War Vets Block Mnangagwa’s 3rd Term Bid

By Political Reporter- The leader of the country’s former liberation war fighters, Ethan Mathibela, has condemned attempts by President Emmerson Mnangagwa to extend his rule beyond 2028.

Mathibela said this attempt for Mnangagwa to remain in office beyond his term, is unconstitutional.

He told The Standard that the third term bid by Mnangagwa’s loyalists was being pushed by a ‘few corrupt people singing for their supper.’

“The president has clearly stated that he is no longer available for the office beyond 2028 because he wants to rest, and that we give a full praise. What we should be looking at now is his replacement so that we see their capabilities while there is time…
“For those that continue to advocate his continued position in government, we know they have their selfish personal interests and I can guarantee you that these are the people that we have to confront.
 “They must know that we are coming for them.”

Chiwenga Suffers Another Blow

By Political Reporter- Zanu PF supporters in Mashonalanda East Province have joined in the anti-Vice President Constantino Chiwenga campaign.

The Zanu PF supporters have said President Emmerson Mnangagwa should stay in office beyond 2028.

On Sunday, the party’s provincial leadership held a provincial inter-district conference in Goromonzi, where it was revealed that all the districts had indicated their desire to have President Mnangagwa remain as the Zanu PF First Secretary and President.

The message was delivered by Zanu PF Mashonaland East provincial chairperson Daniel Garwe during Sunday’s inter-district conference.

Zanu PF national Political Commissar Munyaradzi Machacha officiated at the meeting.

“After seeing the positive results in terms of developments that are being done across the whole province, we agreed as a province that President Mnangagwa should stay,” said Garwe.
“Each district is being developed, from Nyamapanda to Chikomba, there is development. Yes, President Mnangagwa said in Mutare that he will rest after his second term, but we are now appealing to him; we are persuading him to stay beyond 2028.
“We are sending you Machacha to our President; please tell him that your children in Mashonaland East province are asking you to stay in office beyond 2028. Tell him that we want him to be with us till 2030, as the First Secretary for Zanu PF, as the President of our party and as the President of Zimbabwe.” 
Garwe said Mashonaland East Province was praying for President Mnangagwa everyday so that he stays in office.

Zuma Fired

South Africa-The African National Congress (ANC) fired its former President, Jacob Zuma, and maintained the suspension of Mandla Msibi.

In a statement issued on Monday, July 29th, ANC Acting National Spokesperson Zuka Godlimpi provided the details:

  • Mandla Msibi’s suspension from the party remains in effect. He continues to be a member of the ANC and has been “afforded an opportunity to reconcile himself with the strategic political line of the ANC.”
  • Former President Jacob Zuma has been expelled from the ANC. However, Zuma has 21 days to appeal this expulsion decision.

Part of the statement reads:

Following a disciplinary hearing on the matter of the ANC vs JG Zuma on 23 July 2024 on a virtual platform, the National Disciplinary Committee made the following finding in respect of Mr Zuma on 28 July 2024:

The National Disciplinary Committee finds that:-

133. The charged member is found guilty of contravening Rule 25.17.17.4 of the ANC Constitution, read with subsection (2), for prejudicing the integrity or repute of the Organisation by acting in collaboration with a registered political party, to wit the uMkhonto We Sizwe Party, which is not in alliance with the ANC, in a manner contrary to the aims, policies and objectives of the ANC.

134. The charged member is expelled from the ANC.

135. The charged member has the right to appeal to the National Disciplinary Committee of Appeal within 21 days.

The final verdict being: “The charged member is expelled from the ANC. The charged member has the right to appeal to the National Disciplinary Committee of Appeal within 21 days.”

Former President Jacob Zuma has actively impugned the integrity of the ANC and campaigned to dislodge the ANC from power, while claiming that he had not severed his membership.

This conduct is irreconcilable with the spirit of organisational discipline and letter of the ANC Constitution.

Furthermore, former President Zuma has been running on a dangerous platform that casts doubt on our entireconstitutional edifice.

He has meted out a host of anti-revolutionary outbursts, including mischievously calling into question the credibility of our electoral processes without cause and discrediting the rationale of our judicial system.

The political values and democratic institutions he is mobilising against were consciously embedded into our constitutional dispensation by the ANC; as strategic advances of the values of the National Democratic Revolution.

His platform is dangerous, appeals to extremist instincts in our body politic and riles up a political base that may foment social unrest.

His actions reinforces the work of the primarily right-wing opponents of the National Democratic Revolution.

Human Rights Defender Confronts Mnangagwa Over Persecution Of Political Activists

“Injustice in Zimbabwe: The Heartbreaking Case of Tambudzai Makororo and the Fight for Human Rights”-

Tambudzai Makororo was arrested on June 16, 2024, after attending a meeting at the home of opposition leader and former GNU cabinet minister Jameson Timba.

The gathering was to commemorate the Day of the African Child, which honours the children who participated in the Soweto Uprising of 1976 and raises awareness of the continuing need for improvement in the education provided to African children.

During this meeting, Zimbabwean police raided the venue, brutalised and arrested the 79 attendees, including Tambudzai Makororo, who sustained a broken leg in the process.

She was only allowed to undergo surgery after 23 days.

As fate would have it, Tambudzai Makororo’s son died whilst she was in detention. She was denied the opportunity to attend the burial of her son.

This arrest is part of a broader pattern of repression against political opposition in Zimbabwe, where gatherings and activities perceived as oppositional or critical of the government are met with forceful crackdowns.

In this instance, the detainees were repeatedly denied bail despite section 50 of the Zimbabwean constitution providing for it.

