Donald Trump: Senate Tells Mnangagwa On Elections: Remove Army From ZEC, Appoint New ZEC With Opposition Participation

By Lesley Mugabe| US Senate Foreign Relations Committee, Senators Chris Coons (Democrat-Dellaware) and Jeff Flake (Republican-Arizona) on Thursday introduced a bill which makes demands for sanctions to be lifted.

President Emmerson Mnangagwa has been told to remove the current Zimbabwe Electoral Commission and replace it with one formed under consultation with opposition parties.

The US Senate also demanded that soldiers should be removed from the ZEC (there are currently 45 ex-soldiers working inside the ZEC).

Senator Coons, said the legislation updates the Zimbabwe Democracy and Economic Recovery Act of 2001 and sets forth the steps Zimbabwe needs to take to have sanctions on its country lifted.

“After 37 years of suffering under the repressive rule of Robert Mugabe, the people of Zimbabwe should be excited about the possibility of a brighter future. To ensure conditions throughout the country improve, the international community should insist on concrete actions from the new government of Zimbabwe before lifting sanctions and renewing investment in the country. This bill is intended to outline the U.S. Senate’s expectations of the steps President Mnangagwa and other leaders should take,” said Senator Coons.

Part of the statement reads:

“PRE-ELECTION CONDITIONS.-The following pre-election conditions are met: “(A) Establishment and public release, without cost, in both paper and digital formats, of a biometric voter registration roll that is endorsed by all registered political parties. “(B) An independent electoral management body is selected, the members of which should be nominated by all political parties rep-resented in the parliament of Zimbabwe, and permitted to entirely carry out the functions as-signed to it in section 239 of Zimbabwe’s 2013 constitution in an entirely independent manner. “(C) The Defense Forces of Zimbabwe are neither permitted to actively participate in campaigning for any candidate nor to intimidate voters, and must verifiably and credibly uphold their constitutionally mandated duty to respect the fundamental rights and freedoms of all per-sons and be non-partisan in character.

“(D) International observers, including from the United States, the African Union, the Southern African Development Community, and the European Union are permitted to observe the entire electoral process, both prior to, on, and following voting day, including by monitoring polling stations and counting centers, and are able to independently operate in a man-ner enabling them to access and analyze vote tallying, tabulation, and the transmission and content of voting results. “(E) Candidates are allowed free and full access to state media, which must afford equal time and coverage to all registered parties, in an impartial manner, and must be able to campaign in an environment that is free from intimidation and violence. “(F) Civil society organizations must freely and independently be able to carry out voter and civic education, and to monitor the entire electoral process, including by observing, re-cording, and transmitting public-posted or announced voting results, including at the ward, constituency, and all higher levels of the vote tallying process, including through the conduct of one or more parallel vote tabulation exer-cises.”; (2) by redesignating paragraphs (3) and (5) as paragraphs (7) and (8), respectively; (3) by striking paragraph (4); (4) by inserting after paragraph (2) the fol-lowing new paragraphs: “(3) PRESIDENTIAL ELECTION.—Zimbabwe has held an election that is widely accepted as free, fair, and credible by independent international and domestic civil society monitors, and the president-elect is free to assume the duties of the office. “(4) UPDATING STATUTES.-Laws enacted prior to passage of Zimbabwe’s new Constitution in March 2013 that are inconsistent with the new Constitution are amended or repealed so that they are consistent with the Constitution. “(5) UPHOLDING THE CONSTITUTION.-The Secretary of State has certified that all elements of the Constitution, including devolution, are being im-plemented. “(6) ECONOMIC REFORMS.-The Government of Zimbabwe has demonstrated a sustained commit-ment to reforming Zimbabwe’s economy in ways that
will promote economic growth, address iiiiemploy-ment and underdevelopment, and restore livelihoods. “(7) DIAMOND REVENUES.—The Secretary of State has certified that a transparent and credible accounting for all diamond revenues since 2000 has taken place.”; and (5) in paragraph (7), as redesignated by para-graph (2) of this subsection, by striking “consistent with” and all that follows through “September 1998”. SEC. 7. REMOVAL OF AUTHORITY TO PAY LAND ACQUISI-TION COSTS. Section 5(a)(2) of the Zimbabwe Democracy and Economic Recovery Act of 2001 is amended by striking “, including the payment of costs” and all that follows through “thereto”. SEC. 8. What is Wrong with VP Chiwenga Using a Solid Shona Tone?

By Staff Reporter| Some Zimbabweans took turns to mock Vice President Constantino Chiwenga over his slip, or is it rather “flip” of the tongue when delivering a speech at the opening of the tobacco season. Many even created memes and themes while making mirth with footage of the VP.

Chiwenga was filmed repeating a few English words during his address to delegates in Harare. “It is therefore incumbent upon farmers to ensure their crop to cushion themselves from, to ensure their crop from, their crop, to cushion themselves from the debilitating effects of climate change,” said Chiwenga.

“I wish the PDP and its leadership under Hon Lucia Mativenga well and I hope we will meet in other platforms. Indeed there is a need for opposition partys to speak with one voice and Zimbabweans in the walks of life pray for that so do I.”

After some serious and honest soul searching over the events within our party and my formal role and how it has been allowed to play out in the daily activities of the party, I have realised that I am merely a space holder in the organisation, one who practically does not seem to value add much to the party. I think most like am a victim of my own expectations due to what I understood my role to entail. Such a realization can be very damaging and irreparable, believe me. It is this realization and its attended impact that after many weeks of souls searching, brings me to this inevitable place where I must do the right thing under such circumstances. I write to tend my resignation from the position to which I was deployed as well as other adhoc and standing committees responsibilities which I had been assigned to with immediate effect as well as membership in the party. I thank you for entrusting me with the responsibility of such a high office in PDP. Mnangagwa Wins Support From White US Community

By A Correspondent| President Emmerson Mnangagwa has received historic support from the white community with one popular US preacher declaring that Mnangagwa’s government has led Zimbabwe’s most significant transition in 37 years. Bob Scott’s below speech was delivered in Harare 2 weeks ago at the Foundations For Farming plot led by Zimbabwean science innovator Brian Oldrieve. The latter has a breakthrough method of farming previously exported from Zim to over 30 countries of the world and set to bring billions to Zimbabwe’s economy following Robert Mugabe’s removal.

Bob Scott begins his speech saying,  “…and in the beginning of November (2017) I started getting this strange sense on my soul that there was a significant transition coming, and in light of that I sat down and wrote this blog called “Transitions”, and I ended up publishing it and going to bed and waking to the news that you all…

“Waking up the next morning to the news that you all had gone through the most significant transition in 37 years – well all that took my attention as you might imagine because my mind started wondering what does all that mean, you know what’s going on? Anyway I watched in there just before Christmas somebody called me on the phone and said you know you need to go back to Zimbabwe… I thought about it for a little bit and I just said you know if I go back I want to go as a bouncer  of (sic) so I don’t want to force myself there but if I get an invitation I will come. “As we journey together over the next few minutes I would appreciate you keeping this word in mind the great question after CS Lewis once wrote, you can’t go back and change the Beginning but you can start where you are and change the ending of the past present and future; we can always have two of those…there is this present moment in the future; it’s My Hope together in the present with our eyes towards the future, we can redirect Zimbabwe’s decade-long downward trajectory and we could change the ending of this story.

“First though let us visit what we cannot change the past and why because there are lessons back there to be gleaned from. That’s if we wanted to have any lasting effect I’ve come to understand that god works for both organically and relationally… the value that at the very DNA of foundations for farming philosophy.

Wicknell Chivayo’s Solar Panels Turned Into Bedroom Shoes

When he was exposed by ZimEye.com soon after the November coup, Chivayo escaped to the United Kingdom. ZimEye.com on Monday morning 4th December tracked Chivayo to Bryanston, South England. (SEE SATELLITE MAP)

Within days Chivayo quickly revealed that he has externalised an undisclosed lumpsum amount which was meant for the Gwanda Solar project. This was in a video Chivayo then quickly deleted after abruptly ending the LIVE filming. He said “yes I externalised but it was to buy the solar panels, and you buy them outside the country so what’s surprising now?”

Four months later, Chivayo’s name has popped up on President Emmerson Mnangagwa’s list of looters and externalisers.

3 weeks after his UK trip, ZimEye took steps to tour his Gwanda site and found nothing more than an incomplete fence. A month later, the Parliamentary Portfolio on Mines and Energy also descended onto the area following ZimEye’s expose’ and found the same fence, still incomplete and this being the only notable feature at the site.

The development was mocked by a news observer who wrote on ZimEye.com’s Youtube portal saying Chivayo’s solar panels are “perhaps just tree panels” at the site. Others said shoes are his only acquisition since obtaining the over $5 million 3 years ago. Watch the motion expose’ below:

“Command Housing” Being Introduced By Govt

Government is working on a Command Housing project to expand housing facilities in old townships and areas to ease congestion.

The idea mooted by President Emmerson Mnangagwa is aimed at elevating families from bad conditions and has already been adopted by the Ministry of Local Government, Public Works and National Housing as part of its 100 day strategies.
Responding to questions in the National Assembly on Wednesday during a question and answer session, Local Government, Public Works and National Housing Minister July Moyo said the Government was aware of the squalid living conditions in some suburbs.

“There are a lot of our people who are living under extreme conditions of pressure from lack of adequate accommodation, crowded accommodation and dilapidated accommodation, some of it dating way back to the early days of colonialism.

Government is very aware of this situation and we are saying, as we plan ahead, the President has said, let us have a Command Housing programme which does not only looks at housing expansion in new areas but looking at old townships or old areas where our people lived and see how we can uplift that housing pressure,” said Min Moyo.

He said plans for the launch of a housing programme that does not only focus on new houses were at an advanced stage.

“We are advanced in planning for the launch of a housing programme that will take care of not only the new houses but, also concentrating on building flats so that we do not continue to gobble arable land.

Also at the same time, looking at those old areas and see whether we can go and either put flats so that we can build better and more accommodation in areas that are restricted without too much expansion,” Min Moyo told Parliament.
He said the plan will also will lessen pressure on sewerage and on water supply because they will not be expanding.

“The way we were now building our accommodation was just expanding too far, the local authorities cannot afford to pay for the services. So, I want to thank the honourable member for raising this issue which Government is looking at very seriously in order to alleviate the problems that our people are facing,” said Min Moyo.

“I cannot give a timetable as to exactly when we will be alleviating all these. But, let us not also forget that every city, Kadoma included, Bulawayo, Masvingo and Mutare, where you have had all these old accommodation, some of which we call misana yenzou, we need to pay attention to that.”

He said they were engaging local authorities on the programme so that they do not forget about all these areas where dilapidation has taken place. – state media

Kuwait Women Smuggler Jailed 50 Years

A 31-year-old Harare woman has been jailed 20 years effective for facilitating the trafficking of five Zimbabwean women to Kuwait where they were turned into slaves and prostitutes.

Norest Maruma, the ring leader of the trafficking gang, was in December convicted on five counts of contravening the Trafficking in Persons Act by magistrate Mr Lazini Ncube who could not pass sentence because his jurisdiction is limited.

In Zimbabwe, crimes of this nature attract a penal provision of life imprisonment or more than 10 years per count.

This prompted Mr Ncube to refer the matter to the High Court for sentencing where Justice Tawanda Chitapi yesterday slapped her with a combined 50 years in jail after sentencing her to 10 years in prison on each count.

However, counts one to three are to run concurrently as well as four and five which are also going to run concurrently, leaving her with a 20-year jail term.

When he convicted her, Mr Ncube ruled that there were no special circumstances in her case to warrant the court to dis­regard the mandatory sentence.

In his ruling, Mr Ncube said Maruma, in submitting special circumstances, said she was also a victim of human trafficking.

“It is clear that the victims were trafficked on different dates and for money,” he said.
“The fact that she was a victim who turned perpetrator is aggravating,” he said.
Maruma is the first person to be sent to jail in the Kuwait human trafficking saga that left several women stranded in March 2016 after being lured to the Middle East country on the pretext that they were going to be offered lucrative jobs.
Maruma acted as a local agent.

Prosecutor Ms Francesca Mukumbiri said Maruma trafficked eight people, but the State only managed to get hold of five.

One of the victims narrated to the court how she worked with another woman from another African country as slaves, but the woman later died.
She told the court that their master kept the corpse in the house.

In aggravation, Ms Mukumbiri said Maruma’s moral blameworthiness was high taking into account that she was once a victim of human trafficking before she was roped in as an agent by the syndicate.

“After she had also been duped, she went further to recruit other unsuspecting victims to Kuwait promising them jobs as waitresses only for them to discover that they had been duped after being placed in refrigerated rooms in Kuwait.

“After she trafficked the women, they called her for help, but she threatened them saying they should continue working.

“She met some of her victims at the embassy who beat her up and instead of being apologetic, she told them that there was nothing special about being trafficked because even rotten meat is sold.
“Some of the victims were forced into prostitution and they are suffering the after effects, which include trauma and diseases,” Ms Mukumbiri said.

Ms Mukumbiri said, “Your Worship, the offence she committed is serious and she deserves to be severely punished.”

In 2014, a 62-year-old cross-border trader, Jessica Mahuni, who recruited two Zimbabwean women to work in Angola before forcing them into prostitution was jailed for one-and-a-half years.

Mahuni was given a lighter sentence because the Trafficking in Persons Act had not been enacted then and she was convicted of violating Section 83 of the Criminal Codification and Reform Act, which prohibits leaving the country with the intention that the other person may become a prostitute.

Ms Mukumbiri proved that between December 2015 and March 2016, Maruma unlawfully and intentionally recruited unsuspecting victims to Kuwait using facebook and WhatsApp.

She misrepresented to the complainants that housemaids in Kuwait were paid $750, before sending them pictures of some girls she said were well paid in Kuwait.
The victims sent their medical examinations and police clearance to Maruma and communication was through the WhatsApp number.

Soon after the victims arrived in Kuwait, their passports were taken away by their employers and they fell into slavery and exploitation.

They would work for more than 22 hours a day without rest and were called “Khadama”, which means slave.

They were not allowed to communicate with anyone. -state media

4 Journalists Assaulted By Fraudster Accused’s Family At Magistrates Court Entrance

MISA Report| Four journalists were today assaulted outside the Chiredzi Magistrates Court at the end of Mr Andrew Takashinga Bere’s bail hearing. Bere is accused of defrauding United States of America taxpayer funds amounting to USD 7 million dollars during his stay in the country.

The four journalists harassed are Godfrey Mtimba a freelance journalist, Mr Patrick Chitongo of Chiredzi’s Flame newspaper, Mr Morris Bishi of the Masvingo Mirror, and Mr Tawanda Mangoma with Zimpapers in Chiredzi. The journalists were assaulted when they attempted to take pictures of Mr Bere as he was led out of court.

The alleged perpetrators of the assault are family members from Mr Andrew Bere’s family. The family members took offence when the journalists’ tried to use their mobile phones to take pictures of the accused. The journalists were pushed and harassed by the group of about 20 people, with Mr Patrick Chitongo getting kicked in the process. The family members also issued verbal death threats to the Chiredzi based journalists.

Members of the Zimbabwe Prison Services (‘ZPS’) who were attending to Bere also verbally threatened the journalists. The ZPS officers stated that the journalists had no right to take pictures of the accused without prior authority to do so from the State. The journalists lodged a formal report of assault at the Chiredzi Police, RRB No.3479828.

