Two Arrested in Harare for Violating Children’s Act

By Farai D Hove | ZimEye | HARARE, Zimbabwe – Tafadzwa Chidawa (36) and Clara Manyepera (38) have been arrested and formally charged in Harare Magistrates Court for allegedly contravening the Children’s Act through the operation of an unauthorized “Matrix Disciplinary and Training Camp” in New Marlborough, Harare.

According to the National Prosecuting Authority of Zimbabwe, the duo operated the camp at Number 2165 Tokwane Close without proper registration under the Private Voluntary Organizations Act. They claimed to be providing “rehabilitation” services to children experiencing delinquency, but authorities assert that their activities were illegal and unauthorized. Allegedly, the accused admitted youths into the camp starting from December 6, 2023.

In addition to operating unlawfully, Chidawa and Manyepera are accused of impersonating child protection officers, a role legally reserved for qualified personnel tasked with counseling, supervision, and correcting behaviors associated with delinquency.

The state further revealed the existence of video evidence showing the accused conducting unauthorized training sessions. Following their initial court appearance, the accused were granted bail set at US$300 each and remanded until April 20, 2025, as investigations continue.

The case highlights the ongoing efforts by Zimbabwean authorities to safeguard children’s rights and combat illegal activities that threaten their well-being.
