Morgen Komichi Says July 31 Protest Against Corruption Is Irrational

The MDC-T led by Thokozani Khupe and the Zimbabwe People Party (ZPP) have distanced themselves from the July 31 planned protests.

MDC national chairperson Morgen Komichi questioned the rationale of the protests at a time when the country is grappling with a global pandemic and its devastating impact on lives and livelihoods.

“I don’t know the rationale of this, but this does not smell good. Why put people’s lives at risk for money, why the protests now? As the MDC we will not be part to the charade,” said Mr Komichi.

In a letter to its members, the ZPP said it will not be part to the planned demonstrations because Mr Ngarivhume did not inform other opposition parties of the safety measures that will be taken to protect the marchers and that he has not sought clearance from the police as is required under the country’s laws.

“The ZPP guidelines values the safety of members and Zimbabweans at large and in the absence of Covid-19 safety precautions and guidelines from Mr Ngarivhume, it is hence very difficult for ZPP members to take part because their safety is not guaranteed.

“Mr Ngarivhume has also not shown us police approval for the demonstration and issues of police escort for the demonstration,” read the statement in part.

Pointing to incidents of violence synonymous with past opposition protests, ZPP said it will not partake in protests that did not fall within the ambit of the law.

In its statement, the ZPP said on its life part demonstrations are only a measure of last resort and therefore it will not be stampeded into backing subversive plots of some power hungry parties

“The ZPP policies and guidelines put demonstrations as a last resort measure which is undertaken after all efforts have been exhausted. We have not seen any efforts to correct the current situation in Zimbabwe from Mr Ngarivhume, and as a result ZPP members cannot take part in the demonstrations. We believe in exhausting peaceful means first before engaging in violent methods. All demonstrations in Zimbabwe ended in ugly violent scenes due to poor planning by the organisers,” read the statement.

Mechanisation and irrigation projects initiated by Government are not for free and beneficiaries will be expected to pay back loans, with all loans being issued through banks using banking criteria of creditworthiness, Lands, Agriculture, Water and Rural Resettlement Minister Perrance Shiri said yesterday.

Minister Shiri said only farmers with a proven track record and capacity to pay back loans will benefit from the Government-initiated mechanisation and irrigation programmes now being spearheaded through banks.

Government was able to help get the best pricing and supply, but financing was through individual deals between banks and farmers.

Under the Second Republic, mechanisation and irrigation programmes include the John Deere facility and the Belarus irrigation facility and these are all based on cost recovery.

The John Deere Mechanisation facility, which is aimed at achieving the Agricultural Recovery Plan, is meant to ensure Zimbabwe achieves self-sufficiency in the production of cereals.

The facility included tractors, combine harvesters, planters, disc harrows, boom sprayers and trailers, among other implements.

Under the Agriculture Recovery Plan, it is expected that 5 000 capable farmers with a proven track record on cereal production will be contracted.

The farmers will be supported through access to irrigation infrastructure development, mechanisation and input support as well as enhanced extension services.

Minister Shiri said the selection of beneficiaries is now based on creditworthiness of farmers as assessed by banks and no one will interfere. Banks will use their know-your-customer systems.

“We have roped in banks and everything is now in the hands of banks. We are working with CBZ, Stanbic Bank and Agribank. Agribank will also be establishing a special equipment leasing vehicle for the purposes of mechanisation service provision for combine harvesters,” he said.

Minister Shiri said Government had deliberately come up with policy to ensure accountability and transparency. The payment modalities and terms will be up to the banks.

Government could chip in to support productive sectors such as the agriculture sector, but programmes such as the Command Agriculture and the Presidential Inputs scheme should complement the initiatives of an individual farmer.

“There is no free lunch under the Second Republic. Government is taking advantage of its reach and negotiating capacity to get equipment for farmers at reasonable prices and farmers are expected to pay.

“There is no free lunch. The projects are on a cost recovery basis,” he said.

Government is ready to help capacitate farmers so the country are able to produce enough food to meet the national requirements with a surplus for export.

The agriculture sector employs 70 percent of the country’s population, produces raw materials for the manufacturing industry and contributes immensely towards the Gross Domestic Product and foreign currency earnings.

Said Minister Shiri: “The responsibility of equipment of farmers lies with the farmers.

“For instance, tobacco growers are getting 50 percent of their earnings in foreign currency. This is not for luxury, but resources that should be channelled towards building greater capacity.”

Government has entered into a number of contracts with suppliers of equipment. For irrigation, Pedstock has been engaged on a number of centre pivots.

102 New Covid-19 Cases Recorded As Death Toll Also Goes Up

This comes as local transmissions are spiking, with the total number now at 872 since Zimbabwe confirmed the first case on March 20.

In total, Zimbabwe has confirmed 1 713 Covid-19 cases, from which 841 were confirmed among returnees, mainly from South Africa.

The Ministry of Health and Child Care yesterday said 102 cases tested positive for Covid-19 yesterday.

Forty-two of the local cases are contacts of known confirmed cases and investigations are underway to establish the source of infection for 39 others.

Covid-19 deaths have also risen to 26, following a community death recorded yesterday from Matabeleland North Province that was confirmed by post-mortem.

Bon Marché bMt Pleasant Closed After Security Guard Tests Positive For Coronavirus

OK Zimbabwe on Monday announced that it had closed its Bon Marché branch in Mt Pleasant to allow decontamination after one of its security guards tested positive over the weekend.

OK Zimbabwe chief executive Mr Alex Siyavora said although the security guard had not been to the store since July 16, all team members in and service providers of the store were in the process of being screened and tested for Covid-19.

“We have taken these steps to ensure that the health and safety of our employees, service providers and customers is safeguarded.

“We take this opportunity to assure all our stakeholders that the situation is under control,” said Mr Siyavora.

The store will be reopened after full decontamination has taken place.

Zvishavane Hospital Shut Down After 25 Nurses Test Positive For Coronavirus

Zvishavane District Hospital has suspended admissions and other health care services after 25 workers, most of them nurses and three officials from the district Registrar’s Office attached to the institution, tested positive to Covid-19.

Midlands Provincial Affairs Minister, Larry Mavima, who is also the provincial Covid-19 taskforce chairperson, said 29 samples were taken at Zvishavane District Hospital last week after some health care workers had tested positive.

“On the 13th of July 2020, Zvishavane District Hospital received eight PCR positive results of which two were of health care workers.

“These results prompted the testing of other health care workers and other probable contacts within the hospital on the same day.

“The hospital received the results today 20 July 2020 and 25 out of 28 health care workers tested positive. There are three staffers from the district registrar’s office who also tested positive,” said Minister Mavima in a statement yesterday.

He said the hospital was now under quarantine with investigations underway to establish the source of the infections.

Minister Mavima said health authorities in the province were now tracking down contacts of the 28 positive cases, including visiting their homes in and around Zvishavane.

“Investigations are underway to establish the source and the pattern of transmission of the infections. Measures being taken include contact tracing and testing of other members within the institution,” he said.

Meanwhile, Minister Mavima said three healthcare workers at Claybank Private Hospital in Gweru have tested positive.

About 29 people, mostly health workers were in quarantine at the private institution after a diseased patient who was admitted at Claybank, tested positive to Covid-19.

“The tests at Claybank Hospital were received today (yesterday) and only three out of 29 have tested positive,” he said.

Govt Orders Civil Servants To Immediately Stop Reporting For Duty

As the number of confirmed Covid-19 cases in Zimbabwe passed 1 700 yesterday, with more than half the patients infected within the country, the Government has decided that only civil servants providing essential services should now report for work while Chinhoyi University of Technology should close after a lecturer tested positive.

After a meeting of the national Covid-19 taskforce, Information, Publicity and Broadcasting Service Minister Senator Monica Mutsvangwa said the two decisions were a reaction to the rising number of local infections and deaths.

Latest figures from the Ministry of Health and Child Care show that 133 new infections were confirmed on Sunday, 116 of them local, and 102 new infections yesterday, 81 of them local infections within Zimbabwe including one death in Matabeleland North found after a routine post mortem test.

