You must tell him to return to work before you lose your mother,” Makomichi reportedly told the businesswoman.

By A Correspondent- Opposition MDC Alliance has reported that unidentified machete-wielding assailants on Sunday besieged the home of the party’s deputy secretary-general, Mrs Concilia Chinanzvavana before they proceeded to the home of another party official.

The party announced the development on its social media pages.

Read the posts:

In Banket, the home of our MDC Alliance Deputy Secretary General Mrs Concilia Chinanzvavana has been besieged by men armed with knockberries and machetes. They are in a kombi blocking the gate singing revolutionary songs.

The same kombi then went to the home of our Mash West Womens assembly provincial deputy treasurer Mrs Kutandika in Banket The safety of both families is now NOT guaranteed as they are being stalked by armed & dangerous agents.

These reports follow a spate of abduction and torture as well as the arrest of government critics who include journalists, opposition members and human rights activists.

The state, on the other hand, has dismissed reports of kidnappings saying they are stage-managed to soil the image of the government.

COVID-19 Restrictions Affect Issuance Of Birth Certificates

By A Correspondent- State media has reported that Zimbabwean babies born after the 30th of March 2020 are not being issued with birth certificates due to the Covid-19 restrictions.

Acting Registrar General Mr Henry Machiri was quoted saying parents need not to worry as every unregistered birth will be tracked as soon as the circumstances allow.

“Covid-19 negatively affected issuance of birth certificates. Due to Government measures that were put in place to contain the spread of Covid-19, only issuance of burial orders was considered an essential service while other services were temporarily suspended.” Mr Machiri said. “Birth registration is currently low since the offices are not open to the public for birth registration except for emergency cases.

“Once the restrictions are lifted, the department will put in place measures to ensure that all births that occurred during the lockdown and all unregistered births born before the period are registered.”

“Recall Bindura Mayor”: MDC T Mashonaland Central Province Recommends

By A Correspondent- The opposition MDC-T’s Mashonaland Central’s provincial executive has recommended the recalling of the Mayor of Bindura Carlos Tokyo and eight other councillors for failing to respect the party’s leadership.

The leadership wrote to the party’s interim president, Thokozani Khupe saying the councillors were no longer serving the interests of the party and their recall was in line with their party’s constitution.

Read the letter in part:

We hope you will urgently execute this exercise as a matter of urgency and within the earliest possible time. Further delays will greatly disadvantage the MDC-T party.

This comes when the party’s interim leadership has in the recent past recalled a number of legislators and councillors whom it seeks to replace by new appointees as by-elections are currently suspended.

The issue has attracted criticism on the part of the MDC-T interim leadership which is accused of lacking morals by recalling officials that were elected by the electorate and replacing them with the ones they want.

Under Pressure Govt Attacks Labour Union

By A Correspondent| Under pressure government of Zimbabwe has urged workers to dissociate themselves from the Zimbabwe Congress of Trade Union (ZCTU) announced lunch hour protests saying it has nothing to do with improving their welfare.

This follows a call for workers to protest during the lunch hour at their workplaces against poor remuneration.

Labour and Social Welfare minister, Paul Mavhima said the labour movement has chosen to renegade on its responsibility chosing to meddle in politics.

“What is the motive behind the demonstrations? Workers must dissociate themselves from such industrial actions being organised by labour leaders who have chosen to renege on their responsibility to advance workers issues and instead pursue an opposition political agenda,” said Mavhima in an interview with a local online publication.

Sacked Former Deputy Information Minister Energy Mutodi Finally Speaks

By A Correspondent- Former Deputy Minister of Information, Publicity and Broadcasting Services, Energy Mutodi has said no one could have transformed Zimbabwe adding that only God has the capacity to do so.

He was speaking at a funeral of the late ZANU PF official whom he only identified as Mr Munyonga.

Mutodi speaks when the President Emmerson Mnangagwa-led administration which took over in 2017 following the demise of the country’s founding leader the late Robert Mugabe has failed to address the economic and humanitarian and political crises prevalent in the country.

There was hope when Mnangagwa took over from his long-time boss and mentor that he would flatten the over two-decades-long crisis but things have worsened in the past 24 months.

In a bid to turnaround the country’s fortunes, his administration introduced a raft of strategies including austerity measures which have however worsened the light of the citizenry.

The crises manifest in a shrinking democratic space, shortages of food, fuel, medicines, electricity and cash, and is also more pronounced in the skyrocketing inflation and high unemployment rates.

Observers say corruption was among leading factors hamstringing efforts to revive the economy while authorities are putting the blame on climate change and sanctions by Western powers as well as sabotage by the “country’s enemies.”

PPPZ President Timothy Chiguvare Pins Hope On 2023 Polls

By Josiah Mucharowana- The South African based President of the Progressive People’ s Party of Zimbabwe( PPPZ) Pastor Timothy Chiguvare envisage a massive discipleship in the forthcoming 2023 elections thanks to recent divisions that have rocked the main opposition giant MDC- A.
The developments comes following the emergency of a breakaway splinter party led by Thokozani Khupe and  Douglas Mwonzora.
Speaking from his Pretoria base, Chiguvare said this is a very ‘interesting development’.
” Zimbabweans now see the PPPZ president as their last hope , because the main opposition has been captured in Zimbabwe , the G40 of ZANU- PF now having control of the MDC-A and the current ruling party ZANU- PF of ED Mnangagwa and its  army generals now have control of the MDC-T”
“All the supporters of those two  camps are confused and now rallying behind the PPPZ president being part of the big PPPZ family.” he said.
” It is also interesting because we have to take advantage of the mistakes or errors of the two MDCs and take millions of people from both camps of the MDC and ZANU PF because they are all divided,” he said.
Zimbabweans, he said are now coming aboard the ‘PPPZ Glorious Victory Train’, a term he said runs as a theme in the forthcoming November protests mearnt to pile pressure on the Harare administration to stop unwarranted abductions, unlawful arrests of opposition activists, journalists and lawyers.
The pastor- cum politician Chiguvare  said  two MDC camps namely the MDC-A and MDC -T have teamed-up with  Zanu PF leaders whose assets in South Africa and other nations are going to be frozen because of ZANU- PF’s massive corruption and looting of state funds.
His call comes at the back of a spirited effort by former Joburg Mayor Herman Mashaba who recently launched his opposition party set to contest South Africa’ s next general elections. Mashaba exhorted South African leadership to adopt a tough stance on the Harare rulership to help ease it’s stranglehold on power that has made life for ordinary citizens very tough.
Mashaba, a confirmed anti – foreigner opposition politician is set to hit the ground running, fighting it out for political relevance in South Africa’ s discourse where EFF’ s populist Julius Malema enjoys a fair share of attention, slowly becoming a household name in black communities previously disadvantaged by the vagaries of apartheid that officially ended in 1994 with Nelson Mandela fresh from 27- year-prison life assuming the reigns of government.
” The two MDC camps are longer fit to represent the suffering people of Zimbabwe because of their relationship with the  G40 leaders of Zanu PF and the corrupt leaders of the ruling party Zanu PF , their association with the corrupt and  divided factions Zanu PF has delayed regime change in Zimbabwe,” he said.
The PPPZ is currently angaged in mass mobilisation of Zimbabweans resident in South Africa to make a contribution politically back in Zimbabwe by agitating for change by however means.
The party is riding on the promise of employment creation for Zimbabwe’s graduates as it’s foremost priority. It is hoping to revamp and inject fresh impetus in the agricultural sector which has potential to employ millions by running training programmes aimed at boosting agricultural production of both local and foreign markerts.
Currently, the Zimbabwean leadership envisage to grow agricultural activities into an US 8,2 billion sector by 2025.
Before the rather chaotic and controversial land redistribution excercise championed by the late anti-imperialist stalwart Robert Mugabe, Zimbabwe was touted as the bread basket of Southern Africa sufficiently feeding it’s populace as well as raking millions of revenue from agricultural exports ranging from beef, grain,  horticulture, epiculture products mainly to Europe.
Today, it is a pale shadow of its former self with the UN World Food Programme declaring millions of Zimbabweans in need of food aid.
Millions of the economically active youths have since skipped boarders citing political persecution and an economy in doldrums to go and work as menial labour in foreign lands especially South Africa and Botswana leaving scarce manpower to till the land.
PPPZ’ s Chiguvare is also on record promising free education for primary learners owing to high levels of poverty. Education, he says is key to unlocking the full potential of the country.
Zimbabwe used to boast a higher literacy rate on the continent with the then erstwhile struggle icon Mugabe the torch- bearer in providing free and affordable education to the youths.

“If Mnangagwa And Chamisa Approve NTA, We Are Done” – They Caused Crisis And Reward Them With Veto, How Foolish

By Wilbert Mukori- There is no denying that Zimbabwe is facing a serious economic, political and social crisis.

Before the corona virus outbreak Zimbabwe’s economy was already in total meltdown, unemployment had soar to 90% and 34% of the population was already living in abject poverty. The root cause of the economic mess is 40 years of Zanu PF misrule.

The people have been aware of Zanu PF misrule but have failed to do anything about it because the party rigged the elections and hence the political paralysis.

The corona virus outbreak has made life in Zimbabwe intolerable. The ruling party, Zanu PF’s blundering incompetence in the handling of the pandemic has helped the virus to spread like wildfire.

There is only so much suffering and death human being can endure without complaining. Zimbabweans have reached the Roche limit of their human endurance and not even the Zanu PF regime’s brutality can stop them demanding change. The tidal waves of Zimbabweans demanding an end to their economic hardships, human suffering and deaths, is unstoppable.

Mnangagwa and his Zanu PF cronies’ denial of the economic, political and social crisis is to be expected; denials, lies and damned lies are just some of the regime’s favourite tactics. We must dismiss Mnangagwa et al denials with the contempt they rightly deserve.

However, it is not Mnangagwa and company’s denials of the crisis that is hold back the change; it is the lack of consensus in the rest of the Zimbabwean populous as to what is the root cause of the crisis the way forward.

“The MDC Alliance insists, Mnangagwa stole the 2018 elections. This means there is a legitimacy crisis,” argued Dr Ibbo Mandaza in an article in Bulawayo 24 and the Standard.

“The electoral dispute should be solved and there is need for compromise for a transitional authority.

“This should be done by bringing together a group of people, who are non-partisan. Mnangagwa and Chamisa should support the initiative.

“The problems in Zimbabwe are not legal impediments, but political. If Mnangagwa and Chamisa support that, we are done.”

Dr Ibbo Mandaza, is Director of SAPES, a media house that has hosted a number of panel discussions in a determined effort to find a solution to Zimbabwe’s worsening economic and political crisis. Sadly, instead of helping find the solution, his repeated comments are mudding the waters.

“MDC A insists, Mnangagwa stole the 2018 elections!” MDC A leaders are renowned for being corrupt, incompetent and selling out; if they had implemented the democratic reforms during the 2008 GNU, for example, then we would not still be in this mess. So spare us the nonsense of what MDC A insists and tell us whether or not Mnangagwa stole the 2018 elections.

Whilst Dr Ibbo Mandaza has accepted there is a serious crisis in Zimbabwe; he, like so many other Zimbabweans, have failed/refused to accept the root cause of the crisis is the country’s failure to hold free, fair and credible elections. And more specifically, failed/refused to accept that Zanu PF rigged the 2018 elections and per se making the Zanu PF government illegitimate.

Mandaza is tacitly acknowledge Zanu PF government’s illegitimacy by offering the regime legitimacy if it agrees to the formation of NTA in which the regime gives up power to a group of technocrats who will implement the democratic reforms to take away Zanu PF’s carte blanche dictatorial powers.

Even if Zanu PF was to agree to this proposed NTA, the party will fight tooth and nail to ensure most of the implemented reforms are not worth the spit!

What should be crystal clear and beyond dispute is that the July 2018 elections were not free, fair and credible. Why people like Mandaza are making heavy weather of the issue beggars belief!

“The electoral commission lacked full independence and appeared to not always act in an impartial manner. The final results as announced by the Electoral Commission contained numerous errors and lacked adequate traceability, transparency and verifiability,” stated the EU Zimbabwe Election Mission final report.

“As such, many aspects of the 2018 elections in Zimbabwe failed to meet international standards.”

By participating in the flawed and illegal July 2018 elections, MDC A and their equally corrupt opposition friends gave the rigged elections some modicum of credibility but not legitimacy! Indeed, what Chamisa is doing is bargaining legitimacy for NTA and cabinet position, as if legitimacy is his to give away.

Once you accept the historic fact and reality that Zanu PF rigged the July 2018 elections then the consequences of that follow; the whole election process is null and void, all the MPs, Senators and the President are all illegitimate. Zimbabwe has no legitimate government. This is exactly what happened following the 2008 elections when the international community, including SADC and AU, refused to accept the rigged elections.

In 2008, SADC stepped in to help the country transition from illegitimacy back to legitimacy by proposing the formation of the 2008 to 2013 GNU. SADC was the guarantor of the transition and supervised the GNU.

SADC leaders could have appointed other people and not Zanu PF and MDC leaders into the 2008 GNU. Indeed, some of the key players in that GNU like Arthur Mutambara had failed to win a seat in the 2008 elections. This time, whoever is going to supervise the country’s transition from the current illegality not legality must NOT appoint Zanu PF and/or MDC leaders in the transition administration – they failed to implement any reforms and it is naive to expect them to do any better.

The cause of Zimbabwe crisis and solution were as plain as the nose on your face back in 2008 – cause, curse of rigged elections and solution, implement the democratic reforms to stop the rigging. The crisis has not changed! And the cause and solution too have not changed! The 2008 GNU failed to end the crisis because there was no political will to implement the reforms; we must not repeat that mistake again!

“The problems in Zimbabwe are not legal impediments, but political. If Mnangagwa and Chamisa support that, we are done.” Mnangagwa and Chamisa are indeed the root causes of Zimbabwe’s problems but how can granting the two the veto be the solution?

Zimbabwe’s political system is rotten to the core and needs a complete overhaul. The country’s ruling elite are part of the rot and therefore cannot be part of the solution too. What has been noticeably lacking is the political will, especially by those who should know better, to look the politicians straight in the eyes and tell them: “You are the one holding the nation to ransom. Enough is enough!”

Mohadi Says Presidium Now Made Up Of Soldiers

Vice President Kembo Mohadi has subtly admitted that the government of Zimbabwe is being run by soldiers whom he described as the best managers with a proven record worldwide.

Mohadi made the remarks last week while commissioning a new bridge in Chirumhanzu, Midlands province.

“What we failed to achieve 38 years ago, we have done it. Maybe it goes to the fact that the people that are at the helm now in the presidium were once in the military high command,” Mohadi said.

“We are all soldiers. If you want the best manager, it has been proven worldwide that you get a soldier.”

Since the beginning of the new dispensation, Zimbabwe has witnessed an unprecedented number of people being arrested and charged with treason, something that could explain what Mohadi was trying to say.

“Come And Lead From The Front”: Hwende

By A Correspondent- The Secretary-General of the opposition MDC Alliance, Chalton Hwende has urged a critic to come and lead a revolution on the ground instead of talking on social media.

Responding to a tweet by one Zandile who had urged the public not to “embrace leaders who despise the idea of a revolution,” Hwende said:

Huyai mutungamire Vatete pa ground [come and lead from the battlefront]
In response, Zandile said:
Dear @hwendec Being a politician shouldn’t be a career and a way of making a living and self-enrichment. Such leaders risk losing credibility quickly when they struggle to handle key tasks that are part of their job. Only career politicians sacrifice those they lead for power.

