Prosecutor General Not Yet Done With Mnangagwa’s Latest Challenger.

State Media|Prosecutor-General Mr Kumbirai Hodzi has filed an interdict pendente lite (pending litigation) at the High Court seeking to bar former Cabinet minister Saviour Kasukuwere from dealing with or disposing of his Nyanga property pending a Supreme Court ruling.

Kasukuwere, who is currently on self exile has been declared by those around him as the next President of the country at the 2023 elections.

In the application, the PG said the High Court’s decision to release the property was grossly irregular.

He added that Kasukuwere did not have locus standi in judicio (the right to bring an action, to be heard in court, or to address the court on a matter before it) until he had purged his contempt.

The magistrate who presided over the matter, Mr Hosea Mujaya, the clerk of Harare magistrates court and the Registrar of Deeds are cited as respondents.

On October 9, 2019, the High Court ordered the immediate release of Kasukuwere’s property, Lot 4 of Subdivision D Manchester in the District of Mutare, Zimbabwe, registered under title deed 8010/2003, to the State.

The High Court decision follows Kasukuwere’s High Court application for release of the property after it was forfeited to the State.

The property was forfeited to State because of his non-appearance for his criminal abuse of office case at the magistrates’ court on the grounds that he was receiving medical attention in South Africa.

“The applicant has applied for leave to appeal against the High Court’s decision in the Supreme Court under case number SC550/ 19 and the application is pending,” read the application.

The PG insisted that Kasukuwere was likely to dispose of the property now that the title deeds have been returned to him.

“Respondent has shown that he is ready to deal with the property and may possibly dispose of it.”

The application for review is already set down for hearing, he said.

“Pending the finalisation of the application under SC5550/ 19, the applicant seeks to preserve the property since he has strong prospects of success under SC550/ 19.

“The applicant seeks an urgent intervention of the court to interdict Kasukuwere from dealing with the property or disposing of it pending the resolution of the dispute.”

“Should the application not be dealt with now the applicant may not be able to have recourse to the property as it will be difficult for him to retain the property as recognisance in the event that he succeeds in his appeal.”

The application for review is already set down for hearing, he said.

“The question of whether Kasukuwere was in contempt of court was raised and the judge a quo ruled that since charges have been quashed the issue did not arise,” read the application.

“The decision by the judge a quo to proceed to determine the matter in such circumstances was grossly irregular. The fact that the applicant’s charges were quashed does not purge his contempt and fugitive status.”

Doctors Ordered To Return To Work Within 48 Hours

The Labour Court has declared the 40-day industrial action by doctors unlawful and ordered them to return to work within 48 hours.


This comes after the Health Services Board (HSB) had taken the Zimbabwe Hospital Doctors Association (ZHDA) to the Labour Court to show cause why the collective job action should not be terminated.


Justice Rogers Manyangadze, sitting with Justice Lawrence Murasi, declared the strike unlawful and ordered the job action to be terminated forthwith. No disciplinary action will be taken against the doctors.


“Members of the respondent who participated in the said collective job action be and are hereby ordered to report for duty within 48 hours from the date of this order and the applicant shall be entitled to take disciplinary action against members of the respondent who fail or neglect to comply with this order.”

Some ZANU PF members have taken to social media to call for a cabinet reshuffle that will see Finance and Economic Development Minister Mthuli Ncube and Youth Minister Kirsty Coventry being reshuffled as they are accused of being incompetent.

Former Zimbabwe Youth Council Director Livingstone Dzikira said, “There is an urgent need for a Cabinet Reshuffle, Mthuli Ncube the Finance Minister has proven to be a complete disaster.”

Dzikira’s statements were echoed by ZANU PF activist Emmanuel Sunduza who added that Kirsty Coventry should be removed also.

Aspiring ZANU PF Harare DCC Zone 3 Secretary for Disability and Disadvantaged Rowdy Gift Mabhaudi said, “I was just assessing her (Coventry) just now and listening to her speak, I really need to understand like Westlife What makes a man…”

Another former ZANU PF Youth leader Tongai Kasukuwere said the whole cabinet failed but people were afraid to mention other names because they were scared of them.

Mnangagwa’s cabinet was celebrated by all and sundry when it was first announced with people saying he has appointed a team of technocrats. 
The so called  technocrats who made it into cabinet were Professor Mthuli Ncube (finance and economic development), former Olympic champion Kirsty Coventry (youth, sport, arts and recreation), Obadiah Moyo (health and child care) and Winston Chitando (mines and mining development).

ZUPCO “Adopts” Kombis

Government has opened the Zimbabwe United Passenger Company (Zupco) franchise to commuter omnibus operators in a move likely to increase convenience for urban commuters.


Officials from Zupco and a few transport operators yesterday penned a deal which will see the implementation of a pilot operation.


The new deal comes as the transport utility is being revived by the Government as part of measures to build a safe and reliable transport system in the country.


Speaking after commissioning a second batch of 47 Zupco buses recently, President Mnangagwa said Government was working tirelessly to fulfil its promise of bringing in 1 500 buses by end of the programme.


By late afternoon yesterday, kombis with Zupco stickers were ferrying passengers at popular ranks in Harare’s central business district at a cost of $2.


On average, kombis charge $4.
Zupco acting chief executive officer Mr Evaristo Madangwa confirmed the development to The Herald, saying the move was inspired by the plight of commuters.


“People were struggling to move from one point to the other and we decided to cast our net wider, this time including kombis in our system.
“We will be slowly growing our capacity as time moves. If people see a kombi with a ZUPCO sticker, they should pay the same amount they would have paid on a bus,” Mr Madangwa said.


Asked on the sustainability of the project, Mr Madangwa said: “In January when we introduced buses people said it is not sustainable but here we are.


“We have a working model and we will continue to improve it to ensure people have transport all the time.”

I Will Not Extend Stay At Arsenal :Ceballos

LONDON. – On-loan Arsenal midfielder Dani Ceballos has dismissed the possibility of extending his stay at the Emirates, saying he is determined to fight for a place at Spanish football giants Real Madrid next season.


Ceballos joined Los Blancos on a six-year deal from Real Betis for 18 million euros in the summer of 2017, however, he struggled to tie down a regular spot in his first two seasons at the Bernabeu.

The midfielder, who can play in a variety of positions, started just four games during his debut campaign in Madrid before earning a further 13 starting appearances in 2018-19.

With his chances set to be limited again this season, Ceballos took it upon himself to secure a loan move away from the Spanish giants. Shiri Calls For Objective Distribution Of Inputs But Is He Sincere?

Lands, Agriculture, Water, Climate and Rural Resettlement Minister Perrance Shiri has called for the distribution of inputs to all deserving people regardless of political affiliation.

Speaking during the launch of the traditional seeds input programme at Marymount in Rushinga District last week, Minister Shiri said everyone has a responsibility to ensure food security, hence the need for equitable and fair distribution of inputs.

“As Zimbabweans, we should unite in ensuring food security and success of the growing of traditional seeds.

Everyone should benefit regardless of political affiliation. Last year, we failed to realise a good harvest because of poor rains due to climate change.

Having realised that climate change is wreaking havoc, we set down with experts you advised us to revert to traditional crops like millet, rapoko and sorghum.

These crops are drought resistant and farmers are guaranteed of a harvest even when drought strikes,” said Minister Shiri.

He said it was everyone’s responsibility to ensure that Zimbabwe regains its breadbasket status.

“We are currently importing maize from Tanzania and South Africa.

Zambia said we should sign an agreement with them for them to produce maize for us annually and we should not forget that we used to feed Zambia.

So it is not possible for us to be fed by other nations when we have the capacity to produce our own food. Food security should start at household levels and that is why we are rolling out these inputs distribution programmes. As farmers, you should also ensure that you also invest in your ventures.

A final year nursing student at Mpilo Central Hospital in Bulawayo allegedly stole an assortment of medical instruments including 200 surgical blades and 46 syringes worth $230, a magistrate heard yesterday.

Bulawayo magistrate Mrs Ulukile Mlea-Ndlovu heard this when Kwanele Mazolo (31), whose address was not given, appeared before her facing theft charges.

Mazolo, a third year student, was remanded out of custody to October 22 on $200 bail.

Prosecuting, Mr Mufaro Mageza said last Saturday at around 7:55PM, the accused person allegedly stole 200 surgical blades and 46 syringes belonging to Mpilo Central Hospital and shoved them into an opaque plastic bag.

“The accused person took a black plastic bag and put 200 surgical blades and 46 syringes that she had stolen at Mpilo Central Hospital,” he said.

A syringe is a medical device that is used to inject fluid into or withdraw it from the body while surgical blades or scalpels are used for cutting skin and tissue during surgical procedures.

The court heard that on leaving the hospital building, Mazolo was searched by a security guard manning the premises as part of the routine security procedures leading to the discovery of the stolen medical tools.

On being quizzed, Mazolo failed to give a satisfactory answer and she was apprehended.

“The accused person was apprehended after she was searched and found in possession of the stolen equipment which she failed to account for,” said Mr Mageza.

A report was made to the police leading to the arrest of the accused person.Credit- state media

Drama As Two Women Steal Mobile Phones At Funeral

TWO women from Bulawayo have been sentenced to nine months in prison for stealing cellphones during a burial at Luveve cemetery.


Nolwazi Dube (18) and Minenhle Mare (25) from Pumula suburb stole a Samsung J6 belonging to Ms Talent Ndiweni (26) and Ms Thembo Hlalaphi’s (26) Samsung J2 both valued at $3 500.


Dube and Mare pleaded guilty to two counts of theft before Western Commonage magistrate Ms Tancy Dube.


The magistrate sentenced Dube to six months in prison before suspending three months. She suspended another three months on condition that Dube performs 105 hours of community service at Pumula Police Station.


Ms Dube also sentenced Mare to an effective three months in prison.
The State, represented by Mr Tapiwa Solani, said the two women stole the cellphones last week on Thursday at around 11AM.


“The accused persons were given a Samsung J2 cellphone by Ms Hlalaphi for safe keeping while she was busy with burial. After the burial the accused persons sold the phone,” he said.


On count two on the same day, Dube and Mare hatched a plan to steal a cellphone from Ms Ndiweni.
“The accused persons pretended to be asking for time from the complainant before snatching her Samsung J6, and ran away,” Mr Solani said.


Ms Hlalaphi testified that when she gave Dube and Mare her cellphone, they used it to record the proceedings.
She said Dube is her niece.


“I was burying a relative and I handed over my phone to my niece who was taking a funeral video. By the time I was placing flowers on the grave, the accused persons were nowhere to be found. They sold my phone without my consent,” she said.
The total value of stolen cellphones was $ 3 500 and nothing was recovered.State media

S*x Starved Woman Scalds Hubby With Hot Water

Hell hath no fury like a woman scorned! A woman from Sizinda in Bulawayo scalded her husband with hot water for cheating on her and refusing to have sex with her.


The lady identified as Patience Zulu, who interestingly already has a little bun in the oven, is said to have inflicted pain on her husband, Thabo Ncube, with boiling water on the face and private parts while he was asleep.


The unsuspecting Ncube, who had come home late that particular day, reportedly suffered severe burns on the face and minor injuries on his jewels.


Consequently, he was rushed to Mpilo Central Hospital leading to Zulu’s arrest.


Appearing before Western Commonage magistrate Stephen Ndlovu, she pleaded guilty to a physical abuse charge.


“Your Worship, since I fell pregnant my husband has not had sex with me. What angered me most is that I always see used condoms in his pockets when washing his clothes. When I request for my conjugal rights he always says he is tired,” she said.


She added: “Last week on Tuesday, I got angry after he came home late, as a result we had an argument. I had to scald him with hot water while he was asleep. It was not my intention to injure him but I just wanted to inflict pain on him.”


It would seem Zulu still has a soft spot for her wounded better half.
“I beg for your forgiveness, I was angry and I still love my husband,” she further told the court.


Magistrate Ndlovu warned and cautioned her.
Recently, a Bulawayo woman scalded her husband with hot water, peeling off his skin in a fit of rage for reportedly failing to pick her up from church.


Davies Chitagu had an altercation with his wife, Alice Chigwida, over why he had come home late and failed to pick her up from St Mary’s Cathedral.


Chigwida is said to have waited for Chitagu to fall asleep before boiling water and pouring it all over his body.State media

Bosso’s Dutch Mentor Bemoans Lack Of Discipline In Camp

HIGHLANDERS coach, Hendrik Pieter de Jongh, believes there are good quality players in his side and the country as a whole but what lacks is discipline, a strong mentality and the correct attitude.


The Dutch gaffer signed a four-month performance based contract with Highlanders FC last month, with a clause that states that he has to win at least 70 percent of the matches that he will be in charge of. Since taking over the reins at Bosso, the coach is yet to lose a match winning two and drawing one in all competitions.

Nurses, Doctors Deserve Respect

Chamisa released a statement after visiting Parirenyatwa Group of Hospitals and Harare Hospital yesterday.

“Today( yesterday) I visited public hospitals for a first hand account and prayed with the sick.

The situation is dire.Many are dying. Health institutions falling.Our doctors and nurses must be saluted and paid well for being caring and patriotic under difficult circumstances,” said Chamisa.

UZ Vice Chancellor Speaks After Humiliation Over Doctors’ Suspension

The University of Zimbabwe recently suspended and later reinstated two senior consultants from the College of Health Sciences in what observers labelled a “circus”.

The two consultants, well- known paediatric surgeon Mr Bothwell Mbuvayesango and cadiac specialist Dr David Chimuka, were accused of breaching their UZ contract of employment resulting in the initial action taken by the university against the two. Mr Mbuwayesango was suspended without pay and benefits pending investigations while Dr Chimuka’s contract was terminated, moves that irked fellow lecturers from the medical school resulting in them indicating their intention to collectively withdraw labour, demanding reinstatement of the two. Senior Health Reporter Paidamoyo Chipunza (PC) interviewed UZ Vice Chancellor Professor Paul Mapfumo (PM) on this and other issues.

PC: Prof Mapfumo, the UZ reinstated two senior consultants it had suspended for barely 24 hours. Can you shed more light on circumstances surrounding the two decisions?

PM: Yes, it is true, that is what happened. But the initial decision was part of our internal monitoring of how our staff discharge their duties. So if we pick up things that require our action to correct them, we then take such action and in this case, we thought there was a breach related to how the doctors were fulfilling their contractual obligations with the university. I am, however, not at liberty to discuss this supposed breach in public because it has to do with someone’s contract but it’s really issues to do with whether they compromise the deliverables that we expect in their discharge of duty.

PC: So what then came out to the public is that these two doctors were accused of inciting mass job demonstrations in the health sector. What is the university’s policy regarding involvement or implication of its staff in such actions?

PM: Putting that into context, UZ lecturers are not on strike, so we expect them to deliver their duties normally. I want to decouple what is happening in the broader health sector and what the UZ consultants are expected to do. They can offer their services elsewhere in private practice, in public hospitals but that is a different contract they can have. They should not compromise their core obligation in terms of contract to deliver what UZ expects from them.

PC: Having said that, further accusations against UZ are that you then victimised these two for their involvement in a contract that does not involve the university. How do you respond?

PM: We want to decouple that and say the “power action”, as it came out in the media, was not about victimisation. There was no victimisation. Yes, we are a university and we also have to watch what is happening in the country and that is how we get involved to also help on how we solve some of the key challenges facing the nation, so we cannot also disassociate ourselves from what is happening but the point on decoupling is really on contractual obligations.

We are not saying we are penalising a member because they did whatever elsewhere, we are saying don’t compromise the delivery of services in the university on the basis of what is happening elsewhere when you have a duty here. More so when here we are not in quarrel.

PC: If that was your position, why then did you reinstate the two barely 24 hours from suspension and termination of contract. Can one say your initial decision was ill informed?

PM: No, it wasn’t ill informed. Following their suspension, the Zimbabwe Medical Association (ZiMA) requested for dialogue, which we then had on Wednesday. They made their submissions and I also had my submissions and our position as a university was to say we do not want this connectivity because your contract is different with the contract you might be having elsewhere.

ZiMA also argued that the medical field was interconnected at the same time they were also revealing to us information that they thought we didn’t have, which could help in our determination. We also looked at the implications of our decision considering the atmosphere and our role is really not to add fuel to what is happening but to help in finding solutions to those problems. So we did not take away the fact that UZ correctly followed its due processes but we then became conscious of the wider environmental issues.

