Govt Says UN Experts Didn’t Consult ZRP When They Proved Abduction

By Farai F Hove| The government has said the UN experts who announced that the MDC Trio was abducted, did not interview the Zimbabwe Republic Police.

The development comes as clear evidence showed that the three activists were abducted from inside the Harare Police station after being arrested.

State personnel said this as they dismissed a joint statement by five United Nations (UN) human rights experts, which concluded that three MDC-Alliance youth leaders were abducted as “premature and unreasonable” since investigations to get to the bottom of the matter are still ongoing.

In response to allegations by the five United Nations High Commissioner for Human Rights Special Procedures mandate holders who concluded that Joana Mamombe, Cecilia Chimbiri and Netsai Marowa had been tortured and subjected to degrading treatment, the country’s Permanent Representative to the United Nations Ambassador Pearson Chigidi said the “promotion and protection of human rights of all Zimbabweans was a primary responsibility of the Government of Zimbabwe working with national institutions, civil society and the people themselves”, and therefore the Government cannot abduct its own citizens.

“Generally, the Government of Zimbabwe expresses its concern that the five special procedures mandate holders fell short of the standards that they are expected to comply with in their work and failed to uphold their moral authority and credibility.

“Their joint communication and news release are punctuated by subjective language and are over prescriptive on matters still under investigation. Domestic remedies have not been exhausted in this matter, so it was unreasonable and premature for the five special procedures mandate holders to involve themselves at this stage,” he said.

Early this month, five UN human rights experts (special procedures mandate holders) called on Zimbabwean authorities to immediately put an end to the reported pattern of torture and disappearances, and this was not just before investigations had been carried out but also based on hearsay.

Ambassador Chigidi said the fact that Zimbabwe has in the past opened the doors for special procedures mechanisms is testimony that the Second Republic has nothing to hide and values constructive and honest engagement.

“Unfortunately in the case at hand, instead of engaging all the relevant stakeholders, including the investigating authorities of the State, the five special procedures mandate holders rushed to draw conclusions after hearing only from one side, that is the alleged victims,” read the response in part.

So far investigators into the alleged abduction of the MDC Alliance trio of Mamombe, Chimbiri and Marowa have poked holes into their case.

Home Affairs and Cultural Heritage Minister Kazembe Kazembe early this month indicated that a multi-agency investigation that is seeking to establish whether the alleged kidnappings did occur and to identify the alleged perpetrators, whether purporting to act on behalf of Government or other forces and bring them to justice is still ongoing.

And thus raising concerns with the manner in which the five special procedures mandate holders came to a conclusion on the alleged abduction of the three MDC-Alliance officials, Ambassador Chigidi said they disregarded their own code of conduct as detailed in Article 6 (a) of the code of conduct for special procedures mandate holders, which states that they should “always seek to establish the facts, based on objective, reliable information emanating from relevant credible sources, that they have duly cross-checked to the best extent possible”.

“Our expectation is that the special procedures mandate holders should discharge their mandates with due respect to the time-honoured and universally accepted principles of independence, transparency, impartiality, objectivity and non-selectivity”.

In their statement, they boldly stated that the charges against the three MDC- Alliance activists should be dropped in a prescriptive stance that also overreaches their mandate and ignores the fact that authorities in Zimbabwe are investigating the alleged abduction. – Herald /state media

Zimbabweans Beaten Raped And Held As Slaves In Their Own Country

By Dr Masimba Mavaza| Zimbabwe is the only country we can call ours in the world. There is no other country we can call ours besides Zimbabwe. Having stayed outside the country for a long time I’ve become aware of the fact that there is no other place.

Every Zimbabwean has a right to be protected by law and by his or her government. Human rights in Zimbabwe are protected by the Human Rights Act and the Constitution Anyone who is in Zimbabwe for any reason is protected by the constitution regardless of citizenship or immigration status.

Over the weekend a Chinese man was arrested after shooting 2 workers in a wage dispute at  a Gweru mine. The Chinese man shot and injured two employees at a gold mine on Sunday during a confrontation over their outstanding salaries.
Zhang Xueun, 41, has been charged with attempted murder over the shooting at Reeden Mine, 25km outside the Midlands town of Gweru along Matobo road.

Wendy Chikwaira, 31, and Kennedy Tachiona, 39, were shot at point blank range after they demaded their dues from Zhang, the mine’s owner and general manager.

Two months ago several Zimbabweans were left fighting for their lives after being exposed to high radiation by a Chinese employee in a mine in Chakari. Several people were left with life changing burns all over their bodies.

Several working places Zimbabweans have been abused , terrorised and some sodomised by their Chinese bosses. In most cases the Chinese go Scott free.

Several Zimbabweans have been treated like junk in their own country. The Chinese have been left to do as they please in our mother land.
In Uzumba a. Chinese company ploughed down people’s fields to give way to their mining company. Many Zimbabweans are crying everyday because of the brutality the Chinese have been allowed to put on the heads of our own people.

While China is our all weather friend it must not be allowed to give us its bigots pretending to be investors. Chinese largely do not respect black people and our government must stand for its people and not for the bigoted Chinese pausing as our friends. How much blood has to be shed in Zimbabwe before the Chinese are called to order. We must never be Afraid to arrest and prosecute our Chinese friends if they behave in an unfriendly manner.

Tachiona, who was shot in his right leg and left thigh, was still admitted at a private hospital in Gweru on Monday, where he remained stable. He got five bullets as he lay down helplessly and the Chinaman was unfazed. He wished he had more bullets.

Zhang was arrested and detained overnight Sunday ahead of a court appearance. Police said he had been charged with attempted murder. But will he see the trial through.

In a statement on Monday, the Chinese embassy said it “firmly supports Zimbabwe’s law enforcement agencies to transparently and openly investigate and handle the case in accordance with the laws of Zimbabwe.” The problem is not the Chinese. The Chinese are one of the people who respect their officers and the law. But they are allowed to do as they please in Zimbabwe and some African countries.

Any possible illegal acts and persons who violate the law should not be shielded,” the embassy said. But the Chinese are shielded by our corrupt officials. This must not be tolerated.

In a very embarrassing statement of the year The Zimbabwe Congress of Trade Unions said the incident was part of a growing pattern of Chinese employers abusing their local workforce.
The government has sold the country to China,” the ZCTU said in a statement released via Twitter. “Now the Chinese do as they please and illtreat Zimbabwean workers in our own country because they know we have no protection from the government. The liberators have turned our good country into a predator state.” This is an unfortunate statement from the ZCTU. one would have expected the ZCTU to take up the matter and visit all Chinese premises where our people are being ill treated. Insulting the government for things which ZCTU is created for is embarrassing. Their inaction when they are fully aware of the abuses in mines shops and industries by the Chinese is in itself a conspiracy. They are not doing their job. They have now sworn to attack the government and not attack the rogue Chinese businessman.

But the biggest culprit is those in authority. The oldest and simplest justification for government is as protector: protecting citizens from violence.
without a government to provide the safety of law and order, protecting citizens from each other and from foreign foes the nation will be in a free for all fall. The horrors of little or no government to provide that function are on global display in the world’s many fragile states and essentially ungoverned regions. Zimbabwe must not fall into that category. The inhuman behaviour of the Chinese must be checked now.

And indeed, when the chaos of abuse and disorder mounts too high, citizens will feel abandoned and in most cases loses trust in their governments. This can be avoided if the government is to be tough on those Chinese who think that we are a punch bag.

The idea of government as protector requires taxes to fund, train and equip an army and a police force; to build courts and jails; and to elect or appoint the officials to pass and implement the laws citizens must not break. So foreigners must never be allowed to oppress the locals simply because the government is extending a hand.

The concept of government as provider comes next: government as provider of protection that individuals cannot provide individually for themselves. Government in this conception is the solution to collective action problems, the medium through which citizens have good working conditions in their work places and peace in their mother land.

The government can cushion the inability of citizens to provide for themselves, particularly in the vulnerable conditions of unemployment due to economic forces beyond their control.

The future of government builds on these foundations of protecting and providing. Government will continue to protect citizens from violence and from the worst vicissitudes of life. Government will continue to provide security at a level necessary to ensure a globally competitive economy and a well-functioning society. But wherever possible, government should invest in citizen capabilities to enable them to provide for themselves in rapidly and continually changing circumstances.

The abuse of citizens by the Chinese must not be left like this. In Kenya a Chinese man who insulted blacks and all Kenyans was detained and deported.

If our government fails to act people will be forced to deal with these Chinese who are bigots. Any action by our people will reflect badly on the government so it is important that government takes proper action.

People are not all stupid neither are they all cowards so Zimbabweans must be respected for their patience. The brutality of the Zimbabweans by the Chinese goes beyond the all weather friendship. Friends do not shed blood of friends.
The Chinese given guns in our country have they gone through proper vetting. Do they have mental issues. All these have not been checked. What we are left with is the blood in our hands.

We can not have Chinese as our masters. Never again shall we be subjected to such oppression. If Chinese have no respect of the Zimbabwean please let us suffer in our own country. We do not need new masters who pretend to be friends.
The Chinese government through their embassy have insisted that any Chinese who break the law must not be protected. The full wreath of the law must be allowed to take its course.

We cannot be second class in our mother land. In China corruption is punishable by death but Chinese in Zimbabwe bribe officials with no consequences. This should stop right now. We must see justice for all Zimbabweans and justice for those beaten shot or rapped by their foreign bosses. Zimbabwe is the only country we can call ours in the whole world.

Linda Masarira Writes To ED To Call Him A Geriatric

Linda Masarira

LEAD President Linda Masarira has appealed to President Emmerson Mnangagwa to assist pensioners who are being paid an equivalent of US$3 per month.

Masarira said the pensioners are victims of the Zuva judgment.

On 17th July 2015, the Supreme Court of Zimbabwe delivered a judgment in Don Nyamande and Another v Zuva Petroleum (Private) Limited: SC 43/15 to the effect that in terms of our common law, the employer had a right to terminate a permanent employment contract on notice.

Read Masarira’s letter below:

Dear Mnangagwa

Former mining industry pensioners are receiving RTGS$197.98 pension payoutd yet the mining industry minimum wage is around 7500 rtgs. This situation is not unique to the Mining Industry Pensions Fund as most pensioners are receiving less than usd3 equivalent

This is the reality of how pension funds are treating pensioners and those who were victims of the infamous Zuva Judgement.

The Ministry of Public Service Labour and Social Welfare is doing justice to the plight of pensioners who are geriatrics like yourself Mr Mnangagwa. Show your people leadership.

Nguwaya Applies For Bail At The High Court

DRAX International representative Delish Nguwaya who landed in the dock two weeks ago on allegations of lying to the government in order to win a US$60 million coronavirus supplies procurement contract has approached the High Court appealing for bail.

His appeal comes after Harare magistrate, Vongai Muchuchuti denied him bail on condition he was facing a very serious offence.

The magistrate also ruled that Nguwaya could not be tried from home because allegations against him triggered so much criticism against the government.

The state alleged that he lied that his company was a drug manufacturing firm yet it was a “mere consulting company.”

He however denies the allegations saying paper work would prove that such allegations never occurred.

Khupe In Serious Warpath Set To Hijack MDC Alliance Project From Chamisa

Pindula

The Movement for Democratic Change Tsvangirai (MDC-T) led by Thokozani Khupe has reportedly secured the support of three MDC Alliance principals who were part of the 2017 pact.

The three principals are Transform Zimbabwe president Jacob Ngarivhume, Zanu Ndonga leader Denford Musiyarira and Mathisa Guchutu of the Multiracial Christian Democracy (MCD).

The development was confirmed by an anonymous MDC-T official who told New Zimbabwe that the inaugural meeting between the principals and MDC-T officials had been slated for Saturday. The official said:

The meeting was supposed to take place in Harare on Saturday last week, but it could not happen because of Ngarivhume’s absenteeism.

In fact, he sent through an excuse and asked for a postponement of the meeting on the basis that he had travelled outside Harare on an emergency and the meeting was duly rescheduled to early next month.

The development was also confirmed by MDC-T national chairperson Morgen Komichi who said the plan was to review the Alliance pact of 2017 and establish a grand coalition to contest in the 2023 election which are drawing closer.

He said MDC Alliance was left out since it “is not a political party” adding that perhaps Tendai Biti and Welshman Ncube would bring their parties- PDP and MDC-N respectively.

Crisis in Zimbabwe Coalition Says Efforts To Manipulate Malawi Election Results Will Be Resisted.

Press Statement

The Crisis in Zimbabwe Coalition (CiZC) wishes the people of Malawi a peaceful, free and fair election as the country goes for a fresh Presidential election tomorrow Tuesday, 23 June 2020.

The coalition is concerned with the incidences of violence and hate language reported throughout the campaigns.

Attempts by the Executive to undermine democratic processes by interfering in the work of the judiciary and the Malawi Electoral Commission (MEC) in the runup to this election is unfortunate and should be condemned by all democrats across the region.

We call on all stakeholders to ensure a peaceful election, the security of the voters and everyone participating in those elections.

The SADC Principles and Guidelines governing democratic elections state that it is the responsibility of the State to “Ensure that adequate security is provided to the entire electoral process including all political parties participating in elections”.

We, therefore, call on the government of Malawi and all stakeholders to accept the will of the people, any attempts to manipulate the outcome should be resisted.

We also urge SADC to be vigilant and ensure a smooth electoral process and allow democratic processes in choosing the country’s next leader.

A free, fair, credible and safe election to the good people of Malawi.

1111 Junior Police Officers Refuse Order To Be Transferred

NewsDay

Godwin Matanga

POLICE Commissioner-General Godwin Matanga (pictured) was on Friday left with egg on the face after more than 1 111 junior officers successfully challenged their “intermittent transfers” at their own cost, which they argued could not be sustained from their meagre salaries.

