Terrence Mawawa, Masvingo| The Province’s leading referral centre, Masvingo Provincial Hospital is facing a severe shortage of essential drugs, triggering a high mortality rate at the government run health centre.
The worst affected departments include casualty, chronic illness and children’s wards respectively. Asthmatic patients have not been receiving treatment for the past few months because the nebuliser machine developed a fault and had since not been maintained . Sources at the hospital told ZimEye.com yesterday there was a sharp increase in the mortality rate among infants and patients referred to the casualty section due to the critical shortage of essential medicine.
“The situation here is terrible because we are recording an uncharacteristically high mortality rate especially in the paeds(children’s) wards as a result of drug shortages. The casualty section is also hard hit by the dearth of medicine. We are also struggling to supply drugs for asthmatic patients. Workers here are frustrated by the fact that they are watching helplessly as patients succumb to treatable ailments,”said a senior staff member at the government hospital.
Provincial Medical Director for Masvingo Dr Amadeus Shamu confirmed there was a shortage of drugs at the province’s largest referral centre. “There is a critical shortage of drugs at Masvingo hospital and all our hospitals across the province. I will make further enquiries at the hospital,”said Dr Shamu. The state of government hospitals in the country has endangered the lives of patients.
Many people now opt to take their relatives to private hospitals despite the high admission costs.
Mugabe to Reshuffle Cabinet
PRESIDENT Robert Mugabe is considering a cabinet reshuffle which government and party insiders say is informed by the need to calm stormy relations within the party as well as read the riot act to warring factions that have taken their factional fights to the public sphere in an unprecedented fashion.
Mugabe, who is said to be under pressure from Zanu PF’s two major factions has to walk a fine line between balancing the interests of the opposing fronts and sending out a clear warning that their public spats which have been played out on social and mainstream media will no longer be tolerated.
The succession fight pits Vice-President Emmerson Mnangagwa and his loyalists against a group of young Turks known as Generation 40 (G40). The group, whose most vocal members are Higher Education minister Jonathan Moyo, Local Government minister Saviour Kasukuwere and Mugabe’s nephew Patrick Zhuwao, reportedly has the support of First Lady Grace Mugabe and Vice-President Phelekezela Mphoko.
“His Excellency has to walk the tight rope to achieve and maintain a balance between the competing interests of the two factions with each seeking to have its opponents kicked out,” one government source said, adding that: “The Mnangagwa group wants a number of ministers kicked out but their major target is Jonathan Moyo. The G40 group, on the other hand, wants (War Veterans minister Christopher) Mutsvangwa to get the boot. There is already a G40-induced vote of no confidence on Mutsvangwa by the Mashonaland West executive, so the push is real.”
If Mugabe buckles to pressure, and reshuffles his cabinet or drops some ministers, it will be the third time since he controversially won elections in 2013. In 2014, he reshuffled his cabinet after axing former vice-president Joice Mujuru and her allies over untested allegations of plotting his ouster and assassination.
In his last reshuffle in September last year, Mugabe, under pressure from the Mnangagwa faction moved Moyo from the information ministry to the Higher Education ministry. The Mnangagwa camp felt Moyo was abusing the media to attack and denigrate the vice-president.
“There is also a push from the G40 side that Mugabe drops his spokesperson George Charamba, whom they feel is firmly in support Mnangagwa. That is the reason why Sarah Mahoka (Women’s League secretary for finance) openly asked the president to confirm whether Charamba was speaking on his behalf when he attacked senior government officials for allegedly fighting Mnangagwa,” said the official.
Charamba however denied Mugabe is contemplating a reshuffle, saying “there will be no cabinet reshuffle”. independent

Higher Education Minister Professor Jonathan Moyo emerged stronger than before on Friday morning as he rocked First Lady grace Mugabe’s rally in Chiweshe, Mash Central.
Prof Moyo dominated the stage on Friday afternoon when he rose to chant: “Pasi ne vaya vaya.”
Analysts say this demonstrates how Moyo previously thought to have been reduced at the just ended politburo meeting, is now actually stronger than before.

Masocha’s sex convictions quashed by appeal judges
Scotland’s senior judge, the Lord Justice General, Lord Carloway, said convictions against Walter Masocha would be quashed.
Masocha, 52, had earlier been told to carry out 250 hours unpaid work for sexually assaulting his parishioners.
The Crown said there had been alleged misdirection at his trial on a point over prior inconsistent statements.
When former university lecturer Masocha was sentenced at Falkirk Sheriff Court in June 2015, Sheriff Kenneth McGowan said he had suffered a “spectacular fall from grace”.
Masocha had denied sexually assaulting a woman at the Church of Agape and engaging in sexual activity towards a schoolgirl at its base at Sauchieburn, Stirling.
Cross examination
He was accused of touching and kissing them and putting his hands on the buttocks of one and pinching them.
Church leader Masocha had his own office at the premises to which access was restricted.
During his trial one woman was cross-examined over emails she had sent which included statements such as: “You did nothing wrong to me” and “My Hero, my mentor, my rock.”

Following the case, lawyers acting for the founder and spiritual leader of the church lodged a legal challenge against his conviction.
John Scullion QC argued before Lord Carloway, sitting with Lady Paton and Lord Drummond Young, at the Court of Criminal Appeal in Edinburgh that a miscarriage of justice had occurred.
Five grounds of appeal were put forward on behalf of Masocha, principally focusing on alleged misdirection of the jury at his trial by the sheriff, but several were rejected.
Lord Carloway said that on one of the grounds the Crown accepted that there was a misdirection by a failure to direct on a point over prior inconsistent statements.
The senior judge said they were satisfied that a miscarriage of justice had occurred.-BBC
TB Joshua to Be Tried for Killing 116 People
A judge dismissed a bid by two contractors on Monday to stop their trial for criminal negligence over a building collapse at a Nigerian megachurch that killed 116 worshippers, most of them South Africans.
Oladele Ogundeji and Akinbola Fatiregun challenged their prosecution over the tragedy at pastor TB Joshua’s Synagogue Church of All Nations in Lagos in September 2014.
Judge Lateef Lawal-Akapo, dismissed the defendants’ appeal for the case to be dismissed, saying in the Lagos High Court it had “no merit”.
Both are due to appear with Joshua on February 18 to be charged, despite another legal challenge from the popular televangelist and preacher.
Joshua repeatedly refused to give evidence at an earlier coroner’s inquest, despite multiple court summonses.
He suggested the collapse was caused by a mysterious “hovering” aircraft seen over the building before the tragedy.
The coroner attributed the collapse to the unauthorised addition of extra floors to the guesthouse on the sprawling church compound. – AFP
Gun Row at Kereke Rape Trial
Reserve Bank of Zimbabwe head of security Mr Grasham Muradzikwa yesterday revealed that Bikita West legislator Munyaradzi Kereke was yet to officially surrender the pistol suspected to have been used when he allegedly raped an 11-year-old girl in 2010.
Kereke allegedly pointed the gun at the girl and threatened to shoot her if she did not comply with his orders.
Mr Muradzikwa told the court that there were efforts by the then RBZ head of financial intelligence inspectorate, evaluation and security (FIIES) Mr Mirirai Chiremba to coerce him into recording a wrong date of the gun’s return.
Mr Muradzikwa said he refused to comply with the orders and left the said pistol in Mr Chiremba’s hands. In his defence, Kereke, through his lawyer Mr Erum Mutandiro, denied being in possession of the pistol, arguing that he returned it on June 14, 2010.
But Mr Muradzikwa dismissed the claims, adding that his records did not show that the pistol was returned.
He said the pistol was issued to Kereke on February 3, 2005 for his protection. “Your Worship, our records do not reflect that the gun was returned,” said Mr Muradzikwa. “I am the head of security and I am in charge of issuing and receiving back the firearms. That weapon is still outstanding.”
He added, “I remember sometime in 2010, I was called by my boss Mr Chiremba and he wanted to hand me over the weapon in question. He asked if it was possible for me to record it in and he wanted me to backdate the return date, but I told him it was impossible. I told him the books were audited, therefore it was impossible for me to do what he wanted.
“I then left the pistol with him. I do not know what then happened to it, but what I know is my records do not show that the pistol was returned to RBZ. Procedurally, the accused should have brought the pistol to me and sign for it in our books.”
Private prosecutor handling the matter Mr Charles Warara produced the book which showed the movement of firearms at RBZ and signatures of those who would have been issued with the guns. He wanted Mr Muradzikwa to indicate where Kereke signed when he was given the pistol and the blank space on which he was supposed to sign as indication that he had returned it.
Mr Mutandiro objected to the production of the book, adding that he was doubting its authenticity.
“I insist that this is an attempt to ambush my client with cooked up evidence in order to nail him for a crime he never committed and trampling on his constitutional rights,” he said.
“This is a mere counterbook that anyone can buy and write anything.”
In response, Mr Warara said Kereke was avoiding documentary evidence.
During cross-examination, Mr Mutandiro accused Mr Muradzikwa of lying against Kereke and questioned why he did not report Mr Chiremba’s actions to his superiors. Mr Mutandiro maintained that his client returned the pistol on June 14, 2010, while the alleged offence was said to have been committed on August 22 of the same year.
Regional magistrate Mr Noel Mupeiwa remanded the matter to February 29 for continuation of trial when Mr Chiremba is expected to testify.
Mr Warara alleged that sometime in March 2010, Kereke was alone with the then 11-year-old girl, whom he grabbed by the waist and pushed onto the couch before fondling her breasts.
The girl allegedly screamed, but no one heard her. On August 22, 2010, the girl’s young sister was allegedly asked to baby sit by Kereke’s wife.
When the baby fell asleep, the girl sat on the couch in the bedroom and Kereke allegedly started fondling her.
He allegedly pointed the gun at the girl and threatened to shoot her if she did not comply with his orders and raped her.
94 Year Old President Hitler aide Hauled Into Court for 1940s Massacres

A 94-year-old former Auschwitz concentration camp guard has gone on trial in western Germany accused of being an accessory to the murders of 170,000 Holocaust victims.
Reinhold Hanning walked unaided into the court in Detmold wearing a tweed jacket and glasses and gazed at the floor as he listened attentively to the proceedings.
He did not react as 94-year-old survivor Leon Schwarzbaum read out an account of his own time in the Nazi death camp, which coincided with Hanning’s.
His hands trembling and his voice shaking, Schwarzbaum looked directly at Hanning and delivered an emotional plea: “Mr Hanning, we are virtually the same age and soon we will face our final judge. I would like to ask you to tell the historical truth here, just as I am. Tell the truth about what you and your colleagues did.”

But Hanning, a retired dairy farmer who had volunteered for the Waffen SS, the military arm of the Nazi party, at the age of 18, exercised his right to silence.
The courtroom was stunned to silence as Schwarzbaum delivered his testimony of the time he had spent in Auschwitz, where he lost 35 members of his family.
He said he remained haunted by what he had experienced there. “One memory keeps returning – the image of an SS Sturmbannführer [a Nazi paramilitary rank] driving his motorbike in front of a lorry that was completely packed with naked people, who were crying and flailing their arms. No one could help them anymore. It was just like Dante’s Inferno.”
Describing the SS as “cruel and sadistic”, Schwarzbaum said: “The older I get, the more time I have to think about what happened. I am nearly 95 years old and still I often have nightmares about this.”
Hanning is accused of “promoting, facilitating and accelerating” the murders at Auschwitz, where 1.1 million people, mostly European Jews, were slaughtered during the second world war.
Prosecutor Andreas Brendel, reading from the indictment, said anyone who worked at Auschwitz knew precisely what happened there.
“The cries and shouts of victims being gassed could be heard outside the gas chamber and everyone who heard them knew that the victims were fighting for their lives,” he said.

“Whole families, the young and old, were taken to Auschwitz and the selection process [where it was decided whether someone went to the gas chambers or to forced labour] was placed entirely in the hands of the SS soldiers and doctors working on the ramps [where the trains arrived],” he said.
Those who were not chosen to be gassed immediately very often died from executions, starvation, disease or exhaustion from overwork, he added.
He said that Hanning was “familiar with all the different killing methods which could only be carried out because victims were guarded by soldiers like himself”.
Anke Grudda, head of the five judge panel, said prosecutors would need to prove Hanning’s personal guilt.
“From our viewpoint, we must not forget that we are talking about the individual guilt of the defendant,” she said. “It is about whether the defendant is personally guilty of what he is accused of. We want to find out whether the defendant was in Auschwitz, in which period, and which activities he carried out.
“I think we are all aware of the historical context of the charges … however, we are aware that we have survivors of the Holocaust, which is of incredible importance … we want to give survivors the opportunity to speak here in front of the public.”
When first questioned by investigators, Hanning admitted that he had served in the so-called Auschwitz I part of the camp, located in the Nazi-occupied Polish town of Oświęcim, but denied having spent any time working at the notorious Auschwitz II-Birkenau section, where most of those who lost their lives were slaughtered.
The trial opened with defence lawyers filing a motion for that statement to be omitted from the testimony. The lawyers argued that Hanning had been taken aback when the investigators had knocked on his door and had not been fully aware that what he said would be used as part of a criminal investigation.
It was unclear whether the defence team wanted to make the point that Hanning did not serve at the camp at all. There was no reaction from the panel of judges as to how they would react to the motion.
The court heard that Hanning had served as a guard in two separate SS Totenkopf (Death’s Head) companies in Auschwitz in 1943 and 1944. Their specific role had been to guard prisoners who were being deployed for slave labour outside the camp. The companies were also moved to Birkenau to work on processing more than 430,000 prisoners who arrived from Hungary in the so-called “Hungarian Action” during May and July 1944. Those prisoners were systematically loaded from trains on to a ramp from where they were stripped of their possessions and selected for labour or for the gas chambers. More than 300,000 were gassed on arrival.
Prosecutors argue that Hanning’s very involvement in those companies means he directly contributed to the Nazi killing machine.
Hanning fought in eastern Europe at the start of the war before his transfer to Auschwitz in January 1942.

The court will hear the testimony of other former prisoners. Thirty-eight joint plaintiffs from Hungary, Israel, Britain, Canada, the US and Germany are also following the trial.
Due to Hanning’s age and frailty, doctors have said the daily court sessions should not be longer than two hours.
Three other trials of people alleged to have served at Auschwitz are due to take place this year.
German judicial authorities are scrambling to bring the last remaining Nazis to trial, after decades in which many were allowed to escape justice. Of 6,500 SS members who are known to have served at Auschwitz, only 29 were ever brought to trial in Germany. In the former communist East Germany, 20 were prosecuted. Most escaped justice because of the belief that prevailed until recently that anyone who had served under the Nazis had been forced to do so by the regime, and was therefore not guilty.
But following the 2011 trial of John Demjanjuk, a car mechanic from Ohio, US, who was convicted for being a guard without any evidence that he had been directly involved in any killings, a new precedent was set. The same argument was used last year to convict Oskar Gröning, another former Auschwitz guard who was nicknamed the “bookkeeper of Auschwitz” because of his responsibility for sorting through the money stolen from prisoners on arrival.
On the eve of Hanning’s trial, Auschwitz survivors held a press conference in which they stressed the importance that the trial was taking place.
“This trial should have happened 40, 50 years ago,” said 90-year-old Justin Sonder, a German who survived Auschwitz, as reported by Deutsche Welle.
One of the co-plaintiffs, Erna de Vries, who was deported to Auschwitz in 1943 aged 23, told Reuters ahead of the trial: “I am not hateful, but it somehow feels like justice to see this man, who was working there [Auschwitz] when my mother died, on trial.”
Outside the court on Thursday morning, spectators tried to shout down an 87-year-old woman who has twice been convicted of Holocaust denial – a criminal offence in Germany. Police had to intervene to protect Ursula Haverbeck, who is popular in far-right circles, and has previously claimed that Auschwitz was not a death camp, only a labour camp.
The trial resumes on Friday with further testimony expected from Schwarzbaum.
Grace Roars as Mnangagwa is Knifed
Zanu PF’s Young Turks, who are known as the Generation 40 (G40) group, backed by Grace Mugabe, demonstrated beyond doubt yesterday that they currently have the upper hand in their brutal ruling party slugfest with the faction linked to embattled Vice President Emmerson Mnangagwa.
And very ominously for the Midlands godfather and his Zanu PF allies, Mugabe also all but endorsed demands by the party’s women’s league for a return of the quota system, that is set to see the nonagenarian appointing a woman as one of his two deputies this year.
Addressing Zanu PF supporters in Harare yesterday — the majority of whom were G40 and women’s league members — ahead of the brawling ruling party’s keenly-watched politburo meeting, Mugabe emphasised the importance of the women’s league to the former liberation movement, and how it had a deserved history of always getting what it wanted.
This followed concerns by the forthright women’s league secretary for finance, Sarah Mahoka, who bemoaned the fact that there were elements in the party who were accusing the league of plotting against Mnangagwa because they were demanding that one of their own be elevated to the presidium.
She also claimed that Mnangagwa’s allies in the Midlands province had allegedly harassed the league’s members and blocked buses that had been hired to ferry the women to yesterday’s gathering in the capital, to thank Mugabe for his “achievements” during his tenure as African Union chairperson.
“Zvisinei nezvipingaidzo zvamunosangana nazvo apo neapo, maitiro amaita musangano uno maratidza varume kuti mada kuita chiro munobuda shudhu (With the way you have organised this meeting, you have demonstrated to men that when you want something you go for it as a united, determined force).
“We are sorry that some women who were coming for this meeting were beaten up and that is wrong. We do not tolerate that in the party.
“Even at the provincial level there are rules … and it is those people who must be sanctioned for their behaviour. So, commissar will have to know kuti ndekupi nekupi kwaitwa izvozvo (who has been responsible for the anarchy),” Mugabe said.
The nonagenarian spoke in the wake of the women’s league resolution at the party’s annual conference last December that one of Mugabe’s two deputies should be a woman, and that this must happen in 2016.
Speaking ahead of Mugabe, Mahoka — who was the runaway star of the pre-politburo show — lashed The Herald newspaper for “lying”, savaged Information permanent secretary George Charamba for his factional politics, and panned senior party officials who she said were disrespectful of the First Lady Grace Mugabe.
She also reiterated the league’s challenge to Mnangagwa earlier this week to publicly declare his interest in succeeding Mugabe, in the light of the campaign for him by his allies.
Mahoka added that Mnangagwa’s seeming reluctance to distance himself from the claims that he wanted Mugabe to step down ahead of the 2018 national elections gave the impression that those campaigning for him had his blessings.
“The VP is my brother and today we are asking you to reprimand people abusing your name. Do not behave like a duck that looks down while its children are being eaten. Stand up and say something like what VP Mphoko has done.
“I will say it publicly because I am not afraid to say so, although I know that I am now a target … tinoona vana vakapfeka ma T-shirts akanzi Team Lacoste (we see youths wearing T-shirts with the Team Lacoste label) and so if you want to be president tell us.
“We also want to know president if you are the one who sent George Charamba to attack Cabinet ministers that you appointed, because he said he was speaking on your behalf,” Mahoka said, as Mnangagwa watched stone-faced.
Responding to this, Mugabe said he expected the party’s leadership to act responsibly and respect women, whom he described as the cornerstone of the ruling party.
“Tisina women’s league chokwadi hatikunde kana election kana kuhwina, saka hamusi vanhu vekutsvinyirwa kwete (Without women we would not win a single election, so we must treat you with respect).
“Mai Mahoka vangobata bata apo neapo asi tazvinzwa zvavanga vachitaura. (Mahoka has just touched on many things and we all got the gist of what she was saying).
“We need to look at the reasons why the people are complaining against us. We must talk about it so we can see. If the foundation is not well laid imba inodhirika (the house will fall). It will be affected by ants.
Jonathan Moyo Savages Charamba Again
Higher Education minister Jonathan Moyo yesterday slammed belligerent Information permanent secretary George Charamba on ZiFM Stereo, after the commercial radio station that is owned by ICT minister Supa Mandiwanzira granted him a right of reply to Charamba’s invective of last week.
In the explosive interview, Moyo panned Charamba roundly, suggesting that his former aide was overstepping his mandate as President Robert Mugabe’s press secretary.
Yesterday’s interview came after ZiFM Stereo pulled out of an earlier interview that it had granted Moyo to discuss a government scholarship programme in which the State plans to pay full school and boarding fees for all students in public schools who register for science, technology, engineering and mathematics (Stem) subjects this year.
Stem is being promoted as a key part of Zimbabwe’s long-term human capital development project.
The irate Moyo suggested then that political machinations had been behind the station’s last-minute decision to decline to host him after it aired Charamba’s controversial interview last week, in which the presidential spokesperson denigrated Moyo and other perceived opponents of embattled Vice President Emmerson Mnangagwa.
ZiFM Stereo strongly denied that it had “blacked out” Moyo, leading to the station interviewing him yesterday.
Moyo refuted Charamba’s claims that he had used his interview with the station last week to communicate Mugabe’s deep-seated concerns about Zanu PF factionalism.
“There is a certain decorum associated with the office of the president. He (Charamba) was angry, as if someone had snatched his girlfriend or owed him money,” the sharp-tongued Moyo said, criticising Charamba’s tone in his interview.
The clash between Moyo and Charamba comes as the ruling Zanu PF’s factional and succession wars are getting nastier and more confused by the day, amid growing frustration by the party’s Young Turks known as the Generation 40 group — who are opposed to Mnangagwa — that they are being blacked out by State media and other mass media outlets linked to senior party officials.-DailyNews
Mugabe Turn Your Birthday Party To Charity Event : MDC-T
Following the idea that Zanu PF has been asking for donations in a bid to raise cash for the President’s birthday party, the MDC-T has a different idea. Organising secretary, Abednico Bhebhe, has urged President Robert Mugabe to turn his 92nd birthday celebrations into a charity event, visit hospitals and the needy, as his leadership has left the majority of the population impoverished.
Bhebhe made the remarks yesterday as preparations for Mugabe’s birthday bash, slated for Masvingo province this month, gather momentum, with ruling party youths targeting to raise $800 000 for the party.
“The $800 000 should be spent on worthy causes like replacing dilapidated equipment for hospitals or just buy food for starving people,” said the Nkayi South legislator.
“There is no reason to spend all this money celebrating a birthday for someone who, with all due respect, should no longer be President because he is too old for the job.
“Instead of blowing money, which is needed elsewhere, Mugabe should spend the day visiting hospitals and other needy areas of our country. Thereafter, he should use the day to announce his resignation.”
Bhebhe queried what Mugabe was celebrating, as the country’s fortunes had deteriorated with him at the helm.
“What exactly is Mugabe celebrating when the roads in cities are now littered with potholes, when millions of people go for days without proper meals, when the economy is on a free fall, when thousands are losing jobs?
“Even the most powerful man in the world, United States President Barack Obama, celebrates his birthday, but surely it will not be turned into a national event, as is the case in Zimbabwe, a poor nation,” he said.
This came as Progressive Teachers’ Union of Zimbabwe (PTUZ) president, Takavafira Zhou, claimed that an estimated 15 000 teachers in Masvingo had been ordered to make financial contributions towards the celebrations.
“We have been inundated with calls and reports from teachers from all over the province saying they are being intimidated and forced to pay $5 to $7 depending with the districts. Those who refuse are facing threats of violence come election time,” Zhou said.
But, Zanu PF provincial chairperson Ezra Chadzamira denied the allegations.
“No, no, no, that is not true. We do not seek donations from poor people,” he said.
However, one teacher from Bikita claimed they had been approached and succumbed to the request out of fear.
“We had no option but to pay. They threatened to mobilise demonstrations to evict us from the school,” the teacher, who spoke on condition of anonymity for fear of victimisation, said.
Zhou said it was extortion to force the teachers, who were yet to get last year’s bonus, to fund a private party function. “It should not be mandatory to donate towards the President’s party,” he said.
Zhou said his union will soon petition Primary and Secondary Education minister Lazarus Dokora over the issue. – state media
Mugabe Beaten By Pastor Mugadza
The Remnant Church’s Pastor Patrick Philip Mugadza has beaten President Robert Mugabe’s administration’s in the prosecution of the man of the cloth for charges arising from simply telling the Head of State to consider the plight of the poor in December last year. The case has been shifted from the lower courts to the Constitutional Court following the court victory on Thursday.
A Victoria Falls Magistrate, Lindiwe Maphosa has granted permission to Pastor Patrick Philip Mugadza’s “anti-Mugabe” case to be presided over by the Constitutional Court.
Pastor Mugadza was arrested on 11 December last year in Victoria Fall after staging a solo demonstration against President Robert Mugabe.
The Kariba based Pastor had a placard which read, “Mr President People are suffering Proverbs 21:13.”
He was charged with contravening of Section 46 of the Criminal Law (Codification and Reform) Act Chapter 9:23 and criminal nuisance.
Mugadza spent the entire Christmas holidays in custody and was later released on $50 bail during the New Year’s Eve.
He is denying the charges saying that he has a constitutional right to demonstrate and express himself.
His case was referred to the Constitutional Court after his Lawyer Lizwe Jamela of the Zimbabwe Lawyers had argued that Mugadza’s case was a constitutional matter.
Zanu-PF Bans Use Of Social Media
In a bid to stop the online squabbles, insults and accusations among it’s members, Zanu-PF has given its members a warning that they should desist from using social media to communicate party issues saying anyone who defies this directive will be dealt with in line with the party’s rules.
The members have also been ordered to only use conventional media on party business with authorisation.
This comes in the wake of hyper-tweeting by Higher and Tertiary Education, Science and Technology Development Minister Professor Jonathan Moyo, attacking fellow Cabinet ministers and Politburo members as well as issuing veiled threats on journalists on social media.
This came out of the party’s first Politburo meeting for 2016 held in Harare yesterday.
Speaking to journalists after over 10 hours of intense and frank discussions at the party headquarters, Zanu-PF secretary for Information and Publicity Mr Simon Khaya Moyo said the party also reiterated that it had one centre of power in President Mugabe who is the only elected leader at congress.
“Expressing oneself through the Press, including the use of social media must stop with immediate effect,” said Moyo.
“Leadership calls for responsibility and not for rumour-mongering and insults. The party has structures and procedures to be religiously adhered to. The party is not run through the Press, so we are not allowing any member of the party at whatever level to run the party through the Press. We must maintain and safeguard our party principles and we must never lose focus so said the President.
“We must always exercise introspection and check within yourself whether what you are saying is based on any facts. In life, there is always room for compromise should you have any differences.
“If they (party leaders) don’t listen to these messages, appropriate action will be taken naturally. Anyway, we have structures to deal with that.”
On factionalism, which dominated media headlines in the recent weeks, Mr Khaya Moyo said: “Factionalism must never be allowed in the party because we only have one centre of power. The party’s motto is unity, peace and development.
Mr Khaya Moyo said the Politburo received a report on disciplinary hearings but it was deferred it to the next Politburo meeting.He said this was to allow for hearing of all cases before any decision is taken.
“The National Disciplinary Committee report was not yet complete and the cases before it will be heard by the said committee through some hearings from those affected,” he said.“In other words, those affected would be written to, for the hearings before the NDC for presentation to the next Politburo meeting. They will be reporting soon after the hearings.
“There must be a hearing, people should not just be suspended. They must be heard also – what is your story?”Mr Khaya Moyo said the Politburo received several reports from various departments.
He said Patrick Chinamasa, who is the secretary for legal affairs, presented a report on the resolution of the 15th National People’s Conference held in Victoria Falls last December.“In line with the agenda, the secretary for legal affairs, who is also Minister of Finance and Economic Development (Mr Chinamasa) gave an update on Zim-Asset.’’It included initiatives to minimise the adverse effects on El-Nino-induced drought on food security, supply of energy, value-addition and beneficiation efforts, infrastructure and utilities, funding and investment promotion,” said Moyo.
Secretary for administration Mr Ignatius Chombo tabled a post-mortem report of the conference which was unanimously accepted by the Politburo.
In his welcoming remarks, the President implored members to examine issues with depth, focus and debate matters with facts.
“He (Chombo) also gave a projection on the state of administration for 2016 which should be finalised in due course,” said Moyo.
“He should also give a report again on Zim-Asset’s implementation so that we are all aware of the progress being made.
“The secretary for youth affairs, Pupurai Togarepi gave a comprehensive report on preparations for the 21st February Movement celebrations to be held in Masvingo on 27 February.
“Secretary for external affairs Mr Simbarashe Mumbengegwi gave an external affairs report highlighting the standing ovation President Mugabe received from other Heads of State and Government on his address at the recent AU Summit
“He also spoke eloquently on the reform of the United Nations Security Council and reported on the Palestine and Saharawi (Arab) Democratic Republic.
“The President received outstanding ovation for his focus on development of the continent. Members’ contributions were upped up so that by the end of 10 years from now, we are able to pay all our subscriptions without relying on our erstwhile colonisers.”
Khaya Moyo said the national commissar Mr Saviour Kasukuwere gave a report on the functioning of the commissariat department.

