Subsidised Mealie Meal Flooding Black Market? Govt Sets Up Monitors To Track Movement Of The Mealie Meal.

State Media|THE Government, working with other agencies has unleashed monitors to track the movement and selling of subsided mealie-meal as concerns grow over the continued channelling of the commodity to the black market.

It has also emerged that some retail shops, after receiving subsided mealie meal, will instead of selling it to the public, use it to cook isitshwala/sadza and sell to customers at their “restaurant” sections.

Sunday News discovered that some of the shops also work with informal traders who get first preference and “loot” the commodity and sell it on the streets and makeshift shops for cash.

The Government announced a mealie-meal subsidy to cushion the general public, resulting in retailers being compelled to sell a 10 kilogramme bag at $50.

However, despite constant supply, the subsidised mealie-meal is rarely found in most shops but is readily available on the black market where it is sold for between $70 and $75 in cash only.  In Bulawayo, the mealie-meal is readily availed at the vegetable market area in the city centre.

The development has seen long queues in major retail shops in the city centre on occasions when the subsidised mealie-meal is sold.

Both the Ministry of Industry and Commerce and the Confederation of Zimbabwe Retailers confirmed yesterday that they were on the ground and shops found on the wrong side of the law will be blacklisted.

“The Ministry of Industry and Commerce is also working closely with the Confederation of Retailers Association of Zimbabwe and the president, Mr (Denford) Mutashu has assured that in order to protect the consumer they are monitoring the retail shops to ensure that mealie-meal is not only available but is also sold at the subsidised price of $50 per 10kg and is distributed to all Zimbabweans fairly,” Industry and Commerce Minister Dr Sekai Nzenza said in a statement released to Sunday News. CZR president Mr Mutashu said the association was visiting some of its members to see how they were selling the commodity.

“We are working together with the ministry to monitor the movement of mealie-meal, roller meal to be specific from the time it leaves the miller up to the time the retailer receives it. So, we are working on a joint programme where we also engage grain millers.

“Also, on our part basically what we will be doing we will also visit some millers to check on accountability and also visit some of the retailers and wholesalers to check on transparency, on how they are selling the mealie meal to the public.

“We will also come up with a monitoring system by designing a form that the miller will enter the quantities that they have dispatched. They will indicate the store that the mealie-meal will be delivered to and the store will also fill-up (a form) to confirm receipt of same quantities, just to make sure we remove the blame game (between the two parties) that has been going on before. We will know if there is side marketing of the product in a locality. We can easily identify that it is either the retailer, wholesaler, trader or it is the miller who has diverted the product but so far we are basing our trust in ensuring that we are all in for the people to benefit out of our actions and ensure fair distribution of the product across the country,” he said.

Mr Mutashu said it has come to their attention that management at a number of shops were deliberately diverting the mealie-meal to the black market without shop owners’ consent.

“We have also identified that in some areas there were some malpractices that do not involve the owner of the store but involved managers who divert the product without the knowledge of the owner. For most of the formal big chain stores it is very easy to check because they have in their system a list of bags that they would have sold in their till just like the system that Zimra (Zimbabwe Revenue Authority) has implemented in collecting revenue through the fiscalisation device.

“So the store system can be used to pick the number of bags, which could have gone through every till and from that end we can easily go to a retailer, request a stock sheet that highlights the number of bags received and sold and you can also be able to pick where the manager or store has sold more than the  expected quantity to an individual trader or individual customer, so these are some of the issues that we have discussed and agreed with the Minister, Dr Nzenza,” he said.

Mr Mutashu said any retailer and miller found liable to any malpractice would be black-listed from receiving supplies.

“We have also agreed with the millers that a retailer who will be found wanting will not receive the commodity. The retailer will be black-listed while the millers have also confirmed to us that if a miller has been found side marketing the product, that miller will also be black-listed and will not receive the grain. These are some of the areas that we feel if we work together as a country, we can be able to ensure that mealie-meal as a subsidised product and key to food security gets to the people of Zimbabwe,” he said.

Zimbabwe’s annual maize consumption stands at 1,8 million tonnes and by October this year, the country needed 800 000 tonnes to cover a gap in maize supplies until the next harvest.  In September last year the country took delivery of the first batch of the 17 000 tonnes of the 100 000 tonnes of maize imported from Tanzania that Government paid for as part of its efforts to alleviate food shortages brought about by the drought.

However, there has been a critical shortage of mealie-meal in the country with Government attributing it to failure by some companies to deliver, leading to panic buying and hoarding.

“However, this has since been resolved as Government is augmenting local production with maize grain imports. As of yesterday, the Ministry verified with GMB (Grain Marketing Board) that maize grain is available. The import deliveries have been coming on a daily basis and are expected to alleviate the mealie-meal shortage,” said Dr Nzenza.

Independent consumer rights organisation, National Consumer Rights Association (Nacora) advocacy advisor, Mr Effie Ncube said reports of hoarding and over pricing of mealie-meal by some unscrupulous businesses was tantamount to unethical business conduct, urging the Government to institute an investigation and bring the perpetrators to book.

Marry Says Chiwenga Uses Army To Fight His Personal Battles

Acting President Constantino Chiwenga’s estranged wife Marry has thrown another salvo at her husband, claiming the retired military commander is a dangerous character who uses the army to deal with perceived personal enemies.

In court papers filed on Thursday opposing Chiwenga’s application for custody of their minor children, Marry said the acting president had also exposed his shortcomings as a leader of a family, let alone a country.

In her response to Chiwenga’s application which is before the High Court seeking custody of their minor children, Marry said she could not be a danger to their children as was being alleged by her husband.

“I only communicated with the security personnel and when I was advised that I was not welcome at my own home, I did not take the law into my hands as he did by deploying

his agents with unlawful instructions at the gate,” Marry said.

“If there is anyone who is dangerous, it is Chiwenga. He has proven that he can suborn the army when it suits him and he can use them (soldiers) to deal with perceived opponents.”

Marry said she was shocked to read reports that she was exposing the children to black magic yet it was Chiwenga who was known for using black magic.

She said the black magic issue was even mentioned in his previous divorce proceedings with Jocelyne Chiwenga.

“I deny the allegations that I exposed my children to black magic as alleged. I was shocked when I read those allegations. I deny knowledge of such items and that I exposed my children to any of these items. It is the respondent (Chiwenga) who is on record as having been accused of using black magic in his previous divorce proceedings,” Marry said.

She said Chiwenga could not say she was unable to take care of the children because of ill health, saying the VP was focusing on the speck in her eye while ignoring the log in his.

“He is the one who has globetrotted in search of medical attention and has been to India, South Africa and China. Even after his return from China, he still has a personal doctor and a nurse to take care of him on a daily basis and has the audacity to argue that because of my health, I am not a good parent,” Marry said.

She said despite her suffering from the injuries inflicted by a bombing at White City Stadium in Bulawayo in 2018, she had been taking care of her children while Chiwenga was bedridden.

“It was convenient for me to be with the children when Chiwenga was in hospital for more than 123 days, but it’s now inconvenient because he has fallen out of love with me,” Marry said.

“This type of thinking is intended to take the law back to a period when women had no rights. Chiwenga must be reminded that he does not get custody of the children because he has soldiers to suborn, but can get them through the courts; as it stands, he must return the children to me.”

She said Chiwenga has a tendency of deserting the matrimonial home as seen by what he did when he returned from China for medical attention.

Marry said Chiwenga could not chase her from their matrimonial home but must stay where he was residing when he came back from China.

“I deny that I was barred from visiting him in China. I did go to China to see him, but the fact that my children needed me most and the fact that he accepted that position made him agree that I should be with my children in Zimbabwe,” she said.

Marry said the issue in the present proceedings was not about ownership of the vehicles she was seeking to use.

She said Chiwenga went to great lengths trying to explain how these vehicles were acquired including confessing unsavoury facts about his relationship with businessman Kuda Tagwireyi.

Marry said the averments did not take him anywhere because the application was not about the ownership.

“When Chiwenga came back from China, he chose to stay away from the minor children and only to claim his love for them when I got arrested,” she said.

“Had he considered their interests, he would have come straight to the matrimonial home to be with them no matter what differences he had with me. His children had to find out about his presence in Zimbabwe via public television and this says a lot about his new-found commitment to them.”

Marry said it was embarrassing for someone who held himself to be acting president of Zimbabwe to bring up such allegations against a woman who had been his wife and mother of his children in a country that tried to be the champion of gender equality and to respect the rights of women and children.

The couple has, however, since agreed to resolve their differences outside the courtroom, an agreement reached through their lawyers on Friday.

This was not before the two had thrown mud at each other over the past week, exposing in graphic detail the inside of their troubled marriage with allegations of drug abuse, witchcraft, illegally acquired wealth and other dirty stuff being laid bare in damning affidavits deposited at the High Court where the divorce proceedings were set to be heard.

This follows Emmerson Mnangagwa’s instruction (video) to his party on the 14th December 2019 when he said members must ensure another military crackdown similar to the January 2019 one is conducted in total secrecy so that the international community does not discover it.

The latest of these is seen in the below posts by Mnangagwa’s ZANU PF party. Just before the police in Harare had raided the MDC offices on Friday in search of machetes, ZANU PF swiftly announced on their Twitter account saying of a South Africa based Border Gezi trainee,

“this is Kumbirai Kanda and he is supplying the machetes to Zim… They will be used in the incoming Demos.
The aim is to attack people with machetes & blame it on ZANU PF.

ZANU PF also retweeted an allegation saying that the man is MDC leader Nelson Chamisa’s security staff member. In an interview with ZimEye on Friday night, however Mr Kumbirai Kanda revealed he has never at any time been Chamisa’s security and he hasn’t been in Zimbabwe since 2015. He said he is not at all from Buhera as alleged in another of the tweets below.

ANOTHER ROUND OF LIVE AMMUNITION AGAINST CIVILIANS.

Speaking at his party’s Goromonzi conference on the 14th December 2019, Mnangagwa revealed he will perform another military crackdown but this time involving a method the United Nations would never discover.

In January 2019, the UN in Geneva implicated him for killing 17 people during that month and 6 others on 1 August 2018. In a full statement, the UN said it was without question that the crackdown was a state operation.

This time Mnangagwa said his operation must nip all evidence in the budd. He said he is concerned about propaganda rather than human life losses. He clearly threatened to use the state apparatus to ensure secrecy when he carries out another crackdown. Last January when soldiers protested against the fuel price rise, (even criticised by pro ZANU countries such as Russia), his security minister switched off the internet for 3 days during which period 17 people were shot dead and several women raped. This time speaking at Goromonzi, Mnangagwa described the January 2019 protests where 17 people were killed by state agents as “nonsensical”.

“The January nonsense and periodic mischievous activities by the opposition elements such as those we witnessed this year must be nipped in the bud,” he said. “Never again shall we allow the loss of precious lives of our countrymen to feed the agenda of a notorious few, ” he added.

He appeared to repeat exactly what he told a French journalist earlier in the year, while blaming the MDC party for the mass murders which he did and while denying saying no one was killed.

Mnangagwa Remembers To Revamp Makokoba Flats

State Media|A MASSIVE $24 billion has been set aside by Government towards implementation of nine national infrastructure projects this year, in a move meant to stimulate development in line with President Mnangagwa’s vision for 2020.

According to the 2020 Infrastructure Investment Programme, being spearheaded by the Ministry of Finance and Economic Development, the energy sector gets a huge chunk of the funding, with nearly $9 billion going towards power generation and related projects.

The transport sector will get $4,4 billion, housing ($2,6 billion) water and sanitation ($2,5 billion), health ($2 billion), education ($1,8 billion), ICTs ($1,2 billion), agriculture ($900 million), while other emerging ventures are set to get $95 million.

The projects identified include those contained in the Transitional Stabilisation Programme and discussed during the Parliament pre-budget seminar held in Victoria Falls towards at the end of last year. According to the plan, “The 2020 overall capital development outlay amounts to $24,7 billion, with funding being mobilised through the following — fiscal resources (basically taxes) $12,1 billion; loan funding $8,8 billion; development partners support (foreign aid) $2 billion; statutory funds $723 million and public entities’ own resources $1,1 billion.

“The 2020 priority list identifies the most important infrastructure investments for the country, drawing from projects identified under the Transitional Stabilisation Programme (TSP) as well as those that address emerging issues.

“Through engagements and submissions from stakeholders, projects were identified, selected and prioritised for inclusion in the 2020 infrastructure investment programme taking into account on-going projects, with existing contractual obligations, new or ‘shovel-ready’ projects with completed designs and other planning processes ready for implementation.”

The work plan shows that the projects must be completed this year. Further, the ventures have been identified as economic enablers, with potential to unlock significant private sector investments. Under the transport sector, the road development programme which commenced in 2018, will be prioritised with major focus on the Harare-Beitbridge-Chirundu road, recapitalisation of the National Railways of Zimbabwe (NRZ), ongoing upgrading works at the R.G Mugabe and J M Nkomo International Airports, as well as the urban mass transport system.

The water and sanitation sector is also receiving a major boost, with Government set to prioritise water provision in urban areas by availing $311 million to local authorities. Government will channel $2 billion for housing development to boost the ongoing programme that seeks to address the country’s housing backlog estimated to be around 3 million.

“Among major projects set to be undertaken by Government this year there are preliminary works of the new city in Mt Hampden, Mbare and Makokoba flats regeneration as well as Harare South regularisation,” reads part of the plan.

“Under the health sector, Government is targeting to upgrade 20 district and seven provincial hospitals and expand delivery of specialist tertiary care to Gweru, Mutare and Masvingo provincial hospitals.”

The plan states that the country will take delivery of 100 fully equipped ambulances and utility vehicles that were procured last year. In terms of agriculture, the irrigation rehabilitation programme will move a gear up with Government reviewing the national farm irrigation revolving fund as well as promoting use of renewable energy in irrigation development to ensure efficient running of the schemes.

Economic analyst, Dr Gift Magano said the projects will spur economic recovery.

“Infrastructure are key enablers for economic growth and by focusing on infrastructure, Government is stimulating economic growth. The road project, for example, is commendable as it has the potential to bring in investment as well as foreign currency given the country’s geographical location. The irrigation project is also another commendable project as it seeks to mitigate the effects of climate change. Given that Zimbabwe is an agro-based economy, the irrigation project can boost the economy.”

China On Cloud Nine After Capturing Zimbabwe Into Its Funding Project That Gives Them Freedom Of The Country.

The Chinese government has added Zimbabwe into its list of captured countries under its Belt and Road Initiative and can not hide its excitement.

Zimbabwe has given the Chinese all the reasons to smile after handing over critical government infrastructure projects to the Asian country.

The new projects are the long-waited construction of Kunzvi Dam, Harare-Chirundu highway, refurbishment of Sable Chemicals fertiliser plant, rehabilitation of Harare’s water system, a power transmission arrangement and export of citrus to China

China is expected to provide concessionary loans for Kunzvi Dam, the Harare-Chirundu Highway and the Sable Chemicals fertiliser plant.

On the citrus exports, the Asian giant will facilitate the access of markets and removal of impediments to trade while financial facilities will be provided for Harare’s Morton Jaffray.

Under the power transmission deal, an arrangement has been made to ensure adequate supply of electricity to the New Parliament Building in Mt Hampden to guarantee smooth development of the new city.

Funding for all the projects will be provided under the scope of Chinese signature foreign policy programme, the Belt and Road Initiative (BRI), as well as the Forum for China Africa Cooperation (FOCAC).

In an interview with The Sunday Mail, China’s chief envoy to Zimbabwe, Ambassador Guo Shaochun, said following high-level talks that Minister Wang held with President Emmerson Mnangagwa, Acting President General Constantino Chiwenga and Foreign Affairs and International Trade Minister Dr Sibusiso Moyo, Harare and Beijing agreed to set up teams from both countries to immediately start working on the projects.

“For the six new projects, the two sides will further discuss on implementation. Practical cooperation is a major part of relations. China will always do its best to support Zimbabwe. The win-win principle is what guides cooperation between China and Zimbabwe.

“We are going to further discuss on the new projects and conduct more research on the sustainability and feasibility of the projects.

“Also, we need to arrange how we are going to finance the loans. It’s a process and we have to handle it in a very responsible, but active way. I am confident that the two will come up with firm strategies for these new projects.”

Ambassador Guo said in addition to the new ventures, the two countries had also knuckled down on challenges affecting existing projects such as the Hwange Thermal Power Station Units 7 and 8 construction and refurbishment of Robert Gabriel Mugabe International Airport, among other deals.

He said China made a commitment to continue funding the projects and ensure completion according to set timeframes.

“The major projects that are being implemented are advancing well and China promised to complete the projects on time and with high quality. Even if we have some challenges we agreed that we should be able to work together,” said Ambassador Guo.

He said China had a “special interest” with Zimbabwe, while adding that the visit was “successful”.

“The two sides exchanged views on the interests we are concerned with. The purpose is to push forward the political relations and practical cooperation and increase people-to- people exchanges,” he said.

“I can say the visit was very successful. China and Zimbabwe enjoy a time-honoured friendship. In 2020 we will work together to achieve more in our cooperation and achieve more outcomes for our two countries and our peoples.”

“We are very pleased that Zimbabwe is one of the first stops of the visit,” said Ambassador Gou after Minister Wang also toured four other African countries in line with China’s tradition of making Africa its first diplomatic destination of the year.

Speaking after talks with Dr Moyo last week, Minister Wang said Zimbabwe had become an important partner for China under the BRI.

He said this year’s 40th anniversary celebrations, for the establishment of diplomatic relations, engenders the two countries to heighten all forms of cooperation.

“Over the past 40 years, the two countries have always understood each other, respected each other, supported each other and trusted each other, becoming an example of China-Africa cooperation and South-South cooperation,” he said during the visit.

“China is pleased to see that China and Zimbabwe relations have been upgraded to comprehensive strategic cooperative partnership, and Zimbabwe has become an important partner of co-building the “Belt and Road Initiative”.

China promoting Africa industrialisation

In his remarks at the end of the visit, Minister Wang said China was sincere in its partnership with Africa.

“In terms of infrastructure, China has built more than 6 000 kilometres of railways and roads respectively in Africa, as well as nearly 20 ports and more than 80 large power plants,” he said.