Detective Constable Bryn Moyo (CID Theft, Harare), Sergeant Terrence Zireva (Budiriro) and Assistant Inspector Emmanuel Chipanda (Ruwa Police Station) — representing more than 1 111 others — successfully filed at the High Court, challenging what they termed intermittent transfers at their own cost.

Chipanda, who had been earmarked for transfer to Nehanda Police Station in Mkoba 19, Gweru, said he could not afford the transfer cost on his $1 300 salary and pleaded with the court to note the civil servants’ call for a strike over poor remuneration.

Moyo and Zireva also submitted affidavits saying they had no capacity to move to their new workstations, which were not disclosed in court papers.

In an application heard before Justice Benjamin Chikowero on Friday, the police officers said the transfer costs were beyond their means and not in the best interests of their minor school-going children in light of the COVID-19 pandemic.

The junior officers cited ZRP chief-of-staff, Matanga and Home Affairs minister Kazembe Kazembe, as respondents.

“My children are enrolled at schools in Harare, which I believe to be in their interest. I am alive to the fact that schools are still closed, but rumours are that they might reopen soon. If the rumours are true, it would mean that I would have to return my children to Harare from Gweru and look for someone to take care of them,” Chipanda said.

“My transfer was effected at a time when I had already paid my June rentals, I had already planned for the month. The financial implications of my transfer from ZRP Ruwa include buying new school uniforms, looking for alternative accommodation, schools and that represents gross inconvenience and irreparable harm since no allowances have been paid to me.”

The trio’s lawyers Gift Chihuta and Paddington Chinzou from Chakanyuka and Associates also cited violation of their clients’ rights.

“Applicants have children and have been subjected to intermittent transfers during the last four years. The cost of securing accommodation as well as paying school fees and buying school uniforms will seriously burden applicants, especially in this trying economic era considering their income,” they submitted.

Justice Chikowero granted the relief pending determination of the transfer matter.

“Pending determination of this matter, applicant is hereby granted the following relief: applicant’s transfers dated June 2020 from their respective stations be and is hereby stayed pending the determination of the appeal noted on June 8, 2020,” Justice Chikowero ruled.

Matanga recently admitted in Parliament that his officers were prone to accepting bribes because of poor remuneration.

The transfer refusal came hard on the heels of calls by the Zimbabwe Congress of Trade Unions for rolling protests over government’s failure to ensure a living wage for workers.

Civil servants last week rejected a 50% pay rise and US$75 three-month COVID-19 allowance, and demanded at least US$520 salary.

Frontline healthcare workers have already downed tools over poor working conditions.

Mthuli Ncube Confirms “US$75” Bad News For Civil Servants

State Media

Mthuli Ncube

Zimbabwe is not sliding back into dollarisation after Government announced interim US dollar allowances for civil servants, but rather these allowances are a way of cushioning civil servants, Finance and Economic Development Minister ProfMthuli Ncube has said.

Prof Ncube says the US$75 Covid-19 allowances and 50 percent salary increase awarded to civil servants last week will not affect the national Budget projections.

He said Treasury was already working on an $18 billion package to revive all sectors of the economy.

Government last week awarded a 50 percent pay rise to civil servants and pensioners with immediate effect, together with a flat non-taxable US dollar denominated Covid-19 allowance for the next three months.

Speaking on the sidelines of a tour of the site designated for a Zimra dry port, about 10km out of Masvingo, along the Masvingo-Harare highway recently, Prof Ncube said no country can grow its economy without using a component of domestic currency as this would be the bedrock upon which the economy is drip-fed and grown.

“We cannot print the US dollar here in Zimbabwe and we need the domestic currency if we are to grow the economy. If you move around big supermarkets in big cities you will see 30 or so new products manufactured locally and this is the import substitution that we are pushing for because it will create jobs, while also growing our economy and saving foreign currency.”

He said the authorities, through the Financial Intelligence Unit under the RBZ, were working flat out to stabilise the local currency by plugging loopholes used by elements who abuse mobile money platforms.

ProfNcube said civil servants and pensioners will not get the allowances in hard cash, but would be issued with cards to purchase goods and services locally using their US dollar allowances.

“We discourage the withdrawal of these funds in the form of cash because we are worried that this might fuel the parallel market. The money should circulate in the formal market,” he said.

In our lifetime, Rhodes must fall
In our lifetime, Rhodes must fall
He said concerns over the interbank rate will be addressed by the foreign currency auction system that will start tomorrow.

“Our people should be patient and not rush to make judgment. They must wait for tomorrow to see what the bank rate will be after the auction system for foreign currency. I don’t know what it will be in the future. It is a function of market forces, demand and supply, so let us wait and see.”

Minister Ncube last week also toured Beitbridge Border Post where he said more interventions will be rolled out to address challenges facing most civil servants and Zimbabweans in general.

“On the national Budget, we are very comfortable and we are able to meet the needs of the civil servants as planned.

“After all, they work very hard and inflation has been depressing their wages and salaries. We felt the need to increase their salaries by 50 percent on the Zimbabwean dollar component and introduce an US$75 non-taxable allowance for three months.

“The whole idea is to ease the Covid-19 pressures, while we manage and contain the novel coronavirus. Of course, this is the beginning. We have said that we will look at other non-monetary measures to support the civil servants. You will note that the foreign currency allowance is an inflation protector.”

He said there was nothing stopping the private sector from paying their workers in foreign currency though they will have to pay tax in the currency of trade as specified by the law.

Prof Ncube said the $18 billion economic recovery package will cover largely the agriculture, mining, industry and Small to Medium Enterprises.

The minister said $6,1 billion would be committed to the agriculture sector’s Presidential Inputs Scheme and the Command Agriculture.

“The mining sector, especially gold, is one of our major foreign currency earners and here we are committing $1 billion, while another $3 billion will be spent on reviving industries and small to medium enterprises, arts and sports.

“In addition, you will note that the tourism area has been hard hit and we are offering bank guarantees for those wishing to secure funding to revive their entities,” he said.

The minister added that the Government was considering reviewing the cash payments to vulnerable citizens. Government had registered 200 000 people and was encouraging more people to register with the Department of Social Welfare. These, he said, would include the returnees from various countries who did not have a source of livelihood to sustain their general upkeep.

“I have also taken note of the operational challenges at Beitbridge Border Post, which generates 31 percent of the Zimbabwe Revenue Authority’s annual income.

“There is a need to deploy more resources, among them helicopters, all-terrain vehicles and construction of staff accommodation to enhance efficiency issues and minimise intrusive leaks around the border with South Africa. These should cover, customs, immigration and security services,” said Professor Ncube.

Mohadi Faces Contempt Of Court Over Abduction Damages

NewsDay

Kembo Mohadi

Vice-President Kembo Mohadi and several former government officials have been taken to the High Court by a Zimbabwe Peace Project (ZPP) employee, Pascal Gonzo, who wants them charged for contempt of court after failing to pay him US$80 000 in abduction damages.

Gonzo was in early December 2008 abducted together with his workmate Broderick Takawira and ZPP director Jestina Mukoko for allegedly plotting to topple the late former President Robert Mugabe’s administration through recruiting people to undergo military training in neighbouring Botswana.
At the time, Mohadi was co-Home Affairs minister with Giles Mutsekwa.

According to court papers, Gonzo, Takawira and Mukoko’s whereabouts remained unknown until December 24, 2008, when they first appeared before the Harare Magistrates Court, after weeks of being held incommunicado and being tortured. They were eventually acquitted.

Sometime in November 2019, the High Court ordered the State to pay Gonzo US$80 000 for unlawful arrest and detention, assault, shock, pain and suffering and costs of suit.

But despite the consent order, Mohadi, Mutsekwa, and their co-defendants who included Patrick Chinamasa, Didymus Mutasa, Augustine Chihuri, Paradzai Zimondi, Happyton Bonyongwe and other top police officers failed to implement the order, prompting the current application.

“This is an application for an order holding respondents (Mohadi and others) to be in contempt of court, and bind them over to purge their contempt within a given time frame, failing which a warrant for the committal of their persons to jail may be issued until they purge such contempt,” Gonzo said.

According to Gonzo, the consent order was issued on November 6, 2019 when the amount ought to have been paid within 30 days from October 28, 2019 being the date upon which the parties entered into a deed of settlement to that effect.

“The judgment debt remains unsatisfied despite the lapse of the 30-day period within which it ought to have been settled. There can be no doubt that respondents have knowledge of the judgment, it having been entered into by consent and in view of the deed of settlement entered into between the parties,” he said.

“There can be no doubt that respondents are aware of their obligations to me (Gonzo) and have the necessary details to enable them to fulfil their obligations, but are just unwilling to do so despite the existence of an order by consent directing them to effect the payments in question.”
The matter is pending.

75 Year Old Man Acquitted Of Raping His 14 Year Old Grand Daughter

State Media

A 75-YEAR-OLD man from Jambezi in Hwange district who was accused of impregnating his granddaughter after allegedly raping her twice, has been acquitted.

The man from Jabula area under Chief Shana was arrested on October 3 last year and charged with two counts of rape and another of attempting to rape his late son’s 14-year-old daughter.

The girl who was in Form 1 last year, dropped out of school after falling pregnant and gave birth in January this year.

The man pleaded not guilty and told the court that the complainant was impregnated by her elder sister’s husband.

Acquitting the man, Hwange regional magistrate Mr Collet Ncube said it was difficult to convict the accused when it was not clear how the complainant’s brother-in-law was ruled out of the case after being implicated.

Mr Ncube said the accused’s wife and son who testified in court gave credible defence testimonies.

In his defence, the accused who was represented by Mr Thulani Nkala of Dube, Nkala and Company, said his granddaughter was influenced by her elder sister to lie against him to protect her husband.

He said he is not in good books with the complainant’s elder sister over inheritance of a house left by his late son, the complainant’s father.

The accused said he was shocked when police arrested him in October and nothing being done to the complainant’s brother-in-law who had been implicated in August at a family meeting.

The family suspected the girl had a secret love affair with her sister’s husband as they were once caught kissing in a car.

The girl is staying with the brother-in-law and her elder sister in Victoria Falls.

The court was told that the girl denied being pregnant and refused to name the father despite a village health worker having tested her using a pregnancy test kit.

Her grandmother had taken her to the health worker after suspecting that she was pregnant.

Nurses and a doctor at Victoria Falls Hospital in September last year also failed to make the girl talk.

The family had then resolved that paternity test be done after the birth of the child. No tests were done.

At some point the family summoned a self-proclaimed prophet in an attempt to force the girl to reveal the person who impregnated her.

Chamisa Should Not Be The One To Blame, The Original MDC Failed To Reign In Its Youth – Opinion.

by Kennedy Kaitano

This opinion piece is prompted by two incidents: a  discussion I had with a member of the MDC Khupe faction Standing Committee, and by an approach by the daughter of Senator Mwonzora who emailed me a video she recorded complaining about the manner in which his father is being labelled a Zanu PF agent.

I made it clear to both that I was working on an opinion piece that would address their concerns.

In 2005, Honorable Priscillah Mushonga-Misihairambwi was assaulted by some MDC youths following some disagreements within the rank and file of the Party following another stolen election or loss to Zanu PF, whichever way one wants to interpret it. The Party had performed well in its maiden parliamentary elections appearance of 2000, breaking Zanu PF’s two-thirds majority in Parliament. But the official results of the 2005 elections gave back Zanu PF two-thirds majority in Parliament, so the MDC could not block Zanu PF from willfully amending the constitution. The Party had hoped for better fortunes in this election give the promising start in 2000, but of cause Zanu PF had sharpened their dirty tricks in the run-up to the Presidential elections in 2002 throughout to the 2005 parliamentary elections.

So, whenever the chips are down, there is bound to be talk as party members analyse results, and unfortunately, sometimes some opinion will go against the majority opinion, and conflict arises, which sometimes leads to some people taking the law into their own hands and met instant justice or injustice on others. The Party was able to identify the youths you assaulted Hon Mushonga-Misihairambwi, and the eight were expelled from the party. I spoke to some of the youth to try and reason with them that what they had done was wrong as there was no justifiable reason, in my opinion, to beat up people that way, and I was told point blank by the youth that they were not acting on behalf of anyone, but they were expressing their personal anger at the way certain officials in the party were behaving. They told me they were angry with such officials who they saw as derailing the struggle to remove Zanu PF from power, when they (the youths) were on the receiving end of Zanu PF, army and police brutality.

These youths were some of the strongest party campaigners, but the Party President had endorsed their expulsion regardless of their contribution to the party, and many applauded the move as a positive step in instilling discipline in the youth. I cannot specifically recall when the expulsions were nullified, and what processes took place to have the expulsions nullified, but the youths bounced back and were allowed to work for Party, and at least one of them lost his life in the 2008 election madness in the hands of Zanu PF machinery.

Hon Mushonga-Misihairambwi was assaulted in May or before May 2005. More assaults of party officials took place following the split later that year which was caused by disagreements on whether the Party had to participate in the Senatorial elections or not. I recall the late Ambassador Trudy Stevenson was viciously assaulted among other casualties. Advocate Nelson Chamisa was not the leader of the party then. I don’t mean here that the then leader of the Party, the late Dr. Richard Morgan Tsvangirai was to blame. I know he didn’t condone violent behavior, he was a peace loving man. He even used to joke at some rallies that the youth who were bearing the brunt of Zanu PF violence were requesting for a small period when they would be allowed to  revenge on their Zanu PF tormentors when the MDC took over power, and he would tell the crowd that he would never allow that.

Ambassador Stevenson was not the last to be attacked by angry youths who thought certain people were derailing the bid for freedom. Among others who were assaulted later are Hon. Elton Mangoma, and the reinstated MDC-T 2014 Structures Acting President Dr. Thokozani Khupe, who has eight days left for her to start planning an Extra Ordinary Congress that meets the rule of law. In the case of Hon Mangoma, the late President Tsvangirai, from what I read as I was not at the scene, tried failed to restrain the youths who assaulted Hon Mangoma. No one can easily control the youths angered by people who they think are derailing the struggle.  Based on my discussion with the youth who assaulted Honourable Misihairambwi-Mushonga, these youths who assaulted Dr. Khupe and Honourable Mangoma would have taken it upon themselves to do so and I rule out any involvement in such ugly acts by the late Dr. Tsvangirai.

