Although he himself was not present at the time, the man’s workers were reportedly beaten up and kicked off his Chipinge farm.

Chinguno in the below interview revealed to ZimEye that he had fled to South Africa following the Operation Restore Order “coup” of November last year.
He said upon returning to Zimbabwe he found himself involved in a tussle with an army colonel who wants to take his farm as punishment for supporting the former First Lady Grace Mugabe.
Just an hour after making the report, the man was arrested at Mutare Police station over a different matter.
A source revealed to ZimEye.com “it is in connection with the Chipinge Stands case,” shortly after the arrest.

A ballot-mediated pronouncement and confirmation that what started in the portentous month of November 2017, must now be placed onto a democratic plinth, so it “flowers” into a full-blown Second Republic.
A nod and an endorsement that a post-Land Reform Programme Zimbabwe must now engage and re-engage in order to belong once more, and of course to recover, grow and develop its economy yet again.
Indeed, an expression of confidence that Zimbabwe’s economic recovery, growth and development rests on its great people and resources, guaranteed by a mature, stable, enlightened and incorruptible leadership that delivers jobs and better living standards to all Zimbabweans.
But for all that to happen, Zimbabwe needs a world which is safe and supportive. For that key reason, President Mnangagwa’s emphasis has been on engaging all nations of means and goodwill, be they traditional allies, lost partners or entirely new ones.
The net has been cast very wide and the catch is proving plenteous already, quite promising in the longer term.
Foremost among nations of goodwill are those countries which stood by Zimbabwe, both before and after Independence. These continue to stand by it, but happily now offering more beyond politico-military support and/or solidarity linked to the struggle and soon after.
Today these countries, mostly found in Asia and Europe, have become nations of vast means, having phenomenally transformed themselves into leading global economies and techno-innovators.
Their transformation thus delivers vast opportunities for Zimbabwe in its quest to recover, grow and develop rapidly.
Thankfully, President Mnangagwa fully realises that these old allies are now new economies, new systems, new nations with new values, and under new leaderships.
Zimbabwe cannot engage on old parameters and affinities.
She needs new frameworks for new, transformative partnerships, while promising a mature leadership that assures stability and security, and which can be trusted.
All this was quite apparent during his last visit to China, from which huge foreign direct investments have begun to flow. But these old allies are now highly corporatised, and do require and expect a pro-business leadership that understands the market and that knows that economies run on trust and confidence.
For that there is no room for fickle policy shifts, or for hide-bound ideologues who see the world in stark tones of black and white.
Today’s world is vastly converged, which is why there is much of the East in the West, much of the West in the East, and both East and West in the South. The era of Cold War-type clientele politics is much diminished, if not over. In today’s highly corporatised politics, nations do hunt for good bargains, often crossing old boundaries, affinities and even enmities. Much more, the way to retain old affinities is to engraft onto them new interests, values and outlooks, something pre-November Zimbabwe found insuperably hard to do.
For reasons of history, Zimbabwe’s traditional development partners largely drew from the West, while going beyond that world to include pro-Western polities from all climes all around the world. But the bloc was the West, which became either openly hostile, or indifferent to Zimbabwe as she embarked on her needful Land Reform Programme from 2000.
Today, the Land Reform Programme is largely done, thus clearing the way for Zimbabwe to re-engage on the basis of reciprocal amity and mutual self-interest and economic gain.
Except residual fears persist in that camp, which is why proper, internationally rated polls have been made a key benchmark for rapproachment with the West. Zimbabwe has to deliver free, fair and credible elections, and all eyes are on ED.
That makes him less of a candidate in the current plebiscite, more of an interlocutor for the watchful Western world which places all responsibilities for that on him.
For the West, it is no longer about the outcome of the polls. They know it. It is about the electoral process which must meet most, if not all, international standards, thereby paving the way for substantive re-engagement.
Like never before, foreign policy today shapes Zimbabwe’s domestic politics, policies and prospects, which is why President Mnangagwa has had to be his foremost diplomat. Whatever the opposition might think, Zimbabwe’s polls are not about looking for a President; they are about assessing him.
The growing irritability in the opposition – itself a confirmation of how right the world is on the question of Zimbabwe’s national leadership – arises from this hard fact which the opposition was least prepared for.
And global sea-change on Zimbabwe did not just happen; it was earned by its foremost diplomat, and the selectively scorned Zimbabwean military establishment which endeared itself to most at home, while proving to the world that far from the archetypal African military roguery, it is a formidable keeper of the peace, indeed a force for constitutional good and an orderly democratic transition never seen before on the continent.
ED is much watched. He knows it. Beyond and above all, he knows that playing party politics does not excuse him from offering national leadership which is awaited.
In respect of the latter, it has been a series of seemingly small acts, but all of highly symbolic import in terms of presaging the political ethos the world must expect, post-July 30.
From Operation Restore Legacy, which mobilised Zimbabweans across their seemingly unbridgeable political divide; past the surprising visit to, and support for, Morgan Tsvangirai, the ailing opposition leader; right through to his overriding his own political party and security establishment to give a go-ahead to the opposition demonstration against the Zimbabwe Electoral Commission, ED continues to confound many by exhibiting a democratic cast quite unknown and uncommon to the Zanu-PF leadership of the past.
He hardly fits the block off which he is chipped. This makes him his own man. Today he assures both those at home and abroad that Zimbabwe under him is a land of secure democracy, and full human rights.
Ironically, it is political noise which validates this assurance; for there is no noisier tribute to his democratic temperament than the fact that today he is pitted against 22 other contestants of all shades and temperaments, and against more than 125 political parties.
You can’t miss contended democracy’s happy, blooming petals.
In terms of the ongoing campaign for the harmonised polls, one cannot help but notice the pervasive positive energy which has overtaken toxic politics which dominated our land only a short seven months back.
Peace and order largely prevail in the land, except in some small opposition quarters where the so-called “vanguards” might have caused an incident or two against their own, none of which is serious enough to get the world to anxiously wondering.
The firmament of peace largely holds. A great peace, a great order, which is a carry-over from the amazing days of Operation Restore Legacy. Under the operation, Zimbabwe showed the stunned world it could carry out its own “French Revolution”, but without storming the Bastille, without inventing a guillotine, without beheading a King, nay, without unleashing a Jacobin aftermath.
Measured against our electoral past, you hardly believe we are in an election season, what with the prevailing tranquil calmness, and all this new-found political environment where political canvassing unfolds so unhindered.
What was unthinkable this time last year, has become thinkable, nay, livable in E.D. 2018!
More surprising is the positive, issue-based campaigning ethos which ED has commissioned in the land, and which the opposition, all along wont and wedded to negativity, is struggling to match. All this drives home a key point: in any polity, the electoral mood and outturn depends to a large extent on the temperament of the incumbent and his party.
In a way this indicts pre-November 17 Zanu-PF, while burdening the new dispensation with great political expectations between now and in the long future. ED has disciplined politics inside his Zanu-PF party in order to temper national politics for peace and tolerance.
In every epoch – we can now say – the politics of the ruling party become the reigning politics in the national election! Should there be any departure from this norm of peaceful polling, the world will know who to convict.
How has this all changed? Well, simply by not allowing electoral expediency to outrun epochal responsibilities. Talking to him and watching him weigh and decide on issues, I get the sense that ED knows history will judge him by how well he ushers in and consolidates the Second Republic, never by how easily he is confirmed as Zimbabwe’s second elected Executive President after July 30.
He will be judged on his success in ending Zimbabwe’s costly isolation.
He will be judged on his success in reinventing a new, uniting ethos for Zimbabwe, after a long spell of highly toxic and polarising politics. He will be judged on his success in building into national liberation politics of open democracy and human rights.
Above all, he will be judged on his success in recovering a battered economy, thus giving the Second Republic a secure footing for its entire citizenry.
It is this last concern which has shaped his electoral politics, thus endearing him to the voter who is set to confirm him on July 30 so the elusive jobs can finally be got from a recovered and growing economy.
While his rivals bicker with each other, picket and file vexatious writs against ZEC, he quietly re-opens disused mines, cuts bright ribbon on new factories, delivers livestock, empowers communities, meets and motivates investors and, above all, contemplates reshaping Zimbabwe after July 30.
Happily the economic beast is beginning to stir, suggesting his plan for Zimbabwe does work, and is beginning to bear fruit.
His maiden five-year term after July 30 will mark the birth of the Second Republic, which must occupy the higher end of the middle-income band, its well-educated and skilled citizens daily going to work, leading healthy, secure lives, all in a well-infrastructured country which gets internationally acclaimed as a respected and incorruptible member of the global family of nations.

Most Zimbabweans have reacted positively after companies were urged to consider paying their workers’ salaries using the Ecocash Payroll system.
This will help ease the bank queue problems prevalent in the country every month, Econet said.
Thousands of workers yesterday waved the thumb of approval to the proposal.
The Econet Wireless Zimbabwe group chief executive officer Douglas Mboweni said, “our observation has shown that disbursing staff salaries through banks forces them and their families to spend long periods of time standing in bank queues to access their money. Whereas if we disburse it directly to them, via EcoCash Payroll, they can decide for themselves how much they want to transfer to their banks.
“…For example, payments to farmers are being done using EcoCash — to the Grain Marketing Board, Cottco and the tobacco auction floors and too much of the agro and processing industry. NGOs have also been using EcoCash for the past four years to carry out aid-related disbursements to individuals, in mostly rural areas.”

Four Zesa employees have been hospitalised after they were severely burnt following an explosion that occurred while they were working on an electric fault in Bulawayo’s city centre.
The incident occurred at around 11AM on Wednesday morning while they were working on a circuit breaker behind Zapalala Supermarket which is located along Herbert Chitepo Street between Leopold Takawira Avenue and Sixth Avenue.
The injured were identified as Zwelitsha Tshuma (50), Trust Ncube (27), Ananias Ngwebu (53) and Tracy Dliwayo (26).
Bulawayo chief fire officer Mr Richard Peterson confirmed the incident.
“We can’t immediately confirm what transpired but an explosion is suspected to have occurred, injuring three men and a female in the process.
“They all sustained varying degrees of burns and were rushed to Mater Dei Hospital where they are being attended to,” he said.
Zimbabwe National Liberation War Veterans’ Association Bulawayo provincial chairperson Cde Cephas Ncube, whose son, Trust is among those who were burnt in the explosion, said he could not immediately comment as he was in shock.
No comment could be obtained immediately from Zesa.
Meanwhile, the second suspected copper cable thief who was seriously burnt in an incident that killed his alleged accomplice on Monday night has also died.
Norman Moyo, 22, sustained severe burns while his accomplice Elmon Ndlovu died at the crime scene as they were stealing the cables in Nkenyane along the Bulawayo-Nkayi road.
Bulawayo police spokesperson Inspector Precious Simango confirmed that Moyo had succumbed to the burns.
“I can confirm that we received information to the effect that the suspect who had severe burns died at Mpilo Central Hospital where he was admitted in the early hours of today (yesterday),” she said.
Insp Simango warned the public against tampering with Zesa infrastructure as it was dangerous and illegal.
Theft of copper cables has been on the rise in recent years, with Government saying it has led to delays in implementation of projects as a lot of money is lost replacing them.
Some vandals have been jailed while others have died while attempting to steal copper cables.
Sometime last year, an unidentified man was found dead hanging on an electric pole in Queens Park East suburb after being electrocuted by an 11 000-volt power line.
Last month, two other people were sentenced to 20 years in jail for stealing Zesa cables worth $1 925 from a power line in Figtree.
In February, three Bulawayo men were each sentenced to 10 years in prison for stealing Zesa copper cables in Figtree.— state media
By Dorrothy Moyo| Despite bitter protests from millions of Zimbabweans against former Education Minister Lazarus Dokora’s dodgy educational curriculum, President Emmerson Mnangagwa’s administration has moved to pressurise headmasters on implementing it.
Dokora was the ugliest face in former President Robert Mugabe’s government on education and he led one of the most worst managed ministries in the world that saw even pupils scoffing at the state. When Operation Restore Order was performed last year,
Yesterday the new Education Minister Professor Paul Mavima accused school heads of sabotaging the implementation of Dokora’s education curriculum by failing to cooperate with Government in the programme.
Officiating at the National Association of Secondary Heads (Nash) conference in Victoria Falls yesterday, Professor Mavima said Government had already suspended the tasks which were introduced through the new curriculum.
He, quoted by the state owned Chronicle paper said a review process addressing concerns that Nash members are raising now was already underway and accused the school heads of ignoring official communication from the ministry.
The association had implored Government to urgently review some sections of the new education curriculum saying some of its provisions make it difficult for pupils to proceed to tertiary education or become relevant to industry.
“It appears there was division where school heads were saying the ministry is the policy maker and they could not do anything. There can’t be a separation between you as heads and the Permanent Secretary’s office because you are the advocates for the new curriculum and your role is to help in implementation,” said Prof Mavima.
“I have heard your concerns that tasks are too many, time consuming and expensive. This shows that there is no communication because I have suspended the tasks and said I don’t want to see them until the same things you are complaining about are addressed.
“There is a process happening and we may end up with projects other than tasks. I notice you seem not to want to get communication when it’s given to you,” he said.
He challenged Nash members to continuously engage on issues affecting the education sector.
“I ordered an evaluation which I want to believe you are aware of. Some schools were randomly sampled and the team is finalising findings of which we have made recommendations,” added Prof Mavima.
He challenged teachers to play their role in enhancing socio-economic transformation in the country.
The minister said teachers hold the most important role in the transformation process to lay the foundation for an effective and innovative human capital.
He appealed to teachers to rigorously push for the implementation of the new curriculum, adding that the era of mere theoretical work was over.
Prof Mavima called for transformation of the education sector, saying the country had already lost a generation of economic development through creation of “hopeless people who can only get value in themselves outside the country.”
Nash president Mr Johnson Madhuku said school heads were not aware of some of the developments done by the ministry.

