Another Member Of Parliament Dies
Zanu-PF Marondera East legislator Patrick Chidakwa has died.
Family representative Richard Mavhunga said the legislator died in a South African hospital.
Mr Mavhunga said the legislator was diabetic and had a heart ailment.
Zanu-PF provincial administrator Tonderai Kwaramba said Marondera district has been robbed a hard worker.
“A dark cloud has fallen over Marondera district. We have been robbed of someone special,” he said.

“DEMOCRACY is and should remain disciplined rule requiring compliance with the law and social rules. Our Independence must thus not be construed as an instrument vesting individuals or groups with the right to harass and intimidate others into acting against their will. It is not the right to negate the freedom of others to think and act as they desire,” former president Robert Mugabe said on April 17 in 1980.
As early as 1986, at the burial of the Zipra commander, Lookout Masuku, Joshua Nkomo observed that: “What Zimbabwe fought for was peace, progress, love, respect, justice, equality, not the opposite. And one of the worst evils we see today is corruption. The country bleeds today because of corruption. There is something radically wrong with our country today and we are moving fast towards destruction …” Joshua Nkomo said on April 12, 1986.
Zimbabwe’s “imperial presidency” and leadership infallibility have four inseparable and consistent allies in populism, cronyism, grand corruption and violence. The deliberate re-organisation of all state structures to ensure an impenetrable network of allies from the State House, Treasury, military, intelligence, police, Foreign Affairs, judiciary up to the lowest strata of government. Where state capture fail, there has always been that sinister back-up toolbox so aptly used since Independence, namely criminalisation of opponents or deploying violence against them. This weaponisation of the law is a tragic re-enactment of Rhodesian fascism. A rule by law and terror!
There are many parallels between Zimbabwe and South Africa. The hole in the heart of the Zimbabwean governance is the lack of accountability, grand corruption, pervading impunity, phenomenal wastage in both state-owned enterprises (parastatals) and the public sector; and the epic capture of the state by a few families and corporations. There is a conspiracy against the very essence of the revolution and the state by its leadership who are attempting to turn the country into a private limited accountability company (Zimbabwe Inc). South Africans should ask whether their own country is in the early stages of its accelerated decline into politics similar to what we have seen in Zimbabwe? In the 1980s, a popular activist suggested that Zimbabwe is the trailer and South Africa is the movie.
Simple or simplistic strategy?
President Emmerson Mnangagwa’s pre-occupation seems very simple: decimate all internal (Zanu PF) and external opponents. Start off by dismembering the opposition MDC; constructing a constituency of friendly or proxy opposition parties; neutralising the oppositional base in the Matabeleland provinces and Bulawayo; and assuaging the whites to ensure that any resurgent opposition does not have domestic financial support.
This is a simple or simplistic strategy with a sting in its tail. It assumes a static set of oppositional forces and an organised set of easily purchasable Matabeleland and Bulawayo groups. It also assumes that white commercial farmers and broader global finance capital interests are easy to win over through simplistic gestures.
Deviation in Zanu PF is keeping the old path when the leader has changed course. With the new insatiable appetite to appease global white interests and international finance capital, the Mnangagwa administration has begun a dangerous game that might put it on a collision course with veterans of the liberation struggle. Mnangagwa must now figure out how best to contain growing discontent with his policy direction and leadership style in an ideologically eclectic and less cohesive Zanu PF. His regime suffers from a significantly diminished mastery of narrative and diplomacy.
The plunder of state assets and the control of strategic economic sectors, such as agriculture, mining, roads and infrastructure, trade in game products, tourism, financial services, telecommunications, pension funds and commodity supply chains, now shape the new elite alliances and feuds. All this is happening in a country where inflation, unemployment, food insecurity, inequality, poverty, disease, uncertainty and corruption have become rampant. Zanu PF’s biggest opponent — by far — remains the ailing economy.
Approximately 800 000 to two million Zimbabweans live in South Africa regularly and/or irregularly. Any Zimbabwean social, economic or political developments that increase this number effectively become a domestic policy issue for South Africa and the African National Congress (ANC).
No longer quiet diplomacy
South Africa’s “quiet diplomacy” approach, anchored on the belief that Pretoria could influence the behaviour of others by secret negotiations or by refraining from taking a specific action, has over the years proved to be either counter-productive, ineffective or simply an unwitting postponement of catastrophe. The South African government’s reluctant to project its power to impose solutions on other African countries is often unbecoming of a regional hegemon. South Africa does not want to be seen as a policeman of Africa or, for that matter, a neighbourhood bully.
Despite the intractable nature of the Zimbabwean crisis and its direct and indirect impact on the South African economy and society, Pretoria is ever so cautious and reluctant to be seen throwing its weight around or force Zimbabwe towards any particular political course. This seems unsustainable in the context of Covid-19.
Besides, South Africa has recently exhibited an ambition to play a more decisive role in both continental and global affairs by its international diplomatic commitments in countries such as Burundi, the Democratic Republic of Congo (DRC), Côte d’Ivoire, Iraq, Palestine, South Sudan and the Middle East. These foreign policy commitments are wide-ranging both in scope and purpose.
South Africa’s foreign policy strategy of cautious engagement in its immediate neighbourhood and more decisive and active engagement elsewhere in the continent and the world, betrays an irreconcilable contradiction in light of recurrent incidents of Afrophobia against black African foreign nationals in South Africa.
Strategic national interests, defined as developments that could affect the lives of South African citizens, do not at all support this strategy. In the context of Covid-19, any implosion in Zimbabwe would have unwanted and unwelcome domino effects for South Africa and the Sadc region as a whole.
Quiet diplomacy ultimately led to a deepening crisis within the Zimbabwean state and Zanu PF and resulted in the coup d’état that saw Mugabe ousted barely four years after his election in 2013.
In the penultimate analysis, “quiet diplomacy” did not and will not result in any transformative change in Zimbabwe. That said, so where does this leave us now?
On September 7, 2020, the ANC secretary-general, Elias Magashule announced the delegation of the ANC national executive committee to hold “bilateral discussions with the leadership of the central committee of Zanu PF on Wednesday 09 September 2020”.
The delegation includes high-level ANC officials, including the chairperson (Gwede Manthashe), Nosiviwe Mapisa-Nqakula, Tony Yengeni, Lindiwe Zulu, Enoch Godongwana and the Magashule himself. On Tuesday, Zanu PF issued a statement on the visiting ANC delegation clarifying this visit is to discuss issues of mutual interest and that the ANC delegation will meet a Zanu PF delegation led by Obert Mpofu as part of party-to-party engagements.
The Zanu PF statement refers to what it terms “false claims of a nation in crisis” and promises to use the opportunity to “share the reality on the ground in Zimbabwe, South Africa and the region candidly and frankly with their revolutionary sister the ANC”. The Zanu PF statement issued by Patrick Chinamasa concludes by stating that “Zanu PF wishes to make it categorically clear that this is a meeting between the Zanu PF delegation and the ANC delegation only”.
Prior to the current overtures, on August 6, the ANC and South African President Cyril Ramaphosa appointed Dr Sydney Mufamadi and Baleka Mbete as his special envoys to Zimbabwe. They visited Harare and left without seeing any other stakeholder at the insistence of Zanu PF. A few months prior, on December 16, 2019, former South African president Thabo Mbeki, who brokered the Global Political Agreement that established the 2009 inclusive government, visited Harare and met with both Mnangagwa and Nelson Chamisa. This raised hopes of a potential political dialogue, but nothing came out of it.
There is clearly a misunderstanding between Pretoria and Harare on the scope of the current party-to-party engagement as there seems to have been regarding the special envoys sent by Ramaphosa in August 2020. Zanu PF seems ready to lecture the ANC about the state of “Zimbabwe, South Africa and the region candidly and frankly”.
For its part, some of the ANC delegation members have insisted that there is a crisis in Zimbabwe and they will engage not just Zanu PF , but other key stakeholders as well. Reading between the lines, despite the euphemisms and the diplomatic niceties, this is unlikely to be the usual where the ANC is relegated to junior brother by Zanu PF. It is unlikely though that the ANC will engage in megaphone diplomacy, although it is clear that quiet diplomacy is no longer preferred.
Harare needs more friends now than it has ever done. But the leadership of Zimbabwe are supremely proud people and are unlikely to take too kindly to South Africa lecturing them on governance and human rights. Herein lies the dilemma for the hawks in Harare; they need South Africa’s neutrality or friendship. A hostile South Africa might complicate life significantly or the post-coup regime.
There is crisis in Zim
The questions one asks determine the quality and veracity of answers that one gets regarding the crisis in Zimbabwe. The first major question is when did Zimbabwe’s social, economic and political crises actually begin?
Is it 1961, with the constitutional crisis that led to the collapse of the constitutional conference? 1965, with the Unilateral Declaration of Independence by the Rhodesian racist minority regime of Ian Douglas Smith?
Around 1974, when per capita Gross Domestic Product (GDP) began a fall from which it has never really recovered?Around 1979, with the escalation of the war of liberation?
In the early 1980s, with payment of Rhodesian apartheid debt?
Between 1984 to 1987, when a military operation code-named “Gukurahundi” that resulted in the murder and/or disappearance of up to 20 000 civilians in the Midlands and Matabeleland regions?
In September 1991, when the stock market crashed after interest rates were raised to high levels following the imposition of the Economic Structural Adjustment Programme (Esap)?
With the 1989 Sandura Commission on the Willowgate Scandal?
With looting of War Victims Compensation Fund and National Oil Company of Zimbabwe (Noczim)?
In early 1997, when war veterans were paid ZW$2,5 billion unbudgeted pensions and Zimbabwe deployed troops in the DRC spending on average US$1 million per day?
In November 1997, when “Black Friday” decimated the Zimbabwean dollar’s value by 74% in four hours?
The victory of the “No” vote in the constitutional referendum on February 12, 2000?

There is a majority of disarticulated, disprivileged and dehumanised citizens who live each day an incident away from disaster.
Thomas Sankara summarised it this way: “Our revolution is not a public speaking tournament. Our revolution is not a battle of fine phrases. Our revolution is not simply spouting slogans that are no more signals used by manipulators trying to use them as catchwords, as code words, as foil for their own display. Our revolution is, and should continue to be, the collective effort of revolutionaries to transform reality, to improve the concrete situation of the masses of our country.”

Still No Hope That Zimbabwe Will Play Its International Football At Home Despite Half A Year’s Opportunity To Solve The Issue

CAF president Ahmad Ahmad has urged Zimbabwean authorities to work speedily on the country’s football stadia to avoid the embarrassment of representative sides playing their home matches on foreign soil.
Africa’s most powerful man in football said they will not compromise on standards to accommodate countries that turn a blind eye on their facilities, Zimbabwe included, and therefore the onus lies with the authorities to work on their stadia ahead of pending international matches.
The Warriors play against Algeria in a crucial Total Africa Cup of Nations qualifier on November 9, while Castle Lager Premier Soccer League champions FC Platinum will be in action in a Caf Champions League preliminary round qualifier on the weekend of November 20-22, with the return leg coming five days later.
In a response to Chronicle Sport questions during a virtual press conference with journalists from various media houses on the continent, Ahmad said he was aware that some stadia in Zimbabwe were either owned by the State or local authorities and it was therefore prudent that they, in consultation with football authorities, expedited the issue of ensuring the facilities were up to expected international standards.
“Look we take no pleasure in having a national team play its home games away from home. It is my hope that authorities there (Zimbabwe) quickly work on what is required and we will then send a specialist team to do the inspections and if, and this is what I am hoping for too, they find the facilities to be up to standard, we will not hesitate to have a stadium certified and your teams enjoy home ground advantage. However in the same vein, if they are still below what we expect, be rest assured that as Caf we shall be left with no option, but to take that painful but necessary route of taking away your home advantage. But let me be clear that this is not what we want,” said Ahmad.
Zifa’s First Instance Body chairman Piraishe Mabhena, who last month painted a gloomy picture on the possibility of Zimbabwe playing host to Algeria, yesterday said they have been given a deadline of September 20 to submit progress reports on renovation work done so far at Barbourfields Stadium and the National Sports Stadium.
He said as such his committee will this weekend be inspecting Barbourfields Stadium, with NSS on their agenda early next week.
“Further to our correspondence with Caf, the FIB shall be conducting a re-inspection of Barbourfields Stadium this weekend and National Sports Stadium early next week to ascertain the current position of the renovations as well as get commitments from the stadium owners on the timelines for the uncompleted work. We will then table our report to Caf for further guidance. We have a deadline of September 20 to submit our reports to Caf,” said Mabhena.
Nakamba Loses His Jersey At Aston Villa
ZIMBABWEAN midfielder, Marvelous Nakamba has given up his number 11 shirt at English Premiership Aston Villa ahead of the start of the 2020/21 season on Saturday.
The English club announced that Nakamba has given in to the wishes of new signing Ollie Watkins for the striker to wear number 11 while the Zimbabwean will don 19. Watkins joined Aston Villa from Brentford on a five-year contract in what is said to be a club-record £28m deal that could potentially rise to £33m. The striker requested for number 11 since he had that on his back throughout his time with the Bees. Watkins has reunited with Dean Smith, who was Brentford manager when Watkins arrived from Exeter City in 2017.
“Marvelous Nakamba has kindly agreed to let Watkins take his preferred No.11 following his arrival from Brentford, the number that he wore throughout his three years at Griffin Park. The Zimbabwean midfielder will subsequently take the No.19 shirt during the upcoming campaign, which was last worn by Borja Baston,’’ the club said on Friday.
Nakamba played 29 league matches for Villa last season after joining from Club Brugge of Belgium, with Claret and Blue winning seven and losing 16 of them. The defensive midfielder did not provide any assist as Villa survived relegation, with their place in one of the top leagues in the world confirmed on the last day of the season.

