Mnangagwa Visits Under Siege Kabila, As Khama Tells The DRC Leader To Step Down Now

Ray Nkosi | President Emmerson Mnangagwa today leaves for the Democratic Republic of Congo (DRC) to visit the under siege government of Joseph Kabila.

Mnangagwa’s visit comes hours after Botswana’s Ian Khama called on Kabila to step down, stating in a statement, “the ministry of international affairs said the ‘worsening humanitarian situation’ in DRC is fulled by the fact that ‘its leader has persistently delayed holding elections, and has lost control over the security of his country’.

The state media reports that Mnangagwa will meet Kabila as he resumes his courtesy calls on fellow Heads of State and Government in the region to apprise them of political developments in Zimbabwe that culminated in the resignation of his predecessor Cde Robert Mugabe last November.

Presidential spokesperson Mr George Charamba yesterday said besides the courtesy call, the visit will see the two countries discussing bilateral relations.

Chiwenga Mum In Law Hits The Campaign Trail

Vice President Constantino Chiwenga, mother-in-law Helga Mubaiwa has declared interest to contest for the Seke parliamentary seat in the forthcoming elections.

In an interview on the sidelines of a Zanu-PF youth soccer tournament she sponsored at Dunoter Primary School, Ward 9, in Seke on Sunday, Mubaiwa said she was an aspiring candidate whose move was triggered by the underdevelopment in the constituency despite its proximity to the capital, Harare.

She said that it was high time the constituency embraced a female representative who was development-oriented.

“It is true, I am an aspiring candidate for the (Seke) constituency. For a long time, there has been no development in this area despite how close it is to the capital city, Harare. Seke is Harare, but as far as development is concerned it is like we are miles away from the capital. As a constituency, we are too backward and there is a need for a female representative full of love to represent the interests of all the people,” she said.

The seat is currently under Phineas Chihota whose chance of contesting were slim given a number of accusations he was facing over factional politics.

Mubaiwa was likely to contest in the primary elections alongside youth league provincial executive member Munyaradzi Kashambe and Danai Chikanya. Chikanya lost to Chihota in the last election.

Asked whether her relationship with Chiwenga will not attract criticism as far as her political ambitions were concern. Mubaiwa said she had the right to contest and that she was a bonafide “daughter of the area.”

“I am not doing this for myself, but for the sake of the people of Seke. This has nothing to do with my relationship with the VP. I was born in Seke and I was also married in the same area. I belong here and it is time that we bring development in the area. As a woman and a mother, I have unconditional love for these people hence my move to stand for the parliamentary contest,” she said.

Mubaiwa, who runs businesses in Dema and Harare was the main sponsor of the soccer tournament that was also attended by top party officials from the province.

Notables who graced the event included provincial youth league chairman Kevin Mutsvairo, main wing, secretary for security Tendai Mangwiro and several war veterans from the district.

Addressing the gathering, Mubaiwa promised to empower the women through establishing self-sustaining projects. She also promised to finance the construction of a bridge across Nyatsime River that connects the rural area and Chitungwiza.

Speaker after speaker hailed Mubaiwa for financing a number of projects in the constituency.

“She (Mubaiwa) is not new in this area as far as development is concerned. She started charity work in the late 1990s, rehabilitating schools and assisting vulnerable children. Her history, therefore, shows that she is someone who can do much in developing this area,” said youth league boss Mutsvairo.

Zanu-PF is expected to hold its primary elections next month. – Newsday

Blacklisted Exam Cheating Students Sue Zimsec

Fifteen Regina Mundi High School pupils who were blacklisted for alleged examination cheating have taken the Zimbabwe School Examinations Council (Zimsec) and the Minister of Primary and Secondary Education Professor Paul Mavhima to court challenging the nullification of their November 2017 results.

The 15 pupils, through their parents, have filed a court application at the Bulawayo High Court seeking an order directing Zimsec to set aside its decision to cancel their November 2017 examination results.

One of the pupils, believed to be the mastermind, is alleged to have mobilised her classmates to contribute $3 each towards raising money that was used to purchase copies of the November 2017 Examinations question papers for English Paper two and Mathematics Paper two.

According to court papers, the pupil allegedly received the question papers on her mobile phone via social media platform, WhatsApp, and shared them with her classmates. They then allegedly smuggled the papers into the examination room.

One of the 15 parents representing the pupils said Zimsec blacklisted his child without making an enquiry to establish the facts.

“This application is made to review the decision adopted by Zimsec to annul all the results of the applicants on allegations of cheating. It is also the basis of this application in that the reasons of the decision reached by Zimsec have not been availed. At the same time, there is no averment on the enquiry made and its nature before the decision was arrived at, let alone the evidence used in the process,” the parent, whose name has been withheld to protect the identity of the minor, said in his founding affidavit.

He said the pupils were unfairly treated.

The parent said they received the message of the nullification of results from a school official through WhatsApp.

“The decision of Zimsec should not be allowed to prevail. Whilst awaiting my daughter’s results, I received a WhatsApp message from a Regina Mundi High School official on 12 February 2018 at around 6PM who advised me that my daughter has been blacklisted. There was no letter given to the affected pupils,” he said.

He also said Zimsec conducted its own enquiry and quizzed two pupils who then ultimately implicated all the applicants. “Whilst the November examinations were still ongoing, my daughter together with many other boarders accused of cheating were called and lumped up together in the base room of the school while the rest of the pupils were put in the school hall. They were asked to write about the exam cheating incident that had allegedly occurred,” he said.

The parents’ lawyers, Garikayi and Company, said the pupils’ rights were violated in terms of section 3 of the Administrative Justice Act because they did not appear before a proper board to defend themselves.

Section 34 (3) of the Zimbabwe School Examinations Council Act stipulates that it shall not be necessary for the Zimsec board to consult or hear representations before cancelling or annulling the results of an examination.

“However, I am advised that this section is contrary to section 68 of the constitution of Zimbabwe, which stipulates that every person has a right to administrative conduct that is lawful, reasonable and both substantively and procedurally fair. Section 34 of the Zimsec Act is also contrary to section 81 (1) of the constitution which recognises the right of children to be heard,” the lawyers said.

They said the decision by Zimsec to blacklist the pupils and nullify their results is draconian, irrational and grossly unreasonable.

“The nullification of results for subjects which do not form part of the allegations is unfair and unjust considering that there was no misconduct alleged in these examinations,” said the lawyers.

Two weeks ago, High Court judge Justice Loice Matanda-Moyo overturned Prof Mavhima’s order compelling all the 260 000 students who sat for last November’s Ordinary Level English Paper 2 examination to be re-examined.

The judge ordered Zimsec to consider releasing results using the outcome of the English Language Paper 1 examination.

Prof Mavhima had ordered a re-sit following reports of massive leakages of the paper through social media.

Justice Matanda-Moyo castigated Zimsec’s conduct, saying it was going to cause more harm to the pupils than good.- state media

South Africa Will Not Arrest Grace Mugabe

Former First Lady Grace Mugabe remains untouchable and will not be arrested upon entering South Africa because her diplomatic immunity status still holds, NewsDay has learnt.

Lawyers representing South African model Gabriella Engels, who was allegedly assaulted with an electric cable and left nursing a deep cut on the head by Grace late last year, said they were facing legal bottlenecks in pursuing the criminal matter.

Engels’ lawyer Willie Spies told NewsDay that the removal of President Robert Mugabe from office through a military intervention last November had not helped the situation as Grace still enjoyed diplomatic immunity across the Limpopo River.

“The fact remains that the prosecuting authority in South Africa does nothing [in bringing Grace to justice] while the immunity granted to the former First Lady, still stands,” he said.

Speaking in Davos recently, President Emmerson Mnangagwa said Grace was not immune to prosecution.

Spies said the fight to get justice for the Engels was, however, not being slowed down with the South African courts seating next month to hear the application on lifting of the diplomatic immunity granted to Grace by the government of South Africa.
“There is movement in the case here as the application to formally set aside the granting of immunity is set down for hearing on 10 and 11 May,” he said.

Gabriella’s mother Debbie said they wanted Grace to answer the charges in South Africa.

“We are aware that she is no longer a person of power, that her husband was ousted from office and that the government of Zimbabwe said she does not enjoy any immunity anymore,” Engels’ mother said.

“In light of the latest developments, our lawyers are working on that case to secure justice for my child.”- Newsday

WATCH: Soldiers Employed ZEC

Staff Reporter| There is a sizeable number of ex soldiers employed by the Zimbabwe Electoral Commission.

This was revealed in deliberations at a Parliamentary Portfolio hearing yesterday. MDC Secretary General Douglas Mwonzora claimed that the ballot papers have before been printed at the KGV1 (Josiah Magama) army barracks. The new ZEC Chair Priscilla Chigumba admitted while saying, “one of the first things that I did in my first 10 days of office was to call for a list of all ZEC permanent employees, which constitutes about 383, to look through this list and see how many people among those employees had a former military background.”

She continued saying, “ZEC policy is that we are not precluded from employing former military members, provided that they are retired and not active. We have less than 15% of those, but yes they are in the ZEC, but I would hasten to add that a lot of those former military personnel retired from their institutions five, six, seven years ago.

“I have gone through their files and satisfied myself that these are no longer serving members now. Unless and until the laws are changed that we are not at liberty to recruit retired members of the security sector, we maintain the position that those already in our ranks will perhaps for this elections remain in position until maybe we are informed otherwise.” FULL VIDEO:

Mnangagwa Has Not Invited Us To Monitor Polls Yet – EU

Our staff writer Farayi Machamire sits down for a wide-ranging interview with European Union head of Delegation Philippe Van Damme. Find below, excerpts of the interview.

Q: We have heard President Emmerson Mnangagwa stating that foreign observer missions would be welcome to monitor the polls, a change from the previsions regime that tended to allow mainly “sweetheart” monitors such as the Southern African Development Community (Sadc) to watch proceedings. Has government formally invited the EU?

A: On our side, we are talking to the government and we hope that government will in the next few days clarify its invitation towards the international community including the European Union. In the case of the EU, we have a very specific and well-established methodology for election observation missions.

The first thing we need is a formal request by the government to invite what we call an exploratory mission which is a mission of experts who will speak to the different stakeholders of the electoral process and assess whether indeed these stakeholders consider these observation missions as useful.

They will also assess the feasibility of electoral observation from a security and logistical point of view. And then they will advise us on whether or not an EU electoral observation should be deployed.

And then, of course, the final decision will be taken once, based on that mission, the government confirms its willingness to deploy that mission or not. So at the moment, we are expecting an invite for an exploratory mission any time soon, we are at the beginning of the process.

Q: Mnangagwa officials have claimed they will be in a position to invite international bodies once he has proclaimed the election date.

A: This has nothing to do with the proclamation of the election dates. Our methodology foresees that these types of invites are coming in four to six months ahead of the indicative period in which elections are held.

Now, in this country, we have a Constitution which is very clear.

We know that the elections will be held between July 23 and August 22 so there is no problem to have that invite and have the exploratory mission coming in at any moment now.

Q: What is your take on the environmental framework going into this election considering claims of serial number intimidation and the role of traditional leaders?

A: It’s certainly of concern and we have expressed our concern privately and publicly to the people involved in this. And as you know, Zec (Zimbabwe Electoral Commission), I think belatedly, have come out condemning people taking serial numbers of registered voters.

I think it’s extremely important for Zec, civil society and political parties to make it clear that the vote is secret so that the integrity of the voter registration and of the vote is not undermined. We hope all stakeholders will step up voter education so that people feel reassured.

On the aspect of intimidation, including some unfortunate statements by traditional leaders and some political leaders, again we are appealing to all people in positions of authority to stand up and condemn all these forms of intimidation.

I hope that all political parties will sign up to the code of conduct and adhere to this code of conduct and also sign up to peace pledges which churches are planning to submit so that indeed there is a kind of moral pressure on all actors in these elections.

Q: Restricted State media access for opposition parties and the absence of divergent voices in the state media going into this election remains a major concern. Do you get a sense this could be a major hurdle militating against free, fair and credible elections?

A: We launched a programme, a couple of weeks ago, in support of the media in the electoral process and the acting minister of Information (Simon Khaya Moyo) was there and I appealed to him to open up public media in line with what the Constitution says regarding the representation of divergent views  in the public media.

There are two aspects, one, you have the legal framework which involves alignment of laws. I am told Aippa (Access to Information and Protection of Privacy Act) and Posa (Public Order and Security Act) will be revised and a draft document will be gazetted over a month or two, which will be a positive move. But over and above that is the practical implementation and it should not be so difficult for ZBC to open up to divergent voices.

I try to follow ZBC news but unfortunately, I don’t see any significant evolution and I am hoping that evolution will accelerate over the next months and that the public media will be able to implement what the president has been saying.

Q: The right to vote for every Zimbabwean, including the rights of prisoners to vote, the rights of the hospitalised to vote and those in the Diaspora, remains a thorny issue. Do you believe this will dent the credibility of the election?

A: Different countries have different positions on those particular issues. It is up to Zimbabweans to decide on what they want.

Q: Has the new government presented a clear and time-line bound plan for political and economic reform for the EU to review its ties with Zimbabwe?

A: Time-bound, not to my knowledge. The government has indeed announced a series of reforms but I have not seen any calendar yet at this stage and we are urging the government to identify what are the key reforms they still consider to be implementable before the elections and then to start to think about what are the reforms which they would want to implement after the elections because it’s important for confidence-building.

Q: Is there any standard that the EU would be satisfied with?

A: It’s not for me to be happy but for the people of Zimbabwe to be satisfied. I remember hearing (Finance) minister (Patrick) Chinamasa who when he came back from Lima in October 2015, explained at a business meeting that what he presented at Lima was not to please the international community but he thought it was needed for the people for Zimbabwe.

Q: We have seen United States tightening screws on President Emmerson Mnangagwa in so far as sanctions are concerned, what route is the EU taking?

A: That’s not my understanding. You have to ask US but my understanding is that they just rolled over their existing sanctions.

Q: The military intervention of November 2017 has been interpreted as a coup by some sectors, how has the EU interpreted it?

A: We have been saying repeatedly and we have a couple of statements on this issue, including council conclusions made on January 22.

We have been saying consistently that we are working with governments and not with individuals and what we are interested in is government’s committed to reforms, economic reforms, electoral reforms and political reforms in the interest of the people of this country.

EU Council conclusions in light of ongoing political transition reads:  The ongoing political transition in Zimbabwe creates high expectations among all Zimbabweans.

It can open the way to a full return to the rule of law, within a constitutional framework and under civilian rule, allowing for the preparation and implementation of much-needed political and economic reforms.

The EU reaffirms its availability to engage constructively with the new authorities, including through a structured political dialogue, with political actors across the spectrum, and with civil society, on the basis of a mutual commitment to shared values focused on human rights, democratic principles and the rule of law. It will do so in coordination with African and international partners.

The upcoming electoral process will be an essential step.

The EU welcomes the commitment of the authorities to hold elections in line with the Constitution, and underlines the importance that the conditions are in place to allow those elections to be peaceful, inclusive, credible and transparent.

The EU would consider favourably electoral observation, provided that the required conditions are fulfilled and that an invitation from the Government of Zimbabwe is received.

The EU welcomes the stated intention of the Zimbabwean authorities to deliver economic reforms in Zimbabwe, aiming at supporting job creation, growth and sustainable long-term development, and reaffirms its willingness to support the planning and implementation of much-needed structural changes and the promotion of good governance.

In this context, the EU will support the authorities in establishing as soon as possible a constructive re-engagement with international financial institutions based on a clear and time-bound economic and political reform programme. The EU stands ready to review the whole range of its policies towards Zimbabwe at any moment to take into account the progress achieved in the country.

Q: Lastly, you referred to people who can speak out with moral authority. What do you find most queer about Zimbabwe’s religious landscape?

A: I am amazed by the over population of prophets in this country. In the biblical tradition in the Old Testament, you have quite some prophets but never with the density as in this country.

I thought that Israel was specialised in producing prophets but this country is overdoing it, so it makes me doubt the quality and credibility of some of those prophets.

I observe the sociological phenomenon from where I can observe them and my observations lead me to conclude that as you have fake news you also have fake prophets driven by commercial interests, exploiting the misery of the people.- Daily News

Liz On Fire, Kicks Tsvangirai Family Out Of Home

Former prime minister Morgan Tsvangirai’s widow, Elizabeth Macheka Tsvangirai, has kicked out the late Movement for Democratic Change leader’s children from his Highlands mansion amid reports that she has “grabbed” all of the deceased’s properties.

She has allegedly blocked Tsvangirai’s relatives and close associates from visiting the mansion following her public humiliation by her mother-in-law, Lydia Tsvangirai, who appeared on state television threatening to commit suicide if she attended her husband’s funeral.

Mrs. Tsvangirai told VOA Studio 7 that she had barred some of the children from visiting the mansion, noting that there is bad blood between her and several family members.

Family spokesperson, Manase Tsvangirai, said he is surprised that Mrs. Tsvangirai has kicked out some of her late husband’s children from the Highlands mansion.

Mrs. Tsvangirai’s attorney, Harrison Nkomo, stressed that the late MDC-T president’s wife has rights that need to be respected by the Tsvangirai family as she was still married to Tsvangirai before he died.

There are indications that Mrs. Tsvangirai has been living at a Borrowdale house bought by the late former prime minister, who was staying alone at the Highlands mansion, at the time he left for South Africa to seek treatment for cancer of the colon.

Manase Tsvangirai said they are expected to discuss the matter as a family in order to resolve it amicably.

Mrs. Tsvangirai was allegedly left out of the burial proceedings and then told to leave her late husband’s homestead in Buhera soon after he was laid to rest. She did not participate in conducting important rituals for cleansing the bereaved, an indication that all was not well between her and the late former prime minister’s relatives.

It’s not yet clear why the family has tormented her though some close family associates claim that the Tsvangirai family wanted to allegedly grab all properties belonging to the widow before and after Morgan Tsvangirai’s death.

Manase Tsvangirai could not be drawn to comment on this issue. – VOA Studio7

Mliswa Warns Against Chamisa Arrest

Norton Member of Parliament, Themba Mliswa has responded to a story on MDC-T Acting President, Advocate Nelson Chamisa’s possible arrest on charges of inciting violence at the burial of the late party leader Morgan Tsvangirai in Buhera saying such a move will only make him more popular, thick skinned and more determined.

The Sunday Mail newspaper yesterday published a story titled “Chamisa Faces Arrest” which alleges that some unnamed party members were planning to report him to police for inciting violence in Buhera.

