Shocking: State Wants Joanna Mamombe To Be Admitted To A Psychiatric Hospital

The State on Tuesday made an application for MDC-Alliance legislator for Harare West, Joanna Mamombe, to be admitted to a psychiatric hospital for mental examination.

Mamombe is jointly charged with Cecilia Chimbiri and Netsai Marova for allegedly faking their abduction in May this year.

Prosecutor Mr Michael Reza told Harare regional magistrate Mrs Bianca Makwande that Mamombe has to be assessed by two Government doctors in terms of section 26 of the Mental Health Act.

“The accused has been brought to court several times with excuses of mental disorder hence the need to detain her in a facility for mental assessment

“Mamombe needs treatment and the court needs assistance from Government experts to determine a time frame when she will be fit for trial,” said Mr Reza.

“Doctor Fungisai Mazhandu, who testified before the court, brought no proof whatsoever that she was a psychiatrist. She failed to determine for how long Mamombe needs treatment hence the court needs assistance from Government experts to determine the time Mamombe needs to be certified fit for trial,” he said.

Mr Jeremiah Bamu, who is part of Mamombe’s legal team, requested that the application be postponed to another date as the lead counsel Mr Alec Muchadehama was held up in Gweru on another matter.

Mr Bamu told the court that the prosecutor handling the Gweru case had asked Mr Reza to postpone the matter to Friday.

Mr Reza confirmed this but said that he informed Mr Bamu that he would oppose the postponement as there was no need for Mr Muchadehama to wait for the mere sentencing of his client in Gweru.

Mrs Makwande ruled that Mamombe had a right to a fair hearing by choosing a legal counsel of her choice despite Mr Bamu assisting Mr Muchadehama.

She allowed the State to make its application in terms of section 26 (2)(b) of the Mental Health Act and gave Mr Muchadehama the chance to respond when he avails himself on Wednesday.

THIRTY-THIRD POST CABINET PRESS BRIEFING: 22 SEPTEMBER, 2020

1. ZIMBABWE’S RESPONSE TO THE CORONAVIRUS (COVID-19)
Cabinet received an update on steps that are being taken to contain the COVID-19 pandemic from Minister of Defence and War Veterans Affairs, Honourable O.C.Z. Muchinguri, Chairperson of the Ad Hoc Inter-Ministerial Task Force on the Covid-19 Outbreak.

Cabinet was informed that the Experts Advisory Committee conducted a modeling exercise on current local and international COVID-19 data and noted that the Zimbabwe epidemic has not peaked as previously predicted due to the control measures that have been put in place. The Committee also concluded that the decreasing number of new infections is an indication of an epidemic coming under control. Cabinet, however, emphasizes that the public should continue being vigilant in adhering to COVID-19 containment measures as the effects of COVID-19 will continue to be felt until a vaccine is found.

Cabinet assures members of the public that there has not been increase in the death rate in Zimbabwe as alleged by some unsubstantiated social media reports. The Law and Order Sub-Committee compiled and compared data from the Central Registry on the country’s recorded deaths for the period January to August 2019 against the same period this year (2020). The data revealed that more people (45 256) died in 2019 than in 2020 (33 818) notwithstanding the threat of the COVID-19 pandemic.

Cabinet notes that all the necessary measures are being taken to ensure that schools are reopened for examination classes in a safe environment. Progress has been made on the comprehensive logistical plan for the coordinated, accelerated completion of the schools’ WASH project; the supply and distribution of PPE, hygiene kits, disinfectants, and infrared thermometers to all public schools. Most of the Districts are reporting improved levels of preparedness by schools. Cabinet approved that a COVID-19 sentinel surveillance system be established in schools to monitor the behavior of the virus and make adjustments where necessary. There will also be dedicated ZUPCO buses to ferry learners to schools for examinations.

Cabinet is pleased to announce that Cambridge Examination Centres reopened successfully on 14 September 2020 and no health incidents were reported. In light of the high level of preparedness in the education sector, schools will be reopened in a phased manner. Phase 1 will open on September 28; this will entail Grade 7, Forms 4 and 6. Phase 2 will open on 26 October 2020, and will involve Grade 6, Form 3 and 5. Finally, Phase 3 will open on 9 November 2020 covering the rest of the learners which covers ECD A and B, Grade 1,2,3,4,5, Form 1 and 2.

Cabinet further approved that the Traffic Safety Council of Zimbabwe and Driving Schools should resume services to enable the issuance of Defensive Driving Certificates and other services to Public Service Drivers and metered taxis in order to facilitate the smooth functioning of inter-city travel and other modes of transportation.

Taking into cognizance that Zimbabwe is largely a religious nation, Cabinet has revised upwards the gatherings for Churches from 50 to 100. Cabinet, nonetheless, appeals to Churches to ensure that congregants continue to observe COVID-19 containment measures by enforcing the compulsory and proper wearing of masks, practicing social distancing and washing of hands.

2. PROPOSED LOCALISATION OF THE PRODUCTION OF VEHICLE NUMBER PLATES AND THE DEVELOPMENT OF AN INTEGRATED NATIONAL VEHICLE MANAGEMENT
The Ministers of Transport and Infrastructural Development; and Higher and Tertiary Education, Innovation, Science and Technology Development presented a proposal for the Localisation of the Production of Vehicle Number Plates and the Development of an Integrated National Vehicle Management as previously directed by Cabinet. Cabinet approved the proposal and attendant budget of US$1 million which will result in the establishment of a plant for the local manufacture of number plates.

The Project aims to ensure industrial scale manufacturing of number plates and enable citizens to access the same at affordable cost. The number plates will be manufactured using aluminium and acrylic materials which are locally available. The selling price of one registration plate will be significantly reduced from the current US$ 80.35 to US$ 45.61. The use of local materials will save the country foreign currency and reduce the import bill by 56%, currently the country spends 700 00 Euro annually on importing number plates. Furthermore, employment will be created to the generality of Zimbabweans.

The proposed number plates will have enhanced features which supersede the features of the current number plates but still maintain compliance to SADC regulations. The objective of the Project is to design and manufacture registration number plates that meet world design standards that use Radio Frequency Identification (RFID) tagging to optimize the use of road space, reduce non-compliance, enhance toll and parking authentication, combat vehicle crime and fight terrorism.

The country will also be developing its own efficient and secure Integrated Vehicle Management Software System (INVMS) that will modernize the country’s national vehicle management to world class standards. Given its short payback period and high rate of return, Cabinet decided that the Project will be funded through the Venture Fund.

3. THE ZIMBABWE VULNERABILITY ASSESSMENT COMMITTEE (ZIMVAC) 2020 RURAL LIVELIHOODS ASSESSMENT REPORT
Cabinet approved the Zimbabwe Vulnerability Assessment Committee (ZIMVAC) 2020 Rural Livelihoods Assessment Report as presented by the Minister of Industry and Commerce on behalf of Honourable Vice President C.G.D.N. Chiwenga, Chairman of the Cabinet Committee on Food Security and Nutrition. Cabinet noted that despite the natural disasters experienced by the country such as droughts, Cyclone Idai and COVID-19 Government has put in place an active response to the prevailing food and nutrition insecurity among rural livelihoods, with its support increasing to 76 per cent in 2020, up from 73 per cent in 2019. This is mainly through supporting the vulnerable groups by distributing food aid and cash transfers, removing restrictions on food importation such as the removal of import duty on maize and wheat, cooking oil, among other basic commodities. In addition, Government has put in place food subsidies through continued implementation of social protection measures to improve food access, and employment creation through the employment of the vulnerable communities by engaging able bodied Drought Relief Participants under the Capital Development Projects. Government has also remained the major source of crop inputs and food support, contributing 48 percent in that regard. Development partners’ support has also increased from the traditional 13 per cent to 33 per cent. The combination of efforts by Government and Development Partners has seen the majority of districts receiving food aid being able to support the population ZIMVAC has projected to be food insecure.

Cabinet notes that the Report will continue to be a vital tool for informing and guiding policies and programmes that respond to the prevailing food and nutrition security situation. Cabinet directed that a rural industrialisation strategy hinged on devolution will be crafted taking into account value addition of the indigenous foods and fruits that often offer respite to communities during periods of drought; and that investment be made in infrastructure particularly on internet connectivity in rural schools in order to equalize opportunities.

4.0 RE-OPENING OF THE TOURISM SECTOR AND RESUMPTION OF FLIGHTS

Cabinet received an update Report from the Honourable Vice President Chiwenga, Minister of Health and Child Care on his weekend visit to take stock of preparedness of the airports and related infrastructure ahead of the resumption of the international flights on 1 October, 2020. Cabinet noted with satisfaction that the three airports visited, namely the Robert Mugabe International, the J.M. Nkomo and Victoria Falls Airports as well as hotels are now ready to receive travelers in line with COVID-19 guidelines. The necessary guidelines and Standard Operating Procedures for travelers will be announced by the sector as the dates approach.

Bishops Hopeful Of Mnangagwa And Chamisa Dialogue

THERE is renewed hope that the much-needed and much-talked about national dialogue could happen soon, after top clerics met with President Emmerson Mnangagwa and MDC Alliance leader Nelson Chamisa separately last week – in a bid to help end the country’s myriad challenges.

The Zimbabwe Catholic Bishops Conference (ZCBC), which was part of the group that met with Mnangagwa first, and later Chamisa, confirmed to the Daily News yesterday that there was indeed a fresh push by the church to persuade the two men and other key stakeholders to engage each other.

In fact, so hopeful are the members of the Zimbabwe Heads of Christian Denominations (ZHOCD), that they held their national executive meeting yesterday – to map the way forward, after their “positive talks” with Mnangagwa and Chamisa.

This comes as Mnangagwa has said emphatically that he will not seek outside help to foster national dialogue with the opposition and other key stakeholders in the country.

It also comes as South African President Cyril Ramaphosa and his ruling African National Congress (ANC) have been attempting to assist Zimbabwe to end its decades-long political and economic crises.

“I was not part of the delegation that went there. In general, the church is trying to initiate dialogue in the nation among various stakeholders.

“At the moment I can’t give you much information. We are open to engaging with all stakeholders.
“It’s not just the political parties, we are aiming to have a broad-based dialogue which involves civil society, professionals and others,” ZCBC spokesperson, Frederick Chiromba, told the Daily News yesterday.

The general secretary of the Evangelical Fellowship of Zimbabwe (EFZ), Blessings Makwara, said he could not comment on the developments, as the clerics were having a meeting to review last week’s talks with the two political leaders.

However, well-placed MDC sources told the Daily News yesterday that Chamisa had apparently told a Standing Committee meeting of the Alliance at the weekend that Mnangagwa was open to holding talks with him and Thokozani Khupe.

“Chamisa told us that he met with the church and they told him Mnangagwa was eager to meet him and the Khupe faction.

“He also said that Mnangagwa had told the clerics that he was open to having talks mediated by a local mediator.
“Chamisa said he was currently looking at the issue and would decide on the way forward soon,” one of the sources told the Daily News yesterday.

MDC Alliance deputy spokesperson, Clifford Hlatywayo, referred questions to Chamisa’s spokesman Nkululeko Sibanda – who promised to comment, but had not come back to the Daily News at the time of going to print.

Presidential spokesperson George Charamba dismissed claims that Mnangagwa had sent churches to convince Chamisa to dialogue with him outside the Political Actors Dialogue (Polad), describing this as wishful thinking and imaginary.

“The meeting between the President and the churches was related to the Catholic Bishops’ pastoral letter.

“We were clear that churches were lacking some pertinent information as most of them came out in support of the letter, so we decided to interact with them to ensure that they have accurate information.

“I can assure you that if it had not been for the letter we probably would not have met with the churches or we would have met them but on a different subject matter.

“So let us not be carried away by wishful thinking. Perhaps this is what the churches and the MDC are hoping for,” Charamba told the Daily News.

“If the MDC wants to dialogue with us then it can come through Polad. Buddhists have what we call a pagoda, Moslems have a mosque and Jews have a synagogue.

“Polad is our synagogue. That is the appropriate national platform that can be used for any form of political dialogue,” Charamba added.

Leading clerics have consistently said that they preferred locally-mediated national dialogue – further dismissing calls for a foreign mediator by the opposition and some civil society organisations.

Last Wednesday, the clerics met with Mnangagwa as they seek to end the country’s long-standing challenges.

Mnangagwa himself later told a Zanu-PF politburo meeting that he had hosted the church leaders as part of his efforts to engage with key stakeholders.

“This morning (last Wednesday) I was pleased to receive a delegation from the Zimbabwe Heads of Christian Denominations which comprised the leadership of the Evangelical Fellowship of Zimbabwe, Catholic bishops, Zimbabwe Council of Churches and the indigenous churches.

“Dialogue must be encouraged throughout all sections of our society in the spirit of constructive engagement, among others.

“This is the culture of the second republic, of national building … peace… harmony … unity and love as we develop the Zimbabwe we love,” Mnangagwa said then.

The meeting with clerics, especially the Catholic bishops, came after they had sharply criticised the government’s handling of the foiled July 31 mass protests.

In particular, the Catholic bishops’ letter in which they said “the march has not ended”, was not received well by the government – which issued a strong warning against clerics dabbling in politics.

In the meantime, Mnangagwa has since told a Zanu-PF central committee meeting that he would not allow foreign mediation in the country’s decades-long crises.

“This session comes against yet another crushing failure of machinations by our detractors on social media to reverse and destabilise the unity, peace, security and development milestone our party fought for.

“I applaud the people of Zimbabwe and leadership of the party for remaining resolute in defiance of the opposition’s regime change agenda and worrying levels of self-hate through a sustained call to make our country … ungovernable.

“The crisis exists in their mind, in their parties, in their bedrooms, not in Zimbabwe. We have challenges like any other country,” Mnangagwa thundered.

This also comes as Mnangagwa earlier this month, also said the country’s deepening challenges required unity of purpose among all Zimbabweans to mitigate them.

And at the weekend, church leaders said it was time for Zimbabweans to come together to end the country’s deepening crises.

Opposition MDC Alliance President Nelson Chamisa on Monday made a surprise appearance at the High Courtbin solidarity with party Deputy Chairperson and Zengeza West legislator, Job Sikhala who was granted bail on appeal by the court on charges of inciting public violence.

Chamisa joined other party leaders who have stood with Sikhala since his first court appearance some five weeks ago.

Writing on social media after the court Chamisa said:

“At the High Court ..Hon Sikhala just been granted a Rtgs 50 000 bail after spending 5 weeks in jail for simply calling for an end to corruption…The March is not ended..!”

Disgraced Abusive Hubby Apologises To Wife Before Magistrate

A Harare man, Mr William Chikoore, today promised to stop hitting his wife when Harare Civil Court magistrate Ms Meenal Narotam granted his wife, Nyarai Nziramasanga, a protection order against him.

Nziramasanga had told the court that Chikoore assaulted and verbally abusing her whenever they had an argument, and that he did not respect her as his wife and was always threatening to kill her.

“I am applying for a protection order against my husband. We are married but he moved out because he was always in a habit of assaulting and verbally abusing me.

“At times he comes back home with a knife and threatens to kill me saying he cannot live without me. He once came with his nephews to take me out for a braai and on our way he started assaulting me until I had to get off while the vehicle was in motion,” Nziramasanga said.

She pleaded with the court to ban Chikoore from coming to their matrimonial house as he was always causing havoc whenever he visits.

Responding to the allegations, Chikoore asked for forgiveness and promised before the magistrate that he will not abuse Nziramasanga in any way.

“I am asking for forgiveness. I will never do that again. All what she is saying is true. I am very sorry,” he said.

Ms Narotam granted the protection order but did not ban Chikoore from visiting their matrimonial house saying he had to be allowed to visit his children.

“Since the property is a matrimonial home, I cannot bar him from coming. By consent the protection order is granted,” she said.

Mr. President, Excellencies,

In a world turned upside down, this General Assembly Hall is among the strangest sights of all.

The COVID-19 pandemic has changed our annual meeting beyond recognition.

But it has made it more important than ever.

In January, I addressed the General Assembly and identified “four horsemen” in our midst — four threats that endanger our common future.

First, the highest global geo-strategic tensions in years.

Second, an existential climate crisis.

Third, deep and growing global mistrust.

And fourth, the dark side of the digital world.

But a fifth horseman was lurking in the shadows.

Since January, the COVID-19 pandemic has galloped across the globe – joining the four other horsemen and adding to the fury of each.

And every day, the grim toll grows, families grieve, societies stagger, and the pillars of our world wobble on already shaky footings.

We face simultaneously an epochal health crisis, the biggest economic calamity and job losses since the Great Depression, and dangerous new threats to human rights.

COVID-19 has laid bare the world’s fragilities.

Rising inequalities. Climate catastrophe. Widening societal divisions. Rampant corruption.

The pandemic has exploited these injustices, preyed on the most vulnerable and wiped away the progress of decades.

For the first time in 30 years, poverty is rising.

Human development indicators are declining.

We are careening off track in achieving the Sustainable Development Goals.

Meanwhile nuclear non-proliferation efforts are slipping away — and we are failing to act in areas of emerging danger, particularly cyberspace.

People are hurting.

Our planet is burning.

Our world is struggling, stressed and seeking real leadership and action.

Excellencies,

We face a foundational moment.

Those who built the United Nations 75 years ago had lived through a pandemic, a global depression, genocide and world war.

They knew the cost of discord and the value of unity.

They fashioned a visionary response, embodied in our founding Charter, with people at the centre.

Today, we face our own 1945 moment.

The pandemic is a crisis unlike any we have ever seen.

But it is also the kind of crisis that we will see in different forms again and again.

COVID-19 is not only a wake-up call, it is a dress rehearsal for the world of challenges to come.

We must move forward with humility — recognizing that a microscopic virus has brought the world to its knees.

We must be united. We have seen, when countries go in their own direction, the virus goes in every direction.

We must act in solidarity. Far too little assistance has been extended to countries with the fewest capacities to face the challenge.

And we must be guided by science and tethered to reality.

Populism and nationalism have failed.

Those approaches to contain the virus have often made things manifestly worse.

Too often, there has also been a disconnect between leadership and power.

We see remarkable examples of leadership; but they are not usually associated with power.

And power is not always associated with the necessary leadership.

In an interconnected world, it is time to recognize a simple truth: solidarity is self-interest.

If we fail to grasp that fact, everyone loses.

As the pandemic took hold, I called for a global ceasefire.

Today, I appeal for a new push by the international community to make this a reality by the end of this year.

We have exactly 100 days.

There is only one winner of conflict during a pandemic: the virus itself.

My original appeal was endorsed by 180 Member States along with religious leaders, regional partners, civil society networks and others.

A number of armed movements also responded —from Cameroon to Colombia to the Philippines and beyond —even if several of the ceasefires they announced were not sustained.

Enormous obstacles stand in the way: deep mistrust, spoilers and the weight of fighting that has festered for years.

But we have reasons to be hopeful.

A new peace agreement in The Republic of the Sudan between the Government and armed movements marks the start of a new era, particularly for people living in Darfur, South Kordofan and the Blue Nile.

In Afghanistan, the launch of the Afghanistan Peace Negotiations is a milestone after years of effort. How to reach a permanent and comprehensive ceasefire will be on the agenda. An inclusive peace process with women, young people and victims of conflict meaningfully represented offers the best hope for a sustainable solution.

In several situations, we have seen new ceasefires holding better than in the past — or in their absence, a standstill in the fighting.

