FULL TEXT: Chinamasa Promises To Reform Parastatals

Patrick-Chinamasa

1. Government has been consistent in emphasizing the critical contribution expected from the State Enterprises and Parastatal (SEP) sector towards the revival of Zimbabwe’s economic fortunes and in this regard has for some time been pursuing a programme of SEPs reform designed to enhance performance, improve service-delivery and to bring more order, discipline and rationality to the sector as a whole. This includes (i) promoting good corporate governance in the SEPs sector, (ii) undertaking an overall Strategic Portfolio Review, (iii) individual SEPs Performance Reviews and, (iv) conducting Forensic Audits where the need arises in some SEPs.

2. The 24th November, 2017 Inaugural Statement and the more recent State of the Nation Address delivered by His Excellency, the President, Cde. E.D. Mnangagwa, together with the 2018 National Budget have served to inject additional weight and greater urgency to this programme of reform, and have underlined the need for Government to significantly accelerate development of a SEPs Short and Medium Term Reform Framework (SEPs-SMTRF) that would guide the implementation of the National SEPs Reform Framework.

3. This Framework has been developed by the arms of Government mandated to oversee SEPs governance, performance and reform, namely the Corporate Governance Unit (CGU) within the Office of the President and Cabinet (OPC), the Ministry of Finance and Economic Development and the State Enterprises Restructuring Agency (SERA) on the basis of a comprehensive diagnostic analysis of the overall sector.

4. In order to facilitate this task and so as to lay a sound, evidence-based foundation on which to conduct the analysis and to develop effective reform strategies, the Office of the President and Cabinet (OPC) issued Cabinet Circular No 19 of 2017, which directed Line Ministries to produce detailed self-assessment and proposed turn-around strategies for all SEPs under their respective purview.

5. Line Ministries have since responded to this directive, providing relevant data which, in turn, has used to develop a memorandum recommending State Enterprises Reforms. The Memorandum was considered by Cabinet on the 10th of April 2018and came up with the following decisions:

Chiwenga’s Wife Seizes Govt Farm

Mary Chiwenga, Vice President Gen Constantino Chiwenga’s wife, has grabbed the farm belonging to the Agriculture Rural Development Authority (Arda).

In an investigation which also quotes her directly, she is said to have even taken over the seeds at the 300-hectare property and armed men who are protecting the property said,

“Arda Seeds is(sic-are) no longer here; this is now the vice-president’s property”

The farm is located just outside Harare along Domboshawa Road and has for years been used to produce crop seed for farmers.

Another property near the place is used by the Ministry of Agriculture to develop the Zero Tillage technology.

A report in the weekly independent says Mary reportedly claimed that she wanted to build a school at the location after failing to get the property in 2013.

The report quotes a former worker who said,

“On 15 February, they took over Arda Seeds. Mary said to workers ‘this is our farm.’ It was not the first time that Chiwengas came to the farm. In 2013, they came and said they wanted to build a school.”

Mary Chiwenga hails herself as the Second Lady of Zimbabwe.

When she was contacted, she said the Ministry of Lands, Agriculture and Resettlement was fully aware of the matter. She said, “the best I can do is to direct you to the ministry. They know everything about this matter. You can speak to the director of lands.”

Khupe Slaps Chamisa With Lawsuit On Friday the 13th | WHAT WILL HAPPEN NOW?

“Friday the 13th. That day again!,” wrote Nelson Chamisa’s spokesman, Luke Tamborinyoka.

By Farai D Hove| As she received backing from Harare based activist Linda Masarira, the expelled MDC Deputy President Thokozani Khupe today slapped her former boss, Nelson Chamisa with a lawsuit over use of the party name.

Khupe was de-robed and simultaneously expelled from the MDC-T party after nearly 8  months or bitter fights with the late Morgan Tsvangirai and later Chamisa who is now Tsvangirai’s successor.

Masarira last night criticised Chamisa saying, “this was the worst decision made by the Chamisa faction. At this juncture I am forced to follow the voice of reason to support constitutionalism and to protect the interests of a woman politician. Zimbabwe Women In Politics condemns this move and will stand in solidarity with Dr Thokozani Khupe.”

Following that outrage, Khupe has today, Friday the 13th, sued Chamisa. Khupe’s spokesman, Witness Dube last night told ZimEye.com Dr. Khupe is erecting her barbs against Chamisa.

The expelled former Deputy President of the MDC party, Thokozani Khupe’s spokesman spoke to ZimEye.com just after her removal from parliament. – CLICK BELOW TO LISTEN-

Earlier on Dube said in writing,

“MDC-T Acting President, Hon Dr Thokozani Khupe, finds her recall from parliament as a malicious act of interfering into the internal matters of a political party, considering that she had long written to parliament notifying them of a leadership crisis in the party. This leadership crisis is currently awaiting settlement before the High Court of Zimbabwe, and it is therefore difficult to understand what legal criteria the Parliament of Zimbabwe used in taking sides with the other faction of the party. The Acting President has instructed her legal counsel to seek legal relief on this matter.”

S.A Murambatsvina, Man Throws Baby From Rooftop In Protest

By Paul Nyathi| A South African man has been arrested for attempted murder after he threw his two year old baby from a four metre high rooftop.

South Africa media, HeraldLive captured jaw breaking images of the man throwing the baby from the rooftop after negotiations between him and the police to spare the child failed.

The media house reports that, the man went on top of his illegally constructed house at Joe Slovo Informal Settlement in Richards Bay which was due for demolition by government.

When authorities started executing the demolishing order, the man took his baby up the house and threatened to kill the baby if his house was not spared.

Police engaged with him in a half an hour long negotiation to let go the baby but failed to guarantee him that his house would be spared demolition resulting in him throwing the baby.

Alert members of the public and police officers safely caught the baby before hitting the ground.

HeraldLIVE photographer Werner Hills captured the moments of the whole ordeal.

The man was arrested, and social services were contacted.

Mnangagwa Won’t Respond To A Goat – Matemadanda Speaking Of Chamisa

War Veterans’ Association (ZNLWVA) Secretary-general Victor Matemadanda has referred to MDC leader Nelson Chamisa as a goat.

He also said Chamisa is “youth league level” to President Emmerson Mnangagwa.

Speaking on Wednesday, Matemadanda rubbished Chamisa on his demands to have a debate with ZANU PF leader, President Emmerson Mnangagwa.

Matemadanda said he has no time to “respond to a goat that is scratching the walls from outside.”

Matemadanda’s statement comes just a few months after Chamisa personally assisted (as ZimEye reveals below) the war veteran during his times of trials under former President Robert Mugabe. [STORY CONTINUES BELOW]

Matemadanda continued saying,”if Chamisa wants a debate, maybe he can engage the Zanu PF youth league that is his level. We can’t imagine the President taking time off serious bread and butter issues to respond to a goat that is scratching the walls from outside. How can someone who does not know the basic cost of setting up a rail track for a bullet train debate with the President?” – Newsday

“We Will Meet In Court On MDC-T Name” Obert Gutu

Going to court, Thokozani Khuphe

By Paul Nyathi|Spokesperson of the Thokozani Khuphe led MDC-T faction Obert Gutu has challenged the Nelson Chamisa led faction of the party that the use of the party name will be finalised in the court on Friday.

Speaking in a media interview after submitting opposing papers on a High Court application submitted by the Chamisa led faction on Thursday, Gutu said that they have engaged high profile lawyers to defend their position to use the party name.

The Chamisa led faction through its lawyers Atherstone and Cook Legal Practitioners, on Thursday filed an urgent chamber application at the Bulawayo High Court citing Khupe, Abednico Bhebhe and Gutu, as respondents seeking an order stopping them from “unlawfully exploiting and abusing its registered MDC-T trademark, symbols and signs.”

In an affidavit, submitted by their chairperson Morgen Komichi the Chamisa faction said: “This is an application for an order interdicting the respondents from unlawfully using the applicant’s name in the pursuit of their political agenda and infringing on registered trademarks. The respondents were dismissed as members and office bearers of the party on 23 March 2018”.

Komichi said Khupe and her allies were causing confusion and misleading MDC-T followers by continuing to use the party trademark, symbols and signs.

“Notwithstanding the dismissal, which effectively terminated their membership, the respondents have, in common purpose, purported to present themselves as not only MDC-T members, but office bearers thereof and thereby causing a lot of confusion amongst party supporters,” he said.

“MDC-T is our name and is our own property. We have past experience on this issue, some tried to do it previously and you know what happened. We are going to approach the courts when the right time comes,” Komichi said.

“The applicant (MDC-T) is the owner of the trademark which the respondents are unlawfully exploiting, including the open palms slogan. The respondents have now started creating their own political structures in the name of the applicant, including making use of the party’s registered trademark and their derivative marks, symbols and colours.”

Komichi accused Khupe of portraying herself as the leader of the MDC-T and the party’s presidential candidate in the forthcoming harmonised elections.

“It is also apparent that the first respondent (Dr Khupe) and all persons acting through her and on her behalf are making use of and exploiting a registered trademark which belongs to the MDC-T in violation of the Trademarks Act,” he said.

Komichi said although Khupe ceased to become an MDC-T member soon after her expulsion, she continued to use social media platforms misrepresenting herself as the acting president of the party. “The MDC-T contention is that the respondents’ actions are clearly unlawful. The applicant is a party that will contest in the 2018 harmonised elections and has been doing preparations for the past five years. If the respondents are aggrieved they should follow the due process of the law and not openly defy resolutions properly taken by organs of the party to which they belonged,” he said.

Gutu said that they have since filled their opposing papers through their lawyers T.J Mabhikwa and Partners.

In the opposing papers Khupe insisted that she was the acting president of the MDC-T.

“I became acting president of MDC-T by operation of law in terms of Article 9.21.1 of the party constitution upon the untimely death and sad passing on of our party leader, the late Morgan Tsvangirai on 14 February 2018. Before I became acting president, I was the deputy president of the party having been elected by the congress in 2006, 2011 and 2014 as provided for in Article 6.44 of the party constitution,” she said.

Gutu said that they have assembled their legal team which will be led by Professor Lovemore Madhuku to defend their position when the court seats on Friday afternoon.

“We are not moved by their court action,” said Gutu. “We are ready to engage them in court and will definitely come out of court victorious.”

Bhora Musango Threats, ZANU PF Reverses Disqualifications

ZANU PF Secretary for Administration Dr Obert Mpofu

By Paul Nyathi|Under pressure ZANU PF has quickly reversed disqualifications made on aspiring candidates by provincial committees demanding that all CVs submitted by members wishing to contest primary elections be sent to Harare immediately.

The ruling party took the decision in a hurry on thursday after members from the provinces threatened to ensure that the party candidates presented lose the national elections set for July or August this year.

ZimEye.com sources within the party indicated that a huge majority of party members were not happy with the candidates vetting process that was done by provincial committees.

The vetting committees in nine of the ten provinces held seperate vetting exercises last weekend where a number of aspiring candidates were disqualified from taking part in the primaries set for the 5th of May.

According to the sources, members were not happy with some reasons given by provinces to eliminate candidates from participating resulting in them raising the issue with the party leadership in Harare.

“Some candidates were disqualified to protect some so called big fish from being contested,” said the source.

In a reactionary mode, the ZANU PF Secretary for Administration Dr Obert Mpofu immediately reversed all disqualifications requesting for all the CVs received by provinces to be submitted to Head Office for vetting.

In a letter to all provinces Mpofu advised that the party national electoral committee will do the final vetting.

“This letter serves to advise that leadership of the party has been inundated with calls by aspiring candidates who are claiming that their CVs have been thrown out at both administrative district and provincial levels disqualifying them to participate in the primary elections,” said Dr Mpofu.

“As the secretary for Administration, I hereby direct provinces to receive all the CVs of aspiring candidates, make comments and urgently forward them to party headquarters for vetting. The final decision on who qualifies and who does not qualify will be made by the party headquarters not district nor the province.”

Dr Mpofu said the party leadership was disheartened by the sad developments and wanted corrective measures to be taken immediately.

He appealed to all the provinces to cooperate and adhere to Zanu-PF rules and regulations governing the conduct of primary elections.

“Several candidates also swarmed Zanu-PF headquarters from all provinces complaining about their disqualification to stand by provinces. Leadership is disturbed and dismayed by this development and wants immediate correction to this matter,” said Mpofu.

“Removing Mugabe Was A Miracle”

OPERATION Restore legacy which saw the resignation of former President Mugabe is an unprecedented miracle which cannot be repeated anywhere else in the world, Presidential spokesperson Mr George Charamba has said.

Mr Charamba lauded the intelligence of the security forces for the smooth transition which ended with no bloodshed despite millions of people spontaneously taking to the streets.
In an interview on ZiFM Stereo, a local radio station this week, Mr Charamba — who is also the Permanent Secretary for Media, Information and Broadcasting Services — said it was indeed an unparalled miracle that cannot be replicated anywhere else in the world.

“I was part of the negotiating team that provided some link between the military and the former President alongside Father (Fidelis) Mukonori and a colleague called Aaron Nhepera. So really, I had this rather unenvious role of plying between the military and of course the outgoing President to just make sure that there was some understanding and to just make sure that the transition itself was peaceful.

“I’m so happy that we were able to discharge that function without a loss of life. In a way that really made for a very smooth transition which has been a miracle in the world,” said Mr Charamba.

He said considering that guns were moving, tanks were moving and the country was going through that delicate phase, “elsewhere there would have had bodies and bodies on the streets which did not happen in Zimbabwe”.

“The Zimbabwean transition is non-repeatable, that’s why it passes for a miracle. What makes it non-repeatable is the fact that the command of our defence or security forces establishment is amazingly literate. You could sit down with the commanders and reason out with them in spite of operations and tension that come with that operation to say ah General Chiwenga this one is not . . . why don’t we look at it this way, and they could see your point because quite a good number of them have PhDs. Just to have that intellectual faculty does make a difference between creatures of the brawn and creatures of the brain,” said Mr Charamba.

“So you don’t find that level of literacy in any other command on the continent which is why I dare say what happened in the month of November which has passed for a miracle cannot be tried elsewhere.”
In November 2017, the Zimbabwe Defence Forces (ZDF) carried out Operation Restore Legacy (ORL) to remove criminals around the former and first Executive President of Zimbabwe, Mr Mugabe.

It was an intervention meant to arrest a potentially volatile, social, economic and political situation in the country.

The ZDF assured the nation that the uniformed forces had not staged a coup to unseat Mr Mugabe but were targeting some criminal elements around him that were causing instability in Government and the ruling Zanu-PF.

President Emmerson Mnangagwa is on record as saying Operation Restore Legacy was launched to rescue the values and ethos of the liberation struggle threatened by political upstarts and counter-revolutionaries.

He said the G40 cabal and their destructive politics not only destabilised Zanu-PF but also brought confusion in the country. “It had destabilised the party, causing absolute divisions and disquiet in the nation which sat on edge. The party ideology, rules and protocols were being desecrated daily; or simply being brushed aside at will,” said President Mnangagwa.

“Party structures were overrun, while elected office-bearers were summarily suspended and dismissed at speeds of caprice and vaulting ambition. Corrupt activities and corrupt individuals were daily sanitised while millions of dollars were being stolen and stashed outside the country.” – state media

By Dorrothy Moyo| The MDC-T outcast Thokozani Khupe has received support from activist and the parliament seeking Linda Masarira who slammed the MDC-T leader Nelson Chamisa who she said had made “the worst mistake”.

The development comes after Khupe was on Thursday expelled from parliament after Chamisa recalled her.

Khupe was de-robed and simultaneously expelled from the MDC-T party after nearly 8  months or bitter fights with the late Morgan Tsvangirai and later Chamisa.

Zim Needs A Female President: NPP

Mujuru and Mnangagwa back in the day

National People’ s Party(NPP) Spokesperson Jeffryson Chitando has said only a female President can solve the country’ s perennial problems.

“The majority of cross boarder traders, vendors,
and farm workers are
women.

Why then do we claim to be democratic
when our policies do not promote the
majority?

The Zimbabwean liberation struggle was fought
to dislodge a system that promoted the wishes of
the minority at the expense of the majority.

Did we
not replace an oppressive system with another bad
system?

Women must stand up and vote for a system
that promotes democracy.

Women must vote for a woman!!!” argued Chitando.

Why Mnangagwa Is Afraid Of A Public Debate With Chamisa?

Emmerson Mnangagwa
Emmerson Mnangagwa – FILE

By Terrence Mawawa| Staunch Zanu PF critic Antony Taruvinga has indicated that President Emmerson Mnangagwa is afraid of a public debate because of the Gukurahundi shadows tormenting him.

“The delusional coup President declined a public debate with front runner Nelson Chamisa amid fears his dark past associated with murders, abductions, massive corruption could be exposed live on television.

