The white Ford Ranger Twin Cab (Wild Track), valued at over US$40,000 and bearing registration AFN 6255, was taken along with groceries worth US$5, a Techno Canon 11 cellphone, a Nokia cellphone, and approximately 35 litres of diesel.

Retired army general Engelbert Rugeje has come under fire from loyalists within the 2030 Mnangagwa Anenge Achipo faction, according to sources.

The attack took place during a recent Provincial Coordinating Committee (PCC) meeting in Masvingo.

Political strategist Chabata Lawrence, who closely follows ZANU PF’s internal dynamics, strongly condemned the verbal assault on Rugeje.

“The disgraceful attack on Politburo member Lt. Gen. Engelbert Rugeje at the Masvingo PCC meeting marks a new low in the party’s internal politics,” Lawrence said.

“It is both shocking and troubling that a lower-level party organ would feel emboldened enough to manufacture baseless accusations against a distinguished military figure and respected party veteran.”

The Minister of Finance and Investment Promotion, Mthuli Ncube, is set to present Zimbabwe’s 2025 National Budget to Parliament next week.

According to Ncube, the total funding requests for the 2025 budget have surpassed ZiG$700 billion, well above the ZiG$140 billion ceiling outlined in the second budget call circular. This represents a fivefold increase and exceeds 18% of the country’s GDP.

During the budget consultation process, Ncube revealed that a review of these bids would be conducted, taking into account the current economic conditions ahead of the budget presentation later this month.

“The total bids for the 2025 National Budget are over ZiG$700 billion, far exceeding the budget ceiling of ZiG$140 billion set in the second budget call circular. This is five times the ceiling, which was pegged at 18% of GDP,” Ncube said.

He explained that the second budget call circular was issued prior to the depreciation of the domestic currency, and as such, the fiscal framework will be updated to reflect the new economic realities, allowing for an upward revision of the budget ceiling.

Ncube also emphasized that the 2025 budget aims to strengthen the economy in the face of both domestic and international challenges.

Despite a downward revision in Zimbabwe’s 2024 economic growth forecast—now expected to be 2% instead of the earlier projection of 3.5% due to severe drought—the Treasury is forecasting a robust recovery in 2025, with GDP growth projected at 6%, largely driven by improvements in the agricultural sector.

The SADC Extraordinary Summit has concluded at the Parliament Building in Mt Hampden.

In his address reading the summit’s communique, SADC Executive Secretary H.E. Mr. Elias Magosi announced that the summit had decided to extend the mandate of the SADC Mission in the DRC (SAMIDRC) for another year. This extension aims to support efforts toward restoring peace in the volatile eastern DRC.

The summit praised the Democratic Republic of Congo for its ongoing efforts to end the conflict, urging all parties to honor ceasefire agreements and peace initiatives in line with the Luanda Agreement, which the region is championing.

In addition, the summit discussed the security situation in Mozambique, with an update provided by President Filipe Nyusi on the progress there.

In his closing remarks, SADC Chairperson President Emmerson Mnangagwa commended the peacekeeping forces in the DRC. He emphasized that the extension of SAMIDRC operations reflects the regional bloc’s dedication to ensuring peace and stability in the country.

Mnangagwa further urged member states to uphold a shared commitment to peace and unity within the region, asserting that through continued dialogue, SADC would achieve its set objectives and bring lasting peace to the region.

It is my profound honour to address thisinaugural International Conference on Sanctions, Business and Human Rights. I wish to express Zimbabwe’s gratitude to the Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights, Professor Alena Douhan and the Group of Friends in Defence of the Charter of the United Nations for organizing this important and timely meeting to exchange views on an issue of serious concern to our countries.

I wish from the outset to thank the Special Rapporteur for her sterling efforts in creating awareness on the negative and        far-reaching impact of unilateral coercive measures on the generality of the populations in the targeted countries. Zimbabwe welcomes her extensive research on the widespread use of sanctions, including secondary sanctions and over-compliance. Let me assure you, Madame Special Rapporteur, of my country’sfull support for your continued work towards identifying and proposing concrete measuresagainst the use of these injurious UCMs andyour strong advocacy for their removal.

