Today Zimbabwe reminded me why I think this is such an amazing place to live. I woke just after 5am, outside it was crisp, dew on the grass and the birds just waking up with me – a pair of Robins serenading each other from the bottom of the garden. Just enough of a chill in the air to make it invigorating. A deep blue sky being rolled back above me. At midday, it was about 25 degrees celsius — bone-dry with green grass and bush stretching to the horizon.

I drove down town to a cafe for breakfast with a few friends and enjoyed a cup of coffee at a place where I was greeted by name by the security guard at the gate and by every waiter. We sat in the garden with shade provided by a collection of trees from all parts of the world.

And it’s not just the physical beauty of the place and the magnificent weather, it is the people. I drove through an intersection where the robots (traffic lights) were not working and a street kid was directing traffic. At the intersection, a 30-tonne truck pulled up next to me — the driver gave me a big grin and a wave. A church put out an appeal for aid for the people caught up in the cyclone in the east and the police had to direct traffic when the response simply overwhelmed the church. One elderly woman walked 17km to give her surplus kitchen utensils — carrying them on her head. A local businessman who saw the picture of her doing so came up with an offer to buy her a home of her own.

I am not saying this is paradise — but there are compensations and I think this is a great place to live in and call home. Here, the thing we call the “Africa bug” is alive and well and often takes visitors hostage.

When President Emmerson Mnangagwa launched the exercise in November 2017 to remove the then President Robert Mugabe from power, it was our people who gave the operation legitimacy by a national demonstration of joy and support for the tough soldiers on every street corner. This was not contrived and people across the globe watched as we freed ourselves from a tyranny — many with tears in their eyes as they watched history being made in a small way in an African State that had lost its way after Independence in 1980.

And boy, had we lost our way! We did it big time and as a consequence all our economic and social fundamentals were so far out of kilter that we were no longer able to give a decent standard of living to our people; no longer able to feed ourselves and also no longer able to give our children an education that would prepare them to compete in an increasingly complex world.

Millions of our people were now living abroad. At home, life expectancy plummeted and our young people dreamt of moving away to anywhere that might give them a better chance at life. The rich and wealthy made their money, not by enterprise and hard work, but by patronage, stealth and corruption. In the process, creating a country where the disparity between the rich and the poor is as great as anywhere in the world. By and large, Zimbabweans agreed they had been better off before independence and that our liberators had messed up.

The new government had a rough start — the first six months a confused mixture of those who felt they deserved power and a “chance to eat”, because they had supported the small group who engineered the transition and the old guard who had survived the purge. Then the election and the emergence of a government without real political roots in our society. Ethnically, the centre of power moving from Mashonaland West to the Midlands.

Facing a hostile and sceptical world; including the Zimbabwe population, the new leadership struggled to convince people that anything had changed — but it had.

The dictatorship of Mugabe who had ruled Zimbabwe with an iron rod for 38 years had been swept from power. The new leadership knew they had to win the support of the people before 2023 or be swept away just like Mugabe.

A transition was underway and the new government needed the help of both the domestic and international community to fix the problems they had inherited. Did we really think we could fix all our historical problems without pain? If we did, we were mistaken.

The adopted mantra of the new government was “we are open for business”, but this false front hid a far wider agenda of reform and change.

In days after the November 2017 transition, the new President had instituted far-reaching reforms to the very institutions that had carried him into power.

The leadership of the security services and the armed forces were changed. In succeeding months, the military junta — which had kept Mugabe in power since Independence and which had increasingly subverted constitutional and civilian government — was dissolved. The reform of the security forces is continuing and has a long way to go, but a great deal has been achieved in the past 15 months.

In August 2018, Mnangagwa appointed a new team at the Finance ministry — not just Mthuli Ncube, but a whole raft of changes at a senior level. The new team lost no time. A “transitional stabilisation plan” was crafted and a programme of reform to fiscal and monetary policy agreed and rolled out. The changes have been dramatic. In weeks, the fiscal deficit was eliminated and foreign exchange balances in the banks ring-fenced and protected. Monetary reforms came next and right now we are in the process of gradually allowing exchange rates to find a rate at which supply and demand are in equilibrium.

Soon, a new currency will follow and normal conditions of trade within a stable money market restored after three decades of chaos. The new Finance minister was clear — this would be a time of austerity while we found our feet in a new dispensation of fiscal and monetary discipline. He was not exaggerating in any way — our living standards have plummeted and the real value of our local currency devalued to 25% of what it was two years ago.

But it was necessary and all Zimbabweans should understand this, and I call it the struggle for realignment to the new realities of our situation after decades of economic delinquency. The impact of these changes has been dramatic and the process will continue for much longer. But we are establishing a market-driven economy and the process of what we call “price discovery” is well underway — this refers to the way the markets establish equilibrium and balance when they are allowed to do so. The State can only guide and stabilise this process; they cannot stop it and any attempt to do so will end in failure.

The new dispensation is going to strengthen the productive elements in our society — those who actually produce value are going to prosper and in the process this will eventually make Zimbabwe one of the fastest growing economies in the world — one of the new African lions of growth. The consumptive elements — including the corrupt and those who have been feeding at the trough of patronage and privilege are going to find themselves being forced to work and use their ill-gotten gains to actually make a living for once.

But for the ordinary person living on a fixed salary or trying to make a living on the margins of society and in the massive informal sector we have, this is a time of painful sacrifice and I am just amazed at how patient they have been. The floating of the currency from 1:1 with the US dollar to the levels prevailing today of 3,1:1 on the official interbank market and 4,5:1 on the open market means that prices have had to rise by three to four times. Many firms have increased salaries, but the changes have been marginal. Fuel prices were first, maize meal and bread will follow, along with vegetable oils.

Major adjustments are now needed to salaries and disposable incomes and this must be the next area to receive attention and Mr President, please, explain what you are doing when you have to do whatever is necessary — not like the fuel price adjustment. If we know what you are doing and why and the reasons are reasonable, we will take the pain. But we need to know that they are taking us towards the new beginnings that were promised when we said yes to the removal of Mugabe.

White Farmer Shoots Employee, Claims He Thought It Was A Dog

A CHIPINGE white commercial farmer, who allegedly shot his employee, told the court that he had mistaken him for a stray dog.

Joubert Francois Johannes (36), of Lushof Farm, appeared before Chipinge magistrate Joshua Nembaware last week and pleaded not guilty to negligently causing serious bodily harm to the employee.

In his defence, Johannes said he did not intend to shoot the complainant, Frank Fuyana, but mistook him for a stray dog.

“It was drizzling and there was mist so I didn’t see the complainant,” Johannes said, before applying for discharge at the close of the State’s case through his lawyer Langton Mhungu.

The complainant, Fuyana, also appeared to be exonerating his boss in his evidence-in-chief after he said Johannes mistakenly shot him as he wanted to shoot stray dogs which had invaded his farm.

However, Nembaware ruled that Johannes had a case to answer and should be placed on his defence.

The case continues tomorrow.

Prosecutor Gift Bikita told the court that on October 5 last year, Johannes and his employee, Fuyana were under a dairy shed at around 6am.

Johannes then saw stray dogs which had entered his kraal and went to his farm house to collect his shotgun.

At the same time, Fuyana also left the shed going to the guardroom, where he wanted to prepare a meal.

When the farmer returned, he fired at the stray dogs, killing one instantly and another bullet reportedly strayed and hit Fuyana on the stomach and he suffered serious injuries.
He was rushed to hospital, where he was admitted and the bullet was removed.

A report was made to the police, leading to Johannes’ arrest

Sekuru Banda Donates To Boxer Alphonse Zvenyika’s Academy

Jane Mlambo| Zimbabwe’s most sought after traditional healer Sekuru Banda has donated an assortment of groceries towards popular boxing legend Alphonse Zvenyika’s academy based in Mbare, Harare.

Speaking during the handover ceremony, the millionaire healer based in Harare said he was moved to assist the academy as it is doing a good job to support homeless youths with life skills.

“Recently, we donated money towards the establishment of a half-a-million United States dollars drug rehabilitation centre. While construction is yet to start, we found it worthwhile to target a place where children are being taught some life skills. In my quest to identify suitable institutions, I selected Alphonso Zvenyika’s Boxing Academy in Mbare.

“Through our discussions, I made a decision to support the academy. On 2 April 2019, as part of the partnership, I supplied groceries to the academy. I have pledged to buy the academy its training kit comprising gym equipment, punching bags, gloves as well as to build them a suitable state-of-the-art boxing ground,” Sekuru Banda said.

In his speech while accepting the donation, Alphonso Zvenyika heartily thanked Sekuru Banda for his kind gesture.

“Boxing is regarded by many as an elite sport so we always struggle in finding partners or sponsors at our academy. I was thrilled when Sekuru Banda initially phoned me to say he wanted to partner with us. At first, I thought it was a joke or one of the empty promises that always come from prominent in society. Little did I know that Sekuru Banda was actually serious. Today, he phoned me early in the morning to say that he would be visiting us.

“He brought with him an assortment of groceries including maize meal, cooking oil, sugar, Mazoe and salt, just to mention a few. The groceries will go a long way in addressing our challenges with food to feed the children we train at the academy,” Zvenyika said.

Sekuru Banda said the gesture was just a drop in the ocean compared to what he is going to do to the academy as outlined earlier.

Sekuru Banda is a well-known philanthropist whose footprint include helping source some sunscreen lotions for people with albinism, donating to cholera victims in Budiriro and Glenview as well as those affected by Cyclone Idai in Manicaland.

Byo And Matland Provinces Lose Constituencies Due To Low Voter Registration Figures

BULAWAYO, Matabeleland North and South, and Masvingo are likely to lose some constituencies in the next delimitation exercise while Harare, Mashonaland West and Mashonaland Central are expected to gain an average of two if findings of an independent electoral watchdog are anything to go by.

The delimitation research findings are contained in a Zimbabwe Election Support Network (Zesn) report unveiled in Bulawayo on Friday.

Zimbabwe last carried a delimitation exercise in 2007 ahead of the 2008 harmonised elections.

According to section 161 of the Constitution, electoral boundaries must be delimited once every 10 years after a census. This means the next exercise would be in 2023.

In its findings, Zesn said Bulawayo, among other provinces, will likely lose some constituencies owing to the low number of registered voters.

“There are provinces that will decrease in the total number of constituencies (Bulawayo, Matabeleland North and South, and Masvingo); there will be provinces with an increase in the number of constituencies based on the registered voters (Harare, Manicaland, Mashonaland West and Mashonaland Central) and the number of constituencies in some provinces will remain unchanged (Mashonaland East and Midlands),” the report read.

Zesn said to calculate the proposed number of constituencies, the number of registered voters were divided by the total number of constituencies to obtain the average registered voters per constituency and, to find the number of constituencies per province, total provincial registered voters were divided by the average.

Bulawayo with 257 924 registered voters, Matabeleland North (338 593) and Matabeleland South (263 690) and Masvingo (616 079) will likely lose an average of two constituencies each, according to Zesn.

Harare with 899 333 registered voters will likely see an increase from 29 to 33 constituencies, Mashonaland West (654 272) 24 from the current 22 and Mashonaland Central (531 310) 18 to 20 constituencies, respectively.

Zesn noted that its findings give political parties and other stakeholders the opportunity to make meaningful representations about constituency boundaries redrawing to avoid controversies witnessed in the last delimitation exercise.

The 2007 exercise was dismissed by the opposition as favouring Zanu PF after the Zimbabwe Electoral Commission allocated 143 constituencies to communal areas – the ruling party’s strongholds.

Suspended UZ Chancellor Throws Mugabe Under The Bus

By Own Correspondent| Suspended University of Zimbabwe Vice-Chancellor, Levi Nyagura, who is under investigation for awarding Grace Mugabe a PhD has pinned all blame on ousted former president Robert Mugabe.

Lawyers representing him told the magistrate court that only Chancellors are responsible for awarding degrees and at the time President Robert Mugabe was the Chancellor.

Said Nyagura’s lawyer in an application for exception and quashing of his indictment.

The accused was never the chancellor and has never been one at any given time particularly at the time when the PHD in issue was conferred on Grace Mugabe.

