Ghanaian Star Joins Orlando Pirates

Orlando Pirates have announced the signing of goalkeeper Richard Ofori from Maritzburg United on a three-year deal.

Ofori, 26, attracted interest from Pirates and other several big clubs in South Africa after his performances at United in the past two seasons.

Speaking after signing the contract, the Ghanaian said: “I am very happy to be here. It is a dream for me to be a part of this exciting squad and to work with the technical team.

“I also look forward to meeting my new teammates and being part of this exciting new project.”

This followed a Zanu PF politburo meeting held in Harare today.

Three Bulawayo City Players Test Positive For Coronavirus

Premier Soccer League returnees Bulawayo City have confirmed that three members of their team have tested positive for coronavirus.

The players and staff were tested on Thursday last week in a routine check as the team starts preparations ahead of the return of football.

In a statement released yesterday, City didn’t disclose the names of the affected members.

The statement read: “Bulawayo City Football Club players and staffers undertook PCR testing on Thursday, 15 October 2020.

“From the exercise, we are reliably informed by the City Department of Health Services that three tested positive and have been secured.

“In line with public health information data protection, and data privacy having been taken into consideration, we await receipt of the official test results, we, therefore, are unable to disclose the names of the affected individuals.

“We have encouraged affected individuals to follow local protocols by self-isolating and working with health officials.”

Meanwhile, the Government, through the Ministry of Youth, Sport, Arts and Recreation, approved the return of football in the country last week.

The sport was last played in April before it was suspended due to the coronavirus lockdown. The 2020 league campaign had not started by then with only the Castle Challenge Cup played.

At a time when everyone is expecting the government to address the nervous plight of civil servants, Mnangagwa’s carefree government pulled another shock.

This time a bizarre, an extraordinary more than befitting coverage on Star FM’s Tilda Live show where strange happenings are unpacked!

For some strange reasons, Mnangagwa through his mouthpiece, one Ndavaningi Mangwana this week announced that government is willing to pay US$500 demanded by civil servants only over their dead bodies.

What this means is that for teachers, nurses, soldiers, police and other civil servants in order to access a decent wage, they have to die first.

Mnangagwa’s ‘love’ and preference for the dead over the living defies logic!

This is not the first time that Mnangagwa’s regime has exhibited unparalleled gravitation towards the dead.

In 2018, the same regime shocked all and sundry when they forked out millions of US dollars from state coffers just to hire a luxurious plane for repatriation of the corpse of former First Lady, Grace Mugabe’s mother.

Even by own admission, Dr Amai as Grace is referred to was shocked by the affluence albeit through extravagance extended to her dead mother.

Again last year, the same heartless regime offered to build a US$10 million mausoleum for the late Robert Mugabe at a time when the economic was heavily sneezing.

This week’s US$500 offer for dead civil servants comes at a time when teachers are groaning under the yoke of incapacitation which has seen schools being reduced to mini shebeens and brothels.

Dont Be Used By Harare Based Politicians, Roman Catholic Priest Tells Gutu Villagers

MASVINGO MIRROR– A Roman Catholic priest, Father Edward Ndete has urged villagers in Gutu to stop being used in violent activities by politicians ‘coming from’ Harare as this is only helping to strain relationships and retard development in communities.

Mavetera was buried at Farm 256 in Nyazvidzi Small Scale Farming Area in Gutu on Monday.

Father Ndete said violence in Zimbabwean elections is a matter of serious concern as it had has caused untold divisions and hate in communities to the extent that villagers don’t talk to each other, they don’t assist each other, they don’t visit each and they don’t go to console one another at funerals.

He accused politicians coming from Harare of fanning violence in generally peaceful communities. He said the 2023 elections were drawing closer and urged villagers to desist from political violence.

“Politicians who urge you to fight each other normally come from Harare and they drive big 4×4 vehicles like that one parked over there,” said Father Ndete pointing to one of the cars at the funeral that belonged to an MP.

“They come, they lie to you and they leave you divided. You are a community and you are not islands; you need to borrow salt, sugar and ploughshares from each other and how do you do that when strangers come here and create enmity among yourselves.

“All people in rural communities are related. If you want to join the dots you will realise that your mother is of the gumbo totem, your cousin is shoko, your niece is chihera, your nephew is of the moyo totem, your uncle is beta, you are hungwe and so on. So if you kill one person you have killed one of those.

“Please stop this senseless violence. You are being used by outsiders to inflict pain on each other. You are being divided and you become unable to work together and to help each other.

“The greatest thing in the world is love and God is love. Love is found in the people around you and so is God. The old woman that you beat up is the love of God and is therefore God,” said Father Ndete to applause from the mourners.

Father Ndete questioned politicians’ infatuation with material things and said it was a futile exercise for them to amass houses, farms and properties when one’s neighbourhood is a sea of poverty.

“No one is buried with these properties. If we are to bury these politicians with their mansions and cars how big will be the graves?
“Politicians waste too much money on these campaigns and I remember in one of the Parliamentary terms we had 35 by-elections because even after amassing so much wealth and power, politicians also die and priests are called to preside over their burials,” said Father Ndete.

The funeral was attended by hundreds of people from the surrounding farms, relatives and a number of prominent people from Harare.
Mourners described the late as a humble man, kind and always helping relatives and the poor.

One of Mavetera’s sisters Eleonera Mavetera Mashingaidze who spoke at the funeral urged her brothers and sisters to follow in the footsteps of their late father Nehemia (senior) who left a legacy of love and was adored and respected in the community.

“My father was a jovial man known all over for his antics in playing the African drum. He worked very well with the community. He left a legacy of humility, love and empathy. He was humble and kind and he helped others. He went to funerals and other events in the community and was always there for others.

“I urge my siblings not to destroy his good name. Please keep our father’s ways and good name,” said Eleonera.

For the record, MDC Alliance councillors have a strong bond with their sponsoring party , the MDC Alliance.

Nothing will sway them from their focus to deliver superior services fulcrumed on the MDC Alliance SMART local governance policy. They are ready for anything, shunning the deceivery of dangled carrots and weathering the storm of unnecessary and unlawful and immoral recalls by Mwonzora and company, which recalls have no relationship whatsoever with the aspirations of the people.

No ‘Miracle’ Councillors For Khupe, Mwonzora

News headlines have been screaming about “ jump ship” councilors in Bulawayo and Gweru.

The Khupe followers, have been celebrating non-existent miracle councillors, who are said to have crossed from MDC Alliance to MDC Toko.

This is false and just self pleasing propaganda on the part of the unelectable deserters who after losing congress positions are burying their political carreers by joining the Supreme Court constructed entity .

For the record, MDC Alliance councillors have a strong bond with their sponsoring party , the MDC Alliance. Nothing will sway them from their focus to deliver superior services fulcrumed on the MDC Alliance SMART local governance policy. They are ready for anything, shunning the deceivery of dangled carrots and weathering the storm of unnecessary and unlawful and immoral recalls by Mwonzora and company, which recalls have no relationship whatsoever with the aspirations of the people.

The MDC Alliance councilors at the Bulawayo and Gweru stations of deployment are fully engaged with dealing with water challenges and informal sector infrastructure for enhancement of their trade , which activities are clearly on the locus of the health and sanitation as well as local economic development in our cities. We as the MDC Alliance Alternative Ministry cannot be more proud of our Deployees who have stood steadfastly on the mission to deliver smart and superior services to the people. The recall and threats side shows cannot distract these men and women of grit from their mission.

Our happiness is amplified by the sterling work that is happening in Mutare. The Mayor and his team are completing a water delivery pipeline to Dangamvura to consign the perennial problem of running water shortages to the past.

They have also invested in modern ambulances for the convenience of the sick in Mutare, all this in-spite of the collapsed national economy.

Not to be out done, Chiredzi town councill as lead by Chairman G Hwende is attracting investment into the sugar industry backboned town on the mission to make Chiredzi a Smart City in the near future.

We call upon Zanu to manage its appetite for interference and allow the councils to deliver in accordance with the provisions of devolved local authorities

By Chronicle Reporter | Zimbabweans should stop complaining about the impact of Western sanctions on the country and instead focus on creatively leveraging on available human and natural resources to steer growth and development, President Emmerson Mnangagwa has said.

The President said this in his address to the country’s 286 traditional chiefs in Gweru.

Western nations imposed economic and other sanctions on Zimbabwe at the turn of the millennium after Harare embarked on the Fast-Track Land Reform Programme that resulted in tens of thousands of indigenes being allocated farms previously held by around 6 000 white farmers.

Yesterday, President Mnangagwa said the embargo had negatively impacted on development, but it was time the nation stopped whining about this reality and instead turned its attentions to factors that it had control over.

“Takaita masanctions edu atidzorera shure, asi ikozvino hatichafaniri kuramba tichichema namasanctions. Nezvatinazvo, tikabatana tinosimuka. Nyika yedu inosimuka. Matoona kuti tava nesolution in the area of agriculture and the area of food security. Tava nesolution nemasolutions in manufacturing.”

While still Vice-President, President Mnangagwa – as a developmental intervention – spearheaded formulation and implementation of the Command Agriculture Programme that has seen output of the staple maize improve.

That approach is now being applied to diverse other sectors and subsectors as a homegrown solution to growth and development challenges.

Speaking to the chiefs in Gweru yesterday, President Mnangagwa said: “We must also have a solution in the area of beneficiation and value addition. We must have solutions in the area of the types of skills that must be taught in our institutions.

“Recently, I had a meeting with the vice-chancellors (of universities) and the heads of institutions and we all agreed that the teaching, the content of teaching in our institutions, should talk to what we must do, what industry needs, what the farmer needs, what the communities need to grow and develop.

“We cannot just have institutions which are academic and just continue being academic without addressing and looking at what the needs of society are.

“So, whatever we are doing and we agreed with the minister responsible for higher education that our curriculum should now be structured so as to talk to the needs of society. So, across the board, that’s what we must now endeavour to achieve.”

In his address, the President started by formally informing chiefs — who are custodians of the nation’s values and culture — of his ascendency to the helm; something the traditional leaders heartily welcomed.

President Mnangagwa said he would be formally introducing himself to key stakeholders locally and in the region in coming weeks.

The Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces said he was using such engagements to also explain his vision for the nation.

President Mnangagwa said an indaba between the Chiefs Council and line ministers was on the cards to enable Government to address issues affecting traditional leaders.

He also said as Zimbabwe geared for elections, it was important for dialogue to occur wherever divergent opinions emerged.

Obert Gutu Claims MDC Has Been Seized By Whites

It is beyond debate that for the past decades or so, Zimbabwe has been reeling under the disastrous and debilitating effects of illegal sanctions that were imposed against the country by some powerful Western countries such as the United Kingdom and the US.

Although on the surface, the reason behind the imposition of these ruinous illegal sanctions was allegedly because of rampant human rights abuses taking place in Zimbabwe, in reality, these Satanic illegal sanctions were motivated as a direct and lethal response to the land reform programme that was accelerated at the beginning of the year 2000.

Around 4 500 white commercial farmers owned almost 90 percent of the fertile commercial farmland in Zimbabwe before the advent of the historic and revolutionary land reform program.

Of course, no rocket science is needed to know that such an unfair and racially stratified land tenure system was not only unfair and discriminatory, but it was also grossly unsustainable in both the medium and long term.

Put bluntly, this skewed and unfair land tenure system was an accident waiting to happen.

I was the national spokesperson of the country’s largest opposition political party, MDC, between 2014 and 2018 and I have got an intricate insider’s knowledge and appreciation of the real reasons why these illegal sanctions were imposed by some powerful Western nations.

Far from punishing the Government for alleged human rights abuses, these killer illegal sanctions were actually imposed in order to make the economy “scream’’.

The end game was to engineer a socio-economic and political uprising against the Zanu PF-led Government and replace it with a puppet and pliant government that would not only reverse the land reform programme by giving back land to the white former commercial farmers but that would also, both directly and indirectly, take instructions from London and Washington DC in particular.

This was a grand plan that was oiled by big money. No less than US$10 million was channelled to MDC over the years in order to push this regime change agenda that, inter alia, also took the form of so-called targeted sanctions.

These illegal sanctions are tantamount to a weapon of mass destruction (WMD). They are anything but targeted. In reality, these demonic sanctions hit the ordinary people more than they hit the ruling elite in Zimbabwe. By closing all normal access to financial packages and loans from conventional sources such as the World Bank and the International Monetary Fund, these illegal sanctions literally made Zimbabwe’s economy scream for almost two decades.

While other developing countries in Africa and elsewhere receive financial bail outs in the form of budgetary support and funding for infrastructural development, Zimbabwe has been losing out on this front. Consequently, the cost of money in Zimbabwe has become unusually high compared to other Sub-Saharan countries. Because money is expensive in Zimbabwe largely as a result of the direct effects of these illegal economic and financial sanctions, the knock-on effect on the cost of doing business has been nothing short of catastrophic.

Sanctions against Zimbabwe have successfully managed to paint Zimbabwe as a rogue and pariah State where most major Western private conglomerates and state-owned enterprises have legally been stopped from doing business by evil pieces of legislation such as the Zimbabwe Democracy and Economic Recovery Act (ZIDERA). ZIDERA was passed by the United States Congress in 2001 and ever since, it has been the most lethal tool against the socio-economic resurgence of Zimbabwe. ZIDERA is like a lethal injection that has been administered to the Zimbabwean economy.

It actually criminalises the doing of business with any Zimbabwean corporate by any American company.

Sponsored by a notorious and racist regime change activist, Senator Flake, ZIDERA was partially amended in 2018 but it still remains a dangerous and poisonous tool used to cause continued contraction and collapse of the Zimbabwean economy. Until complete and total regime change is achieved in Zimbabwe, I can bet my bottom dollar that these powerful Western countries will never agree to the immediate and unconditional lifting of all forms of sanctions against Zimbabwe.

The regime change project in Zimbabwe has, much to the chagrin and disappointment of its prime movers and sponsors, spectacularly collapsed. It’s dead in the water. Largely because of personal greed and lack of a sound and progressive Pan-Africanist ideological grounding, MDC is now a pale shadow of its former self. The MDC is now in terminal decline and the numerous squabbling factions that have since emerged are a clear manifestation of the embarrassing failure of the regime change project.

A former labour-backed political party that was originally formed in order to advance the cause of the working class, students and peasants, MDC , wittingly or unwittingly, allowed itself to be hijacked by the super-rich and financially influential local as well as foreign bourgeoisie interests.

The moment that the MDC got hijacked by white former commercial farmers and their powerful kith and kin based overseas was the moment when an otherwise strong and formidable political party took the kiss of death.

The party was thereafter packaged as a neo-liberal puppet political movement that was simply being bankrolled by some rich Western nations and their powerful surrogates to effect regime change in Zimbabwe and nothing else. It didn’t help matters when some high-ranking MDC officials actually actively took part in the structuring and drafting of ZIDERA. That was the ultimate manifestation of puppetry and treachery. History shall, indeed, judge these traitors very harshly.

The Government should start to design effective strategies not only to circumvent these illegal sanctions, but also to establish a viable import-substitution strategy. It is commendable that the Second Republic has gone out of its way to adopt and implement a re-engagement policy with these powerful Western countries that have imposed illegal sanctions against Zimbabwe.

However, more still needs to be done to ensure that the national economy is rebooted with or without these illegal sanctions. Thus, the need to explore and expand South-South co-operation cannot be over-emphasised.

The cold, hard fact is that these powerful Western countries hate the Zanu PF-led Government. The relentless attack on Zimbabwe particularly in the mainstream global media is worrisome.

With the advent of social media, millions of US dollars have been unleashed to portray Zimbabwe as a country in a serious crisis; as a country in turmoil and also a country that is being run by a government that doesn’t respect the people’s fundamental human rights such as freedom of assembly, freedom of speech and freedom of association.

The media war that is currently being waged against the government of Zimbabwe needs an equally sleek and effective counter-attack strategy.

With this we shall consider the following:

That the Zimbabwe (Sanctions) (EU Exit) Regulations 2019 (S.I., 2019, No. 604), which were laid before this House on 20 March, be approved.

Motion 3—Exiting the European Union (Sanctions) (Republic of Belarus)

That the Republic of Belarus (Sanctions) (EU Exit) Regulations 2019 (S.I., 2019, No. 600), which were laid before this House on 20 March, be approved.

Motion 4—Exiting the European Union (Sanctions) (Syria)

Right hon. and hon. Members will be well aware of the importance of sanctions, which are a key element of our approach to our most important international priorities. They help to defend our national interests, support our foreign policy and protect our national security. They also demonstrate our support for the rules-based international order.

The UK has been a leading contributor to the development of multilateral sanctions in recent years. We have been particularly influential in guiding the EU’s approach, which is why, when we transpose the EU sanctions regimes to the UK, we intend to carry over its policy effect. I will say more about that in a moment.

We are committed to maintaining our sanctions capabilities and leadership role after we leave the EU. Colleagues will recall that the Sanctions and Anti-Money Laundering Act 2018 provides the UK with the legal powers to impose, update and lift sanctions after we leave the EU. This was the first major legislative step in creating an independent UK sanctions framework.

However, although the Act sets out the framework needed to impose our own independent sanctions, we need statutory instruments to set out the detail of each sanctions regime within that framework. Such statutory instruments set out the purposes of our sanctions regimes, the criteria under which the Secretary of State may designate individuals and entities and the types of restrictive measures imposed. They do not specify which individuals or entities will be sanctioned. The Government will publish the list of those we are sanctioning under UK legislation when the prohibitions come into force. We will seek to transfer EU designations in each case, but those decisions will be subject to the legal tests set out in the Act. Any EU listings that do not meet the tests will not be implemented.

Although we will become “independent”, in that sense of the word, in relation to sanctions, how does the Minister propose to co-operate with other countries? Is there a mechanism for the Government to do that, so that we can control chemical weapons?

If we leave the EU with a deal, there will be a period of transition in which we will retain our sanctions under the existing EU system. If we leave with no deal, which is what we are addressing today, we will need to trigger our autonomous right to have sanctions. Therefore, we need these statutory instruments. I am sure that in the event that we are not part of the EU, our leadership on sanctions and the fact that the City of London is such an important financial centre for money laundering—[Laughter.] For anti-money laundering. It will mean that we retain our pre-eminent role in influencing sanctions, as we have in the past.

The House may recall that review and reporting requirements were incorporated into the 2018 Act. We have therefore published alongside these statutory instruments a report on the purposes of each sanctions regime, and on the penalties contained within each instrument. Those reports are available in the Vote Office, should Members have an interest in them, and the Government will review each sanctions regime on a regular basis. I wish to thank the Joint Committee on Statutory Instruments for its close and helpful scrutiny of so many statutory instruments relating to sanctions over recent months.

The four SIs under consideration are those that transfer into UK law the EU sanctions regimes on chemical weapons, Zimbabwe, Belarus and Syria. In each case, the instrument seeks to deliver substantially the same policy effects as the measures in the corresponding EU regime. Hon. Members will note that human rights are a significant focus of some of the sanctions regimes under consideration today. I know that many hon. Members are keen for the UK to develop our own stand-alone human rights sanctions regime under the 2018 Act and may therefore query why we are simply transferring existing EU sanctions regimes.

Obviously the sanctions are there for the purpose of suggesting change, if that can be done, in Zimbabwe, Belarus, Syria and so on. I am conscious of the need to have human rights and a democratic process that actually works. Does the Minister feel that what we are doing now, alongside those who have worked within Europe in the past, will influence change in human rights, including sometimes the rights of those of religious belief?

In general terms, the answer is yes, I very much hope so. That is what sanctions are designed to do. However, as the House will appreciate, we are today just looking at the framework within which specific sanctions regimes can fit, rather than at the actual sanctions regimes or indeed their efficacy and effect in the countries we are discussing. We are looking at a legal framework under these SIs; we are not really looking at the full operation of the sanctions that may form part of the framework we are setting up today.