My conclusion from these experiences made me to believe that the MDC youths really feel the pain they suffer at the hands of the Police, the Army and Zanu PF youths who get protected by Government. They become highly emotional, and they find it easier to vent their anger on colleagues within the party who they think are betraying the revolution. They haul insults on you, they can assault you if they think you are selling out if they get the opportunity to do so. They can threaten you with death and do all manner of things, which I do not personally support, but that seems to be reality. This is the situation that Dr. Tsvangirai found himself in, and this is the same situation that Advocate Nelson Chamisa may be in. These tormented youths needs therapy to heal their anger. You can blame them, but they have no control over the pain and humiliation they go through at the hands of the country’s oppressors, and the leadership from the onset did not put in place programs to rehabilitate these usually innocent but tormented  souls.

Until that problem is addressed, you can expect the youth to vent their anger on anyone they feel is regressing the momentum of the struggle against Zanu PF.
Unfortunately, the Zanu PF intelligence has long noticed this, and they always utilize differences within the opposition as an opportunity to create a wedge whenever they observe that there are disagreements within the Party. They will create messages to insult officials pretending that they are Advocate Chamisa, Senator Mwonzora or Dr. Khupe’s followers they will haul all sorts of insults and death threats to ensure that there is no room for the warring factions talking together again. Remember that during the 2018 election campaign, Emmerson Mnangagwa told a rally that the Zanu PF youths and intelligence must deal with the MDC on social media. Every politician worthy their salt heard that statement, so never underestimate Zanu PF and CIO involvement in opposition party disputes. The Police and the Army will even give the weaker faction rare protection, as in the case where they gave MDC Khupe faction youths escort to invade and take over Harvest House, aggravating and infuriating youths from the main faction of the MDC.

In the discussion I had with an official of the MDC Khupe faction, the official was really concerned by what he termed the desire to seek popularity by Advocate Chamisa “…in our struggle the popularity of the leader is not the equivalent of our goals of liberty and freedom”. The official went on to attack what he termed the “Chamisa Chete Chete mantra” and the tense situation at Harvest House where the “Chamisa vanguard” had made access difficult for anyone who was not a Chamisa conformist. Yes, I agree that could have been the case, but this is nothing new. I reminded my discussant about the similar situation that prevailed during the days when the late Dr. Tsvangirai was in charge, and told him that I had been subjected to similar treatment at some point when tensions were high between the former Secretary-General Tendai Biti and the late Presdient. I reminded my colleague about the Hon. Misihairambwi, Honorable Mangoma, about the assault of Dr. Khupe in Bulawayo, to the extent that Dr. Khupe vowed never to get anywhere near the entrance of Harvest House.  Never underestimate the people’s anger. Such acts of bashing each other are not good, and I am on record arguing against such, but that is reality, the oppressed people of Zimbabwe who cannot fight back armed soldiers, armed Zanu PF youths, armed police officers will find a weaker target to offload their anger on.

And the anger is real, and was witnessed in the episodes I have given as examples of. You couldn’t have blamed the late Dr. Tsvangirai for that, he tried his best but failed. Equally, you can’t blame it on Advocate Chamisa, the oppressed people of Zimbabwe really see anyone who associates with Zanu PF, by omission or by commission, as an enemy and will bay for their blood, unfortunate as it may be. On his part, Advocate Chamisa seems to have managed to handle things a bit better, insofar as I have not heard of anyone who was physically assaulted – not to say that there haven’t been cases where such unfortunate acts have happened, but I don’t recall headlines in that regard. Give him time, he has only be in charge for just over two years out of the 20 years during which these feelings of anger have been growing.

I explained to my colleague how as a Party, the MDC failed to control this anger by these youths you are tortured and brutalised by sponsored and armed Zanu PF gangs, the army, the police and the CIO during the time of Dr. Tsvangirai, and they concluded “I totally agree we allowed the problem to grow”.  And that should be a good starting point, rather than accuse Advocate Chamisa for fanning violence. Politicians are very good at the blame game to score points without addressing the real issues, and if the MDC continues that way, we will never reach Canaan.

I will address the other accusation about Advocate Chamisa wanting popularity in a different post, but I will emphasize to leaders of the opposition politics in Zimbabwe, whichever faction of a party they belong to, whichever Party they belong to, that if they want to remain relevant to the struggle, they should remain on the side of the oppressed masses, and that the oppressed masses will deal ruthlessly with anyone they suspect to be associating with Zanu PF, through such statements as made by Dr. Khupe who was quoted on the Zimbabwe Broadcasting Corporation saying “I will continue supporting him (Emmerson Mnangagwa). Do not be surprised if you claim to be in opposition and find yourself attacked by the oppressed masses if you find yourself given five star treatment in Zanu PF mouth pieces such as The Zimbabwe Broadcasting Corporation, The Herald and The Chronicle among others.

Finally, let me remind the Standing Committee members appointed by Dr. Khupe recently that theirs is just a faction of the MDC, it has no place in the Supreme Court Judgement. They are free to strengthen their faction, in the same way as Advocate Chamisa made replacements to the MDC Alliance structures. Those two developments, while permissible, are outside the mandate given to Dr. Khupe by the Supreme Court. The structures that were in place at the time of the passing on are the ones that should drive the Extra Ordinary Congress if we are to abide by the rule of law, but so far Dr. Khupe seems to have dismally called the much needed Council meeting to kick-start the Congress process, and her days are numbered to deliver as 30 June is around the corner.

I hope those who read intelligently will understand where I am coming from, and where I am going.

“Binga Flood Victims Still Living In Tents 4months Later”: Prince Dubeko Sibanda

By A Correspondent- People whose homes and property were destroyed during the Binga floods in February are still living in tents 4 months after the floods as the government fails to provide alternative accommodation for them, according to Binga North legislator Prince Dubeko Sibanda.

Speaking to the publication, Dubeko said the flood victims were also left to fend for themselves despite losing everything in the floods that displaced them. Dubeko said:

The victims are living in a sorry state. They have even forgotten about help coming from the government because no one is talking about it now. Some have left those tents and are now staying with relatives after realising that nothing was forthcoming.

When contacted for comment Matabeleland North Provincial Affairs minister Richard Moyo said the COVID-19 pandemic had derailed the government’s plans to assist the victims:

What I know is that the villagers had their stands pegged elsewhere in preparation for their relocation, but I will have to check with the district administrator on the progress that has been made so far.

Everything would have been done in time, but unfortunately there was Covid-19, so this generally disturbed our entire plans for the affected villagers. Yes, we are aware that they are still in tents in this winter season, but I can assure you that we are working on that as government.

The 43-year-old, who played for the Red Devis under Sir Alex Ferguson between 1999 and 2006, is currently the assistant manager for the club’s U-23 team but disclosed that his untimate dream is to sit in the first team dugout.

“Of course, I’m starting now with the U23s and I’m learning a lot and I want to learn as much as possible because management changes so much in the game today.”

“[I want to] learn and just try to help young players get better. That’s the main thing now for me. Yes we want to win games of course, but the aim now for myself and Woody is to get the players to the first team. That’s the most important [thing]. Real Madrid Shoot To LaLiga Summit

Real Madrid’s search for a first LaLiga title in 3 years took a step in the right direction after they brushed aside Real Sociead on Sunday to dislodge rivals Barcelona from the top of the table.

Zinedine Zidane’s charges came into the encounter knowing that a win would guarantee them top spot following Barca’s goalless draw at Sevilla but struggled to break down a resolute Sociedad defence in the first half, 0-0 at half time.

Five minutes after the restart, Madrid were awarded a penalty after Brazilian teenager Vinicius was brought down in the box following a brilliant run. Captain Sergio Ramos coolly-converted from 12 yards out to hand his side a precious lead.

Ramos would be replaced minutes after opening the scoring after a collision with Sociedad’s Alexander Isak.

Karim Benzema doubled Madrid’s lead on 72 minutes, connecting from a Fede Valverde cross to slot home. Video Assistant Referee (VAR) was summoned to check the possibility of handball in the build up but the goal stood.

Mikel Moreno pulled one back for the hosts to ensure a nervy finish late on but it proved to be just a consolation as Los Blancos held on for the win to go top of the table.

The two giants (Real and Barcelona) are both on 65 points but the superior head to head rule in the Spanish top flight favors Madrid, who beat their arch rivals in the latest installment of Elclasico at the Bernabeu after having drawn the first one at Camp Nou-Soccer 24

Zidane Dismisses Claims That Referees Are Tilting Results In Madrid’s Favour

Real Madrid coach Zinedine Zidane has blasted the talk that referees always favour his side to win matches.

The gaffer was forced to comment after Barcelona defender Gerard Pique suggested that the decisions were going Madrid’s way after their 3-0 win over Valencia, in which Rodrigo Moreno had an opening goal ruled out.

Speaking after Madrid’s 2-1 victory at Real Sociedad on Sunday to climb on top of LaLiga, Zidane says it annoys him to hear such suggestions after reporters asked him about three decisions that went their way against Sociedad.

“It annoys me that at the end of the day people are only talking about the referees as if we did nothing out on the pitch,” Zidane told a virtual news conference.

“But we cannot control what people will say. We win matches on the pitch and that’s what we did today. It was a deserved victory.”

Madrid opened the scoring through Sergio Ramos’ penalty after a contentious foul on Vinicius Jr while Sociedad had an Adnan Januzaj strike ruled out for a positional offside against Mikel Merino.

Karim Benzema then doubled Madrid’s advantage in the 70th minute after controlling a cross with the top of his arm, the goal being awarded following a VAR review.

“I didn’t see the plays but I’ve been told the penalty decision was correct and that Benzema’s goal was legal,” added Zidane. “I don’t get involved in controversies because that’s the referee’s job. I just want to think about our deserved victory.

Let’s Fight For Our Future- Richard Tsvangirai

Farai Dziva|Richard Tsvangirai, the son of the late MDC president and Prime Minister of Zimbabwe, Morgan Richard Tsvangirai, has implored democratic forces to fight for a bright future.

Richard Tsvangirai said opposition forces should not concentrate on petty issues.

“Cdes, we’re fighting not because of someone’s legacy but because we want a better future, a future where we’re in control of every aspect of our lives, so that when fail we don’t blame it on the govt but ourselves.

This is a generational fight, together we’ll define our own destiny,” Richard wrote on Twitter.

Richard subtly attacked the Thokozani Khupe political formation for attempting to use Tsvangirai’s legacy to score political marks.

Merseyside Derby:Everton Delay Liverpool Celebrations

Farai Dziva|
Liverpool edged a step closer to their first Premier League title in 30 years following a goalless draw with Everton in the Merseyside derby at Goodison Park.

In a low-tempo encounter, Everton went closest when Dominic Calvert-Lewin’s flick was kept out by Alisson, and Tom Davies’ follow-up shot hit the post.

Liverpool dominated possession but had few chances, with Joel Matip heading wide from a free-kick.
The point means the Reds are 23 points clear at the top of the table.

If Manchester City win against Burnley tonight, crowning of Liverpool will be delayed by another week or two.
Chelsea on the other hand returned to Premier League action by coming from behind to beat relegation-threatened Aston Villa and strengthen their bid for a top-four finish.

The Blues dominated the first half but fell behind when Kepa failed to hold Anwar El Ghazi’s shot and Kortney Hause was on hand to bundle in.

Chelsea fought back after the break and turned the game on its head with two goals in as many minutes.

First, substitute Christian Pulisic smashed Cesar Azpilicueta’s cross into the roof of the net at the far post before Olivier Giroud drove in from 15 yards with the help of a slight deflection.

The win means fourth-placed Chelsea restored their five-point advantage over Manchester United and Wolves, who are fifth and sixth respectively.

Aston Villa, meanwhile, remain in the relegation zone, one point from safety after taking one point from their first two games back following the resumption of the Premier League.

The suspension of the season had perhaps come at a frustrating time for Chelsea. They had just beaten Liverpool 2-0 in the FA Cup fifth round and then thrashed Everton 4-0 in the league.

Below are the dates on which they may win it:

Wednesday 24 June: Liverpool v Crystal Palace
Thursday 25 June: Chelsea v Manchester City
Thursday 2nd July: Manchester City v Liverpool
Sunday 5th July: Liverpool v Aston Villa, Southampton v Man City

Mr Bean Joins Global Fight Against COVID-19

The World Health Organization (WHO), Project Everyone and Tiger Aspect Productions have partnered to launch a Public Service Announcement (PSA) using global comedy cartoon star, Mr Bean.

With cases of COVID-19 continuing to rise globally, “Mr Bean’s Essential COVID-19 Checklist” is a reminder to people about the importance of washing hands, physical distancing and demonstrating kindness to their neighbours.

The PSA features a cartoon sketch of Mr Bean comically tackling a pesky roller blind to finally reveal a number of essential tips to protect people against COVID-19.

Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization, said:

“COVID-19 affects every walk of human life, and we need to use all tools and avenues at our disposal to share life-saving information with all people around the world. I am grateful for the support of the team behind Mr Bean for lending your voice and talents to spread vital advice on physical distancing, hygiene and knowing the symptoms.”

The PSA is voiced by Mr Bean star, Rowan Atkinson, who created the Mr Bean character to be “a child in a grown man’s body” when he was at Oxford University along with filmmaker and Sustainable Development Goal advocate Richard Curtis.

Mr Bean, which was originally broadcast in the 1990s before transforming into an animated series, has since expanded on a global scale with 96 million Facebook followers globally and major fanbases across India, Brazil and Indonesia. Mr Bean also celebrates his 30 th anniversary in 2020.