Mnangagwa has a jerky annoying voice, he speaks like a cornered thief. In almost all his addresses, his speeches lack facts, the contents are always full of balderdash (kuvukura kurakasha nonsense),” argued Taruvinga .

Stop Abusing Meagre State Resources, Analyst Tells ED

Terrence Mawawa

Prominent social media analyst and Zanu PF critic Antony Taruvinga has described President Emmerson Mnangagwa as “an insensitive leader.”

He accused Mnangagwa of further exploiting the country’s meagre resources.

“US$2.3 million blown only on China trip. US$3.5
million of state funds wasted on buying T-shirts,
caps and zambias from China for ED campaign.

US
$15 billion worth of diamonds from Chiadzwa stolen,
sold and the proceeds stashed in foreign accounts.
We watch helplessly while our revenue is being
squandered without shame.

The roads that we use
daily are an eyesore. None of the people in
government and their spouses use these roads.

This government needs to be wiped from existence.

Your vote is your power. Get registered to exercise it.

‘2008 Shadows Haunting Mnangagwa’

.

Terrence Mawawa

MDC members running a social media platform under the name Advocate Chamisa for President, have sensationally accused President Emmerson Mnangagwa of perpetrating acts of terror against perceived supporters of the opposition party.

“It is not Robert Mugabe alone who murdered our
brothers and sisters.

It is ZANU PF including the so
called new dispensation leadership.

Mnangagwa himself has a case to answer and he knows that,” read part of a report compiled by the MDC supporters.

Joram Gumbo Admits Geiger Workers Are Being Beaten Up By Zanu PF Supporters

Joram Gumbo
By Terrence Mawawa| Transport Minister Joram Gumbo has admitted that there is a sour relationship between the government and Geiger International, an Austrian company that won the Beitbridge- Chirundu Dualisation Tender.

Responding to a question on the progress of the dualisation project from MDC Senator Morgan Komichi in the Upper House, Gumbo said Geiger International workers were being beaten up because of their incompetence.

“You have received reports about Geiger International employees who are being harassed by resettled farmers.

Yes such things are happening because these people are reneging on their promises.

We are yet to withdraw the offer we gave them- contrary to what is being reported by some sections of the media.

We have given them 60 days to put their house in order,” said Gumbo.

Sanctions Blamed For Aircraft Deal, Coltart Tells Chinamasa To Stop Lying

Senator David Coltart

By Paul Nyathi|Opposition MDC Secretary for Legal Affairs David Coltart has challenged Finance Minister Patrick Chinamasa to tell the truth on the suspected corruption in the purchase of the Boeing 777 for Zimbabwe Airways.

In a Facebook post, Coltart challenged the Minister to tell the truth on why proper government purchase procedures were ignored.

Chinamasa blamed sanctions imposed on Zimbabwe as the reason why government failed to follow the laid down procedures to acquire the aircraft from Malaysia.

Coltart’s full challenge to Chinamasa posted on his Facebook reads as foolows:

“The amount of subterfuge and duplicity in this Zimbabwe Airways deal is breathtaking.

Take for example this quote from Finance Minister Chinamasa in today’s Newsday:

“The minister said the project was kept under wraps, as part of a sanctions-busting measure and to avoid disruptions in negotiations”

Chinamasa said the government also engaged Boeing, which, after a due diligence, exercise recommended that the planes were good assets with a lifespan of 15 to 20 years.”

ZANU PF always loves to blame sanctions for everything and use it as cover at every turn. And they have done it again here. Now sanctions is given as the excuse for the lack of transparency around this deal – why the deal “was kept under wraps”. But he is hoisted by his own petard – because in trying to answer another criticism – that we have bought second hand planes from Malaysia – he says that Government engaged Boeing who recommended the planes (to justify what appears to be a bad deal).

Boeing is of course a massive American company, and the USA has some of the most stringent sanctions against the ZANU PF regime. It is simply absurd to think that this Government could have had any dealings with Boeing without the knowledge of the American Government.

So Minister Chinamasa you cannot have your cake and eat it – either sanctions had nothing to do with keeping this deal “under wraps” or Government never engaged Boeing. Pray tell us what in fact is the truth.

24 New ZANU PF Television Stations On The Cards

ZBC outside broadcast vehicle

By Paul Nyathi|Government has announced that it will soon be unveiling twenty four new state run television stations.

This was said by the Permanent Secretary in the Ministry of Media, Information and Broadcasting Services, George Charamba, during an interview with a local radio station ZiFM Stereo on Monday night.

In relation to the ongoing digitalisation programme, Charamba said they are in the process of acquiring decoders which will enable citizens to access broadcast channels.

“The tender for decoders is just about to be floated. It’ll mean that overnight, we’ll have licences to give out to 12 television licence operators. I hope Zimbabweans are ready for that because it’ll come pretty soon.

“But I’ve also been informed by our engineers that there’s a new technology which could double that capacity. We’ve decided that we’re no longer going to go SD (Standard Definition), because if we go SD, we would’ve had 24 channels in an instant.

“But now, we’re going High Definition (HD) because that’s where the quality is. I’m told there are new technologies that can double that capacity and we might end up having 24 new licences to give out,” said Charamba.

He said as the economy grows, room for more television channels to be absorbed would increase.

“My hope is that as the economy grows then we should be able to accommodate more and more channels.

“I promise the questioner that we’re almost on the verge of a multichannel era from a television point of view. And I hope the entrepreneurs who are eager and waiting for that licensing process are ready,” said Charamba.

The state run broadcaster is currently involved in the process of setting up varied community radio stations throughout the country.

So far three have been set up in Bulawayo, Gweru and Mutare. The radio stations have also adopted the partisan broadcasting done by the national radio stations.

Last year the Broadcasting Authority of Zimbabwe issued twelve community radio station licences which were all awarded to known ZANU PF loyalists.

Couple of years back two national radio licences were also issued with one being given to Minister Supa Mandiwanzira while the other was awarded to the government run Zimpapers.

The government has literally refused to open up the airwaves for opposition political parties to broadcast only running the ZANU PF programmes.

Minister Says Mnangagwa Never Promised To Solve The Cash Crisis

President Emmerson Mnangagwa never promised solution to cash crisis.

By Paul Nyathi
|Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi claims that President Emmerson Mnangagwa never promised to end the country’s cash crisis in his first hundred days in office.

Responding to a question asked by Glenview North Member of Parliament Fani Munengiwa in the House of Assembly on Wednesday, Ziyambi Ziyambi said that Mnangagwa never committed to solving the cash crisis in the country in his first hundred days in office.

“I would like to thank the Hon. Member for the question which he asked pertaining to the programme of Government, the Hundred Day Programme and what he indicated as promises to end queues within hundred days which is not correct,” said Minister Ziyambi.

“When the President came in, he promised to introduce a new culture of working and of accountability. Hence the Government came-up with the hundred day targets to ensure that we turn around the economy and introduce a new culture and work ethic.”

Among the targets which were set, nobody indicated that the problem of cash is a problem that can be overturned overnight,” Ziyambi said.

On further questioning by the House, the Minister who was attempting to answer on behalf of the Minister of Finance who was not in the house asked Munengami to send the questions in writing to the Finance Minister.

His dicing of the question attracted heavy protests from the members led by Themba Mliswa who took swipe at the Minister.

“This issue of cash is critical to the country and we cannot keep on postponing that issue. Why does he allow himself to take questions which he knows he cannot respond to? It is a waste of time. The whole nation wants to know what legislators are doing about the cash crisis,” said Mlilo.

“Mr. Speaker, it is either the Government admits that it has failed and then we go to a new Government so that it can solve the problems.”

CIO Was Not Assassinated By Soldiers, Charamba Says

The late Peter Munetsi

By A Correspondent| President Emmerson Mnangagwa’s spokesman, George Charamba says the Mugabe CIO Professor Jonathan Moyo says was assassinated during the November transition last year, did not at all die from kiĺling.

Charamba says he died of an illness after being threatened with arrest.

The CIO agent is Peter Munetsi, who was the District Intelligence Officer for Harare.

Speaking on a ZiFM Stereo program, Charamba said Munetsi was diabetic and died from the shock of being arrested. He said, “there are no several people who die in a country and they are not known. We had one officer from the Central Intelligence Organisation who was arrested alongside a few others for standing in the way of an operation. That particular officer apparently was diabetic and because of the shock of that arrest, we lost him. It was a very sad incident that happened, and is my only to my mind which really could pass for a death which is indirectly linked to the operations that happened.”

Mnangagwa Govt Officials To Be Arrested, Says Spokesman Charamba

George Charamba

By Dorrothy Moyo| President Emmerson Mnangagwa’s spokesman George Charamba has promised that government officials under investigation for corruption will be arrested.

Charamba spoke on Larry Kwirirayi’s ZiFM Stereo program Monday evening, saying officials under probe will be arrested as soon as investigations are over.

He said this while responding to a question concerning targeted arrests on G40 members.

“Except, the persons who have cases to answer were persons who were in the government that made way to the new dispensations, isn’t it?

“It’s not being suggested that I should go to Buhera and arrest someone merely to balance it off. If the question is about the integrity in the use of public resources then necessarily, those that were in government will have a case to answer.

“And really the questions in terms of which persons answer is not a closed chapter. It is ongoing.

“There are quite a number of investigations underway. Investigations involving persons who are even in Government as we speak and when the investigations are done and complete definitely those persons would be arraigned before the courts.”

CHAMISA WIFE RUMOUR ATTACK: Jessie Majome Saves Chamisa

By Own Correspondent| Harare West MP, Jessie Majome last week battled attacks against her leader, Nelson Chamisa on whom people heaped rumours claiming that he has blocked his wife from attending rallies.

They also made other unprintable claims against him.

Majome was one of the MDC members who stood to explain to reporters that Chamisa’s wife, Sithokozile, is a professional person in her own right. She explained that Sithokozile is a lawyer, a colleague in the trade who is busy in her work. As a result of Majome’s contributions, in the below article, the rumour fires died down.

Below was the full print – Amid an ongoing heap of attacks and insinuations against MDC leader Nelson Chamisa, details have emerged on the reasons why Chamisa’s wife, Sithokozile, “does not play” an Auxillia Mnangagwa or a Grace Mugabe.

Nelson Chamisa and his wife, Sithokozile

ZANU PF youths have made a wild claim against Chamisa and saying that this is the reason why she does not appear in public with her husband like a normal First Lady would. According to (US) White House rules, the First Lady is supposed to accompany her husband on all public appearances and visits. The woman has to come out holding her husband’s hand and there is also a particular way this is done. Without this, protocol is broken and humiliation follows. This is the way it is done in the United States, and in the next episode we shall look at how it is done in Zimbabwe.

Now coming to the real issue why Chamisa’s wife rarely appears in public with him: while the man himself has chosen not to speak, sources close to the MDC politician have told ZimEye.com Chamisa “will never be Barack Obama or Donald Trump.

“Did you not know she is a lawyer working for an NGO and her employer bars her from participating in politics?  Participating in the MDC as a First Lady the way Elizabeth used to, will render her jobless,” the highly placed source said.

Once Sithokozile pursues the First Lady job, she will need to fit the below criteria and she will have to work without a salary:

How did the role of first lady come to be? – the US story.

According to Andrea Gonzaez, Martha Washington is considered to be the first “first lady,” but the term wasn’t used until after her death. Her main function was to play hostess for social events, and she set the standard for the subsequent first ladies.
The role has historically been reserved for the president’s spouse, but some first ladies have not been married to POTUS. Emily Donelson took over the hostessing duties during the presidency of her uncle Andrew Jackson, a widow. Harriet Lane did the same during the administration of James Buchanan, who never married.
However, our contemporary understanding of the role can be traced back to Eleanor Roosevelt, according to Dr. Katherine Jellison, chair of the history department at Ohio University, who has studied extensively the topic of first ladies.
During her time at the White House, Roosevelt expanded her duties beyond just being a hostess, spending her time working on social reform projects.
“She is the first first lady to have press conferences, she is the first first lady to have a significant number of staff working for her,” Jellinson said. “She is the one who made the role of first lady as high profile as it is today.”

What are some of the first lady’s responsibilities?

Contemporary first ladies are expected to perform public and ceremonial duties. While they’ve always hosted state dinners and other official events, now they also serve as surrogates to their husbands’ administrations, taking on particular social projects or causes.

“We Have The Best Coalition And Ready To Win Elections”

CODE

By Paul Nyathi|Coalition of Democrats, (CODE) leader Elton Mangoma says that their coalition is the most stable and best coalition available ahead of this year’s elections.

Speaking to ZimEye.com in an interview on Tuesday, Mangoma said that CODE has the best possible chances of winning the national elections set for July or August this year because of its stability compared to other coalitions.

“We are by far the most stable and best administered coalition for this election and very confident that we will win the election,” said Mangoma.

The coalition is made up of Mangoma’s Renewal Democrats of Zimbabwe with five other so called minor opposition parties.

The other parties are, Dumiso Dabengwa led ZAPU which also incorporates in it Barbara Nyagomo’s Progressive Democrats of Zimbabwe.

Little known African Democratic Party led by Marcelina Chikasha and a faction of the Zimbabwe First Party led by Derreck Lupemba.

Mangoma said that the coalition will be officially launched at a ceremony to be held at the Africa Unity Square in Harare this Saturday.

“We will definitely be launching the coalition this Saturday and all preparations are well in place for the day,” said Mangoma.

Contrary to his assertions on the stability of the party, CODE lost two of its founding and key members the Welshman Ncube led MDC and the Tendai Biti led PDP last year.

The two parties joined the then MDC-T leader late Morgan Tsvangirai to establish the MDC Alliance coalition which at the moment has by far the largest visible following.

Giving further doubts on the stability claims by Mangoma, the Coalition of Democrats recently lost two more members the Dr Maxwell Zeb Shumba led faction of ZimFirst and surprising returnees PDZ of Barbara Nyagomo.

The parties all accused the coalition of lacking the political stamina to be able to wrestle power from the ruling ZANU PF.

The departing leaders also accused Mangoma of not being transparent in the running of the party consequently turning into a dictator.

“As the ZimFirst presidential candidate, I believe CODE is worthless and Mangoma is incompetent,” said Dr Shumba when he quite the coalition early this year.

“For this country to move forward we do not need such kind of leadership,” he said.

Nyagomo of the Progressive Democrats of Zimbabwe (PDZ) wrote to CODE saying;

“PDZ is pulling out of CODE because there is lack of transparency and accountability and also that a principal or a couple of principals take unilateral decisions in CODE.”

Besides being questioned on the issues raised by exiting partners, Mangoma insisted, without giving reasons, that the coalition is far much better organised than the Nelson Chamisa led MDC Alliance and the Joice Mujuru led People’s Rainbow Coalition.

CHIHURI BOOB: Is Augustine The Missing Link In The Diamond Loot Saga?

By Talent Gondo| An intense atmosphere could be felt as one entered the Senate Chambers, (Monday) a room packed with numerous witnesses.

Journalists attending this particular session exchanged harsh words with parliament officials when they were told to vacate their seats and pave way for “invited witnesses” who were either directly or indirectly involved in the missing USD15 billion diamond saga.

It was however saddening to note that one of the key witnesses, former Police Boss, Augustine Chihuri had once again snubbed the Mines and Energy Parliamentary Portfolio hearing.

Home Affairs Minister, Obert Mpofu briefly appeared before the House before he was excused pending the outcome of his letter to the Speaker of Parliament, Jacob Mudenda.

Mpofu has in the past refused to give oral evidence before parliament arguing that as long as the hearings are chaired by independent MP for Norton, Temba Mliswa, he will not cooperate.

All the hope and anticipation that Mpofu would on this day speak were dashed as he exited the House.

As events unfolded during the session, former Commissioner General of Police, Chihuri, who was conspicuous by his absence was repeatedly implicated as the “owner” and only one who ran operations at the diamond mining company, Gye Nyame.

Gye Nyame, was however supposedly granted a mining licence with three entities owning various shareholding percentages which the former top cop allegedly manipulated resulting in the ZRP owning 20 percent up from 5 percent within a week.

The Mines and Energy Parliamentary Portfolio Committee heard how Chihuri verbally gave instructions to his other partner Bill Minerals to up the ZRP’s stake from 5 to 20 percent before ejecting the Ghanaian partners from the country.

Evidence given before parliament exposed how Chihuri allegedly crafted his plan where he ended up deporting them back to Ghana using heavily armed police officers. This was despite that the Ghanaians had invested heavily in Gye Nyame.

Gye Nyame’s shareholders were the Zimbabwe Mining Development Company (ZMDC) owning 50 percent, Bill Minerals, 30 percent and the ZRP Trust 20 percent.