TB Joshua prophesies: “trouble for President, as Southern Africa’s Problems Disappear in August 2016”

Joshua added that all of the Southern African region’s problems will vanish from August this year 2016.
The prediction this week stimulated anxiety among many especially Zimbabweans as President Robert Mugabe has been ill while manifesting shocking signs of deteriorating health.
The heated emotion came despite a long history of several failed predictions by the same preacher who falsely claimed the missing Malaysian aircraft would be found within days (more than a year ago), and also failed to for-see his own church building collapsing which had clear health and safety warnings, and killed 116 people at his own premises. He is being tried next week over the deaths. Joshua’s “African President” death prediction in 2012 of former Malawian President Bingu Mutharika which brought him much fame has also opened a can of worms after it emerged the man back then simply utilised empirical knowledge from the leader’s medical records.
But on Sunday 3rd January 2016 Joshua said “I am being careful so that the press does not misquote me because the message is very sensitive and some direct words have been replaced to avoid causing panic. Words such as peculiar are just a replacement of the actual sensitive direct word. End of February to April this year these are peculiar months for southern Africa. Organize prayer sessions for the leaders.”
He concluded by assuring the Southern African region that their problems will be over by the end of 2016, beginning from August.
He confessed he would not say anymore than what he proclaimed. He further gave a message in the current problems of the South African currency saying it will soon stabilize.
Mnangagwa’s ‘Daughter’ Caught in $1million Scam
The farmer, Martin Grobler, claimed Shorai Kudzai Muchemwa, stormed his farm, Lot 1 Buena Vista, last weekend in the company of armed men, accusing him of refusing to vacate the property and later demanded a protection fee to enable him to continue farming.
According to court papers filed under case number HC995/16, Grobler claimed that in November 2013, he was issued with an offer letter to stay on the farm, but the Lands and Land Resettlement ministry issued Muchemwa another offer letter for the same piece of land.
“Even though the first respondent (Muchemwa) is not bound by the order appealed against, she is not entitled to disrespect it,” Grobler said in an affidavit.
“I say this because on February 1, 2016, the first respondent came to my place with some hired people, who were drunk and armed with AK47 rifles and told me to leave my farm.”
“I begged that I needed to at least harvest my tobacco crop, which I am now harvesting and I was in the process of curing it, but the first respondent and the second respondent (Edwin Zimuto), who appeared to be the leader of the hired gang, told me to pay $1 000 000 if I wanted to stay.
“I told him that I could not do so since I could not raise that amount of money and they reduced it to $500 000. I still could not raise the money and promised at least $15 000, but the second respondent pointed a gun to my head and threatened to kill me, alleging that I was trying to be funny.”
Grobler claimed Muchemwa and Zimuto were accompanied by McDonald Chibondo and Misheck Chimukasa, who also had AK47 riffles when they descended on the farm.
He said soon after the incident, he rushed to Epworth Police Station to report the matter, but was turned away, with the officers claiming the issue was political and sensitive.
Grobler said the group then returned to the farm and sealed the doors to his tobacco curing bans.
“On February 7, 2016, the first respondent (Muchemwa) came again, with her thugs, to my house and told me that I should know by now that she was the daughter of Vice-President Mnangagwa and that no one would stop her in the country,” he said.
“She was accompanied by the second respondent (Zimuto), who was flipping his AK47 rifle in the air, as she was addressing me, threatening me.”

Grace Urges Leaders To Stop Fighting
Grace Mugabe has urged Zanu PF leaders to spend their energy on meeting the promises the party made in the July 2013 elections and less on pointless quarrels.
The First Lady, speaking to over 10,000 supporters who met outside the Zanu-PF headquarters to congratulate President Mugabe on his successful stewardship of the African Union during 2015, said the Politburo – which was meeting last night – should be focusing on issues of improving livelihoods instead of being pre-occupied with disciplinary issues.
“I always say as Zanu-PF, we got an upper hand now and the people know that it’s the party representing them and working to fulfil their needs,” she said.
“So what’s all this fighting for? Why are you doing that? You stop it, all of you! We don’t want that. Don’t appear as if you want to create friction between the President and those he chose to work with. If you see us quiet, don’t think we’re foolish, we’re watching you.
“It appears some of you went to school to learn about obscenities only. Just abusing others, to show that you’ve a better vocabulary than the next person. You think as women we’re not able to shout at each other? We’re capable, but we know it doesn’t bring food to the table. If you’re educated, your talk and behaviour should reflect that. Respect those who respect you.”
Higher Education Minister Professor Jonathan Moyo and War Veterans Minister Chris Mutsvangwa have been trading harsh words in the media, the dispute centred on what the former says is an attempt by the latter to rush President Mugabe out of power and ease in Vice President Emmerson Mnangagwa. Mutsvangwa, meanwhile, accuses the former university lecturer of being a divisive and destructive force in Zanu-PF.
“Right now, the rains have not been coming and that’s what we should focus on. If there’s peace, the leadership will be able to work without any hindrance and you think with all these petty fights it is possible?” sked Mrs Mugabe.
“Vice Presidents Mnangagwa and Mphoko are forced to take their attentions from looking for grain to feed the people to deal with petty fights. You want the Politburo to always sit and talk about petty issues?
“We need progressive things, not to have disciplinary issues year in and year out. We want to talk about serious issues and I think those doing that should be told to shut their mouths because they’re distracting Zimbabwe. We’ve work before us, as we made promises to the people during the 2013 harmonised elections and that’s what we should deliver.”
She said most infighting was being done by male figures in the party and as the mother of the party, she would not hesitate to reprimand them.
The Women’s League said the show of support yesterday was also designed to send a solidarity message to the First Family after four men tried to bomb their private business, Gushungo Dairy, in Mazowe. One of the men has been jailed for nine years after police foiled the January 29 plot.
The First Lady said the individuals behind the plot had demonstrated that they were also prepared to bring harm to the First Family, beyond bombing their private business.
“It means you even want to kill my children. We can’t have a Zimbabwe like that,” she said.
She said in the face of the illegal sanctions imposed by the West, Zimbabweans should have a unity of purpose and work for the development of the country.
She also urged journalists to report responsibly, saying negative reports would never take Zimbabwe anywhere.
“This is our country and all these negative stories are heard all over and if instability is to come, it doesn’t affect me alone but you’ll be also included. You might write your paper but it will not be bought because the purchasing power would have diminished.
“Let’s be patriotic despite our political affiliations. Let’s write stories which don’t drive away investor.” – state media
Sex With Minor, Woman Gets Community Service
A woman from Mvuma has appeared before a magistrate and given 280 hours of community service after being convicted of having sexual intercourse with a minor.
But the sentence has raised mixed feelings in the community with some saying she should have been given a stronger punishment.
19 year- old Beauty Madzinga is also HIV positive.
Beauty was also jointly charged with her colleague Patience Majoni, also 19, for allegedly performing an indecent act with a young person.
The two women from Mashayavhudzi suburb in Mvuma called two boys who were passing by their home and told them they were looking for someone to have sex with.
They allegedly ordered the two boys to unzip their trousers and display their manhood before selecting one boy and took him into a room. Once inside it is alleged Beauty Madzinga had sex with the boy.
The other boy witnessed the act as he was peeping through the window and reported it to his grandmother who in turn alerted the complainant’s grandmother.
Meanwhile, the sentence imposed by Mvuma magistrate Ms Vimbai Makora has sparked anger among the community who feel the two offenders should have been given a jail term.
Experts, however, say the lenient verdict is not unreasonable given the circumstances in which the crime was committed.
Beauty had sexual intercourse with a young person with his consent although the law says someone aged 15 is incapable of consenting.
Man Fondles ZRP Cop’s Breasts At Roadblock
By Terrence Mawawa, Masvingo|A daring Chiredzi man resisted arrest and fondled a female traffic police officer’s breasts before attempting to flee from the scene last week.
Raphael Machote (45) appeared before Chiredzi magistrate Tafadzwa Mhlanga facing charges of resisting arrest and assaulting a police officer on duty according to section 176 of the Criminal Law Codification Act.
Machote who was driving a Nissan hardbody motor vehicle, was stopped by police officers manning a roadblock at the 99 km peg along the Ngundu-Tanganda road. The incident happened around 8pm when Machote was stopped by the cops since his vehicle had only one head lamp.
He was asked to pay a spot fine and he declined, resulting in an altercation with a police officer identified as Constable Chitsuro. Machote suddenly charged towards the female cop who was standing at a distance and fondled her breasts before attempting to flee from the scene. He was arrested while attempting to flee.
Machote was sentenced to 120 days in prison .
The man’s motive in indecently assaulting the female police officer could not be established.
Magistrate Mhlanga condemned Machote’ s behaviour as barbaric and uncouth.
Meanwhile eyewitnesses at the incident told ZimEye.com outside the courtroom Machote had been asked to pay a kickback resulting in the heated argument.
As Zanu PF Burns Tsvangirai Douses Own Flames In Masvingo
By Terrence Mawawa, Masvingo|Embattled MDC leader Morgan Tsvangirai has lined up a marathon programme that will see him address at least six rallies in Masvingo Province in a desperate bid to ease flaming tempers in the party.
While Zanu PF is in flames and fast disintegrating, Tsvangirai’s party has not been spared from nasty factional fights and the former trade unionists is desperate to avert an impending implosion.
Tsvangirai who addressed about 500 party supporters at Mukore Business Centre yesterday, will address rallies at Dewure (today), Ngundu on Friday, Mashava, Saturday, Tshovani Stadium on Sunday and Jerera Growth Point on Monday.
Tsvangirai lamented the poor state of crops in Masvingo province and also urged the government to speed up relief efforts.
“The crop situation is pathetic and the government is clueless on what to do to feed thousands of people who are facing starvation. As a party we will continue pushing for electoral reforms because the only way free and fair elections can be held is through the National Election Reform Agenda. We are not changing our stance as a party,” said Tsvangirai.
The rally, a far cry from the typical MDC gatherings, has further triggered panic in the party with some party youths claiming people were ferried to the venue of the rally on factional lines.
Party youths in Masvingo Urban Constituency accused provincial chairman James Gumbi of working with members of his faction to sabotage Tsvangirai’s programmes in Masvingo .
“The transport coordination programme was carried out on factional basis and some of us wanted to go to the rally but we could not get transport,” fumed an MDC youth assembly member.
It is understood Tsvangirai is using the rallies to reunite party members following endless factional wars and defection of key members to former Vice President Joice Mujuru’s People First.
Married Man Rapes Prostitute
A MARRIED man from Bulawayo has appeared in court for allegedly raping a prostitute he had hired for a one night stand in Magwegwe suburb.
Mthokozisi Nkomo, 28, of Old Pumula, told Provincial Magistrate Abednico Ndebele that he never raped the alleged prostitute (name withheld) of Magwegwe North suburb.
He was not asked to plead and remanded in custody to yesterday for bail hearing.
Nkomo said the woman was only trying to fix him for failing to pay for the rendered sex services after they slept together on Saturday.
“I never raped her. She is trying to fix me for failing to pay $5 for the night I spent having sex with her. I met her at a bar where I had been drinking. She suggested we go to her place after I told her that we could not go to mine because my wife was around,” said Nkomo.
“When I woke up in the morning, I went through my wallet and realised that it was empty. I don’t know what happened to the money which was inside the wallet since I cannot remember what transpired due to my drunken state. “And because of that I failed to pay her.”
Prosecuting, Mufaro Mageza told the court that on February 6 at around 10PM, the woman met Nkomo in Old Pumula near a clinic while she was on her way home in Magwegwe North.
“The accused person asked the complainant were she was going and she told him. He also said he was heading in the same direction and the two proceeded to walk together.
“After walking for a short distance, the accused pulled the complainant’s hair and ordered her to remove her underwear and to bend holding the clinic fence,” said Mageza.
“The accused person dropped his pants to knee level and had sexual intercourse with the complainant once without using protection and without her consent.”
The prosecutor said the woman pursued Nkomo after he left following the alleged rape.
“The complainant secretly followed the accused person and was able to get his place of residence. She then proceeded to make a police report at a Pumula police station leading to the arrest of the accused,” said Mageza.
The prosecutor said Moyo was referred to the United Bulawayo Hospitals and a medical report can be produced in court as an exhibit.
STEM vs STEAM – Fidelis Fengu
So, a national newspaper carried a story that pits STEM against STEAM, that really is none of my business and the headline was to colonise your attention for the next 5mins. I am inspired to focus on the 4th Industrial Revolution and the role of STEAM (hot air) or STEM and the need for a national exorcism ceremony.
As the world embraces the dawn of the 4th industrial revolution Zimbabwe is slowly positioning herself towards her role as a formidable regional player in this revolution.
The 4th industrial revolution is a technology based revolution that requires a STEM-atic approach to socio-economic development. We have been lagging behind as a nation due to several variables that could have been countered through Science and Technology.
Global science and technology advancements are rapidly exacerbating the existing international security threats and creating new ones.The STEM-atic advancements that other countries are making will widen the global inequality gap, and they equally present an opportunity to bridge the development gap between the developed and developing countries.
Zimbabwe needs unity and focus on a STEM-atic approach to development, more than we need the succession debate, and other un-becoming tendencies to use development programs as a political battlefield.
It is sad to note that our Science and Tech development will be stifled by a disconnect that exists between policy makers and experts in the fields. Our policy makers are busy using their steam to battle STEM at whose expense ?
STEM is a global trend as the world prepares for a 4th industrial revolution. Other countries have developed technologies to produce more grain inspite of climate change and its effects , while we slug each other in the media for cheap political points that have adverse effects on the GDP and economic climate.
Our politicians and policy makers need to prioritise science and technology discussions as these will improve our efficiency, productivity and present solutions to a sizeable majority of our problems.
Equally our foreign and industrial policy formulation now need a STEM-centric approach , we need to operate to major our mega-deals on technology transfer as a key component to our development and growth process. Zimbabwe needs to transform herself from being China’s all weather beggar-buddie to China’s development partner.
While we need money we should prioritise tapping into China’s technological advancement, and use this to create a value proposition that sets us apart from other African countries as an investment destination.
Maybe we need a science and technology development road map that has science and tech milestones, which will translate into national assets and development tools, hopefully we won’t waste resources on Olivia Muchena Jatropha-type projects and their grand failure tendencies.
My challange to the STEMers and STEAMers is for them to take the science and technology emphasis beyond curriculum and policy documents to a workable national technology development program that will position us to become a global player in the 4th industrial revolution. We will not realise industrial growth and improved productivity and competitiveness without a Technological revolution .
A unity of purpose and resolve to develop Zimbabwe is necessary for us to accomplish Unity, peace and development in this lifetime.
Mphoko Bunks Nat Healing Meeting
Vice President Phelekezela Mpoko has snubbed a National Healing meeting which was organised by the civil society, because of the ongoing Politburo meeting.
Mphoko was supposed to address the meeting at 7pm at Monomotapa hotel but failed to pitch up.
The politburo meeting was said to be on by 8pm when ZimEye.com sought to confirm why Mpoko failed to attend.
Attendants at the civil society meeting struggled into the meeting as a result.
Museveni to “Stay In Power Until eAfrica Is Merged Into One Country”
Outgoing Ugandan President Museveni who has been in power for 3 decades, says he will not leave the Presidency until the entire East Africa block of distinct countries are merged into one country.
As Uganda heads for national elections on the 18th next week, Museveni defended his long stay in power hoping to extend it for another five years, saying he needs to help East African countries achieve a federation.
“I am here to see whether we can help you get the East African federation so that we have a critical mass of strength that can guarantee your future, our future and our children’s future. But not talking about presidency,” Mr Museveni said.
Appearing on a live broadcast on the Buganda Kingdom-owned radio station, Central Broadcasting Services (CBS), yesterday morning, Mr Museveni described the East African Federation as a centre of gravity to protect blacks and that his role is to ensure that blacks embrace unity.
“I am not a fanatic of presidency. If you want to survive, you blacks, you must work for African unity and for pan-Africanism. How will you survive against Britain, China and India? These are becoming superpowers,” the President, who was speaking via a live link from Nakasero State Lodge in Kampala, said.
He said a single sovereign state of East Africa, which will include Burundi, Kenya, Rwanda, Uganda and Tanzania, is his target and must be achieved.
The debate of the East African Federation was revived in 1999 when a treaty for its re-establishment was signed, following an earlier collapse in 1977.
“The other time, we almost succeeded in forming the East African Federation, Mzee Moi was committed, Mzee Kabaki was committed, Uhuru is committed, we have been having some issues with Tanzanians but even (former president Jakaya) Kikwete had agreed that we move. This is the number one target that we should aim at,” said Mr Museveni.
The President reiterated that he is wealthy and does not need to be in power to survive. “You are just here with tribalism, with religion, falling down on your knees instead of standing up so that’s why I am here to see whether I can help you and escort you…” he added.
Commenting on the development, London based analyst Dr Vincent Magombe told ZimEye.com Museveni is misguided. “Of course Museveni may be a day dreamer who might be imagining himself as the First President of a united East Africa, in the near future,” he said.
He continued, “but the fact is that that is not his primary purpose of uttering that statement. That statement by Museveni is actually a non-starter, and is meant to hoodwink unsuspecting voters into believing that Museveni has a lot more to offer, and so he should be given another term of office in Uganda.
“Museveni cannot claim to be the unifier of the East African region, given his inherent and instinctive lack of democratic credentials that are essential in modern-day East Africa. Kenya and Tanzania have made remarkable progress in the area of democratisation, although Kenya had to pass through the hell of fire before reaching there.
“I do not see a Kenyan or Tanzanian president making the leadership of his country a family affair as Museveni has done in Uganda. His wife is a minister; his brother a general of the army; his son is the head of Special Forces Command and Presidential Guard Brigade. His brother in law is Foreign MInister, and so on.
“Museveni has personalised all state institutions to serve only himself and family, first and foremost. The army is a personal outfit – that is why Gen Sejusa can be arrested in such an illegal manner and cannot even be given bail.
“The army court is a Kangaroo court which decides on cases according to what Museveni wants.
“Really I cannot see other East Africans being ruled by this power-hungry man, who thinks he can impose himself on a people for decades and even for life, as he wishes.
“Also would they want a man who has been responsible for the plunder of neighbouring countries, such as Congi DRC, or the biased, one-sided military interventions, such as in South Sudan? That is the little I can say at the moment,” Magombe said.
Mnangagwa, Mutsvangwa And Charamba Face Mugabe Boot
The future of Vice President Emmerson Mnangagwa, War Veterans minister Chris Mutsvangwa and Presidential spokesperson George Charamba is hanging in the balance following the endorsement by President Robert Mugabe on Wednesday of the G-40 project, ZimEye.com reveals.
Mutsvangwa and Charamba who belong to Team Lacoste are campaigning for Vice President Mnangagwa to succeed President Robert Mugabe and had planned to block Higher and Tertiary Education minister Professor Jonathan Moyo who leads G-40 from attending the party’s heated Politburo meeting.
G-40 which comprises Moyo, Indigenisation minister Patrick Zhuwao and Local government minister Saviour Kasukuwere wants Grace Mugabe to be the next President.
But the G-40 on Wednesday successfully mobilised party youths and women from different provinces who humiliated Team Lacoste and managed to convince Mugabe.
The pro-Grace faction got an endorsement from Mugabe when he was addressing the hired crowd.
Team Lacoste was first roasted by Hurungwe East legislator Sarah Mahoka ( G-40) before President Mugabe endorsed the faction.
Mahoka in her speech lambasted Vice President Mnangagwa and Charamba who she accused of plotting to topple Mugabe.
“We must toe the party line .The party line is to be strong and united. We heard what Mahoka said. She talked about a lot of things mixing things but we heard her,” Mugabe nailed Mnangagwa.
The aging leader said team Lacoste was going to be investigated.
“Provincial Committees will deal with those that have stopped others from coming,” Mugabe said amid reports that Team Lacoste had blocked people from some provinces who were invited by the G-40 to come “congratulate” him for successfully completing his term as the AU chair.
Mnangagwa gets Death Threats at Politburo Meeting
There was drama at the politburo meeting Wednesday morning when Vice President Emmerson Mnangagwa was threatened with death.
In First Lady Grace Mugabe’s presence, firebrand Zanu PF Hurungwe East MP Sarah Mahoka stood up to tell Mnangagwa that he will die “because of this”: “We want to know if the President sent (George) Charamba.”
“We have not said anyone must be fired,” she said.
She then spoke of Mnangagwa saying “people must play with your name and you keep quiet. You must stop it! Do not act like a duck, speak against it, abuse of your name (sic).”
“There is no problem with you VP Mphoko. We are violated in your name. We are not saying Mnangagwa must be removed but his people are speaking.”
“I am ready to die for the party and Mugabe,” MP Mahoka declared.
“You will die because of this”, Mahoka told Mnangagwa.