By Paul Nyathi|The Bulawayo Magistrates court has issued a warrant of arrest on the Thokozani Khupe led MDC-T Chairman Abednico Bhebhe on charges of violence.
Bhebhe was due to appear at the magistrates court on Thursday but failed to turn up and with no communication to the court. His absence from court led to the magistrate issuing a warrant of arrest on him.
Explaining his ordeal to the media on Thursday. Bhebhe claimed that he failed to make it to the court after his car broke down on the way to the courts from a campaign programme in Nkayi South.
“I will go and hand myself over to the court and explain why I failed to attend,” said Bhebhe.
By Paul Nyathi|The Zimbabwe Electoral Commission, ZEC, has failed to provide candidates outside Harare with the voters roll seven days after the sitting of the nom8mation court.
Candidates in Matabeleland South and North who spoke to ZimEye.com said that the ZEC provincial offices in the provinces are referring anyone in need of the voters roll to go and collect it from the ZEC Head Office in Harare.
Gwanda Central constituency contesting candidate for ZAPU, Cannicious Nkala told ZimEye.com that the ZEC offices in Gwanda claim that they do not have the voters roll at their offices and is referring them to the capital city about 500km away.
“Its very disturbing because ZEC should have provided us with the voters roll before the nomination but up to now we still can not get the roll locally but being told to go to Harare,” he said.
An official with the ZEC offices in Bulawayo said that the voters roll will be made available in the provinces soon but those in urgent need of the roll can get it from Harare.
ZEC Chairperson Priscilla Chigumba has been on the media insisting that the voters roll is now readily available for anyone interested in having it.
The national voters roll is selling for $20 at the ZEC offices in Harare and $2 for a ward voters roll. Nominated candidates have a right to one copy of the voters roll for free.

Officially launching Classic 263, ZBC board of directors deputy chairperson Dr Cleopatra Mutisi applauded the national broadcaster for this noble initiative which has come at a time when Zimbabwe is geared for next month’s harmonised elections.
He added that Classic 263 will be chanelled towards the promotion of peaceful dialogue that foster unity among Zimbabweans.
ZBC Chief Executive Officer Mr Patrick Mavhura said the initiative was borne out of the select research conducted in 2015 coupled with feedback from audience.
“This product is for you…you spoke we listened. This is a vibrant exciting engaging and progressive station just as you asked,” he said.

Jaison Matewu Manonge who won the primary election in Buhera West said local villagers should vote for the MDC Alliance in memory of Tsvangirai.

A senior Zanu PF official in Buhera South Constituency has vowed to stand as an independent candidate despite being instructed by the Office of the President to withdraw his candidature.
Party sources said Ngonidzashe Mudekunye will take on Zanu PF’ s Joseph Chinotimba in the July 30 plebiscite.
A member of Mudekunye’ s campaign team yesterday declared that the disgruntled ruling party official would stand as an independent candidate.
“Some war veterans are intimidating Mudekunye but the truth is he will stand as an independent candidate.
We also received a directive from the Office of the President.
However we will not be moved by sinister attempts to thwart democratic processes,” declared a Zanu PF official.

A Chiredzi man killed his father for allegedly having a love affair with his wife.
Lawrence Makasani stabbed his father, Makasani Baloyi with a knife.
The matter was heard before High Court Judge Justice Mawadze last week.
According to a state outline seen by ZimEye.com, Lawrence was told that his wife was having an affair with his father.
On October 22, the two were walking together when Lawrence accused his father of having a sexual relationship with his wife.
He then produced a knife and stabbed his father.After killing his father Lawrence dragged the body into a bushy area and vanished from the scene.
Lawrence did not deny that he killed his dad.

Pastor Philip of Mucheke Suburb in Masvingo said he was shocked to see Baison Mpofu’ s lifeless body hanging on a tree in his yard last week.
” I am still in a state of shock. l was stunned to hear people shouting early in the morning. I was shocked beyond belief when I saw the man’s lifeless body hanging on a mango tree in my yard.
l felt weak but l managed to alert officers at ZRP Chikato.
His girlfriend said that he once attempted to hang himself at her house,” said Pastor Mugabe.
According to unconfirmed reports the man had squandered the sum of $ 1500, which he had been given by his brother.

REHABILITATE & MODERNISE
Greetings and Protocols observed
A. Preamble: Thank you for taking time to come and hear how we in APA think about Zimbabwe’s way forward.
I am not going to follow the manifesto as laid out because I know you will go and pour over it later.
Instead, I will give you a broad rendition and framing of how we see the job at hand and the manner in which it should be addressed. In the process I will highlight the core elements of our thinking.
We as a country, confront a challenge or problem that requires a very systematic approach to solving it. So the framework that we have followed is precisely a problem solving approach.
Firstly we need to define the challenge or problem as precisely and as dispassionately as we possibly can. This is what we would term a diagnostic.
Secondly, we must respect the fact that situations come about because of prior action, or inaction for that matter. That will help us pin down the causal relationships.
Thirdly, having clarified the cause and effect relationships that brought us to where we are, we ought to be able to identify what factors we should manage out of the system in order to move in a different and more desirable direction.
Rehabilitating Zimbabwe is a project and so just like any other project, the sequencing of the solution elements is very important. The correct sequencing allows one to manage the necessary resources as economically as possible.
At best it even allows earlier elements of the solution to release resources for subsequent elements, which of course is the best place to be.
B. Diagnostic
So then, let me share with you our view of the diagnostic, but I have a feeling that just like an artist, I will be using my perspective to give you a rendition of things that are quite familiar to you.
a. Broken economy: – Our economy is broken and our population, especially the youth has no means of earning a decent livelihood.
b. Very poor service delivery: – Services to the population, i.e. education, health, water and sanitation, general infrastructure are in a very poor state or completely non-existent.
c. A damaged national psyche: – Not surprisingly, due to the abuse that Zimbabweans have borne for such a long time, a time that goes all the way back to colonization and UDI, we as a nation have internalised abusiveness! We abuse each other in debate, in rendering services such as at boarder posts, in hospitals, at the passport office, in fact at most government points of service delivery and most visibly in the way we drive on what is left of our roads.
d. As most of you will know, we are what is referred to as a pariah state. Something to be avoided, not desirable, not to be befriended, not to be associated with.
e. We have become a corrupt society: – We pay incentives, over and above the formal price, to get anything and everything done.
f. As a society we have a lot of substance abuse because of unemployment and idleness of the youth in particular.
In brief this is how I would characterize our country presently. I expect that we may have differences in some details rather than in the broad observations.
C. Causes
The next thing is to understand how we got here. In our view there is value in doing this, only if we are prepared to look at ourselves in the mirror and accept if our face is dirty so we can wash it. Clearly we will see no need to take remedial action if we are not able or prepared to see the shortcomings in what we have done.
The first thing to note is that all the ills or characteristics of malfunction of our country emanate from the failure of the economy. Sadly, though although consequential on the failure of the economy, some of these ills have now evolved into stand-alone problems such that simply getting the economy to turn around and grow will not automatically resolve the other challenges. They will need to be addressed and resolved in their own right.
It is our view that there are three things that got us here.
These are: –
a. Corruption
b. Nepotism, cronyism and patronage.
c. An inability to introspect
Corruption has deprived our nation of huge amounts of resources. As I pointed out in my debate with Ambassador Mutsvangwa, if you did a lifestyle audit on most people who have served in government to date, most of them would fail the test. They have lifestyles and assets that cannot be matched to their official incomes.
I am sure I do not have to dwell on this point except to point out the obvious; these huge leakages have deprived the country of vital resources that would otherwise have been used for investment and development.
Of equal import is the lack of meritocracy and performance management in our public sector. People get jobs, up to today in case you had not noticed, on the basis of who they know, who they are related to and who they have done favors for.
I hope you appreciate that in these circumstances there can be no performance management. You typically do not let go of your relatives and friends when they fail to perform in their jobs as we have seen ad nauseam!
Nepotism, cronyism and patronage have led to the country being run like the private property of the ruling families.
Lastly in terms of the factors that have brought us here is the inability to introspect. As I wrote and as you can imagine, rewrote this presentation, I found myself searching for some of the characteristics of successful nations.
It occurred to me that successful nations have an ability to honestly self criticize.
I suspect that arising from the war of liberation, we have developed an oversized capacity for defensiveness, to the point where we have become incapable of acknowledging our mistakes. The trouble is that as we hide those mistakes from others, we also hide them from ourselves so we cannot correct them!
Performance management fundamentally depends on the ability to review and adjust and correct mis-steps.
D. Way forward
Understanding where we are and appreciating how we got here, makes it easier to tackle the task of structuring a way forward. I hope we can all agree that the root problems have to be dealt with if we hope to rehabilitate our country.
Our biggest challenge is that we have become experts at paying lip service to most things. We get into agreements with each other and with the world at large, which we constantly fail to honor. I start with this observation because a manifesto is a promise, and yet we are now so used to promises that mean absolutely nothing, starting with a constitution we do not consider to be binding!
As The Alliance of the People’s Agenda, APA, we promise the following: –
• We will as APA stand by, firstly the constitution and secondly our promises to the people of Zimbabwe.
• We will make sure that institutions of state are not conflated with party political interests and identity.
• We will have a zero tolerance stance towards corruption.
• We will always deploy the best talents that the country has at its disposal, in other words meritocracy, in all positions of public service.
• We will practice total transparency in all situations that cannot be proven to compromise state security.
• We will not subscribe to state monopolies in the provision of any serve to the population.
• We will respect human rights in all practices.
• We will pay special attention to groups that tend to be overlooked, i.e. women, the youth and the disabled.
• Whilst appreciating the work and value of development partners, we will work to make Zimbabweans understand that developing Zimbabwe is, in the first instance, the collective responsibility of Zimbabweans. We cannot outsource that responsibility.
• We will subscribe to, and take seriously, the findings of the Africa Peer Review Mechanism.

By Own Correspondent| A Harare High Court judge on Wednesday ordered four members of the Zimbabwe Republic Police to compensate Robson Pumero, a victim of police brutality, $17 172.18 as damages for shock, pain and suffering.
Justice Pisirai Kwenda ordered the four perpetrators namely George Pukayi, Officer Gwasunda, Officer Matenga and Officer Bhunu of CID Marlborough to pay the amount in their own personal capacities.
The four perpetrators are reported to have detained Pumero in September 2017 alleging that he had played a role in the robberies committed by his former neighbour.
The officers who were drinking assaulted Pumero with beer and soft drink bottles on his hands, shoulders, ankles and knees. They then transported him to the police station where they continued assaulting him using a baton stick with a metal handle until he could not walk. Pumero was then released after two days from the police cells with no charges levelled against him.
Pumero was represented by Mr Kenias Shonhai, a lawyer at the Zimbabwe Human Rights NGO Forum.
Said Shonhai, “In the past, police officers used to hide behind the law. Our campaign is unmasking perpetrators who used to hide behind the institutions.”