This brings the total number of confirmed cases to 1 713 with 26 deaths. But the growing trend is of more community infections rather than imported infections found in quarantine centres, the total number now confirmed to have been infected within Zimbabwe is 872, with those returning residents being found positive while in quarantine numbering 841. For the first time local infections outnumber those among returnees.

Bulawayo is still the worst hit province and city, with 490 of the local infections and 12 of the deaths, with Harare on 212 local infections and eight deaths.

So far 472 people are confirmed as recovered.

Speaking on the taskforce decisions, Minister Mutsvangwa said: “The taskforce directed that only those civil servants who were approved by the Public Service Commission to provide essential service should report for work, with the rest remaining in lockdown. The taskforce also received a presentation on the distribution of local positive cases across the country, which cannot be linked to an identifiable source. While these positive cases are dotted throughout the country, they are mostly concentrated in Bulawayo and Harare.”

The closure of Chinhoyi University of Technology followed standard policy.

“Following the recorded infection at the Chinhoyi University of Technology and in line with the guidelines for the re-opening of universities and colleges, the taskforce resolved that the said institution undertake all necessary and sensible steps to close,” said Minister Mutsvangwa.

Several private companies, finding an infection or cluster of infection in a business unit have followed the same policy, closing the unit temporarily while full disinfection and testing is done before there is any decision to reopen the unit.

Information, Publicity and Broadcasting Services Permanent Secretary Nick Mangwana says that the country’s security arms will treat every citizen equally in investigating any criminal cases as no person, regardless of profession, is above the law.

The buyoant Mangwana said this in reference to Transform Zimbabwe leader Jacob Ngarivhume and political activist Hopewell Chin’ono who were arrested on Monday on allegations of inciting public violence.

“There is no profession which is above the law. Journalists are not above the law. Lawyers are not above the law. Doctors and nurses are not above the law. Politicians & bankers are not above the law. Anyone suspected to have committed a crime should be subjected to due process”.

He said that no one will be arrested for doing his or her job, but if anyone breaks the law, regardless of political station, he/she will be treated fairly before the law.

“Embassies have to respect the laws of the hosting country. Zimbabwe’s judicial system does not have a jury system and it certainly has not appointed any embassy as a juror to assess cases under our processes to come up with premature verdicts.

“Nobody is above the law including those who work closely with foreign countries as resource persons or agents. We should allow the law to take its cause,” said Mr Mangwana.

Ngarivhume and Chin’ono are among a group of activists who are planning the July 31 demonstrations against corruption.

AT GUNPOINT BY POLICE DETAILS

Transform Zimbabwe party is greatly incensed by the abduction of President Jacob Ngarivhume
from Waterfalls this morning. Five individuals in full riot combat attire forcefully dragged
Ngarivhume into a white Toyota Quantum which did not have any police insignia while two
individuals where pointing guns at him threatening to shoot should he resist being chained.

Ngarivhume was walking in his neighbourhood with an aid at the time of the abduction which
was around 1110hrs. The abduction occurred in full view of terrified neighbours.

The individuals
who abducted Ngarivhume had no warrant of arrest, did not inform him at the time of the
abduction why they were abducting him and used excessive force including pointing guns at
him. Ngarivhume was allowed to communicate his whereabouts after an hour, to which it was
then discovered that he was detained at the central police station.

The police detained
Ngarivhume for more than five hours without any charge. His lawyers were only allowed access
a few hours into the detention.

Police ultimately charged Ngarivhume with inciting public
violence emanating from a presser which was held on 16 July 2020 at the media Centre where
Ngarivhume echoed a clarion call for the masses to demonstrate against corruption and grand
looting on the 31st
of July.

July demonstration against
corruption and looting while also calling for United States dollar salaries for all civil servants.

The desperate Mnangagwa government has resorted to arresting law abiding citizens while
established criminals perched in high offices are left walking scot-free. The struggle for a free
and progressive Zimbabwe will not be stopped by any fear mongering tactics of the regime.

Transform Zimbabwe believes that the arrest of Jacob Ngarivhume has become fuel for the 31st
July demonstration.

Transform Zimbabwe would also like to express utmost disgust at the abduction of journalist
Hopewell Chin’ono from his house today.

The attack on Hopewell, a journalist, shows the

66 COVID Cases In Byo Prisons | WHAT HAPPENED?

State Media – FORTY-THREE inmates and 23 prison officers at Bulawayo Prison have tested positive for Covid-19 amid reports that cases are on the increase in the city.

Bulawayo has recorded 36 new Covid-19 cases bringing the total number of cases in the province to 483.

All the 36 new cases in Bulawayo, which has now become the epicentre of the pandemic, were from local transmissions.

According to the Ministry of Health and Child Care, 133 new Covid-19 cases were recorded countrywide on Sunday bringing the total number of cases in the country to 1 611. The national Covid-19 death toll remains at 25.

Last week four inmates and one prison officer at Bulawayo Prison tested positive which led authorities to sanitise the premises and visitors for inmates were banned with immediate effect countrywide.

The Zimbabwe Prisons and Correctional Services (ZPCS) cannot accommodate all its officers in the prison camps, hence a number of them stay outside camps, making it difficult to completely seal the prisons off.

More and more suspects are remanded in custody daily by the courts countrywide, putting existing inmates at risk of contracting the virus.

But the option of remanding all those on bail out of custody may not be viable, since some of those accused of serious offences may skip bail.

ZPCS spokesperson Superintendent Meya Khanyezi confirmed the development yesterday and appealed for donations to help inmates sanitise and wash their clothes.

She said the prison was in dire need of soap and sanitisers so that the situation is contained.

“We have 23 prison officers and 43 inmates who have tested positive to Covid-19. Like the national statistics, cases keep rising and we are doing our level best to contain the situation in all our prisons,” said Supt Khanyezi.

“We have isolated the confirmed cases within the prison and we are doing our best to identify their contacts, who will be quarantined as well. We desperately need masks or alternatively material to make those masks because our inmates can make them, we decrease chances of infection.”

Supt Khanyezi said inmates who had tested positive at Plumtree and Beitbridge Prisons had recovered.

“The challenge we have is that inmates and our officers have a lot of interaction with members of the public in court or even in police holding cells before they are brought to us. This tends to make them more vulnerable and we are doing our best to ensure that we contain the situation.”

ZPCS recently launched its Covid-19 operational plan, which is aligned to the national health guidelines.

The plan offers overall guidance on how to manage confirmed and suspected cases of Covid-19 at the country’s prisons.

Public institutions have been hit hard by the global pandemic which left scores of nurses in Bulawayo infected and many quarantined.

A total of 15 nurses at Mpilo Central Hospital contracted the virus while on duty recently after attending to infected patients.

Mpilo authorities made efforts to contain the situation and more than 197 health care workers were quarantined.

About 18 health workers in the same ward at the United Bulawayo Hospitals (UBH) tested positive for Covid-19 recently after a patient tested positive.

The development resulted in more than 80 nurses and student nurses who were in contact with the patient going on quarantine. –Chronicle

MDC Alliance Youth Assembly Deputy National Local Governance Secretary, Clr Arnold Batirai Dube is fearing for his life after state agents attempted to abduct him last night.

Four men in a white Nissan cab tried to bundle Clr Dube into the car at his gate but fortunately the Bulawayo MDC Alliance Youth leader managed to escape.

Clr Batirai is currently seeking refuge at a friend’s place.

This is not the first time Emmerson Mnangagwa’s illegitimate regime has used uncouth means in face of public outburst.

Just as they have done ahead of January 2019 demonstrations, the panic stricken regime is at it again ahead of 31 July impending protests.

Pandemonium As Private Schools Demand 3rd Term Fees

Private schools are facing opposition from parents for demanding Third Term fees despite Government shelving the reopening of schools.

Schools such as Petra College and Girls College have demanded that parents pay fees for the remainder of the year.

Some have removed pupils from online learning platforms demanding fees for second term against Government’s policy position that pupils must not be penalised, but action must be taken against parents.

