Kadewere’s Barren Spell Continues

Warriors star Tinotenda Kadwere is on his longest barren spell since joining French Ligue 1 side Olympique Lyon.

To some people, Zdravko Logarušić is just an opportunist who benefited from the Felton Kamambo-led ZIFA board’s ‘incompetency’.

To some however, the outspoken Croat is the shrewd tactician who can break the jinx of foreign coaches having failed, since independence in 1980, to take Zimbabwe to African football’s greatest soccer spectacle; the Africa Cup of Nations finals.

Since opinions are like noses, and everybody has one, dealing with facts at this juncture, is what’s important. The fact is, Loga is the Warriors coach and the task of leading our beloved national team to the upcoming AFCON edition in Cameroon, lies in his hands.

Joan Laporta has been named as Barcelona president for a second time after winning the club’s election.

The 58-year, who was Barca president between 2003 and 2010, won the race with more than 54% of the vote. He defeated his closest rival, Victor Font (29.99 per cent), and Toni Freixa (8.58 per cent) to gain his second term at the helm.

Laporta succeeds Josep Maria Bartomeu, who resigned as president in October after facing a vote of no confidence.

Carbohydrates are an essential part of a healthy diet, but it’s important to know they’re not all created equal. How do you tell the difference between “good carbs” and “bad carbs”? The answer is both simple — and complex.

Here’s everything you need to know about making smart carbohydrate choices.

A Carbohydrate Can Be a Simple Carb or a Complex Carb
Carbohydrates, often referred to as just “carbs,” are your body’s primary energy source, according to MedlinePlus. The three main types of carbohydrates are sugars, starches, and fiber. They’re called “simple” or “complex” on the basis of their chemical makeup and what your body does with them. Because many foods contain one or more types of carbohydrates, it can be tricky to understand what’s healthy for you and what’s not.

Simple carbohydrates are composed of easy-to-digest sugars, according to the American Heart Association (AHA). Some of these sugars are naturally occurring, such as those in fruits and in milk, while refined or processed sugars are usually added to foods like candies, baked goods, and soda. These simple carbs are quickly absorbed through the gut and can cause a spike in blood sugar levels, says Alicia Galvin, RD, the resident dietitian for Sovereign Laboratories in Dallas.

On nutrition labels, added sugars can go by several different names, including brown sugar, corn sweetener, corn syrup, fructose, glucose, maltose, malt syrup, sucrose, honey, agave nectar, molasses, and fruit juice concentrates, according to Harvard Health Publishing. The U.S. Food and Drug Administration (FDA) now requires all nutrition labels to clearly identify the number of added sugars per serving in the product, directly beneath the total sugar count.

Then there are complex carbohydrates, which are found in whole grains, legumes, and vegetables, and contain longer chains of sugar molecules, according to MedlinePlus. “Complex carbs have an additional component — fiber, which is technically a type of carbohydrate, but it’s not digested and absorbed,” Galvin says. “That not only feeds the good gut bacteria, but it also allows for the absorption of the carbohydrate to be slower into the bloodstream, so it won’t spike glucose levels and insulin levels like a simple carbohydrate would.”

This in turn provides you with a more consistent amount of energy, says Sandra Meyerowitz, MPH, RD, a nutritionist and owner of Nutrition Works in Louisville, Kentucky.

The Details on Simple Carbohydrates
Foods that contain simple carbohydrates aren’t necessarily bad — it depends on the food. For instance, fruits and dairy products contain some simple carbs, but they are drastically different from other foods that contain simple carbs, like cookies and cakes. Processed sweets tend to contain refined sugar, too, and lack key nutrients your body needs to be healthy, according to the AHA.

“There are health benefits to eating fruit versus eating a piece of white bread,” Galvin says. “Fruit does contain fiber, and also antioxidants and polyphenols and other good nutritional benefits.”

Dairy also contains healthy nutrients, such as calcium, protein, and sometimes probiotics (if live active cultures are present), Galvin says. The protein component is key to helping dairy behave more like a complex carbohydrate. “Protein helps slow the absorption of carbohydrates into the bloodstream and helps keep appetite levels steady so you don’t have swings of insulin levels and blood glucose going up and down,” Galvin says.-

MDC ALLIANCE ASSEMBLY OF WOMEN STATEMENT ON THE INTERNATIONAL WOMEN’S DAY

MDC Alliance Assembly of Women joins the rest of the world in commemorating the International Women’s Day on 8 March under the theme: Women in leadership: Achieving an equal future in a COVID-19 world. The theme celebrates the incredible efforts by women and girls around the world in determining an equal future and recovery from the COVID-19 pandemic.

This year’s International Women’s Day comes as Zimbabwe continues to navigate the COVID-19 pandemic and its harsh impact on women who normally bear the brunt. Women find themselves in man made poverty due to government’s misplaced priorities, broken marriages, loss of jobs and also total shut down of the informal economy which is mainly dominated by women and again the raising cases of domestic violence due to lockdowns and the unpaid care work.

Hats off to the women of Zimbabwe who stood as front line workers fighting COVID-19 pandemic as health care workers, home-based caregivers, as they constitute the majority of these workers. We see them risking their lives working without adequate Personal Protective Equipment (PPEs) and failure by Government of Zimbabwe’s Ministry of Health to fully appreciate their efforts.

Despite women making up a majority of front-line workers, there is disproportionate and inadequate representation of women in national and global COVID-19 decision making thereby hindering sustainable development.

Women leaders and women’s organizations have demonstrated their skills, knowledge and built networks to effectively lead in the fight against COVID-19 through embracing the new normal ways of virtual meetings and workshops. Apart from encouraging women to fully and effectively participate in decision-making, finding ways of eliminating gender based violence in order to achieve gender equality and the empowerment of women and girls remains our key priority.

We note with great concern the use of lockdown restrictions to abuse women and citizens of Zimbabwe by the police and army in the name of law enforcement. The unfair treatment of the opposing voices when it comes to breaking of covid restrictions where members of the ruling party are not arrested when they break the so called covid restrictions. Thus we saw a lot of people, including women being exposed to covid 19 in prisons without personal protective equipment and social distancing.

The Assembly of Women feels that in order to uphold women’s rights and fully leverage the potential of women’s leadership in pandemic preparedness and response, and provision of safety nets, they must be fully involved in every stage of decision making. The government top officials must stop looting the Covid 19 funds, and provide emergency relief packages to every household since the covid 19 pandemic has caused an untold suffering to the already suffering Zimbabweans due to poor governance.

We are happy that the MDC Alliance party, through its Health portfolio managed to come up with an alternative covid 19 plan which when religiously followed Zimbabwe can be a better place in terms of responce and management of covid 19.

Here is to wish every Zimbabwean woman home and away a happy International women’s day.

“Chilonga- Much Ado About Nothing”: George Charamba.

Last Friday, I attended a high-level meeting on the Chilonga Irrigation Project in Chiredzi following the hue and cry on this terribly misunderstood and much maligned community irrigation project which is one of several planned by the government this year.

The Chilonga project runs contemporaneously with Bulawayo Kraal, already quietly underway; Kanyemba which is at land clearance stage; Gwaai/Shangani which is still on the drawing board as dam construction resumes for completion by year-end, and Marovanyati where land clearance continues with targeted establishment of maiden crop this coming winter.

The primary law, the Communal Lands Act, does not permit displacement of communities for purposes of establishing a crop. What it provides for is reorganisation and re-planning of communal human settlements to allow for irrigated land use. This is central to understanding what is set to happen in all the projects itemised above. And reorganisation and/or replanning is not the same as eviction or displacement which, quite apart from not being provided for under the relevant law, is not in accord with government policy.

Apart from sugar cane growing, Chiredzi does livestock mainly. The planned massive communal irrigation programme for Chiredzi, which augments the already revived and thriving Chilonga Irrigation Project, is founded on twin objectives of introducing an irrigated cropping programme which is climate-proofed; and transforming livestock farming all-round. Both objectives entail reorganisation and replanning of affected areas to ensure blocks are arranged for cropping, livestock, feedstock growing and human settlement.

Facts on the ground show very few households stand to be affected by this new thrust, huge swathes of which land fall within unutilised zones. The few households which may be affected only get so affected in the sense of being resited as already indicated, all at government expense and for improved rural housing. The lucerne project about which there has been so much noise, supports the new, expanded land use by and for those communal residents. Should the programme generate excess fodder, or decide to embark on commercial lucerne production as an outgrowers initiative, those options need not undermine title or security of tenure for our communal land citizens.

The above is the policy position which President Emmerson Mnangagwa has directed. Different teams and disciplines have been directed to look at all plans and instruments – the relevant Statutory Instrument included – to determine compliance with, and fulfilment of this iron-clad policy position. Should any aspect be seen not to cohere with that strict policy position, the aspect concerned will be changed or, if of a legal nature, amended, to fall in line with both policy and primary statute.

For the avoidance of doubt, the relevant Act does not allow designation of communal land for purposes of growing a specific crop or grass. I hope this clarifies the position and allays fears, while creating sound climate for execution of this much needed programme covering at least three provinces for a start, and likely to be rolled out in all drylands including those in Mashonaland East.

Lucerne growing is a small part of the development plan of the affected area. The plan is far-reaching and involves irrigation of over 200,000 hectares under thousands of centre pivots, all for crop, fruit and beef production. Those wishing to criticise the project do so by presenting it as a one-item affair which it is not. They also predicate it on the coming in of an outsider as a fodder grower, forgetting the bulk of the plan is state-involved and funded for the development of community and country.

In the coming days, there will be complete communication from the government, both by a comprehensive statement and a refashioned Statutory Instrument. The Statutory Instrument on paper is being re-examined with all sorts of possibilities. All those with throbbing veins on Chilonga will realise it’s all much ado about nothing!

Chilonga has become such a contested terrain, with indigenes who own and must profit from it getting mobilised and paid in order to defend interests they have not known or understood. Independence in 1980 scuttled a massive masterplan involving powerful global interests who to this day feel angry that our existence as an independent and sovereign state got their multi-billion-dollar enterprise up in smoke when it was still on the drawing board. Sanctions against Zimbabwe are largely coming from upset interests active in this area. From as far back as the 1950s, the Master Plan for Chiredzi had been drawn, not as a Rhodesian-only proposition, but as a global proposition on which key global interests converged. Often, we are very, very superficial in our grasp of what we are up against.

I call it grievance shopping. Chiredzi will be transformed. We will not retreat. Never again will this land beg for food. Never!

Zahara Mourns Dear Sister Who Died In Road Accident

Seven years after the heartbreak of losing her brother Mbuyiseli, musician Zahara is again in mourning.

The Loliwe star’s oldest sister Nomonde died in a car accident around the Mooiplaas area in East London at the weekend.

“Nomonde died seven years after her brother Mbuyiseli Mkutukana was gunned down in 2014 after being caught in a crossfire between rival gangs in a nearby village.

“She leaves behind her two children, four siblings, and the community of Phumlali Village in the Eastern Cape who strongly believed in her dreams,” Zahara’s manager Oyama Dyosiba said.

Nomonde made up one part of the Mkutukana trio, which release their gospel album in 2016.

Breaking her silence on social media, Zahara said she was still in shock and couldn’t even cry because it hadn’t sunk in yet.

“So yesterday was my last time seeing your face when you were at work yhini Masthathu mntakamama. Phofu andikwazi nokulila ngoba kum usaphila. Lala Ndebe Nkulu kaTat,” she wrote, next to a picture of the pair together.

Speaking previously about their relationship, Nomonde said she was inspired by Zahara to leave a legacy of hope.

“Music runs in our blood. We use music to heal people. My sister Zahara inspired me to give hope to others. I want to leave a legacy of hope and dreams,” said Nomonde.

“ED Struggling To Put His Foot On Developmental Pedal”

Barely a week after President Emmerson Mnangagwa has sworn in Minister of Foreign Affairs and International Trade Ambassador Dr Frederick Shava, Joseph Biden the United State of American President slapped him again by renewing the economic embargoes.

By Leonard Koni- Though the country continues to advance its engagement and re-engagement policy, President Mnangagwa is still struggling to put his foot on the developmental pedal to drive the country’s quest for economic development, facilitating the attraction of global capital and promoting trade.

Zimbabwe government wants the economic embargoes to be lifted but the lackadaisical approach being employed by the leadership is a cause of concern. Implementing political reforms seems to be a tall order.

Sanctions are an enforcement measure option in the United Nations Charter to ensure states comply with Chapter 1.

The purposes of the United Nations are to promote, encourage respect for human rights and for fundamental freedoms for all.

Zimbabwe is deliberately violating these principles to stamp out dissent manifested through human rights violations, arbitrary arrests of government critics, surveillance abuse, police brutality, imprisonment, involuntary settlement, stripping of citizen’s rights and violent action/terror such as murder, summary executions, torture, forced disappearance, other extrajudicial punishment of political activists and the general population at large.

The political repression was sanctioned and organized by the state and may constitute state terrorism, genocide, politicide or crimes against humanity. Acts of political repression were carried out by police, secret police forces (CIO), army, paramilitary groups Green Bombers who were being trained at Border Gezi training centre.

What everyone seems to have failed to consider is that the Zimbabwean state agents do not only violate the Charter principles in their means to stamp out dissent, they also violate the Universal Declaration of Human Rights and its covenants. 

The Declaration was explicitly adopted for the purpose of defining the meaning of the words “fundamental freedoms” and “human rights” appearing in the United Nations Charter, which is binding on all member states.

For this reason, the Universal Declaration of Human Rights is a fundamental constitutive document of the United Nations. In addition, it is believed that the Declaration forms part of customary international law.

The 1968 United Nations International Conference on Human Rights advised that the Declaration “constitutes an obligation for the members of the international community” to all persons. The Declaration has served as the foundation for two binding UN human rights covenants: the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.

The rights under these laws are regarded as inalienable (cannot be taken away even with one’s consent) and universal (apply everywhere – so even if the violation occurs in Zimbabwe criminal/other legal liability applies anywhere worldwide.

A peremptory norm (also called jus cogens, Latin for “compelling law”) is a fundamental principle of international law which is accepted by the international community of states as a norm from which no derogation is ever permitted (non-derogable). These norms are rooted from Natural Law principles, and any laws conflicting with it should be considered null and void.

It is therefore a crime under international law to be complicit (to tolerate or knowingly ignore) anywhere in the world in human rights violations committed by agents of the state in Zimbabwe.

Zanu PF government through the regional bloc Sadc is trying to lure other neighbouring countries to add a voice and march for the removal of sanctions but nothing materialising and the old administration under Donald Trump in Washington could not even incline their ear on Zimbabwe’s concerns.

This government knows what must be done. The way forward for sanctions to be lifted in Zimbabwe is simply to follow the laid out rules and implement reforms.

Legal Resource Foundation Celebrates International Women’s Day

By A Correspondent- The Legal Resources Foundation (LRF) joins the world in celebrating International Women’s Day. This year’s theme, “Women in Leadership: Achieving an Equal Future in a COVID-19 World” recognises women’s achievements in the political, economic, and social spheres while calling for gender equality.

Women are at the front line of the crisis as health care workers, primary caregivers in the home, community organisers, and some as leaders in organisations and institutions fighting the pandemic.

Women are playing a significant role at national and community levels in promoting equality in the field of human rights and access to justice.

The role that women are playing demonstrates their ability to lead in all sectors of the economy. However, women continue to be excluded from key leadership positions due to social norms and practices that discriminate against them.

The COVID 19 pandemic has reversed the gains made in the fight against gender inequality following the economic disruptions which have resulted in job losses with women disproportionately affected.

Reports indicate that women who constitute two-fifths of the labour force globally have suffered more than half of the total job losses.

Women have had to carry the burden of unpaid work arising from the closure of schools and daycare services.

The pandemic has also seen girls dropping out of school due to pregnancies. Dropping out of school creates a permanent loss in human capital and reduces the chances of girls improving their living standards and making it into leadership positions.

While women are making significant contributions, they are also being disproportionately affected by the pandemic.

Statistics show that there has been an increase in the number of reported gender-based violence cases by women since March 2020.

Restrictions on movement arising from the lockdowns have made it harder for victims to get the much-needed help.

The LRF draws attention to the need for the government and the private sector to put in places policies and programmes that will address gender inequality which has been worsened by the COVID 19 pandemic.

Programmes should focus on addressing the loss of employment by women as well as ensuring that girls who dropped out of school are given an opportunity to enrol and further their studies.

The LRF calls for a gendered response to the pandemic by the Government of Zimbabwe as it is evident that pandemics affect women and men differently.

ZEC Says Electoral Activities Have Not Resumed

The Zimbabwe Electoral Commission (ZEC) has said it has not resumed electoral activities despite relaxation of lockdown measures by the government.

Posting on Twitter, ZEC said they will deliberate on the appropriate time to resume the electoral activities while adding that they are busy conducting preliminary delimitation desk work.

“Contrary to some reports, the Commission has not resumed any electoral activities. As you may be aware, the current relaxed lockdown measures were announced on 01 March 2021 hence the Commission will deliberate on the appropriate time to resume the electoral activities.

“The commission is only conducting preliminary delimitation desk work. Some pilot ground work was conducted last year when lockdown measures were relaxed,” ZEC said.

ZEC has come under increasing criticism for not conducting by-elections to replace legislators and councilors recalled by a rival MDC faction led by Douglas Mwonzora.

“Sexual Harrassment Our Biggest Challenge”: Zanu Pf MP

Aspiring young Zimbabwean female politicians continue to face sexual harassment among several impediments in their quest to enter the political arena.

Zanu-PF Seke-Chikomba women’s quota Member of Parliament, Tatenda Mavetera says due to the patriarchal nature of society, men tend to exploit women before granting them political  favours.

“A big challenge (for us female politicians) is sexual harassment from the gatekeepers (men). I have heard a lot of women talk about this, this is one of the biggest challenges where you get men wanting to sleep with you and they think that is how they can give you a favour, or that they can manage you.

“Resources are also another challenge but we need women to occupy these positions so that we are not victimised,” she said.

Mavetera, one of the few young women in the National Assembly, applauded President Emmerson Mnangagwa for allocating seats to young politicians, saying the move was a positive step in ensuring participation of young people in politics.

She, however, said she hoped for a constitutional provision that allowed certain constituencies to be allocated to young women or young people to facilitate their participation in politics.

“We need to demystify the myth that politics is a dirty game or that for women to occupy certain positions it’s because they slept with someone.

“That is a very wrong myth and a very negative one which stops people from getting into politics.

“It then stops even a husband from allowing his wife to get into politics as they think their marriage will break.

“That is a very wrong perception which needs to change. I think we need more workshops, more women being encouraged, and more publicity when it comes to issues to do with women getting into politics.”

“They need to know, and get motivation that they can actually get into politics through meritocracy, you can actually go there through merit and that is what I have done.

“I never got to where I am because I slept with someone. I think as women, we need to take up these positions and not sit on the periphery and watch things happening.

“We need to be involved in these things because the moment we start participating, that is when we can economically emancipate ourselves out of poverty as women.

“As young women we can only be able to achieve this if we become focused. There is no change for us without us,” she said.

Mavetera, however, said acceptance and resources also hinder political participation of young women.

“We live in a highly patriarchal society and there are gatekeepers in politics that make sure you don’t penetrate.

