Extraordinary Congress Is The Way To Go- Mudzuri

Farai Dziva|Elias Mudzuri has claimed Zanu PF has nothing to do with the internal battles in the country’s main opposition party, MDC.

Mudzuri echoed discredited Zanu PF heavyweight Obert Mpofu’ s remarks about the same matter.

Political observers argue Zanu PF is using disgruntled elements in a desperate attempt to annihilate the opposition party.

Mudzuri, Douglas Mwonzora, Thokozani Khupe and Morgen Komichi are widely viewed as Zanu PF fosterlings.

Mudzuri argued: “Assertions that ZANU PF is involved in the affairs of MDC are mere hallucinations triggered by denialism and refusal to accept responsibility for what we have done wrong.

Extraordinary Congress is the only remedy.”

On Thursday Mudzuri wrote on Twitter : How can I be fired from Parliament by a non – existent political party? Ncube fired Tsvangirai (2005) but the party remained Biti (2014) did the same but left the party intact Today(2020) Sikhala fires us but still the party shall remain- let’s go for the Extraordinary.”

Tragedy As Miner Is Crushed To Death By Harmer Mill

By A Correspondent- A Mazowe miner was crushed to death last week by a harmer mill at Phirip mine in Mazowe.

Allegations are that Luke Mugiya (19) was operating a harmer mill when he was approached him by two Tubuso brothers  with their gold ore.

Steven Tubuso entered in a harmer mill trying to separate the ore from dump.

While inside he ordered Mugiya to press a separating button but Mugiya pressed the wrong button and crushed the now deceased Tubuso.

Mashonaland Central police spokesperson Inspector Milton Mundembe confirmed the case.

Police warned miners to employ qualified operaters adding that their clients should not enter into mining machinery to avoid unnecessary loss of life.

24 000 Arrested For “Breaching Lockdown Restrictions”

More than 24 000 people have been arrested for various offences since the national lockdown started on March 30.

The country is this week entering the last week of the national lockdown which is expected to come to an end on Sunday.

Police National spokesperson Assistant Commissioner Paul Nyathi said people were still being found on the wrong side of the law.

“The lockdown is continuing and people must continue to observe the social distancing guidelines.

People must continue to wear masks and continue to adhere to what has been set by the Government.

The police are basically there to enforce all the laws that have been put in place to ensure the safety and security and health of Zimbabweans,” he said.

Asked to clarify the issue of carrying letters authorising them to travel, Asst Comm Nyathi said it was still mandatory that one carries it.

“If the police do not verify somebody’s work status how then can they certify that this person is indeed going for work or not.

Remember the Government has said people involved in the industry and commerce sector can go to work.

That does not mean each and every person should be moving around the Central Business District.

If you check the CBD, it is only people allowed to work that are coming,” he said.-State media

S.A Deports Jailed Zimbos

Motsoaledi ordered the repatriations in response to an escape at the facility earlier this month and some of those who were released were Zimbabweans who committed various crimes and have since been deported.

Zimbabwean authorities are unhappy with South Africa’s Minister of Home Affairs Aaron Motsoaledi’s decision to repatriate a large group of detainees from the Lindela centre last week.

Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana on Saturday said 18 buses carrying some ex-convicts were expected at the Beitbridge border post.

He said:

Zimbabwe is expecting 18 buses through Beitbridge between tonight and tomorrow morning. These buses have 476 Zimbabweans deported from South Africa.

A good number of expected citizens are ex-prisoners. They are coming from different detention centres, some for documentation issues. These are mainly former prisoners; some have different histories from murder, robbery, fraud, housebreaking and documentation problems.

There are concerns that crime in Zimbabwe will spike if South Africa continues wholesale deportations. Some of the deportees were given a five-year ban on travel to South Africa

Trump’s Covid-19 Response “Is An Absolute Disaster” (So Is ED’s) – Americans Can Boot Him Out (We Stuck)

By Patrick Guramatunhu- “Former President Barack Obama levelled stinging criticism against President Donald Trump in a private call to former members of his administration Friday, saying Trump’s response to the coronavirus pandemic is “an absolute chaotic disaster,” and that the Justice Department’s choice to drop charges against former national security adviser Michael Flynn undermines the rule of law,” reported Msn News.

“The remarks, first reported by Yahoo News, are a rarity from Obama, who — in public at least — has been reserved in his assessments of his successor since leaving office.”

Well even the most faithful of President Trump’s supporters have to admit the administration’s handling of the pandemic has been one blunder after another. The Americans have one clear advantage, they can replace President Trump.

President Mnangagwa’s handling of covid-19 outbreak has been one blunder after another. And what makes our situation utterly intolerable, we are stuck with the regime.

This Mnangagwa government has failed to follow instructions to “Isolate, test, track, isolate and treat!” given out by WHO. The regime has been so inept it has failed to provide even something as basic as clean running water at quarantine centres hospitals and clinics!

To hide its blundering incompetence the Zanu PF regime is not testing aggressively and is not releasing the figures of covid-19 confirmed cases and deaths. This is foolish since this will only help the virus to spread far and wide.

It was bad enough having a corrupt and incompetent government during the good times, before the covid-19. It is hell-on-earth to have a corrupt and incompetent government during such difficult times as now with the covid-19 spreading.

Mnangagwa blatantly rigged the July 2018 elections thanks to MDC leaders who failed to implement even one reform to stop Zanu PF rigging elections even when they had the golden opportunity to do so during the GNU.

The prospect of having this blundering Zanu PF regime for even one more day is unthinkable and yet the nation is stuck with the regime until 2023 and beyond. The opposition is in total disarray they are incapable to forcing the regime to implement even one meaningful reform before the next elections much less force it to step down.

The people of Zimbabwe have failed to stop Zanu PF rigging elections for the last 40 years. The nation has paid dearly for this foolishness but now with the arrival of corona virus the price the nation must now pay has soared into the stratosphere!

Zanu PF has been a milestone the nation has had to carry these last 40 years. To return Zanu PF through these covid-19 challenging time will be like swimming across the flood river with the milestone round one’s neck! Zimbabwe must ditch this corrupt, incompetent and illegitimate Zanu PF dictatorship a.s.a.p. or the regime will drag the nation into the abyss!

FULL TEXT- “Mitigate Transport Crisis”: Passengers Association

Government should put into consideration the need to revoke ZUPCO monopoly and allow other players to provide passenger conveyancing services, given the prevailing public transport crisis.

ZUPCO buses are being overwhelmed by workers in the formal sector who resumed operations after the Covid 19 lockdown was eased to level 2.

The situation is exercebated by the unavoidable social distance requirement for passengers.

Ironically, at all bus termini the large and impatient numbers do not follow this rule. Most people are queing up at 3 or 4am so as to be at work by 8am.

They are getting home at between 7 and 9pm. They have little time to rest and enjoy family life.

More often than not, many are forced to commute in private vehicles and pick up trucks, where the social distancing rule does not apply and some passengers do not wear face masks.

Government should allow passenger service vehicles that abide by the Ministry of Health and Child Care and WHO requirements and road rules and regulations to provide public transport services.

Commutter omnibus transporters must also belong to bona fide associations.

“Zanu Pf Is Dysfunctional”: Mugabe Nephew

By A Correspondent- Exiled former Zimbabwean Cabinet Minister, Patrick Zhuwao who is also the nephew of the late founding member of the ruling ZANU PF, Robert Mugabe, has joined a long list of people previously aligned to the party to have demanded that it relinquishes or be forced to leave power.

We present his statement in full below.

Although Zimbabwe is staring down the barrel of a gun, the country is experiencing the emergence of a truly national movement which transcends political partisan lines calling for ZANU PF to go. The hashtag #ZanupfMustGo has become so viral on Twitter that all progressives forces are using it as a signoff. #ZanupfMustGo was started by Thandekile Moyo, a young Zimbabwean woman with no discernible political links. Moyo cautioned against supporting the November 2017 coup. Why has the hashtag #ZanupfMustGo found so much resonance amongst progressive Zimbabweans including most of my former colleagues in ZANU PF and government?

Zimbabwe is faced with a myriad of political, economic, social and cultural challenges. Although Zimbabwe is blessed with an abundance of natural resources, these resources are being looted and spirited out of the country. Zimbabwe’s biggest resource is its educated people who constantly display tremendous talent, resilience and fortitude. Unfortunately, Zimbabwe’s talent pool has been denied the opportunity to contribute to the country’s development. There is no room for Zimbabweans to assist in correcting the country’s trajectories because the country’s so-called ruling party, ZANU PF, is dysfunctional. Worse still, those in control of the moribund ZANU PF are actively working to disable any viable opposition in Zimbabwe.

ZANU PF no longer exists as a functional political party with a clear ideological position. ZANU PF has been captured by a small cabal of ideologically vacuous kleptomaniacs who stand for nothing beyond securing power for the purpose of self-enrichment. This became so abundantly clear when characters who previously paraded themselves as democracy activists were co-opted into the regime’s structures such as PAC and POLAD. Thankfully some of them are withdrawing. ZANU PF kleptomaniacs operate with a business model which uses the military as an enforcement mechanism for their criminal activities and intentions. ZANU PF has become a parasitic virus that has captured the nation’s military to act as mafia-style enforcers. Most of the people who have remained within ZANU PF are merely being used as a cover to create a veneer of legitimacy; vari kuitiswa.

Furthermore, ZANU PF has effectively destroyed the democratic space by capturing and using state institutions to destabilise opposition political parties. ZANU PF functionaries facilitated the recall of MDC Alliance Members of Parliament by a totally different political party indicating the extent to which ZANU PF will seek to destroy any genuine opposition. ZANU PF will not only tolerate but will promote and support surrogate puppet political parties for the express purpose of hoodwinking the rest of the world into thinking that Zimbabwe has some semblance of multi-party democracy. The political charade labelled POLAD seeks to disillusion Zimbabweans from participating in opposition politics.

It is extremely clear that ZANU PF is now a fully-fledged terrorist organisation which has perfected the use of terror and violence to subjugate Zimbabweans. The massacres of 1st August 2018 and those committed during January and February 2019 were blatantly used to send a message to Zimbabweans that ZANU PF will continue to use the military as an instrument of repression. Even the individual soldiers involved in those atrocities knew and recognized that they were committing crimes and therefore made every effort to hide their identity behind masks.

ZANU PF has become a vampire institution that is sucking the lifeblood out of all Zimbabweans. I feel sorry for a few of my colleagues who, despite being lucky to have been jettisoned from ZANU PF, still feel that they can negotiate themselves back onto the vampire state of ZANU PF. Drunk with dreams of power, they are not aware that the vampires that still remain in ZANU PF will not allow them back. The rot in ZANU PF has become so toxic and gangrenous that the only solution for Zimbabwe is that ZANU PF must go.

Asante Sana. Iwe Neni Tine Basa. Umsebenzi lo Umkhulu.

Khupe Eyes Leader Of Opposition Post In Parliement

By A Correspondent= Reinstated leader of the opposition Movement for Democratic Change (MDC) Thokozani Khupe wants to be sworn in as an MP as soon as possible so that she assumes the position of leader of
the opposition in the National Assembly.

This comes amid reports saying that she is facing resistance from the party’s reinstated Secretary General, Douglas Mwonzora who is now refusing to recall 30 more members of the party from Parliament.

The publication further reports that Mwonzora who is alleged to have no support base in the party wants to use the ‘carrot and stick’ strategy to win supporters.

The Standard was told that Mwonzora believes that the four legislators he recalled from Parliament were enough to cow others into supporting him.

Meanwhile, Khupe reportedly wants 30 more recalled so that she can field members of her breakaway MDC-T faction.

The alleged conflict comes when the party is gearing up for the extraordinary congress that was ordered by the Supreme Court in its ruling on the party’s leadership crisis.

Mwonzora recently claimed that almost 1000 people were needed for the delegates who have confirmed that they will attend the congress to constitute a quorum.

Reports suggest that both Mwonzora and Khupe are eying the presidency.-Standard

Why Kaizer Chiefs Should Not Be Declared League Champions

South Africa Football Association (SAFA) president Danny Jordaan has said that prematurely ending the ABSA Premiership season and awarding it to log leaders Kaizer Chiefs might affect set lockdown restrictions in the country as fans might go to the streets to celebrate.

The Rainbow Nation is on a government-enforced level 2 lockdown which calls for social distancing and limited movement of none essential workers among other conditions, putting the the completion of the 2019-20 season in jeopardy but the country’s football supremo believes it should be completed, to avoid handing over the title to Amakhosi as it might have consequences at this stage.

“In the English FA, Liverpool are 25 points clear of rivals Manchester City. They are saying if they play behind closed doors and Liverpool wins, there’s a minimum of 70 000 supporters that will go to the streets and celebrate – now where’s social distancing?” he said according to IOL Sport.

“You can’t just look on the field but you must also think of the spectators.

If Mamelodi Sundowns and Orlando Pirates play behind closed doors the 90 000 supporters that were supposed to get to FNB Stadium, where will they go? Are they sitting at home? They’ll go to the shebeens and taverns,” Jordaan insisted.

“If Chiefs win the league, the supporters will go to the street and go crazy. It’s a complicated thing. That’s why you must think about all these things. That’s why you can’t just say you must ‘sanitise the stadium, test people and players before they go to the stadium,” explained Jordaan.

Table-topping Amakhosi were four points clear at the summit of the table ahead of second-placed Mamelodi Sundowns, who have a game in hand, when football was temporarily suspended in March.-Soccer 24

COVID -19: SA Death Toll Rises To 186

Johannesburg – South Africa now has over 9420 confirmed cases of the Covid-19 coronavirus and 8 more deaths, Health Minister Zweli Mkhize announced on Saturday.

Mkhize said there were 525 new infections, taking the total cases to 9420, while there were also 8 more deaths, taking the death toll to 186.
The total number of tests conducted to date is 32 4079.

Mkhize made the announcement in Cape Town where he was meeting with Premier Alan Winde and other provincial officials to discuss the high rate of Covid-19 fatalities and infections in the country.

“The Western Cape, in particular Cape Town, is a hot spot, (and) this means higher rates of infection.

Other hotspots include Johannesburg, Tshwanelo, Ekhurhuleni, eThekwini, Gingindlovu and Buffalo City,” Mkhize said.

The country is currently in Day 44 of its national lockdown which was instituted to curb the spread of the virus.

Last Friday, South Africa eased into level 4 of the national lockdown and allowed just over one million workers to return to work, after instituting the strict level 5 lockdown for 35 days.

In easing into level 4 of the lockdown, the wearing of cloth masks became compulsory for all who were in public. Shops are refusing to serve those who do not cover their faces.

On the last week of the level 5 lockdown, South Africa saw 1 694 new infections – between April 24 and April 30.
In the same period, there were 24 Covid-19 related deaths.Credit: IOL

Armed Robbers On Rampage In Mutare

SIX robbers who were armed with AK47 assault rifles recently pounced on three families in Penhalonga and Zimunya and stole groceries.

The robbers attacked two Penhalonga families during the same night and raided another one the following day in Zimunya.

Another group of robbers disguised themselves as police officers on a Covid-19 compliance patrol and raided a bar owner in Zimunya.

Manicaland provincial police spokesperson, Inspector Tavhiringwa Kakohwa confirmed the robberies.

