“Zanu Pf Supporters Are Afraid Of Leaving The Party”: Setfree Mafukidze

By Own Correspondent| Setfree Mafukidze, a Zanu Pf activist has said people are afraid of leaving the party and the purging of G40 stalwarts provided opportunity for Zanu Pf supporters to leave the party.

He said some were liberated during the Gamatox expulsions of 2014.

The Gamatox expulsions refer to the firing from Zanu Pf of former Vice President Joyce Mujuru and her supporters.

They were accused of planning to push Mugabe from the party’s helm unconstitutionally.

Writing on microblogging site Twitter, Mafukidze said:

“I always try to make people understand,during my Zanu PF days yes there were bad and rogue elements in the party but not everyone was bad, some wanted out but they were afraid of what would befall them if they left the party.Many found a way in 2014 during Gamatox expulsions.”

 

Breaking- Light Plane Crashes In Ngundu

By Own Correspondent| Three people reportedly died around 07:00 hrs this morning when an aircraft they were traveling in crushed in the Chamanjerenje Hills Village 5 in Tokwane Ngundu.

While details of the accident were not yet clear by the time of writing, eyewitnesses claimed that at least three white males died on the spot.

Efforts to get a comment from the Zimbabwe Republic Police (ZRP) were however futile by the time of writing as a ZRP officer only identified as Inspector Ndoro said he was out of office. He referred all question to Chief Superitendent Paul Nyathi who was not picking up his mobile phone.

However, sources who were also present at the scene of the accident alleged that the police, civil aviation, and army officials in Renco attended the scene.

The registration details of the plane could not be established from the wreck, but unconfirmed reports claimed that the plane belonged to the Chiredzi-based Hippo Valley sugar estates.

By the time of writing, graphic pictures of broken bodies mingled with the wreckage were doing the rounds on social media.

Chamisa And Mwonzora To Square Off In MDC NEC Meeting

THE MDC leadership will today square off at the national council meeting where a faction linked to party leader Nelson Chamisa is reportedly trying to embarrass secretary-general Douglas Mwonzora, who is allegedly plotting to challenge him for the presidency at the upcoming congress.

Mwonzora has denied that he is eyeing the post in several interviews with NewsDay.

On the other hand, Chamisa’s supporters are actively ring-fencing his position, fearing that Mwonzora could challenge him and want his wings clipped before the congress.

According to sources, Mwonzora will be charged with indiscipline and undermining the party leadership with hope of recalling him from Senate and subsequently weakening him. However, according to insiders, there is likely going to be strong opposition to the Mwonzora push as some members say it would not be strategic, particularly at a time when the party needs unity of purpose.

Party spokesperson Jacob Mafume said they could discuss the issue of discipline at today’s national council, but said it will be the prerogative of the chairperson to zero down on the national leadership, if at all there is a case against them.

“The issues of discipline in a big party as ours are always a standing order item. Specifics of the item will depend on the reports of various organs that are tasked with dealing with discipline, particularly the national chairperson’s office,” Mafume said.

According to sources, Mwonzora’s accusers were working on a constitutional clause that says the national council has the power to remove any member if there was secondment from a two-thirds majority.

“The standing committee will hint on his disciplinary action and will resolve to take the matter to the national council. Already there is a crack team in the national council that will second the motion and will anonymously agree to deal with Mwonzora. Those people are there and they are known,” a standing committee member who refused to be named, said.

“They want to remove him as soon as possible and replace him with Giles Mutsekwa. To them, it will be a done deal and he will not resurrect at congress. However, the main problem is that Mwonzora himself seems to be playing to the gallery and there are many people sent to ensure that he is caught offside.

“He must at least stop mobilising at the moment because surely those people want him out. However, this will not be good for the party at all and a number of level-headed people will try to stop it. The only problem is that the environment at Harvest House (Morgan Tsvangirai House) doesn’t have room for that.”

Mwonzora and vice-president Elias Mudzuri are accused of undermining the party leadership by going to apologise to Chief Justice Luke Malaba who was jeered by opposition MPs.

Attorney General Machaya Blames Mnangagwa For 1 August Shootings

Zimbabwe’s Attorney-General and the government’s principal legal adviser, Prince Machaya, yesterday threw President Emmerson Mnangagwa under the bus when he told the commission of inquiry into the August 1 post-election violence that it could only have been the President who deployed gun-totting soldiers onto the streets of Harare that allegedly ended up killing six civilians.

Giving evidence before the commission, which is chaired by former South African President Kgalema Motlanthe, Machaya said in line with the Constitution, even if read with other laws, the Defence minister cannot deploy soldiers without a direct order from the President.

“My understanding of this provision in relation to provisions of 213 of the Constitution is that the two provisions should be read in a complimentary sense, in that the Constitution is the supreme law of the land and the [Public Order and Security Act] Posa being an Act of Parliament should be read subject to the provisions of the Constitution, if the provisions of Posa are read in isolation to the Constitution they give an impression that the Minister of Defence is the ultimate authority in the deployment of the army,” he said.

“The Minister of Defence will always be aware of the provisions of the Constitution, which stipulate how the deployment of the army is carried out, so there is not likely to be any confusion in his mind as to the nature of the authority that is required, which is that only the President can deploy the army.”

Machaya also noted that soldiers deployed to quell internal strife were supposed to be subject to the control and command of the police, and not subject to any military command.

The National Reaction Force, which responded to the police request, according to testimony presented to the commission, unleashed 62 soldiers brandishing AK-47 assault rifles to subdue demonstrations, and did not submit to the command of the police, but received their orders direct, from Presidential Guard commander Brigadier General Anselem Nhamo Sanyatwe.

Sanyatwe told the commission last week that he took his orders from the Joint Operations Command (JOC).

The military allegedly killed six people, while another was trampled to death during the melee that followed the shootings, as people sought to escape the mayhem, with scores left nursing bullet wounds.

The Motlanthe commission is, among other issues, supposed to establish who was behind the violent demonstrations and the circumstances under which the military got involved.

Sanyatwe told the commission that his soldiers did not shoot at protesters and speculated that civilians could have been shot by pistols by the militarised youth wing of the opposition MDC, the Vanguard, before soldiers arrived on the scene.

But the MDC denied the claims, saying the Vanguard was disbanded early this year and that it was not militarised.

Maynard Manyowa, a journalist who gave evidence, however, said he saw one person who was shot dead after members of the military had already been deployed.

He, however, said at the time of the shooting, he did not see any soldiers nearby.

Manyowa said soldiers came in when protesters had turned violent and had disabled the police anti-riot water canon tank with one blow of a brick launched by a protester.

“Two gentlemen launched bricks towards the police water canon and hit the muzzle, when they hit the muzzle, the water canon immediately flooded, and that caused water leakages near the gate,” he said.

Simeon Chipokosa, a 19-year-old teenager who was shot in the leg while fleeing from soldiers who had ordered them to disembark from a commuter omnibus along with his mother, recounted his ordeal to the commission.

He said he still had a bullet lodged in his leg and it was not clear if it would be possible for the bullet to be removed.

Presenting evidence before the commission, human rights lawyer Mordecai Mahlangu of the Zimbabwe Lawyers for Human Rights, said the organisation was worried about the setting up of the commission to investigate purely criminal matters, which should have been dealt with through crime courts.

Mahlangu also noted that given the circumstantial evidence presented before the commission, it would be safe to conclude that members of the army shot and killed unarmed civilians on the streets of Harare.

The hearings continue on Monday, when MDC leader Nelson Chamisa and his party’s national vice-chairman Tendai Biti are expected to appear before the commission.

Harare Businessman Mortgages Council Land For $1.5 Million

A HARARE businessman, one of the shareholders of Augur Investments that won a tender to construct Airport Road, appeared in court yesterday facing fraud allegations after he mortgaged City of Harare land to NMB Bank for a $1,5 million loan before it was repossessed.

Michael Van Blerk (59) was not asked to plead when he appeared before magistrate Rumbidzai Mugwagwa, who remanded him in custody to November 30, pending finalisation of investigations. Allegations are that on June 22, 2007, the City of Harare and Augur Investments entered into a memorandum of understanding (MoU) for the development of Hopley Commercial Area (Mbudzi Project), provision and development of middle housing and construction of a hotel at Mabelreign Golf Course and Mukuvisi Phase 1. It is alleged in terms of the MoU the parties formed a joint venture company, Sunshine Development (Private) Ltd, as the special purpose vehicle.

The MoU stipulated that Augur Investments was to provide funding for procurement of materials, equipment and working capital constituting 70% shareholding, while the City of Harare would provide land constituting 30% of shareholding. The State alleges council processed all the documentation for the project and transferred land to Sunshine Development (Private) Ltd as per agreement.

Blerk and his accomplices, who are still at large, had misrepresented to the City of Harare that they had the 70% capital for the project. It is alleged Blerk and his accomplices, unlawfully took title deeds for the land measuring 6 160 hectares transferred by Harare to Sunshine and misrepresented to NMB Bank that they had a board resolution to acquire a mortgage bond for $1,5 million to fund the Mbudzi Project. It is alleged when Blerk and accomplices made this misrepresentation they knew that the title deeds belonged to Sunshine Development (Private) Ltd and had no authority from shareholders to use the deeds as surety.

Blerk and accomplices failed to service the loan resulting in the land being transferred to NMB, again without the knowledge of City of Harare, thereby prejudicing Harare of $1,5 million and nothing was recovered. Sebastian Mutizirwa appeared for the State.

Zim Govt Stuck With Bond Notes

ZIMBABWE’S surrogate bond note currency will continue to circulate as Treasury says it will maintain the 1:1 parity between local money and the greenback. This is despite the disparity in exchange rate that has wreaked havoc in the economy and is largely responsible for the wanton price hikes.

According to most analysts, clarity on the currency was the most pressing issue that Finance minister Mthuli Ncube had to address as the status quo gave birth to multiple pricing of goods and services as producers sought to leverage against possible devaluation.

United Kingdom-based financial services firm, Fitch Solutions warned prior to the budget that as long as the current currency regime remained, “constraints including higher-than-reported levels of inflation and businesses’ inability to access imports would constrain economic activity.”

This was due to the fact that local currency in the form of electronic money and bond notes was not adequately being ring-fenced by actual foreign currency.

“From this multi-currency basket, the US dollar is our reference currency, also applying to the 2019 National Budget. Government commits to preserving the value of money balances on the current rate of exchange of 1 to 1, in order to protect people’s savings and balance sheets,” Ncube said in his maiden National Budget for 2019 presented in Parliament yesterday.

Typically, countries that use the US dollar such as Ecuador and Panama enjoy significant amounts of trading with the United States.

Zimbabwe’s trade with the United States is low, but enjoys an over $2 billion worth of annual trading with South Africa, leading to many analysts asking the government to consider using the rand as the anchor currency.

“Going forward, the objective is to build foreign reserves and credit lines, as part of the strategy for the value preservation objective. Furthermore, it is important to note that, this value preservation arrangement is hinged on consistent implementation of prudent fiscal and monetary policies, as well as disciplined market conduct by all economic agents as espoused in the Transitional Stabilisation Programme,” Ncube said.

“There has been an upsurge in inflationary pressures during the third quarter of the year. This has been driven mainly by food prices which were responding to rising parallel exchange premiums, panic buying and artificial shortages.

“The upsurge in inflation is, however, a phenomenon arising from fiscal imbalances that have fuelled money supply.”

Ncube said the increased supply of goods following the scraping of Statutory Instrument 122 that regulated the importation of over 40 goods, would see stability in the foreign exchange market.

Treasury expects to build enough foreign currency reserves that will see the annual inflation drop to 5% by the end of 2019.

But Zimbabwe is not generating significant foreign currency earnings, leaving the central bank unable to meet demand from an import-oriented market.

“As macro-fiscal consolidation progresses, government will establish a strong inclusive framework, through an interim foreign currency allocation committee, with broader representation as was the case in the past,” Ncube said.

He, however, said government will gradually exit from exchange controls to market-based mechanisms that promote efficiency in foreign currency allocation.

 

Transitional Justice Symposium Tells NPRC That It Is Toothless

THE Gukuruahundi massacres yesterday dominated deliberations at the National Transitional Justice Working Group (NTJWG) symposium currently taking place in Bulawayo, with participants accusing the National Peace and Reconciliation Commission (NPRC) of shutting out the victims.

Participants at the three-day symposium expressed concern at the delay in resolving the issue, saying there were more talk shows on transitional justice that were not accompanied by action to bring closure to past human rights violations.

The participants lamented failure by those leading national healing efforts to include the victims in deliberations, showing a lack of commitment to bringing out the truth.

Human rights groups say as many as 20 000 civilians were killed between 1983 and 1987 when former President Robert Mugabe, who then was Prime Minister, deployed the North Korea-trained Fifth Brigade in a crackdown against dissidents in Matabeleland and Midlands provinces.

The issue has remained thorny in local politics, with government refusing to acknowledge the massacres until Mugabe described them as a “moment of madness” in a speech at the Brethren In Christ Church in Bulawayo in late 1999.

Gukurahundi was the name given to the Fifth Brigade by Mugabe when he announced its formation and has become the synonym for the massacres.

Zapu secretary-general Strike Mnkhandla said while he welcomed efforts made by the NPRC, a constitutional body mandated to look into past human rights violations and the non-governmental organisations lobbying for justice, he was concerned by the lack of action to put the Gukurahundi matter to finality.

“There has been much talking and no action. The talks are massaging the egos of the perpetrators. More should be done; we are here talking about national healing, but the people who were most affected are out there,” Mnkhandla said.

“It is the victim who should suggest what they think should be done to get healed. We cannot impose a solution to the victim, whether they want reparations, an apology, it is for them to say. Our approach should be focused not only on truth telling, but truth seeking.”

A former Zipra combatant, one Colonel Magwizi said: “We are not including the victims in discourse, but it should be known that the problem of Gukurahundi is inter-generational. Our children will continue to say what we are saying today.”

Historian Pathisa Nyati and former MDC legislator David Coltart shared a similar view, saying the failure to make in-roads in resolving the Gukurahundi issue was a result of failure by programmes to be all inclusive and embrace the victims.

“There are some people who are violent entrepreneurs. They benefit from violence. There is need to involve the victims and get what they want in order to bring closure to their pain,” Nyathi said.

However, the NPRC chairperson, Retired Justice Sello Nare said his commission, though limited by funding, would establish an office in Bulawayo to collect testimonies from the victims and map a way forward.

“We have heard your concerns and we are going to establish an office here to make sure all the victims’ concerns are forwarded and become known,” Justice Nare said.

Earlier, NPRC commissioner Choice Ndoro said the commission was looking at the history of past violations from the Mapungubwe era because there was a pattern in the violence. She said the commission, now supported by political will from President Emmerson Mnangagwa’s administration, will present the people with an opportunity to know what happened in the past.

“Reconciliation requires truth telling and should be victim-centred. We will also be gathering the truth. Zimbabwe has a long history of structural violence and the opportunity is now for people to look into it and move forward,” Ndoro said.

But MDC Alliance legislator Innocent Gonese (Mutare Central) said there was need to examine if there was the political will to resolve past violence, citing political sponsoring of conflicts experienced during the Copac constitution-making process ahead of the 2013 elections and the violence that rocked the collection of information for the Human Rights Bill.

Oto Saki, a human rights lawyer, said there was need for a transitional justice policy that spells how past violations should be dealt with, and if there are to be prosecutions, who should lead them and how. The symposium is being held under the theme: Never Again.

Motlanthe Commission To Consider Credibility Of Video Footage On August 1 From International TV Channels

By Own Correspondent| Kgalema Motlanthe led Commission of Inquiry Secretary Virginia Mabhiza has revealed that the Commission will consider the credibility of video footage provided by international television channels.

The development follows requests by the Commission for evidence including video footages, spent cartridges in the witnesses’ possession and any other evidence.

In an interview with a local publication, Mabhiza said:

“… the commission has appealed for video footage from many different international television channels that extensively covered the disturbances that took place on August 1, 2018.

It is important to note that in considering the footages, the commission will need to satisfy itself on the credibility and source of the footages.”-TheIndependent

MDC Female Legislators Raise The Flag Over Sexual Harassment In Parliament

By Own Correspondent| Opposition MDC Women’s Assembly Chairperson Lynette Karenyi has raised the flag over rampant sexual harassment experienced by female legislators  in parliament.

Karenyi said that women parliamentarians face routine sexual harassment from their male counterparts in the August house.

She said that Joanna Mamombe, member of parliament for Harare West constituency has borne the brunt of those crude remarks.

Karenyi implicated two ZANU PF male legislators namely Kindness Paradza and Tafanana Zhou.

Speaking in Parliament yesterday moments before Finance Minister Mthuli Ncube delivered the national budget, she said:

“I have decided to take courage to put to your attention that there is sexual harassment happening in this August House. I represent women out there and my presence here is encouraging other women to stand up and fight for our space but I have realised that if I do not say this out, not most of the women can stand up and speak.

I have received reports from my fellow colleagues that they are also receiving this same sexual harassment and I strongly feel that there is a difference between heckling and sexual harassment.…To me, it is sexual harassment.

As females, we take such moves as disrespectful; we are not sexual objects and we deserve respect.

Our male counterparts should treat us with respect because we are mothers and we are Members of Parliament… We should feel free Mr Speaker to stand up and debate without being given or being labelled as we are not wives of such Members of Parliament.

This sexual harassment continues each and every day when we step into this Parliament.”

“Honeymoon” Over For Gvnt Employees

By Own Correspondent| Finance minister Mthuli Ncube has revealed that government employees will no longer be allowed to take operational or pool vehicles home after working hours, during weekends and on public holidays.

Ncube said this on Thursday afternoon when he presented the 2019 National Budget.

Although he did not specify when this austerity measure will take effect, Ncube said all government pool/ project vehicles will be parked at the work stations or the nearest police station after designated working hours, during weekends and public holidays.

He said this measure is meant to lower payment arrears to service providers related to maintenance and fuel bills.

Said Ncube:

“Government is improving the management system of the Government fleet as another avenue for improving efficiency and making savings.