“One other challenge that we have faced is acceptance, people are now used to having MPs that are a bit more mature than my age.

“For me, I have tried to occupy that space with dignity, integrity and also even making sure that people are able to respect you because of the way you carry yourself around being a female politician,” she said.

Womendeliver.org, in a 2018 assessment, said “over the last two decades, the rate of women’s representation in national Parliaments globally had incrementally increased from 11,8% in 1998 to 17,8% in 2008 to 23,5% in 2018.”

Zimbabwe, during the 2018 elections saw many young women taking up positions in the country’s political space.

A 2015 UNWOMEN report, detailing the 2013 elections said: “Women’s representation in the Parliament of Zimbabwe remains low at 35% following the last elections in July 2013. Female representation in the country’s 92 urban and rural councils still remains below 20% and the country’s new 26-member Cabinet has only three female ministers.”

Esteri Magaisa, a programmes officer for the Women’s Academy in Leadership Excellence said female youth participation in politics was low in Zimbabwe.

“While a high number of women in general participate as voters, the number of women in elected leadership positions continues to dwindle. In the 2013 constituency-based elections, women won 29 (13,8% of total) of the 210 directly elected seats; the figure dropped to 26 (12,3%) after the July 2018 elections.

“In the local government elections, the percentage of female councillors dropped from 16% in 2013 to 13,3% in 2018. In all this, there is no significant seat being held by a female youth,” she said.

Magaisa added: “On the other hand there is a quota system provision in the 2013 Constitution which allows for 60 free seats for women in Parliament.

“However, there is no clear provision on how to include young women in mainstream politics.

“Notable, are young women who are in leadership roles at party level, however, none of them has competed for and won political office at the national level.”

She, however, said there was need for legal reforms, which speak to the introduction of a gender equality quota at political party level with sanctions for non-compliance.

“The government should engage political players, especially political parties, to ensure that they actively involve and appoint more women in their political structures. The Zimbabwe Electoral Commission could be mandated not to allow a political party which does not confirm to the quota system to register for any electoral competition.

“There is also need to legally protect women and girls active in political life against all forms of violence, abuse and sexism,” she said.

According to a UN report on Zimbabwe, “the participation of women in politics and in decision-making positions has continued to be a challenge for government.

Zimbabwe has a gender empowerment measure of 0,359 and it is ranked five out of nine selected Sadc countries according to the Sadc human development report.

Although there are no legal barriers prohibiting women from participating in public and political life, the number of women in politics and decision-making positions has continued to decline over the years.”

A gender analysis carried out by the Harare Residents’ Trust after the 2018 elections showed that out of the 86 women who contested in the 46 wards in Harare, only 12 won.

There are plenty of international conventions that are backed by domestic policies aimed at improving the representation of women in key positions to which Zimbabwe is a signatory.

These include the Convention on the Elimination of All Forms of Discrimination Against Women (Cedaw), the Southern African Development Community (Sadc) Gender and Development Declaration which stipulates that countries must ensure that at least 30% women are in political decision-making by 2005, and 50% by 2015, the Convention on Civil and Political Rights (Ccpr) and the Beijing Declaration on the Platform for Action (1995), to mention a few.

The political landscape in Zimbabwe is still far from achieving what these conventions call for.-Newsday

“State Security Agents Worst Violators Of Human Rights”: Report

By A Correspondent- A report by the Zimbabwe Peace Project  (ZPP) has exposed State security agents in the country as the worst violators of human rights in the month of February.

The report released on Saturday highlighted two incidents of brutality by uniformed forces and also stated that the incidents were downplayed by authorities.

One of the incidents reportedly  occurred in Chipinge where a civilian was killed by soldiers after they accused him of being a Renamo bandit from neighbouring Mozambique.

“On February 27 2021, two soldiers, who were part of the troops operating in Chipinge, near the Zimbabwean border with Mozambique, allegedly assaulted a civilian to death. The details of the killing were kept under wraps and even as the body was taken to Chako Police Station in the area, police kept a tight lid on what transpired, in what was clearly meant to protect the assailants,” the ZPP report said.

“According to the information gathered by ZPP, the now-deceased allegedly got into a misunderstanding with one of the soldiers. The soldier then teamed up with a colleague accusing the now-deceased of being a member of the Renamo movement of Mozambique, took turns to assault him until he died.”

The report said the other incident which was exposed by NewsDay, pertained to the assault of two Beitbridge-based police officers who sustained injuries after they were allegedly assaulted on February 1, by army commandos deployed in the area.

The two police officers are Detective Sergeant Albert Gonye and Detective Constable Kurai Marongere of the Criminal Investigations Department. They were assaulted by soldiers while pursuing suspects believed to be stealing from haulage trucks.

“These two incidents, although appearing to be isolated, speak to the pattern observed in February, where some soldiers deployed across the country committed various human rights abuses targeting mostly civilians,” the ZPP added.

“The incidents also show the impunity with which the abuses were carried out as the perpetrators were not held to account and in both cases, the authorities denied that the incidents happened,” it said.

The ZPP attributed the violence on citizens by members of the uniformed forces to the lengthy lockdown period where the officers harassed citizens as they solicited for bribes.

“For the Zimbabwe Republic Police (ZRP), the majority of violations occurred during the enforcement of lockdown measures, which the President (Emmerson Mnangagwa) extended to the end of the month.

“Since people were required to have exemption letters in order to travel, and were supposed to wear masks, police officers took advantage of the fines, which were raised to as high as $5 000 of a level one offence, to abuse citizens caught on the wrong side of the law.”

ZPP last month recorded 221 human rights violations, 83 of which were harassment and intimidation of citizens, mostly by the police deployed to enforce the lockdown.

ZPP said there were two killings, two attempted murders, one abduction, 21 cases of unlawful detention and 35 others of assault, most of which were attributed to State security agents.

Quartet Kill Teenager Over Girlfriend

By A Correspondent- Four Murewa men have been arrested on allegations of killing a teenager who accused one of them of dating his girlfriend.

Leonard Jambwa (28), Jacob Maunde (28), Spencer Dube (21) and Adren Kugara (23) are assisting police with investigations following the death of Clever Muuduri (18), who they allegedly assaulted to death on February 28, 2021.

Mashonaland East provincial police spokesperson Inspector Tendai Mwanza confirmed the incident.

“People should respect the sanctity of life and when faced with disputes, they must resort to peaceful means to resolve them,” Mwanza said.

It is alleged that on February 28, at around 3pm, the deceased and his father, Nhamo Muuduri (51) were drinking beer at a homestead in Zhakata village, Chief Mangwende area in Murewa.

The four suspects were also partaking of beer at the same homestead. The now-deceased reportedly picked a quarrel with Jambwa, accusing him of having an affair with his girlfriend.

A fist-fight broke out before the two were restrained by other patrons.  Jambwa reportedly left the homestead.

The now-deceased and his father allegedly followed and caught up with him at Dube’s residence.

The fist-fight resumed and Jambwa was overpowered by the now-deceased and his father.

Jambwa called for help from his colleagues who assaulted the duo with bricks. The four fled from the scene after realising that Muuduri had fallen unconscious.

A local teacher reportedly ferried Muuduri to Murewa District Hospital together with his father who had also been seriously injured.

Muuduri was pronounced dead on arrival at the hospital, leading to the suspects’ arrest for murder.-newsday

Women Have Incredible Capacity to Organize And Lead: Chamisa

MDC Alliance leader Nelson Chamisa has honored women for their incredible capacity to organize, lead and achieve.

Posting on Twitter while commemorating International Women’s day, Chamisa said women are every society’s backbone and nation builders who carry society to create an equal future.

“Thankful to all women who strive and fight tMo make a difference and make our nation great. Women’s capacity to organize, lead and achieve is incredible. Women are society’s backbone, nation builders who carry and sustain societies to create an equal future,” said Chamisa.

Meanwhile, Platform for Youth and Community Development (PYCD) said women continue to be at the receiving end as the country is drawn into the battle of survival.

PYCD said COVID-19 lockdowns worsened gender based violence denting hopes of achieving gender equality.

“The adoption of lock downs as measure to contain Covid-19 has brought more harm than good to women. The hope of achieving gender equity has been dashed as cases of gender based violence continue to rise globally,” PYCD said in a statement.

Former First Lady Grace Mugabe Under ZACC Probe

By A Correspondent- Former First Lady Grace Mugabe and a group of her associates are coming under investigation from anti-corruption authorities following complaints that they grabbed residential stands worth US$10 million without paying from an upmarket development on State land in Borrowdale.

Arosume Property Development (Pvt) Limited were appointed as developers for the land on Carrick Creagh Estate allocated to Sally Mugabe Housing Cooperative in 2005 and have now lodged complaints with the Zimbabwe Anti-Corruption Commission and the Special Anti-Corruption Unit in the President’s Office.

They allege that the former First Lady Grace Mugabe and then Local Government, Public Works and Urban Development Minister Ignatious Chombo used their political clout to transfer stands from the development to companies they controlled without paying for that land.

Zacc spokesperson, Commissioner John Makamure said the commission would investigate all reported cases of corruption without fear or favour, including the Carrick Creagh Estate.

“We are dealing with all suspected cases of corruption that have either been reported to us, that have appeared in the media or even on social media. We are determined to allow the law to take its course,” he said. According to a letter filed with Zacc, Grace Mugabe and Dr Chombo are accused of using undue influence.

“A tripartite agreement was thus entered into between the Ministry of Local Government, Public Works and Urban Development, Arosume Property Development (Pvt) Ltd and the Sally Mugabe Housing Cooperative. The object of the tripartite agreement is the development of upmarket residential stands of varying sizes at Carrick Creagh Estate, Borrowdale, Harare. To this end the ministry contributed land owned by the state whilst Arosume Property Development was tasked with the development of the area,” read the papers.

The agreement came with some regulatory and policy arrangements, such as the standard 20 percent of the land to be reserved as Government commonage as required on all developments where State land is privately developed.  

The developer negotiated that 50 undeveloped stands be transferred to Arosume before work started, due the risks involved in the scheme. But the bulk of development costs and profits would come when the stands were sold. But Arosume now alleges that some with political clout unprocedurally grabbed land from original beneficiaries and transferred the properties into companies and individual names without paying for them, reads the complaint, naming former First Lady Grace Mugabe and former Minister Ignatius Chombo. It is alleged that former First Lady Grace Mugabe transferred to companies under the directorship of two of her children, Bona and Robert Mugabe Jnr, seven stands totalling just under 10,2ha.

Companies and individuals associated with the First family that benefited include Farai Olivia Mushonganyika who obtained land worth US$364 000 without paying, Junior Gumbochuma for land worth US$544 000 (1,2ha), Penking Investment for land of US$812 000 and Montshow Investments for land of US$1,9 million.

One of the names appearing on the list is former MDC legislator Timothy Mubhawu, who is alleged to have received land worth US$432 000. Former Cabinet minister Chombo is alleged to have grabbed land worth almost US$1 million with three stands totalling 2,2ha allocated to three firms including Comverol Enterprises and Cavford Trading.-statemedia

Rural Teachers Launch Pressure Group

By A Correspondent- Rural female teachers under the Amalgamated Rural Teachers’ Union of Zimbabwe (Artuz) and two other civic society organisations have launched a platform to pressure President Emmerson Mnangagwa’s administration to guarantee them freedom of association and assembly.

This comes amid reports of an increase in government clampdown on female teachers after some of them were arrested and abused over illegal gatherings.

Last year, a female teacher from Masvingo, Sheila Chisirimunhu was arrested and brought to court for participating in a peaceful demonstration demanding a living wage.

Karen Mukwasi, director of Pada Platform, an organisation partnering Artuz and the Economic Justice for Women Project in the campaign, told NewsDay that their initiative would coincide with the International Women’s Day that is being commemorated today.

“We are commemorating International Women’s Day under the theme #ChooseToChallenge. It is impossible for women to challenge repressive systems if they are not free to associate and assemble. Women require safe spaces where they can advocate for their causes and fully participate in all democratic processes,” she said.

Mukwasi bemoaned the recent arrest of Harare West MP Joanah Mamombe and MDC Alliance activists Cecilia Chimbiri and Netsai Marova, saying such arrests formed the basis of their demand for their rights to be respected.

“If women’s rights of association and assembly were to be guaranteed, Zimbabwe would have a better democratic space and improvement of social services as well as gender equality,” Mukwasi said.

Artuz vice-president Gaudencia Mandiwopera said female teachers were being victimised for associating with her organisation.

“Attempts to fight for labour justice, including the right to fully paid maternity leave and a decent wage are met with brutal repression from the State. Our intention is to open the democratic space so that female teachers can freely associate and assemble in pursuit of labour justice,” Mandiwopera said.

“My Father, President Mnangagwa Gave Me A Task”: Lillian Timveous

By A Correspondent- Former MDC Alliance deputy treasurer-general Lillian Timveos, who recently defected to Zanu-PF, has confirmed long-held fears that the ruling party was plotting to decimate the opposition party ahead of the 2023 elections after she claimed at the weekend that President Emmerson Mnangagwa, who she described as “my father”, had given her a “special task”.

The former MDC Alliance top executive was unveiled together with former MDC-T secretary for local government, Blessing Chebundo at State House in Harare recently.

“I saw it fit to come to Zanu-PF. It doesn’t make sense that the President (Mnangagwa) is from here (Zvishavane) and yet he has never won in this area,” said Timveos, a former member of the late MDC founder Morgan Tsvangirai’s infamous “kitchen Cabinet”.

“That must change in 2023. Don’t be afraid that I am here for positions. My father, the President, gave me a task to do, so don’t be afraid that I am here for positions. I am here to work for the party, don’t worry,” she told Zanu-PF supporters in Zvishavane on Saturday.

Timveos, however, could not disclose the nature of the task given to her, but Zanu-PF sources said she had been tasked to divulge opposition party secrets and lure more top MDC Alliance officials to the ruling party ahead of the 2023 elections.

The former MDC Alliance Zvishavane senator, who until recently was part of Nelson Chamisa’s inner circle, added: “I say he (Mnangagwa) is the people’s President because of the way I was welcomed in Zanu-PF. You all know me and I am one of the people who thought Zanu-PF was bad and I was very afraid, but it only took phone call, phone call after phone call for me to be where I am today. I can’t say much, but there are people I came with from the MDC Alliance.”

Her remarks came shortly after former MDC Alliance Masvingo Central MP Jeffreyson Chitando last week claimed that Zanu-PF was planning to launch Operation Armageddon that would see it taking over service delivery tasks in all urban areas from the MDC Alliance councils as part of efforts to lure votes.

Zanu-PF national commissar Victor Matemadanda last week disclosed that they were targeting over five million votes for Mnangagwa in 2023.

This, he said, would be achieved by fishing from the MDC Alliance pond, whose leader Chamisa got over 2,1 million votes against the Zanu-PF leader’s 2,4 million in the 2018 presidential poll.

Matemadanda said they were expecting more defections from MDC Alliance in the coming few days.

“At that rate, we will reach 2023 with only five people or no one from the MDC Alliance. We are mobilising people even from MDC Alliance and all their formations, Mthwakazi and other parties,” Matemadanda told NewsDay.

Zanu-PF’s Operation Armageddon, according to Chitando, would see line ministries superintend over key services such as waste collection and water distribution in urban centres to portray the opposition as failures.

“Zanu-PF is in panic mode as the urban voter population is rapidly increasing, while the rural population is drastically decreasing,” Chitando told NewsDay.

“Operation Armageddon will see Zanu-PF taking over the service delivery of urban areas from the MDC Alliance councillors. The President (Mnangagwa) has instructed every ministry to identify areas of intervention in line with their ministries’ line of operation.

“Roads, housing, sewage, refuse collections, education and health will be taken from city councils and placed under line ministries,” he said.

Chitando further alleged that to ensure that the operation succeeded, the Zanu-PF plan was that Mnangagwa and various high-ranking officials would literally camp in urban areas where they would officially commission various projects in a bid to lure urban voters.

“Zanu-PF is coming to cities armed with Zinara (Zimbabwe National Road Administration)’s millions of dollars to repair roads and then they will blame MDC Alliance councillors for failing to maintain the roads,” Chitando said.

But Zanu-PF provincial political commissar for Masvingo Jevas Masosota rubbished Chitando’s assertions saying: “He is just hallucinating. It’s not Zanu-PF that neglected service delivery for decades.  Since the MDC took over councils in 2000 they proved that they were only good in talking.  They only got into councils for self-aggrandisement – nothing else,” Masosota said.

MDC Alliance officials said they were aware of the ruling party’s machinations to destabilise the opposition party through blackmail and “sponsored defections”.

“Zanu-PF is desperate and is using all sorts of tactics to derail the people’s project, but this will not work. They have tried everything they can to destroy us, but our power rests in the people not in those renegades they are parading as defectors. Zanu-PF has nothing to offer the people, hence they are engaging in these archaic tactics,” MDC Alliance deputy spokesperson Clifford Hlatywayo said.-Newsday

Baboons Terrorise Shops

By A Correspondent- Baboons are terrorising businesses, residents and villagers in Victoria Falls by breaking into shops to steal foodstuffs and ambushing people and snatching food from them as well as “cleaning” maize fields.

A few days ago a baboon caused a commotion when it entered OK Supermarket and stole a packet of chips.

Despite frantic efforts to scare it away, the baboon tried to go in through the front door and later returned to enter through the roof and jumped into the shop through the ceiling.

The animals’ belligerent attitude has been attributed to hunger as they cannot find fast-food leftovers in rubbish bins.

Trash cans are always empty because of a lack of tourism activity and restricted operation of restaurants due to the coronavirus lockdown.

Speaking to Chronicle on condition of anonymity, some residents said the baboons had turned Victoria Falls into a “war zone”. An employee at one of the shops said:

We clean baboon poo in the office almost every day. I think they had mastered the lockdown business hours and would enter the shops once people knock off.

Lately, they have been breaking into shops even in the presence of people. They broke two window panes into our shop and have been sneaking inside and mess around before entering the ceiling.

Sometimes we see them peeping inside wanting to come in.

The Chronicle reported a source saying it is now risky to move around carrying food as the baboons can differentiate plastic bags from food outlets from those from other shops. Said the source:

Some now camp in front of Chicken Inn or OK shops and snatch whatever they see people carrying. One baboon recently caused a stir when it entered the OK shop, went on top of a butchery fridge before jumping onto a nearby shelf where it snatched a packet of chips and fled.

On another day they charged at a man who had just bought two pies and he threw them down as he fled.

The Zimbabwe Parks and Wildlife Management Authority (ZimParks) has been urged to deal with the baboon menace as there are fears that the primates will disrupt tourism in the city.

Chief Whange said some villagers in Kasibo are staring hunger after their maize crops were eaten by marauding baboons.

Gweru Mourners Fined

By A Correspondent- 76 Gweru’s Mtapa suburb residents who were arrested on Saturday during the funeral of an alleged victim of police brutality have been released after the Zimbabwe Human Rights NGO Forum offered them legal assistance.

The mourners were part of a group that was teargassed by police after dumping Tatenda Pasinyore’s corpse near the Monomutapa Police Station entrance where he was detained before being taken to a local hospital where he died. The Forum said in a statement:

The Forum offered legal assistance to the 76 mourners arrested during the burial of Tatenda Pasinyore who died after an alleged assault by police on 28 February.