“On May 2, the suspects pounced on Plot Number 3, Pagomo, Toronto in Penhalonga at around 1am in the morning.

“They were armed with machetes, axes and a rifle. The complainant, Cosmas Tomu was sleeping with his wife Takudzwa Munyabvu when they heard a knock on the door. Before they could do anything, the robbers broke the door and gained entry.

“While inside, the robbers demanded keys to the main house and one of the assailants assaulted Tomu with a machete on the head while the other one fired a shot in the air,” he said.

Tomu and his wife were then tied up by the robbers.

The suspects ransacked his house and stole $25 and groceries worth $425 before disappearing into the darkness.

A report was made to the police and detectives attended the scene.

Thirty minutes later, the same suspects went to a Seventh Day Adventist Church in the same area and attacked a caretaker

who was sleeping in his house.

“Fanual Svongwa was asleep with the lights on. The suspects broke into the house and told the complainant to cover his face with some blankets and he complied. They took some cellphones, US$50, $170, two blankets and some groceries,” said Inspector Kakohwa.

Having made good their escape, two robbers attacked a Zimunya family the following day in Mukwecheni Village. The suspects, who were wearing balaclavas, broke into a tuck-shop where John Njerema and his wife Prudence Muchesa were sleeping.

They pointed a firearm at the complainants and ordered them to cover their faces with a blanket. The robbers ransacked the tuck-shop and stole $245, US$7 and groceries valued at $5 880.

Meanwhile, a butchery owner based in Dangamvura, Mutare, is facing robbery charges after he — together with four other accomplices — disguised themselves as police officers on a Covid-19 compliance patrol and raided a bar owner in Zimunya on May 2.

Clad in police regalia and armed with handcuffs, the culprits terrorised patrons who were drinking at Munax General Dealer Bottle-store.

They allegedly took the cash register and stole cellphones from the bar attendant and another complainant. The suspects went on to assault patrons who were at the bottle-store and ordered them to run to their homes and stay indoors in line with the national lockdown directives.

The suspects — Lucky Manyandure (23) of Gosho Village, Tawanda Costina a.k.a Dahwa (28), Takudzwa Simango and John Mazhumu (25) of Dangamvura as well as Prince Madziro (30) of Zimunya — have since appeared before a Mutare magistrate facing robbery charges.

They were denied bail and remanded in custody. The trial will commence after the lockdown but they will come to court for routine remand.

Manyandure operates a butchery at Chitsa Shop situated at Boka Shopping Centre in Dangamvura.

Inspector Kakohwa said the suspects, who were driving a pick-up truck, stopped at Munax General Dealer at around 9pm.

“They parked about 50 metres away from the shop and walked to the bottle store. While inside, they asked the bar attendant, Donny Matanga, why he was defying the Covid-19 regulations by opening the bar and selling liquor,” he said.

“The suspects then ordered everyone in the bottle store to lie down. The patrons were assaulted before they were told to flee to their respective homes.

“They handcuffed Matanga and Rodney Dube, who was also behind the bar counter. During the ensuing melee, one of the suspects jumped over the counter and took a cash register which was carrying $180 and a cellphone which was loaded with $800 in an Ecocash account.”

It is alleged that the suspects then force marched Matanga and Dube to their vehicle.

They released the duo but ordered Matanga to give them US$20 as ‘fine’ for flouting the lockdown directives.

Dube’s cellphone was taken away from him after he told the suspects that he did not have the money. The suspects then sped off in their vehicle.

However, their luck ran out when they were arrested two days later after detectives got a tip-off of their whereabouts.

Last week, three machete-wielding robbers raided a Penhalonga house and robbed a couple of cash and their household property worth $6 000, before taking turns to rape the woman.

The trio severely assaulted the man with a machete all over his body, before tying him up with a rope.

After raping the helpless man’s wife, the gang vanished into the darkness.

Investigations are still in progress on that case.

9 Youths On Camerashoot Threaten To Burn Mwonzora Up | REAL MDC or JUST CIO IMPLANTS?

At a time when it is impossible to stand outside in a tight crowd without masks, without being arrested, 9 youths have posed for a camerashoot to announce they want to burn Douglas Mwonzora and Elias Mashavira alive. They include a woman dressed in a night-bedroom vest. “Right, we are here in Highfields, we heard Dougie & Mashavira are here, once we catch them someone’s going to burn up” – are these real MDC youths or they are mere CIO implants?

COVID-19 Cripples Bikita Minerals Operation

Bikita Minerals is offering many of its workers retrenchment packages as the lithium producer takes a heavy battering from coronavirus-induced market turbulence and the country’s macro-economic instability, TellZim has learnt.

The company operates a 15km2 mining lease area, producing mainly lithium-bearing petalite for export mostly to China, sustaining hundreds of workers directly and hundreds more people through downstream industries.

On a smaller scale, Bikita Minerals also processes tantalite from rocks known as lepidolite, but the company says it has decided to suspend this operation for such reasons as the processing plant’s size and efficiency that the company says are too limited to continue running it profitably.

Lithium and its compounds have many industrial applications including production of heat resistant ceramics, lithium lubricants, lithium batteries and lithium-ion batteries.

However, the global market has faced immense disruption as a result of the worldwide lockdown which has affected at least a third of the global population in recent months.

Commodity prices have plummeted in light of depressed demand from major economies and significant industry players like Australia, China and Germany.

In a statement released in March, the company lamented that ‘prevailing macro-economic challenges, a dip in the price of certain lithium-based ores, and a global health scare have had a knock-on effect on the performance of Bikita Minerals as sales volumes have gone down by nearly 50 percent in 2020.’

But even before the coronavirus outbreak, the company had been taking a battering from the country’s debilitating economic crisis, having to run costly massive diesel generators for prolonged periods of electricity load-shedding regimes.

There is palpable fear that any further disruption of operations at Bikita Minerals, which is one of the three major employers in Masvingo province, would have far-reaching economic implications.

Despite its precarious financial situation, the company has maintained an impressive level of social responsibility – donating $50 000 to the Masvingo Covid-19 Provincial Taskforce in April.

Close sources say so far, the company has already terminated short-term contracts for hundreds of employees while those on full-time contracts have been advised to take the voluntary retrenchment offers that the company has reportedly dangled to ensure a safer landing for them should things go for a head as is expected.

Bikita Minerals general manager David Mwanza, when asked if it was true that the company planned mass lay-offs, could only say it was partly true without elaborating.

He referred further questions to the company’s Harare-based public relations manager Precious Chitapi who, in e-mailed responses to TellZim News, said the company was only planning to retire those that have reached the age of 60.

“Bikita Minerals is not closing. The mine is not laying-off its employees. Only the over 60 are retiring with due notice at the end of June 2020. The market is waking up slowly from the Covid-19 lockdown. Just to keep you informed, Bikita Minerals is still selling stones.

We have customers buying in the normal way, but it is in small batches because of the market condition in the world. We are also milling products for a few customers that was prepaid,” she said.

However, in the March statement, the company admits that it could only ‘minimise job losses’, adding that many workers on contract had already been affected.

“The mine currently has about 250 permanent employees, 300 contract workers and 500 contractors. Over the past two months, the number of contractors has been shrunk significantly, an exercise which will be supplemented by normal attrition and a moratorium on the hiring of new staff,” reads part of the statement.

Other sources that spoke on condition of anonymity said the miner was likely to either look for fresh foreign capital, which would not be easy post-lockdown considering the country’s unattractive risk premium in the eyes of investors, or dispose of its assets.

“As would be expected anywhere, the company is putting up a brave face but things are not OK. All monthly contracts have been stopped but the final position will only be clear after lockdown.

As of now, only essential maintenance staff members are on standby. The company’s options are few, that is if there are any,” said one source.

Other sources said there were still significant mineral deposits in the company’s lease area to merit new investment and expansion, but diminished activity in the world economy coupled with unstable fundamentals in the local economy was making it extremely difficult to sustain current operations.

OPINION: Botswana, Zim relations An Embarrassment

By Jonathan Mapenduka| AT least 1 300 Zimbabweans living in Botswana have been expelled from Botswana following the outbreak of the coronavirus pandemic. Last week Vice-President Kembo Mohadi went on a tour of Plumtree border post to witness returning Zimbabweans after it was reported that at least 40 people were reporting to authorities daily without Botswana authorities informing their Zimbabwean counterparts.

Authorities in Plumtree said 1 291 returnees were now under quarantine in the border town with some of them being taken to facilities in Bulawayo. This is extremely embarrassing when this treatment of Zimbabweans comes just before the ink on recent co-operation agreements has hardly dried. It is common knowledge that relations between the two countries left a great deal to be desired under President Mokgwetsi Masisi’s predecessors.

This new development comes just when the world thought relations of the two countries had thawed and improved sufficiently under President Emmanuel Mnangagwa and his new counterpart in Botswana. Not so long ago Zimbabwe was well-represented to observe Bot-swana’s general elections, something that was unknown under Masisi’s and Mnangagwa’s predecessors.

This had been the case since 1980 when Zimbabwe gained independence under the late Robert Mugabe. Mnangagwa was recently in Kasane to sign co-operation agreements with Botswana. It, therefore, is in Botswana’s court, to explain just what caused this sudden rift when the two countries are in the grip of the novel coronavirus pandemic, which knows no borders. It is common knowledge that Botswana, whose population is only a fraction of that of Zimbabwe, does not export immigrant labour to Zimbabwe, while this country has millions of its citizens working in foreign countries, including Botswana.

The Batswana have a disparaging name for Zimbabweans, which means that Zimbabweans are not welcome in Botswana. This is the case in neighbouring South Africa where Zimbabweans have often been subjected to violence. This is a great challenge for Zimbabwe which should be tackled on many fronts, particularly the need for the country to create decent employment for its people.

This point can never be over-emphasised because our dignity as a nation hinges on our ability to create employment for our people. It is not enough to blame sanctions because if sanctions are the only problem, we must find means to eliminate the problem. Some think we have done just that by budgeting to compensate former white farmers.

The government’s wisdom in this regard is highly debatable because neither the government nor the farmers themselves (in the face of historical evidence against it) can just why compensation is plausible. Why are we still blaming sanctions if compensation is the answer and appropriate provision has been made to settle the issue? It appears that government has found a perfect scapegoat to blame. Moreover, Zimbabwe’s relations with the international community are still a subject of ten-sion and disagreement. What is it that the international community is demanding, which the government is unwilling to do?

An honest answer to this question will probably tell Zimbabweans just what the problem is. There is at this point in time nothing to show that government has met all the demands of the international community on the question of reforms, some of which are required by the country’s constitution.

The year 2030 is by all accounts forecast to be the beginning of the new world order (NWO) when no country will be allowed to trade unless they are subscribers to the NWO. There will be no scapegoats to blame then and it is imperative that Zimbabwe must prepare for 2030 now. The divide between the East and the West will not work then because those countries that are being blamed for sanctions now will be running the world un-challenged. We will have absolutely no choice, but to obey the new order. So let’s not give the people a blank cheque for 2030.

POTRAZ Speaks On Recent Data Price Increase

THE Postal and Telecommunication Regulatory Authority of Zimbabwe (Potraz) has allocated the country’s three mobile network operators free frequencies until the end of the year as part of measures to ensure affordable data to consumers in the wake of the Covid-19 pandemic.

Potraz director-general Dr Gift Machengete said the authority has granted Econet, NetOne and Telecel free spectrum to enable them to increase their capacities to offer data to consumers.

“During the Covid-19, Potraz will be assigning additional 3G (Third Generation Network) and LTE (Long Term Evolution) spectrum for free to cater for additional data demand. The authority has granted the spectrum up to December 2020 to three mobile operators to enable them to increase the capacity of their data offering,” he said.

This, however, comes at a time when mobile network operators have reviewed upwards charges for most of their services, including data, sparking an outcry from users who say the services were now beyond their reach.

Econet, the country biggest mobile phone operator, increased data prices by 225 percent.

However, Dr Machengete said the review was within what the regulator prescribed (30 cents per megabyte) as firms were all along charging less to attract customers.

Potraz, he said, continues to regulate tariffs for data or Internet using the cost-based pricing principle.

“Costs incurred to provide the service are used to determine thresholds within which operators set tariffs. This is meant to balance the need to ensure service affordability at the same time ensuring survival of operators. Operators then get flexibility to compete on prices as manifested in their discounted bundle offerings,” he said.

Government is said to be working on using the Zimbabwe Academic and Research Network (ZARNet)’s low-cost broadband connectivity to facilitate online learning at schools.

“The Ministry of Information Communication Technology, Postal and Courier Services has ZARNet, which has the sole responsibility of providing high-speed and low-cost broadband connectivity to the educational sector including schools and other academic institutions with funding from the Universal Service Fund. This will help towards facilitating online education,” he said.

Potraz has granted a free licence to Zimbabwe Research and Education Network (ZIMREN), which is a consortium of tertiary institutions, to enable the pooled sourcing of Internet connectivity and distribution.

The move is expected to reduce the cost of Internet for tertiary institutions.

Information Communication Technology (ICT) expert Mr Prosper Mutswiri said the allocation of free spectrum to operators by Potraz would boost their capacity to provide reliable and affordable data.

“It is an exciting and welcome development by the regulator as this will aid operators’ capacities to provide reliable and affordable data to customers. It also comes in the wake of the coronavirus, where customers are experiencing reduced disposable income and want to do business online and digitally. This move means there is more for less for the customers. Some base stations were now congested due to increased demand and the move has relieved that pain,” he said.

With most schools and companies increasing their online presence, he added, there was need for mobile network operators to enhance their bandwidth to meet the ever-increasing demand for such applications.

“Operators had to increase capacities on either 3G network or LTE network, which was going to come at a cost, likely to increase operators’ fixed costs thereby impacting their pricing structure.

“Potraz has decided to step into the shoes of the operator and customer and this will go a long way in addressing all sectors of the economy’s current pains,” he said.

National Consumer Rights Association (Nacora) advocacy advisor, Mr Effie Ncube, said the move by Potraz was commendable, but there was need to ensure that operators avail data at affordable charges.

“This is a tremendously important and welcome development for millions of Zimbabweans who are relying on data to get information, particularly when we are faced with a global pandemic in Covid-19 . . .

“If only the three mobile service providers translate that to cheaper voice call and data prices . . . what Potraz has done and the steps it has taken are welcomed by all,” he said.

Khupe, Allies Clash Over Plans To Recall More MPs From Parly

Thokozani Khupe yesterday convened the first national council meeting of a faction of the mainstream MDC where top officials clashed on a number of issues, including plans to recall more Nelson Chamisa loyalists from Parliament.

Opposition politics was thrown into turmoil last week when Khupe’s ally Douglas Mwonzora initiated the recall of four MDC Alliance legislators from Parliament.

Following a Supreme Court judgement handed down in April, where Khupe was declared the interim leader of the MDC ahead of Chamisa, who has been leading the party since the death of its founding leader Morgan Tsvangirai in 2018, a fight for control of the party has been raging.

Mwonzora, Morgen Komichi and Elias Mudzuri are some of the senior officials who immediately shifted base to Khupe’s camp and yesterday’s virtual meeting was meant to strategise after a tumultuous week.

Leaked audio recordings of the meeting and interviews with some of the officials, however, revealed that it was a stormy affair with Khupe and Mwonzora allegedly trying to outwit each other.