Another Twitter user @cdembishi weighed in:

They are not elected to sit and enjoy benefits of being in government. Representing us means leading from the front as well not fronting masses for something we voted them for. You are right @madiba

This comes as the MDC Alliance leadership has been criticised for not taking a more radical approach to confront the government which is accused of bad corruption and violation of human rights.

Some of the leaders including the jailed Job Sikhala have been rallying the citizenry to participate in anti-government protests although they themselves were in hiding.

The state is, however, known for cracking on its critics and has in the recent past arrested anti-corruption crusaders who include opposition leaders, journalists and human rights defenders.

“Lala Ngoxolo Kumkani,” Zimbabwean Black Panther Actress Mourns Boseman

United States-based Zimbabwean actress and Black Panther star, Danai Gurira has mourned her colleague the late Chadwick Boseman who recently succumbed to cancer.

At the end of her eulogy, Gurira said, “Lala Ngoxolo” which means rest in peace or sleep in peace in Xhosa, one of the eleven official languages spoken in South Africa. Xhosa is also Wakanda’s official language.

Below is Gurura’s eulogy.

How do you honor a king? Reeling from the loss of my colleague, my friend, my brother. Struggling for words. Nothing feels adequate. I always marveled at how special Chadwick was. Such a pure hearted, profoundly generous, regal, fun guy. My entire job as Okoye was to respect and protect a king. Honor his leadership. Chadwick made that job profoundly easy. He was the epitome of kindness, elegance, diligence and grace. On many an occasion I would think how thankful I was that he was the leading man I was working closely with. A true class act. And so perfectly equipped to take on the responsibility of leading the franchise that changed everything for Black representation.

He made everyone feel loved, heard and seen. He played great, iconic roles because he possessed inside of himself that connection to greatness to be able to so richly bring them to life. He had a heroic spirit, and marched to the beat of his own drum; hence his excellence as an artist and the incredible courage and determination as he faced life’s challenges; while still guiding us all.

He was zen and sweet and funny (with the very best laugh), attentive, and truly, truly, good. I can’t even wrap my mind around this loss. A loss resonating in my own heart as well as around the globe. The children he inspired, my heart aches for them, to lose their hero just as they finally found him. I am so thankful to have taken the Black Panther journey with him. To have known him, spent time in his light and leadership and to call him forever a friend.
Lala Ngoxolo Kumkani.

ANC Internal Fighting Intensifies

The battles within the African National Congress (ANC) are getting heated by the minute and now a key member of the party’s National Executive Committee (NEC), Jackson Mthembu, has entered the fray, coming to Cyril Ramaphosa’s defence, insisting that the president is here to stay.

This comes after fellow party leader and Ekurhuleni Mayor, Mzwandile Masina, called for Ramaphosa to step down while legal battles regarding the president’s CR17 campaign funding are ongoing.

Masina, whom, depending on who you ask, is far from a choirboy himself, staged a picket outside the St Georges Hotel in Irene, Pretoria on Saturday, 29 August 2020. He has demanded that all party members who find themselves implicated in corruption, step aside pending investigations into the allegations.

MTHEMBU: NO BASIS FOR RAMAPHOSA TO STEP DOWN
In response, Mthembu, who is considered one of Ramaphosa’s fiercest defenders as Minister in the Presidency, has lashed out at Masina’s call, saying there is no need for him to step aside.

“I have never heard such balderdash from a leader of the (ANC)”, he tweeted on Monday, 31 August 2020.

I have never heard such balderdash from a leader of the @MYANC . President @CyrilRamaphosa is neither sentenced by or facing any charges before a court of law . Therefore there’s no basis for him to step down or step aside . I hope comrade #Masina corrects himself soon .

In what one could only assume was an indirect jab at Ramaphosa, Masina also told journalists that nobody was above the party and that it was not about specific individuals, but those who have matters pending in court.

“The ANC’s 54th national conference was very clear should you be accused of corruption. Resolve number two states clearly that once you are accused of corruption, you should approach the integrity commission to explain your side of the story. But if you are charged through the court of law, you should step aside”, he said.

CR17: CALLS FOR ACCOUNTABILITY DOMINATE NEC MEETING
The party’s NEC met over the weekend, where reports claim Ramaphosa came under fire from his detractors, particularly after he penned a letter on corruption, calling on members to take responsibility and accountability.

It also comes after former president Jacob Zuma wrote a similar letter, in which he hit back at his successor, accusing him of resorting to public relations exercises to save his own skin.

“Mr President your letter is fundamentally flawed in several respects and plays right into the hands of those who seek to destroy the ANC and build from its ashes a counter-revolutionary party under the guise of fighting corruption”, Zuma is quoted as saying.

Ramaphosa’s CR17 campaign funding has been an albatross on his neck, given the legal scrutiny it has been subjected to, particularly with the matter set to be heard before the Constitutional Court.

Public Protector Advocate Busisiwe Mkhwebane found in her report that the president deliberately misled Parliament when replied to a question by then Democratic Alliance (DA) leader Mmusi Maimane about R500,000 his campaign had received.

Ramaphosa subsequently challenged the report and the North Gauteng High Court subsequently ruled in favour, setting it aside.

The court found that Mkhwebane had no jurisdiction to look into the Economic Freedom Fighters (EFF) and DA’s complaints over the president’s campaign funding, which is believed to have amassed as much as R1 billion in donations.

Now the EFF, Mkhwebane and the amaBhungane Centre for Investigative Journalism have approached the apex court, in a bid to gain access into the campaign’s financial records.

Econet Makes A Modest Data Price Increase Compared To Its Rivals.

As early as last week Econet promised that they were going to review their data bundles in line with the ever depreciating local currency.

No one was suprised, not only has POTRAZ given them the permission to base tariffs in USD and flex them regulary using the prevailing “official” exchange rate, Econet is surprisingly charging bundle tariffs that are much much lower than NetOne’s own tariffs.

People were however afraid that Econet would try to match the eye-popping prices that NetOne is asking for.

Well, it seems our fears were not founded. While not insignificant, the hikes are not heart-attack inducing as some feared.

Of particular interest are the Private WiFi bundles. Econet has cleverly priced them such that you can actually buy these bundles using Ecocash even as the limit has now been reduced to $5 000 ZWL per day.

In contrast you cannot buy NetOne’s OneFi bundles in one day if you opt for the biggest bundle.

One Stop Border Between Zimbabwe And Botswana

ZIMBABWE and Botswana are set to establish a One-Stop Border Post, which will see traders from both countries enjoying seamless border immigration processes and improved trade prospects with wider economic impact on the region at large.

Botswana is one of Zimbabwe’s traditional trading partners and local companies, especially from Bulawayo, which is the country’s industrial hub, could take advantage of the proximity between the two countries to export to the neighbouring country at competitive prices. Francistown, which is closer to Zimbabwe than the capital, Gaborone, can be used as an entry point into the market, experts say.

Zimbabwe’s trade with Botswana has in the past three years shown steady growth with Zimbabwe’ exports moving from US$19,2 million in 2017 to US$43,3 million in 2019.

It is in this context that the two governments are discussing possibilities of establishing a One Stop Border Post at Plumtree/Ramokgwebana entry/exit point. The move is expected to significantly reduce time taken to clear goods and passengers at the borders.

This was revealed by Zimbabwe Ambassador to Botswana, Mr Batiraishe Henry Mukonoweshuro during a Virtual Trade Mission organised by ZimTrade and Botswana Investment and Trace Centre recently.

Ambassador Mukonoweshuro said the planned One Stop Border Post which is in line with Southern African Development Community (Sadc) plans, will go a long way in facilitating improved intra-regional trade in Southern Africa.

“With regards to the issue of trade facilitation, the Governments of Zimbabwe and Botswana are discussing the possibility of establishing a One Stop Border Post at Plumtree/Ramokgwebana,” he said. “This will enhance trade facilitation and lead to expansion of trade, not only between Zimbabwe and Botswana but intra-regional trade in goods and services, contributing towards Sadc’s regional integration objectives.”

At the moment there are only two functional One Stop Border Posts in Sadc which are Chirundu Border Post between Zimbabwe and Zambia and Nakonde-Tunduma Border Post between Tanzania and Zambia. The third one, Kazungula border post between Botswana and Zambia is under construction. The first one to be established was the Chirundu One Stop Border Post between Zimbabwe and Zambia in 2009.

The Sadc One Stop Border Post initiative was launched in November 2009 in line with the Sadc Protocol on Trade signed in 1996, which advocates for the elimination of barriers to trade as well as the easing of customs and transit procedures.

Under this scheme, immigration and customs procedures are carried out just once in each direction, in contrast to the situation at most border posts in the region where paperwork must be completed on both sides of the border. The country’s trade development and promotion agency, ZimTrade, believes that efficient paper work at the country’s borders promotes crossborder trade.

Murder Accused Soldier Who Stabbed Ex Wife 7 Times Easily Granted Bail

A BULAWAYO soldier who followed his estranged wife to her family home where he allegedly fatally stabbed her seven times and in the process ripping open her stomach using a kitchen knife, has been released on $10 000 bail.

Gugulethu Ndlovu (29) of Nkulumane suburb and stationed at the Zimbabwe National Army (ZNA) 1.2 Infantry Battalion in Hwange, had a long-standing domestic feud with his wife Nompilo Moyo whom he accused of infidelity resulting in the woman abandoning their matrimonial home.

Ms Moyo moved back to her parents’ home at Kumbudzi Village under Chief Mathe area in Gwanda district. Ndlovu followed the deceased to her home intending to negotiate with her so that she could return to their matrimonial home in Bulawayo. When Moyo refused to return to Bulawayo, an altercation ensued resulting in Ndlovu indiscriminately stabbing her seven times and she died on the spot.

Soon after committing the offence, Ndlovu went to the ZNA barracks in Mbalabala where he handed himself over to the military police leading to his arrest.

Ndlovu, through his lawyers Malinga and Mpofu Legal Practitioners, filed an application for bail pending trial at the Bulawayo High Court recently, citing the State as a respondent.

Bulawayo High Court judge Justice Evangelista Kabasa granted Ndlovu $10 000 bail and ordered him to report twice a week at Nkulumane Police Station as part of the bail conditions.

“It is ordered that the applicant deposits a sum of $10 000 as bail with the Criminal Registrar at the High Court in Bulawayo. Applicant should also report at Nkulumane Police Station twice a week on Mondays and Fridays,” ruled the judge.

Ndlovu was also ordered to continue residing at his given address in Nkulumane and not interfere with State witnesses.

In his bail statement, Ndlovu said there was no legal basis warranting his continued detention, arguing that the State’s case was weak.

He also dismissed the State’s assertion that if released on bail he was likely to abscond given the gravity of the alleged offence.

“The applicant has a strong defence to the allegations levelled against him. He is not a flight risk and there is no tangible evidence for the contention that he will escape or interfere with State witnesses if released on bail,” said Ndlovu’s lawyers.

The State, which was represented by Mr Kudakwashe Jaravaza opposed the application, arguing that there was no guarantee that if released on bail Ndlovu would not abscond.

According to State papers it was stated that on June 24 this year, Ndlovu travelled from Hwange to Kumbudzi Village following his wife who had abandoned their matrimonial home and moved back to her family home. Moyo’s departure from her matrimonial home followed a spate of misunderstandings with Ndlovu who accused her of infidelity.

The purpose of Ndlovu’s visit to Kumbudzi Village was to negotiate with his wife and in-laws so that Moyo could return to their matrimonial home.

However, it was stated that upon arrival at his in-laws’ home, the deceased refused to welcome him leading to an altercation and Ndlovu attacked the deceased. He allegedly pushed her to the ground after overpowering her before he stabbed her seven times and in the process ripping open the stomach.

After committing the offence, Ndlovu fled from the scene and went to ZNA School of Infantry barracks in Mbalabala where he handed himself over to the military police. He was taken to the police leading to his arrest.

Belarus Protests Tens Of Thousands Go Into The Streets : Can Lukashenko survive The Final Push?

The situation in the Belarusian capital, Minsk, is tense as tens of thousands of Belarus protesters join an opposition rally against the controversial re-election of President Alexander Lukashenko.

Police detained 125 protesters during Sunday’s rally, Russian news agency RIA reported, citing Russia’s interior ministry.

Independence Square in the centre of the city was sealed off with metal barriers and guarded by security forces as the Belarusian interior ministry warned citizens not to take part in Sunday’s “unauthorised” rally.

The pro-democracy movement ignored the threats and said Lukashenko should see that people were against him as he celebrates his 66th birthday on Sunday.

The movement added that after ruling for 26 years, his time in power was up.

Despite the presence of a heavy security force, protesters packed the centre of Minsk with crowds waving the opposition’s red and white flag and chanting “Leave”.

On the last two Sundays, hundreds of thousands have taken to the streets of Belarus to protest against Lukashenko, who has been dubbed “Europe’s last dictator”.

The protests are the largest and most sustained challenge of Lukashenko’s years in office, during which he consistently repressed opposition and independent news media.

On Saturday, Belarusian authorities stripped the press accreditation of many journalists covering the anti-government protests and deported some foreign journalists.

According to the Belarusian Association of Journalists, at least 17 journalists were stripped of their accreditation issued by the foreign ministry.

Among them were a video journalist and a photographer from Reuters news agency, two from the BBC and four from Radio Liberty.

In the past few days, other demonstrations were disbanded and people arrested, indicating the power apparatus might not allow a fresh mass demonstration.

Russian President Vladimir Putin also expressly promised Lukashenko support from his country’s security forces in what is seen as a ploy to intimidate the protest movement.

The head of state of the ex-Soviet republic was recently cheered by supporters at public appearances.

Since the controversial presidential election on August 9, a division between the supporters and opponents of the president has emerged.

The protests and strikes in state-owned enterprises that emerged afterwards are the largest since Belarus gained independence after the dissolution of the Soviet Union.

Jacob Mafume To Contest Harare Mayor Post As Khupe And Chamisa Take On Each Other

Own Correspondent

THE real test between the MDC-T and MDC Alliance kicks off in Harare in the battle to replace recalled mayor Herbert Gomba.

Gomba was recalled from council early this month by the MDC-T, which claimed he was no longer a member of the party.

Sources in both the MDC Alliance and the MDC-T,have indicated that the parties have selected candidates to contest for the post.

The MDC-T led by Thokozani Khupe has preferred finance committee chairman Luckson Mukunguma, while the MDC Alliance’s nomination is Jacob Mafume current Human Resources Chairman.

The MDC Alliance still believes it has a majority vote among the councillors and anyone nominated by the MDC-T to be mayor, will be challenged for the post.

Selection for the mayor, a ceremonial post, is done through secret voting by the councillors.

The MDC Alliance opted for Jacob Mafume who was formerly with PDP (People’s Democratic Party) and Khupe cannot recall him.

The MDC-T recalled 10 Harare councillors on the basis they are no longer party members.

They are; Gomba, Hammy Madzingira, (Ward 10), Kudzai Kadzombe (Ward 41), Gaudencia Marere (Ward 32), Costa Mande (Ward 24), Happymore Gotora Ward 7, Denford Ngadziore (Ward 16), Grisot Mandere (Ward 44), Jaison Kautsa (Ward 37) and Tonderai Chakaredza (Ward 31).

Warning Of Violent Thunderstorms To Hit Matabeleland Region

VIOLENT thunderstorms and hail are expected to hit the southern parts of the country but farmers have been told that this does not mark the start of the 2020/21 rainy season.