Writing on the micro-blogging site Twitter yesterday, Mliswa said using incarceration for political expediency will not work, “Chamisa’s arrest can’t be attributed to ED but factional fights in MDC. But they fail to realize that using incarceration for political expedience only serves to make the victim more popular, thick skinned & more determined. I know having been arrested & acquitted 70+ times.”

MDC- T Presidential spokesperson, Luke Tamborinyoka was a bit worried by the story saying Zanu PF might want to eliminate their Presidential candidate since the country is going towards general elections.

“His conscience is very clear, he is not involved in any of violence acts that happened in Buhera, maybe it is ZANU PF who wants to eliminate him.

“He was clear that he will make sure that people who did that will be investigated and justice shall rule,” said Tamborinyoka in an interview with 263Chat.

He added that the Zimbabwe Republic Police members were there at the funeral and witnessed the violence though they did not take any action.

Addressing mourners at the burial of Tsvangirai, Chamisa said he is committed to leading Zimbabweans even if it means being arrested or beaten.

“I know what they are capable of doing. Like what they did to my leader, Morgan Tsvangirai whom they beat and mistreated, but however, i am ready for it,” said Chamisa.

The youthful politician is the front-runner to succeed Tsvangirai after getting the approval of the National Council, the party’s highest decision making body outside congress.

Chamisa has also been endorsed by District and Provincial chairpersons who last week threw their weight behind his candidature for the forthcoming 2018 elections set to take place in five months.- 263chat

Chiwenga Calls It Quits

After six years at the helm of Miss World Zimbabwe Marry Chiwenga has stepped down from organising the pageant and now the question is what next for the pageant.

The chapter is closed for Chiwenga as she revealed at the weekend that she has handed over power to run the pageant to a nine-member Miss Zimbabwe Trust board from now on, although she still holds the Miss World Zimbabwe licence.

According to Miss Zimbabwe Trust spokesperson Tendai Chirau preparations are now afoot to hold the pageant this year details on when to be released soon.

“As the statement said that the dates will be set soon so that’s where we are as the pageant. Perhaps by the end of this week we shall know when the pageant will be held,” said Chirau.

He added that the names of the nine-member committee to organise the pageant were going to be released.

“What we’re going to do is when we release the information about the pageant and all, we shall also release the names of who is who in the committee. And again this will happen by the end of this week,” said Chirau said.

Looking back, Chiwenga who is a former model, has been able to hold Miss World Zimbabwe and send representatives to the Miss World finals.

Under the guidance of Chiwenga, Miss Zimbabwe queens have worked with cancer patients, people living with albinism and made an intervention in Doma, Mashonaland Central. Last year’s queen Chiedza Mhosva donated $10 000 to help purchase sanitary pads for female villagers.

During her tenure Chiwenga, who is also the wife of Vice President General Constantino Chiwenga (Retired), tried her best to bring dignity to the                   pageant that had been riddled with controversies in the past.

Having a knack for pulling in sponsors for the event has been one of the attributes that Chiwenga has executed well throughout her tenure. A heavy corporate presence was synonymous with the pageant, since she took over in 2012, showing that she brought confidence to business. This was after she rebranded the pageant for two years before the first contest was held in 2014.

Winners left with hefty prize monies and this for some made participating in the pageant worthwhile and created a mini buzz in the modelling industry.

In her first pageant in 2014 after taking over from the late Kiki Divaris two years prior, Chiwenga organised a show stopping event that was unforgettable, a first of its kind in a long time. As with any Miss World Zimbabwe pageant it was the aftermath of the contest that was riddled with controversies.

Thabiso Phiri on that night was crowned the queen and the whole nation fell in love with her.

However, barely a month after she was crowned, Phiri stepped down amid unclear circumstances with allegations thrown left right and centre, all which until this day remain unsubstantiated.

Thereafter Catherine Makhaya took over during a mini pageant in Harare and her reign did not last long as she was dethroned for being a rebel.

The next year there was a dethronement when the queen Emily Kachote was stripped of her crown after media reports that there were nudes of her circulating on social media.

It was a back and forth scenario with accusations and counter accusations from both parties but at the end of the day Kachote’s first princess Annie Grace Mutambu took over and represented the country.

What Chiwenga brought to the table was how things should be done when organising a beauty pageant. She came up with a road map, a template that her successors (the nine-member committee) can use to improve what she laid out when she took over six years ago. What is left to see is what Miss Zimbabwe Trust has in store for the country this year.- state media

Tsvangirai Nurse Found Dead, Murder Suspected By Family

As ZimEye.com accurately revealed last week, the nurse who took care of the late MDC leader Morgan Tsvangirai during his last days, Nomsa Ncube was found dead, a development that has seen her family claiming that she was murdered.

Ms Nomsa Ncube worked at the Wits Donald Gordon Medical Centre (WDGMC), Johannesburg.

She was found dead four days after MDC-T president Mr Morgan Tsvangirai died from colon cancer.

She was snapped in a picture somewhat posing for a shoot with Tsvangirai at his bedside.

On the very day she was found dead, last Monday, she was due for a disciplinary hearing to do with that picture. The hearing was scheduled for early morning 10am. Analysts in the ZimEye newsroom argue that she might not have been guilty of the alleged offence as someone likely a Tsvangirai family member, did it.

A family member claiming she may have been killed while some online sources allege that she committed suicide following public condemnation when her picture with Tsvangirai started circulating.

Zimbabwe’s consul general to South Africa, Batiraishe Mukonoweshuro confirmed Ncube’s death and said investigations were underway to ascertain the cause of death. A family source who spoke on condition of anonymity said the nurse was killed as she was found in a pool of blood.

LOOTERS’ DEAD END: Mnangagwa’s Closing Date Tomorrow

Individuals and corporates who have been siphoning funds and assets out of the country have up to tomorrow to return the loot or risk prosecution and being named and shamed.

President Emmerson Mnangagwa issued a three-month moratorium soon after his inauguration last November for the return of all looted funds and assets.
The grace period which allowed looters to return the loot with no questions asked started on November 28 and ends tomorrow.

Announcing the grace period, the President said Operation Restore Legacy which was launched by the Zimbabwe Defence Forces to usher in a new political dispensation, unearthed serious economic
crimes.

The President said those who fail to return the loot within the stipulated period face prosecution.
“Activities linked to the Operation Restore Legacy have, among other issues, helped to uncover cases where huge amounts of money and other assets were illegally externalised by certain individuals and corporates. Needless to say such malpractice constitutes a serious economic crime against the people of Zimbabwe which the Government of Zimbabwe will never condone,” President Mnangagwa said last November.

Addressing delegates during Zanu-PF conference the following month, the President said he had knowledge of those who had externalised funds.

“I didn’t say that without knowledge. I have a list of who took money out. So in March when the period expires, those who would not have heeded to my moratorium I will name them and shame them,” he said.
The President warned that those who fail to heed his call will be arrested and prosecuted.
In an interview in Davos, Switzerland in January, President Mnangagwa expressed satisfaction that his call on funds and assets return was being heeded.

“I think you are aware that I made a three month moratorium on those who had taken assets of Zimbabwe outside the country, I’m glad to say few days ago I had a brief from my Governor of the Reserve Bank (Dr John Mangudya) that many people who had taken assets outside the country, some have brought back the funds, some are in the process of negotiating,” he said.
The President said it was easy to trace those who externalised the funds.

“Those who have taken funds outside and not come forward, I have the list because the banking fraternity, the financial service sector has been able to give us details on who took out funds and we have that,” said Mnangagwa.

Mnangagwa Flies Off To DRC

President Emmerson Mnangagwa today leaves for the Democratic Republic of Congo (DRC) to meet his counterpart President Joseph Kabila as he resumes his courtesy calls on fellow Heads of State and Government in the region to apprise them of political developments in Zimbabwe that culminated in the resignation of his predecessor Cde Robert Mugabe last November.

Presidential spokesperson Mr George Charamba yesterday said besides the courtesy call, the visit will see the two countries discussing bilateral relations.

“It is a continuation of courtesy calls to the Sadc region. We have been to South Africa, Angola, Namibia, Mozambique and Zambia, now we are off to DRC as part of the courtesy calls,” said Mr Charamba, who is also the Permanent Secretary in the Ministry of Information, Media and Broadcasting Services.

“Within the context of the courtesy call, there will also be bilateral talks.”
President Mnangagwa’s administration has received widespread local, regional and international endorsement with higher expectations that the new political dispensation will deliver robust economic development and reposition Zimbabwe on the global map.

Recently, officials from United States firm and global giant General Electric were in Zimbabwe to explore opportunities in infrastructure, aviation, rail and energy.

White House National Security Council and State Department officials met President Mnangagwa last week to affirm Washington’s keenness to work with Government.

Further, American observers could be on the ground during Zimbabwe’s 2018 harmonised elections, again a first in years.
Since his takeover President Mnangagwa has been preaching peace, unity and his main focus is on economic turnaround.

His Government has expressed its desire to normalise relations with the international community for increased investment and also wants to rope in the Diaspora to participate in national development as Zimbabwe is now open for business. – state media

NUST Students Arrested

STUDENTS at the National University of Science and Technology (Nust) in Bulawayo yesterday “shut down” the institution demanding an end to lecturers strike and commencement of lectures.

The students’ “university shutdown’ forced the Nust management and lecturers to resolve their differences, paving the way for the resumption of lectures today.

The students had spent almost a month without classes after lecturers embarked on an industrial action protesting alleged mismanagement at the institution of higher learning.

Yesterday, students barricaded all the university’s entry points demanding that management and lecturers resolve their impasse.

The students mobilised support for their shutdown through social media messages and by 7AM some of them had closed the university’s gates, denying people access to the campus.

The students also blocked the Bulawayo-Gwanda Highway forcing motorists to use other routes.

Chaos outside Nust attracted anti-riot police who used water cannons to disperse the students.

Bulawayo police spokesperson Inspector Precious Simango said the use of water cannons was a strategy to disperse crowds.

“I’m aware that there was a demonstration at Nust and police had to use water cannons to disperse the students. The use of water cannons is one of the strategies to handle a mob. I’m not aware that some students were arrested in the process,” she said.

Zimbabwe Congress of Students Union (Zicosu) president Mr Tafadzwa Gambiza said close to 50 students were arrested.

“What the police did was out of hand and we cannot condone such behaviour. We always support the Government but we cannot support such brutal acts by the police who probably got a directive to disperse the students from someone. Government should applaud these students for fighting for their birth right. They should deal with the root cause of such actions,” he said.

Nust Student Representative Council president Mr Pablo Chimusoro, who was among the arrested, earlier told The Chronicle that the university shutdown was a plea for action to Nust authorities.

“We are shutting down the university to call for the attention of stakeholders of the institution, be it the Government, administration or parents. We have been disadvantaged for four weeks. We tried communicating with the administration before but no clear action has been taken so we have come to a point of doing whatever that will call for their attention,” said Mr Chimusoro.

The students’ demonstration forced the university’s management and lecturers to seek common ground and lectures are expected to resume this morning.

Nust’s director of marketing and communication Mr Felix Moyo said the students’ demonstration was a result of their frustration after spending weeks without lectures.

“I think it demonstrates an enthusiasm on their part to learn. As far as they are concerned they know that they left their homes, they came to Nust to learn and they were feeling frustrated that they were not fulfilling their mission of coming to Nust. It was a strategy that they used so that they do not waste time,” said Mr Moyo.

He said the university would not victimise the students for expressing their disgruntlement.

“We have discussed the issue with Nusteda leaders and we’ve agreed that Nusteda will terminate their strike immediately. Classes will resume tomorrow morning at 8AM,” said Mr Moyo.

“On our part as management we are going to suspend the circular which was the bone of contention. The circular stated that lecturers should teach three courses but they want to teach two courses per semester. So we will suspend that circular and they will go back to class and teach two courses per semester.”

National University of Science and Technology Educators’ Association (Nusteda) secretary general Mr Blessing Jona confirmed that they had suspended their strike.

He said it was disheartening that students had to take drastic action for authorities to pay attention.

Mr Jona said lecturers were counting on the recent appointment of Professor Mqhele Dlodlo as the university’s Vice Chancellor to address issues bedevilling the university.

“Overcrowding in lecture rooms still exists, we still have a shortage of chemicals in lecture rooms. We are going back to the lecture rooms but our concerns are yet to be resolved. It’s sad that it had to take students to shut down the university for action to be taken. We don’t need a court to decide on the legality of the strike when our issues that are real still exist. A court can make a judgement but it cannot resolve real issues that are at Nust,” he said. – state media

JUNTA LATEST: Beyond the Mirage : The 2018 Election Is No Easy Walk To Freedom

Brian Tamuka Kagoro | The 2018 election is winnable on issues and strategy ,but the opposition must make no assumptions about a clear and easy victory. Historically, all great moments of great oppositional momentum have been thwarted by either violence , out and out rigging or poor judgment on the part of the opposition. At times inattention to detail , naivety and triumpalism have combined to produce what Professor Masipula Sithole called in 2000 ” the margins of terror and error”. In instances where candidates are rigged in or imposed during party primaries or candidates simply don’t put in adequate work to win over constituencies the opposition’s loss is attributable to the margin of error .

Some opposition leaders have wrongly assumed that given the general public discontent and euphoria , it necessarily follows that such sentiments will translate to exercised votes for the opposition. The majority of Zimbabwean voters do not go to rallies and as high as 21% of people who attend rallies are either not registered to vote or if registered , they don’t pitch up to vote on polling days. Some people lack the patience to line up for an hour or more waiting to vote. Others do not know their polling stations and others still assume that given the tide victory for their party or candidate is in the bag . No political party in Zimbabwe has on its register more than 400, 000 paid up and active members . Which means that combined party registers do not add up to one fifth of total registered voters . The shenanigans within political parties and political beauty pageantry amongst leaders within political parties seems oblivious of this fact. The people that vote are outside party structures and these require clear strategic approach and messaging. What issues do these non-party members and non-rally attending people care about ? What moves them from apathy to action? Where do their interests lie ?

In what processes , issues and belifs is their hope? As Zimbabwe approaches the 2018 election we again seem to have a feuding opposition leadership that rhetorically touts victory but seems technically unprepared to win and a Zanu PF exuding false confidence and clearly lacking the structural coherence and necessary cohesion to command a victory . Zanu PF is psychologically not prepared to lose( in my view it should bargain for this high possibility) .MDC leadership – and indeed the whole organised opposition- needs to fully contemplate what a defeat in 2018 could mean in the medium to long-term? I have consistently argued that on paper , the 2018 election is winnable for the opposition.

However , in order to win the united opposition needs to recognize and address the following: First Zanu PF – or elements within it -is likely to use a combination of technology and subtle forms of coercive mobilization to influence the voter choices and overall election outcomes. Zanu PF in 2018 is still as unpopular as it was in 2008 , but it is more divided and less cohesive now than ever before . However , Zanu PF has the coercive arms of State , the chiefs and repressive laws on its side . It now has an army of social media trouls and local journos running a well oiled public relations campaign for their presidential candidate and his wife. Second opposition has not contested current constituency demarcations. Some do not comply fully with constitutional and legislative threshholds (thanks to Murwira). It seems that Harare East , Mt. Pleasant , Harare South , and parts of Kuwadzana , Hatcliff, Chitungwiza become riggable because of their adjacency to farm areas and informal settlements .

Third , internal party drama , schisms and localised authoritarianism leads to top-down decision-making regarding candidate selection . Any imposition of candidates will bleed the opposition vote tally by between 5 to 18% split in votes & between 3 to 12% due to apathy by disenchated supporters of candidates affected by top-down decisions. These percentages are averages from the 2005 MDC split adjusted to accommodate potential impact of independent candidates as well as multiple opposition parties. Fourth it is expected that the new voters(first time ) that overall will be between 30 to 38% of new registrations will make a difference. In order to lead to an opposition victory at least 36% of these new voters must vote for opposition.

Further,of the old or repeat voters at least 76% must vote for opposition to enable a clear win. Fifth ,Overall voter turnout( of registered voters) would have to increase by about 15 to 23% from 2013 overall percentage to between 75 to 83% in order to benefit opposition or lead to an opposition victory . Sixth , in view of subtle forms of intimidation, coercive mobilization and covert forms of physical and psychological violence in rural areas , you may end up with a high voter turnout but in favour of Zanu PF (except perhaps in Mashonaland Central, West & parts of East). As such mobilization in rural areas has to take subtle and very creative forms.

Seventh, given the above uncertainties the combined ( and hopefully united) opposition should aim to increase urban voter turn out in each Constituency by between 18 to 29% from 2008 figures. The treachery of a diminishing urban voter turn out between the years 2000 and 2013 is that it enabled rigging and also singularly corroded the possibility of an opposition victory. The urban voters -whilst blaming rural voters for voting for Mugabe – simply did not show up and by not showing up endorsed both Zanu PF and Mugabe. The question is , will urbanites unwittingly vote Zanu PF back into power through apathy again in 2018 ? Will all of us urban voters become the active citizens we claim to be ? Eighth , the youth and women’s vote will make decisive difference in 2018 election. This will happen as a result of either inspiration, coercion, fraudulent conscription or strategic mobilization. Rallies matter in order to shore up support , but door to door mobilization will be more useful in ensuring that tens of thousands of supporters also become voters. Opposition needs thousands of meticulous volunteers to ensure that nothing is left to chance .

Nine, technical capabilities and capacities( including ICTs based) will be needed to stop vote-rigging or hacking of Biometric system or any other form of manipulation. If biometric system fails or has technical hitches in just 20 constituencies for just about 2 hours , the rest is history. United opposition has to build technical capabilities and capacities to deal with a wide range of Biometric system /technology factors within the next three months . Failure to do this would be akin to scoring 3 own-goals in a cup final. So there is no time for internal feuds if the opposition is serious about winning 2018. Unless they want to lose or have agreed to throw the election to Mnangagwa in exchange for something ? Tenth, ultimately the best form of anti-rigging strategy is to ensure that all poling stations ( whether they are 10, 000 or 22,000 have adequate monitors ,observers & election agents) . These must be well trained and not easily purchaseable.Training party agents in anti-rigging strategies is no walk in the park .

Eleven, any perceptions of regionalism , sexism or ethnic chauvinism will cost the opposition at least 2 to 6% undecided voter confidence in certain regions .Though relatively small these percentages do add up.Twelve, There were 5,874,115 registered voters in 2013.Only 3,480,047 went to vote.A good 2,394,068 registered voters did not vote. This is a massive figure representing three factors , namely : ghost voters ( about 600,000) , complacency and apathy . Total voter turn out was 59.24% in 2013. Mugabe got 2,110,434( 61.09%) votes and Tsvangirai got 1,172,349(34.94%). Ib real terms the vote difference is less than 900,000. These could easily have been made up by the urban voters who did not pitch up to vote. As a result Zanu PF got 160 seats and MDC-T got 49 parliamentary seats. The Margin of Terror ? Five years prior the election was held on the 29 March 2008. The results were announced by the chief electoral officer on 2 May 2008.Total votes: 2 537 240 ;Valid votes: 2 497 265.Registered voters: 5 934 768. The percentage voter turnout was a mere 42.75% .In other words over 3, 397 , 528 registered Zimbabwean voters did not bother to vote in 2008 . The presidential election results were delayed by over 30 days and when finally announced they
showed that Tsvangirai had outpolled Mugabe by 48% to 43%. Simba Makoni had 8% of the vote . Crucially, however, he failed to secure 50% plus one, resulting in the electoral commission declaring a runoff.