I assure colleagues that the 2018 Act does indeed provide the necessary powers in UK law to allow us to develop our own regime. However, these SIs were laid on a contingent basis to provide for the continuation of sanctions should we leave the EU without a deal. As such, our priority has necessarily been to ensure the transfer of existing EU measures by laying SIs such as these. We will give consideration to new regimes as circumstances suggest and as parliamentary time allows. Approving these regulations would ensure that we have the necessary powers to impose sanctions in respect of Zimbabwe, Belarus and Syria, and in respect of the proliferation and use of chemical weapons, from the date of our EU exit. In the event of a deal, EU sanctions would continue to apply during the implementation period, and these instruments would not immediately be needed. As a member of the EU, or during the implementation period, EU sanctions will apply in the UK. We will look to use the powers provided by the 2018 Act to the fullest extent possible during this period, but there will be some limitations on the measures we can impose autonomously. I wish quickly to describe the purpose of each regime.

The chemical weapons sanctions regulations aim to deter the use and proliferation of chemical weapons, and encourage the effective implementation of the chemical weapons convention, by imposing immigration and financial sanctions on those involved in their use and proliferation.

The Zimbabwe sanctions regulations aim to encourage the Government of Zimbabwe to respect democratic principles, the rule of law and human rights, and to deter the repression of civil society. The regulations impose an arms embargo and other financial, immigration and trade restrictions, including on the trade in goods and technology that may be used for internal repression.

The Belarus sanctions regulations aim to address human rights abuses and threats to the rule of law, and to encourage the proper investigation and institution of criminal proceedings against those responsible for the disappearance of four individuals. The measures include an arms embargo, financial and immigration sanctions, and restrictions on goods or technology that may be used for internal repression.

The Syria sanctions regulations aim to deter the Syrian regime from actions, policies or activities that repress the civilian population, and to encourage a negotiated political settlement to end the conflict. The regulations include asset freezes and/or travel bans on designation persons, together with financial, sectoral and aircraft sanctions; and wide-ranging trade restrictions, including on goods and technology that may be used for internal repression and the interception and monitoring of telecommunications, but also in respect of other goods and technology, such as crude oil, jet fuel, luxury goods and items that can contribute to chemical and biological weapons.

These four SIs transfer into UK law well-established EU sanctions regimes that are in line with the UK’s foreign policy priorities. They encourage respect for human rights, the rule of law and security and stability in very difficult environments—

Will the Minister give way?

I am about to finish. If the hon. Gentleman would like to catch your eye, Madam Deputy Speaker, he may stand a chance of asking some questions, which I will answer at the end.

Approving these SIs will allow the UK to continue to implement sanctions from the moment we leave the EU, and it will send a strong signal of our intention to continue to play a leading role in the development and implementation of sanctions in the future. I commend them to the House.

We do not intend to divide the House on these statutory instruments, because we believe that in the event of a no-deal Brexit it would be right to roll over these sanctions in their current form, which is what we are providing for. However, the papers before us include some detailed descriptions of the sanctions and explanatory memorandums setting out their purpose—what the SIs are intended to do and why—so I want to ask the Minister a couple of questions. I will structure it in a slightly different way, because I think the order on the Order Paper is completely illogical, but I will begin by discussing chemical weapons.

The use of chemical weapons is prohibited, and the chemical weapons convention covering these sanctions is now 20 years old. In general, the convention has been a significant success, because 97% of the stockpiles of chemical weapons have been destroyed. However, we want to think about ways in which we can strengthen enforcement of the convention. Obviously, the sanctions are part of that enforcement mechanism. The current sanctions apply entirely to people from Syria or to Russians who have worked for the GRU—that is because of their involvement in the Salisbury incident. On the strengthening of enforcement, in addition to these and possible further sanctions, have the Government considered requesting challenge inspections, which are used if one country thinks another country has not been telling the truth about its stockpiles? It is possible to request such inspections through the UN Security Council. Given the fact that there is evidence of the use of chemical weapons in Syria, Malaysia, Indonesia—to which I shall come—and Great Britain, might the Government like to think about requesting challenge inspections?

I have a technical question for the Minister. According to Human Rights Watch, chemical weapons have been used 85 times in the Syria conflict. As I said, the sanctions relating to chemical weapons and Syria cover Russians and Syrians, but it is believed that Daesh has used some chemical weapons in Syria, and Daesh is currently not covered by the sanctions at all. Why is that and what consideration have the Government given to the matter? Is it simply not necessary because Daesh is a proscribed terrorist group, or is there some other reason? Does the Minister anticipate changing the chemical weapons regime when we have an independent sanctions policy?

I am extremely concerned about allegations that white phosphorus was used in West Papua in December 2018. I have met a human rights defender who has a lot of detailed information about the allegation, which is extremely disappointing because the human rights situation in Indonesia has improved markedly over the past 20 years. The use of white phosphorus by the security services would obviously be a breach of the chemical weapons convention. If the Minister or his officials do not have the answer now, please could they write to me on the matter?

Let me turn to the statutory instrument on Syria. The current sanctions that the Minister proposes to roll over cover 277 individuals and 51 entities—he mentioned oil, luxury goods and so on. Will the Minister update the House on the effectiveness of the sanctions and on what other steps the Government are taking to reduce the terrible ongoing conflict in Syria? When and how does the Minister think a negotiated political solution with the consent of the Syrian people is going to be achieved?

I wish to draw the Minister’s attention to what seems to be a hole in the Syria sanctions. They are meant to cover members of President Assad’s close family and his close associates, but it has come to light that his niece has been living and studying in the UK for some time. She was able to gain entry to this country, to enrol on not just one but two university courses, and to fund her stay, all apparently without the authorities noticing. Many people will be extremely angry to hear about that. The immigration regulations in this country are now quite tight, and people often come to Members when they are about to be thrown out by the Border Agency, yet the niece of President Assad, one of the most serious serial human rights abusers, who has used chemical weapons against his own people, has been allowed to live peacefully and happily in this country and to secure her education here. That cannot be right. What does the Minister think about it and what is he going to do about it?

Let me turn to Belarus, as there are obviously connections between the sanctions against Russians and the Belarus sanctions. In respect of human rights in Europe, Belarus is currently in the deep freeze, but the sanctions are quite narrow, covering only four people. Does the Minister think the sanctions are proving to be effective in affecting the behaviour of the Belarus Government? As he said, evidence of human rights violations in Belarus continues to come in. In 2016, the EU decided to lift sanctions against 170 people, but the ongoing human rights situation in Belarus is extremely serious. The Minister said that the sanctions were related only to the disappearance of four individuals; why were those four particular episodes the ones on which the Government and the European Union alighted in respect of their sanctions policy? I am pleased that, being the Minister for Europe, the Minister knows a lot about Belarus and will be able to tell the House what is going on. Does he give any credibility at all to Moscow’s proposal for the unification of Russia and Belarus?

Order. Before the hon. Lady goes any further, she and the House will appreciate that the matter we are debating is very narrow, because it has to do with exactly what is on the Order Paper in respect of these sanctions. I am being fairly liberal—with a small l—because I appreciate that the Minister probably does have the information to which the hon. Lady refers, but my concern is to make sure that the debate that we have right now, as opposed to a wider debate at another time, relates to what is on the Order Paper.

I was about to move on to Zimbabwe, Madam Deputy Speaker, so I am sure I can satisfy you.

On Zimbabwe, we have only limited sanctions that relate only to President Mugabe and the defence industries. The purpose of the sanctions is to improve the human rights situation in Zimbabwe, but how can they possibly be effective given that Zimbabwe has a new Government? How can sanctions on a previous regime conceivably affect the new regime? That new regime has been described by some Zimbabweans as a new driver in an old taxi. The situation does not quite make sense.

The hon. Lady may be aware that some of those widely believed to be responsible for human rights violations in Zimbabwe under the previous President are still closely associated with the new Government. Does she agree that if there is evidence that any of those individuals have committed serious violations of the human rights of UK citizens, who have been forced to flee Zimbabwe and come back to the UK as a result, they should also be subjected to sanctions, and that those sanctions should apply until such a time as the UK citizens have been given proper compensation through the courts?

The hon. Gentleman makes an excellent point. There has been a brutal crackdown on protests, with 2,354 violations of human rights, including 17 deaths and 17 rapes. I hope that the Minister will take that into account and tell us what precisely the Government will do to achieve change. I also want to know whether the Government’s policy on sanctions is being co-ordinated with the policy being run by the Department for International Development to tackle the drought. Obviously, sanctions can be tricky when they are against a country delivering aid, as knowing which transactions can pass through and which cannot can be complicated.

I do not know whether, as well as discussing the sanctions with the European Union, the Minister has been co-ordinating with the African Union. The current position is that Zimbabwe will not be allowed to rejoin the Commonwealth until it improves its human rights record, but will the Minister please tell us the co-ordination mechanism with the African Union?

That brings me to my final general point, which I also raised in our last debate on sanctions. How will we co-ordinate with the European Union after we have left? Everybody in this House fully understands that just one country’s sanctions cannot be effective. This only works when we have co-ordination internationally. Sometimes that co-ordination is at the UN level and sometimes, as in the case of these regimes, it is at the European level, but the Minister has not as yet been able to tell us what co-ordination mechanisms the Government are planning post Brexit. It would be interesting to know from him what he envisages, both in the scenario of leaving with a deal and in the case of leaving without a deal.

Forgive me, Madam Deputy Speaker, but I need to duck out immediately after my speech, as I have explained to the Whip on duty. I intend to return, I hope in time for the wind-ups. Forgive me for leaving immediately after a speech, which I rarely do.

I want to speak briefly to emphasise the importance of the roll-over of these sanctions, in particular in relation to Syria, an area I know something about, and the prohibition of chemical weapons. Sanctions are an international symbol, and they are important not only as regards the individuals designated, but as a sign of international concern about breaches of international law. We live in a fragile world. It is made up of different blocs that have created a post-war consensus, and a series of rules and regulations that have held the world in check, including in some very difficult areas.

I agree with the hon. Member for Bishop Auckland (Helen Goodman) that the prohibition of chemical weapons measure has worked particularly well, as has the nuclear non-proliferation treaty. If it is breached—it has been broken in relation to Syria and in relation to the UK in recent times—we are all at risk. Ensuring that there is a sanctions regime is important in itself, and for the individuals concerned.

I am concerned about the risk of Syria becoming almost a forgotten conflict, because it is no longer on the front pages—and it needs to be. As some of us feared, there was a risk that interventions in Syria—not by the west, but by Russia, Iran and Hezbollah—would enable the regime to recover territory and effectively reach a position where the conflict was resolved to its benefit. As that has gone quiet, we have forgotten the indignities suffered by the Syrian people—the millions who have been displaced internally and the millions who have gone abroad. The sanctions regime is essential to keep that in people’s minds. Sanctions contain those who have been associated with a regime that has waged war and made chemical attacks on its own people.

There is a concern about so-called normalisation. There has to be a future for the countries that border Syria; we all understand that. Lebanon and Jordan in particular want to return refugees—of course they do—but there can be no normalisation with a regime that continues to treat its people as it does. We are aware that when refugees go back to recovered areas in Lebanon or Jordan, and speak to their families and say what is happening, they are interrogated. Young people are conscripted and taken away to potential battle areas. The same indignities that were heaped on people and the offences committed against them in the past take place again. There can be no normalisation in those circumstances. It would matter hugely to those who are watching every move, and who believe that there should be justice after the conflict, if sanctions were not rolled over, and if we were not able to take this sort of action in Syria,.

My very good and right hon. Friend talks about sanctions and something happening. Under international law, what can happen to people who are named in one of these sanctions?

The sanctions have been imposed on a series of individuals connected with the regime. They affect their financial transactions. Many of them remain involved internationally; they want to make investments, to have money coming through, and to be able to conduct their business. Sanctions make that difficult. We know that around any regime there are the cronies who keep it in place through their use of money and assets. Sanctions make all that much more difficult.

That is different from the case of those who might be identified through another process as being guilty of crimes. There must be some sort of investigation into war crimes after the Syrian conflict comes to an end. Sanctions increase pressure on the regime to recognise that there can be no normalisation unless it follows the UN process, there is a political process, and there is political change in Syria that means that the people have an opportunity of a normal life after the conflict.

If the sanctions regime was not there—if the international community forgot about Syria—the situation would be so much worse, so I welcome the measures proposed by my right hon. Friend the Minister. In answer to the last point made by the hon. Member for Bishop Auckland, I believe that it will be possible to have a strong relationship with the European Union and other entities to ensure international co-operation on these sanctions. We are an island in one sense, but in another we are not. We need to make sure that we have the contacts and the abilities to ensure that we are part of an international sanctions regime to ensure maximum pressure on those who have caused harm and perpetuate a system that causes damage.

I am grateful to my right hon. Friend the Minister for bringing the measures forward, and to the hon. Member for Bishop Auckland for her response, which ensures that there is consensus on this, as there must be. For the people of Syria, this will bring a welcome sense that they are not forgotten, and that there will be justice for the crimes committed against them.

My comments will be relatively brief, but there are important issues to be discussed. This will certainly be part of ongoing discussions as the UK decides how to leave the EU. The hon. Member for Bishop Auckland (Helen Goodman), speaking from the Front Bench for the official Opposition, talked about that relationship and what would happen about the co-ordination of activities. We should not lose sight of that as developments take place, but it is entirely responsible to keep applying sanctions, particularly on chemical weapons and their use, and against proliferation, as the UK leaves the EU. It is important that we all use all our efforts to prevent the proliferation of these weapons and encourage the effective implementation of the convention on the prohibition of the development, production, stockpiling and use of chemical weapons and on their final destruction.

On Zimbabwe, it is again entirely necessary for the UK to remain in support of, and to continue to apply, the sanctions put in place through the EU. We should always be ready to protect and promote human rights wherever they are denied, and these sanctions are very necessary in applying pressure to oppressive regimes, so that they improve their human rights record, whatever that may be.

The EU maintains a far-reaching and powerful sanctions regime, and we should be keen to align ourselves with our closest allies in the EU—albeit that the UK is leaving the EU very soon and will no longer be a member state, although I am sure that there are parts of the UK that have other ambitions in that regard.

The UK is Belarus’s third biggest trading partner after Russia and Ukraine, and the second largest investor in the country. It is important that the UK continues its actions on human rights and freedom of the press, and it is entirely necessary for pressure to be applied to keep a focus on human rights abuses.

In Syria, we have seen a regime that has used chemical weapons against its own people; 400,000 people have been killed there, and half of Syria’s population has been displaced. The EU imposed sanctions in 2011. As the Minister said, these sanctions include travel bans and asset freezing. We would expect sanctions to continue multilaterally to ensure that we work hand in glove with the EU, and our allies and partners. The Minister has mentioned co-ordination; I would like reassurance about the Government’s position in that regard.

It really is a huge disappointment that this is all about the UK Government taking a certain path while Scotland is dragged out of the EU against its will, and in contravention of the vote in Scotland, where people voted to remain in very large numbers. The UK has decided on its own path, which is why the Government are using parliamentary time now to unravel 40 years of co-operation across Europe, but they should not be surprised if Scotland takes her own path in the coming months and years. We perhaps see our future as the new 28th state of the EU, and I think it would be appropriate if Scotland was a direct replacement for the UK in that process. But whatever the outcome of any future referendum in Scotland, I hope that we can continue to work hand in glove, shoulder to shoulder, with other EU states to maintain the sanctions regime.

It is a pleasure to hear that the importance of rolling over these sanctions is supported on both sides of the House. My right hon. Friend the Member for North East Bedfordshire (Alistair Burt) spoke with considerable knowledge and authority about the sanctions against Syria. I will concentrate on another of the three countries on whom this set of sanctions will be maintained: Belarus.

I chair the all-party parliamentary group on Belarus in this place, and last year led an Inter-Parliamentary Union delegation to Minsk. Later this year, we will be inviting Belarus to pay a return visit and send a delegation to visit the UK. The explanatory memorandum to these sanctions regulations refers to the need for respect of “democratic principles and institutions” in Belarus; but one has to say that there is still some way to go. The Parliament in Minsk and the parliamentary institutions of Belarus are not quite as we would recognise in this country. Those who do sit in Parliament have been largely appointed by the President, and those who were not appointed directly have certainly been approved by the President in taking up their position. The President himself first took office in 1994. He has won several elections since then, usually by over 90% of the vote, and the bodies that have observed those elections—not least the Organisation for Security and Co-operation in Europe—have raised considerable concerns about their validity.

Belarus is also undoubtedly still firmly within the Russian orbit, and one has to accept that its room for manoeuvre is severely limited by what the Kremlin allows. Having said that, there are some signs of progress. Belarus did not recognise the Russian occupation of South Ossetia, of Abkhazia or of Crimea, and there are signs that it wishes to edge away and that some progress is being made. It was for that reason that the IPU decided that it was worthwhile to send a delegation to encourage further steps of progress, and I pay tribute to our excellent ambassador in Minsk, who is pressing for reform while also seeking to ensure that we have relations with the Government and institutions of Belarus.

There are also economic opportunities in Belarus, as the hon. Member for Dunfermline and West Fife (Douglas Chapman) pointed out. The UK is a considerable market for Belarus exports. I have to say that Belarus is a rather smaller market for UK exports, but nevertheless there is an opportunity there. However, when it comes to human rights, it is worth noting that Belarus is still, I think, the only country in Europe that institutes the death penalty. The number of people executed actually doubled last year—to four. Assurances that Belarus is seeking to have a moratorium on the imposition of the death penalty have been rather disproved by its recent actions, and that too is a considerable stain on its record and prevents it from joining the Council of Europe among other things.

The explanatory memorandum for these sanctions names four individuals. The first three—Yury Zakharanka, Viktar Hanchar and Anatol Krasouski—were all opposition politicians who were previously quite close to President Lukashenko, but found themselves in opposition to him and then died in 1999. Some were abducted, and the courts have now ruled that they were almost certainly murdered. Quite exactly what happened, we still do not know.

The fourth individual named on the explanatory memorandum and the regulations is Dzmitry Zavadski, and I mention him specifically because although he was President Lukashenko’s personal cameraman, he also practised widely as a journalist. As the Minister and others may know, I am a very strong supporter of media freedom. I strongly welcome the initiative that the Foreign Secretary has taken to make media freedom a priority of this Government to the extent of organising an international conference on it in July. The IPU, which I have the honour to chair, will be following that up.

The death of Mr Zavadski is a terrible blot, but it is worth mentioning another individual who worked alongside him—Pavel Sheremet. Pavel Sheremet was another Belarusian journalist who fell out with the President. He was also a critic of President Putin and a great friend of Boris Nemtsov in Russia. He was assassinated in a car bomb in Kiev in 2016, and his murder is another example of the risks that journalists take and how they sometimes pay a price with their lives. We should always raise the issue of Pavel Sheremet. Quite who was responsible for his death is unclear—he made a number of enemies among people who could well have been responsible—but he was a Belarusian journalist. He was also one of the founders of Charter 97, which is a human rights organisation that operates in Belarus. I met representatives of Charter 97 just a few weeks ago. Its founder was also killed, the editor-in-chief fled and is now in Poland, and access to its website is blocked in Belarus.

The record in Belarus is not good. I therefore certainly would not argue that sanctions should necessarily be lifted. However, I would say that we should keep them under review and that we should encourage where there are signs of progress. I hope that there is some movement towards greater liberalisation and away from the alliance with Russia. On that subject, I will not bore the Minister by repeating what has come up regularly in these debates but merely say that the sanctions against Russia remain of huge importance. We await the Government’s announcement of the implementation of the Magnitsky sanctions following the passage of the necessary legislation in this House. If ever we needed an example of why those sanctions against Russia remain of huge importance, it was the Minister’s excellent response to the debate that we had last week on the Russian annexation of Crimea. He will know that within hours of that, the Russians announced that they were going to make passports available to people living in Donbass. I am very pleased that the Foreign Office made clear our condemnation of that further provocation by Russia against the people and Government of Ukraine.

I strongly support these sanctions. However, I was keen to take this opportunity to put it on the record that although the sanctions against Belarus are justified, there are nevertheless small signs of progress.

It is a real pleasure to follow the right hon. Member for Maldon (Mr Whittingdale). He referred to the fact that the explanatory memorandum on the sanctions on Belarus does include the names of individuals, whereas, in contrast, the explanatory memorandums on Zimbabwe and on Syria specifically say that they do not. Clearly, there may be reasons for that in terms of individuals being able to know that they were on lists, but perhaps the Minister—if he is listening—will be able to respond to my point to clarify exactly why Belarus is being treated differently from Syria and Zimbabwe.