The rains are expected to adversely affect the winter wheat that is ready for harvesting.

The Meteorological Service Department (MSD) has warned farmers against harvesting their crops during the rains as they risk being struck by lightning.

In a statement, the MSD said the light rains are a result of cool moisture developing from Botswana and South Africa.

“A weak cloud band began infiltrating the western borders of the country from Botswana into both Matabeleland North and Matabeleland South provinces. At the same time, relatively cool and moist winds are beginning to establish. As such, cloudy, windy and showery conditions episodes are expected on Sunday evening 30 August into 31 August in Matabeleland South, Masvingo, southern parts of Midlands, Manicaland and Bulawayo Metropolitan into the southern areas of Matabeleland North,” read MSD statement.

“The showers may be violent coupled with lightning, hail and strong winds. Therefore, the light rain and drizzle should steadily ease off with chilly and cloudy conditions over Matabeleland South, Masvingo, southern parts of the Midlands, Manicaland on Tuesday.”

MSD said the rains will affect winter wheat crops.

“This system is short-lived thus may cause very adverse effects on winter wheat and other crops in the fields. Do not be struck by lightning trying to beat the rains,” MSD stated.

The country and the rest of southern Africa is expected to receive normal to above normal rains in the 2020/21 rainy season following LA-NINA weather conditions being predicted for the coming season.

Southern Africa Regional Climate Outlook Forum (Sarcof 24) and some international weather institutions have predicted normal to above normal rains in the coming season.

Teachers Not Going Back To Work On Govt Schools Opening Day – Full Statement

Progressive Teachers Union Zimbabwe (PTUZ) has released the following statement which states that they will not be offering their services if the government does not review their salaries. The teachers said any attempt by the government to fast track reopening schools without addressing the salaries issue will be met with hostility.

Signed by PTUZ President Takavafira Zhou the statement reads:

30 August 2020

We note with concern (from various reports) that dates for reopening of schools will be announced by the Ministry of Primary and Secondary Education, Cain Matema, this week. It is sad that such a enunciation would be made without engaging teacher unions.

While we appreciate coverage of provision of covid abatement equipment before opening of schools including testing kits and other PPEs, we are worried that the issue of welfare of teachers has been conspicuous by its absence from reports. We hereby reiterate that other than meeting the health and safety of teachers and pupils, welfare issues must be high on the agenda.

No school would open without addressing the recently introduced salary discrepancies and restoring the purchasing power parity of teachers’ salaries. Teachers unequivocally, unreservedly and unanimously call for the restoration of their October 2018 salaries pegged at US$550.

Any attempt to fast track the opening of schools without addressing this crucial issue will be met by an equal and opposing force in line with Isaac Newton’s law of motion. Equally important is the fact that teachers have resolved that they would not mark June exams unless the issue of their salaries is resolved. It is our hope that gvt will engage teachers in order to find a win-win solution to the quandary of reopening schools.

Whatever the case would be there is no doubt that the pre-conditionalities of opening schools are multi-dimensional, involving health, safety and welfare issues. There would be no compromise whatsoever over such crucial issues.

Mthuli Ncube’s Proposed Financial Policy Amendments Gazetted

State Media

THE Government has gazetted the Finance Bill (H.B.4, 2020) to give effect to the fiscal changes proposed by Finance and Economic Development Minister Professor Mthuli Ncube when he presented his Mid-Term fiscal policy review in July.

The Bill will amend the Finance Act (Chapter 23:04), the Income Tax Act (Chapter 23:06) and the Capital Gains Tax Act (Chapter 23:01).

The Bill seeks to give effect to proposals on tax, value-added tax, customs and excise duties and mining royalties, which were made by Prof Ncube.

In his statement, the minister raised the tax-free threshold to $5000 while those earning $100 000 and above would be taxed at 40 percent with effect from August 1.

According to the Memorandum, Clause 2 of the Bill will amend section 4A of the Finance Act that requires certain taxes to be paid in foreign currency in specified circumstances.

“The effect of this amendment is to update the cross-reference to the relevant taxing provision under Chapter VII of the principal Finance Act.

“The clause will also create a presumption that all taxable amounts received are received in United States dollars, unless the recipients of the amounts furnish invoices or other documentary proof to the contrary,” reads part of the Memorandum.

Clauses 3 and 4 of the Bill will amend section 14 of the Finance Act that prescribes income tax paid by various classes of taxpayers.

“With effect from the 1st August, 2020, this Bill proposes to alter the income bands used in the calculation of income tax for the balance of the year of assessment, and in doing so will increase the tax-free threshold to $25 000,” further reads the Memorandum.

The Bill also seeks to tax electronic transfers of foreign currency for transaction purposes and will review the tax-free threshold for local currency transfers from $100 to 300 (or US$5) and revises the maximum tax payable from $25 000 to $50 000 on transactions with values exceeding $2 500 000 (or a maximum of US$2 000 on transactions with values exceeding US$100 000).

The Bill also sets out exemptions from taxation of “receipts and accruals of the Victoria Falls Stock Exchange will be exempted from tax as well those of any special purpose vehicle (SPV) initially wholly-owned by the Infrastructure Development Bank of Zimbabwe wherein private sector contractors, in return for a share in the equity of the SPV, undertake to construct on-campus student accommodation at any public institution of higher or tertiary education.”

Clause 14 of the Bill will also amend the 13th schedule of the Income Tax Act to exclude US dollar denominated Covid-19 civil servants’ allowance introduced by Government in June.

Zim Covid-19 Recoveries Shoot From 26% To 80% In Three Weeks

State Media

GOVERNMENT interventions to curb the spread of Covid-19 are paying off as the country has recorded a significant rise in the number of recovering patients from less than 26 percent to over 80 percent in three weeks.

On August 4, recoveries were less than 26 percent and by last week they increase to more than 80 percent.

Yesterday, recoveries stood at around 79 percent and deaths at around three percent.

The vice chairman of the Ad-Hoc Inter-Ministerial Taskforce on Covid-19, Professor Amon Murwira attributed the country’s success story to adherence to the set World Health Organisation protocols, but warned that the country cannot afford to loosen its guard.

“It shows that we are trying our best and we are doing well in terms of guidelines for management as a country, but it does not mean people have to be complacent.

“So temporary success should not make people complacent, rather we should make our success permanent by continuing to do well.”

“His Excellency President Mnangagwa has come out every time talking about caution and how we have faced the enemy, it shows that something has been done right, we have to continue following the guidelines,” said Prof Murwira.

Deputy Minister of Health and Child Care Dr John Mangwiro said they have been religiously following the correct protocols prescribed to fight this pandemic.

“We are just doing the right things, people are self-isolating and those who have gotten sick will be taking medications prescribed by the doctors,” said Dr Mangwiro.

National Pharmaceutical Company, board chairman Dr Billy Rigava commended the support they have been receiving from the Government.

“The support we have been receiving from the Government has been massive, in terms of having the products, the supplies, the Government has done very well to ensure that we get supplies.

“Also note that we have received huge support from the development partners because of the relations that have been built by the Government.

“So if we look at the role being played by the Government we can say yes there is room for improvement, but we are happy with the role they continue to play,” said Dr Rigava.

Some of the interventions the Government is pushing is to improve healthcare workers and other civil servants’ salaries and wages.

VP Chiwenga who is superintending the Ministry of Health and Child Care is on record calling on the healthcare workers to call off the strike and save lives as the salary negotiations continue.

WATCH: Drama As Mnangagwa Performs U Turn On Violence.

By Farai D Hove| ZimEye reveals how the ZANU PF leader Emmerson Mnangagwa performed a.u turned on his position on violence. This was early last year and the man spoke before foreign diplomats, and would a day later swing to the extreme left on violence. Below is the narration:

15 FEB 2019

Violence has no place in our midst. My administration esteems peace and democracy we believe that human life is sacrosanct violence is a betrayal of the new Zimbabwe.

Let me reiterate that in the new Zimbabwe everyone has the right to protest but peacefully. everyone has the right to voice their opinions but peacefully and everyone has the right to criticize me and my government but peacefully.

24 hours later….

16th Feb 2019.

“They were travelling from place to place saying tomorrow we must make noise. Anyone who would have been arrested you will simply go to lawyers waiting to defend you those who would have been injured you will go to a place where you can be treated by doctors, causing other people’s children to be injured. All those people we are now going after them those doctors that we are encouraging the noise we are going after them the lawyers who were saying the noise should go ahead we are going after them. Those who choose noise, don’t worry, we are adequately equipped to deal with them. Those who choose silence and Peace hallelujah to them, peace, and may their days be increased in the land ruled by black people. But those who choose noise that days will roll back. Up with ZANU PF. Up with ZANU PF!

Govt Declares No Shortage Of ARVs

State Media

Natpharm has assured Zimbabweans on second regimen antiretroviral treatment that the current stocks which are low will be expeditiously replenished.

There had been concerns among those who take second line ARVs over the state of the country’s inventory which has been affected by Covid-19.

In an interview, NatPharm board chairperson Dr Billy Rigava said work is already in progress to avoid a crisis.

“What we can tell the country is there is enough medication for those who are already on treatment and they should not panic as the medication will continue to be sourced. The people who manufacture the drugs are known and there is a relationship that just has to be improved to make sure the medication is there.

“So for those who are on line two ARVs which is largely procured by the fiscus, they should not panic as measures have been put in place to ensure we have the required medicines,” Dr Rigava said.

About 1.4 million Zimbabweans are living with HIV and 88 percent are on treament.

An HIV drug regimen has three lines.

The first is taken by most patients, especially those who seek treatment early after infection while the second (which is said to be running low) is more expensive and is given to people who are resistant to the first.

The third line is the most expensive and has harsh side effects.

Last week, the National Aids Council (NAC) confirmed to the country that the country’s second line antiretroviral medication needs urgent replenishment.

NAC chief executive Dr Bernard Madzima told our sister platform Zimpapers Television Network that they are hard at work with other stakeholders to ensure supplies reach a level that allows comfort.

“Regarding the stock status of ARVs, it remains not ideal we still have to make sure we have adequate stocks of the first line and second line drugs as well as paediatric formulations. So National Aids Council, together with the Ministry of Health and Child Care, NatPharm and our development partners, Global Fund and Pepfar we continue to engage to make sure there are stocks in the various health institutions.

Because of the lockdown we are also encouraging our clients to collect drugs for at least three months, so that has also created a shortage added to Covid-19 challenges which has affected logistics,” Dr Madzima said.

An Open Letter to Job Sikhala at Chikurubi Maximum Prison

By KENIUS MUTAURWA AND DR MASIMBA MAVAZA

An Open Letter to Job Sikhala at Chikurubi Maximum Prison

A few years back, there was a popular song titled, ‘Jobho Kwenya Kwenya’ and many versions of this entertaining song are available on Youtube. The song relates to the biblical Job and those who sung it were concerned for his health. This past week our local, ‘Jobho’, Job Sikhala has written an open letter from our maximum prison and among other things, he decried his health. Unsurprisingly, his lawyers have bought his story and equally his sympathizers at home and abroad have wept for him. However, in this open letter, I will argue that Job, you have shot yourself in the foot and equally the Western world and its hangers on have been shortsighted at the effects of their nefarious activities. I will conclude that there is a nexus between your antics and the haggardness of your fellow inmates. I also encourage your inmates to have serious conversations with you as you are the author of their plight. The enemy is within their midst.
As a precursor to my opinion, perhaps it is best to highlight that a prison as defined by the Oxford dictionary is ‘a building in which people are legally held as a punishment for a crime they have committed or while awaiting trial’. It is therefore important to point out that it is the courts that upon being presented by facts have deemed your residence, Jobho, at the maximum prison as ideal in the circumstances. The legal reasons you are inside has been debated extensively and it is not the focus of this article.
I would like to highlight your concerns in relations to your health. A person’s health consists of both her physical and mental health. Job, you complained that the conditions at Chikurubi are grim, with inmates dying of COVID-19 and consequently you demanded to be moved from that prison as you fear for your person. You also seem to be mentally alarmed to be housed in the D section with murders. The litany of your complaints extended to the quality of food served and you sought to have your relatives bring you nice food.
The Zimbabwe Lawyers for Human Rights (ZLHR) have also condemned the diet as, ‘not suitable’ and the prison conditions as, ‘deplorable’. We know this lot has never said anything positive about the government but I have not lost sight that there are some white persons with Rhodesian ancestry within it causing noise. The fugitive from justice and self-exiled Walter Mzembi and Nelson Chamisa, a former president of the opposition party MDC, weighed in by advising you, Jobho, not to drink the water or eat the prison food as from their opinion, you will be poisoned like many before you.
It must be pointed that Chamisa has of late been increasingly hallucinating and without a shred of evidence been suggesting that certain people were poisoned by the state. I do not wish to go into his wild accusations today, but certainly, he is not a medical doctor. I am going to deconstruct him in my next opinion. I now turn to the history of our prison system.
The Rhodesia Prison Service (RPS) was a subdivision of the Rhodesian Security Forces and it was responsible for the administration of the Rhodesian prison system. It was established in 1954 as the Southern Rhodesia Prison Department and incorporated into the federal prison service of the Federation of Rhodesia and Nyasaland, it continued as the prison service of independent Rhodesia during the Unilateral Declaration of Independence period. Upon Zimbabwe’s independence in 1980, it was dissolved and superseded by the Zimbabwe Prison Services.
Zimbabwe has 46 prisons and collectively they were built to house 14 000 prisoners but currently hold more than 20 000. Chikurubi’s male section houses 2508 inmates instead of the 1360 it was designed to hold. It is imported to note that you, Job, has steadfastly argued that your incarceration is politically motivated and it is essential then to allude to the Rhodesian era’s treatment of such prisoners.
The conditions of Zimbabwe’s prisons were researched by Jocelyn Alexander who is at the University of Oxford. She argued that since the late 1990s, deaths occasioned by diseases and hunger had increased, fuelled by economic decline, political instability and government corruption. Needless to say, her research article was published in 2009, and it took her 10 years to sparsely relate to the prison system in the Rhodesian era. Regarding the Rhodesian era, she wrote in 2019 that, ‘punishments included petty deprivations, violent beatings, pouring cold water in cells at night, ‘spare diets’ and solitary confinement, the latter – known as the ‘dark cell’ – was held up as the most awful of fates’.
There is limited research about the Rhodesian prison era and this does not surprise me at all as we know the Western world command what constitute research. This brings me to remind the reader of my previous article in which I decried the discourses of silence excised by the White man. When a situation does not profit a White man, she will not blow a trumpet.
However, an insight of political prisoners’ situation in the Rhodesian era was provided by Dr Munochveyi whose thesis detailed the experiences of political prisoners. For the avoidance of muddling his succinct thesis, I would like to quote him in his description of Khami prison which was known to be the hardest prison then. He wrote that,
‘the cells at Khami were bare, and apart from a sleeping mat, prisoners had three blankets and a toilet bucket. Prison warders let out prisoners for only five minutes in the morning, during which time they were supposed to empty the toilet buckets, have a cold shower and use the flush toilets. No towels were provided so that prisoners had to dress and return to their cells after a shower while wet. Breakfast of sugarless porridge was served in the area outside the cells but was taken back to the cells to be eaten. Usually, the same plates were reused, unwashed, several times by different prisoners. Physical exercise was limited to hard labour’.
The point I am raising here is that the phenomenon you are facing Jobho is not new, it is only that the ZLHR will not want people to know about this. The bucket of human waste in cells is not new, Jobho. Perhaps David Coltart would love to tell the nation of the Rhodesian prison conditions and hopefully he will tell us that he raised concerns about that. I am not arguing that you should face the same conditions as we took the war to the invaders to improve our well-being within and outside prison. The late Maurice Nyagumbo gave a horrific account of his incarceration during the Rhodesian era in his celebrated autobiography. However, Job, I would like to tell you the following.
The increased population in prisons is hardly surprising. The invaders during their reign made it very difficult for the Black people whom they had consigned to the Tribal Trust Lands to come to the cities. This is well known from research that this White man’s system kept the cities and towns’ populations low, but now, everyone is free to move and it should not surprise you, Job to meet many fellow criminals at Chikurubi. I suppose you will argue that the government should build more prisons for your comfort but I hasten to curtail your warped thoughts.
It is well documented that you, your friends including the infamous, water mouth Tendai Biti have for decades been calling for sanctions to cripple the country so that you would rule. Indeed, the Western world has agreed with you and our dear country has been tottering for decades. You want to be transferred to a prison where there is no COVID-19. So, tell me, Jobho, with a crippled economy which you helped to injure, where do we get the finance to build a prison that would satisfy your Western friends?

