Full Text:Teachers Resist 2.5% Tax Meant To Feed Soldiers

27 February 2020

Ptuz will mobilise teachers across union divide in particular and civil servants in general to resist the introduction of 2.5% to feed the army.

For the Finance Minister, Mthuli Ncube, let alone Cabinet to agree to tax civil servants 2.5% to set up shops that will sell subsidised commodities to members of the army is the worst lunacy ever seen in human history.
Mthuli Ncube is a human epidemic bent on entrenching poverty and misery among teachers and the earlier we mobilise, organise rather than agonise, the better.

Such thuggery, thievery and robbery of $10.5 million from starvation wages of teachers per month and $18.750 million per month from civil servants is not only callous, vapid, vague and vacuous but monumental injustice that can never be accepted by any civilised nation 40 years after independence.

That the army has guns is inconsequential, and even if it means picking up arms against Cabinet in order to be respected, so be it. We cannot be treated as if we are of no a count.

We want to make it categorically clear, without any equivocation or ambiguity, that taking up arms against any obnoxious issue and injustice is no vice.

It is even a mockery to a real national army that protects the territorial integrity and security of the nation to be treated in such an insultive manner, baffling common sense and logic.

The Cabinet must be reminded that if they are so much interested in uplifting the image of the army, they must pay the army well so that individuals are able to buy from shops of their choice.

Reducing soldiers to ridicule and subsidisation by civil servants, is dangerous, a security threat and compromises civil-military relations. It is clear that economic bandits masquerading as leaders have integrated soldiers to share their plunder and loot as a safety valve that may all the way trigger a revolution from those marginalised, exploited and disarticulated.

In a meeting held on 26 February 2020, Ptuz National Executive members resolved to urgently mobilise teachers to resist the grinding 2.5% tax by any means necessary.

Ptuz NEC also agreed to engage a high gear in clamouring for the restoration of their purchasing power parity.

This call has further been vindicated by unofficial dollarisation of Zimbabwean economy in which rentals, medication, fuel, school fees are paid in US$ or pegged against US$. The only way forward is going forward in advancing the interests of teachers and defending any gains made.

Mthuli Ncube and Cabinet must never underestimate the power of teachers in particular and civil servants in general in their numbers. No amount of brutality and pampering of the army will stop an idea whose time has come. When real winds of discontent blow, no amount of threats can continue to bottle up pent up forces and legitimate demands of a living wage, that resonate with inter-bank rate.

Why CAF Banned Barbourfields Stadium

Farai Dziva|The Confederation of African Football banned Barbourfields from hosting international matches because of complaints lodged by Algerian officials that the stadium’s dressing rooms are too small.

The Bulawayo venue was set to host the Warriors and national U20 girls in the Afcon and World Cup qualifiers respectively next month.

But following a visit by a three-man Algerian delegation last week as an advance party who had a tour of the stadium and other facilities, a complaint was lodged at the football body which resulted in the ban from using Emagumeni.

CAF had already condemned other local stadiums and this left Zifa with no other option than to seek an alternative venue in one of the neighbouring countries.

“Those guys claimed Barbourfields Stadium’s dressing rooms were too small for their bloated technical team and they then presented that to CAF who, shockingly, listened to them and decided to effect a ban on Barbourfields Stadium, without even bothering to wait for their grounds inspection team,” a Bulawayo City Council Official told Chronicle.

ZIFA officials yesterday distanced themselves from the Algerians’ tour of the match venue.

“We only facilitated their advance party’s visit to the city, which included a tour of the hotel facilities and other training venue, not the match venue, maybe the City council would know how they got to get into Barbourfields Stadium,” ZIFA spokesperson, Xolisani Gwesela told state media.

I am HIV Negative: Stunner

Jane Mlambo| Controversial rapper, Desmond Chideme better known as Stunner has broken silence on the ongoing battle between his ex-wife Olinda Chapel and Tytan saying he is not moved by the drama as he has disclosed his HIV status after his breakout with the United Kingdom based business woman.

Tytan has dropped a bombshell saying Olinda did not disclose her HIV status when they married.

This resulted in social media users blaming Stunner for Olinda’s HIV positive status but the Godo hitmaker could not have any of it.

Stunner however responded saying he is unmoved by the continued dragging of his name in the Olinda-Tytan drama as his HIV status is on public record.

“Mashark and fans of Stunner. Ndimi mune basa pazvese zvandoita pa social media (mune power rinopfura rangu). Guardiola Remains Cautious Despite Win Over Real Madrid

Farai Dziva|Manchester City coach Pep Guardiola has remained modest despite the last 16, first leg 2-1 victory over Real Madrid at Santiago Bernabeu on Wednesday.

City came from behind, striking twice in the final 12 minutes of the game through Gabriel Jesus and a Kevin De Bruyne penalty to secure their first ever win over the Spanish giants.

The hosts had looked on course to edge a cagey contest after Isco’s smart finish early in the second half.

Speaking on BT Sport after the game, Guardiola said: “It’s just the first part, it’s not three points. If one team can overcome this situation, for experience, for everything, it is this club, but of course it is a good result.

“I am so proud of course but it is just the first step, we have another game, it is not over. So be calm, enjoy it, enjoy the moment. Have a good dinner, good regeneration, on Sunday we have a final, keep going in the Premier League and prepare the second game against Madrid.”

Madrid will be without captain Sergio Ramos for the second leg after he was sent off late on for bringing down Jesus.

Chemical Shortages Threaten Harare Water Supply Situation

A parliamentary joint thematic committee fact finding visit to Morton Jaffray water treatment plant in Harare today revealed that the city council is facing a critical shortage of chemicals needed for water treatment due to lack of funding.

Speaking on the sidelines of the tour of the Parliamentary Joint Thematic Committee on Human Rights, Sustainable Development Goals and Gender and Development, Harare’s acting director of Water Works Engineer Mabhena Moyo said that water supply has gone down from about 400 mega litres produced last year to about 160 mega litres per day due to lack of chemicals.

“We have a serious challenge with securing enough chemicals to treat water and that is hampering water supply.

“The plant has a capacity of about 704 mega litres against the 1 200 mega litres needed per day. Out of that, we are only utilising 160 mega litres per day due to lack of chemicals. We import chemicals from various suppliers and sometimes we end up incurring debts.

“The rehabilitation of Morton Jaffray plant is also running on low note as the water tariffs have not been revised.”

Terrible Blow For Madrid As Ramos Sees Red

Real Madrid captain Sergio Ramos received a straight red for a professional foul on Gabriel Jesus as Manchester City beat Los Blancos 2-1 in a Champions League round of 16 clash at the Santiago Bernabeu on Wednesday.

Pep Guardiola’s men were the better team in the first half and asked more questions at Real Madrid but their game plan was somewhat disturbed by an early injury-inspired change, Fernandino replacing the injured Aymeric Laporte.

Neither team could break the deadlock and it was goalless at the break.

Against the run of play on the hour mark after the restart, Isco trust Zinadine Zidane’s men ahead, cooly finishing from a Vinicius assist.

Gabriel Jesus restored parity for City shortly after, leaping over Ramos to nod home a precious away goal for City.

City were awarded a penalty when Dani Carvajal brought down substitute Raheem Sterling, stand-in skipper Kevin De Bruyne sent Thibaut Courtois the wrong way to give the Citizens the lead.

Things would go from bad to worse for Madrid as Ramos was sent off for a foul on Jesus, meaning he will not feature in the return leg.Soccer 24

Why Water Is Important For Your Body

To function properly, all the cells and organs of the body need water.

Here are some reasons our body needs water:

  1. It lubricates the joints
Cartilage, found in joints and the disks of the spine, contains around 80 percent water. Long-term dehydration can reduce the joints’ shock-absorbing ability, leading to joint pain.
  2. It forms saliva and mucus
Saliva helps us digest our food and keeps the mouth, nose, and eyes moist. This prevents friction and damage. Drinking water also keeps the mouth clean. Consumed instead of sweetened beverages, it can also reduce tooth decay.
  3. It delivers oxygen throughout the body
Blood is more than 90 percent water, and blood carries oxygen to different parts of the body.
  4. It boosts skin health and beauty
With dehydration, the skin can become more vulnerable to skin disorders and premature wrinkling.
  5. It cushions the brain, spinal cord, and other sensitive tissues
Dehydration can affect brain structure and function. It is also involved in the production of hormones and neurotransmitters. Prolonged dehydration can lead to problems with thinking and reasoning.
  6. It regulates body temperature
Water that is stored in the middle layers of the skin comes to the skin’s surface as sweat when the body heats up. As it evaporates, it cools the body. In sport.

Some scientists have suggested that when there is too little water in the body, heat storage increases and the individual is less able to tolerate heat strain.
Having a lot of water in the body may reduce physical strain if heat stress occurs during exercise. However, more research is needed into these effects.

7, The digestive system depends on it
The bowel needs water to work properly. Dehydration can lead to digestive problems, constipation , and an overly acidic stomach. This increases the risk of
heartburn and stomach ulcers.

  1. It flushes body waste
Water is needed in the processes of sweating and removal of urine and waste.
  2. It helps maintain blood pressure
A lack of water can cause blood to become thicker, increasing blood pressure.
  3. The airways need it
When dehydrated, airways are restricted by the body in an effort to minimize water loss. This can make asthma and allergies worse.
  4. It makes minerals and nutrients accessible
These dissolve in water , which makes it possible for them to reach different parts of the body.
  5. It prevents kidney damage
The kidneys regulate fluid in the body. Insufficient water can lead to kidney stones and other problems.
  6. It boosts performance during exercise
Dehydration during exercise may hinder performance.
Some scientists have proposed that consuming more water might enhance performance during strenuous activity.
More research is needed to confirm this, but one review found that dehydration reduces performance in activities lasting longer than 30 minutes.
  7. Weight loss
Water may also help with weight loss, if it is consumed instead of sweetened juices and sodas. “Preloading” with water before meals can help prevent overeating by creating a sense of fullness.
  8. It reduces the chance of a hangover
When partying, unsweetened soda water with ice and lemon alternated with alcoholic drinks can help prevent overconsumption of alcohol.

Water helps dissolve minerals and nutrients, making them more accessible to the body. It also helps remove waste products.

Two Miners Feared Dead Following Mine Shaft Collapse

Two artisanal miners are feared dead after a mine shaft they were working in collapsed on Tuesday morning in Shamva.

The accident occurred at Lumbo18 Zuze Syndicate Mine.

National Police Spokesperson Assistant Commissioner Paul Nyathi confirmed the accident in a statement.

“Two men Serima Luckson and another one who is yet to be identified are believed to have been trapped and buried in a collapsed mine in Shamva in a mishap that occurred on February 24 at around 0300hrs. The two men were seen entering the mine three hours earlier by a security guard,” Asst Comm Nyathi said.

He said efforts are underway to retrieve the bodies from the 15-metre-deep shaft.

“The shaft which is about 15 meters deep collapsed and the two were trapped. Police and officials from the Ministries of Mines and Mining Development are carrying out efforts to retrieve the bodies of the two.”

Cases of miners being trapped in mine shafts have been on the increase with many of them affecting illegal gold miners. Earlier this month, two illegal miners died and two others were injured, while more than 20 others were trapped underground after a tunnel at Globe and Phoenix Mine in Kwekwe collapsed.

It also emerged that Globe and Phoenix Mine had ceased operations in 2007 following an Environmental Impact Assessment (EIA), which showed the shafts, most of which were right underneath Kwekwe central business district (CBD) were posing danger to the city. Two months ago, about four miners at Esikhoveni Mine in Esigodini, Matabeleland South Province, died after a movable cabin they were working in collapsed and fell into a 62-metre mine shaft.

Earlier last year about twenty-three illegal miners died when interlinked shafts and tunnels at two mines in Battlefields were flooded after the collapse of a dam wall due to heavy rains received in the area. The dam wall reportedly collapsed and flooded shafts at the RioZim-owned Cricket Mine and another one owned by a Mr Baxter.

The two mines have three linked shafts said to be 30 metres deep with 20 metre-wide tunnels. The incident was declared a national disaster.

MP Dismisses Mangudya Monetary Policy Statement

Farai Dziva|
Shurugwi South legislator Edmond Mkaratigwa has challenged Reserve Bank Governor John Mangudya to spell out strategies to combat inflation instead of presenting a Monetary Statement full of high sounding words.

“With all due respect l hear wishes, dreams and prayer from our Governor, am expecting an air of authority and perhaps a better level of confidence from his responses. For example, just like me he is parrying and wishing for production to go up.

But my question is are there any mechanisms that he has put in place to stimulate that production that’s what l want to hear.

I want to hear what you are going to do to control inflation because you cannot continue to dream and pray like the rest of us.

As the governor, you can’t just wish that a change will happen as the ordinary people do,” said Mkaratigwa.

Despair In Madrid As Manchester City Claim Stunning Win

Manchester City came back from a goal down to defeat Real Madrid 1 – 2 at the Santiago Bernabeu as Sergio Ramos got sent off in a disappointing match for the Madrid based side.

Kelvin De Bruyne’s master piece was the deciding factor as Manchester City are favorite to advance to the next stage.

Real Madrid went ahead in the 60th minute after they punished city for some defensive mistake at the back.

Modric dispossessed Gundogan in the midfield, quickly released a pass to Vinicius which should be cleared by Walker but he allows the Brazilian to find free Isco in the box, Isco made no mistake as he beats Ederson brilliantly.

The Substitution of Sterling for Bernardo Silva totally changed the game as city got their equalizer in the 78th minute. De Bruyne swings in a cross for Gabriel Jesus who headed it in to be Courtois for the first time in the game.

Manchester City went on to get their second goal this time from the spot. Raheem Sterling was brought down by Cavajal in the box and De Bruyne stepped up to covert the resultant penalty in the 83rd minute.

Real Madrid were reduced to ten men in the 86th minute as Sergio Ramos was sent off for fouling Jesus who was through on goal.

Ramos being the last man brought down Jesus and the referee was forced to give him his marching orders.-UEFA

HSB Decision Irks Midlands Provincial Hospital Nurses

By A Correspondent- The Health Services Board (HSB) has been criticised for blocking nurses at the Midlands Provincial Hospital from implementing the Flexi-hour working schedule at the institution.

Zimbabwe Professional Nurses’ Union (ZPNU) president Robert Chiduku on Wednesday told a local publication that nurses at the Gweru-based hospital are disheartened by HSB’s decision.