The chancellor is the chief officer of the university. The accused was the vice chancellor and his powers are set out in terms of Section 8 of the University of Zimbabwe Act and this section provides no powers to confer or award degrees of any sort. In terms of this section, he is an officer of the university and does not act in his personal capacity.

At the relevant period it was Robert Gabriel Mugabe who was the chancellor…Robert Mugabe is the answerable person and must instead face the charges. Accused is the wrong person to charge

ZANU PF Supporters Camp At U.S Embassy Demanding Removal Of Targeted Sanctions

A group of seven ZANU PF Supporters has camped at the United States Embassy in Harare calling for the removal of the illegal sanctions the country imposed on Zimbabwe and vowed to stay put until they are removed.

Operating under the banner of Broad Alliance Against Sanctions, the group has been at the embassy since Friday last week and have urged Zimbabweans to follow their lead in calling for the lifting of sanctions that have crippled industry and cost the country over US$50 billion in the last two decades.

The organiser of the vigil Mr Calvern Chitsunge said the sanctions imposed by the US had proved that they were targeting all Zimbabweans.

“We have organised this vigil to show the world that sanctions are not targeted at the individuals on the list, but all Zimbabweans,” he said.

“We have decided to indefinitely camp at the embassy because we have realised that other forms of protests have failed.

“The sanctions are not hurting those people on the targeted list, but the ordinary and disadvantaged members of our community.”

Mr Chitsunge said a lot of companies countrywide had closed as a result of sanctions as they cannot access lines of credit while hospitals have a shortage of drugs and equipment.

“Those people in leadership positions that they claim to have targeted are not suffering like what the ordinary person is doing. This shows that the sanctions are targeting the whole of Zimbabwe,” he added.

The US government has maintained a sanctions regime against Zimbabwe since 2001 as a direct response to the country’s fast track land reform programme meant to correct colonial land ownership imbalances.

However the plans may have changed after the team’s trip to China and the project has taken a different route. I can confidently confirm that this project is bigger and greater than my personal gains and as such I would like to apologize to Hon. Minister Murwira, one of he most honorable men I have come to know together with the Verify Engineering Executive members, especially Eng Tapfumanei.

Without favor I can confidently say these are patriotic men who I speak in high regard because of their integrity and work ethics. I strongly believe I rushed into taking action against Nkosikhona Holdings a Consortium Member of Magcor International without understanding the dynamic facts of the project.

I strongly believe Nkosikhona Holdings,7 a Consortium Member of Magcor International will not runaway from its due responsibility of paying my commission and as such I see it fit, that I take a step back and allow them to work on this prestigious project that is futuristic which will help & benefit Zimbabwe in the future.

I worked for Nkosikhona Holdings – the executive is one to be respected and be trusted.

They work with honour, love and passion at the same time identifying each other as family despite the different nationalities. It was an honour working with them and I regret the damage that I may have caused to the reputation of this reputable consortium.

It’s also in the view that I would like to personal ask for forgiveness from Mr GM Rousseau and Mike Glynn (Prmident/Founden Magcor International whom I also had the pleasure of working with and I also view with great regard as honorable men.

I should also indicate that my apology is not because I have received any money, but it’s after the realization that Zimbabwe comes first.

Man Takes Advantage Of Cyclone Idai Displacements To Rape Mentally Challenged Woman

A Chimanimani man was busted by other villagers while raping a mentally ill woman from the same area.

The accused  Tawanda Mlambo Hangara was reportedly arrested while in a queue for food for the displaced Cyclone Idai victims.

Hangara allegedly took advantage of the victim’s mother’s absence  and allegedly dragged her to a nearby bushy area where he raped her.

However, he was caught red-handed by two fellow villagers who were passing by and had heard noise coming from that direction.

Hangara fled the crime scene.

The villagers informed the woman’s mother on her return from the fields who, in turn, informed other villagers.

They agreed to report to the police, but Hangara could not be located.

The complainant was taken to hospital where a medical report revealed that, indeed, she had been sexually abused.

The accused was arrested this week in a queue for food aid.

MDC Legislator Arrested For Violence And Attempted Murder

Police yesterday arrested MDC legislator for Zengeza East, Goodrich Chimbaira (47) and the party’s Chitungwiza Ward 14 councillor Chengetai Nyagonda (48) on charges of public violence that occurred at the party’s Ward 17 councillor Fungai Magadzire’s home in Chitungwiza on Saturday.

Chimbaira is facing another charge of attempted murder after he tried to run over Chitungwiza deputy mayor Jabulani Mutunzi with his Toyota Fortuner.

Five complainants have come forward raising charges of public violence against Chimbaira and his co-accused.

Police spokesperson Assistant Commissioner Paul Nyathi yesterday confirmed the arrest of the two.

“I can confirm that police have arrested Goodrich Chimbaira and Chengetai Nyagonda on charges of public violence,” he said.

“The two are detained at Chitungwiza Police Station.”

Sources said: “After Chimbaira and a group of MDC-Alliance youths beat Magadzire, he then drove his Toyota Fortuner and tried to run over Mutunzi (35) who is the deputy mayor and Ward 15 councillor in Chitungwiza and he was rescued by members of the public. For that charge, we are sure that Chimbaira is likely to face an attempted murder charge.”

Xenophobic Displaced Malawians Write Letter Of Apology To South Africans

Malawian Shakira Bakuwa fled her home in Burnwood last week with her husband and three-year-old daughter 

Malawian nationals driven out of their homes in Durban’s Burnwood informal settlement last week over theft allegations, wrote a letter of apology on behalf of whoever had wronged the angry locals who rounded on them.

“As a sign of extending an olive branch, the Malawian nationals wrote a letter apologising for those that have committed the act of crime,” the statement from the Ethekwini Municipality said on Monday.

“This gesture was overwhelmingly welcomed by the locals who indicated that they were ready to welcome the Malawian nationals back to the community.”

This was after a fraught week following accusations that a Malawian national had been found in possession of stolen goods “that belonged to a South African”.

Over 200 Malawians fled from Burnwood for refuge at police stations and a mosque.

Ethekwini municipality said, however, that the situation over an allegedly stolen item was “hijacked” by a group of locals and criminals.

A meeting was held on Saturday between the community of Burnwood, near Sydenham, eThekwini municipality mayor Zandile Gumede, and the acting Malawian High Commissioner to South Africa Gloria Bamusi.

A group of about 105 Malawi nationals have, however, asked to be repatriated.

They will be helped by the International Organisation for Immigration and the Malawi High Commission.

Gumede hoped that by Wednesday all the processes would have been concluded.

New Twist To Grace Mugabe’s PHD Saga

By Own Correspondent| University of Zimbabwe Vice-Chancellor, Levi Nyagura, who is under suspension for awarding Grace Mugabe a PhD has said he is not to blame for it pinning all blame on ousted former president Robert Mugabe.

Nyagura’s lawyers told the magistrate court that only Chancellors are responsible for awarding degrees and at the time President Robert Mugabe was the Chancellor.

Said Nyagura’s lawyer in an application for exception and quashing of his indictment.

The accused was never the chancellor and has never been one at any given time particularly at the time when the PHD in issue was conferred on Grace Mugabe.

The chancellor is the chief officer of the university. The accused was the vice chancellor and his powers are set out in terms of Section 8 of the University of Zimbabwe Act and this section provides no powers to confer or award degrees of any sort. In terms of this section, he is an officer of the university and does not act in his personal capacity.

At the relevant period it was Robert Gabriel Mugabe who was the chancellor…Robert Mugabe is the answerable person and must instead face the charges. Accused is the wrong person to charge

The state’s written response and the oral submissions will be done this week.

Framework For Disclosure Of Assets By Civil Servants Approved

By Own Correspondent| In her post cabinet briefing Tuesday, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said that government has approved the framework for the disclosure of assets by civil servants in what could be described as a “first for public administration in the country.”

This disclosure of assets is meant to fight corruption. There’s no mention on how the framework will be implemented or the timelines of implementation.

Mutsvangwa however said that the government is now on how civil servants conduct themselves while executing their duty to ensure that they are politically neutral as demanded by the Constitution of Zimbabwe.-StateMedia

Stray Bullet Kills 62 Year Old Vic Falls Gogo

A 62-YEAR-OLD woman from Jambezi outside Victoria Falls died on the spot at her homestead when a stray bullet fired by a ranger in an attempt to kill a problem elephant hit her on the head.

Ms Irene Munsaka died on Monday night at her homestead in Chenamisa village, about 13km from Cross Mbizha along the Hwange-Victoria Falls road.

Rangers from Hwange Rural District Council (HRDC)’s Community Areas Management Programme for Indigenous Resources (Campfire) had visited the area between Jambezi Centre and Chikandakubi to drive away problem wild animals that have been terrorising villagers.

Elephants, buffaloes, lions and hyenas visit human settlements in search of water and food as human-wildlife conflicts escalate in communities adjacent to game parks because of drought.

With a majority of water sources in areas bordering Hwange National Park in Matetsi area drying up, wild animals visit Chenamisa village to drink water from a spring shared by the community and their livestock.

“She was in her yard around 8PM when she was shot on the head and died on the spot. The rangers shot at an elephant but missed it. A bullet strayed into her homestead and hit her on the head. What we don’t know is why the rangers shot in the direction of the homesteads when the elephants should have been on the side of the fields,” said Chenamisa village head Mr Frazer Munsaka who is also the now deceased’s younger brother.

He said villagers alerted Campfire officers immediately after the incident happened.

Another relative, Mr Emmanuel Tshuma, accused Campfire officers of negligence adding that the family wants compensation.

“This shows that they didn’t take precautionary measures to make sure they don’t harm villagers.People have lost crops and livestock to these wild animals and now we have lost a person because of negligence. Investigations should be done and they have to compensate us,” he said.

Zimbabwe National Parks and Wildlife Management Authority spokesperson Mr Tinashe Farawo confirmed the incident but said the wildlife authority was not directly involved.

“We received such a report but you should know that it’s not our rangers. Zimparks gave powers to Campfire to deal with problem animals in communities and the matter has been reported to the police as investigations continue,” he said.

HRDC chief executive officer Mr Phindile Ncube said the incident was an accident.

“We’re aware of the issue. They didn’t shoot at a person but a bullet strayed,” he said.

Police took Ms Munsaka’s body to Victoria Falls Hospital mortuary yesterday.

 As the opposition Movement for Democratic Change (MDC) elective congress slated for this May heats up, embattled party secretary general Douglas Mwonzora has castigated party deputy chairperson Tendai Biti and vice President Professor Welshman Ncube alleging the two are threatening to split the party again.

Professor Ncube and Biti rejoined the main MDC in 2017 at the late party founding father Richard Morgan Tsvangirai’s blessing whose grand plan for the 2018 general elections was an opposition ‘big tent’

Ncube and Biti broke away from the MDC in 2005 and 2014 on the back of misunderstanding with Tsvangirai.

Speaking to 263Chat’s National Question program on Tuesday, Mwonzora bared his soul spelling discipline to Biti and Ncube to safeguard party from disintegration.

“We want everybody back. But coming back has its responsibilities as well. You don’t come back to the party in order to split it again.  This is where I am a bit unhappy because some of these people are senior people, instead of uniting the MDC, some of them are now saying things which have the effects of splitting the MDC. We remained with Nelson Chamisa here when other people had left. We kept the party together.

Mwonzora said he is not considering retaliation in the event that he wins the party presidency at the congress saying he holds a relative respect for both Biti and Professor Ncube.

Mwonzora said the huge assignment that lies ahead of him in any event he wins the party presidency is to reunite the party with a view to help it rediscover its founding values.

“The good thing about me is that I am not retributive by nature.  My friends, my enemies as well will attest to the fact that I receive criticism quite well it’s the right of the people to criticize me without suffering any consequences.

“What I will try to do if I were to contest for the presidency and win it is to reunite the party. Bring back the party to its founding values. This party has got values.  These are the values we must live, democracy, tolerance, justice, fairness, solidarity all these have to be brought back,” Mwonzora said.

Asked on whether he will consider walking away from the party if he lose in the forthcoming elective congress, the veteran politician knocked down the supposition pledging to support the winner and remaining faithful to the party.

“Why should I? Democracy is the dictatorship of the majority. Once you put yourself up for election, you have to live to the two possibilities. The first possibility is that you win and that’s good for you. The second possibility is that you do not win.