We are once again debating in this House matters that are probably a complete waste of our time, because everybody knows that there is not going to be a no-deal Brexit and that it may even be, hopefully, that we will not have Brexit at all. It is a bit like Alice in Wonderland: we keep coming back to having the same old discussions about things that probably will not happen. Nevertheless, we have to do it, so I will briefly refer to some of the issues that have been touched on.

The chemical weapons sanctions are extremely important, but we have to be honest about this. The chemical weapons convention is about 20 years old. I was involved in the debates in the House at that time. In fact, I had an Adjournment debate urging the Government to ratify the convention. I can recall how important those discussions were. However, we know that countries lie and cheat. The Assad regime in Syria was a signatory to the convention. It apparently had no chemical weapons whatsoever. Then suddenly, after the use of chemical weapons and the threat of military action by the Obama Administration in 2013, the Russians were able to make an arrangement to remove massive stockpiles of the chemical weapons that the Syrian regime apparently did not have. Subsequently, it has become clear that the apparent removal of all of Syria’s chemical weapons has not been the case, because, as the hon. Member for Bishop Auckland (Helen Goodman) mentioned, there has been documented use of chemical weapons—I think she said 86 times—within Syria. The overwhelming majority of those occasions have been related to use of chemical weapons by the Assad regime, so we know that the convention—and therefore the sanctions that relate to it and compliance with it—has not been totally effective.

We need to revisit these issues internationally and to have more robust measures. Some of the robust measures that we can take are against designated individuals. There is a connection between the chemical weapons use in Syria and the chemical weapons convention. Mention was previously made of individuals living in this country who are acting as conduits, or bankers, for the Assad regime, either through family connections or through corrupt connections of another kind. We all know from the series “McMafia” that people in accountancy and law firms in our capital city are facilitating the way in which people get round sanctions. Last year, the Foreign Affairs Committee produced a very good report called “Moscow’s Gold” that detailed how Russia had a malign role within the City of London and elsewhere.

Clearly, Russia-friendly regimes such as those in Syria, Belarus and other places can use various mechanisms to get round financial sanctions. Whether it is done through London, from offshore British overseas territories or via other jurisdictions, we need to be more vigilant on these issues. Although the European Union plays a very important role, we also have to recognise that this is a global issue. It is not sufficient for us to act in a European context; we also need the United States, and other countries, to come together to make sure that there is vigorous enforcement of the sanctions regime.

The hon. Gentleman is making a very important point about the need for global co-operation on this. Does he believe that the UK should be taking a leading role in the UN, as it does, to make sure that there is true global co-operation to apply sanctions in multinational blocs but also to make sure that they are enforced, and that we co-operate to encourage as much good behaviour as possible?

Yes. I have been in discussions with people within the UN system who deal with the issue of terrorist financing, for example. UK officials, former or current, have always played an important role in that system. I pay tribute to the role of our people within the UN system. We need to work globally, but we also need to continue to strengthen the European Union’s sanctions regime for however long we remain members.

The sanctions regime in Zimbabwe was brought in against the Mugabe regime. There were a number of occasions when high-profile individuals were still able to attend international meetings. These were designated meetings in Brussels or in other European capitals that even Mugabe himself was able to attend. Our hope, with the democratic change in Zimbabwe, was that there would be a normalisation of politics in Zimbabwe and that sanctions would then be lifted to help the economic and social development of that country, which has suffered so much under the brutal dictatorship that it has had. Sadly, Zimbabwe is not making the progress that was hoped for. However, I am not sure whether the current sanctions regime is actually the best way forward to deal with the problems in Zimbabwe. We need to look at the possibility of trying to encourage a transition that there is clearly public demand for. Zimbabwe is also, because of its geographical position, suffering from the impact of the cyclones that have hit Mozambique—they have also gone across into parts of Zimbabwe. I hope that the Minister can address that issue as well.

I would genuinely like to thank all Members who have contributed to the debate. Many have done so from a position of significant expertise and knowledge of the countries mentioned in the framework sanctions regime we are discussing.

Madam Deputy Speaker, I am mindful of your stricture that we must not stray from the matters on the Order Paper, but inevitably some Members have been drawn into discussing the broader national issues around the framework law we are discussing. I am sure that the hon. Member for Bishop Auckland (Helen Goodman) will appreciate that it would be inappropriate for me to comment on an individual such as the niece of President Assad.

The hon. Lady seems slightly indignant, and I am happy to give way.

Well, I am indignant. The convention in the House is surely that anything covered in an explanatory memorandum is reasonable to put to the Minister. I am extremely concerned that the niece of President Assad has been allowed to live and study in this country. Surely if the Minister looks at part 2 of the regulations on the designation of persons, he can see that she is a person who has supported or benefited from the Syrian regime and is a prominent person—she falls into the categories included in the documents, as does the question I raised about Daesh and about the white phosphorus incident in Indonesia. It may be inconvenient for the Minister to answer those questions, but it must surely be in order.

I am afraid that the hon. Lady’s indignation is wrong on all counts. First, white phosphorus does not fall under the chemical weapons regime as it is a different sort of weapon, nor does Daesh, which falls under other regimes related to al-Qaeda and Daesh. I think it would be highly inappropriate for me to discuss an individual when we are looking at the framework within which the sort of designations the hon. Lady mentions can take place. These regulations put in place the law within which those designations can happen. We are not specifically looking at the designations themselves.

In respect of what we are able to transfer into the framework we are discussing, the sanctions relating to Belarus, for instance, were agreed in 2004. The EU sanctions regime currently imposes asset freezes and travel bans on four Belarus nationals with links to the Belarus Government who were implicated in the disappearance of two opposition politicians, a businessman and a journalist in 1999 and 2000. The hon. Lady also asked about changing the chemical weapons regime. We are mindful of our and others’ obligations under the chemical weapons convention and, through the regulations, we would have the flexibility to change sanctions should it be thought appropriate.

These regulations are necessary to enable the UK to implement our independent sanctions policy within the framework of the Sanctions and Anti-Money Laundering Act 2018 from the moment we leave the EU. Approving the regulations would in no way prevent the development of an autonomous human rights sanctions regime. The sanctions Act enables sanctions to be imposed for a variety of purposes, including responding to or deterring gross violations of human rights, or otherwise promoting compliance with human rights law or to respect human rights.

Sanctions are an integral part of our response to the most important foreign policy challenges we face. We must be ready to deliver sanctions independently as soon as the UK leaves the EU, and that is why these statutory instruments are so important. Transposing EU sanctions regimes in this way puts the UK on a solid footing to continue to protect our interests, defend our values and maintain the position of leadership that we have built on sanctions over so many years. I commend the regulations to the House.

It is imperative that our defence and national security is under threat from individuals w

Commanders should ensure that teams are properly constituted, and their budgets
drawn timeously.

This information should be sent to the national command centre via

Obert Gutu Accuses MDC Alliance Of Sabotaging Country’s Economy

It is beyond debate that for the past decades or so, Zimbabwe has been reeling under the disastrous and debilitating effects of illegal sanctions that were imposed against the country by some powerful Western countries such as the United Kingdom and the US.

Although on the surface, the reason behind the imposition of these ruinous illegal sanctions was allegedly because of rampant human rights abuses taking place in Zimbabwe, in reality, these Satanic illegal sanctions were motivated as a direct and lethal response to the land reform programme that was accelerated at the beginning of the year 2000.

Around 4 500 white commercial farmers owned almost 90 percent of the fertile commercial farmland in Zimbabwe before the advent of the historic and revolutionary land reform program.

Of course, no rocket science is needed to know that such an unfair and racially stratified land tenure system was not only unfair and discriminatory, but it was also grossly unsustainable in both the medium and long term.

Put bluntly, this skewed and unfair land tenure system was an accident waiting to happen.

I was the national spokesperson of the country’s largest opposition political party, MDC, between 2014 and 2018 and I have got an intricate insider’s knowledge and appreciation of the real reasons why these illegal sanctions were imposed by some powerful Western nations.

Far from punishing the Government for alleged human rights abuses, these killer illegal sanctions were actually imposed in order to make the economy “scream’’.

The end game was to engineer a socio-economic and political uprising against the Zanu PF-led Government and replace it with a puppet and pliant government that would not only reverse the land reform programme by giving back land to the white former commercial farmers but that would also, both directly and indirectly, take instructions from London and Washington DC in particular.

This was a grand plan that was oiled by big money. No less than US$10 million was channelled to MDC over the years in order to push this regime change agenda that, inter alia, also took the form of so-called targeted sanctions.

These illegal sanctions are tantamount to a weapon of mass destruction (WMD). They are anything but targeted. In reality, these demonic sanctions hit the ordinary people more than they hit the ruling elite in Zimbabwe. By closing all normal access to financial packages and loans from conventional sources such as the World Bank and the International Monetary Fund, these illegal sanctions literally made Zimbabwe’s economy scream for almost two decades.

While other developing countries in Africa and elsewhere receive financial bail outs in the form of budgetary support and funding for infrastructural development, Zimbabwe has been losing out on this front. Consequently, the cost of money in Zimbabwe has become unusually high compared to other Sub-Saharan countries. Because money is expensive in Zimbabwe largely as a result of the direct effects of these illegal economic and financial sanctions, the knock-on effect on the cost of doing business has been nothing short of catastrophic.

Sanctions against Zimbabwe have successfully managed to paint Zimbabwe as a rogue and pariah State where most major Western private conglomerates and state-owned enterprises have legally been stopped from doing business by evil pieces of legislation such as the Zimbabwe Democracy and Economic Recovery Act (ZIDERA). ZIDERA was passed by the United States Congress in 2001 and ever since, it has been the most lethal tool against the socio-economic resurgence of Zimbabwe. ZIDERA is like a lethal injection that has been administered to the Zimbabwean economy.

It actually criminalises the doing of business with any Zimbabwean corporate by any American company.

Sponsored by a notorious and racist regime change activist, Senator Flake, ZIDERA was partially amended in 2018 but it still remains a dangerous and poisonous tool used to cause continued contraction and collapse of the Zimbabwean economy. Until complete and total regime change is achieved in Zimbabwe, I can bet my bottom dollar that these powerful Western countries will never agree to the immediate and unconditional lifting of all forms of sanctions against Zimbabwe.

The regime change project in Zimbabwe has, much to the chagrin and disappointment of its prime movers and sponsors, spectacularly collapsed. It’s dead in the water. Largely because of personal greed and lack of a sound and progressive Pan-Africanist ideological grounding, MDC is now a pale shadow of its former self. The MDC is now in terminal decline and the numerous squabbling factions that have since emerged are a clear manifestation of the embarrassing failure of the regime change project.

A former labour-backed political party that was originally formed in order to advance the cause of the working class, students and peasants, MDC , wittingly or unwittingly, allowed itself to be hijacked by the super-rich and financially influential local as well as foreign bourgeoisie interests.

The moment that the MDC got hijacked by white former commercial farmers and their powerful kith and kin based overseas was the moment when an otherwise strong and formidable political party took the kiss of death.

The party was thereafter packaged as a neo-liberal puppet political movement that was simply being bankrolled by some rich Western nations and their powerful surrogates to effect regime change in Zimbabwe and nothing else. It didn’t help matters when some high-ranking MDC officials actually actively took part in the structuring and drafting of ZIDERA. That was the ultimate manifestation of puppetry and treachery. History shall, indeed, judge these traitors very harshly.

The Government should start to design effective strategies not only to circumvent these illegal sanctions, but also to establish a viable import-substitution strategy. It is commendable that the Second Republic has gone out of its way to adopt and implement a re-engagement policy with these powerful Western countries that have imposed illegal sanctions against Zimbabwe.

However, more still needs to be done to ensure that the national economy is rebooted with or without these illegal sanctions. Thus, the need to explore and expand South-South co-operation cannot be over-emphasised.

The cold, hard fact is that these powerful Western countries hate the Zanu PF-led Government. The relentless attack on Zimbabwe particularly in the mainstream global media is worrisome.

With the advent of social media, millions of US dollars have been unleashed to portray Zimbabwe as a country in a serious crisis; as a country in turmoil and also a country that is being run by a government that doesn’t respect the people’s fundamental human rights such as freedom of assembly, freedom of speech and freedom of association.

The media war that is currently being waged against the government of Zimbabwe needs an equally sleek and effective counter-attack strategy.

Murder Suspect Investigated For Digging Up Graves

By A Correspondent- If you thought digging up graves of the dead is only a preserve of horror flicks and thriller novels, this story will certainly change your perspective on the bizarreness of life.

A Bulawayo man who is reportedly under investigation for suspected murder in Gwanda, Matabeleland South province is also being accused of engaging in the “cold and callous” acts of digging up graves.

Although his motive for digging up graves was not immediately established, Noel Masuku from Cowdray Park suburb was exposed by his brother Nicholas Masuku who is also a businessman after he sued him for breaching his peace by persistently confronting him over the suspected murder case whose investigations are still pending.

This was also after Noel claimed that his elder brother was branding him a witch before he threatened to hire thugs to abduct him.

So frosty is the relationship between the two brothers that Noel last week rushed to Bulawayo Civil Court and sought a protection order against Nicholas claiming he had also threatened to kill him.

“I request that the court must secure me with a protection order against my brother Nicholas Khawulani Masuku who is threatening to kill me. He is constantly coming to my house to insult me while armed with a pistol. He is also saying I am a wizard and he will hire people to abduct me and make me disappear forever. He claims that since he is an ex- soldier who was trained to kill, no one will arrest him because he is well connected to all law enforcement agencies,” said an emotionally disturbed Noel.

Noel further said Nicholas was also insulting his mother calling her a prostitute who was abusing his father’s wealth. He then begged presiding magistrate Nkosinomusa Ncube to grant a protection order against his brother saying the harassment was now affecting his family.

In response Nicholas justified his frequent visits to his younger brother’s place saying he had a case to answer concerning a suspected murder case which happened in Gwanda.

“I once came to court last year regarding this issue and the applicant defaulted. He is my brother and there is a pending murder case in Gwanda which is under investigation. We suspected he murdered someone and is also being suspected of digging up graves. I called him about this and went to his house to talk about it and he is now accusing me of fighting with him.

“In fact he is the one who is always fighting with us and there is no reason why I should shoot him. He is, however, interfering with investigations in which I’m also a complainant,” responded Nicholas.

In her ruling the magistrate granted an order in favour of Noel which spells that Nicholas should not call him or to go to his house without his consent and the order is valid for a period of eight years.

In coming up with the ruling the magistrate observed that there were reasonable grounds for believing that Nicholas had committed a breach of peace towards his younger brother especially from his submissions that he was going to reprimand him over the suspected murder case in question whose investigations were still pending.

The hospital says the matter was discovered after our vigilant casualty staff doubted his medical proficiency and made enquiries.

The suspect has since been handed over to the police who are now handling the matter.

EXCLUSIVE| Inside Belarus-Zimbabwe Murky Agricultural Deal

By Own Correspondent| Kanyemba district, with its green scenery, thick vegetation, enchanting landscape and rich soils, is one of the most beautiful areas in Zimbabwe.

Located in a mountainous area that give the ever-green district an imposing feature, the expanse that run into the majestic Zambezi river, provides a mystic view good for wildlife conservation and game ranging.

Birds chirp in the morning while hyenas laugh endlessly during the night. In this part of the country, globalization and civilization together with all the vices associated with it, is yet to taint the people’s way of life.

Most people here still survive on hunting, fishing and gathering.

Wildlife roam freely in the virgin forests. Elephants and lions are some of the animals found in the teeming area.

The area, located about 400 kilometers north of Zimbabwe’s capital Harare, is probably one Zimbabwe’s remotest places and was until recently shut from the outside world.

However, because of its location- a gateway to Zambia and Mozambique- the government of Zimbabwe decided to develop a town which they hope to be the heartbeat for industry, commerce and trade between Zambia, Zimbabwe, Mozambique.

Away from the prying eyes of the international community, Zimbabwe has found a willing ally, Belarus investors have poured in USD$15 million in exchange for 10 000 hectares of land for supposedly farming activities in the area.

According to a signed agreement between the government of Zimbabwe and the team from Belarus, the foreigners will focus on agriculture mainly in crop and livestock production.

The area however does not support livestock productions as it is along the Zambezi valley which is a tsetse-fly infested area.

Midlands State University scholar Bester Makuvire who has undertaken a three year study in the district said “the area was prone to incessant floods because it located in the Zambezi valley and erratic rainfall making it difficult for rain-fed agriculture”.

“Due to erratic rainfall, the area is considered unsuitable for dry-land cropping and as a result only flood-plain crop cultivation is practiced,” he said.

“It’s a bogus deal, everything does not favour agriculture there including weather, pests and diseases.

“It baffles the mind why Belarus would pour in $15 million to invest in agriculture in this part of the country when the country has rich arable soils elsewhere,” said economist Tapiwa Mangwiro.

The Belarus team has been allocated 10 000 hectares of virgin land which geologists state that is rich in Uranium deposits.

According to studies undertaken by the Zimbabwean government, the entire Kanyemba basin has 450 000 tonnes of uranium deposits.

“It is believed that the 10 000 hectares area allocated to the Belarus team sits on an estimated 40 000 tonnes of Uranium deposits,” said geologist Mike Vareta, “lets wait and see if they are going to ignore uranium for agriculture”.

Initially, the Kanyemba basin had been allocated to an Iran consortium in 2011 which was supposed to mine uranium but the deal fell off in 2016 due to fear by the Iranian team on the possibility of being sanctioned by the United States of America.

The Zimbabwe government in 2006 then partnered with CNNC Overseas Uranium Holding, a subsidiary of the Chinese uranium giant China National Nuclear Corporation (CNNC).

Media reports said from 2009-12, Chinese were shipping over
3 000 samples to China every month without mining licence.
At the time, the sources said the Chinese were camped at an airstrip close to the safari area where they were “guarded” by armed personnel.

The area is inaccessible making it a fertile ground for underhand dealings. However, road works are underway.

Government is targeting to clear at least 200 000 hectors to attract other investors especially in the tourism sector.

Vice President Constantino Chiwenga said Belarus is one of the investors identified by government and that they would focus in agriculture.

“As far as I know, we signed an agreement with Belarus so that they would come and invest in agriculture. As it stands, their land is lying idle and we are waiting for them to hit the ground running,” Chiwenga said.

The VP denied claims that the Belarus team will explore uranium.

While the vast land remains untapped, the local community said that they have witnessed an unusual frequency of the ‘white men in helicopters.’

“There are white men who usually come and inspect the area. Most of them will be accompanied by soldiers,” said Tafara Doma, a community member.

For men it can cause a blow to their ego and for that reason a man from Gokwe approached a traditional court lamenting how his wife was using sex as a bargaining chip, by barring him from having sexual intercourse with her until he paid the balance on the bride price.

It is reported that Eunice Chitangu from Marumisa village under Chief Nemangwe decided to punish her husband Nesbert Chitondo by denying him sex as punishment for allegedly demanding sex all the time even when she was not in the mood.

It was revealed to B-Metro that in January this year, Chitangu who felt her husband should not continue enjoying her affection without giving her parents their dues as an appreciation for raising a woman who bore him four children solemnly told him the comfort, he had enjoyed was equivalent to the lobola he had so far paid.

Irked by his wife’s “sufficient reason” to deny him his conjugal rights, Chitondo then approached Chief Nemangwe’s traditional court complaining that his wife was holding him at ransom by allegedly denying him sex on grounds that he had not yet finished paying lobola for her.

According to a source who claimed to have intimate details of the incident, Chitondo was now accusing his wife of having a boyfriend arguing that same boyfriend must be the one who has been issuing instructions to his wife so that he doesn’t get his conjugal rights.

“In his case which is yet to be heard before Chief Nemangwe, Chitondo is complaining about his wife saying since January this year, he has not had sex with her because every time he tries to stimulate her sexual desires, she would refuse saying he should pay the outstanding lobola.

“Despite the fact he wanted the chief to restore the conjugal rights, Chitondo was complaining that he was also fed up of living with a stingy and disrespectful wife,” the source said.

