Just In- Thieves Break Into Ekusileni Medical Centre

By A Correspondent- Some thieves broke into Ekusileni Medical Centre in Bulawayo where they stole a compressor and borehole switch.

The hospital is yet to open but has been identified as a national referral centre for COVID-19 treatment.

Reacting to the news of the break-in Secretary in the Ministry of Information Publicity and Broadcasting, Nick Mangwana said:

Reports indicate that thieves broke into Ekusileni Medical Centre last night and got away with a compressor and components of a borehole switch. They cut a fence at the rear of the facility to gain entry.
Surely, who [does] that?

Ekusileni Medical Centre briefly opened in January 2004 but was closed down just 6 months later after it was discovered its medical equipment was obsolete. The hospital was built in honour of late Vice-President of Zimbabwe Joshua Mqabuko Nkomo with funding from NSSA.

South Africa Records Huge Jump In Coronavirus Cases, New Tally Shoots Way Over 11 000

The number of confirmed Covid-19 cases in SA has climbed to 11,350.

The Western Cape has recorded a surge of 484 confirmed Covid-19 infections, contributing to SA’s total cases rising to 11,350.

The province, with 6,105 cases, now has 53.8% of the country’s infections to date, according to data released by health minister Zweli Mkhize on Tuesday. 

Gauteng has recorded 43 new cases. The province now has 2,014 cases, or 17.7% of the national total.

The Eastern Cape is the third worst affected with 148 new cases (1,504 cases or 13.3%) followed by KwaZulu-Natal with 22 new cases (1,394 cases or 12.3%).

The country’s fatalities now total 206.

The minister said 106 people have died of Covid-19 in the Western Cape, 44 in KZN, 24 in the Eastern Cape and 22 in Gauteng.

The Free State has six fatalities (and 135 confirmed cases), Limpopo three deaths (54 confirmed cases) and North West one death (51 confirmed cases). No deaths related to Covid-19 have been recorded in Mpumalanga (63 confirmed cases) or the Northern Cape (30 confirmed cases).

A total of 369,697 tests have been conducted to date, with 13,630 tests done in the past 24 hours.

There are 4,357 patient recoveries.

Mkhize urged South Africans to play their part in helping to combat the spread of the virus.

“This outbreak will only be defeated if the community understands the issues of hand washing, sanitising, coughing and sneezing into your elbow and so on. Each one of us can do something to reduce our chances of contracting the virus, and each one of us can do something to reduce the spread,” he said.

Police Publish Full List Of Wanted Fugitives Who Are In Quarantine Centres After Being Deported From South Africa.

Police have released a full list of 129 fugitives currently at various Coronavirus quarantine centres in the country. The fugitives have been on their wanted list and had fled to hide in South Africa.

The recently returned into the country after being deported from the neighbouring countries.

National police spokesperson Assistant Commissioner Paul Nyathi said the fugitives and suspects would be taken to various courts once they are released.

“They have been taken to various isolation centres where they will be managed during the 21 days of quarantine. “As you know there is a lot of information, which is filtering in relation to the nature of the crimes they could have committed either in this country or Botswana and South Africa where they are coming from. “The profiling process will also give us direction on how to manage them during and after their quarantine period,” he said.

Assistant Commissioner Nyathi said 16 suspects were as of yesterday isolated in Matabeleland South while 20 were sent to Matabeleland North. Bulawayo province received 30, Manicaland seven, Midlands got 15 while two others were quarantined in Mashonaland Central. Masvingo and Midlands provinces received 15 each, while one was isolated in Mashonaland East. Two people had been sent to Mashonaland Central as of yesterday.

Woman Marries Stepson She Helped Raise

A Russian woman has sparked controversy after announcing that she is set to marry the stepson that she helped raise for the past 10 years.

The 35-year-old social media influencer has received a lot of backlash since she announced her upcoming nuptials to her 20-year-old stepson.

Oddity Central reports that Marina Balmasheva, who rose to fame in Russia for documenting her weight-loss adventure online, is getting a lot of attention these days, because of her controversial new romantic relationship.

Shortly after divorcing her 45-year-old husband, to whom she had been married for 10 years, the Instagram influencer announced that she was romantically involved with her 20-year-old stepson, Vladimir. The couple reportedly plan on tying the knot in the near future and having children of their own…

The announcement was enough to stir up a heated debate in conservative Russi, but for some reason, Balmasheva thought that it would be a good idea to post side by side photos of her and Vladimir when she was 22 and he was 7-years-old, and now, as a couple. This really upped the negative feedback up to extreme, with many calling her behaviour immoral.

“You never know how life will turn out and when you will meet a person who makes you smile,” Marina Balmasheva wrote on Instagram. “I know that some will judge us, others will support us, but we are happy and wish you to be as well.”

Balmasheva and her former husband, Aleksy, had adopted five children together, plus the two boys he had from a previous marriage. Apparently she had also wanted to have children of her own, and Russian media had speculated that one of the causes for their breakup was the inability to conceive.

Ananova News reports that the woman’s relationship with Vladimir developed as she struggled with her weight, dropping 58 kilograms from the 132 kilograms she weighed initially. When they both realized that they shared a mutual attraction, they went public.

Many of Marina’s fans reacted negatively to the announcement of her new lover and their plans to get married, and they weren’t the only ones. Child services have now taken away five of her adoptive children and placed them with her ex-husband. She was told that even though she can still see the children every now and then, she can’t take them away for days at a time, or post photos and videos of them online.

“We had some sort of agreement with the child services. I was supposed to have a deal with them and they would not make trouble for me or Aleksey (her ex-husband). They would not oppose us seeing each other, would not prohibit me taking the children. But I got played,” Balmasheva told Russian reporters.

It is unclear whether Marina Balmasheva plans to appeal the decision to have her children taken away, but her relationship with Vladimir is moving forward, as are their plans for a wedding. meanwhile, they are trying to ignore all the negative feedback and crude online comments.

“What shocks me most is that this boy grew up before her very eyes,” one Instagram user wrote, while others made jokes about Marina trading in her older ex-husband for a “newer model”.

Abednico Bhebhe Wants Khupe And Chamisa To Unite

Thokozani Khuphe and Abednico Bhebhe, not ready to talk to Chamisa

THE recently reinstated MDC-T national organising secretary, Abednico Bhebhe has appealed to Thokozani Khupe and Nelson Chamisa to show leadership and use the Supreme Court judgment as an opportunity to unite the opposition struggle in Zimbabwe.

Bhebhe strongly believes the two warring MDC factions of Nelson Chamisa and Thokozani Khupe can still smoke the peace pipe and find each other.

“Unnecessary debates and counter accusations are raging on as to who must be held accountable. While it is a democratic right to express one’s opinion on a subject, the trigger of all this mayhem is none other than the supreme court judgment.

“The court responded to the appeal by the MDC, Nelson Chamisa and Morgan Komichi, whether wrong or right, its here nor there, but a judgement was handed down to the appellants. Instead of accusing one another, why not take advantage of the judgment to settle our differences as opposition and dialogue amongst ourselves and unite against the common enemy.”

He said Zimbabweans need a change in 2023 and that can only be achieved by having unity of purpose.

“If ZAPU and ZANU could unite after the later had killed over 20000 innocent civilians at cold blood, what’s so difficult in the MDC? I appeal to Nelson Chamisa and Thokozani Khupe to show leadership by doing what other people see as an impossibility.

“To those comrades who are protective of their new found positions, l challenge them to consider the plight of the people than their positions. I am pleading with all leaders to please stop writing and communicating statements that further the divisions in the opposition, it’s helping no one but Zanu-PF.

“I pledge to play my part in unity dialogue, so is every leader who really wants to see freedom in their lifetime.”

The Supreme Court on 31st March ordered Khupe to organise an extraordinary congress within three months to elect a new leader using the 2014 party structures.

Bhebhe was the party’s national organising secretary during the said period and was responsible for running the party’s structures across the country.

The MDC-T has since advised that the extraordinary congress will be convened on 31st July. In the event that the coronavirus emergency measures will still be in place, the party intends to hold the extraordinary congress via virtual in order to ensure the Supreme Court ruling is complied with to the letter.

Harare Councillors Pledge Allegiance To Chamisa

Councillors at the Harare Metropolitan Province towns and cities have predominately expressed their allegiance to Nelson Chamisa against the Supreme Court ruling that imposed Thokozani Khupe as the leader of the opposition party.

Just a few days after Victoria falls Councillors defied a directive by Khupe’s Secretary General Douglas Mwonzora to accept back former mayor recalled by Chamisa, the Harare Metropolitan Councillors from Harare City Council , Chitungwiza and Epworth met separately to deliberate on the development post the Supreme Court judgement.

Sources close to the meetings indicated that from the Harare City Council 41 out of 45Councillors attended the meeting and all expressed allegiance to Chamisa.

In Chitungwiza Municipality out of 21 councillors 20 attended and all of them decided to remain with Chamisa. In Epworth Local Board all 5 Councillors are with President Nelson Chamisa.

The Councillors undertook to defend the Party in their various wards.

Deportees From South Africa Escape From Beitbridge Quarantine Centre, We Can Only Pray They Are Not The Dangerous Criminals Police Spoke About.

CITE|Some of the deportees who came back from South Africa escaped from the Beitbridge Quarantine centre and efforts to locate for them are underway.

Zimbabwe has been receiving large numbers of people coming back from other countries in light of the COVID-19 pandemic.

The mandatory quarantine period is 21 days, with testing conducted on the first, eighth and 21st days, according to the government’s latest testing plan for returning residents and international travellers.

Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Ndavaningi Mangwana confirmed eight people absconded from Beitbridge.

“There are 197 people at Beitbridge Quarantine Centre as of today (Tuesday).111 males, 64 females, 11 boys and 11 girls. Eight absconded and 22 were discharged. 49 are still awaiting their PCR results (that is COVID-19 results tested from the Polymerase Chain Reaction machine).  Efforts are underway to account for those who absconded,” he said on his Twitter platform.

According to Statutory Instrument 77 of 2020, Section 6 (4-5), it is a criminal offence for a person to leave any place of detention, isolation or quarantine without clearance and may be arrested without a warrant.

They are liable to fine not exceeding level 12 or to imprisonment for a period not exceeding one year.

In an interview with CITE, Deputy Minister of Public Service, Labour and Social Welfare, Lovemore Matuke, said some returnees did not understand the importance of quarantine.

“They are not treated like prisoners but deal with friendly units when they come in to the country. The returnees come in large numbers and the ratio does not match number of police officers on the ground to watch them,” he said.

Matuke said returnees needed to be educated on why going on quarantine was important.

“They need education of the importance on quarantine to their families, friends and fellow countrymen. But some don’t understand it,” said the deputy minister.

He claimed there was a possibility that those who would have escaped could have been criminals who did not want to be arrested.

“Some of these people would have committed crimes then run away to South Africa for hibernation. Now when they are here and have a chance to run away, they do. It’s a mixed bag of people who come back to the country. Some are genuine, some are not genuine.

“Those who are not genuine would have committed crimes such as murder, theft or some would have run away from their families or have pending cases. It is not everybody who is genuine. Profiling is underway at Beitbridge but go with a camera, some may run away not wanting to show their faces,” Matuke explained.

Matuke said quarantine centres were not prison facilities but their aim was to provide security.

The deputy minister acknowledged that his department was focused on the people’s welfare and was not up to speed with security issues at the centres.

“As for the bigger picture, why some absconded may not come from social welfare but security. I am giving you an answer from a social point of view,” Matuke said.

He lamented that the escapees left at a time when testing could have been in progress.

“They could have absconded anytime in the process. I don’t know if they had done testing but they should have gone for proper testing.  I am not sure if they had completed that, I don’t have enough information but once testing is done, they graduate to leave,” said the deputy minister.

There is a possibility that if the escapees had not tested but were positive for COVID-19, they could transmit the virus to others, a point which the deputy minister concurred with.

“It is correct to say they can infect others but it doesn’t eradicate that police will follow up on them. Some may have crossed back into South Africa but police will find them since details were taken during profiling. This is the challenge when dealing with humans because it is really an offence to run away from a quarantine centre,” Matuke said.

GOVERNMENT has called upon community leaders to assist in the fight against COVID-19 by availing information on people who are illegally sneaking into the country.
This was revealed by the Deputy Minister of Public Service, Labour and Social Welfare, Honorable Lovemore Matuke when he toured Rupangwana Quarantine Centre in Chiredzi.

Matuke spoke on the need for returning residents to follow COVID-19 quarantine procedures.

“We are aware at the same time worried about people who are sneaking into the country through illegal routes. Now is the time we work together to ensure those people are known and be quarantined because some might be having the virus,” he said.

The Minister of State for Masvingo Province, Ezra Chadzamira said the province is working on increasing the number of quarantine centres given the increase in the number of returnees.

“Quarantine centres must not be seen as prisons that’s why we are identifying suitable places for our people,” said Chadzamira.

Rupangwana Quarantine Centre currently has accommodated 19 returnees who were intercepted on their way from South Africa.

A 25-YEAR-OLD Gwanda man has been arrested after he allegedly stabbed his friend, leaving him severely wounded for slaughtering his dog.

Obvious Maphala from Zendele Village in Colleen Bawn was not asked to plead when he appeared before Gwanda provincial magistrate, Ms Charity Maphosa facing an attempted murder charge. He was remanded in custody to May 19.

Prosecuting, Mr Silent Shoko said Maphala stabbed Mr Khumbulani Ndlovu who is his friend and also neighbour with an Okapi knife.

“On 2 May at around 7AM, Maphala discovered that his male dog was missing and he went around the neighbourhood looking for it. He went to Mr Khumbulani Ndlovu who is his friend and neighbour’s home and discovered that he had slaughtered the dog and had hanged it up to dry,” he said.

“Maphala confronted Mr Ndlovu over the matter and demanded to know why he had slaughtered his dog resulting in a misunderstanding. Maphala then drew an Okapi knife from his pocket and stabbed Mr Ndlovu once in the neck, once on the left ear and once in the back.”

New South African Labour Law Set To Throw Thousands Of Foreigners Into The Streets As Soon As Lockdown Is Cleared

South African government will soon put a law that restricts employers from employing a certain percentage of foreigners.

The Department of Employment and Labour is looking to formalise a new employment policy which will restrict the number of foreign nationals working in specific sectors of the economy.

Presenting to parliament on Thursday (7 May), Employment and Labour director-general Thobile Lamati said that this employment policy is currently being developed by the department’s employment services branch.

“If the minister is given the legal right to set sectoral targets, what would happen was that in areas for instance where there was a preference for foreign nationals – such as the restaurant sector – the minister could make a determination on a percentage of the foreign nationals allowed (to work) in the sector,” he said.

Employment and labour director-general Thobile Lamati told South African MPs that, “What could happen is that where there are areas where there is a preference for foreign nationals, for instance, restaurants, the minister would most probably determine that in this sector, only this percentage of foreign nationals will be allowed to work.

“This is not a new thing. It happens all over the world. It is part of labour market employment policies. We think that employment policy will go a long way in addressing the number of challenges we have in the labour market.”

