In a clear dereliction of duty by Emmerson Mnangagwa’s regime, villagers in Mwenezi East constituency are being forced make monetary contributions towards construction of a clinic in a resettlement area known as Janhi or Petronella farm.
While the Constitution of Zimbabwe on Section 29 clearly state that it is the role of the State ‘to ensure provision of basic, accessible and adequate health services throughout Zimbabwe”, Mnangagwa’s regime through chiefs and headmen are collecting money from poor villagers in Mwenezi.
Section 76 of the Constitution also guarantees for the Right to Healthcare for every citizen and this can never be misconstrued to mean citizens must fund for their own healthcare facilities.
Shockingly, villagers in Mwenezi East under Chief Negari are being forced to pay R20 per household for the construction of a clinic.
Ironically, the same regime that is coercing villagers to pay for construction of health facilities rejected MDC Alliance President, Nelson Chamisa’s offer to build a hospital in Gutu rural district.
Mwenezi district is one of Zimbabwe’s main faces of poverty due to its semi-arid conditions and poor annual rainfall and like most communal areas in the country, villagers survive on less than 1US dollar per day.
It is an insult to the great people of Mwenezi East constituency who have traditionally voted for ZANU PF since 1980 but the same party in government is shouldering them with extra responsibilities to fund their own healthcare facilities.
It is time the people of Mwenezi East transfer their vote to a pro-poor and pro-people MDC Alliance party led by President Nelson Chamisa.

Tinashe Sambiri|The Zanu PF leader Emmerson Mnangagwa has betrayed the true Pan African agenda, the MDC Alliance Youth Assembly has said.
Mr Mnangagwa stands accused of allowing his bootlickers to steal and plunder national resources at will.
Below is MDC Alliance Youth Assembly spokesperson Stephen Sarkozy Chuma’s statement on Africa Day celebrations:
25 May 2021
Exactly 58 years after the formation of Organization of African Unity (OAU now AU) on this day, there is virtually nothing to write home as far as fulfillment of vision and aspirations of Africa’s founding fathers is concerned.
OAU, a noble platform created by revolutionaries and visionaries has been reduced to a club of dictators coalescing under the new banner of African Union (AU).
Where we used to have genuine African revolutionaries like Mwalimu Julius Nyerere and Kwame Nkrumah, we now have a clueless bunch of compradors, the likes Dambudzo Emmerson Mnangagwa and Kaguta Yoweri Museveni who use live bullets on their own citizens all for power.
The current looting lot we now have as our rulers are nothing more than conduits of expropriation and plunder of Africa’s natural resources.
Here in Zimbabwe, the campradors masquerading as the Second Republic are busy reversing the liberation agenda.
Vast tracks of land is being parcelled out to Chinese imperialists in Hwange and Dendairy white capitalists in Chilonga at the expense of black Africans who are being evicted from their ancestral lands.
These compradors who now pose as liberators have become the new found love for imperialists from all over the world for they pose no hindrance nor any harm to imperial interests but act as conduits to siphon Africa of her rich mineral wealth.
Imagine a whole President mortgaging our country all for obsolete buses from Belarus!
Africa’s founding fathers must be turning in their graves.
Behold, criminals running the affairs of our motherland!
Cry Mother Africa cry!
But all is not doom in our mother continent. We have a fine crop of new politicians with an unfathomable desire for an African success story.
From Zimbabwe’s Nelson Chamisa to South Africa’s Julius Malema and Uganda’s Bobi Wine, the continent can dare to dream again.
Happy Africa Day Zimbabwe!

Tinashe Sambiri|The Zanu PF leader Emmerson Mnangagwa’s administration is forcing villagers to fund the construction of a clinic in Mwenezi District.
Those who fail to comply with the directive will be punished, it has emerged.
The MDC Alliance has described the victimisation of villagers by the regime as dereliction of duty.

By A Correspondent- Exiled former deputy cabinet minister Godfrey Gandawa asserted that Mugabe’s relatives’ seeming paranoia that drove them to secure the former president’s body with multiple concrete blocks now appears well informed.
Gandawa also said Chief Zvimba’s ruling ordering the exhumation and reburial of the late former president Robert Mugabe shows that President Emmerson Mnangagwa is behind the whole process.
Gandawa argued that had the chief acted on his power as a traditional leader, he wouldn’t have ordered the reburial of Mugabe’s remains at the National Heroes Acre but in Kutama. Gandawa wrote on Twitter:
The seeming paranoia of Mugabe’s family, in securing his body with multiple concrete blocks, now appears well informed as we witness Mnangagwa’s macabre and desperate attempt to take control of Mugabe’s corpse, and whatever they believe it has, two years his death.
Mnangagwa’s actions are an embarrassment to the nation and further reduce our estimation in the eyes of the world.
It is unheard of for a president, via his proxies, to harass the widow of his predecessor in a bid to access his remains for unclear purposes. It is a disgrace.
Speaking to City Press from the Mugabe homestead at Kutama Village in Zvimba during the burial in September 2019, Mugabe family spokesperson, Leo Mugabe revealed that Mugabe was buried in a tamper-proof casket.
He said:
You know some people have an inclination for rituals. We are afraid that some people are after his body parts or even his whole body and they want to use that for rituals.
… the casket is tamper-proof and there is nothing unusual about that because we are trying to follow his last wishes which he confided to his wife before he passed on; he intimated that there were people who wanted to use his body for rituals.
Chief Zvimba, born Stanley Urayayi Mhondoro, gave an ultimatum until 1 July 2021 by which date both exhumation and reburial should have taken place.
By A Correspondent- Police in Bulawayo have arrested four men alleged to be part of a gang of six that was caught on camera assaulting two men in the city centre resulting in the death of one of their victims.
Trust Emmanuel Moyo of Cowdray Park suburb, Bongani Dube of Nguboyenja suburb, Tatenda Matsvimba of Trenance suburb and Earnest Sibanda of Mpopoma suburb were arrested on Saturday in connection with last Friday night’s murder.
The murder which was captured on CCTV from one of the nearby buildings occurred along 10th Avenue between Fort street and Joshua M N Nkomo street.
One of their victims: a 26-year-old man who was a resident of Pelandaba West succumbed to the injuries while the other one is admitted to Mpilo Central Hospital and is said to be in a critical condition.
Bulawayo provincial police spokesperson, Inspector Abedinico Ncube confirmed the incident.
“I can confirm that we are investigating a case of murder and one of attempted murder. Four suspects have since been taken into custody, Trust Emmanuel Moyo of Cowdray Park, Bongani Dube of Nguboyenja, Tatenda Matsvimba of Fletcher road Trenance, and Earnest Sibanda of Mpopoma were arrested and detained at ZRP Bulawayo Central,” said Insp Ncube. “At around 10 PM on Friday, the now deceased was walking in the company of the informant and his friend along 10th avenue between Fort street and Joshua Nkomo street, Bulawayo going towards TM Hyper. They were approached by six unknown male adults who disembarked from a blue and black Honda Fit and attacked them. The accused persons used big stones to hit the deceased and his friend on the head and face.”
Insp Ncube said the deceased sustained severe head injuries.
“His friend sustained head, facial injuries and is admitted to Mpilo Central hospital and is in a critical condition,” he said.
CCTV footage showed the gang chasing after people on a pavement of a shop.
After catching up with them, a gang member who was holding a very big boulder used it to crush the heads of the two men.
After the attack, the gang members left for their car but returned shortly afterwards, searched their victims and took their belongings before driving off.
Good Samaritans arrived and ferried the man who was still alive to hospital.
“Investigations are in progress and some follow ups are being made, members of the public are urged to come forward with any information that may lead to the culprits’ arrests,” said Insp Ncube.
“We are appealing to the members of the public to assist us in locating a blue and black Honda Fit which is used to commit robberies.
Members of the public are also advised to comply with curfew regulations as this heinous case occurred well into curfew.”-statemedia
By A Correspondent- Zimbabwe’s five major hospitals are still without substantive chief executive officers (CEOs) more than a year after they were fired, while most departments in the Health and Child Care ministry are being headed by acting directors, NewsDay reported.
Health stakeholders yesterday said this impedes the smooth running of hospitals and government programmes.
Last year, the Health and Child Care ministry fired five chief executives at the country’s major hospitals as part of a restructuring exercise to enhance operational efficiency, effectiveness and accountability.
The axe fell on Nonhlanhla Ndlovu (United Bulawayo Hospitals), Leonard Mabandi (Ingutsheni Central), Ernest Manyawu (Parirenyatwa), Tinashe Dhobbie (Sally Mugabe) and Enock Mayida (Chitungwiza Central Hospital).
Some directors in the ministry were also sent on leave, resulting in several departments operating without substantive heads.
These include the preventive health, nursing services, finance, human resources and pharmacy and family health departments, among others.
Community Working Group on Health executive director Itai Rusike yesterday expressed concern over the issue, saying threequarters of directors in the Health ministry were in acting capacity.
“We are worried that when one is on an acting capacity, s/he would not be job-secure and morale would be low, which would impact negatively on their work output, overall performance and even their own health,” Rusike told NewsDay.
“It should be noted that an acting director’s job is essentially to keep the organisation functional until the director returns or someone is appointed. With the current problems facing the health sector, it is important that substantive directors, who can change policies or implement them without fear, are appointed for the smooth operation of the sector,” he said.
In February this year, HSB board chairman Paulinus Sikhosana said government was finalising compensation packages for fired managers before recruiting substantive CEOs.
Health analysts, however, said replacements for the fired CEOs should be appointed urgently.

By A Correspondent- Chiredzi North Member of Parliament Roy Bhila (Zanu-PF) recently caused a stir after he demanded control over activities initiated by non-governmental organisations in the south-eastern Lowveld.
In particular, Bhila wanted to be involved in a US$19 million USAid Zimbabwe-initiated Resilience ANCHORS project targeted to benefit communities living around wildlife sanctuaries.
The project, which started in July 2020, is expected to run until July 2025. It will benefit wards in Bikita and Chiredzi, which are close to conservancies where human-wildlife conflicts are rampant.
African Wildlife Foundation (AWF)’s Cyril Moyo told a stakeholders’ meeting on Friday that the project would be implemented in Save Valley, Gonarezhou and Bubye landscapes.
During the question and answer session at the meeting, Bhila said as an MP he needed to be consulted each time an NGO launched a project in his constituency. He accused Chiredzi district development co-ordinator of sidelining him.
“As an MP who has an oversight role, I am disappointed that a project was launched in my constituency without being consulted. You just came here to make me rubber-stamp what I don’t even know.
“Save Valley conservancy is in ward 24, the ward is not here as participants. I am sure you are excluding it on the grounds that it is in the resettlement area. People in those areas are being mauled and killed by animals, but Save Valley Conservancy is not even compensating the victims’ families or footing the funeral expenses.
“You heard the Save Valley Conservancy chief executive officer, Robin Bouckaert acknowledging that people have been killed by animals in the past months, but the staff didn’t bother to attend the funeral in solidarity with the community. Human-wildlife conflict should be addressed once-andfor-all not the talk shows we used to witness in the past,” Bhila said.-newsday
By A Correspondent| High Court Judge Justice Siyabona Musithu on Monday 24 May 2021 quizzed lawyers representing President Emmerson Mnangagwa, Health and Child Care Minister Constantino Chiwenga and Zimbabwe Electoral Commission (ZEC) for their bureaucratic foot-dragging in not lifting the indefinite suspension of by-elections.Government in 2020 suspended the holding of by-elections with Chiwenga issuing Statutory Instrument 225 of 2020 which indefinitely banned the holding of all by-elections claiming that it was a precautionary measure to contain the spread of coronavirus.
But Chiwenga’s ban of by-elections was challenged at the High Court on 13 October 2020 by Women’s Academy for Leadership and Political Excellence (WALPE), Election Resource Centre (ERC) and six Harare and Marondera residents namely Ellah Tayengwa, Moud Chinyerere, Agnes Togarepi, Gracious Matsunga, David Gwanzura and Loice Gwangwara.
In the application filed by Tendai Biti of Zimbabwe Lawyers for Human Rights, WALPE, ERC, Tayengwa, Chinyerere, Togarepi, Matsunga, Gwanzura and Gwangwara, who cited ZEC, Mnangagwa and Chiwenga as respondents, argued that the suspension was a breach of the Electoral Act and the Constitution as government should have held by-elections before 30 September 2020 to fill in vacancies in local authorities and in the National Assembly.
On Monday 24 May 2021, Justice Musithu, who presided over the hearing and determination of WALPE, ERC and Tayengwa, Chinyerere, Togarepi, Matsunga, Gwanzura and Gwangwara’s application, quizzed Olivia Zvedi and Tawanda Kanengoni, the lawyers representing President Mnangagwa, Chiwenga and ZEC on why government was reluctant to hold by-elections considering that it had eased national lockdown regulations including opening schools and universities.
Justice Musithu also asked why government was averse to holding by-elections and yet other countries such as Tanzania and the United States of America had held polls recently.T
he Judge also asked Zvedi and Kanengoni to give an indication on when the indefinite suspension of by-elections would be lifted.
In his submissions, Biti argued that the motive of imposing a ban on by-elections by government has nothing to do with curbing coronavirus but is a suppression of democracy. He said government had suspended the Constitution by not implementing its provisions such as holding by-elections whereas other countries in Africa and beyond have held polls and emphasised that all constitutional obligations must be complied with diligently and without delay.
Zvedi argued that it is prudent for government to suspend by-elections in order to conquer the spread of coronavirus since the risk of a third wave of the pandemic was high. She also argued that section 86 of the Constitution provides for the limitation of rights hence government had taken the right decision in suspending by-elections.
Kanengoni argued that holding by-elections at a time of the coronavirus pandemic would curtail effective participation of the electorate and said that ZEC could only conduct by-elections once President Mnangagwa issues a proclamation.
Justice Musithu reserved ruling after hearing submissions by Biti, Kanengoni and Zvedi and indicated that he needed more time to go through all the submissions before handing down his verdict on the application.