The PSA was coordinated by Project Everyone, a not-for-profit agency devised by Richard Curtis working to put the power of communications behind the UN’s Sustainable Development Goals.

Richard Curtis said: “We are delighted to work with the WHO on this Mr Bean sketch and to support health messaging around COVID-19.

In 2015 193 world leaders committed to 17 Global Goals to end poverty, inequality and climate change by 2030. Good Health and Wellbeing is Goal 3 and central to achieving all of the Global Goals.

It’s key that we work with creative partners – and that all sectors come together to continue to get messages out about how we can tackle COVID-19 and build back a better world where the Global Goals remain the guiding plan to be achieved by 2030.

I’m not QUITE sure which sector Mr Bean belongs to – but we’re delighted to have him on board.

ZRP Cops Accuse Masvingo Residents Of “Plotting To Overthrow Mnangagwa Government”

Farai Dziva|ZRP cops in the ancient city of Masvingo surprised all and sundry on Monday morning when they blocked roads into the city centre, forcing scores of people to return home.

Police officers at the Rujeko Footbridge accused residents of plotting to overthrow the government through mass protests.

“We don’t want to see your exemption letters, we are simply following instructions from our bosses.

We know what you are planning -you want to cause havoc in the Central Business District, go back home,” shouted a ZRP cop.

Masvingo Provincial Police spokesperson, Chief Inspector Charity Mazula was not immediately available for a comment on the matter.

Residents who spoke to ZimEye.com said they were forced to sit on bare ground for several hours, despite the chilly weather in the morning.

“They forced us to sit on bare ground and they accused us of denigrating the authorities.I wanted to buy medicine for my daughter but the cops would not allow me to get into town,” fumed one resident.

Mr Bean’s COVID-19 Checklist

Zanu Pf Fissures Rock War Veteran’s Funeral

By A Correspondent- Tempers flared at the burial of liberation war fighter Steben Chiweshe in Muzarabani on Saturday as the newly-installed Mashonaland Central interim provincial war veterans executive blocked former chairperson Sam Parirenyatwa from addressing the mourners, further widening the fissures in the province.

Chiweshe, who succumbed to cancer, was a member of the “dissolved” provincial war veterans association led by Parirenyatwa and was granted provincial hero status following a request made by the latter.

Parirenyatwa, who was scheduled to speak at the burial, was sent on a wild goose chase allegedly by Zanu-PF provincial chairperson Kazembe Kazembe’s faction as the event proceeded only to realise later that he had been fooled.

A source told NewsDay that Kazembe made sure that Parirenyatwa was not part of the proceedings

As part of the plot, it is alleged, Zanu-PF politburo member Kenneth Musanhi called for a briefing with Parirenyatwa’s beleaguered executive in Glendale on the day of the burial, only for the latter to realise that it was a ruse.

Parirenyatwa later sped to Muzarabani, but was denied the opportunity to address the mourners by Muzarabani district development co-ordinator John Chihobo, leading to a commotion which was thwarted by police.

A member of Parirenyatwa’s “fired” executive, Farai Mataire, confirmed the development.

“I can confirm that there was a clash, but I can’t give further details,” he said.

Parirenyatwa refused to comment on the matter.

Kazembe and Musanhi were not picking calls when sought for comment.

However, Zanu-PF provincial spokesperson Alfred Mufunga accused Parirenyatwa of arriving late for the burial.

“Parirenyatwa came late after the family members had already spoken and Kazembe spoke as the Minister of Home Affairs. It had nothing to do with the party,” he said.

Meanwhile, the former provincial war veterans association members, who spoke to NewsDay on the sidelines of the burial, accused war veterans politburo secretary Douglas Mahiya of meddling in their affairs.

Mahiya recently presided over the installation of the interim war veterans league in the province without the consent of provincial chairpersons and the party’s national commissar Victor Matemadanda

Parirenyatwa’s executive was dissolved in absentia on June 7 and replaced by an interim committee led by Richard Chirongwe and Luke Mushoore, both linked to the G40 faction, inviting criticism from other provinces.

VP Mohadi Hauled To Court Over Abduction Damages

By A Correspondent- Vice President Kembo Mohadi and several former government officials have been taken to the High Court by a Zimbabwe Peace Project (ZPP) employee, Pascal Gonzo, who wants them charged for contempt of court after failing to pay him US$80 000 in abduction damages.

Over 1.1k Police Officers Resist Transfers

By A Correspondent- Police Commissioner-General Godwin Matanga (pictured) was on Friday left with egg on the face after more than 1 111 junior officers successfully challenged their “intermittent transfers” at their own cost, which they argued could not be sustained from their meagre salaries.

Detective Constable Bryn Moyo (CID Theft, Harare), Sergeant Terrence Zireva (Budiriro) and Assistant Inspector Emmanuel Chipanda (Ruwa Police Station) representing more than 1 111 others successfully filed at the High Court, challenging what they termed intermittent transfers at their own cost.

The junior officers cited ZRP chief-of staff, Matanga and Home Affairs minister Kazembe Kazembe, as respondents.

ZINASU Duo Pulled Out Of Lectures For Offering Solidarity With Abducted, Tortured, Arrested And Jailed MDC Alliance Trio

By A Correspondent- A students’ representative organisation, Zimbabwe National Students Union (ZINASU) has claimed that its national vice president and Chinhoyi Univerity of Technology (CUT) chapter chair have been withdrawn from a lecture by police.

The union says they are being accused of standing in solidarity with MDC Alliance trio -Joana Mamombe, Cecilia Chimbiri and Netsai Marova who are remanded in custody after they allegedly lied that they were abducted and tortured b suspected state security agents. The union posted on Twitter saying:

Our Vice President Talent Madava @TMadava and CUT Chapter Chair Lionel Shayahama have been taken out of their lecture by CID Chinhoyi for standing in solidarity with the abducted Trio. The continued targeted harassment of student leaders is deplorable.

The trio was initially arrested on the 13th of May this year for participating in a flash hunger protest in Warren Park, Harare.

They claim that they were kidnapped from police custody and endured a 24-hour-long session of torture and sexual assault.

While the identity of their alleged abductors is not yet known, the state says the alleged abduction was staged to soil the image of the government while the international community, human rights defenders and the opposition implicate the police saying it was impossible for the trio to escape police custody

3 Life Sentences For Man Who Killed Employee’s Wife, 2 Minors

y A Correspondent- A 70 year old Buhera man was on Friday handed three life sentences for fatally shooting his domestic employee’s three family members.

Mutare High Court judge Justice Hlekani Mwayera handed down the sentence against Takadu Oxford Mangwiro after finding him guilty on three counts of murder and attempted murder.

Public prosecutor Jonathan Chingwinyiso said on September 15, 2018, Mangwiro had an altercation with Farai Mandingo who was his employee at his homestead in Buhera.

Mandingo stayed with his wife Portia Mudhara (32) and daughters Sharon and Lisa aged one and four years, respectively.

Chingwinyiso told the court that Mangwiro accused Mandingo of stealing half a tonne of maize, groundnuts, eggs, rapoko and chickens.

Mandingo denied the allegations, resulting in the accused terminating his contract of employment forthwith and ordering him and his family to vacate his premises.

Mandingo reportedly had no money to ferry his family and property to Marange, so he spent the night at his ex employer’s homestead.

The following day, Mandingo saw Mangwiro in the yard and greeted him. The convict who was armed with a .303 rifle instead fired at Mandingo who was eight metres away, but missed.

Mandingo fell to his knees and the convict fired another shot, but again missed. Mandingo bolted into a nearby bush and went to report the matter at Murambinda Police Station.

While Mandingo was on his way to make the report, the convict shot Mudhara, Sharon and Lisa who were in their bedroom and hid the three bodies in a rubbish pit and fled.

Mandingo returned in the company of police officers and was informed of the shooting by LeeRoy Zunzanyika (14) who heard the gunshots, but the convict had fled the scene.

On September 18, information emerged that the convict was hiding in a mountain near the village. He was lured from his hideout by a phone call and was arrested.

He led the police to the decomposing bodies.

Chingwinyiso argued in court that the convict had no respect for human life, hence the need for a harsh sentence.

“No Political Leader Is Ready To Lead The People In Protests”: Jonathan Moyo

Exiled former Cabinet Minister, Professor Jonathan Moyo has claimed that both the citizenry and political leaders in the country are not enthusiastic about leading demonstrations against the government.

He speaks when calls for the ruling ZANU PF to relinquish power have intensified recently following the new reports of corruption scandals which implicate government officials.

Some observers say the anti-government protests would have long erupted if recent developments had transpired in other countries.

Posting on Twitter this Monday, Moyo said:

While s58 of Zim’s Constitution enshrines the right to freedom of assembly & s59 protects the right to demonstrate, there is a conundrum: the people want political leaders to lead the demonstrations & political leaders want the people to start the demonstrations! #ZanupfMustGo

Last year, Nelson Chamisa, leader of the opposition MDC Alliance responded to his supporters who were demanded that he tell them when it was time for protests saying he would not give any signal.

He later said corruption and failure by the government to fulfil election promises was signal enough to push the general public into the streets.

This is partly as a result of arrests and torture of opposition officials, workers and human rights defenders have in the past been arrested and tortured or kidnapped for participating in protests.

The president Mnangagwa led government pledged to revive the collapsed sectors including health, agriculture and industry but the economic and humanitarian crisis in the country suggests the country is receding from where it was when President Mnangagwa took over from Robert Mugabe in 2017

“Health Workers Torn Between Self Service And Saving Lives”

By Godard Thabani Bvungidzire- On the 17th of June health workers woke up to realise that their already compromised salaries had been further cut spurring them into an immediate industrial action that started at Parirenyatwa Group of Hospitals in Harare, Zimbabwe.

An unintelligible excuse was given by the Health Services Board, but it is the corruption within the health system and government at large that aggravated matters.

“It’s tiring that I earn 2.200 Zimbabwean Dollars (USD 35) and on top of that they cut it without giving a decent explanation.” A protesting nurse who spoke on condition of anonymity fumed.

The industrial action started at Parirenyatwa Hospital which is the country’s biggest referral health facility and swiftly cascaded to other major public hospitals across the country.

Efforts to get comments from the National Health Board were unfruitful as their phones were either not answered or the voice at the other side of the line claimed to have no authority to comment on the matter.

In a society where morality precedes legality the irony was not lost on the Health Services Board chairman who went to address the protesters in a brand-new Range Rover bought as a service vehicle for Covid19 related duties.

In an effort to wade off the growing impatience from the health workers the government announced a USD 75 Covid 19 allowance which will only work as a shopping voucher since the banks are not allowed to cash it out.

The visibly frustrated nurse explained, “The government expects us to be able to open Foreign Currency Accounts (FCA) which require an initial USD 20 and with our current salaries we are not even able to do that.

This bedlam is happening at a time when the corona virus positive cases have risen to 479, a number that looks modest compared to other countries but already spelling danger Zimbabwe’s volatile healthcare system.

On June 19th, the minister of health Dr. Obadiah Moyo was arrested on allegations of corruption in a move that is largely seen as a smokescreen to mask the rot in the healthcare system and possibly pacify the health professionals and have them return to work.

Predictably Minister Moyo was released the following morning on a bail and if the stories doing the rounds are anything to go by he did not even spend the night in the police holding cells at Rhodesville as reported in the state media.

The depth of corruption in the procurement of the corona virus personal protective equipment (PPEs) implicates even the president’s son and the president himself and the money misappropriated in the process was enough to cushion all the essential health services professionals.

This catastrophe has President Emmerson Mnangagwa’s leadership shortcomings written all over as he pontifies over the corruption where every dollar that gets into the public health system a thousand vanish into individuals’ pockets.

‘’The healthcare workers protesting is symptom of a bigger problem; in our case the problem is our government’s inability to manage the countries resources “Sindiso Ncube an activist for political change commented.

The health workers are unrelenting in their fight and should they maintain their resolve the state of the country’s public health remains pitiable as the government officials would rather keep accumulating wealth at the expense of saving lives.

“Leave Chamisa Alone, The Violent Youths Are Not Sanctioned By Anyone”

By Kennedy Kaitano- This piece is prompted by two incidents: a  discussion I had with a member of the MDC Khupe faction Standing Committee, and by an approach by the daughter of Senator Mwonzora who emailed me a video she recorded complaining about the manner in which his father is being labelled a Zanu PF agent.

The Party had performed well in its maiden parliamentary elections appearance of 2000, breaking Zanu PF’s two thirds majority in Parliament. But the official results of the 2005 elections gave back Zanu PF two thirds majority in Parliament, so the MDC could not block Zanu PF from willfully amending the constitution.

The Party had hoped for better fortunes in this election give the promising start in 2000, but of cause Zanu PF had sharpened their dirty tricks in the run up to the Presidential elections in 2002 throughout to the 2005 parliamentary elections.

So, whenever the chips are down, there is bound to be talk as party members analyse results, and unfortunately, sometimes some opinion will go against the majority opinion, and conflict arises, which sometimes leads to some people taking the law into their own hands and met instant justice or injustice on others.

The Party was able to identify the youths who assaulted Hon Mushonga-Misihairambwi, and the eight were expelled from the party. I spoke to some of the youth to try and reason with them that what they had done was wrong as there was no justifiable reason, in my opinion, to beat up people that way, and I was told point blank by the youth that they were not acting on behalf of anyone.

They said instead, they were expressing their personal anger at the way certain officials in the party were behaving.

Tsvangirai was in charge, and told him that I had been subjected to similar treatment at some point when tensions were high between the former Secretary-General Tendai Biti and the late President.

Khupe who was quoted on the Zimbabwe Broadcasting Corporation saying:

“I will continue supporting him (Emmerson Mnangagwa).