Khupe opened the meeting that had 65 members by 2:30pm by urging unity in the party and advised fence-sitters to join her camp following the Supreme Court ruling.

“Let us remain solid like a rock until we arrive at our destination,” Khupe says in the recording obtained by The Standard.

“Our destination right now is peace, unity and prosperity.

“Unity is the greatest weapon towards stability; we want political stability in the party and in the country so that Zimbabwe once more becomes the breadbasket of the region.”

There was no unity in the meeting, however, after one of Khupe’s allies Abedinico Bhebhe pulled out after hardliners in the faction allegedly pushed for the recall of more MDC Alliance legislators.

Bhebhe, the national organising secretary from MDC 2014 structures, is said to favour reconciliation between Khupe and Chamisa.

At yesterday’s meeting conducted through the WhatsApp platform, the former Nkayi South MP queried why Chamisa and other MDC Alliance members were not invited as they were part of the 2014 structures that were legitimised by the Supreme Court ruling.

Mwonzora’s backers said in terms of the party’s constitution, the MDC Alliance members were no longer part of the organisation as they had violated its rules.

Bhebhe exited the meeting after his contribution was rejected. He refused to comment on the incident.

“I am not ready to give a comment on the matter at the moment,” Bhebhe said. “I will grant a full interview when I am ready to talk.”

Three-quarters of the provinces that participated in the meeting were in favour of the recall of more legislators.

At the time the meeting ended, only a handful of people were left.

Prior to the meeting, Khupe and Mwonzora are said to have clashed over the recalling of legislators after the secretarygeneral used last week’s process to recall his foes in the party Chalton Hwende and Prosper Mutseyami.

Mwonzora is now said to be reluctant to support Khupe’s bid to recall 30 proportional representation legislators to create space for her own allies in the legislature.

“Khupe will possibly go it alone and recall the MPs herself next week,” said an insider who was part of yesterday’s meeting.

The source said Khupe wants to be sworn as an MP as soon as possible so that she assumes the position of leader of the opposition in the National Assembly. “Mwonzora does not want to recall the MPs because he wants to use them in his bid to win the presidency,” said the source.

“He has no supporters in the MDC-T and hopes to use the carrot-and-stick approach on those MPs fearing recall on his way to the presidency

“Khupe is watching him closely. She realised that and wanted to use (yesterday’s) council meeting to force for resolution to recall them so that the cunning Mwonzora will not go to court over the issue.”

There is growing suspicion in the MDC Alliance that the Khupe-Mwonzora clique will connive with Zanu-PF to suspend the holding of by-elections so that the faction handpicks its supporters to replace recalled MPs.

Mwonzora and Khupe are said to be now at loggerheads because they both want to take over as leaders of the party.

Komichi and Mudzuri are also said to be interested in the position.

Meanwhile, Khupe has been ditched by her long-time aide Witness Dube, who has thrown his weight behind Mwonzora.

“Dube is supporting Mwonzora because he believes he is the better candidate, has better leadership skills and stands a better chance against Zanu-PF, but he has received a backlash and is now facing threats of violence from those in Bulawayo, who feel he is betraying his former boss and the Matabeleland region,” said the source.

Dube has been involved in heated exchanges on social media platforms with one of Khupe’s backers Chief Ndlovu over his decision to support Mwonzora ahead of his former boss.

Ndlovu is said to be a wealthy businessman based in South Africa.

Dube admitted that he was backing Mwonzora and that his decision had angered Khupe’s camp.

“I think from the people that are throwing their hats into the ring Mwonzora has a better skills set, he is more tolerant and shrewd,” Dube said.

“I can’t be called a sexist and a sellout for my choice.

“I served Khupe for 10 years and I think this sense of entitlement should just not be part of our politics.

“We need a leadership that can unite the party and allow us to move on.”

Mwonzora says he does not harbour presidential ambitions, but insiders in his faction say he has been canvassing for support across the provinces.

Former MDC-T vice-president Obert Gutu yesterday said there was need for Khupe and Chamisa to find each other.

“I think there is need to have a boardroom meeting and agreement on the way forward because if that does not happen, I don’t see anyone who loses at the congress taking it well,” Gutu said.

“Some political careers might end, we are watching from the terraces.”

Gutu said he does not see Khupe winning the presidency outside an agreement to hand over the post to her.

“I don’t see them compromising and coming to the table for talks, but if that does not happen, the MDC, as we know it, will cease to exist as a major political party,” he said.

“But if (Zimbabwe’s first army commander) Solomon Mujuru and (former Rhodesian army commander) General Peter Walls could sit down and talk and share a cup of tea with the animosity that existed between them, we can’t say never.”
President Emmerson Mnangagwa has been accused by the MDC Alliance of using Khupe and Mwonzora to Thokozani Khuphe destroy the country’s main opposition party.

Setting The Record Straight : Tichaona Zariro Is The ZRP Officer Accused Of Assaulting Two Bulawayo Women

By Ezra Tshisa Sibanda

Cowdry Park Case: An innocent man’s photos have been
circulated and are still circulating as one of the accused persons in the vicious attack on 2 women in Cowdry Park, Bulawayo.

The accused person is TICHAONA ZARIRO and is one of the police officers arrested for assault not Tafadzwa ZARIRO.

After my thorough investigations, l have since discovered Tafadzwa Gumiso Zariro is indeed a police officer in Masvingo and has never worked in Bulawayo. He has never lived in Cowdry park, was last in Bulawayo 2013 and is a serving police officer in Masvingo.

Whoever picked his photos was mischievous, probably one of his haters just to put this man in great danger.

Zimbabwe social media travels faster than light in spreading information and mostly fake. An innocent man has been publicly condemned in relation to the brutal attack on innocent women.

In a vicious circle of hoax, we have seen his photos and name circulated not only on social media platforms, but also by several online news portals. His images have ignited a social media uproar, getting rebuked, insulted, threatened with death on his facebook and his family now living in fear in Masvingo. He is bombarded by hundreds of people on his Facebook and appears to be distressed.

It’s astonishing why police in Bulawayo have ignored the attack on an innocent Masvingo police officer. Social media is awash with his photos being abused yet his colleagues continue to ignore, instead of correcting this through their communications desk. Their silence is putting this innocent police officer in serious danger of being harmed or killed by civilians.

I urge all those who posted the photos of Mr Gumiso denigrating and insulting him to delete them and correct their posts.

The matter is in courts now, the best form of justice we can get for the ladies is to push and campaign for those Cowdry Park Police Officers to be convicted and fired from the force. Once again the photos of Tafadzwa Gumiso Zariro should be pulled down.

He is not Tichaona Zariro and has no relationship with him #justice4theladies

Innocent. ..Tafadzwa Zariro Gumiso (pictured above ), a police officer based in Masvingo, is not the one who allegedly assaulted two women in Bulawayo.

S.A Returnees In Sorry State

By A Correspondent- Junior government officials at the Beitbridge quarantine centre have said that returnees from South Africa are stuck in Beitbridge due to shortage of buses to ferry them to their respective provinces.

They told the Standard that the delay in the provision of transport has left some returnees in a sorry state.

One of the officials said:

Buses are not readily available and this is the cause of delay. These people are weary and children are restless.

There are no sleeping facilities. We also do not have enough food for the crowds and something must be done fast.

The remarks are a reiteration of earlier reports which said that Beitbridge was not prepared to cater for all the expected returnees.

Meanwhile, more citizens are expected to return from South Africa where life has become unbearable due to the coronavirus-induced lockdown.

The South African government does not provide food assistance to foreigners who now find it better to return to their home countries.-Standard

New Subject On The Cards For Students

By A Correspondent- The Ministry of Primary and Secondary Education will soon introduce entrepreneurship studies as a subject to be taught at both primary and secondary level.

This was revealed by Primary and Secondary Education Minister Cain Mathema during a media briefing in Bulawayo on Saturday.

Mathema said:

The process (to introduce entrepreneurship studies) has already begun and the subject will be launched very soon.

For too long our education has not moved along with changing times and that has affected the quality of our graduates.

We want to produce people who, even if they cannot find a job after finishing school, can start their businesses.

I am talking about start-ups which can go on to be big enterprises, not just small projects.

Minister Mathema added that the new subject will enable pupils to take advantage of the resources surrounding them as a launchpad to transform their lives and communities.

Currently, all State universities offer entrepreneurship studies as a compulsory module in a bid to produce business-minded graduates-StateMedia

VIDEO- The Late Robert Mugabe’s Mother’s Day Message

Addressing delegates at a United Nations conference room with other heads of states, the former and late Zimbabwe’s President, Robert Gabriel Mugabe, decided to combine the two, and took time to appreciate women on the Mothers day of the same year.

Said Mugabe:

“Is there a man who can say I am not born of a woman? Let him raise his hand and say I dropped from heaven. No,we all came through the same road, and for nine months. Each and everyone of us was born in that womb ,and even today when something bad happens to me, I say ”Oh my mother !”,I don’t say Oh father.

So the mother mother mother mother is very dear, and it was not only the nine months mind you, all that suckling on the breast, for all that time, and now here we are, here is your President, your head of state, a businessman, and you will look down upon the women and you will say, you cook for me, you sweep the house for me, you do this and that and she does that and doesn’t say no, they are a special breed these people.”

South Africa Returnees Stuck In Beitbridge Two Days Later

By A Correspondent- An acute shortage of buses has hampered the fast movement of Zimbabweans repatriated from South Africa with some of the returnees stuck in Beitbridge for the past two days despite having completed formalities to travel to provincial quarantine centres.

Last week 527 border jumpers ejected from South Africa, but arrived at the border post aboard nine buses were yet to be taken to their provinces.

Junior government officials at the Beitbridge quarantine centre said buses were delaying the movement of the deportees, some of whom looked dejected and weary.

“Buses are not readily available and this is the cause of delay. These people are weary and children are restless.

“There are no sleeping facilities,” said one civil servant on condition of anonymity.

“We also do not have enough food for the crowds and something must be done fast.”

Zimbabwe expects more returnees from South Africa and there is need to beef up staff, increase food supplies and deploy more buses, officials said.

“They can contract more buses from private operators because Zupco is failing to cope,” added the civil servant.

As part of the national lockdown to arrest the spread of the novel coronavirus, government banned all private buses from operating.

It despatched its subsidised Zupco fleet and Zupco is understood to have released long distance buses from its southern region headquartered in Bulawayo, but these were failing to cope.

Another source at the centre said there was less synchronisation on release of buses and each time police officers were not readily available to escort the buses.

When our news crew arrived at the centre yesterday evening, social welfare staff were looking for police to escort returnees who arrived on Friday.

Totamirepi Tirivavi, director of the department of social welfare, told journalists yesterday that more buses would be availed to transport the returnees. Meanwhile, the government says it is decongesting the Beitbridge quarantine centre at the National Social Security Authority building and would open another Matabeleland South quarantine centre at

Umzingwane High School in Esigodini. Matabeleland South provincial welfare officer Crisswell Nyakudya told journalists on Friday that Beitbridge would remain with 150 people while others would be moved to the new quarantine centre. “The decision has already been made and we will be implementing it. Some of the people, who should have been kept at Beitbridge will now be quarantined at Mzingwane High School,” Nyakudya said.

Beitbridge has a capacity of 260 people but due to other constraints that include food shortages and possibly security concerns, the number would be reduced, he said.

Zimbabwe expects thousands of its citizens who over the years sought economic and political refuge in South Africa but are now being forced back by Covid-19-induced job losses and worldwide uncertainty.

Police and the army have been roped in to provide security at the quarantine centre, which has also been turned into a reception centre for the returnees.

Nyakudya said five buses departed Beitbridge for Bulawayo, Gweru, Masvingo, Chinhoyi and Matare with returnees escorted by police to ensure they complied with quarantine requirements.-Standard

MDC Councilors Throw Mwonzora Under The Bus

Douglas Mwonzora

By A Correspondent- MDC Alliance councillors in Victoria Falls defied a directive by MDC-T secretary-general Douglas Mwonzora to reinstate the resort town’s mayor, who was fired by the Nelson Chamisa led party.

The councillors chose Richard Mguni to take over as mayor from Somvelo Dlamini, who was fired last month for defying a party directive.

Dlamini was reinstated by Local Government minister July Moyo last week following Mwonzora’s intervention.

Fellow councillors, however, ignored the move and held elections on Thursday where they elected Mguni ahead of Patricia Mwale, who is now the deputy mayor.

“We think interested parties will understand that resignation is a unilateral act and everything we did was above board on the basis of that resignation,” said a councillor.

“We proceeded in terms of section 103 of the Urban Councils Act.

“However, politics remains politics and powerful politicians in many instances get their way.”

Prince Dubeko Sibanda, the MDC Alliance provincial chairman for Matabeleland North, said Dlamini was only reinstated as a councillor, not mayor.

“The former mayor was reinstated to be councillor and not mayor,” Sibanda said.

“Mayorship is acquired through elections by councillors.

“The duly elected mayor of Victoria Falls municipality is Councillor Rich Mguni.

In a letter to Dlamini, Moyo said he was reinstating him as councillor for ward nine following a letter from Mwonzora.

Moyo had in March declared the ward vacant and a by-election was now due.

Dlamini was expelled by MDC Alliance secretary-general Chalton Hwende through a letter dated February 24 on charges of violating party rules and undermining protocol after he contested and won the mayoral elections in 2018.

The party wanted him to step aside for its preferred candidate Margaret Valley.

Dlamini took the party to the High Court contesting his expulsion but later withdrew the lawsuit after he reached a deal with Mwonzora and his allies that he would be reinstated.

Mwonzora had also reinstated Masvingo and Chegutu mayors that were fired under similar circumstances.

Extraordinary Congress Is The Way Forward: Mudzuri

Justice Mawadza’s Murder Accused Granted Bail

By A Correspondent- High Court judge Justice Webster Chinamhora on Friday released, on $3 000 bail, Masvingo-based Justice Garainesu Mawadze’s son, who is facing allegations of murdering a Harare cellphone dealer.

Munyaradzi Mawadze is accused of killing Million Ncube in March with his alleged accomplices Elvin Dongo Saungweme and Dellon David Balani, who were the first to be released on bail by the High Court last month.

As part of his bail conditions, Munyaradzi was also ordered to report three times every week at Waterfalls Police Station, to reside at his given address, and not interfere with known state witnesses and investigations.

Munyaradzi’s bail was granted after Justice Chinamhora stood his ground and refused to recuse himself despite concerted efforts by the prosecutor-general’s office, demanding that the matter be handled by a retired judge of the same court.-Standard

Khupe, Allies Clash On Way Forward

By A Correspondent- Opposition politics was thrown into turmoil last week when Khupe’s ally Douglas Mwonzora initiated the recall of four MDC Alliance legislators from Parliament.

Thokozani Khupe yesterday convened the first national council meeting of a faction of the mainstream MDC where top officials clashed on a number of issues, including plans to recall more Nelson Chamisa loyalists from Parliament.

Mthuli Ncube Disgraced Himself And Even Forgets That He Is Not The President Of Zimbabwe.

Ken Mafuka

Letter from America:with KENNETH MUFUKA|No man intentionally disgraces himself. But brother Mthuli Ncube should have known the possible risk, and the possibility of being thoroughly disgraced if such confidential communication was broadcast to the whole world.