Mr. Speaker Sir, some Public Officers tend to use Government operational or pool vehicles after working hours, during weekends and on public holidays, which practice contributes to unsustainable build-up of outstanding payment arrears to service providers related to maintenance and fuel bills.

Against this background, an austerity measure that leads to all Government pool/project vehicles being parked at the work stations or the nearest police station after designated working hours, during weekends and public holidays becomes inescapable.

Similarly, all Government pool vehicles will be transferred and centrally managed through CMED Pvt Ltd. Entities with capacity to maintain their fleet will be excluded from this directive.”

“Chamisa Was Invited To Come To Commission At His Own Convenience”: Justice Permanent Secretary Virginia Mabhiza

By Own Correspondent| Kgalema Motlanthe Commission’s Secretary Virginia Mabhiza has clarified that MDC president Nelson Chamisa was not subpoenaed to give testimony before the 7 member commissioners as alleged in other mwdia reports.

She said that Chamisa was invited to come at his convenience since there are some witnesses who implicated him in inciting the violent demonstrations that rocked Harare on August 1.

Speaking to The Independent, Mabhiza said:

“The rationale for inviting them (Chamisa, Biti, Kunaka and Mashayamombe) to appear before the commission is to accord them the right to be heard since they have been implicated.

Please note that it is inaccurate to say that the above have been subpoenaed to appear before the commission. Let me further simplify the matter by stating that, whereas a subpoena is a legal document with consequences for non-compliance, in this particular case, Chamisa and others were merely invited to come and give evidence before the commission at their own convenience.”

Death Threats For MDC Supporters Ahead Of Mutoko By- Election

By Own Correspondent| War veterans in Mutoko North have allegedly issued death threats to MDC supporters ahead of the upcoming by elections set for this weekend.

The Mutoko North seat fell vacant after Mabel Chinomona was elected Speaker of the Senate.

Boniface Mushore of MDC, Rambidzai Nyabote of ZANU PF and Edson Mugoma of NCA are the candidates.

A ZESN report on the mini-poll says:

“At a rally held in Dandara Village, Ward 6, one speaker reportedly said, ‘Nzvimbo ino nyangwe zvikadii haitongwe neMDC’ (Come what may, this area will never be governed by the MDC).”

The war veterans were identified as the main perpetrators of intimidation.

“In Ward 4, people were cautioned that they risked losing their property if they voted for an opposition party.

People also choose to associate with the ruling party so that they do not risk losing out on aid that is deliberately politicised. As observed, food aid is being distributed along partisan lines… In Botsanzira Village, those who would vote for the MDC Alliance were cautioned that they risked losing their lives.

It was reported that those seen participating in activities of the MDC Alliance would not get any benefits from the government programmes… At the same rally, it was reported that a speaker warned that blood would be spilt if people were to vote for the opposition.”

ZESN said it had also received reports on violations of rights and freedoms suffered by the electorate.

Said the ZESN report:

“In general, people were not free to speak about politics. Reports to that effect were received from Wards 4, 6, 8, 10 and 12… People were not at liberty to say anything negative about the ruling party or anything positive about the opposition for fear of victimisation by Zanu PF supporters.”

“Rumble In The Jungle” Mnangagwa Versus Chiwenga At Esigodini

THE stage is set for a bruising turf war between Zanu PF leader Emmerson Mnangagwa and his ambitious deputy Constantino Chiwenga at the ruling party’s annual conference to be held in Esigodini, Matabeleland South province, next month, as their rival camps sharpen daggers ahead of the high-stakes showdown.

Mnangagwa and Chiwenga are locked in a battle to control the party and the state, a year after the two protagonists joined forces to topple former president Robert Mugabe.

In recent years, the Zanu PF annual conferences became platforms for factional fights among party leaders.

Despite their public posturing meant to paint a picture of unity and harmony, Mnangagwa and Chiwenga have been fighting each other behind the scenes, including through proxies.

One of the manifestations of that has been the ongoing battle to control the state media platforms, critical platforms for the control of the narrative and information dissemination.

A tug of war has erupted between Information Minister Monica Mutsvangwa as well as permanent secretary Nick Mangwana, on one hand, and deputy minister Energy Mutodi on the other, over the removal of current Zimpapers editors and appointment of new ones.

The ongoing clashes are fuelled by personal, policy and political differences among the players involved.

The fight between Mnangagwa and Chiwenga is also playing out among war veterans amid an attempt to boot Mutsvangwa out the association. Mutsvangwa is in Mnangagwa’s faction.

According to senior Zanu PF officials who spoke to the Zimbabwe Independent this week, the Esigodini conference is likely to be an explosive affair, especially in light of recent thinly veiled verbal exchanges between Mnangagwa and Chiwenga.

Chiwenga, who was the face of the military coup which ousted former president Robert Mugabe last year, harbours presidential ambitions and wants Mnangagwa to relinquish the post in 2023 to pave way for his ascendancy.

Mnangagwa has, however, moved to consolidate his power base by, among other actions, removing Chiwenga from the Defence ministry and his backers from government, leaving him exposed and vulnerable.

Chiwenga’s allies are particularly peeved by Mnangagwa’s backers who recently launched a new slogan “#ED2023 pfee”, which is a clear indication that they want him to run for another term. The slogan was launched at a Zanu PF Youth League conference held in Harare late last month.

“This has caused great friction in the party and considering that plenary discussions at the congress will debate issues around the state of the party, it could really be interesting because the other side is not taking it lying down,” one source said.

Party insiders also said Chiwenga’s supporters were getting increasingly concerned that Mnangagwa was moving to limit Chiwenga’s influence in Zanu PF and the government.

“In the first place, Mnangagwa realised that he was brought into power at the back of the coup which Chiwenga led and he therefore owed him some respect that is why he gave him too much room to exercise authority in the period before elections. But since then, things have drastically changed for him,” an official said.

Also in respect of that, there appeared to have been a solid understanding between the two when they ganged up against Mugabe but it is turning out that what bound them then was a common adversary in the form of the former president and his wife. You will remember that from 2015, Mugabe had started to criticise the army generals, warning them that they should stop interfering in political activities.

“He clearly pronounced this at the Victoria Falls conference in December of that year. It was well-known and thus it is now clear that Chiwenga had his own ambitions as much as Mnangagwa had his own. They came together because they had a common agenda to remove Mugabe.

“When it came to the actual removal, Chiwenga played a key role as he controlled the instruments of state coercion. He could however not take the presidency himself because there was a need to bring in a civilian face for legitimacy purposes and that’s where Mnangagwa was useful,” the source said.

Chiwenga made his mind publicly known during a meeting with senior party members at his home in Hwedza where he subtly warned he would not allow people to personalise the party and the state, warning that doing so was very dangerous.

Mnangagwa took advantage of officiating at the Zanu PF youth conference to, also subtly, hit back saying he knew of some leaders who were gathering people around and saying things that are not acceptable. He warned the party would not hesitate to discipline or expel such people.

However, Zanu PF spokesperson Simon Khaya Moyo denied rifts in the party.

Former Trust Bank Director Loses SA Mansion Over Outstanding Debts

FORMER Trust Bank director Christopher Goromonzi lost his plush Johannesburg home after it was auctioned to offset a reported $4,5 million debt he owes a South African bank, it has been learnt.

Goromonzi, one of the crusading black bankers who invaded Zimbabwe’s financial services sector in the mid-90s had his double-storey house in Bryanston, Johannesburg auctioned.

Auctioneers Michael James Organisation, in a notice in a South African newspaper recently, said it had power of attorney to “submit for public auction” Goromonzi’s house “under case number 26658/2016”.

The 1 283m², five-bedroomed freehold property comprising a swimming pool, “in a secure estate” was set to be auctioned on September 19th 2018. It could not be established whether the auction went through.

Goromonzi joins another businessman James Makamba, who has strong Zanu PF ties, to lose his home in South Africa.

Makamba’s multi-million rand Sandhurst home is set to go under the hammer on November 29 following a court order early this year.

Makamba’s 1 650m² “Villa Royale” – property set in expansive grounds of nearly 2 300m² – is described by the auction house as “an elegant Sandhurst mansion with sweeping colonnades‚ open air parking for nearly two dozen vehicles‚ a regal porte-cochere covered entrance and sculpted dolphins dancing at the far end of the sparkling swimming pool”.

The business mogul reportedly owes South African bank, Absa which now wants to recover the $4,5 million (nearby R63m) debt.

The debt according to reports stems from mortgage‚ credit card and vehicle financing accounts the businessman opened with Absa’s wealth unit.

Another local banker is embroiled in a case in Namibia in which N$64 million was reportedly siphoned out of the south-west African country’s SME Bank.

According to court papers lodged with the Namibian Supreme Court, one of the provisional co-liquidators, David Bruni, names the person who received the cash payments totalling N$64 million as one George Markides, and says there is evidence showing that Markides had “extensive telephone contacts with the Zimbabwean businessman and former SME Bank director Enock Kamushinda”.

Journalist Who Recorded Harare Killings Says Some People Were Shot Dead Before Soldiers Arrived

Correspondent|KHULUMA Africa journalist, Maynard Manyowa yesterday said some of the victims of the August 1, 2018 post-election violence were shot while they were in the midst of a crowd with no soldiers in sight. Manyowa also said the protesters were chanting pro-Nelson Chamisa songs.

Manyowa told the Kgalema Motlanthe Commission of Inquiry he did not see any soldiers when Ishmael Kumene, was fatally shot adjacent to the intersection of Cameron Street and Jason Moyo Avenue during protests by so called MDC-Alliance supporters.

Said Manyowa: “A group of protesters were running and as they were running, I noticed a guy wearing black and he took two steps and tumbled down.

“At the time he took those steps, there had been people behind him, but there were no soldiers at the time. I don’t know who shot the guy.

“There were gunshots going all over the directions. I think it could be people in the crowd who fired shots.”

Manyowa said soldiers came in when protesters had turned violent and had disabled the police anti-riot water canon tank with one blow of a brick launched by a protester.

“Two gentlemen launched bricks towards the police water canon and hit the muzzle, when they hit the muzzle, the water canon immediately flooded, and that caused water leakages near the gate,” he said.

Manyowa said the victim he witnessed getting shot was in the middle of a crowd and there were other people behind him.

He said the protesters were MDC supporters because they were chanting Chamisa slogans.

“A group of protesters besieged the Zimbabwe Electoral Commission’s Results Centre at the Rainbow Towers Hotel in the capital, Harare.

“They protested peacefully and co-operated with police. It was quite an incredible sight, watching protesters pave way for traffic, taking turns with the police to open and close the gate.

“Some 20 minutes later, they left. Some one hour later they returned, with new company. Armed with sticks and stones. This time cars were blocked, police were stoned. A few colleagues and I received a few bricks to the back as we fled.

Another teenage victim, Simeon Chipokosa said when he was shot in the leg, he was in the middle of a fleeing crowd. Chipokosa says did not see any soldiers although he heard gunshots. He says he still has a bullet lodged in his body.

13 Year Old Girl Who Wrote Award Winning Essay On Gun Violence Shot Dead

A 13-year-old girl who wrote an inspiring essay about gun violence has been killed after being hit by a stray bullet.

Sandra Parks was shot dead last Thursday while she was sat in her bedroom in Milwaukee.

Her mother Bernice Parks had been awoken by the sound of gunshots at around 7pm and quickly rushed to her daughter and found her bleeding.

Prosecutors said: ‘The next thing she heard was (Sandra) yelling: ‘I’m shot! I’m shot!’

A young girl penned a winning essay about gun violence in Milwaukee, two years before she was killed by a bullet in her own home.That girl was 13-year-old Sandra Parks, an eighth-grade student. She was was in her bedroom Thursday night near 13th and Hopkins when someone shot into her house, killing her.

In an essay she wrote two years before her death, she talked about hoping to see an end to violence in her neighborhood.

“We shall overcome has been lost in lies of who we are. Who we have become,” wrote Parks an essay.

“We need to rewrite our story so that faith and hope for a better tomorrow is not only within us. But we believe it and we put it into action.”

The words of then-11-year-old Parks as she reads her essay on Dr. Martin Luther King Junior.

Isaac Barnes, 26, was arrested for first-degree reckless homicide in connection with the shooting and also faces a number of other charges.

Prosecutors said he was trying to shoot his former girlfriend, who was visiting her sister who lives in the neighbourhood, with an ‘AK-47 style firearm’.

Untrell Oden, 27, was also arrested and faces two counts of possession of a firearm by a felon.

He is accused of helping Barnes hide his weapons.

Chiyangwa Just Won’t Let Go The ZIFA Presidency

THE Zifa electoral process sparked fresh controversy yesterday after the appeals committee delivered a judgment upholding the disqualification of presidential aspirant Felton Kamambo and Gift Banda, who is eyeing the vice-presidency in their absence in blatant violation of their rights to be heard.

The ruling raises a stink because ordinarily, appellants are supposed to be notified of the date the appeal would be heard so that they come and argue their cases.

However, the appeals committee chaired by Tafadzwa Mazonde went ahead to deliver the judgment in the absence of the appellants.

The appeals committee in its judgment said Kamambo was improperly nominated by Harare City chairperson Alois Masepe, arguing he was not a member of Zifa.

Masepe by virtue of being Harare City chairperson is a Premier Soccer League (PSL) governor and a Zifa councillor who is part of the electoral college that will vote in the Zifa board elections scheduled for December 1.

Interestingly, Banda was also nominated by Masepe, but on this ground of appeal, the appeals committee upheld it, arguing that the issue of being a “member” of Zifa only applied to the presidency.

The committee, while upholding Kamambo’s other two grounds of appeal, dismissed the third ground relating to his nomination.

Part of the judgment read: “The appellant’s nomination was proposed by three individuals, namely Sween Mushonga on behalf of the Zifa Northern Region League, Moses Chikoti on behalf of Zifa-Highfield Area Zone and one individual whose name is only stated as Alois, purportedly on behalf of PSL. It is the proposition by that individual which is the source of contention in these proceedings.

“It is common cause (or ought to be accepted as such) that PSL is not a member of Zifa, at least going by the definition of “member” as espoused in article 10 of the constitution. There can be no doubt that the appellant was alive to the fact that it was a condition of his successful candidature that his name must be proposed by three nominators.

“In any event, he does not challenge that requirement. His contention is that his nomination was done by “requisite three people of good standing with Zifa.”

“But the problem is that it is not enough for the nominators to be people of good standing, article 38(3) of the constitution requires that the nominators be members of Zifa. I am satisfied that electoral committee was correct in reaching the conclusion that the appellant had not been properly nominated. For this reason, this ground of appeal ought to fail. We accordingly order as follows. The appellant was improperly nominated. The appeal is accordingly dismissed,” the judgement read in part.

The Mazonde-chaired committee however, has been viewed as the most subjective board that is aiding the Zifa leadership in thwarting and suppressing the fundamental interests of football stakeholders.

Kamambo dismissed the judgment, arguing it was delivered by a kangaroo court and vowed to fight the system hard and long to bring normalcy to the game.

The former Zifa board member, who has since taken his issue to Fifa, said their tricks were now coming to an end.

“We were never notified of the date of the appeal hearing and judgment so that we can argue our case, but they chose to deliver judgment in our absence. Where did they get our heads of arguments? I will fight to the bitter end. Who does not know Alois Masepe? Who does not know that he is a PSL governor and a councillor who will vote?”

Ordinarily, if there was a spelling mistake, missing surname or ID, that is purely administrative, the Zifa secretariat was supposed to call the appellant and correct if there was a mistake and not to disqualify the applicant on that basis. World soccer governing body Fifa has said it was now seized with the matter. The Zifa executive committee elections are scheduled for December 1.

Fuel Price To Soon Go Up Considerably

Fuel prices are set to go up after Government raised excise duty on petrol and diesel by up to 7 cents per litre to reduce arbitrage opportunities by foreigners taking advantage of local currency disparities.

Presenting an $8,16 billion 2019 National Budget, which largely focuses on austerity measures to enhance revenue collection and contain excessive Government expenditure yesterday, Finance and Economic Development Minister Professor Mthuli Ncube, said the arbitrage opportunity had partly contributed to the increase in fuel imports, which reached $1,3 billion in October.

Foreigners convert hard currency on the black market to get huge premiums and use part of the proceeds to buy fuel here, for which Government needs forex to import.

The move, which takes effect on December 1, will see duty on diesel and paraffin increasing by 7 cents per litre from 33 cents, while duty on petrol will go up by 6,5 cents from 38,5 cents.

Fuel dealers are allowed to charge a margin of 7 percent on full on board (FOB) prices.

The duty increase is also part of broader measures by the Government to enhance revenue collection, which also entails payment of luxury motor vehicle import duty in foreign currency.

Businesses demanding foreign currency for goods and services will also be compelled to pay taxes in the currency of trade.

“The country’s fuel has become relatively cheaper compared to prices obtaining in the region. The increase in consumption is clearly unsustainable, considering that the available foreign currency reserves have to be shared among other critical priorities,” said Prof Ncube.

To redirect scarce foreign currency towards productive sectors, Prof Ncube announced a new policy position that requires payment of duty on luxury vehicles in foreign currency.

This takes effect from today.

“Government has, over the years, implemented demand management measures with a view to redirect usage of the scarce foreign currency to productive industries. Such measures include adjustments to the customs duty regime and control of imported goods through the licensing system.

“Despite some success, Government has, during the course of 2017 and 2018, witnessed a surge in the importation of non-productive goods, particularly motor vehicles.

“To redirect use of scarce foreign currency to the productive sectors of the economy, I propose that customs duty on motor vehicles be levied in foreign currency acceptable as legal tender, with effect from 23 November 2018,” said the minister.

Minister Ncube also noted that some companies appointed as agents to collect revenue on behalf of Government, were not remitting VAT in the currency of trade, taking advantage of the arbitrage opportunities on the informal market for currency.

“In order to contain such practices, I propose to compel companies that collect Value Added Tax in United States dollars or any other currency to remit VAT using the same mode of payment. This measure will apply on all other taxes,” said the minister.

The minister also proposed that directors or shareholders of companies that are wound up voluntarily to avoid payment of the taxes will be jointly and severally liable for the tax liability.