Schools closed in March as Government imposed measures to mitigate the spread of the virus and last Tuesday Cabinet deferred the reopening of schools from July 28 to a later date due to increasing Covid-19 cases.

To ensure learners do not regress educationally, some schools have adopted online learning while Government delivers lessons on radio.

Parents who spoke to Chronicle yesterday said their businesses had been negatively affected by Covid-19 and expected schools to demand fees that reflect that only online learning was in progress and the country was in a health crisis. They also said some of the relatives outside the country who used to help them were also affected, but schools were rejecting payment plans.

Petra College chairman Mr Mpiyesizwe Ndebele in a letter dated July 17, announced the school’s fees structure which stands at US$1 400 for secondary school, junior school US$900 and Early Childhood Development (ECD) classes pay US$800.

Girls College is demanding payment of $49 000 for second term and is yet to communicate the third term fees.

In an interview yesterday, Mr Ndebele said they will review the amount after Government said schools will no longer be reopening.

“We came up with that structure at the time when the Ministry of Primary and Secondary Education had tabled the phased reopening. We have not reviewed as yet and we are still to review it in light of what the ministry has announced,” said Mr Ndebele.

Mr Ndebele, however, declined to comment on the second term fees they were demanding not being approved by Government.

However, parents said the school was not telling the truth.

“We are shocked that this is what they are telling the media. The Cabinet’s resolution was made on Tuesday but we received the letters on Friday. They need to be open with their communication. It doesn’t make sense that we make payments when we are not sure when schools are opening. Online learning is good to assist children in many ways but still this doesn’t justify the fees being demanded,” said a parent who preferred speaking anonymously.

At Girls College, the institution is said to have early this month removed pupils who have not paid fees for the second term from Google Classroom in violation of the education policy.

The policy states that it is unconstitutional for schools to victimise learners for nonpayment of fees as it is a parent that signs contractual obligations.

Girls College administrator, Mr Mbongeni Mkhwananzi declined to comment saying he is not responsible for talking to the press.

“We were expecting the people in charge of running the school on July 28. I am not responsible for speaking to the press. Please do not quote me,” said Mr Mkhwananzi.

However, a parent at the school said when they approach Girls College for payment plans, the school refuses and refers them to a financial institution that has a partnership with the college that provides a loan to pay the full amount and parents are required to pay back with interest.

Bulawayo Provincial Education Director Mrs Olicah Kaira said school fees increases have not been approved.

She said approvals for fee increments are granted by the permanent secretary in the Ministry Mrs Tumisang Thabela.

Reached for comment, Mrs Thabela directed questions to the Ministry director of communications Mr Taungana Ndoro, who demanded that questions be sent in writing.

Primary and Secondary Education Minister Ambassador Cain Mathema, said the policy position remains that no school should be demanding fees payment outside set regulations.

“Any school fees for registered schools are approved by the permanent secretary so they must follow procedure. Because policy wise even Government schools have costs whether schools are closed or not. That is why under normal circumstances levies are paid in such a way that they cover the running of the schools.

“Because schools have to pay utility bills and so forth. So, the policy has been no payment of fees or levies whether public or private schools if not approved,” said Mr Mathema.

He said it was time for education stakeholders to debate about how they want schools to operate during this Covid-19 but challenged parents to be heavily involved in their children’s learning. -Chronicle

Farai Dziva|MDC Alliance member, Tawanda Nyatsoka (Mbire Constituency) is fearing for his life after being detained by government agents.

Nyatsoka was slapped and forced to roll on the ground for “coordinating” July 31 protests against corruption and Zanu PF misrule.

He was also forced to disclose those behind the protests…

“State security agents detained me for three days.They accused me of working with detractors to remove Emmerson Mnangagwa.

I was slapped and forced to roll on the ground…my life is in danger.

These people have also threatened to attack my family,” said Nyatsoka.

US Denounces Persecution Of Hopewell Chin’ono

Farai Dziva|Leading human rights lawyer Beatrice Mtetwa has confirmed suspected state security agents raided veteran journalist Hopewell Chin’ono and abducted him.

According to Mtetwa, the state agents did not produce a warrant of arrest.

The suspected government agents raided Chin’ono’s house on Monday morning.

The United States Embassy in Harare has also denounced the abduction of Chin’ono.

“We have learned [Zimbabwe Republic Police] officials are at Hopewell Chin’ono’s home now and are deeply concerned for his welfare.
President @edmnangagwa noted the important role investigative journalists, like @daddyhope, play in shedding light on corruption.

Farai Dziva|Leading human rights lawyer Beatrice Mtetwa has confirmed suspected state security agents raided veteran journalist Hopewell Chin’ono and abducted him.

According to Mtetwa, the state agents did not produce a warrant of arrest.

The suspected government agents raided Chin’ono’s house on Monday morning.

The United States Embassy in Harare has also denounced the abduction of Chin’ono.

Ngarivhume And Chinono Charged With Inciting Public Violence

TRANSFORM Zimbabwe leader Jacob Ngarivhume and political activist Hopewell Chin’ono have been arrested on charges of allegedly inciting public violence.

The pair is allegedly linked to the July 31 planned protests.

In a statement, National police spokesperson Assistant Commissioner Paul Nyathi confirmed the arrest.

“The Zimbabwe Republic Police confirms that Jacob Ngarivhume of Transform Zimbabwe and Hopewell Chin’ono have been arrested in connection with allegations of contravening Section 187 (1) (a) as read with section 37 (1) (a) (i) of the Criminal Law (Codification and Reform) Act, Chapter 9:23, “incitement to participate in public violence,” he said.

The duo is set to appear in court soon and is currently in police custody.

Khupe Replaces Recalled MDC MPs Parly Appointments

THE MDC-T has appointed new chief whips with Paurina Mpariwa becoming the party’s Chief Whip in the National Assembly taking over from Prosper Mutseyami who was recalled from parliament last month.

The announcement was made by Deputy Speaker of the National Assembly Tsitsi Gezi. Mpariwa (Proportional Representation) will be deputised by Makoni Central representative David Tekeshe.

“I have to inform the House that Honourable Paurina Mpariwa has been appointed as the new National Assembly Chief Whip for the MDC-T party replacing the former MP, Honourable Prosper Mutseyami. Consequently, in terms of Section 151 (f) of the Constitution, Honourable Mpariwa becomes a Member of the Standing Rules and Orders Committee.

“She will be deputised by Honourable D. Tekeshe who replaces Honourable Nomathemba Ndlovu who was also recalled by the MDC-T party,” Gezi said.

In Senate, the MDC-T has appointed Mr Tichinani Mavetera as the new Senate Chief Whip taking over from Ms Lillian Timveous, who was also recalled from Parliament.

Mpariwa and Mr Mavetera automatically become members of the Standing Rules and Orders Committee. The duty of chief whips is to secure the attendance of members of a party for voting and all other necessary occasions where attendance of the party’s MPs is crucial.

The MDC-T led by Dr Thokozani Khupe has recalled nine senators and 12 National Assembly representatives following a Supreme Court ruling that made her the legitimate leader of the opposition party.

The ruling dethroned Mr Nelson Chamisa who had illegally taken over the leadership of the party following the death of founder president Morgan Tsvangirai. The recalled MPs were nominated by the MDC-T to fill seats won by the umbrella MDC-Alliance, formed as an electoral pact between several political parties to contest the 2018 elections.

They were all recalled in terms of a constitutional provision that declares seats held by members of the party that sponsored them in the last election become vacant if the party writes to the Speaker of the Senate President to declare the persons no longer represent that party.

Heal Zimbabwe condemns the arrest of journalist, Hopewell Chin’ono on 20 July 2020. According to Beatrice Mtetwa,the lawyer representing Chin’ono, the journalist was abducted from his home after eight state security agents broke the glass front door to gain access into his house. The state agents did not produce any warrant of arrest and refused to produce any identification documents. Before his arrest, Chin’ono recorded a moment of his arrest and from the video, some men could be heard harassing the journalist and directing him to put down his phone.