MDC MP, And 11 Activists Acquitted
Highfield East MP Erick Murai (MDC-T) and 11 of the 13 suspects arrested last November on charges of public violence, yesterday walked out of the Mbare Magistrates’ Court free after they were acquitted at the end of the State case.
But, presiding magistrate Shelly Zvenyika, however, ordered two of the suspects to be put to their defence on the basis that they were fingered by the first State witness in the commission of the offence.
Zvenyika said in light of the acquitted suspects, the State had failed to prove a case against them beyond reasonable doubt.
The court remanded the pair to Friday next week when they are expected to be put to their defence.
In her judgment, Zvenyika also said the State should have proved that each and every suspect had participated in the commission of the crime.
She further noted that the State did not bring anyone to give evidence that the activists had damaged their house on the day in question. Allegations against the 14 activists were that on November 8 last year, they attended an unsanctioned rally and pelted police officers with stones.
The court heard on November 2 last year, one Trouble Hasha, applied for permission at Mbare Police Station to hold a rally at Kazembe Rising Stars Primary School in Hopley, but the regulating authority did not approve of it. But, on the day in question, the activists proceeded to gather at the school with other MDC-T supporters, Murai included, dressed in their party regalia and upon being dispersed by the police, they turned violent, leading to their arrest.- state media
30% mark now an O’ Level Pass
The Ministry of Primary and Secondary education has with immediate effect declared a 30% mark at ordinary level as a certifiable pass.
Announcing the result of the November 2015 Ordinary Level examinations, Primary and Secondary Education Minister Lazarus Dokora said that an E grade mark at Ordinary Level will now be considered as a pass mark which could be considered for possible employment and further education.
Previously an O’Level pass mark was 50% and above which is a grade C mark. Minister Dokora said that the C grade pass is now only a pass with a credit and not necessarily the cut off pass mark.
Educationists have reacted with confusion to the latest development from the Minister. The Zimbabwe Teachers’ Association said that the new system is confusing as it is not clear if the E grade pass will be used as a pass mark to allow learners to proceed to Advanced Level and tertiary education.
The Ministry’s position is also not clear as to what will happen to previous candidates from years back who have been failing to proceed with their studies because of the lower than grade C pass mark. A majority of Zimbabweans have been battling with an O’Level pass of a C or better in Mathematics and Science rendering thousands unacceptable at tertiary institutions.
The new pass mark grading system ultimately gives the 2015 November examinations a 51% pass rate up from the previous years’ average 28%.
Spot Fine Lands Cops In Trouble
Six traffic police officers are being investigated in Bulawayo for allegedly confiscating a motorist’s driver’s licence forcing him to pay a spot fine.
Yesterday,Jairos Mahlangu was allegedly detained by police officers for more than an hour when he failed to pay a $10 spot fine for driving a car with a faulty stop light.
Last year, High Court Judge, Justice Francis Bere, while opening a High Court circuit in Masvingo said police have no legal power to force motorists to pay spot fines and authorities must take urgent measures to stop the illegal practice.
Mahlangu said police officers manning a roadblock near Mpilo Central Hospital stopped him while he was driving his children to school. The traffic police officers’ names could not be immediately established. Mahlangu filed a complaint with the police complaints desk.
Bulawayo police spokesperson Inspector Precious Simango confirmed receiving the complaint and said the officers will be investigated for violating police rules and procedures.
“The organisation is very clear on the issue of licences. Police officers shouldn’t confiscate drivers’ licences. Corrective measures will be taken against those officers,” said Insp Simango.
She urged motorists to show their licences to police officers, instead of handing them over.
“We’re not saying that motorists shouldn’t abide by the rules of the road. They should produce their licences but not give them to police officers,” she said.
Insp Simango said if members of the public have complaints about the conduct of police officers they should not hesitate to report to the complaints desks found at all police stations.
Mahlangu said his children arrived late at school.
“I arrived at the roadblock at 6:50AM and only left at 8:15AM. The police officers were very hostile to me. They said I was driving a vehicle with a faulty stop light. I admitted to the crime before they took my driver’s licence saying I should pay a spot fine,” said Mahlangu.
He said he did not have the money and requested that the officers give him a ticket for his offence but they refused.
“I had only two dollars on me. I tried to explain to them that I didn’t have the money but they refused to listen. They kept my licence, refused to tell me the station they were working from and their names,” he said.
Mahlangu said he was forced to drive to Petra High School to leave his children before returning to the scene to find the officers having disappeared with his licence.
He said he only received his licence after 1PM after he had engaged their bosses.
“They brought my licence to my workplace after 1PM. They apologised for what they had done. But what they did affected my business I usually open my shop at 7:30AM but couldn’t do so because of the police,” he said.
In February last year, Vice President Emmerson Mnangagwa said the police were legally empowered to impose fines – but they could not insist on the payment of those fines on the spot.
In the same month last year, Andrew Makunura, a motorist from Harare took police to the Constitutional Court arguing that it was unconstitutional for them to demand spot fines.
The ruling is pending.
Police Commissioner General Augustine Chihuri has insisted that police would continue demanding spot fines as following up on defaulting motorists costs more than the fines that would be eventually collected.- State Media
O’Level Results Are Out
The Ordinary Level results for November 2015 are out and have since been dispatched to regional offices ready for collection.
Candidates who sat for this examination will be able to collect results from their respective schools or centres starting from tomorrow.
In a statement today, ZIMSEC Director Mr Esau Nhandara said there had been an increase in the pass rate for November 2015 compared to the previous year.
“The total number of candidates who sat for the November 2015 O Level examination was 310 917. School candidates wrote five or more subjects were 156 418 and 43 581 obtained Grade C or better in five or more subjects, producing a 27. 76 percent pass rate.
“There is an increase in the pass rate from 2014 to 2015 of 5. 48 percent.
“Private candidates who wrote five or more subjects were 23 235 and 2 791 obtained Grade C or better in five or more subjects, which also translates into a percentage pass rate of 12. 01,” he said.- State Media
Woman Stark Naked for 2Hours
Terrence Mawawa, Masvingo| Villagers in Bikita were shocked to the core when a local woman was caught stark naked performing rituals at a neighbour’s doorstep last week.
In a suspected case of witchcraft in Matonhodze village, Spiwe Chaitwa was caught naked at Cornelius Chikunda’s hut moving around while stark naked. The nude Chaitwa was spotted around 3am by one Godfrey Tabvaneyi a local villager who had woken up to go for prayers. Chaitwa was spotted attempting to place some concoctions at the doorstep of Chikunda’s hut. Chikunda’s wife said she was alerted by Tabvaneyi that there was a nude woman loitering in her yard and she woke up and informed other villagers. “The incident is very strange and we suspect the woman was performing rituals at our doorstep. We are still in a state of shock.
The woman spent more than two hours in our yard and we had to inform the police from Bikita who whisked her away,” said a shocked Chengeto. Masvingo Provincial Police spokesperson Inspector Charity Mazula said they were informed the woman was mentally challenged. However villagers in the area claimed Chaitwa got divorced because of witchcraft .
In Zimbabwe it is prohibited to accuse someone of being involved in witchcraft and Chaitwa’s case has left the local community bemused.
Chombo Insists Politburo Will Discuss “Jonathan Moyo,” Twitter
Well known Mnangagwa-rite and ZANU PF Secretary for Administration Ignatius Chombo has insisted that Wednesday’s politburo meeting is going to discuss Professor Jonathan Moyo’s use of social media website Twitter.
Chombo who last week first revealed his intention to raise the thorny matter, told the State Media the meeting will run according to schedule contrary to media speculations. He said that the abuse of social media by some party members was cause for concern and will be up for discussion at the Politburo meeting on Wednesday.
Chombo told the State Media “no amount of agenda setting” from the media will change how the Politburo operates.
Kereke’s Original Police-Docket Blown Open
The Prosecutor-General’s Office has released the original docket of the rape case of Zanu-PF Bikita West legislator Munyaradzi Kereke after a Harare magistrate issued an order for it to be surrendered to the private prosecutor handling the case.
This means that the case will now proceed on the basis of the original docket when it resumes on Thursday which the private prosecutor, Mr Charles Warara, believes was not tampered with.
Regional magistrate Mr Noel Mupeiwa ordered the PG’s Office to release the original docket last Friday following an application by Mr Warara, who indicated that the duplicate docket which he was given had been heavily tampered with to the prejudice of the complainant.
Mr Warara indicated that he had written so many letters to the PG’s Office requesting the original docket, but to no avail.
He told the court that the duplicate statement of the scene report which was compiled at Borrowdale Police Station had some distorted information, adding that important information which had been supplied by the rape complainant had been removed.
The girl was 11-years-old in 2010 when she was allegedly raped by Kereke, who is also facing another charge of allegedly fondling the girl’s older sister who was 15 years old the same year.
Dr Edward Chanakira, who examined the complainant, testified on Friday last week following the defence’s application to have him summoned to appear in court and clarify certain issues.
Kereke, through his lawyer Mr Erum Mutandiro, wanted the doctor to explain his findings.
Dr Chanakira confirmed that he was the one who examined the complainant and took the court through the medical affidavit.
He confirmed that after the examination, he discovered that there was penetration on the girl. Dr Chanakira went on to tell the court the procedure he did on the complainant.
When defence lawyers made the application, they had indicated that Dr Chanakira was not on duty when the complainant was taken there.
They also questioned why Dr Chanakira’s name did not appear on the doctor’s schedule of November 1 2010 which they said was in their possession.
Mr Mutandiro further argued that Dr Chanakira was not the one who conducted the examination.
Dr Chanakira maintained that he was the one who examined the complainant and compiled the medical report.
Mr Warara is yet to call three more witnesses to testify against Kereke. The trial continues on Thursday. Mr Warara alleged that sometime in March 2010, Kereke was alone with the then 11-year-old girl, whom he grabbed by the waist and pushed her onto the couch before fondling her breasts.
She allegedly screamed, but no one heard her.
On August 22, 2010, the younger girl was allegedly asked to baby sit by Kereke’s wife.
When the baby fell asleep, the girl sat on the couch in the bedroom and Kereke allegedly started fondling her.
He allegedly pointed a gun at the girl and threatened to shoot her if she did not comply with his orders and raped her.
Businessman killed in car accident
A prominent Gwanda businessman died in a horrific road accident about 10km outside the town at about mid morning today.
The businessman whose name is being withheld until his next of kin have been notified, died following a head on collision with a vehicle believed to be owned by another Gwanda business-woman around Sindhi Ranch on the Bulawayo – Gwanda highway.

The family of the abducted Itai Dzamara says they are going to mobilize masses and stage some street protests which would force government to search and bring back Itai.
Addressing Journalists during a prayer meeting which they held to mark 11 months of Itai Dzamara’s disappearance in Harare on Tuesday Patson Dzamara ,brother to Itai said they will continue fighting until government brings back their missing family member.
“These people who are busy defecating on our future have already expended their lives and it is now our future that they are messing up with. So it is our responsibility as young people and we encourage you to join us especially on the 9th of March,” he said.
“We want numbers as we march throughout the city and congregate for the launch the documentary which celebrates the life of Itai who above all we consider a hero,” he said.
Patson said: “We do not mind whatever happened and whether we are going to see him or not, he is an idea or he represents an idea whose time has come, so as a people we are going to augment that through our celebration of his life”.
He said they are still optimistic that one day they will reunite with their brother.
“As a family we consult and nothing has registered to that effect although on the surface everything points towards the fact that he is no more but we do believe that our God will do something and one day we are going to be reunited with Itai, and we still have hope”.

Prophet Wutaunashe Caught in Secret Affair with Small House |BREAKING NEWS
By Howard Nyoni| The founder of the Family Of God Church, and the man who officiated President Robert Mugabe’s inauguration after the 2013 elections, Andrew Wutaunashe is kicking his wife out of the matrimonial home, after being caught in an affair with a foreign concubine, this ZimEye.com reporter can reveal.
Wutaunashe, widely held as “Prophet,” has ditched his wife and settled for a young Tswana woman he has been dating for over a decade behind his wife, who is a medical professional, Dr. Rutendo Wutaunashe who stood with him through thick and thin when he had little sustenance in the church’s early years.
The relationship was underground for several years until last week when upon some church members discovering the secrets, the preacher was forced to make a public admission. This led to the preacher having to finally admit and then soon afterwards decide to kick his wife of over 35 years out of their Ruwa house. At the time of writing it was not clear if the eviction has been fully effected but church members alleged the preacher was simply using his strong ZANU PF powers to perform the act even before the divorce proceedings have been completed.
The preacher’s move has drawn the ire of his own church with thousands attacking him and some questioning his status as a “man of God” as before hailed.
The development officially confirmed by church spokesman Nehemiah Chingombe, follows an admission letter by the Wutaunashe last week in which he revealed he has been secretly inlove with the young Tswana woman for several years and is now kicking his wife out.
The below letter by Chingombe has furthermore drawn criticism from the church with some saying it is an insulting attempt to silent public scrutiny. Wrote one congregant, “this is how your hard earned money ends up doing. Wake up guys. These don’t seek your opinions, they tell you to put up or shut up; all they need from you is your money to fly business class to come and collect more from the gullible ones. You should learn to ask questions and get answers. That press statement came from VaChimombe and his number is there so call him. They met in Bushmead last night ask them what they were discussing. I also know that you were ululating when he preached about unfinished business. He knew he was marrying sooner rather than later.”

Uebert Angel Escapes Police Arrest After Splashing Cash Lumpsum
Controversial preacher and necromancer Uebert Angel Mudzanire has escaped police arrest after secretly paying money through the back door.
The founder of Spirit Embassy Ministries, was on the police wanted list for the charge of defrauding a congregant of his vehicle, a Bentley Continental worth $300 000.
Angel soon fled Zimbabwe for the United Kingdom following the police hunt for having beguiled Mr Ndabazinengi Shava forcing the man to seed his vehicle under the promise that it would soon multiply within eight months; But after the said period of time, nothing changed.
ZimEye can reveal the development is all after a secret arrangement with the complainant, as evidence shows.
Angel had the warrant of arrest cancelled yesterday after the complainant, Mr Shava — who is the director of Faith Age Holdings, indicated that he has accepted the out-of-court settlement.
As a result of that transaction, the warrant of arrest has been cancelled.
The warrant issued on December 24, 2014 by magistrate Mr Tendai Mahwe has since been suddenly withdrawn by Harare provincial magistrate Mr Vakayi Chikwekwe.
Part of the letter from the Prosecutor-General’s Office signed by chief law officer Mr Chris Mutangadura reads: “May you kindly place the attached papers before the Honourable Provincial Magistrate to cancel the attached warrant of arrest as it is now evident to us that the belligerent parties have settled out of court.”
Mr Shava, in his filed affidavit, said that he had decided to withdraw the case against Prophet Angel since he had been given his money, hence he suffered no prejudice.
He said they had agreed to forgive each other. Mr Shava said: “I now wish to withdraw the charges against the accused on the following reasons: Accused has given me my money and I have suffered no prejudice financially or otherwise. We have all agreed to forgive each other and solve our differences outside police and criminal courts interference.”
He added: “Accused has apologised for his actions and I voluntarily feel obliged to forgive him. I am a businessman and always busy such that I will not be able to pursue the matter in criminal court, moreso considering that I am no longer prejudiced in any way.”

Dentist Rescues Rapist
A Binga rapist will be forever thankful to a dentist after the latter saved him from an imminent long jail term.
Artwell Munsaka of Sinampani Village in Binga was dragged before Binga magistrate court facing one count of statutory rape after having had sexual intercourse with a 15 year old girl.
Munsaka admitted to having intercourse with the under-age girl but the court could not immediately establish his age for sentencing.
Munsaka who did not have an identity document nor a birth certificate had to be sent to a specialist dentist to determine his age. The man’s body-build is one of a man in the mid twenties.
The dentist reported that tests revealed that at the time of the offence in September last year Munsaka could have been between the age of 15 and 17 of which the court took the lesser and considered him a juvenile.
The area magistrate resultantly opposed the state’s move for a mandatory minimum nine years imprisonment for statutory rape by an adult. Munsaka was consequently sentenced to a wholly suspended two year jail term and ordered to be given six canes with a medium whip.
The canning was to be administered by the Prisons and Correctional Services at Binga Prison within 24 hours of sentencing.
BREAKING NEWS- Doctors Suspended For Criticising Corruption
The Health Services Board (HSB) has suspended the Zimbabwe Hospital Doctors Association (ZHDA) executive for criticizing them for engaging in corruption.
The doctors have been calling for the dissolution of HSB after a report by the Auditor General last year unearthed corruption in the board.
In a statement Monday ZHDA spokesperson Francis Rwodzi said ZDHA executive members were served with suspension letters last Friday on allegations of “inciting” health workers.
“What also raises stink in this matter is that the HSB has suspended the doctors’ representatives without subjecting them to a fair hearing, contravening section 69 of the constitution,” reads part of the statement.
“As the ZHDA, we totally condemn this childish behaviour by the HSB as illegal and unconstitutional”.
Rwodzi said they have appealed to President Robert Mugabe to intervene in the “unjustified “suspension of “our” association leadership.
“We challenge the HSB to prove wrong the Auditor General’s report wrong with says they are corrupt and we want to make it clear that the ZHDA will not be intimidated by these desperate actions by a desperate cabal of clueless office bearers”.
“We are with immediate effect mobilising doctors through our structures and affiliates for a nationwide solidarity campaign in support of the suspended doctors before taking legal action to challenge this unconstitutional action,” he said.
Teenager Tricks Brother’s Wife Into All Night Sex Session
IN a bizarre case, an 18-year-old Murehwa man is alleged to have raped his brother’s wife throughout the night after sneaking into the woman’s blankets while masquerading as her husband.
The incident, which left the villagers shocked, is alleged to have occurred on July 4, 2013, when the suspect was staying at the same homestead with his brother’s wife while the woman’s husband was away in Harare.
On the day in question, it is alleged the teenager told his brother’s wife that he intended to attend an all-night prayer elsewhere, but had received a call from his brother who said he was arriving late that night from Harare.
The teenager further told his brother’s wife he had been instructed to tell her to leave the door open in case he arrived late.
“At around 9pm to 10pm, the accused person went to the window of the bedroom where the complainant was sleeping and knocked as if he was the complainant’s husband and the woman unlocked the door presuming it was her husband,” the State papers read.
The State alleges when the teenager entered the bedroom, the woman got out to relieve herself and when she returned she found the suspect already in the blankets and the two started chatting in the dark and the teenager was speaking in a low voice.
“When they were discussing, the accused person, who knew about the sour relationship that existed between the woman and her husband, apologised for neglecting her when she eloped to him. After a while, the complainant got into the same blankets and had sexual intercourse with the woman throughout the night,” the State alleges.
The following morning, the woman was allegedly shocked when she noticed the teenager’s clothes on the chair and when she uncovered the person who was in the blankets, she realised she had been duped and had spent the night with the suspect.
The woman rushed to the village head and reported her ordeal, but when the suspect was questioned, he denied the allegations, saying he had spent the night at an all-night prayer.
The matter was reported to the police, leading to his arrest.
The suspect last week appeared at the High Court seeking bail, but his application was deferred to next week. newsday
Schools Must Accept Rands : Minister
The government has warned the schools that it is against the law to reject the South African Rand and Botswana Pula as legal tender for the payment of school fees.
Minister of Primary and Secondary Education, Lazarus Dokora told Senators last week that the South African rand was one of the currencies in the basket of currencies adopted by the government as legal tender in 2009.
He was responding to a question from Beitbridge Senator Tambudzani Mohadi (Zanu-PF) who wanted to know what the government was doing about school heads who turned away pupils who wanted to pay school fees in South African rand and Botswana pula.
Sen Mohadi said many pupils in her area were not going to school after authorities rejected the South African rand.
“It’s true that she asked this question before and I did respond to it to say that if there are instances where this practice of turning down what’s a legal tender in this country in the multi-currency regime, if any of our institutions are turning down acceptance of this legal tender, those schools should be reported through our system. I’m quite happy to receive the list from the Honourable Member and we’ll take action,” said Minister Dokora.
Many trading institutions have over the past months been rejecting the South African rand which has been depreciating rapidly in value against the United States dollar.
Most shops and individuals have since stopped using the rand to settle debts preferring the green back.
Most Zimbabweans in the southern part of the country like Matabeleland deal mainly in the rand owing to their proximity to Pretoria.
Responding to another question, Minister Dokora said his ministry had an elaborate plan in its new curriculum to promote the learning of Science and Mathematics.
He was responding to a question from Disabled Representative Senator Nyamayabo Mashavakure who wanted to know if the government would take the promotion of Science and Mathematics from Advanced Level to Ordinary Level as well.
Sen Mashavakure asked what the government was doing to deter a temptation by teachers to discourage the learning of sciences so as to secure high pass rates.
“Our plan to promote Science, Mathematics and technical vocational subjects is in the new curriculum. It begins at level one — from the infants right up to A-Level.
“What we know is that of our children since 2013 to 2015, we can give you a number of children who’ve gone through the curriculum that we currently have,” he said.

Mzembi Dumps Farm As Workers Spend Hours Drinking Opaque Beer
Terrence Mawawa | Masvingo Tourism minister and Masvingo South MP Walter Mzembi has dumped his farm near Stop Over bar,5km out of the city of Masvingo and workers at the farm claim the Zanu PF heavyweight has dismally failed to maintain the property .
The farm which has big fowl runs in it and wide space for growing vegetables now lies desolate since Mzembi has virtually neglected the property. The state of Mzembi’s farm is contrary to claims by the government that the land grab exercise proved to be a resounding success. Ironically Mzembi nearly invaded a poultry producing farm last year but he was thwarted by Masvingo State Minister Shuvai Ben Mahofa albeit along factional lines.
Workers at the vast property now spend most of their time drinking opaque beer and playing draught . “We spend much of the time drinking opaque beer and playing draught because we have nothing to do here .There is no activity at the farm and the minister hardly comes here .We are worried about our future at the farm,”said a worker who chose not to be named.
Mzembi angrily said he bought the farm as a gift for his son and the property had nothing to do with the public. Workers at the farm however said Mzembi ,who owns several other farms,grabbed the property during the controversial land reform programme many believe brought the country’s ecomony into the current abyss. The controversial minister has openly attributed his political survival to his udoubted loyalty to Mugabe although he is strongly linked to the G40 camp.
Man Has Sex With 13yr Old Girl
A Pumula South man has been sentenced to perform community service after he was found guilty of bedding his 13-year-old cousin.
The man who is 19 years old, was initially facing rape charges, but was convicted of sleeping with a minor after the court established that the girl consented.
Regional magistrate Sibongile Msipa-Marondedze said: “You are therefore sentenced to 24 months in prison of which six months are suspended for five years on condition of good behaviour. The remainder will be suspended on condition that you performs 526 hours of community service.”
Prosecuting, Concilia Ncube, told the court that the man pounced on his Grade Seven cousin on January 23.
“The girl left the house and went to play with her young sister and brother just outside their gate. As they were about to start playing, her cousin followed them out of the house and grabbed the girl and closed her mouth, pushing her back into the house,” said Ncube.
“He took her to the sitting room and laid her on the sofa, undressed her and raped the girl once. After the act, the man threatened to assault his cousin if she told their domestic worker of the incident and went away.”
The court heard that after a few days, the girl confided in the domestic worker who made a police report and took the girl to hospital for medical attention.

Mnangagwa Official Escapes “Assassination” Plot
By Terrence Mawawa, Masvingo| Vice President Emmerson Mnangagwa ‘s strongman who is also former Masvingo Rural District Council chairman, Clemence Makwarimba, was involved in a near fatal “suspicious” accident as Zanu PF factional battles intensify.
The Mnangagwa man, Makwarimba missed death by a whisker on Sunday when his vehicle developed a mechanical fault , veered off the road and nearly killed the Zanu PF boss. The accident happened near Stop Over bar along the Masvingo -Great Zimbabwe highway.
Sources close to Makwarimba said he was in a stable condition although he could not be reached for a comment.
According to reports in Zanu PF it is suspected intelligence officials tampered with the vehicle in a calculated plot to eliminate him.
Makwarimba is a vital cog in the perceived Vice President Mnangagwa camp.
Makwarimba’s son Phainos confirmed the accident and said his father broke his artificial leg in the near fatal disaster.
“My father was coming from the farm when the accident happened .I think the vehicled developed a mechanical fault. The vehicle veered off the road and fortunately he managed to drag himself out and he was quickly assisted by nearby villagers,” said Phainos.
With factional battles intensifying ,party sources said Makwarimba ,who is influential in the Team Lacoste camp,was set up by state security agents in a move meant to silence him.
The battle between the G4O and Team Lacoste is likely to spill into the Zanu PF politburo with Higher Education Minister Jonathan Moyo openly attacking presidential spokesperson George Charamba in a twitter message yesterday.
Mugabe dairy Bomber D’Day
The unknown political party leader Mr. Owen Kuchata the government claims wanted to bomb President Robert Mugabe’s dairy business premises, is being sentenced a few hours’ time.
The State claims Kuchata (34) attempted to bomb President Robert Mugabe’s dairy farm in Mazowe while carrying with him a number party materials, details that have raised eyebrows with former Army Captain Albert Matapo once jailed under similar charges, told ZimEye: “This case is not credible. Who in this country would go to bomb the President while carrying party materials?,” he said.
To add flames to the controversy, Kuchata’s party, the Zimbabwe People’s Front, has remained mystic amid revelations that it is a just surrogate shelf organisation set up by ZANU PF to shore up against real opposition parties.
But the State has maintained its case and Kuchata will be sentenced today after he changed his plea of not guilty to guilty.
The charge is that of terrorism.
On Friday last week, the man told regional magistrate Mr Hoseah Mujaya he was pleading guilty to wanting to petrol bomb the First Family’s dairy.
He said it was his idea to commit the offence.
Kuchata later changed from the charge of terrorism pleading not guilty after arguing that Alpha Omega Dairy was not a Government property, but President Mugabe’s private property.
Prosecutor Mr Michael Reza maintained that terrorism charges were appropriate, saying the attack was not targeted at the dairy as an outfit, but at the office of the Presidency of Zimbabwe.
Surrounded by diamonds, villagers go hungry in Zimbabwe
By Andrew Mambondiani| Reuters| Shylet Mutsago, a 63-year-old who lives near the diamond fields of Marange, cannot hide her anger over how mining in this gem-rich part of eastern Zimbabwe has failed to improve the lives of local people.
From a distance she watches as companies turn the ground over in search of the alluvial diamonds, releasing clouds of red dust into the sky.
“Our hopes of benefiting from the diamonds are gone,” she said. “And with this severe drought we are now placing our lives in the hands of God. We are living close to these diamond mines, yet we are starving.”
As crops fail due to a lack of rain, some villagers can no longer afford even one proper meal a day, and are surviving on wild fruits like baobab, Mutsago said.
Amid frequent drought, people in Marange had hoped the diamond industry would invest in reviving irrigation schemes. National law requires mining companies to help local communities develop.
Though prone to dry spells, the situation in Marange has been exacerbated by the current El Niño weather phenomenon, which has brought drought to large swathes of Zimbabwe.
The government has declared a state of disaster in most rural parts of the country, saying that 2.44 million people – around a quarter of the population – need food aid.
Irrigation schemes in and around Marange, most constructed decades ago, are no longer operating properly as small-scale farmers cannot pay to maintain or replace aging equipment.
“Just a few diamond stones could have helped change our lives, but no one seems to care,” said Mutsago.
Her frustration is shared by many in Marange, an area home to over 80,000 people.
Malvern Mudiwa said the drought was so serious that villagers had no idea how they would survive through the year.
“But imagine – we are surrounded by diamonds!” said Mudiwa, who also heads a local advocacy group, the Marange Development Trust. “The government must order these mining companies to feed the starving people in Marange.”
MURKY MANAGEMENT
Marange was regarded as one of the world’s richest alluvial diamond deposits, but its resources are depleting, experts say.
It was estimated to have produced around 17 million carats in 2013, 13 percent of the global rough diamond supply, according to the Zimbabwe Mining Development Corporation.
Marange produced 12 million carats in both 2012 and 2014, while production figures for 2015 are not yet available.
When the Zimunya-Marange Community Share Ownership Trust was set up by President Robert Mugabe in 2012, the five diamond companies operating there promised to put in $10 million each to support local villagers over the coming five years.
Four years on, they have deposited only $400,000 in the trust.
The basis for such schemes was established under the economic empowerment regulations of 2010, which say communities whose natural resources are exploited by a business must be guaranteed a share of the profits.
In Marange, diamonds are being extracted by Anjin Investments, Diamond Mining Corporation, Jinan Mining, Marange Resources and Mbada Diamonds.
The ownership of these companies is opaque, according to a 2012 report by investigative campaign group Global Witness.
Several directors of Anjin were drawn from the Zimbabwean military and police, while a stake in Mbada was given to a company linked with a man reported to be Mugabe’s former personal pilot, Global Witness said.
Marange grabbed international headlines in 2008 when the government launched police crackdowns on illegal diamond miners and smugglers, resulting in as many as 200 deaths. Even when formal mining began in 2009, reports of abuses against illegal miners caught sneaking into the mining fields continued.
In 2014, the government announced that all diamond companies in Zimbabwe would merge into one entity, the Zimbabwe Consolidated Diamond Company, in an effort to improve transparency and accountability in the sector. The merger is expected to be finalised this year.
The government has a 50 percent shareholding in the new company, while the other half will be split among the private diamond companies.
Anjin director Munyaradzi Machacha told the Thomson Reuters Foundation that issues regarding the Zimunya-Marange trust were being handled by Zimbabwe’s mining minister, Walter Chidhakwa.
“We appeared before parliament, and as diamond companies, we clarified the issue,” Machacha said.
At a parliamentary committee last year, the companies said they had never made a binding pledge to put $50 million between them into the Zimunya-Marange trust. The agreement was verbal and there was no written contract, they said.
PROMISES TO BE KEPT?
Diamond expert James Mupfumi said the mining companies were taking advantage of a loophole in the Indigenisation and Economic Empowerment Act.
“Companies are not forced to put money into the community share ownership trusts. They may choose not to,” said Mupfumi, who heads the independent Mutare-based Centre for Research and Development. The rules are unclear, and it is up to the companies to decide how much to contribute, he added.
However, in parliamentary question and answer sessions, broadcast on state television, Chidhakwa has said the merger of the diamond companies would not impinge on the rights of community trusts.
The new entity must inherit the assets and liabilities of the companies, and honour their promises, he explained.
“I want to assure our communities out there that the process of consolidation itself does not do away with the commitment of community share ownership trusts that are in place,” he said.
Mupfumi called for the suspension of mining operations in Marange, to allow for independent auditing of the companies working there, and full disclosure of their ownership.
“No clear polices have been enacted so far in the diamond industry to warrant transparency and accountability practices that will eventually lead to trusts like Zimunya-Marange deriving benefits,” he said.