South African media have also reported that Employment and labour minister Thulas Nxesi said it was well known that in agriculture, restaurants and the private security and hospitality industries that employers preferred to hire foreign nationals.

“In some cases, this had to do with skills, but in others, it was a matter of exploiting cheap labour, he said. You can’t sit with millions of unemployed South Africans and in certain industries you just allow non-South Africans to be employed without any regulation,” the minister said. “We must introduce those quotas and stick to those quotas and be very hard to those quotas.”

However, in doing this it was important not to be seen to be xenophobic or violating international conventions that SA has signed. It is going to be a balancing act.”

According to Sibanda, “the post has been created after due consideration of the work of the Ad-hoc Interministerial Task Force on COVID-19, which indicated the need for an evidence based, and coordinated division of labour between and among government agencies and other significant entities.”

Sibanda said Mahomva’s replacement in the ministry of health will be announced in due course.

Police in Covid-19 protective gear today removed the body of a man who was found dead at a bus stop along Inyathi Road some few metres away from Chiredzi General Hospital.

The man is said to have died under mysterious circumstances after being seen holding a packet of tablets yesterday evening.

When contacted for comment, Zimbabwe Republic Police (ZRP) Masvingo provincial police spokesperson Chief Inspector Charity Mazula said she had not received the report.

Some sources said the man could have failed to get help at the hospital and was turned away for unclear reasons.

Masvingo Zanu PF leadership has recommended that the late Tanda ‘Mhunga’ Tavaruva be accorded provincial liberation war hero status in recognition of the sterling job he did to aid Zimbabwe’s fight for independence and after.

ZUPCO Looking to Add 500 Kombis To Ease Transport Blues

Strict adherence to social distancing guidelines has severely affected Zupco’s carrying capacity under lockdown level 2 forcing commuters to wait for transport to and from work.

A survey conducted in Harare by The Herald on Friday revealed that commuters were spending more than two hours on average waiting for transport.

Zupco is the sole public transporter after Government implemented a raft of measures aimed at containing the spread of coronavirus, which included the banning of kombis and unregistered conventional buses from operating during the lockdown period.

The situation has since pushed the parastatal to cast its net wider and invite more operators to join the Zupco franchise.

Government has since eased the conditions to allow licensed private conventional buses to resume operations in towns.

Inter-city travel is still banned.

Zupco acting chief executive Mr Evaristo Madangwa conceded that they were struggling to effectively service the urban routes and were looking to double kombis under the Zupco franchise.

“We have 507 conventional buses and 500 commuter omnibuses (kombis),but they have not been enough to match the demand because the buses are not carrying to                                                                                   capacity.

Conventional buses are carrying 32 people per trip while kombis are managing nine,” Mr Madangwa said.

He said negotiations with private transporters were already underway with changes to the biting transport shortages expected soon.

“We are working to add another 500 kombis and more conventional buses to ease the pressure on the fleet servicing passengers currently,” he said.

Mr Madangwa said by end of next week the number of buses and kombis should have significantly increased.

The Zupco expansion strategy comes at a time when kombi operators have sent a distress call to Government saying they are suffering financial strain.

Manchester United Duo Barred From Training After Breaching Lockdown Regulations

Farai Dziva|Manchester players Aaron Wan-Bissaka and Timothy Fosu-Mensah were reportedly asked to end their training at a private school’s pitch and leave the facility.

According to The Sun newspaper, Wan-Bissaka and Fosu-Mensah were training together at Saint Ambrose College in Cheshire.

The two wanted to take advantage of the relaxation of the lockdown regulations but they contravened the guideline which doesn’t allow one to go outside with another person who is not from the same household.

The defenders were then told by college staff to leave because they did not have permission to be there.

The publication adds the pair practised social distancing rules by maintaining the required two-metre gap at all times before the interruption.

Meanwhile, Premier League players are expected to return to training this month while adhering to new health and safety guidelines.

The UK government on Monday announced that the season can resume from June 1 but behind closed doors.

British Government Approves Resumption Of EPL Action

The UK government has given the green light to resume the 2019/20 English Premier League season next month.

Football in the European country has been suspended since March due to the coronavirus outbreak.

The campaign will now be completed at least from June 1. However, the remaining games “will take place behind closed doors for broadcast, while avoiding the risk of large-scale social contact.”

The League is now left with sorting out the venue issue ahead of a possible restart while planing accordingly to avoid the spread of the virus during the matches.

By Own Correspondent| MDC Alliance Sunningdale legislator Hon Winnie Kanguni is in hot soup after she attended a portfolio committee meeting on health, industry and public service held today against a National Standing Committee resolution to disengage from parliamentary activities.

According to a message circulating in MDC Alliance Whatsapp groups, Kanguni is being labelled a rebel who will be afforded an opportunity to explain her reasons for defying the party resolution before action is taken against her.

“The Parliamentary Portfolio Committee on Health, Industry, Public Service convened met today. All genuine MDC Alliance Members of Parliament boycotted in support of National Standing Committee resolutions. Those who boycotted include the Chairperson of the committee, Hon Ruth Labode (PR Matabeleland North) However, one Hon. Kanguni of Sunningadale decided in her great wisdom or lack of it to attend this meeting clearly in contrast to the party position. Hon Kanguni is hereby declared a rebel and due action shall follow immediately after assessing her reasons for defying the party,” reads the message.

The MDC recently passed a resolution to disengage from all parliamentary activities in protest against the recall and dismissal of four legislators at the behest of reinstated Secretary General and Manicaland Senator Douglas Mwonzora.

The dismissed legislators are Charlton Hwende, Tabitha Khumalo, Prosper Mutseyami and Lilian Timveos.

The Thokozani Khupe group has also threatened to fire Harare councillors who are deemed corrupt.

More portfolio committee meetings are set for this week and the party will be watching out for legislators who will defy the party resolution.

Bosso, Harrison Part Ways ?

Highlanders and coach Mark Harrison have announced that they are suspending their agreement until further notice.

The British gaffer joined Bosso at the beginning of the year and took charge of one match, the Castle Challenge Cup which Bosso lost 2-0 to the league champions FC Platinum.

GOVERNMENT has distanced itself from statements purportedly made by the Deputy Minister of Information, Publicity and Broadcasting Services, Dr Energy Mutodi on measures taken by Tanzania to contain Covid-19.

The said statement, said the Government, does not reflect its position nor policy.

In a statement, Minister of Foreign Affairs and International Trade Dr Sibusiso Moyo said the Government of Zimbabwe fully respects the sovereign measures that were adopted by President John Magufuli to contain the spread of Covid-19 in Tanzania.

“I make reference to the message of 4 May 2020 purported to have been posted on Twitter by the Deputy Minister of Information, Publicity and Broadcasting Services Honourable Dr E. Mutodi in which he compared the measures against Covid-19 adopted by the head of state of Tanzania and Zimbabwe.

“I wish to make it clear that this statement does not reflect the Government’s position nor policy.

“The Government of Zimbabwe fully respects the sovereign measures that the President of United Republic of Tanzania His Excellency John Magufuli adopted to contain the spread of Covid-19 in his country.

“Taking into account the unique domestic environment and other factors prevailing on the ground, indeed, no two individual countries have the same set of environment and conditions to warrant the adopting of a uniform response to disease outbreaks and other crises,” he said.

Dr Moyo said Zimbabwe is not in competition with any member state.

“Each government is implementing policies that best suit their unique domestic environments in line with the guidelines of the World Health Organisation (WHO).

“The Government is working in close partnership with SADC and African Union Member States as well as with other interested international co-operating partners to fight this global pandemic.

In this context, there was no basis whatsoever, to compare the policies of the two Presidents.

What can I do to protect myself and prevent the spread of disease?

You can reduce your chances of being infected or spreading COVID-19 by taking some simple precautions:

Regularly and thoroughly clean your hands with an alcohol-based hand rub or wash them with soap and water.

Why? Washing your hands with soap and water or using alcohol-based hand rub kills viruses that may be on your hands.

Maintain at least 1 metre (3 feet) distance between yourself and anyone who is coughing or sneezing.

Why? When someone coughs or sneezes they spray small liquid droplets from their nose or mouth which may contain virus. If you are too close, you can breathe in the droplets, including the COVID-19 virus if the person coughing has the disease.

Avoid touching eyes, nose and mouth

Why? Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer the virus to your eyes, nose or mouth. From there, the virus can enter your body and can make you sick.

Make sure you, and the people around you, follow good respiratory hygiene.

This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the used tissue immediately.

Why? Droplets spread virus. By following good respiratory hygiene you protect the people around you from viruses such as cold, flu and COVID-19.

Stay home if you feel unwell. If you have a fever, cough and difficulty breathing, seek medical attention and call in advance. Follow the directions of your local health authority.

Why? National and local authorities will have the most up to date information on the situation in your area. Calling in advance will allow your health care provider to quickly direct you to the right health facility. This will also protect you and help prevent spread of viruses and other infections.

Keep up to date on the latest COVID-19 hotspots (cities or local areas where COVID-19 is spreading widely). If possible, avoid traveling to places – especially if you are an older person or have diabetes, heart or lung disease.*

Why? You have a higher chance of catching COVID-19 in one of these areas.

Regularly and thoroughly clean your hands with an alcohol-based hand rub or wash them with soap and water.

Why? Washing your hands with soap and water or using alcohol-based hand rub kills viruses that may be on your hands.

Maintain at least 1 metre (3 feet) distance between yourself and anyone who is coughing or sneezing.

Why? When someone coughs or sneezes they spray small liquid droplets from their nose or mouth which may contain virus. If you are too close, you can breathe in the droplets, including the COVID-19 virus if the person coughing has the disease.

Avoid touching eyes, nose and mouth

Why? Hands touch many surfaces and can pick up viruses.

Once contaminated, hands can transfer the virus to your eyes, nose or mouth.

From there, the virus can enter your body and can make you sick.

Make sure you, and the people around you, follow good respiratory hygiene.

This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the used tissue immediately.

Why? Droplets spread virus. By following good respiratory hygiene you protect the people around you from viruses such as cold, flu and COVID-19.

Stay home if you feel unwell. If you have a fever, cough and difficulty breathing, seek medical attention and call in advance. Follow the directions of your local health authority.

Why? National and local authorities will have the most up to date information on the situation in your area. Calling in advance will allow your health care provider to quickly direct you to the right health facility. This will also protect you and help prevent spread of viruses and other infections.

Keep up to date on the latest COVID-19 hotspots (cities or local areas where COVID-19 is spreading widely). If possible, avoid traveling to places – especially if you are an older person or have diabetes, heart or lung disease.

Why? You have a higher chance of catching COVID-19 in one of these areas.

Ghanaian Worker Infects 500 With Coronavirus

A single worker at a fish factory in Ghana infected 533 co-workers with coronavirus in an incident that now accounts for roughly 11 per cent of the west African country’s total recorded infections.

The so-called “superspreader” event happened at a fish processing plant in the port city of Tema last month, President Nana Akufo-Addo said during a national address on Sunday night. The infections were identified as part of a roughly two-week backlog of nearly 1,000 cases that had only just been reported, the president said.

With more than 160,000 samples inspected, Ghana has one of the highest per capita testing rates in sub-Saharan Africa, where many countries lack the resources to test widely.

The government is employing a “pool testing” strategy, which involves collectively reviewing up to 10 samples together and then only individually testing those in positive batches.

The fish factory was an isolated incident, Mr Akufo-Addo said, but warned that Ghana’s case numbers would continue to rise above the current 4,700 confirmed infections as the country of 30m increased testing.

“The implementation of our strategy of aggressively tracing, testing and treating is our surest way of rooting out the virus,” he said. “The more people we test for the virus, the more persons we will discover as positive,” he said.

Mr Akufo-Addo added that the WHO had contacted Ghana to “share our sample pooling experience with other African countries, so they can adopt this strategy and also ramp up their testing capabilities.”

Mr Akufo-Addo’s speech came three weeks after he eased a 21-day lockdown on the capital Accra and the city of Kumasi, in the centre of the country, over concerns about economic repercussions for the many Ghanians who work in the informal economy and live hand-to-mouth.

A similar debate is taking place in capitals across the continent, even as caseloads continue to mount and experts warn that the pandemic’s peak is still at least a month away.

Dog Row Ends In Tragedy

By A Correspondent- A 25-year-old Gwanda man has been arrested after he allegedly stabbed his friend, leaving him severely wounded for slaughtering his dog.

Obvious Maphala from Zendele Village in Colleen Bawn was not asked to plead when he appeared before Gwanda provincial magistrate, Ms Charity Maphosa facing an attempted murder charge. He was remanded in custody to May 19.

Prosecuting, Mr Silent Shoko said Maphala stabbed Mr Khumbulani Ndlovu who is his friend and also neighbour with an Okapi knife.

“On 2 May at around 7AM, Maphala discovered that his male dog was missing and he went around the neighbourhood looking for it.

He went to Mr Khumbulani Ndlovu who is his friend and neighbour’s home and discovered that he had slaughtered the dog and had hanged it up to dry,” he said.

“Maphala confronted Mr Ndlovu over the matter and demanded to know why he had slaughtered his dog resulting in a misunderstanding. Maphala then drew an Okapi knife from his pocket and stabbed Mr Ndlovu once in the neck, once on the left ear and once in the back.”-statemedia

12 Recover From COVID-19 In Zimbabwe

Farai Dziva|The Ministry of Health and Childcare has announced that 12 people have recovered from the deadly COVID-19 pandemic.

Below is the Health Ministry’s latest update:

As of the 11 May 2020, 4006 257 confirmed cases of COVID-19 and 278 892 deaths have been reported from more than 210 countries/ territories globally (WHO Situation report 112).

The Ministry would like to report that today, 740 rapid screening tests and 670 PCR tests were done in the public sector.

Additionally, 94 rapid screening tests and 56 PCR tests were done in the private sector giving a total of 834 rapid screening tests and 726 PCR tests done today.

One of the PCR tests done in Harare today was positive for COVID-19, whilst all the PCR tests done in Bulawayo today were negative for COVID-19. More details on the latest case to be given in tomorrow’s update.

Therefore, to date, Zimbabwe now has thirty-seven confirmed cases, including twelve recoveries and four deaths.

Cumulatively, a total of 12 498 rapid screening tests and 10 598 PCR diagnostic tests have been done to date…
The latest recoveries include 3 cases from Harare.

These were confirmed through two consecutive PCR negative tests from samples taken at least 24 hrs apart in line with the WHO guidance.

The Ministry continues to be on HIGH alert to the COVID-19 pandemic and would like to remind the nation that the most effective ways to protect yourself and others against COVID-19 are to practise good personal hygiene, always wear a face mask in public places and exercise social distancing.

MDC Alliance Masvingo Mourns Tanda Tavaruva Of Mhunga Buses

Corona Near Death Experience: Zimbabwean In UK

By Dr Masimba Mavaza | In the midlands town of Corby in the United Kingdom stays a very happy family whose roots are from Zimbabwe. They are a family of 4 boys and their parents. This is the Chiwuta family. This happy family which has meant to live for each other and survive for God is one with their culture deeply rooted in Christian values.