“So if you do not win an election you must accept that you have not won. You must accept that the other person has done better than you. So If I were to contest for that position and I do not win, I will serve under the person who has won,” he added.

Parly Probe Behind Contract Termination For ZINARA Director?

By Own Correspondent- In an unexpected twist of events, the contract of ZINARA’s operations and human resources director, Precious Murove has been terminated amid Parliamentary inquiry.

The inquiry is over a recent Grant Thornton report that unearthed misappropriation of about US$71 million by the road authority.

The audit report revealed that Murove signed most of the questionable contracts which led to the inquiry.

The report also questioned Murove’s appointed to his executive position given that he was a mere holder of a diploma in theology.

Murove’ absence was noteceable when the Zinara management today appeared before the public accounts committee.

The ZINARA team was being led by its acting chief executive officer Methelane Mujokoro. It was then revealed that Murove was no longer with the road authority. 

Mujokoro was accompanied by Zinara finance director Simon Taranhike. who was recently suspended for sourcing foreign currency on the parallel market.

“We are committed to the total revamping of these super structures so that our people live in better shelter and environments.

Chiefs’ Fight Over Territory Sucks In Mnangagwa

By Own Correspondent- A boundary dispute between two traditional leaders threatens to suck in President Emmerson Mnangagwa with Chief Jahana accusing a fellow Chief of using his proximity to Mnangagwa to encroach into his territory.

Chief Mapanzure from the Midlands Province under whose jurisdiction Mnangagwa’s rural home lies and Chief Jahana from Insiza are involved in a quarrel over territory.

The dispute has reportedly drawn in Agriculture and Resettlement Minister Perrance Shiri and a local Joint Operations Command (JOC) taskforce.

Speaking to a local publication on Monday, Matabeleland Chiefs Council secretary Nothiwani Dlodlo said that Chief Mapanzure was encroaching into Chief Jahana’s territory.

Said Dlodlo:

“There is an ongoing dispute between Mapanzure and Jahana over the boundary of their land. Unfortunately, the land belongs to Jahana since it was gazetted by the government.

However, perhaps chief Mapanzure is using his widely-held belief that he is close to the president, hence his unrelenting push for land.

Mapanzure has already occupied the land where villages with three heads have already been settled.”

When contacted for comment, Chief Jahana said:

“We are currently in Gwanda for a meeting with the officials from the Local Government ministry over the matter. What we understand is that they want to take our land and put it in the Midlands Province, but that’s what we are rejecting.

Information reaching us is that they want to create Chief Mapanzure one and Chief Mapanzure two to accommodate their fellow kinsmen, but we are saying no to that.

They are using the advantage of their somehow closeness to the president to try and grab my land.

So, today, if these officials we are meeting fail to properly address this matter, we are definitely going to take this matter up with the president himself.

This will help us see if he is the one behind it or just people hiding behind his name.”

Chief Mapanzure rejected claims that he was taking advantage of his closeness to Mnangagwa.

He said:

“It’s a long story that started long back when the delimitations were being done and that place that is being talked about belongs to us.

But for a fact, this matter started way before Mnangagwa became president and it was handled by former Local Government ministers as (Saviour) Kasukuwere and (Ignatius) Chombo.

It’s only that these people are trying to politicise the matter.”

Insiza District lies in Matabeleland South Province and shares borders with Vungu, Mberengwa, Zvishavane, Umzingwane and Gwanda

Chitando Fires Warning Shots At Non Functioning Mines

By Own Correspondent- Mines and Mining Development Minister, Winston Chitando has fired warning shots at non performing mines revealing that government is set to recover all inactive mining concessions.

He also indicated that four unnamed platinum concessions have not been exploited since the 1970s.

Chitando notified that owners of unused concessions have up to end of this month to develop them or lose them to Government.

He said by 2023 all the four unused mining concessions should be operational. 

Chitando said:

“What Mimosa has done for this hospital is commendable. I challenge its managing director, Mr Fungai Makoni, to consider developing another concession in Masvingo. We have four concessions for platinum lying idle with some undeveloped since 1970.”

He said the Mines and Minerals Act demands that all concessions be paid for every year and that operations were expected to commence within a stipulated period after licensing.

Mimosa Mine holds six percent of platinum reserves only but is doing a great job. Other mines have reserves lying idle but they are not operational. We have given these companies up to 30 April to bring comprehensive plans over these concessions.

We use the ‘use it or lose it’ concept and we are going to revoke their licences through making use of the Mines and Mining Minerals Act.”

Gvnt To Compensate Families Of Victims Of The August 1 Murders

By Own Correspondent- A senior government official has revealed that plans are at an advanced stage to compensate victims of the August 1 post election violence as recommended by the former South African President Kgalema Motlanthe led Commission of Inquiry.

Permanent Secretary in the Justice Ministry Virginia Mabhiza denied claims that government had ignored the recommendations made by the Motlanthe Commission of Inquiry.

The Commission recommended among other things, that the government identifies and punishes the soldiers who killed civilians in cold blood as well as compensating the victims of the shootings.

Said Mabhiza:

“Remember, the President set a special task force of ministers to deal with these issues and we are already at an advanced level of dealing with these matters, including compensation of victims, security sector reforms and multi-party dialogue, which is already being implemented.

We have already started with the realignment of laws, and other issues have been discussed at the task force. You should know that things like compensation involve mobilising resources and this is why we have roped in the Ministry of Finance to assist us, but work is being done and the report has not been dumped.”-Newsday

IMF Team Jets Into Zim

By Own Correspondent- A team from the International Monetary Fund (IMF) is in the country for a second staff-monitored programme (SMP) that seeks to consider possibilities of opening new credit lines to Zimbabwe.

The IMF has over the years rendered technical assistance to Zimbabwe but has hitherto refused to open up lines of credit.

Minister of Finance and Economic Development, Mthuli Ncube revealed the IMF team’s arrival.

Said Ncube:

“They (IMF) are in the country and we anticipate that the talks will go a long way towards increasing confidence and paving way for new avenues of growth.

… We have introduced the interbank market and other forces of economic systems that we anticipate will go a long way in the revival of this economy and shape the destiny of the future.

Zimbabwe fell foul with the Bretton Woods institutions after it failed to fulfil its financial obligations resulting in the suspension of lines of credit at the turn of the millennium.”-StateMedia

Since introduction, it has lost about 20% of its value.

There is a feeling in the market that the formal market rate is being managed by the central bank, so export earners are reluctant to sell. But now that the rate has weakened further, we expect the market to be liquid going forward.

When the RTGS dollar was introduced, late February 2019, the Reserve Bank of Zimbabwe put an official rate of RTGS$2.5:US$1. The currency has since devalued to current levels. The official exchange rate is however 40% lower than what is prevailing on the parallel market,” said an economist.

Writing on microblogging site Twitter on Monday, Mliswa said:
What happened to all the rape allegation dockets and cigarette smuggling assertions? It’s so sad @edmnangagwa allows himself to be surrounded by such a criminal of a VP. I’m looking forward to my day in court when I can expose all the V11s on him.

The article was conveyed under the following title: “Govt Renovates Matapi Flats.”

A visit to Matapi on the same day however showed not a dot of ink or jecha (gravel) at the property.

The incomplete article stated: The Government in partnership with the City of Harare has commenced the facelift of Matapi Flats in Mbare under Government priority projects, a Cabinet minister has said.

Speaking during a tour at flats in Mbare today, to check on progress made, Deputy Minister of Local Government, Public Works and National Housing Jennifer Mhlanga said Government was committed to ensuring that people have a decent accommodation.

Fresh Headache For Self Exiled Former Cabinet Minister Prof Jonathan Moyo

By Own Correspondent- Professor Jonathan Moyo has defended his late filing of his response to a court case where he is being summoned over failure to settle a $32 398, 59 debt he owes the Zimbabwe Electricity and Distribution Company (ZETDC).

Moyo, who is represented by his wife Beatrice, claimed that he failed to promptly respond to the matter because he is outside Zimbabwe.

He said:

“It was not applicant’s deliberate intention to file his papers out of time and it is applicant’s conviction that he has a genuine defence to the respondent’s (ZETDC) claim in the main matter and therefore on the basis of that genuine defence applicant’s prospects of successfully defending the claim in the main matter are high.

Applicant (Moyo) feels that it would not be in the interest of justice that this matter be decided on a technicality. Applicant acted swiftly once the full facts of the main case came to his attention.

In the circumstances applicant humbly prays for condonation of the non-filing of an appearance to defend and an upliftment of the bar to his appearance to defend.

Going by the summons served on applicant’s (Moyo) employee where he was called to answer to a claim for payment of $32 398, 59 relating to electricity supplied by ZETDC in the main matter, the summons afforded the applicant 10 days to file an appearance to defend from the date of service of summons.”-DailyNews

On March 8, our employee sent  a text message that they had received papers from the High Court. I do not live at the farm and not could therefore not immediately collect the papers that had been mentioned in the text message.

STATEMENT: MDC Intra-Party Violence Regrettable

The Zimbabwe Peace Project (ZPP) condemns the intraparty violence that has characterised the preparations for the Movement for Democratic Change (MDC) elective congress scheduled for May 2019. ZPP has received reports of violence which have rocked the party ahead of the Congress.

On Saturday 30 March 2019 MDC supporters convened at Councillor Magadzire’s homestead in ward 16, Unit J Chitungwiza for a district election process for candidates who would contest at the elective congress.

Chitungwiza Provincial MDC Youth Chairperson Jabulani Mthunzi who is also Zengeza East ward 15 Councillor clashed with Zengeza East Legislator, Goodrich Chimbaira on the procedure of the elections.

This resulted in violent skirmishes in which Mthunzi was assaulted by party youths affiliated to Chimbaira and was hit by Chimbaira’s vehicle. He was rushed to a hospital for treatment. The attack on Mthunzi violated his political rights and the right to personal security. Similar clashes were also reported during MDC district meetings in Highfields, Dzivarasekwa and Warren Park.

In early March, ZPP recorded violent clashes between youths affiliated to the MDC Secretary General Douglas Mwonzora and those affiliated to the party president Advocate Nelson Chamisa during ward elections in Chitungwiza. As a result of these clashes, some ward and district elections were postponed.

This violent behaviour is not new as the party has experienced episodes of violence during its primary elections in the run up to the 2018 harmonised elections.

At the funeral of the late MDC-T president, Morgan Richard Tsvangirai, the then vice president Thokozani Khupe and Secretary General were attacked by party youths and had to seek refuge in a hut; which the youths threatened to torch.

ZPP is concerned by the continued violent trajectory by the MDC. The organisation condemns all forms of political violence and political intolerance which compromises sustainable peace in Zimbabwe.

ZPP believes that the party leadership can be instrumental in putting this deplorable behaviour to an end and ensure perpetrators are brought to book. ZPP calls upon all political parties to rein in their supporters to promote peace, tolerance and respect of human rights.

The Constitution of Zimbabwe in Section 67 (1b) gives every Zimbabwean citizen the right to make political choices freely. The MDC must allow its supporters to freely make their choices as they prepare for the elective congress.

“If ED Didn’t Revoke Grace’s PhD Then You Can’t Charge Me,” Nyagura

Former University of Zimbabwe Vice Chancellor Prof Levi Nyagura has challenged his trial in which he is facing criminal abuse of office charges after he allegedly illegally awarded former First Lady Grace Mugabe a Doctor of Philosophy (PhD) degree.

The charges stem from a degree which was awarded to the former first lady Grace Mugabe by the UZ’s Faculty of Social Studies Department of Sociology in 2014. The degree attracted intense criticism and speculation after claims that Grace did not defend her thesis, let alone write one and that she did not take the required period of time to complete it

However, Nyagura is arguing that since the so-called “bogus” degree was not revoked by President Emmerson Mnangagwa, the Chancellor of all State Universities, then it means that it is valid and as such, there is no criminal case against him.

In making this application for exception to the charges, Nyagura is quoted by 263Chat as saying,

The charges by the state fail to consider three important facts. Firstly the PhD remains extant.

Its validity cannot be put in question by criminal process. Section 7 of the University of Zimbabwe Act reposes the power to rescind and set aside degrees in the chancellor.