For more than two decades, Zimbabwe has been subjected to unilateral sanctions imposed by the United States of America and the European Union. In 2019, the United Kingdom of Great Britain and Northern Ireland imposed its own regime of sanctions against my country when it adopted the Zimbabwe (Sanctions) (EU Exit) Regulations. All these measures, mischievously packagedas targeted and isolated, have in reality been sweeping, indiscriminate and detrimental to the livelihoods of all Zimbabweans.  

Zimbabwe’s justified, historically corrective and irreversible Land Reform Programmeprompted the United States of America (USA) to impose illegal and unjustified sanctions under the Zimbabwe Democracy and Economic Recovery Act (ZIDERA) of 2001, which was amended to further tighten its provisions and is extended annually. In it, the US Government, inter alia, “instructs the US Executive Director to each International Financial Institution to oppose and vote against any extension by the respective institution of any loan, credit, or guarantee to the Republic of Zimbabwe or any cancellation or reduction of indebtedness by the Republicof Zimbabwe to the US or any International Financial Institution”. 

The European Union (EU) also introduced its own sanctions in February 2002. While the EU lifted most of its sanctions in 2014, an arms and equipment embargo and assets freeze against the Zimbabwe DefenceIndustries, remain in place. The maintenance of these sanctions has placed a heavy burdenon the dutiful efforts of the Zimbabwe Defence Forces to support humanitarian activities in situations of distress, carry out search and rescue operations as well as to assist with reconstruction in the aftermath of the calamities such as the devastating Cyclone Idai. 

These sanctions violate Article 41 of the United Nations Charter, which states that sanctions can only be decided on by the UN Security Council. The Vienna Declaration and Programme of Action calls on States to refrain from any unilateral measures not in accordance with international law and the UN Charter as they create obstacles to trade relations among States and impede the full realisation of human rights.

The United Nations Conference on Trade and Development (UNCTAD) at its 14^thMinisterial Session held in Nairobi, Kenya in 2016, strongly urged States to refrain from promulgating and applying any unilateral economic, financial or trade measures not in accordance with international law and that impede the full achievement of economic and social development, particularly in developing countries.

Your Excellencies,

The impact of these sanctions is both profound and multifaceted. Zimbabwe has lost well over US$42 billion in revenue over the past twenty years. This includes losses in bilateral donor support estimated at US$4.5 billion annually since 2001, US$12 billion in loans from the International Monetary Fund, the World Bank and African Development Bank, commercial loans of US$18 billion and a GDP reduction of US$21 billion. Consequently, the significant progress that Zimbabwe had made in the development of infrastructure, as well as health, education and other social service delivery systems has been severely undermined and reversed. This has not only resulted in the most vulnerable sections of the population sinking deeper into poverty, but has also eroded the country’s capacity to attain the Sustainable Development Goals (SDGs).

Your Excellencies,

Zimbabwe’s Balance of Payments position has deteriorated significantly since the imposition of the sanctions. The country’s access to international credit markets was blocked following the enactment of ZIDERA. Due to declining external budgetary support, Zimbabwe’s budget deficit has largely been financed from domestic borrowing, which has forced the country to operate on a cash budget and triggered high inflation.

The combined effect of the external debt arrears and the sanctions has made it difficult for Zimbabwean companies to access offshore loans, or they have done so at punitive and exorbitant interest rates. In the same vein, Zimbabwean importers have to pay cash up front, resulting in a significant squeeze on private sector cash flows. 

Zimbabwean banks and money transfer agencies also face challenges in meeting customer obligations, including Diaspora remittances into the country, owing to the termination of correspondent bank arrangements between local banks and international financial institutions. Funds are periodically intercepted, and money transfer companies become victims of long and tedious investigations on specific transactions.