In Syria, the ceasefire in Idlib is largely intact. After more than nine years of conflict and colossal suffering, I renew my appeal for an end to hostilities across the country as we work toward convening the next round of the Constitutional Committee.
In the Middle East — with a period of relative calm in Gaza and annexation of parts of the occupied West Bank put aside at least for the time being — I urge Israeli and Palestinian leaders to re-engage in meaningful negotiations that will realize a two state-solution in line with relevant UN resolutions, international law and bilateral agreements.
In Libya, fighting has subsided but the massive buildup of mercenaries and weapons — in flagrant violation of Security Council resolutions — shows that the risk of renewed confrontation remains high. We must all work together for an effective ceasefire agreement and the resumption of intra-Libyan political talks.
In Ukraine, the most recent ceasefire regime remains in place, but progress on the outstanding security and political issues under the Trilateral Contact Group and the Normandy Four format to implement the Minsk agreements will be critical.
In the Central African Republic, last year’s peace deal helped deliver a significant reduction in violence. Under the auspices of our UN peacekeeping mission– and with the backing of the international community — the national dialogue is underway to support upcoming elections and continued implementation of the peace agreement.
And in South Sudan, we have seen a troubling spike in inter-communal violence but the ceasefire between the two main parties has mostly held, with our UN peacekeeping mission providing support for monitoring as well as implementation of the peace agreement.
Now, even where conflict is raging, we will not give up the search for peace.

In Yemen, we are fully engaged in bringing the parties together to reach an agreement on the Joint Declaration comprised of a nationwide ceasefire, economic and humanitarian confidence-building measures, and the resumption of the political process.

In areas where terrorist groups are particularly active, the obstacles to peace will be much more difficult to overcome.

In the Sahel and the Lake Chad region, we see the pandemic’s over-lapping health, socio-economic, political and humanitarian impacts at play.

I am particularly concerned that terrorist and violent extremist groups will exploit the pandemic.

And we must not forget the dramatic humanitarian cost of war.

In many places, the pandemic coupled with conflict and disruption is dealing crippling blows to food security.

Millions of people in the Democratic Republic of the Congo, northeast Nigeria, South Sudan as well as Yemen face the risk of famine.

Now is the time for a collective new push for peace and reconciliation.

And so I appeal for a stepped-up international effort — led by the Security Council — to achieve a global ceasefire by the end of this year.

We have 100 days. As I said, the clock is ticking.

The world needs a global ceasefire to stop all “hot” conflicts. At the same time, we must do everything to avoid a new Cold War.

We are moving in a very dangerous direction. Our world cannot afford a future where the two largest economies split the globe in a Great Fracture — each with its own trade and financial rules and internet and artificial intelligence capacities.

A technological and economic divide risks inevitably turning into a geo-strategic and military divide. We must avoid this at all costs.

In the face of the all-encompassing challenge of the pandemic, the United Nations has mounted a comprehensive response.

The UN system, led by the World Health Organization, has supported governments — particularly in the developing world — to save lives and contain the spread of the virus.

Our global supply chains have helped to provide personal protective equipment and other medical supplies to more than 130 countries.

We have extended life-saving assistance to the most vulnerable countries and people – including refugees and those internally displaced — through a Global Humanitarian Response Plan.

We have mobilized the full UN system in development emergency mode, activated our UN country teams and rapidly issued policy guidance to support governments.

The “Verified” campaign is fighting misinformation online —a toxic virus shaking the democratic underpinnings in many countries.

We are working to advance treatments and therapies as a global public good – and backing efforts for a people’s vaccine available and affordable everywhere.

Yet some countries are reportedly making side deals exclusively for their own populations.

Such “vaccinationalism” is not only unfair, it is self-defeating.

None of us is safe, until all of us are safe. Everybody knows that.

Likewise, economies cannot run with a runaway pandemic.

Since the beginning, we have pushed for a massive rescue package worth at least 10 per cent of the global economy.

Developed countries have provided enormous relief for their own societies. They can afford it.

But we need to ensure that the developing world does not fall into financial ruin, escalating poverty anddebt crises.

We need a collective commitment to avoid a downward spiral.

One week from today, we will bring together world leaders together to find solutions at a Meeting on Financing for Development in the Era of COVID-19 and Beyond.

And in all we do, we are putting a special focus on women and girls.

Half of humanity is bearing the brunt of the social and economic consequences of COVID-19.

Women are disproportionately represented in the sectors hit hardest by job losses.

Women do most of the unpaid care work generated by the pandemic.

And women have fewer economic resources to fall back on, because their wages are lower, and they have less access to benefits.

At the same time, millions of young girls are losing their chance of an education and a future, as schools close and child marriage is on the rise.

Unless we act now, gender equality could be set back by decades.

We must also stamp out the horrifying increase in violence against women and girls during the pandemic, from domestic violence to sexual abuse, online harassment and femicide.

This is a hidden war on women.

Preventing and ending it requires the same commitment and resources that we devote to other forms of warfare.

Beyond the immediate response, recovery efforts must lead to a better future starting now.

Recovery is our chance to re-imagine economies and societies.

We have the blueprints: the United Nations Charter, the Universal Declaration of Human Rights, the 2030 Agenda and Paris Agreement.

Recovery needs to build resilience.

That requires a New Social Contract at the national level and a New Global Deal at the international level.

A New Social Contract is about building inclusive and sustainable societies.

Inclusivity means investing in social cohesion and ending all forms of exclusion, discrimination and racism.

It means establishing a new generation of social protection – including Universal Health Coverage and the possibility of a Universal Basic Income.

It means providing access to education for all and harnessing digital technology —the two great enablers and equalizers of our time.

It means tax systems in which everyone – individuals and corporations – pays their fair share.

It means ensuring the centrality of human rights in all we do — in line with my Call to Action on Human Rights launched earlier this year in Geneva.

It means equal rights and opportunities for women and girls.

The pandemic has demonstrated more clearly than ever the effectiveness of women’s leadership.

Twenty-five years since Beijing, today’s generation of girls must be able to realize their unlimited ambitions and potential.

Excellencies,

A sustainable New Social Contract means transitioning towards renewable energy to achieve net zero emissions by 2050.

I am asking all countries to consider six climate positive actions as they rescue, rebuild and reset their economies.

First, we need to make our societies more resilient and ensure a just transition.

Second, we need green jobs and sustainable growth.

Third, bailouts of industry, aviation and shipping should be conditional on aligning with the goals of the Paris Agreement.

Fourth, end fossil fuel subsidies.

Fifth, take climate risks into account in all financial and policy decision-making.

Sixth, work together, leaving no one behind.

But to truly reduce fragilities and risks, and to more effectively solve shared problems, we need a corresponding New Global Deal at the international level.

A New Global Deal is about ensuring that the global political and economic systems deliver on critical global public goods.

Today, that is simply not happening.

We have huge gaps in governance structures and ethical frameworks.

To close these gaps, we need to ensure that power, wealth and opportunities are broadly and fairly shared.

A New Global Deal must be rooted in a fair globalization, based on the rights and dignity of every human being, on living in balance with nature, and on our responsibilities to future generations.

We need to integrate the principles of sustainable development into all decision-making, to shift the flow of resources towards the green, the sustainable and the equitable.

Global financial systems must move in that direction.

Trade needs to be free and fair, without perverse subsidies and barriers that tilt the playing field against developing economies.

And a New Global Deal must address historical injustices in global power structures.

More than seven decades on, multilateral institutions need an upgrade to more equitably represent all the people of the world, rather than giving disproportionate power to some and limiting the voice of others, especially in the developing world.

We don’t need new bureaucracies.

We need a multilateral system that constantly innovates, delivers for people, and protects our planet.

21stcentury multilateralism must be networked — linking global institutions across sectors and geographies, from development banks to regional organizations and trade alliances.

21stcentury multilateralism must be inclusive — expanding the circle of engagement, drawing on the capacities of civil society, regions and cities, businesses, foundations and academic and scientific institutions.

That is how we ensure effective multilateralism that meets the test of the 21stcentury.

Dear friends across the world,

We cannot respond to this crisis by going back to what was or withdrawing into national shells.

To overcome today’s fragilities and challenges we need more international cooperation — not less; strengthened multilateral institutions — not a retreat from them; better global governance — not a chaotic free-for-all.

The pandemic has upended the world, but that upheaval has created space for something new.

Ideas once considered impossible are suddenly on the table.

Large-scale action no longer seems so daunting; in just months, billions of people have fundamentally changed how they work, consume, move and interact.

Large-scale financing has suddenly proven possible, as trillions [of dollars] have been deployed to rescue economies.

In commemorating the 75thanniversary of the United Nations, the General Assembly has invited me to report on our common agenda for the future.

I welcome this opportunity for a process of profound reflection involving us all.

I will report back next year with analysis and recommendations on how we can reach our shared aims.

Let us draw inspiration from our achievements across the history of the United Nations.

Let us respond affirmatively to the movements for justice and dignity we see in the world.

And let us vanquish the five horsemen and build the world we need: peaceful, inclusive and sustainable.

The pandemic has taught us that our choices matter.

As we look to the future, let us make sure we choose wisely.

Zimsec Begins Marking June Exams

The Zimbabwe School Examinations Council (Zimsec) on Monday started marking the June 2020 Ordinary and Advanced Level examinations.

The process started after markers who tested negative to Covid-19 were cleared and checked in on Sunday.

The makers and supporting staff underwent Covid-19 testing between September 8 and 11 in Harare and results came in last week.

The examiners will be following strict World Health Organisation (WHO) Covid-19 rules and regulations which involve wearing of face masks, maintaining social distance and sanitisation.

The results are expected before the commencement of the November 2020 Ordinary and Advanced Level exanimations.

Zimsec public relations manager Ms Nicky Dlamini said markers had settled in and started work.

“Covid-19 testing for markers was done from September 8 to 11 and last week the results came and those cleared started checking in on Sunday. Today (Monday), marking started in earnest and we are making progress,” she said.

Last week, Zimsec board chairperson Professor Eddie Mwenje said they had extended the registration period for November 2020 Ordinary and Advanced Level examinations to cater for pupils and schools that failed to do so due to different reasons related to the Covid-19-induced lockdown.

“The registration will start on the September 28 once they open schools and then it will close on October 2,” he said.

This was the second time that Zimsec has extended the registration process.

He said the examinations are going ahead with the council having already completed the printing of Grade 7 examination material.

Prof Mwenje said no late registration fees will be charged to candidates and centres.

The provision, he said is in accordance with Government’s announcement that all candidates will access the 2020 examinations.

Ian Smith Turns In His Grave As Nick Mangwana Announces Zimbabwe Still Importing Number Plates

By Farai D Hove | The man who made Zimbabwe become the word’s fastest growing crop economy, Ian Smith was certainly turning in his grave Tuesday when Information Permanent Secretary, Ndabaningi Mangwana, announced that Zimbabwe is now so backward that it is now importing number plates for cars.

The spin doctor, threw a celebration on Twitter saying the country which used to produce its own model cars, is planning to make its own number plates.

The development comes at a time when the Mnangagwa regime continued to boast of hosting the world’s largest assortment of minerals while yet failing to produce a single shovel from the resource.

Announcing, Mangwana said: “Zimbabwe is now going to manufacture vehicle number plates locally.

“The price of number plates will fall from US$80.35 to US$45.61 because of the use of local materials. This is also expected to reduce the import bill by 56%.”

Zim Dollar Gains 0.26% Against The US Dollar To Stand At $81.50

The Reserve Bank of Zimbabwe held its weekly foreign currency auction today, which saw the local currency maintain its appreciation trend against the US dollar after it gained 0.26% to 81.4965 from 81.7076 last week.

Raw Materials continued to be the biggest benefactor as they were allotted US$14 million, Machinery and Equipment US$5.9 million, Services at US$2.5 million, Consumables US$2.9 million, Retail and Distribution US$2.5 million. Pharmaceuticals and Chemicals, LPG Gas, Paper and Packaging and Fuel and Electricity also received amounts above US$1 million as all categories bid amounts above the benchmark

A record total of US$31.64 million was allotted to various sectors of the economy today up from last week’s US$21 million, with the main auction taking US$30.41 million and the SMEs taking US$1.23 million. The auction has now seen a total of US$184 million having been allotted in the last 14 weeks giving an average of US$52.66 million per month against an average of US$311 million export revenue per month in 2020.

The lowest rate was at $78 and the highest rate at $86.7. The difference between the highest and lowest bid has continued to narrow as it moved to 11.75% from 17.33% last week. The average weighted rate is now 6.00% lower than the highest bid from 7.15% last week due to continued lowering of the highest bid. Parallel market rate and average weighted rate difference reduced to 25.91% from 28.95% a week ago as the parallel market rate lowered this week.

Reserve money was up $671 million to $13.8 billion in the week to 11 September with the bank using $332 million to purchase foreign currency from exporters who are now voluntarily surrendering their proceeds to raise ZW$ liquidity.

On the parallel market, trades continue to come far and wide, as ZW$ liquidity continues to dry up.

The Zipit buying rate has moved down to 105 from 107 in the past day as well as the selling price for traders which has gone down to 110 for large amounts. Mobile money rates were quoted at 94-95 for both One Money and Ecocash transactions. Zipit lower amounts is currently at 100 per US$100.

Job Sikhala As Good As Silenced As He Is Granted Bail

MDC Alliance vice-chairperson Job Sikhala has been granted $50 000 bail by the High Court.

As part of his bail conditions, Sikhala has been barred from posting audios, videos on any social media platforms inciting violence and not to address any gatherings or virtual meetings until the finalisation of his case.

Sikhala had appealed against the decision of the remand court decision to deny him bail on charges of charges of inciting public violence.

Sikhala must report three times weekly at St Mary’s police station in Chitungwiza.

Footballer Gets 9 Years For Poaching

HWANGE Football Club player, Craven Banda, has been convicted and sentenced to 9 years in prison for poaching.

Banda, who played as a forward for the club, will not be poaching for goals anymore after he was jailed last Friday for contravening the Parks and Wildlife Act.

A Hwange magistrate heard that Banda was arrested in May this year after being found in possession of eight pieces of raw and unregistered ivory weighing over 9kgs.

The footballer was arrested at a bus terminus in Makwika village of Hwange.

Ex Minister Jailed Four Years For Abuse Of Office

Former Midlands Provincial Affairs Minister, Jason Machaya, has been jailed for four years after being convicted of abuse of office.

He was sentenced together with former Midlands Provincial physical planner, Chisayinyerwa Chibururu.

The two will serve an effective two-and-half years each after 18 months were suspended on condition of good behaviour.

Siting at the Gweru Magistrate Courts today, Gwanda Provincial magistrate Ms Charity Maphosa, sentenced the two.

They had been convicted on Monday at the close of full trial.

The abuse of office charges emanated from the sale of residential and commercial stands on State land in Gokwe.

MDC Alliance Unmoved By Khupe Recalls

The opposition MDC Alliance led by Nelson Chamisa has resolved to field recalled party members in the upcoming by-elections.

They were recalled by MDC-T reinstated leader Thokozani Khupe for their continued allegiance to Chamisa, leaving a number of council and Parliamentary seats vacant.

Speaking to NewsDay after the party’s Bulawayo provincial executive committee meeting, MDC Alliance provincial spokesperson Swithern Chirowodza confirmed said they were confident of reclaiming the seats despite the unfavourable political environment.

Chirowodza said:

The Bulawayo provincial executive met on Sunday and unanimously agreed that all the recalled councillors, save for those under disciplinary hearings, should contest in the impending by elections. We are saying these councillors did not do anything wrong and were simply recalled for supporting our president (Chamisa). They were voted for by the people and we are confident that the people will vote for them again.

Chirowodza, however, expressed concern over the confusion that is likely to engulf the electorate after Khupe rebranded the MDC-T to MDC Alliance, a name which Nelson Chamisa-led outfit has been using.

By last week, Khupe’s MDC-T has recalled 84 councillors throughout the country, a development that has affected service delivery in local government authorities.-NewsDay

Zifa has received a request from Kenya to play a friendly game in the next Fifa international break in October.

The association had announced the national team is not playing any friendlies ahead of the back-to-back Afcon Qualifiers against Algeria in November. The move could have affected coach Zdravko Logarusic’s plans since he has not taken charge of the team since his appointment in February.

According to the Herald, ZIFA confirmed receiving the invitation but are yet to respond to the request as they are still considering more options from the region.

The association’s spokesperson, Xolisani Gwesela, said: “We are working on the plans for the AFCON qualifiers for the Warriors and, so far, we have received an invitation from Kenya for an international friendly.

“The details are still sketchy, at the moment, but I can confirm we are looking at the logistical issues.

“We are also looking at other options in the East and Southern Africa regions.’’

Meanwhile, Logarusic is likely to work exclusively with the foreign-based players in the proposed friendlies since the domestic football is still to get the green-light to resume from Government.-Soccer 24

“You know what happened in March our story the MDC -T story after Tsvangirai’s death, our issue went to the courts and we got a ruling from the courts in Zimbabwe.

It came out where the Supreme Court ruling that what you did after Tsvangirai’s death where you elected his replacement, it was not above board so go back to extra ordinary congress which is the right way to go when a leader of your party dies.

So after that we did not agree with other party cadres but I insisted that we should follow the law….

Tsvangirai’s place is still vacant. It has not yet been filled to date.. meaning that Madam Khupe is the leader of MDC T and she is automatically the leader of MDC Alliance.

So Nelson Chamisa cannot say MDC Alliance is his party… he has no party because it was an alliance. This is why we are using it.

If he says MDC Alliance is his party, its disrespect to Constitutionalism. Those who are in parliament as MDC Alliance MPs and councillors, they belong to us as MDC T.

MDC T has the right to discipline its MPs in parliament. We have a right to discipline our Senators.

We won at court.. and we cannot be forced to change our names towards elections. If we go as MDC T, there will be conflict of identity. Our MPs cannot be labelled MDC T and MDC Alliance at the same time. So starting December, for the by elections we will be using that name.

We are serious about this. But we have advice to our friends..(Nelson Chamisa), sit down and form your own party. we want to work together and we need to find each other so that we resolve the Zimbabwean crisis.

We are wasting time fighting each other. violating our Constitutions….my advice to our erstwhile friends is that they should focus.

Orlando Pirates have announced the signing of former Bidvest Wits players Thulani Hlatshwayo and Deon Hotto on long term deals.

The duo is joining the Soweto giants after leaving Wits following its sale to TTM.

In a statement, Pirates confirmed the deals saying: “Orlando Pirates Football Club is pleased to announce the signing of Thulani Hlatshwayo and Deon Hotto from Bidvest Wits.

Latest On Joana Mamombe Trial

By A Correspondent- Opposition MDC Alliance legislator and party youth wing leader Joana Mamombe will be examined by two government doctors as the state continues to seek the incarceration of the MDC Alliance trio on charges of faking their abduction.

Mamombe, who was this afternoon hauled to court had her matter postponed to Wednesday 23 September 2020.

The development comes after the state prosecutor made an application to have Mamombe examined by two government doctors in the absence of her lead defense council Advocate Muchadehama who is in Gweru for another court case.

The state last week availed to the court CCTV video footage alleging that Mamombe was not a good candidate for bail as she had deliberately skipped her trial on the pretext that she was sick. This is despite that Mamombe’s lawyer had notified the court that his client was sick and hospitalised at a Harare facility.

The state however proceeded and unleashed a troop of police details who stormed the hospital facility after the magistrate issued an arrest warrant on the sick legislator.

The court later dismissed the CCTV footage provided by the state which sought her incarceration arguing that it was not relevant to the matter at hand.

