Jane Mlambo| Obert Gutu, the MDC-T Vice President has announced his resignation from the party with immediate effect.

Announcing his decision on Twitter, Gutu said;

“For purely personal and private reasons, I am resigning from the MDC-T with immediate effect.

“Kindly be advised accordingly,” said Gutu.

A PROSTITUTE from Bulawayo has appeared in court for allegedly stealing over US$4 000 and a cellphone from her client after they had spent a night together.

Enelles Tshabangu (26) of Entumbane allegedly stole the money from Mr Zamani Mpofu (33) of Richmond who had hired her to spend the night with him.

Mr Mpofu was charged US$10 for the night and handed the woman US$20 and was given US$10 change.

After having sex, Mr Mpofu woke up the following morning at around 4AM and discovered that his money and phone worth about US$100 were missing.

Tshabangu was nowhere to be found.

The matter was reported to the police leading to the prostitute’s arrest.

Tshabangu pleaded guilty to theft when she appeared before Western Commonage magistrate Ms Tancy Dube.

Ms Dube convicted and remanded her in custody to Monday for sentencing.

Tshabangu told the court that she stole the money because she coveted it.

Asked by Ms Dube why she stole the money, Tshabangu said: “Ngezwa ngifuna ukuyitshontsha. Ngayihawukela.” (I coveted the money and I felt like stealing it.)

Prosecuting, Mr Tapiwa Solani said on Saturday last week at around 2AM, Mr Mpofu was at a bar in the city centre drinking beer. “The complainant then hired the accused person who is a commercial sex worker and asked her to go with him to her place of residence for the night. The accused person agreed and the two went to spend the night in Entumbane suburb,” he said. The two had sexual intercourse before Mr Mpofu fell asleep.

“While the complainant was asleep, the accused person searched the complainant’s trousers where she stole US$4 000, an Itel cellphone and also took US$10 which was change after she had been paid for her services,” Mr Solani said.

Tshabangu sneaked out of the house and hired a taxi to a lodge in the central business district. Mr Mpofu reported the matter to the police leading to Tshabangu’s arrest.

The total value of property and cash that was stolen was US$4 110 and nothing was recovered.

Correspondent|The dispute over custody of children and access to a matrimonial home pitting Marry Mubaiwa and her ex-husband Acting President Constantino Chiwenga was yesterday deferred to next week to allow the parties to negotiate a settlement.

Justice Christopher Dube-Banda deferred to Tuesday the matter in which Mubaiwa is seeking an order compelling Acting President Chiwenga to allow her access to their three children and matrimonial home in Harare’s Borrowdale suburb.

Both parties’ lawyers, Mr Taona Nyamakura acting for Mubaiwa and Advocate Lewis Uriri representing Acting President Chiwenga, agreed to the postponement of the matter.

Briefing journalists outside the High Court, Mr Nyamakura confirmed the latest development.

“The matter has been deferred to Tuesday 21 January for possible argument or confirmation of settlement,” he said.

“We exchanged positions as legal practitioners acting for both sides in the matter. The tentative position is that this matter should be settled and not argued.”

Mr Nyamakura added that it would be in the best interest of the children that the parties find each other and the law is followed.

“But it is a tentative position, if we cannot reach a settlement by Monday then it means that we proceed with oral arguments on Tuesday as directed by the judge,” he said.

When approached for comment, Adv Uriri simply said: “The matter will be argued on Tuesday. We are not talking to the Press.”

A 64-year-old man from Gokwe accused by fellow villagers of being responsible for a mysterious lightning that killed a fellow villager and 20 herd of cattle has sought refuge from a neighbouring traditional leader.

Mr Raymond Masvimbo from Ganda village under Chief Njelele has reportedly sought refugee at Chief Nemangwe’s homestead, amid reports some villagers wanted him tried at Chief Njelele’s court.

Chief Njelele on Tuesday confirmed the development, saying Mr Masvimbo was scheduled to appear before him on Friday last week, but he sought refuge at the neighbouring chief’s home.

He said as per their tradition, when a person seeks refuge from a neighbouring chief, he cannot be tried.

“There was a villager who was killed in a mysterious lightning two weeks ago,” said Chief Njelele. The lightning, which also struck and killed 20 herds of cattle belonging to families in my area left every one shocked because it was not raining.

“Some of the villagers later came to my home and said they were suspecting Mr Masvimbo of being responsible for the mysterious lightning bolt.”

Chief Njelele said according to the villagers, Mr Masvimbo had previously threatened to kill the affected families’ beats after they previously turned down his request for draught power from them.

“It is said when rains fell sometime last year, Mr Masvimbo approached the two affected families asking for some draught power. They declined arguing that they were also busy with the beasts on the fields, but he reportedly threatened them with unspecified action and after some weeks, a mysterious lightning bolt struck and killed all their cattle,” said Chief Njelele.

He said he sent some emissaries to Mr Masvimbo’s homestead for him to appear before his traditional court.

“He did not turn up for the court on Friday, but when I made some inquiries, I then learnt that he had sought refuge at Chief Nemangwe. I will have to engage Chief Nemangwe and see how best we can handle the issue,” said Chief Njelele.

Contacted for comment, Mr Masvimbo denied being responsible for the mysterious lightning.

He confirmed he had sought refuge at Chief Nemangwe’s court fearing for his life.

“People in the village were accusing me of killing their cattle,” said Mr Masvimbo.

“I had to seek refuge at the neighbouring chief since people were threatening to kill me.”

Chief Njelele said he has since ordered that the beasts, which were killed in the lightning be burnt.

ZERA has also slashed down the ethanol blending in fuel from E20 to E5, a move that will bring major relief to motorists who have been complaining of unsustainable blending levels.

PRESIDENT Emmerson Mnangagwa, who has continued to execute his official duties, has declared that he is still on his three-week leave and the man in charge remains his deputy, Constantino Chiwenga.

Mnangagwa, who was accompanied by Chiwenga for a tour of a computer, laptop and tablet assembling plant at the TelOne Msasa factory, said despite the visit, he was still on leave.

“This has been an eye-opening event for me. I am on leave and this man Dr (Misheck) Sibanda is the one who persuaded me to come. I didn’t want to come, but I thought maybe I will be given a laptop, I then agreed to come,” he said.

Debate is raging in the country on the fact that Mnangagwa has continued to execute some of his official duties while on leave after he convened a Presidential Advisory Committee (PAC) meeting, met Chinese Foreign minister Wang Yi, flew to Maputo for the inauguration of Mozambican President Filipe Nyuse and toured the TelOne plant.

In a legal opinion, lawyer Thabani Mpofu said it was illegal for Mnangagwa to act in that manner.

“It is not open to the President, during the period in which an acting President is in office, to exercise on a random bases, the already delegated functions of his office. Executive authority cannot, at any level, be shared once delegated. Constitutional authority cannot thereafter be exercised once delegated,” Mpofu argued.

Turning to the factory which employs 30 people and has a capacity to produce 50 000 gadgets per year, Mnangagwa said the project would enable Zimbabwe to join the international highway.

“Jokes aside, this is the way to go. ICT is the way to go. We need to modernise our economy. We need to catch up with the rest of the world,” he said.

“To do so, we don’t need to invent the wheel anymore. We need to access technology from those countries which are willing to engage and co-operate with us and China is one of such countries.”

Jeremiah Munembe, who is leading the project, said they had invested close to US$1 million to come up with the production line of Infinity brand of desktop computers, laptops and tablets.

The MDC Youth Assembly notes with concern at the increase in gross human rights violations as evidenced by loss of lives and belongings at the hands of the marauding ZANU PF sponsored machete gangs known as Mashurugwi.

What is glaringly visible is that ZANU PF bigwigs, state security agents and machete gangs are working in cahoots to instil fear through terror on restive citizenry who have become impatient with Emmerson Mnangagwa’s corrupt regime.

That there is an ongoing clandestine sexual transaction between Mashurugwi and some members of ZRP clearly makes it difficult for members of the public to trust the men and women in uniform.

As such, the Assembly will from next week set up Community Resistance Committees across all districts whose prime mandate is to protect citizens from attacks by Mashurugwi terror gangs.