Kirsty Coventry To Announce Way Forward On Sporting Activities Resumption
Youth, Sport, Arts and Recreation Minister Kirsty Coventry is on Monday set to address the possibility of resumption of football in Zimbabwe.
Football, which is the most popular sport in the country, has been on the backburner for the past six months owing to the coronavirus lockdown measures. The game had been classified under “high risk” sports because of its high contact nature.
However, ZIFA made an application last week for exemptions in anticipation of the imminent return of international football. The football authorities proposed that the Premier Soccer League begin mid-next month.
The Sports Commission has made it clear that ZIFA’s application has to meet the requisite guidelines for the safe return to play, which takes into consideration the health and safety of players, officials, fans and all stakeholders.
Job Sikhala High Court Bail Hearing Postponed Again
The High Court on Friday postponed to Monday ,the bail appeal hearing of MDC Alliance deputy national chairperson Job Sikhala who faces charges of inciting public violence.
Sikhala was denied bail by the Harare Magistrate Court last week.
In denying him bail, the Magistrates Court ruled that Sikhala’s behavior before his arrest suggested that if granted bail he was likely to abscond.
Sikhala then approached the High Court to appeal against the decision by the Harare Magistrate court to deny him bail.
His lawyer Harrison Nkomo confirmed the development.
“State only filed its responses to our appeal today. So come Monday all parties have agreed that the matter be held then,” he said.
Sikhala who was arrested last month , stands accused of mobilizing the public, through social media posts, to take part in protests that had been planned for July 31st in spite of a government ban.
The protests were ostensibly intended to register public displeasure over the government’s handling of the economy, but the authorities, citing intelligence indicating foreign involvement, saw them as cover for yet another opposition attempt to unseat constitutional order in the country.

ZINASU President Remanded In Custody For Demonstrating At Impala Car Rental

ZIMBABWE National Students Union (ZINASU) president Takudzwa Godfrey Ngadziore (22) was Friday remanded in custody to Monday for the continuation of his bail hearing by Harare magistrate Barbra Mateko.
Ngadziore was arrested on Thursday, facing charges of participating in a public gathering with intent to promote public violence, breach of peace, or bigotry.
Tstate accusing Ngadziore of staging a demonstration at Impala Car Rental in Harare demanding answers after one of the company’s vehicles was used in the abduction of trainee journalist Tawanda Muchehiwa.
Muchehiwa was abducted in Bulawayo on 30 July by suspected state agents before he was brutally tortured at an unknown location before he released after three days.
“On September 8, 2020, the accused who was in the company of about 20 people who are still at large, proceeded to Impala Car Rental located at Number 40 Chiremba Road, Hillside in Harare driving in four vehicles including a Honda Fit registration number ABU 7652, Honda Fit AES 9911 silver in colour, a Toyota Hiace registration AEF 2744 and Honda Airwave without number plates,” the state’s charge sheet reads.
“Upon arrival at Impala Car Rental’s main entrance, the demonstrators disembarked from the vehicles and produced placards which they displayed above their heads for members of the public to see.
“The placards were written, #PeoplePower; Impala Stop Enabling Abductions; Justice, Justice, Justice; No to abductions; #Sabotage Impala; #ZimbabweLivesMatter.”
The court heard on the day, the demonstrators chanted slogans using a loud hailer while whistling and filming themselves.
“The accused in his own words indicated in the video clip that he wanted all political parties, civic society organisations, and pressure groups to start making noise and sabotage Impala Car Rental operations and cause the company’s collapse,” said Prosecutor Lancelot Mutsokoti.
“He further indicated that his Excellency Emmerson Mnangagwa must know that they are coming for him,” added the prosecutor.
The state said Ngadziore and his accomplices took turns in using the loud hailer to call all civic society and pressure groups to come together and act against alleged state abductions.
As a result, Mutsokoti told the court, the accused’s actions forced Impala Car Rental employees to fear for their lives and remained in their offices as they could not freely perform their duties.

Chigova Leaves Polokwane City
George Chigova has officially announced that he has left Polokwane City after five years at the club.
The Zimbabwean goalkeeper’s contract was not renewed by the Limpopo-based side after it expired at the end of last season.
He was informed to look for a new home by City’s chairman, Johnny Mogaladi, at a meeting held on Tuesday.
Bidding his farewell to the club, Chigova posted on Instagram: “I would like to thank the Chairman of Polokwane City Mr Mogaladi for giving me an opportunity to be part of his team, I will forever be grateful, thank you so much.
“To all the coaches, technical team members, my fellow teammates and not forgetting our beloved supporters, thank you so much.
“You guys pushed me and helped me to be a better player. For that, I will forever be grateful.

Gavin Hunt Distances Self From Move To Kaizer Chiefs
Former Bidvest Wits coach Gavin Hunt has responded to reports linking him with the vacant Kaizer Chiefs job.
Hunt is believed to be the favorite to take over the reigns at Naturena after the sacking of Ernst Middendorp on Wednesday.
The four-time Absa Premiership champion, who is without a job after the Wits franchise was sold to TTM in June, confirmed to South African publication Kick Off that there were no enquiries from the Kaizer Chiefs hierarchy as of yet.

Chelsea striker Michy Batshuayi has joined Crystal Palace on a season-long loan deal.

Joint release by the World Health Organization, United for Global Mental Health and the World Federation for Mental Health
Mental health is one of the most neglected areas of public health.
Close to 1 billion people are living with a mental disorder, 3 million people die every year from the harmful use of alcohol and one person dies every 40 seconds by suicide. And now, billions of people around the world have been affected by the COVID-19 pandemic, which is having a further impact on people’s mental health.
Yet, relatively few people around the world have access to quality mental health services. In low- and middle-income countries, more than 75% of people with mental, neurological and substance use disorders receive no treatment for their condition at all. Furthermore, stigma, discrimination, punitive legislation and human rights abuses are still widespread.
The limited access to quality, affordable mental health care in the world before the pandemic, and particularly in humanitarian emergencies and conflict settings, has been further diminished due to COVID-19 as the pandemic has disrupted health services around the world.
Primary causes have been infection and the risk of infection in long-stay facilities such as care homes and psychiatric institutions; barriers to meeting people face-to-face; mental health staff being infected with the virus; and the closing of mental health facilities to convert them into care facilities for people with COVID-19.
Move for mental health: let’s invest
That’s why, for this year’s World Mental Health Day, WHO, together with partner organizations, United for Global Mental Health and the World Federation for Mental Health, is calling for a massive scale-up in investment in mental health.
To encourage public action around the world, a World Mental Health Day campaign, Move for mental health: let’s invest will kick off in September.
“World Mental Health Day is an opportunity for the world to come together and begin redressing the historic neglect of mental health,” said Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization.
“We are already seeing the consequences of the COVID-19 pandemic on people’s mental well-being, and this is just the beginning. Unless we make serious commitments to scale up investment in mental health right now, the health, social and economic consequences will be far-reaching.”
During the past few months, the World Health Organization has issued, in collaboration with partners, guidance and advice on mental health for health workers and other frontline workers, managers of health facilities, and people of all ages whose lives have changed considerably as a result of the pandemic.
With the disruption in health services, countries are finding innovative ways to provide mental health care, and initiatives to strengthen psychosocial support have sprung up. Yet, because of the scale of the problem, the vast majority of mental health needs remain unaddressed.
The response is hampered by chronic under-investment in mental health promotion, prevention and care for many years before the pandemic.
Countries spend just 2% of their health budgets on mental health
Countries spend on average only 2% of their health budgets on mental health.
Despite some increases in recent years, international development assistance for mental health has never exceeded 1% of all development assistance for health.
This is despite the fact that for every US$ 1 invested in scaled-up treatment for common mental disorders such as depression and anxiety, there is a return of US$ 5 in improved health and productivity.

MDC ALLIANCE NAMIBIA’S MESSAGE ON MDC’S 21st ANNIVERSARY ENDURING INCARCERATION, ABDUCTIONS, TORTURE, LOOTING, ARBITRARY ARRESTS, CORRUPTION AND GROSS MISGOVERNANCE.
Today is the 11th of September 2020, this is a mammoth day in the history of the Mdc(rebranded as the Mdc Alliance) a political behemoth which was configured on the same day in September 1999.
As Mdc Alliance Namibia, we are enveloped by bumper excitement as we laud and honour the birthday of the people’s project led by President Advocate Nelson Chamisa.
We want to conjugate with all social democrats around the globe for their resilience in confronting factionalism sponsored by desperate Zanupf.
It is quite horrible to celebrate our anniversary when our headquarters was invaded by Zanupf surrogates with the assistance of their satanic godfathers in captured courts.
As a Movement, we believe that the people’s party do not reside in buildings but in the hearts of genuine revolutionaries who continue to fight for the change that delivers.
As committed and dedicated fighters in the national democratic revolution born on the 11th of September 1999, we want to strongly commemorate this holy day bearing in mind how we survived for 21 donkey years in an authoritarian environment.
They tried invain every trick in their books of repression to decimate and break our resolve to fight for a people’s government, denial of personal freedoms and establishment of constitutionalism and the rule of law in Zimbabwe.
Instead of breaking beyond recovery, revolutionaries in the Mdc Alliance exhibited their quest to endure untold torture and abductions at the hands of Zanupf dictatorship. All this did not affect our revolutionary trajectory but hardened social democrats to forge ahead with the varlour, mettle and nerve needed for real change and personal freedoms.
Moreover, despite many losing their lives through daylight human butchery, some lost beloved properties, jobs , opportunities and dignity, members of the Movement for Democratic Change Alliance remained glued to the change that delivers. I would want to grab this opportunity to salute all those who have been abused, pointing to our sisters(Joanna, Cecilia and Netsai) who have been raped and subjected to all sorts of inhuman treatment at the hands of state agents including being compelled to drink a colleague’s urine but they soldiered on.
We completely refused to be compromised or swallowed like Khupe, Mwonzora, Dumbu ,Komichi , Mashakada and cronies who decided to sell the people’s project for three pieces of silver.
Moreso, we are very firm and ready as an alternative government. We are Mdc Alliance! We are emerging stronger , rebranded and rejuvenated under the astute leadership of President Nelson Chamisa. Today is a collosal day , 21 years since the inception of the party on September 11 1999 is a step and plateau braving the highest degree of repression.
Furthermore, as a party , we endured unprecedented Bornapatism from the corrupt and satanic regime. As we celebrate our birthday , it is fundamental to applaud the Secretariat and Treasury for a successful launch of an Online registration of our bonafide Mdc Alliance members.
This development is a marvel to watch given that it was a fulfilment of our desire for the smart administration we always preach on rallies and party policies. We encourage our membership to subscribe and donate to the Movement of the people so that we can self-sponsor our struggle for socio-economic transformation.
The invention came at a time when Zanupf and their enablers robbed us of our 7.5 million dollars and gave it to the judicially-sponsored Mdc-Thokozani led by captured Khupe. We are now able to finance our internal party activities and we shall continue to subscribe to the national democratic struggle.
In a nut shell, Mdc Alliance Namibia would like to say, HAPPY BIRTHDAY to the rebranded Mdc Alliance. Together, united , committed and dedicated , we shall complete our fight against senseless and barefaced corruption. Farai Dziva|Movement for Democratic Change members have been hardened by two decades of persecution, harassment and intimidation, President Nelson Chamisa has said.
In his message on the Movement for Democratic Change’s 21st anniversary, President Chamisa saluted party members and ordinary Zimbabweans for withstanding relentless persecution, torture and violence – orchestrated by Zanu PF agents.
President Chamisa in a statement:

