Dynamos head coach Lloyd Mutasa yesterday said the team’ s first victory
of the season, which came against
Bulawayo City, brought some relief to the team.

The Glamour Boys were under pressure following
the worst start to the season in their top-flight
football history after going for seven matches
without a win.

The result saw them rising from the bottom of the
log to 15th place with six points.

“We are a bit relieved. I am sure it has been long
overdue, but we are still in the murky waters,” said
Mutasa.

“It wasn’t an easy match. You know coming from
these draws and defeats it’s not easy to come out
with a victory.

The good part is that these youngsters showed
character and confidence despite conceding a
penalty in the opening minutes,” said the Dembare gaffer.

“It can probably add confidence, and if we train
hard, I think we will get the desired results, ” added Mutasa.

The province will pay attention to all grey areas that have been identified in Mwenezi and Chiredzi Districts.

The Province will not be diverted by sideshows. There are people who have an agenda to delay the completion of the struggle.

The vetting of aspiring candidates was done by the National Elections Directorate.

This is not only an attack on the provincial chairman but an attempt to destabilise the party as we approach elections.

ZANU PF Primary Elections Latest

Bulawayo and Masvingo provinces have finished voting in the Zanu PF primary elections with other eight provinces in various stages of completing the voting process.

This was revealed by Zanu PF National Political Commissar Engelbert Rugeje on Monday morning.

Rugeje told ZBC News that there were a few challenges in Manicaland and Mashonaland provinces.

He said Gokwe has two districts left now in the voting process.

Meanwhile, at Stodart Hall polling station in Mbare, voting progressed well since Monday morning and by close of day Sunday about 723 people had cast their votes.

At Tembwe district office in Epworth constituency, voting started Monday and there are a number of people queuing to cast their vote.

A snap survey by the ZBC News indicates that logistical delays had affected progress for the Zanu PF primary elections in Harare South constituency.

Ballot papers were yet to be delivered way after 10 am in Ushewokunze and Hopley.

At some polling stations there were few people while at other points there were a number of voters waiting for ballot papers.

The general impression is that people are kin to participate in the electoral process.

In Hwange district , the Zanu PF primary elections commenced before midday in some centres while voting is expected to start soon in other centres across the district.

Voters from urban centres in Hwange and Victoria Falls started arriving at the polling stations as early as 7am.

There are 32 polling stations where voting is taking place in the three constituencies namely Hwange East, Hwange West and Hwange Central.

Teams with voting materials were deployed to the various centres in the morning.

Zanu PF primary elections coordinator for Hwange District, Patrick Utete saluted the party supporters for their patience adding that all arrangements were in place for the holding of a peaceful exercise.

The Hwange Central seat is tightly contested with 5 candidates vying to represent the party.

Incumbent Hwange West Zanu PF legislator Bekhitemba Mpofu will battle it out with Jiyani Nkosilathi and Bonface Sibanda.

Voting is set to be extended to 7pm to accommodate those who are currently at work.

In a damning letter written to the Provincial Executive disgruntled party members accused Chairperson James Gumbi of imposing candidates- flouting party regulations in the process.

” We are not happy with the blatant imposition of candidates by controversial MDC-T Provincial Chairman James Gumbi.

It’s now evident to all and sundry that Gumbi meant what he said considering that he -at one time – promised to impose candidates for the coming watershed elections.

Who is James Gumbi and what values does he add?”reads part of the letter that is circulating on various social media platforms.

“Under the chairmaship of Gumbi, Masvingo province has experienced more chaos than order and members of his self-serving cabal have brought more harm than good to the MDC-T.

The MDC was formed to fight the evils of cronyism and patronage.

This is antithetical to the values of MDC.The MDC was formed and founded by the people under Morgan Tsvangirai. Indeed Morgan Tsvangirai must be turning in his grave,” reads another part of the letter.

NPP Urges Church Leaders To Confront Mnangagwa Over Ungodly Resolutions

A senior National People’ s Party(NPP) official has urged church leaders to confront President Emmerson Mnangagwa over what he described as ungodly resolutions that have been passed by the government.

NPP spokesperson Jeffryson Chitando yesterday said:

“Church leaders must never close their
eyes when the government of the day allows
prostitutes to exhibit at the Zimbabwe International Trade Fair.