You claim that the prison diet is horrible and indeed, Job, we know you have a penchant for tasty food which caused you to find it a struggle to fit into your three-piece suit. Do you remember doing promotional work for Mambos in return for pieces of chicken under the #WIWANTYouToBeFull and #EatLikeAKing. I laughed my lungs out as in your recent video while in hiding, declined to eat peanut butter and bread and chose instead to eat rice. You told your benefactor to take the former food back! Invariably, Jobho, you must have been missing the spicy chicken, but however, the prison system that you helped to cripple cannot provide such lavish dishes. I understand you will be getting these meals delivered to the prison but let us take a step back and think about your inmates.

Do they know that you are part of the evil, Western world system that is causing them the hardships in prison? What do you think they think when they see you struggling to fit into your prison garb and also seeing you tucking in into the spice chicken from Mambos or Nandoes while they look haggard? If your inmates have not thought that the enemy is within, they should start asking your tough questions and hopefully, you will understand and starts singing a new tune. The lesson for you and your foolish friends, is, do not be narrow minded, see the bigger picture, Jobho. Feel the effects of the sanctions, Jobho. –

Silobela Woman Sued $45k Over A Facebook Post

State Media

A Silobela woman is facing a $45 million lawsuit over a defamatory statement she published on a public post in a Facebook group to expose a couple that she claimed duped her of hard-earned cash and were refusing to settle their debt.

Ms Loice Siziba of Canaan Village under Chief Gobo, Silobela — will now have to defend the suit filed by Mr Given Mapukute and his wife Ruramai Nhakuzah at the High Court, who are claiming to have their reputation damaged and lost business because of the statement.

The suit against Siziba arose in February this year, when she sent an offensive text message to the couple in an attempt to threaten them to pay back her money amounting to between US$3 000 and US$4 000.

The text message reads: “Good morning, I’m done with your nonsense I’m going to sort you guys out not nzira yelaw (not the legal way) coz you seem to be stubborn.

“I’m going to go on and pay strongest sangoma (witch-doctor) like Baba Banda you whole family will suffer. Please save this message you will come for help (sic) it will be too late.”

It is alleged that Siziba last month caused the defamatory statement to be published on the Facebook Group wall, styled “Verified 11 Exposing Zim shurugwis all over the world”.

In the claim filed at the High Court last week, the couple is demanding $45 million from Siziba for her conduct and that she be compelled to cause the defamatory statement pulled down from Facebook within 48hours of the granting of the order.

According to the summons, the couple are asking the court to grant them damages for defamation in the sum of $5million, actual loss of business in the sum of $25 million and loss of future business $15 million plus costs of suit.

Through their lawyers Muvingi and Mugadza Legal Practitioners, the couple claimed that the woman’s Facebook group is a widely distributed platform and available to the general public both in country and across the entire world as it is available on the internet.

It is argued that Siziba’s defamatory statement made in the public post stated that she entered into a business venture with Nhakuzah, but the couple conned her of her money in the sum of US$3 000 to US$4 000 and that they had victimised her by making a police report against her, yet they owed her money, which they should pay back.

“The said words, in the context of the said defamatory statement in the public post, are wrongful and defamatory of the plaintiffs (couple) in that they were intended and were understood by readers of the post to mean that plaintiffs are dishonest in that they venture into business with innocent people, but defraud them of their hard earned cash,” read the summons.

The defamatory statement was made with the intention to defame the couple and to injure their reputation, said the lawyers.

In addition, the lawyers say the defamatory statement has been harmful towards the plaintiffs’ reputation, integrity and good name as business people, who are well known both in their business circles and their community.

It is argued that as a result of the said defamatory statement being made on such a public platform, Mr Mapukute lost a tender worth an equivalent value of the sum of $25 million, after the procurement committee of the tender, during an assessment of suitability and investigation on him came across the public post.

Further to that, couple claim that also risk losing future business. “This is because, each time any person searches for couple’s names on

Facebook, the post is the first post that pops up on the Facebook newsfeed,” said the couple.

“As a result of the defamation, the plaintiffs’ have also suffered psychological trauma, stress, and anxiety for the loss of the tender and the risk of future business loss.” Ms Siziba is yet to respond to the claim.

Khupe Takes Her Whip To Bindura

State Media

THE MDC-T’s Mashonaland Central provincial executive has recommended that Bindura mayor Carlos Tokyo and eight other councillors be recalled for failing to respect the party’s leadership.

In a recent letter to the party’s president Dr Thokozani Khupe, the executive said the councillors were no longer serving the interests of the party and their recall was in line with their party’s constitution.

“We hope you will urgently execute this exercise as a matter of urgency and within the earliest possible time. Further delays will greatly disadvantage the MDC-T party,” said the executive.

Section 5.4 of the party’s constitution required every member to accept and conform to the constitution, policies and regulations of the party and to conduct oneself in a manner not prejudicial to the interests of the party.

Councillors the provincial executive wants to be recalled are Norbert Dhokotera (Ward 10), Brian Kembo (Ward 3), Friday Chigwade (Ward 4), Aniko Chikuvanyanga (Ward 9), Mupingidza (Ward 1), Oliver Mukombwe (Ward 6) and Nyarumbe (Ward 8).

The provincial executive also wants Clr Fanuel Chigonero of Mazowe Ward 28 to be recalled, as well as Tonderai Samhu and Sekai Dhokotera from the provincial council.

If the MDC-T leadership consents to the request, the Bindura mayor and his councillors will join a host of other councillors and members of Parliament since the return to the party of the 2014 leadership structures.

Home Remedies For Mosquito Bites

Mosquito

Cold temperatures slow the rate of inflammation.

Applying an ice pack to the area as soon after a bite as possible will reduce inflammation, itching, and discomfort.

Avoid putting ice directly on the skin, wrap it in a cloth or towel first.

Applying a topical antihistamine to a bite may help treat itching.

One study suggested that some antihistamines might be an effective treatment for mosquito bites.
Histamine is a chemical that the body releases as part of the inflammatory response to a mosquito bite.

It is histamine that causes itching, and antihistamines help to prevent histamine from taking effect.

People can take antihistamines in pill form, but other options include topical creams that a person can apply directly to the bite.

Hydrocortisone cream is a topical medication that can reduce inflammation and itching.

Hydrocortisone is available over the counter and on prescription but may not be suitable for everyone.

Children, pregnant women, or those with skin infections should not use hydrocortisone cream.

People should use these creams in moderation and only over short periods, or for as long as a doctor recommends in the case of prescription hydrocortisone.

Concentrated forms of heat might be useful for treating mosquito bites. One study from 2011 in Clinical, Cosmetic and Investigational Dermatology looked at the effectiveness of a device that emits concentrated heat. In most cases, the device was able to reduce the discomfort resulting from insect bites within 10 minutes of its application.

The study took place at beaches and bathing lakes in Germany. It is important to note, however, that of the 146 people in the study, only 33 had mosquito bites, with the majority having wasp stings.

There is some evidence that aloe vera can treat skin conditions, including
psoriasis. It has a wide range of potential uses and people usually apply the gel to the skin to relieve burns, frostbite , and
cold sores.

Some research on rats showed that Aloe littoralis, which is a close relative to aloe vera, might have anti-inflammatory and wound-healing properties.

The scientists concluded that A. littoralis might help reduce the inflammation from mosquito bites and applying a gel may soothe the area, too.

Honey may have properties that make it useful for healing wounds .

Applying honey to a bite may help reduce inflammation and prevent infection, and in a similar way to aloe, applying it to the skin may also help soothe the area.

A person should see a doctor if a bite lasts longer than a week or shows signs of infection.
Sometimes, mosquito bites and other insect stings can cause allergic reactions. This can lead to an anaphylactic shock in extreme cases.

Anyone who experiences any of the following symptoms will require immediate medical attention:

breathing problems, swelling,
nausea,
vomiting,
dizziness.

It is also possible for mosquito bites to cause an infection.

If the bite lasts longer than a week or causes significant discomfort, consult a doctor.

Although it is difficult to avoid mosquito bites completely, people can reduce their chances of being bitten by:

using insect repellent
covering exposed skin as much as possible
using mosquito nets at night
installing mosquito screens on windows and doors
being aware of visiting places with a high density of mosquitoes or other insects
Avoiding all mosquito bites can be difficult.

However, home remedies can help reduce itchiness or irritation and provide comfort until a bite fully heals.

Lavendar Was Brutally Murdered-Family Breaks Silence

Lavendar Chiwaya

Heartfelt appreciation from the Chiwaya Family

Delayed gratitude is ingratitude, they say. On behalf of the Chiwaya family, I would like to express my heartfelt appreciation for all the support and messages of strength and comfort we received in the aftermath of the death of my slain brother, Lavender Chiwaya. Tough times are the yardstick to measure who you have and who has you. Indeed, this was exhibited on the 26th of August when my murdered brother was given a fond farewell by scores of community members in Karoi.

Notably, neither fears of the current pandemic nor the lurking cloud of state intimidation and brutality could deter dedicated and fearless citizens from bidding farewell to their hero in Chikangwe. Zimbabweans from Hurungwe district and beyond came in droves and paid a befitting tribute to their beloved Councilor and gallant son of the soil. We remember Lavender as a loving brother, father to his young family and an upright man who had committed his life to serving the community and his motherland, Zimbabwe.

This could have been an even more tough cross to bear had we not received support from our neighbours, with whom we discovered Lavender’s lifeless body, and the most humanely members of his political home, the MDC Alliance. Special mention firstly therefore goes to all our neighbors who stood in comforting the family, particularly the surviving wife and kids. I would be ungrateful to forget my brother, Shepherd Yudah who assisted with sourcing extra financial aid to help cover the funeral costs. I was really touched to see people owning our family loss as theirs. Indeed, true love and Ubuntu does still exist.

Many other contributions also came from friends and relatives far and beyond. I would also like to extend my gratitude to my former school mates, members of the Dandawa High School Students Association, who went out of their way to gather additional financial resources as well as ensure they attended my brother’s final send off.

I am still in awe of the humility and servant spirit that was displayed by executives of the MDC Alliance. Some are lawyers who could rush out of court to answer my calls! Some were accommodating enough to liaise with us even through odd hours of the day. I have come to appreciate them more after this experience. Those people are true heroes and heroines. It is not easy to live knowing that you are fighting a brutal regime, which will go all lengths to crush and silence descent.

On the ground we had Ms Usayi, Mr Chigumo, Organizer Chibaya, Honourable Chidhakwa and many more who committed to making sure that their fellow fighter had been smoothly laid to rest. Advocate Nelson Chamisa, Advocate Fadzai Mahere, Maureen Kademaunga, Senator David Coltart, Douglas Coltart, Hon Job Wiwa Sikhala (even in detention), MDC Alliance Mash West and Hurungwe District, MDC Alliance Diaspora community, I take my hat off for you. May this love and solidarity you showed towards my brother and our family endure forever within the party of excellence.

The struggle for a better Zimbabwe must continue until the settlement of our own liking emerges. No abductions, killings, arbitrary arrests and intimidation can stop the tide of revolution from turning. A peaceful and prosperous and better Zimbabwe is possible in our lifetime.

As a family, we are gutted by the horrendous murder of one of our own but God will give us peace. We have so many unanswered questions but we believe there is God in heaven who answers prayers. Jeremiah 33:3 and Psalms 50:15 speak to this effect. The God of Daniel reveals the secrets and our prayers will be answered. If Lavender’s death really escaped pathological assessment, it will not escape divine assessment.

Thank you Pastors , Apostles ,Bishops and Prophets for praying for us. Thank you comrades and friends for your support. May the Grace of our Lord Jesus Christ be with you all.

Rest in peace Lavender Chiwaya!

Deeply saddened,
Tonderai Chiwaya.

Advocate Chamisa Bans Offensive Maxims

Advocate Chamisa

Farai Dziva|MDC Alliance president, Advocate Nelson Chamisa has warned Zanu PF against spilling the blood of innocent people.

Addressing mourners at the Dzamara family homestead in Mutoko on Friday, President Chamisa said the blood of innocent people would return to haunt Zanu PF bigwigs.

President Chamisa also paid tribute to Itai and Patson Dzamara for mustering the courage to denounce Zanu PF tyranny.

Said President Chamisa:
“This family produced two gallant heroes who were killed for denouncing Zanu PF’s evil machinations.

Let me warn those who are killing innocent people -the blood of those you are murdering will haunt you.

The blood of innocent people shall speak against you.

Are you vampires that thrive on drinking blood? You have your blood so why do you want to kill innocent people?

Don’t abuse liberation war maxims.Zanu PF is using ruthless tactics to silence its perceived opponents but that will not stop the wave of change.

He also urged MDC Alliance members to shun violence: ” Please let’s avoid offensive slogans, we don’t want that in the Movement for Democratic Change. We are not a violent party and let’s prove that we are a people’s movement.”

We Will Not Allow Khupe To Steal Our Votes -MDC Alliance

Thokozani Khupe

MDC ALLIANCE NAMIBIA DISTRICT URGES ITS CONSTITUENCIES TO ABSOLUTELY OBJECT THE ILLEGAL REPLACEMENTS OF THEIR MPS THROUGH PETITIONING ZEC WITHIN 14 DAYS.

As Mdc Alliance Namibia district, we want to seriously urge all our constituencies that were affected by the illegal removal of our MPs from the August house to petition Zec within 14 days.

Social democrats in the national democratic revolution must absolutely reject puppet politics that is being displayed by the rogue clueless regime and their surrogates.

Let’s not allow the daylight robbery of our hard-worn 2.6 million votes amassed by our political dynamo President Advocate Nelson Chamisa.

We must embrace all Constitutional mechanisms to defend our votes since it is our constitutional right in a democracy.

Thokozani Khupe got a pathetic 45 000 votes across the country.

They voted against the Mdc Alliance in July 2018 and they were humiliated by genuine revolutionaries who supported the People’s President in a robbed victory. All affected constituencies are supposed to petition Zec within the period at law that is 14 days. This must be a moral obligation to confront Zanupf and their cronies who masquerade as Constitutionalists.

Moreso, we must exhaust all democratic avenues at our disposal rejecting the exploitation of state institutions to achieve political goals. We are cognisant of the unholy marriage between Zanupf and our erstwhile friends who finally decided to quit the freedom train for 3 pieces of silver.

Mdc Alliance Namibia is quite aware of Zanupf’s insatiable appetite to bring Mdc Alliance party to extinction using desperate Mwonzora and power hungry Komichi.