To paraphrase Hitler, “the one dependable thing about MDC Alliance is that they will do something utterly stupid!” And true enough, the MDC leaders have performed the repeat button!
The Nomination Courts sat last Thursday, 14th June, to process and produce the definitive list of all these wishing to contest for the president, over 200 parliamentary seats, 89 senatorial seats and the hundreds of local government council seats in this year’s harmonised elections. The whole process was nothing but an Alice in Wonderland, a theatrical farce!
Each of the aspiring candidate is supposed to be nominated by 100 registered voters in the constituency and this is one of the things the Court officials were there to check and confirm. It turns out that the aspiring candidate were never given the voters’ roll and so they must have collected three or more as many nominees and hope 100 will be in the voters’ roll. It is not surprising that a number of aspiring candidates failed to get target figure.
One assumes that the Court officials themselves had a voters’ roll!
The law is very clear on the voters’ roll; ZEC is legally obliged to release a verified voters’ roll at least one month before nomination day. It is inconceivable that none of the magistrates or judges who presided over the nomination process, there were three or four Nomination Courts in each of the country’s ten provinces, and yet not even one of these “learned” men and women were aware that ZEC had failed to produce a verified voters’ roll timeously. Worse still, that they, like it or not, were presiding and thus giving credibility to what is clearly an illegal and farcical process.
How can the sworn custodians of the law blindly enforce one section of law, that all aspiring candidate must be nominated by 100 voters, but turn a blind eye to the blatant violation of the presenting section of same law without which the later section makes no sense? It is ZEC who should be punished for failing to produce a verified voters’ roll and not aspiring candidates. And so, it came to pass that on 14th June we Nomination Courts presiding over a process one would only associate with the Alice in Wonderland theatrical court.
ZEC has since released the voters’ roll with one caveat, the elections will go ahead regardless how serious the irregularities people find in the voters’ roll.
“The Zimbabwe Electoral Commission has failed to meet its legal and constitutional obligation to provide election materials timely with reference to the voters roll and as such it owes the people of Zimbabwe an apology rather than a mouthful of arrogance by suggesting that if they are any anomalies in the voters roll we should stomach it and raise any complaints after the election and that only an earthquake will stop the election,” wrote Jameson Timba a senior MDC leader and election agent to MDC Alliance presidential candidate, Nelson Chamisa.
This is MDC leaders doing what they do best, shoot themselves in the foot. The issue of making sure there is a verified voters’ roll is even more serious than failing to produce one before nomination day. How can these elections be free, fair and credible when people who should be on the roll are not those who should not be are, for example? In the 2013 elections, nearly one million voters were denied the vote because their details were posted in the wrong constituency. God only knows how many valid multiple votes the hooded Zanu PF supporters bussed from one polling station to the next casted that year.
It is nonsensical to say serious irregularities in the voters’ roll must be raised after the elections, to what end and purpose since the result will not change. What Timba thinks the ZEC apology will accomplish is a complete mystery! He could not have come up with anything more foolish to say than that!
“We’ve now established that the voters roll ZEC is issuing is not the final roll. Those who ‘registered’ during inspection are yet to be added. ZEC claims it will add them later,” commented Nelson Chamisa on his facebook page.
“So ZEC has given us a voters’ roll it knows is not final. Our response is coming, it will be red.”
The inspection of the provisional voters’ roll was 19 to 29th May 2018. There could not have been a few hundred thousand new voters who registered in those ten days and given there are over 10 000 polling stations and voting is strictly by polling station there will be one page of supplementary voters on each polling station. So, why is ZEC opting to produce a new voters’ roll, given it has laboured to produce the one it has just realised?
What matters here is that the voters’ roll ZEC will be using on voting day will be totally different from the roll now in circulation and, worst of all, the final roll will not be realised! So, here we go again, we are going into an election in which we, the electorate, have no clue who is in the voters’ roll, who will vote and how many times, etc.
The more one looks at these flawed and illegal elections the more shambolic and comical the whole process looks. ZEC alone has spent nearly $100 million dollars in preparing for these elections and Zanu PF, the big spender, has squandered over $4 billion; we are the poorest nation in Africa but, by Jove, we do love our farcical theatricals.
These elections are a farce and a criminal waste of time, space and treasure; President Mnangagwa should have been told in no uncertain terms that there will be no elections not until all the democratic reforms agreed at the onset of the 2008 GNU have been implemented and thus guarantee free, fair and credible elections.
“Our response is coming, it will be red!” Comes the dependably foolish opposition. Even if the MDC finally walk out of these flawed and illegal election process, one has to ask why it has taken forever before the penny finally dropped!!-

The High Court has barred Manicaland Provincial Affairs minister Monica Mutsvangwa from evicting former Zanu-PF youth leader Kudzanai Chipanga from his Headlands farm.
This comes after Chipanga through his lawyer Lovemore Madhuku filed an urgent chamber application accusing Mutsvangwa of grabbing his farm and illegally handing it over to a white farmer.
“We have agreed by consent that the status quo be restored and that Chipanga goes back to the farm and co-exist with the white farmer pending the outcome of an eviction order filed by Chipanga before a different court,” Madhuku told the Daily News after the hearing of the case yesterday.
In the urgent chamber application, Chipanga had cited Mutsvangwa, former Local Government deputy minister Christopher Chingosho, Alias Masuku, Andrew Dawson and James Chisholm as respondents.
“This is an urgent chamber application seeking in the first instance an order barring the respondents from forcibly removing the applicant from Wakefield Farm, Headlands and restoring status quo ante prior to the events of the 11th of the June 2018 which shall be narrated hereunder and in the second instance interdicting the respondents, in particular the fourth and fifth respondents (Dawson and Chisholm)from continuing to occupy applicant’s farm, which is Wakefield Farm on the instruction and blessing of the first to third respondents (Mutsvangwa, Chingosho and Masuku), without lawful right therefore,” Chipanga said in his court affidavit.
He said the farm was initially earmarked for Manicaland State University, which offer was turned down by the Higher and Tertiary Education ministry. He said the farm was subsequently allocated to him in August 2016.
“The applicant, since the date of allocation has been in quiet and undisturbed occupation of the farm. I am advised, which advise I verily believe to be true and correct that the respondents have no right whatsoever to evict me from my farm without an order from a competent court or without following due process.
“I am further advised, which advice I verily believe to be true and correct that the conduct of the respondents is only befitting in a banana republic, where the law of the jungle is the order of the day,” Chipanga said.
He said that he has proved peaceful and undisturbed ownership of the farm and has also gone further to prove legal ownership of the property.
“I am advised that for me to succeed in such matters, I have to establish a prima-facie right and that right should be under threat or there is a reasonable suspicion of the right being violated.
“I submit that from the narration I have made above, it is clear that the actions of the fourth and fifth respondents are directed at causing grave and irreparable harm on my undisputed right of occupation of my farm and only an urgent order of this honourable court can stop this manifest injustice from continuously being perpetrated against me,” he said. – DailyNews
By Own Correspondent| Vice President Constantino Guvheya Chiwenga will today (Thursday) take his campaign trail to Maranda in Mwenezi where he is set to hold a rally to drum up support for Zanu-PF and its presidential candidate President Emmerson Mnangagwa ahead of the July 30 polls.
VP Chiwenga, who since last week has been on a countrywide tour mobilising for support for the ruling party is expected to give the keynote address.
Recently, VP Chiwenga was in Zaka North where he addressed party supporters at Mutsambwe Secondary School. He also addressed another rally at Baradzana business centre in Bikita, Masvingo.

By Lionel Saungweme |Bulawayo Magistrate Sithembile Ncube has acquitted five of 12 Movement for Democratic Change (MDC-T) members charged with contravening section 36(1) (a)(b) of the Criminal Law (Codification and Reform) Act Chapter 9:23 (Public Violence).
Police (Law & Order) Department details arrested the 12, now nicknamed “the dozen” in MDC-T circles, after violence for control of the party offices in Bulawayo broke out between supporters of MDC-T President Nelson Chamisa and then MDC-T Vice President Thokozani Khupe on 4 March 2018. Subsequently, loyalists of Hon Nelson Chamisa lost control of the premises. Five vehicles and five window panes were damaged in the scuffle.
The acquitted namely MDC-T Provincial Chairman, Gift Banda, Robson Tera, Donaldson Mabutho, Sibongubuhle Sibanda and Edith Moyo are cited in court papers as accused number two, six, seven, ten and twelve. Prince Bhutshe, of Mathonsi Ncube Law Chambers, had made an application for discharge for nine of the twelve. Magistrate Ncube responded by acquitting five while putting the seven on their defence. “They have a prima facie case,” she said.
The remaining seven are Bulawayo Provincial Youth Chairman, Cllr Mlandu Ncube, Felix Mhaka, MDC-T National Youth National Secretary for Elections, Kunashe Muchemwa, Raymond Gombedza, Michael Mubasa, Takunda Madzana and Erick. They are respectively cited in court papers as accused number one, three, four, five, eight, nine and eleven.
The trial continues tomorrow.

Chinguno was arrested shortly after revealing that his farm was today raided by about 20 soldiers.
The former G40 man told ZimEye.com he was Thursday morning kicked off his farm by a well known colonel. (LIVE audio below).
Just an hour after making the report, the man was arrested at Mutare Police station over a different matter.

Party National Morgen Komichisaid that Majome got herself dismissed from the party after she opted to stand the upcoming elections as an independent candidate.
Majome last month, made a decision to run as an independent in the 2018 polls after her party allegedly imposed a young candidate Joanna Mamombe in the constituency has been the seating member of Parliament.
The MDC-T on Tuesday gave all party members who stood as independents to withdraw their nominations with the Zimbabwe Electoral Commission by end of day on Wednesday or face dismissal from the party.
ZimEye.com confirmed that Majome is amongst ten other MDC-T members who did not withdraw their nomination by end of day on Wednesday.
By Own Correspondent| The British Embassy in Harare has distanced itself from a report in The Herald purporting that representatives of the country had said the MDC Alliance was lying about failing to get a copy of the voters roll from the country’s elections body, ZEC.
John Culley, the Political Counsellor at the British Embassy in Harare revealed that he had written a letter to the Herald asking them to correct the distortions. However, the letter was neither published nor acknowledged.

“We have never said MDC (was) lying. We wrote to @HeraldZimbabwe yesterday to correct this distortion. They didn’t publish or even acknowledge our letter!”

We did NOT say that the MDC was lying in claiming that it had not been able to obtain the roll. In fact, as we said in a tweet on the same day:
“Some political parties have not received a copy of the roll. If this is a deliberate policy by ZEC this is unacceptable and we will continue to raise it. We met Nelson Chamisa last week and understood from him how crucial the voters roll is to all political parties, which is why we raise it.”

By Own Correspondent| MDC Alliance president, Nelson Chamisa has expressed concern over failure by the Zimbabwe Electoral Commission (ZEC) to avail the final voters roll claiming that those who registered during the inspection period are yet to be added to the roll.
Chamisa said his party is going to respond to this development where ZEC has availed a voters roll which is not yet final.

Chamisa’s statements come amid indications by the ZEC Chairperson Justice Priscilla Chigumba on Monday that nothing but an earthquake can stop the forthcoming election.
Chigumba said that once an election date had been proclaimed by the president, nothing would delay the polls, regardless of any anomalies.
“Anyone with queries should approach the courts for redress,” Chigumba is on record saying.

The politician told ZimEye.com he is being thrown out of his farm.

Said Mnangagwa: “Currently, we see and hear various speculations and I have no doubt that very soon the facts and reality will be known. We will only take a position when the issues are known and are factual.
But currently, we are not happy with what the media is saying. We are not sure whether it’s true or false, it’s an issue that we are examining.”
By Own Correspondent| A Harare magistrates court today granted an order compelling deputy finance minister, Terrence Mukupe to return an S7 mobile phone which he stole on the night of May 24 2017 from Newsday Journalist, Blessed Mhlanga’s wife Florence.
According to a court order glimpsed by ZimEye, Mukupe was given 6 hours to return the mobile phone which he allegedly stole from Florence at ZiFm studios when he attacked the scribe and his wife following an outburst during a live program at the station.
Mukupe walked out of the studios after degrading former finance minister Tendai Biti who was also a guest speaker in the same program by asking him whether he had taken his anti retroviral drugs for the day.
Said Mhlanga in a tweet, “The courts have granted us an order to have @tmukupe return my phone which he stole on the night of May 24, he was given six hours. Justice will be served my family won’t stop till that happens thanks to MisaZimbabwe.”