Said a source privy to the developments:

“They just want to traumatise the girls. Why are they forcing two “military” doctors on a sick girl?

The State is now trying to push the mental health card in order to justify that she was not abducted. It is disturbing how she is being stalked. It is clearly abuse of office by those in authority.”

To the chagrin of committed and dedicated social democrats around the globe, the fake constitutionalists represented by the ressurected Komichi announced their evil intention to use our name( Mdc Alliance) in the impending by-elections. Morgan Komichi of the judicially-sponsored Mdc-Thokozani has desperately declared that their party will be using the name Mdc Alliance in the by-elections set for 5 December 2020.

Mdc Alliance Namibia would like to make it categorically distinct that the President of the Mdc Alliance party is Advocate Nelson Chamisa who amassed 2.6 million votes in July 2018. We want to restate our concrete support to the people’s party. As a party, we are quite aware of the unholy marriage between Zanupf and their surrogates. The latest episode is a reminder that the so-called strategic prowess of the power-hungry MdcT stomach politicians is overrated since it epitomised double-standards meant to force a name change(rebranding) of our political behemoth.

Moreover, the chameleonic changes to their party identity transforming it from Mdc-T to Mdc Alliance unravels how clueless and frustrated they are. How does one party fill party list vacancies under Mdc-T and then seek to contest by-elections under Mdc Alliance,let alone the one you have opposed and disowned. This clearly unearthes their political bankruptcy and hypocrisy.

Furthermore, we are also cognisant of the fact that Zanupf and their puppets have deployed hundreds of varakashi masquerading as Mdc Alliance supporters to scream for rebranding. Politically inept Zanupf Satanists are desperate to annihilate the Mdc Alliance. There is need for vigilance. The Mdc Alliance Namibia Rundu branch Spokesperson Robson Ruhanya strongly asserted that , “Mdc Alliance must not rebrand! What happens when another one from the rebranded Mdc Alliance pulls the same trigger as the Zanupf controlled Thokozani faction?” Rebranding of ideas and strategies become evidently imperative. It is clear that time has come for genuine revolutionaries not to play the game according to their rules , but according to the actual rules and regulations of social democracy.

MDC ALLIANCE NAMIBIA DISTRICT DONATES TO THE INCARCERATED TERENCE MANJENGWA AND OTHERS.

Mdc Alliance Namibia district exhibited their full comprehension of solidarity as a core value of social democracy by contributing some money for the upkeep of Terence Manjengwa, G. Gura and B. Changara who are victims of Zanupf’s arbitrary arrests, torture and abductions.

Although we did not manage to raise a lot of loot, close to ten social democrats inspired by our diligent Mdc Alliance Namibia Chairperson, Elisha Chambara and Mdc Alliance Namibia Rundu Branch Secretary General, Simbarashe Ndoda, we managed to raise only US100 to cushion our footsoldiers.

Terence Manjengwa and others have spend 3 weeks in detention now after demanding the immediate release of our ardent democratic fighter, Job SaroWiwa Sikhala, the Vice-Chairperson of the Mdc Alliance.

We believe that all social democrats should display solidarity to our fellow comrades who are victims of Zanupf misrule and thugocracy. Lets all stand firm in support of our real fighters. As a district , we would like to extend our gratitude to our dedicated and committed leader Ian Hamandishe who did not abandon our incarcerated revolutionaries. “Murowa Diamonds- Mine Of Death As GM Promotes Unsafe Working Conditions”

Either you go down the pit, risking life from the hanging rock boulders or you go home for good! This is the General Manager’s instruction to the employees.
Anyone who dares to say “the working conditions are unsafe” is immediately fired. Its really sad that people are dying both company employees and the locals surrounding Murowa Diamonds in Zvishavane while top management seems not to care about this “genocide”.
On several occasions we have pointed it out that the operations at Murowa Diamonds pause a great danger to human life as their mining activities do not meet world standards governing the mining industry.
Recently, a dump truck operator lady was crushed to pieces by falling rocks while hauling ore from this mine of death. Employees are forced to work underneath hanging rock boulders.
The accident that claimed the dump truck lady operator must have been investigated by independent qualified mine inspectors. Its shocking that those who carried out the ” investigations ” pronounced that the working conditions are safe.
Where in this world do employees work underneath hanging rock boulders in an open cast mining operations? The GM is sacrificing human life by hiring his friends and relatives who lack the necessary minimum qualifications and experience.
Under normal circumstances the mine manager, mine engineer and safety manager must have been suspended pending thorough investigations. On the contrary fat khaki envelopes were exchanged at the expense of priceless human life. Employees who refuse to go and work underneath these hanging rock boulders are summarily dismissed by the GM himself.
The GM is ruthless and doesn’t care about employees’ safety all he wants is production. Murowa Diamonds is one company that doesn’t plough back to the local community. Ever since Rio Zim took over the mine nothing in terms of social investment has been done. Whoever is the really owner of the mine, is just looting the precious diamonds neglecting the local community.
Murowa Ward is one of the poorest and underdeveloped places in the world despite being home to the finest gems. There are no roads, no safe water, no electricity, school buildings are dilapidated and falling due to massive blasting. The environment is saturated with mine dust making breathing very difficult.
Local people are succumbing to dust induced lung diseases. This mine has brought suffering instead of joy to the locals. The GM is a shroud tribalist who employs only his tribesmen. Locals are hired on temporary basis to do menial dirty jobs.
There is urgent need for the government to investigate the operations of Murowa Diamonds vis-à-vis employee safety, employee recruitment, skills and qualifications audit, production audit, environmental protection and social responsibility.
It is important that those exploiting our natural resources plough back to the local community leading to visible development. Looting of our resources must never be tolerated no matter the circumstances.
The government must immediately address these concerns as precious life is being sacrificed by greedy “imperialist” who doesn’t even care about corporate social and economic responsibility. The mines and mining inspectorate and NSSA must be revamped and rid of corrupt elements.

The opposition MDC Alliance led by Nelson Chamisa has resolved to field recalled party members in the upcoming by-elections.

They were recalled by MDC-T reinstated leader Thokozani Khupe for their continued allegiance to Chamisa, leaving a number of council and Parliamentary seats vacant.

Speaking to NewsDay after the party’s Bulawayo provincial executive committee meeting, MDC Alliance provincial spokesperson Swithern Chirowodza confirmed said they were confident of reclaiming the seats despite the unfavourable political environment.

Chirowodza said:

The Bulawayo provincial executive met on Sunday and unanimously agreed that all the recalled councillors, save for those under disciplinary hearings, should contest in the impending by elections. We are saying these councillors did not do anything wrong and were simply recalled for supporting our president (Chamisa). They were voted for by the people and we are confident that the people will vote for them again.

Chirowodza, however, expressed concern over the confusion that is likely to engulf the electorate after Khupe rebranded the MDC-T to MDC Alliance, a name which Nelson Chamisa-led outfit has been using.

After over a year since the January 2019 military crackdown which the United Nations condemned, the MDC Alliance’s Secretary General Chalton Hwende has been acquitted of treason.

*Joint statement by Teacher Unions in Zimbabwe Concerning Re-opening of Schools*

*▪️Realising* that the gvt has since announced the dates for re-opening of schools for exam classes and commencement of exams,
*▪️Irked* that this announcement was not a product of widespread consultations and meaningful engagement with teacher unions but a ‘diktat’ by gvt,
*▪️ Perturbed* that gvt has totally ignored the welfare of teachers as evidenced by salaries that were received by teachers in September,
*▪️Aware* that the Total Consumption Poverty Line (TCPL) for a family of five is now above ZW$ 17 244 as given by Zimstat,
*▪️ Surprised* by the continued salary discrepancies between teachers and the other civil servants, especially the uniformed forces,

*▪️United* in our diversity by our common desire for the entrenchment of a credible quality public education system in Zimbabwe,
*▪️Acknowledging* the worthlessness of current infinite negotiations under NJNC and lack of seriousless and urgency in such negotiations

*▪️Reaffirming* the position that the economy has fully redollarised, with prices of most goods and services pegged in US Dollars, including those offered by gvt itself,
*▪️Noting* that there are still Covid 19 active cases, most of them being local,
*▪️ Adequately informed* that most boarding schools have increased fees to between $20 000 and $40 000 while the teacher’s salaries have remained stagnant in a volatile economic environment,
*▪️Emphasizing* that well paid teachers in safe schools is a must for quality public education.
*Aware* that all teachers are financially crippled and have no capacity to report at their respective schools on 28 September

We, the undersigned Teacher Unions in Zimbabwe, now therefore, urge the government to:

▪️ Urgently expedite consultations with all teachers’ unions with a view to sharing ideas on the way forward before the opening of schools. This is informed by the fact that teachers’unions are a key stakeholder in the education sector and represent the very people who are implementers of gvt policies;

▪️ Restore the purchasing power parity of teachers’ salaries pegged at USD500 to USD550.

▪️ Implement meaningful education sector-specific allowances that commensurate with teachers responsibilities and status.

▪️ Pay a Covid allowance that is a product of negotiations or agreement between employer and teachers rather than the current benevolence gesture dubbed presidential prerogative. If schools reopen during this Covid period, it entails that teachers will be frontline workers who deserve a meaningful covid allowance;

▪️ Pay salaries that resonate with workers’ qualifications, experience, responsibilities and promotion rather than the current scenario where physical fitness has become more rewarding.

▪️Establish an Inclusive Covid 19 Task Force to assess the level of preparedness of schools before re-opening.

▪️ Ensure that schools are safe to receive the learners and teachers and their health, safety and welfare are highly prioritised. The $600 million set aside by gvt should reflect on the ground, in schools not in the media only or end in higher offices without reaching the intended beneficiaries. Currently, there is almost nothing in public schools because the school coffers are dry since there hasn’t been any collection of fees after closure in March 2020.

▪️ Give teachers and learners enough time to cover syllabi and prepare for exams. The period of two months between 28 September 2020 and 1 December 2020 (the proposed date for commencement of exams) does not adequately compensate for the lost time of six months since schools closed.

▪️ Listen to professional advice and provide a broad blue print that covers all learners than being restricted only to exam classes.

Indeed, there is nothing as dangerous as having under-paid, undernourished, under-resourced and demotivated teachers in the classrooms because teachers are in essence role models of their communities and society and help to shape the future of individuals, society and the country.

It is only well-paid, healthy, motivated, innovative and dynamic teachers that can fulfill this vital cog of sustainable development.

Mnangagwa Told to Release Rights Defenders, Journalists

Africans Rising, a consortium of social movements, NGOs, faith based groups and trade unions across Africa has written to President Emmerson Mnangagwa urging him to free political prisoners and journalists saying they pose no risk to his administration.

In a letter titled Decongesting prisons in Africa amidst COVID-19 pandemic, Africans Rising hailed Mnangagwa for releasing some of the prisoners in line with the World Health Organisation to decongest prisons but was quick to encourage him to consider human rights defenders and journalists saying their communities are worried about them.

Mdc Alliance Namibia district exhibited their full comprehension of solidarity as a core value of social democracy by contributing some money for the upkeep of Terence Manjengwa, G. Gura and B. Changara who are victims of Zanupf’s arbitrary arrests, torture and abductions.

Although we did not manage to raise a lot of loot, close to ten social democrats inspired by our diligent Mdc Alliance Namibia Chairperson, Elisha Chambara and Mdc Alliance Namibia Rundu Branch Secretary General, Simbarashe Ndoda, we managed to raise only US100 to cushion our footsoldiers.

Terence Manjengwa and others have spend 3 weeks in detention now after demanding the immediate release of our ardent democratic fighter, Job SaroWiwa Sikhala, the Vice-Chairperson of the Mdc Alliance.

We believe that all social democrats should display solidarity to our fellow comrades who are victims of Zanupf misrule and thugocracy.

Lets all stand firm in support of our real fighters. As a district , we would like to extend our gratitude to our dedicated and committed leader Ian Hamandishe who did not abandon our incarcerated revolutionaries. He received the donation and managed to financially assist Terence’s wife as well as buying food for our vibrant Youths who are ready to embrace dangerous freedom against peaceful slavery.

We shall remain resolutely behind real democratic fighters who are ready for participatory democracy. Our footsoldiers deserve more.

Former Zanu Pf Stalwarts Tear Into “Foul Mouthed” Chinamasa

By A Correspondent- Former Zanu-PF top officials have accused their former party’s acting national spokesperson Patrick Chinamasa of using undiplomatic language to fight his political rivals.

Chinamasa held his weekly press conference at the party headquarters where he used the platform to attack opposition officials and former Zanu-PF members.

Former Zanu-PF national commissar Saviour Kasukuwere said:

“Zanu-PF is stinking and they must stop throwing sewage at us. Chinamasa is so desperate to be noticed by the powers that he has now become an object of ridicule. He should be helped to stop his useless weekly charades he is using to lie and seek relevance. Why did he not say that at the joint (ANC/Zanu-PF) press conference or other useless pressers he held subsequently?

Chinamasa claimed that ANC secretary-general Ace Magashule said that Kasukuwere, Mzembi and Zhuwao had asked that he transmit to ZanuPf  their desire to be readmitted into the party. He claimed that the message had come way before July, August.

However, the three who are now in self-exile in South Africa refuted the claims.

“We engage with respectable liberation movements and will respect those engagements until the time comes to unpack the concerns raised.”

“So, I dismiss Chinamasa’s weekly madness with the contempt it deserves.”

Former tourism and foreign affairs minister Mzembi said Chinamasa is a grumpy spokesman who is trying to prompt him and others to violate the assistance they are receiving from the ANC.

“Chinamasa is trying to reduce a political dispute we have with Harare to a squabble between us, and I am not about to honour his undiplomatic behaviour with a response to his taunts,” he said.

“ANC delegation will call us for a de-brief when they are done with their quarantine. I have no business responding to Chinamasa on anything let alone his concocted briefings to you guys about a comeback request into Zanu-PF. That is a figment of his imagination.”

Mzembi added, Chinamasa is throwing sewage on the former Zanu Pf heavyweights’ faces.

“We have never made such a request to ANC both in private or public.”-

LEAD Unveils Rural Development Agenda

For decades the issue of rural development has just been raised during electoral campaigns for political expediency to the extent that rural folk don’t believe it anymore.

There is no one who is more Zimbabwean than the other and it’s high time that all progressive Zimbabweans converge and start working towards rural urbanization in our quest to ensure sustainable human development.

Everyone has been talking about economic development with no clear framework on how that can be achieved.

I have said it before and I will say it again, beyond foreign direct investment, we need to explore, develop and work with what we have first.

The future of the agricultural sector is closely linked to a balanced development of rural areas, which account for a multi-sector and integrated approach to the rural economy in order to diversify activities, create new sources of income, employment and protection of rural heritage.

Government should prioritize rural development in order to decongest Harare which is overpopulated.

Implementation of a rural enterprise development program will strengthen support for cooperatives to enable small scale producers to enter formal value chains.

Promotion of decentralization of power and implementation of devolution is critically important if we are sincere in developing our rural communities.

We expect the Minister of Finance to consider having a budget for rural development when he presents his budget in a few months time.

The District Development Fund needs to be revamped and should also be premised on both local and international donor financing framework. Transparency is lacking and corruption is rampant in District offices in Zimbabwe.

We need modernized rural areas with electricity, good roads, well equipped clinics and hospitals, accessible schools and tertiary institutions.

If we don’t work collectively as a nation to help unlock opportunities for our fellow countrymen who are marginalized who will do it for them?

We are calling on the President of Zimbabwe Mr Mnangagwa to open Zimbabwe for business to Zimbabweans and ensure the ease of doing business for all Zimbabweans.

There are a lot of economic opportunities in rural areas and untapped talent. The quality of life for people in rural areas can be improved by investing in creative industries particularly film, music, arts, book writing, etc.

Food security can only be guaranteed if the government restores viability of the agricultural sector.

Rural subsistence farmers need government support and empowerment to enable them to be food secure. Access to information is a major challenge for the rural citizens in Zimbabwe.

Most of them are not aware of the impacts of climate change on their livelihoods. It is critically important to have community radio stations in rural areas. Climate change will test the resilience of Zimbabweans.

The brunt of climate change will have adverse effects on the women, children and people with disability in rural areas. We don’t have to wait for a crisis in order for us to act.

Now is the time to develop, educate and empower our rural communities. We want to see goal-oriented provincial Ministers of State developing their provinces and empowering people who are marginalized and vulnerable. #TogetherWeCan #DevelopZimbabwe

Avenues Clinic To Revert Back To Normal Visiting Hours

By A Correspondent- Avenues Clinic has revealed that starting tomorrow 22 September 2020, it will revert to its normal visiting hours, Health Times reports.

The clinic, however, said the following restrictions are still in place:

visiting hours schedule will still be limited to one visitor and one visiting hour per patient per day

A statement released by the hospital’s Corporate Affairs Officer, Mrs Cordellia Shereni said it was important for patients to receive support from friends and family hence their decision to lift the suspension:

Support from family and friends is one of the critical aspects to the recovery process for the patients and as a hospital, suspending visiting hours was not an easy decision. Though the hospital had put in place measures to ensure that patients maintain communication with their families and friends whilst the full suspension was being enforced, physical interaction as a patient recovers whilst in hospital is especially therapeutic,

The statement further went on to state that they had put some COVID-19 containment measures in place following their decision to lift the suspension and said:

Some of the measures include well set up screening and isolation tents with robust screening procedures which are mandatory for each visitor to go through, fully donned staff, hand sanitisation provisions at each entrance, visually demonstrated physical distancing signages and protocols, and  posters in almost every part of the hospital placed to maintain a top of mind approach towards minimising chances of exposure and spread.

The hospital also reported that it has set up a Persons Under Investigation (PUI) Ward which is meant to ensure that patients suspected of Covid-19 receive appropriate care whilst waiting for the SARS-COV-2 PCR results. According to communication from the hospital’s Medical Director, the move is meant to improve patient care regardless of their Covid-19 status

Economies in some parts of the world including Zimbabwe are starting to reopen as cases in some instances have significantly decreased.

Rushed Zim Dollar Introduction Cost The Economy

By Victor Bhoroma| The Zimbabwean government recently gazetted the Finance Bill (H.B.4 of 2020) which validates the fiscal changes that were tabled in the Mid-Term budget review in July 2020. The Bill amends the Gains Tax Act (Chapter 23:01), the Finance Act (Chapter 23:04) and the Income Tax Act (Chapter 23:06). The Bill also carries changes to various tax heads such as mining royalties, income tax, value-added tax, customs and excise duties. Of significance is the fact that the government is reverting back to the taxation model of the Finance Act of 2009 which allows it to collect taxes in foreign currency from corporates and individuals that earn their income in foreign currency. The individual income tax free threshold has been raised from ZW$5,000 to ZW$25,000 (US$302) and aligns to the foreign currency tax free threshold of US$350. The individual income tax bands will be as follows: From US$351 to US$1,500 (20%), US$1,501 to US$5,000 (25%), US$5,001 to US$10,000 (30%), US$10,001 to US$15,000 (35%) and above US$15,000 (40%). The changes are with effect from 1 August 2020.

Zimbabwe officially dollarized on the 9th of April in 2009 and adopted a basket of multiple currencies led by the United States Dollar and South African Rand. The market had rejected the Zimbabwean Dollar and started using foreign currencies after record hyperinflation eclipsed 250 million (Officially) in July 2008. However, the Zim Dollar was hurriedly re-introduced in February 2019 to thwart pressure from civil servants who were demanding to be paid in US Dollars. Statutory Instrument (SI) 142 of 2019 was then gazetted in June 2019 to ban the use of multiple currencies and enforce the use of a monocurrency regime in the economy. However the local currency experienced a record free fall, losing 90% of its value in 2019. Annual inflation increased from 59% in February 2019 to 761% in August 2020.