He said:

What is disappointing is that the HSB is located at Parirenyatwa Hospital where nurses are working for two days, but they have denied us such an arrangement, saying it is illegal.

As we speak, nurses are now going out of their way to find means of working for more than two days a week. Their salaries do not permit them to report for work for more than two days; that is why we had declared incapacitation.

Chiduku said the decision was discriminatory since nurses at Sally Mugabe Hospital (formerly Harare Central Hospital) and Parirenyatwa Hospital were working for two days per week.

ZESA Tariffs Up By 19 Percent

ZESA’s subsidiary, ZETDC,  has raised electricity tariffs. The power utility increased the prices of the electricity tariffs by 19 percent, with the new electricity tariffs coming into effect this coming Sunday (01 March 2020).

ZETDC announced the increase in electricity tariffs in a notice of 2020 electricity tariff indexation.

“The Zimbabwe Electricity  Transmission and Distribution Company (ZETDC) has adjusted the electricity tariffs by 19.02 percent.  This is in accordance with the Tariff Award of  2 October 2019, which approved the implementation of monthly tariff indexation formula, that takes into account the movement of the macroeconomic fundamentals such as exchange rate and inflation,  for changes above 10%,” reads the statement.

This means that the first 50 units of electricity for the month which used to cost ZWL$20.50 will now cost ZWL$24.50. This follows the increase in the electricity tariffs of the first 50 units from $0.41 (41 cents) per kWh to $0.49 (49 cents) per kWh.

The next 150 units which used to cost $136.50 now cost $162.00. This follows the increase in the price of the electricity tariffs from  91c per kWh to $1.08 per kWh.

Tytan Expose Torches Social Media Storm- RIGHT Or WRONG?

By A Correspondent- Following the expose by Tytan that his baby mama Olinda Chapel is +HIV, Olinda responded and trashed her former husband’s revelations alleging that he did not know of her status before the duo got married and started living together.

We publish below Olinda’s response:

“I will send you another statement to show you how many times I got admitted in hospital it was more than 50 times and at each point I was being admitted in hospital he was standing right beside me he is the one who would drive me to the hospital he’s the one who would be near me but now he is now using all that as a weapon against me.

There is a time when the people at the hospital said this man is taking advantage. He is the one who used to even tell me to hospital and tell me that it is time to take your medication; he has been holding me a prisoner all this while and using that as a form of psychological abuse. Tytan is a serial cheater. While I am in hospital, I would come back to find out he is now busy sleeping with other women.

You know that someone who is in my shoes right now what he has just done it would destroy them but I will not allow him because that is giving him the power.

Tytan would go and collect medication for me. Tytan would administer that medication for (to) me.

Tytan was very much aware before he had boarded the plane from Zimbabwe and I made sure that I recorded that conversation with him because I knew that this would happen I made sure myself that he knew.

When he left Zimbabwe on the 31st of July I was 5 weeks pregnant after we decided to have another child where did that pregnancy come from? …

This man I wish I could bring my child on the phone… You went to my child to say, your mother has something that she has not been telling.

That is even illegal to do what he did and even with Rumbidzai …

But I am no longer a prisoner now he can f*** off.

I am HIV that is not Corona virus… but I am free of his hold on me. If I wronged him he must go and report to the police, how come I have not been arrested by the police?

He has been using this as a weapon against me the desperation to seek for papers is really shocking.

QUESTION: HE SAID THAT WHEN HE FOUND OUT HE WENT TO THE DOCTOR AND HE WAS GIVEN PEP. AFTER WHAT PERIOD DO YOU GET PEP TO THOSE WHO KNOW ABOUT PEP AFTER WHAT PERIOD ARE YOU MEANTVTO BE GIVEN PEP?

When you left this place I put a picture of pregnancy test I was 5-weeks pregnant who gave me that pregnancy? …”

Below are some of the reactions on social media:

Said Chamisa:

Anti Riot Police Deployed To Quell Flash Demos

By A Correspondent- Police in Bulawayo were on Tuesday out in full force in anticipation of a flash demonstration planned by the opposition, Movement for Democratic Change (MDC).

Most parts of the city were under heavy police guard with security teams in riot gear deployed at strategic points across the city centre while roadblocks were also mounted in various areas.

This comes after the MDC warned it would embark on spontaneous demonstrations countrywide against the deteriorating economic situation.

Last week Wednesday, while addressing a press conference at the party headquarters in Harare, MDC leader Nelson Chamisa said 2020 was a year of action and his party would stage many public protests.

This was after embarking on a tour of provincial structures across the country.

Chamisa reportedly told party members that they would engage in spontaneous demonstrations and would not notify the police of their intentions as required by the law.

In an interview with CITE, MDC Bulawayo Provincial Spokesperson, Swithern Chiworodza, accused the police for concentrating too much on the opposition and not tackling crime.

“The police are suffering from paranoia and are smelling Chamisa and eating Chamisa,” he said referring to the police’s preoccupation of what the MDC was up to.

As for holding a demonstration, the provincial party spokesperson noted it was “yet to come” but would not be done abruptly.

“The party decided to engage in flash floods as authorities abuse the law by wanting notifications. Besides three weeks ago youth in Bulawayo partook in a successful demonstration along Fort Street protesting over a series of shortages and calling for reforms,” he said.

Chiworodza added that at the appropriate time, people would mobilise themselves as they had genuine concerns over how the country’s socio-economic situation was imploding.

“But for now, the police are showing off their poverty in terms of lack of security intelligence. They lack proper intelligence and are fumbling in the dark. Instead of gathering on streets, they must tackle housebreaking in the suburbs,” said the provincial party spokesperson.

Last year in August, anti-riot police were also prepared to thwart any attempts by MDC members who had planned a series of demonstrations across the country.

Water cannons were on standby at the Large City Hall, while an army helicopter hovered above the city, with police officers on horseback and others on foot continuously patrolling the streets.

The MDC provincial offices were also sealed off, with the police barring anyone who attempted to access the building.

At the Tredgold Magistrates Court, where a court case to hear an MDC appeal against the prohibitive order issued by the police was underway, the police maintained a heavy presence.

Some members of the MDC who wanted to offer support for their national chairperson Thabitha Khumalo and five other party members who were arrested in Tshabalala suburb for distributing fliers urging residents to attend their planned demonstration that time were turned away.-Cite

“Brace For More Surprise Protests”: Rural Teachers Tell ED

teachers artuz rural teachers

By A Correspondent- Rural teachers are plotting to hold more “surprise protests” in the countryside as they push the Emmerson Mnangagwa-led government to address the current education crisis.

Last week, parents and teachers in Mutoko caught the police off guard after holding a demonstration at Mutoko Centre before handing over a petition to the district schools inspector demanding fair salaries, among other grievances.

Six women were arrested after the protest and charged with staging demonstrations without police clearance.

NewsDay is reliably informed that some teachers and parents are set to hold a similar protest at one of the growth points in Marondera district as they intensify their call for better working conditions.

Amalgamated Rural Teachers’ Union of Zimbabwe president Obert Masaraure yesterday confirmed that they were rolling out protests in every district, especially in the rural areas.

“More (protests) are coming, we are covering all education districts. We do not want to alert the State. We are focusing on rural areas for now. The objective is to build community resilience to protect the right to education in the face of rising inequality and climate change,” he said.

ARTUZ is currently mobilising parents to join teachers in the protests. Parents are currently at loggerheads with government following  recent policy discord over examination fees.

“We are setting up an education board in every education district. The board is composed of teachers and parents, such a board will lead advocacy initiatives on the right to education,” said Masaraure.

Teachers have since declared incapacitation with most of them especially in the rural areas not reporting for duty. The teachers have called on government to increase their salaries in the face of hyper-inflation.-Newsday

Industry Calls For Transparency On Forex Allocation

By A Correspondent- Industry in Matebeleland has demanded transparency in the allocation of foreign currency to companies in the region at a time when Zimbabwe is facing critical shortages of the hard currency.

In their recent meeting in Bulawayo with Industry and Commerce Minister, Sekai Nzenza, captains of industry and commerce called for openness in the disbursement of foreign currency to companies in the region.

“Matabeleland wants to know how much is being allocated to our companies here in Matabeleland,” said Confederation of Zimbabwe Industries (CZI) Matabeleland chapter president, Shepherd Chawira.

“We all agree that our problem could not be foreign currency shortage with over US$6 billion forex earnings every year. It is how we allocate it and use our foreign currency which is our concern.”

Chawira further elaborated: “That is what is generally agreed at some certain level. Let us sort out our exchange rate to kill the arbitrage and foster competitiveness as well.”

Bulawayo City Council economic development officer, Kholisani Moyo, said it was important for the city to get its fair share of foreign currency whenever the central bank does its allocations.

“For us as Bulawayo we would love a situation where if there is foreign currency at national level, we should be told that Bulawayo you have US$2 million coming and we share that US$2 million as an industry,” said Moyo

“I want to assure you that when money comes to Bulawayo for the industry, we have a strength for accountability, we do not have a phobia of not accounting for resources. We are going to account for every cent, whatever we are going to get.”

Moyo said Bulawayo had always accounted for all the funding the city has received in the past which includes ZINARA and devolution funds.

“We are good at accounting. Give the private sector and the Bulawayo industry, they will account and they will produce,” he emphasised.-Cite

Armed Robbers Busted By Neighbours

By A Correspondent- Two suspected armed robbers appeared in court yesterday after they were busted by members of the public during a heist.

Atipaishe Sibanda, 20, and Lawrence Mashu, 32, appeared before Harare magistrate Rumbidzayi Mugwagwa charged with armed robbery yesterday.

They were remanded in custody and were advised to apply for bail at the High Court.

Prosecutor Lancelot Mutsokoti alleged that on February 8 Mashu, who is a friend to the complainant (name withheld) supplied information to his accomplice Sibanda and hatched a plan to rob him.

The court heard they went to complainant’s house armed with knives and pepper spray and forcibly entered.

It was alleged that Sibanda took the lead and sprayed the complainant with pepper spray, impairing his vision.

They reportedly took a Vodafone and LG cell phones that were on chargers and demanded for cash and other valuables.

Sibanda then took US$60 and R700 from the complainant’s wallet but did not realise that his son was in the house and had managed to sneak out unnoticed.

The complainant’s son sought assistance from neighbours and when Sibanda and Mashu saw the neighbours coming they fled from the scene.

However, Sibanda was pursued and arrested by members of the neighbourhood and the cellphones were recovered from his pockets before being handed over to the police.

He implicated Mashu and the cell phones were positively identified by the complainant.-DailyNews

FULL TEXT: “Govt Asks Other Govt Workers To Subsidise Army”

Government asks workers to subsidize other workers

Never in the history of labour has an employer asked some of his employees to subsidize other workers but the Zimbabwe government is ironically asking the rest of the civil servants to subsidize those in the security sector.

The government this week announced it will soon introduce subsidized garrison shops for soldiers that will be financed by a 2,5 percent tax which will now be deducted from the remuneration of every government employee.

Nowhere in the world have workers subsidized other workers but in Zimbabwe anything is possible with this illegitimate government.

Government workers that are not party of the garrison grave train should resist this despicable exploitation by an employer who wants to avoid dealing with the economy by introducing piece meal solutions. The other civil servants are also in the same predicament as soldiers.

Their salaries are grossly inadequate to cover basics such as school fees, medical bills, rentals, water charges and all other expenses like the soldier who will enjoy garrison prices.

Why then burden other government employees with equally inadequate salaries to subsidize the soldiers?

This government should put its house in order and face the truth.

The truth of the matter is no tricks and gymnastics will work until this coup government faces the truth of its illegitimacy and the crooked and corrupt lot that has captured the State.

Civil servants should rightfully refuse exploitation by this illegitimate government by refusing these robbery schemes.

If this coup government wants to introduce these garrison stores they should not venture into other civil servants salaries.

Those fallacious schemes should be financed by any other source of financing that does not prejudice other equally affected workers

Lifeline For Prospective Nurses As High Court Nullifies Health Minister’s Directive

By A Correspondent- High Court judge Justice Christopher Dube-Banda has handed a lifeline to over 43 prospective nurses whose 2018 recruitment offer letters for admission to the Harare Central Hospital School of Nursing, had been arbitrarily declared invalid and set aside by Health and Child Care minister Obadiah Moyo.

The students had been asked to reapply.

According to prospective nurses, Moyo had given a directive that all the students who had attended the 2017 interview and passed, were supposed to electronically reapply for the training vacancies because the principal tutor, who had offered them places to attend training, had no authority to sign their offer letters.

However, when the matter was taken before Justice Dube-Banda on February 5, 2020, the judge said the prospective nurses’ constitutional rights had been “violated and trammelled to the core” by Moyo’s directive.

Justice Dube-Banda said it was unlawful for the minister “to arbitrarily as it were, declare the 2017 recruitment process invalid and proceed to set it aside, adding what the minister did “is the function of the court and a court alone”.

“The point I am making is that even if respondents (Harare management board, chief executive and Health minister) were aggrieved by their own process, they had no right to act arbitrarily. They had to apply to court to declare the process invalid and ask that it be set aside. The rule of law demands no less. Therefore, to the extent that respondents acted arbitrarily, the purported setting aside of the recruitment process of the applicants (43 nurses) is unlawful and invalid,” Justice Dube-Banda said.

She also said the alleged principal tutor’s move to issue the students with offer letters “does not give any administrative authority the right to declare its own act unlawful and set it aside”.

“If the respondents are of the view that the recruitment of the applicants was as a result of unlawful conduct, they should have made an application to court to declare the process unlawful and have it set aside. Even faced with this application, respondents did not file a counter application, seeking that the recruitment process of the applicants be declared invalid and be set aside. My humble view is that the conduct of the respondents in purporting to arbitrarily nullify and set aside the recruitment process of the applicants and their offer letters is unlawful and invalid.”

“The first, second and third respondents, each performing its designated statutory obligations and responsibilities are hereby directed to enrol applicants at the Harare Central Hospital School of Nursing for the May 2020 intake.”

The judge also ordered Moyo and his co-defendants to pay costs of suit.-Newsday

Top Prison Official Lies Before Court To Cover Up For Zimondi

By A Correspondent- Top prisons official Senior Assistant Commissioner Phineas Chitekuteku was yesterday exposed in court after he tried to defend his boss Commissioner-General Paradzai Zimondi’s involvement in jailed rapist Munyaradzi Kereke’s preferential treatment in prison.