Men
and women of God -the anointed ones-the
prophets of our time can you zip your mouths in the wake of
such unholy decisions?

Now the government wants to legalize the
farming of mbanje. Church leaders must stand up
against morally wrong things,” said Chitando.

CHIWENGA THREATS: Teachers Vow To Proceed With Mass Strike

The Zimbabwe Teachers Association has rubbished fears of an alleged Chiwenga threat previously fired on nurses two weeks ago and said its members will be on strike as planned.  The teachers said they will not be intimidated by government officials to stop them from exercising their Constitutional rights.  Below was their statement

1. The Zimbabwe Teachers’ Association (ZIMTA) hereby categorically states that no amount of threats or illegal declarations from individuals in government will stop or intimidate teachers from exercising their Constitutional and legal right to participate in the industrial Job action.

2. For the avoidance of doubt, members must not be intimidated or threatened by service Ministers’ such as Professor Paul Mavima, whose Ministry has been on record as not having the mandate to address workers’ conditions of service because they are not the employer.

3. We also believe that the Ministry of Primary and Secondary Education and the Minister also abide by the same Zimbabwean Constitution which teachers subscribe to, and which gives workers the right to withdraw their labour, wherever and whenever working conditions are nowhere near satisfactory.

4. Threats and allegations that link collective job action to political parties are just unfortunate and meant to strangle and suppress workers’ rights in a democratic country such as Zimbabwe.

5. ZIMTA wishes to remind the education Minister Professor Paul Mavima that Unions in education exist for the sole mandate of representing the welfare of members and are in no way; a rival to political parties or to him as a head of a service Ministry. Maybe (sic) guided accordingly.

Hungwe Fingered In Election Rigging Plot

Seasoned politician and Masvingo State Minister, Josaya Dunira Hungwe has been fingered in an alleged plot to rig the Masvingo Urban Constituency primary election.

Impeccable sources claimed yesterday Hungwe influenced party members responsible for monitoring the primary elections to rig the polls in favour of Goddard Dunira.

Dunira is Hungwe’ s cousin who is vying for the Masvingo Urban Parliamentary Seat.

Party sources claimed last night party officials fraudulently brought ballot boxes to various polling centres in Masvingo Urban Constituency after being instructed by Hungwe to do so.

“Having realised that Dunira was losing the race Hungwe summoned some senior party members to his house where he instructed them to tamper with the ballot boxes,” said the sources.

Hungwe was not immediately available for a comment on the matter.

Zhuwao And Jonathan Moyo Defend Chiwenga, Say He’s Not Mozambican

By Farai D Hove| Vice President won for himself unlikely backers on Monday when his nemesis Prof Jonathan Moyo moved to defend him on his ancestry.

NPF Spokesman Jealousy Mawarire had claimed Chiwenga is a Mozambican and his boss Emmerson Mnangagwa, a Zambian.

But Prof Moyo rushed to the two’s side.

Also quipping in was Robert Mugabe’s nephew Patrick Zhuwao who wrote on Twitter: “Well said Prof. It is always good to stand on principle even if the principle contradicts or supports perceived allies or adversaries respectively.”

Wrote Prof Moyo, “It’s false, illegal & unacceptable to say Mnangagwa & Chiwenga are foreigners. They were born in Zimbabwe & contributed immensely to the country’s liberation. A name isn’t a nationality. Besides, it’s not a crime to be a foreigner. People are judged by their deeds, not parentage!”

Caught By Police With 30 Bags Of Mbanje

Two men were arrested while allegedly in possession of 30 bags of mbanje in Damofalls.

The mbanje weighed 710 kgs with a street value of $51 000.

The two, Alphonse Mushanawani and Brighton Dinda, both aged 28, appeared in court today.

They are facing a charge of dealing in dangerous drugs.

Appearing before Harare magistrate, Ms Estere Chivasa, they denied the charges.

There was drama when the bags of mbanje were produced in court as exhibits. ZRP cops counted the bags in full view of the court as the accused watched.

The case continues.

Mayor And Minister’s Son In Fist Fight Over ZANU PF Councillor Candidature

By Paul Nyathi|The Mayor of Gwanda councillor Knowledge Ndlovu was last week involved in a physical wrangle with a fellow ZANU PF member after the member challenged him to represent the party as councillor for ward 5 in Gwanda town.

