As Harare struggles to meet its ambitious Vision 2025 goal of becoming a world-class city, the government has increasingly pointed fingers at the Harare City Council, blaming local leadership for the city’s deteriorating conditions. However, critics argue that the government is using the council’s shortcomings as a convenient scapegoat to deflect attention from its own failures in addressing the capital’s infrastructural crisis.

Harare’s vision of becoming a globally competitive, well-managed city by 2025 appears more elusive than ever, with mounting challenges that hinder progress. Despite the grand ambitions outlined in Vision 2025, a combination of long-standing administrative inefficiencies, poor governance, and infrastructural neglect has set back the city’s development. Critics argue that while the Harare City Council bears much of the responsibility, the government’s role in exacerbating the crisis cannot be overlooked.

A primary issue affecting the council’s ability to function effectively is the absence of key personnel, such as the Chamber Secretary and a substantive Director of Finance. These critical vacancies have left the council with a weakened administrative structure, unable to carry out its core functions. The lack of leadership has resulted in slow decision-making and poor oversight, which has, in turn, exacerbated the city’s ability to manage basic services like water, waste management, and sewage systems.

Equally problematic is Harare’s long-standing and deeply flawed billing system. The city’s residents frequently complain of inflated or incorrect utility bills for services such as water and electricity, leading to widespread dissatisfaction. The failure to address this issue not only undermines the council’s credibility but also impacts its ability to collect much-needed revenue, stalling efforts to improve the city’s crumbling infrastructure.

A government insider, speaking on the condition of anonymity, claimed that the council’s dysfunction is largely to blame for Harare’s sorry state. “With dry water taps, uncollected garbage, and burst sewer trunks contaminating water sources, Harare’s dream of becoming a world-class city remains very much like the historical Ophir—an imaginary nation filled with gold,” the source said. The reference to Ophir, a mythical land known for its wealth but never conclusively located, highlights the increasingly unrealized nature of Harare’s Vision 2025.

As residents face daily hardships, including water shortages, irregular garbage collection, and the contamination of water supplies due to sewer bursts, the situation in Harare has worsened. In the city’s high-density suburbs, where infrastructure is already stretched to breaking point, these challenges are compounded by a growing population. As more people move to Harare in search of opportunities, the city’s resources and infrastructure have become increasingly inadequate to meet demand.

However, while the Harare City Council is often blamed for these failings, some critics argue that the government is deliberately shifting responsibility to the local authority to hide its own shortcomings. The central government has provided limited support to the city over the years, particularly in addressing critical infrastructure issues such as water supply, sanitation, and waste management. The lack of financial and technical assistance from the government has left the council struggling to address these fundamental problems.

The government’s response to the crisis has largely been one of finger-pointing rather than concrete action. While it has urged the Harare City Council to address these issues and improve service delivery, there has been little indication of significant intervention or collaboration from the central government. Mnangagwa Announces Reshuffle In Own Office

President Emmerson Mnangagwa has made significant changes to his administration, appointing three key figures to pivotal positions in the government. The reshuffle, which was announced with immediate effect, includes new appointments in both the Office of the President and Cabinet.

Honourable Lovemore Matuke, previously a senior figure in the government, has been appointed as the new Minister of State for National Security. His appointment marks a critical step in strengthening the country’s national security infrastructure, as he takes on the responsibility of overseeing security-related matters at the highest levels of government.

In another important development, Honourable Ray Machingura has been appointed as the Executive Director for the Presidential and National Scholarships Department in the Office of the President and Cabinet. Machingura will now play a central role in managing the country’s scholarship programs, which are designed to support talented Zimbabwean students in pursuing higher education opportunities both at home and abroad.

Additionally, Ms Rossy Mpofu has been appointed as the Special Advisor on Disability Issues in the Office of the President and Cabinet. In this new role, Ms Mpofu will work to address the needs of the disabled community in Zimbabwe, advising the President on policies and initiatives aimed at improving the lives of persons with disabilities across the country.

The reshuffle was confirmed by Dr Martin Rushwaya, the Chief Secretary to the President and Cabinet, in a statement issued shortly after the appointments. Dr Rushwaya indicated that these changes are effective immediately, signaling the government’s commitment to ensuring strong leadership in these critical areas.

The move is viewed as an erasure of the legacy of Kenneth Kaunda, a stalwart of Southern Africa’s independence movements, while simultaneously reviving long-standing accusations against Mnangagwa.

The removal of Kenneth Kaunda’s name marks a symbolic and calculated move by Mnangagwa, one that lundermines the legacy of Zambia’s founding father and liberation icon. Mnangagwa has executed the first of his missions to attack Zambian presidents since his recent plea with the Russian government earlier in the year to assist in his phantom claims. Mnangagwa, operating as a Rhodesian mercenary (allegations undenied by him for years to date) for over 50 years since being released from prison under the guise of a liberation fighter, has been orchestrating efforts to reverse the achievements of black liberation in Zimbabwe and beyond.

Kenneth Kaunda, Zambia’s first president and a staunch supporter of liberation movements across Africa, is being targeted, critics argue, for his pivotal role in pressuring the United Kingdom to impose sanctions on Rhodesia and ultimately forcing Ian Smith’s regime to negotiate at the Lancaster House Conference in 1979. This renaming of a road bearing Kaunda’s name is perceived as part of a broader attempt to erase his contributions to Southern Africa’s freedom and independence.

Grace Mugabe’s Striking Allegations Against Mnangagwa.

Former First Lady Grace Mugabe made bold accusations against Mnangagwa during her public tirades in 2017. She alleged that Mnangagwa worked with external forces to undermine her husband, the late President Robert Mugabe. Grace said:

“He wanted to kill the president, he was working with white people when he told the president to go to Mozambique saying the whites want to kill you. ‘The President was ordered by Nyerere, Robert go back home!, I said go back home.’”