By A Correspondent- Former Zanu-PF youth leader Kudzanai Chipanga has bounced back into mainstream politics after he was cleared by the ruling party’s Manicaland provincial executive, and now awaits politburo endorsement.
This announcement was made during the party’s provincial co-ordinating committee (PCC) meeting held in Mutare last week. Other former members seeking to revert to Zanu-PF are ex-provincial youth member Taurai Chiripamberi and James Kaunye, who had defected to former VicePresident Joice Mujuru’s Zimbabwe People First party.
The PCC meeting was attended by Information minister Monica Mutsvangwa, provincial chairperson Mike Madiro and former Finance minister Patrick Chinamasa.
“The issue of Kudzi Chipanga and others was tabled at the PCC meeting and in his remarks, comrade Patrick Chinamasa noted that if Chipanga was endorsed in his Makoni district, then the province had no objection. In fact the province had no objection,” said a party official, who refused to be named. Another source weighed in saying the names would now be forwarded to the politburo for consideration.
Madiro said he was not at liberty to disclose the names of those cleared to rejoin the party, adding that it was an internal process.
“Yes, we had a PCC, but on the issues of the names, it’s an internal process and I am not at liberty to disclose the names of the people concerned, which are forwarded to the party leadership for consideration,” he said.
“Yes, as Zanu-PF, we have names of people who have applied to be re-admitted to the party because they are happy with the vision of the party.”
Chipanga was fired by Zanu-PF in 2017 together with several other members aligned to the G40 cabal at the height of Zanu-PF factional fights.

By A Correspondent- Home Affairs Minister Kazembe Kazembe has been slapped with a US$90 000 lawsuit by three Harare women who were arrested and detained in Mabvuku suburb early this year for allegedly breaching Covid-19 regulations.
The three women are Linda and Millicent Mbundire as well as Mavis Katuka, claim they were arrested while they had left their homes to go and purchase some food items for their families.
The women say they were within 500 metres from their homes when they were arrested and detained for two days.
In their court challenge, the women cited Police Commissioner General Godwin Matanga, Officer in Charge of Mabvuku Police Station and one Constable Aleck as respondents.
They are each demanding US$15 000 for unlawful arrest and US$15 000 for unlawful detention.
In their declaration, the trio said the incident happened on February 13 this year when government moved to tighten its lockdown measures during the second wave of the pandemic.
Court has been told the three, who are neighbours, were arrested while within a 500-metre radius from their homes.
Linda Mbundire said when she got arrested, police seized her laptop, cell phones and passport and arrested her without warrant.
“The arrest was arbitrary and without just cause. Consequent to the unlawful arrest, each of the plaintiffs suffered damages in the sum of US$15 000 for unlawful and wrongful arrest,” she said.
After their arrest, the three said they were detained at Mabvuku Police Station between 13 and 15 February 2021.
Mbundire said the police “did not observe the Wednesbury principles and also failed to comply with the strict requirements of the Covid-19 regulations they purported to be implementing. The detention was needless, malicious and unlawful.”
According to court papers, on February 15, the trio was threatened and made to pay admission fines by Constable Aleck for purposes of securing their liberty.
Their lawyers, Mbizo, Muchadehama and Makoni said the charge in respect of which they were made to pay an admission of guilt did not exist.
For this, the three again demanded US$15 000 each as compensation plus interest.
The matter is yet to be heard.

Gutu – Two prominent MDC activists who were allegedly arrested by Police for wearing face masks inscribed with opposition leader Nelson Chamisa’s name have been acquitted by a Gutu magistrate.
Magistrate Mandlenkosi Ndhlovu dismissed the State case before going to full trial this morning. He said Police may have abused their power in the arrest of the two and depended on mere speculation.
“This case is like a boxing ring scenario where the law enforcement agents have an upper hand over their opponents before the match has even begun,” said Ndhlovu in the ruling.
He said that Police failed to establish a prima facie case against Charles Zvenyika and Edward Chagonda who were represented by Knowledge Mabvure of Chihambakwe Law Chambers and therefore the case was thrown out.
Magistrate Ndhlovu described statements by the arresting Police officers as inconsistent, contradictory and lacking the most crucial evidence to establish a case against the two.
He found out that Police arrested the two for touting but then went on to charge them for criminal nuisance. He said for one establish a prima facie case in a criminal nuisance case they Police needed members of the public who could come to court and testify that the two were indeed a nuisance.
“The State has not established the element of ‘annoyance to the public’ which is crucial to the successful conviction for criminal nuisance. The court cannot rely on the word of Police offices who were on a sting operation in the absence of independent eye-witnesses,” said the magistrate.
The two activists however, told the court that they were being arrested for wearing a mask inscribed Chamisa Chete Chete. They said the arresting officers told them that the law enforcement agent could not allow them to walk around with those masks.
In the case of Zvenyika, he was arrested and detained on several occasions in the past for being involved in MDC activities. He has a pending case in the courts where he lost three fingers when a Police officer banged a door against his hand at Gutu Police Station.
Zvenyika told The Mirror after the ruling that he was happy at the ruling as Police at Mpandawana is always targeting him. He said he spent almost a week behind bars for the trivial case which calls for a small fine.

By Luke Tamborinyoka| Today is Africa Day. This is the day we ought to revel with pride in our African-ness, notwithstanding last week’s continental shame when Africa saw some of her States either voting against or abstaining in a key resolution that is in keeping with the cardinal African values of solidarity and intervention.
Through the Constitutive Act of the African Union, Africa as a regional body has already domesticated the principle of R2P or the Responsibility to Protect, which is very much consistent with the African value of solidarity. Yet Zimbabwe last week was part of the roll of shame when it opposed a United Nations General Assembly resolution that seeks to protect vulnerable groups against genocide, war crimes, ethnic cleansing and crimes against humanity. In this African contingent of shame, Zimbabwe was joined by fellow African nations Burundi, Eritrea and Egypt while Angola, Algeria, Cameron, Kenya, Namibia, Mali and Ethiopia abstained In a key vote supported by our neighbours Botswana and South Africa.
The guilty are afraid.
It is reprehensible that on the eve of Africa Day, Zimbabwe would join rogue nations in opposing intervention in circumstances of heinous crimes that offend the very precept of humanity. On 4 October 2019, I wrote the follow piece for nehandaradio. com which remains pertinent especially against the background of uninformed African nations who are unaware that by being signatories to the AU Charter, they have in fact acceded to the chastity of R2P or the Responsibility to Protect, the largely noble principle under which some are today calling on the rest of Africa to intervene and save Zimbabwe from the precipice.
My brother George Charamba, for all his frothing and fulminations about sovereignty, is certainly unaware that the AU Charter, to which Zimbabwe is a signatory, in fact to a large extent domesticates the doctrine of R2P under Article 4 (h) which empowers member States to intervene on respect of “grave circumstances.” And by any definition, genocide, war crimes, ethnic cleansing and crimes against humanity are grave circumstances.
Africa must bring ED’s murderous regime to account
By Luke Batsirai Tamborinyoka
The African Union must, for the sake of its reputation if not for anything else, urgently intervene in Zimbabwe to save the lives of innocent citizens that are at serious risk from the murderous, vampire regime of Mr. Emmerson Mnangagwa.
The AU charter provides the continental body with adequate provisions that deal with dire situations such as the one in Harare where innocent citizens, including doctors, teachers, civic and political activists have been murdered, abducted and brutalized by their own government.
Notwithstanding the controversies of the principle of the Responsibility to Protect (R2P) and the excesses of the powerful nations after the invocation of the principle in Libya in 2011, the R2P principle remains relevant in today’s World especially in Africa.
R2P remains a laudable promise to brutalized citizens that the world will not fold its hands while innocent citizens are being brutalized, even by their own governments. It is commendable that with the advent of the AU in 2000, the continental body came up with its own version of R2P that is steeped in the founding charter of the African Union. Article 4(h) of the constitutive Act of the AU unequivocally grants the continental body with the right to intervene in a member State in respect of “grave circumstances.”
Indeed, “grave circumstances” are an apt summation of the situation in Zimbabwe where some 25 people have been callously murdered by the Mnangagwa regime. I will posit that these callous murders constitute a crime against humanity and the world, particularly Africa, cannot afford to fold their hands while an African government metes out such heinous brutality against its own citizens.
The blood-soaked legacy of Mr Emmerson Mnangagwa since the pilfered election of July 2018 is a matter of public record. The Mothlante Commission, appointed by none other than Mnangagwa himself, concluded that Sylvia Maposa, Ishmael Kumire, Gavin Dean Charles, Challenge Tauro, Brian Zhuwawo and Jelous Chikandira were murdered by the police and the military to whom Mr Mnangagwa is the Commander-in-Chief. At a personal level, I am particularly pained by one of the six slain innocent Zimbabweans, Ishmael Kumire who hailed from Matope village in my hallowed rural hood of Domboshava.
The Zimbabwe Human Rights Commission, an independent constitutional commission, similarly concluded that the State was culpable for the murders of 19 more people in January 2019. This means that in a mere 180 days, the State had killed 25 people. And what is more worrying is the deafening silence from Africa when the AU has adequate legal provisions that cover such brutal and callous acts!
When a State begins to endanger the lives of its own citizens as confirmed by the above independent bodies that have nothing to do with the MDC, it is high time Africa takes the situation seriously.
Even the abduction of comedians such as Gonyeti is no laughing matter in Zimbabwe!
Africa must prove to all and sundry that it can stand up and be counted. Africans have reposed their faith and trust in the continental body and the AU should not let them down and confirm the negative script of detractors who never see anything good coming out of our beloved continent.
The collective African conscience must be pricked when a government becomes a threat to its own people and Zimbabwe is a belated case where provisions of the AU charter must be invoked.
In fact, when a government becomes a threat to its own people, as ED’s government has become, stern action must be taken against it!
For what else is the purpose of government if it not only fails to protect citizens but becomes the biggest danger to their lives? The world, particularly Africa, has an inalienable responsibility to protect when a State on the continent becomes a threat to its own citizens.
The principle of sovereignty has become the perfect cover for rogue regimes. In fact, I will posit that the notion of sovereignty is an alien principle in Africa where the collective has always been regarded as more important than the individual.
On our beloved continent, ‘ we are therefore I am ’ is the underlying dictum as the community as a whole is more important than the individual, whether the individual is a person or a State.
In fact sovereignty is an alien concept in Africa. In a typical African village, there is no sovereign household, just as Mnangagwa should not be allowed to hide under the thin veneer of State sovereignty. In the village, if a man brutalizes even his own children and wife, neighbours and relatives will breach the sovereignty veil. They will march into his sovereign compound at any sight of trouble, barge into the homestead, break windows even, in response to the shrill cry of a troubled soul.
That is the Africa we know and that must have been the logic behind Article 4 (h) of the AU charter—that our neighbours will not fold their hands at the slightest hint of trouble at a neighbour’s house. They will involve themselves.
And indeed, there is trouble in Zimbabwe.
Zimbabweans are not safe. Citizens are not safe. Civil servants are not safe. Comedians are not safe and the citizens’ democratic right to protest and petition government has been callously proscribed, if not violently quelled. .
Indeed, no scarfed pretense can mask the mammoth humanitarian crisis unfolding in Zimbabwe.
And before we plead with the broader world, Africa must stand up and be counted.
The provisions in the AU charter are not ornamental. They should be invoked when the situation demands. And the situation in Harare is slowly becoming a threat to peace and security, aspects also covered by Article 4 (j) of the AU charter.
Mr Mnangagwa must be held to account. Africa must intervene in Zimbabwe under the novel principle of African solutions to African solutions.
Indeed, humanitarian intervention must always be allowed to tear through the narrow veil of sovereignty, which veil rogue regimes such as the one in Harare often use to hide their murderous acts. In fact, with the advent of international law and the notion of globalisation, the whole mantra of sovereignty is facing a severe threat.
Kofi Annan, an African himself and the then United Nations secretary-general asked a poignant and timeless question at the UN Millennium Summit in 2001: “ If humanitarian intervention is indeed an unacceptable assault on sovereignty , how should we respond to a Rwanda , to a Srebrenica — to gross and systematic violations of human rights that affect every precept of common humanity ?”
Indeed, how should our brothers and sisters respond to the murderous regime in Harare, if not by doing ANYTHING that it takes to protect the innocent citizens?
I posit that any procrastination in taking decisive action against the regime in Harare may yield another Rwanda. Africa has a responsibility to protect the citizens that are under siege from their own government in Harare, unless the AU wants to wait until rivers of blood are flowing across the planes of our savannah grass.
Africa should not fold its hands while citizens are under threat. After all, when the principle of R2P was sculpted, Africans were heavily involved. The African contingent that was part of the International Commission on Intervention and State Sovereignty (ICISS) that came with the principle of R2P included Algerian top diplomat Mohamed Sahnoun and our very own Stanlake Samkange, a lawyer. These Africans were part of the history-making team led by the Australian Gareth Evans that came up with the noble principle of R2P—the responsibility to protect.
Rogue regimes such as the blood-soaked administration in Harare need decisive action taken against them. At a personal level, I feel that the world and Africa cannot watch this disaster unfold. Anything goes against a regime that has become a threat to its own citizens. Decisive action must be taken.
For what is the import of a State, especially for one that has become a threat to its own citizens?
Africa should step up to the plate and show that stern and decisive action will be taken if African citizens are threatened by their own governments, even if that government brazenly stole an election.
It will be none but ourselves as Africans who will have to make the first step!

