Scott Sakupwanya Causes Chaos During Division One Match

Scottland FC have threatened to quit the ZIFA Northern Region Division One League after chaos erupted in their 1-1 draw against MWOS at Ngoni Stadium in Norton on Saturday.

The Mabvaku-based side dropped the points after conceding a late equaliser but club owner Scott Sakupwanya was not happy with the events that led to the hosts’ goal.

Sakupwanya stormed on to the pitch after the final whistle, accusing MWOS coach Lloyd Mutasa of using dark magic to score the goal.

The Scottland boss’ bone of contention was a ball boy being seen sprinkling some liquid substance near their goalkeeper Panashe Nyabunga’s goal area just moments before Banda restored parity for the home side with two minutes of regulation time left.

Speaking in an interview with The Herald, Sakupwanya said:

“We have got worse results than this one this season when we lost some games, but we accepted the result and didn’t complain at all.

“We are complaining now because we feel that it’s not right for a player to be distracted by outside forces like what happened to our goalkeeper.

“The MWOS coach sent the ball boy to distract our goalkeeper by pouring whatever liquid they poured at our goal and all the other stuff they splashed there.

“This was a crucial stage of the game and we are unhappy that there was no protection against our ‘keeper and this was a deliberate act by the coach of our opponents.”

He added: “We are not happy at all, and we feel that if this is the way things are done in the league, then it isn’t a place for us to continue playing there because we are investing a lot in our team and our community.

“All we want is fairness and if there is no fairness then there is no reason for us to remain part of the league.”

By Showbiz Reporter-Former ZBC Radio 2 Disc Jockey, now Radio Zimbabwe, Cain Chikosha, has died.

Chikosha died at his Harare home last Thursday night.

He was 60.

One of the late Chikosha’s relatives told ZimEye that the former DJ had been ill for some time and was struggling with swelling legs.

Details of his burial will be announced in due course.

By A Correspondent| Several Chinese investors have lost cash after made to believe that they were going to get mining rights through army investment vehicle Rusununguko Holdings, it has emerged.

Army Brigadier General Zitterson Sabeka who is the Acting Chief of Staff is alleged to have taken various amounts of money from investors promising them mining claims in Darwendale.

The Chinese nationals said their hope for recourse lay in the hands of Zimbabwe Anti Corruption Commission and Army General.

Some investors have got claims while some are still waiting to get theirs.

Some Chinese nationals who spoke to this media said they were being given a cold shoulder after giving him various amounts of money.

“We are in catch 22 situations. He took my US$20 000 after he promised me a mine but he is no where to be found.

“It is now story after story and we are stuck,” said one investor.

The investor gave one of Sabeka’s proxies money at his Chipinge farm’s Katsiba Lodge through one Colonel Banda.

Information with this publication says he is name dropping seniors who are not even involved in this scam so that the Chinese nationals do not recover their money.

Another serious investor who was promised a mine in Darwendale allegedly lost US$75000 for a mine in Darwendale.

After handing in the money the Brigadier has become avasive.

“Brig Sabeka is now no where to be found.

“He is niw giving me a cold shoulder after I gave hime US$75 000.

“I am now appealing to the boss of the army to assist me.

“I need to invest but Sabeka should not just take my money like that and shut the door on me.

“It is cruel” cried the Chinese national.

The investor said if there was no deal they just wanted their money back or if there is deal they are comfortable mining.

“We want to contrbute to this economy. But there are red tapes instigated by some of these people.”

Zimbabweans Agree That Mnangagwa Has Harmed Democracy

By A Correspondent| In its latest report, Afrobarometer found that in Zimbabwe, fewer than four in 10 citizens perceive their country as a “full democracy” or a “democracy with minor problems.” Furthermore, less than half of the population expressed satisfaction with the current state of democracy.

The report also revealed a concerning trend across Africa: while many citizens remain committed to democratic values, popular support for democracy is declining in several countries. The inaugural flagship report, which analyzed over a decade of data from 39 African nations, underscored both the strengths and vulnerabilities of democratic governance in the region.

Based on 53,444 face-to-face interviews, the findings show that most Africans still prefer democracy over other governance systems and reject non-democratic alternatives such as military rule. Additionally, the report highlighted strong support for democratic norms, including free elections, constitutional limits on presidential terms, and media freedom. However, it warned of significant challenges ahead.

Over the past decade, the report notes, support for democracy has sharply declined in some countries, while opposition to military rule has weakened. This troubling trend is compounded by growing dissatisfaction with how democracy is functioning across the continent.

Economic factors like poverty and mismanagement appear to have a limited impact on support for democracy. Instead, political issues such as rising corruption, flawed elections, and a lack of presidential accountability are contributing to a decline in public trust. The report warns that without meaningful improvements, this erosion of democratic values could accelerate.

In addition, the report highlighted declining perceptions of critical democratic practices, including presidential respect for judicial and parliamentary oversight, and equal treatment under the law. These trends, if not addressed, could pose serious risks to democratic development across Africa.