Students Denounce Persecution Of ZINASU Leader…
It is with a sense of jolt and utter exasperation that we note of the arbitrary arrest and persecution of ZINASU President Takudzwa Ngadziore.
It is increasingly becoming clear that the regime of Dambudzo Mnangagwa wants to consolidate its illegal rule through fear and a clampdown on all pro democracy activists.
Ngadziore is simply being persecuted for speaking out against the abduction and torture of fellow student Tawanda Muchehiwa who was brutally assaulted by the military junta’s footsoldiers of violence.
As a council of students we are increasingly becoming riled by the idiosyncrasies of the securocratic political figurehead which illegally took power through the barrel of a gun in November 2017.
Our position is that instead of arresting Takudzwa Ngadziore, the junta is supposed to investigate the role of Impala Car rental in the abduction and torture of not only Tawanda Muchehiwa but other numerous abductions which have occurred since 2018.

Mthuli Ncube Finally Admits There Is “Runaway Inflation”
By A Correspondent- Finance minister Mthuli Ncube yesterday said government had now resolved to review civil servants’ salaries after every three months to hedge against runaway inflation rate.
Ncube announced the policy shift in the National Assembly during debate on the Second Reading Stage of the Finance 2020 Bill hewed from the mid-term budget review statement he presented in Parliament recently.
Yesterday’s sitting also marked the last day of sitting for the National Assembly as President Emmerson Mnangagwa is now expected to issue a State of the Nation Address (SONA) and a statement for the official opening of a new Third Session of the Ninth Parliament.
“We are also reviewing salaries as I speak now, we reviewed civil servants salaries and gave them US$75 allowance and US$30 for pensioners and there is a newspaper article today which I will not comment on, but our policy is, we will review salaries after every three months,” Ncube said.
“We are re-considering risk allowances to restore purchasing power of civil servants’ salaries to ensure their income is not eroded and to stabilise the purchasing power.”
His comments came after Harare East MP Tendai Biti and Hatfield MP Tapiwa Mashakada (both from the MDC Alliance) castigated the overtaxing of poor people by Ncube and erosion of salaries by the dual pricing system and inconsistent monetary and fiscal policies.
Mashakada said: “The $5 000 tax free threshold should now be $25 000 because of inflation. There is need to periodically review non-tax income rather than wait for the midterm budget review or annual review.”
Biti said that since Ncube took over the Finance ministry in September 2018, he had intoxicated people with a plethora of taxes that are harmful, spreading inequalities, and placing a burden on the taxpayers through the 2% transaction tax.
“If you impose 2% to Ziyambi Ziyambi (Justice minister) who stays in Borrowdale and to my mother in Dotito the two are not equal. My appeal is, move away from unprogressive taxes.
“On Statutory Instrument 133 of 2019 which de-dollarised the economy what happened is that the minister devalued civil servants’ salaries, including salaries of MPs which cannot buy a full tank and yet in the community you are an MP but you are dishonourable,” Biti said.
He said the dual pricing structure was promoting inflated prices and choking consumers, adding that there were policy inconsistencies where there are proposals by Ncube through Statutory Instrument 29 for motorists to pay vehicle licenses in US$ and carbon tax to be paid in US$ when on the other hand he refuses to dollarise the economy.
Biti said the foreign currency auction system was a fraud as there was only one player the Reserve Bank of Zimbabwe auctioning, while other big companies were selling money illegally on the streets, and the country was losing a lot of revenue through grey imports brought by buses from South Africa at Road Port.
Zanu-PF chief whip Pupurai Togarepi praised Ncube saying that, “we cannot increase income beyond what we are able to finance. If we play around with taxes, we increase disposable income and low income people will benefit from this tax regime.”
Ncube refused to dollarise the economy saying: “I suggest that we have more Zimbabwean dollars in your pockets than foreign currency.”
Meanwhile, teachers have expressed anger over government’s position to extend the US$75 cushioning allowances until December saying the only way forward must be complete dollarisation of their salaries.
The government position was arrived at early this week after a meeting with the Apex Council.
However Takavafira Zhou, the Progressive Teachers Union of Zimbabwe president yesterday insisted that the educators would continue demanding nothing short of US$520 salaries.
“The so-called NJNC between government and Apex Council on September 9 was a high sounding nothing.
“We are sure teachers still remember the February 2020 Victoria Falls romance betrayal and futile promises that negotiations would continue. Yet as we highlighted then, there has not been any negotiation since February, “Zhou said.
“Now that government wants to open schools prematurely, it has conveniently called for its usual firefighting antics with Apex Council. Worse still, Apex Council’s term of office has long lapsed and the Alexander-Dzatsunga-led team has no locus standi, let alone traction.”
Zhou slammed the Apex Council for agreeing on the extension of the cushioning allowances instead of forex-indexed salaries.

Prophet Attacked For “Sending Dove To Small House To Demand Back Husband”
Farai Dziva|Controversial Masvingo cleric Isaac Makomichi has been attacked on Twitter for “using black magic.”
Makomichi reportedly sent a dove to a small house to bring back the husband of a disgruntled woman.
Irked by the report, Zimbabwean woman Charity Mupetwa took to twitter and accused the cleric of using black magic.
“What love? After what you did to Tsitsi kutumira shiri kunoti dzosa murume wangu,ichiri love potion here or magic? What if kana akanyeperwa kuti handina mukadzi?Everyone is saying its magic not miracle. SHAME,” tweeted Mupetwa.
Makomichi refused to comment on the matter.
Bogus Municipality Manager Deported Back To Zimbabwe
The Rand West City municipality senior manager who was arrested for working in SA illegally has been deported to Zimbabwe.
Minister of Home Affairs Aaron Motsoaledi’s spokesperson Siya Qoza said the department concluded the deportation process for Zivanai Katikiti, a manager for financial control and reporting at the Rand West City municipality in Gauteng, Wednesday.
“The Department of Home Affairs has concluded the deportation process for Mr. Zivanai Katikiti, a manager for financial control and reporting, at the Rand West City municipality in Gauteng.
Katikiti was deported to Zimbabwe through the Beitbridge border post.
“He was arrested on Thursday, 03 September 2020, for contravening immigration laws in several respects. He appeared in court on 04 September 2020 and remained in custody until the confirmation of his deportation in court on Tuesday, 08 September 2020.
“The Department of Home Affairs’ records show that Mr. Katikiti entered South Africa in May 2015 and had not applied for work or residence permit. Mr. Katikiti is a prohibited person who was found in possession of a fraudulent permit and other documents,” Qoza added.
The department’s records show that Katikiti entered South Africa in May of 2015 but there is no record of him applying for a work or residence permit in its database.
His charges included possession of, among other documents, a fraudulent permit.
The minister, Motsoaledi has launched an investigation into where the documents came from and will also look into Katikiti’s employment with the Rand West City Municipality.
Katikiti was investigated after the Department of Home Affairs received a media query from The Sowetan newspaper.
“We are grateful for the information we receive from members of the public and the media. This enhances the work we are doing to root out maladministration and corruption within the DHA. A partnership between the state and citizens is one of the most efficient tools we have to fight corruption and wrong-doing,” the department said.
Motsoaledi said the internal investigation needed to be completed urgently to ensure that rogue elements with the Department of Home Affairs are dealt with and made to account.-wires
Stop Wasting Money On By-elections, Focus On Revival Of Health Sector, President Chamisa Challenges Mnangagwa Administration
Farai Dziva|President Nelson Chamisa has challenged Mr Emmerson Mnangagwa’s administration to stop wasting money on by-elections at a time the country’s health sector is facing critical challenges.
“The $18m gobbled by by-elections could have alleviated hunger and poverty, improved our health care system or enhanced access to clean water.
The state-led illegal recalls are a direct attack on voters.
It is careless, costly and criminal to subvert the people’s will.#ZimbaweanLivesMatter,” said President Chamisa.
Sikhala Goes Missing From Prison
By A Correspondent| The persecuted Zengeza MP Job Sikhala went missing Friday morning in an incident that got his family very worried.
Sikhala was due for his bail hearing at the High Court in the morning but past mid day his whereabouts could not be established.
Sources close to the respected MP told ZimEye they were in a panic. This went on for several hours.
At around 1.30pm his lawyer Harrison Nkomo told ZimEye authorities had finally produced him.
“I have been told he is now at court and I am now going there to see what is happening,” he said.
At the time of writing it could not be established what had happened. The real identities and motive of the people who took him from prison could neither be obtained at the time of printing.
According to prison procedure, the investigating officer of an accused person is the only one allowed to take them out of prison and only for indications provided they are on remand specifically for further investigations.
A court order is sought by the investigating officer to take a prisoner for indications and the prisoner has a right to demand that they can only go for indications in the presence of their lawyer; otherwise remand prisoners only leave prison to go to court with prison guards and not even the police.
Sikhala’s lawyers were however not notified that their client was being taken to court.

Masvingo Polytechnic Looting Spree Exposed
Dear Editor-The situation at Masvingo Polytechnic has reached another level, there is an increase in corruption at the College.
Due to COVID -19 the college staff did not manage to hold meeting to share their grievances with the Principal and virtual meetings were also not done for the staff to air out their views.
One of the lectures said they are not aware of the criteria used by the College to select the beneficiaries to receive COVID-19 allowances.
The lectures are receiving different amounts of money as COVID-19 allowance, some are receiving $700, some $200, some $6000 and other lecturer s$ 0.00, they are not aware of the formulas used to calculate the figures to be paid to those who received the money.
The Principal did not manage to respond or give a clarification to the questions raised by the staff.
All the lecturers were exposed to COVID-19 doing college work at certain times, some were registering students for examinations and others doing preparatory work to receive people to be quarantined but some are being excluded from receiving COVID-19 allowance.
One of the lectures said College facilities are being hired by different organizations for different events and the few are getting shares from the proceeds and the majority of lectures are left out.
Other staff members are not aware of the criteria used to determine who are supposed to or not supposed to have a share of the proceeds.
In November 2019 ZIMSEC hired certain facilities for the marking process and other staff members received thousands of Rtgs as their shares and the majority of lecturing staff were left out.
Recently Zimbabwe Open University (ZOU) had its students sit for their examinations at Masvingo Polytechnic and the lecturers are not aware of those who benefited from the proceeds.
The principal Mr. Calisto Muzongondi is involved in squandering money with Vhete the Amin manager, Chikwadze the buyer and general hand while the lectures are languishing in poverty.
Mr Calisto is involved in slaughtering college cattle for beef committee and the beef is being sold at USD$2.50/kg to lecturers and at USD$1.50/kg to the few favored. The lectures at Masvingo Polytechnic are surviving through the money they get from students through conducting extra lessons.
Some HoDs are surviving through insisting the students to pay their fees in time and some students mentioned Majoni HoD accountant. Workshops and trainings are being held at the college but the lectures are not even provided with water.
The concerns are being shared to the responsible authorities but up to now they are not being addressed. The majority of the lecturing staff are waiting for the authority to explain on the issues happening. Only the admin department and the few lucky lectures are benefiting and the rest are suffering.
The president declared zero tolerance to corruption however, one thing that has hurt our public institutions in Zimbabwe is the politics of impunity- that one steals money and still gets away with it.
Corruption is fundamentally a problem of governance. It thrives in economies where civil servants and political elites are not adequately constrained by the law and the state is either too weak or unwilling to fully and effectively oversee the activities of its agents.
Corruption at Masvingo Polytechnic College exists for many reasons, Lack of meetings, lack of transparency and Accountability, lack of institution capacity, lack of punishments or sanctions deplorable working conditions and low salaries.
The angry lecturers and students have vowed to report the cases to Zimbabwe Anti-Corruption Commission (ZACC).
The said the case should be pursued by the anti-corruption courts recently opened in Masvingo.
The responsible authority must clear the air by clarifying all the issues raised by the staff and students.

