ZIMBABWE TO BE IN HARD TIMES AFTER CORONA VIRUS

By Dr Masimba Mavaza| The coronavirus outbreak, which originated in China, has infected more than a million people and it’s still counting. Its spread has left businesses around the world counting costs and realising the imminent disaster in the pipe line.


Big shifts in stock markets, where shares in companies are bought and sold, can affect many investments in pensions or individual savings accounts. The world is in limbo and the giants are clamouring this spells disaster for Zimbabwe.
Investors fear the spread of the coronavirus will destroy economic growth and that government action may not be enough to stop the decline.
If ZIMBABWE has a functional ministry of finance they should do as central banks in many countries, including the United Kingdom, to slash interest rates.


That should, in theory, make borrowing cheaper and encourage spending to boost the economy.
Zimbabwean government must come up with coronavirus aid bill to help workers and businesses who have been bruised by the Corona virus.


While we are fighting the virus now the country must think ahead and cushion its people.
Zimbabwe’s tourist industry has been badly damaged, with airlines cutting flights and tourists cancelling business trips and holidays and all ports of entry being closed.


Governments around the world have introduced travel restrictions to try to contain the virus and this has affected ZIMBABWE and shook its economy to the bone.


If the economy is not growing, that generally means no more wealth and no more new jobs.
It’s measured by looking at the percentage change in gross domestic product, or the value of goods and services produced, typically over three months or a year. Zimbabwe is reliant on the other countries so is every country.


The world’s economy could grow at its slowest rate since 2009 this year due to the coronavirus outbreak.


It must be realised that the fight against Covid-19 is a full-on war. China seems to have won the first battle. Hong Kong, Taiwan, Singapore and Japan have also chalked up visible successes in mitigating the outbreak, no doubt owing to their experiences in dealing with the 2003 Sars epidemic. Zimbabwe on the other hand, is only just awakening from its illusions of invulnerability.

As a result, the epidemic is now raging across the world and Zimbabwe not being spared. The country which suffers more is Italy, which has particularly strong economic ties to China. Northern Italy is the new Wuhan Chinese megacity where the coronavirus first emerged). With its health system already overwhelmed, the Zimbabwean government has slammed on the brakes, shutting down the retail economy and quarantining the entire country.

All shops except pharmacies and grocery stores are closed. People have been instructed to stay at home and may enter public places only for necessary shopping or commuting to work. Unfortunately public and private debt obligations (such as housing rents and interest payments) have not been suspended. Zimbabwe has not attempted to slow down the economic clock until the coronavirus dies out. It has left itself wide open for the onslaught of the hunger driven by the effects of Corona.


Globally, not all responses to the crisis have been well targeted, and others have not been strong enough. Most But, most important, all Zimbabwe need to follow China in taking direct action against Covid-19. Nobody on the frontlines should be constrained by a lack of funds.

Hospital intensive-care units must be expanded; temporary hospitals must be built; and respirators, protective gear and masks must be mass-produced and made available to all who need them. Beyond that, public health authorities must be given the resources and funds they need to disinfect other public spaces. Hygiene is the order of the day. In a very rare foresight which was prophetic President Mnangagwa had declared a cleaning day every first Friday of the month.

While hygiene is being controlled from the president’s office there has been no visible efforts put to protect those on the frontline and boosting the testing kits. Zimbabwe only checks your temperature and makes a decision whether you should be quarantined or not. Large-scale testing of the population is particularly important but ZIMBABWE has no kit. It would seem that the nation finds it easy to buy cars for the chiefs but not testing kit.

The virus shakes the whole nation and it’s ripples will be felt in the long future. The identification of each case can save multiple lives but our ministry of health is actively suppressing the figures. Surrendering to the pandemic and hiding the figures simply is not an option. It only downs the spread reality of the virus, rather than taking the steps needed to halt it entirely. The predictable overcrowding of places will soon expose the folly of such complacency.

On the economic front, a severe recession in Zimbabwe can no longer be avoided, and some economists are already calling for government to introduce measures to shore up aggregate demand. But that recommendation is inadequate, given that Zimbabwean economy has been suffering from an unprecedented supply shock. People are not at work because they are sick or quarantined but because there are no jobs. In such a situation, demand stimulus will merely boost inflation, potentially leading to stagflation (weak or falling GDP growth alongside rising prices), as happened during the 2008 when everybimportant production input was in short supply.


Worse, measures targeting the demand side could even be counterproductive, because they would encourage interpersonal contact, thus undermining the effort to limit transmission of the virus. What good would it do to give People money for shopping trips, when the government closes the shops and forces everyone to stay at home?


What is really needed are fiscal measures to save companies and banks from bankruptcy, so that they can recover quickly once the pandemic is over. Policymakers should be considering various forms of tax relief and public guarantees to help firms borrow if necessary. But the most promising option is a short-time work allowance. Better yet, it costs hardly anything, because it prevents the losses that would follow from increased real unemployment.


Believe it or not ZIMBABWE is going to be in a very precarious predicament with this virus. If the virus comes with the vigour and harshness it has now ZIMBABWE will bury tens of thousands more than those killed by cholera.


The aftermath of the Corona virus will call for the overhaul of the whole ministry of finance.
On the same hand the ministry of Health must take the bull by its hands and push for a budget which must cover the construction and renovating of hospitals.


Zimbabwe’s health system resembles a dog’s breakfast and must be corrected now.
All what we can do now is to put the whole nation before God and only have faith in Hod for no human being can save the nation from the ravaging virus.


It will be unwise to blame any one for this virus. It came without any fault of the human but it is beyond humanity.


Let us all brace for the hard times. Yes hard times do not kill but it is indeed hard.

Zimbabweans had hoped for a change through MDC but the death of Tsvangirai saw the death of purpose in MDC. The new crop who took over became engrossed in self aggrandising projects introducing internal power struggles and completely forgetting their purpose of existence.
Zimbabwe cannot suffer under these blood sucking perverts for long. In the new dispensation ZIMBABWE hoped to see criminals surrounding Mugabe to be brought to book. But sadly ZIMBABWE saw the criminals surrounding Mugabe taking the throne and surround themselves with merciless criminals who are ten times criminal than the ones they pushed away.
Your tears Zimbabwe have reached the hearts of your children. Now ZIMFIRST has come to wipe away all tears. We have come to put ZIMBABWE back on track. We have come to restore the lost glory. We have come to regain the lost pride of Zimbabwe. On this purpose ZIMFIRST begs you to stand up and be counted. You are the builders of the walls of Zimbabwe. Reconstituted Ministry of Land Reform will oversee a program of fair and equitable land redistribution.
Embark on ambitious Agrarian Revival program to commercialize all arable agricultural land and build village cities to create markets for produce and new jobs for the revitalized processing industry.
All individuals who illegally acquired property from dispossessed farmers will be solely responsible
for compensating the loss of property at market value adjucated to the courts.
Government will support new farmer:
Setting up infrastructure before resettlement
Facilitate issuance of title deeds for land tenure
Facilitate easy access to affordable loansto finance agricultural related activities.

The two main political parties which dominate Zimbabwean politics, at all levels, now faces a continuing challenge from ZIMFIRST. Such alternative to the main parties, however, have been a long-standing feature of the political landscape at both national and local levels. Yet, little is known of the way in which smaller parties and independent politicians contribute to politics and government and the impact they have on the functioning of democracy and institutions’ governance. “Morgen Komichi Is A Sellout”

The MDC Youth Assembly would like to state it categorically without fear of contradictions that Mr Mwonzora and Mr Morgen Komichi have automatically lost their positions in the MDC after deciding to join Thokozani Khuphe’s Zanu PF project.

The two know very well that they cannot speak on behalf of the party when there are organs responsible for that.

They went on without the people’s mandate to tarnish the image of the party by addressing members of the media and announcing some imaginary standing committee leadership outside that of the 2019 elected leaders.

Our President is Advocate Nelson Chamisa

This behavior amounts to indiscipline and we as the Youth assembly have the moral and political responsibility to defend our movement from such captured elements.

While due process is being taken, MDC members should not interact or communicate with these sellouts and modern day Morison Nyathi’s of the Zimbabwean struggle.

The duo is therefore barred from visiting and meeting our party structures and entry at any of our offices including our Headquarters Morgan Richard Tsvangirai House.

We wish to reiterate that the captured judiciary cannot purport to give us a leadership. Our party’s leadership comes from the people and we held our Congress in May 2019, which elected President Nelson Chamisa and the rest of the people’s leadership.

Top Radio Personality Joins Fight Against Coronavirus

UNITED KINGDOM based, famed radio personality Ezra Tshisa Sibanda has started a crowd funding campaign for Thorngrove Infectious Disease Hospital.

The campaign has so far raised US$5 600 of the targeted US$22 000 which will go towards capacitating the hospital with beds, linen and personal protective equipment (PPE) for medical staff.

“The Covid-19 situation in Zimbabwe requires the efforts of multiple players as the need on the ground is greater than anyone can comprehend.

We can have as many organizations or individuals as possible fundraising for the same cause, no problem at all with that and must be welcomed because the biggest winners at the end of the day will be our health institutions.

“We are fundraising as a team for Thorngrove Hospital, the only infectious disease hospital covering five provinces.

The hospital is in bad shape and needs everything from testing kits, protective equipment to beds,” Sibanda wrote on his Facebook timeline.

He said the initiative was above board as they were in communication with hospital authorities and the Mayor of Bulawayo Solomon Mguni.
Sibanda appealed to well-wishers to donate.

”We encourage you, in your own community or networks, to help us fundraise for Covid-19 response in our beloved City of Bulawayo.

Together we can do it,” said Sibanda.-State media

Police Vow To Deal With Shebeen Dealers

POLICE have warned people illegally setting up shebeens in the country’s suburbs during the 21-day lockdown, saying offenders will be arrested.

The lockdown, a principal measure announced by President Mnangagwa in his address to the nation on Friday, comes as the number of confirmed Covid-19 cases has risen to seven and claimed one.

To ensure compliance, police deployed officers across the country.

Police national spokesperson Assistant Commissioner Paul Nyathi yesterday hailed citizens across the country for heeding the directive.

He said police had gathered intelligence that some individuals were planning to illegally operate shebeens.

“Generally, the public has complied with the directive throughout the country,” said Asst Comm Nyathi.

“However, we have received information that some people are planning to set up shebeens in the country’s two major cities.

Those people are warned against breaching the lockdown directive and they risk being arrested.”

Asst Comm Nyathi said mechanisms were already in place to monitor the situation.

He said some isolated incidents of defiance were recorded in Bulawayo’s Nkulumane and Cowdry Park suburbs, but people who were walking aimlessly were peacefully dispersed.

“We will continue to monitor the situation across the country and we urge everyone to comply with the directive so that we can overcome this challenge in a peaceful manner,” Asst Comm Nyathi said.-State media

Nyaradzo Group Suspends Some Of Its Services

By A Correspondent- Nyaradzo Group formerly known as Nyaradzo Funeral Services has with immediate effect suspended some of its services due to the outbreak of the novel coronavirus.

The group announced in a statement that services including removal of bodies from homes and bus service for mourners in adherence to instructions from the Ministry of Health and Child Care in light of the COVID-19 outbreak.

Nyaradzo also said that all bodies were now being treated as contaminated by the virus. The development comes a few days after the group’s Chief Executive Officer Mr Philip Mataranyika has said that the organisation is ready for the novel coronavirus.

The Ministry of Health revealed during Zororo Makamba’s burial that all funerals related to coronavirus should be done under medical supervision.

Medical supervision and immediate burial are for ensuring that the sealed coffins are not opened and that there is no danger of passing the virus to others.

This in line with the Public Health Act which specifically states that a person who would have died of the infectious disease needs to be buried as soon as possible and with medical supervision.-StateMedia

Quartet Nabbed Over Theft Of Solar Panels

By A Correspondent- The Zimbabwe Republic Police have announced the arrest of four men in Masvingo in connection with the theft of 42 solar panels in that province.

Police in Masvingo have arrested 4 accused persons for theft involving 42 solar panels valued at ZWL300 000, 00.

A total of 38 solar panels valued at ZWL279 600, 00 have so far been recovered from unsuspecting buyers who bought stolen property from the accused persons.

The solar panels were stolen during the period extending from 22/12/19 to 27/03/20. The accused targeted the farming community in and around Masvingo and would sell the loot in Checheche and Harare.

One of the accused persons was employed as a taxi driver and would use the taxi, a white Toyota Probox registration AEQ 0456 to ferry the loot from the scene for disposal. Investigations are in progress and the accused persons will appear in court soon.

“Women’s Challenges During The 21 Day Lockdown”

Women in Zimbabwe bear the brunt of sourcing water and income for the survival of the family in most cases.

That said, the spread of Covid19, which has enforced lock downs in most countries to slow the spread and stop new infections has come with it a new set of problems for the average Zimbabwean woman.

Since everything is political in the truest sense, then a need has arisen for the female leader who has a following that looks up to her for guidance. How can one lead in utter crisis and the unknown reality of tomorrow?

This is the question that has offset the labor pains, and hopefully a re-birth of the masses upon the completion of reading this two minute read.

Social distancing amidst a water crisis

Picture this; The hive of activity at the local water source as usual, with queued up buckets and containers and everyone maintaining a 2 metre social distancing from each other as advised by World Health Organisation.

Yet, everyone takes turns to touch the pump or hosepipe as they pour in the water. Covid19 is a virus that can survive on surfaces for hours?

This begs the question – as containers are carried into the home, gates locked and people stay in lockdown. The only difference now is we have locked in with us too.

There is need for local leadership to educate communities fetching water on prevention measures, and to support them in this crisis.

As a party we are still insisting that the local authorities should ensure that solar pumps are in place at every borehole and to put at least 30 gaps of water to draw water from every borehole in Zimbabwe.

Locked down with the abuser

Not every home is a happy one. As it is, someone right now is going through assault from their spouse and there is no support system.

A child is being raped and unable to report for fear of being reprimanded by officials manning the streets.

There is a bigger threat than Covid19 yet nowhere to turn to because domestic violence has not been considered with the seriousness it disserves during the lock down.

Sexual Favours for Crisis Assistance

Much research has already been carried out on how perpetrators use times of crisis to lure victims and keep the cycle of sex for survival thriving over the years.

With many myths already circulating on Covid19, shortage of basic food stuffs, as well as general fear, women and children stand vulnerable to abuse.

Accountability and transparency in the distribution of medications and funds to the Zimbabwean community must be adhered to by every peace loving Zimbabwean.

Mental wellness and self-awareness
It is easy to lose one’s mind when closed in and have no control of what is happening.

The very human resource that is the creative imagination required for survival is threatened by anxious thoughts and fear of the unknown during the lockdown and the Covid19 crisis.

Do we have organizations with the mandate to support mental wellness been able to reach suffering audiences?

Way forward?

The partnership of organizations and influencers whose areas of expertise may be used during this crisis period are urgently required.

We applaud due diligence made by international organizations in assisting communities battle Covid19.