MISA Zimbabwe Position

MISA Zimbabwe reiterates its position that media freedom, freedom of expression and access to information are the cornerstones of the practice of journalism. These rights are constitutionally guaranteed and must be respected.

MISA Zimbabwe is disappointed by the actions allegedly carried out by the ZPS officers who also attempted to bar the journalists from doing their work. Court matters are of public interest, this is why they are held in open court. Members of the public are reminded to approach the Voluntary Media Council of Zimbabwe with complaints on the content published in the media instead of assaulting or hindering journalists from doing their job.

The European Council condemns in the strongest possible terms the recent attack in Salisbury, expresses its deepest sympathies to all whose lives have been threatened and lends its support to the ongoing investigation. It agrees with the United Kingdom government’s assessment that it is highly likely that the Russian Federation is responsible and that there is no plausible alternative explanation. We stand in unqualified solidarity with the United Kingdom in the face of this grave challenge to our shared security.

The use of chemical weapons, including the use of any toxic chemicals as weapons under any circumstances, is completely unacceptable, must be systematically and rigorously condemned and constitutes a security threat to us all. Member States will coordinate on the consequences to be drawn in the light of the answers provided by the Russian authorities. The European Union will remain closely focused on this issue and its implications.

Against this background, the European Union must strengthen its resilience to Chemical, Biological, Radiological and Nuclear-related risks, including through closer cooperation between the European Union and its Member States as well as NATO. The European Union and its Member States should also continue to bolster their capabilities to address hybrid threats, including in the areas of cyber, strategic communication and counter-intelligence. The European Council invites the European Commission and the High Representative to take this work forward and report on progress by the June European Council.

Zunde Calls For Mass Voter TurnOut In 2018

By Dorrothy Moyo| The Zimbabweans United For Democracy Party, ZUNDE has called for a mass voter turnout in the upcoming 2018 elections.

Their statement comes as analysts said that there is mass voter apathy particularly among older voters (above the age of 40).

Zimbabwe will be holding elections by August this year and the polls will be Emmerson Mnangagwa’s first ever elections as President. They also come after the November Operation Restore Order that removed 94 year old Robert Mugabe.

President Emmerson Mnangawa has promised the elections will be free of violence.

When the first voters roll total figures emerged last month, indications were that the 40 years and under take up most voters. That resulted in the Zimbabwe Electoral Commission opening the doors for registrations and at the time of writing the database was still wide open for new entries.

To this ZUNDE said it “urges a massive voter turnout. Make sure you vote when the day comes.” 

Chamisa Makes Unrealistic Promises

By Dr Masimba Mavaza| Many politicians act as if promises are cheap. However breach of promise is very expensive not only in terms of voters’ confidence but in terms of God’s holding them to account for their ill-considered lies. The Saviour tells us that “every idle word that men shall speak, they shall give account thereof in the day of judgment” Mat 12:36. This includes broken promises.

An opposition political party which has just broken its own promises will turn on the governing party for breaking its promises. As “the pot calls the kettle black” the public looks on frustrated that they have been caught out again by political half-baked promises. Politicians make promises which they expect people to ‘understand’ that they must break because of the severe financial crisis or some other constraint.

It is par for the course to make and break promises. It works because people are so gullible as to believe unbelievable propositions. It happens because people do not plan properly for unseen eventualities; and when they get caught out they claim that if they had won they would have fulfilled their promises. Chamisa exposes his childish immaturity rantings when he takes a rally to be a place of poetic fantasies.
Zimbabweans are not stupid. Chamisa and Biti and their colleagues flew to America to beg The United States to impose sanctions on Zimbabwean people. They seriously request for the suffering of the people and then have the guts to promise the people tht they will be living a good life of honey and milk.
They ask the world to starve the nation to squeeze the populace to starvation until they are voted into power.
Chamisa and his bunch of clowns believe that an opposition loss means that they are rigged. In their warped minds Chamisa and his team request for sanctions. This means that the ground is not level. The opposition threatens the populace with sanctions and promises a good life if and only if they are voted into power. They extort people by waving the poverty stick and promise prosperity one. Scaring the old and the young. Politics of emotional violence is political violence.

The opposition handlers chose to ignore the violence caused by the opposition and concentrate on the ruling party.
The behaviour of getting international help during elections is akin to electoral rigging. The ground is tilted towards the opposition to a great disadvantage of the ruling party.

This unholy skill of making and breaking promises is confined to politics.

MDC T promises a turn around of economy in ten days as Chamisa said at a Gweru rally. He day dreams of a Bullet train and aeroplanes which will fly from city Centre to Chitungwiza. What a day dreamer. Who needs a flight to Chitungwiza when the airport is in Chitungwiza.

The unholy alliance between political parties, which take it in turn to accuse the governing party of breaking its promises, is similar to the agreement that people in opposition can blaspheme at will but one must not miscall one’s neighbour. The standards of public life are being eroded as we lose our Political backbone to immature talkative opposition president.

Meanwhile we look at a list of broken promises by our Governments, conscious that the Opposition Party has yet to be held to account. However, ZANU PF Manifesto addresses this glaring problem in public life.

Three months before the General Election, Chamisa is saying he can revamp the economy. He is now doing this very thing. Why should we believe him? And why should we trust then alliance.
BITI promised to denounce sanctions and broke this promise. The MDC T promised to participate in elections now its promising to back down on the pretext that the electoral reforms must be done first.
The Opposition have promised much and achieved little. So much so that support for them has dwindled.

Their pledge on student fees is so damaging that they will introduce free education

Chamisa’s flagship plan to cut fuel prices in rural areas is coming stuck on the rock. His election pledge will be taking ages to implement because of the economic juggernaut; it demonstrates that opposition cannot manage our own affairs without going cap in hand to America. The sooner we are rid of American puppets the better. As prices increase there is talk of a Fifteen billion promised to MDC T if they win elections. This again Chamisa said it at a rally. This clearly shows that the opposition is rigging elections by making lige difficult for the common man. Why do you have tonwait fo you to be in power in order to make things better. The cruelty of the opposition is horrible.
Their reneging on denouncing sanctions and betraying some of their life-long supporters shows that MSC T has no people at heart. They have also lost life-long members over fake unrealistic goals they make during the elections.

ZANU PF suggests improvements to this mayhem and litany of broken promises, to restore public confidence in the political process. However, it comes down to the people involved. One trusts people, not policies, and thus ZANU PF offers solutions to solve the nations woes.

The country is not ruled by those who are eloquent in public speaking. The country is ruled by the people.

Now the people must see who is causing their suffering. Surely you can not beat up a firl before you ask her out. The opposition seeks to gain support by starving people to death. Zimbabweans must open their eyes never to be fooled by sweets.

Shock As Dogs Kill Pupil

A grade 4 pupil died on Thursday morning after being mauled by four vicious dogs on Wednesday in Beitbridge.

It is understood that the girl was attacked by the dogs along Arcacia Drive while coming from school at around 4pm.

“She was taken to hospital and was in the intensive care unit where she died this morning. The matter was then reported to the police,” said a source close to the case.

The deceased name is yet to be established.

According to sources, the girl was attacked by the dogs which had strayed from a house in the low density suburbs of Beitbridge.

The police officer commanding Beitbridge Chief Superintendent Francis Phiri said the matter was still under investigations.

“We received such a report and are still conducting investigations,” he said.- state media

Shock Murder, Suicide In South Africa

A Zimbabwean man based in South Africa slit his ex-wife’s throat, kept the body in his room  before hanging himself in his employer’s office three days later.

Bekithemba Moyo (27), from Gonde Village in Plumtree killed Portia Ndlovu (22) of Diba area in Plumtree on Saturday after she refused to give him a second chance having ditched her himself.

He murdered her in a cottage within his employer’s home. The couple have a one-year-old son.

The finding of Moyo’s lifeless body in his employer’s office led to the discovery of Ndlovu’s naked and decomposing body which lay in a mass of dried blood in his bedroom at his employer’s home.

Zimbabwe’s consul general to South Africa, Mr Batiraishe Mukonoweshuro, yesterday confirmed the incident but said he would comment further today after getting more details.

A source close to the tragedy said Ndlovu left a relative’s home to meet Moyo, after he had called her to collect some money for their child’s upkeep.

“We suspect he killed her on that very night and kept the body inside his room. On Monday he left for work with his employer, returned and actually slept with the body in his room. Again, his employer informed us that they went to work at his factory premises near Bramley Police Station.

“When they arrived home that evening, Moyo asked for the factory keys, claiming he had forgotten something. Realising he had taken too long to return, his employer tried phoning him but he was unreachable. He decided to drive back to office, only to find Moyo hanging from the roof of one of his offices,” said the source.

The matter was reported to police and Moyo’s family was contacted.

Moyo and Ndlovu’s cellphones, were found smashed to pieces next to his body.

Sources said Ndlovu’s family read the news of Moyo’s death on social media, prompting them to become curious about her whereabouts.

“On Wednesday morning both Moyo and Ndlovu’s families went to his employer’s home. A bad smell alerted them of the grisly killing as they approached his bedroom. Ndlovu’s throat was cut open and her body was covered with a blanket.”

“Moyo, we are told, dumped Ndlovu in January and told her to return to her parents. The couple had fought constantly with Moyo having sent Portia packing on many occasions,” said the source.

“He threw her out of the house many times but after she had finally abided by his order and left him in January, he began to stalk her through WhatsApp, begging her to return to him.”

The source said it was sad that Moyo had killed Ndlovu after she had picked herself up and had moved on.

“Moyo thought Portia would crumble after leaving him but when he saw her glowing and happy, he began to communicate with her, threatening her. On many occasions he phoned her demanding that she stops putting her new boyfriend, Lucky, on her WhatsApp profile.”

The source said her family had started searching for Ndlovu frantically, when they received news of Moyo’s suicide.

“They were shaken. They contacted Moyo’s family, informing them that Ndlovu was missing.

“On Wednesday morning they discovered her body in Moyo’s bedroom,” said the source

This decision was arrived at after seven months of soul searching, introspection and consultations whether should l continue as a member of the party or not.

The blantant disregard and violation of the party founding principles and values , such as non violence, non tribal, marginalization and non sexist clearly deviated from known character and culture . Also, continued violation of the constitution with impunity necessitated me to conclude that my continued association with the party is no longer beneficial to me and the party.

Let me take this great opportunity to thank all those who have stood by my side , supported me in good and bad times , the MDC family, colleagues and friends .

Mugabe Gukurahundi Docket Fails To Open

Police in Bulawayo yesterday reportedly declined to open a genocide docket against former President Robert Mugabe after members of the Mthwakazi Republic Party (MRP) sought to have him charged for Gukurahundi massacres.

The secessionist party wanted to lay a formal criminal charge against Mugabe in terms of Section 98 (2) of the Constitution after the former Zanu PF leader was quoted as saying the Gukurahundi massacres “were necessary”.

MRP official Mxolisi Mhlanga, said officer commanding Bulawayo west district, Chief Superintendent Mthokozisi Manzini-Moyo, declined to open a genocide docket against Mugabe, saying they only deal with cases of murder.

“We were told genocide is too big for police and what we can do is go to the office of the prosecution and lay a charge. We even asked about the High Court, they told us we should start with the smaller court going up with the hierarchy till we reach the top. We are going to fight anyway,” he said.
Contacted for comment, Bulawayo provincial police spokesperson, Inspector Precious Simango, said she was unaware of the MRP issue.

In a related development, Zapu leader Dumiso Dabengwa has threatened to demand a review of his 1983 treason trial alongside the late Zipra commander Lookout Masuku, to dispel claims that the former liberation party was to blame for the Gukurahundi massacres.

The treason trial revolved around the discovery, in February 1982, of arms caches on a property owned by Zapu with Mugabe’s government accusing Zipra combatants of plotting to overthrow him.
The discovery was the final straw that torched off the Gukurahundi mass killings in Matabeleland and Midlands which left over 20 000 civilians dead.

Dabengwa and Masuku were later acquitted of treason charges in April 1983, but immediately rearrested and detained until Masuku’s death in 1986.

In July last year, Dabengwa formed the Dumiso Dabengwa Foundation (DDF) to, among other things, push for restorative justice for the Gukurahundi and political violence victims in the country dating back to 1980.

On Tuesday, the foundation announced that it was reviewing the treason trial evidence to ostensibly prove that the discovery of the arms cache was used as a cover up to deploy the North Korean-trained Five Brigade on innocent civilians.

“Due to the persistent argument that Gukurahundi was in response to a cache of arms meant to overthrow government by Zipra; The DDF will be reviewing the treason trial evidence, exhibits and judgment of its patron Dabengwa, his friend Lookout Masuku and five others,” the DDF said in a statement.

“The purpose of such a review will be to prove that the arms cache had nothing to do with overthrowing the government and that those tried for treason were acquitted. Perpetrators of Gukurahundi must then give another explanation for Gukurahundi …”

Mugabe last week denied responsibility for the 1980’s mass killings, arguing: “Zapu and Zipra are also to blame.” He also questioned the 20 000 deaths resulting from the mass killings.

In January, Dabengwa told a dialogue forum to discuss Gukurahundi in Bulawayo that the mass killings were planned as way back as 1979.

Dabengwa said Mugabe and President Emmerson Mnangagwa and other army generals were told during the Lancaster House talks that Zapu and Zipra were “enemies of the State” that had to be dealt with after the 1980 elections, culminating in the Gukurahundi massacres. Newsday

The Warriors lost 5-4 to Zambia on penalties.

A last minute goal from Lazarus Kambole spoiled
the day for the Warriors who had taken the lead a minute into the second half.

The home team could have gone ahead early in the
game, but a well-disciplined defence and some
heroic saves from goalkeeper George Chigova kept
the home team at bay, going to the break with no
goals scored.

goal in the 46th minute gave Zimbabwe the lead.

Evans Rusike could have doubled the advantage on
the hour mark, but he failed to find the back of the
net from close range.

However, Justin Shonga levelled terms a minute
later with a well executed half volley.
But the parity didn’t last long as Talent Chawapiwa
restored the lead when he smashed home a long-
range strike seven minutes later -which left the
goalkeeper with no chance.

Chipolopolo began to pile pressure in search of an
equaliser, forcing Chigova to make a double save a
few minutes before the final whistle.

Kambole firing home a rebound to send the
game into the dreaded penalty shootout.

Drama As Madhuku Demands To Know Why He Has Not Been Made Dean

University of Zimbabwe (UZ) constitutional law lecturer and opposition politician, Lovemore Madhuku, has challenged the decision to deny him the post of dean of the faculty of law at the institution.
The National Constitutional Assembly leader last week wrote to UZ registrar Noah Mutongoreni, demanding reasons for his failure to be appointed, arguing the person who succeeded did not meet the requirements of the job as advertised.

“Thank you for your letter dated March 7, 2018, informing me that my above application was not successful. I have since become aware that Dr Innocent Maja’s application was successful.

“I, hereby, advise that the decision communicated in your aforesaid letter adversely affects my interests and legitimate expectations. For the avoidance of doubt, my legitimate expectation when I applied and participated in the interview was to succeed if, on a reasonable consideration, (that) I met the requirements as stated in ordinance 44 and captured in the advertisement and no other candidate had a better claim,” Madhuku said.

Madhuku argues that the Constitution confers on him the right to be furnished with reasons for his failure in terms of section 3(1) (c) of the Administrative Justice Act (Chapter 10:28) as read with section 68 of the Constitution in order for him to ascertain whether the UZ acted “lawfully, reasonably and in a fair manner”.