MDC Alliance Issues Update On Tendai Masotsha’s Hand In The Abduction Of Muchehiwa
By A Correspondent- The MDC Alliance (MDC-A) has not yet completed investigations in the alleged involvement of Tendai Masotsha, the Bulawayo Women’s Assembly Chair, in the events surrounding the abduction and subsequent torture of Tawanda Muchehiwa by suspected State agents.
On 30 August, the party issued a statement apologising for its perceived delay in revealing its findings, saying they had to proceed cautiously in order to avoid inadvertently re-victimising Masotsha, who herself had been victimised in the run-up to the 31 July protests.
In a statement posted on its social media pages this Friday, the MDC-A said the National Organising Committee was currently seized with recommendations submitted to it for consideration by Bulawayo Province.
The statement read:
“The investigations against Ms Tendai Masotsha is ongoing. Recommendations have been made by Bulawayo province that has been tabled for consideration to the national organising committee in terms of the Constitution. The organising committee is currently seized with the matter.”
Muchehiwa, a second-year journalism student at the Midlands State University (MSU) was abducted by armed men while he was seated in a car with Masotsha in Bulawayo on July 30.
Muchehiwa said Masotsha had asked to meet him to hand over some posters for distribution and the abduction occurred soon after they met, leading to speculation that Masotsha had “delivered” the MSU student to the abductors.
ANC Admits Zimbabwe Is Facing Serious Challenges
Farai Dziva|South Africa’s ANC has admitted Zimbabwe is facing serious challenges.
The head of ANC’s peace and stability committee, Toni Yengeni, who was one of the delegates during the visit to Zimbabwe told journalists in Pretoria that: “the situation in Zimbabwe cannot be allowed to continue as it is.”
“There are problems in Zimbabwe, major challenges both of social, economic and to some extent of a political nature.”
The head of the delegation, ANC’s secretary-general Ace Magashule, quoted by NewsDay said :
“We have agreed that there were challenges in Zimbabwe that must be confronted. As liberation movements, we should respect human rights. We respect freedom of association and freedom of speech.”
Mnangagwa Ally In Extortion Storm
By A Correspondent- President Emmerson Mnangagwa’s Special Anti-Corruption Unit (SACU) and the President’s family friend, Delish Nguwaya have been accused of visiting a Harare businessman in remand prison to try to extort him.
This came to light in a letter to Prosecutor-General, Kumbirai Hodzi by Norton MP Temba Mliswa highlighting the irregular conduct of Nguwaya and officials from SACU.
The letter dated August 25, 2020 was copied to Mnangagwa, his deputies Constantino Chiwenga and Kembo Mohadi and Defence minister Oppah Muchinguri.
Zimbabwe Defence Forces commander Philip Valerio Sibanda, Zimbabwe National Army commander Edzai Chimonyo, Police Commissioner-General Godwin Matanga and Prison Services Commissioner-General Paradzai Zimondi were also copied.
Mliswa raised concern over the visit of SACU officers in the company of Nguwaya “to extort” businessman Felix Munyaradzi at the Harare Remand Prison.
The motor-mouth MP demanded that the State should investigate the “unlawful visit” by Nguwaya, who is the complainant in the matter that has resulted in Munyaradzi’s arrest.
“In my capacity as a Member of Parliament and mandated in my role of legislation, representation and oversight in both constituency and national interests and indeed as a concerned citizen of Zimbabwe, I hereby raise my extreme consternation over a visit made by a one, Delish Nguwaya to a Felix Munyaradzi who is currently on remand in custody at Harare Remand Prison,” Mliswa wrote.
“My concern arises from the fact that Munyaradzi is the accused person in a matter where he is alleged to have duped Nguwaya and others of money for land.
“Nguwaya is alleged to be covertly visiting Munyaradzi for the purposes of extorting Munyaradzi to enable his release from prison.The Norton legislator said Nguwaya visited Munyaradzi on two different occasions in the company of a certain individual from SACU in the absence of the investigating officer.
“Nguwaya has made two such nefarious visits in the company of certain individuals from the Special Anti-Corruption Unit (SACU) in the President’s Office without the presence of the investigating officer. Is this standard practice?” Mliswa queried.
“It goes beyond any ethical or lawful explanation to understand how Mr Nguwaya may be granted such access given the circumstances,” added Mliswa.
“These unlawful visits have the propensity to compromise the case and promote evidence tampering. Suffice to say, the illicit, unrecorded visits to solicit bribes are in itself criminal.
“I, therefore, urgently request for an immediate investigation to be conducted into the alleged visits by Nguyawa and for justice to prevail accordingly.”
Mliswa said his belief was that the unit should report directly to Hodzi as the Prosecutor-General, not to Mnangagwa, which unfortunately, “has the propensity to promote abuse of office and foster the unsavoury practices of indiscriminate arrests and opportunity for extortion in the false name of the President.”
Contacted for comment, SACU head Tabani Mpofu said: “I don’t participate in rumour mongering and nuisance. I am sure your letter, was it not addressed to Hodzi? Find out from Hodzi.”
Hodzi was dropping calls claiming the line was not clear.
Nguwaya said he did not know anything about the purported visits, claiming there was a smear campaign against him.

By A Correspondent| ANALYSIS | What was thought is going to be a delegation of envoys sent by the South African government to mediate the ongoing crisis in Zimbabwe has turned out to be a mere group of African National Congress deployees who have been sent to the country to meet Emmmerson Mnangagwa’s ZANU PF party, the same which committed UN condemned atrocities since the removal of Robert Mugabe in 2017.
Touching down at RGM airport last night, the delegation was asked by journalists: WHY ARE YOU IN ZIMBABWE?
They answered saying “…We are here in Zimbabwe we are going to meet Zanu-PF as the ANC, and will engage and take it from there. There’re many others who want to see us…we’ll decide ourselves, but obviously we’ll meet whoever we have to meet but our meeting is for ZANU PF now.”
The development comes after President Ramaphosa had assured the nation that he is sending a delegation from his presidential office not at all from Luthuli House.
But now, on both video and paper, the message has turned clear that this is an ANC visit to meet Emmerson Mnangagwa’s ZANU PF party and a letter goes further to say as a sister party.
The development has led to analysts saying MDC Alliance President Nelson Chamisa should stay away from the ANC delegation at this stage as ‘his mouth has already been shut.’
When South Africa worked on the Zimbabwe’s crisis in 2008, the mediation was done at Presidential level, it was President Thabo Mbeki himself and later Jacob Zuma who would fly to the country in person. The result of that work was a respected and internationally recognised contract between the two political parties, it was a historic achievement. This time however, mediation has fallen to the level party to party discourse, which is set to make any achievement remain party-mouthing.
Already, the ANC has a pile of recent criminal meddlings in which they have for years fought to hide a report on the crimes of torture and killings of 107 predominantly MDC supporters. The ANC tried hard for 7 years between 2007 and 2014 to hide the Judge Kamphemphe investigation exposing the mass murders by ZANU PF in the 2002 polls resulting in the Supreme Court ruling against the refusal. Will the ANC act differently this time?

ZINASU President Charged With Breach of Peace Or Bigotry
By A Correspondent| ZINASU President Takudzwa Ngadziore who was arrested outside the Harare Magistrates Court has been charged with participating in a public gathering with intent to promote public violence, breach of peace or bigotry.
He is currently at the Harare Magistrates court for his initial remand.
Ngadziore was arrested on Thursday after leading a protest held at the Impala car rental premises in Braeside.
According to the state, they have evidence against against Ngadziore in the form of a circulating video showing him addressing a gathering. The state also said they have witnesses who saw him participating in the public gathering.
State Media Under Fire Over MDC Alliance Trio’s Mapostori Visit Report
By A Correspondent- The Zimbabwe Peace Project (ZPP) has condemned a State-owned daily publication for alleged invasion of privacy and right to worship of three MDC Alliance (MDC-A) activists, Joanna Mamombe, Netsai Marova and Cecilia Chimbiri over its report claiming that the trio visited an Apostolic Sect shrine on 1 September this year.
In a statement posted on its social media channels, ZPP on Friday said the pictures used in the story by The Herald date back to 2016.
ZPP said:
ZPP notes with great exception the sustained invasion of privacy [and] right to worship of 3 [MDC Alliance] leaders. ZPP has established the images used by [The Herald] to claim [Joana Mamombe], [Netsai Marova] and [Cecilia Chimbiri] were at an apostolic shrine recently, date back to 2016.
Such abuse of media privilege and deliberate targeting of women politicians raise great concern over the safety of all women who stand up to utilise their right to participate in opposition politics.
Zim Churches Unmoved By ANC Mediation Efforts
The Zimbabwe Council of Churches (ZCC), has rubbished the African National Congress (ANC) mediation efforts saying the South African delegation only offered solidarity to the Zanu PF party and the people of Zimbabwe need to liberate themselves from the mess in the country.
Commenting on the recent visit by ANC leadership to meet with Zanu PF over the deteriorating political situation in the country.
“People must distinguish solidarity from agency; South Africa is saying the struggle to find a lasting solution to Zimbabwe belongs to Zimbabweans. Zimbabweans must collectively find consensus on problem definition, possible solutions and mutually acceptable processes towards realising those solutions,” ZCC secretary-general Kenneth Mtata said.
He added that neighbours including South Africa could only provide much-needed regional, continental and global solidarity.
“Neighbours including South Africa can only provide much-needed regional, continental and global solidarity. Solidarity doesn’t replace agency. Remember Steve Biko’s advice to the Liberal White supporters during the struggle against apartheid.

Massive Relief As Masvingo Councillor’s 40 Days Detention Ends
MASVINGO Magistrate Patience Madondo on Thursday 10 September 2020 ended the lengthy detention of Ward 4 Councillor Godfrey Kurauone, who spent more than 40 days in detention after he was arrested and charged with obstructing free movement of traffic during a protest held in July.
Kurauone, who was represented by Martin Mureri of Zimbabwe Lawyers for Human Rights (ZLHR) was arrested on 31 July 2020 by Zimbabwe Republic Police (ZRP) members who charged him with obstructing or endangering the free movement of persons or traffic as defined in section 38(c) of the Criminal Law (Codification and Reform) Act.
Since his arrest in July, he was denied bail by the Magistrates Court and the High Court and had been detained in remand prison and only stood trial which commenced last week.
During his trial, prosecutors alleged that Kurauone blocked roads by putting stones and burnt tyres along the Gaths Mine to Chirumanzu road for a stretch of 500 metres on Friday 31 July 2020.
Kurauone had also been charged with criminal nuisance as defined in section 46 of the Criminal Law (Codification and Reform) Act for allegedly circulating a video on WhatsApp on 20 July 2020 showing him singing a song with lyrics which authorities deemed derogatory to President Emmerson Mnangagwa.
But prosecutors later withdrew the criminal nuisance charge and prosecuted him over the charge of obstruction of free movement of persons and traffic.
However, Magistrate Madondo on Thursday 10 September 2020 acquitted Kurauone after Mureri applied for discharge at the close of the prosecution case thereby ending his prison ordeal.
In Harare, Mbare Magistrate Kudzai Hove on Thursday 10 September 2020 acquitted two journalists Frank Chikowore and Samuel Takawira, who had been on trial after they were arrested on Friday 22 May 2020 by some ZRP members at Parktown Hospital in Harare while allegedly filming and interviewing some victims of abduction and torture detained at the medical facility. The journalists, who were out of custody on bail, were charged with contravening section 11(b) of Statutory Instrument 83 of 2020, Public Health (COVID-19 Prevention, Containment and Treatment) (National Lockdown) Order, 2020.
During trial, prosecutors told Magistrate Hove that Chikowore and Takawira, who were represented by Paidamoyo Saurombe and Tonderai Bhatasara of ZLHR failed or refused without sufficient cause to comply with any request made or direction given by a police officer when they allegedly sneaked into the High Dependency Unit at Parktown Hospital to interview Harare West legislator Hon. Joanna Mamombe and MDC Alliance party youth leaders Cecelia Chimbiri and Netsai Marova, who are currently hospitalised at the medical facility after they were abducted and disappeared and tortured by some yet to be identified people.
Prosecutors charged that Chikowore and Takawira were arrested by Detective Constable Collin Makore, who was reportedly providing security at the medical facility for allegedly failing to observe the social distancing protocols between themselves as well as not maintaining social distancing with the detained victims of abduction and torture.
But Magistrate Hove on Thursday 10 September 2020 acquitted the journalists at the close of the state case after agreeing with Saurombe and Bhatasara, who had applied for their discharge on the basis that the state had failed to prove its case against the journalists.