Tambudzai Makororo’s situation is profoundly tragic and emblematic of severe human rights abuses. The brutality she has endured, the loss of her son, and the denial of adequate medical care are stark violations of basic human dignity and rights. This case highlights the oppressive nature of the Zimbabwean regime and underscores the urgent need for national, regional, and international attention and intervention.
Prisoners have the right to adequate medical care. The denial of necessary medical is a violation of human rights. International standards, such as the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules), emphasise the importance of treating prisoners humanely and respecting their inherent dignity. This includes ensuring they are not subjected to cruel, inhuman, or degrading treatment.
“Tambudzai Makororo has a right to be granted temporary release on humanitarian grounds to attend her child’s funeral. This is a basic humanitarian right.” Losing a child is profoundly traumatic. Prisons should provide access to mental health support and counselling for prisoners dealing with such losses. In the case of Tambudzai Makororo, the denial of her right to bury her child highlights serious violations of these principles. The lack of humane treatment and disregard for her basic rights are particularly concerning.
Such incidents are a grave reminder of the challenges faced by political dissenters and human rights activists in Zimbabwe under Emmerson Dambudzo Mnangagwa and his party, ZANU-PF. The international community must condemn these actions and push for immediate reforms and accountability. Support from global organisations, governments, and individuals can play a crucial role in applying pressure on the Zimbabwean authorities to ensure justice and humane treatment for all political prisoners.

Tambudzai’s story is a call to action. It demands solidarity and advocacy from all who value human rights and justice.

Emmerson Mnangagwa and the Zimbabwe African National Union-Patriotic Front (ZANU-PF) are directly responsible for Tambudzai Makororo’s situation through their roles in Zimbabwe’s governance and political control.

As the President of Zimbabwe and the ruling party, ZANU-PF, Mnangagwa has upmost influence over the country’s political and security apparatus.
Under Mnangagwa’s leadership, there have been numerous reports of political repression.

The arrest and mistreatment of political prisoners, such as Tambudzai Makororo, are part of a broader pattern of silencing opposition and dissent.

The Zimbabwean police and other security forces, which are under the control of the Mnangagwa administration, have been implicated in acts of brutality against political opponents.

The severe beating and subsequent mistreatment of the prisoners highlight the misuse of these state apparatuses to intimidate and punish the opposition.

The denial of bail and the lack of a fair trial for Tambudzai and others reflect the manipulation of the judicial system to serve political ends. This tactic is used to keep political opponents incarcerated and to deter others from challenging the regime.

ZANU-PF, as the ruling party since Zimbabwe’s independence in 1980, has a long history of using violence and intimidation to maintain power.

Mnangagwa, who has been a key figure in the party for decades, has continued these practices during his tenure.

The International community has frequently condemned Mnangagwa’s regime for human rights abuses. The situation with Tambudzai Makororo adds to the litany of evidence suggesting systemic abuses under his rule.

International human rights organisations and bodies often advocate for these rights and can pressure governments to adhere to these standards.

In Zimbabwe, as in many other countries, there can be significant gaps between the rights afforded by law and their implementation in practice, particularly in politically charged cases.

I am calling upon the SADC to note this case and reconsider its decision to hand its Chairpersonship to a demonic character like Emmerson Dambudzo Mnangagwa.

La Liga Joy For Football Fans

Local football fans have gotten another option to watch top European leagues in the 2024/25 football season.

Tanzanian-based satellite TV operator Azam, which has operations in Zimbabwe, has announced that they have acquired broadcasting rights for the Italian Serie A, German Bundesliga and Spanish La Liga ahead of the new campaign.

The broadcaster will also show the Saudi Pro League and the Asian Champions League, while top cup competitions such as the English League Cup (Carabao Cup) and the German DFB Pokal will be shown.

Azam TV Zimbabwe said in a statement: “Azam TV has secured broadcast rights for Serie A, Bundesliga, La Liga & Carabao Cup starting with the 2024-2025 season. Football fans can also look forward to watch DFB Pokal, Saudi League and Asian Champions League.

“The matches will be available from the Plus and Play TV Packages. You can also watch them through AzamTV Max, the OTT platform of AzamTV.

Minister Grilled Over Theft Of Food Aid

On Wednesday, Deputy Minister of Public Service, Labour and Social Welfare, Mercy Dinha, faced intense questioning in the National Assembly regarding the alleged politicization and theft of food aid by suspected Zanu PF activists and traditional leaders.

Human rights organizations, including the Zimbabwe Peace Project, have reported numerous instances where food aid has been diverted or misappropriated by politically connected individuals.

Mashonaland West proportional representative MP Mutsa Murombedzi challenged Dinha to clarify what steps the government has implemented to ensure that drought relief is distributed fairly and transparently, irrespective of political affiliation.

Murombedzi highlighted the critical nature of the aid, emphasizing that even a small amount of grain could be vital for vulnerable individuals.

“Maize is being stolen by known people. The maize is meant for relief, targeting the vulnerable. A cup of grain is the difference between life and death, that we know,” Murombedzi said.

SADC must not fall behind on the technology stampede that is about to happen.

There is a massive chance that there is a risk that Africa is left behind during this technological transformation and instead of being a leader, we will be chasing this tail of disruption and sourcing all new products and services outside the continent, rather than building them within and letting Africa thrive in the future.

Dr. Louis also stressed the importance of encouraging and securing pension fund investment partnerships, citing WestProp Holdings’ has in its portfolio prescribed asset classification .
“Pension funds are a significant source of long-term capital,” he said. “By strategically channeling these funds into developmental projects, we can stimulate economic growth while ensuring sustainable returns for pensioners.”

More Woes For Under-Fire George Guvamatanga

The Public Accounts Committee (PAC) says it will summon Finance and Economic Development ministry permanent secretary, George Guvamatanga, to appear before Parliament over his criticism of the auditor general’s report that exposed massive corruption in government entities.

Charlton Hwende,  the committee’s chairperson, said Guvamatanga’s remarks were an attempt to undermine the Office of the Auditor General’s constitutional role.

Acting auditor general Rheah Kujinga’s report revealed rot in government ministries, departments, parastatals and State-owned entities.

Kujinga exposed how contracted companies had not delivered vehicles to various government departments despite being paid.

Guvamatanga, however, criticised the Office of the Auditor General (OAG) for detailing government payments for undelivered goods.

He said the findings were misleading, and suggested that the report should have clarified the government’s awareness and ongoing actions regarding the matter.