PC: Others believe the way things unfolded in those two days was more of a circus, how do you respond?

PM: It might look so but it’s not. Remember part of what we have to do as a university is to be responsive and dynamic to what is happening on the ground. Yes, UZ absorbs that pressure and those kind of perceptions from the public but I honestly applied my mind to all the decisions. We are here to make decisions.

Yes, there could be variations to a decision but I was not there to demonstrate that I can fire them, no, that wasn’t about that because we were not fighting anyone and the fact that there was a mediator, we also had to open up to their concerns and that is exactly what we then did. In fact, the reversal was culmination of a huge process that started early in the morning before 8am until 8pm. So no, it wasn’t a circus but it was actually a result of deliberations that had taken place the whole day.

PC: So following those deliberations, can one safely say no interruption of lessons then occurred as had been hinted before by lecturers from the medical school?

PM: I haven’t heard anything to the contrary of what we discussed with ZiMA, the whole Department of Surgery and the two concerned senior consultants. I want to believe lessons are proceeding as usual.

PC: Let us talk about junior doctors. At some point there were propositions that they should be treated as students since they will still be on internship. How far have those discussions gone according to your knowledge?

PM: The university signs off junior doctors after completion of their five years. This is when they are then transferred to the Ministry of Health and Child Care from the Ministry of Higher and Tertiary Education. So the two ministries are still discussing on when this handover-takeover should happen but we are also looking at our internal regulations as a university.

PC: So, who funds the education of junior doctors because some of the perceptions out there are that doctors’ studies are funded by taxpayers’ money?

PM: I would say it’s a mixture really because the system that is there is that they are still students, even when they are being hosted in another ministry where they are then paid salaries from the taxpayers’ money. So they are removed from a place where they are paying school fees to where they are actually being paid in the last part of their training, which is why the two ministries are talking.

PC: Talking of school fees payment, how has been the uptake of the recently introduced student grants for financially disadvantaged students?

PM: We are still working on the modalities on how to channel them before we assess the uptake. We have other institutions that have come to offer loans before. so we know uptake has been low because of certain things. So we are working on the framework of giving out these loans so that uptake is high while ensuring that it remains a revolving fund. So as UZ, students have not yet started accessing the loans.

PC: On other issues, what is the update regarding the UZ’s industrial park?

PM: We are accelerating establishment of the industrial park with the thrust that we want to have more and more focus in building capacities to produce. We have developed modules that will look at critical areas such pharmaceuticals, electronic equipment, food processing, engineering and value addition of agricultural products. Those that excel in concerned faculties will then go to the industrial park for further development of their innovations. We are hoping to start advertising for those programmes in February 2020 for possible enrolment in August in line with the Education 5.0 model.

PC: As we conclude our discussion, you might want to talk about some of the challenges the university is facing in its day-to-day operations?

PM: The current economic situation has not spared the university. We are faced with rising costs of almost everything yet we have not increased our tuition fees, making it difficult to cope. We are, however, trying to ensure that our agro side of the industrial park increases productivity and that has helped us to a greater extent.

Issues of water availability have also been of concern to the university. We do not have council water, we rely on borehole water but because the water table has gone down everywhere, we are also beginning to feel the pinch. So we are trying to draw water from our industrial park, which is a distance of about 10 kilometres to the campus reservoir. We, therefore, appeal to the corporate world to assist us in making this dream possible. Herald

Farai Dziva|Norman Mapeza has revealed why he joined Chippa United.

He said taking the job was just a new challenge he wanted to explore.

The Zimbabwean gaffer was recently appointed the new head coach of the struggling ABSA Premiership side on a three-year contract.

He took over from Duran Francis, becoming the club’s third different coach this season.

The 47-year-old who left FC Platinum in September had declared that he was taking a break until the end of the year but made a u-turn and accepted the offer to move to South Africa.

According to TimesLive, Mapeza said his decision to join Chippa was pushed by the desire to grow.

“For me, the Chippa job is a challenge that I wanted to experience,” he said.

“You know as coaches and as footballers, we will always look to go somewhere. I was a footballer before, and my wish was to go and play my football in Europe‚” he said.

“If you look at good coaches‚ for you to grow you need opportunities like this.

“I will give you an example. If [Mamelodi Sundowns coach] Pitso Mosimane goes today and gets an offer to go and coach Aston Villa‚ I don’t think he will say no because it is a new challenge for him and that is what he wishes for as a coach. As coaches, our wish is to grow.”

As Transform Zimbabwe political party, we acknowledge the role of the church in changing and transforming our nation, pre and post Independence.

The church has a pivotal role in the politics of the nation and even in the bible, they gave guidance to the Kings and Queens of the time.

Our nation has grossly suffered from dibilitating economic challenges, fragmented society, lawlessness and intense polarization. The political, social and economic situation is continuing to deteriorate and surely, a Transitional government is the way for our nation to recover. The electioneering mode in Zimbabwe refuses to die down because for a very long time now, we have not had conclusive elections. Zanu Pf has always found ways to manipulate the outcomes. The courts have equally not assisted, with the supreme court failing to conclude the previous election.

As Transform Zimbabwe, we applaud the church for at least coming up with a practical solution in solving the political, social and economic crisis our nation is facing. The current electoral system has failed to usher change and transformation into our country. In this kind of situation, elections won’t yield any positive results up and until we have revived the genuine ethics and values of politics. Our politics has been so toxic that they are suffocating the people of Zimbabwe. So it’s time as nation, we prioritize national interest above political interests. We need to revive our country, put food on the table for the general population, genuinely engage in electoral reforms before we go to another general election. As Transform Zimbabwe political party, we acknowledge the role of the church in changing and transforming our nation, pre and post Independence.

The church has a pivotal role in the politics of the nation and even in the bible, they gave guidance to the Kings and Queens of the time.

Our nation has grossly suffered from dibilitating economic challenges, fragmented society, lawlessness and intense polarization. The political, social and economic situation is continuing to deteriorate and surely, a Transitional government is the way for our nation to recover. The electioneering mode in Zimbabwe refuses to die down because for a very long time now, we have not had conclusive elections. Zanu Pf has always found ways to manipulate the outcomes. The courts have equally not assisted, with the supreme court failing to conclude the previous election.

As Transform Zimbabwe, we applaud the church for at least coming up with a practical solution in solving the political, social and economic crisis our nation is facing. The current electoral system has failed to usher change and transformation into our country. In this kind of situation, elections won’t yield any positive results up and until we have revived the genuine ethics and values of politics. Our politics has been so toxic that they are suffocating the people of Zimbabwe. So it’s time as nation, we prioritize national interest above political interests. We need to revive our country, put food on the table for the general population, genuinely engage in electoral reforms before we go to another general election. BREAKING: 6 Injured As Another Train Derails

Six people were injured and have been rushed to a nearby clinic while several others sustained minor scratches after a Bulawayo bound passenger train derailed in the Dorset area of Shurugwi this evening.

National Railways of Zimbabwe (NRZ) spokesperson Mr Nyasha Maravanyika confirmed the mishap. He said the passenger train was coming from Chikwalakwala Border Post when the incident occurred around 6pm.

“The six who were injured have been taken to the nearby Dorset Clinic where their conditions are being monitored. Investigations into the cause of derailment are still underway. We will avail more information soon,” he said.- state media

13 Register For Mr Ugly

By A Correspondent- The man adjudged to be the foulest-looking at Mr Ugly Zimbabwe will this year walk away with a cow for that feat as the competition, which was not held last year, makes a return this month.

The much-loved pageant taking place at the City Sports Bar in Harare on October 23 will be held under the theme ‘‘Let’s celebrate the beauty in ugliness’’. Musician Mbeu and his Mhodzi Tribe band are set to provide entertainment.

Event organiser, David “Apama” Machowa said: “A beast will be the first prize for the ugliest person and it’ll be up to the winner to choose whether they want to walk away with it or be given money instead.”

Apama said so far, 13 contestants have registered to participate. 

“Thirteen contestants meticulously chosen from Bulawayo, Masvingo and Kariba among other cities and towns have confirmed participation. Judging from the contestants this year, it’ll be challenging to come up with the ugliest person as competition is stiff,” he said.

The unique Mr Ugly Zimbabwe ‘‘beauty’’ pageant started in Beitbridge in 2009 and has gained popularity since. In 2012, the organisers made it a national event. At the first national competition in 2012, there were just five competitors, but the figure went up to 36 in 2015.

There was controversy following the 2015 contest when crowd favourite and reigning champion William Masvinu claimed that the winner Mison Sere was “too handsome” to win since his ugliness wasn’t natural as it was based on missing teeth.

Now, there are plans to develop the pageant to have a Mr Ugly Africa and Mr Ugly World pageants.

ZIMNAT LIFE Risks Lawsuit

ZIMNAT LIFE is risking a possible lawsuit in pursuit of the diaspora dollar over data protection breaches and gross misrepresentations to Diaspora Funeral Cash Plan (DFCP) clients of their role in the delivery of the bespoke cover.

It is well known in the diaspora community that DFCP is also underwritten by Madison Life of Zambia and is available to diaspora Zambians worldwide. DFCP which is now re-insured by the world’s biggest reinsurer, Munich Re, is set for exponential growth and global expansion starting with key African diaspora markets. 

DFCP is globally trademarked and was developed and is wholly owned by Diaspora Insurance, who are the Intellectual Property (IP) owners.

In 2011, Diaspora Insurance approached Zimnat Life to underwrite their now household name Diaspora Funeral Cash Plan for the Zimbabwean diaspora market. The role of Zimnat in the whole relationship was just to underwrite the product and issue policy documents.

Speaking today, Diaspora Insurance Chief Executive Officer Jeff Madzingo said ‘…an inference that Zimnat Life has interest in the DFCP brand beyond underwriting is outright mischief and scandalous. Their deceit is motivated by the greed and we instructed our lawyers to take on Zimnat Life over the issue of misrepresentation and breach of data protection contract.’ 

‘For the record, Zimnat Life was in 2012 offered an opportunity to buy exclusive underwriting (for Zimbabweans worldwide) and/or shareholding when DFCP started and needed resources to capacitate for growth but Zimnat Life lacked the vision to take up the offer… So for all these years, Zimnat Life was enjoying free lunch literally..’ he added. ‘Zimnat life has not invested a single penny in the business nor have acquired a single client. They do not even know how all the DFCP clients were acquired,’ said Mr Madzingo. 

Diaspora Insurance relationships with underwriters are governed by some Service Level Agreements and Data Protection Agreements which is why for years their underwriters do not directly interface with or contact their clients. Such arrangements are not uncommon, especially in the first world.

After respecting the data protection rules for years Zimnat Life decided to breach the agreements and started bombarding DFCP clients directly when Diaspora Insurance started offering DFCP through more secure international insurer/reinsurer. “In all this discourse, the client is principal and our motivation to switch underwriters was informed by the need to treat our customers fairly and making sure their hard- 

earned money buys them long-term protection with guaranteed benefits underwritten in the world’s leading financial capitals,’ said Dr Sibert Mandega, executive director of Diaspora Insurance. ‘Our philosophy is to guarantee our clients’ peace of mind by constantly reviewing the risks carried by our business partners and the economic environment they operate in and make strategic changes to our business in the best interest of our clients,’ he explained. 

The Diaspora Insurance executive director said the new Reserve Bank of Zimbabwe policy banning the multicurrency use, prevailing hyperinflationary environment and other inside info factors influenced their decision to disengage Zimnat Life as it would be impossible for their clients to derive expected benefits on a long-term insurance product like DFCP. 

Documents in our possession show that on May 24 2018, the United Kingdom-based, Diaspora Insurance entered into an Information Processing Agreement with ZIMNAT under which the underwriters agreed not to contact DFCP policyholders directly. 

Mandega added: ‘..but we were surprised to learn that they have been bombarding clients with emails and phone calls distressing them with all sorts of unfounded falsehoods…’ 

In another article published on 4 October 2019 by The Herald, ZIMNAT misrepresented the actual position on the matter after claiming that Diaspora Insurance had been an appointed agent of ZIMNAT Life Assurance for the DFCP. It was not clear how Destiny Finance Ltd could have been appointed an agent on their own brand and IP. It further claimed that it had been granted permission to ring-fence the facility. 

“The Government has been unequivocally supportive of diaspora-related products. Circular 13 of 2019 from IPEC dealing with the authority to offer selected insurance policies in foreign currency, coming after the gazetting of Statutory Instrument 142 of 2019, gives provisions to this effect,” ZIMNAT was quoted by The Herald. 

When this reporter reviewed the referred Circular 13 they could not find any collaborative information to the effect that Zimnat was given permission to ring-fence on any policies. In reality, Section 3 specifies that only the following insurances could be issued in foreign currency; international travel insurance, motor in transit, customs bond, bank cash and safari operations insurance. The Circular 13 clearly stipulates RBZ rules when it comes to flow of premiums and claims which should go through normal banking system. 

Contacted for comment and challenged to produce tangible evidence proving ownership status of DFCP and also to confirm who their claimed international reinsurer was, Zimnat group PR and Marketing Executive, Angela Mpala declined to comment beyond the statement published in The Herald.

Man Pleads With The Court For Protection Against Girlfriend Of 1 Week

By A Correspondent- A Bulawayo man has pleaded with the courts to grant him a protection order against his former girlfriend of one week who subjects him to assaults and insults whenever they meet.

Davison Ngirazi of Njube suburb is fed up of his ex-girlfriend, Khanyiso Ndlovu and he told the court he has had enough from his former lover.

“She always follows me wherever I am and throws stones at me. She also insults me using vulgar language,” said Ngirazi.

What seems to pain Ngirazi more is that at a time he has found love elsewhere, Ndlovu is not willing to give up.

“We fell in love for a period of a week and then separated. I am now in love with someone else. The respondent is now disturbing our affair as she makes unnecessary calls at midnight.  She is just forcing me to fall in love with her again but I have moved on and I don’t want anything to do with her. May the court assist me so that the respondent stays away from me. I don’t want to see her near me. I wish to live in peace,” said Ngirazi.

Responding to Ngirazi’s accusations, Ndlovu said he was just a heartless man.

“I have understood everything Ngirazi said but all I can say is that he is so insensitive. He did not tell me that he was in a relationship so he was just using me,” she said.

Western Commonage magistrate Urgent Vundla ordered Ndlovu to refrain from emotionally and physically abusing Ngirazi.

Ecocash Agents At It Again

By A Correspondent- Ecocash agents in the central business district are demanding 150% for cash out, ZimEye can reveal.

A snap survey in the city centre revealed that the agents who operate outside Eat n Lick along First street in Harare are demanding one to part with $25 for one to cash out $10.

Others are however charging between 30 to 60 percent asking one to part with between $13 to $16 for one to get $10 coins.

Said one disgruntled woman only identified as Faina:

“I don’t know why they opened the Ecocash platform again because these agents are thieves. They should have just closed the platform for good and avail cash in the banks.”

Added another man who also could not stomach the latest development:

“This is just too much. How can i give the ecocash agent more than what i am getting? Where are they getting the money to steal from us like this? Government should act unless they are part of these stealing agents.”

Several people who also spoke to ZimEye called on government to just make cash available as a way of dealing with the ecocash agents.

Added one woman identified as Shylet:

“Citizens must just team up and boycott ecocash. if they continue doing what they are doing, we will end up beating them up and take the law into our own hands because it seems the police are failing to reign them in. This is daylight robbery.”

“Mnangagwa’s Concept For Dialogue Is Wide”; Says Charamba

By A Correspondent- Presidential spokesperson George Charamba said Mnangagwa was sincere in his invitation for dialogue with the opposition, among other stakeholders, but warned that organising violent protests could blight the prospects for dialogue to discuss the economic crisis gripping the country.

Said Charamba:

“President Mnangagwa’s concept for dialogue is wider. Soon after elections he asked for dialogue,” Charamba said.

“What Zanu-PF and this government will not countenance is someone who asks for dialogue while pointing a gun at the head of the government. And metaphorically the gun in this sense is queuing hooligans on the streets to terrorise and destroy property and cause mayhem.”

He said the onus was upon MDC leader Nelson Chamisa to formally engage Mnangagwa on the need for dialogue, while spelling out issues that needed to be thrashed out at the negotiating table.