It is very clear that Mnangagwa is not part of the solution but part of the problem hence he is not moved at all by this Mashurugwi menace.

Mnangagwa sleeps comfortably at his residence knowing fully well that he is guarded by CIO, police and military, but our people are having sleepless nights because of these vigilante groups.

As a pro- people Assembly, it is our duty to make sure that our parents, brothers and sisters are safe from attacks by these ZANU PF thugs.

The state, government and those controlling levers of state power have abdicated from their duty to protect citizens, hence we are taking the responsibility to save and protect our people from this ZANU PF sponsored genocide.

Heavy rains, damaging winds, lightning and flash flooding are expected from today up to tomorrow across the country.

In a statement yesterday, the Meteorological Services Department (MSD) said: “Rains have been falling across much of the country this week.

“These are expected to intensify as the weekend begins, thus on Saturday 18 and Sunday 19 January 2020, areas along the central watershed and in the Eastern Highlands are forecast to receive heavier rains in excess of 50mm in 24 hours.

“Thereafter, the rains should steadily ease off with chilly and cloudy conditions till Tuesday 21 January.”

The MSD said the main watershed is the higher ground from which most of Zimbabwe’s major rivers flow and stretches to cover areas along the Harare-Bulawayo Highway.

Manicaland and Mashonaland provinces are also expected to receive the heavy rains.

The MSD said the expected heavy rains may cause flash flooding in areas where there is poor drainage, while visibility may temporarily be reduced, especially at night.

Trees could also be uprooted, while infrastructure may be damaged by the heavy rains, and a number of precautions have been proposed.

Some of the precautions include not crossing flooded rivers and swollen streams where the depth is unknown.

During storms, citizens are advised to avoid metal objects and tall isolated trees.

Farmers expect the rains to transform their crop, especially in areas that did not receive significant rains in the recent past.

State Media|number of illegal miners arrested countrywide in a police operation to restore law and order in mining communities has risen to 1 536, with 191 of them having been jailed for various offences including prospecting for gold without a licence, trespassing and possessing dagga.

Among the arrested miners was Phelandaba Tshuma (32), the man suspected to be the ringleader of a machete gang that hacked to death a policeman at Good Hope Mine in Battlefields recently.

National police spokesperson Assistant Commissioner Paul Nyathi said a total of 257 suspects appeared at Shamva Circuit Court on Wednesday.

The court jailed 77 of them two years each after they pleaded guilty to illegal mining.

The court slapped the other 112 with 50-day prison terms each for criminal trespassing while one was fined $80, failing which he will spend 30 days in prison for possessing dagga.

Another one was jailed five months with an option to pay a $500 fine for possessing dagga.

The court remanded 66 others in custody pending trial.

Some of the suspects are likely to appear in court today.

Tshuma, suspected to be the ringleader of a machete gang called Ziga, was arrested at his hideout in Rushinga, after he attempted to flee from the police and he was shot in the right leg.

Eight suspects who belong to a Kwekwe-based group called the Maketo Brothers were also arrested and police recovered several machetes, home-made knives and a sack with a sword, bow and three arrows.

Asst Comm Nyathi confirmed the arrests.

“With reference to the murder of a police officer (Constable Wonder Hokoyo) in Battlefields, Kadoma, on 28 December 2019, police have arrested Pelandaba Tshuma at his hideout in Rushinga, Mt Darwin. The accused was on the police wanted list for several cases of attempted murder and assault involving the use of machetes,” he said.

When police raided his hideout, Tshuma attempted to flee, resulting in police firing warning shots but he did not take heed. He was then shot on the right leg leading to his arrest.

Tshuma, who is currently admitted at Kadoma General Hospital under police guard, is facing charges of murdering Cst Hokoyo and attempting to murder Detective Sergeant Munyoro and Detective Assistant Inspector Chikandiwa.

He has three other cases of assault, in which he allegedly used a machete in Kadoma.

Asst Comm Nyathi said in Kwekwe, police, acting on a tip-off, arrested the members of the Maketo Brothers — Albert Tembo (27), Michael Mutevedzi (18), Honest Sibanda (31), Gerald Chinondo (31), Petros Mabeka (33), Alexander Moyo (39), Japhet Tembo (21) and Chiko Mukucha (25).

Three of them were arrested while they were in their vehicle, a BMW registration number AET 4451 and police recovered several machetes.

They then led police to Mbizo high- density suburb where more suspects were arrested and were found with home-made knives and machetes.

Police also recovered a sword, bow and three arrows from one Michael Mutevedzi.

Investigations revealed that Albert Tembo has pending cases of violence and assault. Honest Sibanda had a home-made knife.

The Kwekwe suspects will appear in court today for unlawful possession of dangerous weapons and also engaging in violence using machetes.

Asst Comm Nyathi said: “The Zimbabwe Republic Police assures the nation that follow-ups are going to be vigorously undertaken on anyone involved in machete-wielding gang acts and illegal mining. The police are working flat out to ensure that law and order is maintained throughout the country.

“The ongoing operation against illegal mining and machete-wielding gangs has so far accounted for 1 536 accused persons. The police recovered several vehicles, firearms, a toy gun, explosives, machetes, pepper sprays, ammunition, digital scale and assorted mining implements,” he said.

State Media|GOVERNMENT has dismissed claims by dethroned Ntabazinduna Chief Nhlanhla Ndiweni that his removal from the chieftainship by President Mnangagwa, following recommendations by Cabinet and the Matabeleland North Provincial Assembly of Chiefs, was unlawful.

Mr Ndiweni ceased to be Ntabazinduna chief on November 30 last year and was subsequently stripped of all Government benefits accruing to him.

In its response to Mr Ndiweni’s application challenging his dismissal, the Government argued that his removal was lawful with proper procedures having been followed.

Mr Ndiweni, through his lawyers Mathonsi Ncube Law Chambers, last December filed an application for a declaratur at the Bulawayo High Court citing President Mnangagwa, Local Government and Public Works Minister July Moyo, the president of the Chiefs Council Chief Fortune Charumbira, the chairman of the Matabeleland North Provincial Assembly of Chiefs, Chief Shana, the acting provincial development coordinator for Matabeleland North Ms Latiso Dlamini and Umguza district development coordinator Mr Tapiwa Zvivovoyi, as respondents.

He wants an order nullifying his removal.

Mr Ndiweni also wants the court to block the Government from dispossessing him of his Government-issued vehicle and chiefs’ regalia, among other State-owned assets.

Secretary for Local Government and Public Works Mr Zvinechimwe Ruvinga Churu has filed a notice of opposition challenging Mr Ndiweni’s application.

In his opposing affidavit, Mr Churu said the President’s decision to sack Mr Ndiweni was in line with the country’s Constitution.

“The applicant (Mr Ndiweni) was lawfully removed from the office as Chief Ndiweni. Section 68 of the Constitution was properly followed, the applicant was given an opportunity to be heard and to make representations during the investigations,” he said.

Mr Churu said Mr Ndiweni misrepresented to the investigation team that his elder brother, Joram, was not interested in being the chief.

Joram is the late Chief Khayisa Ndiweni’s eldest son and culturally he was supposed to take over the chieftaincy from his father when he died in 2010.

In 2014, Joram approached the High Court challenging the appointment of his younger brother as Chief Ndiweni under case number HC1875/14.

Mr Churu argued that Mr Ndiweni was not the rightful heir to the throne.

He said there was nothing unprocedural about the Matabeleland North Provincial Assembly of Chiefs meeting which recommended to the President Mr Ndiweni’s dismissal.

“The meeting established that the applicant was not appointed in line with the prevailing succession tradition. The law is very clear in that the appointment, suspension, removal of chiefs is done by the President on the recommendations of the Provincial Assembly of Chiefs through the minister responsible for traditional leaders,” he said.

“The applicant is misdirected. He was given an opportunity to make representations as expected by the law. I therefore pray that this application be dismissed with costs.”

In his founding affidavit, Mr Ndiweni argued that his removal from the chieftainship was unlawful and a violation of his constitutional right under the Administration of Justice Act as well as under the common law.