Chin’ono has been at the centre of exposing state corruption and on numerous occasions demanded transparency and accountability in the administration of public funds. Heal Zimbabwe notes that this strategy by government to arrests activists is not new as in the past the state has used arrests to intimidate and silence activists. Some of the activists who have been arrested and languished in prison include Heal Zimbabwe Director, and Rashid Mahiya, who in February 2019 was charged with plotting to overthrow President Emmerson Mnangagwa’s government as defined in Section 22 of the Criminal Law (Codification and Reform) Act. This approach by government further sets government on a collision course with citizens who have been demanding an end to corruption especially within government. The arrest of Chin’ono came hours after police also arrested Transform Zimbabwe President, Jacob Ngarivhume, the convener of the 31 July 2020 demonstration against corruption. Heal Zimbabwe is gravely worried over these targeted arrests and views them as an attempt to quell voices of citizens in demanding transparency and accountability from the government.

In light of this, Heal Zimbabwe implores government to create a conducive environment for the enjoyment of fundamental human rights and freedoms that are exclusively provided for in the Bill of Rights (Chapter 4 of the constitution). The state must also demonstrate political will to adhere to principles of rule of law and democracy that outlaw the use of abductions. Added to this, government must also stop criminalising the work of activists as their contribution to the attainment of democracy in any given society is key.

Coltart Says Hopewell Chinono’s Arrest Is Being Condemned By A ZANU PF Faction

The Treasurer General of the opposition MDC Alliance, David Coltart has claimed that he was told that the arrest of Hopewell Chin’cono on Monday was being opposed by a faction in the ruling ZANU PF.

Chin’ono was arrested after he exposed corruption by government officials and departments. Posting on social media following Chin’ono’s arrest, Coltart said:

By Engineer Jacob Kudzayi Mutisi- Manicaland province bear the blunt of the liberation struggle, with each family losing at least 2 members of their family and the province is not benefiting from its sacrifices.

Manicaland is a province that contributed at least 75 percent of liberation war fighters (Chidawanyika 2000 , https://edepot.wur.nl/16348) yet 40 years on, despite its vast mineral resources, tourist attractions, well educated workforce and proximity to the Indian Ocean, Manicaland has not developed an inch. 

Following the farm invasions and the immediate destruction of the agriculture sector at the beginning of 2000, the downfall of the agriculture sector opened up avenues for the dominance and prioritisation of other sectors in the economy of Zimbabwe such as mining.

However, the discovery of minerals such as diamonds in Chiadzwa and gold marked a new era in the economic revival and resuscitation of the region and Zimbabwe in general.

The national focus has now shifted from an agricultural-based economy to a mineral-rich resources-dependent economy. All of this was part of the efforts to revive an impoverished country. Manicaland has a long history of mining and a large known resource base of diamond , gold and other deposits and has very good potential for further discoveries.

The Chiadzwa mining fields account 70% of total export value for the region and is a significant source of government revenue and formal employment, both directly and indirectly.

Given this rich endowment of natural resources, an array of stakeholders in Manica province including investors, government agencies, and civil society organizations, have long questioned why our minerals and vast natural resources are not bringing as much benefit as they should.

The province is rich in minerals and is gifted with some of the best tourist attractions  but this has not been fully managed to convert this wealth for the benefit of the people.

Our regional government needs to know where to improve and what changes to make so that the region can harness this vast wealth for the benefit not only current, but also future generations of Manicaland province.

Manicaland is an attractive place for investment due to favorable geology, its long history of mining and a relatively favorable economic environment.

But the region’s positive aspects are overshadowed by the central government’s lack of transparency and accountability regarding revenue management especially from the diamond fields that has been kept a secret since the discovery, a lack of consistency surrounding fiscal policy, and lack of support for diversifying the economy and leveraging of infrastructure for the general population in the region.

With the world waking up to the benefit of owning underground resources,indigenous communities across the world have been asserting their rights to the mineral wealth found under the land they own or possess or have traditional rights to.

During colonialism communities have been historically denied even a share of that huge wealth, let alone legal rights of ownership. Under the contemporary deregulated neo-liberal policy framework, the exploitation and plunder of natural resources, including minerals, by domestic corporates and multinational mining companies has intensified.

But the resistance by affected communities across the world has also grown and is reflected, over the years, in the establishment of an international framework through International Labour Organization  (ILO) and United Nations (U.N.) Conventions, which recognise in varying degrees the rights of indigenous communities to ownership, control and management of land and resources traditionally held by them either individually or as a community; the right to a decisive role in decision making for development needs in their areas; and the right to prior, free and informed consent to any projects in their areas. 

While these are encouraging advances won by the struggles and immense sacrifices of communities around the world, what is important is their translation into legal instruments in member countries.

The issue has immediate relevance for Zimbabwe following the introduction of the Community Share Ownership Trusts (CSOTs) which was established to ensure equity participation of communities affected by mining operations but this no longer has legal backing outside diamond and platinum sectors, following the gazetting of the Finance Act of 2018 and is a failure that is never talked about.

Following the failure of the Zimbabwe’s community share ownership trusts (CSOTS) set up by the former President of Zimbabwe Robert Mugabe’s government to benefit poor communities in resource-rich areas of the Zimbabwe, a new approach has to be adopted by creating a sustainable urban development plan through a collaborative community development initiative.

This initiative should involve all stakeholders that included local government, companies operating in the area, and the high quality participation of the entire community of the area. Its purpose will be to address the shortcomings in the area and to propose an integrated, forward-looking approach to make the mining area attractive to its people and increase investment in Manica Province.

The Manica community initiatives should consider projects in the areas of infrastructure and urban development, environmental protection, local heritage, provision of water, power supply provision, educational improvement and employing only the local people.

All the projects should stimulate a more sustainable community. In order to develop the project portfolio, there has to be initiative sponsored direct participation through an open house, technical tables, forums, and open committees.

For any country to develop, the community needs to develop. It is the most common basic unit of society after the family and when there is development in the community, there is a general improvement in a nation’s economy and now is the time to create a Manicaland Development Trust (MDT) whose role is to spearhead the development of the communities.

The process for developing Manicaland involves bringing the communities together and creating a process where they work collectively towards finding solutions to the problems that affect them.

It is time to come together and come up with the same efforts and committment to develop our region that brought independence to our lovely country Zimbabwe. 

Zimbabwean Authorities Arrest Over 105k Over Lockdown Violations

By A Correspondent- More than 105,000 people have been arrested in Zimbabwe since March for violating regulations aimed at curbing the spread of coronavirus, police say.

Around 1,000 were arrested in the last two days for “unnecessary movement” or for not wearing face masks, they add.

Restrictions have been eased slightly in the country, where more than 1,500 infections have been confirmed.

Critics accuse the government of using the measures to target the opposition and arrest activists, which it denies.

Opposition and civil society groups are mobilising for nationwide protests on 31 July to demand that President Emmerson Mnangagwa step down.

Under current regulations, all Zimbabweans returning from abroad are required to remain in quarantine for three weeks at a government-approved facility. According to police, a total of 276 people had fled quarantine centres, including some who had tested positive.

Almost 30 of them had been arrested, and would be taken to court for exposing their families and communities to the virus, police added. They included two men who had infected seven members of a family, state television reported.

Police say they intend to step up efforts to enforce regulations arguing that many people have become complacent.

Drinking dens had opened and “beer-drinking binges” were being held in backyards, police said. “We’ll be arresting all these violators,” spokesman Paul Nyathi was quoted by state television as saying.

Zimbabwe’s lockdown measures to combat the spread of coronavirus have worsened the country’s economic and political crisis. The government expects the economy to shrink by 4.5% this year while annual inflation surged to 785% in June.

There are calls for more protests against President Mnangagwa, who appears increasingly intolerant of criticism, BBC World Service Africa regional editor Will Ross reports.

If people take to the streets there are bound to be many more arrests, our editor adds.

Meanwhile, in neighbouring South Africa, police had opened cases against more than 230,000 people who were accused of defying lockdown regulations, official statistics released in May show.