We will follow the rules of argument. First, we must recapture what Ncube said in the letter in his own words before we apportion the disgrace that came with it.

Ncube gives his letter a lofty title: Debt relief and arrears clearance strategy for Zimbabwe to support the authorities’ response to the Global Covid-19 pandemic.

The brother argues that because the coronavirus pandemic will have a “devastating humanitarian and economic impact on Zimbabwe” and since resources at the local level to support any meaningful response by the Zimbabwean authorities “and external financing is severely constrained due to external debt arrears”, he is proposing a “high-level dialogue on mitigating the economic and social downfall from Covid-19”.

In the following sentence, the brother shows a mastery and fluidity in word play, which would have made former US president Barack Obama look like a seminarian.

He is seeking free handouts (free money), but does not say so. Instead, with tongue in cheek, he says that in the high-level dialogue he proposes, the subject will be the formation of a “transformative arrears clearance and re-engagement plan” with the creditors.

If Zimbabwe is not given this help immediately, “the country will suffer a health and economic catastrophe”.

Now brother Ncube takes the role of the Nigerian super trickster, Anansi the Spider. He must receive financial help immediately in a quid pro quo arrangement. The “normalisation of relationships with Zimbabwe’s creditors both bilateral and multilateral” is indispensable for us to respond effectively to the global pandemic.

Why Ncube has disgraced himself?

Throughout the letter, the learned brother, through language puffery and Obamaspeak, believes that he can woo veteran world players at the World Bank. He also assumes that Zimbabwe has any cards left to play.

Obamaspeak is the exhilarating pronouncement of well-crafted words whose flow and sequence appear at first sight to import great ideas, but when examined after he has left, are found to have been empty of practical advice.

The sentence below surpasses the rhetoric of the master himself.

Ncube promises what he has no authority to promise or ability to prosecute. Ncube promises a time-framed response in a “holistic effort, which is well-coordinated and monitored by the International Monetary Fund, World Bank and African Development Bank, to ensure consistency in the financial support, near-term stabilisation, and long-term sustainable private sector growth, and allow us to build a track record towards macro-stabilisation and potential debt relief”.

Beautiful though the sentence means nothing and does not offer any tangibles.

Let us begin here.

While he expects an immediate “giveaway”, say, US$200 million for the health sector ability to cure or control the coronavirus pandemic has nothing to do with economic stabilisation. There are two reasons.

First is the desire of Zanu PF to control every aspect of Zimbabwean life. Second, according to US State Department officials, is “the grand corruption and state violence”.

The economic problems of Zimbabwe originate in the inability of the political entity to respond to the needs of the plebeians.

The dictionary meaning of monitor is to “observe, record, detect — without altering the operation or condition”.

Any monitoring by external powers will not influence the sovereign power of the Zimbabwean state to transform the nature of its political Mafioso.

As I speak, the Zimbabwe Registrar-General’s office is embroiled in a shenanigan where 11 motor vehicles were ordered and only six were delivered.

In another shindig, a Chinese diamond mining company has muscled out the Zimbabwe Mining and Development Company.

In the 25 July, 2018 report by five Southern Africa State Department veterans, they eviscerated the idea of a “new dispensation and reforms” as a charade.

The gist of that report is that Zanu PF is a master of intrigue, doublespeak and non-reform. The response to Ncube’s urgent letter for help and promise provokes the response: “We have been there before.”

The arrogance and sense of invincibility is shown in the last sentence of Ncube’s letter. If after Zimbabwe has received all the monetary support it has asked for, a high-level dialogue purposed to achieve “rescheduling” of debt.

For a country that has not paid its debts since 1990, Zimbabwe must be admired for making itself to be a power in the universe when Chitungwiza pensioners have not been paid for several years.

Ncube himself has boasted of a Z$3 billion surplus.

Reasoning is wrong
My information is that while Ncube’s “demand for help” has gone viral, it is only a piece of the arrogance of Zimbabweans. A correspondent in the UK said Zimbabweans are a disgrace. When they attend meetings, they fly in a special jumbo jet, are the best dressed and loquacious. They have come to beg for money.

Here is another example of the disgraceful assumption behind the letter. Ncube promises to limit the amount of money going to command agriculture in order to ensure “transparency, limit the fiscal costs of the financing of agriculture”.

Surely a reasonable person, seeking to advance agriculture, would not by-pass the Farmers’ Co-op in favour of an oil company.

The thinking is wrong. Full stop.

Arrears
Ncube confesses that arrears (Para.1 and Para. 5) are in the way of debt relief rather than sanctions. It is misleading to call them arrears. Zimbabwe stopped payment of debts in 1990. Arrears are temporary late payments in a period of 90 days. This is simple refusal to pay.

Doublespeak and justification
Ncube indicates clearly in his letter that the World Bank must “give him money” because Zimbabweans will be driven into unspeakable poverty. Remember he is addressing the mother of all imperialists and running dogs.

He shifts the responsibility of feeding the poor in Zimbabwe to the imperialists. These brothers never accept responsibility for anything. He wants the World Bank to save his Mafioso from domestic collapse. Secondly, this letter is a complete turn-around to the 1990-1995 Economic Structural Adjustment Programme.

There is a flourish in his conclusion, implying that his word is significant in Zimbabwe and in the world. “Please be assured of my highest consideration.”

It is a very pretty thought and pleasantly presented but means nothing.

I wish the brother well, but I must judge him harshly, with love. The great apostle advises the Romans thus: “Do not consider yourself more highly than you ought.” Brother Ncube has disgraced himself thoroughly by saying and implying far-reaching actions of which he cannot possibly achieve. He is not the president of Zimbabwe.

Peace.

Link To Donate For Abused MPs

By Farai D Hove | As Zimbabweans based in foreign lands yesterday began fundraising to rescue their members of Parliament who are currently stranded, they witnessed a video of the ZANU PF national commissar Victor Matemadanda threatening the same MPs with hunger.

LINK TO DONATE

Matemadanda was speaking shortly after the MDC Alliance resolved to pull its members out of the august house reacting to the continuing strangulation in which they have among other things been deprived of their allowances, and so far four have been removed on instructions of the renegade senator, Douglas Mwonzora.

A campaign to rescue the MPs had raised USD1100 in the space of 2 hours last night.

Said Matemadanda:

They want to withdraw their members why do they tell us? What’s that got to do with us, another persons children sleeping on empty stomachs? … If their party is Chamisa&they want to go hungry because he’s been removed by the Supreme Court, we’ll just go ahead & run the country

High Court Judge’s Son Arrested For Murder Granted Bail

Judge’s Murder Accused Son Granted $3 000 Bail

MASVINGO High Court judge Garainesu Mawadze’s son, Munyaradzi Mawadze, facing murder charges, was Saturday granted $3 000 bail by a Harare High Court.

Munyaradzi and two other accused persons, Elvin Saungweme and Dellon Balani are alleged to have killed a Harare cell phone dealer, Sipho Ncube by stabbing him with a knife and ripping open his throat in March this year.

The State resisted the granting of bail arguing he faced serious charges.

Prosecutors argued Munyaradzi, if convicted, faced a lengthy sentence, and as a result, was likely to abscond trial.

However, Justice Webster Chinamora said the fact that Munyaradzi’s co-accused were granted bail by the same court, it would be remiss of him not to explore the law on the treatment of people in similar circumstances.

Munyaradzi’s bail conditions were that he will continue to reside in Prospect, Waterfalls, Harare, should not interfere with State witnesses or investigations, and should report three times a week at the Waterfalls police station in Harare.

Knowledge Musona Has Been Earning US$1m Per Year At His Belgian Club

Knowledge Musona

HE might have just made a paltry eight appearances for Belgian Pro League football side Anderlecht, scoring just one goal since his big move in July 2018, but Warriors captain Knowledge Musona (pictured) is the fourth highest paid player at the Brussels club earning over US$1 million annually.

The 29-year-old Zimbabwe international hitman is set to finally end his nightmarish stint at Anderlecht after he was reportedly transfer-listed by the Belgian side’s new manager Franky Vercauteren last week.

This season, Musona was restricted to just one reserve team appearance for the record 34-time Belgian league champions before sealing a loan switch to fellow Belgian top-flight side KAS Eupen during the January transfer window period in search of regular game time.

Musona flourished on loan at KAS Eupen, scoring two goals in six starts at his new club, before the season was halted by the coronavirus pandemic.

Although Anderlecht deemed Musona surplus to requirements, they’re still paying a chunk of his wages, which Standardsport can reveal amount to €950 000
(US $1 09623) gross per year excluding bonuses.

Musona, who is contracted to Anderlecht until July 2022, has already earned close to €2 million (US$2 191 766,29) despite not being given an opportunity to prove his worth at the club.

In effect, the Belgian Pro League club will continue to pay the former Kaizer Chiefs forward around €80 000 per month (US$87 670,65), until he finds a new club.

According to the Belgian newspaper Het Nieuwsblad, who last week compiled the list of the highest earners at Anderlecht, Musona is fourth on the club’s wage list.

The highest earning player at Anderlecht is French midfielder Adrien Trebel, who pockets €2,61 million gross per year followed by Bosnian defender Ognjen Vranjes (€1,28 million) while Swedish forward Isaac Kiese-Thelin is third with an annual salary of €1,17 million.

Zimbabwe captain Musona is fourth on €950 000 per year while his former teammate at KV Oostende Antonio Milic is pocketing €840 000 annually despite having also struggled to make an impact at Anderlecht.

The 26-year-old Croatian defender Milic joined Anderlecht from KV Oostende at the same time as Musona, but also struggled to get any game time at the club before completing a loan move to Spanish club Rayo Vallecano.

According to Belgian news outlet Voetbal24, the duo of Musona and Milic together with Kenny Saief, Kristal Abazaj, Aristote Nkaka, Trebel and Vranjes have been told to find new clubs ahead of the new season after consultation with technical staff.

Musona’s South Africa-based agent Mike Makaab of Prosport International has admitted that his client could be on his way out of the Brussels club despite having not received official communication from Anderlecht.

“No, we haven’t received any official announcement that he has been transfer-listed. But listen, it is clear that he does not feature in the new coach’s (Vercauteren) plans and the philosophy of the club,” Makaab said.

“The philosophy of the club is to promote young players through their development system. Knowledge had done really well at Eupen, though he only played six games before the league was suspended and then ended. In that time, he scored two goals and got two assists. “We are basically going to sit with Anderlecht to map the way forward for him.”

Musona, who still has two years left on his contract with the Belgian outfit, recently hinted that he could make his move to KAS Eupen permanent at the conclusion of the Belgian Pro League, which was recently cut short and declared over due to the coronavirus pandemic.

“Yes, it’s just a loan until the end of the season. But we never know,” Musona told the Belgian newspaper L’Avenir Sport recently.

He added: “The two clubs could sit at the table and discuss a transfer. In football, you never know what can and cannot happen. It all starts with the effort we put on the field. Afterwards, the decision is made in the offices. We’ll see…”

Musona has been playing in Europe since 2011 when he left Chiefs to join Hoffenheim in the German Bundesliga.

The Zimbabwean has also played for FC Augsburg in the Bundesliga as well as Belgian sides KV Oostende and KSC Lokeren.

Nick Mangwana Raises Fears In The Country After Revealing That Scores Of Hardened Criminals From SA Have Been Deported Into Zimbabwe.

Photo: Nick Mangwana/Twitter

Zimbabwe’s Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana has raised nationwide despondency in the country after disclosing that neighbours South Africa have dumped into Zimbabwe a huge number of hardened ex convicts released from prisons in that country.

Zimbabweans have generally expressed unhappiness with South Africa’s Minister of Home Affairs Aaron Motsoaledi’s decision to repatriate the large group of detainees from the Lindela centre this week after Mangwana’s revelation.

Motsoaledi ordered the repatriations in response to an escape at the facility earlier this month.

Mangwana revealed the news to the nation that many of the returnees from South Africa are ex-convicts.

“These are mainly former prisoners; some have different histories from murder, robbery, fraud, housebreaking and documentation problems.”

Reports indicate that the offenders have been given a five-year ban on travel to South Africa.

There are fears that crime in Zimbabwe will spike if South Africa continues wholesale deportations.

Mangwana claims that 129 of the 527 repatriates who arrived on Saturday 9 May were ex-convicts.

Mangwana said that alongside the screening the repatriates would undergo there would be a vetting process to ensure that deported ex-convicts were not wanted for crimes in Zimbabwe.

Matemadanda Announces: Chamisa Has Been Removed By Supreme Court, So MDC MPs Are Going To Sleep On Empty Stomachs.

By Farai D Hove | As Zimbabweans based in foreign lands yesterday began fundraising to rescue their members of Parliament who are currently stranded, they witnessed a video of the ZANU PF national commissar Victor Matemadanda threatening the same MPs with hunger.

Supreme Court Created MDC In Disarray, Certainly Not Birds Of The Same Prey.

Thokozani Khupe with POLAD Ally Emmerson Mnangagwa

Standard|Thokozani Khupe yesterday convened the first national council meeting of a faction of the mainstream MDC where top officials clashed on a number of issues, including plans to recall more Nelson Chamisa loyalists from Parliament.

Prior to the meeting, Khupe and Mwonzora are said to have clashed over the recalling of legislators after the secretary-general used last week’s process to recall his foes in the party Chalton Hwende and Prosper Mutseyami.

There is growing suspicion in the MDC Alliance that the Khupe-Mwonzora clique will connive with Zanu PF to suspend the holding of by-elections so that the faction handpicks its supporters to replace recalled MPs.

“Dube is supporting Mwonzora because he believes he is the better candidate, has better leadership skills and stands a better chance against Zanu PF, but he has received a backlash and is now facing threats of violence from those in Bulawayo, who feel he is betraying his former boss and the Matabeleland region,” said the source.

President Emmerson Mnangagwa has been accused by the MDC Alliance of using Khupe and Mwonzora to destroy the country’s main opposition party.

Khupe And Mwonzora Clash Heavily On Recalling More MDC Alliance MPs

Thokozani Khupe

Standard|MDC-T acting president Thokozani Khupe and reinstated secretary-general Douglas Mwonzora are at odds over the recalling of more MDC Alliance legislators.

Khupe is reportedly keen on recalling 30 proportional representation legislators to create space for her own allies in the legislature, a move which Mwonzora is opposed to.

An unnamed official who attended the MDC-T’s virtual National Council meeting held on Saturday told The Standard that Khupe intends to get into Parliament and assume the position of leader of the opposition in the National Assembly, a position that was rejected by MDC Alliance leader Nelson Chamisa in 2018. The official is quoted as saying:

Khupe will possibly go it alone and recall the MPs herself next week.

Mwonzora does not want to recall the MPs because he wants to use them in his bid to win the presidency.

He has no supporters in the MDC-T and hopes to use the carrot-and-stick approach on those MPs fearing recall on his way to the presidency.

Khupe is watching him closely. She realised that and wanted to use (yesterday’s) council meeting to force for a resolution to recall them so that the cunning Mwonzora will not go to court over the issue.

The Constitution says that when a seat is vacated for one reason or the other, this would automatically trigger a by-election.

However, the law does not provide for by-elections for seats reserved for the Women’s Quota and Senate.