“I can only be removed from my office as Chief Ndiweni upon lawful action and processes fully respecting my constitutional rights under subsection (1) and (2) of Section 68 of the Constitution of Zimbabwe, which grant me the rights to administrative conduct that is lawful, reasonable, procedural and substantively. I have the right to be promptly given reasons for the administrative conduct taken and affecting my rights and I was denied all these rights,” he said.

Mr Ndiweni said he was not given enough notice of the nature and proposed action against him, including a reasonable opportunity to make representations on the matter.

He argued that Section 3 (2) (a) (i) of the Traditional Leaders Act under which President Mnangagwa removed him from the office of Chief Ndiweni has no application to the removal of chiefs. He said the legal provision does not grant the President the power to strip him of his chieftainship.

“That provision deals exclusively with the issue of appointment of chiefs and not their removal. Chief Ndiweni was duly and lawfully appointed by the then President, the late Robert Gabriel Mugabe in June 2014. Accordingly, no question arises under Section 3(2) (a) (i) of the Traditional Leaders Act,” he said.

“I submit that, in casu, the respondents acted in violation of the law and thereby making their conduct unlawful, null and void.”

Mr Ndiweni claimed that he was not officially served with the letter of dismissal, but only saw it being circulated on social media.

He further claimed that the Matabeleland North Provincial Assembly of Chiefs, the National Council of Chiefs, Minister Moyo and the President never gave him any notice of the intended administrative action, which the Government disputed.

Own Correspondent|President Emmerson Mnangagwa recently dissuaded Zimbabweans from eating meat saying it was unhealthy for them, but should turn to green vegetables and potatoes instead.

He was responding to grievances in an interactive session with a rented crowd which was raising its concerns over the exorbitant prices of basic commodities, including meat, at a national clean-up campaign at Kuwadzana 2 shopping centre in Harare.

Mnangagwa in his response said people should not worry about the escalating price of meat because the product was unhealthy for them to consume.

Since Mnangagwa’s unfortunate declaration that he can not control the price of beef which is a staple food in the country, butcheries have wantonly increased the price forcing people to eat meat sourced from any sources most of which is not fit for human consumption.

So far 87 people have been hospitalised after eating meat from cattle affected by anthrax.

The disease has so far claimed about 177 beasts.

Anthrax is a life-threatening infectious disease caused by bacteria that normally affects animals, especially ruminants such as cattle, but being a bacteria, it is easily treatable with antibiotics if detected in time.

Zimbabwe usually experiences anthrax outbreaks during the rainfall season because rains wash away the top soil and expose spores that can remain dormant in the soil for over 40 years.

Livestock, particularly cattle, take up anthrax bacteria while grazing on contaminated land. People get infected when they handle or eat anthrax-infected meat.

Signs of anthrax include sudden death of livestock, rapid decomposition of the bloated carcasses and tarry blood coming out of all natural openings.

Blood from a contaminated carcass is brownish and does not clot.

During this season, anthrax outbreaks have been recorded in Gokwe, Nkayi, Gutu, Bikita, Marondera, Mazowe, Chegutu, Makonde and Sanyati.

In Makonde, there was an unconfirmed report of one person dying, while 64 were hospitalised, while in Masvingo Province’s Bikita District, 28 people were reportedly diagnosed with the disease at different clinics.

Acting director for the Division of Veterinary Field Services Dr Wilmot Chikurunhe said anthrax was being detected in traditional outbreak areas and not affecting the whole districts.

Traditional anthrax areas tend to see outbreaks quite often because of the long life of the spores, but unless infected cattle are moved and die elsewhere, contaminating more soil, the disease does not spread.

Dr Chikurunhe said the disease was restricted to certain areas, although the vaccination coverage was extended to a wider area to contain the outbreak.

“Cattle owners in anthrax areas should ensure their cattle are vaccinated against the disease once a year before the rainy season,” he said. “The department comes in to prevent massive outbreaks, but the primary responsibility for disease prevention lies with the owner.”

Dr Chikurunhe said anthrax carcasses should be disposed of in a manner that did not leave the bacteria exposed to air.

The best method is to burn the carcasses in a pit, then bury the ashes.

But some parts of the country have firewood problems and in such areas, it is recommended to dig a six feet deep pit, cover the carcass completely with soil, apply a layer of agricultural lime (it excludes oxygen) before filling the rest of the pit with soil.

Dr Chikurunhe said this was best done under the supervision of veterinary personnel.

Anthrax bacteria stays in the soil for many years in a dormant form and once it is exposed to oxygen, it changes to a form that infects animals and humans.

“For this reason, safe disposal of anthrax carcasses is important and anthrax graves must be marked to prevent accidental excavation in future,” said Dr Chikurunhe.

He said so far, no human cases of the disease had been traced to consumption of meat from a registered butchery or supermarket.

All cases are related to meat obtained from informal village sales.

“The sale of meat in butcheries and supermarkets is regulated under the Public Health Act, which is administered by the Ministry of Health and Child Care,” said Dr Chikurunhe.

“Inspection of butcheries for compliance is carried out by public health officers from the same ministry.

“Once an outbreak is confirmed, the area is placed under movement quarantine and no permits are issued to move animals out of the area or to slaughter facilities.”

During an outbreak, officials from both the Ministry of Health and Child Care and the Department of Veterinary Services jointly monitor that meat being sold in butcheries is coming from a registered facility and is fit for human consumption.

“The sale of meat outside a registered butchery is an offence under the same Act,” said Dr Chikurunhe. “The public is discouraged from buying meat at informal markets as they risk contracting anthrax and other diseases.”

Dr Chikurunhe said his department had enough vaccines to respond to outbreaks.

Already, vaccines have been dispatched to all provinces affected and vaccination has either been completed or is ongoing in such areas, and those at risk of contracting the disease.

“Treasury is facilitating payment for additional vaccines to cover areas that are considered traditional anthrax areas, but have not reported outbreaks,” he said.

The vaccination campaign is combined with awareness campaigns jointly organised with the Ministry of Health and Child Care.

In outbreak areas, some farmers fail to come to terms with the loss of cattle and try to salvage value from the carcasses, in the process, failing to report cattle deaths to veterinary authorities.

Farmers are advised to report sick animals and animal deaths to the nearest veterinary offices, not to open animals that die on their own or of disease, and not to eat meat from such animals.

Dr Chikurunhe said the public should not move animals or meat illegally from infected areas.

Zimbabwe Farmers Union (ZFU) executive director Mr Paul Zakariya said they had received reports of anthrax outbreaks and urged farmers to vaccinate their livestock.

“We discourage farmers from consuming meat from animals that would have died from unknown causes,” he said. “Farmers should vaccinate their livestock and work closely with veterinary officers to curb the spread of the disease.”

Zimbabwe Commercial Farmers Union (ZCFU) president Mr Wonder Chabikwa said: “Some farmers are not aware of the difference between tick-borne diseases and anthrax and this causes challenges.

“Farmers should seek assistance from local veterinary officers. Selling the cattle to unsuspecting people causes a health hazard. There is need for a lot of interaction between farmers and veterinary officers.”

Livestock expert and farmer, Mr Solomon Zawe said farmers should dip, dose and vaccinate their livestock even when there was no disease outbreak.

“Farmers should follow the vaccination calendar,” he said. “Another challenge is that we are attached to our livestock and we do not want to sell. Instead of selling part of the herd to get money to buy feeds and vaccines, we maintain the large herd which may later be affected by diseases.”

Mr Zawe said the veterinary department should be capacitated to deal with disease outbreaks.

State Media|The Zimbabwe Republic Police (ZRP) yesterday raided MDC headquarters in Harare after obtaining a search warrant to search for offensive weapons allegedly meant for criminal use.

The party had earlier on issued a statement alleging that police had besieged its headquarters to plant machetes, in an attempt to portray it as a criminal organisation.

Police, however, dismissed the claims saying they had a constitutional mandate to maintain law and order in the country.

In an interview, national police spokesperson Assistant Commissioner Paul Nyathi said police were enforcing the search warrant that had been issued.