“The first interlocutor for dialogue would have been Chamisa. For the first time we saw ED referring to Chamisa by his first name. So now Chamisa is now ripe for dialogue. For now he (Chamisa) is really pushing for it,” Charamba said.

“He is the one who has the issues, so he must tell us about those issues. He is the one who is feeling discomfort so he is the one who has to tell us about why he wants us to dialogue.”

Many modelling competitions lead to contracts with premier agencies that will take you all over the world. 

With some walking practice and a fresh hairstyle the ultimate goal for those who take to the ramp, is to rock the runway in no time, leading to some valuable  prize monies and gold statuette. 

However, this was not the case at the Miss Curvy modelling show at the National University of Science and Technology (Nust) last Saturday as the top three ladies who flaunted their assets to show their fuller figure with so much aplomb were given FLOWERS as their prizes. 

It was an event where Ellain Ncube (Nust) was crowned the Queen with Ntando Khumalo (Bulawayo Polytechnic) and Hazel Ncube ( Bulawayo Polytechnic) respectively coming out  as the first and second princesses. 

The trio was reportedly set to respectively pocket US$500, US$250 and US$125 at the amateur pageant that was organised by Democratic Alliance agency where curvy girls from various local colleges and universities take part. 

While Vusa Ngwenya who was part of the organisers of the show was continuously not available for a comment, the first princesses, did not mince her words. 

“We haven’t been rewarded with anything yet. We have not even heard a single word from the organisers after receiving flowers on the day of the event,” said Khumalo who last year was the second princess at the same modelling competition. 

The 2019 edition of the modelling show was marred by crowd trouble as people tried to get into the venue for free.

Woman Scalds Hubby For Denying Her Sex

By A Correspondent- A woman from Sizinda in Bulawayo scalded her husband with hot water for cheating on her and refusing to have sex with her.

The lady identified as Patience Zulu, who interestingly already has a little bun in the oven, is said to have inflicted pain on her husband, Thabo Ncube, with boiling water on the face and private parts while he was asleep.

The unsuspecting Ncube, who had come home late that particular day, reportedly suffered severe burns on the face and minor injuries on his jewels.

Consequently, he was rushed to Mpilo Central Hospital leading to Zulu’s arrest.

Appearing before Western Commonage magistrate Stephen Ndlovu, she pleaded guilty to a physical abuse charge.

“Your Worship, since I fell pregnant my husband has not had sex with me. What angered me most  is that I always see used condoms in his pockets  when washing his clothes. When I request for my conjugal rights he always says he is tired,” she said.

She added: “Last week on Tuesday, I got  angry  after he came home late, as a result we had an argument. I had to scald him with hot water while he was asleep. It was not my intention to injure him  but I just wanted to  inflict pain on him.” 

It would seem Zulu still has a soft spot for her wounded better half.

“I beg for your forgiveness, I was angry and I still love my husband,” she further told the court.

Magistrate Ndlovu warned and cautioned her.

Recently, a Bulawayo woman scalded her  husband with hot water, peeling off his skin in a fit of rage for reportedly failing to pick her up from church.

Davies Chitagu had an altercation with his wife, Alice Chigwida, over why he had come home late and failed to pick her up from St Mary’s Cathedral.

Chigwida is said to have waited for Chitagu to fall asleep before boiling water and pouring it all over his body.

CAMERA In Door To Door Devolution Campaign In Chitungwiza, Seke

The Chitungwiza and Manyame Rural Residents Association (CAMERA) is in the process of conducting door to door devolution implementation campaigns in Chitungwiza and Seke rural.

The purpose of this campaign is to afford citizens a platform to share, converse and develop a common position around the implementation of devolution as provided for under chapter 14 of the Constitution of Zimbabwe.

A door to door campaign of this nature was held in Chitungwiza’s ward 13 on the 8th of October 2019. A set of questions is being used in reaching out to the citizenry in gathering their views and aspirations on the envisaged scope and framework through which devolution should be implemented in line with the supreme law of the country. Some of the questions being discussed during these door to door campaigns include the following:

a)      How can citizen participation in governance processes be enhanced through devolution implementation?

b)      What formula should be used in the allocation of resources to lower tiers of government?

c)      What form of powers should be given to citizens in the devolution of governmental powers and responsibilities?

d)     To what extent should local authorities be independent so as to improve service delivery?

e)      What should be the roles of provincial and metropolitan councils in a devolved set up?

f)       What should be the new role of central government, especially the Ministry of Local Government, Public Works and National Housing in the implementation of devolution?

CAMERA calls upon interested stakeholders, especially general citizens, to actively participate in determining a framework through which devolution can be implemented in Zimbabwe.

This call is aimed at improving service delivery through enhancing social accountability and facilitating the creation of a development-oriented devolved state. 

Instant Wealth For Villagers, As Mutare Urban Expands

By A Correspondent- The rapid expansion of Mutare into nearby rural communities has not only disrupted communal life but also created instant wealth for villagers as owners are selling huge tracts of land for urban residential development with the blessings of rural district councils.

Families that have big plots in Dora and Zimunya areas are earning more as private land developers stampede to have their signatures and acquire land for resale to prospective home-seekers.

However, while a few are pocketing thousands of dollars, the bulk of the villagers who have small pieces of land are feeling the brunt of this growth because their source of livelihood which was hinged on crop farming and animal husbandry has been badly affected.

Houses have been built on pastures while maize fields are now shopping malls.

Demand for land is high in the eastern border city and the housing waiting list has since surpassed the 100 000 mark.

With the new master plan yet to be approved by Government which will enable the city to expand towards Riverside, Arda Transau, Penhalonga and Zimunya, Mutare has run out of land.

This has prompted private land developers to buy land from villagers through rural district councils and develop them for resale to the urban folk who desperately want land nearby.

On average a stand covering 300 square metres is being sold for anything above US$8 000 or the equivalent using the interbank rate.

Mutare Town Clerk Mr Joshua Maligwa said the city was expanding quickly and land owners in adjacent rural communities were realizing huge profits.

He said council was not actively involved in the current expansion drive because the city’s master plan which is meant to guide on how the local authority would develop towards the villages is yet to be approved.

“What is happening at the moment is that private land developers are buying land from farm owners and villagers through rural district councils and develop the same in accordance with urban council standards,” he said.

“We have some developers who are seeking the technical expertise of Mutare City Council in designing the new settlements but we have some who are doing things their way which is usually divorced from our expectations. Since the city is growing in the direction they are building these settlements it means that the new locations will be swallowed into our plans in the near future so everything must be done through us.

“If the new settlements are built contrary to the expectations of the urban local authority it will be difficult for Mutare City to incorporate them as they are because they will be failing in terms of standards. When the master plan gets approval, council will acquire land and expand. Some of the land is State land while some belong to private owners,” he said.

A communal farmer from Dora Dombo Mrs Kutenda, who declined to give her first name, said her life has been badly affected by the expanding urban settlements.

“I have since sold most of my livestock because I don’t have anywhere to take them for grazing. We used to do farming here at Manyandure Farm but as you can see there are houses all over. My plot is too small. I can’t sell it. Life has become expensive for me because our new urban neighbours are competing with us to buy everything here.

“Prices of livestock even chickens have gone up because our new neighbours are offering more. What is left for us is to look for jobs and compete with these people. We are no longer villagers. If we don’t change and match the new set up our lives will be unbearable here,” she said.

Deforestation is rampant as the new stand owners cut down trees for firewood, creating an ecosystem imbalance that had been kept in check for years by villagers.

Some of the villagers are subdividing their pieces of land to urban dwellers looking for space to do poultry, piggery and green house projects.

Illegal Gold Panners Vanish With AK47

 By A Correspondent- A ranger with the Zimbabwe National Parks and Wildlife Management Authority lost his AK47 with 15 rounds of ammunition to illegal gold panners in Chimanimani under as yet unclear circumstances on Tuesday this week.

The ranger, William Kamanga (35) is battling for life at Mutambara Mission Hospital in Chimanimani East after the illegal panners hit him on the head with a machete as they were wrestling with him.

The incident happened in an area managed by the Zimbabwe National Parks and Wildlife Management.

“The information we are getting is that Kamanga had arrested an illegal gold panner Liberty Musweweshiri. Kamanga was reportedly in the company of another parks ranger David Tinago when the incident happened. The arrested illegal panner is said to have wrestled with Kamanga before seven other illegal panners joined the fight,” a source told The Manica Post.

The AK47 gun discharged two rounds of ammunition as they were wrestling.

“The illegal panners managed to disarm Kamanga and disappeared with the AK47 gun which had 15 rounds of ammunition. But before they disappeared they hit Kamanga twice on the head with a machete. He was rushed to Mutambara Mission Hospital where he is receiving treatment,” added the source.

Musweweshiri is suspected to have fled to Musanditevera — a no man’s land area in Chimanimani between the Zimbabwean and Mozambican border.

“It is still a mystery how the illegal panners successfully disarmed a ranger with a loaded AK47. We suspect the rangers connived with the illegal panners and a misunderstanding could have led to what happened in this instance,” said the source.

Chimanimani is very rich in gold. It also has diamonds and is a tourist attraction because of its scenic mountains.

Illegal panners have besieged the Chimanimani mountains in search of gold for sometime now causing serious environmental damage.

No immediate comment could be obtained from the Zimbabwe National Parks and Wildlife Management Authority spokesperson Mr Tinashe Farawo. National police spokesperson Assistant Commissioner Paul Nyathi confirmed the development yesterday.

“We are investigating a case of robbery of a firearm from a Zimparks official in Chimanimani. It is alleged the incident occurred after the officer and his colleague arrested a suspect who wanted to influence the official to allow him extract gold illegally. After being arrested a group of seven illegal panners came and wrestled with the officer. They took away the rifle (AK47),” he said.

Mohadi To Reveal How Gvnt Is Working To Address Economic Woes

By A Correspondent- Vice President Kembo Mohadi will on Sunday address a rally in Bulawayo where he is expected to speak at length on economic challenges in the country and how the party and Government are working to address them.

Zanu-PF Politburo member Absolom Sikhosana yesterday told our Bulawayo Bureau that the rally will be held at Stanley Square at 2pm and called on the people of Bulawayo to attend.

He said:

“Everybody agrees that the situation we are experiencing now is a difficult one.

“When a nation experiences such hardships, it becomes important for the leadership to avail itself to the people so that they can respond to the concerns of the people.

“This will also help instil confidence by way of explaining some of the challenges that people are facing and are unable to comprehend. VP Mohadi will therefore address a rally at Stanley Square at 2pm on Sunday, where all residents of Bulawayo are invited to attend,” said Sikhosana.

He said VP Mohadi will answer questions and concerns from the people, which will make a difference to their minds and  lives.

Pharmacist On The Run Following Fatal Crash Which Killed Girlfriend

By Own Correspondent| Police are looking for a Gweru pharmacist Simbarashe Ruzive (35) who allegedly fled from hospital after being involved in an accident in which his suspected girlfriend Angela Taso died.

Midlands Police spokesperson Inspector Joel Goko confirmed the accident which happened at Zvamabande Turnoff along Mhandamabwe Shurugwi Road on Saturday as Ruzive drove from Chivi back to Gweru.

Sources told a local publication that there were two couples in the car; the pharmacist, his friend Remember Gamare and their two lgirlfriends Taso and Shingirirai Chipoka (19).

Taso died on the spot while the other three who escaped with minor injuries were taken to Zvamabande Hospital where they were supposed to be admitted.

At Zvamabande Ruzive allegedly sneaked from the hospital and took the car of the Good Samaritan who had brought them to hospital and fled with it.

The car was found an hour later dumped at Madamombe in Chivi after it had run out of fuel.

The accident is said to have happened after Ruzive failed to control his Isuzu vehicle and it veered of the road before overturning several times.

“I confirm that Taso died on the spot in an accident which happened on Saturday at the 25km peg along Masvingo – Shurugwi road. The other three were ferried to Zvamabande where Ruzive fled from the hospital before he was admitted.

He fled with the car of the man who gave the three transport to hospital. He is still missing because we never received any information that he came back. The three did not sustain any injuries and they were therefore discharged from hospital,” said Goko.

Chiefs Demand Compensation For Evicted Families, Will The ZNA Comply?

By A Correspondent- Chiefs in Shurugwi are demanding that the Zimbabwe National Army (ZNA) compensates over 200 families they evicted from Lazy Nine Farm under Chief Banga two years ago.

The army gave a short notice that Lazy Nine Farm was a military protected area, where military training through use of live ammunition was conducted, which could expose the public and their livestock to danger.

The ZNA then forcefully evicted over 200 families within 12 days.

Villagers incurred huge losses in property and livestock.

Efforts to stop the evictions were fruitless as Chief Banga, then Midlands Provincial Affairs minister Jason Machaya and the district development co-ordinator (former district administrator) Reason Machiya failed to reach a consensus with ZNA as it insisted on the evictions using a notice signed by 5 Infantry Brigade Commander, a G Chitsva.

Speaking to Southern Eye, Chief Banga said the manner in which the eviction was conducted led his people to lose property and livestock as they sought for shelter elsewhere and feared being shot if found on the farm.

Lazy Nine Farm was occupied by villagers from Banga, Gato, Mushwe, Mufiri and Bera areas.

The farm demarcates Chivi North, Shurugwi and Zvishavane.

Chief Banga said he had already engaged the Shurugwi district administrator to notify the army that his people want compensation for loss of land and property.

“I have engaged chiefs Nhema and Mupakame to write a petition to the army seeking compensation for the loss my people suffered two years back. Some people up to now do not even have proper shelter and some do not even have farming land where they relocated,” Chief Banga said.

Chief Nhema said the evictees own the land.

“The army must compensate these families. The families are the true custodians of Lazy Nine Farm after they were first evicted from their ancestral land in 1978 by white settlers, who took the land for cattle ranching,” he said.

“In 1997, the villagers engaged government and they were given back their land. Later, the army came in using the other side of the farm.”

Midlands provincial development co-ordinator (formerly provincial administrator) Abiot Maronge distanced himself from the matter, stating that everything concerning Lazy Nine Farm evictions was in the hands of the army.

“This case is in the hands of the army. My office is also waiting to hear from the army,” he said.

Angry villagers said they were still counting losses caused by the untimely evictions.

Efforts to get an official comment from the army were fruitless, with Defence minister Oppah Muchinguri referring all questions to Zimbabwe National Army spokesperson Lieutenant Colonel Alphios Makotore, whose phone was not reachable.

Human rights activist and Midlands Senator Lillian Timveos said there was need for an urgent response from both the army and government in facilitating a resettlement programme and compensation to the affected families.

“The said land belonged to them initially, hence all parties involved must quickly come up with a good resettlement programme with good compensation. Human rights are key fundamentals in a democratic State,” she said.

One of the displaced villagers, Ronald Mukuku, who relocated to Mukandapi area, said he lost a four-roomed house he had just finished building using his pension
funds.

“They (army) must pay us all our losses. I am in pain becuasue all my pension money went down the drain. I left my homestead in a matter of days weeks after completing building my four-roomed house,” he said.

The army also recently evicted hundreds of villagers from Gutu-Mpandawana’s western part without any compensation, claiming it was a protected area.

Passports Update: Govt Sets Up Committee To Decide Who Gets An Emergency Passport

Paul Nyathi|Following a huge influx of Emergency Passports applications, government through the Ministry of Home Affairs has decided to create a committee that will sit and determine who gets the emergency passport document.

The committee will be responsible for going through all the urgent passport applications to decide which applicant genuinely deserves an urgent passport.

The centralised Zimbabwean passport processing office in Harare has for the last three years been battling to contend with the high demand for the travel documents with a backlog of over 300 000 applications.

The passports are taking up to a year or more to be processed. The delays have seen most applicants opting to apply for the more expensive urgent passport which coats $253 and under normal circumstances should be processed in less than seven days.

To reduce the number of applications for the urgent passport processing, government introduced the committee which will determine who is elligible for the document.

The move also comes in the wake of reports of massive corruption at the passport office whereby some applicants were paying bribes of around US$200 to have their passport applications processed expeditiously.

The passport backlog is so bad that some applicants were being asked to come back in 2022 to collect their documents. The government is battling a backlog of over 350 000 passports while only producing less than 800 passports per day.

Nigeria Is Delinquent In Paying UN Fees, Unlike Syria And Zimbabwe

Africa Report|Despite having Nigerian officials at the top of the Untied Nations system, including a deputy Secretary-General, Abuja has not yet paid its dues.