This statement underscores her claim that Mnangagwa played a duplicitous role, working covertly against Mugabe under the guise of loyalty.

Cde Karen Kazingizi’s Testimony

Karen Kazingizi, a respected liberation war veteran, has also publicly challenged Mnangagwa’s credentials as a freedom fighter. In a scathing critique, she stated:

“Emmerson Mnangagwa didn’t fight in the liberation struggle, he was only handpicked by Robert Mugabe to displace and divide real fighters.”

Her statement directly undermines Mnangagwa’s longstanding narrative of being a liberation hero and highlights divisions within Zimbabwe’s liberation movement.

Allegations of Infiltration and Division

Historical accounts of Mnangagwa’s activities during the liberation struggle are riddled with allegations of betrayal and manipulation. During the 1970s, Mnangagwa was accused of fostering division within ZANU leadership. In 1975, he reportedly formed a relationship with Josiah Tongogara’s sister, which was perceived as a strategic move to consolidate influence within the movement. These claims, though never proven, fuel speculation about his intentions during the liberation war.

Mr Mnangagwa did not immediately respond to requests for comment at the time of writing.

Perhaps the most contentious allegation is Mnangagwa’s suspected involvement in the death of Josiah Tongogara, a revered ZANLA commander, in 1979. While no concrete evidence has emerged to implicate Mnangagwa directly, speculation persists, tarnishing his reputation among some segments of Zimbabwe’s political landscape.

Diana Mnangagwa’s Personal Account

Adding a personal layer to the controversy, Diana Mnangagwa, Emmerson Mnangagwa’s sister, recounted a troubling episode from their childhood:

“He made me eat snake poison, and I ended up assaulting him, biting him at the forehead.”

While anecdotal, her account paints a vivid picture of Mnangagwa’s character from an early age, further fueling public skepticism about his leadership style.

Implications of Renaming Kenneth Kaunda Avenue.

Collapsing ZiG Falls On Civil Servants

By Business Reporter-Civil servants have raised alarms over delayed November salaries and bonuses, fueling concerns that the government is struggling to meet its obligations amid the rapid decline of the Zimbabwean dollar (ZiG).

On Tuesday, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) revealed that most of its members had yet to be paid. 

In a statement posted on X (formerly Twitter), ARTUZ criticised the government’s financial mismanagement:

“We are receiving angering news. The government of @edmnangagwa has failed to pay salaries on time to civil servants. Approximately half of the civil service population is still to receive their full paltry monthly allowance. We have seen this government blowing millions of dollars on one junket after the other. They must pay in time or face the anger of hard-working civil servants.”

The delayed payments come from drastic budget cuts announced last week, including reductions in fuel allocations, foreign travel, and workshops for civil servants. 

These measures reflect the government’s struggle to stabilise the economy after the ZiG depreciated by a staggering 43% against the US dollar in September 2024.

In response to the financial crisis, the Treasury issued a directive to government departments on November 13, urging them to limit spending to essential expenditures for the rest of the year. 

A circular addressed to Permanent Secretaries and the Clerk of Parliament outlined the challenges of the currency’s collapse.

Finance Secretary George Guvamatanga attributed the delays to a mismatch between revenue inflows and mounting expenditures.

“As you may be aware, the local currency unit (ZWL) recently depreciated by 43% against the United States dollar, resulting in a substantial mismatch between revenue inflows, collected in some cases with a one-month lag, and local currency expenditures that immediately adjusted to the new exchange rate,” Guvamatanga explained.

He also noted that the backdated civil service salary adjustment in October had further strained the government’s fiscal capacity. As a result, critical obligations such as bonus payments, food security programs, agricultural inputs for the upcoming farming season, and utility subsidies remain underfunded.

To mitigate the crisis, the Treasury outlined several cost-cutting measures:

  • Prioritisations of payments for outstanding obligations.
  • Foreign travel only approved if externally funded.
  • Suspension of local workshops unless pre-approved by Treasury.
  • A 50% reduction in fuel allocations for operational activities.

While these steps aim to contain the fiscal crisis, they expose the government’s inability to manage public finances effectively, a problem rooted in years of economic mismanagement.

The country’s financial instability is the result of decades of failed policies and systemic corruption. 

The reintroduction of the Zimbabwean dollar in 2019, coupled with erratic monetary policies, has exacerbated economic volatility. 

Hyperinflation, unsustainable debt levels, and fiscal indiscipline have compounded the nation’s woes, leaving its financial system teetering on the brink of collapse.

Manhidze Gold Rush, Armed Police Pounce On Villagers

By Business Reporter- Armed police details are said to have been deployed in Manhidze, Chirumhanzu district, in the Midlands Province, to protect the random harvesting of gold that exploded last week, villagers have said.

Villagers discovered gold in the areas, exposing what appears to be a long-running cover-up by Chinese miners claiming to be extracting iron ore in the area.

The discovery of gold has sparked a frenzy among locals, drawing people from as far as Mvuma and Chivhu to the site.

Last week, villagers stumbled upon gold deposits, leading to a rapid influx of fortune seekers.

The villagers alleged that authorities have since stepped in, with Police cordoning off the area and preventing locals from accessing the precious metal.

This has only fueled suspicions about the true nature of operations in Manhidze, particularly given the presence of Chinese firms that have long claimed they were mining iron ore.

The Police had not yet commented on these allegations at the time we published this article.

The Manhidze incident bears similarities to the Chiadzwa diamond saga of 2007 in Marange, Manicaland Province, where villagers discovered diamonds.

Initially benefiting locals, the discovery quickly turned into a nightmare as the government deployed the military to suppress artisanal miners violently.