Carl ( Res Darter) was asked to accompany 2 other stakeholders to check on an unused road into a fairly remote area between Kariba and Makuti. Look what they came across on the way. Not such a beautiful sight!
This poor girl could have travelled from the Makuti side or the Kariba side with this wire or picked it up along the way or in the area she is in – we will never know. She is by water, which is about the only thing that has probably been keeping her alive.
Parks Authorities, (AWARE) Dr Lisa Marabini, Anton Newall and KAWFT are heading back there in the morning in the hopes she will still be alive and easily found, darted, wire removed and all wounds tended to.
She will also be left with food to build her strength up so she can fend for herself again.
She has a fighting chance with all of our help, as they are so resilient and we are hopeful she will then be able to make her way back to which ever girls she hangs with Kariba or Makuti side

MISA Report| Harare magistrate Richard Ramaboea has ordered deputy finance minister Terence Mukupe to return the mobile phone handset he took from NewsDay journalist Blessed Mhlanga within six hours of being served with the order.
The provisional order was issued on 18 June 2018 after Mhlanga’s lawyer Chris Mhike successfully applied for the recovery of the Samsung S7 Edge.
“Failing compliance with this order by the respondent (Mukupe), the Zimbabwe Republic Police (ZRP) is authorised to assist the Messenger of Court – Harare to extract Applicant’s (Mhlanga) mobile phone handset from the respondent if the Messenger of Court faces resistance,” Ramaboea ordered.
Mukupe was also ordered to pay costs of the application.
Background
Mhlanga was on 5 June 2018 charged with contravening Section 89 of the Criminal Law (Codification and Reform) Act arising from his alleged assault of the deputy minister
This followed the recording of a warned and cautioned statement by the police from Mhlanga at Harare Central Police Station on allegations of assaulting Mukupe on 24 May 2018 at the Zimbabwe Broadcasting Corporation (ZBC) Spot FM Highlands Studios.
The State alleges Mhlanga teamed up with his wife Florence, in assaulting the deputy minister by “pushing him [Mukupe] and pulling his jacket.” Mhlanga denies the allegation.
According to his lawyer, Chris Mhike, the journalist maintains that the State should be going after Mukupe, who allegedly and unreasonably lost his temper during a radio interview and used violence against Mhlanga and his wife.
By Tendai Guta | Rural District Councils (RDCs) countrywide are doing justice to service delivery and some of the developmental projects they are doing in an effort to transform the lives of the rural folk deserve to be applauded.
Whilst most MDC led urban municipalities are at loggerheads with rate payers over their failure to provide basic services like refuse collection, roads rehabilitation, provision of clean and safe water and repairing burst sewage and water pipes, rural district councils under the leadership of ZANU PF seem to be doing justice to that effect.
Urban councils under the watch of MDC, Harare City Council in particular, have turned the once sunshine city into a garbage and trench city due to misplaced priorities, greediness and massive corruption. Besides the issue of poor service delivery, HCC is struggling to pay its employees their salaries and workers have not received their dues since April, reducing them to destitutes and beggars.
Mutoko Rural District Council (MRDC) recently completed a piped water scheme expected to supply water to hundreds of villagers in Kawazva communal areas. The project is expected to uplift the livelihood of the villagers. Not long ago, the same council embarked on a massive housing scheme, solar electrification project as well as water and sanitation upgrade that are expected to benefit thousands of residents by the end of the year. The solar electrification project is expected to feed 10 megawatts into the national grid.
Relatedly, Mhondoro Ngezi Rural District Council has provided villagers with a unique solar powered piped water project after Government introduced programmes to ensure that rural areas receive clean and portable water.
Mbire Rural District Council has been given a green light by the Government to establish a $38,57 million sugarcane plantation in the district and a private investor, New Basic Investment is behind the initiative which is expected to create more than 500 jobs, both permanent and contract jobs when fully operational.
Some rural district councils have also embarked on rates clearance promotions aimed at lessening the burden of debt on its rate payers and encouraging residents to pay their dues. Recently, Karoi Town Council launched the promotion code-named dollar for dollar promotion which started on June 1 and will end on June 30 with a view to promoting the culture of rate paying and improving revenue inflow.
In a bid to improve health service delivery, Tongogara Rural District Council in Shurugwi built five clinics worth over $400 000. The clinics are Gamwa, Ruchanya, Totonga, Jobolinko and Batanai. Zvimba Rural District Council also built Chikeya, Arda Sisi and Mazvikadei clinics and walking distances to health facilities have been reduced. Mothers waiting shelter have also been constructed at these clinics. Several schools have been built and rehabilitated by these Rural District Councils.
Most Rural District Councils have been successfully utilising funds they were allocated by Zimbabwe National Roads Authority (ZINARA). These include Masvingo Rural District Council, Murewa RDC, Chirumhanzu RDC which has already rehabilitated tarred roads in Mvuma and currently working on roads leading to residential areas
By Paul Nyathi|The Zimbabwe Electoral Commission, ZEC, says the details provided on the electronic voters roll distributed to interested persons since Monday are enough information.
The Commission said that all other details that political parties are demanding for is personal information which can not be distributed to protect the voter.
Commissioner Qhubani Moyo said this in response to the MDC-T complaint that information supplied on the voters roll was inadequate. The opposition party Deputy Treasurer Charlton Hwende burst out on Wednesday claiming that the voters roll should include photographs of the voters.
Citing Section 9 of Instrument 85 of 2017 on the Electoral Regulations passed by parliament, Hwende demanded that ZEC provides the voters roll with the photograph of the voters.
The MDC Alliance candidate for Kuwadzana claimed that by not providing the photographs, ZEC was conniving to rig the elections as people risk being turned away at polling stations for different photographs.
“ZEC must release the full and final voters roll now or face the people,” said Hwende threatening.
Section 9 of Statutory Instrument 85 of 2017-Electoral (Voter Registration) Regulations, 2017 provide that; “The CEO shall compile a voters’ roll for each polling area showing the voter’s name, DOB, sex, ID number, physical address and PHOTOGHAPH”
Commissioner Moyo threw away Hwende’s request saying the commission can not provide the photos on the voters roll.
“On the voting day, the voters roll used will have Photos of each registered person for identification purposes. We have them& we will not throw them into public for security of the voter.The details given out are already enough.”
Jessie Majome and other candidates contesting as independents have been told they will be disciplined.
The Nelson Chamisa led MDC-T’s national chairperson Mr Morgen Komichi said the independent candidates have up to the end of yesterday to withdraw their nominations.
Komichi said, “all MDC Alliance members who registered to stand in the election as independent candidates in the House of Assembly and Council elections are advised to withdraw their nominations with the Zimbabwe Electoral Commission (Zec).
“The deadline for withdrawing is Wednesday June 20. I believe all loyal MDC-T cadres will act positively to this lawful instruction. Failure to withdraw by Wednesday, the party will be forced to take appropriate action.”
By Paul Nyathi|President Emmerson Mnangagwa takes his 2018 election campaign to Matabeleland this weekend with a schedule set for Gwanda and Bulawayo on Friday and Saturday.
Mnangagwa has previously called off at the last minute three visits to Gwanda where he was poisoned while attending a ZANU PF rally under then President Mugabe.
Mnangagwa is expected to handover about 600 heifers and cows sourced under the Command Livestock Programme to farmers at the Gwanda show grounds, before addressing a rally at Phelandaba Stadium in the provincial capital Friday.
Matabeleland South Minister of State, Abednico Ncube said preparations are at an advanced stage with all the seven administrative districts working around the clock to ensure that all the requisite resources are mobilised.
“We are very excited as Matabeleland South to host the Head of State and Government in Gwanda this Friday. We expect President Mnagagwa to address party supporters as we head for elections, as well as to hand over livestock to beneficiaries of the Command Livestock Programme,” he said.
“Like any other province, we will live to expectations, Phelandaba Stadium will definitely be filled to capacity as many people are excited to see the President and hear what he has to say. We expect no less than 30 000 people to attend this event,” said ZANU PF Matabeleland South chairman Rapelang Choene.
From Gwanda, Mnangagwa will address another rally at White City Stadium in Bulawayo on Saturday. This will be the first ZANU PF rally at the venue where former President Robert Mugabe addresses his last rally as head of state.
THE High Court has dismissed an application for leave to appeal at the Supreme Court by Prophetic Healing and Deliverance Ministries founder Walter Magaya who is challenging the decision to continue prosecuting him for allegedly raping a congregant.
Magaya, who is represented by Advocate Thabani Mpofu instructed by Rubaya and Chatambudza Legal Practitioners, in April filed an application at the Harare High Court challenging the State’s decision to continue with his prosecution in light of the complainant’s confession that she had filed a false rape report against him.
The alleged victim and prime witness in the matter, Petronellah Donhodzo Mandaza, has since sued Prosecutor-General Ray Goba at the same court contesting the State’s decision to subpoena her, arguing she is no longer a complainant in the matter having confessed to falsely accusing Magaya of rape.
Harare High Court judge Justice Emy Tsanga ruled that Magaya’s application lacks merit. She said conducting the trial, which started on April 3 this year is within the dictates of the constitution.
“The application for leave to appeal lacks merit. The legal provisions and procedures laid out in the Criminal Evidence and Procedure Act on the conduct of a criminal trial do not in any way interfere with the accused’s right to a fair trial,” she said.
The judge said there was nothing unconstitutional about the State proceeding with the trial on the basis of a reasonable suspicion that a crime had been committed.
“Applicant appears to have been led to misconstrue his right as being the liberty to do whatever he wants to do as the basis of constitutionalism as opposed to doing what is correct within the confines of appropriate procedures laid down in the law. Furthermore, whether or not his constitutional rights have been or are being violated can only be properly assessed once this court has heard the State case against him from the evidence,” said Justice Tsanga.
In dismissing Magaya’s application, Justice Tsanga said the proportionality analysis is key in deciding whether the infringements of rights complained of are either justified or unjustified.
“The court is then seized with a criminal trial and must emptively hold that the trial should not take place when the State itself says it has reasonable grounds for suspecting that a crime was committed. The trial should therefore proceed and the application for leave to appeal lacks merit and is accordingly dismissed,” ruled the judge.
Magaya in his application wanted the court to acquit him on the grounds of the confession made by Mandaza under oath.
He argued that the State had no basis to continue with the trial, saying it was unconstitutional under the circumstances.
In his affidavit, Magaya said having already pleaded to the charges, he was entitled to his acquittal in terms of section 180(6) of the Criminal Procedure and Evidence Act.
Magaya said there is also an affidavit which supports an application made by the complainant in which she states that she was never raped.
Magaya queried why the prosecution wanted to have its star witness arrested when she had filed an application seeking to be excused from testifying, saying the move was meant to violate his rights.
He argued that there are certain constitutional questions he strongly feels the High Court should determine.
Magaya wanted the court to determine whether or not the decision of the prosecution to bring him to trial amounted to harassment and in breach of the protection of the law guaranteed as encapsulated in section 56(1) of the Constitution and, therefore, an abuse of court process.
He cited several constitutional provisions in an attempt to prove that his rights were being violated.
The State, through the National Prosecuting Authority (NPA) opposed the application saying it was unprocedural. The State said the order sought by Magaya was a mockery to the criminal justice system in that he wanted a dismissal of his matter without a hearing yet he had a case to answer.

We did NOT say that the MDC was lying in claiming that it had not been able to obtain the roll. In fact, as we said in a tweet on the same day:
“Some political parties have not received a copy of the roll. If this is a deliberate policy by ZEC this is unacceptable and we will continue to raise it. We met Nelson Chamisa last week and understood from him how crucial the voters roll is to all political parties, which is why we raise it.”

New Patriotic Front presidential candidate Mr Tendai Peter Munyanduri has promised in his election manifesto to provide a balanced diet for every Zimbabwean, which includes egg, bacon and milk for every breakfast. VIDEO
Mr Munyanduri said he would also establish a Fruit Authority of Zimbabwe aimed at providing a forest of fruit trees in the country if voted into office on July 30. “If NPF manages to come into power, it will strive to provide the following: extend/improve life expectancy through (a) 100 percent access to free and quality medical/health care for every citizen in need (b) 100 percent access to a balanced diet to all citizens and food on the table for every Zimbabwean, at least an egg, beacon and milk for every breakfast,” he said.
“Access to adequate food, housing and friendly health facilities. To that effect, a parastatal called Fruit Authority of Zimbabwe (FAZ) will be established. The intention is to create a fruit forest i.e. forests of fruit trees.”
Mr Munyanduri promised to nationalise public and private firms. “We want to nationalise all indigenised and privatised companies to ensure all companies are owned by all Zimbabweans and not just a few as promoted by the Zanu-PF indigenisation policy,” said Mr Munyanduri in the election manifesto.
He also pledged to reduce the cost of upmarket houses to less than a $1 000 for first time buyers.- state media
The Coca-Cola Company and Schweppes Zimbabwe Limited have bowed to consumer pressure announcing on Wednesday that they will soon “return” the original Mazoe recipes for all flavours.
“We have listened to consumer demand and appreciate all the feedback that has been received. In order to meet those desires but still provide choice, both the original recipes of Mazoe and the reduced sugar recipes will be offered,” said the company in a statement.
“We stand by the safety of all ingredients used in our products and we’re committed to offering choice to help people reduce added-sugar in their diets. Both variants will be clearly labelled, actively encouraging and enabling consumers to enjoy our added-sugar beverages responsibly.”