Nigeria is yet to pay up its assigned annual contribution to the UN some 10 months into 2019.

Every nation needs to pull its weight as the international system is under siege from an aggressive US administration.

UN Secretary-General António Guterreshas admitted that the body might not be able to pay staff salaries next month.

Cash-strapped Zimbabwe and most recently, conflict-riven Syria are two of the 129 of the UN’s 193-member states to have paid their 2019 dues as of October 7.

  • This amounts to $1.99bn, equivalent to 70% of the total assessment for the year, with a balance of $1.3 billion still needed to offset expenses of the body.
  • According to Guterres, this is probably “the worst cash crisis facing the United Nations in nearly a decade. The organisation runs the risk of depleting its liquidity reserves by the end of the month and defaulting on payments to staff and vendors.”

He urged defaulting countries to pay urgently and in full. “This is the only way to avoid a default that could risk disrupting operations globally,” UN spokesman Stephane Dujarric said on Tuesday.

  • “To date, we have averted major disruptions to operations,” Guterres said in a statement, adding that “these measures are no longer enough.”
  • “We are now driven to prioritise our work on the basis of the availability of cash, thus undermining the implementation of mandates decided by inter-governmental bodies,” Dujarric said, adding that the Secretary-General had noted the issue  was a recurrent problem.

Things are so bad that Guterres had to enforce large spending cuts at UN affiliates worldwide beginning this January or the global body would have been unable to organise the 74th General Assembly debate and the high-level meetings last month.

Short on cash, big on aesthetics

Nigeria suffers its own difficult debt profile as it continues to pursue an overhaul of its infrastructure nationwide and service outstanding loan repayments amidst declining oil revenues.

But Nigeria’s failure to pay contrasts with its strong presence in the UN system.

Abuja sent a multitude of delegates to this year’s UN General Assembly sessions, led by foreign affairs minister Geoffrey Onyeama, and President Muhammadu Buhari addressed the gathering of world leaders in late September.

  • At least three governors and half a dozen ministers were on the trip accompanied by a retinue of aides and carry-ons racking up thousands of dollars in estacodes (travel allowances).

Two Nigerian nationals are also currently among the organisation’s most high-ranking officials including;

  • UN Deputy Secretary-General Amina Mohammed, and
  • The current president of the UN General Assembly, Tijjani Bande whose yearlong tenure runs from this September to  September 2020.

Big (bad) brother

Nigeria is following in the footsteps of large states like the US, Brazil, Israel and Iran, who are also delinquent.

Interestingly, of the opening five speakers at the UN General Assembly debate this year, only Turkey and Egypt have paid up.

  • According to the Financial Regulation 3.5 of the UN, member states ought to pay their contributions to its budget within a 30-day period at the beginning of every year – 31st January 2019, in this case.
  • By January 31 this year, only 34 countries had followed through with their financial commitments.
  • The amount allocated to each country is decided by the General Assembly, on the advice of the Committee on Contributions which takes into consideration the gross national income, population, and debt burden.

The US is the largest contributor to the global body’s budget, doling out 22% of the annual budget, now capped at $2.5 billion in recent years thanks to American law.

  • As things stand, the US government currently owes $381 million for prior regular budgets and $674 million for the 2019 regular budget.

Why this is important: Humanitarian, political and social services across the world, including crisis hotspots like northeastern Nigeria, could grind to a halt if the debtors refuse to pay. Penny wise, pound foolish?

Ugliest Zim Man Sought

The man adjudged to be the foulest-looking at Mr Ugly Zimbabwe will this year walk away with a cow for that feat as the competition, which was not held last year, makes a return this month.

The much-loved pageant taking place at the City Sports Bar in Harare on October 23 will be held under the theme ‘‘Let’s celebrate the beauty in ugliness”. Musician Mbeu and his Mhodzi Tribe band are set to provide entertainment.

Event organiser, David “Apama” Machowa said: “A beast will be the first prize for the ugliest person and it’ll be up to the winner to choose whether they want to walk away with it or be given money instead.”

Apama said so far, 13 contestants have registered to participate.

“Thirteen contestants meticulously chosen from Bulawayo, Masvingo and Kariba among other cities and towns have confirmed participation. Judging from the contestants this year, it’ll be challenging to come up with the ugliest person as competition is stiff,” he said.

The unique Mr Ugly Zimbabwe ‘‘beauty” pageant started in Beitbridge in 2009 and has gained popularity since. In 2012, the organisers made it a national event. At the first national competition in 2012, there were just five competitors, but the figure went up to 36 in 2015. There was controversy following the 2015 contest when crowd favourite and reigning champion William Masvinu claimed that the winner Mison Sere was “too handsome” to win since his ugliness wasn’t natural as it was based on missing teeth.

Now, there are plans to develop the pageant to have a Mr Ugly Africa and Mr Ugly World pageants.

End Of The Game For Mnangagwa, Chiwenga Coming To Execute Another Coup

Vice President, Rtd General Constantino Chiwenga, is increasingly set to finish off beleaguered President Emmerson Mnangagwa’s presidential term, through a vicious military coup said to likely involve foreign hands and players, Spotlight Zimbabwe, has been told.

According to diplomatic sources and a Zimbabwean banker now based abroad, hardline securocrats in Chiwenga’s camp, now want him to be the country’s president, and that he steps in to finish off Mnangagwa’s term between 2020-2023, before handing over power to a successor of his choice, who will contest the next presidential plebiscite on a Zanu PF ticket as a civilian leader, with the alleged blessing and orchestration of China.

Chiwenga who is in Beijing seeking medical treatment for the past months, is believed to have made sound recovery, and thought to be plotting Mnangagwa’s exit from Asia, together with his allies in the Joint Operations Command (JOC), which he chairs.

JOC is a shadowy quasi military organ, bringing together the nation’s military-security complex which includes the army, and its military intelligence wing and Presidential Guard, Air Force, Police, Prisons and the Central Intelligence Organisation (CIO) to manage homeland and foreign security affairs.

Last week, Chiwenga, was reported to have fired some of his security aides, drawn from the Central Intelligence Organisation (CIO), fearing that they were spying on him and giving his political rivals, including Mnangagwa, information and updates on his recovery, as the nitty-gritty plans to oust the Zanu PF leader gather pace, it might seem.

Spotlight Zimbabwe, can reveal that Chiwenga’s security is now a close guarded secret of the Chinese government and an elite unit from Zimbabwe’s military intelligence.

Mnangagwa’s tenure officially expires in about 3 years and 3 months time, as the next elections for the highest office in the land are due no later that July 2023.

“Another vicious coup is brewing in Zimbabwe, meant to transport your vice president to the presidency,” said a South Korean diplomat who preferred anonymity because of the sensitive subject.

“The Chinese are behind it, although they’ll will not confirm it. They played a hidden hand in the November 2017 coup, and were asked for explicit permission by the then Zimbabwe military boss, who is now VP to go ahead with removing Mugabe. They trust him, and perhaps wanted him to get some grooming and experience of statecraft, by allowing him to play second fiddle to Mnangagwa. Now the situation has changed, and I gather they’ll sponsor him to remove Mnangagwa, just like he did with Mugabe, because the current leader is putting their foreign policy in Zimbabwe at risk, from you know who?”

The diplomat said there was more to Chiwenga’s stay in China than meeets the eye.

“China has a lot to lose in Zimbabwe should there be political change or a transitional administration with the opposition, as is being mooted by Church leaders. That is a red flag. Furthermore, China is not the only one who want Mnangagwa out. The Russians and Indians are warming up to the idea and want him out. There’s more to your vice president’s stay in China than meets the eye, and it is clearly now beyond medical.”

In what many see as Mnangagwa’s coup proofing scheme, replete with his political DNA, on Tuesday, Churches called for the suspension of elections in Zimbabwe for seven years.

Addressing journalists in the capital, the Zimbabwe Heads of Christian Denominations (ZHOCD) secretary general Rev Kenneth Mtata said was the belief of the church that all political players should join hands in fixing the national crisis.

“We, the leaders of the ZHOCD made up of Evangelical Fellowship of Zimbabwe, United Development of Apostolic Churches in Zimbabwe Africa, Zimbabwe Catholic Bishops Conference and Zimbabwe Council of Churches, met at the Africa Synod House on October 7, 2019 to consider the currently unfolding national crisis in its totality and to propose what we believe is a comprehensive but sustainable solution to it,” said Mtata.

“We have prayerfully come to the conclusion that in light of the current political paralysis, deepening mistrust and the economic decline, the nation will need to take a bold decision to address the root causes of the our national challenges that have a very long history and will not be fully resolved by one entity. In this light we are calling the nation to Sabbath on all political contestation for a period of seven years to allow for the rebuilding of trust and confidence, reset our politics and chart a shared way forward towards a comprehensive economic recovery path in a non-competitive political environment.”

Intelligence and defence sources said Chiwenga has already indicated his choice of successor to China, together with the vice presidents to assist the new president in the aftermath of having finished Mnangagwa’s term.

“Everyone in our circle knows that CGDN (Chiwenga’s first names in short) is coming in,” the sources said. “Who doesn’t want to be president and is only content with being the second in charge? CGDN is the next president without doubt, should his health not fail him. The Chinese are doing everything in their power to make him fully strong again, because he’s their most prized political asset in this country. Chiwenga has indicated to China, that he only wants a few years in office to reconfigure the country’s and Zanu PF leadership, thus explaining why he will finish off Mnangagwa’s term. Chiwenga has also named, former cabinet minister, Saviour Kasukuwere, as his chosen successor, and that former central bank governor, Gideon Gono, becomes one of the two vice presidents because of his economic expertise. The other VP will come from the military ranks, and is most likely going to be current Zimbabwe Defence Forces Commander, General Philip Valerio Sibanda.”

The Zimbabwean banker did not beat around the bush, saying Mnangagwa has had an unofficial falling out with BRICS member states, because of his so called new dispensation policy thrust, seen as an open threat to their interests in Zimbabwe, especially China, after his administration started courting public relations firms in recent times to re-engage Harare with Washington and Brussels.

BRICS is the acronym coined for an association of five major emerging national economies: Brazil, Russia, India, China and South Africa. Originally the first four were grouped as “BRIC”, before the induction of South Africa in 2010.

“There is a bigger game at play on Zimbabwe involving superpowers,” said the banker from his base in Asia yesterday by telephone.

“Mnangagwa’s economic brains from the finance ministry, is pushing for re-engagement with Washington and Brussels, which has offended Beijing because they have literally kept Zimbabwe running. Furthermore Harare has overlooked BRICS and is in favour of the Group of Seven (G7) to lend us loans, credit lines and even an economic package, which could explain why China, Russia and even South Africa have declined to give Mnangagwa any economic bailout. Mnangagwa is ratcheting up efforts to secure a financial bailout with G7, and obviously China and other Brics members have intelligence on the matter. There’s even a delegation being reportedly put together by Mnangagwa’s advisors to attend the 46th G7 summit, to be held in 2020 in the United States while it holds the presidency of the G7, if he’s still going to be in office by then to lobby for funding and the economic bailout. So it must not come as a surprise if Mnangagwa is pushed out of power by China, because they have everything to lose in Zimbabwe, with his dodgy politics.”

G7 is an international intergovernmental economic organization consisting of the seven largest IMF-described advanced economies in the world: Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States.

Mnangagwa was in Moscow in January this year during a tour of Eurasia, where he met Russian President Vladimir Putin. The Zanu PF leader tried in vain to secure economic loans from Putin.

It is not clear why Russia decided against Mnangagwa’s loan request, and why she is reportedly warming up to Mnangagwa’s exit from power.

Foreign media reported that, during the November 2017 army putsch, the late former President Robert Mugabe, reached out to Putin to help quash the coup that deposed him, through former vice president Phelekezela Mphoko, but the plan did not work because African leaders did not prefer that route.

Mnangagwa’s spokesperson, George Charamba’s mobile phone was going to voice mail, when we sought an official comment. Charamba is also thought to have travelled with Mnangagwa for the Global Fund’s Sixth Replenishment Conference in Lyon, France.

Mthuli Taken To Court Over Inflation Figures

FINANCE minister Mthuli Ncube has been dragged to the High Court by National Social Security Authority (Nssa) employees who, in conjunction with members of the Zimbabwe Pension and Insurance Rights Trust (ZimPIRT), are seeking an order to declare as unconstitutional, null and void his unilateral decision to ban annualised inflation figures.

In his mid-year budget review and supplementary budget presented in the National Assembly on August 1 this year, Ncube announced that with immediate effect, the publication of figures for annualised inflation by the Zimbabwe National Statistics Agency (ZimStat) would be suspended for a year until February 2020.

Annualised inflation rate is the percentage change in prices from one year to the next, or year-on-year.

In a joint High Court challenge filed through their law firm, Tendai Biti Law, the Nssa Workers’ Union (Nssawu) and ZimPIRT said Ncube’s decision was illegitimate, illegal and unconstitutional.

Nssawu is acting through its president Joseph Chimhanda, while Martin Tarusenga is standing for ZimPIRT in his capacity as the organisation’s general manager.

Ncube was cited as the first respondent, while ZimStat was cited as the second respondent in the application, filed at the Masvingo High Court on September 30.

In their founding affidavit, the applicants argued that the decision by Ncube was irrational and was neither supported by law nor logic.

They also stated that by so doing, Ncube was in violation of Section 10:28 of the Administrative Justice Act, which prohibits ministers from interfering in administrative affairs of statutory institutions as well as the Census and Statistics Act.

The applicants further accused Ncube of banning annualised inflation figures out of embarrassment and as a means to cover up for government’s failure to address issues that drive inflation.

They further submitted that his decision offended the principle of good governance and transparency which are codified in the constitution of Zimbabwe.

Nssawu, on its part, argued that it derived its locus standi from the fact that it negotiates employee salaries annually, with primary considerations being inflation and the consumer price index as derived from annualised inflation figures.ZimPIRT said because of the move, it was

unable to calculate pension values, which will result in pensioners significantly losing out.“The applicants’ grounds of review are that the first respondent is irrational and not supported by the law or logic. The decision is grossly unreasonable such that no reasonable person properly applying his mind would have arrived at the same. The decision is in any event illegal, illegitimate and not supported by any provision in any law, in particular in the Census and Statistics Act. In any event, the decision of the first respondent offends the principles of good governance and transparency codified in the Constitution of Zimbabwe,” court documents read.

“The first applicant is a trade union duly registered according to the laws of Zimbabwe whose key function is to represent its members, the employees of Nssa. Its core business is to engage and negotiate with the employer on conditions of service, in particular wage negotiations. In these negotiations, the issue of inflation is critical.”

The applicants further argued that Ncube’s decision was a violation of Zimbabweans’ constitutional rights since the concerned statistics are classified as a public good which is critical for household and corporate budget planning.

“At a high level, statistics are used in many ways by individuals, government, business and academics. Inflation statistics impact on everyone in the same way as they affect interest rates, tax allowances benefits, pensions, savings rates, maintenance contracts and many other payments,” court documents read.

“The general public uses consumer price statistics to understand the impact of inflation on their personal and household budgets and understand incomings and outgoings linked to inflation (such as taxes, benefits, pensions, wages and other costs) are likely to change. By banning year-on-year inflation figures, Zimbabweans have been deprived of the ability to plan their lives for periods beyond a month.”

The applicants also argued that Ncube’s decision to ban publication of year-on-year inflation figures has seen many pensions not being adjusted in line with actual inflation and, as such, many such pensions have been arbitrarily deemed worthless and removed from the books by pension administrators not adequately informed and guided about inflation in Zimbabwe, which the minister has caused.

“In so arbitrarily removing such pensions from the books, such pensioners have been prejudiced of thousands of RTGS$ in savings that they made over periods averaging 25 years. Without the year-on-year inflation figures and related statistical information, pension funds are unable to determine how much they need to set aside in order to be able to pay the increased pensions for as long as the pensioners are alive, and to pay pension benefits for other categories of pension fund members,” the documents further read.

The applicants also argued that Ncube’s ban, effected without consulting key stakeholders, has adversely affected interest rates since they are premised on annualised inflation figures.

They further argued that by banning the publication of the inflation figures, Ncube erroneously ensured that the economy in Zimbabwe is void of interests and thus unable to assess the opportunity cost of holding the RTGS dollars. Pensioners and other economic actors are in these circumstances prejudiced.