Ex police commissioners who were cited as board members representing the ZRP in Gye Nyame, revealed that they were ceremonious board members whose roles started and ended after they appended their signatures as board members for the diamond company.

Retired Commissioner Mekia Tanyanyiwa did not mince his words baring it all before the Temba Mliswa led Mines and Energy parliamentary portfolio committee revealing that “Chihuri was the Alpha and Omega” of the company which was registered as a ZRP entity.

“There was no paperwork involved and we were verbally appointed as board members by the former Commissioner General of Police,” said the former senior top cop, Tanyanyiwa.

Retired Police Commissioner Grace Ndebele concurred adding that besides conducting the due diligence which they performed soon after being notified of their new appointments at Gye Nyame, the trio were clueless about the diamond firm’s operations including the whereabouts of the diamonds seized from the company’s partners, Bill Minerals.

Retired Police Commissioner Oliver Chibage, who was Chihuri’s right hand man and personal assistant also confessed to parliament that despite being his former boss’ front runner who proposed the initial list of names for consideration as board members, he was not told that the firm had been operationalised and it was already mining.

“I only got to know that the company was functional when I got a call from a partner who was complaining that the ZRP was treating them unfairly. I reached out to my former boss (Chihuri) but I was dismissed. He said that there was no mining taking place and I would be advised when it commenced,” he said.

Former Commissioner Chibage narrated how his former boss gave him duties outside of Harare and how his working environment became “difficult” following his enquiry.

“It became difficult to work because I was constantly redeployed and some of the things that were happening were pointers that made me resign,” said Retired Commissioner Chibage, who revealed that he was now concentrating on his farm and other businesses.

Retired Commissioner Tanyanyiwa told parliament how the three Gye Nyame board members were “retired”.

“I was called by former Commissioner Ndebele and told that the boss had said I must retire from the service and I did,” he said.

He added that this could also be reason why other members from the security sector were reluctant to give their oral evidence truthfully before parliament.

“It could be that they are afraid of being retired,” he said, adding that revelations by some senior cops where they were alleging that they did not know about the 200 member force which descended on the diamond fields when government through the Ministry of Mines took over diamond mining in Marange were false.

“They are scared that they will be retired if they tell you the truth,” said Retired Commissioner Tanyanyiwa.

This opened a can of worms on how Chihuri basically manipulated the system to suit his agenda.

He had cherry picked his lieutenants to ensure the registration of the ZRP Trust which despite contributing nothing to the partnership, had gained value within a week from 5 to 20 percent, thanks to Chihuri’s mouth.

The deportation of the Ghanaian partners were well calculated and it provided him with the opportunity to then make his next move.

Another key witness in the diamond saga, Gye Nyame Project Manager, Itai Munyeza told parliament how Chihuri dispatched a convoy of armed police officers who tracked him to his daughter’s school in Harare while he was doing school run and “escorted” him to his house to drop off the minor.

Like a dangerous criminal who was on the wanted list, the convoy of police details force-marched him to the company’s offices to retrieve keys to the vault before they forced him to hand them over to the ZRP.

“I refused arguing that there was supposed to be a proper hand over take over since there were diamonds in the vault,” said Munyeza.

He revealed one of the names of the police officer leading the team that then forcibly took him to Central Police Station or Charge Office in Harare as one Superintendent Dube.

“I refused to hand over the keys and I was then taken to a dark room where I realised that I must just hand over the keys. I did not have legal representation and I knew that I was now vulnerable because they told me that they were acting on Chihuri’s orders,” said Munyeza.

Munyeza said his company then wrote to the ministers of Mines and Home Affairs as well as to the President’s Office informing them of the development and that the company was no longer a partner at Gye Nyame.

“What happened to the diamonds? Only God knows,” he said.

Former Zimbabwe Mining Development Corporation (ZDMC) board chairperson Goodwills Masimirembwa said while he was aware that the ZRP had indeed forcibly taken over the diamond vault and the claims, the board did not know whether anything had been done to redress this anormally.

So what happened to those diamonds and the revenue generated from the mine thereafter?

Acting Commissioner General Innocent Matibili, who stood in for the Commissioner General, Godwin Matanga professed ignorance of the diamond company, adding that nobody in the force, besides Chihuri, knew about Gye Nyame’s operations, revenue generation, management and board members.

“Nobody in the police force knew anything about this company, about its paper work, operations and staff compliments except Chihuri,” said Matibili.

He said all he knew was that government had consolidated mining in Chiadzwa and the ZRP was to deploy officers to assist with security issues.

So if all the top cops did not know about Gye Nyame, who did?

Former Home Affairs Minister Ignatius Chombo also told parliament that despite being Chihuri’s boss, he knew nothing about the diamond mining venture.

Company Secretary for Gye Nyame, Kenneth Mawodzwa, who was also handpicked by Chihuri from the ZRP’s legal department, also confirmed that his former boss was the beginning and end of the company.

“There were lots of problems at the company when I took over. The company’s paperwork was not in order, there was no environmental assessment certificate, the company had no bank account,” said Mawodzwa.

He however confirmed that despite not having all the statutory requirements, mining took place.

“What I can tell you for sure is there were some diamonds that had been mined before, how they were sold, I do not know but Chihuri knows,” he confirmed.

So is Chihuri the missing link in the missing diamonds saga?

Could he be the one with ALL the answers?

Where is he and why is he hiding? Is he really hiding or he is simply being protected because there are “bigger fish” in this puzzle?

The former permanent Secretary in the Mines Ministry, Francis Gudyanga confirmed that there are “dark forces” involved in the diamond saga and he feels threatened.

Who are these “dark forces”?

And why is Mpofu ducking parliament?

There is more to this missing USD15 million diamond saga than meets the eye.

Drama As ZANU PF Reverses “Electoral Reform” Bill Because They Had Less Numbers In The House

By Redley Mugabe| There was drama in parliament yesterday when ZANU PF MPs forced the debate on the Electoral Amendment Bill to be postponed simply because they had less numbers inside the building.

Zanu PF MPs began walking out of the building allegedly, “so that there is no quorum”, as they appeared to be outnumbered by MDC MPs.

All debates on the matter then came to a halt when opposition MPs rioted and began singing and chanting loudly “Into wenzayo siyayizonda!” [We don’t like what you are doing]; During the melee, the MDC-T’s Innocent Gonese queried saying, “the Minister moved a motion to suspend automatic adjournment of the House to allow passage for the Electoral Amendment Bill and we are ready and geared to debate we object adjournment.” – WATCH THE VIDEO BELOW –

Zim Barbershops Spreading HIV, National Aids Council Says

By Paul Nyathi|Zimbabwe’s National Aids Council has given a chilling warning against the use of shared hair clips at barbershops as these are contributing to the HIV/AIDS scourge.

The Zim body is relying on a study conducted in South Africa.

According to findings of a study published by the South African Medical Journal recently, the barbershop clients also risk contracting the potentially fatal Hepatitis B and C.

Nac monitoring and evaluation director Mr Amon Mpofu acknowledged that there is significant contamination of barber hair clippers with blood and blood-borne viruses.

“HIV is transmitted through fresh blood hence if anyone sustains any cut during the use of the clippers and there is blood, it can remain on the piece of equipment. If another person uses the same clipper and there is also breakage of the skin, he or she can get infected,” said Mr Mpofu.

“We encourage barbers to invest in sterilisers and numerous clippers so that they don’t use the same for all clients. They should use a single clipper on one person and sterilise it before it can be used on the next person.”

He encouraged members of the public to rather carry their own clippers to the salon rather than risk getting infections.

“It is almost like using one razor blade. Though HIV does not exist in dead blood, they cannot take that risk. When blood cells die the HIV virus dies but we encourage members of the public to be cautious and ensure they only use sterilised clippers or carry their own,” added Mr Mpofu.

“This study confirms that there is significant contamination of barber hair clippers with blood and blood-borne viruses. Hepatitis B was detected with enough DNA copies to pose a risk of transmitting infection,” reads the study.

“Further studies to investigate barber clipper sterilisation practices and whether the clean-shave hairstyle is an independent risk factor for HIV, HBV and hepatitis C virus infections are warranted.”

MNANGAGWA THREATENED: “Bhora Musango” – 3 000 Green Bombers Explode On Govt Payroll

By Paul Nyathi| Under threats of election sabotage by members of the ZANU PF youth league, President Emmerson Mnangagwa has been reportedly forced to reinstate three thousand members of the youth league into government payroll.

The 3 188 youths all graduates from the ZANU PF run National Youth Service training centres were put into government employment by former President Robert Mugabe in 2016 after they had complained of being unemployed.

As part of the motivation to get young Zimbabweans into the ZANU PF, indoctrinating military style youth training centres, government assured employment for the graduates leading to the youths threatening to dump the party if they remained unemployed.

The former President Robert Mugabe had during his tenure ordered the Civil Service Commission to employ the youth into various government departments where most of them were literally being paid for doing nothing.

However, in a government cost cutting measure, Mnangagwa instructed for the removal of the youth members from employment when he took office in November last year.

Latest legal details made available to ZimEye.com show that the youth have in the last 3 days engaged Mnangagwa and threatened to sabotage his election campaign unless they are reinstated on full salaries.

The letter was written on the 9th April.

latest letter showing that an out of court settlement has been reached.

The youth further took the Public Service Commission to the Labour Court on claims of unfair dismissal.

A letter from the representatives of the youth seen by to ZimEye.com indicates that the youth agreed to withdraw their matter from the courts after an agreement was reached to reinstate them.

ZANU PF has through the years been using the youth to execute their violent election campaigns earning them the notorious nickname “Green Bombers” because of their green military like uniform.

ZANU PF has in the meantime started regrouping the National Service Graduates in preparation for the campaign for the elections set for July or August this year. ZANU PF’s reportage on the matter is that the youth are mere employees and that the issue oof party allegiance is only a collusion

Chamisa’s Master Plan For Matabeleland

Chikore’s Jet Is Owned By Govt

The jet which Simba Chikore acquired is government owned, Finance Minister Patrick Chinamasa says.

Government yesterday took delivery of a Boeing 777-200ER aircraft from Malaysia, which is part of an envisaged fleet of 10 aeroplanes to be managed under a new company tasked to boost the local aviation sector.

The 300-seater plane, which touched down at Robert Gabriel Mugabe International Airport yesterday, is wholly-owned by the Government’s special purpose vehicle, Zimbabwe Aviation Leasing Company, which, in turn, is leasing the aircraft to Zimbabwe Airways.

Zimbabwe Airways is also owned by the Government and was formed to give Air Zimbabwe
(Airzim) time to come back to its feet and recover from its debts.

The second Boeing has already been paid for in Malaysia and is expected in the country soon.
It is believed that the newly-acquired planes will add impetus to efforts to open Zimbabwe to investment and boost local tourism and trade.

In essence, Government, through Zimbabwe Airways, plans to acquire three additional Boeing 777 aeroplanes to service regional and international routes, including six small planes that will be used as feeder aircraft for long-haul flights.

Government has already paid $41 million out of the $70 million that is needed for the four Boeing 777 planes. It is believed that to date, local authorities have managed to arrange funding for two Boeing 777 planes and one Embraer.

Speaking after the delivery of the plane, Finance and Economic Development Minister Patrick Chinamasa said the new aeroplanes, contrary to speculation, belonged to Government.
“I wish to categorically state the aeroplane that is outside there is the property and asset of the Government of Zimbabwe,” he said.

“I know speculation has been rife that the aircraft belonged to the former First Family.
“That is wrong and I am here to set the record straight. (Mr) Simba Chikore (President Mugabe’s son-in-law) has no interests in the business, directly or indirectly.”

Mr Chinamasa said Mr Chikore, who was one of the pilots who flew the plane from Malaysia, was initially roped in to offer technical support and assist in negotiating the deal.

“(Mr) Simba Chikore has no shareholding in this plane,” he said.
“We only recruited him to assist us with technical support during the negotiations since he has vast experience in the aircraft industry.”

Government has decided to lease out the planes to its newly-created firm, Zimbabwe Airways, in order to allow Airzim — currently saddled with a $300 million debt — time to recover.
“Zimbabwe Aviation Leasing Company, which is 100 percent owned by the Government, is leasing the new Boeing 777 to Zimbabwe Airways, which is also wholly owned by the Government,” said Minister Chinamasa.

“We will lease the aircrafts to third parties until Air Zimbabwe, which is now a bottomless pit, puts its house in order.”

Minister Chinamasa said the deal had been kept under wraps since 2016 to avoid jeopardising negotiations.

Zimbabwe Tourism Authority chief executive officer Mr Karikoga Kaseke urged Government to appoint a vibrant leadership to the new airline.

“I urge you to put a very serious board in the airline and a serious management and everything will follow,” he said.

Mr Kaseke said in future, Government should inform the nation of such crucial deals to avoid speculation.

“I am one of the people who believed in the media reports,” he said. “We are concerned because when you do not give us information we will have to believe the newspaper stories.”

Mr Kaseke urged Government to reopen the traditional international routes for business.

“These Boeing 777 planes should go to their traditional routes like the Harare-London route,” he said. “Before Air Zimbabwe became a bottomless pit, we used to win awards every year as the best airline in Africa.

“I hope we will be flying to London, China and other countries as soon as possible.”

Government says aviation experts that have examined the Boeing 777 planes from Malaysia say they can operate efficiently for between 15 to 20 years. – state media

“Harare Water Treatment Has Improved”

By Eric Mumba| Harare’s water treatment situation has improved, the outgoing Harare mayor has said.

Speaking on the sidelines of his last public speech as mayor, His Worship Ben Mnanyenyeni told ZimEye.com, ” well, it has definitely improved; in terms of quality, in terms of volume. We were doing just over 300 mega litres per day. We have [now] been averaging over 500 mega litres per day, so that is a measurable improvement. There has also been improvement in quality to an extent possible”

He however sounded out that there are still challenges. He said, there are still issues pertaining leakages. There are still issues pertaining corroded pipes which affect quality, but I am happy that there has been improvement.”

Manyenyeni also spoke on the issue of suitability of councillors. He said”like I said in August 2015, we need at least one one third of the councillors, at least one third of the councillors must be able to present professional credentials.”

He added saying this is the only way council can move forward. “They must present professional credentials in certain key areas, in certain specialisations; That’s the only way we can move forward,” he said. SEE VIDEO:

US Sanction Demands Are Our Own Cause – If ED Cannot Deliver Free Elections, He Too Must Go.

By Nomusa Garikai| There are many Zimbabweans out there who have heard a lot said by Zanu PF members and apologist about the economic sanctions imposed by the West and the economic hardships they have caused to the ordinary Zimbabwean. Two USA Senators on Foreign Relations Committee’s Subcommittee on African Affairs, who have just amended the sanctions America imposed on Zimbabwe, have been in Zimbabwe to explain what Zimbabwe must do for the sanctions to be lifted.

It beggars belief why Zanu PF and its apologist have been up in arms demanding the sanctions to be lifted immediately when the conditions being demanded are what every thinking Zimbabwean out there has been calling for decades! Here are some of the USA demands (and comments many Zimbabweans have been saying all along):

· BVR roll – public release, without cost, in both paper and digital formats of a roll endorsed by all registered political parties

1) BVR exercise was started very, very late; it should have been started in January 2015 at the latest, it finally kicked 14 September 2017. There was no way anyone, even with all the best will in the world, would have given everyone the chance to register in the five months the exercise lasted. In the end ZEC registered 5.3 million out of the 7 million.

2) ZIDERA call on government to allow Zimbabweans in the diaspora to register and to vote from wherever they are outside Zimbabwe. The regime has not even lifted a finger to make that possible. It is estimated that there are 2 to 3 million Zimbabweans in the diaspora.

3) ZEC has not produced the BVR roll for verification and time is running out – again because the BVR registration was very, very late.

4) 2013 elections were held with no verified voters’ roll resulting in nearly 1 million registered voters being denied the vote because their details were not in the constituency roll they expected it to be. Zanu PF was able to bus its supporters from one polling station to the next casting multitude votes, etc. All these vote rigging schemes were possible because there was no verified voters’ roll. Zanu PF intends to do the same this year. It is almost certain, the next few weeks will confirm, there will be no verified voters’ roll.

5) President Mnangagwa was, until October 2017 reshuffle, the minister of Justice, ZEC reported to him, and therefore was aware of the very late BVR exercise and its downstream consequences.

· Defence forces – must not campaign for any candidate nor intimidate voters, must be non-partisan, and must verifiably and credibly respect human rights and freedoms of all

1) Zanu PF has already deployed war veterans whose leader is Chris Mutsvangwa, who is also the President’s special advisor, backed by ex-security personal like retired Major General Engelbert Rugeje, who is Zanu PF’s nation political commissar to start campaign for the party. These people have played a major role in the intimidation, beating, rape and murder of civilians in past elections but especially in the 2008 and 2013 elections. Rugeje

is on record telling villagers the same violence will return if they do not vote for Zanu PF in the coming elections.

