By A Correspondent- The High Court this morning granted an interim order that has barred MDC-T from replacing recalled MDC Alliance legislators.
The development comes amid revelations that the MDC T led by Dr Thokozani Khupe seeks to replace recalled MDC Alliance legislators following the Supreme Court ruling which nullified the presidency of Nelson Chamisa.
The four MDC Alliance MPs and Senators made an application at the same court seeking to have their recall invalidated.
The 4 MDC Alliance MPs include Secretary-General Chalton Hwende who represents Kuwadzana East, Prosper Mutseyami (Dangamvura-Chikanga) who was also the opposition party’s chief whip, Thabitha Khumalo (proportional representative for Bulawayo Province) and Senator Lillian Timveous (Midlands).
The quartet were recalled by Senator Douglas Mwonzora after the supreme court ruled that the Nelson Chamisa was not the legitimate MDC leader and restored the party’s 2014 structures.
By A Correspondent- MDC Alliance youth leader Womberai Nhende who was arrested and brutally assaulted by the police sustained serious injuries.
The deputy national spokesperson of the youth assembly was admitted at a local hospital after being assaulted by police officers.
The party posted on Twitter suggesting that Nhende was admitted in the early hours of Saturday.
Said the party:
Around 1am Womberai Nhende was admitted in hospital under police guard. He is in bad shape and Drs are investigating to rule out head injury and chest trauma. Wombe was assaulted by @PoliceZimbabwe during his arrest outside MRT House.
On Friday, the party’s recently appointed national spokesperson, Fadzayi Mahere had reported that Nhende was in bad shape.
Said Mahere:
Womberai Nhende, our Deputy Spokesperson for the Youth Assembly, was badly beaten by police outside Harvest House today for no reason.
He can’t breathe and urgently requires medical attention. Police refused to release him to be seen by his doctors.

The mandatory percentage of ethanol blending has been restored to 20 percent after sitting at 10 percent after ethanol production fell below market requirements..
Energy and Power Development Minister Fortune Chasi announced the restored percentage in a general notice gazetted as General Notice 926A of 2020.
Government introduced fuel blending in 2008 following the licensing of Green Fuel’s Chisumbanje Ethanol Plant, which resumed operations in 2013.
Blending of fuel is exclusively conducted by licensed blenders and currently there are 11 such licensees who abide and comply with Zera regulations.
Five of the 11 fuel dealers licensed to blend petroleum products have blending depots in Harare and Bulawayo and oil companies can acquire either already blended fuel from National Oil Infrastructure Company (NOIC) of Zimbabwe, or unblended fuel which they blend with a licensed blender.
By A Correspondent- A 3 months old baby from Kadoma has tested positive for COVID-19, Newsday reports.
This was revealed by Kadoma health services director Daniel Chirundu who was speaking on the sidelines of the Mashonaland West Edutech Wash Project which was being commissioned by Mashonaland West Provincial Affairs minister Mary Mliswa-Chikoka on Friday.
Chirundu said:
In Zimbabwe, we have 265 confirmed cases of COVID-19 as of yesterday (Thursday). Here in Kadoma district, we have had numerous suspects and we now have three confirmed cases which we are handling as a district. Among them is a three-month-old baby. With that we have broken the world record of being an area where there is the youngest person to test positive. We are not proud of that record.
Meanwhile, cases jumped to 279 positive cases yesterday according to the Ministry of Health and Child Care.
By Own Correspondent| The High Court has barred a faction of the opposition MDC-T led by Thokozani Khupe from replacing legislators who were recently recalled from parliament.
Posting on Twitter this morning, MDC Alliance Secretary General Charlton Hwende said the High Court has stopped the Khupe faction from replacing the four legislators pending the determination of the legality of calls.
“We have just won our case at the High Court before Justice Mafusire. MDC-T Khupe and Mwonzora have been bared from replacing those recalled pending the court’s determination of the legality of the recalls,” said Hwende.
The recalled MPs are Charlton Hwende, Tabitha Khumalo, Prosper Mutseyami and Lilian Timveos.

By A Correspondent- MDC Alliance leader Nelson Chamisa has said the struggle to defeat the ruling party is no longer up to the MDC Alliance only but to all Zimbabweans as he likened the current administration’s governance to a yoke choking the country’s democratic space to an extent that it could not breathe.
Said the youthful MDC leader:
It’s not about me or the MDC Alliance, it is about the people of Zimbabwe, the democratic space is being choked by Zanu PF and it is time we act, draw a line in the sand or we will be choked to death

Chamisa also took the time to address rumours that he was being funded and taking advice from members of the now-defunct former Zanu PF G40 faction:
“Yes, I am G40, my age is 42, so what? It is a Zanu PF party culture of label and condemnation. I am not seeking to be the president of MDC. I am already the president of MDC Alliance and I am not going to be reduced into petty fights.
I am seeking to establish national consensus for all people. I am not going to label people condemning them because of who they are. I know I am going to lead Zimbabwe including Mnangangwa and his Zanu PF, so I am going to lead the entire nation.
Why should I say I don’t want to see Mnangagwa when you are a leader you must unify people. That is my fundamental problem with Mnangagwa. Instead of unifying people, he is waging a gap of hatred within people.

By A Correspondent- Political analyst Pedzisayi Ruhanya has accused the Zimbabwean government of using the COVID 19 Lockdown as a political tool to suppress the opposition and trample on citizens’ rights.
Ruhanya said the political incidents that have been implemented under the guise of the Lockdown are numerous calling on government to divert its efforts in fighting the coronavirus.
He said:

The world health Organisation, (WHO) has changed its advice on face masks, saying they should be worn in public to help stop the spread of coronavirus.
The global body which had had previously argued that there was not enough evidence to say that healthy people should wear masks indicated that new information showed masks could provide “a barrier for potentially infectious droplets”.
Some countries around the world already recommend or mandate the wearing of face coverings in public.
Dr Maria Van Kerkhove, the WHO’s technical lead expert on Covid-19, told Reuters news agency the recommendation was informed by findings of a recent study.
She said: We are advising governments to encourage that the general public wear a mask.
WHO Director-General Tedros Adhanom Ghebreyesus, however, emphasised that masks on their own will not protect people from Covid-19. The organisation had in the past advised against the use of masks saying that they would give a false sense of security.

By A Correspondent- Lawyer Tapiwa Makanza spent the night at Rhodesville Police Station after he was charged with defeating the course of justice, the Zimbabwe Lawyers for Human Rights (ZLHR) has revealed.
Makanza is alleged to have created a fictitious character, Simbarashe Zuze, who challenged the appointment of Kumbirai Hodzi as Prosecutor General.
In the case in question, he instructed Advocate Thabani Mpofu to oppose the appointment.
Makanza is being represented by ZLHR lawyer Paidamoyo Saurombe.
Two other lawyers, Advocates Mpofu and Choice Damiso were also been arrested over the same case last week.
Health Minister Obaddiah Moyo has said coronavirus patients would be named because the pandemic is a contagious and notifiable disease.
This also comes as the number of coronavirus patients continue going up with the number of confirmed cases now at 237 with 31 recoveries and 4 deaths.
However, naming of the patients remains illegal under the Public Health Act. But Moyo said unlike HIV which was in a different category, coronavirus patients had to be named because the disease was contagious.
Heath experts and human rights activists however say that the planned move by Government would violate people’s privacy rights and will only promote stigmatization around the patients.

Own Correspondent|There is by all accounts inconvenience between previous president Jacob Zuma and his 25-year-old life partner Nonkanyiso Conco.
The pair, who have a youthful child together, have purportedly isolated and Conco has since moved out of the house that was leased for her by Zuma close to Ballito, Durban.
Conco’s dad, Fartescue, said that, despite the fact that he had lost contact with his little girl, he had never endorsed of her relationship with Zuma and was discontent with the previous president for not having paid lobolo.
Fartescue said he heard that his little girl was not, at this point along with Zuma and was made mindful that she was currently remaining with her mom in the Eastern Cape.
“She blocked me on the entirety of her contacts, however I realize that she doesn’t remain in Ballito any more. I wish she would return home if Zuma is not, at this point ready to look after her,” the dad said.
As per sources, the supposed split happened before the end of last year.
Conco, who used to post pictures of herself and the previous president, has expelled his photographs from her Instagram account.
“The split was put hush-hush. Nonkanyiso got a solid admonition from the Zumas that she should not uncover the partition, to maintain a strategic distance from media consideration,” said a source.
This week, City Press sister paper Sunday Sun visited Ridge Private Bequest and addressed watchmen, who affirmed that Conco had abandoned the premises toward the finish of a year ago.
They said Zuma, who is 53 years her senior, used to visit her at the living arrangement however he quit visiting and she later moved out in December.

When I started MTM, my dream was to have a movement that is driven solely by the ambition of the artists and producers involved in it. It has been 3 years since we began the journey and I can say it has been fruitful. We have shared so many joys as a team and joys I will continue to cherish and celebrate. Like any other organisation we also did share our lows and again we went through these together.
Today we celebrate superstars who have been housed in MTM and that was part of the mission, for us all to grow together and celebrate our achievements together. I feel everyone who was involved in MTM is now in a position where they can now also take part in grooming and raising more talent out there. I appreciate the trust that was given to me by these artists who are now brands and also for the privilege of working with legends like ExQ who have been in the game for so many years even before the start of my musical career. It is not an easy process to be able to trust putting your brand under someone else’s umbrella.
I would want to let the whole of Zimbabwe and other global music lovers who have been following our journey that it is now time I let these superstars go out there to concur the world in music and I have so much confidence in their ability to do so. I have done my part in putting in the little resources I had at that time but do feel the artists have outgrown the label and though it is painful, I feel it is the right time to release them and also terminate all contracts that were in place. What is important is the growth of talent as opposed to any return on money put in, again I repeat this was a movement put in place to encourage growth and not for profit.
Under the same light I would like to categorically put it on record that until now and going forward, I do not have any amount of money that I collected from any of the artists who were involved in MTM. I would, however, love to thank the producers, Tamuka and Rodney for the role they have played in helping me grow musically. They have played a very significant role and my music would not be where it is today if not for them. I would like to applaud Tamuka on the start of Mushroom Media, a dream he has always had and he also took time to brief me about the project. Own Correspondent|The Ministry of Health and Child Care has declared that 2 South African and 1 South Sudan returnees tested positive for COVID-19 on Sunday bringing the national figure up to 282.
The Ministry has also indicated that a number of returnees have escaped from quarantine centres and they pose a health scare to the nation.

Former Finance Minister, Tendai Biti, who is MDC Alliance co-deputy president said that Zimbabwe urgently needs a political solution and a national transitional authority to avoid a possible upheaval.
Biti made the remarks on Friday during an interview with the
Daily News on Sunday shortly before he was arrested for “criminal nuisance” and “violating lockdown regulations”.
He said:
We urgently need a political solution in this country because if we do not do that, as (Finance minister) Mthuli Ncube admits in his letter to the International Monetary Fund (IMF), there is going to be an implosion.
An implosion could mean another military coup, people going into the streets and being shot … but for crying out loud we need a political solution and a national transitional authority.
The economy is arrested by a milieu of debilitating challenges, that are beyond Mnangagwa, Mthuli and the Zanu PF government.
At the centre of these challenges is the failure to resolve the deep political crisis in the country.
The country’s economic situation is deteriorating alarmingly with inflation approaching 1 000 per cent.

State Media|As Great Zimbabwe University re-opened its doors yesterday to final year students, a new programme to train teachers and other frontline workers in the education sector on preventing Covid-19 was announced.
This is the second university to allow final year students to return after Chinhoyi University of Technology let in its first batch of final years on Friday last week.
Great Zimbabwe arranged with Zupco to start moving its students to the university yesterday. All students were interviewed on arrival, according to university spokesperson Anderson Chipatiso, to assess their risk of exposure to Covid-19.
Students were asked where they had been since they left the campus last, who they had seen and if they had been ill.
All returning students have to follow social distancing rules and wear masks outside their room. The university has rearranged desks and other furniture to ensure social distancing is observed in lecture halls, seminar rooms, dining facilities and everywhere else on campus. Students will have their temperatures scanned frequently and all visitors are banned.
All universities are permitted to re-open for final year students once they have fulfilled minimum safety conditions. Permission for other students will be granted once health authorities are satisfied that the increase in numbers will not significantly increase the health risk. With only final years, numbers are low enough to make social distancing and other measures simple to implement and manage.
Teachers who will be involved in the return of examination forms to schools are set to undergo training during the next two weeks on how to minimise health risks and prevent Covid-19 infection.
Under the educational policy, schools will re-open classes in phases starting with this year’s forms sitting public examinations. The second phase will be next year’s public examination forms. Most pupils write public examinations in November and need intense teaching in their final few months to fulfil their full potential in the exams.
However, a far smaller number will be writing mid-year and the Zimbabwe Schools Examination Council has set O-Level and A-Level examinations over three weeks starting on June 30.
According to a memo written by the Permanent Secretary in the Ministry of Primary and Secondary Education, Mrs Tumisang Thabela to provincial education directors, the training should be completed by June 24.
The training is mainly for school heads, teachers of examination classes, school health coordinators and invigilators and will be done according to standards set by the World Health Organisation.
“Provincial education directors are requested to work with the provincial medical directors in their respective provinces with the assistance of the provincial teams that usually work with the Ministry of Health and Child Care,” reads part of the memo.
Mrs Thabela could not give further details on the training and only said: “We are planning to do that.”
However, Zimbabwe Teachers Association chief executive office Dr Sifiso Ndlovu welcomed the decision by Government to train teachers on preventing infection.
“This is what we have been proposing all along and it is all part of the preparations towards the re-opening of schools.
“It is a pro-active way of preparing for the re-opening. The training does not mean schools are re-opening because we believe that more should be done to ensure the safety of both teachers and pupils,” Dr Ndlovu said.
Progressive Teachers Union of Zimbabwe programmes officer Mr Ladistous Zunde said the training of the education personnel was premature.
“We have made our position clear that there should be minimum conditions that should be in place before we consider re-opening of schools.
“At least 60 000 more teachers should be employed to ensure social distancing that is required is met; the conditions of service for teachers should be addressed and teachers and pupils should be tested for the diseases before classes resume,” Mr Zunde said.
He added that there was no need to rush the sitting for the June examinations if the minimum conditions had not been met.
Last week the Parliamentary Portfolio Committee on Primary and Secondary Education advised against re-opening of schools in June saying necessary precautions were not in place, such as running water at all schools, protection for teachers and pupils, and temperature scanners at all schools. The committee criticised the plans of the Zimbabwe School Examinations Council (Zimsec) for setting examination dates for the of this month saying no minimum standards as set out by the World Health Organisation had been met.
Ms Priscilla Misihairabwi-Mushonga (MDC-T proportional representative), the chairperson of the Portfolio Committee on Primary and Secondary Education, presented the report of the committee and was supported by parliamentarians from across the political divide.
She said the interactions her committee had with various stakeholders showed that the country was not ready for the re-opening of schools.
A total of 197 health workers at Mpilo Central Hospital in Bulawayo have been placed in self-quarantine after three patients and a nurse tested positive recently for Covid-19 at the hospital.
Two of the patients were positive after they had been admitted at the hospital, while the third person was an outpatient.
It is suspected that the nurse contracted Covid-19 due to interactions with one of the patients who had come to the referral hospital.
After the confirmed cases at Mpilo Central Hospital, Bulawayo’s rapid response team was contacted to contain the potential spread of the virus.
Through contact tracing, the team identified 197 health workers who were at high risk of contracting the disease, placing them on 14-day mandatory self-quarantine, while under surveillance.
The self-quarantine process started on June 28 and is expected to end on Thursday.
The Mpilo Central Hospital staffers have undergone initial tests for Covid-19 and would be retested before being given the green light to resume normal duties.
The hospital was also fumigated and disinfected.
Mpilo Central Hospital acting chief executive Dr Solwayo Ngwenya said out of more than 2 000 health workers at the facility, 197 were placed on self-quarantine.
He commended the health workers for their commitment.
“This resulted in 197 health workers going in self-isolation at their homes including the nurse who was asymptomatic. So far all of them have tested negative for the virus. They are in self-isolation for 14 days and are supposed to complete process on Thursday. I guess we can say we were very lucky to have escaped this one,” said Dr Ngwenya.
He said the hospital had to improvise to cover for the health workers placed on self-quarantine.
Dr Ngwenya said it was critical for communities to adhere to lockdown and Covid-19 preventive measures as the hospital scare gives an impression of how the pandemic could impact on the health sector.
“If hospital staff get degraded and are unable to cope with the rising numbers, at the end of the day people will not have anyone to look after them. So, it’s extremely important that people follow lockdown regulations, wear masks properly otherwise failure to do so could cripple the health sector,” said Dr Ngwenya.
Acting Bulawayo provincial medical director Dr Welcome Mlilo, said Government would continue working to improve safety of health care workers.
“It is back to the issue of personal protective equipment.
“Government is procuring the protective clothing, which is being availed to health workers including those as Mpilo. We also fumigated the hospital, while taking all precautionary measures to ensure that staff does not contract the virus. Government and civil servants’ representatives are scheduled to meet this week to negotiate fresh salary adjustments and improved working conditions.
Civil servants’ salaries have been eroded by inflation which is now approaching the 1 000 per cent mark and there are calls for the government to pay its workers in foreign currency.
Public Service, Labour and Social Welfare Minister Paul Mavima said that the government was committed to improving its workers’ salaries but is not in a position to remunerate them in US dollars.
Said Mavima:
Our position is that we cannot remunerate our workers in US dollars. As Government, we cannot run around looking for US dollars when we have just introduced a new currency.
Meanwhile, Apex Council chairperson Cecilia Alexander said they will press for salaries in US dollars when the National Joint Negotiating Council (NJNC) reconvenes. She said:
The workers are now in a very bad situation. When we go for negotiations we will press for salaries in US dollars. While we appreciate that it is good to have a local currency, the problem is that it is not storing value.
The NJNC, which comprises the government and public service representatives under the banner of the Apex Council, last met in January.