By Leonard Koni| I remember passing through Dubai on my way to Afghanistan, and what I used to see there is serious business.
Fifty years ago Dubai was a very small city in a desert but they have changed it into a hub of powerful economic development and activity.
Zimbabwe is not in a desert and it is endowed with large tracts of land and vast mineral resources but is ranked one of the most poorest country in the world.
Once a thriving commercial hub with the Ottoman Empire, we have reduced this nation to nothing.
Since 1980 our politicians have been busy fighting to consolidate power whilst other countries were making strides in building and improving their infrastructure.
We are the victims of decimation of our natural resources? We have spoiled everything for the love of power.
We are taking economic development for granted. We should start declaring corruption as a serious number one public enemy and a national disaster.
The state has the capacity to transform it’s economy simply with assets it already own. The danger is just immense. The economy has been destroyed through managing assets poorly. A good example is how the government has destroyed the Iron and Steel industry Zisco, Zinara, Cold Storage Commission just to mention a few.
We have a government that only prides itself in holding and winning elections on the expense of embarking on mega developing projects.
People must not be programmed to think that it is impossible to arrest criminals and corrupt government officials. Such people of that mindset must stay at the terraces whilst progressive people deal decisively with a cartel of looters in the government.
Right now ZACC appears to have lost its biting teeth or probably gone on AWOL.
We have politicians who are having more than one farm and still want to serve in the government receiving salaries and benefits whilst not paying attention to farming and production.
One cannot serve two masters at the same time. Those government officials serving in the government must decide to choose one thing whether to serve the government or do farming full time. They cannot do both because another sector will suffer. This is what is killing this nation.
With Zanu PF we are not going anywhere. 41 years into power we are failing to facelift Harare Mbare Fly Over.
How do you expect to listen to a smooth and refined sound from a scratched vinyl record?
We have a leadership which only knows looting and corruption. They don’t even care about infrastructural development. That is why forty one years after independence, we are still using old infrastructure left by Ian Smith.
In the midst of a global pandemic and economic quagmire and malaise our country has been plunged deep into a constitutional crisis. Zimbabwe is regressing instead of progressing.

Home Affairs Minister Kazembe Kazembe has been slapped with a US$90 000 lawsuit by three Harare women who were arrested and detained in Mabvuku suburb early this year for allegedly breaching Covid-19 regulations.

The MDC Alliance Assembly of Women joins the rest of Africa today 25 May in celebrating Africa Day. This is the day when Organisation of African Unity (OAU) was formed which later changed to African Union (AU) in 2001. Zimbabwe is a member of this body where the promotion of International Cooperation with due regard for the UN Charter and the Universal Declaration of Human Rights is one of the core objectives.
We celebrate this day with tears on our cheeks as women, mothers and girls of the African continent who continue to suffer economically, politically and socially because of policies and decisions made by leaders who do not want to give us our Democratic space. Africa is dominated by leaders who are dictators and who want to cling on to power through undemocratic means such as election rigging, torturing and silencing voices of dissent, sexually abusing female politicians unlawful detentions and killing of opposition members amongst others.
490 million people in Africa are living in extreme poverty whilst more than 72% of Zimbabweans live below the National Poverty Line (NPL) of which women and girls constitutes a bigger percentage of this.
Women and girls continue to live under difficult conditions where they cannot afford basic needs like sanitary wear, clean environment, sound health delivery system and many more because of collapsed economies due to poor governance and misplaced priorities. Women empowerment and gender equality remains a myth.
We continue to experience abductions and sexual harrassment from security officers who are supposed to be protecting us. The governments have become perpetrators and the AU is silent about all this. It has become a toothless bulldog which cannot protect its citizens from violations of the human rights as witnessed by its quite diplomacy in the case of the trio Joanna Mamombe Cecilia Chimbiri and Netsai Marova which got the intervention of the International bodies and Embassies whilst African Union remained silent.
We are much worried as women when crimes against humanity especially against women just go unpunished and wonder who will actually protect us. Our country is being governed by terrorists who are being protected by the AU leaving the majority of the citizens doubting its sincerity.
This is not the Africa we want. As women we want the Africa that respects women and girls, promotes democracy, allows all freedoms to prevail and promotes free and fair elections, hence we are calling for every women in the continent to resist dictatorship and speak out.

The time is now to propel human rights through arts, culture and heritage.
The Zimbabwe Human Rights NGO Forum (the Forum), the Southern Africa Human Rights Defenders
Network (SAHRDN) and Magamba Network join the continent in celebrating Africa Day. This day is
dedicated to commemorating and celebrating the Organisation of African Unity (OAU), which was
established on 25 May 1963, and transformed into the African Union (AU) in 2001. This year’s theme
is Arts, Culture and Heritage: Levers for Building the Africa We Want.
The Africa Day theme for 2021 is a declaration for Africa to invest more resources in promoting
national and regional social cohesion by investing in African culture and heritage as a vehicle for
promoting the national economic and social development goals outlined in Africa’s Agenda 2063. It
also highlights the dire need to invest in the arts industry and encourages artists to speak on human
rights issues through art. On the contrary, in Zimbabwe artists are afraid to speak up against the State,
dreading retribution, abduction, and assault. In January 2019, musician Obey Makamure’s (Tocky
Vibes) pregnant wife and manager were assaulted by soldiers after the musician released a song that
spoke out against state-sponsored torture. Similarly, in August 2019, comedian Samantha “Gonyeti”
Kureya, whose skits and videos present satirical criticisms of the Government and its policies, was
abducted, tortured and inhumanely treated. Again, in October 2019, ZimDancehall artist Platinum
Prince was abducted and assaulted for releasing a song in which he criticised the President. This goes
against this year’s theme, which seeks to promote arts and culture as voices for the voiceless.
Not only is the arts industry under attack in Zimbabwe, but the Government has also launched an
onslaught against the rights of citizens. The culture and heritage of citizens are systematically eroded
in areas like Chilonga, and Dinde situated in Hwange where the State is set to displace thousands of
people to benefit the elite. It is sad to note that whilst the African continent is celebrating culture and
tradition as building blocks for economic development, authorities in Zimbabwe are working overtime
to destroy sacred cultural burial sites and shrines to pave the way for businesses without remorse.
The State has sharply departed from the tenets of constitutionalism and the values of Ubuntu. On the
democracy front, the independence of the judiciary remains in question, particularly based on the
increasing cases of pretrial detention and the denial of bail for opposition party supporters and human
rights defenders.
In view of the foregoing, the Forum, SAHRDN and Magamba Network note with concern the deliberate
desecration of the traditional arts, culture, and Zimbabwe’s heritage. Of major concern is the
systematic erosion of dignity through gross human rights violations for political expediency. These
issues are at the core of Zimbabwe’s problems as they constitute a significant violation of our African
principles of Ubuntu. The Forum, SAHRDN and Magamba Network implore the Government of
Zimbabwe to invest in Arts, Culture and Heritage to empower citizens and ensure that human rights
are protected, promoted, and respected.

By A Correspondent- Two brothers and their accomplice colleague from the Mashonaland region who were supposed to be sentenced for allegedly swindling a Bulawayo resident of US$70 000 after selling him 7kg of fake gold have absconded.
The court has issued a warrant of arrest for Kudakwashe Pfavai (28) of Marshal Farm Chakari, Daniel Pfavai (29) of Nowhere Phase 1, Norton and Nyasha Marumahoko (28) of Chikonohono in Chinhoyi.
Bulawayo magistrate Ms Linear Khumalo postponed the matter to Thursday this week as the accused persons did not show up for the ruling.
The State represented by Mr Nhlalwenhle Dube said on 14 November 2020, the trio enticed Mr Phinias Munda of Imbizo Barracks, who is a manager at Ndlovu Syndicate Mines in Enyandeni at Matopto, to buy gold in Shangani area.
“Mr Munda drove to Shangani and met the accused persons who showed him a loaded 50kg cement sack tied and placed inside a boot of a Mercedes Benz C200 registration number AFG 1336 indicating to him that it was unprocessed powdered gold. The trio lured Mr Munda to the nearby Shangani River where there was enough water for slimming. Using mercury, the sand produced 7kg of amalgam,” said Mr Dube.
The court heard that the suspects and complainant weighed a smelted sample of 42.3g of amalgam and got 41.1g of gold. Mr Munda got deceived as he failed to observe that the real gold which they used as a sample had been switched by one of the accused from his pocket.
After sampling they agreed that 7kg of amalgam would produce 2kg of gold after smelting. Mr Munda paid US$70 000 and left for his office to smelt the “gold concentrate.”
The offence came to light after Mr Munda had smelted the amalgam and discovered that he had been duped. He made a police report.
Police tracked down the trio and arrested them in Chinhoyi while they were travelling in a Toyota Runx registration number AFA 0874. Police searched the vehicle and recovered a sack filled with the same sand hidden inside a boot. The complainant was contacted and positively identified the culprits.
In their defence the trio denied fleecing Mr Munda, arguing that they did all necessary gold processing procedures in his presence and reached an agreement. They further argued that Mr Munda wanted to con his employer through fabricating a fraud case against them.
The recovered sands and remains of the fake gold were taken to an assayer who ascertained that it was fake.
Mr Munda suffered a prejudice of US$70 000 and nothing was recovered.