The letter goes on to list Madhuku’s qualifications juxtaposed with the requirements of the job for which he applied.

“I meet the requirements stated in ordinance 44 and captured in the advertisement (that includes) earned doctorate. I obtained my PhD in March 1999 from the University of Cambridge, England. Eminent senior academic, this requirement is in section 3(2) of ordinance 44. I have been a full professor since 2011. Properly construed, only an associate or full professor meets this criterion,” he said.

Madhuku then pokes holes into Maja’s suitability for the job, arguing that while he had an earned doctorate degree, he falls short on the other requirements.

“Thus, a person without an earned doctorate could not qualify even if they had an excellent vision,” the letter said, adding by virtue of the fact that Maja is not a professor, therefore, he cannot be described as an “eminent academic”. Newsday

GPA Must Inform EU and SADC Observers Not Wishy-Washy MDC Reforms

Wilbert Mukori | Why Zimbabwe failed to get even one democratic reform implemented after the five years of the 2008 to 2013 Government of National Unity (GNU) will remain one of the most shameful period in the country’s checked history of failures, economic blunders, corruption, betrayals, rigged elections, treason, murders, coups and counter coups. The primary task of the GNU was to implement a raft of democratic reforms, agreed by all parties in the Global Political Agreement (GPA) as necessary, to stop a repeat of Zanu PF’s blatant cheating and use of wanton violence that marred the 2008 elections. At the end of the GNU not even one reform had been implemented. NOT ONE!

It is true that Robert Mugabe had bribed the MDC leaders, the GNU partners expected to implement the reforms, with the gravy train lifestyle; generous salaries and allowances, ministerial limousines, a former white-owned farm and $4 million mansion for the two MDC faction leaders Welshman Ncube and Morgan Tsvangirai respectively, etc., etc. MDC leaders are, in return, kicked the reforms into the prickly pear thicket.

“Mazivanhu eMDC adzidza kudya anyerere!” (The MDC puppets (of the West) have learnt to enjoy gravy train life, they will not rock the boat!) Zanu PF cronies used to boast, commenting on why MDC leaders were not implementing the reforms.

Yes, MDC leaders are corrupt and they sold-out on implementing the reforms but that is not all. Since the end of the GNU MDC leaders have struggle to say what the democratic reforms are, even with the benefit of hindsight; proof the principle reason not even one reform was implemented during the GNU was ignorance. MDC leaders have no clue what the democratic reforms are, even to this day.

“The reforms the people demand include — but are not limited to— the following issues:” said Nelson Chamisa, President of the MDC Alliance when he launched the party’s Plan and Environment for A Credible Election (PEACE) campaign.

“1. Environment Issues
“Given the violence that has characterized our elections; the electoral environment remains a key matter ahead of the next election.

“Zimbabweans want assurance that they will be able to express themselves in a PEACEful environment in which neither fear nor coercion are factors.

“Since 2000, Zimbabweans have needlessly lost their lives on account of their political preferences and this has been acknowledged by various observer missions, including SADC and the report of the military generals from South Africa that has since been made public.

“This is the irony of our situation that State-sponsored violence during elections has remained endemic, regardless of the fact that one of the reasons we waged a protracted liberation struggle against white colonialists was to secure that right.

“Indeed, the clarion call for “one-man-one-vote” was at the epicentre of the liberation struggle in Zimbabwe. It is ironic that coercion, fear, and outright violence continue to punctuate our elections as the State seeks to undermine the very right that we waged a protracted and brutal struggle as a nation.

“It is important that the electoral environment be conducive to the free expression of the people in a free, fair and credible plebiscite.”

He went on to list five other issues namely 2. The Voters Roll and Ballot Issues, 3. Media Reforms, 4. Abuse of traditional Leaders 5. ZEC autonomy and the ZEC secretariat.

A number of things jump out, proof here is someone with no clue what they are talking about:

a) “Reforms the people demand include—but are not limited to” he said. For Pete’s sake we have been taking about these reforms for the last 20 years; why are you still being coy about what reforms you want?
b) The issue of politically motivated violence is a very import one and I invite the reader to read through point 1. above which I quoted in its entirety. Remember this is supposed to be a list of “reforms the people demand”. All he has done is restate the problem but has not made even one single demand on the reforms required to end the violence. Not one!
c) Even if these MDC leaders are not abreast with the details of the reforms they should at least know that the only effective reforms must have the full backing of parliamentary law. The proposed interparty meeting to discuss violence is of no real consequence because individual party members will never have the legal power and authority to investigate and arrest culprits, for example. Only the Police have the power and authority to investigate and arrest but have not been doing so because Zanu PF has eroded their powers hence the need for reforms and not party talks.
d) Chamisa was a cabinet minister in the GNU and is a sitting MP and many of his party members were ministers and/or MPs and MDC Alliance should be well acquainted with the parliamentary processes required to effect any new or change in the law. It is therefore foolish for anyone to still be calling for electoral reforms with only four or five months to go to voting day.
There is no doubt that MDC leaders have no clue what democratic reforms required to ensure free, fair and credible elections are; they did not know during the GNU years and they still do not know today. The EU and SADC Election observer teams, who visited Zimbabwe recently, and all the other team to follow must ignore what the MDC leaders are saying.

Chamisa and company have already proven beyond all reasonable doubt that they are breathtakingly corrupt and incompetent especially when it comes to ensuring the elections are free, fair and credible. Just ignore MDC leaders, they are a waste of time and it will be unjust to punish the people of Zimbabwe because of MDC leaders’ incompetence!

The then President Mugabe during the GNU knew what the reforms were hence the reason he bribed the MDC leaders just to be doubly sure they did not implement any.

President Mnangagwa and many other senior Zanu PF leaders too understood what the reforms were about and have resisted calls to implement the reforms post the GNU. “You can’t expect us to reform ourselves out of power,” as Professor Jonathan Moyo once said.

The Election Observer teams are in Zimbabwe to judge:

i) whether the GPA raft of democratic reforms, have been implemented. (We know for a fact that not even one reform was implemented.) The Observers must ignore MDC’s wishy-washy reform demands.

ii) Whether these elections were free, fair and credible, given the political reality of not even one reform was implemented.

iii) If the election process is flawed and illegal, the observers own it to the people of Zimbabwe and common justice to declare the process null and void. It is not for them to worry about what will happen next, let us the people of Zimbabwe worry about that!

Zuma Was Poisoned | LATEST

Over 10 years‚ police reported only two VIP security breaches — and neither was the poisoning of then-president Jacob Zuma in 2014.

In a report on the government’s 6‚600-strong private army of VIP protectors that he says costs R2.6-billion a year‚ Gareth van Onselen says he combed through South African Police Service annual reports between 2007/08 and 2016/17 looking for evidence of threats to VIPs.

In 2010/11‚ “one security breach occurred during the second quarter while protecting a South African VIP at Tshwane University of Technology”. And in 2011/12‚ “a security breach occurred at Danielskuil in the Northern Cape in respect of the protection of an MEC”.

Van Onselen‚ whose report was published by the South African Institute of Race Relations‚ said this was “difficult to reconcile with the public record”‚ because as recently as August and November 2017 Zuma had confirmed being poisoned.

Onselen quoted Zuma – who has 88 protectors‚ according to the report – as saying in August: “I was poisoned and almost died just because South Africa joined Brics under my leadership. They said I was going to destroy the country.

“I nearly died because they did poison me. They managed to find someone close to me and I know it. I was dead. They don’t believe how I survived. Not one dose‚ because the person who was poisoning me was so innocent‚ so close. Three doses. Even scientists can’t believe why I did not die.”

In November‚ said Van Onselen‚ Zuma told ANN7: “I was poisoned‚ some people wanted me dead‚ indeed it was quite a strong poison and I did go through a challenging time.”

Van Onselen points out that the 2014 SAPS annual report said “no security breaches occurred” in relation the presidential protection services.

“By the president’s own admission‚ however‚ security … was clearly violated. There was‚ in June 2014‚ an attempted assassination of the president by poison‚ which was successfully administered to the president and which‚ by his own account‚ resulted in severe physical harm‚ a medical emergency and ultimately in his near death.”

The IRR report said First Lady Nompumelelo Ntuli-Zuma was being investigated by the Hawks for allegedly poisoning Zuma‚ though she had not been charged and had denied guilt.

“If there is any truth to the suspicion that the First Lady was involved‚ that would constitute a double breach — for she‚ just like the president‚ is protected by the presidential protection services‚” says Van Onselen.

“Likewise‚ if there is any truth to the president’s assertion that the attempt followed his policy on Brics‚ it constitutes an intensely political attack and‚ simultaneously‚ a failure of the intelligence services.”- agencies

By Farai D Hove| MDC member Yvonne Musarurwa had her moment of relief today as she went out of prison for the first time. She had been serving a 20 year sentence on trumped up charges of killing a police officer in Glen View in 2011. She was jailed together with Last Maengahama, and Tungamirai Madzokere, for killing Police Inspector Petros Mutedzi. The three were convicted of murder on the basis of the doctrine of common purpose with actual intent, and the judge used his discretion to spare Madzokere and Maengahama the hang man’s noose. She has been released as part of President Emmerson Mnangagwa’s special amnesty which should have really excluded her since she was on a murder charge, perhaps a sign that the new Head Of State is different from his predecessor Robert Mugabe. By Terrence Mawawa| Two prominent musicians were dumped by the ruling party, Zanu PF in Chivhu after being asked to perform at a rally.

Party sources told ZimEye.com Freddy Manjalima popularly known as Kapfupi and Howard Pinjisi were stranded in Chikomba West Constituency after being dumped by an aspiring Parliamentary candidate at the weekend.

Frantic efforts by the two to seek assistance from Industry and Commerce Minister Mike Bimha were futile.

The rally was organised by an official identified as Edmore.

“We spent almost 15 hours with the musicians as they could not travel back to Harare due to transport problems,” claimed a Zanu PF official from Chikomba West Constituency.

‘Those Who Wear Mugabe Regalia Will Be Expelled’

A senior Zanu PF official in Gweru has declared that those who insist on wearing party regalia emblazoned with former President Robert Mugabe’ s face will be expelled from the revolutionary party.

Zanu PF Provincial Spokesperson for Midlands, Cornelius Mupereri last week ordered party members to desist from wearing regalia emblazoned with Mugabe’s face.

“Those who continue wearing the former President’ s regalia are counter revolutionary elements.

We will not tolerate rogue elements in the party. We will certainly weed out such culprits because they want to create confusion,” said Mupereri.

Mutasa Shoots Down Mugabe

Former minister of State Security Didymus Mutasa, reported to be broke and failing to take care of his family, made headlines trying to secure a meeting with former president Robert Mugabe during his days in power. Mutasa who first joined Joice Mujuru’s Zimbabwe People’s First Party, fell out with her, later on endorsing publicly the nomination of former minister Sydney Sekeramayi should be succeed Mugabe.

The local Daily News in a new twist reports that Mutasa has turned down an invitation to join the newly-formed National Patriotic Front (NPF), saying it is nothing but a tribal party doing the bidding for deposed ex-president, Robert Mugabe.

A former close ally of Mugabe, the country’s first black Speaker of Parliament told the Daily News yesterday that he would rather stay in retirement than join the NPF because it was no different from Zanu PF.

Mutasa, 82, had a private meeting with NPF leader, retired brigadier-general Ambrose Mutinhiri at his residence in Harare, sending the rumour mill into  overdrive amid speculation that the former Marondera West legislator had convinced him to join the new political formation.

“It is true that I met Mutinhiri, but I am not yet their member. I am there for the people to consult. I meet anyone from Tendai Biti to Nelson Chamisa but that does not mean I will be joining them,” Mutasa told the Daily News.

“I think there is no big difference between the two parties — Zanu PF and the NPF. The party is tribalistic. This is a party that is looking at a particular region and not the whole country,” he added.

While Mugabe has denied any involvement in the new political outfit, Mutasa — who worked closely with him from the 1970s to 2014 when they fell out — insisted yesterday that the former president was the brains behind the political outfit.

Presently, Mutinhiri and NPF spokesperson Jealousy Mawarire are the only two political figures that have nailed their NPF colours to the mast although it is believed that the majority of those who belonged to the Generation 40 (G40) faction, which was resistant to President Emmerson Mnangagwa’s succession bid, could be working for the NPF behind the scenes.

On its part, the NPF has publicly declared it has the blessings of Mugabe, claims that have riled Zanu PF which regards the 94-year-old’s machinations as meant to divide its votes ahead of make-or-break elections around June/July.

Mugabe has insisted that his removal last November was illegal and is accusing Mnangagwa of having betrayed him.

Mutasa told the Daily News that Mugabe was being hoisted with his own petard, considering how he manipulated the law during his 37 years of misrule.

“It will take long to see Mugabe; he called me a donkey, he said so many bad things about me. If I forgive him, I will then engage him but not now. It is sad that he now sees that the people who are now leading are doing what he used to do when he was still in power. He doesn’t want people to do what he used to do to them. Why is he interfering in politics, he deserves what he is getting, he is the one throwing the stones at the kids, the kids didn’t go to his home,” said Mutasa.

Critics accuse Mugabe of running down the country and spawning poverty through his populist policies, human and property rights abuses that provoked the ire of western countries that went on to isolate the landlocked southern African country.

Unemployment in Zimbabwe is still high and cash shortages persist despite Mnangagwa’s spirited attempts at breathing life in an otherwise panting economy.

Since his second coming into politics — Mugabe has invited the scorn and umbrage of his former party — with some sections now agitating for his expulsion from Zanu PF despite Mnangagwa’s vow to “uphold his legacy”.

At the dawn of the new dispensation, many thought Mutasa would retrace his footsteps back to Zanu PF.

He, however, told the Daily News last year that he was still looking at what Mnangagwa has to offer.

“Zanu PF is not as strong as it used to be right now but whether they win the elections depends on what they do, if it was still active they would win, they have strong winning points, they now know the person who was causing trouble in Zanu PF and that would be an entry point,” said Mutasa.

“But right now, I am no longer actively involved, I am looking at what is happening across the country in all political parties but it will not lead to a truly democratic society, who will take us there, that’s is the question, if Mnangagwa holds free and fair elections I will praise him for that, I will salute him. I am sure he is capable because he has succeeded in doing things that he has set himself to do.”

Meanwhile, Mawarire was not amused by claims by Mutasa that the NPF was a tribal formation.

He said the party abhors tribalism; something he said was familiar in Zanu PF.

“As NPF, we are building a national platform not a tribal citadel. We are patriots who don’t identify with tribes or any such narrow ascription meant to divide our people. We leave tribal politics to Zanu PF with its blatant nepotism that has yielded a village Cabinet now referred to as Moyo, Sibanda, Shumba and associates,” he said.

“We have built our party on the basis of skill and competency not some primitive tribal or ethnic consideration. Right now, the two members of the executive that have come out in the open . . . Ambrose and I, are we both Zezuru? Not that we care about ethnic or tribal origins, but if we were to even entertain their tribal arguments, I come from Masvingo and Mutinhiri comes from Mashonaland East. Does that make both of us Zezuru?

“We haven’t as yet publicised the full complement of our young and vibrant national executive yet tribalists have already started making tribal remarks about people they are not even aware of. That should show you that those making such allegations are the real tribalists who have no place in a national and patriotic movement (such) as ours,” said Mawarire.

DRAMATIC SHOOT OUT- CAR ROBBERS FLEE AT MAHOKA’s FARM
By Snodia Mawupeni| HURUNGWE- Outspoken former Zanu PF Secretary of Finance and Hurungwe East Member of Parliament Sarah Mahoka recovered her car following a gun battle with car-jackers.

