By Own Correspondent| The MDC T led by Dr Thokozani Khupe has ruled out the possibility of reuniting with the MDC T led by Advocate Nelson Chamisa ahead of the watershed polls adding that the Dr Khupe led faction was the real MDC T whose presidential candidate would romp to victory come July 30.

Addressing journalists at the party’s offices in Belvedere, Harare, spokesperson of the MDC T led by Dr Khupe, Linda Masarira said her party had no intentions of re uniting with the MDC  Alliance since the party was now focusing on marketing their presidential candidate to the electorate as the election date draws near.

“This is a watershed for the people of Zimbabwe and Dr Khupe is our candidate. We are aware that certain individuals are sending out a wrong message to the people saying we are re uniting with the MDC Alliance.

We want to categorically state that we do not have such intentions as we are the real MDC T.  Any overtures by our erstwhile comrades will not yield any success as we are now focusing on campaigning than anything else. President Khupe remains the true and real leader of the party,” said Masarira.

 

US$5 Million Cheque For Marange Zimunya Community Share Ownership Trust

By Own Correspondent| Marange Zimunya Community Share Ownership Trust today received a major boost after President Emmerson Mnangagwa availed $5 million for the revitalisation of the Trust.

The cheque, from State entity Zimbabwe Consolidated Diamond Company, was presented to the Marange-Zimunya Community Share Ownership board of trustees by President Mnangagwa.

Said President Mnangagwa: “It is our fervent hope that through this vehicle, some of the developmental needs of these communities will be addressed, further impacting on Manicaland as a whole.

My government remains committed to broad based empowerment through multi faceted strategies including community share ownership trusts.

To this end, I urge all companies to intensify community development programs so that communities benefit from the natural resources endowments in their environments.”

This is not the first time that the Trust has received “money” from mining firms officially handed over through government officials including the Head of State.

Former Local Government minister, Saviour Kasukuwere was in 2015 accussed of lying to former President Robert Mugabe when he presented a false multi million dollar cheque at a colourful ceremony to celebrate the development  in 2012.

The cheque, which Kasukuwere (then Indigenisation Minister) handed over to Mugabe when the ZANU PF leaders launched the Marange-Zimunya Community Share Ownership Trust, was reportedly worth $50 million.

Former President Mugabe officially presented the cheque to the Trust. At the time of the handover, the money had allegedly been promised by five mining firms operating in Chiadzwa diamond fields as part of efforts to ensure proceeds from the diamonds benefitted the local communities.

However, a local publication reported that the money was never handed over to the intended beneficiaries, was never agreed to by the five firms and the cheque given to Mugabe was ‘fake’.

According to the publication, officials from the firms refuted the claims that they agreed to give US$10 million each to the Trust.

Council Blocks Renaming Of Street After Tsvangirai

Masvingo City Council has rejected a proposal from an MDC council to name a street in Masvingo after the late iconic MDC Morgan Tsvangirai.

Council sources last week said the proposal made by ward 4 councillor Godfrey Kurauone to name one street after Tsvangirai was flatly rejected by the local authority’ s top management.

The majority of senior officials at the Civic Centre, the city council headquarters, are declared Zanu PF sympathisers.

“The council management has rejected Councillor Kurauone’ s proposal to name a street in Masvingo after Tsvangirai arguing there is no genuine need to do so,” council sources said.

The city council has further pointed out that the renaming of streets must be approved by Central Government.

MDC Dismisses Party Spokesperson

By Paul Nyathi|The Welshman Ncube led MDC has dismissed its Deputy National Spokesperson from his position just under two months before the make or break national elections.

Party Secretary General Miriam Mushayi revealed in a statement without giving reason that the party had recalled Mbuso Siso the Deputy Spokesperson and replaced him with Bulawayo Province Spokesperson Oscar Ncube with immediate effect.

“Please be advised that the Standing Committee has appointed Oscar Ncube as the Deputy Secretary for Information and Publicity with immediate effect,” said Mushayi in a brief statement.

Party sources indicated to ZimEye.com that Siso was dismissed for gross incompetence after being accused of giving out incoherent comments to the media.

Contacted for a Comment, Siso declined to comment on the matter.

Ncube expressed gratitude at his appointment.

“It is a huge privilege and an honour and a great responsibility for me to be appointed as MDC Deputy Secretary for Information and Publicity,” he said in a statement.

We Will Never Work With MDC Imperialists- Matemadanda

Controversial war veterans leader Victor Mademadanda has described the country’ s main opposition party, MDC as an extension of western imperialists.

Matemadanda is the Secretary General of the Zimbabwe National Liberation War Veterans Association.

Matemadanda told a State run weekly paper on Saturday, war veterans would not work with the MDC because of the party’ s sinister political objectives.

“No war veteran in his or her right sense can go to bed with MDC because of ideological differences,” said Matemadanda.

“To be frank we will never have a political link with MDC because we cannot associate ourselves with imperialists.

By the way we are not a mercenary force, so how can we work with MDC? We are living in different hemispheres,” added Matemadanda.

Divisions Have Weakened Zanu PF- Chadzamira

A senior Zanu PF official has conceded that factional divisions have weakened the ruling party.

Speaking in Masvingo at the weekend Zanu PF Provincial Chairperson Ezra Chadzamira said the ruling party had lost key members due to factional battles.

Chadzamira cited veteran politician Dzikamai Mavhaire, former Tourism Minister Walter Mzembi and former Governor Kudakwashe Bhasikiti as some of the senior party members who were driven out of the party as a result of relentless factional battles.

“We have been affected by factional battles as a province.Some senior party members were driven out of the party because of infighting and bickering.

However we are rebuilding our structures in preparation for the coming elections,” said Chadzamira.

“It is not good for us to lose key members and we hope to avoid such situations before the elections,” said Chadzamira.

ZEC Release Voters Roll Request Procedures

The Zimbabwe Electoral Commission (ZEC) has released guidelines to be followed when one requires the Voters roll.

ZEC Chairperson Justice Priscilla Chigumba said the voter’s roll cannot be sold like bread in a supermarket but there are specific procedures to be followed which are stipulated within the law.

High Court May Stop Elections: Full Details Of Veritas Cases In Court

By Paul Nyathi|Two Veritas special court cases on elections are to be heard on Monday 18th June in the High Court in Harare.

On Monday, 18th June, the High Court is to hear two cases brought by Veritas to improve the conduct of the coming general election.

Both cases raise constitutional issues affecting the Electoral Act and the Zimbabwe Electoral Commission [ZEC]’s functions under the Constitution and the Electoral Act.

1st Case 10 am

Restricted Voter Education vs. Freedom of Expression.

Veritas v ZEC, the Minister of Justice, Legal and Parliamentary Affairs and the Attorney-General.

As explained in Election Watch 15/2018 of 25th May, Veritas is bringing the case as a public interest case. Although the case was filed last year, Veritas had to make an urgent application to have it heard as a matter of urgency.

Time is running short before these elections. But there is still a great deal of voter education to be done now – and if the case is won it will benefit later elections too.

This application was explained in Election Watch 15/2018 of 25th May [link]. It seeks an order declaring section 40C of the Electoral Act in part unconstitutional on the ground that it is inconsistent with the freedom of expression to which all Zimbabweans are entitled under the Constitution [this includes freedom “to seek, receive and communicate ideas and other information”].

It also cites unfair discrimination and infringement of political rights.
Section 40C gives ZEC a virtual monopoly over all voter education by subjecting everyone else, except political parties, to unduly stringent conditions, including but not limited to:

  • · the requirement that it must be in accordance with a course or programme approved by ZEC
  • · can only be done by an organisation having voter education as its mandate in the organisations constitution.
  • · the documents and other materials used to provide voter education must be given to ZEC for its scrutiny at least 28 days before they are used, together with the names, addresses and citizenship of the people who are to give it and details of the sources of funding for its provision.

Veritas contends that, bearing in mind that there are penalties written into the Electoral Act for distributing inaccurate information, that taken as a whole, the restrictions are not fair, reasonable, necessary and justifiable in an open and democratic society based on openness, justice, equality and freedom. Under section 86 of the Constitution they are, therefore, unconstitutional.

Also, on a practical level ZEC does not have the resources to educate the whole population about the election process and unless churches, businesses, colleges, other organisations and interested citizens are allowed to disseminate information on elections many people will be ill-informed.

Note: Although the results of the April/May Afrobarometer survey came after Veritas took the case, it revealed that 72% of Zimbabweans think [incorrectly] that voters must show their BVR slips in order to vote.

The order that Veritas is seeking from the court is that:

“ … it is declared that section 40C(1)(g) and (h) and section 40C(2) of the Electoral Act are inconsistent with sections 56, 61 and 67 of the Constitution of Zimbabwe and are hereby struck down”.

Reminder: section 40C of the Electoral Act narrowly restricts voter education; section 56 prohibits unfair discrimination, section 61 guarantees freedom of expression and section 67 guarantees every citizen’s political rights.

Please attend this court case if you can to support every citizens right to receive voter education
– most other countries do not restrict voter education.

To Enforce ZEC’s Duty of Transparency

Veritas v ZEC and Attorney-General
Transparency means openly and without secrets

The Constitution does not define “transparency”. It is for the courts to decide what “transparency” means in the context of ZEC’s responsibility for conducting elections. In this case Veritas invites the court to give meaning to the concept of “transparency” to ensure that ZEC’s operations in the run-up to the coming elections are “done in an open way without secrets”.

The more ZEC carries out its functions in an open way without secrets the more likely it is to be able to deliver a credible election.

The court order Veritas asks for goes into great detail as to what ZEC’s duty of transparency means in relation to specific aspects of its responsibilities.

In essence the court is asked to declare that ZEC is legally obliged to make available for public scrutiny far more information about how it conducts its operations that it has been willing to do up to now.

Relevant provisions of Constitution and Electoral Act:

The application is founded on sections 3(2)(g), 156(a), 233(d) and 239(a) of the Constitution and section 3 of the Electoral Act.

Section 3(2)(g) lists “transparency, justice, accountability and responsiveness” as one of the principles of good governance that bind the State and all institutions, including ZEC; section 156(a) obliges ZEC to ensure that the method of voting is “simple, accurate, verifiable and transparent”; section 233(d) obliges all independent Commissions including ZEC, to “promote transparency and accountability in all public institutions”; and section 239(a) states one of ZEC’s functions is to ensure that all elections are conducted “efficiently, freely, fairly, transparently and in accordance with law”.

The order sought –
Note: Veritas had to seek an urgent hearing for this case. The delay in getting a hearing for this case means some of the deadlines sought by Veritas have already passed. So now there is all the more urgency for ZEC’s full disclosure of information immediately.
Veritas seeks an order compelling ZEC to comply with its constitutional duty to administer a transparent general election and to promote transparency in all its operations.

Specifically, Veritas requests that ZEC be declared to have a legal duty to:
1. Disclose all of its standard operating procedures, processes, policies and internal manuals which relate to the conduct of elections and make them available for public scrutiny at least three months before the election;

2. Publish in advance of the election the criteria for screening and selecting persons seconded to ZEC’s during an election, and for other electoral processes such as registration of voters;

3. Publish the names of persons seconded to ZEC as well as the designations or roles in the electoral process and the government departments from which they were seconded as soon as reasonably possible after any such secondment and in all circumstances in advance of the election;

4. Ensure that no members of the Security Services are seconded to it;

5. Publish the names, designations and government departments of any persons to whom ZEC delegates, directs, or asks to assume any voter registration functions;

6. Publish the names, designations and government departments of any persons to whom voter registration functions were not delegated to for the reason that the Civil Service Commission withheld its consent;

7. Retain direction and control over any member of the Civil Service to whom it delegates its voter registration functions;

8. Produce and publish a manual, in advance of the election, for any person who is to act as an election officer during an election to ensure that the election is conducted in an efficient and transparent manner;

9. Promptly publish the names of persons who have been removed from the voters roll and the reasons for such removal as soon as they have been removed as soon as reasonably possible after their removal from the voters roll and in all circumstances at least three weeks before an election;

10. Publish, in advance of the election, the standard operating procedures relating to compilation, collation and transmission of results from polling stations.