By A Correspondent- Harare City Council said it is owed at least $7, 8 billion by ratepayers who include government departments and residents.
Addressing a press Monday, Harare Acting Mayor Musarurwa Stewart Mutizwa who was flanked by acting town clerk Engineer Mabhena Moyo said the city’s operations were being choked by the ballooning debt.
“Failure to pay over the years has gotten us to where were are today. Council is owed over $7,8 billion which, if paid today would go a long way in addressing the sticking service delivery areas. We have put mechanisms to recover the debts so that we can plough that money into service delivery.
“Soon, we are publicising names of huge debtors who are holding onto public funds meant for service delivery. Services were provided and they did not pay. They are now holding the city at ransom,” he said.
At a time when the late Nehanda Nyakasikana’s family is viciously disapproving the erecting of a statue in her name, Emmerson Mnangagwa is today going ahead to do as he wills, having yesterday obtained powers to exhume his predecessor Robert Mugabe’s remains, again, against the Gushungo family’s approval. All this is happening today the 25th May 2021.

The lockdown that never was
Yesterday was a Sunday, and it felt really awkward to be at home at the time of congregational worship. I decided to introspect and revise the terms of the lockdown imposed on Kwekwe. I discovered that the only things that have been locked down are the churches and the bars. Then we took a drive around the townships and discovered that all bottle stores and drinking places were open and it was business as usual, and the city centre and Mbizo & Amaveni high density surbubs were bustling with life. We saw mapostori coming down from their mountains of worship. In essence, only the formal registered churches with buildings have been locked down. Weddings are always so few as to have any impact on society at large. Remember there is already an order limiting gatherings to 50 people, be they church services, funerals, weddings or political gatherings. Further reducing funeral gatherings to 30 people does not make any difference, especially as no one goes to count the funeral crowds to enforce the laws.
As the MDC Alliance we believe strongly in data informed targeted lockdowns, as espoused by the people’s President Advocate Nelson Chamisa in January of this year. We do not seem to have compelling data for a lockdown in Kwekwe at the moment, with only twelve reported positive cases since the outbreak started on 09/05/2021, the last of which was on 14/05/2021. If the government had wanted to do a pre-emptive strike on this potentially disastrous outbreak, I think it should have been done on 09/05/2021 when the first cases tested positive, with the full knowledge that they had received a family member from India.
What is our advice to government now? Lift the lockdown on churches in Kwekwe and allow them to meet as before with a head count of 50 per service. Churches are the only institution affected by this latest lockdown. All the other measures can be left as they are because they are not a significant departure from what has already been pertaining.
Community surveillance and contact tracing are of the utmost importance for detecting any change in transmission. Our testing capacity must therefore be ramped up markedly. Quarantine of arrivals from India is a welcome move and we commend the government on taking this bold move. This means people must have serious business to do before they decide to travel from India to Zimbabwe. This is a necessary but time limited intervention, and everybody should comply without fear or favour. Regular random genomic sequencing of the circulating virus is necessary for future planning. We should not relax on health education to the population on masking up, social distancing, avoiding super spreader events like rallies that Mnangagwa had in Gokwe at the weekend, hand hygiene, cough etiquette, and seeking healthcare early. Government should go a gear up in giving technical information about the vaccines we are giving, both to the health workforce and to the general public. After giving the first dose to over 600000 people, the government should by now have published results of the vaccination campaign in terms of safety and efficacy. We are all waiting anxiously.
Finally, we encourage every Zimbabwean to stay safe and follow all the WHO recommended regulations to prevent the spread of Corona virus. Bear in mind that this is a terrible pandemic.

Kwekwe City’s intensified localised lockdown came into full swing yesterday, with a heavy police presence in the central business district, coupled with strict enforcement of existing general Covid-19 regulations for those entering shops and banking halls.
Service providers such as ZESA did not allow more than five people inside banking halls to ensure social distancing.
Zupco buses also spread out passengers on buses from yesterday, meaning many residents took a long time to get to the outer suburbs.
“We have been asked to make sure that we sanitise commuters getting into the bus and to limit them to two passengers per seat.
“We are strictly adhering to that because that is the first thing they check at police roadblocks to ensure we are compliant, said Mr Alfonse Mushayi, a Zupco driver plying the City-Mbizo route.- The Herald
By Nomusa Garikai | In August last year, VP Constantino Guveya Chiwenga promised that Zimbabwe will have a five star health care service.
”Things will never be the same again. We are restructuring and reforming our health delivery system. We want to rebuild the structures from village to referral level. Things will never be the same again,” he said.
“We have already identified the problems and we do not want a repeat of what was happening before.”
He said that in August 2020, nearly a year ago now. Things have not improved. Indeed, if anything the situation is dire now than even.
Zimbabwe’s health care services have all but collapsed because of decades of being starved of funds. The country has haemorrhaged so many health care workers over the years forced to leave the country in search of a living wage and a future for themselves and their family. As we speak, many nurses are back on strike demanding better wages and working conditions. Government is still failing to provide adequate PPE for the corona virus frontline health care workers.
The feared new corona virus outbreak is upon us with reports of 1 820 new cases and 26 deaths in one day. Health care workers are amount the new cases with 25 and 3 nurses from Zvishavane Hospital and Claybank Hospital respectively on that list.
“Nurses have been on strike for the 34 days with only student nurses and those on probation reporting for work at hospitals. Other health workers, fearing to contract the deadly virus, are reportedly taking leave days, forcing some hospitals to shut down even casualty departments that had remained operational,” reported Bulawayo 24.
“To this end, all nurses including those on probation are advised not to continue to go to work and to withdraw their labour. This is no longer an issue about remuneration only but it is also about their health,” said Enoch Dongo, Zimbabwe Nurses Association president.
“People are dying at home.”
This only serves to highlight the glaring discrepancy between Zimbabwe’s official 38 682 corona virus cases and 1 586 deaths. All those people who are sick and dying at home are never tested and therefore are never included in the official figures.
It is worrying that many health care workers should be infected since they are supposed to be all vaccinated by now. But with under 600 000 or 6% of the target 10 million vaccinated, it is quite possible many of the health care workers are yet to be vaccinated.
Many nations have already vaccinated 70% plus of their people and are set to reach their target herd immunity in the next two or three months. Only VP Chiwenga can answer why Zimbabwe has taken six months since the first vaccines were approved to vaccinated a measly 6% of the target 10 million?
“While covid-19 is spreading all over, the government is not doing anything to capacitate our hospitals. We are surely bound to lose the fight against covid-19 with this sort of approach,” warned Dongo.
The truth is with the hospitals that are so poorly equipped, not even clean running water, no nurses and doctors poorly; of course with have lost the fight against even the common cold much less covid-19!
VP Chiwenga was only boasting about Zimbabwe a five star health care service. He is just a blundering buffoon whose only care is to remain in power so that he and his fellow Zanu PF cronies can continue to rob the nation blind.
A lifestyle audit of VP Chiwenga and the Zanu PF ruling elite will show they are the Godfathers of the wholesale looting that has created a filthy rich ruling elite at the expense of the millions now living in abject poverty. The ruling elite have built sprawling palatial mansions, with fleets of posh cars and live extravagant lifestyles. VP Chiwenga has indulged his love of watches; he has over 45 gold watches alone.
Zimbabwe is not a poor country, it only appears so because the country’s vast wealth is being creamed off to feed the insatiable greed of the ruling elite and their foreign masters. Andrew Flaming, renamed Parerenyatwa Hospital after independence, was a five star hospital. It has long since lost all the star rating.
What a time for the country’s health care services to collapse! Zimbabwe will pay dear dearly, in lost opportunity and cash plus heartbreaking human suffering and lost lives, for doing nothing these last 41 years whilst the country went to the dogs. And as long as the country remains a pariah state ruled by corrupt and vote rigging thugs, there will be no meaningful economic recovery, no sound health care, no education, etc.
Zimbabwe will have a five star health care service! That was just the “boastful dog claiming to put out the furnace fire with its punny fart!” as the great Chinua Achebe so aptly put it. – SOURCE: zsdemocrats.blogspot.com
By A Correspondent- Zimbabweans should expect a steep rise in the cost of electricity in the near future after Energy and Power Development Minister Zhemu Soda said current power tariffs are unsustainable.
ZESA Holdings has started the process of seeking a tariff review from US$c7,5 to about US$c10 per unit, it has emerged.
At the moment the country is bridging electricity supply gaps through imports.
Speaking in a recent interview with ZBCtv, Minister Soda said for the power utility to be able to guarantee adequate power supplies, there is a need for a tariff hike.
He said:
As you might be aware, we are importing power from outside the country especially during peak hours and more so during this time of the year in winter.
Our power is imported at as high as US$0,24c per kilowatt-hour whereas we are selling that power from ZWL$07,67c per kilowatt/hour.
In order for us to achieve what we are envisioning to provide adequate power and sustainable electricity, there is a need for tariffs to be reviewed.
Minister Soda said the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) was also at the moment failing to meet its debt obligations due to low tariff levels.
Home Affairs Minister Kazembe Kazembe is reported to have sent police officers to aspiring Mashonaland Central province chairperson James Makamba last week.
Both Makamba and Kazembe could neither confirm nor deny the allegations.
Sources familiar with incident allege Makamba was arrested at his rural home in Mount Darwin after his family and friends had gathered to welcome him.
“Police came and arrested Makamba accusing him of violating covid 19 regulations but they were pleading with him that they were sent by Kazembe on political grounds since he showed interest in contesting him in the looming provincial elections, ” said the source.
Kazembe did not respond to questions send to him by this publication while Makamba refused to comment on the issue.
Meanwhile, Makamba’s arrest has raised eye brows within the ZANU PF camp as analyst argue that their gatherings accommodate more than 50 people chief among them the provincial coordinating committee which Kazembe chairs.
“It is astonishing to note that Kazembe is using security agencies for political power in the name of violating covid 19 regulations yet he chairs a PCC with more than 100 people,” said Givemore Chatyoka.
President Emmerson Mnangagwa recently defied COVID-19 safety protocols set by his government after he gathered thousands of people for a cultural event in Gokwe South, hours before his Vice-President Constantino Chiwenga, who doubles as Health minister, placed City of Kwekwe under a 14-day lockdown following the outbreak of the much-feared Indian variant of the disease in the Midlands city.- Bulawayo24

Shoko, who had two wives had been reported missing since 16 May. He reportedly left his second wife’s home with a clay pot intending to seek spiritual deliverance from local prophets but never returned.
After long searches in vain, the family decided to make a missing person report. The body was discovered on 19 May.
Midlands Police Spokesperson, Inspector Emmanuel Mahoko confirmed the incident saying police officers had attended the scene. Mahoko said:
Police are investigating a suspected murder case of an 81-year-old man who was found dead in a bushy area near Comoil Service Station in Zvishavane on 19 May around 7 am. The now-deceased had two wives who were staying separately in Mandava suburb.
It is said on May 16, Shoko left the second wife’s homestead intending to seek spiritual deliverance from local prophets while holding a clay pot but he did not return home.
Police attended the scene and observed that his body was burnt from the waist up to the head and had a scar at the back of the head. Murder is being suspected.
Mahoko appealed to anyone with information regarding the death of Shoko to contact any nearest police station- State media

When King Nebuchadnezzar erected a giant statue in the capital city, that was the beginning of his downfall, he soon became insane. (Daniel 3).
It’s the 25th of May 2021, and today the ZANU PF President Emmerson Mnangagwa classically displays himself as a Biblical Nebuchadnezzar (who’s erected a statue at the centre of the capital city); his intellect appears to have degenerated to the point of lurching to pull out Robert Mugabe’s decomposed remains, in an attempt to fix the economy, literally.

