economic conditions through a demonstration at the conference.

“It’s the responsibility of the law enforcement agents to deal with such, but I have not heard about any planned demonstration,” Khaya Moyo said.

“We expect delegates to maintain discipline, and if there are people who might try to cause chaos, then the law enforcement agents should take care of that,” he said, adding that it is all systems go for the conference.

“We are set, today [yesterday] is travelling day, and we expect delegates to travel safely. Also, those in charge of their travelling must travel safely and avoid accidents. We expect that by evening [yesterday] all delegates will be here.”

The conference, which began with a politburo and central committee meetings in Harare, is expected to discuss the economy and other related issues.

“When we say Zimbabwe is one for business in peace and unity towards a middle income economy by 2030, obviously we will be concentrating on the economy, and the quicker it picks up, naturally we expect people’s lives to improve,” Khaya Moyo said.

Besides the economy, Khaya Moyo said they would talk about infrastructure development, food security and beneficiation of natural resources.

Zanu PF secretary for administration Obert Mpofu said they expect delegates to be disciplined and avoid being caught up in alleged plots to demonstrate and cause public humiliation of certain top leaders.

Security remained on high alert, with soldiers and police making patrols kilometres away from the venue.

Villagers expressed mixed feelings about the conference, with others saying they were grateful to Zanu PF leadership for coming to their area because it had witnessed massive infrastructure transformation, while others said their livelihood, mainly gold panning, was being affected by the tight security.

“We are happy that the conference is happening in our area. We are vendors and we expect business to boom. We sell tomatoes and vegetables and people are buying in bulk. And because of that, we are generating profit,” Esnath Mpofu, a vendor at one of the growth points, said.

“We are also happy in that there is development in our area in the form of new roads, tarred roads and improved lighting, especially in Habane. The most important thing is that there is improved security and because of that, the crime rate has dropped and the illegal panners are being kept at bay.

“They usually cause a lot of problems, but they are being kept on check. We feel relieved about that, and we are living in peace.”

On the other hand, male villagers said almost 90% of the people in Esigodini area survive on gold mining activities, hence suspension of their work affects them in a negative way.

“Of course, we are happy that the President is coming to our area and he will see for himself the situation in our area. We need him to support our gold mining activities, but more importantly, and if we have the chance, we would want to share with him our problems.

“As they deliberate, we just don’t expect them to merry, but to come up with resolutions that take the country forward. We are really suffering, and this has forced many people into gold panning. However, that has been affected by the huge deployment of security forces who do not allow such things to take place,” another villager said.

Beatrice Mtetwa Fumes At Court’s Handling Of Biti’s Case

MDC Alliance deputy national chairperson Tendai Biti’s lead lawyer Beatrice Mtetwa was this week left fuming after being given the run-around by judicial officers over the referral of the former Finance minister’s case to the High Court.

Biti is on trial for allegedly prematurely announcing results of the July 30 elections. He is also said to have incited the post-election protests which resulted in the killing of six people in a military crackdown.

In a letter to the registrar of the High Court, a copy of which NewsDay has in its possession, Mtetwa accused the State of refusing to reveal the identity of the judge who is set to hear the case. Mtetwa also disclosed her anger at the “murky” nature of the referral that she said seems to have circumvented procedure.

“The writer attended at the criminal registry with a view to ascertaining whether the trial magistrate had already referred the record to the High Court and whether we can have a copy of the referral document as we remain unclear as to the legal basis of the referral.

“The registry staff went through its documents and advised that the record has not been recorded as received in the normal way that appeal reviews and other records are recorded,” Mtetwa said.

She, however, indicated that the registrar had confirmed receipt of the record despite all documentation showing no such referral had been made.

“As our client might want to be heard on whatever it is that has been referred to the High Court, we then requested that we be provided with a copy of the letter. After making a call, the registrar advised that the judge seized with the matter was most likely in court.

“As the matter is now urgent, if a judge is already seized with the matter, we requested that we be advised of the identity of the judge so that we could directly make our request through the judge’s clerk,” Mtetwa said in the letter.

However, the registrar refused to reveal the judge’s identity.

“The registrar advised that she was not at liberty to disclose the identity of the judge. The registrar, however, advised that the record had been referred for a review in terms of Section 26 of the High Court Act.

“How the record was not entered in the Criminal Registry as is the case with review records is, therefore, not clear,” the letter reveals. Mtetwa has since demanded a copy of the referral letter.

Thugs Raid Farm And Get Away With $25k

POLICE in Marondera have launched a manhunt for suspected armed robbers who besieged Thursfield Farm, Bromley, owned by Cocker Peter, and got away with $25 000 in cash on Wednesday.

Mashonaland East provincial police spokesperson Inspector Tendai Mwanza confirmed the incident and urged people not to keep large amounts of money in their homes as it attracts robbers.

“I confirm a robbery case in Bromley in which a farmer lost cash amounting to US$25 000. The complainant had travelled to Mozambique, leaving his maids at the house, before thieves broke in using the backdoor, entered his bedroom and stole the cash. The matter is still under investigation, and we appeal to those with information that may lead to the arrest of the suspects to report to the nearest police,” Mwanza said.

Meanwhile, police said they were concerned over the increase in car thefts and burglaries in Mashonaland East province over the past two months.

According to the police, between October and November, the province recorded five cases of car theft involving four Honda Fits and a lorry.

Four of the stolen vehicles were recovered.

“The suspects used the same modus operandi in stealing the vehicles. They would attack a house, steal valuables and demand car keys before using the vehicles to ferry the loot,” Mwanza said.

Police is urging the public to reinforce security on their premises as well as installing vehicle tracking systems.

“The motorists should also not leave their vehicles idling at gates or any other public places.

“We also urge members of the public to install surveillance cameras, erect security walls, put burglar bars and floodlights. During this festive season, we urge the public to employ these measures as robbers will be on the prowl,” he said.

Book on preservation of Ndebele art, architecture launched

THE United States Embassy through the State Department Ambassador’s Fund for Cultural Preservation programme has availed $42 000 to the National Gallery of Zimbabwe in Bulawayo for the publication of the book titled Preservation of Ndebele Art and Architecture at the Amagugu Heritage Centre in Matobo launched on Wednesday.

The book, written by John Knight, Cliford Zulu, Pathisa Nyathi and Andre van Rooyen and edited by Violette Ke-Tui and Pathisa Nyathi, documents the external and internal art, architecture, and decoration of Ndebele homes through schematic drawings and photographs.

The book also highlights the significance of culture, environment, and local Ndebele history.

Speaking at the launch, United States Ambassador Brian Nichols said the US embassy is leading efforts to preserve Zimbabwe’s rich cultural heritage and supports preservation of Zimbabwean art as part of expanded engagement between the two nations.

“The Ambassador’s Fund for Cultural Preservation was created to give the world the ability to preserve iconic features of culture that might otherwise be lost,” he said.

Nichols said the $42 000 for the production of the book is a significant amount of money, but the value that has been created is priceless.

“Many people have contributed in delivering this book and I want to stress that this is a resource for people around the world that now exists to share the culture of Ndebele people, Matopo region and far,” he said

He said the combination and creative use of colour and depth in the book was so impressive.

Meanwhile, Nyathi said the book goes beyond decoration and it seeks to interpret Afro-centric symbols.

The book saw participants from the National Arts Gallery, National University of Science and Technology, Amagugu International Heritage Centre and women from Matobo district joining hands for the project following a documentation exercise that began in 2016.

Striking Doctors Take To The Streets

MEMBERS of Mpilo Hospital Doctors’ Association yesterday staged a demonstration at the health institution complaining about poor infrastructure, shortage of drugs while at the same time demanding salaries in hard currency.

The disgruntled doctors stormed hospital premises carrying placards inscribed with their demands and vowed not to return to work until their grievances are addressed.

“They are forcing us to work under inhospitable conditions. What they pay us is little and the working conditions make it difficult to deliver. We don’t have adequate medicines and other medical materials,” Philip Dembura, Mpilo Hospital Doctors’ Association vice-president said.

In a statement released on Wednesday, Zimbabwe Hospital Doctors’ Association secretary-general Mthabisi Bhebhe said the striking doctors will not moved or threatened to go back to work till their issues are resolved.

“We shall not stop this struggle for a better living and better working conditions. Hospitals remain empty with acute shortage of drugs, medical and surgical sundries. Working conditions are deplorable and with obsolete hospital equipment. The welfare of service providers is forgotten and forsaken. The industrial action initially involved only central hospitals, but has grown to reach provincial and district hospitals,” he said.

Mpilo Hospital acting clinical director Xolani Ndlovu urged the striking doctors to be patient and revealed that only senior doctors were reporting for duty.

“Junior resident medical officers are the ones on strike and when the strike started we temporarily suspended all out-patient consultations. We are dealing with the emergency department. So far there is no sudden increase in the number of deaths. The conflict with the striking doctors is with their employer, the Health Services Board which is overseen by the Ministry of Health. I hope the issue will be solved amicably and see doctors returning to work, my concern is with the patients,” he said.

Bulawayo City Council Rules It Taboo To Display Female Undergarments In Public In The City

BULAWAYO councillors recently turned down an application by Musasa Project, a non-governmental organisation which provides support services to survivors of gender-based violence (GBV) to commemorate the 16 Days of Activism by displaying women’s undergarments on the streets.

The 16 Days of Activism is an international campaign against GBV that is commemorated annually from November 25 to December 10.

The Musasa Project in its application to the BCC said displaying ladies’ panties along Leopold Takawira Avenue, Herbert Chitepo Street and Lobengula Street was to demonstrate the magnitude of rape and GBV cases in the country.

“We are requesting to display women’s laundry by lining underwear up along tall buildings in the street mentioned above in solidarity with the survivors of rape and sexual violence under the national theme on “Sexual Harassment in the Work place”.

“Each underwear will be representing the girls and women survivors of rape,” reads the letter to the BCC dated November 1 and signed by Netty Musanhu, the Musasa Project executive director.

At least 22 women are raped daily in Zimbabwe, according to official data based on cases reported to the police.

Musanhu, in the application, said the displayed undergarments would have been accompanied by messages against rape, GBV and to “encourage survivors to break the silence and seek help”.

However, latest council minutes show that city fathers turned down the proposed display on grounds that it was “a taboo, violation of societal values and principles, and an invasion of cultural norms”.

“It was, therefore, resolved that the request by Musasa Project for space at the Lobengula Street Mall to have women’s laundry undergarments displayed as part of its commemorations of 16 days of activism against GBV from 20th November, 2018 to 10th December, 2018, be not acceded to as this was considered a taboo and would be against societal norms and principles in Bulawayo,” council minutes read.

To make gender-based violence more visible, Musasa Project, in collaboration with the Netherlands Embassy, launched a campaign in Gweru, Masvingo, Harare, Bulawayo and Mutare to hang skirts on a laundry line in public.

Only Bulawayo refused permission for the display.

Mugabe’s Preferred Successor, Sekeramayi Given Two Months To Pay $11000 Outstanding Wages

FORMER Defence minister Sydney Sekeramayi has been given until December 31 to pay over $110 000 in salary arrears to over 60 of his farm workers.

Sekeramayi, who became a career Cabinet minister under former president Robert Mugabe’s iron-fisted rule, was given an order in March to pay the money to his employees at Ulva Farm in Mashonaland East.

This was after the Progressive Agriculture and Allied Workers’ Union of Zimbabwe (Paawuz) — the union that represents farm workers — approached the Labour Court for redress.

However, the Zanu PF politburo member ignored the court order, prompting the employees through Paawuz’s lawyers to write him a final letter of demand on December 4 to compel him to pay.

“We refer to letters dated February 5, 2018 and the hearings of March 20, 2018 and December 4, 2018 conducted at our Marondera offices at which it was ruled that you settle the claim for under/non-payment of $112 800,” reads the letter of demand.

The employees expressed regret that since the court order to pay was given to Sekeramayi, the former minister has not bothered to act accordingly.

“This letter serves as our last reminder unless payment is made on or before December 31, this ruling will be referred to the Labour Court,” they vowed.

The minister risked being held in contempt of court.

Sekeramayi was not immediately available for comment as he was not picking calls. He also did not respond to messages sent to his mobile phone.

Several other Zanu PF politicians have been dragged to court by their employees over failure to pay wages at their farms.

Court documents show that some of the bigwigs include former Public Service minister Nicholas Goche; Bindura South Zanu PF MP Remigious Matangira; former first lady Grace Mugabe’s sister Rose Chidhakwa and former Mbare legislator Tendai Savanhu. They owe their employees tens of thousands of United States dollars in unpaid wages and allowances.

The development is the clearest indication that even the elite in Zanu PF are finally feeling the pinch of economic hardships being faced by the majority of their countrymen.

Goche, who has previously held the powerful State Security portfolio, was invited to attend court proceedings on July 19, over non-payment of workers at his Ceres Chizenga Farm in Shamva.

He had gone for 15 months without paying the aggrieved farm workers, according to the documents.

Prophet Set For Prison After Failing To Pay $12k Debt

VICTORY World International Ministries leader Paul Sanyangore, has been asked to prove he has means to pay before he is sent to civil prison for failing to pay $12 000 owed to Viewsat Limited.

The prophet has been issued with summons of civil imprisonment over the $12 733 after he refused or neglected to honour his obligations after a deadline upon which he was supposed to have cleared the arrears lapsed.