Minister Wang said trade between China and Africa stood at over US$200 billion in 2019, while noting that the Sino-Africa partnership has also motivated other parts of the world to shore up their investments on the continent.

Zimbabwe Latest Country To Be Captured Into The Controversial Chinese “Belt And Road Initiative”

Own Correspondent|Zimbabwe has finally been dragged into accepting the highly criticised Chinese funding model of poor countries known as the Belt And Road Initiative.

The Belt and Road Initiative (BRI), an enormous international investment project was touted by Chinese President Xi Jinping, in late 2013 to establish Chinese soft power around the world.

Beijing has poured nearly $700 billion worth of Chinese money into more than sixty countries much of it in the form of large-scale infrastructure projects and loans to governments that would otherwise struggle to pay for them.

The idea is to draw these countries closer to Beijing while boosting Chinese soft power abroad.

Today, however, China faces a backlash to BRI at home and abroad.

Many Chinese complain of the initiative’s wasteful spending. Internationally, some of the backlash is geopolitical, as countries grow wary of Beijing’s growing influence. But much of it is simply political.

Unlike Western lenders, China does not require its partners to meet stringent conditions related to corruption, human rights, or financial sustainability. This no-strings approach to investment has fueled corruption while allowing governments to burden their countries with unpayable debts. And citizens of many BRI countries have reacted with anger toward China—an anger that is now making itself felt in elections.

Far from expanding Chinese soft power, the BRI appears to be achieving the opposite.

“The overall purpose of the Belt and Road initiative is to generate legitimacy for the Chinese leadership and the Chinese Communist Party more broadly,” said Thomas Eder, a research associate at the Mercator Institute for Chinese Studies.

“Such prestige is bolstered by every government signing a BRI memorandum of understanding and every head of government attending a grand BRI summit in Beijing. These countries allow Xi Jinping to then tell Chinese citizens that the entire world is endorsing his policies and that he is the one to have put China firmly back at the centre of the global stage,” Eder said.

Police Out In Full Force In Hunt For Machete Thugs

State Media|Police have deployed one of their largest ever forces in recent history to different parts of the country as they intensify a crackdown on machete -wielding gangs that have been terrorising small-scale miners and ordinary citizens.

Units from all police departments including the Criminal Investigations Department (CID), Police Support Unit, and plainclothes officers are on the ground in the massive operation that law enforcement commandos have described as “unprecedented”.

The machete gangs started playing out during battles for spoils by illegal gold miners, but the vice has now extended to other violent crimes such as armed robbery.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday said the number of suspects arrested in the past few weeks was now 1 605 with more arrests expected in the coming days.

The latest arrests saw 68 illegal miners nabbed at Jumbo Mine in Mazowe, while one individual was arrested in Shamva.

Officers are also methodically conducting investigations to ensure that the cases presented to prosecutors are solid.

The thorough nature of the investigations have already seen some of the suspects receiving instant justice in the form of prison sentences.

Asst Comm Nyathi said police were stepping up the fight against the machete gangs.

“This is a massive operation and one of the largest operations we have ever had. All relevant police units have been activated, which means that they are on the ground, working together and this is something that does not happen very often.

“This is a countrywide operation, with the main focus on gold mining areas as well as areas where the machete gangs have been operating.

“We want law and order to prevail and bring to book all these criminals.”

Asst Comm Nyathi said the operation would ensure that there are no sacred cows, in the wake of allegations that some prominent figures were behind the violent gangs.

“The Minister of Home Affairs and Cultural Heritage has held meetings

with our Commissioner-General and the direction that they have set for us is clear.

“There are not going to be any sacred cows. We are carrying out this operation without fear or favour.”

With regards to reports that police officers have been conniving with the machete gangs, Asst Comm Nyathi said: “We are aware of these allegations.

“To date, some disciplinary measures, which I am not at liberty to disclose, are going on against some of the accused.

“Those who abuse police powers will certainly be brought to book.

“As an example, our commanders were in Bindura last week and comprehensively addressed this issue.”

Mines and Mining Development Deputy Minister Polite Kambamura said his ministry was in support of the arrests as illegal miners were disrupting genuine small-scale miners.

“The people worst affected by these violent gangs are registered small-scale miners,” he said.

“Small-scale miners produce the bulk of gold delivered to Fidelity Printers.

“However, these violent gangs were creating a problem, because we cannot account for some of the gold that they get.

“There was a need to bring sanity to the sector so that the genuine miners continue working with us and we also support them through finance and equipment.”

Deputy Minister Kambamura said the violence in the gold sector was a threat to the Government’s target of earning US$12 billion from the mining sector by 2023.

“These violent acts pose a threat to our vision. In 2019 we recorded a drop in gold deliveries and this can be linked to the violent gangs. We suspect that some of them are involved in the smuggling of gold out of the country,” he added.

On Friday, mining stakeholders including officials from the Ministry of Mines and Mining Development, police, mining associations and the civil society converged at a workshop convened by the Zimbabwe Environmental Law Association (ZELA) in Harare and made a number of resolutions to address the menace posed by the machete gangs.

According to a document released after the meeting, the stakeholders resolved that: “The police need to be equipped with the appropriate weaponry to be able to stand against these hooligans.”

The stakeholders also proposed inclusion of other arms of the law because of the urgency of the matter.

The document further states: “Whistleblowing should be encouraged, likewise genuine protection is needed should identity be exposed.”

A snap survey conducted in Harare showed that the police operation also included traffic police who were target ing vehicles suspected to be used in committing armed crimes.

The police are mostly patrolling in areas that have been identified as high-risk areas, including bus terminuses and school sites.

Own Correspondent|The World Health Organization (WHO) says hundreds of thousands of people are killed by fake medicine every year in Africa.

The medical trade in West Africa alone is worth $200bn, with the counterfeit drugs coming from China, India and Nigeria.

Now, West African leaders are meeting in Lome to sign an agreement aiming to crack down on the trade.

Congo, Niger, Senegal, Togo, Uganda, Ghana and The Gambia will discuss measures to clamp down on trafficking in fake medicines, says the Brazzaville Foundation.

But how big a problem is counterfeit medicine in Africa, and what impact does it have?

How many counterfeit drugs are there?

Globally, the trade in counterfeit pharmaceuticals is worth up to $200bn (£150bn) annually, with Africa among the regions most affected, according to industry estimates.

The World Health Organization (WHO) says 42% of all fake medicines reported to them between 2013 and 2017 were from Africa .

The European region and the Americas (North and South) accounted for 21% each.

But how reliable are these figures?

The WHO has a reporting mechanism that relies on national or regional regulatory authorities around the world to notify it of seizures. So the data for 2013-17 is only as good as the surveillance and reporting systems in the countries or regions concerned.

Analysis by the London School of Hygiene and Tropical Medicine for the WHO estimates substandard and fake anti-malarial drugs could be causing 116,000 extra deaths from the disease every year in sub-Saharan Africa at a cost to patients and health systems of on average $38.5m a year.

And in 2015, a study published in the American Society of Tropical Medicine and Hygiene estimated more than 122,000 children under the age of five died each year because of sub-standard anti-malarial drugs in sub-Saharan Africa .

Although these results are only estimates, the scientists say they suggest poor quality drugs are important contributors to under-five mortality rates.

Why is it hard to fight fake medicines?

Fake medicine can often be indistinguishable from the real products, with the packaging as good if not better than the original.

And weak or inconsistent legal frameworks and the lack of regulations to address sales, often carried out online or in informal locations, add to the problem, the UN says.

There’s also an issue with the cost of drugs in poorer countries.

“If a good quality medicine from a known supplier is too expensive, people may try a cheaper one from an unlicensed supplier,” the WHO says.

Police Boss Suspended Indefinitely

GWERU Officer-in-Charge Criminal Investigation Department (CID), Detective Inspector Leonard Gwandu who was recently arrested on allegations of criminal abuse of office after he reportedly released a vehicle suspected to have been stolen from South Africa without following due process has been suspended indefinitely.

Insp Gwandu, who first appeared before Gweru magistrate Tavengwa Sangster facing criminal abuse of duty charges as a public officer will be back in court tomorrow. He is on $1000 bail.

The State alleged that Gwandu released a Toyota Hilux Raider to businessman Mr Shepherd Tundiya without following due process.

The court heard that Mr Tundiya was arrested in October after having been suspected of driving a stolen vehicle which did not have registration numbers.

The vehicle was taken to CID Gweru where the accused is the Officer-in-Charge. It is alleged that the accused and other junior police officers checked the vehicle in the Interpol database which is installed in his office.

The database showed that the vehicle might have been stolen from Mr Thomas Blom in South Africa.

Mr Tundiya was subsequently charged with theft of motor vehicle. However, Mr Tundiya was acquitted on 13 December but was not given an order as to the disposal of the vehicle.

It was heard that the police had not initially handed over the vehicle documents and information to the Clerk of Court to enable the court to issue the order of disposition.

On 14 December, the court heard, the accused person released the vehicle which the South African Police Service were coming to identify.

Mr Tundiya has told the court that he bought the vehicle from a car dealer Mr Patrick Mutodi in Harare. He said he was also a victim in the event that the car was stolen.

Esigodini Businessman Loses ZWL$80 000, USD$3 500 to AK47 Wielding Robbers

A week after a gun totting gang besieged five homesteads in Fort Rixon area in Insiza District, Matabeleland South and got away with money and cellphones, a 10-man gang, also brandishing an AK-47 rifle and more than two pistols reportedly invaded the home of a businessman in Esigodini and stole $80 000, US$3 500, R15 000 and airtime worth $10 000.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the incident which occurred in Emawabeni on Friday at around 11pm and said investigations were underway. 

He said the businessman received a call from his wife alerting him that there were suspicious people armed with guns close to the home. The businessman then drove out of his home to check and that is when the robbers took the opportunity to invade his home.

“I can confirm that we recorded an armed robbery case which occurred in Esigodini where a gang of 10 men armed with an AK-47 rifle and pistols robbed a man and his wife and got away with US$3 500, $80 000, R15 000 and airtime worth $10 000. 

“The man got a call from his wife who was on her way home from Musina (South Africa) telling him that there was a suspicious group of men standing near their home. She informed him that the gang was armed with guns. He left his home in a car to check but failed to locate anyone,” he said.

Asst Comm Nyathi said when the man got back into the house, he was intercepted at the gate by three of the gang members who were armed with an AK-47 rifle and two pistols while seven others who were also armed with an unknown number of pistols were inside the house holding his wife hostage. 

He said the three robbers ordered the man to come out of the car but he refused. Asst Comm Nyathi said the gang fired shots towards the man who fled from the scene in his car. The gang remained behind and assaulted his wife demanding cash.

She gave them money and airtime before they fled the scene. 

He appealed to members of the public with information that could lead to the arrest of the suspects to contact the police.

“Investigations are underway and we appeal to members of the public with information that could lead to the arrest of the suspects to contact the police. We also encourage people to take the issue of security seriously especially if they have businesses or handle large sums of money. People should keep at home the money they want to use for a particular transaction to avoid such losses,” he said.

Last week, in movie style, a gun totting gang kidnapped a woman who was relieving herself in the bush before force-marching her to homesteads in Fort Rixon where they stole money amounting to $2 000, US$300, P10 and four cellphones.

The gang held hostage five families before robbing them of their money.

Drunk Man Crushed By Haulage Truck In Masvingo

A drunk Masvingo man who was sleeping by the roadside died on the spot when he allegedly woke up and staggered onto an oncoming haulage truck near Renco Mine turn-off at Chisase Business Centre, police confirmed.

Christopher Magiga (36) of Chief Nyajena area who sources said was drunk and staggering allegedly ran into an oncoming Freight liner truck. He was hit and died on the spot.  Masvingo police spokesperson Chief Inspector Charity Mazula said the incident occurred at the 21km peg along Ngundu-Tanganda Road in Chivi on Tuesday last week at about 10am.

She said the body of the deceased was taken to Neshuro District Hospital mortuary for post-mortem.

“There is a man suspected to be drunk who allegedly ran into the road and was hit by a haulage truck leading to his death on the spot,” said Chief Insp Mazula.

She said on the day in question Magiga who had been allegedly drinking beer since morning at Chisase Business Centre went across the road and in a drunken stupor, allegedly slept one metre away from the road. She said Magiga woke up after some time and  sped off into the road and was hit by the haulage truck. Other patrons, she said, rushed to the scene intending to take him to the hospital but they found him already dead.

Chief Insp Mazula advised people to drink beer with a bit of restraint as alcohol can impair one’s judgment if taken excessively. 

Meanwhile, she has advised people of Masvingo to report anyone found with weapons attacking residents amid high cases of machete attacks in the country.

Horror As 14 Perish In Bus, Lorry Collision

FOURTEEN people died on the spot when a General Bande bus collided, head-on, with a haulage truck near Shamu village along Harare-Mutare highway yesterday afternoon.

National police spokesperson, Assistant Commissioner Paul Nyathi last night confirmed the accident.

“Fourteen people died on the spot while 40 others sustained various injuries after an accident at the 218km peg along Harare-Mutare road. ” he said.

Assistant Commissioner Nyathi said preliminary investigations indicate that the bus driver was speeding and the accident occurred as he was overtaking another vehicle. – State media

Struggling Telecel Seeks Tariffs Review

ZIMBABWE’s third largest mobile telephone operator Telecel Zimbabwe has conceded that it is facing challenges and has been failing to meet some of its obligations due to inadequate funding.

In a statement, released by acting public relations and corporate social responsibility manager Mr Simeon Mutize, Telecel acknowledged that it has been under-performing due to a host of challenges. Mr Mutize, however, dismissed that the company was on the verge of collapse.

“Telecel Zimbabwe (Pvt) Ltd would like to assure all its stakeholders and customers, that while the company is facing some challenges, the company is not at the brink of collapse and continues to offer quality service to its customers.

“Like all other local organisations, Telecel Zimbabwe’s operations have been affected by a host of factors, both macro and micro-economic, but attributed mainly to limited funding for the company over a long period of time, in the face of challenging economic conditions in Zimbabwe.

“Specifically, rapid depreciation of the local currency and the levels of tariffs increases approved, which continue to lag behind inflation, have affected the ability to meet the foreign currency denominated obligations, especially spares for equipment and service level agreements and support.

This limited vendor support has resulted in some network disruptions during the festive season, which have since been rectified.
In order to mitigate these challenges, the company has been on a very aggressive import substitution and local skills transfer,” he said.

Mr Mutize said Telecel and other industry stakeholders continue to engage all the relevant authorities to ensure that the tariffs are adjusted in line with the cost movement of other basic operational costs.

“The company’s main switching centres are in the industrial area and have been subjected to prolonged power outages which have resulted in the company’s technology operating costs ballooning due to the use of alternative power, particularly diesel, and has in turn affected base station availability in other parts of the country.

The company is in advanced discussions with the power authorities and Government officials in the Ministry of Energy (and Power Development) to ensure a dedicated power line to the switching centres and in addition the company is investing in alternative power solutions such Tesla solar batteries for its base stations,” he said.

“The Telecel Board and shareholders are aware of the ongoing challenges.

Plans are underway to address the issue of recapitalisation and in this regard, a five-year strategic plan has already been formulated and adopted.

The finalisation of all outstanding financial statements is on course and this will open avenues for new funding from financial institutions.”-State media

THE Chikafa family from Mabharani Village, Gokwe South, wants the court to pardon its relative, Alastar Chikafa (26), for allegedly killing his father and brother late last year.

This is against the wishes of members of the community that are calling for a stiffer prison sentence for the offender. The Chikafas are visibly hurt and disturbed by the incident, but blame it on evil spirits.

They have since forgiven the young man and are planning to conduct rituals supposedly to set free Alastar from the vice.
“It was the work of the devil, he could never do such a thing in his normal senses,” the family unanimously say.

However, several months into the mission, the young lad is said to have failed to achieve his goals.

He then returned with a transformed character that many could not understand.

On December 9, 2019, Chikafa developed unexplained rage that later resulted in him axing his father Mathias (65) on the back of his head several times.

Sunday Mail Celebrates Saying Zimbabwe Edging Towards Joining Commonwealth

By A Correspondent| The state owned weekly, has published an article celebrating what it claims is an edging closer of Zimbabwe to readmission into the Commonwealth.

To be admitted into the Commonwealth, a country needs to fulfil the bloc’s founding principles and values.

The Commonwealth is strict on core values and principles: the promotion of democracy, human rights, good governance, the rule of law, individual liberty, egalitarianism, free trade, multilateralism and world peace, emerged in independence movements and the struggles for self-government.

The core values and principles are:
  • Democracy.
  • Human rights.
  • International peace and security.
  • Tolerance, respect and understanding.
  • Freedom of Expression.
  • Separation of Powers.
  • Rule of Law.
  • Good Governance.

On all these factors, Zimbabwe under ZANU PF scores a zero on each.

Furthermore, the country is also at stage one of applying.

Zimbabwe is inching closer to readmission into the Commonwealth ahead of the grouping’s biennial meeting slated for Kigali, Rwanda, in June.

The Sunday Mail has gathered that Commonwealth Secretary-General Mrs Patricia Scotland will soon share with all 53 member states of the group an assessment report on Zimbabwe’s eligibility to rejoin following two high- level visits to the Southern African country.

The Commonwealth also observed the 2018 harmonised elections as part of the evaluation.
This follows the pledge made by Mrs Scotland to “accelerate” Zimbabwe’s readmission when she met President Mnangagwa in New York, United States, on the sidelines of the 74th United Nations General Assembly last year.

It is understood that following the assessment mission, a report will be produced before the findings are shared with the group’s 53 member states.

The secretary-general will then consult all member states before Zimbabwe’s fate is decided by a majority consensus at the next Commonwealth Heads of State and Government Meeting (CHOGM).

In emailed responses to an inquiry by The Sunday Mail, Commonwealth spokesperson Mr Snober Abbasi said: “Zimbabwe’s expression of interest to rejoin the Commonwealth came in a letter dated 9 May 2018 to Secretary-General Patricia Scotland from Zimbabwe’s President Emmerson Mnangagwa, triggering the first step of the membership process, which is an assessment of the country’s adherence to the Commonwealth’s values.