According to Mnangagwa’s close sources, Mugabe’s remains must be exhumed because inside the coffin is his scepter which alone can fix the economy. Tinashe Sambiri|Young people have a duty to rescue the nation from incessant poverty, President Nelson Chamisa has said.
This can be done through registering to vote, according to President Chamisa.
He was commenting on one Tanya Muzinda’s remarks about attempts by the Zanu PF regime to hoodwink youths through mining claims and land.
Zimbabwean youth Tanya Muzinda argued:
“A few successful people in the middle of millions of poor youths is not a true success Story , it’s a Fraud .Youths don’t need miracle money and handouts, they need a working economy where systems work for everyone.
Youths fight for your own success not for Clowns
President Chamisa responded:
“Well said Tanya. Yes, a working economy where systems work for everyone so vital. The young must rescue Our beautiful Zimbabwe!”
The government of Zimbabwe continues to make life difficult for the citizens after it announced a more than 1000% school examination fee increase.
The deadline for normal entries is 09 July 2021 and the deadline for late entries is 30 July 2021
The latest proclamation comes at a time citizens are still experiencing the negative effects of COVID-19.
The same government which is imposing financial pressure on the people it supposed to serve is yet to meet the Civil servants’ living wage.
Last year, Ordinary Level candidates paid $190 per subject at private institutions and $90 at public institutions while Advanced Level candidates paid $351 and $165 per subject at private and public institutions respectively.
However, the latest fee structure will see Ordinary and Advanced level students paying ZWL$1 648.00 and ZWL$2 400.00 per subject respectively.
The government reported that it will cover 55% of the amount.
The purported 55% government subsidy will see O’ Level candidates in public and mission schools paying ZWL$742.00 per subject while A Level student will have to fork out ZWL$1 080.00 which is still more compared to what they paid last year.
Extra-territorial candidates will pay $3 840.00 per subject.
The alleged subsidy is limited to public and mission school candidates.
The move is discriminatory in that it is limited to 7 subjects at Ordinary Level and up to 3 subjects at Advanced Level only.
Ambitious students who would want to register more than 7 and 3 subjects at O Level and A level respectively will not be covered by the subsidy and have to pay the exorbitant amounts in full.
Furthermore, students are also expected to pay additional fees for the following practical subjects:
4002 Physical Education, Sports and Mass Display
4052 Building Technology and Design
4054 Food Technology and Design
4056 Home Management and Design
4063 Threatre Arts

The implementation of the National Development Strategy (NDS1) should be bolstered by the Word of God as Government alone cannot successfully turn Zimbabwe into an upper middle income economy by 2030, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa has said.
She was speaking yesterday at the launch of the 2021 Bible Reading Marathon, an annual event organised by Operation Esther, a group of Christian women from all walks of life that came together to pray for Zimbabwe.
The event, which is running from May 24 to 29, was first launched in 1978 at the height of the liberation war.
Minister Mutsvangwa said God has always had a hand in the country’s success from the liberation struggle to the initiatives being implemented to develop the nation.
“This year marks the beginning of the implementation of the National Development Strategy to turn Zimbabwe into an upper middle class income country by 2030,” she said.
“The Government, led by His Excellency President Mnangagwa has embarked on a number of initiatives in this regard. But we as Government cannot do it alone. Each of us has a part to play.
“Most importantly, we must turn to the Almighty God for guidance and strength. It is only fitting that implementation of this strategy is bolstered by the Word of God.”
Minister Mutsvangwa said the public declaration of the Word of God through the marathon should strengthen Zimbabweans, increase their faith and unify them in their common goal of a prosperous Zimbabwe under God.
“Let us learn from it, be corrected by it and strive to always do what is right. May the unity shown by the Esthers, as a group of women from different backgrounds and races, permeate through our society.
“Let us stand together and build our nation with the Bible as our compass, and God himself our captain,” said Minister Mutsvangwa.
The nation, particularly women, were urged to pray for the future of the country and work towards rebuilding it.
Minister Mutsvangwa then read all of Exodus 15, which is largely a holy song to honour God, celebrate his praise and his only, not in the least to magnify any man.
Bible Reading Marathon coordinator Ms Felicity Gandiya said their objective was to rebuild the nation through the knowledge of the Word of God.
“We believe that in order for our country to be set right, for the oppressed to be set free, for things to be well in our nation, we need to come again and read the word of God. We need to know what God is saying about our nation and about us as individuals,” she said.
“The target is to read the whole bible from Genesis to Revelations and we are asking that all Zimbabweans no matter their colour, creed or denomination to take part in this reading in groups of two or more and pray over the word that has been read and declare it over their families and the nation of Zimbabwe so that God may bless our country.” -Herald
State Media- Chief Justice Luke Malaba is back at work following the noting of appeal by the Government challenging the High Court decision nullifying the extension of his tenure.
Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi and Attorney General Advocate Prince Machaya last week separately filed their notices of appeal against an urgent High Court judgment made on May 15.
They are challenging the High Court decision to annul the extension of Justice Malaba’s service beyond the age of 70 on the grounds that the recent Constitutional Amendment allowing judges, including the Chief Justice, the option of serving to 75 could not include sitting judges of the Constitutional and Supreme Courts but did include sitting judges of the High Court.
The noting of an appeal to the Supreme Court effectively suspends the order of the High Court paving way for Chief Justice Malaba to be back in the revered judicial office by operation of law.
This also means that Deputy Chief Justice Elizabeth Gwaunza who had assumed the position of acting Chief Justice reverts to her position as Chief Justice Malaba’s deputy.
In an interview yesterday, Judicial Service Commission Secretary Mr Walter Chikwanha confirmed that Chief Justice Malaba was back at work and executing his judicial functions.
“Chief Justice Malaba has always been at work since the day the Government filed a notice of appeal against the decision of the High Court,” he said.
“It’s by operation of the law. Once the appeal was filed the order of the High Court was in effect suspended until the determination of the appeal.”
On May 15, High Court judges — Justices Happias Zhou, Edith Mushore and Jester Charewa blocked the Government move to extend Justice Malaba’s tenure by five years as allowed by Constitutional Amendment Act Number 2.
In terms of that Act, the retirement age for all judges is now 70 but every judge has the option to serve until the age of 75 so long as they are mentally and physically fit to do so and exercise that option before their 70th birthday.
This the Chief Justice did and with his medical certificate has his term extended. The three High Court judges ruled that the Chief Justice ceased to be the Chief Justice upon reaching 70 years on Saturday and that the option of an extension of service did not apply to incumbent judges of the Constitutional Court and the Supreme Court. However, Minister Ziyambi and Adv Machaya want the judgment of the High Court set aside.
Chief Justice Malaba attained the age of 70 on Saturday, but as the now amended section of the Constitution allows, he exercised his option before his birthday to continue until 75 and submitted the required medical certificate that he was in good mental and physical health.
The Judicial Service Commission has since announced that Deputy Chief Justice Elizabeth Gwaunza is now the acting Chief Justice, pending the outcome of the appeal. -Herald
The Emmerson Mnangagwa run Zimbabwe Newspapers (1980) Limited, has fired two members who include government critic Pastor Shingi Munyeza.
The Herald however reported saying the two have resigned from the board, while a third will be leaving following indications by the ZSE-listed company’s majority shareholder that it intends to renew the board as the firm enters a new era of digitalisation and free-to-air public broadcasting.
Dr Shingi Munyeza and Mrs Rejoice Nharaunda-Makawa have resigned while Mrs Karen Dube will be stepping down, the main newsprint, The Herald reported saying.
The development comes after the pastor spent over a year criticising the leadership of Mnangagwa following the state sanctioned military crackdown of January 2019 in which over 50 women were raped and over 17 people killed. Pastor Munyeza has been running short video programs using Biblical texts and was an example that the government was using to to explain that it tolerates criticism.
Sources told ZimEye, the cleric was “told to resign or face a public announcement.”
The Zimbabwe Mass Media Trust is Zimpapers’ majority shareholder.
In a statement last night, Zimpapers board chairman Mr Tommy Sithole said Mrs Dube and Mrs Nharaunda-Makawa have both served for over seven years.
“I informed the three members of the majority shareholder’s desire to replace them at the company’s AGM next month and the two decided to leave with immediate effect,” said Mr Sithole.
“This is normal for a company as diverse as Zimpapers and whose business model is constantly being reviewed due to the difficult economic times, to review its management, board, and the business structures to ensure the company stays ahead of fast-changing developments.
“All three were chairs of our finance, human resources and business development respectively. I am truly grateful for their contribution and dedication to the company and wish them well in their future endeavours.”
Mr Sithole said he was continually in conversation with Zimbabwe Mass Media Trust chairman about the replacements of four members, the fourth being Ms Primrose Ruvarashe Kurasha, who left earlier.
Ms Kurasha lives in South Africa where she is engaged with the University of South Africa and commuting constantly to Harare in the midst of her busy schedule had become a difficult undertaking.
Meanwhile, the development is a slap in the face of the Mnangagwa regime which has claimed that it tolerates criticism.
Dynamos played to a goalless draw against Herentals in the Chibuku Super Cup, Group 1 match played at the National Sports Stadium in Harare on Sunday.
The game saw little goal-mouth action in the first hour, with the first biggest chance going to the Students’ way in the 50tth minute when Brighton Majarira blazed his effort over from some six yards out.
Nothing major followed as both sides struggled to utilize the chances they got as the match ended in a goalless stalemate.
In a Group 2 match at Barbourfields Stadium, Highlanders started their title defence with a 1-0 victory over Bulawayo Chiefs.
Washington Navaya, who was making his debut for the Bosso team headed home the solitary strike in the 42nd – minute.
Chiefs could have equalised in the final quarter of the game but were unlucky to have their chances missing the target.
Defender Malvern Mkolo had his header going an inch of the target in the 69th minute while Arthur Musiwa was denied by the post in the following moments.
Substitute Billy Veremu also had a big opportunity falling on his way in the final minutes of the game but was unable to secure the parity for his side as it ended 1-0 in favour of Highlanders.
Elsewhere, Denver Mukamba was the star in Ngezi Platinum’s 3-1 victory over Triangle United in a Group 4 encounter played at Mandava Stadium.
The forward netted a brace and created the other goal which was scored by Marvelous Mukumba.
The Sugar Boys were the first to hit the back of the net early in the game.

New guidance from the World Health Organization (WHO) sets essential standards to inform future research and development on genetically modified mosquitoes, particularly in addressing issues relating to ethics, safety, affordability and effectiveness.
Malaria and other vector-borne diseases, including dengue and Zika, affect millions globally. More than 400 000 people a year die from malaria alone. If proven safe, effective and affordable, genetically modified vector mosquitoes could be a valuable new tool to fight these diseases and eliminate their enormous health, social and economic burden.
The guidance framework for testing genetically modified mosquitoes, developed in partnership with TDR, the Special Programme for Research and Training in Tropical Diseases, and the GeneConvene Global Collaborative, an initiative of the Foundation for the National Institutes of Health, describes best practices to ensure that the study and evaluation of genetically modified mosquitoes as public health tools is safe, ethical and rigorous.
Current strategies for limiting transmission of mosquito-borne diseases are only partially effective. New, complementary approaches are needed to close the gaps in current vector control interventions, such as effective control of outdoor biting, and to provide alternatives to manage the increasing threat of insecticide resistance. Research suggests genetically modified mosquitoes could be a powerful and cost-effective tool to supplement existing interventions.
“We urgently need innovative approaches to help control mosquito-borne diseases, which have a devastating impact around the world,” said Dr John Reeder, TDR Director. “Genetically modified mosquitoes is one such approach, but we want to be sure it’s fully and responsibly evaluated, as outlined in a recent WHO position statement.”
“Like any new public health intervention, genetically modified mosquitoes raise new questions for researchers, affected communities and other stakeholders,” said Dr Michael Santos, Director of the GeneConvene Global Collaborative.
“The updated guidance framework aims to answer these questions and help ensure that testing of genetically modified mosquitoes is as rigorous as it is for other public health products – and that it generates quality results to guide decisions about if and how these technologies are used.”
“Over the last 2 decades, we have achieved remarkable results with existing malaria control tools, averting more than 7 million deaths and 1.5 billion cases of the disease,” said Dr Pedro
Alonso, Director of the WHO Global Malaria Programme.
“However, progress towards key targets of our global malaria strategy remains off course. Genetically modified mosquitoes are one of a number of promising new tools that could help speed the pace of progress against malaria and other vector-borne diseases.”
“The incidence of dengue continues to increase and affect people in over 129 countries, so we need more sustainable vector control tools to stem the tide of dengue and other arboviral diseases and a few novel tools offer the potential to control these diseases,” said Dr Mwele Malecela, Director of the WHO Department for the Control of Neglected Tropical Diseases.
“We welcome this new guidance from WHO which will help countries suffering from mosquito-borne diseases to evaluate a promising new intervention,” said Professor Aggrey Ambali, Senior Advisor at the African Union Development Agency-New Partnership for Africa’s Development (AUDA-NEPAD), the development agency of the African Union.
The new guidance addresses specific questions and challenges associated with research and development on genetically modified mosquitoes, including standards for decision-making about how and when testing should proceed.
By establishing a common set of expectations that is specific to genetically modified mosquitoes, the new resource will enable more informed and rigorous evaluation by researchers, developers, those responsible for regulatory and policy decisions and the people to whom these stakeholders are accountable.
The guidance builds on an earlier document published by TDR and FNIH in 2014, incorporating the latest scientific advancements related to genetic modification of mosquitoes, as well as other key updates and learnings related to safety and ethics, including:
methods for understanding the implications of genetically modified mosquitoes for human health, animal health and the environment;
increased understanding of the most effective strategies for risk assessment and stakeholder engagement;
clearer criteria for projects to proceed from one testing phase to the next, incorporating descriptions of the steps needed to safely and responsibly take genetically modified mosquito technologies – including those incorporating gene drive – into the field; and
a concrete set of safety and efficacy considerations that should be evaluated at each phase of testing, to inform decisions about further testing and implementation…

