Wiwa; Chamisa Knows What He Is Doing On Grace, “Every Vote Counts.”

Nelson Chamisa

By Paul Nyathi|MDC-T National Executive member Job Sikhala has defended his principal Nelson Chamisa on speculations that he is working at bringing back into politics controversial former First Lady Grace Mugabe.

In a Facebook post on Friday, Sikhala said that Chamisa is an intelligent politician who knows what he is doing.

Wrote Sikhala:

It is naive to speculate the MDC Alliance President Nelson Chamisa from the lens of ignorance and sarcasm.

The young man is politically brilliant beyond measure. He reads the politics with exceptional dexterity. He is not what haters see him to be.

To expect him to appoint the former First Lady Amai Grace Mugabe to be his Vice President is an attempt to portion ZANU PF factionalism to President Nelson Chamisa and the Alliance.

There is no doubt that Grace ‘s husband still has residual supporters who are inching for revenge. To apportion them to anyone at the moment is a mistaken notion. Anybody who things that Mugabe has zero support at the minute is demented. Whom they will vote is anyone’s guess.

However, it would be excessive insanity to think that because of that unquantified support Chamisa will appoint Grace his Vice President is expecting too much.

Don’t discount the adage that every vote counts.

“Clarify Election Modalities With Political Parties” EU Ambassador To Zimbabwe Urges ZEC

By Own Correspondent| The European Union ambassador to Zimbabwe, Philippe Van Damme has urged the Zimbabwe Electoral Commission (ZEC) to clarify on election modalities as a way of building confidence and transparency on the upcoming harmonised polls.

Ambassador Van Damme urged stakeholders to continuously engage and dialogue through open communication in order to combat speculation as the country heads towards the watershed polls set to be held on July 30 2018.

Said Ambassador Van Damme in a tweet:

At Last… the Missing Mugabe $15 Billion Diamonds Report Revealed

Below is the final parliamentary report on the missing diamond revenue as investigated by the Temba Mliswa led portfolio for Mines And Energy:

THE SECOND REPORT OF THE PROTFOLIO COMMITTEE ON MINES AND ENERGY ON THE DIAMOND SECTOR IN ZIMBABWE FOR THE PERIOD 2009 – 2016
(S.C. 15, 2018)

1. Introduction
In 2016 the Former President of Zimbabwe, Cde Robert Mugabe made announcement to the nation, during his birthday interview, that over 15 billion dollars’ worth of diamond revenues could not be accounted for, at a time the country was experiencing severe liquidity challenges and economic contraction. In line with Section 160 of the Standing Orders of Parliament, read together with section 119 (2) of the Constitution, the Committee on Mines and Energy conducted an enquiry to get a deeper understanding of the diamond sector in Zimbabwe focusing on the investors and investments made, the monitoring and tracking systems on production and revenues, the marketing of the diamonds as well as the legal and policy frameworks regulating the industry. The discovery of diamonds in Marange created a huge expectation among the ordinary citizens to the extent that the industry would contribute towards the eradication of the triple challenges facing the country, namely, unemployment, poverty and economic recession. The enquiry will outline the challenges experienced and the lessons learnt so that the diamond sector can emerge from the murky waters and take its place among the key minerals that will make meaningful economic and social contribution in the country.

2. Methodology
In order to understand how the alleged fifteen billion worth of revenues could not be accounted for, the Committee engaged various stakeholders, mainly through oral evidence sessions held between February and May 2018. The commitment of the Committee was evidenced throughout enquiry with one oral evidence session lasting for a period of ten (10) hours. The Committee had an opportunity to engage the following stakeholders:
2.1 Hon W. Chitando – Minister of Mines and Mining Development;
2.2 Hon W. Chidhakwa – Former Minister of Mines and Mining Development;
2.3 Hon Dr. O. Mpofu – Former Minister of Mines and Mining Development;
2.4 Hon Dr. S. Sekeramayi – Forrmer Minister of Defence;
2.5 Dr I. Chombo – Former Minister of Home Affairs;
2.6 Mr D. Mutasa – Former Minister of State Security,
2.7 Mr G. Matanga – Commissioner General of Police;
2.8 Ambassador I. Moyo – Director General of Central Intelligence Organisation;

The Committee managed to conduct an on-site visit to Murowa Diamonds located in Zvishavane in April 2018 inorder to get an appreciation of security and accounting systems at the mine.

The Committee encountered challenges in securing the attendance of the following people: Mr Farai Mutamangira, Dr A. Chihuri, Mr T. Biti and Former President of Zimbabwe Mr R. Mugabe. Dr Chihuri could not attend because he was indisposed whilst Mr Mutamangira was not able to attend citing client-privilege confidentiality. The Committee sought legal advice on his submissions and was advised that the privilege he sought to rely on was not absolute and his appearance before Parliament will be dealt with at an appropriate time in the future as the inquiry conducted by the conduct did not exhaust all the sticking issues. Mr T. Biti, former Minister of Finance was also unavailable during the period of the enquiry due to other commitments. The Former President His Excellency Cde R.G. Mugabe was unable to attend at the appointed hour and the Committee was due to meet to consider summoning him as a measure of last resort but after consultations with the Hon Speaker, he was recused from attending.

During the enquiry some witnesses were either hostile or fearful and hence were unwilling to disclose information, such as those from the ZRP, CIO and the Former Minister of Mines and Mines Development, Dr Mpofu. The Committee observed that serving members of ZRP were unwilling to disclose information for fear of losing their jobs, especially in the wake of a police shake up that took place in January 2018, where several senior police officers were retired from service.

3. Findings

3.1 Diamond Revenues
3.1.1 Official Diamond Revenues from 2009 – 2015

The Committee was informed by the MMCZ that for the period 2006 to 2017, the country produced just over 51 million carats of diamonds, with a value of approximately 2, 4 billion dollars. Out of that figure, Government received approximately 300 million dollars in the form of royalties. This is in sharp contrast to the projections that were made by Dr O. Mpofu in 2011, after Zimbabwe was allowed to trade its diamonds formally – that on an annual basis the country would generate diamond revenues worth 2 billion dollars. The Committee noted that projections by Dr Mpofu created a lot of excitement and expectation among the ordinary citizens that the diamond sector was going to play a critical role in the transformation of the ailing economy.

3.1.2 The Alleged Missing Fifteen Billion Diamond Revenues
The Committee received diverse opinions on the question of the alleged missing 15 billion dollar revenues from the stakeholders in diamond industry. Some witnesses that included the Permanent Secretary of Defence, Mr Rushwaya and former Board Chair of ZMDC, Mr Masimirembwa disputed the assertion made by the Former President of Zimbabwe, His Execellency Cde R.G. Mugabe that over 15 billion worth of revenues had disappeared. According to Mr Masimirembwa …”the Former President was using it figuratively. I want to say myself that it is an impossibility. There is no way Zimbabwe sold diamonds worth 15 billion dollars”. Mr Rushwaya, in a separate session with the Committee, highlighted that the 15 billion loss of revenue was not feasible …”whoever gave the former President that figure should scientifically explain what method he used because if you go by the world standards, he can vouch for me as an accountant, 14 billion dollars the world over for one year, it is difficult to reach but you were saying the leakages for 15 billion dollars in Zimbabwe. Even if every inch had diamonds, we could not get to that stage”. According to Mr Rushwaya, the 15 billion dollars assertion was used as an excuse by the Ministry of Mines to take over concessions owned by the various diamond companies.

On the other hand, there were witnesses that firmly believed that the statement by the former President had a measure of truth in that diamonds worth 15 billion dollars or more could have disappeared. According to Mr Kurotwi and civil society represented by Mr Maguwu and Mr Mtisi, the country lost substantial diamond revenues due to smuggling, undervaluation and lack of exploration of the Marange area. Mr Masimirembwa admitted before the Committee that no exploration had been done to determine the value of the diamonds in Chiadzwa, before the signing of the joint venture agreements.

3.1.3 Recovery of the alleged Missing Fifteen Billion Diamond Revenues
The Committee noted that it would be difficult for the country to recover the missing diamonds revenues from the evidence that it received from the stakeholders. The former Permanent Secretary of Mines, Professor Gudyanga informed the Committee that the truth will never come out on the missing diamond revenues. He stated that “ when it comes to diamond, there are syndicates that are very sophisticated in the country and outside the country and many people get involved. Many beneficiaries get involved to ensure that the truth never comes out”. In essence, Professor Gudyanga was acknowledging that the country lost revenues, and the recovery and accounting of such money will require the support of both international and local law enforcement agencies given the intricacies involved in the diamond sector.

Mr Munodawafa, the current Permanent Secretary of Mines and Mining Development, informed the Committee that the Auditor General had been engaged to conduct a forensic audit on the joint venture companies that were operating in Marange. The exercise proved difficult because the joint venture companies could not be located. However, some of the joint venture companies attended the Committees hearings and they indicated that they were willing to have their books audited by the Auditor General. It is the Committee’s position that the Ministry of Mines and the Auditor General have been complacent in conducting a forensic audit to determine the revenue loses that may have been suffered by the country.
Civil society on the other hand represented by Mr Maguwu recommended that Government needed to engage countries and cities such as Dubai, China and India, where the country’s diamonds were marketed, to ascertain the value and losses Zimbabwe might have suffered. The second option was for the country to take their case to the United Nations or the International Criminal Court for redress.

3.2 Smuggling and Leakages of Diamonds
It was clear during the Committee’s enquiry that the country has lost and continues to lose its diamonds through smuggling and leakages. This was attributed to a number of factors that include the porous border lines, shortage of vehicles for the police to conduct effective surveillance, non-intrusive gadgets for searching, modern scanners and drone technology to monitor the Chiadzwa area. Despite the presence of the police, there are still incidences of illegal mining by panners. The Minerals and Border Control Unit (MBCU), informed the Committee that for the period 2013 to 2017, they recovered approximately 2 800 carats and a few convictions have been made. The MBCU expressed disappointment in the manner in which diamond cases were handled by the Police because most of the accused were acquitted as a result of loopholes in the Precious Stones and Trade Act.
According Mr Maguwu and Mr Mtisi, the diamonds that are unaccounted for are usually smuggled into South Africa and Mozambique. This was facilitated by a well organised syndicate comprising of well-known Lebanese diamond dealers some of whom are stationed in Mutare.

3.3 The Illegal Miners
The MBCU acknowledged that illegal mining activities continued to take place in Marange. The problem was exacerbated by villagers who were harbouring the panners, popularly known as Gwejas. On the other hand, the Marange Community Development Trust accused the police of allowing the gwejas to operate under their watch, after paying a bribe to the law enforcement agency. It was clear to the Committee that diamonds continue to be traded on the black market.

3.4 Security Sector Involvement in Diamond Mining
The police, army and the Central Intelligence Organisation (CIO) were given diamond concessions after the formalisation of mining operations in Marange in 2009. The police, army and CIO operated under companies known as Gye Nyame, Anjin and Kusena consecutively. The Committee was informed that the rationale for giving concessions to the security sector, was to finance some of the operations, due to the economic and budgetary constraints that the country had been going through. These were the findings of the Committee on the different arms of the security sector:

3.4.1 The Zimbabwe Republic Police
Section 219 of the Constitution clearly outlines that the ZRP has to operate in the professional manner, uphold the Constitution, maintain law and order as well as protect and secure the lives and property of the citizens of the Zimbabwe. In 2006, following the diamond rush in Chiadzwa, the police were called in to assist in restoring law and order, which they did to a great extent, paving the way for formal mining operations. However, from 2009, when the police acquired a concession, its presence in Marange was fraught with a number of anomalies. Firstly, there was no formal agreement recognising the diamond concession given to the police. The police could not supply documents showing the terms and conditions of the operation. During the oral evidence sessions, the Committee was informed that the police entered into a joint venture agreement with some Ghanaians and Zimbabwean partners. One of the local partners, Mr Munyeza, outlined that the partnership agreement was fraught with acts of intimidation and opaqueness on the part of the police. Mr Munyeza further accused the police of deliberately causing the deportation of the Ghanaians and of pushing out the local partners so that they could solely own the company. At one stage Mr Munyeza was abducted by the police and in order to secure his release, he was forced to surrender the keys to a safe securing the diamonds owned by Gye Nyame. The diamonds that were taken forcibly by the police could not be accounted for.
Secondly, the former Minister of Home Affairs, Dr Chombo, and the Permanent Secretary of Home Affairs, Mr Matshiya, outlined to the Committee that they are not aware of the existence and operations of Gye Nyame. The Secretary of Home Affairs is accountable for all departments that fall under his purview and unfortunately he could not account for the operations of the police as they relate Gye Nyame. It was clear to the Committee that the company was and was to some extent personalised with strong ties to the former Commissioner General, Dr A. Chihuri. All police representatives on the Board appointments, were done by the former Commissioner General, without the approval of the Permanent Secretary or Minister of Home Affairs.
The Committee also noted that those who were appointed by the former Commissioner General to serve on Gye Nyame were very defensive or ignorant on why they were appointed to serve on the Board. High ranking officials in the Police Service that include the deputy Commissioners Mr Matibiri, Ms Shambare and Mr Sibanda were not confident and articulate in their submissions about the existence and operations of Gye Nyame. Although the Permanent Secretary and Minister of Home Affairs claimed they were not aware of the operations and existence of Gye Nyame, the Committee was concerned this matter was in the public domain, which should have prompted them to take action. The written submissions by the Former Commissioner General Dr A. Chihuri pointed to the fact that Permanent Secretary of Home Affairs was briefed about the concessions. There is, therefore, a possibility of misleading Parliament by either of the parties. As such, charges of contempt of Parliament may be preferred against either of the parties should it become clear that there was a deliberate intention to mislead the Committee. This is not the end of the inquiry and accountability of the parties shall be demanded in due course. Suffice at this juncture to state that the administration of Gye Nyame as a concession leaves a lot to be desired and it was not consistent with the basic principles of public administration and corporate governance.