Highly reliable sources within the party structures in Gwanda told ZimEye.com that Ndlovu went into physical fight with Minister Abednico Ncube’s son Emmanuel accusing him of bussing in people from outside the ward to come and vote for him at the primary elections.

According to the sources Ndlovu went wild on Ncube at the party candidates verification process which was held in Gwanda last week telling him to withdraw his application challenging him to the position.

The two are reported to have been dragged to the Gwanda police station by police details who were maning the verification process where the two were heavily reprimanded by the police.

Police in Gwanda would not be drawn to comment on the matter.

MUTSVANGWA ON ARMY: If The Opposition Have Problems With Army, They Should Take Up Guns

By Dorrothy Moyo| Presidential Advisor Chris Mutsvangwa has said if the opposition have problems with military presence in rural areas, they should take up arms.

Speaking during a topic discussion titled ‘Making Elections Make Sense’ by the Zimbabwe Election Support Network (ZESN) on Thursday, Mutsvangwa battled continuous jeering by the audience as he defended the presence of military personnel in rural communities.

The Opposition says the upcoming elections will not be free, fair and credible with over 5000 military men said to be already terrorising villagers on voting against Emmerson Mnangagwa and his ZANU PF party.

Mutsvangwa’s response to this was “if you have any issues with the military and you hate them so much, I have got one dictum for you – we had a military which we hated as young people; it was called the Rhodesian Army…

“We decided that we didn’t want it, but we could not deal with that army on the Zimbabwean soil, we had to go into exile as young people to Romania, Russia, China, Yugoslavia and Cuba, trained there and came back and fought it (Rhodesian army.”

“If you have got issues with the Zimbabwean army, if you have issues with the Zimbabwean State, that’s how we removed it (Rhodesian Army), from power.”“

He ended his statement by saying, “So stop bringing it (army) into the electoral playing field.”

ZRP Seek to Arrest 5 “Kazembe Kazembe” Linked For Mazowe West Zanu PF Primaries Violence

By Own Correspondent| Police in Concession are looking for five Zanu PF activists associated with the sitting Mazowe West house of assembly member Kazembe Kazembe who are being accused of perpetrating political violence on Sunday.

Local police initiated the investigations late Sunday after Tafadzwa Musarara who is contesting with Kazembe in the primaries had reported a case of political violence on his truck drivers while they were mobilizing for support.

The case which was recorded under RRB 333861440, had names of one Muwandi, Jonah Ngwenya, Frenado Ruwizhi the Local Youth Chairman, Musakwa Concession District Chairman, and one Somanje.

Meanwhile voting in the area’s Zanu PF primaries have not yet started owing to the delays in the arrival of ballot papers.

ZANU PF Blames Printers For Chaotic Primaries, Jonathan Moyo Says Its Rubbish

By Paul Nyathi|ZANU PF has gone to the mountains blaming government owned Jongwe Printers for causing the chaos witnessed in its primary elections that virtually failed to kick off on Sunday.

Though a few areas managed to go ahead with the voting where material arrived on time, in most areas voting was called off at sunset as voting material had not been delivered to the polling stations or was incorrect.

In an interview with journalists on Sunday evening, the ZANU PF’s National Elections Committee chairperson Engelbert Rugeje said an unanticipated breakdown at Jongwe Printers last Friday caused the glitch on the elections.

“We had been assured by Jongwe Printers that they would be through with printing by Friday. They eventually had technical problems with their machines, which broke down, but they took long to inform us hoping that they would be fixed on time. The problems have since been dealt with,” Rugeje.

He said logistical challenges that plagued the preparations were expected given the high number of people who have expressed an interest to represent the party.

“This election attracted interest from a lot of people and these problems are expected. Some of the problems were related to people whose names could not be found in the register. This is why we urge people to go and verify and inspect the register to avoid these problems,” he said.

He said voting will continue on Monday until every eligible member who intends to vote has done so.

However, exiled former party heavyweight Jonathan Moyo rubbished the excuse being given by the party claiming that the chaotic situation in the primaries is a deliberate move to rig the elections in favour of candidates close to President Emmerson Mnangagwa.