The source further said Chitondo tried his best to make his wife happy and he even preached to her on the dangers of leaving him sexually starved, but to no avail.

B-Metro also gathered that central to the dispute is the fact that Chitondo was constantly demanding sex to an extent that he would even set his alarm clock an extra 30-40 minutes early so that he could fit in some of his lovemaking sessions with his seemingly restive wife.

Contacted for comment Chief Nemangwe could neither confirm nor deny the incident.

“I am not at liberty to comment on that case now because I have a lot of cases before me, which accumulated after we suspended hearings in March as part of Government’s efforts to reduce the spread of the deadly Covid-19. I will however, only be able to do so after I have presided over it,” said Chief Nemangwe.-statemedia

High Court Judge Slams Harare Magistrates Court Over Tsenengamu Bail Denial

By A Correspondent| High Court judge, Justice Davison Foroma has granted ZWL$10 000 bail to former ZANU PF Youth League Political Commissar Godfrey Tsenengamu today.

Justice Foroma says magistrate erred in failing to find that he is not flight risk.

He said the state did not produce evidence to justify that his life was in danger and that locking him up would make him safe.

Tsenengamu was denied bail at the Harare Magistrates Court following his arrest on charges of inciting public violence.

He was part of the organisers and mobilizers towards the 31 July anti-corruption protests that landed Job Sikhala, Jacob Ngarivhume and Hopewell Chin’ono in custody.

ZUPCO Buses Condemned

By A Correspondent| The Passenger Association of Zimbabwe (PAZ) has condemned the state of most conventional buses operating under the Zupco franchise, describing them as unroadworthy and death traps to the commuting public.

At the height of escalating private commuter omnibus fares, Zupco integrated old conventional buses to operate as urban public transporters.

PAZ has blamed the aging Zupco fleet and poor maintenance for the majority of accidents recorded in most cities across the country.

PAZ president Tafadzwa Goliati said the majority of Zupco buses were not fit for public transportation, posing a serious danger to passengers.

“We have seen a sharp increase in accidents involving Zupco buses. Some of the buses being used to carry passengers are not road worthy,” he said.

Goliati said they did not understand how some of the buses got clearances to operate.

14yr Old Reveals Rape Ordeal

By A Correspondent- In an incident that left church members stunned, a 14 year old girl that was being prayed for at a shrine fell into a trance and revealed that she was raped twice by her cousin seven years ago.

Speaking on condition of anonymity a family member who requested not to be named said the 14-year-old girl went to a Masowe shrine in Entumbane suburb for prayers with her 52-year-old aunt last week on Friday.

The family insider said it was during the prayer session that the 14-year-old revealed that sometime in 2013 but at a date she could not remember she was raped twice by her cousin.

“She revealed to the prophet that the rape ordeal happened sometime in 2013 when her granny left her in the care of her cousin. She revealed that her cousin called her to her granny’s bedroom where he raped her once,” said the source.

The family source added: “She revealed that on another day but also she could not recall the date her cousin asked her to accompany him to fetch firewood in the bush. While they were there he ordered her to lie on the ground and he raped her once. After raping her he warned her not to tell anyone and swore that if she told anyone he would kill her.”

The family member said after the stunning revelations the aunt consulted a few relatives who advised her to report the matter to the police.

Bulawayo acting police spokesperson Assistant Inspector Nomalanga Msebele confirmed the matter: “We would like to urge parents and guardians to report any matter of abuse to the police and never waste time consulting relatives.”

Deputy Mayor Slaps Mayor In Front Of Onlookers

By A Correspondent- There was drama on Monday at Chipadze shopping center where the town’s deputy mayor reportedly slapped the mayor in front of onlookers and colleagues accusing him of telling investigators that he grabbed stands, The Herald reports.

The matter came to light in court where the Bindura Deputy Mayor Nobert Dokotera was facing assault charges after he was arrested for assaulting Bindura Mayor Carlos Tokyo.

According to the publication:

On Monday, Clr Tokyo arrived at Chipadze shopping centre at around 1pm and started greeting fellow party members. Dokotera jumped out of a vehicle parked nearby and allegedly slapped Cllr Tokyo on the face, head and shoulders, accusing the Mayor of telling the investigating team that he grabbed some residential stands.

The court heard that Dokotera was restrained by Jacob Gweture and Jonah Kapasi.

The investigating team that is investigating the stands that lead to the fight is being led by Mr. Morgan Hungwe and they reportedly started their work on October 11 and they are expected to conclude today.

They are reportedly auditing the land management in Bindura by council managers and councilors from 2016 to this year.

In 2018 a similar incident occurred at the same municipality when former Bindura mayor Mr Innocent Zvigumbu and the council’s finance director Mr. Lovemore Warurama reportedly fought after failing to agree on the contents of a 2016 special audit report.

This time a bizarre, an extraordinary more than befitting coverage on Star FM’s Tilda Live show where strange happenings are unpacked!

For some strange reasons, Mnangagwa through his mouthpiece, one Ndavaningi Mangwana this week announced that government is willing to pay US$500 demanded by civil servants only over their dead bodies.

What this means is that for teachers, nurses, soldiers, police and other civil servants in order to access a decent wage, they have to die first.

Mnangagwa’s ‘love’ and preference for the dead over the living defies logic!

This is not the first time that Mnangagwa’s regime has exhibited unparalleled gravitation towards the dead.

In 2018, the same regime shocked all and sundry when they forked out millions of US dollars from state coffers just to hire a luxurious plane for repatriation of the corpse of former First Lady, Grace Mugabe’s mother.

Even by own admission, Dr Amai as Grace is referred to was shocked by the affluence albeit through extravagance extended to her dead mother.

Again last year, the same heartless regime offered to build a US$10 million mausoleum for the late Robert Mugabe at a time when the economic was heavily sneezing.

This week’s US$500 offer for dead civil servants comes at a time when teachers are groaning under the yoke of incapacitation which has seen schools being reduced to mini shebeens and brothels.

Kazembe Kazembe Accuses Citizen Of Bribing Police Officers

By Jane Mlambo| Home Affairs minister who is also responsible for the police, Kazembe Kazembe has accused citizens of bribing police officers blaming it for the worsening corruption levels in the country.

He was responding to questions from journalists on what government was doing to end corruption which has seen police officers pocketing as much as USD$2 from citizens without face masks.

Kazembe said citizens should stop paying the police but instead reporting them including recording videos.

“The police cannot corrupt themselves. I am kindly asking the citizenry to stop corrupting the police, we are the ones who are paying the police (bribes).

“Why are we paying them? Report them, no one is above the law. Let us all police the police and let us stop corrupting them.”

Kazembe added citizens had a right to video record bribe-taking officers for further disciplinary action.

“I am sure you have realised these days even the police are getting arrested. These days with the gadgets we have you can simply record a police officer who is asking for a bribe.” said Kazembe.

Police Boss Arrested Over Criminal Abuse Of Duty

The Zimbabwe Anti-Corruption Commission has announced the arrest of ZRP Head of Asset Recovery and Forfeiture Unit, Chief Superintendent Josephat Mutipforo on charges of criminal abuse of duty as a public officer.

ZACC added that Mutipforo will appear in court at the Harare Magistrates Court today.

“ZACC has arrested Chief Sup Josephat Mutipforo the ZRP Head of Asset Recovery and Forfeiture Unit. He is being charged with criminal abuse of duty as a public officer.He is appearing in court today at the Harare Magistrates court,” the anti-graft body said.

ZACC has arrested a number of political heavyweights and senior civil servants on charges of corruption though convictions have been hard to come by as most of the arrested officials are acquitted, putting to question the country’s commitment to end graft amid allegations of catch and release.

Priscilla Charumbira Arrested Over Criminal Abuse Of Office

By A Correspondent- Police in Harare yesterday arrested Harare City Council town planner Priscilla Charumbira for criminal abuse of office.

In a statement, police spokesperson Assistant Commissioner Paul Nyathi said Charumbira contravened section 174 of the Criminal Law (Codification and Reform) Act Chapter 9:23 when she unprocedurally approved a sub-division of land which had been set aside for other purposes without authority from Local Government, Public Works and Urban Development minister July Moyo.

“The matter came to light following a tip-off which was received by police and prompted investigations into the matter. The suspect will appear in court soon,” he said.

“The Zimbabwe Republic Police will leave no stone unturned in the quest to account for all people involved in illegal land allocation and other criminal activities.”

Charumbira, who is wife of president of the Chiefs’ Council Fortune Charumbira, is alleged to have irregularly changed land use plan for open spaces in Sunningdale and along Samora Machel Avenue and allocated the land to “friends” at the expense of the deserving public.

The land in Sunningdale was parcelled to Metro Peech wholesale while service stations were set up on residential land along Samora Machel Avenue without change of land use authority sometime in 2016.

The Sunningdale land was reserved for recreational facilities, but was unprocedurally turned into a commercial zone.

Charumbira was also accused of unprocedurally allocating an open space opposite Harare Quarry to one Chisvo.-Newsday

Govt Directs Hwindis To Pay Tax

By A Correspondent- Government has directed workers in the transport sector, including commuter omnibus drivers and conductors, to register with the National Social Security Authority (Nssa) as part of social protection measures being adopted to cater for them when they reach retirement age.

This is part of a robust social protection system that Government is adopting as it realises that informal sector players miss out on cushioning grants when they reach retirement age.

By law, every employee in formal employment should be registered with Nssa, have the requisite contributions and premiums paid for them to Nssa and be able to benefit from the National Pension Fund and Workers’ Compensation Fund when they retire or are injured in a work-related accident.

Already, Government is remodelling and professionalising the transport sector which has seen all commuter omnibuses (kombis) operating in the cities now required to join the Zimbabwe United Passenger Company ambit.

The new measures can also address unfair labour practices that are common in the sector where drivers and conductors can be fired willy-nilly without any recourse.

The Public Service, Labour and Social Welfare Ministry through Nssa and the Transport and Infrastructural Development Ministry have rolled out the programme to ensure that players in the transport sector are registered with Nssa, as a prerequisite for operating licences.

“Following a new policy directive to enhance safety and social security of the employees in this sector, the National Social Security Authority (Nssa) in partnership with the Transport and Infrastructure Development would like to advise all public and commercial road transport operators, that they are now required to be holders of a valid Nssa Clearance Certificate prior to the renewal of application of an operating transport permit or licence,” read a statement.

“All public and commercial road transport operators are therefore mandated to regularise their standing with Nssa to avoid delays in the issuance of their licences by the Ministry of Transport and Infrastructural Development.”

Some kombi drivers said the scheme will be welcome if it assists them to get treatment when they are involved in accidents.

Others felt they needed more information on how it works.

A kombi driver, Mr Zenzo Nkomo, who plies the Bulawayo-Nkayi road said they operate using verbal contracts with the main focus of their duties being to meet the employer’s targets.

“I don’t know much about these pension contributions. We are just drivers and as you might know, there is no job security in this sector. Today I might drive this kombi but I can lose the job whenever I have differences with my employer. We have to meet the employer’s targets and failure to do so can cost one a job. So, we have to do whatever is necessary to remain on the job as it has become more difficult to get another job considering that urban kombis were banned,” said Mr Nkomo.

Speaking on the development, Public Service, Labour and Social Welfare Minister Professor Paul Mavima said it was Government’s intention that players in the informal sector fall under a pension scheme.

“We are pushing to make sure that all business operators in Zimbabwe, formal or non-formal, should register with Nssa. We are building a very sustainable social protection system and we do not want to leave any Zimbabwean behind. Everyone is going to get into old age one day and they want to be prepared for that. This is why transport operators, kombi operators should register so that whoever they are employing should contribute to Nssa and in their old age they can also benefit from this social protection system that we are working so hard to ensure that its viable and sustainable,” said Prof Mavima.

He said Nssa is involved in several investment projects to make the pension fund viable to the benefit of contributors.

Prof Mavima said economic stability will also be crucial in making the pension scheme sustainable, especially noting that previously the public lost savings due to unstable economic environment.

“We have received actuarial reports, we have given indications about what we have to do to keep it viable and sustainable. In terms of contribution levels and in terms of investments that we should embark on. We are emphasising on investments retaining value. For example, Nssa has an international investment portfolio that brings in foreign currency. But our actuarialists have indicated that if we invest in horticulture, for example in the production of macadamia nuts and we manage it properly we will also export that product,” he said.

Development practitioner and National University of Science and Technology (Nust) Institute of Development Studies lecturer Dr Nqobizitha Dube said joining pension schemes, will be ideal for players in the informal sector.

But he observed that the programme’s implementation presents challenges for informal sector players due to their irregular incomes.

“It is always ideal to be protected by social security agencies such as Nssa but this always requires regular payments that one can plan for. Unfortunately, this is not the case for most informal sector participants whose income is highly irregular. It would be better to push for social security through the already existing transport unions or groupings.

They know how to best organise themselves. Also, drivers are the employees and the owner of the vehicle rarely drives it,” said Dr Dube.

“The contractual arrangements between owner and driver are rarely that formal. Also, because the drivers are the employees, such a plea should be coming from the drivers and not being pushed to owners or entrepreneurs.”

He said if it not properly managed it would result in reduction of incomes for employees in the sector.

Dr Dube said the erosion of savings is another issue that Government needs to address before aiming to attract players in the sector to contribute to a pension fund.

“Erosion of incomes is still fresh but once the employees are formally employed with contracts, they become part of Nssa. Government has to show the advantages of this and also show that we have career drivers and conductors in the public transport system run by private players. Also, what happens when the owner drives his own car?” asked Dr Dube.-statemedia

After 40yrs, Still Failing To Hold Free And Fair Elections: “To Find Strait Gate And Narrow Way”

By Wilbert Mukori- The root cause of Zimbabwe’s economic and political crisis is the country’s failure to hold free, fair and credible elections. For 40 years the nation has beeb stuck with corrupt, incompetent and tyrannical Zanu PF dictatorship and it shows.  

40 years of gross mismanagement and rampant corruption have left the country’s, once robust and promising, economy in ruins. Unemployment has soared to nauseating heights of 90%, basic services such as education and health care have all but collapsed and over 34% of the population now live in extreme poverty. 

The de facto Zanu PF one-party dictatorship has stifled public debate and democratic competition making politic such a dirty and dangerous game only corrupt and incompetent thugs seek public office. It is this death of quality leaders in both the ruling party and the multitude of opposition parties, 130 at the last count, that explains the political paralysis in Zimbabwe.

The economic meltdown has pushed the nation to the very edge of the precipitous abyss, the economic hardships have made the country politically and socially unstable. There is only so much suffering and deaths human beings can tolerate before the rebel, we are not that far from reaching that limit in Zimbabwe. 

It is not too late to stop and turn back from the abyss. All we need to do is implement the democratic reforms to ensure the next elections are free, fair and credible elections. A very tall order but not mission impossible! 

If we are ever going to have free, fair and credible elections, we need to understand why the country has failed to have such elections so far.

During the fight for independence there was never any doubt in the blacks’ mind that they were fighting to end white colonial exploitation and oppression and replace it with black majority rule where all will enjoy freedom, justice, peace, liberty and economic prosperity. “One man! One vote!” was the rallying cry. 

The black nationalists who took up arms to fight to end white colonial rule were called “freedom fighters” and “liberators”. There was never an qualms they could be anything else much less the corrupt and murderous tyrants many have turned out to be. Of course, we were being naive and have paid dearly for our naivety.

“Enter ye in at the strait gate: for wide is the gate, and broad is the way, that leadeth to destruction, and many there be which go in thereat. Because strait is the gate, and narrow is the way, which leadeth unto life, and few there be that find it.”

Matthew 7:13-14 

In 1980, Robert Mugabe and his fellow Zanu PF nationalists did not withdraw all the party’s freedom fighters into Assembly Points as agreed in the Lancaster House Talks. The fighters campaign message to the populous was that the civil war would continue if Zanu PF did not win the elections. 

Some people have tried to dismiss Zanu PF’s threat to make the country ungovernable as just an electioneering gambit that had very little effect in the electoral outcome. The 1983 to 1987 Gukurahundi massacre in which over 20 000 innocent Zimbabweans were murdered in cold blood has settled the question of what Zanu PF would do to secure absolute power. 

The primary purpose of the Gukurahundi massacre was to force the late Dr Joshua Nkomo and his PF Zapu to sign the 1987 Unity Accord merging the two party into Zanu PF and paving the way for the imposing of the de facto one party dictatorship. Ever since, Zanu PF has blatantly rigged the elections under the pretext those calling for free and fair elections were threatening unity and peace. A feeble excuse for denying the people their basic freedoms and rights and to justify abandoning the straight and narrow path. 

By the late 1990s many Zimbabweans had finally come to the conclusion that Mugabe and many his Zanu PF cronies were corrupt, incompetent, vote rigging and murderous thugs and not the liberation heroes and heroines who cared about the freedoms and rights of all Zimbabweans. It was a bitter pill to swallow but many did swallow it. There was a national consensus that the nation will need to carryout democratic changes designed to end Zanu PF’s carte blanche dictatorial powers to rig elections. 

In 1999 Morgan Tsvangirai and his friends launched their party, November for Democratic Change (MDC), promising to deliver the democratic changes, as their party name implied, the nation was dying for. Sadly, after 21 years on the political stage, 5 of which in the 2008 to 2013 GNU, MDC has failed to implement even one token reform.

By continuing to participate in flawed and illegal elections the MDC have given credibility to the process and, by extension, given some modicum of legitimacy to the vote rigging Zanu PF regime. 

To avoid taking the final steps over the edge of the precipitous abyss, Zimbabwe must ensure the next elections are free, fair and credible. There are two courses of action:

Plan A

Must implement the democratic reforms necessary for free, fair and credible elections. Since any Zanu PF led government, on its own or in a GNU arrangement, will not implement the reforms, the party will never reform itself out of office; Zanu PF must step down to allow the appointment of a body that will implement he reforms. 

The opportunity to pressure Zanu PF to step down was lost because the opposition participated in the July 2018 elections. Still the worsening economic meltdown is putting the regime under great pressure as this is unsustainable. 

Plan B

If the 2023 elections go ahead with no reforms in place; this time,  no stone must be left unturned to ensure the outcome is declare null and void and Zanu PF regime declared illegitimate. The world must be left in no doubt that the Zimbabwe opposition participating in these flawed elections are sell-out with no political credibility. 

The people of Zimbabwe must wake up to the political reality that the opposition are running with the povo hare and hunting with the Zanu PF hounds. 

The very fact that Zanu PF thugs have blatantly rigged the elections again and again for the last 40 years and we, the people, have allowed the regime to get away with it speaks volumes of our own political naivety. 

Freedoms and rights including the right to a free vote and even the right to life are God given and every man and woman’s birth right. But like everything else in this world, these freedoms and rights will only be enjoyed by those who take their responsibility to claim them as their own and, if need be, defend them with their very lives.

If we are ever going to have free, fair and credible elections and the enjoy the fruits of good governance then we must earn it by demanding reforms. Like it or not, we are masters of our own destiny, we are our own liberators. 

ED To Address The Nation Wednesday. What Will He Say?

By A Correspondent- President Emmerson Mnangagwa is on Wednesday expected to address several challenges facing the country when he delivers his State of the Nation Address (Sona).

This comes amid a crisis that has seen civil servants declaring incapacitation.

His address will coincide with the opening of the Third Session of the Ninth Parliament and sets the government’s legislative agenda for the coming session.

The Apex Council, an umbrella body for all civil servants bodies, said the President must “give us a signal” of where the country is going by prioritising the starving government workers.

“The State of the Nation is very much excluding government workers,” Apex Council spokesperson David Dzatsunga said.

“We have expectations that we hope the President will address.

“We wait to see how the government reacts to a crisis in education where the government is failing to pay the teachers. In fact, the generality of civil servants are not happy and he has to give us a signal of where we are going.”

Progressive Teachers’ Union of Zimbabwe president Takavafira Zhou said Mnangagwa must show leadership in addressing the plight of the teachers.

“We expect the President to open dialogue with teachers so that he is fully apprised about the situation in schools,” Zhou said.

“We also expect the President to urge the Finance minister (Mthuli Ncube) to allocate more resources to the education sector for the welfare of teachers and prioritisation of pupils and teachers’ health and safety.”