Mutsvangwa Cuts Lone Figure At SADC Summit

While other politicians mingled and vied for recognition, Mutsvangwa appeared isolated, wandering outside the Parliament building with an air of resignation. His solitary figure drew the attention of onlookers, including journalists who later sought interviews with him.

This followed a string of recent events suggesting Mutsvangwa’s growing estrangement from the political establishment. Earlier this year, Mnangagwa dismissed Mutsvangwa from his role as Veterans of the Liberation Struggle Affairs minister.

Additionally, reports indicate that Vice-President Constantino Chiwenga avoided shaking Mutsvangwa’s hand during last week’s Defence Forces Day, and he was reportedly removed from his position at the Manhize Steel plant for being “too vocal.”

Five ZRP Cops Accused of Killing Suspected Robber

Bulawayo, Zimbabwe — In a landmark ruling, five police officers accused of killing a suspected armed robber have been acquitted by the Bulawayo High Court. The officers, Herbert Kanyinji, Bornwell Mahachi, Amiga Shumba, Norge Rapayi, and Mbekezeli Bhebhe, had been on trial for the death of Banda, a man believed to be behind a series of robberies in the Bulawayo and Esigodini areas.

Justice Evangelista Kabasa, presiding over the case, delivered the verdict, ruling that the State had failed to provide sufficient evidence to prove its case against the officers. “We were left with more questions than answers as to when, where, and who strangled the now-deceased,” stated Justice Kabasa, emphasizing the lack of direct evidence connecting the officers to Banda’s death.

The incident in question occurred when the officers, armed with AK47 rifles, apprehended Banda at his home. According to the prosecution, Banda was allegedly assaulted by the officers as they demanded his true identity. Banda reportedly resisted arrest and attempted to disarm one of the officers, leading to a physical altercation. The officers subdued him, tying his hands as they continued their interrogation.

The situation escalated when Banda managed to briefly escape custody, only to be recaptured and taken on a mission to recover a hidden firearm in Claremont. The ZRP Nyanga Traffic Section has come under scrutiny for turning traffic enforcement roadblocks into personal cash collection points. Key locations include Magamba Turn Off, Davchards Turn Off, Troutbeck Turn Off, and Nyamhuka. In Nyamaropa, the collection points are Tangwena Turn Off, Regina, and Satuku Bus Stop.

Under the command of District Traffic Officer Chief Inspector Tandare, known as Mbuya, officers have been accused of using their positions to collect daily fees from motorists. Drivers of combis, “mishika shika” (shared taxis), and motorcycles are reportedly required to pay US$5.00 per day for road access. Failure to pay results in the impoundment of their vehicles.

The officers allegedly use personal vehicles for these activities, including an AD van belonging to Major, an old blue Toyota owned by Mbuya, and a Toyota Mark II owned by an officer known as Ngara. In Nyamaropa, they use a Toyota Quantum and a grey Honda Fit, reportedly owned by an officer known as Matawa, who operates both in Nyanga and Nyamaropa.

Nyanga’s major routes—Nyatate, Nyamaropa-Ruwangwe, Mutare, and Rusape—see an average of 80 vehicles daily, each paying $5.00, totaling approximately USD $400.00 daily for Nyanga alone, excluding Nyamaropa and Ruwangwe.

Reports indicate that officers, including Mbuya, are sometimes seen in plain clothes at these roadblocks, raising questions about their legitimacy.

Some officers reportedly position themselves at unmarked roadblocks, further casting doubt on the authenticity of these enforcement points.

In a related incident, the Zimbabwe Revenue Authority (ZIMRA) recently impounded unregistered motorbikes that were in police custody.

To secure the release of these bikes, officers allegedly demanded up to USD $500 per bike. Motorbikes owned by Nigel, Isaac, Tsara, and others were reportedly released under similar conditions.

There are suspicions that some of these bikes may belong to the police officers themselves, with allegations of collusion involving two individuals, Kudzi and George, who are said to assist in extorting funds from bikers.

Mentally Challenged Woman Kills Own Baby

The Zimbabwe Republic Police has confirmed a tragic incident in which a 20-year-old woman killed her 18-month-old son- for crying continuously.

On August 14, 2024, police in Nyamandlovu, Lupane, arrested Siphethebuhle Nkomo (20) for the murder of her child.

Nkomo allegedly strangled her son to death after being unable to calm him down while he was crying at Zimdabule Village 4, Deli, Nyamandlovu.

In a separate but equally disturbing case, Fambisai Tavengerwei (50), a suspected mental health patient, was reported to have killed his 2-year-old son by striking him on the head with a log multiple times on August 14, 2024, at Madzore Village, Nyakunhuwa, Zaka.

Arrested Chamisa MP Found, Moved To Harare

By Political reporter- The Zimbabwe Lawyers for Human Rights have announced the transfer of CCC lawmaker Prince Dubeko Sibanda from Beitbrige police to Harare by the police.

Sibanda was arrested on Saturday in Beitbridge, coinciding with the Harare gathering of SADC heads of state. 

“We are representing Hon.

, who was transferred from Beitbridge to Harare Central Police Station after he was arrested Saturday at Beitbridge Border Post. We escorted him from Beitbridge to Harare. More details to follow…,” posted ZLHR on their X account Sunday.