On the budget deficit, the minister said it will be cut to 5 percent of the gross domestic product next year, from an 11,7 percent forecast for this year through various expenditure cuts.

He projected total revenues at $6,6 billion; and forecast budget deficit at $1,57 billion or 5 percent of GDP in 2019. The Government intends to spend $2, 2 billion on capital programmes.

The budget deficit widened after the Government increased civil servants wages early this year and financed farming inputs under its agricultural support programmes.

The Government largely financed the State budget deficit through issuance of Treasury Bills, which created excess liquidity on the market and caused currency instability.

Next year, the minister said issuance of the TBs would be specifically to finance budget deficit.

Unrestrained Government expenditure and excess liquidity resulted in market distortions that pushed aggregate demand, demand for cash and instigated foreign exchange rate currency swings, which caused upward spiral in prices of goods and services.

“These have been at the core of money creation hence, resulting in inflationary pressures and currency instability,” Ncube said. “As such, the finance minister said going forward, “Public expenditures will have to be confined to the budgetary framework.”

The excessive government spending swelled the public debt to nearly $18 billion by end of August this years, with domestic debt accounting for 54 percent of the debt stock.

To rein in public spending, the Government will reduce recourse to the Reserve Bank of Zimbabwe lending from the 20 percent of previous year’s revenue statutory limit to 5 percent confined for purposes of smoothening cash flow mismatches.

The Government will also, with effect from January 1, 2019, introduce a 5 percent cut on basic salaries for all senior civil servants from principal directors, permanent secretaries and their equivalents up to deputy ministers, ministers and the Presidium.

This also extends to basic salaries of senior executive in state-owned enterprises.

Further, the Government has resolved to reduce the number of foreign missions, thereby optimising utility value realised from remaining foreign missions as well as avoiding accumulation of arrears and embarrassing evictions of diplomats.

In addition, the Government will retire workers who have reached 65 as well as nearly 3 000 youth officers while eliminating thousands ghost workers on the state payroll through rigorous biometric registration among other security measures.

The said containment of public expenditure is anticipated to free up more resources towards infrastructure development as opposed to consumptive spending, and cushion vulnerable groups, as the Government implements austerity measures.

Reducing budget deficit and limiting borrowing to sustainable levels, will also allow channelling of more resources to the private sector and support the overall strategy for a private sector led growth.

The Government will also move away from the tradition of assuming huge debts saddling underperforming parastatals and State enterprises, as part of measures to contain public expenditure.

In an effort to address the risk of a higher budget deficit for 2018 and 2019, Government introduced the 2 percent intermediated money transfer tax, effective 13 October 2018.

Minister Ncube said Government will maintain the multi-currency regime with the US dollar remaining the reference currency while on foreign currency allocation the minister suggested that the country gradually exits exchange controls.

He the government would build foreign reserves and mobilise lines of credit, as part of measures for value preservation under the multi-currency system. The minister said the government will establish a strong inclusive framework for forex allocation.

Teachers Union Head Not Amused With Jim Kunaka Testimony

Correspondent|PROGRESSIVE Teachers Union of Zimbabwe (PTUZ) Secretary-General Raymond Majongwe has said that his heart bled when he listened to Jim Kunaka’s confession because as teachers they went through a traumatic process under the ZANU PF regime.

Said Majongwe, “While others celebrate the bravery of people like Jim Kunaka, today my heart bleeds. On 19 February 2008 I was tortured at Zanu PF Headquarters with 10 other PTUZ comrades. Linda died 3 months after. Two more died within 12 months. The party youths did all this. Now these are the heroes? Shame.

“With all these harrowing stories they have, they must tell us their full story and their reign of terror. We were the first group that was tortured in 2008 and left for dead. I cannot believe the torture inflicted on the lady teachers we had , it was pure Satanic.”

Giving his evidence in chief before the commission of inquiry on Wednesday, Jim Kunaka narrated what he alleged as ZANU PF’s reign of terror during the 2008 elections.

“There is a high level meeting that seats at the basement of ZANU PF Headquarters. When we lost elections in 2008, we were called by the military personnel. I was instructed that the country can not go on pen and paper. When I asked what should I do, I was told to go and defend the revolution through doing everything. You know what followed and ZANU PF emerged victorious.”Kunaka said.

Interview, Mwonzora Speaks About Chamisa

WITH reports circulating of an alleged rift between MDC leader Nelson Chamisa and secretary-general, Douglas Mwonzora, NewsDay (ND) caught up with Mwonzora (DM) who spoke in detail on the issues facing the opposition party.

ND: You held a meeting with Chief Justice Luke Malaba after he was heckled in Parliament by MDC legislators, can you explain why you went against the tide?

DM: While I can confirm to you that we did see Chief Justice Malaba, most of the things that are being said about the nature of the meeting are very false.

Nothing harmful to the MDC was discussed. A few things were clarified before the Chief Justice, for example, we clarified that the MDC, as a party, respects separation of powers between the Judiciary, Executive and Legislature; number two, that we respect the court; and number three, we respect him as a person — that we made it clear — that does not mean we respect every decision that they make.

We separate the person from the decision. But it’s something I am going to be explaining to the party should I get the chance to do that, but from me it’s something so minor that it should not take the time of the (MDC national) council.

The national council has been called to deal with the political developments in the country. I have read from the papers and social media people writing defamatory and damning articles about me. For example, last week there was an article talking about me being bankrolled by Zanu PF and there was an article on the meeting with Chief Justice Malaba and committing an offence.

These articles are false! There is a pattern every time we are having a national council meeting, a group of people starts agitating the party and its organs against me.

ND: Since the party is headed for a congress next year and there is talk that you are eyeing the presidency — are you tossing your hat into the ring?

DM: For the avoidance of doubt, I am not saying anything yet about what office I may or may not run for. That is a decision I’m yet to make and that is a decision that does not depend on me alone, but on a number of people, but I am not right now campaigning to be president of the MDC. I know as member of the party I can contest for any post.

I’m allowed to contest over any position, but right now I have not campaigned for presidency of MDC and right now the president of the MDC is Nelson Chamisa and I am the secretary-general and quite happy with that arrangement.

ND: We have read so many conflicting statements from the MDC as to when the congress will be held?

DM: This has been said, the congress is going to happen, there is going to be a congress for the MDC, the date has not yet been set yet and from what the spokesperson of the party has said, the congress will be some time in October or slightly after October because the five years expire on October 31 when we held the last congress in 2014.

The date of the congress has not been announced yet and one should know that the issues to be discussed at the congress have not yet been laid out yet, so I don’t know where people are getting the idea that I am in the running for the presidency.

ND: Some in the party have suggested that you are not loyal to the party president?

DM: I am loyal to four things and I will put them in order of importance. Number one, I am loyal to the cause; number two, I am loyal to the party; number three, I am loyal to the entire leadership of the MDC, so yes I am loyal to Nelson Chamisa. I am loyal to him to the extent that he is my president and that he is superintending over me. I have never backstabbed him.

ND: You said that the decision of becoming a presidential candidate for MDC is not entirely up to you; in the event that people call on you to contest, will you take heed of the call?

DM: I don’t know, because that issue has not arisen. No group of people has come to me with that issue, so it’s all theoretical and I am a very practical person. There are a lot of factors that one looks at before they run for any office and I will inevitably look at those.

However, I think I should put everybody’s mind to rest here that the issue has not arisen in my mind at all. We have better and more pressing issues to deal with.

ND: Secretary-general, can you state with certainty that MDC has no factions?

DM: MDC is very intact, but that does not mean MDC people think the same way every time.

It also does not mean that the MDC leadership see things the same way every time, there have been instances where I have thought differently from [the late] president [Morgan] Tsvangirai, I had different thoughts with president Chamisa on an issue or two, but this does not mean the party is disintegrating and we have ways of dealing with that.

I have worked with Nelson Chamisa in various capacities; first when he was the organising secretary and I was the spokesperson — by rank I was under him.

We worked very well together. And when I was secretary-general and he was secretary for policy he was under me and am so proud that at no point did I harass him when I had the privilege of being his senior, and now he is my president and I see no problem with that. I don’t look at his age as a factor at all.

Chinotimba Calls For The Dismissal Of Parly Canteen Staff Over Increase In The Price Of Sadza

Correspondent|BUHERA South Member of Parliament Joseph Chinotimba has implored National Assembly Speaker Jacob Mudenda to fire Parliament canteen staff after they increased a plate of sadza from a $1 to $3.

Chinotimba was also apoplectic with fury after soft drinks in the Parliament canteen increased to a $1 from a previous $0, 50 cents.

Rising on a point of privilege in the National Assembly on Wednesday Chinotimba blamed the administration of Parliament for joining the profiteering gravy train and burdening members of parliament.

“The price of goods is increasing and I have noticed that the origins of all these price hikes is emanating from Parliament. Parliament is selling the soft drink coca cola for a $1 and yet Delta did not increase anything. In the hotels also where Members of Parliament are staying, those same coca cola drinks are being sold at $4 yet again Delta did not increase the price of its products. I lay the blame squarely on the administration of Parliament especially those who are in the administration of welfare of Parliamentarians,”Chinotimba said.

“As Members of Parliament, we talk to the public and they are complaining of price hikes of these food stuffs. Again, here at our Members’ Dining we are buying sadza for $3 and coca cola for $4. As Parliament, we are the perpetrators of the increase of these prices. I am begging you Mr. Speaker; let us protect the Members of Parliament. If the providers of canteen services at Parliament are not satisfied with the amount that they are getting and therefore feel they should increase prices so that the Members of Parliament suffer, do away with them. It is either that we provide our own food or we get alternative service providers.”

Mudenda said Chinotimba has misdirected his query and should infact bring it to the welfare Committee and through the Speaker’s office.

“When we want to discuss issues of welfare of Members of Parliament we do that in the Speaker’s Office. Those issues are purely administrative; therefore if you have queries, come to the Speaker’s office and address all these issues under the Committee of Standing Rules and Orders. So Honourable Chinotimba, there is this Committee and they know how best to do with those issues,”Mudenda said.

Chinotimba acknowledged he misdirected his query but it was a reflection of the public outrage in the face of skyrocketing prices of basic commodities.

Mthuli Proposes Removal Of By Elections

Correspondent|In his maiden 2019 national budget proposal presentation on Thursday, Finance and Economic Development Minister Mthuli Ncube proposed the amendment of by-election laws to allow political parties to select replacements to avoid expenditures that are incurred in the process of electing a new member.

By -elections are held when a sitting member of parliament dies or is expelled from the party in which he/she represented.

In the spirit of cost cutting, Ncube also proposed an alternative option of conducting by-election bi-annually thereby resulting in the harmonisation of costs.

Previously, by-elections have gobbled thousands of dollars in logistical costs that are involved in the whole electoral process.

The proposal is however likely to result in imposition of members by political parties therefore presenting possibility of fuelling in-fighting.

Ncube said the 2019 national budget constitute the “first macro-fiscal financial framework for implementing the Transitional Stabilisation Programme (TSP), which as initial stepping stone towards realising “Vision 2030”.

He noted that the ultimate aim was to turn the economy into an upper middle earner with a per capita GDP of $3 500 and decent jobs.

The budget came at a time when prices of goods and services have hiked significantly while foreign currency stocks have declined, resulting in intermittent shortages of fuel and basics like cooking oil and bread.

As such, Ncube proposed cost-cutting and confidence building measures to rejuvenate the economy.

“It will be a balanced budget with enough carrot and also decent stick; but hopefully more carrot than stick because we want to recreate that environment of confidence, to build confidence going forward.

“We want to regulate certain behaviours. We hope that the Budget will communicate the message of discipline. The idea is to cajole the economy as we move to the next level, as we go ahead with the mantra that we are open for business.,” Ncube was qouted as saying prior to Thursday’s presentation.

Four Family Members Killed In Horror Crash In Kwekwe

Correspondent|FOUR people believed to be members of the same family died on the spot following a head-on collision at the Redcliff flyover just outside Kwekwe on Thursday evening.

The accident happened at the now notorious hunters bridge fly over which has become a frequent accidents spot.

In June this year, Redcliff town council conducted a cleansing ceremony along the 20km stretch from Hunters bridge flyover to Kwekwe bridge flyover along the Gweru-Kwekwe highway to curb the surge in fatal road traffic accidents.

98.4 Midlands FM presenter and Zimpapers Correspondent Lovemore Zigara died in a head-on collision at the same spot in June which prompted the cleansing ceremony from the Redcliff community. Church and traditional leaders were invited to take part in the cleansing ceremony to curb fatal accidents.

At least two fatal road accidents are being recorded along that stretch of the highway. every month.

Mugabe Jet Sold Off

One of the four aircraft bought by government from Malaysia has reportedly been sold to Jet Midwest, a US-based leading global aviation parts provider, due to non-payment by Zimbabwe.

Government had all along claimed it bought four Boeing 777 aircraft from Malaysia and an Embraer plane, with the planes set to be leased to a new local airline Zim Airways until national carrier Air Zimbabwe returned to profitability.

Zim Airways has been linked to the family of former president Robert Mugabe, and government has been planning to merge it with Air Zimbabwe (AirZim).

This comes as Air Zimbabwe — saddled with a $300 million debt — has been put under reconstruction after government appointed Harare-based chartered accountant Reggie
Saruchera as the loss-making airline’s administrator to “raise money in any way without the authority of shareholders for the purposes of the reconstruction” to revive its flagging fortunes.
Zimbabwe earlier this year took delivery of one of the Zim Airways’ “new” planes — a Boeing 777 jetliner — but it has already been sent back to the Asian country for repairs before it has made a single commercial flight.

The Daily News can reports that one of the Zim Airways’ 777 registered 9M-MRL was spotted last weekend at the Jet Midwest Kansas airport base, with the “Z” from Zimbabwe and the “WE” rubbed off the livery, something done on aircraft that have been bought by another carrier so as not to identify with the previous owner.

Energy minister Joram Gumbo, who was the Transport minister during the facilitation of the Zim Airways deal, declined to go into detail about the present status of the aircraft.

“We purchased four Boeing 777 aircraft from Malaysia Airways and an Embraer 145 regional jet from the USA and know one of the 777s is in America but cannot comment on the reasons why. Contact the ministry of Transport,” Gumbo told the Daily News.

Frantic efforts to get comment from Transport minister Joe Biggie Matiza were futile, as he did not respond to calls from the Daily News and questions sent to his mobile.

His deputy Fortune Chasi told the Daily News he had no idea about the issue and referred questions to Matiza, who was said to be in Beijing on business and reportedly returned home last weekend.
Jet Midwest is in the business of buying used aircraft from airlines and selling them for spares, leasing them or selling them off to other players.

Most recently, Jet Midwest acquired Kenya Airways Boeing 777-300 ER and an El AL Israeli Airline’s Boeing 767-300 ER.
The Daily News can report that only two of the three planes have been paid for in full, with the third still awaiting the fulfilment of payment.

The Malay have decided to sell the aircraft, a decision reportedly taken by Price Waterhouse Coopers which has placed the airline under curatorship as it spearheads its restructuring after persistent loss of revenue following the devastating impact of two jetliner disasters.

The Malaysia Airways’ restructuring follows wrenching tragedies for the airline following the unexplained disappearance of Flight MH370 en route from Kuala Lumpur to Beijing in March and the shooting down of Flight MH17 over Ukraine in 2014. The aircraft bought by Zim Airways were retired by Malaysia Airways due to age as well as their questionable safety record which had raised a lot of questions.

Malaysia Airways has now purchased the ultra-modern Boeing 787s to replace its 777s fleet.
There have been swirling concern about Zim Airways’ decision to purchase these condemned aircraft that are over 20 years old.

It now turns out one of the four Boeing 777-200 ER (Extended Range) has been sold to Jet Midwest — an American full service commercial aircraft, engine and spare parts trading company, possibly to be cannibalised for spares.

As it is, none of the aircraft bought by government are in Zimbabwe.
The aircraft that was delivered to Harare and returned back to Kuala Lumpur was emblazoned with the tail number Z-RGM after the deal was brokered by Simba Chikore — the son-in-law of Mugabe — who was the chief operations officer of Air Zimbabwe.

Chikore was part of the delegation that travelled to Malaysia to take delivery of the aircraft.
Since the time the plane was taken back to Malaysia for routine maintenance, a service required by civil aviation law to be performed periodically after a number of hours of cycles of flight, it is yet to return.

While the plane was said to have been sent back for A-Check maintenance, it’s unclear why it required this service when the 777 never flew since its arrival.

According to experts, A-Check maintenance refers to checks that are carried out on an aeroplane every eight to 10 weeks — where “filters will be changed, key systems
(like hydraulics in the “control surfaces” that steer the aircraft) will be lubricated and a detailed inspection of all the emergency equipment (like inflatable slides) is completed”.

Government had said it was due to receive the remaining two wide-bodied aircraft from Malaysia Airlines, which were to be used by the new airline whose ownership has prompted more questions than answers — although the government, which initially distanced itself from the secretive carrier, now says it owns it. Chombo Town Clerk Charged With Abuse Of Office

Former Harare Town Clerk Tendai Mahachi yesterday appeared in court on criminal abuse of office charges after he was allegedly involved in a scam that prejudiced the city of land valued at US$80 million.

He appeared before Harare magistrate Ms Rumbidzai Mugwagwa, who did not ask him to plead and he was denied bail.

The matter was remanded to December 6. In denying him bail, Mugwagwa said Mahachi could abscond or flee the country if given bail as he was facing serious charges and had another pending case at the High Court

She said there was a possibility that Mahachi could interfere with witnesses involved in the matter.

Prosecuting, Mr Shepherd Makonde alleged that on May 30, 2008, City of Harare corruptly signed a Memorandum of Agreement with Augur Investments, a foreign company purportedly based in the Ukraine. Mahachi, together with Michael Mahachi, who has already appeared in court facing the same charges, signed the agreements on behalf of City of Harare and Augur Investments. The agreement was for the construction and upgrading of the then Airport Road at a cost of US$80 000 000.