The mother is Mrs Ruth Chiwuta commonly known as sister Ruth by her church family. Sister Ruth has always taken pride of being a member of the Seventh Day Adventist Church family. She is a very active member of the church and exhibits much faith in God. It is that God who has kept sister Ruth going.

Nothing on earth has prepared sister Ruth and her family of what is to come. Fate wraps surprises and the mystery covering the fate is indeed a mystery.

Life presents challenges and one wonders how do we move on to another day without faith. Faith is always tested not by food things happening to you but how you sail through the waves of the turmoil of life. Siter sister Ruth or VaChihera as she her brother calls her was jovial and hard working nurse. She had taken this virus seriously and took all precautions that were there to make sure she keeps this virus out of her family. Sister Ruth is naturally a smart person she has kept her home so neat that you would think she is always expecting a smartness inspection. One would think that CORONA will be ashamed to enter in such a home.

Mr Chiwuta the father is in the frontline so as sister Ruth they have all taken precautions to make sure that they stay safe. But challenges are known to overlook all precautions you might be putting in place.

On the 27 the March 2020 the Chiwuta family was struck with very mild symptoms of the Corona Virus. So as an alert family already in the health sector and in the front line they quickly made haste to self quarantine. One of the boys Ra displayed symptoms without questioning the source a self quarantine was agreed. The Chiwuta family has always been a highly organised and disciplined family. So quarantine was reached on a family consensus. So Ra had reported feeling tightness of chest and temperature surges. Everyone was fit and getting on at this point. As they got through the weekend, things gradually started to change. Each family member exhibited some flu like symptoms.

Before the sail through to Monday sister Rue who is affectionately called by the husband as Mai Fari had started coughing. The cough became dry and painful. Mai Fari even though she is a nurse she does not like hospitals. But in this case she has to be referred to the local general hospital. Everybody puts his trust in the hands of the doctors. On arrival at the hospital She was examined by a certain doctor.

The family had turned on a prayer mode. After some few examinations from a certain doctor she was sent back home. The doctor was being cautious and indeed he was alive to the fact that NHS must not be overburdened. A very heavy burden lay heavily on the Chiwuta family’s chests. Sister Ruth has not only been a carer of others but she was not a sickling. When she said she is sick she is indeed sick. So the doctor sent her home on the diligent assessment that if she remained in hospital she would contract the virus.

The family felt restless as the cough intensified through Thursday and Friday and by then she was running a feverish temperature. She also started losing oxygen saturation levels. On Sunday a terrifying thing happened her oxygen oxygen levels had dropped to the 60s. This prompted Mr Chiwuta to call 999. This time the family was gripped in fear and a sense of hopelessness took over. Mr Chiwuta dropped in a lump of a dejected father. Ruth has been his patner for a long time. They have been together through thick and thin. The possibility that Ruth might die drained all the power from the veins of Mr Chiuta. He saw no help at all he was hoping she would not meet the first doctor they met the last time she was kicked out of hospital. He remembered one man who could help him.

This man was Jesus Christ. Mr Chiwuta started praying. He knew that the boys were worried but as a father he did not want to break down He wanted to cry the situation was trrrifying. But Mr Chiwuta has never cried in front of his Children. He is a man who can say it will be well even if he doubts it. He mai rains the manly profile. He prayed as Mai Fari was being wheeled out of the house to the ambulance.

Mr Chiwuta remembers the harsh blue lights of the ambulance flashing on the road giving the edges of the street houses a blue colour. That became the lights of horror. No member of the family was allowed to escort the mother to hospital. There was to be no vista and anything was possible. To imagine that the scenario could be the last He saw my Fari made Mt Chiwuta sweat buckets. No relative is allowed to visit. The phone became the source of communication. and that’s how she ended up in hospital. Reports from hospital was coming through the phone call. Mr. Chiwuta and family has to rely on the phone calls from the hospital.

It was strange how a mobile phone became very important in the Chiwuta family. Things just changed, gone were those days when the family crumbles around a TV to watch news. Now they gathered around a mobile phone to get daily progress reports from the hospital. The mobile phone became all of a sudden a very important gadget in the Chiwuta family. The first call came. The family was scared to answer it but it has to be answered. The nurse on the other side of the phone reported that they have found that she had developed pneumonia and was to be out under sedation and on oxygen therapy. That was to be her life for the next twenty eight days. We had to be given a a lot to call for feedback. The calls became inspirations and something which brings both hope and something to cling on to. Life was just something else it was had changes in a twinkling of an hour.


The church members called and offered prayers they had a live stream called zoom where The family could join the church in prayer for sister Ruth Mai Fari Chihera and other members who needed prayers. The prayers played wonders it gave Mr Chiuta hope. Hope to look forward to meet his wife again in a healthy stoop.
While in the house the family will go for hours without food. Their thoughts were with Mai Fari.
The sickness drew a lot of energy from the family.
Emotionally, it would appear the boys and Mr Chiwuta were driven by this macho thing where you don’t want to show your emotions that easily. Those stories we always tell our children. Man don’t cry but Mr Chiwuta cried in the heart but can not afford breaking down in front of the kids
The biggest problem was the Chiwuta family are all in the health profession nurses and doctors within the family members. So they understood exactly that they can expect anything from this virus. It was a very scaring moment.
Every Chiwuta played a spy. Each one was watching the other for signs of breakdown so that they lift him. The Corby Seventh-day Adventist Church kept the family going. Elders and pastors kept the phone busy and prayers went up the heaven creating a ladder of Angels bringing the prayers up and blessings down covering both aspects covered with chains of miracles.
It then turned out that everyone of us was secretly watching out for the next person on the pretext that they would crack under pressure.

There is also a sense of groundedness that each of the Chiwuta boys was driven by way they tend to look at situations in balance and are able to rationalise on the impact of possible outcomes. This boldness acted as some form of catharsis. This is why they were able to sustain themselves emotionally through out the predicament.

However, the prequel period just before the onset of recovery, there were two disclosures of how the the illness had become overbearing and the nascent worry of the possibility of mom being taken away from them.

Twenty eight days passed Mai Fari remained in hospital. One blessed day as usual the call came in. Mai Fari had opened her eyes for the first time. She opened her mouth too and expressed worry about her grand children. Such was Mai Fari. When everybody was worried about her health she was worrying about others.

The enxiety of the situation healed the whole family which was in quarantine.

Through God’s Grace Mai Fari vaChihera has defied the odds. She was attacked by the Virus in her most vulnerable moment she surrendered her life in the hands of God. At the same time the family had nothing to offer they all knew very well that in a moment like this the best thing is to lift up one’s hands unto Jesus.


The Chiwuta experience has put the family closer to God. It has opened new lines of prayer. The Adventist’s caring and the the zoom worship way kept the faith alive.


On the 7th of May 2020 sister Ruth Chiwuta was discharged from hospital. People of all colour lined the street keeping the social distancing values as they clapped and sang in praise to God for the safe return of Sister Ruth Mai Far. VaChihera.


The Corona virus is not a Joke. Many people in Mai Fari’s ward did not make it out. Mai Fari was not clever or wise in this situation. She was saved by the Grace of God.


Mr Chiwuta said he was humbled by the amount of comfort he received. It was a hard time. You never see your loved one you do not feel like you are in the journey with her. She tugged alone surrounded by strangers in a time she needed her husband most. But in all this period God was there.

TIME TO FILL THE VOID: TIME FOR MEANINGFUL ACTION

By Ropafadza Misodzi- Nthuli Ncube’s letter to the international financiers must be taken at face value.

Zimbabweans cannot ignore it. Ncube is clearly writing for good reason. All is not well financially in the corridors of power.

It appears that we are on our last legs, begging again even though we have a poor record as international debtors. Without the political backing and muscle that Mthuli needs, we should all be worried.

Those who rule over us have plundered, pillaged, stolen, and trashed what we had, and it is all gone. We have showered blame on each other, and we are now tired. It is time to rise and move forward.

Our politics is a huge mess, and we simply must think again. It is time to put our heads together and define a new narrative, a different way of doing politics that defines us as Africans.

Zimbabwean people have been infected by a bad governance virus that has cowed them into human beings lacking hope. We are now beggars living on the edge, living such unfulfilling lives we have become content with being utterly and perennially poor.

Power and wealth are concentrated in the hands of a few party chefs, apparatchiks, their surrogates, and a few corrupt individuals. 40 years of bad governance have yielded nothing but misery and pain and distorted lifestyles which we have grown to accept as normal. The worst thing is that it is not going to get any better any time soon.

Our hopes and aspirations for democracy died on 14 February 2018 with the passing of Morgan Tsvangirai. What followed within the democratic movement is encapsulated in the Shona expression, kutungana kwembudzi (goat fights that benefit no one). They are still going on as I write.

Those involved in these goat fights keep fighting each other as if that will bring the nation better days and the long-awaited democratic change. They seem oblivious to the fact that whoever emerges as the winner will be going back to a divided people – people much worse off and further apart than ever before.

In the meantime, we can either continue to hold our breath while they fight, or we can persist in our fight for our right to self-determination. A fight like this among the ranks of the opposition, those entrusted with winning political power, can only mean one thing.

It is no longer about people-power and servant leadership. It is about “who eats at the high table”. It is about them and for their benefit.

So, it would seem that the ZANU PF government is in peril, otherwise Ncube would not have written his letter of 2April 2020.  In an attempt to avoid economic collapse and unlock funds to fight the current COVID pandemic, finance minister Mthuli Ncube is pleading with international institutions to help the government to clear billions of dollars of debt and arrears to the World Bank, the International Monetary Fund and the African Development Bank. 

In his 2 April letter to the international financial institutions in Washington, Ncube writes that the government and economy are near to collapse and raises the spectre of an implosion of the state. Ncube’s pleas are falling on deaf ears because the IFI’s recognise that Zimbabwe’s problems are rooted in politics not in economics. 

His cry for help is a long shot judging by what we have seen before. The Zimbabwe economy has been in comatose for over 20 years. Yet  ZANU PF politicians seem to hang on as if there is still something they can steal. What do they care about what the people really want anyway?

We, however, must not stop preparing and planning for our future governance concerns as a people. It is quite possible that economic collapse will be the trigger for the collapse of the Government of Zimbabwe which appears to be hanging on by a fine thread.

The people’s question

Listening to ordinary citizens on the streets of Zimbabwe and chatting with those I talk to, they keep saying they will continue to suffer because there is no alternative. I get a picture of a frustrated nation losing hope by the day. They keep raising the question, “Who will take over when those donkeys begin growing horns?”

Their question highlights the pressing need to assemble a team from all over the world, a provisional body, or a transitional administration of credible and capable men and women of good record and reputations from across the whole spectrum of expertise, regardless of their political or other afflictions.

It is an opportunity to look at what we have as a nation, to put aside our political toxic differences for the good of the nation, and to maximise the skills base that we have across the globe.

This team must be able, in the event of a government collapse, to stand ready to step into the void, take control of government and set Zimbabwe on the path to recovery.  ZUNDE has previously canvassed the idea of a Transitional Authority but the political landscape was not as conducive then as it is today.

In this set up ZUNDE will be happy to coordinate this effort, starting with putting together a skills database. There are many talented, credible Zimbabweans scattered around the globe and now is the time to engage with them to explore how we can constitute such a competent and effective transitional body to stand in waiting, prepared to step in.

This is the reality we now must face: ZANU PF is not the way. They have undoubtedly failed us for 40 years. The MDC and their good intentions have been at it for decades and have reduced themselves to a team of activists fighting each other. It is imperative for Zimbabwe to find a different way founded on African good governance and the rule of law.

Governance

What will our governance model look like? Governance is not government. Not at all! Governance is the sum total of relationships between government and citizens. Those relationships are at a low ebb in Zimbabwe right now.  A prime focus of the transitional body must be to right the relationships between government and citizens in Zimbabwe when the time comes.

But the ground preparation must begin now. Our problems do not come from the West, nor are our solutions to be found in the East. Our problems are in the mindset of greed, hate, intolerance and self-hate that has crippled us for decades now. Mugabe brought us politics of hate and we have embraced it fully. If you are not with us, you are the enemy whose head must be crushed, so we now believe.

The greedy jackals among our own people and the false prophets among us have worn us down. Our solutions are within our own hearts and in our own hands.  Achieving good governance in Zimbabwe requires providing African solutions to African problems, and our culture and values provide us with the means to do so.

The way out of ALL of Zimbabwe’s problems can be found in the concept of Hunhu/Ubuntu. Hate, corruption, intolerance, self-hate, and greed are totally alien to hunhu/ubuntu.

We need to do politics the African way, (zvinehunhu). African politics must be grounded in African philosophy because that is who we are and what we know best. We must be truly African in the modern world if we are to become giants in Africa again.

Good governance is deeply rooted in this African noble philosophy. Nyika vanhu, nationhood means people. Vanhu vanhu nekuda kwevanhu, people are people because of people. We must be true to our African culture founded in our values that recognise our shared humanness and our connectedness.

That is the African way. The transitional body will be tasked with discerning and delineating hunhu/ubuntu to inform the process of striking a balance between tradition, change, continuity, values, principles and stability as they chart the way for establishing Zimbabwe as a truly African democracy.

The way forward

ZUNDE is a unifying political movement. We are in dialogue with all and we are in competition with none. We are a catalyst for interaction that will generate a critical mass to usher in principled government in Zimbabwe.  We seek to transform politics in Zimbabwe once and for all. We seek to establish the politics of principles and values, and we totally reject the politics of personalities.

We seek to establish a peaceful, free, democratic, and prosperous Zimbabwe based on good governance, equality of citizens, and the rule of law.  We are about finishing the revolution started by our ancestors and the heroes of the liberation struggle whose primary aim was to usher in a democracy based on the wishes and aspirations of the people.

We are serious about establishing a transitional authority of some sort.  We invite contributions from those many talented, credible Zimbabweans scattered around the globe who are ready to volunteer and help us to define how we can constitute such a competent and effective body to stand in waiting, prepared to step in.

We are not looking for theorists, we are seeking pragmatists who are prepared to be members of this body because they are committed to building a free, democratic, peaceful and prosperous Zimbabwe characterised by good governance and the rule of law.

Is ZUNDE seeking power? No, we are not. That is the people’s prerogative and call.

Are we seeking regime change? Yes, we are. There is nothing wrong with regime change. It is a people’s right to change their government if it is no longer serving them. But we are seeking more than regime change – we are seeking to change mindsets, the way that politics is done in Zimbabwe and to be human beings again.

We are seeking to bring together those who are committed to the politics of principles and values and who are ready to step in to rebuild our nation.

“I Got Married At 62 After Using Anointed Herb”

Farai Dziva| A 62-year-old Masvingo woman has claimed she got married on Mother’s Day after administering “Prophet” Makomichi’s ” anointed love potion herb” for three days.

The woman who identified herself as ” The Relieved One” posted her testimony on Makomichi’s social media group.

Makomichi distributes what he calls the “anointed love potion herb” to women and girls across the country- for free.