Hwende said Guvamatanga’s statements cannot go unchallenged as they have a net effect of undermining state institutions.

“The attack on the OAG’s report by the permanent secretary is rather unfortunate and as a public accounts committee we view it as an attempt to intimidate and interfere with the constitutional responsibility bestowed on the Office of the Auditor General,” Hwende told The Standard in an interview.

“We will soon be summoning him to Parliament so that he can appear before the committee. Parliament through our committee is seized with the 2023 Office of the Auditor General’s report and we must be allowed to perform our oversight role and ensure that public resources are properly accounted for.”

Transparency International Zimbabwe executive director Tafadzwa Chikumbu said there was need to respect the independence and oversight functions of the OAG as mandated by the constitution and relevant legislation.

“The secretary of Finance should respect the role of the auditor general as established by Section 310 of the constitution of Zimbabwe and the Audit Office Act [Chapter 22:18] which mandates the Office of the Auditor General  to provide oversight and ensuring accountability within the three arms of government, state owned enterprises and local authorities,” Chikumbu said.

“As Transparency International, we value the role of supreme audit institutions in identifying corruption risks in the public sector.

“Instead, the permanent secretary should work closely with the OAGs office to ensure that financial management systems are in place and being adhered to.

“His utterances are quite concerning and worrying in view of the damning findings of the 2023 reports.”

Chikumbu said Guvamatanga’s remarks may set a dangerous precedent for government institutions that might otherwise be reluctant to implement audit recommendations.

“The audit reports thus play a key role in both preventing and combating corruption,” he said.

“His findings, therefore, inform the next course of action.

“I concur that the public accounts commit summons the secretary in there as Parliament in protecting the constitution and safeguarding public resources for the common good.”

Speaking at an OAG report analysis meeting convened by the Zimbabwe Coalition on Debt and Development last Tuesday, parliamentarians said there was need to empower them so that they impose stiff penalties on public servants like Guvamatanga.

“As Parliamentarians we need teeth to bite and be empowered so that we deal with misconduct for those ministers and CEOs that we would have summoned to appear before us,” said Caston Matewu, who was representing Hwende.

Energy Mutodi, chairperson of the justice and legal committee said citizens were free to petition Parliament in instances like the conduct of government officials and other public servants.

Stand-Up And Block Mnangagwa’s Third Term Bid, Kasukuwere Tells Zimbabweans

Ex-cabinet minister and one-time Zanu PF heavyweight Saviour Kasukuwere says Zimbabweans should stand up and block attempts by President Emmerson Mnangagwa to extend his term beyond his two-term limit stipulated in the country’s laws.

This follows a campaign just launched by the Zimbabwe incumbent’s Zanu PF allies for him to stay beyond 2028, when his two terms in office lapse.

Mnangagwa (81) said recently he does not wish to stay beyond 2028 but his supporters who include Zanu PF provincial chairs, youths and women want him to stay on.

An attempt by the Zimbabwe incumbent to serve beyond his two-term limit is feared could plunge the country into a constitutional mess and create bad precedence for a country that has had its fair share of political problems.

“The ill-fated 2030 mobilisation by factional interests within Zanu PF must be resisted. The current government is yet to complete a year in its second term of office. ED was sworn in for the second and last term on the 4th September 2023,” Kasukuwere posted on X (Twitter).

“To imagine that his minions are already running around motivating for a third term is careless and dangerous.

“This will require that we rise up and defend the constitution from this calculated assault.”

The South Africa exiled former legislator said, “Politicians, the Clergy, veterans of the struggle, peasants, business leaders, youths, women and all citizens, this is the time to say NO to this madness.

“Already, the ‘cooking’ is underway at times disguised as gastronomy engagements! The women and youths are now being prepared accordingly.”

Kasukuwere says calls for Mnangagwa to stay on are being sponsored by the President himself but wants it to appear he was yielding to people’s demands.

He continued, “The multiple voices within the party are sending different signals and sadly, it appears ED is very much behind these shenanigans, typical modus operandi, deny, deny then yield to the people’s demands.

“The country therefore has to stop this madness before the future of our children is personalised. We have to join hands and take a stand against this crude and divisive rhetoric.”

Nduna Vows To Take Mafume Head-On

Nduna has threatened legal action against City Parking to compel the company to contribute to the improvement of the city’s road conditions.

“We want to take City Park to court in order to ensure that they can produce records to show that they have utilized the remittances or the payments of 10 years for the intended purpose of routine and periodic maintenance of roads from where they are collecting the fees,” Nduna stated. “We hope to make business aligned with the ethos and values of conducting such business in the most effective way which is supposed to be according to the statutes.”

He emphasized that the funds collected by City Parking should have been allocated for the rehabilitation, reconstruction, and maintenance of roads, as stipulated by the Roads Act.

“So we need to dwell on the issue of parking fees so that we show them that going forward the government can wrestle away parking fees from City Parking, so that any company can be utilized to collect those monies and channeled accordingly in line with the Roads Act which directs that there is need for routine periodic maintenance of the roads from where the money is collected,” he added.

A Commission of Inquiry into Harare’s operations revealed that City Parking operated for about a decade under a verbal agreement. The Ministry of Local Government disclosed that a formal agreement with City Parking was only signed in 2022, despite the company having started operations around 2012. Until then, the Ministry said City Parking was using public assets without any record of payment.

City Parking’s managing director, Simon Muzviyo, has previously claimed that City Parking is a private company not subject to public scrutiny under the Public Finance Management Act.

Legislators have questioned why the City of Harare created a private company to collect revenue from motorists.

In a mid-term budget statement delivered to parliament on Thursday, Ncube highlighted the shortcomings of the current electronic cargo tracking system. Introduced by ZIMRA in 2017, this system, which employs electronic seals and transmitters to monitor cargo, has failed to effectively prevent fuel imported under the Removal in Transit (RIT) scheme from being illegally sold within Zimbabwe without paying the necessary duties.