11. Publish, in advance of the election, the standard operating procedures relating to the sealing and storage of ballot boxes, voters rolls, ballot papers, tallies of votes and any other electoral papers, which must ensure all such electoral papers are sealed in such a way that they can be made available for the purpose of any electoral petition, in terms of the electoral law;

12. Publish information relating to its intended voter education exercise including a schedule of the date, time and location of where it will conduct voter education as well as the publication online of all voter education materials that the First Respondent intends to use for its voter education programs;

13. Ensure that election agents are identifiable on Election Day by way of providing lanyard identity (ID) cards to election agents to be worn on Election Day;

14. Publish the names of any person, body, organ, agency or institution, belonging to or employed by the State, who provides assistance to the Commission in order to protect its independence, integrity and dignity in terms of section 10A(3) of the Electoral Act as well as the precise nature of the assistance;

15. Not to delegate any of its functions regarding the logistics or any other aspect of its mandate to administer elections;

16. Not to delegate any of its mandate to the National Logistics Committee (NLC) unless all members of the NLC have been seconded to ZEC in terms of section 10 and are under its direction and control;

17. Publish in advance of the election the names, roles and government departments of all personnel that make up the NLC or any other State organ that provides any assistance to the Respondent and the nature of the assistance;

18. Publish in advance of the election a clear explanation of the legal and institutional mandate of the NLC including details about its role in every aspect of the administration of the election and how the First Respondent will maintain oversight, direction and control over the NLC;

19. Publish all standard operating procedures, processes, policies and internal manuals that relate to the NLC.

20. Produce and publish the First Respondent’s criteria and methodology for monitoring media houses as well as its standard operating procedures, processes, policies and internal manuals relating to the monitoring of media houses.

If this case succeeds:
· the general election will be more likely to be judged free fair and transparent.
· citizens will have greater trust in ZEC
· a Kenya situation in which the Supreme Court annulled the election as being not transparent as provided for by the Kenyan Constitution

Mujuru Certain To Win Presidency

PEOPLE’S Rainbow Coalition (PRC) presidential candidate, Joice Mujuru (pictured), yesterday said she was ready to break new records of becoming the country’s first female president after winning next month’s presidential race, where she is currently rated as an underdog.

Addressing a PRC campaign rally at Tshabalala hall in Bulawayo, Mujuru said she had mobilised enough support to dislodge Zanu PF leader Emmerson Mnangagwa and MDC Alliance presidential candidate Nelson Chamisa who were currently touted as front-runners ahead of the July 30 general elections.

Mujuru, who is also leader of the National People’s Party (NPP) was among the 23 presidential aspirants who successfully registered at the nomination court last Thursday.

“There are some who are saying Zimbabwe is not ready for a female president…we went to war and we were never given a gun that is inscribed for use by a women. I am ready and PRC is going to liberate everyone and even those in Zanu PF who are also oppressed,” she said.

The PRC brings together the NPP, Peoples Democratic Party (PDP) fronted by Lucia Matibenga, Zimbabwe United for Democracy (Zunde), Democratic Assembly for Restoration and Empowerment (Dare) and the Zimbabwe Economic Freedom Fighters (ZEFF).

Like other parties, Mujuru promised jobs, economic and industry revival among others to put an end to poverty facing long suffering Zimbabweans.

Speaking at the same event, Mujuru’s deputy Samuel Sipepa Nkomo ruled out boycotting the elections despite non-implementation of electoral reforms demanded by other opposition parties.

The MDC Alliance has somewhat threatened a poll boycott and a “national shutdown” if the Zimbabwe Electoral Commission does not accede to its demands for levelling of the political playing field ahead of the polls.

“We have gone into this election and fielded candidates across the country. We are not playing games. We are in this election and we will not then start games of boycotting games. We will fight from within,” Sipepa Nkomo said.

PRC secretary-general, Gorden Moyo added: “PRC has no intention whatsoever to boycott elections. We are going to participate in those elections. We are aware that the playing field is not level but we are going to register and continue to register our displeasure and discomfort about the electoral playing field.”

By Paul Nyathi|ZANU-PF Secretary for Administration Obert Mpofu says that had Operation Restore Legacy failed, former President Robert Mugabe would have killed him.

Addressing a healing and reconciliation meeting at the party’s Bulawayo provincial offices at Davies Hall on Sunday, Mpofu said the operation was a life or death encounter which was initiated by the Bulawayo province and should have gone through without failure.

Mpofu said Mugabe’s wife had put Zanu-PF on a self-destructive mode until Bulawayo put its foot down during the so-called 9th youth interface rally.

“Bulawayo we are proud of you. You did something that eight other provinces failed to do. You said ‘no’ to a woman who was insulting other men and the Vice President. You are the ones who triggered the new dispensation,” said Mpofu.

He said Operation Restore Legacy could have been fatal had it failed and praised the army for the professional manner in which it handled the operation.

“For example, when the former president called a Cabinet meeting after the party had recalled him and initiated impeachment proceedings; I called for a meeting with the ministers as I was the most senior person in the party at that moment to find out who was attending it. Everyone said they were not attending but some people attended it,” he said.

“The former president later phoned me to come and apologise as he had been told I was the ring leader. But I said I couldn’t. So if the operation was not a success some of us could have been hanged.”

Mpofu said Mugabe was now tarnishing his revolutionary status by going to bed with opposition parties.

Mpofu said in his advanced age, the former President should be playing with his grandchildren instead of trying to be a king maker.

“We loved him and we still love him but he was led astray by his wife (Grace Mugabe) and still is. We should respect women, they are powerful. But a woman’s power should not be destructive. Zimbabwe still respects him but if he continues to follow her and her advisors, his political contributions will be tarnished,” said Mpofu.

“He should be enjoying retirement with his grandchildren while playing an advisory role to people like Cde Mnangagwa. But when he starts working with people like Chamisa it’s a problem. It’s nonsense.”

ZEC Dragged To Court On Transparency Issues

Parliamentary and civic rights watchdog, Veritas, is seeking a declaratory order from the High Court to ensure that the Zimbabwe Electoral Commission (ZEC) runs all its election-related activities transparently in accordance with provisions of the Constitution and international instruments.

Veritas is seeking the court’s ruling on 20 specific activities conducted by ZEC, including all voter education programmes and material, and the publication of the names of those struck off the voters roll and the reasons for this.

It is also asking the court to rule that ZEC publish the names and government departments of all civil servants seconded to the commission in the management and running of the 2018 elections.

In the High Court application due to be heard in Harare tomorrow, Veritas has cited ZEC and the Attorney-general as the respondents in the case. ZEC is opposing the application. Veritas will be represented by lawyers from Mtetwa & Nyambirai legal practitioners.

In its founding affidavit, Veritas states that transparency is a key principle of a free and fair election enshrined in sections 156 (a) and 239 (a) of the constitution and reiterated in section 3(a) of the Electoral Act.

It also states that transparency in the conduct of the election process is also a key element of the Sadc Principles and Guidelines on Democratic Elections, as well as the African Charter on Democracy, Elections and Governance to which Zimbabwe is a recent signatory.

Veritas claims that ZEC has a clear constitutional duty to ensure that the public is kept informed at all times of all matters related to the commission’s work and electoral processes and must disclose its various activities under the Electoral Act in the form of publishing and making public all standard operating procedures and internal policies and manuals that relate to the administration of the elections.

ZEC is challenging the application on the basis that as a constitutionally established independent commission, it is not subject to the direction or control of anyone, and that the undertakings called for in the draft order either create new rights or undermine the independence and authority of the commission.

MDC Alliance To Withdraw Duplicated Candidates

By Paul Nyathi|Major opposition party, the MDC Alliance coalition has set up plans to withdraw from the elections candidates where more than one candidate was nominated to contest elections under the name of the coalition.

In an interview with state media on Sunday, MDC Chamisa national chairperson Morgan Komichi said the party will direct those candidates who filed without the blessing of the Alliance leadership to withdraw their candidature.

The development follows a decision by the MDC Chamisa faction to unilaterally field candidates in constituencies and wards reserved for other Alliance partners, leading to double registration.

“We will talk to those individuals and their parties and ask them to withdraw,”said Komichi.

“All those that fielded candidates without the blessing of the Alliance would be asked to withdraw. We hope that this would be resolved amicably.”

Komichi accused some candidates of scanning signatures of official signatories for them to be able to be accepted at the Nomination Court.

He denied that they had unilaterally fielded candidates, saying they were guided by the desire to put a strong candidate in a given area.
“We are one,” he said.

“It was a matter of deploying a strong candidate. If we field a strong candidate it is to the benefit of the Alliance because we would stand to win in that constituency rather than field a weaker candidate.

“In any case, an agreement we had was that a party would field a candidate in areas where it had greater support.
“It is politically suicidal as an Alliance to field a candidate who is weak. People should focus on the broader objective of winning the election.”

In Harare South, for example, former legislator for the area Shadreck Mashayamombe filed his nomination papers on an MDC Alliance ticket, while Tichaona Saurombe from Transform Zimbabwe was also duly nominated as a member of the Alliance in that area.

Other areas where there was double registration include Mazowe North and Bikita East where Transform Zimbabwe fielded candidates alongside representatives from the MDC-T.

There was also confusion in Mabvuku-Tafara constituency, where primary elections losing candidate James Maridadi filed papers together with winner Mr James Chidhakwa on an MDC Alliance ticket.

The MDC Alliance fielded two candidates each in six constituencies namely Zaka West, Gutu North, Gutu West and Gutu Central, Bikita East and Masvingo South.

In Gutu West, Messrs Stanley Manguma and Knowledge Mupini both filed papers to represent the MDC Alliance, where they will square up against John Paradza of Zanu-PF and Tauya Chinama of People’s Rainbow Coalition.

The situation is the same in Gutu North, where Messrs Hamandishe Maramwidze and Juniel Manyere will both represent the MDC Alliance in a contest against Yeukai Simbanegavi of Zanu-PF and Jonah Wakurawarerwa of MDC-T.

Two MDC Alliance candidates, Messrs Crispa Musoni and Enerst Mandigo also square up against each other in Gutu Central where they will battle it out with Winston Chitando of Zanu-PF, Mrs Shillah Bikoloni of Build Zimbabwe, Mr Pias Rungwaro of MDC-T and Mr Last Mafuratidze of People’s Rainbow Coalition.

The MDC Alliance will also have two candidates in Masvingo South after Messrs Lovemore Matongo and Justin Makota both filed papers to represent the party.

They will square up against Claudios Maronge of Zanu-PF, Mr Knowledge Mabvuure of BZA, Mr Action Haruchenjerwi (Independent), Mr Lawrence Mavhaire (PRC), Mr Victor Vengeyi (Independent), and Mr Simon Senda (UDA).

In Bikita East, two MDC Alliance candidates Messrs Bonface Mudzingwa and Satiya Sengedzeni also filed their papers to represent the party, where they come up against Johnson Madhuku of Zanu-PF and Mr Ernest Rambe of NCA.

The situation is the same in Zaka West where the two MDC Alliance candidates, Messrs Festus Dumbu and William Zivenge, both filed papers to contest in the constituency on the party ticket.

By Paul Nyathi|President Emmerson Mnangagwa on Sunday took his election campaign stunts a gear up when he “joined” the queue in a fast-food outlet in Chegutu.

Mnangagwa stormed a Chicken Inn outlet in the town and bought some lunch and even tipped a cashier. He brought the little town to a standstill after he commandeered his full motorcade to the Chicken Inn outlet in the town centre.

Hundreds jostled to capture the rare moment on their smartphones and they recorded the scene free of any interference from Presidential security details. Two weeks ago, a senior ZANU PF member in Masvingo was arrested after he made his way to Mnangagwa and took a selfie picture with the President.

Isabel Mtongerwa, the Chicken Inn cashier who served the President could not believe that she met him face-to-face.

“I could not believe that I was serving the President,” she said.

“He ordered a two-piecer and a minute maid, paid $3,75 with US$20 and told me to keep the change. He is very welcoming and makes you feel comfortable in his presence,” she said.

Management at Chegutu Chicken Inn could not believe a rare visit by Mnangagwa and his huge entourage of members of the CIO.

The food outlet’s manager Mr Peter Mutate said as an organisation, they felt honoured to serve the President.
“We can describe him as an amazing man, very friendly and free to interact with,” he said.

“Some of our staff members felt free to greet him. At the end of the visit, many people were left convinced that indeed the country is now witnessing a different political game.”