Makomichi is the leader of Calvary Prayer Group and
the president of Vulnerable Youth Support Network Trust.

In her testimony the woman said : I got married at 62 when I had given up hope of finding love.

I can’t really explain what happened but I got married on Mother’s Day after administering the anointed love potion herb for only three days.My husband is 70 and we are beginning to enjoy ourselves together. I know people will not believe what I am saying but who cares ? I am a relieved woman after all.

I was a frustrated woman having tried to get married four times without success.
I really thank the prophet for giving me the anointed herb for free.

I know some church leaders are sceptical of the herb but my message is clear, there is nothing sinister, it is really genuine.

I can’t recall how many times I fasted in my life.I also applied different types of anointing oil to avail.

One major challenge that football has faced and will continue to face is sponsorship.

In African countries like Zimbabwe many youngsters oozing with talent have their dreams shattered due to this challenge.

Sponsoring football in Zimbabwe is a matter of giving without receiving because it goes along with very few if not no benefits at all. It takes great passion of the game, selflessness and love for the community to sponsor a competitive soccer team in Zimbabwe.

Such was the calibre of Tanda Tavaruva of the popular Mhunga Buses.

Masvingo is a town with a lot of talented youngsters as well as a legion of football lovers.Many sponsors including individuals, companies and renowned organisations tried to support and motivate the football fraternity but found the going getting tough and abandoned the projects along the way. Up stepped Mudhara Mhunga with his financial support to sponsor the mighty Masvingo United FC affectionately known as Una Una(Asipo haapo).

The dawning of Una Una provided a fertile ground for Masvingo’s aspiring footballers to showcase their talents and pursue their dreams. The MPs were given a platform to express their views and fears as per threats from the rebels.

The MPs were clear on that they will follow the decision of the party and that they will not surrender the people’s project to Zanu PF.

In solidarity with the four MPs who were wrongfully withdrawn from Parliament, the MPs agreed to disengage from Parliament pending conclusion of the ongoing consultation processes.

The Members of Parliament also agreed to be involved in the ongoing consultation processes with the structures and the general electorate.

The MPs also conveyed to the leadership the clear message from their constituencies that they are ready to defend the people’s project.

The meeting was attended by over 85 MPs from across the country including VP Kore, National Chairperson Hon T Khumalo among other national leaders.

This was an unambiguous message that the MPs are solidly behind the MDC A led by the People’s President Advocate Nelson Chamisa.

Sex Workers Help Trace Suspected COVID- 19 Cases

Sex workers in Zambia are helping to trace people who have contracted covid-19 after a spike in new cases of the infection at the border town of Nakonde.

The health minister Chitalu Chilufya said 76 of 85 reported new cases in the northern town were either sex workers or lorry drivers.

To date Zambia has confirmed 267 Covid-19 infections, with seven deaths.

“Sex workers have been very co-operative and they are giving us all the leads we want,” Mr Chilufya said.

Last week, President Edgar Lungu announced the reopening of restaurants, casinos and gyms after a month-long shutdown to enforce social distancing measures.

“The situation in Nakonde remains grave, and the president is concerned,” Mr Chilufya said on Sunday, adding that Mr Lungu had ordered the border to be “temporarily closed.”

Nakonde streets are usually lined by lorries leaving Zambia or entering from neighbouring Tanzania, the BBC’s Kennedy Gondwe in Lusaka reports.

Lorry drivers are seen as a high-risk group because they stop at several towns along the way and are known to have multiple sex partners, he added.

“They [sex workers] are being very co-operative in our investigations, and we don’t want to stigmatise or discriminate against them. They are being very useful in contact tracing,” Mr Chilufya said.

“We had a case where one of them appeared with symptoms and told us about a client who was a lorry driver of foreign jurisdiction and even gave us a contact number. We called that number and we were told the person we called had Covid-19,” the minister added.Health authorities in East Africa have expressed concern that lorry drivers, listed as essential workers, could be spreading coronavirus.

Strict checks, including tests by Ugandan authorities, have caused long tailbacks at its border with Kenya.

The Parliamentary Caucus of the MDC Alliance met yesterday and noted the worsening economic crisis in Zimbabwe, destruction of the people’s livelihoods and the closure of democratic space in particular the systematic attack on the MDC Alliance, its leadership and Members of Parliament.

The Caucus recognised the need to continue with the defence of the Zimbabwean Constitution, the MDC Alliance’s Constitutional right of existence and it’s objective of pursuing democratic transformation in our country.

The Caucus recommitted its allegiance to the people of Zimbabwe who voted for the MDC Alliance, commitment to the MDC Alliance and it’s leadership led by Adv Nelson Chamisa and expressed solidarity with the expelled leaders of the caucus and put it’s weight behind them.

The Caucus unanimously agreed to support the decision by the leadership of the party to suspend all Parliamentary activities pending consultation of the structures, general membership and Zimbabweans at large.

The meeting resolved to use all available avenues to fight the injustice.

Parliamentarians however resolved to continue being of service to the Zimbabwean people in the fight against COVID-19.

MPs will continue to provide leadership on community initiatives meant to alleviate the plight being faced by vulnerable people in different constituencies particular in respect of food shortages during the current lockdown period.

Prochem Pvt Ltd Fined Over Sub Standard Sanitisers

By A Correspondent- A local Zimbabwean company has been fined for distributing and selling sub-standard sanitisers.

Prochem (Pvt) Limited reportedly paid a $3 000 fine over the offence.

However, the company said it had manufactured the substandard batch before standards were set with the advent of the #Covid19 pandemic.

Farai Dziva|Controversial Deputy Minister of Information, Publicity and Broadcasting Services, Energy Mutodi has remained defiant after being accused of “misrepresenting facts.”

Mutodi accused his boss, Monica Mutsvangwa, of abusing ZBC.Mutodi was responding to an article in which government distanced itself from his remarks about the COVID-19 pandemic.

Mutodi responded: “This shows gross incompetence at the ZBC and it also goes on to show how Monica and her husband Chris are abusing the state media.”

GOVERNMENT has distanced itself from statements purportedly made by the Deputy Minister of Information, Publicity and Broadcasting Services, Dr Energy Mutodi on measures taken by Tanzania to contain Covid-19.

The said statement, said the Government, does not reflect its position nor policy.

In a statement, Minister of Foreign Affairs and International Trade Dr Sibusiso Moyo said the Government of Zimbabwe fully respects the sovereign measures that were adopted by President John Magufuli to contain the spread of Covid-19 in Tanzania.

“I make reference to the message of 4 May 2020 purported to have been posted on Twitter by the Deputy Minister of Information, Publicity and Broadcasting Services Honourable Dr E. Mutodi in which he compared the measures against Covid-19 adopted by the head of state of Tanzania and Zimbabwe.

“I wish to make it clear that this statement does not reflect the Government’s position nor policy.

“The Government of Zimbabwe fully respects the sovereign measures that the President of United Republic of Tanzania His Excellency John Magufuli adopted to contain the spread of Covid-19 in his country.

“Taking into account the unique domestic environment and other factors prevailing on the ground, indeed, no two individual countries have the same set of environment and conditions to warrant the adopting of a uniform response to disease outbreaks and other crises,” he said.

Dr Moyo said Zimbabwe is not in competition with any member state.

“Each government is implementing policies that best suit their unique domestic environments in line with the guidelines of the World Health Organisation (WHO).

“The Government is working in close partnership with SADC and African Union Member States as well as with other interested international co-operating partners to fight this global pandemic.

In this context, there was no basis whatsoever, to compare the policies of the two Presidents.

By Own Correspondent| Opposition MDC Alliance leader Nelson Chamisa has saluted nurses who are working hard to save people from the COVID-19 pandemic saying they should be paid more.

He made the remarks on Twitter while commemorating the International Nurses Day.

Chamisa said nurses are risking their lives while saving people from the global pandemic which has affected more than four million people across the world while over 200 000 have succumbed to the airborne disease.

“I heartily salute all Nurses who passionately provide care &attention to us all. Against this COVID-19, you are saving lives while risking your own. In a New Zimbabwe,we will shape & change healthcare.We owe you more than words can say.Beyond paying tributes,we must pay you more,” said Chamisa.

Recently government scrapped the flexi hour system that saw nurses working two days per week due to incapacitation.

This has riled nurses who have since threatened to down tools arguing that they were not consulted before cabinet came up with the decision.

25 000 Arrested For Breaching Lockdown Rules Countrywide

MORE than 25 000 people have been arrested countrywide for defying Covid-19 lockdown regulations since the promulgation of the shutdown on March 30, the majority of them in Bulawayo.

Some of the people who were arrested were apprehended for not wearing face masks, opening shops and other business establishments that are not specified as an essential service.

Liquor-related offences constitute a high number of arrests too.

Under level two of the lockdown, people can travel within cities but inter-city travel remains prohibited. Only Zupco buses and kombis are allowed to transport the public, but police have noted that some kombis not covered under that scheme are operating at night.

Some haulage truck drivers have been pirating as public service vehicles. According to police, 25 601 people had been arrested as of yesterday afternoon, with Bulawayo still topping the list of lockdown arrests at 5 914, followed by Manicaland province at 5 481.

In an interview yesterday, National police spokesperson Assistant Commissioner Paul Nyathi said Harare comes third with 3 332 arrests while Mashonaland East province has the least number of arrests at 1 013.

Asst Comm Nyathi said 64 people were arrested on Sunday countrywide for failure to wear face masks in public places.

He said liquor-related offences continued to be a major headache for the police, while companies and shops opening illegally followed closely behind.

“The issue of liquor-related offences is still one of the biggest cases during the lockdown. We are happy that people seem to be following the lockdown rules well, as numbers of people arrested for general defiance are stabilising and people have taken the message of wearing masks seriously. Yesterday 436 people were arrested countrywide for gallivanting in the CBD, where they failed to explain their reasons for being in town, while 64 were arrested for not wearing masks. Generally, people are complying. We have people who have opened shops, businesses or establishments that do not fall into the level two approved shops who are violating regulations as well and we are dealing with those,” he said.

Asst Comm Nyathi said police were following up on deportees to check if any of them had fled the country with pending criminal cases as some wanted persons are still on the run.

“Following the deportation of 129 ex-convicts (from South Africa), police are checking if any of the returning residents who have been deported are wanted for any pending criminal records. We are working on checking these records,” he said.

He said there is need for continued awareness campaigns and continued public education efforts for people still not complying with lockdown regulations.

He called on members of the public to follow the new rules and recommendations in level two of the lockdown, especially on putting on masks when in public spaces to help reduce the risk of contracting or spreading Covid-19.

Mwonzora Mourns Tanda Tavaruva

Manicaland Senator Douglas Mwonzora has joined other Zimbabweans in mourning the late bus owner Tanda Tavaruva well known for his Mhunga fleet of buses hailing his contribution to the development of Masvingo.

Posting on Twitter, Mwonzora said;

“Sad to hear of the death of Mr Tanda Tavaruva the owner of Mhunga Bus service. He was one of the most astute business people who helped in develop Masvingo. Our thoughts are with his family at this sad time.”

Mhunga died yesterday afternoon at his Rhodene home in Masvingo town.

He has been described by many as a legendary man who defined Masvingo after sponsoring Masvingo United and many other successful projects in the country’s oldest town.

LEAKED- Customs Duty “Disappear” From ZIMRA System

By A Correspondent- Thousands of dollars could have been misappropriated at the Zimbabwe Revenue Authority (ZIMRA) after a leaked letter reveals that customs duty paid by a Harare-based firm “disappeared” from the Authority’s system.

The ZIMRA Commissioner Customs and Excise, in a letter dated 5 May 2020 and addressed to Customs Excellence Private Limited, said the customs duty payments for vehicles, which the company claimed to have made, did not appear in the taxman’s system.

Below is the letter:

Reference is made to the issues you have been raising concerning confirmation of customs duty payments and the meeting held in my office on the matter.

As I stated in the meeting verifications in our system, which I did in your presence, showed that the customs duty payments and assessments for the vehicles in question do not appear in our system.

I note that you are still of the opinion that the payments were made in fulfilment of your clients’ obligations concerning their motor vehicle importations.

However, as I have stated such clearances and payments are not reflected in our system.

You also requested access to the importation documents for these vehicles, however, since there is no record in our system such documents cannot be availed.

You are therefore urged to ensure that your clients pursue regularizing the clearance of their vehicles in order to get their release.

Loan Sharks-A Menace in Zimbabwe … Continue to rip off borrowers despite the lockdown

By Own Correspondent| Ruling ZANU PF Politically linked loan sharks have continued to wreak havoc in Zimbabwe despite the on-going COVID-19 induced country lockdown which has prevented some honest borrowers from servicing their debts.

This publication has learnt that violent loan sharks which are mostly appendages of ZANU PF have taken advantage of people who have defaulted to pay back their loans as a result of the lockdown to violently strip the borrowers off their properties which includes farms and houses.

According to analysts, borrowers are also failing to meet their debt obligations owing to sluggish economic activity and a choking liquidity crisis as the country still lingers in the doldrums of economic instability. Businesses have also failed to restructure to reflect the new hyper inflationary environment.

Most firms and individuals have failed to take a paradigm shift in managing their financial affairs as a result. Loans have been largely short-term as original money lenders such as banks seek to minimize the risk of default and this means the credit facilities mature way before a business cycle is complete, resulting in defaults.

As a result, these mafia type ZANU PF linked cartel of loan sharks have taken advantage of this anomaly to extended loans at a very high risk without impunity as they are politically connected, and can even kill in a bid to make sure that they have it their own way. Therefore, the rate at which companies and individuals alike are failing to pay back debts is astronomical.

In Zimbabwe, loan sharks often operate often divorced from money lending laws of the country, charge very high interest rates and don’t give much paperwork to confirm the arrangements they’ve made with the borrowers as a result of their political muscle.

Loan sharks have largely been allowed by the skewed laws of the land to go scot free after stripping their borrowers of their hard earned properties as a result of their political connections which have direct parentage and lineage of the ruling party.

In other jurisdictions, an unauthorised lender such as a loan shark has no legal right to recover the debt. In fact, illegal loan sharks have no legal right to make the borrower pay the loan back at all – because the loan is illegal

“We Can Carry 10 Passengers Each”: Kombi Operators Plead

By A Correspondent- Kombi operators under the Greater Harare Association of Commuter Omnibus Operators (GHACO) have implored the government to allow them to operate as they are suffering financial strain because of the 7-week long lockdown.

GHACO secretary-general Ngoni Katsvairo said that kombi operators were ready to follow the precedent set by their South African counterparts where the carrying capacity of omnibuses has been reduced. Katsvairo said:

In South Africa, taxis (kombis) are carrying ten people and we are willing to do the same.

Our members are struggling from this inactivity — from operators to employees, as their source of income was cut.

We are amenable to interventions by Government to see our members become part of the public transport system during this lockdown.

Our members are registered, so they are under an obligation to follow the law.

Under the lockdown restrictions imposed by the government to curb the spread of COVID-19, the respiratory disease caused by SARS-CoV-2, the novel coronavirus, kombis are banned from operating.