Govt Vows to Continue Exporting Nurses to Diaspora
Health Minister David Parirenyatwa says Zimbabwe will continue to train nurses for export.
Dr Parirenyatwa was speaking to the State Media soon after holding a meeting with the visiting South Sudan Minister of Higher Education and Technology, Dr John Gai Yoah at his offices at Kaguvi Building in Harare this Monday morning.
Zimbabwe and South Sudan share cordial relations that have seen the South Sudanese government requesting help from Zimbabwe in different fields to rebuild the former war ravaged country which attained its independence in July 2011 after a referendum in which 99 percent of the people voted for secession from Sudan.
“Zimbabwe is ready to assist Africa’s newest country with personnel for the health sector in terms of training and provision of doctors, nurses and other experts to strengthen bilateral cooperation between the countries,” Minister Parirenyatwa said
The South Sudanese minister is in Zimbabwe to sign a memorandum of understanding with his Zimbabwean counterpart, Professor Jonathan Moyo for the implementation of a similar arrangement in the education sector.
Meanwhile, Dr Parirenyatwa has warned Zimbabweans planning to travel to South America to guard against mosquito bites and ensure safe sex as precautionary measures against the Zika virus.
Zika virus outbreak has been declared a public health concern by the World Health Organisation (WHO).
Minister Parirenyatwa concurred with WHO country representative to Zimbabwe, Dr David Okello that there is no need to impose travel bans on people going to Brazil but warned those travelling to any part of South America to must protect themselves against mosquito bites.

Mzila Ndlovu Humiliates Welshman Ncube
Ousted Welshman Ncube led MDC Secretary General Moses Mzila Ndlovu has accused Ncube of single handedly destroying the once promising opposition political party.
Talking to ZimEye.com after the party standing committee ruled to remove him from the position of Secretary General, Mzila Ndlovu said that he was not at all worried about his removal from the Secretary General position and was even quitting the party as long as it remained under the leadership of Professor Ncube.
The former freedom fighter accused Ncube of lacking strategy to fight against ZANU PF and also surrounding himself with political failures who never challenged him. Mzila also echoed sentiments of dictatorship tendencies by Ncube as raised by several other MDC leaders who have quit the party since Ncube took over from Arthur Mutambara.
The veteran opposition politician would not disclose to the. media where he is heading after quitting the MDC, only saying he is leaving options open to people who are serious about taking over state power from ZANU PF not those who have tried several times and failed due to ideological bankruptcy.
Meanwhile, sources within the MDC claim that several more members particularly from Bulawayo and Matabeleland South will this week be receiving letters advising them of their dismissal from the party. Most of those to be dismissed are accused of having links with Joice Mujuru’s new political party. Some will be dismissed for raising a purge against Welshman Ncube who the provinces recently sent a petition demanding that he steps down.
5 Insurance Companies Suspended
The Insurance and Pensions Commission (Ipec) has suspended four insurers and an insurance broker from issuing or renewing insurance policies due to unsound finances and unethical business conduct.
“Excellence Insurance Company (Private) Limited is under suspension as its financial position was unsound, as was Global Insurance Company (Private) Limited,” Ipec said adding that the suspensions were issued in terms of section 5 (a) of the Insurance Act (Chapter 24:07).
The other insurers barred from issuing or renewing policies include KMFS Insurance Company (Private) Limited and New Reinsurance Company (Private) Limited on the basis of unsound finances.
According to the commission, short-term insurance companies are required to have a minimum capital requirement of $1,5 million but Excellence had $250 000 by end of June last year while others had varying amounts less than $1 million in the six months to June 2015.
Navistar Insurance Brokers (Private) Limited was placed under suspension for unethical business conduct.
According to Ipec, all clients who had already purchased or renewed policies with the five firms are free to launch claims with the insurers.
“In the event that some members of the public have already purchased or renewed policies with the above mentioned companies, please note that these companies remain liable to honour claims arising from the same policies… any refusal to pay should be reported to the Ipec,” the watchdog said.
In his 2015 National Budget, Finance minister Patrick Chinamasa expressed the need for an upward review of the minimum capital requirements for the insurance sector to improve underwriting capacity and contain insurance business within the country.
To match this, the Treasury chief increased the minimum capital requirements for both life and non-life reinsurers in his 2015 Mid-term Fiscal Policy Review Statement.
The proposed hike is to be effected by December 31, 2016.
Chinamasa hiked the minimum threshold for short term insurers from $1,5 million to $2,5 million, from $2 million to $5 million for life assurers and pegged the minimum capital requirement for funeral assurers at $2,5 million from $1,5 million.
Chinamasa also proposed to introduce a raft of measures that included the review of qualifying assets for calculation of prescribed assets as well as deterrent penalties which include cancellation of operating licences
The Treasury chief ordered Ipec to, in the first quarter of 2016; review the qualifying assets for minimum capital requirements to improve asset quality.
The performance of the insurance and pension sector has largely remained depressed owing to low economic activity, legacy issues emanating from the conversion of insurance and pension policies from Zimbabwe dollar to US dollar values and liquidity challenges, among others.
Presently, the draft Bills for the insurance and pension industry are being finalised, taking into account stakeholders’ inputs.
The Bills include the Insurance and Pension Commission Bill, Pensions and Provident Funds Bill, and the Insurance Bill and are expected to be presented in the August House in the first quarter of 2016. daily news
Grace Mugabe Guilty of Abusing Journalists
The Media Institute of Southern Africa Zimbabwe is demanding for the arrest of some state actors and Zanu PF officials accused of violating media freedoms.
The media freedom lobby made the demands in its 2015 state of the media report it produced last week.
Among the state actors accused of violating media freedom in the 25 violations MISA-Zimbabwe recorded in 2015 is President Robert Mugabe, his wife Grace and their spokesperson George Charamba.
The violations were mainly in the form of threats and unlawful arrests, and emanated from Zanu PF factional fights.
“The country’s leadership should exercise restraint as threats to deal with the media have potential to trigger extra-legal violation of media freedom by political activists,” said part of the report.
“Police Commissioner-General Augustine Chihuri and the responsible authorities should investigate and bring to account the culprits involved in the assaults of journalists more so where complaints and reports are filed against members of his force”.
MISA-Zimbabwe said although state media Journalists were also victims of media freedom violations the private media was the worst affected.
“This speaks volumes on the lack of willingness to embrace and practice constitutionalism on the part of senior government and Zanu PF officials and other non-state actors.
In one of the case President Mugabe and the Charamba threatened to clamp down on the private media for stories on leakages of the party’s meetings including Cabinet deliberations.
Other cases involved the “unlawful” arrests or assaults by the police of journalists conducting their lawful professional duties.

The driver was with two others, all young men in their 20s when while driving around Nkulumane Township, they allegedly caused the accident while celebrating their newly acquired Honda Fit. ARTICLE CONTINUES BELOW…
The three men who were driving zig zag in a drunken and celebratory stupor, had acquired a Honda Fit vehicle that they intended to use for their business. “Unfortunately, the youths did not listen to me for advice not to drink and drive,” a
brother who refused to be identified told ZimEye.com
Another eye witness, Elias Choga expressed disappointment, “the police must get to the bottom of this case, as these two could have been driving without a licence,” he said as he shook his head at the scene.
The Honda Fit lost control and hit an oncoming vehicle, which was carrying a family on their way from church. The family members were all injured and a 10 year old boy suffered two broken legs.
Police at the scene refused to comment, and referred all press comments to their press and public relations department.
The two drunken youths who ZimEye could identify, rolled three times in their Honda Fit, before landing on wheels and suffering broken ribs and legs.

Naked, Sex Stressed Wives Strip against Kasukuwere’s “friends”: VUMBACHIKWE ABUSE
Scores of women married to employees of Duration Gold’s Vumbachikwe Mine in Gwanda on Saturday stripped naked demonstrating against the new management imposed by the new owners.
The angry and uncontrollable women complained that their husbands have not been paid their salaries for a whole year to date – since January 2015 and the working conditions at the mine have deteriorated since the venture was taken over by Duration Gold, a foreign owned mining conglomerate.
The women cited that their main cause to demonstrate against the company was that their husbands always come home stressed and fail to fulfil their conjugal duties due to the difficult working conditions at the mine.
One woman who only identified herself as MaPhiri told ZimEye.com that her husband has not been able to do his bedroom duties for the last six months because he is always stressed and hungry as the little salary advances the company gives to the workers is not enough to cover their domestic needs. “How would I honestly expect a hungry, stressed and tired man to do anything in the bedroom?” she fumed.
“The bosses come here driving in big vehicles with big tummies and take all the money from the company and go and eat and enjoy with their wives while we remain starved here,” she added.
The women who staged their act at the main entrance to the company’s administration offices, raised their dresses exposing torn underwear claiming that their husband could not even afford to buy them the underwear because of non payment. They sang very derogative songs inviting mine managers to come and quench their sexual desires as their husbands are failing due to stress.
ZimEye.com last week exclusively reported that the workers at the mine were not happy with Duration Gold who they accused of racism and gross and unfair labour practices. The workers claimed that since the company took over the mine from previous owners Forbes and Thompson the new owners had changed the entire mine management and employed new staff which was failing to run the venture.
The workers further claimed that every time they raised complaints against the company, the owners openly told them that nothing will ever be done to them as they are “very big friends” with Kasukuwere from his days as Indigenisation Minister and so are “protected”. The company’s indigenisation status has remained unclear for a long time.
Senior staff at the mine refused to talk to the media or attend to the demonstrating women who had to be dispersed by heavily armed anti riot police from the support unit in Bulawayo five hours into the demonstration.
The women went back to their homes threatening that they will lock their husbands in doors and make sure they don’t terrier for duty until they have been paid their outstanding salaries.
Vumbachikwe mine is one of the biggest gold producing mines in the country and has been posting good profits over the years.
Zhakata Band Member Killed in Car Accident
One of the longest-serving band members in Leonard Zhakata’s Zimbabwe All Stars, Norman Kembo, has died.
Kembo died in a car crash last Friday when a vehicle he was travelling in veered off the road and overturned near Norton along the Harare-Bulawayo highway.
He was travelling from a road show in Plumtree together with fellow band member. Spaghetti, Kembo and Maxwell Kanzara made the frontline of Zhakata’s dancers-cum-backing vocalists.
Kembo was popularly known as Nomara.
He joined the Zim all Stars in 1998 and has been part of the group at local and international tours.
Spaghetti escaped with minor injuries, but was shocked with the impact of the accident.
“We were sitting at the back of the car when the accident occurred, unfortunately he suffered head injuries and died on his way to the hospital. He was sitting in front,” he said.
He said the group has lost a dedicated dancer who loved his job.
“It is very painful that we lost such a man who loved his job. He joined the group long back and his desire to further his musical career kept him going,” he said.
Kembo will be buried today at Granville Cemetery. He is survived by his wife and six children, four boys and two girls.-State Media
10 Tonnes Mealie-meal For Mugabe Birthday-Bash As Masvingo Starves
By Terrence Mawawa, Masvingo|The Masvingo Land Developers Association has donated 10 tonnes of maize meal towards President Robert Mugabe’s birthday bash, attracting the ire of thousands of angry residents and villagers in the drought ravaged province.
The Zanu PF controlled association is under fire for attempting to please Mugabe while thousands of villagers across the province are facing starvation.
Goddard Dunira, the association’s coordinator last week said the gesture was meant to appreciate and celebrate the sound leadership of the controversial and veteran leader.
Angry residents and villagers dismissed Dunira’s utterances as cheap political grandstanding meant to bootlick Mugabe, who is blamed for the current economic chaos in the country.
Dunira however said:”As land developers we have benefited from the land reform exercise as well as from President Mugabe’s leadership, so we have seen it necessary to donate mealie meal for the 21st February movement celebrations. We feel proud to be part of such a big event,” said Dunira.
Dunira who is also a councillor in Chivi and at present the Zanu PF provincial secretary for transport, said thousands of people would be ferried to and from the Great Zimbabwe monuments but he did not specify how the transport funds were raised.
Mugabe’s birthday bash is expected to chew up at least 1 million dollars at a time the government is struggling to feed thousands of villagers facing starvation not only in Masvingo Province but the rest of the country.
Mafoha Seriously Ill, Govt Admits
By Terrence Mawawa, Masvingo| Following months of speculation and evasive talk, the government has finally conceded Masvingo State Minister Shuvai Ben Mahofa is seriously ill and will “not report for duty anytime soon”.
The Masvingo Provincial Admistrator, Felix Chikovo last week said Mahofa has not reported for duty over nearly two months, because she was not feeling well adding he did not know when the minister would resume her duties.
The development comes after she was reportedly poisoned nearly two months ago at the December Zanu PF annual conference held in Victoria Falls.
“The minister has not been coming to work -that is very true but you can ask her director for further details on the matter,” said Chikovo.
An official in the Provincial Administrator’s office at the Benjamin Burombo Building told ZimEye.com minister Mahofa was seriously ill and would not report for duty anytime soon.
“Let me tell you what is happening -Mahofa is seriously ill and we do not expect her in the office as yet because she needs time to recuperate. I cannot tell you the cause of her illness but it is true she is not well,” said the official.
Mahofa has not appeared in public since the Victoria Falls Conference.
There are reports pointing that Mahofa was poisoned at the conference following her public clashes with First Lady Grace Mugabe.
Other government sources however claimed Mahofa has been forced to extend her leave by state security agents who have been instructed by Mrs Mugabe to block her from resuming her duties.
The director in the State Minister’s office Kudakwashe Machako claimed two weeks ago Mahofa would be in office this month.
Further pressed on the matter Machako said he was out of Masvingo for a workshop and he was not sure “whether the minister” was back in the office.
“Peep During Sex”: 8 Year Old Girl’s Buttocks Sliced as Punishment
A 35-year-old woman who sliced her eight-year-old niece’s buttocks with a razor blade for snooping while she was having sex with her husband was recently sent to jail for a year-and-a-half.
Miriam Mungure pleaded not guilty to ill-treatment and neglect of the child but was convicted after a full trial.
Harare magistrate Mr Batanai Madzingira sentenced Mungure to two years in prison, but suspended six months on condition of good behaviour.
Prosecutor Mr Stylon Marufu proved that Mungure assaulted the eight-year-old girl with a piece of wire since 2010.
Mr Madzingira said Mungure’s form of disciplining was unacceptable and no parent would assault a child with a piece of wire.
In mitigation, Mungure maintained that she loved her niece dearly and even waited starting her own family while taking care of her.
Mr Madzingira insisted that he did not believe her.
The court heard that the girl was in the habit of laughing in her sleep.
The habit offended Mungure who thought the girl was being mischievous, peeping through the blankets to watch her having sex with her husband.
Mungure injured the minor’s buttocks as punishment.
In her defence, Mungure said she assaulted the child in a motherly manner.
She said the cuts on her buttocks were deep incisions (nyora) she made to apply herbs after the girl got sick.
The matter came to light after the girl was taken for medical examination after Mungure’s brother reported that she was ill-treating the child.
The doctor discovered that the child had severe scars and fresh razor blade cuts on her buttocks and hands.
After being quizzed, the girl said her aunt cut her as punishment for laughing in her sleep.-State Media
Engineer Builds Africa’s First Solar Powered Passenger Bus
Kampala – As a peasant boy in rural Uganda, Junior Africa has always dreamt of becoming an electrical engineer.
After many hard years his family have gone through in supporting his education, it was all joy in the hilly village when he was admitted to do an electrical engineering course at Uganda’s top university, Makerere University to pursue studies on clean energy for automotives.
It has all beared fruit, as Africa is one of the engineers putting final touches to allegedly Africa’s first solar-powered bus.
He has been at the core of building the bus owing to his specialty in electrical engineering.
The bus, named “Kayoola”, is owned by Kiira Motors Corporation (KMC), a state owned company created to start motor vehicle manufacturing in the east African country. The corporation was birthed at Makerere University in the engineering department where it first made an electrical two-seater car.
The snow white colored bus is a 37-seater with a rack of solar panels fixed on its roof.
The bus, which is still a prototype, can be charged using solar energy or plugged into power.

It is designed to serve as an executive city bus and covers a distance of 80 km without recharge of the panels.
The engineers argue that the bus offers a smoother and cleaner ride unlike the usual diesel powered engines.
The bus is due to be unveiled on Feb. 16.
Experts argue that if the bus goes into commercial production, it will cut down on emissions that are affecting the environment.
“This bus has zero-tail pipe exhaust, it is eco-friendly, there is no emissions in terms of noise and gases,” said Albert Akovuku, Vice President Production, KMC.
The experts believe the solar powered bus is another step that shows the country is ready for automotive engineering and technology innovation. The country has already produced two concept vehicles, Kiira EV (two seater) and Kiira Smack (sedan).
The managers at KMC said that after having these three concept vehicles, they are working on setting up a manufacturing plant in Jinja, eastern part of the country.

Critics argue that while the innovation is eco-friendly, they are concerned that the cost of production is likely to be high compared to the fuel engines.
The engineers have not yet put a figure to the cost of production but they argue that once commercial production starts, the cost will greatly go down compared to the production of the prototype. – CoastWeeek
Fast-Track Land Reform Over-Govt
Government says the fast track land reform program is now over.
The programme has run its course with the exhaustion of new farms for acquisition amid indications that further allocations can only be done after the envisaged land audit reveals how much land can be reassigned to new applicants, a Cabinet minister has said. Lands and Rural Resettlement Minister Dr Douglas Mombeshora said Government had settled people on over 14 million hectares and the remaining 900 000ha would be kept as a strategic reserve.
“What we are saying is that the land resettlement programme is almost complete. If we are to get additional land, it would only be after the finalisation of an audit because we realise that some people are either not fully utilising the land or have not taken occupation of the land that they got from the Government,” said Minister Mombeshora in an interview.
“We have resettled people on about 14,5 million hectares and the remaining 900 000 is in forests, plantations and Bilateral Investment Promotion and Protection Agreements. That land should be left for strategic reasons,” he said.
Minister Mombeshora said there would be no more resettlement under the fast-track land reform programme launched by the Government more than 15 years ago.
Government, he said, was currently involved in the rationalisation of land occupation after settling hundreds of thousands of people in both small and large-scale farms.
He said the remaining 900 000 hectares of land could be used for relocation should such a need arise.
“As Government, we need to prepare for anything. For example, when diamonds were discovered in Chiadzwa we had to relocate people. If, for example, a dam is to be constructed we again ought to relocate people. This is the reason why we are saying we cannot resettle people on the remaining land,” said Minister Mombeshora.
“We hope to pick up extra land when we do our land audit. We are saying at the moment no more land resettlement, but what we are doing at the moment is rationalisation.”
Meanwhile, our Bulawayo Bureau reports that Minister Mombeshora told farmers gathered in Shangani, Matabeleland South province, at the launch of a new conservation area at Jabula Safari, that those who needed to be resettled would have to wait for the finalisation of the land audit.
“Tough lucky to those who need to be resettled because land is almost exhausted. We, however, hope that when we do the audit we may be able to pick land which is either not being properly used or was gotten for speculative purposes,” said Minister Mombeshora.
He said Government was finalising paperwork to make the land bankable and transferable as part of securitizing it.
“We are looking at the issue of surveying new farms which we have just acquired and last year we recruited 15 more qualified surveyors in addition to the four that we had as well as 17 surveying technicians to be able to do the work,” he said.
“We are working on acquiring GPS (Global Positioning System) equipment so that we do the work faster. In fact the new GPS system is 10 times faster than the old system that we have. Treasury has also agreed to give us money to buy six sets of the GPS and this will speed up the surveying,” said the Minister.
When Government embarked on the fast track land reform programme, there was resistance from sections of the population, in particularly those aligned to the opposition MDC who viewed the programme as an election gimmick.
Of late more people have been making enquiries to the Ministry of Lands and Rural Resettlement after it became clear during the period of the Inclusive Government that the programme was irreversible.
More than 300 000 families have been resettled under the fast track land reform programme that started in 2 000.-State Media
Bloodbath: War Vets Demand the Kasukuwere, Moyo Ouster
As the plan to block Jonathan Moyo from attending the upcoming politburo meeting hots up, the Christopher Mutsvangwa led War Veterans ministry has tabled demands for the ouster of ZANU PF’s national commissar Saviour Kasukuwere together with Moyo this week.
The grouping says they must be punished for causing serious divisions. They claim that Kasukuwere vowed to unleash violence on war veterans planning to block Prof Moyo from attending this Wednesday’s crunch Politburo meeting.
Zimbabwe National Liberation War Veterans Association (ZNLWVA) secretary-general Victor Matemadanda told war veterans gathered in Gweru yesterday that Zanu-PF national commissar Kasukuwere informed provincial chairpersons at a meeting last Friday that he had organised supporters to thwart a plan by war veterans to bar Prof Moyo from attending the Politburo meeting on Wednesday.
“, we were in Harare recently where the provincial executive resolved that Jonathan Moyo, who has defied the President, will not be allowed to attend the next Politburo meeting.
“Then two days ago, Kasukuwere said he was organising party members to come to Harare to assault war veterans who want to bar Moyo from attending the Politburo meeting. So they should both (Moyo and Kasukuwere) go,” said Matemadanda.
He said war veterans had resolved that President Mugabe and the party should expel Kasukuwere and Prof Moyo for fanning factionalism.
He said the two were also holding secret meetings with expelled party members in a bid to topple the First Secretary.
Matemadanda said war veterans would not be intimidated by thugs organised by Kasukuwere to obstruct their plan to petition President Mugabe to rein in the two members for causing serious divisions in the party.
He said war veterans were solidly behind Christopher Mutsvangwa as chairman of the association and that they had tasked him to convey their resolution to President Mugabe that the two must go.
“War veterans have asked you ( Mutsvangwa) to go and tell President Mugabe that we will never desert the party. We are loyal to you and these people want to get rid of war veterans by peddling falsehoods.
“These people think they can create a rift between President Mugabe and Vice President Emmerson Mnangagwa.
“They want to create non-existent tiffs between war veterans and the President and his deputy so that they strategically position themselves to rule this country.
“They have dragged the police, intelligence and soldiers into their shenanigans and stupid ploys insisting on security sector reforms. They have already lined up people they want to put in certain positions in Government and party.”
Meanwhile Kasukuwere has come under fire from senior party cadres after his remarks that the party had no time to discuss the abuse of social media at its Politburo meetings.
Kasukuwere, who is also Local Government, Public Works and National Housing Minister, told journalists last Friday the ruling party had more serious issues to discuss than what goes on on social media.
This was at variance with party spokesperson, Simon Khaya-Moyo’s comments that the abuse of social media by party members was a cause for concern and that the issue would come up for discussion at the next Politburo meeting scheduled for Wednesday.
And yesterday Khaya-Moyo stood his ground, saying his comments were consistent with what President Mugabe had said when he denounced abuse of social media by party cadres to attack each other when there were proper platforms in party structures.
“The President has spoken well and eloquently about abuse of social media and I am the party spokesperson. I am in line with what the President said,” said Khaya-Moyo.
He said while the agenda of the Politburo was crafted by the secretary for administration, Ignatious Chombo in consultation with the Presidency, he expected the issue of abuse of social media by senior party cadres to come up.
“I expect that subject, which has been in the media for the whole week, to be raised in the Politburo. People are free to bring it up. What I have been saying throughout the week about the abuse of social media is merely echoing what the President has said. I am talking about the President who is the only centre of power and I am the official party spokesperson,” said Khaya-Moyo.
Matemadanda said President Mugabe had made it clear social media and hostile private media were not the correct platform to discuss party issues.
He said it was the duty of party cadres, particularly senior party members, to rally behind President Mugabe.
“It is surprising that the national political commissar, who should know better, chose to defy the President. He should be speaking the same language as the President. We are however happy that it has become clear to everyone the kind of people they are. It is now up to the President to make his own assessment from what Kasukuwere has said and see if his objectives can be achieved with such people,” said Matemadanda.
“ Khaya-Moyo is the official spokesperson and has spoken well about that but the national political commissar is saying something different. That is an internal contradiction.”
Addressing journalists last Friday, Kasukuwere said Zanu-PF had no time to discuss social media issues in its Politburo meetings and accused the media of trying to set an agenda for the ruling party.
Organs of the ruling party such as the Youth League have also expressed grave concern over the abuse of social media. The police have also weighed, with Commissioner General Augustine Chihuri warning last week that abuse of social media by senior party members had the potential to cause national instability.
This came in the wake of frenzied tweeting by Higher and Tertiary Education, Science and Technology Development Minister Professor Jonathan Moyo, who has been attacking fellow Zanu-PF members on social media.
US Piermont Council Donates Fire Fighter Equipt to Chipinge
The Piermont Town Council in New Hampshire in the United States of America, through Dr Rev Edward Matuvhunye, former President of the United Church of Christ in Zimbabwe, donated fire fighters’ uniforms, gumboots, tools and chemicals to Chipinge Town Council last week Friday the 29th January 2016. The handover coincided with the celebrations of the belated Chipinge Town Council Cheer Fund.
Addressing hundreds of people who had thronged Chipinge Gaza Hall, Rev Matuvhunye, who
was the guest of honour for the belated Chipinge Cheer Fund, held to mobilise resources to help orphans, said he was gripped by the needs and problems of Chipinge District Town Council, and so thought of mobilising resources to help the council meet its mandated targets.
“As bona fide leader in Chipinge and Church leader, I am working and negotiating with the leadership of Piermont Town for fire fighter vehicles, ambulances and (also) the possibilities for a twinning program,” said Matuvhunye.
He challenged well wishers to pull resources together for the benefit of the needy. “I encouraged all bona-fide and friends of Chipinge to mobilize resources from wherever they are in order to improve their home town and district. I am also exploring possibilities of raising funds to address drought relief, climate change mitigation and adaptation.”
Commenting on Dr Matuvhunye’s resourcefulness and act of benevolence, Mrs Malati , the Chipinge Town Secretary, said she was “humbled by the support of Dr Rev Matuvhunye and partners from New Hampshire for stretching the hand of friendship and love to help the Chipinge Town Council.”