The police criminal investigations department (CID) has launched a manhunt for 13 armed robbers, who are on their most wanted list for committing a spate of robberies in and around Harare and for skipping bail.
Some are believed to have skipped the country to evade arrest. They were once arrested but disappeared after being granted bail by the courts.
Those being hunted are Prince Makodza, Liberty Mupamhanga, Godfrey Mupamhanga, Decide Rice, Gerald Chiro, Prince Zakeo, Wonder Amidu, Godfrey Josi, Ernest Temai Vumbunu, George Munyaradzi Muchanyangwa, Fanuel Chikadaya, Peter Mushipe and Edward Matinyenya.
Police said anyone with information on the whereabouts of the suspects should contact their nearest police station or detectives from CID Homicide.
In 2018, Prince Makodza was one of six suspected armed robbers donning Zimbabwe National Army regalia and Zimbabwe Republic Police attire who allegedly robbed a Harare businessman of over $100 000 cash at his Borrowdale house after getting inside information from his nephew.
Makodza has been in and out jail on several occasions but successfully applied for bail at the High Court.
He was also allegedly part of a gang that pounced on Blue Circle company premises in Willowvale and blasted safes containing $55 000 after stabbing a security guard.
Makodza was allegedly in the company of Liberty Mupamhanga, Aaron Nyamajiwa, Munyaradzi Chikarara, Vincent Kondo, Adam Kapalasa and Taurai Dzingai.
In August 2016, Makodza allegedly teamed up with Alouis Nyamadzawo, Shadreck Madzima and Munyaradzi Chikaka, and armed themselves with a pick and two five-pound hammers while driving in a Nissan Hardbody registration number ABA 1699.
The gang allegedly went to Total Service Station in Warren Park 1 and tied two security guards’ hands before carrying them to the back of the building.
They broke into the shop and used a hammer to break a wall cash safe containing $8 500 and another Chubb safe containing $3 500 before they fled from the scene.
Makodza also allegedly broke into Glad Tidings Church in Glen Norah B and stole a safe containing $30 000 while in the company of Nyamadzawo and Knowledge Kamucheche-State media

THE army’s involvement in the takeover of the MDC Alliance headquarters by a rival faction has been described by lawyers as unconstitutional and a dangerous precedent.
Soldiers and armed police last Thursday helped the Thokozani Khupe faction of the MDC to seize the Morgan Richard Tsvangirai House, a building in central Harare that has housed the country’s main opposition party for years.
Senior MDC leaders, including vice-presidents Tendai Biti and Lynette KarenyiKore, were arrested on Friday after they tried to access the building.
The army’s involvement drew criticism from western countries and the European Union, who said it showed that there was no rule of law in Zimbabwe.
The Law Society of Zimbabwe (LSZ) yesterday weighed in, saying the soldiers had crossed the line.
“We are particularly concerned by reports that the army and the police were deployed to evict some members of the MDC party who were in occupation of the Morgan Richard Tsvangirai House,” the LSZ said.
“The role of the army is clearly articulated in section 212 of the constitution, which provides that the function of the Defence Forces is to protect Zimbabwe, its people, its interests and its territorial integrity and to uphold the constitution.”
The lawyers said the uniformed forces should respect the rule of law, which was about “equality, fairness and strict observance of due process”.
“In this vein, we call upon the security forces to desist from wading into civil disputes and restrict themselves to their constitutional mandate,” the LSZ added.
“It is apparent that the actions taken, if the reports are anything to go by, were not backed by an order of the court.
“No person is above the law and nobody should be assisted in taking the law into their hands.”
Former South African opposition Democratic Alliance leader Mmusi Maimane took aim at President Emmerson Mnangagwa for allegedly persecuting the MDC Alliance.
“Mr Mnangagwa, give the opposition building back,” Maimane said on Twitter. “This level of intimidation and suppression has gone on for long.

Komichi told journalists in Harare yesterday that the army got involved because they feared MDC Alliance youths would turn violent.
“Young people, who had come with [MDC Alliance secretary-general Charlton] Hwende, were too many and, therefore, violating the Covid-19 rules and regulations and you know the police and the army are working together on Covid-19 issues,” Komichi claimed.
“The presence of the army was simply to deal with Covid-19 issues.
“They were not there to assist in the takeover of our property and you must also know that the young people, who had come there had petrol bombs.
“Their intention was to burn down the building and it was actually going to be a serious risk of burning down many other buildings and there was need for intervention to save the city from burning down.”
MDC-T secretary-general Douglas Mwonzora claimed they intercepted messages by MDC Alliance officials mobilising people to gather at the party headquarters.
“There were messages circulating for all councillors to bring at least 30 people to Harvest House and that would have meant more than 700 people in one place in disregard of the law and the messages were intercepted,” Mwonzora said.
“We have since secured a peace order with the magistrates court and in this peace order, they are not allowed to come to the MRT House or interfere with our party headquarters.
“We have always been there since its formation.
“The army was never invited to Harvest House and they never took part in the taking over of our property, but there were army officers in the vicinity and these army officers had been in the vicinity in Harare for over a month.”
He said a standing committee meeting would be held at the party headquarters on Tuesday.
Posters of Chamisa were removed from the party headquarters and replaced with those of the late founding MDC leader Morgan Tsvangirai.

ZIMBABWE has about 12 000 Covid-19 test kits at the moment as it awaits deliveries from abroad to better determine the magnitude of the pandemic.
Health and Child Care Minister Dr Obadiah Moyo said in a ministerial statement to Parliament last week the country only has capacity of doing 2 000 tests daily against a growing need to test more.
So far, 279 people have tested positive for Covid-19 and statistics show that a majority of those are returnees from neighbouring countries who must be tested.
After the Government decentralised testing to provincial institutions, laboratories have struggled to clear backlogs due to resource challenges.
Since the onset of the Covid-19 outbreak in March, Zimbabwe has carried out a total of 19 237 polymerase chain reaction (PCR) tests and 23 594 rapid diagnostic tests.
Recently, Mpilo Central Hospital confirmed that the Bulawayo had a backlog of more than 5 000 affecting retests to establish whether patients have recovered.
Dr Moyo said the key to the fight against Covid-19 lies in the ability to test more numbers as this will inform whether the disease is there or if the country only has sporadic incidence of the disease.
He said his ministry submitted a request for additional financial allocation in order to test as many people as possible.
“Currently, the country has 9 000 laboratory-based PCR tests and 3 600 of the cartridge-based PCR tests.
“For this reason, whilst more deliveries are in the pipeline, testing has been prioritised for the quarantine areas and those patients presenting with classical symptoms of Covid-19,” said Dr Moyo.
According to Dr Moyo, there is anticipation of an increase in the testing demand following the rapid increase in positive cases recently.
“The country has a capacity to do slightly above 2 000 tests per day and we need to prepare for increased testing. The decentralization of PCR testing has also increased the access of the tests to the population with a decrease in turnaround time of results being observed,” said Dr Moyo.
There is a total of six public laboratories in Zimbabwe and one private and they are still able to run 186 PCR tests per laboratory according to Dr Moyo.
He said: “There are fourteen provincial sites with the capacity to test using the machine called GeneXpert. Each of the sites can run 32 samples a day. This gives a total lab testing capacity of 448 for the GeneXpert per day.
Thorngrove and United Bulawayo Hospitals are also sites whose bio-safety is being improved to enable testing.”
He said to curb the problem of returnees contributing most of the new Covid-19 cases,
Government has made a decision to ensure that all the available resources be channeled towards testing all people in the quarantine centres.
“As deliveries improve, the testing can then be expanded to other groups of people. Parliamentarians are also earmarked for Covid-19 testing utilising PCR,” said Dr Moyo.
Bulawayo’s Covid-19 testing started at Mpilo Central Hospital’s National Tuberculosis Reference Laboratory last month after the National University of Science and Technology’s (Nust) Applied Genetic Testing Centre (AGTC) moved in some of its equipment to complement Government efforts in fighting the pandemic.

POLICE Commissioner-General Godwin Matanga has approached the High Court seeking condonation for late filing of opposing papers challenging a 90-day civil imprisonment and reinstatement of a junior female police detective, who was fired for allegedly extorting US$2 250 from a suspected forex dealer.
Comm-Gen Matanga was recently ordered by Bulawayo High Court judge Justice Maxwell Takuva to reinstate Detective Constable Petty Mlauzi.
The judge also blocked the police boss from evicting Mlauzi from a ZRP house at the Western Commonage.
Mlauzi had approached the High Court seeking an order staying her dismissal pending the finalisation of her application for review under case number HC7003/18.
Mlauzi, who was attached to the Criminal Intelligence Unit registry in Bulawayo, was discharged from the police service last year in July before successfully challenging her dismissal in court.
However, her bosses failed to comply with the court order. She then filed another application seeking an order directing Comm-Gen Matanga and chairperson of the Police Service Commission Dr Vincent Hungwe to comply with the order issued under case number HC1576/19.
Mlauzi wanted a 90-day civil imprisonment for her two bosses for contempt of court.
In their application for condonation, Comm-Gen Matanga and Dr Hungwe, through their lawyer, Ms Brenda Tavaka Nyoni of Civil Division in the Attorney-General’s Office, argued that the delay in filing opposing papers was necessitated by “circumstances beyond their control.”
In their application filed at the Bulawayo High Court, they cited Mlauzi as a respondent.
“This is an application for condonation for late filing of a notice of opposition and opposing affidavits and for the bar currently operating against the applicants (Comm-Gen Matanga and Dr Hungwe) to be lifted. On September 3, 2018, the respondent (Mlauzi) filed the application for contempt of court and served the applicants on February 25, 2020,” said Ms Nyoni.
She said the applicants prepared their opposing affidavits and as per the usual channels they were supposed to send them to her office in Bulawayo through the Civil Division in Harare.
“Unfortunately, there was disrupted mail movement at the AG’s Office due to late payments of courier services. The applicants them made new arrangements to enable the opposing affidavits to reach my office not later than the March 2020,” said Ms Nyoni.
“However, the mail then arrived on the 12th of March 2020 and was immediately filed upon arrival. Unfortunately, the papers had been filed out of time.”
Ms Nyoni said there was no wilful disregard of the rules of the High Court. She said the delay was caused by factors beyond her clients’ control.
She said the applicants have a good defence and have prospects of success in the matter under HC360/20 where Mlauzi wants Comm-Gen Matanga and Dr Hungwe to serve 90 days imprisonment for contempt of court.
Ms Nyoni said under case number HC1576/19, her clients did not disobey the order. She argued that the applicants were not directed to reinstate Mlauzi but to stay the discharge.
In her court papers, Mlauzi said she was tried by a single officer for violating the Police Act, convicted and sentenced to eight days’ imprisonment at the detention barracks.
Dissatisfied with the conviction and sentence, she appealed to Comm-Gen Matanga and the appeal was dismissed.
Mlauzi then filed an urgent chamber application following a radio signal discharging her despite a pending review matter before the High Court and the respondents were ordered to immediately reinstate her.
She said her discharge was stayed pending finalisation of case number HC7003/18 and the order was served on the respondents’ lawyers and a return of service was issued. Mlauzi said the respondents were deliberately ignoring the court order directing them to reinstate her.
According to court papers, it was stated that on December 8, 2017, at around 11AM, the complainant Ms Sicelo Sibanda and one Mr Mehluli Bhebhe were inside their car, a Toyota Ipsum, parked near Bulawayo Centre counting US$4 250.
Mlauzi who was in the company of Detective Sergeant Thomas Hofisi, approached Ms Sibanda and Mr Bhebhe and identified themselves as police officers. They got into the car and accused Ms Sibanda and Mr Bhebhe of engaging in illegal foreign currency trade and arrested them.
They directed Mr Bhebhe to drive towards Bulawayo Prison and along the way they demanded money in exchange for their release.
They took US$2 250 leaving the complainants with only US$2 000.
Ms Sibanda contacted her husband who is based in South Africa. A report was made to the police, leading to the arrest of the two detectives. -Chronicle
A police officer, Shungudzemoyo Kache, on Saturday appeared in court after he was arrested and charged with “insulting and undermining” Emmerson Mnangagwa by likening him to a “condom”, the Zimbabwe Lawyers for Human Rights (ZLHR) has revealed.
Kache allegedly told one Stanley Mabhachi, who was wearing a scarf with the Zimbabwean flag colours, that Mnangagwa is a “used condom”.
Kache’s lawyer Jeremiah Bamu of ZLHR told the court that his client was taken to ZANU PF headquarters after he was arrested.