The runoff was held on June 27 amid speculation that the additional time was used by Mugabe and the joint operation command – the top brass of the military, police, intelligence and prisons – to plan and launch a spoiling strategy.

A countrywide orgy of violence followed, orchestrated by war veterans, Zanu-PF militia and security force members. Despite fuel shortages, troops were deployed countrywide.

Taking confidence in the army’s support, senior Zanu-PF officials declared that the party would not accept defeat in an election because Zimbabwe had been liberated through war, not the ballot box.
Given the acute food shortages at the time, food aid became another election tool – Zanu-PF controlled distribution and known MDC activists and supporters were denied supplies.
On June 23, Tsvangirai informed the electoral commission that he was withdrawing from the election. He cited violence and the intimidation of MDC supporters, threats of war, the participation of uniformed soldiers in Zanu-PF campaigns, the MDC’s lack of access to the state media, the banning and disruption of MDC meetings and rallies, the disenfranchisement of many voters, the barring of his party from rural areas and the electoral commission’s failure to ensure free and fair polls.

Tsvangirai indicated that 86 people had been killed and 10 000 injured in the violence. About 10 000 homes had been destroyed, displacing many. Tsvangirai feared that given the prevailing political situation there would be war if MDC won the presidential runoff . Indeed Mugabe had categorically stated that power cannot be taken by a pen but by a gun. War veterans aligned to him had reiterated this position throughout the country.
In short , there were alarming levels intimidation, particularly in rural areas. This 2008 – and indeed 2000 , 2002 and 2005- margin of terror has particular resonance for the 2018 election where soldiers ( both serving and recently retired) have a more overt role in Zimbabwean politics. In strategizing it is useful that all pro-democracy forces and actors keep a very sober perspective of the enormity of the task . The loss in 2000 was unfortunate , the losses in 2002 and 2005 were due to inexperience. The victory in 2008 was stolen . 2013 loss was a clear margin of error by a party subsumed in government . A loss in 2018 is not an option for the opposition, it would be catastrophic at three levels , namely : democratic transition , generational mix and overall sustainable development of Zimbabwe.

Madinda Praises Bosso Players Despite Loss To Dembare

Terrence Mawawa Highlanders head coach Madinda Ndlovu has said he
Is happy with the level of competition posed
by his youthful squad after his team finished runners
up in the ZNA Charities Shield.

A youthful Bosso side lost 1-2 to Dembare in yesterday’ s pulsating final at the National Sports Stadium.

Madinda, who was using the tournament to prepare
his charges for the 2018 PSL season was satisfied with the character displayed
by his young team.

“Look, it’s just the
beginning of the project that we have embarked on
as a club. I think for me the project is actually going
in line with our plans. As a point of correction, we
are not rebuilding Highlanders Football Club.”

The coach felt his team matched their rivals pound
for pound but were just unfortunate not to find the
equalizing goal.

“I think the boys matched Dynamos in all areas but
in a game of football one team has to win and the
other has to lose,” Madinda told Chronicle yesterday.

‘Economy Will Not Be Solved By Tanks’

Economy Will Not Be Solved By Tanks, NPP Tells Mnangagwa

Terrence Mawawa, Masvingo
Outspoken National People’ s Party (NPP) Spokesperson, Jeffryson has fired a broadside at President Emmerson Mnangagwa whom he described as a clueless leader.

In a hard- hitting statement released yesterday, Chitando said Mnangagwa had dismally failed to transform the country’ s economy in his first 100 days in office.

“The military government rolled out tanks onto the streets and
we celebrated hoping to experience an economic turnaround.

The naked truth is that we are heading nowhere with this government.

The economy cannot hear the sound of tankers. So we can say the current government is clueless and totally confused,” said Chitando.

Mnangagwa Aide Says Mugabe Is A ‘Sinless Saint’

Terrence Mawawa, Masvingo
Zanu PF Masvingo Provincial Chairperson, Ezra Chadzamira, who erroneously mentioned former President Robert Mugabe’ s name, instead of current President Emmerson Mnangagwa’ s name was at it again at the weekend.

However at weekend Chadzamira was conscious of his utterances.

Speaking at a party rally at Nemamwa Growth Point on Saturday, Chadzamira described Mugabe as a “noble and iconic figure who had been surrounded by criminals.”

“We love the old man because he is our father. Yes we will continue to respect him,” said Chadzamira.

Clemence Makwarimba a senior Zanu PF official said the party’ s Central Committee recalled Mugabe because of his advanced age.

Chigumba Announces Poll Dates Period

The Zimbabwe Electoral Commission (Zec) has said  general elections should be held on any date between July 21 and August 21.

Zec chairperson Priscilla Chigumba said under the constitution, the current president’s term of office expires on August 21, 2018 and according to Section 158 (1)(a) the next general elections should be held on any date between July 21 and August 21 unless Parliament is dissolved in terms of Section 158 (1) (b) or 158 (1) (c) of the Constitution.

President Emmerson Mnangagwa  has said Zimbabwe will hold elections in four to five months, the first vote that does not involve Robert Mugabe since 1980.

“The Commission hereby draws the public’s attention to section 158 (1) (a) of the Constitution of Zimbabwe which outlines that a general election must take place not more than 30 days before the expiry of the five-year period specified in Section 143 of the Constitution.

“Section 143 of the constitution specifies that parliament is elected for  five-year term which runs from the date on which the president elect is sworn in and assumes office in terms of Section 94 (1)(a),” Chigumba said in a statement yesterday.

“However dates for general elections are set by the president by way of proclamation in term of Section 144 of the Constitution.

“After a proclamation of an election date, the nomination courts must sit on a date which is at least 14 days and not more than 21 days after the proclamation date.

“The elections must be held on a day which is at least 30 days and not more than 63 days after the nomination court.

“Whilst the commission awaits the issuance of a proclamation for the 2018 harmonised elections it is seized with the processes of decrypting date from the BVR exercise and preliminary cleaning of data collected during the blitz phases as it awaits the delivery of the de-duplication software.

“After data de-duplication, a provisional voter’s roll will be produced and opened for public inspection before the final roll is printed,” said Chigumba.- Daily News

Umthwakazi Disrupts National Peace Indaba Again

NATIONAL, BUSINESS, BREAKING

By Sydney Barson| Members of the Umthwakazi Republic movement have once again disrupted the National Peace and Reconciliation Commission (NPRC) meeting for Matabeleland North Province in Lupane, Monday.

A similar process was last week disrupted in Bulawayo.

The meeting which was supposed to commence at 10:00 am failed to kick off as bussed and seemingly drunk placard carrying Umthwakazi members went on stage and started singing and toyi-toying chanting anti – Shona tirades demanding that Shona commissioners leave the hall.

Lupane West legislator Martin Khumalo said the movement has unfairly disadvantaged people of Matabeleland North province of their right to participate.

“I am greatly disappointed by these disrespectful youths bent on disturbing an important process meant to raise critical issues and finding ways of healing the wounds of the past.” said Khumalo.

Charles Thomas of Umthwakazi Republic said the planned national healing meeting would not proceed if the Shona speaking commissioners were still present. They argued that the commission is predominantly Shona.

Efforts by Chief Absolom Gumede and Chief Menyezwa to rein the group were in vein.

Catholic priest Reverend Father Marko Mkandla also tried to reason with the group but they insisted the meeting would not proceed as long as the Shona commissioners were in the room.

Commissioner Geoffrey Chada an NPRC member said the commission has a constitutional mandate which it got through a national referendum process and will respect the will of the people.

Said Chada: “We are not giving up, we are only messengers. We have a responsibility to parliament. We are here to listen to issues from the communities. We don’t have answers, answers will come from the communities.”

The mission of the commission is to heal divisions of the past, reconcile communities and create a shared future that binds Zimbabweans together.

The NPRC chaired by retired Justice Selo Maselo Nare who is yet to take oath of office include the following Commissioners, Patience Chiradza, Netty Musanhu, Choice Ndoro, Geoffrey Chada, Charles Masunungure, Leslie Ncube, and Godfrey Chekenyere.

Dokora “Crazy” Curriculum On Way Out

By Paul Nyathi| The Ministry of Primary and Secondary Education is reportedly beginning moves to remove the New Educational Curriculum which was introduced into schools by the former Minister Lazarus Dokora.

Yet to be detailed information released by the Ministry indicates that it has suspended the continuous assessment regime for this year’s examination classes Form 4 and 6.

Under the curriculum described as “crazy” by stakeholders at recent public consultations, learners were going to be involved in continous assessment which was going to contribute 30% of the learner’s final mark at the end of their Ordinary Level and Advanced Level assessments.

The Ministry also announced that they have suspended the whole issue of tasks for school children.

Learners were being bombarded with a lot of work referred to as “tasks” that required a lot of stationery and learning aides much to the fury of parents.

The curriculum was introduced by Dokora in 2014 and has been failing to fully take off as most schools are battling with the financial requirements associated with it.

Teachers were also not given enough training and orientation of the complicated curriculum which Dokora copied from the Middle East.

The Ministry will be giving full details on the changes on the curriculum in due course and ZimEye.com will provide the details as the become available.

Welshman Ncube Calls For Grace Mugabe Arrest

Welshman Ncube’s opposition MDC has called for the arrest of former first lady Grace Mugabe for fraudulently obtaining a doctorate that she apparently received within months.

This comes after Zimbabwean anti-corruption investigators have said the ongoing probe into the alleged academic fraud at the UZ that has seen the arrest of UZ vice chancellor Levy Nyagura and a probe into UZ lecturer Claude Mararike will not lead to the arrest of Grace.

During his court hearing, Nyagura was accused of approving Grace’s application without the knowledge and recommendations of the departmental board and faculty of higher degrees committee in violation of UZ quality assurance guidelines and benchmark.

Nyagura has been remanded to March 5 on $200 bail.

The MDC said it “applauds his arrest.”

Grace Mugabe, a ferociously ambitious politician and chief contributor to the downfall of her 94-year-old husband, was awarded a PhD by the University of Zimbabwe in 2014.

It is alleged Grace had not actually studied or undertaken research to earn the doctorate and that she had been handed her a diploma just months after enrolling.

PhDs typically require several years of full-time research and writing.

“As MDC, it is our conviction that the real culprit here is Grace .

“We believe she initiated the whole embarrassing academic scandal. In our view Grace is accused number one,” Kurauone Chihwayi, the MDC national spokesperson, said.

Goodson Nguni, lead investigator at the Zimbabwe Anti Corruption Commission, has been quoted in news wires claiming that Zacc’s probe would not lead to the arrest of Grace.

“There is no evidence to probe Grace. Grace is not a University of Zimbabwe official; she does not know the rules of how people are granted PhDs.

“We are investigating those people who knew the regulations and who fraudulently did whatever they did,” Nguni said.

“If you go to a company on the internet called Pacific University, they award PhDs after small examinations which are not recognised by anybody.

“If someone decides to go and buy a degree from them, they cannot be charged for that.

“So we are not probing Grace, we are probing those university authorities who violated university regulations.”

The MDC said it has “grave misgivings” as to the handling of the scandal which it said has tarnished the integrity of Zimbabwe’s education system.

Chihwayi said the failure to arrest Grace makes a mockery of President Emmerson Mnangagwa’s vow that he has zero tolerance on any form of corruption.

“For him to be taken seriously the president must walk the talk and relevant anti-corruption units in his government must act and retour the country’s proud academic history. This habit of selective application of justice should immediately stop,” Chihwayi said.

“Now we learn with great shock that Zacc is wasting tax-payers’ money and resources on an  investigation into Grace’s PHD supervisor, professor Claude Mararike, with a view to check if he possessed the requisite qualifications for the job.

“We feel these developments on the ground point to a Zacc that cannot exhibit fair play and casts doubt on the genuineness of the anti-corruption unit in stamping out corruption.

“We are demanding the arrest of Grace as this will prove to the nation that no one is above the law. “

Grace dropped out of a correspondence course at the University of London after failing most of the exams with marks as low as seven percent.

The MDC called on Mnangagwa to “immediately dissolve Zacc and appoint competent and non-compromised people who will diligently carry out their mandate without fear or favour.” – Daily News

Hungwe, City Fathers Clash Over Mucheke River Siltation

Terrence Mawawa, Masvingo
Masvingo State Minister, Josaya Dunira Hungwe is blocking Masvingo City Council officials from probing a case in which a government Minister’s irrigation project is causing siltation in Mucheke River.

Deputy Agriculture Minister, Davies Marapira’ s irrigation system is interfering with the city council’ s water works but efforts by the local authority to take corrective action have been blocked by Hungwe.

Masvingo City Mayor, Councillor Hubert Fidze last week said he was aware of the negative impact of Marapira’ s project on the city’ s water system.

“We do not expect such level of negligence from a senior government official,” said Fidze.

He however would not comment on Hungwe’ s involvement in the whole issue.

However officials in the city council’ s engineering department said Hungwe was blocking their efforts to rectify the matter.

Oxygen Runs Out In Zim Hospitals

The country’s public hospitals, which have been struggling to stock drugs and replace antiquated equipment, have been hit by shortages of  oxygen gas which last Friday forced Harare Children’s Hospital to suspend normal services.

Health and Child Care minister David Parirenyatwa confirmed the shortages yesterday and said government was actively working to have the crucial medical gas in hospitals very soon.

In medical parlance, oxygen is a gas required in every healthcare setting, and is used for resuscitation and inhalation therapy among a variety of other uses which include providing life support for artificially-ventilated patients and aiding cardiovascular stability.

The shortage of oxygen comes as doctors are battling to contain the outbreak of bronchiolitis which has seen a surge in the number of children seeking treatment.

According to doctors, Harare Central Hospital Children’s section on Friday ran out of oxygen, leaving children who had severe cases stranded.

“There is a shortage of oxygen at Harare Children’s Hospital and the situation has been made worse because there is an outbreak of bronchiolitis which is affecting children.

“Now the predicament here is that a lot of oxygen is required in its treatment and we have forwarded the concern with internal authorities but at the moment, we are not yet sure if and how the situation is going to be managed,” said a paediatrician speaking on condition of anonymity.

Parirenyatwa told the Daily News that government was working to have the oxygen available at the hospitals but bemoaned the foreign currency shortages and lack of innovation to produce the oxygen locally.

Zimbabwe does not manufacture the oxygen and relies solely on imports.

“We are aware there are challenges in terms of oxygen in the country. I am aware this is an issue that is being actively worked upon.  It is a major issue (none availability of oxygen) in most of our hospitals.

“It is a recurring problem due to importation hiccups. We have to have services restored very soon as government is actively working on this issue.

“We need to have our own way of innovating and not importing so that we can make our own oxygen in the country. This is something that the new dispensation will look at,” Parirenyatwa told the Daily News.

President Emmerson Mnangagwa government’s has so far not been able to end the myriad problems affecting the public health institutions.

Apart from having to replace old equipment, most State hospitals and pharmacies are struggling to stock drugs due to poor planning and failure to access foreign currency from the Reserve Bank of Zimbabwe (RBZ) for the importation of critical medicines.

Zimbabwe is relying on foreign imports for its drugs, equipment and hospital consumables and imports over $400 million worth of basic drugs each year.

The importation of drugs and essential medicines has been further worsened by the troubles at the country’s biggest pharmaceutical company — CAPS Holdings — which used to satisfy 75 percent of the country’s market.

Last year, most hospitals struggled to stock critical drugs and vaccines.

Thousands of newly-born babies faced significant health risks after the Bacillus Calmette-Guérin (BCG) vaccine, which prevents infants from contracting tuberculosis (TB), was temporarily in short supply.

Newly-born babies are vaccinated with BCG to prevent them from contracting TB, which is listed among the top six infant killers in the country.

In 2016, major referral hospitals also had to suspend many services as a result of the shortage of drugs, including painkillers — exposing how much things had fallen apart in the country since the early 2000s.

United Bulawayo Hospitals (UBH) and Harare Central Hospital were among the major health facilities that had to suspend normal services as a result of drug shortages, including pethidine — a synthetic compound used as a painkiller, especially for women in labour and during caesarean operations.

And Binga District Hospital, which is situated in one of Zimbabwe’s poorest regions, was also forced to scale back its services as a result of water and electricity shortages.- Daily News

LATEST – Mwonzora Says We Can Also Rig Elections Like ZANU PF

By Staff Reporter| MDC Secretary General Douglas Mwonzora has said the opposition also rigs elections the same way ZANU PF does.

Mwonzora was speaking during a parliamentary hearing on Justice, Legal and Parliamentary Affairs. Said Mwonzora, “and I want to say madam Chairperson of ZEC and of the portfolio committee, I want to say to everyone who is here, I know this is multiparty, gone are the days when we thought it was only the ruling party which is capable of rigging elections. We saw in Malawi, in Nigeria that the opposition can also cheat in elections. So we in the opposition are capable of cheating, you in the ruling party are capable of cheating, so let’s make rules so that we don’t cheat each other.”

Mwonzora also fingered ZANU PF which he said has engineered the printing of ballot papers from KGVI barracks. VIDEO:

MDC Alliance Coalition Partner Disbands, Joins ZANU PF

ZANU Ndonga leadership

By Paul Nyathi

One of the seven opposition parties in the MDC Alliance coalition has officially disbanded and resolved to join the ruling ZANU PF party.

ZANU (Ndonga) announced today that it is ceasing existing as a political party and incorporating itself into ZANU PF with immediate effect.

The decision to dissolve as a party was endorsed by the opposition party’s executive members at a meeting held in Harare today.

Speaking to journalists after the meeting, party President Wilson Khumbula said the opposition party is now fully joining ZANU PF.

Khumbula said that the decision is a confirmation of a 2015 resolution which was made to join ZANU PF but was disturbed by the factional fights in ZANU PF at that time.

“I call upon all former Zanu (Ndonga) members to adhere to our decision pthat the party ZANU (Ndonga) dissolved in February 2015 and joined ZANU PF to become one party following the final round of negotiations with the representatives of ZANU PF led by Hon Dr Win BJ Mlambo. The decision to join Zanu PF was downplayed by the G40 cabal which teamed up with Manicaland provincial executive…..our members were denied entry into ZANU PF which saw some of our members enticed to other parties,” said Khumbula.