Ncube’s innovative proposal involves imposing import duties on fuel at the Port of Entry, with refunds issued at the Port of Exit. Set to take effect on August 1, 2024, this measure exempts fuel sourced from the National Oil Infrastructure Company’s Msasa Depot. The Zimbabwe Revenue Authority will manage the duty refunds through specialized bank accounts.

Furthermore, to curb under-declared fuel imports and the misuse of the RIT facility, Ncube has also proposed mandatory fiscalisation of domestic fuel sales starting November 1, 2024. This decision is partly a response to a 2021 scandal where ZIMRA intercepted tanks at the Chirundu One Stop Border Post containing water instead of fuel, falsely declared as destined for Zambia.

By introducing these stringent measures, Ncube aims to close loopholes and reinforce Zimbabwe’s fuel import integrity.

Several detainees have sustained serious injuries from police beatings, including one with a fractured leg that has become septic. Others have suffered burst eardrums, and one detainee is caring for her infant under harsh prison conditions. Among those detained is a Form 4 student who should be preparing for her October exams.

CCC spokesperson Promise Mkwananzi criticized the arrest and detention as “inhumane,” highlighting a deepening political crisis marked by shrinking democratic space, political persecution, and the misuse of the law. Mkwananzi condemned the regime’s actions as unacceptable in a nation meant to be independent and democratic.

The CCC also pointed to the recent arrests of over 40 Zimbabwe National Students Union (ZINASU) activists and reported that several opposition leaders have received threatening phone calls, with some opposition supporters being displaced.

Loosely translated, Machakaire said;

“It’s hard to accept that Paradza (John) is aiming for my position. Understand me clearly: it’s not easy to come to terms with this. If you see the deputy head of this school aspiring to be the headmaster, there is an issue. Paradza, if you want my position, you are creating a problem. Should I perceive that Paradza is after my role, I will call upon the youth league to safeguard my position. Mnangagwa woyee, Youth woyee. Down with the enemy. Stay where you are,” said Machakaire.

Mnangagwa recently claimed that he was due to rest after completing his two terms in 2028.

It has since appeared that Mnangagwa was lying and playing games as this has triggered provinces to start endorsing his bid to continue in office beyond the two terms stipulated by the constitution.

Gwanda, Zimbabwe— In a stern address during the installation of Chief Kgwatalala, Senator Chief Mtshane Khumalo, President of the National Council of Chiefs, cautioned traditional leaders against publicly insulting President Emmerson Mnangagwa. The Heartbreaking Case of Tambudzai Makororo & The Fight for Human Rights In Zimbabwe

By Renee Brenda Langa | Tambudzai Makororo was arrested on June 16, 2024, after attending a meeting at the home of opposition leader and former cabinet minister Jameson Timba.

The gathering was to commemorate the Day of the African Child, which honours the children who participated in the Soweto Uprising of 1976 and raises awareness of the continuing need for improvement in the education provided to African children.

During this meeting, Zimbabwean police raided the venue, brutalised and arrested the 79 attendees, including Tambudzai who sustained a broken leg in the process.

She was only allowed to undergo surgery after 23 days. As fate would have it, Tambudzai’s son died whilst she was in detention. She was denied the opportunity to attend the burial of her son.

This arrest is part of a broader pattern of repression against political opposition in Zimbabwe, where gatherings and activities perceived as oppositional or critical of the government are met with forceful crackdowns.

In this instance, the detainees were repeatedly denied bail despite section 50 of the Zimbabwean constitution providing for it.

Tambudzai’s situation is profoundly tragic and emblematic of severe human rights abuses.

The brutality she has endured, the loss of her son, and the denial of adequate medical care are stark violations of basic human dignity and rights.

This case highlights the oppressive nature of the Zimbabwean regime and underscores the urgent need for national, regional, and international attention and intervention.

Prisoners have the right to adequate medical care. The denial of necessary medical is a violation of human rights.

International standards, such as the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules), emphasise the importance of treating prisoners humanely and respecting their inherent dignity.

This includes ensuring they are not subjected to cruel, inhuman, or degrading treatment.
“Tambudzai Makororo has a right to be granted temporary release on humanitarian grounds to attend her child’s funeral. This is a basic humanitarian right.”

Losing a child is profoundly traumatic.

Prisons should provide access to mental health support and counselling for prisoners dealing with such losses.

In the case of Tambudzai the denial of her right to bury her child highlights serious violations of these principles.

The lack of humane treatment and disregard for her basic rights are particularly concerning.

ZAOGA Church Elder Tries to Get into Bed With Teenager

Kwekwe, Zimbabwe – The Zimbabwe Assemblies of God Africa (ZAOGA) Forward in Faith Ministries is at the center of a scandal, as allegations of inappropriate conduct surface involving a church elder. Stewart Mangwiro, who also serves as a supervisor at Coverlink Micro-Insurance Holdings, is accused of sexually harassing a 19-year-old female trainee.

Mangwiro used his position to engage in a series of inappropriate actions towards the young marketing agent. These allegations came to light after the trainee reported repeated incidents of harassment during work trips.

The victim claimed that Mangwiro would visit her sleeping quarters under the guise of providing work guidance. These visits allegedly included inappropriate touching and other indecent behaviors, which Mangwiro tried to justify as part of his mentorship role. 

The trainee described her initial interactions with Mangwiro as seemingly protective and supportive. However, the situation quickly escalated. She recounted specific incidents where Mangwiro touched her inappropriately and even attempted to get into her bed while they stayed at a police station during a work trip.

“I remember times when I was covered with a fleece, and he would forcefully put his hand inside. Despite feeling extremely uncomfortable, I endured it because I was an intern and desperate to keep my job,” the victim testified. – B Metro

I cannot come back to farm. I have a 10,000 m² land that I had invested in hoping it is going to sustain me,” he said. The pastor also mentioned equipment he had acquired for raising chickens, part of a larger agricultural project, all of which has been destroyed.