The mourners were charged with breaking COVID-19 lockdown regulations and participating in an illegal gathering.

The Forum lawyers, on instruction from the arrested, engaged police officials and the charge was lessened to violating COVID-19 lockdown regulation. All the mourners were released after paying a $500 fine each.

Pasinyore passed away at Gweru’s Mutapa Police Station after he was brutally assaulted by police who had arrested him for violating COVID-19 regulations.

Police arrested the mourners who had gathered outside the police station which is located along Gweru-Matobo Road.

National police spokesperson Assistant Commissioner Paul Nyathi said police were forced to intervene as residents were violating COVID-19 lockdown regulations. He said:

According to the COVID-19 regulations, funeral gatherings are limited to 30 people. So we discovered that the people who had gathered for the funeral were exceeding 30 and police had to disperse people.

On the other hand, we realised that there were some civil organisations and purported human rights activists who had taken advantage of the situation so, police had to maintain law and order.

The Forum offered legal assistance to the 76 mourners arrested during the burial of Tatenda Pasinyore who died after alleged assault by police on 28 February. The mourners were charged with breaking COVID-19 lockdown regulations and participating in an illegal gathering. The Forum lawyers, on instruction from the arrested, engaged police officials and the charge was lessened to violating COVID-19 lockdown regulation. All the mourners were released after paying $500 fine each.
Pasinyore passed away at Gweru’s Mutapa Police Station after he was brutally assaulted by police who had arrested him for violating COVID-19 regulations. The family is receiving legal assistance from the Forum and is awaiting results of a post mortem carried out on 4 March 2021.

ZACC Investigates Grace Mugabe’s Investments

Former First Lady Grace Mugabe and a group of her associates are coming under investigation from anti-corruption authorities following complaints that they grabbed residential stands worth US$10 million without paying from an upmarket development on State land in Borrowdale.

Arosume Property Development (Pvt) Limited were appointed as developers for the land on Carrick Creagh Estate allocated to Sally Mugabe Housing Cooperative in 2005 and have now lodged complaints with the Zimbabwe Anti-Corruption Commission and the Special Anti-Corruption Unit in the President’s Office.

Zacc spokesperson, Commissioner John Makamure said the commission would investigate all reported cases of corruption without fear or favour, including the Carrick Creagh Estate.

“We are dealing with all suspected cases of corruption that have either been reported to us, that have appeared in the media or even on social media. We are determined to allow the law to take its course,” he said.

According to a letter filed with Zacc, Grace Mugabe and Dr Chombo are accused of using undue influence.

“A tripartite agreement was thus entered into between the Ministry of Local Government, Public Works and Urban Development, Arosume Property Development (Pvt) Ltd and the Sally Mugabe Housing Cooperative.

“The object of the tripartite agreement is the development of upmarket residential stands of varying sizes at Carrick Creagh Estate, Borrowdale, Harare.

“To this end the ministry contributed land owned by the state whilst Arosume Property Development was tasked with the development of the area,” read the papers.

The agreement came with some regulatory and policy arrangements, such as the standard 20 percent of the land to be reserved as Government commonage as required on all developments where State land is privately developed.

The developer negotiated that 50 undeveloped stands be transferred to Arosume before work started, due the risks involved in the scheme. But the bulk of development costs and profits would come when the stands were sold.

But Arosume now alleges that some with political clout unprocedurally grabbed land from original beneficiaries and transferred the properties into companies and individual names without paying for them, reads the complaint, naming former First Lady Grace Mugabe and former Minister Ignatius Chombo.

It is alleged that former First Lady Grace Mugabe transferred to companies under the directorship of two of her children, Bona and Robert Mugabe Jnr, seven stands totalling just under 10,2ha.

Companies and individuals associated with the First family that benefited include Farai Olivia Mushonganyika who obtained land worth US$364 000 without paying, Junior Gumbochuma for land worth US$544 000 (1,2ha), Penking Investment for land of US$812 000 and Montshow Investments for land of US$1,9 million.

One of the names appearing on the list is former MDC legislator Timothy Mubhawu, who is alleged to have received land worth US$432 000.

Former Cabinet minister Chombo is alleged to have grabbed land worth almost US$1 million with three stands totalling 2,2ha allocated to three firms including Comverol Enterprises and Cavford Trading. -The Herald

Barely a week after President Emmerson Mnangagwa has sworn in Minister of Foreign Affairs and International Trade Ambassador Dr Frederick Shava, Joseph Biden the United State of American President slapped him again by renewing the economic embargoes.

Though the country continues to advance its engagement and re-engagement policy, President Mnangagwa is still struggling to put his foot on the developmental pedal to drive the country’s quest for economic development, facilitating the attraction of global capital and promoting trade.

Zimbabwe government wants the economic embargoes to be lifted but the lackadaisical approach being employed by the leadership is a cause of concern. Implementing political reforms seems to be a toll order.

Sanctions are an enforcement measure option in the United Nations Charter to ensure states comply with Chapter 1.

The purposes of the United Nations are to promote, encourage respect for human rights and for fundamental freedoms for all.

Zimbabwe is deliberately violating these principles to stamp out dissent manifested through human rights violations, arbitrary arrests of government critics, surveillance abuse, police brutality, imprisonment, involuntary settlement, stripping of citizen’s rights and violent action/terror such as murder, summary executions, torture, forced disappearance, other extrajudicial punishment of political activists and the general population at large.

The political repression was sanctioned and organized by the state and may constitute state terrorism, genocide, politicide or crimes against humanity. Acts of political repression were carried out by police, secret police forces (CIO), army, paramilitary groups Green Bombers who were being trained at Border Gezi training centre.

What everyone seems to have failed to consider is that the Zimbabwean state agents do not only violate the Charter principles in their means to stamp out dissent, they also violate the Universal Declaration of Human Rights and its covenants.

The Declaration was explicitly adopted for the purpose of defining the meaning of the words “fundamental freedoms” and “human rights” appearing in the United Nations Charter, which is binding on all member states. For this reason, the Universal Declaration of Human Rights is a fundamental constitutive document of the United Nations. In addition, it is believed that the Declaration forms part of customary international law.

The 1968 United Nations International Conference on Human Rights advised that the Declaration “constitutes an obligation for the members of the international community” to all persons. The Declaration has served as the foundation for two binding UN human rights covenants: the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.

The rights under these laws are regarded as inalienable (cannot be taken away even with one’s consent) and universal (apply everywhere – so even if the violation occurs in Zimbabwe criminal/other legal liability applies anywhere worldwide.

A peremptory norm (also called jus cogens, Latin for “compelling law”) is a fundamental principle of international law which is accepted by the international community of states as a norm from which no derogation is ever permitted (non-derogable). These norms are rooted from Natural Law principles, and any laws conflicting with it should be considered null and void.

It is therefore a crime under international law to be complicit (to tolerate or knowingly ignore) anywhere in the world in human rights violations committed by agents of the state in Zimbabwe.

Zanu PF government through the regional bloc Sadc is trying to lure other neighbouring countries to add a voice and march for the removal of sanctions but nothing materialising and the old administration under Donald Trump in Washington could not even incline their ear on Zimbabwe’s concerns.

This government knows what must be done. The way forward for sanctions to be lifted in Zimbabwe is simply to follow the laid out rules and implement reforms.

Its unfortunate that the new dispensation blew out the only opportunity to re-engage when the former President was booted out. Every nation was ready to work with Zimbabwe.

Mdc Alliance Namibia is absolutely amazed that the Parliament of Zimbabwe has the time to debate on the useless patriotic bill that seeks to muzzle the citizenry’s democratic rights to express their political opinions about how Zimbabwe is being governed.

Instead of priotising fixing the devastating economic meltdown, Zanupf Mberengwa South legislator Alum Mpofu said, “I move the motion in my name that: Cognisant that Zimbabwe’s image and national reputation are critical factors in attracting foreign investment…have enacted laws that bar citizens from engaging in unpatriotic activities and communication intended to denigrate the integrity of their homeland”.

This is incontrovertible evidence proving Mnangagwa’s futile attempt to put Zimbabweans on mute and make sure they don’t castigate the cartels and their enablers who are running national affairs like their tuckshops.

Mpofu’s utterances unearthed Zanupf’s deliberate diversion from serious national issues like the gross abuse of human freedoms manifesting in unprecedented levels of human butchery of opposition activists and journalists. Zanupf legislator went on to open up attacking his own rotten system in the process of moving the motion. He said,”…the overwhelming majority of Zimbabweans are focused on building the positive image of the country as reforming , open , peaceful and democratic country that is attractive to investment”. This is a clear testimony that even politically inept Zanupf morons also subscribe to social democracy but due to fear of persecution by the Harare monocratic regime, they continue to support looting and corruption.

Moreover,Mdc Alliance Namibia would like to make it clear that they reject to be stifled by greedy politicians who intend to silence voices of dissent in the motherland and the diaspora.

We shall continue to speak condemning autocratic Zanupf government for failing to revamp our economy. We shall continue to amplify our revolutionary voices against the arbitrary arrests and detention of our people for speaking against the selective application of the law. Zanupf must know that patriotism can’t be imposed on the citizens.

Love is a natural drive! This attempt to compel citizens to love a country governed by greedy stomach politicians who eat on behalf of the citizens who continue to wallow in abject poverty as Zanupf accelerates belly politics of plunder and self-enrichment.

We concur with Hon Molokele Daniel who postulated that the talk of patriotism should not be allowed in Parliament when the motherland has political prisoners in the names of Cde Makomborero Haruzivishe, Takudzwa Ngadziore, Chiriga, Hon Joana Mamombe, Cecilia Chimbiri, Tungamirai Madzokere, Last Maengahama only to mention but a few. Mdc Alliance Namibia demands the unconditional release of its organic and pragmatic leadership.

The Parliament of Zimbabwe must be people driven. We can’t have a Parliament that decides on behalf of the people against their will as well the Supreme Law of the country. Demonstrations and protests are allowed by the 2013 constitution, Joana and other revolutionaries should be allowed to express their political opinions without fear of persecution by prosecution. These are the issues that should be brought to the August House for debating.

Furthermore, we have got civil society activists who have been denied bail in the motherland for standing up for the truth or being true patriots.

How then do you expect such citizens to say anything positive about a satanic thugocratic government that is tormenting its citizens for sharing a different plate of political opinion? Civil servants and all in the private sector are struggling to join pieces together including paying school fees for their helpless children. In the recent months , we saw Amalgamated Rural Teachers’Union of Zimbabwe’s Gender Secretary for Masvingo Province (Artuz) sentenced to 10 months imprisonment for demanding a living wage against slave wages paid to teachers in the motherland. These are the issues that must be brought to Parliament to give trade unionists their powers to protest against unsalted peanuts (meagre salaries).

To wind it up, Mdc Alliance Namibia urges Mpofu to preach the ideology of social democracy to his cronies before moving foolish and helpless motions in the sacred House of Legislators. As a district , we shall continue speaking against gross abuse of power by Zanupf terrorists. We are not deterred by empty bills that are meant to rob us of our democratic rights to speak out our minds regarding governance issues. We are Zimbabweans! We are not scared of the patriotic bill since we are going to employ all our organs to resist an attempt to establish a One-party state.

An Eye on the Future of Women in ICT as World Celebrates International Women’s Day

Today the World celebrates the International Women’s Day, a day traditionally set aside for celebrating the social, economic, cultural and political achievements of women. For Africa, and for the ICT community in the continent, this day provides the opportunity for reflection and the possibility of grounding our shared aspirations especially now that the world shifts focus to the Fourth Industrial Revolution.  

Today, women are increasingly involved in roles that are shaping ICT in Africa, including in emerging and developing areas such as genetics, artificial intelligence, robotics, nanotechnology and biotechnology, among many others. The question therefore becomes; what does the future hold for women in ICT in Africa? 

Our continent has for a long time been dogged by a culture that has downplayed the role and potential of women, often not fully believing in their capacity to be productive in vital decision-making situations. This has denied us the opportunity to exhaust and fully benefit from some of the greatest talents which have been suffocated by the gender-based balkanization and discrimination of women. As such, there has always existed the need to build a strong mindset, through policies and frameworks, within communities and institutions, that seek to level the playing field for both men and women in Africa.  

The African Telecommunications Union (ATU) which is the body that is mandated to accelerate the development of telecommunications/ICTs in Africa, is at the forefront in setting the pace for promoting gender equity in the ICT space. One of ATU’s pillars, that anchors its core activities and programmes is the promotion of an enabling environment for development and sustainability of digital economies. At the heart of this pillar is the active participation of women in ICT growth and development. It is noteworthy that institutions within the ATU umbrella are leading by example with many countries today either having their Ministries of ICT or their ICT regulatory authorities headed by women. These include Kenya, Namibia, Angola, South Africa, Benin, Rwanda, Cameroon, Senegal, Uganda, among others.  

At ATU, we have equally taken a decision, with the support of our members, to only participate in panels or discussions where women are adequately represented. We have made a conscious effort to ensure that all our decision-making meetings, committees, working groups and task teams must have no less than a third of women in their representation. This year’s theme for the International Women’s Day, ‘Choose to Challenge’ therefore points to the reality of what needs to be prioritized today. The idea of ‘choosing to challenge’, calls out gender bias and inequality at a time when we celebrate women’s achievements across the continent.  

It is projected, according to the Global Challenge Insight Report of the World Economic Forum, that 90% of future jobs will require ICT skills. The report which focuses on the Fourth Industrial Revolution with regard to the future of jobs, skills and workforce strategy, is indicative of the need to promote gender equity more urgently now than before. The truth in any case, is that even if all positions were occupied by any single gender in the future, a deficit would still surface, consequently making it imperative for us to build a strongroom where gender parity can be effectively guarded.   

We must make it our primary responsibility to facilitate women in ICT to occupy high skill-level positions, have representation in decision-making within the sector, gain access to education and training as well as investment and entrepreneurship funds, and all other possible opportunities that exist, without the disadvantage of gender-motivated stereotyping. This will lay the groundwork for the actualization of Sustainable Development Goal 5, as adopted by the United Nations and which calls for gender equality and the empowerment of women, with a specific target on utilizing technology and ICTs to realize women’s and girls’ empowerment.   

The African Telecommunications Union in this sense, looks forward to a successful International Women’s Day where all persons, men and women, join together to celebrate women and provoke the creation of an equitable environment that guarantees the success of our continent.  

FULL TEXT: Madhuku On Resignation Of Vice Presidents.

                                        LEGAL OPINION

DOES SECTION 96(2) OF THE CONSTITUTION OF ZIMBABWE, 2013 APPLY TO RESIGNATIONS OF CURRENT VICE-PRESIDENTS?

                                                           BACKGROUND

  1. The above question has arisen in the following situation:
    1. After the resignation of Vice-President Mohadi, a Government spokesperson indicated, as a fact, that the Vice-President had given his written notice of resignation to the President about a week earlier than the day that the Vice-President publicly announced his resignation.
    1. The President, despite receiving the written notice, did not give public notice of the resignation. The first time that the public got to know about the resignation of the Vice-President was when the Vice-President himself made the announcement.
    1. Some concerned citizens, on learning that the Vice-President had given written notice to the President a week earlier than his public announcement, expressed the view that the President had breached the Constitution by not giving public notice of the resignation within twenty-four hours as required by section 96(2) of the Constitution.
    1. In response to questions from two journalists, on separate and unrelated occasions, I expressed the following opinion- that section 96(2) of the Constitution does not apply to the current Vice-Presidents and that the section will only apply to  Vice-Presidents after the coming into force of the  running mate clause.
    1. My aforesaid opinion was widely reported and attracted various responses. One prominent response was that the opinion was a wrong reading of our law and that I had deliberately promoted that wrong view as an “enabler” to support and/or protect the President. Professor Jonathan Moyo appeared to have led this response in his tweets.
    1. A response of a qualitatively different type came from Dr. Alex T. Magaisa. His response was not a mere tweet. In his “Saturday Big Read”, he wrote an article under the title “ Mohadi Resignation: Did President Mnangagwa breach the Constitution?” In direct response to my opinion, Dr Magaisa concluded as follows:  “The argument that it does not apply to the current Vice Presidents, therefore, promptly falls away”.
    1. The conclusion in the Dr. Magaisa article is the direct opposite of the opinion I expressed. Judging from the vigorous Twitter debate that followed the Dr. Magaisa article, there are now two prominent and mutually exclusive opinions on section 96(2): does it apply to current Vice-Presidents?
    1. On 6 March, 2021, I responded to a tweet by Professor Jonathan Moyo in which he was accepting the opinion by Dr. Magaisa and saying “ @ProfMadhuku should be professional and admit he was wrong”. My response, was as follows: “The opinion I gave to the media: that section 96(2) of the Constitution only applies to a VP who is a running mate (and thus not applicable to current VPs) is the better view of the law. With respect, I find the article by @Wamagaisa shallow and simplistic, unless meant for Twitter”.
    1. I promised to post a detailed argument showing the scholarly basis of the opinion I hold. What follows below is the detailed argument. For the sake of completeness, I must say that the argument is extracted from a specialized article and is written for reading by both `legally trained` and `not legally trained` persons.

