Police Ban MDC Women’s Rally

The Zimbabwe Peace Project has reported that police recently banned the MDC’s women assembly rally, which was slatted for Harare on unclear circumstances.

“On 21 February, the police banned 1 These are shops with subsidised goods and are located in army barracks the MDC Women’s Assembly rally slated for Harare’s Warren Park D Suburb at Pfukwa shops but earlier during the month, the First Lady Auxillia Mnangagwa convened a mini rally in Mbare which was escorted by the police,” ZPP reported.

“Reports of some traditional leaders who continued to violate provisions of Chapter 15 of the Constitution of Zimbabwe that prohibits them from getting involved in partisan politics were noted.”

ZPP said such behaviour compromises the administration of their duties which require that they govern in a non-partisan manner.

ZPP said it recorded a total of 195 violations up from 185 in January.

“Food and other aid related violations remained high with a total of 38 such cases being recorded. The aid was largely from the Department of Social Welfare. Mashonaland Central province recorded the highest number of violations at 53, followed by Harare with 33,” reads the ZPP report.

Full Text: David Coltart Speaks On MDC Audit

The Treasurer General of the opposition MDC, David Coltart has said that the party’s impending financial audit is not a witch-hunt exercise as alleged by some publications.

The audit comes amid allegations that party president and secretary-general, in that order, Nelson Chamisa and Chalton Hwende diverted party funds into personal use.

Coltart says that the audit is meant to enhance accountability and transparency in the party. We present his full twitter thread below.

The Zimbabwe Independent’s headline alleging the misappropriation of ZW$ 2 million is false, baseless and appears to be yet another attempt to discredit the #MDC generally and its Party Leader @nelsonchamisa and Secretary-General.

As I have made clear to a variety of journalists in the last few weeks since this false story first emerged I am not aware of any money which has been misappropriated from MDC coffers by any official or party leader.

Since taking office as MDC Treasurer General last May I have implemented a variety of new measures to make the MDC accounting systems as transparent and orderly as possible.

These systems have included a strict banking culture and an agreement that our annual accounts will be subjected to an internal audit. President Chamisa is not even a signatory to our banking account and so it is impossible for him to have misappropriated money.

All of these measures have been wholeheartedly backed by President Chamisa.

Whilst our first audit for the financial year ended 31st December 2019 has not been done yet I have encountered no resistance to it from any quarter within the senior leadership of the MDC.

The attempts by some to portray the audit as some kind of investigation into alleged impropriety are misleading and utterly false.

The audit was agreed to last year and is a routine audit. I should also point out that this is the first time the MDC has conducted an audit of this nature and it is the first time any political party in Zimbabwe has ever subjected itself to an audit.

In all the circumstances the report in the Zimbabwe Independent is clearly designed to impugn the credibility and integrity of MDC President Nelson Chamisa, the Secretary Chalton Hwende and the MDC.

The Zimbabwean public need to be assured that our goal within the MDC is that it meets the highest international standards of accountability and transparency, which in turn will demonstrate that the MDC is competent to govern Zimbabwe as a whole.

On the issue of Chiwenga driving to Mnangagwa’s farm, they said, “there is nothing extraordinary about that. On that day Chiwenga traveled to ED’s farm to debrief the President during the December-Jan period because he was on annual leave and Chiwenga was acting.”

They said it is the practice of military intelligence to flash up fake fires in order distract the public with emotional stories.

Barbourfields Renovations Within The Time Limits

BULAWAYO mayor Solomon Mguni is confident refurbishment works at Barbourfields Stadium will be complete in time for the Warriors to host Algeria on March 29.

Zimbabwean football facilities were all blacklisted by the Confederation of African Football (Caf) from hosting international assignments due to their poor state.

With the Warriors set to host the Desert Foxes in three weeks’ time, the Zimbabwe Football Association will have to find an alternative venue outside the country unless Caf inspectors are satisfied with the renovations.

On Tuesday, government released $13 million to be used for refurbishing parts of the stadium against a backdrop of the Bulawayo City Council requiring $58 million to meet a full facelift as per the Caf check-list.

“The refurbishment of the iconic Barbourfields Stadium to meet Caf requirements is work in progress,” Mguni said.

“The facility has always been modernised to meet the requirements of tournaments and sporting events that has been held in the city since construction of the facility in the 1950s.

“It has at every stage been certified to meet those ever changing requirements.

“The facility has previously successfully hosted the 1995 All-Africa Games, the 2014 Africa Zone 5 Games and Caf inter-club competitions until its recent condemnation this February 2020.”

Mguni added: “Football is money; football is business and is ever evolving and modern trends requiring that we are pro-active rather than re-active. Sadly, the money that the stadium makes is not enough for the facility to maintain itself.”

Mguni extended gratitude to corporates, individuals and the government for coming on board to assist council to meet the Caf deadline, a development which he said was positive considering the council’s various pressing “service delivery issues to attend to.”

MDC Blasts Police For Contiuosly Violating The Constitution

The MDC has complained that the police is denying people their constitutional right to demonstrate. In a statement posted on the party’s Facebook page the party said:

The ZRP is brazenly violating the country’s Constitution, repressing citizens, proscribing legitimate political activity and treating the MDC as a terrorist organization in clear violation of the basic tenets of prudent policing as enshrined in the law and in international best practice.

Instead of servicing the Zimbabwean population in accordance with the laws of the land, the police service which clearly behaves like Boko Haram decimating and violating all forms of the rule of law.

We have seen the police service involved in serious human rights violations such as;
-Disregarding court orders
-Selective application of the law
-Unnecessary abductions and assaults on innocent members of the public
-Unlawful detentions
-Denying and disrupting MDC meetings and peaceful demonstrations

It is pertinent to state that when the police are notified of any demonstration or meeting, it is not for them to approve but to deploy their officers to facilitate the exercise of the right to assemble. The police have become the source of all forms of riotous behavior and chaos in the country. They cannot stop any meeting or demonstrations because it is not one of their duties to do so but to deploy their officers to make sure that no crime is committed.

We feel there should be a deliberate retraining programmes for all police officers. There are so many criminal cases committed by the police, many of which go unreported for fear of victimization. Only such cases like armed robbery, rape, extortion and others end up in courts.

We demand that the police should come up with serious reforms to align them with Constitutional behavior and with international best practice. The Constitution and the law are very clear that for the purposes of preserving the internal security and maintaining law and order in Zimbabwe, there shall be a police service and every member of that police service is charged with the general duty of maintaining law and order by taking all steps necessary for:

-Preserving peace
-Protecting property from malicious injury
-Preventing crime
-Detecting crime
-Apprehending offenders
-Suppressing all forms of civil commotion or disturbances that may occur in any part of Zimbabwe
-Upholding the constitution and enforcing the law without fear or favour
-The police service must be non-partisan, national in character, patriotic, professional and surbodinate to the civilian authority as established by the constitution.

South African Nurse Busted With Human Organs In Car After Police Search

A South African nurse, working at a hospital in North Pretoria was arrested after being found in possession of human organs by the  Tshwane police flying squad.

The arresting officers found two boxes of surgical gloves, a mask and three boxes containing human placentas with names on them.

Police spokesperson Constable Bontle Rahatji confirmed the freak incident

“Members were patrolling the Rosslyn on-ramp to the N4 when they spotted a suspicious green Peugeot vehicle on the side of the road,”

She explained that the male nurse was acting suspiciously and had to be flagged down.

He was discovered allegedly moving “things” from the boot to the vehicle’s front seat.

“They checked the bonnet but could not find anything until they checked on the front passenger seat,” Rahatji said.

The officers then found the three boxes containing human placentas with names on them.

“When asked what he was doing with the human placentas, he said he was selling them to sangomas for R3 000,” Rahatji said a nurse at the George Mukhari Hospital”.

The 36-year-old nurse will appear in the Pretoria magistrate’s court soon.

The very controversial use of human organs for ritualistic and ‘healing’ purposes by sangomas is not a new feat.

Some people have even resorted to cold blooded murder in order to harvest the human organs and make a quick sells to eager sangomas.

According to some traditional medicine practitioners, female geni_tals and placentas are used to counter infertility and bring good luck.

The placenta is considered as the afterbirth and is usually disposed of and then incinerated after the process hence the nurse had unchecked access to the organs.

No wonder the nurse risked his job for a quick jackpot.

Police Frustrating Jailed January Protests Activist Appeal Process

Bulawayo violence convict rots in jail as court staff sit on appeal papers

LAWYERS representing Otilia Sibanda are up in arms with staff at a Bulawayo court for failing to provide a trial transcription so they could lodge an appeal against the incarceration of a Bulawayo woman’s conviction on public violence.

Sibanda was jailed six months ago for public violence related to the ill-fated January 2019 protests.

Bulawayo magistrate, Tinashe Tashaya on November 14 last year sentenced Sibanda, prominent Bulawayo political activist, Josphat “Mzaca” Ngulube, Fortune Masuku and Melusi Moyo to seven years in prison.

This is after he had found them guilty of burning cars and breaking window panes belonging to Eva Bitu, former Zanu PF Bulawayo provincial women‘s league chairperson during violent protests that engulfed parts of the country.

The magistrate suspended one year on condition that the four will not commit a similar crime within six years.

Following the convictions, lawyers representing the convicts indicated that they intended to apply for bail for their clients at the High Court pending appeal.

But since the day of imprisonment, the lawyers have been struggling to obtain the transcription at the magistrate courts.

Lawyers representing Sibanda, Vundhla-Phulu and Partners have already lodged numerous complaints with the JSC and other relevant authorities over the issue.

“We have tried numerous times to obtain the record of the above-mentioned matter in the four months but to no avail. It is very disappointing that we have received no response at all despite our efforts to communicate with your office.

“Kindly note that this conduct is unconstitutional and infringes a number of our client’s Constitutional rights including that enshrined in section 56 (1) and section 68 of the Constitution just to mention a few,” wrote Sibanda’s lawyers in one of the complaint letters addressed to the Bulawayo Provincial Magistrate, Enias Magate and the JSC.

Responding to Sibanda’s lawyers, Magate attributed the delay in availing the record to broken down printers.

Mugate appeared throwing the Bulawayo Magistrate Clerk under the bus for failing to respond to the lawyers’ correspondence on the issue.

“I acknowledge the receipt of your letter dated 4th (March) instant, 2020 the contents of which have been noted. It is unfortunate that the two letters you referred to were never brought to my attention but it was improper for our Clerk of Court to fail to respond to letters directed at him,” he said.

Man In Dock Tries To Seduce Female Magistrate

News Agents|Man’s attempt to seduce a female magistrate with hard smiling face thwarted instantly.

A Nairobi magistrate on Wednesday successfully managed to ward off seduction advances by a suspect in court.  

This was the second attempt on the magistrate from a different suspect after she told off another suspect last year.

“You are pretty, clean and black beauty,” the man facing theft charges told the magistrate.

She told him to relax and thanked him for the “observation”

But on Wednesday, the second man didn’t get such a warm response and was instead left embarrassed in court.

He suggestively smiled at her and said, “ Madam, I am sorry I failed to come before you in the previous session because of personal emergencies,”

In a serious rejoinder, the magistrate ordered the police to take him away.

“Where is the police, please take this man to the cells so that he stays with his personal emergencies there,” said amid laugher in court.

There was a coronavirus “scare” at a Nairobi court after a lawyer said his client had just landed from China.

“Your honour, it will be unfair for the hearing to be adjourned because as you can see, my client who is a witness in this case has just landed from China and we are ready to proceed. I pray that you allow the case to proceed,” the lawyer said.

These statements made court attendants uneasy, with some running out of the courtroom.

Some suspects, lawyers and court attendants were at some point seen using their clothes as facemasks but the Star reporter could not tell whether they were serious or joking around. 

“Let me go out briefly and I will come back later as the matter is serious,” one man was overheard whispering to his colleague.

The magistrate, however, ignored what happened in court and ordered the witness to testify as the court seats remained almost empty.

Woman shocks magistrate after revealing that Lang’ata farmers use raw sewage to plant vegetables.

A woman charged with creating disturbance shocked a magistrate and court attendants after she said that all greens and vegetables planted in Lang’ata area are grown with raw sewage.

“What?! Does it mean I have been eating sewage in Lang’ata for all these 15 years?” a female counsel was heard whispering to her colleague.

After the court session, the prosecutor and the clerk cornered the woman who was in the company of her husband and asked her why they were feeding people with sewage.

“Wewe, sio sisi tunapandanga na sewage!( It is not us who plant using sewage)” the woman said.

Coronavirus: EPL Bans Pre-match Handshakes

The English Premier League has banned pre-match handshakes following rising concerns over the spread of coronavirus.

The league confirmed the development on Thursday, saying the fair-play handshake will be suspended “until further notice based on medical advice”.

A statement posted on EPL’s official website reads: “The Premier League fair-play handshake will not take place between players and match officials from this weekend until further notice based on medical advice.

“Coronavirus is spread via droplets from the nose and mouth and can be transmitted on to the hands and passed on via a handshake.”

However, other pre-match rituals will be done.

“Clubs and match officials will still perform the rest of the traditional walk-out protocol ahead of each fixture.

Promoted PSL Teams Fail To Pay Affiliation Fees

Three promoted teams – Tenax, Whawha and Bulawayo City – could find themselves back in the unfashionable Division One, amid revelations that they had not paid affiliation fees by yesterday.

All PSL clubs are mandated to pay an annual subscription of $208 000, which the trio has failed to pay, a feat that has cast doom upon their future in the top-flight.

Army side Craneborne Bullets are the only newboys who have fulfilled this financial obligation.

Tenax, Whawha and Bulawayo City have since been given a reprieve to pay their fees by next Friday, with their failure to meet set deadlines negatively impacting on the release of fixtures of the 2020 PSL season.

MDC Dismisses Matemadanda Remarks

The ill-conceived statement by one Victor Matemadanda that anyone who wants cheaper goods must join the army is grossly misplaced and an insult to the suffering people of Zimbabwe.

Matemadanda was implying that everyone should become a soldier if they want affordable goods and a decent life, yet it is impossible for every citizen to be a soldier. Every nation has diverse competences and thus giving reason for division of labour.

There is no privilege at all in buying from a garrison shop as every citizen must be able to procure goods and services wherever they want.

The history is that all military camps and police depots had garrison shops, then commonly known as army canteens but these were designed to service young recruits normally confined to the barracks and hostels during training.

Re-introducing shops for experienced professionals is an insult. In any case, apart from the rest of the citizens who have not been granted the privilege to buy from these special shops, they are inadequate in addressing all the needs of our uniformed officers:

There is a serious shortage of cash in the country, how are the garrison shops going to solve the cash crisis in the economy?

There is a serious shortage of fuel in the country, is fuel going to be available in the garrison shops?

Will electricity that is in short supply in the country be available in the garrison shops, even for the soldiers? Will the garrison shops provide our uniformed forces with school fees for their children and will their relatives and extended families benefit from these shops?

The garrison shops are likely to give a rise to a black market as the securocrats are likely to buy from these shops and resell at inflated prices. The shops will only cause bad blood between the securocrats and members of the public and the nation is tired of these divide and rule tactics by the regime.

The prudent panacea is to find real long-lasting solutions to the crisis ravaging the country. We need our securocrats, like everyone else, to be accorded decent salaries that would enable them to live a decent life in their motherland.

Matemadanda must just go to Hell.

Latest On Joana Mamombe Case

It’s been exactly 365 days plus two more days since I was arrested last year on the 4th of March and charged with Treason.

Yesterday, I appeared in court and made an application to be removed from remand.

Today, the Magistrate gave a ruling in favour of the state.

She ruled that the Treason case is complex hence state needs more time before setting a trial date at the High Court.

The case has been postponed to Wednesday the 18th of March 2020.

Despite all the persecution I presently face through these needless remands, I stand firm in my belief that even the purest fountain is not so free from mud, as I am innocent of these spurious allegations.

All I am asking for is my day in court, and the State’s failure to provide a trial date vindicates my position that it has no case worth taking to trial and is bent on keeping me on remand to please its political masters. This however will not deter me in my quest for a better Zimbabwe.

In Her Own Words, 1 Aug Terrorist, Ruramai Actually Sought British Asylum In 2008

By Dorrothy Moyo | Per her own admission, the 1 August terrorist Flora (Ruramai) Mashingaidze is a refugee who sought asylum in UK in 2008.

Ruramai is the same person who exactly 10 years later would loudly glorify terrorism in her own country, Zimbabwe, causing over 25 people to be killed from the 1 Aug 2018, when she streamed her first live video.

For a while she has been claiming she is a British citizen who cannot be deported. But on Wednesday night she opened the lid on her background as she unwittingly spilled the beans saying she was once in danger of being sexualised by a well known male activist in London. Ruramai said she would expose this man for what he did to her in 2008.

“How many women did you actually get pregnant and give your diseases to, ZimVigil, yeah? ,” she screamed.

She continued:

“Tell us Zimvigil..because you tried it with me in 2008. And I know I am not the only victim of that [NAME WITHHELD]… pervet. I remember him after he tried to say I want to marry you I stopped going to that ZimVigil *hit.

“What’s his name, [NAME WITHHELD]

“…You Zimvigil, you stupid group that was busy saying you were giving people papers, when women, whenever they came to you for a signature you would ask them to have sex with you first.”

 On the 1st August 2018, Flora Mashingaidze and the socialite, Edith Chibamu streamed a live video together as they announced as follows

– Edith Chibamu:  Thandi, wachepa [ you are now worthless],  I will kill your mother before you kill a fly, so you are now worthless.

Flora Mashingaidze: I don’t get paid, but I believe in what ED [Emmerson Mnangagwa] was doing. I’ve got a  to 5 job, right?

Edith Chibamu: No, listen, don’t even defend yourself like that. Thandi Ncube, yes we are paid by ZANU PF, so what? Kana wasvotwa haurutse – When you are annoyed, you will not vomit. If you get hurt, you will never recover-get healed [ukarwadziwa haupore.] We are ZANU PF to the core, you hear? Yes we were paid by ZANU PF, so what? We were paid a lot of money, a lot of money. Get annoyed and see if we care, but anyone who goes onto the streets of Harare and provokes violence they should get shot dead. In fact, those who were shot, they were too few, they should have shot them all [ while Flora Mashingaidze shakes hand in celebration]. You do not go and provoke violence to people who are quiet on their own.”