Meanwhile, the Namibian government has permitted kombi operators to effect a 15 per cent fare hike to cater for reduced income caused by limited carrying capacity.-StateMedia

Murder Accused High Court Judge’s Son Freed

By A Correspondent- Masvingo High Court Judge Justice Garainesu Mawadze’s murder accused son was last week granted bail after languishing in custody for over a month.

Munyaradzi Mawadze’s accomplices Elvin Dongo Saungweme and Dello David Balani were also recently granted bail. The trio stands accused of killing Harare phone dealer Million ‘Sipho’ Ncube by slitting his throat with a knife after robbing him of three iPhone Promax 11 cellphones.

Munyaradzi was freed on $3000 bail when he appeared before Justice Webster Chinamora. Granting Munyaradzi bail, Justice Chinamora found no reason to deny Munyaradzi bail, citing that his accomplices who are facing the same charge were recently granted the same relief.

Munyaradzi was ordered to continue residing at his given address in Waterfalls, Harare.

Armed Robbers Hauled To Court Over Stealing Property, $1million

By A Correspondent- Two Bulawayo armed robbers have appeared in court facing charges of stealing property and cash worth $1 041 996 in two house raids.

Peter Ngwenya (52) and Thulani Ncube (39) were not asked to plead to armed robbery when they appeared before Bulawayo magistrate Shephard Mjanja on Thursday last week.

They were remanded in custody to May 21.

The court was told that on January 8 at 2pm, Ngwenya, Ncube and accomplice Oliver Mahlangu, currently on remand for another robbery case, and others who are still at large, went to Kuda Savanhu’s house in Njube high-density suburb armed with firearms, machetes and an axe.

They allegedly forced open the door to gain entry, attacked Savanhu and her son with machetes and an axe demanding money.

Savanhu surrendered US$200, R3 000 and $3 400 to Ngwenya and Ncube.

On October 30, 2019 at 7pm, Ngwenya and accomplices broke into a house in Morningside and forced three occupants to lie down before robbing them of US$39 346, R118 840, two cellphones, a power bank and a Nissan Bluebird vehicle.

It is alleged that the vehicle was later found dumped at Skittle Inn.

The value of the stolen property was $1 041 996 and property valued at $91 000 was recovered.

Ncube is facing another charge of possession of articles for criminal use as he was found with 19 national identity cards (IDs) belonging to different people.

The court heard that on May 5 at 7pm, detectives following a tip-off raided Ncube’s place of residence where upon search they found the IDs.

It is alleged that four of the identity cards bore the same face, but different particulars.

Ncube failed to give a reasonable explanation, giving rise to suspicion that the documents were being used for fraudulent activities.-StateMedia

RG Official Forces Colleague To Resign At Gunpoint

By A Correspondent- The Chief Accountant in the office of Registrar-General Clement Masango faces a disciplinary hearing for allegedly forcing a subordinate to resign at gunpoint.

The Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage Aaron Nhepera on Monday confirmed that Peter Bwanya – who is a key witness against Masango, who is facing two counts of criminal abuse of office – faces a hearing.

Nhepera said he had received a report of the alleged forced resignation following investigations but denied that Bwanya was also facing allegations of misappropriation of funds.

Said Nhepera:

It is true that these are part of some of the allegations that are being levelled against Mr Bwanya. I called for an investigation into the allegations and there is a report, which was recently submitted to me.

I am yet to go through it to get to the findings, but basically it is true that he will be going through a board disciplinary hearing over the allegations.

The woman who was allegedly forced to resign at gunpoint was stationed at Makombe Building and her Zorodzai Dumbura said that efforts to engage the Ministry of Public Service, Labour and Social Welfare for her reinstatement after the incident were fruitless.-Statemedia

Nigeria-based Zimbabwean television personality, actress and model Vimbai Mutinhiri last weekend tied the knot with her Nigerian lover Andrew “Dru” Ekpenyong from Calabar, Cross River State.

The former Big Brother Africa Zimbabwean representative expressed joy over the new development through various posts on social media.

Ekpenyong (33) runs a family hotel in Nigeria’s tourist hotspot of Calabar and is the youngest son of Chief Asuquo Ekpenyong, a tribal leader from Cross River State. Ekpenyong and Vimbai have been in love for more than two years.

Friends and most relatives witnessed the wedding through video conferencing as they could not gather for the ceremony due to Covid-19-induced restrictions. The wedding, which took place in Nigeria, was attended by a few close relatives and the pictures have been splashed on social media platforms.

But indications are that a big ceremony is on the cards and an exquisite gathering could light up the Southern part of Nigeria when restrictions on gatherings are relaxed.    In posts evidencing her exuding joy on Twitter, Vimbai shared videos and pictures of the wedding. On one of the videos, she dances jubilantly with her husband and a third person.

Accompanying the video were her words: “Court registry done. Waiting for the coast to clear for our celebrations to go ahead #Godsplan.” On Instagram Vimbai also exhibited her excitement with photo posts. On one of the posts she wrote: “What shall I render to Jehovah, for He has done so very much for me.”

She gave a hint of the upcoming ceremony in the same post. “Part 1/Court Registry done – social distancing compliant, but you know we had to add our touch to it . . . While we watch and wait for the coast to clear for us to have the dream celebrations we spent months planning.

Vimbai is mainly known as a television host who has been outstanding in her trade. Her role as a Zimbabwean representative in BBA saw her attracting attention in the area of film and television. In 2011, she was part of Big Brother Africa season 6 (Amplified). After BBA she got a role as presenter of entertainment and lifestyle show, “Star Gist” on Africa Magic Entertainment. She relocated to Nigeria when Dstv moved the show to that country.

She has gone on to host major African events, notably the first ever Africa Magic Viewers Choice Awards. Her acting career dates back to her teenage years when she had a role in a short film titled “Who’s in Charge” that was screened at the Zimbabwe International Film Festival.

ZEC Clears Air On By- Elections

By A Correspondent- The Zimbabwe Electoral Commission (Zec) says it is not involved in any moves regarding doing away with by-elections and allow political parties to choose a replacement in the event a legislator is recalled from Parliament or dies.

Reports say Government is angling to do away with by-elections saying its coffers were empty, a move which critics said was designed to put MDC-T acting leader Thokozani Khupe and her supporters in Parliament through the back door.

ZEC chief elections officer Utoile Silaigwana said he was not aware of any moves to close out by-elections, saying legally, the position was that any vacancy that arose at council or House of Assembly level would be filled through a by-election.

“From the side of Zec, we have not made any such proposal. As it stands, any vacancy that arises will be filled in through a by-election and we are ready to fulfil our mandate. But, as you are aware, Zec has issued a statement that we have suspended the holding of by-elections because of the COVID-19,” Silaigwana said.

Information deputy minister Energy Mutodi claimed last week that there was public sentiment to abolish by-elections soon after MDC-T recalled four MDC Alliance legislators from Parliament.

“Views from the masses indicate recalled MDC-T MPs must be replaced by nominees from their party.

By-elections will plunge the nation into election mood (sic) prematurely and derail government from focusing on economic recovery,” he posted on his Twitter handle.

Sources said moves were afoot to fast-track a law which gives parties the right of recall and to nominate a replacement without need for a by-election.

“A by-election in one constituency can take up to $2 million to run, now imagine if we are going to have by-elections in close to 50 constituencies in the event the MDC Alliance legislators, who have decided to boycott Parliament, are recalled? That would be over $100 million which could have been used to revive the economy,” a government official said.

MDC Alliance wants by elections to settle the battle for legitimacy against Khupe and her camp after she recalled Alliance legislators Chalton Hwende (Kuwadzana East), chief whip Prosper Mutseyami (Chikanga-Dangamvura), Lillian Timveous (Midlands senator) and Tabitha Khumalo (Bulawayo proportional representation).

MDC Alliance deputy secretary general Jameson Timba said the party had disengaged from Parliament and begun consultations with structures.

“We are heading to a mass resignation of our parliamentarians and this will force us to a by-election, where the people will decide. We decided that as leaders we can’t impose our decisions on the people. They are the ones who elected us, so they should define our next step,” he said.

Last week, lawyer and political analyst Alex Magaisa said the chaos in the opposition party was being orchestrated by the ruling Zanu PF party, which he alleges wants to force through a government of national unity (GNU) with a weak opposition.

“The regime wants a GNU with a weak and submissive opposition it can control. They can tell the world that they are now working with the MDC,” he said.

With two-thirds majority in Parliament, Zanu PF would amend the law in order to get rid of by-elections, while a GNU agreement would include a constitutional amendment to avoid elections for seven years on the grounds of focusing on the economy, he said.

The seats held by MDC Alliance MPs who were recalled would be awarded to Khupe’s party to eliminate the risk of losing at the polls, he added.

If the by-elections are banned, Khupe and Mwonzora will have control of all parliamentarians from the MDC Alliance and will be able to put her own people in the National Assembly.

On 31st March, the Supreme Court declared that Chamisa was illegitimate, appointed Khupe an interim leader and ordered the party to hold an extra-ordinary congress to replace him within three months.

Police Nab Returning Fugitives

By A Correspondent- At least 129 criminals and suspects who fled the country after committing various offences are among the returnees from Botswana, South Africa and other countries.

The returnees are being sent to various isolation centres across the country where they will be quarantined for 21 days, as a measure to control the spread of the coronavirus.

Police have already started profiling fugitives and suspects who fled the country.

National police spokesperson Assistant Commissioner Paul Nyathi said the fugitives and suspects would be taken to various courts once they are released.

“They have been taken to various isolation centres where they will be managed during the 21 days of quarantine. As you know there is a lot of information, which is filtering in relation to the nature of the crimes they could have committed either in this country or Botswana and South Africa where they are coming from. The profiling process will also give us direction on how to manage them during and after their quarantine period,” he said.

Assistant Commissioner Nyathi said 16 suspects were as of yesterday isolated in Matabeleland South while 20 were sent to Matabeleland North. Bulawayo province received 30, Manicaland seven, Midlands got 15 while two others were quarantined in Mashonaland Central. Masvingo and Midlands provinces received 15 each, while one was isolated in Mashonaland East. Two people had been sent to Mashonaland Central as of yesterday.

By A Correspondent- The Government is reportedly mulling plans to do away with by-elections and allow political parties to choose a replacement in the event a legislator is recalled from Parliament or dies, under the pretext of the huge cost involved in running them.

An unnamed government official revealed that if MDC Alliance MPs boycott Parliament en masse, over $100 million will be required to hold by-elections.

Said the official:

A by-election in one constituency can take up to $2 million to run, now imagine if we are going to have by-elections in close to 50 constituencies in the event the MDC Alliance legislators, who have decided to boycott Parliament, are recalled? That would be over $100 million which could have been used to revive the economy.

However, the Zimbabwe Electoral Commission (ZEC) said it has not proposed the scrapping of by-elections. ZEC chief elections officer Utoile Silaigwana said:

Zim Crisis Escalates During Lockdown As Fuel Queues Resurface Again

LONG winding queues have resurfaced at fuel stations in Bulawayo with motorists expressing frustration over the situation during the lockdown.

Service station staffers who spoke to Chronicle yesterday said they had been instructed to sell limited quantities of fuel as they were hoarding the rest of their supplies in anticipation of a rumoured fuel price hike.

An attendant in Belmont said his boss had told him to only sell 5 000 litres out of 47 000 litres which was available.

“We have more than 33 000 litres petrol and about 14 000 litres of diesel now although we are expecting more deliveries. So, my bosses have said we must not sell more than a combined 5 000 litres of both petrol and diesel as fuel is expected to go up. If it goes up and we sell at the new price, we will make a profit, so right now, we are only using one pump for petrol and one pump for diesel. On a normal day we use three or four pumps for each,” he said.

On Tuesday last week, the Zimbabwe Energy Regulatory Authority (Zera) reduced the price of petrol and diesel by 77 cents and 68 cents respectively owing to a fall in Free on Board (FOB) prices and the revised duty regime.

Zera said the new prices would see a litre of blend petrol (E5) retailing at $21 while diesel would sell at $20,84 per litre. Prior to the review, the price of petrol was pegged at $21,77 while diesel was at $21, 52 per litre.

Chronicle observed yesterday that there were long queues at most service stations, which had petrol and were selling in local currency. Service stations that sold in forex had few vehicles waiting for service.

Motorists said they feared that the pre-lockdown fuel queues were back as more vehicles returned on the roads following a slight relaxation of the Covid-19 lockdown.

Some said they feared a fuel price increase, which was the norm after fuel shortages.

A motorist, Mr Sitshoni Donga, who was in a queue along Luveve Road in Entumbane suburb said he was puzzled about what caused the fuel shortage and long queues during the lockdown when there were few vehicles on the roads. “I have been in the queue for more than four hours now. There were more than 50 cars ahead of me but the queue is moving slowly. I wonder why we are having queues during lockdown. Kombis which are always blamed for chaos and confusion are not even there and we usually say they are the reason for fuel queues. They are not on the road but we still have long queues,” he said.

Mr Nqobani Mthunzi from Nkulumane 12 suburb said Government must make a provision for essential services workers to access fuel without having to queue at service stations.

“I cannot be rushing for a patient and also be expected to wait in line with everyone else. There is nothing special about me as a person, but that patient waiting to be attended to is special. All life is precious and every hour I spend in a queue may be the defining moment of whether she lives or not,” he said.

Ms Patience Nkomo from Southwold Suburb, said the lockdown provided an opportunity for Government to sort out the fuel sector so that when normalcy returned, fuel woes would be a thing of the past.

“Government must use the lockdown period to ensure that it fixes what usually creates chaos. At some point they said public service vehicles will have to have their own service stations to avoid queues. Right now kombis are parked but we are in queues. It shows that kombis were not the problem,” said Ms Nkomo.

Ms Nicola Ncube said:

“There was a rumour that the fuel price will go up. Maybe service stations are planning to hoard that fuel so that they start selling only when the fuel goes up.”

In an interview, Minister of Energy and Power Development, Fortune Chasi said:

“We are looking into the matter. Unfortunately, I cannot give a response now but after engagements with my team, I will be able to respond tomorrow.”

Zanu Pf Stalwart Steals Maize For The Vulnerable

By A Correspondent- The ruling ZANU PF party has summoned two of its officials for a disciplinary hearing over allegations of stealing maize availed by the Grain Marketing Board (GMB).

Muzarabani Rural District Council chairperson Ashton Chiweshe and Mount Darwin councillor John Chakare (Zanu PF) allegedly stole the maize which was supposed to be distributed to vulnerable members of the community.

Mashonaland Central provincial party spokesperson Alfred Mufunga confirmed the pending disciplinary hearing for the officials.

He said:

We have summoned the two for hearing this week and for now I cannot say much as we are waiting for the hearing.

Chiweshe, Muzarabani ward 25 councillor and accomplices Joseph Makaza (39), Ronald Mushango (22) and Jacob Chihuni (30) appeared before a magistrate in Mount Darwin in April over the matter.

They were however released after prosecutors revealed there were mistakes in their docket.