                                 THE ARGUMENT

  • Every Constitution has two types of provisions, namely:
    • Express provisions.
    • Implied provisions.
  • Express provisions are those that are actually written. We all can read them.
  • Implied provisions are not written. They cannot be seen by the ordinary eye yet they exist. To discover implied provisions, one requires an inner legal eye.
  • What makes constitutional interpretation a specialist area of the law is the complex interaction between express and implied provisions. In every situation calling for constitutional interpretation, two questions arise. These are:
  • What does the Constitution say?
    • What does the Constitution mean by what it says?
  • The above two questions arise because a Constitution does not always mean what it says. Because of implied provisions that require an “inner legal eye”, the meaning of a constitutional provision may go beyond what it says. Put differently, we cannot resolve a constitutional issue merely by starting and ending with what a Constitution says: this much is, or ought to be, basic.
  • Clearly therefore, while every person who can read the language in which a Constitution is expressed may gain useful knowledge of the Constitution, not every such person may be an expert in constitutional law. Expertise in constitutional law requires the use of an “inner legal eye” that easily detects the many situations in which implied provisions take centre stage.
  • How does an “inner legal eye” detect implied provisions? The answer to this question is simple. Implied provisions come from one or more of the following:
  • The intentions of the framers of the Constitution.
    •  The legislative history of the constitutional provisions.
    •  The purpose of the constitutional provisions.
    • The context in which the constitutional provisions are found in the Constitution.
    • The relationship between the provision and other provisions.
    • The internal logic of the Constitution as a whole.
    • The jurisprudence developed by the Courts.
  • Different constitutional experts may come to different conclusions about implied provisions. However, what is unacceptable is to treat the Constitution as a simple legal document that starts and ends with its express provisions: proper constitutional meaning comes from the interplay between express and implied provisions.
  1. The general principle of law is that a provision is implied IF AND ONLY IF, BY NECESSARY IMPLICATION, IT IS TO BE SO IMPLIED. This is at the core of law. We will return to it at the point of concluding this argument.
  1. Given the complexity of implied provisions and their centrality to constitutional jurisprudence, there is no short cut to gaining expertise in constitutional law.
  1. Having outlined the foregoing, we can easily understand section 96(2) of the Constitution.
  1. Section 96 itself appears in Part 2 of Chapter 5. The heading of Part 2 reads: “THE PRESIDENT AND VICE PRESIDENTS”. Part 3 of Chapter 5 has the following heading: “MINISTERS, DEPUTY MINISTERS AND CABINET”.
  1. We see from the structure of Chapter 5 that the Constitution puts the President and Vice-Presidents together and separates them from Ministers and Deputy Ministers. Why is this so? The answer is that the Vice-President in Part 2 of Chapter 5 is a running mate Vice-President who is treated as such throughout that Part.
  1. Part 2 runs from sections 89 to 103. The reference to Vice-President in each of the sections in Part 2 is to the Vice-President who is a running mate. It is common cause that before we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, the Vice-President in Part 2 is a running mate Vice-President.
  1. Thus, for the framers, before we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, section 96(2), like every other provision in Part 2, refers to a running mate Vice-President.
  1. It is also common cause that when we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, not every provision in Part 2 applies to current Vice-Presidents. Thus, some provisions in Part 2, although framed for running mate Vice-Presidents also apply to current Vice-Presidents while others will not apply to current Vice-Presidents.
  1. For the avoidance of doubt, when we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, the provisions on Vice-Presidents in Part 2 of Chapter 5, as they currently stand, are in two categories, namely:
    1. Those that only apply to running mate Vice-Presidents.
    1. Those that also apply to current Vice-Presidents.
  1. The SOLE question therefore is: Do the transitional provisions in paragraph 14 of the Sixth Schedule make section 96(2) on running mate Vice-Presidents also apply to current Vice-Presidents? Put differently, in which category is section 96(2)? Is section 96(2) in the category of (i) those that only apply to running mate Vice-Presidents or (ii) those that also apply to current Vice-Presidents?
  • I believe I have clearly set out the question to be answered.
  • In answering that question, we turn to our express and implied provisions.
  • Let us start with express provisions. The express provisions of paragraph 14 of the Sixth Schedule tell us that sections 92 and 101 are in the category of those that only apply to running mate Vice-Presidents.
  • As I have indicated above, express provisions cannot be the end of the matter. While sections 92 and 101 are expressly excluded, there are several other provisions in Part 2 that are impliedly excluded. These other provisions are impliedly excluded by applying the test I outlined above: a provision is implied IF AND ONLY IF, BY NECESSARY IMPLICATION, IT IS TO BE SO IMPLIED. Section 96(2) is one such provision that BY NECESSARY IMPLICATION is excluded.
  • We turn first to provisions other than section 96(2) that are also, BY NECESSARY IMPLICATION, excluded from applying to current Vice-Presidents. Here I will pick those that clearly do not apply to current Vice-Presidents. These are:
    • Section 91: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents (QUALIFICATIONS FOR ELECTION)
    • Section 93: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents( CHALLENGING ELECTION OF VICE-PRESIDENT)
  • Section 94: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents(ASSUMPTION OF OFFICE OF VICE-PRESIDENTS)
  • Section 95: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents(TERM OF OFFICE OF VICE-PRESIDENTS)
  • Section 97: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents( IMPEACHMENT OF VICE-PRESIDENTS)
  • Section 100: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents (ACTING PRESIDENT)
  • The point I am making in paragraph 24 is this: apart from sections 92 and 101 that are expressly excluded by the provisions of paragraph 14 of the Sixth Schedule, there are other provisions in Part 2 that, BY NECESSARY IMPLICATION, do not apply to current Vice-Presidents.
  • It is clear to me that section 96(2), BY NECESSARY IMPLICATION, does not apply to current Vice-Presidents. I respectfully so submit below.
  • At this point, I will deal with what it is that leads me to the firm conclusion that, BY NECESSARY IMPLICATION, section 96(2) does not apply to current Vice-Presidents.
  • As a reminder, please refer to paragraph 8 above for the factors that are normally considered in saying whether or not there is a NECESSARY IMPLICATION. For me all the six factors from 8.1 to 8.6 lead to the irresistible conclusion that section 96(2) does not apply to current Vice-Presidents.
  • Let us reproduce the whole of section 96:

“ (1). The President may resign his or her office by written notice to the Speaker who must give public notice of the resignation as soon as it is possible to do so and in any event within twenty-four hours.

   (2). A Vice-President may resign his or her office by written notice to the President who must give public notice of the resignation as soon as it is possible to do so and in any event within twenty-four hours.”

  • I will rely on just a few factors from paragraph 8 above.
  • The factor of “intentions of the framers of the Constitution”[ para 8.1] quickly springs to the surface. The framers must have had in mind only the running mate Vice-President who was part of an elaborate succession plan they had provided for in section 101. By expressly excluding section 101 from the current Vice-Presidents, section 96 automatically became excluded as well.
  • Take the factor of “ the purpose of the constitutional provision”[para 8.3].The purpose of the  public notice within 24 hours of the resignation arises from the fact that these are elected officials: it is a notice to the electorate. It is significant that in the entire Constitution, it is only in respect of the Presidency that a public notice of the resignation must be given within 24 hours. This is because the Presidency is the only public office that involves the entire public in respect of elections. Section 96 is therefore premised on a direct election of the Presidency. It records a constitutional principle: the body that elected or appointed an office holder must be informed promptly of a resignation.
  •  Where a Vice-President is not elected but appointed by the President and holding office at the President`s “pleasure”, the purpose of section 96 does not arise. This point becomes clearer when regard is had to other resignations of public officials: there is no requirement for a public notice of a resignation in respect of Ministers and Deputy Ministers [section 108]; Speaker [ section 126), President of Senate [section 122], Member of Parliament [section 129] and Chief Justice and other judges [section 186]. The only reason why a Vice-President in section 96(2) is treated differently from all these other public officials is his/her election as a running mate.
  • With the factor of “the internal logic of the Constitution as a whole”[para 8.6], it is clear from section 96 that the only difference between the President and a Vice-President is on the public officer to whom the written notice of resignation is sent: Speaker (in the case of the President) and President (in the case of the Vice-President). From this structure, section 96 falls typically into the category of provisions such as sections 91, 92, 93, 94, 95 and 97 that place the Vice-President in the same category with the President because the Vice-President is a running mate. Where a Vice-President is not elected but appointed by the President and holding office at the President`s “pleasure”, the internal logic inherent in section 96 does not arise.
  • In my view, it is inescapable that on a proper reading of the Constitution,  section 96(2) of the Constitution does not apply to the current Vice-Presidents. The section will only apply to  Vice-Presidents after the coming into force of the  running mate clause.

Hon Khumalo is currently receiving medical attention at a health facility in Bulawayo.

“MDC Alliance National Chairperson, Thabitha Khumalo, was on Saturday morning attacked by two armed men who brazenly broke into Saurcetown home in Bulawayo, severely beat her knees, head using a knobkerrie.
They stabbed her right hand,” MDC Alliance said in a statement.

Govt Promises Demolitions Will Never Happen Again Before Compensation | TRUTH or NONSENSE?

Demolitions of illegal housing structures remain suspended and Government will only be in a position to demolish structures once compensation and new land to relocate the affected people is secured, National Housing and Social Amenities Minister Daniel Garwe has said.

Responding to social media reports that Government is set to demolish more than 3 000 illegal houses in Gweru, the Minister said the position is that houses can be pulled down when there is alternative accommodation.

“The social media report purporting there were over 3 000 houses to be demolished is misleading.  

“During our recent visit of Gweru, we toured areas which were affected by floods we identified areas where some houses were built in wetlands and the Government position is that people should not be settled on wetlands or along river banks.

Those houses on the river banks should be removed, but they can only be removed after Government and the local authority finds a new place.

“If those affected were settled there by a land baron then that land baron should compensate the affected,” he said.

Minister Garwe said Government will not wantonly destroy people’s houses as a proper housing scheme was being put in place in line with Vision 2030 of achieving an upper middle class economy.

“Government stopped the demolition of houses and the position remains, but what is critical is that where there are no proper lay out plans, where there is no water and other ablution facilities those structures should be removed and the persons responsible for settling home-seekers under such conditions should be liable,” he said.

Meanwhile, Minister Garwe said Government is working on the construction of water and sewage reticulation infrastructure on houses built under Garikayi/Hlalani Kuhle housing scheme.

Speaking during a tour of housing schemes in Marondera recently, Minister Garwe, said Government will also relocate residents whose houses were built on wetlands.

“It is our responsibility as Government to bring sanity to all Garikayi settlements although the houses were not built in a proper way. It is also our responsibility as Government to provide social amenities in all human settlements.

“In Marondera, we know there was land reserved for such infrastructure as hotels, but was converted for other uses. We need to identify new spaces for such features.

“I have noticed that in all the housing schemes in Marondera, there is no provision of roads, water and sewer. People are using septic tanks on stands that are as small as 400 square metres which is against the building standards. Potential waterborne diseases are being created,” he said. Herald

No one will be moved out of the Chilonga area in Chiredzi South for the US$60 million lucerne grass project by Dendairy Company on 6 000 hectares, as the local farmers will become out-growers, and only a few families will have to move within the area to allow infrastructure development.
Political opportunists have been incorrectly speculating that the scheme, approved by the local community itself as well as local traditional leaders and the local council, would see the displacement of thousands of villagers.

Minister of State for Masvingo Provincial Affairs and Devolution Ezra Chadzamira said villagers in the area earmarked for the project by the Kwekwe-based milk processor would be incorporated into the project and empowered as out-growers in line with Vision 2030.

Minister Chadzamira said only a few families would be moved from their homes to pave way for some developments under the project, but will still be settled within the same area to benefit from the game-changing venture that seeks to modernise rural Chikombedzi.

While the land use model for Chilonga was being changed from communal to commercial land, this would not result in relocation of people from their ancestral lands.

The Minister berated political opportunists in the opposition circles who were trying to gain cheap scores by misconstruing facts in pursuit of nefarious agendas that do nothing to develop Chikombedzi.

Government had done due diligence and consulted widely with the local community and their leadership to get their buy-in for the massive project. The grass project would be Masvingo’s biggest investment in recent history by private investors, transforming the rural Chilonga hinterland with new modern bridges, roads, a railway line and a factory.

“First and foremost, as Government we want to make it clear that nobody will be removed from their ancestral land under this US$60 million lucerne grass project that is in line with President Mnangagwa’s Vision 2030,” he said.

“We have a few homes that will have to moved as part of the reorganisation that will take place as new developments take shape in the area, but these affected people will still be resettled in the same area because we want them all to benefit from the project as lucerne grass out-growers.”

Government had taken a keen interest in the project to make sure that the local community were not short-charged with Vice President Constantino Chiwenga visiting Chilonga area twice to make sure the community were not excluded from the project.

“We don’t know the motive behind those who are saying Chilonga people will be removed from their ancestral land to pave way for a project to grow grass. We have made sure that our people will benefit as out-growers and Government will not abandon its people.

“We made consultations from the lower levels right up to the political leadership and chiefs, but there are some who are trying to make political capital out of these consultations and spreading falsehoods.”

Under the project, measures were being put in place so that every family benefits from the grass project which will see a new railway line being built in the area to link Chilonga and the Nandi-Sango line.

The railway will be used to export grass to niche markets in Dubai and China via Mozambique.

Modern roads will also be built in the area with the investor also set to fund construction of an all-weather bridge across Runde River on the road which links Chiredzi Town to Chikombedzi via Chilonga.

Villagers use canoes to cross the flooded and crocodile-infested Runde River to travel to Chikombedzi or Chiredzi, the district commercial capital.

“Thousands of jobs will also be created for locals (in Chilonga) as a huge factory will be built to process the lucerne grass for export. There will be a number of infrastructural developments by the investor in Chilonga that will economically transform the area in line with Vision 2030.

“It is unfortunate that some people with hidden agendas are using social media to distort facts and whip up emotions about a very noble project where Government has put in place measures for a win-win scenario between the investor and the locals,” said Minister Chadzamira.

This was corroborated by Chiredzi District Development Coordinator Mr Lovemore Chisema who emphasised that consultations were done with locals to get their buy-in for the project.

“We consulted all the interested parties from the villagers themselves,chiefs and councillors and a resolution was passed in council endorsing the lucerne grass project. The local community raised their concerns and these were noted in coming up with the final resolution supporting the project,” said Mr Chisema.

Chiredzi Rural District Council chair Mr Ailes Baloyi confirmed that the local authority endorsed the lucerne grass project following consultations with the community in Chilonga.

“Council came up with a resolution to back the grass project in Chilonga and there were no objections. Council got assurances that our people will benefit as grass out-growers and they supported the project,” said Mr Baloyi.

Over 6 000ha in Chilonga will be turned into a lucerne growing estate in northern Chikombedzi with water set to be drawn from the confluence of Runde and Chiredzi Rivers.

In an indication of more economic benefits that will accrue to the Chilonga community from the grass project, the investor has already pumped funds towards the revival of Chilonga Irrigation Scheme.

The scheme was revived last year having been mothballed since 2007 owing to water shortages after the water pump was submerged by silt while the water abstraction point could also not continue supplying water following a change of course by the heavily silted Runde River.

Chilonga Irrigation Scheme is now up and running and currently plot holders are harvesting maize on 159ha where irrigation was restored with the help of the investor.

This has already provided food security for communities in arid northern Chikombedzi. -Herald

Not sparing the zero developmental policies in areas like Mwenezi where the Shangaan and the Pfumbi minority groups hail from. In its effort to achieve their exploitative policies the Zanu pf regime has always resorted to politicization of the Traditional leadership.

We applaud the Local Traditional leaders for standing firm and protecting their traditional and cultural values and natural treasures in their local land.

Whose agenda and for whose benefit do they want to sacrifice shifting such a large number of villagers from their land?

In the MDCA policy blueprint the respect and uplifting of minority groups is clear and the respect for a bottom up approach to implementation of policies is critical.

Shock As Woman Bites Off Neighbour’s Lip, Sucks Blood

ANGER tells us that we need to take action to put something right.

It gives strength and energy as well as motivates one to act, although sometimes it can be irrational action.

For some people, anger can get out of control and cause problems with family members, neighbours and the law.

This was the case for a Zimunya woman who did the unthinkable on Monday when she bit off her neighbour’s lower lip and swallowed it.

The woman allegedly went on to suck her victim’s blood.

The macabre real life drama has left some Zimunya residents convinced that it was an act of vampirism.

The cause of the fight was rumour mongering involving the lady’s daughter-in-law who had told her that their neighbour was gossiping about her.

Emilia Madondo (47) was left nursing a gaping wound on her face after being attacked by Shamisai Nyakasvika.

The Weekender caught up with Madondo at the Victoria Chitepo Provincial Hospital on Tuesday.

She narrated the events that led to the horror attack.

“On Monday morning, I received a text message from Nyakasvika enquiring on why her daughter-in-law had been at my place on Sunday. She threatened to drag her daughter-in-law to my house to force her to marry my son.

“She accused me of trying to influence her daughter-in-law into finding alternative accommodation, yet I have always been pleading with the woman not to turn her back on her in-laws,” said Madondo.

She said Nyakasvika then attacked her when she had approached her for recourse.

“When I approached her seeking clarification on what she meant through the text message, she punched me all over the body. I stood my ground and fought back,” she said.

Madondo said they traded insults during their fight but things took a dramatic turn when neighbours intervened to stop the fight. Nyakasvika took advantage of her lapse in concentration to deliver the devastating blow.

“During the fight, saliva was drooling from her mouth like a rabid dog. When she bit me, I first thought it was a dog. When she finally released her grip on me, blood gushed from my lower lip.

“We looked for the chunk everywhere, but could not locate it; I think she swallowed it. She did not even spit the blood that came with the lip.

“There were bloodstains on her doorstep this morning. I am afraid that she either swallowed my lip or kept it for ritual purposes,” said Madondo as she struggled to talk.

In an interview with The Weekender, a neighbour who was only identified as Mai Gumbo said there has always been bad blood between the two women.

“Nyakasvika is always away at work and when she returns home, her daughter-in-law feeds her with information on what Madondo would have been saying about her. This is common knowledge in the hood.

“During the attack, Madondo tried to bite Nyakasvika’s breast, but she got more than what she had bargained for as the latter bit her lip. Both women are well known for using teeth in their fights,” she said.

Nyakasvika’s phone went unanswered when The Weekender tried to reach her for comment.

The matter was reported at Zimunya Police Station and the police said investigations are still in progress.- Manica Post

Man Bashes Own Mum

A MUTARE man will perform 175 hours of unpaid work after he was convicted of assaulting his mother.

The man was accusing his mother of witchcraft.

Booker Mwedzi of Zimunya was convicted of assault charges when he appeared before a Mutare magistrate last weekend.

Mr Chris Munyuku prosecuted.

“On February 25, the complainant, Gogo Dephine Kanderera (59) heard her son Mwedzi shouting at home while she was in the field. Kanderera went to inquire what was happening and upon arrival, she saw Mwedzi seated at the doorstep.

He started shouting at her saying that she was a witch. Mwedzi assaulted Kanderera and she fell down,” said Mr Munyuku.

Mwedzi went into the house and armed himself with a hammer and a hoe. Gogo Kanderera managed to escape and informed one of their employees, Tendai Mapedza.

Gogo Kanderera went back to her house together with Mapedza and upon seeing them, Mwedzi grabbed a slasher intending to further assault his mother.

The old lady was rescued by Mapedza, who was also assaulted in the process.

A police report was made at Zimunya Police Post, thereby leading to Mwedzi’s arrest.- Manica Post

Prophets “Expose” Murderer

IT took 10 prophets to expose a Marange man’s alleged role in the murder of a fellow villager almost three decades ago.

Although Dunmore Mukanjari had initially admitted that he had taken part in the murder of Ruwizhi Makondo Mashato 29 years ago when he recently appeared before Chief Marange’s court, he shifted goalposts upon realising that he was likely to face criminal prosecution and claimed that he made the confession under duress.

This prompted Chief Marange to hire the services of 10 white garment prophets to unravel the mystery.

Mukanjari, Dorcas Ndova, Manzinde Denga, Godfrey Denga and Agnes Mauchaza allegedly murdered Mashato for ritual purposes.

The four families are at the mercy of an avenging spirit that is allegedly castrating its victims and killing them soon afterwards.

During the prophets’ exorcizing ceremony, a ‘goblin’ was discovered in Mukanjari’s trousers pocket.

Led by Madzibaba Kelvin ‘Portridge’ Munhumumwe, the group of prophets interceded spiritually and tried to make Mukanjari confess, but he insisted that he had been possessed by evil spirits when he initially made the confession.

The team later pulled a goblin (dumwa) from Mukanjari’s pocket and all hell broke loose. Mashato’s spirit manifested through Memory Mukanjari — the accused’s sister-in-law- and threatened to strike Mukanjari dead if he insisted on denying participating in the murder.

Mashato further claimed that his remains had been retrieved from the well where they had initially been thrown into, before they were dumped in Odzi River.

“After they removed my remains from the well, they dumped them in Odzi River. That is where I have been ever since. I am cold and cannot take it any longer. I want my relatives to accord me a decent burial so that I can rest peacefully,” said Mashato’s spirit.

The spirit promised that after appeasement, it will direct the Mashatos to the exact spot where the deceased’s remains are laying.