  On the 15th January, while driving, Flora Mashingaidze announced [Facebook port – https://www.facebook.com/ruramai ] a statement on live video:  “the internet is down and we have had a breather online today, no more propaganda from those people who actually doing the right thing, you know. And I feel that Pastor E’ and them lot, them supporters it is just going to stop them from having any access to the internet because they have used everything all the time, and I did want you yesterday that, what I want you. [LOUD LAUGHT] Now you know what a shut down is you got shut down by the government [LOUD LAUGHT]. So who is the winner now? You know. When you have no coordination and you’ve got no direction and then you want to blame everyone for your own failures in life, you know. Self Proclaimed Bindura Prophet Masturbates Congregant’s Manhood

A self proclaimed Bindura apostolic church prophet is in soup after forcibly holding a congregant’s manhood before masturbating it.

Prince Banda (24) of Chireka village Chief Musana in Bindura left the court in stitches today after pleading guilty to indecent assault before magistrate Maria Msika.

Msika remanded the matter to March 11 for judgement.

Prosecutor Edward Katsvairo told the court that on February 28 the man of cloth Banda forced his congregant Gibson Chiwara to masturbate and spill his sperms on Banda’s stomach.

The shocked Chiwara failed to stomach the demands but Banda took the manhood of the complainant and masturbated him before spilling his sperms on his stomach.

After the act the prophet went outside and took a knife while praying he subsequently ordered Chawawa to have sexual intercourse with another woman who was in the next room and he complied.

Chawawa went and filed a police report the next day leading to the arrest of Banda.

MDC Is A Voluntary Grouping, Chamisa Says In Response To Komichi Resignation Claims

MDC president Nelson Chamisa has said that the opposition movement is a voluntary organization and people are free to sign up or leave, in response to media reports that former MDC Vice President Morgen Komichi was unhappy and wanted out.

Komichi has not been attending MDC events across the country, and was recently reported to have closed ranks with the family of party founding leader Morgan Tsvangirai which he visited without the party leadership’s knowledge.

Asked on social media what the official position was regarding reports that Komichi was unhappy over a number of issues going on in the MDC, Chamisa shot from the hip.

“I’m not aware of any of such. Remember that public entities are voluntary entities. Members sign up and resign. This is normal in all voluntary organizations. Our opposition working 24/7 to portray the people’s party as an entity in turmoil. MDC is a people’s party!” Chamisa said.

A resignation letter circulated on social media yesterday purported to be from Komichi but the Midlands senator said he was part of the MDC.

Speaking to an online news site yesterday, Komichi says he is not sure where the resignation letter originated from, adding that he and other officials in the MDC have been gagged from giving interviews to media.

“People just write stuff. I’m not even sure where the letter is coming from. No, that’s not me,” said Komichi, reputed as the man arrested the most number of times for the MDC cause.

“I won’t say much beyond this, as you know that we are no longer allowed to discuss party issues in the press.”More in Home

Party secretary-general Chalton Hwende recently placed a gag on deputy secretary for international relations, Douglas Mwonzora, warning him that if he further discusses party business in public he could face further action from the party.

Asked whether he was happy with the direction the party is taking since the last congress, having lost a string of by-elections to Zanu-PF including in urban Bulawayo, Senator Komichi was non-committal.

By A Correspondent- Energy and Power Development Minister Fortune Chasi has warned “unscrupulous” fuel dealers who are in the habit of hoarding fuel and then selling it at inflated prices in foreign currency that they will lose their licenses.

Chasi’s remarks follow reports of fuel service stations in Victoria Falls selling the product in foreign currency at between US$1.50 and US$1.59 per litre for petrol and diesel, respectively.

Speaking at the South Africa-Zambia and Zimbabwe Infrastructure Summit and Expo in the resort town on Friday, Chasi said:

Very soon there will be order in the fuel sector. We can’t have people accessing foreign currency from the Central Bank and then go on to sell fuel anyhow. For those that don’t comply I will simply take their licenses and tear them up because we can’t have our people being punished by unscrupulous dealers.

Government has expressed concern in the past regarding that type of conduct and yesterday the Ministry (Finance) expressed itself in very strong terms in terms of saying to those that are engaging in malpractices that we will de-licence them because we can’t have profiteering people.

Recently the Reserve Bank of Zimbabwe (RBZ) Governor John Mangudya said the Central Bank has given the Zimbabwe Energy Regulatory Authority (ZERA) approval to register fuel service stations with free funds for direct imports to be sold in foreign currency.

Meanwhile, ZERA has not yet approved any service station to sell fuel in foreign currency but the practice has already become rampant.-Statemedia

Komichi Denies Resignation Reports

By A Correspondent- Former MDC Vice President Morgen Komichi has dismissed as fake reports that he has resigned from the country’s main opposition.

This follows reports circulating on various platforms that he had resigned from the Nelson Chamisa led opposition party.

In a letter purportedly wrote by Komichi, dated 6th March, the politician says he has resigned from the party because of frustration with the direction the MDC has taken in the past nine months since the congress of May 2019 in Gweru.

Komichi mentions lack of accountability to party funds, and says the party has been hijacked for personal benefit, betraying the philosophy of founding President Morgan Tsvangirai.

Komichi expressed ignorance about the origins of the letter.

Komichi has been in the MDC for over ten years and has been persecuted for the party’s cause and was arrested several times including after the 2018 elections when he announced that results from the Zimbabwe Election Commission were fake.

It’s been exactly 365 days plus two more days since I was arrested last year on the 4th of March & charged for Treason. Yesterday, I appeared in court & made an application to be removed from remand. Today, the Magistrate gave a ruling in favour of the state who opposed the application. Rautenbach Paid ZRP US$60k For “Protection”

By A Correspondent- Explosive minutes of a meeting convened by Local Government, Public Works and National Housing minister July Moyo to resolve a land ownership row between five housing co-operatives and Billy Rautenbach show that the business mogul paid RTGS$60 000 (which was equivalent to US$60 000 at the time) to the Zimbabwe Republic Police for “protection” at the height of the dispute, the Zimbabwe Independent can reveal.

Rautenbach’s vast business interests range from ethanol blending (through his investment vehicle Green Fuel) to real estate and mining.At the centre of the land wrangle, which pits Joshua Nkomo, Leopold Takawira, Wadzanai, Mydek and Dzapasi housing co-operatives against Rautenbach is stand number 48 Aspindale Park Township of subdivision A of Aspindale Park of subdivion A of Lochinvar measuring 100,3134 hectares.

They are also fighting over the remaining extent of Salisbury Park of Lochinvar measuring 80,7875 hectares to which the business magnate holds title through Marimba Properties.

However, in 2010, government allocated the land to the co-operatives for settlement, which was subsequently parcelled out as residential stands to home-seekers by the co-operatives.

According to minutes of the meeting, dated July 25, 2019, Rautenbach intimated that in a bid to stop the illegal settlers from occupying his land, he paid the ZRP’s Support Unit RTGS$60 000, to secure his protection.

The minutes read:

“He (Rautenbach) noted that despite having been asked to pay US$60 000 to ZRP Support Unit in order for his staff to have police protection whilst they conducted surveys on the stand. He stated that the ZRP Support Unit only came to the site one day and never came back.”

However, according to a quotation generated by ZRP (Harare South District Southerton) undersigned by Staff Assistant Inspector S. Mangena, the police expressed commitment to render security services to Marimba Residential Properties from May 9 to June 12, for a sum of RTGS$60 588.

The quotation reads: “Quotation in respect of security to be provided by police during your works on Stand 48 Aspindale Park Township: 09 May to 12 June 2019 from 0630hrs to 1600hrs. Reference is made to the above subject matter. You are required to pay a total amount of RTGS$60 588,00 for police security and insurance.

“You are also informed that payment should be made prior to the event. You are therefore required to pay cash or alternatively deposit the money into our account”.

Marimba Residential Properties deposited the amount into the ZRP Harare South District CBZ account 02323562250015.The quotation was generated on May 8, 2019.

But when quizzed about the RTGS$60 000 payment to the police, Officer Commanding Harare Province Bernard Dumbura professed ignorance over the matter, saying: “I cannot say it was paid or not, but if it was paid, it was not paid to me.”

He said he only met with Rautenbach’s lawyers to try and obtain a declaratory order, which would assert the business mogul’s rights to the land.

“I remember I was called for a meeting. After that meeting I met Billy’s lawyers to push for a declaratory order to assert his rights,” Dumbura said. “During the meeting, I said we needed to look into the issue with their lawyers and determine if the police was needed. I am not aware of any amount that was paid. As police we have procedures on receiving money. You don’t just receive money.”

The minutes, however, reveal that Rautenbach was promised that he would be refunded his money after making complaints against the police.”He (Rautenbach) was subsequently telephoned and informed that he would get a refund of his money,” the minutes read.

According to the minutes, Rautenbach warned that judging by how the land squabble had been handled by the government, investors would keep away from a country that disregarded property rights.

The minutes also show that to resolve the dispute, Rautenbach proposed that the occupants of the land were supposed to pay Marimba Properties for a period spanning 20 years, failure of which his investment vehicle was willing to buy out the illegal settlers.

“BR (Rautenbach) stated that he was willing to allow current occupants of the stands to pay Marimba Properties over 20 years and if any settler fails to pay for the property, then the company can buy back the property,” the minutes read. “He emphasised he was an investor in Zimbabwe and firmly believed that people will not invest in Zimbabwe unless government can secure property rights.”

Minister of State for Provincial Affairs Harare Province Oliver Chidawu, who also attended the meeting, according to the minutes, questioned the approach of the law enforcement agents who seemed to take sides with the illegal settlers.

“Oliver Chidawu noted that in a previous meeting with the ZRP, the ZRP legal department seemed to side with the co-operatives,” the minutes read.

Chidawu also took a swipe at law enforcement agents at Marimba Police Station, whom he accused of receiving bribes to obstruct the course of justice.

The minutes read: “Oliver Chidawu highlighted that the Officer-in-Command of Marimba Police Station had proved to be unhelpful, giving credence to reports that he has been compromised with stands and money. He noted that Waterfalls Police Station is also very corrupt.”   

During the same meeting, Moyo implored law enforcement agents to contain the land ownership feud, which threatened to spiral out of control.

“July Moyo also requested the assistance of the ZRP on the issue of space barons in Harare and stated that in the spirit of devolution, it was incumbent upon provincial authorities to handle their issues before they are escalated to the National Joint Operations Command (Joc).

He noted that it was not sufficient to merely remove land barons, but this must be followed up by prosecution in appropriate cases,” the minutes, seen by the Independent this week, read.

At the time of going to print, Moyo had not responded to questions sent to him. His mobile phone was not reachable.

Coltart Clears Chamisa Over Alleged Abuse of Party Funds

MDC Treasurer General David Coltart has cleared the air on claims that there is tension in the opposition party over abuse of party funds by leader Nelson Chamisa and Secretary General Charlton Hwende.

In a statement today, Coltart said Chamisa was not part of signatories to party accounts hence he has not say in how finances are handled.

Statement by MDC Treasurer General on the False Zimbabwe Independent Story About the ‘Missing RTGS 2M’

The Zimbabwe Independent’s headline alleging the misappropriation of ZW$ 2 million is false, baseless and appears to be yet another attempt to discredit the MDC generally and its Party Leader and Secretary General.

As I have made clear to a variety of journalists in the last few weeks since this false story first emerged I am not aware of any money which has been misappropriated from MDC coffers by any official or party leader.

Since taking office as MDC Treasurer General last May I have implemented a variety of new measures to make the MDC accounting systems as transparent and orderly as possible.

These systems have included a strict banking culture and an agreement that our annual accounts will be subjected to an internal audit.

President Chamisa is not even a signatory to our banking account and so it is impossible for him to have misappropriated money. All of these measures have been wholeheartedly backed by President Chamisa.

Whilst our first audit for the financial year ended 31st December 2019 has not been done yet I have encountered no resistance to it from any quarter within the senior leadership of the MDC. The attempts by some to portray the audit as some kind of investigation into alleged impropriety are misleading and utterly false.

The audit was agreed to last year and is a routine audit. I should also point out that this is the first time the MDC has conducted an audit of this nature and it is the first time any political party in Zimbabwe has ever subjected itself to an audit.

In all the circumstances the report in the Zimbabwe Independent is clearly designed to impugn the credibility and integrity of MDC President Nelson Chamisa, the Secretary General Chalton Hwende and the MDC.

The Zimbabwean public need to be assured that our goal within the MDC is that it meets the highest international standards of accountability and transparency, which in turn will demonstrate that the MDC is competent to govern Zimbabwe as a whole.

Crimes Headache For Byo Residents

By A Correspondent- Bulawayo residents have expressed concerns over the increase in  criminal cases such as robbery, house breaking and theft among others.

The concerned residents urged more community members to join the Neighbourhood Watch Committee to assist the police in fighting crime.

 Bulawayo Progressive Residents Association said residents live in fear due to escalation of crime.

Ward 17 BPRA Organiser Nqobizitha Moyo said criminals were renting houses among the residents and take that opportunity to committee crimes.

Ward 17 councillor Sikhululekile Moyo said many youth in the city are unemployed and resort to crime.

More Panic As South Africa Confirms Second Coronavirus Case In 2 Days

Minister of Health Zweli Mkhize has announced that a second case of COVID-19 has now been confirmed in South Africa.

On Thursday it was announced that a KwaZulu-Natal man who had travelled back from Italy on Sunday was the first confirmed case in South Africa.

The second patient is a 39-year-old lady from Gauteng who is a direct contact to the first case from KwaZulu-Natal. She was part of the group of 10 that had travelled to Italy.

“The public must be notified that we have information and know the whereabouts of all the other 10 people who were part of the group that had travelled to Italy. All those who came back to South Africa, are currently being tested. We are now awaiting their test results to come out. Since being traced, they have remained in isolation to avoid any further contact with third parties,” said the Health Ministry in a statement released on Saturday.

“The second patient who has now tested positive for COV-19 will now be immediately admitted to a public health facility in Gauteng that government has identified as one of the hospitals that are ready to receive COVID-19 positive patients.

“We are now following all the protocols that we have already publicly announced to the public in dealing with this case. We will keep the public fully informed on all relevant developments.

“We also wish to notify the public that our embassy has advised us that a 39-year-old male South African who works in Daegu, South Korea, has also tested positive for COVID-19. He was due to return to South Africa and has since remained in South Korea. We are now following up with the South Korean authorities firstly to obtain formal confirmation of this case and also the details of where our citizen is being treated.

“We continue to call for calm and cooperation from the public and the media during this period. We also request that the privacy of the patients, the affected individuals and families be respected.

“Our commitment to do everything in our power to mitigate against the uncontrollable spread of COVID-19 in our country, remains.”

Zim’s Preparedness For Coronavirus Under Spotlight

By A Correspondent- Zimbabwe’s health facilities are woefully equipped and would be unable to adequately respond to a coronavirus outbreak, at a time neighbouring South Africa has confirmed its second case of a patient who tested positive to the disease, a local publication has reported.

The authorities in Harare are now depending on donations after China and the United Kingdom pledged to provide equipment and other support.

The UK government, through its Department for International Development (DfID), yesterday moved to avert a possible crisis in the country’s response to a coronavirus outbreak by supplying protective clothing and equipment worth £100 000 (US$128 229).

Despite the Zimbabwean government’s claims that the country is ready to deal with the coronavirus (now known internationally as Covid-19) that had by Wednesday midday infected 93 574 and killed 3 204 people worldwide, investigation of the situation on the ground told a different story.

Among the facilities which have been selected as quarantine centres for coronavirus is Wilkins Hospital in Harare, where protective clothing has not been adequate, while the anti-retroviral treatment which Health minister Obadiah Moyo previously said would be used to treat the disease is out of stock.

DfID donated supplies of personal protective equipment, computers, data services and television monitoring equipment to the World Health Organisation’s (WHO) Public Health Emergency Operations.

WHO then handed over the items to the Ministry of Health and Child Care.Before the donation yesterday, Wilkins Hospital had been relying on space suits, gloves, gumboots and N95 respirators acquired when the country was preparing to fight an ebola outbreak in 2014.

According to hospital sources, the health institution had run out of the protective clothing for health care workers. The hospital is also short-staffed, with health personnel working long hours.

Officials revealed that the government has not procured its own equipment, but has been waiting for assistance from the WHO.Government through the Ministry of Health has previously insisted the country is fully prepared to deal with coronavirus cases, but investigations by the Zimbabwe

Independent revealed that the country lacked the capacity to effectively deal with the disease should it hit home.The Independent established that the procedure for the handling of suspected cases is that when an infected person arrives at the airport, port health, a department at the point of entry, should notify the Harare City ambulance services about the case. The ambulance is manned by trained personnel who, on their way to the patient, inform the team at Wilkins about the case.

The team at Wilkins, comprising three nurses, one doctor, an environmental officer, one general hand and one nurse aid, then starts preparing to receive the patient and putting on the protective clothing which includes latex gloves, spacesuit, goggles, N95 respirators and gumboots.

“The clothing that has been used was stocked during the ebola outbreak and we have run out of spacesuits and other items.  We had been promised, but not yet received anything. We are at critical levels and if we receive a serious case we will not be able to deal with that case,” a source at the hospital said.

“After attending to the patient, the clothing should be burnt, as you cannot wear it again in case it gets infected. Ideally, the clothing should be burnt close to the point of infection because transporting them might result in further infection.

“Another thing is our staffing levels are very low and people will get tired. We have seven teams that work six-hour shifts. Most people have left the country because the environment is not conducive. In treating the patient, we also try and limit access to the patient and visits to the patient will also depend on the type of medicine that is being administered to them.”

Wilkins Hospital has so far admitted three suspected cases that the authorities say have tested negative to coronavirus.This comes as neighbouring South Africa yesterday recorded its first confirmed case of Covid-19, with Health minister Moyo describing it as a warning sign.

“We should be able to be prepared for when Covid-19 comes to Zimbabwe. Yes, it is very frightening that it is around the corner. But I’m sure that the South African authorities would be very thorough and will be able to isolate and be able to pick up the contacts which the Covid-19 positive carrier came into contact with,” Moyo said at the handover of equipment and clothing at Wilkins Hospital yesterday. “Yes, we have to be prepared, all of us.”

Harare City Council Health Services director Dr Prosper Chonzi said although there was a delay in getting the stocks, the WHO had delivered some supplies. He said the material from the WHO was being distributed countrywide.