However, we cannot stop there, it is time for individuals to do their bit in ensuring correct information and positive attitudes as a country to win this fight.

Together we can stop the spread of Covid-19. Stay home. Stay Safe and Save Lives.

Manicaland Province Backs Chamisa.

MUTARE– Movement for Democratic Change (MDC) Manicaland provincial committee has thrown its weight behind party leader Nelson Chamisa, in defiance of a recent Supreme Court judgement that annuled his assumption of power following the death of founding President Morgan Tsvangirai in 2018.

Provincial spokesperson David Panganai said the judgement which granted control of the party to the late Tsvangirai’s deputy Thokozani Khupe was a none event as the courts cannot anoint leaders of political movements.

The judgement, curiously passed during the 21 day lockdown, has shaken the opposition movement grassroot structures, but  Manicaland councillors and Members of Parliament say they are not moved by the ‘connivance of sellouts’.

However Panganai said the provincial structures pledged “unwavering support’ to Nelson Chamisa and the leadership elected at our Gweru Congress, and would not be swayed by a court judgement.

“We the MDC Manicaland Province note with dismay the judgement handed down by the Supreme Court purportedly deciding on the leadership of our great movement. For the record we hereby pledge our unwavering support to President Nelson Chamisa and the leadership elected at our Gweru Congress

“Although expected we are shocked at the depths to which the evil Zanu PF Regime is prepared to sink in order to destroy the party of excellence. We must make it abundantly clear that we do not recognize the judgement in its entirety.

“We also note the connivance between some sellouts who were our members chief among them being Douglas Mwonzora and Morgen Komichi with Zanu PF to clutch onto the judgement in a futile attempt to misinform and destabilize the party structures,” said Panganai.

He added, “As far as the laws of Zimbabwe provide all citizens enjoy freedom of association and no court no matter how powerful can force us the unwilling to associate with a Cabal like the one led by Khupe, Mwonzora and Komichi.”

Panganai said Khupe has already chosen her path after she contested in the 2018 general elections, where she ganered less than one percent of votes in the presidential ballot, and has since formed her own party.

He said no court on the land could force people to support a political movement whihc was openly supping to the regime of President Emerson Mnangagwa. Anything else is daydreaming and we will not countenance any such shenanigans

“No court has the power to choose a President for us and as far as we are concerned the issue of succession in our party was settled at our successful Gweru Congress.

“Thokozani Khupe and her cabal held their own Congress and went on to contest the 2018 election where she got a mere 0.94 percent of the votes. Thokozani is already President of a party she calls MDC-T and that is none of our business or concern.

“As the youth of our party sing “zveZanu ndozvandisingade mumba mangu” we will not be associated in any way with a cabal that hobnobs with the cruel Mnangagwa Regime for thirty pieces of silver,” said Panganai.

Mnangagwa Appoints Own Son In Law To Run Coronavirus Hospital

Professor Jonathan Moyo has alleged that President Emmerson Mnangagwa has appointed his son in law Gerald Mlotshwa as a Trustee for the CAPS holdings owned St Anne’s hospital in Harare.

Said Prof Moyo, “After Sakunda bolted out of Kuda Tagwirei’s much-touted initiative to make St Anne’s Hospital in Harare #COVID19 ready, to focus on health centers for the #ZanuPF political elite, Mnangagwa has appointed a board & advisors for St Anne’s full of cronies, including his son in law!”

St Anne’s Hospital is a private health institution located along King George Road in Avondale, Harare. The hospital is owned by CAPS Holdings. The hospital used to be run by LCM before it was sold to Fred Mtandah’s CAPS Holdings in 2004. The hospital has 164 beds set on a three-storey building.

At the end 2014 the owners of the King George property, the Little Company of Mary (LCM) of the Roman Catholic Church, did not renew (or by other accounts cancelled) the lease. CAPS Holdings however resisted being evicted from the property saying the hospital had a 15-year lease agreement with LCM signed in 2004 which was supposed to run until 2019 and that the eviction was a nullity.

On December 23, 2015 a High Court judge ruled that the elite private hospital had no right to continue operating from LCM’s building following termination of its lease agreement in 2014. St Anne’s Hospital filed an Urgent Chamber application which temporarily stayed the execution of the court order, but in February 2016, a High Court judge dismissed the health institution’s urgent chamber application seeking to stay the execution order.

ZCTU Condemns Mnangagwa’s Porous Lockdown

WORKERS have expressed dismay over the lack of seriousness on part of the government after it exempted more companies to operate during the 21-day lockdown meant to stop the spread of the deadly coronavirus (Covid-19).

The government imposed the lockdown from March 30 to April 19, but the largest workers’ body — the Zimbabwe Congress of Trade Union (ZCTU) — said some of the companies allowed to continue operating under the bracket of essential services are not at all.

“When many companies are exempted, it makes the whole process a circus, then it means we have failed before we even start with the lockdown. Again, there are no regulations stimulating Occupational Safety and Health requirements for the employers,” the ZCTU president Peter Mutasa said.

The ZCTU comments come after the government, through the ministry of Industry and Commerce allowed “almost all sectors of the economy”, including beverage manufacturing companies to continue operating throughout the 21-lockdown.

The government, in a statement released last week, allowed “critical services and productive activities to support the health and safety of citizens” during the course of the lockdown.

“The following critical services and productive activities will continue operations: Manufacturing and distribution of health-related products, supplies, devices, equipment and medicines as well as essential inputs thereto. Agricultural and food supply related operations, including farming, veterinary and phytosanitary service providers, pest control services, chemical and fertiliser production and distribution. Food, beverages, poultry and dairy products including manufacturing, processing and distribution facilities for the value chain; manufacturing and importation of basic commodities,” reads part of the statement.

“Manufacturing, processing and distribution of sanitisation products including soaps, detergents, disinfectants and sanitisers are among the list. Production and distribution of sanitary products including sanitary pads, cotton wool and tissues among others are also included. Warehousing, transport and logistics for food and essential products, and health-related goods; production of packaging products that are critical in the movement and distribution of the above goods will remain in operation.

“Food outlets — retail and wholesale shops for food and essential products — essential products include: toilet paper, cleaners, sanitisers and disinfectants, personal hygiene products, bedding and clothing, and essential supplies for those taking care of the sick and to maintain the general public’s well-being. All activities for exporters of manufactured goods and horticultural produce and funeral parlours and support services will continue,” said the statement.

The Confederation of Zimbabwe Industries (CZI) had earlier warned that the country will experience major dislocations in exports and imports as Covid-19 spreads and countries adopt restrictive counter measures.
“A mini survey on the impact of the pandemic on local industry has shown that 46 percent of local firms have already suffered disruptions in supply chains,” CZI said.

Mutodi Rubbishes Claims That Mnangagwa Has Coronavirus

Deputy Government Spokesperson Energy Mutodi has refuted reports circulating on some online media publications that President Emmerson Mnangagwa has contracted the deadly coronavirus.

The reports said Mnangagwa came down with the virus on Sunday when he started sweating while watching TV at his state residence in Harare. This was after he had a tour of the complex with VP Chiwenga and his Chinese counterparts the previous day.

Said Mutodi, “His Excellency President ED Mnangagwa has not contracted CoronaVirus as peddled by some misguided elements on the social media.”

The reports had went on to say that Mnangagwa’s doctors came in around 10 pm and after an hour he was driven by ambulance accompanied by the presidential guard to Manyame Airbase where there is a VIP facility. At the recommendations of Minister Moyo he was tested for coronavirus. He is treated by private doctors, military and Chinese doctors deployed by the embassy.

Zimbabwe is currently under 21 days lockdown which is being enforced by law enforcement agents.

A few people have been arrested so far for running illegal liquor selling places at their homes.

Mnangagwa So Scared Of Chamisa That He Had To Use The Constitutional Court To Fight His Battle, David Coltart Speaks.

The Mnangagwa regime is deeply concerned about the threat that Nelson Chamisa’s MDC A Party poses to its hegemony and yesterday went to extraordinary lengths to try to neutralise that threat. On the face of it the Supreme Court has ordered Chamisa to submit himself to another Congress of the MDC which will be convened by a political opponent Thoko Khupe.

The Supreme Court through Judges Patel, Garwe and Guvava itself had to contort legal reasoning to arrive at its judgment. Whilst the thrust of this article is not to give a critique of the judgment suffice it to say that its legal reasoning is seriously flawed from start to finish. A few examples: firstly, when the case was brought the pleadings show that the Party cited was the MDC T. The Judges changed that in the judgment to the MDC alone, which it cannot do. The only “MDC” party the Zimbabwe Electoral Commission (ZEC) has recognised since 2008 has been the party known as the MDC led last by Welshman Ncube which formed part of the GNU, but which was dissolved when it joined the MDC Alliance prior to the 2018 election. This was no typographical error by the Judges but part of the deliberate attempt to conflate a variety of parties into one MDC so that the purpose of the judgment could be achieved.

Then, secondly, although the Court agreed that the entire issue was moot (because both Khupe had held a Congress for the MDC T in May 2018 and the MDC A had a Congress in May 2019) and that it “cannot but take judicial notice of (certain) political realities” it chose to be exceptionally selective in which realities it took notice of. The one glaring fact which the Court ignored was what State organs have accepted as fact – namely that the July 2018 election was contested by, amongst others, two separate political parties, namely the MDC T under Thoko Khupe and the MDC A under Nelson Chamisa, which were accepted as different political parties by ZEC, and have been accepted as such ever since. Parliament itself accepts that there are two separate parties in Parliament at present – namely MDC A and MDC T. These facts were conveniently ignored by the Supreme Court which was clearly at pains to conflate the two.

Then at page 32 of the judgment Patel J accepts without demur the contention of Khupe’s lawyer Mr Madhuku that there are “two groups calling themselves the MDC T and there is therefore a leadership wrangle which must be resolved”, and uses that later on in the judgment to say that despite the “mootness” of the matter that is the issue which must be resolved. There are not two leaders claiming to be leaders of the MDC T, nor have there been since mid 2018. Nelson Chamisa stood as Presidential candidate for the MDC A in July 2018 and Thoko Khupe stood as Presidential candidate for the MDC T. Chamisa has never contested Khupe’s right to stand as President of the MDC T. So the attempt by the Judge to construct a “leadership wrangle” which must now be resolved is entirely contrived and flies in the face of facts which are all before us. It is remarkable piece of legal gymnastics but falls flat and will forever hereafter be a serious blot on the Supreme Court.

Sadly the perception that this is political judgment is further enhanced by events which surrounded the handing down of the judgment. Firstly, the timing of the judgement is curious. Our leadership has known about the existence of the judgment for weeks and yet the Supreme Court chose to hand it down two days after a nationwide lockdown called to combat the Coronavirus pandemic. The timing is made all the more intriguing given what the Chief Justice himself ruled, namely that the judiciary would join the lockdown and that all cases save for urgent matters would be postponed. The inescapable inference is that the Court chose this timing deliberately because it was politically convenient to do so.

Secondly, it is clear that not only did the other people, save for Chamisa, have prior notice of the existence of the judgment but also knew its content. The 4 page typed and edited statement read out by Morgan Komichi at the conclusion of the judgment was obviously prepared well before the judgment. One asks the question – how did he know about the content of the judgment, and the ruling it would make, in advance and have so much time to prepare the statement he did? Nelson Chamisa’s lawyer Innocent Chagonda was only advised that judgment was going to be handed down at 9 minutes to 12 noon yesterday. In like manner Thoko Khupe’s tweet issued yesterday morning was clearly optimistic – she ended it as follows “In unity let’s renew & build our great Party”. What did she know to give her such optimism prior to the judgment being handed down? Linda Tsungirirai Masarira tweeted at 12.16pm yesterday “I have got a feeling that today is going to be a very good day for me…” What gave her that cause for optimism? As far as I know she isn’t clairvoyant. Then finally on this score the Police were deployed well before the judgment locking down the MDC A’s headquarter building. Why was this necessary unless the Police had prior knowledge that the judgment was going to go against the interests of Nelson Chamisa’s MDC A party?

Unfortunately the content of the judgment, its final ruling and the circumstances of its delivery have compounded the perception in the minds of many that the Judiciary has not acted professionally, independently and in compliance with its Constitutional obligations. But there is no meaningful appeal to the judgment and so democratic forces have to accept its reality and move on.

Despite the contortions of the judgment the fact is that this case was brought against the MDC T, not the MDC A. That was the party cited in the pleadings and the attempt by the Judge to conflate the MDC T and MDC A parties failed to the extent that the order to have another congress can only apply to the MDC T party led by Thoko Khupe. She can go ahead and have another Congress and we in the MDC A will not do anything to hinder her and her colleagues.

However there is no doubt a more insidious aspect to the machinations of the Mnangagwa regime and its allies Madam Khupe and her colleagues Mwonzora and Komichi, which is revealed in paragraph 6 of Mr Komichi’s statement – namely that “the current leadership is asked to hand over the assets of the Party to the Secretary General. All financial records should be handed over to the Treasurer General of the Party”. Unless Komichi is referring to the assets of the MDC T led by Ms Khupe he too seeks to conflate the MDC T and MDC A parties. I personally have never been a member of the MDC T and in May last year was elected as Treasurer General of the MDC A. The bank and party accounts I have opened since then are all in the name of the MDC A and the MDC A constitution was used to open those accounts, not the MDC T constitution. Likewise all the assets which have been acquired since May 2019 clearly belong to the MDC A party, which is not subject to this order of the Supreme Court.

It is clear from the actions of the Police yesterday, who blocked Vice President of the MDC A Tendai Biti from entering the MDC A headquarter building, and this morning when they blocked members of our staff from entering the building, that the State is going to back Mr Komichi’s attempt to seize control of MDC A assets. If ever there was evidence that this is entirely a plan concocted by the Mnangagwa regime to destroy the only political party which poses any threat to its control, then this is it. The judgement does not give the Police these powers. The Headquarter building is not even registered in the name of any version of the MDC but is owned by an independent Trust which leases it to the MDC A. Without a court order in the name of the Trust the Police has no lawful right to bar the MDC A from using the building.

There is also no doubt that the Mnangagwa regime will now use this judgment to block the Parliamentary budgetary amount allocated to the MDC A. We are currently entitled to some RTGS $ 7 million to run our operations but the regime has been stalling for weeks now on transferring the money allocated to us in last year’s budget, yet another example of how the contents of this judgment have been known for weeks. The RTGS $ 7 million is due to us by virtue of the proportion of seats we have in Parliament. The MDC T does not get any allocation because it did not meet the threshold of percentage of seats which have to be won as contained in the Political Parties Act. We are entitled to this money by right of law as set out in the Political Parties Finance Act and the judgment, I repeat, makes no mention of the MDC A party and does not apply to it. Any blocking of this amount will be entirely unlawful.