The avenging spirit is demanding 50 beasts as compensation from the four families.

After Chief Marange gave them until March 15 to appease Mashato’s spirit, the Mukanjaris have has since started contributing cattle towards the appeasement of Mashato’s spirit.

To date, they have managed to raise three beasts. However, Dunmore has since relocated his cattle to an unknown destination to avoid making a contribution in the appeasement.

“He has hidden his cattle because he does not want to pay for his sins. Our children are the ones who are dying and we have no option but to appease the avenging spirit with our own cattle. Mukanjari is so heartless.

“We have even stopped procreating because we fear that the children will all die. Marrying into this family is a curse. Had I known that this would happen, I would not have married into the Mukanjari family,” bitterly complained Mercy Mukanjiri.- Manica Post

2023 Polls: Delimitation Process Begins

THE Zimbabwe Electoral Commission (ZEC) has begun drawing up new National Assembly constituency boundaries that will be used for the 2023 harmonised elections.

ZEC has started undertaking the first phase of the delimitation exercise, which involves updating polling stations and adding new residential areas into the voter registration database ahead of next year’s boundary mapping process.

The elections management body has begun mobilising $10 billion required for the expansive nationwide exercise, which is carried out after every 10 years.

The Sunday Mail has gathered that delimitation will be undertaken in three phases, starting with a mass voter registration blitz, which has already commenced under Phase One.

Under Phase Two, ZEC will begin marking new constituency boundaries using data obtained under the initial phase.

The second phase will take six months to complete.

Phase Three, which will take a month to complete, will witness the production and distribution of the final delimitation report ahead of the elections.

ZEC chief elections officer Mr Utoile Silaigwana said the delimitation exercise will take two years to conclude.

“In total the exercise requires around $10,6 billion to cater for preparations, procurement of vehicles and equipment, establishment of ICT infrastructure, training of staff and stakeholders, production of voter education material, publicity and awareness campaigns, fieldwork and production and distribution of the delimitation report among others,” said Mr Silaigwana.

“The delimitation exercise has three phases.

“Phase One, which has already started, will run up to early next year and includes a mobile voter registration drive that will be conducted.

“Phase Two of the delimitation, which will take approximately six months, will commence early next year.”

He said the commencement date of Phase Two will be informed by the completion of preparatory activities, including the mobile voter registration campaign and procurement lead times.

“Phase Three includes the enactment, production and distribution of the final delimitation report which will take approximately one and half months.”

Delimitation involves coming up with a minimum threshold of registered voters to make the country’s 210 National Assembly constituencies, and is conducted using the number of registered voters in an administrative jurisdiction.

Prince Dube To Miss Warriors Clash With Botswana After Pulling Hamstring

Prince Dube becomes the latest Warriors player to suffer an injury ahead of this month’s decisive AFCON qualifiers against Botswana and Zambia.

The 24-year-old limped off in the first half of Azam’s goalless draw with Mwadui in the Tanzanian Premier League on Saturday.

Details of the injury are sketchy but from the looks of it, the former Bosso star must have have pulled a hamstring.

Mukuruva Ready To Deliver…

Zimbabwe international Tatenda Mkuruva says he is excited about returning to the Warriors fold and is ready to deliver for his country.

The United States-based shot-stopper is making a return to the squad for the first time since AFCON 2017 when Zimbabwe take on Botswana and Zambia in decisive games slated for later this month.

Speaking to NewsDay from his base before the Warriors start trooping in to start preparations, the former Dynamos goalkeeper expressed delight in returning to the national team.

“I can’t really explain the feeling but let’s just say I’m over excited. It’s a thrilling feeling to represent one’s nation at every level. I’m ready to deliver for my country,” he said.

Mdc Alliance Namibia is absolutely amazed that the Parliament of Zimbabwe has the time to debate on the useless patriotic bill that seeks to muzzle the citizenry’s democratic rights to express their political opinions about how Zimbabwe is being governed.

Instead of priotising fixing the devastating economic meltdown, Zanupf Mberengwa South legislator Alum Mpofu said, “I move the motion in my name that: Cognisant that Zimbabwe’s image and national reputation are critical factors in attracting foreign investment…have enacted laws that bar citizens from engaging in unpatriotic activities and communication intended to denigrate the integrity of their homeland”.

This is incontrovertible evidence proving Mnangagwa’s futile attempt to put Zimbabweans on mute and make sure they don’t castigate the cartels and their enablers who are running national affairs like their tuckshops.

Mpofu’s utterances unearthed Zanupf’s deliberate diversion from serious national issues like the gross abuse of human freedoms manifesting in unprecedented levels of human butchery of opposition activists and journalists. Zanupf legislator went on to open up attacking his own rotten system in the process of moving the motion. He said,”…the overwhelming majority of Zimbabweans are focused on building the positive image of the country as reforming , open , peaceful and democratic country that is attractive to investment”. This is a clear testimony that even politically inept Zanupf morons also subscribe to social democracy but due to fear of persecution by the Harare monocratic regime, they continue to support looting and corruption.

Moreover,Mdc Alliance Namibia would like to make it clear that they reject to be stifled by greedy politicians who intend to silence voices of dissent in the motherland and the diaspora.

We shall continue to speak condemning autocratic Zanupf government for failing to revamp our economy. We shall continue to amplify our revolutionary voices against the arbitrary arrests and detention of our people for speaking against the selective application of the law. Zanupf must know that patriotism can’t be imposed on the citizens.

Love is a natural drive! This attempt to compel citizens to love a country governed by greedy stomach politicians who eat on behalf of the citizens who continue to wallow in abject poverty as Zanupf accelerates belly politics of plunder and self-enrichment.

We concur with Hon Molokele Daniel who postulated that the talk of patriotism should not be allowed in Parliament when the motherland has political prisoners in the names of Cde Makomborero Haruzivishe, Takudzwa Ngadziore, Chiriga, Hon Joana Mamombe, Cecilia Chimbiri, Tungamirai Madzokere, Last Maengahama only to mention but a few. Mdc Alliance Namibia demands the unconditional release of its organic and pragmatic leadership.

The Parliament of Zimbabwe must be people driven. We can’t have a Parliament that decides on behalf of the people against their will as well the Supreme Law of the country. Demonstrations and protests are allowed by the 2013 constitution, Joana and other revolutionaries should be allowed to express their political opinions without fear of persecution by prosecution. These are the issues that should be brought to the August House for debating.

Furthermore, we have got civil society activists who have been denied bail in the motherland for standing up for the truth or being true patriots.

How then do you expect such citizens to say anything positive about a satanic thugocratic government that is tormenting its citizens for sharing a different plate of political opinion? Civil servants and all in the private sector are struggling to join pieces together including paying school fees for their helpless children. In the recent months , we saw Amalgamated Rural Teachers’Union of Zimbabwe’s Gender Secretary for Masvingo Province (Artuz) sentenced to 10 months imprisonment for demanding a living wage against slave wages paid to teachers in the motherland. These are the issues that must be brought to Parliament to give trade unionists their powers to protest against unsalted peanuts (meagre salaries).

To wind it up, Mdc Alliance Namibia urges Mpofu to preach the ideology of social democracy to his cronies before moving foolish and helpless motions in the sacred House of Legislators. As a district , we shall continue speaking against gross abuse of power by Zanupf terrorists. We are not deterred by empty bills that are meant to rob us of our democratic rights to speak out our minds regarding governance issues. We are Zimbabweans! We are not scared of the patriotic bill since we are going to employ all our organs to resist an attempt to establish a One-party state.

Dreaded Ferret Team Bashes MDC Alliance National Chairperson

Tinashe Sambiri|Two Members of the dreaded Ferret Team broke into MDC Alliance national chairperson, Hon Thabitha Khumalo’s house on Saturday morning and severely assaulted her.

The armed team also seized her gadgets.Ferret operations comprise Central Intelligence, Police Internal Security Intelligence(PISI) and military intelligence personnel.

Hon Khumalo is currently receiving medical attention at a health facility in Bulawayo.

“MDC Alliance National Chairperson, Thabitha Khumalo, was on Saturday morning attacked by two armed men who brazenly broke into Saurcetown home in Bulawayo, severely beat her knees, head using a knobkerrie.
They stabbed her right hand,” MDC Alliance said in a statement.

Senior MDC Alliance official Elliot Pfebve commented:
“We condemn the cowardly and politically motivated attack on Hon Thabitha Khumalo, the MDC Alliance National Chair this morning at her home in Bulawayo. MDC alliance remain vigilant against the regime’s terror tactics towards people’s leadership.”

Health Alert: Nutritious Foods Have An Impact On Your Mood

An assortment of brain-boosting, blood-sugar-leveling foods may help relieve the symptoms of seasonal affective disorder (SAD).

Seasonal depression, more formally known as seasonal affective disorder (SAD), is a common mood disorder characterized by low energy, hopelessness, difficulty concentrating, and sleep problems that coincide with the change in seasons, according to the National Institute of Mental Health (NIMH).

The cause of SAD is likely multifactorial, and may include imbalances in mood-regulating brain chemicals, as well as a lack of vitamin D (from less sunlight), and an overproduction of the sleep-regulating hormone melatonin.

Typical treatment involves light therapy, talk therapy, antidepressant medications, and supplements of vitamin D (which we normally get from sunlight, which is scarce during the winter).

Many clinicians also suggest another way to alleviate symptoms: diet.

“Nutrition habits can definitely have an impact on your mood,” says Nicole Avena, PhD, a research neuroscientist and nutrition and diet expert in New York City. “Variety and balance is important. If your eating pattern is unbalanced, it can upset other aspects of your health, including mood,” she says.

While research definitively linking a specific diet and relief of SAD symptoms is lacking, there’s good evidence to suggest that the following 10 foods support mood and brain function.

People suffering from SAD sometimes over-consume coffee in search of a mood lift. Tea provides a dose of caffeine, but a milder one, and it has other brain benefits. Tea consumption is associated with a 31 percent lower risk of depression, according to a review published in Nutrients in June 2019. That may be because of the brew’s unique compounds, including teasaponin, L-theanine, and EGCG (in green tea), all of which affect the neurotransmitter dopamine, reduce bodily inflammation, and lessen the body’s stress response, say researchers.

We’re talking spinach, bok choy, kale, collards, and other greens. These are packed with B vitamins that are also critical for brain function, says Hultin. In fact, some research in Nutrients in September 2019 suggests that an overall deficiency in this group of vitamins is associated with mood disorders in some people. Restoring those levels, therefore, may help improve mood. While the study did not find that supplementing with B vitamins decreased depression or anxiety, it was found to make a difference in lowering stress levels, which can contribute to winter angst.

In a study from Finland, published in Neuropsychobiology in July 2017, the percentage of people affected by seasonal affective disorder was four times higher in vegetarians compared with omnivores.

Researchers suggest that it might be the lack of certain nutrients, like B12, from animal products, as well as a greater focus on carbohydrate-rich foods (which vegetarians tend to prioritize) that led to lagging energy. If you are someone who eats animal-based proteins, make sure that you’re eating these types of foods during the winter season to keep your vigor up…

Tribute To Morgan Nemadire The Regional Magistrate And A Friend.


By Dr Masimba Mavaza.| On the 6th March 2021 one of the brightest lights in the Zimbabwean legal fraternity, Mr Morgen Nemadire was switched off.

But the sun has not set on the Nemadire’s alone, Zimbabweans also mourn this gallant son of the soil.

The elephant has fallen; the legal guru has departed.

The late Morgan Nemadire passed on at Wilkins Hospital from Complications with breathing.
His departure has shaken the nation and the legal Fraternity.
Why?
Because he was a true national hero and a true lawyer.
He pointed out without hesitation where there was a mistake and where a correction was needed.
He led the country in the path of fairness.
He was never confused by public opinion but stood resolute behind the law.
He was demonised for upholding the law but he remembered the excruciating pain of the liberation struggle.
He was patient amid great suffering, calm amid the transforming processes that were taking place in the country.
No word of passion or complaint fell from his lips. He was tormented for making legal decisions and not political ones. He was arrested but they found no case against him.
He was forgetful of himself but very solicitous of the comfort and happiness of his country and welfare of the people.
He realised that law was not only a profession but life itself.
Nemadire was a powerful force in the face of justice. He joined the ministry of justice in 1992. He brushed shoulders with the great legal minds ever to grace Zimbabwe’ s ministry of Justice. Nemadire was trained in Russia and joined the prosecution department together with team Madzedze, the late Stephen Musona, the great prosecutors ever to grace our courts like Joseph Jagada. Joseph Mabeza and Chipo Muronda all Russian trained. When he came to Rotten Row. Harare Magistrates court they mingled with finest lawyers of the time like Denford Madekufamba, Senzeni Ndebele Kamuriwo, Mr Mamvura the great Never Katiyo now the Director legal in the ministry of Trade and Commerce. The likes of Dr MASIMBA Mavaza the Swaziland trained lawyer. The justice system could not have been enough without mentioning the very strict prosecutor Rex Shana the short man. Brian Vito the smiling assassin Andrew Muvirimi the great. There was the likes of Andrew Phiri the tall one. Nemadire brushed his legal mind with people like Vambe Chiperesa, Mkwesha, Makupi Mr Murombedzi Makoto ,Chimbare , Florence Ziyambi, Mrs Mabhiza ,Maxwel Mhuri, mukoma, Tokwe Kennedy Mhofu Mpomba, Jenifa Tanyanyiwa, the most beautiful Florence Jambwa, Chirumbidzo Mabuwa ,Vimbai Nyemba the list will not be complete without mentioning Thabani Mpofu the menacing one, Jasper Matimbe and Goba the hard hearted one.
There were very fine leaders in the prosecution who fine tune team Nemadire these were Bvunbe the SPP silver Chikonzo the late Joseph Mate Sheillah Kanyangarara the late forceful Jacqueline Chin’ono. Enviolata Muyaruka and Viola Chasi the wife to former minister Chibabest Fortune Chasi. This was a team like no other with Heather Mupita. It will take me the whole day to show you the kind of shoulders Nemadire brushed and changed.
Nemadire was tormented for doing his job. Arrested for making a legal judgement. Stressed for sacrificing for his country but he did not behave like a small boy motivated by power and greed. 
He loved his country.  
Like all good men, his bold decisions made him friends and enemies in equal measure.
He did not compromise the law as he delivered and ‘erred’ on the side of the law. He played by the book even though some did not see the book.
Faced with seemingly insurmountable challenges he was patient, calm, courageous and wise.
The people of Zimbabwe attribute the safety of the nation and liberty itself to women and men like the late Morgan Nemadire.
The longest serving legal officer Nemadire was. As a magistrate Great lawyers like Ashton Musunga,Tawanda Chitapi, Muganhu Wilson Manase, Samukange, mukoma George, the late Chikumbirike, the great Chirunda and Chihambakwe Muswe, Mambara the late Muganhu the up coming Motsi the smiling Webster Chinamora the toothless Madzivanzira to name but a few, learnt great lessons from this fountain of legal ethics.
He gave a ruling which earned him friends and enemies.
He took a bold and brave stance when he defied all odds and ruled on the side of the people, the side of the law.
When the bench was infested with people who were bent on reversing the gains of independence, he stood up for the people.
When the justice system was being manipulated to protect a few, he ensured right prevailed over wrong.
By his labour, skill and valour, the country has been established on a permanent foundation and the people saved from a state of anarchy and bloodshed.
The hero whom we this day, with tears and lamentations, consign to the grave received very little recognition. He is not the only one but many lawyers are left in the cold yet they created the warmth.
As time advances, the worth of his great services to his country and mankind will be more clearly seen and highly appreciated. Coming generations will rise up and bless the gallant soldier for his fortunate birth.
He who gained eternal laurels in defence of the black populace, the Government and liberty; who made this and all succeeding ages his debtors, was simple in his tastes, unaffected and unostentatious in his manners, confiding and tender in spirit, inflexible in integrity and of iron will; one of the most remarkable lawyers of his age.
During the thunder of battle, when immense interests were at stake, he was calm and undaunted, never doubting victory.
Appearing before him was a cleansing ceremony. 
Unkind or disparaging words were strangers to his lips. 
He had a soul too lofty and magnanimous, even in the hours of supreme exultation and victory to utter one word of humiliation to a friend. Nemadire respected all. He was a soft calm and cool giant.

Let him sleep in the nation’s heart, embalmed in a country’s love.
As the eye of coming generations turns back to pay its tribute to the gallant and great, it will see most prominent in that hero an emancipated and disenthralled race and a regenerated country is his monument.
The respect for lawyers and those fighting in the legal trenches and legal battles must learn from Morgan Nemadire. The gentle giant. We must always remember that Justice was his life.
Its freedom is his epitaph.
Its prosperity, its peace and its happiness is his everlasting memorial. 
It was not fame or ambition, but it was the inspiration of sacred duty that made him fearless and invincible. 
He executed the great work assigned him with humility, with remarkable fidelity and courage.
No other lawyer, in modern times, has accomplished so much and claimed so little as the heroic Morgan Nemadire.

When his great work was consummated he claimed no honour, displayed no pride or ostentation, exhibited no resentment or malice, but the most exalted spirit of philanthropy and charity.
his sufferings and his triumphs on earth end, and we all proclaim: “Well done faithful servant, may your work not be in vain!”

Pressure Groups, Churches Condemn Victimization Of Shangaan People

As Masvingo MDC A Youth Assembly ,we are the residents of the province and our brothers,sisters and parents are the genuine occupants of Chilonga area.

We therefore stand firm with the people of Chilonga-we one and the same. We condemn the violation of the villagers’ right to dignity,their livelihoods ,cultural practices, land rights and indigenous knowledge systems.

Emmerson Mnangagwa’s regime should be sensitive to the needs of the poor and implement policies that put the people first.

We note with concern oppression of minority groups in the country.

The Zanu pf regime has ignored the plight of the people of Chiredzi North and South.

Not sparing the zero developmental policies in areas like Mwenezi where the Shangaan and the Pfumbi minority groups hail from. In its effort to achieve their exploitative policies the Zanu pf regime has always resorted to politicization of the Traditional leadership.

We applaud the Local Traditional leaders for standing firm and protecting their traditional and cultural values and natural treasures in their local land.

Whose agenda and for whose benefit do they want to sacrifice shifting such a large number of villagers from their land?

In the MDCA policy blueprint the respect and uplifting of minority groups is clear and the respect for a bottom up approach to implementation of policies is critical.

Zanu pf regime has no clue or plan to address the problems of these groups.

As MDCA under the caring hands of Advocate Nelson Chamisa ,we are willing to join hands with all groups Civic Society, Churches, traditional leaders and cultural pressure groups in speaking with one voice against this victimization of the Chilonga people.

MDC Alliance President has condemned yesterday’s assault of party chairperson Tabitha Khumalo by suspected state security agents saying the incident confirms deteriorating human rights situation in the country.

Posting on Twitter, Chamisa said;

“The barbaric and cowardly attack on MDC Alliance National Chairperson Thabitha Khumalo at her home in Bulawayo yesterday points to a deteriorating security of persons, rule of law and the human rights situation in Zimbabwe.Zimbabwe must be safe for all who live in it,”

Khumalo was attacked by yet to be known assailants who stormed her Bulawayo home and attacked, stabbing her hand in the process.