He has only been in the post for one week and already Dr Sibanda, just like his predecessor before him, believes he has the silence to insult the good people of Zimbabwe by saying all manner of foolish things!
“The president is meeting with different people and will take action from their views. He is not taking action at the moment,” said Sibanda, according to Daily News.
“The president has made it very clear that nothing short of a free and fair election will be accepted by the people and ZEC must act in accordance with the law.”
Zimbabwe is in this economic and political mess, with the national economy in total meltdown and stuck with a corrupt and tyrannical ruling party complete with its entourage of equally corrupt and incompetent opposition parties, because, for the last 38 years and counting, the nation has failed to hold free, fair and credible elections. Whilst it is no exaggeration that the people of Zimbabwe are desperate, they are dying, literally, for free, fair and credible elections; it is insulting to suggest that MDC leaders like Chamisa care that Zanu PF has rigged elections in the past and is set to rig this year’s elections too!
Just to refresh your memory Dr Sibanda, the people of Zimbabwe have risked life and limb to elect these MDC leaders into power on the understanding the party will bring about the democratic changes the nation needed to stop Zanu PF rigging elections. By far the best chances MDC has had to accomplish this goal were during the 2008 to 2013 GNU, all they had to do was implement the raft of democratic reforms everyone agreed were necessary for free, fair and credible elections. They failed to implement even one reform in five years!
With no reforms in place SADC leaders, who were the guarantor of the agreement that gave birth to the GNU, advised MDC leaders not to take party in the 2013 elections without first implementing the reforms. “If you go into next month’s elections,” SADC leaders warned Morgan Tsvangirai, Tendai Biti, Welshman Ncube and all the other MDC leaders, “you will lose; the elections are done!”
Tsvangirai et al did not listen and took part in the flawed elections; just as they had paid no heed to calls for them to implement the reforms during the GNU; and for the same reason too -greed. David Coltart, one of the MDC cabinet ministers during the GNU, readily admitted that boycotting the elections was the most sensible option but the party discarded it because greed got the better of them.
“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the elections,” explained Senator Coltart in his book The Struggle Continues 50 years of tyranny in Zimbabwe.
“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”
After the rigged 2013 elections MDC leaders seemed to come to their senses because they passed a party congress resolution that the party would not take part in future elections until the reforms are implemented. “No reform, no elections!” the nation was told. Sadly, as the date of the national elections approached greed crept in once again. Nelson Chamisa and his fellow MDC friends are participating in these elections knowing fully well that with no reforms in place Zanu PF will rig these elections just as blatantly as it rigged elections in the past.
Indeed, in their single-minded pursuit of the few seats Zanu PF has dangled to entice the opposition to take part in these flawed and illegal elections, MDC and the rest of the opposition opportunists have again and again undermined the efforts of those who have put Zanu PF leaders under renewed pressure to implement the reforms before these elections.
So, Dr Sibanda, we all know that Chamisa et al do not care that these elections are not going to be free, fair and credible, they have never cared before and are not going to do so now. What they care about is winning as many of these bait seats as possible and are only using the threat of boycotting the elections to pressure President Mnangagwa to take his heavy boot of the vote rigging juggernaut to give MDC a chance to win a few more bait seats.
The only other reason Chamisa and company want to keep the option to boycotting the elections right up to the voting day is as the bolt-hole. With no reform in place, no free public media, no verified voters’ roll, Zanu PF spending billions of dollars of looted national wealth to bankroll its vote rigging schemes, MDC losing all political credibility, etc., etc. it is becoming increasing difficult for the international election observers to pretend these are free, fair and credible elections. Before the elections are declared null and void MDC would play their boycotting the elections card in a last-ditch effort if not to claim the credit for triggering the nullification of the elections then to limit the damage to the party’s reputation for having participating in the flawed elections.
Dr Nkululeko Sibanda, being Chamisa’s spokesman and spin-doctor, does not give you or anyone else the right to rewrite history to suit MDC’s selfish interest especial on the issue of free, fair and credible elections. The nation has had many golden opportunities to implement the democratic reforms designed to stop Zanu PF rigging elections and it is none other than MDC leaders who have wasted all these opportunities because they are corrupt and incompetent. The government will with effect from July 1 this year reduce telecommunication charges on some services to cushion consumers from high costs of transactions.
Speaking at a review of telecommunication service tariffs in the capital this Wednesday, the Minister of Information Communication Technology and Cyber Security, Supa Mandiwanzira, said with effect from 1 July out of mobile data charges will cost five cents from 12,5 cents per megabyte, electronic payment charges will be at five cents per session from 12,5 cents per session while the national interconnection rates shall be reduced to 2 cents per minute from five cents per minute.
“We are reducing this to ensure we are really competitive on the local and global scale to attract more investments,” said Mandiwanzira.
NetOne Chief Executive Officer Mr Lazarus Muchenje noted that as operators they will work with government on balancing viability and affordable services to consumers.
“We are in consultation with the government and we shall continue to do that always,” Mr Muchenje said.
Telecel Chief Executive Officer Mrs Angeline Bvera says the low cost services will increase turnover for operators.
“Operators are looking forward to increased sales and unlock viability for the sector,” said Mrs Bvera.
According to the government, a review of mobile voice and SMS charges is in progress while market forces will determine fixed voice charges as well as internet or data costs.-state media

The Vice President also took the ruling party’s campaign trail to Baradzanwa in Bikita, where his message was centred on unity and peaceful campaigns.
“Unity and peace are key elements in rebuilding the nation,” he said.
He assured the people of Baradzanwa that the water challenges they are facing will be addressed in the shortest possible time, while the road network in Bikita, which is in a bad state, will be also be addressed.

I write to you with the utmost respect and gratitude for the sterling contribution that you have made to the great nation of Zimbabwe from the time you joined the armed liberation struggle and became one of its stalwarts at a tender age to the present day where your resignation from the Army-run ZANU PF on 2nd March 2018 brought into sharp focus the need to reverse the military coup of 15 November 2017 which cast a blemish on our history. My letter to you Sir, seeks to plead with you to withdraw your nomination as a presidential candidate in the 2018 General Election.
My plea is informed by the objective of reversing the coup of 15 November 2017 in the light of a rational and material analysis of the prevailing balance of forces within the Zimbabwean political environment. Conceptually, my plea is guided by a quote from the late Otto van Bismarck’s interview of 11th August 1867 with Friedrich Meyer von Waldeck of the St. Petersburgische Zeitung where Bismarck said: “Politics is the art of the possible, the attainable – the art of the next best.”
As you are aware, the NPF Consultation Points Document sought to establish a new political movement to contest the 2018 General Election as a means of reversing the coup. Patriots are eternally grateful that you offered yourself to lead the establishment of the structures of NPF. Patriots will never forget the example and principled stance that you demonstrated when you resigned from both the Army-run ZANU PF and Parliament. Ideally, patriots dreamt of you leading a strong campaign for the Presidency. That would have been the best.
But alas, that dream proved not possible. That wish is not attainable. For any political party’s presidential bid to be credible, it must be supported by a full complement of 60 senatorial candidates, 210 candidates for constituency members of the National Assembly, 60 candidates for the women’s quota members of the National Assembly, 80 candidates for Provincial Council, and 1,958 candidates for local authority councillors. Such a strong representation effectively means there would be someone campaigning in all parts of the country for that party’s presidential candidate.
The results of the nomination courts on 14th June 2018 are not good for the NPF. NPF only managed to field candidates in 95 out of 210 constituencies covering 45% of the country; nominated 20 out of 60 senators to give a third; 15 of the possible 80 provincial councillors making it 18.75%; 14 of the 60 women’s quota to give 23.3%; and 78 out of the 1,958 councillors to make a paltry 3.98%. The
objective reality arising from a realistic and critical analysis of the outcome of the nomination process shows that NPF does not have the ground force to sustain a successful Presidential bid.
As I have engaged with well-wishers and potential donors willing to consider offering resources to the NPF, that reality has been glaringly pointed out. Most people that have sufficient resources to contribute to any campaign are usually gifted with the capacity to conduct dispassionate and objective analyses. Such analyses invariably invite the conclusion that it is futile to contribute to the NPF Presidential campaign.
However, there is a glimmer of hope in that some well-wishers and donors would like to support NPF legislators and councillors. These well-wishers and donors are willing to contribute resources for NPF’s parliamentary and local authority campaign. For these well-wishers to have the comfort that their contributions are channelled to the parliamentary and local authority campaign, they think NPF’s Presidential candidate should withdraw.
This is the lesser of the two reasons why I am pleading with you, General Mutinhiri, to please withdraw from the Presidential election. The second, and more important reason recognises that while you will indeed get some votes, they will not be enough to make an outright winner. There is a possibility that your participation will result in a run-off. General, you and I know that a run-off where one of the contestants is an incumbent who rose through a military coup would be a recipe for disaster that would make 2008 pale into insignificance. We will die like flies this time. DDT will be used again.
Given the above-mentioned scenarios General, I would like to repeat Otto van Bismarck’s words that “Politics is the art of the possible, the attainable – the art of the next best”. The “next best” for the NPF is to channel all the resources that it can muster towards the parliamentary and local authority campaigns. Your withdrawal from the Presidential Election will free up resources for NPF’s parliamentary and local authority candidates. Sunungurayi vana mukuru (free up these candidates to access resources).
Another reality is that the two main contenders for the Presidency are Chamisa and Mnangagwa. Given this reality, allow me to conclude General by saying that the overall objective of reversing the coup cannot be achieved by denying Chamisa the NPF vote and handing a victory to Mnangagwa on a silver platter. The “next best” way of reversing the coup is to support the candidature of Nelson Chamisa. By supporting Chamisa, it is possible to reverse the coup. That, General, is politics; that is the art of the possible, the attainable; the art of the next best.

By Paul Nyathi| A yet to be verified document addressed to all line Ministries from the Ministry Of Finance indicates that the government will be disbursing over US$200 million into the country’s banking system before the July 30 elections.
The document made available to ZimEye.com by highly placed sources within the Ministry claims that the government will be communicating with all financial institutions before end of June on the logistics of the huge financial disbursement.
If indeed available the money will go a long way in solving the cash crisis bedeviling the country.
It is not yet clear where the government is going to get the money. ZimEye.com failed to reach Deputy Minister of Finance Terence Mukupe who signed the document.

Steaua Bucuresti of have reportedly expressed interest in signing Warriors forward Khama Billiat.
According to Digi Sport, a Romanian sports television, Billiat wants a salary of at least $38 000 a month [about $456 000/year], but Bucuresti may not be able to meet his demands because it’s way over what they are paying their players.
Bucuresti, however, face competition from Egyptian side Zamalek, who appear to have reignited their interest in the Zimbabwe international.
Reports suggest that Zamalek have already tabled an offer for the forward, which is around $450 000 per year.
Other clubs like Kaizer Chiefs and Orlando Pirates have also been linked with Billiat, while Sundowns are also believed to be keen to retain his services.
Simba Huchu’ s aunt allegedly had a miscarriage and she is currently admitted at Chiredzi hospital where the health personnel are not attending to her to an extent that the decomposing foetus is coming out in bits and pieces.

I enjoyed following the Junior Parliament session on Saturday, it is highly appreciated what your government is doing through re-engagement and fighting corruption.
I would like to bring to your attention some cases happening at our Chiredzi General Hospital female wards section. Pregnant mothers are loosing babies through miscarriages due to negligence.
A certain mother is currently suffering after the child died in the womb and up today its been a week, she has not been attended to. The child is coming out piece by piece and its painful.
Another mother has not been cleaned since last weekend after her child suffered still birth. Nurses do not attend to the pregnant mothers and the doctor is not making any rounds…sometimes I wonder if its sabotage or we no longer have the human resources to attend to these mothers.
It hurts especially when the government is doing all it can to provide renumeration packages to these nurses and doctors for better service.
We have tried to get help from the DHO and he only said we will wait for the Doctor to do his rounds, the nurses on duty in the female ward even went on to say its not their duty but it is the duty of nurses in maternity’s ward. They are not even bothered that a fellow woman or mother is in pain.