High Court Summons Attorney General
Yesterday, in Harare, High Court Judge Justice Edith Mushore summoned Attorney-General Advocate Prince Machaya to appear in court Tuesday to respond to an application filed by Tendai Biti, a member of ZLHR on behalf of Community Water Alliance (CWAT) and Chra Harare and Harare North constituency legislator Hon. Rusty Markham seeking an order compelling Zimbabwean authorities to enact laws necessary to effect and actualise devolution in Zimbabwe.
In the application, CWAT and Chra Harare argued that government breached section 324 of the Constitution by failing to diligently perform its constitutional obligations.
Is Job “Saro Wiwa” Sikhala the Most Feared Politician in Zimbabwe?
It has been 21 days since this eccentric politician’s dramatic arrest on August 21, 2020. He was part of a list of 13 activists sought after by the Zimbabwe Republic Police (ZRP) allegedly for masterminding the national shutting July 31st protest against corruption by regime apparatchiks. His colleagues Hopewell Chin’ono, Jacob Ngarivhume, and Godfrey Kurauone have since been released from illegal detention that saw them spending more than a month in Mnangagwa’s prisons.
Job “Saro Wiwa” Sikhala faces incitement to cause public violence charges linked to the July 31 anti-corruption protests which attracted an unprecedented security deployment the country has never seen and only rivaled by the Rhodesian curfews of the pre-independence Zimbabwean plateau. A champion of freedom and a fighter against corruption with an illustrious political career spanning two decades, Job “Saro Wiwa” Sikhala used demagoguery in his short videos that went viral on social media urging Zimbabweans to free themselves from the clutches of an oppressive Zanu PF rule.
On September 2nd, Magistrate Lazini Ncube denied him bail ruling that Job “Wiwa” Sikhala faces serious charges and that he was caught hiding and evading arrest contrary to the investigating officer’s testimony which described the security exercise as an act that was meant to find drugs and dangerous weapons in accordance with the warrant. Legal expert Alex Magaisa has termed Sikhala’s persecution as lawfare and in his current predicament, the marverick politician joins a long list of illustrious nationalists such as Ndabaningi Sithole, Joshua Nkomo, Dumiso Dabengwa, Lukeout Masuku, and Edgar Tekere who faced the wrath of an intolerant Zanu PF during the 1980s and 1990s while being accused of crimes ranging from possessing arms caches to plotting to overthrow the regime illegally.
During his bail hearing at the Magistrate court, Sikhala revealed that he has been arrested 64 times by the Zanu PF regime and has never fled his country of birth. Early this year he had treason charges dismissed in Masvingo after a grueling case that saw the Friends of Sikhala Trust in particular and the MDC Alliance membership in general rallying behind the universal cause for a free Zimbabwe.

Council Nurses Turns Into Money Changers As Residents Vow To Approach The CourtsS
By A Correspondent- At a CHRA community meeting held by CHRA yesterday at Zimbabwe Hall residents revealed that at Highfields Polyclinic nurses have turned into money changers as they are prioritizing patients with United States Dollars and pay for them using their ecocash and bank accounts.
“Our nurses are not receipting United States dollars we give them, instead they are taking the money and use their ecocash to pay for us and give us receipt written in bond note (ZWL)”, said an angry old woman at the meeting.”
Residents lamented that after paying the consultation fees there are not given medication but told to buy medication at private pharmacies.
Residents alleged that despite the fact that there is no medication at the clinic nurses are selling medical drugs and medication in United States Dollars outside the clinic premises.
Another women who attended the dialogue meeting identified as Mai Tawanda said:
“It is disappointing that the health personnel are selling drugs while we are told that there is no medication at the clinics, these drugs are sold by night after working hours.”
Currently 8 out of forty- two clinics are operational in Harare a situation that has seen people with chronic diseases failing to get medication while pregnant women have resorted to untrained mid-wives to give birth even though they would have paid maternal fees.
The residents who are attended the meeting resolved to petition parliament on the violation of the right to health and vowed to drag Harare City Council over the closure of other clinics.

My fellow Zimbabweans, today our great movement turns 21 years. For all these years we have travelled on a road with all its hazards.
We have been beaten and we fell down, but we managed to stand up, dust up and we continued walking hence why we have remained standing to this day.
Our destination is a New Zimbabwe with milk and honey. Our destination is a Zimbabwe where every citizen has a Better Life.
During our journey for the Democratization of our Country, we have had Trials, Tribulations as well as Triumphs.
I would like to pay tribute to our great men and women who spearheaded the formation of the Movement for Democratic Change from the Zimbabwe Congress of Trade Unions (ZCTU) in 1999.
These great men and women are, the late Gibson Sibanda who was President of ZCTU, the late Issac Matongo who was Vice President, the late Dr Morgan Tsvangirai who was Secretary-General, the late Nicholas Mudzengerere who was Deputy Secretary-General, the late Remius Makuwaza who was a General Council Member, Hon. Gift Chimanikire who was the President of the Post and Telecommunications Union and is currently the National Deputy Organising.

Paurina Mpariwa who was the Chairperson of the ZCTU Women’s Advisory Council and a General Council Member, she is currently the Deputy Secretary-General of MDC-T and yours truly Dr Thokozani Khupe who was the Secretary of the ZCTU Women’s Advisory Council and a General council member. Currently, she is the Acting President of MDCT.
These 8 Women and Men then united with other groups that include but not limited to the National Constitutional Assembly (NCA), Women’s Clubs, Students movement and the Church and met at a Working People’s Convention in February 1999, in Harare where various issues pertaining to Zimbabwe were discussed.
After unanimously noting the failure and inability of the Mugabe’s administration to govern the country in a just, transparent, honest, fair and equitable manner, the Convention noted the need and desire for the formation of a political movement.
On the 11th of September 1999, the Movement for Democratic Change was then formed which would advance and promote human rights and the setting up of a government based on the principles of freedom and good governance.
The MDC is a social-democratic party whose core values are solidarity, justice, equality, liberty, freedom, transparency, humble and obedient leadership and accountability.
One of its objectives is to pursue social liberation policies aimed at completing the unfinished business of the Liberation Struggle.
The character and culture of the party are that of being a pro-poor and people-centred, non- racial and non-sexist movement that strongly believes in gender parity and the 50-50 gender representation principle.
It is a movement that was built on a foundation of constitutionalism, democracy, non-discrimination and non-violence.
The MDC is against the use of violence as a means of attaining political power. It supports the emancipation of women and its leadership shall be accountable to the people and the leadership shall be at all material times be a Transformative leadership who will always move away from advancing their personal interests and move towards
working for the common good.
The MDC started participating in elections in 2000 when it was nine months old and it performed extremely well winning 57 seats out of 120 seats.
In 2008 the MDC-T made history and beat Zanu PF for the first time since 1980 with 100 seats against Zanu PF 99 seats and MDC Ncube 10 seats and one Independent, this lead to the formation of an Inclusive Government, with Dr Morgan Tsvangirai being the Prime Minister and yours truly Dr Thokozani Khupe being the Deputy Prime Minister.
The lives of many Zimbabweans changed during this period, hospitals that had closed, schools that had closed and shops that had closed opened.
However, a dark cloud befell us on the 14th of February 2018 when our founding President Dr Morgan Tsvangirai passed on.
Hell broke loose after his demise as our erstwhile colleagues decided to take over power through unconstitutional and violent means.
Some of the leadership were beaten and almost burnt in a hut in Buhera at the former President’s burial. After the matter was taken to court the Supreme court ruled that the MDC’s constitution be followed through, which clearly states under article 9.2.1.1 which says “in the event of the death or resignation of the President, the Deputy President assumes the role of Acting President, pending the holding of an Extra-Ordinary Congress that shall be held to elect a new President which Extra-Ordinary Congress to be held no later than a year from the death or resignation of the former President”.
This is where the party is at the moment and had it not been for Covid-19 the Extra-ordinary Congress (E.O.C) would have been conducted on the 31st July 2020.
The party has since approached the Supreme Court for a variation and the matter will be heard on the 1st of October 2020.
I would like to take this opportunity to thank MDC-T members for remaining resolute and firm under these difficult circumstances. Let me also thank Zimbabweans in a special way for observing the National Lockdown measures during these difficult times of COVID-19.
We stood united as a nation during the fight to save lives for it is the only way we could overcome and defeat the pandemic.
We stayed at home, embraced social distancing measures which are a new normal. We shall continue to fight until we arrive at our destination where every Zimbabwean has a Better Life. Forward Ever, Backwards Never.
We shall continue to fight using the spaces that we have which include Parliament and Local authorities we control. Khupe Councillor Files Police Reports After Being Denied Opportunity To Address Mourners
By A Correspondent- A Kwekwe Councillor, Future Titora, was on Tuesday blocked by from addressing mourners at a funeral wake by youths belonging to the MDC-Alliance (MDC-A) led by Nelson Chamisa.
MDC Alliance youth chairman Nhamo Zvenyika said Titora, who is Ward 2 Councillor, could not address the mourners because she had become a sellout by defecting to the judicially-created MDC-T despite her election on an MDC Alliance ticket in 2018.
Titora confirmed the development, saying she had to leave the funeral wake after the youths threatened her with unspecified action. She said:
I was attending the funeral of Innocent Mudondo and I was supposed to give a speech in my capacity as a councillor. When I rose to give my speech, Zvevamwe and two other youths grabbed me and told me to sit down as I was not councillor anymore. Zvevamwe went on to give the speech in my place.
I am still a councillor and I am supposed to carry out my duties without any hindrance. They should wait for their time to be elected so that they can do the job.
Titora said she filed a report at Mbizo Police Station.
Reports indicate that in Kwekwe, three councillors have dumped the Chamisa-led MDC-A to join the MDC-T.
Besides Clr Titora, other councillors believed to have crossed the floor are Joshua Tinago and Mercy Ranga.
Meanwhile, Kwekwe mayor Angeline Kasipo has vowed to support Chamisa even though she faces the risk of being recalled by the vengeful judicially-created MDC-T.-statemedia

State Media Rendition Of Alledged Visit By MDC Alliance Trio To Vapostori Sect
State run Herald Newspaper has come up with a claim that the MDC Alliance trio of Joanna Mamombe, Cecilia Chimbiri and Netsai Marova visited a Harare based Vapostori Sect for a “cleansing ceremony” in order to survive their up coming court trial where they are accused of faking their abduction in April.
The opposition party has since dismissed the claims by the State Media as fake.