Retired Officer Commanding Support Unit, Mr Tanyanyiwa told the Committee that the “the Minister of Mines and Mining Development had requested police officers to safeguard Ministry officials during a process of hand-takeover of mines by the Ministry of Mines and Mining Development. No court order. Just an instruction from the Ministry of Mines”. The Committee noted with concern that the police were abused by the Ministry of Mines of achieve their unclear intended objectives. The Ministry of Mines was not willing to allow the judiciary to handle this conflict.

3.4.2 The Central Intelligence Organisation (CIO)
The CIO had a diamond concession operating under the name Kusena for the period 2011 to 2015. The company produced approximately 13 thousands carats worth about one million dollars. According to the former director General of CIO, Major General Bonyongwe, Kusena was not a viable entity and it was later they surrendered it to ZMDC, its joint venture partner. The CIO never benefited from the diamonds proceeds and all the revenues were in the custody of ZMDC. The areas of concern for the Committee were Kusena’s links with Sam Pa, a Chinese business magnate who is associated with shady deals and was placed under house arrest by the Chinese government. Major General Boyongwe highlighted that the CIO’s association with Sam Pa were above board, because during the lifespan of Kusena, Sam Pa was not a convicted criminal or accused of any corrupt activities. It is the Committee’s position that the CIO has the responsibility to safeguard the interest of the country through vetting of security threats posed by individuals or companies coming into Zimbabwe. The Committee observed that the operations of Kusena were not very transparent, as evidenced by the Board Members under Sino Zim, who could not explain the capitalisation and the operations of the diamond concession. The operations and the joint venture partners were known only by the Former Director General of CIO, Major General and a few other officials.

3.4.3 The Zimbabwe National Army
Anjin was one of the biggest players in the Marange area. The company started operating in 2010 and from its inception to 2015, produced approximately 9 million carats which generated about 332 million dollars in revenue. Out of that figure 62 million dollars went to government as royalties and 86 million dollars was spent under corporate social responsibility programs. The management of Anjin and Mr Rushwaya felt hard done by the hostile takeover by the government, given the vast investments made by the company, in the form of establishment of the mine, the purchase of equipment and machinery and through various corporate social responsibility programs. The company also managed to make investments in the construction of Golden Peacock in Mutare and Long Chen plaza, a shopping complex in Harare. The Committee observed that Anjin had its own shortcomings particularly the fact that it has never had its books audited and in that the full amount of investment, as per agreement had not been made. However, the company tried to operate within company regulations. The Committee was satisfied with the accountability procedures that were put in place by Anjin. Unlike the Permanent Secretary of Home Affairs, the Permanent Secretary for Defence proved to the Committee that he received regular briefs and on top of the situation. For the Permanent Secretary of Home Affairs, there was prima facie evidence of dereliction of duty, something that must not be allowed in the public administration.

3.5 Protection and Security of Investments in Zimbabwe
In the new political dispensation ushered in November 2017, Government has declared that Zimbabwe is open for business. It’s the Committee’s position that this mantra should be supported by investor friendly policies that include the protection and security of investments made into Zimbabwe. The joint venture partners of ZMDC were very bitter on what they went through as a result of the consolidation process. The views of the investors can be summed up in the words of Dr Kurotwi, from Canadile miners who said “In as far as investors are concerned…; Zimbabwe is a lion’s den. Investors will come at their own peril because there is no guarantee that when you invest you will get your money back. I am a victim of that and it has taken me almost 10 years to recover what we had invested genuinely”. The Ministry of Mines was accused of having flouted the investment agreements and for not respecting the laws of the country during the hostile takeover. In the case of Anjin and Mbada, their investment agreements did not have a time frame in which the Special Grants would expire. Their operations would continue as long as they paid the statutory fees and at the time of the take over the statutory obligations had been paid. As for DTZ OZGEO and Rera, their special grants had not expired but Government took them over. It is the Committee’s position that such kind of treatment of investors will only scare away investment.
As the Committee noted, it is very important that investors are protected in line with section 71 of the Constitution on Property Rights. Furthermore, investors should be protected from any acts of corruption in order to secure a license or protect their investments. One investor, Mr Kurotwi claimed the loss of a diamond concession as a result of failing to pay a bribe to Dr Mpofu, the former Minister of Mines and Mining Development. Furthermore, the Committee was told that some investors were forced to pay legal fees to Mr Mutamangira for unknown services. The Committee believes the Law Society of Zimbabwe and the Zimbabwe Anti-Corruption Commission must investigate the payments made to Mr. Mutamangira. Incidences of corruption should be dealt with in the possible way, in order to create a conducive environment to attract investment.

3.6 Executive Accountability on the Diamond Mining Operations
The Committee was disappointed by the former Minister of Mines and Mining Development, Dr O. Mpofu, for failing to respond to issues pertaining to the diamond industry during his term of office. In the same vein the non-appearance by the Former Head of State His Excellency Cde R.G Mugabe, to answer questions on the missing 15 billion diamond revenues, heightens the perception that both may have been complicit on this issue. Section 88 of the Constitution highlights that “Executive authority derives from the people of Zimbabwe and must be exercised in accordance with this Constitution”. As such it is important that the Executive responds to matters raised by Parliament as the legislature represents the people. Going forward, it is the Committee’s position that all members of the Executive should respond and be held accountable for their actions. At the same time Parliament should not be cowed into exercising this constitutional obligation. Where members of the Executive are not willing to be transparent and accountable to the people, the President of Zimbabwe should not hesitate to invoke section 108 (1) (b) which talks about the removal from office of a Cabinet Minister.

3.7 Indigenisation of the Diamond Sector
The Committee received a presentation from the President of Chamber of Mines, Mr Manhando, where he highlighted that the diamond sector together the platinum industry should not continue to be regulated by the indigenisation laws which called for 51:49 percent shareholding in favour of the indigenous people. During the Committee’s visit to Murowa in April 2018, the Rio-Zim board and its management clearly outlined that they needed 125 million dollars to capitalise and expand their operations in the next 3 years, without which the company might be forced to close its operations in the next 18 months. This capital could not be secured as long as the indigenisation regulations were in place. The indigenisation regulations were the major cause why Rio Tinto International pulled out from Zimbabwe.

3.8 Human Rights and Corporate Social Responsibility in Marange
The Committee had an opportunity to meet with representative of the mining community in Chiadzwa. They highlighted some of the challenges that were experiencing which included restricted movement of persons, dust and water pollution, lack of local enterprise development and harassment of villagers by state security agents. The concerns of the community need to be taken into consideration as this will also assist in minimising incidences of illegal mining by panners in the area.

3.9 Legitimacy of Zimbabwe Consolidated Diamond Companies

The Committee noted that the ZCDC was born out of a violent and disturbing corporate background. According to Mr Rushwaya,”the Minister (of Mines) could have acted under improper advice because definitely that was a moment of madness because we just saw the police armed to close down the operation without any consultation done to other parties”. Armed police, using AK 47 rifles were deployed into Marange to force the closure of these mines. All the joint venture partners as well as DTZ OZGEO which was not in a joint venture agreement with ZMDC narrated to the Committee of their harrowing experiences during the violent take over by ZMDC. The operation by the police while it sought to secure the mines created other challenges, which included destruction of existing infrastructure that had been invested by the companies such as security systems. Furthermore, some companies such as Mbada lost diamonds and diamond ore which were on site during the melee. It is the Committee’s position that the establishment and existence of ZCDC was compromised because of this unpalatable background. It will be difficult to legitimise its operations given such a tainted background. The Chairman of ZMDC, Mr Murangari, told the Committee that they were not in support of the consolidation process and the formation of ZCDC was a decision made by the Ministry. There was no Board resolution by ZMDC to allow for the formation of ZCDC.

In view of the above, the Committee makes the following recommendations;

4. Recommendations
Resolution Action Timeline
1. The forensic audit should be conducted as a matter of urgency on all the companies that were operating in Marange. The Permanent Secretary of Mines and the Auditor General, should engage in earnest all the joint venture partners that were involved in mining of diamonds in Marange. By August 2018
2. The Police should be given adequate resources that include vehicles and surveillance equipment to monitor and reduce incidences of smuggling of diamonds. The Ministry of Finance should give adequate budgetary support to the police for effective monitoring and surveillance activities in Marange. By December 2018
3. An investigation should be conducted on the diamonds and revenues produced by Gye Nyame ZACC should investigate the operations of the Gye Nyame so that that all those who abused office and engaged in shady deals are prosecuted. July 2018
4. Monies paid by MMCZ, Marange Resources and Canadile Miners for legal services to Mr Farai Mutamangira which were not specified need to be interrogated. The Law Society of Zimbabwe, Auditor General, the Zimbabwe Anti-Corruption Commission should investigate monies paid to Mr F Mutamangira for legal services that are not specified. By 31 August 2018
5. The indigenisation threshold on the diamond sector should be removed. The Minister of Finance should remove the 51/49 percent threshold on the diamond and platinum sectors in order to attract investment.

December 2018
6. Regular lifestyle audits should be conducted on Minister of Mines, its officials and parastatals under the Ministry in order to curb corruption. The Minister of Mines should appoint an independent body to conduct regular lifestyle audits on persons working at the Ministry and parastatals under the Ministry.

December 2018
7. Officials from the Ministry of Mines, ZMDC and its subsidiaries should declare their interests and assets on assumption of office or during their term of office to curb corruption. The Minister of Mines should ensure employees at the Ministry, ZMDC and its subsidiaries declare their interests and assets during or at commencement of work.

December 2018
8. ZCDC should be allowed to re-enter into partnerships again, moreso in the new dispensation where Zimbabwe is now open for business. The Minister of Mines should allow investors to come into the Marange area, to boost production and capacitate the operations of ZCDC. With Immediate Effect.
9. DTZ OZGEO should be restored its claim given that it is not within the Marange area and has never been in joint partnership with ZMDC. ZMDC should focus its energy on the Marange diamond deposits because the area has not be fully explored or exploited. Concessions in Chimanimani should be given back to the former owners. December 2018
10. Members of the Executive should be held liable for their actions whilst in Office and even after they leave office. The President, His Excellency E.D. Mnangagwa should not hesitate to invoke section 108 (1)(a) of the Constitution read together section 106 (2)(c) in order to curb corruption and abuse of power by Members of the Cabinet. On-going.
11. The Former President His Excellency Cde R.G. Mugabe needs to clear the air on the missing 15 billion dollars’ worth of revenue. Closure on the alleged missing 15 billion diamond revenues is possible if the former President clears the air on the context he made the assertion that the country lost such an amount. The 9th Parliament must pursue the matter to the logical conclusion. –
12. A whistle blowers policy or law should be put in place to encourage and protect persons who desire to divulge information that is of national importance. The Minister of Finance should put in place a policy that will protect whistle-blowers so that the country will not continue to loose revenues through illicit financial flows, smuggling and other forms of corruption.

By December 2018
13. ZCDC needs to be assessed by a Kimberly Process Review Team to ascertain if it’s still abiding by the KP requirements. The Ministry of Mines need to invite the KP review team given the formation of ZCDC in 2015, to assess if it is compliant with KPCS requirements. By December 2018

5. Conclusion
The lustre of the diamond industry in Zimbabwe has been damaged due to shady deals and operations. The new Minister of Mines, Hon Chitando has a tall order to ensure that transparency and accountability is inculcated into the industry. The new strides made by the Minister of Mines to announce proceeds of diamonds sales whenever an auction is conducted should be commended. However, there are a number of unresolved issues that still need to be resolved so that the diamond industry can contribute meaningfully to the growth and development of this country.

Ndebele Banned In UK Company

By Own Correspondent| There was drama yesterday when it was revealed that Ndebeles were slapped with a ban in a UK company.

This was the infamous dodgy funeral insurance company, Madzimai Akatendeka Ltd. It is owned by the humiliated 40 year old sociallite Fungai Maruta who has defrauded many Zimbabweans here.

Untold numbers of women have in the last few weeks narrated their disturbing accounts of being duped to part with their precious earnings. But none of those accounts match that of discrimination on the basis of tribe. An impeccable audio recording was replayed in which Maruta instructs that only Shona is to be used in the company, effectively banning many of her customers who do not speak the language. One victim who spoke said while she can understand the language, she “can not speak Shona, and it is unfair that this is now said more than two years after the company was launched” and particularly after Maruta took their money in subscriptions without ever revealing that she would one day push away non Shona speakers. Maruta can be heard in the below LIVE video declaring that only Shona is to be used and this at all times in this group. This expose’ is part of the classic whistleblowing series of programmes ZimEye began last week following the fradulent activities revealed.

There was more drama when a male caller telephoned attempting to defend Maruta. The man made claims that he is a police officer with one of the constabularies in the UK and he claimed that he has verified that she did not use people’s contributions to purchase her recently bought Land Rover. During the heat of being grilled, the man’s phonecall was suddenly withdrawn, after being challenged on the credibility of him being a police officer.

Khupe To Attack Chamisa Next Week

The renegade and expelled former Vice President of the MDC-T party is set to frustrate her former boss, Nelson Chamisa, next week, it has been protected.

The development will add piles on top of other acts of frustration by Khupe, beginning with false claims of her popularity as she attempted to stage up against Chamisa.