Sanyangore has been advised to approach the High Court with his financial position to assess whether he is able to settle the debt or not.

“You should bring with you the evidence of your financial position and it will be in your own interest to give the court evidence of your income from wages, salary or other earnings and other incomes you may receive from any other source.

“The court will conduct an inquiry into your financial position and depending on the circumstances, it may not commit you to prison but instead give you further time to pay the sum due or direct you to pay it in instalments over a specified period,” the notice said.

The court advised that if he cannot meet the requirements of the summons, he should be able to justify himself to void imprisonment.

“If you fail to pay the sum specified above, you must appear before the High Court at Harare to explain why you have not paid it and to show why an order for your imprisonment should not be made on account of failure to pay. You should bring with you evidence of failure to pay.

“Unless you pay the plaintiff the sum specified above, or unless the plaintiff accepts an offer of settlement which you have made to it, you must appear before the High Court.

“If you do not do so, a writ of personal attachment may be issued against you and you may be committed to prison.”

Wicknell Chivayo Wins Court Case, ZPC Ordered To Pay Him $25m For Damages

HIGH Court judge Justice Tawanda Chitapi has orderd the Zimbabwe Power Company (ZPC) to engage Wicknell Chivayo’s company Intratrek Zimbabwe and discuss progress on the 100 megawatts Gwanda solar project in the next 60 days or alternatively pay $25 million in damages for breach of contract.

Justice Chitapi absolved Intratrek of any wrong doing or causing delays in the implementation of the project, declaring the contract signed between the parties for the Gwanda solar project to be still valid and binding.

“The parties shall meet to review progress in regard to discharge of their obligations in terms of thereof, as provided for in clause 5 of the contract within 60 days of this order, failing which the party in default shall be deemed to have repudiated the contract and liable to damages at the instance of the innocent party.”

Chivayo in response to the ruling simply said: ” I don’t believe in losing.”

PRESIDENT Emmerson Mnangagwa says he is dismayed to discover that members of his inner circle are demanding upwards of 5 million Rands to organise one-on-one meetings between himself and would-be investors.

Ironically, Mnangagwa rose to power through a military intervention of November 2017 which was founded on the principle of removing “criminals surrounding” Robert Mugabe.

He later retained the presidency after edging MDC Alliance leader Nelson Chamisa in the July 30 elections. Addressing a Zanu PF Central Committee meeting in Harare on Wednesday morning, Mnangagwa said the corrupt acts were extending to various ministries and government departments.

“Zimbabwe is Open for Business is an attractive mantra that has opened up the country,” Mnangagwa told delegates, adding that investors are being asked to pay huge amounts of money to have access to ministers or the president.

“They say before I take you, pay up. One person told me that he was charged 5 million rand to come see me. He was told that three quarters of the money would go to the president (and the other quarter to the fixer),”Mnangagwa added.

“So corruption, corruption, corruption, down with corruption.

Being asked to pay to see the Vice president (Constantino) Chiwenga to see (Defence minister Oppah) Muchinguri, down with corruption.” “Under our new dispensation we do not tolerate corruption,”Mnangagwa said, insisting that the economy “is now the task facing the country.”

In 2015, Africa’s richest man Aliko Dangote failed to invest a cent in the crisis-torn southern African nation due to allegations of bribe demands by Mugabe’s Cabinet ministers.

Zimbabwe Is Open For Business, It Costs $5m To Set An Appointment With ED

Correspondent|PRESIDENT Emmerson Mnangagwa has said that his top government officials are demanding bribes from investors who want to meet him, with one aide demanding R5 million to fix a meeting.

This mirrors the claim made by former leader Robert Mugabe in December 2012. Mugabe was left fuming after former South African president Thabo Mbeki told him and provided evidence senior Cabinet ministers had demanded a US$10 million bribe to facilitate a US$1 billion investment by African National Congress (ANC)-linked investors.

President Mnangagwa made the stunning disclosure while addressing central committee members on Wednesday.

“I have introduced the ‘Zimbabwe is open for business’ policy and it has been attractive, informing investors that we have opened up the country for business and changed on the way we were doing our things,” Mnangagwa said.

“This has generated interest among investors. They have been coming, wanting to do business in the country, but other people are now asking huge amounts of money from them to facilitate meetings with the President and ministers.”

He added: “Some people say to the investors, ‘before I take you to the President or minister, pay me some money’. I have been told that one investor was charged R5 million to come see me.”

“The investor was told that three quarters of the money would go to the President and the (fourth) quarter will be given to the person who will fix the meeting. When I eventually met the investor in South Africa, he told me that he had been asked to pay R5 million to meet me. Corruption, corruption, corruption, down with corruption!” Mnangagwa barked.

In 2012, Thabo Mbeki, whose wife Zanele is involved in business, told Mugabe during Zimbabwe’s Diamond Conference in Victoria Falls from he was shocked by ministers who tried to extort US$10 million from ANC-connected businesspeople who wanted to pour a US$1 billion investment in diamond mining and other areas.

After getting the evidence from Mbeki of which ministers were demanding bribes, Mugabe, irked and disappointed by his appointees, menacingly hinted on the issue at a Zanu PF conference.

“I was getting complaints from outside. Former South African president Thabo Mbeki was saying some of their people in the ANC wanted to come intending to do business and this is what they have been told: ‘If you want to do this business, you bring US$5 million and from that US$5 million we take US$1 million that we will take to the minister to give to the president’,” Mugabe said.

No-one was arrested for those charges.

President Mnangagwa has so far not hinted at whether the official who demanded kickbacks will is under investigation.

Zimbabwe is rated as one of the most corrupt on the planet, occupying 157th out of 180 countries in the 2017 ranking by watchdog Transparency International’s Corruption Perceptions Index.

Mnangagwa told ruling party officials that corruption was ravaging government and immediate action was needed to clean up the country’s investment climate.

“If you shun corruption, you will stay and stay with us in the party, but if you are corrupt, you will be fired,” he warned.

Mnangagwa took over power in a coup in November 2017 before winning the disputed July 30 election against opposition MDC leader, Nelson Chamisa who says the vote was stolen.

He set up an anti-corruption unit based in his office, but its credibility has been tainted by allegations that it targets Mnangagwa’s political foes, mostly members of the G40 faction aligned to Mugabe’s wife, Grace.

Mnangagwa has pledged to fight corruption in his “second republic”, and several former ministers who served under Mugabe have been charged with corruption.

Former Energy minister Samuel Undenge has been convicted of issuing a $12 650 contract without due tender to a company that did no work, and was sentenced to four years in prison. He has appealed both the conviction and the sentence.

Former ministers Supa Mandiwanzira, Walter Mzembi, Ignatius Chombo, David Parirenyatwa and Saviour Kasukuwere all have pending cases before the courts, in what analysts view as a crackdown on officials loyal to Mugabe.

Former Soccer Star Killed And Dumped By Own Son

FORMER soccer star Olisidio Simbi, who used to play for the now defunct Premiership sides Black Aces and Rufaro Rovers, was yesterday morning found dead in Glen Norah A, Harare, with his genitals severed, according to police reports.

He was 48.

It was claimed that a passerby walking through an area near Kundai Government Primary School discovered Simbi’s body.

According to Harare Province Police spokesperson Webster Dzvova, Simbi was allegedly stabbed to death by his 19-year-old son Bazilio on Tuesday night following an altercation between the two.

“We can confirm the death of Olisidio Simbi whose body was found this morning (yesterday) at around 6:45am near Kundai Primary School in Glen Norah A.

“Simbi, who was employed by PSMAS, first had a domestic issue with his wife on Monday and she moved away to her parents’ house in Chitungwiza.

“And the following day, Simbi and his son Bazilio had an altercation over cleaning of the house and Simbi is alleged to have grabbed a kitchen knife threatening to stab his son who managed to overpower him and turned it against his father.

“After having stabbed his father on the chest, Bazilio took his body into the bedroom and covered it with blankets after mutilating his genitals before he went on to dump it near Kundai Primary School in the dead of the night.

“But during their investigations, the police managed to see some wet blankets and some blood stains in the bedroom which led the suspect (Bazilio) to confess that he was the one who killed his father before dumping his naked body near Kundai Primary School,” said Dzvova.

Simbi’s body was later ferried to Harare Central Hospital mortuary for post-mortem.

Born and bred in Harare’s high-density suburb of Mbare, Simbi started his soccer career at an early age and he once played under Dynamos coach Lloyd Chigowe at a junior side called Mbare National in the late 1980s.

Growing up in Mbare and playing football at junior level, Simbi also rubbed shoulders with the likes of Gilbert Mushangazhike, Innocent “Mbazo” Musapenda, Garikayi Mukangairwa, Hope Chihota, Chamu Musanhu, Mike Maringa, Tichaona Diya, Ernest Masango-Chigama and Misheck Mapika who all went on to become household names in the local Premiership playing under different teams.

At senior level, Simbi had a stint at Black Aces before he was snatched by the late John Nyamasoka’s Rufaro Rovers where he played alongside fellow talented players such as Butler Masango, who was the team captain, Shingirayi Arlon, Owen Nhunhama, Vincent Chigaga, Archibald Mudavanhu and David Malunga. And Masango and popular local football personality Charles “CNN” Mabika were among the first people to offer their condolences to the Simbi family following the untimely death of the former Rufaro Rovers and Black Aces utility player.

Mabika said: “He was a dedicated player who was at home as a defensive midfielder or centreback when he turned out for both Black Aces and Rufaro Rovers. Simbi was also a gritty ball winner who hated losing and was still involved in the game as he would help youngsters in the high-density suburb of Mbare.

“I was with him a fortnight ago at Mbare’s Kingston Grounds for the Chairman’s Cup final where the legendary George ‘Mastermind’ Shaya was the guest of honour and he told me that he (Simbi) was planning to venture into coaching.

“It’s so sad that his dream was sadly cut short by his untimely death. May His Soul Rest in Eternal Peace.”

Masango also expressed shock over the untimely death of his former teammate at Rufaro Rovers, Simbi.

“Yes, I was his (Simbi’s) captain at Rufaro Rovers in 1995 and he was a hard working and tough-tackling young player who just loved his football. My heart is saddened by Olisidio’s untimely death and my thoughts and prayers are with the Simbi family,” Masango said from his base in Johannesburg, South Africa, yesterday.

Craneborne Bullets head coach Nesbert “Yabo” Saruchera, who also played alongside Simbi at Black Aces in the late 1980s, described him as a talented player who could have reached greater heights.

“I remember playing alongside him at Aces and he was a good player who had so much potential. They were the guys who we expected to play in the Premier League but fortunately he managed to get a full-time job early and didn’t take his football career further.

“He was a very disciplined guy who was always punctual at training and could also play as a centre half,” said Saruchera.

Simbi is survived by his wife and three children; and funeral arrangements were still to be confirmed by late yesterday. Mourners are gathered at No. 3705 Glen Norah A.

The Kombi was travelling along the Harare-Mutare highway when its left rear tyre burst and it overturned at a blackspot on the road which is known as “Eleven Months”.

While details of the accident were still sketchy by the time of writing, sources privy to the development alleged that the injured were taken to a Harare Hospital.

Efforts to get a comment from the police were not successful.

Fresh Details Emerge On 54 Yr Old Zanu Pf Youth League Boss, Pupurai Togarepi’s Car Crash

By Own Correspondent| Zanu Pf Youth League boss Pupurai Togarepi (54) escaped with some injuries on Thursday after a vehicle he was travelling in hit a cow and veered off the road.

Togarepi, who together with his driver was rushed to Gweru provincial hospital where he was treated for pain in the neck and legs.

However, his driver was hospitalised at Gweru Provincial Hospital with serious injuries following the accident.

Unconfirmed reports alleged that the accident occured near Lalapansi, about 46km from Gweru on the Mvuma road.

Togarepi was reportedly on his way to the 57th Zanu Pf Annual People’ s Conference currently underway in Esigodini Bulawayo when the vehicle he was travelling in hit a cow and lost control before ramming into a tree.

Health Minister Obediah Moyo Says Drug Prices Set To Improve

By Own Correspondent| Health and Child Care Minister, Obadiah Moyo said the National Pharmaceutical Company (NatPharm) will soon open retail pharmacies nationally to cushion patients from buying drugs in forex and exorbitant prices.

Moyo said this after touring the NatPharm warehouse in Harare (Thursday) to view medicines and surgical sundries delivered this week.

He bemoaned a tendency by pharmacies to sell drugs in US dollars after obtaining them from NatPharm in local currency.

Said the health and child care minister:

“There are retailers who were buying the product from NatPharm and selling it in town in US dollars. We decided that we are going to open a NatPharm retail pharmacies in town starting with Harare.

We want to go countrywide with that aspect. We are making these things for the ease of patients to be able to access medicines. In future NatPharm will be a super brand throughout all the health institutions.

Distributions will be directly into a NatPharm pharmacies at health institutions throughout the country.

Postmortem Reveals Bulawayo Boy Died Of Excessive Alcohol Intake

A POSTmortem report has revealed that a Form Three pupil at Founders High School in Bulawayo who was found dead in a bush near Nketa High School was not murdered but died due to excessive alcohol consumption.