MDC Supporters In Road Accident On Way From Chamisa Rally

|Two MDC Alliance supporters from Binga in Matabeleland North province are battling for their lives at Mpilo Central Hospital in Bulawayo after being involved in a road accident on their way from a party rally in Binga on Saturday.

17 others suffered various injuries and were treated at Binga District Hospital after a truck they were travelling in overturned as they were coming from a rally addressed by the Alliance leader, Advocate Nelson Chamisa, at Manjolo Business Centre.

The injured were passengers in an Isuzu 1,5 tonne truck that was taking them to Siachilaba Business Centre when it was involved in the accident at the 114KM peg along Cross Dete-Binga road.

National police spokesperson, Chief Superintendent Paul Nyathi, confirmed the accident.

“We understand that 19 people were injured but details are still sketchy,” said Chief Supt Nyathi.

MDC-T chairman for Matabeleland North Joel Gabuza also confirmed the accident.

“The accident occurred and the victims suffered varying degrees of injuries, others suffered head injuries, but there were no deaths,” said Mr Gabbuza.

“The truck was loaded with MDC-T supporters who had attended the party’s rally at Manjolo Business Centre. Some of the victims said the driver failed to control the truck as he tried to give way to an overtaking car that was also coming from the rally,” he said.

Meanwhile, it emerged that the accident happened barely two months after 23 MDC-T supporters were injured in an accident along the Bulawayo-Zvishavane highway in Filabusi after attending the alliance’s rally in Bulawayo.

Woman Elopes With Boyfriend Dumps Own Baby

A 26-year old woman from Bulawayo has been arrested for allegedly leaving her one-year-old baby unattended as she went to cohabit with her boyfriend for 10 days in Nketa suburb.

Rubia Mudiwa from Nketa suburb allegedly left her daughter unattended at her place of residence during the night on May 30. Mudiwa only returned ten days later. Her mother reported the matter to the police leading to Mudiwa’s arrest.

Mudiwa was not asked to plead to neglecting a child when she appeared before Western Commonage magistrate, Mr Lungile Ncube.

Mr Ncube remanded her in custody today for a plea recording. However, Mudiwa told the court that she left her daughter in the care of her mother and younger sister.

Prosecuting, Mrs Memory Ndlovu told the court that on May 30 at around 8 PM Mudiwa left her child unattended at her place of residence in Nketa suburb.
“Mudiwa disappeared to her boyfriend’s house and returned after ten days,” said Mrs Ndlovu
The court also heard that Mudiwa’s mother reported the matter to the police leading to her daughter’s arrest.- state media

Girl, 12, Stops Train From Killing 300 People

A Bulawayo girl (13) who averted a train disaster in which about 300 passengers could have perished has been honoured by the National Railways of Zimbabwe (NRZ).

Nozipho Sibanda, a Form One pupil at Entumbane High School saw a broken railway line in Sawmills in September last year, an hour before a Bulawayo-bound train from Victoria falls was set to pass and rushed to inform the station manager at Sawmills railway station.
Sibanda was then a 12-year-old Grade Seven pupil at Sawmills Primary School.

In appreciation of her life saving act, last Friday the NRZ went to her school and committed to pay her school fees until she completes secondary school. The NRZ also guaranteed her a place at its training school in Bulawayo should she wish to be enrolled there. NRZ Regional Marketing Manager Mr Joseph Temai commended Nozipho for her sense of responsibility.

“She saved over 300 lives in a passenger train that was coming from Victoria Falls to Bulawayo. She did something that some adults may have failed to do. As part of our whistle blowers programme, we decided to give her a small token of appreciation as a gesture to show gratitude to her family and her school for cultivating such good habits in a child,” said Mr Temai.

“It was midweek in the morning and she was on her way to school. She noticed that part of the railway line was broken and she went to notify the station manager before going to school. It shows the kind of family and home that she was brought up in.”

The station manager stopped the train that was due to pass on that track within an hour.
Mr Temai said property worth millions of dollars was saved and the lives of about 300 passengers were spared.
“She helped to save the Government’s and taxpayer’s money. Another person may not see the value of this as one may not see themselves as a beneficiary of railway services. When one considers that our food is transported via rail, our coal for electricity is transported via rail and other goods and services, it is important to note that we are all beneficiaries,” he said.

Mr Temai urged the public to have a sense of responsibility in preserving national infrastructure and resources.

Nozipho, whose mother resides in South Africa, lives with her grandmother Mrs Eveline Sibanda.
Mrs Sibanda, who was also at Entumbane High School as her granddaughter was being handed a cheque for her bursary said she was proud of her granddaughter’s actions, which had brought good name to her family.

“I am very happy and I speak blessings upon her life. She has done me proud at a time when children do things that embarrass parents,” said Mrs Sibanda.

She said the first time she heard from NRZ that her granddaughter had done something good for the community, she did not realise the gravity and impact of her actions.

“I’m very grateful for this bursary and I hope she will make good use of this opportunity and study hard and excel and keep away from bad friends,” she said.

NRZ offered her a place at its training school after high school. “If she takes up an interest in engineering and the technical side of academics, then she has a place at our college ready for her as soon as she finishes school,” said Mr Temai.

NRZ Public Relations Manager Mr Nyasha Maravanyika said what the girl did shows that there is still hope for a community spirit and a positive attitude about the country and its resources.

“She was a mere primary pupil going about her business but she had the wisdom to realise that as she had seen the problem, she felt obliged to take it upon herself to report it to responsible authorities,” he said.

Nozipho, who appeared shy and quiet, said she was happy that she saved life and property. She said she was excited that her family will no longer have to pay fees.

“I was on my way to school last year in September and I saw that the railway line was broken. I knew that if a railway was broken, the train was going to have an accident and injure or kill people. I was in Sawmills so I knew that the train was going to pass soon so I went and told the manager at the station. He stopped all trains and the rail line was fixed,” said Nozipho.

“I am happy that I saved people’s lives and that I helped the Government save a lot of money. I’m happy also that I will no longer be sent home for not paying fees until I finish school.”

Chamisa: I’ll Block Elections

State Media – MDC Alliance presidential candidate Mr Nelson Chamisa yesterday reiterated his threat to block the upcoming harmonised elections if his party’s demands on electoral reforms are not met.

Addressing a rally at Chinotimba Stadium in Victoria Falls, he bragged that unlike his predecessor, the late Mr Morgan Tsvangirai, he will not allow the election to go ahead without electoral reforms.

“(President) Mnangagwa wants to get into office through the window abusing conditions for elections. That’s why I told him that I will not accept what they used to do to Tsvangirai who was robbed with his eyes open. As long as we don’t agree on the issue of ballot paper, the election will not be done,” said Mr Chamisa.

“We will push until it’s done. What I am saying is as long as we have not agreed on who prints the ballot paper, where it will be printed and how the security around the ballot paper will be like, there will be no election in Zimbabwe.”

Mr Chamisa and his Alliance recently handed a petition to the Zimbabwe Election Commission (Zec) with the demands.

Zec responded saying some of the items contained in the petition were misdirected as the body could not legally deal with them.

The commission said it could not accede to the Alliance’s demands to delay the elections as that was the duty of the courts.

Yesterday, Mr Chamisa told his supporters that he was confident of winning the election.
He made an about-turn on his bullet train promise saying he was misunderstood. He said his idea was to have fast trains that can go round the country to promote domestic tourism, while promising to transform the country within two years.

Earlier, Mr Chamisa addressed a rally in Hwange at No1 Old Grounds.
As he was introducing the alliance’s candidates, the stage on which they were standing collapsed sending most of them to the ground, leaving only him and Hwange Central candidate Mr Fortune Mguni standing.

Although what collapsed was a stage he was standing on, Mr Chamisa said that signalled “the fall of Zanu-PF.”

He took a swipe at MDC-T president Dr Thokozani Khupe whom he accused of working to confuse voters. – state media

Chiwenga Won’t Topple Mnangagwa

Rumours that the vice president Constantino Chiwenga is plotting to remove president Emmerson mnangagwa within two months from now have been dispelled.

The vice-president himself has indicated that everyone should rally behind the ZANU PF leader.

Sources close to the president were the last few months alleging that there is a plot to remove him before the end of August just after the 2018 elections.

But the contrary has appeared to be the truth, if the vice president’s statement is not a cover up. He announced at the weekend saying, “today, we want to remind each other that following events that took place in November under Operation Restore Legacy which saw the coming in of the new dispensation, the other leg is still hanging in the air…

“You came out in your numbers on November 18 demonstrating in peace and today we are saying in the same spirit, let’s rally behind President Mnangagwa and all Zanu-PF candidates vying for local authorities, Upper and Lower House of Assembly seats come July 30 so that we conclude Operation Restore Legacy.”

Chiwenga also likened President Mnangagwa to the biblical Joshua who led Israelites into Canaan, saying Zanu-PF with his leadership was poised for economic prosperity.

He called for unity among all Zimbabweans, as exhibited in the November 18 solidarity march, to rebuild Zimbabwe.

Mugabe To Endorse Chamisa?

Former president Robert Mugabe is ready to endorse MDC Alliance presidential candidate Nelson Chamisa ahead of the July 30 elections as prospects of him reconciling with his successor President Emmerson Mnangagwa continue to diminish, it has been revealed.

According to multiple sources, Mugabe recently sent emissaries to Chamisa seeking dialogue ahead of the polls and indicated that he was willing to back the leading opposition candidate because he was not happy with the treatment he was receiving from Mnangagwa’s government.

Mugabe revealed in March that he would back the National Patriotic Front (NPF), a party formed by former Zanu PF members who were not happy with the coup that toppled the 94-year-old ruler in November last year.

The NPF has been negotiating a coalition with the MDC Alliance, but the talks suffered a severe blow last week after the Chamisa- led group allegedly reneged on its promise to give the Mugabe-linked party a significant number of constituencies.

“Mugabe sent two prominent clerics with a message that he was willing to assist Chamisa gain an electoral advantage over Mnangagwa in the forthcoming elections. He says he is prepared to endorse Chamisa,” said a source. “He is mainly concerned about the future of his family and says he believes Chamisa has the potential to become the next president.”

Chamisa’s spokesperson Nkululeko Sibanda yesterday said he was not aware of Mugabe’s alleged overtures.

“If there are any such moves, I am sure (Chamisa) has not dealt with the matter,” he said. “He will consider the invitation to meet the former president on merit. He will not respond to the media before responding to the person who invited him.”

Mugabe’s alleged manoeuvres are said to have unsettled Zanu PF, which is said to have reached out to former South African president Jacob Zuma, who reportedly contacted Chamisa last week.

Zuma allegedly revealed that vice-president Constantino Chiwenga had indicated that Zanu PF was not happy about Mugabe and his wife Grace’s alleged support for the opposition.

Zuma’s alleged intervention is said to have led to the collapse of the coalition talks between the MDC Alliance and NPF, which happened on the eve of the sitting of the nomination court.

The call is alleged to have triggered the last-minute collapse of alliance negotiations between Mugabe’s outfit and the MDC Alliance.

One of the MDC Alliance principals, Welshman Ncube, yesterday said allegations that Zuma contacted the Alliance leaders were false. He said he was also not aware of reports that Mugabe had sent emissaries to Chamisa concerning the elections.

“It is completely false that President Zuma called,” he said. “I have no knowledge of Mugabe seeking a meeting.

“I was not involved in the talks nor was I briefed on the collapse (of the talks) between the NPF and MDC Alliance.”

Information minister Simon Khaya Moyo said he was not aware of any contact between Chiwenga and Zuma, but said the statements being attributed to the VP could not be true because he was “a man of integrity”.

Sibanda said he was not authorised to comment about any contact between Chamisa and Zuma if it happened.

“The president has not cleared anyone to discuss that. Those were high-level talks and they affect international relations and, therefore, only the president can comment on that,” he said.

Sibanda said there was never any talks between the MDC Alliance and the Mugabe-backed party.

“There were never talks with the NPF, contrary to suggestions by the NPF that there were some negotiations that collapsed. As far as the MDC Alliance is concerned, there were no negotiations at all,” he said.

“President Chamisa said such a coalition would not be in the best interest of the country. Major coalition partners never got to an agreement about an alliance with the NPF.”

However, NPF spokesperson Jealousy Mawarire insisted that there were negotiations between the two groups.

“Sibanda has been recently appointed Chamisa’s spokesperson, not the MDC’s spokesperson. He might not be aware that there have been some bilateral talks between the two parties,” he said.