South Africa has so far recorded more than 320,000 cases and 4,600 deaths since March – the highest in Africa. Last week, President Cyril Ramaphosa warned that “the storm is upon us”.

Journalist Hopewell Chin’ono was on 20 July 2020 arrested around 11:00hrs at his home in Harare and taken to Harare Central Police Station.

Chin’ono posted alerts on his social media platforms which read: Police and State agents are harassing my workers at home! They are breaking into my home. Alert the world!” He then subsequently went live on Facebook showing the police entering the room he was in before he was asked to put his phone away.

Meanwhile, MISA Zimbabwe through its Media Lawyers Network deployed lawyer, Chris Mhike, who upon arrival at his home was advised that the journalist had been arrested by eight police officers and taken to Harare Central Police Station.

MISA Zimbabwe was still to ascertain the circumstances pertaining to his arrest as he had not yet been charged at the time of the writing of this alert.

ZIFA Speaks On Disbursement Of COVID-19 Funds

The Zimbabwe Football Association is meeting all its affiliates to discuss the recommendations of disbursing of the Fifa Covid-19 funds.

The FA came under fire in the past week after it proposed to pay the clubs in local currency which has been affected by inflation. The association received US$ 1,8m from Fifa to help on the restart of football in the country.

The first meeting was held on Saturday with the Premier Soccer League who suggested the amount be shared in US dollars.

“PSL recommended that they want to be paid in US dollars,” Zifa president Felton Kamambo said.

“We have taken that recommendation but we are not yet deciding on that because PSL is not the only affiliate that we have.

“We also need to hear the input from other affiliates so that when we get the money, we would have taken into account the recommendations from all the concerned affiliates.

“By the way, the money is not here yet. We are going to have a virtual meeting tomorrow (today) of FIFA and all the member associations where we are going to be given the direction on the use of the funds.”-Soccer 24

BREAKING- CIOs Raid Kadoma Progressive Residents Meeting, Abduct Its Leader Tafadzwa Goliati

By A Correspondent- CIOs have raided a Kadoma Progressive Residents association meeting and abducted the leader, Mr Tafadzwa Goliati.

The meeting held at Rimuka Hall, was with the local MP. Muchi Chinyanganya to update the residents on the CDF fund uses during to the COVID crisis.

The MP was addressing residents announcing that he now has the funds and so he needs input on how to spend it.

Goliati was violently abducted by the men numbering three. He was physically dragged from the hall.

Rimuka hall is situated just next door to the Kadoma police station. The officers who took Goliati are well known CIO officers familiar to many in Kadoma, a source told ZimEye.

One of the officers is known by the surname, Chikondowa.

Goliati’s whereabouts could not be established at the time of writing.

The Chairman of Chapter 2 Movement Bulawayo branch Mgcini Ncube said the government of  Mnangagwa should resolve issues and not crack down on those who are speaking against abuse of power, corruption and maladministration.

“The arrest of Hopewell Chin’ono is a step too far. We warned the government to get its hands off those who speak against government. Frank Buyanga came out and exposed Delish Nguwaya’s relationship to the first family and abuse of power in his child custody case.

“Hopewell Chin’ono exposed the Drax issues which also involved Delish Nguwaya, while Shingi Munyeza has been vocal against occult practices and maladministration in Mnangagwa’s government.” Ncube said.

Police have finally charged 31 July protest convenor Jacob Ngarivhume and journalist Hopewell Chin’ono with incitement to participate in public violence as contained in Section 187 (1)(a) as read with Section 37 (1)(a)(i) of the criminal law [Codification and Reform] Act, Spokesperson, Assistant Commissioner Paul Nyathi has confirmed.

SA Premier Soccer League Season To Be Cancelled?

Farai Dziva|The South African Premier Soccer League (PSL) 2019/20 season is likely to be cancelled.

The football authorities in the south of Limpopo have been on collision course over the restart of the campaign with the country’s FA (Safa) rejecting PSL’s proposed July 18 date for the resumption of action.

Safa ruled last week that the season can only return in the first week of August, but the league is yet to agree on that.

According to the City Press newspaper, the chances of getting the 2019/20 campaign back are becoming slim.

“Consider the season over. What’s left is for us to outline the way forward regarding the championship and relegation,” said an unnamed official.

A PSL official also said:
“The information we got is that the board of governors [meeting] will possibly take place late next week because it sounds like discussions with the sponsors are not easy and will be prolonged,” said the club boss.

“Most club bosses are of the view that we should call the season null and void without declaring any winners or losers. The issue now is to deal with any legal issues which might arise.”

Thousands of party members attended the funeral.

Ex-Minister Fired From Party Over Farm Mechanization Scheme Saga

By A Correspondent| Former Minister of State Water Resources and Infrastructural Development, Munacho Mutezo, has been expelled from Zimbabwe People First (ZimPF) for his failure to repay a loan he got from the Reserve Bank of Zimbabwe (RBZ).

Mutezo’s name appeared on a list of RBZ’s farm mechanization scheme beneficiaries released by UK based political analyst Dr Alex Magaisa.

The ex-minister accessed more than US$300 000 worth of farming machinery from the RBZ between 2007 and 2008 under the controversial Farm Mechanisation Programme.

Stephen Mazanza, the party spokesperson told a local online news organisation that Mutezo, through his actions, had breached the ZimPF constitution.

“It has come to our attention that our Vice President Eng. Munacho Mutezo benefited from the controversial Farm Mechanisation Programme, which dished out millions of public funds to senior Zanu-PF, well-connected individuals and government officials,” said Mazanza.

WHO is helping countries as they balance the threat of COVID-19 with the threat of vaccine-preventable disease outbreaks and deaths that could result.

With global and regional guidance, as well as by facilitating the delivery of essential health supplies, WHO is providing knowledge and assistance to immunization programmes worldwide, throughout a rapidly evolving situation.

Here are some examples of how countries are working to achieve or maintain high vaccination coverage in the midst of the global pandemic.

Italy , one of the countries hardest hit by COVID-19 was forced to repurpose much of its health-care personnel as COVID-19 cases mounted starting in late February 2020, However, wherever possible, the country’s regions and provinces maintained childhood immunization as part of the essential health services, prioritizing primary vaccine doses, while ensuring strict infection prevention and control measures, such as time slots and physical distancing in waiting rooms.

The authorities also emphasized the importance of registering the children who had missed their routine doses and prioritizing them as soon as services were available again.

In Syria , WHO and UNICEF supported a 5-day national immunization campaign in June to close vaccination gaps among children.

During the campaign, with infection, prevention and control measures in place, health workers vaccinated more than 210 100 children and reviewed the vaccination status of 900 000 children to determine the vaccines they still needed
Burkina Faso also conducted mass vaccinations in July, with a 4-day polio immunization campaign.

Across two districts in the country’s Centre-East region, 174 304 were vaccinated against polio, in line with WHO guidelines and maintaining infection prevention and control measures.

Across 39 countries and territories in the Americas, with lockdown restrictions easing, vaccination services that had been suspended in some countries are resuming.

Vaccination services increased from 57% normal functionality to 79% in the same period. This was facilitated by using innovative approaches like mobile vaccination centres, drive through vaccinations, and vaccinating at schools and directly in homes.

The risk of outbreaks of vaccine-preventable diseases continues as the pandemic grows in many areas around the world.

In January 2020, as
Cambodia confirmed its first COVID-19 case, it also confirmed 84 cases of measles . 341 measles cases were recorded in Cambodia in the first four months of 2020.

As COVID-19 has taken hold, it has been vital that immunization efforts against measles continue. As a result, mobile outreach teams have visited communities, giving catch-up vaccinations to children least likely to visit health centres and hospitals.

In high-risk communities, health workers have gone door to door and boat to boat in order to administer lifesaving vaccines to the most vulnerable.

Due to the ongoing work of the outreach immunization programme, communities are familiar with health workers and have developed trust in them.

This has led to the same health workers providing COVID-19 guidance directly to communities that may not understand the complexities of the virus and what is needed to stay safe.