The decomposing body of Prichard Ndlovu from Nkulumane suburb was found on Tuesday afternoon after he had gone missing on Saturday.

The schoolboy’s body was found by a Nketa High School caretaker, a walking distance from his home.

He is alleged to have spent the whole day on Saturday drinking alcohol with his friends at a sports bar in Nketa 6, before being involved in a teenage gang fight at around 9PM.

Prichard’s family alleged that he was killed and his body was dumped. The boy parents are based in South Africa and he lived with his younger siblings.

Prichard’s aunt, Ms Maenni Ndlovu, yesterday said they were shocked to receive a post mortem report indicating that he died due to alcohol intoxication. Ms Ndlovu said the family received the postmortem report on Wednesday at the United Bulawayo Hospitals.

“It still doesn’t make sense to me that the post mortem report says that he died due to alcohol intoxication. We have his friends confirming that they were assaulted by another gang. His body was found with visible wounds and was swollen in some parts which the police confirmed when he was found. But to then say he died due to alcohol intoxication is very strange and confusing. We have no confidence in the released postmortem report,” said Ms Ndlovu.

She said the postmortem report exonerates alleged criminals who might have killed her nephew.

Ms Ndlovu said what worries her is that this is the second incident within two weeks in which someone was attacked, only for the post-mortem report to say the cause of death was excessive alcohol consumption.

“There is that Mpopoma incident where three suspects were released after a postmortem report revealed that the individual died due to intoxication. How does murder change to intoxication? Was due diligence done in these cases? I don’t think so,” said Ms Ndlovu.

In the Mpopoma suburb incident that occurred early this month, Farai Moyo (28) was allegedly assaulted at Patatapa Beer Hall and was rushed to Mpilo Central Hospital on the following day and died hours later. Moyo’s family learnt through drunken mourners that he had been assaulted in the beer garden leading to the arrest of three suspects.

A post mortem report exonerated the trio leading to their release by the police.

Yesterday, Bulawayo police spokesperson Chief Inspector Precious Simango said they have closed the murder investigation in Prichard’s case.

“We’ve received a postmortem report which revealed that the victim died due to alcohol intoxication. This means we are no longer investigating any murder as per our earlier report. Our investigations in such cases are always guided by the doctors’ report. We can’t move forward to arrest individuals when the postmortem says the death was due to alcohol abuse,” she said. Chief Insp Simango urged parents and guardians to take a keen interest in the activities of their children.

She said parents should ensure that their children do not abuse drugs and beer.

“It’s sad that a young life was lost but as parents we should monitor children’s activities because whatever they get themselves into, it will come back to us as adults. It does not make a sense that a Form Three child is not at home by 9PM,” said Chief Insp Simango.

Minister Gumbo Insists There Is Enough Fuel In Zim Despite Meandering Queues

Government bigwigs are also queueing for fuel, Energy and Power Development minister Joram Gumbo has claimed, rejecting accusations
that there was lethargy to address the fuel shortages because the top officials were not affected.
As fuel shortages have worsened with long winding queues at filling stations, top chefs and bigwigs continue to gallivant in expensive fuel guzzling SUVs and Mercs, with some reportedly sending tankers to collect fuel from filling stations, much to the chagrin of those spending hours in queues.
Gumbo told the Daily News: “I have heard all those allegations but they are not true. They wait in queues just like everyone else.”
This comes amid indications that top chefs do not queue and refuel at the Central Mechanical and Equipment Department (CMED) where there
are absolutely no queues. The CMED hardly runs out of fuel, even amid worsening supply bottlenecks in the country.
Gumbo said: “They buy coupons and CMED simply reserves fuel to coupon holders and the rest goes to buyers. Every service station gets
allocations from Reserve Bank of Zimbabwe equally and according to the number of outlets.
So, there is no favouritism to CMED.”
Gumbo also insisted that there was sufficient fuel in Zimbabwe.
“I said we have enough fuel, and we do have fuel in bond storage tanks in Msasa and Mabvuku but the only problem is foreign currency shortages and each service station gets an allocation according to outlets and it’s just that CMED is all over the country,” Gumbo said.
A top Cabinet minister who spoke to the Daily News on condition of anonymity confirmed that
fuel is ferried at the doorstep of the bigwigs, who do not even have to go to the filling station to get fuel.

Wicknell Was Actually Overpaid, Minister

THE Minister of Energy and Power Development, Dr Joram Gumbo, has said Intratek Zimbabwe Private Limited, a company owned by flamboyant Harare businessman, Mr Wicknell Chivayo, which was paid $5 million for the Gwanda Solar project, may have been overpaid.

Speaking in an interview during a visit to the site yesterday, Dr Gumbo said his Ministry was going to submit a proposal to Government on how best the project could be implemented.

Intratek Zimbabwe Private Limited was awarded the tender in 2015 and paid $5 million by the Zimbabwe Power Company to build the 100 megawatt Gwanda solar power plant. After receiving the money without a bank guarantee, no meaningful development has taken place at the site.

“I’m here at the Gwanda solar project site on a familiarisation tour. There has been a lot of talk surrounding this project which was awarded to Intratek with a total amount of $5 million being paid to the company for pre-commencement works.

“I need to have a clear understanding of what really transpired as I understand that the matter is now before the courts. My interest is for the project to take off because one way or the other Government has to make a decision for the project to take off. I have requested a detailed report on the project from the Zimbabwe Power Company (ZPC). After receiving the report I will sit down with my team and come up with recommendations which we will submit to Government on the way forward,” Dr Gumbo said.

He expressed disappointment as no work has been done at the site of the project despite the $5 million payment that was made to Intratek.

Dr Gumbo said the solar project was a crucial initiative that would not only benefit the Matabeleland region but other areas as well.

He said the project had been divided into three phases and the first one was supposed to have been completed by now.

Dr Gumbo said the work that had been reportedly done at the site so far such as clearing of the land was sub standard.

“I’m told that $5 million was paid for preliminary works but I’m questioning whether it (Intratek) wasn’t overpaid. I say so because there is a similar project in Mutoko where $2,4 million was spent on a solar project and it’s already producing power. It also has proper infrastructure compared to this bush which hasn’t been properly cleared.

“This is a big project that is supposed to produce 100 megawatts. People have been waiting for this project since 2015 as it one of the biggest projects we will have in Matabeleland region. We will evaluate the project and the required time frames and come up with a plan. We want to see this project taking off,” he said.

A ZPC official on the ground who preferred anonymity said some of the works which should have been completed during the precommencement stage comprised clearing of 200 hectares of land, fencing, construction of three temporary structures, drilling of a borehole, establishment of a quarry, tarring of 2,4 kilometres of road and a water and sewer system.

He said so far half of the site had been fenced, 70 hectares of the land had been cleared and two temporary structures built.

260 hectares of land was aside for the project.

Zanu PF Panics Over ED Security

 

As the Zanu PF conference gets off in earnest in Esigodini today, security agents are stressing over the safety of President Emmerson Mnangagwa and his top aides — as the ruling
party converges there for its annual end of year get-together, the Daily News can report.
This comes as investigations into the June 23 Bulawayo bombing — in which Mnangagwa narrowly escaped an apparent attempt on his life
when an explosion rocked a Zanu PF rally that he was addressing at White City Stadium — have seemingly hit a dead end.
That explosion killed two of Mnangagwa’s close security aides, while also injuring scores of other
people.
Police Commissioner-General Godwin Matanga confirmed to the Daily News yesterday that they
had put in place “very tight security” for the Zanu PF conference.
“We deployed our teams there a week ago … and we have the whole area covered,” he said, without going into details.
Well-placed sources said security agents —including police, heavily armed military personnel and intelligence operatives — were working “around the clock” in a desperate bid to avoid a repeat of the White City Stadium incident.Daily News

Zimbabwean Lady Arrested In Ghana For Drug Trafficking

THE Narcotics Control Board (NACOB) of Ghana has arrested a 30-year-old Zimbabwean woman at the Kotoka International Airport (KIA) in Accra for trafficking illicit drug, Ghana media have reported.

The suspect, Cynthia Lichonja, was arrested on Monday, 3 December 2018 by operatives of NACOB at KIA when she disembarked from Ethiopian Airways flight No. ET 921.

Ms Lichonja was accosted while going through arrival formalities. A search in her checked-in luggage in her presence led to the discovery of seven parcels of brownish powdery substances suspected to be narcotics concealed in false compartments of the suitcase.

The substance, when tested, proved positive for Speedball, a narcotic substance with a weight of 7.5kg.

The suspect admitted that the suitcase was given to her by one Ms Patience, her childhood friend in Zimbabwe to be sent to an unknown person in Accra, adding that Ms Patience bought her the ticket to enable her travel to Accra.

Ms Lichonja is currently on remand in prison custody while frantic efforts are being made to track down the said Ms Patience and her accomplice to whom the suitcase was to be delivered.

NACOB has admonished the public to desist from delivering parcels for, and on behalf of others, as it has been the conduit for trafficking narcotic drugs.

VID Pounces On Unregistered Vehicles At Fuel Queues

 

GOVERNMENT is taking advantage of fuel queues to pounce on vehicle owners who have failed to regularise their licenses, Transport minister Joel Biggie Matiza has said.

Matiza told NewsDay yesterday that government would be deploying officers from the Vehicle Inspectorate Department (VID) to flush out unregistered vehicles.
“People were given a deadline and those that complied have no reason to be scared. We are after those that have failed to regularise their licenses as required by the law. Beginning today (yesterday), we
will have officers inspecting all fuel queues to check vehicle registration and related issues,” he said.
Government, according to officials, is already in the process of deregistering over 130 000 vehicles
whose owners have defaulted in paying licence fees over the last two years to July this year.
Fuel shortages have triggered snaking queues across the country as motorists spend hours on end
waiting for deliveries of the precious liquid.
Government has, however, blamed hoarding for the shortages.
Matiza said some of the cars targeted for deregistration were being used for hoarding fuel.
“The latest move will also help us deal with those using unregistered vehicles as conduits to hoard fuel
for resale on the black market,” he said.Newsday

Below Are LIVE Remarks by President Donald Tusk after the European Council meetings on 13 December 2018
I will start with Brexit. Today Prime Minister May informed the leaders about the difficulties with ratifying the deal in London and asked for further assurances that would, in her view, unlock the ratification process in the House of Commons. After discussing the Prime Minister’s intervention among 27 leaders, and bearing in mind our full respect for the parliamentary process in the United Kingdom, we have agreed the following:

“1. The European Council reconfirms its conclusions of 25 November 2018, in which it endorsed the Withdrawal Agreement and approved the Political Declaration. The Union stands by this agreement and intends to proceed with its ratification. It is not open for renegotiation.

2. The European Council reiterates that it wishes to establish as close as possible a partnership with the United Kingdom in the future. It stands ready to embark on preparations immediately after signature of the Withdrawal Agreement to ensure that negotiations can start as soon as possible after the UK’s withdrawal.

3. The European Council underlines that the backstop is intended as an insurance policy to prevent a hard border on the island of Ireland and ensure the integrity of the Single Market. It is the Union’s firm determination to work speedily on a subsequent agreement that establishes by 31 December 2020 alternative arrangements, so that the backstop will not need to be triggered.

4. The European Council also underlines that, if the backstop were nevertheless to be triggered, it would apply temporarily, unless and until it is superseded by a subsequent agreement that ensures that a hard border is avoided. In such a case, the Union would use its best endeavours to negotiate and conclude expeditiously a subsequent agreement that would replace the backstop, and would expect the same of the United Kingdom, so that the backstop would only be in place for as long as strictly necessary.

5. The European Council calls for work on preparedness at all levels for the consequences of the United Kingdom’s withdrawal to be intensified, taking into account all possible outcomes.”

On foreign policy, we discussed the recent escalation in the Sea of Azov. The European Council is united in the conviction that there is no justification for the use of military force by Russia. Therefore, we request the immediate release of all detained Ukrainian seamen. Russia must not limit the freedom of navigation through the Kerch Strait. While the EU continues to follow developments in the Sea of Azov, we will provide additional assistance to the affected regions.

This evening, Chancellor Merkel and President Macron also presented the state of implementation of the Minsk Agreements, and we decided to renew our economic sanctions against Russia, given that no progress has been made. We also discussed the ongoing preparations for the first EU-League of Arab States summit, to take place next February in Egypt.

Government met striking doctors yesterday and urged them to resume work as some of their grievances had been addressed. Health and Child Care Minister Dr Obadiah Moyo met the Zimbabwe Hospital Doctors Association, the Health Service Board (HSB), the Zimbabwe Medical Association (ZIMA) and the Apex Council.

Speaking to journalists after the meeting in Harare, Dr Moyo said grievances that had been addressed by Government included the issue of car loans and availability of medicines.

“Medicines have been received and they are at NatPharm ready for distribution to all health centres around the country. We have given an instruction that NatPharm should distribute medicines to all health institutions,” Dr Moyo said.

“Transportation of our workers has been looked into, starting with fuel. We have put fuel arrangements in place at all health institutions that have fuel tanks, for example at Parirenyatwa Group of Hospitals, Harare Central Hospital and Mpilo Central Hospital,” he said.

“We even went to the extent of asking for our doctors and critical healthcare workers to be exempted from queues so that they can go and provide essential services and look after the patients. Car loans have also been looked into. Out of $10 million, we received $4 million and we are looking at the balance. Cars will be given to our health workers soon,” he said.