Furthermore, the imposition of secondary sanctions, civil and criminal penalties for alleged circumventing or assisting in the circumvention of primary sanctions regimes,has resulted in      de-risking and over-compliance by entities. Over-compliance has compelled the Government, businesses, humanitarian organizations and individuals to explore alternative ways to procure critical goods and services, leading to high costs of goods and services.

In addition to the impact on the financial services sector, the sanctions brought a myriad of challenges on all other sectors of the Zimbabwean economy. In the agricultural sector, failure to access lines of credit and toattract investment, seriously impededdevelopment, rehabilitation and modernisationof equipment and machinery, leading to a reduction in productivity. 

The market access for horticultural products, sugar, beef and cotton, among other produce, was also negatively affected as the country lost its niche and lucrative markets. 

The capital-intensive mining sector suffered a lack of much-needed investment and lines of credit due to bad publicity and propaganda.Diamond mining companies are forced to sell on an ex-works basis instead of free-on-board or delivered basis and at discounted prices of more than 25 percent below normal prices.

The limited access to credit lines and financial support also impacted negatively on the rate of implementation of capital projects, resulting in the deterioration of the country’s infrastructure. In the energy sector, this has led to unreliable power supply and prolonged power outages. 

Further, the termination of credit facilities to oil importers, affected the country’s ability to secure adequate fuel supplies, thereby increasing the cost of production, public transportation costs as well as prices of goods and services.

Your Excellencies,

Zimbabwe has continued to introduce reforms in human rights, governance, and socio-economic policies to improve citizens’ welfare and strengthen international relations. Yet, despite these concerted efforts, my countryfaces continued criticism from sanctioning states in order to justify their machinations. Zimbabwe is not only being punished for asserting its people’s right to repossess theland that we were forcibly disinherited of by the former colonisers, but is also being used as an example to deter other countries in the region from pursuing a similar decision towards reparative justice. 

In this regard, I reiterate Zimbabwe’s denunciation of these unilateral coercive measures which are foreign policy instruments deliberately aimed at subverting our Governments and undermining our sovereignty. We call for the immediate removal of these illegal sanctions.

We reject the claims that sanctions are “targeted on a few individuals”. This narrative by the sanctioning States is grossly misleading and hypocritical, especially in light of well-documented evidence of the devastating impact of unilateral coercive measures on the innocent populations that the sanctions are purportedly designed to protect. 

Your Excellencies,

Zimbabwe calls upon the international community to recognise that sanctions are an affront to our sovereignty and our people’s right to self-determination. We urge all nations to adhere to international law and to the purposes and principles as enshrined in the UN Charter. We seek not charity but fairness, not favouritism but justice – a level playing field that allows us to fairly engage in global trade, attract investment, and fulfil the aspirations of our people to live in dignity and prosperity. Zimbabwe stands ready to engage in constructive dialogue, foster mutual respect and understanding, and build bridges that unite rather than divide our global community.

I wish to conclude by welcoming the Special Rapporteur’s effort to ensure the adequate monitoring and assessment of the impact of UCMs and over-compliance, and call for its implementation at the United Nations level through a universal, inclusive, comprehensive, systematic, transparent, and evidence-based monitoring and impact assessment mechanism.

We take note of the Guiding Principles on Sanctions, Business, and Human Rights developed by the Special Rapporteur and look forward to the exchange of views in this august gathering to strengthen this important document for possible adoption and implementation.

As Harare struggles to meet its ambitious Vision 2025 goal of becoming a world-class city, the government has increasingly pointed fingers at the Harare City Council, blaming local leadership for the city’s deteriorating conditions. However, critics argue that the government is using the council’s shortcomings as a convenient scapegoat to deflect attention from its own failures in addressing the capital’s infrastructural crisis.

Harare’s vision of becoming a globally competitive, well-managed city by 2025 appears more elusive than ever, with mounting challenges that hinder progress. Despite the grand ambitions outlined in Vision 2025, a combination of long-standing administrative inefficiencies, poor governance, and infrastructural neglect has set back the city’s development. Critics argue that while the Harare City Council bears much of the responsibility, the government’s role in exacerbating the crisis cannot be overlooked.