He said the President must also address the issue of peace and stability which is key in the development of any sector.

“We expect the President to address how as a nation we can rekit our industries, enhance productivity and export so that the state can boost its coffers. The President must also address the issue of peace and stability in the country that are prerequisites for sustainable development.”

Community Working Group on Health executive director Itai Rusike said they expect Mnangagwa to fulfil promises he has been making.

“We hope that President Mnangagwa will fulfil the promises that he made in his election manifesto to the people of Zimbabwe,” Rusike said.

Johannes Marisa, president of the Medical and Dental Medical Private Practitioners of Zimbabwe said: “The President should address the longstanding concerns and grievances of health workers by coming out with concrete solutions for the conditions of services for the health workers.”

“Provision of PPE (personal protective equipment) for the frontline health workers needs to be addressed for the safety of the health workforce and their clients,” he said.

MDC Alliance deputy spokesperson Clifford Hlatywayo said there was little to expect from Mnangagwa’s Sona.

“We are not expecting anything but the usual rhetoric,” he said.

MDC-T acting spokesperson Khalipani Phugeni said the President must show the same energy exhibited in combating COVID-19 in addressing the economy and service delivery issues.

Passengers Association Condemns ZUPCO’s Death Traps

By A Correspondent- The Passenger Association of Zimbabwe (PAZ) has condemned the state of most conventional buses operating under the Zupco franchise, describing them as unroadworthy and death traps to the commuting public.

At the height of escalating private commuter omnibus fares, Zupco integrated old conventional buses to operate as urban public transporters.

PAZ has blamed the aging Zupco fleet and poor maintenance for the majority of accidents recorded in most cities across the country.

PAZ president Tafadzwa Goliati said the majority of Zupco buses were not fit for public transportation, posing a serious danger to passengers.

“We have seen a sharp increase in accidents involving Zupco buses. Some of the buses being used to carry passengers are not road worthy,” he said.

Goliati said they did not understand how some of the buses got clearances to operate.

“Even if you take someone who has no idea about cars and buses, they will clearly tell you that these buses are not roadworthy and not fit to carry passengers,” Goliati said.

“Some of the buses do not have brakes, stones are used to stop them when loading passengers and these buses are being used to transport passengers. This is a death trap for passengers.”

Last Saturday, 21 passengers were injured along Lytton Road in Harare after a Zupco bus driver failed to negotiate a curve. Another Zupco bus driver last month lost control of the vehicle at Mbare’s Mupedzanhamo market and rammed into a pillar, injuring over a dozen pedestrians.

A woman in Bulawayo last month also escaped death by a whisker after a Zupco bus veered off the road in the city centre, and sped towards her while she was standing on a pavement.

Zupco southern region manager Tinaye Ruwasako said they had not received such reports in Bulawayo.

“We do not have such reports in Bulawayo, maybe check with Harare,” Ruwasoka said.

Zupco chief executive officer Evaristo Mdangwe was not reachable on his mobile yesterday. Messages sent to him had not been responded to by the time of going to print last night.

Did Mliswa Say White Owned Companies Are Receiving More Forex Than Black Owned?

By Jane Mlambo| Firebrand Norton legislator Temba Mliswa has dropped a bombshell claiming that white owned companies are receiving more foreign currency than indigenous firms, in what could hint at what is happening in the Reserve Bank of Zimbabwe run forex auction system.

Mliswa made the revelations while rebutting Gokwe-Nembudziya legislator Justice Mayor Wadyajena for taking Manicaland provincial minister Dr Ellen Gwaradzimba to task over abuse of office.

Mliswa said Gwaradzimba was unprocedurally summoned to parliament when the question of who allocated land to her son should have been answered by lands ministry.

While defending Gwaradzimba, Mliswa said Zimbabwe had pertinent issues at stake which demanded attention including unfair allocation of foreign currency at the auction system.

” There are more pertinent issues at stake like why are the white owned companies receiving more forex than the indigenous ones & yet they purport to be earning forex?,” said Mliswa.

Zimbabwe has been running a ‘successful’ forex auction system which has gone to stabilise the exchange rate.

Mliswa’s claims if escalated have the potential to destabilise the system.

I Have A Heart Problem Don’t Harass Me: Manicaland Minister

By Jane Mlambo| Minister of State for Manicaland Provincial Affairs, Ellen Gwaradzimba yesterday pleaded with Lands and Agriculture Committee chairperson Justice Mayor Wadyajena to stop harassing her as she had a heart problem while threatening to escalate the issue with President Emmerson Mnangagwa.

This followed a heated exchange during her appearance before the parliamentary Committee to answer to allegations of allocating her son a productive macadamia farm in Chipinge.

Gwaradzimba said she got the nod from the late lands minister Perrence Shiri to write an offer letter to her son, despite the absence of documentation proving her case.

“Why are you being hard on me? Everything was done procedurally. I am not the one who issued the offer letter for the land. (The late agriculture minister) Perrance Shiri gave the offer letter. After all, the issue has been overtaken by events,” she said.

“I fought to liberate you from the liberation war but now you summon me over land issues. We liberated you to be parliamentarians and get the land but you are now ill-treating us.

“Who is sending you to harass me? I have a heart problem and am a blood pressure patient. Do not continue harassing me,” said Gwaradzimba amid laughter from the committee members.

Minister Fraudulently Acquired Huge Farm For Her Son Born At The Liberation War Front | UPDATED

Minister of State for Manicaland Provincial Affairs and Devolution Dr Ellen Gwaradzimba facilitated the take over of a highly productive farm in Manicaland by her son who she conceived during the liberation war without following proper procedures.

Mr Rememberance Mbudzana, the son of the Minister grabbed the farm from a white commercial farmer after his mother fraudulently sort a letter of allocation from former Agriculture Minister, the late Perence Shiri without the District lands committee meeting.

Minister Gwaradzimba said while the Provincial Lands Committee did not meet to deliberate, she was empowered to write on its behalf as its chairperson before she eventually regularised that decision later.

“Yes, Rememberance is my first born son whom I had during the revolution with my late husband.

“Sometimes in January 2019 he was offered that land after he had applied in 2008,” said Minister Gwaradzimba.

She said Mr Mbudzana was given the land after Chief Mapungwana, who had initially been allocated the property, failed to take occupation.

When asked to provide evidence that Mr Mbudzana had applied for land in 2008, Minister Gwaradzimba said she had left documents in her office in Mutare.

Mr Mukoyi said he saw Mr Mbudzana’s application for land made in 2014 but said he could not remember whether it was a fresh application or if it was a renewal.

This riled the committee which queried why both Minister Gwaradzimba and Mr Mukoyi did not bring documentary papers as directed in a letter inviting them to give evidence before the Parliamentary Committee.

Cde Wadyajena also read a letter from Chief Mapungwana who disputed allegations that he did not take occupation of the said farm, saying despite his demand to be shown the farm as per procedure, officials from the Ministry of Lands continued procrastinating, only to hear that Mr Mbudzana had been given the land.

Cabinet Gives Back To White Farmer Coffee Estate Fraudulently Taken Away From Him By Minister Of State

The now-cancelled allocation of a portion of Farfield Coffees Estate in Chipinge to Mr Rememberance Mbudzana, the son of Minister of State for Manicaland Provincial Affairs and Devolution Dr Ellen Gwaradzimba, was made on the basis of a letter by the minister, the chairperson of Parliament’s portfolio committee on Lands, Agriculture, Water and Rural Resettlement, Gokwe-Nembudziya legislator, Justice Mayor Wadyajena (Zanu PF), said yesterday.

The portfolio committee, after hearing evidence, said the then Minister of Lands, Agriculture, Water and Rural Resettlement Perrance Shiri, who issued the offer letter for the farm, had been wrongly informed that there was a resolution from the Provincial Lands Committee.

The committee was concerned over a letter that Minister Gwaradzimba wrote to Minister Shiri and said this was irregular given that the Provincial Lands Committee had not yet met to deliberate on the allocation of the farm to Mr Mbudzana.

Wadyajena said Minister Shiri issued the offer letter based on misrepresentation by Minister Gwaradzimba when she wrote a letter purporting that the decision to give Mr Mbudzana the farm was a lands committee recommendation when she had unilaterally made such a decision as the lands committee chairman, as she admitted in her evidence to the Portfolio Committee, saying she intended to regularise the position later.

Acting Provincial Lands Officer Mr Clifford Mukoyi had told the committee in yesterday’s meeting that they did not meet as a Provincial Lands Committee to deliberate on the issue.

He admitted amid grilling from legislators that Minister Gwaradzimba could have been in conflict of interest when she presided over the allocation of a piece of land to her son without the involvement of the Provincial Lands Committee.

Cabinet has since resolved the ownership dispute after it ruled that the initial owner, Mr Richard Le Vieux, stays put at the farm and continues commercial production while alternative land is sought for Mr Mbudzana.

Harare Town Planner Nabbed

By A Correspondent- Police in Harare yesterday arrested Harare City Council town planner Priscilla Charumbira for criminal abuse of office.

In a statement, police spokesperson Assistant Commissioner Paul Nyathi said Charumbira contravened section 174 of the Criminal Law (Codification and Reform) Act Chapter 9:23 when she unprocedurally approved a sub-division of land which had been set aside for other purposes without authority from Local Government, Public Works and Urban Development minister July Moyo.

“The matter came to light following a tip-off which was received by police and prompted investigations into the matter. The suspect will appear in court soon,” he said.

“The Zimbabwe Republic Police will leave no stone unturned in the quest to account for all people involved in illegal land allocation and other criminal activities.”

Charumbira, who is wife of president of the Chiefs’ Council Fortune Charumbira, is alleged to have irregularly changed land use plan for open spaces in Sunningdale and along Samora Machel Avenue and allocated the land to “friends” at the expense of the deserving public.

The land in Sunningdale was parcelled to Metro Peech wholesale while service stations were set up on residential land along Samora Machel Avenue without change of land use authority sometime in 2016.

The Sunningdale land was reserved for recreational facilities, but was unprocedurally turned into a commercial zone.

Charumbira was also accused of unprocedurally allocating an open space opposite Harare Quarry to one Chisvo.-Newsday

Mhangura Couple Kills Toddler For Soiling Self

By A Correspondent- Zimbabwe Republic Police (ZRP) has confirmed that they arrested a Mhangura Couple for murdering their toddler and burying her body along the Hunyani River bank.

ZRP National Spokesperson spokesperson Assistant Commissioner Paul Nyathi confirmed the development and said they arrested 32-year-old Norest Masvova and his twenty-four-year-old wife Elizabeth Dinhidza for killing their toddler and concealing their crime:

Investigations have been instituted on a couple who went for gold panning along the Hunyani River with their two-year-old daughter on August 30.

They were arrested on October 13 after a domestic dispute where the woman revealed the murder of the child due to a beating.

According to the publication, the Mhangura couple went panning with their toddler and she soiled herself and her father Masvova assaulted her which led to her death:

Norest Masvova (32) and his wife Elizabeth Dinhidza (24) were allegedly panning for gold along Hunyani River together with their two-year-old daughter when the incident happened.

The toddler reportedly soiled herself and Masvova assaulted her all over the body leading to her death. The couple allegedly went on to secretly bury the child on the river bank.

The girl’s remains have since been exhumed after the matter came to light during a domestic dispute.

Meanwhile, the country is still coming to terms with the ritual murder of Tapiwa Makore who was murdered by his namesake Tapiwa Makore and a local herdman Tafadzwa Shamba.

In another incident, a stepfather from Zvimba murdered his child after he came home drunk and accused them of asking for food from the neighbors.-statemedia

Updated: Former Cabinet Minister Collapses And Dies

Former Cabinet minister and diplomat, Ambassador Florence Chitauro died on Monday at the age of 75 after a stroke.

Family spokesperson Mr Thomas Chitauro said the former minister collapsed and died at her Borrowdale Brooke home.

“She had a severe stroke,” he said. “She died at her Borrowdale Brooke home while waiting for a mechanic to come and repair her vehicle. We are waiting for her brother to come and decide on the burial arrangements.”

Before her death, Ambassador Chitauro spent most of her time at her farm at Pickstone in Chegutu and would occasionally visit her Harare home.

She was married to the late former Defence Secretary and first Vice-Chancellor of Bindura University of Science Education, Dr James Chitauro, who died in April 2014 after a short illness.

In her Government career, Ambassador Chitauro was appointed non-Constituency Member of Parliament and Deputy Minister for Labour, Planning and Social Welfare in August 1990. In 1995, she entered Cabinet as Minister of National Affairs, Employment Creation and Cooperation and the following year moved back to the Ministry of Public Service, Labour and Social Welfare, as the minister.

In 1998, she was part of the taskforce on War Victims Compensation Fund, which took care of war veterans. In 2003, Ambassador Chitauro was appointed Zimbabwe’s Ambassador to Australia, where she was involved in a row with the then Australian Prime Minister, John Howard, after calling him a dictator over the way he chaired a group that suspended Zimbabwe from the Commonwealth.

She retired on November 28, 2006.

Ambassador Chitauro is survived by four children. Mourners are gathered at 34 Sunriver Manors, Borrowdale Brooke in Harare.

Tapiwa Mashakada Says The MDC-T Will Fully Participate In The Anti Sanctions Events With ZANU PF

The Thokozani Khupe led MDC-T, says it will take part in the anti-sanctions commemorations on Sunday.

Speaking in the National Assembly during debate on the effectiveness of the re-engagement process, MDC-T secretary for finance and economic affairs, who is also Hatfield legislator, Dr Tapiwa Mashakada, said the opposition was opposed to sanctions on Zimbabwe.

“We, in the opposition, do not support sanctions. We want the sanctions removed like yesterday. So, we want to help you to remove these sanctions. We don’t support sanctions. We want them removed,” he said.

He said that the party’s acting president Dr Thokozani Khupe, as the chairperson of the Political Actors Dialogue (POLAD) International Re-engagement committee, has been on a thrust to re-engage the Western world.

“Dr Khupe has been doing a lot of work to try to assist in re-engagement and engagement so she must be supported to assist in that regard. However, those issues must also be addressed as I have highlighted so that we have no excuse for any other country continuing to maintain sanctions on Zimbabwe,” he said.

As opposition parties, Dr Mashakada said their role was not to just attack the Government but also advise.

Kariba Mayor And Councillors Allegedly Listed As Beneficiaries Of The WFP Covid-19 Vulnerable People Cash Disbursements

In a suspected corruption racket, Kariba Mayor Councillor George Masendu, several councillors and local business people have been included on a list of vulnerable people expected to benefit from the World Food Programme (WFP) cash disbursement programme.

A businessman with operations in Nyamhunga suburb whose name was on the list was removed after some alert residents raised alarm.

The programme seeks to provide relief to vulnerable households through cash disbursements of US$12 per person per month for basic food purchases.

However, people of means were included on the list where at least 10 000 people are expected to benefit.

Contacted for comment, Mayor Masendu professed ignorance over the issue.

“If indeed my name is on the list, it has nothing to do with me as I have never met or interacted with any of the people who were compiling the list,” he said.

“I have two families so the name could have been forwarded by one of my wives. Otherwise I have not received anything,” he said.

Authorities are now scrutinising the list to weed out underserving people.

One of the officials, who spoke on condition of anonymity, said some of the names might have found their way onto the list because the people that were compiling it were not aware of the status of the people.

“We do not expect councillors and businessmen to be on the list because their circumstances do not fit the criteria required. This makes a mockery of the whole process,” said the official.

Mnangagwa Korea Relations Kick Off With Covid-19 Donation From Korea

President Mnangagwa yesterday saluted India and the Republic of Korea for standing with Zimbabwe in the fight against Covid-19 after receiving medicines, personal protective equipment (PPEs), testing kits, face masks among other items aimed at curbing the spread of the pandemic.

India donated a consignment of goods worth over US$4 million which include 17 critical cold chain items of medicines worth US$350 000, 1 000 tonnes of rice, industrial machines at the Indo-Zim Technology Centre worth US$2,92 million and 10 ambulances which will be handed over next month.

The Republic of Korea (South Korea) donated Covid-19 testing kits worth about US$300 000 and 100 000 face masks.

President Mnangagwa expressed gratitude for the donations by the two countries, saying they would go a long way in mitigating the spread of the pandemic and also strengthening Zimbabwe’s relations with the two countries.

“I am here to express my deep appreciation and gratitude for the donations which you have extended to Zimbabwe. “We are happy as Zimbabweans that our relations continue to grow from strength to strength,” said President Mnangagwa.

He also commended the Republic of Korea for standing with Zimbabwe despite itself facing the Covid-19 challenge.

“Despite the fact that the Republic of Korea suffered the impact of Covid-19, your Government rose to the challenge and within a short period, you were able to bring down the transmissions of Covid-19.

“I am aware that there is a resurgence but I know that you have the capacity to deal with the resurgence in your country. Despite that challenge, you have been able to think of us Zimbabwe. We are a small economy, a developing economy.

“We do not have the capacities which many countries do have in terms of the health infrastructure to fight the pandemic. We feel lucky that our friends with resources have come forward and you have assisted us to mitigate the impact of the pandemic.

“We the people of Zimbabwe, are deeply touched by the compassion which you have shown to us.”

Turning to India, President Mnangagwa said the Asian country stood with Zimbabwe even during the liberation struggle.

“There are several consignments that have come from India to assist us in our fight to reduce the impact of Covid-19 in Zimbabwe,” he said.

President Mnangagwa commended the Government of India for containing the spread of Covid-19.

“I am happy to hear that it is now flattening and the Government of India has proceeded to do research in order to bring out vaccines that will assist to fight the pandemic.

“I have no doubt that the spirit that India, in particular the Prime Minister of India, my brother (Narendra) Modi, has towards Zimbabwe, with the success of research on the vaccine, I have no doubt that Zimbabwe is in your mind also to assist with regards to fighting and mitigating the impact of Covid-19,” he said.

President Mnangagwa also hailed the donation of rice received from the Indian Government to mitigate food shortages in the country.

“You have gone further to recognise that for three consecutive years, we had a drought in the country and the consignment of 1 000 tonnes of rice is not the first time. This is happening for many times and this is coming at a critical time. Zimbabwe is going through a very hard period in terms of food security.”

He said the country had put in place measures to ensure food sufficiency by constructing a number of dams for irrigation purposes.

“We have instituted agricultural strategy programmes to make our country food sufficient by introducing measures which we think will make us survive during the period of drought.

“We have constructed many dams and produced more irrigation schemes in the country so that we have enough hectarage under irrigation to produce enough grain whether climate change brings about drought or not. We are confident that we will succeed in that regard,” he said.

India has also extended US$200 million to support power generation at Hwange Thermal Power Station.

“I was advised that the process is going on now and we have no doubt that with that support, we should have excess energy at the end of that exercise,” he said

Republic of Korea ambassador to Zimbabwe Mr Do Bong Kae said his country would cement the bilateral relations existing between the two countries.

“The Government of the Republic of Korea is pleased to provide Zimbabwe with Covid-19 testing kits worth about US$300 000. Korea also donated 100 000 face masks. We need to collaborate towards the fight against the pandemic.

“Korea is also working towards reducing the transmission of HIV and Aids from mother to child in three African countries, Zimbabwe included,” he said.

He commended the Government of Zimbabwe for managing to reduce the spread of the pandemic compared to other countries.

“I would like to acknowledge that Zimbabwe has managed to keep the spread of Covid-19 relatively low compared to other neighbouring countries.

“I would like to commend the Covid-19 task force in Zimbabwe for working tirelessly towards the fight against the spread of the pandemic,” he said.

Indian Ambassador to Zimbabwe Masakui Rungsung said his country was committed to cooperating with Zimbabwe in the fight against the spread of the pandemic.

“I am happy that the fifth consignment of medicines has arrived from the Indian Government for donation to the Government and the people of Zimbabwe.”

He said India was now working towards development of vaccines as it intensified the fight against the pandemic.

On the support to industry, Ambassador Rungsung said India had also donated machines at the Indo-Zim Technology Centre.

The US$2,92 million worth of machines already in Zimbabwe were awaiting technical experts from India to commission them.

The machines would be instrumental in supporting the downstream small industries thereby creating jobs.