The current Chancellor Emerson Mnangagwa has not revoked this degree and the former Chancellor Robert Mugabe approved and conferred this degree.

The matter is ongoing.

It is with due respect that I ask for forgiveness from Nkosikhona Holdings a consortium member of Magcor International and the Government of Zimbabwe through the Ministry of Higher & Tertiary Education, Science and Technology for prematurely trying to evoke my commission agreement payment last year I was of the view that after my work with Nkosikhona Holdings and Magcor International in helping them secure the 55,2 Billion dollar CTX Project, on my exit it was rightfully so that I would be paid immediately.

However the plans may have changed after the team’s trip to China and the project has taken a different route. I can confidently confirm that this project is bigger and greater than my personal gains and as such I would like to apologize to Hon. Minister Murwira, one of he most honorable men I have come to know together with the Verify Engineering Executive members, especially Eng Tapfumanei.

Without favor I can confidently say these are patriotic men who I speak in high regard because of their integrity and work ethics. I strongly believe I rushed into taking action against Nkosikhona Holdings a Consortium Member of Magcor International without understanding the dynamic facts of the project.

I strongly believe Nkosikhona Holdings,7 a Consortium Member of Magcor International will not runaway from its due responsibility of paying my commission and as such I see it fit, that I take a step back and allow them to work on this prestigious project that is futuristic which will help & benefit Zimbabwe in the future.

I worked for Nkosikhona Holdings – the executive is one to be respected and be trusted.

They work with honour, love and passion at the same time identifying each other as family despite the different nationalities. It was an honour working with them and I regret the damage that I may have caused to the reputation of this reputable consortium.

It’s also in the view that I would like to personal ask for forgiveness from Mr GM Rousseau and Mike Glynn (Prmident/Founden Magcor International whom I also had the pleasure of working with and I also view with great regard as honorable men.

I should also indicate that my apology is not because I have received any money, but it’s after the realization that Zimbabwe comes first.

Zimbabwean Soldiers Applauded For Efforts At Cyclone Idai Relief

JOURNALISTS, humanitarian organisations and various stakeholders have praised officers of the Zimbabwe army for their role in the rescue mission in Chimanimani and Chipinge following the powerful cyclone Idai which left hundreds dead and thousands displaced.

A simple Google search of the Zimbabwe National Army brings images of soldiers shooting at and beating up civilians on the streets.

Joshua (not his real name), one of the hundreds of soldiers deployed to Chimanimani, doing all the dirty work to help the cyclone-hit community recover, and today (Thursday), they are stationed at Charter Bridge, where they are part of the team that is ensuring aid brought to communities gathered at the damaged bridge, is taken across the river to vehicles waiting to ferry them to Ngangu township, one of the hardest-hit areas.

“So with the help of local people, we have to offload the items, carry them across to the trucks on the other side,” Joshua said.

The soldiers, working together with civilians, have created a human chain, handing each other packs of food items across the river, standing in the knee-level water.

Throughout the day, the soldiers, police and civilians continue to harmoniously get aid — mostly food items — across the river, and once in a while, they crack a joke and laugh, deserved relief in the midst of the depressing disaster.

This harmony, for many, is an unusual thing given the bad image the army had assumed over the past year when they were accused of instituting terror on citizens in a disproportionate response to anti-government protests triggered by the country’s harsh economic environment.

Since assuming power in November 2017, President Emmerson Mnangagwa has not hesitated to unleash the army on civilians, and on two occasions — in August last year and January this year — a total of 23 people died and hundreds were left with injuries after the army fired live ammunition on protesters.

But down in Chimanimani, Joshua and hundreds of his colleagues deployed here portray a completely different picture.

Joshua does not look like a killer, neither does he wear a hideous black mask associated with those who pounced on protesters last year and this year. He is an angel of humanitarian work together with his team.

Instead, his eyes are soft, his uniform is clearly marked to show his brigade and rank, and when he speaks, it is with a strong commanding, but very humane voice.

From the day disaster struck Chimanimani two weeks ago, the soldiers deployed to the cyclone-ravaged area have worked round the clock, sometimes with limited resources.

As photojournalist Anthony Zinyange recalls, after realising that all the roads leading to the most affected zones were inaccessible after roads and bridges had been destroyed, while the sky was still foggy, the men in uniform — made up of mostly junior officers — walked several kilometres into the heart of Chimanimani.

“They were full of energy and they eagerly wanted to get to Ngangu to rescue any survivors, and they jogged all the way, hoping to get there early enough to avert further loss of life, but they were deeply-troubled and dejected when they discovered that all they could do was recover corpses,” Zinyange said.

“The gravity of the matter, which had been seriously understated in the media, left them ripped apart, but they continued to do their best, assisting those that needed to be taken to safe zones.”

Even as efforts to clear the roads began, there were challenges.

“At some point, a grader failed to move a huge pile of mud that had slid onto the road, and we had to use shovels to clear the way. All we wanted was for the affected areas to be accessible” Joshua said.

As the day ends at Charter Bridge, Joshua and his colleagues get into one of the army trucks, ready to travel back to Skyline, one of the campsites established to co-ordinate relief efforts.

It is the end of yet another day of unwavering dedication to serve the nation under difficult circumstances, and another side of Zimbabwe’s army.

At Kopa, where an entire suburb was washed away by floods and over 300 people are still unaccounted for, soldiers have built a makeshift bridge and spend the whole day managing crowds and at times repairing it to make it continuously passable.

“I came alone, I got foodstuffs for their victims, but I am old and could not carry my load. A soldier came and helped me cross the makeshift bridge and carried my load straight to my home over there [about six kilometres]. My fellow villagers refused saying I should wait for my grandson to help me, but the soldiers did,” an elderly woman, Gogo Dhliwayo said.

Soldiers apart from maintaining order to ensure fair distribution of aid, also spend their day helping children cross the makeshift bridge, digging up for missing bodies and making roads passable.

“They are very good when doing humanitarian work, but when it comes to political issues, ummm, they are something else. I think the problem is the political leaders themselves who send them. Alone, they are humane and helpful, like a people’s real army,” one motorist remarked as he sped off at Skyline.

Fear Grips Villagers As Lion Devours Livestock

Dear editor- In a bizarre incident villagers in the Chitsa area in Gutu North are in a state of shock.

Yesterday a lion roared three times in a hill called Chatishwe between Gori and Gweme Villages.

Having heard this strange noise villagers teamed up – armed with axes, machetes and knobkerries and rushed towards the hill.

While enroute to the hill they discovered that when the lion roared it had already attacked and killed two heifers and a bull belonging to the Magumeni family.

After seeing a group of people charging towatds it. the lion disappeared into the darkness.

We are now worried as we now fear for our lives.

We urge the Parks and Wildlife authorities to come and trap this fierce animal- which rarely moves solely but in a group called a pride- concerned villager.

Chelsea and Malmo were both charged by Uefa following supporter unrest during the first leg of their Europa League last-32 tie on February 14, which the Blues won 2-1.

Chelsea were charged over field invasions by their supporters, and Malmo for setting off fireworks, while both clubs were charged with the throwing of objects by their fans.

Malmo supporters appeared to launch plastic beer cups at fans in the away end early in the first half. Police had to move in to calm down the situation and when they left there was an increase in the number of stewards put in place between the fans for the rest of the game.

Farai Dziva| Bidvest Wits forward Terrence Dzvukamanja and Golden Arrows striker Knox Mutizwa scored a brace each in the quarterfinals of the Nedbank Cup played over the weekend.

Dzvukamanja found the target in either half as his team went on to lose to Chippa in a penalty shootout. He got Wits’ second goal on the stroke of half time before completing his brace in the 82nd minute.

The 24-year-old played until the end of the extra time but did not take a penalty kick in the shootout.

Arrows man Mutizwa’s two goals helped the team reach the semifinals after beating Bloemfontein Celtic 2-1.

The 25-year-old opened the scoring in the 70th minute before grabbing the winner in the added time.

By Own Correspondent- Prison officers here had a torrid time resuscitating two convicts who fainted soon after receiving their sentencing at Gweru magistrates court.

The two protestors fainted after being jailed for an effective five years for public violence. However, two of the five years were suspended on condition of good behaviour.

The two and three others were convicted after a full trial by Gweru regional magistrate Phatekile Msipa . They are Previous Mutsetse (36), Tawanda Mupfumi (24), Talent Mlambo (29), Tichaona Mupfumi (22) and Bright Ngwarai (23).

Zanu PF Fails To “Rig Economy” As Zim Currency Free Fall Continues

Since introduction, it has lost about 20% of its value.

There is a feeling in the market that the formal market rate is being managed by the central bank, so export earners are reluctant to sell. But now that the rate has weakened further, we expect the market to be liquid going forward.

When the RTGS dollar was introduced, late February 2019, the Reserve Bank of Zimbabwe put an official rate of RTGS$2.5:US$1. The currency has since devalued to current levels. The official exchange rate is however 40% lower than what is prevailing on the parallel market,” said an economist.

Guard Against Public Debt, Parly Told

A CIVIC society group has called on Parliament to craft a law on debt audits which they feel will curb unnecessary assumption, by the State, of debts emanating from corruption, illicit financial flows and general mismanagement of the economy.

Janet Zhou, the Zimbabwe Coalition of Debt and Development executive director, in her presentation last week during a high-level conference on debt said such legislation will ensure future borrowings by the country are informed and made after assessing their impact on human rights.

Currently, the country has a ballooning domestic and external debt hovering between $17 billion and $18 billion and poverty-stricken citizens have to shoulder the debt repayment through taxes.

“There is need for national legislation on periodic debt audits, starting with the current debt which is historic,” Zhou said.

“The Public Debt Audit legislation will assess the loan contraction process, use of loan funds, and the impact of debt on development and the realisation of human rights.”

She said some loans that Zimbabwe inherited were not necessary and were caused by corrupt individuals.

For instance, she said the $700 million debt accrued during the Rhodesian government era was meant to propel racial supremacy and did not benefit Zimbabweans.

Other debts that government incurred during former President Robert Mugabe’s era included the Reserve Bank of Zimbabwe Debt Act which took over $1,35 billion debts that were incurred by the Reserve Bank of Zimbabwe before December 31, 2008.

The Act was signed by Mugabe amid demands by opposition MPs that the list of debtors be published since it was suspected that political bigwigs were the main culprits.

Government, through the Zimbabwe Iron and Steel Debt Assumption Act, also took over Ziscosteel’s $500 million debt.

This was signed into law in May 2018 by President Emmerson Mnangagwa.

The Tendai Biti-led Public Accounts Committee is also currently seized with the issue of Zamco debts, and they have demanded a list of beneficiaries of the $1,13 billion non-performing loans taken over by the Zimbabwe Asset Management Company.

They suspect that political elites were the main beneficiaries.

Zhou said the negative implications of debt were poverty, inequality, lack of social development, and infringement of human rights such as the rights of women who are the ones that bear the brunt of economic decay.

ZINARA Corruption Scandals Escalates

The Zimbabwe National Roads Administration (Zinara) paid out over half a million United States dollars to a non-existent company between 2012 and 2013 under its “special projects arrangement”, investigations have revealed.

An audit by Grant Thornton shows that cumulatively, Zinara paid Bermipools US$589 748, 94 in two years.

Grant Thornton also established that Bermipools is one of the companies that were used by Twalumba Holdings to get a contract from Zinara.

Twalumba Holdings was once investigated by the Zimbabwe Anti-Corruption Commission (ZACC) over a US$2 million road rehabilitation tender involving Notify Enterprises, one of its shelf companies.

Mupostori Arrested For Fondling Grade Seven Daughter

AN Apostolic sect member was remanded in custody yesterday for fondling his Grade Seven daughter’s breast and inserting his finger into her privates while conducting a virginity test.

The 39-year-old man (name withheld to protect the identity of the minor) appeared before Mutare magistrate Lazarus Murendo yesterday facing three counts of indecent assault and one count of aggravated indecent assault.

The accused, who is denying the allegations, was remanded in custody to April 12.

According to prosecutor Percy Musukuto, on a date yet unknown, but sometime in the last quarter of 2018 the accused sneaked into the complainant’s bedroom and fondled her breasts while she was sleeping.