In a tragedy which has shocked the football world, a 14-year-old Atletico Madrid fan died during yesterday’s LaLiga title celebrations.
Diego Simeone’s charges beat Real Valladolid on the last day of the season, a result which meant that city rivals Real Madrid’s hard fought come from behind victory over Vilarreal was irrelevant as they (Atletico) finished two points ahead of Zinedine Zidane’s men.
In celebration of their 11th LaLiga title, about 2000 Atletico fans gathered and organised a parade while following Covid-19 regulations.
The teenager reportedly hit his head on a wall and suffered brain injury.
Emergency health workers tried in vain, for an hour, to save the boy.
Atletico confirmed the tragedy via a statement.
“Atlético de Madrid is devastated to learn of the death of a young Atleti fan. We’d like to send all our love to his family. Rest in peace,” reads the statement.- Soccer24 Zimbabwe
By A Correspondent- A five-year-old boy from Bulilima drowned in a 10 metre-deep well while he was playing with his friends.
Matabeleland South acting provincial police spokesperson, Assistant Inspector Thabani Mkhwananzi confirmed the incident which occurred last Friday at around 3 PM at Mbuyane Village in Madlambuzi area.
He said the boy Dumiso Moyo was in the company of his 14-year-old sister when he went to play near a well.
“I can confirm that we recorded a sudden death by drowning case which occurred in Mbuyane Village in Madlambuzi. Dumiso Moyo and other children went with his 14-year-old sister to a nearby well where she wanted to wash some clothes. His sister collected the water from the well and they went to a point about 30 metres away to wash the clothes,” he said.
“Dumiso and the other children went back to the well to drink water and they left his sister behind. They started running around the well and Dumiso slipped and fell into the well. The other children alerted Dumiso’s sister who notified her mother who was at home.”
Asst Insp Mkhwananzi said the matter was reported to the police who attended the scene and Dumiso’s body was retrieved from the well.
He urged guardians to ensure they closely monitored children especially when they were around water sources.
“This is the second incident we have recorded within a week of a youngster who died by drowning. As police, we urge guardians to supervise children when they are playing especially if it’s near water points. Children shouldn’t be allowed near water sources unsupervised as we have lost several lives as a result of such negligence,” said Asst Insp Mkhwananzi.
“Guardians should also strongly warn children against swimming in water sources without adult supervision. There is also a need for communities to secure their wells or water points so that children or even animals don’t fall in.”
By A Correspondent- Three armed robbers from Gweru have each been sentenced to ten years for robbing a Kwekwe policeman of his vehicle, money and clothes.
The robbers are also expected to be sentenced on Friday for raping two minor girls.
Pardon Makuni (19), Ashley Moses (21) and Menard Gwatiedza (21) all of Gweru appeared before Gweru Regional Magistrate Mrs Phathekile Msipa facing one count each of armed robbery.
The trio pleaded guilty.
Mrs Msipa sentenced each of them to ten years in prison before wholly suspending two years from each of their sentences on condition of good behavior.
It was the State case that on February 24 at around 1AM, Makuni, Moses and Gwatiedza armed with a small axe and knives broke into the house of a police officer in Kwekwe.
The court heard that they tied the police officer’s hands and that of his wife before demanding money.
Makuni, Moses and Gwatiedza stole cellphones, bank cards as well as cash: US$300 and 3000RTGS.
They then got away driving the complainant’s car which was later found dumped 12km from Kwekwe along the Gweru- Kwekwe highway.
Mr Talent Tadenyika appeared for the State.
Meanwhile, Moses and Gwatiedza appeared before Zvishavane Regional Magistrate Mr Christopher Maturure facing fresh charges of rape and armed robbery.
Moses and Gwatiedza pleaded guilty to the matter.
The matter was remanded to Friday for sentence after the State requested that HIV tests be conducted on the two complainants aged 14 and 17 years who were raped by the two during one of their robberies in Redcliff town.
It is the State case as presented by prosecutor Mr Kelvin Guveya that Moses and Gwatiedza working in cahoots with another accused person who is still on the run broke into a house belonging to a police officer in February.
They handcuffed the police officer using his handcuffs before robbing him of cellphones and their valuables worth $5000rtgs.
The trio armed with a small axe and a knife broke into another house in Redcliff where they raped two minors aged 14 and 17 before running away.
The matters were reported to the police leading to their arrest.
By A correspondent- President Emmerson Mnangagwa administration is claiming that Zimbabwe’s elephant population has shot up to over 100 000 over the last decade so that the ruling elite finds a justification to loot the national resources to China.
The junta government which has a history of looting national resources said jumbo population in both private and national sanctuaries has been increasing at a rate of around 5000 annually.
The government announced this through the Parks and Wildlife management parastatal at the weekend.
Elephants in Zimbabwe are found mainly in four blocks namely Hwange-Matetsi, Sebhungwe around Matusadonha, mid-Zambezi and south-east Lowveld covering Gonarezhou National Park.
By A Correspondent-Nurses are demanding their US$10 daily Covid-19 allowances which they were promised by the government four months ago when the vaccination programme started.
The inoculation programme started in February and to date over 700 000 Zimbabweans have been vaccinated.
Zimbabwe Nurses Association (Zina) president Enock Dongo told NewsDay that nurses felt hard done by the government.
“Nurses are working day-in and day-out at several vaccination centres, but no one is being paid. Promises for the allowances were made, but no one was paid. That is why you see the rampant corruption by nurses who are now selling vaccination certificates every day. It is unfair labour practice by our government, especially when it promised to do so. Government should honour its promise,” Dongo said.
He said health workers throughout the country were struggling to feed their families.
Health deputy minister John Mangwiro refused to comment on the issue.
“I think you have to check with the salaries department. They are responsible for that. At the moment, I am busy looking for that information for you,” Magwiro said.
Health experts said the government should prioritise nurses.
Community Working Group on Health executive director Itai Rusike said: “We need to value and appreciate our frontline health workers who are playing an important role in the vaccine roll-out programme. They should be guaranteed of job security, be properly remunerated with high regard for their health and safety.
“The Finance minster Mministercube is always talking about a budget surplus why not use that money to pay COVID-19 allowances to nurses?“
Medical and Dental Private Practitioners of Zimbabwe Association president Johannes Marisa said: “We need to make sure that we keep our staff motivated. I don’t think the government cannot pay. It only needs a heart and goodwill to pay.

A 54-year-old self-confessed traditional healer from Mutoko was last week arrested after being accused of extorting five beasts from her client whom she had assisted a decade ago.
Mary Manjoro of Tambara Village, under Chief Mutoko, was arrested together with her accomplices Cosmas Chinyama (32) and Stephen Chapwanya (25).
It is reported that sometime in 2009, Mary Chimusoro (57) took her 11-year-old son who was mysteriously ill to Manjoro for assistance.
It is said that after treating the boy, Manjoro was given a beast, a bucket of groundnuts and two goats as payment.
It is alleged that on May 14 this year, at around 6.30pm, Manjoro accompanied by her accomplices approached the Chimusoro and told her that she was instructed by her ancestors to collect five more beasts.
Manjoro allegedly threatened Chimusoro with a spiritual attack on the boy should she fail to comply.
Chimusoro’s husband, George Makufa (76) was allegedly force-marched by the trio to the kraal where the suspects drove out two beasts.
The traditional healer then told the family that she would come back and collect an ox after two days.
On May 16, the traditional healer sent Chapwanya who forcibly took an ox from the family.
The following day, the sangoma and her accomplices returned and demanded a beast and six chickens.
Makufa refused to give in to their demands before the trio assaulted him and forcibly took the chickens and a cow.
The suspects also took Makufa’s national identity card and an exercise book before leaving.
Chimusoro reported the matter at Mutoko Police Station leading to the arrest of the trio.
Police recovered three beasts and five chickens and failed to locate a cow that was reportedly sold in a neighbouring village.
Mashonaland East police spokesperson Inspector Tendai Mwanza said it is illegal to extort.
“It is illegal as that amounts to extortion. People should immediately report such people to the police,” said Inspector Mwanza.
The trio is expected to appear in court today.

By A Correspondent-A male teacher at Chiroti Secondary School in Hurungwe district was last Friday fined $15 000 by a Chinhoyi magistrate for sending sexually offensive text messages to his married boss.
Wilson Ganda (49), was slapped with the $15 000 to be paid by end of May or risk spending 45 days in prison when he pleaded guilty before magistrate Mr Tapiwa Banda for violating Section 88 of the Posts and Telecommunications Act (Chapter 12:05) which pertains to “use of abusive language”.
Mrs Lucy Luoma Dzveta (32), the complainant, is employed by the Ministry of Education as a human resources manager stationed at Seven Heroes Complex in Chinhoyi.
Prosecuting, Ms Odra Chitoro, told the court that Ganda started sending love messages to Dzveta in 2015 but was turned him down.
He kept on sending the messages despite several warnings from the Education Ministry superiors and Dzveta’s husband.
The complainant made a police report at Chemagamba Police Station on 27 April m after the accused had sent another message in which he expressed his lustful wish to have sex with her.
By A Correspondent- The Zimbabwe Association of Doctors for Human Rights (ZADHR) has petitioned the Health ministry acting permanent secretary Gibson Mhlanga expressing concern over the growing number of healthcare workers contracting Covid-19 at their workplaces.
This comes after Zimbabwe Nurses Association president Enoch Dongo yesterday said that lack of PPE had immensely caused a spike in the number of health workers contracting the virus.
“We have also noted that there is no priority in providing information in the ministry’s daily updates on the number of health professionals, the bedrock of the response, who have tested positive, recovering or deceased,” ZADHR secretary Norman Matara said.
“As ZADHR, we believe it is in the interest of health professionals and the public in general to be informed on the status of their colleagues and frontline staffers. We also urge the ministry to provide a brief on the numbers, region/province and status of all health professionals who have tested positive for COVID-19 to date.”
Zimbabwe’s confirmed COVID-19 cases yesterday shot to 1 820, with 26 deaths.
Nurses have been on strike for the 34 days with only student nurses and those on probation reporting for work at hospitals. Other health workers, fearing to contract the deadly virus, are reportedly taking leave days, forcing some hospitals to shut down even casualty departments that had remained operational.
Midlands provincial medical director Reginald Mhene confirmed that 25 nurses at Zvishavane Provincial Hospital over the weekend tested positive for COVID- 19. Three nurses at Claybank Private Hospital in Gweru also tested positive for COVID-19 after getting into contact with an infected patient last week.
Dongo added: “We are worried that without adequate and immediate intervention, the few nurses who continuously decide to subsidise the government by going to work are going to be ravished by the COVID-19 virus.”
“To this end, all nurses including those on probation are advised not to continue to go to work and to withdraw their labour. This is no longer an issue about remuneration only but it is also about their health.”
He added: “While COVID-19 is spreading all over, the government is not doing anything to capacitate our hospitals. We are surely bound to lose the fight against COVID-19 with this sort of approach.”
Dongo said the situation had worsened as the most vulnerable patients seeking medical assistance were being turned away from hospitals because of the absence of services.
“People are dying at home,” Dongo said.
Bulawayo City Council director of health services Edwin Sibanda yesterday raised concern about overexposure of frontline health workers to COVID-19, disclosing that 70 out of the 525 cases recorded in the city were health workers, 51 of the student nurses.
Speaking at the handover of donations from Ezra Sibanda and Friends Initiative and the Rise and Shine Women’s Group to the local authority, Sibanda said the increasing cases among health workers and the spike in local transmissions was worrying.
“What is more worrying actually is the number of close to 70 being health care workers, 51 of the student nurses,” he said.
“But we have had nurses, student nurses, environment health technicians as well as doctors, student doctors or medical students, even clerical staff in hospitals being infected by this COVID-19.”
Edwin said the spike in local transmissions points to residents flouting lockdown regulations and other mitigation measures.
“As we speak, some of the health workers in institutions are on industrial strike for various reasons and we all know what happens when you are referred to a hospital and you don’t find health care workers there,” he said.
Midlands Provincial Affairs minister Larry Mavima yesterday confirmed the Claybank positive cases.
“Out of the 29 nurses and staff members who were isolated at Claybank Hospital last week, three have tested positive for COVID-19,” Mavima said.
Douglas Chikobvu, the Zimbabwe Professional Nurses Union secretary-general yesterday said: “What it means is that there is a need for our employer to improve safety conditions of nurses at hospitals.
“Right now, we are also saying such risks of working in the frontline of the fight against COVID-19 must be compensated by meaningful allowances, but nothing much is being done on that.”