Soldiers were accused of brutalising villagers, forcing them out of the diamond-rich area, and seizing control of the mining operations.

Reports later emerged implicating the military in widespread looting of the Chiadzwa diamonds, with the proceeds allegedly used to fund various clandestine activities, including the 2017 military coup that ousted long-time ruler Robert Mugabe and brought President Emmerson Mnangagwa to power.

The parallels between Manhidze and Chiadzwa raise questions about the government’s ability—or willingness—to safeguard natural resources for the benefit of citizens.

In both cases, foreign firms, particularly Chinese companies, have been a common thread, often sparking accusations of complicity in resource exploitation.

Observers have long criticised the opaque nature of Zimbabwe’s extractive industries, where corruption, mismanagement, and a lack of transparency have allowed elites and foreign interests to profit. At the same time, ordinary citizens are excluded from the wealth generated by the country’s natural resources.

Mai Titi was arrested and detained overnight at Marlborough Police Station, as confirmed during an audio-recorded conversation. Initially, she denied the arrest and accused media outlets of publishing false news about her detention. However, during a later engagement, she admitted to having been arrested and spending the night in police custody, seemingly contradicting her earlier statements.

The Facebook Hack Claim

In an effort to explain her absence from social media during the ordeal, Mai Titi claimed her Facebook page had been hacked. A fresh power struggle has emerged within Zimbabwe’s ruling party, Zanu PF, with sources revealing a concerted effort to block Vice President Constantino Chiwenga’s potential rise to the presidency in 2028.

According to insiders at the party’s headquarters, Jongwe House, a faction is now advocating for the elevation of a woman to the top post in the party, intensifying the already complex political dynamics within the ruling party.

The constitution stipulates that President Emmerson Mnangagwa, who has held the presidency since 2017, is due to step down in 2028 after completing his two terms in office.

This has opened the door for a fierce battle for succession, with Vice President Chiwenga long considered a strong contender to take over. However, the latest developments suggest that the fight for the top spot is far from settled.

Sources within Zanu PF claim that a faction at Jongwe House is now actively working to prevent Chiwenga from assuming the presidency. SADC Heads Of State Snub Mnangagwa

By Political Reporter- The majority of Southern African Development Community (SADC) heads of state have snubbed the bloc’s extraordinary summit happening in Harare.

The absent leaders have, however, sent their representatives to the summit, which President Emmerson Mnangagwa is chairing.

Out of the 15 member states, only four Heads of State—Democratic Republic of Congo’s Félix Tshisekedi, outgoing Mozambican leader Filipe Nyusi, Madagascar’s Andry Nirina Rajoelina (incoming SADC chair), and Botswana’s newly elected President Duma Gideon Boko attended the summit whose main agenda is to discuss the security crises in the eastern DRC and Mozambique’s post-election violence.

The absence of this large number of Presidents is glaring.

The absence of the President of South Africa, Cyril Ramaphosa, is understandable since he is currently in Brazil for the G-20 Summit and sent Deputy President Paul Mashatile. Eswatini’s King Mswati III sent Prime Minister Russel Mmiso Dlamini in his place while
Zambian President Hakainde Hichilema deployed his Foreign Affairs Minister Mulambo Haimbe without explaining his non-attendance.

While logistical and diplomatic commitments partly explain some absences, analysts suggest Mnangagwa’s perceived lack of legitimacy following Zimbabwe’s disputed August 2023 elections has dampened his stature within the regional bloc.

This comes when Mnangagwa is scrutinised for alleged human rights abuses and failure to uphold democratic principles.

The poor attendance at the summit by most SADC heads of state could mean the region is disgruntled with Harare’s disputed elections and the leadership of Mnangagwa.

This improvisation frustrated onlookers, who could only watch as the fire spread uncontrollably.

The vehicle, which was en route from Beitbridge to Gwanda, is believed to have experienced a mechanical issue. The driver had engaged a mechanic to address the fault, but while repairs were underway, the car unexpectedly caught fire.

Despite the fire brigade’s efforts, the vehicle was ultimately destroyed by the flames.

Political Reporter-President Mnangagwa has appointed Lovemore Matuke as the State Security Minister.

The Chief Secretary to the President and Cabinet, Martin Rushwaya made the announcement Tuesday in a statement:

“In terms of Section 104 Subsection (1) as read with Section 225 of the Constitution, His Excellency the President, Emmerson Dambudzo Mnangagwa has appointed Honourable Lovemore Matuke, Senator as the Minister of State for National Security with immediate effect,” read the statement.

Mnangagwa also appointed Raymore Machingura as the Executive Director for the Presidential and National Scholarships Department in the Office of the President and Cabinet and Ms Rossy Mpofu as the Special Advisor on Disability Issues in the Office of the President and Cabinet.

Borrowdale Woman Gang-Raped At Gunpoint

By Crime and Courts Reporter- A Borrowdale woman was gang raped at gunpoint by three unknown men in Harare at the weekend.

The rapists also sexually assaulted the woman’s two kids, aged 2 years and five months, respectively.

The woman, aged 27, left home to buy airtime at the corner of Harare Drive and Alpes Road.

Her five-month-old daughter was at her back while her two-year-old daughter was on her shoulders.

As they were returning home, they met three unidentified men at the bridge at Pomona Quarry Stones.

She was tripped and fell down and the three men took turns to rape her.

They also raped her babies as well.

The woman arrived home and narrated the heinous act to her husband and they lodged a police report.

Harare provincial police spokesperson, Inspector Luckmore Chakanza, confirmed the chilling case.