European Union Discloses Giving Zim Govt US$75 Million Package For Covid-19 Intervention

EU Ambassador to Zimbabwe Mr Timo Olkkonen

State Media|THE European Union (EU) has unveiled a US$75 million package to fight Covid-19 in Zimbabwe.

Of this, US$40 million was released through the United Nations Children’s Fund (UNICEF)’s Health Development Fund, while US$35 million was pledged by EU Commissioner for International Partnerships, Jutta Urpilainen.

EU Ambassador to Zimbabwe Mr Timo Olkkonen told state media that the bloc was one of the major donors in Zimbabwe’s fight against coronavirus.

“We are working with our partners on several fronts in the fight against Covid-19. The EU in Zimbabwe is one of the major donors of the health sector and our support goes through the UNICEF-administered multi-donor Health Development Fund (HDF).

“In the wake of the Covid-19 pandemic, we have released an additional US$40 million to the HDF, on top of previous support of 126 million Euro (about US$138 million). This money will mainly support — through our implementing partner UNICEF — the Government’s effort in the fight against Covid-19.”

Ambassador Olkkonen said US$15 million had already been distributed for materials to fight the pandemic.

“About US$15 million of that top-up has already been allocated for equipment (including Covid-19 testing kits and PPE), for mass awareness campaigns and for financial support to frontline staff — while we maintain our support to access to healthcare for the general population.

“In addition, we have requested our other partners, ranging from international and local NGOs to EU-funded civil society organisations and the Spotlight Initiative implemented through the UN systems, to re-route some of their activities and EU funding towards the Covid-19 response.”

Ambassador Olkkonen said the EU had committed an additional package of US$35 million.

“There is also an additional package of about US$35 million, which our Commissioner for International Partnerships, Jutta Urpilainen, announced to the President recently. This package has three components: a) immediate additional funding to the HDF programme to import mainly more testing kits and protective equipment while maintaining adequate level of service in health facilities, b) additional humanitarian aid funding through the European Union’s Department for Humanitarian Aid, ECHO, the most vulnerable in the provinces most affected by the current food crisis and c) to support the post-Covid-19 food and water needs later in the year.”

Ambassador Olkkonen said an already announced top-up of US$13,5 million to the Zimbabwe Resilience Building Fund will be partly allocated to strengthening the Covid-19 response, including improving water and sanitation facilities at community level “within a couple of months”.

Ambassador Olkkonen said the EU is supporting 25 000 local farmers in all the country’s 10 provinces in partnership with the Zimbabwe Agricultural Growth Programme (ZAGP) to boost productivity.

ZAPG is coordinating programmes such as Beef Enterprise Strengthening and Transformation (BEST), Dairy Value Chain (DVC), Inclusive Poultry Value Chain (IPVC), focus on animal health (SAFE), value chain upgrading for pigs and goats (VALUE) and Zimbabwe Agricultural Knowledge and Innovation Services (ZAKIS).

Ambassador Olkkonen said in the EU-funded agriculture and rural development projects, awareness campaigns have been developed on social distancing, targeting field staff and farmers.

He said the EU has been a partner to the Zimbabwean people since independence and “will continue to be here, building our political, economic, trade and development relations as much as we can”.

$600 Million Worth Of New $10 And $20 Notes To Be Thrown Into Circulation.

File Picture of RBZ Governor John Mangudya displaying features of new Zim notes

State Media|THE Reserve Bank of Zimbabwe (RBZ) will in the next few weeks introduce a new set of higher denomination banknotes to increase physical money supply and curb cash shortages.

Authorities have approved the introduction of $10 and $20 banknotes worth close to $600 million.

The money will be drip-fed into circulation beginning this quarter.

Currently, around $1,4 billion in cash is circulating. The new notes are expected to take the total to $2 billion.

Designs for the new denominations have already been approved, while printing is underway.

Zimbabwe has $2 and $5 notes and coins, which make cash transactions cumbersome, with small transactions now requiring huge wads of notes and coins due to inflation.

Cash shortages have triggered long queues at banks and an illegal market where premiums of up to 40 percent are charged to convert electronic money into cash.

In addition, cash shortages have led to the creation of a multi-tier pricing system, where prices of a single product differ depending on the customer’s mode of payment.

Authorities believe the new notes will enhance convenience to the transacting public and eliminate the illegal cash market.

Printing smaller denominations was also proving costly for Treasury.

A member of the RBZ Monetary Policy Committee, Mr Eddie Cross, told The Sunday Mail that an announcement of the new notes was imminent.

“The plans are advanced and higher denomination notes will be made available to the public sometime later this month,” said Mr Cross.

“The Reserve Bank will make the announcement. They (the notes) are being printed and the appropriate date will be announced soon.

“We had a meeting yesterday of the MPC and the Governor confirmed to us that the rollout will be in stages so it won’t be a full range of notes initially, but it will only be higher denomination notes.”

He said banks will be required to exchange their electronic balances for physical cash to ensure that no new money is created.

“We are moving cautiously because we don’t want to disturb the monetary balance and we are insisting that banks pay for the currency when they draw it so that there is no money creation,” he said.

“We are now taking steps to start implementing that. We started in September last year when we had about $500 million worth of notes in circulation and now we have between $1,3 billion and $1,4 billion notes. This will take it up to $2 billion. Our target is $3 billion, which amounts to about 10 percent of our money supply.”

RBZ deputy governor, Dr Kupukile Mlambo, refused to disclose the rollout plan, saying it was “sensitive”.

“That is a very sensitive issue . . . I cannot comment on it either way because I am working from Bulawayo these days,” said Dr Mlambo.

Soiled notes, said Mr Cross, will be removed from circulation as the new notes are introduced onto the market.

“The other thing is that we have decided that the Reserve Bank will start buying back soiled notes,” he said.

“We had suspended that operation for some time but we are now going to restart the operation and an announcement will be made pretty soon by the bank as to the procedures that will be followed by the commercial banks.

“So we are going to start buying back the soiled notes, which will then be destroyed. We are trying to clean up some of the older notes that are out there and maybe are beyond use. Gradually we are getting on top of the cash situation, cash will still not be in free supply but this is going to improve matters.”

RBZ Governor, Dr John Mangudya, did not respond to our questions while economist Mr Kingstone Kanyile said introduction of higher denomination notes was overdue.

He counselled transparency by the RBZ and banks.

“The higher denomination notes were long overdue if you just look at the inflationary trends and projections,” said Mr Kanyile.

“Depending on how much they are going to put in the market it has to be within the requirement of making sure that there isn’t excessive money going around. This is so because if there is too much printed money we will have a problem.”

Mr Kanyile said the RBZ would have to exercise moral restraint in terms of how much they print.

“The RBZ must always be transparent. The black market or grey market type of lending outside the formal banking system is a serious matter that has to be dealt with. The Central Bank must gain moral and public trust.

“This business of a connected individual and a few of his cronies having all the notes when the economy suffers must stop. Another thing is that those notes should start from as high as $50 or $100 because that is the reality of where we are.”

The Zimbabwean dollar was re-introduced in June last year following a ban on the use of the multiple currency regime that had been in place since 2009. Government subsequently introduced new $2 and $5 notes and coins late last year.

The multi-currency system was re-introduced recently.

$2.8 Million Dollars Worth Of Ecocash Transactions Sellout Two Econet Employees’ Deals In Foreign Currency.

TWO Econet Wireless Zimbabwe (EWZ) employees have been arrested for allegedly fraudulently using agent lines belonging to cotton company ETG Parrogate to conduct illegal foreign currency transactions.

Osmond Wachenuka (25) based in Nyanga and Nigel Domboka (22) of Mutare appeared before the Chipinge Magistrate Court last Friday and were remanded in custody to May 22.

A third suspect, Nyasha Nyatsungo, who is a former EWZ employee, is reportedly on the run. It is the State’s case that on April 25 this year, Domboka, who is employed by Econet as an independent contract worker in Nyanga, connived with Nyatsungo to reactivate ETG Parrogate’s merchant lines (0785 042 957, 0776 942 363, 0785 042 957 and 0776 448 826), which had been dormant from August last year to April 25 this year and were kept at the company’s safe at Checheche Growth Point in Chipinge.

The co-accused, who reportedly had access to Econet’s database, subsequently obtained the merchant codes and company profile particulars and sent them to Wachenuka, who was responsible for data capture at Econet Mutare.

He reactivated the lines after allegedly misrepresenting to his employers that Parrogate wanted a SIM replacement and PIN reset.

“The accused (Wachenuka) then sold the merchant lines to different people without Econet Wireless Zimbabwe’s knowledge or authority since they were on high demand.

‘‘One of the merchant lines — number 0785 042 957, was sold to Kudakwashe Mashangwa, who used it to transfer large volumes of money between April 25 and April 30, 2020.

Zimbabwe received an e-mail message from the Reserve Bank of Zimbabwe informing that it was suspected to be involved in illicit foreign currency deals using one of its merchant line numbers, resulting in the RBZ freezing all the company’s bank and mobile money accounts,” the State alleges.

Subsequent investigations, which revealed that more than $2,8 million was deposited in the company’s agent line in question and used for questionable transactions, led to the duo’s arrest.

The alleged scam was discovered by the Reserve Bank of Zimbabwe (RBZ)’s Financial Intelligence Unit (FIU) during its routine monitoring of suspicious financial transactions.

The central bank last week closed an unspecified number of mobile money agent line accounts suspected to have been fuelling black market foreign currency activities, which are widely blamed for the volatile exchange rate.

The suspensions affected a number of mobile money agent lines accounts across all networks. The majority of financial transactions in Zimbabwe are conducted on mobile platforms, with EcoCash accounting for about 95 percent of the volumes.

Preliminary investigations from the FIU show that transactions valued at more than $75 million were being processed through agent lines even though the nature of their businesses did not support such huge amounts.

Claims that some of the agent lines were in overdraft have also been equally worrying to investigators. Transactions on these lines were reportedly disproportionately high despite the lockdown, which began on March 30.

“Stop Grand Standing And Resign First,” Mwonzora Challenges Job Sikhala.

Job Sikhala

Paul Nyathi|Douglas Mwonzora has challenged MDC National Vice Chairman and Zengeza West legislator Job Sikhala to take the first step and vacate his parliamentary seat immediately if he is serious about the party MPs resigning from parliament.

Last week, Sikhala, indicated that all MDC MPs would leave Parliament in solidarity with Charlton Hwende, Prosper Mutseyami, Tabitha Khumalo and Midlands Senator Lilian Timveous, who were recently recalled from the houses by Mwonzora.

In an interview with state media, Mwonzora accused Sikhala of grandstanding.

“If he (Sikhala) is serious and genuine about leaving Parliament he should set an example and resign first. The fact that he has not done so shows that he is not serious. I don’t take him seriously.”

He said most sitting MDC legislators have since advised him that they are not willing to heed Sikhala’s call.

“That threat to withdraw is coming from people who no longer have control over the MPs.

The issue on who has control over MPs was resolved first by the Supreme Court and secondly by Parliament itself when these two institutions recognised us as the leadership of the MPs of the MDC-T.

“We have since advised our MPs that they must ignore that call. It amounts to short-changing the electorate because MPs were elected to serve.”

Victoria Falls: Newly Appointed Mayor Clashes With His Reinstated Counterpart

Confusion has rocked the MDC-led Victoria Falls Municipality after Councillors decided to elect a new Mayor despite the recent decision by the parent ministry to reinstate the former Mayor Somvelo Dlamini as ward 9 Councillor.

Barely a week after the Ministry of Local Government and Public Works informed the Victoria Falls Municipality of the reinstatement of former Mayor Somvelo Dlamini, the Victoria Falls Council on Thursday conducted elections which saw ward 5 Councilor Rich Mguni being voted the new Mayor of the resort town.

While acknowledging the decision by the parent Ministry to reinstate Dlamini, the Councillors say they had to conduct the elections on the basis that the former mayor sometime in March tendered a resignation letter.

The elections saw Mguni registering 6 votes while the other nominee Patricia Mwale secured 4 votes.

In his acceptance speech Councillor, Mguni pledged to contribute to the transformation of the resort town.

“I pledge to be at your service as we work together to develop smart Victoria Falls. I bring to you a leadership style that embraces equality and diversity, “he said

Meanwhile, Dlamini who did not attend the meeting has described the election as null and void.

According to the recently reinstated Councillor, he has since resumed his duties as Mayor and dismissed suggestions that he had resigned.

“As far as l am concerned l am still the Mayor of Victoria Falls and what l can tell you is what transpired today is a nullity and illegal move. I will carry on with my duties and pledge to serve the residents of this border town,” said Dlamini.

The MDC-T Secretary-General Douglas Mwonzora recently informed the parent ministry that the party had reversed Dlamini’s recall.

The move prompted the Ministry to reverse the dismissal letter which was issued to Dlamini on the 25th of March.
MDC Alliance leader Nelson Chamisa had expelled Dlamini from the party and recalled him as Councilor for Ward 9.

Following the court ruling which reinstated the MDC’s 2014 structures, the new leadership has taken a decision to reinstate all mayors who were fired by Chamisa.

ZEC Set For By Elections For Parliamentary Seats Left Vacant After Recall Of MDC Alliance MPs

Utloile Silaigwana

The Zimbabwe Electoral Commission, ZEC, is readying themselves to hold by elections for parliamentary seats left vacant following the recall of some MDC Parliamentarians last week.

The quartet are Prosper Mutseyami (Dangamvura-Chikanga) who was also the opposition party’s chief whip, Charlton Hwende (Kuwadzana East), Thabitha Khumalo (proportional representative Bulawayo Province) and Senator Lillian Timveous (Midlands).

According to the constitution, by elections will be held in Dangamvura – Chikanga and Kuwadzans East whilst the MDC-T under Thokozani Khupe which recalled the MPs will second replacements for Khumalo and Timveous.

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said the country’s supreme law was clear that if a seat is vacated for one reason or the other, this would automatically trigger a by-election.

“Our Constitution does not have a provision not to hold by-elections. If they decide to resign, we will at some stage have to hold the by-election unless if the vacancy occurs less than nine months to a general election.” However, the law does not provide for by-elections for seats reserved for the Women’s Quota and Senate.

MDC-T was allocated 50 seats of these seats after the 2018 general elections. Despite worries that further by-elections would burden State coffers, Minister Ziyambi said this would be “the cost we have to bear as a country for having undemocratic Movement for Democratic Change politicians”.

“It is also the right of other political parties to participate in by-elections.

I know for certain that the party which I represent, Zanu-PF, wants to participate in all elections when vacancies arise.”

Zimbabwe Electoral Commission (Zec) chief elections officer Mr Utoile Silaigwana confirmed that the electoral body had since been notified of the four vacancies in Parliament.

“I can confirm that yesterday (Thursday) we received the notification of the four vacancies that have arisen in Parliament. We will go ahead and call for a by-election when the time arises because currently all pending by-elections have been suspended in view of the Covid-19 pandemic.”

In the 2018 elections, Zanu-PF won 145 seats of the 210 contested seats in the National Assembly, the MDC-A had 63, while two of the remaining seats were won by the National Patriotic Front and an independent candidate. The remaining 120 seats that were apportioned for the Women’s Quota and Senate, with 35 seats allocated to Zanu-PF, 24 to MDC-A and one for MDC-T.