In July 2020, a dual pricing regulation (SI 185 of 2020) directed all sellers of various goods and services to display and quote prices in both the Zim Dollar and US Dollar using the auction rate. This paved the way for the government to follow businesses and labour with new US Dollar tax proposals. The economy is now heavily skewed towards official dollarization again, with the government now amending its taxation arsenal and partially remunerating in US Dollar. Most businesses have also moved to charge in foreign currency and will be more than happy to trade in a stable currency form planning purposes.

Impact on tax revenues & service delivery

The revenue performance for 2019 looked rosy on face value despite regressing in real terms. The country’s tax and non-tax revenue jumped to ZW$22,971 billion (US$2,691 billion using monthly interbank rates). In spite of surpassing gross and net revenue targets every month, tax revenues fell below the 2013 total net-of-refunds collections of US$3,430 billion. This means that the Zimbabwean Dollar depreciation and the subsequent general economic contraction have seriously hit government pockets, thereby adversely impacting public service delivery and infrastructure spending. Service delivery in hospitals, education, housing, social welfare and policing have been seriously affected due to compensation related industrial action and limited budget allocations. Inflation still poses the greatest risk to revenue collection, utilization of allocated budgets and service delivery in various government departments.

 ZSE & pension funds losses

In December 2013, the Zimbabwe Stock Exchange (ZSE) market capitalization reached US$4,2 billion. As of September 14, 2020 the combined market capitalization was ZW$217,44 billion (less than US$2,630 billion). After pouring millions of capital into new production lines and ramping up production, all counters on the ZSE have seen their values eroded by more than 50% as a result of exchange rate losses. The same can be said of the pensions and insurance sector where pension and investment values were severely battered. The value of pension and insurance assets has plummeted from a value of US$4,358 billion in December 2013 to about US$2,013 billion in December 2019. There has been an increase in product termination of policies as premiums, contributions and benefits can no longer keep pace with the rate of inflation. For the second time in a decade, pensioners have lost their life savings due currency changes and most are struggling to make ends meet.

 

Increase in poverty levels

Poverty levels in Zimbabwe spiked in 2019 as access to food, basic education, health care, decent housing, electricity, power, transport, safe drinking water and other insurance became elusive to many Zimbabweans as a result of loss of income. Salaries and wages in both the private and public sector are not being adjusted in line with changes in inflation rate or consumer price indices. Civil servants are currently getting a COVID-19 allowance of US$75 plus a basic salary ZW$3,000 for the least paid worker (Below the Zimstat Poverty Datum Line of ZW$17,144 for August 2020).

The same can be said for the private sector where salaries average just below that amount for the least paid worker. This means that the Zimbabwean Dollar has decimated incomes for labour and most are now living in extreme poverty if compared to 2010 to 1018 income levels or World Bank standards on poverty. The impact is being felt on decline in consumer confidence and spending in the economy. According to the World Bank, extreme poverty reached 40% of the population in 2019, up from 33.4% in 2017, with urban poverty rising faster (from 4% to 10%) than rural poverty.

 Corporate Sector losses

Zimbabwe’s corporate sector has been hard hit by the rushed introduction of the local currency. Businesses have lost billions through erosion of asset value, exchange rate losses, foreign debt overhang and decline in revenue as a result diminished consumer spending. British American Tobacco (BAT) Zimbabwe posted a loss of ZW$27,69 million in 2019. Financial behemoth, Old Mutual Zimbabwe suffered a massive loss of ZW$2,61 billion while telecoms giant Econet Wireless Zimbabwe posted a heavy loss of ZW$1,28 billion in 2019. Listed entities such as Simbisa Brands, Nampak, Pretoria Portland Cement, National Foods, Delta Beverages and RioZim experienced their worst trading period in 2019 characterized by production stoppages and failure to meet foreign obligations. The business sector has blamed their losses on currency depreciation, foreign exchange losses and decline in consumer disposable incomes. After introducing the Zimbabwean Dollar, the government took over foreign debts amounting to about US$2 billion. Most of the debt has not yet been paid and this has had a negative impact on local businesses in terms of importing raw materials, getting new credit lines, outsourcing critical foreign services, debt to equity ratio, cash flow management and business stability.

The country’s de-dollarization plan was doomed from the onset as the country did not meet the basic fundamentals required to bring stability to a mono currency. The country was not actively implementing any macroeconomic stabilization plan that would lead to low inflation or have an efficient foreign exchange market to talk of. Further the country has no foreign currency reserves or external facilities to back the stability of the domestic currency, an acceptable sovereign debt repayment plan or the governance discipline required to curb rampant money supply growth. The rushed introduction of the Zimbabwean Dollar has not only left labour, business and the economy nursing wounds of inflation but it has also battered the government in terms of tax revenue collections and service delivery. The government is now covertly undoing the mono currency legislation and exchange controls but economic output lost due to the ill-timed currency changes can never be recovered. Undeniably, every country needs a domestic currency to push its export and economic growth agenda. However that currency borrows its stability for a stable economic and political climate. The currency changes were reactionary, mistimed and lacked alignment to other economic policies and reforms.

Former Minister Convicted Again

Former Midlands Provincial Affairs Minister Jason Machaya and Midlands provincial planning officer, Chaisayanyerwa Chibururu who unlawfully allocated residential stands in Gokwe town, were yesterday convicted of criminal abuse of office charges.

Machaya (68) and Chibururu (50) allocated 17 799 stands to land developers, who in turn gave them 1 791 stands worth more than

US$900 000, were convicted by Gwanda provincial magistrate Ms Charity Maphosa sitting at the Gweru magistrate courts.

Ms Maphosa remanded the duo in custody today for sentence.

Machaya and Chibururu who pleaded not guilty to the charges, were however, convicted due to overwhelming evidence. Their bid to be discharged at the close of the State’s case was rejected when Ms Maphosa ruled that they had a case to answer.

In aggravation, Prosecutor Mr Garudzo Ziyaduma said the two were facing a serious offence. What stands out, he said, is that there was a high degree of premeditation in the commission of the crime.

“Firstly, they decided to take land from Gokwe Town Council and called a meeting.

“It was held during abnormal hours, well after working hours. Accused (Machaya) then sent the accused (Chibururu) to come up with a layout plan which was approved by Gokwe Town Council. It was then sent to Head Office for approval to cover up for what had already happened,” he said.

Mr Ziyaduma said the accused persons also faked that there had been due diligence in the manner in which the stands were allocated to Striations World Marketing Property Developers.

Mr Ziyaduma called on the court to use as precedence the case of the former Minister of Energy and Power Development Samuel Undenge who was jailed by the High Court for forcing the Zimbabwe Power Company to enter into a private contract that prejudiced it of US$12 000.

Mr Ziyaduma said in sentencing the pair, the court should use the revised value of the stands which he said was US$389 000 which should be converted to the local currency at the going rate of about US$1 to ZW$81, a move Mr Alec Muchadehama representing both Machaya and Chibururu objected to.

He said the real value involved in the matter has bearing on the sentence hence should remain US$900 000 converted at the then rate of US$ to ZW$.

Mr Muchadehama said the new stands valuation report was extremely prejudicial to the accused persons arguing that the State should have gotten the valuation report before trial kicked off.

“The figure of US$900 000 is supposed to be ZW$900 000 because of the exchange rate putting the United State dollar at par with the local currency announced by the Government. We can’t have the new figure because it will be almost ZW$40 million from what the investigating officer was saying. Accused persons must benefit from the State’s omission because it is seeking to introduce new evidence at this stage,” he said.

Tele- Communications Companies Refurbish Mpilo Central Hospital

By A Correspondent- State run telecommunications companies NetOne and TelOne yesterday unveiled a refurbished wing at Mpilo Central Hospital in Bulawayo as part of their corporate social responsibility project to capacitate public health facilities.

In April, the two entities unveiled a $10 million COVID-19 facility for public health institutions which face a myriad of challenges such as lack of drugs, medicines and equipment owing to several years of underfunding.

Information Communication Technology, Postal and Courier Services minister Jenfan Muswere implored other corporates to assist the government by mobilising resources towards the mitigation and containment of the COVID-19 pandemic when he unveiled the refurbished Mpilo wing.

“A fortnight ago, we were at Sally Mugabe Hospital witnessing the fantastic work by NetOne and TelOne and today I am excited to be unveiling a newly refurbished 35-bed ward B5 here at Mpilo Hospital. It is, indeed, gratifying to see the sterling efforts of these two entities in the ICT sector as well as the impactful contribution they continue to make in improving our health sector during such a challenging period for Zimbabwe and the world as a whole,” Muswere said yesterday.

“I stand here today to unveil a COVID-19 response package by two telecoms companies under the ministry’s purview, namely NetOne and TelOne.

“Both entities resolved to collaborate as State-owned entities in the telecoms sector on a 50/50 joint COVID-19 mitigation corporate social investment initiative and put together a combined total of $10 000 000 towards both the immediate needs as well as medium-to-long-term projects that seek to capacitate our public health facilities.”

Muswere also applauded telecommunications companies for availing various ICT equipment needed for the dissemination of COVID-19 information to prevent the spread of the global pandemic.

“I am happy to advise that as a sector, all players contributed immensely towards the setting up of the national COVID-19 response hotline 2019 through the donation of various ICT equipment and toll-free lines to facilitate the setting up of the Ministry of Health and Child Care national emergency call centre facility,” Muswere said.

“In addition, the sector also contributed to the setting up of the 2023 hotline to enable the Ministry of Information, Publicity and Broadcasting Services to effectively disseminate critical information during this COVID-19 season, this facility is also operational and working smoothly.”

Speaking at the same event, Health deputy minister John Mangwiro said government had not yet mobilised money to repair cancer treatment machines at Mpilo Hospital.

“This one broke down around August, now they were waiting for engineers from Switzerland, but we managed to get such engineers in South Africa. They have assessed and we have been given the amount required and I know we can afford it. I am sure maybe by the end of September, the machine should be up and about because the money required is there,” he said.

“The machines were always breaking down because there was no service contract which had been done, but things have been sorted out now. There will be people who will be servicing the machines here. The servicemen from South Africa have trained our own local people so that we continue to service them. With time, we need to get new ones because these ones were bought in 2012, so we are going to get new ones because the population is also getting big.”

Zimbabwe has only one functional radiotherapy machine which is at Mpilo Central Hospital, a development that has left the institution struggling to cope with demand for the services of this lifesaving machine.

Mpilo used to have an average of 150 cancer patients on its waiting list at any given time, but following the breakdown of the Harare machines, the figure has ballooned.-Newsday

“Name And Shame Covid-19 Funding Looters”: Artists

By A Correspondent- Artists in Bulawayo have challenged the National Arts Council of Zimbabwe (NACZ) to name and shame those who tried to defraud the Covid-19 Arts relief fund.

NACZ director Nicholas Moyo said artistes in Bulawayo Province will be the last to receive the Covid-19 relief money after it emerged that there were some who applied for their spouses, creating duplicates that were rejected by the distributing bank.

According to NACZ, there were 216 applications that were received by Bulawayo province with 172 sailing through while 44 were rejected. Artistes such as poet Desire “Moyoxide” Moyo said as artistes they want the council to name the individuals who were trying to defraud the relief fund.

“It’s an unfortunate allegation against the city artistes hence we want the council to name those individuals that have affected everyone. We can’t have the greater mass of us suffering because of a handful corrupt and selfish individuals. Hunger is not a justification for attempting to defraud the fund, if what NACZ is saying is true,” said Moyoxide.

Another artiste, Nkululeko Nkala said they do not want to be painted with one brush.

“It’s wrong what he said. Why paint the whole city with the same brush. Why did they not deal with the fake names to avoid punishing the innocent ones who are suffering as the industry has not been functioning for months,” said Nkala.

He said the allegations against the city’s artistes will impact negatively on their brands.

“We have artistes that have established brands and are working with serious organisations here in Bulawayo and are likely to be affected,” said Nkala.

Sithandazile Dube who is an actress, MC and poet concurred saying she was disheartened.

“It’s very painful that this has had to happen to us as artistes from the province. I think instead of painting all the artistes with one brush the council or board that was vetting should have dealt with the culprits,” said Dube.

Nkululeko Dube said although he understands the NACZ director’s concerns, he was of the view that punishing everyone was too harsh.

“The reason for vetting, I want to believe, was to weed out such culprits and punish them instead of affecting everyone including the innocent ones. The individuals who attempted to defraud the fund did so as individuals and not on behalf of Bulawayo artistes,” said Dube. He said because of the allegations, donors and other stakeholders will in future be reluctant to work with artistes from the province which is detrimental to their careers.

“I don’t condone corruption but we must weed out bad apples as opposed to blaming everyone. It is therefore important to name and shame those involved,” said Dube.

Raisedon Baya said all he wants was for deserving artistes to get the fund. “I have no opinion about it except to say it would be nice to see all artistes who deserve the relief fund benefiting. I think there is a bit of politicking which is unfortunate, artistes must not be politicised,” said Baya.-statemedia

“Indigenisation Policy Was A G40 Project”: Zanu Pf

By A Correspondent- Government rolled out an ill-conceived indigenisation policy for political expediency during the late former President Robert Mugabe’s era, Zanu-PF acting spokesperson Patrick Chinamasa has said.

Addressing journalists at the party headquarters in Harare yesterday, the former Finance minister said the law had to be revoked under President Emmerson Mnangagwa’s administration because it was ill-conceived and did not make sense.

He added that the policy was a G40 project meant to empower individuals, instead of benefiting the nation.

“I need also to add here, about the 51:49%, we abandoned it precisely for this reason. It was not well thought, to say an investor can bring $100 million and an individual overnight claims a 51% stake of it,” Chinamasa said.

Zanu-PF said it was working on a new document which would allow 90% of the economy to be in the hands of Zimbabweans and, instead, act on empowering communities as opposed to individuals.

“As the document will explain, we are going to be empowering communities, not individuals. We cannot just get an individual who says ‘I am already 51% richer’ in an investment which has come into a country. If you are paying something, no problem,” Chinamasa said.

The indigenisation policy caused a stir in Mugabe’s government, with Chinamasa and then minister Patrick Zhuwao clashing over implementation of the policy.

It was seen as one of the major reasons why foreign direct investment fled to safer destinations as investors either sold their stock or steered clear of Zimbabwe fearing they would fall foul to the law.

Chinamasa claimed most of those bad laws were being imposed unconstitutionally on government by the G40 faction fronted by then First Lady Grace Mugabe.

“Members of Cabinet who were G40 decided to take advantage of the advancement in age of the former President, and were reporting directly to the former First Lady in Mazowe, where decisions of Cabinet would be reversed. Now that is a serious onslaught on a national Constitution,” Chinamasa said.

Grace, according to Chinamasa, became a de facto President, pulling all the strings in Mugabe’s government and reducing Cabinet ministers to mere figureheads.

“That you have people outside who are not the President, totally usurping Executive powers to make decisions of an executive nature, then you have a person like (Saviour) Kasukuwere talking about constitutionalism. I think it was in the public glare that Kasukuwere and his friends in Cabinet were hanging on very strongly determinedly to the apron strings of the former First Lady and the skirts. What constitutionalism did he find there on the aprons of Grace Mugabe’s skirts?” he asked rhetorically.

Grace once publicly told party supporters that she used to give orders to Mugabe’s deputies Mnangagwa and Phelekezela Mphoko.

WELSHMAN IS THE SHORTEST ROUTE TO SILENCE MWONZORA- that is if he wants to – OPINION.

I believe our recalled MPs of MDC A have managed to file the papers to ask the judge to excuse himself from the case. This is a very positive move.
However there is still one element that is being overlooked by those managing the case.
They miss that when ever Mwonzora write his letters he says he is MDC. All the recalls are saying members have ceased to belong to MDC and not MDC T. He further use a letter head with MDC T and Tsvangirai face yet he refer to MDC Alliance which he says MDC belongs. This cannot be left unchallenged and this is the easiest route to win all cases.

This can be done by acquiring an affidavit from Welshman Ncube stating the following.

1) In 1999 a party known as MDC was launched and in 2000 it held its congress and a constitution and leadership was born. MDC was a separate legal entity from its members

2) Morgan Tsvangirai was elected president of MDC and Welshman Ncube Secretary General of MDC. In the constitution president was the principal of party

3) He must state that the constitution required MDC to hold a congress every 5 yesrs and elect new leadership.

4) He must state that if a member of the party forms another party or contest against MDC he would have expelled himself from MDC.

5) He must state that MDC did split into two camps in 2005 through internal dispute and Tsvangirai went with another camp and he Welshman Ncube went with another camp.

6) That in 2008 harmonised election MDC camp led by Tsvangirai added a T in front of their MDC and then the arguement they had was that it was not a new party but a election distinction mark.

7) In 2013 he must state that his camp also used a campaign symbol of MDC green.
8) State that each formation was holding congresses in their respective camps.
9) He must state that in 2017 he was approached by Morgan Tsvangirai to join hands as an election pact and campaign as an Alliance with all progresive opposition parties and seven political formation came together.
10) He must state that through evidence of signed Alliance agreement Tsvangirai admitted he was president of MDC T and not president of MDC. By reference to article 5.10 of MDC constitution we introduced in 2000 he had automstically expelled himself from MDC. No procedures could be carried out by MDC but to accept. This proved a long time dispute that he always denied that Tsvangirai had formed another MDC with a surname. By his own admission and signature he stated he was president of MDC T. The agreement also stated that MDC T was independent of MDC save for matters stated in agreement.

11) He must state that Tsvangirai recognised Welshman Ncube as the legitimate president of MDC and its principal because by signing he believed all facts in the agreement that Ncube is the president of MDC and he is president of MDC T. It also means he recognised the congress that elected Welshman Ncube as president as a true MDC congress. If not for that he could have challenged that because the last time they were together Ncube was Secretary General and him as president. His signature to the effect that he agree that Welsman Ncube is president of MDC which is separate and independent of MDC T is enough evidencs that Tsvangirai had since ceased to belong to MDC.

12) He must state that he only got the information through court records that there was a member of MDC by the name Elias Mashavira who sued MDC and demanded that Khupe should have succeeded Tsvangirai as MDC president. Upon reading the SC judgement I discovered the following.

i) MDC is the first Applicant in the case
ii) Morgan Komichi lodged court papers on behalf of MDC.
iii) A copy of what the parties said was MDC constitution was filed.
iv) Douglas Mwonzora was cited as MDC Secretary General and Thokozani Khupe as deputy president.

Upon reading further the judgement, the court correctly ruled that Morgan Komichi was not correctly authorised to stand for MDC. As far as our first Congress as united MDC the Chair was Lovemore Matongo. Morgan Komichi is product of MDC T as affirmed by Tsvangirai in his status as Principal of MDC T in alliance agreement.
The court also ruled that it would use the presented constitution only for purpose of that particular case. In that case I stand and say that document is not MDC constitution. May be it is MDC T constitution because it follow congress dates of MDC T after we split on its amendments.

13) He must thank the SC that in its operation order it exonerated MDC from holding an Extra Ordinary Congress by deleting operation order 4 of the High Court. This order gives me right to stand up and say Mwonzora must stop using MDC name as if SC ordered MDC anything and he must stop representing himself as MDC Secretary General because that is a crime.