Guvamatanga In Hot Soup Over Reckless Remarks Against Auditor General Report

The Public Accounts Committee (PAC) says it will summon Finance and Economic Development ministry permanent secretary, George Guvamatanga, to appear before Parliament over his criticism of the auditor general’s report that exposed massive corruption in government entities.

Charlton Hwende,  the committee’s chairperson, said Guvamatanga’s remarks were an attempt to undermine the Office of the Auditor General’s constitutional role.

Acting auditor general Rheah Kujinga’s report revealed rot in government ministries, departments, parastatals and State-owned entities.

Kujinga exposed how contracted companies had not delivered vehicles to various government departments despite being paid.

Guvamatanga, however, criticised the Office of the Auditor General (OAG) for detailing government payments for undelivered goods.

He said the findings were misleading, and suggested that the report should have clarified the government’s awareness and ongoing actions regarding the matter.

Hwende said Guvamatanga’s statements cannot go unchallenged as they have a net effect of undermining state institutions.

“The attack on the OAG’s report by the permanent secretary is rather unfortunate and as a public accounts committee we view it as an attempt to intimidate and interfere with the constitutional responsibility bestowed on the Office of the Auditor General,” Hwende told The Standard in an interview.

“We will soon be summoning him to Parliament so that he can appear before the committee. Parliament through our committee is seized with the 2023 Office of the Auditor General’s report and we must be allowed to perform our oversight role and ensure that public resources are properly accounted for.”

Transparency International Zimbabwe executive director Tafadzwa Chikumbu said there was need to respect the independence and oversight functions of the OAG as mandated by the constitution and relevant legislation.

“The secretary of Finance should respect the role of the auditor general as established by Section 310 of the constitution of Zimbabwe and the Audit Office Act [Chapter 22:18] which mandates the Office of the Auditor General  to provide oversight and ensuring accountability within the three arms of government, state owned enterprises and local authorities,” Chikumbu said.

“As Transparency International, we value the role of supreme audit institutions in identifying corruption risks in the public sector.

“Instead, the permanent secretary should work closely with the OAGs office to ensure that financial management systems are in place and being adhered to.

“His utterances are quite concerning and worrying in view of the damning findings of the 2023 reports.”

Chikumbu said Guvamatanga’s remarks may set a dangerous precedent for government institutions that might otherwise be reluctant to implement audit recommendations.

“The audit reports thus play a key role in both preventing and combating corruption,” he said.

“His findings, therefore, inform the next course of action.

“I concur that the public accounts commit summons the secretary in there as Parliament in protecting the constitution and safeguarding public resources for the common good.”

Speaking at an OAG report analysis meeting convened by the Zimbabwe Coalition on Debt and Development last Tuesday, parliamentarians said there was need to empower them so that they impose stiff penalties on public servants like Guvamatanga.

“As Parliamentarians we need teeth to bite and be empowered so that we deal with misconduct for those ministers and CEOs that we would have summoned to appear before us,” said Caston Matewu, who was representing Hwende.

Energy Mutodi, chairperson of the justice and legal committee said citizens were free to petition Parliament in instances like the conduct of government officials and other public servants.

Cricket: Zimbabwe To Become First Country To Be Paid “Touring Fee”

Zimbabwe will become the first country in the modern era to be paid a “touring fee” by the host board in bilateral cricket when they travel to England in the 2025 summer for a one-off Test. That development was confirmed by ECB chief executive Richard Gould on Friday during a chat on Sky Sports during the first day’s play of the Edgbaston Test.

It was Gould who, speaking to the Final World podcast last year, originally put forth the suggestion that to offset the disparity in revenues earned by various Full Member countries, and ensure the quality of Test cricket remained strong, a collective push was needed. Since then, one solution Gould has recommended and reiterated, including twice this week, is for the host board to pay a fee to travelling teams.

“There’s a huge responsibility,” Gould told former England captain Mike Atherton on Sky Sports about need for the ECB and other financially strong boards like the BCCI and Cricket Auustralia to ensure Test cricket is competitive. “When you look at whether it’s the revenue share from the ICC or indeed the revenue share from bilateral cricket, which is fairly old fashioned in truth in the way that it’s delivered.

“For example, next year Zimbabwe are coming to tour [England]. Normally the way the things happen is that it’s the touring team gets itself into the country and then it’s looked after in terms of accommodation, all the rest of it. But there’s no fee for that team that’s touring. Next year when we play against Zimbabwe, there will be a fee for that team that’s touring.”

The escalating costs of keeping Test cricket healthy in smaller countries, where the value of broadcasting rights has turned negligible especially for the longest format, had prompted CWI CEO Johnny Grave to say the ICC’s revenue-share model was completely broken. Grave was responding to criticism of West Indies sending a second-string Test squad for the two-match Test series in Australia which grabbed headlines after Shamar Joseph levelled the series with a miracle spell of fast bowling on an injured toe at the Gabba.

“CWI has spent over 2 million dollars sending teams to Australia in the last four months and whilst CA have received all the economic benefits from those series, we’ve seen zero dollars back,” Grave had told ESPNcricinfo in January. “Is that really fair, reasonable and sustainable?”

Gould said weaker boards like CWI had his “sympathy”, but remained optimistic of finding ways to keep them strong. “I had conversations with the West Indies six, nine months back before they arrived, [about] what assistance we can we provide. And it’s interesting because it won’t just be on the Test match cycle. For example, we played an extra two T20s before Christmas in the West Indies [in 2023] in order to help them.

Wutawunashe Reverses Own Prophecy On Hunger, Says No One Is Dying

In 2021, Wutawunashe, leading a delegation of preachers including Nehemiah Mutendi and Fidelis Mukonori, urged the Archbishop of Canterbury, Justin Welby, to advocate for the removal of targeted sanctions against President Emmerson Mnangagwa and his associates. At the time, Wutawunashe argued that sanctions were devastating the poor and crippling the nation’s infrastructure. “We’re actually troubled for the poor… the sanctions are crippling the poor, they are not tutoring anybody,” he said. Archbishop Welby responded that sanctions relief should benefit only those who do not embezzle public funds.