“Those talks, as far as I know, centred on a pre and post-election pact and teams from both parties met in South Africa and in Zimbabwe. As we speak, there are still some ongoing consultations.”

ED Admits to Rigging But Refuses Reforms

By Nomusa Garikai| President Emmerson Mnangagwa is breathtakingly naïve; that is the one thing that has come through again and again ever since he took centre stage last November. Remember the coup that was “a military assisted transition”; well he has now come up with something even more unbelievably naïve.

“We want our elections to be free, fair, transparent and credible,” said Mr. Mnangagwa, repeating what has become a mantra for his ZANU-PF party.
“The 75-year-old has been accused of having a hand in manipulating presidential polls in 2008, when the opposition Movement of Democratic Change won the first round but lost following a violent runoff campaign,” reported Spotlight Zimbabwe, quoting The Wall Street Journal.

“Mr. Mnangagwa has denied rigging that vote and other disputed elections, although he appeared to come close to conceding that previous polls haven’t always been free and fair.

“The question of free elections, now, I have said in the past we did not allow,” he said, before launching into another, newly familiar phrase: Let “bygones be bygones.”

Here President Mnangagwa is admitting, or be it grudgingly, for the first time ever, that Zanu PF has rigged elections in the past. However, he has pointedly refused to implement even one democratic reform. Indeed he has mockingly dismissed those calling for reforms.

“Zanu PF ichatonga! Igotonga! Imi muchingo hukura! Nokuhukura!” (Zanu PF will rule! And rule! Whilst you (calling for reforms) bark! And bark!) President Mnangagwa has often said before the November coup and has publically repeated the same thing on at least two different occasions.

In a recent article, Professor Jonathan Moyo, who was Zanu PF’s principal strategist but is now in self-imposed exile because he was in the losing Zanu PF faction after the coup, has given details of how Zanu PF has rigged elections in the past and is doing so again this year.

“ZEC run by Govt to run elections is not set up in terms of the Constitution. Most of its full-time staff are former or current Army, CIO & ZRP. ALL of TECHNICAL staff is 100% from security organs & ALL polling officers are civil servants!” wrote Professor Moyo.
“On the back of the Nov coup, and the fact that Zimbabwe is under military rule, it’s unreasonable to expect a Govt run ZEC to run free, fair & credible elections. With securocrats managing its TECHNICAL operations, ZEC is a rigging tool!

“Govt has seconded to ZEC a team of Chinese BVR & cyber experts from the People’s Liberation Army linked to a top Chinese university. Their remit is to manipulate the voters roll through shadowy & virtual polling stations & fake voters!”

ZEC has failed to register 7 million voters because the exercise was started very late, to produce a verified voters’ roll before nomination day, there other sources confirming that there is indeed a 16 member Chinese team of BVR & cyber experts in the country, etc.; proof that “ZEC is rigging tool!”

President Mnangagwa can claim these elections are free, fair and credible as many times as he wishes but, as we can see, with no reforms in place, there nothing to stop the Zanu PF blatantly rigging the elections again. He is being very naïve to suggest these elections will be free and fair because he has argued to let bygone be bygones.
Zimbabwe is in a very serious economic mess; unemployment soar to the dizzying heights of 90%, the country’s education and health services have all but collapse, etc.

The root cause of the mess is because the country is stuck, for the last 38 years and counting, with a corrupt, incompetent and tyrannical Zanu PF dictatorship that has rigged elections to stay in power. The only way out of this mess is for the country to implement the democratic reforms designed to stop the vote rigging.
It is already clear that Zanu PF is rigging this year’s elections. What matters now is to make sure that the party does not get away with another rigged election as has happened in the past. President Mnangagwa has promised free, fair and credible elections, if he fails to deliver free elections then he and his junta friends must step down to allow the appointment of an interim administration that will implement the reforms. – zsdemocrats.blogspot.co.uk

Hirving Lozanoto grabbed the winner in the 35th minute with Germany in disarray moments after a failed attack with Mexico hitting them on the break.

Germany should have equalised in the second half as they dominated play but could not convert any of their 25 shots at goal they had.

Chamisa In Stage Collapse Scare

The platform gave as Chamisa was joined on stage by about ten senior party members in song and dance.

Chamisa escaped the incident without any injuries. Party supporters who witnessed the incident expressed concern at the risky situation Chamisa was exposed to.

ED Rally Death Toll Rises To Three

The death toll in the regalia stampede at the rally that was addressed by President Emmerson Mnangagwa has risen to three, party insiders have revealed.

A three- month- old baby was crushed to death as its mother was caught up in a stampede for ruling party regalia at Mucheke Stadium B Arena on Friday.

A pregnant woman was also crushed to death while a primary school pupil was rushed to Masvingo Provincial Hospital where he died on admission.

“The death toll has risen to three .A pregnant woman was also caught up in the stampede while a primary school pupil died after being rushed to Masvingo Provincial Hospital,” party sources told ZimEye.com.

Authorities at Masvingo Provincial Hospital declined to comment on the matter.

Speaking in an interview with ZimEye.com yesterday, Chapfudza said he was ready to take on the so called favourites in the election.

I am not the kind of politician who is alienated from the people. I understand the needs and concerns of the people in my community.

Zanu Pf Will Transport Voters To Polling Stations On July 30 Says VP Mohadi

By Own Correspondent|  Vice President Kembo Mohadi has revealed that his party will ensure that all registered party members vote in the forthcoming elections through providing the logistical needs of those who would be having challenges accessing polling stations.

VP Mohadi said his party would ensure that all registered party supporters are transported to polling stations to ensure that they vote.

“I’m not speculating but I’m talking about the number of our party members who are registered to vote and come election time we will make sure that almost all of them vote even if it means transporting those who can’t make it to polling stations,” he said.

VP Mohadi said the participation of the over 100 political parties gives his party Zanu Pf a better chance of victory in the forthcoming elections since the many opposition political parties will split the vote in favour of Zanu Pf.

VP Mohadi said his party was prepared for the elections because Zanu Pf has a solid support base.

“Yes, MDC is doing whatever they are doing but there are more than 100 political parties that are registered and this will divide votes.

We are ready and for sure we will win. We expect a 70 per cent victory…There is no inter-party violence so far and campaigns are being held peacefully and this is the spirit that should prevail even during elections. If you have a solid support base there is no need to engage in violence,” said VP Mohadi.

Zivhu Introduces New ED Mantra

Controversial Zanu PF official Killer Zivhu has introduced a new slogan for President Emmerson Mnangagwa’ s election campaign.

Zivhu launched the slogan codenamed One-is-Five for ED in Hwedza on Saturday, according to State media.

Party insiders have revealed Zivhu is eager to cleanse his name having been accused of sympathising with the G-40 faction. Zivhu is the chairperson of Chivi Rural District Council.

“In Chivi we have mooted what we call the One is Five for ED mantra.

What it basically implies is that each person should reach out to at least four people before the July 30 election,” said Zivhu.

Zivhu also donated 400 bags of cement towards the construction of a secondary school block in the area.

Nkosana Moyo Complains About Mwonzora

He wrote on Sunday that Mwonzora failed to make it for a discussion on the upcoming elections.

Said Moyo, “a principal from the MDC was supposed to join to make it a 3-man debate. It should be Douglas Mwonzora if I’m not mistaken. Failed to make it because of an emergency meeting, a few days before nomination court. In that debate I speak on my discomfort with ZEC’s lack of transparency.”

To this, a blogger, Plaedia Mnangagwa replied him saying, “It’s nonsensical to vote for a candidate who is relying on ZanuPf to rig elections in their favour just to divide the vote, This is why he does’nt want electoral reforms or the voters roll otherwise he will get 0%. Instead they hosting interviews with the likes of Mutsvangwa.”

On Friday, Justice Chigumba said the voters roll is now out and there is no more need to provide a provisional voters roll. She said this as she dismissed demands by the MDC Alliance for it.

But two days later, it has emerged there is still no voters roll.

This was said by the party National Spokesperson Iphithule Maphosa in a statement defending his party’s position on opting out from contesting the upcoming presidential election.

“Since being President was cheapened by Mnangagwa in November of 2017, the revolutionary ZAPU saw prudence in protecting its Number 1 Dumiso Dabengwa (DD) from joining a bandwagon of cheap aspirants for the highest office in the land,” he said in an official Facebook comment.

Maphosa said his party will contest presidency in 2023 elections after backing Chamisa in the 2018 elections.

“When the office of President of Zimbabwe regains its dignity in 2023, a young, fresh and pragmatic aspirant will be forwarded by ZAPU. Meanwhile we support Nelson Chamisa,” said Maphosa.

His statement comes following a barrage of attacks from some ZAPU supporters who felt hard done by the decision to withdraw Dabengwa and back Chamisa.

PRESIDENT Emmerson Mnangagwa has received rare praise from the lesbian, gay, bisexual, transgender and intersex (LGBTI) community for abandoning his predecessor Robert Mugabe’s politics of discrimination, hatred and intolerance.

Mugabe was a fervent critic of homosexuals, and was known for making homophobic statements over the years. He often described homosexuals as worse than pigs and dogs, with the LGBTI community also having its programmes disrupted by state security.

In a first, authorities allowed the LGBTI community and sex workers to exhibit at this year’s premier trade showcase, the Zimbabwe International Trade Fair (ZITF), held in Bulawayo in April. Under Mugabe, this was unthinkable as they were often denied permission.

The LGBTI and sex workers exhibiting at the 2018 ZITF got support from organisations such as Women Against All Forms of Discrimination, Zimbabwe Aids Network, Sexual Rights Centre and the National Aids Council, among others.

“The operating environment under President Mugabe was quite restrictive in terms of what people could say or do. It was quite limiting in that we were also not able to meet with stakeholders that we thought could be important to facilitate dialogue.

“We think that the space was not conducive for people to meet and have conversations maybe as a result of the restrictive laws like Public Order and Security Act and AIPPA [Access to Information and Protection of Privacy Act] and also that the general environment did not allow conversations to take place,” Chesterfield Sambo, the Gays and Lesbian Association of Zimbabwe director, said.

He was speaking in an interview during an LGBTI-organised multi-stakeholder dialogue meeting on sexual orientation, gender identity and expression in Zimbabwean societies. It was held under the theme “creating understandings for diverse and inclusive societies”.

“But post-Mugabe we see that the current president, Mnangagwa, has tried to speak to issues towards creating spaces where people enjoy their freedoms, particularly that of expression and assembly. We note that people are now able to demonstrate and to meet freely without too many restrictions to express their views without fear to worry about what happens after you express yourself,” Sambo added.

“Post-Mugabe, we are now able to identify spaces that we think are now conducive for us to be present to create awareness of our issues. A platform like the ZITF, I think, is open to civic society to be able to come through to exhibit and reach out to communities although we have not explored that route yet.”

During Mugabe’s tenure, the LGBTI faced rights violations such as physical assault, hate speech, intimidation, torture and raids from both state and non-state actors.

In 2001, Mugabe’s bodyguards assaulted a gay rights activist, Peter Tatchell, after he tried to effect a citizen arrest on Mugabe over human rights abuses during an official visit to Brussels in Belgium. In 2013, Mugabe criticised South Africa’s Nobel Peace Prize winner Archbishop Desmond Tutu for supporting LGBTI rights saying: “Never, never, never will we support homosexuality in Zimbabwe.”

The Constitution guarantees rights such as equality and non-discrimination but is silent on specific rights for the LGBTI community. Zimbabwe criminalises same-sex relations.

ZANU PF Gets Free Council Seats

ZANU-PF has taken an early lead in the 2018 harmonised elections set for 30 July after some of the party’s candidates successfully submitted nomination papers unopposed.

Four Zanu-PF council candidates in Matabeleland South filed their papers unopposed after opposition parties failed to field any candidates. Zimbabwe Electoral Commission (Zec) Matabeleland South provincial election officer Rabson Nyoni said the four will, according to the Electoral Act, with effect from 30 July be declared duly elected councillors.

Sibongile Chauke was unopposed in the Beitbridge Rural District Council Ward 13, while in Matobo North constituency Tobias Sibanda, Thomas Ncube and Paul Ncube sailed through unopposed in wards 22, 23 and 24.

“It means with effect from 30 July they will be duly elected councillors, according to the law. For now they remain just candidates,” said Mr Nyoni.