BLACK market rates have surged in recent weeks resulting in concurrent hikes in the prices of basic commodities and a clamour from workers to have wages increased.
Amid the COVID-19 pandemic, the government, parastatals, and the private sector are all laden with labor issues related to salary increases as the U.S. dollar rate hit over 1: 60 to the Zimbabwe dollar.
Illegal money changers are charging as much as 78 ZWL to 1 U.S. dollar and prices have also been galloping since most of the foreign currency used by manufacturers is acquired on the black market.
Prices of nearly all basic commodities, including milk, bread, sugar, beef, cooking oil and maize meal, have risen considerably in recent weeks, prompting workers to agitate for higher salaries.
The government is due to meet civil servant representatives this week to negotiate the gap between what is being offered by tax collector the Zimbabwe Revenue Authority (ZIMRA) and worker representatives.
ZIMRA has offered the workers a 140 percent salary wage and benefit allowance increase to 3,370 ZWL per month for the least paid for the year while the Zimbabwe Revenue and Allied Trade Union (ZIMRATU) is negotiating for a 1,350 percent increase to 20,362 ZWL for the same.

“As Government we appreciate the need to cushion our workers against the tough economic environment. The NJNC should be meeting as the negotiating forum between government and its employees,” said Mavima.
“They last met in January when a minimum salary was agreed on, but we feel that there has been an erosion because of inflation. The issue of this erosion of incomes is well-appreciated by government,” he told The state-run Sunday Mail.
The Progressive Teachers’ Union of Zimbabwe (PTUZ) said in a tweet at the weekend that among conditions for re-opening of schools during the COVID-19 pandemic was the need to adjust teachers’ salaries.
“Our conditions for re-opening remain the same: a visible plateau viz.COVID-19 cases; testing of all teachers, ancillary staff, learners; provision of adequate PPE; USD520 salary or equivalent,” it said.
According to the Consumer Council of Zimbabwe, the monthly low-income urban family budget for a family of six was about 8,725 ZWL in May, yet the lowest-paid government worker earns about 3,000 ZWL before deductions.
Mavima said the government would not commit to paying its workers in foreign currency as widely expected by the civil service.
“Our position is that we cannot remunerate our workers in U.S. dollars. As government, we cannot run around looking for U.S. dollars when we have just introduced a new currency,” he said.
Zimbabwe Congress of Trade Unions secretary-general Japhet Moyo also told The Sunday Mail that most employers were failing to make salary adjustments according to inflation trends.
“We had this discussion about workers welfare at our Tripartite Negotiating Forum and there are various proposals that we put on the table,” said Moyo.
“The first one was to continuously review the incomes so that they follow inflationary trends. The second one was to see whether authorities can be able to establish an unemployment benefit scheme, because a number of able-bodied people are now unemployed and they need to be assisted,” he said.
He said the National Social Security Authority was tasked with crafting an unemployment benefit scheme to assist those who would have lost jobs.
“And thirdly, we needed to look at our currency reforms. Our view is that if that cannot be done as a short term measure we need to then ensure that incomes are regularly reviewed to follow the trend,” he said.
Employers Confederation of Zimbabwe president Israel Murefu said many businesses were either in intensive care or functionally dead and thus unable to review salaries.
He said the COVID-19 pandemic and the attendant lockdown had severely disrupted operations, markets and production value chains.
“Businesses are not only grappling with survival but escalating costs which threaten business viability,” he said.
“Therefore, given such a scenario, the first rule of thumb is to find ways of recovering and bringing back to life many businesses. Survival is the priority so that jobs or employment can be saved or restored to pre-lockdown levels if possible,” he said.
He also urged employees to exercise restraint when demanding salary reviews as employers had not been spared the economic challenges.
“The currency devaluation and consequent inflation are not sparing the employer. This means employers and employees have to meet each other halfway so that there is a win-win outcome,” he said.
A police officer, Shungudzemoyo Kache, on Saturday appeared in court after he was arrested and charged with “insulting and undermining” Emmerson Mnangagwa by likening him to a “condom”, the Zimbabwe Lawyers for Human Rights (ZLHR) has revealed.
Kache allegedly told one Stanley Mabhachi, who was wearing a scarf with the Zimbabwean flag colours, that Mnangagwa is a “used condom”.
Kache’s lawyer Jeremiah Bamu of ZLHR told the court that his client was taken to ZANU PF headquarters after he was arrested.

The Vice President of the Movement for Democratic Change Alliance (MDC-Alliance), Welshman Ncube, has said that the MDC Alliance is prepared to lose everything to Thokozani Khupe than to have the party members agree to be led by a “ZANU PF project.”
Ncube said this following the capture of the MDC Alliance offices in Harare by Thokozani Khupe led MDC-T.
The Supreme Court recently ruled on the party’s leadership crisis reinstating Thokozani Khupe as the legitimate leader and demoted Nelson Chamisa to a mere Secretary of Policy and Research.
Zimbabwe President Emmerson Mnangagwa is using the cover of thecoronavirus restrictions to entrench his rule, analysts have warned amid a fresh crackdown against government critics.
A fortnight ago, Mnangagwa extended indefinitely a lockdown to control the spread of coronavirus that began on 30 March, saying the country was still vulnerable to the pandemic.
Critics said the extension was not backed by science and suggested the 77-year-old leader, who came into power through a coup in 2017, wanted to consolidate his power in the face of growing discontent over a failing economy.
Authorities have in recent days stepped up the arrest of officials of the main opposition party MDC-Alliance over allegations of violating lockdown regulations by organising protests.
Three MDC-Alliance female activists that were allegedly abducted and sexually abused by suspected state security agents were recently charged for violating the stay home orders while on their hospital beds. Two journalists that tried to interview the hospitalised activists were also charged.
Police this week arrested two MDC youth alliance leaders over allegations that they organised last month’s protests in Harare over food shortages.
Tempers flared this week following the arrest of MDC Alliance leader Nelson Chamisa’s lawyer on fraud charges.
Thabani Mpofu, who was freed on bail on Wednesday after spending two nights in custody, represented Chamisa when he challenged President Mnangagwa’s 2018 election victory.
The MDC Alliance and groups representing lawyers in Zimbabwe described Mpofu’s arrest as persecution and urged the international community to monitor developments in the country.
Chamisa urged the international community to intervene in Zimbabwe, saying citizens were suffering under the weight of a “perpetual lockdown” and human rights violations.
“We have to bring this (suffering) to the attention, not only to the Southern African Development Community, but the international community, but of course Zimbabweans at the end of the day must say enough is enough,” he said.
Alex Magaisa, a Zimbabwean law academic based in the UK, said the clampdown against government critics showed that Mnangagwa wanted to use the lockdown restrictions to push for a one party state.
“The arrest of Mpofu is just one of those baby steps in the consolidation of authoritarian rule,” Magaisa said.
“The impact of the arrest and detention affects the entire profession, the very reason the Law Society of Zimbabwe and other lawyers’ groups have issued statements that are highly critical. The regime is seen as going after the legal profession, one of the key elements that holds power to account.”
The opposition accuses the President of using the courts to dismantle it in pursuit of a one party objective.
Zimbabwe’s courts have in recent months issued controversial judgements that effectively handed control of the MDC-Alliance’s legislators to an opposition politician who has embraced the President’s rule while Chamisa still refuses to recognise the ruling party leader’s election victory.

Members of the military will receive reduced salaries this month (June) because a back pay that had been spread for four months – February to May – has been paid up.
In a memorandum dated 28 May 2020, Lieutenant J.V. Nsimba said the cessation of the back pay will result in reduced net salaries for members of the military.

Media has this weekend been awash with a pay slip for May this year showing that soldiers were already being paid peanuts.
A new country is about to emerge from the continent of Africa as the United Nations wrap up processes paving the way for its creation on July 10 this year.
Cameroon was split between Britain and France after its colonial power Germany lost the First World War. Half of the Britain’s part joined Nigeria whiles the other half joined French Cameroon to form its anglophone citizens.
Thus the British side which joined Nigeria and the side that joined French Cameroon would be united into one territory to form the new country.
The creation of the new territory to be known as United Nations Organisation(UNO) State of Cameroon will see Nigeria shed about 24 of its 774 local councils to the new country.
Cameroon will also release its southern territory which forms the country’s Anglophone community to the new country which is been spearheaded by the United Nations.
Olusegun Obasanjo, former Nigerian president and Paul Biya of Cameroon, on the invitation of the then United Nations boss, Kofi Annan, acquiesced to the deal in March 2003.
The agreement cedes their disputed territories (Northern and Southern Cameroons) to the proposed new country which would be located between both countries.
The new state will have a total landmass of 28, 214 square km, roughly the size of Lesotho with an estimated population of 20 million people who would be culled from both countries.
The southern part of Cameroon has been agitating for self-rule for several years now. It was plunged into war after Anglophone separatists declared independence from the French speaking country.
It follows years of systematic discrimination from the government which imposed French on the small territory that makes up just 20% in terms of land and population.
Nigeria will thus give out am area around the north-east of the country which would be added to the Anglophone portion of Cameroon to form the new country the indigenes prefer to call Ambazonia.
If the plan goes successful, it will be the 55th sovereign country on the continent. The new country will also be the 194th member of the United Nations.
South Sudan remains the youngest country on the continent. It ceded from the Republic of Sudan after years of war to gain it’s sovereignty on the 9th of July 2011.
The Anti-Corruption Trust of Southern Africa (ACT-SA) is deeply concerned with reports of an increase in alleged corruption by ZRP officers, ZNA soldiers and the Municipal Police, and the District Development Coordinators’ offices among others. If not curbed, corruption by these corrupt public officials may reverse the gains made and putting all investment, including donor aid to waste. A research conducted by ACT-SA has confirmed that ZRP officers, ZNA soldiers, and Municipal police are soliciting bribes in exchange for giving a blind eye to violations of the COVID-19 regulations as well as helping all those arrested to enjoy freedom. Also implicated in corruption are the Offices of the District Development Coordinators (DDCs) country-wide.
ACT-SA has shown in its report that the national lockdown declared by President Emmerson D. Mnangagwa, pursuant to the Public Health (COVID-19) Prevention, Containment and Treatment (National Lockdown Order, 2020), has unfortunately and shamefully presented an environment ripe for public corruption.
Mr. Obert Chinhamo, the Director of ACT-SA has expressed disappointment that the management of the ZRP is not doing well in responding against corruption by ZRP officers and instilling a culture of integrity within the police service.
“What is clear from these recent developments is that the Commissioner-General of Police is still harbouring corrupt ZRP officers. And he has for a long time been too lenient when allegations of corruption are leveled against ZRP officers. More often, we have witnessed all those accused of corruption and other malfeasance being transferred from one station to the other where they continue with their immoral activities. I think the management of the police should be very strict in its approach. This lockdown has exposed the epidemy nature of corruption in the police similar to the levels, even exceeding the levels it had reached during the Augustine Chihuri era” he says.
Mr. Chinhamo added that the heavy fines for violating the COVID-19 regulations are part of the corruption problem.
“We have also observed that corrupt ZRP officers solicit bribes that are less than the gazetted fines. That’s how these corrupt public officials lure their clients to pay the bribes. The heavy fines are actually being used as bait by these corrupt officials. Accused persons thus prefer to save money by paying bribes instead of paying those heavy fines. If they were lower, accused persons would simply pay the fines without any problems,” he says.
A leading South African based human rights lawyer Advocate Gabriel Shumba, who is also one of the ACT-SA Trustees, had this to say:
“I am not sure if ZRP officers are being adequately supervised. For instance, if it is not permitted why were some ZRP officers reportedly seen parking their personal cars at checkpoints? This just means that ZRP officers are not being adequately supervised or that their supervisors are giving a blind eye,” he adds.
Advocate Shumba called upon the government to ensure that laws and policies are fully implemented:
“Laws and regulations on corruption busting are not an end in themselves. Implementation and enforcement are critical. Government, ZACC, and civil society must strengthen partnership to ensure good governance, especially in so far as the protection of whistleblowers is concerned” he says.
The ACT-SA report also lambasts the Government of Zimbabwe for giving empty promises, especially to the micro, small to medium enterprises and the general populace. Food aid and rescue packages were not given to the people as promised. Hunger forced people to venture out of their homes in search of food where they met these corrupt public officials.
In addition, the ACT-SA report covered corruption in the health and water sectors. In some areas community boreholes were politicized. In Mbare in Harare, it was alleged that ZANU PF supporters were given first preference to fetch water at community boreholes. It was also alleged that suspected ZANU PF youths have taken over control of some community boreholes near Budiriro 2 in Harare.
ACT-SA calls for more investigation and action on allegations arising from the report.

THE Matabeleland South provincial task force on Covid-19 has called for strict supervision of cross-border truck drivers transporting goods following reports that some of them were assisting some people to illegally cross into the country.
During a meeting on Sunday that was held in Gwanda, stakeholders from the province said there was need for thorough searches of trucks at the border and at roadblocks as illegal activities pose a health threat following the outbreak of Covid-19.
Truck drivers who transport goods into the country stand accused of offering transport to border jumpers whom they drop off just before reaching the South African border to cross on foot through unauthorised points and then later pick them up after crossing the Zimbabwean border.
Speaking during the meeting, Beitbridge Senator, Tambudzani Mohadi, said there was need for movement of truck drivers to be monitored.
“We have a major problem with truck drivers who bring goods into the country. There is a need for restrictions and for their movements to be controlled. During this time when we are faced with the Covid-19 pandemic we have to be cautious. Some of these truck drivers give lifts to border jumpers. They also make stops anywhere and they attract vendors that sell goods along the highway which isn’t safe,” she said.
“They need to be thoroughly checked at roadblocks and at the border to ensure they don’t smuggle people.”
Speaking during the meeting the Officer Commanding Matabeleland South Province Assistant Commissioner Adolf Moyo said the major challenge was that the truck drivers were offering people lifts and dropping them off before reaching the South African border and later collecting them after crossing the Zimbabwean border.
He said trucks had been given the green light to ferry goods and some of them were not being searched.m
Also speaking during the same meeting, the Minister of Environment, Climate, Tourism, and Hospitality Industry Nqobizitha Mangaliso Ndlovu who is part of the Ad-Hoc Inter-Ministerial Taskforce on the Covid-19 outbreak said there is need for law enforcement agents to curtail these illegal activities.
He said border jumpers were a major threat to the country as they were not going through necessary testing and mandatory quarantine.
“In terms of truck drivers there are designated stopping points which the Ministry of Transport came up with on each of the major roads. At these stopping points that were published it was made clear that drivers shouldn’t entertain any locals.
“Truck drivers are also offering lifts to border jumpers and an example is a group of Malawians who were intercepted in a bush after they had been dropped off by a truck. There is need for law enforcement agents to be thorough on this,” he said.
“Border jumping and smuggling is a serious problem and there is a need for surveillance to be increased. This is our biggest threat as these people are not going through the medical facilities for screening and testing.”
Matabeleland South Provincial Medical Director, Dr Rudo Chikodzore said about 800 trucks pass through the Beitbridge Border Post daily. She said all the drivers were being screened for Covid-19 upon reaching the border.