87 Genuine Resettled Farmers Kicked Out 14 Years Later
87 farmers who were allocated land under the fast track agrarian reform programme at Greenland farm in Beatrice are facing eviction14 years after being given land.
The farmers, who have thriving maize and tobacco crops, are appealing to the government to intervene after they were served with eviction letters by the Permanent Secretary for Lands and Rural Resettlement.
The farmers are genuine holders of A1 offer letters and have built houses since they were resettled in 2002.
To them, the eviction might be an illegal act and all they pray for is for the government to intervene.
Others feel that allowing such evictions to take place almost a decade and half after the land reform will leave all resettled farmers in the country exposed to eviction at any given time.
A landmark ruling made by High Court judge, Justice Francis Bere in 2013 in a similar case outlawed the unilateral withdrawal of offer letters by the Ministry of Lands and Rural Resettlement.
Justice Bere cited that if offer letters would be withdrawn unilaterally by the Ministry of Lands and Rural Resettlement, it would make almost every citizen of Zimbabwe who benefited under the land reform vulnerable. – State Media
‘Underwear’ Minister: “I Didn’t Steal Panties”
War Veterans minister Chris Mutsvangwa became a butt of jokes last week after Higher and Tertiary Education minister Jonathan Moyo claimed he was notorious for stealing female combatants’ undergarments during the war for resale. The below-the- belt jibe was the climax of a bitter verbal war between the two ministers. On Friday Mutsvangwa (CM) spoke to the weekly Standard‘s reporter Richard Chidza (RC) about the claims and his fight with Moyo. Below are excerpts of the interview.
RC: Moyo claimed you stole women’s underwear during the liberation struggle for resale. How true is this?
CM: How does one get to trade in textiles in a war zone where guns are blazing and bombs are exploding? And with what payment?
RC: What sparked the verbal war between you and Moyo… What is your reaction to Moyo’s assertion that you are a post-liberation-war Rambo?
CM: The professor extols Rambo, the celluloid American war hero shooting to smithereens lesser human minions. This is a minister from a land that produced immortal modern warriors like the legendary General (Josiah Magama) Tongogara.
Clearly [he] is a stranger to the history of the country he waxes lyrical about and aspires to emerge as its tin-pot dictator. The scorn and irreverence of Dr Jekyl and Mr Hyde professor has paradoxically served to arouse the spirit of Chimurenga and he better pay heed.
RC: But what is it that Moyo has done wrong?
CM: America’s prowess is in its business acumen, which is unchallenged globally. The professor spent all his formative years in this propitious environment of entrepreneurs, having played truant to the sharp end of the struggle, he could have horned skills and nurtured networks that help with a concrete agenda as enunciated by Zim-Asset. The cantankerous professor is absent from this utilitarian assignment.
No foreign direct investment (FDI) project carries his name. No rewarding links with reputable American enterprises.
Instead, he promotes clandestine liaison with regime change think tanks of the right wing like the Cato Institute and the politically intrusive Kennedy School of Government at Harvard University.
RC: You have been accused of pushing a Vice-President Emmerson Mnangagwa succession agenda. Is this your ultimate aim?
CM: My allegiance is solely with His Excellency the president [Robert Mugabe] and through him the presidium and politburo he appointed at the 6th national congress in 2014.
Mnangagwa’s life-long service is fealty, is a matter of revolutionary legend. It is arrivist detractors and their jaundiced eyes who see schism between Mugabe and his self-chosen VP.
The VP has no political agenda other than his life-long mentor and political guru, the president. I knew His Excellency as far back as 1975.
Through him I got to know Mnangagwa who lauded his pioneer role in Zanla in the early 60s. Busybody professor is the architect of an imagined rift between His Excellency and his most trusted lieutenant.
RC: What is your relationship with ministers linked to the G40 group like Moyo, Saviour Kasukuwere and Patrick Zhuwao?
CM: I have a modus vivendi with both Kasukuwere and Zhuwao. I am impressed by their youthful energy and zeal.
I pray hard that it makes recourse to all the rich history of the party that has achieved so much. Jonathan Moyo is a different kettle of fish.

RC: You respect Kasukuwere even after your fall-out with him over some alleged unpalatable comments he made about war veterans last year?
CM: Kasukuwere still owes war veterans an apology from his drunkards and taxi drivers’ slur.
RC: As war veterans chairman, have you tried to meet Mugabe over your fights with Moyo?
CM: Jonathan is too peripheral. [The] patron as recent as last Tuesday reiterated his support for business initiatives by war veterans. Specifically, he is keen to see the launch of the hospitals project we have partnered with a leading global civil contractor.
He can’t wait to see his wartime comrades morph into successful entrepreneurs.
President Mugabe has implored us over the years, to even as far back in 1975, as green cadres, to learn from Zanla pioneers such as VP Mnangagwa. Over the years, at a personal level he has during the war and after independence called on my loyalty to serve in a variety of posts and missions.
We are equally American-educated having been lucky to survive the epic Chimurenga (II). It is noteworthy that we opted studies in Business and Informatics.
My tenure as ambassador spearheaded the Look East Policy by His Excellency the president and takes credit for bringing the multi-billion conglomerate China-Tobacco and its game-changing tobacco contract farming.
RC: Will war veterans still try to block Moyo from attending the Zanu PF politburo on Wednesday?
CM: A professor who defies His Excellency should have (the decency) to absent himself from His Excellency’s politburo.
Jonathan Moyo Blows Charamba’s Past
Zanu PF politburo member and Higher Education Minister, Jonathan Moyo has blown open snippets of the background to his public row with President Robert Mugabe’s spokesman George Charamba, and his relationship with vice president Emmerson Mnangagwa. He in the below interview reveals Charamba’s secret past saying it is likely what has caused the man to attack him. He told the weekly Standard while addressing allegations that he is working to destroy the ruling party from within.
Question: In your opinion, what could have motivated George Charamba’s attacks against you and those perceived to be opposed to Vice-President Emmerson Mnangagwa?
Answer: I don’t have an opinion about this. I have information. Loads of it. While Charamba’s scurrilous political attack on me and other Cabinet ministers perceived to be opposed to what they allege is Vice-President Mnangagwa’s succession path went viral after his long interview on ZiFM radio and after The Herald reproduced a verbatim script of that interview two weeks ago, in fact Charamba had been on my case over VP Mnangagwa’s succession for a very long time.
To make a very long story short, things started turning ugly between Charamba and me and his fellow successionists out there in May 2015 when BBC HardTalk broadcast an interview with me in which I poured cold water on the ambitions of successionists by saying President Robert Mugabe had not appointed his vice-presidents so they could succeed him, but so they could assist him to implement the policy programmes he pledged to the nation in the 2013 elections, which he won resoundingly.
I also said in that interview that questions whether the First Lady, Dr Amai Grace Mugabe, was a future leader were ridiculous because she’s already a leader today not least as secretary for the women’s league, which is a senior national leadership position in the ruling party. I later learnt, something which is now common cause that the BBC HardTalk interview did not go down well with successionists.
The most disappointing reaction came from Charamba. Remember, I was then Minister of Media, Information and Broadcasting Services where he was as he still is permanent secretary. Soon after my BBC HardTalk interview, Charamba started throwing administrative spanners into my ministerial work either by instructing officers not to do this or that for the minister or by holding up paperwork or by running a whisper campaign with State media journalists and officials who administer parastatals under the ministry to say to them, “the minister has fallen out of favour with the system”, and things like that.
He tried anything and everything to derail my campaign programme in Tsholotsho for the June 2015 by-election which had been running well until the BBC HardTalk interview. There are witnesses to this, many, who are waiting for their day in the sun to tell their story. In the week of the June 2015 by-election Charamba travelled with President Mugabe’s delegation to two working visits that were close to each other, one overseas and the other to South Africa.
Charamba used those programmes to deep-throat the State journalists assigned with the delegations with a rumour that I was going to be dropped from Cabinet, allegedly because I had contested in the by-elections without the president’s permission and that by winning the by-election I had expelled myself from my position as a Cabinet minister. Again, there are witnesses to this, especially but not only in the media.
A week after I was sworn in as MP for Tsholotsho North following the June 2015 by-election, and a few days after Charamba’s return from his assignment with the President in South Africa, I noticed that he had taken into avoiding me altogether and yet it is a fiduciary requirement for the permanent secretary and minister to work together as public officials entrusted by the president and enjoined by the law to serve the public.
And so I took it upon myself to go to his office to greet him and to find out what was going on as I was hearing a lot of disturbing things.
When I got into his office, he appeared to have been taken by surprise, perhaps for the reason that he had taken the view that we no longer had anything to do with one another since he had already told State journalists that I had fallen out of favour with the “system”. My effort to engage him in the pleasantries of greeting each other failed. There were no smiles. No usual courtesies.
Charamba gave me an arrogantly officious and dismissive look and said, “Minister, what is going on?” About what? I asked him. “With you, minister”, he thundered.
Remember I was seeing him for the first time since recording a historic win for the party in the Tsholotsho by-election. He did not use the opportunity to first congratulate me on that victory, or to say anything about the fact that the party had won all 16 or so by-elections nationwide on the day. He just wanted to huff and puff about what he was convinced was going wrong with me.
So I reminded him I was not aware of anything wrong because I had put all my time and effort in my by-election campaign in Tsholotsho and I was not aware of what had been happening elsewhere, especially in Harare. “Minister, minister”, shouted Charamba. “I am very, very worried.
“The commanders have been asking me what’s going on with you and the whole system is concerned about you minister”.
He said. “I’m being asked a lot of hard questions about the BBC interview. Who organised it? How did they come here? Things would have been okay if the interview had ended there, but then it was transcribed and the script was published in The Herald.
“They want to know who did that because it is only done for the president and nobody else”. By the way, remember this was coming from the same Charamba who only two weeks ago had more than an hour of his venomous ZiFM radio interview against at least three Cabinet ministers, including myself, transcribed and published by The Herald verbatim. But that’s a digression.
Then Charamba said, “Minister, the system does not trust you at all. Now the commanders are angry with me. they are saying why am I not stopping you. It’s like, it’s my job to stop you”. “Stop me from what?” I asked Charamba agitatedly.
“Stop you from doing what you are doing minister and you know what you are doing”.
When Charamba realised that I was getting very frustrated and even annoyed with his narrative, he then said, “Minister, the system is asking if Moyo is not supporting VP Mnangagwa to succeed, so who then is he supporting? Why is he trying to prevent VP Mnangagwa? That makes him dangerous and he must be stopped.”
At that point I lost my cool and told Charamba that whoever wants me to support VP Mnangagwa to succeed President Mugabe should go to hell and I don’t care what anyone is going to do to me because of that.
I reminded Charamba of 2004 and told him I was not going to be part of Tsholotsho 2 in Harare and that Joice Mujuru was not removed for her successionist plots in order to replace her with VP Mnangagwa to pursue his own successionist programme against President Mugabe.
Noticing that I was getting agitated and angry, Charamba then tried to cool things down by saying, “I hear you minister but nobody is going to believe what you are saying. Nobody in the system believes you”.
That was my last conversation with Charamba in the Information ministry. I’ve kept a record of it because I realised as soon as we started talking that he was up to something big and no good. A week or so after that conversation I related my encounter with Charamba to his deputy, Regis Chikowore and made it clear to Chikowore that I was not going to allow successionists to intimidate me into supporting their scheme to succeed the president.
The conversation with Chiko-wore happened a week after I had been advised that the Attorney-General, Prince Machaya had advised that the legal effect of my winning the June 2015 Tsholotsho by-election and my taking oath as a Member of Parliament was that I had technically resigned from my Cabinet post by operation of the law and that I could no longer attend Cabinet.
What followed thereafter is in the public domain, save for the fact that Charamba and other successionists used that period to trade all sorts of self-indulgent stories about my fate.
First, they said I was out of Cabinet for good. Then when the president appointed me to my current post, they said I had been demoted.
I chuckled over the demotion jibe because I moved from a ministry whose annual budget (check the blue book) is about $3 million to one with a budget of over $600 million in de facto terms, let alone the fact that the ministry I’m currently serving is the one that plans and develops the human capital skills for the entire economy.
The untold story is that my situation in the Information ministry became impossible after my BBC HardTalk interview. I was very grateful when the president reshuffled me from there.
But Charamba has remained on my case on behalf of successionists. Only last Thursday he telephoned the acting CEO at ZBC just before News Hour at night and directed him to pull off STEM ads on ZBC television and ZBC radio stations. I understand he said he was doing this because the Ministry of Primary and Secondary Education had complained about the ads and he wanted to show “who controls the media in Zimbabwe”.
Can you imagine that? A Permanent Secretary in Information ministry unilaterally sabotaging a government programme, by another ministry, that’s been well-received nationally beyond description. And doing so without reference to any administrative process.
No reference to his counterpart in our ministry. No reference to the Cabinet office. No reference to the ZBC board of governors. I don’t know if there was any reference to his own minister.
And this all because Charamba sees himself as an untouchable super successionist who allegedly has the blessing of VP Mnangagwa and is thus part of the “system” if not as the “system itself” and he believes he has the power to do anything by himself without reference to anyone or to any process in accordance with the operational framework of making and implementing government decisions. As a typical successionist, Charamba supports the president during the day and works against him at night.
Clearly, Charamba is no longer a fit and proper person to be Permanent Secretary in the Information ministry.
Question: What is your relationship with Mnangagwa, are you on speaking terms?
Answer: I recognise and respect him as one of two different but equal vice-presidents and second secretaries of our party and vice-presidents of our country appointed by the president to assist him to discharge his national mandate and constitutional responsibilities. I don’t know what talking terms are, but I definitely report to him in the discharge of part of my work as I also report to Vice-President Mphoko in similar light.
Question: In your response to accusations that you are part of a faction that is allegedly abusing the First Family’s name, you have said you learnt your lesson in 2004, what was that lesson?
Answer: I learnt that at all times, I must remain loyal to my appointing authority and forget the rest. Successionists then would say Pamberi naPresident Mugabe during the day and spend the cover of night plotting his ouster. That’s what they are doing now. Lots of daylight slogans in support of the president followed by a nightfall of unprecedented succession scheming. Loyalty is a 24-hour proposition, 24/7. It’s not a part-time job of the politics of appearances.
Question: In 2004 you were accused of working with a Zanu PF faction that was pushing for Mnangagwa’s elevation to the presidium but now you are said to be fighting him. What has changed?
Answer: I just told you that I learnt my lessons. It’s called political maturity and experience. I’m not fighting anyone. I’m just making sure that I do not again put myself in a political situation that is in conflict with my president as my appointing authority. I shared this position publicly in a Sunday Mail interview soon after my re-admission to the party and election into the central committee at the 5th Congress in December 2009. We have the position of one centre of power in our party’s constitution. I drafted that position as I drafted all the key amendments to our party’s constitution for the 6th Congress in December 2014 and I did that under VP Mnangagwa.
Question: War Veterans minister Chris Mutsvangwa has accused you of, trying to divide Zanu PF…. What is your response?
Let the situation on the ground speak for itself about that.
Question: What is your response to Mutsvangwa’s claims that you are related to the late Reverend Ndabaningi Sithole and that you could be fighting his wars?
My late friend Professor Masipula Sithole must be laughing in heaven about that comical allegation. If there was the slightest truth to it, he would not have gone to heaven without saying it. Not Masipula. But of course I believe I am related to every Zimbabwean. That’s where I get my Zimbabweanness.
Question: Your critics often accuse you of working to destroy Zanu PF from within, what is your reaction to such claims?
Answer: The overwhelming majority of Zanu PF members know better. I’m in the politburo and Cabinet not because I smuggled myself there but because the president appointed me to serve in both organs as he knows better than the critics you are talking about.
Question: Do you believe there is a media campaign to discredit you and if so what steps are you taking to stop that?
Answer: What I believe is not an issue. The situation on the ground speaks for itself.
Question: Zanu PF has previously accused the private media of concocting stories about factionalism in the ruling party? Do you now believe that there are camps in Zanu PF pulling in different directions?
Answer: Zanu PF was said to have two factions: Mujuru and Mnangagwa factions. The Mujuru faction met its fate in 2014 leaving the party with one faction. It would be wrong for the remaining faction to see itself as the chosen one when the right thing to do is for it to dissolve itself and support President Mugabe both during the day and at night.
Question: Do you have ambitions to lead Zanu PF as alleged by your detractors and are you a member of the so-called G40 faction?
Answer: I have never had an ambition or done anything based on or driven by the allegations of my detractors.
Question: Your constituency Tsholotsho North is one of the most affected by the current drought, do you have an idea of its impact and what has government done to cushion villagers?
Answer: You are right that Tsholotsho North is one of the constituencies most affected by the current drought and the impact on livelihoods and livestock is indescribable. But the status of “most affected” is becoming widespread in our nation. We are working on a range of options to keep hope alive. Cde Prisca Mupfumira, the Minister of Public Service, Labour and Social Welfare, has done everything possible to ensure that vulnerable families in the constituency are cushioned. And Dr Joseph Made is assisting us to find a water solution since access to water is the vital need in a drought situation.
BREAKING NEWS – ZAPU Vice President Quits, Resigns
By Strike Mkandla|The Vice President of the Zimbabwe African People’s Union (ZAPU) Ms. Emilia Mukaratirwa has resigned.
Ms. Mukaratirwa took the drastic step because she had planned not to stand at the party congress which was planned for 2015 after the completion of the term of the National Executive Committee (NEC) elected in 2010. Now that the congress could not be held for logistical reasons she felt she should not continue beyond the term limit, as she had long decided that her personal circumstances could not be combined with continued responsibility. She turned down requests from the party leadership to postpone her departure until the holding of the party congress that has to take place in the next few months.
The ZAPU NEC at its meeting on 6 February 2016, under the chairmanship of the party President Dr. Dumiso Dabengwa, accepted Ms. Mukaratirwa’s agonizing decision and heaped praise on her for hard work, commitment to team work and ability to work with all levels of the party. They accepted Ms. Mukaratirwa’s conclusion that she has to give priority to family issues and has given as much service under difficult circumstances as was practicable.
Dr. Dumiso Dabengwa and the NEC wish to thank Ms. Mukaratirwa for her unstinting support while she served as the party’s Vice-President. All were unanimous that she is certain to succeed wherever she goes and whatever she does next if she deploys the same level of devotion and collegial self-application she gave to ZAPU.

Uebert Angel’s Prophet Bushiri Caught On Video Sexing Ipad Up
By Malawian Watchdog|Uebert Angel’s official “spiritual son,” Shepherd Bushiri has been caught on camera sexing up a prophecy using an ipad device.
Last year Uebert Angel announced in a tweet that he is proud of “my son” Bushiri for having managed to gather a stadium full of congregants.
However the same South Africa based Malawian so called “Prophet” Shepherd Bushiri, has seen the court of the public opinion delivering its verdict that he is truly “a bonafide false Prophet” implying therefore that Bushiri is an agent of the devil.
This clear conclusion is based on a series of events the recent one being one of the “ipad” sexed up miracle which has revealed it all. As regards the ipad miracle, Bushiri during one of his church services as watched live on his Prophetic channel asked a dreadlocked man to come to the front for a Prophecy.
He said he saw that the devil wanted to attack his child. Bushiri in the video is seen doing his antics saying he is failing to know or pronounce the name of the man’s child.
The drama continues….
From there, in the video Bushiri speaks to himself blaming self for failing to decipher the child’s name in the spirit realm. He then finds a solution to the problem saying he will capture (take photo) of the child in the spirit realm using an ipad.
He asks one of the members (within a hand’s reach) who had an ipad to use it for the miracle much to the jubilation of the followers.
Bushiri then takes the ipad, opens the camera as if he intends to take the photo; at that point, he visibly double clicks on the picture gallery of the Ipad and boom, he brings up the picture of the child. The photo then appears on the ipad’s screen with the live video cameras claiming that he has taken the photo in the spirit realm bringing it to the ipad again much to the jubilation of his gullible followers.

Mugabe Health Deteriorates, Now Too Ill for Presidency, High Court hears
“President Robert Mugabe is now too ill for the Presidency”, the High Court is to pass its verdict on the matter.
The lawsuit was submitted by a Zimbabwean lawyer who is demanding that the country’s highest court must now order an investigation to determine Mugabe’s fitness to hold office.
This comes after a series of evidential bad health signs that prompted speculation about his health.
The papers filed by the lawyer, Tinomuda Chinoka say the Speaker of Parliament and the president of the senate must conduct the investigation.
“Having a president that may lack capacity to carry out the job threatens democracy, undermines the constitution and puts in jeopardy the very foundation, security and future of the nation,” read the papers filed with the Constitutional Court.
Chinoka listed a number of incidents casting doubt on Mugabe’s ability to rule, including his tumble on a red carpet at Harare International Airport in February 2015.
They also referred to a gaffe last year when he read the wrong speech at the opening of parliament.
“Any person with their mental alertness intact would have recognised a speech that they have read only three weeks previously,” said the papers.
Mugabe, who turns 92 later this month, has ruled Zimbabwe since independence from Britain in 1980. His health has been the subject of speculation in recent years.

After causing waves in local showbiz, two leading musicians Jah Prayzah and Winky D are set to headline the annual Southern African Music and Arts (Sama) Festival next month in the United Kingdom.
The two National Arts Merit Awards (Nama) 2016 nominees will be sharing the stage with other local musicians such as Zimdancehall artiste Tocky Vibes, Selmor Mtukudzi and Tendai Manatsa among others on March 26 in Leicester, courtesy of Y2K Promotions.
Winky D’s award-winning manager Jonathan Banda confirmed the trip.
“We are taking our music again to the United Kingdom and this time around we will make their (fans in the UK) problems disappear,” said Banda.
This is not the first time the two leading musicians share the stage as they have a history of packing entertainment joints to the rafters, locally.
On New Year’s Eve they joined forces and filled up the Harare International Conference Centre before sharing the stage again at 7 Arts Theatre in the capital recently.
The Jerusarema singer performed in Australia last week.
Since Winky D launched the hit album Gafa Life (Kickstape) late last year, the project has literally revived his fortunes in the Zimdancehall arena.
Of late, the song Disappear off the latest album Gafa Life is topping the British Broadcasting Corporation (BBC) Radio 1Extra Destination Africa Top 5.

On the BBC radio charts, Disappear is competing with other equally talented artistes from the continent in form of Ghanaian star’s Shatta Wale (Hol’ It); AY (Zigo Remix); Black Coffe (We Dance Again) and 25-year-old Nigerian music star Wizkid (Final) among others.