Top Lawyer Speaks On “Abduction” Of Hopewell Chin’ono

Farai Dziva|Leading human rights lawyer Beatrice Mtetwa has confirmed suspected state security agents raided veteran journalist Hopewell Chin’ono and abducted him.

According to Mtetwa, the state agents did not produce a warrant of arrest.

The suspected government agents raided Chin’ono’s house on Monday morning.

The United States Embassy in Harare has also denounced the abduction of Chin’ono.

“We have learned [Zimbabwe Republic Police] officials are at Hopewell Chin’ono’s home now and are deeply concerned for his welfare.
President @edmnangagwa noted the important role investigative journalists, like @daddyhope, play in shedding light on corruption.

Political intimidation of the press has no place in democracies,” the US Embassy in Harare tweeted.

Chin’ono was arrested because of his active role in revealing corruption by State officials and this has evidently riled ruling ZANU PF functionaries.

Gono Drags Late Tsvangirai’s Name In The Farm Mechanization Saga

By Jane Mlambo| Former Reserve Bank Governor Dr Gideon Gono has dragged the late MDC-T leader, Morgan Tsvangirai’s name in the controversial farm mechanization scheme saga, after questioning why he was not being mentioned as one of the beneficiaries of the central bank’s quasi-fiscal interventions.

In response to Alex Magaisa’s expose which listed names of prominent people who benefited from the farm mechanization scheme which saw government later assuming USD$1,3 Billion debt, Gono said the late President Robert Mugabe had to use quasi-fiscal interventions to acquire Tsvangirai’s Highlands house.

“I recall in October/ November 2009 when the former President, Cde R.G. Mugabe, former Prime Minister M. R.  Tsvangirai had to use a quasi-fiscal intervention to acquire the PM’s Highlands home for $1,5m just to settle a dispute over the residence status of Dr Tsvangirai which had become one of the sticky issues and had led to an MDC-T disengagement from Government of National Unity (GNU) 16 October,2009).

“Approval to pay for the house was given to me on 13 November 2009 and the State acquired this “debt” and eventually wrote it off,” said Gono.

He defended his move to dish out farm equipment saying it was not a burden when looking at what could have negatively happened to the economy.

“Both taxpayers belonging and not belonging to MDC-T have had to foot that bill. I don’t call it a burden when you weigh what could have negatively happened to our economy and government had the then PM remained outside Government and what eventually, then happened after the MDC-T returned to the table.”

MDC Alliance Spokesperson Fadzai Mahere made the revelations on Monday morning.

It was not clear what the charge or the motive is.

Mahere broke the news on Twitter saying,

“I’ve been advised that @PoliceZimbabwe have stormed the home of investigative journo @daddyhope.

“It’s unclear what their mission is. Constitutionally, journalists have the right to freedom of media which includes the protection of their sources.”

“State Did Not Demand Repay US$ RBZ Loans, All Above Board” Said Gono – Essence Of Institutionalised Corruption

By Wilbert Mukori- After decades of denying that corruption was rampant is Zimbabwe, Mugabe shocked the nation in his 2016 birthday interview with ZBC TV when he admitted the country was “been swindled out of US$15 billion in diamond revenue alone!” He never arrested one swindler or recover one swindled dollar.

When Mnangagwa took over from Mugabe following the November 2017 military coup that topple the dictator, he promised “zero tolerance on corruption”. It is now nearly three years since the takeover and he too has yet to arrest one swindler and recover one swindled dollar.

Most of people Mnangagwa has arrested for corruption are either the small fish accused of looting the small change or likewise the big fish accused of looting small charge. Occasionally the regime has had to arrest the big fish accused of looting large sums of money, former Minister of Health Obadiah Moyo being one such example. The standard procedure is to arrest the big fish, to placate the restless public, and then realise then as soon as it is convenient to do so.

There only big fish accused of looting whom the regime has pursued with keen interest are former Police Commissioner Augustine Chihuri, former Zanu PF propagandist and strategist Professor Jonathan Moyo and a few other G40 leaders. The pursuit is to settle Zanu PF factional scores than to root out corruption.

“Corruption is deep rooted!” Mnangagwa has since admitted.

What Mnangagwa meant is corruption is institutionalised. Whereas Alphonse Gabriel Capone, one of history’s most notorious Mafia gangster, contended with bribing the Police, Judges, ordinary citizens and killed many along the way; Mugabe and his Zanu PF thugs went one step further, they were the state and so legalised thuggery!

In a damning article Dr Alex Magaisa has revealed how senior Zanu PF officials looted millions of US dollars in 2007 to 2008 from the RBZ through murky Farm Mechanisation Programme. President Emmerson Mnangagwa pocketed US$411 728 for his farm, Pricabe Enterprises. None of the beneficiaries paid back the loans and the bank itself was allowed to write off the debt as a national debt.

“Both rural and non-rural farmers benefited from the takeover of the loans by the State but I shall elaborate. There was no scandal here, no corruption and no beneficiary refused to pay. The State did not demand payment and that was above board,” the governor of RBZ, Gideon Gono explain.

“The RBZ undertook this quasi-fiscal activity at the behest of Government and in the national interest.

“This was done in accordance with the then Section 8 of the RBZ Act Chapter (22:15) which authorised State to direct the Central Bank to carry out transactions in such a manner as the State may require and if so requested by the State, the Bank was to make the necessary arrangements to this end.”

The list of receptions included senior Zanu PF officials, judges and their families and friends. Gideon Gono himself was the proud owner of a chicken farm so well-funded, everything was computerized; a totally an unnecessary investment in a country where human labour is so cheap and abandon. He splashed the fortune into the high-tech because he had the money to spend.

Indeed, most, if not all, the beneficiaries of the murky Farm Mechanisation Programme and many, many other similar looting schemes would have refused to take the money if they had known they would be expected to pay it back because they knew their hare-brain projects would fail.

Institutionalised corruption is the root cause of Zimbabwe’s total economic meltdown, how anyone can claim that to be in the “national interest” beggars belief!

Why the MDC failed to implement the democratic reforms which would have stopped Zanu PF rigging elections when they had the golden opportunity to do so during the 2008 to 2013 GNU and, to make matters worse, keep participating in flawed elections to give Zanu PF legitimacy; is a measure of just how hopelessly lost we are!

It is foolish that those who participated in flawed elections and thus gave the vote rigging Zanu PF regime legitimacy are the ones leading the street protests; supposedly to end corruption! Of course, this is just a political gimmick; you do not fight to legitimise a mafia regime today and then hope to end corruption the next day.

Chamisa and the rest of the opposition candidates will be participating in the 2023 elections with no reforms in place just as they have done in the past. Mark my words!

As long as Zanu PF is able to rig elections and remain the state and controlling all of the state institutions then corruption will remain rampant because with Zanu PF in power corruption will always remain institutionalised. So, if we are serious about ending corruption, we must first stop Zanu PF rigging the elections and thus deprive the party the state power and authority!

July 31 And The Political Economy Failure Of Sorts

By Robert Sigauke- It was during the French Revolution of the 1780s when a scholar noted that, ‘things must be bad in society for men to throw everything in violence. Men cannot risk everything for nothing.’

The protest penned for July 31 is a culmination of lots, which by all means the government of the day must have seen coming. The argument to impute blame on the past Mugabe administration does not resonate anymore, the acceptance of a ballot mandate in 2018 and the promises in the ruling party manifesto is premise for accountability in itself.

What is it that Zimbabwe is getting wrong that other countries less endowed with natural and human resources are getting right, we all ask?

July 31 is not of the opposition, it is a culmination of men holding their government to account. The impetus had long gathered on the ground whilst the opposition fought in the courts amongst themselves for leadership, Harvest House, parliamentary posts and perks.

This is a civil wave putting paid to how serious the emotions have run on the ground. This is a civil wave vying to influence political, economic and civic outcomes through constitutionally and legally recognised means. Covid restrictions in their legal veil are subservient to the constitution, which is a supreme manifest of the people’s voice.