The country’ s main opposition coalition, MDC Alliance, has threatened to fire rebellious members who filed Nomination Papers as independent candidates.
Morgen Komichi of the MDC Alliance yesterday said all party members who filed Nomination Papers as independent candidates should not contest in the elections.
“MDC ALLIANCE MEMBERS who registered to stand in the elections as Independent candidates in the House of Assembly and Council elections are advised to withdrawal their Nominations with ZEC.
Wednesday is the deadline for you to withdraw. I believe all loyal MDCT cadres will respond positively to this lawful instruction.
Failure to withdraw by tomorrow Wednesday will compel the party take appropriate action,” said Komichi.

Addressing guests at the official opening of Eureka gold mine in Guruve today (Wednesday), Muchinguri showered praises to Mnangagwa revealing that the President’s initials ED now stood for “Economic Development”.
“We realised as a party that we were foolish to allow former president Mugabe to lead us for another 5 years.
That is when ZANU-PF decided to allow President Mnangagwa to take over,” said Muchinguri.
She described President Mnangagwa as a “listening leader who values the masses”.
“Our President is a servant and unifying leader who does not keep grudges,” she said.
Facebook Post By Alex Magaisa|There’s an unfolding tragedy in the Wedza area. Cattle are dying in large numbers. The cause of death, I’m told, is a tick-borne disease called Theileriosis. It is more commonly known by its colloquial name: January Disease, a terrible calamity given the accounts I have heard.
One family in the Gandamasungo area woke up one morning to find 17 of their cattle dead. The grim reaper had arrived in the dark of the night, while they slept peacefully in their homes. The Gandamasungo area is my mother’s home and it is very close to my heart. My young sekurus, who now head the village reported that they have so far lost 3 cattle. They too woke up to find that they had died. They are not alone. Some have lost more.
Others have sold their cattle to cut losses. Apparently, cattle are going for as little as $50 per beast, as villagers scurry to get something out of their store of wealth. Or they would lose everything. Others are just holding on, hoping the hand of fortune will bless their cattle and save them from the calamity.
The problem, I’m told, is because there are no chemicals for the dip tanks in the rural areas and this disease prevention mechanism has virtually broken down. It’s a systems failure. Those who have capacity can resort to self-help measures. In our case, family in the diaspora came to the rescue and did some research, utilising contacts among the Veterinarian community in Harare. The family managed to get some medication at a factory in Graniteside – Butachem at $23 a bottle! I can’t imagine many villagers can afford that. Our sekurus say their cattle are showing signs of improvement and recovery, but it’s early days yet. Even so, it’s not enough if other cattle in the area are also affected.
Many villagers can not afford the cost of the medication, which exposes everyone else. When I posted this on Twitter yesterday there was an avalanche of reports from Wedza and many other areas across the country which suggests that this is a national problem – perhaps an epidemic. It has been silently wiping out heads as politicians buy and dish out T-shirts campaigning for power.
I don’t know if the government is aware of the scale of the problem. I’m told the disease has spread to the Rusunzwe area of Wedza, which is in the vicinity of VP Chiwenga’s home village. Maybe now that trouble is at the door of important people, it will get more attention. That is not how it should be but in our society leaders tend act when they are personally affected.
I feel terribly sorry for the villagers who have lost their cattle. I grew up in the village and i know what cattle mean to the villagers. We knew all our cattle by name and we were closely attached to each and every one of them. The loss of one to preventable disease will be personally felt by the villagers.
Many reports I have read indicate that whole herds are being wiped out at once, leaving the peasants empty-handed. Anyone who knows a bit about village life knows how much villagers value their cattle. It is a store of wealth. It is a source of pride. It is a source of power for many activities. This very source of livelihood is under threat in the Wedza area and it seems, in large parts of the country.
I do hope someone in government takes serious notice of the calamity that has visited the land and acts promptly to save livelihoods.

By Own Correspondent| Zanu Pf’s campaign rally scheduled for Chipadze Stadium in Bindura was cancelled over shortage of party regalia, it has been established.
Sources privy to the details of the party’s activities alleged that the rally had been cancelled because there was not enough regalia to distribute to those who attend the event.
President Emmerson Mnangagwa, was expected to give a key note address at the rally after visiting Eureka Gold Mine in Guruve and then officially laying a foundation stone for a multi-purpose sports centre to be built at Bindura University of Science Education (BUSE).
However, Zanu PF politburo member Munyaradzi Machacha denied the allegations that Mnangagwa was expected in Bindura, saying the President had a packed schedule to address a rally.
“The President will come for a rally at a later date,” Machacha said.
“He will be in Guruve, at Eureka Mine at the invitation of the Ministry of Mines and then at Bindura University at the invitation of the Ministry of Higher Education. He will be in Mashonaland Central for government work. The commissariat is not involved in his programmes tomorrow (today),” said Machacha.-Newsday.

Speaker of the House of Assembly and Zanu PF Politburo member advocate Jacob Mudenda has said the ruling party will recall passive MPs from Parliament after winning the July 30 polls.
Addressing Zanu PF supporters in Gwanda, Mudenda said the ruling party would not embrace underperforming and passive MPs after the July 30 Plebiscite.
“We have a reputation to protect as a party so we will recall docile MPs from the House of Assembly.
If you are a Parliamentary candidate make sure you will deliver the expected results after winning,” said Mudenda.
Mudenda also said he was optimistic about the ruling party’ s chances of winning the coming elections.

Zanu PF Masvingo Provincial Chairperson Ezra Chadzamira has sternly warned that members who deliberately sabotage party activities will be expelled from the revolutionary party.
Addressing Zanu PF supporters at a rally in Chiredzi yesterday, Chadzamira said the ruling party would not hesitate to dismiss unruly elements.
“Nobody is bigger than the party, we have no sacred cows in Zanu PF.
There are some misguided individuals who are planning to sabotage party programmes.The same people are also threatening to vote for opposition candidates.
Zanu PF is a party for the people so nobody can personalise party programmes and activities,” said Chadzamira.
Chadzamira has been accused of softening his stance on rebels who are plotting to discredit the ruling party.

Unconfirmed reports indicate that a Masvingo woman has committed suicide following the death of her three- month-old baby in the widely condemned regalia stampede at Present Emmerson Mnangagwa’ s rally at Mucheke Stadium B Arena last Friday.
Ruling party sources yesterday claimed the woman whose child was crushed to death in the stampede for regalia, took her own life because of serious differences with her husband over the matter.
“The woman whose child was crushed to death in last Friday’ s stampede also committed suicide,” claimed ruling party insiders.
Police sources last Friday confirmed the death of the three- month- old baby.
“We have not received a report of the said suicide matter.If we get anything we will advise you,” police sources said.

A Future without Poverty, we can make it!
By Own Correspondent| President Emmerson Mnangagwa’s Zanu Pf has been given a head start amid revelations that the opposition MDC Alliance failed to field candidates in at least 90 wards nationally.
MDC Alliance spokesperson Welshman Ncube confirmed the development on Tuesday citing some of the reasons why the Alliance failed to field candidates in these wards.
“I cannot give you the figures off the top of my head, but we did not field candidates in just under a 100 wards. There are various reasons including individual candidates failing to provide up-to-date rate accounts and the confusion on the day of the nomination court as well as prior to it. In other areas we just messed up,” Ncube told a local publication.
He however revealed that the alliance had only failed to field 1 parliamentary candidate countrywide and had fielded candidates in 209 out of the 210 contested parliamentary seats.
Highly-placed MDC Alliance sources said the opposition group also bungled the fielding of candidates in provincial councils with the most affected being Manicaland.
“We have fielded candidates in all but around 90 council wards countrywide. It is actually an improvement on the 2013 elections where as the MDC-T we could not have candidates in nearly 500 wards.
“However, it is still an astonishing failure we pride ourselves as a government-in-waiting and that the 2013 election had issues around the security of candidates which we do not have now.
This time its an internal matter that has to do with lack of organisation and divisions along factional lines especially related to the MDC-T component of the alliance,” NewsDay heard.
The coalition led by Nelson Chamisa is seen as the only political outfit with an outside chance of upstaging President Emmerson Mnangagwa’s Zanu PF in the July 30 poll.
However, internal discohesion and confusion among parties to the alliance has already resulted in its failure to field a candidate in Insiza North constituency.

Mugabe reportedly flew to Singapore for medical check-ups two weeks ago, with sources saying the 94-year-old ex-leader was rushed out after his health suddenly deteriorated.
“He slipped out of the country two weeks ago after his blood pressure suddenly rose to dangerous levels. He also had trouble with his eye which previously has been diagnosed with a cataract,” a source close to the former Zanu PF leader claimed.
Foreign Affairs permanent secretary Joey Bimha said he was not sure of Mugabe’s whereabouts as he was also out of the country on government business.
“I am not sure about that because I am currently in Angola. You might need to check with the office,” Bimha said.
President Emmerson Mnangagwa’s spokesperson George Charamba could not be reached for comment while Information ministry’s principal director Regis Chikowore referred questions to his superiors.
“I do not have that brief. Ask the bosses,” he said in reference to Charamba and acting Information minister, Simon Khaya, who was also not available for comment.
But other sources said Mugabe had just left for routine medical check-up, adding it was nothing serious.
“It’s nothing serious. It is the usual, check-ups and this one in particular was scheduled. The former First Lady Grace is also with him,” NewsDay heard. – Newsday

Malian soldiers killed at least 25 civilians in the central Mopti region last week, a civic association and residents said yesterday, as concerns rose over alleged abuses during counter-terror operations in an area where extremists linked to Al-Qaeda and the Islamic state groups have carried out attacks.
Mali’s government confirmed the existence of three graves discovered by residents about 7km away from the village of Nantaka and said it would investigate.
Soldiers detained several men on June 13 and released all but 25 ethnic Fulani, according to a resident who spoke on condition of anonymity out of fear for his security.
The soldiers who came to Nantaka buried the 25 men after killing them, said Ibrahim Thiokari of the Fulani Association Tabital Pulaku.
In a statement, the Malian defence minister reiterated his determination and strong will to fight against impunity and to engage the Malian army in the strict respect of the convention of human rights and international humanitarian rights in the conduct of operations.
Human rights groups have expressed concern about increasing allegations against Mali’s armed forces as they carry out counter-terrorism operations in the Mopti region, where the Fulani are the majority and some have been recruited by extremist groups.
The vast majority of civilians reported killed in the operations have been Fulani.

By Own Correspondent| A 32 year old Kariba woman was on Tuesday morning killed by a crocodile in Lake Kariba at Ndomo fishing camp while she was doing her laundry.
The late Catherine Masingauta was mauled to death a few meters from the compound.
Fishermen who work at Ndomo fishing camp said when the deceased arrived, they cautioned her to be wary of crocodiles in the river.
However, it is alleged that Masingauta was attacked nearly 20 minutes after she started washing her clothes and she died.
The fishermen noticed that the deceased had disappeared from where she was doing her laundry but could see the buckets she had been using floating in the water.
One of the fisherman, Martin Kanyara said he became suspicious that the deceased had disappeared and could no longer be seen from where he was but her buckets and clothes were still visible.
“It was unfortunate that she was mauled and had drowned. This forced us to conduct a search all over,” said Kanyara, revealing that they located a crocodile about 100 meters away from where the deceased had been washing her clothes.
“The crocodile was near the shore-line and we then knew that she had been attacked,” he said.
Ndomo community quickly mobilised each other and they peddled their dingy boats in search of the body.
Members of the community covered the area with nets to prevent the crocodile from going into the deep waters.
Officials from the National Parks and Wildlife Management Authority later arrived and shot the crocodile and the body of the deceased was retrieved before being taken to Kariba hospital for a post mortem.
Officials from the National Parks however encouraged communities who reside near water bodies such as Lake Kariba to be wary of crocodiles.