Details obtained by the State Media indicate the parastatal’s woes could be due to gross mismanagement as the company fails to pay duty for 33 buses imported from China in May 2015 despite one of Zupco’s bank accounts holding US$680 282 as at January 26, 2016.
Documents at hand show that things came to a head on January 26, 2016 when Zupco failed to dispatch a single one of its 150 buses in Harare because “there was no fuel”. This led to the suspension without pay of divisional operations manager Mr Jonathan Chandaengerwa.
Mr Chandaengerwa declined to comment saying “the matter was before a Zupco disciplinary hearing committee”.
One the documents in our possession reads, “On (January 26, 2016) it was said there was no money to buy fuel for northern division buses yet US$520 282 was sitting in a recapitalisation account. The buses needed only a minimum of US$10 000 to get on the road.” Zupco’s policy is that 30 percent of gross revenue goes to the recapitalisation account daily.
Despite sitting on huge cash reserves, Zupco has failed to dispatch buses citing lack of fuel, and has 33 units grounded at its Belvedere, Harare yard after failing to pay import duty since May 2015.
Workers’ salaries have been delayed since July 2015, added a source.
Zupco’s top management is also accused of refurbishing at unjustifiable costs.
For instance, bus number FF41 was refurbished for US$38 000 when a new FAW engine costs around US$15 000.
And bus FF41 broke down after travelling just 12km. Zupco CEO Mr Clifford Muwoni said there was nothing amiss with the bus breaking down soon after refurbishment.
“Even a brand new bus can break down after five kilometres. It’s normal,” he said. “The buses were not grounded on January 26, 2016; we just reduced the number of buses because of low commuter numbers.”
However, Mr Muwoni wrote a letter to Mr Chandaengerwa on January 27, 2016 saying the company lost about US$10 000 in daily revenue while “passengers were left stranded because there were no buses”.
Mr Muwoni also dismissed as “nonsensical” allegations that Zupco was flouting tender procedures when buying buses, trucks and trailers.
The CEO has also been accused of nepotism after his son, Mr Kevin Muwoni, was appointed a divisional risk officer, raising questions among workers if Kevin would investigate allegations of wrongdoing against his father.
Mr Muwoni defended his son’s appointment saying: “Kevin has been with Zupco since 2007 so there is no nepotism. Nepotism is when someone is not qualified for the job.”- State Media
“ZANU PF to Kick Out Jonathan Moyo, Mutsvangwa”
President Robert Mugabe’s ZANU PF is set to split in half this coming week after the national spokesperson signalled they are to remove so called Jonathan Moyo elements ina development also to hit War Veterans Minister Ambassador Christopher Mutsvangwa.
ZANU-PF will dump — without fear or favour — factionalists seeking to undermine President Mugabe’s authority, a senior official has said. When the Politburo meets this Wednesday, said Zanu-PF spokesperson Ambassador Simon Khaya Moyo in an interview with the State Media, factional battles would be on the agenda. This follows a rabid attempt by some officials in the ruling party, using the private Press and via frenzied tweeting on social media, to demean President Mugabe’s appointment of Vice-President Emmerson Mnangagwa, as well as attempts to play the VP against First Lady and Zanu-PF Women’s League boss Grace Mugabe.
There have been direct attacks on Mr George Charamba after he was found in same muddy waters. War Veterans Minister Ambassador Christopher Mutsvangwa has also been targeted.
Ambassador Khaya Moyo said, “We are still alarmed that this notorious practice is still going on. The President himself has condemned it, but it would appear that factions still exist. I cannot pre-empt what will happen in due course, but believe me that at our next Politburo meeting, these matters will be brought up with seriousness of purpose.
“We cannot go on with this disease called factionalism. It does not help us to attract investment and bring stability in the party and the country. It does not promote unity, peace and development which is our motto as a party. It must be weeded out and those responsible must be dealt with without fear or favour.”
Ambassador Khaya Moyo added that the President’s position was uncontestable as he was the only leader elected at Congress.
“The person who is at the centre of all party activities is, naturally, the President. He is the head of the party, the centre of power; the reason being that he is the only one, in terms of our amended constitution, who is elected at Congress. The rest of the people, including the VPs and the Politburo, are appointed by the President from elected Central Committee members.
“Given that scenario, naturally, he is the centre of power. This is why some of us have always been bewildered and surprised when we hear that there are factions in the party. A faction obviously has a leader, and if you are a leader of a faction, it means you are also a centre of power. This is totally unacceptable and abominable.”
In 2014, the Zanu-PF National People’s Congress unanimously picked the revolutionary establishment’s First Secretary and President as its sole candidate for the next Presidential election, constitutionally due in 2018. This was after President Mugabe led Zanu-PF to a resounding electoral victory in 2013. His position as the party’s numero uno was endorsed by the 2015 National People’s Conference.
However, successionists within Zanu-PF have been working against these outcomes, rapidly pushing towards subverting the party constitution, Congress and Conference. Congress is Zanu-PF’s highest decision-making body whose selected functions can be carried out by Conference.
As stated by party Secretary for Administration Dr Ignatius Chombo in his convocation at the December 2015 indaba, Section 33(3) of Article 6 of Zanu-PF’s Constitution says the powers and functions of the National People’s Conference shall be “to declare the President of the Party elected at Congress as the State presidential candidate of the party”.
Ambassador Khaya Moyo also said President Mugabe and Zanu-PF’s position against abuse of social media platforms to attack fellow party members remained unchanged. But yesterday Zanu-PF National Political Commissar Saviour Kasukuwere was quoted in our sister paper The Herald saying the Politburo was unlikely to discuss social media abuses.
Lately, Politburo member (science and technology) Professor Jonathan Moyo has been involved in bitter exchanges with Ambassador Mutsvangwa on Twitter. Ambassador Mutsvangwa has subsequently questioned Prof Moyo’s loyalties.
Yesterday, the war veterans leader said Prof Moyo was “an aspiring tinpot dictator”.
“Professor (Moyo) extols Rambo, the celluloid American war hero shooting to smithereens lesser human minions. This is a minister from a land that produces immortal modern warriors like legendary General Tongogara. Clearly, a stranger to the history of a country he waxes lyrical about and aspires to emerge as its tinpot dictator. The scorn and irreverence of Dr Jekyl and Mr Hyde professor has paradoxically served to arouse the Spirit of Chimurenga and he better pay heed.”
Ambassador Mutsvangwa went on: “I have a modus vivendi with both Kasukuwere and (Youth Minister Patrick) Zhuwao. I am impressed by the youthful energy, and their zeal. I pray hard that it makes recourse to all the rich history of the party that has achieved so much. Jonathan Moyo is a different kettle of fish. A war deserter with a chameleon modus operandi, he is the Gregori Rasputin ghost of Zimbabwe politics and governance. He long ago sold his soul to the right wing regime change operatives of Uncle Sam. As a revolutionary cadre, I have no truck at all with such a life of compelling treachery.
“These stand out by refusing to submit to discipline by defying His Excellency’s strictures as enunciated through his spokesman. On social media, while it is understandable to set party guidelines, the real focus should be on weeding out planted agents and foreign spies.”
ZESA Prices Shoot Up
Electricity tariffs are likely to increase by February 29, 2016 — the deadline the Zimbabwe Energy Regulatory Authority has given itself to approve new charges.
Zera is also wrapping up modalities to ban energy inefficient household equipment come March. In 2015, Zesa Holdings sought the Authority’s approval to increase tariffs from USc9/kWh to USc14/kWh, a proposal tailored to cushion the parastatal against massive losses occasioned by emergency power imports.
Zesa has spent more than US$236 million on electricity from Eskom (South Africa) at USc13/kWh but selling it at USc9/kWh locally.
Zimbabwe is importing power from South Africa (300MW) and Mozambique (50MW) following reduced production at Kariba Hydro Power Station induced by low water levels.
Zera has been consulting consumers and Government, and has resolved to make a determination this month.
There are indications the new tariff will be USc12/kWh. South Africa and Zambia charge USc8/kWh and USc10,35/kWh respectively.
Responding to inquiries by the State Media last week, Zera acting CEO Engineer Gloria Magombo said, “Zera expects to make a determination on the required electricity tariff increase by end of February 2016.”
Consumer Council of Zimbabwe deputy executive director Mrs Rosemary Mpofu said: “Customers should choose between using the costly power from Zesa or alternatives like solar and gas.
“We have always advocated alternatives in the face of rising costs. However, seeing that Zesa is the main source of energy, they need to ensure every customer is on pre-paid metering so that they can manage their consumption.”
Economic analyst Mr Kingstone Kanyile weighed in: “Electricity forms part of the cost of production. If tariffs increase from 9c/kWh to 12c/kWh, we are likely to have a 33,3 percent increase in the cost of production.
“This will have an inflationary effect on the economy as manufacturers and service providers attempt to adjust. On the flipside, if manufacturers are to raise their prices indiscriminately, we will witness a situation where consumers will prefer cheaper imports.”
Eng Magombo said energy inefficient conventional light bulbs will be banned before March 2016 is out. According to Zera, replacing five million incandescent light bulbs will save Zimbabwe over 300MW at any given time, enough to power the country’s second-largest city, Bulawayo.
Energy-saving light bulbs use 80 percent less electricity, lasting more than six times longer than ordinary filament lamps.
Under the Minimum Energy Performance Standards Regulations, domestic and industrial users will be required to use energy-saving alternatives like compact fluorescent lamps and light-emitting diode (LED) bulbs.
MEPS is a performance requirement specification for electrical devices like stoves, geysers, dishwashers, washing machines and pool pumps.
“These regulations are currently at the Ministry of Energy and Power Development (as per the Government promulgation process) and are expected to become a statutory instrument during the first quarter of 2016,” said Eng Magombo.
“Importers of lighting products will be required to register with Zera in terms of the regulations. Zera inspectors shall, from time to time, perform random checks on premises of importers, wholesalers, retailers, consulting engineers and contractors/installers of lighting products for compliance to the MEPS regulations.
“In addition, Government signed a consignment-based conformity (CBCA) contract with a French global company, Bureau Veritas which has an independent and accredited testing laboratory.”
Bureau Veritas provides pre-shipment services of listed products in the country of export, and conformity certificates are issued only if the products tally with European and International standards and regulations.
The Zimbabwe Revenue Authority will demand LED gadget importers to produce such certificates for their product to be allowed into the country.
My Buttocks Chase Away Crocodiles
A South African man says he has found a way of scaring crocodiles away – he flashes his naked bum at them.
Million Gume of Limpopo calls it bum swimming.
“I’m the king of the bum swim,” he laughs and demonstrates by diving into the water and sticking his naked bum in the air.
Million told the Daily Sun that he has been swimming in the Luvuvhu River for five years. The rivers in the area are known to have many crocodiles and many locals have lost their lives in the dark water.
“The crocodiles are scared of me! When I jump into the water and realise that the crocodiles want to attack me, I just show them my bum and they move away. I then carry on with my famous bum swim.”
He said people who come to the river enjoy watching him.
George Matiyani, headman of the Mhinga Tribal Authority, said Million must watch out.
“The crocodiles aren’t scared of his bum. They will drag his bum into the deep waters and chew him up,” he said. -DailySun
BREAKING NEWS – Welshman Ncube Wields Axe, Fires Moses Mzila Ndlovu
Barely two days after party officials began plotting to remove Welshman Ncube from leadership citing incompetency as the reason, the man’s National Standing Committee today voted to kick out Secretary General Moses Mzila Ndlovu.
Ndlovu was today hit as more officials were also named and are now to stand before the disciplinary committee.

It continued, “the Acting Secretary General has failed to competently, efficiently and effectively conduct party affairs and generally failed to measure up to the demands of his office which have included complete dereliction of duty.”

A disabled Bulawayo based Zimbabwean family needs help after being let down by the Jairos Jiri association.
Mr John Jemwa and family, affected by a hereditary and rare condition affecting eyesight, are failing to get a meal each day after their Econet kiosk (pictured) was shut down due to a deficit not exceeding $2,500.00 in total.
The family (pictures below) is one of thousands of struggling people under the Jairos Jiri Association who have been pushed onto the streets as the organisation transformed itself into a vocational training centre, no longer a rehabilitation institution as its status proffers.
His disabled daughter(pictured), Trish who was born with one eye, needs an urgent eye operation called corneal grafting. The operation is very expensive and has to be done urgently at any eye hospital.

DRC Family with 8 Kids to Be Deported from Zimbabwe
A COUPLE allegedly fleeing unrest in the Democratic Republic of Congo (DRC) has been arrested with its eight minor children, one of them aged one year.
The eldest child is aged 14 years old. Kasambule Ebondo, 40, and wife Mumba Kayeye, 32, of Lubumbashi, told Victoria Falls magistrate
Rangarai Gakanje that they escaped from their country last week and chose to come to Zimbabwe to seek refuge. Prosecutors charged the couple with illegally entering the country.
The minors could be seen playing outside the courtroom while their parents were being tried. Ebondo and Kayeye pleaded guilty to the charge and were sentenced to four months in prison which was wholly suspended for five years on condition they don’t commit a similar offence within that period.
The magistrate also ordered that they be deported. “You should have sought to have travel documents before thinking of travelling instead of entering the country illegally,” said Gakanje.
Ebondo burst into tears as he explained to the court why he and his family fled the DRC.
“There is unrest in our country where people are being killed on a daily basis. We fear for our lives and that of our children because some of our relatives were axed to death recently. We will be having elections soon and that is what is sparking political disputes. We didn’t get a chance to obtain any travelling documents because of the unrest,” he said.
Prosecuting, Listen Nare told the court that the couple illegally crossed into the country from Zambia on Tuesday.
“The accused proceeded to Chinotimba suburb to seek refuge. Police detectives received information that there were illegal immigrants in the country. At around 4AM police found the eight children sleeping outside a shop,” the prosecutor said.
The court heard that when they were questioned, it was discovered that they were Congolese citizens who illegally entered the country. Ebondo and Kayeye failed to produce their travelling documents leading to their immediate arrest
Makandiwa “Fake Miracles”: 8 Months On
Controversial Harare preacher Emmanuel Makandiwa’s miracle fat belly stunt proved to be fake June last year, has seen the preacher 7 months later failing to produce medical evidence of the “healings.”
To date there is not one single paper or professional testimonial that has been produced from any of the “patients” prayed for by the man. The development has left many raising questions on Makandiwa’s conduct as an honest man of the cloth.

In 2012-13, Makandiwa shot to fame raking millions of dollars in donations after thousands of Zimbabweans flocked to his meetings when told they could receive instant miracle cash. The frenzy even caught Zimbabwe’s former Reserve Bank Gideon Gono who himself ended up joining the prophets, going to the extent of passing his seal of approval.
But soon after journalists began investigating the incidents and started interrogating the preachers, two years later there is not a single mention of any such miracle.
In the same vein, a miracle baby Makandiwa claimed to have been born 3 days after sex, died and the preacher conducted a secret burial for him where journalists were barred from filming. This reporter followed up with Makandiwa and was for several days kept waiting as his staff members blocked any contact with the man of the cloth.
In June 2015 ZimEye.com exposed another scam by Makandiwa which involved fake fat belly miracles. Soon after that the Kwekwe woman Makandiwa used to stage one of the acts, evaded questions when asked for her medical records to prove she had indeed been healed and that she had of a truth suffered from a fat belly condition. “Don’t you have any other stories to investigate?,” she said.
She continued,
“It seems you are now spending your life studying Mai Muza,” Betty Muza said much to Makandiwa’s humiliation.
The development has seen prominent theologian, elder with 25 years of ministry experience and upstanding church founder, Dr. Noah Pashapa blasting Zimbabwe’s fake prophets.
Episode 5 of Tonight With Zororo (Makamba) focused on the evolution of the church in Zimbabwe, and Zororo started off by recounting his personal experience after visiting one of the popular Pentecostal churches in the country.
“When Papa would say something that resonated with his audience, members of the congregation would spontaneously stand up, and splash money on the stage,” Makamba said.
He went onto close his animated monologue by saying Prophet can now easily be mistaken for the word profit.
In the last few years, Pentecostal churches in Zimbabwe have grown tremendously. The three religious leaders at the centre of the growth are Prophets Emmanuel Makandiwa of UFI Ministries, Walter Magaya of PHD Ministries and Spirit Embassy founder Ubert Angel.
When describing the character of his religious counterparts Pashapa said they lacked a depth of understanding in a number of things.
“They (prophets) lack philosophy of religion, training in theology and understanding of the polity of the church.
“’These chaps are briefcase church leaders who have spent a few weeks, months at most, in ‘theological’ school,” he said.
Many workers and companies are feeling the pinch of the current economic hardships and have flocked to the church in pursuit of a change in fortune.

From my observation of this video I can see that Makandiwa is pretending not to have seen the Zimeye video. Its so unnatural his reaction. He said his media team called him on the phone to tell him but he told them he had no time, so how did he get the time in front of the congregation?

The Standing committee noted the ongoing bilateral and multilateral consultations among democratic forces to find lasting solutions to the challenges that are facing our country and reaffirmed its position to work with all other democratic forces in the search for solutions, a precondition of which must be the defeat of the failed ZANU PF regime.

The vote of no confidence is a culmination of profound dissatisfaction with the Acting Secretary General’s failure to perform virtually all the functions of his office, including failure to call meetings of the organs of the party, failure to administer party offices and party affairs, failure to put in motion and prepare the processes for the conduct of the party’s elective congress due this year and failure to implement the decisions of the Standing Committee. Mnangagwa Sucked In Goddard Farm Invasion Fracas

The farm was invaded by Zanu PF provincial chairman Ezra Chadzamira with the help of police details and soldiers. Chadzamira took it over from Yvonne Goddard a well known Zanu PF financier.
In a dramatic twist of events senior army officials and provincial CIO bosses are eyeing the farm and are determined to kick Chadzamira out. However Chadzamira is said to be seeking Vice President Emmerson Mnangagwa’s protection since the securocrats are piling relentless pressure on him to vacate the farm. ZimEye.com has been informed the securocrats are also determined to take over the farm from Chadzamira in an arrangement they intend to partition it among themselves.
“There are CIO bosses and top military personnel who are eyeing the same property so they want to kick out Chadzamira so that they can partition the farm among themselves. Chadzamira is now seeking protection from Mnangagwa for the obvious reason that he belongs to the VP’s faction. So we are likely to witness twists and turns in the Cresta Ibeka saga,” said a senior provincial official.
Chadzamira who claimed the farm was underutilized is now under pressure from securocrats who are expected to convince President Robert Mugabe to fire him from the provincial chairmanship post. The controversial land grab exercise is widely blamed for crumbling of the nation’s economy with many analysts saying Zimbabwe, formerly the bread basket of Africa is now a basket case.
Sex Gest: Female Teacher Bashes Headmaster
By Terrence Mawawa, Masvingo|A local headmaster was last week thoroughly beaten up by a female workmate he consistently pestered for sexual intercourse.
Sources at the school told ZimEye.com, Thomas Mureriwa the headmaster of Temeraire High School, was assaulted by Ophilia Bafana, the Head of Department for the English department in full view of school pupils. Bafana accused Mureriwa of pestering her for sexual intercourse.
Although Mureriwa denies the allegations, ZimEye can reveal the case was reported at Mashava Police camp under RRB 2514742.
It is understood Mureriwa had the habit of calling Bafana to his office where he expressed interest in having sex with the lady teacher. Incensed by Mureriwa’s sexual advances, Bafana took a bamboo stick and assaulted the school head in full view of pupils.
Bafana proceeded to grab the headmaster by the neck and continued to assault him with clenched fists until the deputy headmaster and other female teachers came to the dazzled Mureriwa’s rescue.
Masvingo District Education Officer(DEO), Zakaria Makopa said there was an altercation between the two but quickly said investigations were underway.
“We have heard about the incident but we are still carrying out further investigations so that we can then decide on the matter. The matter is being treated with confidentiality until we arrive at the crux of the whole issue,” said an evasive Makopa.
Mureriwa also vehemently dismissed the story despite clear evidence pointing to the incident. Social analysts here slammed officials who take advantage of their positions of influence to abuse female subordinates.
MUGABE DEATH: “Unite the people you divided before you leave,” Bob told
President Robert Mugabe is presiding over a population of about 20 million people. 14 million of these are resident here in Zimbabwe and another disgruntled 6 million living as economic refugees all over the world.
Of the 14 million resident in the country, the President is overseeing an angry 5 million people from South Western Midlands Province and Matabeleland regions. Of the remaining 9 million there is another 3 million from the eastern parts of the country also with their own anger raising issues.
I am not going to talk speak for or about the other unhappy people but will talk about the 5 million from the Matabeleland and Midlands provinces which is where I also come from. I am very much aware that anyone who speaks on the issues of Matabeleland is immediately termed a tribalist but I really careless to that tag as my commitment is to fight for an equal recognition and understanding of all the people of this great nation.
A story is told of a man who somehow “knew’ that his wife was cheating on him with another man but never had enough evidence to substantiate his conviction. The man had to endure a life full of anger so much that even just a look at the wife provoked his emotions.
Nothing from the wife was ever right. Even when she was happy and smiling trying to bring joy at home, to the man all that happiness was mere celebrations from the other relationship.
One day the wife cooked the husband’s favourite meal hoping to impress the ever angry husband but she made a mistake and put a little too much salt into the relish. The husband thoroughly beat the wife shocking everyone how the little extra salt in the meat would warrant such a beating.
We all know without a measure of doubt that the beating was not for the excess salt in the relish but for the suspected infidelity on the wife.
Cde President Mugabe is leading a country with 5 million angry people. People who are all angry because of a known cause which has never been attended to leading to the “extra salt fights.”
It is no secret that people from this region are outrightly living with Gukurahundi atrocity-induced anger. Whatever the reason was for bringing Gukurahundi to this region, its result was leaving behind so much hate and anger amongst the people.
It is fact that 90% of the people who actually took part in the killings and those who engineered them were Shona speaking people. It is also a fact that in all their acts they demanded from their victims’ confirmations of Shona and ZANU superiority.
As a result of this activity, the people of Matabeleland and Midlands South have a strong rival and hatred of the Shona speaking people from the north. Any movement by Shona speaking people is hugely microscoped by the people from this region. Similarly, anyone from this region found in any form of relation with a Shona speaking person is viewed as a sellout.
All Shona speaking people are painted with blood in the hands and as incidental enemies to the people of the region.
President Mugabe has in his own confessions called the Gukurahundi period a moment of madness and regretted the incident. Meanwhile, there however appears to be no corresponding remorse from the greater parts of the people of Mashonaland origins to the people of Matabeleland Regions as matters of inflicting Shona superiority and dominance remain in order.
It is therefore not surprising to find people of this region believing the authenticity of an unverified so called Grand Plan document forcing some to demand for a separation of the Matabeleland region from the mainstream Zimbabwe.
This is why we find ourselves settling scores on such issues as football matches and even the latest Chronicle Newspaper Cartoon by one Musapenda who unfortunately forgot to take regard of his Shona origins in passing a joke on a predominantly Ndebele issue of outcry.
My appeal therefore to President Mugabe is that as he approaches the end of his tenure as President of this great nation it is imperative that he seriously considers leaving this country in a truly united form. A united form as the country was during the early struggles for independence under the great leadership of Joshua Mqabuko Nkomo, where every Zimbabwean was a son of the soil and was an equal citizen in the country.
During the constitution making process, we were consulted intensively as Zimbabweans on our possible way forward out of our squabbles and we agreed that a Truth and Reconciliation commission was our only way forward. We agreed to have this commission as a matter of urgency within the first ten years of our new constitution of which indeed some of us viewed this period as very short period. Already three of the ten years have since elapsed and nothing has been done yet we remain with the two major tribes of the country at each other’s throats over a known but ignored issue.
Mr. President, it will extremely be unfortunate if you had to leave governance of the country in which ever way without having people sit down and talk this matter over and bring unity, truce and reconciliation between the people. We don’t want a situation where those who will remain in charge after you will try to absolve themselves and throw all the blame on you and some who have since passed on or retired from the politics of the country.
It will further be very unfortunate if the matter of the Gukurahundi atrocities would be left in the hands of generations who never experienced them as it will certainly be wrongly handled based on the extremely distorted history of this country or based on information passed over to our children by us angry parents of the generation that experienced or witnessed the Gukurahundi times.
This is my genuine plea as a concerned citizen of the country to President Mugabe who we would love to see leave behind a great legacy not one to be followed by a nation left behind with anger and hatred of each other. We are certainly tired of fighting the excess salt fights when we all know where our real issue lies.