2) There have been reports of 2 000 to 5 000 soldiers have been deployed to coordinate Zanu PF election campaign. The very close ties between Zanu PF and the security sector is well documented which is why the Police, for example, has turned a blind eye to Zanu PF inspired violence and lawlessness.

3) President Mnangagwa’s proposal for all political party meeting to agree on a conduct of conduct to ensure free and fair elections is an insult to all thinking Zimbabweans. The code of conduct would be unnecessary if the Police, ZEC, etc. were free to carry out their statutory duties! With no meaningful democratic reforms in place, the Police, ZEC, etc. will remain in Zanu PF’s pocket.

· State media – free and full access for candidates, equal time and coverage to all registered parties, in an impartial manner

1) It is deeply regrettable that Zimbabwe has never ever had a free media and freedom of expression. Many people are not following what is happening in the country politically and economically not because it is too complicated or they are too lazy to follow but because they have never been allowed to hear alternative point of views to the Zanu PF propaganda.

2) Elections about making an informed decision, the only opinion the majority of the rural people know on many big issues such as sanctions, corruption, democratic reforms, free elections, etc. is what Zanu PF want them to know.

· International observers – must be permitted to monitor the entire electoral process, and enabled to access and analyse tallying, tabulation and transmission and content of voting results.

1) If the international observers were to make their judgement on the electoral process so far then they will have to come to the same conclusion SADC leaders came to before the 2013 elections – that it is impossible to hold free and fair elections without first implement. “If you go into elections next month, you are going to lose; the elections are done,” the warned the MDC opposition. The truth is this year’s elections are also “done”!

2) The observers must declare these flawed and rigged elections null and void and give the people of Zimbabwe a chance to finally implement the reforms so they can have their first ever free, fair and credible elections.

With unemployment soaring to dizzying height of 90%; ¾ of our people living on UD$1.00 or less a day; millions of our people scattered all over the world, like fallen leaves in the wind, as economic and/or political refugees; etc.; there is no arguing, Zimbabwe is in a serious mess.

We can come up with a long list of why we are in this mess but these will all boil down to one – we have been stuck these last 38 years with an incompetent, corrupt and murderous Zanu PF dictatorship. For the last 20 years, at least, we have made a concerted effort to remove this Zanu Pf regime but have failed again and again because the regime rigged the elections and frustrated our democratic will!

Since the late 1990s the people of Zimbabwe have been united in our call for democratic change. Morgan Tsvangirai and his political friends taped into this public sentiment and named their new political party accordingly. The people risked life and limb to elect them into office on the ticket

they would bring about the democratic changes necessary to stop Zanu PF rigging elections and frustrating the people’s democratic will.

It is very sad that MDC have had many the golden opportunities, the best during the GNU, to implement the democratic reforms but wasted them all.

There is no arguing Zimbabwe is in a serious mess because we are stuck with a corrupt and incompetent regime. If we want a competent and democratically accountable government then we must implement the democratic changes we called for back in the 1990s. The democratic reforms being demanding by the Americans are restating the changes we have been calling for the last 20 years.

If President Mnangagwa fails to hold free and fair elections this year, then the election must be declared null and void and a separate administration appointed to implement the reforms.

The above conditions demanded by the Americans are clearly meant to force President Mnangagwa and his junta regime to implement the democratic reforms and hold free and fair elections. No thinking Zimbabwean out there would want the sanctions lifted if the regime fails to hold free, fair and credible elections. We are in this mess because for 38 years we have been stuck with this corrupt regime, so why would anyone want the sanctions lifted to encourage the regime to rig yet another election! –  zsdemocrats.blogspot.co.uk

VIDEO: Jessie Majome Exonerated, Councillors Must Be Educated Experts, Insists Mayor

By Eric Mumba| Spirited efforts by Harare West MP Jessie Majome for the capital city to have councillors who are educated bore fruit today when the outgoing Harare Mayor, Ben Manyenyeni insisted on the matter.

Speaking on the sidelines of his last public speech as mayor, His Worship Ben Mnanyenyeni told ZimEye.com, “like I said in August 2015, we need at least one one third of the councillors, at least one third of the councillors must be able to present professional credentials.”

Chamisa Not Involved In Party Primaries As Mamombe, Majome Fight It Out In Harare West Primaries

Farirai Madhumbe | In a test of democracy in the Movement for Democratic Change (MDC) led by Advocate Nelson Chamisa two strong females, lawyer Jessie Majome and scientist Joan Mamombe will battle it out in the party Primary elections in Harare West.

Majome is a former deputy minister for Justice, Legal and Parliamentary Affairs and is being challenged by 25 year old Mamombe a scientist and human rights activist who holds a Bsc in Biotechnology from the Chinhoyi University of Technology (CUT) and an Msc in Genetic Manipulation and molecular cell biology from the University of Sussex UK.

Her research focused on cancer and neurodegenerative diseases. If elected Mamombe would be the first female youngest MP after Chamisa a male who was youngest at 25 several years ago.

Efforts by the Chamisa led National Executive committee to protect sitting MPs were futile as they were accused of dictatorship, resulting in all constituencies being open for competition leading to the current tussle in Harare West.

Chamisa’s own close allies Chalton Hwende and Shakespear Mukori are battling it out in Kuwadzana East, the seat left vacant after the youthful leader was elevated to President of the MDC.

When contacted for comment on the Harare West saga which has had tongues wagging with insunuations that Chamisa was behind Mamombe an MDC source told ZimEye, ” That is not true at all. The primaries will decide the candidate, the President is nowhere near the issue.”

Responding to reports that Majome was afraid of being attacked by “Chamisa’s thugs” the Thokozani Khupe ‘way’, the source said, ” that is hogwash, what I can tell you my sister is that this time round this is a tough battle beyond the President’s control, his own friends are seeing red. How can he then impose in one constituency?”

The MDC strategy according to the source is to get the candidates in the contentious areas to sit and talk, for instance in Harare West, Majome and Mamombe will go through what the party terms “consensus building”, this will involve identifying another constituency for either of the women. Failure of this will result in primary elections.

The source said, “what would be fair is that if either of them is moved then they should not be subjected to a primary election. But again this is politics.”

The youth quota has particulary given the party a headache as the younger members have identified constituencies including those held by party heavy weights including outspoken MP James Maridadi, who is also facing a tough challenge.

“What has added fuel to the fire is that the party has resolved to reserve 20 percent of all seats to youths and 50 percent to women, which has created battles of titanic proportions in many constituencies where rookies are taking on sitting MPs and other bigwigs in the national standing committee,” a senior party official told the Daily News.

Contacted for comment by the paper women’s assembly chairperson Lynette Karenyi-Kore said while the party was still to decide who among its cadres would contest where, robust campaigns had indeed kicked off in constituencies coveted by men.

“But because we, as women, were given 50 percent of all seats by the party, we are very happy with that. However, we are still to decide the constituencies that we will target,” she said.

Another battle of bigwigs is also set for Zengeza West constituency in Chitungwiza, where former St Mary’s MP Job Sikhala will take on incumbent Simon Chidhakwa.

But there is another candidate eyeing the same constituency — former Chitungwiza deputy mayor Rangarirai Mutingwende, who is also the provincial organising secretary for Chitungwiza.

Still, Sikhala expressed confidence in an interview with the Daily News that he would prevail over his competitors, as well as in the national elections themselves.

“I have chosen Zengeza West after I was persuaded to stand by residents in that constituency, but I haven’t yet started campaigning for the primary elections because there is no reason to,” Sikhala said, in what came across as a dig at his rivals.

“Being seen canvassing for votes for primary elections is a sign of being not wanted by the people. People know what they want and it shall be shown by the statement they will make on the day of the primary elections.

“The people of Zengeza West know what they want. They will speak whether it is in broad daylight or at night. They are organising themselves as we speak and the vibration is already there … I am preparing for the general elections not primary elections,” Sikhala said.

Youth Assembly secretary-general, Lovemore Chinoputsa, told the Daily News that some of the constituencies which were being targeted by youths include Epworth, Mbare, Mpopoma, Hwange West, Chiwundura, Mhondoro Ngezi, Bikita West, Gutu South, Zaka Central, Highfield West, Buhera Central and Gweru Urban which is currently held by former deputy Local Government minister Sesel Zvidzai.

In Chitungwiza South, lawyer Maxwell Mavhunga is said to be fancying his chances against sitting MP Canisio Makarau, Delma Kariati and Innocent Gwanzura — while in Chitungwiza North it will be a battle between businessman Asani Tembo and sitting MP Godfrey Sithole.

Former Chitungwiza provincial chairperson Alexei Musundire’s Zengeza East seat is being coveted by former MP for the area, Goodrich Chimbaira, as well as by a provincial official, Taurai Shenje.

Meanwhile, Sikhala’s former constituency which is currently being held by his ally Unganai Tarusenga, will be another battleground — with former councillor Adam Puzo having expressed interest in contesting it.

In Harare’s Mabvuku constituency, the battle will be between incumbent James Maridadi and James Chidhakwa, a youth assembly member. Other seating MPs whose constituencies will be contested include Magwegwe legislator Anele Ndebele who will slug it out with Felix Mafa.

But some party bigwigs — including vice president Elias Mudzuri (Warren Park), deputy national organising secretary Amos Chibaya (Mkoba), Theresa Makone (Hatcliffe), Douglas Mwonzora (Nyanga North), deputy national chairperson Morgen Komichi (Midlands Senatorial post) among others — will stand uncontested.

However, a senior party official was quick to warn that some of the aspiring candidates who have submitted their CVs for consideration could be disqualified, as they have not been in the party for the five years that is required for them to qualify.

“Unless as aspiring candidates possess certain attributes that the party considers as adding value, they may be disappointed. But in some cases the national council may choose to waive some of the requirements and allow them to contest,” the national standing committee member said.

Mnangagwa Grabs Mugabe’s Planes, As AWOL Chikore Returns Home

Ray Nkosi | Finance Minister Patrick Chinamasa has hinted that the Zimbabwe Airways plane with the registration number Z-RGM (Robert Gabriel Mugabe) does not belong to the Mugabe family, but instead to the state.

Chinamasa earlier said: “I’m here to categorically state that this plane is the property of the Republic of Zimbabwe and not the former First Family.”

The plane touched down earlier today and aboard was former President Robert Mugabe’s daughter Bona and her husband Simba Chikore.

This comes as the local Daily News reports that President Emmerson Mnangagwa’s government is moving to impound aeroplanes linked to deposed Mugabe’s family, which stands accused of acquiring the aircraft through taxpayers’ money.

Many took to social media accusing Chikore who has been out of the country several months now after the ousting of his father in law, of having bought the planes corruptly using ZINARA funds.

The Daily News further reports that Chikore, who was briefly chief operating officer at struggling flag carrier Air Zimbabwe, as well as the increasingly under scrutiny Transport minister Joram Gumbo, were reported at the time to have been intimately involved in the formation of Zim Airways, as well as the purchase of the aircraft.

Well-placed sources told the paper yesterday that Mnangagwa had apparently ordered that one of the planes — a Boeing 777 jet liner which is arriving at the Robert Mugabe International Airport today — be immediately parked among Air Zimbabwe’s fleet upon landing, until a probe establishing how Zim Airways acquired its fleet is completed.

Apart from investigating the funding of the planes, Mnangagwa is also said to be keen to know the exact shareholding structure of the airline, in the light of its allegedly “opaque” set-up.

“Unless the probe exonerates the role players, chances are that these planes will be  seized and added to the Air Zim fleet. The pressure has also been on Gumbo to bring the planes home while investigations continue.

“Alternatively, he was told that if the planes could not be brought back home, he should at least recover every penny paid for them,” one of the sources familiar with the issue said.

On his part, Gumbo confirmed to the Daily News from the Malaysian capital city of Kuala Lumpur yesterday that one of the Boeing 777s would be arriving in Harare this afternoon — with insiders saying he had been ordered to go to Malaysia by Mnangagwa  to make sure that the plane was flown to Harare.

“I can confirm that we are bringing the plane tomorrow (today) … landing time is at 12pm,” Gumbo, who flew to the Asian country on Sunday, said.

The Civil Aviation Authority of Zimbabwe (CAAZ) also confirmed that the plane would be arriving in Harare today.

“The authority wishes to advise that one Boeing 777 aircraft under Zimbabwe Aviation Leasing Company (ZALC) will arrive tomorrow (today), 11 April at 1200hrs from Malaysia. The guest of honour will be … minister Patrick Chinamasa,” CAAZ said.

According  to other sources, the plane which is coming today is already registered as Flight Z-RGM, apparently a short code for Zimbabwe-Robert Gabriel Mugabe.

The plane is one of the four 12-year-old aircraft which Malaysian Airlines wanted to dispose of at a total cost of $70 million last year, with two of them having already been paid for by Zim Airways.

The Daily News also learnt yesterday that the initial deal by the Malaysians was offered to Air Zimbabwe, but was “inexplicably” taken over by the new airline at the time that Chikore was still Air Zim’s chief operating officer — following his controversial earlier appointment at the struggling national airline by Gumbo.

“There is lots of stuff that is being said about the planes and Zim Airways, and it is everyone’s hope that the planned probe will put to rest some of the allegations if they are not true. Some of the claims are to the effect that Zim Airways was allegedly formed to plunder State resources, and hence their contested seizure of the opportunity to buy the Malaysian planes.

“It is also claimed that the strategy was also to fast-track the demise of the debt-ridden Air Zim by bringing in a strong competitor which, in addition to plying local routes, would also be granted permits to service the lucrative European routes which Air Zim cannot service anymore,” one of the sources said.

The abrupt departure of Chikore from Air Zim last year, apparently to spearhead the establishment of Zim Airways, had further heightened speculation that the project belonged to the former first family.

It had not helped matters that mystery also surrounded the source of the funds that were used to purchase the new jetliners.

Gumbo has consistently claimed that the money came from Zimbabweans living in the Diaspora under the auspices of a little known company called Zimbabwe Aviation Leasing Company (ZALC) — although this explanation has not convinced the new dispensation, hence the current probe.

“So I started negotiations to buy, and so I informed government that I had clinched a deal with Air Malaysia to buy four Boeing 777 planes at $70 million for all of them and I thought this was a good deal for Zimbabwe. But again, government failed to raise the money. I was buying these for Air Zimbabwe.

“So, after government introduced the policy to engage the Diaspora to invest in the country, I reached out to them. There was a group in London and another in Dubai. I engaged them to say here is an opportunity if you are interested. My role as minister of Transport is to ensure that there is activity in the country. Therefore, I facilitated for one of these groups to negotiate with Air Malaysia through PWC (Price Waterhouse Coopers auditors).

“This group then formed the Zimbabwe Aviation Leasing Company. They have now  managed to purchase some of the planes. They have now paid for two planes and they are raising money to pay for the other two. The agreement is to purchase four,” Gumbo told the Daily News last year when he was quizzed about his involvement in the Zim Airways deal.

Mnangagwa’s tough stance on the Zim Airways deal comes as Air Zim is now barely  managing to fly its domestic and international passengers, who are increasingly enduring horrendous flight cancellations and reschedulings.

And although Air Zim’s fleet supposedly comprises 10 “active” aircraft — two Boeing 767s, three 737s, three MA60s and two Airbus A320s — well-placed sources recently told the Daily News that the debt-ridden national airline now only had three of these in the air, servicing both its domestic and regional routes.

Air Zim has over the past three decades struggled to shake off claims of gross corruption and ineptitude, which has led to the dismissals of several of its boards and senior managers.

The airline is said to be losing up to $3 million a month, in addition to being saddled with a $300 million declared debt.

Chamisa Didn’t Lie About Nkomo’s Sacred Rod, Pictures Prove

By Farai D Hove| MDC leader Nelson Chamisa did not at all lie about the late veteran Joshua Nkomo’s sacred rod, it has emerged.

Chamisa was truly offered a walking at the late Joshua Nkomo’s house.

The MDC leader can be seen in several pictures at Joshua Nkomo’s house obtaining the rod gesture inside Nkomo’s bedroom – see pictures below.

Writing on Wednesday morning, the party’s Standing Committee member Chalton Hwende said, “Zanu-PF and State Media’s propaganda is sickening.

“The President was offered a Walking stick this is a fact but he never said he was offered the walking stick that Dr Nkomo used to use because he was never offered this particular walking Stick.”