A primary issue affecting the council’s ability to function effectively is the absence of key personnel, such as the Chamber Secretary and a substantive Director of Finance. These critical vacancies have left the council with a weakened administrative structure, unable to carry out its core functions. The lack of leadership has resulted in slow decision-making and poor oversight, which has, in turn, exacerbated the city’s ability to manage basic services like water, waste management, and sewage systems.

Equally problematic is Harare’s long-standing and deeply flawed billing system. The city’s residents frequently complain of inflated or incorrect utility bills for services such as water and electricity, leading to widespread dissatisfaction. The failure to address this issue not only undermines the council’s credibility but also impacts its ability to collect much-needed revenue, stalling efforts to improve the city’s crumbling infrastructure.

A government insider, speaking on the condition of anonymity, claimed that the council’s dysfunction is largely to blame for Harare’s sorry state. “With dry water taps, uncollected garbage, and burst sewer trunks contaminating water sources, Harare’s dream of becoming a world-class city remains very much like the historical Ophir—an imaginary nation filled with gold,” the source said. The reference to Ophir, a mythical land known for its wealth but never conclusively located, highlights the increasingly unrealized nature of Harare’s Vision 2025.

As residents face daily hardships, including water shortages, irregular garbage collection, and the contamination of water supplies due to sewer bursts, the situation in Harare has worsened. In the city’s high-density suburbs, where infrastructure is already stretched to breaking point, these challenges are compounded by a growing population. As more people move to Harare in search of opportunities, the city’s resources and infrastructure have become increasingly inadequate to meet demand.

However, while the Harare City Council is often blamed for these failings, some critics argue that the government is deliberately shifting responsibility to the local authority to hide its own shortcomings. The central government has provided limited support to the city over the years, particularly in addressing critical infrastructure issues such as water supply, sanitation, and waste management. The lack of financial and technical assistance from the government has left the council struggling to address these fundamental problems.

The government’s response to the crisis has largely been one of finger-pointing rather than concrete action. While it has urged the Harare City Council to address these issues and improve service delivery, there has been little indication of significant intervention or collaboration from the central government. Some critics argue that the government’s own failures in urban planning and resource allocation are at the heart of Harare’s woes, and that blaming the city council serves as a convenient distraction from the state’s broader governance issues.

Despite the finger-pointing, the government continues to assert its commitment to supporting Harare’s development, claiming that improvements can only be made through greater collaboration between the city council, national authorities, and residents. However, meaningful progress will require more than just political rhetoric. To achieve the Vision 2025 goals, the government must play a more active role in providing the financial and logistical support necessary to upgrade the city’s infrastructure and improve service delivery.

In the meantime, Harare’s road to becoming a “world-class city” seems increasingly uncertain. While the Harare City Council has been criticized for its leadership failures, the government’s own inability to address the underlying causes of the capital’s collapse cannot be ignored. Whether the city can overcome these challenges will depend not just on the city council’s ability to act, but on whether the government is willing to step up and take responsibility for the broader failures that have contributed to the crisis. As things stand, Harare’s dream of transformation appears increasingly out of reach.

President Emmerson Mnangagwa has made significant changes to his administration, appointing three key figures to pivotal positions in the government. The reshuffle, which was announced with immediate effect, includes new appointments in both the Office of the President and Cabinet.

Honourable Lovemore Matuke, previously a senior figure in the government, has been appointed as the new Minister of State for National Security. His appointment marks a critical step in strengthening the country’s national security infrastructure, as he takes on the responsibility of overseeing security-related matters at the highest levels of government.

In another important development, Honourable Ray Machingura has been appointed as the Executive Director for the Presidential and National Scholarships Department in the Office of the President and Cabinet. Machingura will now play a central role in managing the country’s scholarship programs, which are designed to support talented Zimbabwean students in pursuing higher education opportunities both at home and abroad.