The only good thing about yesterday’s judgment is that it lays bare once and for all those who had infiltrated the MDC A and indeed the original MDC established in September 1999. Their identities are all now known, working as they are hand in glove with the Mnangagwa regime. It interests me that many of those now exposed are the very people who worked so hard in 2005 to divide the original MDC party and succeeded then. I was present at the meeting of the MDC A Standing Committee on the 10th March 2020 when Professor Welshman Ncube clinically interrogated Messrs Mwonzora and Komichi regarding the intelligence our leadership had then about the ZANU PF plot. They denied it all and pledged afresh their allegiance to the MDC A. I have found their duplicity breathtaking. History will judge them harshly. Moreover we will be all the stronger without having such charlatans in our midst.

What about the way forward? We will of course use all the power at our disposal to resist these machinations. But more importantly is what I shared with Nelson Chamisa this morning particularly Psalm 73:26 which says “My flesh and my heart may fail, but God is the strength of my heart and my portion forever”. Isaiah 40:29 says “He gives strength to the weary and increases the power of the weak”. There is no doubt that in many senses we are now at our weakest – we have the full force of a brutal, corrupt and violent state arrayed against us. The regime will probably use its power to deprive us of our buildings, assets and income in the coming weeks.

But I believe that it is in our moments of greatest physical weakness that we are strongest. This judgment has stirred the wrath and indignation of our members, supporters and friends in Zimbabwe and throughout the world and from the messages I have received since the judgment it is clear that if anything this will only boost our support. Our real power lies not in our physical assets but in our steadfast belief in, and compliance with, the principles of democracy, justice, non violence and respect for the rule of law, and the unwavering support of millions of Zimbabweans who believe in the same principles. It is that power which will enable us to prevail.

ZRP Cops Soiling The War Against Coronavirus

Mnangagwa has received widespread support after  announcing a nationwide lockdown in a bid to stem the coronavirus outbreak.

The president issued a raft of lockdown restrictions to limit the spread of the virus.
Zimbabwe is in a moment of national emergency; people may only leave home to travel to and from work where “absolutely necessary”, to shop for essential items and to fulfil any medical or care needs.

He added that if people do not follow the rules, police will have the power to enforce the measures through fines and dispersing gatherings.

Unfortunately cops have started to spoil the president’s efforts by practicing horrible terrifying police brutality methods.

The police have taken the chance to enforce the lockdown to do their own Evil deeds.
During cde Mugabe’s time the police gained a very bad reputation of torturing their own people. People were killed some are not even known where are they thanks to Chihuris police force. The police became a curse and their respect vanished.

Their actions added to the hatred the masses adopted against former president. The police managed to create an evil image of Robert Mugabe.

The same modus used in bringing Mugabe down is the same modus applied by the police who have been mandated to enforce the lock down
The moment the police are let out in the streets they behave like hungry dogs who delight at the pain and suffering of the masses of Zimbabwe.
In one street the police stopped a woman who was coming from the hospital. They forced her to lie prone on the dirty. They then asked her to do sexual movements and asked her to produce sexual groans. As it that was not enough they beat her so hard with button sticks. They then asked her to frog jump as goes away.

In another video the police are seen forcing a group of Cleaner’s from Parirenyatwa hospital to sing and dance for about ten minutes before they unleashed their button sticks on their buttocks. Another video showed the police forcing a group of men to roll on their stomachs. They shouted” make abroad with your dirty bodies you idiots.
In another video the police are seen asking three men to slap each other this carried on for over twenty minutes. When another officer stopped the barbaric actions.

The cruelty exhibited by the police was so gross and inhuman. The effects of such inhumanity was to tarnish the name of the good president.
The lockdown has been done in almost all the countries in the world. The move has received support from across the political spectrum, with some leaders saying “This is the right response to the coronavirus pandemic, and one we have been calling for.”.

The deputy minister of defence cde Matemadanda commented that “these unprecedented circumstances require extraordinary measures.”
Leader of the opposition Nelson Chamisa added that while many would be “anxious” about the measures: “It is the right decision to restrict our normal way of life to tackle the virus”
While the “latest measures will of course present great challenges, disrupting daily lives and the normal run of business they are the only way to protect the people of Zimbabwe. Protecting the public will protect businesses in the long run.”
The police force was supposed to be working “with the government and other agencies to consider how these new rules can be most effectively enforced but the overzealous officers are all out to spoil the plot.

An unnamed police source said some officers were unhappy at the prospect of enforcing strict measures, describing it as “a total change of policing style. He said however some police officers are overzealous and are bent to spoil the image of the police force. Police are in an operation to reengage and present a different force. The police were in a mission to transform from a force to a service but these few malcontents have soiled the good name of the police.

Time will reveal a more measured verdict on the actions of the Police.

“The pace of the Police delivery, rattling it out, accentuated that this was a police force working in overdrive. The police have gone further – and may yet do so to please their individual barbaric actions.

“Remember this though, is not quite the kind of total methods we have seen in other countries – at least not yet,” Despite the actions of the police there are steps that other forces have taken – curfews or clear arrests without abusing authority.

Policing does not mean sadistic actions being shown by the police in the streets of Harare.

Zimbabwe does not deserve these satanistic behaviour by those few overzealous officers. The ZRP is normally a professional force. These misfits must be weeded out sooner than later.

Botswana Records Its First Coronavirus Death, Patient Was Only Diagnosed After Death

President Mokgweetsi Masisi has declared a lockdown from Thursday

Botswana has announced its first coronavirus death just hours after confirming its first cases.

The victim was an elderly woman who was discovered to have had coronavirus after her death.

Botswana’s Vice-President Slumber Tsogwane said the 79-year-old had travelled to neighbouring South Africa and on returning home she developed a fever.

The woman was put under mandatory quarantine at the hospital where she died four days later.

Mr Tsogwane said the woman was buried as a person with a suspected infectious disease even before her tests results came out.

Her results were announced on Tuesday evening – making her the fourth coronavirus case in Botswana.

President Mokgweetsi Masisi on Tuesday declared a state of emergency and an extreme lockdown for 28 days.

The lockdown that starts on Thursday will see everyone barred from leaving their house except those offering essential services.

As of yesterday, Zimbabwe had eight confirmed cases of coronavirus disease, including one death.

This new coronavirus disease, which has since been renamed Covid-19, belongs to the family of viruses called coronavirus.

The first time this kind of virus was discovered was around 2001-3 with the coming in of the Severe Acute Respiratory Syndrome (SARS), which was discovered in Asia.

Another encounter was around 2012-13 in the Middle East, which saw the emergence of the Middle East Respiratory Syndrome and now the world is grappling with this latest virus, which was discovered late last year in China’s Hubei province but affecting one of the metropolitan areas there called Wuhan.

Initially, the virus was called the Wuhan Coronavirus but after it was declared a public health emergency of international concern the name was then changed to Coronavirus Infectious Disease, shortened-Covid-19, since it was also discovered in 2019.

State Media Reporter, Paidamoyo Chipunza (PC) spoke to public health expert Dr Portia Manangazira (Dr PM), who is also Director for Epidemiology and Disease Control in the Ministry of Health and Child Care on issues surrounding Covid-19.

PC: How exactly does the Covid-19 spread?

Dr PM: This is a disease that spreads quite rapidly, the same way as our influenzas and common colds. The virus is droplet spread and the sources of infection are the organs that are primarily involved when somebody catches the disease which are the lungs, throat, mouth and nose. This means anything that comes out of those areas becomes infectious and thus what you sneeze or cough out. Sometimes when we speak we also spit saliva, those droplets can carry the virus and sometimes when you cough you spit droplets on your phone, desk, chair, computer, car or door handle. It means if somebody then makes contact with any of these surfaces, they can get infected through direct contact but initially it’s droplets.

We have also had in recent times some research that is also pointing towards some airborne type of spread. This means that if somebody who is infected gets into a room and then you get into the same room, you can still catch it. So now it becomes different from being droplet spread to airborne.

So what this means is that we need to tighten our prevention measures. We need to ensure that social distancing is strictly observed because we want to minimise any chances of contact. As I said, this disease is called novel, novel means it’s new, so there is still a lot that we do not know about it. Scientists have been trying to bring us a lot of information but still a lot remains unknown. We still have a lot of information that we are not sure of.

PC: You mentioned that if somebody gets in a room which was previously occupied by someone with Covid-19 there are chances of airborne infection. What then is the basic hygiene advice that people can employ at individual level in such cases?

Dr PM: People should make sure that they abide to basic hygiene practices and these include allowing fresh air to circulate in that room by opening all windows and doors thorough cleaning our places of dwellings or offices. In fact, a lot of the measures that His Excellency President Mnangagwa propounded becomes handy, that is, reduce the number of persons in one place, at home sit outside as much as possible in the sun.

During this lockdown, try and minimise visitors, staying home is one of the measures that work in containing this outbreak. Decongest, a lot of stuff that we keep in our houses are not necessary, get rid of all that stuff so because of the outbreak you will realise that we need all the space to ensure free flow of air, that minimises the chances of that droplet getting to you. Even in a shop, there are some people who are in the habit of touching different items on the shelf, they also have potential of leaving the virus on each item they touch if they are infected.

PC: And the lockdown itself, how does it assist in containing the outbreak?

Dr PM: We spoke about the coronavirus family coming on this planet about 20 years ago. We had influenzas dating back to about a 100 years ago. We had the 1980 influenza pandemic and lessons were learnt each time there were those outbreaks. We had Avian influenza, there was the H1N1 and now we are into this, so we know a lot of scientific facts that if we do not decongest those public places. If we do not congest that commuter omnibus, that workplace, it can be a source of disease spread. So the lockdown essentially means people must stay apart, decongest as much as possible.

Here in Zimbabwe, we have heard imported cases of Covid-19 up to last week but we have already started getting cases of local transmission so you never know who else is carrying the virus currently. So if people continue converging the likelihood of meeting someone with the virus is high and likelihood of them passing it to someone not yet infected is high, not one person, not two people but many in the proximity. So those measures as part of the lockdown prevent further spread of the disease and we hope everybody will comply for the good of everyone and indeed for the country.

PC: Is it possible for someone to carry the virus but not exhibiting any symptoms?

Dr PM: Yes, indeed, it’s possible. Remember there is an incubation period but sometimes depending on your immune system we also hear there are some people who do not get sick. However, the very young, the old, pregnant women get the infection and fail to fight it and start exhibiting signs earlier than anyone else. At this stage, I am not sure of asymptomatic cases like we have seen in other outbreaks like typhoid and so forth. For now, the incubation period of Covid-19 has been set at 14 days. So if someone gets tested on day 1 or 2, the test itself can even say you are negative.

So responding to the pressure that we have been getting from the public, to say why are you not testing many people, the test may come out negative now but if done again in the next 72 hours or so, it becomes a different story altogether. You will find that even with our second case, there are some people whom we might want to test again because maybe we tested them too early.

PC: Can someone who is asymptomatic still transmit the virus?

Dr PM: Yes, it is possible because some people are healthy, with very good immune systems, they might be exposed to the virus and not show any symptoms but the virus can still be transmitted when they cough, when they sneeze when they interact with people in close proximity.

PC: So during the lockdown, how then do you identify suspected cases?

Dr PM: We have already been running a call centre and it is very busy. We are happy a lot of the calls have been very sensible but we now know that we have a firm communication linkage with the communities. We are now in the process of sensitising healthcare workers across the board, public sector, private sector and all the other stakeholders.

We also have a surveillance system that is monitoring people who might have returned from hotspots or who might have had contact with such people.

PC: So far we have eight confirmed cases, what should we anticipate say in the next two weeks as far as contact tracing in concerned.

DR PM: From my experience with outbreaks and studying outbreaks elsewhere, the coming two weeks are going to be very difficult. Countries were starting with a single-digit case and this would skip into a double-digit in less than few weeks. For Zimbabwe, if you look at some of the water and sanitation issues, we really have a difficult time ahead of us if strict hygienic practices and adherence to the lockdown is not observed. We know from other country’s experiences that one positive case can infect at least three or four others and in our case where provision of clean and adequate water supplies is erratic, one person can actually infect the whole family. So for me the next two-three weeks are going to be telling and unless people adhere to the lockdown, self-isolation, self-quarantine we might be heading for disaster.

PC: We see people wearing masks, gloves, how effective are these in the Covid response?

Dr PM: We have agreed that we need to provide a guideline on the rational use of personal protective equipment. There are people who are wearing very expensive PPE yet we have frontliners who do not have these. We also have some people wearing masks wrongly, some on their foreheads, others around their necks and others covering the mouth only leaving the nose.

People at minimal risk must wear the appropriate PPE, same as those managing suspected or confirmed cases. We have different types of masks and they work for different purposes, which people should know. The health workers using this PPE must also learn to don (putting on PPE) and doff (removing) for them not to get the virus. If it’s done wrongly, we end up having positive cases of health workers who get infected in the line of duty.

PC: So, those who can afford can wear masks?

Dr PM: Yes, but do not wear an N95 mask. If you have it, donate to those taking care of the sick where it’s most needed but people can wear any other masks, they still work fine.

PC: Your parting note to this discussion.

Dr PM: I think I need to acknowledge the support we have been receiving from all quarters of the society all the way to the highest office in the country. We really appreciate all that support and assure the public that we are doing everything possible to ensure that we are not heavily impacted by Covid-19.

Marvellous Nakamba Set To Leave Aston Villa And Replace John Obi Mikel At New Club

Warriors star player, Marvellous Nakamba is set to leave his English Premier League side Aston Villa on his way back to Turkey according to Birmingham Mail.

The 26-year-old has only been with Dean Smith’s side since the summer and is the third player to be linked with a move away from the club this week

According to reports in Turkey, the 26-year-old is a target for Turkish Super Lig club Trabzonspor.

He is the third Villa player to be linked with a move to Turkey by the press there, with Mbwana Samatta (Galatasaray) and Trezeguet (Besiktas) said to be interesting clubs over there.

Nakamba, it is claimed by newspaper Sabah, via Sport Witness, would be a replacement for John Obi Mikel who terminated his deal with Trabzonspo last month.

MDC Harare Senator, Elias Mudzuri believes the Supreme Court ruling passed on Tuesday that ruled Nelson Chamisa was an illegitimate leader of the MDC, is a blessing in disguise as it gives the opposition party members a chance to find each other.

Supreme Court judge, Justice Bharat, sitting with justices Paddington Garwe and Antonia Guvava ruled on Tuesday that Chamisa was an illegitimate leader of the MDC following an appeal he made last year against a similar High Court ruling.

Former MDC Vice President Thokozani Khupe has since been appointed Acting President and the Supreme Court ordered her to organise an elective congress in the next three months.

“The Supreme Court ruling is a chance for us to find one another.

“It is an opportunity to deal with the succession issue and to rise above personal egos and ambitions so we unite to win 2023,” Mudzuri said Wednesday after the ruling.

Before the ruling, Mudzuri was the MDC secretary for local government. He was in 2016, appointed one of the three vice presidents by the now late MDC founding president, Morgan Tsvangirai.