“If you honestly believe that the junta chaos, alleged Jongwe Press breakdowns, Army & Commissariat incompetence displayed by Rugeje and postponement of your primaries represents a new dispensation, then you are all mad,” said Moyo in a Twitter post.

Among the issues emanating from the elections was that some voters were not included in the voters roll compiled by the party cell leaders.

Allegations that the leaders deliberately excluded from the voters roll some people known to be favouring unwanted candidates were reported from most areas.

In some areas, some candidates were not appearing on the ballot papers.

Mukanya Dishes Out A Thriller

Playing in the country for the first time in fifteen years, Mukanya took to the stage for a tantalising four hours.

Mapfumo showed the crowd that he still has the energy of old singing and showcasing some dance styles as he took them down memory lane with some of his old popular hits.

He came on stage after Winky D had set the bar high for performers of the night.

Winky D is known for outclassing international acts because of his approach, but he failed to maintain the record against Mukanya.

Winky D played most of his hits and sent the crowd wild when Oliver Mtukudzi joined him on stage for the song “Panorwadza Moyo”. It was a rare occasion because they rarely perform the song live together.

Most people did not expect Mukanya to be on stage for four hours because of his age and apparent frailty. He defied everything and enjoyed the homecoming event. The way he sang and danced showed that he was happy to be back home. After the old and popular hits, he rounded up his performance by belting out the new song that can be roughly titled “Chauya Chauya”.

He reminded people of his old days when he would churn out hits until sunrise. It was indeed a memorable affair and many people are calling for his return to the stage.

Mutsvangwa Loses Norton Primary Election?

By Paul Nyathi| ZANU PF sources have laid claim that preliminary yet to be confirmed reports from within ZANU PF primary elections show that Special Advisor to President Emmerson Mnangagwa, Christopher Mutsvangwa has lost the ZANU PF primary election in Norton.

Other sources say Mutsvangwa was sabotaged by the G40 agents.

Furthermore an impeccable NPF source on Saturday claimed that people like Mutsvangwa would see their fate as punishment for the November coup.

“They will not make it because NPF is everywhere inside there,” the source said.

Jonso Claims: Chiwenga Was Nearly Bombed Inside His Bedroom On Wednesday

While VP Constantino Chiwenga had not responded to questions, Prof Moyo went further to claim that “Impeccable sources say on Wednesday night as Chiwenga took off his shoes in his bedroom to store them away; the shoes hit an object which rolled & made a metallic sound. To his horror, the object was a grenade. He summarily dismissed domestic staff…”

Soldier Breaks Into Police Station Steals “Hot Chicken Pot”

A 33-year-old soldier based in Masvingo broke into a police base and got away with a steaming pot containing chicken from a fire together with property worth a combined $570.

Emmanuel Mutandavari of KMP Runyararo South but stationed at 4.1 Infantry Battalion Brigade in Masvingo stole a three- legged pot containing chicken, cellphones, sleeping bag, kitchen utensils, among other items before disappearing.

Appearing before Masvingo magistrate Mr Takawira Mugabe facing four counts of unlawful entry and theft, Mutandavari was convicted on his own plea of guilty.

All the four counts were treated as one for the purposes of sentencing.

Mr Mugabe fined Mutandavari $300 or 30 days in prison. Delivering sentence, Mr Mugabe said he had considered that Mutandavari was still a serving member of the army and did not want him to lose his job.

“I have not given you a custodial sentence because I wanted to save your job since you are a serving member of the army. However, next time you will not get the same favour, you must stop going around committing crimes, taking other people’s property and stealing petty things like cooked chicken meat. You should feel ashamed,” said Mr Mugabe.

In mitigation, Mutandavari said he committed the offences under the influence of alcohol and pleaded with the court not to send him to jail.

Prosecutor Mr Fidelicy Nyamukondiwa said between March 17 and April 22, Mutandavari broke into Runyararo West police base, stole a three-legged pot with chicken meat valued at $140 and cellphones from one of the police officers’ car parked outside. He also stole handcuffs and a sleeping bag. “On March 17 at around 11pm, Mutandavari went to the police base and broke into Constable Davison Driver’s room after forcing open the door by breaking a padlock.

He stole a brown bed mattress, a green sleeping bag , frying pan, kitchen knife, cellphones; Nokia 535, Nokia 1208 and a pair of handcuffs all valued at $200 and went away. He also got away with kitchen utensils that include pots and groceries worth $355,” said Mr Nyamukondiwa.