The development comes after the late National Hero’s son told ZimEye Chamisa according to him is disrespected the Veteran through his speech at White City Stadium on Saturday. Watch the below video for the whole debacle

Chinamasa Says New Plane Does Not Belong To Mugabe Family

Stating after the delivery of the first Zim Airways plane, Finance Minister Patrick Chinamasa said: “I’m here to categorically state that this plane is the property of the Republic of Zimbabwe and not the former First Family.” This is after Simba Chikore and wife Bona arrived with the plane earlier on sparking debate on ownership and source of funding.

Mnangagwa Turns Down Chamisa Debate Offer

MDC Alliance President Nelson Chamisa has boldly challenged President Emmerson Mnangagwa to a public presidential debate, as is the norm in other countries.

However, Mnangagwa has turned this down with his spokesperson, George Charamba telling journalists his boss is not keen on this.

“I don’t think we are likely to get it at all because we don’t find any value at all. One key component in political communication is go straight to the voter and they are many ways of doing it outside a presidential debate,” the local Newsday quotes Charamba.

Televised presidential debates ahead of general elections have become the hallmark of democratic nations, with candidates given an equal platform to defend their manifestos.

But Charamba said Mnangagwa would not be lulled into exposing his election strategy by the opposition.

“If you are a clever political player, you don’t fit into the strategy of your opponent, it’s up to the President and Zanu PF to decide whether or not the presidential debate does advance their own communication strategy. If it does, you will have it and if it doesn’t, you won’t have it,” he said.

He dismissed Chamisa as a “juvenile” who was excitable and renting roving crowds to create an image that he was a popular figure ahead of the polls.

“Zanu PF is visible, but not in opposition terms. We are fixing the economy and dealing with bread and butter issues, which, at the end of the day, determine how the voter behaves on the day, but more importantly, we have our schedule. We don’t copy an opponent’s strategy, you pursue your own. What I see really is a juvenilian response to an election that looms large, but a mature party is not excited and excitable, but takes its sweet time and as we move towards the election, the mighty machinery of Zanu PF will be unleashed,” he said.

But through his spokesperson, Luke Tamborinyoka, Chamisa yesterday said Charamba’s statements showed that Mnangagwa and his team remained in the “analogue” era and had not embraced trends in the world of civilisation.

“It tells you that you are dealing with an analogue lot in the digital age. This is what the rest of the civilised world is doing, that the electorate is allowed to make their own choice after presidential candidates go live and they debate their own programmes, their own policy ideas and manifestos so that people can make informed choices,” he said.

“President Chamisa is not only a pastor, he is an advocate of the superior court of the land and according to the Constitution, his age is such that he is allowed to contest for a presidential election.

“Is he saying that there are 40-year-old juveniles? For a party of geriatrics, for a party whose politburo is replete with characters who are over 80 and 90 years old, certainly someone who is 40 years old is a juvenile.”

Mnangagwa is 75 years old and Chamisa 40. Newsday

ED Meets Party Leadership, As Mugabe’s Party Unveils Leadership And Regalia

President Emmerson Mnangagwa is currently meeting the Zanu PF politburo at the party headquarters, while his former boss President Robert Mugabe’s party launches its campaign.

The National Patriotic Front (NPF) today came out to expose to the public for the first time, its National Executive committee team doned in colourful yellow regalia with Mugabe and the late Joshua Nkomo’s face on it.

The party which is said to comprise of axed G40 members, including Sarah Mahoka and former minister Eunice Sandi Moyo, was officially launched in Harare today. The NPF led by Gen. Ambrose Mutinhiri has registered with the Zimbabwe Electoral Commission (ZEC) and will field candidates in the forthcoming harmonised elections.

Issues on today’s agenda of Mnangagwa’s politburo meeting include the party’s manifesto, party regalia, the cell verification exercise that was conducted countrywide and CVs for aspiring Zanu PF councillors, members of the National Assembly, Senate members and any other issues that may arise.

Mphoko Fights ED For His Pension

Former Vice President Phelekezela Mphoko is fighting the President Emmerson Mnangagwa administration over his pension, which he has not received to date.

The local Daily News reports that the government is insisting that Mphoko must not enjoy full benefits because he did not serve a full term. Mphoko served under former President Robert Mugabe before he was ousted in a coup.

Mphoko’s lawyers, Mphoko’s lawyer said that the government, through the ministry of Justice, had opened up channels of communication over the pension issue, but was refusing to award the former vice president full benefits.

“We have been communicating back and forth, the communication we have so far with the ministry of Justice through the advice of the Attorney-General is that they appear to be conceding that he (Mphoko) is entitled to his pension but continue to dispute his entitlement to other benefits like security, office and others,” Ncube said.

The respected lawyer said part of the argument being raised by the government was that Mphoko did not deserve to get some of his terminal benefits since he did not complete his full term as the country’s second-in-charge.

In December last year, Mnangagwa gazetted retirement benefits to be enjoyed by a former president of Zimbabwe.

In terms of vice presidents, Statutory Instrument 86 of 2015 states that a VP who served at least one term in office can enjoy exit packages such as a security officer, two drivers, and domestic workers.

It is this clause that has somehow created the bone of contention as it assumes that Mphoko does not qualify for the benefits since he did not serve a full term.

Mphoko assumed the VP post in 2014 and lost his job in November last year under popular pressure following a military takeover, almost two years short of a full five-year term.

Coal Reserves Lure Dangote Into Zimbabwe

Nigerian billionaire Aliko Dangote has renewed interest in pursuing his US$1.5bn investment in Zimbabwe, according to Naija 247 News.

An advance team of geologists have been sent to Zimbabwe for 10 days to locate and survey potential coal deposits. The delegation is expected to meet President Mnangagwa and Mines and Mining Development Minister, Winston Chitando. Dangote is importing coal from Zimbabwe for its cement industry needs.

Dangote Industries local representative, Josie Mahachi, confirmed that the technical team was back in Zimbabwe and were hopeful things would work this time, having not succeeded in a 2015 visit when Robert Mugabe was Zimbabwe’s president.

“With the new dispensation, things are going to move on smoothly. This is the team that the president of Dangote Holdings, Mr Dangote, has sent to Zimbabwe to do the groundwork before his major visit in the few weeks to come.”

BREAKING NEWS IN PICTURES- G40 Party, NPF Launches In Harare And Sarah Mahoka Is Present There

Sarah Mahoka ( sitting on chair in the middle without uniform)…NPF party launch

By Own Correspondent | The G40 core party, the NPF, The National Patriotic Front, officially launched yesterday amid pomp and flare.

The Ambrose Mutinhiri led party went full swing in the capital at a meeting where NPF’s National Founding Executive Committee was announced.

Present in the structures is President Emmerson Mnangagwa’s arch enemy Sarah Mahoka. ZimEye.com sought a comment from Manila and she responded briefly saying, “Talk to Mawarire, talk to Mawarire,” before switching her phone off.

Mawarire’s own phone rang without being answered for several times at the time of writing.

Meanwhile, journo and analyst Brezh Malaba commented saying, the National Patriotic Front held its “founding committee” meeting yesterday. Former Byo minister Eunice Sandi Moyo is one of the leading lights. Members donned yellow t-shirts (a popular colour in the 2018 campaign!) with pictures of Robert Mugabe and Joshua Nkomo.

Can NPF win?

This Month Tsvangirai Married Army Commander’s Wife (Widow) | HISTORY BLAST

HISTORY-BLAST

By Dorrothy Moyo| April is the month when the late MDC leader Morgan Tsvangirai began the process of marrying an army commdmander’s widow. In the Shona culture a widow is called a deceased’s wife even after their husband’s death.

It was on the 19th April when Tsvangirai on the Friday night engaged to marry the widow (Elizabeth Macheka) of a senior ranking military officer.

The engagement ceremony was conducted on Friday night at the LaFarrranatta Restaurant along Mutoko Road. His engagement came barely six months after he stopped marriage proceedings for another woman, Lorcadia Karimatsenga Tembo.

Loud romantic music could be heard in the background on Friday night as Tsvangirai’s spokesman, Luke Tamborinyoka told ZimEye.com: “Yes it is correct; I can confirm that the Prime Minister has engaged with his loved one. I am still at the function right now”, he said.

Tsvangirai had been widowed since his wife and mother of his six children, Susan, died in a car crash in March 2009.

Tsvangirai may have disappointed his late wife’s younger sister who was given to be his wife in replacement of his children’s mother, according to African culture, party members said on the Friday night.

Elizabeth owns an upmarket beauty salon in Harare and her first husband, Mabasa Simba Guma, died in a car crash 10 years before. His funeral was published on the front page of the state run and ZANU PF controlles Herald newspaper.

Social networking websites were abuzz with the story as people talked about Macheka was once married to Airforce Wing Commander Mabasa Simba Guma, who had a record of leading the violent mass raiding of white owned farms in Chiredzi between 2000 and 2002. Mabasa Guma was a ruthless farm invader who was promoted to a senior military post as a reward for his farm invasions in the eastern town of Chegutu, something the MDC-T leader Tsvangirai may have paid a blind eye to, an army officer who deputised Guma told ZimEye.com.

ZimEye during that week also revealed that Ms Macheka is daughter to the powerful former ZANU PF mayor for Chitungwiza, Joseph Macheka.

Her name became the subject of public discussions the previous year after Tsvangirai had customarily married another woman, Lorcadia Tembo.

Tsvangirai sent a delegation to Lorcadia Karimatsenga Tembo’s home on November 18 2011 to request for her hand in marriage and pay lobola. But he soon terminated the relationship a few days later, stating: “I sent a delegation to the Karimatsenga family homestead to perform traditional and cultural rites to formalise this relationship.

“I have become a spectator in this relationship and things are happening too fast, on camera and without my knowledge. This has led me to conclude that there is a greater and thicker plot around this issue which has undermined my confidence in this relationship,” he said.

Morgan Tsvangirai to marry Army Boss’ widow -Elizabeth Guma

– CONTROVERSY –
Controversy however surrounds Ms Macheka’s conduct as friends of Guma claimed that she was no longer living with her former husband at the time of his death.

“The prime minister should have known and it is public knowledge that Elizabeth Guma was already living away from her husband at the time of his death”, two air force officers told ZimEye. “I don’t know maybe people change over time,” one of the ex-officers who requested not to be named, said.(ZIMBABWE, ZimEye)

Mangoma Accused Of “Stealing” Party Into CODE To Raise Money

Maxwell Shumba

By Paul Nyathi| The Zimbabwe First Party has accused Coalition Of Democrats, CODE, leader Elton Mangoma for conniving with a desperate former member to steal the party into his coalition in order to solicit funding.

In an interview with ZimEye.com on Wednesday morning, ZimFirst founding President Dr Maxwell Zeb Shumba accused Mangoma of conniving with his former Deputy Derrick Lupemba to retain the party name in the CODE after the party officially withdrew from the coalition.

Dr Shumba indicated that the party dismissed Lupemba from his position and the party on the 28th of February for gross incompetence and failure to account for party funds.

According to Dr Shumba the party further withdrew from the Coalition of Democrats on the 3rd of March raising concerns against the coalition leader Mangoma.

“When we pulled out of CODE, Mangoma immediately connived with Lupemba who we had dismissed and they produced a statement to the effect that I had been dismissed from the party and the party was continuing in the CODE coalition,” said Dr Shumba.

Dr Shumba insisted that ZimFirst is officially no longer a member of CODE while Lupemba is also no longer a CODE official who is not authorised to represent the party in any capacity.

“Lupemba left our campaign team on February 28, 2018 after the Campaign decided that his second VP position was no longer necessary,” said Dr Shumba.

“ZimFirst is actually battling theft of its intellectual property by CODE that sees the use of the ZimFirst name as a lifeline to their sinking ship,” he added.

“ZimFirst will not be part of the CODE launch and anyone purporting to be representing ZimFirst will be liable to be sued in a court of law,” said Shumba.

Dr Shumba went on to accuse Mangoma of deliberately funding the desperate Lupemba who had been surviving on funds from ZimFirst.

“We used to fund Lupemba for all his needs and when we stopped giving him money, Mangoma hijacked him and started giving him money just to have him keep ZimFirst name in the coalition,” said Shumba.

The former MDC-T American Province Chairman rubbished his alleged dismissal from the party by Lupemba.

“Dereck Lupemba is like a maggot after a hearty cow dung meal telling the bull to vacate the kraal. Does the bull need to pay attention?” said Shumba.

Contacted for a comment, Mangoma said that CODE had nothing to do with the internal fights within coalition partners.

“That one is an internal matter of ZimFirst and as CODE we are not involved in it at all,” said Mangoma.

“As far as we know, ZimFirst provided us with correspondence indicating that Shumba had been dismissed from the party and Lupemba is the new principal and we are working very well with him,” said Mangoma.

Meanwhile, ZimFirst has since written to Mangoma telling him to stop using their name in the coalition as the party is no longer a member of the coalition.

“ZimFirst has noted with disgust your continued arrogance ignoring our position that ZimFirst officially left CODE and any association with our name liable to prosecution in the court of law,” said the party in a letter to Mangoma.

“Let me point out that your demonstrated arrogance and underhand activities has left us with no option but seek legal remedy through the court of law.”

Zuckerberg Apologizes To Senators

Facebook founder, Mark Zuckerberg has apologised over the data privacy matter he was hauled before the US Senate to answer for.

Zuckerberg endured an hours-long grilling by dozens of U.S. senators Tuesday during which he repeatedly apologized and promised privacy reforms but also pointedly defended his company against the threat of new legislation.

Zuckerberg invoked Facebook’s unlikely journey — from a tiny start-up he co-founded in his Harvard dorm room 14 years ago to a social media behemoth — in explaining Facebook’s frequent privacy missteps and its failure to spot and defeat Russia’s aggressive campaign to manipulate American voters in 2016 and beyond.

Senators repeatedly challenged Zuckerberg’s explanations in the wide-ranging hearing, a rare joint session before two Senate panels — the Commerce and Judiciary committees — with 42 senators questioning the Facebook executive.

While there were few bombshell revelations, Zuckerberg did answer a far-reaching and diverse set of questions ranging from whether Facebook is a monopoly to whether the company would ever consider an ad-free paid version. As part of his appearance on Capitol Hill, Zuckerberg brought along a thick binder of notes to help him answer questions, stay on his talking points, and come up with quick and relatively innocuous responses to hot-button issues. Thankfully, because there were photojournalists in the room, we have access to a least two pages of those notes. – TheVerge/WashingtonPost

Chamisa Was Truly Offered Walking Stick At Nkomo’s House – Hwende

By Farai D Hove| MDC leader Nelson Chamisa was truly offered a walking at the late Joshua Nkomo’s house, his top aide argues.

Watch the below video for the whole debacle –

Mudzuri Brisks Chamisa, Says He’s A “Public Wind(Mhepo/Mweya) Leader”

By Terrence Mawawa| MDC Deputy President Elias Mudzuri has taken a direct swipe at his boss Nelson Chamisa in an interview.

Mudzuri speaking to the state owned Chronicle paper, threw large daggers of doubt at Chamisa’s legitimacy saying he is just a Public Wind Leader.

He also indicated that the upcoming elections are likely to prove that he was right after all.

When Morgan Tsvangirai died mid February this year, Mudzuri presented a letter that he said was handwritten by Tsvangirai appointing him as the acting President. He back then told ZimEye.com he alone (Mudzuri) is the legitimate MDC leader assigned by Tsvangirai shortly before he passed on.  (SEE PICTURE)

the picture of a man said to be Morgan Tsvangirai appointing Mudzuri the acting President

Mudzuri said that the party followed mere public opinion in choosing the late Morgan Tsvangirai’s successor. He said, “there is a lot I can say, but he is already there and we have to find a way of working with him and to see whether we can deliver the political goods. Opinions sometimes don’t matter about public office, it is the public that judges people. The only thing that I can say is he has reached 40 years. That’s the age you are allowed to become a president. And we have to work to find if we get there. But if we don’t (win elections) that will be unfortunate, but people would have seen that maybe, that is when people revise what they would have done. People never revise when they are in a certain mode. There is a saying by Confucius a great Chinese philosopher; ‘when the wind blows all the grass bends towards the wind’.”

118 Political Parties for This Year’s Elections

By Dorrothy Moyo| Zimbabwe now has a total 118 parties participating in the upcoming 2018 elections.

The polls are set for July, according to President Emmerson Mnangagwa’s spokesman.

The number of registered parties was revealed by the Zimbabwe Electoral Commission at an election reporting workshop in Gweru last week.

ZEC’s voter education director Mr Taurayi Gavi said 118 political parties have so far registered to participate.