 

The suspects fled from the scene after the foiled attempt of stealing Mahoka’s car at the farm last Sunday night.

Mahoka’s Munandi farm, as ZimEye reveals,  is situated about 10 kilometres east of Karoi town and she obtained it during the height of chaotic and violent land reform in 2006.

Mahoka only told ZimEye, “God is great and we have recovered our car,” without saying much. Mashonaland West provincial police spokesperson Inspector Clemency Mabweazara said he was still yet to get information of the case.

“I am aware of the incident and cannot comment on that I am sorry,” said Mabwezara in a
telephone interview.

ZimEye sources reveal that the suspects managed to enter Mahoka’s farm garage un-noticed on Sunday night. They then took away and drove out one of her parliamentary cars- a Fortune type.

 

However, an alert armed guard made a dramatic chase and managed to shoot out the front
tyre just as the suspects sped off. The suspects were left with no option but to flee from the scene as they could not drive the car any further.

Another source told ZimEye.com, ‘No-one does knows how suspects managed to sneak into the farm yard and later into the garage to get into the car. We do not know how they also managed to kick start the car that had no keys in it.’

Another source added that Mahoka who has been sponsoring a soccer team could have
invited thieves indirectly.

‘There is a local soccer team and several people come here and it could have been the new
angle of suspects to undermine security loophole at the farm. The suspects are well versed
with this farm,’ added a worker who declined to be named.

Another source added that the alert armed guard pulled out the gun after realising that the
suspects were unknown to them.

Mahoka who has been linked to Grace Mugabe and her G40 faction, challenged President
Emerson Mngagwagwa during last year’s Zanu PF infighting to spell his political ambitions to succeed Robert Mugabe before military intervention in November last year.

Though she was close to Grace, she was politically sacrificed as Grace later tried to amend her waning relations with Mngagwagwa and thrown under the bus when she was accused of
abusing party funds and collecting money using Grace’s name.

The allegations were never proved.

Soon after Mnangagwa took over presidency with assistance of the military, Mahoka was
among several Zanu PF MPs who were fired from the party and recalled from parliament.
She has never made any public appearances since but remained confided to her farm where she is now in full time farming.

MNANGAGWA IN: Cyprus Company Signs US $4.2 billion Platinum Mining Mega Deal

A Cyprus-based company, Karo Resources, has signed a US $4.2 billion platinum mining agreement with the government of Zimbabwe.

The government has escalated its commitment to open business with President Emmerson Mnangagwa stating that relevant ministries should have a culture change in handling investors’ affairs.

President Mnangagwa noted that Zimbabwe had to wait for at least half a decade to conclude this agreement having started negotiations in 2012.

“Had this agreement been concluded then the current foreign currency shortages could have been averted,” said President Mnangagwa.

The deal is expected to see 1.4 million ounces of platinum group metals being produced annually by 2023.

Army Boss Threatens Tongaat Officials

Officials at Tongaat Hullet have expressed dismay at the manner in which Retired Army Major Faster Gono is wreaking havoc at the company.

Gono is the secretary general of the Zimbabwe Sugar Milling industry Workers Union.

Gono told shocked officials last week he was prepared to instruct members of the union to burn the company’ s sugarcane plots as a way of protesting at the failure by Tongaat to address workers’ grievances.

“Gono is causing mayhem here.We do not know what to do because he says he is above the law.

Last week he threatened to instigate members of his union to set ablaze our sugarcane plots,” said a senior Tongaat official.

Last week Gono accused Tongaat officials of exploiting workers.

Admore Hwarare, perceived to be President Emmerson Mnangagwa’ s blue eyed boy, was in involved in a terrible road accident last week.

According to Zanu PF sources, Hwarare’s motor vehicle collided with an oncoming haulage truck, triggering anxiety ahead of the coming elections.

Hwarare is the chairperson of the Commercial Sugarcane Association of Zimbabwe.

“The accident happened in Harare last week and Hwarare was admitted at Avenues Clinic where he was treated and discharged,” said a Zanu PF source.

She had been serving a 20 year sentence on trumped up charges of killing a police officer in Glen View in 2011. She was jailed together with Last Maengahama, and Tungamirai Madzokere, for killing Police Inspector Petros Mutedzi. The three were convicted of murder on the basis of the doctrine of common purpose with actual intent, and the judge used his discretion to spare Madzokere and Maengahama the hang man’s noose. She has been released as part of President Emmerson Mnangagwa’s special amnesty which should have really excluded her since she was on a murder charge, perhaps a sign that the new Head Of State is different from his predecessor Robert Mugabe. ZANU PF Councillor and Aspring MP In $14 000 Stands Scam

Perrenially corrupt Municipality of Gwanda councillor for Ward 9 Councillor Thulani Moyo has yet again found himself embroiled in a scam involving illegal sale of stands.

A report to the Town Clerk of Gwanda produced by the Gwanda Residents Association and made available to ZimEye.com, indicates that the councillor who is chairman of the council Housing Committee connived with a representative of a land developer to swindle four women of a total of $14 000.

According to the report the councillor and Alpha Construction, falsified council records to accord the company four stands allegedly belonging to the Zimbabwe Defence Forces and sold them outside council regulations to the four unsuspecting women.

Throughout the dealings on the stands, the report indicates that the council Housing and Community Services Department was deliberately and carefully avoided so that the scam would not be detected.

The woman were allegedly made to pay land development fees of a further $1 300 directly to the council Treasury Department in a carefully executed move under the instructions of Alpha Construction who owned thirty six other stands in the same area.

Alpha Construction is owned by aspiring ZANU PF candidate for Chivi South Constituency Jonathan Gapare who owns land in several towns and also runs a hotel in the constituency.

The residents rights group states that it has evidence of at least $7 000 which was transferred between a representative of Alpha Construction and the councillor immediately after the stands were paid for.

In an attempt to cover the matter, the report indicates that Gapare had offered the women alternative stands in Beitbridge, some 200kms away from Gwanda.

Commenting on the matter, councillor Moyo said that the allegations against him are false and attempts at smearing him ahead of the harmonised elections as he is seeking re-election.

“I don’t know how I am said to be involved in this issue,” said councillor Moyo.

“What I know is that I referred one of the ladies to the Housing and Community Services Department more than five times when she came to me looking for a stand after they had sold a family house to build seperate new houses,” he said.

“Alpha Construction are the ones who called me to say they had stands for sale and looking for buyers to which I referred the lady and showed her the area where the stands were.”

“I met with the lady later and she told me she had got the stands from Alpha and they had paid council for the land value before even paying the service fees to Alpha,” he added.

“I don’t see where my name is being brought in on this matter, its just cheap politics meant to tarnish my name because I never received a cent on the deal. I was only helping the ladies to get stands,” said councillor Moyo.

Moyo has on two previous occasions been brought to courts on similar charges after he sold stands to two different people and failed to reimburse them their monies.

Before being a councillor, he served a prison term on other dishonesty cases involving his previous employer.

Shortly after the 2013 elections he was involved in another squabble with Minister Obert Mpofu when he swindled him of thousands of dollars also in property dealings involving commercial stands in Gwanda.

Mayor of Gwanda Councillor Knowledge Ndlovu confirmed the matter and said the issue is in the hands of the police.

“We have done our part as council the case is with the police we hope they will do their part so that everyone is happy at the end of the day,” said Ndlovu.

Gwanda Residents Association Secretary General Bekezela Fuzwayo said that his Association had completed its investigations and handed the matter over to council for actioning.

“We have gathered overwhelming evidence of massive corruption and fraud involving the councillor and probable other council officials and handed this over to the Mayor for action,” he said.

“If council decides to sit on the matter we will certainly take it up with the Minister of Local Government,” he said.

“Our evidence shows that its definitely not only those four stands but a lot more stands that appear to have been illegally sold while they remain hidden in the name of the Defence Forces in council records,” he added.

Grace Mugabe’s PHD Saga: Ziyambi Refuses to Speak on Nyagura

By Talent Gondo| Justice minister, Ziyambi Ziyambi today refused to comment on recent developments relating to Professor Levi Nyagura’ s link and involvement in the awarding of a doctorate to the former first lady, Grace Mugabe.

Ziyambi refused to comment on the issue while responding in Senate today, referring all questions to the minister of Higher Education, Science and Technology Development, Amon Murwira.

“This is a very specific issue which does not relate to policy, hence it is not within my jurisdiction.The responsible minister can respond,” he said.

Murwira however responded that just like everyone else, he had read about the issue in the media, but as a ministry , they had no reason to suspend Nyagura.

“We have read in the papers that the vice chancellor was arraigned before the courts, so I will not comment on court processes,” said Murwira.

He said Professor Nyagura was however reporting for duty since he had not been suspended.

“What I will say is he (Professor Nyagura) is reporting for duty because he has not been suspended. There is no reason why he should be suspended unless proven otherwise,” he said.

Murwira’s sentiments come in the wake of recent developments in the Grace Mugabe PhD saga where the High Court has, for the second time this year, refused to grant the Zimbabwe Anti-corruption Commission (Zacc) an order to search the University of Zimbabwe (UZ)’s offices in order to obtain documents and information relating to former first lady’s PhD degree .

BREAKING: Doctors Strike Deal With Mnangagwa, Chiwenga

Vice president Constantino Chiwenga intervened.

A letter which ZimEye reveals shows that an agreement was reached on as announced today, Thursday.

The deal stipulates that there will not be any victimisation of doctors who went on strike. Yesterday the Ministry Health Permanent Secretary threatened to fire doctors on strike.

The doctors’ On call allowance has been increased from $1.50/hr to $5/hr i.e. $800/month among other adjustments. Below was the announcement.

Tobacco Marketing Season Starts On A High Note

By Christopher Makaza| The 2018 tobacco marking season officially started yesterday on a high note with the first tobacco bale fetching $4.90 per kilogramme, a first of its kind in many years.

Vice President Constantino Chiwenga officially opened the marketing season yesterday at Tobacco Sales Floors which traditionally signifies the end of January disease.

Tobacco farmers expressed hope in the new dispensation for a better marketing season. Last season the, first bales fetched $4.60 which farmers were not happy with.

Tobacco farmers were having high spirits and hoped that the prices will remain favourable throughout the marketing season. They, however, appealed for a review of the daily withdrawal limit of $300 recently pegged by Reserve Bank of Zimbabwe (RBZ).

To ensure a smooth payment system that is consistent with international best practice on daily cash withdrawal limits, RBZ some weeks ago revealed that growers shall be paid a maximum of $300 per day through banks stationed at the auction floors. Farmers, however, felt there is need for Government to increase the withdrawal limit to about $1000 so that they can be able to pay for their labour back home as some of their work force do not have the recommended plastic money facility.

Addressing farmers and other stakeholders at the event, Vice President Chiwenga highlighted that Government through RBZ is committed to coming up with policy interventions that will support the entire sector adding that it will buttress the already existing export incentives and finance to ensure access to affordable inputs by farmers. Vice President Chiwenga also announced that the golden leaf

will start from this season be covered under the Command Agriculture Programme which came as good news to tobacco farmers.

Farmers are eagerly waiting to receive the 12.5 percent export incentives promised by RBZ, an increase from last year`s 5%. Most tobacco farmers countrywide are in the middle of curing their crop and wanted to make use of the opening to raise funds to cushion their labour and other related expenses.

Tobacco buyers worked tirelessly to make sure they provided the best services to farmers in terms of security, resting places, ablution facilities and money among other services.

The starting of the tobacco marketing season will be felt countrywide as the proceeds will circulate in most business entities. It will not be business as usual to the business community, not only to those who operate near tobacco sales floors but countrywide. It is that time of the year when vendors of assortment of goods experience business boom as farmers don’t hesitate to spend their hard earned cash.

The new dispensation through the RBZ has already increased the Tobacco Finance Facility from US$28 to $70 million for the 2018 planting season in an effort to ensure that inputs get to the farmer at affordable prices. The tobacco industry is registering more and more farmers each year, meaning to say the demand for cash will also increase. So there is need for RBZ to do away with hard cash issue and rather encourage farmers to use plastic money. For security reasons, plastic money is also good for farmers as thieves will be at the auction floors waiting for the farmers` hard earned cash.

Khupe Dumped By UK: Province Backs Chamisa

The MDC UK and Ireland Province is the party’s key source of finances.

Previously the chairman Tonderai Samanyanga was a Khupe backer. But he has since taken a twist now recognising Nelson Chamisa’s leadership.

FULL TEXT: It has taken considerable time to consult and bring the divergences of views in the Province following the various decisions of the National Council that came after the sad passing away of our great leader Dr Richard Morgan Tsvangirai. The MDC-T UK & Ireland Province would like to confirm its commitment play an important part in the democratisation of Zimbabwe. We understand our strategic position as a key external Province of the party and we will continue to stand with our leadership and remain focus on the objective of the party.

The Province welcomes the decisive decision by the National Council of the party to confirm Advocate Nelson Chamisa as the party President till next Congress, as we’ll as the Alliance President for the forthcoming elections. We join the party Leadership and the rest of the party membership In this direction which we confidently believe will lead us to winning the 2018 election. A luta continua ate a vitoria final.

The Province would like to make it crystal clear that it remains guided by the decisions of the National Council of the party and will continue to use this official channel to advance any concerns from our membership without bringing a discord to into the party. We remain resolute in playing our important role on resource mobilisation, to ensure the election program is well resourced for this important period. The Province is however concerned about the continued disagreement amongst our national leadership and notes the importance of reaching out to our Deputy President and team, in building a united force in this important election. China Rejects Mnangagwa’s Looters List Of Shame

The People’s Republic of China has downplayed a much hyped “looters list” published by Zimbabwean President Emmerson Mnangagwa.

Chinese mining companies and individuals who allegedly externalised more than $363-million were at the top of his list.

Speaking at a media conference in Harare on Tuesday‚ Zhao Baogang‚ from the Chinese Embassy to Zimbabwe‚ said the list was not accurate.

“Some of the things are not factual. They would have done better to investigate more and come up with a more credible list‚” he said.

“Some of those people and companies on the list have already regularised their issues with authorities.”

The list was released at a time when Harare had dispatched finance minister Patrick Chinamasa and Reserve Bank governor Dr John Mangudya to China to meet officials from the China-Exim Bank and Sinosure for a possible bailout.

Since coming to power‚ Mnangagwa is yet to visit China but he is expected to travel there in April.

“A date (visit) has already been set and preparations are under way. We fully support President Mnangagwa’s government and I can assure you more investors are coming‚” added Baogang.

By 2016‚ trade between Zimbabwe and China had reached $900-million with China importing tobacco worth more than $200-million‚ some of it through contract farming.

The Asian country also imports cotton from Zimbabwe and the majority of its trade with Zimbabwe is vested in the mining industry.

Zimbabwe‚ however‚ owes Chinese banks more than $100-million. As such‚ going forward‚ Baogang said for China to invest more in Zimbabwe there was need for policy clarity which was a hindering factor under President Robert Mugabe’s rule.- Timeslive

Chamisa Hails AU”s Progress In Establishing ACCTA

President Chamisa Hails Establishment Of the African Continental Free Trade Area (ACFTA).

I hail the signing of the Kigali Declaration on the establishment of the African Continental Free Trade Area at the 10th Extraordinary Summit of the Assembly of the African Union in Kigali, Rwanda.