“Zimbabwe’s application to rejoin the Commonwealth is ongoing and is currently at the first stage: the Secretary-General’s informal assessment of the country’s commitment to Commonwealth values.

“It is not a time-bound process, as it is tailored to every applicant’s context.

“As part of this process, the Commonwealth has undertaken two membership assessments in the country to date and also observed the 2018 elections in July.

“Once the informal assessment concludes, the Commonwealth Secretary-General will provide a report to Heads of Government on her key findings and who will then decide whether Zimbabwe should be invited to submit a formal application to rejoin the Commonwealth.”

In May 2018, President Mnangagwa wrote to Mrs Scotland expressing Zimbabwe’s willingness to return to the group after nearly a decade and half of estrangement.

The Commonwealth then initiated a four-step process to assess the Southern African nation’s eligibility to regain its membership.

Zimbabwe withdrew from the Commonwealth in 2003 at the height of tension between Harare and London over the land reform programme.

Former president Mr Robert Mugabe announced Zimbabwe’s withdrawal from the group after the Commonwealth summit in Nigeria that suspended the country indefinitely.

To rejoin, Zimbabwe must demonstrate that it complies with the fundamental values set out in the Commonwealth Charter, including democracy and rule of law plus protection of human rights such as freedom of expression.

Speaking to journalists after meeting the President in New York, Mrs Scotland said their meeting centred on how Zimbabwe’s return to the Commonwealth could be expedited.

“We had a very good discussion,” she said. “We were looking at issues that were still outstanding, you know there is a process and the process is underway.

“It is by no means complete; there are really interesting areas that we will continue to discuss. It was really a good meeting. There is no case of postponing.

“What happens is the Commonwealth has laid-down a process that any applicant has to go through.

“It is that process that is being accelerated as quickly as possible. If you look at our process, it is step-by-step. Zimbabwe is going through all those steps just like any other country.

“I think there are a number of areas where Zimbabwe has made real reforms. No one is perfect and it is a journey.”

Zimbabwe has maintained that its readmission efforts are buoyed by the fact that the country was not expelled from the Club of former British colonies.

1500 MaShurugwi Arrested

THE number of illegal miners arrested countrywide in a police operation to restore law and order in mining communities has risen to 1 536, with 191 of them having been jailed for various offences including prospecting for gold without a licence, trespassing and possessing dagga.

Among the arrested miners was Phelandaba Tshuma (32), the man suspected to be the ringleader of a machete gang that hacked to death a policeman at Good Hope Mine in Battlefields recently.

National police spokesperson Assistant Commissioner Paul Nyathi said a total of 257 suspects appeared at Shamva Circuit Court on Wednesday.

The court jailed 77 of them two years each after they pleaded guilty to illegal mining.

The court slapped the other 112 with 50-day prison terms each for criminal trespassing while one was fined $80, failing which he will spend 30 days in prison for possessing dagga.

Another one was jailed five months with an option to pay a $500 fine for possessing dagga.
The court remanded 66 others in custody pending trial.
Some of the suspects are likely to appear in court today.

Tshuma, suspected to be the ringleader of a machete gang called Ziga, was arrested at his hideout in Rushinga, after he attempted to flee from the police and he was shot in the right leg.

Eight suspects who belong to a Kwekwe-based group called the Maketo Brothers were also arrested and police recovered several machetes, home-made knives and a sack with a sword, bow and three arrows.
Asst Comm Nyathi confirmed the arrests.

“With reference to the murder of a police officer (Constable Wonder Hokoyo) in Battlefields, Kadoma, on 28 December 2019, police have arrested Pelandaba Tshuma at his hideout in Rushinga, Mt Darwin. The accused was on the police wanted list for several cases of attempted murder and assault involving the use of machetes,” he said.

When police raided his hideout, Tshuma attempted to flee, resulting in police firing warning shots but he did not take heed. He was then shot on the right leg leading to his arrest.

Tshuma, who is currently admitted at Kadoma General Hospital under police guard, is facing charges of murdering Cst Hokoyo and attempting to murder Detective Sergeant Munyoro and Detective Assistant Inspector Chikandiwa.State media

The MDC Youth Assembly condemns in strongest terms ZRP’s unprofessional conduct and misbehavior as exhibited by the recent new low where men in uniform besieged our headquarters, attacked employees and confiscated our computers.

For the umpteenth time ZRP has dared us to act and react through their warlike tendencies.

It is now clear that our police force is now an extension of ZANU PF and at worst act like one of ZANU PF sponsored vigilante groups whose sole purpose is to unleash terror on opposition.

As an Assembly, we have always remained loyal to principles of non violence but if the police choose to wear terrorist masks, surely we are left with no option but to treat them as such.

For long, we have tolerated ZRP’s terrorist tendencies where they even went to the extent of gruesomely murdering a vendor, Hilton Tamangani.

This is the same police force that mercilessly beat up our supporters in front of our offices when President Nelson Chamisa was about to give Hope of the Nation Address (HONA) late last year.

As if that is not enough, the same police force acting on unfounded allegations by one Linda Masarira that MDC harbour machetes gangs, today besieged our headquarters at the instigation of ZANU PF.

We all know that Emmerson Mnangagwa is the father of machete gangs known as Mashurugwi and any sideshows like today’s attack on our offices will not erase that.

As MDC Youth Assembly, we would like to warn ZRP that today’s attack on our party offices basing on Masarira’s frivolous allegations is a clear declaration of war.

We have had enough of this ZRP nonsense and the people are angry and hungry due to failures of this police state.

The MDC Youth Assembly condemns in strongest terms ZRP’s unprofessional conduct and misbehavior as exhibited by the recent new low where men in uniform besieged our headquarters, attacked employees and confiscated our computers.

For the umpteenth time ZRP has dared us to act and react through their warlike tendencies.

It is now clear that our police force is now an extension of ZANU PF and at worst act like one of ZANU PF sponsored vigilante groups whose sole purpose is to unleash terror on opposition.

As an Assembly, we have always remained loyal to principles of non violence but if the police choose to wear terrorist masks, surely we are left with no option but to treat them as such.

For long, we have tolerated ZRP’s terrorist tendencies where they even went to the extent of gruesomely murdering a vendor, Hilton Tamangani.

This is the same police force that mercilessly beat up our supporters in front of our offices when President Nelson Chamisa was about to give Hope of the Nation Address (HONA) late last year.

As if that is not enough, the same police force acting on unfounded allegations by one Linda Masarira that MDC harbour machetes gangs, today besieged our headquarters at the instigation of ZANU PF.

We all know that Emmerson Mnangagwa is the father of machete gangs known as Mashurugwi and any sideshows like today’s attack on our offices will not erase that.

As MDC Youth Assembly, we would like to warn ZRP that today’s attack on our party offices basing on Masarira’s frivolous allegations is a clear declaration of war.

We have had enough of this ZRP nonsense and the people are angry and hungry due to failures of this police state.

ZRP Cop Sent Home Over Stolen Car

Gweru Officer-in-Charge Criminal Investigation Department (CID), Detective Inspector Leonard Gwandu who was recently arrested on allegations of criminal abuse of office after he reportedly released a vehicle suspected to have been stolen from South Africa without following due process has been suspended indefinitely.

Insp Gwandu, who first appeared before Gweru magistrate Tavengwa Sangster facing criminal abuse of duty charges as a public officer will be back in court tomorrow. He is on $1000 bail.

The State alleged that Gwandu released a Toyota Hilux Raider to businessman Mr Shepherd Tundiya without following due process.

The court heard that Mr Tundiya was arrested in October after having been suspected of driving a stolen vehicle which did not have registration numbers.

The vehicle was taken to CID Gweru where the accused is the Officer-in-Charge. It is alleged that the accused and other junior police officers checked the vehicle in the Interpol database which is installed in his office.

The database showed that the vehicle might have been stolen from Mr Thomas Blom in South Africa.

Mr Tundiya was subsequently charged with theft of motor vehicle. However, Mr Tundiya was acquitted on 13 December but was not given an order as to the disposal of the vehicle.

It was heard that the police had not initially handed over the vehicle documents and information to the Clerk of Court to enable the court to issue the order of disposition.

On 14 December, the court heard, the accused person released the vehicle which the South African Police Service were coming to identify.

Mr Tundiya has told the court that he bought the vehicle from a car dealer Mr Patrick Mutodi in Harare. He said he was also a victim in the event that the car was stolen.- state media

Forgive Our Killer

The Chikafa family from Mabharani Village, Gokwe South, wants the court to pardon its relative, Alastar Chikafa (26), for allegedly killing his father and brother late last year.

This is against the wishes of members of the community that are calling for a stiffer prison sentence for the offender. The Chikafas are visibly hurt and disturbed by the incident, but blame it on evil spirits.

They have since forgiven the young man and are planning to conduct rituals supposedly to set free Alastar from the vice.

“It was the work of the devil, he could never do such a thing in his normal senses,” the family unanimously say.

Talk of family love through thick and thin! The grisly homicide case that is said to have been committed by the 26-year-old can easily match any of Hollywood’s Stephen King’s movie scripts. It transpired after his long-time girlfriend, Loveness Mafa, decided to give him a “boost” into marriage by eloping in May last year. Initially, the plan seemed to work well as Alastar swiftly responded by going far and wide to raise the money for lobola.

However, several months into the mission, the young lad is said to have failed to achieve his goals. He then returned with a transformed character that many could not understand.

On December 9, 2019, Chikafa developed unexplained rage that later resulted in him axing his father Mathias (65) on the back of his head several times. His brother, Alfred (28), was also axed on the neck, as well as two cows. For days before the crime, he is said to have frequently talked about being bewitched by family members. He threatened to commit murder.

According to village witnesses, just after the incident Alastar feigned ignorance on what had transpired.

“He acted as if he was shocked by the death of his father and brother, behaving like he was not the one behind the crime,” revealed a neighbour who declined to be named.

Nonetheless, Alastar, who is the third born child in a family of 11, was arrested and is currently in police custody.

He appeared before a Gokwe magistrate on January 7, where he pleaded guilty and was remanded in custody. Authorities at the court requested that he first be psychologically evaluated as the accused was showing signs of mental instability during incarceration. But what exactly could have triggered this monstrous behaviour in Chikafa?

All sorts of explanations, ranging from poverty, frustration and Satanism, have been given by villagers.

The Sunday Mail Society’s crew visited the Chikafa’s homestead, which happens to be the crime scene, in search of answers. A sight of the compound, situated on a dry sandy area, told a deafening story.

Welcoming us to the homestead was a huge pot full of boiled vegetables that clearly had no single drop of cooking oil in them. Housing structures that make up the homestead are nowhere near average.

In fact, they are not fit to be human habitat. The absence of proper ablution facilities worsen everything. Nine of Alastar’s siblings appeared confused as they sat quietly under a wooden structure used to dry grains. Their mother, Sithunyiwe Mayisa, looked equally lost. The tense atmosphere made it difficult to interview them.

Mayisa’s swollen red eyes confirmed her lack of sleep and that she was continuously shedding tears.

It was only after extending our condolences and applying tact that one of the older sisters, Ruth, opened up.

“Alastar was never a violent person. He loved peace and maintained such in the family. Things just changed when he returned from Shangani. We don’t know what happened to him there,” narrated Ruth.

“It is a pity we have lost everything. We lost our father and brother to death while Alastar has been arrested for murder. His wife has since gone back to her parents.”

According to the family, Alastar spent seven months illegally mining gold in Shangani. However, he returned home empty handed.

“This certainly is a case of evil spirits at play, this is not the Alastar we know. If we conduct rituals he will come back to his senses,” added Ruth. Alastar’s mother escaped danger by a whisker.

On the fateful day, she had gone to collect food donations some 11 kilometres away. His young brother, Atanus, escaped his brother’s wrath on the fateful day, although he was severely beaten.

Atanus weighed in: “I shivered as I saw my father’s head with a deep open cut, with blood oozing profusely. He was still breathing, but could neither talk nor move,” recounted Atanus.

Atanus managed to break free and flee for dear life as Alastar was reaching out for his murder weapon.

“I don’t think what happened was entirely his fault. He was mentally unstable. I have since forgiven him and I really hope everyone else will do the same.”

However, the community has a different view. They have since labelled the Chikafa homestead a “devil’s empire”. They think Alastar sold his soul to the devil in his quest for wealth.

Said Mayisa: “The local community is giving me a torrid time. They are saying my family and church belongs to a satanic cult. It was worse during the funeral as they passed nasty comments.

“The church that is under attack assisted me with a coffin for my husband. My son had to be buried without one since we could not afford it.”

Alastar’s mother added that she was praying that the community, as well as the court, pardon his son.

“He committed the crime under some evil influence. I just wish my husband had taken heed of what I was telling him (sighs). Signs were telling us that all was not well. If we had managed to get spiritual help on time, none of this would have happened. Without divine help, more harm will befall the family,” she noted.

Since the burial of the father and son, none of Mayisa’s in-laws has visited her family.- state media

Zimbabwe Women U-17 Soccer Team In Humiliating Defeat

ZIFA has sacked the national Under 17 women’s coach Garthly Chipuka following a 5-0 humiliation in Botswana in the World Cup qualifiers last week.

Chipuka has been replaced by Langton Giwa who was in charge of the Under-20 side a few years ago.

The association confirmed the new appointments in a statement on Friday: “Garthly Chipuka has been replaced by Langton Giwa as the Coach of the U-17 girls’ team.”

The new coach will be assisted by Ennie Konje and Boga Ndebele.

Their first assignment is the second leg, preliminary round World Cup qualifier against Botswana on 26 January at Bulawayo’s Barbourfields Stadium.- Soccer 24

191 MaShurugwi Jailed

THE number of illegal miners arrested countrywide in a police operation to restore law and order in mining communities has risen to 1 536, with 191 of them having been jailed for various offences including prospecting for gold without a licence, trespassing and possessing dagga.

Among the arrested miners was Phelandaba Tshuma (32), the man suspected to be the ringleader of a machete gang that hacked to death a policeman at Good Hope Mine in Battlefields recently.

National police spokesperson Assistant Commissioner Paul Nyathi said a total of 257 suspects appeared at Shamva Circuit Court on Wednesday.

The court jailed 77 of them two years each after they pleaded guilty to illegal mining.

The court slapped the other 112 with 50-day prison terms each for criminal trespassing while one was fined $80, failing which he will spend 30 days in prison for possessing dagga.

Another one was jailed five months with an option to pay a $500 fine for possessing dagga.
The court remanded 66 others in custody pending trial.
Some of the suspects are likely to appear in court today.

Tshuma, suspected to be the ringleader of a machete gang called Ziga, was arrested at his hideout in Rushinga, after he attempted to flee from the police and he was shot in the right leg.

Eight suspects who belong to a Kwekwe-based group called the Maketo Brothers were also arrested and police recovered several machetes, home-made knives and a sack with a sword, bow and three arrows.
Asst Comm Nyathi confirmed the arrests.

“With reference to the murder of a police officer (Constable Wonder Hokoyo) in Battlefields, Kadoma, on 28 December 2019, police have arrested Pelandaba Tshuma at his hideout in Rushinga, Mt Darwin. The accused was on the police wanted list for several cases of attempted murder and assault involving the use of machetes,” he said.

When police raided his hideout, Tshuma attempted to flee, resulting in police firing warning shots but he did not take heed. He was then shot on the right leg leading to his arrest.

Tshuma, who is currently admitted at Kadoma General Hospital under police guard, is facing charges of murdering Cst Hokoyo and attempting to murder Detective Sergeant Munyoro and Detective Assistant Inspector Chikandiwa.State media

New Bosso Coach Vows To End FC Platinum Dominance

New Highlanders coach Mark Harrison believes FC Platinum have dominated the domestic football for too long and it’s high time the Zvishavane side should be stopped.

Harrison arrived in the country yesterday to take his new role at Bosso, six months after he left Harare City to return to England.

His contract with the Bulawayo giants will last until the end of 2021 season.

Speaking to the media after his arrival, the Englishman, however, couldn’t promise if Highlanders will win the league this year.

He said: “FC Platinum have now won the league three titles on the bounce, and I think they need to be knocked off the perch, it’s high time now.

“We’ve got a lot of work to do, I am not saying we will win the league, but that’s going to be the mentality.”

Harrison also hinted on signing a couple of new players for the 2020 season.

“I look at the Highlanders squad and feel maybe they need a little bit of depth and that means you can’t just work with 11 or 12 players, you’ve got to work with 18 or 20 very good players because you might have injuries and suspensions.

British Govt Issues Travel Warning To Zimbabwe

The British government on Friday issued a travel warning to Zimbabwe citing possible political upheavals and regional flight services disruptions.

A statement released by the British foreign office, said South African Airways is undergoing a business rescue process which may lead to changes in their timetable and urged travellers to check with their airline or tour operator before travelling.

Police on Friday afternoon served MDC officials at the party headquarters, Morgan Richard Tsvangirai House (formerly Harvest House) with a search warrant to look-up for machetes and other subversive material in the building.

According to the warrant, the MDC is stocking machetes in preparation of committing public violence.

The order granted Friday at the Harare magistrates’ courts gives the police permission to search for machetes and subversive material inside Harvest House.

The statement posted on the the British government website warned travellers saying: “you should avoid any political gatherings or demonstrations. These can be unpredictable, can turn violent without notice and the response from the security forces may be disproportionate. You should exercise a high degree of caution and monitor local media and this travel advice for updates.”

Taking photographs of members of police and armed forces personnel and of demonstrations and protests is not permitted. You should avoid political activity, or activities which could be considered political, including political discussions in public places. Ensure you carry identification, so that you can produce it if required to do so by the security forces.

Zimbabwe’s economic situation remains unpredictable. As of 24 June 2019, the only legal tender in Zimbabwe is the “Zimbabwe Dollar”. There is a shortage of physical cash and it’s currently not possible to make cash withdrawals using an international bank card. Although there’s no recent history of terrorism in Zimbabwe, attacks can’t be ruled out.

Meet 18yr Old Zimbabwean, Who Has Become UK’s Youngest Qualified Pilot

By A Correspondent- Seth Van Beek has inked his name in the history book as UK’s youngest qualified commercial pilot.