“We were supposed to have gotten the stuff last week and we have so far received some from WHO and some of the required things are currently being distributed to Bulawayo and Mutare. Adequacy will depend on the number of cases we get. Normally, we start sounding out for more before the stocks run out,” Chonzi said.

He said coronavirus teams would administer antibiotics and other support treatments as the experimental anti-retroviral treatment has not yet been clearly prescribed and is still being researched on.

“In terms of treatment, the kind of treatment we are administering is mostly supportive treatment, where we give antibiotics and where a person is struggling to breathe, we provide oxygen and for dehydration we administer IV (intravenous) fluid and we have that in stock. If we get a case, we are able to isolate and treat,” Chonzi said.

“In terms of staff, we have always been having issues around that. Some of the trained personnel are leaving for greener pastures and at the end of the day we will have people working long hours. The staffing issue does not only apply to nurses but also to doctors and to environmental officers.”

The Chinese embassy also pledged to refurbish Wilkins Hospital to make it comfortable for patients.-ZimIndependent

WHERE HAS MNANGAGWA TAKEN THE COUNTRY TO?

In evaluating success in the Zimbabwean presidency, we must bear in mind three systematic and rigorous dimensions we can use to measure success. First, we assess the external factors that a president faces when serving in office and how well he deals with those situations, events, and crises. Second we examine his ratings in public opinion polls throughout his presidency. The poll must be country wide and not around Harvest House. Thirdly we can analyze his legislative success in implementing his campaign promises. A proper rating of the presidency should include all three of these measures, and we will attempt to do so as we qualitatively and quantitatively study the presidencies of Mnangagwa and that of Mugabe.


Our model formulates a set of rankings that is dramatically different from the pre-established norms of presidential greatness, illustrating the profound effect of an objective and methodical formula in studying presidential success. 
Mugabe inherited a vibrant economy which he ran for 37 years. His predecessor Mnangagwa inherited an economy which was dying and resuscitating it is a dry bones miracle.
The first three years of the Mnangagwa State House have been eventful, to say the least. But let’s ignore the drama and instead focus on the numbers.


We’re tracking the president’s progress on his agenda and how it is received by the Zimbabwean public and the wider world. And there are interesting – and surprising – comparisons with his predecessors.


Mnangagwa began his term as one of the most popular leader who captured the sympathy of many after he endured a barrage of insults from cyclone Grace. He became unpopular after few years due to the expectations which were too high and indeed not met on time and he remains so.
His approval rating has improved and this has been seen by the winning streak in all bye-elections. Under his guidance ZANU PF has won all bye elections but one. This goes to show the gain in popularity for ED. Despite the economic problems facing the nation ZANU PF has firmly held on on the political poll position. The Commissariat department has worked round the clock to keep the party on the map.


The only president in recent decades to have anything like Mnangagwa’s low rating at this stage was, perhaps surprisingly, Ronald Reagan, of America who was also languishing at 37% in 1983. His numbers slowly improved after that and he went on to win a second term as president. So Mnangagwa has a low rating which quickly rises and there is no doubt 2023 he will win without pressure.


One upside for Dr ED is that he still has the backing of Rural voters – 88% of them approve of his presidency. If that number stays high, it’s unlikely he’ll face a serious challenge to be the President in 2023.


President Mnangagwa’s administration has repeatedly been branded as chaotic and dysfunctional by his critics.
There is a long list of senior officials who have either quit, been fired or arrested for corruption- but has the turnover been worse than previous administration? The arrests of senior politicians has shown that Mnangagwa is serious about fighting corruption. His effort against corruption Is considerably more than that of his predecessor.
Usually, a president’s top team sticks together for the first year and then changes a little in the second – but for Mr Mnangagwa, the arrests have been fairly regular since day one and were not partisan. The only downside in the fight against corruption is the vindictive disunited disjointed disposable prosecution process. As a result of this inefficiency otherwise incompetent prosecution graduated by internal squabbles no one has been convicted of corruption yet except one former minister.


The lack of stability in the government has shown when it comes to measuring Mr Mnangagwa’s success with policy.


He has had trouble delivering in areas where he’s needed to navigate the corridors of the economical fields and policy implementation despite controlling both chambers.
His main legislative success was passing a major constitutional reform bill, and some monetary policies.
His other big success was getting public transport through Zupco reinstated.


After the new dispensation Workers did not do better. Manufacturing has arguably done worse under Mnangagwastewardship not only has Mr. Mnangagwa failed to reverse the steady decline in industrial production’s share of our economy, but What happened to Zimbabwe is open for business and Make Zimbabwe Great Again?The economy is weakest in Mnangagwa country this is because most drivers in the economy are ex Mugabe loyalists and are bent to see ED fail. The failure in industry is partly because of theoverall manufacturing weakness and partly a re-ection of the general trend in which cities where the knowledge economy is centered have been performing worse than rural areas. Blame also the failures of command agriculture and the softness in agriculture, another consequence of the economic reform. Agree to disagree, or disagree better? Broaden your perspective with sharp arguments on the most pressing issues of the week. Income inequality remains at historic levels. But the gap between those at the top and those in the middle continues to widen.Promises made, promises broken.

During his presidency, ED has announced ambitious plans with abandon:#growth of “4, 5, 6 percent,”#a tax cut that would raise workers’ wages signi&cantly and newtrade policies that would again make Zimbabwe a manufacturing powerhouse. None of those things has happened. His promised investment boom could not be seen quickly; capital expenditures by businesses have been#declining in real terms. Zimbabweans believe the economy is improving. And Comrade Mnangagwa’s approval ratings#among his base#have not been dented as expected by the detractors.


The fact remains that little of what Cde Mugabe has done has helped the economy. The challenges for most Zimbabweans remain steep. Addressing the politburo Cde ED admitted his economic model has “failed” in the wake of food and medicine shortages and public service paralysis. “The production models we’ve tried so far have failedand the responsibility is ours, mine and yours.


The Zimbabwean government has over recent years Revamped various industry sectors such as cement and steel, expropriated hundreds of businesses, including supermarket chains, and lately brought in the army to control street markets to guard against rising prices.It has also axed prices on various goods and imposeda control on maize and mealie meal.One estimates it will take about two years to reach a high level of stability and see the best symptoms of new and economic prosperity.


President Mnangagwa has delivered on relatively more of his campaign promises.
The murmurs of the disgruntled opposition power hungry outfits is meant to spoil the success of Mnangagwa in the few years he has been president.


Zimbabwe is facing serious challenges but the dark tunnel is fast crawling to the end. The light ahead now glows very bright.


The easiest way to see that Mnangagwa is a better leader than Chamisa is to look at the parties. Chamisa has led MDC to extinction. Now MDC is disinter-grating while ZANU PF gets stronger than before.


In 2023 ED will surely romp to victory.
It is clear that ED has not failed the nation. The fruits of his labour will be seen sooner than later. However the vampires surrounding the President are really soiling his legacy.

FULL TEXT: Statement By MDC Treasurer General On The False Zimbabwe Independent Story About The ‘Missing RTGS 2M’

The Zimbabwe Independent’s headline alleging the misappropriation of ZW$2 million is false, baseless and appears to be yet another attempt to discredit the MDC generally and its Party Leader and Secretary General.

As I have made clear to a variety of journalists in the last few weeks since this false story first emerged I am not aware of any money which has been misappropriated from MDC coffers by any official or party leader.

Since taking office as MDC Treasurer General last May I have implemented a variety of new measures to make the MDC accounting systems as transparent and orderly as possible. These systems have included a strict banking culture and an agreement that our annual accounts will be subjected to an internal audit.

President Chamisa is not even a signatory to our banking account and so it is impossible for him to have misappropriated money. All of these measures have been wholeheartedly backed by President Chamisa.

Whilst our first audit for the financial year ended 31st December 2019 has not been done yet I have encountered no resistance to it from any quarter within the senior leadership of the MDC. The attempts by some to portray the audit as some kind of investigation into alleged impropriety are misleading and utterly false.

The audit was agreed to last year and is a routine audit. I should also point out that this is the first time the MDC has conducted an audit of this nature and it is the first time any political party in Zimbabwe has ever subjected itself to an audit.

In all the circumstances the report in the Zimbabwe Independent is clearly designed to impugn the credibility and integrity of MDC President Nelson Chamisa, the Secretary General Chalton Hwende and the MDC.

The Zimbabwean public need to be assured that our goal within the MDC is that it meets the highest international standards of accountability and transparency, which in turn will demonstrate that the MDC is competent to govern Zimbabwe as a whole.

Police Bans MDC Women’s Assembly Event, Okays Auxilia Mnangagwa’s Rally

By A Correspondent- The Zimbabwe Peace Project has reported that police recently banned the MDC’s women assembly rally, which was slated for Harare under unclear circumstances.

“On 21 February, the police banned the MDC Women’s Assembly rally slated for Harare’s Warren Park D Suburb at Pfukwa shops but earlier during the month, the First Lady Auxillia Mnangagwa convened a mini rally in Mbare which was escorted by the police,” ZPP reported.

“Reports of some traditional leaders who continued to violate provisions of Chapter 15 of the Constitution of Zimbabwe that prohibits them from getting involved in partisan politics were noted.”

ZPP said such behaviour compromises the administration of their duties which require that they govern in a non-partisan manner.

ZPP said it recorded a total of 195 violations up from 185 in January.

“Food and other aid related violations remained high with a total of 38 such cases being recorded. The aid was largely from the Department of Social Welfare. Mashonaland Central province recorded the highest number of violations at 53, followed by Harare with 33,” reads the ZPP report.

Govt Liberalises Importation Of Grain

By A Correspondent- The government has liberalised the importation of grain, maize meal and wheat flour after being hit by a second successive drought and chaos in the milling sector following attempts by the government to introduce a targeted subsidy.
 
In a statutory instrument 60 of 2020, the government announced that these products could now be imported without the need for an import licence.
 
“Pursuant to listing grain, maize meal and wheat flour on the open general import licence individuals and corporates may import these products without the need for an import licence,” the government said in Statutory Instrument 60 of 2020.
 
The Control of Goods (Open General Import Licence) Notice, 2018, published in Statutory Instrument 237A of 2018 is amended by the insertion of the following products to the General Import Licence; grain, maize meal and wheat flour, the new statutory instrument said.   
 
The government recently introduced a subsidy for roller meal to cushion the vulnerable from spiralling prices. This has however resulted in maize meal shortages due to rent-seeking behaviour and chaos in the maize milling sector.  The Government has also failed to pay for the subsidy with millers saying they were holding 10 000t which would be released to the market if the government pays the $120 million it owed them.
 
Government has also announced, under SI 61 of 2020, that anyone with free funds can now legally pay US$318 for an emergency passport. -finx

Money Changer Shot Dead

By A Correspondent- An illegal foreign currency dealer was shot and killed by robbers outside a lodge in Bulawayo’s Kumalo suburb who with reports claiming that they went away with US$20 000.

Madakwa Mapako (48) was gunned down at around 8 PM on Thursday near Continental Lodge where he had gone to make a transaction, his young brother Pardon revealed.

Bulawayo Province Police spokesperson, Inspector Abednico Ncube confirmed the incident but said the deceased was killed in the company of his girlfriend.

Said Ncube:

Police are investigating a case of murder which occurred outside a hotel in Bulawayo where a male adult, Madakwa Mapako was shot on the chest by armed robbers.

The deceased had gone with a girlfriend to the hotel where he was only booked for 30 minutes. Upon getting out of the hotel, as he was trying to get into the car, a man emerged from the back and grabbed him. Two men joined in and in the ensuing scuffle. Mapako was shot on the chest.

However, Pardon accused the police of inefficiency, saying his brother had been stalked by the robbers since February 21 and a report was made to the police.-Statemedia

MDC National members Honourable Mutingwende , Honourable Hamauswa and Mr Mike – a staff member are conducting elections in Masvingo Urban.

Initially Honourable Hamauswa, Honourable Mutingwende and Mr Mike tried to negotiate for consensus between the ” two contesting teams” -one led by Mr Muranganwa Chanyau and another one led by Mr Gibson Murinye.

However, the consensus failed. Consequently, accreditation will be done and elections will be held.

In other areas most districts have rejected the consensus option and elections will be done soon.

CONFIRMATION OF SECOND CASE OF COVID-19 IN SOUTH AFRICA

The Minister of Health wishes to advise all South Africans that a second case of COVID-19 has now been confirmed in South Africa.

The 39-year-old lady who is from Gauteng is a direct contact to the first case from KwaZulu-Natal. She was part of the group of 10 that had travelled to Italy.

The public must be notified that we have information and know the whereabouts of all the other 10 people who were part of the group that had travelled to Italy.

All those who came back to South Africa, are currently being tested. We are now awaiting their test results to come out. Since being traced, they have remained in isolation to avoid any further contact with third parties.

The second patient who has now tested positive for COV-19 will now be immediately admitted to a public health facility in Gauteng that government has identified as one of the hospitals that are ready to receive COVID-19 positive patients.

We are now following all the protocols that we have already publicly announced to the public in dealing with this case. We will keep the public fully informed on all relevant developments.

We also wish to notify the public that our embassy has advised us that a 39 year old male South African who works in Daegu, South Korea has also tested positive for COVID-19.

He was due to return to South Africa and has since remained in South Korea. We are now following up with the South Korean authorities firstly to obtain formal confirmation of this case and also the details of where our citizen is being treated.

We continue to call for calm and cooperation from the public and the media during this period. We also request that the privacy of the patients, the affected individuals and families be respected.

Our commitment to doing everything in our power to mitigate against the uncontrollable spread of COVID-19 in our country remains.

Storm Over “Cockroaches” Statement

By A Correspondent| Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services Minister, Nick Mangwana has been criticised over a tweet in which he highlighted the harmful effects of cockroaches.

Mangwana’s post on the microblogging site Twitter has been considered ill-advised, following President Mnangagwa’s utterances during the national clean up campaign on Friday where he warned that citizens will be arrested if the pests were found in their dwellings.

Mangwana’s post reads:

Cockroaches are pests that have been implicated in the transmission of many diseases. They prefer the night when they come out looking for food. They contaminate utensils & food because they carry a staggering amount of germs which cause diseases such as Typhoid, Dysentery & polio.

“Rising Rate Of Teenage Pregnancies Worrisome”: UNFPA

By A Correspondent- The United Nations Population Fund (UNFPA) regional director Julitta Onabanjo is unhappy with the rate at which the number of teenage pregnancies continue to rise in Zimbabwe.

Onabanjo’s comments came in the wake of a recent Unesco report which revealed that 6 159 girls dropped out of school last year due to early unintended pregnancies.

Speaking to the media during a tour of Tariro Clinic in Hopley, Harare on Monday, Onabanjo emphasised the urgent need for the Zimbabwean government to intensify the fight against the problem that is cutting the future of young girls short.

“We always say one teen pregnancy that is unplanned and unwanted is just simply one too many. So, we really have to do more to ensure that young people have the information and ability to access the services that can ensure that they can make the right choices as to when they can have a baby,” she said.

The government last year revealed that Hopley has a population of 200 000 of which 65 000 are youths. Of that number, 21 percent of the girls have had teenage pregnancies, while 18 percent were in child marriages.

Onabanjo said the Hopley youths have to be assisted with more information on how to avoid teenage pregnancies and make the choice to be involved in sexual relationships at the right time.

“This community is brilliant and indeed it is a community of hope, but when I see how many young girls are here with little babies, you can tell that the prevalence of teen pregnancies is far too high.

“These young girls should be in school; they should be waiting to be able to have a real relationship. We can’t have children having children, not only is it a risk in terms of the outcome of the pregnancy, but also the deaths.

“A lot of the maternal deaths that we see are amongst young girls and this we can’t accept,” the UNFPA regional director added.

Meanwhile, the 2019 Multiple Cluster Indicator Survey (Mics) results have shown that over 100 000 women aged between 20 and 24 years fell pregnant before turning 18 in the country in the last five years.

According to the updated 2012 population census projections report, the country has a total of 734 742 women aged between 20 and 24.

The Mics report conducted between 2014 and 2019 said about 176 338 of those women fell pregnant before celebrating their 18th birthday.

“Twenty-four percent of women aged 20 to 24 years have had a live birth before age 18. One in four women aged between 20 and 24 years had a live birth before age 18,” the report said.-DailyNews

Muchinguri Hauled To Court Over Army Crackdown

By A Correspondent- Scres of citizens, who claim they were assaulted by soldiers during last year’s fuel price hike protests, have taken Defence minister Oppah Muchinguri-Kashiri to the High Court demanding compensation.

In the applications, the “victims”, who are from different parts of the country, cited Muchinguri-Kashiri and Zimbabwe Defence Forces commander Valerio Sibanda as respondents.

Among some of the complainants, who are represented by the Zimbabwe Human Rights NGO Forum, are Richard Simba, Ganizani Mnzinga, Gilbert Mutare, Samson Silocha, Paul Damiano, Stewart Kamunwo, Tinashe Phiri and others. They are demanding $300 000 each.

“The plaintiff’s claim is for damages arising from the unlawful conduct of the defendants’ employees, who, at all material times, were acting within the normal course and scope of employment.

“The plaintiff avers that on the 14th of January 2019 at around 1700hours, he was at his home in Ruwa when three uniformed Zimbabwe National Army officers armed with rifles came to his home and accused him of having blocked the roads and burnt tyres,” Simba said in his court papers.

He said one of the army officers went on to assault him on the buttocks, hand, chest and legs using thick sticks and the butt of a rifle.

“As a result of the assault, plaintiff was injured across his body, particularly his buttocks, hand, chest and legs. The plaintiff avers that the assailants acted unlawfully by assaulting him. As a result of the attack, the plaintiff suffered pain and suffering, humiliation and degradation.

“Further, the assault on plaintiff was a violation of his right to personal security and bodily integrity, including freedom of violence from both public and private sources of the person as protected by the Constitution of Zimbabwe,” he said.

He demanded $300 000 in damages, an amount similar to the one made by each of the other victims.

In Phiri’s case, he said he was assaulted by the soldiers while at Chiwari Shopping Centre in Rusape. He claimed in court papers that he was assaulted while selling his wares.

Mnzinga on the other hand, said he was assaulted while at his home in Kuwadzana, Harare, while Mutare was at a bus terminus in Rusape.

Silocha, who is also suing Chengetai Chapata, a Zimbabwe National Army member, told the court that he was assaulted by soldiers while in Dzivaresekwa, Harare.

