By Farai D Hove | Zimbabwe’s most fearless member of parliament, Job Sikhala who was yesterday arrested in Tynwald, Harare, appears in court today.

Hon Sikhala is Zimbabwe’s upstanding free spirit whose parliamentary work is the nation’s last legislative flame.

He has been uncompromisingly calling for an end to corruption and the abusing of the state institutions by ZANU PF.

The development comes two days after the home Affairs minister Kazembe Kazembe responding to a ZimEye leak, made claims that he is not at all pursuing the MP.

At the close of day, the ZRP confirmed Sikhala is in their custody, assisting with investigations in a case in which he is alleged to have been one of the advocates for the flopped July 31 demonstrations.

National police spokesperson Assistant Commissioner Paul Nyathi said he will provide more details of the arrest in due course.

“Yes, Sikhala was arrested today (yesterday) in Tynwald North where he was in hiding. Remember he was wanted for incitement of public violence.” He is expected in court later this morning.

The MDC Alliance also confirmed Sikhala’s arrest on its Twitter handle saying;

“#BREAKING MDC Alliance vice chairman Job Sikhala has been arrested. He is at the police station with his lawyer. Details to follow.”

Party spokesperson, Fadzai Mahere, told the media yesterday that indeed, Sikhala had been nabbed.

Senseless Ructions Consuming Opposition MDC

HARARE mayor Herbert Gomba has become the latest casualty of the MDC’s mindless bloodletting, after he was removed from office yesterday together with five other councillors, the Daily News reports.

The Glen Norah councillor became the mayor of the capital city in September 2018, after the Harare City Council broke with its previous traditions of looking for a high-profile leader.

He was the 45th mayor of Harare and 12th since 1980, when he assumed office unopposed, following the expiry of Ben Manyenyeni’s tenure.

In a letter announcing the shock recall of Gomba from Town House, the MDC’s interim leadership said he and his colleagues — Hammy Madzingira (Ward 10), Kudzai Kadzombe (Ward 41), Gaudencia Marere (Ward 32), Costa Mande (Ward 24) and Happymore Gotora (Ward 7) — had ceased to be party members.

“We hereby … declare that the following councillors have ceased to belong to the Movement for Democratic Change, which is a member of the Movement for Democratic Alliance which was formed in terms of the constitutive agreement, a copy of which is attached hereto.

“In terms of the agreement seven political parties entered into a pre-election agreement known as the composite political agreement for purposes of contesting the 2018 elections.

“In terms of Clause 2.0 of the agreement, the member parties retained their individual identities. They also chose their own candidates under their respective quotas.

“Our party was the party to which these councillors belonged at the time of the 2018 elections,” MDC secretary-general Douglas Mwonzora said in a letter to the Local Government ministry.

This comes after the Thokozani Khupe-led interim MDC leadership also recalled Bulawayo deputy mayor Tinashe Kambarami, as well as Concillia Mlalazi, Alderman Ernest Rafamoyo, Tinevimbo Maphosa and Norman Hlabani.

Khupe has also recalled 21 MDC Alliance legislators from Parliament.

The MDC has been consumed by its senseless ructions ever since its much-loved founding father Morgan Tsvangirai died from colon cancer in February 2018.

The party’s infighting escalated after the Supreme Court’s judgment earlier this year which upheld last year’s ruling by the High Court that nullified Nelson Chamisa’s ascendancy to the leadership of the country’s biggest opposition party.

Both Chamisa and Khupe have been criticised for failing to heal their rift and focusing on the failures of Zanu PF — whose incompetent handling of the economy has stirred anger among long-suffering Zimbabweans.

Among those who have criticised the two rivals is former MDC chairperson Lovemore Moyo who recently said pointedly that their brawling had “absolutely nothing to do with serving the long-suffering people of Zimbabwe”.

“The fight between the two formations is purely a power struggle. It’s about fighting for the control of the soul of the MDC and president Morgan Tsvangirai’s political legacy.

“More importantly, it’s about who is who in the MDC leadership. Unfortunately, there is no winner in the on-going political fight as the two parties will significantly lose the opposition vote, supporters and credibility.

“Actually, Zanu PF will emerge the biggest winner as it stands from a divided and unco-ordinated opposition come the 2023 general elections.

“Remember, the 2005 MDC split set a wrong precedent that one can disregard the party constitution, regulations and rules and still remain in charge of the party,” Moyo who now leads the United Movement for Devolution (UMD),”

No More Expulsion Of Schoolgirls Who Fall Pregnant. ..

State schools can no longer exclude girls who fall pregnant from attending lessons, while teachers will not be allowed to cane pupils, under amendments to the Education Act that became law yesterday, and were described as progressive by educationists.

The Education Act Amendment was passed by Parliament, approved by President Mnangagwa, and has been gazetted.

Under the amendments, “No pupil shall be excluded from school for non-payment of school fees or on the basis of pregnancy.”

During debate in Parliament, the then Minister of Primary and Secondary Education, Professor Paul Mavima, said expelling a girl for falling pregnant had a discriminatory effect in circumstances where she would have been impregnated by a colleague who in most cases, would be allowed to proceed with his education.

This was after some legislators argued that allowing a girl who fell pregnant to continue learning had the effect of condoning delinquency among pupils.

The Act will also outlaw corporal punishment as school authorities are now required to draw up a disciplinary policy in accordance with standards set out in regulations prescribed by the minister for the purpose.

In terms of the Act, the regulations and any disciplinary policy shall not permit any treatment which does not respect the human dignity of a pupil.

“Disciplinary measures must be moderate, reasonable and proportionate in the light of the conduct, age, sex, health and circumstances of the pupil concerned and the best interests of the child shall be paramount. Under no circumstance is a teacher allowed to beat a child,” reads the Act.

“No pupil may be suspended from school without first being granted a reasonable opportunity, with the support of his or her parents, to make representations with respect to the proposed suspension.”

Every child shall be entitled to be enrolled at the nearest school and unless such school is fully enrolled.

In the case where the school is fully enrolled, the head of that institution must issue a certificate to that effect to allow the pupil to seek enrolment at alternative places.-The Herald

Police have arrested businessman and CAPS United boss Farai Jere, and two Zesa employees on charges of fraud involving, it is understood, the sale of electricity meters using allegedly falsified documents to prejudice Zesa by as much as US$4 million.

Jere — who is better known from his soccer persona of Premier Soccer League chairman and CAPS United boss — and the two Zesa staffers were arrested yesterday by the Special Anti-Corruption Unit (SACU), working with other law enforcement agents.

In an interview last night, SACU head Mr Thabani Mpofu confirmed the arrests, but said more details would be availed later.

“l can confirm that Farai Jere has been arrested together with two Zesa employees on allegations of fraud,” he said.

“They are appearing in court very soon, but I cannot give further details at the moment.”
Sources close to the investigation said Jere, reported to head Helcraw Electricals, was involved in the procurement of Zesa meters, and that procurement, which could have cost Zesa up to US$4 million, is the foundation of the allegations.

It is also understood that the allegations bring in a trip the three made to Britain, paid for by Zesa, but with nothing delivered.

The arrests come after the suspension of Zesa executive chairman Dr Sydney Gata and the entire board, by President Mnangagwa on August 6, with the President simultaneously directing the Zimbabwe Anti-Corruption Commission (ZACC) to institute investigations into allegations levelled against them, and reporting back in four weeks.

The President, who has declared zero-tolerance to the “catch-and-release syndrome”, gave ZACC four weeks to investigate the officials and submit a report.-The Herald

Mutare Man Convicted For Raping 4-Year-Old Daughter, Caged For 18 Years

A 41-year-old Mutare man has been slapped with an 18-year jail sentence after being convicted of raping his four-year-old daughter.

The convict will spend the next 15 years behind bars after three years of his 18-year sentence were suspended for five years on condition of good behaviour.

The State pleaded with the court for a stiffer penalty arguing that the man had scarred his daughter for life and had to be used as an example to would-be offenders.

Facts are that the 4-year old was raped after being left in her father’s custody while the mother went to Mutare CBD.

The minor’s grandmother discovered that she had been raped on the same day before reporting the matter to the police leading to the man’s arrest.

ZRP Cops Jailed For Bashing Lawyer

Two police officers have each been slapped with a three-month jail sentence after they were convicted of manhandling a lawyer at the Kwekwe Magistrates court.

Brighton Bvaure (32) and Jasper Nechitima (33) who are based at Kwekwe Central Police Station assaulted Leon Sheunesu Mapfumo employed by Marufu Misi Law Chambers after he tried to enquire about a complainant he was representing.

The cops handcuffed and assaulted Mapfumo before detaining him at Kwekwe Central Police Station accusing him of misconduct and obstructing the course of justice.

Gokwe Magistrate Mr Hillary Ndlovu sentenced the duo to three months in prison with an option of paying $2 000 fine when they appeared before him facing assault charges.

Prosecuting, Mr Tinashe Wazvaremhaka told the court that on April 25 at around 2pm, Mapfumo approached the accused persons at Kwekwe Magistrates courts and enquired about the charge his client, who had been arrested by the accused persons, was facing.

The accused persons referred the complainant to Kwekwe Central Police Station where they had detained Mapfumo’s client.

During the conversation, a misunderstanding arose over the treatment of Mapfumo’s client.

Bvaure then grabbed the complainant by the belt and tripped him to the ground before he locked his arms around his neck.

Nechitima then forcefully handcuffed the complainant’s left arm before he handcuffed the other and detained him at the police station.

He was released the following day after the intervention of other lawyers who quizzed why their colleague had been arrested.-Chronicle

Sikhala To Appear In Court Today

By Own Correspondent| Police on Friday 21 August 2020 arrested and charged Zengeza West constituency legislator Hon. Job Sikhala for allegedly inciting people to commit public violence through participating in last month’s protest, which was aimed at registering concern over mismanagement by President Emmerson Mnangagwa’s government.

Sikhala was arrested by Zimbabwe Republic Police (ZRP) members in Harare, who charged him with incitement to commit public violence as defined in section 187(1)(a) as read with section 36(1)(a) of the Criminal Law (Codification and Reform) Act.

ZRP officers also pressed an alternative charge against Hon. Sikhala of incitement to commit public violence as defined in section 187(1)(b) of the Criminal Law (Codification and Reform) Act as read with
section 36(1)(b) of the Criminal Law (Codification and Reform) Act or alternatively incitement to participate in a gathering with intent to promote public violence, breaches of peace or bigotry as defined in section 187(1)(a) of the Criminal Law (Codification and Reform) Act as read with section 37(1)(a) of the Criminal Law (Codification and Reform) Act.

ZRP officers alleged that the Zengeza West constituency legislator incited people between May 2020 and 20 July 2020 to participate in public demonstrations that would cause public violence and breach of
peace among people in Zimbabwe on 31 July 2020 by posting video clips with inciting messages.

ZRP members said some of the inciting messages allegedly shared by Hon. Sikhala reads; “People of Zimbabwe l am here with my brother Jacob Ngarivhume, he is representing the citizens of Zimbabwe
in the current situation in our country. I would like to tell everybody from Zimbabwe to Limpopo, from Forbes boarder to Victoria Falls that on the 31st of July 2020 it is your day to speak out. We have all agreed that we cannot accept corruption in our country. We are in total support of the actions that have been called on the 31st of July 2020. I am in arms with my brother here and we are going to make sure that on the 31st of July 2020 people of Zimbabwe will speak out”.

Hon. Sikhala is also alleged to have circulated a video clip in which he showed gratitude to some people for bringing him food and urging people both in Zimbabwe and outside the country to participate in the demonstration which was scheduled for 31 July 2020, which ZRP members suppressed and arrested several people who staged protests across the country last month.

Hon. Sikhala, who is represented by Jeremiah Bamu and Advocate Eric Matinenga of Zimbabwe Lawyers for Human Rights, is expected to appear at Harare Magistrates Court on Saturday 22 August

ZimRights Condemns the Extra-Judicial Killing of Lovender Chiwaya in Mashonaland West.

ZimRights is greatly disturbed by the reports of the extrajudicial killing of the MDC’s District Coordinating Chairperson, Councillor Lovender Chiwaya (34) of Ward 4 Hurungwe Central in Karoi, Mashonaland West.

Reports are that Chiwaya’s body was found dumped on his doorstep. The MDC reports that Chiwaya was being hunted by state agents before his killing.

ZimRights condemns the extra-judicial killing of people for exercising their freedom of association.

Chiwaya represents what ZimRights identified as the many invisible victims of the ongoing crackdown on activists whose lives are in danger for exercising their rights.
Their lives are more in danger because they are away from the limelight.

ZimRights believes their lives matter. In the citizens’ cry, #ZimbabweanLivesMatter, the life of Chiwaya is included. One life lost for any reason is too much.

This incident comes in the face of the state denying that there is a crisis in Zimbabwe. It follows a series of hate speeches by senior political leaders in the country.

ZimRights has since filed complaints against hate speech with the Zimbabwe Human Rights Commission (ZHRC) and the National Peace and Reconciliation Commission (NPRCZ).

Since 30 March 2020, Chiwaya is the 4th victim of extra-judicial killing.

ZimRights joins the Chiwaya family in mourning and calls on the political leadership of the country and the region to act before it is too late.

“Include Army Generals In National Dialogue”

MDC Alliance co-vice president Tendai Biti has revealed what military generals demanded from the then MDC president Morgan Tsvangirai in 2008 after he had won the presidential race.

The former Finance Minister said the military general requested six things from Tsvangirai but the issues never received sufficient attention during the talks which led to the formation of an inclusive government in 2009.

Biti said:
There must be a dialogue that takes care of military concerns.

In 2008 after the MDC won the elections, the military sent envoys to talk to Morgan Tsvangirai and they raised six key issues, including concerns about transitional justice.

They wanted to know if a future government would not prosecute them for crimes they had been made to commit in the past, and we gave them assurance on a transparent programme of transitional justice.

They also wanted guarantees that the future government would not dispossess them of their land and reverse the land reform programme.

Of course, the answer to that one is obvious because no one wants to reverse the land question and I don’t think it is possible to reverse the land reform programme.

The next question was about their conditions of service, decent salaries and that their pensions be not affected, which again is not a problem.

They also wanted to know if they would be allowed to participate in the spheres of the economy, including joining the civil service should they quit the military.

So, their concerns need to be addressed in any dialogue that is meaningful.

Their fifth question was whether those who wanted to leave the country would be allowed to do so, and again that is obvious as there is freedom of movement in the country.

Recently, national spokesperson of the National Patriotic Front (NPF), Jealousy Mawarire, called upon South African President Cyril Ramaphosa’s envoys to include the military in their engagements for Zimbabwe to find a lasting solution to its perennial governance issues.-Daily News

Mwonzora, Khupe Aide Nearly Exchange Blows In Heated Meeting

Two MDC-T officials were nearly involved in a fist-fight during a standing committee meeting on Wednesday.

The meeting was held in Cranborne, Harare instead of the party’s headquarters, the Morgan Richard Tsvangirai House (MRTH) located in the city centre.

Reports suggest that Khupe and her aides are afraid of setting their feet at the party headquarters for fear of being bashed by youths linked to party interim secretary-general Douglas Mwonwora.

Mwonzora and acting party spokesperson Khalipani Phugeni reportedly clashed over the manner in which the former is said to be handling party affairs.

Phugeni allegedly accused Mwonzora of sponsoring terror in the party and of being a dictator worse than the late former President Robert Mugabe.

When contacted for comment, Phugeni refused to speak on his said brawl with Mwonzora.

He said:
I have no comment on that matter because I can’t comment on the proceedings of the standing committee. I can’t confirm nor deny anything.

Several party officials aligned to Khupe have been assaulted by Mwonzora’s youths at MRTH, with party director of treasury, Tod Mapingire being the latest victim.

Mapingure reportedly sustained injuries and had to be rushed to hospital after he was assaulted by Mwonzora’s militia.-NewsDay

As USD60mil Fraudster Obadiah Walks ScotFree, Petrozim Boss Jailed Over USD2mil Tender

As the USD60million fraudster Obadiah Moyo walks scotFree, the former PetroZim Line (PVT) Limited general manager Cathrine Katsande was yesterday jailed for an effective 60 months for fraudulently awarding to a local company, tenders for the supply of equipment worth US$2 million during her tenure.

Katsande (55), who indicated that she would appeal against conviction and sentence, was convicted of six counts of fraud.

Harare magistrate, Mr Lazini Ncube, initially sentenced her to 90 months imprisonment before suspending 30 months of the jail term.

Mr Ncube also fined the company that was awarded the tenders, Keltrade (Pvt) Limited $53 000 for the same offences.

Messrs Tafara Charimbira and Panganayi Chiutsi representing the State, heard that PetroZim Line (Pvt) Limited was incorporated in 1988 by Lonmin and the then National Oil Company of Zimbabwe (noczim) to transport fuel from Mutare through the Feruka pipeline to Msasa in Harare.

According to the company’s tender procedures, goods and services had to be supplied before payment was processed. In exceptional instances, the board finance committee had to first approve payments.