The God of regime change is watching and will judge.
“Can wicked rulers be aligned with you, those who frame injustice using the law? They band together against life of the righteous and condemn the innocent to death, but the Lord has become my stronghold, and my God the rock of refunge.
He will bring back on them their inequality, wipe them out of their wickedness. The Lord our God will wipe them out” ( Psalm 94 vs 20-23 ).
The foregoing portion of scripture succinctly captures God’s heart and word in this season. As the church is called upon to pray prophetically it is my deep conviction that the prayers should not just be the usual pious like, lacking in specifics and substance. The church should pray in the light of this portion of scripture. Please note the guidelines as given by the scriptures in the quoted passage.
1. Wicked rulers have no capacity to align with God, and conversely God can not fellowship with them.
You do not have to love Nelson Chamisa or to hate Mnangangwa for you to see this truth that our leaders are wicked and are failing to align themselves with God.
2. They use the law to frame injustice, or mischief.
Events that are ongoing are a clearest evidence of a rogue state who craft laws for purposes of driving their own interests as they get into an overdrive of suppressing the people that think differently. The arrest of Tendai Biti and his fellow leaders for allegedly violating lockdown regulations, whilst others are allowed unfettered access to their supporters is just one of many examples of governments abuse of law.
3. Divine verdict is clear from the psalmist.
God will wipe them always! I am strongly persuaded that God has rejected this system and as the church, inkeeping with their prophetic mandate to the nations praise forthrightly for Gods judgement and faithfulness to this word and I mean that which you have just read afore, God will cause that word to come to fruition. Join me in this prayer now :” Oh Lord the faithful and awesome God in whom we put all our trust and in whom all power is reposed, in accordance with your word which says because the wicked rulers do not align with you, and therefore you can not fellowship with them. They craft injustice and mischief using the law. See what they do to your people.
See how they lie! See you they are deceitful and desperately wicked! See how they are flourishing in corruption !
Lord, in the Name of Jesus, judge them and bring to effect your word, which when sent it will not come back void. We decree the coming to an end of their rule. You are the God of regime change! In the Name of Jesus we pray”

By A Correspondent- MDC acting President Thokozani Khupe has been told to recall all legislators elected under rival political leader Nelson Chamisa, failure which she will face a lawsuit.
A US-based businessman Devine Mafa threatened Khupe with a lawsuit if she failed to recall the MPs from Chamisa’s administration.
Mafa described opposition MPs elected under Chamisa as “mercenaries” who defied Chamisa’s call for them to disengage from Parliament, adding that the same MPs ar now offering themselves to whoever makes the highest bid between Khupe, Douglas Mwonzora, Morgen Komichi and Elias Mudzuri for the vote at the upcoming extraordinary congress.
“Those MPs elected under Chamisa proved to Chamisa himself that they are not loyal to anyone except their pocket. They disobeyed calls to disengage Parliament because they got into Parliament via imposition when they were in good books with Chamisa in 2018.
“Now that they see Chamisa has lost the case at the Supreme Court, they immediately switched allegiance to Khupe to save their jobs.
“Madame Khupe mustn’t keep such treacherous characters in the party because soon as it becomes convenient for them to do so, they will also dump her the same way they ditched Chamisa.
MDC interim president Thokozani Khupe must clean the deck and fire all mercenary MPs to rerun the part to full democracy, says Devine Mafa. The US-based businessman threatens to sue her of she doesn’t recall them.
“MDC needs loyal leaders who stand by the party through thick and thin. Why are they afraid of being recalled if indeed they got elected by popular vote and if they know people are on their side?
“All it shows is that they know they were imposed and can’t risk a by-election which in all probability they will lose. So, the best way forward is for Khupe to recall all of them and start from a clean slate with democratically elected legislators via free and fair primary elections,” said Mafa.
Having been resident in the United States for slightly over 20 years, Mafa said he values the tenets of democracy and believes officials all the way from ward Councillors to the President must only be elected via democratic elections.
He threatened to sue Khupe if she does not recall all the MPs. So far, the Khupe camp has only recalled Chalton Hwende (Kuwadzana East), Prosper Mutseyami (Dangamvura Chikanga), Thabitha Khumalo (proportional representation MP) and Senator Lillian Timveos.
With the MDC set to hold an extraordinary congress by July 21st, Mafa reckoned that there is massive horsetrading in the party as Khupe, Mwonzora, Komichi and Mudzuri are trying to buy favours from the MPs in exchange for votes at the extraordinary congress.
Mafa says opposition MPs must all be recalled as they have already proven they are loyal to their pockets. Mudzuri and Mwonzora are believed to be some of the heavyweights angling for support from the MPs at the extraordinary congress.
“My feeling is that Khupe may not want to recall a good number of these MPs as she wants to use them as leverage to win power at the upcoming congress. The same can be said of Mwonzora, Komichi and Mudzuri, hence the apparent reluctance by these leaders to wield the axe on disloyal party legislators.”
Turning to his father, Dr Felix Mafa Sibanda who was recently appointed MDC Alliance deputy national spokesperson by Chamisa, Devine Mafa described Chamisa’s move as ‘disrespectful and tribal’.
Said Mafa: “Chamisa has proven to all and sundry that he is not the leader to deliver a new Zimbabwe. He is divisive, ageist and tribal.
“How can Dr. Mafa, a founding member of the MDC led by Morgan Tsvangirai be made an understudy to Fadzayi Mahere, a greenhorn in opposition politics who for intents and purposes was only contesting against the MDC just under two years ago?
“This is like Emmerson Mnangagwa appointing Tatenda Mavetera (Zanu-PF Seke-Chikomba women’s quota MP) the party spokesperson deputized by someone who understands the Zanu-PF system better, like July Moyo. That won’t work.
“Chamisa in making that appointment was clearly disrespectful to the people of Matebeleland as well as tribal against the same people.
“One gets the intended sense that people from a certain region may not get positions of influence no matter the experience they have in the trenches. It’s absolute hogwash.”
Since February 2018 when Chamisa succeeded Tsvangirai without the convening of an extraordinary congress, Mafa has been consistent in calling for a return to constitutionalism in the opposition movement.
The feud within the MDC family is a result of the perception by the Supreme Court that processes made to appoint people into positions, from the appointments of Advocate Chamisa and Senator Mudzuri as Deputy Presidents, and that of Advocate Chamisa first as Acting President, and then as President of the MDC were made ultra vires the Party’s constitution.
The remedy granted by the Court was for you, Dr. Thokozani Khupe, who was reinstated as Acting President, “to convene an Extra-Ordinary Congress, within a period of three months from the date of this order, in order to elect a new President”.
The two things that the court order required you to stick to were the instruction to to convene the Extra-Ordinary, and to observe the Party Constitution as it relates to the holding of an Extra Ordinary Congress. Everything else done outside the mandate provided to you by the Court is against the rule of law, hence should be dismissed with the contempt that it deserves.
Your calls and those by those in your faction that you respect the rule of law and values are but empty cheap talk that does not reflect your real intentions.
The recall of MDC Parliamentarians, the purported expulsion of the Nicodemus holding of whatsapp Council meetings to which those who you do not see eye to eye with from the MDC-T 2014 were not invited, the nocturnal invasion and capture of Harvest House using the police and the army which was captured on Camera which, according to the media, has been condemned by the United States Government and the European Union who are development partners with Government of Zimbabwe, are all acts that are not in line with the Supreme Court ruling and evidence of your failure to adhere to Constitutionalism and democratic values which you claim to uphold.
Whether these invidious acts are executed under your instruction, or are being executed by those you are working with, the blame lies squarely on you as you were the person tasked by the ruling to prepare for the Extra Ordinary Congress. If these acts of terror are being perpetuated by some of your colleagues, then you are now fully aware of the types of people you are dealing with.
If your colleagues are colluding with rogue elements of the army and the police force to forcibly evict people from a building without the prerequisite Court Order, that is a serious crime which a genuine Government should speak very strongly against, but the silence on the part of the Government concludes that what you are doing under the guise of implementing a Supreme Court Judgement and upholding constitutionalism are a joint operation by Zanu PF, Government of Zimbabwe and you and your team to weaken effective political opposition in order to continue with the suppression of the majority of the people of Zimbabwe.
As said before, this Supreme Court Judgement is only implementable with the full corporation of all stakeholders, all the persons who are affected by the Congress,but your move to eject some people from the 2014 structures from the offices through your action of last Friday is a big demonstration to the Supreme Court that you and the faction of the MDC-T you lead had some other motives other than implementing the Supreme Court ruling.
I will not go into the discussion about the right to use Harvest House or the eviction processes that had to be followed if your faction had sole rights over other members of the 2014 MDC-T structures, but there are people, for instance, like the 2014 Women Assembly Chair, Honorable Lynette Karinye who by virtue of her holding that position is still part of the people who are supposed to be part of the Extra-Ordinary Congress preparation. How does the Zimbabwe Republic Police justify blocking Hon Karinye out of the office and arresting her for that matter? All of this under your instruction?
A worrying aspect of the raid was that the Zimbabwe Republic Police could not take any action against the invading soldiers, but instead told MDC Alliance Secretary-General Honorable Hwende to talk to the soldiers. The Police are supposed to protect citizens during invasions, but how on earth would they tell the person whose space is being invaded to talk to the invader. This paints a very bad image of the Government, whose silence so far may indicate complicity.
For this Extra Ordinary Congress to succeed, you first of all need to make peace with those who are supposed to participate in the suggested Extra Ordinary Congress, those you have illegally and unconstitutionally recalled from Parliament and those you illegally evicted from or blocked from entering Harvest House, and then hold a Council meeting which is the sole body that invites people to Congress, but that may be hard to achieve given that you have created court cases that have to be resolved before Council meeting can take place.
Section 6.2.6 of the Constitution in question clearly states that A notice convening an Extra-Ordinary Congress shall be sent to all members entitled to attend and to each branch by the National Council at least one month before the date of the meeting, and you seem to be ruining the prospects of the Extra Ordinary Congress being held.
I will reiterate the fact that the Supreme Court judgement is designed to get the Extra Ordinary Congress to fail as it was issued during the Covid-19 shut down, with the Court fully aware of the meeting restrictions, and the World Health Organisation have already indicated that the prospects of eradicating the pandemic before the end of 2020 were low.
There is no room therefore for an extension of the period within which the Extra Ordinary Congress is held. You need to prepare your political life knowing that the Extra Ordinary Congress may not happen, mostly because you have already violated its provisions, and undoing the damage that you have already done will take a while.
Madam Dr. Khupe, you are pressing the self-destruction button, and you are failing, just as you failed in the 2018 elections. All your actions seem to prove that you are in politics for money as you have been shown on video saying during a meeting of the MDC in the United Kingdom a few years ago, and please prove this wrong.
Instead of implementing the Supreme Court Judgement, you started off with an attempt to divert the money due to the MDC Alliance, and you could probably have connived with Government in that attempt as Justice Minister Ziyambi Ziyambi was quoted in state media saying Government would give that money due to the MDC Alliance to you.
My parting to pieces of advice, Dr. Khupe are that you must reflect on what has happened since 31 March 2020 when the Supreme Court Judgement was passed, introspect and do the right thing; and that do not be misled by those of your colleagues who lie on camera in an interview with the Government controlled Zimbabwe Broadcasting Corporation that there was a smooth handover of Harvest House when your Harare Youth Chairperson publicly boasts that they have finally “consolidated power of control” of Harvest House.

I am Devine Mafa, the son of Honourable Felix Mafa. I am behind you in this issue of returning to constitutionalism of The MDC PARTY because I, myself, have been advocating for constitutionalism in our movement for sometime and it seemed noone heard me.
I would like to urge you to look into the issue of imposition of candidates and the use of the militia to cow people by candidates who were imposed to represent MDC in parliament. These you must recall from parliament since they did not follow the due processes of primary elections. They were imposed on the people and some with their deep pockets. The grassroots were deprived of their constitutional right to choose leaders of their choice.
Do you think @DrThokozaniKhupe is adhering to #Constitutionalism following the takeover of Morgan Richard Tsvangirai House in the middle of the night using armed soldiers?
I applaud you for the staunch position that you took when you recalled Charlton Hwende and others from parliament. As for Hwende, he was never elected by the grassroots. He was imposed, and when the people wanted to resist him, they were met with violence like that which visited you at Save’s funeral. The imposition of candidates and the use of violence on percieved enemies defies democracy. It is because of such situations that people were now labelling us as vanhu veMDC, separating themselves from us because they had realised we had lost the plot on democracy.
It is your stance to constitutionalism as the founding mother of the movement that I admire most. You have stood your ground against the bullying by these not so learned lawyers. You fought like a lioness and now sanity is starting to prevail in our movement.
It is also my humble request that you shouldn’t let the party get hijacked again by the academia, lawyers and those with money at the expense of those from the grassroots.
From the beginning, Chamisa was not for the constitution. He used his militia, the vanguard, to disposes you and those who were like minded from the movement. Such a character who could not respect the constitution could not be left in charge of the people’s movement. He violated the constitution left , right and centre. Anyone who opposed him like you did was villified. Look at Mwonzora, Komichi and Mudzuri how they were also vilified and attacked. They were given names and abused. I commend you for taking the bold decision to fire Chamisa. He indeed has not added value to our democracy. Zimbabwe needs democrats and constitutionalists like you.
It is also my belief that you have a hard job ahead of you in the fight for restoring the founding democratic tendencies of our movement. You, as an elected office bearer of the party, should recall those that were imposed on the people. If you do exactly like that you will have my support in total. I totally understand that my father was responsible for calling Bulawayo for Chamisa and not for you, but he has never ceased to stand by the constitution.
I empathise with you for the abuse you suffered for democracy and protection of the constitution. I, therefore, urge you to remain attached to the grassroots who gave you the mandate to lead in 2014. You must make sure we have one MDC. I have decided to file a lawsuit to challenge use of the party name in any other form by anyone including Chamisa’s Alliance. In this regard, I am waiting for your decision and go ahead. It is my belief that we should have one MDC that was founded in 1999. By filing this lawsuit, I would have done my part to add to democracy and help to protect the poor and weak.
This is all possible. We have the chance to restart again and make our movement a real democracy that shuns corruption and imposition of candidates. It is true that failure to hold primary elections that causes confusion and fights by the people. This causes the party to have no peace. This has been the root of all the problems for political parties in Zimbabwe. Since there is no law gorverning political parties and how they are financed, we have seen gorvernment and politicians with money abusing our democracy. It is now your chance to stand up and shine mama Khupe and restore the democratic tenets of our movement that has gone to the dogs.
I know very well that we haven’t met . I would like to say that i support you in your endeavour to return constitutionalism to our party.
I salute you and promise to support you in your fight against those aimed at usurping the democracy we had been and are still fighting for.