Chitekuteku yesterday testified in the matter of three ZPCS  senior officers, Nobert Chomurenga (58) senior assistant commissioner Cephas Chiparausha (43), chief correctional officer and Tonderai Mutiwaringa (56) an assistant commissioner who are facing criminal abuse of office charges.

Chitekuteku told regional magistrate Amos Mbobo during the trial that during his tenure as the officer commanding  Harare Metropolitan from January 2016 and December 2017, Zimondi visited Chikurubi Maximum Prisons only twice in his company.

But the prison records produced in court by the trio’s lawyer Oscar Gasva  showed that Zimondi visited Chikurubi more than seven times.

The trio in their defence had told the court that Zimondi facilitated the appointment of former Reserve Bank of Zimbabwe top official Kereke to supervise a prison project and donor coordination.

They further said Zimondi officially appointed Kereke as the advisor at a function which was attended by Chitekuteku, Chomurenga, Elizabert Banda and one deputy commissioner Chihobvu.

“As far as I know Zimondi visited Chikurubi only twice during my tenure as H.Metro (Harare Metropolitan) commanding officer. He visited there when there was a function to launch a gas project which is being mined there and another project which was being sponsored by Lafarge Cement company,” Chitekuteku said.

Chitekuteku said there was no way Zimondi could visit the Chikurubi Prison without him knowing, but Gasva produced a prison report revealing that Zimondi visited more than seven times.

Chitekuteku then backed down saying he meant visiting the Chikurubi Prison in his presence and would not know how many times he visited.

Gasva then told Chitekuteku that in one of those several visits, that is when Zimondi met Kereke. But Chitekuteku responded saying the visit to Chikurubi was not targeted at Kereke only but meeting all prisoners.

Gasva said when Chitekuteku was promoted from officer commanding H-Metro to the post of Senior Assistant Commissioner, he refused to do a handover takeover with Chomurenga.

Chitekuteku admitted that it was an omission which was not supposed to happen, but insisted that it was due to the location he was posted. Gasva then told Chitekuteku that section 25 of the ZPCS Act prohibits such conduct.

But Chitekuteku responded that sometimes they ignored the Act.

The trial is continuing.

Allegations are that the three accused gave preferential treatment to Kereke in the form of allowing unscheduled visits from his relatives, enjoying extra free time compared to other prisoners and not allowing him to carry out any manual work in terms of set-out procedures.-Newsday

Zanu PF Councillor Jailed For Four Years For Resisting Arrest

ZANU PF Chinhoyi ward 11 councillor, Voster Mashevedzanwa (41) has been sentenced to four years in jail by Chinhoyi magistrate Tapiwa Banda for assault and resisting arrest.

Mashevedzanwa together with eight accomplices, Desire Mwarukira, Felix Gonesi, Njabulo Ndlovu, Greythan Nyarukokora, Simbarashe Tapfumanei, Kudzanai Samuel, Melusi Ndlovu and Blessing Nyango were facing two counts of assaulting a police officer and resisting arrest.

They were all found guilty on the two counts.

The magistrate suspended six months of the sentence from each count, leaving the convicts to serve an effective three-year jail term each.

It was the State’s case that on May 19, 2019 Mashevedzanwa and accomplices assaulted Danny Badalani stationed at Chinhoyi Army Intelligence and Joseph Kamuremwa stationed at ZRP Chemagamba during an operation to arrest illegal money dealers at 24-hour Complex.

The court heard that Mashevedzanwa and his accomplices assaulted Kamuremwa while he was lying on the ground.

Kamuremwa sustained injuries and was referred to hospital for treatment.

They were also accused of resisting arrest by police officers on the same day.

Tungamirai Chamutsa of Chamutsa and Associates, who was representing some of the convicts said he had been instructed to appeal against the sentence.

“ZACC Revelations Show Its Avarice And Corruption, Not Sanctions”: MDC

The revelations by the Zimbabwe Anti-Corruption Commission that US$7 billion worth of cash and property has been stashed outside the country by the political and business elite have exposed unbridled avarice and corruption–and not sanctions—as being at the core of the national crisis.

Now that they know, the challenge for ZACC is to show that it has teeth by prosecuting the well-heeled political and business elite that is at the centre of the national rot that has spawned the unmitigated suffering in the country.

The ZACC chair Justice Loice Matanda-Moyo has stunningly revealed that former and current senior government officials as well as well-heeledbusiness executives have stashed outside the country cash and properties worth over US$7 billion outside the country.

That the value of the massive bounty stashed outside the country by this criminal network is double the country’s national budget vindicates our position that at the centre of the national crisis is corruption and not this empty rhetoric about the so-called sanctions.

The ZACC revelations expose State captureby a close-knit and well-heeled political and business elite that has bled our country dry.

Now that they know, we await ZACC to show its fangs by arresting and prosecuting this crooked lot that has milked our country and brought thismassive suffering on the people.

That is why the fight against corruption and sleaze is one of the five fights to be waged by the people in 2020, alongside the key fight against illegitimacy that must lead to the reclamation of the people’s government that Zimbabweans voted for in 2018.

This unmitigated corruption is all the more reason why Zimbabweans will sonorously express themselves in the streets and in the valleys againstthis despicable national decay.

Tragedy Strikes Job Seeking Twins

A job-seeking expedition ended tragically for Uzumba twins after one of them drowned while crossing a flooded Nyaguwe River in a makeshift canoe.

Twenty-six-year-old Lovemore Gunde’s body was retrieved by fellow villagers after the canoe capsized while crossing the river into Mashonaland Central province where they were going to look for jobs in the gold mines.

Mashonaland East provincial police spokesperson Inspector Tendai Mwanza confirmed the incident.

“We urge the public never to attempt crossing a flooded river to save lives. During this rainy season, I urge those travelling to be careful and avoid using makeshift boats to cross water bodies,” he said.

According to police, on February 21, Lovemore visited his twin Luckmore in Zvomuya village in Uzumba so that they proceed to Mhondoro Gold Mine in Shamva to look for work. The twin brothers arrived at Nyaguwe River which was flooded and they failed to cross.

It is reported that they met other travellers, Paradzai Buyani and Ruramai Chimutsa, who had also failed to cross the river. Buyani then called Sure Chandavengerwa, who lives about 500 metres from the river, to assist them across.

Chandavengerwa brought his makeshift canoe and successfully ferried Buyani across. He returned for another trip and ferried Chimutsa and Lovemore, leaving Luckmore behind.

It is reported that while in the middle of the river, the makeshift boat capsized.

Chandavengerwa and Chimutsa swam to safety, leaving Lovemore behind.

The deceased’s body was retrieved the following morning by villagers before a waiver for post-mortem was granted by a Mutawatawa magistrate.

Teachers To Resist Tax To Feed The Army

27 February 2020

The Progressive Teachers Union of Zimbabwe will mobilise teachers across union divide in particular and civil servants in general to resist the introduction of 2.5% to feed the army.

Such thuggery, thievery and robbery of $10.5 million from starvation wages of teachers per month and $18.750 million per month from civil servants is not only callous, vapid, vague and vacuous, but monumental injustice that can never be accepted by any civilised nation 40 years after independence.

That the army has guns is inconsequential, and even if it means picking up arms against Cabinet in order to be respected, so be it. We cannot be treated as if we are of no a count.

We want to make it categorically clear, without any equivocation or a ambiguity, that taking up arms against any obnoxious issue and injustice is no vice. It is even a mockery to a real national army that protects the territorial integrity and security of the nation to be treated in such insultive manner, baffling common sense and logic.

The Cabinet must be reminded that if they are so much interested in uplifting the image of the army, they must pay the army well so that individuals are able to buy from shops of their choice.

Reducing soldiers to ridicule and subsidisation by civil servants, is dangerous, a security threat and compromises civil military relations.

Ptuz NEC also agreed to engage a high gear in clamouring for restoration of their purchasing power parity.

This call has further been vindicated by unofficial redollarisation of Zimbabwean economy in which rentals, medication, fuel, school fees are paid in US$ or pegged against US$. The only way forward is going forward in advancing the interests of teachers and defending any gains made.

Mthuli Ncube and Cabinet must never underestimate the power of teachers in particular and civil servants in general in their numbers. No amount of brutality and pampering of the army will stop an idea whose time has come.

When real winds of discontent blow, no amount threats can continue to bottle up pent up forces and legitimate demands of a living wage, that resonate with inter-bank rate.

Zanu PF Councillor Jailed For Assaulting Police And Army Officers

A prominent Councillor for Zanu-PF in Chinhoyi and nine illegal money-changers have been jailed for an effective 36 months imprisonment for beating up a police officer and a Zimbabwe National Army (ZNA) officer, who were on duty to flush out illegal currency dealers in Chinhoyi.

The ten accused persons today (26 February) appeared before magistrate Tendai Banda, who said his judgement was motivated by the need to send a strong signal to would-be-offenders, that assaulting law enforcerers was intolerable.

Chinhoyi Ward 11 councillor, Voster Mashevedzanwa and his accomplices, Desire Mwakurudza (28), Felix Makausi Gonese (28), Njabulo Ndhlovu (25), Peter Kampeni (28), Greythan Nyamukokora (25), Simba Tapfumaneyi (30), Kudzanai Samuel (30), Melusi Ndhlovu (28) and Blessing Nyango (26) will spend the next three years in jail after undergoing a long-protracted trial.

Accused persons were facing two counts.

In count one of assaulting a peace officer, the magistrate slapped the accused to 24 months imprisonment of which six months were suspended on condition of good behaviour.

On the second count, the magistrate also adjudged the same, leaving the total effective 18 months to serve.

The State’s case led by prosecutor Partson Chirambwi was that on 16 May 2019, complainants Joseph Kamuremwa, a duly attested member of the Zimbabwe Republic Police (ZRP) and his colleague Danny Badalani, a soldier, were on a sanctioned operation to arrest illegal forex dealers.

The pair identified themselves by producing their work identification cards to the accused who then bundled Kamuremwa, a peace officer, into a car before speeding off to 24-hour area within the CBD.

Badalani, after sending danger, followed his colleague and upon arrival found Kamuremwa being punched with fists and kicked with booted feet by a mob while lying on the ground.

SA Constitutional Court Rules That Children Born In South Africa By Foreign Parents Can Now Apply For South African Citizenship

Minister of home affairs Aaron Motsoaledi. The ConCourt was unimpressed by his department’s handling of applications for citizenship by children born to foreign parents.
Minister of home affairs Aaron Motsoaledi. The ConCourt was unimpressed by his department’s handling of applications for citizenship by children born to foreign parents.

It has taken four years of legal battles – but now, if you were born in South Africa to foreign parents, you can apply for citizenship.

It has been an “agonising journey” for those who consider South Africa to be their only home.

The department of home affairs’ opposition to the court bid by five adults, representing others in a similar situation, for the vindication of their rights, was dealt a death blow by the Constitutional Court last week. The court simply ruled that it would not hear any further argument on the matter.

The department had not filed its papers in time, and it had not given good reason for this.

What this means for Mariam Ali, Aden Salih, Kanu Nkololo, Caroline Masuki, Murphy Nganga and any others “similarly situated” is that their previous victory in the Supreme Court of Appeal (SCA) now stands.

In terms of that order, the minister must accept their applications for citizenship and make a decision within 10 days.

The SCA declared that if you were born in South Africa to foreign parents who have not been admitted as permanent residents, you qualify to apply for South African citizenship upon becoming a major – if your birth was registered and if you have lived here all your life, irrespective of the date of your birth.

It also ordered the minister to enact the necessary forms to allow for such applications within one year. Pending this, he must accept applications on affidavit.

The application, brought with the assistance of the Legal Resources Centre (LRC), was first set down in the Western Cape High Court.

It was argued that the centre’s clients had all complied with the Citizenship Amendment Act, which came into effect in January 2013. They were all born in South Africa to foreign parents and they had all turned 18, but their applications for citizenship under naturalisation laws were being refused.

In fact, they said, they were being told that such an application form did not even exist.

In that court, the minister argued that the act only applied to children born after January 2013 and could not be applied retrospectively. In fact, his lawyers argued, it did not even apply to children who turned 18 after that date but only to children born after that date.

Any retrospective application would create “an unnecessary flow of applications and burden the already strained resources of the department”.

The Western Cape High Court ruling in favour of the centre’s clients was taken on appeal to the SCA by the minister.

There, the department of home affairs changed its argument. Retrospectivity was no longer an issue. Instead, it was argued that those affected should have put the minister on terms to deal with their applications and, if they were refused, they could then launch court proceedings to review and set aside the decisions.

“But this was untenable,” the judges said. “It is difficult to understand on what basis the minister could have made any decision. They were never given an opportunity to apply. They were just turned away.

“The argument is consistent with the ongoing attempts to frustrate and delay their application. It is not in the interests of justice to send them from pillar to post, simply because the minister adopted a supine attitude that the regulations will only be promulgated in due course.”

They were being treated unfairly, the court ruled, dismissing the appeal.

We believed it was an abuse of process.

Sherylle Dass, Legal Resources Centre

Sherylle Dass, LRC regional director in Cape Town, said they had opposed the state’s application for leave to appeal to the Constitutional Court, saying it was an attempt to have a “second bite of the cherry” in spite of conceding the bulk of their submissions in the lower courts.

“Despite these concessions, some 10 months later, the state decided to change its stance. We believed it was an abuse of process. They plainly had no reasonable prospects of success and again it showed a total disregard for taxpayers, who have to foot the bill for these types of vexatious proceedings.”

She said that during those 10 months, when there was no indication of any appeal, the clients had submitted their citizenship applications but they were not dealt with.

“Following the dismissal of their appeal, we will now be demanding the adjudication of those citizenship applications and we will approach the courts if necessary, should a decision not be made within 10 days, in accordance with the SCA ruling.

“Our clients have had to endure a long and painful journey to obtain citizenship, with some of them all but giving up hope of being finally accepted by a country they have grown to love – the only country they have called home.

“A large part of this agonising journey could have been avoided if decision makers within the department of home affairs exercised reason and caution by not arbitrarily abusing the court processes to delay and frustrate the exercise of the clear and unequivocal right of these applicants.”