Dr Moyo said some issues were impossible to finalise at ministry level, like cost of living adjustments. These would be handled at a meeting covering all civil servants. Dr Moyo said ZIMA had also urged junior doctors to go back to work.

“We are one team being led by the Minister of Health, who is myself. We all have to push for the same agenda. We all have to make sure that whatever we do, we are a team. We are all fighting so that the department gets everything that is relevant. We all want to make sure that our healthcare workers benefit. We all want the patients to be looked after. The most important thing is that we must not lose any more lives,” he said.

ZIMA secretary-general Dr Sacrifice Chirisa said the demand for payment in American dollars by the doctors had been scrapped off after they considered the economic situation in the country.

“We have negotiated starting with the US dollars request and those have been removed. We are happy with the negotiations that have taken place so far. I think we are in a positive direction and we are expecting a positive response from our counterparts. Negotiations have been fruitful and tough and we are making sure that by Christmas we would have full services without any disturbances. Some of the issues will be discussed in due course,” he said.

No Mention Of “1 Aug State Cruelty” As Mnangagwa Opens Conference

ZANU PF leader, Emmerson Mnangagwa arrived in Mat South yesterday ahead of the official opening of the 17th Zanu-PF Annual National People’s Conference in Esigodini, today. First to arrive at Joshua Mqabuko Nkomo International Airport was Mnangagwa’s deputy Constantino Chiwenga and his wife Mrs Mary Chiwenga.

They were joined by Ministers of State for Bulawayo and Matabeleland South Provincial Affairs Judith Ncube and Abednico Ncube respectively, service chiefs, Members of Parliament and other senior party officials to receive Mnangagwa and his wife, Auxillia who arrived about 30 minutes later.

Mnangagwa who will officially open the conference today and the First Lady, were accompanied by Zanu-PF national chairperson Oppah Muchinguri-Kashiri.

Muchinguri-Kashiri said the conference was critical for introspection and mapping the way forward for the country’s economic recovery.

“We’re excited to be in Matabeleland South during this time of the year after an eventful year. It’s important that we’re meeting to introspect, share ideas, look at our strengths and our weaknesses and come up with resolutions as well as plans for the next four years,” said Muchinguri-Kashiri.

“We had our primary elections where people were shaken a bit and this is the time to forget the past and strengthen the party as well as celebrate our victory in the harmonised elections,” she said.

Muchinguri-Kashiri said the party continues to have a clear message to the people; to remain united as the country re-engages with the outside world in the drive to improve the country’s economy.

“This forum is expected to address a number of issues, which include corruption, economic development, creating jobs for our youths and our women. We’re introspecting. Where we’ve failed, we will correct and chart the way forward,” she said.

“It’s critical for us to review and re-evaluate the wok that we’ve done as the ruling party. The people of Zimbabwe are expecting positive results from the party and we’re promising not to let them down.”

Muchinguri-Kashiri said since the conference was being held during the agricultural season, the Ministry of Lands, Agriculture, Climate and Rural Resettlement would give reports on where the country stands in regards to the sector.

Meanwhile, delegates yesterday began trooping to the conference venue – Mzingwane High School – from the country’s 10 provinces, singing and chanting party slogans.

Several party bigwigs and security teams were also at the venue winding up preparations ahead of the indaba’s official opening today.

Exhibitors yesterday said they were anticipating brisk business while Mnangagwa is expected to tour the exhibition stands today.

Zanu-PF caps, straw hats, key holders, jerseys inscribed ED Pfee, among other party regalia, are available for sale at the conference.

Former Deputy Mayor Arrested Over Illegal Land Sale

FORMER Bulawayo Deputy Mayor Gift Banda has been arrested for allegedly abusing his position through unprocedurally processing a lease agreement in respect of a piece of land under the name of an unregistered company purportedly owned by his daughter.

During his tenure of office, Banda allegedly influenced the process and corruptly acquired the stand measuring 3,82 hectares on behalf of Entertainment Headquarters purportedly owned by his daughter, Samantha and one Saimon Mambazo.

Banda (49), who is now MDC Alliance MP for Njube-Lobengula and Bulawayo party provincial chairperson, residing in Burnside suburb, yesterday appeared before Bulawayo magistrate Ms Adelaide Mbeure facing a charge of Criminal Abuse of Duty as a Public Officer or alternatively Fraud as defined in section 136 of the Criminal Law (Codification and Reform) Act.

He was remanded out of custody to February 1, 2019, on $100 bail.

As part of bail conditions, Banda was ordered to reside at his given address and not interfere with State witnesses until the matter is finalised.

Prosecuting, Mr Nkathazo Dlodlo said between January 2014 and December 2015, Banda, during his tenure as Deputy Mayor, allegedly ganged up with unnamed accomplices who were members of a sub-committee of the Bulawayo City Council and they corruptly processed a lease agreement for stand number 187964 Bulawayo Township on behalf of Entertainment Headquarters for the construction of a social club situated between 2nd and 4th Avenue along Samuel Parirenyatwa Street.

The company, purportedly owned by Banda’s daughter and Mambazo, was not registered at the material time of the signing of the lease agreement.

The court heard that Banda corruptly used his position as Deputy Mayor to acquire the lease without going through the normal tender process.

“When Entertainment Headquarters corruptly obtained the lease it was not yet registered with the Registrar of Companies,” said Mr Dlodlo.

However, the company registered with the authorities a year later after obtaining the lease agreement.

According to Circular Number 3 of 2015, councillors, including mayors and council chairpersons, have a special facility allowing them to buy a residential stand at 40 percent discount on the purchase price but provided they would not have been previously allocated a stand.

They are also entitled to acquire a commercial stand at full costs during their tenure of office. – state media

Chamisa’s voice is the voice of millions of people – those who were tortured and lost their lives, and those alive who spend each day while they agonize. An ancient script says: “Cain where is your brother, Cain where is your brother, Abel? Your brother’s blood cries loud before me,” referring to the man’s brother who he tortured to death. Zimbabwe has so many Abels, too many of them, and this is perhaps the reason why ZANU PF has chosen to hold its conference at Esigodini, to appease the blood of the many who were slain exactly around this time in 1982- 84.

It is evident this years’ conference is none but a ritual, because the sound of the blood of the innocent has gotten louder, drowning the ears of the torturers.

Pupurai Togarepi Involved in A Car Accident On His Way To ZANU PF Conference

Zanu Pf Youth League Boss and Chief Whip Pupurai Togarepi has been involved in an accident near Lalapanzi on his way to Esigodini to attend the 17th National People’s Conference.

Togarepi who was traveling with his driver escaped with minor injuries and was complaining of pain in the neck area and legs. His driver sustained serious injuries and was rushed to Gweru Provincial Hospital.

According to Information and Broadcasting Services Permanent Secretary Nick Mangwana who spoke to Togarepi after the accident, the car which the Gutu South legislator was traveling in hit a cow resulting in the driver losing control.-state media

RBZ Governor John Mangudya Absolves RBZ Officials Implicated In Corruption

Dr Mangudya said the four Messrs Mirirai Chiremba, Norman Mataruka, Gresham Muradzikwa and Azvinandawa Saburi were never involved in the corrupt activities or any impropriety as alleged by Gerald Mutumanje nicknamed Acie Lumumba.

MDC president Nelson Chamisa has pleaded with the ruling party ZANU PF to come to the negotiating table in order to come up with a way
forward to deal with the current economic problems facing the country.
ZANU PF has however scoffed at such calls claiming that it won a two-thirds majority in parliament and therefore there is no need for

Sadomba Set To Rejoin Dynamos

Terrence Mawawa|Former Dynamos forward Edward Sadomba is set to rejoin the Harare Giants ahead of the 2019 season, according to Daily News.

The 35-year-old left the Harare Giants a decade ago and is currently a free agent.

A source told the newspaper that a deal has since been reached between the player and the club for him to feature for one more season.

“Unless something dramatic happens, he (Sadomba) will be playing for Dynamos next season,” the source said.

“Everything has since been agreed and what is left for now is for him to sign. In fact, he is likely to be the team’s captain.

“He understands where he came from and he just wants to do it for the Mbare community. It has nothing to do with money. It’s for the love of the team and the fans.”

Meanwhile, coach Lloyd Chigowe has revealed that he has already started working on his squad for next season following a difficult 2018 campaign in which DeMbare fought against relegation before finishing on 11th position.

Terrence Mawawa|South Africa are now favourites to host the 2019 Afcon after Morocco‘s Minister for Sports Rachid Talbi Alami revealed that the nation will not bid to host the 2019 Africa Cup of Nations.

The North Africans, along with South Africa had been considered as front-runners to stage the expanded 24-team tournament after Cameroon was stripped of the hosting rights last month due to delays in preparation. The competition is set to start on June 15.

“Morocco did not intend to run for the 2019 African Cup of Nations and will not do so,” Talbi Alami told AFP.

With Morocco’s decision to retreat from bidding to host the 2019 finals, Egypt might reconsider going for it after the North Africans had previously announced that they would not bid to host the competition if any other Arab country did so.

Mutumwa Mawere Should Not Appear Before “Useless” Mines Committee- Observers

Mr. Elvis Mugari, the Founder and President of the Combined Restitution Association for Zimbabwean Youths, has reacted angrily to an article published to the effect that Mr Mutumwa Mawere will be the Temba Mliswa-led Committee on Mines and Mining Development when it is very clear that this is an attempt by the Committee to avoid dealing with the legality and constitutionality issues.

“It is regrettable that Mr. Mawere, a person we all thought was fighting for the promotion and protection of the rule of law to appear before a Committee that has so far failed to acknowledge and appreciate that the Reconstruction Act belongs to a class of laws that are so reprehensible to be tolerated in any democratic society.

The experiences of SMM Holdings Private Limited (SMM) has given us a context to bring to life the widely held view that President Mnangagwa is a problem for anyone who subscribes to the doctrine of constitutionalism.

He fathered this Reconstruction Act that we are talking about and was the driving force behind its implementation.

This law permits the Minister of Justice to issue an extrajudicial order whose effect is to divest shareholders of the rights in relation to a company.

It is surprising that Hon. Mliswa who exited from the Friends of SMM (FOSMM) when questions were being raised about his honesty and integrity in respect of the manner in which he has handled the Hwange Colliery Company Limited (Hwange) hearings where his preoccupation has been to use the Committee for ulterior motives rather than to promote the rule of law.

I consider Hon Mliswa’s Committee to be a kangaroo one where agendas are the driving force rather than a pursuit of any public interest.

If it it true that Mr. Mawere has agreed to appear before a Committee that prevented Mr. Nicholas Van Hoogstraten, a shareholder of Hwange, then surely we need to know on what basis Mr. Mawere will appear before the Committee.

We have raised the issue of the status of SMM especially having regard to the fact that a judgment per Mangota J exists that SMM is not a subsidiary of ZMDC but remains a company under reconstruction as follows:

I have taken note of what Hon. Mliswa said on this matter which is instructive that the hearings will take place in the context that the Reconstruction Act is the law of the land and it is not the place of parliament to review and amend laws that are inconsistent with the Constitution.

The Attorney General appeared before the Committee and said that the Committee had no jurisdiction over the Reconstruction Act. This position has yet to be challenged in order for Mr. Mawere to appear before it.

I am aware that on 28 November 2018, Mr. Mawere requested the Clerk of Parliament, Mr. Chokuda to allow him to submit oral evidence on the constitutionality and legality of the Reconstruction Act as follows:

It is clear from the email attached hereto that Mr. Mawere sought to deal with the legality and constitutionality of the decision to place SMM under extrajudicial reconstruction and also the procedural aspects of the matter.

In our group, FOSMM, the issue of Hwange was vigorously contested with some of the members saying that it cannot be business as usual as long as laws like the Reconstruction Act exists and operates.

We took a view that our focus should be on the rationality, lawfulness and constitutionality of the law than to talk about the operations of SMM and the conduct of the Administrator who is after all a creature of statute.

Against the above backdrop. it is shocking that Mr. Chokuda on behalf of the Committee, has responded as follows:

In terms of this letter, it is clear that the focus of the Committee will be on the operations of SMM pursuant to the operation of a law that we say must never be on our statute books.”

Dr Daniel Shumba, the former Chairman of the Committee and a member of FOSMM, said: “I am also surprised that notwithstanding Mr. Mawere’s request that the Committee consider the legality and constitutionality questions regarding the existence and operation of the Reconstruction Act, the Clerk of Parliament presumably on the advice of the Committee is of the view that the law must go unchallenged.

It is my considered view that the Committee has inherent jurisdiction to play a part in highlighting to the Parliament why this specific law serves no public interest.

Before I was removed from the Committee, I had started a process that would have seen this law be repealed as it was my view and continues to be my position that no rational person can live with a law that poses so grave a risk to any investor in Zimbabwe to exist at a time when we all should be looking forward to a brighter and prosperous Zimbabwe.”

President Mnangagwa whose legitimacy has been endorsed by SADC and the AU has promised the rule of law and it is our collective duty to hold him accountable to this promise.

It is unacceptable that the voices of constitutionalism and rule of law have been limited to statecraft matters when civil society and the public in general have to play their part in reducing the frontiers of lawlessness and arbitrary decisions.