Damiano, who also cited Harare mayor Herbert Gomba as a respondent, said he was assaulted while on his way home, while Kamunwo was attacked in Dzivaresekwa.

Muchinguri-Kashiri and Sibanda have since entered their appearance to defend in all the applications. The matters are still pending before the High Court. -DailyNews

Millers Hoarding Subsidised Maize Meal

By A Correspondent- Grain millers are in the habit of hoarding government’s subsidised maize meal to sell on the black market, a development that has led to serious shortages of the product, Parliament heard yesterday.

This was said by minister of Industry Sekai Nzenza in the Senate while responding to a question by MDC Senator for Bulawayo Gideon Shoko regarding the progress made by the recently established taskforce to ensure transparent and equitable distribution of maize meal in light of the current shortages.

“Our committee is still very much alive and operational, but the challenge we are facing is that we have not been getting enough maize.

“The other challenge is that whenever it is there, we have a problem with millers who are hoarding the maize meal to sell on the black market at prices ranging between $116 and $160 per $10 kg against government’s endeavour to have citizens getting the product at $70 per 10 kg,” Nzenza said.

Her response came despite the fact that the taskforce was set up ostensibly to make follow-ups with retailers to curb diversion of the maize meal to the black market.

When MDC senator for Masvingo Tichinani Mavetera suggested that the government needed to direct the maize meal to the Grain Marketing Board (GMB), Nzenza said the option was under consideration.

She also said the government was still in the process of coming up with a database for extremely vulnerable individuals who are eligible for the subsidized maize meal.

Meanwhile, deputy Energy minister Magna Mudyiwa was taken to task by senators who wanted to know why the government was issuing out licences to sell copper wire which is not produced locally and that Zesa Holdings was grappling with copper cables theft and vandalism of transformers.

“Unfortunately, the issuance of the licence is done by the Home Affairs ministry, not us. We have, however, engaged with the ministry to try and convince them to reconsider their position regarding that,” Mudyiwa said.

She also responded to a barrage of questions from the legislators who demanded to know the rationale of allowing some fuel service stations to sell their product in US dollars in a development that has seen those that are supposed to sell using local currency now selling in hard currency.

Mudyiwa requested that she be furnished with the names of such service stations for the government to take action.

“We only have a few selected ones who supply diplomats and some non-governmental organisations that are allowed to sell in foreign currency. The rest must sell in our own currency. Anyone doing that is violating the law and we will be happy to have their names,” Mudyiwa said.-DailyNews

Human Rights Defender Rita Nyamupinga Recognised In Global Award

By A Correspondent- Zimbabwean human rights defender and founder of Female Prisoners Support Trust Rita Nyampinga was on Wednesday recognised as one of 12 International Woman of Courage (IWOC) Award winners for 2020 by the United States of America government ahead of International Women’s Day on Sunday.

The International Women of Courage Award also referred to as the US Secretary of State’s International Women of Courage Award, is an American award presented annually by the United States Department of State to women around the world who have shown leadership, courage, resourcefulness, and willingness to sacrifice for others, especially in promoting women’s rights.

Nyampinga was honoured by the US Secretary of State Michael Pompeo in Washington DC where First Lady Melania Trump was guest of honour.

The citation for Nyampinga read out by Kelley Eckels Currie, who oversees the Secretary’s Office of Global Women’s Issues at the US Department of State, praised her for her work in defence of women in detention.

“A steadfast human rights defender and activist, Rita is being honoured for her protection of and respect for the rights of prisoners, especially women in detention, and for fighting for a fair and just legal system in Zimbabwe,” read part of the detention.

In a telephone interview with the Daily News from Washington yesterday, Nyampinga said the award was a milestone for Zimbabwe as the honour places the country on the global map as far as human rights are concerned.

“When we speak of human rights it should not only be limited to political rights, but should also stretch to civil, economic and social rights as well. As Zimbabwe we are working towards achieving these rights.

“The award shows that Zimbabwe is in the spotlight and can work as one unit to achieve a common goal,” Nyampinga said.

The Female Prisoners Support Trust founder has been spearheading different rehabilitation programmes for female prisoners and ex-convicts in the country, while pushing for social, gender and economic justice.
She has facilitated rehabilitation of over 300 ex-convicts to date.

Speaking during the awards ceremony, Melania Trump praised Nyampinga and the other winners for often risking their safety to help others, adding that they were the faces of true heroism.

“It is an honour to be here again to celebrate these inspiring women and the incredible impacts they are making through the work they have dedicated themselves to all over the world,” Trump said.

Since the inception of this award in March 2007, the Department of State has recognised 146 women from 77 countries.

The women honoured alongside Nyampinga hail from Malaysia, Afghanistan, Armenia, Azerbaijian, Bolivia, Burkina Faso, China, Nicaragua, Pakistan, Syria and Yemen.

Embarrassed Chiwenga Abandons Clean Up Campaign

By A Correspondent- Vice President Constantino Chiwenga yesterday abandoned a clean-up campaign scheduled for Mvurwi after only a handful of party officials turned up, leading to a bitter meeting of the Zanu-PF provincial officials.

Chiwenga then assigned minister of Agriculture Perrance Shiri to stand in for him after only a few Members of Parliament, councillors, Zanu-PF officials and government workers turned up for the clean-up exercise.

To explain Chiwenga’s absence, Shiri told the officials gathered at Mvurwi High School that Chiwenga had returned to Harare to attend to a “special assignment”.

“Vice-President was called back to Harare on his way here and he has assigned me to deliver his speech on his behalf,” Shiri said.

But the provincial leadership called for an emergency Provincial Coordinating Committee (PCC) meeting at Umvukwes Primary School soon after Shiri’s address to iron out squabbles between the province’s Zanu-PF MPs and war veterans.

The meeting was so tense that security details and media were ordered out as tempers flared. But that was not before a NewsDay staffer was forced by Zanu-PF chairperson for Mashonaland Central province Kazembe Kazembe to stand before the PCC and explain a story published by the newspaper about the tiff between MPs and war veterans in the province which was affecting the party’s mobilisation efforts.

The story alleged a rift between the liberation war fighters and MPs in the area who they accused of abusing food donated to the province to advance personal interests.
Provincial war veterans leader Sam Parirenyatwa and his executive wrere also chucked out of the meeting.

“Since we are all here, l thought it is wise to meet and address issues coming from the newspaper that we are sabotaging the President, me included,” Kazembe said.

“We should not be emotional about it; let us talk about the issue. I am being advised that the reporter who covered this story is in here. What is happening to our security, Simbarashe Sithole please stand up and tell us if your story is true because you are here by default,” he added.

The disgruntled war veterans accuse Kazembe of failing to mobilise crowds for the party’s rallies.

In 2018, Mnangagwa aborted a rally in Bindura after only a handful of people attended, while his wife had a run-in with party executives after a few people turned up for her family fun day at Chipadze Stadium in October last year.

“This is clear Kazembe is failing to mobilise people, hence the presidium is snubbing us now and again due to poor attendance, people do not want the truth to be told that is why they are chasing us away from their PCC meeting,”  one veteran said.

But the MPs hit back, charging that the war veterans were misguided and accused them instead of sabotaging Mnangagwa.

“We gave the President all the seats and what the war veterans are doing is very wrong to accuse us of sabotaging the President. This rift will not end, we will continue fighting until we die,” said a legislator who refused to be named.-Newsday

ED Minister Commissions Pay Toilet

By A Correspondent- Minister of State for Mashonaland East Province Apolonia Munzverengwi this week opened a pay toilet and commissioned $2,5 million maintenance equipment at Chikomba Rural District Council offices.

The Chikomba RDC used revenue from rate payers to construct the pay toilet and purchased a grader and a refuse truck using a government devolution grant.

In 2018, former Finance and Economic Development Minister Patrick Chinamasa made headlines after he was caught on camera commissioning a garbage bin in Rusape.

Munzverengwi, who was the guest of honour at the event, urged local authorities to consider the needs of the residents before utilising government devolution funds.

“President Mnangagwa initiated the devolution programme to enhance a bottom-up communication process which ensures that the real problems faced by the people are addressed at local level,” Munzverengi said on Wednesday.

“It is important that before utilising the devolution grants from the government, authorities should inquire from the residents how they want the fund to be used. I am happy that Chikomba RDC managed to purchase a refuse truck and a grader, equipment key for efficient service delivery.

“I also applaud the council for being business-minded and construct a pay toilet which will serve the community at the same time generating more revenue for the local authority. I have been informed that the residents are paying their rates very well, a clear indication that they have confidence in the council administration,” she said.

Chikomba RDC council chairman Israel Dhikinya encouraged the residents to contiunue paying their dues for continued efficient service delivery.

After commissioning the toilet and equipment, Munzverengwi also toured the various projects being carried out by the council which include construction of schools and clinics. She also had an interface with councillors, heads of government departments and business people.

Chiefs, local legislators and several Mashonaland East Province council chief executives also attended the ceremony.-Newsday

Scotch Cart Accident Claims Infant

By A Correspondent- A three-month-old infant died when his mother fell from an ox-drawn Scotch cart and landed on her back where the infant was strapped.

The horrific accident occurred in Nyazura last week.

The mother, Beatrice Bauren, 28, was in the company of Enock Manwei, 14, when they approached a steep slope and one of the oxen got off from the yoke.

The cart overturned resulting in Bauren being thrown overboard where she landed on her back crushing the baby. A report was made to the police who attended the scene.

The body of the baby was taken to Mutare Provincial Hospital mortuary for a post-mortem. Manicaland police spokesperson Tavhiringa Kakohwa confirmed the horrific accident and urged the public to always consider safety in all matters to avoid unnecessary loss of life.

“People should be cautious in everything they do. Security checks should always be a priority before anything you do to avoid the loss of life with things which could have been easily avoided,” said Kakohwa. -DailyNews

Mnangagwa’s Response To President Trump: “We Took Back Our Land”

By Farai D Hove| ZANU PF leader Emmerson Mnangagwa yesterday responded to US President Donald Trump’s assistive ZIDERA sanctions by saying “we took back our land,” a reference to the violent destructive land reform program that has grounded Zimbabwe’s food economy.

Speaking in Gutu, Mnangagwa said:

“You may have heard that the US renewed its sanctions on us. There is nothing new there. We have been with these sanctions for the past 20 years. These are the same sanctions they have renewed. As Zimbabwe, we have a policy of engagement and re-engagement. The whole of Sadc is standing with us. You may recall that on October 25, 2019, Sadc countries in their respective countries had various programmes calling the Americans to remove their sanctions on Zimbabwe.

“All embassies of Sadc countries and the African Union (AU) also did the same. When we went to the United Nations in September last year, our continental organisation, the African Union told the UN to call for the removal of all forms of sanctions on Zimbabwe.”

Mnangagwa said Zimbabwe would continue calling for the unconditional lifting of the sanctions saying the sanctions were unjustified.

Mnangagwa said he has not committed any crime against the Americans or the British. In any case, he said, it was the British who wronged Zimbabwe by grabbing its land.

“Actually, it’s the British who committed a crime against us when they came here and took our land,” he said.

He continued saying: “We waged the armed struggle and took back our land and said they (British) should also go back to their country. They were not happy with that, but the land reform programme is irreversible and to us it’s a closed chapter. Those who want to be our friends should befriend us knowing that land reform is irreversible. We are not going back on that. Embrace us as we are, then we work together like that.”

Fuel Mostly Available At Forex Selling Service Stations

By A Correspondent- A snap survey by the state media has revealed that most service stations in Bulawayo which sell fuel in local currency were on Friday without fuel while it was accessible at those which sell in foreign currency.

The publication further reports that only Engen and Total had fuel which unfortunately had run out at 1 pm. Motorists remained in elongated queues hoping that there will be new deliveries.

One motorist who spoke to The Chronicle, Mr Ozias Moyo lamented over the fuel crisis saying that it has adversely affected his business.

He said:

Right now, my tank is empty that is why you are seeing me pushing my vehicle while in the queue. I should have been in Maphisa at 10AM where I have business interests but I’m still here.It’s a great inconvenience… But we are left with no option but to queue as we have no access to foreign currency. In case I get the foreign currency, it would be too little to buy enough fuel.

Only recently, the Reserve Bank of Zimbabwe gave fuel dealers the green light to sell the commodity in foreign currency.

This comes when there is a huge scarcity of foreign currency in the country. Foreign currency is readily available on the parallel market but the rates are very high as dealers take advantage of its unavailability on the formal market.-Statemedia

S.A Tightens Border Security Measures

By A Correspondent- South Africa has passed a Border Management Authority (BMA) Bill, which is expected to improve security at all the country’s entry points.

This most likely means the number of people who illegally enter the neighbouring country would be reduced, once the bill comes into law.

Zimbabwe is believed to have the highest number of migrants living and working in South Africa with some crossing illegally into that country. Beitbridge border is the biggest inland port in Southern Africa and handles huge volumes of both human and vehicular traffic amid high levels of border jumping.

In a press statement issued by the Parliamentary Communication Services on behalf of Chairperson of the Portfolio Committee on Home Affairs, Advocate Bongani Bongo, the passing of the bill was welcomed as is intended to remedy the fragmented border management model, which is said to have resulted in a variety of challenges in relation to control of the country’s borders.

The BMA Bill is intended to establish a border management authority and a single implementing entity under a single executive authority.

The committee is hopeful that President Cyril Ramaphosa will quickly assent the Bill into law to enable processes for the establishment of the agency to begin swiftly.

Commenting on the move, African Diaspora Forum Chairperson (ADF), Dr Vusumuzi Sibanda described the move as good but said it did not address the reasons behind border jumping.

“It’s a good thing because the BMA is going to make sure the borders and ports of entry are not particularly porous. There are places where for example, others can cross via the bush, which means it will be difficult for people to do so if they have officials deployed to stop that,” he said.

Dr Sibanda noted the BMA would be effective if officials deployed to man the borders also did not force illegal immigrants to pay bribes as means of passage into South Africa.

“Some of the problems that we have are related to corruption where people have to pay at the border just to go across and even if they don’t have papers. Those are the issues that need to be addressed but I doubt the BMA is going to improve on that,” he said.

Dr Sibanda also urged South Africa to lobby neighbouring countries to solve their political and economic challenges to stem the high number of illegal migrants in South Africa.

“I don’t think the solution to illegal immigration lies in a border management agency, it actually lies in solving the political instabilities and poor economic conditions that prevail within Africa. These are factors that are going to continue forcing African people and others from Asia, who are poverty-stricken to find greener pastures,” he said, adding that illegal migrants also included those from Europe.

“There are others who come in thinking there are better investment  opportunities, so it has nothing to do with border management.”

Chairperson of the Zimbabwe Community in South Africa, Ngqabutho Nicholas Mabhena said they will not condemn their host country for wanting to improve their border systems.

“We will not condemn South Africa when it is putting proper systems to manage its border system because even as Zimbabweans we want to manage our borders effectively, so that every person who visits Zimbabwe uses correct entry points.

“Likewise South Africa is organising themselves in terms of managing their ports of entry so that people use the normal channels to enter and we certainly support such,” he said.

Mabhena added that the BMA Bill seeks to make sure all ports of entry are properly managed.
“We are yet to see how the officials will perform. But as the Zimbabwe community in South Africa, we don’t encourage anyone to use an unofficial entry point to enter the country. We encourage everyone to acquire a Zimbabwean passport and use the correct channels,” said the chairperson.

“Usually what happens is people do come through using legal papers to enter South Africa and are given a number of days but then do not go back, as they take their passports back to zimbabwe through other means so that they are stamped at the border. Since there will be new management systems, we will see how it works out.”

He noted that besides strengthening borders, South Africa must work on implementing the white paper on international migration gazetted in 2017, which looks at improving immigration strategies.

“Since the South African parliament is now amending the Immigration Act, we call on them to incorporate the proposals that are listed in the white paper on international migration,” Mabhena said.-StateMedia

Parlie Passes Freedom Of Information Bill

By A Correspondent- The Parliament of Zimbabwe has passed the Freedom of Information Bill which is the centrepiece of three proposed laws that will repeal the strongly opposed Access to Information and Protection of Privacy Act (AIPPA).

The Bill, according to The Herald got overwhelming support from legislators from all parties including the opposition MDC led by advocate Nelson Chamisa.

The Bill seeks to give effect to Section 62 of the Constitution which provides for the right to access to information as enshrined in the Declaration of Rights.

Speaking on behalf of the Portfolio Committee on Information, Media and Broadcasting Services following the passage of the Bill, Mbizo legislator Mr Settlement Chikwinya (MDC-Alliance) said that he was impressed with the “inclusive” process.

Justice Minister Ziyambi Ziyambi thanked all members for working together adding that he wished “this culture is continued when we are producing more Bills in future.”

Zanu PF representative for Makonde, Kindness Paradza, said he was happy that AIPPA would be repealed as he was once hounded out of the party after he castigated the Act in 2003.

The Bill, after its passage, was referred to the Parliamentary Legal Committee and will be transmitted to the Senate thereafter.-Statemedia

US Dollar Pushing Its Way Back, Ecocash To Begin Issuing US Dollar Cash Outs.

Correspondent|EcoCash agents country-wide will soon begin issuing out United States dollars to locals receiving money from abroad through Cassava Fintech International (CFI)’s Sasai Remit platform.

The development comes at a time when Ecocash agents which used to cash-out the greenbacks before the bond notes era are struggling with cashing out of the local currency owing to the cash crisis Zimbabwe is in.

Launched in August last year, Sasai among other things allows users to remit money to many parts of the world at lower charges.

Cassava International Remittances general manager, Shepherd Hondoyemoto, who said Sasai’s international remittances had brought great relief to Zimbabweans living in the Diaspora wishing to remit funds home, added Ecocash agents would be soon disbursing US dollars.

“So you will see in the next coming couple of days to weeks, those key constituents, those, those key districts will have agents representation and they will still be offering US dollar cash, not bond,” said Hondoyemoto.

“Every remittance, you will get it in US dollar cash.”

He said that would ensure that people living in rural areas and other places far away from towns and cities do not have to travel long distances to access their cash from abroad.

“We said the most important thing is to go to that model where we are covering every part of the country,” he said.

“Our services should be at your arm’s length.”

He said there has been an increase in the number of Zimbabwean sending money home via Sasai Remit.

“The coming on of Sasai with its #RemittanceFeesMustFall offer has been very well received by Zimbabweans across the globe, and this is evidenced by the increase in remittance volumes we have seen coming in via Sasai,” Hondoyemoto said.