Woman Drops And Dies In Byo CBD, Watch City Health Rush With Covid-19 Fumigation Equipment While Ambulance Failed To Make It In Time.

A BULAWAYO woman who had been informed about the death of her uncle collapsed and died in the city centre just after doing her shopping.

According to witnesses the woman died outside the Legal Resources Centre Offices at Amalungelo House Building at corner Fort Street and 8th Avenue at about 2PM on Tuesday.

Police identified the deceased as Pamela Tshuma (56) of Njube suburb.

A neighbour, Miss Nokuthula Dube who was travelling with the late woman said the now deceased had in the morning received news of the death of her uncle in the rural areas and she suspected it might have affected her.

“She received the news about the death of her uncle in the morning while at the bank. We came to the supermarket for shopping and while in the queue she complained of shortness of breath. We requested that she be served ahead of others which was done before she left to wait for me outside, “she said.

A vendor who sells her wares outside the supermarket, Ms Beauty Dube, said when the deceased left the supermarket she joined her where she operates from.

“She came out of the supermarket and rested near where I was seated. We were talking and I did not sense anything.

When her neighbour came out of the supermarket, she stood up preparing to go. She then asked how much I was selling beetroot for but before she could take money from her purse, she fell down,” said Ms Dube.

She said they phoned an ambulance which responded late.

“We tried assisting by calling an ambulance but it took time to arrive and when it came they certified her dead and left the body. She collapsed around 2PM but our emergency services came very late as you can see the body has been here for hours now which is unfortunate,” she said.

Bulawayo City Council health department Covid-19 response team came to disinfect the body as per Covid-19 regulations which stipulates that all deaths must be treated as being linked to the virus.

By 4.15PM when this news team left the scene, the body was still to be removed with police officers recording statements while multitudes of people were milling around.

Acting Bulawayo Police spokesperson Assistant Inspector Nomalanga Msebele confirmed receiving the sudden death report.

“Police in Bulawayo are investigating a case of sudden death which occurred in the Central Business District. On 19 October the now deceased received a death message on her cellphone stating that her uncle had passed on,” she said.

Asst Insp Msebele said the body of the late Tshuma was taken to United Bulawayo Hospitals mortuary awaiting postmortem.

Suspected Islamist Militants Raid Prison And Set Free 1300 Prisons Including Captured Rebels In The DRC

BENI, Democratic Republic of Congo – Armed men freed more than 1,300 prisoners from a jail in eastern Democratic Republic of Congo in a coordinated attack on Tuesday, the town’s mayor said, blaming an Islamist militant group operating in the area.

Only 110 of 1,456 inmates, including a number of militia fighters, remained following the simultaneous early morning assaults on the Kangbayi central prison in Beni and the military camp defending it, said Modeste Bakwanamaha.

“The attackers, who came in large numbers, managed to break the door with electrical equipment,” Bakwanamaha told Reuters. “We believe it was the ADF who did this.”

The Allied Democratic Forces (ADF), a Ugandan armed group active in eastern Congo since the 1990s, has killed more than 1,000 civilians since the start of 2019, according to U.N. figures, despite repeated military campaigns aimed at destroying it.

Islamic State said fighters from its Central African Province franchise carried out the attack, according to its AMAQ news agency. The group has claimed responsibility for several suspected ADF attacks in the past.

But U.N. experts have consistently found that claims ADF is linked to international jihadists are overblown or false, said Dan Fahey, a former U.N. investigator.

Escapes are common from Congo’s overcrowded and poorly secured prisons. A similar number of inmates escaped when the same jail was attacked in June 2017.

“This sounds more like an attack by Mai Mai (local rebels), who did the attack three years ago,” Fahey said.

Two inmates were shot dead during Tuesday’s raid, which started at around 4:30AM, police said on Twitter.

The bolt on the prison’s front door appeared to be cut, as well as the metal grate behind it, Reuters TV footage in the aftermath of the raid showed.

“We were sleeping in the morning, but around 4AM we heard a really loud exchange of fire,” said Lukiya Bafana Ruban, one of the few inmates who decided not to flee.

“May the state have mercy on us because we voluntarily stayed here in prison.”

Kangbayi prison holds members of local rebel groups as well as ADF fighters. Bakwanamaha said there were rumours ADF fighters in the prison were preparing a break-out in the days preceding the attack.

By midday around 20 prisoners had returned to the prison, he added.

A year ago the army launched a large-scale counter-insurgency campaign against the ADF. In response, the group abandoned its bases, split into smaller, more mobile groups, and retaliated against civilians.

THE government has conceded to pay civil servants US$500 equivalence but only when the goverment employee dies as funeral assistance.

On strike teachers who are part of Civil servants have been demanding to be paid US$520 or its equivalent Zimbabwe dollar.

However, the government has flatly declined the request, resulting in them downing tools together with nurses and doctors.

On Tuesday, the ministry of information secretary, Nick Mangwana announced the government would start paying, as funeral cover, an equivalent of US$500 for every civil servant who passed away.

“Starting immediately, government will pay an equivalent US$500 in funeral assistance for any civil servant who passes away. This is regardless of any funeral policy the member may have. The money is paid to a surviving spouse, adult children, or agreed dependent,” he said.

It is beyond debate that for the past decades or so, Zimbabwe has been reeling under the disastrous and debilitating effects of illegal sanctions that were imposed against the country by some powerful Western countries such as the United Kingdom and the US.

Although on the surface, the reason behind the imposition of these ruinous illegal sanctions was allegedly because of rampant human rights abuses taking place in Zimbabwe, in reality, these Satanic illegal sanctions were motivated as a direct and lethal response to the land reform programme that was accelerated at the beginning of the year 2000.

Around 4 500 white commercial farmers owned almost 90 percent of the fertile commercial farmland in Zimbabwe before the advent of the historic and revolutionary land reform program.

Of course, no rocket science is needed to know that such an unfair and racially stratified land tenure system was not only unfair and discriminatory, but it was also grossly unsustainable in both the medium and long term. Put bluntly, this skewed and unfair land tenure system was an accident waiting to happen.

I was the national spokesperson of the country’s largest opposition political party, MDC, between 2014 and 2018 and I have got an intricate insider’s knowledge and appreciation of the real reasons why these illegal sanctions were imposed by some powerful Western nations.

Far from punishing the Government for alleged human rights abuses, these killer illegal sanctions were actually imposed in order to make the economy “scream’’.

The end game was to engineer a socio-economic and political uprising against the Zanu PF-led Government and replace it with a puppet and pliant government that would not only reverse the land reform programme by giving back land to the white former commercial farmers but that would also, both directly and indirectly, take instructions from London and Washington DC in particular.

This was a grand plan that was oiled by big money. No less than US$10 million was channelled to MDC over the years in order to push this regime change agenda that, inter alia, also took the form of so-called targeted sanctions.

These illegal sanctions are tantamount to a weapon of mass destruction (WMD). They are anything but targeted. In reality, these demonic sanctions hit the ordinary people more than they hit the ruling elite in Zimbabwe. By closing all normal access to financial packages and loans from conventional sources such as the World Bank and the International Monetary Fund, these illegal sanctions literally made Zimbabwe’s economy scream for almost two decades.

While other developing countries in Africa and elsewhere receive financial bail outs in the form of budgetary support and funding for infrastructural development, Zimbabwe has been losing out on this front. Consequently, the cost of money in Zimbabwe has become unusually high compared to other Sub-Saharan countries. Because money is expensive in Zimbabwe largely as a result of the direct effects of these illegal economic and financial sanctions, the knock-on effect on the cost of doing business has been nothing short of catastrophic.

Sanctions against Zimbabwe have successfully managed to paint Zimbabwe as a rogue and pariah State where most major Western private conglomerates and state-owned enterprises have legally been stopped from doing business by evil pieces of legislation such as the Zimbabwe Democracy and Economic Recovery Act (ZIDERA). ZIDERA was passed by the United States Congress in 2001 and ever since, it has been the most lethal tool against the socio-economic resurgence of Zimbabwe. ZIDERA is like a lethal injection that has been administered to the Zimbabwean economy.

It actually criminalises the doing of business with any Zimbabwean corporate by any American company. Sponsored by a notorious and racist regime change activist, Senator Flake, ZIDERA was partially amended in 2018 but it still remains a dangerous and poisonous tool used to cause continued contraction and collapse of the Zimbabwean economy. Until complete and total regime change is achieved in Zimbabwe, I can bet my bottom dollar that these powerful Western countries will never agree to the immediate and unconditional lifting of all forms of sanctions against Zimbabwe.

The regime change project in Zimbabwe has, much to the chagrin and disappointment of its prime movers and sponsors, spectacularly collapsed. It’s dead in the water. Largely because of personal greed and lack of a sound and progressive Pan-Africanist ideological grounding, MDC is now a pale shadow of its former self. The MDC is now in terminal decline and the numerous squabbling factions that have since emerged are a clear manifestation of the embarrassing failure of the regime change project.

A former labour-backed political party that was originally formed in order to advance the cause of the working class, students and peasants, MDC , wittingly or unwittingly, allowed itself to be hijacked by the super-rich and financially influential local as well as foreign bourgeoisie interests.

The moment that the MDC got hijacked by white former commercial farmers and their powerful kith and kin based overseas was the moment when an otherwise strong and formidable political party took the kiss of death.

The party was thereafter packaged as a neo-liberal puppet political movement that was simply being bankrolled by some rich Western nations and their powerful surrogates to effect regime change in Zimbabwe and nothing else. It didn’t help matters when some high-ranking MDC officials actually actively took part in the structuring and drafting of ZIDERA. That was the ultimate manifestation of puppetry and treachery. History shall, indeed, judge these traitors very harshly.

The Government should start to design effective strategies not only to circumvent these illegal sanctions, but also to establish a viable import-substitution strategy. It is commendable that the Second Republic has gone out of its way to adopt and implement a re-engagement policy with these powerful Western countries that have imposed illegal sanctions against Zimbabwe.

However, more still needs to be done to ensure that the national economy is rebooted with or without these illegal sanctions. Thus, the need to explore and expand South-South co-operation cannot be over-emphasised.

The cold, hard fact is that these powerful Western countries hate the Zanu PF-led Government. The relentless attack on Zimbabwe particularly in the mainstream global media is worrisome.

With the advent of social media, millions of US dollars have been unleashed to portray Zimbabwe as a country in a serious crisis; as a country in turmoil and also a country that is being run by a government that doesn’t respect the people’s fundamental human rights such as freedom of assembly, freedom of speech and freedom of association. The media war that is currently being waged against the government of Zimbabwe needs an equally sleek and effective counter-attack strategy.

Parliamentarians from across the political divide have been challenged to join the nation in calling for the removal of illegal sanctions imposed on the country.

This comes as the country will on Sunday commemorate the second anniversary of the Sadc Anti-Sanctions Day following its adoption at the regional body’s Heads of State and Government Summit held in Tanzania last year.

Moving a point of privilege in the National Assembly yesterday, Zanu PF chief whip Pupurai Togarepi also proposed that the legislators craft a joint statement calling for the unconditional removal of the embargo.

“On the 25th of October the country will be united in calling for the removal of the illegal sanctions. Therefore, I call on the MPs to join fellow Zimbabweans in the call for their removal.

“SADC and other progressive nations have stood with Zimbabwe and have called for the removal of sanctions. As representatives of the people, we stand with them in calling for the removal of sanctions,” Togarepi said.

He added: “Even as MPs we can come up with a joint statement for the removal of sanctions for the development of this country.

The US and the EU imposed sanctions on the country 20 years ago in retaliation to Government’s adoption of the land reform exercise meant to correct historical colonial imbalances.

Although the EU has rolled back most of its sanctions the US’s punitive measures set out in the misnamed Zimbabwe Economic Recovery and Democracy Act remain in existence and have prevented the country from accessing international lines of credit. It increased the country’s risk profile.

Commemorations to mark this year’s anti-sanctions day will be hosted virtually, including President Mnangagwa’s address to the nation.

Murehwa Boy’s Remains Still Can’t Be Buried

The burial of the seven-year-old boy, Tapiwa Makore, killed and dismembered in a suspected ritual murder in Murehwa, will be delayed as police need the results of DNA tests on the torso, recovered first, and the limbs, found in a toilet later, to prove all the body parts belong to the boy.

Police are still hunting for the boy’s head, suspected to have been taken for ritual purposes.

The boy was murdered on the night of September 24 this year after being kidnapped earlier from the family garden.

The boy’s uncle, Tapiwa Makore (senior) and the uncle’s domestic worker, Tafadzwa Shamba, have since been arrested for the kidnapping and killing and have been remanded in custody for trial.

Results of the first samples of the torso sent for DNA tests last month were expected last week, but police later recovered the boy’s legs from a toilet and samples from the recovered legs were last week taken for testing.

The test results are expected in about two to three weeks’ time.

National police spokesperson Assistant Commissioner Paul Nyathi said the burial might have to be delayed because results cannot be released piecemeal.

“Forensic tests are ongoing,” he said. “We have sent more samples to the laboratory and the family has to wait a bit until the results are out. The boy’s family has been appraised of the developments and they have to be patient until the tests are done.

“A comprehensive report, including all the samples, will be released once they are done with all the tests.”

Asst Comm Nyathi appealed for information on the whereabouts of the missing head.

“Up to now, we have not yet found the boy’s head and we appeal for information from those in the know so that we can recover it,” he said. “Definitely, someone out there knows where the head is. We appeal for cooperation so that we recover it and complete our investigations.”

Bindura At It Again As Deputy Mayor Beats Up The Mayor

Bindura Mayor Councillor Carlos Tokyo was slapped in public by his deputy, Nobert Dokotera, on Monday afternoon for allegedly telling a team investigating land management by Bindura Municipality that Clr Dokotera had grabbed some stands, a court heard yesterday.

Cllr Tokyo (40), of Ward 5, and Dokotera (39), of Ward 10, are both MDC-Alliance councillors.

Dokotera appeared yesterday before Bindura magistrate Ms Samantha Dhlamini facing assault charges and was remanded to October 27 on $800 bail.

On Monday, Clr Tokyo arrived at Chipadze shopping centre at around 1pm and started greeting fellow party members. Dokotera jumped out of a vehicle parked nearby and allegedly slapped Cllr Tokyo on the face, head and shoulders, accusing the Mayor of telling the investigating team that he grabbed some residential stands.

The court heard that Dokotera was restrained by Jacob Gweture and Jonah Kapasi.

That investigating team, led by Mr Morgan Hungwe, started their work on October 11 and is expected to conclude today. They are looking into land management in Bindura by council managers and councillors from 2016 to this year.

This is not the first time for Bindura Municipal officials to engage in a fistfight.

In January, 2018 former Bindura mayor Mr Innocent Zvigumbu and the council’s finance director Mr Lovemore Warurama fought after failing to agree on the contents of a 2016 special audit report conducted by the then Ministry of Local Government, Public Works and National Housing.

Zvigumbu was accused of bringing to the table a fictitious report which had nothing to do with the ministry’s audit.

After their fight, the two made separate reports to police, accusing each other of assault.

Chamber secretary Naison Machingauta and Warurama appeared in court on allegations of assaulting Zvigumbu but they were acquitted after a full trial.

3 500 Full-Time CIOs Deployed Around Zimbabwe

By Keith SilikaI | HAVE previously gone on several drinking sprees with the former deputy director of the Central Intelligence Organisation (CIO), Menard Muzariri.

I was introduced to him by a mutual friend. When he knew that I was with the Police Protection Unit (PPU) and also from Mt Darwin, we hit it off! We partied in the usual night spots in Harare and Chitungwiza and he would occasionally summon me to go and look for women for him! One time we partied with some South African intelligence operatives whom he introduced to me. He never talked work and I would never dare ask him questions. At that time I was not aware of his role in the Gukurahundi democide. These experiences and other interactions with intelligence, forensics, and policing personnel whetted my curiosity in those fields.

The Zimbabwean state, since it came into being after independence from Britain in 1980, has been known for various democides which include political violence, crimes against humanity, state-sanctioned murder, violence and illegal mining atrocities.

The purpose of this opinion piece is to outline the contemporary state intelligence tactics, structure, resources and modus operandi in relation to murders and abductions in Zimbabwe. I will primarily focus on the CIO. The paper will also elucidate some of the actions and profiles of other perpetrators such as the Zimbabwe National Army (ZNA), Zimbabwe Republic Police (ZRP), War Veterans (WV) and Zanu PF Youth Wing (YW).

The present CIO, formerly the Special Branch, came into being in 1981 and was headed by Ken Flower until his retirement in 1984. The Special Branch was responsible to the Deputy Commissioner (Crime and Security prior to its incorporation into the President’s Office). The present CIO boss is Isaac Moyo and is deputised by Brigadier-General Walter Tapfumaneyi and former National University of Science and Technology Pro-Vice-Chancellor Gatsha Mazithulela. Between the two of them they supervise various key branches—such as internal, external, counter-intelligence, military intelligence, training, close protection unit, technical, training, administration and another simply known as Branch Six. In addition, there are desks on social media, trade unions, projects, terrorism, and propaganda.

There are currently around 3 500 full-time staff and around 2 000 part-time “assets” deployed mostly in Zimbabwe. There are also operatives in most African countries and in Europe. In terms of locations where they operate from, a decade ago SW Radio Africa published a credible list which is found here. In addition to these locations like most intelligence agencies around the world, the CIO has safe houses and farms dotted around the country. As readers might be aware, Zimbabwe was listed as one of the countries which the CIA used for renditions. This is the abduction and torture of suspects by the CIA carried out in other countries with permission.

Before discussing the shenanigans of the Zimbabwe intelligence service, let us discuss briefly how a professional service like this should function. Firstly, it should not be based in the Office of the President for obvious reasons such as bias, corruption, misuse and manipulation. Hallmarks of the present CIO. The purpose of a professional intelligence service is to gather intelligence, manage information, work on evidence and disclosure, and support other security services. In Zimbabwe, as this paper will demonstrate, the CIO literally serves at the pleasure of the President. However, I must admit not all intelligence services are 100% professional, the extent to which they are dubious is the problem in Zimbabwe.

Now readers might want to know what intelligence is. The CIA (1999), defines intelligence as knowledge and foreknowledge of an individual’s or entity’s surroundings used for present and future decision making and action. Intelligence can also be viewed as actions or processes used to produce knowledge. Global Intelligence Working Group (2003) defines law enforcement intelligence as the acquisition and analysis of information to produce intelligence which can be used for decision making.

There are plenty of examples within Zimbabwean contexts that can be used to illustrate some of these definitions. Take the Catholic Church’s former archbishop of Bulawayo province, Pius Ncube. The CIO had information that, despite his being a devout priest, he had a weakness for the ladies. They had this information for years and were waiting for the right opportunity to use that information (intelligence) to shut his anti-Mugabe stance down. And they used that, albeit successfully, I should say. Readers can think of dozens of other examples of such successful use of information, particularly against politically connected individuals. Remember former Vice-President Joice Mujuru previously mentioning that Mugabe has files on everyone. This is the kind of information that they have.

So how is intelligence of ordinary citizens collected by the CIO? This is done covertly, overtly, through social media, some of it comes through the ZRP, ZNA and paid informers. Covert intelligence is information gathered through undercover, technical surveillance, and pseudo operations. Zimbabwean CIO operatives like being known and most of them are not exactly discreet. There are various videos of human rights defenders (HRD) who have been followed by operatives and subsequently filmed them.

The Namatai Kwekweza video is one such example. The purpose of such aggressive form of surveillance is to intimidate and to distract the individual. What sort of intelligence or information does the CIO collect? Well, they note everything from shoe size, clothing, friends, family drinking habits, sporting activities, vehicles used, work, addresses and, in some extreme cases, they can collect DNA. This information is often fed into a software system, analysed, rated for use, or marinated. Marination is when any useful information is kept for future use.

Let me give you a practical example below on how that information looks like presently. Previously, intelligence was kept on index cards which took ages to search and input intelligence.