It is my hope that we can work together to build the Zimbabwe of our dreams that is characterised by laws that speak to the values of the constitution that we all played a part in delivering.”

Man Bashes Wife Over Plate Of Sadza Without Meat

Terrence Mawawa|A Shurugwi man has been arrested for bashing his wife following a heated argument over a plate of sadza.

According to facts presented by State Prosecutor Bertha Bore the incident happened on November 20, 2018.

According to facts of the State Case, Daniel Dzingai arrived home on the day and he was given a plate of sadza with vegetables by his wife.

Dzingai attempted to assault his daughter who ran away and informed her mother.

Dzingai took a log and assaulted his wife Yeukai Sibanda all over her body.He accused her of failing to prepare sadza with meat.

Magistrate Sithabile Zungula sentenced Dzingai to two months in prison.

Chadzamira Pushes Police To Arrest MDC A Councillors

Terrence Mawawa|The Minister of State for Masvingo Province Ezra Chadzamira is working with ruling party sympathisers to force the police to arrest two MDC A councillors, it has emerged.

Disgruntled elements within the police force said Chadzamira was exerting relentless pressure on them to arrest MDC councillors Godfrey Kurauone(ward 4) and Daniel Mberikunashe(ward 5) -Masvingo Urban Constituency.

Zanu PF is desperate to control operations at the Civic Centre, the Masvingo City Council headquarters.

“The pressure that is being exerted on us by Chadzamira is unbearable. We are not saying there is no case but why is Chadzamira keen to have the two councillors arrested?

As far as we are concerned, the issue is being handled by the Local Government Ministry.

We strongly believe that the issue has been politicised and we are not willing to be used by political figures to advance their personal agendas,” a female constable told ZimEye.com.

“Calls For Unity Talks Is Not Clamour For A GNU”: MDC Tells Professor Arthur Mutambara

By Own Correspondent| Opposition MDC has set the record straight revealing that calls for dialogue is not a clamour for a government of national unity ( GNU) as perceived by some sections of the media including former principal in the GNU Professor Arthur Mutambara.

Spokesperson of the MDC, Jacob Mafume said this jn a statement adding that calls for dialogue aim at returning the country to legitimacy and the pursuit of a peace, growth and economic relief trajectory for the majority of the Zimbabweans.

Said Mafume in a statement:

The MDC would like to set the record straight that the call for dialogue is not a clamor for a GNU, but a call to return this country to legitimacy, pursue a trajectory of growth, peace and economic relief.

The Herald’s celebration of Mutambara’s statement to the effect that there cannot be dialogue in a situation where some party has a Parliamentary majority is therefore premature. For the avoidance of doubt, dialogue must focus on a programmatic agenda whose implementation has not been prescribed by the MDC.

We have made it clear that implementation mechanisms must be a product of dialogue in which we propose a National Transitional Authority.

This is however a last point of discussion, only following an agreement on a program over the following issues.

1. Resolution of the legitimacy crisis arresting our country.
2. Political and Institutional reforms.
3. Dealing with the urgent economic issues to give the people of Zimbabwe a break from the current suffering.
4. Outlining a program of National Unity and Transitional Justice.
5. Setting a strategy for International re-engagement.

These are issues that the two thirds majority being referred to have failed to resolve beyond reasonable doubt.

We place it on record that the MDC did not only challenge the Presidential results, but several petitions were filed in respect of the House Assembly including one in which ZEC admitted to calculation failure.

We want to correct the idea that dialogue only take place in a situation of a hung parliament.

There was dialogue in Zimbabwe in 2007 leading to amendment number 18 of the previous Constitution. Zanu PF back then had a majority.

Anyone who means well for this country would agree that only dialogue can serve our people from the unpalatable suffering, preserve peace and avoid yet another elite implosion.

ZANU PF Mashonaland Central Province Backs Chamisa Ahead Of Annual Conference Resolutions

ZANU PF’S new-found internal democracy under new leader President Emmerson Mnangagwa is set to be tested after the ruling party’s Mashonaland Central province broke ranks and rejected a proposal to push for a constitutional amendment, raising the age limit for presidential aspirants.

While provincial chairperson and Information, Communication Technology minister Kazembe Kazembe was diplomatic about the issue, sources told NewsDay that the proposal, which was initially raised by the Zimbabwe National Liberation War Veterans’ Association last week and supported by the party’s women’s league, had failed to carry the day.

The issue was discussed at the annual provincial conference ahead of the ruling party’s national event underway at Esigodini in Matabeleland South.

“We rejected that proposal. It does not help our situation that we want to show the world we want to open up the democratic space, yet the party turns around and seeks legal instruments to shut a section of the populace out of the same,” a source, who attended the meeting, said.

A Zanu PF youth league leader, Godfrey Tsenengamu, voiced his opposition using social media.

Writing on his Facebook page, Tsenengamu said: “Political maturity has nothing to do with age.

Personally, am against the amendment. I oppose it. It is not necessary.”

Kazembe, however, said there had been a deadlock during deliberations.

“The issue was brought up for discussion, but no resolution was made, because some were against the proposal, while others supported it.

It came from our districts,” he said.

“We are still discussing it and will have a resolution likely today (yesterday).”

Veterans of Zimbabwe’s liberation struggle, who have sprinklings of serving military generals, want the constitutional age limit, currently pegged at 40, pushed up to 52, in what critics argue is a bid to block opposition leader Nelson Chamisa from contesting the 2023 elections.

Chamisa turned 40 this year and almost upstaged Mnangagwa in an intriguing presidential race that went to the wire.

The opposition MDC Alliance leader polled 44,3% against Mnangagwa’s 50,8% of the total votes cast on July 30.

Chamisa disputed the poll result and maintains he won the vote despite the Constitutional Court ruling against him, following his petition seeking to overturn Mnangagwa’s victory.

Section 91 of the country’s Constitution stipulates that a person qualifies for election as President or Vice-President if he or she is a Zimbabwean citizen by birth or descent, has attained the age of 40, is ordinarily resident in Zimbabwe, and is registered as a voter.

The Zanu PF women’s league last week also supported the amendment, but it is the rejection by Mashonaland Central that could put the cat among the pigeons if it is carried through at the ruling party’s annual jamboree this week.

Tycoon Sued Over Illegal Land Grab

VILLAGERS in Chipinge, Manicaland province have dragged ethanol producer, Green Fuel to court to stop it from occupying their communal land and interfering with their farming activities.

Represented by Passmore Nyakureba and Blessing Nyamaropa of Zimbabwe Lawyers for Human Rights, the villagers together with Platform for Youth Development petitioned the High Court on Monday 10 December 2018 seeking an order restraining Green Fuel from depriving them access to their communal land and stopping the ethanol producer from destroying their crops.

In the urgent chamber application, the villagers argued that Green Fuel unlawfully invaded Magokova communal land in Chisumbanje, Chipinge, Manicaland province intending to expand its sugarcane farming operations.

The land, which they have had use of from the colonial times through inheritance from their parents, the villagers argued, is currently used by 138 families for agricultural purposes, where they grow cotton as their sole cash crop and maize for subsistence purposes.

Their concern came after Green Fuel started barring them from either tilling their fields, tendering their germinated crops and from total access at all.

The villagers argued that Green Fuel had done so without securing a court order barring them access to their fields and neither has the use of land been changed from communal land to commercial land by the responsible authority to the knowledge of the villagers.
In addition, Green Fuel has set armed security guards and dogs to ward off the villagers from accessing their fields in Magokova communal lands, of which farming is the only economic activity sustaining their livelihoods.

Green Fuel’s conduct, the villagers argued violates several of their fundamental rights, specifically the right to agricultural land as guaranteed under section 72 of the Constitution, the right to food as guaranteed under section 77 of  the Constitution, the right to
property as provided for under section 71 of the Constitution, the right to equal protection of the law as guaranteed under section 56 of the Constitution and above all it is a violation of the founding principles and the national objectives of the people of Zimbabwe entrenched in the Constitution.

The urgent chamber application will be heard and determined by Justice Hlekani Mwayera on Thursday 13 December 2018 at 3:30 PM.

ZANU PF Youth Plot To Embarrass “Queen Bee” At Esigodini Exposed

Correspondent|SAKUNDA magnate Kuda Tagwirei is set to come under fire at the annual Zanu-PF conference in Esigodhini as some youths from the party are reported to be planning to demonstrate against him, a sure sign that tensions between President Emmerson Mnangagwa and vice-president Constantino Chiwenga have not been completely eased.

Placards denigrating the Sakunda boss have been leaked on social media. The party youths intend to use the to embarrass Tagwirei and Chiwenga, it is reported. Security is reported to be on high alert to thwart the protests against the businessman who is a close ally of Vice President Constantino Chiwenga.

The businessman came into the spotlight a few months back after Zanu-PF activist Acie Lumumba, real name William Gerald Mutumanje, gave him the moniker “Queen Bee” and claimed that he ran a cartel which was responsible for the country’s economic woes.

Former presidential adviser Christopher Mutsvangwa also claimed that Tagwirei was blocking efforts for the government to build a second fuel pipeline so that he could protect his own fuel monopoly. Mutsvangwa claimed that Tagwirei was the only person who was benefitting from the RBZ foreign currency allocations at the expense of tobacco farmers and gold miners.

The planned protest is reported to be the work of youths aligned to Mutsvangwa and possibly Gokwe-Nembudziya MP Mayor Justice Wadyajena who fell out with Tagwirei and has been a vocal critic of him on social media.

Wadyajena has clashed with Norton MP (INDEPENDENT) Temba Mliswa several times recently, amid counter-accusations Wadyajena was fighting from Mnangagwa’s corner with Mliswa being a proxy of Chiwenga and Tagwireyi.

Wadyajena, who is chairman of the Parliamentary Portfolio Committee on Lands, Agriculture, Water, Climate and Rural Resettlement last week chased Mliswa who had barged into a committee meeting for an unspecified agenda, claiming he was sent by unnamed powers-that-be to represent their interests in the committee.

Wadyajena said: “We expelled Temba Mliswa from Agric Committee proceedings. He isn’t a Member and claims he represents ‘other’ interests. Mliswa is intent on spreading anarchy after his recent failure to procedurally chair the Mines Committee. What a disgrace! Kudos, Comm members, for standing firm!”

Political analysts insiders believe Mnangagwa sidelined allies of Chiwenga politically when he announced his new cabinet in September, giving key posts to loyalists such as Oppah Muchinguri (defence), July Moyo (local government) and Joram Gumbo (energy). His attempts to whittle down Chiwenga’s influence are now playing out on the economic front.

Industry insiders and state officials allege that Mnangagwa has interests in the fuel industry through Zuva Petroleum, a fuel importer and major industry player. He is also said to be in favour of a second pipeline to the country, supposedly backed by SA company Mining Oil & Gas Services (Mogs), which would undercut the extensive hold that businessman Kudakwashe Tagwirei has on the country’s energy sector.

Chiwenga is believed to have his own interests in the sector through Tagwirei, a former Mnangagwa ally and CEO of Sakunda Holdings. His company’s subsidiary, Sakunda Energy, is jointly owned by Puma Energy, the SA subsidiary of international oil group Trafigura.

To understand the tensions, one needs to understand the structure of the Zimbabwean fuel industry. Importers bring fuel into the country through the single existing pipeline before selling it on to wholesalers, which sell it on to retailers.

Because the importers don’t have the foreign currency to pay for imports, the government allocates forex to the companies, though it’s unclear how the individual allocation is determined. The fuel traders build these costs into their price, which is in local currency (bond notes).

Lawyers Secure Release Of Citizen Arrested For Endangering Free Movement of People In Harare CBD

Zimbabwe Lawyers for Human Rights (ZLHR) has secured the release of Last Nyanhete, a citizen who was arrested on Wednesday and accused of obstructing or endangering free movement of persons or traffic while he was just walking in the central business district of Harare.

ZLHR is also representing several other people who were arrested together with Nyanhete on Wednesday.

Chamisa Calls Mnangagwa To The Negotiating Table

By Own Correspondent| Opposition MDC president Nelson Chamisa has said the ruling party Zanu Pf must come to the negotiating table in order to come up with a way forward to deal with the current economic problems facing the country.

Zanu Pf has however scoffed at such calls claiming that it won a two-thirds majority in parliament and therefore there is no need for talks.

President Mnangagwa is on record saying that whoever dreams of the formation of a Government of National Unity should wake up from his or her nightmare.

While addressing journalists at a ground-breaking ceremony for a primary school in Kuwadzana on Wednesday, Chamisa said:

“We are not doing this for the love of power, but we are being pushed by the power of love.

What we are going through as a country is nothing if we are to have dialogue as a people, and I hope our colleagues in Zanu PF would find wisdom in this issue. We have stated five things which we believe should be the cornerstone for dialogue.

The problems we are seeing are all temporary, we can solve them within weeks, the issues of cash, the issue of queues and job creation, can be solved through dialogue and confidence-building as a State.

It is unfortunate that there is no talking, but we have talked about the need to talk.

But we have not seen any movement. It takes two to tango and (Zanu PF) should show willingness.”

Highly Intoxicated Musician Arrested, Bungled Out Of Plane Screaming Like A Baby

Correspondent|POPULAR Zimdancehall artist Soul Jah Luv was arrested and taken off the plane yesterday for criminal nuisance and causing disharmony and at the Robert Mugabe International Airport.