Gweru Police Round Up And Arrest 76 Mourners At Cemetery

By A Correspondent| According to Zimbabwe Human Rights NGO Forum, Gweru police rounded up and arrested a total of 76 mourners who were gathered at a local cemetery to bury the 28-year-old man who died while in police custody.

This followed earlier running battles in the high density suburb of Mutapa when the family of the deceased went and dumped the coffin at the entrance to the police station in protest over his arrest and death in holding cells.

NGO Forum which has since dispatched lawyers to represent the 76 mourners said the arrest was at the behest of Officer Commanding Midlands Police though no charges have been laid against the arrested crowd.

The 28-year old Tatenda Pasipanyore died at Gweru’s Mutapa Police station last Sunday after he was brutally assaulted by police who had arrested him for violating COVID-19 regulations.

A post mortem is said to have been done though results have not yet been availed to the family.

Tyson Wabantu Movement Fails To Take Off

By A Correspondent- The Tyson Wabantu movement has blamed its failure to register any meaningful growth since 2019 on Covid-19 and associated lockdown measures aimed at stemming the spread of the disease.

Former Zanu-PF members, particularly from the G40 faction, unveiled the “Tyson Wabantu” movement in Bulawayo during roadshows held in the city’s high-density suburbs in 2019.

Self exiled former cabinet minister Saviour Kasukuwere was reported to be behind the movement, a claim he did not publicly deny.

However, the movement has evidently not registered any meaningful growth with Andifasi Banda, the Bulawayo Tyson WaBantu interim provincial mobilisation and recruitment secretary, blaming the failure on Covid-19.

“We had lined up quite a number of grassroots mobilisation programmes before the lockdowns were announced in March 2020. All the plans we had were, however, put on ice as a result,” Banda said.

“We had to shelve all our programmes and postpone every meeting we had lined up as a movement.

“We are, however, using social media platforms and having house meetings in our districts to keep in touch with our members.”

In January last year, Banda was arrested and taken to court facing charges of distributing the movement’s fliers in the city without police clearance.

According to the state’s case, Banda, who had applied for police clearance on behalf of the movement to hold the roadshow, “failed to comply with the direction or condition under which the procession or public demonstration is authorised.

“Unlawfully failed to do so and went on to organise the procession of persons and vehicles where fliers written #Tyson Wabantu for My Hope, My Choice, My Voice were distributed in pursuit of a common purpose of demonstrating support for a political organisation namely National Patriotic Front (NPF).”

Banda is also the national commander of the Zimbabwe National Service Graduates Association (Zinasga), an association representing graduates of the controversial National Youth Service (NYS).

Zinasga consists of mainly disgruntled or expelled Zanu-PF members, particularly those linked to the G40 faction.  It is an affiliate of the NPF.

The COVID-19 pandemic has cast a dim light on the progress made in achieving gender equality by 2030 in Zimbabwe as part of the 2030 Agenda for Sustainable Development.

A little over one year since the pandemic struck, a myriad of studies and surveys have reported exacerbation of gender inequalities as women and girls continue to bear the brunt of unpaid labour, while being disproportionately at risk of violence compared to their male counterparts.

The pandemic is indeed not only a health crisis but also a social one. The COVID-19 pandemic and measures taken to curb the spread of the disease, such as national
lockdowns have resulted in what is now dubbed “The Shadow Pandemic” as emerging data and reports from those on the front lines, have shown that all types of violence against women and girls, particularly domestic violence, has intensified. 1 Teenage pregnancies are also on the rise as a result of the lockdowns.

The world has come to understand that violence against women and girls is one of the most pervasive violations of human rights. Such a recognition illustrates that gender-based violence is not as a result of women and girls’ innate vulnerability, but a deeply-rooted structural discrimination against women and girls that perpetuates gender inequality.

Gender inequality lies at the very root of gender-based violence, and unless the issue is addressed, a future where women and girls live free from violence and discrimination is futile.

Thus, while the COVID- 19 pandemic continues and efforts to curb its spread intensify, now is the time to equally buckle up and work hard to achieve gender equality in spite of the challenges the pandemic has revealed.

This is a matter of urgency as women are at the forefront of fighting the COVID-19 pandemic as healthcare and frontline workers both at institutional level and at home. The Spotlight Initiative to eliminate violence against women and girls is so critical now more than ever in the fight against gender-based violence in Zimbabwe.

The European Union (EU) has committed USD21m for phase 1 of implementation of the Spotlight Initiative and is leading the fight for gender equality from the front. The Spotlight Initiative takes the EU political commitments to achieve the Sustainable Development Goals, and particularly SDG 5, to the next level.

With the generous funding of the EU, the four-year Spotlight Initiative programme aims to:
Ensure that Zimbabwe adopts and implements legislation that strengthens the Constitutional provisions on gender equality, which leads to effective prevention and response to all forms of GBV and strengthens institutions to be more gender-responsive in their overall mandates,
 Design programmes that advance prevention of violence,
 Provide essential services to survivors, and
 Foster a strong social movement against violence and harmful practices at the national and sub- national levels.
Achieving gender equality and ending violence against women and girls can only be realized through a whole-society approach. For Zimbabwe to protect and ensure the rights of women and reap the benefit from engaging more than half of the population to recover better from COVID-19, a deliberate policy and strategic focus should include:
First, ensuring equal access to education. Gender inequality in education leads to higher fertility, higher child mortality, higher malnutrition, and lower education investments with the effects often being quite large. Policies designed to boost enrolment would particularly help poor women and thus contributing to poverty reduction in income and non-income dimensions.

In addition, the educational attainment and future financial status of children is much likely to reflect those of the mother than those of the father. Considering that human capital is the most important prerequisite for growth, education and enhanced economic status for women are critical to meeting long-term development objectives.

Second, women must be drawn into the economic mainstream. The consequence of decline in women’s relative or absolute economic status has both an ethical and long-term economic implication.

Any process of growth that fails to improve the welfare of the people experiencing the greatest hardship, broadly recognized to be women, has failed to accomplish one of the principal goals of development. In the long run, the low status of women would translate into slow economic growth.

Third, regulating and legalizing informal-sector employment where the majority of the female labour force (about 90 % according to some estimates) is employed would improve the economic status of women through facilitating access to credit and other services.

Fourth, increased participation of women in governance and political decision making at all levels. Women’s empowerment either through affirmative action or other avenues is associated with improved governance and reduced corruption.

Gender equality is a critical economic issue for Zimbabwe, directly linked to growth and poverty reduction outcomes, and not a marginal social or women’s issue concerned with equity, and thus should be prioritized as a matter of urgency for the country to progress.

The Spotlight Initiative, led by the UN Resident Coordinator, is being implemented by six UN Agencies (UN Women, ILO, UNDP, UNESCO, UNFPA and UNICEF) in partnership with the Government of Zimbabwe, Parliament, Independent Commissions, Civil Society, Academic Institutions, the Private Sector, and the Media and directly and indirectly targets 11 million beneficiaries, particularly rural women and girls, women and girls with disabilities and those living with HIV.

Harare City Council Crippled

By A Correspondent- Harare City Council has been effectively crippled after the police and the Special Anti-Corruption Unit (Sacu) yesterday arrested chamber secretary Charles Kandemiri and launched a manhunt for finance director Stanley Ndemera, who is allegedly on the run over a litany of illicit deals.

The arrests took the number of those already in the dock to at least eight, including town clerk Hosea Chisango, who are all implicated in several cases of fraud involving land deals.HARARE City Council has been effectively crippled after the police and the Special Anti-Corruption Unit (Sacu) yesterday arrested chamber secretary Charles Kandemiri and launched a manhunt for finance director Stanley Ndemera, who is allegedly on the run over a litany of illicit deals.

Police spokesperson Assistant Commissioner Paul Nyathi confirmed the latest arrest and that Ndemera was on the run.

“The ZRP confirms that the Police Special Investigations Unit and Special Anti-Corruption Unit are looking for Harare City Council’s acting finance director Stanley Ndemera in connection with criminal inquiries relating to land allocation and sales in the city,” Nyathi said.

“Acting chamber secretary for Harare City Council, Charles Kandemiri, has been arrested by the team.”

Head of the Special Anti-Corruption Unit Tabani Mpofu also confirmed the arrest of Kandemiri and that Ndemera was on the run for alleged criminal abuse of office.

Ndemera and Kandemiri join several other heads within the local authority that include Chisango, housing director Admore Nhekairo, human resources boss Cainos Chingombe, acting human resources director Matthew Marara and security chief Collen Tongoona, among others.

Works director Zvenyika Tongoona is allegedly still on the run.

Two of Harare’s former mayors, Herbert Gomba and Jacob Mafume, are also in the dock on allegations of criminal abuse of office together with former acting mayor Luckson Mukunguma.

Acting mayor Stewart Mutizwa said the arrests were negatively affecting service delivery and had brought uncertainty at town house.

“It is affecting us big time,” Mutizwa said.

“There is no certainty and whoever is acting doesn’t know their fate tomorrow.

“The arrests are also haphazard and you don’t know where it is going or coming from. That is the dilemma we have.”

Mabhena Moyo is the acting town clerk and also acting water director.

Former Cricket Player Now A Bus Driver In Australia

How would you picture the life of a former international cricketer? Probably nurturing the next generation of cricketers, commentating, working for a cricket board as an administrator or simply enjoying retirement away from the hassle of formal employment?

Well, the life of former Zimbabwe cricket team fast bowler player Waddington Mwayenga is a far cry from all this.

Mwayenga, who played one Test and three One-Day Internationals (ODIs) in a brief international career between 2002 and 2006, is pursuing a new career path as a bus driver in Melbourne, Australia.

The 36-year-old Zimbabwean is one of the three former international cricketers currently employed by the Melbourne-based bus company known as Transdev together with former Sri Lanka players Suraj Randiv and Chinthaka Jayasinghe.

The three cricketers play for local cricket clubs in Australia, but have had to take to other careers to survive Down Under.

Mwayenga is a father of two children: a three-year-old son and daughter born in 2019. After having his first child in 2017, he was attracted to a career at Transdev because he wanted a flexible job to help his wife raise the family.

“I love it, it’s very flexible and you meet some amazing people,” Mwayenga said recently in an interview with the Australian TV station Channel 9 News.

Transdev Melbourne managing director Ian Craig told the company’s official website transdevmelbourne.com.au, Mwayenga is part of a team of over 1 200 bus drivers from diverse ethnic and career backgrounds who are part of their crew.

“We have a huge diversity of professional backgrounds, among our [more] than 1 200 bus drivers,” Craig explained.

“Next time you get on the bus you may be driven by a former cricketer, a former pastry chef, or a former social worker just to name a few examples.

“Despite the diversity of backgrounds, our drivers share a united passion for customer service and ensuring we continue to provide Victorians with a safe, reliable and comfortable journey,” he said.

Mwayenga and Randiv, who was a part of Sri Lanka’s playing 11 in the 2011 World Cup final, were recruited via Transdev’s Journey Maker Academy, an initiative developed to help people from outside the transport industry to become bus drivers, the company explains.

The programme is particularly targeted at people with car licences and strong customer service backgrounds, who are supported in gaining a heavy vehicle licence required to drive a bus, it adds.

Since 2018, Transdev Melbourne has recruited 200 bus drivers via its Journey Maker Academy programme; it also offers dedicated recruitment programmes for experienced bus and truck drivers, it says.

Jayasinghe, who played five T20Is for Sri Lanka between 2009 and 2010, was recruited through the Bus-to-Bus programme, which helps experienced bus drivers transition into a new role via a tailored training programme – including driving evaluation and tailored training in customer service, Transdev states.

In 2020, Transdev recruited a number of experienced drivers from the tourism industry due to the impact of Covid-19, it explains.

While playing cricket and driving a bus may seem worlds apart, the drivers say they draw on traits such as patience, teamwork and discipline developed during their professional sporting careers in their current bus driving roles as they help Victorians get to where they need to go.

Mwayenga, who has been with Transdev for more than a year, is based at the Thomastown depot in Melbourne, Victoria.

The former Zimbabwe international cricketer, who became an Australian citizen in 2014, worked for Cricket Australia for 10 years as multicultural programmes officer, promoting and developing cricket in newly-arrived immigrant communities.

Additionally, Mwayenga also plays for Youlden Parkville Cricket Club in Victoria, where he has starred as a player and coach since 2008, winning several individual and team accolades along the way.

Harare-born Mwayenga was a promising right-arm pace bowler whose potential was recognised at a young age, but never fully managed to fulfil the early promise in his international career.

His father was a groundsman at St John’s College in Harare, and it was while hanging around there with his older brother Allan (a left-arm seamer) that the legendary development coach Bill Flower, father of Andy and Grant, discovered his potential and arranged for a cricket scholarship for both boys to Vainona High School, and later St John’s itself.

He represented Zimbabwe at age group levels and in the Under-19 World Cup of 2002, where he took five for 21 in the match against Kenya.

He had a traumatic ODI debut against a strong Pakistan team and struggled against India on his Test debut almost three years later.

As a 20-year-old, Mwayenga also played against his now adopted country Australia in an ODI at Harare Sports Club in 2004.

He took a catch to remove the legendary wicketkeeper/batsman Adam Gilchrist and claimed the prized wicket of the Aussie skipper Ricky Pointing off his own bowling, although the tourists comfortably won the match by 139 runs.

“A baptism of fire I guess, just being a 20-year-old playing against people of Michael Clarke’s calibre,” he said of the experience.”-standard

Pandemic Drives Urban Dwellers Back To Their Roots

Thirty-nine-year-old retrenchee Thembelani Masuku ditched the bustling life of Bulawayo in May 2020 for his rural home in Matshetsheni village in Gwanda North, about 100 kilometres away.

It was not by choice, he said.

Rural life offered the only option to escape the city as the Covid-19 pandemic had made life unbearable – he had no ready income after losing his job.

“I had to make a tough decision to leave the city in May. I lost my job at a Chinese-run factory. My landlord wouldn’t lower the rent despite the crisis,” said Masuku, a welder and father of three.

Masuku was paying US$45 in monthly rentals for three rooms in Lobengula West.

Relocating was the only fallback plan.

A December 2020 Zimbabwe Statistics Agency (Zimstats) report says the Covid-19 lockdown had significantly impacted migration trends revealing that about 12% of the country’s urbanites relocated to rural areas.

The findings are from a survey conducted between August 24 and September 23, 2020 by Zimstats, World Bank and Unicef.

The report highlights the findings: “Only 12% migrated from urban areas to rural areas while no household moved from rural to urban areas.”

Twenty-six percent moved from one rural area to another rural area, it adds.

Gwanda North ward one councillor Stanford Nkala said a steady flow of people to his ward had been standard since April.

“Sixteen people retrenched due to the Covid-19 economic impact returned to the village last year,” Nkala said.

“Whether they relocated permanently or not, I am not sure.”

Alex Nxumalo of Masholomoshe village is one of the many who joined the great trek from Bulawayo to the rural district rich in gold deposits.

Nxumalo moved in July with his family. His temporary stay has somewhat become permanent.

“There is increased urban-to-rural migration right now. Many people in towns are suffering due to the virus,” he said.

“Here, the rent is free. It’s a much better situation. Some people are unsure they will ever go back to towns.”

Throughout the crisis, rural areas have offered a haven from the virus, motivating some urbanites to seek shelter in the countryside.

However, the flipside is that the highly contagious virus has also started spreading to rural areas.

This could increase pressures on public health services designed for lower numbers of inhabitants, Nxumalo said.

“It is important for the government to expand the pool of trained doctors accessible to the rural population and roll out mass testing,” he added.

Zimbabwe is currently in the throes of the pandemic with deaths having surged above the 1400 mark.

According to Zimstat, the Total Consumption Poverty Line (TCPL) for Zimbabwe stood at $4,670.04 per person in December 2020. The poverty datum lines vary from one province to the other.

In that same month, for Matabeleland South, individually Masuku and Nxumalo needed about $4 000 to survive, and yet in Bulawayo, they would each need an extra $1 000.

You know we know each other very well, you’re aware I used to frequently visit late RGM. During my 9 month tenure as MashWestChair, I had the opportunity to meet RGM about 12 times for not less than 2hrs each visit

He’d personally call for the meetings much to the chagrin of other Govt Ministers who often had to wait outside for the audience. But for you to go to such great lengths to explain, certainly there’s an issue. You’re one professional person I respect, let’s take corrective action

You’re one person who’s pro-black, who’s pro-land reform, let’s protect and defend the founding principles of the struggle. Until Grace attacked you, you kept calm but I knew that was the end of the, then President’s tenure because you defended him and you’ve been loyal.

Though other people misunderstand you, I know you to be someone who’s loyal. There was an S.I. issued by the Minister, Kanyemba had no S.I. neither did other projects. If I missed them, kindly show them to me.

Unfortunately, @edmnangagwa is ill-advised, this is one such thing he was ill-advised about as has been the case on many issues. You know I’ve always supported the President, stood by him & garnered more votes for him than many @ZANUPF_Official MPs in their constituencies.

However national interest is critical & in the national interest, one must be able to raise facts. You know that when I have raised an issue, I try to be well detailed and speak from an informed position. I may not be as educated as some, but I’ve tried to master the Constitution.

I understand the S.I.&tried to ask questions&issues raised in Parly. I’ll not attest to being the best Parliamentarian but I think I’ve national interest at heart. Part of national interest & leadership is to concede when there’s misinformation; there’s nothing wrong in doing so.

This is what this 2nd Republic must do; concede. The problem is the prevalence and extent of corruption; it’s gone too far. Already the very same Coetzee family has been given a monopoly to supply water pumps. They’ve begun in Gweru & Warren Park and are slowly moving nationwide.

Even if they have the capacity it’s not a problem, but why give them a monopoly over our own with equal capacity? Ultimately we are black and we are one. Even members of the opposition are black and their interest is to see this country progress more than the minority do.

We fought the minority in the struggle and won. The democracy we enjoy today is a result of fighting in the struggle. But let’s find a way of uniting blacks who are part of this country. Tradition, culture & heritage must be respected by all. Let’s respect our people.

Even if the people are poor, they’re rich in culture, heritage and tradition. I’ve never had such an exchange with you, but with all due respect, advise them properly. The problem with the 2nd Republic is that it doesn’t know it’s enemies and allies.

Unfortunately, you’re not an MP, so you can’t answer some of these questions in Parly. I’d dread the day you were in Parly as I know you’d be capable of answering these questions. However for now you’re not there, those guys would be skinned alive.

Corrective measures must be taken for national interest and to preserve our culture and national heritage.

“VP Chiwenga’s White House An Awe”

Vice president Constantino Chiwenga whose previous two divorce cases revealed that he is loaded with money, property and businesses has completed building a new luxurious mansion in Harare’s upmarket Borrowdale suburb. He is expected to move into the jaw-dropping home soon, informed sources say,” reported News Hawk.

“The cost of the new house runs into millions of dollars. The source of Chiwenga’s wealth remains a mystery.

“The breathtaking property was constructed in recent months by Chinese nationals who fitted it with the latest technology to bolster the security-conscious vice-president’s safety.

“Dubbed “the White House”, the awe-inspiring double-storey mansion has a spectacular structure and the finest finishings; transcendental decorative texture and optics all built by the Chinese.”

Of course, we KNOW the source of not only VP Chiwenga, Robert Mugabe and all the other Zanu PF ruling elite’s fabulous wealth – corruption.