“Police are investigating a rape case involving a mother and her two babies in Borrowdale.
“One of the accused persons ordered the complainant to keep quiet and they lifted her together with her kids and laid them on the grass.
“One of the accused person pointed an unidentified pistol on the complainant’s forehead while the other accused person raped her without protection.
“The other suspects also raped her without protection and the minor children were suspected to have been raped as well.
“When the third accused finished, they instructed the complainant to wake up and walk away without looking back and she complied.
“The three unknown accused persons disappeared in the dark.
“The victims were escorted to Parirenyatwa Group of Hospitals for medical examinations,” said Insp Chakanza.

By A Correspondent| The High Court on Monday 18 November 2024 ordered Zimbabwe Republic Police (ZRP) officers to release and hand back some electronic gadgets, which they forcibly and illegally confiscated from three prominent pro-democracy campaigners, who were seized from a plane in Harare in July and tortured before being prosecuted on charges of disorderly conduct in a public place.

Some mobile phones and laptops were confiscated from three pro-democracy campaigners namely Namatai Kwekweza, Robson Chere and Samuel Gwenzi on Wednesday 31 July 2024, during a horrible ordeal, when they were arrested and detained by ZRP officers, after they had been forcibly removed from a plane, which they had boarded at Robert Mugabe International Airport in Harare, while on their way to attend a conference in Victoria Falls.

Kwekweza, the leader of WeLead Trust, Chere, the Secretary-General of Amalgamated Rural Teachers Union of Zimbabwe and Gwenzi, a former Councillor for Ward 5 in Harare, were charged with disorderly conduct in a public place as defined in section 41(b) of the Criminal Law (Codification and Reform) Act and accused of allegedly participating in an unsanctioned demonstration reportedly held at Harare Magistrates Court in June, where they protested against the detention of Citizens Coalition for Change political party leader Jameson Timba and some of the opposition party members and demanding their release from prison.

The trio, who are out of prison custody on bail and are represented by Jeremiah Bamu, Tinashe Chinopfukutwa and Kelvin Kabaya of Zimbabwe Lawyers for Human Rights, recently filed an application at Harare Magistrates Court, where they asked the court to order ZRP to release their mobile phone handsets and laptops, arguing that their electronic gadgets were being unlawfully held by ZRP as according to prosecutors, the seized devices, were not required to be used during their trial.

On Monday 18 November 2024, a Harare Magistrate ordered ZRP to release and return Kwekweza, Chere and Gwenzi’s mobile phone handsets and laptops.

Kwekweza, Chere and Gwenzi together with Vusumuzi Moyo, Phillies Pikitayi, Dephine Gutsa, Simbarashe Blackson, Emmanuel Sitima and Last Chinodya, return to court on 9 December, where a ruling on their application for exception to the charges of disorderly conduct, will be handed down.

By Political Reporter-Zanu PF Mashonaland East Provincial Youth Secretary for Education, Pardon Chibamu, is being accused of taking over a Harare widow’s upmarket Borrowdale West property and converting it into a hub for illicit activities.

The property, located at 5 Sable Street, has reportedly become a hotspot for a brothel and the illegal sale of alcohol, raising concerns over the safety and dignity of young female students renting rooms on the premises.

Sources close to the matter allege that Chibamu exploited the widow’s vulnerability, obtaining control of the house through a third party initially holding a lease.

What started as a straightforward rental agreement spiraled into a forced takeover, effectively depriving the widow of her home.

Chibamu is reportedly not residing at the property but has installed Prince Chenzira, a relative of one of his associates, to oversee operations and collect rent from the ongoing illegal activities.

In a bid for justice, the widow secured a court order on October 24, 2024 (CASE NO. HRE C CG4578/24), mandating the eviction of Chibamu, represented by Chenzira.

However, despite the legal directive, Chibamu is allegedly leveraging his political influence to contest the ruling and prolong his occupation of the property.

“This defiance by Chibamu is causing further harm to the desperate widow who deserves justice,” said a neighbour supporting the widow in her fight.

“We, as her neighbors, strongly condemn these actions and are helping her raise legal fees to continue the battle.”

When contacted for comment, Chibamu denied any involvement with the property, stating, “I don’t know about the said house. I am a progressive businessman and politician.”

He further claimed that his accusers are opposition Citizens Coalition for Change (CCC) members seeking to tarnish his reputation.

“I used to run boarding house rentals, but I moved on to better, more profitable ventures. If you video-call me now, I can show you the raw gold I’m holding. These accusations come from CCC politicians I outclassed in Mashonaland East during the last election. They’ve been targeting me ever since. This only proves my power—they cannot defeat me.” he bragged.

No Pay For Civil Servants As ZiG Collapse Worsens

By Business Reporter-Civil servants, including teachers, have raised alarms over delayed November salaries and bonuses, fueling concerns that the government is struggling to meet its obligations amid the rapid decline of the Zimbabwean dollar (ZiG).

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) revealed on Tuesday that most of its members had not been paid.

In a statement posted on X (formerly Twitter), ARTUZ criticised the government’s financial mismanagement:

“We are receiving angering news. The government of @edmnangagwa has failed to pay salaries on time to civil servants. Approximately half of the civil service population is still to receive their full paltry monthly allowance. We have seen this government blowing millions of dollars on one junket after the other. They must pay in time or face the anger of hard-working civil servants.”

The delayed payments come from drastic budget cuts announced last week, including reductions in fuel allocations, foreign travel, and workshops for civil servants. 

These measures reflect the government’s struggle to stabilise the economy after the ZiG depreciated by a staggering 43% against the US dollar in September 2024.

In response to the financial crisis, the Treasury issued a directive to government departments on November 13, urging them to limit spending to essential expenditures for the rest of the year. 

A circular addressed to Permanent Secretaries and the Clerk of Parliament outlined the challenges of the currency’s collapse.

Finance Secretary George Guvamatanga attributed the delays to a mismatch between revenue inflows and mounting expenditures.