By Talent Gondo| The MDC Alliance has called on the Zimbabwe Electoral Commission (ZEC) to apologise to the electorate for failing to deliver on their legal and Constitutional obligation to provide election material especially the national voter’s roll before the announcement of the election date.
MDC Alliance Presidential candidate Nelaon Chamisa’s Chief Elections Agent, Jameson Timba said the ZEC through its Chairperson Justice Priscilla Chigumba should not instead exhibit its arrogance by saying there is nothing that can stop an election hence disgruntled parties should stomach their complaints and only raise them after the elections.
“I respectfully disagree with the judge because in my layman’s view, the law says the opposite. In Makamure vs Mutongwi 1998(2) ZLR 154 at 169, Devittie J, as he then was, referring to remedies occasioned by a defective voters roll said, “Irregularities complained of could and ought to have been raised in the pre-election period. A postponement of the election could have been sought a party does not have to wait until the entire electoral process is completed.”

The Zimbabwe Electoral Commission has failed to meet its legal and constitutional obligation to provide election materials timely with reference to the voters roll and as such it owes the people of Zimbabwe an apology rather than a mouthful of arrogance by suggesting that if they are any anomalies in the voters roll we should stomach it and raise any complaints after the election and that only an earthquake will stop the election.
I respectfully disagree with the judge because in my layman’s view the law says the opposite. In Makamure vs Mutongwi 1998(2) ZLR 154 at 169, Devittie J, as he then was, referring to remedies occasioned by a defective voters roll said, “Irregularities complained of could and ought to have been raised in the pre-election period. A postponement of the election could have been sought a party does not have to wait until the entire electoral process is completed.”
In the circumstances the ZEC Chair’s comments are a cause for concern. Our election must be conducted in terms of the constitution and as such must be grounded on the principles of freeness, fairness and transparency as outlined in the constitution.
With all due respect to the Chairperson of ZEC, Justice Chigumba, these utterances are not expected from a Public officer whose task amongst others is to instill confidence in an electoral process by assuring the nation that preparations for the plebiscite are being done with due care and transparently.
Zec has known for five years after the last election that it needed to prepare a new roll, allow people to inspect a provisional roll and raise any objections in it at inspection stage and then provide a roll before the proclamation of the election date and most importantly before the sitting of the nomination court.
As the representative of a Presidential candidate I was entitled to receive the National voters roll before the nomination court. To-date we do not have that roll which they said will be availed on Thursday. This is unacceptable.
On Thursday I expect to receive a biometric voters roll because that’s what the law demands in addition to receiving the roll in any form I choose including electronic.
The credibility of any election amongst other things depends on the existence and availability to all players of a credible voter’s roll that is distributed timely. If there are any anomalies in the roll they must be corrected before the election.
We do recognize and respect ZEC’s role as a referee in this election but it is important that ZEC understands that other than an earthquake, the players on July 30 can stop the election by refusing to participate in a sham.
In addition, outside an earthquake, and the players, the people of Zimbabwe who are tired of these shenanigans can refuse to participate in the said sham election that would have failed to meet the test outlined in our constitution and the enabling electoral act and ZEC regulations irrespective of what ZEC says.
ZEC’s efforts must therefore be directed at assuring the public that it is doing all it can to conduct a free, fair and credible election and be seen to be doing so. That’s their duty period.

By Own Correspondent| Information and Communication Technology (ICT) Minister Supa Mandiwanzira has announced massive reduction on data charges which will become effective on July 1.
Mandiwanzira announced that the new threshold charges exclusive of taxes had been reduced from 12, 5 cents per megabyte to 5 cents for out of bundle charges while the USSD threshold from 12,5c per session to 5c that is for Ecocash etc.
Addressing a media briefing at Potraz this morning (Wednesday), Mandiwanzira said the reduction aimed at attracting investors and making sure that the country remained competitive and in touch with the rest of the world.
“Fixed voice charges shall remain subject to market forces subject to regulatory approval but we are saying no to unfair and destructive competition,” said Mandiwanzira.
“Internet data charges for internet access providers is also left to market forces but subject to regulations by the regulator.”
By Paul Nyathi|Chiefs Council President Fortune Charumbira and Local Government Minister July Moyo are now according to law full-fledged criminals after failing to comply to a High Court order.
High Court judge Justice Clement Phiri nearly two weeks ago gave Chief Charumbira a seven-day ultimatum, which expired on Thursday last week, to withdraw his statement that traditional leaders would support the Zanu PF presidential candidate in the upcoming harmonised elections.
This follows a court application by the Election Resources Centre (ERC) demanding an order compelling Charumbira to retract his statement in a national newspaper and all broadcasting stations in the country.
In its application, where Local Government minister July Moyo was cited as the third respondent, ERC said the remarks were unlawful and a direct violation of the Constitution.
“The first respondent be and is, hereby, ordered to retract in writing the statements that he made to the effect that traditional leaders should support and vote for Zanu PF by issuing a countermanding statement and shall publish the countermanding statement in a newspaper with a national circulation and endeavour to make a statement available to private and public media houses and the national broadcaster within seven days of being served with this order.”
Moyo was also directed to commence disciplinary proceedings for misconduct against Charumbira.
The two have since failed to comply with the court order effectively making them criminals according to law.
Charumbira was also ordered to pay the cost of suit. ZimEye.com could not immediately establish if Charumbira paid the costs to the courts.
Comment could not be obtained from Charumbira whose mobile phone was not reachable at the time of writing.
By Paul Nyathi|President of the National Council of Chiefs (NCC) Fortune Charumbira has failed to comply to a court order that directed him to issue an apology for rallying other chiefs to support the ruling Zanu-PF in this year’s elections.
Charumbira was given seven days within which to issue the apology, which expired on Thursday last week following an application lodged by the Election Resource Centre (ERC) against the chief.
In terms of the Constitution, chiefs are not allowed to participate in political activities or to be seen to be pushing the interests of a particular party.
President Emmerson Mnangagwa who is seeking election in the upcoming elections has been promising that he will ensure a free and fair election has however remained silent on the whole issue around Charumbira.
Critics have questioned his silence equating him to an accomplice.
ERC director Tawanda Chimhini said that they will follow procedure to bring Charumbira to book over the issue, adding that court orders must be respected to show sincerity in President Mnangagwa’s mantra that elections will be free and fair.
“The ERC will be proceeding using all available remedies to ensure that consequences follow the disregard shown by chief Charumbira. With all due respect to the chief, our chief, my chief, it is unfortunate that he has decided to go down this road.
“Other traditional leaders out there are encouraged to take the court order seriously. Consequences will accrue to every individual that sees it fit to disregard the court order instructing traditional leaders to stay out of partisan politics.
“For the avoidance of doubt, traditional leaders are citizens and have a right to support a political party of their choice. However, they cannot use their role as traditional leaders to compel communities they preside over to support a political party that they have chosen,” Chimhini said.
ERC managed to serve the court order on Charumbira a week ago, which was received by his sister Nyaradzo.
“Court order served on Nyaradzo Charumbira, the sister of chief Fortune Charumbira, who accepted service on behalf of the first respondent (chief Charumbira) at 15:30hrs,” the return of service reads.
According to the application, Charumbira, National Council of Chiefs and Local Government minister July Moyo, were cited as respondents.
Renowned political critic Piers Pigou says that Charumbira’s defiance is bound to destroy Mnangagwa’s reputation ahead of the elections.
“Chief Charumbira is determined to sabotage Zanu PF the party he claims loyalty to. By defying court order he strengths critics case that election conditions are skewed. ED (President Mnangagwa) and govt silence compounds this impression. Why do they do this?”

By Paul Nyathi|President Emmerson Mnangagwa has taken to the social media to condemn MDC Alliance principal Tendai Biti for equating ZANU PF supporters to dogs.
Mnangagwa made the call in a ZANU PF supporters Facebook page inviting them to remain peaceful and not retaliate to the alleged provocations by rival opposition members.
“It has been brought to my attention that the MDC has embarked on a systematic campaign of provocation, intimidation and in some cases violence against Zanu pf supporters. This must stop forthwith,” said Mnangagwa.
“I have noted with concern statements by some MDC Alliance leaders like Tendai Biti who have insulted all Zanu pf members by calling them dogs among other derogatory terms and insults. This is unfortunate and is not in sync with what we are trying to achieve as a Country. We want to nurture a new political culture of tolerance respect for divergent views and peaceful coexistence.”
“I have called for tolerance and urged all political leaders to be exemplary as they canvas for votes,” said Mnangagwa.
“Zanu pf supporters should remain calm and should not be lured into retaliation.”
ZimEye.com could not immediately establish when Biti made the highly derogative remarks on ZANU PF supporters. MDC Alliance President Nelson Chamisa has meanwhile been going around the country calling on his supporters to remain peaceful throughout the election period.
Both Mnangagwa and Chamisa have committed to meeting each other to come up with an agreement of peace and harmony as the country goes for the crucial election.
By Paul Nyathi|Struggling local Premier Soccer League giants Highlanders and Dynamos will play the curtain-raiser to the high profile exhibition match between World Class Legends and their Zimbabwean counterparts at the National Sports Stadium on Wednesday afternoon.
The match will temporarily steal the limelight from the on going FIFA World Cup as it will be broadcast live on some top world television channels including Barcelona and Real Madrid TVs.
Bosso and Dynamos were invited by the Zimbabwe Tourism Authority (ZTA) to be part of the exhibition match, which is part of the authority’s drive to market the country as a tourist and investment destination of choice, in line with the government’s “Zimbabwe is open for business” campaign.
Nhlanhla Dube, the Highlanders’ chief executive officer, said the invitational competition came at the right time when the Premiership is on a mid-season break and presents fringe players an opportunity to get game time.
“This game has everything to do with Highlanders’ strategic approach to development. What happens is that we have a side that plays invitational games made up of first team players, who fall under the juniors’ category, and these are in the Division One side Bosso-90 and our Under-18s. Players earmarked for promotion from Bosso 90 as well as the juniors are going to compose the squad travelling for the friendly match against Dynamos,” said Dube.
“This is a friendly game and an opportunity for players to develop all aspects of the game to travel with the team and play in different venues.”
ZTA chose the country’s biggest teams in order to draw numbers to the giant stadium where supporters will also enjoy free entrance.
Dynamos’ coach Lloyd Mutasa said that he will use the opportunity to have a further look at his team.
“It’s an element of coming together as a family so that we establish that strong bond again and it’s always good playing against a team such as Highlanders. This match will also give us the opportunity to look closely at some of the players we have, whether we have the right kind of personnel or not. The window is opening soon, we will need to sit down as a team to see areas that need beefing up,” said Mutasa.
Organisers yesterday said they had set aside a “good package” for the team that wins the curtain-raisers match expected to kick-off at 1pm.
A team of former football stars, who include Fernando Morientes, Gianluca Zambrotta, Francesco Coco, Patrick Kluivert, Julio Baptista and Edmilson is in the country and also toured some of the country’s resorts such as Victoria Falls.

By Paul Nyathi|Dr Nkosana Moyo, one of the 23 presidential contenders in the July 30 elections launches his election manifesto in Harare today, Wednesday the 20th, forty days to the elections.
As expected by many, Moyo’s party, the Alliance for Peoole’s Agenda, APA, will present probably the most technical and specific manifesto of all the aspiring parties but could still remain unrecognised by the electorate.
Analysts have described the former Industry Minister as probably the right man for Zimbabwe but at the wrong time as he is falling short in the opposition to vibrant MDC Alliance leader Nelson Chamisa.
Speaking in an interview ahead of the launch of his manifesto, Moyo says he is not a politician but a manager and is not ashamed of being described as too nice for Zimbabwean politics.
Dr Moyo has not held mass rallies or given away political regalia, preferring to approach individuals, disparate groups and households on one on one visits earning himself a nickname “Jehova’s Witness.”
It is his idea of a new political culture and very confident that his approach would endear him to the electorate.
“I am not a politician and I am not ashamed not to be a politician,” he said.
“I believe politics is practised in a certain way which has destroyed our country. I am a manager and I have been a manager for most of my working life. I believe that the characteristics of a manager are what we now need in this country in a phase that does not in any way denigrate what has happened previously.
“It has to be the phase which recognises the value of what has happened previously. It also recognises the need for moving into a different phase in order to lift our country to the next stage,” he said.
Dr Moyo said he is not moved by suggestions that he was “too nice” to be president of the country.
“What is wrong with being a decent human being? Are we really trying to argue that politics by its very nature is only meant to have nasty people?” he queried.
“I don’t recognise that, I personally believe that it is possible to have a totally decent human being lead a country and I think your relationship with the population when we talk about human rights, respect and integrity the way you come across in interacting with ordinary people must be from somebody who respects other people. If that is what being a nice guy means, then I am not ashamed to be the nice guy.”
On the manifesto, Dr Moyo said the document would be different from those already on the market, although he refused to disclose specifics.
“The compilation of our manifesto is based on an intensive interaction over almost the past whole year with Zimbabweans in understanding what is important to them, understanding how they live daily,” he said.
“We characterise our party as a social democratic party, we really believe in equity for the population as a whole. We believe in a society that is inclusive. We believe in a society that looks after the weakest amongst us, because not everyone is going to have equal opportunities,” he explained.
“We believe that the responsibility of a government is to create unity by showing to the people who are in this society that there is value in belonging to the society.
“There can only be value in being a member of the society, when that society does not leave you behind, when it protects you when you need protection when there is an ethos of looking after everybody so that we can say it is our country altogether.”