“Police are enforcing a search warrant issued by the court in terms of the Criminal Procedure and Evidence Act, in connection with the suspicion of possession of articles for criminal use as defined in Section 40 of the Criminal Law (Codification and Reform) Act (Chapter 9.23) with regards to the maintenance of law and order,” he said.

By last night, he said no arrests had been made and the officers were still on the ground.

Police cordoned off the corner of Angwa Street and Nelson Mandela Avenue and Nelson Mandela and First Street, which form the street block where the party’s headquarters are located. A crowd that had gathered near the opposition offices was dispersed around 6.30pm.

Asst Comm Nyathi said whoever was alleging that the police intended to plant machetes should bring evidence to that effect.

State Media|FORTY-TWO local fuel companies have been asked to explain their dealings as the Zimbabwe Anti-Corruption Commission (ZACC), in conjunction with foreign law enforcement agencies, investigate the smuggling of fuel from Zimbabwe to South Africa, Zambia and the Democratic Republic of Congo (DRC).

The companies were given up to January 24 to submit all papers relating to the importation of petrol and diesel between January 2018 and December 2019.

Complex cartels are reportedly importing fuel from Mozambique at prices in the region of US50 cents per litre before taking it to neighbouring countries using forged export documents.

Big names are being implicated in the smuggling racket though the value of fuel smuggled out of Zimbabwe is yet to be established.

ZACC chairperson Justice Loice Matanda-Moyo yesterday said the Zimbabwe Revenue Authority (Zimra) was also assisting to unearth evidence of fuel smuggling.

“ZACC and ZIMRA have been conducting an investigation into reports received, indicating that there has been a massive and expansive operation involving smuggling of significant volumes of fuel, mainly diesel and petrol through a number of our ports of entry.

“Investigations carried out thus far reveal the existence of a criminal fuel smuggling syndicate involving entities that are registered in Zimbabwe and in a neighbouring country.

“This criminal project has been in operation for a period of two years and its activities have caused financial prejudice to the Government of Zimbabwe and that of the neighbouring country,” said Justice Matanda-Moyo.

Fuel prices in Zimbabwe are arguably the lowest in the region, making unscrupulous dealers divert diesel and petrol to foreign markets where they fetch more.

Some of the fuel is sold locally, but strictly in foreign currency.

ZACC has instituted the investigation at a time when over 25 million litres of fuel smuggled from Zimbabwe was being held by the police in South Africa.

ZACC has since asked 42 companies registered in Zimbabwe to furnish investigators with documentation relating to their fuel dealings.

The companies are: Global Oil, Com Oil Petrol, Victoria Falls Truck, Unique Jay, Nansane (Rosmitrick), Bankable Resources, Silver Air, Timkase Investments, Dexfueld Pvt Ltd, Chilota Mine, Mann Aggregates, Matriflex Oils, Bresville Investments, Fastlane Petroleum, Couderay Oil, Outrech Comm, Plulixey Petroleum, Bantu Africa Mining, Valley Field Holdings, Takunda Fuel Services, Musa Petroleum, Einstein Energy, Kinsey Mining, Emirates Valley, Afrifor, Megabest, Nelich Investments, BOL Supplies, Traderose Investments, Coalvart Enterprises, Kit Kat Enterprises, Skybuild Construction, Elkrus Pvt Limited, Getmack Fuels, Falika Pvt Ltd, Bustque, Talebrant Investments, Peritus, Downtown Fuel, Valbazen Enterprises, Quick Gases and Roomi Truckshop.

“The companies listed above should submit documents relating to their importation of diesel and petrol for the period stretching from January 2018 to December 2019.

“The papers are to be submitted to the chairperson of ZACC Justice Matanda Moyo’s office at Mt Pleasant Business Park by Friday next week.”

ZACC appealed for cooperation from people with information relevant to the investigation.

“ZACC is appealing to the public to come forward with any information that they might have pertaining to the smuggling of fuel into and out of Zimbabwe.

“The success of the investigation in question and the prosecution of the smuggling culprits will depend, to a large extent, on the cooperation of the public in this matter,” said Justice Matanda-Moyo.

ZIMRA recently cornered fuel dealers who used to divert fuel to the black market by adopting the Electronic Cargo Tracking System (ECTS) which tracks fuel tankers to their indicated destinations.

This resulted in some of the dealers chickening out, leading to the National Oil Infrastructure Company of Zimbabwe (NOIC) recording declining figures on those requesting the product.

ECTS managed to reduce cases of diversion of fuel from NOIC depots, transit fraud and the dumping of illegal fuel imports on the domestic market.

Two Zimbabweans were recently arrested in South Africa for allegedly stealing fuel worth more than R3 million at a Transnet station in Warden, Free State.

A Hawks team arrested the pair, aged 38 and 43 after a tip-off that four tankers were reportedly transporting the fuel to Gauteng.

Four tankers laden with stolen diesel and petrol were intercepted near a farm in Presentkraal Street.

They were charged with theft and damaging essential infrastructure.

The dispute over custody of children and access to a matrimonial home pitting Marry Mubaiwa and her ex-husband Acting President Constantino Chiwenga was yesterday deferred to next week to allow the parties to negotiate a settlement.

Justice Christopher Dube-Banda deferred to Tuesday the matter in which Mubaiwa is seeking an order compelling Acting President Chiwenga to allow her access to their three children and matrimonial home in Harare’s Borrowdale Suburb.

Both parties’ lawyers, Mr Taona Nyamakura acting for Mubaiwa and Advocate Lewis Uriri representing Acting President Chiwenga, agreed to the postponement of the matter.

Briefing journalists outside the High Court, Mr Nyamakura confirmed the latest development.

“The matter has been deferred to Tuesday 21 January for possible argument or confirmation of settlement,” he said.

“We exchanged positions as legal practitioners acting for both sides in the matter. The tentative position is that this matter should be settled and not argued.”

Mr Nyamakura added that it would be in the best interest of the children that the parties find each other and the law is followed.

“But it is a tentative position, if we cannot reach a settlement by Monday then it means that we proceed with oral arguments on Tuesday as directed by the judge,” he said.State media

THE number of illegal miners arrested countrywide in a police operation to restore law and order in mining communities has risen to 1 536, with 191 of them having been jailed for various offences including prospecting for gold without a licence, trespassing and possessing dagga.

Among the arrested miners was Phelandaba Tshuma (32), the man suspected to be the ringleader of a machete gang that hacked to death a policeman at Good Hope Mine in Battlefields recently.

National police spokesperson Assistant Commissioner Paul Nyathi said a total of 257 suspects appeared at Shamva Circuit Court on Wednesday.

The court jailed 77 of them two years each after they pleaded guilty to illegal mining.

The court slapped the other 112 with 50-day prison terms each for criminal trespassing while one was fined $80, failing which he will spend 30 days in prison for possessing dagga.

Another one was jailed five months with an option to pay a $500 fine for possessing dagga.
The court remanded 66 others in custody pending trial.
Some of the suspects are likely to appear in court today.

Tshuma, suspected to be the ringleader of a machete gang called Ziga, was arrested at his hideout in Rushinga, after he attempted to flee from the police and he was shot in the right leg.

Eight suspects who belong to a Kwekwe-based group called the Maketo Brothers were also arrested and police recovered several machetes, home-made knives and a sack with a sword, bow and three arrows.
Asst Comm Nyathi confirmed the arrests.

“With reference to the murder of a police officer (Constable Wonder Hokoyo) in Battlefields, Kadoma, on 28 December 2019, police have arrested Pelandaba Tshuma at his hideout in Rushinga, Mt Darwin. The accused was on the police wanted list for several cases of attempted murder and assault involving the use of machetes,” he said.

When police raided his hideout, Tshuma attempted to flee, resulting in police firing warning shots but he did not take heed. He was then shot on the right leg leading to his arrest.