The developments come after reports in the same province indicated that Zanu-PF’s main challenger in the forthcoming elections, according to surveys, MDC Alliance failed to field a National Assembly candidate for the Insiza North National Assembly Constituency when the Nomination Court sat on Thursday last week.

In an interview Zanu-PF aspiring candidate for the constituency Farai Taruvinga said he was confident that the party will win the seat, after MDC Alliance failed to field a candidate.

“We have already begun meeting our obligations as a party. It is all evident in our work, the people are happy and thus we are confident they will make the right choice when the time to vote comes. They (MDC) fumbled a lot and couldn’t field a candidate. Their factionalism fights show that they are not united and this is why they even failed to have a candidate contesting. Even in their presence I know and I felt no threat, as I know that the people of our constituency will rally behind us. Now is the time to work and rebuild our country, together we can, divided we fall,” he said.

Mnangagwa himself declared that elections will be held on the 30th of July this year but it had to take the help of some ZANU PF members to remind him of the date when he repeatedly said elections will be held on the 31st of December this year.

“Yes, MDC is doing whatever they are doing but there are more than 100 political parties that are registered and this will divide votes.

“We are ready and for sure we will win. We expect a 70 per cent victory…There is no inter-party violence so far and campaigns are being held peacefully and this is the spirit that should prevail even during elections. If you have a solid support base there is no need to engage in violence.”

Mnangagwa: I Believe I’ll Still Be President At 91

This means he will be 91 when he gets to consider retirement, putting him into the same bracket with his predecessor Robert Mugabe who was removed by the army after crossing the 91 year age mark.

Mnangagwa made the suggestion during a meeting with captains of industry at the Buy Zimbabwe conference in Gweru on Thursday.

He said he was working on ways to resuscitate the economy, adding that he had broader plans to turn Zimbabwe into a cashless economy. “I chose 2030 and it’s not a magic year, but I believe I will still be there,” he said.

He continued adding, “I would want to commend the Buy Zimbabwe team which has continued to work closely with both private and public sectors to drive the buy local message and encourage the purchase of local products and services so that local businesses can thrive, thereby, stimulating economic growth and creating decent jobs for us to be a middle income country by 2030.”

He flashed flashed forth that he has plans to turn the economy into a cashless economy and urged Zimbabweans to embrace plastic money since this was the global trend.

“I know people are struggling to get cash, but our vision is to turn the economy into a cashless economy. Developed countries no longer use cash and we should move towards achieving that,” he said.

Medical Doctor Refuses To Distribute Condoms To Prisoners Saying It’s Illegal

A medical doctor has claimed that it is illegal to distribute condoms to prisoners.

The Director of Health services in Zimbabwe’s prisons said that they will not distribute condoms to inmates in the country’s prisons.

Dr Evidence Gaka said the decision was a legislative matter which needed sanctioning from Parliament. He said, in an interview, that prison authorities would not, on their own, start distributing condoms to inmates.

Dr Gaka’s remarks come on the back of widespread debate on distribution of condoms in prisons, amid concerns over high HIV prevalence in the facilities where prisoners are suspected to be engaging in homosexual relationships. HIV prevalence among prisoners stands at 28 percent, double the national prevalence of 13,7 percent.

“This is not a prison issue. It is up to the Constitution and law makers to say ZPCS can provide condoms to prisoners,” he said.

Dr Gaka added, “Having visited a country (Lesotho) where prisoners get condoms, it became even clearer to us that this is more an issue for law makers than us. We visited that country together with law makers and they made a commitment to take the matter to Parliament.”

He said during the visit to Lesotho, they picked out that the condom distribution programme had not been evaluated, which made it difficult for any meaningful lessons to be learnt.

“We visited one of the countries that are giving condoms to prisoners. What we know is that they haven’t evaluated the programme, so it’s quite difficult to draw any lessons from that. We also picked a problem with the programme. The condoms are different from those meant for heterosexual people. These ones are slightly thicker and come with lubricants. What we picked was that the lubricants were running out faster than the condoms,” he said.

The prisons health director, said despite the high HIV prevalence rate in prisons, it was, however, not clear at what point prisoners get infected. Dr Gaka said since ZPCS had no policy to compulsorily test new prisoners upon admission it was difficult to establish why there is high HIV prevalence in prisons.

“As a country we have no policy for mandatory testing for new inmates, which makes it difficult to tell at what point one then gets the virus. Other countries are doing it but we are not there yet,” he said.

Civil rights advocates in the country have been pushing for the provision of condoms in prisons to prevent the spread of HIV and Aids, and other sexually transmitted infections. There are concerns that providing condoms in cells for purposes of homosexuality would be tantamount to legalising a crime. Same-sex relationships are illegal in Zimbabwe.

The Government has been urged to come up with a condom distribution strategy in prisons to curb new HIV infections in correctional facilities. Zimbabwe’s HIV intervention programme is anchored on prevention, underlined by the “closing the tap” mantra, as the country strides towards meeting the 90-90-90 goals to end Aids by 2030.- state media

We’re Hiring 130,000 Polling Officers

THE Zimbabwe Electoral Commission (Zec) will recruit about 130 000 polling officers for this year’s harmonised elections slated for 30 July, an official has said.

That will be about 22 percent increase from 106 000 polling officers that were recruited during the 2013 harmonised elections. In an interview on Friday, Zec acting chief elections officer Mr Utoile Silaigwana said the organisation was already making ground work on the process of recruiting officers.

“We need roughly 130 000 polling officers for this exercise. This is because there are several polling stations so we need officers present at ward level, command centres, districts and provinces thus the number is estimated at that,” he said.

Mr Silaigwana, however, said the recruitment exercise has not yet begun.

“We have not recruited any polling officers as yet but we are doing ground work at the moment and we will soon recruit and train them,” he said.

He said on average each polling station would be manned by 10 polling officers.

“We need on average 10 polling officers for each polling station in the country. But this is not cast in stone as some polling stations are remote and may have very few registered voters so there will be no need to deploy all 10. Instead they will be channelled to other stations where there is a need,” said Mr Silaigwana.

Asked on who qualifies to be a polling officer, he said they work in accordance with the Electoral Act which stipulates that officers are drawn from the civil service.

“According to the Electoral Act, recruitment of polling officers is done form State institutions, local authorities and the Health Services Board. We write to them and inform them of the qualifications that we need for one to qualify to be a polling officer. That is how we select polling officers.”

Some school headmasters have already reportedly recommended teachers whose names would be considered as polling officers. Most schools in the country will be used as polling stations.

Lawyer Steals $400,000 – Court Papers

A Bulawayo lawyer who was once employed at Webb, Low and Barry Legal Practitioners has appeared in court facing charges of allegedly defrauding more than $400 000 from 41 clients within a period of two years.

Leslie Bhekimpilo Sibanda appeared before Bulawayo regional magistrate Mr Joseph Mabeza facing two counts of theft of Trust Property and contravening Section 136 of Criminal Law Codification Reform Act and two counts of fraud.

This was after the court grouped the cases into four categories. Count One involved 27 clients, count two nine, count three five and count four one. Sibanda pleaded not guilty to the four counts and the magistrate postponed the matter to 2 July for further continuation of the trial.

The court heard that Sibanda was employed as an attorney by Webb, Law and Barry incorporating Ben Baron and Legal Partners. The court heard that between 8 January 2014 to 1 July 2016, Sibanda was allegedly stealing and scamming clients money that add up to $404 367. Prosecutor Mr Tinashe Dzipe said that Sibanda would allegedly call for and withdraw money out of a client trust account.

He would pay part of the money to the client and pocket the difference or he would request for cash from the petty cash account alleging that it was money for transport or other ancillaries on behalf of a client when a client had not given him such instructions.

Mr Dzipe told the court that Sibanda would also transfer funds from one client account by means of a transfer journal into another client’s account when the client’s accounts were not related in any way. It is alleged that on one occasion he used the law firm as a security to guarantee payment for a loan he acquired from Wilsgroove Enterprise Private Limited.

Sibanda is said to have allegedly run out of luck when he moved money from the law firm’s account into a Mr Daemon’s account to settle a debt. Several lawyers have of late been dragged to court for swindling their clients of thousands of dollars leading to some being de-registered by the Law Society of Zimbabwe.- state media

Mnangagwa Promises To Salute Chamisa As New Head Of State

President Emmerson Mnangagwa has committed to upholding a democratic process post elections with a promise to respect the outcome of the harmonised elections slated for the 30th of next month.

Since his inauguration on 24 November 2017, President Mnangagwa has committed to a free, fair and credible election, a message that has become a hallmark of his administration.

With 46 days to go before the country hold its harmonised elections, the President has upscaled his dedication to a democratic process with a promise to respect the election result.

A precept from an interview conducted by the Wall Street Journal with President Mnangagwa yesterday (June 15, 2018), quotes the President stating that he will respect the election result and rejecting threats that the military will intervene.

The quote reads…“The army is in the barracks. If any other party wins, we will support them as they will support me if I win”.

To date the mantra for a free, credible and transparent election has received support from both regional and international observer missions.

For the first time in 16 years, Zimbabwe has opened its doors for European observers to monitor its elections pointing to improving relations between the country and Western countries.

The presence of the European Union observer team to monitor the country’s elections is widely viewed as an important seal and acts as additional support to Zimbabwe’s democratisation process.

President Mnangagwa also hinted to a transformation of his cabinet post elections which will run with his outlined vision to grow the country into a middle income economy by 2030.

The Wall Street Journal quotes the President stating that, “It’s a process to change from one entrenched system to a new administration……you need to carry the majority of the nation with you. It’s not possible to just go with a couple of friends and say this is where we are”.

The efforts by the new administration to restore the country’s economic vibrancy have been notable posting impressive foreign direct investment interests at $17 billion within 8 months targeted across key economic sectors which economic analysts believe are a critical plinth to usher a new economic chapter if translated into tangible deals. – state media

Aspiring MP Begs Zanu Pf Rival For $50 Nomination Fees

By Own Correspondent| Aspiring independent MP for Masvingo Urban, Michael Taderera, on Thursday stole the limelight after he asked his rival and fellow party member Bernard Mazarire to lend him $50 nomination fees.

Taderera, who contested and lost to Mazarire during Zanu Pf primary elections had evidently failed to raise the required $50 fee in order to register his name as an aspiring legislator in the forthcoming polls.

He begged Mazarire at the Nomination court at Masvingo Magistrates’ Court in front of journalists.

“My brother, I know I’m contesting against you, but can you help me raise $50 nomination fees,” he said.

Mazarire, a successful businessman and retired army major responded that he did not have the money further bringing members of the Press into uncontrollable laughter.

Taderera raised the money at the 11th hour and successfully filed his papers as an independent candidate.

Queried whether he was indeed a serious candidate, Taderera said he was the right candidate to represent Masvingo urban but he did not have money.

“These are the challenges that I face. I don’t have the money. I, however, managed to raise the fees. But I am a serious contender,” he said.

Taderera  is one of the aspiring candidates who failed to raise nomination fees including several presidential aspirants who called it quits and did not file their nomination papers after failing to raise the required $1 000 fees.

This reduced the number of presidential candidates to 23 despite the country’s elections body, ZEC revealing that over 120 political parties had registered their interest to participate in the forthcoming polls slated for July 30.- Newsday

Zigara was a sports, business and showbiz correspondent for The Chronicle based in Gweru and was covering several stories for the Mnangagwa controlled State media. In a condolence message, Henry Mhara The Standard sports editor said, ‘Sad news guys. Lovemore Zigara is no more. Died in car crash.’

His message was met with disbelief and shock from other journalists who described the late Zigara as a dedicated freelancer who was always happy among his colleagues in the media fraternity.

Tatenda Chitagu of Masvingo said, ‘Lovemore was supportive and very friendly
and I used to meet him in Gweru.’

The Mutare based freelance journalist Clayton Masekesa added that the late Zigara worked well with journalists from different stables.

‘I am shocked over Zigara’s sudden death,’ said Masekesa.

Several journalists including freelancers from the National Association of Freelance Journalists poured in condolence messages following Zigara’s death.

He won several media awards and in 2016 he won the Small Scale and Artisanal Mining Awards as well as in sports from Midlands province.

Mnangagwa announced Saturday afternoon saying, “it was an honour to open the 2018 session of the Junior Parliament today.

“This really is one of the highlights of my job. To talk with, and listen to, so many young, intelligent, civic minded Zimbabweans fills me with optimism and hope.