The Bible is quoted saying young men will have dreams. Definitely in one’s youth, we all have a tendency to dream and endeavour to pursue such dreams to fruition. All the great inventors to whom we owe the technological developments, we enjoy today, dreamt and then worked tirelessly to realize their dreams. Where there is a will there is always a way and that’s the reality of life.
I, many people included, are disturbed when undue criticism is leveled against Chamisa’s pronouncements at rallies where he gives outlandish descriptions of where he dreams to take this beleaguered nation. He dreams of an advanced road network he calls spaghetti roads, airports and all sorts of issues that will make Zimbabwe one of the most advanced nations again.
The young man definitely has ideas of where he wants to take this nation but, unfortunately, is roundly criticized by a dross ruling party that has no clue about what to do to promote the people’s lives. Their greatest affinity is to accumulate as much wealth for themselves and cohorts as possible.

They have selfishly built ridiculous palaces for themselves. Their children learn in countries foreign. They are treated in foreign hospitals. Yet the educational and medical facilities they crave for have been built by dreamers in their countries of origin, people who have set out to establish something outstanding for their communities and countries. It takes commitment and selfless application for one to pursue that level of excellence.
It is a pity that our present crop of leaders have never haboured such dreams of nationalism that promote the standard of living of the common man in Zimbabwe. Their dreams are self centered and serving. So when young men dream, let them do so since you have failed in that respect.
Let it be known that the grinding poverty that we are mired in is a result of stupidity and selfishness that is pervasive in the ZANU PF leadership that has imposed itself on the hapless people of Zimbabwe who watch as their leaders drive around in posh cars while they contend with winding queues at banks, lack of medication in hospitals, potholed roads and untold suffering.
We have the resources to change our lot but we are mortgaging the same resources to the cunning Chinese who exploit them for the benefit of their nation while ours is trapped in an ancient warp of dreamless leaders, a captured electorate and a directionless future!
It is here dreamers are required to take us forward as a nation!
By Farai D Hove| At a time when Zimbabwe’s presidium mocked MDC leader Nelson Chamisa over spaghetti roads, China has praised Uganda for implementing the same project.
2 months ago, Vice-President Constantino Chiwenga said Chamisa’s banter is unreliastic and does not make sense.
But this month Uganda, whose economy has been struggling in recent years, has completed its large Spaghetti Junction and ambitious roadworks stretching over 51.4 kilometres.
President Yoweri Museveni and visiting top Chinese communist party’s executive, Mr Wang Yang, on Friday launched completed sections of the 51.4km Entebbe expressway.
Uganda’s Daily Monitor reports that Mr Wang, who is chairman of the National Committee of the Chinese People’s Political Consultative Conference, described the expressway as a “starting point in Uganda’s economic takeoff.”
“Travel time [on the expressway] will be cut from two hours to 40 minutes. I hope the road will give Uganda the wings to fly to industrialisation and Vision 2040,” Mr Wang said.
He said the road is part of China’s Silk Road belt project, the initiative to enhance connectivity from mainland China to Africa and Europe, launched by President Xi Jinping in 2013.
Mr Wang, the number four in the Chinese communist party’s politburo, was accompanied by senior Chinese government officials, who included vice president of Exim Bank. They arrived in Uganda from the Republic of Congo-Brazzaville on Wednesday for a three-day state visit.

President Museveni described the Entebbe expressway as an outcome of enhanced Chinese-African support, which includes bankrolling the Shs1.5 trillion expansion of Entebbe International Airport, and the Karuma and Isimba hydropower dams, with combined cost Shs6.7 trillion.
He urged China to deal with African countries, not as narrower regional economic groupings such as East African Community, Common Market for East and Southern Africa, Economic Community of West African States and Southern African Development Community, but as one trading bloc after the recent signing of the Continental Free Trade Area (CFTA) treaty in Kigali, Rwanda in March.
Forty four African countries in March signed the CFTA treaty at the 18th African Union summit in 2012, to create a single continental market for goods and services.
The President also warned motorists that the expressway will remain a toll road in order to recover some of the project loan, now $479m.
He advised those who are unwilling to pay to stick to the old road.

The Finance Minister Patrick Chinamasa yesterday won a new title for himself following the shocking pictures of him opening a bin drum.
Thousands of Zimbabweans took turns to scoff at Chinamasa as they labelled him, Zimbabwe’s new Finance Binister.
UK based activist Sam Muringai said people might as well, call him the “Finance binister. ”

In what appears to be a running theme following the November 2017 coup, the Zimbabwe Republic Police (ZRP) has promoted over 300 offices.
These are to fill in positions left vacant when the force was captured by the army during the dramatic incidents from the 15th of November 2017.
Sources in Harare told the state media that 300 officers countrywide are set to be promoted by the end of this month.
The sources, quoted by the Herald, said the promotions are meant to fill positions that were left vacant due to dismissals and retirement.
After the November coup, the force’s former police commissioner general, Augustine Chihuri was retired.
This time, a process to identify those to be promoted began last month and the list will be availed by end of this month through the normal channels. According to a document from the Chief Staff Officer Planning and Development Senior Assistant Commissioner Elliot Mind Ngirandi titled “Proposed Restructuring of the Zimbabwe Republic Police, Central Planning Committee Number 08-18”, the police force will abolish some senior positions.
For example, the police training depot would be headed by an Assistant Commissioner and not a Senior Assistant Commissioner. Other proposals include the abolishment of the post of chief staff officer press and public relations.
A suspected copper cable thief died on Monday night while another was severely burnt after they were electrocuted by a 66 000-volt power line in Umguza district.
Elmon Ndlovu died on the spot while his accomplice Norman Moyo (22) sustained severe burns all over the body after trying to steal Zesa cables in Nkenyane along the Bulawayo-Nkayi Road. Moyo was taken to Mpilo Central Hospital yesterday afternoon.
A passerby, Mr Romeo Mlambo, who was going to a nearby river found Ndlovu and Moyo, who had been on the police wanted list for stealing copper cables. Ndlovu’s death and Moyo’s injury could potentially bring to an end criminal activities that had plunged many areas into darkness in the district.
Mr Mlambo went to investigate after hearing Moyo howling and reported to the police.
“It was around 9AM and I was going to Koce River when I heard cries. I walked towards the direction where the cries were coming from, only to find the two lying there helplessly. Moyo was crying for help and seemed to be in pain,” he said.
“It was horrible, their faces were hard to recognise with the burns. This is very bad because people do not seem to learn from the past. When people die committing a crime, it should be a lesson to many but these thieves do not learn from such events.”
Theft of copper cables has been on the rise in recent years, with Government saying it has led to a delay in implementation of projects as a lot of money is lost replacing them.
When a Chronicle news crew arrived at the scene at around 12 noon yesterday Zesa officials and emergency departments’ personnel were already there, conducting investigations.
Moyo’s clothes were scorched, with his shoes burnt beyond recognition.
Various tools, including a pliers and catapults were found in one of their bags while a rope, which they allegedly used to pull down the cables was hanging from a tree.
Ndlovu and Moyo were part of a syndicate on the police’s wanted list.
When Givemore Machedu was arrested for the theft of 800 metres of copper cables in Matobo district last month, he implicated the two.
Machedu was jailed last month for 15 years by a Gwanda magistrate after he was found in possession of copper cables valued at $1 587, which he and his accomplices had stolen.
Bulawayo Police provincial spokesperson Inspector Precious Simango confirmed that Ndlovu and Moyo had been on the wanted list for stealing copper cables.
“I can confirm that we are investigating a case of theft of copper cables where two accused persons cut copper cables. One died on the spot while the other had severe injuries. The injured man told the police that they were electrocuted on Monday night at around 9PM. The cable they cut was about 500 metres and we are yet to estimate its value,” she said.
Insp Simango said the duo had been on a copper cables thieving spree.
“Last month they stole 1,5km cables valued at $7 000 and 600 metres worth $3 000 from Glenkara. We urge members of the public to desist from criminal activities because the law always catches up with them,” she said.
Some time last year, an unidentified man was found dead hanging on an electric pole in Queens Park East suburb after being electrocuted by a 11 000-volt power line.
Last month, another duo was sentenced to 20 years in jail for stealing Zesa cables worth $1 925 from a power line in Figtree.
In February three Bulawayo men were each sentenced to 10 years in prison for stealing Zesa copper cables in Figtree.
The state owned paper, The Herald has published an editorial justifying the reason why it does not cover MDC rallies and functions in the same way it does those of Zanu PF.
The Herald said this is because the Nelson Chamisa MDC does not reveal it’s diary to them. Below was the full editorial:
The Herald is fully aware of its constitutional obligations and will continue to give all political parties equal coverage during and after the July 30 harmonised elections, Editor-in-Chief Caesar Zvayi has said.
Zvayi, who was briefing European Union Election Observer Mission media analyst Mr Javier Gutierrez on the operations of Zimpapers’ flagship with regards to elections, said all political parties and presidential candidates were free to engage The Herald for interviews or request coverage for their rallies.
Mr Gutierrez, who visited The Herald yesterday, is familiarising himself with various media organisations operating in the country.
“We are open to all contestants, whether Zanu-PF or MDC; all parties that successfully filed at the Nomination Court,” said Zvayi.
“All we want from them (political parties) is their schedule and then we deploy our reporters, which we have already been doing.
“The challenge we are facing is that opposition parties — and by opposition I don’t mean only MDC Chamisa — don’t give us their diaries. We are fully aware of our obligations under the Electoral Act and the requirements of the Zimbabwe Electoral Commission.”
Mr Gutierrez was interested in knowing how free and accessible The Herald was to all political parties and candidates.
He also wanted to know whether or not the country’s leading paper was in conformity with the Constitution.
“We will be looking at all aspects of this (election) process to make a comprehensive assessment on how the media performed,” Mr Gutierrez said. “The media is crucial as this is where the voters get information on political options.”
On political parties and candidates advertising in The Herald, Zvayi said all paying customers were more than welcome.
“We are a business, we do not receive funding; we make our own money through sales and advertising,” he said. “If any party approaches us we are open, but they are supposed to pay if it is an advertisement.”
Zvayi also briefed Mr Gutierrez on operational challenges that were making it difficult for The Herald to cover political rallies in some parts of the country.
“We are coming from an environment of severe economic challenges,” he said. “We have got bureaus in most provinces, but we cannot cover every rally.”
Zvayi dismissed the assertion that The Herald is being controlled by Government.
“The new political dispensation is different from the previous Government,” he said. “The new dispensation is opening democratic space. There is air of freedom, we are free to make our own decisions.”

Dr Moyo has been conducting election campaigns that he calls ‘walkabouts’ whereby he has been moving across the country having one to one engagements with the people.
In a statement on micro blogging site Twitter, Dr Moyo said he will launch his party’s manifesto at the Rotary Centre in Harare at 4PM.
“After a year of meeting Zimbabweans from all spheres, listening and learning their pressing challenges, and their call for a new political and socio-economic alternative, I’m honoured to officially invite all to the launch of the People’s Agenda manifesto by @APA Zimbabwe on 20 June,” tweeted Dr Moyo.
He said the event will be open to all citizens across the political divide.
“We open this invite to all democrats, members of the free press, Zimbabweans across all political divides beyond APA members who want to listen, learn, critique and stay informed in lieu of the July 30 elections. Dress however you like. Even in your favourite scarf or t-shirt,” Dr Moyo said.
He said his party will also have a question and answer session on issues that may arise following the manifesto launch. A report that says there are CIO agents who are following MDC Alliance leader Nelson Chamisa, has torched storm.
Chamisa told party supporters in the resort town of Victoria Falls at the weekend that Emmerson Mnangagwa has set up a team to follow him.

When contacted for comment by Daily News, Obert Mpofu dismissed Chamisa’s claims saying there is no need to ask “security services to pry on opposition parties and their leaders because they are not a national security threat.”
But Chamisa’s spokesperson, Nkululeko Sibanda, insisted yesterday that his boss’ fears were true.