According to the agreement, Augur Investments was to fund the project in exchange for land from the City of Harare in lieu of work done on the road.

The project was divided into four phases and was to be completed by 2010. They also agreed that title deeds for the piece of land to be transferred to Augur Investments be held in trust by Messrs Coghlan, Welsh and Guest, pending transfer upon certification of work done.

Mahachi being a public officer, acting in common purpose with the then Chairperson of the Commission for the City of Harare, Michael Mahachi, corruptly appointed Augur Investments to undertake the upgrading of the then Airport Road without following the procedure outlined in the Urban Councils Act and without inviting competitive bids for the project.

Investigations established that Augur Investments was not registered in Zimbabwe at the time of the agreement. It was later registered in Zimbabwe in 2010 after the life span of the alleged contract. Augur Investments did not complete the project as it did not have the capacity to handle a project of such magnitude. As a result, City of Harare suffered an actual prejudice of US$80 000 000, being value of land measuring 107, 5072 hectares which was transferred to Augur Investments.

Mahachi is facing another charge before the High Court of awarding tenders worth $32 million to companies that did not participate in the bidding process.-state media

Zimbabwean Academic appointed University of Pretoria VC

Professor Tawana Kupe has been appointed vice-chancellor and principal of the University of Pretoria. The professor is currently the vice-principal of the University of the Witwatersrand.

Kupe’s appointment follows the resignation of Professor Cheryl de la Rey who will now serve as the VC of New Zealand’s University of Canterbury.

The announcement was made in a press release on Wednesday evening. University of Pretoria council chairperson Futhi Mtobe said Prof Kupe brings years of experience to the position and is expected to be an asset in his new role.

In response to his appointment, Prof Kupe said universities have a responsibility to “to develop educated, well-informed and professionally skilled people who can address local and global challenges and contribute towards creating successful and thriving societies”.

“To be able to play these critically important roles, universities must enjoy academic freedom and institutional autonomy, allow for freedom of inquiry and be transparent, accountable and ethical in their practices in all respects,” he added.

Prof Kupe holds a BA honours degree and masters in English from the University of Zimbabwe. He received his DPhil in media studies from Norway’s University of Oslo.

He has lectured at Rhodes University and acted as head of the university’s Journalism Department.

Full Marks, Motlanthe Commission Has Diverted Our Attention from Rigged Election – ED is Overjoyed

By Patrick Guramatunhu| If the truth be told, I have not paid much attention to the antics 1st August Commission of inquiry chaired by former President Kgalema Motlanthe of SA. I had expected the commission to be a farce, a complete waste of time and resources, I was wrong.

It has turned to be a complete waste of time and resources, yes, but worst of all it is political decoy delivered with flare and gusto. The primary task of the commission was to draw public attention away from the rigged elections and they have certainly done that; President Mnangagwa must be very pleased with the results!

It is all very well to hear former Zanu PF Chipangano thug, Jim Kunaka, confirm that last November’s military coup was indeed a coup detat and why
it was necessary.

“A coup was held in November last year because the old guard had been outwitted by the G-40 team. They had to use guns because they had been
completely outwitted,” said Kunaka.

“I know everything about the Zanu PF culture of violence. Remember I was a senior member of the ruling party.”
It was comical to hear Kunaka being denounced in turn by his former comrade, Lewis Matutu.

“Jim Kunaka has conceded perpetrating violence against the opposition and killing people for political gains live on TV before the commission of inquiry.

All this was done under the oath. It is the duty of the law enforcement institutions to apprehend him and be charged under the laws of the land. He
should not be allowed to get away with this!” said Matutu.

“If he was given instructions as he alleges, he must name those who gave him such orders if they do exist. Let him name those that were working with
him. He just complicated his life because mhosva hairovi (crime does not rot like meat) he must be held accountable.”

But that is just it, Kunaka can name those who gave him the instructions to kill; just as the individuals responsible for the shooting of the seven civilians behind this commission on may be named; what difference will that make! In the 38 years of Zanu PF tyrannical rule, over 30 000 innocent Zimbabweans have been murdered in cold blood to establish and retain the de facto one party dictatorship we are groaning under.

In 99% of the cases the murders were never arrested even when many people had named. In the odd case where the criminals were arrested, tried
and convicted; they were granted the ubiquitous presidential pardon, for Zanu PF thugs only of course, without ever spending a single night behind
bars!

Zanu PF thugs have carte blanche powers to do whatever they considers necessary to secure their own and the party’s strangle hold on power. Last
November’s coup was high treason the regime got Justice George Chiweshe to rule is “legal, constitutional and justified”.

The junta has just successful blatantly rigged the elections with the assistance of the corrupted ZEC. The whole election process was flawed and illegal, the regime even failed to produce something as basic as a verified voters’ roll.

The election results were challenged in the Con-Court. The Judges ignored all the evidence put before the court, proving beyond doubt that the elections were rigged, because the evidence “was not collaborated by primary evidence in the sealed ballot boxes”, they argued.

The plaintiff’s request to have the ballot boxes opened was denied and the Judges themselves never asked to the boxes be opened. So, the Judge’s
decision to endorse Mnangagwa as the winner were based on the assumption that the primary evidence in the sealed ballot boxes would have proven the
elections were NOT rigged.

Of course, it was a nonsensical judgement. What was the point of asking the parties to this case to submit sworn affidavit if the judges are going to ignore that evidence and then conveniently ignore the opportunity to examine the
primary source evidence they are insisting on!

The primary purpose of the Con-Court in the above case was to help the Zanu PF junta gloss over the glaring irregularities and  illegalities and judge rigged elections free, fair and credible.

Of course, the regime knew that it had rigged the elections and many people would be furious about it. The regime, whose murderous thugs had clearly
strained at the leash to keep the peace throughout the campaign period, unleashed the thugs at the protestors. The shooting dead of the seven civilians was meant to reminder all that the party would not tolerate any protests against the rigged elections.

The Motlanthe Commission; just like ZEC, the Con-Court, etc.; is a toothless dog with neither the bark nor bite. It is not the The commission will not name the individuals who pulled the trigger much less those who deployed them and gave the order of “Shoot to kill!” It is not in the commission’s remit.

Even if the commission named everyone of those involved here we can be certain of one thing this will do nothing to help restore the individual
freedoms and human rights much less put right the immediate problem of rigged 30 July 2018 elections!

Indeed, it is now clear that the commission of inquiry was a cynical decoy to take attention away from the serious issue of the rigged elections and the economic meltdown that followed.

Last year the regime organised the 18 November 2017 street protest, carefully stage-manage theatrical to allow the public to let out some steam
and it worked like a charm. This Motlanthe commission is yet another carefully stage-managed performance that has too worked like a charm. The seven shot dead must be turning in their graves, joining the over 30 000 murdered by the regime who are spinning by now, angry the opportunity the

Imported Cars To Attract Levy In Forex Effective Tomorrow

By Own Correspondent| In his budget statement, Finance minister Mthuli Ncube has revealed that government will, with immediate effect, charge all customs duty on commercial motor vehicles in forex.

Said Ncube:

“… Government has, over the years, implemented demand management measures with a view to redirecting usage of the scarce foreign currency to productive industries.

Such measures include adjustments to the customs duty regime and control of imported goods through the licensing system. Despite some success, Government has, during the course of 2017 and 2018, witnessed a surge in the importation of nonproductive goods, particularly motor vehicles.

In order to redirect the use of scarce foreign currency to the productive sectors of the economy, I propose that customs duty on motor vehicles be levied in foreign currency acceptable as legal tender, with effect from 23 November 2018.

This measure will, however, not apply on imports of commercial motor vehicles and vehicles for use by the physically challenged. Furthermore, payment of customs duty in foreign currency will also apply to selected goods. This measure will also apply to all import VAT and Surtax.”

“Stay Away From Parliament” MDC Tells Army, Police And CIO

The Chief whip in MDC Prosper Mutseyami said this in a statement following the violent ejection from parliament of opposition legislators by alleged CIOs, soldiers and police details.

Said Mutseyami:

“Police, the CIO and military are not supposed to get into parliament, let alone violently evict duly elected members of parliament.

MDC legislators did not stand up when the illegitimate Emmerson Mnangagwa entered the chambers leading to the Speaker of ParliamentJavib Mudenda ordering MDC members of parliament to walk out of the house, which they refused.

Police officers were called in to disperse the MDC MPs from the chambers, and they did so violently, assaulting members of parliament.

Mnangagwa is not the elected President of Zimbabwe. ZEC and Zanu PF stole the people’s vote therefore, he does not deserve our respect.

There is no rule that says when a President is entering Parliament, MPs must rise up.

Human Rights Lawyers Testify Before Motlanthe, Declare That The Army Killed People

Correspondent|ZIMBABWE Lawyers for Human Rights (ZLHR) on Thursday appeared before the Commission of Inquiry probing post-election violence, which broke out on 1 August in Harare.

ZLHR was represented by Mordecai Mahlangu, the Board Chairperson and Bellinda Chinowawa, the Programmes Manager for Access to Justice, who presented submissions before the Commission of Inquiry led by former South African President Kgalema Motlanthe.

In their submissions contained in an 18-page document, ZLHR said the killing of unarmed civilians by members of Zimbabwe Defence Forces (ZDF) was arbitrary and constitutes a serious violation of the fundamental human right to life in terms of national, regional and international law.

The human rights organisation said the history of violence by members of the Zimbabwe National Army against unarmed civilians is well documented as several judgments have been entered against the Minister of Defence, who has been held to be vicariously liable for human rights violations perpetrated in the form of assaults, and other inhumane treatment of people.

ZLHR submitted that the failure by members of Zimbabwe Republic Police to provide security to the citizens who were protesting is a negation of their constitutional obligation to protect citizens from harm.

ZLHR expressed concern that the fact that some of the post-mortem reports distorted the real cause of death of people raises suspicion of foul play and a bid to conceal and absolve those responsible for the shooting from being held accountable.

As part of recommendations, ZLHR told the Commission of Inquiry that there is need for wholesale reforms targeting the security sector particularly the police and the ZDF and that government must ratify and domesticate all outstanding key human rights instruments such as the United Nations Convention Against Torture, United Nations Convention Against Enforced Disappearances, The African Union – Charter on Democracy and Elections. ZLHR said government must implement holistic electoral reforms following consultations with stakeholders ahead of the 2023 elections to improve the level of confidence of all stakeholders in the Zimbabwe Election Commission.

The seven-member Commission of Inquiry was appointed by President Emmerson Mnangagwa in August to look into the disturbances that led to the killing of six Zimbabweans.

Timveous’ comments come amid revelations that two female MDC leaders have been hospitalised after they were beaten up by police for refusing to leave parliament following the Speaker of Parliament Jacob Mudenda’s ruling.

Police Corruption Set To Intensify As Traffic Fines Shoot Up

Correspondent|FINANCE Minister Mthuli Ncube has said road traffic offenses will now attract a maximum fine of $700 and imprisonment for a period not exceeding 12 months, with effect from 1 January 2019.

Ncube said the increase is meant to promote road safety culture by adhering to road traffic regulations.

Said Ncube: “Mr Speaker Sir, road traffic offenses are classified under levels 1 to 3 of the Standard Scale of Fines, with a maximum monetary value of US$30.

“The current fines, which should act as a deterrent to criminal behavior, have not assisted in reducing such malpractices, mainly due to the low monetary values.

“In order to promote road safety culture by adhering to road traffic regulations, I propose that any person who commits such offenses be liable to fines of levels 8 to 10, which attract a maximum fine of US$700 and imprisonment for a period not exceeding 12 months, with effect from 1 January 2019.”

Violence At Parliament- MDC Legislators Hospitalised

By Own Correspondent| Opposition Chief whip, Prosper Mutseyami has confirmed the hospitalisation of Thabitha Khumalo and Lynette Karenyi Kore following an attack on MDC legislators at parliament Thursday afternoon.

This was after the opposition refused to stand up for President Emmerson Mnangagwa as he entered the August House.

Mutseyami said the MP’s were violently attacked by the police leaving the duo injured.

Latest On MDC MPs Assaulted At Parliament

By Own Correspondent| Opposition MDC legislators were this afternoon assaulted shortly before the 2019 Budget Presentation after they failed to heed the Speaker of Parliament’s order to leave the House for defying his directive.

Lillian Timveous, Midlands Senator and the MDC national executive secretary for  Domestic Affairs alleged that the development followed their failure to stand up for President Emmerson Mnangagwa as he entered the August House.

“Currently, our legislators who were assaulted by soldiers, the police and central intelligence officers have been admitted at a Harare hospital.

One of the legislators Thabitha Khumalo who fainted during the skirmishes is yet to wake up,” said Timveous.

Terrence Mawawa|Zanu PF Youth Affairs deputy Secretary Lewis Matutu has called for the immediate arrest of Jim Kunaka for perpetrating acts of violence against opposition members.

“Jim Kunaka has conceded perpetrating violence against the opposition and killing people for political gains live on TV before the commission of inquiry. All this was done under the oath. It is the duty of the law enforcement institutions to apprehend him and be charged under the laws of the land. He should not
be allowed to get away with this!”Matutu said in a statement.

“If he was given instructions as he alleges, he must name those who gave him such orders if they do
exist. Let him name those who were working with him. He just complicated his life because mhosva
hairovi he must be held accountable.”
Matutu said the former terror leader was bitter at ZANU PF because he is broke.

Some people may wonder why Jim Kunaka hates ZANU PF to the core. He is very broke drained and in serious debt and the only way

“Government Must Look After Thousands Of Children Fathered During Gukurahundi”

Terrence Mawawa| A Zimbabwean social media user has challenged government to take care of thousands of children who were allegedly fathered by those who perpetrated acts of terror in Matabeleland and Midlands Provinces.

Commenting on an article indicating that peacekeepers fathered more than 6,000 children in Liberia since 1990, Pam Kay said the government of Zimbabwe must look after thousands of children who were fathered by the perpetrators of the Gukurahundi atrocities.

Many of the Liberian children have never met their fathers.A support center has been set up in Liberia’s
capital, Monrovia to help the thousands of children left behind by peacekeepers.

Kay argued :”There are also many children in Matebeleland, products of Gukurahundi. Everytime I hear of aid to children of war vets I wonder why there was no compensation for the children of Gukurahundi rape victims. Or even children fathered by ma comrades in villages they were posted. Everytime you post gunmen in communities expect this NATIONAL, BUSINESS, BREAKINGsituation.”

3 000 “Green Bombers” Finally Dismissed From Government Employment

Own Correspondent|Finance and Economic Development Minister Mthuli Ncube has finally stepped his authority and ordered for the dismissal of 3 000 National Youth Service graduate from government employment.

The 3 000 ZANU PF Youth League aligned graduates popularly known as “Green Bombers” were absorbed into the Civil Service by former President Robert Mugabe after the youth gave him pressure for employment.

The 3 000 literally have no specific jobs they are doing within government but continue to be paid an average of $300 each.

Mugabe once dismissed them only for him to reinstate them in no time after they threatened to campaign against the ruling party. The youth are notorious for their violent campaign for ZANU PF in elections.

“At its 38th Meeting of 5 December 2017, Cabinet re-affirmed its decision to terminate employment contracts of 3 188 Youth Officers as previously resolved,” said Mthuli Ncube in his budget speech.

“Drawing from the above Cabinet Resolutions and guidance of the Public Service Commission, Treasury proceeded to mobilise in the first instance, US$5.2 million in December 2017
towards three months’ Cash In-Lieu of Retirement Notices and in the second instance, US$17.7 million on 16 February 2018 towards the officers’ Pension benefits.”

“Mr Speaker Sir, the 2 917 Youth Officers who still remain on the payroll, are being retired and the posts removed from the establishment, by end of December 2018.”

Mthuli Ncube Budget To Shut Down 8 Foreign Missions

Own Correspondent|In a bid to cut government expenditure, the Finance Minister Mthuli Ncube has proposed the reduction of the number of embassies and consulates in his 2019 national budget proposal presentation on Thursday in Harare.

There are currently 46 foreign missions and the proposal will see then reduced to 39 thereby going a long way in reducing annual spending.

He also noted that this move will see the avoidance of embarrassing incidents where some diplomats were evicted for non-payment of rent

“On the basis of previous consultations, it is proposed that the number of foreign service missions be reduced from 46 to 38, thereby optimising the utility value realised from the remaining missions as well as avoiding accumulation of arrears and embarrassing evictions of our diplomats,” he said.

Ncube said as much as Zimbabwe sought to improve international relations current expenditure on foreign mission services was far above the means of the budget.

“As much as we desire to implement and launch our re-engagement programme on all fronts, the capacity of our Budget demands some review to align support levels within means.

“The current diplomatic presence is imposing annual budgetary support levels of around $65 million, which is above available 2018 Budget capacity of $50 million,” he said.

Ncube said this discrepancy in spending had led to an accumulation of arrears which stood at approximately $17,3 million.

The finance minister said this rationalisation of foreign mission services would result in spending reductions of about $500 000 per month, yielding annual savings estimated at $6 million.

Ncube also said that diplomats “rental ceiling” should be reviewed downwards and based on the officials’ ranking and diplomatic residency.

Ncube also suggested purchasing existing properties or entering joint venture initiatives which prioritise properties with adequate space as a “medium to long term measure of reducing rental charges.”

Lately , employees at foreign missions were reported to be seeking menial jobs to eke a living since salaries were coming late.

MDC A Youth Assembly Warns State Security Agents Against Arresting Chamisa

 

Terrence Mawawa|The MDC Alliance Youth Assembly has warned overzealous state against arresting party leader Nelson Chamisa saying the move will trigger nationwide protests.

“We hear that some State security officers are planning to arrest Chamisa. That is the biggest mistake they can ever make. Let me just warn the people who are harbouring such a plan. The Constitution allows us
to demonstrate against any wrong doing.

Accordingly, we will exercise that right to ensure that we shut down Zimbabwe with peaceful protests in
all the parts of the country,”said MDC A Youth Assembly leader Happymore Chidziva.