Sibanda was arrested after Thursday former MP Costa Machingauta was abducted at his home.

Machingauta was forcibly taken from his home by armed men on Thursday. 

His lawyers eventually located him in police custody, where he had been held incommunicado.

Machingauta claims that his minor children were assaulted during the abduction, further escalating concerns about the government’s human rights record.

These arrests follow a broader crackdown, with police apprehending 12 individuals in Gokwe on Friday for allegedly protesting against the ruling Zanu PF government.

SADC Humiliates Mnangagwa, Endorses Report Exposing 2023 Election Theft

By James Gwati-The recently concluded Southern African Development Community (SADC) summit in Harare sidestepped the issue of electoral fraud perpetrated by Zanu PF leader President Emmerson Mnangagwa during the August 2023 elections.

However, the summit did confirm the SADC Election Observer Mission’s report, which condemned the rigged election.

As Mnangagwa assumed the SADC chairmanship from Angola at the summit, he failed in his bid to persuade the regional bloc to retract the observer mission’s report, which had previously been endorsed by an extraordinary summit in Angola and a special ministerial meeting in Zambia.

The report, unprecedented in its rejection of Mnangagwa’s re-election as flawed, disputed, and fraudulent, remains the official stance of the regional body.

The summit’s silence on the disputed election effectively means that the SADC report remains the definitive record of how the regional body viewed the 2023 polls.

The opposition had hoped the summit would address the contentious election results.

Notably, the 2023 elections were condemned not just by SADC but by all regional and international observer missions that were invited to monitor the process.

Adding weight to Mnangagwa’s perceived illegitimacy, Zambian President Hakainde Hichilema did not attend the Harare summit in person, opting to participate virtually in protest.

The Zimbabwe Republic Police has confirmed a tragic incident in which a 20-year-old woman killed her 18-month-old son- for crying continuously.

On August 14, 2024, police in Nyamandlovu, Lupane, arrested Siphethebuhle Nkomo (20) for the murder of her child.

Nkomo allegedly strangled her son to death after being unable to calm him down while he was crying at Zimdabule Village 4, Deli, Nyamandlovu.

In a separate but equally disturbing case, Fambisai Tavengerwei (50), a suspected mental health patient, was reported to have killed his 2-year-old son by striking him on the head with a log multiple times on August 14, 2024, at Madzore Village, Nyakunhuwa, Zaka.

Masvingo Residents Demand Urgent Decommissioning of Runyararo West Dumpsite

The Youth Empowerment and Skills Development Association (YESDA) and Green Institute Trust, in collaboration with Masvingo residents, are urging the Masvingo City Council to immediately decommission the Runyararo West dumpsite due to escalating health and environmental risks.

During a recent health and environmental protection dialogue, residents expressed deep concern about the council’s lack of urgency in addressing the issue. “We’ve been patient for too long, and now we demand urgent action,” said a Victoria Ranch resident. “If the council fails to act, we’ll take constitutional action to force them to close the dumpsite.”

The ongoing conflict between residents and the council centers on the dumpsite’s proximity to homes (less than 200m) and the resulting health risks, including respiratory diseases, pungent stench, and perennial fires.

Stakeholders, including residents’ organizations and the Masvingo Environmental Management Agency (EMA), share concerns about the dumpsite’s environmental and health impacts. They urge the council to expedite the opening of the new Cambria farm landfill and close the old dumpsite.

YESDA and Green Institute Trust jointly condemned the continued use of Runyararo West dumpsite and encouraged residents to peacefully engage the council until the matter is resolved. “Residents have the constitutional right to demand responsiveness from public officials,” they said. “If officials fail to respond, residents can petition or hold peaceful demonstrations, as enshrined in section 59 of Zimbabwe’s constitution.”

High Court Ends Demolition Of People’s Houses, Govt Told To Amend The Law

The High court has dismantled an archaic and obnoxious law, which several local authorities had abused for several years to demolish people’s houses across the country.

In 2020, Chitungwiza Municipality issued and published a demolition order in the state-run Herald newspaper, wherein the local authority indicated that some residents with houses situated in specific areas of St Mary’s, Zengeza, Seke and Nyatsime suburbs in Chitungwiza, had to demolish their houses for the reason that the stands on which the houses were built on and the houses, were reportedly constructed without the local authority’s approval.

In issuing the demolition order, Chitungwiza Municipality said it was acting in terms of provisions of section 32 and 37 of the Regional, Town and Country Planning Act.

This then compelled some aggrieved residents represented by Chitungwiza Residents Trust (CHITREST) to file an application in 2020 seeking an order of declaration of constitutional invalidity of some offensive by-laws, which permitted local authorities to demolish houses without obtaining a court order as is required by the Constitution.

In the application, CHITREST, which was represented by Tinashe ChinopfukutwaPaidamoyo Saurombe and Kelvin Kabaya of Zimbabwe Lawyers for Human Rights, asked the High Court to issue an order impugning section 32(2)(c) and (d) of the Regional, Town and Country Planning Act as well as section 37(1)(a)(i) of the Regional, Town and Country Planning Act.