Soul Jah Luv, real name Soul Musaka, is said to have caused a scenr after boarding a South African-bound plane at the Robert Mugabe International Airport.

Before the plane could take off on the runway, Jah Love who was visibly intoxicated reportedly shouted obscenities and screamed at passengers. Airport security had to be called in and apprehended him before handing him over to the police.

According to a report by the H-Metro, Police spokesman Assistant Commissioner Paul Nyathi confirmed the arrest saying the “Pamamonya Ipapo” singer was taken to custody and is set to appear before the court today.

“I can confirm that Soul Musaka was arrested at the Robert Mugabe International Airport for unruly conduct as he disrupted the smooth flow of proceedings in the plane.”

Asst Comm Nyathi said the reason why the chanter was making noise and distracting passengers in the plane could not be confirmed yet.

“He was arrested in terms of section 83(4) of the statutory instrument of 2016 which deals with security at the airport,” said Ass Comm Nyathi.

This is not the first time the dancehall artist has been arrested and has been hogging the limelight for the wrong reasons, for his scandalous behavior which continues to injure his dying musical career.

Mnangagwa, Chiwenga Rivalry Exposed

By Own Correspondent| A report has claimed that the alleged tension between President Emmerson Mnangagwa and his deputy Vice President Constantino Chiwenga has its roots in the former’s plans to install a second pipeline to supply petroleum into the country and the control of the lucrative fuel industry in the country.

Industry insiders and government officials allege that Mnangagwa has interests in the fuel industry through Zuva Petroleum.

He is also said to be in favour of a second pipeline to the country, supposedly backed by SA company Mining Oil and Gas Services (Mogs), which would  dismantle the extensive hold that businessman Kudakwashe Tagwirei has on the country’s energy sector.

Chiwenga is believed to have his own interests through Tagwirei CEO of Sakunda Energy.

An official who spoke to the Financial Mail said:

“That is the major issue that sparked the tensions, because Tagwirei is being pushed out. When you look at it, there has also been the talk of a second pipeline, but we all know who refurbished [the current pipeline].”

Economist John Robertson shred the view that the allocation of scarce foreign currency for fuel importation.

Said Robertson:

“There are some government officials who are benefiting from existing arrangements and want to continue benefiting, and others who want a new arrangement that gives them a chance to benefit. There appears to be a serious conflict for the control of the fuel industry in the ranks of the ruling party.”

Bekezela Gumbo, the principal researcher at the Zimbabwe Democracy Institute said that the differences between Mnangagwa and Chiwenga over economic interests may threaten the long-term investment prospects for the country.

It is [said] that Tagwirei is a shadow [for] Chiwenga, essentially being used to secure Chiwenga’s interests — that’s the perception. It means Chiwenga and [Mnangagwa] are clashing economically through these fights to remove control of Tagwirei in the fuel industry.

This effectively means that Zimbabwe’s problems, including the fuel challenges, are a political problem. The problem is at the political apex and it’s affecting decision-making. The leadership is not seeing [eye to eye] … In the long term, it will destabilise the country.-

High Court To Decide Direction Of Kasukuwere’s Case

THE trial of former Local Government minister Saviour Kasukuwere, who is facing criminal abuse of office charges after allocating land to former First Lady Grace Mugabe’s sister Shuvai Gumbochuma, was yesterday moved to December 19, pending the High Court determination of his application for exception.

Kasukuwere, represented by Advocate Thembi Magwaliba, applied for a postponement of the matter before magistrate Hosea Mujaya, saying the application for review at the High Court was more urgent.

But prosecutor Zivavani Macharaga opposed the postponement, saying some of the witnesses were coming from Gwanda and it costs over $500 to bring them to court, and that Kasukuwere just wanted to delay the proceedings.

Magwaliba objected and accused Macharaga of desperation, saying he wanted the trial to proceed despite the pending High Court application.

Mujaya then postponed the matter, stating the defence had produced enough proof.

Meanwhile, former Health minister David Parirenyatwa, who is also facing criminal abuse of office charges, yesterday successfully applied for the release of his passport, stating he wanted to attend an HIV and Aids workshop in Ghana.

Parirenyatwa, who appeared before magistrate Bianca Makwande, was ordered to return the passport after a 10-day period ending December 21.

Doctors Remain Adamant, They Are Not Going Back To Work Unless Grievances Are Heard

THE Zimbabwe Hospital Doctors’ Association (ZHDA) has vowed not to call off the industrial action which began on December 1, until their demands for better pay and more drugs in State hospitals are resolved.Correspondent

Speaking at a Press conference in Harare yesterday, ZHDA secretary-general Mthabisi Bhebhe dismissed calls made by government on Tuesday for them to return to work while their issues were to being attended to.

“It’s very unfortunate that we are entering the second week (of the strike) and nothing has been done, and it’s obvious that the grievances we have raised with our employer have not been addressed.

If it was the case, doctors would have gone back to work,” he said.

“We believe it is the duty of our employer to take care of his employees and these are the issues we are willing to discuss with our employer, but it’s unfortunate that our employer is not forthcoming, and we are left wondering what is going to happen next.”

Bhebhe said they had two meetings with their employer and are troubled by government’s lack of seriousness in resolving the issues.

He said negotiations were being deliberately delayed and done in bad faith.

“We are worried about the grievances that have been raised; they are genuine and we are waiting for answers … Our worry is that the response we are supposed to get is being delayed.

The situation has spread to provincial hospitals, and district hospitals have joined as well,” he said.

“If you visit any hospital right now, you will notice the effect of the industrial action; nothing is happening; doctors are not there.

They are waiting for the employer to address the grievances affecting them and the patient.”

“We are aware of reports that there has been a $25 million grant for drugs that has been secured.

The honest issue is there is no medication in hospitals, and when we did further investigations on the matter, the drugs are still in India.

The timeframe when they will be available is not known.”

Bhebhe said their strike would continue until they had tangible results.

“The grievances by doctors have been presented to the ministry countless times.

What is being and has been waited for is action on the part of the ministry to solve the impasse.

To this end, doctors will remain on industrial action until such a time practical and convincing solutions are provided to mitigate avoidable morbidity and mortality among patients,” Bhebhe said in a statement.

Nurses at Parirenyatwa and Harare Central hospitals told NewsDay that most wards had few patients and that admissions were limited to life-threatening cases only, since doctors were not reporting for duty.

Deputy Police Commissioner Masterminded Biti’s Abduction

MDC deputy chairperson Tendai Biti yesterday accused a Zambian Deputy Police Commissioner of masterminding his abduction in Lusaka, although he was in possession of a High Court order granting his stay in that country.

Through his lawyer, Beatrice Mtetwa, Biti said the Zambian police boss, who was not named, connived with some Zimbabwe security agents to abduct him when the High Court was expecting him to appear before it for asylum processing.

Mtetwa, who was applying for alteration of her client’s bail conditions, said the Zambian police deputy commissioner had also facilitated issuance of a handover certificate, which described Biti and his aides as “five items”.

“Your worship, the State now conceded that the accused was lawfully in Zambia.

The police were called in Zambia to plot the abduction of Biti and that meeting was conducted by the Deputy Commissioner General of Police in Zambia.

He had no powers to deport the accused person as the High Court had already ruled against the decision to deport him,” Mtetwa said.

“The Deputy Police Commissioner even disguised the abduction and described the deportation of human beings as five items on the handover certificate.

The persons cannot be described as items, your worship.”

The lawyer said charges against Biti were trumped-up since there was evidence of Zanu PF legal secretary Munyaradzi Paul Mangwana and President Emmerson Mnangagwa making similar statements to the one Biti is being charged with, but no charges were made against them.

“The laws are being applied discriminately, Paul Mangwana said the same thing, but was not arrested.

The President also said similarly, but was not arrested.

The police must not be used to settle political differences because this is what politicians do, your worship,”Mtetwa said.

Biti sought the release of his passport for him to seek medical attention outside Zimbabwe during this festive season.

Mtetwa said the State would suffer no prejudice if they released the passport since the remand date had been moved to January 21, 2019.

“Many citizens look for medication outside our borders.

Many high-profile people also seek medical attention outside our borders.

Denying him his passport will be discriminatory.

Denying him the passport because of his political participation will be contrary to his constitutional right.”

Mtetwa also wanted the court to scrap the restriction on addressing political gatherings and Press conferences.

She said the conditions were a clear deliberate design to stop Biti from participating in politics.

However, the State, represented by Tafadzwanashe Mpariwa, did not oppose the release of Biti’s passport, but opposed the scrapping of conditions that restrict him from addressing political gatherings, saying the conditions would only be removed at the finalisation of the case.

Magistrate Gloria Takundwa released Biti’s passport and also returned his title deeds, but the condition on addressing political gatherings and Press conferences remains in effect.

Doctors Accuse Gvnt Of Ignoring Their Concerns

By Own Correspondent| Doctors here have accused the government of ignoring their plight adding that the on going strike is set to continue until their demands are met.

Said the Zimbabwe Hospital Doctors Association (ZHDA) Secretary General Dr Mthabisi Anele Bhebhe said government was not forthcoming in addressing the doctors’ plight.

Said Bhebhe:

“The issues that we are raising are not new. Drug shortages and the issues of equipment should be addressed.

Basic medication like paracetamol are not available at hospitals….and the situation in hospitals is not good.

Our employer is not forthcoming….but our employer is not forthcoming. We do not believe that government has nothing to offer. Our grievances require urgent attention.”

All Set For SA Diaspora Vote Months Before 2019 Elections

Johannesbourg, South Africa (ADV) – South Africa said it is ready to conduct voting at the South African diplomatic missions abroad for their diaspora citizens.

The country’s Minister of International Relations and Cooperation, Lindiwe Sisulu, recently concluded a meeting with the Commissioners of the Independent Electoral Commission (IEC) and senior officials of her department where she received a briefing on logistics required to ensure South Africans living abroad exercise their democratic right to vote in the upcoming 2019 general elections.

“From the briefing it is clear that the IEC and our team here at Department of International Relations and Cooperation (DIRCO) are hard at work to ensure that South Africans living abroad can vote in all our diplomatic missions,” said Sisulu.

DIRCO and the IEC recently signed the Cooperation Agreement on South African missions abroad, which outlines how DIRCO and the IEC will cooperate with each other to facilitate the registration and voting process for South Africans living abroad.

The Cooperation Agreement, signed by Director-General Kgabo Mahoai (DIRCO) and Chief Electoral Officer Sy Mamabolo (IEC), is aimed at giving effect to the Electoral Act 73 of 1998 and applicable regulations which make provision for South African citizens who are outside the Republic to register and vote at a South African embassy, high commission or consulate closest to them.

The Constitution provides in Section 19 (2) that every citizen has the right to free, fair and regular elections for any legislative body established in terms of the Constitution. It further provides in Section 19 (3)(a) that every adult citizen has the right to vote in elections for any legislative body established in terms of the Constitution.

“It is very important that the infrastructure is in place so that all South Africans can exercise their democratic right,” added Sisulu.

In terms of the Cooperation Agreement, the Department shall avail the premises of the missions for registration, voting and any other function that needs to be performed for successful voter registration and voting on the designated days and times.

Since the national and provincial elections of 1999, DIRCO has assisted the IEC with the voting of South African citizens abroad. Ahead of the national and provincial elections of 2014, and following the amendments to the Electoral Act, DIRCO extended its assistance to include voter registration applications through our missions abroad.

The Minister was assured that preparations are well underway across all South African missions abroad for registration weekends, special voting and setting up of infrastructure for voting when the voting dates are announced.

The IEC has declared 1-4 February 2019 as special days for South African diplomatic missions abroad to allow South African citizens to check the status of their registrations and for those who are not registered to submit their applications to be enlisted on the voters roll.

The Minister congratulated the teams on the good work done thus far and further urged them to keep the nation informed and to also meet regularly to iron out any outstanding matters.

Minister Sisulu and the IEC will in 2019 also host a special briefing with members of the diplomatic corps to brief them about the country’s 2019 elections.

By Own Correspondent| Zanu Pf national chairperson, Oppah Muchinguri Kashiri, who is also the Minister of Defence and War Veterans Affairs, says there are fake war veterans who are masquerading as comrades warning that her ministry will soon weed out such elements.

The war veterans minister said she will soon be asking questions on the roles played by those who claim a hand in the liberation war adding that those who joined opposition leader Nelson Chamisa are “fake war veterans”.

Said Muchinguri Kashiri:

“There are benefits that are supposed to be enjoyed by war veterans chief among them is access to the land. After the land audit, we said 25 percent of the land should be given to war veterans.

We will not just give any war veteran because some of them are fake and they lie about their credentials. We are going to vet them.

We have cases of people who are below 50 years and claim to be war veterans. We would like to know which comrades you worked with during the liberation struggle because comrades have a sharp memory.

Chamisa claims to have liberation war veterans in his party and we wonder which war veterans and which liberation struggle are they talking about. A real war veteran does not abandon ship and join the enemy. Real war veterans are in Zanu PF and anyone else is fake.”-TellZim

Chamisa Carries Out Ground Breaking Ceremony For “Smart School”

Own Correspondent|MDC leader Nelson Chamisa on Wednesday presided over the ground breaking ceremony for the construction of a primary school in his former constituency Kuwadzana.