He said the ZEC has not begun the screening of the 118 parties. Screening is required to ascertain if the applicants meet the required standards to compete in the polls. Gavi quoted by the state media said, “to date, we have 118 political parties that have written to ZEC expressing willingness to take part in the forthcoming elections. I would like to believe more are coming. We might have to accommodate all the 118 parties on a single ballot paper if they meet the required standards to contest.”

2018 Elections In July – Charamba

The Presidential Spokesman George Charamba has said that 2018 elections are set to be held in July.

Speaking in a ZiFM radio discussion, Charamba said President Emmerson Mnangagwa will most likely proclaim a July election date.

He said this was according to the New Constitution.

In the wide ranging interview, Mr Charamba said his office had received a document on the Access to Information and Protection of Privacy Act (AIPPA) but he had reservations.
“Why don’t we have AIPPA, what is it about AIPPA that is objectionable? This is exactly my biggest  problem.

“Just now I have had a submission from the Media Institute of Southern Africa (Misa) and they raised that paper on the basis of two purported considerations. One to say that AIPPA was out of sync with the new constitution and the second aspect was that AIPPA was standing in the way of a level playing field in the impending 2018 harmonised elections.

“But I went through, meticulously, the submission from Misa. I was hard put to find any particular element related to the Constitution of Zimbabwe.

“If anything they were raising issues to do with child protection simply because they thought that child protection clauses would be contained in AIPPA yet we have a whole Act that protects children.”

He said in the document, Misa was also focusing on other matters that had nothing to do with AIPPA.

“They were also raising issues about the right to be forgotten which is not a constitutional issue but an emerging issue from social media which many jurisdictions are still grappling with and over which there is no closure.

“Of which really we went through that whole document, I had difficulties in putting my finger on any issue that I would trace back to the constitution,” said Mr Charamba.

He emphasised that any statutory provision which is out of sync with the constitution becomes ultra vires the constitution.

Mr Charamba said in terms of elections, he was also of the same view that AIPPA has to be updated to  make it in sync with the ever changing media environment.

“On that one we are together. As a matter of fact this particular week, barring other circumstances, I intend to invite the Minister of Justice to our office so that we can read the submissions on AIPPA as well as BSA together to ascertain if they have any issues that they have raised.

“As you are aware there is a whole draft of provisions that are before Parliament which will be considered ahead of elections,” he said.

As part of electoral reforms, political parties have called for the opening of airwaves, particularly in the public media, to ensure equitable coverage.  – state media

Man Arrested For Smashing Film Maker’s Drone

A Bulawayo man has been arrested for allegedly smashing an aerial filming drone worth more than R21 000.

Nathan Chikanya (29) of Sizinda suburb allegedly damaged the filming drone when it fell and landed on the ground while its owner Mr Clayton Chehore was filming some videos on Saturday.

Bulawayo magistrate Mr Franklin Mkhwananzi did not ask Chikanya to plead to charges of malicious damage to property on Monday.

He granted him $100 bail and remanded the matter to today (Wednesday) for trial.
Prosecuting, Mr Mclean Ndlovu alleged that the incident occurred at around 6PM near Zimnat house along Jason Moyo Street between 10th and 11 Avenue, Bulawayo.

“The complainant was filming some videos using an aerial filming drone and during the process the drone landed on the ground. The accused person approached and kicked the drone for no apparent reason,” he said.

“The machine valued at R21 932 was damaged. Mr Chehore apprehended Chikanya and took him to the police station.” – State Media

CHAMISA FULL TEXT: Special Message To Bulawayo

Thank You Bulawayo

It was a heartening sojourn into the city of Kings and Queens at the weekend as the ambience and camaraderie amply testified to a city ready to step into a new country.

The crowd was huge, the atmosphere at the White City Stadium was electric and scintillating, arguably our biggest crowd so far while the trip to the Dr Joshua Nkomo Museum enabled me the opportunity to shake hands with a glorious and revolutionary past.

I felt tears welling in my eyes when I was told that I was the first national leader to pay homage at the iconic Father Zimbabwe’s memorial monument in Matsheumhlope.

For me, the late Dr Joshua Nkomo will always be a source of inspiration, notwithstanding the regime’s perennial attempt to belittle and undermine his national contribution.
He will always be an undisputed national hero and I immediately ordered the Bulawayo City Council to ensure that the museum is upgraded to a level of a strategic national institution that does not have to pay rates to the local authority. The Joshua Mqabuko Nkomo museum is a strategic national heritage state that honours the life of one of Zimbabwe’s undisputed national heroes.

The Nkomo brand is a towering brand that must be accorded veneration by all of us, especially the local authority that we control. Sparing such an institution the obligation to pay rates will be the city’s own humble way of paying tribute to the mammoth and indefatigable national brand that was Joshua Nkomo.

The huge crowd that turned up at White City stadium on Saturday in its own unique way answered its own questions and stood testimony to the successful rebranding that the party has undergone and the growing confidence and faith that the people continue to repose in our democratic movement.

I saw the old and the desperate, the young and the impatient, the restless and the carefree all ready to walk into a novel moment—-a new Zimbabwe.

Bulawayo showed it was a city all set to step out and meet a new destiny. I saw a people ready and prepared to shake the hand of destiny and to behold the new.

I engaged students, pastors, business leaders, ZIPRA veterans, and persons with disability (PWDs), young entrepreneurs and ordinary citizens. The enriching engagements were a stultifying odyssey into the dreams and aspirations of the diverse sectors in the country’s second largest city who all wish for the best for their country.

Thank you Bulawayo for showing the way.

Thank you for the memories!

Washing in the blood of our revolutionary struggle
While in Bulawayo, I felt the warmth of history and the accompaniment of the spirit of our patriots who irrigated the tree of our national independence with their own blood.

From the Joshua Nkomo museum, I went to Nkulumane to meet with another distinguished son and war veteran—Jabulani Sibanda.

For one and half hours while at his home, we shared our aspirations and the vision for the future of the country that both of us so much love. At the end, we discovered we shared the same passion for a future with multiple possibilities for the people of Zimbabwe.

This April being the independence month for us as a party and as a leadership, I discovered that there was more that united us; that we had the same unstinting affinity for our country and its people.

I discovered we suckled from the same breast of patriotism and soon.

Thanks brother Jabu for the great conversation as we prepare to step hand in hand into the new Zimbabwe that is coming in a few months time.

I also noted that there have been outright distortions, lies and spin around my visit to the Joshua Nkomo museum and my meeting with Jabulani. Yet lies have temporary legs and the truth shall be revealed in the fullness of time.

Going rural: Rural Zimbabwe here we come
After a brief foray into the city, we return to the rural areas this coming weekend to take into the villages the gospel of the tripod promise of transformation, opportunities and prosperity that undergird our vision for the country.

Rural Zimbabwe is our focus in this election campaign. In the next few months, we intend to step on every blade of grass in every village in the rural outlays where the majority of our people live.

Our campaign will be largely rural and after heartening trips to Murehwa and Chiweshe two weeks ago, we spread the Alliance leadership into various rural areas from Manicaland to Tsholotsho, from Chirundu to Mount Darwin to spread the message of the imminent change.

Our message is 2018 munhu wese kubasa (Everyone should go to Work). Our message is 2018 dhora muhomwe (the dollar back in the pocket).

We intend to scatter ourselves throughout the country as we take the gospel of transformation to the villages.

I will be covering several rural areas this coming weekend. For those in the rural areas, come and let us reason together.

Come let us transact the true national business by sharing our vision for a new Zimbabwe that sets in come September 2018.

Behold the new!

One Zimbabwe, one people.
One Zimbabwe, one future.
One Zimbabwe, one vision.
God bless Zimbabwe.
God bless Africa.

Bar-man Beaten Up, Accused Of Stealing A Cellphone

Two (2) Bulawayo men aided by 5 others allegedly assaulted a bar man at a local city club after accusing Mr Vincent Sithole of stealing a cellphone.

The two allegedly handcuffed and assaulted Sithole.

They appeared before Mr Franklin Mkhwananzi charged with assault and theft.

Michael Damein Scott (42) and Matthew Cooper Muzenda (20) with five men who are still on the run, accused Mr Vincent Sithole of stealing a cellphone at the club.

The gang allegedly dragged Sithole into the backroom of the club where they assaulted him with a knobkerrie all over the body. They allegedly stole his two cellphones and $20.
Mr Sithole sustained a broken arm and finger from the alleged assault.

Scott and Muzenda pleaded not guilty to assault and theft charges before Mr Mkhwananzi who granted each of them $50 bail.

He remanded the matter to April 20 for trial. – state media

Zim Eases Visa Regime For US Tourists

The Department of Immigration says it’s time to market Zimbabwe through the amendment of visa regime between Zimbabwe and the United States of America.

The governments of Zimbabwe and USA have agreed on viable solutions to ease the movement of American tourists as they will be required to pay at least $160 for visa permits the whole year.
Principal director immigration Mr Clemence Masango told the ZBC News at a news briefing in Harare that the move will benefit the country as it will attract tourists who can increase the country’s revenue and earn the much needed foreign currency.

“US government officials now qualify for multiple entries for a year at fee of $160,” he said.
The agreement also touched on institutions of higher learning for students study permits which have been reduced from $200 to $160.

Chamisa Rocks Zanu PF As More Chefs Fall, Shamhu Out And Sekeramayi Challenged

In a stunning development, many long-serving Zanu PF stalwarts have fallen by the wayside in the party’s selection of candidates who will participate in this year’s watershed elections, the Daily News can reveal.

This comes as dozens of other party heavyweights, who include serving and former Cabinet ministers, will also have to contend with newcomers who include the youths in primary elections across the country which have been set for May.

The looming elections will be the first in the past two decades not to feature ousted former president Robert Mugabe and the late popular opposition leader Morgan Tsvangirai.

Such has been the interest generated by the elections among Zimbabweans that a number of opposition leaders are also set to contest President Emmerson Mnangagwa in the presidential plebiscite.

The emergence of Nelson Chamisa in particular, as the new MDC leader, appears to have energised opposition supporters, especially the youths, who see him as a viable alternative to Mnangagwa.
The Daily News established yesterday that long-serving Zanu PF politicians, Edna Madzongwe and Webster Shamu, are among the biggest causalities of the Zanu PF provincial pruning process that was held at the weekend to choose candidates for the party.

Madzongwe apparently threw in the towel during the Mashonaland West provincial co-ordinating committee (PCC) meeting, where Shamu’s bid to retain Chegutu East constituency was punctured by the province’s youth chairperson Vengai Musengi who will not be contested in the primary elections.
Shamu, a war veteran and former broadcaster — whose tumultuous political career drew comparisons with the proverbial nine lives of a cat because of his stunning comebacks from previous party challenges — had been expected to contest in the primary elections unopposed.

This was especially so after he was surprisingly retained by Mnangagwa when the new president announced his maiden Cabinet after assuming power at the end of last year.
Then, Shamu had been in his position as Mashonaland West Provincial Affairs minister for less than a month, after Mugabe had previously recalled him from the wilderness following the 2014 ruling party purges which led to the expulsion of former vice president Joice Mujuru and several other Zanu PF bigwigs.

On the other hand, Madzongwe had held many high posts both in Zanu PF and in government since 1984. She is currently the president of the Senate.

The veteran politician was touted as one of the senior Zanu PF politicians at some point who could have replaced Mujuru, but eventually lost out to Mnangagwa.

At the height of the party’s ugly factional wars which pitted Mnangagwa against the Generation 40 (G40) faction, Madzongwe’s name was also often mentioned as one of the women candidates likely to be the beneficiary of the quota system that was being agitated for by the women’s league then led by Grace Mugabe.

Officials who claimed to have been frustrated by the regional PCC yesterday accused Mashonaland West provincial chairperson and Justice minister Ziyambi Ziyambi of pursuing vindictive politics.
“All aspiring qualifying candidates who wanted to contest … were disqualified on trumped up allegations, disloyalty to the party among others being on top of the list.

“War veterans and all affiliates’ CVs were put in the bin together with all the rejected but worthy candidates, ready for dispatch to the national elections,” one of the disgruntled party bigwigs told the Daily News.

He also alleged that the provincial leadership bore grudges from the time of Zanu PF’s ugly factional ructions which ended with the G40 being vanquished.

Similarly, former Mines minister Walter Chidakwa was also left out in the cold at the weekend, as his CV was not even taken into consideration.

However, Ziyambi told the Daily News that his executive had only made recommendations to be submitted to the national elections directorate, which is headed by the ruling party’s political commissar Engelbert Rugeje.

“There was no favouritism at all. I don’t do those things. My job is to just compile a list according to the rules of the party. I just look at the CVs and then refer them to the national elections directorate.
“All the CVs are there. But Madzongwe is not contesting. She just withdrew from the race,” Ziyambi said.

Ziyambi himself will not be contested in Zvimba West, while Tourism minister Prisca Mupfumira has no challenger as well for the senatorial post in Makonde.
Keith Guzah (Hurungwe West), Dexter Nduna (Chegutu West), Philip Chiyangwa (Zvimba South) and Christopher Mutsvangwa will also all not be contested after their potential challengers were allegedly kicked out.

Meanwhile, the province’s former chairperson, now an Independent MP for Norton, Temba Mliswa, warned that the alleged shenanigans of the Mash West party leadership could cost Mnangagwa in the elections — further predicting another “Bhora musango” scenario.

“MDC Alliance is gaining momentum whilst Zanu PF plots its implosion. When talking about this we’re labelled Chamisa fans but they’re scoring own goals, Bhora musango!

“We’re nearing a 2008 scenario where this time the junta’ll be powerless & under pressure for free, fair & credible elections,” Mliswa said on micro blogging site Twitter.

“People like Marian Chombo & (Bright) Matonga were left out after being asked to rejoin the party. Thank God I’d the foresight & God’s wisdom to avoid the embarrassment of rejoining the party only to be sidelined. They wanted to humiliate me but I remain standing. ED’s in trouble in Mash West.

“Whilst EDM has them at heart, Zanu PF is no longer for the WVs (war veterans). Even in the fiscus, Chinamasa excludes them and they are still paupers. It is only people such as myself, and some in the opposition like Chamisa and Masihairabwi,” Mliswa added.

Mliswa is set to slug it out with Mnangagwa’s special adviser and chairperson of the war veterans, Mutsvangwa, in the Norton constituency in the coming elections.

It is well known that there is no love lost between the two men, who last month traded barbs over who would win the constituency in the forthcoming elections.

In Mashonaland East, Sydney Sekeramayi, who at one time was touted as Mugabe’s successor, is also facing a testing time to his political career.

He will have to prove his mettle against war veterans provincial chairperson Daniel Sigauke and Philemon Mutongi for the Senate seat.

Defeat for Sekeramayi, who was a Cabinet ever-present since Zanu PF came to power in 1980, would almost certainly mark the end of his long political career.

Sekeramayi presided over some of the most key ministries in Mugabe’s successive governments —
including being Defence minister and State Security minister three times each in the two portfolios.
But Mnangagwa overlooked him in Cabinet and the only recognisable post he now holds is that of being a Senator.

The provincial executive there, led by Biggie Joel Matiza, also allegedly wrote damning recommendations against perceived allies of former vice president Joice Mujuru or Mugabe — who is reportedly the brains behind the National Patriotic Front (NPF) that is led by retired brigadier-general Ambrose Mutinhiri.

Uzumba legislator Simbaneuta Mudarikwa, Maramba’s Washington Musvaire, Felix Mhona of Chikomba Central, Jeremiah Chiwetu (Marondera East), Lawrence Katsiru (Marondera Central), Beata Nyamupinga (Goromonzi) and Tendai Makunde in Murewa North all face uncertainty as their names have been linked to the annihilated G40 faction.

While Matiza confirmed that his executive had made its recommendations to the national elections directorate, he said these were confidential.

“We do not give the final say as a province. We only recommend to a higher office, but what recommendation we made remains confidential. So, you might say so and so has been disqualified only to be accepted by the national office,” he said.

In Chikomba East, incumbent MP Edgar Mbwembwe will be contested by State media columnist Sekai Nzenza, while Mhona — who is accused of being a Mujuru ally — will battle it out with youth league secretary for science and technology and central committee member Edmore Kandira and Alfred Pedzisa respectively.

In Marondera Central, Chiwetu faces a tough test against Patrick Chidhakwa, the chairperson of Marondera Rural District Council.

In Seke rural, incumbent Phineas Chihota’s political life hangs in the balance as he will face Vice President Constantino Chiwenga’s mother in-law, Helga Mubaiwa, who is also wife to Dynamos chairperson Kenni Mubaiwa.

In Masvingo Province, at least all legislators in Chiredzi, including former provincial chairperson Kallisto Gwanetsa are battling for survival after they were given adverse recommendations by the provincial executive led by Ezra Chadzamira.