However, in a striking reversal, Wutawunashe told a SADC Summit breakfast prayer meeting in Masvingo on Thursday that reports of hunger in Zimbabwe are exaggerated. He accused citizens of being “cry-babies” and insisted the country is economically robust. “When people look at Zimbabwe, they are always complaining… it’s not true,” Wutawunashe stated, asserting that Zimbabweans abroad are not economic refugees but skilled workers enriching their host countries.

His comments come at a time when Zimbabwe is grappling with one of its worst droughts in living memory, exacerbated by El Nino. The World Food Program estimates that six million Zimbabweans could face food insecurity during the 2024-2025 lean season. Despite this, Wutawunashe, who chairs the Zimbabwe Indigenous Interdenominational Council of Churches (ZIICC), maintained that Zimbabwe is one of the most economically progressive nations in the region.

Critics point out that Wutawunashe’s remarks align with the Zanu PF government’s narrative, which has been known to lavishly reward supportive church leaders. His statement was made during a prayer meeting attended by more than 60 delegates, including Minister of State for Masvingo, Ezra Chadzamira, standing in for Foreign Affairs Minister Frederick Shava.

Mr. Ngwarati was a teacher at Marondera High School from 1999 to 2002, during my time as a student there.

ZIFA Normalisation Committee Exposed…

PARLIAMENT has been left disappointed by the ZIFA Normalisation Committee’s failure to explain issues around its mandate and what it has done to transform Zimbabwean football.

The committee’s appearance before Parliament started off as a box office movie but in the end, it was more like a one-sided boxing match as it was pushed into a corner and punched to submission.

Despite appearing on ZBC’s Game Plan programme on Wednesday night bullish about Zimbabwe’s chances of qualifying for the 2026 FIFA World Cup, the committee’s chairperson, Lincoln Mutasa dithered around the simple question: ‘what have you done since you assumed office last year?.’

The Portfolio Committee was grossly disappointed with ZIFA’s submissions.

“As a committee, there is no better way to describe the catastrophe and disaster we saw today coming from ZIFA Normalisation Committee, who are clueless to what is football, not even to run, but they are clueless of what football is, from the secretary-general to legal director in charge. We are very much concerned as a committee that we are in this situation. We all know that Zimbabweans are football-crazy people, they love football and our President is doing massive work to see that our Zimbabweans are happy and we cannot allow people to run down our football or be a sideshow to the progress that is happening towards Vision 2030 in this country,” said one of the committee members.

Another added, “He is not in football, he has never attended a local football match, he said this in front of our committee and he has no idea. He has been in football long back when he was in his playing days and none of the committee members except for Rose Mugadza who was in women football is familiar to what football is.”

“It is sad that people have no clue of what they are supposed to do yet they bave been in office for over a year. There is no plan for the elections, there is no plan to call an EGM,” noted another committee member.

Despite the poor show, the Normalisation Committee still believes they have what it takes to transform Zimbabwean football.

“I was appointed by FIFA and we send monthly reports to them and they are aware of what we are doing and we will achieve our mandate,” said Mutasa.

The Normalisation Committee’s mandate is to run the daily affairs of ZIFA, restructure the administration and to review the ZIFA Statutes and Electoral Code to ensure their compliance with the FIFA Statutes and requirements, and to ensure their adoption by the Congress.

The NC is also mandated to act as an electoral committee in order to organise and conduct elections of a new ZIFA Board based on the newly aligned ZIFA Statutes and Electoral Code and to ensure a proper financial handover to the new ZIFA Board.

With more than a year in office and into their second tenure the NC is yet to audit ZIFA accounts, to provide a new constitution and also yet to call Congress for an Extraordinarily General Meeting (EGM) and yet to call for elections which will bring in a new board.

PARLIAMENT has been left disappointed by the ZIFA Normalisation Committee’s failure to explain issues around its mandate and what it has done to transform Zimbabwean football.

The committee’s appearance before Parliament started off as a box office movie but in the end, it was more like a one-sided boxing match as it was pushed into a corner and punched to submission.

Despite appearing on ZBC’s Game Plan programme on Wednesday night bullish about Zimbabwe’s chances of qualifying for the 2026 FIFA World Cup, the committee’s chairperson, Lincoln Mutasa dithered around the simple question: ‘what have you done since you assumed office last year?.’

The Portfolio Committee was grossly disappointed with ZIFA’s submissions.

“As a committee, there is no better way to describe the catastrophe and disaster we saw today coming from ZIFA Normalisation Committee, who are clueless to what is football, not even to run, but they are clueless of what football is, from the secretary-general to legal director in charge. We are very much concerned as a committee that we are in this situation. We all know that Zimbabweans are football-crazy people, they love football and our President is doing massive work to see that our Zimbabweans are happy and we cannot allow people to run down our football or be a sideshow to the progress that is happening towards Vision 2030 in this country,” said one of the committee members.

Another added, “He is not in football, he has never attended a local football match, he said this in front of our committee and he has no idea. He has been in football long back when he was in his playing days and none of the committee members except for Rose Mugadza who was in women football is familiar to what football is.”

“It is sad that people have no clue of what they are supposed to do yet they bave been in office for over a year. There is no plan for the elections, there is no plan to call an EGM,” noted another committee member.

Despite the poor show, the Normalisation Committee still believes they have what it takes to transform Zimbabwean football.

“I was appointed by FIFA and we send monthly reports to them and they are aware of what we are doing and we will achieve our mandate,” said Mutasa.

The Normalisation Committee’s mandate is to run the daily affairs of ZIFA, restructure the administration and to review the ZIFA Statutes and Electoral Code to ensure their compliance with the FIFA Statutes and requirements, and to ensure their adoption by the Congress.

The NC is also mandated to act as an electoral committee in order to organise and conduct elections of a new ZIFA Board based on the newly aligned ZIFA Statutes and Electoral Code and to ensure a proper financial handover to the new ZIFA Board.

With more than a year in office and into their second tenure the NC is yet to audit ZIFA accounts, to provide a new constitution and also yet to call Congress for an Extraordinarily General Meeting (EGM) and yet to call for elections which will bring in a new board.