Chinopfukutwa, Saurombe and Kabaya argued that the Constitution is the supreme law of the land and any law which is inconsistent with it is invalid to the extent of the inconsistency hence section 32(2)(c) and (d) and section 37(1)(a)(i) of the Regional, Town and Country Planning Act, are inconsistent with the provisions of section 74 of the Constitution.

The human rights lawyers requested the High Court to issue an order declaring the said offending provisions constitutionally invalid because section 32(2)(c) and (d) as well as section 37(1)(a)(i) of the Regional, Town and Country Planning Act, infringes section 74 of the Constitution, which confers a right on people against arbitrary eviction from their homes.

Chinopfukutwa, Saurombe and Kabaya also requested the High Court to declare the demolition order issued by Chitungwiza Municipality in 2020 as invalid.

Apart from Chitungwiza Municipality, CHITREST also cited Local Government and Public Works Minister Hon. Daniel Garwe, Justice, Legal and Parliamentary Affairs Minister Hon. Ziyambi Ziyambi and Attorney-General Virginia Mabhiza, as respondents in their application.

Now, the High Court has taken a significant step in securing a lasting solution to the recurring problem of arbitrary demolitions in Zimbabwe after Justice Never Katiyo recently granted an order of constitutional invalidity sought by CHITREST.

On 24 July 2024, Justice Katiyo declared section 32(2)(c) and (d) of the Regional, Town and Country Planning Act as well as section 37(1)(a)(i) of the Regional, Town and Country Planning Act to be ultra vires section 74 of the Constitution and therefore unconstitutional.

The High Court Judge also declared the demolition order issued by Chitungwiza Municipality on 8 October 2020 to be invalid.

Justice Katiyo declared that the order of constitutional invalidity would be suspended for a period of 12 months from the date of confirmation by the Constitutional Court in order to enable Hon. Garwe, Mabhiza and Hon. Ziyambi to amend the impugned legislation so that it complies with section 74 of the Constitution.

So Mnangagwa Wants To Snub Donor Assistance?

President Emmerson Mnangagwa has called for SADC member states to reduce their reliance on donor aid and Western assistance, advocating for the use of existing resources and educational advancements to drive industrialization.

During a public lecture at the University of Zimbabwe, where he addressed students, industrialists, and regional representatives, Mnangagwa emphasized the need for SADC to move beyond dependency. He stated that the region must leverage its own resources and innovative capacities to foster industrial and economic growth.

Mnangagwa remarked, “In Zimbabwe, we say, ‘A country is built, governed, and prayed for by its people.’ This highlights the significant responsibility we all share in driving our nations’ development both individually and collectively.”

He continued, “The era of depending on external support to develop our economies and provide services is over. The founders of SADC achieved political liberation, and it is now our task to move away from this perpetual dependency. We must identify imported goods that can be produced locally and harness the talents of our innovators and institutions.”

The President also expressed Zimbabwe’s readiness to share its educational model with SADC countries to enhance industrialization and modernization within the region. He noted that SADC possesses unique opportunities for economic success, including a rich resource base, resilient people, extensive arable land, diverse minerals, and a favorable climate.

Mnangagwa stressed the importance of reconfiguring the education system to produce skilled innovators and industrialists capable of meeting local needs. He highlighted Zimbabwe’s Education 5.0 philosophy, which emphasizes research, innovation, and industrialization as key components at all educational levels.

“Transforming our educational space to foster innovation and industry is crucial for regional development. By aligning our education, research, and technological frameworks, we can unlock significant value from our natural resources and human capacities,” he said.

Earlier, President Mnangagwa, along with Vice Presidents General (Rtd) Dr. Constantino Chiwenga and Colonel (Rtd) Kembo Mohadi, toured exhibitions and a vehicle number plate manufacturing plant at the University of Zimbabwe. ‘Mboro’ to Spend Weekend in Jail

Pastor Paseka ‘Mboro’ Motsoeneng will spend another weekend in custody after police failed to verify his home address. Mboro, along with his relative and bodyguard Vincent Baloi, was arrested last week following an incident where they allegedly kidnapped Mboro’s grandchildren from a local school.

Court proceedings were delayed due to the police’s failure to verify the home addresses of Mboro and his co-accused for their bail applications.

The trio appeared in Palm Ridge Magistrates Court in the East Rand today for their second bail hearing. In his bail affidavit, Mboro argued that his incarceration is detrimental to his congregation, who rely on him both spiritually and financially.

In contrast, Baloi stated that he could only afford bail of R500 due to financial strain from family responsibilities. The state has announced its intention to oppose bail for all three accused. The case has been postponed to Monday to allow time for the verification of the accused’s addresses.

Kaitano Tembo Joins Sekhukhune United

Kaitano Tembo has returned at South African top-flight side Sekhukhune United.

The Zimbabwean gaffer has been appointed as the club’s new senior coach, to work alongside head coach Lehlohonolo Seema.

Tembo previously led Babina Noko in June 2022 but departed in November of the same year due to a string of disappointing results in the PSL.