14) Welshman must state that he went into 2018 election as a principal of MDC and the other principals agreed to use the agreement provisions in Alliance agreement to replace Morgan Tsvangirai as MDC A presidential candidate with Nelson Chamisa. He must state that the criteria used was based on an individual with capacity to win election against incumbent. He must state that Chamisa’s selection was not because of his office in MDC T but as individual.
He must state that as presidential candidate he would Chair the Coalition Alliance Forum and his facial image would become the MDC A logo and this should still stand in all our campaigns.

15) He should state that while matters in MDC T remain independent of MDC but he must state that Nelson Chamisa attended CPF meatings also as MDC T principal. Should Chamisa be found to be a wrong principal and all his contributions and actions as MDC T principal be nullified then there is one fact that stand. The fact is after Tsvangirai death MDC T never attended CPF meetings. MDC T never appointed any members in Alliance Nominations Committee and MDC T never submitted candidate names to ANC. There is no other way a political party could perform the items in the agreement without being represented by a principal. In short MDC T has no MPs under MDC A because that decision to nominate them as MDC T was nullified by SC.
Instead if we stand by SC ruling which confirmed that Thokozani Khupe was the legitimate principal of MDC T I say MDC T breached the alliance agreement and is acting unfaithful to the agreement. MDC T and its principal fielded candidates against the Alliance which is in breach of agreement they want to claim.

16) He must then state that in October 2018 under the belief that Nelson Chamisa is the legitimate president of MDC T and as well as having full knowledge that Nelson Chamisa himself as individual was the National Youth Chair in 2005 when we split and by then he was member of National Standing committee. He must state that by any right he was part of MDC conflict. Either way as member of Standing committee at split his personal voice on the matter was valid we agreed to unite as one MDC and intergrate.

17) He must correct the version that there was MDC – Ncube because there was non. He must also state it is not MDC that was disolved in 2018 but the structure of MDC as led by Welshman Ncube. There is big difference in disolving a structure and disolving a party. MDC remains as it is and separate from its members who can go where ever they want.

18) He must state that the intergration led to compromises on positions in preparation to a congress that was to elect one structure involving all formations who had interest in MDC as it was in 2000.
He must admit that the were High case that had ordered MDC to hold a congress and it was appealed. The main reason was that the fight to succeed Tsvangirai were in MDC T not MDC and if Nelson Chamisa was not legit president of MDC T but it does not stop him from being elected president of MDC. If people following Chamisa decide to Follow him to MDC there was nothing stopping them to do so.
The appeal was done during the time Welshman was already part of new MDC out look.

19) He must state that the congress 2019 was convened with MDC constitution and not MDC T constitution. Mwonzora as Secretary General of MDC not MDC T by agreement of October 2018, did write the notice of congress to all structures of the joining formations. The lower structures reintergrated at branch level. If you read MDC constitution the lower structures are the first to hold assemblies to form new leadership.
The congress was held and Nelson Chamisa was elected president of MDC.

20) He must as well correct that Chamisa was not elected president of MDC A. He was elected president of MDC but remains MDC A presidential candidate. Should someone say he or she is MDC A member it is correct in as far as all electoral laws are concerned.
He must state that s120(2) and s124(2) direct it as a must that elections must be held in accordance with electoral laws.

21) He must state that s4 of electoral act defines a political party as “any political organisation” hence MDC A is by electoral law a political party and only if you cease to the electoral law party is when the constitutional provision 129(1)(k) can only kick in.

22) He must state that nominations of candidates is done on prescribed forms and candidates are nominated as voters not as party members. The electoral law assumes that all registered have no political party but just citizens exercising their s67(3)(b) right to stand for elections where upon being nominated they choose a party and party symbol of their choice on a prescribed form. The membership does not remain secret to the voter. It is stated by a solemized declaration.
Upon winning election a declaration is made either by nomination court if you are the only succesful nominee or election officer where you get more votes. Every member of parliament goes to parliament by official declaration which must state the following details
i) Name of Member
ii) Party name if any
iii) Party Symbol
iv) Constituency one represents.

This is the official declaration by electoral law which the constitution demands.

23) s2 of Electoral law state the application of act as only for elections. This means the provisions of the act and electoral law should not be used for settling internal political disputes.

24) Welshman Ncube must state that
Should court want to refer to the Alliance agreement which he was a principal it would see that it is the principals of MDC A in a CPF that would appoint an Alliance Nomination Committee that will administer the process of nomination and become MDC A office bearers as required by act. He must state that him as principal who attended all CPF did not see Thokozani Khupe in those meetings. Hence MDC T could not have appointed members of ANC.
This provision complies with the definition of what the act regard as political party is because the office bearers are appointed by single unit MDC A representing one party. By that there is no way MDC T could have nominated by electoral laws as a party in another party.

25) He must also refer to the clause in agreement that says the Alliance agreement shall be governed by law of Zimbabwe. This is admission that the agreement has formed a political organisation with an identity therefor its a political party.

26) He must state that as a principal in MDC A and having made agreements with Chamisa in all decisions that were nullified hereby stand as the only person who can iron out disputes in the recalls and state that in summary

1) Mwonzora is not MDC secretary General both before and after Alliance agreement as he state in his letters of recall.
2) Tsvangirai left MDC T as his party and not MDC becsuse I was president of it then

3)After death of Tsvangirai the legitimate MDC T principal never attended any meeting and by SC ruling MDC T never fielded candidates through MDC A alliance nomination committee.

4) Instead Khupe as principal of MDC T breached the agreement and fielded candidstes.

5) After SC ruling those that contested as MDC A are free birds that have freedom of association. The choose to associate with MDC A or MDC T. However MDC T has no right to recall a member who stand for MDC A because he has ceased to belong to MDC T when in actual fact MDC T itself never contested as MDC A. That is violation of freedom of association. Let MDC A say we do not want them. It will be gross violation of freedom of associatioon and freedom of political party choice.

6) It must be noted what signed Alliance agreement were political parties who exercised their freedoms and not members of the respective parties. A political party remain separate from its members. When MDC T decided not to join MDC A in fielding candidates it did not take away the rights of these MPs to choose to belong to MDC A. As is shown by agreement that Chamisa was chosen as individual to be candidate and when SC ruled that MDC T did not send Chamisa to nominate automatically all candidates acted as individuals.

7) MDC T has no claim in a thing it never fulfilled

By A Correspondent- The Nelson Chamisa-led MDC Alliance’s Bulawayo provincial executive has resolved to field all the eight councillors who were recently recalled by the MDC-T led by Thokozani Khupe in the upcoming by-elections.

Khupe’s MDC-T had by last week recalled 84 councillors throughout the country, paralysing most local authorities dominated by the MDC Alliance.

The most affected were Harare, Bulawayo, Marondera, Gwanda, Beitbridge and Victoria Falls. The recalls effectively crippled Chamisa’s party which controlled the majority of the country’s 32 urban councils.

Yesterday, MDC Alliance Bulawayo provincial executive committee resolved to field all the eight recalled councillors and to hold primary elections in ward eight which fell vacant following the death of councillor Ronia Mudara in July this year.

Party provincial spokesperson Swithern Chirowodza confirmed the developments, adding that they were confident of reclaiming the seats despite the unfavourable political environment.

“The Bulawayo provincial executive met on Sunday and unanimously agreed that all the recalled councillors, save for those under disciplinary hearings, should contest in the impending bye-lections. We are saying these councillors did not do anything wrong and were simply recalled for supporting our president (Chamisa). They were voted for by the people and we are confident that the people will vote for them again,” Chirowodza said.

He, however, expressed concern over the confusion likely to arise after Khupe indicated that she was now MDC Alliance leader and her candidates would contest the forthcoming by-elections on an MDC Alliance ticket.

“This boils down to the impartiality of the Zimbabwe Electoral Commission (Zec) if they will allow a party to use its competitor’s name during elections. But the truth is that Zec has rules which clearly state that no competitor must use or impede another by using its name as this constitutes obstruction of the other.

“If they are going to be allowed to use the symbols and names used by others this creates a lot of confusion,” he said.

Meanwhile, MDC Alliance vice-president Tendai Biti and his old party People’s Democratic Party (PDP) have approached Parliament seeking to stop the planned recall of the recently elected Harare mayor Jacob Mafume by Khupe’s party.

“Parliament has already made a decision that the MDC Alliance is a coalition and has allowed the MDC-T to recall Members of Parliament, while we disagree with that position, we have a responsibility to protect the PDP which is now part of the party called the MDC Alliance,” he said.

Mafume’s position hangs in balance after Lucia Matibenga’s PDP faction last week wrote to Local Government minister July Moyo recalling him from council.-statemedia

Guvamatanga In Soup Over Govt Expenditure

By A Correspondent- The Public Accounts Committee (PAC) yesterday directed Clerk of Parliament, Kennedy Chokuda to summon Finance ministry secretary George Guvamatanga on a warrant of arrest to appear before Parliament for grilling after playing truant since March this year.

PAC chairperson Tendai Biti told journalists that Guvamatanga would be summoned through a warrant of arrest in order to give oral evidence on the Financial Adjustments Bill, where government overspent by US$10,6 billion.

The Financial Adjustments Bill is sponsored by the Finance ministry and is meant to seek condonation (forgiveness) for the government over-expenditure which happened between 2015 and 2018.

The warrant of arrest will be issued for Guvamatanga and his ministry officials Kunaka-PFungwa, who is the principal director and Edwin Zvandasara, who is the acting accountant-general.

“After we had challenges in securing his (Guvamatanga’s) attendance, the PAC made a unanimous decision that we should direct the Clerk of Parliament, Kennedy Chokuda to issue a warrant of arrest summoning Guvamatanga to appear before the committee on October 5,” Biti said.

“If he fails, the law will take its course as prescribed by the Parliament Privileges and Immunity Act and he will be charged with contempt of Parliament,” he added.
Biti said this was not the first time that Guvamatanga had snubbed the committee.

“This is not the first time we received such contempt from Guvamatanga. In our first report presented before Parliament on the omissions of the Ministry of Finance, we actually censured the same Guvamatanga and the late former accountant-general Daniel Muchemwa after we had challenges in securing their attendance to give oral evidence before the committee,” Biti said.

He said Guvamatanga kept giving flimsy excuses to avoid grilling over how government overspent by US$10,6 billion and to disaggregate the expenditure ministry by ministry, and yearly from 2015 to 2018.

“The US$10,6 billion was spent without parliamentary approval and without a budget to back the expenditure over a period of years from 2015 to 2018. We were also shocked to learn from Zvandasara that the US$10,6 billion was already over-expenditure on budget deficits for 2015 to 2018. It means that in 2017, the government overspent by US$2,7 billion and in 2018, it was US$3,5 billion.

“We asked the ministry officials to disaggregate the process and forward books of accounts to the AG [Auditor-General] for auditing. We also asked them to seek an opinion from the Attorney-General Prince Machaya on the meaning of section 307 of the Constitution, which talks of what government must do if it overspends because it gives a timeline that within 60 days of over-expenditure, they must bring a Condonation Bill before Parliament. But that did not happen for several years after the over-expenditure,” Biti said.

After he was invited to give oral evidence before PAC yesterday, Guvamatanga wrote to Parliament saying he was busy preparing the 2021 national budget and the national development strategy, an excuse which angered MPs.

“We find the attitude of Guvamatanga very disrespectful and very contemptuous of this committee,” Biti said.-newsday

Govt Halts Mining At Matobo World Heritage Site

By A Correspondent- Government has succumbed to pressure and cancelled a gold prospecting licence issued to Mazinahue Syndicate at the Matobo Hills World Heritage site.

The development follows protests by Domboshaba villagers and local pressure groups last week who teamed up to stop the syndicate from prospecting for gold at the world heritage site.

A meeting was later held on Saturday involving various stakeholders such as the police, government officials and the National Museums and Monuments of Zimbabwe (NMMZ) where it was revealed that the mining licence had been cancelled.

“We promise you that it is a no to this mining. The council wrote to us and as the district development co-ordinator’s office, we also wrote a letter to the Mines and Mining Development ministry. As the leadership of this place, we say no to this project,” Matobo district development co-ordinator Obey Chaputsira said at the meeting held in Tshapo village.

NMMZ representative Charity Nyathi weighed in saying the village was a protected landscape, hence should be spared mining activities.

“As the Department of Museums and Monuments, we deal with the law and the Monuments Act says you can’t destroy graves at a heritage site, even if it belongs to your father because it is a protected sacred site,” Nyathi said.

“These are procedures we have to follow and we are bound by UNESCO principles. If we cannot abide by them we have to seek clearance from Paris and that is a long process. After all we are the ones who sought that status, therefore, we must stick to it.”-statemedia

Former Zanu Pf Stalwart Jason Machaya Convicted, To Be Sentenced Today

By A Correspondent- Former Midlands Provincial Governor, Jason Machaya was Monday convicted of abuse of office by a Gweru magistrate.

Machaya, together with former Midlands Provincial Physical Planner, Chisayinyerwa Chibururu, have been facing charges of abuse of office involving the sale of State land in Gokwe.

Appearing for trial before magistrate Ms Charity Maphosa, the duo pleaded not guilty to the offence, but the magistrate found them guilty and remanded them in custody for sentencing today.

Charges against Machaya and accomplices include:

  1. Acting with a common purpose and unlawfully approving layout plans,
  2. Grabbing over 11 000 stands owned by the State through the Local Government Ministry
  3. Disposing of commonage stands
  4. Other related acts in ways contrary to Government policy.
  5. Sale of residential and commercial stands on State land in Gokwe totalling about 17 000 to some land developers.

The court proved that Machaya’s conduct was inconsistent with his duties since he had no lawful responsibility to allocate State land to developers and entities.

The court argued that the allocation of land was the responsibility of the Minister of Local Government and Public Works.-statemedia

Teachers Adamant That They Are Not Reporting For Duty On Monday

ZIMBABWE’S biggest teachers’ union said on Monday its members would not return to work for the first time since March next week unless they are paid a Covid-19 allowance and given a pay rise.

The government shut schools in March in a bid to prevent the spread of the coronavirus, which has infected 7,683 people and led to 225 deaths.

Most schools are due to re-open next week, although only for students sitting their final exams.

The Zimbabwe Teachers Association (ZIMTA), in a circular to its 42,000 members, called for monthly pay to be a minimum $520 (42,488 Zimbabwe dollars), compared to the 4,000 Zimbabwe dollars that the lowest paid teacher earns.

Pay has been eroded over the past two years from a minimum of $480 as Zimbabwe has switched from using the U.S. dollar as its main currency to using the local currency, as its financial crisis has deepened.

“The ZIMTA national executive hereby declares that all educators will not be able to report for duty on the 28th of September 2020 for opening of schools,” ZIMTA said, adding it wanted to negotiate Covid-19 allowances to reflect the risk of heading back to the classroom before members returned to work.

Government spokesman Nick Mangwana did not immediately comment.

Two South African based “men of God” find themselves pitted against each other in the High Court in Pretoria on Tuesday.

Pastor Paseka ‘Mboro’ Motsoeneng and Shepherd Bushiri are at loggerheads.

Bushiri is fighting with Prophet Mboro over, among other things, recent claims made by a South African woman, Felicia Sibeko as Mboro accuses Bushiri of hacking social media accounts belonging to both Mboro and Sibeko.

Sibeko had alleged that Prophet Bushiri who is the leader of Enlightened Christian Gathering (ECG) church scammed her of millions she invested in Bushiri’s gold and forex commodities scheme.

She claims to have invested about K7.4 million (R150 thousand) in the scheme when she was promised that her investment would generate close to K49 million (R1 million) in the space of six months.

However, she accused Bushiri who is commonly known as Major 1 of running away with her money without giving her a single coin.

“I was scammed by Shepherd Bushiri after investing the last money we had secured for us and the future of our children, selling our business because he assured us that we are definitely going to have great returns on our investment” said Sibeko.

“We were assured that our lives will change. However, we are now living in poverty. We are in debts. My child can’t go to varsity because we don’t even have a cent to buy my child clothes or food, not to mention school fees. This so called man of God, Major 1 ruined our lives. We only wanted a better life for ourselves, we trusted him”, said Sibeko in a statement.

She claims that all her efforts to recover the money she invested proved futile, prompting her to call the Malawian born prophet a liar who she alleged targets and steals from the “vulnerable and poor all in the name of God” to finance a lavish lifestyle.

“We’ve tried all we could to get hold of Major 1 so he can give us back our money but we’ve been blocked by his office it’s really sad to see how he takes us now after we’ve invested our last money on his fraudulent activities”

“I am so disappointed. We believed that he is used by God. We never doubted him as he claimed to be a Prophet of God. We are so disappointed” said Sibeko as she revealed to have opened a police case against Bushiri.

But in a twist of events, Prophet Shepherd Bushiri who has is yet to comment on her allegations has sued Prophet Paseka Mboro Motsoeneng of Incredible Happenings Ministries and president of the Church Mandate Turn Around Movement.

Bushiri filled the lawsuit soon after accusing Mboro of “making soulish prayers, and directing all sorts of bad remarks and name-calling, against me”.

Mboro confirmed being sued by Bushiri, revealing the lawsuit is in connection with Mboro’s involvement with Felicia Sibeko who he supported with groceries.

He said the summons are an attempt to intimidate and silence his efforts so that he could back down from helping people like Felicia Sibeko and her family.

Mboro said he is “not moved” and that he will fight the summons, accusing Bushiri of instigating a a conspiracy against the South African prophet.

“I will not back down from helping people in need because of summons which Bushiri legal team sent in attempts to intimidate and silent him. I will continue to stand up tall and defend, help and speak for anyone who needs my assistance” reads a statement allegedly by Prophet Mboro.

Meanwhile, Mboro has also claimed that he has been hacked allegedly by the ECG leader.

“Some of the videos where I spoke of Bushiri got deleted off our official Facebook. Clearly this is yet another attack from Bushiri and his hackers” said Mboro has also accuses Bushiri of running social media accounts and pages to tarnish his image.

He says Bushiri is running social media accounts that publish fake reports against Mboro, referring to the fake news that he had visited heaven where he took a selfie with Jesus and the recent reports that he went to hell where he killed the devil.

Mboro promises to sue Bushiri on behalf of other “poor people he robbed”.

LATEST ON JOB SIKHALA BAIL APPLICATION

High Court judge, Justice Erica Ndewere will today make a ruling in the case in which MDC Alliance deputy national chairperson, Job Sikhala, is applying for bail on charges of inciting public violence.

Sikhala, who is represented by Advocate Eric Matinenga, approached the High Court appealing against the magistrates’ court decision to deny him bail recently.

Justice Ndewere reserved judgment after both the defence and prosecution counsel made their submissions.

She said she needed time to make an informed decision on the matter.

In his submissions, Adv Matinenga rapped the magistrate’s decision arguing that he erred and misdirected himself in denying him bail in a case in which the State failed to establish compelling reasons.

He said the lower court’s finding that Sikhala went into hiding for some time before he could be arrested was inconsistent with established evidence in that no evidence was led by the State of any effort to contact his client to surrender himself to the police at any stage.

No evidence was even led by the prosecution that Sikhala was wanted in connection with any offence, argued Adv Matinenga.

It was also the lawyer’s contention that there was no legal obligation for Sikhala to surrender himself to the police merely on account of being labelled an activist by the police.

Appearing for the State, Mr Austin Muzivi said the lower court exercised its discretion judiciously and there were no irregularities to warrant the High Court to interfere.