“Now because the G40 cabal was brought to book, I call upon again to all ZANU (Ndonga) members to come back to ZANU PF. We have agreed with the leadership of the new dispensation led by His Excellency Cde Emmerson Dambudzo Mnangagwa that all our members are very much welcome into the party since we started together in 1963 as one party,” Khumbula added.

The party has been part of the MDC Alliance coalition against a background of massive resistance from MDC-T members who felt that the party was not adding value to the lead opposition party in its quest to win the elections this year.

The party which has a large following in Manicaland especially amongst the Ndau people of Chipinge was allocated one seat in the MDC Alliance coalition.

MDC-T senior members recently called on their new President Nelson Chamisa to remove four of the MDC Alliance partners from the coalition including ZANU Ndonga.

Comment could not immediately be obtained from the MDC Alliance leadership.

We Don’t Take Orders From Mnangagwa: Hospital Workers

Terrence Mawawa, Masvingo
Workers at Masvingo Provincial Hospital have defied the First Lady Auxillia Mnangagwa’ s call to scrap maternal fees.

Defiant workers at the biggest hospital in Masvingo have said saying they are unaware of call to scrap maternal fees despite Mrs Mnangagwa’ s visit to the health centre two weeks ago.

As a result expecting mothers have been forced to deliver at their respective homes due to the prohibitive maternal fees.

“As long as we have not received the communication in writing, I am afraid we will not be in a position to assist.

Is Mrs Mnangagwa a government official? So we cannot take verbal instructions from her,” said an admistrator who declined to be named.

Masvingo Provincial Medical Director, Amadeus Shamhu could not be reached for a comment.

Govt Donates Coffins To Families Of Victims Shot Dead By ZRP Cops

By Farai D Hove| The Zimbabwean government has donated a coffin each to the families of victims killed by the Zimbabwe Republic Police on Thursday night during the violence that saw Passengers Association President Tafadzwa Goliat being assaulted by riot police.

The police boss, Godwin Matanga says the deceased were shot by police officers who were defending themselves after clashes between the police and commuters following a ban on commuter omnibuses from entering the central business district.

Police Commissioner General Godwin Matanga spoke a day after the violent incident.

The three who died include newspaper sales agent, Nhamo Zephenia, Anatoria Kaseke a vendor, and another unnamed person.

Matanga did not mention what was going to happen to the police officers responsible for the shooting.

Zephania’s son Ronald was quoted by the Daily News saying, the police assisted us with $200 and Doves provided a coffin and chairs.

“At the moment we are hurting and I am not in a position to share much until we have sat down with the family and agreed on a way forward.”

National Vendors Union Zimbabwe (Navuz) chairperson, Sten Zvorwadza, present at the burial of Kaseke complained saying, “the only way to bring closure to the highest level of addressing this open wound right now‚ is for the government not to make piecemeal donations but to fully compensate the families of those whose lives they cut short.

“At the time she was murdered, she was pregnant but the police never took care to save either the mother or the baby and this is why the family believes their family member was innocent and she was murdered.”

Meanwhile, in an earlier interview Goliati claimed that in fact 3 people were killed by police.

“There were two guys, and also a woman, a vendor,” Mr Tafadzwa Goliati said.

He added saying the three were shot dead. LISTEN TO THE FULL INTERVIEW BELOW

Mnangagwa Will Not Beat Chamisa, Jonathan Moyo Says President Out-Numbered By 40 Generation

60% of Zimbabwe’s 2018 Voters Are Nelson Chamisa Age Mates

By Staff Reporter| The Zimbabwe Electoral Commission says 60% of total voters are 40 years and below.

MDC leader Nelson Chamisa is 40 years old while his opponent, Emmerson Mnangagwa is 75 years old. Analysts say age and an outcry for generational renewal could be the deciding factor in elections than anything else this year.

Justice Priscilla Chigumba said, “about 60 percent of our people who registered to vote are aged between 18 and 40. It means this is a vote of young people.”

Her statement comes as Zimbabwe prepares for the upcoming 2018 elections which is Emmerson Mnangagwa’s first ever election as outgoing head of state.

The former ZANU PF Chairman Temba Mliswa said Mnangagwa’s must party must wake up and appoint their own youth to leadership so to upstage Chamisa.

Another analyst, the former ZANU PF core strategist, Prof Jonathan Moyo wrote saying, “#GENERATION40 is a #demographic & not a #political group. A demographic group is a section of the population. As such, #G40 permeates the full spectrum of the political divide. So, 2018 is UNDOUBTEDLY a huge #G40 election!”

Mthwakazians disrupt another NPRC hearing

By Paul Nyathi| Initial reports from Lupane in Matabeleland North indicate that the provincial National Peace and Reconciliation Commission stakeholders consultation meeting has been forced to end prematurely by picketing Mthwakazi Kingdom proponents.

Mnangagwa In World Cup Cricket Breakthrough

President Emmerson Mnangagwa has had a Cricket World Cup breakthrough.

Zimbabwe under Mnangagwa is to host the 2018 Cricket World Cup qualifier matches next month.

Speaking aside preparations, Mnangagwa said the hosting by Zimbabwe is testimony that the country is now taking its rightful place in the universal family of nations.

President Mnangagwa made the remarks when he officially launched the 2018 International Cricket Council (ICC) Cricket World Cup qualifier sporting showcase at a dinner held for the participating 10 teams in Harare Sunday night.

From the 4th to the 25th of March the spotlight will be on Zimbabwe as the country play host to nine international countries which are vying for the two slots left for qualification to the 2019 Cricket World Cup.

The prestigious tournament is being held just three months after the country entered a new political era and President Mnangagwa is optimistic the goodwill that will be generated by the country from hosting the sporting event is invaluable.

“The hosting of these qualifiers by Zimbabwe comes at the most opportune time following a peaceful political transition in our country which has ushered in a renewed sense of optimism and has been marked by a process of engaging and re-engaging with the international community in our quest to take our place in the global family of nations…Zimbabwe is open for business,” he said.

The tournament was initially slated for Bangladesh but the decision was rescinded when it became apparent that the south Asian country was close to automatic qualification.

Zimbabwe was among three countries that expressed an interest to host together with the United Arab Emirates and a joint bid from Ireland and Scotland and Zimbabwe eventually won the bid.

President Mnangagwa acknowledged the economic gains that can be derived from hosting of such major sporting events and urged the participating teams to observe good sportsmanship.

“We are optimistic that the hosting of such an event will help in improving the image of our country and create business for our tourism and hospitality sector,” added President Mnangagwa.

Zimbabwe has adopted realistic policies and strategies that are aimed at promoting sport as an essential part of the education curriculum.

Mnangagwa also invited foreign and domestic investors to venture into sporting related infrastructure and implored other sporting disciplines in the country to pursue junior development programmes.

The Zimbabwe Cricket, the ICC and the Ministry of Sport, Arts and Recreation have introduced a cricket development programme that is targeting boys and girls aged 13 and under.

The two vice presidents Retired General Constantino Chiwenga and Kembo Mohadi, government ministers, Minister of State for Harare province, international cricket players and stakeholders from the sporting fraternity graced the opening dinner.

President Mnangagwa noted government’s thrust is to ensure that school children are exposed to a variety of sporting disciplines.

The President urged the participating teams to be good ambassadors for Zimbabwe when they return to their countries and to desist from engaging in vices like match fixing, bribery and cheating saying such ills dent the image of sport in general and also demoralise deserving sportspersons. – state media

How I Rescued Mnangagwa

It  is midnight in a glamorous well-kept office building in the heart of a bright treading estate-like area. It could be anywhere — Zurich, Manchester, London, Bogota.

But it is Pretoria, South Africa. A man sits comfortably waiting for his next meeting. An interview which shall be prying and a marathon. The first time he will speak about a very dramatic event that has occurred in his life which has changed his standing forever.

A vicious businessman who is a go-getter, his warmer, calmer softer side — as the hues on his midnight pink tie he is wearing — was called into action most recently as he had to open his doors to host one of Zimbabwe’s exiles.

The fugitive is now Zimbabwean President Emmerson Mnangagwa. The host, who hosted the “felon”, is Gwanda-born South Africa-based businessman Mr Justice Maphosa.

Until he was put in the spotlight by ED, as the President is called, and thanked publicly for having played host to him, Maphosa was an unassuming person who would rather have played business than politics until he was called upon to help.

He has never recounted his story to the media. But in an exclusive two-day marathon event, he opened up shedding important light into the two-week period that he hosted ED in the warmth, safety and comfort of his own house. But why did he do it? Endangering his own family, his business and heaven knows who or what else?

“If I didn’t, then who would?” he responded.
“I got the call and I had to answer it. I feel that God put me in that spot and I was supposed to answer the calling that God had given me,” said the practising Christian Maphosa. He is known for hosting the hugely successful Gwanda Gospel Music Festival and many other philanthropic events that he answers when his God calls upon his name.

“If I couldn’t answer the call to help a fellow Zimbabwean then what sort of person would I be? Actually, I did not do this. I did not host the President. In fact, God positioned me to be in the right time to receive that call at the right time and our President to make it to me at the right time. I was given the right tools to help and that is how it happened,” he said.

While many would go onto the summit of the mountain and shout that they are owed the gift of life no less by a sitting president, Maphosa is modest and had to be dragged out of a hole by the President for his story to be known as the hand of help in  exile.

Maphosa remembers when he got the call. Having followed events unfold from November 6 when erstwhile president Robert Gabriel Mugabe ejected Cde Mnangagwa from the office of Vice President, ED went into self-imposed exile after receiving word that his life was in danger. The fired VP had left the country with one of his sons, Emmerson Junior.

“I received the call from Emmerson. They were in the middle of nowhere and needed help. He said to me father is seeking refuge. I did not think twice. I answered the call,” he said.
Armed with his well-organised network, Maphosa safely had President Mnangagwa and his son in his household, having answered the lone call from the wilderness by someone in need.

Much as the biblical Joseph had been sold off by his own into a foreign land and needed refuge, Maphosa’s home was that place of refuge when he was needed the most.
While he always tells his wife and best friend, Vanessa, about almost everything, the high security nature of this operation meant that he couldn’t even repeat word that ED was headed to his homestead. Not even to himself!

In a marathon interview, his wife, a dainty sharp, elegant and motherly woman, recounted her shock at the man she saw at her doorstep.

“It came as a surprise to me, although I had been following the whole story,” she said.
But harbouring a Zimbabwean fugitive from the State didn’t scare them for their own sake. In typical Maphosa family tradition, they were more worried about the person they were hosting rather than the security of their own family.

“It was quite scary (hosting him) because had anything happened to him while we were hosting him it would look like something that we had planned maybe,” says Mrs Maphosa reminiscing.

However, if they thought they were supposed to fete their guest, the Maphosas got a pleasant surprise.

Despite being a president-in-waiting as Zimbabwe was going topsy-turvy, he did not come across as a powerful person amongst them. Quite the contrary.

“He was very humble. Much like a father figure. As a person who doesn’t have a (living) father myself I felt close to him and he came across as a father figure. We bonded well and far from the scary superhuman picture we have of leadership, he in fact was an amazing father, educating me during our days together,” says Maphosa.

The humble guest also proved to be very modest and down to earth with his choice of preferred foods. Maphosa and his new found father would eat together and use their hands to eat, much like a long-lost father meeting his long lost  son.

“His favourite was goat meat. We would have pap (sadza) and goat meat and use our hands just like an ordinary family. He would tell stories and we would giggle as any family would. I learnt a lot from his time with me as a son and as a person,” says Maphosa.
And after rumours in Zimbabwe of him having been poisoned, there is something that is interesting with Maphosa’s reminiscence. After having been wary of all the food he had to consume, ED was happy to eat up and work up an appetite at the home of his host and “son” knowing he was safe and loved.

And he ate heartily. “He’s not a man from Mars. He and I would eat a lot. We would eat our meal then go for seconds. And thirds. And fourths!” says Maphosa his face lighting up with glints and sparkles of fond reminiscence.

But much as the guest was happy and safe, there were days, Maphosa recounts, when he would be lost in his own thoughts. Pondering. Wilting inside.
Dying  slowly.

Maphosa knew what it was. A worry and contemplation of where the rest of his family was. Whether they were safe. Whether they would ever meet. Exile is not a university module whose length is known. And while we now know that it lasted not too long, in the midst of that day, that hour, no one knew what the future held.

“I love my wife and family. If anyone took them away from me for a day without me knowing how things would pan out I would die. He is a loving family man and I was at the receiving end of that love as a son would be loved. So I know he yearned for that love and safety for his family and I understood why he would often be withdrawn,” said Maphosa.

And yet the Maphosas did everything to turn this “monarch of democracy” into a civilian like everyone else. The solution?

“We even took him for some Burger King. It was the first time for me to eat Burger King with him because we wanted to introduce him to our everyday norms here in South Africa,” says Maphosa.

Little did they know that he would leave the Burger King and assume the “throne” in Zimbabwe, to also reign above his kith and kin and offer a new hope for Zimbabweans under a new leadership structure.

While he hosted the President, Maphosa did the unthinkable and it strengthened their relationship. He challenged his host on the governance of Zimbabwe and some of the things his Government and by default, he too, were responsible for before the turn of events. The response was magical.

“When I called him out on those things relating to investment and where Government policy had gone wrong, he smiled. He listened. Didn’t argue. And then he asked me to advise him on where they had gone wrong, asking that we the young business elite should educate them when they go wrong. He said to me ‘we are not perfect and we do not know it all, continue to guide us’ and I said wow. I was humbled. He is s good listener,” recounts Maphosa.

He was the people’s voice to Mnangagwa and Mnangagwa listened.
“Not many leaders have that humility to listen to someone small like me,” he says.
And all that time his guest would wear slippers and regular pants and yawn and smile and play with the kids like a normal grandfather and father. ED was human.

There was the inevitable “Asante sana” moment. Where the guest had to say thank you and goodbye to his hosts. The President was called upon by his party to return to Zimbabwe and assume authority at the helm and back to Zimbabwe he had to travel.

“I was touched because I had made a father. But I was happy to release him because I knew Zimbabwe had gained a father figure from my loss. I love Zimbabwe and I want these things like this office that I built here to have been in Zimbabwe at least. I would always want to develop my country ahead of another so we are not happy here. And because there was someone coming into leadership who understood us meant that I knew Zimbabwe was rising, thanks to my letting this man go,” says Maphosa.

The room dies. Goes quiet. The sound of the air conditioner breathing slowly into the room and perhaps our heartbeats are all that can be heard. He is caught in that moment again. In the silence you can almost hear his heart break. Here was a man who had made a father, a friend, a leader whom he had painted onto his heart who he was suddenly expected to let go of.

Suddenly he smiles;
“I haven’t told you anything of the whole story. It is a story that belongs to two people. Me and him. He will tell you the rest of his story. You are the journalists and you should go to Harare and seek him out. He will tell you some of the personal things I cannot reveal about his stay,” says Maphosa.

I am numb. I don’t have the President on speed dial and certainly knocking on a door at State House may not be that simple. Still there is hope because Maphosa promises that story will come soon.

“Apart from that though, you can read the whole story soon. The President and I are planning on writing a book about that,” he says. I heave a sigh of relief.
Finally, the rest of the story shall be told and the nation will know.

Maphosa acknowledges that he may not be popular today because of what he did but he did what every “normal” Zimbabwean would have done. “I know people will try to smear me but my conscience is clear and I am happy to have helped the President,” he says
“If Robert Junior or Chatunga had called requesting the same for erstwhile President Mugabe would you have helped?”

“Yes”, he answers emphatically. “It is our duty to help our kith and kin – as Zimbabweans – regardless of our differences. We are all Zimbabweans. We are brothers and sisters!” he said.

A few days later, I get a farewell call from the gentle giant that is Maphosa. I am at OR Tambo headed for Robert Mugabe International Airport and the call comes through the liaison who has been babysitting me through my interview process, Mthokozisi Ndlovu, erroneously called Mtokozisi by our Registrar-General.

“I would like us to do dinner when I land in Harare,” a pleasant voice says. I oblige. Perhaps there he will tell me the rest of the story and the father-son bits in greater detail. Perhaps not.

Either way, it is evident that this man was the best person given the task of looking after ED when everyone else closed their doors on him.

Back in Harare, I ask a crucial question that I had omitted and dangerously so. It could be the difference between apocalypse and world peace.

“Did you offer the President ice-cream when he was in South Africa and did he eat it?”
Maphosa responds, I imagine with his trademark glint in the eye;

“We had ice-cream for dessert with the President several times. He eats ice-cream!” he says.

So that settles it! That’s the alpha and omega of that story! – state media

First Lady Warns Women, Stop Using Bedroom Juju To Please Your Husbands

By Paul Nyathi| The First Lady Auxillia Mnangagwa has warned women against using sex enhancing herbs in or on their privates to please their husbands, saying it was one of the reasons why cases of cervical cancer were on the increase in the country.

Addressing hundreds of people attending the eighth leg of her national cancer awareness campaign in Marondera, Mashonaland East province, on Saturday, the First Lady urged men to be content with their wives and desist from extramarital affairs.

She strongly urged women not to resort to unhealthy ways to lure their husbands back into their beds.

Her remarks followed a comment from one of the women who suggested that some women were using herbs to please their partners sexually.

“You should not use those herbs because they are one reason why cases of cervical cancer are on the increase in Zimbabwe, but also, on the other hand, men should also desist from extramarital affairs,” said Amai Mnangagwa.

The First Lady, who had an opportunity to witness treatment of early signs of cervical cancer (lesions) — a process known as cryotherapy – at Marondera General Hospital, urged women to embrace screening services for early detection and initiation of treatment.

She said the services are free hence people should take advantage of the process so that no one dies of cancer because it is treatable if detected early.

“The bus that you are seeing here is not a passenger bus, it does not even have seats. It is actually a mobile clinic. I urge you to make use of it,” she said. – state media

AU Blow For Mugabe

In a major blow to former president Robert Mugabe and his followers, it has emerged that the high-level African Union (AU) mission that met him at his palatial Borrowdale mansion last week did not take him seriously when he moaned to them that he was being ill-treated by President Emmerson Mnangagwa’s administration.

Well-placed sources at the mission, led by chairperson of the AU Commission Moussa Faki Mahammat, was “scornful” of Mugabe’s complaints to them – a sentiment that they immediately conveyed to senior government officials soon after their meeting with the 94-year-old.

Mugabe yesterday opened up about his ouster last year by the army, disclosing for the first time that some people were allegedly killed and others tortured as the 94-year-old politician piled up pressure on his successor, President Emmerson Mnangagwa.