The court heard that on June 24, 2013 Katsande authorised a payment of US$159 925 after Keltrade had submitted a quotation indicating that it had capacity to supply a gearbox for 10 gate valves.

The money was paid before Keltrade supplied the goods.

On September 24 of the same year, she also authorised payment of US$610 640 to Keltrade after it indicated that it had capacity to supply two skid pumps.

Again on December 9, 2013, Katsande advanced US$363 860 after Keltrade presented a quotation indicating that it was able to supply two ethanol centrifugal pumps.

The money was paid before the supply of the pumps. In February 2015, Katsande also authorised payment of US$91 082 after Keltrade gave her a quotation for the supply of drag resistant spares.

In the same month, Katsande is said to have given permission to payments of various amounts to Keltrade without following laid down procedures.

In March 2015, Katsande was instructed to purchase goods from MIS Solutions, but she disregarded the recommendation and gave the tender to Keltrade. -Herald/additional reporting

Khupe Bounces Back In Parliament

MDC-T leader Dr Thokozani Khupe is set to bounce back in Parliament after her name was part of 15 others the Zimbabwe Electoral Commission (ZEC) gazetted yesterday as people nominated by her party to fill in seats in the National Assembly and Senate that fell vacant after the recall of some legislators.

ZEC chairperson Justice Priscilla Chigumba invited voters with objections to lodge them with her office before the nominations are confirmed.

A fortnight ago, the electoral body declared the seats vacant after Parliament notified it of a decision by the MDC-T to recall 15 of its legislators.

Dr Khupe is set to take up a seat in the National Assembly, while the MDC-T spokesperson, Mr Kalpani Phugeni, will be in Senate, as their names form part of the list that include former legislators who were gazetted as replacements.

“The public is hereby notified, in terms of section 39 (6) of the Electoral Act (Chapter2:13) that the MDC party has nominated party list members of the National Assembly and the Senate listed in the schedules below to fill in the vacancies in the National Assembly and the Senate that occurred following the recall by the MDC-T of the incumbent on the grounds that they had ceased to be members of that party,” reads the notice published by Justice Chigumba.

“Any voter wishing to object to the nominations of the members may lodge them in writing with the Chief Elections Officer, at Mahachi Quantum Building, corner Kaguvi Street and Jason Moyo Avenue, Harare or post them to Private Bag 7782, Causeway within a period of 14 days from the date of publication of this notice, setting forth the reason(s) for the objection(s).”

Besides Dr Khupe and Mr Phugeni, other names published are Yvonne Winfielda Musarurwa, Lindani Moyo, January Sawuke, Memory Munochinzwa, Lwazi Sibanda, Sipho Mokone, Molly Dorothy Ndlovu, Tamani Moyo, Gertrude Moyo, Piniel Denga, Chief Ndluvu, Nomalanga Khumalo and Teti Chisorochengwe.

Mrs Khumalo was elected Deputy Speaker of the National Assembly in 2008 on an MDC-T ticket, while Mr Denga and Ms Sibanda are former legislators. Senators elected on the party lists and the extra women Members in the National Assembly elected by proportional representation are chosen by political parties in proportion to the votes received by their candidates in the constituency elections to the National Assembly.

If one of these seats falls vacant, the original party nominates the successor.

Those being replaced in the National Assembly are: Thabitha Khumalo, Virginia Zengeya, Anna Myambo, Bacillia Majaya, Machirarwa Mugidho, Francisca Ncube and Nomathemba Ndlovu. In the Senate, Siphiwe Ncube, Gideon Shoko, Helen Zivira, Keresencia Chabuka, Tapfumaneyi Wunganayi, Herbert Sinampande, Meliwe Phuti and Lilian Timveous will be replaced.

The legislators were recalled in terms of a constitutional provision that declares seats held by members of the party that sponsored them in the last election vacant if the party writes to the Speaker of the National Assembly or to the Senate President to declare that the persons no longer represent that party.

The recall followed a Supreme Court ruling which restored the 2014 status quo in the party following an unconstitutional grab of power by Mr Nelson Chamisa after the death of party founder Mr Morgan Tsvangirai.

The ruling meant that there was no party called the MDC Alliance, which is a pact of several political parties, including the MDC-T which is now controlled by Dr Khupe. Dr Khupe was the elected vice president at the death of Mr Tsvangirai, and was constitutionally the successor before a congress to chose a substantive leader. -Herald

Police Reveal Cause Of Escalating Murder Cases

SIXTEEN people were murdered within a week countrywide and police have since expressed concern over the use of weapons following misunderstandings.

The murder cases were recorded between August 13 and 19 with infidelity and drunkenness contributing to most of the cases.

In one of the incidents, a man from Tsholotsho killed his father for reprimanding him during a funeral wake after he scolded mourners.

The accused is alleged to have struck his father with a three-legged fire stand leading to his death.

In Mutare, another man accused his father of cheating on his mother before killing him.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday said the increase in murder cases was worrying.

Alarm As 16 People Are Murdered In One Week

Police spokesperson Assistant Commissioner Paul Nyathi.

SIXTEEN people were murdered within a week countrywide and police have since expressed concern over the use of weapons following misunderstandings.

The murder cases were recorded between August 13 and 19 with infidelity and drunkenness contributing to most of the cases.

In one of the incidents, a man from Tsholotsho killed his father for reprimanding him during a funeral wake after he scolded mourners.

The accused is alleged to have struck his father with a three-legged fire stand leading to his death.

In Mutare, another man accused his father of cheating on his mother before killing him.

VP Chiwenga Hands Over Inputs To Guruve Farmers

By A Correspondent- The distribution of inputs under the Pfumbvudza programme has started with Vice President Retired General Dr Constantino Chiwenga handing over inputs to farmers in Guruve this Thursday ahead of the summer cropping season.

VP Chiwenga handed over the inputs to smallholder farmers in Guruve where agriculture extension officers also received motorbikes.

The Permanent Secretary in the Ministry of Lands, Agriculture, Water and Rural Resettlement, Dr John Bhasera said trained farmers can now access their inputs.

“We are giving seed, fertilisers, basal and top dressing. Each farmer is given 50kg basal dressing, 50 kg top dressing and 5kg seed. We are sending inputs to Grain Marketing Board depots across the country. When the farmer has completed all prerequisite processes that include holing out, and mulch harvesting that farmer qualifies to go to the GMB and get their inputs.”

“When we get to the first week of September we want all farmers to have collected their inputs.”

Vice President Chiwenga appealed for unity of purpose towards ensuring food self-sufficiency.

“We no longer want to import oil and grain, we want to do things for ourselves. The money we were using for importation we need to use it to develop our nation. We must reach a point where we become net exporters not a net importer and by doing so we would have left a better legacy for future generations.”

“We want the whole country to be farmers and we must undertake competitions from the community, provincial to the national level to boost agriculture productivity.”

The donated agriculture inputs will cover 3 plots of 16 by 39 metres for food consumption, strategic grain reserve and oilseeds such as sunflower, soya bean and groundnuts.

Jacob Ngarivhume Appears In Leg Irons, Denied Bail

By A Correspondent- A court on Friday denied bail for the third time to Jacob Ngarivhume, who called for anti-government protests last month, ruling he could be a danger to the public if released.

The Transform Zimbabwe leader has been in detention for a month after his arrest along with journalist Hopewell Chin’ono on charges of inciting violence, after he called for protests on July 31 against corruption and the government’s mishandling of the economy.

Critics accuse President Emmerson Mnangagwa’s government of persecuting its opponents amid the worst economic crisis in more than a decade, a charge the authorities deny.

Ngarivhume sought bail on changed circumstances, his lawyer Moses Nkomo arguing that July 31 passed off peacefully with no violence.

Magistrate Trynos Utahwashe said the fact that July 31 had come and gone without the violence the state had feared was “not sufficient to guarantee the safety of the public if the accused is granted bail”.

Ngarivhume, the magistrate said. could not have ensured that demonstrators would maintain social distancing in line with Covid-19 regulations if the demonstrations were successful.

The magistrate also said the threat to public safety had gone beyond July 31, adding that Ngarivhume was now the leader of a “movement”.

Ngarivhume, who arrived at court in leg irons and handcuffs, will return to court on September 4 for a routine appearance.

His lawyer Moses Nkomo said he was “stunned” by the court’s decision but would appeal at the High Court next week.

“The court acknowledged that the 31st came and went without any incident, but then said what was proposed as a 31st July demonstration has become a movement, despite the fact that there was no evidence at all that was produced before the court,” Nkomo said.

“The court further said that Ngarivhume was the founder of this 31st July movement. We were actually hearing that for the first time from the court. We’re very disappointed with the outcome, but we’re not in any way discouraged,” Nkomo said.

Another magistrate is expected to rule on Chin’ono’s third bail application on Monday.

Six Zimbos Nabbed In S.A Over Smuggling

By A Correspondent- South African police (SAPS) have arrested six men believed to be Zimbabweans after they intercepted haulage trucks carrying cigarettes worth millions of rand that had been smuggled into that country.

The suspects were arrested after a joint intelligence operation by the SAPS and the South African Revenue Service (SARS) in Eldorado Park, Johannesburg.

The cigarettes included brands such as Remington Gold, Chelsea, Royal Express and Premium.

In a statement SAPS said: “Six suspects were arrested after the integrated team discovered the suspects in the process of loading boxes of illicit cigarettes onto a number of trucks, which were allegedly going to be dispatched to a destination yet to be confirmed.

“Preliminary reports suggest that the crime scene at an industrial site in Eldorado Park, Johannesburg, was being used as a distribution point where alleged traders and in this case, the six arrested suspects, would collect the illicit cargo for further distribution and sales.”

The possibility of more arrests have not be ruled out and the Directorate for Priority Crime Investigations (Hawks) will take over the case for further investigation.

Gauteng police commissioner, Lieutenant General Elias Mawela urged investigators to deal decisively with organised crime. South African police recently recovered cigarettes worth over R2,4 million and arrested more than 20 suspects in connection with the contraband from Zimbabwe.

Limpopo police spokesperson, Brigadier Motlafela Mojapelo said the recoveries were made between June 8 and June 16 during ongoing operations to curb smuggling along the border with Zimbabwe.

He said the suspects were charged for illegally dealing in cigarettes and contravening sections of the Customs and Excise Act.

Meanwhile, a 42-year-old woman was arrested by police at a roadblock along the N1 road between Beitbridge and Musina after she was found in possession of explosives.

Police stopped a Toyota Corolla vehicle with Limpopo registration numbers travelling towards Musina. The vehicle was searched and found carrying 496 units of explosive blasting cartridges.

Preliminary investigations indicated the explosives belonged to the woman who was a passenger in the vehicle and had been smuggled from Zimbabwe.

The woman was then arrested.

Kamala Harris Is Democrats VP Running Mate Another Milestone -While US Progress Zimbabwe Regress

By Wilbert Mukori – Many people have made a big song and dance about how California Senator Kamala Harris “is the first woman of colour to be on the presidential election ticket of a major political party in America!” You know what; they are right, it is an important milestone showing how far women and people of colour have come.

I happily joined in the celebration with a tune of my own and did a double shuffle jig. Dancing is dancing; even if it is dirty dancing!

There have been many hard fought battles to get Kamala Harris on the presidential ticket. One notable battle was the one, 100 years ago this month, culminating in the ratification of the 19th Amendment to the United States of America’s Constitution.

Passed by US Congress June 4, 1919, and ratified on August 18, 1920, the 19th amendment granted American women the right to vote.

“Achieving this milestone required a lengthy and difficult struggle; victory took decades of agitation and protest. Beginning in the mid-19th century, several generations of woman suffrage supporters lectured, wrote, marched, lobbied, and practiced civil disobedience to achieve what many Americans considered a radical change of the Constitution. Few early supporters lived to see final victory in 1920,” commented a US Government source.

In Zimbabwe the country had universal suffrage when it attained her independence in 1980, before that only the whites had the right to vote. The country has never ever held free, fair and credible elections and so black Zimbabweans are yet to exercise their right to a meaningful say in the governance of the country by casting their first free vote.

Before independence the clarion call was “One man! One vote!” It was a compelling and unifying call the oppressed and exploited black majority could not resist and the nation rallied behind Zanu PF, led by the late Robert Mugabe, and PF Zapu led by the late Dr Joshua Nkomo.

However, long before the goal of black majority rule was attain it was already clear that both Zanu PF and PF Zapu had already abandoned ‘One man! One vote!’ in favour of a one-party dictatorship. Each party hoped to emerge the dominant party and attempts to unify the two came to nothing.

In the 1980 elections, which should have been the country’s first democratic elections, Robert Mugabe deployed many of his Zanu PF freedom fighters whose message to the electorate was that if Zanu PF failed to win the elections the civil war would continue. The freedom fighters should have been in the assembly points as agreed. The people voted to end the war; what else could they do!

If anyone thought Zanu PF’s threat to use violence to win the 1980 elections was just political rhetoric, this was settled by the events of the 1983 to 1987 Gukurahundi. Zanu PF used the national army to crash Dr Nkomo and PF Zapu. The massacre finally stopped after Dr Nkomo agreed to dissolve his party and join Zanu PF. Mugabe got what he wanted, a de facto one-party dictatorship.

Zanu PF has blatantly rigged the elections and denied the people a meaningful say in the governance of the country for the last 40 years and counting. The party has argued that it was the only party competent to rule and could be trusted to safe guard the independence and sovereignty of Zimbabwe.

Instead of open debate, democratic competition and regime change been seen as healthy and necessary for a free and vibrant democratic nation; Zanu PF banished them as seed of disunity and division. Those seeking regime change were labeled enemies of the state and treated accordingly.

In November 2017 Mnangagwa toppled his former Zanu PF boss, Robert Mugabe, in a military coup. He declared Zimbabwe a “new dispensation, a Second Republic” and promised to root out corruption and to hold free, fair and credible elections. This was a public acknowledgement that the first republic led by Mugabe had failed to honour its promises of delivering economic prosperity and uphold human freedoms and rights, including the right to free elections and even the right to life.

A few dismissed Mnangagwa’s overture with the contempt it rightly deserved, since he had been Mugabe’s chief enforcer all along. Indeed, it was Mnangagwa who had spearheaded the blatant cheating and wanton violence in the 2008 elections to keep Mugabe in power although Zanu PF had lost the elections. Still a number of Zimbabweans wanted to give him a chance!

The first big surprise was that he did nothing to end the wholesale looting of Marange and Chiadzwa diamonds. Next, he did not implement even one token democratic reform to ensure free, fair and credible elections. The promissory note of free and meaningful vote turned out to be just as worthless under the Second Republic as it was during the First Republic!

“It is most unfortunate when men of cloth begin to use the pulpit to advance a nefarious agenda for detractors of our country. Those who want to enter the political realm are welcome to do so,” said Mnangagwa on Tuesday.

“They must come out and form political parties. As Zanu-PF, we are ready for the 2023 elections. We are a people’s party, a party that believes in unity, love, peace and in championing development.

“We fought for the empowerment of our people. Zanu-PF is a party that fought for democracy, upholds constitutionalism and the rule of law. Those that choose otherwise will be exposed and rejected.”

Mnangagwa was responding the growing public unrest over Zanu PF’s failure to revive the country’s collapsed economy, to end rampant corruption and it failure contain corona virus pandemic. In its determined effort to hide its blundering incompetence in the handling of the pandemic the regime has not been testing and tracking the virus; this has allowed the virus to spread far and wide. And to silence criticism and dissent the regime has resorted to the use of violence repression.

America’s 19th Amendment granted women, a segment of society that had been left out until then, the right to vote. That is progress.

Zimbabwe’s independence was supposed to extend the freedoms and rights including the right to vote from the white minority to the black majority. What actually happened is that we all, blacks and whites, got a promissory note promising us all the freedoms and human rights but Zanu PF had no intention to honour any of the promises. That is not progress but regression!

It is very sad indeed that in this day and age we, in Zimbabwe, are still failing to hold free, fair and credible elections. The country is going nowhere until we clear this first base! Zimbabwe’s next elections must be free, fair and credible; that is not too much to ask!

“Need Army Involvement To Foster Democracy And Stability” – Nonsense, JOC Fostered Exact Opposite

Some people have argued that Zanu PF and MDC leaders cannot be trusted to implement the democratic reforms  because they are part of the rot. Every time any MDC leader open his/her mouth, one can see why they are indeed part of the rot.

“Biti said the military had raised a number of issues with the late Morgan Tsvangirai after he won the 2008 elections – issues he said never received sufficient attention during the talks which led to the formation of the GNU,” Daily News reported.

“He said some of the concerns raised by the army then were the need for guarantees that a future government would not prosecute them or dispossess them of their land.”

To start with Tendai Biti should explain why he and his MDC friends failed to raise this and many other democratic reform issues during the last GNU. The truth is the MDC leaders had the snouts in the feeding trough and they completely forgot about the reforms.

The reforms of the Police, Army, CIO and Prison Services were on the national agenda during the 2008 to 2013 GNU. Security service reforms were no more intractable than any of the other reform issues.