He argued that Sikhala’s conduct of running away from his house in Chitungwiza to seek refuge at a certain house in Tynwald in a ceiling for that matter, strengthened the State case that he was a flight risk and not suitable for bail.

In denying him bail, the magistrates’ court ruled that Sikhala’s behaviour before his arrest suggested that if granted bail, he was likely to abscond.

Sikhala, who was arrested last month, is being accused of mobilising the public through social media posts, to take part in protests that had been planned for July 31 despite a Government ban.

ZANU PF To Take Part In Government Procurement Processes To Empower Its Own People – Patrick Chinamasa Says

ZANU PF Acting Spokesperson Patrick Chinamasa says that the ruling party is working on modalities that will see it directly involved in the goverment procurement processes specifically to see who gets government tenders and why.

Speaking to journalists in Harare on Monday, Chinamasa said they want to be involved in the process in order to “empower our people” through the lucrative government tenders.

“We are going to unpack this 19-page document and we are going to liaise with the Chief Secretary (in the Office of the President and Cabinet) which ministry should do what, in which sector,” he said.

“If we are talking about mines, we will set out what empowerment tools must be implemented in the mining sector. A very key issue, we want to know the procurement bill of government, government as you know is the biggest procurer when you consider and compare its services to the cooperate sector.

“Now we want to know who is supplying what to government and come up with policies that empower locals so that they must be able to be empowered by their own government through supplying procurement contracts.

“Where possible, we want to know who is supplying to government and build on that to empower our people in an honest and transparent manner.

“If we develop a process to empower our people through government, it has to be on the basis that is transparent, it’s competitive in terms of price and it’s competitive in terms of quality.”

South African Minister in the Presidency Jackson Mthembu on Monday disclosed that President Cyril Ramaphosa was ‘too sick’ to report for duty.

The head of state missed a key meeting with the National Education, Health and Allied Workers Union (Nehawu), who had asked to discuss their demands for worker safety and salary guarantees.

Ramaphosa acting spokesperson Tyrone Seale added that the president is recovering from a common cold.

Seale was responding to questions about Ramaphosa’s health after Mthembu told journalists at the Union Buildings in Pretoria that Ramaphosa couldn’t meet the National Education‚ Health and Allied Workers’ Union (Nehawu) because he was “really sick” and under the blankets.

Zanu PF Provincial Chairman Appointed Council CEO Promises To Push Mnangagwa’s Agenda In Council

Zanu PF Masvingo provincial vice chair Ailess Baloyi has relinquished his post in the ruling party after his appointment as the new chief executive for Chiredzi Rural District Council, since senior executives of local authorities cannot, under the Constitution, hold office in political parties.

The party’s leadership led by provincial chair Ezra Chadzamira has already accepted the resignation of Baloyi (52) and a replacement will be chosen in due course.

Baloyi takes over from Dr Isaac Matsilele, who resigned from the local authority to pursue a higher office in local government.

This is Baloyi’s second stint as the chief executive for Chiredzi RDC having occupied the same position from 2005 to 2008 before he quit to pursue political office.

Baloyi said yesterday: “I have already started work at Chiredzi RDC and I am raring to go. I notified my boss (Cde Chadzamira) about my decision to step down as Zanu PF vice chair for Masvingo in line with the national constitution, so I am no longer the vice chair in the province.”

Baloyi said his decision to rejoin Chiredzi RDC was motivated by his desire to serve the people and to ensure the attainment of Vision 2030 enunciated by President Mnangagwa.

He was born and raised in rural Chiredzi.

“I am inspired by the desire to serve my people, especially now that we have the devolution programme, which gives people at the grassroots power to choose their developmental priorities in their localities,” said Baloyi.

“I will work to the best of my ability to make sure communities under Chiredzi RDC develop in line with Government’s 2030 agenda.”

Baloyi pledged to work with Chiredzi RDC councillors and the greater community to come up with developmental priorities for the area.

He holds bachelor’s degrees in public administration and English and communication and is studying towards an MBA.

U.S. Embassy Says Tattered U.S. Dollar Notes Remain Valid

BADLY damaged, dirty or even torn United States dollar notes remain valid for all transactions and can be exchanged as legal tender.

This comes as some businesses and individuals have been rejecting soiled or older US bank notes, an unpopular practice that has inconvenienced the public.

However, in a notice posted on its official Twitter handle yesterday, the US embassy said damaged notes, as long as they are more than half of the bill, with recognisable security features remain tradable because they are not mutilated currency.

“Any badly soiled, dirty, defaced, disintegrated, limp, torn, or worn out currency note that is clearly more than one-half of the original note, and does not require special examination to determine its value, is not considered mutilated,” reads the statement.

Mutilated currency is classified “as currency which has been severely damaged — to the extent that its value is questionable, or security features are missing”.

Some retailers have been rejecting soiled US dollar notes, which are still in use as the Government slowly de-dollarises, all the while allowing the use of free funds in the economy as well as duty payments.

In line with the Government’s position, most of the country’s major retailers are quoting their prices both in local and US dollars.

Rumbidzai Chizarura, sustained injuries on her left rib and internal head injuries while Jemwa sustained injuries on his forehead and wrist.

A heavily built lady slapped Rumbidzai Chizarura as she struggled to start the car, assaulted her from the car, took away the keys before ordering her out of the car.

The other assailants using a white Navara then ransacked the car taking away proffessional video cameras, still photo cameras, laptops, handbags and other valuables.

Thomas Madhuku was hit in the face by one heavily built man, forcing his phone to drop, the man took his phone and continued to charge against him forcing him to flee.

Jemwa lost both his proffessional video camera and mobile phone which where confiscated by these assailants.

Mangudya’s audio recorder was also damaged by these attackers.

Yvvone was pushed and tripped to the ground.

This happened as the deployed police officers were carefully observing the situation from a distance while ZINASU leadership were making a press address on the abduction of MSU journalism student Tawanda Muchechiwa.

Surprisingly they did not react to arrest or stop the assault in their full view.

It is alleged that the assailants were camped somewhere close by , calculating by the time it took the SUV to go before promptly returning with the assailants.

While police admitted that the ZINASU president Takudzwa Ngadziore was now in their custody after the incident, it is not clear who was the arresting officer, or who dragged him away and surrendered him to the police, since the police never reacted to the scene.

It is however common knowledge that these are same people that assaulted and robbed journalists off their valuables.

Journalists stated that a white 4*4 Nissan Navara with reg plates AEN 7704 pulled out from a durawall behind them and allegedly dropped off a group of rowdy youths that indiscriminately attacked both Zinasu resps and the journalists.

It was however clear that the journalists were the target judging by the way the assailants charged against the press first.

Two more unmarked SUVs were part of the operation while one was blocking the exit and the other one was ransacking nearby cars.

Breaside Police Assistant Inspector (name supplied) who was on site during the incident insisted that he only saw some civilians on a scuffle.

Braeside Officer in charge directed us to Rhodesville stating that the incident occurred outside their jurisdiction.

Rhodesville officers then in turn directed us to Harare central police station, law and order police section, stating that the arrested individuals and probably the confiscticated items are being investigated at Harare Police station.

Harare law and order officer in charge only admitted to have been handed over Ngadziore and had no Information about assaulted journalists or seized equipment.

24 hrs since the incident we have not yet recieved any update on the matter neither are there any named suspects.

Police reports have been filed at Rhodesville Police station and we are hoping that the powers that be will speedily intervein in the interest of justice.

Journalism can not be criminalised and such a precedence must never be taken lightly, and must be strongly condemned with the contempt it deserves.

Section 61 of the constitution of Zimbabwe clearly empowers every journalist to undertake their constitutional mandate within the Zimbabweam jurisdiction without fear or favour.

We are looking foward to a strong reaction from law enforcement to urgently bring closure to this very sensitive matter.

July Moyo Endorses Jacob Mafume Recall From Harare Mayorship And Council

Local Government Minister July Moyo has endorsed the recalling of newly elected Harare Mayor, Jacob Mafume and two other councillors by a faction of the People’s Democratic Party, the PDP, led by Lucia Mativenga.

The development that is likely to result in a fresh poll for the mayoral position after Mafume won a close contest barely a month ago.

In a letter to July Moyo, the faction PDP secretary-general Benjamin Rukanda said Mafume has ceased to represent the interests of the party, and therefore the recall.

“Following the resolution of the national executive committee of our party held on September 12, 2020 we hereby notify your good office and also declare in terms of section 278 as read with section 129 of the Constitution of Zimbabwe that the following councillors cease to belong to the People’s Democratic Party,” reads part of the letter.

Apart from Clr Mafume, the other councillors who were elected under the PDP ticket, but are now deemed to have ceased to represent interests of the party are Bulawayo Ward 24 Clr Arnold Batirai Dube and Mutare ward 12 Clr Simon Chabuka.

The letter also affirms that PDP was a member of the MDC-Alliance which was formed in terms of the consultative agreement signed on August 5, 2017 for and on behalf of the party by Mr Tendai Biti.

The letter stated that under the agreement seven political parties entered into a pre-election agreement known as the Composite Political Agreement for purposes of conducting the 2018 elections.

“In terms of the said agreement the member parties retained their individual identities. Our party was the party to which these councillors belonged at the time of the 2018 elections,” reads the letter.

“The members listed have by operation of clause 6. 4 (a) of the Constitution of the People’s Democratic Party automatically terminated their membership of the said party.”

Attempts by the Biti faction in the PDP to block Clr Mafume’s recall hit a brick wall after Local Government and Public Works Minister July Moyo indicated in a letter that he recognised the Mr Rukanda faction led by Mrs Lucia Matibenga.

In the letter dated September 18, Minister Moyo said: “I refer to your undated letter which was received at my office. Your letter referred to is on behalf of your client, one Honourable Member of Parliament Settlement Chikwinya representing the People’s Democratic Party. I am not in receipt of any communication from Honourable Chikwinya.”

“I have since received communication through a letter from the office of the secretary general of the People’s Democratic Party whose address is No.6 Norbert House, corner Kwame Nkrumah and Harare Street.”

Minister Moyo said he has since acted as per his mandate in order to fulfil constitutional provisions.

Mthuli Ncube Says Foreign Currency Is Not A Problem For Zim, Problem Is How To Use It.

Zimbabwe has no shortage of foreign currency, but rather a problem of allocating foreign currency through formal systems, now being addressed by measures that include the auction system, Finance and Economic Development Minister Professor Mthuli Ncube said at the weekend.

Speaking during the meeting of the Mashonaland West Zanu PF Provincial Coordinating Committee in Chinhoyi on Saturday, Prof Ncube said while the nation was moving towards economic transformations through its key sectors including farming, mining, ICT and tourism, the stability of the local currency and more foreign currency inflows would eradicate some anomalies existing in the retail and financial sectors.

“We don’t have any shortage of foreign currency as a country. But we just have a shortage of foreign currency through the formal channels. This is, however, what we are fixing through the auction system and new more favourable fundamentals to address the economic challenges.

“As a nation, we were worried and had envisaged a drop in remittances by as much as 10 percent. But God surprised: our remittances are actually up 30 percent. So we have enough foreign currency which means we just have an allocation problem. But we are also fixing that,” he said.

On June 23, the Reserve Bank of Zimbabwe (RBZ) replaced the interbank market with weekly foreign exchange auctions to determine the Zimbabwe dollar exchange rate.

The new system has generally led to the rebuilding of market confidence, improved access to foreign currency for companies, stabilised the exchange rate and prices as most companies applying for forex getting it.

The Tuesday auctions are aimed at selling foreign currency retained by exporters, which must either be used or sold within 30 days, at the discretion of the exporter or be subject to compulsory sale after 30 days.

Prof Ncube said the stability brought by the auction system to the local currency, making it stronger. Government measures are expected to ensure that exchange rate and prices remained stable.

He was responding to a member of the PCC committee who had raised concerns over extra charges that people were incurring to access foreign currency from banks for buying farming equipment and machinery outside the country.

“As a Government, we have always desired to improve the salaries and welfare of the civil servants and talks are also underway to discuss the US$75 Covid-19 allowance. We also expect private players to play their role in improving salaries of their workers.

Movie Style, Police Arrest Two Smugglers In High Speed 60km Chase

Two smugglers towing a trailer of smuggled goods and mbanje were arrested following a high-speed chase along the Beitbridge-Bulawayo Highway on Sunday morning after they smashed through security booms at the border post.

Polite Moyo (33) of Bulawayo and Buhlebenkosi Ncube (29) of Beitbridge arrived in Zimbabwe on Sunday at around 5am together with a third accomplice, who is still at large.

They were travelling in a South African- registered Toyota Quantum towing a trailer loaded with the contraband.

It is alleged that the three did not comply with any customs or security protocols and drove off, smashing through the boom gates, resulting in a high-speed chase with the police along the Beitbridge-Bulawayo Highway.

They were cornered in the Mazunga area, some 60km west of Beitbridge Border Post. The police are now pursuing the third culprit. Matabeleland South police acting spokesperson Inspector Loveness Mangena said the two had been charged for smuggling and dealing with dangerous drugs and will appear in court today.

Insp Mangena said the car was laden with a 33kv electricity transformer, an assortment of groceries and 2kg of mbanje. The suspects were asked to produce customs declaration forms and failed.

“The goods, whose value is yet to be ascertained, and the Toyota Quantum and its trailer have since been seized by the Zimbabwe Revenue Authority,” she said.

“We are pursuing the third suspect and we encourage the travelling public to always comply with rules and regulations of all ports of entry/exit or officials manning these points. Any violations of the law will result in arrests.”

The smuggling of goods between South Africa and Zimbabwe through Beitbridge Border Post has increased in the last three weeks, prompting Zimra to tighten screws.

According to Zimra, anti-smuggling initiatives have seen it netting $20 million in additional revenue between June and August.

NPA Wants Job Sikhala’s Masvingo Court Acquittal Reversed

The National Prosecuting Authority has won the first round in what promises to be a long legal process in its attempt to prosecute MDC-Alliance deputy chairperson Job Sikhala over allegedly subversive statements he made last year.

A Supreme Court judge, Justice Lavender Makoni, has reinstated the authority’s application to seek leave to appeal against a High Court ruling that Sikhala did not have to be tried on the charges.

The next step is another Supreme Court judge deciding whether or not the authority can appeal. If that judge rules it can, then a bench of three Supreme Court judges will hear the appeal. If the authority wins its appeal then Sikhala will go to trial, probably before a magistrate.

Sikhala was acquitted on a technicality by Masvingo High Court judge Justice Garainesu Mawadze after his defence team led by Ms Beatrice Mtetwa made an application for exception, that is a dismissal on a point of law, on the subversion charges.

In upholding the exception to the charges by Sikhala Justice Mawadze made a finding that the politician’s alleged utterances, even if proved to be true, disclosed no offence.

The National Prosecuting Authority then sought leave to appeal that legal finding before the Supreme Court but necessary papers were missing in the application and were not brought to the court in time so the application fell away.

Mr Edmore Makoto, appearing for the Prosecutor General’s office before Justice Makoni said there had been problems getting a copy of the court record from Masvingo, where the High Court was sitting when it heard Mr Sikhala’s original application, and then the Covid-19 lockdown delayed matters further.

Ms Beatrice Mtetwa, appearing for Sikhala, said the State had done nothing for three months and the court should therefore favour individual liberty.

Reinstating the application to seek leave to appeal, Justice Makoni found that among other issues the matter raised an important jurisdictional question, which is how far can a judicial officer go, in exception proceedings, in determining the meaning to be ascribed to words in a charge sheet.

“A reading of the charge sheet reflects that it follows the wording of the statute and as framed discloses an offence,” she said. “The critical issue is how the words allegedly uttered are interpreted in view of the totality of evidence that might be led by the State. I should hasten to add that a stand-alone interpretation of the words allegedly uttered . . . may not necessarily give a true meaning of the words and the import thereof in relation to the allegations.”

Justice Makoni said it was the legal finding of the High Court that the words did not disclose an offence that will be tested on appeal. She, therefore, ruled that there are prospects of success in the actual application to seek leave to appeal and so reinstated that application.

Justice Mawadze had acquitted Sikhala saying the court could not put the politician on trial based on semantics.

He also said Sikhala did not contravene Section 22 of the Constitution as the State had built a case against him basing on statements taken out of context.

Justice Mawadze also ruled that the prosecution had failed to understand the difference between overthrowing a president as an individual and a Government.

In the defence outline and before the acquittal, Ms Mtetwa argued that her client could have been referring to the removal of the President through a legal process like impeachment and not necessarily overthrowing through violence means.

Former Midlands Provincial Governor, Jason Machaya was yesterday convicted for abuse of office by a Gweru magistrate.

Machaya, together with former Midlands Provincial Physical Planner, Chisayinyerwa Chibururu, have been facing charges of abuse of office involving the sale of State land in Gokwe.

The two pleaded not guilty to the offence, but trial magistrate, Ms Charity Maphosa, found them guilty and remanded them in custody for sentencing today.

Machaya, who is represented by lawyer Mr Alec Muchadehama has been facing charges of abuse of office involving residential and commercial stands on State land in Gokwe totalling about 17 000 to some land developers, which the court argued was inconsistent with his duties.

The court proved that Machaya did not have any lawful responsibility to allocate State land to developers and entities, arguing it is the responsibility of the Minister of Local Government and Public Works.

Machaya further received 1 791 commonage stands from the said land developers and entities after which he parcelled out 1 185 of the commonage stands to different individuals.

Online Writer Nabbed For “Extortion”

A bogus journalist on Saturday appeared in court on allegations of extorting US$1 300 from businessman and former Harare City official Albert Ndabambi to remove a damaging article he had published on his website and Twitter account.

Nelson D Masiyiwa, alias Goldstein, was facing extortion charges when he appeared before Harare magistrate Mrs Judith Taruvinga and was remanded out of custody on $3000 bail.

The court heard that in early September Masiyiwa (29) made an online publication on Twitter handle @stateOTNationZW and website account www.stateofthenation.co.zw titled “Harare City Council awards a multimillion dollar tender to “Chief Albert” referring to Mr Ndabambi.

By September 6, Mr Ndabambi had investigated and identified Masiyiwa. He made arrangements to meet him along Glenara Avenue South in Hillside, Harare.

When they met, Masiyiwa allegedly demanded US$1 300 to remove the story from the website and on Twitter.

Mr Ndabambi promised to pay the next day and Masiyiwa removed the article from the website and Twitter awaiting payment.

It is the State’s case that the following day, Mr Ndabambi sent his friend with US$1 000, but Masiyiwa posted the same story and demanded the outstanding US$300.

Mr Ndabambi felt his reputation was being damaged and made a police report. The court heard that on September 18 an authority to trap was issued in order to trap Masiyiwa with three US$100 bills.

Masiyiwa continued calling Mr Ndabambi demanding the outstanding amount or he would not pull down the story.

On September 18, Masiyiwa told the complainant to check on the website and he complied.

The complainant found out that the article had been removed from the website and Twitter.

It is alleged that Masiyiwa threatened that if the complainant does not pay up he would republish the article.

On that same day Masiyiwa went to Belvedere to collect the US$300 and upon arrival he was handed the money and immediately arrested by detectives with a trap authority and the trap money was allegedly recovered.

After the arrest the court heard that Masiyiwa allegedly went on to send a text massage threatening to harm Mr Ndabambi if he did not agree to settle the matter out of court.-The Herald

The Zanu PF leadership in Masvingo has praised Zion Christian Church (ZCC) Mutendi and its leader Bishop Nehemiah Mutendi for initiating projects aimed at engendering socio-economic transformation among ordinary Zimbabweans.