At its introduction, the platform offered free charge on remittances for 30 days after which it moved to a mere 2,5 percent.

By Julia Lindau|When I arrived at New York’s JFK airport Thursday after spending days in a Coronavirus hot zone in Italy, I was expecting a shakedown: a temperature check at customs and some questions about where exactly in the region I’d been and if I had come into contact with any sick people during my stay.

Instead, I breezed right through security, faster than any other time I can remember.

The lack of precautions was jarring considering where I’d just been. When I landed at Milan’s Malpensa Airport two days earlier, Italian officials took the temperature of every person on my flight. And when I left Italy, all passengers on my flight had to fill out a sheet of paper detailing where they had been in the last two weeks, their contact information, and where they would be staying in New York. And I think I underwent a thermal scan, though I can’t say for sure.

The region I returned from, Lombardy, should have raised a red flag. According to the Italian government, of the 4,636 people in the country who’ve contracted the virus, around half got it in Lombardy. And Italy as a whole is currently the epicenter of the European outbreak.

Despite Italy’s status as a Warning Level 3 country — and my deliberate route through some of the most-affected areas on a trip to report on the outbreak — no one in the U.S. airport even asked where I’d been, let alone reminded me to follow the Centers for Disease Control and Prevention’s recommendation for a 14-day self-quarantine, as I’m now doing.

My casual passage through a U.S. airport from one of the hardest-hit Coronavirus regions in the world illustrates the size of the problem we’re all up against. As few as 1,895 Americans have been tested for the disease so far, after the CDC botched an attempt to distribute test kits in February. Pence, whom President Trump tasked with leading America’s response, stated flatly Thursday that “we don’t have enough tests today to meet what we anticipate the demand going forward.”

Trump has downplayed that problem and congratulated himself for slapping restrictions on travelers returning from China, where Coronavirus was first detected, back in January: U.S. citizens and their families can only enter through 11 airports, where they undergo special screenings, and foreign nationals can’t enter at all if they’ve visited China within the past 14 days. In February, the same restrictions were applied to Iran, where the virus is also raging.

Travellers from Italy are supposed to be screened too, according to Pence. He stated Wednesday that as of the previous morning, “all passengers on all direct flights from all airports in Italy or South Korea are being screened on multiple times before they board any of these airlines.” But I didn’t witness that, and it’s hard to see a clear government policy in place. The CDC website outlines general guidance for both countries, like suggesting the self-quarantine, but no clear rules.

That’s alarming in light of the fact that Illinois announced Thursday that a fifth patient tested positive after flying into Chicago O’Hare Airport earlier this month from Italy, where he’d acquired the virus. All in all, confirmed cases in the U.S. have now grown to more than 250.

The passenger at Chicago O’Hare wasn’t tested until well after he left the airport, which as of Thursday, still wasn’t screening travelers from Italy or South Korea. Those countries are supposed to screen people before they depart for the U.S., according to Illinois Emergency Management Agency director General Alicia Tate-Nadeau.

When I wasn’t questioned or advised about precautions upon my return to JFK, I tweeted about it and it caused a bit of a stir.

On Friday morning, a CNBC anchor asked Secretary of State Mike Pompeo about my tweet. With a bit of a nervous chuckle, he said, “I would urge everyone not to rely on anecdote stories that one hears about a particular instance.”

JFK airport responded to my tweet by saying that the Centers for Disease Control and Prevention and the U.S. Customs and Border Protection are the agencies responsible for making decisions about screening at airports.

A CBP spokesperson responded to a request for comment by noting the restrictions on travelers from Iran and China, and adding: “If CBP observes individuals with symptoms of COVID-19, we will continue to work with the CDC to determine if a traveler is a possible public health risk by referring them to CDC for enhanced health screening.”

The CDC didn’t immediately respond to requests for comment.

As a frequent international traveler for my reporting work, I have global-entry status, which allows for expedited re-entry into the U.S. for low-risk travelers. But the factors that make me low-risk for terrorism have nothing to do with my exposure to disease.

On March 4, the day before I arrived back in the U.S., the State Department tweeted out that “passengers [from Italy] on U.S.-bound flights with a temperature 99.5 or higher are not being permitted to board.”

But that doesn’t mean that anyone back in the U.S. thought it was their responsibility to check.

“We are expecting the major political players who include Dr Nkosana Moyo, J M Busha, Zanu PF and the MDC president, in addition to civil society and private sector leaders to discuss deeply the socio-political and economic tribulations of Zimbabwe in a pluralistic manner in pursuit of holistic national solutions,” Binha added.

President Emmerson Mnangagwa and MDC leader, Nelson Chamisa blame each other for not committing to a dialogue.

Recent attempts by former South Africa president, Thabo Mbeki to bring the two to a negotiating table have also been futile.

Daily Mail|Elderly people will be told to stay at home under new government guidelines to tackle the outbreak of deadly coronavirus as health officials urge Britons to check in on their relatives.

The elderly should be prepared for ‘social distancing’ policies, which are to be announcement by ministers next week, government sources said.

Advice will include the elderly staying at home and avoiding crowded areas which the Department of Health warned could leave people ‘cut off’.

Guidelines also state that households should decide how their food will be delivered in case they have to self-isolate.

Two people have died from the virus – which has a mortality rate of 15 per cent in those over 80 – on British soil so far, both of whom were elderly.

On Thursday evening a woman in her 70s became the first person in the UK to die after being diagnosed with coronavirus while at the Royal Berkshire Hospital in Reading.

The woman – who had ‘underlying health conditions’ – tested positive for the killer infection on Wednesday before succumbing to the illness the following day.

And on Friday a grandfather in his early 80s died at Milton Keynes Hospital after he was admitted on March 3 with suspected pneumonia having recently returned from a cruise where he had visited several countries.

He had tested positive for the bug once already but the NHS must carry out further tests to confirm the case and rule out a false positive, MailOnline understands.

Fellow patients and hospital staff on his ward were isolated and a deep clean has been carried out.

Yesterday, two baggage handlers at London Heathrow tested positive for the killer infection.

Fears have been raised the virus could have passed onto passengers’ luggage, where it could survive for up to three days.

Heathrow is one of the busiest airports in the world and tens of thousands of travellers pass through the airport every day.

Science minister Amanda Solloway told The Daily Telegraph that Britons should keep in touch with their elderly friends and neighbours as they could be feeling isolated and ‘cut off’ from others.

Chief Medical Officer Professor Chris Whitty said there may reach a point where the elderly would be told to stay indoors and keep away from busy areas, but the situation has not yet reached that point.

Drastic measures are expected to be introduced as the Government continues with its four-stage plan to deal with a mass outbreak of the bug as the number of confirmed cases rockets across the country.

Such measures could also include banning concerts and closing schools in a bid to stop the killer disease exploding across the country.

In total, 164 people have tested positive for coronavirus, up from 115 cases reported at the same time on Thursday as Norther Ireland confirmed its fourth case on Friday evening.

The Government revealed its four-stage plan earlier this week that includes a raft of socially and economically costly contingency moves as a last resort.

The 28-page ‘action plan’ was agreed at the first emergency Cobra meeting to be chaired by the PM on Monday in which it was explained there are four stages – contain, delay, research and mitigate – to dealing with the virus.

“We Are In Trouble,” Ramaphosa Speaks On Detection Coronavirus In South Africa

South Africa’s President Cyril Ramaphosa has warned that the coronavirus will turn into a “national crisis” and its impact will be “huge”.

His warning came after the first case of the coronavirus was detected in South Africa.

The patient is a 38-year-old man who visited Italy with his wife.

This brings to 27 the number of coronavirus cases reported in Africa. Algeria is worst-affected, with 17 cases, 16 of them in the same family.

The South African couple, who have two children, were part of a group of 10 who returned from Italy on 1 March, Health Minister Zweli Mkhize said.

The man and the doctor who first treated him were both in self-isolation in the eastern KwaZulu-Natal province, he added.

A tracer team had been sent to KwaZulu-Natal to identify people who might have been in contact with the man and the doctor, Dr Mkhize said.

Mr Ramaphosa urged South Africans not to panic and to get immediate medical help if they showed symptoms of Covid-19.

“It will have a huge impact on a number of things… travel… our economy. It is already showing signs of a negative impact on tourism.

“The effect will be big. South Africans will need to be prepared,” he was quoted by privately owned Eyewitness News as saying.

For now, South Africa is portraying its detection of the country’s first Covid-19 patient as a sign of success – as proof that the public health systems of the continent’s most-developed and sophisticated economy are working as planned.

“This is not… a failure. Our health systems [are] able to detect and rapidly identify cases,” the National Institute for Communicable Diseases tweeted within hours of the announcement of the infection in KwaZulu-Natal.

The continent as a whole has clearly benefitted from the remarkably slow arrival of the virus in Africa – a window of several weeks that has enabled the World Health Organization (WHO), national governments and other groups to build up testing and treatment capabilities.

But in South Africa, there are particular concerns related to the country’s long-running HIV epidemic – the worst in the world.

More than seven million people here are living with a virus that seriously weakens immune systems, leaving many people potentially more vulnerable to Covid-19.

Elsewhere in Africa, some people have taken comfort from the fact that many governments have recently been forced to confront the dangers of successive Ebola outbreaks – an experience that has strengthened the capacity of many health systems to detect and respond to a far deadlier virus.

But there are also deep concerns that – on a continent still wrestling with entrenched poverty, plagued by conflicts, and poorly served by over-stretched health services – a serious outbreak of this new coronavirus could quickly overwhelm some countries.

Two other South Africans who were admitted to hospital in Japan with the coronavirus have recovered, and would return home soon, other officials said.

The pair had been hospitalised in Japan after being taken ashore from the Diamond Princess cruise ship they were working on.

People aboard the ship were first quarantined in January when a passenger who disembarked in Hong Kong tested positive for the coronavirus.

Chiwenga Leaves Mash Central Province With Tail Between The Legs

VICE-PRESIDENT Constantino Chiwenga yesterday abandoned a clean-up campaign scheduled for Mvurwi after only a handful of party officials turned up, leading to a bitter meeting of the Zanu-PF provincial officials.

Chiwenga then assigned minister of Agriculture Perrance Shiri to stand in for him after only a few Members of Parliament, councillors, Zanu-PF officials and government workers turned up for the clean-up exercise.

To explain Chiwenga’s absence, Shiri told the officials gathered at Mvurwi High School that Chiwenga had returned to Harare to attend to a “special assignment”.

“Vice-President was called back to Harare on his way here and he has assigned me to deliver his speech on his behalf,” Shiri said.

But the provincial leadership called for an emergency Provincial Coordinating Committee (PCC) meeting at Umvukwes Primary School soon after Shiri’s address to iron out squabbles between the province’s Zanu-PF MPs and war veterans.

The meeting was so tense that security details and media were ordered out as tempers flared. But that was not before a NewsDay staffer was forced by Zanu-PF chairperson for Mashonaland Central province Kazembe Kazembe to stand before the PCC and explain a story published by the newspaper about the tiff between MPs and war veterans in the province which was affecting the party’s mobilisation efforts.

The story alleged a rift between the liberation war fighters and MPs in the area who they accused of abusing food donated to the province to advance personal interests.
Provincial war veterans leader Sam Parirenyatwa and his executive wrere also chucked out of the meeting.

“Since we are all here, l thought it is wise to meet and address issues coming from the newspaper that we are sabotaging the President, me included,” Kazembe said.

“We should not be emotional about it; let us talk about the issue. I am being advised that the reporter who covered this story is in here. What is happening to our security, Simbarashe Sithole please stand up and tell us if your story is true because you are here by default,” he added.

The disgruntled war veterans accuse Kazembe of failing to mobilise crowds for the party’s rallies.

In 2018, Mnangagwa aborted a rally in Bindura after only a handful of people attended, while his wife had a run-in with party executives after a few people turned up for her family fun day at Chipadze Stadium in October last year.

“This is clear Kazembe is failing to mobilise people, hence the presidium is snubbing us now and again due to poor attendance, people do not want the truth to be told that is why they are chasing us away from their PCC meeting,”  one veteran said.

But the MPs hit back, charging that the war veterans were misguided and accused them instead of sabotaging Mnangagwa.

“We gave the President all the seats and what the war veterans are doing is very wrong to accuse us of sabotaging the President. This rift will not end, we will continue fighting until we die,” said a legislator who refused to be named.

An investigation done during the Motlanthe commission and afterwards, including a United Nations probe, have all shown that the terrorists were not even targeting protesters but any civilian and the killings were done for the purpose of forcing government and civilians into a political slide of the perpetrators’ desire.

“But I’m not scared of being deported, but it’s just wrong, youre just giving people the wrong information and now I’ve been blocked from my Facebook, most people will now think Ruramai has been deported or arrested,” she said. – video below.

Serial Bogus CIO Who Defrauded Companies In Mnangagwa’s Name Confuses Court

A SERIAL fraudster in Bulawayo who masqueraded as a top Central Intelligence Organisation (CIO) officer and a close security aide to President Mnangagwa before duping Ingwebu Breweries of fuel and money, has made a U-turn after initially pleading guilty.

Henessy Dube (40) of Entumbane suburb, who was initially represented by Mr Tinashe Runganga of Tanaka Law Chambers, accused the lawyer of forcing him into pleading guilty to the charges before ditching him on the eleventh hour.

Dube is accused of fraudulently getting 375 litres of fuel and $1 200 among other undisclosed benefits from Ingwebu Breweries after masquerading as a CIO.

Dube was last year in December convicted by Bulawayo magistrate, Mr Shepherd Munjanja on his own plea of guilty to fraud, impersonating a public officer and making a false statement to deceive a registration officer in violation of Section 10 (1) (b) of the National Registration Act.

However, on Tuesday, Dube, now a self-actor, had a change of heart on the day of sentencing forcing the magistrate to alter his plea to “not guilty.”

He claimed his former lawyer arm-twisted him into accepting plea of guilty.

“Your Worship, I am denying the charges levelled against me. I never committed those offences as I was tricked into accepting the charges by my lawyer who has since ditched me,” he said.

The magistrate who appeared puzzled, had to briefly adjourn the court session.

When the session resumed about 15 minutes later, the seemingly perplexed Mr Munjanja had no kind words for Dube.

“In the 18 years of my career as a magistrate I have never come across such a case where an accused person wastes the court’s time by pleading guilty to charges then later, they shift goal posts by denying the very same charges. This is unacceptable, but however, justice has to prevail in this matter and therefore I have no choice, but to alter your plea to not guilty,” ruled the magistrate.

Mr Munjanja postponed the matter to March 11 for commencement of trial.

Dube allegedly met Ingwebu Breweries managing director Mr Dumisani Mhlanga and produced a fake CIO identity card identifying himself as a director of operations in the CIO.

He offered to assist the company to recover money from its debtors purportedly using his influence by virtue of being in the President’s Office. Dube also allegedly acquired a national identity card under the names Henessy Dube NR 08-682325-J-53 bearing his portrait.

He took another identity card NR 08-719040-R-53 with his picture but under the name of his brother, Majaha Julian Dube.

Armed with his brother’s identity card, Dube allegedly stole Majaha’s academic certificates acquired at the University of South Africa and applied for a teaching post in the Ministry of Primary and Secondary Education. He was employed and deployed to teach in Tsholotsho in Matabeleland North.

Prosecuting, Mr Leonard Chile said sometime in April last year during the Zimbabwe International Trade Fair, Dube went to Ingwebu Breweries head office in Bulawayo intending to see management.

During that time, Ingwebu Breweries was facing operational challenges, some of which emanated from failure by its debtors to honour their commitments.

“The accused person approached the company’s managing director Mr Dumisani Mhlanga and introduced himself as the director of operations at the CIO based in Harare. He told Mhlanga that he was in Bulawayo as part of a team of President Mnangagwa’s close security aides during the ZITF period,” Mr Chile said.

He said Dube produced a fake CIO identity card bearing the names Majaha Julian Dube.

“The accused person indicated to the Ingwebu Breweries managing director that he had picked information pertaining to the ill-treatment of workers and war veterans by management including the impending retrenchment of workers. He told the managing director that the President was not amused and due to his misrepresentation, Mr Mhlanga was convinced and he briefed Dube on the goings on at the company with the accused person promising to render assistance,” said Mr Chile.

The court heard that a few days later, Dube returned to Ingwebu Breweries and offered to use his influence to pressurise the company’s debtors, which included companies contracted on beerhall franchise, to pay their debts and the management agreed.

Some debtors reportedly paid up after Dube’s intervention.

Dube further pressurised management at Ingwebu Breweries to employ his friends under the guise that they were students on attachment from the CIO.

Their contracts were signed by management and they were given tasks to spy within the company’s various departments.

It was later established that Dube was not employed by the CIO and due to his misrepresentation, he benefited in the form of 375 litres of fuel allocation and $1 200 and other undisclosed benefits.

Match Fixing Herentals FC Kicked Out Of PSL AGM.

State Media|SCANDAL-RIDDEN Herentals FC were ejected from the Premier Soccer League (PSL) annual general meeting yesterday, with the league’s board of governors resolving that they will only be admitted if they are cleared for match-fixing.

Herentals are fighting to overturn the PSL disciplinary committee’s decision to dock three points from them after being found guilty of match manipulation in a league match they hammered Black Rhinos 3-0.

The board of governors also resolved that Herentals will not take part in any league matters until their case is concluded.

On Monday Herentals appeared before the PSL disciplinary committee to defend another match fixing case reported by Bulawayo Chiefs.

The Harare club pleaded guilty to taking football matters to court the following day after filing a High Court application last month challenging the guilty verdict for the Rhinos match case before exhausting “proper” football channels.

Taking football matters to court attracts “heavy sanctions” under Fifa, Zifa and PSL codes.

Fifa article 64 prohibits taking matters to court.

The PSL board of governors also resolved that in future, any club that takes football matters to court will be expelled. Herentals are facing a dilemma and could be expelled from the league if they don’t withdraw their court case.

Turning to newly promoted clubs that haven’t paid affiliation fees or have paid part of the $208 000 that also includes a security deposit, the PSL spokesperson Kudzai Bare said the board resolved that those teams pay up by Friday, March 13 or be expelled.

Cranbourne Bullets are the only paid up team out of the four that were promoted.

Tenax and Bulawayo City have made part-payments while Zimbabwe Prisons and Correctional Services (ZPCS) side Whawha are yet to pay.

Tenax, Bulawayo City and Whawha were allowed to observe yesterday’s meeting.