The Supreme Court judgment makes Khupe the Acting President of the MDC with Midlands Senator Morgen Komichi as chairperson while Douglas Mwonzora will revert to his position of secretary general. He had been demoted to the unglamorous post of secretary general.

Police At It Again, Involve In Running Battles With Citizens

Daily News|THE Zimbabwe Republic Police (ZRP) and Harare municipal police officers engaged in running battles with vendors and scores of people who sought to defy the government’s call to stay at home as the country entered its second day of a 21-day lockdown aimed at curtailing the spread of the deadly coronavirus (Covid-19).

National police spokesperson Paul Nyathi yesterday confirmed that while many Zimbabweans took heed of the call to stay at home, there were others who had defied the call.

“Of concern, are some acts which have been handled by the police resulting in the arrest of 19 people for operating shebeens, a bar, public drinking and various traffic offences.

“In Highfield, at Lusaka produce market, 200 vendors tried to force their way into the market after pelting police officers with stones, but were later dispersed. In Chitungwiza, police dispersed people who had gathered at Unit H Shopping Centre. In the process, Luckson Rukainga, 28, was arrested for stoning a police vehicle,” Nyathi said.

Most of the businesses that had been listed as providing essential services, including food stores and supermarkets, closed early on the second day, while some did not open at all.

In downtown Harare, where it is usually a hive of activity, it was eerily quiet — with the wooden stalls that normally house vegetable vendors and flea market operators completely deserted.

Similarly, the Mbare Musika vegetable market and the popular Mupedzanhamo Flea Market in the capital were also deserted.

Only police and municipal police officers were seen patrolling almost every corner of the streets, ensuring people were not loitering for no apparent reason.

Scores of people had to be pushed out of the city centre by the police after failing to produce the relevant documents warranting them to be in the CBD.

 “We urge members of the public to continue complying with lockdown measures and to cooperate with police officers as the country strives to curb the spread of this deadly Covid-19 pandemic,” Nyathi said.

There was also no sign of business at most hotels, while banks also remained shut following the directive by the government.

An Epworth resident, Moses Makaka, who spoke to the Daily News, said while he appreciated the government’s directive for a lockdown, he was worried about hunger after failing to get money from an international money transfer agent.

“There was not enough time to prepare for the lockdown. My children who live outside the country sent me some money to use during the 21 days but the challenge is that I was unable to get the money, after the international money transfer agents were also shut down. Yes, we might contain the coronavirus but we might be killed by hunger. As for me, I do not know how I am going to survive throughout the lockdown period. I have nothing to eat save for this corn,” he said.

In Bulawayo, people took heed and stayed at home as the city remained empty as was the situation on the first day. Law enforcers remained in full force with their patrols in the central business district and shopping centres dotted around high-density suburbs.

The police had their roadblocks still mounted on many roads leading to the city centre where they sieved those who were getting into town.

Private vehicles were being blocked from carrying passengers while Zupco buses and kombis continued to carry people.

Police were also active in some supermarkets where they maintained social distance among shoppers as part of measures to control the spread of the disease.

This comes after Zimbabweans under the banner of the Citizens Initiative raised more than US$26 000 towards equipping health care workers in Zimbabwe’s second largest city.

Through online-based crowd funding platform campaign, GoFundMe, the initiative has raised US$26 022 and is targeting US$50 000 towards the cause.

Meanwhile, the Bulawayo business community is also working towards capacitating Thorngrove, Mater Dei and Ekusileni Hospitals which will be used as isolation centres for Covid-19.

The business community is sourcing 600 beds to equip several isolation and treatment centres in the city of Bulawayo.

In Mutare’s high density suburbs, sanity is beginning to dawn after a chaotic first day of the national lockdown which saw people avoiding the central business district, but continued to gather around bottle stores and shops as well as other social engagements.

Increased police patrol saw the disappearance of such gatherings with the Daily News crew witnessing cops decongesting a Zuva gas station demanding that only one person stay in a queue as they maintained social distance.

Police officers from Dangamvura Complex base were seen taking into their custody toddlers while parents queued for gas.

New Twist to Frank Buyanga Child Abduction Case…

By A Correspondent| In a new twist to the Frank Buyanga child-abduction case, the man has reported saying his 5 year old child who he kidnapped from the mother early last week, traveled to South Africa, then flew over to Dubai; Buyanga now says the 5 year old son has now been stolen from him in Dubai.

He is now saying the mother has since seized the child from him in Dubai.

The Buyanga case has seen 3 abduction claims being by Mr Buyanga.

On the 11th March he accused the First Family for abducting his child.

He would himself abduct the child, and violently so last week on the 26th March in Waterfalls, Harare.

Soon after a warrant of arrest was issued after him for child abduction, attempted murder, and armed robbery, Buyanga now reports that he has fled to South Africa, and then on to Dubai, with the child, and then to suddenly claim that the child has been kidnapped in the UAE.

Clear UAE government travel data shows that it is illegal to fly into that country in the last 10 days, which fact places firm doubts on his claim that he landed there. 

 

The UAE is not subject to the Hague Convention, which places responsibility on that government to return the child to his country of origin and obey Zimbabwean court orders.

The development comes as there are two court orders barring him from removing the child from Zimbabwe.

It also comes as Buyanga while saying he is now in Dubai, is on another hand announcing he is in fact still in Zimbabwe.

His lawyer Wilson Manase wrote to the registrar of the High Court saying he was “now out of the jurisdiction of this Honourable Court.”

Manase added: “He left and he is out of the country on business with the child. This application therefore has been overtaken by events. We believe that while the horse has bolted, this application has become irrelevant in so far as its intents are concerned.

“The applicant (Muteswa), if need be, must apply for an order she may seek in the country where the child may be.”

Manase said Buyanga had not broken any law as he had been granted joint custody of the child by the High Court.

“Our client, therefore, did not act in a manner which transgresses the law. The purported appeal by the applicant against Justice (Happious) Zhou’s judgement lapsed as it was not correctly served to the first respondent. In this regard, the appeal is a nullity,” Manase added

Nyaradzo Group has with immediate effect stopped services such as removal of bodies from homes and all bodies are being treated as Covid-19 contaminated.

Zimbabwe Hindus to Donate for COVID-19 Victims

In a remarkable gesture to help fellow Zimbabweans in view of COVID-19, Hindoo Society Harare (HSH) is collecting donations among the community in cash and kind for those who are affected by COVID-19.

Cash thus collected will be used to purchase consumables. Items suggested for donations include bottled water, cordials, cleaning products, medical items, bedding items, utensils and containers, basic food items, etc. These donations will be handed over to appropriate Government authority for further distribution to the affected.

Hindu statesman Rajan Zed, in a statement in Nevada (USA) today, commended HSH for stepping forward to help fellow Zimbabweans during these times of confusion and suffering. Hindu scriptures told us that charity was a duty, which should be undertaken with sympathy and modesty.

Zed, who is President of Universal Society of Hinduism, urged Hindu-Zimbabweans to pray at least twice daily in their home shrines with total devotion and pure heart; petitioning God for the common good of all Zimbabweans.

HSH runs two Hindu temples (including one 91 years old), a high school, a primary school, a Gujarati school, etc., in Harare.

Hinduism is the oldest and third largest religion of the world with about 1.1 billion adherents and moksh (liberation) is its ultimate goal.

Mamelodi Sundowns Pray For Utility Player’s Recovery…

Farai Dziva|Mamelodi Sundowns utility player Thapelo Morena has entered the critical phase of his recovery from an ankle injury, team doctor Carl Tabane has revealed.

The 26-year old sustained a ligament damage and a fracture on his right ankle in February during a Nedbank Cup Last 16 match against SuperSport United. He is no longer wearing a plaster cast and has since started light exercises.

“This is the most important part the recovery process. You can have a good operation but if you don’t have good rehabilitation‚ you may never come back‚” Tabane told Sowetan newspaper.

“I know that he is a strong boy mentally and he is in a good head space‚ which is important after a bad injury like this.

“He is seven weeks post operation but the positive step is that his cast was removed last week‚ and he has started with the rehabilitation process.

“We have given him a programme and he knows that he is not supposed to put weight on the leg.

“He will be working on strengthening the muscles and also doing mobility exercises. We have a group of physiotherapists‚ fitness trainers and masseurs who have given him a programme to follow.”

The team doctor also supplied information on other injured players in the Sundowns squad.

“We have players like Sibusiso Vilakazi and Oupa Manyisa who have fully recovered from similar injuries and they have been speaking to him.

“They played a crucial role in giving him some sort of counseling and assuring him that he will recover.

“Villa (Vilakazi)‚ whose injury was also bad‚ is back playing and it is the same with Oupa who is doing full training after their long injuries.

“These types of Injuries take time to heal but it is our duty as the medical team to offer a player necessary support they need to make a comeback,” he added.

UEFA To Make Decision On Champions League

The decision on the UEFA Champions League season and other tournaments that have been suspended due to the coronavirus pandemic will be discussed in a video conference meeting on Wednesday.

This was confirmed in a statement released by the European football body on Monday.

“UEFA has invited the general secretaries of its 55 members associations to a video conference on Wednesday 1 April at midday… to discuss options identified with regards to the potential rescheduling of matches,” read the statement.

Former Marseille President Succumbs To Coronavirus

Former Marseille president Pape Diouf has died due to coronavirus.

The French club announced the news of the death of the 68-year-old on Tuesday.

He was admitted at a hospital in Senegal, the country of his birth, after contracting the virus. He becomes the country’s first COVID-19 fatality.

A statement on Marseille’s Twitter account read:

Nyaradzo Suspends Services Due To Coronavirus?

Nyaradzo Group formerly known as Nyaradzo Funeral Services has with immediate effect suspended some of its services due to the outbreak of the novel coronavirus.

The group announced in a statement that services including removal of bodies from homes and bus service for mourners in adherence to instructions from the Ministry of Health and Child Care in light of the COVID-19 outbreak.
Nyaradzo also said that all bodies were now being treated as contaminated by the virus.

The development comes a few days after the group’s Chief Executive Officer Mr Philip Mataranyika has said that the organisation is ready for the novel coronavirus.

The Ministry of Health revealed during Zororo Makamba’s burial that all funerals related to coronavirus should be done under medical supervision.

Medical supervision and immediate burial are for ensuring that the sealed coffins are not opened and that there is no danger of passing the virus to others.

This in line with the Public Health Act which specifically states that a person who would have died of the infectious disease needs to be buried as soon as possible and with medical supervision.-State media

Partson Jaure Out Of Intensive Care Unit

Dynamos have announced that their captain Partson Jaure is out of the intensive care unit (ICU), just a day after the defender underwent head surgery.

The 29-year old sustained a skull fracture in a car accident that happened on the 22nd of March near Prince Edward School in Harare. He is admitted at Parerenyatwa Hospital.

In a statement on Social Media on Tuesday, Dembabre said: “The doctors attending to captain Partson Jaure yesterday delivered a positive report on the recovery of the defender who underwent a delicate head surgery in Harare on Sunday.

“He is been moved from the ICU to the High Dependency Unit at Parirenyatwa Hospital.”

Supreme Court Ruling Cannot Finalize Political Matters

Those who read Zim politics would have expected this Supreme Court ruling to come out as it did but maybe for different reasons.

The SC judgement gives finality to the judicial process.

But the SC ruling does not finalise the political issues.

The politics of the dominant opposition party must now play itself out to finality – this is inevitable!

Neither the winners nor the losers are in any comfortable space at the moment.

The respective next steps for both sides require a deep breath first – for reflection, wisdom, judgement before any serious actions or further pronouncements are made.

Those who have direct and indirect personal political dividends out of the ruling and/or out of the possible ways forward are encouraged to allow less conflicted minds to guide the leaders in the events unfolding.

The chances of seeing another embarrassing episode of this very same crisis are high.

Our party remains the people’s best option out of Zimbabwe’s 40 years of sustained collapse.

Let us remember that there are millions who are not in our party but are for our party and desperate for the delayed mission of CHANGE which we champion.

Zim Coronavirus Positive Cases Rise To Eight

Farai Dziva|The number of people who have tested positive for Coronavirus has risen to eight, according to the Ministry of Health and Childcare.

“COVID-19 Update: As at 31 March Zimbabwe had 8 confirmed cases, including one (1) death,” the Ministry said in a brief statement.

However, there are reports that government is concealing information on the deadly pandemic.

Unconfirmed reports suggest that the figures that have been released by the Health Ministry do not reflect what is happening on the ground.

Commenting on the Supreme Court ruling against MDC leader Nelson Chamisa, Mamombe said the whole thing was predetermined.

“It’s clear they knew exactly what was contained in that judgement!

Where did Mr Morgen Komichi get the speech he was reading out to Journalists?

Mwonzora, Komichi Have Expelled Themselves From MDC Alliance

The MDC Youth Assembly would like to state it categorically without fear of contradictions that Mr Mwonzora and Mr Morgen Komichi have automatically lost their positions in the MDC after deciding to join Thokozani Khuphe’s Zanu PF project.

The two know very well that they cannot speak on behalf of the party when there are organs responsible for that.

They went on without the people’s mandate to tarnish the image of the party by addressing members of the media and announcing some imaginary standing committee leadership outside that of the 2019 elected leaders.

This behavior amounts to indiscipline and we as the Youth assembly have the moral and political responsibility to defend our movement from such captured elements.

While due process is being taken, MDC members should not interact or communicate with these sellouts and modern day Morison Nyathi’s of the Zimbabwean struggle.

The duo is therefore barred from visiting and meeting our party structures and entry at any of our offices including our Headquarters Morgan Richard Tsvangirai House.

We wish to reiterate that the captured judiciary cannot purport to give us a leadership. Our party’s leadership comes from the people and we held our Congress in May 2019, which elected President Nelson Chamisa and the rest of the people’s leadership.

“Mnangagwa Unlocks Lockdown”

“All pending criminal cases on remand shall be automatically rolled over for a period of at least 21 calendar days, beginning today, while criminal trials and civil cases have been deferred for the duration of the national lockdown to combat the spread of the Covid-19 pandemic”

 The country is in a 21-day lockdown as the number of confirmed Covid-19 cases spiked to seven, with one confirmed death. The lockdown was the principal measure announced by President Mnangagwa in an address to the nation on Friday.

According to the practice direction on courts operations issued , Chief Justice Luke Malaba said the new development was in line with the President’s most recent directives and guidelines on the Covid-19 induced pandemic national lockdown.

“This will see all the superior courts, namely Constitutional Court, the Supreme Court, the High Court, the Labour Court, the Administrative Court, going into recess earlier, for the first quarter break”

Day 2 of 21 contradicted the lockdown rules by Mnangagwa as Supreme Court passed judgement at 3pm in the afternoon and ruled that Nelson Chamisa is not the legitimate MDC leader .

In his ruling Justice Luke Malaba reinstated MDC ( then MDC-T ) 2014 structures, a move that was trashed by most MDC cadres. This is confirmed by what the MDC leaders wrote on various social media platforms.