Those in the security services are not the only ones who have benefited from the chaotic and corrupt Zanu PF land redistribution. The need to recover land and put it back into productive use is key to Zimbabwe’s economic recovery. And so land will be recovered from all those who now own the land on that basis in a open and transparent manner. Why should Army or anyone else one seek special treatment and guarantees?

“MDC Alliance vice president Tendai Biti says any meaningful national dialogue that is to take place in the country should involve the military,” reported Daily News.

“Biti said the military were an important factor in Zimbabwean politics and should be involved in any talks aimed at fostering democracy and national stability.”

When Mugabe realised that his Zanu PF regime was failing to deliver the freedom, justice, peace and economic prosperity the party started to lose its public support. Mugabe turned to all manner of undemocratic means to retain Zanu PF’s iron grip on power including the use of brute force. And so he roped in the coercive state institutions the Army, Police, CIO and Prison Services to form the shadowy Joint Operation Command (JOC).

Yes Zimbabwe’s security sector has played a major role in Zimbabwe politics, JOC has been the real power behind Zanu PF. It is important to understand that it was Mugabe who invited the Army, Police, etc. and why.

A heathy and functioning democratic Zimbabwe will have no need of JOC and all the security services can revert back to their assigned roles.

We must make up our own mind what it is we want. We cannot say we want a democratic Zimbabwe in which the army is answerable to the civilian government and yet are the ones inviting the army to play a part in civilian politics.

“To foster democracy and national stability, the arm must be involved!” That is what Mugabe did by forming JOC and, as we can now see, it did not foster democracy but dictatorship or national stability but the exact opposite!

What Zimbabwe needs is a clean break with the failed economic policies and  the narrow minded political ethos of the past. People like Tendai Biti, Nelson Chamisa, Emmerson Mnangagwa, etc., etc. will never deliver that clean break because they are an integral part of that past. And so instead of implementing the necessary transformative democratic reforms they will be giving excuses for maintain the status quo!

Edith Chibhamu’s Ex Husband Hauled To Court Over Rape

By A Correspondent- Businesswoman and Zanu Pf apologist Edith Chibhamu’s ex husband Gift Tsamba has been hauled to court for rape after he forced himself on a 15 year old juvenile.

Tsamba aged 42 of Unit J in Seke Chitungwiza whose business address was cited as Green Span Innovations in South Africa unlawfully and intentionally had sexual intercourse with the minor without her consent.

It is the state’s case that on an unknown date but from 2019 until 3 August 2020, Tsamba raped the female juvenile on several occasions before she opened up to a relative leading to the arrest of the accused on August 5 2020.

The matter was remanded to 1 September 2020 by Chitungwiza Regional Magistrate  Arnold Maburo.

Key Issues Raised In Mangudya’s Midterm Monetary Policy

Reserve Bank of Zimbabwe governor John Mangudya on Friday issued a mid-term monetary policy statement crammed with optimism, but new measures on forex and mobile money show a bank still battling for control.

Mangudya says the new currency auction system introduced in June is working to tame inflation. He has, however, put a cap on the amount of money mobile money users can transact in a day, while there are new measures meant to push more forex towards the auction system.

Here are four key takeaways from Mangudya’s statement today.

More limits on your mobile money
After its fights with mobile money operators, including a court battle with EcoCash, central bank is limiting how much you can transact on your phone.

“Transactions by individuals shall be pegged at ZW$5,000 per day. Individuals shall be allowed to undertake Person to Person transfers, Person to Merchant payments for goods and services, settlement of bills and purchase of airtime,” RBZ says.

You will also now be limited to one mobile phone wallet.

The Bank says operators have “allowed illegal foreign currency dealers to use multiple individual wallets as a means to bypass the transaction limits and continue with their illicit transactions. Mobile money operators shall, with immediate effect, close all multiple wallets, and allow just one wallet per individual”.

Retailers and other service providers can keep operating merchant wallets to allow the public to pay for goods and services. However, mobile agents have now been banned for good.

Remittances up, but there’s a catch
Remittances are falling globally due to the COVID-19 crisis. Zimbabwe, which has a large diaspora, also expected a drop in remittances, one of the country’s largest sources of foreign currency.

However, by the RBZ’s data, the opposite has happened.

As at 30 June 2020, international remittances amounted to US$705 million. This is a 26% jump from the US$558 million during the same in 2019.

Of the total amount of remittances, diaspora remittances stood at US$374 million, up 25% from US$298 million that Zimbabweans abroad sent home over the same time last year.

Why has this been the case? There is one plausible explanation. While a lot of Zimbabweans abroad send money home via formal channels, many more send it via informal channels. The lockdown and border restrictions in South Africa, home to the largest Zimbabwean Diaspora, has cut off the usual informal cross-border courier channels, like bus drivers and “malaichas”.

RBZ has introduced new measures on how foreign currency is channelled into the formal system. Central bank says foreign exchange balances in the domestic foreign currency accounts have grown from US$352.4 million in January 2020 to US$404.8 million as at end of July 2020.

However, RBZ wants this money to keep the auction system running. So, from now on, 20% of foreign currency receipts of providers of goods and services will be liquidated at the auction rate each time a deposit is made into local FCA. This means, for every deposit of US$100, US$20 is sold at the auction rate.

This does not apply to individuals who receive money privately into their FCAs. It will also not apply to embassies, NGOs, tobacco and cotton producers, or domestic FCAs for fuel companies.

Export retension thresholds – the amount of forex that exporters are allowed to keep – is now a standard 70%. Previously, if an exporter did not use their export earnings in 30 days, they were forced to sell it at the auction rate. Now, that period has been extended to 60 days.

Does that meet the demands of exporters? Not quite. Recently, mines wrote to RBZ saying 30 days was too short for their production cycle, which goes up to 90 days. Secondly, they wanted to be allowed to keep 80% of their export earnings, more than RBZ’s 70%.

In June, RBZ introduced the currency auction system. This replaced the fixed rate of 1:25 that had been in place since March, and the managed float introduced earlier.

Is this new system working? The Zimdollar has fallen from 1:57.35 at the first auction to 1:82.9 at the last one. There are many still looking at the new system with a side-eye. But the central bank has a predictably upbeat assessment of its latest tool to manage the exchange rate.

RBZ says since the auction started, it has allotted US$137.4 million to companies, against bids for US$157.8 million. This means RBZ has met 87.1% of demand on the auction so far. RBZ says the auction rate has “achieved its key objective of price stability”.

RBZ even gives an optimistic forecast that, partly due to the auction, the blended annual rate of inflation – which takes into account the currency changes – will end the year at 249% from July’s 485.27%.

The auction, says central bank, has helped it mop up extra Zimdollar liquidity on the market, easing pressure on the Zimbabwe dollar and inflation.

“The parallel exchange rate premiums have thus plummeted from about 300% before the introduction of the auction system to the international known levels of between 5 to 15% as of the second week of August 2020,” RBZ says.

However, not everyone is convinced yet.

The Confederation of Zimbabwe Industries, the country’s biggest business grouping, said this week: “The business community is still a little sceptical about the sustainability of the foreign exchange auction market, given the currency ambiguity obtaining in the economy.”

Bishops Respond To Monica Mutsvangwawa

Zimbabwe Catholics Bishop Conference, Secretary General Father Frederick Chiromba has said the recent Pastoral Letter to Government was not intended at sowing divisions in the country as alleged by Information Minister, Monica Mutsvangwa.

Responding to the allegations by Minister Mutsvangwa that they had waded into politics, Fr Chiromba said the Bishops were only calling for national cohesion.

“I read that (Mutsvangwa’s response) but I couldn’t find in the Pastoral Letter where there is any suggestion of division, if anything the Bishops are calling for national cohesion they are saying we don’t know what lies in the future at the moment we are facing this Covid-19 and there will other challenges in the future, divided we cannot overcome those challenges, its only when we are united that we overcome lets dialogue and be united now.” said Fr Chiromba.

He said the clergymen had raised red flags over the deteriorating socio-economic situation at all levels of Government but nothing has come to fruition and the Pastoral letter was a renewal of the 2006 discussion document titled ‘The Zimbabwe We Want’.

“We can debate how to address the issue but it doesn’t make these issues go away and I can assure you that these issues have been raised directly at all levels with Government they raised these issues in 2006 in the discussion document the Zimbabwe We Want and we raised it in the Pastoral Letter its now 14 years and it was a matter of renewing the document”

Father Chiromba explained the catchphrase “The March Is On” on the letter saying it was a recent quotation from a speaker at the funeral of American civil rights leader, John Robert Lewis.

“When you look at the Pastoral Letter its a quotation of someone who gave a speech at the funeral of the late John Robert Lewis a civil right activist in America, he was recognised for continuing to promote human rights. Human welfare is basically to do with the aspirations of humanity. That title has nothing to do with the 31 of July. It does not refers to a physical march it refers to the transformation of life.

“When you look straightly at the Pastoral Letter it has nothing new in it apart from issues that are already in the public domain already in Zim that are affecting ordinary Zimbabwe and these are issue that the bishops were addressing the humanitarian situation the plight of the people the deteriorating economic situation, human rights, the politics of the country and this cannot be driven by a foreigner and there is no one behind it apart from Zimbabweans themselves,” he said.

Fr Chiromba said he had no idea why the Government was irked by the latter because it was “calling for national dialogue, we hope that moving forward this conversation will be sustained we would not want this to be just an event a Pastoral Letter that was published on the 14 of August and Government reacted and that was the end.”

The Pastoral Letter was presented at a time the country is grappling with a deteriorating socio-economic situation with the Government dismissing allegations of human rights violations as contained in the letter.

Paul Kagame To Mediate Mnangagwa And Chamisa Talks?

FORMER Reserve Bank of Zimbabwe (RBZ) governor Gideon Gono has proposed Rwandan President Paul Kagame to broker an African Union (AU)-driven national dialogue that would culminate in the formation of a government of national unity (GNU) between Zanu-PF and the opposition MDC Alliance.

The two parties have been on a warpath since the 2018 hotly disputed presidential elections, which President Emmerson Mnangagwa, who was the Zanu-PF candidate, won by a razor-thin margin.

The disputed election result has created a political crisis in the country with the main opposition party challenging Mnangagwa’s legitimacy.

On the other hand, Mnangagwa’s administration has been using brute force to silence dissenting voices, the latest being the ruthless crackdown on organisers of the July 31 protests which were thwarted by state security agents.

The organiser of the protests, Transform Zimbabwe leader Jacob Ngarivhume is languishing in remand prison together with freelance journalist Hopewell Chin’ono.

The two are being accused of plotting against the state, charges that carry very long sentences on conviction.

Gono, despite having been out of the limelight for the past seven years following his departure from the helm of the RBZ in 2013, remains a key opinion leader who played a key role in the negotiations that helped break the impasse at the height of the November 2017 military coup which catapulted Mnangagwa to power.

In an interview with the Zimbabwe Independent, the banker said Kagame has the right stamina and profile to handle the delicate situation.

Interestingly, Gono’s suggestion comes at a time both parties have drawn red lines.

Zanu-PF argues that MDC-A should first recognise Mnangagwa’s presidency before talks can start, while the Nelson Chamisaled party insists that the very question of legitimacy is the cornerstone of its standpoint.

Gono says Kagame, whose style of leadership which blends authoritarian practices and home-grown solutions with international best practices could carry the day.
The mediation, he says, should be under the auspices of the African Union.

“Indeed, they are difficult, but not impossible. It has to be realised that coming together and finding each other for the good of the economy is not a weakness, but rather a strength,” Gono said.

He said what made Kagame an outstanding leader was that he steered Rwanda from its darkest period, the 1994 genocide which resulted in close to one million deaths, to become Africa’s fastest developing country.

He also sided with those calling for a 10-year freeze of elections until 2030, saying those who would have been privileged to lead the country during the GNU period must not seek public office once the period
lapses.

“Another idea is to ensure from the word go that unlike the previous GNU, those leaders who take part in the new GNU must not run for any political or public office after tour of duty. Theirs would be to lay the foundation for a better Zimbabwe, clean up the deck, unite the people towards national objectives, polish up and finish what needs to be finished before elections in 2030 and retire,” Gono said.

“Additionally, they must not go in expecting cars or hefty perks from the state other than reimbursables like fuel, communication, electricity and water. This will ensure that only the dedicated and capable will serve, significantly for free just like those who went to the war. This should also be treated like going to war with no expectations for personal gain.”

While Kagame has managed to preside over a progressive economy which has been a shining example on the continent, his human rights record is chequered as he is known to clamp down on the opposition.

The East African country has over the past decade posted impressive economic growth rates, fuelled by business-friendly policies and strong inflows of foreign direct investment.

Govt Orders New Stringent Measures On Mobile Money Users – One Person One Wallet.

Zimbabwe has ordered mobile money operators to ensure that individuals have only one wallet and should close all multiple wallets with immediate effect.

The measure announced by the central bank yesterday in its mid-term monetary policy statement is aimed at curbing misuse of mobile money to fuel the black market.

It said it had adopted these measures following a forensic audit to assess the integrity, compliance and efficacy of mobile money platforms and transactions in Zimbabwe.

The measures announced by the central bank are:

Individuals

  1. Transactions by individuals shall be pegged at ZW$5 000 per day. Individuals shall be allowed to undertake Person to Person transfers, Person to Merchant payments for goods and services, settlement of bills and purchase of airtime.
  2. Following the suspension and freezing of agent and bulk-payer wallets on 27 June, 2020, mobile money operators have allowed illegal foreign currency dealers to use multiple individual wallets as a means to bypass the transaction limits and continue with their illicit transactions. Mobile money operators shall, with immediate effect, close all multiple wallets, and allow just one wallet per individual.

Merchants

  • Retailers and other service providers will be permitted to continue operating merchant wallets to allow the public to pay for goods and services.
  • Merchants shall not be allowed to make payments from their wallets. E-value held in merchant wallets shall be liquidated to the merchant’s bank account.
  • In this regard, mobile money operators shall have systems in place to ensure automatic liquidations from the merchant wallets to the merchant bank accounts. This measure shall ensure that mobile payment platforms are not used for store of value but shall be restricted for transacting purposes in furtherance of financial inclusion in the economy.

Agents

  1. Agent wallets are no longer serving any legitimate purpose and were now being used primarily for illegal foreign exchange transactions. Agents’ mobile money wallets are therefore abolished, with immediate effect.
  2. Agents currently holding value in suspended and frozen wallets shall be allowed to liquidate the funds to their bank accounts, upon the Financial Intelligence Unit (FIU) having satisfied itself of the legitimacy of the source of funds.
  3. Bulk payment accounts
    1. Mobile payment operators have been turning a blind eye and have even actively encouraged the abuse of bulk payment wallets for illegal foreign currency transactions, thus earning lucrative transaction fees in the process.
    2. Going forward, bulk payment wallets will be approved by regulatory authorities for limited use, primarily for low value transactions and humanitarian funds disbursements to vulnerable members of society.
    3. Any other bulk payment transactions, such as payment of salaries and wages, should be processed through normal banking channels.

    Other corrective measures

    1. The Bank, as regulator of mobile payment services, and the FIU, as the agency responsible for enforcing anti money laundering standards, will consider the findings and recommendations of the forensic report, in detail, and come up with comprehensive corrective measures for implementation by mobile payment operators, to ensure compliance, integrity and efficacy of mobile money transactions.
    2. For identified serious breaches, appropriate regulatory and disciplinary measures will be instituted against delinquent mobile money operators and /or any culpable individuals, in accordance with the law.

    Interoperability

  4. On 27 March 2020, the Government passed the Banking (Money Transmission, Mobile Banking and Mobile Money Interoperability) Regulations, under Statutory Instrument 80 of 2020. The new law is intended to facilitate integration of payment systems and promote efficiency of payment services, for the convenience of the transacting public.
  5. Pursuant to the statutory instrument, the Bank designated Zimswitch Technologies (Private) Limited (Zimswitch) as a national payment switch, and required all payment service providers, including mobile payment operators, to be connected thereto.
  6. With all banks and some mobile payment operators already connected to Zimswitch, connectivity by all payment service providers is expected to be completed by 30 September 2020.
  7. Reasons for these measures

    The forensic audit to assess the integrity, compliance and efficacy of mobile money platforms and transactions in Zimbabwe has revealed significant weaknesses in the systems of the mobile payment operators, namely Ecocash, OneMoney, Telecash and Mycash.

    The critical weaknesses that cut across the four mobile payment platforms are:

  8. Non-adherence to KYC principles, characterised by, among other issues, creation of mobile money accounts using fictitious and unverified identification particulars;
  9. Creation of money on the platforms (overdrafts and fraudulent /fictitious credits) which is not backed by balances in the Mobile Money Trust Accounts;
  10. System infrastructure inadequacies and weak Anti Money Laundering controls;
  11. Failure to comply with, including willful disregard for, regulatory directives;
  12. Connivance between mobile money operator employees and customers to delay or illegally bypass account freeze orders;
  13. Failure to deduct or remit statutory taxes; and
  14. Rampant abuse of agent, super-agent and bulk payment wallets for purposes of trading on the foreign exchange parallel market.

Zimbabwe Records More Covid-19 Recoveries

Zimbabwe recorded 102 new Covid-19 cases and one death in the last 24 hours, the Ministry of Health and Child Care reported yesterday.