His latest appointment marks his return to football management after having been without a job following his sacking at Richards Bay on Christmas day last year.

Corruption at ZRP Nyanga Traffic Section

The ZRP Nyanga Traffic Section has come under scrutiny for turning traffic enforcement roadblocks into personal cash collection points. Key locations include Magamba Turn Off, Davchards Turn Off, Troutbeck Turn Off, and Nyamhuka. In Nyamaropa, the collection points are Tangwena Turn Off, Regina, and Satuku Bus Stop.

Under the command of District Traffic Officer Chief Inspector Tandare, known as Mbuya, officers have been accused of using their positions to collect daily fees from motorists. Drivers of combis, “mishika shika” (shared taxis), and motorcycles are reportedly required to pay US$5.00 per day for road access. Failure to pay results in the impoundment of their vehicles.

The officers allegedly use personal vehicles for these activities, including an AD van belonging to Major, an old blue Toyota owned by Mbuya, and a Toyota Mark II owned by an officer known as Ngara. In Nyamaropa, they use a Toyota Quantum and a grey Honda Fit, reportedly owned by an officer known as Matawa, who operates both in Nyanga and Nyamaropa.

Nyanga’s major routes—Nyatate, Nyamaropa-Ruwangwe, Mutare, and Rusape—see an average of 80 vehicles daily, each paying $5.00, totaling approximately USD $400.00 daily for Nyanga alone, excluding Nyamaropa and Ruwangwe.

Reports indicate that officers, including Mbuya, are sometimes seen in plain clothes at these roadblocks, raising questions about their legitimacy.

Some officers reportedly position themselves at unmarked roadblocks, further casting doubt on the authenticity of these enforcement points.

In a related incident, the Zimbabwe Revenue Authority (ZIMRA) recently impounded unregistered motorbikes that were in police custody.

To secure the release of these bikes, officers allegedly demanded up to USD $500 per bike. Motorbikes owned by Nigel, Isaac, Tsara, and others were reportedly released under similar conditions.

There are suspicions that some of these bikes may belong to the police officers themselves, with allegations of collusion involving two individuals, Kudzi and George, who are said to assist in extorting funds from bikers.

Opposition MP Arrested In Front Of SADC Heads Of States

By Political reporter- Opposition MP Prince Sibanda has been arrested in Beitbridge on the same day Southern African Development Community (SADC) heads of state convened in Harare.

Sibanda’s arrest follows a wave of crackdowns by the police, who just a day earlier apprehended 12 individuals in Gokwe for allegedly protesting against the ruling Zanu PF government.

The Zimbabwe Lawyers for Human Rights (ZLHR) confirmed the arrest, sparking outrage among citizens and human rights groups.

The detained group, reportedly members of the Citizens Coalition for Change (CCC), had vocally opposed President Emmerson Mnangagwa’s recent appointment as Chairperson of SADC.

They are currently being held at Chitekete Police Station, accused of staging a flash protest at Gokwe Centre on August 15, 2024.

Among the detainees are the two wives of Tawanda Siampongo from the Gokwe-Kabuyuni constituency, who were arrested after police failed to locate their husband.

The arrests have drawn widespread condemnation, with critics arguing that the government’s actions are a blatant attempt to silence dissent.

In a viral video circulated on Thursday, activist leader Givemore Chuma voiced the group’s frustration, stating, “SADC must not be used to sanitize President Emmerson Mnangagwa’s illegitimacy. We, the people of Gokwe, reject this. Mnangagwa must leave office—he wasn’t elected by the people. Advocate Nelson Chamisa is the rightful winner and deserves the chairmanship.”

The opposition’s grievances have been exacerbated by the recent abduction of opposition activist Costa Machingauta, who was forcibly taken from his home by armed men on Thursday night. Curfew In Harare 

By Political Reporter- The military has imposed a silent curfew in the Harare city centre until the end of the ongoing  SADC Summit.

Workers from fast-food outlets and those who do night duties are being threatened by police while moving around town after 9 PM.

One employee shared in their WhatsApp group that they faced intimidation from the police for being out after “curfew”. Said the employee:

(We were) threatened by police while closing doors at (name of shop supplied). They asked us what we were still doing in town after 9 PM.

Another employee said that it was challenging for workers finishing their shifts late to find transportation, as the kombi had been driven out of town. Said the employee:

We were chased after by the police. They did not care that we were in our uniforms. Now there is no transport, allcommuter omnibuses have been chased out of town. Be careful guys.

Along Julius Nyerere (Way), people are being beaten up. They are being ordered to board any form of transport they see and vacate town. Be very careful for those who are still in town.

On Friday, 16 August, George Charamba, the Deputy Chief Secretary in the Office of the President and Cabinet (Presidential Communications), said there was no curfew in Harare. He posted on his @dhonzamusoro007 handle on X:

No curfew in Harare or any part of the country. The problem of people who grew up after the liberation war is not knowing what a curfew is. When the curfew is in place, you will not need your foreign friends to tell you.