Mayor Herbert Gomba was supposed to officiate at the event but left it for his party leader who graced the event unexpectedly.

Addressing the gathering, Chamisa said he had turned up to show his support for the work Gomba had his team were doing at Town House. He also commended the presence of Zanu PF officials who attended the event.

“As a leader, one should appreciate both the good and the bad,” he quipped.

“ … building the country requires contribution of (everyone) because the party which might be underestimated might be productive in building a better nation.”

Speaking on his Twitter page after the event, Chamisa said the construction of the school is part of the process to make Harare a world class city under the MDC manifesto principles.

“Had a wonderful time to witness the consummation of the VISION to make Harare a world class SMART CITY by 2025.The Harare City Council is set to construct a SMART primary school in ward 44, Kuwadzana Extension, Harare.”

Control Of Fuel Pipeline Stocking Tensions Between Mnangagwa And Chiwenga

A BID to overhaul Zimbabwe’s petroleum supply system by installing a second pipeline is stoking tensions between President Emmerson Mnangagwa and vice-president Constantino Chiwenga, if government officials and fuel dealers are to be believed.

Mnangagwa owes much to his deputy. It was, after all, the military, under the leadership of then Gen Chiwenga, that deposed long-serving president Robert Mugabe, allowing for Mnangagwa’s elevation to the highest office in the land. And Chiwenga’s inclusion in cabinet — he has retired from the army — is thought to have been a nod to the role the military played in installing Mnangagwa in the presidential office.

But relations between the former allies seem to have soured. Political scientists speaking on condition of anonymity say Mnangagwa views Chiwenga as a threat to his presidency and is trying to dilute his influence.

They believe he sidelined allies of Chiwenga politically when he announced his new cabinet in September, giving key posts to loyalists such as Oppah Muchinguri (defence), July Moyo (local government) and Joram Gumbo (energy). His attempts to whittle down Chiwenga’s influence are now playing out on the economic front.

Industry insiders and state officials allege that Mnangagwa has interests in the fuel industry through Zuva Petroleum, a fuel importer and major industry player. He is also said to be in favour of a second pipeline to the country, supposedly backed by SA company Mining Oil & Gas Services (Mogs), which would undercut the extensive hold that businessman Kudakwashe Tagwirei has on the country’s energy sector.

Chiwenga is believed to have his own interests in the sector through Tagwirei, a former Mnangagwa ally and CEO of Sakunda Holdings. His company’s subsidiary, Sakunda Energy, is jointly owned by Puma Energy, the SA subsidiary of international oil group Trafigura.

To understand the tensions, one needs to understand the structure of the Zimbabwean fuel industry. Importers bring fuel into the country through the single existing pipeline before selling it on to wholesalers, which sell it on to retailers.

Because the importers don’t have the foreign currency to pay for imports, the government allocates forex to the companies, though it’s unclear how the individual allocation is determined. The fuel traders build these costs into their price, which is in local currency (bond notes).

The official government position is that the bond notes have parity with the US dollar, but in reality the dollar is worth about three times as much. This means the government is essentially subsidising the fuel companies — the biggest importers are Trafigura, Total, the Independent Petroleum Group (IPG) and Petrotrade — which would seem to be profiting at the government’s expense.

Now a foreign currency shortage has threatened the government’s ability to pay for fuel. Stocks are running low and long queues are forming at filling stations. To avert a crisis, the government has been forced to rely on lines of credit to fund imports, something economists say is further worsening the country’s debt position.

The ministries of finance and energy, which are responsible for the allocations and for all fuel imports, blame the foreign currency crunch for the fuel crisis.

But Farai Kunaka, a representative of petroleum traders under the Motor Industry Association, says that though the fuel shortage is partly a result of foreign currency shortages, it is also due to skewed allocations of forex to pay for fuel imports. Not all traders are receiving allocations, which means they are unable to import fuel to relieve the shortage.

“We [the smaller traders] were not getting the allocations [of forex] in the first place,” says Kunaka. “Total, Zuva, Sakunda and Puma had preference. Few allocations were coming in, but we had questions about the way the allocations were being made.”

Zimbabwe’s treasury has not been forthcoming about the forex allocations. Instead, permanent secretary for the finance ministry George Guvamatanga has pointed to government intervention as essential to keeping fuel affordable. “If they [fuel traders] are allowed to source lines of credit, they have to source them offshore and will have to pay back in foreign currency, which means they have to sell in forex,” says Guvamatanga. “What kind of fare will public transporters then charge?”

But some industry players suspect the murky allocation of forex is used to benefit the bigger players — like Tagwirei’s businesses. They say Sakunda and Puma Energy, in particular, have received forex allocations ahead of other dealers.

Now Tagwirei’s fortunes seem to be shifting.

A ministry of energy official, who did not want to be named, says Tagwirei, through Puma, Sakunda and the smaller petroleum companies in which he has interests, received favourable treasury allocations of forex for the past two years. But most allocations now go to IPG, which includes companies such as Trek Petroleum and Engen Zimbabwe, among others.

This shift has apparently unnerved Chiwenga, who fears Tagwirei is being muscled out of the fuel industry.

“That is the major issue that sparked the tensions, because Tagwirei is being pushed out. When you look at it, there has also been talk of a second pipeline, but we all know who refurbished [the current pipeline],” says the official, referring to Tagwirei.

Economist John Robertson similarly believes traders with links to government officials benefit through favouritism in the forex import allocations, which disadvantages other traders in the industry — though he maintains that forex access is the primary constraint on the fuel supply at present.

“There are some government officials who are benefiting from existing arrangements and want to continue benefiting, and others who want a new arrangement that gives them a chance to benefit. There appears to be a serious conflict for the control of the fuel industry in the ranks of the ruling party,” Robertson says.

Bekezela Gumbo, the principal researcher at the Zimbabwe Democracy Institute, tells the Financial Mail that differences between Mnangagwa and Chiwenga over economic interests may threaten the long-term investment prospects for the country.

“It is [said] that Tagwirei is a shadow [for] Chiwenga, essentially being used to secure Chiwenga’s interests — that’s the perception,” says Gumbo. “It means Chiwenga and [Mnangagwa] are clashing economically through these fights to remove control of Tagwirei in the fuel industry.”

Mnangagwa aims to undermine Chiwenga’s influence by breaking the dominance of Tagwirei in the fuel industry, according to insiders.

Compounding the tension is the bid for the second pipeline. Tagwirei is understood to have helped refurbish the country’s pipeline from Mozambique to Harare at a time when Mnangagwa has been mulling the installation of a second pipeline and a new dry port for petroleum in Harare.

Government and fuel industry sources say Mogs’s bid to invest in the pipeline has received support from Mnangagwa as well as from Chris Mutsvangwa, a former adviser to Mnangagwa.

Royal Bafokeng Holdings, which controls Mogs, did not respond to e-mailed requests for comment, despite its spokesperson acknowledging receipt of such request.

If the bid for a second pipeline succeeds, it may provide more options for downstream sellers, but it is likely to intensify competition at the upper end of the fuel chain, where players like Tagwirei have dominated – and where the stakes are much more lucrative.

“This effectively means that Zimbabwe’s problems, including the fuel challenges, are a political problem. The problem is at the political apex and it’s affecting decision-making,” says Gumbo. “The leadership is not seeing [eye to eye] … In the long term it will destabilise the country.”

Zimbabwe presidential spokesperson George Charamba had not responded to the Financial Mail’s e-mailed questions by the time of writing.

Earlier, he had been noncommittal about answering questions concerning the alleged tensions between Mnangagwa and Chiwenga.

He also implied by phone that the president was not happy about the fuel supply situation in Zimbabwe. Pressed to confirm whether Mnangagwa has personal interests in the petroleum industry, he accused the FM of trying to “legitimise” a conception.

Tagwirei could not be reached for comment, while Mutsvangwa was said to be away.

Latest Report On Mugabe’s Health

Correspondent|FORMER President Robert Mugabe and his family are expected to leave the country shortly for their annual break in the Far East, it has emerged.

The government would, as ever, pick up the tab, our sources said this week.

While in power, Mugabe hardly took his annual holidays at home, usually leaving Harare in December and returning in February before his birthday celebrations.

Singapore – where he would also travel regularly for medical treatment – became a favourite bolt-hole after he was banned from Western capitals over allegations of rights abuses and electoral chicanery.

And the city State remains a preferred foreign destination after Mugabe’s forced and acrimonious ‘retirement’ last November.

The veteran leader and his family are still being looked after by the successor administration of former protégé Emmerson Mnangagwa, or so the latter claims.

Now approaching 95, Mugabe only recently returned home from Singapore after undergoing treatment for an undisclosed ailment for two months.

Mnangagwa told a political rally last month that the former Zanu PF leader was so poorly that he was no longer able to walk.

The claim was however, denied by National Patriotic Front (NPF) spokesman, Jealousy Mawarire who said Mnangagwa “lies more than he tells the truth”.

Maware often speaks for the Mugabes as well.

Sources say Mugabe’s health “is in keeping with his age” and that there was contact with the Mnangagwa administration “through the relevant institutions of the State”.

Mourners Accuse Ex Councillor For Death Of Young Bulawayo Councillor

CHAOTIC scenes rocked the burial of MDC Alliance Ward 28 Councillor Hapson Ncube in Bulawayo yesterday with party members taking the deceased’s body to former councillor Collet Ndlovu’s business premises chanting slogans denouncing him.

The party supporters, clad in party regalia, also sang songs at the business premises in Cowdray Park suggesting that Ncube, who died on Sunday at a Bulawayo hospital at the age of 34, was killed through witchcraft.

The supporters, mostly made up of members of the party’s youth, passed through the business premises enroute Bulawayo Amphitheatre where a service was held before burial at Lady Stanley Cemetery.

The crowd chanted slogans denigrating Mr Ndlovu, saying “Phansi ngo Collet, phansi (down with Collet)” before breaking into song, “Ndiwe wakauraya pahukama, hazvina mhosva pahukama.”

The song is one of the funeral laments sung when mourners suspect foul play on the cause of the death.

Addressing mourners, the party’s provincial youth chairperson Clr Mlandu Ncube urged party members to desist from killing each other, to the applause and whistling from the audience.

“As the Bulawayo MDC Youth Assembly and the Zimbabwean young people we feel so much reduced and robbed. It came to us as a surprise today to note that one of our kingpins in the assembly has gone to the new land of peace, we say rest in peace our fighter,” he said, sobbing.

Muchinguri Kashiri said opposition leader Nelson Chamisa’s plans to establish a war veterans’ wing was a futile exercise since real war veterans would never abandon Zanu Pf to join “the enemy”.

She said:

Gwanda Flooding: Police Recover Body Of Drowned Official

Correspondent|THE body of a female Ministry of Primary and Secondary Education official from Matabeleland South Province whose vehicle was swept away by a flooded river while travelling with a colleague has been recovered by members of the police sub aqua unit.

The vehicle was swept away on Monday evening at Mamsisi River bridge in Ntalale village South of Gwanda.

Their vehicle was found by villagers on Tuesday morning along Mamsisi River about 200 metres from the bridge lying on its roof.

The area received heavy rains on Monday which left rivers flooded. A search for the two colleagues on Tuesday by villagers yielded nothing.

A police sub aqua team from Bulawayo was deployed to search for the two officials, Ms Samukeliso Dlamini who is the Gwanda District Schools Inspector and Mr Richard Nyandoro, an accountant with the Ministry.

Ms Dlamini was driving the vehicle when the accident occurred.

Ntalale Ward councillor who was also at the scene, Coster Ndlovu confirmed that police had recovered Ms Dlamini’s body and search will continue for Nyandoro.

“The sub aqua team recovered the woman’s body from the dam who has been identified as Ms Dlamini around 5PM. Only one body has been recovered today as the sub aqua team has aborted the search for the day and they are set to resume tomorrow, “he said.

Gutu, sacastically blasted political parties who acted as if their leadership’s hands were clean and said such behaviour of “acting holier than thou made him sick”.

Former ZANU PF Youth Leaders Amongst Top Land Barons In The Country

AN inquiry into the illegal sale of State land in urban areas is now 60 percent complete and so far, 75 land barons have been arrested for fraud, theft of trust funds and other corruption-related offences.

Government appointed a commission to investigate the irregular sale of State land in and around urban areas in February this year.

It is chaired by Supreme Court judge, Justice Tendai Uchena.

The commission’s findings will be given to President Mnangagwa.

Of the 75 suspects, 25 have appeared in court and their cases are still pending.

Parallel to the public hearings, the chief investigator in the commission of inquiry, Superintendent Godfree Muza and his team was instituting criminal probe where prima facie evidence points to a criminal offence.

Addressing a Press conference in Harare yesterday, Justice Uchena said the commission had covered six provinces where investigations had been conducted on 79 farms.

“Therefore we have made inquiries on 79 urban State land units or farms. Currently, we are working on producing reports for the six provinces we have covered.

“The commission’s outstanding work in is four provinces which are as follows: Harare, Mashonaland West, Mashonaland Central and Midlands.

“The provinces covered are Manicaland, Masvingo, Mashonaland East, Matabeleland North, Matabeland South and Bulawayo,” said Justice Uchena.