Tshuma, who is currently admitted at Kadoma General Hospital under police guard, is facing charges of murdering Cst Hokoyo and attempting to murder Detective Sergeant Munyoro and Detective Assistant Inspector Chikandiwa.-State media

By A Correspondent- A Zimbabwean court on Friday 17 January 2020 acquitted Doubt Asima, a freelance journalist, who had been on trial on charges of committing public violence after he was arrested when he tried to rescue an elderly woman, who had been assaulted by some Zimbabwe Republic Police (ZRP) officers during an anti-government protest held in August last year.

Asima, a 29 year-old freelance journalist had been on trial after he
was arrested on Friday 16 August 2019 and charged with participating
in a gathering with intent to promote public violence, breaches of
peace or bigotry as defined in section 37(1)(a) of the Criminal Law
(Codification and Reform) Act.

During trial before Harare Magistrate Richard Ramaboea, prosecutors
claimed that Asima and his co-accused Fabian Mushunga, aged 29 years,
forcibly disturbed the peace, security, or order of the public by
participating in a public demonstration held on Friday 16 August 2019
in Harare.

Prosecutors claimed that Asima and Mushunga, who were represented by
Jeremiah Bamu and Tinomuda Shoko of Zimbabwe Lawyers for Human Rights, allegedly engaged in acts of public violence by barricading some
streets in central Harare with stones and boulders and also threw
stones at some police officers thereby disturbing the free movement of
members of the public and some vehicles.

In his defence, Asima argued that his arrest and prosecution stems
from malice and was a result of a desire by ZRP officers to conceal
evidence of their wanton assaults and brutality against innocent
citizens as one of them had approached and ordered him to stop taking
photographs.

The freelance journalist stated that as a journalist, he was acting in
the scope of his professional trade, gathering newsworthy photographs
and he took pictures of some ZRP officers assaulting civilians at
Africa Unity Square in Harare.

Asima said he noticed an elderly woman who had fallen down in the
resultant stampede and rendered her assistance before continuing with
his job. It was at this point that police officers approached him and
ordered him to delete the photographs he was taking.

However, when Asima refused to delete the photographs, he was
immediately arrested by ZRP officers and his protestations that he was
a photo-journalist accredited by Zimbabwe Media Commission was not
entertained by the law enforcement agents.

In his defence, Mushunga said he was arrested by ZRP officers when he
was on his way to his place of residence in Cranborne suburb after
collecting various mobile phone handsets from his relative in
Belvedere suburb for repair.

Mushunga said he had no knowledge of any demonstration scheduled for
Friday 16 August 2019 and was subjected to a stop and seizure by ZRP
officers who asked him to produce his national identity document,
which he did not have on person.

Thereafter, Mushunga was asked to sit down as he had no copy of his national identity document on person and was bundled into a police truck with other persons whom he did not know and taken to Harare Central Police Station, where he was subsequently advised of his charge.

On Friday 17 January 2020, Magistrate Ramaboea acquitted Asima and
Mushunga after granting their application for discharge at the close
of the prosecution case, which had been lodged by their lawyers, who
had argued that their clients had not committed any offence and must
not be put to their defence.

By A Correspondent- One Bulawayo woman approached the court to voice her horror after her seemingly bitter ex-lover visited her house and demanded underwear he supposedly bought her during the course of their relationship.

Thulisani Ncube from Pumula East decided to approach the courts after her ex-lover Martin Dube employed at Phezulu Farm in Shangani threatened to stab her with a knife if she didn’t comply with his weird demands.

Ncube, who is a vendor begged the court to grant her a protection order against Dube saying she was now living in fear as he (Dube) was also in the habit of stalking her and coming to her workplace.

“I was in a relationship with Martin Dube and he left me in 2015 after he impreg_nated me. After he deserted me, I looked after the child alone for three years. He then came to my house sometime in November last year and said we should go and buy the child’s uniforms since she is now going to school. I agreed and when we went to town together, he shocked me when he later told me that he didn’t have the money.

“He again came back to my house on 16 December and threatened me with a knife while ordering me to give him one of my panties or hats. He ran away after the children I lived with entered the room,” said Ncube.

She however, didn’t tell the court what her ex-lover wanted to do with the items — panty and hat. She further said Dube was also disturbing her peace by constantly coming to her workplace.

Dube who is apparently struggling with Ncube’s decision, that she was no longer interested in him said the latter misrepresented facts to the court by referring to him as his ex-lover as their relationship was still in existence.

“I am surprised that she is calling me her ex-lover. She is in fact my wife and we have been staying together for four years. Of late she has however, been showing signs that she is no longer interested in me. I once phoned her and her boyfriend was the one who answered the phone and insulted me,” responded Dube.

In her ruling the presiding magistrate Adelaide Mbeure ordered Dube not to verbally and physically abuse Ncube or threaten her in any way.

By A Correspondent- A top EU diplomat has revealed the two major drivers of food shortages in Zimbabwe.

Timo Olkkonen, who is the EU ambassador to Zimbabwe said corruption and mismanagement of the agricultural sector are the major drivers of food shortages in Zimbabwe, where over 7,7 million people urgently require food.

Addressing journalists in Harare yesterday soon after the release of an additional US$18,7 million kitty to help alleviate hunger in Zimbabwe, ambassador Olkkonen said this could not have been necessary if the government had properly managed its business.

“Obviously there is this link to the climate change phenomena and the drought that has been induced in southern Africa, but it has been shown also very clearly in the report by the UN rapporteur on the right to food that the situation that makes food insecurity such a grave issue in Zimbabwe is the mismanagement of the agricultural sector in recent years,” he said.

“So large areas are lying fallow. There is no much investment coming into farming and this is related to the issues around governance and how the agricultural sector is performing. So, these issues, for example the subsidy system, has caused a lot of problems, like Command Agriculture. We have read issue about mismanagement around it and these are compounding issues around it.”

The statements by the EU come just days after Acting President Constantino Chiwenga revealed in court papers that he was allocated a luxurious Lexus vehicle through Command Agriculture.

The EU, which has proved to be a thorn in the flesh for President Emmerson Mnangagwa’s administration, said the economic crisis would worsen life for Zimbabweans in 2020.

“We also have the current economic crisis, which is also linked to previous mismanagement. Issues around inflation, currency and lack of foreign currency are compounding the current crisis around food,” Olkkonen said.

Meanwhile, the World Food Programme (WFP), which has secured US$205 million of the US$489 million required to provide assistance to 8,3 million people in Zimbabwe, Zambia, Mozambique, Madagascar, Namibia, Lesotho, eSwatini and Malawi, said Zimbabwe was the worst hit.

“Zimbabwe is in the throes of its worst hunger emergency in a decade, with 7,7 million people — half the population — seriously food insecure,” WFP said in a statement.

“So too are 22% of people in Zambia, a long time regional breadbasket now having to restrict cereal exports and accept outside assistance. Twenty percent of the population of drought-stricken Lesotho are also now severely hungry, as are 10% of Namibians.”

Zimbabwe faces surging food prices, poor medical infrastructure and malnutrition in rural areas, putting a heavy burden on the food aid.

“In a context of already high rates of malnutrition, population growth, inequality, and HIV and Aids, the hunger crisis is being aggravated by surging food prices, large-scale livestock losses and mounting joblessness,” WFP said.

“Families across the region are eating less, skipping meals, taking children out of school, selling off precious assets and falling into debt

Zanu PF is currently compiling a list of graduate teachers who will undergo the Herbert Chitepo Ideological School training before deployment, a move that is meant to instil patriotism as well as avoid future job actions.

According to a letter dated December 19, 2019 addressed to all provincial chairpersons and signed by Chitepo Ideological School principal, Munyaradzi Machacha, all graduate teachers who are members of the party are set to undergo a “basic orientation course”.

“You are directed to submit a list of names of all party members who have completed teacher training and are awaiting employment by the Public Service Commission. The list must specify the year each candidate completed teacher’s training. Chitepo School of Ideology intends to run a basic orientation course for the trained teachers,” Machacha wrote in the letter, gleaned by NewsDay.

The Chitepo Ideological School is currently housed at Zanu PF headquarters in Harare but its tutors sometimes travel to various provinces conducting indoctrination lessons.

Progressive Teachers Union of Zimbabwe president Takavafira Zhou recently accused Zanu PF of attempting to interfere with the teaching profession.