Additionally, Ms Rossy Mpofu has been appointed as the Special Advisor on Disability Issues in the Office of the President and Cabinet. In this new role, Ms Mpofu will work to address the needs of the disabled community in Zimbabwe, advising the President on policies and initiatives aimed at improving the lives of persons with disabilities across the country.

The reshuffle was confirmed by Dr Martin Rushwaya, the Chief Secretary to the President and Cabinet, in a statement issued shortly after the appointments. Dr Rushwaya indicated that these changes are effective immediately, signaling the government’s commitment to ensuring strong leadership in these critical areas.

These strategic appointments reflect President Mnangagwa’s ongoing efforts to strengthen his administration and focus on key sectors, including national security, education, and disability rights, as the government works to meet the evolving needs of Zimbabwean citizens.

Grace Mugabe Weeps in Court Over Stolen Property

Harare, November 21, 2024 | Former First Lady Grace Mugabe broke down in tears in court yesterday as she identified her late husband, former President Robert Mugabe’s, suits among items allegedly stolen by four former employees. The emotional moment prompted Magistrate Esthere Chivasa to adjourn proceedings briefly to allow Mrs. Mugabe to regain her composure.

The suspects—Allen Chinamonya (42), Danmore Chinamonya (35), Samson Karonga, and Tendai Bunganirwa—are facing charges of unlawful entry in aggravating circumstances. They allegedly broke into 11 containers belonging to the former First Family, stealing household items, including clothing, television sets, cutlery, and bath towels, valued between $3.5 million and $4 million.

In her testimony, Mrs. Mugabe claimed Allen Chinamonya, a former driver, was caught red-handed with some stolen goods. She also accused him of misusing a family vehicle to transport the stolen property.

“I suspected him because some of the goods could not be carried manually but required a car,” she told the court.

She further testified that Samson Karonga was implicated in prior theft incidents and was reportedly seen attempting to unlock one of the containers by an eyewitness.

When questioned why she only reported the four suspects out of her 60 employees, Mrs. Mugabe said they had a history of theft. Searches conducted at their homes led to the recovery of stolen goods, including men’s suits, a Zanu PF shirt, and household items.

The suspects, however, denied the charges. They claimed the property had been given to them as gifts for their loyalty to the late President Mugabe after his resignation in 2017. One of the accused, Tendai Bunganirwa, asserted that the items found in his possession were handed to him personally by Robert Mugabe.

The State alleges that the theft occurred between 2018 and May 2024, after Mrs. Mugabe brought the containers from Zimbabwe House to her Borrowdale home following her husband’s retirement.

The theft came to light on May 22, 2024, when Mrs. Mugabe discovered broken locks on the containers while selecting artefacts to donate to the Museum of African Liberation. Police investigations led to the suspects’ arrest and the recovery of some of the stolen goods, reportedly worth $2,000.

The trial continues as the State seeks to prove its case against the accused.

Armed Robber Fatally Shot During Early Morning Fuel Station Heist in Kadoma

By Farai D Hove | Kadoma, November 21, 2024 – 3:30 AM | In a dramatic early Tuesday morning incident, an armed robber was fatally shot during an attempted robbery at Spencer Fuel Service Station in Kadoma. The incident occurred at approximately 3:00 AM when two assailants, wielding machetes, attempted to seize control of the fuel station.

According to anonymous police sources, the duo aggressively confronted the station’s security guards in a bid to steal fuel and cash. The situation escalated rapidly, prompting the security personnel to respond with force. In the ensuing confrontation, one of the robbers was shot and killed, while the other managed to flee the scene.

Provincial Police Spokesperson, Inspector Ian Kohwera, declined to provide immediate confirmation of the events. “We are currently verifying the details of this incident and will provide an official statement once all information is confirmed,” Inspector Kohwera stated.

Local witnesses reported hearing loud noises and gunshots in the early hours, followed by the sound of a vehicle speeding away from the vicinity. The Spencer Fuel Service Station, known for its stringent security measures, has not released an official statement regarding the incident.