When I started MTM, my dream was to have a movement that is driven solely by the ambition of the artists and producers involved in it. It has been 3 years since we began the journey and I can say it has been fruitful.
We have shared so many joys as a team and joys I will continue to cherish and celebrate. Like any other organisation, we also did share our lows and again we went through these together.
Today we celebrate superstars who have been housed in MTM and that was part of the mission, for us all to grow together and celebrate our achievements together.
I feel everyone who was involved in MTM is now in a position where they can now also take part in grooming and raising more talent out there.
I appreciate the trust that was given to me by these artists who are now brands and also for the privilege of working with legends like ExQ who have been in the game for so many years even before the start of my musical career. It is not an easy process to be able to trust putting your brand under someone else’s umbrella.
I would want to let the whole of Zimbabwe and other global music lovers who have been following our journey that it is now time I let these superstars go out there to concur the world in music and I have so much confidence in their ability to do so.
I have done my part in putting in the little resources I had at that time but do feel the artists have outgrown the label and though it is painful, I feel it is the right time to release them and also terminate all contracts that were in place.
What is important is the growth of talent as opposed to any return on money put in, again I repeat this was a movement put in place to encourage growth and not for profit.
Under the same light, I would like to categorically put it on record that until now and going forward, I do not have any amount of money that I collected from any of the artists who were involved in MTM.
I would, however, love to thank the producers, Tamuka and Rodney for the role they have played in helping me grow musically.
They have played a very significant role and my music would not be where it is today if not for them. I can never thank them enough or in any way that would really show how much I appreciate their efforts.
I would like to applaud Tamuka on the start of Mushroom Media, a dream he has always had and he also took time to brief me about the project. I am proud that under MTM he has achieved what he always dreamt and dared to achieve.
I did personally give him my blessing and would like to make it known out there too that I fully endorse the start and growth of his projects and cannot wait to release my first song recorded at Mushroom media.
Having been subjected to so much abuse at some points in this journey, I have become really sceptical about recruiting new artists under MTM as this in many occurrences has tainted my brand.
The main objective, however, was not to get praise from helping artists achieve their dreams. I have decided, I will proceed with finding other artists from the grassroots and will put in my effort to ensure they are talked about and their music grows.
For them, it will also come a time when they will also have to go out and spread their own wings and not under any umbrella.
By A Correspondent- A notorious Muzarabani thief swept clean a fellow villager’s head after he stole 40 sheep from the grazing land which he loaded in a truck for resale.
The matter came to light at the Guruve magistrates courts yesterday where Obvious Muvezwa (29) stood before magistrate Shingirai Mutiro facing theft charges.
Mutiro sentenced Muvezwa to an effective 4years behind bars for stock theft.
The court heard that on April 25 Muvezwa went to the grazing land where Kingston Zisengwe had left Patricia Chikore’s sheep.
Muvezwa with his two accomplices who are still at large hatched a plan to steal the sheep and they hired a truck.
The trio loaded the stolen sheep and passed through both to ZRP Muzarabani and Veterinary department for clearance.
The trio managed to clear the stock and went to Tynwald South, Harare where they intended to sale the sheep.
The complainant filed a police report lading to the arrest of the suspect.Only 23 sheep were recovered.
By A Correspondent- A 28 year old Mutoko uncle who raped a 14 year old mentally ill niece has been hauled to court.
Pension Usayi appeared before Mutoko magistrate Jairosi Mutseyegwa who remanded him in custody until 12 June 2020.
He is accused of rape.
Majuru told the court that on 23 May 2020 at around 17 00hours, the complainant arrived at home from the bush where she had gone to fetch some firewood.
Prosecutor Majuru told the court that she was raped in the family kitchen hut.
“Complainant proceeded to the accused person grass thatched kitchen to drink some water as she was feeling thirsty. As she entered the kitchen, the accused followed her, closed the door after he entered into the house. It was then that he started fondling her breasts before undressing the complainant. He further went on to unzip his trousers and raped her once,” Majuru told the court.
The state further alleges that accused person told the complainant to conceal the rape.
He threatened her claiming that she would be arrested by police if she dared to report the matter.
However, she could not take the threats seriously as she went to reveal the act to her mother Sanisai Gumbeze who was attending their vegetable garden.
The complainant together with her mother filed a police report at Mutoko police and a medical examination revealed that there was definite evidence of penetration and there is a psychiatric report that she is mentally challenged.

The God of regime change is watching and will judge.
“Can wicked rulers be aligned with you, those who frame injustice using the law? They band together against life of the righteous and condemn the innocent to death, but the Lord has become my stronghold, and my God the rock of refunge.
He will bring back on them their inequality, wipe them out of their wickedness. The Lord our God will wipe them out” ( Psalm 94 vs 20-23 ).
The foregoing portion of scripture succinctly captures God’s heart and word in this season. As the church is called upon to pray prophetically it is my deep conviction that the prayers should not just be the usual pious like, lacking in specifics and substance. The church should pray in the light of this portion of scripture. Please note the guidelines as given by the scriptures in the quoted passage.

You do not have to love Nelson Chamisa or to hate Mnangangwa for you to see this truth that our leaders are wicked and are failing to align themselves with God.

Events that are ongoing are a clearest evidence of a rogue state who craft laws for purposes of driving their own interests as they get into an overdrive of suppressing the people that think differently. The arrest of Tendai Biti and his fellow leaders for allegedly violating lockdown regulations, whilst others are allowed unfettered access to their supporters is just one of many examples of governments abuse of law.
3. Divine verdict is clear from the psalmist.
God will wipe them always! I am strongly persuaded that God has rejected this system and as the church, inkeeping with their prophetic mandate to the nations praise forthrightly for Gods judgement and faithfulness to this word and I mean that which you have just read afore, God will cause that word to come to fruition. Join me in this prayer now :” Oh Lord the faithful and awesome God in whom we put all our trust and in whom all power is reposed, in accordance with your word which says because the wicked rulers do not align with you, and therefore you can not fellowship with them. They craft injustice and mischief using the law. See what they do to your people.
See how they lie! See you they are deceitful and desperately wicked! See how they are flourishing in corruption !
Lord, in the Name of Jesus, judge them and bring to effect your word, which when sent it will not come back void. We decree the coming to an end of their rule. You are the God of regime change! In the Name of Jesus we pray”

Dynamos have opened a docket at Mabelreign Police Station after thieves broke into their offices at National Sports Stadium and stole important documents, including some agreements between the Harare giants and their sponsors.
The club also lost laptop and desktop computers during the raid.
Dembare spokesperson Tinashe Farawo confirmed the news to the Sunday Mail saying: “We can confirm that there was a break-in at our offices housed in the National Sports Stadium.
“The club lost two laptops, some desktop computers and some very important documents on our commercialisation drive. We don’t know what the motive was and we have reported the case at Mabelreign Police Station.”

EMBATTLED former Information deputy minister Energy Mutodi is yet to receive his suspension papers, thereby slowing his disciplinary hearing, NewsDay Weekender has learnt.
The outspoken Goromonzi West lawmaker was fired last month by President Emmerson Mnangagwa from his ministerial post under unclear circumstances, but observers believed it was more to do with his alleged abuse of his microblogging Twitter handle.
Mutodi was removed as a provincial Zanu PF member at a meeting held in Murewa the same week.
According to a Zanu PF official from Mashonaland East, Mutodi is yet to receive the prohibition order issued out by the provincial executive committee (PEC) as he is currently in his home area of Masvingo.
“The position is that he (Mutodi) is yet to be served with the papers following his suspension from the provincial executive,” the official, who requested anonymity, said.
“The people who were sent could not find him and he confirmed that he was in his rural area in Masvingo province.
“Mutodi did even send a video confirming that he was in Masvingo province. We hope he will get the suspension letters given that Parliament has begun its business. As it stands, the whole disciplinary issue is still in limbo.”
Provincial disciplinary committee chairperson Michael Madanha yesterday confirmed that Mutodi was not around despite his office having done all the necessary papers to serve the former deputy minister.
“You can go to the (provincial) office and get correct information,” he said.
“What I know is that all the paper work was done and there have been some changes on the dates for the disciplinary hearing.

Khupe and Mwonzora’s MDC-T lease agreement with Trustees of Harvest House expired in December 2019. MDC Alliance has a 20 year- lease agreement with Harvest House Trustees. So what is the police enforcing?
Mwonzora as a lawyer knows he has no binding lease agreement.
The world must unequivocally speak against these abuses but also see regime accomplices like Mwonzora, Khupe for what they are; attempting to create facade democracy with captured opposition.
THE opposition MDC is in the middle of a political crisis, with rival groups fighting for the heart and soul of a party whose founding leader Morgan Tsvangirai made decisions that are now at the centre of the turmoil. MPs elected on the MDC-Alliance ticket are grappling with a dilemma that could change Zimbabwe’s political landscape: whether to remain loyal to their president Nelson Chamisa or defect to Thokozani Khupe’s camp. Khupe, who was declared the bona fide leader of the MDC-T by the courts, has teamed up with Douglas Mwonzora, Morgen Komichi and Elias Mudzuri. Senior reporter Bridget Mananavire (BM) this week had a discussion with the communications secretary of the MDC-Alliance women’s assembly, Barbara Tanyanyiwa (BT, pictured), on the politics gripping the party and the participation of women. Below are excerpts of the interview:
BM: Following the Supreme Court judgment ordering the MDC to go back to the 2014 structures and the recall of four MPs from parliament by a faction aligned to Khupe, where does the allegiance of the women’s assembly lie?
BT: The MDC-A assembly of women’s allegiance lies with president Advocate Nelson Chamisa 100%. We are aware that the Supreme Court ruling was political and so we decided to deal with it politically. There is no way the courts can choose a leader for us.
BM: How is the ongoing power struggle in the MDC affecting women’s participation and involvement in opposition politics in Zimbabwe?
BT: The only effect is that it is a woman who is causing all this power struggle; that is Thokozani Khupe, who is being used by the system to try and destroy the genuine opposition by trying to force her on people who rejected her. She ended up forming her own party.
This struggle has made us as women much stronger and united and eager to fight on until we bring change in Zimbabwe.
BM: Do women have a voice in the decision-making processes in the party?
BT: Oh yes, we do as women. Our chair, Honourable Paurina Mpariwa, sits on the national standing committee, the body that makes day-to-day decisions of the party in between the national executive meetings.
Five women sit on the national executive committee including myself and 14 women sit on the national council which is the highest decision-making body in-between congresses.
So, we really have a voice as we can fully participate and deliberate freely in making decisions of the party. Also, all assembly of women provincial chairs and secretaries sit in the national council.
BM: How do you feel about the promotion of a woman to an influential role of party spokesperson? And this is in reference to Fadzayi Mahere.
BT: We feel very greatly honoured as women and we are so happy that for the first time in the history of the party we have a female spokesperson and that is a very fine achievement.
We say congratulations to Mahere and we wish her all the best in her new appointment. This showed us that president Chamisa is gender sensitive and we would like to thank him for that.
BM: How are you advocating for more women to take up leadership positions in the party?
BT: By empowering those from the grassroot level up to national level. We make sure that each and every portfolio secretary works independently by coming up with plans of action and giving them the opportunity to execute their duties in their different portfolios.
We also managed to fight for a 50% women’s quota in all public offices, which is a great achievement, although we are yet to achieve this fully.
BM: We recently witnessed what lawyers have described as enforced disappearance and torture of three female members of the MDC, including parliamentarian Joana Mamombe. As mothers in the party, how do you feel about this?
BT: We are very much disturbed and pained by the torture of our girls by the state security. We feel that we are not safe as women as this is not the first time women have been abducted. We demand that justice prevails by bringing perpetrators to book.
BM: What do you think should be done to make sure such incidents do not recur?
BT: The only way out is to have reforms which the government is reluctant to formulate. There should be separation of powers that is the executive, legislature and judiciary.
As it is, there is no independence of these three arms, that is why up to now no arrests have been made and no investigations are going on, which is a very sad situation.
BM: Do you think the country has allowed women to freely participate in the political space?
BT: No, I do not think so. Women continue to be victims of torture and harassment and sexual abuse by the same people that are supposed to protect them.
Cases of police brutality against women keep on rising and we do not have anywhere to run to when victimised or abused. This is done to stop us from being active in politics, thereby shrinking our political space.
BM: Do you feel as the women’s assembly you made enough noise about this?
BT: Yes, I feel we made enough noise as the assembly of women. We have cried out loud to other women’s organisations, locally and internationally. We wrote statements, petitions, we did live shows on social media until they (the arrested MDC youth leaders) were released before 48 hours.
We also lobbied the international Community which also responded swiftly to our calls. Their abduction news reached all four corners of the world, which was great.
BM: Have you engaged other women’s organisations so as to join forces and act and speak against the abuses of women in politics?
BT: Yes, we have and they responded well. Some even did petitions calling for the government to carry out independent investigations and bring perpetrators to book.
BM: What is the MDC-Alliance women’s assembly doing to support women in this time of the Covid-19 pandemic given that most women have lost sources of their income?
BT: We sourced some food hampers for the vulnerable and we are also doing masks and selling them at give-away prices. We also did some awareness programmes on Covid-19.
BM: What is the role of the women’s assembly and are you fulfilling it?
BT: It is to mobilise and empower women in the party so that they become self-sustainable. Educate and fight for their rights and freedoms, representing them in different fora locally, regionally and internationally and also to support and defend the party all the times. I can safely say we are fulfilling the role, although there may be challenges here and there.
BM: What are the challenges?
BT: The challenges are the crippling economy where most women are failing to make ends meet. The coronavirus and the lockdown have caused untold suffering to many women who depend on the informal economy which is totally shut down.
Households are experiencing severe hunger due to the fact that they can no longer afford basic commodities as a result of the collapsing Zimbabwean currency. The other challenge is that of the illegitimate government that is clueless and does not care about the suffering of its people.
There is selective application of the Covid-19 regulations and cases of gender-based violence that continue to rise during this lockdown.