The 18-year-old successfully completed a GHC634,000 (£85,000) flight school course in Greece after his mother sold her three-bedroom home to fund his dream.

He received his licence from the European Aviation Safety Agency and he received his licence to fly passenger airlines.

Metro UK reports that after 18 months of training and 150 hours in the air, he passed with flying colours.

He said he owes his success to his mum Frances, a 42-year-old Zimbabwean, who had unshakable faith in her son who sold the family’s home to fund her son’s dream.

Hwange Hit By Flash Floods

By A Correspondent- Hwange district has been hit by flash floods following heavy rains received in the area since Friday night.

The rains and accompanying flash floods destroyed property, with the Civil Protection Department (CPD) deploying a team to assess the damage and to conduct rescue operations.

While damage to property has been widespread and houses have been inundated with water, no injuries or deaths have been recorded so far.

The Meteorological Services Department on Friday issued a warning of heavy rains and urged people to be cautious as there will be flash floods, damaging winds and lightning in some parts of the country.

The heavy rains are expected to prevail during the weekend and expected to have faded by Tuesday.

“Address The Dire Situation”: Doctors Tell Gvnt

The situation in our hospitals remains critical. What is only remaining are buildings but without the specialized skills. It is now more than 4 months after doctors downed their remaining tools citing incapacitation.

The Ministry of Health and Child Care has done nothing to alleviate the situation. The doctors’ remuneration remains paltry and the hospitals remain severely incapacitated.

Zimbabweans need not listen to fake news that doctors are back at work and therefore the situation in our hospitals has normalized. What use is a hospital with doctors but with nothing to use?

Our central hospitals were previously manned by highly skilled senior specialist doctors who were using high technology equipment. The equipment has since broken down with no replacement in plan.

Specialists and most middle-level doctors in Zimbabwe have shown patriotism without an appreciation for a long time.

The failure by the ministry to address the genuine concerns by doctors has hastened the already ongoing brain drain in our country.

As the ZHDA, in as much as we advocate for the welfare of the doctors, we also strongly advocate for our patients and the betterment of the healthcare delivery system. We are duty-bound, to tell the truth.

The situation in our hospitals is far from normal and as of now, most middle-level doctors are leaving the country. The same sadly is now being seen with our Consultants (Senior Doctors) who are the Specialists.

Many registrars who were in training locally have left and gone to complete their training in other countries, leaving our hospitals understaffed. All this has happened in a space of fewer than five months and the system continues to contract.

Doctors are on demand worldwide and it is only patriotism and the desire to be in the homeland that was keeping doctors in the country.

Our country needs these highly specialized medical personnel and it takes years to train one. Asking them to work without tools is counterproductive and has lead to this brain drain.

The current situation has forced the junior doctors who are in their 2 year internship period to lose heart and now consider leaving Zimbabwe.

Junior doctors have reverted to being funded by their parents and previous guardians to help them to go to work so that they can complete their internship and be able to leave the country.

The question is, should our country celebrate the return of junior doctors to work when their financial incapacitation has not been addressed?

This current scenario is far from normal and looking at it with a futuristic eye, one can see that our healthcare system will be more exposed shortly with no trained or experienced medical personnel.

We acknowledge the effort of HLF in stepping forward to assist in the national health crisis. In light of the ongoing humanitarian crisis, we call upon developmental and private business entities, together with non-governmental organizations to partner and assist in supporting the healthcare delivery system in Zimbabwe.

The inaction of the government and the lack of urgency in addressing the very real issues is cause for deep concern. We now call upon the relevant authorities in Zimbabwe to address this dire situation with the urgency it deserves.

We hope they will see the need for a future with doctors in the country and do the needful.

Gvnt Justifies Chief Ndiweni’s Ouster

By A Correspondent- The government has defended the dethronement of former  Ntabazinduna  Chief Nhlanhlayamangwe Ndiweni saying the move was lawful.

Ndiweni, through his lawyers Mathonsi Ncube Law Chambers, last December challenged his removal from the chieftainship by President Emmerson Mnangagwa arguing that proper procedures were not followed.

However, the Permanent Secretary in the Ministry of Local Government and Public Works Zvinechimwe Ruvinga Churu filed a notice of opposition challenging Ndiweni’s application.

In his opposing affidavit, Churu said:

The applicant (Mr Ndiweni) was lawfully removed from the office as Chief Ndiweni. Section 68 of the constitution was properly followed, the applicant was given an opportunity to be heard and to make representations during the investigations.

Ndiweni ceased to Ntabazinduna chief on November 30 last year and was subsequently stripped of all Government benefits accruing to him.

His removal followed recommendations by Cabinet and the Matabeleland North Provincial Assembly of Chiefs that he was not the rightful heir to the late Chief Khayisa Ndiweni since his eldest son, Joram has challenged Nhlanhla’s ascendency to the throne.

Junior Cops Defy Directive To Wear Anti Riot Gear

By A Correspondent- There was drama at Bulawayo’s Mzilikazi Police Station on Thursday after junior cops refused to be deployed wearing anti-riot gear when there was no threat on violence.

The Government has been on high alert for demonstrations across the country after reportedly gathering Intel of a nationwide teachers’ strike.

According to sources, demanded to see the officer in charge to register their grievances in a stand off resulted in the district police boss also visiting the station.

“The junior cops refused to be deployed citing several problems which they finally revealed to their Office in Charge after they demanded his presence,” said a police source.

“The junior police officers complained that they were being deployed for twelve hours wearing anti-riot kits, helmets and botons without being informed about any operation.”

A junior police officer who spoke to this publication on condition of anonymity said they are were deployed on static guards points like Fusini, Happy valley, Machiphisini, Noic and VID without any food delivered to them.

He said they spent twelve hours on empty stomachs .

“It was around 0700hrs when junior police officers refused to be deployed as they demanded that their bosses come to the station so that they can express their grievances to them.

“After they refused to be deployed citing their grievances which includes poor working conditions and low salary which is incapacitate for food, rent and transport. Their immediate supervisors informed their bosses about the chaos which caused the Office in Charge to immediately attend the parade in civilian attire,”said the police source.

“The Officer in Charge reminded them saying it was their mandate to maintain law and order so that society lives peacefully . Furthermore, he threatened those who were refusing to be deployed that they might face wrath of the law under the Police Act but Junior officers ignored the order.

“The Officer in Charge of the station immediately summoned Officer Commanding Bulawayo West District who then rushed to the station and called off the operation.”

Murder Docket Haunts ED, Will The Military Figures Outsmart “Ngwena”?

By A Correspondent| There is a long standing warrant of arrest for ZANU PF leader, Emmerson Mnangagwa in a development bound to see him and emerging military figures outstaging each other using state tools of prosecution.

Senior government officials and multiple sources have alleged Mnangagwa has lost real control of the country to the military, and if things go according to plan, “the only person now in power is Maj Gen John Chris Mupande, whose allegiance is to Vice President Constantino Chiwenga.”

The military is disintegrating in a way which might turn out calamitous, reflected in how Mnangagwa ended up “violating” his own annual leave (December 2019 to January 2020).

But how does such a person (Gen Mupande) who is junior to the Zimbabwe Defence Forces Commander, Valerio Sibanda become more powerful? The coup to remove former President Robert Mugabe was done by the Zipra wing of the military, the January 2019 operation to save Mnangagwa was also done by Zipra, as narrated by Mnangagwa’s inlaw Terence Mukupe in a year old in door meeting video clip.

The Zipra element of the military comes from Mberengwa, Shurugwi and Matebeleland (Gen Sibusiso Moyo, Isaac Moyo (CIO Director General), this is the element that wanted Mugabe removed or even killed.

They are the ones who run the Korokozas (artisenal miners), the Mashurugwi militia who form a civilian army. Two soldiers caught so far raiding mines in the Concession area, were from Shurugwi. It was an operation run by the Defence Intelligence.

Mnangagwa had a warrant of arrest over the murder of his girlfriend in a flat. That docket is still there. The whole November military coup was a way to sway away the criminal charges. He repeated exactly what he told a French journalist earlier in the year, while blaming the MDC party for the mass murders which he did and while denying saying no one was killed.

Magistrate, Clerk Of Court Remanded To February Over Stolen Vehicle

By A Correspondent- Kwekwe magistrate Story Rushambwa and clerk of court Bright Mpiyabo, yesterday had their case of illegally facilitating the release of a stolen vehicle to controversial businessman Shepherd Tundiya remanded to February 14 pending the finalisation of investigations.

Rushambwa (48) and Mpiyabo (45), who are being charged with criminal abuse of office, appeared before magistrate Francis Mapfumo for routine remand.

The duo is on $2 000 bail each.

According to court papers, sometime in September 2018 a Mercedes Benz vehicle was impounded from Tundiya by CID Kwekwe as it was suspected to have been stolen from South Africa and smuggled into Zimbabwe.

The vehicle was then handed over to Zimbabwe Revenue Authority (Zimra) for further management. It was then held pending finalisation of investigations by South African Police Service and possible settling of duty in terms of the Customs and Excise Act.

It is the State’s case that on December 9 last year, Tundiya made an ex parte application seeking the release of the motor vehicle and on the same day Rushambwa presided over the matter. He granted an order that the vehicle be released unconditionally to Tundiya.

It is alleged the order issued by Rushambwa was prejudicial to Zimra.

The State alleges the whereabouts of the vehicle are no longer known.

It is also alleged that sometime in October last year, a Toyota Hilux vehicle was impounded by the police anti-corruption unit from John Mapurazi.

The vehicle was taken as an exhibit in a case of fraud in Bulawayo after it was fraudulently imported into the country.

The State alleges the vehicle was then handed over to Zimra for customs management and finalisation of trial. It is alleged on December 27 last year, Mapurazi made an ex parte application seeking the release of the vehicle.

It is alleged Rushambwa then hatched a plan to order the release of the motor vehicle to Mapurazi. He allegedly in connivance with Mpiyabo withheld the record until Rushambwa who was on leave arrived at court to deal with the application.

The State alleges Mpiyabo then placed the record before Rushambwa well knowing he was on leave. Rushambwa, however, presided over the application in the absence of Mapurazi who was now being represented by Tundiya who is not a lawyer. The magistrate went on to grant the order for the release of the motor vehicle to Mapurazi.

The vehicle can no longer be accounted for.

Floods That Hit Hwange Now Hitting Zambia As Well.

HIGHLIGHTS

Heavy rainfall has driven flash and riverine flooding in Zambia, including in areas previously impacted by severe drought.

Gwembe and Siavonga districts in the south are amongst the hardest-hit by the recent rains, while Mambwe and Lumezi districts in the east, as well as the country’s capital, Lusaka, faced flash floods earlier in January.

Zambia is expected to experience heavy rains in the coming days, with potential for flash floods in Mufumbwe, Kasempa, Kabwe, Lusaka, Siavonga, Gwembe and Chipata districts.

SITUATION OVERVIEW

Heavy rainfall in recent days has led to riverine and flash floods in Zambia, mainly in the Southern Province, with Gwembe and Siavonga Districts hardest-hit. The flooding has destroyed crops, including maize, especially in Munyumbwe area in Gwembe District, according to the Government’s Disaster Management and Mitigation Unit (DMMU). Some bridges have been submerged in the same area, hampering access. Gwembe District was already facing Emergency (IPC Phase 4) levels of food insecurity due to the worst drought the country has seen since 1981. Last year, the district recorded a 98 per cent reduction in maize production, compared to 2018 and the five-year average.

Earlier this month, heavy rains left the Chipata Level One Hospital in the capital, Lusaka, completely flooded, leading to the evacuation of some patients. In Mambwe District, Eastern Province, nearly 300 families were displaced by floods in the first week of January, according to DMMU media reports, with Malambo constituency especially affected. In neighbouring Lumezi District, around 60 families had to leave their houses.

The torrential rainfall and flooding could aggravate the already fragile food insecurity situation in Zambia. Before the floods, more than 2.3 million people were expected to be severely food insecure during the lean season (October 2019 March 2020), with at least 430,000 of them in Emergency (IPC 4).

The situation could deteriorate in the days ahead, with Zambia expected to experience heavy rains, according to the country’s Meteorological Department, with the potential for flash floods in Mufumbwe, Kasempa, Kabwe, Lusaka, Siavonga, Gwembe and Chipata districts.

RESPONSE

A delegation led by the DMMU, with the Ministry of Defence, Ministry of Local Government and Ministry of Infrastructure is planning to assess the extent of damage in the affected areas. Since the beginning of January, following the first floods in Mambwe and Lumezi, the DMMU has been distributing food, tents and water treatment chemicals for the affected population. Humanitarian organizations were already providing life-saving assistance due to drought in some of the areas affected by the floods, especially in southern and western Zambia.

Warriors – Algeria Crunch The Set For Barbourfields Stadium

BULAWAYO soccer enthusiasts are drooling at the opportunity of watching the Warriors in a “real” competitive match when Barbourfields Stadium plays host to reigning continental champions Algeria in a 2021 Afcon qualifier in March.

The southern region fans have long been subjected to “dead-rubber” national team games, with Zifa twice taking games that have been slated for Barbourfields Stadium to Harare last year.  

The first fixture to be moved to the capital last year was the World Cup preliminary round qualifier against Somalia and then the 2021 Afcon qualifier against Botswana.

Caf have brought forward the 2021 Afcon qualifiers that were initially scheduled for August 31 and September 8 to March 23 and 30.

The dates were originally set aside for the resumption of the Fifa 2022 World Cup qualifiers which have now been moved to October. With the National Sports Stadium, Rufaro Stadium and Mandava Stadium barred from hosting international matches, all Fifa and Caf sanctioned matches will be played at Barbourfields, the only venue in the country that meets some of the standards of hosting international games.

Bringing forward of the Afcon qualifiers means that the much-awaited back-to-back clashes between Zimbabwe and Algeria’s Desert Foxes will now take place earlier than scheduled. Zimbabwe will then travel to Botswana in June before coming back home to host Zambia in the final qualifying match between August 31 and September 8.

Zimbabwe’s Warriors are occupying second position in Group H of the 2021 Nations qualifiers, two points behind the Desert Foxes of Algeria, who have accumulated six points. Botswana are third with a point while pointless Zambia anchor the table.

“This is good for the local fans because I doubt very much that work would have been done at the National Sports Stadium and Rufaro Stadium to meet Caf and Fifa requirements to stage the tournament. Fans from the southern region, areas that include Bulawayo, Matabeleland North and Matabeleland South Provinces, as well as the Midlands have an opportunity to watch their Warriors closer to home. I think barring the National Sports Stadium and Rufaro was a blessing in disguise because fans in Bulawayo and surrounding areas have been presented with a perfect football gift to watch competitive games.

The Zimbabwe Under-17 team which was humiliated 5-0 by Botswana in the first leg will be hoping to overturn the huge deficit on January 26, while the Under-20 side that is coached by Rosemary Mugadza will be home to Malawi on February 1.

The Under-20 team takes on Malawi in the first leg of the qualifiers at Kamuzu Stadium, Blantyre today.

“Entrance to Barbourfields Stadium for the Under-17 FIFA Women’s World Cup qualifier between Zimbabwe and Botswana on 26 January is FREE. The same applies for the return tie for the U-20 against Malawi on 1 February at the same venue. We need your support,” wrote Zifa on social media.

Zvirekwi bares all in first interview after acrimonious departure at CAPS Utd

Soccer24|Hardlife Zvirekwi has spoken for the first time following his acrimonious departure at CAPS United.

The midfielder left the Harare giants after the club decided not to give him a new contract at the end of December. He was told about the news through a WhatsApp group last week.

The 33-year old had spent almost seven years and lifted the Championship in 2016 as well as finishing in the group stages of the CAF Champions League in 2017.

He was also named the Soccer Star of the Year for the 2016 season.

Speaking on Star FM program The Daily Sports Zone on Friday, Zvirekwi admitted it has been a difficult time since he got the news that his services are no longer wanted at CAPS United.

He said: “It hasn’t been a good week for me to be honest. It has been a tough and emotional week.

“It (the news) was a suprise to me.”

When asked how he was informed about the development, the former Warriors international answered: “It was on a WhatsApp group for all CAPS United players.

“The message was circulated on Social Media as it is.”

Zvirekwi, however, refused to reveal who delivered the message but said he is not bitter.

When It Comes To Raiding The MDC Offices, Police Suddenly Have The Manpower – Dear International Community.

Dear International Community|The Government led by Emmerson Mnangagwa never seizes to amaze in a negative way. After failing to control the behaviour of the youths who is encouraged to illegally grab mineral deposits, the Government has now starts pointing accusing fingers to the opposition Movement for Democratic Change led by Advocate Nelson Chamisa accusing the party of having a stockpile of machetes at its Headquarters and arranges for the Police to search the premises for the weapons.

One would believe the theory that had they had the opportunity, the police would have planted the machetes during the search to find an excuse of shutting down the MDC.

Remember the story of the helmets that were found at a building hear Harvest House last year which the Police used as an excuse to raid the MDC offices. The police besieged the MDC headquarters despite the fact that the helmets were not found at the MDC headquarters. The implicated the MDC and state media ran ugly stories to tarnish the image of the MDC only to later acknowledge that the owner of the helmets had legally acquired them for business.

Knowing fully well that the menacing youths who have turned violent are a Zanu PF creation, if we had a genuine police force in the country, one would have expected that the party to have its premises searched for machetes was Zanu PF.

Zimbabwe is in trouble, Zimbabweans are in trouble from Emmerson Mnangagwa’s Zanu PF, and something needs to happen to save the country and its people from this monster party.

ZACC Must Now Arrest Chiwenga The Same Way As They Arrested Marry Mubaiwa – an open letter

Dear Editor|In this open letter to the Zimbabwe Anti-Corruption Commission (ZACC), which I will copy to the international bodies who have been concerned about the Zimbabwean situation, I will want to argue that ZACC must now move in to arrest Vice-President Constantine Chiwenga, in the same way as the same body arrested Mary Chiwenga.