“Zanu PF is contemplating on Hitlerisation and Zanunisation of the teaching profession by demanding that prospective teachers should first go through the Chitepo School of Ideology,” Zhou claimed during the union’s fourth congress held in Harare.

The current economic meltdown has resulted in teachers threatening job action demanding fair salaries.
During the last national conference, the Zanu PF youth league recommended that every civil servant should undergo the National Youth Service (NYS), popularly known as Border Gezi, as the revolutionary party tries to avoid a revolt from the masses.

The Border Gezi youth programme was introduced in 2000 by the late Zanu PF national commissar, Border Gezi, with the first camp established at Mt Darwin in 2001.

The NYS programme churned out thousands of graduates throughout the country. Some of the graduates were then placed in various government departments after being sent either to teaching or nursing colleges.

Zimbabwe is riveted by the explosive charges being made in the divorce of First Vice President Constantino Chiwenga and his wife Marry.

A glimpse of the luxurious lives of Zimbabwe’s ruling elite, as the rest of the country grapples with economic collapse, hyperinflation and hunger, is emerging in the divorce papers filed in court.

Chiwenga, who as Commander of the Zimbabwe Defense Forces led a coup against former president Robert Mugabe in 2017, is seeking to divorce his wife, a former model, and gain custody of their three children. His wife is also facing charges of trying to kill him when he was in a South African hospital last year.

“Marrying her was the worst mistake I made,” said Chiwenga in court papers lodged this week. He accused her of using “cunning behavior” to “secure a place in my life” and claimed she used “black magic” and was an abusive and violent “addict” who could not be trusted to take care of their children.

“I took them on holiday abroad and initially they had signs of trauma as they explained the black magic rituals they were subjected to … The various tools of trade by the witchdoctors, which were unexpectedly left behind by the applicant (Marry) after a her arrest, told a horror story,” said Chiwenga.

Chiwenga spent four months in China for medical treatment last year and claimed his wife tried to kill him while he was on a hospital bed in South Africa before he was airlifted to the Asian country.

He is also refusing to give her the Mercedes Benz and Lexus vehicles she is demanding, claiming they belong to the government, while one was given to him by a local businessman who has lucrative government contracts.

In her papers, Marry accused Chiwenga of suffering from “acute paranoia brought about by his poor health” and “his being under heavy doses of drugs, including un-prescribed opiates.”

She is demanding close to $50,000 a month for living expenses and to take care of the children, while claiming the vice president had registered his properties locally and abroad in the names of his relatives to circumvent United States sanctions.

Marry is on bail after being charged with attempted murder, fraud and money laundering last year. She said Chiwenga has used soldiers to deny her access to their luxury matrimonial home where she was ordered by the court to reside as part of her bail conditions.

Correspondent|In latest developments, Vice President Constantino Chiwenga and his wife Marry may eventually settle out of court their feud over access to the couple’s minor children, family home, vehicles and other possessions.

Vice President Chiwenga locked his wife out of their Borrowdale home when she came out of remand prison on a host of charges he personally raised against her through the Anti Corruption Commission. She also found Chiwenga in custody of their minor children and has been denied access to them for the two weeks she has been released from prison.

She incidentally filed an urgent chamber application at the High Court seeking an order compelling the VP to allow her access to the home and children.

At the High Court hearing before judge, Justice Dube Banda, the parties indicated that they wanted the matter to be settled out of court.

The matter was postponed to Tuesday after both parties exchanged arguments and agreed that the matter should be settled and not argued on Tuesday.

“If we don’t reach an agreement on Monday, it means we continue with oral submissions on Tuesday,” Marry Chiwenga’s lawyer Taona Nyamakura told journalists.

He said his client was unable to have access to personal belongings and properties within the home including clothes and vehicles following her release from remand prison after being granted bail of $50 000.

Chiwenga allegedly deployed soldiers to stop Marry from accessing the residence.

Her lawyers argue the home she was barred from returning to is the same the High Court has ordered her to reside at while awaiting trial.

Paul Nyathi|A new political outfit has been added to an already ballooning Zimbabwe basket of political parties.

The new party is led by South African based Zimbabwean businessman Herbert Chamuka who has already declared that he will be part of the expected huge entourage that will challenge incumbent President Emmerson Mnangagwa in elections set for March 2023.

If Mnangagwa wins the election again and adopts his Political Actors Dialogue, POLAD, idea he has a new member in his team and one from his rural home in Zvishavane.

The party known as the Ideas Party of Democracy has already been entered on the Zimbabwe Electoral Commision (Zec)’s database.

A letter signed by Zec’s chief elections officer, Utoile Silaigwana, reads: “Your organisation has been included on Zec’s stakeholder database and mailing list for notification when appropriate meetings that require your input arise.”

Speaking to journalists on his new party, Chamuka said that he formed the party after being frustrated by the economic crisis in the country.

“We will definitely participate in the 2023 general elections and currently we are planning to roll out countrywide door-to-door meetings to drum up support. So far we have structures in all provinces, but we need to penetrate districts and wards to set up structures there too,” the 41-year-old ambitious politician said.

He said his party’s ideology would be a fusion of capitalist and socialist ideas considering the need to revive industry while also taking cognisance of the plight of the majority poor who need social safety nets.

“Our main aim is to rebuild the country. Zanu-PF has failed to develop the country and it is known mainly for violating citizens’ rights as evidenced by its long history of abductions. It’s the most undemocratic party you can find anywhere on earth. So when we win the election in 2023, our first task is to rebuild the country and ensure that industry is revived because the productive sector is a key economic driver.”

He also said his government will undertake a land audit to correct the imbalances created by the post-independence land reform programme.

THE story of a man who was being seduced by his mother-in-law has taken a new twist as he claims his wife not only knew about her mother’s antics, but was actually encouraging him to have sex with her in order for them to get rich.

Manfred Nhemachena recently left many people disconcerted after he sensationally claimed that his estranged wife’s mother Beatrice Marabwa allegedly demanded to have sex with him because her husband was sexually starving her.

This was revealed at the Bulawayo Civil Court where his estranged wife, Tariro Nhemachena, had sought a protection order against him claiming he was abusing her.

Manfred and Tariro got married on 10 April 2010 and were blessed with a four-year-old son. Their marriage is still subsisting but they are now living separately.

B-Metro tracked Manfred to Nyamandlovu for more details of what was transpiring in his home and he spilled more beans than expected.

“It was not only traumatising but shameful, I have since lost my respect for her and I can no longer look at her the same way.

Thank God I didn’t give into her devilish demands,” said Manfred.

“I started noticing something unusual in 2015 when she came and briefly stayed with us.

I definitely didn’t have problem with that until she started demanding to sleep in my matrimonial bedroom.

“When I asked her why she wanted to join us in our bedroom she said her husband (his father in-law) was no longer sleeping with her”.

Shocked by his mother-in-law’s candidness, Manfred suggested that she go and see his relatives.

She reportedly rubbished the idea saying she was going to forcibly sleep with him in his matrimonial bedroom.

“Living true to her demands she moved into our matrimonial bedroom and out of fear I moved to another spare bedroom.

“The following day while dressed skimpily, she followed me to the spare bedroom where she found me sleeping and she tenderly sat on my legs. From that day she was the one who was now preparing breakfast and supper for me and ironing my clothes”.

Manfred said he was also disturbed seeing his mother in-law’s private parts.

“What was also happening was that when I came home late, she was the one who was always opening the door for me and she would be in a see-through night dress exposing all her vital parts.”

When he told his wife about her mother’s taboo demands and seduction moves, Manfield said he was shocked by her response.B-Metro

By A Correspondent- The beauty queen representing Zimbabwe at Miss Global in Mexico, Tania Aaron, was on Wednesday evening crowned the evening gown category first runner up at the preliminaries, the state media reports.

In an interview, Miss Aaron (24) spoke about winning and the competition as a whole and said:

It came as a shock to me considering that the competition was tough. I am happy that I represented my country well and want to thank my designer Abiot Malawa of Nandi fame label, who made that white dress.