“If they fail to pay by March 13 they will be thrown out of the league. If one club fails to pay, the board resolved that the team that finished as best losers, that’s position 15, will be recalled. If two fail to pay, then the season will start with 16 paid up clubs,” Bare said.

She said the fixtures will be released after March 13 when all outstanding matters have been resolved.

Bare added that they are finalising with their sponsor and the fixtures will be released when they conclude the sponsorship deal.

Other issues that were raised include concerns about referees. It was resolved that PSL engages the Zimbabwe Soccer Referees Committee, after some clubs complained that it appears some referees were “following” certain teams. 

MDC Angry With Matemadanda Statement, “those who want cheaper food must join the army.”

The Nelson Chamisa led MDC has issued another statement blasting the ruling party’s political commissar Victor Matemadanda who reportedly said those who want cheaper food must join the army.

The MDC posted this statement on Facebook:

The ill-conceived statement by one Victor Matemadanda that anyone who wants cheaper goods must join the army is grossly misplaced and an insult to the suffering people of Zimbabwe.

Matemadanda was implying that everyone should become a soldier if they want affordable goods and a decent life, yet it is impossible for every citizen to be a soldier. Every nation has diverse competences and thus giving reason for division of labour.

There is no privilege at all in buying from a garrison shop as every citizen must be able to procure goods and services wherever they want.

The history is that all military camps and police depots had garrison shops, then commonly known as army canteens but these were designed to service young recruits normally confined to the barracks and hostels during training.

Re-introducing shops for experienced professionals is an insult. In any case, apart from the rest of the citizens who have not been granted the privilege to buy from these special shops, they are inadequate in addressing all the needs of our uniformed officers:

There is a serious shortage of cash in the country, how are the garrison shops going to solve the cash crisis in the economy?

There is a serious shortage of fuel in the country, is fuel going to be available in the garrison shops?

Will electricity that is in short supply in the country be available in the garrison shops, even for the soldiers? Will the garrison shops provide our uniformed forces with school fees for their children and will their relatives and extended families benefit from these shops?

The garrison shops are likely to give a rise to a black market as the securocrats are likely to buy from these shops and resell at inflated prices. The shops will only cause bad blood between the securocrats and members of the public and the nation is tired of these divide and rule tactics by the regime.

The prudent panacea is to find real long-lasting solutions to the crisis ravaging the country. We need our securocrats, like everyone else, to be accorded decent salaries that would enable them to live a decent life in their motherland.

Matemadanda must just go to Hell.

No Foreign Currency No Fuel For You, As Simple As All That

State Media|FUEL is readily available for motorists buying in foreign currency, but not for those using local currency who have to queue for hours to access the commodity.

This supply situation of diesel and petrol has exposed social imbalances as those with foreign currency find it easy to access fuel while the rest spend long hours in queues, in some cases failing to get it. Long, winding queues at service stations selling in local currency and people waiting for public transport for hours drive home the impact of the fuel shortage.

In Bulawayo on Thursday most fuel stations selling the commodity in local currency did not have the product except for Engen and Total service stations but by 1PM it had run out. Yesterday motorists were queuing at most service stations hoping there would be deliveries. The situation was different for those selling in forex as they had short or no queues at all as motorists refilled their tanks with much ease.

Motorists told Chronicle that while buying fuel in local currency is much cheaper, some of them were forced to buy at service stations charging in foreign currency as it was convenient.

Mr Ozias Moyo who was queuing at Engen Service Station which sells in local currency at the corner of Fife Avenue and Joshua Mqabuko Nkomo Street said he had joined the queue at 8AM but had not refueled by 1PM.

He was not sure if he was going to get the petrol as there were claims that it was running out.

“Right now, my tank is empty that is why you are seeing me pushing my vehicle while in the queue. I should have been in Maphisa at 10AM where I have business interests but I’m still here. It’s a great inconvenience. My business has been greatly affected. But we are left with no option but to queue as we have no access to foreign currency. In case I get the foreign currency, it would be too little to buy enough fuel,” said Mr Moyo.

Ms Beatrice Sibanda said the situation is even worse for women as some men jump the queue.

At the Zuva Service Station which sells in forex along Leopold Takawira Road, diesel was going for US$1,36 but there was no queue. They were waiting for a petrol delivery. The fuel station has pumps for those buying in local currency, with petrol pegged at $20,30 per litre while petrol was $19,04 diesel, but nothing was available.

At Busuman Service Station along Fife Street between 14 and 15 Avenues there was a continuous flow of traffic as motorists refilled their vehicles with much ease at US$1,25 per litre for both petrol and diesel. A motorist who only identified himself as Ranger and was refilling at Busuman said he opts for the service station as he had heard that the fuel lasts longer.

“The reason why we are buying from this station is because there are no queues and the fuel last longer. For instance, if I buy 10 litres here, the fuel comes from Botswana it’s not blended and it can last me three and a half days but if I buy the ethanol blended fuel from other stations it just lasts me two days. This also means I will not be buying from other recently licenced foreign currency selling stations as they are selling blended fuel even if they do not have queues,” said Ranger.

Chronicle could not immediately verify his claims. However, he said he was able to access foreign currency as his operations are in the mining sector.

There was also no queue at Flo Service Station that sells in forex along Khami Road where petrol and diesel were being sold for US$1,18 per litre.

The discrepancies in the price of fuel sold in forex was attributed to the absence of a gazetted price in forex.

Asked why there was no gazetted price for fuel being sold in forex, Energy and Power Development Minister Advocate Fortune Chasi said Government is working on a framework to address that.

“We have set up the Direct Fuel Import arrangement which principally deals with those that import fuel directly. A framework has been developed but in addition to that we have a regulation that will soon kick in to ensure that there is regulatory clarity in this area. The publication is imminent,” said Adv Chasi.

For those who do not have foreign currency, trying to get fuel is now a huge inconvenience.

In Gwanda motorists are struggling to access fuel which is in short supply and some are forced to buy it from the black market in forex. There is no licensed service station selling in forex in the mining town.

A motorist, Mr Leonard Sibanda said: “The fuel situation in this town is so bad that it’s either there is no fuel at all at all service stations or there will be only one service station with fuel and there will be long queues. I have opted to buy fuel from the black market which is going for R110 for 5 litres as the situation is unpleasant. This situation has to be addressed as soon as possible.”

Ms Faith Shumba said when fuel was there it was difficult to buy it as most service stations were demanding cash.

In Gweru, fuel was readily available at service stations like Flo in the central business district and Clemond in Woodlands Park which sell the commodity in United States dollars There wasn’t any fuel at service stations that sell in local currency in the CBD. Such service stations like Zuva said they last received supplies more than a week ago.

In Victoria Falls only Zuva service station had fuel on Thursday which was being sold in United States dollars. A litre of petrol was being sold for US$1.25.

In Plumtree, fuel is in short supply both at service stations and on the black market.

Fuel on the black market was also in short supply with dealers saying they were having problems getting forex to source the commodity in Botswana.

In Beitbridge, some people have resorted to crossing into Musina to buy the commodity. There are also three service stations that sell fuel in forex.

Speaking in the National Assembly during the Wednesday’s Question and Answer session, Power and Energy Development Deputy Minister Magna Mudyiwa said the decision to blend fuel with ethanol, was meant to increase volumes.

“I think we are aware that we are having a serious shortage of fuel in the country. So, if we do not blend our fuel we will need much more forex to buy the fuel. So that is why we had a policy to do the blending,” she said. “Currently, we are blending at five percent, at some point we went to as far as 20 percent. We do not have enough fuel in the country so there is no choice for motorists to choose whether they want to use the blended fuel or the unblended.”

Deputy Minister Mudyiwa said while Government was addressing problems in the sector, foreign currency challenges continue to hinder adequate supplies.

South Africa Coronavirus Patient Speaks, “I trust the worst is over and I’m coming to grips with it.”

“I believe I’ m on the path to recovery and am feeling much better than I was a few days ago. I remain in self-isolation until I have been given the all-clear. I trust the worst is over and I’m coming to grips with it.”

These were the words of the 38-year-old Hilton businessman who was confirmed positive with South Africa’ s first case of Covid-19 on Thursday.

The father of two spoke exclusively to The Witness last night from his home at an upmarket estate in Hilton, after Health Minister Zweli Mkhize announced earlier that the country had recorded its first case of the virus.

The announcement set off a flurry of rumours and incorrect speculation on social media that shopping centres in Hilton had been quarantined, that the patient was from Durban and that his two children who attend Cowan House Preparatory School had also tested positive, among others.

The man, who asked not to be named, said he, his wife and eight friends returned from a skiing trip to Livigno, northern Italy, on Sunday, March 1. They had left on February 21, flying from King Shaka airport to Dubai, then to Zurich and on to a ski resort in Livigno, returning the same way.

He said he could not pinpoint where and how he got infected, but suspected it could have been on the way to or from Livigno. The man confirmed that the others in their group had since been isolated and were being tested, as well as his wife and sons.

“I started feeling a bit ill with usual flu-like symptoms on Sunday evening. It got progressively worse on Monday. On Tuesday morning, I saw the doctor here in Hilton. She was actually quite vigilant and said that because I had been to a highly-infected area [Italy] and had travelled, I should get a swab test done. So I did on Tuesday by mid-day and was told I would get my results in 48 hours’ time. The pathology lab staff were excellent and it felt more like going into a bio-hazard facility as their staff were wearing protective gear and their facilities were also protected.

“To the minute today [Thurday] by about midday, I got a call from the NICD to confirm I had tested positive. It was overwhelming and before we had a chance to actually process what was going on, about two hours later, the Health minister had made the announcement confirming the case to the country,” he said.

Dr Robyn Reed, the Hilton doctor who saw the man, has also isolated herself as a precautionary measure. Reed, who was widely named on community WhatsApp groups, declined to comment when contacted and referred The Witness to the NICD.

The man said he had also isolated himself since he started feeling ill.

“We just took a precautionary measure and decided that I should be isolated from the rest of my family and I’m glad we did so. My wife and sons are not showing any symptoms as yet. There’s an extra-low possibility my sons could be affected as they haven’t had much contact with me since I arrived. They have been to school on Monday and Tuesday and we will explore that issue with the school … It [Covid-19] is viral so there’s no cure and only the symptoms can be treated. But, touch wood, I’ve been feeling much better since Wednesday afternoon and today [Thursday] has been good …”

Soon after news broke of the confirmed case, the man’s wife sent a WhatsApp message that was widely circulated on social media. It read: “Hello friends and family. [He] has tested positive to coronavirus. We have been home in quarantine since Tuesday. The kids and I don’t have symptoms, but will be tested. We are trying to deal with all of this, obviously it’s a big shock as we didn’t for one-minute think he had the virus. We are in constant contact with the NICD [National Institute for Communicable Diseases] and if you’ve been in contact with him you will be contacted by them.”

Cowan House Preparatory School in Hilton, which the man’s children attend, confirmed in a letter to parents late last night that the school will be closed on Thursday and weekend extra-curricular activities have been cancelled.

Other schools in Pietermaritzburg and Hilton released statements calling for calm and that appropriate measures would be taken at the schools.

Husband Thoroughly Beats Wife For Taking Too Long To Come To The Bedroom

BLESSING Ruwocha (30) from Mzilikazi suburb couldn’t escape the wrath of her husband Promise Newanji (34) last week when she failed to walk fast to their bedroom where Newanji was anxiously waiting to have se_x with her.

Ruwocha who was men_struating on the day in question said she was not feeling well due to stomach cramps that she was nursing and had spent most of her day with her neighbour next door.

“When I went back home I found him cooking. When I tried to make a conversation with him he seemed angry and didn’t want to talk to me,” said Ruwocha.

She said her husband told her that she was not happy that he didn’t find her home when he got back from work around 5.30pm. He was also furiated by the fact that he had to be the one cooking.

“He then left me where I was standing and went to our bedroom. He called me to go and join him inside our bedroom.

“I couldn’t go immediately because of the stomach cramps that I was feeling so I took time to go to him,” said Ruwocha.

This angered Newanji who thought his wife was defying him in their home.

“When I got there, he suddenly jumped on my shoulders and slapped me thrice on my face before proceeding to bash my whole body. He grabbed my neck and started strangling me before he finally let me go,” said Ruwocha.

Ruwocha said she didn’t sustain any injuries but felt pain all over her body. She revealed that her husband was now used to beating her up most of the times.

“This was not the first time he was abusing me. He started long ago but would quickly apologise and I would forgive him. So I reported him this time,” she added.

He appeared before Bulawayo Magistrate Lenia Khumalo at Tredgold court and was found guilty as charged. He was sentenced to pay a fine of $300 by 30 March or face 30 days of imprisonment.

Mnangagwa Declares War On Cockroaches

“I will, in future, be making unannounced visits to homes countrywide to check on hygiene standards there. I don’t want to find a home with cockroaches.

State Media|The national clean-up campaign has made significant impact towards fostering a culture of cleanliness among citizens, the President has said. He made the remarks during a clean-up exercise, which was attended by hundreds of people at Mupandawana Town yesterday.

This was the first time the programme was undertaken in a rural area, where the President led the cleaning of Mupandawana Bus Terminus amid ululation from the people.

Speaking after the 2-hour long clean-up, the President commended strides made so far in inculcating a culture of cleanliness.

He said the fight against littering should start at household level.

“We hope that the clean-up exercise will become a daily habit and I am very happy that Samora Machel Avenue in Harare is now very clean and people have even planted flowers, something that started after we initiated the clean-up campaign.

“Even visitors who come to the city will commend Samora Machel Avenue and say ‘what a clean city this is’ and that is what we want,” said the President.

Taking the clean-up to rural areas, said President Mnangagwa, demonstrated seriousness in the fight against litter.

About 65 percent of Zimbabweans live in rural areas, hence the decision to move there.

The President said the Second Republic valued cleanliness as evidenced by top Government officials who led the clean-up in various parts of the country.

He challenged both rural and urban local authorities to develop waste management policies to tame the scourge of littering.

“In rural areas in particular, putting in place a waste management policy is very important because every single day there is a family that throws away litter,” he said.

The President urged leaders, from village heads and chiefs, to encourage cleanliness, starting with homes.

“I will, in future, be making unannounced visits to homes countrywide to check on hygiene standards there. I don’t want to find a home with cockroaches.

“A home that has cockroaches shows that people staying there are not tidy; they don’t clean their homes and wash their utensils. Smartness should start in the home,” said President Mnangagwa.

He commended the Mupandawana community for keeping their area clean.

The President went down memory lane and narrated the challenges encountered during the liberation war when fighters rarely washed their clothes, forcing some of them to burn them to control lice.

President Mnangagwa advised people to drink water from clean sources or treat it before drinking.

Public transport operators were challenged to have litter bins in their vehicles to prevent the indiscriminate littering.

He further called upon people to plant fruit trees at their homes and have vegetable gardens for healthy living.

Environment, Climate Change, Tourism and Hospitality Industry Nqobizitha Mangaliso Ndlovu commended President Mnangagwa for conceiving the clean-up campaigns.

He said the President’s decision to lead from the front demonstrated servant leadership, and called on everyone to heed the cleanliness drive.

Masvingo Provincial Affairs Minister Ezra Chadzamira said the province was ahead in implementing the clean-up campaign, with many prominent institutions adopting streets and places, which they keep clean.

Cabinet ministers Owen Ncube (State Security), Professor Amon Murwira (Higher and Tertiary Education), Dr Obadiah Moyo (Health and Child Care) and Zanu PF politburo members Cdes Sydney Sekeramayi, Mike Bimha, Josaya Hungwe, Engelbert Rugeje and Lovemore Matuke, traditional leader Chief Gutu, joined the President during the clean-up.

In a recent incident, robbers attacked the home of Chitungwiza businessman Mr Ernest Mangwiro Nyamayaro, popularly known as “Mukanya”, on Thursday morning and made off with $149 000 in what is believed to have been an inside job.

Mukanya, who operates a potato business, owns properties in and around Chitungwiza.

The six armed robbers first attacked the security guard on duty at his Riverside house in Chitungwiza, tied him up, and then entered the house to confront the businessman’s wife before forcibly taking away five cellphones and the cash.

Police have urged people not to keep cash at home and to ensure that even their employees do not know where or when cash is being carried.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed yesterday that the robbers attacked at 4.50am. “We believe that the robbers had inside information that the businessman had cash at home. We are still investigating the case,” he said.

He urged people to tighten security at their homes and business premises and avoid keeping large amounts of cash. “They should also not divulge any information pertaining to movement of cash to anyone or even their employees,” Asst Comm Nyathi said.

Last week, two Harare businessmen —Mr Tawanda Nyambirai and Mr Rodney Dangarembizi — lost more than US$220 000 to a gang of eight armed robbers.

The robbers, who are yet to be arrested, first stormed Mr Nyambirai’s TN Holdings head office in Harare and then Mr Dangarembizi’s business premises at Chisipite wearing masks.

Last month, another gang of armed robbers stole a car and grabbed substantial amounts of money from illegal foreign currency dealers at Makoni Shopping Centre in Chitungwiza.

Zim Diplomat Embarrasses The Country In The USA, Escapes Long Custody Due To Diplomatic Immunity

A high-level diplomat with the Embassy of Zimbabwe was arrested in January this year after forcing his way into a Gaithersburg home at random.

35yo Macmillan Moyana faced up to 50 years in prison. Prosecutors, however, dropped all charges because of diplomatic immunity.

Government has since recalled the officer from Zimbabwe’s embassy in Washington following the allegations. Moyana is now facing disciplinary action according to Public Service Commission (PSC) regulations.

He was arraigned before the courts in January, but the charges were later dropped due to diplomatic immunity.

Ministry of Foreign Affairs and International Trade spokesperson Mrs Constance Chemwayi confirmed the incident yesterday.

“The ministry can confirm that one of our junior officers in Washington was recently involved in unbecoming behaviour that is unacceptable among our diplomats.

“The ministry swiftly took action and recalled him. He is currently under disciplinary action in accordance with the Public Service Commission regulations,” Mrs Chemwayi said in a statement.

According to media reports, the incident occurred at around 2 am on a Friday in late January.

Mr Moyana allegedly went to a house where a woman was sleeping with her two children.

The woman went to her front door and cracked it open, thinking it was merely a friend, family member or neighbour in need of assistance.

That is when the suspect tried to bum-rush the door, forcing entry into the house, and hitting the victim with the door, according to court documents.