Twenty of the remaining seats were reserved for chiefs (18) and people living with disabilities (two) to complete the cumulative 350 seats in Parliament.

Hardpressed South African Hairdressers Petition Govt To Re-Open

Hairdressers find themselves among the many service providers losing their income during the coronavirus lockdown that has been in place since 26 March. To add insult to injury, many of them are small business owners or self-employed, which means they do not qualify for unemployment insurance benefits.

Despite the easing of lockdown regulations since 1 May, which allows for the sale of beauty and hair-related products – even from salons – this is often allegedly disregarded by law enforcement officials.

The Employers Organisation for Hairdressing Cosmetology and Beauty (EOHCB) put together a petition and got overwhelming support from the industry and clients to reopen salons, but this has not made an impression on government.

Despite the Level 4 lockdown downgrade, President Cyril Ramaphosa says South Africa needs to plan for the worst, as the country is yet to experience the worst of the Covid-19 pandemic.

Spearheading the initiative is Jade Delphine Tomé, a South African hair industry entrepreneur living in Portugal. She is involved with Tomé Distribution, a supplier of products to many local salons for the past 15 years.

“About two-and-a-half weeks ago we started getting messages from many of our clients – who over the years have become our friends – who have reached a point of real desperation. People were getting fired, many were getting retrenched it was becoming a really tough time for everybody.

‘We need to stand together’

“We decided we had to try to do something to get some form of reprieve. When government rejected the EOHCB’s plea, it immediately spiked a nerve in me to post a video on Facebook, which was a call on stylists and beauticians to say, we need to stand together, we need to fight back, we can’t take no for an answer…”

Tomé’s video quickly went viral and garnered thousands of shares and views. “I’ve only received positive feedback from people willing to stand together and try all avenues – that’s where it all began.”

According to Tomé, government’s biggest concern is social distancing and human contact. “But there are retail stores that are open where products are handled by people, and we as an industry are willing to settle to only sell retail products.”

According to government regulations gazetted on 29 April, beauty, nail and hair salons are allowed to retail specified categories of products, with all treatment services still strictly prohibited.

Salons follow strict sanitisation protocols

Salons that wish to retail during Level 4 of the national Covid-19 lockdown must obtain a CIPC permit. Sole proprietors cannot register with CIPC, but are able to get a letter and copy of the CIPC permit of the company that supplies their products, should they have one.

But according to Tomé, there have been some setbacks, such as alleged harassment by law enforcement and confiscation of stock, despite paperwork being in order. For fear of victimisation, the details of the incidents are being withheld.

“As a result, may salons fear the same thing happening to them, so it is a very precarious situation.”

Tomé says she is pushing for the reopening of salons because the industry has always been strict with hygiene and sanitisation and are adhering to Covid-19 regulations purely as a result of its training.

“We need some sort of reprieve, and I’ll take anything we can get as an industry to help us to start earning and income again safely and legally. Right now, a lot of salon workers are destitute – they don’t have any income whatsoever.”

As a consequence, the EOHCB will take its case to the High Court on 19 May, represented by advocate Carlo Viljoen. “We are going to fight this case on a fact-by-fact basis, using expert witnesses, proving that we can adhere to all the lockdown regulations – more so than other industries.”

Going underground

On ground level, life has been dire and unpredictable for those in the industry left in limbo by the current lockdown regulations, which has led to many workers plying their trade illegally.

Savannah* is a hairstylist who, out of desperation, has started to visit clients at their homes to make ends meet.

“Since the beginning of the lockdown we haven’t been able to work at all,” she told News24. “I didn’t make a cent for the first three weeks. My boss couldn’t pay any expenses or salaries.

“So for the past few weeks, I’ve been doing people’s hair privately. Obviously, it’s been really stressful… the fear of getting caught and compromising one’s professionalism, and looking over your shoulder all the time. But I had no choice, I have to do it – I have to pay my bills and put food on the table, there is no other way out.”

According to Savannah, she is a law-abiding citizen who has been “forced” to break the law to make a living. And she’s not the only one.

“Many people are doing this. My boss encouraged me to do it because she can’t pay me, and she is doing it too. I know people who are doing waxing from their homes, doing nails, and pedicures and so on. We’ve had to resort to being creative with certain tools, such a cutting up a file to use as a foil board, and sourcing our own products.”

But, in an ironic twist, Savannah is better off financially than ever before. “There is a massive demand and I have loads of new clients.”

Savannah does not believe that working illegally poses any real risks.

“All our equipment is sterilised and cleaned, as always. We use hand sanitiser, all our appointments are one-on-one, we wear masks – as long as everything is hygienic, the regulations don’t need to be so extreme. I know so many people in the industry who don’t know how they’re going to put food on the table. There are ways to make this work, it would be possible if there were just some flexibility.

‘It’s been life-saving’

“I’m just trying to pay my bills, I’m not doing some shady shit.”

Savannah says that, financially, she is doing even better than before the lockdown.

“There is a much bigger demand and I’m getting many referrals. Also, all the money goes straight into my pocket – it’s been live-saving. I would be totally screwed if I weren’t doing this.”

A client of Savannah’s, Nadine*, says the regulations are making criminals out of ordinary people. “These are people who just want to go about their lives and who don’t pose a significant risk to anybody in particular. I’ve never broken a law in my life; in fact, I have a law degree. I feel like driving something like this underground is really undemocratic and nonsensical.

“I’m having my hair done on Tuesday and I don’t feel guilty about that at all.”

Tobacco Farmers Decry Overly Restrictive Regulations Imposed By TIMB

THE Zimbabwe Farmers’ Union (ZFU) is lobbying Government to remove some regulations introduced by the Tobacco Industry and Marketing Board (TIMB) for the 2020 marketing season, which are being described as overly restrictive.

Small-scale tobacco farmers argue that some regulations were disempowering them.

ZFU has since approached the Ministry of Lands, Agriculture, Water and Rural Resettlement, TIMB and the Transport Association of Zimbabwe.

Farmers are particularly aggrieved by TIMB’s decision not to license transporters whose vehicles have a net vehicle mass (NVM) below seven tonnes.

Those who have been affected have been forced to hire other transporters who are reportedly charging an arm and a leg for their services.

In addition, farmers are reluctant to entrust their tobacco with individuals who might ostensibly want to represent them at the auction floors.

They claim that while this rule was necessary to ease congestion at the auction floors and prevent the spread of Covid-19, it might create room for them to be duped.

ZFU director Mr Paul Zakaria told The Sunday Mail that the farmers’ grievances deserve to be heard.

“It should not be the number of vehicles that bother authorities at the floors, but the number of people,” said Mr Zakaria.

“The issues they (farmers) raise are valid. Some of them invested in their own vehicles to avoid transport costs and now they are being told to use these other operators.”

Mr Zakaria said farmers were tired of being fleeced.

“They should be allowed to use their vehicles. As long as they have booked . . . there is no need for how they bring their product because this unnecessarily increases farmers’ costs.

“The reason why they invested in their own vehicles is because they were tired of being fleeced by transporters. Transporters just charge anything and they will get their money after the sales,” said Mr Zakaria.

TIMB chief executive officer Dr Andrew Matibiri said all the concerns were being considered.

“I can confirm that indeed we have heard the complaints from the farmers and the matter is being considered,” he said.

Some transporters are reportedly charging US$10 per bale, a fee farmers say is extortionate.

Speaking from her farm in Chegutu, founder president of the Zimbabwe Indigenous Women Farmers’ Association Trust Ms Depinah Nkomo said most farmers are smallholder farmers who owned two-tonne trucks.

“Rural and A1 farmers, among other small-scale producers of crops, are the ones responsible for the massive comeback of the tobacco industry over the years. But no one is looking out for us. We are being abused,” said Ms Nkomo.

She accused middlemen for lobbying for the TIMB regulations.

“Our Government does not want us to suffer. This is the work of middlemen. They want us to hire their trucks. But what will we be left with after paying these ridiculous amounts?” she fumed.

Mr Isaac Manhambo, a farmer from Mashonaland East Province, said farmers would rather be present when their tobacco is being sold.

“We are small-scale farmers. This is all we have. We have spent many days and nights tending to this crop. We would rather be present, but that is not possible because of Covid-19.

“This means we cannot escort our produce and neither can we be there during the price-determination process. After toiling so hard, we are now just donating our hard work because our money is now going into other people’s pockets,” said Mr Manhambo.

Another farmer, Elton Kurera, said sending a single person to represent up to 50 farmers leaves room for corrupt contractors and middlemen to undercut prices through collusion.

“While a lot has been written about the highest price fetched at the auction floors, nothing has been said about the average price. It is the average price that will inform absentee farmers what to expect from sale of their produce, even if they are not there physically.”

The 2020 tobacco marketing season opened on April 29 with farmers and buyers being asked to follow strict guidelines.

So far, deliveries and prices have been steadily going up.

Tobacco is one of the country’s top foreign currency earners.

Court Postpones Cowdray Park Assault Case Involving Two Police Officers

THE case of six police officers charged with assaulting two women in Cowdray Park in Bulawayo was not heard yesterday after it was decided that further investigations should be carried out on the matter before the suspects are taken to court.

The six, arrested on Friday, were supposed to appear at the West Commonage Magistrate’s court for the alleged brutal assault of two siblings from Cowdray Park on 16 April. The victims claimed police said they arrested them for violating the national lockdown regulations meant to combat the spread of the coronavirus by moving out of their home. The two had reportedly gone to buy food at a local supermarket before they were allegedly arrested by three officers that picked them out from a queue and cuffed their hands behind their backs. They were then allegedly force-marched, in between severe beatings and tribally charged insults, through a bushy pathway leading to Cowdray Park Police Base. At the police station, they alleged that they were further subjected to abuse by officers who took turns to assault them, leading to severe injuries.

The accused police officers are Simbarashe Bvekwa, Tichaona Zariro, Patson Gumoreyi, Elizabeth Denhere, Zibusiso Masuku and Christabel Munyondo. The official in charge of Public Prosecutions at the West Commonage Magistrate’s Court, Mr Nyasha Katurura, confirmed that the six police officers would appear at a date to be advised, as there were contradictions between the victim’s accounts and the evidence brought before the court.

“The case has been referred for further investigation. The police are yet to hold an identification parade. The victims had said two people assaulted them but six people were presented to us today. So, there is a need for further investigation,” he said.

The legal representative of the two women, Mr Nqobani Sithole of Ncube Attorneys, said they were worried about the manner in which investigations had been carried out.

“The two women who are complainants in this matter were picked up for whatever offence. The allegations are that they were then assaulted by two officers and as things stand, the investigations that have been done are shoddy to say the least. The six officers that have been brought here have not been identified by the complainants so whoever brought these officers here, we don’t know on what basis were they brought to court. Surely the complainants have not been given opportunity to identify them,” said Mr Sithole.

Mr Sithole said there was also a possible case of conflict of interest, as one of the investigating officers was also a person of interest in the ongoing legal action.

“One thing that is striking is that there is a Superintendent (name supplied) who is involved, it appears there is a senior officer who was part of the District Reactive Group and that officer is the one who is directing the investigation and surely it is a misnomer to have someone who is potentially supposed to be investigated being the one directing investigations.

“So, the investigations have been shoddy to say the least. For example, there is an entry in the docket where the Assistant Inspector was directed by the Chief Inspector to do an identification parade but he has not done so because the Superintendent has directed him to take the docket as it is to court. There is nothing that has been brought here save to say it has been a sheer waste of time. So, we have spoken with the National Prosecuting Authority that further investigations be done and the complainants be given further opportunity to identify the accused persons,” he said.

Representing the six officers, Nkosiyabo Sibanda of Tanaka Law Chambers said the State was only trying to delay the inevitable as further investigations would only provide the same information thereby acquitting the six accused.

“The matter is now pending before the courts so its sub judice so I cannot go into detail about the case. I can only tell you what has happened here today only. The position with regards to the females that have been assaulted by members of the police is that the matter has been stood down, or rather postponed, for further investigations as we were told. As the legal representatives of the accused persons we feel like the investigations will not yield anything other than what is already known to us,” said Mr Sibanda.

Bulawayo Family Opens Up On Testing COVID-19 Positive, Life In Isolation And Challenges Associated With The Disease

“THE picture was terrible. From the day our mother was confirmed positive of Covid-19 and subsequently four more of us, all we could picture was the whole family on ventilators and battling for life before we all die.”

These were the sentiments of one member of a Bulawayo family who tested positive to Covid-19.

The family is made up of five patients, Case #16, #19, #20, #21 and #22. It is from the family that one of its members came under the spotlight for allegedly moving around the city while supposed to be on self-quarantine after testing positive.

They are part of the 12 Covid-19 (coronavirus) positive cases in the city. Government on Friday said the country had 35 confirmed cases, 14 from Harare, five from Mashonaland East, three from Mashonaland West and one from Matabeleland North. Nine patients have so far recovered while four succumbed to the virus.

The Sunday News crew, fully dressed in personal protective equipment (PPE) on Friday visited the family at their home to get a first hand feel of how it has been living through in the trying times. A social distance of more than one-and-a-half metres was maintained.

The family is so sceptical about visitors and before granting the news crew an interview, a family member asked the reporters detailed information about themselves, jotting down particulars including the number plates of the car being used by the news crew.

“We have received calls from some people insulting us and visits from all sort of people, some claiming to be journalists,” the mother, who is according to Ministry of Health and Child Care records is Case #16 said.

The beginning
“We are cases #16, 19, 20, 21 and 22. Mum was the first one to get tested, the feeling was very terrible. The mentality that we had over coronavirus was death. The moment we were told she was positive, the next we were thinking was, she’s dead, generally. Being told that we were going to be tested because we are her contacts, because she got the virus from a patient at a local hospital where she works, was terrifying too. From that time until we got to know she was positive we already were not keeping any social distancing as a family; we would sleep on the same bed in the same rooms and chances were very high that we would also be positive. Meaning the chances were also high that we were thinking that we were also going to die. It was fearful. We were calling every family member telling them that we were going to die,” narrated Case #19.

Social Media
“Things worsened because of reports that were coming from the social media. Whatever was being said was not true and it was about me in particular. It was said I was found outside getting some ‘fresh air’, honestly who goes out looking for fresh air while carrying two plastic bags of groceries? But I had actually been given authority by the (Covid-19 Provincial) Rapid Response Team. After they tested mum, we told them we needed to go and buy food and I was told I could go. I never spoke to people. But reports came out that I was carelessly spreading the virus. It was a painful moment because I had been tested and was awaiting my own results and the media started saying all sorts of things,” said another family member.

Threats and insults
“There are five of us in the family, the youngest whom I understand is the youngest case in Zimbabwe is three years old, the other one is 10 and the other is 15, they are all my children. We are getting a lot of phone calls, terrible ones, we have people insulting us with unprintable words accusing us of spreading the virus. We also have the good side of the coin though where we have the community and relatives around us to give us strength and hope, they phone us,” the mother, who is the head of the family said.