Egypt Buries Former President Hosni Mubarak

former president Hosni Mubarak,

Egypt held a military funeral in Cairo yesterday to bury its former president Hosni Mubarak, who ruled for 30 years until he was ousted in a 2011 popular uprising against corruption.

Horses drew Mubarak’s coffin draped in the Egyptian flag at a mosque complex, followed by a procession led by President Abdel Fattah al-Sisi, Egypt’s top military brass, Mubarak’s sons Alaa and Gamal and other Egyptian and Arab dignitaries.

Mubarak died on Tuesday in intensive care weeks after undergoing surgery, leaving Egyptians divided over his legacy presiding over an era of stagnation and repression, which some nevertheless recall as more stable than the chaos that followed. He was swept out of power as an early victim of the “Arab Spring” revolutions that swept the region in 2011. He spent many of the subsequent years in jail and military hospitals before being freed in 2017.

Egypt’s presidency and armed forces mourned the former air force officer as a hero for his role in the 1973 Arab-Israeli war. The presidency declared three days of national mourning.

Mubarak’s coffin was to be airlifted from the Field Marshall Tantawi mosque to the family burial grounds, state television reported.

Dozens of Mubarak supporters, some from his home village Kafr al-Meselha in the Nile Delta, gathered outside the mosque, where the military funeral will take place. “I am happy that his pride was restored” after his removal, “and for the state’s appreciation for him after his death,” said Zeenat Touhami, a 35-year old woman from Cairo. “This is the history of 30 years, the farewell of 30 years”.

Mohamed Zaree, a human rights activist, said the present era of autocracy and economic hardship was worse than Mubarak’s. President Sisi, who came to power after leading the overthrow of Mubarak’s Islamist successor, Mohamed Mursi, has overseen a broad crackdown on dissent, which rights groups say is the most severe in recent memory.

“Mubarak’s era was painful (but) this era is much more difficult and painful in terms of freedoms and economic conditions,” Zaree said.

Many of the activists who helped organise mass protests which ousted Mubarak are now behind bars or live in exile abroad. Sisi’s supporters say a crackdown was needed to stabilise the country after the turmoil that followed 2011.

Mubarak was sentenced to life in prison for conspiring to murder 239 demonstrators during the 18-day revolt in 2011, but was freed in 2017 after being cleared of those charges. He was also convicted in 2015 along with his two sons of diverting public funds to upgrade family properties. They were sentenced to three years in jail. – AFP

Glimmer Of Hope As BCC Pushes To Urgently Meet CAF Requirements At BF

Barbourfields Stadium

ZIFA and Bulawayo City Council officials held a four-hour meeting in Bulawayo yesterday in the aftermath of the surprise ban of Barbourfields Stadium to host international matches by Caf.

Zifa was represented by board member Bryton Malandule, First Instance Body (FIB) chairman Piraishe Mabhena and communications and competitions manager Xolisani Gwesela, while the director of housing and community services Dictor Khumalo represented BCC.

The continental football governing body dropped the bombshell on Tuesday just a month before the stadium was due to host a Caf Africa Cup of Nations qualifier between the Warriors and Algeria.

The crunch tie had been moved to Bulawayo after a Caf grounds inspection team stated in November last year that the National Sports Stadium falls short of standards to host international matches.

Barbourfields Stadium only just met the minimum requirements, but Caf reversed its provisional approval of the venue on Tuesday, meaning all national teams have to play home games outside the country.

Gwesela expressed hope that the ban could be reversed following yesterday’s meeting with BCC.

“We are delighted by the commitment and maximum cooperation from the City of Bulawayo. They presented to the meeting areas which they are committed to addressing in the immediate future and those that can be long term projects like the structural and architectural things. Their commitment has given us hope that this decision might be reversed, but we need a letter of that commitment from them. However, I must hasten to say that this is no longer a Zifa or City of Bulawayo baby, but every patriotic Zimbabwean, including central government,” said Gwesela.

Khumalo would not shed more light besides confirming meeting the Zifa officials.

“We were sharing notes on how best we can get this whole thing reversed and as the City of Bulawayo.  We promised to give them that letter of assurance by end of day today (yesterday),” said Khumalo.

Should Caf lift the ban, BCC and Zifa will have less than a month to address urgent enhancements in time for the Afcon clash against Algeria.

Whilst the local football fraternity is still baffled how Caf reached the drastic decision without a follow-up inspection, it has now emerged that the continental football body acted on an adverse report compiled by a visiting Algerian advance party that reportedly complained about the size of Barbourfields Stadium’s dressing rooms.

A three-man Algerian delegation that included the North Africans’ deputy ambassador to Zimbabwe as well as the team doctor toured the city’s accommodation facilities, training pitch and food shops last week.

They also visited Barbourfields Stadium, which was the designated venue for the Afcon qualifier until Tuesday afternoon’s announcement.

“Those guys claimed Barbourfields Stadium’s dressing rooms were too small for their technical team and presented that and other complaints to Caf, which hastily acted on the Algerians’ report by effecting a ban on the use of Barbourfields Stadium, yet there was never an official follow-up inspection of the stadium,” said a senior BCC official.

Zifa yesterday distanced itself from the Algerians’ tour of Barbourfields Stadium and admitted to only facilitating the Desert Foxes’ advance party’s visit to the city.

“Maybe the city council would know how they (Algerians) got into Barbourfields Stadium,” said Gwesela.

However, Chronicle Sport has it on good authority that Zifa chief executive officer Joseph Mamutse okayed the North Africans’ visit to Barbourfields Stadium. He personally phoned Zifa Southern Region board member Tizirayi Luphahla and gave him the Algerians’ itinerary.

Gwesela also dismissed claim that Zifa diverted funds from Caf meant for improvements to areas of concern at the NSS and Barbourfields Stadium.

“Such funds are public and their use is always audited, so such unfounded utterances must and will be ignored,” he said.

MDC MPs Walk Out Of Parliament Over Highly Incompetent Spy Minister Who Couldn’t Answer Policy Questions

Minister Owen "Mudha" Ncube

Own Correspondent|MDC MPs on Wednesday walked out of parliament forcing The House to adjourn early after expressing disappointment over how stand in leader of the house State Security Minister was answering their questions.

The opposition MPs accused the Minister who was standing in for Justice Minister Ziyambi Ziyambi of being highly incompetent.

MDC Mbizo MP Settlement Chikwinya had earlier begged Speaker Jacob Mudenda to adjourn the House saying most of Ncube’s answers from the back benchers lacked depth.

Ncube initially shocked the house when he said that mealie-meal was readily available in the country, but the shortage was due to hoarding of the product.

“Government has enough mealie-meal to feed the nation but we have people stocking mealie-meal. These have now been arrested, so mealie-meal will be available in the shops soon,” said Ncube.

With the comic explaination from the Minister, Chikwinya immediately requested Mudenda to adjourn the House.

“Speaker, the responsible minister is not available. We, on the left side request the House to adjourn because answers are not coming.”

With the speaker not helping the situation, MDC legislators decided walk out in protest, but Ncube looked undisturbed at all with the move.

Algeria Pushed CAF To Ban Barbourfields And CAF Bought The Story

Correspondent|The Confederation of African Football banned Barbourfields from hosting international matches following complaints by Algerian officials that the stadium’s dressing rooms were too small, the Chronicle has reported.

According to the publication, a senior Bulawayo City Council official said: “Those guys claimed Barbourfields Stadium’s dressing rooms were too small for their bloated technical team and they then presented that to CAF who, shockingly, listened to them and decided to effect a ban on Barbourfields Stadium, without even bothering to wait for their grounds inspection team.”

ZIFA yesterday distanced themselves from the Algerians’ tour of the match venue.

“We only facilitated their advance party’s visit to the city, which included a tour of the hotel facilities and other training venue, not the match venue, maybe the City council would know how they got to get into Barbourfields Stadium,” said ZIFA spokesperson, Xolisani Gwesela.

Woman Who Claimed To Be Mnangagwa’s Relative Cleared From Further Remand On R290k Fraud Case

THE case in which a woman who claimed to be President Emmerson Mnangagwa’s “relative” who appeared in court facing charges of swindling a South African businessman of R290 522 has crumbled after a Harare magistrate removed her from remand due to lack of progress on the matter.

Water Connect chief executive officer Smolly Moyo’s lawyer Tsitsi Mazikana of Lunga Attorneys successfully filed the refusal for remand application saying the delay by the police for over three months to complete investigations had showed that her client had committed no offence and there was no evidence in the matter.

According to the court papers, Moyo allegedly defrauded Prince Abraham after promising to help him recover his US$700 000 after she allegedly misrepresented that she was Mnangagwa’s relative.

Mazikana said Moyo had a right to be tried within a reasonable time and it would be her who would be prejudiced if kept on remand.

“The accused is engaged with government projects and those projects need her supervisory,” Mazikana said.

“Her image has been tainted by these malicious allegations and by failing to provide her with a trial date to clean herself you will escalate the tainting of her image since she believes she committed no offence,” Mazikana said.

But the State represented by Sebastian Mutizirwa opposed the application saying the progress of the matter was clear.

Magistrate Mugwagwa ruled that the State must put its house in order since keeping the accused on remand without any progress violates the accused person’s constitutional right to be heard within a reasonable period.

Moyo, who paid $5 000 bail, was ordered to collect her bail money and all conditions attached were removed.

Allegations were that Moyo requested R470 522 in a deal allegedly meant to facilitate the release of Abraham’s money deposited into an FNB Bank account of Nediac Automation which belonged to the accused.

Abraham, however, subsequently requested Moyo to reverse the transaction, but Moyo allegedly deposited only R180 000 leaving a balance of R290 522.

Welshman Ncube Law Firm In The Middle Of The Tussle At The AFM Church

AFM

State Media|THE battle to control the Apostolic Faith Mission in Zimbabwe (AFM) continues, with the top leadership from rival camps taking the fight to the courts following a dispute over the use of the church’s name.

AFM, one of the biggest and oldest Pentecostal churches in the country, was in 2018 ripped apart with the formation of two warring factions — one led by the church’s former general-secretary Reverend Amon Dubie Madawo and another by Rev Cossam Chiangwa, the church’s former deputy president.

The group which sympathises with the leadership of a faction aligned to Rev Chiangwa’s camp has approached the High Court seeking an order interdicting their rivals from using the registered name of the church.

The church’s most senior retired president, Dr Enos Manyika, through his lawyers Mathonsi Ncube Law Chambers run by MDC Vice President Welshman Ncube, filed an application at the Bulawayo High Court citing Reverends Madawo, Clever Mupakaidza, Brian Tembo, Christopher Chemhuru and the AFM in Zimbabwe as respondents.

In his founding affidavit, Dr Manyika said he was AFM’s founding president who spearheaded the registration of the church in 2001 under registration number CF220/01.

“I am a representative of the church and also its founding president who caused the registration of the AFM in 2001. It has come to my understanding and knowledge that the respondents are using the registered name of the church and causing the creation of a parallel constitution, which is separate and alien to the one registered and filed with the Registrar of Companies,” he said.

“The respondents do not have neither the blessings nor authority of the church to use its name or any of its symbols. They have already indicated on oath that they do not associate or align themselves with the registered constitution of the church.”

Dr Manyika wants an order directing their rivals to stop using the church name and symbols, arguing that it was their registered entity.

“The process of registration is done so as to protect a registered entity from having its name used unlawfully just like in this case. Registration is meant to preserve one’s name, status and identity and it is on this basis that we seek an order directing the respondents to stop using our name to further their agenda,” he said.

The AFM fight has allegedly mainly centred on former president Dr Aspher Madziyire’s firm hold to office for 15 years while the Rev Chiangwa group has been pushing for fresh elections to choose new leaders.

The tiff between the two led to divisions in the church with congregants taking sides with their preferred leaders.

The divisions have also cascaded to the lower ranks of the church, with even the smallest branches in Bulawayo and Harare engaging in petty fights.

Machete Thugs Rage On With Their Criminal Acts Raid Homestead In Mangwe

SIX machete-wielding robbers raided a homestead in the Emvalweni area in Mangwe District, Matabeleland South and badly stabbed two people before stealing various groceries from a tuckshop.

The attack happened on Sunday night.

Besides machetes, the six were also armed with a gun and knives.

They disappeared into the night after committing the offence and no arrests have yet been made.

National police spokesperson Assistant Commissioner Paul Nyathi said a manhunt for the suspects has since been launched.

“On February 23, 2020 at about midnight, six unknown male adults armed with an unidentified firearm, machetes and knives pounced on a homestead at Emvalweni area, Mangwe. They fired gunshots, forced open the victim’s house and tuckshop and stole various groceries and cash.

“The two victims were stabbed with a knife and were left with hands and legs tied. The suspects are at large and investigations are in progress,” he said.

Asst Comm Nyathi warned armed robbers that the long arm of the law will soon catch up with them as the police will remain firm on the ground to thwart any criminal activities.

Meanwhile, police have arrested four armed robbers who were terrorising people in and around Southlea Park in Harare, committing robbery and rape cases.

The gang was arrested in the central business district (CBD) following investigations carried out by the police.

It then led detectives to the recovery of stolen property which included one HP laptop and cellphones.

The suspects are Emmanuel Zvidzai (26) of Glen Norah B, Mpande Hillary Mpisi Mutasa (26) of Nyatsime, Chitungwiza or Village Marongire in Gokwe, Anold Chapfuruka (22) of Hopely Zone 3, Harare or Vhareta Village in Mutoko and Aaron Chitsama (21) of Hopley Zone 3, or Munyuki Village in Mrewa.

Criminal Investigations Department (CID) spokesperson Detective Assistant Inspector Portia Chinho said the suspects are facing seven cases of armed robbery and one count of rape.

“The suspects who were operating using a Honda Fit would pick-up passengers proceeding to various destinations and rob them of their valuables along the way. In one of the counts on 2 February, 2020 at around 2300 hours they picked up two complainants along Simon Mazorodze Road, Harare.

“The suspects robbed the complainants of cash amounting to ZWL$1 200, R600 and cell phones. Thereafter, the accused persons drove to a bush near Sunningdale 2 where they parked the vehicle and took turns to rape one of the victims. They left her stranded in the bush,” she said.

She warned the public against boarding pirate taxis and private motors vehicles as they risk being robbed.

Kirsty Coventry Cornered On Stadium Ban

Sports Minister Kirsty Coventry

A ministerial statement on the ban of local stadiums by the Confederation of African Football (CAF) now has to be made by Youth, Sport, Arts and Recreation Minister Kirsty Coventry.