Court documents note that the victim was still “foggy” from being awoken unexpectedly.

The victim stated that the suspect broke the panel of the door, but she was able to force him back and lock the door.

The woman called for help and when the police arrived, Mr Moyana was found in a nearby wood line near the victim’s house screaming and yelling.

Mr Moyana was charged with home invasion, second-degree assault, third-degree burglary, reckless endangerment, and trespassing.

All five counts carried a combined total of up to 50 years in prison, although they were later dropped.

MDC, Zanu PF Find Each Other, Join Hands To Pass Freedom Of Information Bill

The National Assembly on Thursday passed the Freedom of Information Bill with the full support of Zanu PF and opposition MPs after a lengthy drafting and amending process to ensure the final version was a product of consensus.

The Bill is the centrepiece of three proposed laws that will repeal the Access to Information and Protection of Privacy Act (AIPPA) and bring Zimbabwe’s information-related laws into conformity with the Declaration of Rights in the Constitution.

The other two, the Zimbabwe Media Commission Bill and the Broadcasting Services Amendment Bill, will be debated in Parliament soon.

The Bill was passed with minor amendments, with the concurrence of all political parties in the House.

The Bill seeks to give effect to Section 62 of the Constitution which provides for the right to access to information as enshrined in the Declaration of Rights.

The drafting process involved, at an early stage, input from the relevant Parliamentary portfolio committee, one of the committees that are chaired by an opposition MP, to ensure consensus was built.

Generally, legislation that involves rights does not generate ideological differences, but needs everyone to figure out how best to implement the right effectively.

The Bill sets out the procedure of access to information held by public institutions or information held by any person, which is necessary for the exercise or protection of a right.

It also sets out considerations for making available, on a voluntary basis by entities, certain categories of information thereby removing the need for formal requests for such information.

The Bill also sets out the scope of limitations on the right of access to information, the rights of third parties, the role of principal officers of entities and information officers in its implementation, procedures for internal and court appeals in respect to requests for access to information and the time limits within which these processes must be carried out.

Speaking on behalf of the Portfolio Committee on Information, Media and Broadcasting Services following the passage of the Bill, Mbizo legislator Mr Settlement Chikwinya (MDC-Alliance) thanked Government for the inclusivity in coming up with the Bill.

“At the point of drafting these laws, that is the laws which are repealing AIPPA, from the point of drafting Parliament was included. We went to Nyanga with the drafters and we had our input,” he said.

“At consultation stage and even at the point of cleaning up the areas where we did not find each other, we had a round-table meeting where the Ministry of Justice, the Ministry of Information and Parliament were involved. I believe that such a process will remove some of the political undertones which we may have in terms of suspicion. So I hope that the precedent can actually be sustained.”

Zanu PF representative for Makonde, Cde Kindness Paradza, said he was happy that AIPPA would be repealed.

“I just want to say that I am so happy for this 9th Parliament that we have all agreed to make sure that we tear down AIPPA which was a bad law and that Bill is going to repeal this law. So, we are very happy. I am vindicated because in 2003, I stood up here and I said this was a bad law and I was hounded out of the party because of that. I just want to put it on record that I am so happy because I am vindicated,” Cde Paradza said.

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi thanked parliamentarians from across the political divide for the manner in which they debated the Bill.

“I want to thank the Honourable Members for the robust debate. I enjoyed it,” Minister Ziyambi said.

“I think the procedure that we used when we debated this Bill, we have had long sessions where we shared ideas and that is the reason why you saw we had a lot of concurrence on a lot of issues pertaining to this Bill. It is my wish that this culture is continued when we are producing more Bills in future.”

Following its passage in the National Assembly, the Bill was referred to the Parliamentary Legal Committee and will be transmitted to Senate thereafter.

Other Bills that are part of media reforms, including the Zimbabwe Media Commission Bill and the Broadcasting Services Amendment Bill, will be debated in Parliament soon.

Self-Styled Prophet Pulls Out Manhood, Rapes Girl (19) At Shrine

A SELF-STYLED prophet allegedly raped a teenage girl after ordering her to bring her private parts’ fluids so that he would mix with his to cast out evil spirits that were tormenting her.
It is alleged a 19-year-old teenager was tormented by evil spirits.

Her father took her to Prophet Merryward Marara (36)’s shrine in Southwold suburb in Bulawayo.

It is said on the day in question there were a lot of people, as a result Merryward asked the young woman’s father to go and leave her behind. The unsuspecting father left her and returned home.

It is alleged that the prophet told her that her ex-lover cast a bad spell on her and for her to be delivered she needed to bring her vaginal fluids that he would mix with his sperms.

It is said he told the young woman to return the following day at 5pm.
It is reported she returned the following day at 5pm.

The accused person allegedly told the unsuspecting woman that
the Holy Spirit had revealed to him that he had to have sex with her and failure to that evil spirits would torment her to death.

The prophet remained with her alone when other people who had come to be prayed for had left.

He allegedly told her to spread a white cloth on the ground and lie on it. The minor complied and he raped her once with a condom.

The prophet then ordered the minor to write her ex-boyfriend’s name on a paper and poured water into the condom which had his sperms.
Merryward allegedly held the condom in the air and prayed for it and gave it to the complainant to bath with the mixture for five days.

The teenager returned home and narrated the whole ordeal to her aunt. The aunt advised her to make a police report leading to the arrest of Merryward.

He appeared before regional magistrate Mafios Moyo facing a rape charge.

He pleaded not guilty. He was remanded out of custody to next week on Wednesday for continuation of trial.

Weird As Snake Saves Denver Man From Axe-Wielding Robbers

A man from Denver Suburb thanked his lucky stars on Friday when a snake found in his house saved him from further attacks from robbers who had already axed him countless times all over his body.

Mike Zheve (52) who had gone to Mutare for a few days went back home where he stays alone on Friday to find a snake waiting to be his knight in the dark night against intruders who had violently made their way into his house by axing down his door.

“I was sleeping when I heard a loud bang on my door.

Before long the two males were already inside my house beating and axing me all over my body demanding that I surrender my Huawei P20 phone, watch and all my money to them,” said Zheve.

Zheve said he got suspicious of the duo who seemed to know the type of phone he was using even though they hadn’t seen it.
“I took the watch off and gave it to them.

As I retrieved the money where I kept it, we saw a huge snake just next to my bed in the same room.

We all got a fright and the other guy quickly stroked it with the axe,” said Zheve.

Govt Okays Forex Payments For Passports

By A Correspondent| The government of Zimbabwe on Friday gazetted a new amended Statutory Instrument 61 of 2020 which allows citizens with free funds to pay passport fees using foreign currency.

The gazette reads in part:

The Exchange Control (Exclusive Use of Zimbabwe Dollar for Domestic Transactions) Regulations, 2019, is published in Statutory Instrument 212 of 2019, is amended in Section 4 (“Transactions Excluded from Scope of “Domestic Transactions”) by the insertion of the following paragraph after paragraph (f).

(g) payment for emergency passports, that is the payment out of free funds (as defined in Section 2 of the Exchange Control Regulations, 1996) of any fee for the issuance of a passport within twenty-four hours of the fulfilment of the requirements for such issuance by the person in whose name passport is to be issued.

Last year in June, Zimbabwe through Statutory Instrument 142 of 2019 banned the use of foreign currencies for domestic transactions thereby leaving the Zimbabwe dollar which was reintroduced by the same SI as the sole legal tender in the country.

De-dollarisation is, however, proving to be a mammoth task for Zimbabwe particularly because most of the commodities in the country are imported and traders are rejecting the local currency which is rapidly shedding value against major currencies.

Mnangagwa mocks Opposition, Says They Want to Hold Dialogue With ZUPCO Buses

Emmerson Mnangagwa has castigated the opposition for what he described as “violent and reckless behaviour.”

Mnangagwa made the remarks in Gutu on Friday.

”No country can develop unless it’s stable.

You can’t hold dialogue with Zupco buses so it doesn’t make sense to attack them,” said Mnangagwa.

He added:”Those who have grievances must find proper ways of expressing themselves.They must use the proper channels of communication.”

12 Months In Prison For Stealing Fuel Jerrycan

A BULAWAYO man was sentenced to 12 months imprisonment for stealing a jerrycan valued at $725 from a parked vehicle.

Thabani Sibanda (29) from Emakhandeni suburb stole from Mr Alvis Ncube (62) of Barbourfields suburb.

Sibanda had pleaded guilty to theft before Bulawayo magistrate Mr Lizwe Jamela.

Three months of the sentence were suspended for five years on condition that he does not commit a similar offence within the period.

 A further nine months were suspended on condition that he does 315 hours of community service at Emakhandeni Primary School from March 9.

 Sibanda told the court that he survives by baking cupcakes and making potato fritters so he stole the jerry can which he wanted to sell to raise money to buy flour after his wares were taken by police.

 Prosecuting, Mr Terrence Chakabuda said on February 25 this year, Sibanda stole the 20-litre jerrycan from Mr Ncube’s car, which was parked near Choppies Supermarket along Fort Street.

“The complainant spotted the accused person and through the aid of police officers who were on patrol, they managed to apprehend the accused person and the jerrycan was recovered,” said Mr Chakabuda.

Kuzvisimbisa! Mnangagwa Says US Sanctions Wont Scuttle Re-Engagement Efforts

There is nothing new about the renewal of the illegal sanctions imposed by the United States and Zimbabwe will continue engagement and re-engagement with the international community, President Mnangagwa has said.

He was addressing a packed Zanu PF rally at Matizha Business Centre in Gutu, organised by the Zanu PF provincial executive in Masvingo.

Earlier, the President had led a clean-up at Mupandawana Bus terminus.

This week, the US extended its illegal sanctions regime against Zimbabwe by another year, but the President said there was nothing new since the country had been under the same embargo for the past two decades.

Countries willing to work with Zimbabwe, said President Mnangagwa, should first acknowledge the land reform programme and accept that it was a closed chapter.

“You may have heard that the US renewed its sanctions on us. There is nothing new there. We have been with these sanctions for the past 20 years. These are the same sanctions they have renewed. As Zimbabwe, we have a policy of engagement and re-engagement. The whole of Sadc is standing with us. You may recall that on October 25, 2019, Sadc countries in their respective countries had various programmes calling the Americans to remove their sanctions on Zimbabwe.

“All embassies of Sadc countries and the African Union (AU) also did the same. When we went to the United Nations in September last year, our continental organisation, the African Union told the UN to call for the removal of all forms of sanctions on Zimbabwe.”

President Mnangagwa said Zimbabwe would continue calling for the unconditional lifting of the sanctions.  He said the sanctions were unjustified.

President Mnangagwa said Zimbabwe was a peace-loving country which had not committed any crime against the Americans or the British. In any case, he said, it was the British who wronged Zimbabwe by grabbing its land.

“Actually, it’s the British who committed a crime against us when they came here and took our land.

“We waged the armed struggle and took back our land and said they (British) should also go back to their country. They were not happy with that, but the land reform programme is irreversible and to us it’s a closed chapter. Those who want to be our friends should befriend us knowing that land reform is irreversible. We are not going back on that. Embrace us as we are, then we work together like that.”

President Mnangagwa emphasised the need for production at household level.

He said his administration had declared 2020 as a year of production.

Turning to party politics, President Mnangagwa called for unity and discipline.

“I want to say to you all, we want building of the party. I am happy that here in Masvingo you are a one Party State. You have shown love both to the party and to me as your leader. You must defend your party all the time. We don’t want people who defend the party during the day and denounce it at night. Be truthful to the party all the time.”

Money-Changer Ambushed And Murdered In Byo

AN illegal money changer was ambushed and shot dead outside a lodge in Bulawayo’s Kumalo suburb, police have confirmed.

The assailants, according to family members, got away with at least US$20 000 in the raid at around 8PM on Thursday. Madakwa Mapako’s younger brother and family spokesperson, Pardon, said his killers threw teargas cannisters at the scene to chase away onlookers.

He said Madakwa was killed near Continental Lodge where he had gone to make a transaction.

He showed the Chronicle CCTV footage that was taken at night on February 21, this year, where two masked men armed with a gun tried to lure his brother out of his house.

“Later we found out they had carjacked an usphatheleni (illegal money changer), bundled him into the boot of his car and used it in their attempt to kill my brother,” said Pardon.

He said the family was told the people who shot his brother on Thursday used a stolen vehicle to getaway.

“They used the same method as the guys we saw on CCTV. That’s why we think it’s the same people,” said Pardon. “Police know everything. In fact, when we showed them the CCTV footage, they even confirmed that they know some of the robbers. The robbers are well known and even the police know them. They tracked my brother two weeks ago.” 

Madakwa, he said, used to keep at least US$20 000 in a black bag around his waist but no one can account for the money. 

“I was with my bother in the afternoon on the day he died. He used to keep US$20 000 around his waist and all other currencies were kept separate. Police told us only R20 000 and ZW$60 was recovered at the scene,” he said.

Pardon dismissed social media reports that his brother was killed by soldiers.

“This Gambakwe guy on YouTube claims my brother was shot by soldiers at his house but my brother lives in Cowdray Park and was robbed in Kumalo. Some are even claiming that he was in the company of a hooker but these are all lies. He went there for a transaction,” he fumed.

Police, he said, slept on the job as the family had previously reported that Madakwa was being stalked by the robbers since February 21. 

Bulawayo Province Police spokesperson, Inspector Abednico Ncube said Madakwa Mapako (48) was shot on the chest outside the lodge where he had booked for 30 minutes with his girlfriend.

“Police are investigating a case of murder which occurred outside a hotel in Bulawayo where a male adult, Madakwa Mapako was shot on the chest by armed robbers. The deceased had gone with a girlfriend to the hotel where he was only booked for 30 minutes. Upon getting out of the hotel, as he was trying to get into the car, a man emerged from the back and grabbed him. Two men joined in and in the ensuing scuffle. Mapako was shot on the chest,” said Insp Ncube.

He said the robbers searched the car and fled with an unconfirmed amount of cash while R20 000 and ZWL$60 that was tied around his waist was recovered.

Inspector Ncube appealed for information that may lead to the arrest of the culprits.

Ndunge’s Son, Ex Wife Fights Over Late Sangoma Father’s Wealth

THE son of the late popular traditional healer Sekuru Ndunge born, Charles Makuyana, Jabulani and his estranged wife are embroiled in a bitter court wrangle over the distribution of property following their divorce recently.

Makuyana has approached the Chipinge magistrate courts seeking to distribute property with his estranged wife, Ethel Loreen Jenhu to whom he was customarily married since 2003 until their divorce last year.

In his particulars of claim, Makuyana is seeking the return of three vehicles; a Toyota Prado, Toyota Bubble, and Toyota Picnic, which were given to him by his late father, four car radios and a house in Usunga Suburb in Chipinge.

He also contented that his estranged wife has in her possession two Honda Fit vehicles, a stand in Glenview Park suburb in Chipinge and household property.

“During the union’s blissful seasons the parties were blessed with a minor child (name given) born in 2004. Plaintiff (Makuyana) purchased stand number 1961 Usunga from Defendant (Jenhu)’s mother, Beauty Chumuriwo and developed it into a full house. Plaintiff was given three motor vehicles to use by his later father namely a Toyota Prado, Toyota Bubble and Toyota Picnic and also acquired the movable property,” said Makuyana.

He said he also helped Jenhu to start a chicken project from which she managed to buy the Honda Fit vehicles which she now uses as taxis and also bought a stand in Glenview suburb in the Eastern Highlands town.

“Defendant will be unjustly enriched at the expense of plaintiff if acquired property is not distributed in terms of the proposed method. Defendant should get two Honda Fit vehicles, household property and a stand in Glenview suburb in Chipinge,” he said.

However, Jenhu opposed the claim arguing that her former husband included property which did not belong to them and had also left out other properties.More in Home

“It is denied that the Plaintiff (Makuyana) gave any financial assistance to the Defendant to start a chicken or transport business. If anything, the Plaintiff was frantically trying to thwart the Defendants’ efforts. The two Honda Fit vehicles were acquired by the Defendant and Plaintiff didn’t contribute anything. It’s vehemently denied that Defendant acquired any stand in Chipinge. Plaintiff is put to strict proof thereof,” Junhe said in her response.

“That constitutes bad pleading. The suggested distribution pattern is flawed, unjust and unfair. It includes property that doesn’t belong to the parties at law and fact, it further omits without legal justification of several other properties that should be included. The Plaintiff‘s prayer is unjust and unfair and in some instance, incompetent and should be dismissed with costs. Wherefore the Defendant prays that the claim be dismissed with costs.”

Chipinge magistrate Joshua Nembaware then referred the matter for trial.

FORMER Labour minister and nephew to the late former President Robert Mugabe, Patrick Zhuwao has lashed out at President Emmerson Mnangagwa, describing him as a trivial leader whose pettiness risked exposing many people to hunger.

He was reacting to the seizure of his farm by government. In a letter dated February 11 by Lands minister Perrance Shiri, Zhuwao has been ordered off his 827-hectare Diandra Farm in Mashonaland West province.

But Zhuwao, a self-exiled former member of the vanquished G40 faction, has angrily reacted to the seizure of his farm, saying: “Despite the fact that we made personal investments that have significant impact on contributing towards food security, it is sad that Mnangagwa’s pettiness is putting people’s lives at risk of famine.

“We financed the operations from bank loans which we consistently paid back despite the various disturbances that l encountered. We have over 1 000 overhead sprinkler units which can irrigate 150 hectares. We also invested in centre pivot irrigation equipment for 187,5 hectares. Due to the continuous requirements for electricity during tobacco curing, we have 230 KVA standby power generation capacities.”

He said the farm was an integrated hybrid cropping and livestock enterprise relying on state-of-the-art technology that he claims to have introduced since he took over the farm.

He said the farm was structured to produce a special breed of quality beef cattle weaners for new farmers who need fast growing, but hardy and resilient cattle.

“We were so successful in terms of quality stock that we won Zimbabwe Agricultural Society prizes for the best beef cow in 2012, second best beef cow in 2016, and second beef bull in 2012,” he said.

“On the tobacco front, we were amongst the pioneers of hydroponic floating tray technology for tobacco seedling production. We became so competent at this technology that the Tobacco Research Board would regularly visit us to see what innovations we were working on. We even had a technical delegation visit us from Iran to learn about tobacco seedlings production using deep water culture hydroponics.”