Chamisa. After that, his State security agents lately have been trailing him.Then after that they say they now want to arrest him. No, that will not be allowed to happen. If they

Brave Mthuli Ncube Cuts President And Cabinet Salaries

Correspondent|FINANCE Minister Mthuli Ncube said Government will cut basic salaries of the Presidium, Ministers and senior government officials as a way to reduce spending on employment costs.

He said the salary cut will be effected on all senior positions from Principal Directors, Permanent Secretaries and their equivalents up to Deputy Ministers, Ministers and the Presidium. The salary cut effective 1 January will also affect top officials at State Owned Enterprises.

Presenting the 2019 budget statement Thursday afternoon before Parliament, minister Ncube:

Mr Speaker Sir, it is critical that we reduce public spending on employment costs. As a first step, Government has decided that effective 1 January 2019, a 5% cut on basic salary, be effected for all senior positions from Principal Directors, Permanent Secretaries and their equivalents up to Deputy Ministers, Ministers and the Presidium.

This is also extended to basic salaries of those in designated posts in State Owned Enterprises (CEOs, Executive Directors and equivalent grades), including Constitutional Commissions and grant aided institutions. A standardisation/alignment exercise in remuneration including benefits for Constitutional Commissions, will also be undertaken to remove inequity and disparities.

19 Year Old Witness Tells Montlante That He Was Shot But Not By The Soldiers

Correspondent|SIMEONE Chipokoza, a 19 year old Upper 6 student who wrote his final exams recently, today testified before the Commission of Inquiry in Harare and said he was shot in the left leg but “definitely not by soldiers.”

The soldiers ordered all passengers to disembark, and they obeyed.

Giving his evidence, Chipokoza said two soldiers stopped a kombi (commuter omnibus) which he and his mother had boarded to go home. Chipokoza said as they ran back to safety, he felt a sharp pain inside his leg.

When he went to hospital and an x-ray imaging was done, it showed he had a bullet lodged in his left leg

Doctors told him he could only be operated on in February next year, Chipokoza said without clarifying.

Also giving his evidence today, Khuluma Afrika Editor Maynard said one of the people who died close to CopaCabana might have been shot by someone who was in the crowd because at that particular time as there were no soldiers nearby.

Manyowa said the victim was in the middle of a crowd and there were other people behind him.

He said the protesters were MDC supporters because they were chanting Chamisa slogans.

“A group of protesters besieged the Zimbabwe Electoral Commission’s Results Centre at the Rainbow Towers Hotel in the capital, Harare.

“They protested peacefully and co-operated with police. It was quite an incredible sight, watching protesters pave way for traffic, taking turns with the police to open and close the gate.

“Some 20 minutes later, they left. Some one hour later they returned, with new company. Armed with sticks and stones. This time cars were blocked, police were stoned. A few colleagues and I received a few bricks to the back as we fled.

“The protesters soon left. Although with promises to return with reinforcements. An hour later, the protesters, now clearly in their thousands returned. They erected burning barricades. They tore down Zanu PF campaign posters, which they burnt. They vandalised traffic lights and launched missiles into the Zanu PF Headquarters, located just outside Rainbow Towers.

“Police reacted by launching water cannons. The protesters bricked the muzzle of both trucks, incapacitating them and causing them to flood.

“We will need to get reinforcements. These trucks are no good now”, one officer said to me.

“At this point the protesters had branched out into three different groups. Launching a cow horn formation. Police tried to move into the centre. To protect the ZEC results centre, Zanu PF HQ and ZEC’s Head office.

“They had surrounded the police. They had the upper hand and could sense it. Stones were launched at the human barricade erected by police outside the ZEC Headquarters.

“We maybe minutes away from an Arab Spring here”, a colleague, uttered.

“In the horizon, we could see smoke in all four corners of the city. Harare was burning, and tipping point was near.

“I approached one of the police vans and tried to get an audience with the man who seemed in charge.

“We are overwhelmed. We need assistance.” He said.

“He brushed me off but took to his radio.

“Within minutes, I saw hordes of people fleeing from all directions, and strangely so in all directions.

“Minutes later, I spotted a lone figure, in military camouflage.

“It looks like the army has been deployed.”, I can be heard saying in one of my videos.

“Seconds later I saw a military truck, and about a dozen soldiers holding hand whips.

“Yes, the army has been deployed.”

As the army descended, and people fled, stones and bricks flew in all directions. I positioned myself, with a colleague, just next to the police human barricade.

As the soldiers chased protesters, and stones flew in all directions. There was a loud bang. The soldiers just in front of me crouched briefly, then drew their guns, and fired in the air.

“Are those gun shots.” I asked.

“Yes” a colleague responded.

“I can confirm, shots have been fired. The army has been deployed and shots have been fired.”

“By this time, my city was a war zone. Gun shots. Bricks. Stones. Running battles. And, believe it or not, military helicopters flying low.

“As we turned a corner, I saw a man, wearing a black t-shirt and black pants take two steps, launch into the air and drop like a stone. I knew something had happened. I ran towards him.

When I got there, people said, he is dead.

“No, he is still alive I said.”

“He was gasping for air. One man lifted his shirt. I saw the single gunshot wound. On his chest. His eyes rolled.

“I could tell he had been shot. I didn’t know who shot him. There were no soldiers present when I watched him fall and die.”

Police Brutally Assault MDC A MPs?

 

Terrence Mawawa|Reports from the main opposition party, MDC A suggest that some of their MPs have been assaulted by overzealous police details during today’s scuffle in Parliament.

THERE was drama in Parliament during Thursday’s 2019 budget presentation when the Speaker ordered opposition MDC legislators out of the House, resulting in clashes with the police as the MPs refused to leave.

One MDC A legislator was injured during the clashes and, as the MPs were trying to take her to an ambulance, party chairperson Tabitha Khumalo collapsed on the street.

Khumalo and her colleague were then bundled into a waiting ambulance and taken to hospital.
The MDC legislators did not stand up with the rest of the House as Emmerson Mnangagwa arrived for the presentation of the 2019 budget by Finance Minister Mthuli Ncube.

Motlanthe Commission Severely Exposes ZANU PF

Own Correspondent|The Kgalema Motlanthe Commission into the post-election violence that occurred on August 1 has exposed the ruling party with former Zanu Pf Harare youth Chairperson Jim Kunaka claiming the commission was fake.

Kunaka said this whilst giving evidence before the ongoing Commission.

“It is surprising that Charity Manyeruke is seated among the Commissioners, she is a member of the ruling Zanu PF and holds a post in Mashonaland West, she is actually a Secretary in the province’s women’s league” claimed Kunaka

Kunaka said he would not respond to any questions coming from Professor Charity Manyeruke because they planned together.

“At the same time as I make my contributions, I am going to respond to some questions and will skip others but I will not take any questions from her (Manyeruke) because she was my boss and we would plan together on how to deal with the opposition.

“I know how Zanu PF operates, we were arrested after the August 1 incident for inciting violence but the courts have been playing games so that they will play with my defence after I present it here (the Commission). I will not say a thing because it will be used against me in the courts” said Kunaka

Kunaka went at length to describe how the ruling Zanu PF operates as well as how they operated during the 2008 elections.

“After the 2008 elections we were summoned for a meeting at Zanu PF headquarters, and these meetings would be held at the basement, and in one of the meetings we were told that the country cannot go by pen and paper. This led us to be violent against the opposition and for your own information Zanu PF had no constituency in 2008. I then led a team to beat opposition members and I succeeded in gaining some seats in Harare through violence” he said

He further added that Zanu PF was the only party with militia in the country and they were recruited through the National Youth Service.

“I have no knowledge of any military wing in the opposition, if there is anyone who is claiming that, the person is lying. If there is one then the person has to bring evidence before the commission” claimed Kunaka

Zanu PF is well known for its violence against opposition members and more than 4 000 lost their lives since the formation of the MDC in 1999.

Complainant Collapses Case Against Chivayo

Correspondent|The highly publicised case in which flamboyant businessman and Intratrek Zimbabwe director Wicknell Chivayo is facing fraud charges emanating from the manner he handled the 100 megawatt Gwanda solar project that he was contracted by the Zimbabwe Power Company (ZPC) has taken a dramatic twist.

The matter seems to be crumbling like a house of cards as the supposed complainant ZPC distanced themselves from any involvement in causing the businessman’s arrest and subsequent prosecution.

The Harare magistrate court had heard that Chivayo received $5 million advance payment for the project from ZPC without a bank guarantee.

However, in their heads of arguments filed at the High Court last week, Intratrek turned the screws on ZPC and alleged that they were in fact the ones in breach of contract by wantonly causing delays and impediments to the implementation of the solar project.
In their opposing affidavit to Intratrek’s High Court application, ZPC interestingly denied involvement in causing the arrest of Chivayo- technically meaning there is no complainant in the Gwanda solar project case.

Read part of the affidavit: “It is important to note that the allegations that respondent caused the arrest of the applicant’s managing director (Chivayo) is patently false and should be disregarded by this honourable court. As highlighted in the respondent’s notice of opposition, at no material time did it file charges against the applicant’s managing director.

“Despite it being challenged to produce evidence that the charges were filed by the respondent, the applicant has not adduced such evidence.”

ZPC’s submission to the High Court is mind-boggling as to why the entity which Chivayo is said to have defrauded is absolving itself from having any hand in causing Chivayo’s arrest in August.

Law experts submitted that this development is likely to see the matter being relegated to a purely civil case.

“What boggles the mind is the party that we are made to believe was prejudiced has stated in the court of law that they did no file any charges against Chivayo or his company.This therefore make the case null and void and renders it to a purely civil matter.The question is who is the complainant?,” said a law expert who preferred anonymity.

Despite of ZPC’s submission to the High Court, it is the same company that since threatened to cancel the $173 million engineering procurement and construction (EPC) contract signed between the parties in October 2016 for construction of the Gwanda solar plant, alleging breach of contract by Chivayo’s Intratrek.

Chivayo won the tender that was approved by the then State Procurement Board, now Procurement Regulatory Authority of Zimbabwe.
ZPC then alleged that Intratrek failed to perform its obligations (condition precedent) as outlined in the contract, specifically completion of specific works within the agreed time-frames.

In its counter-allegation, Intratrek instead blames ZPC for causing delays to the implementation of the project through its failure to obtain an environmental impact assessment certificate and fraud charges it allegedly instituted against Chivayo in December 2017, alleging fraud and corruption in the execution of the Gwanda solar plant project.

Intratrek claims the conduct by ZPC allegedly stalled progress in the implementation of the Gwanda solar project.

Intratrek Zimbabwe had partnered $33 billion asset firm and Shanghai Stock Exchange-listed CHiNT Electric Co to undertake the multimillion dollar solar project.

The High Court is also set to determine the dispute over outstanding payments for works done by Intratrek, which the company claims were due from further works under the conditions precedent, having allegedly extinguished the exposure to ZPC’s, demands which ZPC has declined to honour.

But ZPC has insisted that Intratrek cannot be entitled to make claims for payments as the power utility was supposed to make directly to sub-contractors to expedite the project, saying the value of outstanding works still stands at $1,8 million, a position it also stated in July this year.

Shooting its own feet, ZPC admitted then that the value earned from works undertaken, which it indicated entailed a geo-tech survey, topography survey, fencing and ground clearance and feasibility report was in the order of $2,012 million. This left the utility’s outstanding exposure in July at $1,8 million.

But Intratrek has since submitted to the High Court that from that point, July 2018, it then had performed further works that fully extinguished ZPC’s $5 million exposure to a point it was now entitled to further payment, which was stage-based in terms of the contract.

The High Court has set down the matter for hearing on November 26.

Another Fire Reported In Bulawayo, Destroys Teachers’ Houses And Hostel

ANOTHER fire burnt down some structures at Mbuyazwe Secondary School on the outskirts of Bulawayo, destroying teachers’ houses and girls’ accomodation.

According to sources the fire razed a girls’ hostel at Mbuyazwe Secondary School in Umguza District, Matabeleland North yesterday amid calls for security services to investigate the alarming cases of infernos being experienced around the country.


The hostel, which also houses teachers was destroyed with property worth thousands of dollars burnt at 7AM after pupils had left for their classes.

The incident comes at the back of a series of suspicious fires since last Saturday.

On the day, a number of Mpilo Central Hospital doctors in Bulawayo were left homeless after an inferno engulfed their living quarters, destroying property worth about $300 000.

On Monday, three shops in Kadoma – Edgars, Jet and Coloursel – were also razed in a blaze causing the destruction of furniture and clothing items worth thousands of dollars.

On the same day, two thirds of the Glen View Area 8 Home Industry Complex along Willowvale Road in Harare was destroyed by a fire that broke out in the afternoon, destroying property worth millions of dollars belonging to informal traders

On Tuesday, an inferno reduced to shells six cars at a car workshop just outside Siya So SMEs complex in Mbare, Harare.

The cause of the Mbuyazwe School fire is not known.

Meanwhile the Education Ministry has asked pupils to go back home as they had lost everything in the inferno.

The school’s headmaster Mr Gordin Sithole said the school will require donors to rebuild saying most of the children were from poverty stricken families.

Mnangagwa’s Cry Baby Cries Real Tears In Parliament Not Crocodile Tears

Harare South legislator, Tongai Mnangagwa, son to President Emmerson Mnangagwa, broke down in parliament this morning as he narrated how the government has left land seekers at the mercy of land barons.

Narrating to the situation in his constituency before the Parliamentary Portfolio Committee on Local Government, Public Works and National Housing, the legislator could not hold back his tears.

He said people are fleeced of their earnings by land barons operating with impunity in his constituency, adding that fights, some of which leave some home seekers in hospital, have become commonplace as a result of the irregular land allocations.

The Minister of Local Government, Public Works and National Housing, July Moyo said his ministry has its hands full as it battles to clean the mess created by irregular land allocations.

He admitted to the parliamentary portfolio committee that double allocation of stands by officials from his ministry, the Urban Development Corporation (UDCORP), local authorities and councillors has reached alarming levels.

He said similar challenges are being faced where some stands are being irregularly downsized, resulting in some people losing infrastructure they would have invested on their stands.

Buhera South legislator, Joseph Chinotimba said to deal with the problem effectively, the government must first acknowledge the extent of the rot in the sector.

Meanwhile, Moyo said the construction of the new parliament building in Mt Hampden will commence with a ceremony of the laying of a foundation for the building on Friday 30 November.

Soldier Caught on Camera Kneeling & Shooting At Civilians Can Be Investigated, Says Attorney General Prince Machaya

Jane Mlambo| Attorney General Prince Machaya has revealed that the soldier who was caught on camera kneeling at shooting at civilians on the 1st of August can be investigated.

Machaya who appeared before the commission of Inquiry into the 1st of August shootings also said only the President has the power to deploy soldiers adding that the Minister of Defence should seek the authority of the President.

Machaya conceded that when read in isolation, POSA creates impression that Defence Minister can deploy defence forces without authority from the President.

Warriors Were Just 44% Prepared For Liberian Tie And Deservedly Lost

Opinion By Hope Chizuzu|THE penultimate Afcon 2019 qualifier played in Monrovia on Sunday, which off course Zimbabwe predictably lost 1-0 was revealing in more ways than one….and with a good measure told a beautiful story which am going to reveal now.

I have been reading how young striker Tino Kadewere lost it with the public on social media, yes, something the boy could have avoided with a bit of wisdom and maturity. But the matter was the result, yes, the loss and off course the number of clear cut chances spurned.

But the reason the Warriors lost was the farcical preparations which in international football gives 56 percent perfect chance for a positive result. Zimbabwe botched that up by poor preparations. So, when the match kicked off, Zimbabwe was left with just 44 percent chance to win the match….and in that percentage we still fashioned eight good chances to score in 94 minutes.

Here is the story guys. Do not blame me for unmasking this. It is my calling. As an evangelist for purity, do not crucify me….just get the message. When ZIFA decided to send Xolisani Gwesela as a advance party, they were reading from a good football manual.

Gwesela was supposed to be equipped to do a complete environmental scanning for the team and relay the details back home to enable the team to plan strategically for the match. The burly Gwesela should have relayed information like the state and condition of the match venue, the temperature levels, humidity, wind speed and crucially the location.

This information was then supposed to inform the travel arrangements the team needed for the crucial encounter. It was also supposed to inform the quality of kit for the boys including the boots and gloves to use on the match day. Instead of Gwesela doing that, he was busy taking selfies and testing bed quality in hotels and posting that on WhatsApp groups and Facebook.

Remember on match day I posted that all of you should watch the kit that the Warriors will use for the match. I was preparing you for this analysis that should be helping everyone including team manager Wellington Mupandare. Our kit was of very low quality and too heavy on the players considering the conditions on match day.

On match day the humidity was a punishing 93 percent, the temperature was 25 degrees Celsius with an easterly wind speed of 6km per hour off the Atlantic coast. Such conditions already presented challenges to the boys who had arrived in batches with the first arriving on Thursday and the Europe based on Friday. The match was on Sunday. Already the vector was tipped the wrong way, even before the match because of this permutation.

Football is a science that we can not fake. Playing away from home conditions always presents problems of acclimatization also known as acclimation. This is a the process in which an individual organism adjusts to a change in its environment (such as change in altitude, temperature, humidity, photoperiod or pH), allowing it to maintain performance across a range of environmental conditions.

So, our Warriors need to acclimatize and some factors come into play such altitude which affected our players from Zimbabwe, South Africa, Tanzania and Europe differently for this encounter. Did we have consideration for that before deciding on travel arrangements?

Jet lag is also a key component of strategic planning for away matches. Adjustment is key because for every hour of time difference, ones needs a day to adjust. Zimbabwe has a time difference of two hours with Monrovia, Tanzania has got one hour and while Europe is now on GMT. All those conditions needed to be considered. Was that put into consideration before departure?m

Did Gwesela relay back information upon arrival in Monrovia ahead of the team? If he did, why did ZIFA fail to execute a scientifically accurate plan to ensure maximum unfettered performance by players? If not, what was the reason he was send as an advance party? What was the input of the technical director for this match?

What did the medical team do or advised to the technical bench to ensure maximum performance was not compromised? Where the coaches advised of this and ignored it, going against scientific grain hoping the HOD, Davison Muchemwa’s juju will carry the day for us?