FULL THREAD- “The Army Is In Charge”

By A Correspondent- Political analyst, Against Makuyana, has said the military-assisted transition of 2017 that elevated President Emmerson Mnangagwa to power was indeed a coup de tat adding that it was not the first in the Southern African Country.

President Mnangagwa’s supporters and the ruling party, as well as other analysts, say it was not a coup since the late former President Robert Mugabe resigned from power.

Opposition MDC initially celebrated the transition and denied any suggestion that it was a coup.

We present Makuyana’s Twitter threat below:

“Let’s be very factual; the 2017 Coup was actually the 3rd Coup in Zim. The first Coup was in 2002 when Army Generals led by Zvinavashe gathered &vowed that they would not allow anybody other than their own choice to lead Zimbabwe.

I have always argued that Tsvangirai won the 2002 Presidential Elections, it was clear from the behaviour of the military, the violence they engaged in, the failure by the Judiciary to release the Court Ruling& failure by Mbeki to release the SADC& AU report.

It was 2002 when RGM lost control of the Military. He thought he had outsmarted Tsvangirai by using the Army to remain in power, what he didn’t know was that the Army turned him into a puppet (since they knew he had lost the election, his stay in power was now at their mercy). The Second Coup happened in 2008 and ED has already confessed how he called Mugabe (after Didymus Mutasa ran accepted defeat) to set up a Cabinet as they had found a way/ twist for him to stay.

In both the 2002 & 2008 Coup, the Army again remained in charge! The influence of the military in Zim Governance is actually underestimated even by those in Zanupf! Most people in Zanupf think “tiripanyanga”. What they don’t know is whatever they hold is bcoz of the Army! Chero Mnangagwa isn’t in charge: he is just an Army puppet!

What this also means is every Zanupf Minister since 2002 must actually thank the Army bcoz had it not been for the Army they wld never have been in Gvt let alone a Zanupf Cabinet Minister!

Vanotozviziva mumoyo dzavo kuti they lost in both 2002 &2008 to Morgan! If you want to see it is the Army that controls Zanupf, just check events leading to Nov 2017. Everything looked set for Grace &G40 until the Army made just one statement and that was it! Mugabe whole empire collapsed just like that!If indeed RGM was in charge, that Army Statement would never have changed anything.

In fact, Zanupf itself would have remained solidly behind RGM &the Army would have been left with no choice than to take over power themselves! The Army knew RGM was their puppet &had no POVO.

The Army knew they can command him out, even out of Zanupf which he claimed he founded! According to the Arny “tisu takamudaidza kuti atitungamirire and we can fire him anytime. Tisu takamuudza asabve since 2002 and when we want him to go he should abide by our instructions”.

So next time somebody tells you about a coup in 2017 as the cause of our problems just remind him that the Coups started in 2002 & if you remained in Zanupf govt since then, you are equally guilty of subverting the people’s democratic choice!

Meanwhile, law expert, Tinashe Hofisi has disputed the above view saying:

Coup is take-over contrary to the constitutional order. 2017 was a failed coup. Mugabe refused to give in & Parliament used Constitution to assist military. That’s not a coup. Calling anything else a coup misunderstanding of the term – read up on the coups globally.

ED Donates 2k Masks, Mealie meal To Mat South Women’s League

By A Correspondent- President Mnangagwa has donated masks and food to the Zanu-PF Matabeleland South Province Women’s League.

Speaking during a distribution of the items at the Zanu-PF party offices in Gwanda on Friday, Zanu-PF Matabeleland South Women’s League chairlady Rona Moyo said they had received 2 000 masks and mealie meal from Mnangagwa and Zanu-PF Women’s League Secretary Mabel Chinomona.

She said the items had been given to members of the women’s league at national, provincial and district level.

Moyo said they expected to receive more masks for the rest of the women’s league.

“We were called to a meeting as the women’s league leadership where we were given 2 000 masks as a province and 250 bags of mealie-meal by Chinomona. We want to thank our President who made this possible as he availed the fabric to produce these masks,” she said.

Moyo said said the donation is supposed to benefit all members of the women’s league.

“These masks should benefit our members in the women’s league right up to district level including those in rural areas. The mealie- meal we received will also go a long way to assist families that have been severely affected by food shortages as a result of this Covid-19 pandemic,” she said.

-StateMedia

Moyo appealed to the National Women’s League leadership to ensure that more masks were handed over to the province so that women at all levels received them.

In an interview during the distribution exercise, Zanu-PF National Women’s League representative for Matabeleland South Province Tambudzani Mohadi said the assistance will go a long way in helping women at grassroots level.

She said there was also need for the women’s league to extend assistance to the rest of the community.

“Women in the communal areas don’t have means to make their own masks. Wearing of masks has been identified as one of the means to curb the spread of this pandemic and hence it’s important for people to have these masks. With this distribution we realised that charity begins at home and we started with women from the party and then go beyond,” she said.

Mthuli Ncube Says His Policies Have Revived Local Industry

Finance minister has bragged that his policies have revived local industries after claiming that most supermarkets are filled with locally manufactured products.

“If you move around #Zimbabwe supermarkets you will see new products manufactured locally and this is the import substitution that we are pushing for because it will create jobs, while also growing our economy and saving foreign currency,” said Mthuli Ncube.

Do you agree with this Mthuli Ncube assertion?

Govt Launches Volunteer Nurses Program?

By A Correspondent- Under pressure government has launched a volunteer nurses program in order to help alleviate the challenges experienced following the health workers strike which started last week.

According to health ministry spokesperson Donald Mujiri the Volunteer Nurse Leadership will kickoff today in Chinhoyi, Mashonaland West province as well as Masvingo provincial hospitals.

Chinhoyi provincial hospital built under late former president Robert Mugabe rule is one of the biggest nurses training centers under Chinhoyi School of Nurses. Mujiri posted public notices saying they will kick off recruitment today Monday at 10.00am

Read the yet to be confirmed notice which is doing the rounds:

“Volunteer Nurse Leadership will kick off in Chinhoyi and Masvingo provincial hospitals. The aim is to recruit voluntary nurses to assist our institutions during the strike by nurses.”

Efforts to get a comment from the Health ministry were not fruitful by the time of writing but this publication is making continued efforts to engage the ministry officials’ position regadring the above move.

The latest move by Government confirms the cold war between health professionals and their employer. as they have been agitated who has failed to give them better salaries that may cushion them against hyper inflation.

Of late, the Reserve Bank of Zimbabwe inter bank rate has been eroded with costs of basic commodities trading at unprecedented levels daily. Although Government offered a USD$75 for every civil servant for three months during Covid 19 crisis, some hospitals have seen patients turned away as nurses are on strike.

This has compromised the health sector under global spotlight after health minister Obadiah Moyo was arrested last week facing corruption charges running into millions of US dollars.

Shock As 5yr Old Is Fatally Assaulted By Two Minors Over Soiling Self

By A Correspondent- A five year old girl from a village under Chief Chireya in Gokwe, was allegedly killed by her two minor uncles for soiling herself.

The deceased Sibongile Charehwa was allegedly fatally assaulted to death by her two uncles, aged 10 and 14 after she messed her panties.

Midlands police spokesperson Inspector Joel Goko confirmed the murder of Sibongile Charehwa to B-Metro.

“We are investigating a case of murder of the deceased Sibongile Charehwa who was assaulted until she died by two minors whom she was left in custody of.

“The two accused persons took turns to assault her with a stick all over the body until she became unconscious.

“Noticing that the deceased was unconscious, they informed their neighbour Sarah Mhende who then went to check,” he said.

Inspector Goko said upon arrival, Mhende discovered that Charehwa had already died.

“Mhende went to the scene intending to assist the now deceased, but she then discovered that she had died.

She alerted other members of the community about the incident and the matter was reported to the police leading to the duo’s arrest while the deceased’s body was ferried to a mortuary,” said Inspector Goko.

Inspector Goko urged members of public to desist from leaving children on their own at home.

“We appeal to the members of the public to always leave their children in the custody of older people so that such incidents can be avoided,” he said.

Man Busts Wife With Church Elder In Own Bedroom

By A Correspondent- Unlike catching a cheating man, nabbing an unfaithful woman is not easy.

This is because like a clumsy bear, men always leave behind trails of their infidelity, like scented perfume and lipstick on their shirts, lodge receipts in pockets and raunchy text messages in their phones.

A Plumtree man’s world fell apart when he busted his wife in a steamy embrace with a man she had been bringing home after she initially introduced him as her church elder.

Njabulo Mpala from Dingumuzi suburb who reportedly vowed never to “trust a woman again” flew into a rage after he caught his now ex-wife Semkelwe Ncube flirting with her lover only identified as Tshuma in their matrimonial bedroom.

The heartbreaking discovery reportedly happened on Saturday last week.

Mpala, an informal trader, reportedly caught Ncube cheating after he received a tip-off from a neighbour that Tshuma who was always visiting Ncube mostly in his absence, had sneaked into his house.

It is reported that when he quickly returned home, after that tip-off, Mpala was in for a shock when he found Ncube on their matrimonial bed while being cuddled in the arms of her “church elder”.

Out of fury, Mpala reportedly meted instant justice on Ncube. In the midst of the chaos, Tshuma reportedly made good his escape.

A witness who spoke on condition of anonymity told B-Metro that Ncube who felt guilty after being busted while cheating on her husband deserted their matrimonial home.

The witness said Mpala was heartbroken after he discovered that the mother of his two children had fooled him when she introduced her lover to him as her church elder.

“MaNcube (Semkelwe) deserted their matrimonial home after her husband caught her red-handed with her lover on their matrimonial bed.

“It was disheartening that the lover was someone who was known to Mpala and was always coming to their house after Semkelwe introduced him to her husband as her church elder,” said the witness.

When reached for comment an inconsolable Mpala could neither confirm nor deny the incident. Instead, he avoided the questions by saying:

“Of course I feel bad, but I can’t change what’s gone on”.

Ncube, however, defended her shenanigans saying it was revenge on her husband who had also been cheating on her.

“It was revenge on my husband after I discovered he had been all along fooling around with another woman,” she said.

Locked Down Vendors Turn Homes Into Business Stalls

SOME vendors and informal traders in Bulawayo have found new homes for their businesses in their respective residential areas after being removed from the city centre.

More than 600 vendors were removed from the city centre as part of measures to spruce up the city inline with Covid-19 hygiene regulations and most of them were operating along Fifth Avenue.

Council is yet to allocate the traders new vending bays hence most of them have now resorted to operating from their respective residential areas.

Many have turned their homes into market places and are selling an assortment of products they used to sell at the market along Fifth Avenue.

The vendors say while business is not as good as it was in the city centre, they are able to raise enough money to fend for their families as they adjust to the “new normal” of living under lockdown.

Some of them said they had to modify their business models as they were now targeting different types of markets compared to what they used to serve in the Central Business District.

Gogo Nogeit Nleya (64) of Mzilikazi suburb in Bulawayo said while waiting for council to provide new selling bays, she decided to operate from home.

She said she has been selling at the market since she was 23 years old and as such she has not known any other employment.

Mrs Nleya said she has been able to send her children to school from the money she raised at the market and had been able to look after her grandchildren from the same market proceeds until Covid-19 struck.

“I started selling from the market in the late 1980s. I sent all my children to school using that money and I am still able to fend for my family with proceeds from my vending business. I do not know any other business and as old as I am it will be very difficult to start thinking of any other business venture. I am a widow.

“During the lockdown I have realised that I can still continue with my business from home while waiting for council to allocate us new vending bays,” said Gogo Nleya.

She said at home she was able to maintain high hygiene standards required by Covid-19 regulations.

“I am able to wash my hands after coming into contact with every customer. It is only the water crisis that makes this a bit of a problem but the borehole is not very far from where I stay. I hope council will set up new vending stalls for us soon but while I wait, my home is my new fresh produce market,” she said.

Mr Dingani Sibanda from Nketa Six suburb who sells fresh produce and small grains among other products, says he is now operating from his vehicle.

“When I lost my stand at the Fifth Avenue market, I lost hope and stayed home for days during the peak of the lockdown. My colleagues who were also affected by our relocation, approached me asking for transport to collect vegetables from Woodville and other nearby places. We would be stopped by people inquiring if we were selling the produce in bulk, and from then on, I have realised that I can make more money through selling bulk vegetables to other vendors. I also sell smaller quantities after delivering my bulk orders. I sell from my car and I go to different areas in the city making deliveries and I keep small quantities for selling to individuals for consumption,” said Mr Sibanda.

He said he was now making more money than he used to make at the market in the city centre.

“I only realised now that I can actually make more money than I used to make by making bulk deliveries to other vendors. Maybe it’s because of this lockdown but I pray that the trend continues so that I do not return to spending the whole day at the market. I bought this truck in 2003 for a very cheap price when my former boss was relocating to the United Kingdom and it’s only now that I am enjoying real value of having the truck,” said Mr Sibanda.

Mrs Talent Musona from Cowdray park suburb said she is now spending more time with her family while doing business at home.

“It is hard to start something new but sometimes change is what we need to realise that there are new opportunities. I think selling from my neighbourhood is not so bad after all as I get to spend more time at home with my children. The revenues are lower compared to what I used to realise but the advantage is that I no longer pay for transport everyday,” said Mrs Musona.

Another vendor who only identified herself as MaSithole from Makokoba suburb, said while selling vegetables from home gave her less money, it was good because she was no longer involved in running battles with municipal police who used to confiscate her wares.

She however said she will be back at Renkini bus terminus once it is re-opened for business after lockdown.

“These days I sell my wares in peace without fear of being chased by police or BCC. I know that I will not have to ride at the back of a council truck during a raid or lose any of my stuff. My new business of selling from home now gives me time to cook for my children,” she said.

Not all vendors share the same optimism about finding opportunities despite the lockdown. For some it looks like the end of the road and the future is bleak.

Ms Nomsa Ncube said during the lockdown she was forced to eat more than half her stock while some of her perishable stock started rotting.