“My message to all the youth of Zimbabwe is that the new dispensation is about you. You are the future. You are the great hope of this nation.

“I urge you all to keep debating and discussing the big issues. For in the new Zimbabwe while we may not always agree with one another, we must always say yes to fruitful dialogue, and no to violence.”

Army To Discipline Soldiers Who Attacked Mutare Journalist Clayton Masekesa

By Own Correspondent| Two soldiers who were part of a group of six men who attacked and humiliated Mutare journalist, Clayton Masekesa before posting their acts on social media will be punished accordingly, the army has said.

Captain Moreblessings Mugumbate, 3 Brigade public relations officer, said the Zimbabwe National Army (ZNA) is a professional organisation that does not condone criminality hence the duo will also be “disciplined internally”.

“Reference is made to your phone call question regarding the Mutare journalist who is alleged to have been subjected to a military-style punishment of being made to roll in the mud and being made to display condoms to the camera while being mocked for being a cheapskate.

In response we would like to state that the Zimbabwe National Army is a professional organisation that does not condone acts of indiscipline and criminality by its members.

“Any of its members caught on the wrong side of the law is subject to the country’s laws. Furthermore, internal disciplinary measures are also applied,” said the ZNA while responding to questions sent by a Mutare based publication..

“Their alleged involvement in such an ugly act wasn’t within the confines of operations of the ZNA neither were they acting under directives from anyone from within the organisation.

“They (suspects) were not in any way representing the organisation,” said Captain Mugumbate.

On Tuesday Saul Tomu (53), Penelock Majonhi (41), Everson Mark Marozva (33), Hope Mwaipa (33) Joachim Runyanga (35) and John Takaendesa (42) were remanded in custody when they appeared before magistrate, Ms Perserverance Makala, facing kidnapping and assault charges.

The six men were asked not to plead and denied bail pending their application for bail which they were told to submit at the High Court.

Mwaipa and Runyanga are soldiers while Majoni and Marozva are traffic police officers. Tomu and Takaendesa are Mutare municipal cops.- Manica Post.

Bullet Train Totally Irresistible

By Dr Gus Manatsa | There’s a reason the “bullet train” train is a predictable pre-election teaser: it’s an irresistible idea.

With an expansion of rail networks, especially inter-city rail, we could expect the following
benefits:

1. Fewer people need to drive, meaning massive reduction in traffic jams and road
accidents and less fuel import costs

2. With easier access from more remote areas, there is far less pressure and
competition for inner-city real estate, potentially reducing costs of housing for
millions of people.

3. Much easier for tourists to connect our major destinations- Eastern highlands,
Kariba, Victoria Falls, Matipo, etc.

4. People can do work or entertain themselves on the train. In a car, you look at the car
in front of you, and in a plane, you spend most of that time getting messed around
by security clearances, restrictions and endless announcements.

Imagine sauntering down from Harare to Bulawayo or even Johannesburg’s Park station in
a comfortable seat on board a shiny new Fast Train. We could call it iHlasi. You would sit and work on your laptop, or read a book, or recline your seat to take a nap while the landscape whizzes by fast. And then, less than two hours later, you would alight at Bulawayo Central, and get on with your day. I have loved travelling by train, ever since I was in high school and when I visited Europe as a postgrad student and got a taste for the romance of long-distance rail. More recently, travelling by the G trains running between Beijing and Shanghai at a high speed of 350 km/h has hooked me on the convenience. But even if the Zimbabwe’s fast train version ends up being slower, I think it’s still a better option to catching a plane. Just think of all the faffing around you avoid when you take an intercity train. To take a flight you have to catch a bus or taxi to the airport, then queue to check in both person and baggage, then the security scan, then schlepping to the boarding gate, then boarding, then you can’t take out your laptop for roughly half the trip, then you wait to get off, then you wait at the baggage carousel, then you wait for a cab or train. Phew!

 

However, with regular trains, just think how many more of us would travel intercity on a
regular basis. How many dodgy buses you could avoid (over 1000 people have perished in
bus crushes since 1980). It would provide competition to airlines, and it’d also provide a way around the airport curfews. At last, you could leave Bulawayo after dinner, and arrive in Harare before midnight.

 

A fast train would also integrate the MDC’s proposed shift of the country’s capital city to
Gweru far more successfully with the most populated corridors in the country. It would
allow civil servants to work in Gweru while still living in Bulawayo or Harare. The Acela train
that links Washington DC with New York, Boston and Philadelphia is a legendary piece of
infrastructure, famously caught by former Vice-President Joe Biden so he could remain
based in Delaware with his family.

 

Traditionally, we dream big pre-election, and then discover via a post-election study that it
isn’t viable, so I’m bracing myself for disappointment. There’s always a chorus of naysayers who point to the cost. If you consider that Zanu PF looted $15bn dollars’ worth of diamonds, Zimbabwe can afford a fast train. Morocco has just introduced Africa’s fastest train at a cost of $2.3bn.

 

I’d also point out that in other countries, they don’t seem to dither over the cost of major infrastructure projects – they just build them. Just under 40 years ago, China was a poor country dominated by peasant farming. Fast forward to 2018, the Shanghai Maglev trains are the fastest trains commercially operated in the world, with a top commercial speed of 431 kph and a top non-commercial speed of 501 kph. At that speed, a Harare- Bulawayo journey will be done within one hour. Harare- Johannesburg would take about 5 hours (including border stops), 2 hours Harare- Lusaka and under 2 hours to Victoria Falls.

Forty years ago, the Central Committee of the Communist Party of China started the
courageous endeavour and still on-going process of reform and opening up in China. There
is every reason to believe that the MDC Alliance dream of national rejuvenation will likely
guide us on a journey of reform and opening-up anew. The MDC Alliance will have to lead
the Zimbabweans in taking on difficult issues and navigate treacherous rapids, cutting a path through the mountain rocks of corruption and building a bridge across the rapid currents of infrastructure. I just don’t see the same will and energy in Zanu PF.

Mnangagwa Breaks Ranks With Zanu Pf’s “Legions”

By Own Correspondent| Zanu Pf leader and Presidential candidate, Emmerson Mnangagwa castigated former party members who registered to participate in the forthcoming harmonised polls as independent candidates revealing that the party had broken ranks with them.

Speaking to thousands of Zanu PF supporters who thronged Mucheke Stadium in Masvingo (Friday) President Mnangagwa threatened unspecified action against these Zanu-PF members who defied the party and are now running as independent candidates following their loss in the party’s primary elections.

“We are no longer friends; we do not want that spirit of legion,” he said.

“If you are defeated, the party is bigger than individuals, no one has a pocket that fits Zanu PF, but we all fit in Zanu PF.”

Mnangagwa told supporters that Zanu Pf was a mass party hence those who had defied the party directives were no longer friends of the party.

“I hear there are two or so party members [in Masvingo] who stood as independents. I do not like those people,” he said.

“We had primaries where others won and lost, others rigged and others were rigged. Some won by rigging, some lost even after rigging, but I say down with rigging, leadership should come from the people, no imposition of candidates,” Mnangagwa said

Several disgruntled Zanu PF members such as Darlington Chiwa will contest with Zanu-PF’s official candidate for Chiredzi West constituency, Farai Musikavanhu.

Pascal Mudzikisi, who was blocked in Masvingo North also filed to stand against Agriculture deputy minister Davis Marapira.- Newsday.

“Failure To Avail Voters Roll Before Nomination Day Costed Us 8 Seats”: Dr Khupe’s MDC T

By Own Correspondent| Failure by the Zimbabwe Electoral Commission (ZEC) to avail the voter’s roll before the sitting of the Nomination Court resulted in failure of 8 MDC T candidates to satisfy the requirements to contest the forthcoming polls, ZimEye has learnt.

Spokesperson of the MDC T led by Dr Thokozani Khupe, Linda Masarira said 8 candidates from her party were deprived of their political right to participate in the forthcoming elections after it emerged that the prospective voters who had nominated them were not on the voters roll.

“The unavailability of the copy of a provisional voters’ roll on the nomination day left most of the opposition party prospective candidates without any choice but denied their registration.

The absence of some registered voters on the voters roll affected most of our rural constituency candidates as they could not travel back to their homes to get other signatures. Our candidate from Mbire constituency Mr Marungisa is one of the affected persons and seven others in Mashonaland central,” said Masarira.

The High court order, ordering Zimbabwe Electoral Commission to provide ERC with a copy of the provisional voters roll came too late.

An election indicates the existence of democracy in any nation, the electoral process paves way for democracy and democracy is a baby of a clear electoral process and free and fair elections.

Failure of any during preparations of so called democratic elections might and definitely denigrate the real essence of the credibility of the anticipated democratic process.

The call for the aspiring candidates to the nomination court brought joy to so many of them just a day before as well as early hours of the day with aspiring candidates vividly waiting for the ,” dream-come-true” as preparation for 2018 elections is now at length with only a few weeks left.

However the jovial mood and great expectations as Dickens the great author would say, were turned into sorrow, disappointments as well as need for clarity if truly ZEC was and is really ready to bring about the electoral democratic processes into existence.

The release of the judgement a day after the nomination court simply implies that the judgement is merely meant for the future elections not the 2018 one.

Hence the position taken by the High Court judgement today, though positive but its validity has been diluted as it has released it after the sitting of the nomination court. So many candidates have been left disadvantaged and it is a clear indication of an uneven electoral field.

 

Mnangagwa Says He Is Ready To Meet Chamisa

By Paul Nyathi|Out going President Emmerson Mnangagwa says that he is now ready to meet with all opposition presidential candidates including his biggest rival Nelson Chamisa of the MDC Alliance now that the nomination process is over.

Mnangagwa said that he wants to meet the Presidential candidates si that they can together and commit to holding free, fair, credible and peaceful elections.

The country holds harmonised elections on July 30.

Twenty three presidential aspirants successfully filed their nomination papers on Wednesday.

Pundits say the presidential contest will be a two-horse race between Mnangagwa of ZANU PF and the MDC Alliance’s Chamisa.

President Mnangagwa intended to meet the opposition leaders earlier in the year, but they were just too many at the time.
He said at some point they were 112 before reaching 133, making it impossible logistically to meet them.

“After nomination dzanezuro ndakati ndoda tose vatungamiriri tisingane and we commit ourselves to free elections,” said Mnangagwa.

He said he had inquired from the Zimbabwe Electoral Commission (ZEC) earlier and was told at some point there were 112 opposition leaders before the figure increased to 133, forcing him to wait for the nomination process.

“Ndohwa kune 23 varikukwikwidza hu President. They must commit themselves to peaceful campaign. No violence. We want a mature political campaign,” said President Mnangagwa addressing thoudands of ZANU PF supporters at a rally in Masvingo.

“Toda runyararo. Unity, unity, unity. Harmony, harmony, harmony. Love, love, love,” he said.

Women Chokes To Death During S*x

By Paul Nyathi|In a twist of events, a Bulawayo women who was last week found dead in a bushy area in Westgate Industrial Site actually choked and died during se*ual intercourse.

Speculation was high throughout Bulawayo that the woman may had been raped and brutally murdered in the area prominently used by sex workers as a place for their services.

A post-mortem conducted by a Bulawayo doctor revealed that the woman actually died during a sexual encounter.

Police Spokesperson Inspector Precious Simango said Priscilla Ndlovu (26), who was reported to have been savagely raped and brutally murdered actually died from choking.

She said no foul play was suspected in her death as she could have choked during sex.

“We have concluded our investigations into her death. Post-mortem results reveal that she died from choking during sex. We therefore consider her death to be due to natural causes,” said Insp Simango.

Ndlovu was found dead last Friday along Nugget Road in the Westgate area. She was half dressed with a used condom near her body. There was also evidence that she bled through her nose.

Her friends had told that she left in a hurry after receiving a call from an unknown person

Bhora Pasi, Mnangagwa Says He Will Still Be President in 2030

PRESIDENT Emmerson Mnangagwa has said he was confident of being the country’s President in 2030, hence, the vision for the country’s economy by that year was not a coincidence.

Addressing captains of industry at the Buy Zimbabwe conference in Gweru on Thursday, Mnangagwa said his administration was working on ways to resuscitate the economy, saying he had broader plans to turn Zimbabwe into a cashless economy.

“I chose 2030 and it’s not a magic year, but I believe I will still be there,” he said.