“The process is going on very well. There is no one who has been disqualified so far because the process is still ongoing. What we have just done is to make recommendations based on one’s track record,” Chadzamira said. Daily News

Charamba Fails To Explain Why China Mega Deals Came To Naught – No Business With Thugs

indepth...Wilbert Mukori

Wilbert Mukori | When President Mnangagwa and his junta seized power in the military coup last November they thought it was going to be plain sailing from there on. It all looked deceptively easy, at least the first month or so, but not anymore. The wheels are falling off the Lacoste juggernaut train and it could not be happening at a worse time – elections to decide the regime’s legitimacy!

“The duck test is a form of abductive reasoning. This is its usual expression: If it looks like a duck, swims like a duck, and quacks like a duck, then it probably is a duck. The test implies that a person can identify an unknown subject by observing that subject’s habitual characteristics,” explains Wikipedia.

Let us just say the 15th November 2017 military coup in Zimbabwe that saw former President Mugabe and a number of his close allies booted out of office passed the duck test in every aspect – it was a military coup in every sense. President Mnangagwa and his coup friends sold it to the world as “a military assisted transition” and surprise, surprise, seemed to get away with it.

The world was so pleased to see the back of Robert Mugabe, they did not care how it happened; is the one plausible explanation to the world’s indifference to the treasonous act of the coup. Whatever the reasons why the Junta was never castigated for the coup, it was a sure luck break for ED and his coup posse.

By the time ED was sworn into office the regime was convinced they had the world at their feet and there was nothing they could not do! Nothing!

With the Zimbabwe’s economy in total meltdown, unemployment a nauseating 90%, millions of Zimbabweans in the diaspora as economic and/or political refugees, etc. the junta regime set out to revive the nation’s economy. “Zimbabwe is open for business!” was President Mnangagwa’s clarion call.

Sadly, the flood of foreign investors that the regime had expected to answer ED’s call has not materialised and the regime has been at sixes and sevens to explain why.

“This time around he has gone to China, a country whose outbound investment capital is put at $300 billion,” explained George Charamba, President’s spokesman.

True, China has invested billions of dollars in many African countries every year, but Zimbabwe has seen very little of that investment although China never joined in imposing sanctions on Zimbabwe. President Mnangagwa, like President Mugabe before him, has blamed Zimbabwe’s economic decline on “illegal sanctions imposed by the West!”

Indeed, Zimbabwe should have benefited from China’s investment given the close political ties between Zanu PF and the Chinese Communist Party ruling in China dating back to the war of independence. And when Zimbabwe fell-out with the West, Zimbabwe openly advocated its “look East!” policies unlike all the other African countries China has been doing business with!

There is nothing to suggest President Mnangagwa will do any better than Mugabe in getting the Chinese to invest some of their money in Zimbabwe. Nothing!

“When you take away courtesy calls, you find there is a very clear strategy, very clear method to situate Zimbabwe in the SADC context and to find the resources for his mantra of Zimbabwe is open for business,” continued Charamba.

“The focus must remain on what follows from that effort. The president is also carrying forward his commitment to re-engage with the world so he is motivating FDI (foreign direct investment) and breaking the isolation of Zimbabwe.”

Charamba is right, ED has been committed to re-engage with the world. Indeed, second to his “Zimbabwe is open for business!” clarion call has been his promise to hold free, fair and credible elections. Of course, President Mnangagwa knew that his regime was illegitimate born, as it is, out of a coup, a treasonous act. His courtesy call to SADC leaders was to reassure them that he will hold free, fair and credible elections to regain the lost legitimacy.

Keeping the promise to hold free and fair elections has clearly proven to be mission impossible for President Mnangagwa and his coup junta. Military coup is dirty business, make no mistake about that and they all knew they were risking losing all their looted wealth, their freedoms and even their very lives in staging the November coup.

Having just wrestled power from Mugabe and his G40 cahoots at great risk to themselves, they were not going to give up that political power a few months down the line by holding free and fair elections! They have called the coup “operation restore legacy”, and the legacy they are talking about is absolute power to coup plotters.

So, President Mnangagwa and his Junta knew from the word go that they will not be giving up Zanu PF’s dictatorial powers including the carte blanche powers to rig elections. The regime has pointedly refuse to implement any democratic reforms, no shrewd observers, especially the foreign investors could fail to see what the thugs were up to. The promise to hold free and fair elections was just a diversionary olive branch to mask the murderous dagga under the cloak.

The failure to deliver free, fair and credible elections is the Zanu PF junta’s Achilles’ heel because its economic recovery is totally dependent on the country attracting foreign direct investment. And by failing to deliver free and fair election the junta has per se failed to prove that the Junta has given up its pariah state character.

So, Zimbabwe is a nation still ruled by thugs and investors do not do business with thugs. George Charamba, not even Adolf Hitler’s chief propagandist Josef Goebbels, can change the fundament fact that Zanu PF junta is rigging these elections and investors do not do business in country whose next regime change is another military coup!

Shock “Faeces Protest”

The Bulawayo City Council yesterday averted a “faeces protest” by angry residents in Entumbane suburb who say they have been living with raw sewage flowing through their homes for almost two weeks.

The residents resolved to scoop the human waste in buckets and splash it at the council offices in Mabutweni in protest over burst sewer pipes that have become a nightmare in the area.

More Trouble For ex-Minister Made

The appointment of current Grain Marketing Board (GMB) managing director Mr Rockie Mutenha is under spotlight amid indications that his assumption of duties at the parastatal was unprocedural.

His appointment is said to be allegedly influenced by the former Minister of Agriculture, Mechanisation and Irrigation Development Dr Joseph Made.

It’s an issue that exposes some of the underlying factors affecting the performance of parastatals.

The appointment of GMB managing director came under intense scrutiny which dragged Dr Made who appeared before the Parliamentary Portfolio Committee on Lands, Agriculture and Rural Resettlement chaired by Cde Justice Mayor Wadyajena, accused of influencing the final decision that brought in Mr Mutenha ahead of two candidates who had scored higher points from the interviews held in search of the candidate for the post.

These inquiries were met with vehement denials by the former agriculture minister.

An earlier appearance before the same committee by the GMB deputy board chairperson Mr  Basilio Sandamu had indicated that the former minister had indeed influenced decisions at the parastatal with the evidence being rolled out before him, yet still he  maintained his position.

Further enquiries from committee member Honourable Temba Mliswa was met with thinly veiled defences from both the GMB members and the former minister.

The legislator questions the rationale used in hiring Mutenha who from presented evidence before the committee was third from the results of the interviews held at the parastatal behind Ms Millicent Mombeshora who came in as the second highest.

Thinly veiled defences by the GMB members and Dr Made crashed after some indication by one of the board members that indeed there was some measure of influence on Mr Mutenha’s appointment.

The anomalies in the appointment of this executive at the parastatal is a tip of the iceberg  of the graft which has affected the institution with revelations that the firm flouted auction rules and guidelines when it auctioned some of its properties in 2011.- state media

Shock Humiliation As Chief Marange Demands Cash For Body Viewing

By Fanuel Chinowaita | Chief Marange was humiliated and asked to leave the funeral of Never Chinowaita in Bocha Marange under Chinowaita village yesterday.

This is after Never Chinowaita suddenly died while serving a customer at Vhumba Hardware at Sakubva Musika in Mutare on 6 April.

After Chief Marange was notified of the funeral, he came and demanded $5 for body viewing. This did not go well with the Chinowaita family members who were mourning their fellow family member. They told Chief Marange that they did not call him for money but for the funeral.

However, Chief Marange persisted that he needed that money and threatened that the body will not be burried and that his people will disperse leaving Chinowaita family members only.

This resulted in a squabble and instead Chief Marange was ordered to leave. He was told that he has no right to stop the burial since the Registrar General has already given them the burial order.

He was also urged to always follow the constitution, section 282, Functions of Traditional leaders and being guided accordingly in order to stop misunderstandings in the future.

Both the family members and the Villagers ignored chief’s order and the body was buried

Meanwhile, Chief Marange also threatened that clothes of the diseased will not be dispersed and Chinowaita family made a police report against the uncalled action of Chief Marange.

Chihuri Silences Nagging ex-Lover

Former Police Commissioner-General Dr Augustine Chihuri who was said to be in “hiding,” yesterday sent his lawyer to court to answer to a $240 000 maintenance claim made by his mistress, Ms Sithulisiwe Mthimkhulu.

Dr Chihuri disappeared from the public space when he retired as the head of the country’s police force in December last year.

He has also failed to attend parliamentary hearings, where he had been summoned to testify.

Dr Chihuri’s mistress through her lawyer Mr Godfrey Nyoni of Moyo and Nyoni Associates last week revealed that she was failing to serve him with maintenance summons.

Ms Mthimkhulu is demanding a $240 000 lump sum from Dr Chihuri for the upkeep of their child doing Grade Four.

After failing to serve Dr Chihuri with summons Mr Nyoni resorted to a public notice in the Press to notify Dr Chihuri of his pending court case.

She notified him that he risked a default judgment if he failed to show up.

Dr Chihuri, through his lawyer Mr Arthur Marara of Mutamangira and Associates petitioned Bulawayo magistrate Miss Sharon Rosemani to make the matter private as it was attracting “unnecessary” attention to his client.

Dr Augustine Chihuri

Dr Augustine Chihuri

“The matter is attracting a lot of media attention and we are trying to minimise it since this matter involves a child.

“We are also trying to protect the interest of the child. My client is still a public figure, a former police Commissioner and this can also damage his image,” said Mr Marara.

Mr Nyoni agreed that the matter should be confidential as it could also damage the reputation of his client, who is a senior police officer.

Miss Rosemani granted permission for the case to be heard confidentially before demanding that third parties vacate the court room.

A Chronicle news crew was among the people who were in the gallery who left court as the proceedings continued.

However, court papers that the news crew saw showed that the two parties agreed for an out of court settlement on the matter.

“By consent parties agreed to meet and do an out of court settlement and report back on May 14,” read the court papers.

Recently police said Dr Chihuri’s whereabouts were not known as they had failed to locate him to appear before the Parliamentary Portfolio Committee on Mines and Energy.

His successor Commissioner General Godwin Matanga told legislators that he had unsuccessfully tried to locate his former boss.

Dr Chihuri did not turn up for the first hearing on March 16 when he was supposed to appear before the committee, along with Commissioner General Matanga, and former Home Affairs Minister Ignatius Chombo.

He again failed to turn up on March 23, prompting committee chair Mr Temba Mliswa to order Comm Gen Matanga to leave no stone unturned in his search for Dr Chihuri.

Yesterday, he again failed to appear before the committee.- state media

CHAMISA LEADER: Women Built The MDC, It’s Their Home

MDC Women

By Sithembile Mhlanga | As a member of MDC Women’s Assembly there are issues that have agitated me for some time now which I would like to lay to rest once and for all. These issues are to do with the deception mainly from our donor funded, driven sisters, riding on a lie that the MDC Alliance has marginalised women and is now a bastion of patriarchy.

The issue I will deal with is that it is over written and has been stated for decades even before the MDC was formed that men have by and large dominated in decision-making positions on the political front.

An issue our liberation struggle failed to deal with albeit even as women fought side by side the men they were short changed after independence. It is a matter that has seized the MDC since its formation, and as a social democratic party we went further in ensuring that women are accorded their rightful place in structures of decision-making, with some of our sisters who are crying foul today having benefited for decades from this sensitivity towards women, honouring them to high places of leadership even in influential government posts during the GNU.

At the formation of the MDC Alliance, we had a good man, may his soul rest in peace, President Morgan Tsvangirai, who united with other political parties, which by default were also led by men to form the MDC-Alliance.

Overtures to one female political leader failed after she made extra ordinary and unreasonable demands which even shockingly included her telling our late President Tsvangirai she could not serve under him, as she was previously a whole deputy President of a country, making him her junior.

Those talks failed, the President moved with the willing parties, to form an alliance that has become a formidable force now under the leadership of our President Advocate Nelson Chamisa.

In seeking donor funds a lot of our sisters, become drama queens and actresses pulling every card and using every trick they can think of, they hate truth and facts. These sisters in their drama will make any Nollywood actress envious, sando kwavari.

This is why I sit here to write, the fact of the matter is that we women in the Assembly have all remained resolute and stand behind our leader Hon. Chamisa, as now proven without doubt by our ability to mobilise grassroots structures, with such love, energy and vibrancy. The energy of vibrant women’s mobilisation talks for itself and does not need any scientific explanation, the party belongs to the women and they love it. Even as I write one cadre of the struggle, gamba rerusununguko Yvonne Musarurwa tastes freedom today, after months of unfair incarceration.

Before our sisters cry for donor funds, they must understand that the MDC Alliance is bigger then their love for money and power, it is a people’s movement, led equally by men and women, game changers who are driving Zimbabwe to her future of peace and prosperity.

The women’s movement in the MDC is as alive as it was at the formation of the party in 1999. Notable women who have served the party, sacrificed for it and still do, the likes of Hon. Jessie Majome, Hon. Tabitha Khumalo, Mrs Teresa Makone, Hon, Paurina Mpariwa, Hon. Ruth Labode. I run out of space to name them, and cannot even start to mention the overwhelming support of other women not in the structures, but notable feminists game changers of our time.

They say a lie can travel round the world and back before truth has time to close its zip. The lie about there being no women in the MDC Alliance has to be dealt with now.

We are tired as women of women who have milked our struggle, our pain, our suffering claiming to represent us and yet doing nothing notable for any woman except to create spaces for themselves, for power, for influence and self enrichment.

Women who are driven by pride and conceit that if they are not there, then automatically those of us involved participating in the MDC Alliance are diminished ridiculed and become less women.

No my sisters. This time round the movement of women from the north, south, east and west at grassroots level, serving communities, offering leadership will not be taken for another ride.

We remain strong and resolute behind the MDC Alliance and will push for progressive policies, that benefit the girl child and women. Women are going to be a force in the next MDC Alliance government.

Look for donor funds my sisters but not over lies and deception.

Edgars Store To Be Closed

Edcon is considering closing its flagship Edgars store in the Johannesburg central business district (CBD) as part of a turnaround strategy to rescue the ailing retailer.

At a recent gathering in Johannesburg, Edcon CEO Grant Pattison, who was brought in to revive the group after a decade of sluggish performance, said part of the idea was to have Edgars located in regional malls where it could take advantage of the traffic density.

Edcon first alluded to the downsizing of space in a recent quarterly statement and has already closed more than 200 stores, including those sold in the Legit transaction.

Pattison said the company was determining whether it was still viable to offer the Edgars brand to CBD commuters.

“We are probably going to end up with one store in the CBD and it’s likely to be Jet,” Pattison said.

The Johannesburg CBD is home to three Edcon stores: an Edgars department store, a Jet store and a Jet Mart.

The 89-year-old retailer opened its first Edgars store in Joubert Street, Johannesburg, and has grown to have more than 1,300 shops across Southern Africa with nearly 12-million customers. With the Boardmans and Red Square brands in its stable, the Edgars division targets middle-to upper-income consumers, while the Jet brand has discount stores, which sell value merchandise targetting lower-to middle-income consumers.

“I am a cynic about whether retail is changing, but what is fundamentally changing is the retail customer,” Pattison said.

He said retailers “need to remain connected to trends of customers and respond quickly. We need to undo what caused the business to suffer in the first place.”

This has included the removal of international brands and the reintroduction of local brands such as Kelso.

Independent retail analyst Syd Vianello said he was not surprised that there were store closures owing to the company’s poor financial performance, but he expected many more closures to follow.

“If it is the CBD store, so be it,” Vianello said,

“Edcon is losing money and they have to cut costs.

“Edcon has been on a backward streak with no balance sheet to leverage off.

“Notwithstanding that, consumers have been dealt a blow with VAT [value-added tax] and petrol price increases”36One analyst Evan Walker said Edcon “still had too much debt and their earnings have not been stellar”.

The reconfiguration of Jet did not seem to be happening, he said. Edcon competitors had been smart in segmenting their market for the 0-15 year old market.

“Ackermans and Pep have moved on aggressively into the Jet market, with their presence even in large regional malls,” Walker said.

The downward spiral of Edcon has been characterised by the sale of its creditors book and the flooding of local stores with international brands, among other damning features that have seen consumers directing their buying power elsewhere.

Edcon reported a 9.4% decline in group retail sales to R7.6bn for the third quarter of 2018, which ended on December 23. Total group revenue declined 8% to R8.187bn.

MISSING $15BN : Goreraza Speaks On Outlaws, Chihuri And Obert Mpofu

Stanely Goreraza | It’s now more clear than ever that Chiadzwa diamonds were looted. We now have a very good idea who was behind the looting. Also clear is that there is more that has not been said and Themba Mliswa who is doing a fantastic job needs to press on and squeeze everyone involved.