MDC-Alliance activists who faked abduction in May this year have now turned to apostolic prophets in what appears to be a desperate bid, wrapped in superstition and mythology, to have the State’s case against them crumble, The Herald can reveal.
Joana Mamombe, Cecilia Chimbiri and Netsai Marova, whose suspicious movements on the day they claimed to have been abducted were captured in a video that has since gone viral, are now frequent visitors at the shrine of an apostolic sect leader, Madzimai Memory of Hatfield, Harare.
The prophetess is allegedly famous among criminals and fugitives as she is said to possess spiritual powers that can make a serious crime weightless on the scales of justice.
On September 1, the three activists visited the shrine located behind the Catholic University of Zimbabwe between Joshua Nkomo Road and St Martins suburb — where they sought to have the State case quashed as they expressed fear that they could be convicted on charges of faking abduction and lying to the police.
According to members of the apostolic sect, the three arrived at the shrine in an unregistered Toyota Fortuner, that was being driven by Mamombe, who is a former MDC-A legislator.
The three were spotted at the shrine, where other 50 congregates were attending church services between 11am till late at night.
At the shrine, the trio took turns to kneel before a male prophet and each pleaded for the State case to fizzle out as they said they had no evidence to back their abduction claims.
“The prophet said that the women were vigilant, especially Mamombe whom he singled out as courageous. He also told the three activists that they lusted for material things and he described them as promiscuous, attributes that he said were bringing them misfortune,” said one congregant who sat within earshot of the whole episode.
The prophet, however, assured them that their troubles would disappear if they committed to attending regular intercessions where the dark clouds of misfortune, that had often accompanied them, would be removed spiritually.

Then they were given a stone each to put in their bathing water representing the river in which the ladies were drowning, but the stone symbolised their life-jacket,” another congregant said.
Mamombe was told that after the collapse of the State case, her future would brighten up as she would accumulate a lot of fortune, which would ensure that she lives a happy life ever after.
“Chimbiri was told that her ill-fortunes emanated from her strained relationship with her parents, especially her father. She was also told that she had a burning desire to get married, but was not finding a perfect husband, a predicament that often leaves her drained,” the source said. She was advised to make peace with her parents

Nothing much was said about Marova, apart from that she too, just like her two colleagues, had to attend the church services regularly so as to ensure that she is cleansed from any bad luck.
Some of Madzimai Memory’s ardent followers were convinced that the trio had found a sanctuary from where all their troubles would peel off, while the sceptics questioned why people who were enmeshed in sinful practices were seeking divine intervention before they had repented.
Mahere Dismisses State Media Article Claiming MDC Trio Visited Vapostori Clan
MDC Alliance spokesperson Fadzayi Mahere has dismissed as false a report by The Herald claiming that three political activists – Joana Mamombe, Cecilia Chimbiri and Netsai Marova – recently visited an apostolic sect prophetess, Madzimai Memory of Hatfield, Harare, to have the State’s case against them fall.

Responding to Happi Zengeni who had commented on the story by The Herald, asking why the apostolic members allegedly violated “client confidentiality” by divulging the purpose of the MDC trio’s visit to the shrine, Mahere said:
“This is fake news. The State has launched a smear campaign against the MDCT trio. The video is fake and so is this mapostori story.”
“It’s all calculated to convict them in the eyes of the public ahead of their trial. The perpetrators of their abduction are yet to be brought to book.”
According to the report, the three arrived at the shrine in an unregistered Toyota Fortuner, that was being driven by Mamombe, the Member of Parliament for Harare West.
An unnamed congregant who was within earshot of the trio’s conversation with the prophet is quoted as having said:

Human Rights Lawyers Speak Ahead Of Job Sikhala’s High Court Bail Hearing
SIKHALA MAKES FREEDOM BID AT HIGH COURT
ZENGEZA West constituency legislator Hon. Job Sikhala has asked the High Court to end his incarceration by releasing him on bail after he was arrested and detained in August for allegedly inciting people to commit public violence through participating in anti-government protests aimed at registering concern over mismanagement by President Emmerson Mnangagwa’s government.
Hon. Sikhala petitioned the High Court on Friday 4 September 2020 appealing against the decision of Harare Magistrate Lazini Ncube, who denied him bail on Thursday 3 September 2020 on the basis that he was not a good candidate to be set free before the commencement of his trial as he allegedly went into hiding for sometime before he was arrested.
In his bail appeal filed by Jeremiah Bamu of Zimbabwe Lawyers for Human Rights, Hon. Sikhala argued that Magistrate Ncube seriously erred and misdirected himself when he denied him bail and his ruling should be set aside.
The opposition legislator has asked the High Court to release him on bail on conditions which include depositing RTGS$15 000 bail and being ordered to continue residing at his given residential address.
Hon. Sikhala’s bail appeal will be heard on Friday 11 September 2020 after the High Court ordered the record of proceedings in which Magistrate Ncube denied him bail to be availed in court so as to assess the lower court’s reasoning and make a determination on the legislator’s fresh freedom bid.
Hon. Sikhala was arrested by Zimbabwe Republic Police (ZRP) members in Harare, who charged him with incitement to commit public violence as defined in section 187(1)(a) of the Criminal Law (Codification and Reform) Act as read with section 36(1)(a) of the Criminal Law (Codification and Reform) Act.
ZRP officers also pressed an alternative charge against Hon. Sikhala of incitement to commit public violence as defined in section 187(1)(b) of the Criminal Law (Codification and Reform) Act as read with section 36(1)(b) of the Criminal Law (Codification and Reform) Act or alternatively incitement to participate in a gathering with intent to promote public violence, breaches of peace or bigotry as defined in section 187(1)(a) of the Criminal Law (Codification and Reform) Act as read with section 37(1)(a) of the Criminal Law (Codification and Reform) Act.
Prosecutors alleged that the Zengeza West constituency legislator incited people between May 2020 and 20 July 2020 to participate in public demonstrations that would cause public violence and breach of peace among people in Zimbabwe on 31 July 2020 by posting video clips with inciting messages.
Prosecutors said some of the inciting messages allegedly shared by Hon. Sikhala reads; “People of Zimbabwe l am here with my brother Jacob Ngarivhume, he is representing the citizens of Zimbabwe in the current situation in our country.
I would like to tell everybody from Zimbabwe to Limpopo, from Forbes border to Victoria Falls that on the 31st of July 2020 it is your day to speak out. We have all agreed that we cannot accept corruption in our country.
We are in total support of the actions that have been called on the 31st of July 2020. I am in arms with my brother here and we are going to make sure that on the 31st of July 2020 people of Zimbabwe will speak out”.
Hon. Sikhala is also alleged to have circulated a video clip in which he showed gratitude to some people for bringing him food and urging people both in Zimbabwe and outside the country to participate in the demonstration which was scheduled for 31 July 2020, which ZRP members suppressed and arrested several people who staged protests across the country on the day.

ZIMRA Racks In $20m From Fining Omalayisha Bringing In Foodstuffs For Zimbabweans From South Africa

The decision to search all trucks entering Zimbabwe in the last three months has netted the Zimbabwe Revenue Authority (zimra) an extra $19,6 million in customs fees and penalties from 1 256 trucks between June 1 and September 7, whose cargoes were not accurately described on their entry papers.
Almost all the offending trucks are operated by cross-border transporters commonly known as Omalayitsha.
These combine small cargoes into a single load, often the groceries and other goods being sent home to families by Zimbabweans working in South Africa.
As a result of the search policy over the last few days, trucks used by the Omalayitsha have been piling up at Beitbridge after zimra tightened screws further on smuggling.
The cross-border transporters were allowed to operate after zimra activated an imports relief facility to help Zimbabweans based in South Africa send goods home when lockdown rules in both countries halted the old practice of these goods being carried physically across the border as accompanied baggage.
zimras Head Corporate Communications, Mr Francis Chimanda said yesterday that the authority was concerned with the rampant increase in cases of under-declaration by those shipping goods under the consolidated cargo facility.
“It is correct that every consolidated truck (Omalayitsha) is searched because all their declarations are incorrect insofar as the quantities and values are concerned,” he said.
“The risk management system in use in Customs provides for customs intervention in shipments that provide the most risk. We have noted that almost all, if not all, shipments under this consolidated category have false declarations in terms of quantity and values.”
Mr Chimanda said zimra were clearing an average of 16 rigid trucks carrying mostly groceries — cooking oil, bath soaps, washing powder and flour — and at times furniture, among other assorted goods daily. Although all cargoes are supposed to be cleared in advance with the new facility of pre-clearance and pre-payment, the Omalayitsha are not playing by the rules.
It only takes one of those filling a truck to cheat for the whole shipment to be incomplete.
Mr Chimanda said before the lockdown in March, Omalayitsha contributed very little to the fiscus since the small pick-ups and huge trailers commonly used to haul the goods made searches and duty payments difficult.
The use of the travellers rebate muddied waters and gave rebates on duty.
Under the new systems, it is easy to see what is supposed to be in the truck and a quick search finds out what is actually in the truck and as there are no people crossing the border, there are no travellers rebates, so calculations are simple.
“The current scenario makes it mandatory for every Omalayitsha to make a declaration and pay duty before they cross the border,” said Mr Chimanda. “There is no false claim to rebate as these goods are unaccompanied by their real owners.”
zimra had noted that most importers were making false declarations believing that because they would have paid a small amount of duty, they will not be subjected to further compliance checks.
The revenue authority had also discovered an increase in the number of commercial consignments which are disguised as consolidated private imports.
Such goods, said Mr Chimanda, required submission of a bill of entry and this then delayed finalisation of the processes.
“Most of those who used light vehicles for shipments used the false claim of travellers’ rebate using people in and around Beitbridge,” he said. “Presently, it is no longer possible since no private persons are crossing the border due to the lockdown regulations in both countries.”
South Africa Needs To Be Clear On The Zimbabwean Crisis – Human Rights Watch

A HIGH-LEVEL delegation from South Africa has been dispatched to Zimbabwe to try to find a solution to the country’s escalating economic and political crisis.
The team, led by the head of South Africa’s governing African National Congress (ANC) party Secretary-General Ace Magashule, met officials from Zimbabwe’s ruling African National Union-Patriotic Front (Zanu PF) party.
Its priority should be calling on the government to urgently address the country’s deteriorating human rights situation.
While the Zimbabwe government insists there is no crisis, under Emmerson Mnangagwa’s presidency, the abduction and torture of critics of the government have escalated, largely without the arrest of those responsible.
In the past year, unidentified assailants, suspected to be state security agents, have abducted and tortured more than 70 government critics.
Zimbabwe’s security forces have also increasingly committed arbitrary arrests, violent assaults, abductions, torture, and other abuses against the political opposition, dissidents, and activists.
The police crackdown on anti-corruption protests in July, in which 16 protesters were injured and a further 60 were arrested, including the award-winning novelist Tsitsi Dangarembga and the opposition MDC Alliance spokesperson Fadzayi Mahere, is only the most recent example.
Rather than addressing the many genuine complaints about his government, President Mnangagwa has publicly denounced his critics, describing them as “a few rogue Zimbabweans” – despite the sizeable protests that have gripped the country.
South Africa has appropriately dispatched a team to Zimbabwe and should now press the Zimbabwe leadership to uphold its human rights obligations and end the escalating repression. The ANC delegation should not only talk to Zanu PF but meet with victims of abuses as well as representatives from churches, labour unions, human rights groups, and opposition parties.
The delegation should also urge the Zimbabwe authorities to investigate all serious human rights violations over the last two years and carry out the recommendations of investigations so far.
The authorities should appropriately prosecute those responsible for abuses, including members of security forces, in accordance with national law and international standards.
And the government should reform the security forces, end their involvement in party politics, and ensure that they act professionally and according to law.
South Africa’s message to Zimbabwe’s government should be clear: this crisis cannot be resolved by repressing the people of Zimbabwe.

A no holds barred voice note sent to President Emmerson Mnangagwa’s twin sons Shaun and Collins by Norton MP Temba Mliswa is doing big rounds on social media.
In the voice note, Mliswa claims that Collins and Shaun issued Police Commissioner General Godwin Matanga with orders to arrest him because they were “upset because I exposed your corrupt, criminal relationship with Delish Nguwaya.”