“I would want to commend the Buy Zimbabwe team which has continued to work closely with both private and public sectors to drive the buy local message and encourage the purchase of local products and services so that local businesses can thrive, thereby, stimulating economic growth and creating decent jobs for us to be a middle income country by 2030.”

Mnangagwa said he had a vision to turn the economy into a cashless economy and urged Zimbabweans to embrace plastic money since this was the global trend.

“I know people are struggling to get cash, but our vision is to turn the economy into a cashless economy. Developed countries no longer use cash and we should move towards achieving that,” he said.

Mnangagwa appealed to people to vote for him so that he could achieve his vision for the country.

He said the government was in the process of crafting a template outlining the target economic growth for each province and how it could contribute towards national economic development.

The Zanu PF leader said provincial ministers would be appointed on their contribution to the country gross domestic product.

“We are crafting a template for all the 10 provinces so that we have competition among these provinces in terms of economic growth and the size of [gross domestic product] GDP,” he said.

“There is not a single province in this country that has peculiar advantages endowed to them and we need the leaders of those provinces to ensure they utilise the resources found in their provinces by competing with other provinces. This is now for provincial ministers because their security shall depend on the growth of GDP in their provinces.”

He said he was aware people were worried about cash, but urged the electorate to vote for him.-Newsday

MDC-T Buries Late Senator Mlotshwa

By Paul Nyathi|Hundreds of MDC-T supporters are gathered at Mahetshe Village in Matobo District Matabeleland South to lay their last respects for the late Senator Sithembile Mlotshwa.

In attendance is the party Deputy President Elias Mudzuri who is representing President Nelson Chamisa who was meant to attend the burial.

Also in attendance is splinter MDC-T leader Thokozani Khupe who is accompanied by her Presidential election campaign manager Priscilla Misihairabwi Mushonga and former Speaker of Parliament Lovemore Moyo.

Khupe and Mushonga have brought heavy security around them.

Senator Mlotshwa died at the United Bulawayo Hospitals on Thursday last week after a long illness.

Fresh Details Emerge On 2 Year Old Boy’s Death: Professor Lumbe

By Own Correspondent| The Zimbabwe Human Rights NGO Forum (the Forum) has exposed details surrounding the death of the son of National Patriotic Front (NPF) aspiring candidate for Mazowe North, Professor Lumbe whose father Rambai claimed was politically motivated.

According to The Forum, the Notice of Death confirmed that Professor sustained several head injuries, a development which led to his death.

Below is the full text of the statement by the Human Rights (NGO) Forum.

The Human Rights (NGO) Forum expresses its condolences to the Lumbe family following the killing of their two-year old son, Professor Lumbe, who was found dead on the 10th of June 2018 under unclear circumstances.

 Professor Lumbe went missing from home on the 9th of June around 1400hours and was found dead in a soya beans field on the 10th of June with physical injuries.

According to the Notice of Death issued on the 11th June 2018 the child had several head injuries.

The parents believe that Professor Lumba’s killing was politically motivated. There is evidence of political rivalry and tensions involving the father and Zanu Pf supporters.

In 2014, Mr. Rambai Lumbe, the father of the deceased, defected from ZANU-PF to join the National Peoples’ Party (NPP) then the Zimbabwe Peoples’ First party led by Dr. Joice Mujuru. Mr. Lumbe is the Mazowe North parliamentary candidate for NPP in the 30 July 2018 harmonised elections.

Findings from an investigation carried out by the Forum on the 12th of June at Sunridge Farm in Mazowe North where the family resides revealed the existence of longstanding political tensions between the family and some ZANU-PF supporters stretching back to 2014 when the family defected from ZANU-PF.

According to the family, in 2017 they received threats from four (4) ZANU PF activists namely Paradzai Zhiyamoto, Cephas Muzongondi, Watson Shereni and Elvis who warned the Lumbe family that“munopedza mhuri” (you risk having the whole family killed) for supporting NPP.

The matter was reported to Glendale Police Station only to be withdrawn when the four apologized to the family.  On another occasion, ZANU-PF members attempted to demarcate the Lumbe’s family piece of land citing the same reasons and were saved by the intervention of the police.

Given the existing political tensions and levels of intolerance existing between the Lumbe family and ZANU-PF supporters, the family strongly believes that their son was a victim of political violence as their rivals have often harassed and intimidated them.

While we acknowledge the swift action by the police in commencing an investigation, we must be mindful of the history of elections in Zimbabwe, which is littered, with episodes of political violence characterized by such heinous crimes as murder. In most cases, perpetrators have gone unpunished. Irrespective of any reason behind the gruesome killing of the two-year old, the needless loss of life is unacceptable.

As Zimbabwe approaches the 30 July 2018 watershed plebiscite, the police must prioritise the investigation and prosecution of all cases of political violence without fear or favour.

The President has been calling for free; fair, credible and violent-free elections and such actions fly past in the face of the President. As a nation, we must embrace the President’s calls for peace and non-violence and adopt a ‘zero tolerance’ approach to political violence be it intra or inter-party violence. All political parties must respect the constitution.

Elections come and go.  Hurts to families who lose their loved ones remain. The Forum condemns these barbaric acts of violence for political gain. Violence against children is utterly unjustifiable. Children pause no threat to anyone and such acts cause shock and horror in any civilized society. The police must move in quickly to ensure that justice is swift. Perpetrators must face justice and a strong message must be sent to everyone that these acts are unacceptable.

The Forum urges the Zimbabwe Human Rights Commission (ZHRC) to be seized with this matter and ensure access to remedies for the Lumbe family.

The Forum draws attention to the fact that life was lost, possibly due to political tensions that were left unaddressed. Zimbabwe has established the National Peace and Reconciliation Commission (NPRC) for purposes of early detection of conflict and violence prevention.

The Forum urges political actors and parties to take active steps to address any tensions that may result in violence and not wait until it is too late. The Forum also urges the NPRC to investigate political tensions in the area and assist in the resolution of any conflicts to avoid any further violence.

The Forum will continue to follow the human rights situation during this period, always ready to assist victims of any violations to ensure access to remedy and prevention of further violations

Soccer Star Gets 1 Year For Failing To Maintain Kids

CHICKEN Inn Football Club striker Obidiah Tarumbwa has been sentenced to 12 months in prison for defaulting on more than $6 000 towards his two children’s maintenance.

Bulawayo magistrate Ms Rachel Mukanga heard that Tarumbwa was in arrears of $6 752 after he failed to pay for the upkeep of two children he sired with his ex-wife Patience.

In 2016, he was ordered to pay $316 monthly maintenance but has only paid $200.

The soccer player has been in and out of court for failure to pay maintenance and was in 2016 sentenced to five months imprisonment, which was wholly suspended on condition that he clears his arrears.

In February this year, Tarumbwa only contributed $200 towards his arrears.

He pleaded guilty to failure to pay maintenance and Ms Mukanga sentenced him to 12 months imprisonment.

She suspended three months on condition he does not repeat a similar offence in the next five years. The remaining nine months were suspended on condition that he pays his ex-wife $6 752 before next Wednesday.

Tarumbwa had told the court that he could not afford to pay $316 as he was not on any contract with Chicken Inn. He said he had another child with another woman.

“Your Worship, $316 is too much for me to pay. I know they are my children and I have to look after them but it’s hard for me to raise the money especially now that I only get paid after playing a game and we win.

“If we don’t win then I don’t get anything because I am not on any contract. I tried negotiating at the maintenance court but they didn’t understand because people think soccer players have money yet we don’t,” he said.

The magistrate told Tarumbwa that the court had seen that he had the means to pay maintenance, so he had to comply.

Prosecuting Mr Raymond Makhaza said Tarumbwa has been in maintenance arrears since July 2016 after he was ordered to pay $316 in April 2016.

IS HE TELLING THE TRUTH? – Mnangagwa On 23 Presidential Candidates, Says: “I am delighted to see such a diverse range!”

By Emmmerson Mnangagwa | The past few days have been a whirlwind of activity, as we work to build a new Zimbabwe we can all be proud of. During my travels, I have enjoyed speaking with, and listening to, so many of my fellow Zimbabweans from across the country.

Yesterday, I visited the ADMA Agrishow, before travelling to Gweru to open the 8th Buy Zimbabwe Summit. While there, I reiterated our government’s commitment to supporting local industry and facilitating an environment that encourages the growth of the private sector.

Today, I visited and met with management at the Cold Storage Company (CSC) unit in Masvingo and the defunct Mashava Mine, which by next year will again be operational. I then went on to the Masvingo Star Rally, where I was again moved by both the size and enthusiasm of the crowd!

In the midst of this, along with 22 other candidates, I filed my nomination papers for the upcoming elections. I am delighted to see such a diverse range of candidates, and look forward to a robust yet peaceful exchange of views on the campaign trail over the next six weeks.

Finally, I would like to wish Eid Mubarak to all Muslims in Zimbabwe and around the world.

Court Blocks Henrietta Rushwaya’s Plot To Rig Elections

THE High Court has blocked the Zimbabwe Miners’ Federation (ZMF) from holding its elections for a new leadership in which former Zifa chief executive officer, Ms Henrietta Rushwaya, sought to contest as a presidential candidate.

The ruling by Bulawayo High Court judge Justice Nicholas Mathonsi follows an urgent chamber application by a group of small scale miners who cited ZMF as the respondent and said there was a plot to rig the elections in Ms Rushwaya’s favour.

The group of miners under the banner Zvishavane-Mberengwa Miners’ Association (ZMMA) accused Ms Rushwaya of attempting to take over the leadership of ZMF through unorthodox means.

The applicants were represented by lawyers from Mutuso, Taruvinga and Mhiribidi Attorneys.

On Thursday, the High Court stopped the elections that were supposed to be held on the same day.

“The respondent be and hereby interdicted from proceeding with the elections on 14 June 2018. The respondent be and hereby postpone the elections sine die. In the event that elections have been held prior to this application being determined the results and the proceedings thereof be and are hereby declared null and void,” ruled Justice Mathonsi.

ZMMA had argued that the election process was fraught with irregularities and vote buying by Ms Rushwaya, hence polls for a new ZMF national executive should be postponed indefinitely due to interference by members of the federation’s general council.

ZMF was formed in 2003, mainly to champion the interests of small scale and artisanal miners.
In his founding affidavit, ZMMA chairperson Mr Thembinkosi Sibanda said ZMF unprocedurally admitted 13 new associations to join the federation. He queried Ms Rushwaya’s intention to run for the ZMF presidency yet she is not affiliated to the organisation.

He said Ms Rushwaya paid $6 500 affiliation fees for the 13 new associations whose admission was irregular and a violation of the ZMF constitution.
Mr Sibanda said the circumstances under which Ms Rushwaya joined the ZMF were questionable and shrouded in controversy.

“I find it odd that she (Ms Rushwaya) paid subscription fees for the 13 new associations. One wonders what her relationship is with any of or all of these associations to the extent of paying their affiliation fees. This is suspicious and clearly there could be a relationship between the 13 associations and Rushwaya,” he said.

Mr Sibanda said the voting process has already been tainted with impropriety.

“There must be an investigation to establish who the 13 associations are, when did they register and join ZMF and what links do they have with Rushwaya?

I submit that voter confidence has been lost in these forthcoming elections, and if the elections are allowed to continue on 14 June 2018 without a proper vetting exercise, there is bound to be a likelihood of rigging,” he said.

“My suspicion is strengthened by the fact that Rushwaya is not new to being accused of corruption. She is a former boss at Zifa and was dismissed on allegations of corruption. In light of her previous corruption allegations coupled with the present circumstances, one is bound to keep guard and protect the reputation of ZMF.”

In 2016, Ms Rushwaya was fired as Zifa chief executive officer after a disciplinary tribunal appointed by Zifa ruled that she be dismissed for mismanagement and insubordination. She had been found guilty on the majority of the charges levelled against her. In February 2012, Ms Rushwaya was arrested by the Zimbabwe Anti-Corruption Commission (Zacc) on allegations of bribery and match-fixing linked to the Asiagate scandal.

She was found guilty of failing to account for a loan made to Zifa of $103 000 and authorising a 2008 trip to Malaysia where elite club Monomotapa masqueraded as the Zimbabwe national team.

Ms Rushwaya and her two accomplices, the late former Zifa board member Mr Edzai Kasinauyo and fired Warriors’ assistant coach Mr Nation Dube were also accused of conniving to fix the Afcon qualifier matches between Swaziland and Zimbabwe.