Already in the last 2 days, her party spokesperson, Linda Masarira published outdated Tsvangirai era videos, claiming that they are current footage.

The state media reports stating in full that: the legal wrangle pitting two rival MDC-T factions over rights to the party’s name and symbols could pose challenges when the Nomination Court sits next Thursday, legal experts said yesterday.

The two factions, one led by Mr Nelson Chamisa and another by Dr Thokozani Khupe, are locked in a court battle following an acrimonious fall out over the succession of the late founding MDC-T leader Mr Morgan Tsvangirai. Mr Tsvangirai succumbed to cancer in February this year.

The Supreme Court last month ruled that the matter be referred back to the High Court on an urgent basis for trial but it has not been set down.

Lawyers interviewed by The Chronicle yesterday said as it stands, none of the factions have the right to the name which might pose as a serious challenge for the Zimbabwe Electoral Commission and the electorate if both were to insist on using the name and symbols.

Harare lawyer Mr Harrison Nkomo said Zec can use its discretion to differentiate party logos.

“In fact the issue is of the names that will be submitted by the respective political parties to the Nomination Court. They can only listen to an order of Court, if there is no order of court, it will proceed. At law, there is nothing that precludes Zec from using its discretion whether to accept them as they are or not,” said Mr Nkomo.

Constitutional law expert and Dr Khuphe’s lawyer, Professor Lovemore Madhuku, said the parties may have to settle for a variation ahead of the Nomination Court.

“I think the political parties will have to agree on how they provide nomination papers.

“I’m sure they will have to find some variation here and there. I think that will happen because it has not been set down because we still haven’t got a date. I’m sure they will have to agree on the variation, but that’s up to the political parties. I only deal with the legal aspect, I don’t have the mandate to advise on such matters,” said Mr Madhuku referring further questions to the parties’ spokespersons.

Mr Chamisa’s lawyer, Advocate Thabani Mpofu declined to comment on the matter.
Bulawayo lawyer Mr Tanaka Muganyi said the fight over the name would confuse supporters of both factions if ballots are to be printed under the same logos.

He said the courts should have treated the matter with urgency bearing in mind that it was an electoral matter.

“When you go to the Nomination Court, you go there representing a party so it’s going to further confuse the electorate. The electorate will suffer most from the confusion.

“What should have been done is that when the Court decided that the matter be set down and go for trial , it was supposed to bear in mind that there was a Nomination Court and the matter is finished before the Nomination Court,” said Mr Muganyi.

“The court should have taken judicial notice of that because at the end of the day it will cause confusion”.

Mr Muganyi said in its appeal to the Supreme Court, the Chamisa-led faction was supposed to make a provisional order seeking finality before the sitting of the Nomination Court. “What could have possibly been done is that when the Chamisa-led MDC filed their appeal at the Supreme Court nullifying Justice Bere’s judgment, it knew the Nomination Court was coming and so they were supposed to have made a provision in their order to say this matter should be finalised before the Nomination Court,” he said.

Mr Muganyi said the Courts could have assigned a special judge to deal with the matter because it’s an Electoral matter before the sitting of the Nomination Court.

“It is an unfortunate oversight by both parties,” he said. Following the Supreme Court’s remittance of the matter back to the High Court , the Chamisa-led faction, through its lawyer, Adv Mpofu, recently filed its declaratur (order seeking an official statement) pleading with the court to grant them the relief they sought.

“As a result of their expulsion, the first, second and third defendants (Khupe, Gutu and Bhebhe) lost the right to the use of the name, symbol, logo and trademark of the MDC,” said Adv Mpofu.
“Despite losing the right to the use of the name, symbol, logo and trademark of the plaintiff (MDC), defendants have without lawful excuse continued to hold themselves out as belonging to the plaintiff and have abused its name, symbol, logo and trademark.” – state media

Pupil Dies: Criminals Fingered

Sad death… Ryan
Police and the family of a Form Four pupil at Mzingwane High School, who allegedly committed suicide by hanging himself, suspect foul play.

The family yesterday said it was disturbed because the school authorities cleaned up the crime scene before police commenced investigations.
Ryan Siziba (16) of Bellevue suburb in Bulawayo allegedly hanged himself on Tuesday night on the roof trusses of a disused boiler room behind the school hostels using his belt.
It was suspected that Ryan feared disciplinary action over alleged theft.
His body was found on Wednesday at around 6AM.

A police source close to investigations said foul play was suspected and investigations were underway.

School authorities alleged that Ryan had stolen food from other pupils’ trunks with a 15-year-old friend from Pumula North suburb in Bulawayo.
The friend and another Form Four pupil allegedly discovered Ryan’s body.
The Chronicle yesterday observed that the disused boiler room, which was earlier described as a pig sty, was sparkling clean.
Ryan’s father, Mr Noel Siziba, among a team of other family members, said they failed to get clear answers from the school.

The school’s acting deputy headmaster, a Mr Mangena and the boarding master, Mr Mazisi Mpofu, seemed equally surprised about the clean-up claiming not to know who had taken up the task.
Mr Siziba said: “I can’t believe my eyes on the clean up and this makes me suspect a great degree of foul play on my son’s alleged suicide. When I arrived at the scene yesterday (Wednesday), the room was full of cigarette and mbanje stubs, indicating that the unused room was where boys performed their shenanigans.

“As an African man, I sought permission to come back the next day to show my family the place where my son died as well as to perform our traditional rituals. It comes as a great shock and disappointment to find the place cleaned up.

“What worries me most is whose children were tasked to clean up a room where someone had allegedly hanged himself.”

He denied that the school had notified him on Tuesday night that his child was missing.
“I want to correct this in front of the school authorities that they only phoned me on Wednesday at around 7AM, informing me that Ryan had gone missing the previous night.

“When I arrived at the school at around 9AM, I was then informed that my son had just been discovered dead and police were already at the scene,” said Mr Siziba.

Earlier reports seemed to suggest that Ryan’s body had already been found when the school told his parents he was missing, as police were told the body was discovered at 6AM.
Mr Mangena said he must have been misquoted by the police because he did not say the family had been contacted the previous night.

He said he was fully aware the family was going to perform rituals at the scene adding that he was equally shocked that someone did the cleaning.

A source at the school said on Tuesday at around 3PM, the two pupils went into the Form Ones’ hostel and stole some food from trunks and returned to their hostels where they ate the food.
The boarding master, Mr Mazisi Mpofu, said he received a report from other pupils to the effect that there had been a theft of food stuffs and the two were implicated as they had been seen earlier in the hostels.

He said he last saw Ryan at around 9PM after studies and intended to interview him later on the matter.

“Later that evening, at around 9PM, Ryan’s friend approached me and confessed that he committed the crime with him. I dismissed him, promising to interview each one of them the following morning, although I wanted to see Ryan before bed time.

“After Ryan didn’t return to his hostel up until 11PM, I instructed his dormitory mates to go to bed and a search was conducted the following morning around the school premises. The now deceased was found by the friend and another pupil (16) hanging from the roof trusses of a disused boiler room behind the school hostels,” he told The Chronicle.

Police took the body to the United Bulawayo Hospitals (UBH) for post-mortem.- state media

Video Of Chisipite School Causes Stir

NATIONAL NEWS

CHISIPITE Girls High School in Harare is at pains to clear its name after some of its pupils were captured on camera singing an explicit song where they were referring to themselves as “sluts” and suggesting they were having unprotected sex.
“Baba tese tirimahure, tese tinoda n****, hapana anoramba n**** (Father, we’re all sluts, no one refuses to engage in unprotected sex) . . .” they sang clapping their hands while recording themselves.
Though it is not clear when the video was recorded, it went viral on social media on Thursday and raised eyebrows with some questioning the morality of the school.

There were mixed feelings about the recording with some defending the pupils who are doing Lower Six at the girls’ school saying there was nothing amiss considering their age.
Some bashed them saying they needed to focus on their studies.

“Eish, part of me thinks moral degradation of society then I remember there were no smart phones when we were in high school and we were probably worse,” wrote one Michael Mangenje on Facebook in response to the video.

Some felt the pupils were reflecting what was going on in society where older men, referred to as blessers, are known to prey on young school girls.
“The visibly excitable young Chisipite High School girl who did the ‘tese tinoda n****, hapana anoramba n****’ clip is extremely unfortunate because while I agree that her comments are not a good example of what is expected of young school girls, it brings to light the reality of what’s going on in schools.

“Older men are seriously sleeping with schoolchildren. This however, isn’t new, the problem is with social media. She might get suspended or expelled and her career might go up in smoke, but this is a lesson for young people at school,” wrote one Katsande.

Supporting the pupils was Internet personality — Nomathemba Primrose Ndebele — who said their behaviour was normal as they were going through adolescence.

“We were once young and carefree students at some point and we sang worse songs than the girls at Chisipite. Hope we’re judging those little beautiful kids from an honest place not from hatred that their parents can afford $4 000 per term and we can’t.”

Another concurred with Ndebele saying: “I showed my son Dylan the video and he sang along. He said mum, this is also one of our war cries at school.”

Others said the pupils singing such a song did not mean they were practicing unsafe sex.
“All those judging should know that singing is one thing and doing is another thing. They’re kids, let them have fun. We probably used to sing worse. They probably don’t even know what they’re singing. Let’s let them be,” wrote one Bruce.

However, many said what set them apart from pupils these days was that there were no recordings of the songs/videos. As such, they suggested that the students desist from recording such videos in order to avoid situations like these.

“We sang worse than this in our days but children of today should be taught that they should not take videos that they do not want the world to see.”

The video landed in the hands of the school’s authorities who yesterday morning distanced themselves from the song saying it was not sanctioned by the school and was not a war cry.

“Thank you to all of those who have let us know about the appalling video that some of our L6 pupils made. The girls’ parents have been notified and share our disappointment in the pupils’ behaviour.

“The girls have been punished and regret their actions. This was not a war cry or in any way sanctioned by the school but an isolated incident involving six pupils,” wrote the school in a statement. This is not an accurate reflection of our school culture and community, a sentiment shared by our parents, alumni and pupils.

We thank you for your support of Chisipite,” wrote one Mrs Hill from the school. – state media

VIDEO: Grace Mugabe Causing Chaos, Says Mutinhiri

Grace Mugabe reportedly funded some top National Patriotic Front members to cause the recall of NPF interim leader Retired Brigadier General Ambrose Mutinhiri to pave way for her ascendency in that party, it has emerged.

Mrs Mugabe is reportedly eyeing the vice presidency post in the MDC Alliance once done with Rtd Gen Mutinhiri.

MDC Alliance leader Mr Nelson Chamisa is yet to name his deputy. National Patriotic Front national political commissar Mr Jimmy Kunaka yesterday claimed that the NPF’s spokesperson Mr Jealousy Mawarire, Ms Nomthandazo Eunice Moyo and Mr Shadreck Mashayamombe were being secretly funded by Mrs Mugabe to overthrow the party’s founding leader Retired Brigadier General Ambrose Mutinhiri.

Speaking at the press conference called by Rtd Brig Gen Mutinhiri to fire Mr Mawarire and his team yesterday, Mr Kunaka said the Mawarire camp had been captured by Mrs Mugabe in her bid to take over as the party’s president.

This, he said, was to pave way for her to claim a bigger stake in the MDC Alliance.
“We will stand by our president Cde Mutinhiri. These guys are lost and have taken the wrong direction. They do not have the mandate to fire the president when the party’s constitution has not yet been endorsed by the people,” said Mr Kunaka.

“One thing critical here is that at the time they were addressing their press conference they had cash in their pockets, which they got from Grace Mugabe who wants to be MDC Alliance vice president. We are saying you have gone and invited Grace to be vice president in the Alliance. The three of you must go and we as NPF we say no, no no. Grace is the one who put us where we are today,” he added.

Mr Kunaka said Operation Restore Legacy was a result of Mrs Mugabe’s behaviour when she was First Lady.
“It is better to go and hang myself and die. I will not allow that, that Grace should lead NPF,” said Mr Kunaka.

He said if Mrs Mugabe wanted to be a member of the NPF she has to follow proper procedures.
Mr Mawarire yesterday announced the recall of Rtd Brig Gen Mutinhiri at a press conference in Harare and immediately announced that they were joining the MDC Alliance by Monday next week.
Rtd Brig Gen Mutinhiri later convened a press conference and insisted that he was the leader and founder of NPF.

He dismissed Mr Mawarire and other members of his faction including Ms Moyo and Mr Mashayamombe. – state media

Grace Mugabe Wants A Job Inside Chamisa’s Office, Kunaka Alleges

NPF party bigwig Jim Kunaka today alleged that spokesman Jealousy Mawarire, Eunice Sandi Moyo and Shadreck Mashayamombe have been paid by former First Lady Grace Mugabe to oust their leader Ambrose Mutinhiri.

He said this is because Grace wants a job in Chamisa’s office as VP.

He made these comments during their press conference in response to Mutinhiri’s dismissal earlier announced by Mawarire.

He also added that NPF executive will tomorrow hold a convention to vote for the party’s leadership. He said, “We will stand by Mutinhiri. These guys are lost and have taken the wrong route.

“They do not have the power to fire the president when the party’s constitution has not been endorsed by the people. When they addressed the press conference they had cash that they had received from Grace (Mugabe) who wants to be MDC Alliance Vice President. We urge them to join MDC Alliance and leave NP.” WATCH THE LIVE VIDEO COVERAGE BELOW:

Sergio Ramos Is ‘An Idiot’ – Firmino

Terrence Mawawa

Liverpool forward Roberto Firmino has described Sergio Ramos as “an idiot” because of his comments following the Champions League final.