Mugabe told close relatives and friends at a private birthday party at his Harare mansion, known as Blue Roof, that the army chose to side with Mnangagwa in what was essentially a Zanu-PF dispute.

He disclosed that Mnangagwa had called him yesterday requesting that they meet urgently to discuss his situation but the deposed Zanu-PF leader vowed to tell it as it is. This will be the first meeting between the two since Mugabe’s ouster.

Before narrating events leading to the dramatic military takeover on November 15 and his life after leaving office, Mugabe asked “the weak” to leave the venue as he was about to give graphic details of the fierce power struggles.- daily news

IN PICTURES: Mnangagwa Called As Women Protest In Open Rain

President Emmerson Mnangagwa was yesterday blamed as well as called upon, as Hwange Colliery women continued their 1 month long protest in the rain. The women are the wives of Hwange workers and they can be seen in pictures braving up against nature in their civic action for their families’ plight. Wrote the Zimbabwe Congress Of Trade Unions(ZCTU), “Day 29 and it’s raining but the demonstrating Hwange women are still out in the open fighting for their dignity. Workers want to decide 2018 Elections. What is your position on this issue?,” they asked on their Twitter portal.  PICTURES:

Mugabe Threatens To “Tell The Truth About Chiwenga’s Coup!” – Not About Looting Or Gukurahundi

Wilbert Mukori

By Wilbert Mukori| The trouble with tyrants is that after decades of bombarding the people with lies and propaganda nonsense, they start to believe in their own lies and nonsense. After 37 years of gross mismanagement and rampant corruption that has reduced ¾ of our people into paupers living on US$ 1.00 or less a day whilst he siphoned billions of dollars to amass a fortune for himself and a few cronies. Mugabe has blame the poverty on “West’s illegal sanctions!” and thus absolve himself and his regime of any responsibility. The sanctions were targeted on him and his cronies but clearly had no ill effect except, according to his wield logic, on the very people not on the sanctions list.

Mugabe and his regime has used all manner of dirty tricks and violence including beatings, rape and murder to rig the elections and stay in power. Over 30 000 innocent Zimbabweans have been murdered to establish and retain his de facto one-party cum one-man dictatorship. To hear him talk about the November 2017 coup that deposed him one is left confused and perplexed.

“I will tell them the truth that what you did was illegal. You abused the people, beat up people,” Mugabe told the small group of people who attended his birthday party. (A small affair compared to the hundreds of thousands strong who had become the norm on such occasions.)

“I know you were told not to talk about this, but I will say it because it is the truth. People were injured, some were killed. They came here with bruises; some with their heads injured, and told us that some of them had been killed. I will tell them the truth.”

Here is the man who presided over the Gukurahundi massacre in which 20 000 innocent civilians, main PF Zapu supporters were for no other reasons than to clear the deck for the de facto one-party dictatorship. Mugabe, grudgingly it must be said, admitted the genocide after years but only to dismiss it as “a moment of madness!”

The greatest number of those murdered during the coup is five and yet Mugabe was reportedly warning “the weak to leave the venue as he was about to give graphic details of the fierce power struggles”. He had 20 000 murdered and it was a “a moment of madness” soon forgotten and yet he is forced to give up power and the world must be stunned into silence to hear the details.

The tyrant reportedly complained to AU Commission Chairman Moussa Faki Mahamat that his wife Grace “cries daily” because the family has been deprived of their material benefits. ¾ of our people live in abject poverty and his regime has denied the majority of the people their freedom, human rights and dignity and all that has never even registered in his consciousness.

“Because we had a misunderstanding with one of my vice-presidents, Emmerson, the army with Chiwenga decided to take out tanks into the streets,” continued Mugabe.

“This is not what we fought for. We did not fight for people to be threatened like what happened, it’s sad.

“I asked, ‘are we in a war period, why go to war against your own people? Why do that? Because of power!’”

One of these fine days when those who stage the November 2017 coup are themselves booted out of office to allow for a truly democratic government born out of free, fair and credible elections to emerge; the real truth of the last 38 years of Zanu PF rule will finally be told.

The single most important truth people like Mugabe and his cronies must be told is povo are human beings too worthy of the freedom, human rights including the right to a free and meaningful say in the governance of Zimbabwe and the right to life itself. And what better way to make sure that these political thugs understood that fundamental truth that making sure they are charged, tried, convicted and punished for all the corruption that left millions of our people impoverished and for all human rights violations that striped povo their humanity and hope! – zsdemocrats.blogspot.co.uk

Tsvangirai Supporters Wanted To Kill Me And Khupe 3 Times At Burial – Mwonzora

MDC-T secretary general Mr Douglas Mwonzora has made sensational claims that there were three attempts to kill him and the party’s co-vice president Dr Thokozani Khupe through arson at the burial of party leader Mr Morgan Tsvangirai in Buhera last week.

He said the life of the party’s organising secretary Mr Abednico Bhebhe was also in danger at the highly charged funeral.

Although it was reported earlier that rowdy MDC youths attempted to torch a hut in which Khupe, Mwonzora and Bhebhe had sought refuge at Mr Tsvangirai’s funeral, Mr Mwonzora tells for the state media that the intention was to kill them.

His remarks followed a revelation by Khupe last week that she was thoroughly bashed at the same funeral by people who were praising her rival, co-vice president Nelson Chamisa.

Mwonzora said the mastermind of the unfortunate incident must be brought to book.

He also scoffed at claims by Chamisa that he was the party’s presidential candidate in the forthcoming elections saying the position was still up for grabs.

Commenting on the failed arson yesterday, Mwonzora said: “if a person attempts three times to burn a hut occupied by human beings who they were violently pursuing, that is hardly an attempt to spare their lives.

They attempted three times to burn a hut in which vice president Khupe, myself and Hon  Bhebhe had sought refuge.

“A team led by the party’s secretary for security Mr Giles Mutsekwa has been set up to investigate the matter. We are told we are going to be interviewed and I will give evidence of what I know transpired. Whoever is the mastermind must be brought to book. I am told the police is also investigating the matter and this matter should be pursued with the seriousness it deserves.”

Asked who was going to represent the party in the forthcoming elections, Mr Mwonzora said:

“We are going to have a candidate soon. There were proposals made at a consultative held last Friday but they were subject to endorsement by the national council or congress.

“The congress or council can select anyone and the law is very clear on what should be done. I haven’t changed my position regarding what the MDC constitution says in the event of the death of the president, especially clause 9:2.1.1.”

Clause 9:2.1.1 of the MDC-T constitution provides that in the event of the death of the president, the deputy president assumes the role of acting president pending the holding an extraordinary congress within a year.

MDC-T deputy spokeswoman Ms Thabitha Khumalo rubbished Mr Mwonzora’s arson claims and that the party had no presidential candidate.

“There is nothing like that. Why didn’t they go and report to the police and why are they making those claims now? These people are just trying to gain political mileage.

“With regards to presidential candidate, we have (Mr) Chamisa who was endorsed by the national council to act for the next 12 months, a period which also covers election time.”- state media

War Vets Attack Mugabe, Demand November 18 Be National Holiday

Zimbabwe National Liberation War Veterans’ Association (ZNLWVA) secretary general, Victor Matemadanda, says November 18 should be declared a public holiday to celebrate the gains of Operation Restore Legacy, which ushered in a new political dispensation.

Addressing hundreds of war veterans, collaborators, widows of the war veterans and their children as well as Zanu-PF Matabeleland North members at the party’s provincial offices here yesterday, Matemadanda said plans were underway to hold nationwide victory celebrations.

He rebuked former President Robert Mugabe for criticising the new dispensation saying he (Mugabe) was dreaming to think that his rule could be restored. Matemadanda said:

“Mugabe will always do that because he thinks he is better than anyone else and represents the whole electorate who he thinks can vote for his wife. He is very old and we can forgive him for his age.”

He said Mugabe was a ruler who just like [Rhodesian Prime Minister] Ian Smith “lived in a mansion and made decisions without consulting and punished people for mistakes” while President Mnangagwa is a team player who is always with the people and makes informed decisions.

He implored Zanu-PF not to make similar mistakes.

Matemadanda, who is also secretary for war veterans in the Zanu-PF Politburo said Operation Restore Legacy would not have been a success if Zimbabweans had not been united for a national cause.

“Some people are calling for a return of Mugabe alleging he loved them better than the way President Mnangagwa does but I want to say it’s foolish to think that Mugabe will come back to rule, that’s just a show of desperation from comrades who don’t have orientation,” said Cde Matemadanda.

“When we as the war veterans association made a resolution to remove Mugabe, the same was adopted by Zanu-PF. We knew we could be killed for saying all the Grace Mugabe nonsense but would we have been paid for our lives? NO. We were sacrificing ourselves because of the orientation we had.

“We fought for this legacy and we want to thank Zimbabweans from across the political and racial divide for supporting this national cause. We propose that 18 November be declared a national purpose day to thank people of Zimbabwe who joined in the march in saying Mugabe must go regardless of race, political affiliation and tribe.”

Matemadanda said he and “some generals” who he didn’t name, would have been killed by elements from the G40 cabal that had captured Cde Mugabe through his wife, if people had not joined in the call for him to go. He added that the new political dispensation was grateful to the people of Zimbabwe for also facilitating President Mnangagwa’s return from exile after his brief expulsion from Zanu-PF.

“As the SG for the war veterans association, I will invite all Zimbabweans to a celebration party where no slogans will be chanted to thank people for the job they did. It’s the people of Zimbabwe who also facilitated the return of the President from exile,” said Cde Matemadanda.

He said some people were being paid to discredit the new political dispensation hence the war veterans association was given the mandate to spearhead the campaign for President Mnangagwa and the party’s landslide victory in the upcoming elections.

Matemadanda said Zanu-PF was weak without war veterans, which is why it lost the Norton seat to an independent candidate, Mr Themba Mliswa.

He added that his visit to the province was  aimed at deploying the ex-combatants into the party’s grassroots to mobilise members as well as vie for positions.

“I have come for deployment and you should go back and explain to the people the reason why we say this Zanu-PF party is King Lobengula and Mbuya Nehanda’s party.

“When we talk of restoring legacy we are talking about restoring the African respect that was stolen by colonisers,” he added.- state media

Trigger Happy Soldier Must Pay Family $40 000

The family of three women in Bulawayo’s New Magwegwe suburb who were recently fatally shot by a soldier who later turned the gun on himself in a suicide attempt, is demanding $40 000 as compensation for the killings, lobola and pain caused to them.

Initially the family had demanded $12 000 for funeral expenses. Carlos Tinashe Chapeyema (23), who is based in Gweru and attached to the Zimbabwe National Army Infantry Battalion Brigade in Battlefields, Kwekwe, allegedly fired about 20 shots, killing his wife, her two siblings and injuring his 18-month- old daughter before shooting himself in an alleged suicide attempt following an infidelity row. The Chapeyemas managed to pay part of the money before burial.

A relative who spoke on condition of anonymity, said part of the initial demand was paid and families had agreed on a payment plan for the remaining balance.

“The family of the deceased women demanded a total of $40 000, including the initial $12 000 that was demanded before burial. The demanded money covers lobola and compensation for the killings. The Chapeyemas have paid about $5 000 and nine beasts, which am not sure how they were valued,” said the relative.

“A payment plan of not less than $200 per month was agreed on. We are glad the families are in good books and all went well at the burial of the victims and negotiation meetings.”

Chapeyema and his daughter Tlowi Chapeyema, whom he shot once on the leg, are still admitted to Mpilo Central Hospital. His wife, Ashley Phiri (21) and her siblings, Nkosivumile Ncube (16) and Rita Nkomo (23) died on the spot. The incident occurred in the early hours of February 1. Mpilo Central Hospital Clinical Director Dr Solwayo Ngwenya said the father and daughter’s conditions had greatly improved.

“Chapeyema is stable now and had a speedy recovery although he is still undergoing specialist treatment for some serious injuries that he had incurred. His daughter is stable and fully recovered now. Doctors are contemplating on discharging her now,” he said.

A relative to the deceased women, Ms Idah Mutasa, said to be taking care of Tlowi in hospital, declined to comment on the compensations. She said she has been confined to hospital since day one of the shooting incident and is not aware of what was agreed between the families. “I have been in hospital since the day of the incident, hence, can’t comment on any other details. The baby is doing fine now,” she said.

Members of the bereaved family refused to comment. Chapeyema, who is facing murder and attempted murder charges, was on Friday further remanded in custody in absentia to March 2. He initially appeared before Bulawayo magistrate Mr Franklin Mkhwananzi during a court conducted at his bedside at Mpilo Central Hospital. Chapeyema allegedly went to his wife’s house armed with an AK 47 assault rifle, which was loaded with a magazine of 20 rounds.

He was arrested at the scene and the weapon used in committing the alleged offences was also recovered. The couple lived in Mutare but the accused person’s wife is alleged to have returned to her parents, accusing Chapeyema of physically abusing her.- state media

Student Teacher Arrested For Raping Minor

A student teacher at Luveve High School in Bulawayo has been taken to court for allegedly raping a 12-year -old girl he met along a footpath.

Mxolisi Mbambo (23) from Emakhandeni suburb appeared in court last Friday facing a rape charge. He pleaded not guilty before Bulawayo regional magistrate, Mrs Sibongile Msipa-Marondedze, and was remanded out of custody to Wednesday for continuation of trial.

Prosecuting, Mr Robin Mukura, said the accused allegedly raped the minor at his home on December 8 last year.

Mbambo, who was with a friend whose name was not mentioned in court, is said to have met the minor along a footpath in the area and asked her to accompany them to Mahadebe Beer Garden. “While at the beer garden, Mbambo put on a condom and asked the minor to lie down but she refused. The three then left the beergarden and Mbambo’s friend went his way,” said Mr Mukura.

The court heard how Mbambo then took the minor to his house and allegedly raped her.

“The minor screamed for help and he (Mbambo) told her to get out of his house,” said the prosecutor.

The child reportedly went home the following day and her grandmother asked where she had slept and she narrated that Mbambo had allegedly raped her.

The matter was reported to the police leading to Mbambo’s arrest.- state media

FIFA Sends Auditors

World football governing body Fifa has reminded its member associations that it will be sending a team of experts to conduct an on-site audit of how funds from the Forward Programme were used.

Fifa deputy secretary-general (football) Zvonimir Boban said following respective decisions of the Fifa development committee and Fifa audit and compliance committee, the central review will be performed at all member associations and as a result, the submission of the local Fifa programme audit is not required. However, each member association is still required to submit the statutory audit reporting package.

According to Fifa, the 2017 central review will take place over two stages; the first being the submission of advance information to Fifa, which includes the contact details (name, position, email address, phone number) of the most senior member of the administration responsible for financial management.

This information was expected to be submitted by Thursday last week to facilitate scheduling of the on-site visit.

“Fifa kindly requests all member associations to submit the following reporting information before 28 February 2018: Scanned copy of the completed and signed reporting forms 3 and 4, scanned copy of the confirmation letter completed by the bank at which the separate Fifa Forward bank account(s) is/are held, scanned copy of the Fifa Forward Programme bank account statements for all 12 months inclusive from 1 January 2017 to 31 December 2017. Where there is more than one separate bank account, please include statements for all those in operation, reconciliation of any differences between form 4 and the bank statements, if required, accounting records available for Fifa Forward Programme Fund disbursements for the period 1 January 2017 to 31 December 20,” wrote Boban.

“The second stage of the 2017 central review process will be the on-site visit of an independent third-party auditor to your member association. The purpose of this visit is to verify the advance reporting information submitted and assess your member association’s compliance with the Fifa Forward regulations in the use of funds received during the year. A provisional list of procedures to be performed on-site is included. The expected duration of the on-site visit is two to three days and will begin in March 2018. You will be contacted shortly to arrange a date that is suitable to your schedule. Fifa kindly requests that the most senior staff member responsible for the financial management of your member association be fully available to the central review team for the duration of the on-site visit. Upon conclusion of the on-site visit, where weaknesses have been identified, the central review team will agree an action plan with your member association to address these weaknesses. Following up on this action plan will take place remotely in the months following completion of the on-site review.”- state media

Swiping Machines For Byo Residents

Bulawayo residents will soon swipe for their commuter omnibus fares as transport associations are finalising a deal with a local bank — Steward Bank — that will see the financial institution providing tailor-made point of sale machines ideal for small transactions.

Officials said a meeting is pencilled in for tomorrow that will see the parties involved thrashing out modalities and the new development could be in place by end of this week.

So far, transport associations that are part of the deal are the Bulawayo United Public Transporters’ Association (Bupta) and Tshova Mubaiwa.

Speaking to Sunday News, Bupta administration director Mr Albert Ncube said they have partnered with Steward Bank which will provide the machines.

“Now it is too early to comment on its introduction because we are not yet certain on whether it will be successful. However, we are trying to work out something with Steward Bank and we might have something concrete on Monday, after our meeting,” he said.

Mr Ncube said their aim was to have an open system of doing business, where everyone with or without cash is accommodated.

“The reason why we are moving towards this way of making transactions is because we want to make sure that our customers can easily board our vehicles even if they don’t have cash with them. We don’t want a situation where our customers fail to board our vehicles because their money is in the bank,” he said.

This comes after Steward Bank launched Kwenga, a portable Point of Sale (POS) machine meant for small business which may not be able to buy the traditional POS machines. The Kwenga device has no charges for payments less than a $1, which makes it ideal for people such as vendors and commuter omnibuses. Kwenga also allows users to swipe into EcoCash.

Tshova Mubaiwa marketing director Mr Ndaba Mabunda said the Kwenga device was a welcome initiative which will make their dreams come true as they have always wanted to introduce swipe facilities in their businesses.

“We have already done a trial run with some of our 12 commuter omnibuses and it has proved successful. At the moment, we have engaged Steward Bank and very soon we will be launching it on a large scale because it improves our margins,” he said.

Some taxis have already introduced swiping machines and ecocash to facilitate easy payments. The Government has also reduced bank charges for swiping to improve the use of plastic money.- state media

Robert Mugabe Junior Makes It

Former president Robert Mugabe’s son Tinotenda Robert Junior, who has traded the basketball court to join the lucrative fashion industry, says his parents do not want him to have it easy in his new line of business and that he has to learn all the ropes within the industry.

The 26-year-old who is currently based in South Africa, told a South African radio station Massiv Metro on the Thembi Takeover Show hosted by Thembi Seete that fashion design was his passion, inspired by his mother, Grace.

Tinotenda as he referred to himself throughout the interview, launched clothes from his line in December although he had hinted on it in November, just around the time his father was being kicked out of office.

The clothes label dubbed xGx is a high end label, which so far includes T-shirts and tracksuit like gear for both male and female.