They further argued that since businesses, in their planning, require data on annual inflation in order to determine their cost and pricing structures, annualised inflation assists businesses in ascertaining real trends in production, sales, purchases, profits and other values.

In addition, since inflation is a key determinant of the cost of capital as measured by interest rates, businesses which have to make key investment decisions were being prejudiced.

“The decision therefore to ban the publication of data on annualised inflation is clearly an emasculation by the minister of key obligations of the second respondent (Zimstat). The Census and Statistics Act (section seven) makes it clear that operations of the agency shall only be controlled by the board and no one else.

Hospitals Shutting Down As Nurses Intensify Strike

Nurses at Parirenyatwa hospital reportedly joined doctors on industrial action this Thursday, a development that worsened an already dire situation.

Public Hospital doctors have been on strike since the 3rd of September this year saying that their salaries had been eroded by inflation to an extent that they were now incapacitated to perform their duties and responsibilities.

Some senior nurses at Parirenyatwa hospital told the News Day that they were overwhelmed since the doctors went on strike and that patients were dying because the nurses could only administer care within their limited scope. Said one nurse:

We cannot even afford bus fare to come to work. We beg for transport from good Samaritans, a situation which is humiliating…

Another one said:

The doctors have been away for over a month and we had to handle the patients on our own, but some cases require the expertise of a doctor. It is heartbreaking to watch them die.

Health workers like all workers from other sectors, including teachers, have been demanding that their salaries be indexed in United States dollars using the interbank rate of the day.

By Sibusiso Moyo In The Australian Spectator|In recent weeks Zimbabwe has taken a crucial step forward towards rejoining the Commonwealth, the 53-country group of nations we exited in 2003.

After meeting Zimbabwean president Emmerson Mnangagwa at the side-lines of the United Nations General Assembly in New York, Commonwealth Secretary-General Patricia Scotland stated: “there are a number of areas where Zimbabwe has made real reforms” – and that the process of re-joining “is being accelerated as quickly as possible”.

This is worlds away from two years ago, when I played my part in persuading the late president Mugabe to relinquish office after 37 years in power – and much has now changed.

“Important gains were made” in the historic 2018 General Election: the highest turnout contest in Zimbabwean history, with a “markedly improved pre-election environment, where all parties were generally able to campaign freely” – according to the Commonwealth Election Observer Group which included Australian Gary Dunn, the organisation’s former Deputy Secretary-General.

Major reforms that repeal and replace laws infringing personal and economic freedoms are underway, leading a rise in global rankings for freedom of expression – and place Zimbabwe amongst the top-twenty improver nations in the World Bank’s Doing Business 2020 index.

Yet, after two decades of isolation, blanket change is required. Our reform agenda has only just started, and therefore is today, partial – and we do not pretend otherwise. Currently, we are undertaking all these reforms – all the painful processes that are needed and necessary – without any form of external assistance.

But, ultimately, we cannot go it alone – and that’s why Zimbabwe now looks to Australia for support to expedite our re-admission to the Commonwealth. Put simply, our speed and capacity to complete reforms after Mugabe-era isolationism can be accelerated by our Commonwealth return. Similarly, the bilateral partnership between Australia and Zimbabwe and opportunities for Australian businesses only benefit from the inclusion of both nations within the Commonwealth family.

Despite calls by the Commonwealth Observer Group immediately before the history 2018 vote for the losing side to “look at the larger picture of a successful election” the day after the contest was marred, tragically, by post-election violence. Without international institutional support or funding the Government swiftly established a fully independent, internationally-led inquiry – the Motlanthe Commission, with its international commissioners (including a former president of South Africa, a British human rights barrister, a former Commonwealth Secretary-General) all hailing from Commonwealth nations.

Zimbabwe has rapidly begun the task of implementing the Commission’s key recommendations – that include reforming legislation on law and order, freedom and liberalisation of the media and electoral reform – and we can expect prosecutions of those responsible to begin next year, after the police and prosecution services have completed their post-inquiry investigations.

This process – backed by development assistance in support of the rule of law, good governance, media development, electoral reform and technical cooperation for which the Commonwealth is exceptional (all programmes for which Australia is a key driver) – could only strengthen our own efforts for reconciliation and justice.

The Government’s economic changes are making Zimbabwe once more open for business – and the potential for economic collaboration is enormous in the areas of mining, energy and agriculture where Australia is acknowledged as world leader. To foster a new, liberal business environment, the government has repealed and replaced Mugabe-era laws that restricted majority foreign ownership in these sectors.

Specifically, the Government has implemented ground-breaking reforms to land tenure laws – and is dispersing compensation to former white farmers removed from farmland dating back to the late nineties and early 2000s – events which led first to Zimbabwe’s suspension from the Commonwealth in 2002 after decision of a “troika” of Commonwealth leaders – including then prime minister John Howard, and later Zimbabwe’s unilateral withdrawal.

Under new laws, farmers are provided with tradable 99-year leaseholds; agriculture sector majority ownership and farmland leases are fully available to both to overseas nationals and international businesses – including, of course, from Australia.

In 2004, only months after Zimbabwe’s withdrawal, John Howard said: “The Commonwealth continues to be an important force for good, extending assistance to its members in time of need and giving hope to those who struggle for freedom and democracy,” adding “We hope one day soon to see a return to democracy in Zimbabwe and for that nation, once again, to be a respected member of the Commonwealth”.

We believe that day has come. And we ask for Australia’s support.

But How Does The Labour Court Expect Workers To Get To Work When Their Income Is Lower Than Transport Cost To Work?

Paul Nyathi|The Labour Court has ordered incapacitated government hospital doctors to find their way to work within the next forty eight hours.

In a shocking but somewhat ruling passed late Friday afternoon, the court declared the industrial action by medical the doctors unlawful and ordered them to terminate the action.

The doctors stopped reporting for work on September 3 indicating to its employer the Health Services Board that they no longer had the capacity to report for duty as their income was not even enough to cover transport costs to work.

The doctors went on to press for an improvement of their working conditions and a salary hike.

Justice Lawrence Murasi today ruled that the strike was illegal thereby asking the Zimbabwe Hospitals Doctors Association members to terminate the collective job action.

“It is ordered that the collective job action engaged by members of respondent on September 3 2019 be and is hereby declared unlawful. The said collective job action be and is hereby ordered to be terminated forthwith,” he ruled.

Judge Murasi however did not state where the doctors will get the money to get to work.

Norman Mapeza Fourth Highest Paid Coach In South Africa

Former FC Platinum coach Norman Mapeza is among the four highest-paid coaches in the South African premiership following his move to Chippa United last month.

According to KickOff.com, Chippa United is amongst the top four clubs for the salaries they pay to coaches in the PSL, including Bidvest Wits and Mamelodi Sundowns.

Despite the negativity surrounding the coaching job at Chippa United, it remains one of the most attractive positions in the PSL financially.

The Chilli Boys coaching job continues to hog headlines with club boss Siviwe Mpengesi now infamous for firing coaches at will.

Chippa have already hired and fired more than 20 coaches in the PSL, with Clinton Larsen being the latest victim.

The Port Elizabeth side replaced Larsen with Duran Francis as caretaker coach but he only lasted two games before the club hired Zimbabwean coach Norman Mapeza as their new coach.

According to information gathered, Chippa United is amongst the top four clubs for the salaries they pay to coaches in the PSL, including Bidvest Wits and Mamelodi Sundowns.

Pitso Mosimane and Gavin Hunt at Sundowns and Wits respectively are reportedly taking home between R600 000 to R800 000 every month excluding bonuses, while coaches at Chippa are paid between R350 000 to R450 000.

“Nevermind the issue of hiring and firing coaches at Chippa United, Chippa Mpengesi still pays his coaches very well in the club, in fact, it’s amongst the top four clubs paying coaches very well in the PSL,” a reliable source tells KickOff.com.

“It’s no secret that Pitso and Gavin Hunt are the top earners in the PSL. The other top-earning coach was Micho before he left Pirates. Stuart Baxter and Eric Tinkler were on good salaries at SuperSport United before they left.

“There is also the issue of bonuses per match and some coaches are entitled to 10 percent of the winning prize of the trophy.”

Mpengesi declined to discuss what he pays his coaches at the Chilli Boys.

In a widely expected move, the Labour Court which reserved its ruling on an appeal by the government to force doctors to report for work, has finally issued its verdict ordering the medical professionals report for duty.

Highlanders coach Hendrik Pieter de Jongh has pointed out where Zimbabwe football has to improve for it to become a top league in Africa.

The Dutchman believes there is huge potential but the administration issues and lack of discipline have affected the growth of local football.

“In Zimbabwe you have about eight teams that are all favourites to win the title at the start of the season,” said de Jongh, according to the Chronicle.

“You have Highlanders, Dynamos, Caps United, FC Platinum, Ngezi, ZPC Kariba, Triangle and Chicken Inn all in the running to win the title. The league is not easy; those teams are playing for the title every season.”

The gaffer adds that the major problem is the organisation in the football structures.

“I will give you an example when the Zimbabwe national team went to Afcon there was chaotic organisation. Players must only focus on training and playing not administrative issues. It is not only Zimbabwe, we saw it with Cameroon and other African countries that’s where Africa gets it wrong,” he said.

de Jongh was appointed the Highlanders coach last month on a four-month performance based contract. He was tasked to win 70% of the remaining games and has so far managed two wins and a draw in his first three matches.

Tenant Assaults Landlady In Dispute Over Rentals

A BULAWAYO landlord will live to regret the day she offered a tenant a room to rent as asking for her money at the end of the month results in a thorough bashing from the occupant.


Simelinkosi Ncube said she is fed up of Bekezela Maphosa’s abusive tendencies and wants the tenant out of her house in Magwegwe North suburb.


“I am having problems with my tenant Maphosa who resides at one of the houses that I own. She is so abusive whenever I ask for my rentals. She shouts at me using abusive language and even goes to the extent of teaming up with her children in assaulting me.


“At one time she assaulted me with open fists and I sustained injuries on my hand,” said Ncube.
The landlord pleaded with the court to grant her a protection order and wants the tenant to move out of her house.


“I’m very uncomfortable with her continued stay at my house as I now fear for my life and I am therefore applying for a protection order compelling her to stop insulting and assaulting me. In her response Maphosa denied the allegations levelled against her.

The church has a pivotal role in the politics of the nation and even in the bible, they gave guidance to the Kings and Queens of the time.

Our nation has grossly suffered from dibilitating economic challenges, fragmented society, lawlessness and intense polarization. The political, social and economic situation is continuing to deteriorate and surely, a Transitional government is the way for our nation to recover. The electioneering mode in Zimbabwe refuses to die down because for a very long time now, we have not had conclusive elections. Zanu Pf has always found ways to manipulate the outcomes. The courts have equally not assisted, with the supreme court failing to conclude the previous election.

As Transform Zimbabwe, we applaud the church for at least coming up with a practical solution in solving the political, social and economic crisis our nation is facing. The current electoral system has failed to usher change and transformation into our country. In this kind of situation, elections won’t yield any positive results up and until we have revived the genuine ethics and values of politics. Our politics has been so toxic that they are suffocating the people of Zimbabwe. So it’s time as nation, we prioritize national interest above political interests. We need to revive our country, put food on the table for the general population, genuinely engage in electoral reforms before we go to another general election. Zanu Pf will continue to enjoy the advantage of incumbency and their grip on key institutions will never allow for free and fair elections. Therefore elections in the current setup will not change our fortunes.

So we salute and applaude the call by the church under ZHOCD (Zimbabwe Heads of Christian Denominations) to suspend all electoral process. Thinking that the idea is trampling above people’s constitutional right is hypocricy because we have a situation where ZanuPf has clearly rigged, MDC has failed to respect the Constitutional court ruling. This proves how our laws and current electoral system is polluted.

As Transform Zimbabwe, we propose and support, an extra judicial solution. This will be a people driven process without political meddling.

When you are stuck in a pit, you should stop digging. As Zimbabwe, we are in a dungeon because of this polluted electoral system.

So an extra judicial solution, which ushers in a transitional arrangement, is a genuine solution to the national cancer.

As Zimbabwe, let’s embrace the idea of extra judicial to make sure that we put food on table, address electoral reforms and emerge stronger than ever. A church led process will once again deliver this nation, everything else has failed.

Ecocash Agents Hike Percentages To Over 100%, What Next?

By A Correspondent- Ecocash agents in the central business district are demanding 150% for cash out, ZimEye can reveal.

A snap survey in the city centre revealed that the agents who operate outside Eat n Lick along First street in Harare are demanding one to part with $25 for one to cash out $10.

Others are however charging between 30 to 60 percent asking one to part with between $13 to $16 for one to get $10 coins.

Said one disgruntled woman only identified as Faina:

“I don’t know why they opened the Ecocash platform again because these agents are thieves. They should have just closed the platform for good and avail cash in the banks.”

Added another man who also could not stomach the latest development:

“This is just too much. How can i give the ecocash agent more than what i am getting? Where are they getting the money to steal from us like this? Government should act unless they are part of these stealing agents.”

Several people who also spoke to ZimEye called on government to just make cash available as a way of dealing with the ecocash agents.

Added one woman identified as Shylet:

“Citizens must just team up and boycott ecocash. if they continue doing what they are doing, we will end up beating them up and take the law into our own hands because it seems the police are failing to reign them in. This is daylight robbery.”

Mapeza Reveals Why He Joined Chippa United

Farai Dziva|Norman Mapeza has revealed why he joined Chippa United.

He said taking the job was just a new challenge he wanted to explore.

The Zimbabwean gaffer was recently appointed the new head coach of the struggling ABSA Premiership side on a three-year contract.

He took over from Duran Francis, becoming the club’s third different coach this season.

The 47-year-old who left FC Platinum in September had declared that he was taking a break until the end of the year but made a u-turn and accepted the offer to move to South Africa.

According to TimesLive, Mapeza said his decision to join Chippa was pushed by the desire to grow.

“For me, the Chippa job is a challenge that I wanted to experience,” he said.

“You know as coaches and as footballers, we will always look to go somewhere. I was a footballer before, and my wish was to go and play my football in Europe‚” he said.

“If you look at good coaches‚ for you to grow you need opportunities like this.

“I will give you an example. If [Mamelodi Sundowns coach] Pitso Mosimane goes today and gets an offer to go and coach Aston Villa‚ I don’t think he will say no because it is a new challenge for him and that is what he wishes for as a coach. As coaches, our wish is to grow.”

Mapeza To Pocket R450 000 Every Month

Farai Dziva|Former Warriors midfielder Norman Mapeza will be one of the highest paid coaches in the ABSA Premiership.

The 49-year-old tactician signed a three year-deal with Chippa United.

According to South African publication Kick Off, Mapeza will only be behind Mamelodi Sundowns’ Pitso Mosimane and Bidvest Wits’s Gavin Hunt, who take home between R600 000 to R800 000 a month excluding bonuses.

The publication further reports that Mapeza will be taking home between R350 000 to R450 000 monthly, making him one of the highest paid coaches in the South African top division.

Machete Wielding Panners Disarm Ranger, Vanish With AK47 Riffle

By A Correspondent- A ranger with the Zimbabwe National Parks and Wildlife Management Authority lost his AK47 with 15 rounds of ammunition to illegal gold panners in Chimanimani under as yet unclear circumstances on Tuesday this week.

The ranger, William Kamanga (35) is battling for life at Mutambara Mission Hospital in Chimanimani East after the illegal panners hit him on the head with a machete as they were wrestling with him.

The incident happened in an area managed by the Zimbabwe National Parks and Wildlife Management.

“The information we are getting is that Kamanga had arrested an illegal gold panner Liberty Musweweshiri. Kamanga was reportedly in the company of another parks ranger David Tinago when the incident happened. The arrested illegal panner is said to have wrestled with Kamanga before seven other illegal panners joined the fight,” a source told The Manica Post.

The AK47 gun discharged two rounds of ammunition as they were wrestling.

“The illegal panners managed to disarm Kamanga and disappeared with the AK47 gun which had 15 rounds of ammunition. But before they disappeared they hit Kamanga twice on the head with a machete. He was rushed to Mutambara Mission Hospital where he is receiving treatment,” added the source.

Musweweshiri is suspected to have fled to Musanditevera — a no man’s land area in Chimanimani between the Zimbabwean and Mozambican border.