The Real Madrid captain criticised Loris Karius, Mohamed Salah and Firmino himself a few days after the match which Real won 3-1 to secure a third successive Champions League crown.

Ramos said: “I am only missing Roberto Firmino saying he got a cold because a drop of my sweat landed on him.”

But speaking ahead of Brazil’s game against Austria on Sunday, Firmino responded, saying: “I prefer not to make any comments, I think he has a view because he was the champion but I thought he was an idiot for what he said but that’s okay.”

The Spanish international has been accused of performing an illegal challenge on Salah, resulting in him suffering a serious shoulder injury, and concussing the German goalkeeper during a collision.

Coltart Rejects Bulawayo East Constituency

David Coltart

By Paul Nyathi|Senior member of the Welshman Ncube led MDC David Coltart has opted out of contesting the Bulawayo East Constituency elections under the MDC Alliance coalition.

Information made available to ZimEye.com indicates that the former Education Minister wrote to the MDC Alliance coalition principals requesting that he runs for senatorial seat instead of a parliamentary seat.

Coltart was the first MDC Alliance coalition aspiring parliamentarian to be confirmed as a candidate after Thabitha Khumalo who narrowly beat him in the last election opted to cede the seat to him.

Sources in the MDC-T said that Mr Coltart’s exit could see Khumalo bouncing back to contest the Bulawayo East constituency seat.

Chidzambwa Defends Own Team Selection

Coach Sunday Chindzabwa

Terrence Mawawa

Warriors coach Sunday Chidzambwa has defended Abbas Amidu’s inclusion in the first team at the 2018 COSAFA Cup.

The 28-year-old forward has failed to make an impact at the tournament, raising questions why the coach prefers him to Tino Kadewere.

In an interview with Daily Sports Zone, Chidzambwa still regards Amidu as a good player.

“Abbas is not a bad player I think he is only going through a bad time,” Chidzambwa said.

“Their season ended about a month ago, so maybe he is not in form.

“Football is teamwork and if I am to single out one player, for me that would be unfair. I look at the whole team, and see where the mistakes are coming from and rectify them.”

When asked about the reaction of the fans who celebrated when Amidu was substituted early in the second half, the coach said: “I am not worried about the fans, it’s about my team. I want to work on creation and scoring of chances in our front three. We will try to work on that before our next game.”

The Warriors play Zambia in the final on Saturday. The encounter is a repeat of last year’s clash in the same round – which Zimbabwe won 3-1 to lift the cup for the fifth time.

Mohadi Tells Ndebeles To Forget About Gukurahundi, “MNANGAGWA vs LOBENGULA SAME SAME!”

Kembo-Mohadi

Terrence Mawawa| Vice President Kembo Mohadi’ s remarks at a rally in Chiredzi last week have sparked a tribal storm.

Mohadi told Zanu PF supporters at a rally held at Tshovani Stadium last Sunday Ndebeles should forget about the Gukurahundi atrocities because Shona people were also terrorised before the massacres in which President Emmerson Mnangagwa personally called for the annihilation of people he labelled “cochroaches” which must be dealt with using DDT.

It is estimated that 20 000 civilians were massacred at the height of the Gukurahundi era.

Mohadi shocked party supporters when he said the period of bemoaning the Gukurahundi atrocities was over because Ndebeles also raided Shona homesteads by the 19th century King Lobengula.

“The Gukurahundi issue is a thing of the past. We have to forget about the issue.

The Shona people also lost their wives who were forcibly taken by the Ndebeles so let us focus on building our great nation,” Mohadi said.

Mnangagwa ‘Runs Away’ From Chamisa

Terrence Mawawa

President Emmerson Mnangagwa had to cancel his rally that was scheduled for Mucheke Stadium in Masvingo today because he had been advised Nelson Chamisa would be addressing MDC Alliance supporters in Masvingo District on the same day.

“Mnangagwa has cancelled his Masvingo Star Rally fearing that he would be humiliated by a low turnout.

Since Chamisa, is also conducting rallies in Masvingo the President has decided to move the rally to another date,” ruling party sources said yesterday.

Two Women Hospitalised After Eating Mbanje Cakes

TWO Hwange women who are bartenders were rushed to hospital where they were treated for drug induced psychosis after eating muffins laced with mbanje.

The muffins also known as space cakes or weed brownies are baked using cannabutter, which is butter heated in a pan with mbanje leaves and buds mixed in and then sifted out.

They cause a dangerously intense high and traces of the drug may be found in a person system more than a month after eating the muffins.

Ms Memory Sibanda and Ms Lisa Nyoni became nauseous and dizzy after eating the space cakes given to them by Terrence Kurai Machina and Tendai Terrence Mafara on Africa Day at Hwange Cricket Club.

Machina (26) of 274 Chibondo and Mafara (27) of 7L Ingagula were charged with assault after it was discovered that they made the muffins and laced them with mbanje.

Machina and Mafara told court that they intended to have fun with the two complainants after drugging them.

The duo said they didn’t expect the two bar-ladies at Hwange Cricket Club, to be affected by the mbanje.

“We would want to apologise to the complainants and the court. We thought that since the complainants are regular drinkers and smokers they would not mind the mbanje. We were hoping to have a good time with the two,” said Machina in court.

Hwange magistrate Mrs Portia Mhlanga-Moyo convicted Machina and Mafara on their own plea of guilty to assault yesterday.

The duo was sentenced to 24 months in jail. Six months were suspended on condition of good behaviour within five years while the remaining 18 months were suspended on condition that Machina and Mafara perform 630 hours of community service at the Hwange Magistrates’ Courts.

Prosecuting, Ms Memory Munsaka said Machina and Mafara made the muffins cakes on May 25 before proceeding to Hwange Cricket Club where they deliberately gave them to the two complainants who were on duty.

“On May 25 Machina baked some muffins and laced then with mbanje at his place of residence. He connived with Mafara and the two went to Hwange Cricket Club where they met Ms Sibanda and Ms Nyoni. Mafara approached the two complainants and offered them the muffins,” said the prosecutor.

The court was told that Machina and Mafara did not tell the complainants that the muffins had mbanje.

After separately eating the muffins, the two women became nauseous and dizzy and were immediately rushed to Hwange Colliery Hospital as they couldn’t continue with their work.

Tests done at the hospital confirmed Ms Sibanda and Ms Nyoni suffered from drug induced psychosis.

A report was made to the police leading to Machina and Mafara’s arrest.

BREAKING – Mugabe Party Fires Own President, Mutinhiri

NATIONAL, BUSINESS, BREAKING

By Own Correspondent| Somewhat true to rumours that Robert Mugabe is the one who has done this – the National Patriotic Party has fired its own president, brig Ambrose Mutinhiri.

This was announced on Friday morning by the spokesman, Jealous Mawarire during their presser.

He said, “the meeting also endorsed that Cde Mutinhiri our interim president who on the 9th May 2018 at a NFEC meeting in Borrowdale apologised for his nonchalant approach to the task assigned to him, still showed gross incompetence lack of commitment to the party and its cause and therefore the meeting decided to relieve him of his current duties pending reassignment. The interim president Ret brig Gen Ambrose Mutinhiri is therefore recalled from his current position after he teamed up with a former cabinet minister to hire thugs to disrupt an NFEC meeting at Magolis Resort in Harare yesterday. The NFEC also noted that Cde Mutinhiri’s alliance with the former cabinet minister points to to a deliberate ploy to disrupt the NPF activities especially the coalition talks. Rival Candidates In Historic Public Debate For Votes

An MDC candidate makes his submissions at the meeting.

By A Correspondent|The Gwanda Residents Association on Thursday held a historic “Meet The Candidates” public meeting where it paraded rival council candidates to present their election manifestos to the electorate.

Funded by the Women’s Institute for Leadership Development Trust, the historic session saw four candidates from Mthwakazi Republic Party, Welshman Ncube led MDC, Nelson Chamisa led MDC-T and ZANU PF square up in a hot but very harmonious debate.

The Candidates all contesting in Ward 4 of Gwanda Central Constituency were given time to present their manifestos before members of the public took time to question them on their electoral promises.

Prior to the candidates presentations, the Zimbabwe Electoral Commissioner Daniel Chigaru presented the provisions of the new Electoral Act and the Code of Conduct for the elections.

Residents of the town expressed appreciation in having the series of meetings that the Residents Association will take to all the wards in the town.

“This is very historic and shows maturity in our democracy under the new dispensation,” said Ms Sikhathele Sibanda in an interview after the meeting.

“We really wish that we could see the same being done at higher levels such as President and Parliamentary candidates,” she said.

Addressing the meeting, the chairman of Gwanda Residents Association Mr Amos Phiri said that the aim of the meetings is to facilitate for a peaceful election set for July 30 this year.

“These meetings are being done to unite us as a community and present peaceful elections in our town,” he said.

Commissioner Chigaru congratulated Gwanda Residents Association for holding the historic gathering and hoped that the same could be done throughout the country.

International Human Rights Body Raises Flag Over Credibility of 2018 Elections

By Talent Gondo| An international rights body, Human Rights Watch (HRW) has raised the flag over the country’s harmonised polls slated for July 30 saying that the elections are unlikely to be free, fair and credible because of failure by President Emmerson Mnangagwa’s government to implement electoral reforms.

In a recently released report, Human Rights Watch said failure by government to carry out legal and electoral reforms threatens the credibility of the harmonised polls.

“Despite President Mnangagwa’s repeated promises that elections will be free and fair, the ability of voters to freely choose their leaders is in serious doubt,” said the HRW.

In a research conducted  in May, including interviews the country, found that security force involvement in the electoral process, abusive laws that remain in effect, and violence and intimidation by the ruling party all contribute to an environment that is not conducive to free and fair elections.

Dewa Mavhinga, Southern Africa director at Human Rights Watch added,

“As Zimbabwe’s elections draw close, the government needs to ensure that conditions are right for people to vote for candidates of their choice in an environment that is free of intimidation, fear, and violence. President Mnangagwa should act to ensure credible, free, and fair elections.”

Below is the FULL TEXT of the statement by the HRW.

The Zimbabwean government’s failure to carry out legal and electoral reforms threatens the credibility of national elections scheduled for July 30 2018. Human Rights Watch said. Despite President Emmerson Mnangagwa’s repeated promised that elections will be free and fair, the ability of voters to freely choose their leaders is in serious doubt.

Human Rights Watch research in May, including interviews across the country, found that security force involvement in the electoral process, abusive laws that remain in effect, and violence and intimidation by the ruling party all contribute to an environment that is not conducive to free and fair elections.

“President Mnangagwa needs to go beyond mere rhetoric and take genuine steps to level the playing field for all candidates and their parties,” said Dewa Mavhinga, Southern Africa director at Human Rights Watch.

“A key test will be whether state media give equal coverage and access to all political parties without bias or favor.”

Zimbabwe’s military and other state security forces have for many years interfered in the nation’s political and electoral affairs, adversely affecting the right of Zimbabweans to vote for the candidates of their choice.

Mnangagwa and his administration should level the electoral playing field by preventing the military from engaging in partisan politics or interfering in electoral processes, and taking strong action to deter violence and intimidation by the military during the campaign period and elections. The military leadership should publicly demonstrate its commitment to a fair election process and not interfere with the outcome of the vote.

The role of the Zimbabwe Electoral Commission, which is charged with overseeing the 2018 election process, is also of particular concern.

The commission has not demonstrated independence or impartiality. At least 15 percent of the Zimbabwe Electoral Commission’s secretariat are serving or former military officials.

The military should help make the commission more independent and professional by removing serving military officers from the body, Human Rights Watch said.

The government’s failure to repeal or significantly revise key laws or to address the partisan conduct of the police further undercuts free elections. Repressive laws needing reform include the Public Order and Security Act, the Access to Information and Protection of Privacy Act, and the Criminal Law (Codification and Reform) Act.

All of these laws have been used to arrest peaceful protesters and censor critical media. The lack of reform places a greater burden on the police to ensure that the rights to freedom of association and peaceful assembly are respected during the campaign period.

Human Rights Watch research found widespread intimidation, harassment, and threats of violence mainly by supporters of the ruling ZANU-PF party to coerce members of the public to hand over their voter registration slips and commit to vote for ZANU-PF.

Party members have intimidated voters by reminding them of violence during past elections and threatening to withdraw food aid if they did not vote for ZANU-PF, Human Rights Watch found. Between March 24 and April 1, a domestic human rights group, Heal Zimbabwe Trust, recorded 31 human rights violations in 17 districts relating to the election campaign.

The group described intimidation and forced attendance at political gatherings, including by school children, and disruption of opposition political gatherings.

Incidents of political violence and intimidation characterized the primary elections in May 2018 to choose parliamentary election candidates in the ZANU-PF party and the opposition Movement for Democratic Change – Tsvangirai (MDC-T) party.

The MDC-T appears to have established a militia type uniformed youth group called the Vanguard which was implicated in several cases of violence against the former party deputy president Thokozani Khupe and her supporters who have since formed a rival faction of the party.

All political parties should ensure that their members act peacefully, allowing others to associate freely and express themselves no matter their political views, and permit citizens to vote without fear of violence, Human Rights Watch said.

Zimbabwe has an obligation to allow each citizen to vote in genuine periodic elections, as provided under the country’s constitution, and guaranteed in international and African human rights conventions that Zimbabwe has ratified. The Southern African Development Community (SADC) Pronciples and Guidelines Governing Democratic Elections to which Zimbabwe is a party, call for full participation of citizens in the political process, freedom of association, political tolerance, equal opportunity for all political parties to access the state media, independence of the judiciary, independence of the media, impartiality of the electoral institutions, and voter education.