Life in isolation
“We are 23 days in isolation now. It has not been easy, whenever you want something you have to call someone to get it for you, that person also has his or her own schedule too, remember. We now have a lifestyle of waking up in the morning, drinking concoctions, steaming ourselves thrice a day. We have no medication that we take, we were told the health officials only treat symptoms but the symptoms come and go so we don’t know if it’s now psychological that we feel these symptoms or they are not real. Words will say we are now beggars. Before the virus we would buy our own food, now we ask people for food. We wash our hands as if we have never washed them before, social distancing, the young ones want to go and play with their friends but they cannot,” she said.

The first part of the family’s re-testing was done on Wednesday last week and they are waiting for results.

High and low moments
“What keeps us going is hope, we will do a lot of things we had stopped doing. We hear 80 percent survive this virus and we tell ourselves we are a part of that number. When we survive, we want to go out there and see the world again. When you watch television then that is another side, we see all these people who have died from Covid-19, you really feel low. Like when we were tested again, we were then asking ourselves what will happen next if some results come back positive, will people be taken away from here (to be quarantined in hospital). It’s a scary thought. We have these fears.

Stigma
“You find many people are scared to come near us, many run away after delivering food parcels by the gate. They would then call us later after they have gone that they left something at the gate. Very few people actually talk to us and see us through the gate. I am afraid of the stigma that we will have after this episode, will people accept us? My daughter is always asking if we would be able to shop with everyone normally again. Will people know that we are the family that was positive? Worse still our home address and telephone number were released in the media so it’s a tough one because some people already know who my children are. When they go back to school how will the teachers react and other pupils because everyone now knows us. Some of my college mates even assumed when we closed schools, I had the virus already! While the virus is something I got after we had closed schools already,” said another family member.

Supplies
“We do need more Jik that we are told to use to disinfect the house with because it has run out and we need to disinfect the house every day. Foodwise we are lacking, we need more including relish and vegetables. We also need sanitary wear too and other toiletries for feminine hygiene. It’s so hard to ask for people for meat because the assumption will be we are being choosy, but that is a reality, we were eating meat when all this started. Our mother had been working hard all these years providing these things but now she cannot.”

Moving forward
“I doubt it will be the same when I go back to college and when mum goes back to work. I am praying that when I resume studies it would have all calmed down but I can foresee it coming. Imagine people at the hospital pointing fingers at mum saying she is the one who had coronavirus.

If she dare coughs people may say the virus did not clear up. Whatever we may complain about (healthwise) after this, will be linked to the virus. I wish the Government could assist more, we are five people affected in one household, the community cannot handle us alone, they have their own struggles as the economy is down and looking for that extra to give another person is difficult to be honest, but they are doing their best to assist with what they also have. The community is doing so well to help our family.

“Mom got this virus while at work, doing national duty, helping to save lives, the least we can get is some form of assistance from Government. Now she is neglected, no one cares about her emotions at the moment yet she had been in the frontline helping ill patients. It feels like she did this deliberately but no. Emotionally she is troubled and the least they can do is provide a counselor to come and talk to the family. We cannot be counseled on social media honestly,” said one of the daughters.

Case #16 tragedy
“I am hurt, I was infected while I was at work. We do need assistance with supplies for the family. I have worked at that hospital from October 1993 until the time I was infected. I once called asking for help and I was not really welcomed, I was told to wait a little up to now. The employer sent me numbers of counselors and they said I must look for them and they come and counsel me. I do not have that kind of time and energy, I am in distress. We do have counselors at work, could they not send one for my family? I feel so bad when I look at these children before me, they are sick because of me. I only have one child, Case #19 and my three grandchildren. I’m not sure of what is the way forward is. These children need to be looked after, my daughter needs to finish her college studies so I must go and work. I have no one to assist me, I need to also pay rentals for this house too and feed the family,” she pleaded.

Kwekwe Council Allocates CBD Bus Terminus To Vendors

THE Kwekwe City Council has converted Amaveni Bus Terminus into a marketplace as a way of regularising the operation of vendors in the city.

The move by the local authority is also meant to ensure hygiene is maintained post-lockdown.

The development comes as the local authority took advantage of the lockdown and demolished illegal structures and unregularised vending places in the mining town.

Kwekwe Town Clerk Dr Lucia Mnkandla said the move to demolish illegal structures was in line with the cleaner cities concept as directed by President Emmerson Mnangagwa.

She said the local authority was moving to regularise vending hence it was creating more vending stalls for the traders.

“The demolition was nothing personal but in line with the cleaner cities concept as enunciated by President Mnangagwa.

“We are, however, moving to regularise vending by creating a database and constructing more regularised vending places that are easily monitored by the council,” said Dr Mnkandla.

She said besides converting Amaveni, which had been idle for a number of years, into a market place, the local authority was creating more vending places in the Central Business District (CBD) and other areas like Mbizo.

Besides costing council thousands of dollars in licences, the illegal structures were posing as a health hazard to the residents.

Demolitions targeted backyard food outlets, illegal flea markets and vending stalls as well as shebeens that had sprouted around the city.

“This is clearly not a fight against our residents, but simply a fight against the spread of diseases associated by such unhygienic places.

“We are actually playing our role in a bid to protect the citizenry. As a way forward we are saying people who want to operate should approach council and regularise their operations. Anything illegal will not be tolerated going forward,” said Dr Mnkandla.

Employ More Teachers To Deal With Social Distancing: Teachers

THE Zimbabwe Teachers Association (Zimta) has implored Government to employ more teachers to reduce class sizes and teacher pupil ratio as one of the main pre-conditions to ensure social distancing before schools re-open.

Schools were supposed to open on 5 May for the second term but a new date is still to be announced. In a statement, Zimta said the Ministry of Primary and Secondary Education should put in place measures to ensure there would be social distancing in schools by reducing class sizes.

The teachers’ body said educators were convinced that the Covid-19 situation is not yet under control judging by activities on the ground which could worsen the situation if schools open for the new term.

“The coronavirus pandemic threat is worse as numbers of positive cases are on an upward trend. It is against this backdrop that educators being on the frontline to the provision of quality public education have raised the following concern. The current classrooms are overcrowded, having a teacher-pupil ratio of 1: 70 on average. Government must address the issue of huge class sizes as this is a fertile ground for coronavirus to spread. Government must as a matter of urgency re-organise class sizes during this lockdown so that should attendance and learning commence, class sizes are already reduced, manageable and enabling for social distancing to occur,” Zimta said.

Zimta implored the Government to also give guidance on monitoring of social distancing in learning institutions.

“The ministry must publicise all measures that have been put in place to ensure that learners do not contract the virus when they get to schools on the opening day, this is an urgent matter.”

It advocated for disinfection of communities and establishment of voluntary testing centres at shopping centres and schools countrywide.

Zimta said as far as educators are concerned, some issues should be addressed as conditions for schools to re-open. These include ensuring there is necessary equipment and protection. The educators’ body said arrangements should also be made for learners’ transport and response mechanism in the event that any school is affected in due course.

Information packs should also be produced and supplied to schools to guide pupils on hygiene and other response guidelines.

Zimta said in the obtaining environment, schools cannot be opened before the said conditions are met as that would put pupils and their families at risk, as well as reverse the gains made so far in the fight against Covid-19.

RBZ Begins Printing Of New Notes

THE Reserve Bank of Zimbabwe will introduce a new set of higher denomination bank notes over the next few weeks to increase physical money supply and curb prevailing cash shortages.

Authorities have given the greenlight for the introduction of $10 and $20 bank notes worth close to $600 million. The money will be drip-fed into circulation beginning this quarter. Currently, around $1,4 billion in cash is circulating. The new notes are expected to take the total to $2 billion.

Designs for the new denominations have already been approved and printing of the new notes is underway. Zimbabwe has $2 and $5 notes and coins, which make cash transactions cumbersome, with small transactions now requiring huge wads of notes and coins due to high inflation.

Cash shortages have resulted in long queues at banks, spawning a thriving illegal cash market where huge premiums of up to 40 percent are charged to convert electronic money into cash. In addition, cash shortages have led to the creation of a multi-tier pricing system, where prices of a single product differ depending on the customer’s mode of payment.

Authorities believe that the new notes will enhance convenience to the transacting public and eliminate the illegal cash market. Member of the RBZ Monetary Policy Committee Mr Eddie Cross told our Harare Bureau that an announcement of the new notes was imminent.

“The plans are far advanced and higher denomination notes will be made available to the public sometime later this month. The Reserve Bank will make the announcement. They (the notes) are being printed and the appropriate date will be announced soon. We had a meeting yesterday of the MPC and the Governor confirmed to us that the rollout will be in stages so it won’t be a full range of notes initially, but it will only be higher denomination notes.”

He said banks will be required to exchange their electronic balances for physical cash to ensure that no new money is created.

RBZ deputy governor, Dr Khuphukile Mlambo, refused to disclose the rollout plan, saying it was “sensitive”.

“That is a very sensitive issue . . . I cannot comment on it either way because I am working from Bulawayo these days,” said Dr Mlambo. RBZ Governor, Dr John Mangudya, did not respond to questions from our Harare Bureau.

Soiled notes, said Mr Cross, will be removed from circulation as the new notes are introduced onto the market.

Govt Says Parents Must Not Pay Fees For Online Lessons

SCHOOLS must not charge extra money for conducting online lessons or increase their fees for Term Two without seeking approval from the Government and those that will ignore the directive risk being de-registered, a Cabinet Minister has warned.

Addressing a media briefing in Bulawayo yesterday, Primary and Secondary Education Minister Ambassador Cain Mathema said schools that have demanded that parents pay for online fees and pay for Term Two fees were extortionist and would be de-registered.

The warning comes at a time when most private schools have gone on an overdrive demanding that parents either pay for online lessons or start paying fees for Term Two, which have been reviewed upwards from the first term. Minister Mathema said while his ministry appreciates that online and distance learning have become necessary owing to the closure of schools due to the coronavirus pandemic, there were concerns over how schools were using the initiative to “extort” money from parents.

“What the nation has experienced recently where such school initiatives appear to be construed as the start of the second term, with schools giving deadlines to parents and guardians for the payment of unapproved fees or levies is unacceptable.

“Some high fees and levies that have been brought to my attention, including foreign currency, appear extortionist and we should not have this in education. Section 17 of the Education Act provides for cancellation of registration by the Secretary. This is not an issue that was ever considered necessary given the cooperation that existed in the education sector,” he said.

The Education Act [25:04] applies to all Government and non-Government schools and correspondence and independent colleges. Minister Mathema said some private schools have broken the trust the Government had in them.

“However, the spirit of some of the non-State players in the sector is no longer clear. Some non-Government schools charge fees and levies that are initially affordable to many but in due course the fees and levies are hiked so much that the ministry struggles to cope with the relocation of some learners to new schools. I cannot emphasise enough the need for all schools to abide by the law and culture of consultation. We have a responsibility to be fair to our learners, parents and guardians. No school should attract our attention by doing wrong things,” he said.

Private schools in the city such as Petra and Whitestone gave parents up to 15 May to make partial school fees payments while they wait for Government approval. Deposits were ranging between $10 000 and $27 000. Parents with children at Masiyephambili said they had been told that Term Two fees were due last Friday, raising the ire of most parents.

“While the ministry is developing online and distance learning programmes, school initiatives are welcome. However, such initiatives by schools must receive the necessary approvals from the ministry before any implementation takes place,” he said.

Minister Mathema said any fee that is charged for online or distance learning programmes must receive approval first before schools can implement them.

“I would want us all to work as a team for the good of our children. His Excellency, the President has introduced a culture of dialogue, let us all please live by it because we belong, we all have one country, Zimbabwe. We therefore have no alternative but to dialogue with each other,” he stressed.

However, some private schools have defended their stance saying they were demanding school fees so as to meet salaries for teachers and support staff, and also to take care of other running costs in school maintenance.

Lockdown:24 000 Arrested For “Violating Restrictions”

AU Blasts Magufuli Over His Dismissal Of Covid-19 Test Kits

African Union, which is co-ordinating the continent’s Covid-19 response, has rejected claim by Tanzania president John Magufuli that test kits for the virus are faulty.

AU on Thursday, in a statement, criticised president Magufuli for his approach to dealing with the coronavirus, terming it as lackluster.

The statement comes after Magufuli on Sunday claimed Tanzania’s Covid-19 test kits were defective and that a goat and a pawpaw fruit had returned positive results.

Director of the Africa Centres for Disease Control (CDC), Dr John Nkengasong, said Tanzania and other African states were using test kits supplied by the Africa CDC in collaboration with the Jack Ma Foundation and met international standards.

“Tanzania is using the same test that everyone is using,” Dr Nkengasong said, noting that it was improbable the tests were faulty.

He went on to say that co-operation, co-ordination and collaboration were crucial if the fight against the Covid-19 pandemic was to be successful in the continent.

“No country in Africa is an island when it comes to dealing with the virus. What is needed is a coherent message right from the leadership of the continent down to the local level,” Dr Nkengasong added.

Tanzania on Monday suspended the director and quality control manager of its national laboratory pending a probe after the alleged faulty results, the Health Ministry said in a statement.

Magufuli’s response to the pandemic has received much criticism, as the East African country has implemented few measures to curb the spread of the virus.

Social distancing is hardly practised in Tanzania, where mosques and churches remain open.

The head of state also suggested praying and herbal steam baths could allegedly help prevent infection.

Almost all other African countries release daily reports on the latest Covid-19 tallies on infections, fatalities and recoveries.

Tanzania’s sluggish response has attracted criticism from the country’s opposition, which accused the Magufuli government of being secretive.

By last week, Tanzania had reported 480 coronavirus cases.

Extra-Ordinary Congress Is The Only Remedy: Mudzuri

Own Correspondent| Elias Mudzuri has claimed Zanu PF has nothing to do with the internal battles in the country’s main opposition party, MDC.

Six ZRP Cops Accused Of Bashing Bulawayo Women Yet To Appear In Court

The legal representative of the two women, Mr Nqobani Sithole of Ncube Attorneys, said they were worried about the manner in which investigations had been carried out.- State media

Econet, NetOne To Reduce Data Tariffs?

Human Rights Watch Condemns Nigerian Judiciary For Passing Death Sentence Via Zoom Trial

The sentencing to death of a Nigerian driver via Zoom is “inherently cruel and inhumane”, Human Rights Watch has said.

It comes after Nigeria issued a death penalty ruling using the video chat app because of the coronavirus pandemic.

Lagos judge Mojisola Dada sentenced Olalekan Hameed to death by hanging for the murder of his employer’s mother.

The hearing lasted almost three hours and was virtually attended by lawyers, including the attorney general.

They all participated in Monday’s session from different locations as part of efforts to stop the spread of Covid-19.

It was the first day of the easing of lockdown restrictions in Lagos, allowing people to go back to work – although all but urgent court sittings have been suspended.

The judge was in the Lagos High Court in Ikeja, Hameed was at Kirikiri Maximum Security Prison, and the lawyers joined from elsewhere.

Hameed had pleaded not guilty to killing 76-year-old Jolasun Okunsanya in December 2018.

“The sentence of this court upon you, Olalekan Hameed, is that you be hanged by the neck until you be pronounced dead and may the Lord have mercy upon your soul. This is the virtual judgment of the court,” Justice Dada is quoted as saying.

It is not clear if Hameed will appeal against the sentence.

‘Archaic punishment’

The BBC’s Celestina Olulode says under Nigerian law, state governors must approve death sentences before they can be carried out.