This is a progressive way forward. We cannot allow colonial boundaries and prejudices to keep us apart anymore. It is a generational mandate that we shake off the yoke of colonialism and imperialism, and start to do business on our own, in our own terms.

Gone are the days that Africa is a source of raw materials but fails to process and manufacture its own goods.

The one remaining challenge on our continent is to do with disputed elections, neglected citizens, conflict and violence.

I do hope and pray that the spirit of unity and progress exhibited by our leaders, will be reinforced in individual nations, where communities are broken and hurt. You cannot unite a continent made up of broken countries.

Let us work for the healing and unity of our nations, together we can build a prosperous, border free continent, with one currency, in which no citizen will feel like a stranger.

The State Media Report On Mugabe Exposes Mnangagwa

Dear Editor,

The Herald Editor must have been excited thinking that he was exposing former President of the Republic of Zimbabwe, Comrade Robert Mugabe and former First Lady Grace Mugabe with the story titled “Mugabe admits to externalising funds” published in the 22 February 2018 issue of the newspaper.

While that exposure is useful information, it is an exposure of the personality of Emmerson Mnangagwa, who left out some names from the list whose publication he caused recently. The world will now be asking “who else was left out”?

Importantly, how does Emmerson Mnangagwa hope to fight corruption when he has proved beyond reasonable doubt that he protects the corrupt? Shall we believe anything he has said before as he sought to win the hearts of Zimbabweans? Who is Emmerson Mnangagwa trying to fool?

I have said it a few times that this Emmerson Mnangagwa is dull, and the people of Zimbabwe, irrespective of political affiliation, must show him we have been fooled well enough, and cannot be fooled anymore by Zanu PF leaders. Even Zanu PF members themselves must realise that their leader is a scam and consider replacing him as their Presidential candidate. In developed countries, such cover up for corruption is something that would cause a President to resign, but knowing as we do that Comrade Mnangagwa will not do that, let us help him by voting him out in the coming elections. He is too old to manage the affairs of the country. People are forced to retire at 65 years because their capacity is failing and they need a break, so why should there be an exception for Comrade Mnangagwa.

After publication of the admission by the Mugabes, we want the Herald to publish more names of the Zanu PF heavyweights who externalised funds.

“Not Only Being Young But Competence And Capacity Will Be Required,” Manyenyeni Warns Young Leaders

The Mayor of Harare Councillor Ben Manyenyeni has challenged young aspiring leaders not only to use their age cry to remove the older leaders but to come in and be able to carry out the responsibilities.

In a sensational Facebook post on Thursday morning, Manyenyeni called on political parties to choose the best young leaders to contest the elections.

The Mayor’s full post reads as follows:

I would say 20% youth quota is fine but my plea being the youth are earning this quota not just by virtue of delayed arrival on mother earth.

There is a failed job to be rescued – a country to be salvaged and a whole new future to be secured – competence and capacity will be required – critically.

The pressure on the youth should really be how do they get their quotas filled by an able and competent younger generation.

It would be a betrayal of the quota mandate if this is used just to escape the poverty datum line without delivering a NEW Zimbabwe through competent leadership.

My message to my younger compatriots replacing some of us in stations of service (not of power) be sure you are good at it and if at all possible you are the best there is for MP or for Councillor.

It’s about US not you.

It’s about what NEEDS to be done not who WANTS to be it.

It is NOT your quota to “eat”.

I would love to say this one more time before the parties and individuals make their decisions on candidates for our forthcoming elections.

Arrogant Health Minister Snubs Parliament While People Die In Hospitals

The Minister Of Health And Child Care Doctor David Parirenyatwa on Wednesday snubbed parliament question time leaving Members of the House of Assembly angry at his behaviour.

The Minister made a brief appearance in the house and reportedly went out “to see somebody” and never returned.

Parliamentarians were eager to interrogate the minister on the on going doctors strike and the dire situation at government run health centres.

MDC-T Member of Parliament for Bulawayo Central Honourable Dorcas Sibanda sort from the Acting Speaker of the National Assembly why the Minister had walked in and immediately out well knowing that the house had issues with him.

“The Hon. Minister of Health and Child Welfare was here briefly and vanished.  Maybe you highlight on where he has gone to because we still have questions for him,” Honourable Sibanda quizzed.

“The Minister of Health and Child Welfare came to me and indicated that he was just walking out and he is coming back. He has gone out to see somebody. In any case, he is coming to make a Ministerial Statement,” the Acting Speaker ruled.

Besides his commitment to come back in time, the Minister failed to turn up as scheduled only to return to parliament when the house was adjourning after it had lost a quorum some three hours later.

His promised ministerial statement was not issued.

The country’s doctors have been on strike since the beginning of the month protesting mainly on the lack of resources at the government hospitals.

Thousands of patients have been dying at the hospitals due to the unavailability of the doctors.

Nurses also temporarily engaged in the strike but quickly returned to work after they agreed to do it for the sake of the patients.

Government hospitals are suffering from a serious lack of medical equipment and drugs causing huge deaths at the hospitals.

Calls for Dr Parirenyatwa to resign have been made by various sectors in the country. The Minister has arrogantly ignored the calls rather claiming that the hospitals are not being adequately funded by treasury and not accepting the blame on him.

Man Murders Aunt For Calling Him A Jail Bird And Homosexual

A Gweru man has been arrested after a gruesome murder of his aunt who called him a homosexual.

The 34 year old man struck his 53 year old aunt several times on the head and body with the axe and left her dead near the Apostolic Faith Mission church in Southdowns suburb in the Midlands capital.

Midlands acting provincial police spokesperson Assistant Inspector Ethel Mukwende confirmed the gruesome murder.

Family members told that Chona Fernandos had an argument with her aunt, Julie Davidets, over the volume of a television set resulting in her calling him a jail bird who was exposed to homosexuality while in prison.

Speaking to news reporters at the family home, Chona’s mother and sister to Julie, Ms Elizabeth Davidets said her son and younger sister had a long history of fighting even over petty issues.

She said on the day the two had a heated argument on the volume of the television before Chona threatened Julie with an axe.

“These two have a long history of fighting everyday and always over minor things. On Tuesday afternoon, Chona was watching TV and Julie complained that the volume was very high. Julie went on to reduce the volume while Chona was watching a programme resulting in a serious argument and they started swearing at each other,” she said.

“Julie called Chona a jail bird and accused him of being a homosexual since he had served some time in jail. That angered Chona and he took an axe and attempted to strike Julie with it. Chona accused her of treating him differently from the other children,” she said.

Ms Davidets said she managed to stop the fight before Julie left the house threatening to report Chona to the police. Chona followed her and killed her in the bushy area before she reached the police station.

“While l was still at home, my neighbour Ruth called me and said something bad had happened. She took me to the scene and l saw Julie lying in a pool of blood. She was already dead and my son was nowhere to be found,” she said.

Ms Davidets said the matter was reported to the police leading to her son’s arrest.

Chamisa Hails Establishment Of ACFTA, Full Speech.

I hail the signing of the Kigali Declaration on the establishment of the African Continental Free Trade Area at the 10th Extraordinary Summit of the Assembly of the African Union in Kigali, Rwanda.

This is a progressive way forward. We cannot allow colonial boundaries and prejudices keep us apart anymore. It is a generational mandate that we shake of the yoke of colonialism and imperialism, and start to do business on our own in our own terms. Gone are the days that Africa is a source of raw materials but fails to process and manufacture its own goods.

The remaining challenge on our continent is to do with disputed elections, neglected citizens, conflict and violence. I do hope and pray that the spirit of unity and progress exhibited by our leaders, will be reinforced in individual nations, where communities are broken and hurt. You cannot unite a continent made up of broken countries.

Let us work for the healing and unity of our nations, together we can build a prosperous, border free continent, with one currency, in which no citizens will feel like a stranger.

We have heard people say that there are Mabhinya in Zimbabwe. But at all our police stations no person has reported that he has seen Mabhinya or that they have been attacked by Mabhinya but it is somebody who is mischeveous and sending these message around. WATCH: Zimbabweans To Get African Union Passports

By A Correspondent| Zimbabweans are to get African passports. This is if the just ended Kigali summit agreements are anything to go by.

This was revealed by President Emmerson Mnangagwa yesterday as he touched down at the Harare International Airport.

He spoke of the African Union Protocol which facilitates for the printing of African Passports. The African Union Passport as ZimEye.com reveals allows a person to visit all 54 African Union nations visa-free.

In the video below the popular businessman, Tony Elumelu was presented his own passport.

 

While further details were not clear at the time of printing, Mnangagwa exclaimed saying “the signing today was very historic for the first time, the AfCTA has been launched today and out of 55 countries, 44 have signed.

“There was also the protocol on free movement of Africans in Africa, on that one let me say of the 44, Zimbabwe is one of them.

“Then there is a declaration, the Kigali Declaration, which AU member States are committing themselves to the AfCTA, if they have not signed now there is declaration of intent. Again we have signed that one. Beyond that, as Zimbabwe, we have also signed the AU Charter relating to democratic elections, the conducting of democratic elections, we have ourselves acceded to that charter.

“Lastly, we signed another protocol relating to the Pan African Parliament, most members of the AU had done so, but for some reason Zimbabwe had not done so. So, we have put those things behind us and we are now a progressive member of the AU.”

Huge Crocodile Strikes At Hospital Gate

By Dorrothy Moyo|| Hwange residents were left upset and terrified when a 6-foot (1.82-metre) crocodile mysteriously encroached the main hospital and began to reportedly charge at people.

Water from the in-land lake and surrounding rivers are used by both residents and crocs, but reported sightings of the dangerous reptile near the hospital area are rare.

Video footage captured shows the large crocodile doing as it pleases near the hospital. This was before National Parks officials descended onto the area and put it to sleep. They literally killed it much to the relief of restless residents who had attempted wrestling it.

No injuries were reported either at the hospital or the local police. The croc can be see in the below picture being stomped on by a man.

 

 

No Salary For Striking Doctors

Doctors, MSF celebrationsDoctors and other medical practitioners who continue participating in the ongoing industrial action risk losing their salaries and allowances, a senior official has said. 

In a statement, the permanent secretary in the Ministry of Health and Child Care Retired Major General Dr Gerald Gwinji said heads of department should freeze salaries for those who are not at work.

The industrial action entered day 22 today. “The withdrawal of services by some doctors entered its 20th day on Tuesday. Heads of institutions are duly reminded of the provisions of the PSC Circular number 18 of 2000 referenced C/269 which states that all heads of offices, heads of department and heads of ministries are directed to cease salary and allowances for members who absent themselves from duty without authorised leave of absence,” he said in a letter addressed to hospital chief executive officers and provincial medical directors.

“The salary and allowances should be ceased immediately on the 14 day continuous absence of duty by advising the Salary Service Bureau directly,” said Dr Gwinji.

In response, Zimbabwe Hospital Doctors’ Association Dr Mxolisi Ngwenya said the threat was tantamount to sabotage of the health sector and the Government as a whole. “It is a worker’s right to go on industrial action and the Ministry needs to respect that. Furthermore, we informed them of our intent to strike 21 days in advance. Their failure to resolve our genuine issues has frustrated the Ministry to resort to a scorched earth policy of threats and trying to divide ZHDA members” said Dr Ngwenya. “We will see if threats will treat patients or put medicines in hospitals. The ministry should wake up and fix the root issues instead of resorting to threats.”

Doctors downed tools on March 1 after petitioning Government to address their issues which include allowance payments and provisions of medicine and equipment.

Government on Tuesday announced it had reviewed allowances for the health sector and established a vehicle loan scheme. “We appreciate continued service provision under difficult circumstances by all health workers. We therefore expect all doctors who have withdrawn their services to report for duty with immediate effect,” read the statement. “On-call allowances have been reviewed upwards by 50 percent and locum payment of all outstanding locum claims commenced in February 2018.”

“A vehicle loan scheme for all health workers has been established and furthermore, Government in December 2017 disbursed $22 million from the Health Levy Fund to support the procurement of medicines, hospital sundries and equipment. Government continues to accord the health sector priority status in foreign currency allocations for the procurement of medicines, medical sundries and equipment,” it said. – state media

UK Gives Zimbabwe $12,6 Million For Reconstruction

The Zimbabwe Reconstruction Fund (ZIMREF) yesterday received an additional £3 million ($4.2 million) from the UK’s Department for International Development (DFID) to further support the increased demand of the Trust Fund in strengthening the country’s systems of reconstruction and development. The funds are in addition to an initial DFID contribution of £6 million ($8.4 million) to the Trust Fund, DFID said in a statement.

Since its implementation in 2015, ZIMREF has recorded significant achievements that have contributed to the Fund’s objective that focuses on stabilization and reform (through legislative and administrative reforms); development and poverty alleviation, the presser said.

It continued stating that to date, with ZIMREF’s support seven pieces of legislation have been assented into Law to improve the ease of doing business and modernize public procurement.

“We are very pleased to be committing a further £3 million of UK support to ZIMREF. This will enable the World Bank to scale up technical advice to the Government of Zimbabwe as it takes forward its economic reform commitments to ensure economic recovery and a more prosperous future for all Zimbabweans,” said Ms. Annabel Gerry, Head of DFID Zimbabwe.

The additional funding will provide for increased support to the Government in revising the Investment Law, supporting the completion of the data entry of the Poverty Income Consumption Expenditure Survey (PICES), supporting analytical work on the Agriculture Expenditure Review and additional support to the climate; state owned enterprises; and education work.

“We are grateful for the sustained support from DFID as this enables the Trust Fund to complete some important work such as PICES which will be useful for tracking progress toward the elimination of extreme poverty and achievement of other social development goals contributing to policy formulation and implementation,” said Ms Mukami Kariuki, Zimbabwe World Bank Country Manager.

Grace Mugabe Admits Exernalising Money

Former First Lady Grace Mugabe has disclosed that she externalised money to buy properties abroad.

Grace is quotes by the South Africa’s Sunday Times, declaring that she and her husband bought two properties in South Africa and Hong Kong.

“In South Africa I bought a dilapidated house, I wanted to bring it down, demolish some parts and to renovate the house,” she said.

Grace also admitted to renting a house in Dubai for Robert Mugabe Junior when he was studying there and reportedly paid $500 000 per annum in rentals.

According to media reports, the Hong Kong property was bought for HK$40 million in 2009 just before the former President’s daughter Bona Chikore was about to begin studies at the University of Hong Kong.

The value of the South African property could not be ascertained although the former First Family has in the past been reported to own a R44 million property in Johannesburg.

The declaration of the assets by the Mugabe family follows President Mnangagwa’s three month moratorium on those that had externalised funds to return them.

Former Finance Minister, Dr Chris Kuruneri, was arrested in April 2004 on seven counts of breaching the country’s exchange control laws.

He was accused of transferring U$500 000, £37 000, €30 000 and R1.2m to South Africa to buy and renovate an eight-bedroom mansion.

The High Court cleared him after spending more than a year in remand prison.

He also spent time under house arrest.

Dr Kuruneri was arrested at the height of the Government’s anti-graft crusade in 2004, becoming the most senior official to face charges of corruption.

The ex-minister had always denied charges of funnelling foreign currency to South Africa to buy a mansion in an upscale Cape Town suburb and a luxury car.

President Mnangagwa’s moratorium on looters expired last Friday and a list of those that had not heeded his calls was published on Monday.

Out of the $1,3 billion that is estimated to have been externalised only $300 million has been returned.

Government noted 1 166 cases of externalisation.

Apart from those that have returned the money, others are still negotiating on modalities to get it back as it is tied up in properties and other investments.