What was clear is that team manager, Mupandare and ZIFA either were ignorant of this or got their maths wrong. For the conditions in Liberia, Zimbabwe should have arrived in Liberia on Tuesday (which was the original plan) to enable themselves enough time to acclimatize. We have two hour time zone difference with Monrovia, so we needed two days of rest to compensate for that.

If everyone had arrived Tuesday, it was going to be perfect because they were going to train Wednesday, Thursday, Friday and partly Saturday – enough time to rest while training. If that option had failed the best available would have been arriving Friday, then rest Saturday and play Sunday without training – that way the environment would not have affected them as it did on the day.

– [ ] But that was not possible because players had arrived in batches on different days, so their time in Monrovia to adjust was different and compromised qualitative planning. Worse they did not have a core for the match as changes were obvious.

As if that was not bad enough we had players coming from three different time zones and arriving on different times wrecking havoc in the system and the result was a heavy if disjointed performance. The poor quality kit the players worn worsened an already bad situation because it was not an all weather kit with no thermo regulators to help in athletes performance in such adverse conditions.

What that meant was that in conditions as those obtaining in Monvoria on the day of the match, every one of our players carried on average 2.5kg to 3kg extra which in essential affected their performance in terms of proficiency, speed, accuracy, decision making, timing and general awareness. So before we question Knowledge Musona, Ovidy Karuru, Kadewere and Khama Billiat for the easy chances they failed to bury, let us consider this beat too.

We can not ignore the waste of money that ZIFA incured by sending an advance party that provided no critical data for decision making, a situation that could have helped us in the game. Before we question the communication in defence for the lone goal we conceded, we need to consider how altitude affected the converted right back. We can not fake a performance, the way we rig an election.

Make no mistake that heavy poor kit affected our performance. I raised the issue during the last Afcon against Tunisia, Algeria and Senegal – all the three had all weather thermo regulator fitted kits. As Zimbabwe, we watched how our boys were busy rinsing sweat from our kit.

In future the advance party should be well equipped to offer help to team doctors, managers, coaches and add value. They are a good arrangement but ZIFA use that as a cash making venture and not for its purpose. It could have been better, had all those considerations made for the Warriors.

Chamisa – Whatever They Do To Us, We Shall Overcome

ZANU PF Coaching People To Tell Commission Lies

A former Zanu PF lawmaker, who was allegedly abducted and tortured by state security agents when Robert Mugabe was removed from office last year, claims that ruling party activists have lied to the Kgalema Motlanthe Commission of Inquiry about the killing of six civilians in Harare this year soon after Zimbabwe’s harmonized elections.

Shadreck Mashayamombe, who once represented the party in Harare South constituency and contested the July 30 parliamentary election and lost to President Emmerson Mnangwagwa’s son, Tongai, told the Commission on Wednesday that “Zanu PF coaches people to come here and tell lies all the time in order to protect the status quo”.

He claimed that one of the people accusing him of distributing alcoholic beverages to protesters on August 1 before members of the Zimbabwe National Army allegedly killed six innocent civilians, was “in fact a person who wanted thousands of dollars from me and is a well-known trouble maker.”

He said the activist, Shelia Mutsvanu, “is the one who once unaddressed infront of the United States ambassador in Mutare, urinated at the entrance of the Daily News when the newspaper wrote somethings she thought was bad about then President Robert Mugabe and Zanu PF in Manicaland. She is the same person who was used by Didymus Mutasa for youths to attack other Zanu PF followers.

“She also extorted $15,000 from me claiming that life was tough and she was under intense security threat and had left for Botswana saying CIO (Central Intelligence Organization) agents, war veterans and also members of the Police Homicide Division were looking for her. I said you (Mujati) also know the problems that I encountered. I had no money. I have Facebook messages between Mujati and Shelia asking me to assist her. Mujati is there you can call her to come and testify confirming what I’m saying. She indicated that CIOs, Kudzi Chipanga, army and me wanted to kill her.”

Mashayamombe claimed that his name was mentioned by Mutsvanu following “my refusal to give her money she was demanding.

“… She is being used by Zanu PF as a thug to pit opponents. These are people who are coming to give testimony here in an effort cause divisions leading to the elimination of the opposition. So, some people have taken advantage of this commission in order to lie for their own benefit. We do not want to say much about Zanu PF but surely if people are failing to stop what they are doing, they are putting some of us in a corner in which were can say what we do not want to say.”

Mutsvanu, Mujati and Mutasa were not available for comment.

He said he had serious wounds from the past. “On the day when Mugabe wrote a letter of his resignation, I was abducted in broad daylight at Rainbow Towers. For more than five hours I was tortured by state security agents who were using live electric cables. Up to now I can’t sit for several hours as my feet swell. It did not stop there as they demanded that I should surrender all the money I had. They took a safe that had $50,000 from my house which they were given by my young brother and wife while they were still torturing me using live electric cables.”

Mashayamombe broke down when he noted that he was left with nothing and the ruling party still wants to finish him off. “Now I have a lot of debts as they took away all the money I was generating from my car importation business. I’m being taken to court as some people had paid for cars before all my money was stolen by these agents.

“They claim that I was too close to Mugabe. They even went to my home and took away 30 suites and an assortment of shoes. They also stabbed my young brother with a certain object to the extent that the scar he has is a life-time mark. They are even after my business. They want me to remain with nothing, nothing.”

He claimed that he was also abducted once again in June and ordered to stop contesting the elections against President Mnangagwa’s son. “I’m facing serious security threats and maybe this is the last time you will see me alive as some of us are being hunted.”

The hearings continue tomorrow with no clear indication whether Nelson Chamisa will appear before the Commission. – VOA

Expectations High As Mthuli Ncube Presents Budget

Finance and Economic Development minister Mthuli Ncube will on Thursday present the much-awaited 2019 National Budget.

The presentation would be the Second Republic’s inaugural budget since the coming into office of President Emmerson Mnangagwa, following this year’s harmonised elections.

Zimbabwe’s economy has been on a downward trend for the past two or so decades and this has largely been attributed to a number of factors, including mismanagement and abuse of national funds, misplaced priorities and sanctions, among others.

Since coming into office, Mnangagwa and his administration has been on a drive to revive the country’s economy and ensure a middle-class economy by 2030.

While a lot of progress has been registered towards achieving this goal, including the resuscitation of the mining, health and manufacturing sectors, the national budget will reaffirm government’s commitment to rebuilding the nation.

It is everyone’s hope that government, through the 2019 National Budget, will implement a raft of measures that would turnaround the country’s economic fortunes.

Therefore, it becomes paramount for Ncube to give special preference in resource allocation to the productive sectors of the economy, if this dream is to come true.

It cannot be disputed that agriculture has remained the backbone of Zimbabwe’s economy during times of hardships, along with mining.

Therefore, it suffices for Ncube to adequately fund the said sectors.

Programmes aimed at promoting growth of the agricultural sector ought to be made bigger and better.

For instance, the resuscitation and expansion of irrigation schemes, the Presidential Inputs Scheme, the command agriculture and command livestock programmes would go a long way in ensuring the growth of the agricultural sector, if adequately funded.

Furthermore, such a move would ensure food security in the country and eradicate commodity shortages as they are structured in a way that guides farmers in order to address the demand and supply concept.

The civil service wage bill has remained a contentious issue for a number of years and needs redress if the country’s economy is to get a boost.

In previous years, the wage bill has consumed up to about 90% of the country’s annual national budget and many have criticised this as unsustainable, including regional and international financial institutions.

Already, upon his initial swearing-in as Head of State last November, Mnangagwa announced that he would trim the size of the public service, travel and subsistence allowances for senior government officials.

Government has been spending more than the country’s income, resulting in budget deficits.

The situation has been exacerbated by fiscal indiscipline through distorted foreign exchange rates spearheaded by the parallel market.

The coming in of the new dispensation saw the introduction of free health services, including maternal health, treatment of children below five years of age and provision of blood at all public hospitals in the country.

However, there has been concern over the issue of understaffing, lack of machinery and other requisite medical equipment in these hospitals.

There is need for the budget to take cognisance of these concerns and avail more funds towards the health sector.

In order to decongest public hospitals, the government could also engage private hospitals in a bid to subsidise maternal health costs.

Of late, private hospitals have been charging their maternal fees in United States dollars, a move which has led to the congestion of public hospitals.

In any country, industry is also a key driver of the economy, hence the need to revive the manufacturing industry through public and private partnerships.

It can be noted that Zimbabwe’s expenditure on imports is relatively higher than its exports.

The country needs to produce and export its goods to other countries so as to earn the much needed foreign currency.

The resuscitation of industry would also complete value added chains across mining and agriculture. For instance, the country would be able to process and sale finished products instead of raw materials to other countries.

Hwange Colliery Mine Rescuers Finally Retrieve Body From Snake Well

RESCUERS from Hwange Colliery Company Limited (HCCL) yesterday used hooks to finally fish out the body of a Lupane man who was allegedly fatally bitten by a snake in a well last Wednesday.

The Civil Protection Unit (CPU) had enlisted the police sub-aqua unit, rangers from Zimbabwe Parks and Wildlife Management Authority, Forestry Commission, Bulawayo Fire Brigade and underground mining experts who reportedly failed to retrieve the body because they feared the snake.

Police spokesperson for Matabeleland North Chief Inspector Siphiwe Makonese confirmed that the body of Sandile Mguni (25) was retrieved around 7AM yesterday by HCCL rescuers and officers from the Fire Brigade.

She said the body was still intact and was taken for postmortem.

It emerged that the well at Mr Glen Moyo’s homestead in Mkarabuli Village under Chief Mabhikwa is actually 49 metres deep instead of 45 metres earlier reported.

“The body was retrieved this morning by rescuers from Hwange Colliery and Fire Brigade officers.

Results will be determined by the postmortem but we gather it was still in one piece,” she said.
It was not clear which mortuary the body was taken to.

Gomoza Ward 12 Councillor, Malaki Tshuma, said villagers were happy that the matter which had become the talk of Lupane area will now come to closure.

“Some mining experts came and villagers assisted them to fish out the body using hooks. They lowered the hooks down the well and pulled it out around 7AM. The body was still in one piece and villagers are happy that it has been removed from the well. Right now we are waiting for postmortem results,” he said.

HCCL corporate affairs manager, Mrs Rugare Dobbie, said the coal mining company sent the rescuers as part of its corporate social responsibility.

“As HCCL we are very active in assisting communities around us as part of our corporate social investment and giving back to the community. Our Proto/rescue team combined efforts with the Bulawayo Fire Brigade this morning and fished out the body of the 25-year-old Lupane man. As a company we say well done the Proto team for saving the situation. This is clear indication that our emergency response preparedness as a company is good. We have also been active in putting out fires around communities with the recent one being in Makwika Village recently,” she said.

For seven days, rescue teams from different government departments and private players had failed to remove the body.

They were scared of entering the well, The Chronicle was told.

On Monday, a Bulawayo professional hunter and snake catcher, Mr Ross Johnston, who operates the Victoria Falls Metro History Museum and Snake Park failed to enter the well claiming it was too narrow for him.

He had descended for 20 metres when he abandoned the mission.

A villager reportedly put on some rags and entered the well but also abandoned the mission after going for 46 metres as he was suffocating.

He reported that he had seen the body at the bottom of the well.

Mguni had been contracted with two colleagues to rehabilitate the well. He descended into it using a rope when he shouted that he had been bitten by a snake.

Zanu PF’s Very Own Commission Confirmed Abuse of Aid and Povo Thus Elections Were Rigged

By Nomusa Garikai| There is a mountain of evidence already proving that Zanu PF rigged the recent elections and still more damning reports and evidence continue to come in. Last week the Commonwealth Election Observer team released their report, it said the elections were “biased and unfair”. Today it is the country’s commissioners, Zimbabwe Human Rights Commission (ZHRC), to condemn the elections.

“They (ZHRC reports) uncover a systematic use of food aid and agricultural inputs from the State as a tool to persuade the recipients to support Zanu PF, the ruling party; and/or to punish persons, otherwise entitled to aid and inputs, for being or perceived to be, or to be related to, supporters of opposition parties,” reported The Zimbabwean.

“Methods varied, but a common one was for a ZANU PF party official to take over the distribution of aid and inputs from (State) officials, resulting in ZANU PF supporters getting preferential treatment and others either no aid at all or less than ZANU PF supporters.

“The reports unearth a structure involving District Committees, Ward Councillors, local ZANU PF chairpersons and traditional leaders [mainly headmen] who together were involved in the distribution of food aid and often demanded or expected loyalty to the incumbent party. The reports reveal a neglect of duty on the part of these community leaders.”

EU Observer Team too has said a lot on abuse of rural voters by Zanu PF operatives during the elections. “While political rights were largely respected, there were concerns regarding the environment for the polls and the failure to achieve a level playing field,” EU said in its report, released three weeks ago.

“Observers widely reported on efforts to undermine the free expression of the will of electors, through inducements, intimidation and coercion against prospective voters to try to ensure a vote in favour of the ruling party. Such practices also included direct threats of violence, pressure on people to attend rallies, partisan actions by traditional leaders, collection of voter registration slips and other measures to undermine confidence in the secrecy of the vote, manipulation of food aid and agricultural programmes and other misuses of state resources.”

The ZHRC reports have “a long list of recommendations, addressed to the following: complainants and concerned members of the public; to ZANU PF and other political parties; ministry of this and ministry if that; etc., etc.” And for each one of these addressees the reports gives recommendations “regarding the need for better administration, control and monitoring, etc., etc.”

This is very disappointing! After 38 years of rigged elections each followed by countless pious reports by busy-bodies like ZHRC repeating the same pious recommendations which the regime ignores; it is all tediously familiar.

The rural voters, at the coal face of this political abuse, have been denied their freedoms and basic human rights all their lives; first by the white colonial regime and now by Zanu PF. They have lost faith in all such empty niceties as ZHRC recommendations! Many of them have long accepted the abuse by Zanu PF officials and thugs as a matter of course just as they have accepted their position as the down trodden serfs.

The only to end this whole macabre circus is to reject that those guilty of blatantly rigging elections should ever again be allowed to get away with a slap on the wrist! We must dismiss the ZHRC and their pious recommendations with the contempt they rightly deserves!

Zimbabwe is in this political and economic mess because the country has been stuck, for 38 years and counting, with a corrupt, incompetent and tyrannical Zanu PF regime. The regime routinely rigged elections hence the reason the nation could not remove it from power regardless of it tyrannical and ruinous reign.

Whilst we have routinely, especially in the last two decades, demanded free, fair and credible elections; it was all lip service we did not mean it. Because Zanu PF has, again and again, contemptuously disregarded our demands and blatantly rigged the elections; we have done nothing about it time and time again. This time, we must do something to end this curse of rigged elections.

President Mnangagwa and his Zanu PF junta rigged the recent elections, they have no mandate to govern and they step down.

We need to appoint an interim administration to implement the democratic reforms to take away Zanu PF’s dictatorial powers to abuse the rural voters, amongst other things.

The only acceptable democratic mandate to govern Zimbabwe is from majority vote of free voters and not from povo reduced into mere serfs by intimidation and coercion. Biti Speaks On 2019 Budget, Says Budget Must Define Financial And Monetary Stability

Jane Mlambo| Former Finance Minister, Tendai Biti has spoken on the 2019 national budget set to be presented in parliament today.

Biti whose time as Finance Minister brought economic stability said he is expecting the 2019 budget to define currency of use. With Zimbabwe currently using United States dollars, bond notes and RTGS, it is expected that the new budget will inform if the economy is moving to dollarisation.

Biti also said the 2019 budget must demonetize bond notes while preparing the country to join the Rand Monetary Union.

He called for reforms, charging that lipstick reforms will not work as the country needs to contain the volatile situation that has seen people losing money when the Reserve Bank of Zimbabwe seperated RTGS from foreign currency accounts. This is despite numerous assurances from the RBZ Governor John Mangudya that bond notes were at par with US dollars.

Jane Mlambo| Opposition MDC leader, Nelson Chamisa has reflected on the journey he has walked in the fight for democracy, happiness and justice which he said has brought attempts on his life and that of the party’s founding leader, Morgan Tsvangirai.

In a tweet, early today, Chamisa rallied his party and supporters that they will not be dissuaded from pushing their agenda which he is confident they will overcome.

City Of Harare Duped Of $1.5m

Correspondent|A Harare man who allegedly duped the City of Harare of $1,5 million after an agreement for the development of Hopley Commercial area has been dragged before the Harare magistrates court on fraud allegations.

Michael John Van Blerk (59), appeared before Harare magistrate Rumbidzai Mugwagwa and he was denied bail and he was remanded to December 4 in custody.

Prosecuting Sebastian Mutizirwa alleged that on June 22 2007, City of Harare and one Augur Investments private limited entered into an Memorandum of Understanding (MOU).

The agreement was for the development of Hopley Commercial area (Mbudzi project), provision and development of middle housing and construction of a hotel at Mabelreign golf course area and Mukuvisi Phase 1.

In terms of the MOU the parties formed a joint venture company called Sunshine Development Private Limited as the special purpose vehicle company and Van Blerk was the director.

The MOU stipulated that Augur Investments was supposed to provide funding for procuring materials, equipment and for working capital purposes constituting 70% shareholding.

On the other hand, City Of Harare would provide land at a cost for the project constituting 30% shareholding.

Thereafter, City Of Harare processed all the documentation for the project and transferred land property to Sunshine Development as per the shareholders agreement.

Instead of providing funding Van Blerk and his accomplices from the Sunshine Development who are yet to be accounted for, knowing very well that they could not fund 70% capital for the project they misrepresented to City Of Harare that they could.

Van Blerk in connivance with his accomplices took the title deeds in respect of a piece of land that measures 6, 1160 hectares, being the land transferred by City Of Harare to Sunshine Development.

They allegedly went on to misrepresent to NMB Bank that they had a board resolution to acquire a US$1.5 million to fund the Mbudzi project, knowing that the title deeds of the land belonged to Sunshine Development.

They also did this knowing that they had no authority from the shareholders to use title deeds as surety.