In an interview on the sidelines of the Press briefing, Superintendent Muza said 75 land barons had been arrested and 25 taken to court.

“Some 25 matters are pending before the courts while about 50 others are still under investigation,” he said.

Supt Muza’s list of criminal cases features prominent names like former ZANU PF Youth league leader Innocent Hamandishe, who is facing five cases of land related criminal cases at Caledonia Farm.

Also on the list is another former Zanu-PF youth leader Mubuso Chinguno, who faces allegations of swindling home seekers in Chipinge.

The barons face charges including theft of trust property, receiving money from cooperative members and converting it to personal use and selling non-existent stands.

Justice Uchena said the commission was now compiling reports in respect of the first six provinces.

The commission, according to Justice Uchena, will move to the outstanding four provinces in February next year.

The other five commissioners are Dr Tarisai Mutangi, Mr Adrew Mlalazi, Mr Steve Chakaipa, Dr Heather Chingono and Mrs Petronella Musarurwa.

Justice Legal and Parliamentary Affairs Permanent Secretary Mrs Virginia Mabiza heads the commission’s secretariat.

At the end of the inquiry, findings and recommendations will be submitted to the President.

Mnangagwa Says GNU Is A Day Dream, But Who Ever Muted For It?

Own Correspondent|President Emmerson Mnangagwa has ruled out the formation of a Government of National Unity (GNU) with MDC-Alliance, saying the ruling Zanu-PF had won an overwhelming people’s mandate in the July 30 harmonised elections.

Mnangagwa, who is also the ruling party’s First Secretary, said this while opening the 110th Ordinary Session of the Central Committee at Zanu-PF Headquarters in Harare on Wednesday.

“After the announcement of the election results by the Zimbabwe Electoral Commission (ZEC), Zanu-PF got a two thirds majority in Parliament which was two times more than what they (MDC-Alliance) got,” he said.

“So when you hear them saying we want a GNU, you should ignore them. They are daydreaming. As Zanu-PF you should not even think that there would be a GNU. We don’t have any plans for a GNU in our party as Zanu-PF,” he said.

“They challenged the election results at the Constitutional Court (Concourt) and lost. They did not ask for the opening of the ballot boxes because they knew they would lose again. You now hear them making all sorts of noises, but you should not be bothered about that. That is what losers do,” Mnangagwa said.

“We should now concentrate on fulfilling the mandate we were given by the electorate in the next five years. We should build the economy and put politics aside.

“We are now seized as Zanu-PF with growing of the economy; with finding solutions to resolve all the economic challenges the country is facing as a result of sanctions which we are facing as a country.”

MDC-Alliance has refused the acknowledge Mnangagwa’s victory, saying it was a result of fiddling with figures by the Zimbabwe Electoral Commission (ZEC).

The MDC has denied claims that the party is desperate to form a government of national unity with ZANU PF (GNU).

MDC president and vice chairperson, Nelson Chamisa and Tendai Biti
respectively, have called for negotiations with ZANU PF in order to put an end to the political and economic crisis facing the country.

MDC party spokesperson Jacob Mafume told The Daily News Emmerson Mnangagwa was actually himself the one desperate for the formation of a GNU.

”Zanu PF honchos stole the vote and
they are being tormented by their theft, it is them who were rejected by all credible observer missions and it is them Zanu PF who are failing to get a single cent even from the Chinese.

They have caused fuel shortages and
are taxing people, it is not us who have begged them for a unity government,” he said.

“Zanu PF has messed up things, they have failed the economy.They are illegitimate; they have failed to pass the legitimacy test internationally and to the people of Zimbabwe. You cannot seek to govern people by force, they will not comply.They are facing resistance from the people and the economy,” said Mafume.

Khupe And Kasukuwere Proud Mom And Dad

FORMER cabinet minister Saviour Kasukuwere is a very proud man after his daughter was admitted to the bar as a Legal Practitioner and Conveyancer.

His daughter, Nyasha, is one of the few children of high ranking politicians who chose to study locally, with most preferring to do their tertiary education in Western countries as well China, Malaysia, Singapore and Hong Kong among others.

Natasha who graduated with a degree in Law at the University of Zimbabwe in October was recently admitted to the bar. This led to her very proud father gushing on social media,

“MaMoyo Nyamita~It was hard but you made it. We all proud of u.Admitted to the Bar~Legal Practitioner & Conveyancer. Congratulations.”

This comes hardly a week after another politician, MDC-T President Thokozani Khupe also expressed her joy when her daughter was was admitted as an officer of the courts.

Online Application For Form One Places Closes On 21 Dec, Here Is How To Apply.

Correspondent|THE Ministry of Primary and Secondary Education has said online application for Form One boarding school places is closing on December 21.

Deputy Minister of Primary and Secondary Education Edgar Moyo said parents who are facing challenges applying online should approach their nearest schools or online experts for help before the application process closes.

Said Moyo: “The system is still in place and parents should make use of it. There are reports of parents who are failing to access the system, we are urging them to consult knowledgeable people even in internet cafes before the application closes.”

Some parents fear that they may fail to secure places for their children as they are struggling to register online due to technical errors, poor internet connectivity and computer illiteracy.

Schools authorities said after a delay in response, many parents panic and drive to schools to confirm if their children got places.

“Boarding school places are on demand and parents cannot wait to confirm if their children got places. They end up coming here, some of them insulting school authorities for denying their children places. I think they need more education on this issue because they incur unnecessary losses driving here. The system sometimes is low since our internet connection is not perfect,” said a school official.

A majority of boarding schools countrywide are overwhelmed by online applications from pupils seeking Form One places for next year.

“Private” TV Station Returns On Air, Announced By ZBC

THE ZBC has announced the re-birth of Joy TV in the first quarter of 2019, declaring that the development is testimony that the national broadcaster is open to any partnerships, as long as they are mutually beneficial.

Starting next week, Joy TV Incorporated will be going around Zimbabwe meeting content producers and spreading the good tidings.

31 May 2002 saw one of the main attractions on national television, Joy TV, going off air. With its demise, went erstwhile popular programmes such as Sunset Beach.

Zimbabwe’s only ever privately owned broadcasting station, Joy TV, started in July 1998, closed down on 31 May 2002, bringing down the curtain on Zimbabwe’s botched experiment with broadcasting diversity and carrying the same dream down with it.

Telecoms mogul James Makamba’s family have a controlling stake in the TV station.

Joy TV closed down after a lease agreement it had with the Zimbabwe
Broadcasting Corporation was cancelled on the grounds that it violated the
Broadcasting Services Act, which was enacted in 2001. Joy TV was leasing ZBC’s second station generally known as TV 2.

However, with the coming in of the new dispensation, all this is set to change for the better.

ZBC CEO, Mr Patrick Mavhura said brighter days are coming.

This recent partnership, which will most certainly complement ZBC’s programming, comes at a time when ZBC is preparing for digital switch over and will see that national broadcaster introducing additional 6 television channels. Set to be launched within the first quarter of 2019, Joy TV will run as a 24 hour family entertainment channel that will air local and foreign content. The channel will air a wide variety of genres that will include but not limited to current affairs programming, sitcoms, series, movies, reality shows, talk shows, game shows, travel and tourism and wildlife among others,” said Mr Mavhura.

Joy TV Incorporated representative, Kushinga Makamba said there is a bottomless pit of talent in Zimbabwe just waiting to be tapped to provide 24-hour riveting entertainment on the small screen.

The short but eventful life of Joy TV faced stern challenges especially
direct interference from the government. This manifested itself in a
“direct” order for the station to drop the BBC news bulletin it broadcast
everyday.

Joy TV was also never to allowed to flight local news except
musicals and apolitical documentaries. The reliance of the station on the
ZBC for transmission was largely as seen as having contributed to its failure
to survive as the government could cut it off at any time. It remains to be seen how it will fare this time, since the arrangement is more or less the same as before.

The closure of Joy TV strengthened the calls for the licensing of other players to enter the broadcasting industry. MISA-Zimbabwe viewed the Broadcasting Act itself as needing major amendments if private players were to survive in the industry.

The government has largely ignored the calls to amend the Act, which
virtually makes it impossible for private players to enter the industry. No foreign investment is allowed into the broadcasting industry and would-be
broadcasters would be required to stick to a strictly defined programme
content among many blemishes of the act.

Zimbabwean Sentenced To 10 Life Terms In SA Plus 235 Years Imprisonment

SERIAL rapist Amos Ngobeni has been removed from society – sentenced in the Durban High Court on Wednesday to 10 life terms and a collective 235 years’ imprisonment.

Ngobeni, a Zimbabwean national, had stalked the streets of Inanda and raped 19 women over several years. The 30-year-old artisan and father of four will now spend the unforeseeable future behind bars.

For one victim of Ngobeni — who was violated in front of her helpless boyfriend six years ago — the fear and shame of her ordeal linger on.

“I was afraid to even go out of the house, especially at night. I would have to make sure that all the doors were locked all the time,” the woman said.

The woman, who cannot be named in terms of the SA press code of conduct as a rape victim, told of how the attack had changed her life.

“The shame and embarrassment of looking at my neighbours was too much, it was as if I was losing my mind and I would run away if I saw a person walking towards me,” she said.

“I couldn’t sleep at night and every time I closed my eyes the memories of that night would flash back to me,” she added in her victim statement ahead of Ngobeni’s sentencing.

Clergyman Calls For Dialogue Between Chamisa And Mnangagwa

 

Faith Ministries pastor and businessman Shingi Munyeza has urged Zanu PF and the MDC to dialogue in order to move the
country forward.
Munyeza said it is important for the two political parties to find each other and work collectively towards ending the current socio-economic crisis since they control the majority of the electorate.
“The two parties control at least 95 percent of the electorate. The current impasse is coming out of the contested election result hence raising questions on legitimacy,” said Munyeza as he urged Zanu PF and the MDC to put their differences aside and focus on nation building.
“The nation must rise above self and party.Zimbabweans want to move forward and yet the power play by politicians is taking us back. We
must move away from constantly being in an election mode,” he added.
Munyeza said religious leaders were ready to be at the fore front in bringing political parties to dialogue and ensuring peace in the country.
He told the Daily News that clerics were currently working with the National Peace and Reconciliation Commission (NPRC) to facilitate
the national healing process.
“The Church has always been ready to engage, dialogue, mediate and lead on national issues when called upon to do so. We are therefore
pleading with the political players to put Zimbabweans first in their aspirations so we move the country forward on all fronts.
“Nothing stops the church to be on the fore front, we have done it in the past. Our role is always to bring warring parties to the table, engage,
dialogue, mediate and reconcile. At the moment we are working closely with the NPRC on national healing,” Munyeza said.Daily News

“Students Should Not Be Turned Away For Nonpayment Of Fees”

 

The Zimbabwe Lawyers for Human
Rights (ZLHR) has urged school authorities to respect the laws of the country and ensure that no child is turned away for nonpayment of fees.
This comes as the human rights lobby group has received reports from parents and guardians in
both rural and urban areas about children being turned away due to failure to pay fees.
In a statement, ZLHR said chasing children is unconstitutional and undermines policy pronouncements by the ministry of Primary and Secondary Education.
“Undoubtedly the majority of those who fall victim to this practice are children from disadvantaged
families and acquiring education can be the only way out of a life of poverty.
“The ministry has in the past categorically denounced exclusion of children for non-payment of school fees. Turning away children from the
classroom undermines the principle of the best interest of a child, a standard prescribed and emphasised in the constitution of Zimbabwe, and
in human rights instruments that Zimbabwe has voluntarily ratified,” ZLHR said.
ZLHR has called on government to issue and implement a directive to allow children to attend school whether or not the fees have been paid.Daily News

Horror As Pupil Dies In Gang Violence

 

A FORM Three pupil at Founders High School in Bulawayo died during suspected teenage gang violence after an alcohol binge and his
assailants dumped his body in a bushy area near Nketa High School in Nketa 8 suburb.
The body of Prichard Ndlovu (16) from Bulawayo’s Nkulumane suburb was discovered on Tuesday afternoon by a caretaker at Nketa High School who notified the police.
Police then informed the boy’s relatives who had already filed a missing persons report when he did not return home on Saturday.
The boy’s body was found a walking distance from his home.
The Chronicle yesterday visited Prichard’s family home and gathered that he lived with his younger siblings as their parents are based in South Africa.
Prichard’s aunt Ms Maenni Ndlovu said he could have been stabbed and dumped by a rival teenage gang.
Ms Ndlovu, who lives in another suburb said she was shocked to learn from Prichard’s father who contacted her on Monday from
the neighbouring country saying his son was missing and had last been seen being pursued by a gang.
Ms Ndlovu said it appears there were
skirmishes involving three gangs.Chronicle

Polytechnic Student Torches Grandfather Over Family Dispute

 

A 20 YEAR-OLD Bulawayo Polytechnic student has been arrested for allegedly dousing his grandfather with petrol before
torching him following an undisclosed dispute.
Tadious Munemo, whose age was not given, was taken to the United Bulawayo Hospitals (UBH) where he died after a few days as a result of the burns he sustained.

Kudzai Munemo of Cowdray Park suburb, who was initially charged with attempted murder, appeared before Bulawayo magistrate Mrs Adelaide Mbeure yesterday
facing a murder charge.
He was remanded in custody to December 21 for routine remand pending trial at the High Court.Chronicle