As organic leadership and membership we must brace for participatory democracy defending our vote with our last drop of tears and blood.

Our votes must be defended now! Wake up machinja! If we don’t object Zanupf’s monkey antics using Zec, they will later on scorn us for dismally failing to challenge the submitted list.

We are social democrats, lets petition the attempt to demonise our electoral processes.

Minister Infected With COVID-19

THE Deputy Minister of Public Service, Labour and Social Welfare, Lovemore Matuke who was recently in self-isolation after testing Covid-19 positive has said it pains him to see people moving around in public places without putting on face masks.

Zimbabwe has recorded more than 6 000 Covid-19 cases, 195 deaths and 5 043 recoveries since the first case was reported in March.

Matuke who has since returned to work after recovering from the deadly disease joins senior Government officials such as Lands, Agriculture, Water, Climate and Rural Resettlement Deputy Minister Vangelis Peter Haritatos, Ministry of Finance and Economic Development permanent secretary Mr George Guvamatanga who have recovered from Covid-19.

The late Minister of Lands, Agriculture, Water, Climate and Rural Resettlement Perrance Shiri who succumbed to the virus on July 29, is the most senior Government official to die of Covid-19.

Matuke said on July 26 he decided to go for Covid- 19 testing after he started experiencing flu like symptoms.

He said he also had a fever, dry cough and experienced tiredness.

“I started sneezing first before experiencing a dry cough and I decided to go for Covid-19 testing on July 26. Results came back positive on July 29,” he said.

Matuke said he is not sure whether he contracted the virus from a Covid-19 positive person or a contaminated surface. No one else in his family was infected.

In an interview last Friday, Matuke narrated how the past month has been the toughest in his life.

After testing positive, he said he advised his colleagues in the Ministry and thereafter went to his rural home in Gutu, Masvingo province to self-isolate.

He said it’s difficult when one can’t be in contact with his relatives and children for fear of infecting them.

“I went to my rural home where I was in self-isolation. I had lost my sense of smell and taste. I had lost appetite and I was coughing and sneezing. It was hell I tell you and I wouldn’t want to experience that again. It’s so painful because at times I would run short of breath,” said the Deputy Minister.

He said the first week after testing positive was very difficult for him as he feared death.

“Remember we are dealing with a virus that has no cure. So I was afraid, my family was afraid. We were all facing what looked like a bleak future and the first week was not good. But I had to fight it and fortunately I tested negative about three times,” he said.

Matuke thanked God for saving his life. He also paid special tribute to his wife and his daughter who is a nurse for risking their lives for his sake. Matuke said the two went out of their way putting him on drips, feeding him and making sure he drank hot water and steamed at least four times a day.

To fight the virus, he said he ate garlic, onion, steamed using a plant called Zumbani in Shona Umsuzwane in Ndebele and wormwood in English.

The Deputy Minister also used other indigenous plants in and around his rural home.
He also took Vitamins B, C and D and Zinc.

“I was made to drink some mixture of water, garlic and onion as well as steam using Zumbani and other indigenous plants. All this was made possible with the assistance of my wife and my daughter who risked it all for me and today here I am,” said Matuke.

He said he was in self-isolation for more than 21 days in line with Government and World Health Organisation (WHO) health guidelines.

Matuke said he also felt that the virus had affected him sexually and he also lost some weight.

“Covid-19 is real and is here until such a time when there is a cure. The last month has been very difficult for me and my family, the toughest in my life,” he said.

Matuke also paid tribute to his parents, in-laws and siblings for supporting him in his hour of need.

“The other thing is, we need to fight stigma because if one is stigmatised he or she might succumb to the virus as a result of neglect. We need to strictly adhere to Government and WHO health guidelines as we fight this pandemic,” said Matuke.

He said it was important for people to wear face masks especially in public places as well as maintaining social distancing.

“After going through this experience, it pains me to see people walking around without their face masks or talking to each other. Motorists seem to put on the masks when approaching road blocks. President Mnangagwa has called for strict adherence to Covid-19 lockdown measures to curb the spread of the virus and such measures are for our own good and benefit which we should follow. Let’s put on face masks, let’s observe social distancing,” said Matuke.

He said the world over, it looks like more emphasis is put on talking about the virus instead of proffering solutions even traditional solutions to beat the virus.

Matuke said there are a lot of local remedies which he said haven’t been scientifically proven by WHO which are being used successfully in the country.

“As we speak there are more recoveries and this is as a result of local remedies which people need to share.

“We have local solutions which should be considered. I think we also need to reorient some nurses on stigmatisation. Nurses didn’t want to get close to me and that’s why I decided to leave Harare to be with my family members whom I knew would not abandon me. Of course we made sure they were protected enough before coming to see me,” he said.

Matuke said more efforts should be put on assisting infected people so that they don’t panic.

He urged people to share with others if they are affected or infected so that they get assistance.

“We must not hide our loved ones who are infected, we should tell each other so that they are not stigmatised. Sunshine, drinking hot water, listening to advise from other people, self-quarantine and proper use of masks is good and helps.

“That is how I managed to survive. If one has underlying factors, they must not forget the other diseases they have and should continue taking their medication,” said Matuke.

Deputy Minister Haritatos who also survived the virus, said he felt like something “evil” had entered his body when he was infected.

“The coronavirus is real. The last few weeks have been the toughest in my life. I thank God for saving me and giving me the strength to fight an evil virus that has ravaged the world over,” he said.

Haritatos like Matuke also paid tribute to his wife, children, in-laws and siblings for supporting him during his illness. -Chronicle

NRZ Starts Removing Money Gobbling Top Shefs

The National Railways of Zimbabwe is slashing the number of executive directors, the top layer of its management, from six to two, and retrenching other senior managers as part of a restructuring expected to save US$1.2 million a year.

The restructuring sees a revamp of the whole managerial structure, that will result in managerial functions being reassigned into a smaller and leaner group of top employees than the present six executive directors and 15 senior managers.

Unlike past restructuring, which looked at eliminating non-managerial and lower paid staff, the present effort targets a smaller group of highly-paid staff.

The revamping of management comes after the recent retirement of three executive directors: general manager Mr Lewis Mukwada, director operations Mr Samson Bhuza, director corporate services Mr Misheck Matanhire and marketing director Elector Mafunga.

The posts of general manager and chief operations officer will remain at executive director level but the functions of corporate services, marketing, finance and administration, and technical services will be held by mangers at a lower level.

Addressing a press conference last Friday, NRZ board chairman Advocate Martin Dinha said the restructuring was being done following a directive through the State Enterprises Reform and Corporate Government Unit in the Office of the President and Cabinet to streamline management and cut the bloated executive into a smaller and leaner structure.

Advocate Dinha said the current streamlining was different from past restructuring that mainly targeted shop floor employees, whose contribution to the parastatal wage bill was low as compared to executives and managers.

NRZ faces other problems that the board is fixing. An audit has revealed the parastatal is losing almost $22 million annually to “space barons” who lease NRZ properties countrywide and then sublet at far higher informal rents.

According to an internal audit report on railways real estate last month, about 110 tenants lease the NRZ properties and most then sublet the properties at inflated rents in US dollars.

A sample survey of 10 of the 110 lease holders showed that they pay NRZ a total of $45 576.33 per month while they earn $28 210 and US$2 270 ($182 666,90) a month. What it means is that the lease holders earn a total of US$210 876.90 per month giving them a profit of $165 300.57 after paying $45 576.33.

Scaling up to the full number of leaseholders, means that the NRZ could be losing more than $1.8 million a month, or $21.8 million a year, Advocate Dinha said. As a result, the NRZ had resolved to cancel all leases with the space barons to curb the abuse of its properties. -Herald

Supreme Court Stops Eviction Of Minors

The constitutional right of children to shelter can be enforced through the courts, the Supreme Court has ruled, when it stopped a set of evictions that would leave children homeless and set the High Court a six-tier inquiry to follow when reconsidering the matter.

The ruling follows an appeal against a High Court decision dismissing an application by six minor children and their two single mothers, who are widows, living at Haydon Farm’s New Park, who were seeking to stop their ejection from the informal settlement.

The families listed as applicants along with Zimbabwe Homeless Peoples Federation (ZHPF) had also unsuccessfully sought a declaratory order that the right of children to housing was justiciable and enforceable as an independent right not dependent upon the general right to housing or shelter.

They also wanted the Government to allocate them serviced stands and construct core houses on the informal settlement or alternatively for the State to provide alternative land on which they must allocate residential stands.

Haydon Farm hosts the New Park informal settlement which is home to over a thousand families, with children dominating its population.

In 2017 families were subjected to forced evictions by three land developers: Leen Gate Civil Engineering Pvt Lt, Delatifin Civil Engineering Pvt Ltd and Shine Plus Private Ltd.

These land developers, accrued development rights by virtue of agreements which they entered into with the local authority, Zvimba Rural District Council.

Through their lawyers, the families approached the High Court to bar the evictions, arguing they were contrary to Section 74 of the Constitution, which provides that no one can be arbitrarily evicted from their homes or have them demolished without a lawful court after all relevant circumstances have been taken into account.

They sought a declaratory order that the rights of children to housing or shelter in Section 81 of the Constitution were justiciable and enforceable. Since any evictions that would lead to homelessness of minor children were not in the best interests of the children and would be a direct violation of children’s right.

The Minister of Local Government and National Housing, the Minister of Lands, Agriculture, Water and Rural Resettlement and Zvimba Rural District Council opposed the application arguing that the Constitution does not provide for the right to housing or shelter, and as such, the families were trying to seek recourse to a non-existent right.

In deciding the case, the High Court refused to grant the application on the grounds that the families had sought to assert a non-existent right within the Constitution, thereby making them non-suited, that is having no standing to bring the suit.

However, on appeal at the Supreme Court a three-judge panel comprising Justices Barat Patel, Susan Mavangira and Nicholas Mathonsi upheld the families’ contention and granted a partial appeal.

The court declared that the right of children to shelter as provided for in section 81(1)(f) of the Constitution is justiciable and enforceable as an independent right of all children, including children under parental care, but subject to reasonable qualification and limitation where necessary and justified.

The judgment, which was made available last week, also interdicted all those claiming authority through the two ministries and the local authority from ejecting the families from New Park Informal Settlement or interfering with their homes or agricultural activities.

The court sent the matter to the High Court for reconsideration, along with a six-tier inquiry that the court must adopt in assessing extent of the State’s obligation in realising the right to housing and shelter, which the judges set out.

Writing the judgment for the court Justice Patel said the primary duty of care reposed with parents in respect of their own children, but this did not absolutely absolve the State of its underlying obligation of care towards those children.

The court said the State had obligations even when there were parents or other family, with these obligations being complementary to the parental duty.

“In particular, the State must fulfil its own obligation to provide shelter to children whose parents are financially or otherwise incapacitated from fulfilling their parental obligations. In short, the primary duty of parental care does not absolve the State of its direct obligation to secure and provide for the best interests of the child.”

In determining the appeal, the Supreme Court noted that when deciding constitutional questions, the Constitution required courts to make orders that are just and equitable.

Public Exams To Be Pushed To January?

ZIMSEC

GOVERNMENT will this week announce the date when schools will reopen following an assessment done by the Ministry of Primary and Secondary Education on their preparedness to reopen under new conditions and health protocols.

Schools are likely to open in September, while public examinations would take place in December and January.

Exam dates will only be announced after the date schools will reopen has been determined.

Primary and Secondary Education Minister Ambassador Cain Mathema told The Sunday Mail that consultations on the new term were ongoing.

“The Ministry of Primary and Secondary Education got approval from Cabinet to start preparing for public examinations,” he said.

“We are using experience from the June 2020 examinations, which went on well as there was no Covid-19 case that was detected. Our teams from the ministry are now consulting both private, public schools, as well as parents on the reopening of schools. We are meeting teachers’ unions to consult on the dates.

Later next week (this week), we will announce the dates of reopening of schools. However, we will be opening strictly for examinations.”

Zimbabwe School Examinations Council (ZIMSEC) chairperson Professor Eddie Mwenje said public exams might possibly spill into January.

“Schools are likely to be opened in September and the announcement is probably to be made next week (this week),” he said.

“So, after they have made the announcement, we will then meet with the Ministry (of Primary and Secondary Education) and finalise how learners should catch up. Our thinking is examinations can start in December and overlap into January 2021.

“The Grade Seven examinations will be the first examinations since we are now through with preparing for them.”

Some teachers’ unions believe that it would be prudent for learners to write exams in February next year.-The Sunday Mail

Zim Is Not The Only Country Facing Economic Crisis -Linda Masarira

Linda Masarira

LOCALS, and not foreigners, are the only ones who can help to grow the economy and achieve a relatively prosperous society in the next decade as envisioned by President Mnangagwa’s Vision 2030, LEAD president Mrs Linda Masarira-Kaingidze has said.

She said it was time Zimbabweans join forces to recover the country’s breadbasket status.

Government plans to grow agriculture into a US$8,2 billion sector by 2025.

“We all need each other in our diversity. It is time to fix Zimbabwe and make our country an economic giant (again). We cannot do that if we are always running to the West or East asking them to intervene on issues we can resolve amicably as brothers and sisters,” said Mrs Masarira-Kaingidze.

Unity of purpose, she added, was key in resuscitating the country’s economy.

The politician said she had advised some of the organisers of the July 31 demonstrations to seek dialogue rather than be confrontational.

“I had advised Jacob Ngarivhume to make the protests apolitical.

There is no one who is not being affected by corruption; corruption is now engrained in almost every Zimbabwean and we need to have a more robust campaign that is inclusive and sincere.”

Zimbabweans that are trashing their country on social media have an “identity crisis and lack of patriotism”, she said.

“Trashing Zimbabwe on social media by Zimbabweans shows an aspect of identity crisis, lack of patriotism and also exhibits how some of our people are damaged.

“Zimbabwe is not the only country in the world that has socio-economic and political challenges.

“VP Chiwenga Appointment Unconstitutional”

Robert Sigauke-The legal fraternity was thrown into confusion earlier this month when the Chief Secretary to the President and Cabinet, Dr Misheck Sibanda  announced the appointment of Vice-President Rtd Gen CGV Chiwenga as the new Minister of Health and Child Care.

What followed were conflicting views of those regarded as top legal minds with regards to the constitutionality of this development.

Whilst Adv. Biti and Adv. Mahere were of the view that this appointment is unconstitutional citing Section 103 of the Constitution, they seem to have been silenced by the argument of the constitutional lawyer Prof. Madhuku as concurred by Adv. Thabani Mpofu, that the appointment was legal and therefore constitutional citing that a similar case had been decided by the Court and upheld that Section 103 must be read together with Section 99. This case had been brought before the courts to challenge ED’s presiding over the Ministry of Justice when he was in office as the Vice-President under Mugabe a few years ago.

This communiqué seeks to revisit the very constitutional provisions from which ED’s authority was derived from in making the appointment, only then can an accurate conclusion be arrived at about the constitutionality of the appointment.

This is very important as it has, firstly, the potential to affect the validity of all the decisions, activities and functions that the Vice-President has made since his appointment. Secondly, the country stands to benefit immensely if the constitutional supremacy is upheld in its sacrosanct shroud.

The country at the moment is being vilified the world over as failing to uphold constitutional human rights, and so it cannot afford to let slip and give the same critics more fodder to fuel the disparagement.