By A Correspondent- At least 200 health workers have tested positive for COVID-19, forcing some hospitals to shut down as government continues to dither on its promise to avail adequate personal protective equipment (PPE) to the health frontline workers, NewsDay has learnt.
The majority hit by the virus are student nurses who have been thrown to the deep end to run public hospitals in the absence of qualified nurses who have been on strike for the past 34 days demanding US$ salaries, better working conditions and adequate protective clothing.
Zimbabwe Nurses Association president Enoch Dongo yesterday told NewsDay that lack of PPE had immensely caused a spike in the number of health workers contracting the virus.
“About 200 nurses have tested positive to COVID-19,” Dongo said.
“It is saddening that there is an increase in the number of nurses who are testing positive for COVID-19. This goes to what we have been saying all along that the inadequate PPE is exposing frontline health workers to this deadly virus.”
This comes as the Zimbabwe Association of Doctors for Human Rights (ZADHR) yesterday wrote to Health acting permanent secretary Gibson Mhlanga expressing concern over the growing number of healthcare workers contracting the virulent disease at their workplaces.
“We have also noted that there is no priority in providing information in the ministry’s daily updates on the number of health professionals, the bedrock of the response, who have tested positive, recovering or deceased,” ZADHR secretary Norman Matara said.

Highlanders coach Mandla Mpofu has explained the reason captain Ariel Sibanda was dropped to the bench in the 1-0 victory over Bulawayo Chiefs in the Chibuku Super Cup on Sunday.
The goalkeeper was a surprise exclusion in the Bosso starting XI with Future Sibanda taking his place in goals.
According to Mpofu, Ariel is still the team’s first choice goalkeeper and did not play because of fitness issues.
The coach said: “When we went to Harare (for the Independence Cup final against Dynamos), Ariel was in bad shape and is working on his fitness.
“He had an injury, and we had to use Future who came from FC Platinum and has done pretty well.
“We will see, he (Ariel) is still our number one goalkeeper and the captain.”
Reflecting on the match, Mpofu was not fully convinced with his team’s performance and felt his charges didn’t bring the best game.
Bosso started their title defence on a positive note courtesy of a first half solitary strike from debutant Washington Navaya.
“Overall, we were a bit sloppy,” the coach said. “We did our part in the first half and managed to get a goal but in the second half, our opponents came with a good strategy.
“They (Chiefs) were unlucky and could have gotten one or two goals.”
Highlanders, who moved to the second position of Group 1, will face leaders Chicken Inn in their next match.- Soccer24 Zimbabwe

The guidance builds on an earlier document published by TDR and FNIH in 2014, incorporating the latest scientific advancements related to genetic modification of mosquitoes, as well as other key updates and learnings related to safety and ethics, including:
methods for understanding the implications of genetically modified mosquitoes for human health, animal health and the environment;
increased understanding of the most effective strategies for risk assessment and stakeholder engagement;
clearer criteria for projects to proceed from one testing phase to the next, incorporating descriptions of the steps needed to safely and responsibly take genetically modified mosquito technologies – including those incorporating gene drive – into the field; and
a concrete set of safety and efficacy considerations that should be evaluated at each phase of testing, to inform decisions about further testing and implementation…

For amendments and late registration, the fees will be as follows:
Change of a Subject/Option ZWL$775.00
Addition of a new subject ZWL$1 978.00
Late entry fee ZWL$1 978.00
Advanced Level Fees
Candidates in Public Schools (formal) ZWL$1 080.00
Candidates in Public Schools (non-formal) ZWL$2 400.00

By A Correspondent- There was a child-kidnap scare at a Bulawayo private school, Petra Primary School, after reports that a stranger attempted to snatch a pupil at the institution last week, an incident which was confirmed by school authorities.
Several parents, that spoke to Southern Eye, said they feared for their children’s safety following the attempted kidnapping incident that happened on May 13.
“My child was almost kidnapped by a woman who was wearing a long coat and sunglasses. I had gone to collect my child and had parked outside the school gate when I saw children playing at the school playground waiting for their parents,” the mother of the child, who refused to be identified, said.
“I then saw a strange who approached my child, grabbed her by the hand and lied to her saying I had sent her to collect her. Luckily, my baby had seen me from a distance and she refused to go with the woman.”
Petra acting head Van Rheede on Friday confirmed that a child was almost kidnapped at the school during knock-off time.
“On May 13, the allegations of an incident were reported at the front office. May I make it clear that even though there was no eye witness, staff on duty were immediately activated to investigate the issue,” Rheede said.
“As a result of this, a reminder was posted to raise awareness and remind us to be vigilant and alert.”
Rheede said the school was now working on upgrading its security system to ensure the safety of the children.
Bulawayo acting police spokesperson Assistant Inspector Nomalanga Msebele could neither confirm nor deny that the incident took place.

THE Zimbabwe Anti Commission (ZACC) chairperson Justice Loice Matanda Moyo has been caught in the eye of a storm after she allegedly ordered the release of top National Prosecuting Agency (NPA) official, Chris Mutangadura, who had been arrested for criminal abuse of office involving a case before Bulawayo courts.
Mutangadura, the NPA’s chief public prosecutor in charge of the asset forfeiture unit, was reported to Zacc after he allegedly meddled in a case which involved local businessman Lovemore Kutamahufa.
Kutamahufa, who is the director of Aman Obrie Investment Private Limited, is facing criminal prosecution at the Bulawayo Magistrates’ Court for alleged fraud involving a US$75 000 bank loan.
He was charged after his business partner Lungisani Ncube, a Zanu-PF politician, accused him of forging his signature to obtain a loan from FBC Bank.
Ncube accused him of using his title deeds as collateral in the loan application without his consent.
The trial, however, stalled after Kutamahufa challenged how a forensic handwriting expert only identified as LT Nhari was roped into the investigation without following proper procedure.
A fortnight ago, Mutangadura was investigated by Zacc with a view to detain and arraign him before the courts.
However, it is alleged that MatandaMoyo ordered his release and shelved the docket.
When contacted for comment, Justice Matanda-Moyo denied that she intervened in the matter to protect Mutangadura.
“That’s not true that I interfered to protect Mutangadura. It’s true that he was investigated and his docket completed. However, what I did in liaison with the Legal Services Department was to temporarily shelve the matter until the outcome of Kutamahufa’s case. We didn’t want to confuse the court by bringing the case to court when another case involving the same matter was on trial. That would jeopardise the case which is already before the courts,” Justice Matanda-Moyo said.
She said she could not have protected the NPA boss when she was the one who ordered the matter to be investigated in the first place.
“When the complainant (Kutamahufa) approached me, I discovered that there was some interference in his case in Bulawayo and that there was a lie that the government handwriting expert had no capacity to examine samples in order to allow the filing of papers from a private handwriting expert.
“So what I did was to make sure that due process takes its course. I know there are some people who are pushing for me to be returned to the bench, but I did everything above board and the matter will be taken into action as soon as possible,” she said.
Former NPA Bulawayo boss, Martha Cheda, in her statement to the Criminal Investigations Department (CID), said she was not sure how Kutamahufa’s docket ended in Mutangadura’s hands.
“Before September 2018, I was based in Bulawayo and dealt with the matter of Lovemore Kutamahufa and ORS contravening section 136 of the Criminal Law (Codification and Reform) Act Chapter 9:23 Bulawayo Central CR132/11/15. The docket was referred to my office and it had a letter dated October 24, 2017 written by Mr Mutangadura attached to it, directing that the matter be prosecuted. I don’t know how the docket got to Harare. I never directed that a private QDE (handwriting expert) be engaged,” Cheda said in documents seen by NewsDay.
Acting deputy Prosecutor-General Justin Uladi in his statement to Zacc said: “We have gone through the records at the head office and there is no evidence or record of the docket having been referred from Bulawayo to the head office for consideration. Therefore, we don’t know how Chris Mutangadura got involved in that matter,” Uladi told investigators.
The director of the Department of Forensic Sciences in the Home Affairs ministry, Bothwell Takura Mutandiro also told investigators that the final analyses on handwriting samples were not done because the department was waiting for additional samples from the police.
Clara Beatrice Tendai Gombakomba, a handwriting expert and deputy director in the Department of Forensic Sciences, told Zacc investigators that she had written a report to the officer-in-charge, CID Fraud in Bulawayo requesting additional samples so that an examination could be concluded.
Mutangadura allegedly ordered the prosecution of Kutamahufa, FBC bank manager Tizirai Mutandwa and lawyer Jonathan Taona Tsvangirai on the strength of a report made by Nhari that Ncube’s signatures was forged.
On October 24, 2017, Mutangadura used Nhari’s report to order Kutamahufa’s prosecution after claiming that Gombakomba was not available and the government forensic department had no capacity to examine handwriting.
But Mutangadura’s assertion was at variance with a report from the Zimbabwe Republic Police forensic department dated April 25, 2017 that indicated that the forged documents had not been examined by Gombakomba because they were not legible and the complainant, Ncube, refused to avail the original documents.
Mutangadura is now accused of colluding with Ncube and Nhari to use illegible copies of samples to produce the report, contrary to standard criminal procedure.
Kutamahufa lodged a complaint against Mutangadura with Zacc, which was recorded as case number HCR.21/05/2020.
According to the documents seen by NewsDay, Kutamahufa obtained a US$75 000 loan from FBC sometime in 2013, which was meant to finance his agricultural and mining activities in the country.
The mining business, however, faced viability challenges and he failed to service the bank loan, resulting in FBC instituting legal proceedings against him with the aim of attaching Ncube’s properties.
During a civil trial that ensued at the Harare High Court, Ncube turned against Kutamahufa, alleging that he had stolen his title deeds and fraudulently got the loan.
But in a judgment under HH459-17 on July 19, 2018, High Court judge Justice Moses Foroma dismissed Ncube’s allegation. Ncube then reported Kutamahufa to the police, accusing him of forging his signature.