Bloodbath: Kasukuwere Rubbishes Chombo
War has broken forth in ZANU PF with the national political commissar, Saviour Kasukuwere rubbishing declarations by pro-Emmerson-Mnangagwa strongman Ignatius Chombo that the politburo is going to discuss Professor Jonathan Moyo’s use of social blogging website Twitter.
In what analysts signalled as the sure signs of imminent bloodbath, Kasukuwere told journos Zanu-PF had no time discussing social media issues in its Politburo meetings.
He accused the Mnangagwa controlled media of trying to craft the agenda for the ruling party.
He told journos after meeting the party’s provincial chairpersons and some members of its affiliate organisations in Harare yesterday that Zanu-PF had serious issues to discuss.
His remarks differ from party spokesperson Simon Khaya Moyo and Secretary for Administration Ignatius Chombo’s assertions that the abuse of social media by some party members was cause for concern and might be up for discussion at the Politburo meeting set for next Wednesday.
“This is the beginning of greater wars,” said analyst Gerald Ncube.
Organs of the party such as the Youth League have through the State Media voiced what they termed “grave concern” over the abuse of social media, while the Zimbabwe National Liberation War Veterans Association, which is an affiliate organisation, also registered displeasure on the same issue with the police weighing saying social .
The concerns came in the wake of frenzied tweeting by Higher and Tertiary Education, Science and Technology Development Minister Professor Jonathan Moyo, who has been attacking fellow Zanu-PF members on social media.
Said Kasukuwere: “I am actually surprised that you make social media an issue. It’s not an issue and we hear you telling us about the Zanu-PF Politburo agenda. You think we meet here to talk about WhatsApp?
“We meet here to discuss serious business, so stop dragging us into your small issues of the social media. We have much more serious work to do. We have much more serious things to worry about. That kind of directionlessness will not be part of what Zanu-PF stands for.
“We are surprised that you have already crafted an agenda for the Politburo when it meets. That agenda is approved by His Excellency and the secretary for administration. They are the ones who work on what the party will discuss and I want to say please no to agenda setting.
“We don’t discuss what you want us to discuss. We discuss issues that affect the generality of our party membership and how to assist the people of Zimbabwe.”
Kasukuwere said social media was not an issue to the party.
“I want to say to the Press please, please don’t misquote us and don’t turn around and make social media an issue,” he said. “It’s not an issue for us here. If it is an issue to you, let it be to you, but for Zanu-PF we are clear on what we stand for.”
When asked that President Mugabe in his official capacity as the First Secretary of Zanu-PF once implored party members from abusing social media, Kasukuwere interjected and said: “Don’t create problems to say Kasukuwere has gone against ah, ah no, no, please I have said don’t agenda set for the party.
“Please let the party do its work. If we are to discuss anything of that nature, can’t you allow us to discuss it quietly in our confines as a party?
“Why does it have to be the President said this, the President said this. Aah, aah, please when the President speaks we all listen to him, but don’t then go overboard and try and blow things out of proportion. The party is intact.”
Without elaborating, Kasukuwere said in a few days there would be some action to show support and loyalty to President Mugabe.
Kasukuwere said the party was ready for the 2018 elections and next week the commissariat department would be meeting provincial structures, starting with Matabeleland South.
He said he was not happy with the kind of reportage coming from the public media.
“We want to call upon our State-owned newspapers to help build the party,” he said. ‘’Like I said, let us not allow individual desires to become national desires. We have a country, we have a party, we have a leadership.
“I am appealing to the Press, please tone down the volume. We are not excited at all with the amount of noise that continues to occupy the front pages of this country. We deserve better news. We deserve better stories that unite, develop and move our nation forward. We are making a genuine appeal to all the leadership in the media that let us build our nation.”
Kasukuwere said the party leadership should disseminate developmental information on Zim-Asset and how the party and Government were dealing with challenges confronting the country.
Bombing Mugabe: I Had A Right to Attack President
Zimbabwe People’s Front political party leader Owen Kuchata, who was arrested while trying to petrol-bomb the First Family’s Alpha Omega Dairy farm in Mazowe, on Friday admitted that he indeed wanted to bomb the dairy, and that it was his idea to commit the offence.
Kuchata (34), who does not have legal representation, is jointly charged with Borman Ngwenya (30) on charges of insurgency, sabotage banditry or terrorism.
Their other accomplices Solomon Makumbe (29) and Silas Pfupa (37) were discharged on the charges at the behest of Prosecutor General Johannes Tomana, but are jointly charged with treason emanating from their actions.
Tomana has since been arrested for acting unlawfully by releasing the duo and is on $1 000 bail with stringent conditions. Kuchata is facing an additional charge of money laundering for terrorism purposes.
He appeared before regional magistrate Mr Hoseah Mujaya for plea recording yesterday and pleaded guilty to trying to petrol-bomb the First Family’s dairy.
Mr Mujaya asked if he had the right to do so and Kuchata in response said, “Since I am representing the rights of other Zimbabweans, I had the right to bomb his private property because Robert Mugabe is causing disorder and problems in this country.”
He said he is the one who gave Ngwenya $36 to purchase the materials for making the petrol bombs.
Kuchata later excepted to the charge of terrorism, arguing that Alpha Omega Dairy was not a Government property, but President Mugabe’s private property, hence the terrorism charge did not stick.
“Your Worship, I have a question, ‘Is Gushungo Dairy the property of the Government of Zimbabwe or the property of Robert Mugabe as an individual?’” he asked.
Prosecutor Mr Michael Reza maintained that terrorism charges were appropriate, saying the attack was not targeted at the dairy as an outfit, but at the office of the Presidency of Zimbabwe.
Kuchata said if that was the case then he was denying the charges and this prompted Mr Mujaya to change the plea to not guilty. His trial date has been set for February 24. Kuchata and his alleged accomplices Ngwenya, Makumbe and Pfupa are facing another serious charge of treason after further investigations revealed that they sought to overthrow the Government through unconstitutional means.
Treason charges emerged after it was discovered that the quartet established a militia training base in Mapinga, Mashonaland West, where they planned to commit terror acts, sabotage and banditry.
It is alleged that they proceeded to President Mugabe’s rural home in Zvimba where they carried investigations identifying suitable vulnerable points to sabotage.
On the terrorism charge, Makumbe and Pfupa were released before plea under the instructions of Tomana who is said to have unilaterally suggested that the two be treated as witnesses.
It is alleged that last week police received a tip-off that Kuchata, Ngwenya, Makumbe and Pfupa were planning to bomb Alpha Omega Dairy’s processing plant and tuck shop during the night.
The dairy’s processing plant and tuck shop are located at Gushungo Dairy Estate, Jumbo Road in Mazowe. Acting on the tip-off, the police proceeded to the farm and laid an ambush about 100 metres from the quartet’s target.
Around 10pm, the detectives saw the men approaching the dairy’s processing plant and immediately arrested them. They searched them and recovered four Molotov cocktails (bombs) made of petrol, ammonium nitrate, nails and sand in 750 millilitres Chateau brand empty bottles.State Media
Horror, Murder In Mutare
A 36-year-old man was on Sunday brutally killed and his body was discovered with some deep cuts on his neck and privates. The deceased, Simon Chamupaningi, who was a security guard in Mutare’s low-density suburb of Murambi, had his privates pierced and separated into pieces. He also had huge wounds around his neck. Manicaland provincial police spokesman Inspector Tavhiringwa Kakohwa said the murderer was still at large and investigations were in progress.
“We have since launched a manhunt to bring to book the culprit who killed Chamupaningi,” he said. He appealed to members of the public with information leading to the arrest of the perpetrator to contact the nearest police station.
“Chamupaningi, who resided at 40 Manica Avenue in Murambi, was employed as a security guard in Morningside. “On January 31, in the evening, he told his wife that he was going for a beer binge.
“Later that evening, a man who had visited an Ivorian who was Chamupaningi’s employer saw his body lying lifeless a few metres from the gate. “He alerted police who attended the scene. He had multiple injuries on his neck and privates,” said Insp Kakohwa.
Chamupaningi was on Wednesday morning laid to rest at his rural home in Odzi. He is survived by his wife and three children. The family of the deceased, in an interview on Wednesday, suspect that the way Chamupaningi’s body was butchered could have something to do with ritual practices.
“It’s sad Simon had to go this way. I last saw him on Saturday and he was in a jovial mood. “All was well and we talked at length. I never thought something like this could happen to him the day that followed.
“We knew him as a peace-loving person who was friendly and responsible. “When police notified us that he was no more, we initially could not believe it. “We strongly suspect that some daring people could have done this for ritual purposes.
“His death is a sad loss to the Chamupaningi family. “We leave everything to police to do their job and we strongly hope the perpetrator will be apprehended in due course,” said Simon’s elder brother, Sam.State Media
ZRP Cop in Gun Attack on MDC Spokesman
MDC Spokesman Kurauone Chihwayi had a gun pointed at him and was beaten up by a ZRP officer.
The incident happened on Wednesday.
Mr. Chihwayi told ZimEye he was pinned to the ground. ‘We were meeting clients in Gunhill and Highlands area,” he said.
He continued, “when we got to Orange
Groove Drive we decided to stop for some rest; that’s when this rogue police officer emerged from the house and charged towards us.”
He said he was beaten up.”We were two but he dragged me into the yard at gunpoint and forced me to lie face down while beating me at the back and pouring water all over my body.”
The case is now filed with Highlands Police Station.
“I have reported the matter to the police and RRB 2694007 was opened at Highlands police station.
“I am currently experiencing severe side pains and the possibility of a kidney damage is very high. Police commissioner Augustine Chihuri’s name is being dragged into the mud by these rogue elements who mann VIP houses,” he said.
Mngangagwa Blocks Biometric Elections Breakthrough
Vice President Emmerson Mnangagwa has blocked the move to utilise biometric technology for national elections, MDC leader Morgan Tsvangirai says.

We meet amid a serious natio
nal crisis, now worse than what it was a month ago when I issued my end of year statement. Since then, things have gotten worse as exemplified by the promised bonus for civil servants still to be paid out, with the chances of it ever being paid out getting slimmer and slimmer by the day. In the countryside, poverty levels have worsened and people have no money in their pockets, a situation exacerbated by the food shortages that are set to worsen following yet another bleak farming season.
As a region and as a country, we are bearing the brunt of climate change, a serious issue that needs attention at policy level especially now as the entire SADC region faces a burgeoning food crisis. Millions of our citizens are staring starvation in the face unless we get urgent assistance to import about 1, 8 million tonnes of grain for both people and livestock. At the moment, we are told the country only has a paltry 250 000 tonnes of maize but surprisingly, but it took this government six months until only yesterday to declare this catastrophe a national emergency!
A debilitating crisis
In Matabeleland South, Masvingo and other parts of the country, Zimbabweans face imminent hunger. But amid all this looming starvation coupled with an economy on the ropes, no one is paying attention to this national crisis. There is no government response as Zanu PF is busy with what has become the grand preoccupation of everyone in this government—-the fight to succeed Mugabe.
We in the MDC have no intention to join their debate as the man declared at the recent AU summit that he will die in office. Our only concern is that whoever is in charge of the country at any given time must commit themselves to ensuring a stable, democratic country characterized by tolerance and prosperity. But while Rome is burning, the President and his two deputies could not afford to miss the luxury of their annual vacations outside the country, at the taxpayer’s expense, of course. In the case of one of the Vice Presidents, he came back from his annual vacation to continue with his occupancy of a five star-hotel in Harare, with his whole family including his grandchildren, again courtesy of the taxpayer!
Indeed, the current state of the nation resembles a national funeral; we are currently battling to meet our pledge to multilateral financiers to service billions of our external debt by April, there is 95 percent unemployment in the country, internal power generation capacity has drastically gone down; civil servants are on the edge because of unpredictable pay dates and their outstanding bonus while our public hospitals have run out of basic essential drugs. I have been meeting Zimbabweans across the country in the past few weeks and they have been telling me that the current crisis and the collapse of basic services are in sharp contrast to the good old days of the MDC in government! They were forthright and honest with me as to their trust and faith in the capacity of this party and this leadership.
It is now a matter of public record that the country’s economy is in turmoil. There is a serious liquidity crunch while revenue collections have drastically dwindled, typified by government’s failure to meet its wage bill. At a time when our economy needs a massive capital injection, no one is prepared to invest in the country and FDI has dried up. There is minimum trust and confidence in this government. As ordinary people, all we hear of are mega deals with China, amid this mega poverty in the country. These mega deals have not had any meaning and significance outside the government pronouncements in the State media. These billion dollar deals remain mere newspaper content that has not changed the lives of the people. From where the people stand, all they see around them is only poverty, suffering and looming starvation!
Just over a year ago, I published a treatise on my personal reflections, in which I described the country as having been turned into a huge mall of vendors; indeed a highly informal economy in which everyone is trying to sell something to someone. The situation is now even worse and the high unemployment level in the country and the economic collapse have become the most portent threat to national stability.
It is pertinent to note that the national crisis largely stems from the crisis of legitimacy, spawned by yet another stolen election in 2013. Since that monumental fraud, there has been a serious deficit of confidence in the regime in Harare. Unless and until we return to legitimacy through a truly free, fair and credible election, the national crisis will not relent. The collapse of the economy and its attendant problems are a mere window through which the political crisis of legitimacy is manifesting itself. The region, Africa and the rest of the world have to assist Zimbabweans in their call for far-reaching electoral reforms that will ensure a return to legitimacy.
We as political parties have joined hands in this national demand. In an unprecedented move, more than 10 political parties have signed up to the National Election Reform Agenda (NERA). Indeed, a truly credible election is now a precondition for the return to legitimacy, which must become an issue of national priority.
The demand for a credible election
As a party our decision not to participate in elections until the implementation of far-reaching reforms has resulted in a fruitful debate in the country and important steps being taken in the correct direction. That ZEC itself has acceded to a biometric voters roll and the debate around the involvement of the United Nations in running our elections are all issues on the front seat of the national debate because of the decision we in the MDC have taken against participation in mere rituals disguised elections.
We note the disturbing statements from Emmerson Mnangagwa that the UN and other countries except only those in Africa will be invited to observe our elections. He also disputed the ZEC position that it was seriously considering using a biometric voter’s roll, raising suspicion as to whether the electoral management body is really independent at all. The law is very clear that it is ZEC, an independent body, which must run elections and invite observers. For the executive to interfere and usurp this role by making premature statements on the biometric roll and observer missions; issues that fall under the purview of the election management body, vindicates what we in the MDC have always said that Zanu PF rigs elections and meddles with the work of independent conditions. Mnangagwa’s statements confirm that he is the hardliner that he has always been and not the reformist that some in the diplomatic community had begun to think he was.
We in the MDC welcome new, positive developments around elections and urge ZEC to reassert its independence. The electoral management body must adhere to SADC and AU standards governing the conduct of elections. They must proceed with the biometric voters roll in line with regional standards and, with the involvement of all stakeholders, come up with a comprehensive and cogent framework to facilitate voter education, a fresh voter registration exercise and other election logistics. The UN must not observe the elections, they must run them. Given our unique situation, the UN remains the only credible international body that should be involved in the actual management of the election to the satisfaction of all the parties.
Implementing the Constitution
Our government is not only struggling to meet its basic obligations but has abandoned all pretence at democratic governance. Chief among its many crimes is the failure to align the country’s laws to the new Constitution, crafted and overwhelmingly endorsed by the people of Zimbabwe in May 2013.
In that Constitution, among many other progressive provisions, Zimbabweans said they wanted devolution but more than two years after the election, that revolutionary provision has not in any way been implemented as the governance system remains highly centralized. What the Zanu PF government has done instead is to appoint Ministers of Provincial Affairs even in the two metropolitan provinces of Harare and Bulawayo where they lost dismally.
That new Constitution is one of our major success stories as the democratic movement in Zimbabwe but the government is developing frozen feet in living true to the wishes and aspirations of the citizens as expressed in that charter. Ours is a government that remains contemptuous of any agreement with anyone, including with its own people.
I also wish to advise that the current demolitions of people’s homes in Harare are diabolical and a gross violation of human rights. The people must know that it is government that is demolishing people’s houses. We have directed our councils not to destroy people’s homes but to ensure that those with destroyed homes are relocated to properly planned settlements under the direct authority of an elected local government. Most of these settlements now being demolished were unplanned dwellings encouraged by Zanu PF itself which the same government is now demolishing. On our part, we have instructed our local authorities to make sure that they do the humane thing, which is to relocate these stranded and homeless people to properly sanctioned areas.
The challenge for the region and the international community
For the region, Africa and the broader international community, the immediate challenge is the pending humanitarian crisis that needs to be addressed. This country alone will not be able to sufficiently mobilize adequate food stocks required, itself a sad indictment on the much-vaunted land reform programme that has not been underpinned by productivity. The country needs international assistance to mobilize humanitarian assistance to avert the imminent starvation and to ensure food security.
Related to this is the partisan distribution of food. We in the MDC have had our supporters being denied food handouts in most parts of the country because of their political affiliation. In parts of Manicaland, our people have stormed GMB depots and bravely demanded that food handouts be given in a non-partisan manner. There is indeed going to be a huge national demand for transparency and non-partisan distribution of food by our supporters in all parts of the country. Zanu PF should stand warned that we have told our supporters throughout the country to be vigilant and to boldly demand their share of what they should legitimately get from government.
Beyond the deceptive veneer of a stable country is a monumental crisis of multiple proportions that could implode any moment. Due to this government’s culture of repression and its unique capacity to successfully prevent people from expressing themselves, it would be folly for Africa and the world at large to mistake the people’s induced silence as a sign of stability in the country. What the world needs to appreciate is that when Zimbabweans eventually express themselves—as they certainly will in the not-so-distant future—the implosion will engulf the entire SADC region.
The current false peace is just calm before the storm. Given the worsening situation, it is only a matter of time before things come to a head; and the international community should take heed.
Until very recently, President Mugabe was the chairperson of the African Union and SADC. It appears some in Africa and the broader international community had allowed his occupation of those rotational positions to cloud them from making an objective and rational judgment regarding the situation in Zimbabwe. Only last week, he was breathing fire and brimstone on the need to reform the United Nations Security Council.
Yes Mr President. We agree that the UN must be democratised. But charity begins at home. There must also be reform in Zimbabwe in every aspect of our lives. This country must also be democratised so that no one lives in fear of being another Itai Dzamara.
I am aware that the EU has decided to re-engage Zimbabwe and I know that the people of Zimbabwe stand to benefit from any form of re-engagement. But I wish to restate our position that the international community must not just re-engage without a framework. They must insist on implementation of agreed electoral conditions and the embracing of universally acceptable standards by the authorities in Harare. The world must insist on the need to respect the rule of law and the conditions sanctioned by SADC to ensure that the next election is vaccinated from the periodic mischief that has blighted the credibility of all our elections.
Any re-engagement must be accompanied by a stubborn insistence on universally accepted standards that ensure the guarantee of full freedoms and the enfranchising of the ordinary citizen. Any re-engagement must be alive to the past and present acts of omission and commission and the crimes committed against the innocent citizens of the people of Zimbabwe.
The challenge to the democratic movement
However, I do not wish to only pose challenges to the world without giving the same challenges to us as opposition parties and the broad democratic movement. Petty squabbles and hatred of fellow opposition personalities must not cloud us from the patriotic responsibility to confront Zanu PF and to chart a new Zimbabwe together. Collectively, e must outgrow the selfish mindset of thinking that we can go it alone. We all need each other as a broad family of united, patriotic Zimbabweans if we are to bring a new democratic dispensation whose hour has come!
We definitely need each other and that is why the party I lead took a resolution at the last Congress that we will work with other like-minded institutions to confront the beast. In the same vein, I wish to commend other political parties with whom we crafted the National Electoral Reform Agenda. NERA is clear evidence that it is possible for us to come together and I appeal for the same spirit of patriotism to continue bringing us together on many other issues on which our togetherness will yield positive results for the sake of our beloved country.
I want to warn Zanu PF under the ambit of NERA, we will collectively do everything—-and I mean everything…..to ensure that we have credible election in 2018.
As the broad democratic movement, we have many points of convergence and it behoves upon us to harp on those areas we agree on so that we work together for the sake of our country. It is clear the only game changer ahead of the next election is for us in the democratic movement to work together and re-ignite the floundering confidence of the people of Zimbabwe that the change we seek will indeed be achieved in the very near future.. We owe it to history to seize this moment and work for our country. I remain encouraged by the spirit of togetherness that is gathering momentum amongst us. I want to boldly declare to the people of Zimbabwe that beneath the current facade, we are surely and definitely finding each other, the only condition being that any discussion must be a discussion of institutions and not individuals.
Conclusion
It is clear that that the country needs to open a new leaf. We cannot continue like this and it is inevitable that something has got to give! We in the democratic movement have no option but to come together and, as I have said, I am encouraged by the fact that we seem to be finding each other.
To our colleagues in Zanu PF, I reiterate the proposal I have always given them. It would be in their best interest if they agreed to a dialogue of a broad cross-section of stakeholders beyond just political parties. Our experience is that we need more than an elite conversation of political parties. We need a conversation of Zimbabweans; a conversation that must include business, labour, the informal sector and all the other stakeholders and interest groups keen on finding a lasting solution to the country’s crisis.
Indeed, once bitten, twice shy. This national conversation should not be premised on the intention of forming another inclusive government but on hammering a way out of the crisis of legitimacy. We need to agree on a framework for a truly free, fair and credible election. Only then can we begin to resolve the country’s crisis. Zanu PF may spurn this call for a national conversation but history will judge them harshly for having buried their heads in the sand in this crucial hour. If Zanu PF chooses not to talk with the broad section of stakeholders, then Zimbabweans in their broad sense will definitely speak to each other to the exclusion of Zanu PF.
In the past few weeks, I have been meeting with ordinary people in Harare, Chitungwiza and Bulawayo. I feel emboldened and encouraged by the unstinting faith that the ordinary person has with this people’s project called the MDC. They still remember with nostalgia the days of the MDC in government when we opened schools, hospitals and other basic services that had been shut down by Zanu PF incompetence.
They miss our competent hand on the wheel of government. The glorious past of national stability, national peace and national prosperity with the MDC in government has become a distant past……..indeed a distant past that Zimbabweans can only remember with nostalgia. It was heartening during my interactions with the people in the past one month to note that apart from their poverty and suffering, they still retain unstinting faith in us; indeed they are certain that a new Zimbabwe beckons and is definitely on the horizon.

$1,8 Billion “Mysteriously” Vanishes
Zimbabwe on Thursday tightened controls on offshore investments to plug foreign currency leakages after the country lost $1,8 billion in illicit financial flows last year — over a third by individuals.
Zimbabwe is in the throes of a cash squeeze after abandoning its hyperinflation-ravaged local currency in 2009 and adopted mainly the US dollar whose supply is limited. Presenting the Monetary Policy governor John Mangudya said foreign currency outflows were worsening the already critical liquidity in the economy.
RBZ records show that $684 million was externalized by individuals in 2015 for various for various purposes that include donations, investments and account transfers.
Firms externalized $1, 2 billion in the form of export sales proceeds and highly inflated management fees, technical and professional fees.
“In order to guard against externalisation by related companies through service payments, management fees, technical fees, service fees or by whatever name they come under, shall not exceed an aggregate of 3 percent of revenue and shall require Bank approval,” said Mangudya.
“Individual and corporate investments offshore of more than $10,000 should be declared to authorities with any such investments in the future requiring Bank approval.”
Mangudya said despite the leakages the banking sector was in a sound state in 2015 with deposits going up 11, 2 percent to $5,6 billion as at 31 December.
Non-performing loans went down from 14, 5 percent as at June to 10,9 percent in December.
“This is largely attributable to the disposal of qualifying loans to ZAMCO and the effective credit risk management strategies employed by banks.
In order to increase liquidity and minimize payment gridlocks the central bank increased financial institutions’ nostro limits from five to 10 percent of the bank’s total deposits.
Mangudya also said Zimbabwe will now allow foreign investors to buy stakes of up to 49 percent in companies listed on the Zimbabwe Stock Exchange from 40 percent previously to boost investment.
The southern Africa country’s economy is suffering from low growth and a devastating drought pressured by low commodity prices and a strong US dollar.
“We have also increased the threshold of foreign investors on the stock exchange from 40 percent to 49 percent in line with the indigenisation and economic empowerment policy,” said Mandudya.-Source

The Prosecutor General as everyone else, has the right to equal protection and benefit of the law. The MDC-T is all the same concerned that the arrest and prosecution of the Prosecutor General for decisions made in handling a prosecution tend to undermine the guarantee in

20 Headmasters Suspended for Theft
Twenty school heads in the Midlands Province have been suspended for allegedly embezzling school development association (SDA) funds and fraud.
Among the suspended are the Guinea Fowl High School head Manson Mudzingwa and Kwekwe High School headmaster only identified as Shumba, who were served with suspension letters last week.
Mudzingwa is allegedly facing 19 counts to do with of abuse of office, SDA funds and school property. Shumba is allegedly facing one count of improper association for yet unknown charges.
The suspension of the school heads is a follow-up on the purge of unscrupulous Government school heads by the Ministry of Primary and Secondary Education.
Ministry officials said at least 10 school heads were suspended after a recent audit conducted by the ministry exposed misappropriation of funds in the schools.
Midlands Provincial Education Director Agnes Gudo confirmed the suspension of the school heads.
She, however, said the number of suspended school heads was not more than 20.
Gudo also did not divulge the amounts involved but parents said the amount ran into millions of dollars.
“Yes, there are school heads that have been suspended but I have no actual numbers but they could be around 10 school heads,” she said.
Patrick Zumbo, the spokesperson for the Ministry of Primary and Secondary Education, promised to respond to questions from Chronicle on the exact number of suspended school heads by the close of business yesterday but had not done so.
Last year in November, the heads of Chikumbiro Primary, Mkoba 3 and Nkululeko High Schools were suspended after being implicated in the financial rot following audits.
Mkoba 3 High School headmaster Ronnie Munhenzwa and his Nkululeko High counterpart Jealous Sungwa were served with suspension letters on November 2.
Tariro Matongo, the head of Chikumbiro Primary School, received her letter a week earlier.
Also last year, in Bulawayo Milton High School head William Ncube and his deputy Nosizi Muleya were suspended for alleged abuse of funds.
Townsend High School headmistress Millicent Moyo was censured for contravening the Public Finance Management Act and the Treasury Instructions Act after auctioning pupils’ cellphones without permission.
Forensic audits ordered by the Ministry of Primary and Secondary Education have revealed that school authorities across the country could have embezzled millions of dollars from levies paid by parents.
According to the report, about 1 800 schools (18 percent) have been audited and the exercise has unearthed massive doctoring of accounts and documents to conceal the shenanigans.
Professor Paul Mavhima, the Deputy Minister of Primary and Secondary Education, confirmed that the audits unearthed massive theft of funds by school authorities.
He said schools were handling about $1 billion in levies each year.