Owner of a company caught up in a recent inflated COVID-19 medical supplies tender scam, Drax International beneficial owner Delish Nguwaya has been accused of illegally using names of First Family members in his attempt to win Government tenders as well as shielding himself from scrutiny, it has since emerged.
Nguwaya is currently in the headlines after Government blocked Drax International from supplying essential medical goods for Covid-19 which he had inflated by over 400 percent to US$1 million.
It also emerged that Nguwaya has been using photographs with top politicians and businesspeople to gain access to Government offices.
A leaked Whatsap chat between Nguwaya and a local journalist (name supplied) has revealed that Nguwaya thrives on name dropping in a bid to win business tenders.
After his corrupt deal was exposed and busted, Nguwaya claimed to be close to President Mnangagwa’s son, Collins who however publicly issued a statement distancing himself from him and Drax.
Drax has no proven track record in the supply of medical equipment.
In the conversation, Nguwaya reveals that name dropping has been protecting him all along.
“Name dropping protects me from arrest otherwise i would be history,” said Nguwaya in his conversation with a journalist.
“This has been protecting me all along otherwise I will be arrested.”
In the chat, he also requests for positive stories from the journalist claiming it will divert attention from him and his company.
He later pleads with the journalist to delete the chats saying:”Wangu delete and send me screenshots (my friend delete and send screenshots).”
The leak cements the view that he dragged Collins Mnangagwa’s name into Drax as a way of gaining access to government tenders while duping international investors claiming he was close to the First Family.
Sources said Nguwaya should be arrested for his shenanigans.
“He is charging high prices to these medicals supplies using members of the First Family, which is far from the truth. He is not close to the first family. He uses pictures to gain access to to high offices in government. Being someone who thrives on name dropping he then makes sure he uses the little opportunity he gets to pose for pictures with powerful people which he would use to gain access to government officials, tenders and all,” said the source.
Delish Nguwaya is not new to scandals as he was once arrested in 2017 for extortion and dealing in cocaine.
Some of the cattle were found already slaughtered.
Ndodana Ngwenya, a livestock farmer in Natisa, Matobo, in Mat South, was left counting his losses when rustlers invaded his farm last week and drove away 53 head of cattle.
Five of the cows were later discovered.
Narrating his ordeal to CITE, Ngwenya said he dipped his cattle on Monday last week and after that, he moved them to the paddocks.
The incident was only discovered on Friday, when his herd boys went to collect the cattle from the paddocks and discovered that a significant number of the beasts had gone missing.
Ngwenya said he immediately alerted his neighbours and later made a police report.
“When I alerted some of my neighbours, they told me that they had seen some people driving the cattle in the direction of Gwanda. I made a police report on Friday evening and they only responded on Saturday morning,” said Ngwenya.
Ngwenya said he also dispatched a search party to check with local cattle abattoirs while he and some police officers followed a trail until it came to a dead-end, where he believes the cattle were loaded into a truck and driven away.
A permit authorising the movement of the cattle out of the area was processed by a police officer based at Collen Bawn and 18 of the cattle were later discovered slaughtered at an abattoir in Umguza, in Mat North.
“I then got a call from a business associate, informing me that he had managed to identify some of the cattle at an abattoir in Umguza. Some of them had already been slaughtered but he managed to identify our branding from the hides,” he narrated.
Investigations at the abattoir yielded positive results, as they managed to identify some of the people allegedly involved in the theft.
“We managed to track down the driver of the truck that had delivered the cattle to the abattoir and he admitted that he was following his employer`s orders. We took him to the police and also tracked down the truck owner, who said he had been hired to ferry the cattle to the abattoir,” Ngwenya said.
The businessman expressed concern that he was not getting much help from the police, although some of those allegedly part of the syndicate had been identified.
Buoyant Supreme Court reinstated MDC-T National Chairman Morgen Komichi says that his party is hard at work “auditing” works of the MDC Alliance at the party headquarters in Harare.
Komichi claimed that they have sort police and army security because the MDC Alliance wants to burn down the iconic Harvest House building.
Komichi said yesterday: “Yes, I can confirm that we have finally occupied our headquarters, Richard Morgan Tsvangirai House (Harvest House). We are currently carrying out an audit of party assets such as vehicles, furniture, books of accounts and party offices in all the provinces and appropriate action will be taken at the appropriate time. The legitimate leadership of the MDC party has finally occupied their head office,” said Senator Komichi.
He said the occupation of Harvest House was a fulfilment of the Supreme Court ruling that stated that everything that was presided over by Mr Chamisa, since he illegally took over the reins of the party in 2018, was null and void.
He added that since Mr Chamisa had claimed to be the leader of the MDC Alliance he cannot lay claim to Harvest House whose ownership is enshrined in the party’s constitution to be the MDC-T.
Komichi claimed threats of violence from loyalists of the MDC-A, who he claims threatened to burn down Harvest House and also to physically deal with senior members of the MDC, Komichi said they then engaged the police for their security and also to protect party properties.
“Chamisa and his team mobilised hooligans to burn the building as a way of stopping us from occupying the party offices. They had mobilised people to make noise in town so we informed the police,” said Mr Komichi.
Yesterday police blocked MDC-A leaders from entering Harvest House.
Police spokesperson Paul Nyathi confirmed the arrest of the MDC-A leaders for “violating the national lockdown.”
“There was an influx of people in Harare central business district this afternoon (yesterday) in violation of Statutory Instruments related to Covid-19 with regards to health, security and safety of the public.
“In the same vein, Tendai Biti, Vongai Tome, Gladys Hlatshwayo, Louis Chimhini, Lynette Karenyi Kore and Lovemore Chonoputsa who were part of a group who had illegally gathered in the Harare central business district, were arrested for violating Covid-19 lockdown regulations,” said Assistant Commissioner Nyathi.
MDC-A secretary general Chalton Hwende confirmed yesterday that they had been removed from Harvest House.
“Yes I can confirm that MDC-T led by Dr Khupe is now in charge of Richard Morgan Tsvangirai House but they were assisted by the police,” he said.
Zimbabweans illegally crossing the border into South Africa.6
VILLAGERS in Nyanga North have raised concern over people who cross into Zimbabwe and Mozambique using unofficial crossing points, stating that if the situation is not seriously monitored, it might increase the spread of Covid-19 in the country.
This follows revelations of continued high cross border mobility which has sparked a lot of debate in the area as communities along the two sides of the border live like one community.
Martha Berinardo from Mozambique says despite the COVID-19 outbreak, she crossed into Zimbabwe to get quality health care, while Sister Christine Murombedzi who is the acting Nurse in Charge at Regina Coeli Hospital said a third of the health facility’s clientele is from across Mozambique.
“I have chosen to come to Regina because that’s the shortest distance from my village to a health facility manned by doctors,” said Berinardo.
“Quite a number of our clientele is from across the border. They constitute a third of our patients as we are not very far from Mozambique,” said Sister Murombedzi.
Village head Rutendo Mawadza and Nyanga North ward 13 Councilor, Stephen Karera, said there is need for increased surveillance and control along the border.
“Our border from ward one up to Honde Valley is too porous. The movement into and out of the country is increasing the risk of Covid-19 transmission. We appeal for increased surveillance and control along the border,” Rutendo Mawadza said
“We are concerned with the unmonitored movement of people. This increases the risk of transmission. From ward 13 to Sagambe and Honde Valley there is too much movement with a number of people guilty of not wearing masks,” said Councilor Karera.
There is consensus that people using unofficial points are less likely to seek medical care or will seek attention after already exposing others to the disease.
Movement for Democratic Change Alliance vice-president Tendai Biti, his co-vice-president Lynette Karenyi-Kore, deputy secretary-general David Chimhini, international relations secretary Gladys Hlatywayo, her deputy Lovemore Chinoputsa and Vongai Tome, were today granted bail of $1 000 when they appeared in court facing two charges.
The six were arrested yesterday outside Morgan Tsvangirai House which had been occupied by the rival faction led by interim MDC-T president Thokozani Khupe.
They are charged with public nuisance and violating coronavirus lockdown regulations.
Rijasoa-Andriamanana fired for wanting to buy sweets.
Madagascar’s education minister has been fired over plans to order more than $2m (£1.6m) worth of sweets for schoolchildren.
Rijasoa Andriamanana said pupils would be given three lollipops each to mask the “bitter” aftertaste of an untested herbal remedy for coronavirus.
The plan was called off after objections from Madagascar’s president.
President Andry Rajoelina is promoting the herbal tonic Covid-Organics as a coronavirus cure.
Several African countries continue to import Covid-Organics believing it will help combat the virus, but the World Health Organization has warned that no proven cure exists.
Madagascar’s National Medical Academy has also cast doubt on the efficacy of the artemisia-based drink, saying it had the potential to damage people’s health.
President Rajoelina has dismissed criticism of the tonic, saying it is evidence of the West’s condescending attitude towards Africa.
“If it was a European country that had actually discovered this remedy, would there be so much doubt? I don’t think so,” he told French news channel France 24.
Nearly 1,000 cases of coronavirus have been reported in the country, along with seven virus-related deaths.
Lockdown measures have been in place around the country but President Rajoelina has faced criticism for his response to the outbreak.
Clashes erupted earlier this week in the eastern town of Toamasina, where soldiers have been deployed to ensure compliance with health measures. The unrest was sparked after a street vendor was allegedly beaten by security forces. The officers have denied committing any violence.
The MDC-T led by Thokozani Khupe on Friday got an interim court order from the Magistrates Court to occupy the Morgan Richard Tsvangirai (MRT) House which is the headquarters of the Nelson Chamisa-led MDC Alliance.
The interim court order was granted after the MDC-T sought to bar Chalton Hwende and the MDC Alliance (MDCA) from coming to Harvest House.
The Magistrate Court ordered the 1st and 2nd respondents, Hwende and MDCA respectively, not to harass, assault or commit any acts of violence against members of MDC-T “in any manner likely to lead to a breach of peace”.
The order blocked MDCA from taking possession of the MRT House without a valid court order.
The Magistrates Court also ordered police to use all the necessary means to maintain law and order at MRT House and to enforce the provisions of the order.
Commenting on the court order, MDCA Secretary for Education, David Coltart said:
If one wrote this as fiction it would be rejected as far fetched. MDCT having unlawfully taken possession of MRT House with the help of the army now gets an order from the Magistrates Court (which doesn’t have jurisdiction) against a party the MDCT and ZANU-PF say isn’t a party, MDCA.
The court order was issued more than 12 hours after the military seized MRT House from MDCA and handed it over to Khupe’s party.
Reference is made to the consulate’s earlier public notices relating to the suspension of regular consular services since the beginning of the lockdown in South Africa.
Members of the public are hereby further advised of temporary suspension of the issuance of both temporary travel documents and repatriation certificates with immediate effect.
This precautionary measure has been taken against the background of a suspected Covid-19 case at the mission, hence the need to allow time for thorough medical investigations and decontamination of the institution before reopening doors to our valued clients.
In the meantime, service will be restricted to the electronic processing of repatriation clearances in respect of deceased Zimbabwean nationals.

The acts of torture and crimes against humanity which continued from the 1st August 2018 and have been accentuated by the subverting of the respected institution of parliament, fitting into the category of aiding and abetting crimes against humanity are before the whole world to see.
Already there are judgements that have been passed in the SADC region, and one of them is a major one passed on South Africa’s highest court. This time there is a new category of individuals being added for criminal litigation, the aiders and abetters. And this classification being according to firmly established international criminal law will help Zimbabweans see the arresting of everyone responsible.
Very soon Zimbabweans shall see individuals who have been involved in Human Rights violations from as far back as Gukurahundi, 2008 Elections to current abductions, torture and violations prosecution.
Zimbabweans have suffered for 40 years but this time we have sworn that we are not going to allow our legal and constitutionally given freedoms to be subverted.
Zimbabwe is a tiny dot on planet earth surrounded by a world of nations with institutions that respect the law.
Those who are planning on doing these things, should stop in their tracks before it is late.
An interesting feature of liberation movements in Africa is their public denunciation of colonialism, imperialism and the injustices that are generally associated with these practices while they themselves have little regard for justice and observance of human rights.
People engage themselves in politics for different reasons and mostly for selfish and malevolent interests. You can only hear them talking about loving the electorate during campaign times to win the hearts of the poor electorate, whom they will not hearken to when they are in need.
Thus typical of African politics, liars, heartless, clueless and unapologetic comrades have besieged our political arena.
Our political parties need to be a bit serious about the nature and calibre of candidates they field in different communities.
It is quite sad that many of our honourable legislators are not even conversant with subjects that they should debate in the National Assembly or Senate, how sad.
You cannot expect them to debate and contribute to the development of the constituencies they represent. It is true that quality of decisions made is dependent on the quality of people involved.
COVID-19 has come and it’s high time governments, which claim to be responsible, went beyond rhetoric. It’s a fact that Zimbabwe has more than 90% unemployed graduates and/or professionals. They are looked down upon and have no clue of what the future holds for them.
People are struggling to make ends meet. Poverty is wreaking havoc in many homes, worsened by the COVID-19-induced lockdown. The unfortunate part is that government is just watching.
Government must feed its citizens, but government officials are busy politicking, ring-fencing their positions, and hunting down perceived enemies.
It is sad that African politicians have misplaced and misdirected priorities.
It is a noble idea to have a lockdown in place, but it’s the worst thing not to feed hungry citizens. No one wants to be in town if the government does its part. What one observes in many African countries is an artificial government, a government by deception.
They are not only out of touch with the people, but perennially locked in combat with them. They prey on the rural population to line their pockets.
They raid people’s foreign currency accounts, divert humanitarian aid and extract false taxes.
THE MDC Alliance co-vice presidents, Tendai Biti, Karenyi Kore, and five other senior party officials arrested outside Harvest House on Friday are expected to appear in court today, Saturday “for violating lockdown restrictions.”
The seven officials were arrested outside MDC headquarters, Harvest House, now known as the Morgan Richard Tsvangirai House after they tried to gain entry into the party offices that were captured by rival MDC-T on Thursday night with the help of the police.
The leaders addressed a press conference before starting to sing revolutionary songs leading to their arrest.
They were detained overnight at the Harare Central Police Station.
Other party officials arrested are; Gladys Hlatshwayo, secretary for international relations and her deputy, Lovemore Chinoputsa, Manicaland provincial chair, David Chimhini, deputy youth assembly spokesperson, Womberayi Nhende, and Vongai Tome.
Police spokesperson Paul Nyathi confirmed the arrests and said the seven were in breach of the Covid-19 regulations and are set to appear in court on Saturday.

Kazembe Kazembe’s malicious and ill thought falsehoods that our three female Youth Assembly leaders faked abduction is a sure proof that Emmerson Mnangagwa’s cabinet stinks with abundance of mediocre characters.
If Kazembe want us to believe that the three faked their abduction as he purports, certainly his subordinates in the Home Affairs Ministry have a case to answer.
As has become a public secret, ZRP Spokesperson Paul Nyathi clearly confirmed that the three were in police custody immediately after their arrest and only made a summersault after the girls went missing from Harare Central Police station.
If Kazembe is genuinely in charge of the Home Affairs Ministry, he is rather supposed to fire Paul Nyathi and/or at least call for the latter’s investigation because he knows exactly how the trio were forced to disappear from police custody.
It is also foolhardy for Kazembe to want us to believe that our police force which has over the years received rave reviews from AU Security and Peacekeeping Missions in some of the worst rogue regimes has all of a sudden become dump and incompetent to the extent of failing to account for harmless girls within their custody.
If anything, Kazembe’s reckless utterances only but helps to confirm that he is dishonest and not in charge of the Ministry he is supposed to keep a close eye on.
Clearly Emmerson Mnangagwa’s clueless cabinet Ministers are cut from the same cloth and have one common denominator that is glaring and unmistakable.
Here is a shameless cabal of habitual liars with the propensity to contradict one another on the same issue yet they serve in the same cabinet!
From Energy Mutodi to Sibusiso Moyo and now Kazembe, each does say his own incoherent lie!
What is clear here is that the appointees reflect the chameleonic nature of the appointing authority.