All 102 cases are community transmissions while the death was reported in Masvingo Province, the second in successive days.

The new figures have taken the total confirmed cases to 5 745.

However, active cases have considerably come down to 1 069 following the recovery of 4 525 cases.

The Ministry of Health reported in yesterday’s Covid-19 update that 83 new recoveries were reported, with Bulawayo recording 59 cases.

As of yesterday, Zimbabwe has recorded 151 deaths, the bulk of which were recorded in Harare and Bulawayo.

Most of the deaths are being recorded within the age range of 40 and 80 years, with more deaths from males as age rises.

Chamisa Should Learn From Mwonzora’s Decisiveness – Political Analyst

A political commentator, Pedzisai Ruhanya, has commended MDC-T secretary-general Douglas Mwonzora for his tendency to “take no prisoners” in his quest to grab power at all costs within the Thokozani Khupe-led party.

Ruhanya asserted that unlike MDC Alliance leader Nelson Chamisa who lacks “cojones”, Mwonzora is committed to what he does albeit in a bad way. Said Ruhanya:

One thing I like about Mwonzora is that unlike his MDC Alliance adversaries, he is very daring and brave, never mind his sellout and undemocratic activities. He means business in his undemocratic adventures. There is clarity in his madness. MDC Alliance is not decisive on anything!

Ruhanya also castigated MDC Alliance leaders for being reactive rather than proactive in their dealings with the ruling ZANU PF.

He added that the Chamisa-led formation is losing its societal leadership position due to its ambivalence in dealing with critical issues. Ruhanya said:

At this moment and for quite some time during this unfolding Zimbabwe crisis, the MDC Alliance’s political program and response to Zanu PF’s catastrophic policies is not known. It appears to be without campus, without ideas and in a leadership political logjam

There is a huge perception in Zimbabwe that MDC Alliance is losing its leadership of society position because it’s ambiguous, ambivalent and indecisive on major issues in Zimbabwe. Bar tweeting the growing perception is that of a reactionary party with no thought leadership!

Govt Abolishes Mobile Money Agents Permanently

GOVERNMENT has with immediate effect abolished mobile money wallet agents as they are no longer serving any legitimate purpose and further tightened regulations to tackle illegal foreign currency dealings among other financial malpractices that have been blamed for sabotaging the economy.

The mobile money agent system had become popular through facilitating cash-in and cash-out services, as well as creating job opportunities, but had recently become notorious for aiding illegal foreign currency deals and manipulation of the exchange rate.

Despite the suspension and freezing of agent and bulk-payer wallets on 27 June, 2020, Reserve Bank of Zimbabwe (RBZ) Governor, Dr John Mangudya, said the monetary authority has noted with concern that mobile money operators continued to allow illegal foreign currency dealers to use multiple individual wallets as a means to by-pass the transaction limits and continue with their illicit transactions.

This has prompted the monetary authority to craft comprehensive interventions to close the gaps, which include directing all mobile money operators to immediately close all multiple wallets, and allow just one wallet per individual.

Announcing the new measures to address deficiencies in mobile banking in his 2020 Monetary Policy Statement today, Dr Mangudya, said the new regulations were an outcome of a forensic audit carried out by the Bank to assess the integrity, compliance and efficacy of mobile money platforms and transactions in Zimbabwe.

He said the audit has revealed significant weaknesses in the systems of the mobile payment operators, namely Ecocash, OneMoney, Telecash and Mycash.

“Agent wallets are no longer serving any legitimate purpose and were now being used primarily for illegal foreign exchange transactions. Agents’ mobile money wallets are,therefore, abolished, with immediate effect,” said Dr Mangudya.

He, however, clarified that agents currently holding value in suspended and frozen wallets shall be allowed to liquidate the funds to their bank accounts, upon the Financial Intelligence Unit (FIU) having satisfied itself of the legitimacy of the sourceof funds.

Sikhala Charged With Incitement To Commit Public Violence

Police have charged Zengeza West legislator Job Sikhala with incitement to commit public violence.

Sikhala is the latest person to be charged with incitement to commit public violence after several people were arrested in July and in August and charged for allegedly urging people to protest on 31 July and for demonstrating on the same day demanding an end to corruption.

Sikhala was arrested in Tynwald North, Harare, today.

“He is in police custody assisting with investigations,” he said.

He said more details would be provided soon.

MDC Alliance spokesperson Ms Fadzai Mahere also confirmed Sikhala’s arrest.

Sikhala was one of the opposition figures that have been on the police wanted list over the foiled demonstrations that were planned for July 31.

Police are also keen to interview Godfrey Tsenengamu in connection with the same issue.

Airforce Chopper Carrying Kembo Mohadi Aborts Landing At Thornhill Amid Security Concerns

A MILITARY helicopter carrying Vice-President Kembo Mohadi was yesterday forced to abort landing at the Josiah Tungamirai Airbase, formerly Thornhill in Gweru and return to Harare under unclear circumstances.

Mohadi was supposed to officiate at the handover ceremony of a 30-bed COVID-19 isolation wing at Gweru General Hospital that was refurbished at a cost of R15 million by platinum miner, Unki.

The VP was reportedly in the company of Local Government minister July Moyo in the helicopter and was also supposed to officiate at the handover of water pumps bought by government for the Gweru City Council’s Gwenhoro Dam.

The helicopter arrived at the Josiah Tungamirai Airbase at around 9am, made rounds in the air and turned back to Harare. State Security minister Owen Ncube and Midlands Provincial Affairs minister Larry Mavima as well as Zanu PF Midlands provincial executive were already at the airbase.

Some officials immediately claimed the helicopter failed to land because of bad weather, and would return back in an hour.

An hour passed and Ncube and Mavima left with other guests in tow, while those waiting at the Gweru General Hospital were also told to disperse and wait for another day when Mohadi would be able to come back.

This triggered speculation about the failed landing.

A source at the Gweru Air Force said: “Some pilots I spoke to and military aviation officers told me that the official reason for the chopper’s failure to land in Gweru was bad weather.

“But you never know with the fights happening in our political space and inside Zanu PF itself. It’s rare that a VVIP chopper fails to land at a military camp.”

Another source claimed it was rare for a helicopter to abort landing due to “this prevailing weather, I think there is another reason”.

According to the source, it was foggy but not enough to cause the aborted landing.

ZimRights is greatly disturbed by the reports of the extrajudicial killing of the MDC’s District Coordinating Chairperson, Councillor Lovender Chiwaya (34) of Ward 4 Hurungwe Central in Karoi, Mashonaland West.

Reports are that Chiwaya’s body was found dumped on his doorstep. The MDC reports that Chiwaya was being hunted by state agents before his killing.

ZimRights condemns the extra-judicial killing of people for exercising their freedom of association.

Chiwaya represents what ZimRights identified as the many invisible victims of the ongoing crackdown on activists whose lives are in danger for exercising their rights.

Their lives are more in danger because they are away from the limelight. ZimRights believes their lives matter. In the citizens’ cry, #ZimbabweanLivesMatter, the life of Chiwaya is included. One life lost for any reason is too much.

This incident comes in the face of the state denying that there is a crisis in Zimbabwe. It follows a series of hate speeches by senior political leaders in the country.

ZimRights has since filed complaints against hate speech with the Zimbabwe Human Rights Commission (ZHRC) and the National Peace and Reconciliation Commission (NPRCZ).

Since 30 March 2020, Chiwaya is the 4th victim of extra-judicial killing.

Mamelodi Sundowns coach Pitso Mosimane has taken another swipe at his Kaizer Chiefs counterpart Ernst Middendorp who claimed that he is not bothered by other teams’ results in the title race.

Middendorp’s claims were followed by Sundowns’ 3-2 loss to Cape Town City on Monday which opened a six-point lead for Chiefs.

Mosimane has responded, saying the German’s statement is deceitful and it means he is not understanding the title race.

“If someone says ‘we are not looking at what other people are doing’ in our profession, it means you don’t understand the league table,” Pitso told The Citizen.

“We can’t lie, but we can say we are focusing on our game and try to take it game by game because no one is guaranteed a win and anybody can beat anybody at this point in time.

“If you focus on your games, the outcome will sort itself out but we can’t say we are not looking at the league . . . we are looking at it.”

Sundowns, who are placed second on the table, will be looking to close the gap and move to within three points behind leaders Chiefs when they face Maritzburg on Friday.

Kaizer Chiefs Speak On Billiat Form

JOHANNESBURG — Kaizer Chiefs coach Ernst Middendorp has conceded that star forward Khama Billiat, has not been at his best this season but refused to be critical of the Zimbabwean star.

Billiat has come under scrutiny from Chiefs supporters for having scored just one goal in 19 appearances for the club in 2019/20.

This, by any striker’s standards is largely inadequate, and more so for the 30-year-old former Mamelodi Sundowns star who is enduring his worst season since arriving in the PSL back in 2010.

Following their 1-3 defeat to Bloemfontein Celtic on Wednesday, Middendorp acknowledge the player’s underperformance but insisted he will continue to show support for the diminutive attacker.

“We know it’s not a great season from Khama, but everybody knows there’s huge potential and we can only support him and put him into the next movement and expect that he will do better,” said the German tactician.

Veteran South African football journalist, Mark Gleeson, who was the SuperSport TV commentator, during the Chiefs match against Celtic, also appeared to mock Billiat.

“When he last scored, Khama Billiat, way back in September, when you said corona, I thought you were mispronouncing a Japanese car maker,’’ said Gleeson.

“That’s how long since Billiat found the back of the net.

“A lot has happened since Khama Billiat’s last goal, that’s for sure.’’

Leaked Audio Clears Air On ED, Tagwirei Relationship

A leaked audio between Tagwirei and Norton Member of Parliament Temba Mliswa has suggested that Mnangagwa is his own man and does not always act according to the wishes of his advisors.

Tagwirei sits in the Presidential Advisory Council (PAC) focusing mainly on energy and fuel issues.

Government critics have maintained that Tagwirei, who has interests in mining, transport and agriculture, has captured the State.

But in the leaked audio Tagwirei reveals that President Mnangagwa runs government on his own despite taking advise from various people and sectors.

Mnangagwa recently appointed former Zimbabwe Agricultural Society Chief executive officer Dr Anxious Masuka as the Minister of Lands, Agriculture, Water and Rural Resettlement and Muzarabani legislator Soda Zhemu as Minister of Energy and Power Development.

Tagwirei also highlighted that there is need to assist a number of local business people for them to be successful.

“That is the reason why we need to push more Zimbabweans like Wicknell Chivayo through his (Gwanda solar) project. If there are exemptions of subsidies needed for the project, government should give that,” Tagwirei said in the audio.

Police Appeal For Tolerance As Murder Cases Escalate

Police spokesperson Assistant Commissioner Paul Nyathi.

SIXTEEN people were murdered within a week countrywide and police have since expressed concern over the use of weapons following misunderstandings.

The murder cases were recorded between August 13 and 19 with infidelity and drunkenness contributing to most of the cases.

In one of the incidents, a man from Tsholotsho killed his father for reprimanding him during a funeral wake after he scolded mourners.

The accused is alleged to have struck his father with a three-legged fire stand leading to his death.

In Mutare, another man accused his father of cheating on his mother before killing him.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday said the increase in murder cases was worrying.

“The Zimbabwe Republic Police (ZRP) notes with concern the upsurge in murder cases during the period extending from 13 to 19 August 2020 where 16 cases were recorded countrywide. It is disturbing that some no longer value the sanctity of life,” said Asst Comm Nyathi.

“During this national lockdown period unnecessary gatherings should be shunned and some of these murders are occurring during illegal beer drinking sprees.

Infidelity has also contributed to the number of recorded murder cases for the period under review.”

He said the public should seek counselling services as opposed to taking matters into their hands.

“The ZRP urges members of the public not to take the law into their own hands.

Members of the public are encouraged to find amicable ways of resolving their differences whenever they fail to find common ground.

Traditional leaders, the church, close family members and counselling experts should assist parties in finding common ground whenever there is dispute.

The police are also available to assist families in resolving difference,” said Asst Comm Nyathi.

He said two women aged 19 and 22 were also killed in matters relating to infidelity.

The 19-year-old teenager from Kadoma was killed for accommodating a man who wanted to meet her killer’s girlfriend in her room while the 22-year-old woman from Dema was killed by her boyfriend following a dispute over an unknown matter.

In Harare, a 21-year-old man who was found near a tuck-shop was accused of being a thief before he was killed.-Chronicle

Dialogue Without Military Is Meaningless: Biti

MDC Alliance vice president Tendai Biti says any meaningful national dialogue that is to take place in the country should involve the military.

Biti said the military were an important factor in Zimbabwean politics and should be involved in any talks aimed at fostering democracy and national stability.

Biti said the military had raised a number of issues with the late Morgan Tsvangirai after he won the 2008 elections – issues he said never received sufficient attention during the talks which led to the formation of the GNU.

He said some of the concerns raised by the army then were the need for guarantees that a future government would not prosecute them or dispossess them of their land.

The MDC Alliance has fingered state agents for the murder of their member saying they had reports that they were looking for him.

Posting on Twitter, UK in Zimbabwe said there should be full application of the law following an investigation into circumstances surrounding his death.

“Distressing news about the death of MDC-A councillor Lovender Chiwaya. Must be a credible investigation by authorities into the circumstances of his death & full application of the law. Our thoughts are with his family, friends and colleagues at this time,” the embassy said.

Luke-ing The Beast In The Eye: Zimbabwe Flares Up In Flames …. As SB Moyo Becomes Face Of Yet Another Coup

By Luke Tamborinyoka| As Zimbabwe flares up in flames in the latest repressive rendition of the country’s multi-layered political crisis, the regime in Harare has ostrich-style decided to firmly bury its head in the sand.

In the week that soldiers mutineering over low pay hounded out Mali President Ibrahim Boubacar Keita and forced his resignation, the government in Harare is soldiering on under the pretence that there is no crisis in the country.

Wanton arrests, unmitigated corruption, disgruntled civil servants, human rights abuses, massive starvation, huge unemployment, murder and abductions are all in the milieu of the monumental crisis currently engulfing the country.

SADC leaders, the AU, the United Nations, the church, business, political parties–at least the credible ones, the Zimbabwe Human Rights Commission and war veterans have all spoken out against the deteriorating human rights situation in Zimbabwe.

Yet the government in its wisdom–or more aptly lack of it–claims everyone speaking about the crisis in Zimbabwe is captured.

It really appears those who the gods want to destroy, they first make mad!

The regime has typically reacted to the church’s reaction, with Information Minister Monica Mutsvangwa firing an acerbic, tribally-tinged salvo at only one of seven Catholic bishops who had collectively expressed outrage on behalf of the Catholic Church regarding the brutal repression of citizen rights in Zimbabwe. It was clear Monica’s statement was written while she was firmly tucked in on the matrimonial bed as the high verbiage in her statement was the typical handiwork of her husband Chris.

Now the world’s reaction to the government’s reaction to the world’s reaction has engendered a vicious merry-go round of condemnation, with the regime in Harare blaming everyone else for all its problems, for which it should solely take the blame.

But perhaps this week’s prize for lunacy should go to Foreign Affairs Minister Sibusiso Moyo. After the AU issued a damming statement on the situation in Zimbabwe, the soldier-turned-top-diplomat claimed the regional body was captured by the British.

Let it be said that it has always been embarrassing for all well-meaning African citizens that Beijing built the headquarters of the AU in Addis Ababa because we are one regional body whose members so much harp about pride and sovereignty.

Hell No. Mnangagwa was not saying the AU is captured by the Chinese, who built the headquarters of a sovereign continental body and whose member States are now mortgaging their resources for a song to Beijing.

Not only that, the Chinese have a poor labour rights record in almost all the African countries where their companies are operating. The nationals of these presumed all-weather friends of Africa can even afford the luxury of shooting their workers when they demand more pay, as they recently did in Zimbabwe.

But Sibusiso was not talking about Chinese capture of the AU. He claimed the AU is captured by the British, a favourite propaganda line for the regime in Harare in describing anyone and everyone who dares criticise them.

Yet the only capture we know is that of Kuda Tagwireyi, who has the entire ruling elite— including the First Family— all firmly tucked inside his undergarment. For a man with wide tentacles that have spread to fuel procurement, the Zupco buses procurement, Command Agriculture and various other creamy parts of the national pie, it was not surprising that SB Moyo fully understands capture and seeks to universalise it to all scenarios, including the simple and innocuous act of condemning repression.

Sibusiso Moyo was the face of the November 2017 coup that toppled Robert Mugabe. This week he became the face of yet another coup on decency and common sense. The agenda of SADC meetings has always shaped and determined the full summit resolutions.

As part of the Foreign Affairs ministers who had determined the agenda of the full summit, SB Moyo had ensured Zimbabwe was not an agenda item at the recent SADC summit which meant there could be no resolution on it if it had not been discussed . Indeed, SB Moyo was the face of yet another coup as he had ensured the full overthrow of Zimbabwe from the matters to be discussed at the summit.