CAF Now Monitoring Coronavirus Scourge

THE Confederation of African Football say they will remain vigilant of the threat posed by coronavirus ahead of major football events, including the CHAN finals in Cameroon.
The Warriors will be part of the show in Cameroon.

The continental football mother body yesterday issued a statement, just hours after Cameroon confirmed its first case of the deadly communicable disease.

The Warriors are also scheduled to travel to Algeria, which has become the epicentre of the disease in Africa after 17 cases were confirmed this week, for a 2021 AFCON qualifier this month.

“CAF is following with great attention the evolution of the situation of this pandemic affecting our continent.

‘‘Eight major African football countries have reported cases to date: Egypt, Algeria, Tunisia, Morocco, Nigeria, Senegal, Cameroon and South Africa.

“CAF has mandated the Medical Committee to monitor the evolution of this disease and to set up measures to protect the health of players and all actors of the game.

“A team has been set up, under the authority of the CAF President, made up of experts from various fields, particularly medical, who are essentially responsible for the health of the players and the members of the African football family,” said CAF in a statement.

Togo yesterday became the ninth African country to be affected after they recorded their first case.

There have been fears, after the cases surpassed the 100 000-mark globally inside two months, forcing authorities to cancel some sporting events and games.

CAF, however, said their events slated for the coming weeks, which also include the AFCON qualifiers and the interclub finals, will go ahead as planned.

But, in extreme cases, they have left the door open for authorities to either postpone or play the games behind closed doors.

“We are not extremely worried but remain vigilant with regards to future matches and tournaments such as the CAF Champions League, CAF Confederation Cup and the final tournament of the Total African Nations Championship (CHAN) scheduled to take place in Cameroon from 4-25 April 2020.

“The team is in touch with the countries organising these matches and reports in due time on updates to the Executive Committee.

“If the situation requires and in agreement with the countries concerned, matches behind closed doors, postponements or even cancellations are envisaged.

‘‘In the meantime, an advisory to the actors of the game is being promulgated in conformity with guidelines from the World Health Organisation.

‘‘Also keep up to date with the latest information on the COVID-19 outbreak, available from the WHO website and from national and local public health authorities,” read the CAF statement.

Meanwhile, CBS reports that as countries around the globe battle to contain and combat the coronavirus, its impact on sports continues to increase.

As the virus spreads across the world, there will Champions League and Europa League matches played without any spectators to try and prevent further spreading of the illness.

On Thursday, UEFA announced that the Atalanta at Valencia Champions League tie and the Getafe/Inter Milan Europa League match set for next week will be played behind closed doors.
Other matches may face similar fates.

Zim To Intensify Measures To Combat Coronavirus, Says Health Minister

South Africa yesterday confirmed its maiden case, and Africa’s fourth, of coronavirus (Covid-19) and Zimbabwe expects that the former will — as it has already announced — be able to contain any spread of the new virus while precautions at the border will be intensified.

Health and Child Care Minister Dr Obadiah Moyo yesterday said following the confirmation of South Africa’s first case, Zimbabwe would also intensify efforts but hoped South African authorities would be able to track down all those who had been in contact with the infected person.

The South African patient is a 38-year-old man who had travelled to Italy with his wife.

Sub-Saharan Africa’s other confirmed case, an Italian living in Nigeria, was also infected in Italy.

The other two African cases were confirmed in Algeria and Egypt. The South African couple, which has two children, was with a group of 10 people in Italy.

South Africa’s Health Ministry yesterday said the patient consulted a private general practitioner on March 3 with symptoms of fever, headache, malaise, a sore throat and a cough.

A nurse took swabs and delivered the samples to the laboratory.

The patient had been staying at home in self-quarantine since Tuesday and already South Africa’s Emergency Operating Centre has identified the man’s potential contacts by interviewing the patient and doctor, who is now also living in isolation.

The confirmed first coronavirus case in South Africa has raised awareness in Zimbabwe of the need to follow precautions laid down by medical authorities and, as the minister announced, ensure people take border checks seriously.

Commenting on the confirmed case in South Africa, Dr Moyo said Zimbabwe needed to be better prepared than ever before.
He said previous false alarms had been good drills in preparation for coronavirus and had helped check and improve the efficiency of systems put in place.

“Yes, it is frightening that it is now around the corner, but we also hope that South Africa will be thorough and be able to pick up all contacts the case had been in touch with,” said Dr Moyo.

He said as part of efforts to strengthen Zimbabwe and the global fight against Covid-19, Government would continue adhering to and upholding World Health Organisation (WHO) regulations, guidelines and advisories on travel requirements.

“As such, all travellers and visitors into the country, including those from countries with confirmed Covid-19 cases, will be screened at ports of entry into Zimbabwe.-State media

Microfinance Institutions Lose Business Due To Rising Inflation

THE number of clients served by micro-finance institutions (MFIs) in the country decreased by 0,56 percent last year to 197 343 largely due to the prevailing inflationary pressures and unstable exchange rate.

In a microfinance sector performance report for the year ended December 31, 2019, the Zimbabwe Association of Microfinance Institutions (Zamfi) attributed the sluggish growth of the microfinance sector to the prevailing macro-economic climate.

“The breadth of outreach, which refers to the number of people served by the credit only microfinance institutions indicate a total of 197 343 clients as at 31 December 2019 compared to 198 456 the previous year, an indication of a very slow growth of the sector,” it said.

“The downside risk weighing heavily against a significant increase in people being served by micro-finance sector are high inflation and unstable exchange rate.”

In a written response to questions by Business Chronicle yesterday, Zamfi regional coordinator for Bulawayo Mr George Nhepera, urged MFIs to expand their clientele base by going rural and offering lending development finance.

“The microfinance institutions are encouraged to go beyond the urban clients and include clients in rural areas primarily in agri-business projects and small-scale mining.

“These sectors are currently on the rise in terms of high economic activity and good prospects of profitability,” he said.

According to a global report by Microfinance Barometer in 2018, it is estimated that nearly 140 million borrowers worldwide are receiving funding from microfinance institutions.

Zamfi noted that the prevailing policy efforts by the monetary authorities in the country to reduce volatility and wild swings in the exchange rate and inflation are at best expected to bear fruit in the next 12 to 18 months.

In the 4th quarter of the year under review, the credit-only microfinance sector’s total loan book indicates a sluggish growth trend during the previous quarters of 2019, since introduction of the interbank foreign exchange market.

“As at December 31, 2019, the total loan book amounted to $379,3 million, a marginal increase by $27,1 million, compared with $35,9 million and $66,2million for the respective quarters of March –June and June – September 2019,” said Zamfi.

The quarterly loan outreach for MFIs in 2019 amounted to ZWL$225,8 million by end of March, ZWL$316,3 million by June, ZWL$352,2 million by September and $379,3 million by December.

Zamfi said the trend was worrying despite the significant reduction in overnight rate from 70 percent to 35 percent by the RBZ, which was meant to stimulate lending by financial institutions including MFIs.

“However, on the positive side, it has helped to stabilise credit risk, which tends to increase in an environment of high overnight lending rates.

“Going forward, it is projected that the loan book of many MFIs is set to increase in the light of new minimum capital levels announced by the monetary authorities of US$25 000 for credit-only MFIs effective December 2020.-State media

The COVID-19 virus is crown shaped.

It affects both animals and humans and can be transmitted from animals to humans. Anyone anywhere can be infected by the virus. It infects people through coughing and sneezing, touching an infected person’s hands or face or touching infected objects an infected person has touched.

It is like all the other viruses that cause common cold and is common in winter.

Symptoms include a runny nose, headache, cough, sore throat, fever and a feeling of being unwell. In people with an immunocompromised immune system such as children, elderly, those with heart diseases they might develop respiratory tract infections such as pneumonia or bronchitis.

There are ways one can protect themselves from catching the virus. Prevention methods include: washing hands with soap and water or using a hand rub always. Avoid touching the eyes, nose or mouth with unwashed hands.

Avoid close contact with infected people. Those infected should also cover their nose, mouth when coughing.

No vaccine or treatment is available for COVID-19.

However if infected one needs plenty of rest, lots of fluids and manage the symptoms such as sore throat, fever. If there is a pneumonia or bronchitis one should also receive appropriate treatment for that respiratory tract infection.

Because this is a communicable virus it spreads fast therefore always protect yourself and your community.

Prevention is always better than cure.

SA Premier League Suspends Shaking Of Hands Due To Coronavirus

JOHANNESBURG. — The South African Premier Soccer League has taken the necessary precaution following South Africa’s first positive case of Covid-19 coronavirus by suspending the “shaking of hands” before matches.

Health Minister Zweli Mkhize confirmed on Thursday that South Africa has recorded its first positive test case for the virus.

Mkhize released a statement on Thursday confirming that the National Institute for Communicable Diseases (NCID) confirmed a positive test.

Meanwhile, the South African PSL released a statement yesterday urging clubs to take the necessary precautionary measures.

“As the League, it is pertinent that we advise our Clubs’ management, players, technical staff, match officials, match commissioners, sponsors, PSL staff and other stakeholders the importance of the recent COVID-19 outbreak.

“This advice is to be wary of controllable risks factors.

With several teams in the ABSA Premiership and GladAfrica Championship, including playing within the continent, we feel it is necessary for us to caution as a League.

“As indicated by the National Institute for Communicable Diseases, Department of Health and the World Health Organisation, the virus is droplet spread — so it is spread via droplets when coughing.

“Some precautionary measures include, but are not limited to:
Shaking of hands should be suspended to reduce spread risk.

When coughing, cough within the elbow or a tissue (dispose of the tissue in the correct manner).

Wash hands frequently with soap and water or utilise waterless hand washes often especially after contact with individuals.

When handling public space materials (trolleys at airports and public spaces etc), it is advisable to, if possible, use disinfectant wipes on these items also to reduce risk.

Limit direct contact with individuals by handshaking, hugging as much as one can.

“Should an individual have flu-like symptoms and has travelled to one of the countries with a present outbreak, you should consult with your healthcare practitioner, but it is advisable to contact the Corona Virus hotline number on 080029999 to speak to a dedicated practitioner to advise accordingly.

“Again, as communicated by the NICD, there is no need to panic but the precautionary measures as indicated above, are advised to avoid the spread of the virus.” — Sport24.

No Re-engagement Without Genuine Reforms

Lethargy on Reforms, Grand Corruption and Human Rights abuses seriously undermining Zimbabwe’s re-engagement thrust: US President

The Movement for Democratic Change (MDC) takes note of President Trump’s statement to the United States (US) Congress on the continuation of the National Emergency with respect to Zimbabwe Foreign Policy issued on March 4, 2020.

The statement is an indictment on the Harare regime’s attempts to re-engage the international community and a clarion call for reforms, an end to corruption and respect for human rights abuses.

The statement notes that Zimbabwe had “ample opportunity to implement reforms that could set the country on a constructive path, stabilize the Southern Africa Region and open the door to greater cooperation with the United States’

The statement further notes that ‘the Zimbabwean government has arguably accelerated its persecution of critics and economic mismanagement in the past year, during which security forces have conducted extrajudicial killings, rapes and alleged abductions’.

The statement by the US President comes a few weeks after the EU Council resolutions and the International Monetary Fund statement that all called for reforms, an end to corruption and state sponsored human rights abuses.

The MDC has consistently argued that Zimbabwe’s reengagement with the international community is a function of our domestic policy.

The actions of the regime on the domestic arena have huge ramifications on its relations with the rest of the world. The Mnangagwa regime has consistently engaged in actions that are not in line with the Constitution of Zimbabwe, regional statutes and international law. Yet the regime has shamelessly lied to the whole world that it is implementing comprehensive reforms and committed to the reform agenda.

These actions include the killing of the 6 unarmed civilians on August 1 2018, the 17 extrajudicial killings, cases of rape, abductions in January 2019, continued persecution of human rights defenders and opposition members, banning of peaceful protests and grand corruption.

The MDC has also argued that engaging lobbyists such as Ballard, Mercury LLC and Avenue Strategies for huge millions of taxpayers’ dollars as the Harare regime has done will not yield any positive results. It will further impoverish the struggling Zimbabwean citizenry.

The MDC reiterates that only action on the reform agenda is more likely to help our beloved country in its reengagement efforts with the international community.

Snake Saves Man’s Life

A man from Denver Suburb thanked his lucky stars on Friday when a snake found in his house saved him from further attacks from robbers who had already axed him countless times all over his body.

Mike Zheve (52) who had gone to Mutare for a few days went back home where he stays alone on Friday to find a snake waiting to be his knight in the dark night against intruders who had violently made their way into his house by axing down his door.

“I was sleeping when I heard a loud bang on my door.

Before long the two males were already inside my house beating and axing me all over my body demanding that I surrender my Huawei P20 phone, watch and all my money to them,” said Zheve.

Zheve said he got suspicious of the duo who seemed to know the type of phone he was using even though they hadn’t seen it.
“I took the watch off and gave it to them.

As I retrieved the money where I kept it, we saw a huge snake just next to my bed in the same room.

We all got a fright and the other guy quickly stroked it with the axe,” said Zheve.-B-Metro

Prophet Uses Manhood To Exorcise Demons Haunting Girl (19)

A SELF-STYLED prophet allegedly raped a teenage girl after ordering her to bring her private parts’ fluids so that he would mix with his to cast out evil spirits that were tormenting her.
It is alleged a 19-year-old teenager was tormented by evil spirits.

Her father took her to Prophet Merryward Marara (36)’s shrine in Southwold suburb in Bulawayo.

It is said on the day in question there were a lot of people, as a result Merryward asked the young woman’s father to go and leave her behind. The unsuspecting father left her and returned home.

It is alleged that the prophet told her that her ex-lover cast a bad spell on her and for her to be delivered she needed to bring her vaginal fluids that he would mix with his sperms.

It is said he told the young woman to return the following day at 5pm.
It is reported she returned the following day at 5pm.

The accused person allegedly told the unsuspecting woman that
the Holy Spirit had revealed to him that he had to have sex with her and failure to that evil spirits would torment her to death.

The prophet remained with her alone when other people who had come to be prayed for had left.

He allegedly told her to spread a white cloth on the ground and lie on it. The minor complied and he raped her once with a condom.

The prophet then ordered the minor to write her ex-boyfriend’s name on a paper and poured water into the condom which had his sperms.
Merryward allegedly held the condom in the air and prayed for it and gave it to the complainant to bath with the mixture for five days.

The teenager returned home and narrated the whole ordeal to her aunt. The aunt advised her to make a police report leading to the arrest of Merryward.

He appeared before regional magistrate Mafios Moyo facing a rape charge.

He pleaded not guilty. He was remanded out of custody to next week on Wednesday for continuation of trial.-B-M-Metro

Taruvinga believes Mwonzora has become a liability to the party.

“I do not know why Mwonzora is still a member of the party up to this hour but whatever the reason, the cost, by far, outweighs the reason. Total long term liability,” argued Taruvinga.

His sentiments were echoed by Munashe Mhondoro: Douglas Mwonzora, has been a big liability to our party for a long time now, since congress, he must go, for sure he will go, if he crossed the red line. Period.

Angers have flared in Malawi following the arrival of three Israeli men on an undisclosed mission

The three Israeli who the Malawiam media described as “operatives” have been fully identified.

A letter from Immigration Headquarters in Blantyre, Ref. No. IM/F/10/03/01 dated 2nd March 2020 issues instructions to Officers-in- Charge of both Kamuzu International Airport and Chileka International airport to issue visas upon their arrival.

The three are Aviv Osher travelling using passport no. 39017885, Bar Lev Omer using passport no. 32212418 and Tsairi Marom using passport no. 39023709.

“Approval is granted for the above named persons to be issued ‘Gratis Entry’ single visas on arrival. They are coming to Malawi on the invitation by the State House on a business visit,” reads part of the letter signed a G.A Mtande on behalf of Director General of Immigration and citizen Services Masauko Medi.

While a statement could not be obtained from government, at the time of writing,there was an uproar over their arrival on Wednesday.

Mutharika is facing an election rerun after the country’s top court declared the nation’s election results null and void.

Commenting yesterday analaysts said that the country could become unstable once again.

Trump Moves To Assist Mnangagwa Stop Killing His Own Citizens

In some shocking recent events – Zimbabweans were on the 3rd January 2020 told that the army will be unleashed on them once they are suspected to have stopped the rain, literally. These utterances are not new, they have been running for a while 37 years since the 4th April 1983 during a time when there were no sanctions against anyone in Zimbabwe; As Emmerson Mnangagwa began making these pronouncements that resulted in the economy crashing badly between 1983 and 1985, 22,000 civilians were killed under the guise of searching for a fictitious armed dissident named Richard Gwesela.

Fast forward to 2018, Mnangagwa launched another crackdown, this time for the purpose of changing election results, all announced on the state broadcaster, ZBC. The Kuwadzana surbub was worst hit, confirmed by medical experts who attended the injured and maimed. 5 months later, he launched another one, during the fuel price protests. A year later he suddenly announces to the Kuwadzana residents that he will redeploy the army once he suspects they are responsible for stopping the rain. In the space of just 2 years, 25 people have been killed by live ammunition in the open streets by military personnel. Scores others have died due to economic mismanagement.

In the midst of all of this, the Donald Trump administration yesterday decided to extend sanctions against Emmerson Mnangagwa and his party Zanu PF citing that the Zimbabwean government has “accelerated its persecution of critics and economic mismanagement in the past year, during which security forces have conducted extrajudicial killings, rapes, and alleged abductions of umerous dissidents.”

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days before the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency declared in Executive Order 13288 of March 6, 2003, with respect to the actions and policies of certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe’s democratic processes or institutions is to continue in effect beyond March 6, 2020.
In the wake of the resignation of former President Robert Mugabe in November 2017, Zimbabwe’s national elections in July 2018, and President Mugabe’s subsequent death in September 2019, Zimbabwe has had ample opportunity to implement reforms that could set the country on a constructive path, stabilize the southern African region, and open the door to greater cooperation with the United States. Unfortunately, President Emmerson Mnangagwa’s administration has yet to signal credible political will to implement such reforms. Indeed, the Zimbabwean government has arguably accelerated its persecution of critics and economic mismanagement in the past year, during which security forces have conducted extrajudicial killings, rapes, and alleged abductions of numerous dissidents.

These actions and policies by certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe’s democratic processes or institutions continue to pose an unusual and extraordinary threat to the foreign policy of the United States. Therefore, I have determined that it is necessary to continue the national emergency declared in Executive Order 13288 with respect to Zimbabwe.