The MDC youth assembly led by Tererai Obey Sithole had no kind words and maintained that the stance that the courts had taken was not right. He said the courts had no power to determine how the MDC is run adding that the party’s youth wing will go an extra miles to defend Nelson Chamisa and party.

“They have declared war and Zanu Pf is in fear and panic because they know Nelson Chamisa is the people’s choice in the party and in the country. Their efforts to destabilise the people’s movement will be resisted “

On further unlocking the lockdown journalist together with supporters of the Thokozani Khupe led MDC were addressed with no protective clothing to combat corona virus by Morgen Komichi who has been given Chairman powers by the courts and seemed happy to do so.

Day 1 of 21 in the Zimbabwe lockdown police maintained checkpoints and routes leading to CBD.

Today we witnessed a heavy presence only at the supreme court as well as the MDC Morgan Tsvangirai House. There was a barricade effected by anti riot police and tanks at the entrance of the party headquarters.

Earlier Thokozani Khupe on day 2 of the 21 day lockdown took to twitter with an account she had not used in years and she was celebrating a judgement before it was done according to an anonymous MDC source.

A press conference was later held after the judgement in which party Vice President Tendai Biti told journalist that they already had a congress and that the outcome of the congress was final.

“The Ruling Will Not Dent Chamisa’s Political Career”

By Own Correspondent| University of Zimbabwe lecturer and political analyst said the ruling has no bearing on Chamisa and the current MDC Alliance.

“Legally it can have an effect on the disbursements of the political finance funding. Chamisa may be requested to share with Khupe,” said Masunungure.

“On the political front this has no bearing at all. This is just an academic ruling which does not change anything.

“Chamisa was elected unopposed at the MDC congress so he has a mandate from the people.

“What he now leads is an alliance, very different from the original MDC.”

“This is meant to demoralise him but surely it is an academic judgment without any effect,” Masunungure said.

Another analyst Alexander Rusero said the ruling has no eefect at all.

“The ruling is as ineffective as its posture. It is a political statement masquarading as a judgment. It changes nothing,” Rusero said.

Another political analyst Ibbo Mandaza said the ruling is has no effect on the main opposition MDC political landscape.

“This was expected but it water under the bridge. Chamisa was endorsed by congress. He led the MDC alliance in the 2018 elections. He has MPs in parliament so there is noway this ruling can affect him,” Mandaza said.

“Legally its one thing but what is more important is the political bearing. The ruling can never dent Chamisa’s political impact.”-

In a statement on Wednesday the Group said, “On 27 March 2020 the President of the Republic of Zimbabwe His Excellency E.D. Mnangagwa announced a 21-day lockdown in Zimbabwe starting from 30 March 2020.

21 Day Lockdown Rocks Marriage

By A Correspondent- A Chitungwiza couple’s marriage is shaking after the husband discovered through WhatsApp messages that his wife was dating two men.

Ceaser Heriheri regrets the call for staying at home that led her husband Tapiwa Jonga to go through her mobile phone and discovered her illicit affair with a married, Paul Osieki.

Jonga and Heriheri exchanged harsh words over the issue and consulted their church leader for counselling after the former narrated how he ended up seeking medical treatment over a sexually transmitted infection some months back.

“It is true that my wife has been cheating on me and I discovered that she has been bedding two men of which one of them is a businessman who supplies her with skin lightening creams,” said Jonga.

“She left her mobile phone and since we are relaxing at home during the lockdown, I was tempted to peruse her mobile phone that is how I discovered that my wife was cheating.

“It affected me to the bone my brother and I now believe that she is the one who made me sick ndakaita chirwere chepabonde chakandityisa iye akamhanya mhanya kuenda neni pashop yake akanondirapisa asi ndakava nemubvunzo mukuru pazviri.

“Today everything has come to light and I thank the lockdown for giving me chance to rest and discover such issues.

“My wife owns a shop at Makoni and is a police officer based at Dema Police Station, ndakanochema pamberi pevanhu pashop pake ndarwara muna January gore rino ini,” said Jonga. Heriheri denied bedding Paul although the latter sent love messages after the two hooked up in one of the love WhatsApp groups.

“I came to know Paul after he sent a love message to my inbox since we are members in one of a love WhatsApp group,” said Heriheri. “He showed interest in me but I denied his advances and as for the other men, I do not know anything about him although I chat with several men concerning my business of selling skin creams.

“My husband took my mobile phone without my consent and went through my messages and I want to believe is the one who is after exposing me as if he is innocent. “If he is the one who called you I am going to deal with him ruthlessly chibvai pano endai munonyora zvamunoda nezva Paul wacho,” said Heriheri popularly known at Makoni shopping Centre as Bibianca or Cynthia.

She gave Jonga her mobile phone in front of H-Metro to prove her innocence and her decision further exposed her shenanigans after Jonga discovered another love message a few minutes by another man.

Landmark Ruling In Zim As Constitutional Amendment 1 Is Declared Unconstitutional

THE Constitutional Court of Zimbabwe on Tuesday 31 March 2020 delivered a landmark ruling wherein it declared as unconstitutional the legality of the Constitution of Zimbabwe Amendment (No.1) Act.

The Act sought to amend Section 180 of the Constitution by giving the President sole powers to appoint the Chief Justice, his deputy and the Judge President of the High Court. It also sought to add a provision relating to the appointment of the Senior Judges of the Labour Court and the Administrative Court by the Chief Justice.

In an application which was filed in September 2017 by MDC party legislator and former Chief Whip Hon. Innocent Gonese and former MDC party Harare West legislator Hon. Jessie Majome, the two legislators protested that the Senate failed to fulfil the constitutional obligation defined in section 328(5) of the Constitution, which requires a Constitutional Bill to be passed by two-thirds of its membership when it passed Constitutional Amendment Bill (No.1) of 2017 into law on 1 August 2017.

The purported passing of Constitutional Amendment Act (No.1) of 2017 had the main effect of changing the procedure for the appointment of the Chief Justice, the Deputy Chief Justice and the Judge President of the High Court such that the appointment of these judicial officers would be made solely by the President after consultation with Judicial Service Commission.

In their application filed by Advocate Thabani Mpofu instructed by Hon. Tendai Biti of Zimbabwe Lawyers for Human Rights, Hon. Gonese and Hon. Majome argued that Parliament did not follow the correct procedures in passing Constitutional Amendment Bill (No.1) of 2017 into law.

The two legislators, seeking a declaratory order, argued that Parliament failed to comply with the constitutional obligation defined in Section 328(5) of the Constitution of Zimbabwe, which requires a Constitutional Bill to be passed by two-thirds of the membership of both Senate and National Assembly, sitting separately.

They also argued that no vote was conducted as required by the Constitution of Zimbabwe.

In line with this, the Full Bench of the Constitutional Court on Tuesday 31 March 2020 ruled in favour of Hon. Gonese and Hon. Majome’s application and declared that the passing of Constitutional Amendment Bill (No. 1) of 2017 by the Senate on 01 August 2017 was inconsistent with the provisions of section 328(5) of the Constitution, to the extent that the affirmative votes did not reach the minimum threshold of two-thirds of the membership of the Senate.

The Constitutional Court declared Constitutional Amendment Bill (No. 1) of 2017 as invalid to the extent of the inconsistency and stated that the declaration of invalidity shall have effect from the date of the granting of the apex court’s order but is suspended for a period of 180 days.

Senate, the Constitutional Court ruled, should conduct a vote in accordance with the procedure for amending the Constitution prescribed by section 328(5) of the Constitution within180 days of the granting of the Constitutional Court’s order, failing which the declaration of invalidity of Constitutional Amendment Bill (No. 1) of 2017 shall become final.

“Lockdown Will Be Extended If You Do Not Stay At Home”: Minister

By A Correspondent- The deputy minister of police in South Africa, Cassel Mathale has warned that the national lockdown will have to be extended if people do not remain inside their homes, for the remainder of the 21-day restriction period. 

Addressing SAPS members, military police and members of the South African National Defence Force on Wednesday morning at the Kimberley public library parking lot, Mathale explained that if the country did not manage to flatten the curve of the Covid-19 pandemic, there would be “no other option” but to extend the lockdown.

 “The regulations are non-negotiable. The virus spreads quickly when people move up and down. South Africans must self-isolate for the remainder of the 21 days, in order to fight the virus.” 

He stated that the categories of business that were allowed to work over the lockdown period were obliged to operate within the framework and stipulated times.

“Taxis and public transport services must only transport commuters at the designated times in the morning and evening and not at any other time.”  

Mathale told SAPS and SANDF members to “make their presence felt”  and to tighten controls to ensure that the public adhered to the regulations. 

“We rely on you to go out to the communities and fill the streets. We must assist at the malls, and arrive early so that we can control the queues when social grants are paid out. If we arrive late, we will not be able to regulate and observe social distancing if there are a large gatherings.” 

He added that if citizens observed the regulations, they could resume their daily activities. “If we flatten the curve of the pandemic, then South Africa can go back to normal.” 

Mathale, along with the national commissioner, General Kehla Sitole and SAPS management, will visit a number of Covid-19 lockdown joint operations in the Northern Cape to assess adherence to the regulations.

At the last meeting of the MDC Alliance Standing Committee on 10 March 2020 I put to Komichi & Mwonzora the entire ZANUPF strategy on the Khupe case & their respective roles in that strategy. Their denials of both the ZANUPF strategy and their roles thereto were vehement.

I ended the debate by telling them that while we had no choice but to give them the benefit of the doubt on the day of the handing down of the judgement we will know the truth. Today we know.

I also told them that the MDC- Alliance had already held its Congress and would not hold another one and that the leadership elected at Congress was not negotiable & would never be determined by courts of law but only by the members of the party. That was true on that day as it is true today.

Legally, the MDC Alliance was not before the court and cannot be bound by a judgement to which it is not a party and which in any event is not directed at it. Politically, the people always decide. Period.

High Court Okays The Establishment Of Zanu Pf’s “Wilkins” For The Elite

By A Correspondent- High Court judge Justice Happias Zhou yesterday gave Kudakwashe Tagwirei’s company, Sakunda Holdings the green light to set up a COVID-19 medical facility in a leafy suburb of Harare after dismissing an application by a resident who argued that the facility would expose them to the deadly virus.

Roger Stringer, through his lawyers Jeremiah Bhamu and Obey Shava had argued that the COVID-19 wing to be set up at Rockford Medical Centre would endanger the lives of residents living in Arundel.

He submitted that Sakunda and Health minister Obadiah Moyo were not authorised to violate his entitlement to protection and should make use of council-run facilities for infectious diseases such as Wilkins and Beatrice Road Infectious hospitals.

Stringer submitted that no measures were being put in place to minimise the exposure brought to his family by the use of such a facility as a referral centre for infectious diseases in the area.

“The site of the medical facility in question is connected to a reticulated sewer main across Norfolk Road. These are intertwined with water supply and are the same sewer reticulation mains which service the applicant ’s household. This again puts the applicant and his family at greater risk of contracting the infections disease.

There is presently no cure or vaccine for the infectious disease in question, which has been declared a global pandemic, which easily spread and has to date, claimed a large number of lives across various countries of the world,” he argued

But, in his ruling Justice Zhou said Stringer had failed to provide evidence of the feared exposure.

“His exposure to the coronavirus which has not been approved by evidence must be subordinate to the public interest which can be saved by refurbishing the medical centre in question in order to establish an isolation centre,” he ruled.

In its defence, Sakunda argued that Stringer should have cited the City of Harare as the respondent since they were the licensing authority in respect to health facilities.

“The close proximity does not in itself endanger the applicant and his family given that the pandemic is not spread in the manner explained by the applicant. Applicant’s fear should not be allowed to stand in the way of the public project,” Sakunda responded.-Newsday

Mthuli Ncube Sneaks In Another Statutory Instrument Forcing Corporates To Bank Their Forex

By A Correspondent- The Reserve Bank of Zimbabwe (RBZ) has ordered all corporates receiving foreign currency, to deposit the money into their domestic nostro bank accounts.

Last week, the RBZ lifted the ban on the use of the greenback to help mitigate against COVID-19 (coronavirus) shocks, effectively starting the redollarisation process. The move came at a time Treasury and RBZ coffers were reportedly running dry of the foreign currency while the Zimbabwe dollar (ZWL) continues to devalue.

“Corporates receiving free funds from domestic transactions, will be required to deposit such funds in nostro (domestic) FCAs for own use, either for foreign or for domestic payments. This means that inter-FCA transactions have been enabled to facilitate these payments,” said RBZ exchange control director Farai Masendu, in the new RBZ Exchange Control Circular No.3 of 2020.

“These domestic transactions by corporates should continue to be done through bank transfers, as well as using plastic money such as point of sale machines. In light of the above, banks and payment providers are encouraged to ensure that their infrastructure and systems are equipped and configured to handle the new payment arrangements and further promote electronic payments so as to minimize the handling of cash and foster social distancing.”

He reiterated that individuals could pay for goods or services chargeable in Zimbabwe dollars in foreign currency using free funds based on the ruling exchange rate of the day.

In February last year, the RBZ established the interbank market to allow for official trading in foreign currency.

However, the interbank market has since failed dismally with the Zimbabwe National Chamber of Commerce and Confederation of Zimbabwe Industries confirming that trading on the platform was non-existent.

This was due to foreign currency holders refusing to bring their money to the platform out of mistrust in the monetary authorities who have been accused of rampant corruption.

The move of bringing back the greenback comes as the central bank has in the past estimated that there is US$2 billion circulating in the informal market.

Apart from ordering corporates to deposit their foreign currency earnings into domestic nostro accounts, the RBZ suspended the 30-day liquidation requirement on unutilised foreign currency balances for exporters until further notice.

“All exporters shall, therefore, be treated as “green flagged” for the smooth administration of all export receipts until further notice. The flagging of importers and the penalty system has also been suspended until further notice,” Masendu said.

All payments processed during the ongoing lockdown shall continue to be reported to the computerised exchange control batch application system and all supporting documentation should be filed separately for onsite inspection after the lockdown period.

“Authorised dealers shall continue to process applications for extensions of acquittal period, cancellations, amendments and exceptional acquittal of foreign payments in line with the existing exchange control framework,” Masendu said.

He added that authorised dealers would continue to submit exchange control returns in the usual manner and prescribed formats.-Newsday

So callous, knavish and shameless are these purveyors that they are quick to ulullate at pulverized judgements from hyena courts.

Of course such Iscariotic behavior is expected of them for there are few pieces of silver that comes along the way from their new found masters.

Leadership is found in the hearts and souls of the masses. It is the political capital banked in an account not easy to withdraw. The leadership as constituted at Gweru will never be changed because that was the will of the people. Anything else is sideshows to derail the people’s struggle. Advocate Nelson Chamisa remains, and let me emphasise, remains the leader of the people’s struggle. Our struggle remains our calling. The evil Mnangagwa regime should not deceive itself with the false reprieve brought about by the Corona virus epidemic. The revolution belongs to the people. The people know their leadership. Zvimwe zvose izvo are attempts to derail our struggle.