British Land Grabber Dr Nyatsuro must be stripped of citizenship – Tapa
Thousands of Zimbabweans in England are calling for the stripping of British Dr. Sylvester Nyatsuro and his wife of their citizenship.
The two who run a Nottingham based clinic, are named for having “violated” a white farmer by taking away his property which the man legally acquired from the Zimbabwean government in that country.
The thousands led by former MDC chairman Ephraim Tapa, are calling for British prime Minister David Cameron to revoke the of the British doctor’s citizenship.
“The Nyatsuros are connected to Grace Mugabe,” said the group in a statement.
“Why should a British doctor want a farm in Zimbabwe when he is in full-time employment here and has no known farming expertise? We ask that Dr Nyatsuro’s citizenship is revoked on the grounds that it was obtained by means of ‘fraud, false representation or concealment of any material fact. We also question his suitability to run an NHS clinic in Nottingham while farming in Zimbabwe,” they continued.
Recently the British embassy in Harare told ZimEye.com they were closely watching the developments, that is, the raiding of the white farmer’s land.
Meanwhile, Nyatsuro defending himself said he is doing nothing wrong as he been handed the farm by the Zimbabwean government, although he is not a resident citizen of the African nation.
China MegaDeals Crumble
Zimbabwe and China’s much-vaunted multi-billion dollar mega-deals in various sectors of the economy are hanging in the balance amid indications that Sinosure, a leading Chinese insurance company, is reluctant to guarantee more financial loans from Chinese banks unless Zimbabwe clears at least US$50 million in debt arrears and shows commitment to paying its debts estimated at US$1,5 billion.
As of 2014, China had advanced more than US$1 billion in concessionary and preferential loans to Zimbabwe in addition to US$100 million in grants and interest free loans, according to information provided by the Chinese embassy in Harare.
By the time Vice-President Emmerson Mnangagwa visited the Asian powerhouse in July 2015, seeking an emergency rescue package, loans advanced to Zimbabwe had grown to US$1,5 billion. The Chinese asked Mnangagwa to ensure that government comes up with a payment plan to settle the debts.
Initial agreements for the deals, which are now in jeopardy, were first signed between the two countries when President Robert Mugabe visited the world’s second largest economy in August 2014, resulting in optimism that Zimbabwe would receive US$4 billion to fund projects in construction, energy and telecommunications sectors among others.
Chinese leader Xi Jinping reciprocated the visit last December resulting in the two countries converting the Memorandum Of Understanding into concrete ag-reements.
China agreed to extend loans to Zimbabwe amounting to over US$1,1 billion for the expansion of Hwange Power Station and TelOne’s broadband access project.
Government officials revealed Sinosure officials visited Zimbabwe in January as part of a Chinese delegation following up on the deals. The officials expressed unwillingness to guarantee loans to Zimbabwe because of the country’s poor loan repayment record.
“During the visit of some Chinese officials last month, the issue of clearing arrears on previous debts was raised and government was made aware that Sinosure will not guarantee any loans expected from the China Export and Import Bank. This means loans to fund the projects in energy, telecommunications and construction will not be forthcoming until Zimbabwe clears its arrears,” said a government source.
“Our hope as a country lies with China and if that money does not come, then we will be in trouble, should I say, we will be in a mess as a country. Our light at the end of the tunnel is China honouring those deals,” he said.
Attempts to get comment from Sinosure were unsuccessful as they were unreachable by telephone. However, its website indicates that although it is state-funded, “it is an insurance company with independent status of legal person”.
Established in 2001, Sinosure is mandated among other things, “to promote Chinese exports of goods, technologies and services and national enterprises’ overseas investment, by means of export credit insurance against non-payment risks.”
This is the second time Sinosure has raised the red flag over Zimbabwe’s poor debt repayment record.
In 2014, the insurance firm also refused to guarantee loans from Chinese banks to Zimbabwean companies because of the government’s failure to repay arrears already owed to China amounting to over US$60 million.
Finance and Economic Development minister Patrick Chinamasa signed two loan agreements for the expansion of Hwange Power Station and TelOne’s fibre optic project with chairperson of the China Eximbank Hu Xiaolian.
An amount of US$98 617 482,19, also at a concessionary rate of 2% per annum over 20 years, will be extended to TelOne to finance backbone network and broadband project. China also gave Zimbabwe a grant of 400 million Chinese renmimbi (US$65,5 million) for the construction of the new Parliament building and the National Pharmaceutical Company (NatPharm) warehouse.
The loans, according to Chinamasa, will take effect in the first half of 2016. The finance minister on Wednesday told delegates attending a World Bank function that three energy projects are expected to reach financial closure this year.
Zimbabwe’s solar power projects, including the US$202 million for the 100 megawatt plant set for Gwanda, in Matabeleland South, is also in jeopardy. Zimbabwe Power Company executives were this week scheduled to travel to China to finalise funding arrangements for the projects with Export Import Bank of China.
The bank, however, needs a guarantee from Sinosure before releasing any funds.
Former Chinese ambassador Lin Lin, who left Zimbabwe four months ago, warned of the possibility of Sinosure refusing to guarantee new loans to Zimbabwe in an interview with this newspaper.
“For any new projects, which need more loans from the Chinese side, we should also consider the capability of the Zimbabwean side. The banks and even insurance companies have their own terms for providing or giving guarantees for any lines of credit so it needs goodwill and good understanding on both sides. I hope there will be more co-operation and more projects with the help of Chinese institutions,” said Lin.
Sinosure’s concerns will come as a blow to Zimbabwe which already owes several other multi-lateral lending institutions billions in debt arrears, including more than US$1 billion owed to the World Bank. The African Development Bank is owed in excess of US$600 million while the International Monetary Fund is owed over US$120 million.
Finance minister Patrick Chinamasa has committed himself to paying up the arrears on the IMF/World Bank debts in the hope of opening up avenues for further loans but even that may not be enough as the United States could still block any future lending to Zimbabwe until the country makes significant improvements to its human rights record including respect for property rights.
Only last week, Bob Corker, the US Senate committee chairperson on Foreign Relations wrote to the US Treasury secretary Jacob Lew, requesting the American government to block any new lending to Zimbabwe until the latter meets conditions that include the “restoration of the rule of law, electoral reforms and security sector reform.”
Chinamasa did not answer calls to his mobile phone this week or respond to messages seeking comment. The Chinese embassy also failed to respond to emails sent earlier in the week despite asking for written questions.
However, a top government source said failure to honour the Chinese deals puts Zimbabwe in a very tight spot, as all hope lay with the Chinese pouring in US$4 billion into the local market. – Independent
Army Hit By Mass Food Shortages
The Zimbabwe National Army (ZNA), which last year introduced forced leave on soldiers as a cost cutting measure, is struggling to feed soldiers in army barracks countrywide, it has emerged.
Elias Mambo|Standard| Military sources this week said the barracks have been running without adequate food supplies forcing soldiers to improvise and look for alternative food sources.
Efforts to get a comment from the army were fruitless as the director of army public relations Lieutenant Colonel Alphios Makotore had not responded to questions sent to him by the time of going to print.
The army had requested that questions be sent to the public relations department in writing. An email was sent to the PR secretary Peter Kamonera who confirmed having received it and promised to send the responses before deadline. Sources, however, said the food shortages were dire.
“There were no supplies in Gutu (4,2 Combat group) barracks since Friday last week,” the source said.
“Supplies only came yesterday (Tuesday) but we are not sure whether the new supplies will take us through the forthcoming week,” the source said adding: “It was only rice that was delivered.”
Sources at the Commando Regiment headquarters in Cranborne also said food supplies were in short supply since the beginning of January.
“We no longer have breakfast. Lunch is provided but very few officers do eat in the canteen because it is mainly sadza and beans or at times cabbages. If it is not beans or vegetables then it will be sadza and sour milk which comes in bulk from Gushungo Dairy,” the source said.
Military sources also said Bulawayo’s 1 Brigade and Imbizo barracks have been hard hit by food shortages resulting in soldiers and army recruits surviving on boiled cabbages and beans.
Since 2013, the ZNA has been operating on a shoestring budget resulting in military bosses ordering soldiers to look for alternative accommodation, in a desperate effort to reduce costs by limiting the number of personnel staying in barracks.
This, however, comes at a time when the Defence ministry was allocated US$358 million by Finance minister Patrick Chinamasa in his 2016 budget statement.
Last year, ZNA ordered its members to go on forced one-month paid leave after every month in an effort to reduce expenditure on food bills, utilities and other expenses at barracks.
ZNA later introduced a forced two-weeks break for soldiers every month as a cost cutting measure, but ZNA members revealed that they were expected to be off duty for a month after every month.
This means members of ZNA effectively work for six months a year although they may be recalled at no notice should there be an emergency.
The army is reportedly, in addition to shortages of food, also struggling with basics such as uniforms.
This week Defence minister Sydney Sekeramayi admitted things are not well in the army and assured troops that his ministry was working tirelessly to improve their conditions of service, which have deteriorated over the years owing to poor economic conditions, which Zanu PF blames on sanctions although critics say it is because of the party’s ruinous economic policies.
“I know that for now there are challenges. These facilities are not adequate but you can be sure that the government is doing everything in its power to make sure that we have decent accommodation,” he said while addressing students of the joint command and staff on the country’s Defence Policy at the Zimbabwe Staff College.
Pastor’s Grandson Detained In Britain

After months of battling to survive under harsh and traumatizing conditions, a Zimbabwean 16 year old lad who is the grandson of a famous pastor held “captive” by the UK authorities, has suffered a mental breakdown due to post traumatic stress resulting from lack of professional and medical support, after being attacked, stabbed and apparently molested and neglected under the care of UK authorities since May 2015.
For months, his mother has been legally campaigning to get her son psychiatrically assessed to establish impact of the trauma he has been subjected to while in the care of the LB of Sutton, but her appeal fell onto deaf ears. The UK authorities were and are still determined to cover up their failures to exercise duty of care and to avoid financial litigation. They are therefore prepared to sacrifice the life of the Zimbabwean lad.
The mother has been barred from entering the UK and has been threatened with imprisonment for speaking out about her son. Her son is suffering from Post-Traumatic Stress Disorder, depression and anxiety but has received no medical attention since May 2015.
A court order has been issued, to block any contact between the lad and his family and relatives.
Yesterday 04.02.2016, the mother just received the email below sent by the boy’s solicitor apparently representing the wishes and interests of the lad, which indicates that the lad has finally been admitted in a mental health hospital.
This email was sent to the assistant of the judge presiding over this case.
What is alarming is that the solicitor, Mr (name withheld), is more concerned about the court hearing going on as usual instead of the welfare of the lad. He is a lot more worried about loss of his income in the absence of court hearings.

I write to inform you of a development in this case which I respectfully consider needs to be drawn to the attention of Mr. Justice McDonald, as well as to all parties (to whom this email is copied).
The Zimbabwean Lad snatched by the UK Authorities was compulsory detailed yesterday evening (3rd February) under Section 2 of the Mental Health Act 1983. He has today been conveyed to Springfield Hospital.
I anticipate that my colleagues who deal with mental health work will be instructed to make an Appeal to the Mental Health Review Tribunal as a matter of urgency.
This email is sent for His Lordship’s information only at this stage; I do not invite His Lordship to make any particular Directions arising out of it at this time.
It will still be important that the Lad is able to attend the Hearing on Friday 12th February. I would hope that any Mental Health Review Tribunal Hearing could take place prior to that date.
In the event that the Lad is still subject to compulsory detention under the Mental Health Act on 12th February, I am not sure whether any formal Order will be needed to arrange his production at the Hearing. If so, I shall write separately.
Whether the Lad remains in compulsory detention or not, I would respectfully suggest that the Local Authority will need to produce an updated interim plan for his care and (if appropriate) treatment in time for the Hearing on 12th February. If the outcome of any Appeal against the detention is not known at that stage, I would suggest that this needs to be on alternative bases. I hope that the Local Authority will do this without the need for formal direction.
I am now being led by Andrew Bagchi QC in this case, and have therefore copied him into the email as well. By coincidence Andrew Bagchi QC and I met with him for a pre-arranged conference this morning. For the avoidance of doubt, we are both of the view that he remains entirely competent to understand the proceedings and to give instructions.

One starts to wonder, whether the UN Convention on Rights of Children and the Hague Convention are there to genuinely safeguard the rights of children or to enable States to abuse children in the name of protecting their wishes and feelings……
“Biometric Voting to Block NIKUV Rigging” By Elton Mangoma
By Elton Mangoma| There has been talk of a possible introduction of a Biometric Voting System or BVS in short as a way of tackling the discredited electoral system in Zimbabwe.
We as RDZ are very much against its introduction, particularly at this time and we urge other political parties and civil society to think long and hard before they indorse BVR for the following reasons:
1. BVS main advantage is to curb duplicate voting, although duplicate voting takes place, it is by far not the main methods used by ZANU PF and ZEC to rig the election. The main method used remains the people in the Zimbabwe Electoral Commission (ZEC) and the electoral system they use.
2. BVR is a computer software system and there are a number of these systems on the market. It is still a relatively new system and not yet perfect. A computer system can fail, and BVR systems have failed before. Zimbabwe cannot afford this drama and experiment at this stage.
3. A computer system can be manipulated and very few if any of the political parties and civil society have any skill to detect such manipulation. This will be giving ZANU PF and ZEC a free hand to rig with the permission of the political parties. Colleagues, you cannot control what you do not know.
4. ZANU PF and ZEC control the passwords and any override authority. These are the very people whom the Zimbabwean people do not trust. They can alter the data at any time. Remember whoever has the authority to add a voters data, can change or delete it and none of us can ever detect it.
5. A person’s features change with age, illness and for the finger prints, with hard work, sweat and dirt. Hard work, sweat and dirt is a common feature with our hard pressed and hard working people. It is a standard for those employing biometric security systems to reset every so often.
6. Lest we forget in Nigeria last election the system failed to recognise Goodluck Jonathan the then President, a clear indication on the system’s shortfall.History tells us that where BVS has been used in Africa, voting extended to more than one day due to technical failures.
7. A computer system requires electrical power, which is extremely short in Zimbabwe. Many of the rural polling stations have no electricity and are far from any facilities. A computer can fail, power can go and any backup if any, provided, can also fail. We cannot ignore the fact that the system has a lot of technicalities, which Zimbabwe is not yet well versed with as we are still lagging behind technology wise.
8. ZANU PF are masters at intimidating the voters. A BVS accompanied by computers and the whole backup equipment, will easily be a new handy and not physically violent way of intimidating voters. In the past ZANU PF would intimidate voters using cell phones, now the BVS gadgets are more sophisticated and intrusive. The intimidation will be worse.
9. These are only some of the reasons and the above list is not exhaustive.
Way Forward
One of our principles as RDZ, it is to promote free voting which means voting in a free, fair and credible election devoid of violence, intimidation and rigging.RDZ suggest the following as a way forward in levelling the electoral playing filed
10. Voter Registration
Voter registration should be continuous as per the Electoral Act. All primary schools should be turned into voter registration centers. Every Zimbabwean has a right to vote and therefore voter registration should not be used as a way of denying citizens their right to vote. In 2013 less than 5% of the 18-25years age group were registered to vote. There has been no general voter registration for the past two and a half years. THIS IS VERY SERIOUS.In 2013, 9% of Zimbabweans were turned away as not being registered.
11. VOTING USING NATIONAL IDENTITY DOCUMENTS
If ZEC continues to fail to register voters, RDZ advocates that national identity documents be used as qualification for voting, as happened in the 2013 referendum. Wherever the vote takes place it will be counted towards the ward, the constituency and the province. It has been done before; it can be done again and is subject to less manipulation.
12. Assisted voters
In 2013, a total of 6% of the voters were assisted to vote. Included in this number were perfectly literate and able voters including teachers and nurses; all this through intimidation. Some of these signed, a proper handwritten signature on the Assisted Voters register. Many neatly placed an X on very limited space. The threshold for assisted voters should be raised and all election agents agree that a voter needs to be assisted.
13. Special and Postal ballots
The special votes and the postal votes should be tabulated separately at the ward command centre and never be mixed with the ballots at any polling station.
14. It is RDZ`s position that opposition parties should be involved in the whole voting process and this entails printing of ballot papers, serialisation, distribution, voting, auditing and placement of election agents. This would help in ensuring transparency of, and bring confidence to the whole election process.
15. Voter education should be intensified and made easier, with more players being eligible to carry it out. Voter Education should not be subjected to POSA when being conducted by political parties.
16. Political violence and intimidation should be dealt with firmly and with an even hand.
17. Equal access to state Media
18. Makarau remains both secretary of the Judicial Services Commission. This means courts are under Makarau and Zimbabwe Electoral Commission (ZEC). She must leave one of these posts to avoid conflicts of interest.
HOUSE DEMOLITIONS
RDZ is totally opposed to, and strongly condemn the past and ongoing house demolitions carried out by both the heartless ZANU PF government and the MDC-T local authorities. The stands were sold to these victims by the so called land barons, none of whom have been brought before the law. The local authorities witnessed the houses being built and did nothing at that stage. This is way past being inefficient and shows how CRUEL they are. They do not care and they enjoy when the common man is suffering.
As RDZ we propose that all these housing settlements be regularised by the city fathers. Further, housing stands should be allocated to all the married couples and single parents who need them.
RDZ stands on one of our key principles of REPARATIONS, and accordingly, all the victims of house demolitions should be compensated by Government.

Gumbo Attacks Tsvangirai
Tsvangirai Unfit To Lead Coalition:Rugare Gumbo |By Terrence Mawawa, Masvingo|People First national spokesperson Rugare Gumbo says MDC leader Morgan Tsvangirai does not qualify to lead the grand coalition of opposition parties expected to topple President Robert Mugabe from power in the 2018 plebiscite.
Gumbo who was in Masvingo last Saturday to meet the Masvingo Urban executive told reporters after the meeting Mujuru was the best candidate to lead the coalition -not Tsvangirai.
Gumbo said it was vital to come up with the grand coalition but was quick to say those who come to join People First should bear in mind the top post was occupied by Mujuru. He added if Tsvangirai and his party members intended to join Mujuru, they would be given other posts to occupy.
“We are quite clear on the issue of the coalition-yes it is very essential but let it be known that Mujuru is our leader and she will also lead the coalition.
There are no two ways about it.If Tsvangirai joins us ,he will be given something else to do but he will never lead the coalition and I tell you that will never happen.We can only consider him for other positions -that is if he decides to come to us,” said Gumbo.
The People First party is expected to mount a serious challenge for the presidency in 2018, although cynics still view the project as a Mugabe creation.
Gumbo boasted that if opposition parties did not join the People First in time. they would be rendered irrelevant in 2018.
“Those who seek political relevance must come to us in time because many people are dumping their respective parties to join us and we are going to officially launch the party by the end of the month,” said Gumbo.
Former Zanu PF provincial women’s league member Letwina Muparangi was introduced at the meeting following her defection from the ruling party.
Dzikamai Mavhaire, Kudakwashe Bhasikiti and Claudious Makova were among the senior party officials who attended the meeting.
Political observers say Gumbo’s sentiments are sadly contrary to the spirit of unity in the fight against dictatorship and oppression. Some political analysts feel Mujuru has not been weaned from the Mugabe ideology.
UK:Charles Kutyauripo Murder: Teenager Charged
A teenager has been charged with murdering a 16-year-old who was stabbed after a birthday party in east London.
Munashe Charles Kutyauripo, known as Charlie, was attacked at Ashton Playing Fields following his friend’s party at Woodford social club on Saturday 9 January.
He was taken to hospital but died from a stab wound to the chest.
The 16-year-old charged with his murder will appear at Willesden Youth Court on Wednesday. – BBC
Kereke Rape Case:ZRP Cops Dodged Investigations
The trial of Dr Munyaradzi Kereke continued this Thursday at the Harare Magistrates Court with the guardian of the two complainants testifying.
The witness revealed the police were reluctant to investigate the matter to its finality.
One of the key witnesses in the trial of Dr Kereke, Mr Francis Maramwidze who fought to have the matter issued a certificate of private prosecution up to the Constitutional Court, alleges that officers at Borrowdale Police Station doctored statements by witnesses to weaken the matter.
Mr Maramwidze says some of the statements had different handwritings, an indication that they were more people who were doctoring statements.
He says he went to the Police General Headquarters Complaints Desk reporting about the conduct of the police officers close to the investigations of the matter.
Maramwidze says at one point, six police officers visited his residence seeking the signatures of the complainants to close the docket, but he refused to cooperate in such machinations.
The accused, Dr Kereke came to his house more than five times seeking the family to withdraw the charges, alleges the witness.
Dr Kereke’s defence lawyer Mr Erum Mutandiro in cross-examination argued that the witness was not telling the truth.
Meanwhile, the private prosecutor Mr Charles Hwarara has successfully applied to have the Prosecutor General ordered to release the original docket.
The private prosecutor has indicated he will call two witnesses employed by the Reserve Bank of Zimbabwe to come and testify.-State Media
Diaspora Offload $1bn Cash Into Zimbabwe
Diasporans living and working in countries such as SA, the UK and the US sent nearly $1bn back home in 2015, accounting for nearly half of foreign inflows into the cash-starved economy.
Zimbabwe is battling a liquidity crunch that has been worsened by growing weakness in the currencies of major trading partners, the South African rand and Chinese yuan.
Reserve Bank of Zimbabwe governor John Mangudya said on Thursday there had been an increase in instances of illegal externalisation of funds by both individuals and companies.
“The current scenario in Zimbabwe — for example, where firms, especially those in the extractive sectors, and individuals are externalising funds, including export sales proceeds — defies economic logic,” he said in his Monetary Policy Statement for 2016.
Remittances by Zimbabweans in the diaspora amounted to $935m in 2015, he said, “which is about 48% of total remittances, which were about $2bn” during the same year.
The central bank said that in 2015, however, as much as $684m was externalised by individuals for various purposes that included donations, investments and account transfers.
“In addition, $1.2bn in export sales proceeds were externalised by firms,” the central bank said.
Zimbabweans have also been shunning the formal banking sector although profitability in the industry had improved, with about 15 banks notching up $127.4m in aggregate net profit. Only three banks made losses in 2015, said the policy statement.
The losses by the three banks have been attributed to “increased provisioning for bad and doubtful debts” which “however, weighed down on their performance,” resulting in losses.
Bad loans and defaults are also on the decline, with the nonperforming loans to total loans ratio declining markedly from 20.45% in September 2014 to about 10.87% by the end of December 2015.
The central bank has also now put in place measures to promote the usage of plastic money and online banking. It has also sought to tighten policy measures on usage and carriage of large amounts of cash by both businesses and individuals.
“Prior reasonable notice of not less than a day should be given to financial institutions for all cash withdrawals of an equivalent amount of above $10,000,” Mr Mangudya said.
Zimbabwe is forging ahead with reforms of its banking sector to improve stability and transparency, and a bill awaiting President Robert Mugabe’s approval will jail reckless bank managers in the event of bank collapses.
Zimbabwe has been hit with bank failures in the past four years, most of them blamed on poor corporate governance and insider loans.-State Media
ADVANTAGES OF BIOMETRIC VOTING

Each body part is unique and Biometrics uses your unique identity enable to activate something or unlock something. Biometrics encompasses Voice, Vein, Eye, Fingerprint, Facial recognition and more. All information is held in a database and then can be retrieved to properly identify individuals.
The disadvantages are numerous.
What would the nation do if the voting system were hacked? Someone could erase the data so no one could vote because there is nothing to match with because the file is not there. One could also switch data around so that while it remains there it will not match.
Criminals have been known to remove fingers to open biometric locks, this could be unlikely in voting. Biometric requires a lot of data to be kept on a person, these systems are not always reliable as human beings change over time if you are ill; eyes puffy, voice hoarse or your fingers are rough from laboring for example it maybe more difficult for the machinery to identify you accurately. Every time you use Biometrics you are being tracked by a database bringing up a range of privacy issues. The final disadvantage is the expense and technical complexity of such systems. Disadvantages of a biometric voting system.
The finger print of those people working in Chemical industries are often affected. Therefore these companies should not use the finger print mode of authentication.
It is found that with age, the voice of a person differs. Also when the person has flu or throat infection the voice changes or if there there is too much noise in the environment this method may not authenticate correctly. Therefore this method of verification is not workable all the time.
For people affected with diabetes, the eyes get affected resulting in differences.
Biometrics is an expensive security solution.
Advantages of Biometrics :
* Increase security – Provide a convenient and low-cost additional tier of security.
* Reduce vote fraud by employing hard-to-forge technologies and materials, such as minimise the opportunity for identification fraud and buddy punching.
* Eliminate problems caused by lost IDs or forgotten passwords by using physiological attributes. For example, prevent unauthorised use of lost, stolen or “borrowed” ID cards.
* Integrate a wide range of biometric solutions and technologies, customer applications and databases into a robust and scalable control solution for facility and network access
* Make it possible, automatically, to know who did what, where and when.
But the technicality can make it difficult for the voter in Mudzi or Tsholotsho to realise that he/ she might not have voted. So celebrating biometric voting is still premature.

Welshman Ncube Impeachment, Stinking Lies-Chihwayi
Welshman Ncube led Movement for Democratic Change’s Spokesperson Kurauone Chihwayi on Thursday dismissed as “stinking” falsehoods reports that senior members of their party were teaming up to pass a vote of confidence against their leader.
There were reports Wednesday that efforts by some senior MDC party to impeach the former Industry and Commerce Minister were at an advanced stage.
Ncube was said to be impeached for personalising the political movement by making unilateral appointment to key party positions.
In an interview with ZimEye.com Thursday Chihwayi said the party was aware of “some” elements within the party who were struggling to collapse “our vibrant” movement.
“The MDC is too strong and too stable to be shaken by these stinking falsehoods cooked by desperate dissidents that we know,”said Chihwayi.
“King Welsh is in-charge and in control, and is not going anywhere”.
Chihwayi said those wishing to take leadership positions should wait for the party’s congress.
“The Green machine will unmask the idiots who are trying to build their profiles using falsehoods and Professor Welshman Ncube is the most sober and principled political leader on the market in Zimbabwe,”he said.
“Only an idiot can believe these baseless ouster claims, we are a happy and united family working on very exciting party programmes for our supporters and members.
“Professor Welshman Ncube is the legitimate President of the rejuvenated and lubricated MDC”.
MDC members want Welshman Ncube out
Members of the beleaguered Welshman Ncube led Movement for Democratic Change are teaming up to pass a vote of confidence against the party President, Zimeye.com can reveal.
Impeccable sources within the party in Harare claim that efforts are at an advanced stage to impeach the erstwhile leader of the party claiming to be the original MDC formed in 1999.
According to the sources Ncube is accused of failing to keep the party intact which has seen several of the party’s leaders quitting to join other opposition parties.
In an exclusive revelation, the members claim that since Professor Ncube took over the party leadership from former President Arthur Mutambara the party has been on a downward slide in all its facets from membership to financing.
In the discussions with the Zimeye correspondent, the members said that the final stroke on their patience with Ncube comes amid rumours going on within the party that several of its members and leaders have made commitments to defect enmass to the upcoming Joice Mujuru led People First. The sources claim that senior party leaders including Vice President Edwin Mushoriwa are on their way to Mujuru’s party as soon as it is launched.
The sources also accuse Ncube for singlehandedly running affairs of the party by appointing people into the party’s standing committee without consulting. The members are also accusing Ncube for allowing tribalism to grow in the party with the Matabeleland and Midlands regions being favoured in the operations of the party.
Comments from party spokesperson Kurauwone Chihwayi could not immediately be obtained.
Bonus Payments: Teachers Chide
By RTUZ |The Rural Teachers Union of Zimbabwe (RTUZ) notes the announcement coming from the Minister of Finance and Economic Development, Patrick Chinamasa, that civil servants bonuses which were due in November 2015 will be paid starting in February 2016 stretching to May 2016. This is welcome progress but we still wait for actual dates to be pronounced and the use of proper channels in communicating this government position.
While this position that Minister Chinamasa is announcing comes as sweet news to the long suffering government workers and is also a serious climb down by government which had earlier in the year declared that ‘bonuses were not a priority.’
After this insulting declaration from government, RTUZ gave the government up to the 15th of February 2016 to sort out its mess and give bonus dates or else the union would mobilize its members and other civil servants to pour into the streets of Bulawayo and Harare demanding that those that have failed must just ship out.
Hence Chinamasa’s climb down and subsequent unveiling of bonus dates is a clear victory for the union. RTUZ is however not naïve and until the bonuses are in our accounts we will remain vigilant and on stand-by to ensure that the government honours its pledge.
It must also be understood that there still a number of outstanding challenges confronting teachers and government workers in general.
Firstly the issue of the unilateral 7.5% pension deduction which the government imposed via the 2016 national budget is out of order. The government workers are still earning far below the poverty datum line hence the scheme cannot be introduced now as it will leave the workers worse off given the meager salaries they are earning.
More importantly, the pension management framework needs to be agreed on by the government workers and the government itself. Thousands of workers had their pension savings eroded when the Zim-dollar was dumped amid hyperinflation.
Corruption is also rife in the management of these pensions and there is need for a transparent and real time remittance and accounting system which will guard against abuse of the funds. As it stands no one knows where the funds are being remitted if at all. This is unacceptable and RTUZ reiterates that this scheme be stopped forthwith.
The secondly the unilateral cancellation of vacation leave for teachers is a gross violation of workers’ rights as guaranteed in section 65 of the constitution and also section 68 which guarantees the right to administrative justice.
For the government to unilaterally cancel a condition of service which was part of the employees’ contract midway into the agreement is the hallmark of unfair labour practices and as a union we will be taking this case to the Constitutional Court for redress.
If these two critical matters are not addressed with the urgency they deserve the union will turn to the streets to push this government, as we have done before, to respect its workers. Meanwhile RTUZ is consulting with its members on whether or not to take to the streets on the 26th of February 2016 if the 7.5% deductions continue.