The complainant asked the accused what he was doing and he said he was helping her.

The accused continued indecently assaulting his daughter even during the day when her mother was away.

The matter came to light on March 26 after the complainant screamed when her father again sneaked into her bedroom. Her mother woke up, asked why she was screaming and she narrated the ordeal to her. This led to the man’s arrest.

On another count, the accused is alleged to have told the complainant that he wanted to test if she was still a virgin and inserted his finger into her privates, but the complainant did not tell anyone about the matter. He allegedly repeated this on a number of occasions.

Paul Nyathi|A highly threatening message warning foreigners living in South Africa of impending more xenophobic attacks is making huge rounds on social media raising severe panic and uncertainty especially to people living in infornal settlements in the country.

The heavily worded message gives a thirty day ultimatum for foreigners living in the Southern Africa economic giant to leave the country or they face attacks from unemployed South Africans who claim that foreigners are grabbing their jobs.

Mukupe In Fresh Land Grab

Former Finance deputy minister Terrence Mukupe is embroiled in a land wrangle in which he is seeking to evict resettled farmers at Mt Olympus Farm in Goromonzi.

The former Harare East legislator, who is reportedly behind Farmtel Investments, has since written to about seven farmers, through his lawyers Mangwana and Partners, ordering them to vacate the land.

According to a letter to one of the affected farmers gleaned by this paper, Farmtel claims that it was given the farm in 2016 by the Local Government ministry.

“We represent Farmtel Investments (Pvt) Ltd, kindly note our interests. Our instructions are to the effect that you are in unlawful occupation of a plot, Mt Olympus Farm Chishawasha B. The said plot is under the control of our client, who was allocated and given developmental rights to same by the Ministry of Local Government in 2016. Your continued presence has hindered progress and the execution of the agreement between our client and the Ministry of Local Government,” the letter read.

Mukupe yesterday directed NewsDay to seek comment from Farmtel management.

“Is there my name on the letters? Just talk to Farmtel, not Mukupe. Speak to the CEO of Farmtel. The guys at Mangwana will direct you to the guys at Farmtel,” he said.

NewsDay has been reliably informed that the farmers, who are in possession of offer letters, have since approached the Zimbabwe Lands Commission, which responded by summoning Mukupe for a hearing and clarification on the issue.

According to a letter dated March 28, addressed to Mukupe and signed by the commission’s assistant manager (legal services), one S Zimucha and gleaned by this paper, the former minister was summoned to give his side of the story concerning the farm wrangle.

“We are in receipt of a land dispute lodged by Mt Olympus farmers against you in connection with the above mentioned farm. According to our procedure, and as part of our investigations, we request that you furnish us with a response outlining your due claim of entitlement to the said farm as information constituting your side of the story within seven days of these summons,” the summons read.

NewsDay is reliably informed that there is contention on the location of the farm that is currently listed in Mashonaland East province, while Mukupe was allocated the land under Harare province.

Female Security Guard With An “Unusual Looking Organ” Arrested For Molesting 50 School Girls.

A female security guard has been arrested after she allegedly se_xually molested over 50 primary school students under the guise of giving them se_x lessons.

Choice Muzeti of Maglass Compound in Zvishavane allegedly pulled the labia of the girls saying that this would elongate them and help the girls to have good se_xual intercourse with men.

Acting Midlands Police Spokesperson, Assistant Inspector Ethel Mukwende confirmed the matter.

“Police in Zvishavane have arrested a 26-year-old female adult for performing an indecent act on a young person,” he said.

“The incidents occurred in Zvishavane during the schools’ first term of 2019. The suspect Choice Muzeti is facing several counts of performing an indecent act on a young person as defined in section 70 (i)(b) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

According to sources close to the learners, the young girls got Muzeti’s attention when they saw her unusually big labia during a bath session at the school resulting in her offering to help them grow their own labia the “traditional way.”

“What happened is Muzeti was bathing at the school and some of the pupils who saw her thought she was male because her labia were very large,” said the sources.

“They told the school authorities who summoned her. Muzeti proved to them that she was female but had unique privates.

“She then went back to the girls and started pulling their privates so that they would become big as hers. She did that to approximately 50 pupils between January and March,” said the sources.

MDC Confirms Indiscipline In The Party

By Own Correspondent- The MDC has accepted that there is indiscipline in the party which may derail its chances of forming the next government.

This comes after the party fielded two candidates in the Cowdray Park by-election where it lost to ZANU PF.

This is the first time that the MDC has lost the local government seat to ZANU PF since the year 2000.

Party president Nelson Chamisa vowed to take action so that such a scenario will not repeat itself. Said Chamisa:

“The party agrees that there are lessons to be learnt and we assure the public that the elections directorate is compiling the observations, made and working on a plan to correct all the mistakes that the party made.

We also accept the concern on the fielding of double candidates and appreciate that it created confusion. However, the party would like to assure its supporters that it (fielding 2 candidates) will not happen again.”

Guruve Farmer’s Wife Blows The Whistle On Mbanje

By Own Correspondent- A Guruve farmer was nabbed after his wife exposed him for cultivating marijuana in his maize field after he assaulted her over a domestic dispute.

The battered wife informed the police that her husband was cultivating ‘mbanje’ in his field leading to a search. 24 mbanje plants were found leading to the arrest of George Chikaka (27).

Chikaka, from Tenanog farm in Guruve under chief Chipuriro, appeared in court on Monday before Guruve magistrate Artwel Sanyatwe for unlawful cultivation of dagga.

Chikaka pleaded guilty to the charge and was sentenced to six months imprisonment. Three months were suspended on condition of good behaviour and the remainder commuted to 105 hours community service at Horseshoe Primary School.-Newsday

Dancer Rapes Mentally Unstable Man

By Own Correspondent- A str_p dancer has been arrested after she allegedly raped a mentally unstable man in Chinhoyi.

The dancer who has been identified only as Evernice works for Harare based Nice and Exotic dance group.

According to local publication, H-Metro, Evernice was apparently attracted to the man’s huge organ which he had been exposing while she was on stage.

A source who was at the club told the publication:

“It was on Friday last week at around 5 pm when the man was making some funny moves. He was exposing his privates and he has a big private organ which Evernice got attracted to and she then got interested to get close to the victim.

She wanted to see kuti munhu wacho anogona kuchishandisa here chinhu chake. She then took him to a room where she slept with him.

After she finished having se_x with him, mukomana wacho akabva atanga kunyara nyara meaning the man started being shy…She was advised to run away since she had committed an offence by sleeping with a person who is mentally challenged but she refused to run away saying that he was the one who had slept with her.

Dancers Association of Zimbabwe (DAZ) Harpers Mapimhidze confirmed the matter to H-Metro and condemned the dancer’s behaviour.

Apostolic Sect Man Hauled To Court For Conducting Virginity Tests On Grade 7 Daughter

By Own Correspondent- A member of the Apostolic sect appeared before a Mutare magistrate facing three counts of indecent assault and one count of aggravated indecent assault.

The 39-year-old man allegedly fondled his Grade 7 daughter’s breast and thrust his finger into her privates while conducting a virginity test.

The man died all allegations before Magistrate Lazarus Murendo who remanded him in custody to April 12.

According to the State, the man sneaked into the complainant’s bedroom on an unknown date in 2018 and fondled her daughter’s breasts, claiming that he was helping her.

This abuse happened several times and only came to light on March 26 this year when he attempted to do it again while his wife was around.

The girl screamed and this woke up her mother who quizzed the girl. She then spilt the beans on what was happening and further revealed that at one point, her father had slipped his finger into her privates.-Newsday

Kwaito Star Arrested For Drunken Driving, Blames High Alcohol Level On His Medication

Own Correspondent|Award-winning kwaito legend Doc Shebeleza (real name Victor Bogopane) has blamed a recent arrest on his medication after spending a night in a police holding cell.

According to Sunday Sun, Bogopane was caught during a joint operation between the South African Police Service (Saps) and the Johannesburg Metro Police Department (JMPD) in Fairland, north of Johannesburg.

The publication cites an officer who was at the scene who claims the hitmaker was two times above the legal limit and that he tried to use his celebrity status to get let off the hook.

Police spokesperson Kay Makhubele has confirmed the arrest and stated that the matter is currently under investigation.

Bogopane was released on R1500 bail on Monday morning.

When asked for comment on the matter, Bogopane simply said “I wasn’t drunk but on medication. The mistake was to take all six tablets in a short period of time.”

Destruction Of Wetlands Costly For Gokwe North

By Own Correspondent- Perennial water shortages in Gokwe North has been attributed to the destruction of wetlands.

A senior official has revealed that out of Gokwe North’s 11 wetlands, at least 7 have been completely depleted.

Gokwe North district environmental officer, Allan Machenjedze said this while speaking on the sidelines of the World Water Day commemorations recently.

He said:

Out of the 11 wetlands in the district, only four are flourishing as a result of good wetland management practices.

The depleted ones were because of poor wetland management practices emanating from human activities including farming on wetlands, streambank cultivation as well as other developmental projects on wetlands.

However, the remaining, owing to the observance of good wetland management practices which include the indigenous knowledge system (chivanhu), wetlands such as Dewe in ward 25 copper queen area, where no modern material is allowed to harvest the water, have remained undisturbed.-Newsday

Massive Procurement Scam Unearthed At ZINARA

By Own Correspondent- An audit by Grant Thornton shows a procurement crisis at the Zimbabwe National Roads Administration (Zinara).

The audit reveals that under its “special projects arrangement”, Zinara has failed to uphold critical tendering principles.

Between 2012 and 2013, ZINARA paid Bermipools US$589 748, 94. The unregistered company is one of the companies Twalumba Holdings used to get a contract from Zinara. Twalumba Holdings was once investigated by the Zimbabwe Anti-Corruption Commission (ZACC) over a US$2 million road rehabilitation tender involving Notify Enterprises. Notify Enterprises is one of its shelf companies.

Further, it has been revealed that Zinara under the special projects arrangement has granted tenders to connected individuals. For instance, ZINARA awarded a contract to Tencraft Construction. The company is linked to Mufaro Eric Gumbie the then principal director in the Ministry of Transport which oversees ZINARA.

ZINARA is said to have also awarded a contract to Haingate where  Saviour Kasukuwere a former cabinet Minister’s younger brother Tichaona is a director.

Badon Enterprises which is co-owned by Chegutu West legislator Cde Dexter Nduna and his wife Scholastica was also awarded a tender. Nduna however, claims that when the company was awarded a contract, he was yet to join politics.

The Grant Thornton audit report also unveiled over-payments made to some contractors. It also reveals that some contractors were paid for unfinished jobs. The report also indicated that same individuals using different company names kept on getting contracts.-StateMedia

Cheeky Friend Gets 8 Years For Fondling Best Friend’s Wife

AN 18-year-old man from Filabusi has been jailed eight years for fondling his friend’s wife and inserting his finger into her privates.

Wayne Sibanda of Bekezela Township went to his friend’s house at around 4AM while the wife was alone and committed the crime.

Sibanda pleaded not guilty to a charge of aggravated indecent assault when he appeared before Gwanda regional magistrate, Mr Mark Dzira, but was convicted due to overwhelming evidence.

He was sentenced to eight years imprisonment and three were suspended on condition that he does not commit a similar offence within the next five years.

In his defence, Sibanda said his friend’s wife, who cannot be named for ethical reasons, called him to her house in the middle of the night while her husband was not around and tried to seduce him.

“I deny the allegations levelled against me Your Worship as I didn’t touch this woman as she has alleged. She is the one who called me on my cell phone in the middle of the night at around 1AM asking about the whereabouts of her husband as he was not home.

“I told her that I didn’t know and she then asked me to come to her house. I refused to go there seeing that it was in the middle of the night, even though she insisted. I then went to her house at around 6AM to collect my work helmet that I had given to her husband. I found her lying on the bed and she opened the blankets revealing her naked body and invited me to have sexual intercourse with her. Instead I didn’t touch her at all but I left the house,” he said.

Prosecuting, Mr Mncedisi Dube said Sibanda went to the complainant’s home on December 17 last year at around 4AM.

He said Sibanda knocked on the door and told the complainant that he had come to collect his helmet.