Van Blerk together with his accomplices failed to service the NMB Bank mortgage bond resulting in the land being transferred to NMB Bank again without the knowledge of City Of Harare, thereby prejudicing City Of Harare value of the said stand valued at US$1.5 million.

On Thursday, the Zimbabwe Republic Police (ZRP) together with the Criminal Investigations Department (CID) began a crackdown in Harare’s central business district.

ZANU PF Youth Militia Assaulted Morgan Tsvangirai While In Police Custody

Own Correspondent|The historic assault on the late MDC founding President Morgan Tsvangirai while in custody in 2007 was actually executed by members of the ZANU PF youth militia dressed in police uniforms, it has emerged.

Former ZANU PF youth warlord Jimmy Kunaka made the revelation while giving evidence at the on going August 1 Killings Commission of Inquiry in Harare on Wednesday.

Narrating the long history and culture of his former party’s violence trails to the commission, Kunaka revealed that when Tsvangirai and Lovemore Madhuku were arrested in 2007, the party dressed members of its youth militia in police uniforms and ordered them to thoroughly beat up the opposition leaders.

“Tsvangirai was not beaten by the police,” said Kunaka who was kicked out of the ruling party last year for his allegiance with former President Robert Mugabe.

“He was beaten up by members of our youth league who were dressed in police uniform and armed with batton sticks and shamboks,” said Kunaka.

“As you may well know, police will never beat a person on the head or other areas that may lead to the death of their suspect. The people who beat up Tsvangirai were untrained thats why they beat him on the head and nearly killed him,” said Kunaka.

Tsvangirai was severely assaulted in detention and had to be taken to hospital for treatment following his arrest over a banned prayer rally in March 2007.

Madhuku, who is now one of the commissioners in the inquiry, suffered a broken arm and a bad head wound after being taken into police custody together with Tsvangirai.

Reports at the time indicated that Tsvangirai fainted three times after being beaten while Madhuku passed out and was rushed to hospital.

“Conflicted” Mliswa Blocked From Agriculture And Lands Committee

INDEPENDENT Norton MP Temba Mliswa has been blocked from joining the Parliamentary Portfolio Committee on Agriculture, Lands, Water, Climate and Rural Resettlement on allegations that he was conflicted.

According to a memo from the committee chair, Justice Mayor Wadyajena to the Speaker of the National Assembly Jacob Mudenda dated November 15, Mliswa had wanted to join the committee where he was a member before the July 30 elections, but his bid was turned down.

“Being cognisant of the current and past events, Mr Speaker sir, there is strong evidence that Hon Mliswa is a highly conflicted individual in regards to the substance to be addressed by the committee. I strongly recommend that he be allocated another committee as this will enable it to fully execute our mandate in line with the Standing Rules and Orders as read with the Constitution of Zimbabwe without any interference,” part of the letter read.

Mudenda instructed the clerk of Parliament, Kennedy Chokuda to inform Mliswa of Wadyajena’s reservations and allow the MP to seek membership in another committee.

“Advise Hon Mliswa to secure another committee since the chairperson is not receptive,” Mudenda wrote to Chokuda.

The agriculture committee, according to its work plan, will probe government inputs schemes as well as the farm mechanisation programmes.

Mliswa has been involved in tobacco business through a company called Saltlakes Holdings, which is a subject of the committee investigations.

The committee also intends to probe the alleged abuse of the government-funded input distribution programme and it was not clear if the Norton legislator was a beneficiary or linked to suppliers or various projects.

Mliswa, who chairs the Mines Committee, has been ruffling a number of senior government officials through his Hwange Colliery Company probe.

Shock As ZPC Denies Involvement In Chivayo Arrest

THE Zimbabwe Power Company (ZPC) has denied playing any role in causing the arrest and prosecution of Harare businessman and Intratrek Zimbabwe managing director Wicknell Chivayo over allegations of fraud, corruption and money laundering relating to ZPC’s Gwanda solar project.

Chivayo is being prosecuted on corruption and fraud charges at the magistrates’ court over the manner he handled the 100 megawatts solar project, spearheaded by ZPC, after he received $5 million advance payment for the project from ZPC without a bank guarantee.

In its answering affidavit, in a case Intratrek is claiming breach of contract by ZPC filed at the High Court on November 14, 2018, ZPC refuted Intratrek’s claim that it frustrated the contract by causing delays to the implementation of the Gwanda solar project.

Further, the State power utility also denies playing a part in causing the arrest of Chivayo.

The contract dispute case between ZPC and Intratrek has since been set down for hearing by the High Court on the opposed roll on the 26th of November, 2018.

While it is ZPC that was allegedly defrauded or corruptly prejudiced in the Gwanda project, which led to the arrest and prosecution of Chivhayo, the power utility has denied any hand in causing the controversial business man’s arrest.

“It is…important to note that the allegations that respondent caused the arrest of the applicant’s managing director (Chivayo) is patently false and should be disregarded by this honourable court.

“As highlighted in the respondent’s notice of opposition, at no material time did it file charges against the applicant’s managing director.

“Despite it being challenged to produce evidence that the charges were filed by the respondent, the applicant has not adduced such evidence,” ZPC submitted to the High Court.

When Chivhayo’s prosecution started after his arrest at Robert Mugabe International Airport in August, on charges of fraud, money laundering and contravening the Exchange Control Act, the complainant was ZPC represented by Board member, Thandiwe Mlobane.

ZPC has since threatened to cancel the $173 million Engineering Procurement and Construction (EPC) contract signed between the parties in October 2016 for construction of the Gwanda solar plant alleging breach of contract by Chivayo’s Intratrek.

The State power utility adjudicated and awarded the Gwanda solar project tender to Chivayo’s firm in 2016, which was also approved by the then State Procurement Board, now Procurement Regulatory Authority of Zimbabwe.

The power utility has claimed Intratrek failed to perform its obligations (condition precedent), as outlined in the contract, specifically completion of specific works within the agreed timeframes.

But Intratrek denies the claims and instead blames ZPC for causing delays to the implementation of the project through its failure to obtain an Environmental Impact Assessment Crtificate and fraud charges it allegedly instituted against Chivayo in December 2017 alleging fraud and corruption in the execution of the Gwanda solar plant project.

This question is neither here nor there; the fact alone that Ntobisi could deflower his under-aged children in his home by sexually: raping them, makes us despair. I would be excused if I say Ntobisi wanted to cure his HIV/AIDS by sexually assaulting his minor daughters at home. Some Zimbabwean men sexually assault virgins to cure HIV/AIDS, an illicit advice from twisted herbalists that know-it-all. Where is humanity, are they reading the bible correctly these Seventh Day Adventists? If such crimes against humanity are found at the doorsteps of God-fearing people, Adventists purport to know bible so well and live by its teachings, where are the Christian values!

Where are the values and principles of UBUNTU we boast about if Ntobisi can commit such crimes against humanity; feminists will say crimes against womanity: not on one girl but two, who knows perhaps he committed these crimes many times on other minor girls. There could be other minor victims Ntobisi may have sexually abused, will never come to light again; he is dead. What a self inflicted capital punishment, worth of his final exit on earth to avert justice on earth!

The sadness in this story is that if the Manchester Social Services did their work competently, Ntobisi would have been sent to jail long back before he could start to assault the second daughter. The first daughter reported the case to her auntie: Ubabakazi/Tete but she was not believed because girls lie anywhere? Really! This story sounds very familiar by all account: in our societies girl-children lie all the time when it comes to reporting sexual abuse done inside the family: by a father, a brother, and any relative in the family unit. They are not believed: my own story of sexual abuse by the Inspector of Police: Hosea David Molife was not believed either.

A good girl-child is the one who does not report abuse done at home; you will be washing dirty linen in the public, they say. Those support structures that we depend on in families failed the two girls: the auntie who was given all the trust by the first victim of Ntobisi girls responded in the fashion that we all know: shut up girl, we are decent family, Seventh Day Adventist worshipers: do not spoil our good and profound Christian image in the public!

What is most painful in this Ntobisi-incest saga is that the mother is wholly complicit with the incest happening in the home. She put first her immediate needs, the money her husband was bring in the household, and saw the pain of her daughters as second and not worth reporting. Mrs. Ntobisi is as guilty as her husband who perpetrated incest on their daughters. She should never be spared by the law. A woman can be as devilish as the man who commits such atrocities of rape to minors. “The man is a breadwinner.” So the pain of her daughters is not of significance as
the posh life of abundance the family. We are wholly familiar with family support structure, especially women that attack whistleblowers who actually want to unpack the horrors of decent family on sexual abuse to minors.

We ask and question the sanity of this mother: Mrs. Ntobisi, an insane character who is supposed to be the primary support system at home. How many mothers out there would cope with such abomination for the sake of good living Ntobisi was providing in the home? Our first entry point in understanding Mrs. Ntobisi is how she managed the situation when the first time her daughter reported her father to her auntie. It is obvious how she mounted a militant and defensive mechanism towards her first daughter, the first victim. She groomed her, coerced pressured the girl to jettison accusations that the father was raping her. These two girls continued to be trapped in an incestuous home whereby the needs of the father to have sexual intercourse to his daughters are “permitted.” Because of her silence or concealing sexual abuse done on her own daughters in her home, the mother violated the families most sacred and guarded taboo.

These two Ntobisi girls must be applauded for their courage to report their father to the authorities. Realizing that the Ubabakazi/Tete was not helping them, they braved it and reported him to the school authorities. These two girls are heroines in my eyes; they were able to overcome guilt, shame, fear, social and family pressure as well as being coercing by their parents to continue to conceal rape of violent nature, a crime against humanity done by their parents: I am saying parents because the mother is equally guilty. The two girls reported because they were taught in schools that rape or sexual intercourse at their tender age by a father or anybody is not normal but criminal. The girls knew that they could not continue to put up with pain of rape by their father, they are avenues to report it: the school, and get assistance thereafter. These girls are indeed great: I salute them!!

The first Ntobisi girl-victim must have been threatened by both father and mother. But the second girl, who knows perhaps with the assistance of her sister, braved it all to report to the school authorities. If the first girl was not believed, then the second victim ultimately exposed those who suppressed the first voice. The first victim was right after all. The girls, because of the unbearable pain they had to endure, were aware of the fact that assistance elsewhere was possible and not in the family.

They could not continue live a life of deceit; a family life of celebrating the Sabbath every week and yet the family inside is rotten to the core. On the outside, the family was decent with intact Christian values. The father is supposed to be an intelligent man, they say. This is the intelligence that does not realize the effects of incestuous relationship with minor children: a sick man we are told, has HIV/AIDS, not incurable. This is an intelligent and callous man who carelessly, because of his lust for sexual pleasures, can go for a sexual pleasure with his daughter of eight years old, is that the measure, definition and behaviour of intelligent people?

These two girls are brave for reporting their father because incest is the least discussed crimes in homes and elsewhere world-wide. It does not matter how we view this Ntobisi-incest case the two girls are physically and emotionally damaged for the rest of their lives. Their mother may not have reported the case but now she is exposed, the breadwinner, the caregiver, and the husband she was dependent on is dead. The girls are damaged for life by their mother for not reporting incest for fear of external community unit she spiritually depended on the Sabbath Church. If Mrs. Ntobisi feared to report incest because of losing the man, she has lost him now because he is dead. Mrs. Ntobisi will begin to find resources alone without her criminal husband, the very of her fear to report making her complicit with the criminal activities her husband committed.

Dear mothers, lets learn to listen to our girl-children when they report incest or any sexual abuse they are confronted with. Most of the stories that our daughters report to us are true. A child does not lie in most cases. Sometimes when they report, they will have coped with so much pain that they cannot take it anymore. Let’s build up relationships with our girl-children so that if they are confronted with sex abuse they can trust us as a mother to assist them and prevent imminent danger she is facing. A child’s welfare is never to be exchange with good and posh living at home. Let’s report child abuse that takes place in our homes because if we fear, we destroy our children’s lives forever. Curiously our African societies trivialize sex abuse on small children, calling it normal sometimes.

Sexual abuse on children is very painful and has serious implications in a growing child. The consequences of sexual abuse on children leave an indelible, ineradicable pain and problematic clinical dilemmas and challenges in the growing child. The greatest consolation in Ntobisi-incest case is the nature of his death. He was crushed by several cars that ran over his evil body ending his life as such. The pain he suffered is quantifiably or qualifiedly being the measure with the pain his daughters had to endure during his sexual escapades with them: pun intended.

If indeed there is hell, this Mr. Ntobisi belongs to the fires of hell. But the damage he left behind is great, these girls will have to cope with incest-surviving for the entire lives and a disease given to them by their father is permanent. May god assist the Ntobisi girls-children in coping with those physical and emotional scars left by their father, Mr. Ntobisi!!!! Ubhinya lwendoda. The nature of his death we say good riddance to bad chaff. How many girl-children are now safe without him?

Indeed chakapfukidza dzimba matenga! Sexual abuse and rape take place in most unsuspecting and very decent homes. It is this dishonesty and deceit they portray outside when in actual fact, inside the homes; what happening is unimaginable by common sense. May the Lord God help us all? God help and protect our growing girl-children.

Ginimbi Denies Buying Prisoners Chicken Inn Two Piecer Meals

Harare businessman and socialite, Genius “Ginimbi” Kadungure who yesterday trended on social media after allegedly treating 1 000 inmates to 2 piecer meals from Chicken Inn has denied these claims.

The controversial businessman who was on Tuesday granted $1 000 bail by the High Court after spending four days in remand prison allegedly splashed over $8 000 and bought each inmate a 2 piecer upon release.

But speaking in an interview yesterday, Ginimbi said: “I never bought anything for the inmates. I left (remand prison) at 11PM so what time would I have bought? Social media is coming up with all sorts of stories.”

The claims emerged after an image of a Chicken Inn staffer sort of counting the hundreds of boxes that had been arranged along the sitting areas in their outlet surfaced on social media.

Interestingly, a man resembling Ginimbi was also captured in the image approaching the Chicken Inn staffer.

Contacted for comment, a Simbisa Brands official said a lot of orders for Chicken Inn had been placed on Tuesday, but not by Ginimbi.

“On Tuesday we had a lot of orders for the Peace Festival at the National Sports Stadium. These orders were made at different branches and were way more than the purported 1 000 2 piecers,” said the official.

Ginimbi, earlier this week showed off while he was facing serious fraud charges as he bailed out up to 50 people whose cases are still pending at the Harare Magistrates Courts. Their bail fees ranged from $50 to $500.

He said he did this because of the bond that he created with the inmates during his four nights in cells.

“I looked at them (inmates) when I was arrested and slept there (remand) for four nights. I think some people who’re there don’t have money for real.

“People are struggling to pay amounts like $20 and $50 and stay there forever. I found it in my heart to pay for them and I’m considering doing this monthly, well at least for those who have fees which range from $ 20 to $100.”

To celebrate the release of the Club Sankayi owner and Liquor Boyz boss, an All Khakhi party had been arranged last Friday as Ginimbi’s friends were convinced he would be released then.

Asked if this party would still be held, Ginimbi, a well known party freak said he was not interested in partying.

“There’s nothing to celebrate because I don’t know why I was arrested in the first place. So I have nothing to celebrate,” he said.

However, the socialite’s fans have launched what is being referred to as the “Free Ginimbi” Movement through branded T-Shirts which they are posting on social media.

Comedians such as Mai Titi and social media sensation – Tatelicious also recorded video clips pleading for the release of Harare’s top entertainer also known as “My Guy”.

Zimdancehall chanter, Seh Calaz, not to be outdone, dropped a song titled Gadzirisai (Free Ginimbi) where he advocated for Ginimbi’s release.

Allegations against Ginimbi who was arrested in Harare last Thursday are that between February 2009 and May 2016, his company Piko Trading Private Limited misrepresented to the Zimbabwe Revenue Authority (Zimra) that it made total sales of $2 777 678, inclusive of Value Added Tax, when in actual fact the company had made sales amounting to $9 092 951.

To that end, Zimra suffered a prejudice of $417 940. He is also being accused of evading tax with Zimra suffering a total prejudice of $3 468 949.

As part of his bail conditions, Ginimbi was ordered to surrender his passport to the clerk of court and report twice a week at CID Frauds.

Gvt Shoots Down 300% Hike In Uniform Prices

 

Government has shot down proposals by textile firms to hike prices of school uniforms by a massive 300 percent.
This comes after uniform prices went up by as much as 440 percent last month.
Addressing a government-hosted indaba on prices with business leaders on Monday, Industry minister Mangaliso Ndlovu revealed that some players in the textile industry were pushing hard to increase the prices again.
“This last proposal was inspired by a
conversation that I had with someone from the textile sector who told me that we should expect school uniforms to rise by no less than 300 percent next year,” Ndlovu said.
“They said that, as manufactures, they had not increased prices but from dispatch up to the last person who buys the product, prices were rising exponentially,” he said.
The minister, however, stressed that government will not countenance unjustified increases.
“We are not going to allow this to continue, we need to ensure that our consumers are not left worse off,” Ndlovu said.Daily News

appeared in court for allegedly raping his maid three times at midnight on consecutive days without protection.
The accused person (39), who cannot be named to protect the identity of the victim,appeared before Bulawayo magistrate Mrs Adelaide Mbeure who remanded him in custody to today for plea recording.
He was facing a rape charge.
Accused person and the maid (27) both reside in the same house in Bulawayo.
Allegations are that from Tuesday to Friday last week, accused person had been sneaking into his maid’s bedroom and raping her.Prosecuting, Mr Mufaro Mageza said: “On November 14 this year at around 12AM, accused person went into his maid’s bedroom and sneaked into her blankets.
When he was asked why he was doing that he apologised.”
“The accused person pulled up complainant’s skirt and had unprotected sex with her without her consent and went back to his
bedroom”.The next day around 12AM, accused went to complainant’s bedroom wearing his
undergarment only. He sneaked into his maid’s blankets and raped her again once without protection.
The court heard the following day accused person did the same thing.
“On Friday, the next day accused person did the same until complainant told her sister,” said the prosecutor.
The court heard complainant’s sister advised her to report the matter to the police. The matter was reported leading to accused’s arrest.State media

Shock As Man Kills Son-in-law For “Neglecting” Daughter

 

A 46-YEAR-OLD man allegedly killed his son-in-law accusing him of neglecting the welfare of his daughter.