I am keeping my fingers crossed ahead of the announcement of the winner of the Miss Global 2020 tomorrow. It has been a great opportunity for me and I have already made new friends, learning a lot from other contestants their cultures and traditions. I am ready for the crown.

According to Aaron, the gown was designed by a local designer Jasper Mandizera. The finals will be held tomorrow January 18, at Guelaguetza Auditorium, Oaxaca in Mexico.

1. Harare City Council- like any other public institution- operates on what I termed ‘SERVICE DECEIVERY’ basis.

1. Most service delivery demands, promises and analyses are defective, uninformed and illiterate.

I have always said if Council does not fix big things it will be embarrassed by (or celebrated for) small things.

1. Council must provide a clear indication of just SIX figures:

The total monthly revenue amount AND just the (CORRECT) top 5 monthly expenditure items.

That will be clear enough to tell where the adult demands and promises are.

1. The salary debate will not go far because both management and councillors are compromised in the matter.

STATE MEDIA– Traditional leaders have denied food aid was being given to the needy on partisan lines with their active involvement.

The opposition, particularly the MDC-T, has for long time accused traditional leaders of allegedly conniving with Zanu-PF to give food aid to only ruling party supporters.

No evidence has, however, been provided to support the claims.

In an interview on Wednesday on the sidelines of the ongoing National Council of Chiefs strategic planning workshop in Mutare, the council’s president, Chief Fortune Charumbira, said traditional leaders were not involved in the distribution of food aid.

“Most of the allegations that we hear about partisanship in food distribution are falsehoods. As traditional leaders we do not distribute food aid. Whoever says chiefs are partisan in the distribution of food aid does not know how food aid is distributed in this country,” he said.

Chief Charumbira said United Nations agencies, working with non-governmental organisations, and the Department of Social Welfare, were responsible for the distribution of food aid.

“Like now, you have World Food Programme, a United Nations organisation which appoints what they call implementing agencies, mainly non-governmental organisations. The NGOs come to the village themselves. They interview the villagers in that particular village and from their interviews they say this family is needy. The village or chief has no role in selecting a person to be given food,” said Chief Charumbira.

Beneficiaries of Government food aid, he added, were handled by the Department of Social Welfare.

The country suffered a drought last year after it did not receive adequate rains owing to the effects of  climate change.

The majority of people are in need of food assistance until the next harvest around May.

Government is on record as stating that no one would starve.

It has since started importing grain from the Sadc region and beyond.

By A Correspondent- Corruption and mismanagement of the agricultural sector are the major drivers of food shortages in Zimbabwe, where over 7,7 million people urgently require food, a top European Union (EU) diplomat has said.

Addressing journalists in Harare yesterday soon after the release of an additional US$18,7 million kitty to help alleviate hunger in Zimbabwe, EU ambassador to Zimbabwe, Timo Olkkonen said this could not have been necessary if the government had properly managed its business.

“Obviously there is this link to the climate change phenomena and the drought that has been induced in southern Africa, but it has been shown also very clearly in the report by the UN rapporteur on the right to food that the situation that makes food insecurity such a grave issue in Zimbabwe is the mismanagement of the agricultural sector in recent years,” he said.

“So large areas are lying fallow. There is no much investment coming into farming and this is related to the issues around governance and how the agricultural sector is performing. So, these issues, for example the subsidy system, has caused a lot of problems, like Command Agriculture. We have read issue about mismanagement around it and these are compounding issues around it.”

The statements by the EU come just days after Acting President Constantino Chiwenga revealed in court papers that he was allocated a luxurious Lexus vehicle through Command Agriculture.

The EU, which has proved to be a thorn in the flesh for President Emmerson Mnangagwa’s administration, said the economic crisis would worsen life for Zimbabweans in 2020.

“We also have the current economic crisis, which is also linked to previous mismanagement. Issues around inflation, currency and lack of foreign currency are compounding the current crisis around food,” Olkkonen said.

Meanwhile, the World Food Programme (WFP), which has secured US$205 million of the US$489 million required to provide assistance to 8,3 million people in Zimbabwe, Zambia, Mozambique, Madagascar, Namibia, Lesotho, eSwatini and Malawi, said Zimbabwe was the worst hit.

“Zimbabwe is in the throes of its worst hunger emergency in a decade, with 7,7 million people — half the population — seriously food insecure,” WFP said in a statement.

“So too are 22% of people in Zambia, a long time regional breadbasket now having to restrict cereal exports and accept outside assistance. Twenty percent of the population of drought-stricken Lesotho are also now severely hungry, as are 10% of Namibians.”

Zimbabwe faces surging food prices, poor medical infrastructure and malnutrition in rural areas, putting a heavy burden on the food aid.

“In a context of already high rates of malnutrition, population growth, inequality, and HIV and Aids, the hunger crisis is being aggravated by surging food prices, large-scale livestock losses and mounting joblessness,” WFP said.

“Families across the region are eating less, skipping meals, taking children out of school, selling off precious assets and falling into debt

By A Correspondent- Former Finance and Economic Development deputy minister Terrence Mukupe reportedly lost about 390 000 rand being payment for a luxurious  Rover Range Rover vehicle which was never delivered.

Mukupe is said to have been approached by Honest Nigel Shumba, who said the car was in South Africa and he showed the former deputy minister some pictures.

For the alleged botched deal, Shumba appeared before Harare Magistrate Rumbidzai Mugwagwa on fraud charges. He was not asked to plead to the charges.

Shumba who is being represented by Arthur Gurira, was granted $200 bail, warned to reside at the address he gave to the court, to report every last Friday of the month and not to interfere with witnesses.

He will be back in court on March 31.

Prosecutor Lancelot Mutsokoti alleges that sometime in June last year, Shumba approached Mukupe at his work place and misrepresented that he was selling a black Range Rover which was in South Africa through a lease purchase agreement.

It is alleged Shumba showed Mukupe pictures of the vehicle with the former minister expressing interest in buying it 390 000 Rand.

Further allegations are that on June 11 last year, Mukupe gave Shumba 70 000 Rand and he promised to deliver the car upon settlement of the balance of 320 000 Rand.

On June 13, Mukupe is said to have been instructed by Shumba to make a bank transfer of 320 000 rand into a South African FNB bank account which belonged to Dzidzi Chapfuwa.

After Mukupe made the full payment, Shumba never delivered the vehicle but became evasive prompting the former to make a police report.

Police investigations led to the arrest of Shumba.

The initiative dubbed Citizwean Mobile clinic has also been taken to Binga among other areas.

Rimbi Health committee chairperson, Samuel Matembudze was all smiles as he saluted the people who donated various amounts of money to make the initiative a reality.

“I am humbled by the free medical service offered to us today. It’s a relief as most of people can no-longer afford to buy medication owing to the harsh economic situation prevailing in our country,” said Matembudze.

He begged the Citizwean Mobile clinic team to make the initiative a routine activity while also appealing for resources to repair roof at the local Rimbi clinic.

One of the beneficiaries, Emily Sithole thanked the team for free medication assistance.

“I am happy to be a beneficiary of this clinic. The citizen clinic came at the right time as if they were send by God to assist me I was stressed on how I will buy my medicines after spending so much during back to school preparations,” she said.

Thomas Muyambo also expressed gratitude to the Citizwean Mobile clinic team for assisting him free of charge.

“With the economic situation, its now rare to see someone who can assist you for free. I thank everyone behind the scenes for creating such an important initiative. I have been sick for months and had to rely on traditional remedies since I didn’t have money to seek medical attention from doctors but today I am relieved.
Citizwean Clinic is a campaign under the Citizwean Initiative which is providing a relief to vulnerable groups to access basic health care. The campaign cushions citizens from high cost of healthcare. The initiative is well timed considering that most major health centres are incapacitated due to the crippling strike by doctors as well as shortage of drugs.

Mashurugwi originally are gold panning gangs. The objective of them carrying machetes is to protect themselves against rival gangs and because the machete is an all purpose tool usable even underground. ED during his gold panning days had to rely on these gangs to get maximum gold yield and dominate the gold panning areas.