The Zimbabwe Defence Force (ZDF) is one of the select few local individuals/entities who were granted a very special and very lucrative diamond mining concessions in Chiadzwa and Marange. The holder of the concession is allowed to mining without having to keep any record of the quantity or quality of diamonds mined, to whom the diamonds are sold and for how much, who the beneficiaries are and how much they received, etc., etc.

The beneficiaries of these super special diamond mining concessions are under no legal obligation to declare any of their earnings for personal or company tax purposes.

The Zimbabwe’s GNU cabinet was certainly aware of these special diamond mining concessions because David Coltart, MDC Minister of Education in the GNU, related a story where Emmerson Mnangagwa suggested that the Ministry of Education would not be asking for increased budgetary allocation if it too had one of the mining concessions.  

The late Edward Chindori-Chininga tabled a parliamentary committee report in 2012 revealing how all those mining the diamonds in Marange and Chiadzwa kept no records and paid no tax.

The special diamond mining concession were a “licence to loot!” Period!

So the President of the Republic of Zimbabwe, cabinet and parliament, the highest powers and authorities in the land not only knew about the wholesale looting taking place in Marange, they are the ones who issued and approved these looting licences.

Looting in Zimbabwe is legal and institutionalised.

VP Chiwenga was the ZDF commander and no doubt he and his fellow top brass in the Army would have received their share of the Marange diamond mining spoils. He retired from the Army after the November 2017 military coup to become the VP. No doubt arrangements were made to ensure he either continued to receive his share from the ZDF activities or some other concession.

 The diamond mining concessions have become so popular they have now been extended to gold, platinum and lithium mining and to other areas such as fuel procurement.

The ZDF together with their Chinese partner from the Chiadzwa and Marange diamond mining have spread their wings into some of these new areas!

The looting continues! All paid to the select few in brown paper envelops, in hard currency of choice and all tax free! Not even ZACC will be allowed to ask the obvious question: where did you get the money to afford all these mansions, cars, gold watches (VP Chiwenga has 45 gold watches), etc.?

Just to be absolutely certain ZACC will never ever overstep the mark and ask stupid questions of those granted the licence to loot; the chair person of ZACC is none other than the wife of the late Minister of Foreign Affairs, Sibusiso Moyo.

As the News Hawk correctly pointed out, the “White House” is VP Chiwenga’s second mansion in Harare. His first mansion C&J (Constantino and Jocelyn) was renamed C&M (Constantino and Marry) after he divorced Jocelyn and married Marry. He has since divorce Marry and had her thrown out of the mansion.

So why is VP Chiwenga a second mansion? One might ask!

The divorce paper to his first wife Jocelyn showed just how rich Chiwenga is. The couple had the C&J mansion, farms, fat bank accounts, a fleet of posh cars, lived in unparalleled luxury and, among the many luxuries, Chiwenga had 45 gold watches.

Chiwenga is building the “White House” mansion, he has a mansion already but is building it anywhere because he is loaded and cannot think of anything else better to spend his looted wealth on. He is not alone in this!

Robert Mugabe squandered US$ 2 billion building his Blue Roof mansion because he too was loaded. The mansion is empty because his wife and children are hardly ever there.

The maintenance bill for the mansion is US$100 000 plus per year and there is nothing going on there to generate even one dollar. The rot and decay has already started!   

Mugabe poured billions of dollars into building a sprawling business empire which was thriving whilst he was alive, no doubt, from the many direct and indirect subsidies. His Gushungo Dairy Farm used to be a hive of activity is now totally deserted.

Chiwenga, Mugabe and the rest of the local ruling elite are squandering their share of the looted national wealth of luxuries they do not need and, without the looted wealth, cannot afford to keep.

At a national level, it is criminal to be spending billions of dollars on mansions, posh cars, etc. whilst hospitals and schools are starved of funding. The US$2 billion squandered on Blue Roof mansion alone would have paid for Batoka Gorge Hydro Power Project, a second Kariba Dam with all the economic benefits! Instead, we have just another white elephant.

Chiwenga and his ZDF buffoons are nothing but vicious hunting dogs to be fed the head, legs, the guts and all the cheap stuff whilst the hunter, the Chinese in this case, takes all the good stuff.

Worst of all the Chinese are not only keeping the lion’s share of the wholesale looting that is crippling Zimbabwe, they are doing everything in their power to stop any meaningful democratic change in Zimbabwe, just to keep Zanu PF in power so the looting can continue! 

“Elevate A Woman To The Presidium”: PADARE

Female participation in politics has remained a contentious issue with various women organisations and pressure groups pushing for adherence to the Zimbabwean constitution that stipulates equal representation of men and women in politics.

While Zimbabwe is a signatory to various regional and international human rights protocols on gender equality, women participation in politics remains a challenge. One such declaration is the Sadc Gender and Development Declaration which aimed for at least 30% women in political decision-making by 2005 and 50% by 2015.

The Parliament of Zimbabwe still has males dominating their female counterparts while the presidium, has remained male-dominated following the departure of former Vice-President Joice Mujuru in 2014. With the recent resignation of former Vice-President Kembo Mohadi from office over allegations of abuse of office, various organisations and ordinary citizens have added their voice to the call for a female vice-president.

Padare Enkundleni Men’s Forum on Gender, an organisation which seeks to challenge the status quo in gender relations of power and to promote a gender-just society, has added its voice to the call for a female replacement for the vice-president.

National director of Padare Walter Vengesai said a female vice-president would not only give hope to the fight for emancipation of women, but demonstrate political will on the part of the second republic to respect the rights of women and accord them a platform to contribute to national development.

“Women have for a long time borne the brunt of political exclusion owing to a largely patriarchal society that takes women participation in politics as retrogressive. It has been very difficult for women in politics to express themselves let alone contribute meaningfully to national development.

“Dating back to the days of Margaret Dongo, women in politics have not had it easy with serious backlashes to their desire to self-determine. The rise of former Vice-President Joice Mujuru was a ray of hope for Zimbabwe with some hoping she would over time rise to the top office in the land. As gender rights practitioners, we would want to state our desire for a female vice-president given the new void in the presidium,” he said.

Vengesai said the elevation of a female candidate to the presidium would not be a victory win for women alone, but all progressive citizens that respect the rights of all regardless of gender.

“Given that women constitute more than half the world’s population, it is imperative that they are represented in a way that is commensurate with such demographics. Women’s participation in electoral and governance processes remains far from adequate despite so much work having gone into advocating for their inclusion and participation.

“We are happy that we have seen a 50–50 representation in ministers of State for Provincial Affairs allocations with Mashonaland West, Mashonaland Central, Mashonaland East, Manicaland and Bulawayo provinces having female ministers in office, but we will be a lot happier if the Vice- President replacement will be female. This will be a victory not just for women, but for all progressive citizens that value gender rights for all,” he said.

Educationist and ministry of Education, Culture, Sports, Science and Technology (MEXT) scholar Saymore Masaisai, who is currently doing research in Educational Management, School Leadership and Administration at Tokyo Gakugei University in Japan, said a female vice-president would be good for women empowerment.

“Having a woman as the new vice-president will not just be a celebration of the gender of being female, but a story of liberation. Women have been vulnerable species in society and for long could not sit on decision-making platforms and having them represented in the presidium will also help fight discrimination of women in politics.

“Having a female VP in Zimbabwe though not a first in the country will be a move in the right direction and will certainly give us hope as a nation. The fight for women emancipation started from as far back as the Beijing conference and it is important that as a country we move to empower them,” he said.

Masaisai’s sentiments were also echoed by musician and Padare Enkundleni Men’s Forum on Gender member Peace “Bashupi” Ndlovu, who said rights for women must be everyone’s concern and as Padare men they were advocating for the President and government to consider a female Vice-President candidate.

“As a musician and a member of Padare Enkundleni Men’s Forum on Gender, I join the call for a female Vice-President. The role of women in community and national development cannot be overemphasised and I challenge the President and our leaders in government to seriously consider a female Vice-President.

“Even more important is the fact that this call is coming at a time everyone is hoping for a change in the way we do our politics and engagements at all levels. Gender parity is a key aspect of national development,” Bashupi said.

Padare board chairman Jonah Gokova said the call for women inclusion and gender parity in politics and governance dates back to the 90s and there is no better time for the President and his government to elevate a woman to the Presidium and he is happy that Padare is pushing for this ideal after the resignation of the former Vice- President.

“The push for much greater attention on the place and role of women in public affairs came to the fore of politics and policy in the period from the early 1990s when, at about the same time as domestic pressures were mounting on authoritarian regimes for far-reaching governance reforms, a new round of global awareness on activism about women’s rights was brought into national conversations in different African countries about uplifting women’s positions in governance.

“This was in a context where an excess of obstacles, including conservative cultural beliefs and religious doctrines, combined with patriarchal practices to perpetuate the exclusion of women from the public sphere in any significant and meaningful roles. In view of all this, a female vice-president among a host of other progressive changes would do well to foster gender rights and inclusion of women in politics in Zimbabwe,” he said.

Padare programmes development and fundraising manager Thando Makubaza said the resignation of the former Vice-President presents an opportunity for the Presidium and the Executive to consider a female VP in respect of the constitution and other regional and international level protocols on gender.

“As Padare, we are making an appeal for the President and Executive to consider having women in the presidium and to demonstrate implementation of the 2013 constitution and all the other statutes at the national, regional and international level. The SADC protocol on gender demands women representation.

“The President must replace the retired vice-president with a woman candidate of virtue to push our country in the right direction. The time is now and there is no better time than now to achieve this. As Padare and the men of Zimbabwe, we are making this plea,” she said.

Makubaza’s sentiments were echoed by Padare programmes officer in charge of the Women in Politics programme Paul Vingi who said for Padare, a female vice-president was good for development and as Padare they were happy to add their voice to the call because they had always advocated for gender rights and the inclusion of women in politics

“We have clear frameworks that advocate for women inclusion including the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), known as the women’s international bill of rights, the International Covenant on Political and Civil Rights (ICCPR),  and the Programme of Action of the International Conference on Population and Development (ICPD) to the Beijing Platform for Action (BPFA), the Millennium Development Goals (MDGs), and, more recently, the  Sustainable Development Goals (SDGs).

“Padare together with other women’s activist groups have spared no effort to mobilise opinion and pressure governments and other institutions of public policy to respect the international obligations on women’s rights to which most African countries voluntarily committed themselves. It is our hope that the recent resignation of the vice-president presents an opportunity for that positive shift,” he said.

Padare is a pro-gender parity organisation which has conducted  research around women’s political participation and the results show that, from the presidium women are not represented. Zimbabwe used to have a female vice-president, but has taken steps back in terms of inclusion. Mosquitos Menace For Byo Residents

The Covid-19 outbreak has piled more misery on Bulawayo residents, who are enduring sleepless nights due to the irritating mosquito menace caused by council’s failure to disinfect breeding sites, citing operational constraints.

Typically, council rolls out anti-mosquito disinfection campaigns in the city which also entails cutting grass, perfect breeding grounds for the insects known for relentless buzzing sounds.

The mosquito menace is now forcing some residents to dig deep into their pockets to buy mosquito repellents, which are costly.

A single roll of mosquito coil sells for 10 rand, or $40, while a mosquito repellant spray retails for anything upwards of $350  at major supermarkets in the city.

“The reality of the matter is that mosquitoes are now a public nuisance,” said Sikhululekile Moyo, the ward 17 councillor.

“One cannot have a peaceful sleep these days with these mosquitoes.”

The  heavy  rains have made the situation worse as seen in tall grass and flowing streams in residential areas, becoming conducive breeding grounds for the insects.

Mosquito breeding reaches a peak during the hot wet months, mainly from September to March.

“We are not seeing council teams cutting grass or embarking on anti-malaria spraying programmes as they used to in the past,” complained ward seven resident Patrick Ndlovu, adding “no wonder the mosquito menace.”

The 2020 Covid-19 lockdown measures, which disrupted economic activities and livelihoods, affected the council’s financial capacity to roll out the fight against mosquitoes, city officials argue.

“The skeletal teams that are supposed to carry out mosquito spraying programmes are swamped in that they also have to be disinfecting some public sites for Covid-19, disinfect gravesites, mortuaries, quarantine centres and so forth,” Moyo said.

Ward 24 councillor Arnold Batirai added: “We are working with a skeletal staff because of the lockdown.

“Under normal circumstances, we could have seen teams on the ground, cutting grass.”

Government departments and other private companies are also working with skeletal staff as a Covid-19 preventive measure, with the majority of employees continuing to work from home.

However, while residents complain, the council says they are part of the problem.

According to the council, the city is too broke to afford some chemicals needed in the anti-mosquito fight as residents are not paying bills.

“The major challenge is that the majority of residents are not working, the lockdown has affected the capacity of many to pay bills,” said councillor Shadreck Sibanda.

According to Bulawayo City Council, only 16% of ratepayers fully paid their bills in 2020.

Council is owed as much as $700 million in outstanding bill payments. Government departments also owe the local authority several millions of dollars in unpaid bills.

Sibanda added: “This then affects us in that the council is left with no financial resources to pay the community groups employed to cut the grass, or to purchase required chemicals to destroy the breeding sites of the insects.”

According to a recent council health and housing education report, “the section had challenges on chemicals, impacting mosquito control negatively.”

However, the report shows that the department in December continued with the clearing of streams; 2 730 metres along Bulawayo Spruit, 2 550 metres, Luveve SDA, 600 metres along the Bulawayo Spruit and 600 metres along National Foods stream.

“Spotters continued with monitoring of streams, some moderate to heavy breeding of Culicidae (a sub-family of the insects) mosquitoes were found along the streams and treated,” the report revealed.

Streams named as having heavy mosquito breeding are Matsheumhlophe, Bulawayo Spruit, Luveve SDA Woodlands and Hillside, Glengary, Mahatshula stream, Batch Street, Mkambo canal, New Lobengula, Luveve road and Emakhandeni stream.

Bulawayo deputy mayor Mlandu Ncube said Covid-19 had made it difficult for the council to hire community groups to cut grass and carry out other mosquito control programmes.

“Normally, we hire community groups through community leadership such as councillors, but the challenge now is that it is tough to gather those people due to Covid-19,” Ncube says.

“All departments were affected financially by Covid-19; we are struggling to provide some services.”

However, the Bulawayo Progressive Residents Association (BPRA) has urged the council to look for alternative revenue streams instead of relying on ratepayers to fund service delivery operations.

“There is a need for council to come up with alternative revenue sources urgently. There is need to cut down on unnecessary expenditure and reduce overtime expenditures,” BPRA coordinator Emmanuel Ndlovu said.

Mnangagwa Imposes Command Chinese COVID-19 Jab On Teachers

By James Gwati- The government has announced that it will be vaccinating all teachers when schools open.

Schools are opening on the 15th of March and 22nd of March respectively.

“As you know, teachers are part of the frontline workers and the Government has placed them under Phase Two of vaccination which is likely to begin soon,” Ministry of Primary and Secondary Education communication and advocacy director, Mr Taungana Ndoro told the state media at the weekend.

“We are not sure of the exact date when teachers will receive their jabs, but as a Ministry, we have put in place measures that ensure maximum safety for teachers and learners,” he said.

According to the World Health Organisation, although everyone should be vaccinated against COVID-19, it remains an individual’s personal choice to receive the jab.

Zivhu’s comments come after losing MDC-A vice presidential candidate Lilian Timveos and Blessing Chebundo, who lost the Kwekwe Central Constituency primaries to a young female activist, joined ZANU PF last month.

Timveos lost to Lynette Kore, Tendai Biti and Welshman Ncube for the MDC-A vice presidency at the 2019 congress held in Gweru while Chebundo defected to the MDC-T before joining ZANU PF.

In another tweet, Zivhu chided opposition activists for calling for members of the public to boycott Dendairy products saying those are childish antics.

Dendairy, a dairy company owned by Neville Coetzee who has links with President Emmerson Mnangagwa, has made headlines after Government granted it communal lands inhabited by the Shangaan tribe in Chilonga, Chiredzi District for its cow grass project.

Local Government Minister July Moyo recently notified the villagers that they must depart permanently from their ancestral land to pave way for Dendairy’s lucerne grass project.

Manicaland Accident Victims Named

By A Correspondent- The Zimbabwe Republic Police (ZRP) has released the names of thirteen accident victims who died in two separate road accidents which occurred in Manicaland and Mashonaland Provinces on Friday.

Seven people died in Manicaland when their pick-up truck collided head-on with a fuel tanker at the 67km peg along the Mutare-Nyanga Road.

Four of the victims were Zimbabwe Prisons and Correctional Services (ZPCS) officers while two were civilians and the other victim an inmate.

Police identified the four ZPCS officers as Mango Chakanyuka (42), Maluvani John (38), Rima Moses (40) and Faith Nyapokoto (age not ascertained).

Chigumba On $10 Billion Election “Rigging” Funding Hunt

By James Gwati- The Zimbabwe Electoral Commission (ZEC) said it was looking for US$10 billion for them to conduct the 2023 national elections.

The elections management body told state media that it had started mobilising $10 billion required for what they called the expansive nationwide exercise.

“In total, the exercise requires around $10,6 billion to cater for preparations, procurement of vehicles and equipment, the establishment of ICT infrastructure, training of staff and stakeholders, production of voter education material, publicity and awareness campaigns, fieldwork and production and distribution of the delimitation report among others,” ZEC chief elections officer Mr Utoile Silaigwana said.

Every time the country holds elections the Priscilla Chigumba led ZEC draws up new constituency boundaries raising questions about why they usually change the delimitations.

The controversial national electoral body said it had started undertaking what it called the first phase of the delimitation exercise, which involves updating polling stations and adding new residential areas into the voter registration database ahead of next year’s boundary mapping process.

Zanu PF youth league last week launched an anti- Chiwenga campaign through a fashion shop that sells party regalia endorsing Mnangagwa’s 2023 Presidential candidature.

Mnangagwa, according to the state media is this week commissioning the ED 2023 regalia shop.

Chiwenga runs a Zanu PF faction which has its strong support base in the military and a section of war veterans.

His faction wanted Mnangagwa to rule for one term and hand over power to the former army commander.

According to this faction, Mnangagwa was supposed to step-down at the end of his current term and allow Chiwenga to be the Party’s 2023 Presidential candidate.

Harare-Mt Darwin Road Accident, Five Victims Identified

By James Gwati- The Zimbabwe Republic Police has identified five victims out of the seven people who perished in a road accident along Harare- Mt Darwin road last Friday.

The five are Moline Dzihwa (18), Faith Kanakembizi (40), Cynthia Gombarashama (13), Tendai Washaya (7) and Blessmore Nhamburo whose age was yet to be confirmed.

“One of the victims has not been identified so far,” said Police spokesperson Paul Nyathi.

The accident happened after two cars racing each other mowed down 7 people to death at Goora Business Centre on the Bindura-Mt Darwin Highway.

All seven were pedestrians who had just alighted from a kombi, on their way for prayers.

The bodies of the deceased are at Mt Darwin Hospital mortuary awaiting post mortem.

Kapfupi On Chibaba Tribute Song

By James Gwati-Comedian-cum-musician Freddy ‘Kapfupi’ Manjalima, is working on a song which he will be releasing soon in honour of the late ZimDancehall artist, Soul Jah Love.