“As you may be aware, the local currency unit (ZWL) recently depreciated by 43% against the United States dollar, resulting in a substantial mismatch between revenue inflows, collected in some cases with a one-month lag, and local currency expenditures that immediately adjusted to the new exchange rate,” Guvamatanga explained.

He also noted that the backdated civil service salary adjustment in October had further strained the government’s fiscal capacity. As a result, critical obligations such as bonus payments, food security programs, agricultural inputs for the upcoming farming season, and utility subsidies remain underfunded.

To mitigate the crisis, the Treasury outlined several cost-cutting measures:

  • Prioritisations of payments for outstanding obligations.
  • Foreign travel only approved if externally funded.
  • Suspension of local workshops unless pre-approved by Treasury.
  • A 50% reduction in fuel allocations for operational activities.

While these steps aim to contain the fiscal crisis, they expose the government’s inability to manage public finances effectively, a problem rooted in years of economic mismanagement.

Train Nearly Kills Man Sleeping On Rail Track

Elderly Man Narrowly Escapes Death After Being Struck by Moving Train

Bulawayo, Zimbabwe — In a harrowing incident, a 62-year-old man came within moments of being crushed by a moving train while sleeping on railway tracks under the Luveve Flyover on Saturday morning.

The man, identified as Everton Sithole, was struck on the head by the right side of a train bumper after he awoke too late to move from the tracks. Sithole, who is homeless, is currently admitted to Mpilo Hospital with head injuries and bruises on both legs.

Near-Death Encounter

According to Bulawayo provincial police spokesperson Inspector Abednico Ncube, the incident occurred as a train operated by the Beitbridge-Bulawayo Railway approached the site.

“The engineman initially thought he saw a heap of garbage on the railway sleepers,” said Inspector Ncube. “When the train was just two meters away, he realized it was a man with his head covered by a cloth. The victim raised his head, but it was too late to avoid being struck.”

The train driver managed to bring the locomotive to a stop approximately 15 meters from the point of impact and immediately called for an ambulance, which rushed Sithole to Mpilo Hospital.

The National Railways of Zimbabwe (NRZ) confirmed the incident and expressed concern over an increase in accidents involving trains and pedestrians.

Crime Intelligence officers were later called to the police station. Upon their arrival, they contacted the officers involved, urging them to return. When the officers came back, they reportedly produced R200,000, claiming it was the amount found during the search.

The paymaster’s son filed a formal complaint of theft against the four officers. They were subsequently arrested, charged, and detained at the Nelspruit police cells.

The High Court, presided over by Justice Nyaradzo Priscilla Munangati-Manongwa, ordered the illegal occupants of the Chisipite residence, Demetria Zirenga and Harrison Marange, to vacate the premises within 15 days. The judgment declared the original title deed held by Dr. Mutumbuka as valid, and the competing title deed presented by fraudsters as fake and invalid.

How the Fraud Unfolded

Dr. Mutumbuka, who has owned the property since 1988, fell victim to a carefully orchestrated scheme. His original title deed was removed from the Deeds Office by Lynna Mlambo, a supervisor, and handed to her boyfriend, Tatenda ‘Shaft’ Wakatama. The fraudulent deed was then used by Jonah Ngome, who sold the property for a mere US$140,000 — significantly below its market value. Zirenga and Marange, the purchasers, paid just US$45,000 initially and took possession of the house. Dr. Mutumbuka, represented by Advocate Edley Mubayiwa, was evicted in 2023 but swiftly sought legal recourse.

Justice Munangati-Manongwa’s ruling dismantled the fraudulent transaction, affirming Dr. Mutumbuka’s ownership and ordering the Deeds Office to expunge the fraudulent title from its records. The judge criticized Ngome’s suspicious absence during court proceedings, stating, “Ngome is silent. He accepts the fraud to his deed by remaining silent.”

The judgment also exposed flaws in Zirenga and Marange’s case. They relied on a flawed agreement of sale and a fraudulent title deed, which Justice Munangati-Manongwa described as “replete with fraud.” Their lawyers, Hope Ndanaka Tirivavi and Advocate Method Ndlovu, were chastised for pursuing a meritless case, resulting in the dismissal of their application with costs.

“ZESA Holdings would like to advise its valued stakeholders that the national power grid is currently experiencing reduced electricity generation capacity due to a technical fault at Hwange Power Station,” the statement read. “This has been further compounded by low generation capacity at Kariba Power Station, resulting from low water levels.”

The power utility assured the public that its technical teams were working to resolve the issue. “Our technical teams are actively working to resolve the fault at Hwange to minimize the impact on our customers. We sincerely apologise for the inconvenience caused,” ZETDC said.

ZiG Collapses Government 

By Business Reporter- The continued depreciation of te ZiG has forced the government to slash funding for fuel allocations, foreign trips, and workshops for civil servants. 

These austerity measures come amid the collapse of the Zimbabwean economy, characterised by decades of failed policies and rampant corruption.

The Zimbabwean dollar depreciated by a staggering 43% against the US dollar in September 2024, setting off a domino effect of economic challenges.

Treasury has since issued a directive to government departments, urging them to prioritise only essential expenditures for the remainder of the year, with limited non-wage budget support.

A circular dated November 13, sent to Permanent Secretaries and the Clerk of Parliament, warned of the grim fiscal outlook. 

Finance, Economic Development, and Investment Promotion Permanent Secretary George Guvamatanga highlighted the dire situation, citing the mismatch between delayed revenue inflows and immediate expenditure obligations.

“As you may be aware, the local currency unit (ZWL) recently depreciated by 43% against the United States dollar, resulting in a substantial mismatch between revenue inflows, collected in some cases with a one-month lag, and local currency expenditures that immediately adjusted to the new exchange rate,” said Guvamatanga.