“It is still a mystery how the illegal panners successfully disarmed a ranger with a loaded AK47. We suspect the rangers connived with the illegal panners and a misunderstanding could have led to what happened in this instance,” said the source.

Chimanimani is very rich in gold. It also has diamonds and is a tourist attraction because of its scenic mountains.

Illegal panners have besieged the Chimanimani mountains in search of gold for sometime now causing serious environmental damage.

No immediate comment could be obtained from the Zimbabwe National Parks and Wildlife Management Authority spokesperson Mr Tinashe Farawo. National police spokesperson Assistant Commissioner Paul Nyathi confirmed the development yesterday.

“We are investigating a case of robbery of a firearm from a Zimparks official in Chimanimani. It is alleged the incident occurred after the officer and his colleague arrested a suspect who wanted to influence the official to allow him extract gold illegally. After being arrested a group of seven illegal panners came and wrestled with the officer. They took away the rifle (AK47),” he said.

“I was deeply pained with what I saw as we made impromptu visits to Harare and Parir enyatwa Hospitals with the People’s President Advocate Nelson Chamisa to assess the dire situation at the country’s national referral hospitals saw hopeless patients, disparaged staff without basic medical equipment and empty beds as hospitals are not admitting new patients while relatives are withdrawing detained inmates because of the precarious state of national health institutions,” said Karenyi.

MDC Women’s Assembly Statement On Day Of The Girl Child

Today is the International Day of the Girl Child, commemorated every year on October 11 since 2012. It is the observance day declared by the United Nations and this year the day is being commemorated under the theme “Empowering the girl child for a better tomorrow.”

The MDC today salutes the girl child and the tribulations she has overcome. We believe strongly that empowering the girl child is empowering the whole nation as no nation can develop without involving women since they are equal stakeholders in sustainable development.

The Assembly of Women has observed that the Zimbabwean society is still patriarchal to the extent that girls and boys are treated differently according to gender roles that have been socially constructed be it in the homes, schools churches and even work-places. The girl child in most cases is still expected to play the role of performing household chores like cooking, washing, fetching water and firewood whilst the boy child is playing soccer or reading his books.

Child marriage cases continue to rise because of religious beliefs and famine. It is against this background that the MDC Assembly of Women sees it fit to commemorate this day so as to take stock of what the government has done so far in protecting the girl child from the vagaries of cultural and religious norms.

We note with concern the continued abuse of the girl child in tertiary colleges by selfish old men and lecturers. They are abused and sexually harassed in return for higher marks or financial support. MDC Condemns Abuse Of Girls In Tertiary Institutions

Today is the International Day of the Girl Child, commemorated every year on October 11 since 2012. It is the observance day declared by the United Nations and this year the day is being commemorated under the theme “Empowering the girl child for a better tomorrow.”

The MDC today salutes the girl child and the tribulations she has overcome. We believe strongly that empowering the girl child is empowering the whole nation as no nation can develop without involving women since they are equal stakeholders in sustainable development.

The Assembly of Women has observed that the Zimbabwean society is still patriarchal to the extent that girls and boys are treated differently according to gender roles that have been socially constructed be it in the homes, schools churches and even work-places. The girl child in most cases is still expected to play the role of performing household chores like cooking, washing, fetching water and firewood whilst the boy child is playing soccer or reading his books.

Child marriage cases continue to rise because of religious beliefs and famine. It is against this background that the MDC Assembly of Women sees it fit to commemorate this day so as to take stock of what the government has done so far in protecting the girl child from the vagaries of cultural and religious norms.

We note with concern the continued abuse of the girl child in tertiary colleges by selfish old men and lecturers. They are abused and sexually harassed in return for higher marks or financial support. RBZ Sets The Record Straight On Free Funds

The Reserve Bank of Zimbabwe (the Bank) has noted with concern that false information is being circulated through the media suggesting that the Bank has changed the policy and administrative arrangements regarding the treatment of Nostro accounts and cash withdrawals. This follows the release via social media of an FBC Bank internal document.

Please be advised that there has not been any change in the administrative arrangements regarding free funds. Free funds shall continue to be treated as such in line with the policy directives issued to Authorised Dealers.

As previously communicated, employees of International Organisations, Non-Governmental Organisations and Embassies shall continue to receive their salaries in foreign currency in individual Nostro FCAs at the discretion of their employers.

Such free funds may be retained in the Nostro FCA for an indefinite period and cash withdrawals remain permissible. Holders of such funds may liquidate cash withdrawn from their accounts, or their account balances into local currency through a bank or bureau de change to fund domestic transactions.

As regards exporting entities, export receipts shall continue to be received through normal banking channels. Funds generated from exports shall continue to be administered in line with policies governing exports proceeds which include settlement of bona fide foreign payments and liquidation on the interbank market of all unutilised balances after 30 days from date of receipt.

This is to facilitate the funding of the interbank market for the importation of critical imports for corporates and individuals without access to foreign exchange as is the case in other jurisdictions.

Members of the public should, therefore, disregard the falsehoods being peddled through social media and other media as such claims are not consistent with the Exchange Control policy on the administration of foreign exchange.

FULL TEXT: “This Regime Must Desist From Corruption In Agriculture”

Recent announcements by the government, that it would disburse $2.8 billion for the Command Agriculture and issuing some $300 million in Treasury bills is a serious cause for concern, judging by the murkiness that has surrounded the same over the years.

The regime has failed to grasp that, after three years of Implementation that Command agriculture has totally failed. The fact that both, the Ministry of Finance and the Ministry of Agriculture, continue with this programme shows that they are involved in the looting and are incompetent. The country is facing starvation despite billions being pumped into agriculture.

Currently, Zimbabwe is in need of 900 tonnes of maize at an estimated landed price of US$198 million, 300 tonnes of wheat at a landed price of US$108 million as well as 80 tonnes of soya at a price of about US$36, 8 million, although it appears that the direct import of cooking oil is supplementing soya at a greater expense.

We require mitigating the various effects of the failed command agriculture Programme which has cost the country billions of dollars yet the country continues to import grain.

In both the Transitional Stabilisation Plan and ZimAsset, the government did set up various programs including the Special Maize Programme, Command agriculture and the presidential input scheme to mitigate the shortages of food security, and to reduce the effects of climate change but all these were a complete failure.

Forensic audits show that the Ministry failed to account for over USD3 billion pumped into this sector, after the so-called new dispensation took over in November 2017. Not only did the Ministry of Agriculture fail to account, they have dismally failed to impact this vital industry in any form of production. Maize yields stand at below 0, 75 tonnes a hectare, and the lowest in the sub-continent while the current winter wheat crop is a disaster!

Yet Mr. Mnangagwa’s government continues to recycle the same old but failed mantra.

Command agriculture for example, is operationally, under the Office of the President and Cabinet, with expenditure being accounted by the Ministry of Agriculture. Complicating the whole issue is that direct payments are being made to the supplier, by the RBZ/Ministry of Finance without the knowledge of the Ministry of Agriculture. This is totally untraceable and unaccountable, and an act of self-enrichment while the nation starves. This is austerity for the poor and prosperity for the elite who are looting funds through this murky programme.

The question is simple: why would you release to a Ministry $2.8 billion when they have not accounted for 3.1 billion in the past?

The minister’s livestock references to various cattle diseases are all a result of a collapsed veterinary program where a regime of dipping and treating has collapsed. While we are sure the false and hollow sanctions narrative will be shouted hoarse, our predicament is solely due to bad management and lack of production in the sector, leading to acute shortages of foreign currency.

It is well known that the forex crisis is due to the bogus 1; 1 rate held onto by the Minister of Finance in order to placate the various cartels in the fuel, gold, and grain sectors as well as fellow “inmates” at the RBZ.

The agriculture supplementary budget brings the consolidated revenue to 3, 5 billion ZL$, (or US$ 400Million). The bulk of this money is allocated to three areas.

• A total of 1.5 billion allocated to the Strategic Grain Reserves ( handled by the GMB). The GMB has recently been made a monopoly, being the sole purchaser of grain. The operation is totally corrupt and has a record of non-payment and unaccountable stock levels. Recent reports indicated huge stocks written off as unfit for human consumption. The idea of a sole grain trader is also to control import permits while the nation has a large deficit. This is to facilitate arbitrage or “rent seeking” by the politically connected.

• A further $1,9 billion allocated to the Agricultural Inputs Scheme ( handled under the OPC’s Command Programme ). Following the unaccountable 3 billion dollars, this appears to follow the mantra of doggedly pursuing failed policies to suit a few self-enriching agendas.

• The vulnerable Input Scheme receives consolidated revenue of 780 million.
A noble idea, however managed to benefit political ends in the rural areas. This scheme needs to be revamped, made accountable and non-political, to exclude the elite.

As the MDC, we insist on this regime to desist from the culture of corruption, unaccountability and self-enrichment. This can only be done with government abiding by its own laws, reversing the institutional demise of bodies that has been caused by political appointees. Only a prudent strategy agreed to by all stake holders and imputed in a forum of openness and democracy can reverse the rot.

While the regime continues with the same old policy, with the same management, we raise concern over the handling of both the drought relief and the inputs for the coming season. The looting is taking precedence over good agricultural practices and programs.

Many Are Dying In Government Hospitals Without Getting Medical Attention, Reveals Chamisa

Grudge-Nursing Former Student Returns To Harm Teacher

A hapless 48-YEAR-OLD Chivhu teacher was hospitalised after he was allegedly struck on the head with an iron bar by a former student who had been nursing a grudge against him.

NewsDay reports that Elliot Magaya (18) a former student at Masasa Secondary School in Chikomba assaulted his former teacher, Bernard Nyika, in a bid to avenge the beatings he got during his school days.

Mashonaland East provincial police spokesperson Inspector Tendai Mwanza confirmed the incident, saying despite the brutal attack, Nyika was admitted at Harare hospital and now in a stable condition.

“We are against all forms of violence and those who are caught perpetrating it will be arrested and charged accordingly. The complainant, a teacher in Chivhu, is currently in a stable condition while the suspect is in remand facing attempted murder charges,” he said.

The incident is reported to have occurred on  September 29 at around 7 pm at Bonda Bottle Store where  Nyika and Magaya were drinking beer with other patrons.

Magaya, who was expelled from school while doing Form 2 after he was found in possession of a traditionally brewed illicit beer known as chikokiyana, picked a fight with one of Nyika’s colleagues, saying that he wanted to revenge the canning he experienced whilst at school. This prompted Nyika to intervene so as to stop the quarrelling, but the suspect then turned on him.

After realising that the suspect was now attacking him, Nyika went outside the bottle store and due to darkness, did not see that Magaya was following him.

The suspect, armed with an iron bar, struck Nyika on the head and he fell down with blood gushing out.

The matter was reported at ZRP Masasa who attended the scene and arrested the suspect.

Nyika was taken to Sadza Hospital, where he was admitted before being transferred to Harare for further medical assistance.

“Protect Me From My Girlfriend”: Man Pleads With The Court

 By Talent Gondo- A man from Bulawayo has pleaded with the courts to grant him a protection order against his former girlfriend of one week who subjects him to assaults and insults whenever they meet.

Davison Ngirazi of Njube suburb is fed up of his ex-girlfriend, Khanyiso Ndlovu and he told the court he has had enough from his former lover.

“She always follows me wherever I am and throws stones at me. She also insults me using vulgar language,” said Ngirazi.

What seems to pain Ngirazi more is that at a time he has found love elsewhere, Ndlovu is not willing to give up.

“We fell in love for a period of a week and then separated. I am now in love with someone else. The respondent is now disturbing our affair as she makes unnecessary calls at midnight. She is just forcing me to fall in love with her again but I have moved on and I don’t want anything to do with her. May the court assist me so that the respondent stays away from me. I don’t want to see her near me. I wish to live in peace,” said Ngirazi.

Responding to Ngirazi’s accusations, Ndlovu said he was just a heartless man.

“I have understood everything Ngirazi said but all I can say is that he is so insensitive. He did not tell me that he was in a relationship so he was just using me,” she said.

Western Commonage magistrate Urgent Vundla ordered Ndlovu to refrain from emotionally and physically abusing Ngirazi.

Ex Bosso Coach’s Son Hauled To Court Over Theft

By A Correspondent- Son to ex-Highlanders player and coach Cosmas “Tsano” Zulu, Nigel, has appeared in court facing charges of allegedly stealing from a foreign currency dealer R20 000, $400 and airtime recharge cards worth $2 000 together with his namesake.

Nigel (37) is alleged to have teamed up with Nigel Matego (29) to rip off the victim Milani Chidende of the loot from her Toyota Allex that was parked at Entumbane Complex.

The duo, the court was told, took advantage of Chidende’s absence and smashed the rear left quarter glass of the car with an unknown object before proceeding to help themselves to the possessions.

Lady luck reportedly ran out for the Nigels after one Fadson Nhawu and Knowledge Tsiga were traced and found to have recharged their respective mobile phones using the stolen cards.

Nhawu reportedly revealed that he received the juice cards from Tsano’s son who was later arrested together with his alleged partner in crime.

The duo however, pleaded not guilty when they appeared before magistrate Gladmore Musvhove sitting at Western Commonage court.

They were each granted $500 bail and remanded to 16 October for commencement of trial.

Man Assaulted Over Free Beer

By A Correspondent- Drinking and not paying for alcohol got an Insuza man in hot soup after he was assaulted by his friend for drinking beer and failing to fork out a single cent for the wise waters.

Two friends Elkana Taga (21) and Abraham Vundla (23) had been drinking together at local bar in Masayi Village on 26 September when the former accused his friend of drinking beer and not paying for it. 

Appearing before Bulawayo magistrate Ulukile Ndlovu, the accused Taga was charged with assault. 

The court heard how the accused beat his friend with a log after an altercation over alcohol. 

“I joined Taga for a drink at a bar and after some time he accused me of drinking his alcohol and not paying but because I didn’t want any trouble I walked out to avoid a confrontation. I thought by the time I got back he would have calmed down,” said Vundla. 

But the accused would have none of that.  

“He followed me outside, picked a wooden log that was on the ground and started to beat me up on the head. 

He kept on accusing me of drinking his beer and not paying for it,” he said. 

After the thorough beating, Taga allegedly fled the scene.

The complainant was referred to a hospital for medical examinations.

In his defence Taga blamed his actions on alcohol and pleaded with the court for leniency and was slapped with 60 days imprisonment or a $300 fine.

Tragedy As Drinking Binge Turns Into Funeral

By A Correspondent- A New Lobengula man, with the intention of hitting a drinking mate that he had been arguing with, missed the target and instead struck his best friend with a stone who died on the spot, before fleeing the scene. 

A group of acquaintances had been drinking at a house in New Lobengula suburb when an argument ensured between Simon Moyo and Tafadzwa Katuwi. 

The circumstances are that on the afternoon of 27 September, in a failed attempt to hit Katuwi with a stone, Moyo missed the intended target and hit his close friend Busi Ncube on the chest. 

Ncube never made it to the hospital and was pronounced dead on the scene. 

“Moyo threw a stone with the intention of hitting Katuwi after the two had been involved in a heated argument over beer. 

“Katuwi dodged the stone and it hit Ncube on the left side of the chest at close range. 

“Ncube collapsed and died on the spot,” said a close family member who spoke on condition of anonymity.

A case of murder was opened at Magwegwe Police Station. 

Bulawayo acting police spokesperson Inspector Abednico Ncube confirmed the incident and said police are investigation a murder case. 

“We are investigating a murder case and the circumstances are that the accused, who is now on the run, wanted to hit another person with a stone but missed and killed his best friend. 

“The deceased was hit on the left side of the chest and he died on the spot.

“We appeal to anyone with information that may lead to the arrest of the accused to report at their nearest police station,” said Inspector Ncube.

Inspector Ncube urged members of the public to restrain from violent behaviour and to solve problems amicably. 

“Members of the public must solve their differences amicably especially when they have been drinking alcohol. 

“Fighting is an offence and people are urged to resolve matters in a peaceful manner,” he said.

Damning Report Shows Corrupt Clique Are Importing Maize At Double The World Price

Africa Confidential reports that with 8.5 million people facing serious food shortages next year, the discovery that some senior state officials are profiteering by importing 17,000 tonnes of grain at double the world market price is the latest blow to the diminishing credibility of President Emmerson Mnangagwa’s government.