South African Public Protector Called In To Investigate ANC Use Of Airforce Jet To Fly To Zim

Lobby group AfriForum has written to Public Protector Busisiwe Mkhwebane, asking her to investigate the ANC’s use of a military jet in its trip to Harare, Zimbabwe.
In a letter to Mkhwebane, AfriForum’s Willie Spies said she should investigate whether Defence Minister Nosiviwe Mapisa-Nqakula had consulted with Finance Minister Tito Mboweni before undertaking the journey; whether this delegation was authorised and accredited by the Department of International Relations and Cooperative Governance; and what was a suitable sanction or corrective action if and when deemed necessary.
This comes after News24 reported that the ANC had been accused of abusing state resources because it used a government-sponsored jet to conduct party business.
The ANC was seen arriving in Harare on a South African Air Force jet for a planned meeting with Zanu-PF.
At the meeting, it was agreed that there was no “crisis” plaguing Zimbabwe, but that the country faced “challenges”.On Thursday, ministry spokesperson Siphiwe Dlamini said the ANC meeting had coincided with the official work of Minister Mapisa-Nqakula.”The meeting of the ANC in Zimbabwe coincided with the meeting of the Minister of Defence and Military Veterans, who was travelling to Zimbabwe to meet her counterpart in preparation for a SADC Troika meeting and the UN reconfiguration of the Force Intervention, which comprises troops from the SADC region,” he said.
AfriForum also launched its own investigation on Thursday over what it said was alleged misappropriation of Air Force assets by high-level members of the ANC.
Spies said the lobby group’s legal representatives had also written to International Relations and Cooperative Government Minister Naledi Pandor, as well as to Mapisa-Ngakula, requesting them to explain whether the Air Force plane had been used lawfully.
“First, the use thereof must be in the public’s interest. Second, the Minister of Defence must approve the use of the assets in consultation with the Minister of Finance,” AfriForum’s Monique Taute said.
AfriForum said it wanted to ascertain whether the correct channels were followed and whether the use of state assets had been authorised.
She added that the country could not allow members of the ruling “elite” to misappropriate state assets as if it was their own property. “We will take the matter further if it seems that politicians violated legislation,” Taute said.
ZESA Lobbying To Increase Tariffs

Zesa Holdings wants to raise its tariffs, saying the present tariffs were now sub-economic.
Acting managing director for Zimbabwe Electricity Transmission and Distribution Company (ZETDC) Mr Lovemore Chinaka said this before the Parliamentary Portfolio Committee on Energy and Power Development.
He said the existing rate was approximately 2.3 US cents per kilowatt hour instead of 10 US cents per kWh, which will allow the power utility to break-even. Movements in the exchange rate since the last increase had made electricity prices sub-economic and threatened Zesa viability.
“The long-term impact would be that we will be unable to fix the grid from a maintenance point if we have natural failures of transformers or lines that are down due to age. You find that our capacity to respond quickly has been eroded,” said Mr Chinaka.
Turning to vandalism, Mr Chinaka said Zesa has been denied an opportunity to electrify 75 000 households in the past five due to rampant vandalism and thefts resulting in resources being re-directed to replace stolen equipment.
In 2017, Zesa registered 736 cases of thefts and vandalism, but this rose in 2018 to 766 and last year shot up to 1 178 cases. As of July this year, 498 cases had been recorded.
Mr Chinaka said the cases were high at the beginning of the year, but dropped during the initial phases of lockdown that was introduced in March.
Updated: City Of Harare Town Clerk Arrested

Harare town clerk Hosiah Chisango was arrested yesterday in connection with the continued unravelling of alleged illegal land deals that have rocked the city, while director of works Zvenyika Chawatama was suspended without pay as allegations of potential disciplinary offences are investigated.
Chisango was arrested yesterday afternoon in Gweru where he was attending a town clerks’ forum and late yesterday was detained at Gweru Central Police station, just two days after he sent the formal letter suspending Chawatama.
Special Anti-Corruption Unit head, Mr Thabani Mpofu, confirmed the arrest.
“Yes, l can confirm that Chisango has been arrested in connection with land scams, but finer details will be availed later,” he said.
However, it is understood that Chisango is being accused, along with suspended director of housing and community services Addmore Nhekairo, who is already on remand, of being implicated in the illegal creation and allocation of stands on an open space in Kuwadzana 3 in July last year without going through the legal process of changing land use.
Bluffhope Investments, through a letter to managing director, a Mrs Dumba, was allegedly allocated 14 of these stands and asked to pay by Chisango $1,771 million to the city, plus an extra $100 000 to GlenRoy (Private) Limited as a fee to justify the unprocedural allocation plus another $100 000 by Nhekairo into a CBZ account held by someone called Kennedy Teerec.
Chisango’s arrest follows that of other top council officials and a number of councillors, including former Harare mayor Herbert Gomba.
President Mnangagwa has declared zero tolerance to corruption and indicated that both “big and small fish” will be arrested without fear or favour, and directed authorities to stop the “catch and release syndrome”.
Two months ago, 14 other Harare municipal officials, including two directors, were suspended for allegedly corrupt land deals, which have prejudiced council of millions of US dollars.
The letter sent to Chawatama on Tuesday suspending him without pay or benefits was, ironically, signed by Chisango.
The letter details the legal authority used to order the suspension.
Chawatama was suspended for 14 working days, during which period the council is hoping to have completed a probe into the allegations against him.
The suspension also seeks to ensure that he would not interfere with the probe.
After investigations, disciplinary hearings may be conducted against Chawatama if the alleged acts of misconduct are found to be true.
The allegations are generally of disciplinary offences, rather than criminal offences.
Some of the allegations are that he allegedly instructed a land surveyor to undertake a survey in respect of stands No. 11119-11648, which are described as being in Mufakose Township of Lot 2 of Subdivision B of Subdivision A of Willowvale, without verifying ownership of the land.
He is also alleged to have delayed the use of Zinara funds, sent to Harare to build and maintain roads, leading to loss of value to council.
An audit report alleges he was abusing council fuel.
There is a general allegation that he is slow in implementation of projects and objectives set for his department.
Finally, he is alleged to have been sending “unwarranted and in some instance, highly confidential WhatsApp messages on formal WhatsApp business platforms, which are meant to cause unnecessary alarm and despondency”.
He was ordered to surrender all council property in his possession, including vehicles, during the period of his suspension.
Two months ago, Harare City also came down hard on 14 staff, including human resources director and former housing director Matthew Marara, to allow investigations into corruption allegations that could have prejudiced council of US$1,1 million in a dubious land deal in Kuwadzana.
Marara and his colleagues have already appeared for remand before the Harare Magistrates courts.
A number of councillors are in court facing charges of corruption after parcelling out land, sometimes working with city workers.
All councillors in Harare were elected on the MDC-A platform.
Mthuli Says He Is Working On Reviewing Civil Servants Packs
Civil service salaries are being reviewed to cushion them against the rise in prices of goods and services since the last rise.
Finance and Economic Development Minister Professor Mthuli Ncube told Parliament yesterday that basic salaries and allowances would be reviewed together with policies of how they should be paid.
While there had been media speculation about the possible retention of the temporary Covid-19 tax-free allowances of US$75 for civil servants and US$30 for Government pensioners, the Government would make the necessary announcement once it was through with consultations.
Prof Ncube was briefing the National Assembly during debate on the Finance Bill, which seeks to give legal effect to measures that he announced during his Mid-Term Fiscal Policy Review.
“We are also reviewing the salary of civil servants. We want to review their basic salary and allowances. We are also reviewing the policy in terms of how they should be paid,” said Prof Ncube.
Earlier on, MP Dr Tapiwa Mashakada (MDC Hatfield) had said Treasury should come up with a formula of automatic adjustments for the tax-free threshold so that it would not be eroded by inflationary pressures while waiting for legal changes.
He also wanted higher taxes on mining firms to reflect Government’s declaration that the sector was the engine for economic growth.
Replying, Prof Ncube said it was not prudent to impose huge taxes on firms that were equally affected by challenges, some of which were being caused by Covid-19, and that there was no need for a supplementary budget; any gaps would be addressed during the 2021 national budget that he will present towards the end of the year.
“Thief” Soils Self After Being Bashed By Mob
A MAN from Pumula South suburb who was caught stealing will regret his bad habit after he was thrashed until he soiled himself at a house in Makokoba.
Joel Dube, a source said, furtively entered a house in Makokoba suburb where he regularly plays pool and gained entry through a window and took pool sticks.
But the owner Admski Mbewe spotted him making off with the stolen items.
He fled but Mbewe caught up with him and soon after residents joined in.
“They took turns to hit him all over the body. He bled profusely from the mouth,” said a source close to investigations.
While the he was lying on the ground, the source said, they noticed that he had already soiled himself and the marauding crowd was stopped from battering him.
A report was made at Mzilikazi Police Station leading to his arrest.
Joel was rushed to Mpilo Central Hospital where he was treated and discharged.
He appeared before Bulawayo magistrate Shepherd Munjanja facing a charge of unlawful entry and theft. He pleaded guilty and was remanded out of custody to Monday next week for sentencing.

Polokwane City Offload Chigova
GEORGE Chigova has reportedly been told to look for a new club by relegated Polokwane City chiefs following the expiry of his contract.
According to South African publication FARPost, the Zimbabwean goalkeeper is among the players who have been told to consider their future elsewhere.
Club chairman Johnny Mogaladi is said to have addressed the players on Tuesday and advised all the players whose contracts came to an end upon the completion of the Absa Premiership to move on.
“Yes there was a meeting yesterday and everyone whose contract was coming to an end has been told they can go look for a job elsewhere,” a source told the publication.
Some of the players include long serving midfielder Jabulani Maluleke, Lehlohonolo Phali, Thabiso Semenya, Simphiwe Hlongwane, Bongile Booi and Edgar Manaka.
The other players who still have contracts with the team are expected to meet with the Chairman on Tuesday, 15 September to either negotiate for new GladAfrica contracts or otherwise.

Daring Thieves Target Funerals…
MOURNERS visiting cemeteries for burials have to be extra vigilant to avoid double grief as thieves are now targeting funeral-goers by stealing from their parked cars while attending their loved ones’ final farewell.
The warning comes after two men from North End were on Monday afternoon brutally assaulted by a mob of angry mourners after they caught them red-handed stealing from their cars while they were attending a relative’s burial service at Athlone Extension Cemetery.
The unidentified thieves who were apprehended before they could make good their escape had stolen purses, cellphones and groceries from the mourners’ parked cars.
Investigations by B-Metro after the incident revealed that there was a drastic increase in burglaries at city cemeteries where thieves were wreaking havoc stealing items from parked cars.
Bulawayo City Council (BCC) recently raised concern at the increasing crime at cemeteries during burials, with thieves said to be targeting parked vehicles.
Speaking during a council meeting, Ward 7 councillor Shadreck Sibanda said he had noted an increase in theft during burials.
“I have noted that there has been an increase in theft from cars, especially at cemeteries. I want to know if the chair has heard those issues and what can be done to stop such cases,” said Clr Sibanda.
Ward 9 councillor Donaldson Mabutho supported him while arguing that there was a need by the local authority to deploy council security officers to guard mourners’ cars at cemeteries.
A North End resident Elton Mashamba expressed dismay that such things could happen before describing thieves who steal from grieving families as the “lowest of the low people”.
“These thieves are really heartless as they have no respect for the dead and their relatives.
After being caught these lowest of the low people should be severely punished. Just imagine they are stealing from people who are already under sad emotional circumstances.
“I think security should also be tight at these cemeteries whereby municipal security officers will be watching for suspicious people,” suggested Mashamba.-B-Metro