He further noted that the government’s fiscal space had been severely constrained by a backdated civil service salary adjustment in October.

This has left the Treasury scrambling to fund critical obligations such as the 2024 bonus payments, food security programs, agricultural inputs for the upcoming farming season, and utility subsidies.

To contain expenditure, Treasury announced several measures for the remainder of 2024:

  • Prioritisation of payments for outstanding obligations.
  • Approval of foreign travel only if funded externally.
  • Suspension of local workshops unless pre-approved by Treasury.
  • A 50% reduction in fuel allocations for operational activities.

These measures, though necessary, underscore the government’s inability to manage its fiscal affairs—a problem compounded by Zimbabwe’s legacy of economic mismanagement.

Thanks to the station’s swift reporting, the community quickly mobilised to repair the vital link, restoring access for motorists and villagers alike.

Due to Vemuganga’s proactive disaster alert system and deep-rooted connection with its audience, no fatalities have been reported in the district to date—a significant achievement in a region prone to severe climate-related disasters.

Zimbos In SA Murder, Robbery & Car Spiking Arrests

South Africa– Police in Limpopo have arrested five suspects tied to vehicle spiking, armed robbery, and murder on the N1 freeway, with some of the accused reportedly hailing from Zimbabwe.

The suspects, identified as Alberto Quiton Lucas, Khoza Khumalo, Tsakirai Wedzerai, John Moyo, and Brighton Zacheche, face charges stemming from a spate of armed robberies in June 2024. Khumalo, Moyo, and Zacheche are also implicated in a murder that occurred near Bela Bela.

The suspects appeared before the Bela Bela Magistrate’s Court on Friday, with their bail applications postponed to December 9.

These arrests come amidst rising alarm over road spiking incidents, a tactic used to force vehicles to stop and rob occupants.

In May 2024, Gauteng police apprehended 11 suspects in connection with similar incidents on major highways, with one suspect killed during the operation.

No-More Gvt Trips, Workshops & Fuel As ZiG Collapses

By Business Reporter- The government has slashed funding for fuel allocations, foreign trips, and workshops for civil servants as the ZiG continues its freefall.

These austerity measures come amid the collapse of the Zimbabwean economy, characterised by decades of failed policies and rampant corruption.

The Zimbabwean dollar depreciated by a staggering 43% against the US dollar in September 2024, setting off a domino effect of economic challenges.

Treasury has since issued a directive to government departments, urging them to prioritise only essential expenditures for the remainder of the year, with limited non-wage budget support.

A circular dated November 13, sent to Permanent Secretaries and the Clerk of Parliament, warned of the grim fiscal outlook. 

Finance, Economic Development, and Investment Promotion Permanent Secretary George Guvamatanga highlighted the dire situation, citing the mismatch between delayed revenue inflows and immediate expenditure obligations.

“As you may be aware, the local currency unit (ZWL) recently depreciated by 43% against the United States dollar, resulting in a substantial mismatch between revenue inflows, collected in some cases with a one-month lag, and local currency expenditures that immediately adjusted to the new exchange rate,” said Guvamatanga.

He further noted that the government’s fiscal space had been severely constrained by a backdated civil service salary adjustment in October.

This has left the Treasury scrambling to fund critical obligations such as the 2024 bonus payments, food security programs, agricultural inputs for the upcoming farming season, and utility subsidies.

To contain expenditure, Treasury announced several measures for the remainder of 2024:

  • Prioritisation of payments for outstanding obligations.
  • Approval of foreign travel only if funded externally.
  • Suspension of local workshops unless pre-approved by Treasury.
  • A 50% reduction in fuel allocations for operational activities.

These measures, though necessary, underscore the government’s inability to manage its fiscal affairs—a problem compounded by Zimbabwe’s legacy of economic mismanagement.

Zimbabwe’s economic woes are deeply rooted in a history of failed policies and systemic corruption. 

The government’s erratic monetary policies, including the ill-fated return of the Zimbabwean dollar in 2019, have consistently undermined economic stability.

This recognition follows his selection as part of the World Economic Forum’s Young Global Leaders Class of 2022. Originally from Filabusi, Matabeleland South, Ndlovu is a seasoned international financial services executive with extensive experience spanning corporate finance, investment management, and insurance.

Over the course of his career, he has worked across multiple global markets, including Bermuda, Singapore, France, the United Kingdom, and South Africa.

“We have expanded the number of perils insured from one in 2020 – crop drought to five – crop drought, livestock drought, tropical cyclone, flood, and outbreaks & epidemics in 2023.

“We have increased the number of (i) African countries taking up insurance from six to seventeen, and we now cover about 50 million vulnerable Africans through our insurance programmes, which is by far the largest in Africa.”

According to Ndlovu ARC has raised over US$250 million from donors to create a fund with the African Development Fund (ADRIFI) to subsidise insurance programmes and expand access to insurance coverage.

“The award demonstrates the importance that is being attached to disaster preparedness and financing  which is increasingly important due to the rising frequency and severity of natural disasters in Africa. This year El Nino caused a devastating drought in Southern Africa,” he said.Time Magazine said finance was the climate story of 2024.“And it’s a theme that has proved inescapable in our TIME100 Climate list of influential climate leaders in business this year. Shock as Ghana Misses Out on 2025 AFCON Qualification

In the aftermath, Ghana’s head coach, Otto Addo, has responded strongly to the growing calls for his dismissal. Speaking to critics, Addo defended his experience and the weight of his coaching background, referencing his time working under notable figures such as Matthias Sammer, Jürgen Klopp, and Edin Terzic at Borussia Dortmund. He pointed out that, while criticism is part of the job, insights from established coaches like Klopp hold far more significance than the opinions of those who may not fully understand the nuances of coaching.