Today the issue of Mashurugwi has taken a new twist showing that it’s fast being adulterated and used for political reasons.

Its sad to note that MDCA has taken over the Mashurugwi in a bid to discredit ED.

The Vanguard has infiltrated the Mashurugwi and brought them to Harare and continue to spread propaganda that it’s Zanu pf.

This dirty tactic being used by MDCA in it’s desperate bid to gain power by force will result in bloodshed and leave us affected but will never remove Zanu pf. Its clear that to take this path MDCA is just following a script provided by its funders.

By A Correspondent- Former cabinet minister Prisca Mupfumira’s trial failed to start Thursday morning after the State failed to provide documents requested for by the defendant’s defence team.

Mupfumira, who is jointly charged with former Public Service, Labour and Social Welfare secretary Ngoni Masoka, is facing charges of criminal abuse of duty and concealing a transaction from a principal.

Prosecutor Clemence Chimbari said that they had faced challenges in acquiring all the documents required by Mupfumira and Masoka for their trial.

He said they could only provide the conditions of service document while the defence requested for more time to go through it.

Advocate Thembinkosi Magwaliba who is representing Mupfumira on instructions from Zivanai Makwanya, however, argued that the State had provided inadequate documents for the defence to prepare for trial.

Magwaliba submitted that the State had defaulted on providing the audited financial reports of 2016 to 2018, a 2010 Cabinet Circular 4, cabinet handbook which was in operation when Mupfumira was minister and Masoka’s scope of duties.

Masoka’s lawyer, Farai Mushoriwa, also submitted that he had got most of the documents he had requested, but the parameters of his client’s duties and the 2010 Cabinet Circular 4 were still outstanding.

Magistrate Munamato Mutevedzi postponed the matter to February 5 for commencement of trial and the state was ordered to have provided the necessary documents needed by the defence.

Allegations are that sometime between March 2015 and July the same year, Mupfumira and Masoka took a US$90 000 loan from NSSA without Treasury approval to buy a Toyota Land Cruiser VX-L200 for the former minister.

Mupfumira was entitled to a Mercedes Benz E300.

On the other charge, it is alleged that from October 2016 to December of the same year, the two authorised the payment of US$10 215 and Rand 113 539 from the ministry’s drought fund account to pay for air tickets, hotel accommodation and taxi services for ministry officials and Mupfumira’s relatives who attended her daughter’s wedding in Cape Town, South Africa.

It is further alleged that the duo corruptly concealed a transaction from a principal when in June 2017, they failed to reveal that the Toyota Land Cruiser had been bought by NSSA funds on behalf of the ministry.

Mupfumira allegedly ended up having three official cars instead of two.

The ministry tweeted:

Hon Minister JB Matiza is bringing home the planes that were in Malaysia. The B777 is expected to land on Monday 20 January 2020 at 12:30 PM. The other is scheduled to arrive in the following weeks

The Ministry did not shed more light on the aircraft being ready to be used by Air Zimbabwe. The aircraft is part of the 2 Zimbabwe Airways aircraft that sparked a storm after the 2017 coup.

I am a 29-year-old mother of two boys. I wish to make it public that I am extremely appalled with a case of impersonification and misrepresentation of my baby boy LaMaine by Yolanda “Tinodaa” Mpofu, real name Yollendah Mpofu from Zimbabwe based in South Africa and currently in Nigeria. (NB she deleted her facebook photos after I confronted her) Yollandah Tinodaa Mampofu and Yollandah Tino are her other facebook accounts…

The summary of the sad story is, Yolanda Mpofu was in a relationship with a Jeff. Yolanda is alleged to have fallen pregnant to Jeff but they did not stay together since 2017 after they had a fall out.

Fast forward, Yoland Mpofu then abstracted my child’s photos on social platforms which she used to masquerade LaMaine as her child with Jeff who apparently she was not staying with.

Naturally, Jeffy having known that he parted ways with Yolanda Mpofu when she was pregnant, he believed that the photos of the purported child was real and his.

This was all a lie – Yolanda Mpofu impersonified my baby for self-enrichment. It is alleged that Yolanda started receiving “child support/ maintenance” money from 2017 and according to the claims and some bank deposits, she was getting around R3000 for child support.

I am made to understand she further received extra several thousands of Rands for child care and support from Jeff as and when she demands.

The matter came to light when Jeffy saw the pictures of my child on my Instagram and he sent me a message to ask about what he called “Temi’s photo (implying my child LaMaine).

He then confronted me alleging that I was being presented to her as the baby minder (cousin) by Yolanda Mpofu, yet I am the mother of LaMaine and not Temi as Jeffy claims.

He further sent me all new born baby photos that I used to post since LaMaine was still a baby, claiming he had received them from Yolanda and that he had grown a strong bond with the baby though she didn’t want him to see the baby.

The matter is horrendous. It has disturbed not only my peace but poses huge security threats to my child and myself. I want it to be known that if my child has been used for extortions as is the case by this woman, the world should be worry and know about this girl called Yolanda Mpofu.

It is my plea that if there are many who have been scammed by the legendary pretends of this lady, please take note that she is dangerously continuing with her shenanigans and the society should be worried by this person.

I am making it public for the rest of the world to know in case something happens to me and my child.

I feel very insecure as I do not know how much my child’s photos were used and the ultimate intention of this woman by the name Yolanda Mpofu.

I have also received further disturbing information about her which I will also expose.

A mining venture involving the army and a Chinese firm, Wanbao Rexco, has failed to take off amid claims the Asian company is siphoning resources from the mine, Business Times heard this week.

The military and Wanbao Rexco are partners in Global Platinum Resources (GPR) which was established in 2004 and sits on over 520 million ounces of platinum resources along the Great Dyke.

Wanbao Rexco has spent over US$80m in exploration and feasibility studies and the dispute centres on allegations that the company only employed Chinese explorers to carry out pre-feasibility and feasibility studies at inflated prices. A recent audit also stoked suspicions after US$20m was unaccounted for.

The Chinese company postponed operations at GPR in 2018 and is understood to be spending US$1m yearly in care and maintenance.

Business Times understands that the government of Zimbabwe through Zimbabwe Defence Forces entered an agreement to get fire arms in 2008 with the Chinese government through Wanbao Rexco in exchange of platinum resources.

Harare is now mulling cancelling the deal and looking for another joint venture partner. GPR technical manager, Retired Brigadier General Livingstone Chineka, told Business Times that there are fed up by the antics of the Chinese firm.

“We are fed up with Wanbao Rexco since they came here in 2004 employing their own people and exploiting the country’s platinum resources for absolutely nothing, we can’t accept that,” Chineka said.

“It has suspended the operations until now [2020, a year which it said it will begin real mining] because we refused them to continue more feasibility studies after we realised that the prefeasibility study they carried out cost US$25m against our feasibility study which cost US$15m which mainly comprised of local personnel.”

He added: “As GPR we have stopped operations; we now want to meet Vice-President Chiwenga to map the way forward.”

The deal was consummated when Chiwenga was still in charge of the Zimbabwe Defence Forces. GPR is said to have untapped platinum claims of 86,7km2 which is way bigger than those controlled by Ngezi, Mimosa and Unki mines combined. Chineka said their partners have suspended operations based on false interpretation of the feasibility study.

“We are convinced that the argument about the project is not based on the economic viability of the project but completely driven by financial difficulties on the part of our partners or that they don’t want us to be the part of the operations at GPR as they have realised that we can do the same or better job at reduced costs,” he said.

He said the problems arose after Wanbao Rexco failed to respect and honour the local community as all personnel and materials came from China without any benefit to the local population.

Chineka said exercise books, tissues and all stationery material came from China. Efforts to get comment from Wanbao Rexco were fruitless as calls to their numbers went unanswered.

Zimbabwe holds the world’s largest deposits of platinum after South Africa and has been pushing mining firms operating in the country to build refineries to stop the export of raw platinum ore to earn more foreign currency.

Zimbabwe sees China as an all-weather friend after it looked East at the turn of the millennium due to problems with the western countries. Chinese companies are accused of allegedly ill-treating locals, a charge Beijing has refuted.