A BULAWAYO teacher has taken her late husband and her four step-children to court challenging her exclusion from a will purportedly left by the deceased.
Ms Violer Van Eyssen, who is the surviving spouse of the late Kenneth Gilbert Eyssen, is challenging the validity of the will, which stipulates that she can only inherit cutlery from the matrimonial property.
She had been living with Kenneth for 29 years and they had been married since January 2007 in terms of Section 5:11 of the Marriages Act. The husband died last year in April.
Ms Eyssen is unhappy that her stepchildren inherited the house in Trenance including her matrimonial bed and blankets which she shared with her late husband.
Through her lawyer Mr Bruce Masamvu of Mutatu, Masamvu and Da Silva-Gustavo Law Chambers, Ms Eyssen filed an application in terms of the Administration of Estates Act at the Bulawayo High Court, citing the late Kenneth Gilbert Eyssen’s estate, her stepchildren Lorrain Gerlach (nee Eyssen), Sharon, Rodney, Belinda, and the Deputy Master of the High Court as respondents.
In her founding affidavit, Ms Eyssen said the last will and testament of the late Kenneth Gilbert Eyssen contained clauses which disinherited her of their matrimonial home and assets including the bed and blankets, which she shared with her late husband.
“This is an application for an order declaring the last will attested to by the late Kenneth Gilbert Eyssen invalid and that his estate be registered and finalised intestate.
The last will and testament of the late Kenneth Gilbert Eyssen contained clauses which disinherited me of the matrimonial home and assets including the matrimonial bed and all the blankets my husband and I shared,” she said.
“The validity of the last will and testament, therefore, comes into question when the assets of the late Kenneth Gilbert Eyssen, which rightfully according to the laws of Zimbabwe are to be awarded to me, being the deceased’s surviving spouse, are given to someone else.”
Ms Eyssen wants an order declaring the will left by her husband null and void, arguing that it contradicts natural justice principles.
She said the Deputy Master of the High Court has no authority to determine the validity of the will.
Ms Eyssen said if the estate is to be allowed to proceed as per the last will, it would effectively render her a destitute.
“I would lose my matrimonial home which I have stayed in since 1991.
I will also suffer irreparable prejudice as I was the only one working as a teacher in the family and taking care of the deceased and our matrimonial home for years until my husband died,” she said.
Ms Eyssen wants the will accepted by the Deputy Master of the High Court on July 27 set aside.
“Wherefore, I believe I have laid down a good case warranting the nullification of the will.
I therefore pray for an order declaring the will null and void,” she said.-Chronicle

Khupe Councillor Humiliated At Funeral
KWEKWE’S Ward 2 Councillor Future Titora was on Tuesday manhandled by rowdy youths belonging to the MDC-Alliance for allegedly dumping the party to join the Dr Thokozani Khupe led MDC-T.
Clr Titora, who was supposed to give her remarks at the funeral wake of one of the residents in her ward, was barred from doing so by MDC-T youth chairman Mr Nhamo Zvenyika who claimed that she was no longer a councillor.
Mr Zvenyika together with two other youths dragged the councillor off the podium when she was about to deliver her speech at Mbizo 10 Cemetery and pushed her out of the cemetery saying she was no longer fit to represent them as she had been “recalled”.
Contacted for comment, Clr Titora confirmed the incident.
“I was attending the funeral of Innocent Mudondo and I was supposed to give a speech in my capacity as councillor. When I rose to give my speech, Zvevamwe and two other youths grabbed me and told me to sit down as I was not councillor anymore. Zvevamwe went on to give the speech in my place,” she said.
Clr Titora said she was told to leave the funeral wake or face more unspecified consequences.
She then filed a report at Mbizo Police Station.
“I am still a councillor and I am supposed to carry out my duties without any hindrance. They should wait for their time to be elected so that they can do the job,” she said.
Meanwhile, Clr Titora pledged her alliance to Dr Khuphe.
“I filed my papers under MDC-T and won under the same ticket. I will not be changed by anyone. I am in the right direction and I cannot be forced to be part of a mediocre party like MDC-A which was formed in a move to conquer Zanu-PF during the elections. Even if they beat me up, nothing will change,” she said.
This comes as the opposition party is marred by massive cracks with power struggles tacking centre stage.
The situation was worsened by a Supreme Court ruling that endorsed Khupe as the legitimate leader of the party leaving Nelson Chamisa with egg in the face.
Scores of legislators have since been recalled from Parliament following the ruling and the same fate seem to be coming down to councillors.
In Kwekwe, three councillors are said to have dumped the Chamisa-led MDC-A to join the Khupe led MDC-T.
Besides Clr Titora, other councillors believed to have crossed the floor are Joshua Tinago and Mercy Ranga. – Herald
ZESA Seeks To Increase Rates
Zesa Holdings wants to raise its tariffs, saying the present tariffs were now sub-economic.
Acting managing director for Zimbabwe Electricity Transmission and Distribution Company (ZETDC) Mr Lovemore Chinaka said this before the Parliamentary Portfolio Committee on Energy and Power Development.
He said the existing rate was approximately 2.3 US cents per kilowatt hour instead of 10 US cents per kWh, which will allow the power utility to break-even. Movements in the exchange rate since the last increase had made electricity prices sub-economic and threatened Zesa viability.
“The long-term impact would be that we will be unable to fix the grid from a maintenance point if we have natural failures of transformers or lines that are down due to age. You find that our capacity to respond quickly has been eroded,” said Mr Chinaka.
Turning to vandalism, Mr Chinaka said Zesa has been denied an opportunity to electrify 75 000 households in the past five due to rampant vandalism and thefts resulting in resources being re-directed to replace stolen equipment.
In 2017, Zesa registered 736 cases of thefts and vandalism, but this rose in 2018 to 766 and last year shot up to 1 178 cases. As of July this year, 498 cases had been recorded.
Mr Chinaka said the cases were high at the beginning of the year, but dropped during the initial phases of lockdown that was introduced in March.- Herald

Police To Impound Unregistered Vehicles
Police will impound vehicles without registration plates.
National police spokesperson, Assistant Commissioner Paul Nyathi, yesterday said:
“Any vehicle seen on the road without displaying number plates will be impounded by police on roadblocks and check points.
“In this regard, all vehicle owners who are displaying temporary number plates for 2019 and backwards are implored to visit the Central Vehicle Registry (CVR) offices and acquire permanent number plates with immediate effect.”
Asst Comm Nyathi said CVR had enough permanent plates and they cost US$80.-The Herald
Bulawayo Water Problems Continue
CHAOTIC scenes were witnessed at Bulawayo City Council (BCC)’s Magwegwe reservoir as scores of thirsty residents stampeded to fetch treated water which gushed out of the 140-megalitre overnight storage tank for about four hours.
Although residents claimed that there was excess water being pumped into the reservoir resulting in excessive pressure on the pipes, BCC attributed the leakage to vandalism by local communities desperately in need of water.
As Bulawayo’s water woes continue to mount, with most suburbs going for weeks without running tap water, some residents are now resorting to unhygienic water sources in swampy areas, oblivious to the dangers of contracting water-borne diseases. High lying areas have gone for months without water.
This comes at a time the country is battling Covid-19, which has claimed hundreds of thousands of lives and infected millions across the globe.
The city is on a 144-hour shedding schedule but the gruelling timetable has been suspended for almost all Western suburbs supplied by Magwegwe and Criterion reservoirs due to water supply challenges.
News broke out at around 9AM that water was gushing from the reservoir.-Chronicle

UN Deploys Soldiers To Guard DRC Nobel Prize Winner Following Death Threats

THE UN has redeployed soldiers to protect a Nobel prize-winning doctor in the Democratic Republic of the Congo after being warned that he was at risk of assassination.
The Guardian reported on Monday that Denis Mukwege, who shared a Nobel prize in 2018 for his work with victims of sexual violence, had been left without protection despite receiving death threats in recent weeks.
The threats are thought to have been prompted by Mukwege’s continued campaign for the perpetrators of possible war crimes in eastern DRC to face justice.
His comments appear to have angered influential figures in Rwanda, whose troops and proxies have been accused of involvement in some of the worst of the violence described in a 2010 UN report that Mukwege, 65, has repeatedly highlighted.
The UN investigation covered the two major wars in DRC from 1996 to 2003, which killed millions and left a legacy of conflict.
Mukwege had been guarded by UN peacekeepers almost continually since unidentified gunmen shot dead a member of his domestic staff in 2012. But the UN withdrew protection of the doctor and his hospital in May after a Covid-19 outbreak among the troops guarding the compound in the town where he lives and works.
The decision to redeploy the peacekeepers was made on Wednesday. “They will be there as long as necessary,” said Mathias Gillmann, a spokesman for the UN mission in DRC.
The UN is now working on finding a new security arrangement with national police, as the peacekeeping force in DRC is to be reduced. This will concern supporters of Mukwege as the police are known to be unreliable, poorly trained and often corrupt.
Last week hundreds rallied in the capital, Kinshasa, to ask the DRC government to protect Mukwege, while others demonstrated in the doctor’s home town of Bukavu.
Mukwege thanked the UN peacekeepers for returning to his hospital “to assure the security of the patients and personnel”.
The analysis that Mukwege has highlighted, the UN’s 2010 Mapping Report, documented 617 serious violent incidents during the wars between 1993 and 2003, saying they could amount to war crimes, crimes against humanity and genocide if investigated and tried in a competent court.
The conflicts involved regular troops from Rwanda, Uganda, Burundi and other countries, as well as dozens of armed groups.
Mukwege has advocated for many years for the implementation of the report’s recommendations, including in his Nobel speech in Oslo and at the UN general assembly.
In his Nobel speech in 2018, Mukwege said it was necessary to reveal the “names of the perpetrators of the crimes against humanity to prevent them from continuing to plague the region”.
In late July he tweeted about a new massacre in eastern Congo, saying that as long as the UN mapping report was “ignored”, such killings would continue.
Rwanda’s president, Paul Kagame, in a nationally televised interview on Sunday, described the UN report as “nonsense”.
Rwanda’s state-run newspaper, the New Times, published an unsigned commentary on Sunday criticising Mukwege and dismissing suggestions that Rwandan officials were behind the death threats as “unfounded allegations”.

ANC Envoy Steeped In Bona Fide Pan Africanist Spirit Found No Crisis In Zimbabwe Dumbfounded
By Nomusa Garikai- I did not expect much to come out of the Zanu PF and ANC high powered meeting still I never imagined the meeting would be such a total waste of time. Zanu PF leaders are over the moon, the meeting was a great success!
“The Zimbabwe African Nationalist Union Patriotic Front is indebted to the steeped bona fide pan-Africanist spirit which facilitated the convening of the inter-party dialogue with our sister revolutionary party the African National Congress (ANC),” wrote Dr Obert Mpofu, Zanu-PF secretary for Administration, who also chaired the meeting.
“This opportune turn to dialogue is a response to the generously misrepresented Zimbabwean crisis following the Zimbabwean Lives Matter social media trend which has become the cyber rallying point to project our country in terms of a deep-seated socio-economic and political crisis. This heightens the urgency to expose the concealed architecture of the dedicated attacks on ZANU-PF through a misnamed national crisis.”
Of course, Zimbabwe is facing a serious existential crisis with its economy in total meltdown and 34% of our people now living in abject poverty. The health and economic challenges brought on by the corona virus pandemic have only turned the tragic situation in the country into a catastrophe of Biblical proportion.
The root cause of Zimbabwe’s crisis is the country’s failure to hold free, fair and credible elections. To end the crisis, Zimbabwe must end the curse of rigged elections.
What the ANC envoys should have done therefore was to look the Zanu PF leaders straight in the eyes and told them Zanu PF rigged the July 2018 elections, the regime is illegitimate and, for the sake of saving the nation from more suffering and deaths, the party must step down.
Of course, this was yet another wasted opportunity to deal decisively with Zimbabwe’s curse of rigged elections.
President Ramaphosa and his ANC leaders are being foolishly in cheering Zanu PF along as the party drags the Zimbabwe deeper and deeper into this hell-on-earth. Zimbabwe’s descend into hell has cause heart breaking suffering and deaths to the people of Zimbabwe but some of that suffering has split over into the rest of Southern Africa region.
There is no doubt there has been a lot of celebration in Zanu PF circles at the ease with which Zanu PF bamboozled the ANC envoys into believe there is no crisis in Zimbabwe, only “challenges”, whatever that is supposed to mean.
Common sense would dictate a responsible neighbour would stand on the side of justice and tick off the drunkard for abusing his wife and children. The last thing the neighbour should do is pontificate about folly of sparing the rod and spoiling the child! “Bona fide pan-Africanist spirit!” Dr Mpofu calls it, smiling from ear to ear