The same constitution that seeks to guarantee the people’s survival in terms of governance and welfare. Therefore, any law of any nature that negates that constitution call has limits on a yardstick of necessity, and sometimes bordering on unconstitutionality.

South Africa has had the courts sitting to decide the constitutionality and rationale of restrictions. Before the pandemic and its restrictions people were struggling to put food on the table in Zimbabwe, what more with restrictions amid such little economic activity that rewards less and less each day?

Lives must be saved, social distancing restrictions are alright, but people must have bread in their homes whilst under such restrictions. July 31 is about the people choosing to confront the bigger threat to their survival.

The now defunct Evan Mawarire organised the most effective mass stay-away in years, outside the process of any political or parliamentary scheme. MDC-T had majority in parliament at some point but no real change came out of it.

It is critical to emphasise that there must be neither support nor promotion of any illegal and undemocratic means to effect a change of neither government nor a political outcome. All what Zimbabweans yearn for is restoration of true democracy and legitimacy, a working and transparent economy for all.

The use of available constitutional, diplomatic and other means to effect and lure fundamental electoral adjustments that will safeguard the people’s vote seem to be failing. The creation and promotion of conditions that guarantee undisputable, clean, fair and free elections, separation of powers, rule of law, sanctity of the constitution, independence of the institutions that superintend over democratic processes, free airwaves, official recognition of political leaders with notable support base in parliament, all seem to be failing as well.  The order of the day has seen diplomatic, judicial, parliamentary and negotiated political trades defying the textbook rules.

The failures are institutional, and fundamentally political. The commissioners of ZACC are still to show good cause why they earn salaries. The yesteryear US$15 Billion complained by Mugabe is still buried in underground bunkers somewhere.

The agenda of reform and democracy has surely penetrated despite the sheepish and dormant game of the opposition parties, let alone the bare denial of the ruling party of the crisis. The work of the mainstream opposition is applauded nonetheless, this is a revolution, a democratic one, not everyone will finish the race that was started 20 years ago. Some will be arrested and browbeaten, some will die naturally or otherwise, some will defect, some will retire and pass the button smoothly.

The painful phases will always be there in any revolution but, the most important thing to remember is that the decisions that are constantly made will either deliver the change desired sooner or later.

POLAD was a hopeful start, it has technocrats and visionaries amongst them. Some are remarkable influencers in their fields of industry and operation. What POLAD needed, was confidence and capacity from the government to make real difference. It could not be fanfare that ends in talks without action.

Plus, the process would have done better with absolute bona fides. The centre in POLAD cannot hold anymore, the Professor is speaking out, Munyeza is taking it head on, the others are now only hanging on for the comfort of Harare hotels.

The economy was under the stewardship of Simba Makoni at some point, brilliant guy, but things continued on a spiral down. Now we even have a whole economics professor whose CV buys him a seat at international corporations and fora effortlessly, but it has got worse since he took the reins. The issue is not with economic formulas done incorrectly, Mthuli Ncube eats and drinks economics.

The cancer is the intolerant culture of our politics, the patronage system which runs the public sector, commonplace corruption depriving the state of revenue, the milking of already unprofitable public enterprises, human rights abuses closing lines of credit to resuscitate ailing industry. Marange has been a curse, the chaos and corruption in gold cannot anchor a worthy currency.

We all remember how things went deeply south when the milling machines roared through the night printing bearer cheques to fund agricultural mechanisation some years ago. Zimbabwe is a casino economy indeed, less the real hard cash.

The government, as I suggested in a scholarly group few years back, needs to consider a strictly disciplined Public-Private-Partnership scheme to lay the foundation for the resuscitation of public enterprises and institutions.

The efficiency and urgency of private sector, its strive for profit, and the guarantee and financial muscle of government, all concerted in this effort, will kick-start the economy. In terms of the private sector, the security of law and ownership, needs a whole political policy shift at the behest of trusted economists.

The forthright issue of re-engagement with the world, remains a bubble as long as the political space is toxic. Nobody trusts markets in constant threat of civil insurrection.

The Matebeleland question too, is a failure of yesterday. Devolution means cooperative governance, empowering regional authorities to formulate economic policies best suited and coordinated locally.

Matebeleland today bears deeply flawed ideas of secession of one region to form a separate state as advocated by some radical movements. A country cannot afford such undertones when trying to build a unified political economy.

Deportees Faking Identity Details, Trickling Back To SA, Botswana

Returnees coming through the Plumtree and Beitbridge Border Posts have been supplying authorities with false information in order to dodge officials and sneak back into the neighbouring countries.

Some returnees that are being deported from South Africa and Botswana have been claiming to be from Matabeleland South Province so that they are not transferred to their provinces in order to have easy access back into the neighbouring countries. This has made it difficult for authorities to follow up on some returnees that escape from quarantine centres.

Returnees that are coming in through the Plumtree and Beitbridge Post are taken to quarantine centres in the province where they are tested for Covid-19. Those with results that come out positive are placed under isolation. Returnees that are from other provinces are then transferred to their respective provinces.

In an interview, Matabeleland South provincial social welfare officer Mr Criswell Nyakudya said they have since engaged the Registry Department in order to verify details given by returnees.

“A number of returnees have proved to be untrustworthy as they have been providing us with false addresses. There are some who claim to have lost their National Identity cards and then give us fake ID numbers, addresses and names and claim to be from Matabeleland South Province. We have been experiencing this mostly with those returnees that would have been deported and not those coming back voluntarily.

“After the returnees have completed their quarantine period they are transported to their respective provinces. Those who pretend to be from Mat South will be doing so in order to avoid being transported to their provinces so they can remain in Matabeleland South where they have easy access back to Botswana and South Africa,” he said.

Mr Nyakudya added: “As a result we roped in the Registry Department which is now checking particulars of returnees. If a returnee doesn’t have an ID and they supply our officers with an ID number and place of origin the officers from the Registry Department can confirm whether that particular ID number matches the district of origin.

“Every returnee that says is from Matabeleland South is now subject to this screening in order to avoid such incidences.”

Mr Nyakudya said it was difficult to make a follow up on returnees that escaped from quarantine centres when they provided false information.

Matabeleland South provincial medical director, Dr Rudo Chikodzore said the Ministry of Health and Child Care had rolled out an electronic record system in the province to facilitate capturing information of returnees. She said the information will come in handy in the planning process and aligning resources. She said they were in the process of training quarantine and isolation teams in various districts on how to use the system.

“In the long run we will have it linked to other systems to ensure it’s authentic. The main advantage is that this system will reduce the load of paper work and duplication of information. Some of the information is recorded at the point of entry and is also recorded at the quarantine and isolation centres.

“So, if a person’s details are entered at the point of entry their particulars can be accessed nationwide through our system as the Ministry of Health. This information will be updated in real time as the returnees come in. This will make it is easy to do follow ups. It will also improve our efficiency,” she said.

Health Minister Warns Citizens To Be Wary Of COVID-19 Spread

By A Correspondent- Acting Health and Child Care Minister Amon Murwira said the rapid surge in coronavirus infections in the country, especially local transmissions, is a cause for concern.

Speaking on Saturday to the Daily News On Sunday, Murwira said the increase in local transmissions reveals that people are now disregarding the rules and regulations of the national lockdown meant to mitigate the spread of the virus.

These regulations include observing social distancing, sanitising or washing hands with soap, staying at home and avoiding unnecessary movement.

Murwira advised members of the public to consider the next person to be infected with the virus and always act out of fear of contracting coronavirus.

He said:

What this means is that you need to look at the next person as if he or she has the virus and then be able to observe all regulations meant to mitigate the spread of the virus, or to look at yourself as if you have the virus and stop mingling with people in order to protect them from the virus.

On Sunday Zimbabwe recorded 233 new coronavirus cases, with the majority (216) being local transmissions, while 17 were returnees from South Africa.

This takes the total confirmed cumulative cases to 1 114.

Covid-19 Ravaging Zim As 133 New Cases Are Recorded.