And after all, you won’t even say a thing. You will be silenced to an extent where you feel that the curfew is indeedoperational. Don’t wish for bad things. We can make you taste just a bit of it.

In recent days, convoys of military tanks, police outriders, anti-riot units, and water cannons have been patrolling many high-density residential areas.

FULL TEXT: Zambia President SADC Yesterday

Yesterday we were honoured to virtually participate and Chair the Southern African Development Community (SADC) organ on Politics, Defence and Security Cooperation, during the organ Troika Summit of Heads of State and Government currently underway in Harare, Zimbabwe.

    In our remarks, we regretted that we were unable to be in Harare due to pressing national matters that required our presence here at home.

    We however expressed our gratitude to His Excellency President Emmerson Mnangagwa, the government and the people of the Republic of Zimbabwe for the warm reception and gracious hospitality to the Heads of State and the Zambian delegation.

    We thanked their Excellencies for their invaluable support rendered to us and indeed Zambia during our tenure as Chairperson of the Organ.

    The Organ is the backbone of SADC, as it seeks to promote peace, security and political stability, without which socio-economic development would not be realised in our region.

    We have pledged our full support to the incoming Chairperson for the Organ, the President of the United Republic of Tanzania, Dr. Samia Suluhu Hassan. We pledged to continue playing our role as the outgoing Chair in the remainder of this year and the year coming.

    In our report to the organ, we noted that the political and security situation in the region has generally remained stable, notwithstanding some challenges in a few member states.

    Reprieve For Masvingo Villagers

    By A Correspondent| Masvingo magistrate Ivy Jawona court has overturned the conviction of some persecuted villagers in Masvingo province, who had been found guilty of illegally occupying gazetted land and had been ordered to move from their homesteads, during a fresh wave of evictions spearheaded by government across the country, early this year.

    The 16 Masvingo villagers had been convicted on Wednesday 7 February 2024 of occupying gazetted land without lawful authority as defined in section 3(1) of the Gazetted Land (Consequential Provisions) Act by Masvingo Magistrate Ivy Jawona and each of them was sentenced to serve three months in prison, which was wholly suspended for a period of five years on condition that they do not, within that period, commit an offence involving illegally occupying state land.

    In addition, Magistrate Jawona ordered the villagers namely Getrude Hove, Lindiwe ChihuriJeniffer ChibateSteven Mufundikwa, Rangton Mugabe, Takesure KwashiraiCharles ChinembiriDavid SandeRunesu RunesuMusa Mugabe, Artwell MugabeEvias Leo Mudavo, Sekai MajoniTarirai Chivhanga, Carlisto Mutema and James Mugabe, to vacate their land within seven days of the granting of the court order.

    Following the conviction and sentence and the issuance of an order for them to vacate their land, the villagers then engaged Phillip Shumba and Isabel Moyo of Zimbabwe Lawyers for Human Rights, who on 9 February 2024, filed an appeal at the Masvingo High Court against their conviction and sentence and also asked the court to stay their eviction too.

    In the appeal, the villagers’ lawyers argued that Magistrate Jawona erred and misdirected herself in convicting and sentencing the villagers to serve jail terms for illegally occupying gazetted land as they had been charged and convicted for committing a wrong offence.

    Shumba and Moyo contended that some provisions of the Gazetted Land (Consequential Provisions) Act directly infringes the villagers’ right to freedom from arbitrary eviction guaranteed in section 75 of the Constitution.

    After presiding over the hearing and determination of the villagers’ appeal and in exercising their review powers as per the provisions of the High Court Act, High Court Judges Justice Garainesu Mawadze and Justice Sunsley Zisengwe, quashedtheir conviction and set aside the attendant sentence and order for eviction after ruling that the rural dwellers were charged, convicted and sentenced under a wrong provision of the law.

    The two Judges also ruled that the Prosecutor-General has the discretion to proceed with the matter under the appropriate law if she or he so desires.

    Former Harare City Bosses Sentenced To 10 Years In Jail

    The two are former Harare City Council Acting Finance Director and Valuer and Estates Manager respectively.

    The Zimbabwe Anti-Corruption Commission arrested Ndemera and Mutambirwa after it emerged that they connived and parcelled out commercial stands on land leased to Old Hararians Sports Club.

    The State led by Mr Whisper Mabhaudi and Mr Lovack Masuku said between September 2018 and August 2020, the suspects acted in cahoots to facilitate the sale of the stands.

    The stands were sold to Optel Enterprises, Silver Harbour Enterprises and Leanforth Investment.

    High Court Judge, Justice Benjamin Chikowero presided over the matter.

    Mnangagwa Continues Crackdown Against Perceived Opponents

    In Harare, some unidentified people on Thursday 15 August 2024 raided the residence of Costa Machingauta, a former opposition Citizens Coalition for Change political party legislator, during the night and forcibly took him and held him incommunicado after roughing up his minor children.

    Lawyers from Zimbabwe Lawyers for Human Rights (ZLHR) later located Machingauta at Harare Central Police, where Zimbabwe Republic Police (ZRP) officers charged him with public violence.