“I lost more than 75 percent of my stock and right now while the lockdown has eased, I am struggling to restock. Things are expensive and suppliers want forex. I wish I was younger so I could apply for the youth business relief fund,” she said.

Meanwhile, more than 600 vendors who were removed from the city centre are challenging their relocation by the Bulawayo City Council at the High Court.

Army Called In To Help Fight Diarrhea Outbreak In Byo

GOVERNMENT has set up a high-level technical committee to investigate the outbreak of diarrhoea in Bulawayo’s Luveve suburb and seconded army doctors to assist the City Council in treating patients.

The committee is led by the Environmental Management Agency (EMA).

Nine people have succumbed to diarrhoea in Luveve suburb while nearly 1 000 patients have been treated.

The council is conducting door to door campaigns to identify patients and is also providing free treatment to diarrhoea patients.

Ambulances are ferrying critically ill patients to Mpilo Central Hospital free of charge.

The local authority said it has confirmed that the people from Luveve were suffering gastrointestinal disease and is working towards establishing the cause.

Residents have blamed the diarrhoea outbreak on the city’s water.

Council is conducting tests on its water and independent tests are being done by the National University of Science and Technology and Cimas laboratory.

Residents affected by diarrhoea are now being tested for Covid-19.

Local Government and Public Works Minister July Moyo on Friday said Government was satisfied with council’s prompt reaction to the diarrhoea outbreak.

He said Government has deployed army doctors to assist council in dealing with the diarrhoea outbreak.

“What we want them to do is to continue with the health surveillance and we are appealing to the people to come forward so that they can be treated. We are also fully aware that some of the patients might not be able to come to the clinics to seek treatment hence this door to door exercise. The city’s health department is now working with Provincial Medical Officer and other agencies such as those seconded from the army.

They are following up patients at their homes to offer treatment on the spot,” he said.

Minister Moyo said a provincial taskforce has also been set up to identify the source of the diarrhoea outbreak.

“The Minister of State (for Provincial Affairs Cde Judith Ncube) working with the acting Provincial Development Coordinator (Mrs Khonzani Ncube) has set up a team composed of all technical departments led by EMA composed of civil engineers, health environmentalists as well as defence and security people who are also technical to conduct thorough investigations to establish the source of this outbreak,” said Minister Moyo.

He said there were allegations that water could have been contaminated as a result of burst water and sewer pipes.

Minister Moyo said others suspected that the source could be vegetables being watered by water contaminated with raw sewer.

“There is a contractor on site and that contractor caused burst pipes in six places which have been attended to do. There are also 39 other areas that experienced burst pipes. All these technical issues should be analysed so that we get to the bottom of what really caused the diarrhoea oubreak,” said Minister Moyo.
Council which took water sample more than two weeks ago for testing, is yet to release the results.

High Court Dismisses Habakkuk Trust’s Bid To Stop Parliamentary Hearings

Bulawayo High Court judge Justice Nokhuthula Moyo has dismissed an application by Habakkuk Trust, a local non-governmental organisation, which sought to have last week’s Parliamentary hearings on the proposed Constitutional Amendment No. 2 Bill suspended due to Covid-19.

In its court papers filed through lawyers, Job Sibanda and Associates, the Trust argued that respondents – Clerk of Parliament Mr Kennedy Chokuda, Justice Legal and Parliamentary Affairs Minister Ziyambi Ziyambi and the Parliament of Zimbabwe, were being unfair and unreasonable by risking the lives of the public through holding the meetings.

Habakkuk Trust also opined that the outcome of the process will not be a representation of the people’s will since COVID-19 regulations allowed a maximum of 50 people to gather.

Ruling on the matter, Justice Moyo said:

We do not have the power to suspend constitutional processes per personal view, we are not allowed. I have not been favoured by the applicant with any case law authority that is precedent for suspending the Constitution thus applicant has not shown me that I do have the power to stop constitutional processes.

Constitutional Amendment No.2 Bill gazetted last year, seeks to introduce at least 27 amendments to the constitution which law expert Professor Lovemore Madhuku says are meant to consolidate President Emmerson Mnangagwa’s grip on power.

Meanwhile, political science lecturer Eldred Masungure is convinced Mnangagwa seeks to have powers to appoint a successor of his choice.

3 More COVID-19 Cases, Zim Total Now 489

Yesterday, Zimbabwe recorded a further three COVID-19 cases to take country total to 489.

Two of the three cases are returnees from South Africa while the third is a local transmission.

No additional recoveries or death were recorded with the numbers remaining at 64 and 6 respectively.

Dear Inter- Parliamentary Union-

By Kennedy Kaitano- Dear Inter-Parliamentary Union,

I am a concerned citizen of Zimbabwe who is worried bout the corrupt collusion between the Parliament, Senate and Government Zimbabwe and a faction of the opposition party, the Movement for Democratic Change (Tsvangirai) (MDC-T).

This follows a “mooted” Supreme Court Judgement passed on 31 March which encouraged the warring factions of the MDC-T to organise a special Extra Ordinary Congress to elect a leader who will replace the founding President of the Party who passed away on 14 February 2018. I hope that my letter will find its  way to the appropriate offices for consideration.

To give a bit of background, the Supreme Court Judgement came about as a result of a court appeal by a member of the MDC-T who felt he had not been accorded an opportunity to elect a President of his choice following the death of the late founding MDC-T President. In its wisdom, following the death of the founding President, the National Council of the MDC-T, chaired by Senator Morgan Komichi, who was the Acting Chairman in the absence of the 2014 elected Chairman Hon Lovemore Moyo, had decided to elevate one of the three Vice-Presidents of the Party, Advocate Nelson Chamisa, to the position of Acting President.

Of the three Presidents, one Dr. Thokozani Khupe, was the only one who had been elected at the Party’s last Congress held in 2014, while Advocate and Senator Engineer Elias Mudzuri had been appointed to Vice President positions which had been found essential to strengthen the Party in readiness for the 2018 elections.

Senator Morgan Komichi was assigned by the late MDC-T President to lead the consultation which resulted in those appointments, which were endorsed by the National Council of the Party.

The Supreme Court ruled that the appointments of the Vice-Presidents was unconstitutional according to the Party constitution, even though the Constitution gave the power to the National Council to make decisions in between congresses, and it also allowed the President to “appoint deputies to officers of Congress from a pool of National Executive members elected from provinces and other office bearers where such is provided for in the Constitution”. Officers of Congress are the officials who are elected at Congress, and the President is one of such officers.

The Party had then thought that there was nothing sinister in the Vice-President appointments, so the Supreme Court Judgement really came as a surprise, and many believe that the Judgement was influenced by Government of Zimbabwe which likes to divide the opposition by siding with the weaker faction in the main opposition party.

Regardless of whether the Supreme Court judgement was influenced by Government or not, following its opinion that the Vie-President positions appointed in 2016 were not constitutional, the Court ruled that all decisions made after the death of Dr. Morgan Tsvangirai were null and void, and assigned the elected Vice-President, Dr. Khupe to organise an Extra Ordinary Congress to elect a replacement for the late leader (The Court ruling is attached with this letter for your perusal), and she was given 90 days to do so.

Failure by Dr. Khupe to discharge the assignment within the time-frame, Senator Morgan Komichi, who the Court mistook to have been the Chairman of the Party at the time of death of Dr. Tsvangirai, if not influenced by the Government of Zimbabwe to declare Senator Komichi as the Chairman at the time of Dr. Tsvangirai.

Let me clarify that assertion by saying that the Supreme Court said all decisions made by the MDC between the time of Dr. Tsvangirai’s death and the 31 March 2020 when the judgement was passed were null and void. At the time of Dr. Tsvangirai’s death, the Chairman of the MDC-T was Honorable Lovemore Moyo, Senator Komichi was a Deputy Chairman. Honorable Moyo only tendered his resignation on 23 March 2018 to an Acting President who the Court said could not make binding decisions.

The resignation of  Hon Lovemore Moyo is, therefore not recognized by the Supreme Court. However, the Court mistook Senator Komichi to be the legitimate Chairman as the judges were not aware who was the Chairman of the Party at the time of Dr. Tsvangirai’s death, especially as Senator Komichi, who was third appellant in the court case had declared himself as the National Chairman of the first appellant.

The Judges did not ask whether he became Chairman before or after the death of Dr. Tsvangirai, and this is something that should be raised with the Court. the legality of Senator Komichi’s Chairmanship aside, the Court mandated Senator Komichi to try to organise the suggested Extra Ordinary Congress in thirty days, failure which the issue becomes water under the bridge.

According to Section  6.2.6 the Party Constitution that was presented before the Supreme Court “a notice convening an Extra-Ordinary Congress shall be sent to all members entitled to attend and to each branch by the National Council at least one month before the date of the meeting”.

However, a bogus Council meeting  to which eligible members known to be supporting Advocate Chamisa were not invited  was held through whatsapp as reported by local media.

The meeting came up with a list of members of Parliament of the MDC Alliance who had to be recalled from Parliament and also unconstitutionally deliberated on the planning of the Extra Ordinary Congress. The meeting was unconstitutional in that it did not have a quorum, and eligible members had been left out.

It should be put on record that following the death of Dr. Tsvangirai, due to leadership differences, Dr. Khupe  and Advocate Chamisa registered for elections as two different parties, Dr. Khupe’s party using the name MDC-T while Advocate Chamisa’s team registered their party for the elections as MDC Alliance, a fact confirmed by Senator Mwonzora in media interviews at the time of the registration for elections.

Now because of the Supreme Court ruling which never instructed Dr. Khupe to recall MDC Alliance Parliamentarians, who were elected under the MDC Alliance ticket.

The Parliament and Senate have all their records showing that the number of seats and the names of the legislators won by MDC-T, and the Supreme Court judgement which Speaker of Parliament and President of the Senate say they based their decisions to expel MDC legislators from Parliament and Senate respectively does not instruct Dr. Khupe to recall any legislators.

If anything, Speaker of Parliament, Advocate Jacob Mudenda, who is a lawyer, should have read the Supreme Judgement carefully and understood that the mooted judgement, described as such by the Court, only gives a time frame for which Dr. Khupe and Senator Komichi should organise an Extra Ordinary Congress, failure which the parties which he Court was encouraging to unite will revert to their post Tsvangirai ventures. What then would happen if the warring parties do not get back together as suggested by the Supreme Court?

Besides, the the outcome of the Supreme Court implementation process, the MDC-T and MDC Alliance satisfied the requirement of the Zimbabwe Elections Act and registered with the Zimbabwe Elections Act as political parties for purposes of the elections, and each is entitled to enjoy the benefits of what they achieved in the elections.

After all, the MDC-T as left by Dr. Tsvangirai was not operational at the time of the elections, so there is no way Dr. Khupe can claim parliamentarians who are a product of a process that took when it could not make decisions.

Instead of calling the appropriate structures that were in place as at the time of the death of Dr. Tsvangirai to organise the suggested Extra Ordinary Congress, Dr. Khupe is busy appointing people into positions which had officials who are supporting Advocate Chamisa, which are not the 2014 structures that should plan the Extra Ordinary Congress, and then go about telling the world that she is implementing the Supreme Court Judgement.

Where in the Supreme Court Judgement is Dr. Khupe asked to replace officials from the 2014 structures, the very ones that should plan the Extra Ordinary Congress.

There is no harm in Dr. Khupe filling gaps in the Party that she led into the 2018 elections, because that should be her fall back party should the Extra Ordinary Congress not happen, and already 9 days before the period she was given to organise it, no Constitutionally constituted council meeting has met to start planning for the Congress when the Party’s Constitution specifically states that the Communication for an Extra Ordinary Congress can only be made by Council, yet Dr. Khupe and her team are already telling the world that the Extra Ordinary Congress will take place on 31 July 2020.

They should stop dreaming and face the reality that despite claiming to be implementing the Supreme Court ruling and upholding constitutionalism, they are doing the opposite. What they are calling an Extra Ordinary Congress does not meet the requirements of the Supreme Court Judgement and the Constitution of the Party combined, and therefore not binding.

The firing of officials of the MDC 2014 structures, despite being unconstitutionally carried out, is also not part of the Supreme Court Judgement. The Supreme Court Judgement does not mandate Dr. Khupe to fire officials of the party in place at the time of Dr. Tsvangirai’s death, but mandates her to unite them and is she successfully does so, organise the Extra-Ordinary Congress with them.

Furthermore, there are processes laid down in the Constitution regarding the expulsion of officials from the Party, which Dr. Khupe did not follow. So, Dr. Khupe and Senator Mwonzora who wrote the expulsion letters are even worse that the hideous Zanu PF which follows procedures when expelling its officials. Recently, Zanu PF Politburo expelled Chivi South legislator, Mr Killer Zivhu following a recommendation by the party’s National Disciplinary Committee (NDC).

Zanu PF folowed a process there in expelling Mr. Zivhu, and ask the so-called Champions of Constitutionalism Dr. Khupe and Senator Mwonzora what process they followed in expelling Advocate Chamisa. Honorable Charlton Hwende, Senator Lilian Timveous and Honourable Thabhita Khumalo?

Interestingly, despite breaking the Supreme Court Judgement and the Party Constitution, Dr. Khupe and her team are getting support from Government, with the Justice minister Ziyambi Ziyambi stating that that the government would disburse the $7,5 million due to the MDC under the Political Parties (Finance) Act to the Thokozani Khupe led group that is temporarily in charge of the party following the recent court rulings.

As leader of Government in Parliament, Minister Ziyambi Ziyambi should know better that the MDC-T and MDC Alliance are registered as different political parties, hence non should enjoy the other’s benefits.

What is evident from what has been happening is that the holding of an Extra Ordinary Congress of the MDC-T as prescribed by the Supreme Court has failed , and therefore that judgement is water under the bridge, unless if Dr. Khupe reflects on the numerous blunders she has made to date and quickly calls for a National Council meeting as required by the DC Constitution to get the Extra Ordinary Congress back on track, but that will also be an uphill task with numerous court cases pending before the courts arising from her own blunders.