The Ministry of Health and Child Care announced that 233 new coronavirus cases were recorded on Sunday 19 July 2020, with the majority being local transmissions. This takes the total cumulative cases to 1114.

The Ministry also recorded 30 new recoveries, Midlands (28), and Mashonaland East province (2). The Ministry said in its daily update:

One hundred and thirty-three (133) cases tested positive for COVID-19 today. These include returnees from South Africa (17) and 216 local cases who are isolated.

Twenty-two (22) of the local cases are contacts of known confirmed cases. Investigations are underway to establish the source of infection for the other 94 cases.

Thirty (30) new recoveries were reported by Midlands Province (28) and Mash East Province (2) Today 197 RDT screening tests and 802 PCR diagnostic tests were done.

The cumulative number of tests done to date is 101 375(59937 RDT and 41 438 PCR) Since the onset of the COVID-19 outbreak on 20 March 2020, the total number of confirmed cases is 1611; recovered 472 active cases 1114 and 25 deaths.

Former Zanu Pf Stalwart Fails To Bury Dead Son Over “Missing” COVID-19 Results

By A Correspondent- Former Zanu-PF youth leader Jim Kunaka has had to endure a painful week-long mourning for his late son as health authorities are demanding his coronavirus Covid-19 test result before they can bury him.

Kunaka blamed health authorities at Wilkins and Parirenyatwa hospitals for taking too long to give him the results of Covid-19 tests they did on his 12-year-old son who died on Sunday last week.

“When he passed on at Park Town Hospital we called Nyaradzo funeral services and they took the body to the parlour. They later took it to Harare Hospital for Covid-19 tests on Tuesday and we were told that the results would be out after 48 hours. However, up to now (Saturday) the results have not been released. We were also told that a forensic post-mortem is supposed to be done.

“On Friday the doctor demanded Covid-19 tests but nobody knows where the blood samples they took are. I was made to shuttle between Wilkins Hospital and Parirenyatwa trying to locate the samples but there was nothing. I was shocked at the level of unprofessionalism by the people there. How could blood samples disappear without trace?”

The former leader of Chipangano, a Zanu-PF vigilante group from Mbare, said he now has to wait for another week to have another test done.

“You can imagine how frustrating it is that I have to wait for the doctor who does the forensic post-mortem because he comes once a week.

“I have to wait again for the Covid test. In this difficult economic environment it is expensive to run a funeral for two weeks. It is also painful as a parent to be unable to bury my son for this long. I think we need to respect the dead. It is really unfair, he lamented.”

Kunaka said his son, who lived with his grandmother in Chitungwiza, complained of a severe headache last Saturday before they took him to Parktown hospital in Harare where he died.
“While I would like to also know the cause of my son’s death, the time the tests have taken has really frustrated me. I am beginning to suspect that something fishy is going on.

“I don’t know what they are doing with the blood samples they took. I don’t know if I am supposed to be following them when they do their job so that I collect the results as soon as they finish before they lose them again,” he added.

Kombi Drivers Heavily Fined For Ferrying Desperate Passengers As ZUPCO Completely Fails To Cope.

FOUR commuter drivers have been arrested after they were intercepted by police in Lupane illegally carrying passengers without exemption to operate during the Covid-19 lockdown.

This comes as the ZUPCO buses that have been authorised by goverment to ferry passengers during the Covid-19 era are failing to cope with the high demand for transport.

Nyasha Arnold Chinyoka (28) of Mkhosana Victoria Falls, Jasper Mpofu (37) of Pumula East, Usher Mpofu (25) of Luveve and Xolisani Ndlovu (25) of Old Lobengula, all in Bulawayo were arrested separately between July 8 and last week Tuesday carrying people along the Bulawayo-Victoria Falls road.

Chinyoka was driving a kombi from Bulawayo to Victoria Falls with seven passengers while Mpofu was driving a Mercedes Benz Sprinter from Jotsholo to Kenmaur with seven passengers.

Ndlovu was driving a Toyota Granvia from Bulawayo to Cross Dete with eight passengers on board while Usher was driving a kombi with nine passengers from Bulawayo to Lupane.

They were all not authorised to carry people between cities as they were not essential service providers.

Each was charged with contravening Section 4(2) of the Statutory Instrument 83 of 2020, cited as the Public Health (Covid-19 Prevention, Containment and Treatment) Regulations 2020, that is to say venturing into inter-city transport services during national lockdown while not exempted.

Chinyoka, Mpofu, Ndlovu and Usher pleaded guilty to the charge when they separately appeared before Lupane Resident magistrate Mr Ndumo Masuku who fined each of them $3 000 or six months in jail in default of payment.

In addition, the magistrate slapped each of them with six months in jail which was wholly suspended for five years on condition that they do not commit similar offences.

The magistrate said they committed a serious crime as they exposed members of the public to high risks of contracting Covid-19 by carrying them without following due procedures to ensure social distancing as espoused by the law.

Prosecuting, Mr Derrick Ndlovu said none of the four was authorised to operate.

There can be no doubt about it, despite their obstinacy the government’s transport strategy is not working.

Ever since the lockdown was eased, ZUPCO buses and kombis have had the urban transport monopoly as the government refuses to allow private transport operators back on the road. This has resulted in scores of people being forced to wake up early in the morning and to line up late in the evening as they wait for transport.

It’s not even clear why the government is not allowing private players to resume operations. The initial reason given was that private players would not be able to ensure the safety of passengers. Nowadays ZUPCO buses and kombis are often crowded.

In any case, the government could bring back kombis under a strict safety regime. Currently a lot of passengers are now being forced to rely on rogue transport operators who don’t bother to follow safety protocols.

Speaking during an interview with South African television channel eNCA, permanent secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana said:

Human rights activists or so-called, are not above the law. Lawyers are not above the law, permanent secretaries are not above the law. Anyone who breaks the law has to face their day in court. And this is what’s happening.

Former Malawian President Was Given A Free US$124 111 From RBZ Controversial Grants

Zimbabwe gave Malawi’s late former president Bingu wa Mutharika a $124,111 (about R2,1m) “gift” in 2007 through the Reserve Bank of Zimbabwe (RBZ).

This is according to an exposé by Alex Magaisa, a law professor at the University of Kent  on Zimbabwe’s controversial farm mechanisation programme. The programme’s $200m debt is being borne by taxpayers.

“No beneficiary of the farm mechanisation programme ever refused to pay for the equipment they got, neither were they asked to pay,” former RBZ governor Gideon Gono said in a statement clarifying how politicians, military men and some church leaders benefitted from the fund.

Wa Mutharika was president of Malawi from May 2004 until his death in April 2012. His wife, Ethel Zvauya Mutharika (died 2007), was Zimbabwean and through her the family owned a farm in Zimbabwe.

Magaisa, on his blog the Big Saturday Read, said: “It’s one thing that a foreign leader got a loan from a national scheme, but an entirely different and more scandalous matter that he failed to repay his debt, which was then offloaded onto the shoulders of poor Zimbabwean taxpayers.”

The list of beneficiaries include current Zimbabwean president Emmerson Mnangagwa, who got $411,728 (about R7m).

Some members of his family received amounts ranging between $100,000 and $200,000.

There are projects linked to late former president Robert Mugabe that also benefited from the programme.

In an interview with the state-run Sunday Mail, Gono said the quasi-fiscal programme was undertaken “in the national interest” because he was “at the centre of trying to keep the economy going.”

Zimbabweans have taken to twitter under #PayBackTheMoney, tagging people who are listed as beneficiaries of the programme.

Deputy secretary to the president, George Charamba, said there was nothing amiss because governments the world over embark on similar programmes.

However, MDC Alliance spokesperson Fadzayi Mahere said the government was warned as early as 2013 that such loans were a bad idea.

“As early as 2013, the comptroller and auditor-general raised the alarm that the government would fail to recover money loaned to farmers using funds from a $200m Chinese loan. It’s plain rude for Gono to pretend this didn’t happen,” she said.

Critics said Zimbabwe’s land reform was chaotic because it was a political tool used by Zanu-PF instead of a viable means to revolutionise the agrarian sector.