Mr Dube said the complainant opened the door and Sibanda collected his helmet and then asked if the complainant’s husband was around.

He said upon hearing that the man of the house was not around, Sibanda approached the complainant who was lying in bed and fondled her breasts and inserted his finger in her private parts.

Mr Dube said the complainant screamed which forced Sibanda to leave the house.

He said the complainant reported the incident to her husband and the matter was reported to the police resulting in Sibanda’s arrest.

In her statement in court, the complainant denied calling Sibanda in the middle of the night and inviting him to her house. She also denied inviting him to have sexual intercourse with her.

FORMER MDC official Eddie Cross has triggered a storm following reports that he supported President Emmerson Mnangagwa’s penchant for flying in luxurious jets.

Opinion is sharply divided over Mnangagwa’s costly foreign trips at a time the country is mourning the death of over 300 Cyclone Idai victims.

In the midst of efforts to locate missing persons in Chimanimani, Mnangagwa left for a day’s visit to Angola last week.
From Angola, he headed to South Africa for yet another official visit.

But what infuriated his friends and foe alike was his decision to hire a luxury jet from Dubai to attend a meeting with the civic society in Bulawayo.

According to reports, the Airbus A318-100 flew seven hours and 16 minutes from Dubai to position in Harare, ahead of Mnangagwa’s flight from Harare to the second city.

An influential figure in the country, Cross told ZBC TV that “all trips by the president are very significant and essential, the spin by the independent press that the president’s trips are gobbling the fiscus are unfortunate. Look, some of these missions are planned well six months before. The president has a diplomatic and political obligation to fulfil international mutual agreements, so all his trips are justified”.

He went on to say that “the president should travel comfortably and on time so this issue of a hired jet, some are hired by his counterparts so it’s not fiscus money always, more so it is important like what happened when he had to trips to Russia and the UAE (United Arab Emirates) with the jet, it was fast for him to come back and attend to Cyclone Idai”.

In the wake of the ZBC report, MDC’s David Coltart took to social media yesterday, connoting that the former MDC legislator had probably been misquoted.

“The ZBC has posted that Eddie Cross says that Mnangagwa’s foreign trips on luxury aircraft and his hiring of aircraft from Dubai to fly to Bulawayo is justified. I presume that if he has been misquoted, he will refute this story,” he wrote.

Contacted for comment by the Daily News yesterday, Cross insisted that there was nothing sinister about Mnangagwa’s flight to Bulawayo.

“I believe it was justified because it was made available to him by the sultan of the UAE for a week; the special jet was made available for the President’s disposal for a week. That’s what I believe,” he said.

Leader of Gwanda Residents’ Association, Bekezela Maduna Fuzwayo, said it was shocking how members who desert the opposition suddenly become the ruling party’s ambassadors.

“It can never be justified; we don’t know what has come over him (Cross). It has become a trend that members who leave the opposition all of sudden start speaking good about the ruling party. He is eyeing something; very soon we will hear that he has landed a post,” he said.

Political analyst Dumisani Nkomo said although this was a clear misuse of funds, it was worrying that the reason behind Mnangagwa’s visit to Bulawayo had been overshadowed by the rancour over the mode of transport used.

“I personally don’t condone the misuse of public funds; but I also feel people are now ignoring the real story, the Gukurahundi issue that the president flew here to discuss. For the first time this issue is being discussed openly without fear. People are not talking about what was discussed during the meeting,” he said.

The Affirmative Action Group’s Matabeleland Chapter president Reginald Shoko said Cross’ sentiments were justified.

“From a macro-economic perspective, Cross was right in saying the president was justified; the national airline is only flying one plane and we cannot expect him to take it off route each time there is a trip,” he said.

“Sometimes we have to look at the office and not the individual. We have to respect that he is the Head of State, we could not expect him to fly with the public on the national airline.”

Julius Malema, leader of South Africa’s third largest party, the Economic Freedom Fighters, EFF, has slammed recent xenophobic attacks in the country cautioning nationals to desist from scapegoating others.

“Stop Xenophobia! There is no foreigner that took your jobs. If you fail in business, do not blame other people,” Malema told a crowd during an electioneering campaign stop in the Free State province over the weekend.

His call follows on the heels of an outright condemnation of the attacks by President Cyril Ramaphosa late last week. In addressing a meeting, the president said it was unacceptable that other nationals will be targeted in a country as South Africa.

He traced the impact that all Africans had in standing up with South Africa during apartheid and stressed that the wider society had always stood up against xenophobia and will continue to do so, ‘this is not us,’ he said.

Government through the Foreign Affairs Minister, Lindiwe Sisulu, also slammed the attacks. She held meetings with ambassadors of affected nationals over the weekend.

Nkosazana Dlamini-Zuma, the former African Union, AU, chairperson and a minister of state also added her voice to government calls for the attacks to be halted.

The privately-owned IOL news portal reported that attacks on foreigners started after midnight on Sunday. “They began at Kenville Informal Settlement and spread to Sea Cow Lake and Burnwood. Locals were allegedly angry that foreigners were taking their jobs,” the report said.

The president during his condemnation also spoke about the fact that most Africans living in the country were legal residents who respected the laws and people of South Africa.

Such attacks are becoming an annual affair in the Rainbow nation. This is the first time this year that such attacks are being recorded.

In years past, African nationals have been targeted and attacked most of them to death. Their businesses have been looted and properties burnt down in some instances.

While People Die On Roads, ZINARA Pays Half A Million Dollars To Non Existent Companies, Dexter Nduna In It.

The Zimbabwe National Roads Administration (Zinara) paid out over half a million United States dollars to a non-existent company between 2012 and 2013 under its “special projects arrangement”, investigations have revealed.

An audit by Grant Thornton shows that cumulatively, Zinara paid Bermipools US$589 748, 94 in two years.

Grant Thornton also established that Bermipools is one of the companies that were used by Twalumba Holdings to get a contract from Zinara.

Twalumba Holdings was once investigated by the Zimbabwe Anti-Corruption Commission (ZACC) over a US$2 million road rehabilitation tender involving Notify Enterprises, one of its shelf companies.

However, in the case of Bermipools, checks with the Registrar of Companies showed that it is not a registered company.

Further, company registration books of some of the beneficiaries of contracts awarded by Zinara under the special projects arrangement show that they were dished out to connected individuals.

For instance, one contract was awarded to a company called Tencraft Construction.

Among the directors of Tencraft Construction was the then principal director in the Ministry of Transport and Infrastructural Development Engineer Mufaro Eric Gumbie (now late) yet Zinara is a parastatal under the ambit of the same Ministry.

Tencraft Construction was formed in 2006 under company number 1749/06.

Company certificates obtained from the Registrar of Companies showed that one of the Haingate directors is Tichaona Kasukuwere. Tichaona is former Cabinet minister Saviour’s elder brother. Another contract awarded by Zinara under the same special projects arrangement was given to Haingate.

Another company with a director known in political circles that benefitted under special projects was Badon Enterprises. The company is owned by Chegutu West legislator Dexter Nduna.

Haingate was paid varying amounts also in excess of US$5 million for two special projects awarded to the company.

Nduna co-owned Badon Enterprises with his wife Scholastica, making the company a Nduna family business.

Evidence compiled by Grant Thornton showed that Badon received payments from Zinara between 2011 and 2015 in excess of US$5 million.

Two years down the line in 2017, the company was declared insolvent. Nduna told the Herald that the company had since been liquidated.

He said he won the tender way before he joined politics meaning there is no connection between his political career and his Zinara contract.Nduna said raising issues of debts or abuse of money against Badon Civil Engineering was now immaterial because when the company was liquidated no creditors came forward.

“That company has since been liquidated,” said Nduna.

“The liquidators asked for any creditors to come forward before the company was liquidated and no one came forward. I don’t think it will make sense to start raising issues about closed company now.”

The Grant Thornton audit report unmasked that some contractors were overpaid and in other cases payments were made for incomplete jobs and in the absence of payment certificates as evidence of the work done.

It also emerged that Zinara awarded these so-called special projects to the same individuals using different company names, for instance in the case of Twalumba Civil Engineering.

The company got other contracts using other names such as Notify Enterprises.

Mnangagwa To Clean Up Victoria Falls On Friday

By Own Correspondent| President Emmerson Mnangagwa will this Friday lead the National Clean-Up Day campaign in Victoria Falls.

The development follows a declaration by the country’s first citizen that the first Friday of every month shall be a National Clean-up Day whereby citizens are supposed to clean-up their surroundings between 8am and 10am.

Mnangagwa’s two deputies Constantino Chiwenga and Kembo Mohadi will be leading clean up campaigns at Chigovanyika shopping centre in Chitungwiza and Whitehouse.

Ethiopian Airlines To Release Crash Report

The preliminary report into the cause of the 10 March crash of Ethiopian Airlines which killed 157 people will be released soon, the country’s foreign ministry spokesperson, Nebiat Getachew, has told news agency Reuters.

A timeline has, however, not been set, Reuters report.

An anti-stalling system on the plane, a Boeing 737 Max, has been blamed for the disaster.

Soon after take-off – and just 450ft (137m) above the ground – the aircraft’s nose began to pitch down.

One pilot, according to the Wall Street Journal, said to the other “pitch up, pitch up!” before their radio died.

Leaks last week from the crash investigation in Ethiopia and in the US suggest an automatic anti-stall system was activated at the time of the disaster.

The Manoeuvring Characteristics Augmentation System (MCAS) flight-control feature was also implicated in a fatal crash involving a Lion Air flight in Indonesia last October.

The Boeing 737 Max went down shortly after take-off from Jakarta, killing all 189 people on board.

Villager Beats Soldier To Death Over A Missing Cellphone

A VILLAGER allegedly beat a soldier to death in a dispute over a missing cell phone during a drinking spree at a business centre in Bulilima District.

Busani Sibanda (28), who was based at 23 Combat Station in Magunje, Hurungwe in Mashonaland West Province, had an altercation with Sithelo Ndlovu (30) after his cell phone went missing and suspected that Ndlovu had stolen it.

Chief Mpini confirmed the incident which occurred on Friday last week at around 6PM at Ndiweni Business Centre in Ndiweni Ward in Bulilima which falls under his jurisdiction.

“I received a report of a soldier who was killed at Ndiweni Business Centre. The deceased and the suspect are from my area although the soldier was based in another area. I’m not sure what caused the altercation as I’m yet to receive full details but the two men were fighting and the villager assaulted the soldier with a stick resulting in his death,’’ he said.

Chief Mpini said the incident had left villagers shocked and he raised concern over murder cases that were being recorded in the area.

The chief said people must drink responsibly and not turn drinking spots into war zones.

Sources close to the investigations said Sibanda and Ndlovu were drinking at a bottle store at Ndiweni Business Centre when Sibanda realised that one of his two cell phones was missing and he confronted Ndlovu.

A source who preferred anonymity said Ndlovu denied taking the cell phone and emptied his pockets for Sibanda to see but Sibanda accused him of either selling or hiding the cell phone.

“Sibanda took Ndlovu’s bicycle which was at the business centre and threatened to keep it if he didn’t return his cell phone. The two men started fighting and Ndlovu struck Sibanda with a big stick several times all over the body and also kicked him several times until he bled from the nose and mouth.

‘’Sibanda was rushed to Plumtree District Hospital where he died upon admission while Ndlovu was arrested,’’ said the source.

The source said Sibanda will be buried at his rural home in Bulilima tomorrow.

Financially Troubled ZIFA Set For US$1m Fine For COSAFA Cup Hosting Decision. Who Will Be Blamed For This?

Zifa could be handed a fine of up to US$1 million this week, the heaviest financial punishment slapped on the country’s football controlling body, should they be found to have breached the agreement to host this year’s Cosafa Cup senior men’s tournament.

The association are set to face the Cosafa Disciplinary Committee in Johannesburg, South Africa, on Thursday with judgment likely to be handed down within 48 hours of the hearing.

This means, by Saturday, Zifa will know their fate and the magnitude of the sanctions.

However, Zifa could avoid those sanctions should they, before the hearing is held on Thursday, come up with an alternative arrangement which guarantees the hosting of the region’s flagship football tournament in this country this year.

Cosafa announced on Sunday that Zifa had been dragged before the regional body’s disciplinary committee and the case will be heard on Thursday.