Approximately $680 million is tied up in those circumstances.

President Mnangagwa has said individuals and entities that have not heeded his call for the money to be returned will face prosecution as required by law.

His administration has declared war on corruption in a bid to turn around the economy.

Under Mr Mugabe’s administration, the country witnessed rampant and unabated corruption which suffocated the economy.

Mr Mugabe would publicly threaten to deal with corruption but never took action even though it is believed he knew the culprits.

Unlike Mr Mugabe, President Mnangagwa has vowed to arrest anyone engaging in corruption and a number of former ministers have appeared in court charged with graft. – state media/additional reporting.

Zimbabweans Say No To Military Rule

A majority of Zimbabweans trust the army at least “somewhat,” though most do not want to be ruled by a military regime and do not feel free to criticise the military.

In its latest survey in the country, Afrobarometer has revealed that older Zimbabweans are considerably more likely to express trust in soldiers than their younger counterparts.

The findings indicate that three quarters (74%) of respondents aged 56 or above say they trust the army “somewhat” or “a lot,” compared to 63% of the middle-aged and 61% of the youth.

“A huge partisan divide is evident when it comes to trust in the military. A commanding majority (86%) of ZANU-PF supporters trust the army, more than double the proportion (41%) of MDC-T partisans who share similar sentiments. Among non-partisans, nearly six in 10 (57%) express trust in the army.

“Trust in the military is lower in cities (58%) than in rural areas (68%) and declines with respondents’ educational attainment: While more than three-quarters (77%) of those without formal education say they trust the army, only 52% of those with post-secondary qualifications agree.”

According to Afrobarometer, polarization of public perceptions of the military by political-party affiliation is perhaps not surprising but nonetheless striking, especially the relatively weak opposition to military rule among ZANU-PF supporters. “So is the one issue on which supporters of both major parties – and of no party – agree almost equally: that they do not feel free to criticize the military.”

A provincial breakdown reveals that majorities in all 10 provinces express trust in the army. “Interestingly, trust is both highest and lowest in the Matabeleland provinces, which experienced the deadly Gukurahundi disturbances in the first decade of Zimbabwe’s independence: 74% in Matabeleland South and only 52% in Bulawayo, with Matabeleland North at the national average of 64%.”

Compared to other state institutions, the survey indicates that popular trust in the military is relatively high – about the same as in courts of law (65%) and ahead of Parliament (55%), the Zimbabwe Electoral Commission (50%), the police (50%), and the Zimbabwe Revenue Authority (35%).

“Trust in the army does not mean freedom to criticize it, survey results show. Nearly three quarters (73%) of respondents say they feel “not very free” or “not at all free” to voice criticism of the army; fewer than one in four say they feel “somewhat free” (14%) or “completely free” (9%) to express criticism.”

Majorities in all 10 provinces in the country reject military rule, most clearly in Bulawayo, Mashonaland West, and Mashonaland Central. The least forceful rejections of military rule come from Masvingo, Matabeleland North, and Harare.

The Afrobarometer team in Zimbabwe, led by Mass Public Opinion Institute, interviewed 1,200 adult Zimbabweans between 28 January and 10 February 2017. Afrobarometer indicates that a sample of this size yields country-level results with a margin of error of +/-3% at a 95% confidence level. Previous surveys were conducted in Zimbabwe in 1999, 2004, 2005, 2009, 2010, 2012, and 2014.

The results of the survey also show that generally Zimbabweans think the army is “often” or “always” capable of protecting the country from security threats, although a majority doubt that the army gets the necessary training and equipment to make it effective.

And only half of the population think the military generally acts professional and respects the rights of citizens.

“Fear of criticizing the army is fairly consistent across most major socio-demographic groups. Respondents at the extremes of educational attainment – no formal education or post-secondary qualifications – are somewhat less likely to say they feel unfree to voice criticism than those with primary or secondary schooling. Women and youth are somewhat more reluctant to criticize the army than men or respondents above age 35 (70%-72%).

“But fear of criticizing the army knows no partisan boundaries: Only 5 percentage points separate opposition MDC-T supporters from ZANU-PF adherents. Respondents in the ZANU-PF stronghold of Mashonaland Central feel the least constrained in criticizing the army (61%), while Midlands residents feel the most unfree (88%).”

Afrobarometer is a pan-African, non-partisan research network that conducts public attitude surveys on democracy, governance, economic conditions, and related issues in African countries. Six rounds of surveys were conducted in up to 37 countries between 1999 and 2016, and Round 7 surveys are being conducted in 2016/2018.

Steelmakers will reopen its doors after shutting down operations for the past five years.

Mudenda Meets UK Security Chiefs

Two envoys from the United Kingdom (UK) Security and Justice Scoping Mission met with the Speaker of the National Assembly, Advocate Jacob Mudenda this Tuesday morning at Parliament Building where they held closed door deliberations on various security related issues.

Mr Andrew McLean, a security and justice advisor, and Mr Mark White’s mission organisation, the United Kingdom (UK) Security and Justice Scoping Mission, deals with security, conflict and governance.

Advocate Mudenda said they held discussions on the electoral and constitutional framework which deals with electoral disputes as well as mechanisms in place from conflict resolution among other issues.

“We had fruitful deliberations, the envoys were interested in understanding the constitutional framework to deal with disputes during the pending election and I made it known that the Electoral Act is now undergoing the second reading and the amendments sought will guarantee a smooth process,” said Advocate Mudenda.

He added that in the case of excitable people who may engage in violence, there is an effective security sector and a judiciary to deal with such cases.

“It is import that the election passes the credibility test and that can only be achieved in the absence of violence,” he said.

A number of foreign delegates and envoys are jetting into the country to assess the mechanisms in place to ensure a credible and transparent election is held this July.

Terrence Mawawa, Masvingo| Controversial Masvingo State Minister Josaya Dunira Hungwe has indicated that he will not recommend sellouts for employment at Steelmakers Private Limited.

Steelmakers will reopen its doors after shutting down operations for the past five years.

Addressing stakeholders in Masvingo yesterday, Hungwe boasted that “his government” was responsible for facilitating the reopening of Steelmakers.

“This is happening as a result of my government’ s unwavering commitment.

Above all I will not allow unpatriotic elements to get jobs at the company. Yes, we want those who are loyal to their leaders,” said Hungwe.

MDC supporters have implored party president Nelson Chamisa to be wary of Zanu PF’ s political shenanigans ahead of the coming elections.

The supporters of the country’ s largest opposition party are demanding electoral reforms before the much anticipated polls.

“We need to inspect the voters roll and we also want to know where the ballots
are printed,” wrote James Musa on Facebook.

Grace Mugabe allegedly used her powers to abuse the man following a diamond ring sale in which the businessman was her supplier.

This was way before the November coup that removed her husband, Robert from power and saw both of them confined to their Blue Roof residence for several weeks.

As ZimEye reveals, in an order delivered today although passed on the 16th March, under case number HC12497/16, Grace Mugabe, her son, Russel Goreraza, and Mr Kennedy Fero were  were ordered off properties, number 409 Harare Drive Pomona, number 18 Cambridge Road, Avondale and number 75 King George, Avondale.

ZEC Meets EU On Election Preps

The Zimbabwe Electoral Commission (ZEC) today met the European Union (EU) exploratory team to discuss issues on the Zimbabwean pre-election environment.

The discussions touched on preparations, voter education, funding, electoral reforms, conflict management and media monitoring, among other issues.

ZEC Acting Chairperson, Commissioner Emmanuel Magade informed the team that the commission is in the process of compiling a new voters’ roll, which shall be made available within a reasonable time and in the format prescribed by the law.

He also spoke on conflict resolution.

“We are prepared to set up multi-party liaison committees in various constituencies and wards for the purpose of dealing with electoral disputes that may arise during the electoral process. Media monitoring will be conducted through committees to ensure that all political parties are given access to media to explain their political manifestos,” said Commissioner Magade.

Opposition Piles Pressure On Mnangagwa To Expose Real Culprits

“The government has backtracked on its initial intention to expose individuals involved in real illicit financial outflows.

By publishing a list dominated by companies, government is simply posturing and actually
camouflaging and protecting real culprits who are the big wigs in Zanu PF.

We reject the so-called list with the contempt it deserves. We want to see the real list not a list of companies that have not availed the export forms to the RBZ.

After raising the hopes of citizens government chickened out and decided to
publish an official list of bona fide exporters.

This is not acceptable.

As MDC we demand full accountability and transparency.

The list is meant to protect looters. We are waiting for the real list of individuals who
privately externalized funds.

On top of the list should be those who externalized $15 billion. All in all the published list is just but a public relations exercise,” the MDC Masvingo Provincial leadership said in a statement yesterday.

More Trouble For Grace Mugabe, As Oppah Squeals She Looted Ivory Stokes

Trouble is following former First Lady Grace Mugabe after her nemesis Oppah Muchinguri-Kashiri has come out to squeal that she used to raid the country’s stockpile.

There is no love lost between Grace and Oppah whose tiffs often spilled into Politburo meetings with Presidential Advisor Christopher Mutsvangwa claiming at one time that Oppah made Grace cry.

The local Daily News reports that state-sanctioned investigation into a massive ivory and rhino horn trafficking scandal that prejudiced the foreign currency-starved nation of millions of United States dollars has sucked in Grace Mugabe.

Environment, Water and Climate minister Oppah Muchinguri-Kashiri sensationally claimed that Grace would occasionally raid the country’s ivory stockpile kept at the Zimbabwe Parks and Wildlife Management Authority (ZimParks).

The raids, according to Muchinguri-Kashiri, worsened when the Environment component of the ministry was assigned to former minister, Edgar Mbwembwe, weeks before the fall of Grace’s husband, Robert Mugabe, who had ruled Zimbabwe for 37 years.

And when Muchinguri-Kashiri was given back the Environment portfolio by President Emmerson Mnangagwa, who ascended to power late last year through a military-assisted takeover, she immediately commissioned investigations into the matter whose preliminary results have sucked in Grace.

“That is the period when the stockpile was raided and when I came back, I was told that she (Grace) would prevail upon ZimParks officials to release the ivory on the basis that they were the first lady’s donations to unnamed fellow first ladies in the Far East,” said Muchinguri-Kashiri.

“I then commissioned a full investigation into the matter which has since been concluded and as of now, the report is being compiled, which I would release on conclusion. In doing so, I was also covering my back because people would say the ivory disappeared under my charge and I would be held responsible. You have to expose these things,” she said.

“The full report on the matter is going to be released soon,” she added.

The Environment minister also revealed that a police officer who was leading investigations into a consignment of 200 kilogrammes of ivory worth at least $2 million intercepted by security details at the Robert Mugabe International Airport in December last year, had died mysteriously.

The consignment was destined for the Far East.

“Government is also looking into the case of the investigating officer of the case who died strangely in Mozambique when he was pursuing the case. We only know that he went there on personal business (and) he didn’t come back alive,” she said.

Officials from ZimParks recounted to the Daily News dramatic scenes that unfolded at the airport when the consignment — which was destined for the Malaysian capital, Kuala Lumpur, was intercepted.

The consignment was checked in under the name of one Ray, who reportedly took to his heels and vanished through the busy airport when he realised that the smuggling had not succeeded.

Subsequently, sources said, investigations into the bid to smuggle the ivory had to be halted a few days later after it became clear that a powerful force was involved.

But later, the investigations resumed and a report on that is now with Muchinguri-Kashiri.

“We only know now that the consignment had been checked in by a middle-aged man called Ray, of whom we don’t have any further details at the moment, but the net is closing in,” said ZimParks director-general Fulton Mangwanya.

Zimbabwe sits on 96 000 tonnes of ivory valued at approximately $10 billion.

Illegal wildlife trafficking in Zimbabwe has become a multi-million dollar industry involving various animals and their body parts sold as souvenirs, trophies, and for “medical” use every year.

Leading destinations for such products, notably China and America, have banned their formal trade, but illegal and parallel traffic has ballooned.

In the wake of irregular attempts at wildlife conservation in China, the Chinese are now turning their acquisitive eyes to Zimbabwe. Since the millennium, the presence of China in Africa has grown exponentially every year. The demand for ivory, rhino horns, lion bones and hippo’s teeth is insatiable.

But this is having a detrimental effect on the conservation efforts as various wildlife species are at risk of extinction.

According to the World Wildlife Fund, if rhino poaching increases at a steady rate, African rhinos will be extinct within a decade. Poachers receive up to $60 000 per kilogramme.

Representing an estimated $20 billion of the illegal international trade estimated at $1,3 trillion per annum, wildlife trafficking is the fourth largest income earning transnational organised crime after drugs, arms and human trafficking.

BREAKING – Mnangagwa Launches Posh Website, Chamisa Upstaged

By Farai D Hove| MDC leader Nelson Chamisa has been upstaged by ZANU PF leader, President Emmerson Mnangagwa. ED, as he is affectionately called, has launched a posh website, edmnangagwa.com.

The site, seen as part of ED’s campaign material, contains well polished published content on the man’s history from the liberation years up to the present Zimbabwe.

Its launch follows that of his Twitter, and Facebook pages where he occasionally engages the public using videos, and direct messaging while also updating his followers on his views and activities.

The site states that he: is a farmer, a politician and a constitutional lawyer. His reputation features an honest person who is hardworking and seeks innovative solutions to challenges, whether in the country or the community or the family. He is respected as a unifier who is results-oriented, principled, and dedicated to his country. His dedication to national unity, peace and stability is embodied in adherence to the National Constitution which he was intimately involved in developing.

Amendment (No. 20) Act 2013, Chapter 1, section 3(2)(h) obligates the “fostering of national unity, peace and stability, with due regard to the diversity of language, customary practices and traditions.” The Constitution of the party, ZANU PF, Article 3, section 21 subsection 5 states that “…every member of the Party shall have the duty to conduct himself/herself honestly and honourably in his or her dealings with the Party and the Public and not to bring the Party into disrepute or ridicule.”

He was elected party leader (President and First Secretary) by the Central Committee, the top decision-making body of the party between congresses, on 19 November 2017, on an interim basis pending confirmation at the party Congress in mid-December. In his first public statement following his election, he told Zimbabweans, “I pledge to be your servant.” He was sworn in as President of the Republic of Zimbabwe on 24 November 2017 at a public inauguration attended by more than 60,000 people. On this occasion, he said he was humbled to be invited to “serve our great nation”.

His inauguration speech was conciliatory and inclusive, addressing the country, the region, the continent of Africa and the international community, and espousing the values of unity and peace. “Events leading to this historic day attest to the fact that we are a unique nation, one that is clear about what it wants as well as what it does not want.”

Chiwenga Betters Mnangagwa’s Offer To Doctors

By Paul Nyathi | Acting President Constantino Chiwenga has out done the offer made to striking junior doctors by President Emerson Mnangagwa and health Minister David Parirenyatwa.

In a meeting held between Chiwenga with his Co Deputy President Kembo Mohadi and the doctors’ labour consultants in Harare on Wednesday, Chiwenga completely revoked the previous offer tabled to the striking doctors.

Chiwenga acknowledged that the doctors’ grievances were genuine and that government needs to attend to the issues as a matter of urgency.

President Mnangagwa had approved a review of the doctors’ salaries and allowances of 50% which meant that the highly contested night allowance was only going up by 75 cents per hour from $1.50. The doctors were demanding that it be increased to $10 per hour.

Chiwenga threw out the proposed 50% increase and gave the doctors a new $5 per hour rate working a maximum 160 hours per month.