By Own Correspondent| The Zimbabwe Republic Police has charged MDC Alliance leaders Tendai Biti, Linette Karenyi Kore, David Chimhini and three others of criminal Nuisance.
According to a warned and cautioned statement signed by Chimhini who is the Deputy Secretary General, the police accused the group of acting in a manner that was likely to interfere with the comfort and peace of the public.

This is the lesson learnt by a Victoria Falls family after it failed to notify authorities about its 17-year-old daughter and five-year-old grandson who illegally returned into the country from South Africa without going through screening processes as per Covid-19 prevention procedures.
The girl and her sister’s son aged five, names withheld because they are minors, reportedly used a cross-border transporter popularly known as umalayitsha to illegally enter the country a few days ago.
The two went straight home in Victoria Falls without presenting to health officials for screening.
The girl’s parents Mr Trust Mlauzi (54) and Ms Misiwe Moyo (52) welcomed the two and also did not notify authorities as is expected under lockdown rules. However, community members tipped a Covid-19
Rapid Response Team that there were some border jumpers.
The team raided several homes on Thursday after investigations and fished them out.
In Victoria Falls’ Mkhosana suburb, the team found Mr Mlauzi, his wife Ms Moyo, a five-year-old boy and the two border jumpers and took them all to Mosi-oa-Tunya High School quarantine centre where they were immediately quarantined.
All family members will be accommodated at the facility and go through testing for Covid-19, and will likely spend the mandatory 21 days in quarantine.
At a separate house in the same suburb the team found Mr Thomas Sibanda (53) who had sneaked into the country from Namibia where he was based and hid at his place of residence.
Mr Cabangani Sibindi (33) was also fished out of his homestead in Matetsi about 40km outside Victoria Falls where he had been hiding since illegally entering the country more than a fortnight ago when he came as a border jumper from South Africa to attend his mother’s funeral.
Messrs Sibindi and Sibanda were also taken to Mosi-oa-Tunya quarantine centre, now with 47 returnees as at yesterday afternoon.
Matabeleland North Provincial Social Welfare Officer Mr Macnon Chirinzepi said: “At the time of writing this report we had received a total of 12 returnees. Five came from Namibia through Victoria Falls border while one illegal immigrant from the same country was taken from Mkhosana. Another illegal immigrant from South Africa was found in Matetsi while two others were in Mkhosana in Victoria Falls.
“The illegal returnees had evaded the quarantine process. The ones in Mkhosana had come into contact with their family being two males and one female local residents, who have also been brought to the centre.”
Government recently said it is illegal to harbour returning citizens who do not go through set Covid-19 prevention procedure.
Police could not clarify if the border jumpers will be arrested for evading immigration processes as provincial police spokesperson Chief Inspector Siphiwe Makonese could not be reached on her mobile phone.
However, police sources said they may be left to complete the mandatory quarantine processes and charged on their release.
Matabeleland North Provincial Affairs and Devolution Minister Richard Moyo urged members of the community to inform authorities about returning citizens who evade due Covid-19 processes.
“We are always telling people to report border jumpers to authorities. People coming from outside through wrong means should be reported immediately so that we all protect each other from the spread of coronavirus,” said the Minister.
Trucks waiting clearance at Beitbridge Border Post
Commercial vehicles passing through Beitbridge Border Post will soon pay up to US$300 in toll fees to go towards the port’s modernisation.
Vehicles registered outside Zimbabwe will pay the money in United States dollars while those registered in Zimbabwe will pay the appropriate toll in local currency at the prevailing interbank exchange rate.
The new fees are contained in Statutory Instrument 127, Toll Roads (Beitbridge Border Post Modernisation Project) Regulations, 2020 gazetted.
The regulations were made by Transport and Infrastructural Development Minister Joel Biggie Matiza.
The new fees come into effect when Beitbridge Improved Border Post commences operations.
The commercial vehicles affected by the regulations are heavy vehicles that exceed 2 300kg, abnormal load vehicles that exceed 56 000kg and buses that carry more than 24 passengers.
Zimbabwe and South Africa border officials and Government vehicles on official business will be exempted from paying the toll fees.
Heavy vehicles will pay US$100, goods vehicles US$175 and abnormal load vehicles US$300.
The US$241 million Beitbridge modernisation project was launched by President Mnangagwa in July 2018, when he laid the foundation stone.
It is being implemented by ZimBorders and completion is expected in 2021.
The modernisation includes the construction of more commercial customs offices, paving, and expansion of sewer and water reticulation facilities, separation of traffic into buses, light vehicles, tourists, commercial vehicles, and construction of a commercial bridge, the third across the Limpopo to link with South Africa, as well as upgrading of Beitbridge Municipality’s key infrastructure.
During the launch of the project, President Mnangagwa said the initiative was in line with Government’s thrust to enhance the ease of doing business.
MDC Vice President Tendai Biti arrested at the party offices on Friday
The United States embassy in Harare has condemned the use of security forces to take over the headquarters of the opposition MDC Alliance.
Armed soldiers and police officers on Thursday evening assisted over 20 youths loyal to the Thokozani Khupe led MDC-T in taking over the party headquarters, the Morgan Richard Tsvangirai House, also known as Harvest House in the centre of the capital Harare.
On Friday the US Embassy in Harare tweeted the following;
We are dismayed by the politicized use of security forces to take over the headquarters of an opposition party and arrest its members. A healthy democracy requires healthy opposition parties. #PoliticalArrests#AHouseStolenpic.twitter.com/l3L7Irht2r
Meanwhile, political analysts aligned to the ruling ZANU PF have criticised the US Embassy for posting on the Twitter post a picture of police officers at Harvest House in January this year.
Zanu PF loyalist Takaedza Nyawanza quoted in the State Media says it was astonishing how the US continued to expose itself as handlers of the MDC-A.
“What is America’s interest in Zimbabwe? During lockdown, people were dying all over the world but America never issued a statement. Right now, America is burning, protests are taking place in all the States and US troops are on the streets and Zimbabwe has never questioned or interfered in their internal affairs.
“What’s so special about Zimbabwe? What is the motive of lying on Twitter using an old picture? Government issued lockdown rules and anyone found breaking those rules is supposed to be arrested despite his or her political affiliation,” said Mr Nyawanza.
Obert Gutu
Obert Gutu, a former spokesperson of the MDC, says that the takeover of Harvest House by Thokozani Khupe was a sign of worse things to come for MDC Alliance leader Nelson Chamisa.
Speaking in an interview with State Media on Friday after police and the army assisted Khupe to take over the iconic opposition party offices, Gutu said the move could mean the end of Chamisa as an MDC leader.
“That building symbolises the very DNA of the MDC and of course, taking over occupation of that iconic building sends out a huge political statement to all and sundry.
“Grandstanding is not and has never been an effective political strategy. They can make all the noise that they want on social media but the cold, hard fact is that the train has already left the station.
“It is what it is. If they don’t want to comply with the Supreme Court judgment, then they will have no other option but to form a new political party with a new name and new symbols. It’s only a matter of time before they are lawfully stopped from using the name MDC should they continue to defy the Supreme Court judgment. Time will tell.
“It will take time for people to believe Chamisa. How can an advocate of law fail to read the line and comply with the Supreme Court judgment,” said Mr Gutu.
Gutu is a former member of Thokozani Khupe MDC-T where he was the party’s vice president.
Gutu resigned from the party on 18 January 2020 for what he said were “personal and private reasons.”
At the time of his resignation the Khupe MDC-T was a smaller party following its breakaway from the MDC led by Nelson Chamisa. At the MDC, Gutu had been National Spokeserson.
In April 2018, Gutu was elected Vice President of the MDC-T faction led by Thokozani Khupe at an Extra Ordinary Congress in Bulawayo.
Gutu is a former Deputy Minister of Justice, Legal and Parliamentary Affairs. Gutu formed Gutu and Chikowero Attorneys At Law. He was voted senator for Chisipite during the 2008 elections.
He contested in the 2018 elections for Member of Parliament for Harare East and lost to Tendai Biti who is the current Vice President to Nelson Chamisa.
By Own Correspondent| Twenty-eight Zimbabwean returnees tested positive for Covid-19 on Friday, raising fears that quarantine centres are now “hotspots”.
All the returnees are from South Africa.
Cumulatively, returnees now account for well over half of Zimbabwe’s 265 cases.
Zimbabwe recorded its first Covid-19 case in March 2020, and figures remained relatively low for nearly two months.
However, almost 200 cases have been reported in the last two weeks.
Of these cases, 88 were recorded over the last five days.
Twenty-six were confirmed on June 1; three on June 2; 16 on June 3 while June 4 and 5 accounted for 15 and 28 cases, respectively.
ormer principal director of State Residences Douglas Tapfuma was yesterday jailed for an effective four years and had six vehicles forfeited to the State after he was convicted on three charges of criminal abuse of office.
Harare regional magistrate Ms Esthere Chivasa had initially jailed Tapfuma for two years on each count before suspending two years. She declared the forfeiture of six cars — a Toyota Hiace, Toyota Alteza, BMW 318i, Nissan Tiida and two Honda Fit vehicles — out of the eight cars he imported.
In passing sentence, the magistrate made it clear that corrupt practices required deterrent punishment.
During is tenure as principal director of State Residences in the Office of the President and Cabinet, Tapfuma imported the eight vehicles using bills of entry exclusively reserved for bringing into the country the President’s personal goods and for the Government.
By doing this, he avoided paying duty. Two out of the cars Tapfuma imported were donated to Kwekwe Hospital as ambulances.
One point that caused a slight stir was the assertion that although suspended, he had not been dismissed from Government service and had not faced a disciplinary hearing.
In mitigation, lawyer Brighton Pabwe said: “The accused is still employed in the capacity in which he was being charged and not yet dismissed from his employment.”
He called for a non-custodial sentence saying a wholly suspended prison term would suffice considering that he had spent almost 10 months in remand prison before his case was finalised.
“The accused is still in employment and he lives with dependants who look upon him. He has already served his prison term considering that he was arrested on July 31, 2019.
“According to the Correctional Services Department, the 10-month period equates to a year. This period of 10 months’ incarceration should be taken into account,” he said.
Tapfuma told the court that he was now prepared to pay duty for the cars.
The State led by Ms Sheila Mupindu, in aggravation, told the court that Tapfuma’s acts were a serious breach of trust that also betrayed the good standing of the Office of the President.
Ms Mupindu had urged the court to jail Tapfuma for five effective years, saying his actions derailed the nation’s calls to fight corruption.
“Corruption is difficult to detect and it is difficult to defeat. He was disrespectful of the Head of State’s call to fight corruption. He was motivated by greed since he had funds to pay the duty,” she said.
Prosecutor Mupindu also called for the cars to be forfeited to the State.
In sentencing him, the magistrate said Tapfuma did not show contrition during his trial and the sentence should send a message to people that corruption should not be taken as a way of life.
“It is very difficult to detect and eradicate corruption. The accused deserves a custodial sentence as I have already said in my judgment that his acts were well-calculated,” she said.
Ms Chivasa noted that ordering Tapfuma to restitute Zimra $11 996 for the duty he evaded was tantamount to double punishment therefore forfeiting the cars to the State was appropriate. – Herald
A white teacher at a Gauteng private school who allegedly threatened pupils with the same fate that befell American George Floyd has been placed on suspension.
Sonya de Vynck, a life orientation and art teacher at Pinnacle College Kyalami in Kyalami was suspended on Friday.
This was after she allegedly threatened to re-enact the moments that led to Floyd, an African-American who died after a white policeman pressed his knee into his neck while he lay sprawled on the ground in handcuffs.
In a letter addressed to parents on Friday, Pinnacle Colleges chief operating officer Christo de Wit said the school was deeply shocked by the comments made by their teacher.
“As you are aware the teacher has been suspended. The principal has chosen to take special leave after reflecting on the pace and manner of the first response to the reports,” De Wit said. He said investigations we still ongoing.
“This has caused significant hurt. We are in the process of meeting with the students directly involved and commend them for the courage displayed in these discussions. We have also engaged with the staff,” he said.
During an online class on Thursday, De Vynck allegedly said: “If you don’t hand in your practice drawings when we get back, then I will give you something to protest about, and maybe sit on your necks.”
In an apology De Vynck made after her remarks, she said she didn’t mean any harm.
“It wasn’t my intention and I didn’t want to put someone down who lost their lives while people were watching and being helpless.

RENOVATIONS at Thorngrove Infectious Disease Hospital are 70 percent complete with $46 million needed to finish up the rehabilitation works in nine days.
The renovation works were initially projected to be complete by next Tuesday.
Thorngrove Infectious Disease Hospital and Ekusileni Medical Centre have been identified as the main isolation centres to handle critically ill Covid-19 patients in Bulawayo.
However, both institutions are not ready to admit patients as renovation works are underway.
In Bulawayo, private owned Mater Dei Hospital is equipped and ready to handle critical patients.
Yesterday, the Bulawayo Provincial Covid-19 taskforce led by Minister of State for Provincial Affairs Cde Judith Ncube visited the two hospitals to assess the progress that has been made.
The tour, which started at Thorngrove Infectious Disease Hospital, included members of the Joint Operations Command.
The team observed that there was relative progress on the ground as council workers, military and Zimbabwe Prisons and Correctional Services artisans were complementing each other.
The hospital would handle 40 patients and 26 of them can be placed under oxygen-assisted breathing.
The project manager Mr Patson Mashamba said while they have made relative progress in renovating the isolation ward, financial challenges could hamper progress.
“On the isolation unit alone, we are now about 70 percent complete. What is now outstanding is plastering, brickwork, flooring, epochs, tiling and electrical works. For the isolation alone, we need to be done by Sunday next week. We need about $46 million to finish off the works,” said Mr Mashamba.
Adding on the matter, BCC director of housing and Community Services Mr Dictor Khumalo said council submitted to Treasury the bill of quantities of things that need to be done to get the hospital complete.
“The information relating to the outstanding works has been relayed to the Ministry of Finance and Economic Development and Public Works. So, they have that information. Some of the works that need to be done have been outsourced hence we need the money so that the contractor can get to the ground on the basis of being paid their money,” said Mr Khumalo.
At Ekusileni Medical Centre, there were concerns that renovation works were not moving as fast as was expected.
During the tour, How Mine donated two installed electric boreholes with pumps and water reservoirs.
The handing over of the boreholes was delayed by thieves who broke into Ekusileni Medical Centre more than a week ago and stole borehole equipment including a compressor and pumps.
The mining company had to replace the stolen equipment before officially handing the borehole to Ekusileni Medical Centre.
Minister Ncube said she was pleased with renovation works, particularly at Thorngrove Hospital.
She said while renovations are being made at the identified Covid-19 isolation centres, Bulawayo will not fail to handle a critically ill patient even prior to the completion of renovations at the two public medical institutions. “If we can get a single person who falls sick, she\he can be catered for. There are some arrangements that have been made. While we are busy at Thorngrove Hospital and Ekusileni we still have Mater Dei Hospital. Even if it is a private institution, they are part of us. We cannot fail to get in touch with an institution that has put all the systems in place. We are not going to fail as a country, we are not going to fail as Government because we do not want to lose lives,” said Minister Ncube.
She said her office will chip in and ensure rehabilitation works are not stopped at Thorngrove Hospital.
“There is a lot that has been done at Thorngrove, I remember during our last visit we were not happy with what had been done. But today I’m a happy person because you can tell that men are at work. If you look at that extension, roofing has been done, plastering inside has been done. They are left with a few things. They have done us very proud,” she said.
Minister Ncube expressed gratitude to How Mine saying in unity the country can successfully combat Covid-19.
She encouraged residents to comply with lockdown regulations as they are designed to mitigate against the spread of the deadly global pandemic.