    In Gokwe in Midlands province, ZRP officers arrested 12 people, whom they accused of having participated in an anti-government demonstration, where they allegedly denounced President Emmerson Mnangagwa and his administration including his assumption of the position of SADC Chairperson at a meeting of the regional bloc’s leaders scheduled to be held in Harare on Saturday 17 August.

    Women’s organizations reported that, under the pretext of enforcing Section 81 of the Criminal Law (Codification and Reform) Act, women perceived as sex workers have been unjustly targeted for solicitation in business centers at night.

    They highlighted that such actions contradict the Constitutional Court’s 2015 ruling, which prohibits the arrest of women for solicitation in the absence of male witnesses who can confirm the offer of sex for a fee.

    The organizations also demanded respect for women’s freedom of movement as guaranteed by Section 66 of the Zimbabwean Constitution.

    “Since April, women in Masvingo town have faced harassment, violent arrests, fines, and imprisonment for traveling at night in business centers, despite a 2025 court ruling that prohibits such arrests.

    Anti-Mnangagwa Demo In Gokwe

    By Political Reporter- Police have arrested twelve people in Gokwe for allegedly staging a protest against the Zanu PF government.

    The Zimbabwe Lawyers for Human Rights (ZLHR) has confirmed the arrest of the dozen.

    The group reportedly voiced their opposition to President Mnangagwa and his government, particularly regarding his recent appointment as Chairperson of the Southern African Development Community (SADC).

    According to the Zimbabwe Human Rights NGO Forum, the suspected members of the Citizens Coalition for Change (CCC) are being detained at Chitekete Police Station in connection with a flash protest that took place at Gokwe Centre on August 15, 2024.

    It is alleged that among those arrested are the two wives of Tawanda Siampongo from the Gokwe-Kabuyuni constituency, who were taken into custody after the police failed to find their husband.

    In a viral video circulated on Thursday, the leader of a group of activists, who identified himself as Givemore Chuma, said:

    SADC must not be used to sanitise President Emmerson Mnangagwa’s illegitimacy. This is what we are saying as the inhabitants of Gokwe. We are holding these demonstrations to send out a clear message.

    It has been common knowledge through the years that people from Gokwe are backward, but today we have taken the first step in sending the message that we are not supporting the conferment of the SADC chairmanship to Mnangagwa.

    He must leave the office. No one voted for him to power. What lessons does SADC intend to impart to citizens across the region?

    It is unfair to reward election theft in such a manner. What we appreciate is the fact that Advocate Nelson Chamisa won this election and he is the one who deserves the chairmanship.

    I am not the one who is saying this. I am just the spokesperson on behalf of Zimbabweans and the people of Gokwe.

    If he (Chamisa) is not the one to take the helm then we have to take it to the street on the 17th of August. The Constitution’s Section 59 allows us to demonstrate.

    ZANU PF has made it clear that power in Zimbabwe will not be transferred through the ballot. We need a democratic government in Zimbabwe. The ruling party has failed for the past 44 years.

    In a separate incident, the ZLHR reported that opposition activist Costa Machingauta was abducted from his home by armed men on Thursday night.

    His lawyers ultimately located him in holding cells where he had been held and not allowed to communicate with other people.

    Machingauta has claimed that his minor children were assaulted during the abduction.

    More Tankers Deployed In Harare

    By Political Reporter- The state has deployed more military tankers and police details in the streets of Harare ahead of tomorrow’s planned protests against human rights abuses.

    Despite the deployment of tankers, the organisers of the mass protest said they were ready for the task.

    By Tuesday, more than 10,000 people had confirmed their participation in the August 17 protests organised by a faction of the Citizens Coalition for Change (CCC).

    The demonstration coincides with the 44th Ordinary SADC Summit of Heads of State and Government starting tomorrow in Harare.

    Operating under the banner “Zimbabwe, Let’s Unite and Fix Our Country,” they have notified the police of their intention to hold peaceful demonstrations.

    In a letter dated August 8, 2024, addressed to the officer commanding Harare District, CCC convener Vincent Taruvinga indicated that they expect a turnout of 10,000 protesters. The letter states:
    “The purpose of the public demonstration is to peacefully protest against the increased human rights abuses in the country, characterised by the continued arrests and detention of pro-democracy activists. It is to protest against the denial of citizens’ rights to assemble as enshrined in the Zimbabwe constitution. Demonstrators will assemble at Robert Mugabe Square, opposite Rainbow Hotel, at 10:00 hrs.”

    CCC spokesperson Promise Mkwananzi confirmed that some of the notifications had been received by the police, stressing the legality of their actions:
    “Because of the nature of the regime we are dealing with, we will take every step that the law requires. We have notified the police. There is no section that says we must seek permission. We have just notified them. The police are aware, and they know that the protesters are secure, so we expect cooperation from the police in terms of the constitution. We are targeting to stage protests in all provinces across the country. But in most incidents, police have recorded or acknowledged that they have received our notifications.”

    However, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi claimed he was not aware of the notifications, stating that such matters are handled at the district level.

    Despite the heavy-handed display of military might last week, which many view as an attempt to instill fear and suppress dissent, the resolve among these activists remains unshaken.