They were, however, later cleared of match fixing by a Harare regional magistrate Ms Lucy Mungwari who ruled that the State failed to prove a prima facie case against the trio.

She said there was no evidence linking the trio to the scandal.

Man Cuts Own Throat With Okapi After Beheading His Wife

David Chaloma of Goodhope Village 2, Siganda, who is battling for life under police guard at Mpilo Central Hospital in Bulawayo, allegedly decapitated Isabel Mpala (29).

He then allegedly cut himself on the throat with an Okapi knife.

On realising that it was not enough to end his life; he consumed an unknown amount of organophosphate poison and was discovered by his two children who are in Grade One and ECD.

The incident occurred at around 5PM on Wednesday.

Sources said Mpala’s head was crushed with both her eyes and some of her teeth having been picked up from the floor of the couple’s bedroom.

“It is alleged the couple had a long standing infidelity dispute, with Chaloma suspecting that his wife was having an affair with his cousin. On that fateful the two had fought over why Mpala wanted to stop using the contraceptive she was on,” said a source that preferred anonymity.

Inyathi District Medical Officer, Dr Tafadzwa Gwera, said they had attended to Chaloma but had referred him to Mpilo Central Hospital for further management. “We received a case of attempted suicide where a man tried to take his own life by cutting open his throat using a knife, before allegedly consuming organophosphate poison.

“After temporarily managing on the poison consumption, we transferred him to Mpilo Central Hospital for further management,” he said.
Matabeleland North acting police spokesperson Assistant Inspector Eglon Nkala confirmed the murder and suicide bid.

“I can confirm we received a report of a 31- year-old man who allegedly murdered his 29-year -old wife by axing her on the neck before he went on to try to kill himself by cutting his throat and taking poison. The man is hospitalised under police guard,” he said.

Chaloma was taking care of his relative, Mr Ngwenya’s homestead in Bubi where he allegedly committed the crime.

Mrs Ngwenya said she knew the couple as happily married and the incident had come as a great shock to her family.

A source close to the case said Chaloma had long suspected that his wife of having an affair with one of his cousins and had actually tried to talk to the two.

“He once involved family on the alleged affair. This week the two had been fighting over why she wanted to remove the Jadelle implant from her arm. After the incident, Chaloma, speaking in gasps, revealed that he had faked a trip to Bulawayo to trap the two love birds.

“Later during the day, he followed his wife to the hospital where she had said she would visit to remove that contraceptive. When he didn’t find her, he returned home and instead followed his wife’s shoe prints which later joined those of a man and the two walked deep into the bush,” said the source.

The source said Chaloma returned to his home and waited for his wife who arrived later and an argument arose over where she had been.

“This resulted in the killing and Chaloma said he had been angered by his wife’s behaviour,” said the source.

Last month, a 46-year-old man from Inyathi allegedly crushed his wife and cousin’s heads with a hammer before stabbing each of them with a spear more than seven times following a domestic misunderstanding. The suspect, who had fled, was apprehended in Masvingo and is in police custody.

Massive Movement of Soldiers From Bases To Rig Votes?

Sources have claimed that there is a massive plan to rig all votes from the armed forces as they are suddenly being moved from their bases to deny them chance to vote.

The exercise is said to be on a massive scale, and currently there is seething anger among soldiers being moved. The rule is you can’t question your deployment but Zimbabwe’s men in uniform say they are not happy with the sudden twist in deployment meant to rob them of the right to vote. They say they are aware of the plans to rig their votes but can’t do anything about it.

“Things have changed from bad to worse. Tiri panguva yakaoma. Zvakapresa hama. Vanhu ava ndapererwa.

“It is now rigging at its best. All troops and sections have been affected. We are denied to vote. There is no free and fair elections in Zim at all. Hama pakaipa. Deployment maybe as from Monday,” said a soldier who is due to be moved on.

Movement of sections is due to start on Monday and ZimEye was told that the Chief Insp Wurayai, Ins Ncube of Charlie, and Spt Makosi are going to Mutare today to see the bases, a total of almost 10 bases where the soldiers are going to deployed.

It was said that sections that were meant to be deployed in Matebeleland North are no longer going to be deployed there but are now heading to Mutare, Manicaland. The affected sections are Delta and Charlie troop.

PST, HBT, Romeo and other sections are now heading to Matebeleland North for deployment.

Sources said there would be no vote at all for all Fairbridge support unit members.

The problem is most of the soldiers were registered to vote at bases where they were stationed or due to be stationed at the time of the polls.

 

 

 

Chicken Inn FC Striker Tarumbwa Sentenced To 12 Months Behind Bars

CHICKEN Inn Football Club striker Obidiah Tarumbwa has been sentenced to 12 months in prison for defaulting on more than $6 000 towards his two children’s maintenance.

Bulawayo magistrate Ms Rachel Mukanga heard that Tarumbwa was in arrears of $6 752 after he failed to pay for the upkeep of two children he sired with his ex-wife Patience.

In 2016, he was ordered to pay $316 monthly maintenance but has only paid $200.

The soccer player has been in and out of court for failure to pay maintenance and was in 2016 sentenced to five months imprisonment, which was wholly suspended on condition that he clears his arrears.

In February this year, Tarumbwa only contributed $200 towards his arrears.

He pleaded guilty to failure to pay maintenance and Ms Mukanga sentenced him to 12 months imprisonment.

She suspended three months on condition he does not repeat a similar offence in the next five years. The remaining nine months were suspended on condition that he pays his ex-wife $6 752 before next Wednesday.

Tarumbwa had told the court that he could not afford to pay $316 as he was not on any contract with Chicken Inn. He said he had another child with another woman.

Insurance Companies Call For More Police Road Blocks

The absence of police on the country’s roads has left individuals, corporates and insurance companies exposed to serious risks caused by flouting of regulations by unlicensed cars and drivers as well as unregistered and uninsured vehicles, an industry expert has said.

Since Operation Restore Legacy, police presence on the country’s roads has been reduced drastically but the result has been an increase in motorists flagrantly flouting traffic rules and regulations.

Insurance expert and NicoDiamond managing director Grace Muradzikwa, told Business Weekly the absence of police on the roads and the increased number of accidents is a cause for concern and there is urgent need for police to come back.

“As an industry some of the observation that we are making and especially coming from the claims and how some of these accidents are happening, generally flouting of general road regulations. There is just a general flouting, because everybody knows that there is no one to police, “ she said.

Flouting of road rules
Muradzikwa said the presence of police on the roads had resulted in a significant reduction in flouting of regulations because road users knew there was police.

“But now even as you drive you can see people texting while they are driving. The second thing is that we have seen a noticeable increase in unregistered vehicles on the road, cars which do not have number plates. The reason why we put number plates is to identify vehicles.”

Muradzikwa said without number plates it will be difficult to attach ownership to a motor vehicle in the event of an accident.

“We have also seen an increase in hit and run accidents and this will result in an increase in fraudulent claims because people cannot attach ownership to the motor vehicle involved,” said Muradzikwa.

She said the issue of unregistered vehicles was very insignificant before.
“People would hesitate before they took an unregistered vehicle on the road, but now you see them all over the place.”

“What we are saying as an (insurance) industry is that police must do their law enforcement as their presence helps as a deterrent. We are not saying that lets go back to where things were before (when police were going beyond their law enforcement duties and harassing motorists).”

“Police have a role to play because we have laws, which need to be monitored. Our laws here are very clear. An uninsured and unlicensed vehicle should not be on the road. But now there is no monitoring and no enforcement,” said Muradzikwa.

She said apart from loss of lives and injuries, the chaos on the roads had also meant the licensing of vehicles had also gone down.

“What that means is that one would be involved in an accident and only to be told that it was an unlicensed, unregistered and uninsured vehicle. There is absolutely no protection.

“While on one hand members of the public might be happy that there is no police, they must also know that in terms of personal protection some of these laws are there to protect all road users.”

We are all exposed as claims shoot up
“But when the laws are not being monitored and enforced, it is exposing us. We are all exposed as road users,” said Muradzikwa.

She said every time one goes on the road, one has a liability to others as anything can happen, and that’s why third party licensing is compulsory.

“The moment you decide you are taking your car on the road, there are very serious risks, from personal injuries, damage to high value vehicles, or running someone over. We only think about it until something happens, but without police to monitor and enforce chances of getting recourse are minimal.”

Muradzikwa said her company NicozDiamond, which is the largest in the short term insurance sector, had recorded a 30 percent increase in the number of motor vehicle claims.

She said an increase in the number of claims also points to risk rerating and a possible increase in premiums.

“So everything comes back to all of us as we are even exposed to high premiums as a result of the risk rerating,” she said.

“As a company we have also seen an increase in the number of claims by 15 percent and then in terms of size of claims (cost of repairs) we have seen a 28 percent increase in average size of motor claims, “ said Muradzikwa.

“So on the face of it we are all exposed. Its ok when we talk about these issues until it hits you at a personal level.”

Police have a national duty
She said the police has a national duty to police and enforce the laws.
“We have laws around driving habits, laws around how we use our roads and what it takes to drive and put a car on the road.”

She said if we are all going to be flouting these laws we are exposing ourselves.
“These are some of the things that we think if maybe the police were on the roads, it will certainly help us.”
Muradzikwa however applauded the police for some of the initiatives in trying to control and direct traffic.
“Credit must go to them for the small steps and we are happy about it.”

Mnangagwa In 300 000 Jobs Promise…?

Zimbabwe election campaign seasons always bring 1000’s of jobs that never materialize until another election. This year is no different. In 2013 Zanu PF promised 2.2 million jobs that never materialized.

Today addressing a Zanu PF rally at Mucheke Stadium, in Masvingo, President Emmerson Mnangagwa promised to create 300 000 jobs through road rehabilitation works and promised Masvingo 500 jobs, guaranteed by 31st July at the meat processing company, Cold Storage Commission.

Is there any hope for Zimbabweans from Zanu PF’s jobs promise this time or it is just another election like before?

This is what president Mnangwagwa said today, “When I went to Davos I took with me my rainbow scarf and they now know me and Zimbabwe is on everyone’s lips. Before we came here we went to Mashava Mine which we are currently resuscitating. On Tuesday we will sign a deal with investors whom we met in Davos and are interested in CSC Masvingo. On 31 July, they will start operations at the abattoir and 500 jobs will be created.

“Beitbridge-Harare Highway has caused many deaths due to accidents. Contracted company Geiger International had no money. We are now looking at now companies and we are looking at their proof of payment. 300 000 jobs will be created when the road starts to be rehabilitated.”

WORLD CUP UPDATE: Nigerian Fans Banned From Taking Live Chickens To Stadium

Football fans in Nigeria asked permission from the authorities of the Kaliningrad region to bring live chicken to the match of their team, Minister of Culture and Tourism of the region Andrei Ermak told reporters.

“Our information center MCH-2018 receives a lot of various questions: fans from Nigeria asked if it’s possible to go to the stadium with a chicken, it’s their symbol, the citizens are with them at all matches, we told them that to pass a live chicken in any case it is impossible,” said Ermak.

At the same time, he noted that if the Nigerians are rooting for their team in other places, “we will of course advise them where the chicken can be bought. We are ready to satisfy the most eccentric inquiries.”

The minister also said that Kaliningrad alone expects the arrival of 130,000 to 150,000 fans. At each match, Russians will be up to 15,000 people, another 10,000 seats will be proportionally taken by fans from countries whose teams are playing at the World Cup, and the remaining 10,000 will be given to citizens of other countries.

In the Kaliningrad venue of the World Cup 2018, there will be four meetings: on June 16 —Nigeria versus Croatia, on the 22nd — Serbia and Switzerland, on the 25th — Spain with Morocco and on the 28th — England with Belgium. The Stadium FM-2018 in Kaliningrad is designed for 35,000 spectators.

World Cup Update: RONALDO Cracker Sink Spain @Half Time

Ronaldo has struck twice in the first half putting Portugal in the lead at half time.

Portugal took the lead in the 4th minute when Ronaldo converted from the spot after he was brought down by Spain player Nacho. Spain replied with a spectacular goal from a one man show by Diego Costa against the whole Portugal defence.

But predatory Ronaldo struck again  at the end of the first half (44′) with a drilled shot forcing Spain goalkeeper to spill the ball.