In the week that the AU chair President Cyril Ramaphosa deployed his emissaries to engage various groups so as to fully appreciate the crisis in Harare, Sibusiso Moyo was claiming the AU is captured. He may have made the capture claim only in relation to the AU Commission chairperson Moussa Faki Mahamat, but where do you draw the line between the chair of the Commission and the chair of the member States? How does one say the AU is captured only in relation to its Commission chair and not the AU chair?

By claiming that the AU was captured because it had condemned the human rights situation shortly after a visit to the AU headquarters by the British Minister for Africa, Sibusiso may also have inadvertently been attacking the AU chair President Ramaphosa, who had deployed his envoys to Harare in the same week that the Commission issued its damning statement.

So the regime in Harare was not captured when the British Minister for Africa was making those frequent trips to Zimbabwe and giving Mnangagwa the benefit of the doubt in the aftermath of the coup in 2017? The British capture claim is so laughable, especially if it is being made by a government so keen and so desperate to rejoin that vast labyrinth of British control called the Commonwealth!

The warped Zanu PF logic is that all those who have condemned the rampant human rights abuses are captured by the British. This means that the church’s statement issued by the Catholic bishops reflects that they are equally under the clutches of London. If the church represents the very conscience of God, the regime is making the claim that even even God is under the firm clutches of the British! This is just blasphemous gibberish.

Maybe it is understandable that the word capture could so easily come from the lips of this inept regime. This is the same government that has captured the courts, ZEC, Parliament and even some pliable political surrogates to whom they have now donated the MDC Alliance headquarters, its government grant and its MPs. Indeed, the Dzepfunde choir that is POLAD represents the captured opposition, especially the outfit fronted by one Thoko-Zanu Khupe.

The point remains that Zimbabwe is mired in a serious human rights crisis and that’s an undeniable fact. No amount of papering over that glaring reality will change the honest truth that the despondent and repressed citizens of this country can’t breathe.

#ZimbabweanLivesMatter is trending and once again, Zimbabwe is under international spotlight, which in itself is very important for the oppressed and suffering citizens of this country.

There is no smoke without fire and the high decibels about a crisis in Harare is unto itself a reflection of the crisis in Zimbabwe, despite the shrill denials by a regime that blocked the AU chair from engaging other stakeholders in the country. If there was nothing to hide, Mr Mnangagwa would not have allowed President Ramaphosa’s envoys to hear only one side of the story.

This laughable habit of claiming an external hand whenever citizens clamour for an end to repression is just clap-trap.

Maybe when the poorly paid soldiers in this country decide to send their own Commander-in-Chief packing, as they have just done in Bamako, Mnangagwa will fully appreciate the magnitude of the crisis in Zimbabwe.

Experience is the best teacher. Remember in Zimbabwe, they now have experience on how to effectively put their own Commanders-in-Chief under house arrest and hound them out of office.

It was renowned African playwright, Chinua Achebe, who reminded us of how we used to learn about remote and immediate causes of seismic political events during our History lessons in High School.

In his seminal work, Anthills of the Savannah (1987), the celebrated author said Africa’s unstinting fixation with the external hand as the only and sole cause of all her problems is like almost always looking at the remote causes at the expense of the internal and immediate causes that are often reflect themselves through our own inept, inefficient and avaricious leaders.

Achebe said always blaming the external factor or the remote cause sometimes allows the real internal culprits to go scot-free.

Achebe’s profound pronouncement was that to always blame the external hand—the remote cause—is akin to blaming the blacksmith every time a man hacks his fellow to death with an axe!

‘Changed Circumstances Not Sufficient To Guarantee Public Safety’ Magistrate Rules Against Ngarivhume’s Bail Bid

Transform Zimbabwe leader Jacob Ngarivhume has been denied bail for the third time with Magistrate Trainos Utahwashe saying the changed circumstances were not sufficient to guarantee public safety.

Ngarivhume has hoped from Harare Magistrates Court to High Court and back to Magistrates Court seeking bail but all to no avail.

He has been remanded in custody to September 4. bail.”

Spotlight: Chiwenga A Heartbeat Away From Taking Over The Reigns

SOURCE: Spotlight Zimbabwe| Vice President, Rtd General Constantino Chiwenga, is all but now a heartbeat away from being elected by the ruling Zanu PF party, to takeover the party and government, by replacing President Emmerson Mnangagwa, who is going to be soon recalled by the party during a special Central Committee meeting anytime from now, Spotlight Zimbabwe, gathered yesterday.

The Central Committee is Zanu-PF’s highest decision-making organ outside Congress and consists of 300 members.

The revelations also come at a time, when Mnangagwa is said to have been reportedly warned this week, by state intelligence, during a homeland security briefing with his national security minister, Owen Ncube, that he risks facing a “well synchronised Mali-like detention or insurrection” by disenfranchised junior and middle ranking officers in the Zimbabwe National Army (ZNA), who are determined to dethrone him over meagre salaries and poor working conditions, if Zanu PF fails to recall him by year end, intelligence officials familiar with the matter disclosed last night.

Mali President Ibrahim Boubacar Keita resigned on Tuesday and dissolved parliament hours after mutinying soldiers detained him at gunpoint, plunging a country already facing a jihadist insurgency and mass protests deeper into crisis.

Looking tired and wearing a surgical mask, Keita resigned in a brief address broadcast on state television after troops seized him along with Prime Minister Boubou Cisse and other top officials.

“If today, certain elements of our armed forces want this to end through their intervention, do I really have a choice?” he said from a military base in Kati outside the capital Bamako where he had been detained earlier in the day, news agency Reuters reported.

The brewing rebellion from disgruntled elements within the security forces, is said to be the brainchild of soldiers loyal and sympathetic to former retired generals, and military leaders unfairly retired or resigned by Mnangagwa ever since, the man fast approaching his octogenarian phase, toppled former leader President Robert Mugabe, in a coup in November 2017.

According to three senior Zanu PF politburo members who spoke to Spotlight Zimbabwe on Wednesday, Mnangagwa is going to be recalled from his position as Zanu-PF President and First Secretary, anytime soon, as the majority of the 49-member politburo organ are now rallying behind Chiwenga, and are endorsing that he leads a transitional authority that will run for the duration of Mnangagwa’s remaining tenure in office.

“I can confirm that the president is going to be recalled soon,” said one of the politburo members soon after attending their weekly meeting.

“There is a lot of tension and power struggle in the party, but the General (VP Chiwenga) has triumphed. The other presidium member is also supporting him in private, while the very senior leadership of the party has already made overtures to be included by the VP in his next government. You know them, I will not name them, but they were all long serving ministers in President Robert Mugabe’s administration. They’re all pretending to be allies of the president, yet they have already jumped ship to join the VP’s faction.”

Another politburo official, who is a former minister of an economic related portfolio, said VP Chiwenga now has the full support of almost all members of the politburo and that it was not by accident, that seven members failed to attend Wednesday’s meeting at the ruling party headquarters in Harare, due to “ill-health”.

“How do you explain the absenteeism of seven mostly senior politburo members, during this week’s meeting? It is a snub against Mnangagwa. Plans are at an advanced stage, to call for an Extraordinary Congress possibly before the end of this year, to ratify the elevation of VP Chiwenga, to become the new ruling party President and First Secretary.”

In his opening remarks at Wednesday’s politburo meeting, Mnangagwa disclosed that the seven officials had asked for a leave of absence because they were not feeling well.

“I have received an apology from comrade Sydney Sekeramayi who is not well, comrade Simbarashe Mumbengegwi who is in quarantine after we had sent him to attend the funeral of former Tanzanian president Benjamin Mkapa, Lovemore Matuke who is not well, Josiah Hungwe who is not too well, Joshua Malinga who is not well, Christopher Mutsvangwa who is not well, Engelbert Rugeje who is not well and Richard Ndlovu, a newly-appointed member of the politburo,” said Mnangagwa.

Intelligence sources said Mnangagwa has been advised to review salaries of the armed forces, as the “one off cosmetic pay increments” he made last month was not enough.

The beleaguered Zanu PF leader, all but paid for his temporal stay in power, by crashing the 31 July protests, through symbolic pay increase for soldiers, which is said to be not enough to cushion them from the economic hardships faced by all Zimbabweans.

After His Excellency President Mnangagwa announced that the late National Hero Honourable Minister Shiri had passed on from COVID-19, I decided to put myself into self-isolation, a decision that I made for the safety and security of all those who work with me and my family. Sadly, I too tested positive for the COVID-19 virus. It was not an easy fight to overcome but I thank God for blessing me with the family that I have. My beautiful wife and pillar of strength nursed me from the start. She ensured that I ate, took my medication, continuously hydrated, and most importantly that I stayed in a positive state of mind. My children, although afraid, never once showed me their fear, but instead would make sure that they remained strong for their daddy. My parents, mother-in-law, brother, sister, and brothers-in-law were superb in providing the support when I most needed it.

My 76 year old amazing father continued to run the businesses along side my supportive mother without a hiccup or challenge. I remember messaging my coordinator to tell him the bad news, my message started with “please do not worry, but unfortunately I have tested positive for COVID-19.” He too was amazing by taking care of all constituency issues without a problem. Our family doctor was truly unbelievable. I owe him my life. I am truly blessed to have the most amazing people around me. I love my family very much. I prayed hard sometimes several times a day. My prayers were not so much for me, although when I did I prayed for the strength to fight this virus, but more that I prayed to God that my family and those who had come into contact with me whilst I was infectious did not also contract this evil virus. I am so grateful to the Almighty, not one of my family members tested positive. You may ask why I didn’t pray so much for myself, and this is because I knew that my work on Earth was not complete. I knew that I still had to serve my people, fulfill my National duty, and make the difference through the mandate that was given to me. At 34 I still have a whole life to live, and I still have many years ahead of me to make a difference in this world, more importantly for our beautiful country.

To fight the evil virus, I took Zithromax, Vitamins B, C, D, and Zinc. Even now I still take all my Vitamins and Zinc daily.

Fortunately I tested negative 2 weeks ago today and started work at the Ministry on Monday. I am still quite weak, and this gets worse as the day progresses. The virus feels like something evil has entered your body. I knew exactly when it left my body when it did.

This virus is real. We need to fight it by following the guidelines that our Government has given us which is inline with the WHO. I followed everything to the comma and full stop, but I made one mistake, and that one mistake resulted in me contracting the virus. All it takes is one simple mistake, so you should be extra careful and do not take anything for granted. Before I got sick I heard the saying that treat everyone as a potential threat, and that is exactly the case when it comes to this deadly virus. Do not take your mask off when talking to people regardless of who they are. Protect yourself, protect your family, protect your friends, protect your colleagues, protect us all and help stop the spread of COVID-19.

Chin’ono, in custody since 20 July 2020, is facing charges of incitement to participate in a gathering with intent to promote public violence, breaches of peace or bigotry or alternatively incitement to commit public violence.

Return to Work, Chiwenga Tells Striking Nurses

STRIKING health workers must return to work and save lives while Government addresses their grievances, Vice President Constantino Chiwenga, who is the Health and Child Care Minister, has said.

VP Chiwenga made the call while addressing farmers at the launch of the Climate-Proofed Presidential-Inputs Programme at Nyabvuti Farm in Guruve.

He said Government was aware of the challenges being faced by workers in the health sector and pleaded for patience as authorities were working on solving the issues affecting them, although he noted that long-standing issues were not going to be totally solved instantly.

“We are working hard to improve our health delivery system at ward, village, district, province up to referral institutions. We are strengthening our system so that people can access medication easily.

“Our health workers are on strike. We are encouraging them to return to work so we that we can save lives. While we are aware of their grievances, they should also consider saving lives. We are not blind to your issues. We are working hard to assist but you should also consider lives of patients,” he said.

The Vice President pleaded with nurses to be patient as authorities find solutions to their problems.

“While we are addressing your grievances, we cannot expect a solution overnight. These challenges have been accumulating over a long period and will also take a little bit of time to be addressed. We are one family, one people and we need to unite and help each other. We have launched the Pfumvudza programme, which is aimed at boosting agricultural productivity. But people cannot work if they are not in good health,” he said.

He also took the opportunity to encourage farmers to follow the Covid-19 lockdown regulations to prevent the spread of the infection. Mashonaland Central has 71 Covid-19 cases and two deaths and those in the province needed to adhere to the health regulations.

“We are fighting an invisible enemy. This disease does not discriminate. The best is for us to protect ourselves through social distancing, sanitising hands and also seeking medical attention early if we fall sick,” he said.

Mashonaland Central Minister of State for Provincial Affairs and Devolution, Monica Mavhunga urged people to limit movements as that could lead to the spread of the disease.

“We now have 71 cases of Covid-19. Let us follow the regulations laid down by Government. This disease is real,” she said.

Chamisa Says Its Absurd For Anyone To Say There Is No Crisis In Zimbabwe

Opposition leader Nelson Chamisa has thrown out perceptions by the Zanu PF government accusing outside forces of interfering in Zimbabwe’s sovereignty supposedly working in cohorts with alleged local partners.

In an exclusive interview with the Zimbabwe Independent this week, Chamisa said ZANU PF’s insistence that there is no crisis in Zimbabwe is insane.

“No sane or rational citizen can argue that the current state of affairs in the country is not a threat to the security and peace of the people of Zimbabwe if not that of the Sadc region. The political situation in Zimbabwe constitutes a clear and present danger not just to the security and peace of the people of Zimbabwe, but also to the region’s peace and security,” Chamisa pointed out.

He said an economically and politically burning Zimbabwe sets ablaze its neighbours with its smoke choking the entire Sadc region, adding that his party would continue “to exhort and urge Sadc to be truly a southern African people’s union and not a trade union of leaders’ blind solidarity”.

But Chamisa said the concept of interference in the internal affairs of a country was an “archaic and old-fashioned concept” which had no place in the modern world in which nations or parties to various international treaties on various forms of human rights.

“It is the favourite shield of dictators desirous of being left to murder, abduct, abuse, wrongfully imprison and generally violate the human rights of citizens,” he said.

“In our view, the international community has set up adequate international mechanisms to intervene in situations which threaten not just regional and international security and peace, but also internal security and peace. We need to go further than Sadc Treaty and Protocols to realise that the bloc has a right, in fact an obligation, to intervene in Zimbabwe when the internal situation in the country is deemed to constitute a threat to the security and peace of the region.”

The MDC-A has been challenging Mnangagwa’s legitimacy accrediting the Zimbabwean crisis to the contested legitimacy.

“We must have a national convergence and consensus on the problem definition, trajectory definition and destination definition in order to create a national galvanising moment and that necessary electricity to generate national progress,” Chamisa said.

“Zimbabwe must return to legitimacy and democracy. Legitimacy is not a pre-condition but a post-condition of any dialogue. A legitimate state must be the outcome of any genuine nation-building dialogue process.”

He said the issue of Ramaphosa’s envoys being blocked from meeting with other players exposed the Mnangagwa administration, as it gave the envoys a first-hand account of the challenges being faced when his party tries to engage in “good faith”.

“We need our leaders to take strong leadership, especially over the problems in Zimbabwe, which have gone on for too long and are impacting neighbours in very negative ways. Our view is Zimbabwe is too big a problem to be delegated. It requires those who want to help to take a hands-on approach,” Chamisa said.

“We like the fact that people around President Ramaphosa, including Ministers Naledi Pandor and Lindiwe Zulu have made it clear that there is a political crisis in Zimbabwe. We also noted the words of ANC secretary-general Ace Magashule pointing today the crisis here and for which he was attacked by Zanu PF’s Mr (Patrick) Chinamasa. This is a change of wind from the hesitation and reticence of the past. Everyone is fed up and when people are fed up, they act.

“So, we expect this process to lay the ground for us to walk into the path of economic progress. We are guided by long-term interests, not short-term gains. If we wanted that we could have accepted the carrots that were being dangled in front of us after 2018. We rejected that because we appreciated that it was not the solution to our problems as a people. Zimbabwe must return to legitimacy and democracy through a credible dialogue process aimed at unlocking the crisis in our country stemming from a vicious cycle of contested elections since 2000.”

The opposition leader said the role of regional players was to help Zimbabwe help itself.

“At the end of the day, it is the commitment of national leaders that should decide the destiny of our great country. I pray and hope that Mr Mnangagwa will have the same commitment as I have to find a lasting solution to our areas of dispute. We must move away from their current denialism and ostrich mentality.

Since 2000, it has all been about the Zimbabwean crisis,” Chamisa said.

Hopeful Chamisa Says Mnangagwa’s End Of Term As SADC Defence And Security Chairman Is Good Riddance

OPPOSITION MDC Alliance (MDC-A) president Nelson Chamisa has expressed hope that the new SADC Chairperson on the Organ for Politics, Defence and Security Co-operation will take time to attend to the issues affecting Zimbabwe.

In an exclusive interview with the Zimbabwe Independent this week, Chamisa said that it would have been “expecting too much” for Mnangagwa, who was the chairperson of the Sadc Organ for Politics, Defence and Security Co-operation until this week, to have put himself on the Sadc summit agenda.