The death penalty is not commonly carried out in Nigeria – although courts continue to impose the sentence.

According to Amnesty International, there are still more than 2,000 people on death row and the last three executions took place in 2016.

Human Rights Watch told the BBC the creation of the virtual court during the coronavirus outbreak showed a commitment to accessing justice.

However, the judiciary was moving in the wrong direction by sentencing a person to death by hanging, it said.

“The irreversible punishment is archaic, inherently cruel and inhuman, it should be abolished,” Human Rights Watch said.

Nigeria has recorded just under 3,000 coronavirus cases and nearly 100 deaths.

ZRP Condemns Harassment Of Citizens By “Rogue” Cops

The Zimbabwe Republic Police (ZRP) has condemned rogue police officers who battered and bruised two women in Bulawayo’s Cowdray Park suburb for allegedly violating the ongoing national lockdown.

The women, who are sisters, were arrested on April 16 at a supermarket in the suburb where they had gone to buy food for their children.

National police spokesperson Assistant Commissioner Paul Nyathi on Friday said six people had been arrested over the incident and will appear in court this Saturday.

He said:
We have six suspects who are appearing in court tomorrow. That is what we can say for now.

We will release more information soon but what we can assure the public is that the case has been investigated and is being well handled. Nothing has been swept under the carpet. That is why we are taking the case to court.

They should not get carried away when they perform their duties.

They should stick to the mandate which the police have in terms of the constitution of the country, in terms of the deployment which would have been done by their commanders.

So, anyone who goes outside the deployment order and does their own things will face the full the wrath of the law.

The women were picked out from a queue at the supermarket and had their hands cuffed behind their backs by three police officers who then brutally assaulted them for hours with batons on their backs, hips and legs.

They were then force-marched through a bush to Cowdray Park Police Base, with the officers making frequent stops along the way to beat them with the batons.-State media

Sen. Mwonzora Were You Asked To Produce Fake Minutes Of An Empty Council Meeting?

Dear Senator Mwonzora,

Word has it out there, supported by recordings from the allegedly failed MDC-T Council meeting, that, only 28 genuine members out of the required quorum of 184 delegates attended your Council meeting, which makes it illegitimate. It is also reported that Patson Murimoga who was not part of the 2014 structures attended the meeting.

It is alleged that the 28 genuine people from the 2014 structures who participated include Paul Gorekore Harare, Pinel Denga Mashonaland East, one Damba Chitungwiza, one Pugeni, Gift Chimanikire, James Makore,Yvonne Musarurwa, Bernard Chiondegwa, Engineer Elias Mudzuri, Dr. Thokozani Khupe, Senator Morgan Komichi, Cllr Zumba of ward 38 and yourself.

It is reported that you were forced to produce minutes with a full compliment of names that will constitute a quorum.

It is also alleged that there are many members of the 2014 council who did not get an invitation, which makes the meeting invalid. If Elias Mashavire was courageous enough to institute court proceedings because he was not provided the opportunity to exercise his constitutional rights, the planned Congress will meet with the same first if you left out a single member from your invitations, including those in the Diaspora where there were provincial structures as this was a social media meeting.

The Extra-Ordinary Congress, given that it has become a national issue following a Court decision, is of public interest requiring transparency, and the entire process must be documentated, with a full list of the invitations sent out, and the names of those who attended, which will have to be checked against the list of people who are required to attend each meeting.

Mukuruva Praises Dembare

United States-based former Warriors and Dynamos goalkeeper Tatenda Mkuruva has credited his former club for his incredible rise to stardom.

A teenage Mkuruva became one of the youngest goalkeepers to ever play for DeMbare in 2013 when he was still at Prince Edward School and went on to keep goal for the Warriors at AFCON 2017.

The 24-year old, now with National Independent Soccer Association (NASA) side Michigan Stars, recalls how his journey started.

“Where it all started, I will be forever grateful to the Dynamos family, Coaches Kalitso Pasuwa, Tonderai Ndiraya and Tichaona Diya for my first professional contract.

I appreciate your determination in showing me I can do it! Thanking you for your perseverance, support, and love,” he wrote on his Facebook page- Soccer 24

We Are Behind President Chamisa -MDC Veterans

By Dr Takavafira Zhou

8 May 2020

Perturbed by the shrinking democratic space in Zimbabwe.

Realising that MDC Alliance and MDC-T contested as two distinct political parties in 2018 elections and both had subsequent Congresses in 2019 and 2018, respectively

Noting Zanu PF consented efforts to decimate a credible political opposition in Zimbabwe, in the form of MDC Alliance.

Baffled by deliberate attempts to conflate MDC, MDC-T and MDC Alliance for Zanu pf political expediency.

Recognising the SC judgement which although moot and academic, is restricted to MDC-T and not MDC Alliance

Concerned by the monumental injustice where MDC-T has been assisted by its masters, viz, Zanu pf to recall three MDC Alliance Mps (Hon Tabitha Khumalo, Hon Mutseyami and Hon Hwende), and a Senator (Hon Timveous)

Now therefore as MDC Veterans and custodians of our institutionary memory:

-Deplore and denounce the recall of MDC Alliance deployees as heinous, malodorous, an act of provocation, if not open declaration of war by Zanu PF through its proxies.

-Declare that the recall has no locus standi and must be resisted by all democratic means possible.

-Amplify that the name MDC does not belong to Khupeists, Mwonzoraists or Komichists (who are currently abusing it), but to many democrats who are dead, many democrats who are still living, and many other democrats who are yet to be born. It is in the courts of the people that the name must be contested. That contest has long been determined, sealed and consummated in the May 2019 Gweru MDC Alliance National Congress.

  • Reiterate our support for the MDC Alliance under President Chamisa as the legitimate President of the MDC Alliance, out of the May 2019 Gweru National Congress and indeed with a mandate to run the affairs of the party until 2024.

-Urge the MDC Alliance to realise fully the act of provocation and declaration of war by Zanu pf and be ready to engage in war of attrition in defence of their democratic space and egalitarianism.

-Commit our services at the disposal of the party in navigating the landmined democratic path that we embarked on in 1999.

-Reiterate our long held view that those who wish MDC Alliance away are in for a rude awakening, as it is here to stay and grow by leaps and bounds.

The blood of our departed veterans, and in particular that of our iconic founder leader, Morgan Tsvangirai, will continue to water our spirit of liberty and egalitarianism.

No amount of classical diversionary device of dictators, chicanery, brutality and force can stop an idea whose moment is up.

The MDC Alliance must remain vigilant and resilient every time. The people’s project must be fulfilled in our life time. Life is too short to spend it in misery. At any rate the darkest hour is just before dawn.

Nkomo’s Kids Fight Each Other Over Legacy

Joshua-Nkomo

Differences have emerged within the family of the late former Vice-President, Dr Joshua Nkomo over the use of his name and legacy.

The clash is reportedly pitting Dr Nkomo’s son, Sibangilizwe on one side and daughter, Mrs Thandi Nkomo-Ebrahim on the other. This was exposed last week when Mr Sibangilizwe Nkomo released a scathing Press statement where he attacked an organisation going by the name Joshua Nkomo National Foundation (JNNF) for using the late Father Zimbabwe’s name and legacy for what he described as mischievous political and financial gain.

Ironically, Mrs Nkomo-Ebrahim is a trustee of the foundation representing the Nkomo family. In the Press release, Mr Nkomo says that Mrs Nkomo-Ebrahim has no standing to represent the family in the foundation as she is not the head of the family.

“On behalf of the Joshua Nkomo family and the Nyongolo clan, we have been following some disturbing events and developments where we have witnessed the abuse and political exploitation of our father and icon, Dr Joshua Mqabuko Nyongolo Nkomo’s name, by some unscrupulous and dubious characters and individuals in the Joshua Nkomo National Foundation who allegedly claim that they have the blessings and approval of one of our family members and sister, Mrs Thandiwe Nkomo-Ebrahim.

“A case in point is the manner in which a so-called 2020 Joshua Nkomo Memorial Lecture that was clandestinely virtually delivered was organised and handled. The same people in the JNNF deliberately hijacked an on-going programme to use it as a platform to settle their political scores with the Government,” said Mr Nkomo.

He accused the foundation of bringing Dr Nkomo’s name into disrepute, and also being bent on destroying and tarnishing the Dr Joshua Nkomo brand and image, for their “selfish gains and sinister motives”. Mr Nkomo’s sentiments came after a virtual Joshua Nkomo Memorial Public Lecture was held by the foundation on Independence Day.

The public lecture’s main speaker was Mr Siphosami Malunga, the executive director of South Africa-based Open Society Initiative of Southern Africa Initiative (Osisa). In his statement, Mr Nkomo singled out Mr Mmillili Evans Tapela, who was once part of the Joshua Nkomo Legacy Restoration Project Trust, which he said was recognised by the family.

“For the uninitiated, the lecture series the JNNF has tried to hijack and purport to have initiated, are a product of the Joshua Nkomo Legacy Restoration Project Trust of which Tapela was once a member but was unanimously dismissed due to transgressions he did which in the end, brought a lot of trouble for the organisation. So, in essence, he has simply stolen ideas that he was exposed to and is now trying to use it for his selfish personal gain, chiefly, in financial terms. The said lecture that Mr Malunga delivered was organised that the Joshua Nkomo Legacy Restoration Project Trust only learnt of the said lecture via social media and otherwise,” said Mr Nkomo.

Contacted for comment, Mrs Nkomo-Ebrahim said while she was aware of Mr Nkomo’s Press release she had nothing to say on the matter.

“I have no comment on that matter,” she said.

Sunday News managed to get in touch with Mr Tapela who hit back at Mr Nkomo saying the foundation was working with all the blessings of the Nkomo family, who were also part of the board of trustees.

“I am the director-general of JNNF working under a permanent contract reporting to the Board of Trustees of JNNF of which Mrs Thandiwe Nkomo-Ebrahim is an executive trustee. The mentioned Joshua Nkomo Legacy Restoration Project, was in fact, a project started by joint collaboration between the JNNF and the Joshua Nkomo Cultural Movement which they then hijacked to form a Trust. As far as intellectual capital, the trustees and all stakeholders know my capabilities and my track record — mine is to deliver on the mandate and we are working, that is what we do. If you look at past reports on the public lecture, it was my doing,” said Mr Tapela.

He expressed shock that Mr Nkomo was distancing himself from the 2020 public lecture by Mr Malunga, claiming that he (Mr Nkomo) had actually made a call to Mr Malunga commending him for delivering a powerful lecture.

“We will continue to deliver on our mandate — offering a platform for dialogue on pertinent societal issues. Look out for another powerful lecture on Africa Day,” said a defiant Mr Tapela. – Chronicle/state media

Komichi And Mwonzora Endorsed Chamisa

Dear Editor.

Management writer Gillyher describes an ethical dilemma as a situation where there is no obvious right or wrong decision but there is a right or right answer.

An ethical dilemma a conflict between choices, whereby either choice results in a compromise of an ethical principle, but is meant for the general good of the community.

Confronted by poor health, the MDC-T must have known he would not be fit enough to campaign in the next election, so in 2016 he decided to expand the leadership team by adding two Deputy Vice-Presidents. His then Secretary-General Douglas Mwonzora appeared on video justifying the decision saying it had been regularised by the National Council, which is the decision is making body in between congresses. Those involved would argue that is was for the general good of the struggle to dislodge Zanu PF dictatorship.

When Tsvangirai finally died, the MDC-T was confronted by yet another ethical dilemma -whether to go to an Extra Ordinary Congress while at the same time preparing for elections. The MDC-T Council, chaired then by Deputy Chairman Morgen Komichi in the absence of Lovemore Moyo, made the decision to elevate Nelson Chamisa to the Presidency who many thought, and still think is the best foot forward to dislodge Zanu PF, including those who do not like him.  I too was of the of the opinion that an Extra Ordinary Congress was the best thing to do in line with the constitution, but when the explanation about the time that was left to prepare for elections and there was not enough time to prepare for an Extra-Ordinary Congress, I thought it was appropriate for the National Council to make the decision, which is also in line with the constitution. When such decisions are made, they should be binding to those involved. It is expected that people of personal integrity will go by the decisions.

Unfortunately in the MDC-T case, these decisions may have been made without fully consulting the members, leaving some people like Elias Mashavire disgruntled, prompting him to approach the courts.

But before Mashavire took the matter to court in September 2018, the marriage between two factions of the MDC had broken down to the extent that, confronted with the ethical dilemma of whether to resolve their differences and remain together as one, the members of the factions had taken the decision to go separate ways, and two parties had been formed out of the MDC-T, one maintaining the name MDC-T lead by Thokozani Khupe and the MDC Alliance lead by Nelson Chamisa, which started off as a election pact according to Douglas Mwonzora, who clearly explains on camera that election pacts end with the election.

I have argued before that the ruling by the Supreme Court is a suggestion for reconciliation. Politics is politics, there are people who just cannot work together. Not just politics, but even in work places, people leave organisations because they cannot work with certain personalities and cannot enslave themselves but continued working. Why would any politicians want to work with a bunch of politicians they are not comfortable working with?

The big questions for those trying to force a marriage of convenience through an Extra Ordinary Congress are:

1.      Have the people you don’t see eye to eye with all of a sudden become such good people you will want to hang around with because of a Supreme Court suggestion?

2.      What effort has been made to resolve the differences that lead us to where we are today?

3.      Are we doing all what we are doing because we are in politics to make money as said by Thokozani Khupe?

4.      Will a political marriage of convenience survive the storm?

These are the questions that all persons involved in this should address. As far as I am aware, none of the four questions has been addressed, and I want all those who are pushing for the Extra-Ordinary Congress should ask themselves, what does it matter to hold an Extra-Ordinary Congress that does not solve the Zimbabwe’s problems?

Obviously, Government and Zanu PF are more comfortable with a main opposition that is always fighting within its ranks, which is the product that we can get from a marriage of convenience through the proposed Congress. Is that what you want Douglas Mwonzora? Is that what you want Morgan Komichi?

While a complete MDC re-union is the desire for all people who want dictator Mnangagwa to go, it has to be done out of love. Our love for each other and our union of minds should be the only thing that should bring us back together. Let us be true to ourselves in order to bring to an end the suffering people of Zimbabwe. Let us not be in politics to make money as said by Thokozani Khupe, but let us be in politics to free the people of Zimbabwe from tyranny. If we are in politics to make money, let us not be sad or angry when people label us as Judas Iscariot.

Money earned by parties through participation in elections belongs to those who worked to achieve the seats in parliament that they achieved. You cannot be in politics to make money out of other people’s participation in an electoral process. What moral ground do Douglas Mwonzora, Thokozani Khupe and Morgan Komichi stand on to want a party that was not in existence during the time of elections to benefit from money earned while that party was dead? If the Supreme Court said decisions made after Morgan Tsvangirai died are not binding, why should there be any income that goes to a party that was dead time the Party was dead and incapable of making decisions. The parties that participated in the elections are the MDC Alliance and the Thokozani Khupe lead MDC, and those parties should receive what they earned from the election, and the Provisional High Court Order granted by the High Court should have been granted after weighing the facts presented. It is interesting how this will be finalised.

The ethical dilemma remains: should we weaken the opposition through a marriage of convenience and allow Zanu PF to continue to rule?