Authorities are actively searching for the surviving robber, believed to be armed and potentially dangerous. Police have urged anyone with information to come forward and assist in the ongoing investigation.

This latest incident adds to the growing concerns over security at commercial establishments in Kadoma, highlighting the need for enhanced protective measures during vulnerable hours. The community remains on high alert as law enforcement agencies work diligently to apprehend the suspect and prevent future crimes.

Residents are reminded to remain vigilant and report any suspicious activities to the police. The Kadoma Provincial Police Department assures the public that they are committed to ensuring the safety and security of all citizens.

A fresh power struggle has emerged within Zimbabwe’s ruling party, Zanu PF, with sources revealing a concerted effort to block Vice President Constantino Chiwenga’s potential rise to the presidency in 2028.

According to insiders at the party’s headquarters, Jongwe House, a faction is now advocating for the elevation of a woman to the top post in the party, intensifying the already complex political dynamics within the ruling party.

The constitution stipulates that President Emmerson Mnangagwa, who has held the presidency since 2017, is due to step down in 2028 after completing his two terms in office.

This has opened the door for a fierce battle for succession, with Vice President Chiwenga long considered a strong contender to take over. However, the latest developments suggest that the fight for the top spot is far from settled.

Sources within Zanu PF claim that a faction at Jongwe House is now actively working to prevent Chiwenga from assuming the presidency. Instead, the faction is pushing for the elevation of a woman, with current party chairperson Oppah Muchinguri emerging as a key figure in the race. “There are powerful forces within the party who believe that it is time for a woman to lead Zanu PF.

Oppah Muchinguri has the experience, the loyalty, and the stature to lead the party into the future,” a senior Zanu PF official said, speaking on condition of anonymity.

The drive to push for female leadership in Zanu PF is part of a broader strategy to present a more inclusive and modern image of the party, which has been under criticism for its male-dominated leadership.

Muchinguri, who has held various key positions in the party and government, including Minister of Defence and War Veterans, is seen as a seasoned politician with strong support among party loyalists.

“Oppah has been with the party from the very beginning, and she has consistently demonstrated her leadership qualities,” one Zanu PF source at Jongwe House stated.

“She is a true comrade who understands the party’s roots, its struggles, and its vision. She has earned the right to lead.”

Vice President Chiwenga, a former army general, has long been seen as Mnangagwa’s natural successor.

His military background and role in the coup that led to the ousting of former President Robert Mugabe in 2017 have solidified his position within the party’s top ranks.

However, Chiwenga’s path to the presidency is now clouded by internal party rivalries and an emerging push for a female leader.

“Chiwenga has made it clear that he wants to take over in 2028. He has built a strong base of support among the military and security sectors, but the party is divided.

Not everyone is convinced that he should be the one to lead after Mnangagwa,” one party source revealed.

Muchinguri, who has been described by some insiders as the “most powerful woman in Zanu PF,” has been building her profile as a potential successor to Mnangagwa.

In recent months, she has ramped up her public appearances and engagement with party members, while also positioning herself as a bridge between the old guard of Zanu PF and the new generation of leaders.

“Oppah is not only a loyal member of Zanu PF but also a strong advocate for the party’s values,” one party insider commented.

“She has the political savvy to unite the factions and provide a stable leadership transition after Mnangagwa.

The idea that Chiwenga could just step into the presidency without a proper contest is not sitting well with many in the party.”

As Zimbabwe approaches the end of Mnangagwa’s second term, the battle for control of Zanu PF appears set to intensify. With Chiwenga’s supporters vowing to defend his right to the presidency, and Muchinguri’s camp pushing for a historic change in leadership, the coming years promise to be a defining period for the ruling party.

“The fight for Zanu PF’s leadership after 2028 is not just about the presidency, it’s about the future direction of the party,” one party official concluded.

“Whoever assumes the top post will need to unite the factions, manage the generational transition, and ensure the party remains strong going forward.

Oppah Muchinguri is well-placed to do that, and it’s clear that she has the support of many in the party.”