We are in a time of a crisis with the Covid-19 pandemic ravaging economies of the world including ours to the ground, and yet we will stand no better off should it be found at a date in future that all the actions of Chiwenga in the present critical Ministry of Health were invalid to the extent of their inconsistency with the constitution, needing a reversal of all such actions which will definitely come at a huge monetary and logistical cost to the fiscus. It is thus, imperative to revisit the appointment through the lenses which are depicted and clarified below.

Section 103 of the 2013 Constitution of the Republic of Zimbabwe provides that the incumbent President and Vice-Presidents, shall not directly or indirectly hold any other public office or be employed by anyone as long as they are still in office.

The same provision also stipulates that a former President and Vice President shall not directly or indirectly hold any public office or be employed by anyone as long as they are earning their pension benefits.

Section 104 (1) then provides that the president has the authority to “appoint” Ministers and to assign functions to them, including the administration of any Act of Parliament, Ministry or Department.

It goes further to say the President may reserve for himself or herself the administration of an Act, Ministry or Department. From this subsection (1) it is clear there are two distinct roles, appointment or administration. While Ministers are to be appointed to act as substantive Ministers, the President himself can only administer a Ministry, Department or an Act.

Therefore the President cannot be appointed as Minister for practical reasons, that the President cannot appoint himself as a Minister and swear himself in, as Ministers are sworn in by the President.

Further, it could also have been a reason that the office of the President is so much involved such that to also be responsible for a Ministry full time would be wearisome.

However, section 103 clearly puts the Vice-Presidents in this same bracket as well, by stipulating that they cannot hold any other public office directly or indirectly as long as they are in office, or receiving pension benefits.

Section 99 of the same Constitution then provides that the Vice-Presidents, assist the President in the discharge of his or her functions and any other functions, including the administration of an Act, Ministry or Department that the President may assign to them. Read with section 104 above, the functions of a President with regards to an Act, Ministry or Department are only limited to administration and not appointment.

This is why section 104 (1) says the President may reserve for himself the administration of an Act, Ministry or Department. So if the duty of the Vice-Presidents is to assist the President in his functions, it means the Vice-Presidents can also ONLY administer an Act, Ministry or Department.

The Vice-Presidents therefore, cannot do what the President cannot do with regard to an Act, Ministry or Department. The VPs cannot be “appointed” where a President cannot be appointed i.e Ministry. If by law (104), a President cannot be “appointed” to be Minister, then with what provision can a VP who is in the same bracket with the President (103) be appointed to be a Minister, when the VPs duty is to “assist” the President?

The same Section 99 clearly provides that the Vice-Presidents are to carry out functions assigned to them, with regards to the administration of an Act, Ministry or Department. The Vice-Presidents can only carry out the functions assigned to them. The biggest questions would be, is assigning the same as appointing and, what is the difference between the functions of an assignee and those of an appointee?

The answer is found in section 104 (1), which provides that the President appoints Ministers, and assigns functions. It is functions which are assigned, not an appointment. Therefore if the Vice-Presidents can only be assigned functions of an Act, Ministry or Department, it means they cannot be appointed as Ministers.

To answer the second question, an assignee only administers as an administrator whereas an appointee will act in substantive capacity as the Minister. This is what section 104 (1) provides for.

The practical implication of section 99, read with section 103, read with section 104 (1) is that the Vice-Presidents can only administer an Act, Ministry or Department and cannot be appointed as substantive Ministers.

Therefore, the appointment of Rtd Gen. CG Chiwenga as substantive Minister of Health and Child Care is unconstitutional and invalid and this is effectively a constitutional anomaly. In 2017 more than the allowed number of cabinet members outside parliament were appointed in violation of the constitution.

The extra cabinet members eventually had to be redeployed in other positions outside cabinet. Such rectification was necessary to acknowledge and uphold the supremacy of the Constitution of Zimbabwe, as is the necessity even in this present case.

Zimbabwe’s democracy is founded on the pillar of constitutionalism and rule of law and to depart from this plinth would be a most unfortunate situation as it will damage the compass of the very democracy we are mandated to protect and uphold.

Teachers Vow To Withdraw Services Over Salaries

By A Correspondent- Progressive Teachers Union Zimbabwe (PTUZ) has released the following statement which states that they will not be offering their services if the government does not review their salaries.

MDC Alliance Stalwart In Soup Over Muchehiwa Abduction

The MDC Alliance Bulawayo Province has suspended Tendai Masotsha who is the provincial women’s assembly chairperson for her alleged involvement in the abduction of ZimLive editor Mduduzi Mathuthu’s nephew Tawanda Muchehiwa, CITE.org reports.

The suspension which came after Muchehiwa narrated his abduction and how Masotsha might have helped the abductors, was confirmed by MDC Alliance Bulawayo Spokesperson Swithern Chirowodza who said:

After taking note of journalism student, Tawanda Muchehiwa’s statement published by Zimlive, the alleged participation of Tendai Masotsha in Tawanda’s abduction and also the abduction and torture of our Party members in Bulawayo by suspected state security agents, the MDC Alliance Bulawayo Province has suspended and opened investigations into her involvement  in the matter. A concise statement would be issued in the next 48 hours.

This request is also extended to the Party’s National Council. This decision, taken after careful consideration, will assist the Party to finalise investigations on the matter.

When contacted for comment, Masotsha said she was surprised by the allegations levelled against her and said:

Yimihlolo leyi (I am actually surprised by all this). I am also a victim in this. I haven’t been told about the suspension officially but had seen news on the suspension on twitter. There is nothing I can do but my heart is free, I am clean and not involved in any of this. Masotsha said the investigations would clear her name. If the investigations are not polluted and are proper, they will show I am also a victim

Sources that spoke to the publication on condition of anonymity said party members want Masotsha fired from the party:

Party members want her to be removed as the party’s integrity is under stake. We have written to the National Council asking them to expel her immediately from the party. We cannot continue working with someone who was alleged to have involved in abduction and torture

CBZ Cleared From US Sanctions

Zimbabwe’s largest lender said the U.S Treasury Department has cleared it of having to pay a $385 million penalty for processing transactions on behalf of a local lender that was under American sanctions.

The Treasury’s Office of Foreign Assets Control reviewed more than 15,000 transactions carried out by CBZ Holdings Ltd. for ZB Bank Ltd. between 2009 and 2014. Following the review, OFAC said in a letter dated Aug. 24 that CBZ won’t face a penalty or sanctions.

“This removes a cloud over CBZ, the country and gives comfort to international partners,” bank Chairman Marc Holtzman said in a phone interview on Sunday.

Since his appointment last September, Holtzman, a 30-year banking veteran who has worked at Barclays Plc and ABN Amro Bank NV, has assembled a new management team and hired law firm Dentons to deal with the OFAC case. With that issue over, CBZ is free to develop its international business.

“As a result of the OFAC issues, CBZ has not had any correspondent relationships with any lenders in the western world,” Holtzman said. “Management now will begin to re-engage with them.”

Key Takes From Leaked Khupe MDC-T Audio

Leaked audio of MDC-T acting spokesperson Khaliphani Phugeni has exposed the infighting that has become the order of the day in the marriage of convenience between interim president Thokozani Khupe and interim secretary-general Douglas Mwonzora.

Phugeni is also Khupe’s spokesperson and was appointed the party’s director of communications after Khupe abandoned her party to team up with Mwonzora to revive MDC-T whose structures ceased to exist in 2019.

Phugeni is heard lambasting Mwonzora, saying he is tribalistic, divisive and the sponsor of violence in the party, therefore, does not deserve to be elected president at the extraordinary congress. Here are some few takeaways from the audio according to Davis Laque:

  • Mwonzora has effectively taken over Harvest House and stands accused of running a terror group.
  • Mwonzora’s allies are using tribalism to cripple Dr Khupe’s campaign.
  • Mwonzora’s Facebook post calling Gukurahundi “a civil war” hasn’t helped matters and has angered the Khupe faction in the MDC-T
  • Mwonzora is basically being treated as a tribalist in the MDC-T party.
  • The current contenders for the MDC-T Presidency are Dr Khupe, Mwonzora, Gift Chimanikire, Sen Mudzuri, Sen Komichi
  • Key Khupe allies, Phugeni and Ndhlovu are determined to stop Mwonzora from assuming the Presidency at the EOC.
  • Mwonzora and Khupe are the current frontrunners.
  • A Mwonzora Presidency will slipt the MDC-T with Phugeni saying Mwonzora isn’t fit to run a burial society and lacks national appeal to win the State Presidency.
  • Should Khupe win, Mwonzora himself will be crippled as he has become a headache to the Khupe faction.
  • Phugeni himself has ambitions to lead the MDC-T.
  • The Khupe faction is already sidelining Mwonzora, using his Deputy, Amai Mupariwa and Komichi to handle party matters.
  • There is no consensus on recalled MPs replacements with each faction eager to position itself.

MDC Alliance Top Official In Byo Accused Of Working With Abductors

MDC Alliance secretary-general Chalton Hwende said the party has launched investigations into allegations made against its women assembly chairperson for Bulawayo province, Tendai Masotsha.

Masotsha is alleged to have played a part in the abduction of Tawanda Muchehiwa, an opposition activist, who was seized from a vehicle in broad daylight by five armed men who tortured him for three days before dumping him badly injured near his home.

Hwende disclosed that the party has directed its Organising and Security Departments to look into the issue.

He said:

We have noted the allegations made against our Chairlady of our Bulawayo Province and we have referred the matter to both our Organising Department and Security Department for further investigation.

In his account, Muchehiwa said on the day he was abducted, on 30 July 2020, he received a call from Masotsha, who said she had flyers that could be used in the protests the next day and wanted to his help in distributing them. He said:

At around mid-morning on July 30, my cousin Advent Mathuthu was driving to a hardware shop on Fife Avenue Extension. I asked to accompany him.

While in town, I received a call from Masotsha, who said she had flyers that could be used in the protests the next day. She parked her vehicle and jumped into our BMW, carrying only a handbag.

… Advent was in a rush and needed us to secure the material at the hardware shop, so he drove off and we agreed we would drop Masotsha by her car on our return.

Muchehiwa further revealed that after his abduction, his two cousins were arrested and later released yet Masotsha, who had brought all his troubles, was neither charged nor arrested.

This has led to suspicions that Masotsha either voluntarily or under duress led the abductors to Muchehiwa.

Unfairly Tried ZIMRA Official Freed From 14 Year Jail Sentence

A FORMER Zimbabwe Revenue Authority (Zimra) officer who was recently jailed for 14 years after smuggling 39 cars into the country through Plumtree Border Post, defrauding the revenue collector of more than US$530 000, has been released by the High Court on $10 000 bail pending appeal.

Semkelwe Maphosa committed the crimes between January and July last year by forging Customs Clearance Certificates (CCCs) for different types of vehicles worth millions of dollars.

Maphosa is suspected to be part of a criminal syndicate involving another Zimra official, Norest Ushe (29) who was arrested and has since appeared in court for fraud charges of over US$430 000 and $1,4 million.

The case involving Ushe, who is accused of fraudulently clearing 50 cars into the Zimra capturing system without officially charging duty, is still pending before the court.

Maphosa worked as a records clerk at the Zimra registry and was responsible for typing customs clearance certificates. She allegedly forged her superiors’ signatures on the certificates. Maphosa went into hiding before police officers got wind of her whereabouts and arrested her at her hideout.

She was convicted on 39 counts of fraud and acquitted on one count by Plumtree regional magistrate Mr Bishard Chineke who sentenced her to 14 years imprisonment.

For the purposes of sentencing, the counts were grouped into two.For count 1-20, Maphosa was sentenced to eight years and was acquitted on count 25. She was slapped with six years in jail for the remaining 19 counts.

Of the 14 years, five years were suspended for five years on condition that she doesn’t commit a similar offence within that period. A further three years were suspended on condition Maphosa restituted toZimra $1 305 345,68 by December 30 this year.Maphosa was granted $10 000 bail by Bulawayo High Court judge Justice Martin Makonese and ordered to reside at her given address until the matter is finalised.

She was also ordered to report at Plumtree Police Station once a month as part of the bail conditions. The ruling by Justice Makonese follows an application by Maphosa, through her lawyer Mr Zibusiso Ncube of Ncube and Partners, citing the State as a respondent.Justice Makonese said the lower court misdirected itself when it failed to realise that Maphosa did not have to prove her defence. The judge said the appeal carries prospects of success.

“As regards to sentence, while the court a quo has the inherent discretion in matters of sentences, the overall sentence is clearly excessive in all the circumstances. While a custodial sentence would be inevitable in the event that the appeal court dismisses the appeal, the appeal itself against sentence is not by any means a hopeless exercise,” said Justice Makonese.

He said the State failed to advance reasonable prospects of success against both conviction and sentence.

“The State has not advanced any argument that the applicant is likely to abscond pending appeal. In my view, the applicant has discharged the burden of proving that on a balance of probabilities, it is in theinterests of justice for her to be admitted to bail pending appeal,” ruled Justice Makonese.

In her grounds of appeal, Maphosa argued that the magistrate erred by dismissing her defence in which she claimed that any other Zimra officer could have assessed her password or hacked into her profile to commit the offence.

“The court a quo erred and misdirected itself on the fact that in disregarding that information captured by the appellant in the Zimra systems was processed by other officials who were neither investigated nor called by the State,” she argued.

Maphosa said lower court misdirected itself by disregarding its own findings that there was no direct evidence linking her to the offence. She further argued that the lower court erred by regarding the computer generated data print outs which were human aided as real evidence,Maphosa said the sentence was too harsh and excessive, arguing that the magistrate failed to exercise mercy in passing the sentence given that she was a female first offender of ill-health.

For the State, Mr Khumbulani Ndlovu did not oppose Maphosa’s application for bail pending appeal, saying her appeal against conviction and sentence has prospects of success. According to court papers, it was stated that between January 7 and July 25 last year, at Plumtree Border Post, Maphosa issued CCCs using the Zimra computerised system for 39 cars which had been smuggled intothe country.

This prejudiced Zimra of US$536 980,05 and $768 365,63 in potential revenue.

The luxury cars, worth millions of dollars, which were smuggled include various models such as Mercedes Benz, Isuzu, Landrover Discovery, Toyota Hilux, Nissan, Lexus, Mazda, Hummer H3, Jeep GrandCherokee, Ford Ranger, BMW, Audi Q7, Toyota Fortuner, and Toyota Quantum among others.Maphosa clandestinely captured into the Zimra system information on 39 cars smuggled into the country thereby generating an equipment number which if punched would display the particulars of the vehicle andenable printing CCCs on the serialised forms at any Zimra station or printing of protected format document on bond paper.

It was stated that Maphosa continued capturing data of the smuggled vehicles and facilitated their registration until when her password was deactivated following investigations.

Fake State Security Agents Ransake Filabusi Village

He said three of the suspects were wearing police uniforms, three in army regalia while two were in civilian attire. Asst Comm Nyathi said the gang fled with a vehicle which was later recovered after they had dumped it.

“I can confirm that we recorded a robbery case which occurred in Siyaphambili Village in Filabusi. The eight suspects went to three homesteads under the pretext of being members of the security forces. Three of them were in police uniform, another three were in army regalia while two were in civilian attire.

Asst Comm Nyathi said investigations were underway. He appealed to members of the public with information that could lead to the arrest of the suspects to contact the police. He also urged members of the public to be wary of people that impersonated members of the security forces. Asst Comm Nyathi said if people were suspicious, they had to request identification.