Let us cite the example of well-known journalist Hopewell Chin’ono. What does his profile look like on their system? Here is an example:

Each of the above tabs will be interactive and when you click on them they will show you further contents associated with an individual. In addition, as you go from left to right, depending on operational level of clearance, one will not be able to see certain information. The intelligence section is the most populated as it will contain detailed descriptive intelligence on an individual. For high-profile individuals, there might be daily updates or intelligence. If there is a high level of intelligence from multiple sources, this will force the analyst to make actionable decisions. This can be either an arrest, abduction, warning or assault etc. So what do most intelligent notes look like? Here is an example:

On 05/10/2020 Chin’ono was seen in the company of Jacob Ngarivhume at Belgravia shops at approx. 3pm. Hopewell was wearing blue jeans, grey t shirt and black shoes. Jacob was wearing blue trousers, grey shirt, and white trainers. The long range listening device was not working hence could not hear conversation. Both individuals stayed at the shops for approximately 2 hours and left in their respective vehicles which are already on file

When this information has been sent, it then becomes rated according to the source of information, intelligence evaluation, information content, and risk assessment. Also, as demonstrated information is easily falsified, politicised, and accepted. If you look at the history of all opposition leaders from Joshua Nkomo to Nelson Chamisa, most of the intelligence gathered against them is false and grossly exaggerated. Recent statements by security Minister Owen Ncube about Operation Light House is one such example.

If the intelligence is correct and further investigation were done, why then not arrest the individuals in question or mount an operation? In Zimbabwean contexts, detailed surveillance of individuals is limited to high-profile individuals found in opposition and human rights groups. Surveillance of Nelson Chamisa, for example, will be in technological terms and the use of operatives. Technological devices can be planted on vehicles, associates and can be unwittingly downloaded via clips in chat groups/social media which have a worm. I had the privilege of working at the US embassy in Harare during my PPU days. They sweep their vehicles for devices every single day. The devices used to check are readily available and some can be found here.

In terms of overt surveillance, operatives will normally be a six-men team, the two advance party (AP), static team (ST), and direct observation (DO) team. The DO team are the ones observable and have been reported numerous occasions by individuals being followed in Zimbabwe. The ST are static and normally are on the peripheral edges of a target. The AP team are the ones who know the route normally taken by a target and can be used often to intercept. The Sanderson Makombe incident can give you a loose indication on how the teams worked in the incident that ended up in two people dying. For “minor” individuals, the surveillance team will be smaller; as you can see, it is very expensive due to the number of people and resources involved.

Another important source of intelligence in contemporary contexts is social media and the hacking of phones. The CIO has a dedicated cyber unit which carries out offensive and defensive operations on selected targets. They have additional access to the military intelligence (MI) unit based at Mt Hampden as reported by Professor Jonathan Moyo. There are myths associated with what they can reasonably do or perform. They cannot hack your WhatsApp as it has end-to-end encryption. However, messages can be read before they are encrypted or after they are decrypted. That means any spyware dropped on the phone by an attacker could read the messages. Edward Snowdon encourages people to use other apps such as Signal. In addition, all companies and individuals who have local server emails are easily hacked. I remember telling Paston Dzamara about his email which he later changed. To demonstrate this, we can look at the Baba Jukwa investigation which led the then assistant police commissioner Crispen Makedenge nowhere.

Even Facebook messages are safe unless, of course, you have unwittingly downloaded spyware on your phone from a WhatsApp group, in which case they can read and see everything. In addition, unless you are a targeted individual, they do not have the capacity and personnel to carry out analysis of millions of people like what China does, for example. In terms of internet, the Tor browser is useful if you want to circumvent the prying eyes of the CIO. I am aware that Prof Moyo is currently banging on about the Mt Hampden listening centre which is apparently being manned by Group Captain Peacemaker Credo Kereke. However, as demonstrated previously, the CIO has not been able to effectively utilise those tools as they currently rely on abduction and the physical examination of devices. Readers might be reminded that big companies such as Facebook and Apple will not even supply information to the FBI.

Lastly, let us move on to the abduction and torture of individuals by the CIO. What is the plan, what do they do, and where do they take them? Since 2000, there has been more than 5 000 abductions by the state and associated organs.

Each respective state apparatus has an associated signature. However, I am going to focus on the CIO. The purpose of abduction is normally to scare, disable, or elicit information that otherwise was not obtained during normal surveillance methods, as discussed previously. Before an abduction takes place, intelligence is synthesised and an operation order is issued by a senior intelligence officer.

This order will contain information such as purpose, personnel, location, target, resources, risk assessment, and tactics. In addition, there will be trigger plans—these are the processes to implement in case something goes wrong. If we cite the example of Itai Dzamara, these processes were in place when he was abducted on 9 March 2015. I spoke to the late Patson Dzamara at that time a few weeks after Itai’s abduction and suggested they apply for mobile phone triangulation of his phone, but I believe the idea was shot down by the police. Itai’s mobile phone would have indicated who was travelling with him and where he was taken if the phone was on.

This I also strongly suggested in the Tawanda Muchehiwa abduction as the perpetrators used his phone to lure other victims. The nearest mobile phone mast to that location has details of individuals who were close to him. This is dependent on their mobiles being on. The state is aware what exactly happened as they have obfuscated the information at every turn. My theory on Itai Dzamara is that something went wrong during the abduction and torture, resulting in the officers in question implementing the trigger plan.

Let us discuss abductions using Harare as a snapshot in order to unpack tactics and locations. The way the CIO abduct, torture and leave individuals either dead or alive has explanations within psychological and criminological contexts and I have identified certain concepts. Routine activities theory (RAT), presupposes that for an offence to occur, three elements need to be present. That is, a motivated offender (CIO), suitable victim (human rights defender), and the absence of a capable guardian (ZRP). The optimal foraging theory (OFT) can be used as a theoretical framework for applying abduction site prediction modeling to aid in locating the missing. This will be illustrated briefly in the next section.

Offender profiling is guarded by two significant assumptions, consistency and homology theory. The consistency assumption suggests that perpetrators often repeat offences in an analogous fashion. This can partly explain the methods of various state entities in the massacres and abductions that have taken place in Zimbabwe. The 5 Brigade, for instance, were very consistent in their methodologies in searching, detaining and killing of people in Matabeleland.

The homology theory proposes that the way an offence is committed is related to background characteristics of the perpetrator (The more training, resources, time the offender has the greater the opportunities and severity of torture). We can use the Jestina Mukoko abduction as an example within that context. This can be explained in other various signature kidnappings by either MI, the Ferret Team/s or War Veterans.

Let us discuss these aspects using the dozens of abductions that have taken place in Harare in the last few years. If we look at the abductions of Jestina Mukoko, Patson Dzamara, Joana Madamombe, Peter Mugombeyi, Samantha Kureya, to name but a few, a pattern emerges. The location of torture and subsequent release are within an hour of Harare and include: Beatrice farming area, Mt Hampden (near Cyber Centre), Mazowe, Bindura, Seke/Dema junctions, Snake Park, Nyabira, Nharira Hills and Lake Chivero. Anyone can actually map this (I have a map!). The operatives are operating within their comfort zone in an analogous fashion. They also have a stand down area nearby and are familiar with the area. Now that the cat is slightly out of the bag, they might change tact! In forensic contexts there might be still a wealth of information which is available in these locations.

Another aspect with regards abductions of civilians in Zimbabwe is the issue of injection of unknown substances by the CIO. Examples of people who have been subjected to such methods include Job Sikhala and Mugombeyi. The CIO inherited personnel and equipment used by the Special Branch and other Rhodesian forces. As reported by Cross in Rhodesia and Chemical Biological Warfare 1975-1980, Zimbabwe had a chemical warfare unit which poisoned thousands of guerrillas in the liberation war. Curiously, if you look at the press release in the appointment of deputy director of the CIO, Dr Mazithulela, it states that he is the chairman of the National Authority on Chemical Weapons Convention! Now why is Zimbabwe in the convention and what chemical weapons do we have? So what substances are being injected into detainees? We know the CIA, the rendition colleagues of the CIO, use Scopolamine aka “Truth Serum”. Other substances are sodium thiopental and phenobarbital. Tragedy As Woman Collapses In City Centre

A BULAWAYO woman who had been informed about the death of her uncle collapsed and died in the city centre just after doing her shopping.

According to witnesses the woman died outside the Legal Resources Centre Offices at Amalungelo House Building at corner Fort Street and 8th Avenue at about 2PM on Tuesday.

Police identified the deceased as Pamela Tshuma (56) of Njube suburb.

A neighbour, Miss Nokuthula Dube who was travelling with the late woman said the now deceased had in the morning received news of the death of her uncle in the rural areas and she suspected it might have affected her.

“She received the news about the death of her uncle in the morning while at the bank. We came to the supermarket for shopping and while in the queue she complained of shortness of breath. We requested that she be served ahead of others which was done before she left to wait for me outside, “she said.

A vendor who sells her wares outside the supermarket, Ms Beauty Dube, said when the deceased left the supermarket she joined her where she operates from.

“She came out of the supermarket and rested near where I was seated. We were talking and I did not sense anything.

When her neighbour came out of the supermarket, she stood up preparing to go. She then asked how much I was selling beetroot for but before she could take money from her purse, she fell down,” said Ms Dube.

She said they phoned an ambulance which responded late.

“We tried assisting by calling an ambulance but it took time to arrive and when it came they certified her dead and left the body. She collapsed around 2PM but our emergency services came very late as you can see the body has been here for hours now which is unfortunate,” she said.

Bulawayo City Council health department Covid-19 response team came to disinfect the body as per Covid-19 regulations which stipulates that all deaths must be treated as being linked to the virus.

By 4.15PM when this news team left the scene, the body was still to be removed with police officers recording statements while multitudes of people were milling around.

Acting Bulawayo Police spokesperson Assistant Inspector Nomalanga Msebele confirmed receiving the sudden death report.

“Police in Bulawayo are investigating a case of sudden death which occurred in the Central Business District. On 19 October the now deceased received a death message on her cellphone stating that her uncle had passed on,” she said.-Chronicle

Eight Test Positive For Coronavirus In English Premier League

The Premier League (PL) often referred to as the English Premier League or the EPL has recorded eight (8) new coronavirus cases following the recent test on players and staff.

ZRP Speaks On WhatsApp Rumour Of Machete Gang At Chinhoyi University

In a statement the police force said:

The correct position is that two suspects, one believed to be a former student and another man went to “W” hostel at the northern side of the premises and stole two laptops between 3am and 5am today.

The suspects gained entry through an unlocked door and a student who discovered the offence said one of them is a former student. No students were attacked, abused or had food taken as falsely claimed in the whatsapp audio.

Teenager Jailed For Gruesome Murder

A TEENAGE boy from Nyamandlovu who strangled his 13-year-old cousin to death and set the body alight using paraffin before burying it in a shallow grave has been sentenced to 18 years in jail.

Nqobile Moyo (18) of Stand 16 Village 2B Stanhope North in Nyamandlovu committed the crime in January this year.

It was alleged that he raped the now deceased at night in a bedroom hut they shared with other siblings in the absence of the elders before strangling her to death, but Bulawayo High Court judge Justice Christopher Dube-Banda who was on circuit in Hwange last week found him not guilty of the rape offence.

The judge said there was no evidence for rape as the post mortem showed that the deceased had not been penetrated.

The post-mortem stated that the juvenile girl died of neck constriction and strangulation.

On the murder charge, Justice Dube-Banda found Moyo guilty of murder with actual intent.

Nothing was suspended from the 18 years sentence.

Prosecuting, Ms Memory Munsaka said Moyo and the deceased Rumbidzai Mkwananzi were cousins and resided at the same homestead.

“On the 16th day of January 2020, the deceased and two other siblings aged eight years were left in the custody of the accused by the accused mother Mrs Margaret Moyo as she went to Bulawayo. On the 19th of January the accused, deceased and the two others retired to bed,” said the prosecutor.

She said the deceased and another little girl who used to share a bedroom hut with Mrs Moyo moved to the accused’s bedroom hut because they were scared to sleep alone.-Chronicle

Man Stabs Wife For Attending Birthday Party

IN a fit of rage, a Makokoba suburb man allegedly stabbed his wife with an empty broken beer bottle for ‘disrespecting’ him by defying his orders not to attend a party in the same neighborhood.

It’s alleged that Vincent Moyo (37) from Makokoba suburb assaulted his wife Busisiwe Sibanda when he met her in the streets of Makokoba suburb on her way from a from a birthday party that he had barred her from.

Moyo allegedly assaulted his wife for defying his orders not to come home after sunset after she attended a birthday party in the same suburb near St Columbus High School.

The matter has since spilled into courts and Moyo has appeared before the Bulawayo magistrate Mr Shepherd Munjanja charged with assault.

He was remanded out of custody to 26 October.

Sibanda who had blue eyes due to the assault however, felt pity for her husband and begged the magistrate to remand him out of custody.

“On the 10th of October 2020 around 2300 hours the complainant was coming from a birthday party when she met the accused person a few metres from their place of residence and the accused person attacked the complainant for disrespecting him.

“He broke a beer bottle and stabbed her on both hands, back and on the head before he assaulted the complainant all over the body using clenched fists,” said the prosecutor Mr Terrence Chakabuda.

After the assault, the complainant allegedly fell down and the accused person went on to assault her using clenched fists and booted feet all over her body resulting in her seeking medical attention at Mpilo Central Hospital

Zim Cricket Coach Blocked From Flying To Pakistan

ZIMBABWE Cricket (ZC) says head coach Lalchand Rajput will miss the Pakistan tour owing to travel guidelines stipulated by the Government of India for its citizens.

In his absence bowling coach Douglas Hondo will take charge of the team that has since arrived in Pakistan.

“The Embassy of India in Harare wrote to Zimbabwe Cricket (ZC) asking that Rajput, who is an Indian national, be exempt from visiting Pakistan for the limited-overs tour in accordance with the travel guidelines stipulated by the Government of India for its citizens.

“The Embassy of Pakistan in Harare had issued a visa to Rajput.

“With Rajput unavailable for the tour, ZC has appointed Zimbabwe bowling coach Douglas Hondo to take charge of the team for the three one-day international matches and as many Twenty20 international games against Pakistan,” read a statement from ZC.

Zimbabwe will face Pakistan in three one-day international (ODI) matches and as many Twenty20 international (T20I) games. The ODI matches, which will be part of the inaugural ICC Cricket World Cup Super League, are scheduled for October 30 and November 1-3.

The T20I series is pencilled for November 7, 8 and 10. The Pakistan Cricket Board (PCB) yesterday announced an experienced squad ahead of the Zimbabwe series.

Pakistan head coach and chief selector, Misbah-ul-Haq, says they will not experiment in the One Day Internationals against visiting Zimbabwe as every match counts for ICC Men’s Cricket World Cup 2023 direct qualification.

Schoolgirl Tests Positive For Coronavirus

A FORM Four pupil at a Bulawayo school tested positive for Covid-19 resulting in her contacts who include her classmates, being forced to self-isolate at home.

The pupil is part of the exam classes pupils that resumed lessons on September 28 to prepare for Zimbabwe School Examination Council (Zimsec) examinations which are set to start on December 1.

The girl’s Covid-19 positive results were confirmed last Tuesday and school authorities immediately followed laid down measures meant to curb the spread of the pandemic.

The measures are part of the Primary and Secondary Education Ministry’s Standard Operation Procedures (SOP) guiding schools for safe reopening under the Covid-19 environment.

Officials at the school confirmed the case, highlighting that it could have emanated from the community.

The authorities said all health guidelines were followed and the pupil is recovering from home.

“We are pleased to note that the pupil is at home and doing fine. She was tested at one of the public hospitals in Bulawayo and was advised to isolate.

Staff members and other learners who were in contact with the learner were tested and so far, we have not encountered any further Covid-19 related challenges at the school. The school continues to observe Covid-19 prevention guidelines as outlined by the Ministry of Health and Child Care,” said the official.

Bulawayo acting provincial medical director Dr Welcome Mlilo said health officials were working with the school to ensure the situation is properly managed.-Chronicle

Man Brutally Kills Grandfather

A TSHOLOTSHO man who fatally head-butted his grandfather, who was also a village head, before stealing some groceries from him has been sentenced to 10 years in jail for culpable homicide.

Bulawayo High Court judge Justice Christopher Dube-Banda who was on circuit in Hwange last week found Thembinkosi Sibanda (33) not guilty of murder but guilty of a lesser charge of culpable homicide.

In his defence, Sibanda, who was represented by Ms Charity Manyeza of Ndove and Associates, said he had no intention to kill his grandfather, Fundani Ncube, who was 59.

Sibanda said he met and fought a stranger in darkness and only later realised that it was his grandfather.

He said he then took his groceries home for safekeeping because the deceased was drunk.

The two resided at separate homesteads in Sifungo Line, Mahlathini area in Tsholotsho and were both drunk on the fateful day after spending the day drinking beer together with other patrons at Bubude Business Centre.

Sibanda will serve an effective eight years after the judge suspended two years on condition of good behaviour.

Prosecuting, Mrs Martha Cheda said Sibanda followed his grandfather and attacked him.

“On the 26th of June 2019 the deceased was at Bubude Business Centre where he bought some groceries and thereafter went to a nearby bar to drink beer with the accused and two others. The deceased left the business centre at 10pm going home and was carrying his groceries.

“The accused followed the deceased and head butted him twice on the head below the left ear. The deceased fell to the ground and bled from nose and mouth. The accused took the deceased’s groceries and left the scene,” said Mrs Cheda.

Some villagers found the deceased’s lifeless body the following morning and at the crime scene was an okapi knife which Sibanda had dropped during the attack.

The villagers rushed the lifeless body to Bubude Clinic where Ncube was confirmed dead.

Villagers tracked foot prints from the crime scene to Sibanda’s homestead where the deceased’s groceries were recovered.

Sibanda was arrested and clothes he had been wearing the previous night were found with blood stains.-Chronicle

By Fanuel Chinowaita- The denial of freedom of the masses by Zanu pf led government has gone too far. What the Zanu pf led government is forgetting is that its party is a minority which survives and rule through force . But no one has monopoly over that forever.

The scientific concept of dictatorship, relying on the force supplied by the army, police and secret services is uncalled for.

It is on record that Mnangagwa had been and is still an overzealous agent of the purges since Mugabe error. He presided over the purges of the Ndebele people in the 1980s , killing about 20 000 people. All this was done to remain on power.

Zanu pf led government wants to be the only master of minds, thoughts, the mouthpiece, leader and organiser of the people yet it is the source of the confusion and misfortunes in the country.

Now we cry of too much suffering, unemployment, hunger and starvation, poor healthy and education facilities, but we have so many resources which are abused by very few misguided individuals, who claim to be more human than others.

By now Zimbabwe should be one of the most better country, with almost everyone enjoying, but people like Emerson Mnangagwa and his cabinet of thieves and fools preserve the status quo through uniformed and secret services engages in far more multitudinous and brutal operations against the Zimbabwean people.

The use of riot, soldiers and secret services to abduct, torture, kill, arresting people and spending more time in prison.

While in prison, the use of drugs that killed so many prisoners has been reported. They use drugs that can produce extreme depression and shock reaction. Prolonged or excessive injections can cause exhaustive collapse, severe skin reactions, destruction of memory system, a spasmodic lack of control of muscular movements, malignant tumors and also cancer.

Rest in Power Morgan Tsvangirai, Rebecca Mafikeni, Patson Dzamara and many who died of suspected drugs in the prison.

May the souls of Itai Dzamara, Paul Chizuze, Tonderai Ndira and others who were abducted and killed also rest in Power.

Time is coming. We will do a complete overhaul of a rotten Zanu pf system. Removing the president only like what we did to Robert Mugabe is a waste of time and resources. “One can not perform a surgery without severing membranes, destroying tissues and spilling blood.”

Zimbabweans were born eagles, they can not be in a cage of stupids. Zanu pf Is a cage.

It is always good to remind you that ideas can not be murdered with bullets, torture and prisons. It’s only that we are law abiding citizens, we are not afraid of you.

In the morning Moyo reported to relatives and neighbours that his cousin was missing.

Villagers formed a search party and discovered the shallow grave.

Moyo was arrested after investigations by the police.

Thirteen Injured In Harare City Centre Accident

THIRTEEN people were seriously injured when an unregistered Nissan Caravan kombi collided with a Honda Fit at the intersection of Churchill Avenue and Freedom Legacy Way near Borrowdale race course yesterday morning.