Careful monitoring of the election and the campaign throughout the country is especially important considering the need for legal and electoral reforms, Human Rights Watch said.

The Southern African Development Community (SADC), the African Union, the European Union, and other groups should provide competent international observers to monitor the campaign period and elections.

The Zimbabwe government should ensure that all electoral observers can move freely throughout the country and can access all legislation, regulations, and institutions governing the electoral process, consistent with the SADC Principles and Guidelines.

“As Zimbabwe’s elections draw close, the government needs to ensure that conditions are right for people to vote for candidates of their choice in an environment that is free of intimidation, fear, and violence,” Mavhinga said.

“President Mnangagwa should act to ensure credible, free, and fair elections.”

MDC Alliance Collapse, Ncube Candidate Snubbed In Chivi

Engineer Elias Mudzuri MDC-T Vice President

By Correspondent|There was drama at an MDC Alliance rally in Mhandamabwe Chivi North Constituency when MDC-T Vice President Elias Mudzuri would not unveil an MDC Alliance candidate opting to present an MDC-T candidate instead.

According to the MDC Alliance coalition agreement the constituency is reserved for the Welshman Ncube led MDC and one George Mutombo was seconded by the party to be the Alliance candidate in the upcoming elections.

Mutombo who attended the rally hoping to be unveiled to the electorate at the rally was pushed away and told he was not the candidate by MDC-T supporters in front of the MDC-T leadership represented by Mudzuri and party Organising Secretary Amos Chibaya.

“It was very humiliating,” said a ZimEye.com witness.

“He was openly told to go away and is not fit to be the candidate as his party has no support in the area,” said the witness.

The MDC was allocated thirty two seats in the MDC Alliance coalition including Chivi North and South Constituencies but the MDC-T structures in the two constituencies have since declared that they will not cede the constituencies to the Alliance partners.

MDC-T National Chairman Morgan Komichi has previously revealed that his party is failing to handle the pressure from party members and structures who are resisting candidates seconded by the Alliance partners.

Komichi conceded to cries from partners that the MDC-T candidates are working on the ground continuing with their campaigns against their collegues from the Alliance partners.

Komichi indicated that the principals are attending to the issue with a hope of getting partners to swap weaker candidates for much favoured MDC-T candidates.

An MDC official who spoke to ZimEye.com on the sidelines of the rally said that the MDC-T candidates were wasting their time as they will not be endorsed as MDC Alliance coalition candidates at next week’s nomination court.

“They are wasting their time,” he said.

“Their papers will not be accepted by the nomination court as the Alliance will not endorse them as MDC Alliance coalition candidates except if they will contest as MDC-T candidates,” he added.

Efforts to get a comment from the MDC Secretary General Miriam Mushayi were not successful at the time of writing.

Mnangagwa “New” Train Derails In Hwange

Down and out, the NRZ locomotive

By Paul Nyathi|A National Railways of Zimbabwe locomotive derailed in Cinderella Siding in Hwange on Thursday.

The locomotive is believed to be one of the substandard new railways equipment brought in by President Emmerson Mnangagwa in a shoddy deal with Zimbabwean investors based in South Africa in a $400 million NRZ recapitalization programme.

Reports from within the NRZ indicated that the trains brought in by the government from South Africa are not compatible with the Zimbabwean railway network and has seen most of them lie unused since delivery at a colourful ceremony early this year.

Details on the derailment are still sketchy and the railways company has not been in a position to comment on the matter.

Bulawayo Man Brutally Axed For Being Shona

A 27-YEAR-OLD man from Bulawayo allegedly axed another man saying he was of the Shona tribe and that disgusted him.

Bekithemba Dlamini tried to strike Mr Fanuel Marecha (28) on his side, but he blocked the axe and it landed on his left elbow.

Dlamini was with an unnamed friend who is at large when they attacked Mr Marecha on Tuesday night.

Yesterday, Dlamini was not asked to plead to attempted murder before Bulawayo magistrate Ms Adelaide Mbeure.
Ms Mbeure advised him to apply for bail at the High Court and remanded him in custody to June 21.

Prosecuting, Mr Tawurai Hondoyemoto said Mr Marecha was with his friend Aleck Chigwedere at a centre parking along corner Leopold Takawira and Herbert Chitepo Street when they were approached by Dlamini and his friend.

Mr Hondoyemoto said the two disembarked from a car and when Dlamini’s friend saw Mr Marecha he stated that whenever he saw a Shona person he felt like vomiting.

“He then spat on the ground, took an axe from the car and they went to Chicken Inn at corner Leopold Takawira Avenue and Fort Street. When they returned from the shop, Dlamini’s friend approached Mr Marecha and told him that he was going to deal with him,” he said.

“Dlamini’s friend tried to strike the complainant with an axe and Dlamini took the axe from him. He lifted the axe intending to strike Mr Marecha on his side, but Mr Marecha blocked the axe with his hand and it struck his left elbow.”

The court heard that after attacking Mr Marecha, Dlamini attempted to flee but members of the public apprehended him. His friend escaped.

Zuma Warns, “I Was Quiet Cause I Was President, Don’t Provoke Me,”

Jacob Zuma

By Paul Nyathi|Former South African president Jacob Zuma has “warned” those who continue to speak about him in public not to “provoke” him.

Zuma told his detractors to keep quiet and discuss their own organisations, not him.

“Not me, because I have things to say about their organisations, but I don’t want to do so because I know why I’m part of the struggle. They must not provoke me,” he said.

Zuma issued the warning after delivering a speech on free education at an event organised by the Congress of South African Students (Cosas) in Durban on Wednesday.

After his speech, he sang Yinde Lendlela and, just as everyone thought he was done, he issued the warning.

He said the reason he had kept quiet for so long was because he had been president at the time and needed to be careful about how he handled things.

“I just want to give that warning. Instead of discussing their own programmes and policies, they sit in their leadership to discuss me. I’m warning them, don’t continue doing it,” he said.

He said, now that he was no longer president, “I can handle them the way I want. This is just a warning”, before launching into his signature song Umshini Wami.

The ANC Youth League’s KwaZulu-Natal chairperson Kwazi Mshengu had earlier told those gathered at the venue that the league was worried about Zuma’s “persecution” by the South African Communist Party.

“It is not the role of the communist party to spend three days in a meeting discussing Zuma, and then call a media briefing to say they still hate Zuma,” he said.

He asked what more Zuma had to do to prove that he was a loyal ANC member.

“If he campaigns for the ANC, they say he must stop and if he sits at home they associate him with the formation of a new party. We are saying Zuma must continue campaigning for the ANC.”

Khetha Mjodi from Cosas accused SACP general secretary Blade Nzimande of failing to give them free education when he was minister of higher education.

“But Zuma did. The same person who says Zuma mustn’t be used in ANC programmes is the same person who failed to give us free education,” he said, adding that they would continue using Zuma in their programmes.

Nzimande reportedly said on Sunday that it was not enough for Zuma to say he was not planning to leave the ANC.

He reportedly said that Zuma was at the heart of a counter-revolutionary fightback against the drive against corruption and state capture.

On Thursday last week, Zuma dismissed allegations that he was part of a group that wanted to form a new political party in KwaZulu-Natal.

Mugabe Gone, ED To Meet Gays And Lesbians

By Paul Nyathi|President Emmerson Mnangagwa’s new government has declared that it will soon be meeting with the Gays and Lesbians Association of Zimbabwe GALZ to discuss elections related issues.

The ruling party Secretary for Administration Dr Obert Mpofu revealed that the party had accepted an invitation from the previously condemned group to discuss the elections.

Mpofu said this after meeting with a Commonwealth delegation which is in Zimbabwe to assess the country’s eligibility to rejoin the Commonwealth.

He said ZANU PF will meet with election observers from GALZ. Said Mpofu:

“We met the National Democratic Institute and the International Research Institute from Ireland. We also have requests from observers like GALZ (Gays and Lesbians Association of Zimbabwe) and we will be meeting them soon to hear their issues as well,” said Mpofu in a press briefing early this week.

“We will also meet National Association of Non-Governmental Organisations (NANGO),” he said.

Former President Robert Mugabe vowed that his administration would never tolerate gays and lesbians describing them as lower than dogs.

The country’s constitution specifically prohibits same sex relationships.

ZimEye.com efforts to get a comment from GALZ on what they want to specifically discuss with government were fruitless at the time of writing.

“Kwekwe Him” Jonathan Moyo Calls On Zimbabweans

Jonathan Moyo and Emmerson Mnangagwa

By Paul Nyathi|Self exiled former Minister of Higher Education Professor Jonathan Moyo has openly called on Zimbabweans not to vote for President Emmerson Mnangagwa in the same way the President lost elections to the opposition MDC in previous elections in Kwekwe Constituency parliamentary elections.

In a Twitter post on Thursday, Professor Moyo called on Zimbabweans to vote SMART in direct reference to the MDC Alliance manifesto.

“Be SMART on 30 July as was #BlessingChebundo when he gallantly #KwekwED the unelectable Emmerson Mnangagwa in the 2000 & 2005 elections!

#HandeyiKwekwe #KwekweHimJuly30,” wrote Moyo on his Twitter page.

Mnangagwa lost consecutive elections to MDC’s candidate Blessing Chebudo in Kwekwe Central Constituency in the 2000 and 2005 elections.

“Chigova Has The Safest Hands To Handle The Country,” Mnangagwa

Safe hands, George Chigova

By Paul Nyathi|President Emmerson Mnangagwa has showered praises to Zimbabwean senior soccer team goalkeeper George Chigova for his heroics at the on-going COSAFA Cup.

The giant goalkeeper wrote his own piece of history by completing five successive penalty saves in two shootouts at the new Peter Mokaba Stadium in South Africa and led Zimbabwe to the finals of the regional soccer challenge.

Chigova made two straight saves in the Warriors 3-1 win over Lesotho in penalty shoot out on Wednesday three days after stopping three straight penalties in the first shootout in Sunday’s quarter-final against Botswana.

Writing on his Twitter timeline, President Mnangagwa said,

“As we currently debate which candidate has the safest hands for Zimbabwe, we can all agree the answer is without a doubt George Chigova, the Warriors’ heroic goalkeeper who has saved five penalties this week to get the Warriors into the Cosafa Cup final.”

The President also congratulated the Mighty Warriors for beating Zambia 1-0 in the first-leg of the final qualifying round of the Africa Women Cup of Nations played at Nkoloma Stadium in Lusaka on Wednesday.

Star striker Rutendo Makore’s strike gave the Mighty Warriors the important away goal ahead of the second-leg encounter at Rufaro Stadium tomorrow.

“Congratulations also go to the Zimbabwean women’s team who beat Zambia in the first-leg of the final qualifying round of the Africa Women’s Cup of Nations yesterday (Wednesday). Best of luck to both teams facing our neighbours Zambia this weekend.”

Bona Mugabe Hubby Arrested

Former President Mugabe’s son-in-law Simba Chikore was yesterday picked up for questioning by police on allegations of kidnapping his lawyer following an argument over a labour dispute.

Police yesterday said they recorded a warned and cautioned statement from Chikore at Highlands Police Station.
Chief police spokeswoman Senior Assistant Commissioner Charity Charamba yesterday confirmed the developments.

“He was picked up today (yesterday) and a warned and cautioned statement was recorded following a report by his lawyer for kidnapping,” she said.

She said by last night Chikore was still assisting police with investigations at Highlands Police Station who were still gathering details of the case.

Snr Asst Comm Charamba said information they had gathered so far was that Chikore was having labour disputes with his lawyer, whose name is still being withheld.

Details of the case were by last night still sketchy and police said they would only be able to issue a comprehensive statement on the case today. – state media

UK – LATEST: More Victims Of “Fraudster” Fungai Maruta Open Files

By Own Correspondent| The investigation and the running whistleblowing action against the deceitful Zimbabwean business-woman, Fungai Maruta took to heights last night when more victims opened files of not only fraudulent activities, but also harassment and emotional abuse.

Another widow took stand to speak off camera in a recorded interview narrating the ordeal she went through at the hands of Fungai Maruta. She said like the account of the previous victim, she also became trapped after discovering that the dodgy funeral finance company was taking her money away gaining unjustly against her pockets.

“I don’t know how to say this but my case is just like the other mother, my husband passed away and I have children who are still in Zimbabwe,” she said.

She told ZimEye her eldest son, is 27 years old, which makes her far much more senior to Maruta, and yet Maruta has been compelling elderly women like her to address her under the title “Queen Mother.”  ( ZimEye is facilitating this whistleblowing investigative for the next few days running into weeks).

Viewers participating in the program also discovered the fraudulent editing of founding documents which Maruta edited on the 6th of June. This was in addition to the false claims that she made to clients and also while LIVE on ZimEye.com when she declared that her company is Financial Conduct Authority registered and regulated.

Below was the LIVE roll as it continued:

Snakes, Lions Banned By ZEC On Symbols

The Zimbabwe Electoral Commission (Zec) has warned that aspiring candidates for the harmonised elections who will use “banned symbols” as party emblems will be disqualified at the nomination court.
Nomination forms, which are filled in by candidates and submitted together with other relevant papers, have a section where a party symbol should be attached or drawn.

Elections officer for Bulawayo province Mr Innocent Ncube yesterday said according to the law, about 15 symbols were prohibited from being used by parties.

He said Zec will immediately reject any forms that come with prohibited symbols attached on them. Mr Ncube could not give the reason why the symbols were prohibited.