“Show Loyalty To ED”: Matemadanda Tells Zanu Pf Stalwarts

By A Correspondent- With Zanu Pf continuing to reel from its long-standing demons of factionalism and tribalism, its national political commissar Victor Matemadanda has warned that the future of the party is on the line if its bigwigs don’t stop their destructive politickin..

Addressing Zanu-PF structures in Harare last week, the straight-talking Matemadanda – who is also Deputy Defence minister and secretary-general of the Zimbabwe National Liberation War Veterans Association (ZNLWVA) – also demanded warring party officials to show loyalty to President Emmerson Mnangagwa.

He warned that the ongoing infighting in Zanu-PF would have serious consequences for the former liberation movement – adding that it was in no one’s interest for the ruling party to return to the anarchy that was witnessed in the last few years in power of the late former president Robert Mugabe, when factionalism, tribalism and succession wars split it through the middle.

This comes as there are widening fissures in the party, which recently jettisoned two politburo members – Cleveria Chizema and Tendai Savanhu – for allegedly showing disloyalty to the party and its leadership.

“There is this habit among party members of labelling each other G40 (a vanquished faction of the party) for example. People are not putting maximum effort to their party work due to this.

“We must know that Mugabe was our leader … for nearly 40 years. All of us wanted to be close even to (Mugabe’s wife) Grace.

“We must forget about the past and start new things so that our party can continue to grow. You must not make unnecessary accusations against each other,” Matemadanda said.

“I want to warn you … this must stop for the good of our party. The MDC is dead and we can’t lose elections to a dead party. But as long as we remain divided we will not go anywhere.

“We are witnessing tribal wars but we can’t run the party through tribal lines,” he added ruefully.
Matemadanda said further that failure to nip factionalism and tribalism in the bud in the party would have serious ramifications for its survival.

“We respected (the late vice president Joshua) Nkomo as our leader. People from Plumtree up to Mutoko sang songs praising Nkomo.

“Our relationship should not be premised on tribalism and regionalism. Some are saying let us wait and see whether we are going to support a certain leader or not.

“That’s what you are doing here in Harare … this habit has grown in Harare. It is now like a huge tree and you are saying we are tribal specialists.

“This is not good for the party and it must stop,” Matemadanda warned.

This comes as Mnangagwa – who ascended to power via a popular military coup – has come under growing pressure from long-suffering Zimbabweans over his government’s failure to mend the country’s broken economy.

It also comes as more and more Zanu-PF bigwigs are bemoaning the resurgence of the party’s factional, tribal and succession demons – which devastated the former liberation movement during Mugabe’s last few years in power.

Then, Mnangagwa was involved in a hammer and tongs war with the party’s Generation 40 (G40) faction – which had coalesced around the nonagenarian’s erratic wife Grace.

The vicious brawling took a nasty turn when Mnangagwa was allegedly poisoned by his rivals during one of Mugabe’s highly-divisive youth interface rallies in Gwanda in 2017.

The then VP’s fate was eventually sealed on November 6, 2017 when Mugabe fired his long-time lieutenant a few days after his allies had booed the irascible Grace during a tense rally at White City Stadium in Bulawayo.

However, tables were dramatically turned on Mugabe when the military rolled in their tanks on November 15 of that year and deposed the long-ruling leader from power – which saw a number of alleged G40 kingpins fleeing into self-imposed exile soon afterwards.

But despite Mnangagwa’s ascendancy to power, some ambitious bigwigs in the former liberation movement continue to stand accused of plotting to unseat the new Zanu-PF leader.-DailyNews

Chipezeze’s Baroka FC Seek To Avoid Relegation

Elvis Chipezeze

Baroka Football Club face a mountain to climb in their quest to avoid relegation from the ABSA Premiership as they have three very tough remaining fixtures.

The Limpopo-based side, home to Warriors goalkeeper Elvis Chipezeze, who is the captain, are in the drop-zone on 15th position just a point above bottom-placed Polokwane City with three games to go before the curtain comes down on the 2019/20 campaign.

In those three games, they face title-chasing Mamelodi Sundowns (today), Kaitano Tembo’s SuperSport United and end their season against Kaizer Chiefs.

Dylan Kerr’s charges can also have a big influence in where the title eventually heads to however. If they beat Sundowns this evening, they would have handed the advantage to log leaders Chiefs regardless of what happens between Amakhosi’s clash with Bidvest Wits, which is also slated for today.

Likewise, if Baroka beat Kaizer Chiefs on the last day of the season, they might ‘hand over’ the title to Masandawana-Soccer 24

Arsenal Grab FA Community Shield

Arsenal won the FA Community Shield on Saturday in penalty kicks over Liverpool, winning the shootout 5-4 after regulation ended at 1-1.

The Gunners put on a clinical display with their attempts, making all five with brilliantly placed shots, while Liverpool’s Rhian Brewster was as the lone taker to miss, rocking his shot off the crossbar.

Pierre-Emerick Aubameyang, who scored the opening goal, put away the winner to start the celebrations.
In regulation, Arsenal scored in the first half and Liverpool equalized with less than 20 minutes to go.

Aubameyang made it 1-0 for the Gunners just 12 minutes in with a brilliantly placed ball from the top of the box to the far post, while it was Takumi Minamino’s shot from close that brought things level in the 73rd minute.
There was no extra time, with rules stating action goes right to penalty kicks.

It was a deserved result in the end for the Gunners, who are riding a wave after winning the FA Cup final over Chelsea earlier this month.-CBSSports

President Chamisa

Farai Dziva|President Nelson Chamisa has urged the nation to pray for political prisoners in the country.

Several opposition members and human rights activists have been arrested for allegedly plotting to overthrow Mr Mnangagwa’s administration.

“Let us all remember our fellow cdes and citizens in jail on trumped up charges.

We Will Not Allow Khupe, Mnangagwa To “Usurp” Our Votes-MDC Alliance

Mnangagwa, Khupe

Facts About Mosquito Bites

Although it is difficult to avoid mosquito bites completely, people can reduce their chances of being bitten by:

using insect repellent
covering exposed skin as much as possible
using mosquito nets at night
installing mosquito screens on windows and doors
being aware of visiting places with a high density of mosquitoes or other insects
Avoiding all mosquito bites can be difficult.

However, home remedies can help reduce itchiness or irritation and provide comfort until a bite fully heals.

SA Opposition Leader Calls For Tough Measures Against Mnangagwa’s Zanu PF

Then later this was - 1987 at the end of the Gukurahundi massacres. Mnangagwa doesn't look happy that the killing is over, as it were.
Then later this was – 1987 at the end of the Gukurahundi massacres. Mnangagwa doesn’t look happy that the killing is over, as it were.

The leader of Actions SA, a newly-formed South African opposition party, Herman Mashaba, has said South Africa should adopt harsh policies against the Zimbabwean government which includes freezing the assets of ZANU PF leaders in South Africa.

Mashaba, who is the former Johannesburg mayor, said he is against xenophobia but foreigners who come to South Africa should do so legally and obey the country’s laws.

He said:
This should start by freezing the assets of Zanu-PF leaders in South Africa and banning them from entering our country until there is real reform in that beloved country.

We cannot stand for justice, dignity and human rights while ignoring this crisis across our border.

… I stand against xenophobia and there is no place for this or any type of hatred in our party or in our country.
So, let me be clear, we want the people of the world to come to South Africa to work, vacation and invest.

But, when people enter South Africa they must meet two very reasonable requirements.

Firstly, they must enter our country legally and, secondly, they must obey our laws once here. This should not be negotiable.

The South African government and the Southern African Development Community (SADC) have faced criticism for ignoring the crisis in Zimbabwe where journalists, lawyers, nurses and opposition activists’ human rights are being violated by the government with reckless abandon.-News24

President Chamisa “Bans” Suggestive Slogans

President Chamisa

MDC Alliance Looking Into Masotsha’s Hand In The Abduction of Tawanda Muchehiwa

By Jane Mlambo| Opposition MDC Alliance has committed to investigate the involvement of its Bulawayo provincial chairlady Tendai Masotsha in the abduction and torture of ZimLive Editor, Mduduzi Mathuthu’s relative Tawanda Muchehiwa by state security agents.

Responding to people who questioned why the party was quite about Masotsha despite being mentioned in the saga surrounding Muchehiwa’s abduction, Secretary General Charlton Hwende said the issue had been referred to the Security and organising department for investigations.

“We have noted the Allegations made against our Chairlady of our Bulawayo Province and we have referred the matter to both our Organising Department and Security Department for further investigation,” said Hwende.

Party President Nelson Chamisa has also confirmed that the party was looking into the issue saying they will get to the bottom of the matter in the interest of justice and accountability.

“Most appreciated..On it. Action and steps already being taken to get to the bottom of this matter in the interest of justice and accountability. The party will advise,” said Chamisa.

Drones To Patrol South African Borders

By A Correspondent- State-owned company Sentech, which distributes broadcast signals for radio and television, is in the market for sophisticated unmanned aerial vehicles (UAVs) to patrol South Africa’s borders.

Ultimately, its request to the market shows, Sentech hopes to create fleet of drones that can take off by themselves, figure out the details of their own flight path, communicate with one another and sensor towers on the ground, and alert human operators to anomalies that could mean an attempted illegal crossing or other incursion.

If that were to happen, it also wants the drones to be able to issue warnings automatically, along the lines of “move away from the boundary, you are entering a restricted area”.

Meanwhile, back in a control room, operators would have access to live, high-definition video of what is going on, possibly augmented with data from sensors using everything from lasers to radar to create a detailed view of any event.

Some of those sensors will be on fixed towers between 15 metres and 45 metres high “similar to radio towers”.

“The system should assist with identifying threats faster and allow operating personnel to instantly spot potential threats with confidence,” says Sentech, with tracking of humans, cars, and “other objects”.

Ideally, Sentech says, its drones will have a range of capabilities making them useful for applications that include “security and defence”, but none of its detailed specifications speak to a weapons platform.

Food Security Situation In Matabeleland Worsens

By A Correspondent- The food security situation in most parts of Matabeleland has reportedly worsened amid reports that some families are now only surviving on a single meal a day.

According to the latest survey by Habakkuk Trust, some rural communities in Matabeleland have gone for over two months without receiving food aid from the department of social welfare and non-governmental organisations.

“Incessant rains and recurring droughts resulting from climate change have affected yields in most areas. Covid-19-induced lockdown regulations have further compounded the food crisis as borders are closed,” read results of the survey.

“Most people in the region were dependent on diaspora remittances and would access cheaper basic commodities in Botswana and South Africa with the help of cross-border transporters. However, the lockdown has seen an increase in vulnerable populations.”

The hardest-hit families were reportedly struggling to have a day’s meal with some even spending up to three days without proper staple food such as maize meal.

“The elderly and vulnerable have been the worst affected by the absence of food aid,” reads the report.

In Bubi ward 19 of Matabeleland North, some communities have gone for two months without aid.

“We have been told that there is no maize at the Grain Marketing Board and this is affecting distribution,” said a community member.

The report states that in Matobo ward 19 and Umzingwane ward 5, Matabeleland South, food aid was last distributed in June while Bulilima ward 10 last received in May and other areas have been receiving aid from humanitarian organisations only.

“The absence of adequate social safety nets has worsened the plight of the vulnerable households during the Covid-19 lockdown,” reads the report.

A traditional leader in Insiza, Chief Ndube born Nonhlanhla Sibanda, said the social welfare department had since stopped giving food to the vulnerable elders.

“We thank the Organisation of Rural Association of Progress [Orap] that is giving some community members food. The social welfare department is currently not giving people food and starvation is in those who depended from it,” Chief Ndube said.

A Gwanda traditional leader, Chief Mathema, said starvation was serious in his area.

“Serious hunger has hit both people and their domestic animals. The social welfare is there, but it only gives food to a limited number of people. The food is so little and not enough for all the people. It’s so serious,” Chief Mathema said.
“Cattle need stock feed.

“We need a permanent solution to this. For now people are buying feeds, but it’s expensive. The prices are in United States dollars which people are not getting.”

Humanitarian agencies estimate that millions face hunger, with the World Food Programme (WFP) on July 31 putting the figure of food-insecure Zimbabweans at 8,6 million.

According to the WFP, the desperate situation faced by many is exacerbated by the combined effects of drought, economic recession and the Covid-19 pandemic.-standard

GMAZ Reviews Roller Meal Subsidy

By A Correspondent- The Grain Millers Association of Zimbabwe (GMAZ) held an extraordinary general meeting last week, which among other issues reviewed the roller-meal subsidy programme and private grain imports targeting to provide food to vulnerable communities during the Covid-19-induced lockdown.

The meeting, which was held online, also discussed elections for a new GMAZ national executive set to take place soon.

GMAZ’s national executive will meet this week and set the virtual election date.

GMAZ members who attended the extraordinary meeting told the Standard, that they agreed that the Tafadzwa Musarara-led executive should be given a fresh three-year mandate.

The current executives’ term expired in June 2020, but the elections could not be held because of Covid-19 restrictions.

The 105-member GMAZ has managed an over US$180 million grain facility under the government’s command agriculture programme.

Lavendar Chiwaya Family Breaks Silence

On the ground we had Ms Usayi, Mr Chigumo, Organisor Chibaya, Honourable Chidhakwa and many more who committed to making sure that their fellow fighter had been smoothly laid to rest.

Village Head Demands Two Goats To Attend Burial Of Subject

By A Correpondent- A village head from Gokwe who is reportedly making it a habit to demand livestock to attend burials of his subjects who died away from home has caused yet more heartache for another bereaved family.

He demanded two goats for their son who had died in Botswana to be buried arguing that he had spent many years away from home.

Surprisingly, upon being paid by the Ziwumbwa family to bury their son Mzenda who died in Botswana on 26 April aged 44, village head Finias Chalisegera did not attend the funeral wake.

He also reportedly turned away some of the villagers who wanted to attend both the funeral wake and burial.

Chalisegera is, however, no stranger to controversy. Early this year he left villagers shocked after he refused to attend the burial of one of his subjects Barnabas Mabhara demanding two goats and two chickens while arguing that he did not belong to his village.

Despite being paid the two goats and two chickens he didn’t attend both the funeral wake and burial.

The Ziwumbwa family who paid $800 which was by then equivalent to two goats are now embroiled in a dispute with Chalisegera after they reported him to Chief Njelele where he was reportedly ordered to refund them their money.

So nasty is the feud that Chalisegera is threatening to banish the family from the village and asking them to dig up the remains of their son and bury them somewhere.

Speaking to B-Metro, the deceased’s father Solomon Ziwumbwa (71) said he was left devastated after the village head demanded two goats for his son to be buried at his homestead.

“It was just devastating,” he said.

“Mzenda was my first born who was raised here. He died in Botswana on 26 April and was buried on 4 May. As a family we were devastated when the village head demanded two goats for him to be buried while arguing that he had spent many years in Botswana.

“I had to give him $800 via EcoCash which was then equivalent to two goats. Shockingly, after paying him he did not even attend the funeral wake and burial. He was even turning away some of the villagers who attended both the funeral wake and burial,” he said.

On 4 June Ziwumbwa filed a complaint with Chief Njelele claiming Chalisegera had treated his family in an “unlawful and discriminatory manner”.

“On 4 June I reported the matter to Chief Njelele and he was summoned for a hearing where he was ordered to refund me. When we went back on 2 July to the Chief’s court where I was expected to get my money back, the Chief was however, not there and up to now he has not paid me back despite the fact that he was ordered by the chief to do so.”

As a way of “fixing” him, for reporting him (Chalisegera) to Chief Njelele, Ziwumbwa said the village head sued him for allegedly flouting Environmental Management Agency (Ema) regulations claiming his vegetable garden was erected on a wetland.