We will stand with Advocate Nelson Chamisa and his leadership as constituted by the May 2019 Congress. Lets keep safe during this Covid 19 virus scare. Lets pray God protects all of us from the political corona virus poured upon us.

The Zimbabwe National Road Administration (ZINARA) would like to advise the motoring public that following the announcement by the President of Zimbabwe, His Excellency, Cde E.D. THE thunderous sound of the mighty Victoria Falls is back as the Zambezi River’s water levels have significantly risen, giving hope of recovery in the tourism sector once the Covid-19 threat has been alleviated.

Authorities have said as of last Friday, water levels in the Zambezi River in Chavuma, Zambia, have gone up 523 percent compared to the same period last year, thereby increasing flows to the Falls.

The Zambezi River Authority (ZRA) yesterday said water levels were trending above the long-term average, and the highest in 20 years.

Victoria Falls residents and players in the tourism industry are excited that the deafening sound of heavy volumes of water falling 107 metres down the gorge can be heard as far as the Victoria Falls International Airport which is 20km away.

Some good news!! The floodwaters of the Zambezi have hit Victoria Falls and Kariba – the river has risen quickly and the lake is starting to fill.

This is the biggest flood since 1977/78, which is the biggest flood since records started in the sixties. However, there is now a second wave coming through Chavuma (on the Angola/Zambia border) which looks as big as the first wave.

The difference is the Barotse flood plain is now full and this wave will sweep over it. All the water will be channelled through to the Falls and into Kariba.

“I predict this will be the biggest flood since the Kariba Dam wall floods of 1958. Kariba will probably fill.”

Mandatory 21 Day Quarantine For Every Zimbabwean Coming Back Into The Country

ZIMBABWEANS returning from South Africa via Beitbridge Border Post will undergo a mandatory 21-day quarantine at the defunct Beitbridge Rainbow Hotel while Ekusileni Medical Centre in Bulawayo is now the main Covid-19 isolation centre for the southern part of the country.

Beitbridge Border Post is one of the busiest ports of entry in Southern Africa, connecting Zimbabwe and South Africa to other African countries. Beitbridge Rainbow Hotel, with 136 rooms, was shut down in 2016 after posting successive losses.

Thorngrove Infectious Disease Hospital had been selected as the isolation centre for Bulawayo, Matabeleland South, Matabeleland North, Midlands and Masvingo provinces. But the council-run hospital has limited resources and needs a major facelift and equipment. Ekusileni Medical Centre is a state-of-the-art hospital although it has not been operational.

Government, the private sector and some individuals have stepped up efforts to contain the spread of Covid-19.

The country today is on the third day of a 21-day lockdown aimed at reducing the spread of Covid-19.

In a statement yesterday, National Social Security Authority (NSSA) acting general manager Mr Arthur Manase said to complement Government’s efforts, it has availed both Beitbridge Rainbow Hotel and Ekusileni Medical Centre to fight Covid-19.

“The former Beitbridge Rainbow Hotel will be used as a transit isolation centre to cater for returning residents from South Africa. This means every Zimbabwean who passes through the Beitbridge border post from South Africa will be quarantined for 21 days at the NSSA facility as a precautionary measure. Zimbabwe’s southern neighbour is also battling to contain Covid-19 with an infection rate of over 1 000. NSSA has also availed its Ekusileni Medical Centre in Bulawayo for accommodation of patients undergoing treatment for Covid-19,” said Mr Manase.

He said the authority has donated funds to repair the Intensive Care Unit ventilator at Mutare Central Hospital.

Mr Manase said NSSA will also be providing a once off bonus payment to cushion pensioners.

Information, Publicity and Broadcasting Services Ministry Permanent Secretary Mr Nick Mangwana revealed through microblogging site Twitter, the national taskforce’s decision to make Ekusileni Medical Centre the major Covid-19 isolation centre for the southern part of the country.

In an interview, Bulawayo Provincial Affairs and Devolution Minister Judith Ncube said while the decision was made at national level the recommendation came from locals.

“The decision was taken in realisation of the grave situation we are facing. If the worst comes to worst, we need to identify such institutions so that we really cater for our people in a dignified manner. The decision to make Ekusileni a centre did not come from the national taskforce but it was a recommendation from the Bulawayo community so that we can handle the situation on the ground,” said Minister Ncube.

She said Thorngrove Infectious Disease Hospital will still admit patients as Bulawayo needs all the facilities to fight Covid-19.

The decision to make Ekusileni Medical Centre, the major isolation centre for Bulawayo, will enable Government and development partners to capacitate the unutilised institution.

Bulawayo City Council’s Director for Health Services Dr Edwin Sibanda said he had not been briefed about Ekusileni Medial Centre taking over from Thorngrove Hospital.

He said Bulawayo needs to get all the three hospitals including United Bulawayo Hospitals’ (UBH) Richard Morris be equipped to handle any eventualities.

“All institutions must be made ready to receive patients because we don’t know how many patients we would have. Should we go for Ekusileni only, we might be found wanting, should we go for Thorngrove alone, we may be found wanting again. The ideal situation is we prepare all three, that is the plan,” said Dr Sibanda.

Zim Coronavirus Trail: 8 Positive And One Death Out Of Only 240 Tested

POSITIVE Covid-19 cases have increased to eight in Zimbabwe, including one death as 233 individuals tested negative for the deadly global pandemic.

The latest patient is a 21-year-old man from Mashonaland East who has no travelling history but had contacts with the country’s third positive Covid-19 patient.

The latest patient tested positive for the virus on Monday.

The third patient is a 51-year-old man from Mashonaland East who had travelled to Dubai and tested positive for the virus on Tuesday last week.

Three people with no travelling history who got in contact with the third patient have also tested positive for Covid-19.

The first Covid-19 patient is a Victoria Falls man who tested positive on March 20 and had travelled to United Kingdom while the second patient, journalist Zororo Makamba, tested positive on the disease on March 21 and died on Monday last week.

He had travelled to United States of America.

The fourth patient is a woman who also had travelled to America and tested positive on Thursday

The global pandemic has infected more than 700 000 people worldwide and killing over 30 000.

Although the virus started in China, the Asian giant has successfully managed to contain but it is causing havoc in Europe and America, where infections and fatalities continue to rise.

Government has imposed a 21-day countrywide lockdown to restrict travelling as part of measures to mitigate spread of the virus countrywide.

Other countries have also imposed lockdowns as the virus thrives in crowded places.

In a statement, Health and Child Care Ministry Permanent Secretary Dr Agnes Mahomva said as of today a total of 241 cases have been conducted countrywide.

She said all the remaining seven cases are in mild and stable condition.

“The Ministry would like to report today, the National Microbiology Reference Laboratory tested 47 samples. One of these, a contact of the third case, tested positive for Covid-19.

“The Ministry would like to advise the nation that the three cases reported by Mashonaland East Province are cases which had already been reported as Harare cases, as they had been managed at Wilkins Hospital, Harare. To date, Zimbabwe has confirmed eight cases, including one death,” she said.

Dr Mahomva said Government remains on high alert to prevent the spread of Covid-19 in the country encouraging citizens to practise good personal hygiene.

“Wash hands with soap and water frequently or use an alcoholic-based hand rub, cover your nose and mouth with tissue paper or flexed elbow when coughing and sneezing, avoid close contact with people who are sick, coughing or sneezing and avoid touching your eyes, nose and mouth,” said Dr Mahomva.

Coronavirus: RBZ Suspends More Foreign Currency Restrictions

RBZ) has suspended the 30-day foreign currency balance liquidation requirement for exporters as well as its attendant penalty system so as to minimise the impact of Covid-19 (coronavirus) outbreak on the economy.

The central bank has also clarified concerns around the use of foreign currency on domestic transactions, which were previously deemed illegal under the mono-currency dispensation adopted since June last year. The new measures are contained in an Exchange Control Circular No 3 of 2020 issued yesterday by the Apex Bank to authorised dealers and authorised dealers with limited authority in terms of Section 35 (1) of the Exchange Control Regulations Statutory Instrument 109 of 1996. In the circular, RBZ head of exchange control directorate, Mr Farai Masendu, said the latest interventions were meant to buttress recent pronouncements by the RBZ Governor, Dr John Mangudya, in response to the financial vulnerabilities caused by the Covid-19 pandemic.

“The 30-day liquidation requirements on unutilised foreign currency balances for exporters has been suspended until further notice when markets stabilise from the effects of Covid-19,” said Mr Masendu.

“All exporters should be treated as ‘green nagged’ for the smooth administration of all export receipts until further notice. The flagging of importers and penalty system has also been suspended until further notice.”

Mr Masendu said all payments processed shall continue to be reported in the CEBAS (Computerised Exchange Control Batch Application System) system, adding that all supporting documentation should be filed separately for onsite inspection after the lockdown period. He also stated that authorised dealers shall continue to process applications for extensions of acquittal period, cancellations, amendments and exceptional acquittal of foreign payments in line with existence exchange control framework.

Mr Masendu also clarified the use of free funds or foreign currency payments for domestic transactions.

“As authorised through Statutory Instrument 85 of 2020, individuals may now pay for goods and services chargeable in Zimbabwean dollars, in foreign currency using free funds at the ruling exchange rate of the day of payment,” he said.

“The payment may be done through cash, transfers and/ or electronically.

Consistent with the provisions of Exchange Control Circular No 8 of 24 July 2019, international organisations, non-governmental organisations (NGOs) and embassies holding free funds, shall continue to transact in line with the provisions of the said Circular.” Free funds include all diaspora remittances, funds held and paid by NGOs and embassies, as well as salaries paid in foreign currency by exporting entities including cotton, tobacco and gold producers.

Mr Masendu further explained the treatment of proceeds from domestic transactions by corporates.

“In line with these new arrangements, corporates receiving free funds from domestic transactions, will be required to deposit such funds in Nostro (domestic) FCAs for own use, either for foreign or for domestic payments.

“This means that inter-FCA transactions have been enabled to facilitate these payments,” he said.

“These domestic transactions by corporates should continue to be done through bank transfers, as well as using plastic money such as Point of Sale (FOS) machines.”

In light of the above, the RBZ said banks and payment providers should ensure that their infrastructure and systems are equipped and configured to handle payment arrangements and further promote electronic payment so as to minimise the handling of cash and foster social distancing.

Regarding submissions of exchange control returns he directed authorised dealers to continue to submit exchange control returns in the usual manner and prescribed formats.

“Any challenges in obtaining information to ensure compliance with these reporting requirements, should be communicated to Exchange Control,” said Mr Masendu.

Bulawayo Residents Forget About Coronavirus Lockdown Go Down Into Fights For Mealie Meal At A Retail Store

No Lockdown, Bulawayo Residents crowd for Mealie Meal

POLICE in Bulawayo were yesterday called to restore order at mealie meal queues in the city centre and Nketa Suburb as residents fought over the commodity.

Anti-riot police were called to disperse a crowd that had besieged Fortwell Wholesalers along 12th Avenue and Hebert Chitepo Street, accusing management of only selling mealie- meal to police officers and their families.

Residents said they were forced to come to the city centre to buy mealie-meal as some shops in the Western suburbs were demanding cash.

Hundreds of shoppers threatened to burn down the building after the shop’s manager closed doors and notified them that the mealie- meal had run out.

Scores of women who had queued for hours in the scorching sun, a considerable number of them with babies strapped on their backs, while some were in visible discomfort as they were heavily pregnant, led the protest.

Some of the angry shoppers said the shop management was prioritising police officers and sidelining residents who had queued for hours.

The shoppers said more than 300 bags of mealie-meal had been delivered but less than 50 people were served, at one per customer.

Reinforcements had to be called to prevent a stampede as a crowd that had gathered at Nketa 6 shopping centre to buy mealie-meal attempted to push their way into two shops that were selling mealie-meal, ignoring Government’s call on social distancing to prevent the spread of the Covid-19 pandemic.

Over 400 people almost stampeded yesterday at the shopping centre ignoring the initially few police officers who were constantly announcing through a loud speaker that while the residents could queue for the mealie-meal they had to respect the social distancing provision.

Back-up from Tshabalala Police Station had to be called to control the crowd, all to no avail, leading to the shop owners closing their shop after the intervention of residents’ association leaders who directed that the mealie-meal would now be sold today.

“We are seeing police officers buying mealie meal and being given via the back entrance and they are coming with other people, maybe they are their wives. They are loading the mealie meal; into a kombi, yet they are chasing us away. If as police they want mealie meal, why don’t they arrange with the shop owner or millers and get it properly like how other companies are doing for staff, such arrangements are there. But for us to be chased away here like dogs after spending such a long time is unfair,” fumed Mr Brighton Msindo.

“Prices have gone up considerably since announcement of the lockdown. They keep going up daily, so we need to buy as much food as we can with the little, we have before our money loses more value,” said an angry shopper.

In Nketa 6 Mr Wingley Nhliziyo, ward 24 residents’ association chairperson said they had to order the shops to stop selling so as to allow residents to regroup and ensure that the mealie-meal be sold as per ward squares so that everyone is serviced while adhering to the Government’s directive on social distancing. “I guess you saw for yourselves that the selling conditions are not healthy at all, people are not observing the one meter apart social distancing directive, neither are they wearing any protective clothing like face masks or gloves, therefore we saw it prudent that we stop the sell and come back tomorrow (today) where square leaders will lead the process,” said Mr Nhliziyo.

An executive member of the Grain Millers Association of Zimbabwe in the Matabeleland region chairperson, Mr David Moyo, who witnessed the skirmishes said millers were closely working with the police to ensure that the social distancing requirement at all their shops was adhered to.

He said residents had to be patient as millers in the region worked towards ensuring a steady supply of the basic commodity to all households during the lockdown period.

“As we speak, in Nketa six I have managed to deliver 600 by 10 kilogramme bags of mealie-meal today (Tuesday), with 200 more set to be sold tomorrow (Today), I have also delivered in Lobengula and Nkulumane among other suburbs.

Justice Patel’s Judgement Likely To Cause A Major Disharmony Within The MDC

The Supreme Court has confirmed the High Court’s decision that declared MDC-Alliance’s Nelson Chamisa an illegitimate leader of the opposition party after he took power after the death of founding leader, Mr Morgan Tsvangirai.

The ruling comes after Chamisa had appealed against the ruling by High Court judge, Justice Mushore which nullified his presidency, in 2018.

The judgment nullified Chamisa’s appointment as the leader of the opposition MDC party and also nullified the appointment of both Nelson Chamisa and Elias Mudzuri as vice presidents of the party.

The appointments were made by the late founding leader Mr Tsvangirai in 2014.

In a judgment that has potential of bringing commotion in the party, Justice Bharat Patel yesterday ruled that Chamisa was unlawfully appointed as the acting president of the opposition party.

He upheld the lower court’s position saying it was unimpeachable.

The court observed that Dr Thokozani Khupe was the genuine acting president of the party at the time of Tsvangirai’s death, and restored the status quo.

The judge directed Dr Khupe , who was being represented by Professor Lovemore Madhuku, to convene an extra ordinary congress within three months to elect the party’s new president.