The instruction was given by Speaker of the National Assembly Advocate Jacob Mudenda yesterday following demands by legislators to know the circumstances surrounding the condemnation of all stadiums in Zimbabwe by CAF.

“The fact that stadiums were disqualified is a serious matter. We want a ministerial statement from the responsible minister to explain to the House about this embarrassment,” said Adv Mudenda.

CAF banned the use of Barbourfields, the latest stadium to be condemned, after the National Sports Stadium, Gwanzura and Rufaro were declared unsuitable to host international matches.

Municipalities have been accused of dragging their feet in the refurbishment of stadiums, while the National Sports Stadium is owned by Government.

Earlier on, Acting Leader of Government Business in Parliament, State Security Minister Owen Ncube, said that local authorities were to blame for failing to maintain stadiums.

“It is the responsibility of local authorities to refurbish stadiums,” said Minister Ncube who was the Acting Leader of Government Business.

He said if financial resources were available, Government would refurbish the stadium it owned, the National Sports Stadium.

Commissioner General Zimondi Exposed In Jailed Kereke Home Visits Saga

Munyaradzi Kereke

TOP prisons official Senior Assistant Commissioner Phineas Chitekuteku was yesterday exposed in court after he tried to defend his boss Commissioner-General Paradzai Zimondi’s involvement in jailed rapist Munyaradzi Kereke’s preferential treatment in prison.

Allegations are that the three accused gave preferential treatment to Kereke in the form of allowing unscheduled visits from his relatives, enjoying extra free time compared to other prisoners and not allowing him to carry out any manual work in terms of set-out procedures.

ZCDC Barred From Selling Mbada Diamonds’ Gems

The Supreme Court has dismissed Zimbabwe Consolidated Diamond Company’ (ZCDC)’s appeal against an order barring the firm from selling Mbada Diamonds’ gems in Chiadzwa.

The development is a result of an appeal against High Court Judge Tawanda Chitapi’s ruling barring ZCDC from selling the diamonds belonging to Mbada’s shareholder, Grandwell.

Mbada Diamond’s lawyer Advocate Thembinkosi Magwaliba confirmed the development yesterday.

“The court dismissed an appeal by ZCDC,” he said. “The interdict granted by the High Court on the sale of the diamonds was confirmed by the Supreme Court. ZCDC was also ordered to pay the cost of the suit.”

In its appeal, ZCDC argued that Justice Chitapi’s ruling was misdirected in favouring Grandwell.

“The court a quo erred at law and grossly misdirected itself when it granted on an urgent basis an order which has the effect of holding the appellant (ZCDC) in the Supreme Court appeal in contempt of court, when it was clear that no contempt of court proceedings had been launched by the first respondent (Grandwell) in terms of rule 388 of the High Court Rules 1971,” said ZCDC.

Mbada Diamonds, in turn, challenged the application saying ZCDC had no rights to sell the diamonds, which were at the centre of the dispute.

“There is no necessity to sell diamonds from the concession area in respect of which there are disputes,” said Grandwell’s chairperson Mr David Kassel in his founding affidavit. The terms on which the diamonds are being purchased are known. The quality of the diamonds is unknown. The buyers are unknown.”

Mr Kassel further contested, saying ZCDC had no capacity to compensate his company and Mbada Diamonds as it was unlawfully incorporated as a vehicle for joint ventures between the Government and private companies.

William Chinyanga Released On Bail After Being Arrested By UK Anti Terror Police Unit – Watch Solidarity Video

Martin William Chinyanga

A victim of the 1 Aug 2018 terror attacks, Zimbabwean UK based activist Martin William Chinyanga was on Tuesday arrested by the United Kingdom anti-terror police on terrorism charges after calls believed to be from the Zimbabwean embassy and a self confessed terrorist, Flora (Ruramai) Mashingaidze.

Self confessed terrorist Ruramai Mashingaidze celebrating the killing of 6 people while saying, “I believe in ED was doing”

The police raided and arrested Chinyanga on allegations of inciting terrorism in the early hours of the 25th Feb. 3 hrs later police officers at Holborn Police station telephoned ZimEye in a pursuit to get the story published, and this was before Chinyanga had been interviewed by his lawyer. ZimEye questioned the basis for arresting Chinyanga and no clarification was given apart from the statements made via the call which also came from a withheld number.

The Zim embassy and ZANU PF members in UK have a long history of making hoax police calls for fake cases in the UK.

Furthermore, there are several proven cases investigated by the United Nations in which the Zimbabwean government has abused policing powers in order to kill civilians stretching from 1983. As indicated to the police officers, the persons reporting the arrest could have been wanting to repeat more terror attacks in Zimbabwe using Mr Chinyanga who shows signs of being emotionally disturbed from the 1 Aug 2018 attacks, as an excuse. Under that background, ZimEye chose to wait for the official announcement from lawyers, all done in the public interest bearing in mind the sensitivities of the case.

He was released on bail and barred from going within 100 metres of the Zimbabwean Embassy in London.

Part of the bail conditions read: “Not to post or support acts of violence online. To sign on at Islington Police Station every Sunday between 1400hrs and 1800hrs. No to approach/enter Zimbabwe Embassy or surrounding streets namely The Strand, Agar, William the 4th Street.”

A few hours after he was released, Chinyanga posted a video on his Facebook page confirming that he had been arrested and informing people about his bail conditions.

He confirmed that he had been barred from going near or entering the Zimbabwean Embassy.

He said about 10 police officers had raided his house at around 5am.

During the deeply emotional moments of a gun attack on MDC President Nelson Chamisa in Marondera on the 1st December last year, Chinyanga posted a video on his social media titled the roadmap to Zimbabwean freedom. He said this while weeping on his Facebook video.

In the video, he appeared as if encouraging people to burn buses, service stations, fuel tankers and buildings. It is that passing statement that the peddlers have used to say he is encouraging terrorism.

The video was reported to the UK authorities and they seemed it worth investigating. A woman by name Ruramai Mashingaidze has posted on Facebook saying she is the one who reported Mr Chinyanga.

Coincidentally Flora Mashingaidze is the first to incite terror attacks in Zimbabwe which have seen up to 25 civilians being killed since the 1st August 2018 when the military was used to change election results.

In one of her videos she scoffed as she encouraged that soldiers must continue terror attacks against civilians to punish them for protesting. An investigation done during the Motlanthe commission and afterwards United Nations probes has shown the terrorists were not even targeting protesters but any civilian and the killings done for the purpose of forcing government and civilians into a political slide of the perpetrators’ desire.

ZimEye is following up on the case – this is a developing story.

Meanwhile, a contributor, Chief Svosve ran a live solidarity programme for Chinyanga last night. Watch video downloading below:

Cabinet Decision Matrix

Finance and Economic Development Minister Professor Mthuli Ncube (left) fields questions from journalists while Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa (centre) and Chief Secretary to the President and Cabinet Dr Misheck Sibanda listen at a post-Cabinet briefing at Munhumutapa offices in Harare

26th February, 2020

  1. Maize Producer Floor Price for the Remainder of the 2019-2020 Marketing Season

Cabinet considered and approved the maize producer floor price for the remainder of the 2019-2020 marketing season as presented by the Minister of Lands, Agriculture, Water and Rural Resettlement as Acting Chairman of the Cabinet Committee on Food Security and Nutrition (CFSN). Cabinet agreed as follows:

  1. a) that the maize floor producer price be reviewed to ZW$6 958 per metric tonne to encourage deliveries to the Grain Marketing Board (GMB) and for the replenishment of the Strategic Grain Reserve; and
  1. b) that the floor price of traditional grains be pegged at ZW$7 260 per metric tonne for the 2019-2020 marketing

Traditional grains are what is being commonly referred to by the media as small grains, which in essence is a term inherited from the colonial era when traditional grains had no significant role to play in the agricultural economy.

Therefore, the use of the term “small grains” should be discontinued and discouraged as we begin to promote traditional grains in the face of climate change challenges, and health challenges related to  consumption of maize meal. As Government invests in the production of traditional grains such as millet, rapoko, sorghum as well as research related to their development, we cannot continue to use the term “small grains”.

  1. Maize, Wheat and Soyabean

Production Recovery Plan

Cabinet considered and approved the maize, wheat and soyabean production recovery plan. The recovery plan is an extract of the Agriculture and Food Systems Transformation Strategy, which seeks to achieve over US$8 billion Gross Agriculture Production Value by 2023. The recovery plan is anchored on the following strategic interventions:

Financial services sector-led commercial contract farming programme which will target 5 000 highly productive farmers in irrigated areas and promoting conservation agriculture and crop diversity;

The Commodity Value Chain Financing Model whereby all private sector players that get raw materials directly from agriculture are compelled to support and produce up to 40 percent of their requirements locally through contract farming backward integration;

Climate-proofed Presidential Input Support Scheme (pfumvudza) which will support 1,6 million vulnerable households to produce maize with a standardised input package of 5kg seed; 50kg basal and 50kg top dressing fertiliser;

Pre-planting producer price announcement as it has a bearing on planting and crop management decisions;

Creation of a Lowveld Maize Belt (Masvingo, Bulawayo Kraal and Kanyemba), where the country can enjoy two maize cycles per year;

Speeding up irrigation development programmes;

Embarking on the capacitation of the Extension Services Delivery Programme which will entail increased mobility, appropriate training and equipping with digital technologies for effective backstopping and coaching of farmers;

The innovation and modernisation of agriculture, resulting in the effective use of modern and smart technologies in the agriculture sector.

Cabinet acknowledged that the Maize, Wheat and Soyabean Recovery Plan, if meticulously implemented, has the potential to reverse the dependence on imports for these crops as well as to mitigate the financial burden on Treasury and ultimately put the country on a trajectory to attain Vision 2030.

  1. Proposed Zimbabwe Investment Guide

Cabinet considered and approved the Zimbabwe Investment Guide as presented by the Minister of Finance and Economic Development. The Guide is a facilitative tool to the implementation of the new National Investment Policy in the wake of the promulgation of the Zimbabwe Investment and Development Agency (ZIDA) Act. It outlines, inter-alia, the country’s investment opportunities, the tax system and investment incentives. Government will periodically review the Investment Guide to ensure that investors remain current with regard to Zimbabwe’s investment requirements and incentives.

  1. Proposed Civil Service Mutual Savings Fund

Following presentation by the Minister of Finance and Economic Development of the proposed Civil Service Mutual Savings Fund, Cabinet resolved as follows:

  1. a) that the Government Employees Mutual Savings Fund (GEMS Fund) be established with effect from March, 2020;
  2. b) that Government will immediately provide a lump sum injection of ZW$100 million from the Budget to facilitate the expedited establishment of the Fund;
  3. c) that a 2½ percent of the total remuneration be deducted from every Government employee in consultation with the Public Service Commission;
  1. d) that a Steering Committee comprising the Public Service Commission, Ministry of Finance and Economic Development; and the Office of the President and Cabinet be established to decide on the implementation modalities of the Fund; and
  2. e) that Garrison Shops be established to enable all members of the defence forces who will be on the GEMS Fund to have the additional benefit of accessing subsidised basic commodities that would be sold in the specialised shops located within cantonment areas.
  3. National Preparedness and Response Progress Regarding the 2019 Novel Coronavirus (COVID-19) Outbreak.

The Minister of Health and Child Care updated Cabinet on the country’s preparedness and response progress regarding the 2019 novel coronavirus.

He indicated that his ministry continues to follow up travellers to Zimbabwe who visited China and other affected countries, guided by the World Health Organisation (WHO) Risk Assessment Tool.

As of 23 February, a total of 4 589 travellers have been screened at our air and ground ports of entry.

A suspected case that was admitted to Wilkins Infectious Diseases Hospital was discharged on 20 February 2020 after testing negative for the virus.

She is now at home and will continue on the 21-day follow-up and surveillance before her self-quarantine can be lifted.

Following reports that some people from affected countries were violating self-quarantine  conditions set by Government, Cabinet approved that the Ministry of Health and Child Care should intensify spot checks and enforce immediate detention and isolation of anyone who violates the said regulations.

Parliament Promises To Follow Up On All Funds Dispatched By The RBZ After US$27m Disappeared At GMAZ

chairperson Justice Mayor Wadyajena flanked by Parliament staff follow proceedings during oral evidence submission

State Media|Parliament will follow up on all companies that received foreign currency from the Reserve Bank of Zimbabwe (RBZ) to promote accountability and transparency.

This came out yesterday when the Lands, Agriculture, Water and Rural Resettlement Parliamentary Portfolio Committee chaired by Justice Mayor Wadyajena toured Agro-Milling Company in Msasa and Alpha Grain in Workington.

The fact-finding mission followed the appearance of the Grain Millers Association of Zimbabwe (GMAZ) before the committee on Tuesday to give evidence on the support services by Government to milling companies and the funding of the Grain Marketing Board (GMB) silo refurbishment.

GMAZ failed to account for the US$27 million which the association received from RBZ and could not provide evidence that they used part of the money to repair GMB silos.

When the parliamentarians arrived at Alpha Grain head office, they were escorted to the milling plant, only to find out that the company was called Drotsky.

They could not continue with the tour as their interest was on Alpha Grain operations, not those of Drotsky.

Wadyajena said they were going to sit as a committee and seek clarification on the ownership of Drotsky.

“We came here for the tour of Alpha Grain and we were advised it’s not Alpha Grain, but Drotsky,” he said.

“We are going to seek clarification on the ownership of Drotsky, so we cannot continue with the tour. We will have another day to tour Drotsky.

“The committee is not only following up on GMAZ, but on every company that has received foreign currency from the RBZ, including Fossil Agro, FSG Fertiliser and Windmill.”

On whether the committee was going to take disciplinary action against GMAZ, Wadyajena said it was too early to comment as the committee was still waiting for the association to bring more papers.

The association had promised to present the papers by tomorrow.

“GMAZ appeared before the committee on Tuesday, but failed to present any paper to show they had imported wheat,” he said.

“GMAZ gave us papers that showed the wheat was imported by Drotsky, but GMAZ was the one that had sourced the money from the RBZ.”

GMAZ chairman, Mr Tafadzwa Musarara, said he did not know the reason why the parliamentarians abandoned the tour, as Alpha Grain and Drotsky were one.