By A Correspondent- A trailer that was abandoned in Dopota, Hwange along the Bulawayo-Victoria Falls highway, 11 years ago has remained intact for all these years despite thieves trying their luck on it.
Though parts, like tyres from the trailer, have been removed by thieves, reports from villagers indicate that whatever is left of it cannot be touched as anyone who has tried to strip the trailer has been met by slaps from invisible hands,
Villagers and traditional leaders have confirmed that the trailer has remained relatively intact because anyone who has attempted to temper with it has been heavily slapped by the invisible “guards”.
The villagers said the trailer was left in 2010, after it broke its chassis, by a truck driver who was ferrying coal from Hwange to Harare. Although the trailer load was later offloaded into another truck, the owner had not bothered to tow the trailer.
Samuel Mugande, a villager, said for some strange reason, the mystical creatures guarding the trailer only attack those who attempt to steal.
“The most interesting part about these incidences is that those that are mostly attacked are those individuals trying to steal from the trailer. People, especially truck drivers, are the culprits that are often attacked by these things when stop and try to steal wheels,” he said.
Dopota Village head, Tryness Ngwenya confirmed the strange incidents adding that villagers strongly believed that the trailer was haunted.
It is alleged that the incidents started happening a few months after a villager who was left in charge of the trailer when it broke down advised the owner of people who were trying to steal its tyres and boards.
The owner reportedly came to Dopota village and afterwards told her not to worry anymore. That was the time when the reports of people being assaulted by unknown beings began to surface.

By Wilbert Mukori- “Ramaphosa’s SA remains concerned over Zimbabwe’s worsening political situation!” screamed the Bulawayo 24 headlines.
Many Zimbabweans did not even bother to read the article because they have heard it all before. Those who did read the article expecting something new were once again disappointed. “Same shit, different day!” as Rasta man would aptly put it!
ZIMBABWE’S new foreign minister arrived in South Africa on Friday, his first official visit to the country since taking up his position.
Frederick Shava met with in Cape Town.
“I really would like to put the question that I always put to my colleagues, this will be the first time we’re having a formal meeting, He’s the new minister of foreign affairs and I just want to ask him, how can we help Zimbabwe?” SA’s International Relations and Cooperation Minister, Naledi Pandor told News24 ahead of her meeting with Zimbabwe’s Minister of Foreign Affairs, Frederick Shava.
“We want to be of help.
“Their stability is very important to our stability. Their economic progress is important to South Africa’s economic progress and the South African have access, particularly to low-skilled, labor-intensive jobs”.
This is just reminiscent of SA’s President Thambo Mbeki’s “quiet diplomacy” and denial of the worsen economic and political crisis in Zimbabwe. “Crisis! What crisis?” he remarked in 2008. Fast forward to 2021; other than the musical chair changes of Cyril Ramaphosa and Emmerson Mnangagwa are now the President of SA and Zimbabwe respectively, nothing much has change.
Following the blatant cheating and wanton violence in Zimbabwe’s 2008 elections, SADC leaders were finally forced to act. They forced Robert Mugabe to sign the 2008 Global Political Agreement (GPA), agreeing to the implementation of a raft of democratic reforms and the writing of a new democratic constitution as the roadmap to end Zimbabwe’s economic and political crisis.
A Government of National Unity (GNU), comprising Zanu PF and the two MDC factions was tasked to implement the reforms and write the new constitution. Morgan Tsvangirai and his MDC friends were expected to lead in this task and not Mugabe and his Zanu PF cronies for obvious reasons.
It was SADC’s responsibility, as the guarantor of the GPA, to ensure Zimbabwe followed the roadmap and restored the individual freedoms and rights including the right to free elections and saved the country from a repeat of the 2008 election barbarism.
Sadly, Morgan Tsvangirai and his MDC friends took their eyes off the ball and failed to implement even one reform in the five years of the GNU. The new constitution the nation was steamrolled into accepting in the March 2013 referendum was not even worth the paper it was written on!
SADC leaders made a desperate last minute attempt to have the up coming elections in Zimbabwe postpone until reforms were implemented.
“In 2013 the Maputo Summit, in June 2013, before the elections, the Maputo Summit was all about having the elections postponed – the SADC summit. I went there,” Dr Ibbo Mandaza, Director of SAPES Trust, told the Journalist Violet Gonda.
“I was there at the Summit and Mugabe pretended to agree to a postponement of the elections. If you recall, the postponement was based on the need to reform at least electoral laws.
“And after that Summit, Morgan Tsvangirai, Tendai Biti, Welshman Ncube, all of them were called to a separate meeting by the Heads of State of SADC in the absence of Mugabe, that same evening. And they were told; I was sitting there outside the room with Mac Maharaj; they were told ‘if you go into elections next month, you are going to lose; the elections are done’.”
As we know MDC leaders ignored the warning and Zanu PF went on to blatantly rig the 2013 elections and this was repeated again in 2018. By participating in the flawed and illegal elections MDC have giving credibility to the flawed process and, most important of all, legitimacy to the vote rigging Zanu PF.
Whilst no one in their right mind will ever blame SADC for the failure to implement even one reform during the GNU and for the rubbish constitution; there was no excuse why SADC tacitly or otherwise endorse Zimbabwe’s rigged elections. “The (2018) elections went well!” said President Cyril Ramaphosa, knowing fully well that was a lie!
Minister Naledi Pandor is right the economic prosperity of Zimbabwe is the economic prosperity of SA and the rest of SADC. The political stability of Zimbabwe is the political stability of SA and SADC.
Zimbabwe is facing total economic meltdown, decades of gross mismanagement and rampant corruption have left the country in economic ruins. Unemployment has soared to dizzying height of 90%, the country’s basic services such as education and health care have completely collapsed and 49% of the Zimbabwe population now live in abject poverty.
Zimbabwe is, in point of fact, a failed state, a Banana Republic, whose economical and political instability are now well established and beyond dispute. It is not a matter of Zimbabwe’s instability may spill over and affect other nation, it spilt over a decade ago now when Zimbabwe’s economy shrunk by a staggering 50% in the period 2000 to 2008 alone and has never recovered.
“How can we help Zimbabwe?” Minister Naledi Pandor, is asking! What a foolish question when SADC leaders answered the question by proposing the 2008 GPA and begged, literally, to have the Zimbabwe’s 2013 elections postponed until reforms are implemented.
Minister Naledi Pandor, if you are serious about wanting to help Zimbabwe then you must tell Foreign Minister Frederick Shava that Zimbabwe must revert to the 2008 GPA and implement the democratic reforms to ensure the next elections are free, fair and credible.
The economic and political crisis in Zimbabwe is a man-made crisis, a product of decades of corrupt and tyrannical rule and per se one we could and should have avoided. Decades of failing to end the curse of rigged elections which is the root cause of bad governance have allowed the crisis to morph into a human tragedy that is now spilling beyond Zimbabwe’s borders.
“Help us to get the sanctions imposed by the West lifted!” Zimbabwe’s Foreign Minister must have answered.
“And while we wait, can we have US$500 million per month budgetary support, SA must write off Zimbabwe’s unpaid electricity bill, . . . . “
Ask a foolish questions and you get a foolish answer!
President Mnangagwa and his Zanu PF cronies are gearing to rig the 2023 elections, indeed with not even one token reform in place, Zanu PF has rigged the elections in advance. SA and SADC must once again repeat the June 2013 demand to have the elections postponed until the reforms are implemented.
If Minister Naledi Pandor does not know what is wrong in Zimbabwe and thus what help the country needs to end the tragic situation there, then she should be blind, thick and slow. She really should not even be a Minister!
I remember passing through Dubai on my way to Afghanistan, and what I used to see there is serious business.
By Leonard Koni- Fifty years ago Dubai was a very small city in a desert but they have changed it into a hub of powerful economic development and activity.
Zimbabwe is not in a desert and it is endowed with large tracts of land and vast mineral resources but is ranked one of the most poorest country in the world.
Once a thriving commercial hub with the Ottoman Empire, we have reduced this nation to nothing.
Since 1980 our politicians have been busy fighing to consolidate power whilst other countries were making strides in building and improving their infrastructure.
By A Correspondent- Government has reportedly failed to pay nurses the US$10 daily allowances it promised them at the launch of the country’s COVID-19 vaccination programme four months ago.
Reports revealed that government only paid them allowances for one month.
The inoculation programme started in February and to date over 700 000 Zimbabweans have been vaccinated.
Zimbabwe Nurses Association (Zina) president Enock Dongo told NewsDay that nurses felt hard done by government.
“Nurses are working day-in and dayout at several vaccination centres, but no one is being paid. Promises for the allowances were made, but no one was paid. That is why you see the rampant corruption by nurses who are now selling vaccination certificates everyday.
At the moment, I am busy to look for that information for you,” Magwiro said.
Health experts said government should prioritise nurses.
Community Working Group on Health executive director Itai Rusike said: “We need to value and appreciate our frontline health workers who are playing an important role in the vaccine roll-out programme. They should be guaranteed of job security, be properly remunerated with high regard for their health and safety.
“The Finance minster Mthuli Ncube is always talking about a budget surplus why not use that money to pay COVID-19 allowances to nurses?”
Medical and Dental Private Practitioners of Zimbabwe Association president Johannes Marisa said: “We need to make sure that we keep our staff motivated. I don’t think the government has no capacity to pay. It only needs a heart and goodwill to pay.”

MDC Alliance Health Alert
11th Edition
24 May 2021
The lockdown that never was
Yesterday was a Sunday, and it felt really awkward to be at home at the time of congregational worship.

By A Correspondent- Teachers have rejected government proposal to implement the continuous assessment learning areas (Cala) programme which they say has the potential to disturb pupils who are struggling to catch up after COVID-19 pandemic disruptions.
Under Cala, pupils were suppose to do projects and tasks in school, which would constitute 30% of their coursework for the final examination under the Zimbabwe School Examinations Council for each subject.
Training of teachers for the continuous assessment programme is underway.
Progressive Teachers Union of Zimbabwe secretary-general Raymond Majongwe recently wrote to the Primary and Secondary Education minister Cain Mathema, urging government to withdraw the programme as it was overloading on underpaid workers.
In the letter dated May 20, 2021, Majongwe said the programme would not succeed as it was being implemented at a time when teachers were incapacitated and the syllabi coverage had been stalled by COVID-19 disruptions.
“We have observed that the past two weeks have been dominated by rumours and confirmation that teachers were being called upon to attend workshops on the implementation of continuous assessment,”Majongwe said.
“To us, this is literally a bolt out of the blue, notwithstanding the fact that you are empowered to make decisions on behalf of the ministry. We note, however, that the whole continuous assessment project is punctuated by problems.”
He castigated the government for failing to fund the programme since it was ordering “incapacitated” teachers to cater for their expenses to attend training workshops.
“The current Cala implementation exercise comes as a shock to learners and teachers who now have to create time for Calas, on top of having to strive to finish or at least cover a big part of the syllabuses that they have not done since the first lockdown.
“It would seem that your ministry is interested in ticking boxes for the gratification of government instead of doing a diligent job. Where and when was the pilot phase of the Calas done? The idea that the ministry comes up with such an important exercise and goes headlong into implementation is terrifying and an affront to the principles of curriculum formulation and implementation.”
Mathema refused to comment on the matter.
“Why do you want to write the story? I don’t need to confirm anything to you. Just write whatever you want,” Mathema said.

By A Correspondent- A sex starved Shamva rapist who lured a 14 year old girl into the bush and raped her has been sentenced to 14 years in prison by a Bindura regional magistrate.
Reminage Gwamakange appeared before magistrate Amos Mbobo yesterday.
Mbobo suspended four years on condition of good behavior.
Prosecutor Ngoni Kaseke told the court that on April 7 last year Gwamakange called the girl purporting to seek for assistance in cutting grass at his homestead.
He told the girl that he wanted her to assist his wife and she agreed on their way to his home.
They walked through the bush and tripped her down to quench his sexual desires.
She cried for help but no one heard her.
After the act the convict threatened to kill his victim if she divulged the incident to anyone.
The matter came to light through a tip off from social welfare.
By A Correspondent- The Zimbabwe Anti Commission (Zacc) chairperson Justice Loice Matanda Moyo has been caught in the eye of a storm after she allegedly ordered the release of top National Prosecuting Agency (NPA) official, Chris Mutangadura, who had been arrested for criminal abuse of office involving a case before Bulawayo courts.