Chikozho shot himself in the mouth and died Thursday.

The police said the tragic incident occurred at Mr Chikozho’s residence in Zvishavane’s leafy suburb of Caravan Park.

Sources said the incident occurred moments after he lost a civil court case where he had been fighting non-payment of debts.

Midlands provincial police spokesperson, Inspector Emmanuel Mahoko said the matter is being handled by police at national level.

The sources said Mr Chikozho who once ran a fleet of over 20 buses under Chikozho Bus Services and retail shops was now insolvent and had been in and out of courts over non-payment of debts.

“When he shot himself yesterday evening, he had just lost a civil court case where he had been told to repay a substantial debt,” said the source.

Opinion- Dear Editor-I am writing to confirm the details regarding Mr. Guy Ngwarati, who was mentioned in your recent article.
 
Mr. Ngwarati was a teacher at Marondera High School from 1999 to 2002, during my time as a student there.

I can attest to his capabilities, but unfortunately, they were often used in a harmful manner.

I am a victim of his abuse, which left me with a lifelong disability.

In Form 2, he beat me in front of the entire hostel. I can provide more than 10 witnesses from my stream who can corroborate this incident.

On multiple occasions, he beat students excessively. In one severe instance, he slapped me 24 times, resulting in an injury that left me blind in my right eye.

I have remained silent for years, unsure of how to hold him accountable.

However, learning that he continues to abuse children has compelled me to speak out.
 
I fully support the claims made in the article regarding his intimidation and scare tactics.

I am prepared to pursue legal action or meet him in court to ensure no child endures what I experienced.

Even after 22 years, I am still traumatized by his actions, and I believe others are suffering in silence as well.

Parliament Roasts Clueless ZIFA Normalisation Committee

Prominent Bus Operator Dies Because Of Debts

By Crime and Courts Reporter- prominent bus operator and Zvishavane businessman Alphabet Takawira Chikozho has died.

Chikozho shot himself in the mouth and died.

The police said the tragic incident occurred at Mr Chikozho’s residence in Zvishavane’s leafy suburb of Caravan Park Thursday late afternoon.

Sources said the incident occurred moments after he lost a civil court case where he had been fighting non-payment of debts.

Midlands provincial police spokesperson Inspector Emmanuel Mahoko, said the matter is being handled by police at the national level.

The sources said Mr Chikozho who once ran a fleet of over 20 buses under Chikozho Bus Services and retail shops was now insolvent and had been in and out of courts over non-payment of debts.

“When he shot himself yesterday evening, he had just lost a civil court case where he had been told to repay a substantial debt,” said the source.

Trouble For Mnangagwa As British Parly Discusses Detention Of Timba, Avondale 78

A British parliamentarian has asked his government to confront Zimbabwean authorities over the continued incarceration of Citizens Coalition for Change (CCC) co-leader Jameson Timba and 78 other party activists.

The group was seized from Timba’s Avondale home in Harare by anti-riot police while commemorating the Day of the African Child 16 June. They have been in custody for more than a month.

Subsequent attempts to secure bail have all been dismissed by Zimbabwean courts amid claims by rights groups the judiciary was complicit in the persecution of government critics.

Speaking on Thursday in the British House of Lords, Jonathan Oates challenged the British government to “strongly” condemn the abuse of human rights in Zimbabwe.

Oates, who has opposed Zimbabwe’s readmission into the Commonwealth before, said “respect for human rights and rule of law are key pillars in any society at home and abroad”.

He added, “The government would be aware of the brutal arrests and detention of Zimbabwe opposition leader Jameson Timba and 78 supporters including a mother with a 1-year-old child.

“They have now been detained for 39 days in appalling conditions and denied their constitutional right to bail by a captured judiciary.

“Can the new minister make it clear that the government stands with all people standing up for their fundamental rights.

“Will he ask his ministerial colleagues to convey this message strongly to the government of Zimbabwe.”

In his response, the minister said he was not yet aware of the situation adding, “I will absolutely take up the suggestion he has made that the relevant ministers make it clear that the position regarding the importance of human rights in all parts of the world…”

Head Brutally Bashes Schoolgirl

Brutal Beating of a Girl Child by School Head ( Mr Ngwarati )and Deputy Head ( Lois Chimanga) at Wise Owl High School in Marondera.

. This report highlights a disturbing incident of social injustice, where a girl child was brutally beaten by her school head and deputy head in the presence of the other learners and the parent resulting in serious injuries. After realizing that they have caused serious injuries to the child the girl child is being nichodimously treated by the four nurses at the sanatorium ( small clinic at the school).

The incident occured in week 8 of the term. The brutal beating resulted from an incident when the girl was caught having an affair with a lower six boy. The headmaster Mr Ngwarati communicated with the parent and threatened to expel the girl . Due to pressure and fear the parent was forced to sign a letter of consent which resulted in 5 teachers being asked to come and physically beat the child at the buttocks while she was lying on bench.
. The victim, who remains anonymous, was beaten with extreme force, sustaining severe injuries, including injuries smashed buttocks. Realizing the gravity of the incident the school head has forced the school nurses to treat this girl at school although the injuries needed the attention of the medical Drs. The nurses Mrs Mutsekani, Mrs Chauke, Mrs Chinembiri and Mrs Gire were tasked to treat the girl child at school.They were threatened by the school head Mr Ngwarati who is terrorizing every teacher and learner at the school. Every assembly day Ngwarati brutally beats up learners. The responsible authority Mr and Mrs Makirimani have also threatened all the secondary school teachers with dismissal if the case was revealed to the Ministry of Education, Police or Social media. The new inspector Mr Mugwisi from the president’s office is also busy threatening all teachers that he will make sure the person who expose the issue will disappear. May the Ministry of Education and Home affairs please assist the girl child who is currently being kept at the hostels and being treated at the small clinic at school. All the form 4 , 5 and 6 girls are aware but Ngwarati is threatening the learners not reveal the brutality.