“As Zec we’re implementing the law as it is. About 15 symbols are prohibited from being used by any political party according to section 146 of the Electoral Act, Chapter 213.

“These symbols include the elephant, buffalo, lion, rhinoceros, snake, leopard, cheetah, owl, cobra, griffon and birds of prey such as the eagle and the secretary bird. Other prohibited symbols include a laurel or wreath, the flame lily, flaming torch, sword and axe,” said Mr Ncube.

He said Zec checks for these symbols when political parties submit letters notifying them about their intentions to contest in the elections and also check when candidates submit their nomination papers.

“When we see any of the prohibited symbols we immediately reject the papers and ask the political parties to use symbols that are allowed.

“On the papers, there’s a section where candidates are expected to attach or draw pictures of their party symbol. We therefore make sure that the symbol is not a prohibited one,” said Mr Ncube.

Aspiring candidates started submitting their nomination papers on Monday in preparation for the Nomination Court, which will sit on Thursday next week to receive names of aspiring candidates ahead of the general elections July 30.

Presidential candidates will be required to pay $1 000 while those aspiring for the National Assembly will part with $50.

Aspiring councillors will not be paying anything while the six Senatorial candidates for each party pay a combined $100 per province. The same applies to the National Assembly candidates under the proportional representation. -state media

O Level Student Kills Self

NATIONAL NEWS

A FORM Four pupil at Mzingwane High School, Umzingwane District in Matabeleland South allegedly committed suicide by hanging, fearing disciplinary action over alleged theft, an official has confirmed.
Ryan Siziba (16) of Bellevue suburb in Bulawayo hanged himself on the roof trusses of a disused boiler room behind the school hostels using his belt. His body was found on Wednesday at around 6AM.

Sources said Ryan had allegedly stolen food from other pupil’s trunks with a 15-year-old friend from Pumula North in Bulawayo.

“On Tuesday, at around 3PM, the two went into the Form Ones’ hostel and stole some food from trunks and returned to their hostels where they ate the food. The boarding master, Mr Mazisi Mpofu received a report from other students to the effect that there had been a theft of food stuffs and the two were implicated as they had been seen earlier in those hostels,” said a source at the school.

“Later that evening, at around 9PM, Ryan’s friend approached the boarding master and confessed to have committed the crime with him. The boarding master dismissed him, promising to interview each one of them. After Siziba didn’t return to his hostel, a search was conducted the following morning around the school premises. The now deceased was found by Ncube and another pupil (16) hanging from the roof trusses of a disused boiler room behind the school hostels,” said the source that preferred anonymity.

The two pupils reported the matter to the school authorities who in turn made a formal report to the police.
The now deceased’s parents who had been contacted the previous night about what their son had done and that he had then gone missing, arrived at the school early on Wednesday morning, to search for their son.

Unfortunately they bumped into police officials who had arrived to attend the scene at around 6AM.
“It was sad moment after Siziba’s parents had dashed to the school to come and search for their son and had to arrive at the same time with the police who had come to the case of suicide,” said the source.

Police took the body to the United Bulawayo Hospitals (UBH) for post-mortem.
Matabeleland South Provincial Education Director (PED) Mr Lifias Masukume expressed shock at the incident.

“I am currently out of the province on work commitments but I can confirm the province received the message about a pupil who committed suicide by hanging at the mentioned school. At the time of departure from the office the police had been informed and the district was yet to submit a detailed report,” he said.

Matabeleland South acting police spokesperson, Assistant Inspector Joram Sithole, yesterday said investigations into the case of sudden death were in progress.
In August last year, a Form Two pupil at Silveira High School in Bikita allegedly committed suicide after being bullied by a schoolmate.

The body of the 14-year-old was found hanging from a beam of a building at the Roman Catholic-run school.
Some said he committed suicide after being threatened by a fellow pupil who claimed to own a big snake that he intended to use in harming him, in a suspected Satanism threat.

In October 2017, a Grade Six pupil at Mckeurtan Primary School in Bulawayo also allegedly hanged himself from a tree in a bush dividing Nketa 8 and Emganwini at an apostolic sect shrine, quite a distance from his home.

The pupil was a relative to Nomakhwezi Mzaca Nkomo (14), a pupil at Townsend High School who had hanged herself a month earlier at her family home in Sunninghill suburb after her mother ordered her to do her homework before watching South African soapie, Generations: The Legacy, on television.

Again in November last year, an Upper Six pupil from Sizane High School in Bulawayo allegedly tried to commit suicide twice after she was caught cheating in a Zimbabwe School Examinations Council (Zimsec) Biology paper 3 examination.

Mnangagwa Winning 2018 Polls, Herald Says Quoting 2 Surveys

Two poll surveys whose findings were released yesterday predicted that President Emmerson Mnangagwa would beat MDC Alliance candidate, Mr Nelson Chamisa if elections are held today.
A survey by Trends and Insights for Africa (TIFA) said if elections were to be held today, President Mnangagwa who leads Zanu-PF would garner 68,5 percent of the vote while Mr Chamisa would get 19,5 percent, National People’s party (NPP) leader Dr Joice Mujuru two percent, and others 0.5 percent of the vote.
TIFA is a full market research company offering market, social and sports research and is headquartered in Nairobi, Kenya.

The survey said 8 percent of the study population was undecided on whom they would back with the majority, 87 percent, showing strong leaning towards President Mnangagwa and 13 percent to Mr Chamisa.

Conducted in the country’s ten provinces from May 30 to June 4, 2018, the survey had a population of 3 005 participants, all of them registered voters with a +/- 2.19 percent margin of error.

Of the population, the survey revealed 55 percent said the country was moving in the right direction while 30 percent felt the opposite with 10 percent being non-committal and 6 percent saying they did not know.

Topping pressing issues that affect the people was cash shortages followed by unemployment, poverty, housing, corruption, poor roads, land disputes and health care.
The survey revealed that 98 percent of the respondents were very certain or somewhat certain that they will vote in the harmonised elections on July 30.

Of the population, the survey revealed that 74 percent of the respondents were closest to Zanu-PF, with 24 percent sympathetic to MDC Alliance, one percent to NPP and MDC-T Khupe respectively and one percent for others.
On whether they trust for the Zimbabwe Electoral Commission (Zec) to carry out credible elections, 63 percent gave affirmation while 18 percent said they had little, 10 percent said they do not have trust at all, 5 percent was non-committal and 6 percent refused to answer.

The Mass Public Opinion Institute (MPOI), which also released its report yesterday said Zanu-PF is likely to attract 42 percent of the votes in the coming general elections compared to 31 percent for the MDC Alliance if an election was to be held tomorrow.

MPOI is a non-governmental research organisation that focuses on gathering public opinion on topical issues of governance and public concern in partnership with Afrobarometer Network.
Afrobarometer Network is a pan-African, non-partisan survey research project that measures citizen attitudes on democracy and governance, the economy, civil society, and other topics.

Presenting the findings of the survey to civic society organisations and political parties in Bulawayo yesterday, MPOI principal researcher Mr Stephen Ndoma said Zanu-PF was tipped to win the elections.

The opinion survey conducted from April 28 to May 13 this year, had a sample size of 2 400 adult citizens with a margin of error of plus or minus two percent and at a 95 percent confidence level.

“If presidential elections were to be held tomorrow, Zanu-PF would attract 42 percent of the vote compared to 31 percent for the MDC-T (combined with MDC Alliance). But voting intentions of 25 percent of voters are unknown,” said Mr Ndoma.

On the voter-registration process, Mr Ndoma said the survey revealed that Zimbabweans expressed satisfaction but were doubtful about Zec.

“Most people, 95 percent, said they were ‘fairly’ or ‘very’ satisfied with their experiences with biometric voter registration centres, including the conduct of registration officials and the functioning of registration equipment. “A slim majority, 53 percent of Zimbabweans believe that the Zec is a neutral board, while 31 percent think it makes decisions that favour particular people, parties, or interests. About 46 percent of Zimbabweans say they trust the Zec,” said Mr Ndoma.

He added that most Zimbabweans were registered and ready to vote next month, with more than eight in 10 Zimbabweans confirming that they were registered.

“As of late early May, more than eight in 10 Zimbabweans said they were registered and likely to vote in the July elections. Among voters willing to declare their preferences in the presidential race, the Zanu-PF held a 42 percent to 31 percent lead over the MDC-T.

“When citizens were asked which party’s candidate they expected to win the presidential election, 44 percent said Zanu-PF, while 28 percent said MDC-T Chamisa and two percent said MDC Alliance would win. About one in four said they didn’t know, refused to answer, or said the election was too close to call,” said Mr Ndoma.

Last week, a survey conducted by the Pan African Forum Limited revealed that Cde Mnangagwa will garner 70 percent of the vote against Mr Chamisa’s 24 percent. The Kenya-based network of African scholars conducted the poll whose results showed that President Mnangagwa is the people’s favourite and so is his party Zanu-PF.

CHAMISA FULL TEXT

Fellow Zimbabweans, I stand before you today on this auspicious occasion of the launch of our Policy handbook. This policy handbook presents the agenda of an MDC-T Alliance government which will assume office in the very near future. This occasion sadly though, happens at a time when we are still in mourning, following the untimely passing on of our iconic leader, Dr Richard Morgan Tsvangirai. However, I am excited that the same occasion heralds a rekindling of the dream for change which he stoically stood for, hence our theme Behold the New. Change that Delivers!
Ladies and gentlemen, it is not an illusion that Zimbabwe has suffered more than three decades of decline under Zanu PF’s incessant appetite for corruption and resultant plunder of the economy. Due to these decades of misrule and plunder Zimbabwe has suffered an unprecedented decline and structural challenges that have turned this country into one of the world’s worst performing economies, characterised by grinding poverty and high unemployment.
This new policy handbook presents a “New Zimbabwe pledge for a Sustainable and Modern Agenda for Real Transformation” – aptly captured in the acronym SMART. It sets out the policy framework that will guide the MDC-T Alliance government as we vigorously embark on a transformational trajectory of our economy and political culture in order to serve the hopes, aspirations, interests and expectations of the people of Zimbabwe. Fellow Zimbabweans, the SMART policy document is the pathway to macroeconomic stabilisation, institutional and structural reforms that will restore hope and pride in our economy and spur long term economic growth.
Consistent with our vision to bring about real change and change that delivers, our approach is a comprehensive economic strategy aimed at decisively dealing with corruption, investment promotion (both local and Foreign), Job creation, amelioration of the cash crisis by about 75% availability, Improving health delivery services and accessibility to everyone, Improving Education Systems both in quality and accessibility, upgrading our roads and railway infrastructure both in urban and rural areas, upholding and respecting human rights, improving food security, provision of affordable basic commodities and observance of honesty and integrity in serving our people. To this end, we intend to establish a listening and approachable administration.
What is key is that, while we remain steadfast on the change agenda, we have always been conscious of the fact that change alone is not enough. We are aware that we need to transform the economy and the political culture by practicing the tenets of transformational leadership in order to meet the people’s basic needs. Real transformation, not a pseudo “new dispensation” as in the new mantra of the regime is therefore a vital cog for change that will bring about a true and positive, lasting impact on people’s lives. Fellow Zimbabweans, our acquittal during the short lived Govenment of National Unity from 2009 to 2013 bares testimony to our capability to deliver real change to the people.
One of the key developmental issues that feature prominently in this policy document is that of rural transformation. Our people who reside in the rural areas are faced with a myriad of challenges which we need to overcome if we are to deliver real change to the millions of Zimbabweans. Our rural folks must have access to better infrastructure, clean water, Education, Health facilities and Energy (electricity), among many other social services.
Our Sustainable and Modern Agenda for Real Transformation is aimed at giving people tools to work for themselves rather than rely on handouts and the benevolence of the state and other actors. Zimbabweans are a proud people who prefer to work for themselves and our policies will give them that opportunity.
We are still alive to the fact that MDC was born in 1999 to respond to the crisis of governance spawned by those who had betrayed the true essence of our liberation struggle. Good governance therefore remains at the epicenter of our plan as the new government. Our policies in this document are meant to engender better governance and to offer a more people oriented programme in line with our founding principles as a Social Democratic Movement.
Fellow Zimbabwean, let us not forget that it is us who championed the New Constitution. As such we will make sure we return this country to constitutionalism by converting the stated rules and principles into reality. You can only trust those who championed the Constitution to make it work. As leader of the new government, I will take the lead in defending the constitution and making it work for the people of Zimbabwe once again, as the MDC-T Alliance, we are poised and ready to assume government and this policy programme represents our agenda to restore the dignity of Zimbabweans, to grow the economy, become part of a community of progressive nations, create jobs and to set the country on a new developmental trajectory for Transformation, Opportunities and Prosperity.
This government will work for the people, all the people, regardless of race, gender, religion, ethnic orientation, or political affiliation. By joining together we can build a better future. We are indeed the future. Together we can make Zimbabwe great and return our nation to our rightful place in the family of nations. We are faithful and obedient sons and daughters of the Almighty God under whose wise guidance and stewardship this country will find its way to the top again.
Yes, Behold the New. Change that Delivers. We are indeed ready to govern.
May God bless you all!

Chiwenga’s Father In Law Quits

Kenny Mubaiwa

By Paul Nyathi|Vice President Constantino Chiwenga’s father in law Kenny Mubaiwa has resigned as Dynamos FC president.

Mubaiwa revealed his resignation to state run media in a one on one interview on Thursday evening.

Mubaiwa said his decision emanates from excessive interference by the Glamour Boys board chairman Bernard Mariot.