Notice of Intention to impose administrative penalties for AML/CFT violations in terms of Section 5 of the Money Laundering and Proceeds of Crime Act (Chapter 9:24 as read with FIU’s AML/CFT Directive No. 2 of 2014, dated 8 July 2014
OVERVIEW
We write to advise you of the Financial Intelligence Unit (FIU)’s intention to penalize:
(a) Ecocash (Private) Limited (Ecocash);
(b) Natalie Jabangwe, Ecocash Chief Executive Officer, and
(c) Eddie Chibi, Ecocash Director, in terms of section 5 of the Money Laundering and Proceeds of Crime Act (Chapter 9:24] (the Act), for failure to comply with obligations imposed on financial institutions and their officers, employees, directors and agents.
Ecocash’s failure to carry out its obligations in terms of the Act is directly attributable to the incompetence, ineptitude and unprofessionalism in the execution of duty by its management and directors, more particularly Natalie Jabangwe, the Chief Executive Officer, and Eddie Chibi, a director who plays a prominent role in the day to day operations of Ecocash.
Natalie Jabangwe and Eddie Chibi are, therefore herein charged in their individual capacities, jointly and severally with Ecocash, on all charges.
Failure to comply with any mandatory requirement of a circular, directive or guideline issued in terms of the Act (Item 26 of Table of Civil Infringements. AML/CFT Directive No. 2 of 2014)
1.1. On 4 May 2020, the FIU issued and served a directive on Ecocash titled “Suspension and Re-Registration of all Ecocash Agent Accounts with Transaction Limits of above ZW$100,000“.
1.2. This was after the FIU had noted the ongoing abuse of Ecocash agent lines for foreign currency parallel market activities, which Ecocash had failed to curb, despite persistent engagement and requests by the FIU. The FIU had noted that transactions of substantial value were being undertaken as between agent-to-agent, with no visible lawful purpose nor underlying business rationale.
1.3. Among other things, the directive required Ecocash to –
(a) suspend and freeze the accounts of all Ecocash agents with transaction limits above ZW$100,000 per month, and
(b) commence a re-licensing and KYC enhancement exercise in respect of the suspended agents.
1.4. Ecocash defied the directive by failing, refusing or neglecting to suspend and freeze the accounts of the high-threshold agents that fell under the categories referred to by Ecocash as “bulk-payers.”
1.5. Ecocash’s brazen defiance of a regulatory directive calls into question the suitability of Natalie Jabangwe and Eddie Chibi to hold prominent positions in a financial institution of the size and status of Ecocash, or, for that matter, any regulated financial institution.
Failure to comply with any obligation relating to customer identification and /or verification (Item 2 of Table of Civil Infringements, AML/CFT Directive No. 2 of 2014)

Failure to maintain books and records as required under section 24 of the Act (Item 2 of Table of Civil Infringements, AML/CFT Directive No. 2 of 2014)
Alternatively,
Failure to timely avail to the FIU, upon request, books and records referred to in section 24 of the Act or any information contained therein (Item 14 of Table of Civil Infringements, AML/CFT Directive No. 2 of 2014)
2.1. On 1 May 2020, the FIU issued and served a directive on Ecocash titled “Directive to Freeze Accounts of Ecocash Agents Suspected of Involvement in Money Laundering and Illicit Transactions.”
2.2. The directive required Ecocash to freeze the accounts of 96 agents (listed under Annexure 1), each of whom the FIU had noted to have moved millions of Zimbabwe dollars during the 7-day period from 22 – 28 April 2020, whereby the transactions inconsistent with the purpose for which the agents were licenced and also inconsistent with the nature and size of their respective businesses.
2.3. The transactions, mostly by agents referred to by Ecocash as “bulk-payers” had no visible lawful purpose or underlying legitimate business rationale. The high value, hyperactivity in the accounts of the listed agents, were all the more suspicious in the context of the national lockdown when most legitimate businesses were closed and financial activities were expected to be low;
2.4. Among other things, the directive required Ecocash to furnish the FIU, on or before 3 May 2020, with KYC information in respect of each customer including:
(a) Business address;
(b)List of the directors;
(c) Name and contact details of the CEO/MD;
(d) List of the shareholders;
(e) List of the Ultimate Beneficial owners; and
(f) Nature of business and source of funds of each entity.
2.5. Contrary to the requirements of the directive, Ecocash and/or its management and directors, for no lawful reason, failed to comply with the requirement to provide the information referred to in 2.4 above, until after close of business on 15 May 2020, when Ecocash provided information falling far short of what was requested. In many respects, the information eventually provided was incomplete and contained glaring errors, by design or otherwise. See Annexure “2”.
2.6. Even after taking two weeks to run around and put together some information, Ecocash still could not provide names of a CEO/MD even of one agent, nor the list of directors, list of shareholders and ultimate beneficial owners as requested by the FIU and as required by law. Although Ecocash, in the end, provided purported business addresses for some of the agents, in most cases the addresses were incomplete or patently false/fictitious.
2.7. Ecocash’s failures in this regard point to the fact that it did not collect and maintain customer identification and identity verification information and other KYC data as required under sections 15 – 18 of the Act, only started running around after being served with the directive.
2.8. If Ecocash had collected and maintained the KYC information as required by law, when opening an account, which is not borne by the above facts, then it should explain why it failed to avail such information timely, when requested by the FIU.
Failure to report a suspicious transaction as required in terms of section 30 of the Act: (Item 21 of Table of Civil Infringements, AML/CFT Directive No. 2 of 2014)
3.1. During the period from 22 to 28 April 2020, Ecocash agents listed in the first column of Annexure 1, bearing agent numbers are shown in the third column, conducted transactions in amounts specified the fifth column.
3.2. The transactions were suspicious and ought to have been reported to the FIU promptly, and in any case within 72 hours, as mandated by section 30(1) of the Act. Failure to report the transactions as required, is not only a criminal offence, in terms of section 30(1) of the Act, but also amounts to an administrative infringement in terms AML/CFT Directive No. 2 of 2014, item 21.
3.3. The transactions referred to above, as detailed under Annexure 1 were suspicious for one or more or all of the following reasons –
Each agent conducted transactions of very high value in relation to their size and nature of business, with cumulative figures ranging between ZW$1,1910,068 to ZW$9,999,973 in a space of seven days. All the agents are obscure entities, therefore registering such high turnover in a matter of days ought to have roused Ecocash’s suspicions; The high turnover of transactions occurred when the country was under national lockdown when most legitimate businesses were closed. Ecocash thus ought to have been suspicious of the hyper-active transactional behaviour of the agents during such a period; Ecocash did not have adequate KYC data of the entities to support a reasonable belief that the entities could legitimately transact such high volumes and high values in such a short period; 3.4. Contrary to its legal obligation to report suspicious transactions, Ecocash did not report any of the highly suspicious transactions as summarised in Annexure 1.
Disclosing to a customer or to a third party that a suspicious transaction report has been, is being, or will be submitted to the Unit: (Item 24 of Table of Civil Infringements, AML/CFT Directive No. 2 of 2014)
4.1. Section 31(2) of the Act prohibits a financial institution or any of its director, partner, officer, principal or employee, from disclosing to its customer or to a third party the fact that the financial institution has filed a suspicious transaction report to the FIU. The provision reads:
“(2) No financial institution or designated non-financial business or profession, nor any director, partner, officer, principal or employee thereof, shall disclose to any of their customers or a third party that a report or any other information concerning suspected money laundering or financing of terrorism will be, is being or has been submitted to the Unit, or that a money laundering or financing of terrorism investigation is being or has been carried out, except in the circumstances set forth in subsection (3) or when otherwise required by law to do so.
4.2. This prohibition is one of the basic rules of financial intelligence which every financial institution and all its employees, let alone senior officers, ought to be aware of. Breach thereof is not only an administrative violation in terms of AML/CFT Directive No. 2 of 2014, but it is also a serious criminal offence in terms of section 34 of the Act, which reads in relevant part –
“Any person who intentionally or by gross negligence
(a) … or
(b) … or
(c) discloses to a customer or third party information in contravention of section 31 (2); shall be guilty of an offence and liable to a fine not exceeding one hundred thousand dollars (US $100 000) or to imprisonment for a period not exceeding three years, or both such fine and such imprisonment.
4.3. Contrary to the law, on or about 6 May 2020, Ecocash Director Eddie Chibi, deposed to an affidavit in support of a court application filed by Ecocash against the Reserve Bank of Zimbabwe.
4.4. In his affidavit and by way of attachments thereto, Chibi intentionally or recklessly gave details of a number of suspicious transactions that Ecocash alleged it had filed with the FIU. The affidavit and annexures were filed with the courts and also published in online publications and/or social media.
4.5. Chibi’s actions, whether deliberate, reckless or in ignorance of his and Ecocash’s legal obligations, amounted, not only to an administrative violation but also a criminal offence. He had no lawful reason to publish details of suspicious transactions as he was not under any legal compulsion to do so. Ecocash did not need to name the entities in court papers or cite the facts of the cases submitted to the FIU.
4.6. If Ecocash felt it was necessary for the court (and the world) to know the entities and facts concerning the STRs, at the very least, it should have sought a court order to authorise the disclosure and/or publication of such information, a request that would almost certainly have been refused, in view of the legal prohibition.
4.7. Chibi’s criminal conduct (whether out of ignorance or out of contempt for the law or the regulator) is yet another indictment of his suitability to hold the position of director of a financial institution.
RESPONSE TO THE CHARGES
5.1. Ecocash, its Chief Executive Officer, Natalie Jabangwe and its Director Eddie Chibi, are each required to respond to all the 4 charges as set out above, within 7 days of receipt of this letter, stating whether you admit or deny the charges.
5.2. If you deny the charges, you are required to detail the grounds of your defence.
The FIU may make a determination based on your submissions without having to call you for a hearing.
5.3. If you admit any of the charges, you may, if you wish, make submissions that you
wish the FIU to take into account in assessing the appropriate penalty.
5.4. May you take note that some or all the charges cited herein also amount to criminal offences prosecutable in the courts of law.
State Media|The Constitutional and Supreme Courts were yesterday separated with different judges in each court and the Constitutional Court having seven judges, including the Chief Justice and Deputy Chief Justice.
Under the old Constitution, the Supreme Court heard constitutional cases. Under the present Constitution, there is a separate Constitutional Court but from 2013 until yesterday judges of the Supreme Court would also sit in the Constitutional Court when that court was in session.
Chief Justice Luke Malaba yesterday appointed acting judges —Justices Paddington Garwe, Rita Makarau, Annie-Mary Gowora, Ben Hlatshwayo and Bharat Patel — to sit on the constitutional bench pending substantive appointments of permanent judges for the court.
The five join the Chief Justice and his deputy Justice Elizabeth Gwaunza on the Constitutional Court bench.
The courts and their judges will now be physically separate. The Supreme Court will now sit in the old Supreme Court Building on the corner of Third Street and Nelson Mandela Avenue, with all judges having chambers there, while the Constitutional Court will sit in Mashonganyika Building along Samora Machel Avenue.

Speaking during the occasion to mark the official separation of the two courts, Chief Justice Malaba said: “These appointments are only for a very limited period and the substantive appointment of permanent judges for the Constitutional Court will be done in due course in terms of the Constitution.”
The separation of the courts, the Chief Justice said, entailed that the Constitutional Court would now consist of the Chief Justice, his deputy and five other judges, in line with the dictates of the supreme law of the country.
Before the separation, the Supreme Court was made up of the Chief Justice, his deputy and 13 other judges, who doubled as Constitutional Court judges.
Chief Justice Malaba said given the new order it had become necessary to increase the number of judges in the Supreme Court.
The Chief Justice also underscored the point that Zimbabwe is a constitutional democracy hence every law is subordinate to the Constitution and should be consistent with Constitution.
To this end, he said, it was critical and non-negotiable that all existing laws be aligned to the Constitution.
Chief Justice Malaba also said the Constitutional Court had wide powers to develop its own constitutional jurisprudence hence it was expected to guarantee a high standard of judicial reasoning.
In this regard, he said, continuity of the court’s jurisprudence was of great importance.
“The Constitutional Court is the living symbol of the Constitution. It is a living symbol of a law destined to endure for many decades to come,” said the Chief Justice.
This, he added, means that the Constitutional Court has to transcend and act above and beyond the changes occurring in the political arena.
“As the final authority that gives meaning to the constitutional norms and values of a nation, the Constitutional Court is the basis upon which the foundational values of constitutionalism must be developed and protected,” he said.
Prosecutor-General Mr Kumbirai Hodzi welcomed the new development saying the court which came into separate existence yesterday was important to keep the prosecution in check and ensure the principle of legality was complied with.
“We are cognisant of the fact that the Constitutional Court will call us back to line if we abuse the power that has been reposed in us,” he said.
Mr Hodzi added that the court should inspire public confidence and vindicate the expectations of those who look up to it to establish the truth and dispense justice.
Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi, Attorney-General Advocate Prince Machaya, Law Society of Zimbabwe president Mr Thandaza Masiye-Moyo and the director of the Africa Regional Programme of the International Commission of Jurists, Mr Arnold Tsunga, attended the ceremony held at Mashonganyika Building and congratulated the Chief Justice for making the separation of the courts a success.
MDC-T secretary-general Mr Douglas Mwonzora has described calls by MDC-Alliance for MDC senators and National Assembly members to resign from Parliament as reckless and irresponsible.
He warned the MDC parliamentarians and senators against boycotting Parliament business.
Mr Mwonzora’s warning comes after the MDC-Alliance leaders ordered MPs to boycott Parliament in solidarity with Charlton Hwende (Kuwadzana East), Tabitha Khumalo (MDC proportional representative), Prosper Mutseyami (Dangamvura) and Midlands Senator Lillian Timveos who were recalled from Parliament.
Mr Mwonzora said the MDC parliamentarians and senators should take Parliament business seriously.
“To that end, we view the call by some of our colleagues to have our MPs resign from Parliament completely as irresponsible and reckless.
“We urge our members of Parliament to recognise and discharge their obligations to their constituencies in particular and to Zimbabwe in general. They must also be cognisant of their obligation to the values of the MDC party. These values are summarised in Article 3 and 4 of our constitution,” he said.
On speculation regarding further recalls of MDC Members of Parliament, he said they would deal with the matter on a case by case basis depending on their behaviour.
“We should state that we are not a vindictive leadership and it is not our intention to victimise anyone.”
In addition, he said preparations for the party’s extraordinary congress were going on well.