One of the charges Mary Mubaiwa has been arrested for involves externalizing foreign currency, a revelation made by Vice-President Chiwenga. Now that Mary Mubaiwa, the estranged former Army General’s wife, has also disclosed that the couple acquired properties outside the country, which have been registered in the names of family members and friends, some of the money used having been corruptly acquired from bribes given by business persons among other sources, ZACC must now move in and arrest the former army general. We are told by Mnangagwa and other Zanu PF heavyweights that no-one is above the law, so the Acting President must be arrested and prove his innocence in the courts of law.

The fact that the Acting President is now trying to persuade his estranged wife for an out of court settlement tells volumes. Mary should stand her grounds and refuse such advances from a cruel man who has tormented her so much. Mary needs protection from all well meaning people as she has some crucial information that could deal a huge blow to corruption by the top brass in the country.

The MDC Youth Assembly condemns in strongest terms ZRP’s unprofessional conduct and misbehavior as exhibited by the recent new low where men in uniform besieged our headquarters, attacked employees and confiscated our computers.

For the umpteenth time ZRP has dared us to act and react through their warlike tendencies.

It is now clear that our police force is now an extension of ZANU PF and at worst act like one of ZANU PF sponsored vigilante groups whose sole purpose is to unleash terror on opposition.

As an Assembly, we have always remained loyal to principles of non violence but if the police choose to wear terrorist masks, surely we are left with no option but to treat them as such.

For long, we have tolerated ZRP’s terrorist tendencies where they even went to the extent of gruesomely murdering a vendor, Hilton Tamangani.

This is the same police force that mercilessly beat up our supporters in front of our offices when President Nelson Chamisa was about to give Hope of the Nation Address (HONA) late last year.

As if that is not enough, the same police force acting on unfounded allegations by one Linda Masarira that MDC harbour machetes gangs, today besieged our headquarters at the instigation of ZANU PF.

We all know that Emmerson Mnangagwa is the father of machete gangs known as Mashurugwi and any sideshows like today’s attack on our offices will not erase that.

As MDC Youth Assembly, we would like to warn ZRP that today’s attack on our party offices basing on Masarira’s frivolous allegations is a clear declaration of war.

We have had enough of this ZRP nonsense and the people are angry and hungry due to failures of this police state.

Clearly ZRP has failed to execute its professional mandate and have become a huge threat to peace and stability and therefore it must be reconstituted.

MDC STUDENT COUNCIL embraces the great work by EFF Student Command in their fight for academic freedoms across South Africa.

We support the move by the EFF Student Command to shutdown Nkangala Witbank Campus under their #SizofundaNgenkhani Campaign.

The shutdown follows the institution’s act of rendering students who have not yet registered homeless. The exclusionary behavior by Universities when dealing with ones access to education is totally unacceptable and we applud the great step by the Student Command to peacefully fight for Access to Education .

As Zimbabwean students guided by the principles of Pan-Africanism we are going to carry that campaign across the border and ensure all Zimbabweans can exercise their right to education, which the government continues to ignore.

Unreasonable fees hikes not encompassing food, accommodation and transport while workers salaries remain low is totally unacceptable.

We are going to take to the streets and ensure that that the government addresses the issue of access to education.

Students welfare should be seriously considered and it is our own mandate as students to make sure that happens. We shall unite and move together as one African students towards academic freedoms and together we shall achieve.

Warrant of Arrest for Mnangagwa…

By A Correspondent| There is a long standing warrant of arrest for ZANU PF leader, Emmerson Mnangagwa in a development bound to see him and emerging military figures outstaging each other using state tools of prosecution.

Senior government officials and multiple sources have alleged Mnangagwa has lost real control of the country to the military, and if things go according to plan, “the only person now in power is Maj Gen John Chris Mupande, whose allegiance is to Vice President Constantino Chiwenga.”

The military is disintegrating in a way which might turn out calamitous, reflected in how Mnangagwa ended up “violating” his own annual leave (December 2019 to January 2020).

But how does such a person (Gen Mupande) who is junior to the Zimbabwe Defence Forces Commander, Valerio Sibanda become more powerful? The coup to remove former President Robert Mugabe was done by the Zipra wing of the military, the January 2019 operation to save Mnangagwa was also done by Zipra, as narrated by Mnangagwa’s inlaw Terence Mukupe in a year old in door meeting video clip.

The Zipra element of the military comes from Mberengwa, Shurugwi and Matebeleland (Gen Sibusiso Moyo, Isaac Moyo (CIO Director General), this is the element that wanted Mugabe removed or even killed.

They are the ones who run the Korokozas (artisenal miners), the Mashurugwi militia who form a civilian army. Two soldiers caught so far raiding mines in the Concession area, were from Shurugwi. It was an operation run by the Defence Intelligence.

Kaitano Tembo Eyes Continental Football

SuperSport United coach Kaitano Tembo has revealed his desire to guide Matsatsantsa to continental football.

The Zimbabwean coach’s side still have a mathematical chance of winning the ABSA Premiership and currently lie third on the log standings, a position which if they mantain,  guarantees them continental football next season.

ZIFA Dismisses Under 17 Women’s Soccer Coach

ZIFA has sacked the national Under 17 women’s coach Garthly Chipuka following a 5-0 humiliation in Botswana in the World Cup qualifiers last week.

Chipuka has been replaced by Langton Giwa who was in charge of the Under-20 side a few years ago.

The association confirmed the new appointments in a statement on Friday: “Garthly Chipuka has been replaced by Langton Giwa as the Coach of the U-17 girls’ team.”

The new coach will be assisted by Ennie Konje and Boga Ndebele.

Time To Stop FC Platinum, Declares New Bosso Coach

New Highlanders coach Mark Harrison believes FC Platinum have dominated the domestic football for too long and it’s high time the Zvishavane side should be stopped.

Harrison arrived in the country yesterday to take his new role at Bosso, six months after he left Harare City to return to England.

His contract with the Bulawayo giants will last until the end of 2021 season.

Speaking to the media after his arrival, the Englishman, however, couldn’t promise if Highlanders will win the league this year.

Govt Defends Chief Ndiweni’s Dethronement

The government has defended the dethronement of former  Ntabazinduna  Chief Nhlanhlayamangwe Ndiweni saying the move was lawful.

Ndiweni, through his lawyers Mathonsi Ncube Law Chambers, last December challenged his removal from the chieftainship by President Emmerson Mnangagwa arguing that proper procedures were not followed.

However, the Permanent Secretary in the Ministry of Local Government and Public Works Zvinechimwe Ruvinga Churu filed a notice of opposition challenging Ndiweni’s application.

In his opposing affidavit, Churu said:

The applicant (Mr Ndiweni) was lawfully removed from the office as Chief Ndiweni. Section 68 of the constitution was properly followed, the applicant was given an opportunity to be heard and to make representations during the investigations.

Ndiweni ceased to Ntabazinduna chief on November 30 last year and was subsequently stripped of all Government benefits accruing to him.

His removal followed recommendations by Cabinet and the Matabeleland North Provincial Assembly of Chiefs that he was not the rightful heir to the late Chief Khayisa Ndiweni since his eldest son, Joram has challenged Nhlanhla’s ascendency to the throne.

FULL TEXT- Junior Doctors Trash Reports That They Are Back At Work

The situation in our hospitals remains critical. What is only remaining are buildings but without the specialized skills. It is now more than 4 months after doctors downed their remaining tools citing incapacitation.

The Ministry of Health and Child Care has done nothing to alleviate the situation. The doctors’ remuneration remains paltry and the hospitals remain severely incapacitated.

Zimbabweans need not listen to fake news that doctors are back at work and therefore the situation in our hospitals has normalized. What use is a hospital with doctors but with nothing to use?

Our central hospitals were previously manned by highly skilled senior specialist doctors who were using high technology equipment. The equipment has since broken down with no replacement in plan.

Specialists and most middle-level doctors in Zimbabwe have shown patriotism without an appreciation for a long time.

The failure by the ministry to address the genuine concerns by doctors has hastened the already ongoing brain drain in our country.

As the ZHDA, in as much as we advocate for the welfare of the doctors, we also strongly advocate for our patients and the betterment of the healthcare delivery system. We are duty-bound, to tell the truth.

The situation in our hospitals is far from normal and as of now, most middle-level doctors are leaving the country. The same sadly is now being seen with our Consultants (Senior Doctors) who are the Specialists.

Many registrars who were in training locally have left and gone to complete their training in other countries, leaving our hospitals understaffed. All this has happened in a space of fewer than five months and the system continues to contract.

Doctors are on demand worldwide and it is only patriotism and the desire to be in the homeland that was keeping doctors in the country.

Our country needs these highly specialized medical personnel and it takes years to train one. Asking them to work without tools is counterproductive and has lead to this brain drain.

The current situation has forced the junior doctors who are in their 2 year internship period to lose heart and now consider leaving Zimbabwe.

Junior doctors have reverted to being funded by their parents and previous guardians to help them to go to work so that they can complete their internship and be able to leave the country.

The question is, should our country celebrate the return of junior doctors to work when their financial incapacitation has not been addressed?

This current scenario is far from normal and looking at it with a futuristic eye, one can see that our healthcare system will be more exposed shortly with no trained or experienced medical personnel.

We acknowledge the effort of HLF in stepping forward to assist in the national health crisis. In light of the ongoing humanitarian crisis, we call upon developmental and private business entities, together with non-governmental organizations to partner and assist in supporting the healthcare delivery system in Zimbabwe.

The inaction of the government and the lack of urgency in addressing the very real issues is cause for deep concern.
We now call upon the relevant authorities in Zimbabwe to address this dire situation with the urgency it deserves.

We hope they will see the need for a future with doctors in the country and do the needful.

Zim Drought Situation: WPF In Food Assistance Dilemma

THE World Food Programme (WFP) could be left with no choice but to limit its food assistance to fewer Zimbabweans facing unprecedented hunger if no urgent measures are put in place to assist nearly 8 million people.

This was said by the world’s largest humanitarian aid agency’s Regional Director for Southern Africa Lola Castro in the wake of the catastrophe.

The crisis has been caused by repeated drought, widespread flooding and budget constraints among affected countries.

To that end, WFP is set to avail much-needed assistance to 8.3 million food insecure people in eight hardest-hit countries; Zimbabwe, Zambia, Mozambique, Madagascar, Namibia, Lesotho, Eswatini and Malawi.

Said WFP: “To date, WFP has secured just US$205 million of the US$489 million required for this assistance and has been forced to resort heavily to internal borrowing to ensure food reaches those in need.

“Zimbabwe is in the throes of its worst hunger emergency in a decade, with 7.7 million people – half the population – seriously food insecure.”

The case is the same with the country’s northern neighbour Zambia which has now resorted to strict cereal exports and accepting outside assistance.

At least 20 percent of the population of drought-stricken Lesotho are also now severely hungry, as are 10 percent of Namibians.

WFP noted that the hunger crisis affecting the countries was impacting negatively by surging food prices, large-scale livestock losses and mounting joblessness.

The countries are already grappling with high rates of malnutrition, population growth, inequality, and HIV/AIDS.

Families across the region are eating less, skipping meals, taking children out of school, selling off precious assets and falling into debt.

“This hunger crisis is on a scale we’ve not seen before and the evidence shows it’s going to get worse,” said Castro.

“The annual cyclone season has begun, and we simply cannot afford a repeat of the devastation caused by last year’s unprecedented storms.”

He added, “If we don’t receive the necessary funding, we’ll have no choice but to assist fewer of those most in need, and with less.

“Nor will we be able to adequately expand longer-term activities vital to meaningfully combating the existential emergency that is climate change.”

Addressing the media this past week, Vice President Kembo Mohadi said government will not allow any citizen to die of hunger.

“It is not the first time that we are having a drought in Zimbabwe and we have always said in government that nobody will die of hunger and still no one is going to die of hunger in Zimbabwe.

“We are going to marshal all the resources that we have towards the provision of food for our people and if need be, then we will call other people like the World Food Programme to assist us but definitely we are on top of the situation,” said Mohadi.

Incidentally, the VP is also a victim of the current crisis, having lost 271 cattle at his Beitbridge farm in the current crisis.

Latest Details On Gutu Resignation Emerge

ZESA Ghost Haunts Mangoma

A HARARE magistrate yesterday said he would, on January 30, make a ruling on an application for discharge filed by two former Zesa bosses who together with ex-Energy minister Elton Mangoma, face corruption and criminal abuse of office charges.

Mangoma (64), former Zesa Holdings chief executive officer Joshua Chifamba (63) and Zesa Enterprise managing director Tererai Luis Mutasa (54) appeared before magistrate Francis Mapfumo on a charge of allegedly awarding a US$3 million contract to a South Korean company without following due processes.

The trio filed an application for discharge at the close of the State’s case.

In their application, the accused said the State had failed to prove essential elements of the alleged offence, adding that evidence led by witnesses did not prove that they showed favouritism to the South Korean firm.

Chifamba was represented by Oliver Marwa, Mangoma by Tonderai Bhatasara, while Givemore Madzoka represented Mutasa.

Allegations are that sometime in 2010, one Choi Young of Techno Company, met Mangoma at his government offices and they agreed to enter into a technology transfer partnership with Zesa Enterprises for the manufacture of switch gears.

It is alleged that Mangoma then instructed Mutasa to liaise with the South Korean firm with a view to establishing a partnership.

Mutasa then wrote to the State Procurement Board seeking advice on the procedures to be followed in such partnerships, and was advised to seek assistance from State Enterprises Restructuring Agency (Sera) on how to proceed.

It is also alleged that Sera advised Mutasa to prepare a memorandum which Mangoma was supposed to submit to the inter-ministerial committee on commercialisation and privatisation of parastatals, recommending the identification of a technical partner for the technological transfer through a competitive bidding process.

On receiving the business proposal memorandum and bid documents, Chifamba and Mangoma allegedly connived to by-pass the committee and the competitive bidding process as a means of showing favour and making sure that the South Korean company would automatically become the partner in the technology transfer agreement.

The State alleges that the trio proceeded to award the contract to the South Korean firm. As a result, Zesa Enterprises made an initial payment of US$850 000 to the South Korean firm.

Due to the trio’s actions, Zesa Enterprises allegedly suffered prejudice of US$850 000 and nothing was recovered.

Mphoko’s Daughter Incensed By ED Govt’s Treatment Of Her Father

FORMER Vice-President Phelekezela Mphoko’s daughter, Siduduzile, has rapped the government for allegedly disrespecting and failing to honour her father despite his contribution to Zimbabwe before and after independence.

Siduduzile’s remarks came after Chief Secretary to the President and Cabinet, Misheck Sibanda, recently disputed Mphoko’s claim of more than US$300 000 in benefits and monthly pension pay-outs.

She said Mphoko, as a former Zipra commander, former ambassador and ex-VP deserved better treatment from President Emmerson Mnangagwa’s government.

“I just read an article by Misheck Sibanda about my father’s pension and besides the fact that they want to deny him what is rightfully his, in the article, he addresses my dad as Mr Mphoko,” Siduduzile wrote on her Facebook page.

“I have been asking myself why the disrespect, then I realised that addressing him as former VP Mphoko opens a can of worms because the title is stamped within the Constitution, making him entitled to his benefits. So, let’s act like he wasn’t a VP and let’s not address him as one so that we can take what is rightfully his.”

She added: “How can someone who has dedicated more than half his life to serving his country be told he is not worthy. He was appointed by a legitimate Head of State, the late (former President) Robert Mugabe (unless you don’t recognise him either) and it is also documented on every official assignment he participated in locally and internationally that he was representing his country as the VP.

“Whether you like it or not, he is former VP Mphoko. Stop disrespecting and sideling our leaders based on tribe.
His contribution to his country is as valuable as any other Zimbabwean’s. Show that you have some respect for a former leader.”

The Public Service Commission is insisting Mphoko will only be paid his pension in local currency and should not expect any other benefits.

The former VP has approached the High Court for an order to declare the withholding of his pension by government as illegal and unconstitutional.

Sibanda said it was illegal for Mphoko to claim his money in United States dollars.

Mphoko joined the civil service in October 1981 before his appointment as VP in December 2014, a position he held until he was removed from office when Mugabe was ousted in a coup in November 2017.

Marry Mubaiwa Fights For Access To Children

THE nasty divorce case in which Marry Mubaiwa is seeking an order compelling her husband Acting President Constantino Chiwenga to allow her access to their three children and matrimonial home in Harare’s Borrowdale suburb, has been deferred to next week Tuesday.

In deferring the matter, Justice Christopher Dube-Banda said he hopes the couple will reach an out of court settlement.

Both parties’ lawyers Taona Nyamakura acting for Mubaiwa and Advocate Lewis Uriri representing Acting President Chiwenga agreed to the postponement of the matter.

Black magic, drug addiction, attempted murder and a wrestling match over luxury cars and overseas properties… Zimbabwe is riveted by the explosive charges being made in the divorce of First Vice President Constantino Chiwenga and his wife Marry.

A glimpse of the luxurious lives of Zimbabwe’s ruling elite, as the rest of the country grapples with economic collapse, hyperinflation and hunger, is emerging in the divorce papers filed in court.

Chiwenga, who as Commander of the Zimbabwe Defense Forces led a coup against former president Robert Mugabe in 2017, is seeking to divorce his wife, a former model, and gain custody of their three children.

His wife is also facing charges of trying to kill him when he was in a South African hospital last year.

“Marrying her was the worst mistake I made,” said Chiwenga in court papers lodged this week. He accused her of using “cunning behavior” to “secure a place in my life” and claimed she used “black magic” and was an abusive and violent “addict” who could not be trusted to take care of their children.

“I took them on holiday abroad and initially they had signs of trauma as they explained the black magic rituals they were subjected to … The various tools of trade by the witchdoctors, which were unexpectedly left behind by the applicant (Marry) after a her arrest, told a horror story,” said Chiwenga.

Chiwenga spent four months in China for medical treatment last year and claimed his wife tried to kill him while he was on a hospital bed in South Africa before he was airlifted to the Asian country.

He is also refusing to give her the Mercedes Benz and Lexus vehicles she is demanding, claiming they belong to the government, while one was given to him by a local businessman who has lucrative government contracts.

In her papers, Marry accused Chiwenga of suffering from “acute paranoia brought about by his poor health” and “his being under heavy doses of drugs, including un-prescribed opiates.”