“It is accordingly ordered that the appeal be and is hereby dismissed with no order as to costs,” said Justice Patel.

“The third respondent, (Dr Khupe) in her capacity as the Acting President of the first appellant (MDC), be and is hereby ordered to convene an extra-ordinary congress, within a period of three months from the date of this order, in order to elect a new President.

“In the event that the third respondent fails or is unable to comply with . . . the above, the third appellant (Morgan Komichi), in his capacity as the national chairperson of the first appellant (MDC), be and is hereby ordered to convene the aforesaid extra-ordinary congress, within a period of four months from the date of this order.”

In his ruling, Justice Patel held the view that the corrective intervention of the superior court in the affairs of the party was a matter of significant public importance, not only in relation to the party and its members but also as regards the governance of political parties generally.

It was also the court’s view that it was necessary to deliver its definitive pronouncement on the legitimacy of Chamisa’s rise to the presidency of the party.

The ruling was also meant to ensure that the leadership of the party is constitutionally and lawfully ensconced.

The judge, however, noted the imbroglio that the party’s leadership had become entangled in could well be water under the bridge, which for the sake of the party’s stature and credibility, needed to be correctly and systematically constructed.

Notwithstanding the political mootness of the matter, the matter is imperative that there should be an authoritative determination of this appeal in the interests of justice, said Justice Patel.

“The essence and objective of the corrective measures to be implemented by the party is to restore the status quo ante (former position before the death of Tsvangirai) that prevailed before the irregular and unlawful appointments to the party presidency took place,” he said.

“This would necessitate having to extend the time limit prescribed in the party constitution apropos (concerning) the convening of an extra-ordinary congress to elect a new president following the demise of Dr Tsvangirai.”

In terms of Article 9.21.1 of the party constitution, the deputy president assumes the role of acting president upon the death of the president, pending the holding of an extra-ordinary congress to elect a new president.

Such congress must be held no later than one year from the death of the former president.

In this case, Justice Patel said the power to convene an extra-ordinary congress is ordinarily vested in the president by dint of Article 9.1.2.1.

It follows that, said the judge, by assuming the role of acting president, the deputy president is ipso jure (by the law itself) equally empowered to convene any such congress.

By the same token, the national chairperson, who is enjoined by cited article to perform the duties of the president’s office in the event that both the president and the deputy president are unable to perform their functions, must also be vested with the power to convene an extra-ordinary congress.

In her judgment, Justice Mushore ordered the MDC to hold an extraordinary congress within a month using 2014 structures in which Dr Khupe was the only vice president of the party.

However, the ruling was suspended after Chamisa appealed and the opposition MDC went on to hold a congress last year.

Meanwhile, Mr Komichi who assumes the position of MDC-T national chairman following the ruling, said he was reversing all suspensions and sackings of party members by Mr Chamisa.

“The suspensions, dismissals, and recalls of the Mayors of Chegutu, Masvingo and Victoria Falls are hereby set aside and their Worships are reinstated thus giving effect to the true wishes of the electorate,” he said.

“The removal of all ward executive committees and district executive committees is set aside. All the 1 958 ward executive committees and all the 210 district executive committees are hereby reinstated and shall forthwith convene and do party work.

“All members of staff whose contracts of employment were unlawfully terminated last year are hereby reinstated and must report for duty as soon as practicably possible given the circumstances.”

Mr Komichi advised all party deployees to council and Parliament that there will be no reprisals from the leadership.

Mr Douglas Mwonzora, who was secretary general during the period, said whoever was leader of MDC-T “automatically is the leader of MDC-Alliance”.

“So, there is no need to denigrate the courts anymore as the courts have ruled as a result of an appeal filed by Advocate Chamisa himself. So, you do not say when the courts ruled against you it is null and void every time,” said Mr Mwonzora

But Mr Biti said: “My position is that we as MDC-Alliance held our congress in May 2019. Chamisa is our president and our next congress is in 2023.”

Mnangagwa Fails To Get 5000 Prisoners Worth His Pardon, Only 1700 Could Make It.

Only 1 680 prisoners qualify for release under the presidential amnesty out of the targeted 5 000 because the majority were convicted of serious offences and have not yet served at least half their sentences, the criteria for benefiting.

Only 53 women will benefit from the amnesty after it turned out that women ruled the roost in the commission of specified offences like murder, robbery, carjacking, sexual offences and public violence.

The Zimbabwe Prisons and Correctional Services (ZPCS) had initially recommended the release of 5 000 prisoners in a bid to decongest the country’s prisons to 16 838, but most of the inmates failed the test.

The first group of pardoned inmates is expected to be released today.

President Mnangagwa recently issued a clemency order for non-violent offenders.

Those eligible for immediate release, so long as they were not found guilty of the specified offences that generally cover crimes of violence, are: women prisoners who have served at least half their effective sentence; juvenile prisoners who have served a third; those sentenced to 36 months or less who have served half; and those over 70 who have served half.

Offenders excluded from the amnesty include those convicted of murder, treason, rape or any sexual offence, carjacking, robbery, stocktheft and public violence, plus any conspiracy, incitement or attempt to commit these crimes or being an accessory after the fact to these crimes.

Those who have not served at least half their sentences, according to the latest clemency order, should be excluded.

Also excluded are prisoners who benefited from a previous amnesty who were convicted again and jailed, those jailed by a court martial, which would apply to certain offences by members of the defence forces, and prisoners who have a record for escaping from lawful custody.

Secretary for Justice, Legal and Parliamentary Affairs Mrs Virginia Mabiza yesterday said most prisoners targeted by the clemency order failed to meet the minimum standards for release on amnesty.

“We had targeted the release of 5 000 prisoners, but most of the inmates failed to meet the standards, resulting in a few qualifying,” she said.

“In the past, we used to release those who had served at least a third of their sentences, but this time we tried to balance the interests and raised the bar to half sentences.”

Mrs Mabiza said only 53 out of 456 female prisoners qualified for release because most of them were serving jail time for specified offences.

“Many women are now participating in robberies, murder, public violence and other serious offences, which disqualifies them from this year’s amnesty,” she said. “We cannot just release all women when they are committing serious offences.”

Prisoners who have spent at least 10 years on death row will have their sentences commuted to life imprisonment.

President Mnangagwa used his constitutional powers of mercy to effect the amnesty, desired to reduce the prison population to levels that can be accommodated safely.

All the released prisoners and those with shorter effective sentences still have criminal records and, if a portion of their original sentence was suspended, those suspended sentences can be brought into effect should they re-offend since the amnesty order only looks at remission of effective sentences.

Woman Infected By Coronavirus After Having S*x With South African Man

A Lusaka sex worker is one of those who have tested positive for Coronavirus after she had a hot se_x session with a South African national who visited Zambia two weeks ago.

The adult entertainer who earns a living by utilising her sweet vag_ina and whose name has been withheld is now undergoing treatment at the Coronavirus treatment centre at the Levy Mwanawasa Hospital.

Ministry of Health officials have revealed that the ‘adul_tery technician’ was critically ill when she checked herself into the hospital and that her condition is now stable.

Health workers performed contact tracing after she stabilized and she admitted to having offered her services to a South African national who was in Zambia for business some two weeks ago.

The health personnel later phoned the South African client who was discovered to be very ill in hospital undergoing treatment for Coronavirus.

Meanwhile, a medical Doctor at the Cancer Diseases Hospital in Lusaka has tested positive for COVID-19.

Information obtained from Ministry of Health shows that this has caused panic at Cancer Diseases Hospital after it emerged that the said Doctor had interacted with more than 30 other doctors before being tested.

Health Minister Dr Chitalu Chilufya yesterday confirmed that COVID-19 cases had risen to 35.

UNITED KINGDOM based, famed radio personality Ezra Tshisa Sibanda has started a crowd funding campaign for Thorngrove Infectious Disease Hospital.

The campaign has so far raised US$5 600 of the targeted US$22 000 which will go towards capacitating the hospital with beds, linen and personal protective equipment (PPE) for medical staff.

“The Covid-19 situation in Zimbabwe requires the efforts of multiple players as the need on the ground is greater than anyone can comprehend.

We can have as many organizations or individuals as possible fundraising for the same cause, no problem at all with that and must be welcomed because the biggest winners at the end of the day will be our health institutions.

“We are fundraising as a team for Thorngrove Hospital, the only infectious disease hospital covering five provinces.

The hospital is in bad shape and needs everything from testing kits, protective equipment to beds,” Sibanda wrote on his Facebook timeline.

He said the initiative was above board as they were in communication with hospital authorities and the Mayor of Bulawayo Solomon Mguni.
Sibanda appealed to well-wishers to donate.

”We encourage you, in your own community or networks, to help us fundraise for Covid-19 response in our beloved City of Bulawayo.

Together we can do it,” said Sibanda.-State media

Jaure Career Hangs In The Balance

MEDICAL experts have expressed fears that Dynamos and Warriors’ Chan team captain Partson Jaure might be unable to ever take to the field despite undergoing a successful head operation on Sunday.

The delicate operation, undertaken by a team of surgeons at a Harare hospital, lasted more than nine hours.

The defender was involved in a horrific car accident two weeks ago near Prince Edward High School in the capital on his way home.

After the surgery, Jaure was moved from the Intensive Care Unit to the High Dependency Unit at Parirenyatwa Hospital on Monday.

Although he is using a small oxygen mask for ease of breathing, the tube that had been put through his nose has been removed.

Jaure was diagnosed with a depressed skull fracture after undergoing CT scans and needed surgery to speed up his recovery process.

This type of injury refers to a crack that causes the skull to indent or extend into the brain cavity and, in some cases, with potential injury to the brain.

However, in Jaure’s case, initial assessments showed the defender, who had remained semi-conscious was out of danger.
“It’s early days yet.

His ability to get back to the field can only be determined after he has fully recovered and the return to rehabilitation starts, but for now its really difficult to say with certainty that he will play again. We are all praying and hoping for the best,” said a sports injury expert, who cannot be named for professional reasons.

The same sentiments were echoed by another medical expert, who said no one at the momemt can give a definitive response and assurance that the defender will be able to wear his playing boots again.

“We have seen medical miracles, anything is possible and at the moment I can only pray, just like everyone, that Jaure gets back to the field.

Head injuries are sensitive in their nature, but we are taking solace in that the operation itself was a success. Basing on that, we remain hopeful, although I cannot put my head on the block,” the medical expert said.-State media

Police Warn Shebeen Operators

POLICE have warned people illegally setting up shebeens in the country’s suburbs during the 21-day lockdown, saying offenders will be arrested.

The lockdown, a principal measure announced by President Mnangagwa in his address to the nation on Friday, comes as the number of confirmed Covid-19 cases has risen to seven and claimed one.

To ensure compliance, police deployed officers across the country.

Police national spokesperson Assistant Commissioner Paul Nyathi yesterday hailed citizens across the country for heeding the directive.

He said police had gathered intelligence that some individuals were planning to illegally operate shebeens.

“Generally, the public has complied with the directive throughout the country,” said Asst Comm Nyathi.

“However, we have received information that some people are planning to set up shebeens in the country’s two major cities.

Those people are warned against breaching the lockdown directive and they risk being arrested.”

Asst Comm Nyathi said mechanisms were already in place to monitor the situation.

He said some isolated incidents of defiance were recorded in Bulawayo’s Nkulumane and Cowdry Park suburbs, but people who were walking aimlessly were peacefully dispersed.

“We will continue to monitor the situation across the country and we urge everyone to comply with the directive so that we can overcome this challenge in a peaceful manner,” Asst Comm Nyathi said.-State media

Latest On Jaure Injury

Dembare skipper Patson Jaure is reportedly recovering well after
undergoing a delicate head surgery that was trying to redress his fractured skull after he was involved in an accident last week.

Jaure has made progress, following his surgery, and was yesterday moved from the Intensive Care Unit to the High Dependency Unit at Parirenyatwa Hospital.

Although he is using a small oxygen mask, for ease of breathing, the tube that had been put through his nose has been removed. Jaure will continue feeding through the drip.

Jaure’s wife is the only person cleared to visit him at the moment but his team is reportedly happy with the progress report they were given by the physicians attending to the football star.-State media

We however appeal to the Mnangagwa government to make sure people do not die of hunger while they are holed up in their homes.

It’s a fact the majority of the people in Zimbabwe survive on informal trading,therefore during the lockdown period their livelihoods suffer.The general population of Zimbabweans live from hand to mouth, making it difficult for them to feed their families during this lockdown period.

While COVID-19 poses a great threat to human life so is hunger and possible starvation to our people during the 21 days of lockdown.

The Mnangagwa government is advised to make sure the people’s food welfare is catered for during and after the lockdown.

We also urge the city and local councils together with the Zimbabwe government to provide safe water rationing to citizens,mostly in urban areas.

Most people in urban areas are now getting their drinking water from community boreholes where they walk some distances and join queues posing a danger of contracting the Covid-19.

Of concern to us is also the presence of security personnel in the streets,especially the army and police whose peace management skills are poor.The police and the army must help the people maintain peace and order in an amicable,peaceful and orderly manner.We are very much worried about this sector because we have seen people losing their lives in their hands.

People are hungry out there so they might find it very difficult for them to stay indoors and try some tricks to go out in search of food.In such instances the police and the army must not beat or shoot at them,instead they must assist them and maintain peace and order.

This Covid-19 is real and is as ruthless as the Zanu PF government.

We therefore advise the people of Zimbabwe to exercise caution during this period.

We are trying to make players understand that they are sub-brands of the club and in some cases they are brands in their own right.

If putting on a black and white stripe with a Highlanders badge on their hearts just for 90 minutes can draw the attention of thousands and thousands of people, that should be enough to confirm their social status.

People are not only interested in what they do on the pitch, but what they say also. We, therefore, understand the impact they have in behavioural change and we want to utilise that.

Form Six Girl Takes Advantage Of Big Body To Conceal Pregnancy For Nine Months

A form six pupil at Gokomere High School has shocked fellow pupils and the community at large when she successfully concealed her preg_nancy for nine months until she gave birth in the dormitories at the school last week.

Gokomere High School head Aquanos Mazhunga refused to comment on the matter saying he was seized with other important matters ahead of lockdown due to the Covid 19 pandemic.

Sources at the school said that Mercy Marimbe managed to fool everyone including her parents, teachers and friends on her preg_nancy and no one even suspected a thing.

“She is fat so it became easier for her to conceal the preg_nancy. Everyone just thought that she was getting fat and there was no sign of preg_nancy.

“We were surprised to hear that there is a pupil who has given birth in the dormitories and everyone was shocked to see that Marimbe had delivered her baby but no one noticed the preg_nancy.

“The school went on to notify her parents that they had a grandchild and they could not believe it since they did not see the preg_nancy,” said a teacher who preferred anonymity.

It is said that Marimbe had stopped eating sadza at the school lying to her friends that she had ulcers and sadza would make her sick.