As quoted by Ghana Web, Addo remarked:
“I trained under Sammer. I trained under Klopp; I was assistant to Edin Terzic, who was Dortmund’s head coach. They are also critical of some things, but this has much more value if I speak to Jürgen Klopp and he says this or that than somebody from anywhere saying blah blah, this is bad.”

We also hope that it is in such moments of sickness when he must reflect and come to the realization that, it can’t be “Tsepete Tsepete” when the healthcare system is in a bad state.

It can’t be “Tsepete Tsepete” when cancer treatment is highly unaffordable and beyond the reach of many.

It can’t be “Tsepete Tsepete” when doctors and nurses are underpaid and therefore demotivated.

While the official narrative holds that Mnangagwa was born in 1942, making him 82 years old in 2024, critics are questioning whether the veteran leader is manipulating his age for political advantage.

The debate ignited after old photographs of Mnangagwa from the year 2000 resurfaced, showing him with distinct grey hair.

However, more recent images of the President show him with a full head of black hair, prompting allegations of age manipulation.

This situation has drawn comparisons to the practice of “age cheating” in sports, where athletes downplay their age to gain an advantage or prolong their careers.

In Mnangagwa’s case, some believe he is using a similar strategy to project an image of vitality and political longevity.

Zimbabwean opposition leader, Advocate Nelson Chamisa, has made it clear that his unwavering faith in God will guide him through the political challenges he faces, including his ongoing struggle against his political rivals.

In a powerful statement shared on his Facebook page on Sunday, Chamisa outlined how he intends to use the strength of his faith and the teachings of the Bible to confront the “bullet”.

In his post, Chamisa drew inspiration from the biblical figure of King David, particularly citing Psalm 109:1-5, which he believes mirrors his own political battles. The verses in question describe a righteous man being surrounded by deceit and hatred, yet turning to prayer and faith as his ultimate strength.

Chamisa shared the passage with his followers, saying, “King David inspires me!” He then quoted the verses that resonated with him:

“My God, whom I praise, do not remain silent,
for people who are wicked and deceitful
have opened their mouths against me;
they have spoken against me with lying tongues.

Total Power Blackout at Chitungwiza Central Hospital

The situation at Chitungwiza Central Hospital has become critical, as the facility has been plunged into a total power blackout with no backup power available. Eyewitnesses and reports from the hospital reveal that both patients and staff are resorting to using their mobile phones as makeshift flashlights to navigate the darkened corridors.

“Patients and staff have no choice but to use their phones as torches,” one source at the hospital shared. “The conditions here are very concerning, especially for those in critical care.”

Zimbabwe has been grappling with persistent power shortages for some time, largely due to a combination of factors, including low water levels at the Kariba Dam, which is crucial for the country’s hydroelectric power generation. The national grid’s capacity has been further strained by ongoing issues at the country’s key power stations.

In a statement released on Saturday, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) acknowledged the power crisis and explained that the situation had been worsened by technical faults at the Hwange Power Station.

“ZESA Holdings would like to advise its valued stakeholders that the national power grid is currently experiencing reduced electricity generation capacity due to a technical fault at Hwange Power Station,” the statement read. “This has been further compounded by low generation capacity at Kariba Power Station, resulting from low water levels.”

The power utility assured the public that its technical teams were working to resolve the issue. “Our technical teams are actively working to resolve the fault at Hwange to minimize the impact on our customers. We sincerely apologise for the inconvenience caused,” ZETDC said.

Despite these efforts, the ongoing power shortages continue to have a severe impact on critical facilities such as Chitungwiza Central Hospital, where reliable electricity is essential for patient care. Man Bashed By Wife Over Prophetic Payments

Masvingo, Zimbabwe – A heated domestic dispute in Jerera Village, Guwa, turned violent after a 60-year-old woman, Sabina Mandizvidza, allegedly assaulted her husband, Richard Butire (63), with a metal rod. The altercation arose from a disagreement over Mandizvidza paying a prophet with a goat for cleansing rituals without her husband’s knowledge or consent.

Mandizvidza, who appeared before Masvingo Magistrate Lynette Mudzingo, admitted involvement in the scuffle but denied intentionally assaulting Butire. She claimed his injuries resulted from a fall during the altercation. The court remanded her out of custody pending further proceedings.

Prosecutor Precious Takuva told the court that the altercation occurred on April 30, 2024, at approximately 5:30 PM. Power Dynamics and the Fall of Mugabe: A Tale of Factional Wars and Betrayal

This imbalance was starkly evident during Robert Mugabe’s rule, where Emmerson Mnangagwa (ED) exerted considerable influence. Through Grace Mugabe, ED strategically positioned his allies, ensuring they were appointed as deputy ministers, secretaries, or held key positions in various ministries. This was Mugabe’s greatest political misstep—unknowingly enabling the creation of a power structure that would later swallow him whole. The culmination of these dynamics led to his humiliating exit in 2017.

Grace Mugabe and Saviour Kasukuwere were products of ED’s political maneuvering, representing what was seen as the Zezuru faction. By 2014, this faction had alienated some of the most influential veterans of Zimbabwe’s liberation struggle, including Didymus Mutasa, Rugare Gumbo, Dzikamai Mavhaire, Munacho Mutezo, Nicholas Goche, and Ray Kaukonde. The Zezuru faction’s downfall began as Grace and Kasukuwere, intoxicated by their perceived power, overestimated their influence. Kasukuwere’s infamous tribalistic anthem, “Zezuru Unconquerable,” only worsened matters. It provided ED and his faction with the ammunition to label the Zezurus as divisive, further justifying their agenda to dismantle the faction.