The rate will be reviewed gradually until it gets to the $10 per hour demanded by the doctors.

General Chiwenga also promised to review the doctors’ housing, medical and rural allowances.

Chiwenga also immediately withdrew a letter written by Parirenyatwa’s permanent secretary threatening not to pay all the striking doctors their March salaries if they did not return to work immediately.

Chiwenga further guaranteed the doctors that the vehicle loan scheme promised to them in 2014 was long put in place and government is going to deal with the office that has been denying the doctors access to the facility.

In a statement to fellow doctors, the Zimbabwe Hospital Doctors Association said that they had not yet accepted the offer made by Chiwenga waiting for it to be communicated in writing and be brought for discussion with the rest of the doctors.

“ZHDA requested documentation to make this concrete.

Unfortunately this is the highest office in Zim they approached and they were told we are negotiating in good faith,” said the statement.

“ZHDA NEC responded by saying that we will consult members and hear their input. Our response will be formal, on paper for records, as always,” added the statement.

It has emerged both men, Mugabe and Mnangagwa are itching to bury the hatchet but the latter’ s advisors are against the reconciliation.

A Masvingo based Zanu PF Central Committee member told ZimEye.com yesterday Mnangagwa was eager to visit Mugabe but party stalwarts were against the intended move.

“Let me tell you what is happening- Mnangagwa is the eager to meet with Mugabe for a heart to heart discussion.

However his advisors are against the idea.As we speak right now he is split for choice.

The likes of Chris Mutsvangwa and Victor Matemadanda are totally against the anticipated meeting between the two,” said the Zanu PF official who was not at liberty to be named.

Man Sentenced To Hang For Carjacking And Murder

A 30-year-old Masvingo man, who carjacked a taxi driver in Beitbridge and butchered him in a callous manner, was on Wednesday sentenced to death by hanging.

FULL TEXT: Chamisa Launches Peace Campaign, Says I Have Written To ED On The Matter

Advocate Hon. Nelson Chamisa | Zimbabwe stands on the cusp of a watershed election in 2018. A crucial election that should mark a complete and irreversible path towards legitimacy, democracy and prosperity in the country.

It is in that context that it becomes imperative to hold a truly free, fair and credible election not only in line with SADC and AU guidelines but also in line with international best practice.

Zimbabwe’s current toxic politics and negative socio-economic indicators are nothing but symptoms of a debilitating crisis of legitimacy stemming from a series of flawed and disputed elections since 2000.

We should move beyond the symptoms to address the real issue—which is lack of confidence stemming from the doubted legitimacy of government.

President Emmerson Mnangagwa seems to be aware of the serious doubts about this crisis of legitimacy which is why he has been harping on the rhetoric that Zimbabwe will hold free, fair and credible elections.

We laud the President for that promise but his rhetoric is empty outside substantive practical steps to ensure that we truly achieve a free, fair and credible election.
In is in that context that we gather here today to launch the document that enshrines the specific demands that the people of Zimbabwe are making ahead of this watershed election to be held in a few months time.

There is no short-cut to legitimacy. The only way to acquire legitimacy is through the sanctity of people’s will as expressed in a truly free, fair and credible election.

The reforms the people demand include—but are not limited to— the following issues:

1.Environment Issues
Given the violence that has characterized our elections; the electoral environment remains a key matter ahead of the next election.

Zimbabweans want assurance that they will be able to express themselves in a PEACEful environment in which neither fear nor coercion are factors.

Since 2000, Zimbabweans have needlessly lost their lives on account of their political preferences and this has been acknowledged by various observer missions, including SADC and the report of the military generals from South Africa that has since been made public.

This is the irony of our situation that State-sponsored violence during elections has remained endemic, regardless of the fact that one of the reasons we waged a a protracted liberation struggle against white colonialists was to secure that right.

Indeed, the clarion call for “one-man-one-vote” was at the epicenter of the liberation struggle in Zimbabwe. It is ironic that coercion, fear, and outright violence continue to punctuate our elections as the State seeks to undermine the very right that we waged a protracted and brutal struggle as a nation.

It is important that the electoral environment be conducive to the free expression of the people in a free, fair and credible plebiscite.

2.The Voters Roll and Ballot Issues
The country last year held a biometric voter registration exercise which saw over 5 million Zimbabweans on the voters roll, according to the figures officials released by the Zimbabwe Electoral Commission (ZEC).

As stakeholders in the next election, we hope that we will be allowed to audit the voters roll to ensure that there is no pre-loading or post-loading of voters, among other shenanigans.

We need to assure ourselves well before the election that we have a credible register of voters. It is pertinent to note that in the last election in 2013, we were not even favoured with the voters roll and even some observer missions observed and noted this serious anomaly.

On the ballots, we believe that all stakeholders must agree on the identity of the company that will print the ballot as well as audit the quality of the ballot itself. We have seen in some instances suspiciously far much higher number of ballot papers being printed compared to the number of registered voters.

For example, the AU observer mission report noted in the last election in Zimbabwe in 2013:

The AUEOM noted that the number of ballot papers printed (8.7 million), corresponding to 35% above the number of registered voters, was significantly higher than international best practices (5-10%) and raised concerns of accountability of unused ballots. The AUEOM hopes that ZEC will account for the ballots to the satisfaction of stakeholders and all interested parties.

As stakeholders, we do not wish to travel the same road again. It is therefore prudent that we be allowed not only to audit the voters roll but also the ballot papers and to investigate the quality of the same.

3.Media Reforms
Section 61 of the Zimbabwe Constitution calls for presentation of divergent political views while both SADC and AU guidelines make it clear that all contesting parties to an election should be accorded fair and equal coverage.

The signs so far, just as in previous elections, have not been encouraging as the ZBC and other State media outlets have continued to parrot mainly the views of one political party.

Again, the AU observer mission commented on the overt bias by the ZBC in its coverage of the last election. The AUEOM report read in part:

48. The AUEOM’s emphasis, however, was on the function of the public broadcaster which has a central role in elections, in terms of the AU Charter (2007), to provide a platform for airing political messages or news coverage emanating from all political contestants. Further, the Constitution of Zimbabwe provides fair opportunity for the presentation of divergent views and opinions. In this regard, the AUEOM noted that the national broadcaster tended to provide live and in-depth coverage largely to a single political party.

We therefore call upon the public media to grant equal coverage to all political parties as we are already in the election season.

In this regard, there is urgent need for the public media to be called upon to adhere to the dictates not only of the Constitution of Zimbabwe, but also of the SADC and AU guidelines on the conduct of free, fair and credible elections.

4.Abuse of traditional Leaders
The traditional leaders, particularly the chiefs and village heads, have been abused to do the bidding of a political party ahead of Zimbabwe’s elections.

In the run-up to this election, some of the traditional leaders have been abused by Zanu PF to demand serial numbers of voter registration slips in an overt attempt to intimidate the electorate.

In some instances, village heads have been conscripted into the Zanu PF call structure in violation of the county’s Constitution.

We call upon the government of Zimbabwe, SADC, The AU and the broader international community to ensure that the high status of our traditional leaders is not abused and belittled for cheap political ends.

5. ZEC autonomy and the ZEC secretariat
The Constitution of Zimbabwe makes it clear that ZEC is an independent institution wholly autonomous from government.

However, we note with the concern the high number of former officers from our military who are part of the ZEC secretariat.

For the record, e have high regard for our military but we believe that they must not partake in civilian processes such as elections. ZEC has said that these are retired officers but it is particularly chilling to the voter to have our esteemed members of the military being conscripted into what should be an independent body.

It is our unstinting belief that the ZEC secretariat must be pruned of all suspicious characters.

In this regard, we note that one former major of the Zimbabwe national Army was recently promoted to the position of chief elections officer.

In other development that raises serious doubts about the independence and integrity of ZEC, we have seen a spate of resignations by its senior officials.

We have also seen the ZEC chairperson Justice Priscilla Chigumba in the company of members of a political party in a recent trip to observe Russia’s elections. This does not bode well for the integrity of ZEC, particularly on the eve of a watershed election.

Conclusion
Zimbabweans want a true return to legitimacy through a free and fair election.
I have written to President Mnangagwa detailing our expectation as an Alliance on the reforms we want to see ahead of this year’s plebiscite. The country needs a break from the cycle of disputed elections.

Today, as an Alliance, we launch our PEACE document as part of our humble effort and contribution to the holding of a truly free, fair and credible plebiscite in our country.

Kagame Hails AfCFTA Agreement Launch

African Union chairman Rwandan President Paul Kagame has described the African Continental Free Trade Area (AfCFTA) launch as a major step towards African unity and integration.

He was speaking at the launching ceremony at Kigali Convention Centre today.

He paid tribute to leaders and forerunners of the concept of the free trade area.

The launching ceremony began with a speech by President Kagame welcoming South African President Cyril Ramaphosa who was appearing at the AU as head of state for the first time.

President Kagame also paid tribute to regional economic blocs in laying the foundation of the tree trade area.

He said Africa is prioritising the trade of value added goods and outlined the advantages of an African free trade area.

African Union Commission Chairperson Mr Mussa Faki said Africa cannot develop if the continent remains divided.

“Despite challenges continental integration is a must as it will lift economic barriers and provide opportunities for the continent,” said Mr Faki.

Mr Faki said each member state has a lot to benefit from the establishment of the free trade area, adding that there is no need to hesitate on the matter.

He implored member states to sign and ratify the agreement quickly to ensure it is effected before the end of the year.

The AU Commission Chairperson implored those who have not joined the treaty on air transport and other agreements on the free movement of goods and services to do so, recalling some of the speeches of founding fathers like Ahmed Ben Bella, Kwame Nkrumah and others on the importance of the African economic free trade area.

President of Niger Mahamadou Issoufou said the creation of the AfCFTA means a single market from Cape to Cairo.

“The AfCFTA would also help curb brain drain to countries of the north and creates opportunities on the continent,” said Mr Issoufou .

He said Africa is in the process of creating a seamless and borderless community in the economic sphere.

Mr Issoufou urged member states to ratify the agreement with speed.

Fifty-five African heads of state and government put pen to paper making the first steps towards an economically competitive Africa through creation of a single market in which goods and services move freely.

First to append his signature to the protocols was the President of Niger Mahamadou Issoufou, followed by host President and AU current chair Mr Paul Kagame, then former AU chair and President of Chad.

History has been made as Zimbabwe joined other AU member states in the signing of the AfCFTA Agreement in Kigali today.

The leaders appended their signatures to three documents during the signing ceremony namely the AfCFTA Agreement, the Protocol on Free Movement and the Kigali Protocol.

By Lionel Saungweme| ANALYSIS|  Movement for Democratic Change (MDC-T) Bulawayo Provincial Chairman, Gift Banda, and his Provincial Administrative Committee have declared that they “are 100% behind Acting President Advocate Nelson Chamisa in line with the National Council resolution that he takes over the reins following the untimely passing of the late President Morgan Richard Tsvangirai. ”

The declaration comes after Dr Khupe declared that she does not recognise the National Council’s appointment of Hon. Chamisa as the party’s Acting President.

Dr Khupe’s faction is alleged to have rallied Western ambassadors against the Hon. Chamisa and to have portrayed him as a coup leader. However, Dr Khupe’s faction will not say that they were evicted from the MDC-T offices in Bulawayo after violently seizing it on 4 March 2018. They will also not reveal that MDC-T National Organising Secretary Abednigo Bhebhe called for a bhora musango (electoral sabotage) at an Ibhetshu Likazulu meeting in Bulawayo on 2 March 2018. As if this was not enough, Norman Mpofu, a former legislator and staunch supporter of MDC-T Vice President, Dr Thokozani Khupe, posed a rhetorical question: “After the Buhera debacle where not only Thokozani (Khupe) was insulted and threatened but the entire Mthwakazi members … should we allow Chamisa to come address Mthwakazi at Plumtree?”

That 11 out of 13 districts, called for the dissolution of the MDC-T Matabeleland North Provincial Administrative Committee, which is aligned to Dr Khupe, means Dr Khupe is bolstered by hope that can only be described as forlorn. She probably believes too much of her own rhetoric. According to Provincial Secretary Mxolisi the 11 districts are comprised by more than 90% Ndebele members. “Khupe cannot therefore raise the ethnic argument,” said Ndlovu.

Besides, Dr Khupe has suffered a series of political losses. Towards, the end of 2017 for instance, Dr Khupe suspended Matabeleland South Provincial Chairman, Solani Moyo also known as Njemnyama (Black Dog) from the party. However, the late President Morgan Tsvangirai emphatically nullified Black Dog’s suspension in writing. Tsvangirai further to embarrassed Dr Khupe by pointing out the legal flaws in the letter of suspension.

Also, on16 March 2018, using a High Court order, a Justice Takuva evicted Dr Khupe and her faction from the Bulawayo party offices. Furthermore, a statement by Gift Banda, on the same day that Bulawayo Province is “100% behind Acting President Advocate Nelson Chamisa” points to Dr Khupe’s continued loss of political turf.

In addition, on 14 March 2018, a fight over party funds disbursed under the Political Parties Finance Act (PPFA) broke out. Justice Ministry Permanent Secretary, Virginia Mabhiza acknowledged receiving a letter from Dr Khupe requesting US $1.8million, owed to the MDC-T under the PPFA, to be deposited in her faction’s preferred bank account.
However, a statement by Hon. Chamisa’s Spokesperson, Luke Tamborinyoka’s seemingly crushed Dr Khupe’s hopes.

“Disbursement under the Political Parties Finance Act is not done to individuals, but to institutions. And the MDC as an institution has just received its money from Government. Government does not deal with individuals, but with institutions. The institution as led by President Chamisa has already received part of its share,” Tamborinyoka’s statement read in part.

So important is the control of funds that PPFA funds released to MDC-T Treasurer, Theresa Makone towards the 2014 congress, were allegedly used to bribe delegates to win the Secretary General’s post for Douglas Mwonzora. The rumour is rife partly because party funds have not been audited since Makone’s tenure was given fresh impetus at the last congress. The move by Tamborinyoka is therefore strategic and futuristic.

The very fact that the MDC-T National Council, Provincial Councils and District Councils have shown confidence in Hon. Chamisa means Dr Khupe’s influence was always a perception. The reality is that party organs did not heed Dr Khupe’s publicised call for a congress in March 2018.

Lastly, if rally attendance is anything to go by, Dr Khupe stands no chance against Hon. Chamisa. On Sunday 4 February 2018, the MDC-T Alliance held a rally at Huruyadzo Shopping Centre in Chitungwiza. The rally attracted thousands of supporters in attendance. On the same day, the anti-Alliance lobby had a rally at Cowdray Park. MDC-T Organising Secretary, Abednigo Bhebhe allegedly organised a football match to show up his rally attendance. As is seen in the picture, not more than a hundred-people attended.

Another MDC Alliance rally took place on 18 March 2018 at Mkoba Stadium in Gweru. Partisan journos pegged the attendance figures of the packed-like-sardines crowd at an exaggerated 60 000. However, MDC-T Zvishavane Senator, Lilian Timveos gave a sober comment. “Sunday’s rally had the highest number of people I have ever seen since the formation of the party,” she said. To counter the Mkoba rally, Dr Khupe and her anti-Alliance lobby held a meeting at the Bulawayo Amphitheatre on the same day. While most of Dr Khupe’s supporters came from Bulawayo, others were transported in old-fashioned Suka Sihambe buses from as far as Gwelutsena, which is some 210kilometres north of Bulawayo. In the end journos gave a paltry 500 as the estimated attendance for the Amphitheatre, which has a capacity of 1200 people. As is seen in the pictures of the Amphitheatre gathering, there were many empty chairs.