“On the same day we returned from Chief Njelele’s traditional court, Chalisegera summoned me while accusing me of erecting a vegetable garden on a wetland where some of the villagers also have their vegetable gardens. I was surprised why he sued me alone.

“I was then asked to pay $1 200 for a site visit by the chief. I told him I didn’t have the money and the visit was later conducted after he (Chalisegera) paid the amount in question since he wanted the report to be in his favour,” said Ziwumbwa.

He added: “We went back to the chief’s court on 16 July and I was chased away. I was not even given the chance to meet the chief to explain myself and ask for a refund from Chalisegera.

“On 20 July Chalisegera also chased away my wife from a village meeting saying he was going to expel my family from the community. He also charged that we should dig up our son’s grave and bury his remains somewhere. He swore that if we defy his orders, he would axe me to death”.

Ziwumbwa said it was not the first time that Chalisegera had threatened to expel him from the village. He said he once did it sometime in 2014.

When reached for comment Chalisegera refuted the accusations levelled against him saying Ziwumbwa was just after tarnishing his image.

“What he told you is not true. There is nothing like that. He is just after tarnishing my image. The family is fighting against me as they also want one of their relatives to be a village head,” he said.

MP’s Marriage On The Rocks

By A Correspondent- An MDC Alliance Member of Parliament (MP) from Bulawayo is baying for his long-time girlfriend’s blood after it emerged at a prophet’s shrine that she locked the MP’s bedroom gun after sensing he wanted to terminate their affair.

According to a reliable source the MP’s marriage had been on the brink of collapse since June last year. The matter has been troubling the legislator. The MP confided to his close friend in the city.

The MP’s friend told B-Metro on condition of strict anonymity.

“So it happened that the MP stumbled on a love message on her phone when they were at a local lodge. After that the MP accused her of cheating on him. Somehow the girlfriend managed to explain her issue and the MP finally forgave her,” said the source.

The source went on to say when the lady in question returned to Harare, the MP occasionally communicated with her. The girlfriend, however, would phone him regularly.

“After the WhatsApp message the MP was no longer interested in the affair and the girlfriend sensed it. In a bid to keep him when he was in Harare for parliament business the girlfriend hosted him, after that the two slept at the girlfriend’s house.

After some sex sessions she locked him. When he returned to Bulawayo he failed to have sex with his wife and that eventually caused a rift in his marriage,” said the source.

In a bid to save his marriage from collapse the troubled MP tried to seek help from a traditional healer in Binga but nothing worked.

“It was terrible. Just imagine not having sex with your wife for a year! He sought help from a traditional healer in Binga but nothing changed. Prominent prophets in the city failed to unlock him,” said the source.

The friend said after reading a story in this publication that there was a popular prophet called Mduduzi Dube who is fondly known as Black Elisha who unlocks fenced men the troubled legislator sought help from the prophet.

The MP reportedly drove to the prophet’s place in the evening to avoid the prying eyes of the public.

“The prophet revealed to him the name of the woman who locked him and also revealed to him when the problem started. He was stunned,” said the source.

The source said after the revelation the MP phoned his girlfriend accusing her of being a witch.

The lady in question stood her ground and shot back saying the MP was “useless in bed and failed to satisfy her”. It is understood that the MP has vowed to beat her up and repossess all the things he bought her.

Contacted for a comment the MP fired a salvo: “Who told you about that? You B-Metro reporters have a tendency of poking your nose in the people’s affairs. Why can’t you write about developmental issues than this crap,” he said before he terminated the call.

Prophet Black Elisha could neither deny nor confirm:

“I cannot reveal the name of my patient. I’m surprised at why you are interested in the name of the MP. I have helped several high profile people suffering from several problems from all over the country but you have never bothered to call me about them.-BMetro

FULL STATEMENT ON INTERNATIONAL DAY OF THE VICTIMS OF ENFORCED DISAPPEARANCES, END PERVASIVE PRACTICE OF ABDUCTIONS AND ENFORCED DISAPPEARANCES

On the occasion of United Nations (UN) International Day of the Victims of Enforced Disappearances, Zimbabwe Lawyers for Human Rights (ZLHR) urges government to criminalise enforced disappearances, investigate and prosecute all those responsible and take adequate measures to combat this heinous crime.

Commemorated on 30 August every year, United Nations International Day of the Victims of Enforced Disappearances is dedicated to raising awareness that enforced disappearances is a crime and to also honour victims and survivors.

The day also serves as a reminder for states to take measures such as preventing the occurrences of abductions and enforced disappearances, ensuring compensation to victims and making perpetrators accountable.

ZLHR reaffirms its solidarity for all victims and/or survivors of torture, and their families who may have been indirectly affected by the impact of this barbaric crime.

Sadly, in 2020, Zimbabwe is marking United Nations International Day of the Victims of Enforced Disappearances at a time when the country is recording abductions of human rights defenders with the latest case being that of Tawanda Muchehiwa, a university student and a resident of Bulawayo.

Recently, the UN disclosed that 49 cases of abductions and torture were reported in Zimbabwe in 2019, without investigations leading to perpetrators being held to account. The UN human rights experts called on government to “urgently prosecute and punish the perpetrators of this outrageous crime, and to immediately enforce a policy of ‘zero tolerance’ for abductions and torture throughout the country” and “to bring those responsible to account.”

However, it is worrying that despite complaints being reported to law enforcement agents about incidences of abduction and enforced disappearances, government has sought to dismiss the reports as fake abductions. This attempt to trivialise the commission of a serious crime shows the audacity of Zimbabwean authorities to perpetuate the commission of heinous crimes at whatever cost.

Government has a responsibility to investigate, prosecute and hold perpetrators accountable for committing such heinous acts. Failure by government to hold perpetrators accountable, let alone acknowledge the outrageous practice of abductions and enforced disappearances places abductees outside the protection of the law and constitute a serious
violation not only of domestic law but of international law too.

It is alarming that citizens continue to be subjected to such ill-treatment as abductions and enforced disappearances at a time when the world is focusing on containing the Coronavirus pandemic.

Sadly, in March 2017, government rejected some recommendations made by several United Nations member states calling for the ratification of the International Convention on Protection of all Persons from Enforced Disappearances. These recommendations made during the UN Human Rights Council-led Universal Periodic Review Mechanism would, if
fully implemented eradicate the practice of enforced disappearances.

Families of missing persons such as Itai Dzamara, Patrick Nabanyama and Paul Chizuze have the right to know the truth about what happened to their loved ones and this is essential to relieve the suffering caused by the uncertainty concerning their whereabouts.”

In the notable absence of political will to reform laws and institutions fuelling abductions and enforced disappearances, ZLHR calls upon government to;

•       Criminalise enforced disappearances, prosecute all cases of
abduction and take adequate measures to   prevent this inhuman and
degrading treatment;

•       Fully embrace the recommendations to ratify and domesticate the
International Convention on Protection of all Persons from Enforced
Disappearances.

•       Ensure full accountability of all perpetrators and guarantee redress
and rehabilitation to victims.

•       Allow official visits of UN human rights experts with a view to
assessing the human rights situation in the country and particularly to examine some questions relevant to enforced disappearances.-ZLHR

“The Chinese Just Come And Invest”

NATIONAL, BUSINESS, BREAKING

Mounds of black chrome shimmer along the highway that runs through this area, as mine workers labour near heavy machinery marked with Chinese writing.

The workers toil about 5km from the road, at a mine belonging to Hilary Sibanda (44), a former teacher. It features gullies, water pits and towering deposits of chrome ore.

An excavator, driven by a Chinese national known as Frank, rumbles about, then stops. He has found something.

Four Zimbabwean men who work with Sibanda gather to finger the chrome samples the excavator has unearthed.

“Today the chrome is close to the surface,” said Sibanda, who walks with the gait of a younger man and wears a serious demeanour. “Good news for me. The deeper [the Chinese] excavate, the higher the cost for me.”

Zimbabwe boasts the world’s second-largest chrome reserves, behind South Africa, and most of this mining occurs along the Great Dyke, a 550km stretch that runs the length of Zimbabwe. Chrome, a blackish mineral, is used to produce stainless steel.

The Chinese are major shareholders in the Zimbabwe Mining and Alloy Smelting Company, known as Zimasco, one of the country’s largest chrome mining companies.

They also invest heavily in gold, platinum and diamonds, giving them outsize influence over Zimbabwe’s vast minerals industry.

Chinese miners partner with smallscale chrome producers in the Mapanzure area of Zvishavane and across the country.

Locals, who usually do not own their own mining machinery, depend on the Chinese for equipment. In exchange, Zimbabwean miners say, they must sell ore back to their Chinese partners or risk losing the relationship.

Critics also point to complaints about environmental practices and labour abuses that have long shadowed the Chinese involved in Zimbabwe’s minerals industry.

For their part, Chinese miners say they treat local partners fairly and just want to make a living.

Tensions swelled in late June when the Chinese manager of a mining company in central Zimbabwe shot two local employees in a wage dispute.

Video of the shooting prompted a national uproar, and the Zimbabwe Environmental Law Association called it “part of a systematic and widespread pattern of labour rights violations by Chinese companies and investors in the extractive sector.”

In a statement on Twitter, a spokesperson for the Chinese embassy said that the nation’s government was “highly concerned about the case.”

“Any possible illegal acts and persons who violate the law should not be shielded,” the statement said.

Fueling these tensions, local miners say, are a burdensome bureaucracy and Zimbabwe’s economic instability. The country’s inflation rate ballooned to 737,3% in June.

“This country is currently not a good destination for foreign investment, and this is not a secret,” said Chief Mapanzure, whose name is Collen Chimhofu, head of this area in the town of Zvishavane, 394km south of Harare.

“The Chinese are our all-weather friends and naturally the ones available to work with chrome miners. That lack of competition obviously is a major disadvantage for local miners.”

China has become one of the main buyers of Zimbabwe’s chrome. Wellington Takavarasha, chief executive officer of the Zimbabwe Miners Federation, says Chinese nationals are responsible for 90% of the investment in the country’s mining industry overall.

“Unlike other nationals, who question a lot about the investment climate, the Chinese get in and invest,” he said. “This is not unique to the chrome sector. It’s across the board.”

Takavarasha says he has talked with the Chinese Embassy about charges of inhumane and unfair business practices. The conversations, he says, are ongoing.

For every 1 000 tonnes, a claim owner who has access to the ore but must renew his title to the mine annually takes 15% to 30%, and the rest goes to Chinese miners. Sibanda gets 30%, but he sells that to his Chinese partners at what he says are artificially low prices. His partners, who supply him with mining equipment, end up with all the chrome.

Sibanda said he feels trapped.

“This makes them more powerful over us, even though the claim is mine,” he said, adding that he barely clears a profit. “I can’t explore other buyers [because] that would make this deal go sour. I just must stick with them.”

Another hitch is Sibanda’s lack of a mining certificate. Mining without certification is illegal, but Sibanda says he has done nothing wrong.

He says he was contract mining for Zimasco when the government forced that company to give up 50% of its

Chrome fields, which included those he worked on. As a result, he had to reapply for his certificate. That was three years ago.

Li Lifeng manages a Chinese-owned chrome-washing plant along the Zvishavane-Gweru highway near Mapanzure, and passersby can see hills of chrome in his compound. He has worked at the Mapanzure site for over a year now.

Lifeng says if he pays more for chrome, he’ll go out of business. He has already whittled his operations and put a hold on chrome purchases and mining activities.

Prior to this pause, Lifeng bought chrome at $25 to $30 per tonne. In recent years, the government-owned Minerals Marketing Corporation of Zimbabwe has paid more than $100 per tonne to local miners.

Fuel shortages and Zimbabwe’s hyperinflation have left Lifeng frustrated.

“Everything is expensive and inaccessible in this country, so asking for a price increase is not viable,” he said. “It’s the reason I have put a hold on buying chrome. We are considering shutting down all operations for a while. The price we give them is fair.”

Onesimo Moyo, permanent secretary in the Ministry of Mines and Mining Development, said his ministry was working with the Finance and Economic Development ministry on a structure to finance small-scale miners in the nongold sector. He also says the government wants to speed up certification for miners in general.

Sibanda says that although he is unhappy with the prices he gets, at least he is mining. For now, that will suffice.

“These partnerships ensure we have bread and butter, and we will utilize them,” he said. “When our options widen, we will jump at that chance.”-GlobalPressJournal

Fresh Details Emerge As Impala Car Rentals Is Sucked Into Abduction Saga

By A Correspondent- A leading Harare-based car rental company has been drawn into an abduction and torture saga involving a 22year-old university student ahead of the July 31 protests.

Tawanda Muchehiwa, a Midlands State University student, was brutally tortured by suspected state security agents on the eve of the protests against corruption that were suppressed by the army.

The government has been denying allegations that Muchehiwa, who is also a nephew of Zimlive editor Mduduzi Mathuthu, was abducted by state security agents.

CCTV footage of the abduction in central Bulawayo, however, has given hints on who the abductors could be.

One of the cars involved in the abduction was hired from Impala Car Rental and its owner Thompson Dondo said they were ready to reveal the identity of the people who hired the car.

“Following a social media video clip which implicates one of our rental vehicle (registration No AES 2433) in the alleged abduction of Tawanda Muchehiwa in Bulawayo, Impala Car Rental would like to advise all our valued stakeholders that we are really concerned with this matter,” Dondo said in a statement as anger grew over the case..

“As a service provider, we are limited in controlling where and how vehicles hired out will be used because clients are not obliged to disclose their vehicle hiring purposes.

“It is very possible that some clients may use our vehicle for criminal activities without our knowledge and it is not our intention to cover up such information.”

Dondo added: “As Impala Car Rental, we stand obligated to cooperate with any investigations by the law enforcement agents into this matter so that Tawanda Muchehiwa gets justice.”

Zimbabweans on social media urged the company to make public the names of the people who hired the car.

Police spokesperson Assistant Commissioner Paul Nyathi yesterday said he could not comment over the latest revelations as he was out of office.

Meanwhile, a 23-year-old Bulawayo woman who was allegedly abducted and tortured on the eve of the July protests was on Friday forced to seek refuge at a South African police station because suspected Zimbabwean security agents were tailing her.

Noxolo Maphosa, a nephew of exiled Josphat Mzaca Ngulube, was forced to flee to the neighbouring country following her ordeal this month.

Her abductors wanted her to reveal Ngulube’s whereabouts after the activist was also forced to flee the country after police indicated they wanted to arrest him in connection with the protests.

Both Ngulube and Maphosa were interviewed on SABC News’s African Perspective programme about their ordeals.

“I never believed that Zanu-PF had dirty people in South Africa until yesterday [Friday] evening,” Ngulube said.

“I stay in separate places with Maphosa and her child.

“I had to go to a place where they were hiding to give them food. When I approached the entrance of the place, there were two men who looked suspicious,” Ngulube said.

“Maphosa told me that they heard funny knocks at their apartment.

“As I was talking to them, two cars parked nearby with around 11 gentlemen, who were talking like Nigerians.

“I phoned security of the place and we were picked by a guy driving a Volkswagen.

“We realised that an Isuzu and Fortuner vehicle were following us.

“We went into a high-speed chase with them and they were flashing lights on us.

“We hope from our report the cars will be picked by cameras around the place we were being followed.”

Ngulube said he then contacted journalists at SABC, who had interviewed them to raise alarm.

The government denies allegations that security agencies are behind a spate of abductions and torture of its critics-standard