Tinotenda launched the line with his business partner Salem.

“I ended up thinking I don’t want to play basketball forever, I want to create. And with my architecture background, fashion design is easy for me. So when I told my parents they said go on let’s see.

“They, however, want me to go through the process of building the business, they don’t want me to have it easy, they can easily set up a shop or shops for me but they don’t want me to have it easy. They want me to learn.

“I have always wanted to create, design and then in December I finally said this is it. Most of my influence, I was inspired by my mother. My mom is my inspiration.”

He told the presenter he has not yet been able to dress his parents but was hoping to do so.

Robert Junior who has always been a “headache” for his parents, together with his younger brother Chatunga was hopeful that his parents were proud of the way he was setting up his business.

“I hope they are proud of me, I think they are,” he said.

“The name (Mugabe) comes with a lot of expectations. There was a lot of pressure when my father used to be the president, anything you did would be criticised. They still try though, let them keep trying.

“When I was in Dubai it taught me to just do it, show people and you will get to where you want to get to.”

He described his clothing line as a high end with a mixture of African flavour and said he was happy with the way it was being received in Zimbabwe.

“I am from kwaZvimba I want to bring that flavour. We strive for perfection for our clothes. This is what God put us on earth to do.

“People in Zimbabwe who want the clothes can get to order on WhatsApp, we will be launching an online store.”

Robert Junior recently expanded his fashion line xGx to include a version of track suits which seem to have received a lot of interest among women.

According to Robert, the products which cost between $165 and $180 for a set have been well received as some of the pieces got sold.

While the operation is based in South Africa, Robert responded to questions on his Facebook saying they delivered worldwide and took all forms of payment used in Zimbabwe.

People who inquired seemed to be more interested in becoming part of his crew and whether they will become part of the crew, if they buy and whether they will get a picture with him.

Robert Junior promised to fulfil both wishes saying: “tenga uone! I will deliver ndirini (buy and see and see I will personally deliver.”

It seems fashion runs in their blood. His mother is a designer of sorts.

The former first lady designed the Zanu PF fabric which was launched at the party’s annual conference in Masvingo last year.

The former first lady, who earned the nickname “Gucci Grace” because of her expensive fashion tastes, has always prided herself as a designer and fashionista, with her husband bragging that she even makes her own clothes.

In a People of the South interview with South African Dali Tambo, Mugabe refuted claims that Grace was a shopaholic.

“She doesn’t do that kind of shopping; she will buy fabrics and have them sown.

“She designs them herself. You can see they are quite decorated, she wants them very colourful,” Mugabe told Tambo in the interview.

Robert Jnr and Chatunga have also launched a promotions company called TripLife Entertainment at Harem Night Club in Johannesburg, South Africa.

Drama As Transport Bosses Are Held At Gun Point

Executives of a Bulawayo commuter omnibus association, Tshova Mubaiwa, were last Monday allegedly held hostage by an armed businessman, who accused them of trying to sabotage his business, after the association impounded his vehicle for not possessing requisite documentation to operate under the organisation’s banner.

Detectives from the Homicide Department had to be called in to defuse the situation, after the businessman, Elvis Batsira allegedly hit back by reportedly hiring two commuter omnibuses to ferry thugs to instill fear in security personnel at the Tshova-Mubaiwa offices housed in Belmont industrial area.

Bulawayo provincial police spokesperson Inspector Precious Simango confirmed the incident, saying the businessman was arrested and fined.

“Batsira bought a kombi from a person that was part of Tshova-Mubaiwa Association but did not have proper papers nor did he follow the association’s protocol. His kombi was caught during a Tshova-Mubaiwa blitz meant to rid the association of all vehicles that do not follow protocol, or operate under their banner without paperwork,” said Insp Simango.

She said Batsira was arrested but was later released after paying a fine.
“He was charged with conduct likely to provoke the breach of peace,” said Insp Simango.
However, one of the victims of the hostage incident, which reportedly lasted well over an hour, said they were afraid of Batsira.

“It was quite a terrifying scenario. It was around 5pm on Monday when we were driving into the yard to knock off from work. As we were about to enter the gate a speeding vehicle cut us off and blocked our way. It was a green ML Mercedes Benz; we thought we were being hijacked because the vehicle was being accompanied by two other kombis that were full of thugs. They were shouting and cursing. Soon after that Batsira got out of his car and started shouting and threatening,” said the victim who requested anonymity.

He went on to allege that Batsira threatened to sue them if they did not release the kombi, before getting into a near-scuffle with one of the personnel from Tshova-Mubaiwa.

“Before we realised that he was armed he kept threatening us. He kept lifting his shirt to show that he was armed and that is when we decided to call the police. Within a few minutes, police from Donnington had arrived and they also had to call the Homicide Department to disarm him,” said the victim.-Sunday News

Mugabe Refuses To Go Another Day Set For Bob

By Paul Nyathi |Fresh from an unclear and unceremonious Robert Mugabe National Youth Day, Zimbabweans are are set for yet another holiday, the Robert Mugabe National Purpose Day.

Proposed to government by the Zimbabwe National Liberation War Veterans Association (ZNLWVA) the day is set to commemorate the day hundreds of thousands of Zimbabweans took to the streets demanding for former President Robert Mugabe’s removal from office.

The proposal was announced by the association’s secretary general Victor Matemadanda at a meeting with former freedom fighters held at the Zanu PF provincial headquarters in Lupane.

“If the holiday is endorsed by the relevant authorities, the 18th November holiday will be known as the “National Purpose Day,” since the public came out in numbers regardless of their political affiliation with a common purpose to support a national cause,” said Matemadanda.

According to Matemadanda, the holiday will provide the current leadership of President Emerson Mnangagwa with an opportunity to thank the people of Zimbabwe for sending a strong message that they had had enough of the previous administration.

“We will ask the people and say what should we do now? The leader you chose is here. He will be there to thank them and they will say whether they still want him to remain president. So we will hear what the people will say,” he explained.

JUNTA LATEST: Win Elections Chamisa Told

Mukori speaks

Wilbert Mukori  | “At church…I’m so excited and empowered to know that God assures me that no weapon fashioned against me shall prevail. I thank the Sunday Mail for the free advert thru their false & malicious headline. Without doubt we are forming the next government because #Godisinit!!” Twittered Nelson Chamisa, MDC-T’s new Acting President.

This is just plan foolish and grandstanding posturing the nation have come to expect from our corrupt, incompetent and greedy political leaders from both side of the political divide.

Only an arrogant idiot would evoke the name of God Almighty in vain! MDC has been at the heart of Zimbabwe politics for nearly 20 years now and the nearest the party has ever come to forming the government was during the GNU. If one was to follow Chamisa’s naïve and simplistic logic the party failed to form the government because God was NOT in it!

There are many occasions when political power was within MDC’s grasp; the Lord had opened opportunity for the nation to end the Zanu PF dictatorship, to the religiously inclined; Chamisa and his friends wasted every one of these opportunities. The best chance by a long mile was during 2008 to 2013 GNU.

In the 2008 elections when Zanu PF instructed ZEC to cook up the vote count of the March vote to overturn Tsvangirai’s 73% victory to a mere 47% to force a run-off. It took six weeks to announce the fraudulent result because ZEC had to revisit each and every Polling Station to destroy the evidence of the true vote count for fear the result should be challenged in a Court of Law.

In the June 2008 run-off, Zanu PF deployed party thugs, war veterans and members from Army, Police and CIO to harass, intimidate, beat, rape and even murder innocent Zimbabweans. “Zanu PF has declared war on the people!” said Tsvangirai, when he announced his withdrawal from the race. The wanton violence was to punish the voters for having reject Mugabe and Zanu PF in the March vote and coerce them to vote for Mugabe in the run-off. It worked, Mugabe’s vote jumped from the misery 27% in March to a landslide 84%!

Not even SADC and AU election observers, who had turned a blind eye to Zanu PF vote rigging in the past, would endorse Mugabe’s victory as a free, fair and credible elections. SADC forced Mugabe and Zanu PF to sign the Global Political Agreement (GPA) agreeing to the implementation of the raft of democratic reforms designed to end Zanu PF’s dictatorial control of ZEC, Police, Army and all the other State Institutions and restore all the people’s freedoms and human rights including the right to free, fair and credible elections.

The GPA agreed to the formation of the Government of National Unity (GNU), comprising Zanu PF and the two MDC factions. The GNU was tasked to implement the reforms and SADC was the guarantor of the agreement. The task of implementing the reforms fall to MDC naturally since they were the democrats and not Zanu PF, the dictatorial tyrants. It is a matter of historic record that SADC leaders did reminded MDC leaders, repeatedly, to implement the reforms during the GNU.

MDC leaders failed to implement even one democratic reform in five years of the GNU. Not one! Robert Mugabe bribed Morgan Tsvangirai and his MDC friends with the trapping of high office, they were like cockroaches in a milk trap, they gorged themselves and forgot the reforms. Chamisa was one of the MDC ministers and he had his share of the ministerial limo, generous salary and allowances, world travel, etc., etc. He has bought many houses and amassed more wealth in those GNU years than many of his contemporaries will ever earn in a life time!

“Mazivanhu eMDC adzidza kudya anyerere!” (MDC people have learnt to enjoy the gravy train benefits and not rock the boat!) Boasted Zanu PF cronies during the GNU, in reply to why MDC leaders were not implementing the reforms.

With no democratic reforms in place, it was obvious Zanu PF would rig the 2013 elections. SADC leaders warned MDC leaders not to take part in the election, but the warning was ignored. MDC lost the 2013 elections because the elections were rigged but, more significantly, because MDC had failed to implement the reforms to stop vote rigging. MDC lost the 2013 elections because the party leaders are incompetent, corrupt and sold-out big time on reforms – God had no hand in all that!

Since the rigged July 2013 election, still not even one reform has been implemented. SADC leaders’ advice not to contest the election without implementing the reforms is more poignant this year than in 2013. It is insane to keep contesting elections that are so flawed and illegal, as was so graphically demonstrated during the 2008 elections, it is impossible to win. If Zanu PF can turn 73% to 47%, use wanton violence to boast their vote, etc., etc. it is impossible to see how the party can ever be defeated. The only reason MDC leaders have insisted in contesting the elections, regardless of the process being blatant fraudulent and illegal, is greed.

“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the elections,” admitted Senator David Coltart in his recent book.

“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”

Nelson Chamisa told an MDC Alliance rally in Mutare two weeks ago that the party has devised “stringent measures” to stop Zanu PF rigging elections. If the party was so clever, then why did it not use the same measure to stop the blatant vote rigging in 2013? This is just the latest feeble excuse to justify why is contest the elections with nothing done to stop the vote rigging.

The only effective measure to stop Zanu PF rigging elections is for the country to implement the reforms.

Many a battle have been lost unnecessarily because time, effort and money that should have gone into preparing for the fighting battle was wasted celebrating the victory not yet won!

“Without doubt we are forming the next government!” boasted Chamisa.

Yes, the pompous one; you can start forming the next government but first win the rigged elections; a feat you have singularly and foolishly failed to accomplish so far.

Zimbabwe cannot afford yet another rigged election born out of MDC’s arrogance, betrayal and blithering incompetence. If the elections are rigged then you, the pompous one, and you friends must explain to the nation why you dragged the nation into this flawed election, ignoring the warning that the elections will be rigged.

CHIHURI GONE: ZRP Cops Cornered Over Violence

Hardly a day after apologising for the killings of innocent people during Thursday’s protests over the kombi ban and illegal vending in the city, police were yesterday back in the public spotlight after they were accused of severely assaulting and torturing suspects in their custody.

Four men — accused of stoning Harare Central Police Station during the confrontation in the capital — gave a chilling account of how they were savagely beaten by police officers leading to one of their co-accused being admitted at hospital with serious injuries.

The four Gibson Kataruware, 38, Denis Kondo, 29, Prince Beni, 23, and Emmanuel Muzariri, 22, appeared before Harare magistrate Nomsa Sabarauta charged with public violence yesterday.

Thursday’s fierce clashes between police and kombi crews as well as vendors were sparked by an ill-advised ban on commuter omnibuses and informal traders operating in the Central Business District (CBD).

Government has blamed the Harare City Council for the ban although Local Government minister July Moyo, who shifted blame to the local municipality late Thursday, had in January warned that he would descend on kombis and informal traders with the help of the military.

Daily News vendor, Nhamo Zepheniah, was one of two people killed by police on Thursday as he made his way home.

During their initial court appearance at the Harare Magistrate’s Court yesterday‚ the four men  alleged they endured various forms of torture, including beatings with a variety of instruments which included batons, booted feet, wooden planks, and falanga (beatings on the bottom of the feet).

As a result, they had soft-tissue injuries, concussions, severe bruising and lacerations.

“The first accused person is battling for his life in hospital as we speak and the rest of the accused persons will state that they were brutally assaulted by arresting details with clenched fists and unknown objects.

“Kataruware’s right ear is no longer functional and he sustained visible baton scars on his back and buttocks. As we speak, Kondo is bleeding on one of his legs and up to now the accused persons are still wondering why they were subjected to such gross inhuman treatment,” the group’s lawyer Bothwell Ndlovu said.

Muzariri had a deep fresh cut with clotted blood on his forehead sustained during the attack.

Ndlovu said his clients had been denied access to medical attention in breach of provisions of the Constitution.

Prosecutor Idah Maromo advised the court that bail was opposed.

Their bail application will be heard tomorrow before magistrate Rumbidzayi Mugwagwa.

According to State papers, on February 23, constables Makumikre, Mhundwa, Mpofu and Chisango were on duty at Harare Central Police Station manning the pedestrians’ gate.

The court heard that Agogo, Kataruware, Kondo, Beni, Muzariri and their accomplices, who are still at large, gathered at Harare Central charge office singing and tried to force their way in.

It was alleged that they also influenced passers-by to join in the melee.

Agogo allegedly forced his way through the police cordon into the station but was barred from entering the charge office by police officers who were manning it.

The court heard that Agogo reportedly picked stones from a flower bed and threw them at police officers, consequently shattering windows at the charge office main entrance.

Agogo was apprehended but his accomplices continued to throw stones into the offices and at a parked Land Rover Defender vehicle which belonged to the Police Reaction Group.

Katuruwari, Kondo, Beni and Muzariri were later apprehended after a police chase. The State intends to bring stones that were collected after the incident as evidence in court.

The total value of damage is yet to be established.

Police Commissioner-General Godwin Matanga told journalists on Friday that three police officers were seriously injured and three police cars were badly damaged in violent clashes that followed the shooting.

He also regretted the shootings and apologised for the loss of lives as a result, promising a full-scale investigation into what triggered the incidents.- Daily News

Terrence Mawawa |Angry residents of Accra, Ghana have planted plantains in potholes in the middle of the roads to protest at the failure by authorities to refurbish roads.

Strike Looms At Local Hospital After Auxillia Mnangagwa Visit

Terrence Mawawa |Doctors and nurses at Harare Hospital are mulling industrial action following what they have described as poor working conditions.

Despite the First Lady Auxillia Mnangagwa’ s visit to the country’s major health institutions, doctors and nurses at the big government hospital are accusing the Ministry of Health and Child Care of ignoring their plight.

Impeccable sources told ZimEye.com on Friday a meeting was held on Thursday to discuss the poor working conditions at the hospital.

“We have a number of grievances such as paltry allowances and poor working conditions.

Unless these grievances are addressed we will put our tools down,” said a senior nurse at the hospital.

Charamba’s Tsvangira Fix

Terrence Mawawa | The Secretary for Media, Information and Broadcasting Service and Presidential Spokesperson George Charamba is trapped in a political and social pitfall, a government controlled weekly publication has revealed.

Charamba was on record blasting the late MDC leader Morgan Tsvangirai whom he described as an agent of white imperialists in 2018.

Surprisingly last week Charamba passionately described the late former Prime Minister as an icon of democracy.

“He(Tsvangirai) contributed immensely towards the struggle for democracy,” claimed Charamba.

According to a government controlled weekly paper, Charamba is related to Acting MDC President- the latter is his son-in -law.

Charamba is trapped between patriotism and nepotism, according to government sources.

Jerera Bombing Incident Tops National Peace And Reconciliation Masvingo Agenda- MDC

Terrence Mawawa, Masvingo |The Jerera Petrol Bomb incident is a matter of concern that needs immediate attention from the National Peace and Reconciliation Commission, an MDC official has said.

MDC Secretary for Welfare, Masvingo Urban Constituency, Philip Mugabe last week said the party would press the commission to address the matter.

“Kindly note that the National Peace and Reconciliation Commission consultative meeting for Masvingo Province is scheduled for the 2nd of March at Great Zim University Law School.

You are kindly requested to attend and invite youth organisations to the meeting.

We want the commission to address the Jerera Petrol Bomb incident as a matter of urgency,” said Mugabe.

Three MDC supporters died after the party office was petrol bombed by soldiers and Zanu PF supporters ahead of the bloody 2008 Presidential Election Rerun.

“I’ll Fix The Health System” – Mangoma

Terrence Mawawa, Masvingo | Coalition of Democrats(CODE) Presidential Candidate, Elton Mangoma has a lasting solution to the country’ s health woes, a member of the coalition has said.

“Due to the increasing number of expecting mothers in the Rujeko and Mucheke Suburbs in Masvingo, the CODE government is set to construct maternity wards at Runyararo and Rujeko Clinics.

Maternity wards will promote accessibility to maternal health and safe motherhood.

This will help to decongest Mazorodze Clinic.

Mazorodze Clinic is sometimes congested since it is the only health centre with a maternal wing in Mucheke.

The project will also help in promoting and enhancing antenatal and postnatal care ,thereby reducing infant mortality and morbidity rates.

We do not want a situation whereby mothers give birth at homes due to lack of health facilities.

EXPOSED BHORA MUSANGO: Plot To Destroy Chamisa From Within

By Paul Nyathi |Reports from within the Nelson Chamisa led opposition MDC-T indicate that a conspiracy to make sure that he heavily loses this year’s presidential election is being schemed by some members of the party who are opposed to the young politician’s leadership, ZimEye can exclusively reveal.

Reliable sources within the party’s Bulawayo provincial structures revealed to ZimEye.com that private meetings are being held with some senior party officials scheming a huge election loss for Chamisa.

The sources indicated that the plan at hand is that all the members who have been against Chamisa urgently reconcile under his leadership and scheme his downfall from within the party.

The members are said to have agreed that falling out of the party will not help their cause as they will easily be outnumbered and so would be best to remain within the party structures and influence for a Chamisa loss.

Several members of the party especially from the Matabeleland region, led by insurgent Deputy President Thokozani Khuphe have been against the assumption of the MDC-T leadership by Chamisa following the death of former President Morgan Tsvangirai.