“Now that Mr Mnangagwa is no longer the chairperson of the Organ on Security and Defence, we remain hopeful that the new chairperson will consider the plight of the long suffering people of Zimbabwe and take active steps, as he is required by the Sadc Treaty and Protocols, and become seized with the fast deteriorating situation in Zimbabwe,” Chamisa said.

Despite the mounting pressure, Sadc — at its annual Heads of States and Government summit on Monday — did not include the Zimbabwean crisis on the agenda, resulting in sharp criticism by civil society organisations and a cross-section of Zimbabweans.

In fact, a communiqué issued by the Sadc secretariat at the end of the meeting extolled President Emmerson Mnangagwa’s virtues for “his sterling efforts” in ensuring peace and stability in the region and spoke of the need for Sadc member states to unite against external enemies, language synonymous with Harare’s official position.

“Although Zimbabwe was not included in the communiqué, it remains uncontested that the unfolding events in Zimbabwe were discussed. We know from past experiences that the communiqué does not often contain all matters discussed. Be that as it may, we remain convinced that Sadc plays a significant role in addressing the Zimbabwean crisis,” Chamisa said.

THE July 31 Movement has set aside August 31 for “more protests” to pile pressure on the government to end corruption, arbitrary arrests and other gross human rights violations against civilians and activists, its spokesperson Job Sikhala said yesterday.

Sikhala, who is MDC Alliance vice chair, is in hiding as police bay for his blood for allegedly inciting violence by calling for protests against the Zanu-PF government.

Speaking from his hideout, Sikhala gave President Emmerson Mnangagwa and his regime 10 days to stop all acts of alleged abductions and torture of the citizens and ensure workers are paid in a stable currency.

“Stop forthwith the on-going abductions, torture and se_xual assaults of citizens. Take immediate and full responsibility for all previous cases of abductions, torture and se_xual assaults of citizens and hold everyone involved in these cases to account in terms of national and international law,” the Zengeza West legislator said.

“Stop politically-motivated arrests of citizens forthwith, end forthwith all political trials that are before the courts and get the Zimbabwe Anti-Corruption Commission (ZACC) to arrest and charge all persons involved in massive corruption and looting of public resources and State assets.”

He added: “If Mnangagwa’s regime does not act within the specified ultimatum period, Zimbabweans will join hands on Monday August 31, 2020 to protest against its complicity and inaction.”

Sikhala said on the same day, the South African opposition Economic Freedom Fighters together with “our brothers and sisters in South Africa” will shut down the Beitbridge Border Post in solidarity with Zimbabweans “whose lives and livelihoods have been put in grave danger by Mnangagwa’s regime”.

“It is outrageous that Zimbabwe’s prisons are currently filled with prisoners of conscience, who are demanding accountability from the regime, while masters of corruption, abductors and human rights abusers roam around free,” he said.

Sikhala is on the police wanted list together with several other activities who are accused of organising the July 31 protest, which was foiled by the military and police.

Mnangagwa yesterday celebrated the failure of the July 31 push, saying it had shamed his detractors.

“I want to commend the party and the citizens in general for shunning the machinations of violence and division through the planned ill-fated July 31 insurrection.

“Following the failure, our detractors are evidently in disarray and desperate and grasping at straws to destroy confidence in our democratically-elected government. They are equally on overdrive to discredit our people-centred programmes,” the Zanu-PF leader told his party’s politburo meeting in Harare.

Minister Chiwenga’s Ministry Banks On Unproven Myth That The Hot Weather Will Ease The Covid-19 Spread

The fight against Covid-19 is set to be boosted by hot weather, though easing regulatory measures put in place to curb the spread of the virus at this stage would be detrimental, an official with the Ministry of Health and Child Care has said.

The director for Epidemiology and Disease Control Dr Portia Manangazira said hot weather was not favourable to the virus that causes Covid-19, but warned that Zimbabwe could not afford to ease its guard.

Scientists recently looked at the few small studies on the effects of the hot weather on Covid-19 and found there isn’t enough evidence to know if this is true.

Many of the largest outbreaks have been in regions where the weather is cooler, leading to speculation that the disease might begin to tail off with the arrival of summer. Many experts, however, have already cautioned against banking too much on the virus dying down over the summer.

Countries that have eased restrictions prematurely have paid a heavy price and Dr Manangazira believes these measures must stay for as long as there is no immunity to the virus.

“The warmer months will see less infections for a number of reasons — being a flu-type of virus SARS-COV-2 thrives in cold temperatures,” she said.

“In cold weather, people huddle together and tend to stay indoors and social distancing may not happen.

“Sunlight is good for general health and well-being, so a few hours out in the sun improve even lung health. However, we cannot afford to lift our guard.”

Despite operating in a difficult economic environment worsened by illegal sanctions imposed by the West, Zimbabwe’s health sector is not yet overwhelmed and to date, has recorded more than 70 percent recoveries.

The health services have identified gaps which need to be plugged, including the intensification of testing and supply of equipment to fight the virus.

The People’s Republic of China and other international partners have come in strong to support Zimbabwe’s response.

Dr Manangazira thanked international partners who have come to the country’s rescue, but noted that Zimbabwe was still lacking adequate resources to have a good chance of fighting the epidemic.

“We, however, remain with considerable gaps, especially in adequate detection, isolation, management and follow up of cases. Resources are needed to ensure the country detects all infections and manages them with minimal spread, severity and fatality.”

Dr Manangazira said some measures such as quarantining returnees may now become redundant, as local transmission intensifies, while testing each case may not add value where there are clear epidemiological linkages to confirmed cases as per surveillance (IDSR, WHO,2008) guidelines.

Meanwhile, in accordance with the AU PACT initiative, there is need to do more testing of people.

To this end, a population-based survey has been approved, while for effectiveness of the interventions there needs to be reviews and re-strategising in view of the localised epidemic, said Dr Manangazira.

African Union Suspends Mali Following Overthrow Of Govt By The Army

ADDIS ABABA. — The African Union (AU) has suspended Mali’s membership in response to the ouster by soldiers of its president and government in a coup, the AU Peace and Security Department announced on Wednesday.

“The African Union Peace and Security Council suspends Mali from the African Union until the restoration of constitutional order and demands the release of President Ibrahim Boubacar Keita, the prime minister and other government officials forcibly detained by the army,” the department tweeted.

Meanwhile, AU Commission chairperson Moussa Faki Mahamat strongly condemned the forced detention of President of Mali Ibrahim Boubacar Keita, his prime minister and other members of the Malian Government, calling for their immediate release.

Keita announced his resignation on Tuesday evening after mutinying soldiers detained him at gunpoint along with his prime minister.

On Wednesday morning, the military leaders behind the coup, a group calling themselves the National Committee for the Salvation of People (CNSP), addressed the nation promising a political transition, elections within a “reasonable time,” and a national curfew, CNN reported. — MENA.

What Happened When Children Went Back To School During The 1918 Influenza Pandemic?

This isn’t the first time leaders have struggled with deciding whether to keep schools open in a pandemic.

During the influenza pandemic in 1918, even though the world was a very different place, the discussion was just as heated.

That pandemic killed an estimated 5 million people worldwide, including 675,000 Americans, before it was all over.

While the vast majority of cities closed their schools, three opted to keep them open — New York, Chicago and New Haven, according to historians.

The decisions of health officials in those cities was based largely on the hypothesis of public health officials that students were safer and better off at school. It was, after all, the height of the Progressive Era, with its emphasis on hygiene in schools and more nurses for each student than is thinkable now.

New York had almost 1 million school children in 1918 and about 75% of them lived in tenements, in crowded, often unsanitary conditions, according to a 2010 article in Public Health Reports, the official journal of the US Surgeon General and the US Public Health Service.

“For students from the tenement districts, school offered a clean, well-ventilated environment where teachers, nurses, and doctors already practiced — and documented — thorough, routine medical inspections,” according to the Public Health Reports article.

The city was one of the hardest and earliest hit by the flu, said Dr. Howard Markel, a medical historian and director of the Center for the History of Medicine at the University of Michigan. He was a co-author of the 2010 Public Health Reports article.

“(Children) leave their often unsanitary homes for large, clean, airy school buildings, where there is always a system of inspection and examination enforced,” New York’s health commissioner at the time, Dr. Royal S. Copeland, told the New York Times after the pandemic had peaked there.

Students weren’t allowed to gather outside school and had to report to their teacher immediately, according to Copeland. Teachers checked students for any signs of the flu, and students who had symptoms were isolated.

If students had a fever, someone from the health department would take them home, and the health official would judge whether the conditions were suitable for “isolation and care,” according to Public Health Reports. If not, they were sent to a hospital.

“The health department required families of the children recovering at home to either have a family physician or use the services of a public health doctor at no charge,” the Public Health Report article said.

The argument in Chicago for leaving schools open for its 500,000 students was the same: keeping schools open would keep the children off the streets and away from infected adults, the reasoning went.

If social distancing was helpful then, it would have been made easier by the fact that absenteeism in schools soared during the pandemic, perhaps because of what one Chicago public health official called “fluphobia” among parents.

“The absentee rate was so great, it really didn’t matter” that schools were open, Markel said.

Part of Chicago’s strategy was to ensure that fresh air was circulated. School rooms were overheated during the winter so that windows could remain open at all times, according to a 1918 paper by the Chicago Department of Health.

The paper concluded that an analysis of data showed that “the decision of keeping the schools of this city open during the recent influenza epidemic was justified.”

And in New York, then Health Commissioner Copeland told the New York Times: “How much better it has been to have the children under the constant observation of qualified persons than to close the schools.”

Markel, who with other researchers pored over data and historical records in looking at the response of 43 cities to the 1918 pandemic, isn’t as convinced.

New York “didn’t do the worst, but it didn’t do the best, either,” Markel said, adding Chicago was slightly better.

Research showed that cities who implemented quarantining and isolation, school closures and bans on public gatherings fared the best, he said.

“The cities that did more than one” of these measures “did better. School closures were part of that contribution,” Markel said.

Public health experts, including Markel, are quick to point out that Covid-19 is not influenza, which was a well-known disease in 1918. There is still a lot to learn about the novel coronavirus and the disease it causes, Covid-19.

The right decision today, Markel said, is school closure.

“It’s better,” he said, “to be safe than sorry.”

Jacob Ngarivhume Set To Lead The Possible Church Based Political Party Mnangagwa Ordered For

Before June 28, 2020, few Zimbabweans had heard the name Jacob Ngarivhume.

But with a single tweet, the 42-year-old leader of the small Christian-based opposition Transform Zimbabwe party sent his political stock soaring.

“On the 31st of July I’m proposing a national demonstration. People are suffering so that (Emmerson) Mnangagwa can live out his fantasy to be a president. As a people, we need to think logically,” Ngarivhume wrote on Twitter.

A month later, just 11 days before the planned march, he would be arrested and accused of inciting Zimbabweans to carry out an unconstitutional overthrow of the government.

He has twice been denied bail before his latest freedom bid which will be decided by a magistrate on Friday.

The government deployed security services to block access to towns and cities to prevent protests from taking place. Dozens of people were arrested or abducted and tortured in a crackdown on dissent which the Zimbabwe Catholic Bishops’ Conference has described as “unprecedented”.

The demonstration may have been thwarted, but Ngarivhume’s arrest together with journalist Hopewell Chin’ono entrenched a deep sense of injustice among Zimbabweans at home and abroad, leading to a global social media hashtag #ZimbabweanLivesMatter which has focused the world’s attention on human rights abuses under Mnangagwa.

Mnangagwa’s regime has been buffeted by condemnation from the United Nations, the African Union and even the Vatican after one of his ministers dismissed Catholic bishops as evil. South African president Cyril Ramaphosa has also sent special envoys to Harare – attention which Mnangagwa distastes.

Every struggle has its heroes – and Jacob Ngarivhume’s name will now forever be associated with a citizens’ movement to free Zimbabwe from a rapacious tyrant who went back on promises to pursue democratic reforms after seizing power following a military coup that ousted despot Robert Mugabe in November 2017.

Ngarivhume was born in Chimanimani on February 20, 1978, but his polygamous father relocated the family Bikita in Masvingo province when he was still young.

He had the Christian faith drilled into him from an early age, with his parents devout members of the white-garment Johane Marange Apostolic Church.

Later, when he went to the University of Zimbabwe to pursue degree studies in Mathematics and Statistics, he joined the Apostolic Faith Mission Church where he is now a pastor.

To those who know him, Ngarivhume’s rise to prominence was a long time coming – particularly for as long as injustice and misrule exist.

“He’s a dedicated Christian who loves God and his family, and hates evil,” according to Rabson Shirichena, a member of his party.

Married to Nyashadzashe with whom he has three children – two girls and a boy – Ngarivhume is not new to political activism.

At the University of Zimbabwe, he was the branch chairman for the main opposition MDC and also a member of the student representative council.

After forming Transform Zimbabwe in 2014, Ngarivhume was arrested and accused of addressing an unsanctioned political meeting in Mkoba, Gweru. His supporters rallied outside the court as he was brought in from a police station before being granted bail.

As he left court, Ngarivhume was re-arrested with 13 of his supporters including his wife accused of disturbing public order.

In August 2014, Ngarivhume was arrested again, this time in Nyanga after attending a church service where he delivered a politically-charged sermon.

“He’s quite a brave guy and I’ve no doubt that he was prepared for the fate that has befallen him,” Shirichena said.

“He knows what it takes to oppose an oppressive system. He would now be convinced more than ever about the correctness of his fight. He has always believed that Zimbabwe’s problem is a leadership one, and that Zimbabwe will only prosper if it is led by a God-fearing leader.”

It was perhaps this quest for a Christian leader that saw him suspend his presidential campaign in 2018 as his party joined the MDC Alliance election coalition led by Nelson Chamisa, who attends the same church as Ngarivhume.

Before forming Transform Zimbabwe, Ngarivhume founded an NGO, Voice of Democracy, which was dedicated to researching and documenting incidents of political violence and how communities could protect themselves from political violence.

He also founded Prayer Network Zimbabwe, a prayer group formed with the purpose of praying for Zimbabwe.

Ngarivhume now works as a research consultant.

BUSINESSES should peg the price of their goods and services in line with the official rate as determined by the Foreign Exchange Auction Trading System so as to stabilise the economy, Treasury secretary Mr George Guvamatanga has said.

He warned that the era of black-market pricing would soon be over as monetary authorities are taking action against such malpractices. Government introduced the forex auction trading model in June with a view to improve foreign currency access and availability to importers. The model now covers small to medium enterprises and has excited participation of key industry players. The latest weekly auction has placed official exchange rate at US$1:$82

However, some sections of the private sector stand accused of abusing the facility by pricing goods and services at black market rates despite having accessed hard currency on the official markets.

“We have shown in the past that if we believe that the misbehaviour is severe we will also respond exactly in the same manner. What we are now expecting is that if you get your money at 82 (exchange rate), then price your goods at 82 and get your normal margin,” said Mr Guvamatanga, Permanent Secretary in the Ministry of Finance and Economic Development, in an interview with ZBCtv Wednesday night.

“Don’t go for a foreign exchange margin, you’re not a bank, you’re not a bureau de change.”

He said businesses such as retailers should focus on their core activities and desist from being foreign exchange traders.

“We are simply saying, go back to your core business. Price your goods and services at the auction rate because that’s where you obtained the money. We are watching, we are monitoring. We watch developments over the next two weeks but if there is no improvement . . . don’t say I didn’t warn you,” said Mr Guvamatanga.

He commended President Mnangagwa for backing Treasury in making politically difficult decisions, which are “beneficial” to the country in the long run.

“You need proper leadership to make those calls and a strong understanding of the economy to make the calls. To decide that $1,36 is not the correct price of fuel, this is not the correct price of electricity,” he said.

“And sometimes . . . as technocrats we are taking the position papers to the President, sometimes you are worried because you know the political implications of what you are taking there.

“So, when you go there and he asks you questions, and he asks a lot of questions. Sometimes he asks you questions and he says ‘go back’ then you know that you’re in trouble. But the he eventually gets convinced and says yes, that’s bold and proper leadership and for us as technocrats, that’s the support that has kept us going. That’s one major success, to make politically unpopular decisions but which in the long run are good for Zimbabwe and for the people,” said Mr Guvamatanga.

Govt Shuts Down Controversial Norton Tile Factory

THE Environmental Management Agency (EMA) has suspended the operations of Norton-based tile manufacturer, Sunny Yi Feng Tiles (Zimbabwe), after it defied an order to establish emission sampling points.

This comes after EMA noted general complacency by firms in complying with environmental regulations because of Covid-19 lockdown restrictions.

EMA spokesperson Ms Amkela Sidanke said they ordered Sunny Yi Feng to cease all technical manufacturing operations on or before August 16, 2020.

She said this followed the company’s failure to comply with an order issued on August 5, directing it to establish emission sampling points in preparation for a sampling exercise facilitated by the agency that was scheduled for August 12.

“However, on the date earmarked for the sampling exercise, the company failed to establish sampling points as had been requested by the agency and further to that, the boiler and furnace were switched off, making it technically impossible to do sampling, thus deliberately obstructing the course of justice,” Ms Sidanke said.