Of the 13 people that were injure, 12 were in the kombi. Both vehicles were extensively damaged. National police spokesperson Assistant Commissioner Paul Nyathi told The Herald yesterday that the driver of the Nissan Caravan allegedly drove through a red robot.

“The accident occurred around 6am at the intersection of Borrowdale Road and Churchill Road where the driver of a Honda Fit who was driving along Churchill Road, due east and on approaching the intersection, the driver of a white unregistered Nissan Caravan proceeded through a red robot and the vehicles collided.

“As a result, the Nissan Caravan landed on its right side with 12 people in the Nissan Caravan sustaining various injuries while one person in the Honda Fit sustained serious injuries and was unconscious. All the injured were rushed to Parirenyatwa Hospital,” said Asst Comm Nyathi.

The Honda Fit was taken to the VID Eastlea, while the Nissan Caravan was taken to Borrowdale Police Station and would be sent to the VID.

Asst Comm Nyathi said it was wrong for motorists to go through red robots as they put other peoples’ lives at risk.

He also urged motorists to ensure that their vehicles have number plates. Yesterday’s accident follows the one where 21 passengers were injured on Saturday after a bus belonging to Changu Bus Service that is contracted to Zupco overturned along Lytton Road in Harare after the driver failed to negotiate a curve.

The injured were taken to Sally Mugabe Central Hospital for treatment. The bus was taken to VID for inspection.

It remains unclear what caused the driver to lose control.

Investigations into the matter are continuing.

They speak as the Southern African country and indeed the whole of SADC are gearing up for the anti-sanctions day commemorations slated for 25 October.

The government is pushing for the removal of sanctions which are considered to be among the leading factors choking efforts to transform the fortunes of a once vibrant economy.

Speaking to ZBC News, the chairperson of the War Veterans Association for Bulawayo, Cephas Ncube said as the government works on the re-engagement strategy, locals must tap into local resources to build a sustainable economic base.

He said:

While there is dialogue on the removal of sanctions, the full exploitation of natural resources such as minerals, land solar power and water, could actually grow our economy and all that is needed is for us to put our heads together and agree on how we are going to work as a nation to build our country using what we have and this can work well for us.

The issue of sanctions has divided the nation with some, especially in the opposition, saying they should remain intact until Zimbabwe has implemented the much-needed reforms.

Some say the coercive measures should be lifted, “yesterday,” as they have a huge adverse impact on the general populace.

Sanctions were imposed on Zimbabwe following the fast track land reform at the turn of the millennium which was characterised by the widespread violation of human rights.-statemedia

Parents Of Murdered Toddler Arrested

POLICE have arrested a Mhangura couple after they allegedly murdered their two-year-old daughter and secretly buried her along Hunyani River bank.

Norest Masvova (32) and his wife Elizabeth Dinhidza (24) were allegedly panning for gold along Hunyani River together with their two-year-old daughter when the incident happened.

The toddler reportedly soiled herself and Masvova assaulted her all over the body leading to her death.

The couple allegedly went on to secretly bury the child on the river bank.

The girl’s remains have since been exhumed.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the incident.

“Investigations have been instituted on a couple who went for gold panning along the Hunyani River with their two-year-old daughter on August 30.

“They were arrested on October 13 after a domestic dispute where the woman revealed the murder of the child due to a beating.”

Anonymous Letter Exposes Plans To Fire Msholozi From The ANC

Durban – A letter, purportedly written by 10 ANC members from Mandeni in KwaZulu-Natal, claims that there are plans to get former president Jacob Zuma, expelled from the ruling party.

The letter surfaced on Monday and it has already reached its intended recipient, the ANC in KZN. Its authors are demanding that the ruling party holds a national general council (only the national office can convene the council – not provinces) so that they can use the opportunity to speak out as members.

However, the letter failed the basic tests of verification as it was only sent to the ruling party via email, yet the same email bounced when Independent Media tried to reach the author for further clarity.

The email address was the only contact information on the letter that made several serious allegations, with some of them outright outlandish and untrue.

Talking about the plan to expel Zuma, the letter claims that the ongoing criminal charges emanating from the arms deal would be the weapon for his opponents.

“We have concrete evidence of the existence of a grouping of leaders that has been secretly approaching activists in the province for the purposes of using them to profile and promote Cyril Ramaphosa in KwaZulu Natal while discrediting all those perceived to be supporters of President Zuma. What is most disturbing and outrageous in all of this, is their plan to have President Zuma expelled from the ANC,” the letter claims.

They further named the five senior ANC members who hail from KZN who are known supporters of Ramaphosa and who they claim want Zuma out using the “step aside” resolution of the ruling party.

According to them, the leaders recently met in Mpangeni and Pietermaritzburg where the clandestine plot to get rid of Zuma was hatched and further polished.

But their claims were roundly rebutted by the ANC in the province.

Provincial spokesperson, Nhlakanipho Ntombela, said the leaders named in the letter have told the party that they have never engaged in the plot they are accused of hatching.

“Yes we have received it (the letter). We are still going to process it firstly by ascertaining the individual who wrote it as it has no contact details other than email address and the other 10 signatories. Secondly, we can confirm that the alleged individuals in the letter dispute the contents and the alleged plot they are said to be engaged on. Worse they have never met as that grouping of individuals for a very long time,” Ntombela said.

The same letter also dived into the reportedly pending arrest of ANC secretary-general, Ace Magashule and claim that he would be nabbed before this year folds.

“Despite the recent speculation, we know that the Secretary General, comrade Ace Magashule, is to be arrested by December 2020 and he will be forced into stepping aside,” the members claimed in the letter.

It is worth noting that the Hawks have publicly said it had no plans to arrest Magashule. Magashule himself told the SABC while campaigning in Lenasia, Johannesburg on Sunday that his lawyers were in touch with the law enforcement agencies regarding the matter.

Residents Of Hatfield Constituency Plead For The Recall Of Their “Missing Person,” MP Tapiwa Mashakada

RESIDENTS in Harare’s Waterfalls suburb are baying for their MP, Tapiwa Mashakada’s head and want him re-called for being an absentee legislator.
The disgruntled residents, led by former radio personality, Musavengana Nyasha, said Mashakada has never been to Midlands, which is part of Hatfield constituency since his re-election in 2018.

Midlands covers part of Lord Malvern High School to Zindoga Shopping Centre.

The residents said their area has been neglected for too long and now has a cocktail of problems ranging from unattended potholes, erratic water supply and poor service delivery.

Mashakada is the legislator for Hatfield under which Waterfalls falls. The former Economic Planning and Investment Promotion minister during the Government of National Unity from 2009 to 2013, angered the residents when he bluntly told Nyasha during a chat over the phone that if they feel he has failed as an MP, they have a constitutional right to remove him in the forthcoming elections.

He recently dumped MDC Alliance led by Nelson Chamisa where he was the secretary for policy research and crossed the floor to join the Thokozani Khupeled MDC-T.

The MP further irked residents when he argued that there was no place called Midlands in his constituency.

Mashakada could not be reached for comment yesterday. However, MDC-T acting spokes-person Khaliphani Phugeni confirmed receiving a report from Waterfalls residents complaining about Mashakada’s arrogance and said he forwarded it to his superiors.

“I can confirm we received a complaint from Waterfalls residents. I did forward it to the party. However, our weekly standing committee meeting couldn’t take place because on Wednesday, we were being sworn in in Parliament. Wednesday is our weekly meeting day,” Phugeni said.

Nyasha said he was disappointed by the way the matter was being handled.

“I am disappointed with the party’s attitude. Initially, I had thought that it was only their MP Mashakada who prioritised his own agenda ahead of that of the constituency he purportedly represents.

“Mashakada and clearly his party too, believe that we should wait for 2023 to remove him as our representative. We are saying 2023 is too far. I challenge the MP and his party to tell you the last time or times he met his constituents. I challenge them to list what he has actually done for that constituency since he became MP,” Nyasha added.

The local currency unit maintained its 81,34 trend against the United States dollar since the previous auction on Tuesday last week.

The central bank data showed that raw materials dominated allocations followed by machinery, consumables, services, fuel, electricity and gas.

The Reserve Bank of Zimbabwe (RBZ) this Tuesday conducted the weekly foreign currency auctions for both the Small to Medium Enterprises and the Main Foreign Currency auction at which the Zimbabwe dollar slightly lost value against the United States dollar. Below are the results of the auction.

Donald Trump Removes Sudan From List Of State Sponsors Of Terrorism

PRESIDENT Donald Trump has said the United States will remove Sudan from its State Sponsors of Terrorism list after the government in Khartoum paid compensation to victims of attacks.

Trump, who is seeking re-election next month, said in a Twitter post on Monday Sudan had agreed to pay $335m to “US terror victims and families”.

“New government of Sudan, which is making great progress, agreed to pay $335 MILLION to US terror victims and families. Once deposited, I will lift Sudan from the State Sponsors of Terrorism list. At long last, JUSTICE for the American people and BIG step for Sudan!” he wrote.

Al Jazeera’s Hiba Morgan, reporting from Khartoum, said the development was “quite significant for the Sudanese administration and the people of Sudan”.

“They believe that with Sudan removed from the list of the state sponsors of terrorism the foreign investment will come and the economy will improve,” she said.

The removal from the list has been a top priority for Sudan’s transitional government which has been in power since August last year following the military removal of longtime President Omar al-Bashir in the face of months-long protests against his rule.

The US government added Sudan to its list of state sponsors of “terrorism” in 1993 over allegations that al-Bashir’s government was supporting “terrorist” groups. The designation makes Sudan technically ineligible for debt relief and urgently needed financing from major international institutions.

The US Congress would need to approve the removal after being formally notified by the president.

Shortly after Trump’s Twitter post, Sudan’s Prime Minister Abdalla Hamdok thanked Trump and said Sudanese authorities were looking forward to his “official notification to Congress rescinding the designation of Sudan as a state-sponsor of terrorism, which has cost Sudan too much”.

Earlier in the day, a US government source had told the Reuters news agency negotiations related to Sudan’s deposit in escrow of a $335m settlement to victims of al-Qaeda attacks on the US embassies in Kenya and Tanzania in 1998 were expected to conclude in the next two days.

The deal could also set in motion steps by Sudan toward establishing diplomatic relations with Israel, a US official told Reuters, following similar US-brokered moves in recent weeks by the United Arab Emirates (UAE) and Bahrain. Details were still being worked out, the source said.

Trump made no mention of US efforts to get Sudan to become the latest Arab state to forge ties with Israel.

Sudan had insisted that any announcement of Khartoum’s de-listing not be explicitly linked to normalisation with Israel.

Differences remain between Sudanese political and military officials on how far and how fast to go in warming of relations with Israel.

Hamdok had previously told US Secretary of State Mike Pompeo that his government did not have a mandate to make a decision on the matter.

One possibility, one US official said earlier, would be for Washington to first announce Sudan’s delisting and then leave it to Sudan and Israel to go public later with an agreement on establishing relations.

JOHANNESBURG – Self-proclaimed Prophet Shepherd Bushiri and his wife, Mary, are among four people – both couples – who have been arrested by the Hawks over allegations of money laundering amounting to R102 million.

The flashy pastor has been in the Hawks’ crosshairs for some time now, having appeared in court last week on another money laundering case.

Bushiri has been dogged by scandal and scrutiny since launching a prosperity charismatic church called the Enlightened Christian Gathering.

This is the second arrest of the couple by the Hawks in as many months, with the current preceded by a February 2019 action over a suspected R15 million money-laundering scheme.

In a statement, the Hawks explain that Bushiri handed himself over at a Pretoria police station after trying to evade the authorities, while his wife was arrested at their Sandton home.

The Hawks’ Colonel Katlego Mogale: “Four suspects including a pastor aged between 25 and 39 were arrested for alleged involvement in fraud and money laundering worth R102 million.”

The Hawks added that its serious organised crime investigation team arrested the first couple, Willah Mudolo and Zethu Mudolo, at OR Tambo International Airport on Saturday.

They have already appeared before the Pretoria Magistrates Court where their case was postponed to the end of the month for a bail hearing.

After 22 Months In Prison, MDC Activist Is Found Not Guilty By The High Court On Appeal

The High Court on Monday reversed a three-year jail sentence imposed on a pro-democracy activist who was arrested during fuel price riots in January 2019.

The activist, Tonderai Masanga of Southlea Park, Harare, was arrested together with 13 others and accused of committing public violence.

A Mbare Magistrate sentenced him to 36 months in prison but he appealed against the ruling leading to his subsequent acquittal by Justices Benjamin Chikowere and Phildah Muzofa this Monday.

Masanga had, however, already spent 22 months in prison. His lawyer Tinashe Chinopfukutwa said:

The judges set aside Masanga’s conviction and found him not guilty and acquitted him.

During the protests triggered by an over 150 percent increase in the price of fuel decreed by President Emmerson Mnangagwa, scores of people were arrested, killed, and or assaulted by state security forces who were deployed into homes.

Human rights groups documented nearly two dozen killings by the military and police, while over 75 people were treated for gunshot wounds.

Commenting on the exoneration of the activist, MDC Alliance national spokesperson, advocate Fadzayi Mahere said the right to protest is dead in Zimbabwe. She added:

Any demonstration is quashed by the police then a frivolous, political trial follows only for the protesters to be acquitted of the charges. Any pretence that we are a constitutional democracy has been eroded. Shameful.

Last year, a series of MDC protests were blocked by police arguing that there was concrete evidence to suggest the demonstrations were to degenerate into chaos.

MDC Alliance Youth To Kembo Mohadi, “Lies Can Never Solve The Economic Question.”

MDC Alliance youths have hit back at Vice-President Kembo Mohadi’s claims that President Emmerson Mnangagwa has improved the lives of ordinary people since taking over power from the late former President Robert Mugabe in a military coup in 2017.

Mohadi made the remarks in Beitbridge last week while addressing government officials, among them Cabinet ministers, following a tour of infrastructure built in the border town by government.

However, MDC Alliance youth spokesperson Stephen Chuma said Mohadi was out of touch with reality.

“Kembo Mohadi’s ridiculous assertions that the country’s fortunes have become better under Emmerson Mnangagwa’s regime clearly expose high levels of insincerity and pathological lies of this so called new dispensation,” Chuma said.

“Certainly Mohadi cannot hide under piecemeal and snail-paced roadworks where nothing significant is happening except overhaul of the remaining tarred strip albeit without replacing it.”

He added: “Mohadi suddenly forgets that from 1980 he was part of the old establishment that ruined the once breadbasket of Africa. Maybe because of old age, the usually bed-ridden Mohadi is Vice-President Kembo Mohadi now suffering from serious Alzheimer’s dementia.”

“Is it not a public secret that life for the ordinary people has gone from bad to worse under Emmerson Mnangagwa’s short reign? From the education sector to health sector, there are cost increases everywhere and one wonders what positives Kembo Mohadi refers to,” he said.

“It is time Zanu-PF leaders know that lies, delusion and insincerity can never solve the economic question.”

The country is currently experiencing its worst economic crisis in a decade.

Angry Chitungwiza Municipal Workers Raid Land And Allocate Themselves Stands

More than 1 000 Chitungwiza municipal workers at the weekend invaded Mhundwa village under Manyame Rural District Council and started pegging themselves stands in pastures and fields in protest against the refusal by their employer to allocate them housing stands.

The workers accused their bosses of gross incompetence by turning a blind eye to activities of land barons while failing to provide them with residential stands.

They also demanded the firing of the entire Chitungwiza municipality management. Chitungwiza municipality workers union president Mr Ephraim Katsinha said the workers decided to take matter into their own hands after their plea for residential stands appeared to have fallen on deaf ears.

“We have approached our employer several times over the years, to request for a residential stands for our members to no avail,” he said.

“What is painful is that some workers have been working for this council for over 30 years but don’t even own a house. They are turning a blind eye to the activities of land barons who are taking up large tracts of land under council’s jurisdiction without any benefit accruing to it,” he said.

On why they had decided to grab land, which falls under another local authority, Mr Katsinha said it was a protest strategy to make their grievances heard.

Chitungwiza mayor Councillor Lovemore Maiko called on the workers to follow proper channels when airing their grievances.

“We are yet to obtain the details on this land invasion in Manyame by our workers. However it must be noted that we are a law-abiding entity and we operate and do our things within the confines of the law at any level of the council,” he said.

Manyame rural district council ward one councillor Mr Blessing Tangwara said the invasion was reported to the police.

Harare metropolitan provincial development coordinator, Mr Tafadzwa Muguti, who officiated at the ground breaking ceremony of Chitungwiza council’s town house yesterday, called on the council to address the issues raised by its workers.

Nigerian Govt Declares Military Curfew As Citizen Riots Against Police Brutality And Corruption Intensify

THE governor of Lagos state has declared a 24-hour curfew across Nigeria’s biggest city to prevent protests sparked by police violence “degenerated into a monster”.

The governor said “nobody except essential service providers and first responders must be found on the streets” as he declared the curfew in effect from 4pm local time (15:00 GMT) on Tuesday.

“We will not watch and allow anarchy in our dear state,” Babajide Sanwo-Olu said on Twitter.

Nationwide protests have taken place since October 7 despite the disbanding of the controversial Special Anti-Robbery Squad (SARS) police unit.

The demonstrations began in response to a video that circulated online showing a man being beaten, apparently by members of SARS.

In response to the widespread demonstrations, the Nigerian government announced that it would disband the SARS unit, but the daily protests have continued as participants demand an end to police brutality and corruption.

Demonstrators had also besieged the unit’s headquarters in Abuja.

They chanted “End SARS” and poured red paint on the street in front of the building – a symbolic reference to the alleged killings by SARS officers.

On Monday, Amnesty International said at least 15 people have been killed since protests erupted this month in Nigeria against police brutality.

The rights group said two police officers were among the victims while hundreds of people have been injured.

Mapeza Blasts TTM Bosses

Norman Mapeza has revealed more details on his premature exit at South African side TTM, accusing the club hierarchy of not being honest.

Mapeza spent a few days with the team but did not take charge of any training session. He also did not sign any contract during his short stay there.

In an interview with The Herald, the former Warriors coach dismissed claims by chairman Lawrence Mulaudzi that he left South Africa without notice.

“We had a meeting with the club president (Lawrence Mulaudzi) and the CEO, the president was also concerned by the huge number of players at training and wanted to know what was happening,” he said.

“I told him that I had been told that there were 27 players by the CEO (Sello Chokoe) and we would get some five, or so, more players from Orlando Pirates but the CEO flatly denied that and said he never told me anything like that.

“That’s the first time I picked out that we were heading for problems because I come from a background where I stand by every word that I say and, when the person who is supposed to be your immediate boss, starts disputing some of the things he told you, then it’s not a good environment.

“I have to make it clear that, even before I left Harare for South Africa, I had this feeling that things would not work out as well as we had hoped, I don’t know why I was feeling like that but that is the truth and, sadly, that is what happened.’’

The gaffer also said that it was Chokoe who ordered him, along with his assistant Daniel Vheremu, to be barred from using his hotel room until they produced police clearances.

“The next thing, a technical director (who is now the team coach) was brought in and I wasn’t told anything about that and had to ask what was happening because if you are a technical crew, you work as a team and you need to trust each other.

“Things were not just going according to what we had expected and matters came to a head when we arrived at the hotel, where we were staying, and we were told that an instruction had been left that we should not gain access into our rooms unless we produced police clearances.

“Maybe, the CEO was sure that we had not satisfied all the Covid-19 requirements, when we came to South Africa, like maybe we had jumped the border, and wanted to try and use that against us.

“He didn’t know that we had fulfilled every step but you could tell that things were not what they used to be and we tried to get hold of him but his mobile phone was off.

“Since we had our clothes, and other stuff, in our rooms, we asked if we could take them out and we ended up putting them in (Washington) Arubi’s car and that’s when we decided to go to Johannesburg and later to come back home,” he added.-Soccer 24

Terrence Dzvukamanja has admitted there is a lot of competition at Orlando Pirates but says he will use every opportunity he gets to play football.

The 26-year old moved to the Soweto giants last month and made his debut on Saturday in the MTN8 quarterfinal victory against Cape Town City. The forward started and scored the solitary goal in the encounter, heading in a cross from Wayde Jooste in the 23rd minute.