Therefore, if the adage that politics is a game of numbers is anything to go by, the attendance at the Hurayadzo Shopping Centre and Mkoba Stadium rallies is instructive. Dr Khupe is simply not in the game.

To borrow the words of Bob Marley in his legendary song War, Khupe’s dream of being president of the MDC-T “will remain but a fleeting illusion to be pursued but never attained.”

MDC-T Says Do Not To Insult Mnangagwa, He Is An Icon, Chamisa To Attend ZANU PF Events

Opposition MDC-T has called on its supporters to respect President Emerson Mnangagwa as he is an important person in the country.

Announcing the party’s campaign method for the 2018 elections, the party Deputy Treasurer Chalton Hwende said that the party has adopted a new campaign strategy that desist from insulting rival contestants.

Hwende said that the strategy will involve seeing the party speak only on its own policies and not denigrating other parties.

“Our Campaign this year for President Nelson Chamisa will be characterized by a new approach of concentrating only on policy alternatives for our country,” he said.

Hwende urged the party members not to involve themselves in smear campaigns and name calling.

He told the party supporters to desist from ushering insults at President Emerson Mnangagwa as he is an important person and liberation icon.

“We urge our supporters to desist from negative campaigning and name calling,” he said.

Mnangagwa is a Zimbabwean, an important citizen who is also a liberation Icon he is entitled to seek an electoral mandate let’s not insult him but objectively criticize his policy proposals,” said Hwende.

Hwende also revealed that party President Nelson Chamisa revealed that the MDC-T will be attending all government run national events beginning with the country’s 38th independence celebrations in April.

“President Nelson Chamisa recently announced that the MDC with immediate effect will be attending all National events starting with this year’s Independence celebrations,” he said.

“This is a good move that will certainly entrench our oneness as Zimbabweans.”

ZANU PF is known for always hijacking these events and turning them into their political rallies and platforms to denigrate the opposition.

Grace Mugabe Winning PHD Saga Case

Former First Lady Grace Mugabe     Is slowly gaining ground in her PHD saga case as it crumbles.

The local Newsday reports that the High Court has, for the second time this year, declined to grant the Zimbabwe Anti-corruption Commission (Zacc) an order to search the University of Zimbabwe (UZ)’s offices with a view to seize documents and information pertaining to Mugabe’s PhD degree.

Early last month, Zacc obtained a warrant of search and seizure from the magistrates’ court after which it proceeded to the tertiary institution with a view to conduct the search, but the UZ approached the court challenging Zacc’s conduct and the warrant was then nullified by Justice Lavender Makoni on February 16.

Undeterred, Zacc last week obtained yet another warrant of search and seizure, claiming it had properly obtained the same, but the UZ, through its registrar, Noah Ariel Mutongoreni, approached the High Court challenging the new warrant.

On March 12, High Court judge Justice Alpheus Chitakunye ruled in favour of the UZ.
“The warrant of search and seizure issued to the first and second respondents [Zacc and investigating officer Detective Sergeant Richard Machinya] by the third respondent [Harare magistrate] be and is, hereby, set aside for being null and void and of no force and effect,” Justice Chitakunye said, adding “the first and second respondents shall pay applicant’s (UZ) costs of suit on the ordinary scale.”

In his affidavit deposed on behalf of the tertiary institution, Mutongoreni said he had once again approached the court seeking an order declaring the new warrant of search and seizure null and void, adding it had been illegally obtained.

However, in response to the application, Zacc secretary Silence Pondo said the search and seizure warrant which had been granted by a Harare magistrate was valid and fully compliant with the provisions of the law, which position was again not upheld by the court.

Machinya had also deposed to his affidavit, saying the matter, which is under investigation, related to the names, Ntombizodwa Grace Mugabe and Ntombizodwa Grace Marufu, hence, the reason why the anti-graft body was seeking the warrant of search and seizure to get to the bottom of the matter. Chamisa Meets EU, Says What Is Ngwena Aide Doing In Russia With ZEC Chair?

MDC-T President and MDC Alliance presidential candidate Adv. Nelson Chamisa, Alliance partners and senior leaders of the party today met the eight-member European Union Electoral Preparatory Team at the party headquarters at Morgan Richard Tsvangirai House in Harare.

The EU team wanted to appreciate the MDC Alliance’s position around the conditions in the country ahead of the watershed elections due in the country in a few months time.

The people’s President Adv. Chamisa said the MDC-T and the MDC Alliance had prepared comprehensive list of demands that would ensure a free, fair and credible election in Zimbabwe. He said the demands were enshrined in the MDC Alliance’s Plan and Environment and Credible Election (PEACE) that will be launched in Harare today.

He said he had also written to president Mnangagwa and was willing to engage him on the issues but on an equal footing since Mr. Mnangagwa was also a candidate.

The people’s President raised the issue of the independence of the Zimbabwe Electoral Commission, against the disturbing background of the curious and unexplained resignation of both the chairperson and the chief elections officer of the electoral management body.

He said it was a serious and vicious assault on the integrity and autonomy of ZEC that the electoral management body’s new chairperson had undertaken a trip to Russia with a politburo member of Zanu PF and advisor to one of the candidates in the forthcoming election.

The Alliance leadership outlined the 10 demands in the MDC Alliance’s PEACE in Zimbabwe document, which he said the Alliance wanted responded to ahead of the next election.

The issues include but are not limited to the role of the military in Zimbabwe’s elections, the independence of ZEC, 40 percent of whose secretariat are either serving or retired members of the military, impartiality and free and equal coverage of all contesting parties by the public broadcaster, legislative reforms covering the Electoral Act, the Public Order and Security Act as well as the Access to Information and Privacy Act, which he said proscribed fundamental freedoms of speech and assembly. He also spoke about the need for all contesting parties to audit the voters roll and the need to stem violence and intimidation so that the sovereign expression of the people is not curtailed.

President Chamisa added that the firm printing the ballot paper needs to be agreed to by all contesting parties as well the auditing of the quality of that paper. He said the issues of the voters roll and the ballot paper were deal breakers, emphasizing that there will not be an election in the absence of an agreement on those important matters.

The party’s leadership restated that the government had already rejected some of the key demands that relate to the printing of the ballot, the audit of the voters roll, adding that there was need for regional, AU and broader international pressure in that regard.
The leadership said there was need to ensure that Zimbabwe’s election complies with regional, continental international instruments including the AU and the SADC guidelines on the conduct of free and fair elections as well s international best practice.

The leadership said more than four million Zimbabweans would be disenfranchised if the government continued to disallow the Diaspora vote on the basis of logistical challenges, despite the fact that every Zimbabwean has the right to vote under the new Constitution of the country.

President Chamisa was accompanied into the meeting by MDC Alliance principals or their representatives, senior members of the MDC-T.

Shock As Father Rapes Daughter, Sodomises Son

A “perverted” father who allegedly raped his two young daughters and sodomised his son appeared in court yesterday over the horrific sexual abuse.

The 37-year-old, who cannot be named to protect his children, started abusing the sisters who are six and nine years old. He is being charged with two counts of rape and another for aggravated indecent assault for sexually abusing the boy.

The six-year-old girl narrated how he ruthlessly exploited her before regional magistrate Bianca Makawande.

Testifying in camera, the minor said: “He took me from the sofa where I was sleeping and went to his bedroom. He put his privates into my mouth and I cried because of pain. He laid me on the bed and undressed before taking off my underwear and spread my legs apart.

“I asked him what he was doing and he used a damp towel to cover my mouth and threatened to assault me if I disclosed the ordeal. He raped me.”

She claimed to have been sodomised on other occasions and demonstrated how it happened using a female and male doll that are kept in the Victims Friendly Unit. The witness was cross-examined by her father’s lawyer but consistently repeated how the incidents had occurred.

The matter will be back in court tomorrow. Prosecutor Ressie Nyamombe alleged that sometime in October last year, the man’s seven-year-old son was at home with his siblings.

It was alleged that the father took his soon into the bedroom and undressed him before making the boy bend down.

He allegedly sodomised him, holding his mouth tightly to stop the boy from screaming.
After the act, he dressed the boy up and left the room, a court heard.

On February 4, the man’s nine-year-old daughter got into his bedroom to collect her younger sister’s uniform.

It was alleged that the father then locked the door from inside and pulled a towel that he used to gag the girl. He undressed his daughter and raped her.
Later that day, the man took his six-year-old daughter and locked her in his bedroom before raping the child again.

She opened up to her mother and the matter was reported to the police, leading to the father’s arrest.
While at the police station, her siblings began opening up on how they had also been sexually assaulted by their father.

In his defence, the man claims his wife influenced the children to fabricate the rape allegations against him after she found out about an affair he was having with a woman in his neighbourhood. Daily News

Dabengwa Attacks “Blood Dripping” Monster Mugabe

ZAPU president Dumiso Dabengwa has claimed that the number of people killed during the Gukurahundi atrocities is over 100 000 — dismissing the official figures of 20 000 which was compiled by a local rights group — which government has also doubted.

This comes as rights and civic groups have been left fuming by former president Robert Mugabe’s claims that Zapu and Zipra were also responsible for the atrocities.

“He (Mugabe) remains the same unrepentant blood-dripping monster who hid behind a thin finger of madness when he killed hundreds of thousands during Gukurahundi, blaming everyone except himself.

“His denial of the 20 000 deaths shows he really is mindful and aware of the magnitude of his madness. Mugabe is fully aware that these 20 000 are direct deaths at the hands of the Fifth Brigade.
“The number does not include curfew-induced deaths of children, the elderly and the sick from malnutrition, hunger and disease and (these) were never accounted for.

“He fully knows that Gukurahundi deaths run into hundreds of thousands, hence his refusal to acknowledge the mere 20 000 that was given by the CCJP, whose incomprehensive survey or investigations only covered Matobo and Tsholotsho districts,” Dabengwa told Southern News.
The Catholic Commission for Justice and Peace in Zimbabwe (CCJP) compiled a report on Gukurahundi atrocities in Matabeleland and the Midlands during the period 1982-1988 titled
“Breaking the Silence, Building True Peace”.

According to the CCJP, an estimated 20 000 people were slain by the North Korea-trained Fifth Brigade in Matabeleland and Midlands provinces, during a government operation it said was aimed at fighting insurrection in those regions.

Last week, Mugabe refused to accept blame for the dark chapter in the history of Zimbabwe when he told the media that Zapu and Zipra were culpable.

“Zapu and Zipra are also to blame,” he said. “I doubt the number (of those killed), but well it would be because you get some people with guns behaving recklessly.”
This, however, forced Zapu president Dabengwa to hit back.

Zapu has also suggested that the CCJP was trivialising the Gukurahundi genocide.
“There are so many conspiracies around this subject, with the CCJP joining the fray. After voluntarily embarking on their investigations, we expected them to make it as comprehensive as the extent of the genocide itself.

“The whole of Matabeleland provinces and north of Midlands were affected by the barbarism, yet we find CCJP conducting investigations in only two districts of Tsholotsho and Matobo.
“To make matters worse, after compiling their findings, they hid the disclaimer pertaining the extent of their investigations right at the bottom of the report, making the atrocities as trivial as mere 20 000 deaths,” said Zapu spokesperson, Iphithule Maphosa.

Maphosa said it was unfortunate that this has led the nation and world being fed incorrect information about Gukurahundi yet over a hundred thousand could have died.

“We then wonder as to the extent of sincerity of those who carried out the investigations. The way the investigations were carried out and how the report was released casts so much doubt as to whether it was meant to expose the truth or was meant to protect Mugabe, a Jesuit and Catholic believer from accounting and justice.

“As much as we appreciate their (CCJP) effort to expose the number of deaths, the way they handled the whole process of investigating the matter and releasing the matter raises a lot of questions.
“Therefore, we are suggesting that a fresh and comprehensive investigation should be instituted, comprising people not attached to the perpetrating government.

“Here we are talking of people who don’t have any interests in the matter, the aim being giving closure to the atrocities and delivering justice, healing and nation building through reconciliation,” Maphosa added.

President Emmerson Mnangagwa, who served as Mugabe’s right-hand man for nearly 54 years, in January signed into law the National Reconciliation Bill, which seeks to address outstanding issues from previous conflicts — Gukurahundi included.

Early this month, he appointed a former High Court judge Selo Nare to head the National Peace and Reconciliation Commission (NPRC), two years after the death it’s former chair, Cyril Ndebele.
Since the fall of Mugabe and Mnangagwa’s rise as the country’s new president, rights and civic society groups have stepped up pressure on the new government to deal with outstanding issues emanating from previous violent conflicts.

Topping the issues that civic groups want Mnangagwa and his government to dispense with is the emotive Gukurahundi issue.

During his maiden appearance at the World Economic Forum in Davos, Switzerland, in January, Mnangagwa said government was keen to address Gukurahundi atrocities.

“We are not saying the past must be thrown away from history, it has happened — it is there. Just a week ago, I signed a Bill — the National Healing and Reconciliation Bill — into an Act and have assigned one of my vice presidents to deal with that one so that the communities that were affected can air their grievances and challenges with recommendations from that commission we should be able to address those issues,” Mnangagwa said.

The Gukurahundi massacres have been a thorn in the flesh for Mnangagwa before and after he came to power.

In December, there were demonstrations by Matabeleland-based human rights groups over his role in the massacres which occurred between 1982 and 1987 when government unleashed the Fifth Brigade, to crush insurrection in Matabeleland and Midlands regions. Daily News

$500 Application Fee Plus Personal Funded Campaign Qualification For Welshman Ncube Candidates

The Welshman Ncube led MDC has pegged a non refundable application fee of up to $500 on members aspiring to be considered as House Of Assmbly candidates representing the party in the thirty two seats allocated to it under the MDC Alliance agreement.

An aspiring candidate within the party revealed to ZimEye.com that the party has pegged an application administration fee of $200 on all prospective candidates plus a requirement to have party members pay up their party subscription fees for the last two years.

“We have been advised by the Secretary General that we must pay a non refundable application fee of $200 plus the monthly subscriptions for the last two years in order to be considered as candidates,” said the source.

“Further to that, the eventual candidates will be required to fully finance their own campaign as both the party and the MDC Alliance coalition do not have money set aside for the campaigns,” he added.

According to the source, members of the party who sit in the National Management Committee of the party will be required to pay at least $520 including the two year subscriptions and the application fee.

According to a subscriptions table provided to ZimEye.com by the sources, Ordinary card carrying members of the party most of whom will be considering applying to contest as councillors will be expected to pay at least $226 just to submit their applications.

“As a member of the Provincial Executive Committee I am expected to pay $264 to just to submit my application,” said the source.

“It is more deterring because even if it’s more than one of us applying to contest the seat we all have to pay the full non refundable application fee whether one succeeds as a final candidate or not,” yelled the source.

Quizzed on whether the arrangement has always been in place in the party, the source who indicated that he was one of the party candidates in the 2013 elections claimed that this is the first time the party is putting up the requirement.

“In the last election we were not asked to pay anything towards the application to be candidates though we paid our own nomination court fees,” he said.

“Even in the campaigns though the party didn’t have so much resources they chipped in by helping to provide a few posters and financing of campaign rallies where as this time we have been told that the party will not be putting anything into the campaign,” said the source.

Party Spokesperson Kurauone Chihwayi would not confirm the alleged fees promising that he will verify the figures and come back to ZimEye.com.