Outspoken Norton legislator Temba Mliswa recently lamented on the deplorable state of the US$30 million factory.

Mliswa took to Twitter showing unsavory pictures of the sanitary conditions of the factory and wrote:

“Sights from the US$30 million tile factory. When we say there is need to upgrade standards, facilities and provide a conducive working environment for the workers the blind minded, full of politics every time, say we are harassing investors. Isn’t this harassment also?”

Finance and Economic Development Secretary Mr George Guvamatanga says President Emmerson Mnangagwa has moved Zimbabwe’s economy to stability “after enduring two decades of poor governance, illegal sanctions and serious natural calamities.”

In an interview with the ZBC on Sunday, Guvamatanga hailed what he called courageous though painful steps taken by the President towards reviving the economy.

“That is one major success, to make politically unpopular decisions, which in the long run are good for Zimbabwe and for the people,” said Guvamatanga.

The self confessed very rich finance Secretary said that the fact that the decision taken by the President was difficult for the people, did not necessarily mean it was wrong.

“There is a difference between a difficult and a wrong decision,” he said. “A difficult decision and a wrong decision are different.”

Guvamatanga said President Mnangagwa’s finance and economic milestones came in the face of sanctions, drought, Cyclone Idai and now Covid-19, and without international support.

“If you look at what was thrown at us over the past two years as a new Government and where we are today and the stability that we have, you will not find it easy to believe it. Shops are full, people are trading,” he said.

“If you compare what is happening now with what used to happen in the past you will realise that this is the most stable economy we have seen over the past 10 years.”

Guvamatanga said under the stewardship of President Mnangagwa trade balances have improved, as the country is now exporting more than it is importing.

“The country is now manufacturing more, as evidenced by the shops that are now full with local products.”

The fiscal balance was achieved faster than what we thought, said Guvamatanga.

Government has reduced spending that is channelled to salaries from 96 percent to 50 percent of its tax income.

Mr Guvamatanga said economic business sense dictates that you pay the true value for products and services you get.

“We do not have fuel fields here for you to buy fuel at 13 cents, which was not being paid for. We are paying for it now. We are paying for everything you are consuming now and everything that you consumed and paid the wrong price for in the past decade.”

Mr Guvamatanga also noted during the interview that in the past, people were used to consuming things they were not paying for.

The finance secretary, who was happy to have cleared most of the debts, said: “Sometimes if you consume things you are not paying for, then you do not know their value and you will price them incorrectly. If you give electricity for free, so it would be cheap, you run out of power since power stations break down, new ones are not built and foreign suppliers will not deliver unless they are paid.’’

Mr Guvamatanga said electricity supplies had been stabilised by ensuring that there is efficient and proper management of Zesa, including making sure that people pay market related tariffs even for fuel.

This, he said, required proper and bold leadership to make such calls and a strong understanding of the economy to make appropriate decisions.

Shopping in Zimbawe gets more expensive each day.

The cost of living for a family of six rose by 9% to ZWL$14,256.98 from the June levels due to an uptick in prices on the depreciation of the local currency against the United States dollar.

At the end of June, a family of six required ZWL$13,026.17.

The rise in the cost of living comes at a time the government in July foiled planned demonstrations against the skyrocketing prices and rising corruption.

In a bid to try to cushion civil servants from rampant inflation, the government in June hiked civil servants’ and pensioners’ salaries by 50% and also cushioned them with US$75 and US$30 respectively in allowances. The Consumer Council of Zimbabwe (CCZ) told Business Times that the recent increase in fuel prices could have a negative impact on foodstuff prices.

“The cost of living for the low-income earner’s monthly basket for a family of six increased by 9% to ZWL$14,256.98 by end of July from ZWL$13 026.17 by end of June, indicating a ZWL$1,230.81 increase,” CCZ said.

“The food basket has increased by 12% to ZWL$10,581 by the end of July from ZWL$9,422 by the end of June. “As CCZ we attribute the increase of family basket to constant changes of parallel market rates, increase in fuel prices, and limited supply of some products.”

The consumer watchdog body said the coronavirus lockdown and its related restrictions on the movement of consumers and suppliers contributed to a further deterioration of the country’s production and to deepen the already severe food shortage, negative impact on increased food imports and transportation costs.

Public Servants Association president Cecilia Alexander told Business Times that surging coronavirus cases has stalled remunerations negotiations.

“We haven’t proceeded the way we wanted with negotiations due to the fact that very few people are coming to work due to surging coronavirus cases. Therefore, our demands which we have tabled are yet to be addressed with the Labour ministry,” Alexander said.

The development comes at a time when the country is experiencing the worst inflationary situation since dollarisation in 2009 as the local currency continues to plunge against the United States dollar.

The parallel market exchange rate currentlystands at 1:100 against the official rate at 1:83. The economy is currently experiencing subdued production across all economic sectors including Zimbabwe’s major economic drivers which are gold and tobacco, leaving a situation whereby the country is using elusive forex to import most goods.

Despite the ravaging high cost of living, most local companies have failed to keep up with high inflation standing at 765.67%.

Zimbabwe Congress of Trade Union president Peter Mutasa said that figure is actually an understatement and showed that the bulk of the workforce was now classified as working poor. “Workers are earning less than 25% of the consumer basket as most workers cannot secure basic goods for the family,” Mutasa said.

Multichoice launched a slew of devices and services including its Explora Ultra decoder that is now joined by DStv Streama, an internet-enabled set-top box that allows anyone to access DStv without the need for a satellite dish on top of support third-party apps and services like YouTube.

Accessing DStv will be through the newly launched DStv app that allows one to watch everything DStv over the top without the need for a satellite dish. All one requires is an active subscription and internet to start streaming. Supported apps besides DStv include Mulitchoice’s own Showmax, YouTube, Joox, and other yet to be mentioned services.

However, subscriptions to these services will be separate from that of DStv. Also, customers will require a DStv account to use the Streama, though, no active DStv subscription is required.

The DStv Streama runs on the RDK platform and supports internet connections via WiFi and an ethernet cable. The RDK platform is an operator-tier platform for broadband, TV, and IoT devices designed and operated by a collective of TV operators.

The DStv Streama is capable of handling 4K content but the availability of this content is subject to services one is subscribed on top of having a 4K enabled TV set. It should be noted that none of Multichoice’s owned services support 4K, maybe something might change with the newly launched OTT DStv Service.

Details on pricing and availability of the Streama remain unknown as well.

July Moyo Defends Move To Name Byo’s Busiest Street After Emmerson Mnangagwa

LOCAL Government and Public Works Minister July Moyo has filed papers in response to an application by Bulawayo residents who are challenging Government’s decision to rename some of the city’s street names as contained in Statutory Instrument 167/20.

In terms of SI 167/20, Minister Moyo announced a number of street name changes in the country’s major cities, a development that saw a number of the nation’s heroes both living and dead being honoured.

However, Bulawayo Progressive Residents Association (BPRA) through their lawyers Job Sibanda and Associates, approached the High Court in Bulawayo challenging Minister Moyo’s approval of street name changes as contained in S1 167/20 under Names (Alterations) (Amendment of Schedule) Notice. They cited Minister Moyo and Bulawayo City Council (BCC) as respondents.

The SI, in its preamble, states that in exercising his powers under section 4(1) of the Alteration of Names Act (Chapter10:14) (hereinafter called “the enabling Act”) Minister Moyo issued a notice altering the names of certain street names by amending Part VII of the Act by the repeal of certain names of roads and substituting them with those in the amended schedule.

The residents want the court to declare SI 167/20 and the resultant renaming of the streets in Bulawayo, a nullity, arguing it was in violation of some provisions of the Urban Councils Act. Minister Moyo, through the Civil Division in the Attorney General’s Office, filed a notice of opposition at the Bulawayo High Court challenging the application.

In his opposing affidavit, Minister Moyo argued that proper procedures and consultations were done before the implementation of renaming of streets as per Cabinet directive.

“The Cabinet at its 41th meeting discussed the issue of change of streets names within various local authorities countrywide. Section 4(2) of the Names Alteration Act provided that the Minister shall not alter the name of any public building, road or street except after consultation with the person in whom the ownership or control of the building, road or street is vested,” he said.

Minister Moyo said his ministry, in a letter dated January 14, 2020, wrote to all local authorities affected with the proposed name changes consulting on the changes and requested their submissions.

“On March 9, 2020, my ministry responded to the second respondent (BCC)’s submissions and highlighted that their comments would be presented to Cabinet committee on name change of streets, which is chaired by Vice-President Kembo Mohadi. The second respondent was further advised that the implementation as per the Cabinet directive would be done hence the promulgation of Statutory Instrument 167/20,” he said.

“It is therefore not correct to allege that the procedures of the enabling Act were not followed. The necessary consultations were done with the council. Wherefore, I pray that the application be dismissed with costs.”

BPRA said some of the proposed name changes related to the streets that have been altered in terms of SI 167/20 despite council having made its own name proposals.

BPRA executive chairperson, Mr Ambrose Sibindi said Minister Moyo ignored the council proposals and came up with a list of names different from what was forwarded to him by BCC.

“BCC, not too long ago, and exercising its prerogative in terms of section 212 of the Urban Councils Act, brought the matter up for debate in council following proper consideration of the issue by the relevant committee to rename the streets. The names were forwarded to Government but they have been altered in terms of SI 167/20,” he said.

Mr Sibindi said the Minister’s actions by issuing the notice altering the names of the identified streets in Bulawayo is an illegality which the court should nullify.

“The first respondent (Minister Moyo)’s attempt to alter the names of the concerned streets runs afoul the very law that allows him to alter such names,” he said.

He argued that Minister Moyo did not consider the provisions of section 4 (2) of the enabling Act before coming up with a raft of names imposed on BCC and the residents of Bulawayo.

Mr Sibindi said section 4(2) of the enabling Act, prohibits Minister Moyo from altering any names in terms of subsection (1) unless he has consulted the owner of the land where the alteration is to take place.

BPRA wants the court to set aside S1 167/20, arguing that it is in violation of section 4(2) of the Alteration of Names Act.

In terms of SI 167/20, Sixth Avenue Extension has been renamed Emmerson Dambudzo Mnangagwa Way in honour of the President.

Other major roads that have been renamed include; 12th Avenue, which is now Joseph Msika Avenue, Collenbrander Avenue is now Lookout Masuku Avenue, 9th Avenue is Simon Vengai Muzenda Avenue and 4th Avenue through to 7th Street up to King George is Landa John Nkomo Road.

Connaught Avenue is now Cephas Cele Avenue, 5th Avenue has been renamed Maria Msika Avenue, 10th Avenue is now Nikita Mangena Avenue and 3rd Avenue is now Naison Khutshwekhaya Ndlovu Avenue.

Fife Street through to Bellevue Road up to Plumtree Road is now Benjamin Burombo Street, 23rd Avenue is Jairos Jiri Avenue and Victoria Falls Road has been renamed Mosi-Oa-Tunya Road and 11th Avenue is now Daniel Madzimbamuto Avenue.

Cecil Avenue continuing up to Wellington Road is now Albert Nxele Road, Fife Street and Queens Road is now Queen Lozikeyi Street and 1st Avenue is now Lazarus Nkala Avenue.

Other roads renamed are Doncaster Road which is now Sikanjaya Muntanga Road and 13th Avenue to include Antony Taylor Avenue is now George Nyandoro Avenue.

Police Arrest 1200 People For Curfew Violation In One Night

Police arrested 1 232 people countrywide on Wednesday for violating national lockdown regulations, amid concern over the high numbers of people who continue to break the curfew, especially motorists who are seen driving around late at night.

Of the 1 232 arrested, 181 had violated the Road Traffic Act, 20 for operating businesses without exemption documents, 625 for unnecessary movements, 213 for not wearing masks, while 187 were for other miscellaneous offences.

National police spokesperson, Assistant Commissioner Paul Nyathi, said they will remain firm on the ground and will continue to arrest anyone caught breaking the law.

“We have noted that there are still some movements during the night,” he said.

“People should take note of the curfew order that was made. The 8pm to 6am curfew should be strictly observed.”

Some private vehicles are seen driven around night, while some people frequent beerhalls and shebeens.

Asst Comm Nyathi said social distancing was not being observed by many people, with others not properly wearing masks, if at all.

Since March 30 when Zimbabwe got into lockdown, 145 802 people have been arrested countrywide for violating lockdown regulations, with almost all of them paying admission of guilt fines, although more serious offenders went to court.

“Police and other security services are, however, deployed to ensure that all the safety measures are complied with,” said Asst-Comm Nyathi. “They will remain firm on the ground and continue manning roadblocks until there is sanity.

“We have, however, also noted that some criminals are moving around during the night, taking advantage of the current situation. Let them be warned that they will be arrested and face the full wrath of the law.”

On Tuesday, curfew hours were cut to between 8pm and 6am, while business hours were restored to between 8am and 4:30pm to ease the plight of the public and lower the risk of Covid-19 infections by cutting crowding.

At the same time, returning residents can go home as soon as they have a negative PCR test and promise to self-quarantine for 21 days.

Businesses and their customers had been complaining that the restriction of operating hours for exempted businesses and the retail end of many essential services had resulted in crowding outside the business premises.

Industrial businesses in non-essential areas also needed more time to meet orders.

Public transport drivers are now required to be tested regularly and legal buses and commuters omnibuses will get dedicated lanes to expedite their passage.

A faction of City Of Harare councillors aligning themselves to the leadership of Dr Thokozani Khupe in the ongoing MDC leadership wrangle are behind the ouster of those opposed to her ascendancy as the interim MDC leader following a Supreme Court ruling earlier this year.

Leading the group in the recall of MDC Alliance councillors including mayor Herbert Gomba is Finance Committee Chairman Clr Lovemore Mukunguma who is positioning himself to take over as the Mayor of the capital city.

“So if Dr Khupe says Clr Mukunguma go and lead at Town House I will do that. But as of now I haven’t discussed that with her and I believe she is overwhelmed with preparations for the ordinary congress” Mukunguma told state media in an interview.

Mukunguma and his Collegues have also been reported by sources within the Chambers to have been behind the recent arrest of mayor Gomba. He is on $10 000 bail after he was arrested on abuse of office charges.

Gomba confirmed the bad blood amongst the councillors claiming a witch-hunt in the MDC meant to strip him off his ceremonial role and robes.

“I know some have been writing false stories on social media to tarnish my image and some are going to the police to create fake abuse charges just to fight me,” he said.

Charges against Gomba arose last year when he allegedly connived with his accomplices and altered an approved layout plan belonging to Youth in Business Housing Trust.

In doing so, Gomba and his accomplices allegedly converted State land to council land and allocated it to Taringana Housing Scheme, with the same plan number that was allocated to Youths in Business Trust.

Meanwhile, the MDC-T Secretary General Douglas Mwonzora has justified his party’s recalling of mayor Gomba and five councillors claiming that the party is dealing with “errant” officials failing to respect the party’s leadership.

Mwonzora claims that the grounds for recall are that the MDC-A list, on which the six were elected, was a composite of the allocated nominations of the eight parties that went into the electoral alliance with the deal being that the constituent parties would retain their identity and control.

In a letter addressed to Local Government and Public Works Minister July Moyo, MDC-T secretary-general Mr Douglas Mwonzora said the party wanted to recall Councillors Gomba, Lovemore Makuwerere, Hammy Madzingira, Costa Mande, Kudzai Kadzombe, Happymore Gotora and Gilbert Hadebe.

“We hereby notify your office in terms of section 278 of the Constitution, we hereby declare that the following councillors have ceased to belong to the Movement of Democratic Change,” read the letter in part.

The recall of the six councillors comes after four other councillors — Denford Ngadziore (Ward 16), Girisoti Mandere (Ward 44), Jaison Kautsa (Ward 37) and Tonderai Chakeredza (Ward 31) — were relieved of their duties last month.

Mwonzora said in terms of the agreement, that the MDC-T signed with seven other political parties ahead of the 2018 polls, known as the Composite Political Agreement, member parties retained their individual identities and they also chose their own candidates under each party quotas.

“Our party was the party to which these councillors belonged at the time of the 2018 elections. By operation of the Supreme Court of Zimbabwe judgment in SC56/20, a copy of which I attached hereto, I am the current secretary-general and as such I have authority to make this correspondence,” he said.

Since the Supreme Court ruled in a civil suit brought by others in the MDC-T that Mr Nelson Chamisa grabbed power outside the MDC-T’s own internal rules, the 2014 leadership that resumed temporary control has been having senators, MPs and councillors recalled.

The MDC-A has argued that it was a party at the time of the 2018 elections, but the High Court has ruled that it was just an electoral alliance and that the underlying parties remain in control of the public office holders

Top Lawyers From England and Wales Call On The Zim Court To Revoke Judgement Against Beatrice Mtetwa

The Bar Council of England and Wales and the Bar Human Rights Committee of England and Wales have ordered Harare Regional Magistrate Ngoni Nduna’s to reverse his ruling to bar renowned human rights lawyer Beatrice Mtetwa to stand down from representing her client, journalist Hopewell Chin’ono.

In a statement, the two committees called upon Magistrate Nduna to immediately allow Mtetwa to do her lawful duties undisturbed.