Mubaiwa bemoaned lack of freedom in making key decisions including those relating to technical team appointments.

“We had agreed that Lloyd Mutasa will be fired if he failed to meet set targets. The agreement was short lived as Mariot felt Mutasa should come back to the team despite the fact that I had been negotiating with Gibson Mahachi for the return of Kalisto Pasuwa”, said Mubaiwa.

Mubaiwa reflected on different styles of leadership at DeMbare from the time when club legend Freddy Mukwesha was at the helm.

“When Freddy Mukwesha was board chairman we never had any problems relating to interference, but with Mariot it has been a different case. This is why you find under Mukwesha we were able to win 4 league titles,” he said.

The Harare giants who are seating on position 13 on the current log standing have had a slow start to the 2108 Castle Lager Premier Soccer League season amassing a paltry 14 points from a total of 15 matches.

Mubaiwa’s resignation ends the Harare businessman’s reign at the helm of a club he first joined as vice president in 2010 before becoming the president in 2011.

His reign will be best remembered for the four league titles won by the club under Kalisto Pasuwa.

“Behold The New. Change That Delivers”- MDC Alliance Manifesto (SMART) Launched

By Own Correspondent| The MDC Alliance today (Thursday) launched its election manifesto at the Jubilee Center, Milton Park in Harare.

The manifesto, titled Sustainable and Modernisation Agenda for Real Transformation (SMART) was launched under the theme “Behold the New. Change that Delivers”.

In his foreword message of the policy document, MDC Alliance  leader, Nelson Chamisa said 2018 presented Zimbabweans with the opportunity to set the country on a new trajectory and a new leaf.

“Our country has been forsaken and forgotten, our infrastructure is  degraded, our factories are silent and our farms are less than what they must be.

Our schools and hospitals are destroyed and abandoned. Our roads have become death traps. The nation is in darkness and without light. We have a lot of missed opportunities and neglected advantages,
having accumulated unnecessary and odious debt, and pursued happiness for the few and not the many,” he said.

Chamisa said the forthcoming elections slated for July 30 presented an opportunity for Zimbabwe to turn a leaf from the dark ages of uncertainty and despair to a new dawn of hope, certainty and thought
leadership.

“Correcting our past mistakes and curing our deficits and defects will require hard
work, dedication and commitment on the part of all Zimbabweans within and without the country, to reclaim and recover its lost shine, glitter and glamour.

We make the point that service is not a favour, it is a democratic right and a legitimate expectation which our leadership respects and endeavors to fulfil.
We understand that as a people we deserve real and total change that delivers,” he said.

Chamisa said decades of suffering must end through a new leadership under the MDC Alliance.

“We are however cognisant of the fact that the long suffering is nothing but a result of a leadership and governance deficit.

This leadership crisis created a big gap between us and our peers in neighbouring countries. The huge responsibility we have, which we so accept, is the war against poverty, unemployment and inequality,” said Chamisa, adding that once elected into office  his government will move with speed to stop the bleeding of Zimbabwe with the hope and aim to make it a great jewel once more.

“We will take steps to release our country from the status quo of straddling from one crisis to another put simply we offer an alternative mission. We are not only on a mission but we are guided by a clear vision which identifies with every Zimbabwean. It is a vision for inclusivity anchored on transformation, opportunities and prosperity,” said the MDC Alliance leader.

Chamisa pledged to create a modern functional, responsive, inclusive and innovative state in respect of which opportunities for citizens abound.

“We will transform our rural areas, people shall have access to world class infrastructure, clean and fresh water, best schools and health facilities, and renewable and green sources of energy in the context of a green economy,” said Chamisa.

He said SMART is a plan that will breathe new life into the dormant potential of the nation through the restoration of the dignity of hard work.

“SMART is a plan to save Zimbabwe from plunging into chaos and rescue the motherland from joining the list of failed states. This plan will offer our people an undoubtable chance to prosper, pursue happiness but more importantly it is a plan which will create a buffer against economic-related instability,” he said.

Chamisa urged Zimbabweans to build a NEW nation, a NEW narrative and a NEW Zimbabwe , built on pillars of forgiveness, peace, great ideas, alternative policies, freedom , tolerance and patriotism.

“We will make Zimbabwe the jewel of Africa and the world by 2023. The NEW is here.

The future has arrived. Together we will get the job done and make it happen. It can and it must be done. Let us work together. Let us win together. Let us go NEW. New Jobs, New factories, New hospitals, New Schools, New money, New happiness and new pride with a brand New President who governs all of us on a full stomach and happy families. We are ready for the task
and fit to govern,” he said.

Nichrut FC Pulls Out Of Premier Soccer League?

Terrence Mawawa

Midlands based Nichrut FC are on the verge of pulling out of the Castle Lager Premier Soccer League after being slapped with a hefty fine, club sources have said.

Nichrut FC were slapped with a $4 000 fine by the PSL for the disturbances that rocked their league match against CAPS United at Ascot Stadium.

According to The Herald, club chief executive, Admire Hapazari, confirmed that Nichrut were not conducting usual training sessions as they were on the brink of pulling out of the premiership.

“The club president (Nicholas Gara) made it very clear that we do not have the capacity to pay the fine they say we should pay,” said Hapazari.

“We are not training because we are considering pulling out of the league, a final decision has not been made but, if nothing changes, I think you can count us out.

“The club has so many expenses- which include salaries, allowances and travelling expenses to fulfil league matches and we do not have the capacity to pay the fine they say we should pay by the end of July.”

Warriors Take On Mighty Chipolopolo In COSAFA Cup Final

Terrence Mawawa

Perennial arch rivals Zambia and Zimbabwe will go up against each other in Sunday’s 2018 Cosafa Castle Cup final after both teams dismissed their semi final opponents to book a repeat of last year’s final.

Zambia reached their ninth final with a 1-0 win over Madagascar while Zimbabwe needed a penalty shootout to beat Lesotho after the game ended goalless in regulation time.

Zimbabwe have won the COSAFA Cup five times while Zambia have won four.

Zimbabwe and Zambia clash in the COSAFA Cup final for the fourth time in six COSAFA Cup tournaments, with Zimbabwe having claimed victory in 2009 and 2017 and Zambia triumphed on home soil in 2013.

Last year Zimbabwe overpowered their northern neighbours Zambia 3-1 to win the 2017 Cosafa Castle Cup.

KHUPE LATEST: Lawyer Roasts Medical Doctor in MDC-T Dozen Case

Outside High Court today – ZimEye

By Lionel Saungweme| Now dubbed the MDC-T Dozen Case, twelve MDC-T cadres accused of disrupting a 4 March 2018 “meeting by throwing stones at the premises and cars … parked outside thereby injuring people, damaging vehicles and MDC-T party provincial offices” appeared at the Bulawayo Magistrate’s court today. The accused are charged with public violence, as defined in Section 36(1)(b) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

Although complainant Witness Dube told the court that damages to one of five vehicles is “well above US$10 000,” the state outline records that the “total value of damaged vehicles is $5200 and value for damaged five-office window panes is $150.”

Today’s hearing began with Dr Kayeye, of United Bulawayo Hospitals, taking the witness’ stand. He told the court that Witness Dube, who was allegedly assaulted outside the party offices on 4 March 2018, came to him “with a police requisition asking for the doctor to write an affidavit after medical examination.”

In his findings, Dr Kayeye noted that Witness Dube sustained a six centimetre laceration on the forehead after being “hit by blunt and sharp object”. The medical doctor found the wound severe.

After Dr Kayeye’s submission, lawyer Prince Bhutshe-Dube of Mathonsi Ncube Law Chambers immediately began his cross examination. Bhutshe-Dube argued that Dr Joseph Martin Kayeye’s medical affidavit “has four signatures and two different dates and therefore cannot be produced in court as an affidavit because it has not been properly commissioned in terms of the Criminal Procedure and Evidence Act [Chapter 9:07].”

The document was purportedly signed by Dr Kayeye on 10 March 2018 but purportedly commissioned on 13 March 2018. This implies the doctor had not appeared before a commissioner of oaths and therefore cannot be called an affidavit.

In addition there were three different signatures, the fourth one being that of the commissioning officer. A properly commissioned affidavit is signed by two people. That is to say one person takes an oath while another, commonly known as a commissioner of oaths, places an official stamp and signature on the document.

The state’s case seemed to flounder when Dr Kayeye told the court that Witness Dube “was hit by a stone” prompting Bhutshe-Dube to gleefully ask “how do you know he was hit by a stone?” Dr Kayeye expectedly replied, “I read the police report” to which Bhutshe-Dube asked in rhetoric, “Of what use are you to the court if you, as a medical doctor, are going to rely on the police report?”

After Dr Kayeye’s cross examination, prosecutor Liane Nkomo closed the state’s case. With consent of the state, Bhutshe-Dube told the court that he will file his closing submissions on 11 June 2018. A request that the case be remanded for ruling on 21 June 2018 was also agreed to by the state and defence.

Losing Zanu PF Candidate Wreaks Havoc, Refuses To Concede Defeat

Terrence Mawawa

A losing Zanu PF candidate in last month’ s primary election in ward 3 Masvingo Urban Constituency, Taurai Mudzviti is allegedly causing havoc following his embarrassing defeat, party sources have revealed.

Mudzviti lost to Allen Sibanda in the ward 3 primary election.

Sources told ZimEye.com yesterday Mudzviti and ward 3 chairperson Getrude Mukokovondo breached party procedures and filed trumped up charges against Tapiwa Mandizvidza, a Youth League member, who was instrumental in campaigning for the winning candidate, Sibanda.

“Losing candidate Taurai Mudzviti and ward 3 chairlady, Getrude Mukokovondo are desperate to discredit Sibanda.

Mudzviti proceeded to file court papers in which he claimed he was assaulted during the primary election. He also claimed he lost bulk airtime and had his vehicle damaged by angry party youths. He was supposed to approach the responsible party office,” Zanu PF sources said.

” Mudzviti is disrupting party programmes in the ward and youths are complaining about his behaviour.

Party youths are planning to hand a petition to Provincial Chairperson Ezra Chidzamira to register their displeasure with Mudzviti’ s conduct.

He filed assault charges, theft and malicious injury to property charges against an innocent Mandizvidza, which is totally unacceptable.

Above all he was not supposed to contest in the primary elections. He was imposed by Mukokovondo. We don’t even know anything about his history in the party, he is also threatening party youths with unspecified action after losing the polls.

There are plans to demonstrate against him because he is threatening to sabotage party programmes.

Mukokovondo and Mudzviti are also involved in a votebuying scam that involves one Mrs Musabayana, an MDC member and Tarusenga Vembo, an aspiring MDC Alliance candidate for ward 3,” added the ruling party sources.

Lumumba Wins “Mugabe F*ck You!” Case By Default As Prosecutors Withdraw Charges

By A Correspondent| Prosecutors Thursday morning withdrew charges against the former Viva Zimbabwe leader, Acie Lumumba.

William Gerald Mutumanje, appeared at Harare Magistrates Court and was represented by the
Zimbabwe Lawyers for Human Rights.

The National Prosecuting Authority (NPA) on Thursday pulled back charges against Lumumba after conceding that prosecuting him on charges of undermining authority of or insulting former President Robert Mugabe is not in the “public interest”.

Lumumba, the then leader of Viva Zimbabwe political party, was arrested on 30 June 2016 and charged with undermining authority of or insulting the President in contravention of Section 33 of the Criminal Law (Codification and Reform) Act (Chapter 9:23).

In court, prosecutors alleged that Lumumba insulted Mugabe after he accused him of mismanaging the country’s political and economic affairs.

Last year, the NPA refused to withdraw the charges levelled against the opposition political party leader in the Harare Magistrates Court even though Edmore Nyazamba of the NPA had undertaken before the Constitutional Court to end the prosecution of the former ZANU PF party youth leader.

But the NPA, represented by Justin Uladi recently made a volte-face and withdrew charges against Lumumba and formalised the withdrawal before Harare Magistrate Victoria Masamba on 07 June 2018.

In a letter written to Lumumba’s lawyer Tinomuda Shoko of Zimbabwe Lawyers for Human Rights, Uladi said the NPA was no longer interested in prosecuting the Viva Zimbabwe party leader because there is “no public interest in the matter”.

Lumumba’s lawyers had petitioned the Constitutional Court challenging the constitutionality of the charges filed against him arguing that the state was violating his right to freedom of expression provided in terms of section 61(1) (a) of the Constitution.

DONALD TRUMP ADMIN: We’ll Measure Mnangagwa By 2018 Elections

U.S President Donald Trump’s Acting Deputy Assistant Secretary Bureau for African Affairs, Ambassador Matthew Harrington has said they wiĺl measure President Emmerson Mnangagwa through how he will conduct the upcoming elections.

Speaking on his visit to Zimbabwe, he said the US wants to establish a working relationship with Zimbabwe adding that his country will use the July 30 election as a measure of how much the country has changed from the past.

Ambassador Harrington said, “Zimbabweans have not in the past been able to express their views or cast their votes freely due to intimidation and the economic environment has frightened away many potential investors with a predictable impact on the economy. So the election on 30 July will be one important benchmark on whether the economic and political environment of the past has changed for the better.

“His decision to invite international observers to give them quite a wide access is very welcome.

“These are very important steps. However, we are going to be watching out on other reforms which range from economic, good governance and human rights because the credibility of elections is only one measure of change.”

Bhasikiti: “Mnangagwa Will Be Burnt In Hell For Blasphemy”

Kudakwashe Bhasikiti At An MDC Alliance coalition rally

Former Minister of state for Masvingo Province, Kudakwashe Bhasikiti has accused president Mnangagwa of being blasphemous and writing his own bible verse.