Government of Zimbabwe, Parliament and Senate should stop supporting a faction of the warring MDC, and are in contempt of the Supreme Court Judgement  for their unethical interference to date.

Death Sentence For Two Robbers Who Murdered A Taxi Driver

By A Correspondent| High Court judge Justice Terrence Chitapi has condemned two robbers to death for killing a taxi driver two years ago.

Romeo Jambara (29) and Norest Tamangani (31) were convicted of murder with constructive intent of taxi driver Taruvinga Mutiza.

Murder with constructive intent means that the killing was not premeditated, but that the killers were prepared to use extreme violence and were utterly reckless.

After the murder, the two dumped the body along Acacia Road in Westgate after stealing the taxi and driver’s property, which included USB cables, chargers, modulators, a cellphone and a wallet.

Arrested accomplice Dallen Mary Mukupe was acquitted of the murder, while the other accomplice only identified as Last, is still at large.

In passing the death penalty, Justice Chitapi took a judicial notice that apart from the debate there has been no execution of the death sentence since 2005, which clearly showed lack of appetite by the Executive to carry out the sentence and authorise the execution.

Argument was made by the duo’s pro deo lawyers that there was no point of imposing a sentence, which would not be executed.

But Justice Chitapi disagreed and took the view that, “this is a court of law”, and should apply the law as it is given.

“Until the death penalty is removed from the Constitution and statute books, the judge would be abrogating his or her sworn oath to uphold the Constitution and the law where he or she to refrain from passing a competent sentence befitting a particular offence because public opinion is against the imposition of that type of sentence,” said Justice Chitapi.

It was also the court’s view that the argument that no death row prisoners were being hanged was an issue for the Executive, which is charged with carrying out the executions.

However, Justice Chitapi said the murder was committed in aggravating circumstances hence the court had a discretion to impose any of the three sentences provided for in terms of the law, including the penalty imposed on the duo.

High Court Orders Govt To Ensure Safety Of Teachers And Students Ahead Of June Exams

Health and safety measures against Covid-19 infections must be in place at all June examination centres by June 26 in line with the prescribed standards of the World Health Organisation (WHO), the High Court has ruled in an order issued by consent.

The pledge by Government to fullfil the exam conditions sought by the teachers’ unions means the urgent chamber application brought by the unions became an uncontested matter, thus prompting the High Court to grant the order.

The unions wanted the court to compel the Government to postpone the sitting of June examinations until all examination centres meet WHO Covid-19 prescribed standards, but the Government in response said it would meet those standards by June 26.

The public examinations are scheduled to start on June 30, but teachers’ unions were arguing that they were not ready to go back to school until a well-informed analysis of the impact of Covid-19 has been done and all health and safety measures are in place.

When the parties appeared before Justice Jesta Charewa sitting in her chambers last Wednesday they thrashed out the contentious issues, leading to the judge granting the consent order.

It was agreed that by June 26,Government should ensure that schools are fumigated, and the cleaning and disinfecting carried out within specified and agreed timelines.

Government would provide necessary temperature scanners for teachers and learners, ensure testing and adequate sanitisation, as well as making sure that all necessary steps to meet the Covid-19, WHO guidelines.

Zimbabwe Teachers Association secretary-general Mr Tapson Nganunu in a statement yesterday said that the Government’s response to the union’s application was based on the premise that Government would ensure that learners and teachers who will take part in the June 2020 examinations will be protected against Covid-19.

Why Is Kuda Tagwirei Distancing Himself From Landela Investments?

Own Correspondent/State Media

Kuda Tagwirei

Zimbabweans are shocked to hear that businessman Kudakwashe Tagwirei has denied any involvement in Landela Investments which has been buying ZUPCO buses for and with government.

The disclaimer has left many wondering what could be up coming that could be leading to the sudden turn of events.

Landela Investment is a subsidiary of a multinational commodity trading group Sotic International Ltd a Mauritius-based firm. Sotic International Ltd has business interests in minerals and oil trade across the Southern Africa Development Community (SADC) region and Zimbabwe has very strong links to Tagwirei.

Screen shot of a State Media article linking Kuda Tagwirei to Landela Investments.

Sotic International is also part of the Great Dyke Investments (GDI) board which is also heavily linked with the businessman known for close association with President Emmerson Mnangagwa.

Tagwirei who through the years has in many media houses including state media has been associated with Landela Investments and Sotic International, burst out disowning Landela after reports emerged that he may have pocketed US$54 million from selling buses to the Government at heavily inflated prices through Landela Investments.

State run Sunday Mail, was first to reveal the procurement of the coaches through Landela Investments quoting an official from Landela Investments who immediately declared the deal as highly sensitive.

The paper disclosed that under the deal that was struck with Government, the firm uses foreign currency generated from its local ventures to facilitate the transaction, which will then be settled by authorities using local currency at the official interbank exchange rate.

“Apart from this being our own way of contributing to this economy, we as Landela have mines around the country and we can use the local currency payments by Government to cover the local needs of our mines,” a company representative, who elected to remain anonymous owing to the sensitivity of the matter, told The Sunday Mail.

Mr Tagwirei, through his lawyer Mr Wellington Pasipanodya of Manase & Manase Legal Practitioners, said the reports were false and defamatory.

He has since written to the publishers of the original article, Zimbabwe Independent, demanding an apology and is willing to sue for defamation damages.

Part of the news story complained of reads: “Through his company Landela Investments, Tagwirei will import 500 additional buses for mass public transportation at a unit price of US$58 900 from Xiamen Golden Dragon Bus Company in China and that he will then sell each bus to the Government for US$212 962.”

The article was headlined,“Mnangagwa’s ally pockets US$54m in fresh bus deal”

Responding to the article, Mr Tagwirei’s lawyers said their client does not own Landela Investments and has no business of personal interest in that company.

“Our client cannot fathom the reason behind such a false story. The only logical conclusion is that the defamatory story was published with actual malice and reckless disregard for the falsity of the information that, for all intents and purposes, is fabricated and aimed at tarnishing the reputation and good standing of our client as a businessman both locally and internationally.

“Our client is further concerned by the fact that your false story is trending on your website. Numerous other sister websites of yours have also attributed the story to you and have duplicated the story to you.”

The lawyers said the reports were defamatory and have an effect of lowering Mr Tagwirei’s esteem.

More Confusion As Traders Refuse To Accept The $5 Bond Note

Zim Price Check

Last week the $2 bond note died despite the RBZ’s attempts to resuscitate it, it remains dead as no one will take it.

Now there is confusion and anger in the market as more and more people are now refusing all bond notes even the $5 bond notes saying that they have no use for the currency. Adding to the confusion however, a lot of traders are still accepting $5 Zimbabwean dollar notes as long as they don’t have the words “bond notes”.

We will only take your $5 notes if they don’t have the words bond notes on them.

One informal trader at Mbare Musika. A phrase repeated by everyone else we tried to pay using the note

To make it even more confusing a lot of other traders are now no longer making a distinction between real $5 Zimbabwean notes and $5 bond notes (except for the words Bond notes these two look identical). The trickle down effect has been that more and more people are no longer accepting the money leaving those who had large quantities of this money stuck with it sparking anger.

Where Did Obadiah Moyo Get The $50k Cash He Wanted To Use To Pay His Bail?

Graft Accused Obadiah Moyo Causes Stir As He Produces $50 000 Bail Money Amid Worsening Cash Crisis
Two unidentified men carrying the $50 000 bail cash for Moyo's bail

Onlookers at the Harare Magistrates’ Court were on Saturday left shocked after Health Minister Obadiah Moyo produced a box full of cash payment for his $50 000 bail.

The court on Saturday released Moyo on bail following his arrest the previous day on allegations of corruption regarding a $60 million deal to procure Covid-19 tests and equipment.

Sitting in Harare, the court’s magistrate granted Moyo bail for Z$50 000 ($2 000). Bail was not opposed by prosecutors who are investigating three charges, including an “abuse of office” charge that carries a maximum sentence of 15 years.

Moyo was arrested for his dealings with Drax International LLC and Drax Consult SAGL, companies prosecutors claim were illegally awarded contracts by the health ministry without a competitive tender process.

Ordinary people in dire need of cash are sleeping outside banking halls to withdraw a maximum of $1 000 a week during the current biting winter nights.

One can also buy cash from mobile money platforms at a premium.

For one to withdraw the $50 000 that Moyo had in possession for his bail Saturday, an ordinary bank customer would have to sleep outside a banking hall for 50 consecutive weeks.

A few minutes after being granted bail by chief magistrate Munamato Mutevedzi, Moyo confirmed to long held suspicions that it was only senior government officials and those connected to high offices that had ready access to cash.

These same senior government and bank officials are accused of fuelling the now thriving foreign currency black market in which they dump their local dollars to mop-up US dollars in possession of ordinary citizens. They also operate mobile money platforms they use to harvest scarce forex.

After court and at the Clerk of Court office, Moyo was given an option to pay his bail through the use of an ATM card, which he gladly did, leaving his aides to carry back the cash and reload it into one of his four luxury state-issued vehicles that had accompanied him to court.

I made the video myself.

My official video on my 49th birthday today. No birthday wishes for me please. Just watch this  whole video I made to share a painful story  and if kind enough please share with others.  Nothing is fine for me when such young women are abducted and tortured in Zimbabwe

Am turning 49  today on  22 June 2020. My only wish is for everyone to share this video and help me magnify voice for the young MP from my home country Zimbabwe  called Joana Mamombe and 2 youth leaders Ceceilia and Netsai who were abducted and tortured by Zimbabwe Government state agents. They were forced to eat faeces, their breasts were sucked. I asked UNWomen and other big organisations to do a risk assessment and put safeguarding measures in place to no avail. The three are in maximum prison and of ill health. They are being charged for reporting that they were abducted and sexually violated. What cruelty.

Please grant my one wish to donate to the young women leaders too. The loss to human potential is massive.

ZANU PF Youth League Distributes Hand Sanitisers With A Gibberish IsiNdebele Inscription

President Emmerson Mnangagwa receiving the Sanitisers.

THE Zanu-PF Youth League recently handed over a donation of thousands of litres of hand sanitisers among to President Emmerson Mnangagwa for the national COVID-19 fight.

The party’s deputy Secretary for Youth Affairs Tendai Chirau presented the donation to the President who commended the Zanu-PF Youth League for coming up with home-grown solutions that proved that Zanu-PF was “a caring party, a party for the people and from the people.”

However, throughout the whole process no-one in the party realised that the label on the bottles is inscribed with a lot of meaningless IsiNdebele. No matter how good one is in IsiNdebele the inscription just doesn’t make sense.

Contacted by ZimEye.com for a comment on the issue, the ZANU PF Matabeleland South Province youth league Chairman Washington Nkomo acknowledged the matter referring ZimEye.com to the National Youth League Secretary Tendai Chirau who could not immediately be reached.

“The issue of the Sanitisers is being administered by the youth National Executive, please get hold of Cde Chirau or Cde Simbanegavi they will definitely give a comment on the matter,” said Nkomo.

Govt Deploys The Army To Fight Diarrhoea Outbreak Ravaging Bulawayo.

Minister July Moyo

Local Government and Public Works Minister July Moyo says that goverment has deployed army doctors to assist council in dealing with a diarrhoea outbreak that has hit Bulawayo.

Nine people have succumbed to diarrhoea in Luveve suburb while nearly 1 000 patients have been treated forcing goverment to gear up efforts to fight the pandemic.

They are following up patients at their homes to offer treatment on the spot,” he said.

Minister Moyo said a provincial taskforce has also been set up to identify the source of the diarrhoea outbreak.

“The Minister of State (for Provincial Affairs Judith Ncube) working with the acting Provincial Development Coordinator (Mrs Khonzani Ncube) has set up a team composed of all technical departments led by EMA composed of civil engineers, health environmentalists as well as defence and security people who are also technical to conduct thorough investigations to establish the source of this outbreak,” said Minister Moyo.

Charcoal Brazier Kills Three People As Temperatures Go Down.

A couple and their minor child in Beitbridge district died due to suspected suffocation after inhaling carbon monoxide from a brazier (imbaula/mbaura) that was left burning in the bedroom overnight.

It is understood that the toxic gas may kill someone within two hours of inhalation. The trio, all from Zezani area, some 130km west of Beitbridge town, are reported to have met their fate on Saturday evening.

A brazier is a container used to burn charcoal or other solid fuel and can be used for cooking, heating and cultural rites.

Sources close to the case said the bodies of Lemohang Tlou, his wife and baby, who are yet to be named, were discovered by relatives yesterday morning.

They then alerted Zezani Police who then ferried the remains to Beitbridge District Hospital pending postmortems.

Matabeleland South police spokesperson, Chief Inspector Philisani Ndebele confirmed the case yesterday.

“I can confirm that we are investigating a sudden death case and though the postmortems are still pending, it is suspected that they could have been suffocated by a brazier they had used to warm themselves through the night,” he said.

The official said more details will be released in due course. Cases of death related to fires are common in the country during the fire season which runs mostly from end of July to end of October yearly.

Over 10 properties in Beitbridge have been affected by fires related mostly to illegal storage of fuel in households in the last 12 months.

Mangwana Says Mnangagwa Felt So Much Compassion For Civil Servants And Gave Them The US$75 Covid-19 Allowance

State Media

Nick Mangwana

Deputy Chief Secretary to the President and Cabinet (in charge of communications) Mr George Charamba says President Emmerson Mnangagwa is determined to ensure that civil servants earn handsome salaries that are above the poverty datum line.

In an interview with State Media, Mangawana said the decision to roll out the US$75 cushioning allowances to civil servants and US$30 to pensioners, was taken after Government took into account the ravaging effects of inflation, the Covid-19 pandemic and the disparities between its workers and some employees and persons with access to free funds.