“It’s Drotsky trading as Alpha Grain,” he said. “It’s a group of companies. Milling is done by Drotsky trading as Alpha Grain. We also have Drotsky trading as Natbake.”

Mr Musarara said there was no need for him to be on the site since senior managers were present to take the parliamentarians around.

At Agro-milling, the managing director, Mr Davison Norupiri, told the committee that they were a member of GMAZ paying a subscription fee of $5 000 annually, but did not benefit directly from the association.

“We attend GMAZ meetings so we can know what is happening in the industry, but in terms of maize supplies we get allocations from the GMB.

“We source our maize through the formal system and we have never benefited from the subsidised price of US$240 per tonne. We bought at US$270 per tonne.”

Mr Norupiri said he started milling in 2018, but was having challenges accessing maize.

He said the situation could improve if the GMB sold grain to all millers at import parity price or Government allowed all millers to import grain.

“We cannot import maize at the moment since some will be getting the commodity at a lower price from GMB,” said Mr Norupiri. “Policy inconsistencies have also affected us. We cannot move grain in bulk and its affecting our operations.”

PG Hodzi In Imminent Trouble As VP Says He Must Explain His Statement On State Capture By Cartels

Vice President Mohadi

Prosecutor-General Mr Kumbirai Hodzi should explain what he meant when he said most State institutions were captured by cartels, Vice President Kembo Mohadi has said.

VP Mohadi said this in the National Assembly yesterday during the Question and Answer session.

Norton MP Mr Temba Mliswa (Independent) wanted to know why Government had not commented whether the assertions by Mr Hodzi were true or false, that some key State institutions, including the National Prosecuting Authority were “captured”.

As Prosecutor-General, Mr Hodzi’s independence was guaranteed by the Constitution and it would be worrying if it turned out that institutions he referred to were indeed captured.

Mr Mliswa said there was need for a Ministerial statement from Government explaining what they understood about that statement.

In response, VP Mohadi said it was imperative that Government conducts investigations on the statement to establish whether it was true or not.

“He has to explain to us what he meant by that statement. I agree with you that he needs to be brought to account on what he meant. On issuance of a Ministerial statement I think that can be done,” said VP Mohadi.

Kambuzuma MP Mr Willias Madzimure (MDC-Alliance) asked why it was taking long for the Government to seek explanation on something “which should shock the whole nation”.

But VP Mohadi said Government was seized with the matter.

In his statement, Mr Hodzi said cartels had captured key Government institutions that included the police, judiciary and the media, making it difficult to tackle graft or bring people to book.

Mr Hodzi made his assertions a fortnight ago while addressing participants at a Political Actors Dialogue (Polad) economic thematic committee capacity-building workshop in Bulawayo.

Joy For Farmers As Maize Producer Price Is Increased

Minister Monica Mutsvangwa

State Media|The maize producer price has been increased to $6 958 a tonne from $4 000, for the present marketing season, with that for traditional grains increased to $7 260.

Further, a recovery plan for maize, wheat and soyabean production, which seeks to achieve over US$8 billion gross agriculture production value by 2023, has been introduced to increase output.

Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa announced the prices and plans in a post-Cabinet briefing yesterday.

She said Cabinet considered and approved the maize producer floor price for the remainder of the present marketing season after considering proposals from Lands, Agriculture, Water and Rural Resettlement Minister Perrance Shiri, as acting chairman of the Cabinet Committee on Food Security and Nutrition.

Cabinet agreed to the new maize producer price to encourage deliveries to the Grain Marketing Board (GMB) and for the replenishment of the Strategic Grain Reserve.

The floor price of traditional grains — generally millet, rapoko and sorghum — at $7 260 a tonne would help promote these grains in the face of climate change and health challenges related to the consumption of maize-meal.

Minister Mutsvangwa said traditional grains, which were commonly but wrongly referred to as small grains by the media, had no significant role to play in the colonial agricultural economy.

She called for the discontinuation and discouragement of the term “small grains” as Government has started promoting traditional grains.

“As Government invests in the production of traditional grains such as millet, rapoko, sorghum as well as research related to their development, we cannot continue to use the term ‘small grains’,” she said.

Farmers’ organisations immediately welcomed the decision to increase the floor price for maize and traditional grains.

Zimbabwe Farmers Union (ZFU) executive director Mr Paul Zakariya said: “This is a welcome development, but the issue of input costs still needs to be interrogated as they continue to go up. There is need for mechanisms to stabilise that.

“There is also need for Government, through its institutions like the Reserve Bank of Zimbabwe, to continue working on stabilising the economy; otherwise the maize producer price will continue to go up.”

Zimbabwe Commercial Farmers Union (ZCFU) president Mr Shadreck Makombe also welcomed the new price.

“We are happy with sensitivity of Government, but we would have expected a much higher figure considering the current environment farmers are operating under.

“But at least we are grateful since half a loaf is better than nothing,” he said.

Minister Mutsvangwa said Cabinet also considered and approved the maize, wheat and soya bean production recovery plan.

She said the recovery plan was an extract of the Agriculture and Food Systems Transformation Strategy, which seeks to achieve over US$8 billion Gross Agriculture Production Value by 2023.

The recovery plan is anchored on six factors: targeting the best farmers to produce more; ensuring agro-businesses procure at least 40 percent of raw materials through contract farming; an upgrade of the Presidential Input Support Scheme to 1,6 million vulnerable households; the creation of a Lowveld maize belt; upgrades of irrigation; and better extension services for farmers using modern technology.

The sector-led commercial contract farming programme will target 5 000 highly productive farmers in irrigated areas and promote conservation agriculture and crop diversity.

The commodity value chain financing model whereby all private sector players that get raw material directly from agriculture will be compelled to produce 40 percent of their requirements locally through contract farming,

The climate-proofed Presidential Input Support Scheme (Pfumvudza), will support 1,6 million vulnerable households to produce maize with a standardised input package of 5kg seed, and 50kg of basal fertiliser and 50kg of top dressing fertiliser.

The pre-planting producer price announcement had a bearing on planting and crop management decisions and creation of a Lowveld Maize Belt (Masvingo), Bulawayo Kraal and Kanyemba where the country can enjoy two maize cycles a year.

Irrigation development programmes will be accelerated and an extension services delivery programme will be capacitated.

This will entail increased mobility, appropriate training and equipping with digital technologies for effective backstopping and coaching of farmers, the innovation and modernisation of agriculture, resulting in the effective use of modern and smart technologies in the agriculture sector.

Minister Mutsvangwa said Cabinet acknowledged that the maize, wheat and soyabean recovery plan, if meticulously implemented, had the potential to reverse dependence on imports for the crops.

It will also mitigate the financial burden on Treasury and ultimately put the country on a trajectory to attain Vision 2030 of an upper middle income economy.

Warriors Legend Japhet Mparutsa Bemoans CAF Stadium Ban

Warriors’ legend, Japhet ” Shortcat” Mparutsa, who runs his Japhet Mparutsa Shortcat Foundation from his base in the United Kingdom, yesterday reacted with shock to the ban imposed on stadiums in Zimbabwe by CAF.

“Yes I am sad, as a Foundation we are sad. I spent nearly 10 years with the national team, and I had an unforgettable journey. I never thought that a day would come when our national team would be forced to play home games away from home because our stadiums are not good enough!
“We sat, watched and did not act when we saw stadiums falling apart. Gwanzura, Rufaro, Dzivarasekwa, NSS, Cam and Motor and now Barbourfields cannot host our national team.

“I cry for our football and I know my departed comrades in the football journey are turning in their graves, too. How can this happen?” fumed Mparutsa.

He said it wasn’t time for the blame game.
“Some are blaming the councils who run these facilities.

Some are blaming the Government for not caring enough about sport despite having a whole ministry responsible for this sector,’’ he said.

“I think they are both to blame because they have failed to work together to ensure that our stadiums are fit for purpose.

“As a Foundation, I think the time is now to correct this situation.

Government should make an effort to restore the nation’s pride, the National Sports Stadium.

“Councils should work hard to restore all stadiums and the community grassroots pitches.

We urge them to find partners who can provide funds so that the process moves fast.’’-State media

Kirsty Coventry To Issue Statement On Stadium Ban

He said if financial resources were available, Government would refurbish the stadium it owned, the National Sports Stadium.-state media

MaShurugwi Strike Again

The gang was arrested in the central business district (CBD) following investigations carried out by the police.-state media

Why You Need To Drink Water Regularly

SA Firm Recalls Deadly Pilchards

There are fears that some shops and homes in the country have poisoned pilchards following a recall of a batch of the brand from a processing plant in South Africa due to a canning deficiency.

A number of Zimbabweans buy their groceries in South Africa and some receive parcels from relatives based in the neighbouring country. Business people also buy their wares, including food items, from South Africa for resale in the country.

South Africa’s West Point Processors, which supplies the fish, announced the recall on Saturday, citing a “canning deficiency” that may make the product “unfit for human consumption”.

“Because consumer safety is our top priority, we wish to recall some Pilchards in Tomato Sauce products,” the company said in a statement quoted in the South African press.

“The recall is only related to the 400g Pilchards in Tomato Sauce products which have the specific batch codes starting with ZST2 and ZSC2. There is a small possibility that some tins may have a canning deficiency which could make the product unfit for consumption. We are working to identify the issue and ensure that our product meets the high standard our consumers rightly expect from us.”

In an interview yesterday, Industry and Commerce Ministry Deputy Minister Cde Raj Modi urged people to be on the lookout for the condemned batch of fish.

He said people must not be tempted to eat it as it was unsafe.Cde Modi also urged retailers to remove the condemned product from their shelves.

He said businesspeople who may have bought large consignments of the condemned fish can approach his ministry so that he can engage South African authorities for the Zimbabwean businesspeople to be compensated.

“I advise our wholesalers and retailers in this country to check on the brands they have. If it is any of the brands mentioned in the report and of the affected batch, may they kindly remove them from the shelves. I also call upon border authorities at our ports of entry to ensure that this condemned batch does not find its way into the country. Consumers must report to authorities anyone found selling this product after this warning,” said the Deputy minister.

Tinned foods including various South African brands of pilchards are widely sold in the city, especially in shops that demand cash payments only.

In an interview yesterday, the Consumer Council of Zimbabwe regional manager Mr Comfort Muchekeza said it was highly likely that some Zimbabwean households and retailers have the condemned product.

“The fact that the consignment is being recalled is a sure indication that they are not fit for human consumption. Consumers should be wary of them. There are so many effects on the human body in particular and health-wise in general caused by consuming food not fit for human consumption. Those in the medical field will better know what real effect these particular fish will cause on the human body but as consumers what they need to do even before they fully understand what effects are likely to be caused by consuming them is not to consume them then seek medical advice in case they have already consumed the fish. If need be, get legal advice and assistance in case there is need for redress,” he said.

National Consumer Rights Association coordinator Mr Effie Ncube urged consumers to comply with the recall as it was meant to protect them from potential harm.

“Whenever suppliers recall goods that they sold to consumers, it is important that consumers abide by that recall. That is the case throughout the world because the supplier will be having specific reasons why they are recalling those goods. It may be that they are containing some harmful chemicals or they are defective in one way or the other,” said Mr Ncube.

Shops and supermarkets in the CBD visited by the Chronicle had pilchards’ brands but not the condemned batch code ZST2 and ZSC2.

However, some consumers in Bulawayo who spoke to Chronicle said they had large quantities of tinned fish in their homes that they had bought for “groceries club” to be shared in June and December.

“We buy our groceries in bulk and tinned foods are some of the products we buy early on in the year as they have a long shelf life. We are yet to check all our stuff but it is really worrying. If they are part of the recalled stuff, we would have lost a lot,” said Mrs Sibonelo Dube of Pumula East suburb.

On Tuesday, Botswana’s government issued a statement warning its citizens to be on the lookout for the condemned fish.

“The Ministry of Health and Wellness is in receipt of a communication from the National regulator for compulsory specifications, South Africa, with regards to recall above mentioned products. All pilchard products with the batch code ZST29 and ZSC29 on top of the can are subject to recall. The cause of the recall is due to a deficiency in the canning process. The ministry has advised consumers not to eat the affected products as they are unfit for human consumption and return the affected pilchards products to respective shops for a full refund,” read the statement from the health ministry in Botswana.-state media

Corruption Is The Main Cause Of Nation’s Woes

By Luke Tamborinyoka

The revelations by the Zimbabwe Anti-Corruption Commission that US$7 billion worth of cash and property has been stashed outside the country by the political and business elite have exposed unbridled avarice and corruption–and not sanctions—as being at the core of the national crisis.

Now that they know, the challenge for ZACC is to show that it has teeth by prosecuting the well-heeled political and business elite that is at the centre of the national rot that has spawned the unmitigated suffering in the country.

The ZACC chair Justice Loice Matanda-Moyo has stunningly revealed that former and current senior government officials as well as well-heeled business executives have stashed outside the country cash and properties worth over US$7 billion outside the country. That the value of the massive bounty stashed outside the country by this criminal network is double the country’s national budget vindicates our position that at the centre of the national crisis is corruption and not this empty rhetoric about the so-called sanctions. The ZACC revelations expose State capture by a close-knit and well-heeled political and business elite that has bled our country dry.

Now that they know, we await ZACC to show its fangs by arresting and prosecuting this crooked lot that has milked our country and brought this massive suffering on the people.

That is why the fight against corruption and sleaze is one of the five fights to be waged by the people in 2020, alongside the key fight against illegitimacy that must lead to the reclamation of the people’s government that Zimbabweans voted for in 2018.

This unmitigated corruption is all the more reason why Zimbabweans will sonorously express themselves in the streets and in the valleys against this despicable national decay.

Zanu PF Youths To Invade Biti House Over “Sanctions”

Farai Dziva|Zanu PF youths say they will visit MDC vice president Tendai Biti’s house because he is the one who invited sanctions.

Taurai Kundishaya, leader of Zanu PF-aligned Zimbabwe Citizens Forum and member of the ruling party Harare youth league, quoted by NewsDay said:

“Tendai Biti said he would make sure the Zimbabwe government would not get a penny from the international community.

Had it been that government got such pennies we could all be benefiting.

Now that nothing came, we are suffering so we assume he got it himself or that he has other means of surviving.

We are going to his place and eat what he is eating.

The reason for going to their houses is because they said this in their individual capacities. It is at our homes where we are suffering; it is to their homes where good living exists. We are just visitors, but in huge numbers.”