This comes in the wake of the launch by President Mnangagwa of the Pfumvudza Presidential Input Scheme and the Mbungo Agriculture Scheme at ZCC Mbungo estates in Masvingo North last Thursday.

The scheme entails production and value addition of wheat, including marketing of the cereal for the benefit of local communities.

The ZCC scheme, which is climate change proofed, saw the establishment of a vibrant irrigation facility at Mbungo to grow wheat and other staple crops to assist communities in drought prone Masvingo North.

ZCC Mutendi is also undertaking a brick moulding project that will help victims of Cyclone Idai in eastern-most parts of Masvingo and Manicaland province, which were the worst affected.

Thousands of families were left homeless, while others lost livestock and property worth millions of dollars to the cyclone, which hit the country during the first quarter of last year.

The gesture by ZCC Mutendi to mould bricks for the Idai-stricken communities comes as the church has been spearheading provision of material resources to help cushion rural communities from the effects of the Covid-19 pandemic.

Zanu PF Secretary for Security, Lovemore Matuke, hailed ZCC Mutendi, saying the church’s footprints were visible on the province’s social economic landscape.

Speaking during a Zanu PF provincial co-ordinating committee meeting over the weekend, Matuke said the church and its leader deserved plaudits for successfully hosting the country’s presidium led by President Mnangagwa for the launch of the Pfumvudza Scheme.

“I think the ZCC Mutendi church led by its leader Bishop Nehemiah Mutendi deserves special praise for hosting a high level event attended by the President and his deputies where projects with a bearing towards socio-economic transformation of ordinary people here were launched,” said Matuke.

“Allow me to applaud the ZCC Mutendi Church for projects that will not only ensure food security of local communities and help families affected by Cyclone Idai, but all these projects being pursued by the church will aid the national drive to steer Zimbabwe towards Vision 2030 as advanced by President Mnangagwa.”

Matuke commended ZCC for remaining in the thick of things in the drive to change lives of rural communities.

ZCC Mutendi Church’s shadow looms large in other areas such as education where the church continues to build more schools and training institutions to make sure Zimbabweans are equipped with the requisite knowledge to drive the country’s industrialisation agenda.

Speaking at Mbungo last Thursday, President Mnangagwa showered praise on the ZCC Mutendi Church for its agricultural projects, which will help the country in cutting its food import bill and ensuring food security.-The Herald

POLICE in Bulawayo have impounded 108 vehicles without number plates since the blitz started last Thursday.

The police have attributed increasing cases of hit and run accidents, robberies, rape and theft cases to motorists driving vehicles without number plates.

Acting Bulawayo police spokesperson Assistant Inspector Nomalanga Msebele said there was no excuse for motorists to drive unregistered vehicles.

“Government has said the Central Vehicle Registry has enough number plates and as such there is no excuse to drive unregistered vehicles. Between Thursday and Sunday, we arrested 108 motorists for driving vehicles without number plates and also impounded their vehicles. This is an ongoing operation meant to remove all unregistered vehicles from the road,” said Asst Insp Msebele.

She said some of the unregistered vehicles were being used to commit crimes such as robberies and theft and it was difficult to identify the vehicles.

Asst Insp Msebele said a number of people had fallen victim to criminals using vehicles without number plates and in Bulawayo police were looking for a silver-grey Altezza being driven by some of the criminals.

She said the gang of criminals using the unregistered Altezza was targeting people intending to buy at hardware shops in the city.

Asst Insp Msebele said since Saturday four theft cases allegedly committed by the same gang were reported to the police.-Chronicle

Any political conundrum in any unfolding environment is determined by the ettiquete and direction as guided by the supreme Bible of the organization which shapes now, tomorrow, future and forever. But how when the great sea and overflowing river is being overwhelmed by algae , pitfalls, and siltation from man made diversities which can be answered by smiling and walking on the solid rock despite the sour waters of Marah and Meribah.

Today(Sunday) marked a great day when the National Youth Leadership from Masvingo Province resolved to engage the communities particularly with a bias to mobilise the Youths to join and support the MDC ALLIANCE as led by one and only President Chamisa Nelson. This has seen the leadership from various districts like Masvingo Urban, Bikita, Mwenezi to mention just but a few attending the Youth Assembly meeting in Gutu Central in a bid to bring to a stop the long waited divisions which are over exaggerated and magnified on social spaces.

What happened and what transpired in Gutu central revealed that it is possible to move together as a team and an idea whose time has come can not be stopped by any whirlwind or any Machiavellianism. It is possible for youths to preach unity and in the process of fighting of elephants , grass suffers a lot, the future of the youths is being buried under metaphysical abyss and bottomless pit. Many a times it has been realised that the marital breakup of families can be rebuilt by the call from the children for parents to unconditionally settle their differences for the future of their kids. The only impossibility under the exchange of blows between the parents us for the children to take sides as this may escalate the fighting of the two.

Unfolding events revealed that youths can go an extra mile to help other wings unite. The take off was commendable and the Gutu Central community welcomed the event as the youths showed that they are ready to roll on sleeves and work for the benefit of the party without any differences.

National Youth Assembly Organising Secretary Kurauone Godfrey as the senior Youth member who was present attended the meeting with Leader Moses Mavhaire Tinashe heading the Gutu Cluster meetings. National leaders who attended includes Mwatenga Tettler (Secretary for Tourism and Hospitality) , Ngoni Mupfumba (Secretary for Environment and Climate), Mutubuki Gilbert ( Secretary for Lands and Agriculture), Moses Mavhaire Tinashe (Deputy Secretary for legal affairs). The high powered delegation visited the community with a clear agenda to hear the state of the youth assembly in the district, activities being done to mobilise support for the party President Nelson Chamisa, to hear the grievances from the district, and call for unity and an end from any divisions emanating from congressional disputes as this will affect the growth of the Assembly.

Only National Youth Leadership addressed the meeting and heard the grievances from the district. It was very clear that the program was far detached from any factional agenda.

Many other members from accross Masvingo as well attended and unity of purpose was shown. To dispell the notion sorrounding the rural engagement drive under the Youth Assembly Leadership as guided by the National Youth Assembly, the program was all inclusive and superb. Similar programs have been lined up accross the whole province to make sure noone is left behind. To balance out probabilities of any tension and as an embrace of partiality , the leadership was clear that the leadership crisis and youth problems from Masvingo will be resolved fairly as reiterated by President Chamisa during his last visit to the province.

The comrades who visited the district had great time after the meeting after a sudden stop at Chisheche where the community welcomed the programme with both hands and called on people to have such similar programs going ahead as these are major steps towards magnanimity and unanimity.

Chamisa Consulting The Party Grassroots On Way Forward

UNDER-FIRE MDC Alliance leader Nelson Chamisa yesterday said he was unfazed by the relentless attacks from fellow opposition MDC-T leader Thokozani Khupe and the ruling Zanu PF party, declaring his party was geared to come out stronger after the storm.

“We represent the new and coming. We carry the seed of new beginnings. Not even the angel of death can prevent its sprouting. We sympathise with those who attempt to stand in the way or are opposed to us. It’s game on!” Chamisa said as Khupe continues piling more misery on the youthful opposition leader by recalling his elected MPs and councillors.

On Saturday, Khupe went for the jugular, declaring that she had rebranded and taken over as MDC Alliance leader, creating more confusion in the opposition camp ahead of by-elections set for December this year.

The Khupe-led faction said it would use the name MDC Alliance when filing nomination papers on October 9 for by-elections to be held before December 5.

Chamisa contested the 2018 presidential race on an MDC Alliance ticket, losing to President Emmerson Mnangagwa by a small margin.

Khupe, who contested under MDC-T, came a distant third with 45 000 votes.

Chamisa yesterday said he would circumvent the political barriers thrown at him.

“We will do the opposite of what our opposition, cynics, critics and naysayers expect us to do,” he said.

Party spokesperson Fadzayi Mahere said the party had deployed to the grassroots to consult on the way forward.

“As a people-driven party, the national executive council mandated the leadership at various levels to consult stakeholders, opinion leaders, grassroots structures and party organs countrywide on the multiple options that are available to it,” she said.

MDC Alliance secretary-general Chalton Hwende also confirmed that they had deployed for grassroot consultations.

“We have today (yesterday) deployed teams that have started consulting our branches throughout the country on the direction that the party must take. The teams will also consult opinion leaders, churches, traditional authorities, civic society, workers and students,” he said.

Hwende said the ruling Zanu PF party and the MDC-T had connived to decimate Chamisa’s party, but both parties have denied the charge.

MDC-T interim secretary-general Douglas Mwonzora taunted Chamisa saying the youthful opposition leader was “more Zanu PF” than him.

“Those working with Zanu PF are known. If you want to see that one is working with Zanu PF, you look at how many times that person has been arrested. Some of us were arrested several times and you (Chamisa), how many times were you arrested?” he asked rhetorically.

But Chamisa’s party insisted it was disturbed by “Zanu PF-driven threats” to the MDC Alliance, the unlawful arrests of its members, the “unlawful recalls” among other issues.

On mediation by the South African ruling African National Congress party, the MDC Alliance said the move was welcome, but pleaded with Sadc and the African Union to intervene urgently before the crisis engulfed the region.

“The party notes the efforts of South Africa and the ANC facilitating of a resolution of the national crisis,” Mahere said.

The ANC recently dispatched two delegations to Harare, but were refused permission to meet other stakeholders outside the ruling Zanu PF party.

The ANC officials were also accused of buying into the opposition narrative of a country in a crisis, but they have stood their ground indicating they would soon come back for separate meetings with the MDC Alliance, United States ambassador to Zimbabwe, Brian Nichols and Transform Zimbabwe leader Jacob Ngarivhume, among other key stakeholders.

“Sikhala Is Not A Convicted Prisoner, But He Is Being Treated Worse Than One,” Hopewell Chinono Speaks On Life In Chikurubi Prison

TODAY as you read this article, Job Sikhala would have woken up at 5:30am from the cold concrete floor that he has been sleeping on since his persecution and incarceration at Chikurubi Maximum Security Prison, which started four weeks ago.

He is not a convicted prisoner, but through the vindictive nature of the Emmerson Mnangagwa regime, he was sent to a prison meant for convicted prisoners, where he is shackled in leg irons and handcuffs like a dangerous and convicted criminal.

His only crime is calling out corruption and looting of public funds.

Sikhala is a Member of Parliament in Zimbabwe and an officer of the High Court just like all registered lawyers.

His only crime is calling for an end to corruption in Zimbabwe, something that is killing our fellow citizens daily because money meant for public services like hospitals has been looted.

His prison cell is meant to house only 16 inmates, but like all other prison cells at Chikuribi, it is packed with 42 prisoners, and it only has one toilet with no running water.

At times the prison cell can have more prisoners, I know so because I shared the same cell with Sikhala.

At one point, the prison officials wanted to bring in more inmates with mental disorders so that we would end up at around 75 for that night.

This is in the middle of a COVID-19 pandemic which requires social distancing, but not at Chikurubi.

Sikhala and the other prisoners are locked up in this prison cell for 17 hours daily.

If you fall sick during those 17 hours, you won’t get any medical help at all.

Many die quietly and the nation never gets to know how life evolves in these prisons because of a deliberate lack of transparency mixed with lies and silly propaganda by the State.

After waking up at 5:30am, Sikhala joins the other prisoners downstairs in Section B of Chikurubi, where they get porridge without sugar in it, or anything else for breakfast.

Down there, they will be around 500 prisoners in Section B, yet they only have two toilets for use, yes, two toilets for 500 prisoners from the 12 cells in section B.

Each section is numbered in alphabetical order and has 12 cells. There is no running water in the downstairs area just like in the cells.

Prisoners spend seven hours of their time downstairs in the courtyard where they are fed and where they exercise if they wish to. When I left Chikurubi two weeks ago, almost all prisoners had no COVID-19 masks, a direct consequence of the looting of public funds and plunder of national resources which I had reported on in June and July, leading to my arrest.

At 10:30am, Sikhala and his fellow inmates are given lunch which comes in old dirty wheelie bins. It will be badly cooked sadza and boiled beans or cabbage with no cooking oil or anything else.

Resembling a concentration camp, prisoners are asked to go on “foreign”, which is a lining up of prisoners before they can get their food.

This is the dietary routine everyday all year round, nothing more. They get no meat although the prison dietary book says that they are meant to eat meat eight times a week.

“Foreign” is a bastardisation of “falling in” where the prisoners sit down in lines of five if they are in the cell, or more if they are in the downstairs courtyard.

They have no soap for either washing their hands or bathing, they have no running water — nothing. As a journalist and documentarian, being in prison gave me a front-row seat which allowed me to see how the regime has tragically failed to run a mere prison.

This is what happens when the State and government are being looted daily without legal consequence for the looters. At 3pm, Sikhala and his fellow inmates are locked up in their cells for the night where for the next 17 hours, they will be sitting and sleeping on the concrete floor with torn blankets heavily infested with lice.

Sikhala is being punished because the State and the regime know that he has no case to answer before an honest magistrate or judge who is applying law and not partisan politics.

So the regime has been punishing its critics using the office of a man called Thabani Vusa Mpofu (not the advocate), who is supposed to be an anti-corruption prosecutor in Mnangagwa’s office.

He is the one behind the persecution of Mnangagwa’s critics and political rivals using the courts, lawfare. It is so shameless that our cases, which are supposedly criminal, are being brought before the anti-corruption courts. That is how the regime is abusing the Judiciary in pursuit of political objectives.

Instructions are given not to give bail to people like myself or Sikhala, and like in my case, I started serving prison time without a conviction or even a trial as a form of vindictive political punishment.

Denial of bail and a delay in pronouncing bail rulings is meant to make sure that you are punished without trial. I spent 45 days in Mnangagwa’s prisons without trial.

When Sikhala’s lawyers visit him at the prison, he will be shackled in leg irons, a form of morbid humiliation.

But like myself, Sikhala understands that today’s humiliation is a sideshow, what matters is the ending of corruption and looting of public funds and not our individual predicament.

The citizens should focus on ending corruption which has destroyed this country, they should also stand in solidarity with Sikhala because his fight against corruption is for the citizens, not just for himself and his family.

Today, Sikhala and his fellow inmates, as they are locked up in Section B of Chikurubi, don’t have soap to wash their hands, no running water for toilets or for drinking. The only water they have comes in jugs and 20-litre containers which are then shared among the prisoners for the next 24 hours. Many prisoners use Bible pages as toilet paper.

When it rarely comes, it really feels like a Christmas moment for the prisoners, that is how low Zimbabwe has sunk. Chikurubi is meant to house 1 360 prisoners, but today houses over 2 500 prisoners.

Sikhala is not a convicted prisoner, but he is being treated worse than one, and all that Zimbabwean citizens have been able to say is #FreeJobSikhala #ZimbabweBelongsToAll.

So while you follow comedians on social media in your millions, remember that there is Sikhala languishing in Mnangagwa’s jail at Chikurubi for fighting for a corruption-free society. As an officer of the court, as a trained lawyer, Sikhala spends his evenings at Chikuribi going through trial records of other prisoners and helping them with their legal cases.

“Rega ndibatsire vafanha ava mwana wamai (Let me assist these young man my brother),” Sikhala would say to me as I stretch my long frame preparing to fit myself on my 30-centimetre-width bedding area. I saw Sikhala go through multiple trial records and advising these prisoners.

With some of them, he would immediately say that he would get them out because they had been badly represented, and they had no crime to their name based on the record.

“Mudhara hamuna mhosva imi (My friend, you have no crime),” he would shout from his concrete floor after going through one’s trial record. Prisoners would sit around him with their trial records waiting for their turn to consult Job the lawyer. I know that as you read this post, Sikhala is going through such records and attempting to help the prisoners who can’t afford a lawyer.

Numbers And Brand Only Can’t Take You To State House

Zanu PF is not afraid of Facebook posts, Whatsapp and Twitter rants. Zanu PF only panics when you go back silently to the drawing board to plan and refresh on ideas. Come 2023, opposition may be given a surprise boot which may perhaps paralyze the project of 21 years. Revolutionary movements are not moved by brands; they are moved by well oiled political strategy.

Morgan Tsvangirai was a strong brand and ZANU PF found ways to deal with a popular brand. Today the late icon is nowhere to be found in the political landscape. This revolutionary movement invests in intelligence and this is what MDC Alliance and others should be working on.

Opposition should stop being cry babies. 21 years have gone by and you are still crying about rigging yet you have ample time to plan. You need to restrategize. You always cry of infiltration, who has stopped you from infiltrating ZANU PF from the top to bottom and get information you want?

Winning elections and assuming power require strategic intelligence. You may have the numbers but if you can not apply strategy on the numbers, you may spend next 20 years leaning on popularity and brand.

I was looking at the way Tendai Biti, the former Minister of Finance in the inclusive arrangement, crafted 2008 roadmap together with Engineer Elias Mudzuri. Zanu PF was defeated because they applied strategic thinking.

I find it interesting that opposition supporters, opposition leaders and sympathizers are always on Twitter from morning till evening while Zanu PF is busy with Pfumvudza program in rural areas. Come elections, they will be banking on the Pfumvudza project and definitely rural folks will vote for them. Opposition controls urban stake and ruling party is in charge of rural populace, what will be the difference? Does the opposition have any rural policy? Why having selfies when you are indeed supposed to be in charge of rural strategies? You must be making inroads in less penetrated areas and this would have given Zanu PF torrid times to control you ahead of 2023 elections. If you are not careful, Zanu PF will have a walkover in 2023.

Teach a Catholic for seven years, and take him elsewhere, you will never indoctrinate him and whatever he was taught for seven years will not be changed by anyone. What happened in 2008 run-off is still fresh in people’s minds. The ghoulish episodes of 2018 and January 2019 are still fresh in everyone’s mind. This is how Zanu PF plays the game and in 2023 they will apply another strategy.

One of the things which have misled opposition is media itself. I remember in 2013, most headlines towards elections were as follows; Tsvangirai to have landslide victory; Tsvangirai the next President; MDC tipped to win resoundingly; Tsvangirai prepares for inauguration. Come on! Wake up from your deep slumber. Tsvangirai witnessed the opposite.

Advisors are important in politics and if one is to get to State House, listening is an attribute of good leadership. As we speak, the opposition is in shambles and this may require Nelson Chamisa to sit down and have sober reflection, assemble a new team if need be and employ proper strategies.

I have been following opposition politics with keen interest and my conclusion is there is lack of strategy and proper consultation on how to deal with Zanu PF. One thing for sure which you need to note and understand is that the current Zanu PF is no longer under Robert Mugabe, it is now under the military. Opposition needs to reflect on its journey for the past 21 years and see if it is still able to fulfill its mission.

The current opposition team is not inspiring. Nelson Chamisa needs to re-organize his team, remove bad apples and backbiters. Snakes must be flushed out of his system and bring in a determined team.

I need a strong opposition that provides checks and balances to the government of the day. Wake up guys.

A set of advisors must be a balanced team, hidden advisors, foreign advisors, internal advisors and those who are in the corporate world. Advice from the above team must be balanced. That is balancing the equilibrium, both politics and relevance. One can be a good advisor but not relevant in politics, and some can be good advisors, but lack grassroots connectivity and background. There is need to have a proper introspection on the crop of advisors around opposition politics.

Sharp critics are important in politics, they build you, they build hope and dreams. Hard talk builds future and dreams. One of the major challenges in opposition politics, even in the ruling party is when you offer advice; you are labeled a Zanu PF agent or regime change agent. There is no room for criticism and tolerance of divergence.