Wellington Zhuwaki of Chinamhora was denied bail when he appeared before Harare magistrate Rumbidzai Mugwagwa charged with murder.
The matter was remanded to December 4.
Allegations are that the accused Zhuwaki went to the now deceased’s place of residence Timothy Chinyani.
Upon arrival, he accused Chinyani of neglecting his ill wife whom he was taking care of.
He went on to assault Chinyani with a stick all over the body.
The now deceased was found dead on November 18 after the attack.
Witnesses who were also assaulted during the attack are set to testify in court.

The Ministry of Information, Publicity and Broadcasting has spoken on Family Federation for World Peace and Unification’s leader Hak Ja Han Moon’s visit to Zimbabwe.

Moon is the wife of the late Sun Myung Moon, founder of the Unification Church. The self proclaimed messiah passed away at 92 in 2012, leaving Hak Ja Han Moon as the church leader.
The Zimbabwe Council of Churches (ZCC) issued a statement discouraging the Christian community against attending the Peace and Family Festival set to be held in Harare tomorrow.

Zim Man Kills 7 Family Members In SA, Court Papers

A man suspected to be Zimbabwean was arrested in South Africa for reportedly killing seven members of a South African family after raping three of them.

The man (27) allegedly introduced himself to the Khoza family based in Vlakfontein, south of Johannesburg via Facebook, by claiming that he was a long lost relative by the name of Sibusiso Khoza.

Media reports in South Africa say after introducing himself to the family, Khoza raped three members of the family before murdering three women and four children with the aid of an accomplice, Fita Khupe (61).

The family members were reportedly discovered buried under mounds of soil inside their home in Gauteng after neighbours complained of a stench.

Reports said Khoza was arrested in Mpumalanga‚ near the Lebombo border post‚ where he was found in possession of bank cards belonging to two of the victims while Khupe was arrested in Dobsonville, Soweto.

They are both facing seven charges of premeditated murder and the pair is expected to appear in the Lenasia Magistrate’s Court on Tuesday.

According to the reports, the case was postponed from Monday last week after the lawyer representing Khoza, Makau Sekgatja, told the court that his client wanted to apply for bail.

Khoza and his co-accused, Khupe, are being accused of killing seven family members, including three women and four children.

A police representative in Gauteng province Captain Mavela Masondo told TimesLIVE confirming the arrest of the duo. Prosecutors say the murder was a “well-orchestrated” crime.

TimesLIVE also reported that one of the murdered women‚ Nomfundo Khoza‚ had sent frantic WhatsApp messages to her family moments before she died‚ but when they phoned back‚ there was no answer.

Police discovered the bodies on October 29 after neighbours reported a stench‚ leading authorities to the bodies of the three women and four children.

Zimbabwe’s Consul General to South Africa Batiraishe Mukonoweshuro yesterday said he could not comment on the issue since the case was before the courts.

He, however, said the man could be from Mozambique since he was caught close to the South Africa/ Mozambique border post.-state media

I Didn’t Commit Any Crime – Kasukuwere

Former Cabinet Minister Saviour Kasukuwere, who is facing four counts of alleged abuse of office, yesterday made an application for exception on all the charges as he believes that he did not act criminally in any way.

Kasukuwere’s counsel led by Mr Charles Chinyama, who was instructing Mr Thembinkosi Magwaliba, filed the application in terms of Section 170 (1) as read with Section 171 (1) of the Criminal Procedure and Evidence Act which states that one can apply for exception if the charges are not displaying an offence before the court.

Magwaliba argued that Kasukuwere, in his capacity as a minister had the power to allocate land, therefore, there was no deviation from his powers when he awarded the tenders as he did.

He also said that if there was a procurement contract that was signed, it would have been signed by an accounting officer.

Since Kasukuwere as a minister could not legally be the accounting officer as well, it means that he did not breach the Procurement Act as suggested in his charges and in fact the accounting officer should be the one being questioned, said Mr Magwaliba.

The State said that they needed time to respond. Presiding magistrate Mr Hosea Mujaya rolled the matter over to November 28.

Kasukuwere is facing four charges of abuse of office emanating from the time he was Minister for Youth Development, Indigenisation and Empowerment and that of Local Government, Public Works and National Housing.

In the first count, Kasukuwere is accused of flouting tender procedures when he awarded Brainworks Private Limited — owned by Mr George Manyere — a contract to do brokering services and financial advisory to the Government on indigenisation.

Allegations are that the appointment of Brainworks was inconsistent and contrary with the nature of his duties.-state media

Alleged “Fraudster” Who Robbed Sandra Ndebele Appears In Court

A woman from Emganwini suburb, Bulawayo who allegedly defrauded musician Mrs Sandra Ndebele-Sibindi of $100 000 in a suspected illegal money changing deal that went sour, appeared in court yesterday.

Lindiwe Moyo (48) connived with Amanda Onwuchukwu and Simanga Gwemende and allegedly swindled Mrs Ndebele-Sibindi of $100 000 before alleging that she lost the money to three suspects — two men and a woman — who had offered her a lift from Beitbridge to Bulawayo only to speed off without her after they had taken a recess in Colleen Bawn.

The money was in a suitcase. Onwuchukwu and Gwemende are still at large.
Moyo appeared before Bulawayo magistrate Ms Adelaide Mbeure charged with fraud. She was remanded out of custody to December 14 on $300 bail. As part of bail conditions, she was ordered to reside at her given address and to report thrice a week at ZRP Commercial Crimes Division in Bulawayo.

Moyo was also ordered to surrender her passport to the clerk of court and not interfere with State witnesses.

Prosecuting, Mr Mufaro Mageza, said on October 12 this year, Moyo allegedly ganged up with Onwuchukwu and Gwemende and hatched a plan to defraud Mrs Ndebele-Sibindi of her money.

“The accused person and her accomplices misrepresented to the complainant that they were in a position to source foreign currency for her. The complainant gave the accused person $100 000,” said Mr Mageza.

It was not mentioned in court papers how the accused person and her accomplices intended to source the foreign currency.

It is however, a punishable criminal offence to illegally deal in foreign currency.
The court heard that upon being given the money, Moyo and her accomplices failed to source the foreign currency and hatched a plan to file a false report at West Nicholson Police Station purporting to have lost Mrs Ndebele-Sibindi’s money to robbers.

Moyo alleged that she lost the money while bringing it back to Mrs Ndebele-Sibindi who wanted it.
She said she lost the cash after people who had offered her a lift from Beitbridge sped off leaving her behind in Colleen Bawn.

“The report was later proved to be false and the accused person was charged and convicted for making a false police report. As a result of accused person’s actions, the complainant suffered actual prejudice of $100 000 and nothing was recovered,” said Mr Mageza.

The matter was reported to the police leading to the arrest of Moyo while her accomplices are still on the run.

Moyo is being represented by Mr Admire Zvongouya of Liberty Mcijo and Associates.
President Emmerson Mnangagwa has used temporary powers to enact a new law that will see illegal currency traders being sentenced to up to ten years in jail, while ill-gotten wealth will be confiscated.
Under regulations that come into effect last week, Government will track unexplained movement of money in the financial system.

President Mnangagwa’s intervention, which involves amending the Exchange Control and Money Laundering and Proceeds of Crime Acts, is through constitutional provisions of the Presidential Powers (Temporary Measures) Act.

Parliament needs to approve the law within six months to make it permanent.
The new law prescribes a maximum 10-year custodial sentence for illegal currency traders, and authorities will be empowered — through the Unexplained Wealth Orders Statute — to confiscate ill-gotten wealth.

The President recently said police investigations have proved that illegal money changers operating from the streets were just pawns in the black market scheme.

He said wanton illicit currency deals have disturbed the economy resulting in massive market failure, manifesting in complete collapse of the pricing framework for virtually all commodities. – state media

Maziwisa Loses High Court Case

The High Court has thrown out an application by television personality Oscar Pambuka and former Zanu PF MP for Highfield Psychology Maziwisa to overturn a decision by the Magistrates’ Courts to be put to their defence in the ongoing fraud trial.

Maziwisa and Pambuka are accused of defrauding Zimbabwe Power Company (ZPC) of $12 650.

Magistrate Lazini Ncube dismissed their application for discharge at the close of the State’s case and ruled that they should be put to their defence, but they approached the High Court, challenging Ncube’s ruling.

A High Court judge ruled that there is nothing improper about Ncube’s decision and they should go back to court and defend themselves. The defence case failed to proceed yesterday after the duo’s lawyer, Jonathan Samukange travelled to Namibia for a Supreme Court hearing.

Chamisa Snubs Montlante Commission

MDC Alliance leader, Advocate Nelson Chamisa was in no show at the on-going proceedings of the enquiry into the 1st of August violence that claimed the lives of six people.

There were high expectations that Chamisa was going to testify as evidenced by the number of people who came to witness the proceedings.

The spokesperson for the commission of inquiry, Mr John Masuku said they are still waiting to hear evidence from him before the end of the enquiry.

Nine people however testified from morning until end of day this Wednesday.

First to give evidence was Mr Thokozani Maphosa, the husband of the late Sylvia Maphosa who died on the 1st of August.

“My wife alerted me of gun shots in the central business district..I last spoke to her at around 3.30pm before receiving pictures of her lifeless body later in the day,” he testified.

Paddington Japajapa also took to the stand and said he witnessed the shooting and killing of two people.

Japajapa however denied there were protests or demonstrations in town on the day

Jim Kunaka was another witness who indicated that he had a pending case in court and could not answer certain questions.

He attacked one of the commissioners, Professor Charity Manyeruke, accusing her of being conflicted.

Also to give evidence was Shadrack Mashayamombe.

Parirenyatwa Hospital Director Clinical Service Dr Noah Madziva, Mortuary Supervisor Sarudzayi Madyamhuru and Constable Last Bright Kapingidza gave evidence on how the body of Brian Zhuwau was dumped at the hospital mortuary.

The hearings were characterised by a lot of interjections from the gallery and the chair of the commission stood up on several occasions to control the situation.

Mnangagwa Ballistic Expert Says Harare Gun Shots Were From Small Fire Arms Possibly Fired From ZCTU Offices

Correspondent|A government ballistic expert has alleged that bullets fired during Zimbabwe’s post-election violence were from small arms.

ZRP Officer Commanding Ballistics Superintendent Tsitsi Paradzai was giving testimony to the Kgalema Motlanthe led Commission of Inquiry into Zimbabwe post-election violence.

Paradzai, the ballistic expert who is also the head for the CID’s Forensic Department, told the Commission of Inquiry that from her conclusion the bullets used during the violence were fired from small arms.

“We cannot pick which calibre because all the holes had been tampered with,” she said. After saying that, there were protests from people attending the hearing causing the chairman of the hearings, Motlanthe to appeal for order.

Paradzai, who has been working for CID since 2005, explained that what according to them, small arms includes shotguns, pistols and rifles. She clarified that an AK47 is a rifle and also classified as a “small arm”.

The expert said the cartridge from a small arm falls closer to the person who fired the gun. She said those who claim they found cartridges at ZCTU Offices Second Floor office must explain where they got them from as it might mean that the person who fired the gun was in that office.

Paradzai said evidence, that is, bullet holes, at City Centre car park had been tampered with when they visited the crime scene. They, police, also saw a Barclays bus which had a bullet hole. There was also a victim, Adrian, who was shot but had been operated and healed.

By Farai D Hove| The female fraudster, who is the spokeswoman of Thokozani Khupe’s political outfit, was on Wednesday evening rubbished by her boss, Obert Gutu.

Masarira had on Tuesday run a claim that she has evidence of MDC youths getting military training in Serbia so they can burn properties in Zimbabwe. She claimed this is what explains the current spate of fires happening across the country.

Masarira is the party spokeswoman, and Gutu appeared to have systematically taken over her role.

But responding on the matter, Gutu dismmised her saying there is no evidence. He responded on his Twitter handle saying the, “Official position of the MDC-T is that we don’t have any concrete information and/or evidence as to what may have caused the recent spate of fire outbreaks in Zimbabwe As such,we don’t hold anyone responsible until full investigations are carried out by responsible authorities.”

High Court Retains Sanity Orders Pambuka And Maziwisa To Stand Trial

THE High Court has thrown out an application by television personality Oscar Pambuka and former Zanu PF MP for Highfield Psychology Maziwisa to overturn a decision by the Magistrates’ Courts to be put to their defence in the ongoing fraud trial.

Maziwisa and Pambuka are accused of defrauding Zimbabwe Power Company (ZPC) of $12 650.

Tsvangirai Clears Air On Alleged $10m Harare Water Scum

Correspondent|Glen View South MDC Alliance legislator Vimbai Tsvangirai-Java has cleared the air on corruption allegations that has been dogging her for more than five years through media reports.

In 2011, Harare City Council allegedly awarded a water treatment contract multi-million dollar water purification project to Tsvangirai and her husband Apostle Batsirai Java.

Allegations were that that the couple owns Australian-registered company which deals with water purification services, approached the city council for a tender to purify Harare water.

Speaking in an interview on Wednesday,Tsvangirai said she approached the Harare City Council in good faith.

“I approached the Harare City Council with my proposal and underwent all the testing processes with the Standard Association of Zimbabwe.

“The city council engineers also tested the chemicals and we all agreed that we will be given a procurement order valid at $212 000 for a pilot test,” she explained.

Investigations established that Tsvangirai actually toured Sydney with the Harare City Council Water department officials with a written Cabinet authority as is required at law.

“We were told that after the visit the city council would then give us a procurement order as a pilot test,” she said.

“The cost was to be $212 000 and our services wold have cut city council budget on water purification by 50%,” she said.

Tsvangirai Java said her company did all the necessary tests with the Standards Association of Zimbabwe as well as with the City of harare technicians which were successiful.

However, she said after all the tests were done city council never called her for further development and she suspects politics was at play. The whole deal had been passed by a Full Council Resolution rendering it an ‘above board’ arrangement. Tsvangirai said politics came into play as she was accused of being favoured as the late MDC leader Morgan Tsvangirai’s daughter and the deal failed to materialise.

Despite the deal having failed to materialise, she said, her enemies and political foes still allege she was given a US$10 million tender and failed to deliver the services.

Chigumba In No Show For Her Sex Twitter Case.

Own Correspondent|Zimbabwe Electoral Commission (ZEC) chairperson Justice Priscilla Chigumba failed to appear before the Harare Magistrate’s court on Wednesday in the matter in which social commentator, Tawona Shadaya, allegedly retweeted a tweet from a fake account purporting to belong to her.

Through his lawyers, Shadaya (25) had put the State on notice. He has indicated that on November 27 he will make an application for refusal of further remand. Shadaya (25) who was arrested after re-tweeting a post from a fake Priscilla Chigumba account successfully made an application to change his guilty plea.

He is being charged with criminal insult after retweeting a message purportedly belonging to Chigumba in August. Shadaya appeared before Harare magistrate Rumbidzai Mugwagwa and was remanded to November 20.

The State led by prosecutor Sebastian Mutizirwa indicated that it would serve Chigumba with the State papers so she can testify in court.

Shadaya is being represented by Zimbabwe Human Rights Lawyer Noble Chinhanu. During their application for change of plea Shadaya’s defence council submitted that his only crime was retweeting a tweet which he believed to have originated from Chigumba herself.

“In the event that the retweet was from a legitimate account, then there is no offence to talk of, he would have simply repeated what Chigumba would have said and that is not an offence.

“He is not facing charges of creating the ‘fake’ account and tweeting anything under the guise that he is Chigumba, all he did was simply retweet what had been said and he did not edify the message.”

It is the State’s case that sometime in August, an unknown person created an account in the name of Chigumba, the complainant in the case.

In the same month Shadaya allegedly retweeted an offensive message from the account. It is alleged that his conduct soiled Chigumba’s dignity. Chigumba was allegedly alerted by a friend who came across the message on Twitter. She, however, denied having a twitter account.

Shadaya initially pleaded guilty indicating that he had been drunk when he made the retweet.

Pressure Group Disappointed By Mnangagwa’s Failure To Implement Key Reforms

 

Terrence Mawawa|The Zimbabwe Human Rights Association (ZimRights) has said that nothing has changed since former President Robert Mugabe vacated office. Mugabe was pushed out of power in
November 2017 after the military intervened in ZANU PF’s succession battles. The military placed Mugabe under house arrest and he resigned after Parliament began proceedings to impeach him. President Mnangagwa took over a few days later and has been singing the mantra ‘Zimbabwe is open for business’. However, little has changed for the betterment of ordinary people’s lives. ZimRights director Okay Machiya said:”
I don’t think there has been any
improvement. There has been a
number of abuses we did not expect
from the new administration
epitomised by the August 1 shootings of ordinary citizens. There is nothing to celebrate.

Tsitsi Masiyiwa Challenges Taboo That Prohibits Marriages In November

 

Terrence Mawawa| Prominent philanthropist and wife of Econet founder Strive Masiyiwa, Tsitsi Masiyiwa says that there is nothing wrong with marrying or renewing marital vows in the month of November.

Culturally it is considered a taboo to get married in November, such marriages are doomed to fail according to tradition.

Expressing her views on Twitter,
Masiyiwa said :”Zimbabwe it’s okay and acceptable to get married in November. It’s perfectly acceptable to renew your marriage vows in the month of November. “So remember this and keep it firmly in mind: The Lord is God both in heaven and on earth, and there is no other.” Deuteronomy 4:39.”

ZIFA Clears The Air On Warriors’ Mid Air Scare

Terrence Mawawa|Warriors were involved in a scare when the plane they were on experienced “unexpected turbulence” on their way back to Zimbabwe.

However Zifa communication manager Xolisani Gwesela has said the team is safe and has rubbished rumours of a plane crash.

The incident is believed to have happened between Sierra Leon and Ghana.

The national team was coming from Liberia following their Afcon qualifier which they lost 1-0 on Sunday.