“The venue for the 2019 edition of the Cosafa Senior Tournament, scheduled from May 25 to June 8, remains undecided,’’ Cosafa said in a statement.

“The Zimbabwe Football Association is now in breach of their Hosting Agreement, signed by Zifa late in January 2019, and returned to Cosafa.

“Following a Board meeting convened on March 9 in Zimbabwe, Zifa reconfirmed their commitment to host the tournament in Zimbabwe, irrespective of whether they received Government funding and guarantees.

“Zifa management committed to presenting to Cosafa written confirmation of this decision no later than March 25.

“Unfortunately, they failed to deliver on the nominated deadline which has left Cosafa with no recourse other than to enforce their Disciplinary procedures, which calls for Zifa to attend a Disciplinary Hearing scheduled for April 4 in Johannesburg.

“The hearing will be handled by Cosafa’s independent judicial body, and the outcome and punitive action will be handed down within 48 hours of the hearing.’’

The regional football body said the uncertainty over the hosting of the tournament had come at a wrong time, given the importance which the nations which have qualified for the 2019 Afcon tourney had attached to the event, with all of them hoping to use it to prepare for the Nations Cup finals.

“Cosafa is, particularly, disturbed by the management of the process by Zifa as 2019 is a critically pivotal year for football in the Sub-Saharan region.

“For the first time in 21 years, five Cosafa member countries have qualified to participate in the continental showpiece, including Zimbabwe’s celebrated Warriors.

“The Cosafa Senior Tournament has consistently proved to be a vibrant platform of opportunity for all competing countries, and in 2019 has become a key factor in pre-Afcon preparation for the successful qualifiers, with coaches and team management planning to use the Cosafa tournament to fine tune their training prior to the Afcon June 21 kick-off.

“Cosafa remain hopeful that Zifa will remedy the current situation prior to the DC hearing on April 4.’’

Zimbabwe, South Africa, Madagascar, Angola and Namibia have qualified for the 2019 Afcon finals which is in stark contrast to what was the case, two years ago, when the Warriors were the only team from the region in Gabon.

Youth, Sport, Arts and Recreation Minister, Kirsty Coventry, revealed the country could not host the 2019 Cosafa Cup, which was last staged here in 2009, because of the short notice available to host a tournament of this nature.

Our sister paper, The Herald can today reveal that the fine, for withdrawing from hosting the tournament, ranges from US$500 000 to US$1 million depending on the circumstances which the Cosafa disciplinary committee can establish related to the case.

While the Cosafa disciplinary committee will use the regional body’s disciplinary code and the Cosafa competition rules and regulations to determine the case, what is critical here is that the regional body can also use the Caf rules and regulations, related to such cases, as and when they feel it’s appropriate.

Article 92 of the regulations of Africa Cup of Nations deals with such cases and is clear in its pronouncements with a fine of US$100 000 for withdrawal notified two or more years prior to the final tournament, a fine of US$300 000 for withdrawal notified less than two years before the date of the final tournament.

There is also a fine of US$500 000 for withdrawal notified within one year before the date of the final tournament, and a suspension at the next edition of the tourney, while a US$1 million punishment is inflicted on the association which would have withdrawn from hosting a tournament within six months before the start of the tourney.

There is also a suspension, from the next two editions, of the tournament.

The sanctions were imposed on Morocco after the North African nation pulled out of the hosting of the 2015 Afcon finals in the wake of the Ebola outbreak in some part of West Africa.

The Morocco FA were slapped with a US$1 million fine by Caf, who used the same regulations, which can be applied by Cosafa to deal with similar cases.

Morocco were also banned from the 2017 and 2019 Afcon tournaments.

They were also slapped with an US$8 million fine for damages which Caf claimed to have suffered because of the decision by the Moroccans to withdraw from the hosting of the 2015 Afcon tourney.

However, the Moroccans took their case to the Court of Arbitration for Sport which overturned the ruling made by Caf and even reduced the severity of the financial punishment from US$1 million to US$500 000.

CAS said the issue related to the damages, which were being sought by Caf, should be examined by another body but Morocco were allowed to return to the 2017 and 2019 Afcon tournaments.

High Court Finally Kicks Rushwaya Out Of Mines Federation

Zimbabwe Miners’ Federation (ZMF) president Ms Henrietta Rushwaya has lost the presidency of the association after the High Court declared the results and proceedings of the elections which brought her to the helm of the small-scale miners’ body invalid.

The court ruling handed down on March 26, 2019 came just as the ZMF announced a decision to change its name to the Zimbabwe Artisanal and Small-Scale Miners’ Federation (ZASMF).

Ms Rushwaya was elected ZMF president in June last year but a group of small-scale miners under the Zvishavane-Mberengwa Miners’ Association (ZMMA) challenged her election at the High Court.

The miners accused Ms Rushwaya of using unorthodox means to takeover the leadership of ZMF.

They filed an application at the High Court seeking an order to block the holding of the elections and to have them indefinitely rescheduled arguing that Ms Rushwaya wanted to usurp ZMF leadership through unconstitutional means.

High Court judge Justice Nicholas Mathonsi granted a provisional order suspending the holding of elections on June 14, 2018 but the federation went ahead with the elections which were won by Ms Rushwaya.

The old ZMF executive led by Mr Ishmael Kaguru boycotted the elections.

In her ruling last week, Bulawayo High Court judge Justice Nokuthula Moyo said:“The court, being a court of law, cannot embrace a willy-nilly departure from one’s constitutional dictates. Not only is adherence to one’s constitution good for law and order, but it is also a good corporate governance principle. The reason why there is a constitution in the first place is so that the association or organisation operates within the confines of good order to avoid chaos.”

She said the court could not encourage organisations to breach their own constitutions and do as they please.

“That is unlawful and this court cannot lend a hand to allow an unlawfulness to prevail. Respondent is bound by the provisions of the constitution and if intended to defend this application, it should have done so within the confines of its own constitution.It is for these reasons that I hold that the notice of opposition and the opposing affidavit are not properly before the court, as they have been brought through the back door and not in accordance with respondent’s own constitutional provisions. As a result, I will proceed to confirm the provisional order, which in my view stands unopposed . . . The provisional order granted by this court on June 14 2018, be and is hereby confirmed,” said Justice Moyo.

In an interview, ZMF general council member Mr Helem Mhlanga said following the final court order, they held their general council meeting in Gweru last Thursday .

“The High Court has directed that the old executive led by Mr Kaguru should take over the leadership of ZMF and lead the organisation to election.

“The second recommendation was to constitute a board as directed by the court, the board that would investigate the allegations levelled against (Ms) Rushwaya, the board will also assist vetting of candidates to participate in the ZMF next election,” he said.

However, in reality, Majaivana has not set foot in the country since self exiling nearly two decades ago.

The public have been yearning for his return and performance, but he has remained mum with no hope of him returning into the music scene altogether.

Shocking New Wave Of Price Increases Hits The Country

CONSUMERS have expressed shock after major supermarkets and small scale retailers once again increased prices of some basic commodities by margins of up to 75 percent.

Despite the stability in the economy after the February Monetary Policy Statement, which has been widely endorsed by business, the latest price increases have put consumers in a corner, especially considering that most companies and Government have not increased salaries for their workers.

Grocery items that include flour, rice, cooking oil, sugar, salad dressing, toiletries, washing powder, cereals and meat have been on an upward trajectory in small and major retail outlets recently.

A snap survey conducted by Business Chronicle in the last three days has revealed that prices have gone up by 25 to 75 percent from the average prices of similar commodities last month. 

A two litre bottle of cooking oil, for instance, has gone up from an average of RTGS$7, 50 to RTGS$14 whilst a two kilogramme (kg) packet of chicken portions has gone up from RTGS$11 to RTGS$16.

A 10kg bag of mealie-meal has gone up from RTGS$6 to RTGS$8, 50 while 500g margarine, which has suddenly been in low supply, has risen to about RTGS$22 from an average of RTGS$8.

A closer comparison shows that prices for most basics have gone up by more than 400 percent between March-August last year and this year.

The wanton price increases have sparked outrage among consumers, who have expressed their disgruntlement saying the cost of living was now beyond their reach given low wages and salaries they were earning.

“These retailers are stealing from us by over pricing goods. Government must do something about it quickly before the situation gets out of hand. As a consumer I am slowly losing my buying power since my monthly salary does not tally with these exorbitant prices,” fumed Mrs Dorothy Phiri, a shopper at OK Zimbabwe in Bulawayo.

Some consumers said prices were cheaper and more stable when one buys with foreign currency. 

They, however, said the new pricing system was not fair for them as they were not earning forex.

“I have nowhere to get forex. However, when I go and buy it from the street and then do my groceries, sometimes I get better deals than when I use RTGS dollars directly at the supermarket. Something must be done about this currency issue as it is fuelling the parallel market,” said Mrs Nancy Mhoni who was shopping at a Choppies supermarket. 

Others said they preferred street vendors who sold grocery items at a price cheaper than supermarkets, but only accepted cash payment and mobile money payments at a premium. Commodities such as petroleum jelly, washing soap, body lotion, diapers, peanut butter, cereals, washing powder, bathing soap, rice and cooking oil mostly imported from South Africa are sold from pavements around the city. 

Commenting on the price increases, Confederation of Zimbabwean Industries (CZI) president, Mr Sifelani Jabangwe said they were due to the movement on the parallel market since the official market is offering rates that are very low for sellers.

“The price increases are due to the continuous movement on the parallel market. The official market introduced in February by the Central Bank is offering rates that are very low for sellers,” he said.

Mr Jabangwe said the price hikes are likely to be short term if the inter-bank market works to eliminate the parallel market. 

Confederation of Zimbabwe Retailers (CZR) president, Mr Denford Mutashu, said the price hikes were induced by the prevailing shortages of foreign currency leading to supply constraints experienced by both producers and distributors in the country.

Zinara Paid USD589mln To Fake Company, Dexter Nduna Also Looted

The Zimbabwe National Roads Administration (Zinara) paid out over half a million United States dollars to a non-existent company between 2012 and 2013 under its “special projects arrangement”, investigations have revealed.

An audit by Grant Thornton shows that cumulatively, Zinara paid Bermipools US$589 748, 94 in two years.

Grant Thornton also established that Bermipools is one of the companies that were used by Twalumba Holdings to get a contract from Zinara.

Twalumba Holdings was once investigated by the Zimbabwe Anti-Corruption Commission (ZACC) over a US$2 million road rehabilitation tender involving Notify Enterprises, one of its shelf companies.

However, in the case of Bermipools, checks with the Registrar of Companies showed that it is not a registered company.

Further, company registration books of some of the beneficiaries of contracts awarded by Zinara under the special projects arrangement show that they were dished out to connected individuals.

For instance, one contract was awarded to a company called Tencraft Construction.

Among the directors of Tencraft Construction was the then principal director in the Ministry of Transport and Infrastructural Development Engineer Mufaro Eric Gumbie (now late) yet Zinara is a parastatal under the ambit of the same Ministry.

Tencraft Construction was formed in 2006 under company number 1749/06.

Company certificates obtained from the Registrar of Companies showed that one of the Haingate directors is Tichaona Kasukuwere. Tichaona is former Cabinet minister Saviour’s elder brother. Another contract awarded by Zinara under the same special projects arrangement was given to Haingate.

Haingate was paid varying amounts also in excess of US$5 million for two special projects awarded to the company.

Another company with a director known in political circles that benefitted under special projects was Badon Enterprises. The company is owned by Chegutu West legislator Dexter Nduna.

Nduna co-owned Badon Enterprises with his wife Scholastica, making the company a Nduna family business.

Evidence compiled by Grant Thornton showed that Badon received payments from Zinara between 2011 and 2015 in excess of US$5 million.

Two years down the line in 2017, the company was declared insolvent. Nduna told the state media that the company had since been liquidated.

He said he won the tender way before he joined politics meaning there is no connection between his political career and his Zinara contract.

Nduna said raising issues of debts or abuse of money against Badon Civil Engineering was now immaterial because when the company was liquidated no creditors came forward.

“That company has since been liquidated,” said Nduna.