Of major rift with Chamisa, the members claim that Chamisa unconstitutionally elevated himself to the leadership of the party against Thokozani Khuphe. The members claim Khuphe was eliminated from the race on tribal and gender basis.

Some have been against the MDC-T going into the MDC Alliance coalition claiming that the alliance adds no value to the party.

Reports have since emerged from the party that want out senior members Core Vice President Elias Mudzuri, National Spokesperson Obert Gutu, National Chairman Lovemore Moyo and Khuphe are beginning to try and foster working relations with Chamisa.

Gutu who had already resigned from the party through an ambiguous social media message reversed his resignation claiming that he did not resign from the party but was misquoted.

Asked how the members were going to execute their “bhora musango” scheme, the members refused to divulge.

“I’m Ready To Meet Chamisa” – Khupe

MDC-T presidential claimant and co-vice-president Dr Thokozani Khupe said she is ready to meet her rival to the throne, Advocate Nelson Chamisa to find common ground while a senior official warned that if the beleagured party did not arrest incidents of violence and use of tribalism to rise to positions they risk losing all the seats in Matabeleland in the forthcoming elections.

Dr Khupe rubbished the meeting called by Adv Chamisa on Friday allegedly to endorse him saying such meetings were purely consultative and do not make decisions that were binding.

She, however, hinted that it was too early for people to start touting for another split as she was pursuing internal remedies that she felt were not being reciprocated by enough commitment from the other party members.

In an interview yesterday, her personal assistant Mr Witness Dube said the co-vice president was eager to have a meeting with Adv Chamisa to discuss sticking issues with a view of finding each other before decisions were taken on the way forward.

He stressed the need for her safety to be guaranteed and for a venue to be considered, ruling out Harvest House (the party’s headquarters) saying it had become the pot from where violence against perceived and imagined political enemies was brewed.

“The possibility is there that the two may find common ground. They are not enemies but there are disagreements in terms of principles and values of the party that have to be ironed out. Dr Khupe is therefore pursuing internal remedies which include meeting with Adv Chamisa to find common ground. Let’s not rule out the prospects of them finding each other because what unites them is stronger than what separates them. The feeling is that the power grab that happened following the death of Mr Tsvangirai complicated things in the party and those are the things that will be up for discussion if the meeting succeeds,” said Mr Dube.

He added that it was wrong for anyone in the party to insinuate that Dr Khupe last attended party meetings eight months ago as it was not factual.

“Dr Khupe has been attending meetings. She even went to Adv Chamisa’s Chambers on 13 February a day before the president died. There is a difference between alliance meetings and party meetings.

“She has been quite consistent in her stance on the political alliance. She has unequivocally said she sees no value in it but strategic faults and president Tsvangirai had said he would want to hear her out but unfortunately he passed on before they resolved the alliance impasse and that was why she had approached Adv Chamisa,” said Mr Dube.

A senior party member in a seperate interview on Friday said Zimbabweans should not take lightly the Buhera incident where a group of MDC-T youths calling themselves the Vanguard attacked Dr Khupe, secretary-general Mr Douglas Mwonzora and organising secretary Mr Abednigo Bhebhe.

The youths also wanted to set fire to the hut that the trio had sought refuge in.

“It is unfortunate that Chamisa supporters are using systematic intimidation to harass fellow party members. I was pained to learn that during the attack on Dr Khupe there were a lot of tribal undertones. It is very primitive to use ethnicity to win positions. Look just across the Limpopo River, Cyril Ramaphosa is now President of South Africa despite the fact that he is from the so-called minority Venda tribe while in Rwanda Paul Kagame despite coming from another so-called minority Tutsi is the President and has done well.

“It is time for Zimbabweans to discard leaders who want to rise to power through archaic ways such as tribalism,” said the official.

The official claimed by harassing Dr Khupe, structures in Matabeleland provinces were angry and envisaged a situation where it would be difficult for Mr Chamisa to hold meetings in the region.- state media

“Grace Is Young But They Took Tanks To Fight Her”, Mugabe Blows Open On Coup Attack

Ray Nkosi | President Robert Mugabe has spoken for the first time revealing sensational details of what happened last November when he was ousted from power by the military junta working with his former deputy Emmerson Mnangagwa.

Mugabe tells guests at his birthday party held at the ‘blue roof’ residence that Grace his wife is just a “young girl” yet they took tanks to fight her, the former Head of State also speaks on the furore surrounding his wife’s PHD saying even if they took it she will remain “Mrs Mugabe.”

The local Standard paper reports Mugabe saying, “This girl here, my wife, is no longer a member of Zanu PF, so what legacy are you talking about? Why fear this girl (pointing at Grace)? She is just young, but they took the tanks to fight her,” Mugabe said before breaking into laughter.

“When Mnangagwa called, I addressed him as president and he said no, ‘don’t address me as president, call me by my first name, Emmerson’. I said no you are the president, this is what you are. “Isn’t this what you wanted?” (Laughs).

He then pleaded with me and I said ‘anyway, I will call you ED since this is what newspapers call you.’” He said the new administration was persecuting Grace by charging people linked to the awarding of her alleged fake Doctor of Philosophy (PhD) degree.

“They are busy fighting the degree which we all helped her achieve,” Mugabe said. “Even if you were to withdraw the degree, does it change anything? She will remain Mai Mugabe. That will not change.”

Mugabe said during the standoff with the military last November, Chiwenga tried to reconcile him with Mnangagwa to no avail.

“Let me give credit to Chiwenga, he tried to have me engage Mnangagwa, but [Mnangagwa] said, ‘the people have spoken’, I am quoting what he said.

“Which people? MDC people? What about those not in Harare? So today the people we must listen to are opposition supporters? What happened to congress? “They now want to work with me for elections, can they be trusted again?

Ohh, can our people trust them again? Can our people vote for such a Zanu PF, a Zanu PF which shredded the constitution? I don’t know.

“What are we going to tell them? Are they going to convince them that this is what we did? “Speak the truth that people died, that people were intimidated by the gun? I don’t know.”
Mugabe said Zanu PF’s chances of winning this year’s elections were slim following the military takeover.

Dembare Lift ZNA Charity Shield

Terrence Mawawa | Harare Giants Dynamos have won the Zimbabwe National Army Charity Shield after beating their arch rivals Highlanders FC 2-1 at the National Sports Stadium today.

Dembare started the match on a positive note and they nosed ahead following an own goal by Highlanders skipper Honest Moyo.

Bosso were jittery in defence leaving gaps in their rearguard in the process.

In the second half Dynamos doubled their lead through the enterprising Kudzanai Demhere, the youngster whose solitary goal sank Caps United in the semi final clash at the same venue last week.

Bosso however reduced the arrears but it was too late to stage a comeback.

Highlanders head coach Madinda Ndlovu has congratulated Dembare for the victory while Lloyd Mutasa has remained modest despite the win.

Mugabe’s Mnangagwa Explosive, Says Junta Killed And Tortured

Former president Robert Mugabe yesterday opened up about his ouster last year by the army, disclosing for the first time that some people were allegedly killed and others tortured as the 94-year-old politician piled up pressure on his successor, President Emmerson Mnangagwa.

Mugabe told close relatives and friends at a private birthday party at his Harare mansion, known as Blue Roof, that the army chose to side with Mnangagwa in what was essentially a Zanu PF dispute.
He disclosed that Mnangagwa had called him yesterday requesting that they meet urgently to discuss his situation but the deposed Zanu PF leader vowed to tell it as it is. This will be the first meeting between the two since Mugabe’s ouster.

Before narrating events leading to the dramatic military takeover on November 15 and his life after leaving office, Mugabe asked “the weak” to leave the venue as he was about to give graphic details of the fierce power struggles. “Those who are afraid please leave.

This is an important issue and I will not mince my words,” the former Zanu PF leader said.
He said Mnangagwa wanted to meet him on his return from a state visit to the Democratic Republic of Congo (DRC).

It was not immediately clear when the president will leave for the DRC. “He told me this morning that he was going to the DRC where he has been invited by (President Joseph) Kabila, the son of the late leader Laurent Kabila,” he said.

He requested for a meeting and said he will bring along other leaders so that we could talk.
I said well, you can come. And he said he will do so when he returns from the DRC.”
Mugabe promised not to hold back during the meeting with Mnangagwa, saying the new rulers need to know that the takeover of power with the help of the military was illegal and detrimental to democracy.

“I will tell them the truth that what you did was illegal. You abused the people, beat up people,” he told the crowd that was stunned into silence. “I know you were told not to talk about this, but I will say it because it is the truth.
“People were injured, some were killed. They came here with bruises; some with their heads injured, and told us that some of them had been killed. “I will tell them the truth.”

He said Vice-President Constantino Chiwenga, who was the army commander at the time, took sides with Mnangagwa in the Zanu PF factional wars and “rolled out tanks against the people.”

“Because we had a misunderstanding with one of my vice-presidents, Emmerson, the army with Chiwenga decided to take out tanks into the streets.

This is not what we fought for,” he charged. “We did not fight for people to be threatened like what happened, it’s sad. “Those tanks you saw, I last saw them in 1939-1945 during the war period.

I asked, ‘are we in a war period, why go to war against your own people? Why do that? Because of power!’”

Mugabe said during the negotiations with the military commanders after they had placed him under house arrest, they claimed that people were on the streets demanding his ouster. “They said to me people have marched, they want you to go. They said they have filled the stadium demanding that I should go, I said: Which people, MDC people?

“What about those in Kadoma, what about those in Mutare, did you ask them? People were being beaten; the soldiers were beating up our intelligence guys saying you are paid higher than us,” he added.

“You wear good suits, hence you are protecting Mugabe. Ahh, they don’t know that you don’t need to be educated to be a soldier; normally soldiers are recruited from Grade Seven or Form Two while the intelligence team is recruited from those who are educated.

“It should follow that when one is educated with a degree or ‘A’ Level you should be paid higher than those who are just recruited as long as they can be trained.” Mugabe said contrary to claims by Mnangagwa that he was being treated with respect, his family was being abused.

“They say Mugabe is a legend. What legend are you talking about when you are busy taking away the vehicles? They say they want to protect my legacy, which legacy are they talking about? Doing the opposite of what we fought for,” he charged.

“The boys and girls who used to work with us have been withdrawn, vehicles being taken from us. “What legacy when they have expelled me from the party?

This girl here, my wife, is no longer a member of Zanu PF, so what legacy are you talking about?

“We are sorry, we misled our people. We are sorry we deceived them. I am talking even on behalf of Emmerson who does not want to be called president by me, we deceived our people,” he added. “We need to apologise and say the truth to them.

I don’t know with the time left whether we are able to do that and unite the people. But first things first, they must accept and apologise that what they did was wrong. “It is not what we fought for. Then we can start to talk on the way forward.

But I doubt if our people will forgive us. I doubt if they will be trusted again.” The party, whose theme was “celebrating our hero”, was organised by Mugabe’s family after they spurned an offer from Zanu PF to host the celebrations.

Guests, who included former Cabinet ministers, captains of industry and fired Zanu PF officials, went through thorough searching at the gates of the imposing mansion.

Mugabe ended his address by chanting a slogan “Pamberi nekubatana, pamberi nebirthday, pamberi navaMugabe, pasi nevanoda kuvanetsa [Forward with unity, forward with the birthday, forward with Mugabe, down with those who want to trouble him].” Standard

Mnangagwa Govt Proposed Cyber Security Law Infringe On Human Rights

This statement was originally published on zimbabwe.misa.org on 23 February 2018.

The proposed merging of the three cyber bills into one bill as recently announced by the responsible minister could result in the muddying and undermining of other fundamental rights enshrined in the Constitution.

The minister said following guidance from the Attorney General’s Office, the Cybersecurity and Cybercrimes Bill will now incorporate the draft Data Protection Bill and the Electronic Transactions and Electronic Commerce Bill.

Appearing before the Parliamentary Committee on Media, Information Communication Technology and Cyber Security on 8 February 2018, the minister justified the consolidation saying all three Bills work to prevent various forms of cybercrime. The decision might also have been inspired by the introduction of an omnibus Cybercrimes Bill in South Africa.

MISA-Zimbabwe therefore disagrees with the justifications cited by the Minister of ICTs and Cyber Security, Supa Mandiwanzira, to merge the three cyber bills into one omnibus bill.

An omnibus law is a Bill or Act which caters for a number of diverse issues or topics. One such example is the Access to Information and Protection of Privacy Act (AIPPA). AIPPA seeks to regulate diverse topics such as Privacy, Access to Information and Media Regulation under one Act. In the end, AIPPA just briefly touches on each of the rights it seeks to regulate.

For example, only seven sections under AIPPA are dedicated to the protection of the right to privacy. This is simply inadequate and unacceptable.

Grouping fundamental rights such as the right to privacy, access to information with consumer rights and cyber security into one piece of legislation, has the potential of undermining the protection of those rights.

MISA-Zimbabwe believes that fundamental rights such as the right to privacy must be protected by a piece of legislation dedicated solely to the protection and promotion of that right. This is why there is need for a standalone Data Protection law in Zimbabwe.

This is the case in South Africa, where the introduction of an omnibus Cybercrimes Bill complemented that country’s Protection of Personal Information Act and the Electronic Communications and Transactions Act instead of absorbing or repealing them.

MISA-Zimbabwe therefore urges the Attorney-General’s Office and the Ministry of ICT and Cyber Security to reconsider doing away with the proposed standalone Data Protection Bill.

In saying this we are guided by the three Model Laws produced by SADC which cater for Data Protection, Cybersecurity, and Electronic Transactions, respectively. This was obviously well thought out to ensure each area is regulated by a dedicated in-depth piece of legislation.

Government’s decision to interpret the right to privacy, and consumers’ online rights from a cybersecurity perspective is a narrow approach that could result in restricting fundamental rights under the guise of promoting security.

This becomes of even greater concern given that the right to privacy is currently not properly provided for under AIPPA.

Privacy is a fundamental right which fosters the promotion, and protection of related rights such as the right to freedom of expression. Any laws or policies which negatively impact on the right to privacy have a negative impact on the right to freedom of expression in Zimbabwe.

It would therefore be sad for this important right to be inadequately protected under yet another omnibus law such as the proposed Cybersecurity and Cybercrimes Act at a time when there is unanimity on the inadequacies of AIPPA.

“Mujuru Promised Mwonzora VP Post”

Chalton Hwende | We know that Douglus Mwonzora is at the centre of all the problems now being faced by the Party. He initially used Elias Mudzuri to claim the Acting Presidency and he has now dumped him. He is now using Thokozani Khupe to claim the same, he wants to destroy the MDC-T before joining the Joice Mujuru led Coalition. He was promised the second deputy presidency by Mujuru when they met in Capetown recently. We must stop him from destroying the legacy and the MDC of Morgan Tsvangirai.

Mugabe Bootlicker Turns To ED Praises

Mashonaland Central Provincial Affairs minister Advocate Martin Dinha (MD) claims he is a man of the spirit and that he knew long before it happened that Emmerson Mnangagwa would become president of Zimbabwe.

Dinha, who gained infamy for bootlicking former president Robert Mugabe and first lady Grace Mugabe, stirred controversy a few years ago after he reportedly facilitated a visit by then vice-president Mnangagwa to the famous Mt Darwin prophet, Madzibaba Wimbo who is credited for predicting Mugabe’s rise in power way back in the 1950s.

Standard reporter Blessed Mhlanga (BM), last week spoke to Dinha about his fights with G40 members in Zanu PF and other issues and below are the excerpts.

BM: You were in the forefront of fighting former political commissar Saviour Kasukuwere at the height of factionalism in Zanu
PF. What was your beef with him and the G40 cabal?
MD: I am one of the people who wanted order restored in the province. The things that I was saying have come to pass. I was warning the system then. I was warning the president then that the little boys that were surrounding him, “the criminals surrounding you and surrounding the then First Lady” would destroy his image and legacy, which is what happened at the end of the day.
Had it not been for our armed forces defending the Constitution through Operation Restore Legacy, we would have been in a worse situation.
But I warned the nation. I was there in the Press. Everywhere I was talking and warning them and where are the boys (Kasukuwere, Jonathan Moyo and Patrick Zhuwao) now? They ran away.
How can a young man like me, who only has read about the liberation struggle through history books, try and get hold of the reins of government? That is the height of stupidity.

BM: You fought Kasukuwere in what appeared to be a losing battle. Did you feel safe and was anyone backing you?

MD: I feared for my life. They went to my constituency and hunted for me threatening my life.
Even now they have eyes on me, but I know it’s just cries of sour losers out there.
But I am calling on them to come back home. Don’t say bad things from Kenya, South Africa, where you are hiding like mice. We have (Jonathan) Moyo talking bad things about the new government and everything that’s history, come back home, there is no better place than sweet home, we want them.
BM: do you think you are going to win the forthcoming elections?

MD: The next elections I am well-anchored. I am the MP for Mazowe North where I was delegated by the party to take that seat when the incumbent died. I am the minister of state. I support President Emmerson Dambudzo Mnangagwa.

I support the vision of the government and where we are going, we are taking a paradigm shift — a break from the past.

BM: You are part of that past, how do you manage to break from it?

MD: We were opposed to what our government had become in the past. It had become redundant.
After 36 years of ruling, instead of innovating new systems, the government had become lethargic, there was no movement. It was just business as usual. Now things have changed I feel I have a role to play both as a private citizen and as one of the leaders of the country.

BM: There was a time when it appeared as if the “boys or criminals” as you have called them had won the war and Mnangagwa had been banished from the country. How did you feel then?

MD: You know I am a man of the spirit.
The Holy Spirit leads me and part of my faith had already told me that this is the man.
He would be the ruler of the country and I made that pronouncement when we went to one of the church services. I made it repeatedly and I knew he would be. If you are a good leader, you pass through thorns.

You are tried and tested like he did, but look at how he remained steadfast, patient and humble and not even a day did he contest anything against the then first lady and the then president.
He remained humble, which we must learn from.

BM: I remember you playing a leading role at a central committee meeting which was trained against Kasukuwere. You were pushing for his ouster but failed and tables were turned against you.
DM: I kept pushing that people should have principles in life. If you see that certain people are being used by the devil to fight God’s plan, you also fight them using God’s plan. So one thing you must learn in life is being principled. Don’t be swayed by the heat of the moment. Those guys thought they were powerful, they thought they had it all.

Remember they were now targeting me, they had a demonstration against me, they wanted me ejected from office. They were having their own way, but we knew it would be shortlived, because that was unacceptable, that was anathema to the people of Zimbabwe. Look now even the opposition is happy, we are going to have free and fair elections. The media is going to be opened up and there is hope for the people of Zimbabwe.