She is demanding close to $50,000 a month for living expenses and to take care of the children, while claiming the vice president had registered his properties locally and abroad in the names of his relatives to circumvent United States sanctions.

Marry is on bail after being charged with attempted murder, fraud and money laundering last year. She said Chiwenga has used soldiers to deny her access to their luxury matrimonial home where she was ordered by the court to reside as part of her bail conditions.

Byo Couple Nabbed For Stealing $500 000

A BULAWAYO couple has appeared in court charged with theft and money-laundering involving $500 000. They allegedly committed the offence through their EcoCash agent line which they hired out to a business operator in the city.

Fredrick Topia (40) and his wife Nyarai Magaya (32) denied the charge when they appeared before Bulawayo magistrate Lizwe Jamela on Thursday.

They were remanded out of custody to January 31.

The court was told that on an unknown date last year, Topia and Magaya registered a company, Fredloui (Pvt) Limited, for which they are co-directors and acquired an EcoCash agent line registered under the name Fredloui Investments (Pvt) Ltd.

In October 2019, the couple allegedly enlisted the services of one Peter Grassmore Mare, who is still at large, to look for a person who would use the agent line.

Mare went on to hire out the line to Moses Matsveru, although it was registered in the couple’s company name.

On November 29, 2019, Matsveru received a payment of $500 000 into his bank account. He then instructed his bank to transfer the money to the EcoCash agent line.

On the same date, Topia and Magaya blocked and replaced the EcoCash agent line, thus effectively denying Matsveru access to his money.

The court heard that the couple later met Mare in the central business district and transferred the money from the agent line in question to two EcoCash agent lines.

Topia and Magaya then went on to convert the $500 000 to US$20 210, which they later allegedly shared with Mare.

When Matsveru discovered the scam, he reported the matter to the police, leading to the couple’s arrest.

Drama As Junior Cops Defy Seniors Over Anti Riot Gear

By A Correspondent- There was drama at Bulawayo’s Mzilikazi Police Station on Thursday after junior cops refused to be deployed wearing anti-riot gear when there was no threat on violence.

The Government has been on high alert for demonstrations across the country after reportedly gathering Intel of a nationwide teachers’ strike.

According to sources, demanded to see the officer in charge to register their grievances in a stand off resulted in the district police boss also visiting the station.

“The junior cops refused to be deployed citing several problems which they finally revealed to their Office in Charge after they demanded his presence,” said a police source.

“The junior police officers complained that they were being deployed for twelve hours wearing anti-riot kits, helmets and botons without being informed about any operation.”

A junior police officer who spoke to this publication on condition of anonymity said they are were deployed on static guards points like Fusini, Happy valley, Machiphisini, Noic and VID without any food delivered to them.

He said they spent twelve hours on empty stomachs .

“It was around 0700hrs when junior police officers refused to be deployed as they demanded that their bosses come to the station so that they can express their grievances to them.

“After they refused to be deployed citing their grievances which includes poor working conditions and low salary which is incapacitate for food, rent and transport. Their immediate supervisors informed their bosses about the chaos which caused the Office in Charge to immediately attend the parade in civilian attire,”said the police source.

“The Officer in Charge reminded them saying it was their mandate to maintain law and order so that society lives peacefully . Furthermore, he threatened those who were refusing to be deployed that they might face wrath of the law under the Police Act but Junior officers ignored the order.

“The Officer in Charge of the station immediately summoned Officer Commanding Bulawayo West District who then rushed to the station and called off the operation.”

Mnangagwa’s Woes Mount, As Zim Faces Bleak Economic Future

By A Correspondent- A bleak outlook characterised by growing expectations to end Zimbabwe’s political impasse, a weakening currency, power and foreign currency shortages stare in the face of President Emmerson Mnangagwa’s administration.

Business leaders have warned that the economy is expected to deteriorate further in the next 12 months as the country’s woes escalate on the back of skyrocketing prices of goods and services, low domestic demand, coupled with low production.

In his 2020 National Budget, Finance minister Mthuli projected the economy to grow by 3% this year from a negative growth of 6,5% in 2019 buoyed by agriculture.

Foreign currency crunch is also hammering industries, while hyperinflation, recession and a record unemployment continue to dog the economy, a situation which has left companies under stress.

Last year, the economy was characterised by relatively tight fiscal measures with cash shortages, liquidity challenges, capacity utilisation and crippling power outages. Zimbabwe, since May last year, endured the worst power cuts in three years.

A reliable and affordable electricity supply is a key enabler in the productive sector. Commercial and domestic consumers are subjected to more than 18 hours without electricity because of dwindling water levels at the Kariba Dam. Companies are reeling from rolling power blackouts, with companies losing significant amounts of dollars due to power cuts alone.

Companies are battling increased cost pressures, varying from direct economic costs, indirect costs, and social costs. Indirect and social costs are equally important components when considering the impact of power interruptions.

Several captains of industry said this week this will force many companies to further cut back on output, a situation which is likely to result in serious workforce lay-offs. Lower output and higher prices coexist and feed on each other.

The other risk is that many companies are debt –ridden and are failing to pay their obligations because interests on debts are accruing additional charges, pilling pressures on already struggling companies. The economy is also battling curtailed net capital flows, declining investor confidence, rising unemployment, rising prices and dented sentiments.

The World Bank warned in the absence of international support, Zimbabwe macroeconomic challenges may persist.

“With dwindling reserves, there is a high-risk exchange rate overshooting, contributing to inflationary pressures,” said the World Bank, adding Zimbabwe’s fiscal deficit is projected at around 4.9% of GDP in 2019 and will gradually decrease to 4.5% and 4.4% of GDP in 2020 and 2021 respectively. Continued cash shortages as well as weak targeting of public spending on social safety nets are seen constraining social programmes and the impact on poverty.

“Real GDP growth, said the World Bank, is projected to pick up to 2.7% in 2020, driven by a rebound in agriculture as rains largely return to normal. However, shortages of foreign currency and electricity are projected to persist in 2020, negatively affecting the recovery of industry and services.

“Weak domestic demand is likely to translate into a small current account deficit in 2019 (around 1 percent of GDP) which is likely to slightly increase in 2020 given continued foreign currency shortages,” the World Bank said.

Extreme poverty in Zimbabwe is estimated to have risen from 29% in 2018 to 34% in 2019, an increase from 4.7m to 5.7m people. Poverty is projected to remain stagnant in 2020 as positive impacts of a rebound in agricultural production will be countered by the negative effects of continued high inflation, further undermining the purchasing power of the poor.

Last month, a UN agency said Zimbabwe is facing its worst hunger crisis in a decade with half of the population (7.7m) food insecure. World Food Programme spokesperson Bettina Luescher said that almost US$300m was needed urgently to supply some 240,000 tonnes of aid to avert hunger caused by a climate disaster and economic implosion.

Government will this year tackle the demands for salary review by the civil service with some sub sectors threatening to rollout strikes to force government to the negotiating table. Accounting for the lions’ share of formal labour, the civil service’s conditions of service are a benchmark for the rest of industry.

Apex Council secretary-general David Dzatsunga told Business Times that the workers’ body, representing all 16 civil service unions, is waiting for government to address their welfare concerns this month. He said the workforce is restless and has low morale. Government’s 230 000 strong work force is working under protest because of poor working conditions.

Dzatsunga said civil servants are demanding the lowest paid among them to get US$475 equivalent at the prevailing interbank rate in the face of the spiralling cost of living, where the bread basket for a family of six is now pegged at ZWL$4 000.

“We want government to adjust our salaries to the interbank rate so that they are in tandem with October 2017 salaries of US$475 for the lowest paid worker,” Dzatsunga said.

Mnangagwa has very little room to manoeuvre as budgetary demands far outweigh resources in 2020. Government is currently facing a job strike from the medical doctors in government hospitals who for the past two months have been refusing to report for work and demanding to be paid in foreign currency. Treasury has promised a cost of living adjustment allowances for its workers to cushion them against the inflation which is eroding workers’ income.

Dzatsunga said civil servants were struggling and heavily indebted as they were borrowing money to report for work. He said if government does not heed their call they will embark on weekly demonstrations or sit-ins at the workplace.

Raphael Makota, vice President of the Senior Hospital Doctors Association, said medical professionals are also facing the problem of low morale resulting in the job action. Zimbabwean hospitals have not been functioning well since March last year. Things have come to a standstill in the last three months.

Hospitals have run out of essential drugs and sundries and a lot of essential hospital equipment has either broken down either needing urgent repair or complete replacement. Even the most basic things like syringes are hard to come by in hospitals. The hospitals have now turned into a dangerous place for patients.

Doctors can no longer afford to come to work as wages are too low. Inflation has ravaged their earnings leaving them unable to afford a living. The hospital working environment has now become unsafe for both the patients and the doctors alike.

The patient is coming to a hospital with erratic nursing services. This has left the doctors and the hospitals incapacitated. Government has fired about 430 medical doctors for participating in the industrial action.

Progressive Teachers Union of Zimbabwe (PTUZ) president Takavafira Zhou said teachers are also demanding better working conditions. The teachers’ want their children to be exempted from paying fees in all government schools.

PTUZ also wants government to provide residential stands for teachers as the ZWL$120 they are getting monthly as accommodation allowance is not enough to rent a single room in the country, according to Zhou.

Companies are questioning government’s commitment to deal with the current economic challenges. In a statement accompanying Powerspeed’s financial statement for the year ended September 30, the firm’s chairman Simba Makoni said actions by the country’s leaders do not seem to reflect reality on the ground.

“It is difficult to tell where our country is going. Statements of, and actions by our leaders do not seem to reflect the reality of everyday experiences of citizens,”

Makoni said:

“The country yearns for a coherent, credible, macroeconomic policy framework, and regulatory regime, within which economic agents can operate and plan for the future.”

Business executives expect the situation to deteriorate this year. Delta Corporation chairman, Canaan Dube, said the economy was yet to settle from the turbulence caused by transition from the multi-currency system to the Zimbabwe dollar and the accompanying policy measures in line with the Government Stabilisation Programme.

“The operating environment is expected to remain challenging,” Dube said in a statement accompanying the financial statement for the period ended September 30.

He added:

“Our production and distribution operations were disrupted by the shortages of electricity and fuel, which in themselves are a manifestation of the limited availability of foreign currency. The sourcing of imported goods and services remains constrained by the shortages of foreign currency, particularly in view of the backlog in settling past due obligations.

“Consumer spending remains low as incomes have lagged the escalation in prices of goods and services. The Company has been adversely impacted by shortages of potable water, electricity and fuel. Volume performance is thus constrained and significantly below last year across our product offering.”

The economy is also battling fast depreciating local currency. A weaker Zimbabwe dollar is fuelling inflation. Although government stopped publishing annual inflation rate after it reached 176% in June last year, it is estimated to be hovering around 500%. Month on month inflation rate was 17% in November. The economy contracted by 6.5% in 2019.

Government, however, expect the economy to grow by 3% this year. There is widespread pessimism over economic conditions this year. Miners are in trouble. Some are said to have suspended some shifts this week to avoid trapping miners underground when the electricity cuts out. To worsen the situation, ZESA has been accused of disregarding an agreement with miners to ensure uninterrupted power supply, a situation which has cost the resources industry millions of dollars in potential lost output.

This has angered the miners who say ZESA’s failure to honour the agreement will put the economy in peril because miners are among the biggest consumers of electricity in the country and are already grappling with weak profits that could be compounded by potential output loss due to power outages of up to 40%, according to the latest survey by the Zimbabwe National Chamber of Commerce.

On the political front, former South Africa president Thabo Mbeki is this year expected to broker talks among Zimbabwe’s main political parties as the economy flounders. Zimbabwe’s main opposition leader Nelson Chamisa wants Mbeki to mediate over negotiations between his party and the ruling party led by Mnangagwa.

Mnangagwa, however, wants negotiations to fall under the ambit of the Political Actors Dialogue.

Self Exiled Ex Police Boss, Chihuri Slammed

By A Correspondent- A judge has lashed out at ex-Police Commissioner-General Augustine Chihuri for exhibiting “misguided pride” when he fired three police officers for allegedly smuggling potatoes and 600 sachets of cane spirits while deployed at the Zimbabwe-Zambia Border Post.

Former High Court judge Justice Francis Bere, now on the Supreme Court bench, made the remarks as he ordered Comm-Gen Godwin Matanga to reinstate the three former cops who were fired 10 years ago.

Ex-Sergeant Kenneth Tsiwo and ex-Constables Trouble Chikwati and Last Mabvuragudo were stationed at Fairbridge Police Station before they were fired by Chihuri in October 2009 for allegedly conniving with a Zambian vendor to smuggle the consignment into the country.

They were fired after they were convicted on charges of violating section 35 of the Schedule to the Police Act (acting in an unbecoming manner prejudicial to good order or likely to discredit the police) following a disciplinary hearing.

However, when they tried to appeal to Chihuri in terms of the Police Act, he refused to entertain them and used his discretion to fire them without hearing their side of the story.

Justice Bere’s ruling follows an application for review of the disciplinary proceedings by the trio challenging their dismissal. They cited Police Service Commission and ZRP Commissioner-General, as respondents.

In nullifying Chihuri’s decision, the judge said the former police boss exhibited misplaced pride when he fired his subordinates without affording them an opportunity to argue their case.

“The rules of natural justice demand that even a murderer must be heard first before he is condemned. The second respondent (Chihuri) used his discretion to decide the fate of the applicants without giving them an opportunity to argue their case, and in my view, nothing could be worse than this,” said Justice Bere.

“The second respondent cannot exhibit misplaced pride by justifying a violation of one of the pillars of our sound administrative systems, the audi alteram partem rule. Administrative functionaries must not clandestinely make decisions of far reaching consequences against affected parties without hearing such individuals.”

Justice Bere said the dismissal of the three applicants was an act of institutional conspiracy between Chihuri and the trial officer who convicted them.

“Unfortunately, this conspiracy was endorsed by the first respondent (Police Service Commission) by failing to properly analyse the conviction itself. Clearly, the trial officer could not have convicted the applicants on scanty evidence. Indications are that he had decided to convict the applicants irrespective of what the evidence provided showed,” he said.

“Such officers are dangerous to the administration of justice. The conviction of the applicants on the strength of the evidence led in this trial represents a serious miscarriage of justice.”

The judge said the disciplinary proceedings were marred by gross irregularities and ordered Comm-Gen Matanga to reinstate the three applicants.

“I am more than satisfied that the application for review be and is hereby upheld. The decision of the first respondent upholding the second respondent’s decision to discharge the applicants from the Police Service be and is hereby set aside. It is ordered that the applicants, Ex-Sgt Kenneth Tsiwo and ex-Constables Trouble Chikwati and Last Mabvuragudo be reinstated without loss of benefits and remuneration,” ruled Justice Bere.

The three applicants, through their lawyers Samp Mlaudzi and Partners, said their bosses denied them the statutory period of 72 hours to enable them to adequately prepare for their trial.

They also argued that they were denied legal representation with their trial having been fast- tracked leading to conviction.

In his founding affidavit, Tsiwo said they were arrested on June 23, 2009 for alleged smuggling.

“The goods were potatoes and 600 sachets of cane spirits. It was later established that the sachets belonged to Edith Mukombwe of Zambia and potatoes belonged to one Inspector Muzenda, our senior, who had sent us to collect them at the border post,” he said.

Tsiwo argued that they appeared before a single officer and were convicted despite Mukombwe having claimed ownership of the spirits.

“On October 14, we were served with a discharge notification with effect from October 8, 2009 from the Commissioner-General,” he said.

Chihuri, in his affidavit, said the applicants were intercepted by Zimbabwe Revenue Authority officials and found in possession of undeclared goods, hence, during the police disciplinary trial they were found guilty.

He said their acquittal in the criminal proceedings does not mean the disciplinary proceedings’ verdict should be the same

New Twist To The Chiwenga’s Divorce Case

By A Correspondent- Vice President Constantino Chiwenga has blinked first in his divorce battle with estranged wife Marry Mubaiwa, after it was revealed on Friday that he is seeking an out-of-court settlement in a case brought by the former model after she was barred from the matrimonial home in Borrowdale.

Mubaiwa’s lawyer, Advocate Taona Nyamakura, says the parties are yet to reach an agreement, adding that if they fail, the case will be argued next Tuesday.

He spoke to journalists after the urgent chamber hearing of the case was postponed by High Court judge, Justice Dube-Banda.

“The case was set to be heard today but the judge postponed the matter to allow parties to reach a settlement, for the sake of the fighting couple’s children,” the lawyer said.

“The matter has been deferred to next Tuesday for possible argument or confirmation of settlement. We exchanged arguments as legal practitioners for both sides in the matter and I can confirm the tentative agreement is this matter should be settled and not argued.

“It will be in the best interests of the children that parties find each other but the law is followed. If we don’t reach an agreement on Monday, it means we continue with oral submissions on Tuesday.”

Mubaiwa is facing several criminal charges including money laundering and an alleged attempt to kill Chiwenga when he was hospitalised in South Africa.

She spent over two weeks in remand prison following her arrest on December 14.

She, however, could not return to her home after Chiwenga deployed soldiers who barred her from entering the premises. He is also refusing to release their three young children into Mubaiwa’s custody.

Aggrieved by the move, Mubaiwa then rushed to the High Court with an urgent chamber application seeking to be allowed to access her home.

She wants access to personal items and properties within the home including clothes and vehicles following her release from prison.

Chiwenga, who filed for divorce from Mubaiwa late last year, has described his estranged wife as a witch and a drug addict. Marrying her was his worst mistake, he said in court papers.

Mubaiwa answered in kind, accusing the retired army commander of “acute paranoia”, and also suggested he was abusing prescription drugs.

Mawarire, Gutu Twitter Tiff Lights Up Social Media

By A Correspondent- Spokesperson of the National Patriotic Front Jealousy Mawarire and former MDC-T Vice President Obert Gutu yesterday engaged in a war of words following the latter’s Twitter post in which he questioned why the country had more churches than industries.

“I have got absolutely nothing against the Church. I was actually born & bred in the then Dutch Reformed Church (DRC), now the Reformed Church in Zimbabwe.(RCZ). My main worry is when a country has got more churches & ‘prophets’ than it has got factories & industries!,” said Gutu.