    ZIFA Announces AGM Date

    The Zimbabwe Football Association Nomalisation Committee has set the date for the 2024 Annual General Meeting.

    The football body hasn’t held any AGM meeting for over two years.

    The last meeting happened when Felton Kamambo was still the president of the association.

    According to a circular issued by ZIFA, the AGM will happen on 18 October 2024 at Manna Resort, Harare.

    The meeting will start at 9 am CAT.

    Yesterday, workers were still busy, just two days before the summit’s commencement. Several leaders, including Namibia’s President Nangolo Mbumba, Tanzania’s President Samia Suluhu Hassan, Malawi’s President Lazarus Chakwera, and Lesotho’s Prime Minister Samuel Ntsokoane Matekane, have already arrived in the country.

    More Good News For ZEP Holders

    South Africa- The Home Affairs Minister, Leon Schreiber, has cut red tape on the processing of Zimbabwe Exemption Permits (ZEPs).

    The DA minister has set up a new technical team to fast-track the work permit application process.

    About 178,000 ZEP holders who are authorized to live and work in South Africa face a looming deadline as their permits expire by 2025.

    In response, both Zimbabweans and their employers have been actively applying for regular work permits.
    The push for a more streamlined process began in 2022 when Aaron Motsoaledi, the then Minister of Home Affairs, introduced a waiver allowing ZEP holders to apply for mainstream work visas without needing to secure certifications from the Department of Labour and the South African Qualifications Authority (SAQA). This initiative was aimed at facilitating a smoother transition from the ZEP scheme.
    However, Schreiber noted an issue where the waiver for the SAQA certificate was mistakenly omitted from the notifications sent to ZEP holders. “This defeated the purpose of the waiver, as it created a bottleneck with home affairs officials unsure of how to process the applications. A legal opinion further confirmed that this oversight needed to be corrected through a technical amendment issued via a circular,” he explained.
    The necessary amendment was officially published this Wednesday. Schreiber expressed optimism about the adjustment: “Thanks to this correction, we hope to speed up the process of migrating away from the ZEP towards mainstream work visas for applicants who contribute to the economy and qualify in terms of the law. It should be noted that the waiver only enables ZEP holders to submit applications more speedily and does not influence the subsequent outcome of any application. All relevant criteria must still be met for a specific application to be successful.”
    Moreover, Schreiber highlighted the substantial backlog of visa applications, which stood at 306,000 at the end of May. To address this, the department’s “backlog team” is now working in two daily shifts to mitigate the delays.
    Concluding, Schreiber emphasized that the technical amendment is part of a broader effort by the department to eliminate regulatory bottlenecks and clear existing backlogs.

    Weekend Mass Protest To Go Ahead

    By Political Reporter- Organisers of the weekend mass protest against human rights abuses by the government said they are ready for the task.

    By Tuesday, more than 10,000 people had confirmed their participation in the August 17 protests organised by a faction of the Citizens Coalition for Change (CCC).

    This date coincides with the 44th Ordinary SADC Summit of Heads of State and Government, set to be held in Harare.

    Despite the government’s recent deployment of military tankers onto the streets in a clear attempt to intimidate the populace, the activists remain undeterred.

    Operating under the banner “Zimbabwe, Let’s Unite and Fix Our Country,” they have notified the police of their intention to hold peaceful demonstrations.

    In a letter dated August 8, 2024, addressed to the officer commanding Harare District, CCC convener Vincent Taruvinga indicated that they expect a turnout of 10,000 protesters. The letter states:
    “The purpose of the public demonstration is to peacefully protest against the increased human rights abuses in the country, characterised by the continued arrests and detention of pro-democracy activists. It is to protest against the denial of citizens’ rights to assemble as enshrined in the Zimbabwe constitution. Demonstrators will assemble at Robert Mugabe Square, opposite Rainbow Hotel, at 10:00 hrs.”

    CCC spokesperson Promise Mkwananzi confirmed that some of the notifications had been received by the police, stressing the legality of their actions:
    “Because of the nature of the regime we are dealing with, we will take every step that the law requires. We have notified the police. There is no section that says we must seek permission. We have just notified them. The police are aware, and they know that the protesters are secure, so we expect cooperation from the police in terms of the constitution. We are targeting to stage protests in all provinces across the country. But in most incidents, police have recorded or acknowledged that they have received our notifications.”

    However, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi claimed he was not aware of the notifications, stating that such matters are handled at the district level.

    Despite the heavy-handed display of military might last week, which many view as an attempt to instill fear and suppress dissent, the resolve among these activists remains unshaken.

    Security Guard Arrested for Fatal Shooting At Gold Mine

    Police in Chakari have arrested Englam Musipa, a 21-year-old security guard, in connection with a murder that occurred at Oliander 1 Gold Mine on August 12, 2024.

    Musipa is accused of shooting 32-year-old Prince Muthimukhulu in the head with a 303 rifle after Muthimukhulu was seen carrying a sack of gold ore.

    Musipa was employed as part of the security team hired by the mining cooperative to protect their claim.