Chibaba died last month and was buried at the Harare’s Warren Hills provincial heroes acre after Zanu PF had accorded him a liberation hero status.

Kapfupi, said he was working with his DRC based friend, Bisolobi, on the song which he is yet to give a title.

“ I say rest in peace to Soul Jah Love. I was a fan of the ZimDancehall artist. I am a singer and an actor but I am a fan of the late artist. I recorded a song in his honour in collaboration with Bisolobi from DRC,” he said.

Youth Decide Zimbabwe (YDZ) organization condemns the cruel and insensitive incarceration of our Secretary for Women Affairs and Social Welfare, Falon Dunga and other three ZINASU leaders, namely Pritchard T. Paradzai, Alan Chipoyi and Glown Magaya. Our colleagues spent two days in police custody, before they granted a bail on Saturday, just for speaking against the illegal detention, and calling for impartial and independent judiciary system in solidarity with their fellow ZINASU leaders, Takudzwa Ngadziore and Tapiwa Chiringa.

We are so deliberated by exponential increment in levels of suppression, the regression of democracy, authoritarian consolidation and weaponisation of the law against youth leaders, journalists and the whole spectrum of activism. As the organization, we totally condemn the continuous deterioration of the democratic space, human rights abuse and insolent arrests, particularly, of youth leaders.

If anything, the recent arrest of Makomborero Haruzivishe, Takudzwa Ngadziore, Tapiwa Chiringa, Netsai Marova, Cecilia Chimbiri, Hon. Joana Mamombe, our leader Falon Dunga and company, is a clear sign that the dark past was much brighter than the current.

The Youth Decide Zimbabwe takes with great exception the threats against youths, from all State corners. The move to eliminate youth participation in civic society groups operating in Zimbabwe is merely an attempt to silence dissenting voices and further step towards authoritarian rule while protecting the elite at the expense of the national interest.

We implore the Zimbabwean government to uphold the principle of separation of power and key tenets of democracy, as well as to acknowledge the role of the youth in democracy, prosperity and stability as stipulated by the National Constitution [Section 20], African Youth Charter (AYC, 2006) [Article 11] and Agenda 2063 [Aspiration 11].

Chiwenga Abandons C&J Mansion for “White House,” He’s Loaded

By Patrick Guramatunhu | “VICE-PRESIDENT Constantino Chiwenga whose previous two divorce cases revealed that he is loaded with money, property and businesses has completed building a new luxurious mansion in Harare’s upmarket Borrowdale suburb. He is expected to move into the jaw-dropping home soon, informed sources say,” reported News Hawks.

“The cost of the new house runs into millions of dollars. The source of Chiwenga’s wealth remains a mystery.

“The breathtaking property was constructed in recent months by Chinese nationals who fitted it with the latest technology to bolster the security-conscious vice-president’s safety.

“Dubbed “the White House”, the awe-inspiring double-storey mansion has a spectacular structure and the finest finishings; transcendental decorative texture and optics all built by the Chinese.”

Of course, we KNOW the source of not only VP Chiwenga, Robert Mugabe and all the other Zanu PF ruling elite’s fabulous wealth – corruption. 

The Zimbabwe Defence Force (ZDF) is one of the select few local individuals/entities who were granted a very special and very lucrative diamond mining concessions in Chiadzwa and Marange. The holder of the concession is allowed to mining without having to keep any record of the quantity or quality of diamonds mined, to whom the diamonds are sold and for how much, who the beneficiaries are and how much they received, etc., etc. 

The beneficiaries of these super special diamond mining concessions are under no legal obligation to declare any of their earnings for personal or company tax purposes.

The Zimbabwe’s GNU cabinet was certainly aware of these special diamond mining concessions because David Coltart, MDC Minister of Education in the GNU, related a story where Emmerson Mnangagwa suggested that the Ministry of Education would not be asking for increased budgetary allocation if it too had one of the mining concessions.  

The late Edward Chindori-Chininga tabled a parliamentary committee report in 2012 revealing how all those mining the diamonds in Marange and Chiadzwa kept no records and paid no tax. 

The special diamond mining concession were a “licence to loot!” Period!

So the President of the Republic of Zimbabwe, cabinet and parliament, the highest powers and authorities in the land not only knew about the wholesale looting taking place in Marange, they are the ones who issued and approved these looting licences. 

Looting in Zimbabwe is legal and institutionalised.

VP Chiwenga was the ZDF commander and no doubt he and his fellow top brass in the Army would have received their share of the Marange diamond mining spoils. He retired from the Army after the November 2017 military coup to become the VP. No doubt arrangements were made to ensure he either continued to receive his share from the ZDF activities or some other concession. 

 The diamond mining concessions have become so popular they have now been extended to gold, platinum and lithium mining and to other areas such as fuel procurement. 

The ZDF together with their Chinese partner from the Chiadzwa and Marange diamond mining have spread their wings into some of these new areas! 

The looting continues! All paid to the select few in brown paper envelops, in hard currency of choice and all tax free! Not even ZACC will be allowed to ask the obvious question: where did you get the money to afford all these mansions, cars, gold watches (VP Chiwenga has 45 gold watches), etc.?

Just to be absolutely certain ZACC will never ever overstep the mark and ask stupid questions of those granted the licence to loot; the chair person of ZACC is none other than the wife of the late Minister of Foreign Affairs, Sibusiso Moyo. 

As the News Hawk correctly pointed out, the “White House” is VP Chiwenga’s second mansion in Harare. His first mansion C&J (Constantino and Jocelyn) was renamed C&M (Constantino and Marry) after he divorced Jocelyn and married Marry. He has since divorce Marry and had her thrown out of the mansion. 

So why is VP Chiwenga a second mansion? One might ask!

The divorce paper to his first wife Jocelyn showed just how rich Chiwenga is. The couple had the C&J mansion, farms, fat bank accounts, a fleet of posh cars, lived in unparalleled luxury and, among the many luxuries, Chiwenga had 45 gold watches. 

Chiwenga is building the “White House” mansion, he has a mansion already but is building it anywhere because he is loaded and cannot think of anything else better to spend his looted wealth on. He is not alone in this!

Robert Mugabe squandered US$ 2 billion building his Blue Roof mansion because he too was loaded. The mansion is empty because his wife and children are hardly ever there. 

The maintenance bill for the mansion is US$100 000 plus per year and there is nothing going on there to generate even one dollar. The rot and decay has already started!   

Mugabe poured billions of dollars into building a sprawling business empire which was thriving whilst he was alive, no doubt, from the many direct and indirect subsidies. His Gushungo Dairy Farm used to be a hive of activity is now totally deserted. 

Chiwenga, Mugabe and the rest of the local ruling elite are squandering their share of the looted national wealth of luxuries they do not need and, without the looted wealth, cannot afford to keep. 

At a national level, it is criminal to be spending billions of dollars on mansions, posh cars, etc. whilst hospitals and schools are starved of funding. The US$2 billion squandered on Blue Roof mansion alone would have paid for Batoka Gorge Hydro Power Project, a second Kariba Dam with all the economic benefits! Instead, we have just another white elephant.

Chiwenga and his ZDF buffoons are nothing but vicious hunting dogs to be fed the head, legs, the guts and all the cheap stuff whilst the hunter, the Chinese in this case, takes all the good stuff.

Running Battles In Gweru As Family Dumps Coffin At Police Station

CHAOS reigned supreme at Gweru’s Mtapa high density suburb yesterday when aggrieved residents and family members dumped the body of Tatenda Kasinyore, known as “Nyale”, near Monomutapa Police Station entrance where he was detained before falling sick and later dying at a local hospital.

Kasinyore (28) allegedly died on Wednesday after being detained at the police station where he had been arrested for an alleged disorderly conduct following a complaint by a fellow resident that he was being a nuisance and throwing stones at her house. The residents and relatives are accusing police officers of having assaulted Kasinyore when he turned violent while he was trying to resist arrest.

Business was temporarily brought to a halt along Gweru-Matobo Road when residents left the body in the middle of the road close to the police station. Police had to fire teargas to disperse residents who were gathered outside the police station while some were marching on the streets after allegedly being influenced by civic society organisations and purported human rights activists who had allegedly hijacked the funeral.

National police spokesperson Assistant Commissioner Paul Nyathi said police had to disperse residents who had violated Covid-19 lockdown regulations to have a maximum of 30 people gathering at a funeral.

Asst Comm Nyathi said police had to maintain law and order after some unnamed civil society organisations and purported human rights activists hijacked the funeral resulting in the commotion.

“According to the Covid-19 regulations, funeral gatherings are limited to 30 people. So we discovered that the people who had gathered for the funeral were exceeding 30 and police had to disperse people. On the other had we realised that there were some civil organisations and purported human rights activists who had taken advantage of the situation so, police had to maintain law and order,” he said.

Asst Comm Nyathi said Kasinyore died at Gweru Provincial Hospital in the early hours of Wednesday after being detained at Monomutapa Police Station.

“People in Mtapa called the police making a report of a person who was drunk and breaking window panes. The police arrested him and found him with drugs and he was drunk. They detained him and put him in a holding cell at Monomutapa Police Station. At around 4am, some suspects sharing the cell with him alerted the police that he was vomiting before an ambulance was called. He died at Gweru Provincial Hospital,” he said.

Asst Comm Nyathi said police were carrying out further investigations to establish what led to Kasinyore’s death.

“The matter is being investigated by the police and the public should allow the ongoing investigations to proceed smoothly,” he said.

By A Correspondent | This is not UK, Sweden or some other foreign nation, this is her country of birth – the Norton MP Temba Mliswa’s Ex girlfriend, Susan Mutami’s whereabouts are still a mystery two weeks after she was blocked from flying out of Zimbabwe.

The development comes after Mutami went underground after being blocked from flying back to Australia.

The Aussie citizen was two weeks ago told she cannot leave the country until she gives official state witness testimony into her allegations against her ExBoyfriend. She says Mliswa among other things has sounded out intentions to poison the ZANU PF President Emmerson Mnangagwa’s son, and Local government minister July Minister. She also said Mliswa has in his possession undisclosed top security information on the infamous White City bombing on June 2018.

Contacted for a comment Mutami’s lawyer told ZimEye that she will come out soon. She said, “she is alive, she is ok and she is safe.I can’t say much due to professional ethics; She will come back to you soon.” This was 4 days after the RGM Airport drama.

Also commenting on the development back then, state sources told ZimEye, Mutami is still in the country. They said this without disclosing her exact location. Other sources said that she is living at a local hotel.

It is only convincing Mutami is playing an the aussie whistleblower, Julian Assange, technique of hiding, having spoken out what could be the greatest secret of all time, the bombing of the then President Of Zimbabwe and his deputy in June 2018 at White City, Bulawayo, an attack that got at least two people killed.

When she was interviewed by ZimEye, at the RGM Airport Susan Mutami used the embassy as a reference point.

But responding more directly, as ZimEye reveals, the Australian embassy has said Miss Mutami’s private conduct does not fall under the embassy’s business or interest.

“Ms Mutami’s behaviour in Zimbabwe are matters for the Zimbabweans authorities as they fall under Zimbabwean law,” the Australian embassy said in a statement.

Meanwhile, while it could not be established at the time of writing when she will finally be travelling, Mutami herself two weeks ago told ZimEye, she has now submitted her witness statement to the police and is now working towards getting a ticket.

But more than 10 days later sources say she is still stuck inside Zimbabwe.

“Susan is not in control of her phone, do you really think that is Susan who is tweeting at the weekend?,” a close friend to Mliswa’s girlfriend asked ZimEye Monday morning.

Chiwenga’s New Mansion In Borrowdale’s Carrick Creagh Estate Ready For Occupation

Vice-President Constantino Chiwenga – whose previous two divorce cases revealed that he is loaded with money, property and businesses — has completed building a new luxurious mansion in Harare’s upmarket Borrowdale suburb.

He is expected to move into the jaw-dropping home soon, informed sources say.

The cost of the new house runs into millions of dollars. The source of Chiwenga’s wealth remains a mystery.

The breathtaking property was constructed in recent months by Chinese nationals who fitted it with the latest technology to bolster the security-conscious vice-president’s safety.

Dubbed “the White House”, the awe-inspiring double-storey mansion has a spectacular structure and the finest finishings; transcendental decorative texture and optics — all built by the Chinese.

In the popularity stakes of Harare’s palatial homes, Chiwenga’s new house could overshadow businessman Philip Chiyangwa’s “White House” along Crowhill Road in Borrowdale, which now looks relatively dilapidated.

There are now so many more beautiful homes in the area.

The “White House” epithet is borrowed from the United States president’s neo-classical, palladian official residence and workplace in Washington DC, located at 600 Pennsylvania Avenue NW, built in 1792, but opened in 1800.

Chiwenga’s new property is located along Manombe Close in Carrick Creagh Estate in Borrowdale and has reportedly been lavishly fitted with imported furnishings. Carrick Creagh, which overlooks the upmarket Borrowdale Brooke neighbourhood, is a prime suburb where a 2 000-square-metre stand can cost around US$100 000, according to independent realtors.

Chiwenga has not yet moved into the mansion, but has made several visits to the property to monitor progress.

Scenically manicured landscaping has already taken shape, while wildlife trophies, including lions — similar to those at the State House entrance — have been installed at the new property.

Under heavy military and police guard, the house can easily be mistaken for celebrity mansions in Beverly Hills, US.

Monied Zimbabweans are known for competing to build the most spectacular houses.

Since his return from China in November 2019 where he was saved from the jaws of a critical illness after being in the intensive care unit for months and then immediately divorcing his wife Marry, Chiwenga moved out of their matrimonial at No.614 Nick Price Road in Zimbabwe’s prime housing estate, Borrowdale Brooke

The estate was developed by Zimbabwean golf legend Nick Price, who reached No.1 on the world rankings.

Chiwenga is currently staying at the Golden Peacock Villa Hotel along Kingsmead Road in Borrowdale in Harare owned by Anjin — a joint venture between the ministry of Defence and a Chinese investor – after he abandoned the house he said is of “sentimental value” to him.

Even though he managed to evict Marry from the Brooke with the help of the army, Chiwenga still moved out.

Initially, Chiwenga left the Brooke house, where used to live with his other former wife Jocelyn, in April 2010 to stay with Marry on 11 Rosary Close in Greystone Park suburb, also in the Borrowdale area.

For the former Zimbabwe Defence Forces commander’s convenience, his “White House” has an elevator to take him up to his expansive bedroom upstairs.

Truckloads of property, groceries and expensive whiskey, according to credible sources, were recently delivered to the mansion, an indication that the VP’s relocation from the Golden Peacock Villa Hotel is imminent.

Chiwenga, who used to love his fine whiskies – particularly Johnny Walker Blue Label and others – has quit drinking on health grounds after spending about five months in China in 2019, receiving treatment for a life-threatening ailment.

A sickly and emaciated Chiwenga was rushed to Beijing in July 2019 at a time many government and family members had lost hope that he would recover, prompting a scramble for his position among senior Zanu PF and government officials.

He had earlier sought treatment in South Africa and India, to no avail.

He underwent two delicate operations in Beijing to clear part of his oesophagus which was blocked. He was admitted in an intensive care unit of a state-of-the-art hospital for some time before being moved into a private ward.

At the time he was airlifted, Chiwenga was in terrible shape and severely emancipated, weighing only 55 kilogrammes and could not eat. By November, he was weighing about 90kgs, official sources said at the time.

Chiwenga and Marry’s divorce matter is still pending in court, although the vice-president has unilaterally selected the property he prefers giving to his wife whom he got arrested and detained for a long time. Chiwenga has also seized their children from Marry.

The vice-president has experienced successive ugly divorces, including with Jocelyn and, in both instances, he has used military might to force out his bitter lovers from the Borrowdale Brooke mansion.

Jocelyn was hounded out of the house which was then inscribed C&J (Constantino and Jocelyn), before that was replaced by C&M (Constantino and Marry).

The inscriptions have since been taken down.

Jocelyn now lives close to the hilltop house in the Brooke, while Marry is staying with her parents in Glen Lorne.

Teachers To Be Vaccinated Soon After Opening Of Schools

The government has undertaken to vaccinate all teachers who are prepared to receive Covid-19 immunisation jabs immediately after schools reopen next week as authorities ramp up efforts to create a safe learning environment.

Authorities are doubling efforts to procure more doses in preparation for the second phase of the national vaccination programme, which targets to inoculate lecturers at tertiary institutions, teachers and others at medium risk from the respiratory virus.

Last week, the World Health Organisation-led Covax facility allocated 984 000 doses of the AstraZeneca Covid-19 vaccine to Zimbabwe under a revised allocation schedule published by the global vaccine alliance.

The Government has also secured an additional 75 000 doses of India’s Covaxin vaccine, which has been shown to have an 81 percent efficacy rate after Phase Three trials.

The country is preparing to take delivery of a shipment of 600 000 vaccines procured from Chinese pharmaceutical giant, Sinopharm.

Schools will reopen in phases with the three examination classes resuming classes on March 15, while the rest of the classes will open a week later on March 22.

In preparation for the reopening, the Government has heightened surveillance and monitoring of schools’ preparations for the enforcement of WHO and Ministry of Health and Child Care standard health guidelines. 

More than 31 000 people had received their first shot of the vaccine by Friday under the first phase of the national vaccination programme.

Preparations for commencement of Phase Two are at an advanced stage.

Ministry of Primary and Secondary Education communication and advocacy director, Mr Taungana Ndoro said authorities were putting in place measures to guarantee the safety of teachers, learners and staff.

“As you know, teachers are part of the frontline workers and Government has placed them under Phase Two of vaccination which is likely to begin soon,” he said.

“We are not sure of the exact date when teachers will receive their jabs, but as a Ministry we have put in place measures that ensure maximum safety for teachers and learners.”

Teachers unions have requested to meet the Government to discuss a proposed mandatory Covid-19 testing and vaccination of educators.

Progressive Teachers’ Union of Zimbabwe (PTUZ) president Dr Takavafira Zhou said the unions had written to the Government requesting to meet before schools reopen.

“We have already written to Government requesting for a meeting which will discuss a number of issues such as Covid-19 testing in schools, vaccinations and salaries to ensure a smooth opening of schools,” he said.

“The safety of teachers and learners is very important, so we need clarity. 

“We are also pushing for social dialogue between Government and teachers so that we discuss the welfare of teachers.”

National Association of Secondary Heads (NASH) president, Mr Arthur Maphosa, emphasised the need for vaccination of teachers ahead of schools’ reopening.

“That is one of the issues that we will be raising in our districts’ meeting over the next week,” said Mr Maphosa.

“It is important that we know when teachers will also receive the vaccine.” 

Last year, nearly 300 students tested positive for Covid-19 between September and December with John Tallach Secondary school in Matabeleland North recording the highest number of cases.

The Government gave a green light to schools’ reopening on Tuesday ordering that school authorities reduce class sizes and enforce hot sitting.

At schools with inadequate infrastructure, pupils will not attend school daily, but will alternate attendance days to allow for proper implementation of social distancing rules.

Authorities have designed an ad-hoc learning programme entailing intensified one-on-one learning, provision of self-study guidelines and rigorous homework in order to accelerate catching up.The Government has started employing more qualified but jobless teachers to allow the splitting of classes.