Tribal spacecraft: AI

The factional wars intensified with the rise of the G40 faction, following the dismissal of the Mujuru faction. Grace Mugabe and Kasukuwere were left vulnerable in their attempts to challenge ED. Yet, questions linger about how General Constantino Chiwenga, known as “Mkanya,” became involved. After witnessing the political demise of his comrades, why did Chiwenga align himself with ED and participate in the downfall of his own people? In 2017, during the political upheaval, there were shocking incidents such as the beating of Solomon Mujuru’s widow by Lacoste-aligned youths, amid claims that Mugabe wanted to appoint Sydney Sekeramayi as his successor.

The November 2017 coup, led by Chiwenga, was ultimately a Karanga-led initiative, symbolizing a shift away from Zezuru dominance. The coup saw many Zezurus purged, some killed, and others fleeing into exile—figures like Peter Munetsi and Augustine Chihuri. Despite Chiwenga’s involvement, it raises the question: did he not learn from the Mujuru faction’s downfall?

After taking power, ED continued targeting high-ranking Zezurus within Zimbabwe’s security forces. Over 37 army generals were removed under suspicious circumstances, some reportedly succumbing to COVID-19, accidents, or sudden illnesses. Others, like Perence Shiri and Douglas Nyikayaramba, were denied National Hero status. Under ED, the National Heroes Acre now appears reserved for his loyalists and former UANC members.

Chiwenga himself faced his share of betrayal. Poisoned—allegedly with Chinese confirmation—he endured health challenges that led to his public fallout with Mary Mubaiwa. Yet, Chiwenga’s resilience shocked ED, as evidenced by the president’s disbelief upon Chiwenga’s unannounced return to Zimbabwe. Despite knowing ED harbors ambitions to eliminate him, Chiwenga perplexes many by repeatedly rescuing the “crocodile” during moments of political weakness. Why does he do this? Elders might say, “Chinoda kufa chinovhiringira” (that which seeks its end often hastens it).

Chiwenga’s public statements further confound observers. He speaks of being “blood brothers” with ED, yet the sentiment is not reciprocated. Instead, ED belittles Chiwenga, making disparaging comments such as, “We know Chiwenga was flirting with Mimi at work” or “Chiwenga was stealing wine meant for Fathers.” These “jokes” undermine Chiwenga’s credibility and reinforce his vulnerability.

Meanwhile, ED strategically appoints discredited individuals like Godwills Masimirembwa—lawyer, looter, and land baron—to consolidate his grip on power. Masimirembwa, forgetting his Mukorekore roots, now champions the #ED2030 agenda, revealing the extent to which Zezurus have been divided and manipulated.

This serves as a stark warning: when a minority faction rises by exploiting divisions within the majority, the result is the systematic destruction of the very people who enabled its ascent. The question remains: how long can Chiwenga and others continue supporting a regime that works tirelessly to eliminate them?

Harare – The Southern African Development Community (SADC) is holding an extraordinary summit this weekend to address escalating post-election violence in Mozambique amid widespread allegations of vote rigging and political interference by the ruling FRELIMO party.

The high-level summit, hosted in Harare, will focus on resolving Mozambique’s political and security crisis alongside other regional challenges, such as the SADC Mission in the Democratic Republic of Congo (SAMIDRC), whose mandate expires soon.

A source in the Ministry of Foreign Affairs confirmed the urgency of the discussions:

The contested elections saw FRELIMO candidate Daniel Chapo claim a landslide victory with 71% of the vote, while opposition leader Venancio Mondlane garnered 21%. 

Mondlane has rejected the results, denouncing them as fraudulent and calling for nationwide protests to demand fresh polls.

Protests have turned violent, claiming at least 30 lives. 

Last Thursday, police in Maputo used tear gas to disperse demonstrators calling for election transparency. 

The unrest has raised concerns about regional stability, prompting SADC to prioritize the crisis in its deliberations.

The summit, taking place at the new Parliament building in Mt Hampden, follows the 44th SADC Summit in August. 

It will begin with technical committee meetings culminating in the SADC Organ Troika Summit, chaired by Tanzania, and the Heads of State and Government Summit on Wednesday.

Zimbabwe, as host, will also chair the SADC Council of Ministers meeting, with preparations reportedly at an advanced stage.

Citizens Slam Naming of Clinic After Auxillia Mnangagwa

Supervisor’s Boyfriend Steals Minister’s $600,000 Title Deeds

By A Correspondent | In a precedent-setting case, Zimbabwe’s first Minister of Education, Dzingai Mutumbuka, has won a legal battle to reclaim his US$600,000 residence in Chisipite, Harare, after title deeds were stolen, forged, and sold fraudulently. The High Court, presided over by Justice Nyaradzo Priscilla Munangati-Manongwa, ruled decisively in favor of Mutumbuka, restoring justice in a case riddled with fraud and corruption.

The Fraudulent Scheme

The property, located at 90 Harare Drive, Colney Valley, Chisipite, was unlawfully sold using forged documents after Lynna Mlambo, a supervisor at the Deeds Office, accessed the title deeds and handed them over to her boyfriend, Tatenda ‘Shaft’ Wakatama. Wakatama forged his details on the document and returned it to the Deeds Office through an accomplice.

Using the fraudulent deed, the property was sold to Demetria Zirenga and Harrison Marange for only US$92,000, a fraction of its value. Despite paying just US$45,000, they occupied the property, evicting Mutumbuka through a court order issued on September 18, 2023, by Justice Webster Nicholas Chinamora, who has since resigned amidst allegations of misconduct.

Court Ruling

Justice Munangati-Manongwa declared the forged deed, attributed to Jonah Ngome, as “fraudulent, invalid, and of no force and effect.” She ordered:

Zirenga and Marange to vacate the property within 15 days or face eviction by the Sheriff.

The Deeds Office to expunge any record indicating that Ngome owned the property.

Zirenga and Marange to cover Mutumbuka’s legal costs.