Marimbe gave birth during the night when other pupils were tucked into their beds only to be awakened by labour sounds.

Other pupils are said to have switched on the lights and saw Marimbe pushing her baby out and ran to alert the school matron who came and assisted Marimbe before she was taken to the clinic.

Veteran Scribe Walter Mswazie Was A Humble, God -Fearing Man

Farai Dziva|The media fraternity has been plunged into mourning following the death of Masvingo based Chronicle correspondent Walter Bekithemba Mswazie.

Mswazie passed on at Makurira Memorial Clinic in the ancient city of Masvingo on Monday.He was unwell for some time.

Journalists and community leaders described Mswazie as a dedicated, composed and likeable character.

Community Working Group on Health has said Mswazie will be remembered his unwavering commitment to health matters.

“The CWGH is deeply saddened by the passing on of a Dear Friend and Colleague Walter Bekithemba Mswazie.

Walter joined CWGH Chipinge in 1999 as a Young Community Health Activist before relocating to CWGH Chimanimani, CWGH Bulawayo and later on CWGH Masvingo.

Even when he later on became a Journalist, Walter continued to support Community Health Programs and was passionate about Public Health, Primary Health Care and Universal Health Coverage.

He will be sadly missed.”

Former Masvingo Mirror reporter, Batsiranai Ngugama said:

“Shame, Mswazie my dear. You fought a good fight.

I know you endured the pain on that bed for quite some time. It was really painful to watch you feeling the pain. You were such a clergyman.

Welshman Explains Thoko ‘COVID-20’ Judgement, “It Is Extremely Curious”

FULL TEXT- Komichi Hits The Ground Running Hours After Ruling, Was He Aware of Judgement Before It Was Announced?

B A Correspondent- Morgen Komichi who was one of Morgan Tsvangirai’s Vice Presidents has accepted the Supreme Court’s ruling which said that Thokozani Khupe who was now leading the MDC-T is the legitimate leader of the MDC that was founded by the late Tsvangirai.

Komichi gave the speech immediately after the court session prompting some to say he already knew the court ruling on the matter.

Below is Komichi’s statement in full.

TODAY, the Supreme Court, which is the highest Court of the Land except in constitutional cases, has pronounced itself on the dispute that has long been affecting our Party,

This follows the challenge by one of our long-standing cadres and Organizing Secretary for Gokwe District Elias Mashavira who felt that the Party constitution had not been followed in the appointment of certain leaders. He argued that at all times the Party must follow its own constitution.

He was vindicated when Justice Mushore of the High Court ruled in his favor in March 2019. He has further been vindicated by a unanimous decision of the Supreme Court today.

This case was argued fully live on television and Zimbabweans are aware of the issues at stake.

The MDC is a Party predicated on social democratic values including freedom, justice, equality, solidarity and democracy. Its founding values include following constitutionalism and the rule of law.

We gain the trust of Zimbabweans if we stick to our own rules and procedures. For that reason, we accept and embrace the judgement of this court and will fully comply with it. Doing otherwise will be embarking on the very lawlessness we have been known to loathe.

That Mr Mashavira was not as high ranking as some leaders does not diminish the potency of his challenge nor his importance in the Party. It follows that the leadership of this great Party reverts back to those who were in leadership at all levels in 2014.

All the actions of the present leadership including the holding of the Gweru Congress while well aware of the present case are nullified.

To that end we advise all our members and structures as follows:
1. All suspensions and dismissals of any party member by the current leadership between February 2018 and today are null and void. The affected members are hereby fully reinstated to their positions in the party.

2. The suspensions, dismissals and recalls of the Mayors of Chegutu, Masvingo and Victoria Falls are hereby set aside and that their Worships are reinstated thus giving effect to the true wishes of the electorate.

3. The removal of all ward executive committees and district executive committees is set aside. All the 1958 ward executive committees and all the 210 district executive committees are hereby reinstated and shall forthwith convene and do party work.

4. All members of staff whose contracts of employment were unlawfully terminated last year are hereby reinstated and must report for duty as soon as practicably possible given the circumstances. 5. All our party deployees to council and parliament are advised that they have no need to fear as there will be no reprisal or retribution from the leadership. This is on the strict understanding that they will discharge their obligations towards the party and not embark on any activities calculated to divide the Party.

6. The current leadership are kindly asked to hand over the assets of the Party to the Secretary-General. All financial records should be handed over to the Treasurer General of the Party

“Supreme Court Judgement Is For Our Libraries”: Biti Scoffs At Khupe

By A Correspondent- MDC Alliance Vice President Tendai Biti says today’s judgement by the Supreme Court does not affect Nelson Chamisa’s presidency of the main opposition party in the country.

“The judgement affects an entity called the MDC-T not MDC Alliance. We are the MDC Alliance and our President is Nelson Chamisa.”

‘We will read the judgement and shelve the judgement in our libraries. It doesn’t affect the MDC Alliance. The MDC alliance was never sited in the SC proceedings’ Biti added.

Chamisa had appealed an earlier High Court ruling that confirmed Thokozani Khupe as the party’s interim president following the death of party founder Morgan Tsvangirai in February 2018.

Justices Paddington Garwe, Bharat Patel and Antonia Guvava dismissed Chamisa’s appeal and directed that Khupe convene an extraordinary congress within three months. The judges however conceded that their ruling was “rendered moot and academic” having been overtaken by events.

Botswana Lockdown And Tight Coronavirus Measurers Force Zimbabweans Back Home

Ramokgwebana — Ramokgwebana border has over the weekend experienced a large number of Zimbabweans going home attributable to Zimbabwe’s lockdown which commenced yesterday.

Between March 27 and March 28, a total of over 600 travelers, including 103 illegal immigrants, had departed to Zimbabwe.

As for arrivals, a total of 131 had reported at the border since Friday out of which 22 were Batswana, 42 residents and 67 truck drivers.

The weekend arrivals increases to 524 the total number of quarantined people who entered Botswana through Ramokgwebana Border Gate since March 24.

In an interview, chief immigration officer, Ms Lindiwe Ngwenya said the gate had experienced a high outflow over the weekend, which she attributed to Zimbabwe’s lockdown which started yesterday.

With regard to illegal immigrants, Ms Ngwenya revealed that some were arrested at the border fence trying to cross in and out of Botswana.

Others, she said, presented themselves at the border gate without passports and were charged and repatriated.

Ms Ngwenya said last week, they had experienced an influx of Botswana citizens and residents who were put into mandatory quarantine as per the directive which effected on March 24.

She said the biggest concern was the fact that buses from Zimbabwe continued to report in numbers at the border gate without any passengers on board.

This, she said, raised an alarm for immigration officers because the assumption was that the buses were carrying illegal immigrants and dropped them off before arriving at the border.

Ms Ngwenya called for the suspension of bus movement until the COVID-19 pandemic had abated.

She further suggested the reduction of border post operating times in order to allow staff to wrap up daily operations before dark.

Ms Ngwenya said many people arrived at the border in the late afternoon up to a few minutes before midnight which she said became stressful when people had to be moved to quarantine facilities.

Reduction of operating hours would afford public officers the chance to plan and arrange transport and accommodation well on time, she said.

Meanwhile, North East District DHMT coordinator Ms Rodah Phindela said since the decision to transfer people to lodges and hotels across the country was taken, her office had embarked on training of hotel staff on proper ways to handle people in quarantine District Rapid Response to Epidemic Committee.

She said the training had been extended to all officers in the frontline of the COVID-19 fight including social workers who provided counseling services to those in quarantine.

Ms Phindela said it was a relief that people were now quarantined in Francistown, which made it easier for them to consolidate resources and monitor the quarantined closely rather than previously when they were scattered in schools across the district.

She said health personnel continued to carry out routine screening for those quarantined to ensure they did not contract or spread any diseases while in quarantine.

The coordinator said those transferred to hotels in Letlhakane and Palapye had been handed to DHMTs in the districts for close monitoring.

Ms Phindela said North East District supermarkets and shopping outlets workers had been trained on precautions and measures to take to ensure customer safety.

She expressed satisfaction with the response from shopping outlets, government and private companies who had complied with preventative measures such as washing of hands, sanitizing and controlling customer numbers.

Constitutional Court Kicks Out Rights Group Case Against 21 Day Lockdown

Johannesburg – The Constitutional Court has dismissed an application by NGO Hola Bon Renaissance Foundation (HBR) which sought to have President Cyril Ramaphosa’s directive implementing a 21-day lockdown declared unconstitutional.

The relatively unknown non-profit organisation took the spotlight last week when it approached the court on an urgent basis seeking to have Ramaphosa’s implementation of a national lockdown declared unlawful. The president issued a directive of lockdown last week Monday to curb the spread of the Covid-19 coronavirus. 

Over 1 200 people have been infected with the virus in the country and the Minister of Health Dr Zweli Mkhize has said the numbers were expected to rise. Two people have also died from the virus, a 74-year-old man from KwaZulu-Natal and a 48-year-old woman from the Western Cape. 

Despite this evidence, the foundation claimed that the coronavirus does not affect Africans. The foundation’s chairperson Bontshitwe Mothopeng said the virus posed no threat to the country and its people.

The foundation also claimed that Ramaphosa abused his power when he implemented the lockdown. It said South Africans’ rights to human dignity, freedom of movement and trade, occupation and access to healthcare and food were violated. 

On Monday, the Constitutional Court dismissed the application, which was directed to Ramaphosa and his deputy David Mabuza, stating that it has no prospects of success. 

No cost order was issued. 

“The Constitutional Court has considered the application for direct access to this court on an urgent basis. It has concluded that the application should be dismissed as it bears no prospect of success,” the court said.

Hours After High Court Ruling, Komichi Reinstates Fired Mayors

By A Correspondent- MDC-T National Chairman Morgen Komichi has announced that the party has reinstated all the Mayors that were recalled during the times when Nelson Chamisa was the leader of the party.

Komichi made the announcement after the Supreme Court ruled that Thokozani Khupe was the right heir to the MDC-T throne which was left vacant after the death of Morgan Tsvangirai.

In his ruling, Justice Malaba upheld an earlier ruling by High Court judge Edith Mushore declaring Chamisa’s ascension to the helm of the main opposition following the death of founding leader Morgan Tsvangirai 2018 was unlawful.

At the time, Komichi deputised Lovemore Moyo as party chairperson.

Businessman Buried In His Mercedes

By A Correspondent- Smartly dressed in a white shirt and suit, the body of Tshekede Bufton Pitso was lowered into his final resting place in Sterkspruit over the weekend, as mourners somberly looked on.

But Pitso wasn’t being buried in a coffin – the Eastern Cape man was wheeled into the earth of Jozana village in his trusty Mercedes-Benz.

Photos of the ceremony show Pitso behind the wheel of his car as the vehicle is mechanically moved toward the hole in the ground. He is positioned in a way to resemble him driving and is even wearing a seatbelt.

His funeral service was held on Saturday.

Mfundo Nqata Bongela on Facebook wrote that Pitso had remained “a flamboyant character until death”, saying he was “not surprised that you asked to be taken to your final resting place in your favorite Mercedes-Benz”.

He wrote that he and UDM leader Pitso had “fought and disagreed” countless times, as he had “hated everything to do with the ANC”.

“The old man remained controversial and rebellious though, his demeanor was unmatched,”” Bongela wrote.

Pitso was a regional UDM leader. Party president Bantu Holomisa tweeted that he had planned to attend the funeral, but had abandoned his trip when he heard “Meshoe’s news”.

African Christian Democratic Party (ACDP) leader Kenneth Meshoe and MP Steve Swart confirmed on Friday that they had tested positive for Covid-19.

Meshoe and Swart tested positive after attending an event organised by the Divine Restoration Ministries in Bloemfontein earlier this month.

Meshoe had been present at a meeting held at Tuynhuys in Parliament about two weeks ago when President Cyril Ramaphosa interacted with political party leaders on government’s response to the coronavirus pandemic.

Ramaphosa and Deputy President David Mabuza have both tested negative.

Holomisa on Tuesday confirmed that he had also  been given the all clear.-News24

Fifteen Ethiopians Quarantined In Gwanda On Coronavirus Fears

FIFTEEN Ethiopian illegal immigrants have been quarantined and one is detained at Gwanda Provincial Hospital for a Covid-19 assessment as a precautionary measure after the group was intercepted hiding at a homestead in Gwanda enroute to South Africa.

The group of illegal immigrants was being housed at a homestead in Mawane One Village in Swisha area since Wednesday last week after they failed to cross the border as it is closed.

Matabeleland South Provincial Affairs Minister, Abednico Ncube, members of the ZRP and Ministry of Health and Child Care officials on Tuesday visited the homestead following a report from villagers who feared that the immigrants could be infected with Covid-19.

Online Registration For ZimSec Exams

By A Correspondent- Government is encouraging 2020 Zimbabwe School Examination Council (Zimsec) public examinations candidates to register online while it assesses the effectiveness of the virtual platforms.

Registration for Ordinary Level and Advanced Level public examinations is expected to end on April 9.

Government has however hinted that It could be forced to postpone as some candidates may fail to register.

The country is in a nationwide 21-day lockdown that started yesterday to combat the spread of Covid-19.

President Mnangagwa declared Covid-19 a national disaster and the lockdown is part of the measures to curb the spread of the virus.

Some schools were yesterday attending to pupils who want to register for the public examinations.

At Cowdray Park Secondary school pupils came in large numbers to register for the exams.

Pupils who spoke to the news crew said they had no option as they had not received any information to the contrary.

It was also observed that there were no sanitisers at the school for both staff and visitors.

“The deputy head said we must come today to register, we know there is a lockdown but there is nothing we can do,” said one of the pupils.

A visit to the school in the afternoon, saw the deputy headmaster Mr Vikani Moyo revealing that the school had instructed pupils to go back home and the school staff had not attended to them.

“The instruction for them to come today was before the announcement of the lockdown on Friday. As for us we are here at the school because we haven’t been told to stay home by our employer, the Public Service Commission,” said Mr Moyo

Primary and Secondary Education Permanent Secretary Mrs Tumisang Thabela said Government will continue to register candidates.

“We want to use online and see how that will go and as we get to the deadline, we assess the situation and see how we can proceed,” said Mrs Thabela,

She said Government was alive to challenges that may be faced by candidates who may not have access to online platforms.

“That is what we have to assess. We have never done this before. We are saying we are in a lockdown; we have never stayed in our houses for 21 days so we will have to see how accessible it will be. If it means there is going to be a late registration at some point, it will only come after we have seen what is happening on the ground,” she said.

In a statement yesterday, Zimsec said it has to align with Government’s state of preparedness on Covid-19 and take precautionary measures to mitigate the spread of the disease.

“The following business measures have been in place to ensure business continuity and that all essential services are rendered to the public. Examination entries/candidate registration: Head of examinations are advised to make use of the online platforms for the submission of registration data and proof of payment to Zimsec,” reads the statement.

It said all payments should be made electronically using mobile platforms or online banking and proof of payment should be sent to its offices. -StateMedia