Yes infiltration is common in African politics, but you must not blame infiltration for the past 20 years. Zanu PF infiltrates where there is a gap. What has created the gap? For example, if workers are not paid and someone comes to their rescue, can that be infiltration? On rigging claims, are the polling agents paid on time? Are the available resources being channeled towards the good cause? Are polling agents given food on time? You need to consider what your opponents are offering their agents. Polling agents need better allowances?

My advice to MDC led by Advocate Chamisa is don’t focus too much on these mindless recalls being done by the other MDC faction, mayoral elections, by-elections, gossip and any other helpless scandals. ZANU PF is implementing Pfumvudza project in rural areas. Try to come up with something tangible which benefits the rural electorate. Failure to pull up your sleeves will result in whitewash in the rural areas come 2023.

Let me end by telling you that ZANU PF is so cunning. It relies on intelligence to counter any opposition move. You need to have your own intelligence to counter ZANU PF and even infiltrate the revolutionary party. If you have the capacity to ambush ZANU PF come 2023, we shall see.

Don’t forget that you are dealing with a military government. Sometimes Emmerson Mnangagwa may not even be aware of some developments, as you are aware the government is infested with soldiers. Try to match them or even outdo them. Focus on the ball, apply strategic intelligence and fight corruption. Start preparing for the next election and be visible on the ground.

My advice is free to both the ruling party and the opposition.

Former SADC Chairman Says Its Time The Bloc Intervenes In Zimbabwe.

Former Botswana president Ian Khama says the region must step in to resolve the Zimbabwe crisis as pressure mounts on President Emmerson Mnangagwa to hold talks with his rivals.

Khama, who was speaking in a Zoom meeting on the crisis in Zimbabwe organised by BW Zimbabwe Solidarity on Friday, said it was time for the Southern African Development Community (Sadc) to intervene.

The outspoken former president said nothing had changed in Zimbabwe since independence.

“Forty years after independence in Zimbabwe the only thing that’s changed is the name of the country and leaders, in plain English, there’s a crisis in Zimbabwe, not just challenges and that’s why Zanu PF officials used the word crisis more than 40 times and Zimbabwean lives matter,” Khama said.

“I call upon Sadc to urgently convene a special summit on Zimbabwe.

“If they don’t do that they are culpable in the suffering of the people of Zimbabwe. “I call on civic society organisations in other countries to get involved.

Mnangagwa has been resisting manoeuvres by South African President Cyril Ramaphosa and the ruling ANC to initiate talks between Zanu PF and the opposition to solve the mounting political and economic crisis in Zimbabwe.

Pressure started mounting on the Zanu PF leader last month after security forces brutally stopped protests against corruption on July 31.

Several opposition activists were allegedly abducted for calling for the demonstrations while prominent journalist Hopewell Chin’ono and opposition leader Jacob Ngarivume were thrown into Chikurubi Maximum Security Prison for urging Zimbabweans to join the protests.

MDC Alliance deputy chairperson Job Sikhala is still detained at Chikurubi for the same reasons.

The ANC said it was worried that the problems in Zimbabwe would have a knock-on effect on South Africa and sought to initiate dialogue between Zanu PF and the opposition, but the move is being fiercely resisted by Mnangagwa who insists there is no crisis in the country.

Khama said his country Botswana had a duty to speak out on democracy and human rights issues in other countries in Sadc.

“We need to have a culture of accountability in Sadc and Africa,” he added.

“Sitting heads of state, who commit atrocities should be held accountable including by (the International Criminal Court); victims can’t wait forever.

“Many of the Africans that have been referred to the ICC have been referred by Africans themselves.”

He said Zimbabweans had displayed tremendous tolerance over the years, and urged South Africa and Africa to resolve the crisis in Zimbabwe.

“It goes without saying that in the past, we had a Sadc-appointed mediator, now South Africa sent envoys which should be commended, but it is being rebuffed. “There is resentment for any outside initiative to bring parties together,” Khama said.

“Zanu only want outsiders to talk to them only. Sadc and Africa must help peacefully resolve the crisis in Zimbabwe.”

During his tenure, Khama consistently spoke out against human rights violations during the Robert Mugabe era.

He appeared to be warming up to Mnangagwa soon after the coup that toppled Mugabe in 2017, but has become one of the biggest critics of the new administration in Harare.

Khama said sanctions against government officials that violated human rights were justifiable.

“I agree that general sanctions harm the people, but targeted sanctions are necessary and effective against individuals including travel bans, account freezes and other measures so they know that what they are doing is unacceptable,” he added.

The panel included Botswana’s main opposition leader Dumelang Saleshando, unionist Ketlhalefile Motshegwa, academic Dama Mosweunyane and Bulawayo-based activist Mthulisi Hanana, who were unanimous that there was need for the region to urgently intervene in Zimbabwe.

Teachers Claim They Are Incapacitated To Report For Duty On Monday

The Zimbabwe Teacher’s Association (ZIMTA) today declared incapacitation and said its members would not be able to report for work when learning resumes next week.

Schools are expected to re-open on 28 September for the first time since March when learning was abandoned in the wake of the Covid-19 outbreak.

Only examination classes are due to resume studies after government put in place measures to allow for the safe return of learning.

But, in a retrogressive move that appears politically motivated, ZIMTA said its members were unable, financially, to resume work.

“After a wide consultation all of our 42 000 members across all 10 of the country’s provinces, the ZIMTA national executive hereby declares that all educators will not be able to report for duty on the 28th of September 2020, for the opening of schools as they are incapacitated.”

During the six month Covid-19 break, the teacher representative body did not raise the issue in such dire terms, and instead waited for the 11th hour to strike.

During the break, ZIMTA was happy for its members to be paid, and salaries even increased, for no work by the employer, the government.

ZIMTA secretary general Tapson Nganunu said teachers remained adamant they wanted to be paid their salaries in US dollars.

“(We are) concerned that the economy has self dollarised and transport fares are now charged in USD and Rands in most routes,” Nganunu said.

He said a salary adjustment to at least US$520 would be acceptable.

The threat by ZIMTA, if carried through, would disrupt the December examinations for Grade Seven, Form Four and Six.

In a bid to cushion its employees while salary negotiations were taking place, the government has awarded a US$75 special Covid-19 allowance from June to December and a temporary 50 percent increment on basic salary.- New Ziana

UK Govt Orders For Full Govt Investigation On Attack Against Journalists And Ngazviore At Press Conference

The UK embassy in Zimbabwe has urged the government to investigate the attack on ZINASU President Takudzwa Ngadziore and the journalists who were covering Ngadziore’s presser.

Using the microblogging site Twitter, UK In Zimbabwe said:

Ngadziore was addressing a live presser on Friday 101 meters away from Impala Car rental when an unidentified man attacked them and destroyed their equipment.

Ngadziore was handed over to the Police and a Harare Magistrate denied him bail on Monday on the basis that he was not taking the bail system seriously.

ZANU PF – ANC Meeting Was Never A Brotherly Meeting, Details Emerge

FRESH details have emerged from last week’s stormy meeting between Zanu PF and South Africa’s ruling party, the African National Congress (ANC), revealing that the two former liberation movements maintained diametrically opposed standpoints on how to address Zimbabwe’s multifaceted political and economic problems.

Though both parties emerged from the meeting portraying it as having been cordial, sources this week told the Zimbabwe Independent that the discussions failed to yield a “meeting of minds”, with the two parties’ senior officials maintaining their entrenched positions.

The venue would at times turn into a theatre of dramatic confrontations, as discussions degenerated into verbal vitriol when debating thorny topics.

During the stormy meeting held at the Zanu PF headquarters, the high-powered ANC delegation, led by its secretary-general Ace Magashule, tabled five key talking points, which defined the interaction.

South Africa’s ruling party broadly expressed concern over the deteriorating political and economic crises gripping Zimbabwe.

Other members of the ANC delegation included the party’s chairperson and Energy and Mineral Resources minister Gwede Mantashe, Defence minister and ANC national executive committee (NEC) member Nosiviwe Mapisa-Nqakula, NEC and national working committee member Tony Yengeni, Social Development minister and chairperson of the NEC on international relations Lindiwe Zulu, as well as the chairperson of the NEC on economic transformation Enoch Godongwana.

The ANC delegation spoke first, with Magashule leading the way in expressing ANC’s exasperation over the worsening economic situation in Zimbabwe and escalating reports of human rights abuses.

Sources said he expressed concern and anxiety over the worsening political and economic crisis besetting Zimbabwe, characterised by runaway inflation, hovering just below 800%, escalation of human rights abuses, an influx of illegal Zimbabwean immigrants into South Africa and the heavy-handed approach by President Emmerson Mnangagwa’s administration towards handling dissent.

However, sources told this newspaper that Zanu PF, which was represented by secretary for administration Obert Mpofu, national chairperson Oppah Muchinguri, spokesperson Patrick Chinamasa and other senior officials, rebuffed the ANC’s standpoint that Zimbabwe was engulfed by a debilitating crisis, vehemently insisting that such claims were being fuelled by the country’s detractors.

The Zanu delegation, led by Mpofu, said the economic challenges facing Zimbabwe, which were also common to South Africa, were worsened by sanctions imposed by the US, while it said the reported abductions of opposition activists were a creation of Zanu PF’s enemies. The Zanu PF team reportedly presented what it said was irrefutable evidence that the abductions were stage-managed.

After Zanu PF’s submissions, the ANC was not swayed from its position, but rather advanced the argument that if the myriad of challenges bedevilling its neighbour were not addressed, they could plunge South Africa into turmoil, while also destabilising the whole region.

A source privy to the discussions said: “The ANC delegation was quite systematic and unequivocal in its submissions and concerns that Zimbabwe is crippled by a multi-dimensional crisis, which has a domino effect and impact on South Africa.

“If anything, the ANC delegation led by its firebrand secretary-general (Magashule) insisted that the myriad of problems stalking Zimbabwe amounted to a chronic crisis, and if they were not urgently addressed they would affect South Africa’s stability and growth prospects,” the source said.

Pursuant to that, the sources added, Zulu, known for her hardline views on Harare, insisted that the Zimbabwean crisis was evident; judging by the influx of immigrants from Zimbabwe to South Africa and the pinch Pretoria was already feeling in addressing social ills such as crime. She also said if a lasting solution to Zimbabwe’s crisis was not urgently found, South Africa, which is already constrained, would find it “extremely difficult” to uplift the livelihoods of its citizens through the provision of jobs, housing, education, among other socio-economic services.

In its response, Zanu PF, through Chinamasa, who, after the meeting declared that Zimbabwe was a sovereign state and not South Africa’s “province”, took the meeting on a historical tour, highlighting that the exodus of Zimbabweans to South Africa was not new, as it dated back to the Wenela era of the 1940s, when hordes of people trekked to the neighbouring country to work in mines.

The Witwatersrand Native Labour Association (WNLA), commonly known as Wenela, was established by a grouping of gold mines in South Africa, which was recruiting its labour force within the region. Eventually, it comprised a large organisation with its own depots, buses and aeroplanes spread across the whole of southern Africa.

A source close to the meeting said: “Chinamasa was not deterred, much to the bemusement of the South African delegation, which thought that his Wenela example was naïve and out of context. But Chinamasa insisted that the issue of immigrants was historical, and Zimbabwe should not be ostracised because of its people living in South Africa. He basically said the influx of Zimbabwean immigrants did not typify a crisis at home.”

After an exhaustive and comprehensive exchange on the Zimbabwean crisis and its attendant impact on South Africa, sources said, Magashule, supported by Zulu, noted that the ANC was also gravely worried by utterances from high-ranking Zanu PF officials who were advancing the narrative that the liberation movement, which uprooted apartheid, “was being deployed by the West to push a regime change agenda in Zimbabwe”.

Magashule and Zulu, supported by their fellow party members, sources said, reminded their Zanu PF counterparts that the ANC was the oldest liberation movement and “could not be corrupted to sell out Africa’s struggle”.

“Discussions then evolved to a discussion around the ANC’s concern that it was being used by Zimbabwe’s detractors to vilify Zanu PF in the hope of unseating Mnangagwa’s government,” another source told the Independent this week.

“At that point, the ANC, through Zulu, took umbrage at such accusations and reminded the meeting that the revolutionary party, founded in 1912, was a tried and tested organisation that could not be manipulated by neo-imperialists. Zulu went further and highlighted that the ANC’s involvement in Zimbabwe was out of genuine concern to extricate its neighbour from an acute crisis.”

As the candid discussions reached boiling point, Zanu PF, through Mpofu, is said to have deviated to what he said was the ANC’s “complicity in its failure to deal with opposition parties in South Africa”, such as the Economic Freedom Fighters (EFF), led by Julius Malema and the Democratic Alliance (DA), who have piled pressure on Mnangagwa’s administration to address the deteriorating human rights situation in Zimbabwe, among other glaring symptoms of the country’s deep-seated crisis.

“At that point Mpofu said Zanu PF was also worried that the ANC was folding its hands while Zanu PF was being attacked by the EFF and DA instead of expressing solidarity with it.

“If anything, Mpofu was basically suggesting that the ANC, using its power as South Africa’s ruling party, should take punitive action against the EFF, DA and other South African civil organisations that were castigating Zanu PF.”

However, the ANC delegation, at this point through submissions from Yengeni is also said to have reminded the Zanu PF representatives that South Africa was “a democratic state which provided constitutional rights” to opposition parties to express their political viewpoints.

“In short, the ANC delegation categorically said it had no right and power to stop the growing criticism against Zanu PF from within South Africa, including from the country’s opposition parties,” the source said.

But, the Zanu PF delegation was not impressed, prompting it to further suggest that the ANC should push for the extradition of G40 stalwarts such as Saviour Kasukuwere, Walter Mzembi and Patrick Zhuwao who fled to the neighbouring country when former president Robert Mugabe was toppled from power through a military coup in November 2017.

On Wednesday, while addressing a politburo meeting, Mnangagwa threatened to terminate Zimbabwe’s extradition agreement with South Africa as he pursues efforts to bring the G40 members to justice on a series of corruption charges.

“Magashule emphasised that the G40 members living in South Africa had satisfied all legal requirements to stay in South Africa, and as such, there could not be any legal justification for Pretoria to extradite them.

Mnangagwa Threatens To “Clean Up” MDC Alliance Run Councils

PRESIDENT Emmerson Mnangagwa has threatened to unleash the Zimbabwe Anti-Corruption Commission (Zacc) to sniff out corrupt elements in all councils led by Nelson Chamisa’s MDC Alliance.

Mnangagwa on Friday told the central committee of his ruling Zanu-PF party that he would soon order “a clean-up” of all corrupt elements in the MDC Alliance dominated local authorities.

Heads have already started rolling at Harare City Council, where Zacc has arrested former mayor Herbert Gomba, several other councillors and managers over illegal land deals.

On Wednesday, the anti-graft body descended on Bulawayo to conduct a similar probe.

“If you look at the City of Harare, the rot is so deep, corruption is so deep and as I have said, the second republic is resolute in fighting corruption,” Mnangagwa said.

“Currently, the rot coming out of Harare is going to be cleaned up. All institutions in the country must remain upright and those who fail to do so, the hand of Zacc will catch up with you.”

He added: “These cities have their own councils running them. They are under the MDC Alliance and they are supposed to be providing service delivery. People are suffering and the people who are suffering are Zimbabweans, the people who are suffering are ZanuPF.”

Trapped Illegal Miners Remain Underground Two Weeks On As Rescue Team Complains Of Huge Costs Involved.

The Five artisanal trapped under a mine at Task Mine Syndicate in Chegutu have still not been rescued exactly 13 days after the shaft collapsed.

The five are said to be members of the same family, it has since emerged.

The trapped miners include a father, his two children and two grandchildren. They were named as Constantino Dzinoreva, Crynos Nyamukanga (ages not given), Munashe Nyamukanga (17), Shingai Gwatidzo (20) and a fifth miner only identified as Charles.

Speaking to journalists at the sidelines of the rescue operation, a relative to the victims who preferred anonymity bemoaned the snail pace at which the rescue mission is going while accusing the mining company of a reluctant approach towards saving their relatives.

“There is a real chance that our relatives are still alive if we are to consider information from those who are doing the search. According to them, they are not yet getting dead body smells. However, our relatives’ endurance may come to no avail due to Task Mine’s snail pace approach to the whole operation,” said the source.

He added, “a few artisanal miners from the area who have been offering to join the rescue team and increase manpower have been shut out. We really feel that Task Mine is more concerned about the stones within the shaft, they probably fear that the stones may be lost to the fresh individuals joining the team, but all at the expense of our relatives’ lives.”

Responding to these comments, Task Mine chairman, Timothy Masvipa said that rescue operation guidelines which do not allow volunteers to enter the shaft have seen them sticking to the small team identified for the job.

“This is a legal mine and so we can’t just do whatever we want, we are forced to abide by the guidelines prescribed for rescue operations,” said Masvipa.

He added that his company’s failure to keep up with the cost of rescuing the five trapped individuals has also affected rescue pace.

“We are quite a small company and to this end, it has been quite difficult for us to keep up with the cost of the whole rescue mission,” he said.

According to Archiv Fur Kriminologie the human body can survive for 8 to 21 days without food and water, and with the clock ticking fears are time may be running.

Of those with the ages supplied, Munashe Nyamukanga is the youngest of all five. Nyamukanga is 17-years old.

Mnangagwa’s Top Cop On The Move Again.

The Zimbabwe Republic Police has redeployed one of President Emmerson Mnangagwa’s favourite police officers, Commissioner Erasmus Makodza, as the new Officer Commanding for Matabeleland North while Commissioner Charles Nhete has been transferred to Harare province as the Officer Commanding of the province.

Commissioner Makodza is being moved for the third time since Mnangagwa took over from former President Robert Mugabe in a military coup in 2017.

Commisioner Makodza has held numerous senior deployments in the police force that includ being the Officer Commanding CID Bulawayo Province, Officer Commanding Mashonaland East and Harare Provinces as well as the Commander 2018 elections, amongst other deployments.

Makodza was first moved when several senior police officers have been forced out, accused of failing to prevent fuel protests that gripped the country on January 14 2018.

Bulawayo, the epicentre of the protests which later turned violent with dozens of shops being looted, was put under a new commander after Senior Assistant Commissioner Happymore Sigauke was ordered to retire,

Commissioner Makodza was made the new police chief for Mashonaland East, taking over from Senior Assistant Commissioner Lee Muchemwa who was also retired after protests rocked Marondera, the province’s capital.

The purge was meant to punish police chiefs who failed to come down hard on protesters. Mnangagwa deployed the army, which was accused of shooting at least 100 people and killing over a dozen people.

In mid may when plans for the July 31 protests were being laidout, Commissioner Makodza was immediately transferred to head Harare Province where the protests were meant to focus.

He replaced Comm Bernard Dumbura, who transferred to Police General Headquarters (PGHQ).

Many will remember him defending the suspect postal voting by police officers at Ross Camp in Bulawayo.

In a statement released on Monday, National police spokesperson Assistant Commissioner Paul Nyathi confirmed the latest transfers effected by the Commissioner General of the Zimbabwe Republic Police.

“The Zimbabwe Republic Police confirms that the Commisioner General of Police has effected the following transfers in the police.

Commisioner Erasmus Makodza has been transferred from Harare Province to Matabeleland North Province as Officer Commanding while Commisioner Charles Nhete has been transferred to Harare Province as Officer commanding,” reads the statement.

The transfers have been explained as routine transfers meant to strengthen the police operational effectiveness.