Biti responded:
“The desperate actions of a desperate rogue regime. Zanu PF is truly sick, Emmerson has lost his marbles.”

Tytan Falls Into Trouble As Olinda Spills The Beans With Several V11s……

VIDEO LOADING BELOW…

The socialite Linda Chapel has responded to allegations made by her ex husband, the singer Tytan Skhokho who alleged during a YouTube program that she deceived him on her HIV status before marrying. She said: (transcript – unedited text rolling below)

When someone is contradicting themselves …good liars should have long memories.

All I want to do is to move on with my life as you all know when I returned from Paris I discovered summons …here that my child’s father had reported me to the police I saw a non-molestation order request but the judge refused and said you must sit down and agree between yourselves. The judge refused and said if you want a non-molestation order you must agree with your wife.

He said that I was destroying his life on social media that is when I then blocked him on social media and said enough is enough and now I have read these sermons I will send you the screenshot. now with the non-molestation order he used a statement that he had used at the home office and and he printed it with the date. This the level of his lies.

Before we talk about the abuse what what he calls an expose… The day he says that he was about to be beaten up by Sean, he has been abusing me me.and he said that he was threatening me that if I abuse him, he he will reveal my medical records.

He knew about my history from the time he was in Zimbabwe. he knows I am in a very small group called a small progressor you know what a small progressor is?

I will send you another statement to show you how many times I got admitted in hospital it was more than 50 times and at each point I was being admitted in hospital he was standing right beside me he is the one who would drive me to the hospital he’s the one who would be near me but now he is now using all that as a weapon against me.

I am going to reveal everything today it is independence Day for me because no weapon formed up against me will prevail over me.

When you left this place I put a picture of pregnancy test I was 5-weeks pregnant who gave me that pregnancy? …

For him to do a 360-degree turn simply because he is now looking for papers…?

When is started using that as a weapon against me He started being controlling you started phoning even my relatives calling my grandmother he was using that as a weapon. He telling me I am going to do this I am going to do that.

DOES… AT THE SAME ALLEGATIONS HE WAS USING AGAINST YOU THAT YOU WERE USING VISA THREAT

If I was using a visa to controlling the day you left this property would have been the day he would have been deported but I only informed the home office at the end of November July august-september October November after 5 months and it was only after I had been told that he had gone to submit at the home office in application for domestic violence.

My lawyers went to the home office to submit evidence and the home office replied saying that they are sorry about the reservations. Does he even have the visa now does he have the visa now after all this then? It is a desperate act; I am independent.

A positive person can have a relationship with a person was negative without any problem you are actually safer in such a situation. End up having beautiful children like Nandi. But Tytan is an an educated fool he is an educated fool.

We are supposed to be going to the courts on the 4th of March.

Rumbidzai Bvunzawabaya is under investigation by the solicitors regulation authority. They had no right to do that and it is illegal to do what they did so now now we shall end this matter when they have paid me.. is time I am not going to stop. He lies to social workers… There is a child protection conference they wanted to hold they said I can invite people and I asked if I can bring people from the hospital and the people the person at the hospital said that is wrong.

They said there is no appointment that Oinda used to enter which this man did not know. On the live program he said that he had to google the medication but on the statement he sent to the home office he said that he found out while looking into the child’s papers.

I want you to read this statement on the live program you heard what you are saying so I want you to compare. On paragraph 20 when my daughter was gone and I read the most shocking thing… I discovered that Linda is HIV positive.

On his live with Rumbi he said that he googled but on the statement he sent to the court he said that after the child had been born the red book came. The Red book comes before a child has been born….

On his life programme what did he say? again I will see on his statement what did he say when my daughter was born I received the book and I read the most shocking thing ever and it stated that Olinda is HIV positive… It made sense to me… All this while she told me she is HIV negative… I cried so much. I finally decided to confront her …and I spilled the beans…

Tytan weigh before he had flown from Zimbabwe he knew about it and I even asked him to leave me if he had problems and he said that I do not mind, I love you the way you are.

I even I said to him and I swear with my own mother he said to me know I want to be with you I want to be with you. He has lied to so many people with so many different stories he is a liar.

Moving on, he should now now move on with his life.

Him and Jayden… That night he went to meet Brita he had lied to me I saw the text messages.

Brita is very tall and I am short…he says I said she is not attractive to me.

After coming from such a terrible marriage with scanner now I jump into this….

I quarrelled with this woman called Stephanie Chiyangwa. I asked Stephanie and what happens the following week I fill you in this house my pregnancy and assessment going to hospital and the phone rang and it was Stephanie I came out of the car crying out loud I almost had a miscarriage. I told her to stay away from me the day she came 2 to my birthday… next time I see Stephanie is texting him and I said you are still with this woman ?

You lied to me saying that he is not communicating with her. All these things I have evidence of let him continue you making noise and I will embarrass him.

He spoke about counseling how do you go for counselling while you are sleeping around?…

I also saw on his Twitter portal begging another woman for sex that is when I called my grandmother asking him to go and pay a divorce token.

I got pregnant in August we got married in June I got pregnant in Dubai who was the first person to see I was pregnant before Tytan?

What’s that first week of August or it was end of August now Titan is saying that we got married in April… That is how confused he is…

You remember when I was pregnant and I was returning from South Africa I was calling him and he was not picking up calls my calls. I’ve been phoned the hotel and I said I want to talk to my husband and and he was not picking up that is one I discovered that he was busy sleeping around. He then picked up the phone the following day saying that he was busy drinking while in the pub….

I then confronted him while I was pregnant with Nandi….

Tytan walked out, he then walked out.

He has always been womanizing cheating the only thing is is because we are public figures there is no woman who is going to come out and speak but there are women out there who know the truth. There was Megan in 2007.

You lose your reputation when you are a good wife.

That’s according to British law is as good as revenge p***. If God is hearing me, all those places where he is busy sleeping around I hope that it catches him. imagine how it feels for all this while a person to use this as a weapon against you I feel so broken. Titan was one person who knew everything to do with my life if a person that I could tell about my life today he went on Rumbi show to talk about my life. Nobody, but he is one person that I trusted and I said I can show my whole life for him to then use all that against me. For him to be crowd chasing together with Rumbi just so that they can get video views that is abuse altogether.

No one should be afraid or be concerned even right now isn’t it a lot of people are dying with Corona virus what’s new?

I will say this again how come every professional he has been to to does not believe him including social services have not believed him how come? How come he doesn’t have a visa as we speak how come? I want that man out of my life the only problem is that I have kids with him but I cannot stay in the same country with that man. If I say that I want him to go to Zimbabwe he will take me to court so what do I do? I want to be free of that man. The day is spent time on his social media page posting things about coercive behaviour…

They just want to build a story I am so tired being abused like this. If this is the case then it is better that I die.

The things that he has said about pep how many people have now come up to say that he was lying?

That marriage was never valid. Right now as I’m telling you, he was banned in Australia on the matter to do with Rumbidzai…

In August he did a press release.. the thing he has done with his lawyer is very immoral in so many ways it is very immoral.

To me is the fact that this guy boarded the plane coming here while knowing all this this guy flew from Zimbabwe knowing all this while I was in Zimbabwe I used to go to hospitals with him while ill I used to go to hospitals I went to the hospital in Borrowdale with him…

He was always there even while he was in Zimbabwe this guy is lying and he is trying to destroy my life…

After they finished the program Rumbidzai and Tytan are now being chased by the police…being told that what they are doing is illegal….

All I want to do is to move on with my life as you all know when I returned from Paris I discovered summons hear that my child’s father had reported me to the police I saw a non-molestation order request but the judge refused and said you must sit down and agree between yourselves.

He new about my history from the time he was in Zimbabwe. he knows I am in a very small group called a small progressor you know what a small progressor is?

I will send you another statement to show you how many times I got admitted in hospital it was more than 50 times and at each point I was being admitted in hospital he was standing right beside me he is the one who would drive me to the hospital he’s the one who would be near me but now he is now using all that as a weapon against me.

I am going to reveal everything today it is independence Day for me because no weapon formed up against me will prevail over me.

When you left this place I put a picture of pregnancy test I was 5-weeks pregnant who gave me that pregnancy? …

For him to do a 360-degree turn simply because he is now looking for papers…?

When is started using that as a weapon against me He started being controlling you started phoning even my relatives calling my grandmother he was using that as a weapon. He telling me I am going to do this I am going to do that.

DOES AT THE SAME ALLEGATIONS HE WAS USING AGAINST YOU THAT YOU WERE USING VISA THREAT

Be lies to social workers… There is a child protection conference they wanted to hold they said I can invite people and I asked if I can bring people from the hospital and the people the person at the hospital said that is wrong.

Warriors To Play International Matches Outside Zim?

Following a decision by CAF to bar Zimbabwe from hosting any international games because of the poor state of local stadiums, Zifa has released a statement confirming their next move ahead of a busy month in March.

The senior men’s national team will be in action against Algeria in the 2020 Afcon qualifiers while the U20 girls will play Ethiopia in the World Cup qualifiers.

According to the statement, local football body will appeal against the decision with a hope of bringing the games on home soil as soon as possible.

But at the moment, Zifa is already looking for an alternative venue in the neighbouring countries to host the upcoming matches.

“While ZIFA is engaging CAF with a view to appeal this decision, we have asked stadium authorities to send us commitment letters detailing timelines on work that needs to be done before CAF comes for another inspection. Once we receive such commitment, we will send to CAF,” reads the statement.

“In this moment we urge all stakeholders to work for a common cause for us to quickly right this wrong which takes away our sovereignty. We have been using stadiums which do not meet CAF and FIFA standards for a while now, but we need to put our heads together as a country to ensure that our stadiums are renovated to meet required standards.”

“We unreservedly apologise to all football stakeholders for inconveniences that the decision has brought.

“We are hopeful that everyone who has influence to expedite the process of bringing our teams back home will do their part.

“Meanwhile , we have also started the process of looking for an alternative venue in neighbouring countries to host our upcoming matches.”-Soccer 24

Energy Mutodi Says Adv Thabani Mpofu Has A Shallow Mind Because Of Renewed Challenge Of Mnangagwa’s Election Victory

Energy Mutodi with President Emmerson Mnangagwa

Information Deputy Minister Energy Mutodi has scoffed at MDC leader Nelson Chamisa after the main opposition president’s lawyer, Thabani Mpofu hinted that there is new evidence sourced from Professor Jonathan Moyo’s Book that could be filed before the Constitutional Court to challenge Chief Justice Luke Malaba’s 2018 presidential result ruling.

However, posting on Twitter, Mutodi said it was laughable that a party like MDC wants to rely on Moyo’s book to launch another court challenge against Mnangagwa’s win.

MDC Fires Victoria Falls Mayor

Victoria Falls Mayor welcomes President Emmerson Mnangagwa at the airport on Monday.

THE MDC has expelled Victoria Falls mayor Somvelo Dlamini from the main opposition party and as the resort town’s mayor on charges of breaching party obligations and instructions.

In a letter dated 24 February 2020, party secretary general Chalton Hwende wrote to Dlamini Monday informing him that the party’s highest decision making body in between congresses, the National Council, had resolved to boot him out of the party for disobedience.

Hwende’s letter Dlamini did clearly state the exact breaches the latter made.

“This letter serves to inform you and confirm the termination by the National Council of your membership of the party with immediate effect as per the resolution of the National Council of 23rd November 2018,”Hwende wrote.

“Your expulsion is in terms of Article 5.11(a)of the Movement for Democratic Change Constitution as read with unanimous National Council resolution of 23rd November 2018.

“Consequently, the party is immediately invoking the provisions of section 278 (1)of the Zimbabwe Constitution as read with Section 129 of the same to have you removed from the position of Councillor of the Victoria Falls Municipality,” reads part of the letter.

MDC Local Government Deputy Secretary Clifford Hlatshwayo confirmed the expulsion and said Dlamini was not taking residents’ issues seriously.

“He was also failing to implement party SMART policy document.Councillor Patricia Mwale is the acting mayor. We have written to the Minister of Local Government (July Moyo) and the Zimbabwe Electoral Commission informing them of the latest development,” said Hlatshwayo.

Party President Nelson Chamisa, recently threatened to wield the axe on all corrupt councillors.

Mthuli Ncube To Open Garrison Shops For Soldiers To Be Funded By All Civil Servants

The government of Zimbabwe will soon roll out “garrison or cantonment shops” for serving security sector members as a way of cushioning them from the vagaries of inflation.

In a weekly post-cabinet briefing to journalists in Harare, Finance and Economic Development minister Prof. Mthuli Ncube said the cantonment shops are different from silo or people’s shops which government promised to introduce last year but have not taken off.

Under the scheme, those serving in the security sector will be “issued with a card or credit limit to buy what they want monthly”.

South African Govt Gives SAA Much Needed Bailout But Leaves Taxpayers, DA Fuming

South African Airways (SAA) will receive a much-needed government bailout to the value of R16.4 billion, announced during Finance Minister Tito Mboweni’s 2020 Budget Speech on Wednesday afternoon.

After suffering a series of consecutive disasters at the end of 2019, which culminated in the national carrier being placed under business rescue administration and having major routes chopped from its roster, SAA remains a thorn in the side of government’s ailing fiscus.

While SAA may welcome the National Treasury’s gratuitous bailout, this latest ‘helping hand’ announced by Mboweni has garnered fierce condemnation from the embattled tax payer. In the wake of Mboweni’s Budget Speech, the Democratic Alliance (DA) released a scathing statement on government’s “vanity project”, noting:

“The whole business rescue of SAA was clearly a farce on the part of the ANC in an effort to prevent liquidation and keep control of SAA. Nothing has really changed and SAA will continue to be a massive drain on state revenue.

“It is outrageous that funds desperately needed to stimulate the economy and the creation of jobs is to poured into the SAA vanity project.”

Alf Lees, DA member of the standing committee on public accounts (SCOPA), added that the SAA bailout was “shameful” when compared to the meagre 5% increase allocated to child grants.

A national carrier in distress

The latest government bailout follows dire financial and operational circumstances which saw the national carrier grounded in late November 2019. Adding to the airline’s woes, trade unions embarked on debilitating strike action which resulted in a serious drop in revenue – at a time when SAA could least afford it.