This forced Mawarire to shoot back saying churches were open during weekends when industries were closed.

Mawarire did not end there but mocked Gutu as a dunderhead lawyer.

“Churches are open on Saturday & Sundays when industries are closed, where is the link Dunderhead Lawyer?,” responded Mawarire.

Gutu hit back labelling Mawarire an excuse of a journalist.

Couple Nabbed Over 500k Fraud

By A Correspondent- A Bulawayo couple appeared in court for defrauding the person they had given their Ecocash agent line to, bagging $500000 in the process.

The couple, Fredrick Topia (40) and his wife Nyarai Magaya (32) reportedly registered their company and acquired an agent line for their business. They went on to hire out the line to one Moses Matsveru who transferred $500000 to the agent line.

On the day of the transaction, the couple blocked and replaced the line blocking Matsveru from accessing his money. They went on to change the money into US Dollars and shared the $20 210 with the man who had helped them rent out the line to Matsveru.

They were arrested and remanded out of custody to 31 January after they posted bail.

Former VP’s Daughter Breathes Fires

By A Correspondent- Former Vice President Phelekezela Mphoko‘s daughter said the government is disrespecting her father because they don’t want to give him his benefits.

Siduduzile even went on to say they were disrespecting Mphoko because of his tribe.

Siduduzile wrote this on her Facebook wall, after the government dismissed the former VP’s USD benefits and pension claims.

Siduduzile said:

I just read an article by Misheck Sibanda about my father’s pension and besides the fact that they want to deny him what is rightfully his, in the article, he addresses my dad as Mr Mphoko

I have been asking myself why the disrespect, then I realised that addressing him as former VP Mphoko opens a can of worms because the title is stamped within the Constitution, making him entitled to his benefits. So, let’s act like he wasn’t a VP and let’s not address him as one so that we can take what is rightfully his.

How can someone who has dedicated more than half his life to serving his country be told he is not worthy. He was appointed by a legitimate Head of State, the late (former President) Robert Mugabe (unless you don’t recognise him either) and it is also documented on every official assignment he participated in locally and internationally that he was representing his country as the VP.Whether you like it or not, he is former VP Mphoko. Stop disrespecting and sideling our leaders based on tribe.

His contribution to his country is as valuable as any other Zimbabwean’s. Show that you have some respect for a former leader

However, the public service commission insists that Mphoko’s pension will be paid in local currency.

16-Year-Old Girl Fatally Crushed By Tractor In Mvurwi

A 16-year-old girl was fatally crushed by tractor trolleys while she was picking tobacco at Willmode Farm in Mvurwi, raising calls to stop children from working on farms.

The tragedy happened on December 29 last year when Faith Maurukira, who was employed as a general worker, fell from the tractor before being run over.

A witness, who is also the farm manager Mr Zvinashe Guyo, confirmed the death.

“The girl went to the field in the morning with others as usual and her task was to follow behind the tractor trolleys and pick those leaves that would have fallen from the moving tractor en-route to the barns,” he said.

“At that time, I was in the next field from which the girl was coming. On her way, the girl boarded one of the trolleys, but after moving for a few metres, she called on the driver to slow down so that she could pick the tobacco leaves that had fallen.

“The driver could not hear her and she then jumped from the trolleys and was hit by an axle at the back.”

Faith died on the spot.

Efforts to get a comment from Mashonaland Central Provincial police spokesperson Inspector Milton Mundembe were fruitless.

Faith’s aunt, Happiness Gavhiyo, said when they arrived at the scene, the girl was bleeding profusely.

“We received a message that Faith had fallen from a tractor and upon arrival, she was already dead with both her hands broken and bleeding from the mouth, nose and ears,” she said.

Mazowe North legislator Cde Campion Mugweni has since called on Government to fight child labour in farming communities.

The Labour Act prohibits employers from hiring a person under 18 years to perform dangerous tasks.

The Children’s Act makes it an offence to exploit children.

“It is unfortunate that we are still experiencing cases of child labour in the country and this is still rampant in the farming communities where the law is still primitive and there is lack of awareness from both the employer and the employee,” said Cde Mugweni.

“Recently, we lost a young girl who fell from tractor trolleys while working on a tobacco field. Such cases must be avoided and where negligence is suspected, suspects must be brought to book and see to it that we have put an end to that.”

The Constitution states that appropriate legislative and other measures should be taken to protect children from exploitative labour practices.

Zimbabwe Federation of Trade Unions (ZFTU) Mashonaland Central coordinator Mr Collins Chapasuka Kasiya called on stakeholders and the Government to take part in protecting children.

“We call upon relevant stakeholders and Government to take part in protection of our labour laws,” he said.

“The policies are also not very clear on the prohibition and protection of children under the employment age, especially on hazardous jobs which results on work related accidents and death of the children.”

Back To Square One For Khupe As Gutu Throws In The Towel

Gutu did not state the reason for his resignation but the move is likely to be a major setback for Khupe as Gutu was one of the party heavyweights and a critical member of the movement.

A few weeks ago, Gutu posted a picture of himself and other party members attending a strategic meeting in Bulawayo and everything seemed well.

Khupe’s party has not responded to Gutu’s resignation and it remains to be seen what the party will do and who will replace the former Deputy minister of justice during the inclusive government.

Besides Gutu, Khupe does not have very senior and respectable people, so the resignation of her deputy could be the final nail on the coffin.

Shurugwi used to be known as Selukwe it was established in 1899 by the British South Africa Company and Willoughby’s Consolidated Company. Its name was derived from a nearby bare oval granite hill that resembled the shape of a pigpen (selukwe) of the local Karanga people.
The district remains an important centre for gold, chrome and platinum mining, but is perhaps best known as the home district of the former Rhodesian Prime Minister Ian Douglas Smith who owned a farm near Gwenoro Dam and it is the district where comrade Josiah Magama Tongogara hails from. Shurugwi, formerly Selukwe, is a small town and administrative centre in Midlands Province, southern Zimbabwe, located about 350 km from Harare.
The town is sits on a mineral-rich Archaean greenstone belt, known in this area as the Selukwe Schist Belt,making it one of the most mineral-rich towns in the country. Chromite, gold and nickel are all mined around Shurugwi. The town is also located on one of the most beautiful places in Zimbabwe, Wolfshall Pass, commonly known as Boterekwa due to the winding of the road as it negotiates its way up and between mountains. This is very similar to the pass close to Louis Trichardt in South Africa since both were constructed by an Italian firm, Boterekwa has been a scene of many road accidents with most of them fatal. The most notable of these accidents occurred in 1966 when a bus load of students from Chrome Secondary School overturned. Only three teachers survived the crash,seventy five students died. It is painful that the government has not done anything about the road there at least to widen it.
There are a number of schools in Shurugwi including Parkinson High, Chrome High, Shurugwi 2, Batanai High School, Charles Wraith Primary, Railway block primary, Selukwe peak primary, Ironsides primary etc. Most of the better schools are found in Shurugwi rural area, such as Pakame Mission, one of the oldest schools in the country, a Methodist run mission school which is about 40 km (25 miles) by road on the South towards Zvishavane, close to Guruguru Mountain, a volcanic solid rock mountain in Shurugwi Rural Areas; To honour one of our national heroes a school was named in his name. This school is in Shurugwi district. Tongogara High School, a government operated boarding school 40 km (25 miles) to the East and Hanke Adventist High School, an SDA run school 10 km (6 miles) on the North of Tongogara. Next to Hanke there is a school called Svika High named after a nearby Svika mountain. All these schools offer up to Advanced Level (“A-Level”).
Shurugwi also has rural primary schools such as Vungwi Primary School, Matamba Primary School, Tumba Primary Schools,Dhlemiti Primary school,Chironde Primary school,Zvizhazha Primary School,Mavedzenge Primary School,Musavezi Primary School and Nhema Primary School. Most of the graduates leave Shurugwi after primary/secondary education to pursue further education, usually A levels, in other towns as far as Harare. Shurugwi has produced a considerable number of professionals, notably in the fields of Chartered Accountants, lawyers, engineers, and medical doctors. There is a private college Institute of Business Technology popularly known as IBT College, founded by Sir Godfrey Gandawa, that offers academic school forms 1 to 6, and professional and computing courses at national foundation certificate, national certificate and national diploma levels with HEXCO examination status.
Mhangami Primary School is an Anglican church run school. Originally called St Pius, it was renamed Mhangami in honour of the local Chief Mhangami. The school was established in 1943 and offers up to grade 7.

Tongogara High School which is a government-run high school in the rural areas of Chief Nhema in Shurugwi, Zimbabwe which offers classes up to A-level.
As one of the many post-independence secondary schools to be built in Zimbabwe, it was named after a famous freedom fighter, Josiah Tongogara, as an honour to his exploits in the Rhodesian Bush War. The school is situated in the homeland of the former fighter. It is only 15 km from Chachacha business centre, 18 km from the iconic Chinogwenya village and the District Heroes Acre. The first A-level enrollment was in 1989. Boarding facilities were extended to the lower grades from 1990. There is also a continuing education program for those who would like to advance their education.
The school has produced notable graduates who have gone to make a different both at home and in Zimbabwean diaspora. This school is located in Mvura village. Students at this school usually go to Mvura Seventh Day Adventist church because it is nearer, and it is believed that almost everyone in Mvura Village is an Adventist. The church has been very supportive in grooming the students. Graduates from this school who have gone far: Burombo Mudhumo, Upenyu Mzimbani, Jotham Zvinongoza, Chamson Matanda, Mapingire, Dry Mativenga, Felix Mutasa, Tapiwa Dobo and Munyaradzi Dobo – the twins who are qualified chartered accountants, Comfort and Armstrong Mvura who are believed to have left the school for diaspora and have been supportive to all the residents in the village.
The first students to attend the school were 120 coming from Matamba Primary, Mavedzenge primary school. The first O Level were of November 1985, and the first intake for A Level was in 1986.
On the 23rd of October 2019, there was a fire incident which reduced the boys hostel to ashes. The origins of the fire were unclear, it is believed that someone left his candle burning as there was no electricity due to load shedding. On the 24th of October 2019, Unki mine offered accommodation to all the boys in the boarding and also to transport them to school every morning until the hostel is completely restored.

The town lies in well wooded, hilly and picturesque country at an altitude of about 1,440 metres (4700′) and is well watered having a typical annual rainfall of 89 cm (3′). On a clear day it is quite possible to see the hills around Masvingo and Great Zimbabwe, the latter being over 145 km (90 miles) away.

The Minerals of Shurugwi through honourable Ronald Nyathi has created jobs and benefitted the nation and the community of Shurugwi.


As expected his daring community based move has attracted adverse attention. Before Nyathi came in the gold there were senior cadres who only benefitted their pockets. They created gangs who are bent in tarnishing the image of Shurugwi and stop the community service rendered by honourable Nyathi. Transforming Zimbabwe enriching the community one place at a time is the policy which has powered Nyathi in his community service in Shurugwi.


Nyathi has put together youth in mining ventures and he has instilled strict discipline in the mining activities in Shurugwi area. It is because of his genius leadership that Mashurugwi can not survive in Shurugwi. Nyathi has made every Shurugwian feel to be part and parcel of the development in the province.
Shurugwi is the only place were ZANU PF represents people in the town.


It is therefore clear that there is a strong force which is under hand to remove Nyathi and replace him with a criminal who will allow a few thugs from Kwekwe to benefit from the minerals Shurugwi is sitting on.
Some senior ZANU PF leaders who are not happy with the progress and pease and tranquility in Shurugwi have already started to de campaign Nyathi in order to control Shurugwi. Never in the life time of Shurugwi has people been put together to benefit from their own mineral resources.
Mashurugwi are meant to cause confusion so that the gang leaders whose mind is on exploiting the minerals to their benefits would take control of Shurugwi. They strive on confusion and if they want to benefit they the fan the chaos. Chaos makes it easy for these thugs to bloom.
The sorry thing is that the culprits use the name of the president in their criminal activities.


They are the team which builds a cast wall around the president so that the president will not hear about their activities. They shower the President with lies and capture the vision the president has for a mechanised and corruption free Zimbabwe. This team of corrupt high ranking cadres always obstruct people to see the president and they mount the glory of being the chosen ones. They then abuse their power in the mining sectors.
Midlands should be bringing in millions of dollars to the national pot. Unfortunately all the spoils are used to fatten just a few.


In Kwekwe they are known as honourable thirty percent and elsewhere they are known as honourable. These dishonourable idiots are tarnishing Shurugwi and the name of the President.


Midlands can not be mentioned without mentioning Shurugwi.

Chiwenga-Marry Settle For Out Of Court Arrangement

The dispute over custody of children and access to a matrimonial home pitting Marry Mubaiwa and her ex-husband Acting President Constantino Chiwenga was yesterday deferred to next week to allow the parties to negotiate a settlement.

Justice Christopher Dube-Banda deferred to Tuesday the matter in which Mubaiwa is seeking an order compelling Acting President Chiwenga to allow her access to their three children and matrimonial home in Harare’s Borrowdale suburb.

Both parties’ lawyers, Mr Taona Nyamakura acting for Mubaiwa and Advocate Lewis Uriri representing Acting President Chiwenga, agreed to the postponement of the matter.

Briefing journalists outside the High Court, Mr Nyamakura confirmed the latest development.

“The matter has been deferred to Tuesday 21 January for possible argument or confirmation of settlement,” he said.

“We exchanged positions as legal practitioners acting for both sides in the matter. The tentative position is that this matter should be settled and not argued.”

Mr Nyamakura added that it would be in the best interest of the children that the parties find each other and the law is followed.

“But it is a tentative position, if we cannot reach a settlement by Monday then it means that we proceed with oral arguments on Tuesday as directed by the judge,” he said.

When approached for comment, Adv Uriri simply said: “The matter will be argued on Tuesday. We are not talking to the Press.”

In her application, Mubaiwa claims that after she was granted bail, she was barred from accessing the matrimonial home at No. 614 Nick Price Drive, Borrowdale Brooke, and children by soldiers from the Presidential Guard.

She claims soldiers, led by a Lieutenant-Colonel Mangezi, advised her they had strict instructions from Acting President Chiwenga not to let anyone in and out of the premises without his express permission.

To this end, Mubaiwa contends that the Acting President’s conduct was in breach of a court order granting her bail, part of whose conditions was that she stays at the matrimonial home until her case is concluded by the courts.

The ex-model also accused Acting President Chiwenga of abusing his position to persecute her despite the fact that the courts were yet to conclude their divorce and the attempted murder charges.

Mubaiwa also claimed that soldiers, acting on the instructions of the Acting President, blocked her from accessing her business premises at Orchid Gardens in Domboshava.

She says that her children aged 8, 7 and 5 were all minors and needed the love and care of their mother.

Opposing Mubaiwa’s application to return to No. 614 Nick Price Drive, Borrowdale Brooke, the Acting President’s lawyers, Manase & Manase Legal Practitioners, argued that the prosecution was not aware that she misrepresented to the court that she had a single passport, yet she has three.

It is being argued on behalf of Acting President Chiwenga that Mubaiwa, being an accused person, could not share the house with the complainant in fear of interference.

The Acting President says it came to the court’s attention that Mubaiwa had two valid diplomatic passports and one ordinary passport when the High Court recently freed her on bail.

He accuses his estranged wife of performing rituals at his Borrowdale Brooke home and bringing in “witchdoctors”.

He denied allegations that he abducted their three children, saying he was taking care of the children as a natural parent.

He says when Mubaiwa was arrested, the children were left unattended. He argues that it became incumbent on him to take custody of the children.

It was further argued that there was medical evidence suggesting Mubaiwa was unfit to take custody of the children.

“The doctor concluded that she (Marry) should be under the care of a physician, a surgeon and a psychiatrist.

“It is indicated that she has flashbacks, suffers from lack of sleep and has difficulties in breathing, symptoms of illicit drug abuse.”

OPINION: Zim Governance System Beyond Repair

By Tendai Reuben Mbofana| OF late, I have been quite irritated by my smartphone’s maddeningly frequent demands for me to upgrade its system—at times, as little as only two days after my last upgrade. What I, however, found very interesting is every new upgrade’s claim to “fix bugs”—so-called “debugging”— that is, to identify, correct, and remove defects, in the previous system.

Typical of my mindset, I always soon found myself comparing this to how we, in Zimbabwe, still try to “debug” our government—particularly, through criticism of their destructive and anti-people policies, or proffering advice on how they could improve their operations and the country’s welfare.

Nonetheless, what has become so clear to me is that, after 40 long years of continual bungling and messing up — through persistent unfettered and systemic corruption, institutionalised incompetence, and inherent brutality — it is now foolhardy for anyone to expect any genuine, sustainable, and significant reform from this government’s modus operandi, such that any manner of “debugging” is a lost cause.

As with any computer system that has become too corrupted to be fixed, the only reasonable and progressive action to take would be its complete replacement. Period.

Similarly, this Zimbabwean government is way beyond any fixing, and the only way forward is its complete replacement.The only question that should be on the people of Zimbabwe’s minds is no longer how to fix this system of governance but, rather, how to completely replace it with a modern, more effective, trustworthy, and truly democratic one.

This, of course, requires national debate, and consensus — but, as a law-abiding, patriotic, and loyal member of this great country, I firmly and unequivocally stand on the tenets of constitutionalism, and democracy — as anything else is certainly a recipe for disaster.

That is why, as much as I fully understand and empathise with every one of us Zimbabweans who has had to endure 40 years of untold suffering, anguish, and torment at the hands of this cold-hearted, kleptomaniac, and dysfunctional regime—my viewpoint has always been for us to desist from narrowing our struggle to only an individual.

That is the grave mistake that landed us in these troubles we find ourselves in today under this so-called “new dispensation”— as we myopically reduced our plight to only one man, then president Robert Gabriel Mugabe, instead of focussing on the replacement of the entire system.More in Home

We found ourselves engrossed in such simplistic slogans as, “Mugabe must go!”, yet our problems transcended any one individual, but captured the entire system of governance in Zimbabwe — such that, when the coup d’etat of November 2017 occurred, we were ready pawns in this purely internal Zanu PF factional fight, thereby supporting and celebrating the “debugging” of one problem, and its replacement with another similar problem, yet what was clearly required was the complete replacement of the entire corrupted system.