We now know that Obert Mpofu and Augustine Chihuri have evaded summons by parliament when both have much to answer probably more than anyone else. We now know that proceeds from diamond sales were not deposited in any bank account and there is yet to be any trail of where the proceeds actually ended up. We know that a former Permanent Secretary in the Ministry of Mines has been threatened by powerful people in the Mnangagwa government whom he is frightened of ratting out.

Obert Mpofu was Lacoste and Chihuri G40. People from the ” new dispensation” and the old dispensation (G40) looted diamond money. The Army was also involved in diamond mining but because not one person from the Army has been mentioned means they to were involved in looting diamonds but people are scared to death of mentioning their names and Chiwenga has much to answer for as well.
Diamonds were apparently sold but there is no trace of the money. Unless Zimbabwe was donating diamonds free of charge, the money from diamond sales was stolen by the very government that sold the diamonds.

Mr Mugabe must be thoroughly pressed for answers. The CIO has files on what really happened in Chiadzwa and those files which Mr Mugabe read must be made public. After all it’s Mr Mugabe who told the whole world that $15 billion in diamond money was stolen and by the look of things and testimonies, he wasn’t lying and knew exactly what he was talking about.
Shuwa panhu pane mapurisa ma CIO nemasoja ponzi pakabiwa zvingaite izvozvo. Ndivoka vacho vanenge vakaba. Hatisi vana vadiki.

We want answers. We could have used that money for bullet trains and spaghetti roads vamwe vanhu vorova zvavo mari iyoyo.

Obert Mpofu and Chihuri musade kujairira nyika. Come out of hiding and face the music. Maiba muchiti zuva rakadai harisvike manje chamakadya chamuka. Iwe chihuri, small house yako irikuda mari yake ye maintenance isu tiri kudawo yedu yema diamonds.

Mutambara In Fight Over Party Name

Zimbabwe People First (ZPF) president Agrippa Mutambara has approached the High Court seeking to quash proceedings in a case in which he is being sued for “illegally” using the party’s name. The court is yet to make a determination in the application.

“The respondent (ZPF) herein filed a court application seeking a declaratory order in terms of Section 14 of the High Court Act on the 16th of November 2017 in case number HC 10706/17.

“I filed my notice of opposition on the 28th of November 2017 and served on respondent herein on the same date.

“The respondent to date has neither filed an answering affidavit nor set matter down for hearing. I am advised by my legal practitioners, which advice I accept, that respondent should have neither filed its answering affidavit or set down the matter within a month after I filed my notice of opposition and opposing affidavit as provided for in terms of Order 32 Rule 236 (3) (b) of the High Court Rules, 1971.

“Respondent has not prosecuted its application and therefore apply for the dismissal of the application in case number HC 10706/17,” Mutambara said.

Mutambara’s application comes after ZPF through Claudius Makova filed an application before the High Court, accusing the former army official of illegally using the party name.

“Sometimes in April 2017, the respondent (Mutambara, in the main application) was appointed to be the interim president of the applicant (ZPF) by applicant’s founding members pending the election of a substantive national executive committee and executive president at an elective congress to be held at a later date,” Makova told the court.

He further said that on October 24, last year, ZPF’s founding leaders met in Harare and resolved that Mutambara’s appointment as the party’s interim leader was to be revoked with immediate effect.
“As we are the founding leaders of the applicant, we have the right to determine the course of the party and the leadership thereof.

“The respondent was informed of the revocation of the appointment by way of a letter signed by the applicant’s (then) secretary-general Kudakwashe Bhasikiti Chuma.

“Despite having been informed of the revocation and demotion to being an ordinary card-carrying member of the applicant, the respondent has continued to masquerade as the applicant’s interim president,” the court heard.

According to Makova, a letter had been written to Mutambara in October last year, demanding him to refrain from using the party name and masquerading as its interim leader.

“Disregarding applicant’s instructions on the 27th of October 2017, the respondent attended a meeting with MDC Alliance, wherein the applicant is an affiliate, misleading and misrepresenting himself as applicant’s president. Respondent has also called meetings and gatherings in applicant’s name, inviting the applicant’s members and affiliates,” Makova told the court.
He also said, due to Mutambara’s behaviour, the party members have been confused on the leadership of the party.

“As a result, the applicant is continuously losing its supporters and will continue to do if respondent is not refrained from his dealings using applicant’s name and materials such as party regalia,” the court heard. Daily News

Mnangagwa Trip Gobbles Millions As Renal Patients Struggle To Get Treatment

Emmerson Mnangagwa

By Talent Gondo

Chitungwiza Referral Hospital, is in dire need of USD1,1 million to kick start kidney transplants at the health institution which services an estimated 1,5 million inhabitants from Chitungwiza and parts of Mashonaland East.

The hospital’s Chief Executive Officer, Obediah Moyo told stakeholders at the launch of the hospital’s fundraising initiative for the kidney transplant unit that the money was needed for medicines, transplant and dialysis equipment and consumables among other.

Dr Moyo said while commendable progress had been made towards operationalising the kidney centre, the centre still required $200 000 for additional medical equipment, $43 000 for an air conditioning plant, $35 000 for radiology equipment, $30 000 for further training of professionals, $26 000 for theatre instruments, $15 000 for water reticulation and $10 000 for infection control detergents.

“We are now entering the second phase of the programme, which is the transplantation programme itself,” he said.
“All other aspects have been covered and we now need to kick-start the programme,” said Moyo in a report published in the Herald.

Moyo’s plea comes amid revelations that President Emmerson Mnangagwa’s recent trip to China gobbled over USD1,3 million in airfare alone.

Presidential Secretary and spokesperson, George Charamba told the media that Mnangagwa’s itinerary was the cheapest compared to the other available airliners including the national airliner, Air Zimbabwe.

Chitungwiza Central Hospital is situated in the dormitory town of Chitungwiza, about 30 kilometres south east of Harare and the institution has a hospital bed occupancy of 400.

This is despite that its catchment area has an estimated 1,5 million inhabitants

The hospital also caters for neighbouring areas such as Epworth, Ruwa, Chihota, Seke rural, Marondera, and Mashonaland East province which has an estimated population of more than four million inhabitants.

In a statement issued on World Health Day, the Zimbabwe Association of Doctors for Human Rights (ZADHR) urged government to prioritise quality and affordable health for it’s citizens emphasising the importance of allocating adequate funds towards the sector.

“There is need to strengthen the pillars of a strong health system as enunciated in the 2004 World Health Organization guidelines,” said the ZADHR.

“All interventions should include good and accountable leadership and governance, adequate financing for medicines, technology and human resources for health and information systems that ensure an efficient, reliable and responsive health delivery system.”

FULL TEXT: What US Senators Told Journos About Their Visit And Relationship With Mnangagwa

Harare, April 8, 2018: A five member delegation of U.S. Senators visited Zimbabwe 6- 8 April. The delegation consisted of Senators Chris Coons, Jeff Flake, Cory Booker, Michael Bennet and Garry Peters, all members of the Senate Foreign Relations Committee. The visit by the Congressional Delegation comes at a time when Senators Coons (D-Del.) and Flake (R-Ariz.) introduced a bill to lay the framework for U.S. relations with the new government in Zimbabwe. The proposed legislation updates the Zimbabwe Democracy and Economic Recovery Act (ZDERA) of 2001 and sets forth the steps Zimbabwe needs to take to have targeted sanctions lifted. On their visit to Zimbabwe, the delegation met civil society, political parties and representatives of government including President Emmerson Mnangagwa. Below is a transcript of the media briefing held in Harare on April 7 2018.

START:

Charge d’ Affaires Jennifer Savage: Good afternoon. It is a real pleasure to see all of you here. We are so pleased to see so many of you. The media plays such a huge role in supporting free and fair elections. Your observation and your reporting is a critical part of that. So we are so pleased to have so many of you here and interested. It is my pleasure to have so many of you here to join in welcoming Senator Coons, Senator Flake, Senator Booker, Senator Peters and Senator Bennet to Zimbabwe. With that let me turn it over to Senator Coons.

Senator Chris Coons: Thank you Jennifer. Thank you very much for your support and for everything that the staff at the U.S. Embassy has done to make this terrific trip possible. I’m here leading a delegation of five senators. We are both Republicans and Democrats. We are from States all over the United States and we were excited, we were thrilled to see the people of Zimbabwe go to the streets to celebrate change. And we came to listen, and learn. We have met with a very wide range of Zimbabweans and we are excited to go from here to meet with the President and the Foreign Minister.

So let me speak briefly to a few key questions- some things that have been covered by you in the press. Senator Flake and I introduced an amendment in the United States Senate that would allow for the lifting of ZDERA, some of the sanctions that have been in place now for 18 years. Our President, President Trump, also may lift some sanctions. And President Mnangagwa has been travelling the world and meeting with heads of state and in March in our New York Times made a very positive, very encouraging statement about the path forward. We are on a journey together. We both are from countries with very strong constitutions. And we believe there are international standards, well known, adopted by the African Union, by SADC, by the EU, by others that show what the steps are from a declaration that we intend to have a free, fair and credible election to having that election; and the steps that follow after an election to re-establishing rule of law, to re-establishing an economic system that is sound; to re-establishing human rights and respect for others. It is not our place to be here to dictate any particular set of paths or steps but to say we are excited about and welcome a new journey forward with the people of Zimbabwe. What we have seen here and what we have heard here so far reinforces our great optimism about the future because the people of Zimbabwe are among the best educated in the world. They are from a country blessed with amazing human resources and natural resources and we thing we can make terrific progress together. So, I wanted to simply say ‘thank you.’ As we said in the beginning, a free and robust press is an essential part of democracy and we will take a few of your questions before we depart to meet with the President. Senator Flake…

Senator Jeff Flake: Masikati (Good afternoon). It’s so good to be here. I was first in Zimbabwe 35 years ago, I spent six months here- great time of my life I can tell you. Not only were people celebrating in the streets here in November but many who love this country were…in the world as well. We are so happy to be here- to listen and to learn. Senator Coons, Senator Booker and I chair the Africa Sub Committee and we are very interested in what’s going on now. We are proud to be part of a great U.S. presence here that is only becoming larger with a large embassy being constructed. Our engagement has never ended but will be heightened and extended in the future. So we are very excited about free and fair and credible elections coming up and we are looking forward to our meeting with the President and Foreign Minister to discuss that further. Thank you.

Question: My name is Godwin, may be so far from your interactions; any changes apart from the celebrations that we witnessed last year from any engagements that you have had?

Senator Coons: I will say that across a wide range of conversations from civil society, from people in business, from people with long standing relations between the United States and Zimbabwe, we are hopeful, but it is also clear that there are some actions that are overdue that need to be taken in order to begin moving towards free, fair and credible elections; and we look forward to discussing this in detail this afternoon and to having the will of the people of Zimbabwe respected and heard through the press and through upcoming elections.

Question: I am Columbus Mavhunga from Deutsche Welle Radio. From the stakeholders that you have met, what are the concerns that are coming out? That’s one. And what will it take for your Senate to lift smart sanctions on Zimbabwe’s leadership?

Senator Coons: …I am intentionally saying that it is a journey that we are on together. Free, fair and credible elections are not the end of that journey, they are a midpoint. We do believe that we can have, and we are excited to have a more expanded relationship. So we shouldn’t look at the possible reduction or lifting of sanctions as the endpoint, or perhaps as a midpoint. We have heard lots of different suggestions from different parties, from civil society, from politicians about the most important thing to do next, this is the most important thing to do next, things must happen with the election laws and the constitution, things must happen with the voting rolls, things must happen with the role of the military in the election. It is not our place I think for us to have a specific menu and timeline. I think there is wisdom among many Zimbabweans where their sense of what must happen in the next few months for there to be progress towards credible elections.

Senator Flake: Senator I would just add to that. The election itself on its own is important but the run up to the election is extremely important. At what point are voters’ rolls released for example, things like that are recognised by so many, by the AU, by SADC and EU and any universal body as building towards a credible and free and fair election. So we want to make sure that there is time for those things to happen and that will be some of the discussions we have later today.

Question: I am Tatira from NewsDay. Sanctions were extended, it was reported that sanctions were extended in February pending a review after the general elections in July. I wanted to find out whether since that time up to now, have you found, do you think that enough effort is being made to meet some of the concerns that were raised by your government? And may be another question is if the situation was ideal what kind of economic partnerships do you think United States and Zimbabwe could have in future?

Senator Coons: So there have been, as I mentioned, some very encouraging statements. The President (Mnangagwa), in his inaugural speech, the editorial I referenced in an American newspaper, the New York Times– very encouraging and laid out a commitment to a whole series of actions and some of those actions have happened. But some of the most important actions required for there to be progress towards the conditions for a free and fair and credible election have not yet happened. What sort of partnership would the United States hope for with Zimbabwe? We would hope to have expanded economic ties. There are already terrific relations between the people of Zimbabwe and the people of the United States. Many Zimbabweans are educated in the United States; there are many Americans who have come here and had amazing experiences and their lives changed. We would hope to expand the people to people relationships, relationships between companies, universities, hospitals, researchers but also much more investment from the United States to reviving the economy; to rebuilding the infrastructure and to advancing the country. But this is a journey and there are steps that have to happen in the near term. To be clear, there are some sanctions that have been imposed and re-imposed by our President, by the Executive. There are others, ZDERA that have been imposed, 18 years now by the legislature. Not all of these will be removed by one or the other. It’s a process where both branches, main branches of the three arms of the American government, which don’t always agree on everything but on this we agree about our optimism for democracy but the steps that must happen before we would take a step back.

Question: My name is Lincoln Towindo from the Sunday Mail. You mentioned that sanctions have been in place for the past 18 years. In your opinion do you think they have achieved the desired goal?

Senator Coons: None of us remembers in Congress when ZDERA was enacted. But I have met with and spoken to one of the authors of ZDERA, a friend and predecessor Senator Feingold. One of the difficulties of sanctions is that they often have unintended secondary consequences. It is often working people, average people who suffer the economic consequences. But I do think they got the attention of the leadership of Zimbabwe and it gives us an opportunity now to reconsider where we are and to hope for a much better future. One where there is not just an elimination or reduction of sanctions but where that’s the penultimate step towards having a much more expanded and robust economic partnership.

Senator Flake: I don’t want to speak for everybody but I probably do. Nothing would please us more than to be able to play a role in the legislative branch and also to recommend to the President that conditions are such that these sanctions are to all be lifted. And that the U.S. and Zimbabwe cannot just have full diplomatic relations as we do now but full commercial ties and to have expanded presence, trade here and also remove individuals from that sanctions list. But that very much depends, as we all know, on what happens in the coming months.

Question: Senator, I am Mugove Tafirenyika from the Dailynews. You spoke about important steps that must be taken that have not yet been taken to ensure a free, fair and credible election. What sort of, what are these steps that are important that have not been taken so far?

Senator Coons: There are democratic elections in many countries around the world. Senator Flake referenced how the African Union, SADC have set out expectations about what sort of things happen in terms of voter registration; in terms on non-interference by the military; in terms of having a series of steps that are published in transparent and predictable about how a national election commission is going to proceed with identifying polling places; but setting up procedures for tabulation. A number of these have not happened. There may very well happen. If there was a core message that we are hoping to send- it is that we are not here to dictate steps and timelines- we are here to say that we are hopeful that these things will happen. The President of Zimbabwe has made very optimistic statements and commitments and we are hopeful that they will be taken promptly. But if a month or two or three goes by and there is no more steps taken along the menu of what is widely accepted of what is required before or after an election for it to be credible then we will be disappointed that this wonderful moment of opportunity may be missed.

Senator Flake: There are also steps or procedures laid out in the Zimbabwean constitution that the election procedures need to be aligned to. And so some of it is already laid out here and I think a few of the steps have been made and other steps still need to be made.

Senator Coons: Thank you so much for a chance to be with you. We look forward to remaining engaged with you in the months ahead. Thank you.

‘Turn Massive Numbers Into Votes’-Analyst

MDC rally Bulawayo White City

By Terrence Mawawa| Dynamic political analyst Antony Taruvinga who has literally embarked on a war of attrition against President Emmerson Mnangagwa and his ruling party functionaries has urged MDC Alliance members to turn the massive numbers at rallies into votes.

Taruvinga also postulated that Mnangagwa would be subjected to an ignominious defeat in the coming polls.

“BULAWAYO was electrified. The 60 000
strong crowd has entrusted Nelson Chamisa with the leadership of this country.

Without any doubt, a new Zimbabwe
has eventually come.

Remember, registration of voters is still open. So if you are not registered today, don’t be left out because what matters most in this game is the actual voting.

Let us turn the massive numbers into votes,” said Taruvinga.