Shortly before being placed under business rescue administration, Public Enterprises Minister Pravin Gordhan afforded SAA a brief reprieve in the form of a R2 bailout. Gordhan, however, denied that the financial help was to be classed as a bailout, instead noting:

“It must be clear that this is not a bailout. This is the provision of financial assistance to facilitate a radical restructure of the airline.”

Since 2010, the government has ploughed approximately R16.5 billion into the embattled airline. This latest bailout matches that total amount.

Govt Gives Pensioners A Long Overdue Cost Of Living Adjustment

THE Government has awarded its pensioners a Cost of Living Adjustment (Cola) that will be backdated to January.

In a statement on Wednesday Public Service Commission Ambassador Jonathan Wutaunashe said the payments will be made from next month.

“The Public Service Commission notifies Government pensioners that procedures relating to Cost of Living Adjustment for all pensioners have been finalised and the adjustment will be effected in March 2020, backdated to January 2020,” he said.

This comes as the National Social Security Authority (NSSA) also doubled the payouts for pensioners from a minimum of $80 to $200 while workers compensation scheme moved from $80 to $200 last year in November.

The increases were backdated to October 2019.

While the payouts were increased, pensioners lamented that they were failing to access cash at the bank which has seen the senior citizens spending at least two nights in a queue trying to access their money.

However, the Insurance and Pensions Commission (IPEC) says pensioners receiving annual pay outs of less than $6000 dollars can salvage their earnings by applying for lump sums.

IPEC said the prevailing hyper inflationary environment posed a threat to the preservation of pension values and it was an option to get a lump sum instead.

Pokello Nare In Trouble With ZACC On Riches Suspected To Have Come From Ignatius Chombo

Pokello Nare

Zimbabwean socialite and businesswoman Pokello Nare is reported to have found herself in Zimbabwe Anti-Corruption Commission (ZACC)’s crosshairs over a property she allegedly acquired in Dubai. The entrepreneur who owns an upmarket boutique at Sam Levy’s Village and keeps her cards close to her chest is alleged to have exploited her proximity to stepfather and former finance minister Ignatius Chombo and benefited from his illicit dealings through online Zimorningpost reports.

The anti-graft body recently revealed that vast amounts of wealth were siphoned outside the country and the entrepreneur’s name has been hauled onto the list of the alleged culprits. An insider at ZACC divulged the details.

‘Yes, Pokello is on the list for a property she bought in Dubai. We have since instituted investigations, and we want to make sure we do not commit an error at law, hence we are being thorough,’ said the source.

This comes a week after ZACC chairperson Justice Loice Matanda Moyo told state media that they discovered US$7 billion in cash and properties stashed outside the country by former and current senior Government officials and captains of industry.

Informally, we have now identified over US$7 billion worth of property and cash all over the world which was siphoned by our former leaders, current leaders, private sector and individuals. So this information we only got informally; so now we have to formalise the process so that we start the processes of repatriating the monies back home.

This also comes after the former big brother Africa contestant sent tongues wagging late last year after buying a Range Rover Luxury SUV, 2019 edition, which is estimated to cost over US$ 100 000. Social media users were left wondering who bankrolled the luxurious car with some alleging that it had been bought for her by her ‘mystery’ lover.

Senior Ministry Of Health Officials Arrested On Abuse Of Office Charges

TWO senior officials in the Ministry of Health and Child Care, Dr Sekesai Zinyowera and Crossman Mayavo, who were attached to the National Microbiology Reference Centre (NMRC), today appeared in court facing criminal abuse of office charges.

Zinyowera was employed as a coordinator while Mayavo was employed as an administrator at NMRC. The Ministry of Health is alleged to have lost US$61 143 paid in allowances to NMRC employees after Zinyoweni and Mayavo made a resolution to apportion 60 percent of user fees to the NMRC while 40 percent was to be shared among employees.

Zinyoweni and Mayavo are said to have made the resolution without approval from the Ministry of Finance and knowledge of the permanent secretary in the Health ministry. The duo are also standing accused of issuing fuel to undeserving employees and paying tuition fees for one of the NMRC staff members at Midlands State University resulting in the ministry losing a total of $95 592.

Zinyoweni and Mayavo were not asked to plead to the charges when they appeared before Harare regional magistrate Hoseah Mujaya who remanded them March 17 for their routine appearance. Zinyoweni was granted $2000 bail while Mayavo is on $1000 bail.

Mrs Tinashe Makiya prosecuted.

“I Have Come To Compliment Lewis Matutu And Godfrey Tsenengamu’s Noise. They Did Not Have The Evidence, But Now I Have It….” Temba Mliswa Addresses The Nation – Watch Video…

Norton Member of Parliament has called upon  Zimbabweans to wage a revolution against white people who have captured the state through its cartel system.

In an address to the nation on Wednesday Mliswa said, “I have come to compliment Lewis Matutu and Godfrey Tsenengamu’s noise. They did not have the evidence, but now I have it….we must start a revolution to reclaim what is ours from the white monopoly.”

Mliswa said white people like Billy Rautenbach had captured the police, the state and July Moyo.

“Police without a court order, with the support unit armed with AKs removed people from their land because they support Billy Rautenbach…July Moyo has told Mnangagwa that Billy Rautenbach has title deeds.” Mliswa said. “Billy Rautenbach has captured police and some government officials. The white man will never be arrested yet ZACC says we must report cases of corruption.”

Mliswa said he is ready to die for the war against white monopoly which includes Innscor.

“I’m ready to die. I don’t care about that. We have comrades who say they went to war but today they are selling out as they work with Billy Rautenbach. Former prosecutor General Ray Goba was captured by Innscor Africa. Who controls food distribution in this country? Who owns National Foods? It’s not black people.

“Innscor Africa, Bakers Inn, Colcom, Irvines, are all a white monopoly. Don’t tell us that blacks are destroying the economy. Now they are into the mining sector. How do we have a situation where Insscor Africa controls the entire food sector? Why is the government allowing that? 40 % of everything that we buy goes to Insscor. Where does that money go? Does it go to a black person? No. It is a white monopoly.”

ZIMSEC Wins High Court Appeal

Zimbabwe Schools Examination Council has won an appeal against a High Court decision blocking it from ordering a re-write for the 2017 Ordinary Level English Paper 2, which had leaked resulting in the widespread cheating by candidates who sat for the examination in that paper.

Though the appeal by Zimsec seemed academic considering the fact that affected students have since moved on, it has a strong bearing in future examinations in the event cheating occurs. The examination body had approached the Supreme Court challenging the judgment by the then High Court Judge Justice Loice Matanda Moyo who presided over the matter along with Justice Priscilla Munangati-Manongwa.

The two judges reversed the Zimsec decision to order a rewrite for the 2017 Ordinary Level English Paper 2 saying it was inconsiderate.

They, however, agreed that the court cannot condone criminality as cheating had indeed taken place and confirmed the decision to nullify the results for the English Language Paper 2.

Two parents, Mr Victor Mukomeka and Mr Chingasiyeni Govhati — representing two minor children who wrote their Ordinary Level examinations in 2017— had challenged the decision by the then Minister of Primary and Secondary Education, Professor Paul Mavima to nullify the results and filed an urgent chamber application.

In its appeal, Zimsec wanted the Supreme Court set aside the decision refusing it to direct a resit of that examination which had been scheduled February 16, 2018.

Justice Bharat Patel allowed the appeal.

“The application to set aside the first respondent’s decision to have the Ordinary Level English Paper 2 examination retaken be and is hereby dismissed,” he said.

The judge found that Zimsec decision to nullify the results and order a rewrite of the examination, were entirely concordant with the provisions of Section 34(1) of the Zimbabwe Schools Examination Council Act.

The Section empowers Zimsec to annul the results of any examination which is flawed by a specified irregularity, while the provisions of the Interpretation Act extends that power to address the consequences and exigencies of any such nullification.

First Lady In High Speed Chase With A ZUPCO Bus

Auxillia Mnangagwa

First Lady Auxilla Mnangangwa on Tuesday threw caution to the wind after she ordered her driver to pursue a speeding Zupco bus at the 370 kilometre peg near Shangani according to Zim Morning Post.

The First Lady went on to confront the speeding Zupco driver in an incident that occurred around 4pm.

In an exclusive interview with Zim Morning Post, Auxillia told of how she had spotted a speeding Zupco bus along the Bulawayo-Shangani Road.

She instructed her driver to flash several times, signalling the bus to stop. The driver ignored, she said.

“I saw a Zupco bus speeding as if it was in a race,” Auxillia told Zim Morning Post.

“I was shocked at the speed at which it was traveling at. I instructed my driver to flash the bus notifying it to stop but to no avail. It continued moving at its despicable speed,” she said.

“I quickly instructed my driver to go in hot pursuit of the bus. My vehicle overtook the bus and we had to flag it down from in front of it. The driver then stopped,” she explained.

The First Lady asked the driver to get out of the bus and explain why he was over-speeding, putting lives at risk.

“I was angry at the driver. I asked him why he was putting passengers’ lives at risk,” she said.

Moyo Hombarume, the driver of the Zupco bus number 596, could not look the First Lady in the eye after he was confronted.

First Lady said she went on to contact the Harare Zupco headquarters to ascertain the qualifications of the named driver.

She said passengers should urge their drivers not to put their lives at risk through over-speeding and reckless driving.

Trouble For Museveni As Stella Nyanzi The Woman He Sent To Jail Is Set Free

Victory smile, Stella Nyanzi

The feminist academic and writer Stella Nyanzi has been released from prison after her 18-month sentence for insulting Uganda’s president was quashed.

Nyanzi collapsed as she left court in Kampala on Thursday, and scuffles broke out between her supporters and prison wardens, who fired live rounds into the air to disperse the crowd.

Nyanzi was found guilty of cyber harassment of the president last year, after writing a poem about the president’s mother’s vagina.

But high court judge Henry Peter Adonyo said Nyanzi’s right to a fair trial was violated because magistrates denied her the right to identify, prepare and call defence witnesses.

“The lower court didn’t have the jurisdiction to hear the case. The appellant should be released immediately,” he said.

The judge also dismissed the state appeal on Nyanzi’s acquittal on charges of offensive communication.

Her supporters packed the courtroom in the capital, Kampala, and cheered at the verdict.

After the ruling, Nyanzi said: “Why was I in court for all these months? Why is the current regime of Uganda oppressing Ugandans who are expressing their constitutional rights? I am the voice for the opposition of Uganda.

“Museveni must go. Yoweri Museveni you are on notice. I give you notice, Museveni. You can do whatever you want. We are ready for you, Museveni. We are tired. Stop oppressing Ugandans,” she said.

“It’s important for us the opposition to find bases of unity that are going to help us in our solidarity against the current regime.”

The journalist turned researcher added: “Why was I in prison because I wrote a poem? Because I expressed my deep disinterests and disgust of the NRM [National Resistance Movement] regime?

“Is it because I told the current illegal president of Uganda that I really want him to go? Museveni is sending so many opposition activists to prisons – for what?” asked Nyanzi, who has been held in Luzira women’s prison.

In 2017, Nyanzi spent 33 days in prison for a Facebook post in which she described Museveni as a “pair of buttocks”, after the president backtracked on a pledge to distribute sanitary towels to schoolgirls.

She previously branded the first lady, who is also education minister, “empty-brained”. She was acquitted of a charge of offensive communication.

“Throughout the trial, she [Nyanzi] has consistently voiced the fight will not be won in courts. Her struggle is for equality and [the] end of dictatorship in Uganda,” said Rosebell Kagumire, a feminist activist.

Mwafrika Mbarikiwa Nana, a human rights defender and friend, said a weekend-long welcome home party was being organised.

“Her release is of course encouraging,” said Nana. “It puts [the] courts of Uganda on trial. As women we are very encouraged that a woman could stand to challenge power, challenge places of power.

“It’s a big win for activists, it’s a big win for women and it’s a big win for Ugandans.”

In a statement, the Clooney Foundation for Justice said it welcomed the release of Nyanzi, who it she had been unfairly imprisoned. “After a blatantly unfair trial that was given a ‘D’ by the TrialWatch experts that monitored and graded the trial, the appeals court in Uganda threw out the conviction partly on the basis that the defence team did not have adequate time to prepare a defence. This finding echoes the TrialWatch Fairness Report, which concluded that the trial court ‘violated Dr. Nyanzi’s right to call and examine witnesses and, correspondingly, her right to adequate time and facilities for the preparation of a defence’.”

Nyanzi, a mother of three who was dismissed from her research job at Makerere University, was last month awarded the Oxfam Novib/PEN International award for freedom of expression.

Warriors To Play Algeria In SA?

With the local football fraternity still shell-shocked and trying to come to terms with the Confederation of African Football (CAF)’s decision to bar local stadiums from hosting international matches citing inadequate standards, it is inevitable that at some point all that has to pass for there to be a solution to this disaster.

With less than a month to go before Zdravko Logarusic’s troops play defending champions Algeria in an Africa Cup of Nations Group H qualifier, which was initially pencilled for Bulawayo before the latest disaster struck Zimbabwean football, it’s clear that ZIFA are already exploring the options for an alternative venue.

Since the statement issued by ZIFA clearly pointed neighboring countries as alternatives, South Africa might a good choice, if not the best.

The rainbow nation is home to millions of Zimbabweans, including 28 players who play for various clubs in the country’s top flight, constituting 25% of the total number of foreign players in the ABSA Premiership.

Usually, the bulk of any Warriors squad at a given time consists of largerly South Africa-based players, a scenario which might benefit the cash-strapped ZIFA because they would cut air tickets costs.

The idea to host the Desert Foxes in South Africa might also be nobble considering that the Warriors will obviously  have support from the fans who stay there and also becaue the ones who stay in Zimbabwe might even travel to ‘Mzansi’ to cheer the team on.-Soccer 24

ZANU PF, STOP PLAYING WITH NAKED FLAMES

By Jeffryson Chitando

Zanu PF must be warned that any interference with opposition leaders’ private affairs will cause unrest in the country and in the region .

Attempts to invade MDC leaders’ homes will trigger unrest never seen in the history of this country.

Attacking MDC leaders’ homes is political suicide.

However if Zanu PF decides to go ahead with its misinformed plan, then the hand writing on the wall is clearly visible : “MENE MENE TEKEL!”

15 Benefits Of Drinking Water Daily

ZACC Revelations Show It’s Corruption, Not Sanctions

Zanu PF Youths Threaten To Invade Biti Home …