BM: Hope for graduates who have no jobs, vendors who can’t sell their wares because people have no money?

MD: My heart is aching for those people, the jobless pain my heart. I cry out to the educated who are roaming the streets of Zimbabwe, surely there must be hope for them, and there must be something for them.

BM: What are the challenges you are facing in Mashonaland Central?
MD: As a province we face a myriad of challenges because of the sanctions regime that we are under.
We have challenges in terms of resource mobilisation, challenges in terms of infrastructure development.

But I am happy that with the new government under the new dispensation of Cde Mnangagwa, we have started on a good note with a lot of hope for the people of Zimbabwe.
As I speak now, the bridge that leads Ruyana River into Karanda that has been outstanding since 1961 is now under construction. It will now be shorter to come here through the Karanda bridge which we are commissioning within the 100-day plan.

I am pleased to say we have wrestled the challenges against adversity.
We have come with homegrown solutions as a province using the meagre resources that are there using our human capital and we want to be the shining province of Zimbabwe. We don’t talk too much, we act.

BM: What action have you taken exactly?
MD: We act.
We act, as you travel from Harare to Bindura, travel to Harare-Bulawayo or any other road see how green our province is, the agricultural transformation. We are the best in terms of cereal production, the smallest province in the country yet we have beaten all other provinces in terms of maize production.

We have an industrious time that works round the clock and I am pleased our president has acknowledged that. Early last week we had the president in Siyakulima in Guruve.
You know what we achieved there, 50-hectare irrigation system, new in 21 days There was no internet connection there, we established it.

At Karanda Hospital there is no connectivity yet it’s an integral institution, they need to do research and other works and soon I will be approaching ICT minister Supa Mandiwanzira to ensure that it is established, we have a nursing school here.

There is action my brother here in the province.

Gershem Pasi Nailed Over Huge Debt

Former Zimbabwe Revenue Authority (Zimra) commissioner-general Gershem Takavada Pasi has been taken to court by BancABC, which is seeking to recover $123 987,59 after he allegedly failed to service a loan facility.

The financial institution issued the summons on February 22 and Pasi is yet to respond to the litigation.

According to the court papers, sometime in January 2014, the bank and Pasi entered into a written agreement in terms of which, the financial institution extended a $250 000 lease hire finance facility to the then Zimra boss.

The loan had an interest of 15% per annum and there was a provision that if Pasi defaulted, the interest would go up to 25%.

“The defendant defaulted on making due and punctual repayments under the written memorandum of lease agreement and as at February 2018, is in the arrears in the sum of $129 846.26.

The said sum of money is made up as follows: $123 987,59 being the capital and $5 858,26 being interest,” the bank said in court papers. Standard

Chamisa Arrest Plot Backfires

Pedzisai Ruhanya | The arrest story against President Nelson Chamisa by the regime on alleged complicity in MDC-T violence is the greatest nonsense of all time. It is however, a very good publicity stunt and does well for his legitimation process in the MDC-T and the general anti-regime contingent. ZANU PF has clearly shown that Chamisa is now their greatest threat following its military coup. The apparent vilification of Chamisa will backfire as this anoints him as the most genuine opposition leader post Morgan Tsvangirai. These coup plotters are now quacking, they are facing a political hara-kiri!

Drama As Byo Councillors Demand Cash To Bury Tsvangirai

Bulawayo councillors last week almost manhandled council officials after their request to get allowances to attend MDC-T leader Mr Morgan Tsvangirai’s burial in Buhera was turned down.

The councillors, who all are from the opposition party, reportedly approached the Town Clerk, Mr Christopher Dube initially for allowances to attend their late leader’s funeral and when that was proving impossible they then demanded that the local authority gives them an advance of their monthly allowances, a request which was also rejected by council management.

Confirming the developments, public relations officer Miss Bongiwe Ngwenya said after advising the councillors on the implications of their requests they then opted to provide them transport and fuel for the close to 400-kilometre journey.

“The City of Bulawayo gave advice to councillors and facilitated transport for them to travel to Buhera,” said Miss Ngwenya.

Council sources revealed that the councillors were given two minibuses, with the Mayor, Councillor Martin Moyo having his car fuelled for him. Clr Moyo was the official chosen representative for the local authority at the burial, with councillors reportedly coming after demanding that the local authority fund their trip.
“Councillors felt they had to be given allowances to attend Mr Tsvangirai’s burial in Buhera, they actually sent a delegation to Mr Dube to make their demands. However, it was difficult for management to approve this because this was illegal and was tantamount to abusing council resources. When their initial proposal fell through they then requested that they get an advance in their salaries again upon consultation with other directors, Mr Dube rejected this but instead advised them that the best which the local authority could do was to provide transport for them to travel to Buhera,” said the council source.

Last year, the Government pegged monthly allowances for Mayors and councillors stating that the Harare Mayor is supposed to get $1 250, his deputy; $840, Harare committee chairpersons get $560 while ordinary councillors get $550. In Bulawayo the Mayor is supposed to get $1 000, deputy mayor; $660, council committee chairperson; $450 while an ordinary councillor gets $400. In other cities the mayor must get $840, deputy mayor; $550, committee chairperson; $370 and ordinary councillor; $350.

Municipal mayors get $600, deputy mayors; $400, committee chairpersons; $300 and ordinary councillors; $300. Town local board mayors get $560, deputy mayors; $350, committee chairpersons; $300 and councillors; $250.

For Lupane and Chirundu councils the mayors get $350, deputy mayors; $280, committee chairpersons; $240 while ordinary councillors get $200. Sunday News

2018 ELECTION: It’s Mnangagwa vs Chamisa

The titanic MDC leadership battle now appears to be effectively over, bar the shouting, after the country’s main opposition alliance unanimously endorsed Nelson Chamisa as its presidential candidate for this year’s harmonised national elections.

People’s Democratic Party (PDP) leader, Tendai Biti — who is also a key figure in the MDC Alliance — told the Daily News on Sunday yesterday that Chamisa’s nomination had been made with the complete agreement of all the leaders of the grouping.

Apart from the mainstream MDC, the alliance includes the PDP, Welshman Ncube’s MDC; Jacob Ngarivhume’s Transform Zimbabwe; Zanu Ndonga which is headed by Denford Masiyarira; and the Multi-Racial Christian Democrats which is led by Mathias Guchutu.

Biti and Ncube are former secretaries-general of the original and united MDC which was led by the late Morgan Tsvangirai — whose recent passing away ignited a damaging three-way leadership tussle within the MDC-T, involving Chamisa, Thokozani Khupe and Elias Mudzuri.

The MDC National Council — which is the main opposition party’s highest decision-making body outside congress — has also already endorsed Chamisa as the party’s acting president, although the gathering that made that decision was contested and boycotted by Khupe and Mudzuri.

Biti said emphatically yesterday, that as a result of the MDC alliance rallying behind Chamisa, the youthful Kuwadzana legislator would be its sole presidential candidate, and would thus square off against President Emmerson Mnangagwa in this year’s presidential elections which are due in less than five months.

The watershed polls will be the first in the past two decades not to feature 94-year-old toppled former president Robert Mugabe and the late Tsvangirai.

“Anyone who fails to see that we are done with the succession issue needs to see a witch doctor. Tsvangirai gave us Chamisa and that automatically means that he becomes the presidential candidate who will face Mnangagwa and his junta. It’s done.

“We are already on the campaign trail having been to Epworth, Mutare and Chitungwiza … and now we are heading to Chinhoyi. We are not going back. We are going for Mnangagwa … we will kick out the junta this time around.

“We have have a dynamic leader in Chamisa and we are brave and ready as a team,” a confident Biti told the Daily News on Sunday yesterday — nonchalantly, and without mentioning their names, drowning the leadership aspirations of Khupe and Mudzuri.

On Friday, a consultative meeting of the MDC which was held at the party’s Harare headquarters — and which was attended by 639 delegates from 210 party districts — also endorsed Chamisa as Tsvangirai’s successor and the party’s presidential candidate in this year’s ballot.

Among other people, this crucial meeting was attended by the national executive, as well as by provincial and district chairpersons from across the country.

Meanwhile, the Daily News on Sunday also understands that the party has roped in Tsvangirai’s former advisor Alex Magaisa, to broker peace and unity among its feuding leaders. Magaisa apparently enjoys cordial relations with all the different camps in the party.

On his part, Chamisa has said that the leadership wrangles bedevilling the party will end soon, adding that he was trying to reach out to Khupe.

“I have been trying to get hold of her but without success so far. But, you do not need to worry about her, all will be well and she will be here soon. We will not leave her out,” he said.
Chamisa’s endorsement by the MDC Alliance also came amid unconfirmed reports that Mudzuri has now also thrown his weight behind the former ICT minister.

Mudzuri himself cryptically told the Daily News on Sunday yesterday that there was need for unity within the party.

“Yes, we have an MDC Alliance, but unity should begin with us. We must settle our differences amicably,” he said.

“We should be uniting … We must work towards ensuring that the party doesn’t split, otherwise we will be left with nothing. We have to unite as a party,” he added.

Asked whether he still considered himself the acting MDC president, Mudzuri said: “The party
cannot be run through the media”.

Khupe, backed by party national chairperson Lovemore Moyo, organising secretary Abednigo Bhebhe and national spokesperson Obert Gutu, is said to be steadfastly refusing to accept that Chamisa is the bona fide successor to Tsvangirai.

Gutu, who has also stopped attending party meetings, told the Daily News on Sunday yesterday: “I will make a big announcement in the fullness of time … because at the moment I am under pressure with corporate responsibilities that are taking much of my time”.

He also insisted that he remained the MDC’s national spokesperson despite his recent absence from duty.

“My deputy (Thabitha Khumalo) is not standing in for me because I am an elected official, a product of congress,” he said when pressed why an acting spokesperson had been appointed in his absence.
In his acceptance speech after the crucial MDC meeting on Friday, Chamisa pledged to unite the party.

“As regards the issue of the party in terms of its unity and hygiene, this is part of what we are doing to make sure that the party is clear so that we remove all the noise in the cockpit … and that people are clear as we prepare for elections … and they are clear in winning the elections,” he said Daily News

Why I say Vote ED

1. He is a war veteran, an ex political detainee, a nationalist, a revolutionary. These are rare qualities.

2. He is mature, haaite 37 years in power as he is 75 but he will do his best in
the next 5 years and retire

3. He has opened Zimbabwe for business unlike the former dispensation that shut down Zimbabwe and unlike the MDC who called for sanctions to shut down Zimbabwe

4. He is a progressive unifier as seen by visiting Tsvangirai, an opponent, when he was ill, committing to pay his medical bills and refunding what he had previously paid, giving Tsvangirai his pension and lastly, upon his demise, a state assisted burial. And allowing Mugabe to retire peacefully

5. He has restored Zimbabwe to the global picture and integration which is set to boost economic recovery and growth after decades of economic stagnation under Mugabe administration

6. ED’s experience in the former administration makes him the guy to easily understand what needs to be fixed, no learning curve effect on ED

7. He is a tough leader required for peace and stability at the moment where Zimbabwe risks invasion on the political scene by militias and mobs who do not want constitutionalism and the rule of law, who in fact think thuggery is a right as witnessed at Tsvangirai’s funeral, harvest hse in recent weeks and in town after the shooting incident.

8. His respect of the people’s voice as the voice of God resonates well with people
of sound heart and mind

9. He peacefully & successfully retired Mugabe and ushered in a new dispensation, something even Tsvangirai, Chamisa, Mujuru, Mliswa, Biti and the masses of Zimbabwe celebrated on 18 Nov 2017 proving his revolutionary legacy is not a fluke

10. He has widely been accepted by the international community as a new leader offering hope for a new trajectory for the future of Zimbabwe 11. He is a man of his word.

Nothing about Zanu Pf did I mention, he is above party politics but a
nationalist and a father who is reforming Zanu Pf politics and showing
exemplary behaviour to political leaders in their politgicking. ED is the man. He is teaching people to do away with hate speach including hate slogans. *No more pasi neMDC or pasi nangana.*He deserves to be given a full term to completely stabilise Zimbabwe economically, politically and socially.

12. There is no credible and non-experimental viable option besides ED at the moment amongst those speculated to contest him.

13. Those speculated to contest ED have nothing on offer that I am aware of except to ride on Tsvangirai’s legacy or to disembark on Mugabe’s legacy. This is my choice as a Zimbabwean with national interests at heart and as a voter.

I have at some point criticised Robert Mugabe and Grace Mugabe and now I criticise
Chamisa thuggery and I have criticized Biti and Ncube and Mangoma
and Mai Mujuru for politics of disunity that did not serve the interests
of Zimbabwe to remove the dictatorship of Mugabe. ED has shown how we can tolerate each other in this new dispensation and how all we can express our wishes and
hope without being labelled. The president is not a ZANU Pf president
or mdc president but national president. By voting ED you are voting
for your nation’s president not mdc president.

Oppah Muchinguri Sells Off 200 Elephants – HWANGE REPORT

  • “We are willing to export more in the years to come…”

  • $9 billion worth of ivory – Muchinguri

  • “We will not apologize to anyone,”

By Wildlife Correspondent| As she fires an entire board, confirmed last Thursday, the Minister Of Environment Oppah Muchinguri Kashiri has reportedly signed off another 200 of Zimbabwe’s precious elephants.

The report comes within days of Muchinguri firing the entire board of directors of the National Parks and Wildlife. Minister Muchinguri last Thursday said that she was sacking the whole board of directors for assuming her executive powers.

The latest report narrates that Minister Muchinguri has allegedly sold off 200 elephants to foreign buyer.

While efforts by ZimEye.com to contact the minister for a comment were fruitless as her phone was not picked and neither her emails replied, Muchinguri is on record saying more of the country’s wildlife will be captured for China to as she claimed, give them a better and safer environment.

She said more animals will be exported in years to come. “We are happy that young African animals have been well accommodated here in China,” she said. “We are willing to export more in the years to come as it would help in the preservation of wild animals,” she said 3 years ago.

But Muchinguri has also said the animals would be sold off so to realise $9 billion worth of ivory. She 2 years ago told parliament her $9 billion worth of ivory, could turnaround the fortunes of the country.

Muchinguri said SADC was would lobby for the ban imposed by the Convention on International Trade in Endangered Species, to be lifted. “We have 96 tonnes of ivory and if we sell it, we will realise about $9,1 billion,” she said.

She is also on record saying she will never apologise for selling off Zimbabwe’s elephants.

“We will not apologize to anyone,” Muchinguri told the state media in 2016. “Not even once because they are our elephants and our people live with a huge population of elephants and bear the trouble of interacting with them.”

In the past, Zimbabwe’s policy of exporting its wildlife to China has drawn criticism from conservationists, who note that there is a high demand for the ivory that can be taken from elephants’ tusks in China. In 2015, the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) ruled that a deal to sell 24 animals to China was illegal, but it went ahead anyway.

While some reports said that the wild animals are used in circus-style performances in the park, Muchinguri-Kashiri told reporters that she had visited the park and it wasn’t so bad.

In late 2015, the international National Geographic media house reported that the elephants in China were being mistreated and were slipping into poor health.

Thokozani Khupe: “We’re In Politics Because We Want To Make Money” Video Hits Circulation Again

By Staff Reporter| Supporters of the MDC Acting President Nelson Chamisa have sent the below old footage into circulation. The video is of MDC Deputy President Thokozani Khupe which has gone into review days after the late MDC leader Morgan Tsvangirai’s burial.

In the video recorded in England, Khupe says: “There is only one MP, there is only one counsellor and we cannot all be Presidents. Neither can you be counsellors. So we are all here so we create a conducive environment where those who want to do business, will do business and make money. I personally I love a better life. You know life is good man, but life can only be good when you have money in your pocket, because money speaks. We are all here because we want money. Without money we cannot go anywhere guys let’s be honest with each other, we are in politics because we want money. Once we have money we are able to send our children to school…”

Grace Mugabe Refuses To Pay Own Workers Tells Them Go To Mnangagwa

By Dorrothy Moyo| Former First Lady Grace Mugabe allegedly told her farm workers that she was untouchable and no one will force her to pay their outstanding wages.

She even told them to go to President Emmerson Mnangagwa.

Workers at Grace Mugabe’s Gwina Farm in Banket quoted by the weekly Standard say Grace visited the property last week together with her husband Robert Mugabe and told the 106 employees that she was not going to pay them their terminal benefits.

Robert Mugabe’s family reportedly owns over 14 farms in the country and late last year the new Minister Of Agriculture, Perrance Shiri said he was conducting an audit of Mugabe’s farms, amid indications they are set to lose some of the properties. “Minister Shiri has ordered, through our directors, that we compile a full list of the former first family’s farms and we are already doing it,” a source in the lands department said.

Meanwhile workers at the Gwina farm confirmed meeting the Mugabes with one Sarudzai Mutema, alleging that Grace was trying to intimidate the workers instead of paying them their benefits. “The former first lady Grace came here yesterday threatening us and telling us that she is not giving as our money even if we report the matter to Mnangagwa,” she said.

The report says Grace wanted to give them rice as payment for their labour.

Grace’s lawyer, Fungal Chimwamurombe has confirmed the meeting but said the workers were raising false allegations.

Duped By Beitbridge Company

Dear Editor

I am writing this letter in pain because of the rampant corruption and nepotism that we are encountering in our country. I am a young man from Beitbridge. In July 2017 we were told that a new cleaning company called (Sterile Hygiene) had been contracted to clean the Beit-bridge border post hence we should submit our CVs if we want jobs. We later realised to our surprise that the Beitbridge residence association ladies had already compiled a list of their members and relatives who are 02s meaning that their Identity numbers start with 02 as they were born in Beit-bridge. Despite this setback we just decided to leave our cvs with the manager of the company for the next opportunity.

On the 12th of February 2018 most of the people who left their cvs with the manager back in 2017 were called to come for work. We were then told to undergo the process of fingerprint vetting with the ZRP which collected a lot of cash on that day since a lot of people paid $5 for the process in the hope that we would get the jobs. As for me i had to borrow that $5. Unfortunately for us the ZANU PF Member of parliament for Beit-bridge West, Ms Mudau and the notorious Beitbridge Resident Association, appeared once again and hijacked the process with their own list of relatives and special people whom they thought deserved the jobs more than us. The company was threatened by these people and forced to employ them. I was heartbroken because I have not been working for years while I have a family to take care of. I even met another lady who was crying because she had been forced to leave her job at this company so as to create a vacancy for one of these people. To make matters worse she had not received her salary for 3 months before her dismissal. This kind of behaviour by the people in power won’t take us anywhere. Everyone must be accorded a fair opportunity to work regardless of political affiliation or who you know.

Thank you!