Since his introduction at the school as school head Ngwarati has displayed:

Chivhayo Threatens To Throw Hyenas At Fadzayi Mahere

By A Correspondent| Controversial businessman Wicknell Chivhayo has said he will throw hyenas at former Mt Pleasant legislator Fadzayi Mahere accusing her of tormenting him everyday.

Posting a picture showing a hyena loaded in a pick-up truck, Chivhayo said he had found a solution to dealing with Mahere.

“Me when i finally decide to deal with this Tsikombi called Fadzai Mahere once and for all…every day Wicknell Chivayo this and that…Ndomusiira bere ku ma chambers kwake achangamuke.. Angazofunga kuti handina BACKUP,” said Chivhayo.

Chivhayo who is a close ally of Mnangagwa is accused of benefitting from inflated government tenders some of which he will just spend the money on extravagancy without delivering- a case in point Gwanda solar project.

He has of late been captured next to President Mnangagwa including at state functions much to the anger of citizens who feel he has captured the state.

Brutalised Harare Resident Acquitted After Sand Poaching Trial

A HARARE resident has been acquitted after standing trial for allegedlyresisting arrest by a police officer in a case in which he was prosecuted and yet he was a victim of police brutality.

34 year-old Milton Gandanhamo, who resides in Epworth in Harare, was arrested by Zimbabwe Republic Police (ZRP) officerson 16 October 2023 and charged with resisting a police officer as defined in section 176 of the Criminal Law (Codification and Reform) Act.

During trial at Epworth Magistrates Court, prosecutors alleged that Gandanhamo, who was a victim of police brutality after he was shot by some ZRP officers on 15 October in Sunway City suburb in Ruwa, when he was ferrying a load of bricks, unlawfully and intentionally resisted Celiah Masona, a ZRP officer, by violently blocking her passage using a truck and mobilising a mob to attack the law enforcement agent and her team resulting in him escaping arrest.

Prosecutors charged that Gandanhamo caused damage to land as well as to the ecosystem on Sunway City Special Economic Zone located in the residential suburb in Ruwa by excavating sand and clay from undesignated land for commercial purposes and without permission or authority as defined in section 3(1) as read with section (3)(4) of the Environmental Management Act.

But on 25 June 2024, Gandanhamo, who was represented by Tinashe Chinopfukutwa and Kelvin Kabaya of Zimbabwe Lawyers for Human Rights, was found not guilty and acquitted of both charges by Epworth Magistrate Tafadzwa Miti, who agreed with the 34 year-old resident’s arguments that his arrest by ZRP officers was motivated by the need to cover up for their brutality after they had indiscriminately shot at him.

Landmark Ruling As Zim Court Affirms Prisoners’ Right To Free Healthcare

THE High Court has ordered government to urgently carry out a free surgical operation on a distressed prisoner to remove a lipoma, which developed while he was in detention at two of the country’s notorious prisons.

On Tuesday 23 July 2024, High Court Judge Justice Nyaradzo Munangati-Manongwa ordered Zimbabwe Prisons and Correctional Service (ZPCS) Commissioner-General Moses Chihobvu and Health and Child Care Minister Hon. Douglas Mombeshora to ensure that Leeroy Muteyera, a 40 year-old prisoner, enjoys his fundamental right to health as enshrined in section 76 of the Constitution by conducting a surgical operation to remove a lipoma, which is a tumour that develops on one’s body that can potentially develop into cancer, and which he has lived with for the past 10 years while in prison detention.

Justice Munangati-Manongwa’s order came after Muteyera, who is currently detained at Harare Central Prison after having a stint at Chikurubi Maximum Security Prison and is awaiting resentencing on a charge of murder, sued Chihobvu and Hon. Mombeshora for failing to accord him his right to health care guaranteed in section 76 of the Constitution and his right to humane conditions of detention that are consistent with human dignity at state expense provided in section 50(5)(d) of the Constitution.

In his constitutional application, which was filed at the High Court on 23 December 2023, Muteyera, who was represented by Charleen Hlongwane of Tendai Biti Law, in a case supported by Zimbabwe Lawyers for Human Rights, argued that government through ZPCS and the Ministry of Health and Child Care had negligently failed to guarantee his fundamental right to healthcare and the right to humane conditions of detention consistent with human dignity contained in the Constitution.

Muteyera argued that the acts and omissions of ZPCS and Ministry of Health and Child Care authorities amounted to a dereliction of statutory and constitutional duty to protect human rights as there were a number of steps that the Zimbabwean authorities could have taken to adequately cater for his welfare when a prisoner is delivered into the absolute power of the state.

The 40 year-old prisoner, who told the court that he experiences a lot of discomfort and does not get restful sleep on the floor in his prison cell, regretted being ill in prison stating that it is a curse and a condemnation to death as he had waited since 2014 to undergo an operation to have the lipoma removed.

Muteyera said on numerous occasions, he had blood samples taken, which were never examined for want of payment of laboratory fees.

Now, Muteyera’s woes are set to end after Justice Munangati-Manongwa ordered Chihobvu and Hon. Mombeshora to urgently conduct a surgical operation on him to remove the lipoma within two months in an exercise whose cost should be paid for by government.

Nine Teenagers In Court For Murder

Nine teenagers appeared at the Chinhoyi Magistrates Court this Wednesday where they have been charged with murder after they allegedly assaulted a man who had gone for laundry at Hunyani River on Saturday.

The court heard that on the 20th of this month at around 4 pm, at Rusununguko high-density suburbs of Chinhoyi, a team of boys aged between 15-18 years, had an altercation with the now deceased, Passmore Moyo and his friends at Hunyani River, leading to a fight.

It is during the fight that one of the accused persons is alleged to have struck Moyo on the face and forehead using farm bricks.

After the incident, the accused fled the scene, while Moyo was taken to Chinhoyi Provincial Hospital where he died upon admission.

The accused persons were arrested afterwards and found in possession of a stolen radio receiver.

They were remanded in custody to the 6th of August for routine remand.