He said Government was touched by the plight of civil servants that after seeing their salaries being eroded, they have to confront run away prices in the country’s retail shops, hence the immediate intervention that, however, does not preclude negotiations with trade unions.

“This Covid-19 salary review does not preclude or outlaw collective bargaining which is ongoing, if anything, it is an extra string on the bow of union leaders because the sum effect of this 50 percent salary review plus allowances is to move towards the poverty datum line. They must sing hallelujah and say we have had this gain from a compassionate employer which brings us nearer to the poverty datum line, that means we still have an opportunity of pushing for yet another significant review which will be accommodated in the Midterm Review and also Supplementary Budget,” said Mr Charamba.

As of May this year, Zimbabwe’s poverty datum line for a family of five stood at over $7 000.

“Speaking from where I sit, there is huge sympathy for the bargaining efforts of the civil servants through their unions. Which means at the end of the day, come three months, we are likely to see a civil servant who is earning handsomely, the key thing being we don’t want to cause shocks that we are experiencing now where the money is eroded by inflation,” said Mr Charamba.

Amid protests from some union leaders that they were not consulted, Mr Charamba said the unionists should show leadership by accepting the compassion from Government and then bargain later.

“You can’t stand in the way of compassion in the name of unionism. Zimbabwe will be a first in the world to have civil servants who go on strike on account of the employer’s benevolence, the employer has decided to show compassion without the rigmarole of collective bargaining, you can’t get incensed with the employer improving your welfare, in any case they cannot protest on newspaper pages while they accept the same facility on their payslips. It will be a real lack of leadership on the part of the unionists,” said Mr Charamba.

“There has been terrible movement in the money market particularly with the exchange rate because of depressed production levels in the country, which means depressed earnings from exports and also because of a number of illicit activities that continue to take place in the market. The brunt of all that was borne quite acutely by the civil servant because the civil servant has no option beyond earning in local currency and the salary reviews which are given by the employer. He has no other opportunity of getting money in any other currency. This is very much unlike in different categories of other employees in this economy who have other options to get foreign currency.”

He said that while civil servants are stuck with their salaries, others are dependent on various sources of income that include foreign remittances that amount to US$1,2 billion annually, free funds from various sources that amount to US$500 million, small-scale miners who sell their gold to Fidelity and earn around US$650 million and also smuggled gold that amounts to US$900 million annually.

“We have a civil servant who is earning in local currency and then we will have a double disparity — disparity on the basis of sheer income levels, then disparity on the basis of soft versus hard currency. If you add to that the issue of inflation, the exchange rate, then you have a cocktail of real diminution of the welfare of the civil servants,” said Mr Charamba.

Apart from that, he said although civil servants find themselves earning far less than most people, they still have to confront hefty prices in the same shops with those with the buying power.

“You can see the predicament of the civil servant. This is before we incorporate Covid-19, we are just talking about the hard realities in the labour market and also in the goods and services market. You see instant disparities that exercise the mind of Government.

“Then came the issue of Covid-19 which ensured that children are not going to school, workers are not going to work, the informal markets which could have provided some release for poorly remunerated civil servants were closed against growing consumption in the household of each civil servant.

“This is the cocktail of the disaster that was faced by the civil servants and I must say, realising the predicament of the civil servant, the President then instructed the Ministry of Finance and the Reserve Bank to work out a package in the interim pending the Midterm Review and the Supplementary Budget. We just realised that the situation was so dire that we couldn’t wait until the Midterm Review and Supplementary Budget.

“Something had to be done to ameliorate the social economic condition of the civil servant who was facing eroded salaries against skyrocketing prices, some of them asking for hard currency, so what we then have by way of a package was simply to come up with a cushioning allowance, a Covid-19 reprieve that was given to civil servants. The expectation was that once that is done for civil servants then the rest of the sectors in the economy will follow suit because the predicament of the civil servant echoes the predicament of other employees except a few other categories.”

Furthermore, Mr Charamba said of the five distinct scenarios that the Ministry of Finance and Economic Development had, they settled with the option of giving civil servants US$75 with the overall intention of maintaining economic stability.

“The Finance Ministry computed a basket of basics, which is what gave them that figure and they also looked into the inflows of foreign currency, the cost of the goods and what the economy could afford.”

Zimbabwe has around 330 000 civil servants, and taking into consideration that a family of five would be expected to live on depressed income, the Government saw it fit to cushion its employees through the US$75 allowances and the salary increase.

And to guard against the potential misuse of the US$-denominated cushion allowances, that come to a combined US$32 million per month for both civil servants and pensioners, the Government decided to secure the money through forms of FCA accounts.

Key considerations that the Government took include the market shocks implied in an increase on its wage bill from 30 percent of annual revenue to 40 percent.

Apart from having to contend with an increased wage bill, Government, which is already stretched by the novel pandemic, that entails lots of imports, also wanted to minimise the disruption on its balance sheet.

The increased demand for goods and services on the market that will be brought by increased earnings by civil servants will also act as a stimulus to economic growth, through demand-led economic recovery, Mr Charamba said.

“If that money to civil servants is left uncontrolled it would feed into the black-market and also it would also result in flight of foreign currency to neighbouring countries. Once that happens, this country becomes a net loser by way of foreign currency earnings, add to that the other leakages, we will drift towards an anaemic situation. So we introduced a facility, which while enhancing the capacity of the civil servant, curtailed abuse of that facility. Not only curtail abuse but also harness economic growth, that is when we came up with plastic money.

Mr Charamba said the logic behind the plastic money is to ensure that civil servants get basic goods with the Government ensuring that utilities bills will be paid in local currency.

“We have made sure that basic utilities will be paid in local currency not in foreign currency. The idea is not to encourage a migration, from a local currency to a foreign currency, it is to give continued validity to the local currency and utilities are one such, you cannot say you want to settle your bills in foreign currency, that should be covered by the 50 percent salary increment,” said Mr Charamba.

Govt Adamant That June Examinations Will Go Ahead

What Is It That Has Gone Wrong With Tapiwa Mashakada As He Accuses MDC Alliance Of Faking Abductions Of Innocent Zimbabweans.

Tapiwa Mashakada

Tapiwa Mashakada continues to shock the world with his barrage of accusations against the MDC Alliance which he voluntarily left to join the Thokozani Khupe led MDC-T as formulated by the Supreme Court.

In his latest move, Mashakada has been cited by the State Media giving shocking exposes details that the highly emotional abduction of Dr Peter Magombeyi in September last year, that triggered public outrage, was in fact staged by the MDC Alliance working with the American Embassy to malign the image of the Emmerson Mnangagwa goverment.

Mashakada’s mistimed hopeless revelations come at a time when goverment is harassing similarly abducted three female MDC activists.

“During the alleged abduction period of the ZHDA leader, Dr Peter Magombeyi, MDC-A senior members Douglas Coltart and Arnold Tsunga allegedly organised accommodation for him at the US Embassy in Westgate where he stayed for five days.

“An instruction was given from the party to make noise about this on social media and to tag all foreign adversaries. Magombeyi left the embassy on September 19 with his cellphone well charged and a team from the embassy drove him and left him at Nyabira where he started calling his friends. After some medical examinations, it was proved that Magombeyi was fit and was never tortured.

“He got a reward from the Americans who sponsored his luxurious vacation in an expensive hotel in South Africa,” said Mr Mashakada.

Mashakada said Magombeyi’s abduction was another well calculated move which took place when the UN General Assembly was coming and when a high-ranking delegation was visiting Zimbabwe to assess the human rights situation.

“Dr Magombeyi was not a threat to Government to warrant abduction by State agents and what would the Government gain by abducting the medical doctor at such a time when they were trying to clean up their own image? The MDC Alliance was only trying to push the narrative that there were gross human rights abuses in Zimbabwe and to call for more sanctions.

“This Magombeyi case is a ruse, everything we stage managed. I left the MDC Alliance because these people are after money and tarnishing the image of the Government for nothing and for this they are doing all sorts of nasty things. The movement has been captured and high jacked by some external forces and no longer serving the purpose,” said Mr Mashakada.

A fortnight ago, Mashakada also made unfounded claims that the MDC Alliance was sponsored by the ZANU PF G40 faction. He also made shallow claims that the party’s top officials helped themselves to $2 million from Government, claims which were since dismissed by no nonsense MDC Alliance Treasurer General David Coltart.

Exiled former ZANU PF heavyweight Jonathan Moyo has since revealed that Mashakada has been a ZANU PF agent within the opposition party for a long time.

Two Robbers Sent To The Gallows For Murdering Taxi Driver, This As Debate On Death Sentence Surges On.

State Media

THE debate over retaining the death penalty in the country’s statutes should not cloud the court when assessing murder sentences, a High Court judge said after condemning two robbers to death for killing a taxi driver two years ago.

Zimbabwe’s Constitution allows death sentence to be passed on adult men convicted of aggravated murder, but since 2005 there has been a de facto moratorium on executions with all those sentenced to death after a few years having their sentence commuted to life imprisonment.

But Justice Tawanda Chitapi said it has to be accepted that murders committed by men in the course of robbery invariably attract the death penalty in the absence of hefty mitigatory circumstances.

It is a common verdict when someone is killed during a robbery, but the original intent was to rob rather than kill.

Those sentenced to death have an automatic appeal to the Supreme Court, and if that court confirms the sentence then the matter goes to Cabinet.

A decision to hang a murderer is a Cabinet decision with the death warrant signed by the Justice Minister. Since 2005 no Cabinet has made the decision to carry out an execution.

Argument was even made by the duo’s pro deo lawyers that there was no point of imposing a sentence, which would not be executed.

The court has no power to direct the Executive to carry out the executions, said the judge.

However, Justice Chitapi said the murder was committed in aggravating circumstances hence the court had a discretion to impose any of the three sentences provided for in terms of the law, including the penalty imposed on the duo.

While Zimbabwe has not carried out any executions since 2005, at the end of last year about 80 people were on death row. In March this year, President Mnangagwa commuted to life imprisonment the death sentences of all those convicts that had been on death row for at least 10 years.

Being a former death row prisoner, the President has made it clear in public for several years that he totally opposes the death penalty and is working on legal modalities to remove the penalty from the country’s statutes.

Former President Robert Mugabe, was also opposed to the death penalty, although not in public, but was willing to be outvoted in Cabinet in the early years of independence.

President Mnangagwa narrowly escaped the gallows in the 1960s on the technicality that he was below 21 years when his contemporaries were hanged after they were caught while on a radical mission to disrupt infrastructure inside the then Rhodesia, as they fought against white colonial rule.

No One In Govt Has Ever Wanted To Own Up On ZUPCO Buses Deal

Own Correspondent

President Emmerson Mnangagwa commissioning some of the buses

Businessman Kuda Tagwirei has come out gun blazing over revelations that he has been making huge profits in the acquisition of ZUPCO buses for goverment through a company Landela Investments which is reportedly linked to him.

The businessman has demanded for a apology with a thought to take legal action from weekly publication The Zimbabwe Independent for making the revelation.

The same media last month tried to follow up on the deal with government and all ministers were evasive after being asked to explain the details of the murky deal between the government and Landela Investments (Pvt) Ltd.

The Zimbabwe Independent broke the news that Landela Investments has been acquiring buses for the Zimbabwe United Passenger Company (Zupco) mass public transportation system, contrary to claims by public officials that the vehicles were directly sourced by the government.

When the media house sort explanations from goverment on the issue, all the relevant ministries in the bus deal said that they were not involved in the agreement in which the state-run Central Mechanical Equipment Department (CMED) has a hire purchase agreement with Landela.

Although Zupco is under the Ministry of Local Government and Public Works, the minister, July Moyo, curiously refused to comment and referred the Independent to the Ministry of Transport and Infrastructure Development, which controls the CMED.

“Yes, Zupco is under my ministry, but this is a CMED issue and that is under the Ministry of Transport. Zupco also rents from over 20 companies and it is difficult for me to know the details of every agreement,” Moyo said.

Contacted for comment, Transport minister Joel Biggie Matiza said the Finance ministry was the right authority to talk to regarding the bus agreement.

“It is the Ministry of Finance that is responsible for purchases and the tendering. What is there now is there,” Matiza said.

As the astonishing merry-go-round continued, the Finance ministry also shifted the responsibility to comment on the matter to other government departments, including the Procurement Regulation Authority of Zimbabwe (Praz).

“No, the Ministry of Finance is not involved in the purchase, we only approve payment through normal channels,” Finance ministry spokesperson Clive Mphambela said.

“We are not the right people to talk to in terms of procurement. We have Praz. But let me also just say when government procures, we do not usually import something directly, as in the case with fuel and other things.”

Government officials have in the past claimed that the buses already belonged to Zupco, with Mnangagwa commissioning the fleet amid pomp and fanfare.

The Independent has also learnt that Landela paid only 20% for the imported buses with the 80% balance payable a year after delivery. The buses were bought through a dealer, FAW Zimbabwe, which has offices in Harare.

At the time Landela imported the buses, the Civil Service Commission also acquired 20 new buses from the same supplier to boost its fleet.

In a letter to the Zimbabwe Revenue Authority (Zimra) dated March 2, 2020, Massbreed Investments (Pvt) Ltd, which trades as FAW Zimbabwe, named the importer of some of the buses as Landela Investments.

“We are aware that the vehicles are to be warehoused in our bonded warehouse in conformity with the Customs and Excise Regulations Section 69:2A regarding the operation of Bonded Warehouses,” a letter by FAW Zimbabwe director Kuda Muzvongi to the Zimra controller read. “Undertake to return signed proprietor’s report (Form 26), acknowledgement receipt of goods together with any discrepancies within five days of the date of the entry to the proper officer at the warehousing port.”

The buses imported by Landela were reported by state media to be part of a consignment of 1 000 buses ordered from China and 500 from Belarus.