Reports allege that Chakare received 300 bags of maize from the GMB, but could not account for five bags valued at $1 025.

Confusion In Vic Falls As Two Mayors Run Municipality

By A Correspondent- The MDC fiasco continues as 2 Mayors are reinstated in Victoria Falls.

The mayors are Ward 9 councillor Somveli Dlamini who had been sacked by Mr Chamisa’s faction before being reinstated by Government on the request of MDC-T secretary-general Mr Douglas Mwonzora.

Victoria Falls municipality is now being run by two mayors belonging to the squabbling MDC-T factions, one led by Dr Thokozani Khupe and the other by Mr Nelson Chamisa. Newly-elected Ward 5 councillor Richard Mguni is the other mayor who was reportedly elected under unclear circumstances.

The elections were conducted despite the municipality’s management has insisted that they be deferred pending finalisation of Clr Dlamini’s case. Clr Dlamini said elections held to elect Mr Mguni were illegal and the process was flawed. “I did not resign as mayor of Victoria Falls as purported by some quarters and I don’t intend to do so,” he said.

“I am still the bonafide mayor of Victoria Falls. “The resignee has to put his or her notice of resignation in writing to the town clerk as provided for in the Urban Councils Act, section 103 (3) (iii). That was not the case in my situation.

“I was reinstated by my parent ministry on the orders of the MDC party. With all this, I want to put it clear that I am the legitimate mayor of Victoria Falls.” Clr Mguni yesterday insisted he was the rightful mayor.

“For now, I am the only mayor and I can say Clr Dlamini is wrong to claim as such,” he said.

“I am actually at council offices now doing my duties. I am not fighting with him. He is my brother and we grew up together in Victoria Falls.”

Asked who was running the municipality, town clerk Mr Ronnie Dube refused to be drawn into the matter.

“At the moment, l cannot comment as the issue is in the public domain,” he said. Mr Mwonzora recently informed the Minister of Local Government and Public Works that the party had reversed Clr Dlamini’s recall.-Statemedia

New Twist to Vic Falls Mayor Saga

Reinstated Victoria Falls Mayor Councillor Somveli Dlamini has disowned a letter he reportedly wrote resigning from the mayor’s position, saying the MDC Alliance leadership drafted it and forced him to append his signature.

Cllr Dlamini, who had been in the doldrums of politics since February 24 when the MDC Alliance leadership expelled him on allegations of violating party rules and disrespecting protocol, said he never resigned.

Local Government and Public Works Minister July Moyo reinstated Cllr Dlamini as a councillor for Ward 9 last Tuesday.

Minister Moyo took the decision on the basis of a letter written to him by Mr Douglas Mwonzora who is secretary general of the MDC-T as per the recent Supreme Court ruling which recognised Dr Thokozani Khupe as the party leader.

While the local authority’s other 10 councillors welcomed his reinstatement, they quickly replaced him with Ward 5 Councillor Richard Mguni in the mayor’s office saying he comes back as an ordinary councillor because he resigned.

But in an interview yesterday, Cllr Dlamini said he is still the legitimate mayor of Victoria Falls and the election of Cllr Mguni as his replacement on Thursday is a nullity.

“I didn’t write that letter. The last part of the letter states that I would write to the Town Clerk Mr Ronnie Dube and I didn’t do that either which means that I haven’t resigned from council as mayor. If you look at that letter it was addressed to Charlton Hwende (MDC Alliance secretary) and not to the Town Clerk or the Minister hence I didn’t notify the Town Clerk of my resignation in terms of the Urban Councils Act. The party leadership brought the letters and asked me to sign under duress. That election (of Cllr Mguni) is null and void because of the Supreme Court ruling and because I didn’t write a resignation letter. I would say that council meeting was a bogus meeting and the person who was elected is unlawfully in office. He is illegitimate as I was elected and sworn in”, said Cllr Dlamini.

His purported resignation letter dated 20 March reads:

“Following extensive consultation with the national leadership of the party, I hereby give notice of my resignation from the position of Mayor of Victoria Falls with effect from 31 July 2020. I would like to thank the party and councillors of Victoria Falls for giving me the opportunity to have served the people of Victoria Falls as a Mayor for the last two years. I will also be withdrawing the High Court application I had filed. I am grateful to the leadership of the party for the kind and candid guidance given to me and for the amicable settlement of this matter…. I will be writing the formal letter of resignation addressed to the Town Clerk upon my return to Victoria Falls next week.”

It was copied to Messrs Nelson Chamisa, Welshman Ncube, Tendai Biti, Elias Mudzuri and Victoria Falls Town Clerk Mr Dube.

Cllr Dlamini accused the MDC Alliance of duping him, saying he agreed to withdraw the court case in which he was suing the party for firing him in a deal with his superiors where they would have lifted his expulsion and reinstated him but the leadership later reneged after his withdrawal of the case.

Mr Hwende dismissed Cllr Dlamini’s claims saying he signed the letter and also withdrew the court case on his own accord.

“It’s not true. How is that possible? He signed the letter and went on to withdraw the court application on his own accord. His reinstatement is illegal in this case as well,” said Mr Hwende.

Minister Moyo reinstated Cllr Dlamini to the mayor’s position in a letter dated May 5.

Cllr Dlamini said the letter was enough to return him to the office as its contents were similar to the one that expelled him which he said was silent about the position of mayor.

“I am the legitimate mayor of this town because I have been reinstated. What was written in the letter of recall is what was written in the reinstatement letter. They will not swear him (Cllr Mguni) in because they are aware they acted illegally, “ said Cllr Dlamini.

He said even if the seat had been declared vacant, it was wrong for the councillors to allow a person other than an outgoing mayor or deputy mayor to preside over the election.

Cllr Prince Thuso Moyo presided over the election as Deputy Mayor Cllr Patricia Mwale who had been acting mayor, had declared interest in the position.

Cllr Dlamini said for an election of mayor to have gone ahead, Government should have declared the seat vacant.

Asked if he had crossed the floor to the Khupe-led MDC-T, Cllr Dlamini said: “I can’t comment on that now. I will work with whoever wants to work with me for our people. Some of the councillors have openly expressed that they won’t work with me. It’s unfortunate that there is no independent thinking among councillors. This is a matter that affects policy making at local level but you find the party using the whipping system which is not proper. “

Mr Dube said the local authority will be guided by the Ministry.

He said no date has been set to swear in Cllr Mguni.

On Thursday the municipal management had insisted that the election be deferred to allow for time to consult.

The Zimbabwe Republic Police (ZRP) has transferred 110 officers between the rank of inspector and commissioner, in a development expected to improve efficiency in the police service.

Inspectors, chief inspectors, superintendents, chief superintendents, assistant commissioners and commissioners were reshuffled effective last Friday. Commissioner Erasmus Makodza, who was in Mashonaland East Province, is now the commander for Harare Province.

He replaces Comm Bernard Dumbura, who is now at Police General Headquarters (PGHQ). Comm Conneli Dube, who was head of the National Lands Inspectorate, has taken over as the new commander for Mashonaland East Province. Chief Superintendent Richard Chitondwe is now the acting head of the National Lands Inspectorate.

Assistant Commissioner Arnold Makomo was moved from Mashonaland East to Mashonaland West, while Assistant Commissioner Francis Maserwe, who was in Mashonaland West, is now based in Bulawayo.

Assistant Commissioner Sithulisiwe Mthimkhulu, who was also in Mashonaland East, is now based in Bulawayo. Assistant Commissioner Felistas Musvipa was transferred to PGHQ from Harare. National police spokesperson Assistant Commissioner Paul Nyathi confirmed the developments, saying the movements were meant to improve efficiency.

“There is nothing unusual. ZRP’s routine transfers are meant to strengthen the operational effectiveness of the organisation.

“Transfers are also part of the measures of improving performance,” he said.

In 2018, ZRP reshuffled at least 700 senior officers from ranks between superintendent and commissioner.

Of the 700, 128 were assistant commissioners and senior assistant commissioners while the rest were superintendents and chief superintendents.

Some of the senior officers were moved from different departments within the ZRP and the force was on record saying the ongoing restructuring of the police was not a witch-hunt, but a deliberate exercise to improve service delivery.

The incoming Harare commander, Comm Makodza spent over 23 years with the Criminal Investigations Department (CID) and was once attached to the CID Special Investigations Unit which dealt with serious crimes countrywide and also as officer commanding CID Minerals and Border Control Unit. He also served as the regional commander for Bulawayo CID, Matabeleland North and Matabeleland South provinces, acting chief staff officer operations and in 2018 he was the Commander Harmonised Elections, among others.

Last year, ZRP underwent major transformation as it adopted a new structure and rebrands to win back public confidence.

40 Nurses At Parirenyatwa Hospital Put Under Quarantine After Coming Into Contact With Covid-19 Patient

The Zimbabwe Health Apex Council says about 40 nurses have been placed on quarantine at Parirenyatwa Group of Hospitals after exposure to a Covid-19 patient.

The patient was admitted as a malaria patient but tests later revealed that he had contracted coronavirus.

In a letter addressed to the Health Service Board, the Zimbabwe Health Apex Council blamed shortages of personal protective equipment (PPEs) in most hospitals for the exposure of health workers. The Council wrote:

The PPEs that are currently being provided are inadequate to give necessary protection to employees.

For example, health workers are not wearing N95 respirator masks, but instead are being provided with surgical masks.

Not only this, instead of wearing a gown, but they are also provided with plastic aprons which are totally incapable of offering any protection against Covid-19.

Currently, we have an approximate number of 40 nurses who had to undergo quarantine after it was deemed they had been in contact with a Covid-19 patient at Parirenyatwa.

Meanwhile, as of 11 May 2020, Zimbabwe had recorded 37 COVI9-19 cases including 12 recoveries and 4 deaths.

COVID Scare As Small House And Wife Clash Over Wrong Corpse Of Hubby…

There is drama unfolding in Bindura Tuesday morning: a clash between a Small House and the real wife over the corpse of their shared husband, after the Small House repatriated the wrong body from Parirenyatwa Hospital and brought it for burial in Bindura.

This could be the result of the government strict guidelines following the COVID19 pandemic where relatives of the deceased are not allowed how to conduct body viewing, that might lead to the wrong body being retrieved from the mortuary.

The supposed burial of late Double Husband was eventually conducted at Makusha Cemetery, Bindura on Sunday.

Chaos has however since erupted after the family of the corpse taken from Parirenyatwa arrived yesterday to claim the body. The two families where at the time of writing embroiled in bitter fighting over the body intending to exhume it.

What if the deceased died of Covid-19 and everyone could get infected upon retrieval from the ground? In all this fighting in social distancing being practiced?

The warring families are on Tuesday camped at Village House number 18B Batanai (address released in the public interest).

ZimEye could not ascertain the number of family members inside the property at the time of writing. It could be that be established if an exhumation order had been granted at the time of printing.

Level Two Lockdown Enters Second And Final Week With A Lot Of Challenges Still In Place.

Zimbabwe’s level two COVID-19-induced lockdown entered the second and final week Monday amid concerns the first week has been marred by challenges ranging from transport scarcity to some companies failing to reopen.

Upon the expiry of the initial 21-day lockdown, which had been extended by a further two weeks, President Emmerson Mnangagwa moved Zimbabwe’s shut down to level two, asserting regulations would now be reviewed on a fortnight basis.

Level two, more relaxed than the previous, began last Monday and is due for review on May 17.

Under level two all companies in the industrial and commercial sectors are allowed to resume operations.

The government had initially instructed that companies needed to first test employees for COVID-19 at their own cost before resuming operations but later backtracked after it emerged corporates were facing challenges in securing rapid testing kits, while some felt it was the government’s responsibility to do so.

Companies were then allowed to postpone the testing of employees until they would have secured testing kits.

Owing to the relaxation of lockdown regulations, there has been an influx of people in Bulawayo wanting to get into the city centre, pilling pressure on ZUPCO, which is failing to cope with demand due to its depleted fleet of buses.

Some people are spending hours queuing to get into a ZUPCO bus and travel to town and the same applies when they want to leave town for their residential areas.

As part of level two conditions, Zimbabweans are required to wear masks while outside their homes to curb the spread of COVID 19.

A few days before the commencement of level two lockdown unscrupulous business persons profiteered on masks with some selling non-reusable masks for US$2.

Mkhululi Tshuma, a Bulawayo resident told CITE that for him there has not been any major difference between level two lockdown and the initial 21-day national lockdown which kicked-in on March 30.

“There was no transport [last week] and the government seemed unmoved to redress the situation,” he said.

“The so-called economic stimulus package is still missing and the government keeps shifting goalposts. This is so bad. People are hungry but our government seems more preoccupied with destroying the opposition than attending to COVID issues.”

He said while it was a good thing for citizens to wear masks as part of preventive measures but the conditions of some of the masses leave a lot to be desired.

“Some masks are just sorry pieces of cloth; more should be done to improve compliance and quality of masks,” added Tshuma.

NGOs Not Surprised With EU Listing Zim As Terrorism And Money Laundering Risk

NGOs say not surprised by Zim’s EU blacklisting as terrorism pillar

LOCAL NGOs say they were not surprised by the recent blacklisting of Zimbabwe as a posing financial risk to the EU Commission through anti-money laundering and terrorism financing shortfalls.

The rich bloc blacklisted the country together with Botswana, Mauritius, Ghana and Uganda which was already on the list which now has 22 countries.

The EU said more needed to be done to contain illicit practices on the countries.

In a statement, EU Executive Vice President of the European Commission Valdis Dombrovskis said the bloc was keen on putting “to an end to dirty money into our financial system”.

He added, “Today, we are further bolstering our defences to fight money laundering and terrorist financing, with a comprehensive and far reaching Action Plan.”

The controversial move elicited strong protests by Reserve Bank of Zimbabwe governor John Mangudya who said the accusation were not buttressed by any specific examples of the alleged terrorism funding.

However, Centre for Natural Resources Governance (CNRG) director Farai Maguwu said the decision by EU was not surprising in a country whose economic activities were mostly outside formal systems.

“There are hundreds of unregistered Chinese criminals aided by ruling elites all over the country who also happen to be involved in poaching and wildlife organs,” said the environmental activist.

He added, “Whilst poaching and illicit activities are not peculiar to Zimbabwe, the worrying thing is how government is partaking in these activities instead of fighting them.

“There are so much economic activities and yet government is perennially broke, mainly because the country has become land of organised crime.”

Similarly, James Mupfumi, Centre for Research and Development (CRD) director cited the opaque mining of diamonds in diamond rich Marange, Manicaland as one case that exposed Zimbabwe’s lack of transparency.

Mupfumi said the EU legal framework on anti-money laundering and counter terrorism financing requires information sharing on beneficial ownership registers of companies, origin, jurisdiction and central bank account registers.

Nick Mangwana Responds To Five Year Travel Ban Claims On Returning Zimbabweans By South Africa

The government of Zimbabwe has dismissed reports which suggest that South African Immigration officers at the Beitbridge Border Post were issuing a 5-year ban to Zimbabwean citizens returning from South Africa (SA).