Africa Confidential understands that the grain was brought in from Tanzania – Mnangagwa and President John Magufuli are allies – at a price of US$600 a tonne; the world price is currently $240 a tonne. An expert in the regional commodity trade said the only explanation for the inflated price of the consignment is a ‘vast corrupt rake-off’. Now the keys question are, says the expert, who knew about the deal and who benefited from it.

Senior officials in international organisations have confirmed the pricing of the deal and say it helps explain the slow response to the United Nations’ call for emergency funding to alleviate Zimbabwe’s food shortfall. It comes as relations between the government and Western states falter again, after a brief improvement following the ousting of President Robert Mugabe in November 2017 (AC Vol 58 No 25, A martial mind-set).

Although the main cause of the food crisis is the drought which has hit most countries in the region, corruption and mismanagement are making it worse. The World Food Programme (WFP) estimates at least half Zimbabwe’s population of 16.5 million are now ‘food insecure’, a staggering failure in a country that was the breadbasket of the region.

Those at risk in Zimbabwe are not far short of the 9.7m needing food aid in all the 17 countries of the Sahel and West Africa combined.

Nor is Zimbabwe’s crisis confined to the rural areas where 5.5m people are food insecure. Another 3m in towns and cities also face chronic shortages. At the start of the crisis, it was estimated that it would cost $300-500m to feed 7m people; now another $100m will be needed.

Some 800,000 tonnes of wheat and maize may have to be imported to avert disaster. This doesn’t include the grain needed to keep farm animals alive: up to half of all cattle could die in some areas. In July, some agency estimates suggested Zimbabwe would need 1.3-1.4m tonnes – 850,000 tonnes of white maize, 350,000 tonnes of wheat and 80,000 tonnes of soya and cooking oil. That includes animal feed.

But trust in the government is low. A WFP ‘flash appeal’ has so far secured pledges of only about $150m: $89m from the United States, €9 mn ($10m) from the European Union and £50-60m ($60-75m) from the United Kingdom.

If money can be raised for emergency imports, there are still big logistical challenges that increase the risk of starvation. Zimbabwe has enough grain to support its population for the next three months. Drought has affected the whole region, so most imports will have to come from outside Africa.

Sacred Hearts Girls Secondary Pupil Mauled By School Dog, Guard On The Run

By A Correspondent- A form one pupil at Sacred Heart Girls Secondary School in Umzingwane District, Matabeleland South Province, sustained serious injuries after she was bitten by a mongrel dog on the school premises. 

The pupil is aged thirteen. 

A source privy to the incident said a school guard neglected to secure  the dogs in a kennel before pupils woke up early in the morning to  start preparing for classes. 

The norm at the school, according to the source, was that the dogs were set free from their kennels from 8pm and secured the following morning at 4am. 

On the fateful days it is alleged that a security guard at the school, Mark Ndlovu, forgot to lock the pets in their kennels at 4am. 

“He (Mark Ndlovu) was on duty on that particular day and as usual he let out the dogs at night when school children and staff members are no longer expected to be outside. 

“The pupils are expected to be up early in the morning preparing for the start of classes and the dogs should be locked in their kennels at  that time,” narrated the source. 

At 4.25am the unsuspecting girl was attacked by the animal. 

“The pupil woke up at around 4.25am and went outside and since the dogs were still  roaming in the school yard, one of them  attacked her before the school guard, who was not close to the scene, could react and restrain the dog. 

“The girl suffered serious injuries,” added the B-Metro mole. 

Screams by the hapless child attracted the attention of school authorities who swiftly  rushed to the scene and conducted first aid on her before she was rushed to a private hospital in Bulawayo. 

The school guard subsequently fled the scene. 

According to the source, school authorities allegedly did not make a police report. 

Police, however, received a tip-off that a pupil had been attacked by a dog and that school authorities were trying to sweep the matter under the carpet, prompting the law enforcement officers to launch an investigation. 

It’s said one of the teachers told police that school authorities were not aware that a report was supposed to be made after a child was  attacked by the dog. 

Matabeleland South Provincial Veterinary Officer Enat Mdlongwa said they tested the dog for rabies. 

“The dog was tested for rabies after it was put down and it tested positive. Results will be relayed to the school,” Mdlongwa said.

Matabeleland South acting police spokesperson Inspector Loveness Mangena confirmed the incident. 

“We received a tip-off from a member of the public that a pupil at Sacred Heart Girls Secondary School was severely attacked by a  school dog. 

“Our officers conducted investigations and established that indeed a 13-year-old was attacked by a dog but a police report was not made,” she said. 

She added: “Police established that the security guard is on the run and we are appealing for information that may lead to his arrest.

Shock As Man Attempts Suicide, Poisons Own 3 Children Over Abuse And Suffering

By A Correspondent- A man from Bulawayo allegedly poisoned himself and his three children “to save the family from abuse and suffering.”

Chelesani Sibanda (34) allegedly mixed a soft drink with rat poison and gave his three children aged two, four and six years to drink.

He downed the same mixture and sent a message to his relatives to bury him with his children.

Neighbours rushed the family to hospital where doctors saved all four.

Sibanda appeared before West Commonage court magistrate Gladmore Mushove and was charged with three counts of attempted murder.

Representing the state Stewart Madzore said: “Chelesani took his two children from their guardian in New Magwegwe and requested to stay with them for a while.

“He contacted the guardian at around 11am on the same day and said they will bury him where they will bury his children”.

“The children and Sibanda were rushed to Mpilo Central Hospital and the children were discharged the following day.

“The guardian was advised by the doctor to protect the children from Sibanda,” said Madzore.

Sibanda pleaded not guilty.

“My children are being abused by the guardian. I didn’t give them poison but I wanted to commit suicide,” said Sibanda.

The trial was postponed to 11 October.

Cheeky Tenant Bashes Landlord Over Rentals

 By A Correspondent- A Bulawayo landlord will live to regret the day she offered a tenant a room to rent as asking for her money at the end of the month results in a thorough bashing from the occupant. 

Simelinkosi Ncube said she is fed up of Bekezela Maphosa’s abusive tendencies and wants the tenant out of her house in Magwegwe North suburb. 

“I am having problems with my tenant Maphosa who resides at one of the houses that I own. She is so abusive whenever I ask for my rentals. She shouts at me using abusive language and even goes to the extent of teaming up with her children in assaulting me. 

“At one time she assaulted me with open fists and I sustained injuries on my hand,” said Ncube.

The landlord pleaded with the court to grant her a protection order and wants the tenant to move out of her house. 

“I’m very uncomfortable with her continued stay at my house as I now fear for my life and I am therefore applying for a protection order compelling her to stop insulting and assaulting me. In her response Maphosa denied the allegations levelled against her.

Western Commonage magistrate Urgent Vundla granted an interim order.

Madzibaba In Court For Raping Employee

By A Correspondent- Popular Johanne Masowe WeChishanu Apostolic sect prophet, Madzibaba Spenlodge Madenyika, was arrested and appeared in court yesterday for allegedly rap_ing his employee.

Madenyika was not asked to plead when he appeared before Harare magistrate Mrs Learnmore Mapiye.

He was remanded out of custody on his own recognition and ordered not to interfere with witnesses.

He was also ordered to continue residing at his given address. Mrs Mapiye set October 23 as Madenyika’s trial date.

The court heard that on August 27, Madenyika called the complainant, who is 27 years old, and asked her to meet him at a service station in Southerton so that he could give her some money.

It is the State’s case that around 7.45pm, Madenyika arrived at the service station and asked the complainant to get into his car on the pretext that he wanted to give her the money in private.

The court heard the complainant got into the back seat and Madenyika drove along Harare Drive and parked the car near Willow Road.

It is alleged that Madenyika went to the back seat and began m0lesting the complainant before he rap_ed her.

He ordered her not to tell anyone. The State told the court that, Madenyika drove away from the scene and later dropped off the complainant.

The complainant left her panties in the car and went to her friend’s house. The friend accompanied her to their pastor’s house to report the rap_e.

Mphoko Trial Set For November 12

The trial of former Vice President Phelekezela Mphoko, who is facing charges of criminal abuse of office, will take place from November 12 to 15.

Mphoko allegedly instructed junior officers at Avondale Police Station in Harare to release of former Zimbabwe National Road Administration (Zinara) acting chief executive Moses Juma from the cells.

Juma had been arrested on abuse of office charges.

Prosecutor Mr George Manokore served Mphoko’s lawyer Mr Zibusiso Ncube of Ncube and Partners Legal Practitioners State papers saying he was ready for trial from November 12 to 15.

Mr Ncube requested time to prepare his client’s defence but consented to the trial dates proposed by the State.

Harare regional magistrate Mr Hosea Mujaya deferred the matter to November 12 for trial commencement.

According to the State papers, Zimbabwe Anti-Corruption Commission (ZACC) received a case in which Juma and Davison Norupiri, who was Zinara’s finance committee chairperson, were being accused of fraud and criminal abuse of office on May 6 2016.

Investigations resulted in the arrest of the two for criminal abuse of office.

Warned and cautioned statements were recorded on July 12, 2016.

The two were detained at Avondale Police Station, Harare pending court appearance on July 14, 2016.

“On the same date at around 6pm, Mphoko, who was then Acting President of Zimbabwe, went to Avondale Police Station where on arrival, he abused his duty by ordering the immediate release of the two accused persons from police custody.

“The officer-in-charge stood his ground challenging the unlawful instruction, but eventually succumbed to pressure from the accused and released the two accused persons from police cells.

“The accused then drove away in his vehicle,” read part of the request for remand form.

This was done without ZACC’s knowledge.

On July 14, ZACC officers went to Avondale to pick up the accused persons for court appearance, but discovered that Mphoko had ordered the pair’s unlawful release.

“Section 106 of the Constitution of Zimbabwe clearly spells out the conduct of Vice Presidents, Ministers and Deputy Ministers and subsection (1) states that every VP must act in accordance with this Constitution.

“Subsection 2 (b) (c) of Section 106 also states that Vice Presidents shall not act in any way that is inconsistent with their office or use their position to improperly benefit any other person,” reads the State papers.

The State contends that Mphoko acted inconsistent with his duties in releasing the duo and that he also showed favour to them in the process.

Shurugwi Chiefs Tell Army To Compensate Evicted Families

CHIEFS in Shurugwi are demanding that the Zimbabwe National Army (ZNA) compensates over 200 families they evicted from Lazy Nine Farm under Chief Banga two years ago.

The army gave a short notice that Lazy Nine Farm was a military protected area, where military training through use of live ammunition was conducted, which could expose the public and their livestock to danger.

The ZNA then forcefully evicted over 200 families within 12 days.

Villagers incurred huge losses in property and livestock.

Efforts to stop the evictions were fruitless as Chief Banga, then Midlands Provincial Affairs minister Jason Machaya and the district development co-ordinator (former district administrator) Reason Machiya failed to reach a consensus with ZNA as it insisted on the evictions using a notice signed by 5 Infantry Brigade Commander, a G Chitsva.

Speaking to Southern Eye, Chief Banga said the manner in which the eviction was conducted led his people to lose property and livestock as they sought for shelter elsewhere and feared being shot if found on the farm.

Lazy Nine Farm was occupied by villagers from Banga, Gato, Mushwe, Mufiri and Bera areas.

The farm demarcates Chivi North, Shurugwi and Zvishavane.

Chief Banga said he had already engaged the Shurugwi district administrator to notify the army that his people want compensation for loss of land and property.

“I have engaged chiefs Nhema and Mupakame to write a petition to the army seeking compensation for the loss my people suffered two years back. Some people up to now do not even have proper shelter and some do not even have farming land where they relocated,” Chief Banga said.

Chief Nhema said the evictees own the land.

“The army must compensate these families. The families are the true custodians of Lazy Nine Farm after they were first evicted from their ancestral land in 1978 by white settlers, who took the land for cattle ranching,” he said.

“In 1997, the villagers engaged government and they were given back their land. Later, the army came in using the other side of the farm.”

Midlands provincial development co-ordinator (formerly provincial administrator) Abiot Maronge distanced himself from the matter, stating that everything concerning Lazy Nine Farm evictions was in the hands of the army.

“This case is in the hands of the army. My office is also waiting to hear from the army,” he said.

Angry villagers said they were still counting losses caused by the untimely evictions.

Efforts to get an official comment from the army were fruitless, with Defence minister Oppah Muchinguri referring all questions to Zimbabwe National Army spokesperson Lieutenant Colonel Alphios Makotore, whose phone was not reachable.

Human rights activist and Midlands Senator Lillian Timveos said there was need for an urgent response from both the army and government in facilitating a resettlement programme and compensation to the affected families.

“The said land belonged to them initially, hence all parties involved must quickly come up with a good resettlement programme with good compensation. Human rights are key fundamentals in a democratic State,” she said.

One of the displaced villagers, Ronald Mukuku, who relocated to Mukandapi area, said he lost a four-roomed house he had just finished building using his pension
funds.

“They (army) must pay us all our losses. I am in pain becuasue all my pension money went down the drain. I left my homestead in a matter of days weeks after completing building my four-roomed house,” he said.

The army also recently evicted hundreds of villagers from Gutu-Mpandawana’s western part without any compensation, claiming it was a protected area.

Family Of Slain CIO Operative Turns The Heat On Muchinguri

By A Correspondent- The family of slain Central Intelligence organisation operative Peter Munetsi has sued Defence and War Veterans minister Oppah Muchinguri-Kashiri for US$185 627 (ZWL$2 840 093 as of yesterday’s inter-bank rate) over the brutal killing of the senior spy at the height of the coup in 2017.

Munetsi’s wife Rossie and son Peter Junior, who are being represented by lawyer Denford Halimani, filed summons at the High Court on Wednesday. They are also demanding that Muchinguri-Kashiri issue a public apology.

According to a post-mortem report, Munetsi was beaten to death by his captors during the November 2017 military coup that toppled the late president Robert Mugabe.

“The plaintiff’s claim is for special and general damages arising from the unlawful, unjustified, wrongful, brutal, savage and fatal assault inflicted upon the now deceased Peter Munetsi by members of the Defence Forces on the 14-15th of November 2017. The members of the Defence Forces were acting within the scope and course of their employment with the defendant, cited herein in her official capacity as the minister responsible for the conduct of the Defence Forces,” the summons read.

“In the premises plaintiff’s claim for 1) the payment of the equivalent total sum of US$130, 627. 00 being special damages for loss of support and maintenance apportioned to the plaintiffs as follows for first plaintiff: US$113, 046 and for second plaintiff US$17, 581.

“Payment of the equivalent sum of US$55,000 being general damages for 1) emotional shock and psychological damage as a result of the trauma of the loss of a loved one ii) Future medical expenses as a result of the loss of a loved one iii) Grief and emotional suffering as a result of the loss of a loved one iv) loss of family life in that plaintiffs were deprived of emotional support, companionship, love and care of a husband and father v) Expenses incurred in winding up the deceased’s estate and loss of certain benefits that would have accrued to the deceased by virtue of his employment and being a war veteran.”

Moreover, the family wants Muchinguri to pay interest at the prescribed rate from the 16th of November 2017 to the date of full and final payment and costs of suit on an attorney and client scale.

According to the summons, Munetsi was abducted and taken to One Commando Barracks by members of the Zimbabwe Defence Forces whose ranks and names are not known to the plaintiffs, where he was then “wilfully, unlawfully, unjustifiably, wrongfully, savagely, and brutally” assaulted thereby inflicting severe and fatal injuries upon him.

“The conduct of the members of the Zimbabwe Defence Forces involved was contrary to the law, wrongful and unjustified. As a result of the brutal assault, the deceased died in military custody sometime on the 15th of November 2017.

The post-mortem of the deceased made by government pathologist Dr Tsungai Jabangwe at Parirenyatwa Hospital confirmed that the cause of death was multiple blunt force injuries and severe anaemia post extensive subcutaneous and intramuscular haemorrhage caused by severe assaults inflicted on the body of the deceased,” the summons say.

“During his lifetime Peter Munetsi owed a legal duty of support and maintenance owed a legal duty of support and maintenance to the first and second plaintiffs and in fact did so.

The said support and maintenance was necessary to the plaintiffs in that they had no other means of support and maintenance. The defendant is liable to the plaintiff’s special and general damages at common law duly developed in accordance with sections 46 (2) and 176 of the constitution. Notice of intention to sue was given to the defendant on the 23rd of April 2018.”

The government, through Muchinguri-Kashiri and President Emmerson Mnangagwa’s spokesperson George Charamba, among other officials, have claimed the coup was bloodless.