Bar Council and BHRC statement on the Zimbabwean Magistrate’s ruling against Beatrice Mtetwa

The Bar Council of England and Wales (“The Bar Council”) and the Bar Human Rights Committee of England and Wales (“BHRC”) condemn the Zimbabwean Magistrate’s ruling on 18 August 2020 against Beatrice Mtetwa, a renowned human rights lawyer.

We urgently call upon Magistrate Nduna – the ruling Magistrate in the case – to immediately revoke the judgment and we also urge the Zimbabwean authorities to ensure full compliance with their duties under the United Nations Basic Principles on the Role of Lawyers.

In ordering Beatrice Mtetwa to stand down from representing her client, an investigative journalist who had reported on ministerial corruption, and calling upon the Prosecutor-General of Zimbabwe to consider investigating Beatrice Mtetwa for contempt of court, Magistrate Nduna is unduly interfering with and preventing Beatrice Mtetwa from carrying out her professional duty as a lawyer.

The ruling against Beatrice Mtetwa seems to form part of a wider pattern of harassment and intimidation attempts by the Zimbabwean authorities against Beatrice Mtetwa for simply doing her job.

The Bar Council and BHRC would like to remind the Zimbabwean government of their duties under the United Nations Basic Principles on the Role of Lawyers.

In particular, Principle 16 places a duty on states to ensure that lawyers are able to perform their professional functions without “intimidation, hindrance, harassment or improper interference” nor threat of prosecution or other sanctions.

In addition, we would like to emphasise Principle 2 of the United Nations Basic Principles of the Independence of the Judiciary, which states that “The judiciary shall decide matters before them impartially, on the basis of facts and in accordance with the law, without any restrictions, improper influences, inducements, pressures, threats or interferences, direct or indirect, from any quarter or for any reason.”

The Bar Council and BHRC take very seriously any interference with the ordinary work of lawyers around the world and we are committed to speaking out in situations where lawyers are being arbitrarily prevented from carrying out their work and upholding the rule of law and access to justice.

MDC Alliance Secretary General, Charlton Hwende, has dismissed the recall of Harare Mayor and five councillors by MDC-T Secretary General Douglas Mwonzora and his President Thokozani Khupe.

In a series of tweets on his official Twitter page, Mwonzora dismissed the recall indicating that it does not have a legal standing as the MDC-T Supreme Court ruling guiding them has since lapsed.

The recall of our Mayor today by Mwonzora and Khupe is further proof that these two are pawns of Emmerson Mnangagwa. Previously they were purporting to implement a Supreme Court judgement which has since expired on the 31st of July. They are now only recalling our councillors because of ED.

There is no court order or judgement which is valid, their attempt to seek an urgent court hearing to extend their deadline to have an MDC-T extra-ordinary Congress was turned down. They failed to implement the Supreme Court judgement because it was moot.

They failed to have a National Standing Committee meeting because 8 members of the remaining 11 of the 2014 structures are now with Nelson Chamisa and they don’t want to associate with a Zanu-PF Project they are with the people.

They also failed to have a National Executive Meeting because out of the remaining 65 members 54 are with Chamisa they can’t have a quorum because the rest of the NEC Members don’t want to associate with a Zanu-PF project and work with Mnangagwa runners.

They also failed to have a meeting of the National Council Meeting because out of the 135 remaining National Councillors only 18 are with the Zanu-PF Project and with Mwonzora and Khupe group. They just don’t have people and havana vanhu vane Zanu chete.

Even if they get a 10-year extension they will never have a quorum to have the extraordinary Congress because they only have 10% of the Delegates the rest are with Chamisa and MDC Alliance. That’s why they need Mnangagwa and State institutions to survive.

As a political party that has members across the country we consulted our structures and now we have been given direction. We are now in the process of implementing what our members directed us to implement. The party is owned by the members they give direction.

Chiwenga Speaks To Farmers Calling On Nurses To End Their Strike

STRIKING health workers should return to work and save lives while Government addresses their grievances, Vice President Constantino Chiwenga, who is the Health and Child Care Minister has said.

He made the call while addressing farmers at the launch of the Climate-Proofed Presidential Inputs Programme at Nyabvuti Farm in Guruve.

He said Government was aware of the challenges being faced by workers in the health sector and pleaded for patience as authorities were working on issues affecting them.

“We are working hard to improve our health delivery system at ward, village, district, province up to referral institutions. We are strengthening our system so that people can access medication easily.

“Our health workers are on strike. We are encouraging them to return to work so we that we can save lives. While we are aware of their grievances, they should also consider saving lives. We are not blind to your issues. We are working hard to assist, but you should also consider lives of patients,” he said.

The Vice President pleaded with nurses to be patient as authorities find solutions to their problems.

“While we are addressing your grievances, we cannot expect a solution overnight. These challenges have been accumulating over a long period and will also take a little bit of time to be addressed.

“We are one family, one people and we need to unite and help each other. We have launched the Pfumvudza programme, which is aimed at boosting agricultural productivity. But people cannot work if they are not in good health,” he said.

He also took the opportunity to encourage farmers to follow the Covid-19 lockdown regulations to prevent the spread of the infection. Mashonaland Central has 71 Covid-19 cases and two deaths and those in the province needed to adhere to the health regulations.

“We are fighting an invisible enemy. This disease does not discriminate. The best is for us to protect ourselves through social distancing, sanitising hands and also seeking medical attention early if we fall sick,” he said.

Mashonaland Central Minister of State for Provincial Affairs and Devolution, Monica Mavhunga urged people to limit movements as that could lead to the spread of the disease.

“We now have 71 cases of Covid-19. Let us follow the regulations laid down by Government. This disease is real,” she said.

The MDC Alliance Vice President Professor Welshman Ncube says that the opposition party is still waiting for the return of South African President Cyril Ramaphosa’s envoys to return to Zimbabwe to meet with the opposition party and other stakeholders.

Ncube said the envoys are still very much needed in the country as the human rights crisis in the country effected by goverment is on the rise.

Kaizer Chiefs Coach Speaks On Billiat Form

JOHANNESBURG — Kaizer Chiefs coach Ernst Middendorp has conceded that star forward Khama Billiat, has not been at his best this season but refused to be critical of the Zimbabwean star.

Billiat has come under scrutiny from Chiefs supporters for having scored just one goal in 19 appearances for the club in 2019/20.

Tragedy As “Drunk” Fisherman Drowns While Showcasing Swimming Skills To Colleagues

A FISHERMAN allegedly drowned in the Zambezi River in Msuna area on Wednesday after he jumped out of a canoe trying to show his colleagues that he could swim at a time he is believed to have been drunk.

Police have identified the deceased who drowned at around 6AM on Wednesday as Recent Dube (35) of Makwa village under Chief Whange.

Dube went to the Zambezi River in the company of his friends Mr Kelvin Nyoni (28) also from Makwa as well as Mr Luckson Tshabalala (35) of Matetsi village in neighbouring Chief Shana area.

The three allegedly used a canoe to cross to the Zambian side of the Zambezi River where they were camped for fishing from August 6 until Wednesday when they canoed back to the Zimbabwean side before the tragic incident occurred.

Matabeleland North police spokesperson Chief Inspector Siphiwe Makonese confirmed Dube’s death.

“I can confirm that we received a report about a man who drowned in the Zambezi River.

On 19 August at around 6am Recent Dube and his two friends canoed back to the Zimbabwean side. As they were about to reach the river bank, Dube under the influence of alcohol, tried to demonstrate to his friends how to swim. He jumped into the water and he however drowned,” said Chief Insp Makonese.
She did not state whether Dube’s colleagues were also drunk.

Mr Nyoni informed a Neighbourhood Watch Committee member Mr Lazarus Nyoni in Chezya village who mobilized villagers to search for the body.

The search team retrieved the body and a report was made to the police who attended the scene.

Hwange magistrate Ms Barbara Phiri waived postmortem as no foul play was suspected.

The Hwange Covid-19 Rapid Response Team was expected to conduct Covid-19 tests on the body yesterday in line with health protocols.-Chronicle

Residents Sue July Moyo For Renaming Streets

LOCAL Government and Public Works Minister July Moyo has filed papers in response to an application by Bulawayo residents who are challenging Government’s decision to rename some of the city’s street names as contained in Statutory Instrument 167/20.

In terms of SI 167/20, Minister Moyo announced a number of street name changes in the country’s major cities, a development that saw a number of the nation’s heroes both living and dead being honoured.

However, Bulawayo Progressive Residents Association (BPRA) through their lawyers Job Sibanda and Associates, approached the High Court in Bulawayo challenging Minister Moyo’s approval of street name changes as contained in S1 167/20 under Names (Alterations) (Amendment of Schedule) Notice.

They cited Minister Moyo and Bulawayo City Council (BCC) as respondents.

The SI, in its preamble, states that in exercising his powers under section 4(1) of the Alteration of Names Act (Chapter10:14) (hereinafter called “the enabling Act”) Minister Moyo issued a notice altering the names of certain street names by amending Part VII of the Act by the repeal of certain names of roads and substituting them with those in the amended schedule.

The residents want the court to declare SI 167/20 and the resultant renaming of the streets in Bulawayo, a nullity, arguing it was in violation of some provisions of the Urban Councils Act.

Minister Moyo, through the Civil Division in the Attorney General’s Office, filed a notice of opposition at the Bulawayo High Court challenging the application.

In his opposing affidavit, Minister Moyo argued that proper procedures and consultations were done before the implementation of renaming of streets as per Cabinet directive.

“The Cabinet at its 41th meeting discussed the issue of change of streets names within various local authorities countrywide.

Section 4(2) of the Names Alteration Act provided that the Minister shall not alter the name of any public building, road or street except after consultation with the person in whom the ownership or control of the building, road or street is vested,” he said.-Chronicle

By Dr Masimba Masimba | Social media has gone crazy attacking Monica Mutsvangwa for the response she made to the unprovoked letter by the Catholic Bishops. The two letters went viral with Monica’s letter taken in a very bad taste by the usual anti Zimbabwean activists and their supporters.

Who is Monica Mutsvangwa?

Monica Mutsvangwa is a Zimbabwean politician, Minister of Information and member of the Zimbabwe African National Union-Patriotic Front (ZANU PF) since she was 15. She is a very lovely lady married to Christopher Mutsvangwa and is a mother of four. Being a mother shows her motherly instincts and her love for the family life. Like all mothers Monica Mutsvangwa loves peace and this explains the reason why she was horrified by the letter from the Bishops

Unlike what haters said in abusing Monica through Social Media Mrs Mutsvangwa is not dull. She holds a Degree in Marketing from the (City University in New York in the United States of America USA in 1990) she holds a further Masters Degree in Business Administration (Baruch College in USA 2005)
After the country attained its independence in 1980 from white minority rule, Mutsvangwa worked as a diplomat in Windhoek (Namibia), Brussels (Australia) and New York (USA).On 16 March 2012, she was appointed as the Deputy Minister of Labour and Social Welfare, assuming the position left by Tracy Mutinhiri. At this time Mutsvangwa was the senetor for Mutare.
Mutsvangwa is receiving personal attacks on her person by people who pretend to love Zimbabwe.

In her response Mrs Mutsvangwa responded not in her personal capacity. She mentioned more than twenty times that the letter was from the Government of Zimbabwe. Mutsvangwa is not the Government of Zimbabwe and attacking her personally is idiotic and vindictive.
Looking at the letter she read on behalf of the government there was no tribal tone at all.
It is a shame that we have a section of the lazy tribalists who raise a tribal card each time they run out of facts.

 

It should be noted now that the issue of Gukurahundi is never one sided. It was beyond tribes. It is narrow minded for any one to connect any complaint about any person to a region or a tribe the person belongs to. It is sad that those who wish bad for Zimbabwe always try to fix Zimbabweans against Zimbabweans. It is baffling that some people saw tribalism in the response which was perfectly appropriate.
Firstly the Bishops were very wrong. We do agree that the church has a very important role to play in national governance. The church plays a role of an advisor and guide. It prays for the nation and the government fully aware that governments are appointed by God himself. So if the Bishops agrees with that narrative they should see where their fault was in their misguided letter.

If the Bishops were meant to counsel the government and offer guidance why did they not send a team to visit the president or government at large and rebuke them guide them and counsel them. Why publishing their letter first was their target the public or government? Was it playing to the gallery. If it was playing to the gallery it back fired very bad. When they received a response they cried foul.

 

As spiritual fathers they knew better how to communicate a rebuke. It was in their best interest to engage Zimbabwean government privately then issue a statement after the meeting. Why would an experienced church leadership counsel a government publicly. This shows that there was a person they were pleasing. They were trying to prove to their handlers that they are working.

 

 

In all this talk about Crisis in Zimbabwe one must understand that Zimbabwe has a multi party democracy. We have opposition parties none of them even one has issued a statement that there is a crisis in Zimbabwe. We all know Chamisa loves the press if there was a crisis he would have called a press conference by now. The fact that all the opposition are quiet means that there is no crisis. So would the church one church only see the crisis. Why does the church take the position of an opposition party? Why would the church find itself to have a God given right to rebuke but it does not need to be corrected.

 

The Bishops have so many Skeletons hidden in their cupboards. In America and England they have been exposed some of them have been imprisoned for sexual abuse of small boys some of them have Children all over.

 

It is common knowledge that priests who have skeletons about to come out will become political activists so that if they are confronted they raise the victimisation card.

 

It is not a secret that priests bishops and man of the Cloths have had hidden interests in politics. We had Bishop Muzorewa Rev Sithole Rev Chakwera of Malawi Bishop D Tutu. So there is nothing wrong with challenging Bishops to take off the rob and descend in the political arena.

 

 

Now attacking Mutsvangwa for standing by a principle is evil and disgusting. Those getting pleasure in attacking her must rethink.

It is a shame that we still have people who are tribal happy. Monica Mutsvangwa is a nationalist and she stands above tribalism.

 

As Zimbabweans lets unite despite our political differences we need to come together as a nation. We must not allow a Bishop to separate us. We are a God fearing country our prayers must go straight to God not through a Bishop.

We must not be spiritually intimidated God is for us all.

What then shall we say to these things. If God be for us who will be against us? Romans 8v31. And Paul said. In all these things we are more than conquerors. Romans 8v 37.

Teachers, Government Clash Over Public Examinations. ..

The Progressive Teachers Union Zimbabwe (PTUZ) has warned the government against going ahead with plans for students to sit for the November and December public examinations this year when learners are not adequately prepared.

PTUZ president Takavafira Zhou the majority of learners are not ready for the exams since they are not able to access the government’s radio and television lessons and online learning material.

Said Zhou:
It is noteworthy that schools closed on March 24, 2020, and since then the so-called government radio and television lessons failed to take off.

Only teachers’ class and subject WhatsApp groups have been operative albeit with restrictions as data bundles are expensive and several parents and students also have no smartphones that can access WhatsApp.

Zhou said for exams to proceed, the government should put in place measures to protect educators and learners from contracting coronavirus.

He added:
It is our humble professional view that students need three months of intensive learning before writing examinations.

We certainly don’t see how the government would procure, let alone place in 10 000 schools Covid-19 abatement equipment (testing kits, thermometers, sanitisers and other PPE) and test millions of students and 136 000 teachers and 50 000 ancillary staff in order to ensure the opening of schools soon and writing of examinations in November-Daily News

16 Murdered Within Seven Days…

SIXTEEN people were murdered within a week countrywide and police have since expressed concern over the use of weapons following misunderstandings.

The murder cases were recorded between August 13 and 19 with infidelity and drunkenness contributing to most of the cases.

In one of the incidents, a man from Tsholotsho killed his father for reprimanding him during a funeral wake after he scolded mourners.

The accused is alleged to have struck his father with a three-legged fire stand leading to his death.

In Mutare, another man accused his father of cheating on his mother before killing him.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday said the increase in murder cases was worrying.

“The Zimbabwe Republic Police (ZRP) notes with concern the upsurge in murder cases during the period extending from 13 to 19 August 2020 where 16 cases were recorded countrywide. It is disturbing that some no longer value the sanctity of life,” said Asst Comm Nyathi.

“During this national lockdown period unnecessary gatherings should be shunned and some of these murders are occurring during illegal beer drinking sprees.

Infidelity has also contributed to the number of recorded murder cases for the period under review.”

He said the public should seek counselling services as opposed to taking matters into their hands.

“The ZRP urges members of the public not to take the law into their own hands.

Members of the public are encouraged to find amicable ways of resolving their differences whenever they fail to find common ground.

Traditional leaders, the church, close family members and counselling experts should assist parties in finding common ground whenever there is dispute.

The police are also available to assist families in resolving difference,” said Asst Comm Nyathi.

He said two women aged 19 and 22 were also killed in matters relating to infidelity.

The 19-year-old teenager from Kadoma was killed for accommodating a man who wanted to meet her killer’s girlfriend in her room while the 22-year-old woman from Dema was killed by her boyfriend following a dispute over an unknown matter.

In Harare, a 21-year-old man who was found near a tuck-shop was accused of being a thief before he was killed.-Chronicle