Some returnees recently told NewsDay recently that they had been issued with a 5-year travel ban by SA immigration officers who did not explain why.

Responding to these reports, the Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana said:

Not everybody that is coming from South Africa has their passport endorsed with a five-year ban but only those people who would have overstayed have some endorsements put in their passports, they would have flouted South Africa’s immigration laws so that is primarily the problem, the breaking of South African laws.

If you have been in South Africa legally, there will be no endorsement on your passport, on those occasions where people could not renew their permits to stay in South Africa because there was a lockdown, they also get an exception to the immigration laws

The alleged bans had shocked some including Beitbridge East legislator Albert Nguluvhe who had described them as an overreaction considering that some of the returnees were shoppers caught up when the coronavirus-induced lockdown commenced.

500 Desperate Kombi Operators To Register With ZUPCO

The Zimbabwe United Passenger Company (ZUPCO) is seeking to add more private transport operators to join its franchise in a bid to ease the challenges being faced by commuters in urban areas.

Under lockdown regulations that were imposed by the government on March 30 for an initial 21 days but have since been extended by a further two weeks on two different occasions, ZUPCO buses are required to adhere to social distancing guidelines and this has severely affected the busses’ carrying capacity.

ZUPCO acting chief executive Evaristo Madangwa revealed that the parastatal is looking to double kombis under the ZUPCO franchise. He said:

We have 507 conventional buses and 500 commuter omnibuses (kombis), but they have not been enough to match the demand because the buses are not carrying to capacity.

Conventional buses are carrying 32 people per trip while kombis are managing nine.

We are working to add another 500 kombis and more conventional buses to ease the pressure on the fleet servicing passengers currently.

Kombis and unregistered conventional buses are banned from operating during the lockdown period as part of measures to contain the spread of the coronavirus.

Earlier this month the Government eased the conditions to allow licensed private conventional buses to resume operations in towns but the operators have been reluctant to take the offer as they are forced to cut their carrying capacity by over 50 per cent.

Air Zimbabwe Mega Deal Hits A Snag As China Shuts Out The Beleaguered Airline.

State Media|A lucrative deal that promised to generate business worth millions of US dollars to the beleaguered national airline, Air Zimbabwe, is tottering on the brink following demands by Beijing authorities that the airline’s charter flights must apply for special operations permits before being allowed to undertake any flights in Chinese air space.

Baffled Air Zimbabwe officials had first met with red tape at the Ministry of Foreign Affairs and International Trade when they were refused by officials a diplomatic Note Vebale to the Chinese Ministry of Foreign Affairs supporting request for permission for the flights to be undertaken.

Air Zimbabwe only got the note following the personal intervention of Permanent Secretary Ambassador James Manzou.

Immediately upon receiving the note, Air Zimbabwe made the necessary representations to the Chinese authorities directly with copies to the Embassy of the People’s Republic of China in Harare and the Zimbabwe Embassy in Beijing. Two days ago Air Zimbabwe was told their request had been turned down.

However, there is a glimmer of hope that an application for “traffic rights” to China may rescue the potentially multi-million-dollar charter flights if granted.

That notwithstanding, Air Zimbabwe will still have to apply for a landing permit even if they were granted the traffic rights to fly in Chinese air space.

A South African company is reported to already have deposited more than US$1 million into the Air Zimbabwe account in Johannesburg initially for two charter flights to collect tonnes of coronavirus testing and PPEs, among others, for South Africa. It is reliably understood that other companies had hoped to also charter the aircraft, also to Beijing, to collect their own equipment.

Last week, The Herald was told that “a number” of companies based in the Democratic Republic of Congo” had also made inquiries to Air Zimbabwe regarding charter flights to Beijing for the same purpose.

Air Zimbabwe have already operated a charter flight to Beijing for the Government and crews have acquired valuable experience on how to operate under current restrictive situations flying into and out of Changi Airport in Singapore where they have to make a technical stopover, and into and out of Beijing where they collect cargo.

Crew members told The Herald that conditions for the flight were that they were not allowed to step outside the aircraft at the two airports. As a result, the flight crew that would normally take over the flight at Changi for the 12-hour round trip to Beijing had to fly “dead head” as passengers and the aircraft also had to take catering cabin crew since the handling agents at the two airports were not allowed to bring food to the crew.

The Chinese are arguing that they were happy to swiftly permit the first flight because it had been chartered by the Zimbabwe Government.

“They are arguing that the conditions are different now,” a Air Zimbabwe official told The Herald yesterday. “They are claiming this is a commercial flight although the Government paid for the charter in a normal commercial transaction.”

Air Zimbabwe officials are optimistic they can still rescue this deal thereby sending strong signal to other potential customers in South Africa that they are up to the challenges. Air Zimbabwe flights are all grounded. It normally operates just this one aircraft, an aging B767. However, two other aircraft, a B737-200 and a Brazil-built short range Embraer ERJ145, which has only recently been cleared to fly.

The business of ferrying equipment from the main manufacturing source to Africa is dominated by Ethiopian Airlines. The airline, by far the biggest and most successful in the continent, has also been operating special charters ferrying stranded nationals from abroad to various African countries. While most airlines in Africa, notably South African Airways and Kenya Airways, have grounded their fleets, Ethiopian Airline have partially opened its passenger flights.

The High Court of Zimbabwe has barred Minister of Lands, Agriculture, Water, Climate and Rural Resettlement Air Chief Marshal Perence Shiri from interfering with the citrus farming land belonging former ZANU PF heavyweight Savior Kasukuwere.

Justice Chinhamora said Shiri is barred from withdrawing the offer letter given to Kasukuwere.

Shiri had written to Kasukuwere on December 17 2019, indicating his ministry’s intention to withdraw and revoke his land offer citing that the development was on basis of downsizing and re-planning purposes.

According to sources in Mashonaland Central, looters led by one Chipango arrived at the farm in truck loads claiming they had been instructed by Shiri to invade the farm.

A source close to Kasukuwere’s camp said, “On the 9th of April 2020, the high court issued an order against the minister of agriculture Perence Shiri, stopping him from actioning any invasion or repossessing Kasukuwere’s farm.  No one is above the law, Shiri stance further relegates the judiciary system to the dogs. Who will protect citizens and how will Zimbabwe attract the much needed investment with such barbaric behaviour.”

Thabane has been under pressure to resign over suspicions he was involved in the killing of his estranged wife in 2017.

His current wife has been charged. Both deny any involvement in the murder.

Gunmen shot and killed Mr Thabane’s then-wife Lipolelo Thabane on 14 June 2017.

Officials charged Mr Thabane’s current wife Maesaiah with the murder this year, and also named Mr Thabane as a suspect – although he has not yet been formally charged.

Thabane appeared in court in February, where his lawyer argued that his position granted him immunity from prosecution.

MDC-T on Monday set July 31 as the date for the congress following Supreme Court judgment last month ordering that the congress be held 90 days from the date of the ruling.

The Supreme Court ruled that Nelson Chamisa was not the legitimate leader of the MDC, affirming a ruling of the High Court passed last year.

Chamisa had been embroiled in a leadership tussle with Thokozani Khupe, the leader of a faction of the MDC, who claimed she was the legitimate leader of the MDC and that the party should revert to its 2014 constitution.

Khupe approached the High Court, where she won her case, leading to Chamisa’s appeal at the Supreme Court.

Douglas Mwonzora, who assumed the post of MDC-T secretary-general following the Supreme Court ruling, has reportedly started campaigning for the party presidency against two other contenders, Morgen Komichi and Gift Chimanikire.

Mwonzora is in charge of organising an extra-ordinary congress (EOC) to choose the MDC-T’s substantive executive.

“The structures are clear that Khupe can’t be our president because she is too compromised, she is seen as a Zanu PF project and they don’t even want her to remain acting president for three months, they want the EOC to be done faster,” a Mwonzora aide said.

“Khupe has never been in the contention for MDC presidency, she was vice at (founding leader) Morgan (Tsvangirai)’s death, that entitled her to act pending EOC.

But it ended there. She has to be realistic. The moment is not hers,” the source said.

Malawian Former president Joyce Banda has said she wants the younger generation to take up leadership, taunting President Peter Mutharika that at 80-years he should be retiring like her husband former Chief Justice Richard Banda – his age mate.

She was speaking on Sunday at a rally in Mzuzu before Tonse Alliance presidential candidate Lazarus Chakwera, who is Malawi Congress Party (MCP) president and his running mate Saulos Chilima–who is UTM Party leader and the country’s estranged Vice-President addressed the crowds.

Mutharika, 80, is seeking a fresh mandate in the July 2 fresh presidential election and has picked 41-year-old Atupele Muluzi, son of former president Bakili Muluzi as his running mate.

Banda, who is 70, said she doesn’t even want to contest for presidency in future but is backing Chakwera.

She wondered how someone in the 80s – an octogenarian – would still be contesting for presidency and rallied his supporters to back the Chakwera presidential ticket in the July 2 election.

“My husband Ada Richard Banda has been Chief Justice in Malawi and Swaziland and is retired. He is 80 years. Now I hear someone of his age still wants to be President,” said Banda, who governed Malawi in 2012 to 2014.

She said Malawi should not be saddled with leaders who ought to be enjoying their retirement in peace and quiet.

Banda said the political top is disturbingly a greying lot.

She has since called for clean politics, stressing that political party leaders should sell their agenda as opposed to perpetuating violence.

During the Mzuzu rally, Chakwera and Chilima said their parties–which contested in the annulled elections as rivals–will merge and blend manifestos to serve people better.

Case Number 36 Is A Small Scale Miner

Chegutu reported Covid-19 case #36 has been confirmed to be a small scale miner. Sources told Mining Zimbabwe the mine worker tested positive to Covid-19 after being tested at his workplace in the Pickstone area of Chegutu district.

The Ministry of Health and Child Care (MHCC) in its daily reports yesterday stated that a 30-year-old male resident of Chegutu district had no recent history of travel or any known contact with a person with respiratory symptoms. The man was referred for (Polymerase Chain Reaction) PCR testing after testing positive on a screening test conducted at his workplace using a Rapid Diagnostic Test (RDT).

Sources who are mine owners confirmed the aforementioned was a worker from one of the claims close to them. They reported the 30-year old tested positive and had to be referred to MHCC for more tests.

Zimbabwe Miners Federation President Ms Henrietta Rushwaya applauded efforts by mine owners for carrying out RDT tests on their workforce and advised miners to adhere to stipulated WHO guidelines.

“We encourage mine employers to take it upon themselves in ensuring that lockdown stipulated rules are adhered to and all WHO guidelines are followed. We are not out of the woods yet and we need to continue maintaining the social distance, wash hands with soap, wear masks and stay at our workplaces. We applaud the efforts made by fellow miners who are carrying out RDT tests at workplaces. We are in this together and we can only overcome this novel pandemic by adhering to regulations”.

MHCC reported that the man is asymptomatic, self-isolating at home with mild disease. Following the Covid-19 diagnosis, the Ministry said that it is now seized with contact tracing being assisted by the patient himself. The Ministry identified 7 of his contacts and these will be tested for Covid-19 in line with MHCC intensified surveillance strategy.

The Pickstone area is an active mining zone with one of Zimbabwe biggest gold producers Pickstone Peerless. The gold-rich area also has a lot of small-scale gold miners.

English Premier League Action Returns On June 1

The English Premier League will be allowed to resume the 2019-20 season from June 1 amid the COVID-19 pandemic.

A report Monday from UK Prime Minister Boris Johnson states that “cultural and sporting events [can] take place behind closed doors for broadcast, while avoiding the risk of large-scale social contact.”

That permits the league to begin without spectators starting in June.

The Premier League’s clubs will vote on an official return within the next few days.

France’s Ligue 1 wiped out the remainder of the 2019-20 season in April and named Paris Saint-Germain the champions. The Bundesliga in Germany is set to return Saturday behind closed doors, while Spain’s La Liga is planning a return in June.

Financial considerations were likely a determining factor for the Premier League in attempting to finish out the campaign rather than focus on 2020-21.

The Athletic reported in March that a failure to complete the season would constitute a breach of contract with its television partners, resulting in a £762 million hit.

The competition has been on hold since March 13. Leicester City defeated Aston Villa 4-0 in the last match played. Many have wondered about the fate of the 2019-20 campaign, particularly as it regards the state of the table.

Liverpool have a commanding lead in first place, but handing them the title in the same fashion as PSG would be a somewhat deflating outcome for supporters, who have waited 30 years to see their side win the league. Meanwhile, relegating Bournemouth, Aston Villa and Norwich City would be unfair since they wouldn’t have had the luxury of a full season to retain their places in the Premier League.

BBC Sport’s Simon Stone reported some clubs were expressing the belief that relegation should be eliminated if matches had to be staged in empty stadiums.

“The restart date is under constant review with all stakeholders, as the impact of the COVID-19 pandemic develops and we work together through this very challenging time. The Premier League is working closely with the whole of professional football in this country, as well as with the Government, public agencies and other relevant stakeholders to ensure the game achieves a collaborative solution.”

UEFA postponed Euro 2020 for one year, which opened up the summer months for domestic competitions to draw to a close.

The Mirror’s David Maddock reported April 5 the Premier League had been in discussions with government officials about a returning in June. Games would be staged behind closed doors, and television partners would agree to broadcast more games to appease supporters.

Maddock also alluded to “extensive measures to keep the players in a sterile environment as much as possible, limiting contact with the wider public.”

The domino effect of such a lengthy delay presents obvious logistical hurdles to resolve. ESPN FC’s Mark Ogden reported clubs were concerned next season won’t start until at least mid-September, which would require significant changes to the fixture calendar.

Ogden wrote the involved parties were hopeful of having a week or two between the end of this season and the start of the next one by late August or early September. In addition, games behind closed doors might have to be a reality for the entire 2020-21 campaign.

Monday’s development represents a step toward the Premier League’s return, yet the matter is far from resolved.

The Deputy Minister of Information, Publicity and Broadcasting Services, Energy Mutodi has verbally attacked his boss, Senator Monica Mutsvangwa after ZBC News posted an article which read “Government distances self from Mutodi’s COVID-19 statements.”

Mutodi responded saying:

This shows gross incompetence at the ZBC and it also goes on to show how Monica and her husband Chris are abusing the state media.

ZBC later deleted the post and posted another one titled “Government distances self from Deputy Minister’s COVID-19 statements.”

The article was a response by the Minister of Foreign Affairs and International Trade, Dr Sibusiso Moyo, to Mutodi’s mockery of Tanzania’s response to COVID-19.

Moyo said that Mutodi’s statement was said in his personal capacity and did not represent the position of the Zimbabwean government adding that all countries were sovereign hence entitled to choosing courses of action which were appropriate to them.

The July Moyo reinstated MDC Victoria Falls Mayor Councillor Somveli Dlamini has disowned a letter he reportedly wrote resigning from the mayor’s position, saying the MDC Alliance leadership drafted it and forced him to append his signature.

Cllr Dlamini, who had been in the doldrums of politics since February 24 when the MDC Alliance leadership expelled him on allegations of violating party rules and disrespecting protocol, said he never resigned.