“The liquidators asked for any creditors to come forward before the company was liquidated and no one came forward. I don’t think it will make sense to start raising issues about closed company now.”

The Grant Thornton audit report unmasked that some contractors were overpaid and in other cases payments were made for incomplete jobs and in the absence of payment certificates as evidence of the work done.

It also emerged that Zinara awarded these so-called special projects to the same individuals using different company names, for instance in the case of Twalumba Civil Engineering.

I’ve written countless speeches, stood up before many platforms and spoken at numerous occasions but never did I imagine that I would be speaking at my baby sister’s funeral, it’s just not right. Vee and I shared endless conversations about how one day I would coordinate the best wedding ever seen for her but instead I’ve run around for her funeral….

Vee is amazing! Vee is a hard working all rounder and Vee is stubborn lol. Have you ever had the pleasure of being with someone who just gets you and knows what you want to say without you having to go into too much detail? Well that’s how it was with me and Vee. So much so that we called each other twins.

Whilst she’s my baby sister, Vee is mature beyond her age and she would often give me sound advice on many issues. The thing I appreciated about Vee’s advice is that she didn’t sugar coat things or tell me what I wanted to hear. She was honest and straightforward and when she could see I was being hard headed would try to be as diplomatic as she could and change strategy to make me see sense.

Vee is methodical and diligent with her work. I have had the great opportunity to speak with many of you who have shared experiences with Vee and whilst circumstances may differ her adept dexterity and proficiency remain constant in all accounts.

Vee is at the brink of her take off. Her astute intelligence has seen her win many key legal cases which will lay the foundation for an illustrious career. So upright and committed is Vee that I can see her stepping in her late grandfather’s shoes one day and becoming the Chief Justice, such is the depth of her integrity and sense of moral compass.

Vee works hard and plays hard too. Vee likes the finer things in life but also knows that to be able to afford them one has to put in the hours. Fiercely independent, Vee knows what she wants and how to achieve it. I’m proud of the way in which she’s grown her practice to a stage where she’s able to look after mum and look after mum she does with a fierce passion. There’s nothing that is too much for mum and Vee always makes sure she brings her something when she travels or happens to bump into something she knows she would like.

If you know Vee you’ll know that Vee loves shoes! We’ve often almost missed flights having to drag her out of the mall.

Let me let you in on a conversation about funerals we often shared. We promised each other that if one went before the other, that we would make sure that our funerals were a celebration party for popping champagne and drinking Remi, a celebration with no mourning or tears. So I’m sorry Vee, I’ve let you down, please forgive me but I’ve realised that it was easy for us to say that because we were together and now I can’t do it because it’s not a party without my sister.

Let me digress slightly, on Saturday when I made the fateful journey to collect my sister from Masvingo, I obviously had the opportunity to travel on the Masvingo – Harare road. In short what I can tell you from that experience is that the journey was a nightmare due to the deplorable state of the road. As the busiest road in the country, there is no way that Government can continue to sanction its use, it should be condemned! It is a death trap of bumpy surfaces and narrow strips unfit to travel at even 30kms per hour on. I therefore, as a person who has lost my sister on that murderous road appeal to the authorities to put selfish interests aside and focus on the rehabilitation of the road in order to mitigate the loss of life. It’s long overdue.

Oh and by the way, yes I know I’m still talking about Vee in the present, it’s because I’m not ready to let go. It’s not God’s plan and her time hadn’t come. My sister didn’t deserve such a tragic and abrupt end. She was someone that was such an energetic and bubbly force who touched the lives of many, such a tenacious and vibrant character should not be snuffed out so easily.

So outwardly I will be strong and get things done, but inside my spirit is broken and I’m torn because I just don’t know how I’m going to get on without my twinnie, I can’t imagine that we’re never taking another photo or trip together and I can’t imagine that she’s not here.

Mwonzora confirmed that he signed nomination papers for Ald Collet Ndlovu saying it was done as an emergency following January protests where public meetings were temporarily banned.

He said the party’s national chairperson, Ms Thabitha Khumalo, brought Ald Ndlovu’s nomination papers to him for signing and dismissed claims that factionalism was at play.

“There is no strategic value in Ward 28. If you look at it only one person will come from that ward as a delegate to Congress and that is the ward chairman. So I fail to see the logic behind that accusation. To me it was simply an emergency, then we rectified that when the election was then postponed. I then ordered a primary to be done which would include all the other candidates. I have always insisted on primary elections. I don’t believe in imposition of candidates,” Mr Mwonzora said.

“We have noted some gruesome acts of violence perpetrated by South African youths against Zimbabweans & other foreign African nationals living in South Africa.

We hope the law will take its course on those criminals. We have confidence in the gvt of President Cyril Ramaphosa,” said Mutodi.

Several Zimbabweans have been killed in xenophobic attacks in the Republic of South Africa while hundreds have been injured and displaced.

Cooking Oil Shortage As Forex Reserves Vanish

Cooking oil producers are struggling to access foreign currency from the Reserve Bank of Zimbabwe (RBZ) and the interbank market, which they need to import key raw materials, raising fears the country might face fresh shortages of edible oils if the situation persists.

This also comes as banks have demanded cash deposits upfront, at the going market exchange rate, to match the amount of foreign currency cooking oil manufacturers may seek to buy from the interbank market.

But Reserve Bank Governor Dr John Mangudya poured cold water on the claims by industry players that there was confusion and challenges around access to foreign currency by the cooking oil producers saying the companies know what to do, which they had always done in the past.

“These people know what they must do. They may be misrepresenting facts. Isn’t it that they have been drawing down LCs (Letters of Credit) from Afreximbank, including the fuel importers,” the RBZ chief said, adding that there was no confusion over the issue.

If importers are to get forex on the interbank they will need to fork out huge sums of RTGS dollars given that they will need to buy hard currency at the market rate instead of the previous 1 to 1 allocations by the RBZ.

Industry sources said last week that they had written to the RBZ, through the Oil Producers Association of Zimbabwe, seeking clarification on a number of issues, including the exchange rate at which they should get the forex.

In their correspondence, cooking oil producers indicated that some of their members had already run out of key raw materials, making it impossible for them to produce one of the important items in the food basket.

The country currently requires an estimated US$250 million for importation of crude oil and soya bean imports annually, which translates to a monthly budget of US$20 million for the entire industry.

Official estimates show that the country needs about 2 million litres annually, but faces intermittent shortages due to foreign currency challenges, as the country’s import bill continues to outstrip forex inflows.

Local producers were responsible for meeting 95 percent of domestic consumption, although Government last year allowed people with free funds to import basics such as cooking oil following serious shortages.

The Herald Business gathered last week that cooking oil producers were facing serious challenges getting foreign currency from the Reserve Bank of Zimbabwe or the recently introduced interbank market.

In the 2019 Monetary Policy on February 22, 2029, the Reserve Bank of Zimbabwe indicated that manufacturers would get forex through letters of credit (LCs) or facilities guaranteed by the African Export and Import Bank.

In his monetary policy statement last month Dr Mangudya said foreign currency for key commodities including fuel and cooking oil, would continue to be made available through LCs and or the central bank’s foreign exchange allocations committee.

Industry sources said that cooking oil companies were now in a quandary regarding access to the foreign currency they need to import critical raw materials such as soya beans, crude soya bean oil and palm fats.

Further sources claimed that previously, and in instances where the foreign currency was made available through RBZ, only selected players would get large chunks of allocations while other firms received nothing, which raised questions over fairness of allocations to the industry.

Efforts to get a comment from Oil Producers Association of Zimbabwe (OSAZ) chairman Busisa Moyo were not successful, as he was said to be out of the country.

Similar efforts to obtain comment from Finance and Economic Development Minister Professor Mthuli Ncube, under whom the RBZ falls, and secretary for finance George Guvamatanga also failed to yield results.

But Olivine Industries acting chief executive Sylvester Mangani said after the MPS in February, they received further communication to the effect that cooking oil producers would buy forex from the interbank market.

“We have clarity on that; that we are supposed to get money (foreign currency) on the interbank although initially, from the monetary policy we were made to understand we would get it at a special rate from the Reserve Bank of Zimbabwe because cooking oil is an essential product.

“Obviously, that is not the case anymore. We have had some communication with the Reserve Bank,” he said.

Asked if they are able to get foreign currency from the interbank market, Mr Mangani said cooking oil manufacturers were not getting enough to sustain key imports.

“There is nothing trading on the interbank market, we are yet to see meaningful activity on that market. There are just small volumes trading, so whatever we are getting there cannot buy anything,” he said.

In January, Zimbabwe’s largest cooking oil manufacturer, Surface Willmar, was forced to suspend operations over foreign currency shortages.

The company, which last year acquired the country’s oldest cooking manufacturer, Olivine Industries, makes Pure Drop cooking oil and the Buttercup margarine and Olivine products brands.

Other than cooking oil, Olivine also produces margarines, bakers’ fats, candles, soya chunks, beans, tomato products, curries and mustards, chutneys and sauces, fortris juices, jams and marmalades, fruits and jellies, industrial and other products.

As companies’ external payments liabilities kept ballooning amid failure to obtain foreign currency for key imports, some manufacturers, including oil expressers, started quoting prices in US dollars.

Another major cooking oil producer, Willowton, announced this year that it would scale down production on the back of challenges in securing foreign currency.

Jailbreak: Gumbura Seeks Discharge

A Harare magistrate is on April 10 expected to make a ruling on the application for discharge at the close of the State case by jailed RMG Independent End Time Message leader Robert Martin Gumbura and eight other inmates accused of attempting to escape from prison.

The foiled jailbreak took place in 2015 and the prosecution, led by Mr Michael Reza, finally closed its case last month after calling 10 witnesses who testified against the conspirators.

Gumbura is jointly charged with Blessing Chauke (29), Lucky Mhungu (42), Taurai Dodzo (51), Thomas Chacha (41), Thulani Chizema (36), Jacob Sibanda (32), Elijah Vhumbunu (42) and Lucky Matambanadzo (43).

They are facing several charges, including attempting to escape from prison. They initially appeared in court on March 30, 2015.

During trial, they took turns to make a cocktail of applications which contributed to delays in the progression of the case.

After the close of the State case, the prisoners’ lawyers —Professor Lovemore Madhuku and Mr Tapson Dzvetero — filed an application for discharge.

Magistrate Mr Francis Mapfumo was expected to deliver his ruling yesterday, but could not do so after the defence and the State filed their applications late.

Mr Mapfumo said he needed time to go through the defence’s application and the State’s response before coming up with a ruling.

He deferred the matter to April 10. The nine are accused of masterminding a foiled jailbreak at Chikurubi Maximum Security Prison in 2015.

They are facing charges of attempting to escape from lawful custody, incitement in aggravating circumstances or alternatively conspiracy in aggravating circumstances for malicious damage to property.

It is alleged that during the morning of February 13, 2015 in B Hall, Gumbura allegedly incited other inmates to protest over the type of food they were being served.

Chauke, Matambanadzo, Mhungu, Dodzo, Chacha, Sibanda, Vhumbunu, Chizema and three other inmates who are now deceased, allegedly also influenced inmates to reject the porridge they were served, which had no sugar, to aid their escape.

Tongaat Huletts Up In Arms With Locals

Lowveld sugar producer Tongaat Huletts Zimbabwe is in the eye of a storm after it used sugar cane export proceeds for more than 1 000 indigenous farmers in Chiredzi without their permission.

The firm was reportedly paid US$52 million in January for sucrose exports by the Zimbabwe Sugar Sales (ZSS), which markets and receives payment for all the sugar sold on the local and international market.

Tongaat was supposed to work out ways of paying out-grower farmers their share from the exported sugar but went on to use all the money without even consulting them. Farmers only received payment for sugar sold on the local market with Tongaat reportedly insisting that it used the hard currency to import fertilisers for the industry.

Cowdray Park Machete Killer Arrested

A BULAWAYO man who last week attacked and killed a 17 year old boy with a machete few meters away from Mahweba Night Club in Cowdray Park has appeared in court.

Bornwell Ndlovu (26) and his co-accused who is still at large brutally hacked Talent Sibanda to death at around 8:30 PM on Saturday last week.

Ndlovu appeared before Western Commonage magistrate Mr Lungile Ncube facing a charge of murder and was not asked to plead.