The officials initially blamed Munetsi’s death on a chronic illness which they said he had been taking medication for.

“According to the Form 231/police verbal reports, the deceased was initially reported as having taken ill and died suddenly.

Later report suggests he may have been a victim of assault. He was certified dead on the 16th of November 2017 by Dr SA Chinengono at Commando Hospital,” a post-mortem of his reads.

“NB: Full circumstances are still under investigation; the above statement may be subject to corrections and or additions.

Teachers Booted Out Of Farmhouse By Kunonga, Where Will They Stay?

By A Correspondent- Teachers at St Marnocks Primary School located in Norton have been ordered to vacate the farmhouses they have been occupying for the past five years by Mrs Agatha Kunonga.

In a letter addressed to the school headteacher, a Mr Minizhu, the teachers were told to have moved out by 31st October 2019.

The letter reads in part:

RE: FARM HOUSES OCCUPIED BY THE TEACHERS

I write to inform that we, as farm holders, are now in need of the farmworkers compound houses that your teachers have been occupying since 2014.

We are desperately in need of those farmworkers compound houses. We are expecting that your teachers will have moved by 31st October 2019.

In February this year, Progressive Teachers’ Union of Zimbabwe Secretary-general Raymond Majongwe and his team visited the school to ascertain the state of affairs at the institution and were ordered out of the compound by a controversial former Anglican priest, Reverend Nolbert Kunonga.

Zimpost Employees Down Tools Citing Incapacitation

Zimpost employees in Bulawayo and Harare on Wednesday downed tools over poor salaries and unfair labour practices.

The workers picketed at the Main Post Offices in the two cities demanding a salary hike and payment of outstanding salaries and bonuses.

The protesting workers described their poor remuneration as unfair labour treatment by company management and an insult to them and their families.

Zimpost workers said for over two years, the postal services provider has been paying them half salaries and has also failed to pay bonuses since 2014.

Addressing journalists in Harare yesterday, Communication and Allied Service Workers’ Union of Zimbabwe general secretary David Mhambare said they had tried to engage stakeholders, but their efforts were futile and they had to communicate through a stay-in.

“We are taking home $200; that’s not enough to feed our families. It is not even enough to send one child to school. So, we are saying we have tried, we engaged the minister (Information Communication Technology Kazembe Kazembe), we have engaged the new board, we have even written to the employment council, but Zimpost has been refusing to burge,” he said.

“We are incapacitated. We are not on strike. We are simply saying we do not have money to go back home. This is our second home we are sleeping here until a solution is found to our problems.”

Mhambare said they were demanding a living wage from their employer.

“We don’t want luxurious salaries. We are not demanding much. We are demanding a living wage. We certainly know that the company is going through a difficult time, but we would appreciate if the company could give people a living wage,” he said.

Bulawayo regional workers’ committee chairperson Sikhawuliso Zondo said they want management to increase their salaries urgently.

“We are trying to force management to adhere to their promises. For instance, they can increase our $300 salaries to about $2 000 which is above the poverty datum line. We are now even afraid to go to church because we cannot pay tithes,” Zondo said.

Speaking on condition of anonymity, a worker from Bulawayo said: “This is an insult to us. We will sleep here if that helps our cause. We are languishing in poverty and they must know that they cannot simply generate revenue through cheap labour because we are not slaves.

“We cannot be getting $300 every month and be expected to take care of our family needs. We have children who go to school and rentals to pay.”

Another worker also said their salaries did not allow them to invest or save.

“We need to invest for our children who will become our future leaders in years to come,” he said.

“It’s been years now since we have been getting our salaries in halves. They also do not pay everyone at once, but they use the pay grading system which disadvantages others. We have not been paid our September salaries,” a worker in Harare said.

A circular to the Zimpost workers signed by acting managing director Sifundo Moyo said proposals to cushion workers and pay their September salaries were awaiting approval and management had only reviewed transport allowances.

“To cushion employees from the increase in transport costs, management has with immediate effect reviewed upwards the transport subsidy. Commuting staff will be paid $10 per day from $6 while none-commuting will be paid $2,50 a day from 1,50,” he wrote.

Since January, the cost of living has skyrocketed with medical and funeral insurance fees, kombi fares, fuel and electricity tariffs going up as the local currency continues to weaken against the benchmark United States dollar, piling more misery on workers.

Another employee said a plate of sadza which they buy at the company’s canteen has also gone up from $3 to $4,50 yet their salaries remain stagnant.

Mugabe Travelled With “Coup Cash”

By A Correspondent- The late founding leader of Zimbabwe, Robert Mugabe would reportedly travel with lots of money which he would use just in case he was removed from power whilst he was abroad.

This was revealed by The Economist, an English-language weekly UK magazine-format newspaper.

The publication was listing ways through which African leaders are externalising and or are abusing public funds.

The publication observes that some leaders keep an emergency stash close to hand and this is the category under which Mugabe fell. The Economist said:

The late Robert Mugabe, who misruled Zimbabwe for three decades, always travelled with a suitcase of “coup money”, in case he was ousted while abroad. Cash piles must be looked after, mind.

Mugabe was however removed from power by his lieutenants in 2017 whilst he was at his residence, The Blue Roof Mansion in Harare.

Mugabe featured on the list of individuals and companies who were purportedly externalising public funds. The list was published immediately after President Mnangagwa got into power.

When Talent Chiwenga’s accident happened, it was also involving a large gonyet. Beitbridge to Harare via Masvingo is the normal route for abnormal trucks, the NGO; “Agenda for Youths” said in a twitter post.

The truck left at 6:30 a.m. and has an escort.

Mutare Goat Thief Caught Dressed In Underwear

A MUTARE man was last week caught dressed in underwear and vest in a goat pen at a plot in Mutare.

Lovemore Chiputu (28) on Tuesday appeared before Mutare magistrate Prisca Manhibi facing a charge of attempted stock theft.

He was sentenced to eight months behind bars, three months of which were, however, suspended on condition of good behaviour for the next five years.

The remaining five months were commuted to 175 hours of community service at a school in Hobhouse, Mutare.

It is the State’s case that on October 3, the complainant, Phillip Mukucha’s five goats were secured into a pen.

On the same day, the accused hatched a plan to steal the complainant’s goats at Plot 1, Weirmouth in Mutare.

Mukucha heard noise coming from the goat pen and went to investigate and saw the accused person wearing a blue underwear and red vest.

The convict got out of the goat pen and struck the complainant on the right hand with a stone before running away from the scene.

He left behind two pairs of black tracksuit bottom, black sun hat, one pair of slippers and a cellphone.

The complainant took the exhibits to the police, leading to Chiputu’s arrest two days later.

EU Ramps Up Pressure On Mnangagwa To Talk To Chamisa

The European Union (EU) is ramping up pressure on President Emmerson Mnangagwa to hold much-needed talks with opposition leader Nelson Chamisa.

This comes as Mnangagwa is battling to put back on track his re-engagement efforts with western powers, following growing concerns about human rights violations in the country, which are blamed on the government.

Mnangagwa, whose legitimacy has been questioned by the opposition MDC since he was announced winner of the presidential election by a water-thin 50,6% , has indicated that an all-inclusive national dialogue was imperative in addressing Zimbabwe’s unrelenting economic crisis.

Presidential spokesperson George Charamba said Mnangagwa was sincere in his invitation for dialogue with the opposition, among other stakeholders, but warned that organising violent protests could blight the prospects for dialogue to discuss the economic crisis gripping the country.

“President Mnangagwa’s concept for dialogue is wider. Soon after elections he asked for dialogue,” Charamba said.

“What Zanu-PF and this government will not countenance is someone who asks for dialogue while pointing a gun at the head of the government. And metaphorically the gun in this sense is queuing hooligans on the streets to terrorise and destroy property and cause mayhem.”

He said the onus was upon MDC leader Nelson Chamisa to formally engage Mnangagwa on the need for dialogue, while spelling out issues that needed to be thrashed out at the negotiating table.

“The first interlocutor for dialogue would have been Chamisa. For the first time we saw ED referring to Chamisa by his first name. So now Chamisa is now ripe for dialogue. For now he (Chamisa) is really pushing for it,” Charamba said.

“He is the one who has the issues, so he must tell us about those issues. He is the one who is feeling discomfort so he is the one who has to tell us about why he wants us to dialogue.”

MDC has since crafted a framework to guide the direction of the dialogue, if the talks ever materialise.

The “five-point plan” spells out the need to address Mnangagwa’s legitimacy, the unrelenting economic crisis, and atrocities committed in the past, nation building as well as crafting a shared common national vision.

It also entails discussing a “comprehensive reform agenda and platform with a view to constructing both a sustainable state with a culture which serves the interests of the masses as opposed to serving a few presiding elites and those connected to them.”

MDC secretary-general Douglas Mwonzora said the five-point plan was endorsed by the party’s national executive council last year.

He, however, said the envisaged dialogue would not only be restricted to discussing the five points raised by the MDC.

“The national executive council resolved that MDC will explore dialogue to address Zimbabwe’s problems,” Mwonzora said.

“As MDC, we have raised five issues which should guide the dialogue which include legitimacy and national healing, among others. The dialogue must be genuine and unconditional. We are not saying these are the only issues to talk about.”

He said there was consensus within the MDC for the need to engage in dialogue, amid reports that some top party officials were opposed to unconditional talks with Mnangagwa.

“There is consensus on the need to engage in dialogue. No one has approached us for the need for dialogue,” he said, noting that the talks should not exclusively feature MDC and Zanu-PF.

Kasukuwere Serves No Purpose, Says Mutodi

Deputy minister of Information Energy Mutodi has rubbished G40 stalwart and former cabinet minister Saviour Kasukuwere’s presidential ambitions saying he is a mere former driver who serves no purpose.

Mutodi dragged the late MDC President Morgan Tsvangirai and his predecessor Nelson Chamisa into his sarcastic description of Kasukuwere adding that it was baffling that he had presidential ambitions.

Said Mutodi:

“Aspiring President Saviour Kasukuwere is a former driver at Gwaradzimba Express Motorways, his role model Morgan Tsvangirai was a tea boy and his potential ally Nelson a church pastor. Wonders will never end. Saviour serves no purpose.”

Paul Nyathi |A Thirteen -year-old pupil at Sacred Heart Girls School in Umzingwane District, Matabeleland South Province, was leff nursing serious injuries after she was bitten by a rabid dog on the school premises.

According to a source, school guard Mark Ndlovu neglected to secure the dogs in a kennel before pupils woke up early in the morning to start preparing for classes.

The guard dogs were supposed to be locked in their kennels by 4am but in this instance they were left prowling around.

BMetro reports that at 4.25am the unsuspecting girl was attacked by the animal.

“The pupil woke up at around 4.25am and went outside and since the dogs were still roaming in the school yard, one of them attacked her before the school guard, who was not close to the scene, could react and restrain the dog.

“The girl suffered serious injuries,”  said the sources

The girl’s blood curling screams attracted the school authorities who then performed first aid on the girl before ferrying to hospital.

The dog was tested for rabies after it was put down and it tested positive.

The security guard is on the run and the police is appealing for information that may lead to his arrest.

Auxillia Mnangagwa Promises To Build Schools For Sixty Year Old Female War Veterans Who Didn’t Go To School During The War

Paul Nyathi|FIRST Lady Auxilia Mnangagwa has called for the establishment of a school for female war veterans, who said some of them never went to school after the war.

Mrs Mnangagwa said those who wished to go back to formal education would be given vocational training.

Zimbabwe came out of the liberation war 39 years ago in 1980 and the youngest war soldier at that time was about 18 years meaning that the youngest war veterans that Mrs Mnangagwa wants to take back to school could be about sixty years now.

“You should remain united as female former fighters so that when you speak, you speak with one voice for your benefit and for the benefit of the country.

“You should also do your projects in groups and this is only achieved if you are united,” she said.

Mrs Mnangagwa further called for the declaration of a ‘Liberators Day’ in honour of all those who participated in the liberation struggle.

“We want a day to remember our liberators. Other countries do it to their liberators so that their born frees know their history,” said the First Lady.

Zimbabwe already has a Heroes holiday on which those that fought in the Second Chimurenga are remembered. Namibia, Tanzania, Zambia and South Africa have liberation days on their calendars.

Auxillia encouraged female war veterans to take up leadership positions in politics and other government institutions such as parastatal boards.

“Women are very few in politics and parastal boards. Let us not cry that we have been prevented into getting into leadership positions. Women can work harder than their male counterparts. Let us get into leadership positions,” she said.

The First Lady promised to uplift the livelihoods of female former freedom fighters whom she said were living under harsh economic conditions.

“There are no jobs . We want you to be self –reliant. You should organise yourself into groups and we will see what we can do. I know you have a lot of things to be done . It will be done,” said Auxillia.

She added that the Ministry of Women Affairs will soon be rolling out various projects for women war veterans.

“The Ministry will assist you with funds to manufacture things like soap and detergents.  We also want you to venture into projects like goat and cattle rearing,” she said.

The First Lady also implored the female war veterans to mobilise people to participate in the Zanu PF’s organised ant-sanction march in Harare on 25 October this year.

“You are suffering because of sanctions. Please make sure that you mobilise people to participate in the ant-sanction march in Harare,” she added.

She urged them to come out in numbers to march against sanctions on October 25, a day set aside by the SADC bloc to call for the unconditional removal of the targeted sanctions on some senior ZANU PF officials and businesses.

“I want to thank you for coming out in your numbers so that we have a heart to heart talk as women,” she said.

“You are important to us for you liberated this country. However, the war is not over yet, we have another war on the 25th (of October) where we will be fighting against sanctions.

“We want the sanctions imposed on our country to be removed. They have caused untold suffering. We also want to thank SADC for standing with us in this fight.”

She said women should support the anti-sanctions march as it was not “about a certain political party, this is about our nation Zimbabwe”.

The United States of America has meanwhile since declared that ZANU PF is deliberately misinforming the nation of the issue of sanctions indicating that it has not put up any sanctions against the country.

Mrs Mnangagwa promised to pass the concerns of female former combatants to President Mnangagwa. She rolled out goat-rearing projects for former fighters in Matabeleland North and Matabeleland South provinces. She also donated sewing machines for those from Bulawayo who are expected to start producing reusable sanitary pads.

The female war veterans were drawn from Bulawayo, Matebeleland North and South provinces.

Minister of State for Bulawayo Judith Ncube and war veterans secretary in the Politburo Douglas Mahiya also attended.

Sole ZANU PF Councillor In Bulawayo Wants MDC Councillors To Be Removed From Office

The only ZANU PF Councillor in Bulawayo has called for the removal of MDC counterparts for allegedly victimising him on political affiliation. 

In a letter addressed to Mayor, Solomon Mguni and copied to Town Clerk Christopher Dube as well as Chamber Secretary Sikhangele Zhou, the Zanu PF councillor accused the opposition councillors of unlawfully removing him from the powerful Business Investment Committee.

Councillor Kidwell Mujuru, who came on through a by election win, wrote the letter to the municipality’s management complaining about alleged unfair treatment by his counterparts.

“I am aware of a group of councillors from your party (MDC Alliance) who do not want me to serve the people of Bulawayo in the Business Investment Committee just because I am from the Zanu PF party.

“The same members moved and seconded each other to remove me from the Business Committee by purporting to ‘correct minutes’ of the meeting of the 4th of September, 2019,” reads part of Mujuru’s complaint letter dated October 7, 2019.

He also accused the MDC councillors of violating recommendations of the General Purposes Committee which he argued confirmed him as a member of the Business Investment Committee.

“Your worship, the so-called correction of the minutes has the effect of rescission of alteration of a council resolution without following ground rules. The said rescission or alteration of the resolution is unlawful, null and void,” he said.

Mujuru called for the removal of the MDC councillors claiming that they had breached 278(2) (e) of the Constitution of Zimbabwe. “May I draw your attention to Section 278 (2) (e) of the Constitution of Zimbabwe which states that willful violation of the law, including a local authority by-law, is a ground of removal of councillors from office.

“It is clear that your council violated the law in your absence. I, therefore, request that you put the council back to legality by urgently remedying the defect. I thought I must also advise you since the whole process was null and void,” further wrote Mujuru.

The MDC councillors reportedly booted out Mujuru following a meeting held on October 2 to allegedly ‘correct’ minutes of the September 4 meeting.