Today, we find ourselves crying out, “Nothing has changed!”Of course, nothing has changed. Why would anything have changed, when we blindly endorsed the continuation of the same old outdated, antiquated, contaminated, and dysfunctional system?

In fact, that is why we are even saying, “The situation has actually become worse than before”. Yes, it has and it will only get worse!

These days, we are inundated with mostly unverified online stories about another possible coup d’etat.

I cannot help wonder why this renewed excitement in the possibility of the recurrence of such a catastrophe, which quite obviously previously never worked to the ordinary people’s benefit?

If, indeed, another coup were to take place today, are we to find ourselves back in the streets again? Singing, dancing, and waving the Zimbabwean flag? Are we to allow ourselves again, to be gripped by a false and misguided sense of renewed optimism for a better, more prosperous, and democratic future?

Then, a few months down the line, reality sets in. Again, we repeat the expressions of regret, “Nothing has changed”, or, “The situation was actually better under ED”, or, “At least under ED we had such and such!”.

Did we not learn anything? Do we ever learn?Let it be abundantly clear to all Zimbabweans that the only hope for a brighter and better future for this country does not lie in piecemeal changes in the ruling establishment. It does not lie in “debugging” one or two things within the current system.

The situation has long since deteriorated beyond such mediocre measures. After 40 whole years of corruption, incompetence, and brutality, the system has gone beyond repair or fixing.

The government can replace a political appointee like Patrick Chinamasa with a technocrat and internationally acclaimed financial wizard in the mould of Mthuli Ncube, but this will never improve the welfare and well-being of the ordinary Zimbabwean.

We can be relentlessly bombarded with endless mantras, such as “Zimbabwe is open for business”, or “Vision 2030”, or “Upper middle income economy by 2030′, but as long as this outdated system is still in place nothing will ever change.

The people of Zimbabwe may converge around the table with the government, discussing and sharing all manner of economic blueprints, strategies, and plans, yet, these would be nothing better than patches on a tattered trousers, which would never make it new, as only acquiring a fresh pair would be the only reasonable way forward.

This also includes the now popularised issue of ‘talks’ between the two main political parties — Zanu PF and the Movement for Democratic Change (MDC) — or, the current child’s play between the government and some pseudo-opposition parties (who embarrassingly and dismally failed to garner any significant votes in the previous harmonised elections in 2018).

As the saying goes, “One cannot put new wine in old wine skins”, the days of trying to fix this obsolete system are long over, as only a bona fide imbecile can ever dream of anything positive coming out of such.

Zimbabweans do not have the luxury — in time, energy, and resources, for misguided, misconceived, and misconstrued hallucinations that this government is salvageable and redeemable, while the country burns, and millions of this county’s people wallow in unending and increasingly toxic abject poverty.

Let us no longer waste our time figuring out how to push, or assist this government to function better but rather, we now need to do what we should have done a long time ago, formulate constitutional and democratic means of replacing the entire system with a totally new updated and upgraded one. Then, and only then, can we ever dream of a prosperous, peaceful, progressive, and democratic nation, where every Zimbabwean’s right to a dignified life is guaranteed.

Obert Gutu, Jealousy Mawarire In War Of Words

Jane Mlambo| Spokesperson of the National Patriotic Front Jealousy Mawarire and former MDC-T Vice President Obert Gutu yesterday engaged in a war of words following the latter’s Twitter post in which he questioned why the country had more churches than industries.

“I have got absolutely nothing against the Church. I was actually born & bred in the then Dutch Reformed Church (DRC), now the Reformed Church in Zimbabwe.(RCZ).
My main worry is when a country has got more churches & ‘prophets’ than it has got factories & industries!,” said Gutu.

This forced Mawarire to shoot back saying churches were open during weekends when industries were closed.

Mawarire did not end there but mocked Gutu as a dunderhead lawyer.

“Churches are open on Saturday & Sundays when industries are closed, where is the link Dunderhead Lawyer?,” responded Mawarire.

Gutu hit back labelling Mawarire an excuse of a journalist.

Govt Says Chief Ndiweni Removal Was Above Board

GOVERNMENT has dismissed claims by dethroned Ntabazinduna Chief Nhlanhla Ndiweni that his removal from the chieftainship by President Mnangagwa, following recommendations by Cabinet and the Matabeleland North Provincial Assembly of Chiefs, was unlawful.

Mr Ndiweni ceased to be Ntabazinduna chief on November 30 last year and was subsequently stripped of all Government benefits accruing to him.

In its response to Mr Ndiweni’s application challenging his dismissal, the Government argued that his removal was lawful with proper procedures having been followed.

Mr Ndiweni, through his lawyers Mathonsi Ncube Law Chambers, last December filed an application for a declaratur at the Bulawayo High Court citing President Mnangagwa, Local Government and Public Works Minister July Moyo, the president of the Chiefs Council Chief Fortune Charumbira, the chairman of the Matabeleland North Provincial Assembly of Chiefs, Chief Shana, the acting provincial development coordinator for Matabeleland North Ms Latiso Dlamini and Umguza district development coordinator Mr Tapiwa Zvivovoyi, as respondents.

He wants an order nullifying his removal.

Mr Ndiweni also wants the court to block the Government from dispossessing him of his Government-issued vehicle and chiefs’ regalia, among other State-owned assets.

Secretary for Local Government and Public Works Mr Zvinechimwe Ruvinga Churu has filed a notice of opposition challenging Mr Ndiweni’s application.

In his opposing affidavit, Mr Churu said the President’s decision to sack Mr Ndiweni was in line with the country’s Constitution.

“The applicant (Mr Ndiweni) was lawfully removed from the office as Chief Ndiweni. Section 68 of the Constitution was properly followed, the applicant was given an opportunity to be heard and to make representations during the investigations,” he said.

Mr Churu said Mr Ndiweni misrepresented to the investigation team that his elder brother, Joram, was not interested in being the chief.

Joram is the late Chief Khayisa Ndiweni’s eldest son and culturally he was supposed to take over the chieftaincy from his father when he died in 2010.

In 2014, Joram approached the High Court challenging the appointment of his younger brother as Chief Ndiweni under case number HC1875/14.

Mr Churu argued that Mr Ndiweni was not the rightful heir to the throne.

He said there was nothing unprocedural about the Matabeleland North Provincial Assembly of Chiefs meeting which recommended to the President Mr Ndiweni’s dismissal.

“The meeting established that the applicant was not appointed in line with the prevailing succession tradition. The law is very clear in that the appointment, suspension, removal of chiefs is done by the President on the recommendations of the Provincial Assembly of Chiefs through the minister responsible for traditional leaders,” he said.

“The applicant is misdirected. He was given an opportunity to make representations as expected by the law. I therefore pray that this application be dismissed with costs.”

In his founding affidavit, Mr Ndiweni argued that his removal from the chieftainship was unlawful and a violation of his constitutional right under the Administration of Justice Act as well as under the common law.

“I can only be removed from my office as Chief Ndiweni upon lawful action and processes fully respecting my constitutional rights under subsection (1) and (2) of Section 68 of the Constitution of Zimbabwe, which grant me the rights to administrative conduct that is lawful, reasonable, procedural and substantively. I have the right to be promptly given reasons for the administrative conduct taken and affecting my rights and I was denied all these rights,” he said.

Mr Ndiweni said he was not given enough notice of the nature and proposed action against him, including a reasonable opportunity to make representations on the matter.

He argued that Section 3 (2) (a) (i) of the Traditional Leaders Act under which President Mnangagwa removed him from the office of Chief Ndiweni has no application to the removal of chiefs. He said the legal provision does not grant the President the power to strip him of his chieftainship.

“That provision deals exclusively with the issue of appointment of chiefs and not their removal. Chief Ndiweni was duly and lawfully appointed by the then President, the late Robert Gabriel Mugabe in June 2014. Accordingly, no question arises under Section 3(2) (a) (i) of the Traditional Leaders Act,” he said.

“I submit that, in casu, the respondents acted in violation of the law and thereby making their conduct unlawful, null and void.”

Mr Ndiweni claimed that he was not officially served with the letter of dismissal, but only saw it being circulated on social media.

He further claimed that the Matabeleland North Provincial Assembly of Chiefs, the National Council of Chiefs, Minister Moyo and the President never gave him any notice of the intended administrative action, which the Government disputed.

Civil Servants To Survive On Cushioning Allowances This Whole Year – Govt Promises.

State Media|GOVERNMENT has said civil servants will be paid more cushioning allowances this year as its employees yesterday started receiving their promised payments for this month.

Government this week released $300 million to pay civil servants cushioning allowances as part of its pledge to improve their welfare.

In an interview yesterday, the Deputy Minister of Finance and Economic Development Clemence Chiduwa said Government will pay more of such allowances to its workers during the course of this year.

“I can confirm that the civil servants have started receiving their cushioning allowances. As things stand we are expecting to give them two or three more cushioning allowances throughout the year as we work on finding lasting solutions to improve their conditions of service. We can’t give full amounts at once given the challenges being faced by the Government but the bottom line is we have to look out for our employees and improve their conditions of service,” he said.

Deputy Minister Chiduwa commended civil servants for reporting for duty in the wake of threats of industrial action by some elements.

“From the Government side and as Ministry of Finance and Economic Development, we are happy that the civil servants continue reporting for duty and working very hard considering the difficult economic conditions they are facing. As the Ministry of Finance, we don’t have enough funds at the moment but we are committed to improving the working conditions of the civil servants as evidenced by the release of cushioning allowances which they started receiving this week,” he said.

Zimbabwe Teachers’ Association president and Apex Council team leader Mr Richard Gundani confirmed that teachers received allowances of between $700 and $800 yesterday.

He said they want the exact salaries that they were being paid in United States dollars to be converted into the local currency at the interbank rate.

“Yes, teachers received their cushioning allowances with other civil servants but what we want is transition from the United States dollar salary to a Zimbabwe dollar based salary at the interbank rate and we will continue engaging our employer for that,” said Mr Gundani.

He said it is vital for Government and the Apex Council to continue engaging in negotiations so that civil servants continue reporting for duty.

Civil servants in Gweru yesterday commended Government for paying them the cushioning allowances which they said were coming at the right time when they were dealing with challenges associated with “back to school.”

“I am a teacher in town and I have just withdrawn my money from my bank. It will cover a bit of my needs and we pray that Government continues to remember us so that we are not incapacitated,” said Mrs Vongai Masuwe.

Earlier this week, Finance and Economic Development Ministry permanent secretary Mr George Guvamatanga told this publication that the New Dispensation should be given credit for meeting its financial obligations.

On Monday, Finance and Economic Development Minister Professor Mthuli Ncube said Government was seized with addressing the issue of salaries for civil servants.

Government last week offered civil servants a 76 percent pay increase that will result in the least paid worker taking home $2 033, up from $1 023 per month and paid $750 this week as a cushioning allowance for January.

Civil servants however rejected the offer demanding to be paid an equivalent of US$475 for the lowest-paid worker.

Addressing journalists, Prof Ncube said Government had other pressing issues that also required equal attention. He said the issues included ensuring national food security, power generation, job creation and stabilising the local currency.

Two Hours In Bed With A Lady Of The Night Costs Byo Man US$4000

Ladies of the night roaming the streets of Bulawayo for business.

A PROSTITUTE from Bulawayo has appeared in court for allegedly stealing over US$4 000 and a cellphone from her client after they had spent a night together.

Enelles Tshabangu (26) of Entumbane allegedly stole the money from Mr Zamani Mpofu (33) of Richmond who had hired her to spend the night with him.

Mr Mpofu was charged US$10 for the night and handed the woman US$20 and was given US$10 change.

After having sex, Mr Mpofu woke up the following morning at around 4AM and discovered that his money and phone worth about US$100 were missing.

Tshabangu was nowhere to be found.

The matter was reported to the police leading to the prostitute’s arrest.

Tshabangu pleaded guilty to theft when she appeared before Western Commonage magistrate Ms Tancy Dube.

Ms Dube convicted and remanded her in custody to Monday for sentencing.

Tshabangu told the court that she stole the money because she coveted it.

Asked by Ms Dube why she stole the money, Tshabangu said: “Ngezwa ngifuna ukuyitshontsha. Ngayihawukela.” (I coveted the money and I felt like stealing it.)

Prosecuting, Mr Tapiwa Solani said on Saturday last week at around 2AM, Mr Mpofu was at a bar in the city centre drinking beer. “The complainant then hired the accused person who is a commercial sex worker and asked her to go with him to her place of residence for the night. The accused person agreed and the two went to spend the night in Entumbane suburb,” he said. The two had sexual intercourse before Mr Mpofu fell asleep.

“While the complainant was asleep, the accused person searched the complainant’s trousers where she stole US$4 000, an Itel cellphone and also took US$10 which was change after she had been paid for her services,” Mr Solani said.

Tshabangu sneaked out of the house and hired a taxi to a lodge in the central business district. Mr Mpofu reported the matter to the police leading to Tshabangu’s arrest.

The total value of property and cash that was stolen was US$4 110 and nothing was recovered.

Heathrow Airport Closure, Mid Air Scare For Passengers As Captain Announces Five Minutes Of Fuel Left On Plane

Panicked passengers on Virgin Atlantic were told “we have five minutes of fuel left” by the pilot in chaotic scenes in the skies above Heathrow Airport on Friday.

After the Royal Air Force made an unplanned request to halt arrivals at the busy London transport hub, a number of Heathrow-bound flights were diverted at the last minute.

One passenger onboard the Virgin Atlantic flight claimed their pilot gave them a stark warning as it circled Heathrow.

British TV producer Anne Henry revealed her flight from Los Angeles was diverted to Gatwick due to a lack of fuel.

She told The Mirror: “It was quite alarming when the captain announced after circling Heathrow for a while, ‘Ladies and gentlemen we have about five to 10 minutes’ fuel left so we may need to divert to Gatwick’.

“We’ve been on the ground for about an hour but we’re not allowed to get off.”

Airspace above Heathrow, as requested by the RAF, was closed off for about 20 minutes.

A Virgin Atlantic spokeswoman said: “Our VS8 flight from Los Angeles to London Heathrow (January 17) has diverted to Gatwick due to a brief closure of airspace over London Heathrow.

“The safety of our customers and crew is always our top priority we’re now doing all we can to get our customers to their final destination as quickly as possible.

“We’d like to apologise to our customers for the disruption to their journey and thank them for their patience.”

A spokesman for the RAF later gave an explanation for the airspace closure.

In a statement, he said: “The RAF can confirm that a flight was completed this morning by one of our assets from RAF Northolt, this flight was coordinated with Heathrow ATC but had to extend by a few minutes to complete its sortie.

“The minor delays caused to civilian air traffic are regretted.”

Correspondent|The dispute over custody of children and access to a matrimonial home pitting Marry Mubaiwa and her ex-husband Acting President Constantino Chiwenga was yesterday deferred to next week to allow the parties to negotiate a settlement.

Justice Christopher Dube-Banda deferred to Tuesday the matter in which Mubaiwa is seeking an order compelling Acting President Chiwenga to allow her access to their three children and matrimonial home in Harare’s Borrowdale suburb.

Both parties’ lawyers, Mr Taona Nyamakura acting for Mubaiwa and Advocate Lewis Uriri representing Acting President Chiwenga, agreed to the postponement of the matter.

Briefing journalists outside the High Court, Mr Nyamakura confirmed the latest development.

“The matter has been deferred to Tuesday 21 January for possible argument or confirmation of settlement,” he said.

“We exchanged positions as legal practitioners acting for both sides in the matter. The tentative position is that this matter should be settled and not argued.”

Mr Nyamakura added that it would be in the best interest of the children that the parties find each other and the law is followed.

“But it is a tentative position, if we cannot reach a settlement by Monday then it means that we proceed with oral arguments on Tuesday as directed by the judge,” he said.

When approached for comment, Adv Uriri simply said: “The matter will be argued on Tuesday. We are not talking to the Press.”

A 64-year-old man from Gokwe accused by fellow villagers of being responsible for a mysterious lightning that killed a fellow villager and 20 herd of cattle has sought refuge from a neighbouring traditional leader.

Mr Raymond Masvimbo from Ganda village under Chief Njelele has reportedly sought refugee at Chief Nemangwe’s homestead, amid reports some villagers wanted him tried at Chief Njelele’s court.

Chief Njelele on Tuesday confirmed the development, saying Mr Masvimbo was scheduled to appear before him on Friday last week, but he sought refuge at the neighbouring chief’s home.

He said as per their tradition, when a person seeks refuge from a neighbouring chief, he cannot be tried.

“There was a villager who was killed in a mysterious lightning two weeks ago,” said Chief Njelele. The lightning, which also struck and killed 20 herds of cattle belonging to families in my area left every one shocked because it was not raining.

“Some of the villagers later came to my home and said they were suspecting Mr Masvimbo of being responsible for the mysterious lightning bolt.”

Chief Njelele said according to the villagers, Mr Masvimbo had previously threatened to kill the affected families’ beats after they previously turned down his request for draught power from them.

“It is said when rains fell sometime last year, Mr Masvimbo approached the two affected families asking for some draught power. They declined arguing that they were also busy with the beasts on the fields, but he reportedly threatened them with unspecified action and after some weeks, a mysterious lightning bolt struck and killed all their cattle,” said Chief Njelele.

He said he sent some emissaries to Mr Masvimbo’s homestead for him to appear before his traditional court.

“He did not turn up for the court on Friday, but when I made some inquiries, I then learnt that he had sought refuge at Chief Nemangwe. I will have to engage Chief Nemangwe and see how best we can handle the issue,” said Chief Njelele.

Contacted for comment, Mr Masvimbo denied being responsible for the mysterious lightning.

He confirmed he had sought refuge at Chief Nemangwe’s court fearing for his life.

“People in the village were accusing me of killing their cattle,” said Mr Masvimbo.

“I had to seek refuge at the neighbouring chief since people were threatening to kill me.”

Chief Njelele said he has since ordered that the beasts, which were killed in the lightning be burnt.