Local Government and Public Works Minister July Moyo reinstated Cllr Dlamini as a councillor for Ward 9 last Tuesday.

Minister Moyo took the decision on the basis of a letter written to him by Mr Douglas Mwonzora who is secretary general of the MDC-T as per the recent Supreme Court ruling which recognised Dr Thokozani Khupe as the party leader.

While the local authority’s other 10 councillors welcomed his reinstatement, they quickly replaced him with Ward 5 Councillor Richard Mguni in the mayor’s office saying he comes back as an ordinary councillor because he resigned.

But in an interview yesterday, Cllr Dlamini said he is still the legitimate mayor of Victoria Falls and the election of Cllr Mguni as his replacement on Thursday is a nullity.

“I didn’t write that letter. The last part of the letter states that I would write to the Town Clerk Mr Ronnie Dube and I didn’t do that either which means that I haven’t resigned from council as mayor. If you look at that letter it was addressed to Charlton Hwende (MDC Alliance secretary) and not to the Town Clerk or the Minister hence I didn’t notify the Town Clerk of my resignation in terms of the Urban Councils Act. The party leadership brought the letters and asked me to sign under duress. That election (of Cllr Mguni) is null and void because of the Supreme Court ruling and because I didn’t write a resignation letter. I would say that council meeting was a bogus meeting and the person who was elected is unlawfully in office. He is illegitimate as I was elected and sworn in”, said Cllr Dlamini.

His purported resignation letter dated 20 March reads:

“Following extensive consultation with the national leadership of the party, I hereby give notice of my resignation from the position of Mayor of Victoria Falls with effect from 31 July 2020. I would like to thank the party and councillors of Victoria Falls for giving me the opportunity to have served the people of Victoria Falls as a Mayor for the last two years. I will also be withdrawing the High Court application I had filed. I am grateful to the leadership of the party for the kind and candid guidance given to me and for the amicable settlement of this matter…. I will be writing the formal letter of resignation addressed to the Town Clerk upon my return to Victoria Falls next week.”

It was copied to Messrs Nelson Chamisa, Welshman Ncube, Tendai Biti, Elias Mudzuri and Victoria Falls Town Clerk Mr Dube.

Cllr Dlamini accused the MDC Alliance of duping him, saying he agreed to withdraw the court case in which he was suing the party for firing him in a deal with his superiors where they would have lifted his expulsion and reinstated him but the leadership later reneged after his withdrawal of the case.

Mr Hwende dismissed Cllr Dlamini’s claims saying he signed the letter and also withdrew the court case on his own accord.

“It’s not true. How is that possible? He signed the letter and went on to withdraw the court application on his own accord. His reinstatement is illegal in this case as well,” said Mr Hwende.

Minister Moyo reinstated Cllr Dlamini to the mayor’s position in a letter dated May 5.

Cllr Dlamini said the letter was enough to return him to the office as its contents were similar to the one that expelled him which he said was silent about the position of mayor.

“I am the legitimate mayor of this town because I have been reinstated. What was written in the letter of recall is what was written in the reinstatement letter. They will not swear him (Cllr Mguni) in because they are aware they acted illegally, “ said Cllr Dlamini.

He said even if the seat had been declared vacant, it was wrong for the councillors to allow a person other than an outgoing mayor or deputy mayor to preside over the election.

Cllr Prince Thuso Moyo presided over the election as Deputy Mayor Cllr Patricia Mwale who had been acting mayor, had declared interest in the position.

Cllr Dlamini said for an election of mayor to have gone ahead, Government should have declared the seat vacant.

Asked if he had crossed the floor to the Khupe-led MDC-T, Cllr Dlamini said: “I can’t comment on that now. I will work with whoever wants to work with me for our people. Some of the councillors have openly expressed that they won’t work with me. It’s unfortunate that there is no independent thinking among councillors. This is a matter that affects policy making at local level but you find the party using the whipping system which is not proper. “

Mr Dube said the local authority will be guided by the Ministry.

He said no date has been set to swear in Cllr Mguni.

On Thursday the municipal management had insisted that the election be deferred to allow for time to consult.

Mnangagwa Dragged Into Zambia – DRC Border Conflict

President Mnangagwa welcomes Democratic Republic of Congo special envoy and Foreign Affairs Minister Marie Tumba Nzeza at State House in Harare yesterday.

State Media|The Democratic Republic of Congo (DRC) has approached President Mnangagwa to mediate in its long-standing border dispute with Zambia in his capacity as chairman of the Sadc Organ on Politics, Defence and Security Cooperation.

DRC and Zambia have had misunderstandings over one part of their common 1 600km border, the latest arising from a late 1980s attempt to demarcate the frontier with beacons.

Zimbabwe was mandated by Sadc to ensure maintenance of peace, security and rule of law within the region.

DRC special envoy Marie Nzeza yesterday met President Mnangagwa at State House to brief him on the situation.

Defence and War Veterans Affairs Minister Oppah Muchinguri-Kashiri, Foreign Affairs and International Trade Minister Sibusiso Moyo, Commander Defence Forces Phillip Valerio Sibanda and other senior Government officials attended the meeting.

Addressing the media after the meeting, President Mnangagwa said both countries were seeking Sadc’s intervention.

“A special envoy from my brother Tshisekedi of the DRC briefed me on the situation in DRC, in particular in relation to the current Covid-19 pandemic and how they are tackling it. There is also the security situation where DRC and Zambia want the organ on Defence and Politics to look at a small matter which is existing between the Republic of Zambia and DRC,” President Mnangagwa said.

The DRC envoy, who is the country’s Foreign Affairs minister, refused to shed finer details on the matter, saying she was not at liberty to share what was discussed.

Minister Moyo explained dynamics informing the special envoy’s visit.

“Zambia and DRC have got a border line which is 1 600 kilometres long and as a result of that, it has had some different forms of misinterpretation of where Zambia was and ends. There was a treaty which was signed in 1989 by the then Presidents Kenneth Kaunda and Mobutu Sese Seko where there were beacons put along the border.

‘‘There was a conflict at one of the border areas and they have decided to approach the organ on Defence and Security so that this can be resolved peacefully in the spirit of Sadc,” Minister Moyo said. The Organ on Politics, Defence and Security Cooperation is established under the Sadc Treaty and Article 4 of the Sadc Protocol on Politics, Defence and Security.

It stipulates that the chairperson of the organ, in consultation with the Troika of Sadc, is responsible for the overall policy direction and achievement of the objectives of the organ, of promoting peace and security in the Sadc region.

Under a strict and founding African Union policy, colonial frontiers remain in place unless otherwise agreed without dissent. The occasional border disputes, such as between Nigeria and Cameroon and between Botswana and Namibia, have all arisen because of ambiguities or incomplete information in a colonial treaty.

The said statement, said the Government, does not reflect its position nor policy.

In a statement, Minister of Foreign Affairs and International Trade Dr Sibusiso Moyo said the Government of Zimbabwe fully respects the sovereign measures that were adopted by President John Magufuli to contain the spread of Covid-19 in Tanzania.

“I make reference to the message of 4 May 2020 purported to have been posted on Twitter by the Deputy Minister of Information, Publicity and Broadcasting Services Honourable Dr E. Mutodi in which he compared the measures against Covid-19 adopted by the head of state of Tanzania and Zimbabwe.

“I wish to make it clear that this statement does not reflect the Government’s position nor policy.

“The Government of Zimbabwe fully respects the sovereign measures that the President of United Republic of Tanzania His Excellency John Magufuli adopted to contain the spread of Covid-19 in his country.

“Taking into account the unique domestic environment and other factors prevailing on the ground, indeed, no two individual countries have the same set of environment and conditions to warrant the adopting of a uniform response to disease outbreaks and other crises,” he said.

Dr Moyo said Zimbabwe is not in competition with any member state.

“Each government is implementing policies that best suit their unique domestic environments in line with the guidelines of the World Health Organisation (WHO).

“The Government is working in close partnership with SADC and African Union Member States as well as with other interested international co-operating partners to fight this global pandemic. In this context, there was no basis whatsoever, to compare the policies of the two Presidents.

Vic Falls Being Run By Two Mayors

VICTORIA Falls municipality is now being run by two mayors belonging to the MDC-T led by Thokozani Khupe and the MDC led by Nelson Chamisa.

The mayors are Ward 9 councillor Somveli Dlamini who had been sacked by Mr Chamisa before being reinstated by Government on the request of MDC-T secretary-general Douglas Mwonzora.

Newly-elected Ward 5 councillor Richard Mguni is the other mayor who was duely elected by the MDC dominated council after Dlamini was recalled by his party, the Chamisa led MDC.

The elections were conducted despite the municipality’s management having insisted that they be deferred pending finalisation of Clr Dlamini’s case.

Clr Dlamini said elections held to elect Mr Mguni were illegal and the process was flawed.

“I did not resign as mayor of Victoria Falls as purported by some quarters and I don’t intend to do so,” he said.

“I am still the bona fide mayor of Victoria Falls.

“The resignee has to put his or her notice of resignation in writing to the town clerk as provided for in the Urban Councils Act, section 103 (3) (iii). That was not the case in my situation.

“I was reinstated by my parent ministry on the orders of MDC party. With all this I want to put it clearly that I am the legitimate mayor of Victoria Falls.”

Clr Mguni yesterday insisted he was the rightful mayor.

“For now, I am the only mayor and I can say Clr Dlamini is wrong to claim as such,” he said.

“I am actually at council offices now doing my duties. I am not fighting with him. He is my brother and we grew up together in Victoria Falls.”

Asked who was running the municipality, town clerk Mr Ronnie Dube refused to be drawn into the matter.

“At the moment, l cannot comment as the issue is in the public domain,” he said.

Mwonzora recently informed the Minister of Local Government and Public Works that the party had reversed Clr Dlamini’s recall.

129 Confirmed Fugitives Amongst Deported Zimbabweans From South Africa And Botswana, Police Ready To Pounce On Them.

AT least 129 criminals and suspects who fled the country after committing various offences are among the returnees from Botswana, South Africa and other countries.

The returnees are being sent to various isolation centres across the country where they will be quarantined for 21 days, as a measure to control the spread of the coronavirus.

Police have already started profiling fugitives and suspects who fled the country.

National police spokesperson Assistant Commissioner Paul Nyathi said the fugitives and suspects would be taken to various courts once they are released.

“They have been taken to various isolation centres where they will be managed during the 21 days of quarantine.

“As you know there is a lot of information, which is filtering in relation to the nature of the crimes they could have committed either in this country or Botswana and South Africa where they are coming from.

“The profiling process will also give us direction on how to manage them during and after their quarantine period,” he said.

Assistant Commissioner Nyathi said 16 suspects were as of yesterday isolated in Matabeleland South while 20 were sent to Matabeleland North. Bulawayo province received 30, Manicaland seven, Midlands got 15 while two others were quarantined in Mashonaland Central.

Masvingo and Midlands provinces received 15 each, while one was isolated in Mashonaland East.

Two people had been sent to Mashonaland Central as of yesterday.

“These people are continuing to return into the country and the police will also continue to provide security at these isolation centres,” said Assistant Commissioner Nyathi.

As of yesterday 1 400 people returned into the country from Botswana, while 1 607 came from South Africa.

About 36 people from various countries who returned into the country through the Robert Gabriel Mugabe International Airport are isolated at Courtney Hotel, while 12 are at Prince Edward School in Harare.

A cumulative number of 160 people who also came through the Robert Gabriel Mugabe International Airport are also quarantined at ZIPAM.

Dendera High School in Mashonaland East has 21 people who passed through Nyamapanda Border Post with 51 people who came through the Chirundu Border Post being kept at Vuti isolation centre.

A cumulative number of 363 who came from various countries are being held at Belvedere Teachers’ College.

There are 137 people who came into the country through Kazungula in Victoria Falls.

Deputy Secretary in the Ministry of Public Service, Labour and Social Welfare Mr Clifford Motera said Government was ready to receive all people who are returning into the country.

Mr Motera said Government is also prepared to assist with medication for returning people with medical conditions.

“We are ready to provide everything that is expected to sustain the lives of the people, that is, providing three meals a day.

“The Government is also prepared to provide assistance to people who might have medical problems.

“We will facilitate access to medication and any other things that they might require.

“There are enough facilities for these people,” he said.

Mr Motera said there were some development partners, business people and individuals who were coming forward to assist the Government.

He also said people willing to assist were welcome.

Man Stabbed For Slaughtering Neighbour’s Dog

A 25-YEAR-OLD Gwanda man has been arrested after he allegedly stabbed his friend, leaving him severely wounded for slaughtering his dog.

Obvious Maphala from Zendele Village in Colleen Bawn was not asked to plead when he appeared before Gwanda provincial magistrate, Ms Charity Maphosa facing an attempted murder charge. He was remanded in custody to May 19.

Prosecuting, Mr Silent Shoko said Maphala stabbed Mr Khumbulani Ndlovu who is his friend and also neighbour with an Okapi knife.

“On 2 May at around 7AM, Maphala discovered that his male dog was missing and he went around the neighbourhood looking for it.

He went to Mr Khumbulani Ndlovu who is his friend and neighbour’s home and discovered that he had slaughtered the dog and had hanged it up to dry,” he said.

“Maphala confronted Mr Ndlovu over the matter and demanded to know why he had slaughtered his dog resulting in a misunderstanding. Maphala then drew an Okapi knife from his pocket and stabbed Mr Ndlovu once in the neck, once on the left ear and once in the back.”-State media

Covid-19: Chinese Doctors Arrive In Zim, But Do They Have Solution To Deadly Pandemic?

A 12-member Chinese medical team of experienced experts in management of Covid-19 arrived yesterday with a consignment of test kits and protective gear to help Zimbabwe respond effectively to the pandemic.

The team was received at Robert Gabriel Mugabe International Airport by Local Government, Public Works and National Housing Minister July Moyo, Deputy Minister of Health and Child Care Dr John Mangwiro, Foreign Affairs and International Trade Deputy Minister David Musabayana and Chinese Ambassador to Zimbabwe, Mr Guo Shaochun
The medical team comes from Hunan Province in south central China, which borders Hubei Province where Covid-19 patients were first diagnosed, and so was involved in China’s successful battle against the pandemic almost from the start.

They will be in the country for the next 14 days and brought a consignment of PCR test kits, personal protective equipment and other supplies.

During the 14 days, the team is expected to meet President Mnangagwa and others involved in the national Covid-19 response initiative, including medical professionals, with whom they will share experiences, and will visit isolation centres.

China has been resuming production without renewing the pandemic and so the team will hold seminars with Chinese businesspeople on how to resume production within the recommended guidelines and standards.

The Chinese medical team leader, Dr Yimin Zhu, said their mission was not only sharing experiences and helping medical professionals in Zimbabwe, but would also strengthen the already existing diplomatic relations between China and Zimbabwe.

“The Chinese medical team is not only here to share experiences and exchange ideas with our Zimbabwean brothers and sisters but also to convey a message of our commitment and strong friendship” said Dr Zhu.-State media