Bhasikiti charmed MDC supporters who gathered at Africa Unit Square after a march in demand of electoral reforms yesterday were he denounced Mnangagwa and his party.

“Mnangagwa has run out of ideas to the extent of writing his own bible by saying, “voice of the people is voice of god” that is his own bible, but if he listens to his own bible though it is not from God he should know that the people have spoken hence you (Mnangagwa) should answer yourself with your own bible,” said Bhasikiti.

He further alleged that people of Zimbabwe are now cleaver and will not give their vote to him.

“People of Zimbabwe are now clever and are guarding their vote jealously against him until the reforms are implemented.”

Bhasikiti concluded by mocking the ZANU PF symbol the fist which he said is hiding the missing 15billion and praising MDC-T’s palm symbol.

“The fist was once raised little did we know that it hid the missing $15billion it is high time people start waving their hands the MDC way to show transparency!” he said.

The legislators raised the matter on Acting Speaker of Parliament, Mr Reuben Marumahoko at the start of their debates on Wednesday.

The 8th Parliament adjourns on Thursday to pave way for the forthcoming elections and to give the members time to go and campaign to be voted back into the House.

MDC-T’s Musikavanhu constituency legislator Mr Prosper Mutseyami who is a member of the welfare committee moved the motion on a point of order.

“Mr Speaker, my point of order to the House, is for this House to take note that the life of this Parliament is coming to an end and as a result of that, I being a member of the welfare committee representing members of Parliament, this Parliament owes us money, we are owed our allowances which have been outstanding for a very long time,” he said.

Mr Mutseyami said some legislators had lost primary elections in their respective parties and must be saved the inconvenience of coming to Parliament to demand their dues next term.

“Among us we’ve members who lost primary elections and as a result the route is clear that they won’t be coming back unless they stand as independents or whatever.

“So in that regard, Mr Speaker Sir, my appeal to the House is for this house to make sure that outstanding allowances are paid to respective MPs before the end of this term, before they leave, Mr Speaker Sir,” he said.

The legislator also demanded that the August House sort out issues of their residential stands as they were only given offer letters which were not specific.

“Then the other thing is to do with our stands. We were issued with offer letters, offer letters are nothing, what we request urgently as a matter of yesterday is for members of Parliament to be given lease agreements with regards to their stands.

“And these lease agreements must be done like yesterday through the administration of Parliament so that every member must be given his lease agreement with a list of his stand number, the square metres and the agreement thereto and all the conditions that we agreed as a committee that are supposed to be abided by with regard to the payment of these stands. Mr Speaker Sir I rest my issue and I stand guided for a response for these issues to be addressed like yesterday,” he said.

“We don’t need this thing that members of Parliament come here in September, October going through the other door looking for allowances.
All these things must be completed when they are still sitting.”

Acting Speaker Marumahoko said the issue of allowances had been addressed by Finance and Economic Planning Minister, Patrick Chinamasa.

“I think the issue of allowances was addressed by the Minister of Finance and I didn’t see any reason here to raise it again. The Minister of Finance has given us dates when you are due to be paid,” he said.

Zanu-PF’s outgoing Zvishavane-Ngezi Member of Parliament Mr John Holder weighed in saying the issue of allowances must be addressed urgently and reminded the Acting Speaker that he too was affected as he had lost the primary elections.

“The Honourable member who just spoke there was right on track because a lot of us are not coming back and because a lot of us are not coming back we need to get what belongs to us. Render unto Caesar what belongs to Caesar including you Mr Speaker you’re not coming back as well. So, we are fixing for all of us here,” said Mr Holder.

Trevor Ncube: I Fear What MDC-T Supporters May Do To My Family, Not ZANU-PF Supporters

Trevor Ncube with MDC-T leader Nelson Chamisa

By Paul Nyathi|Top media businessman Trevor Ncube, who in recent days openly expressed his new found love for ZANU PF has said he fears what MDC-T supporters might do to him and his family, and not the perrenially violent ZANU-PF supporters.

Ncube the owner of top Zimbabwean news houses the News-Day, the Independent and the Standard, made his remarks in a Twitter post on Monday which attracted him a huge outburst from the public which expressed shock at his new love for the party his papers opposite everyday.

On his twitter timeline, Ncube states that what his newspapers publish should not be compared with his personal opinion. ” l am not my newspapers. My newspapers are not me,” reads his timeline.

In a tweet on Monday, Ncube said: “Right now l am more concerned about what MDC-T supporters might do to me and my family more than what ZANU-PF might do to me. I survived Gukurahundi and all what Robert Mugabe did to me. This too shall pass!!”

It is not clear what prompted Ncube’s concern for his family’s safety leading to the tweet.

Horror As Muleya is Trapped By Conveyor Belt

An employee at Arenel Sweets and Biscuits in Bulawayo allegedly lost an arm yesterday morning after he was trapped by a conveyer belt during maintenance.

Mr Goodluck Muleya (24) who sustained multiple injuries on his right hand and upper body was rushed to the United Bulawayo Hospitals where he is receiving treatment.
The incident occurred at around 7AM.
Sources said the arm appeared mangled and bits of broken bone were protruding.

When The Chronicle arrived at the company premises in the Belmont Industrial area, Mr Muleya had already been ferried to hospital and a female company official who did not identify herself was hostile and refused to comment on the incident.

She said nothing of the sort had happened and denied the news crew access to management.

“Nothing happened here and we are not aware of any incident of that sort. Sorry, the manager is in a meeting and can’t attend to you,” she said.

However, Bulawayo Chief Fire Officer Richard Peterson confirmed the incident saying they attended the scene.
He warned members of the public to be careful when working with heavy electrical machinery.

“I can confirm we received a report of a man who got trapped by a conveyer belt resulting in him sustaining multiple fractures. When the brigade arrived at the scene, co-workers had extricated him and our Ambulance services team attended to him.

“We encourage people to always ensure electrical machinery is switched off during maintenance to avoid risks of getting injured.

“It is important to exercise utmost caution when working with heavy machinery. Machines should never be worked on while running,” said Mr Peterson.
Employees who preferred anonymity said it was traumatic for them to see their colleague sustaining such a horrible injury.

“I don’t know what exactly happened but I was alarmed by Muleya’s screams for help. We thank God he survived. We managed to remove him from the trap. I think that arm will be cut off,” said an employee.- state media

Outgoing MPs Demand Stands And Allowances

ZANU PF Leader Says 2018 Ballots Have Already Been Counted And Mnangagwa Has Won

By Farai D Hove| The ZANU PF Youth leadership yesterday declared that MDC Alliance leader Nelson Chamisa has already lost the elections 7 weeks before they are held.

Zanu-PF Youth League Secretary, Pupurai Togarepi said, ” we do not need to worry about the elections because we have already won them.”

He also claimed that MDC Alliance members had not covered enough ground to ensure victory and were resorting to coming up with baseless excuses.

“What makes others to attack independent commissions like Zec is because they have not done their homework,” he said.

“For the past five years they were in Parliament, they never talked about Zec and alignment of laws but they were busy enjoying.

“They were once in Government and were given cars and houses and they totally forgot that they were representing a certain position. Some of them are clowns because what they say does not have anything to do with the masses,” said Togarepi.

He added: “It is not our fault that you wasted your time globe-trotting and lying to the people. Those lies will cost you at elections. You are not united and organised and you will be defeated massively. We are going for elections and somebody wants Zec to do the work for them. Zec is an independent body, a neutral referee. We did our work and worked with the people and they are now saying ED has my vote.”

Mnangagwa Promises To Open Closed Companies

President Mnangagwa has said reopening closed companies and ensuring they contribute significantly to the economy is his Government’s top priority.

He has set a target to turn Zimbabwe into a middle-income economy by 2030.

President Mnangagwa made the pledge yesterday as he toured Sable Chemicals outside Kwekwe.

He promised to support the country’s sole ammonium nitrate manufacturer with foreign currency, as the company sits at the heart of the country’s economic recovery.

President Mnangagwa told delegates after touring the Sable Chemicals plant that his Government had a comprehensive model to increase food production.

He said companies such as Sable Chemicals should actively contribute by ensuring sustainable and adequate supplies of fertiliser.

President Mnangagwa undertook the tour to familiarise himself with challenges faced by Sable Chemicals and it was the first visit by a sitting Head of State and Government to the top dressing fertiliser producer.

“My Government is working tirelessly to ensure that closed and distressed companies resume operations,” said President Mnangagwa.

“The success of Sable Chemicals will have ripple effects on the growth of other industries and the economy at large.

“Sable Chemicals is a strategic contributor to the country’s industrialisation agenda and the success of the modernisation of the agricultural sector.

“It occupies a unique space in this economy and its success will yield a wide range of cross cutting benefits. I urge the company to take advantage of the regional markets within Sadc, Comesa and the rest of the African continent to export its surplus output to stimulate export growth and earn foreign currency,” he said.

“However, for the company to do so, it is necessary that my administration first makes the move to support the company with foreign currency.”

President Mnangagwa said affordable fertiliser had a positive effect on agricultural productivity and food security.

He said Sable Chemicals should brace for huge demand of fertiliser anchored on the success of the Government’s specialised grain production programme, commonly known as Command Agriculture.

“The success of the Command Agriculture programme for the 2016-17 framing season saw the annual demand of top dressing fertilisers rising to 110 000 metric tonnes for the summer cropping season alone,” said President Mnangagwa.

“With an expected annual increase of the cropping hectarage, this volume is bound to increase drastically and Sable Chemicals must stand ready to meet the demand.

“I am informed that Sable Chemicals is benefiting and dependent on the rail network for transportation of raw material, ammonia gas, as well as finished fertilisers. My Government has put in place concrete measures for more a efficient, reliable and modern rail network.”

President Mnangagwa hailed plans by Sable Chemicals to produce nitrate solution for use in the production of explosives in the mining sector, saying the move resonated well with an anticipated upsurge in the mining sector.

He pledged continued Government support to ensure that Sable Chemicals operated at optimum capacity.

“I applaud your recent initiatives to reinvigorate the production process by ceasing the electrolysis method to produce ammonia gas, thereby releasing approximately 90 megawatts of electricity into the national grid,” said President Mnangagwa.

“In addition, I commend Sable Chemicals’ long term plans to use coal bed or natural gas to produce ammonia gas which will be used to manufacture ammonium nitrate and urea, which will ultimately reduce the price of top dressing fertilisers.”

President Mnangagwa said the move was in line with Government’s policy of adding value and beneficiating the country’s natural resources.-state media

Drama as ZANU PF Youths Beat Each Other Up Over T Shirts

By Farai D Hove| There were dramatic scenes this afternoon in Harare when ZANU PF youths beat each other up at the Robert Mugabe Square during their solidarity march for President Emmerson Mnangagwa.

The youths assaulted each other over t-shirts. The development saw more than 15 minutes being wasted as the master of ceremony struggled to control the roudy crowds. All this happened during the distribution and dishing out of t-shirts to individuals. ZimEye.com could  not immediately verify what really triggered the fighting. But the master of ceremony, was filmed  struggling to bring the crowd to a civil. Eventually the whole process was abandoned as the MC announced and declared that there would be no more dishing of t-shirts “because of violence.” During the commotion, one youth was seen being viciously bricked with fists and the man ended up running away.

After the meeting, youth leader, Godwin Gomwe told the social news site, 263chat, “Yes, we noticed that there were fights over t-shirts. The truth is we did not bring enough for everyone. we only got 15 000 t-shirts as the youth league and we have been dishing them out not only here but at some events as well.

“So we understand why there were fights, its because everyone wants to be associated with the Zanu-PF brand which gives us courage ahead of the elections…

“We wanted to bring peace awareness to every citizen, regardless of their political affiliation. we are saying we need to unite as a nation and exercise restraint ahead of the elections. We want peace, tolerance and unity from all citizens. That is why we held this peaceful march.”

Dembare Will Be Relegated – Survey

Terrence Mawawa

A survey conducted by the Zimbabwe Soccer Analysts Association has pointed out that popular Harare Giants Dynamos FC will be relegated to the unfashionable world of Division One football for the first time.

According to the survey, Dynamos are likely to be relegated at the end of the season.

If Dembare are relegated it will be the first time in their history to face the chop.

Dynamos are the most successful club in the country, with 21 league titles. They also reached the CAF Champions League Final in 1998.

According to Taurai Shava of B-Metro Dembare’s chances of survival are very slim considering the level of competition in the premiership.

“The newly promoted teams are fighting hard and they definitely want to survive. Dynamos need additional quality players to bolster their squad if they entertain any hopes of survival” he said.

In 15 matches played so far Dynamos have lost a massive 7 games and have won just 3.

Chaos As Polytechnic Bars Students From Writing Exams

NATIONAL, BUSINESS, BREAKING

NATIONAL, BUSINESS, BREAKING

Terrence Mawawa, Masvingo

There is pandemonium at Masvingo Polytechnic following the decision by the college authorities to bar students from writing their final examinations due to outstanding tuition fees.

Disgruntled students at the college yesterday claimed the authorities violated the payment plan the parties had agreed on at the beginning of the semester.

“We agreed on a payment plan that would then allow us to sit for our final examinations.

To our surprise, the college authorities are singing a totally different tune.

We will certainly resist the abrupt attempt to force students to pay outstanding tuition fees before writing exams,” said a Chemical Engineering student.

“We will not be moved by the college authorities’ empty threats,” said another student.

Masvingo Polytechnic authorities could not be reached for a comment on the matter.