He said on April 22 at around 5am, Mutandavari passed by Ms Auxilia Chiwawa’s house and found a pot of meat placed on a cooking stand and took it away.
When Ms Chiwawa went to check on her pot, she discovered that it was nowhere to be found but she had seen the accused passing by.

The complainant made a formal report to the police who, acting on a tip off, headed to Mutandavari’s house where they recovered the stolen property and arrested him.

Property lost was worth $569 and all was recovered, including a three legged pot, at the accused’s house.  – Chronicle

UK: Drama As Amber Rudd Resigns

The UK’s Home Secretary, Amber Rudd has resigned as home secretary over the unjust treatment of Windrush generation migrants.

This was after she was exposed by the UK Guardian paper through details which show that she misled parliament on her office’s deportation moves.

The development caused shockwaves at the weekend as Rudd wrote to Prime Minister Theresa May in what saw May accept her resignation albeit reiterating the error of conduct.

The Guardian report had pointers suggesting that she was aware of targets for removing illegal migrants from Britain.

Rudd’s resignation at the weekend came amid rising emotion as she faced a bruising appearance in the House of Commons on Monday.

In her resignation letter to the prime minister, Rudd said she had “become aware of information provided to my office which makes mention of targets. I should have been aware of this, and I take full responsibility that I was not.”

The prime minister replied that she believed Rudd had given her evidence “in good faith”; but that she could “understand why, now you have had chance to review the advice that you have received on this issue, you have made the decision you have made, and taken responsibility for inadvertently misleading the home affairs select committee”.

May added that Rudd had led her department with “great integrity, compassion and selflessness – notwithstanding the personal and political challenges you have faced during this period”. – Guardian/Agencies

17 Chinese billionaires Flying Into Zimbabwe, Says Herald

By Farai D Hove| 17 Chinese billionaires are expected to fly into the country in a few weeks’ time.

The state owned Herald reports of the development which follows that of the billionaire US company, General Electric, the latter whose revenue for 2017 alone sits at USD 122.1 billion.

General Electric visited Zimbabwe at the beginning of the year, and from their visit no investment commitment has materialised.

Another billionaire is Nigerian Aliko Dangote who has flown in and out of Zimbabwe in the last 2 years.

In the latest development, the Herald says 17 billionaires are set to visit Zimbabwe next month. The paper however does not reveal their names and neither does it cite sources confirming the said visit.

Al this emerged as the paper reported that a nine-member Chinese delegation from Touch International Holdings Group, which has signed a $1,2 billion Memorandum of Understanding with Government in the tourism and hospitality industry, arrived in the country yesterday.

The report continues saying: the delegation, which is led by the group’s chairperson, Mr He Liehui, arrived at Robert Gabriel Mugabe International Airport at mid-morning. It includes Ms Zhu Xiaochen (secretary), Mr Jiang Qi, Mr Zhang Weifeng and Mr Wang Wei, who are all engineers.

Others are Mr Shi Huazhong, Mr Mengao, Mr Liu Yifan and Shen Jinhua.

In an interview soon after touching down in Harare, Mr He said the team was in the country on a scouting mission.

“We have come to Zimbabwe to see opportunities for investments,” he said. “So, we will see some areas like Victoria Falls and Harare City. We try to see opportunities for investment and also for tourism. We are also interested in industrial and low-cost housing.”

Mr He said any envisaged investment would depend on the project. “We need to do feasibility research and to find out how we can work,” he said. “We need to finish all the process, to get approval, to get all documents.”
Mr He said there were inherent investment opportunities in the country.
“Zimbabwe is a good country and we believe there are many opportunities we can work on and we think after some time, the economy of Zimbabwe will be booming,” he said.
Zimbabwe Tourism Authority (ZTA) chief executive Mr Karikoga Kaseke said in an interview yesterday that the visit by officials from Touch International Holdings was a follow-up to President Mnangagwa’s five-day State visit to China.

“This is a follow-up of the visit of early this month by His Excellency, the President of the Republic of Zimbabwe, Cde ED Mnangagwa, when he went with a delegation to China of businesspeople from this country and parastatal heads, including myself and a couple of ministers,” he said.

“This is the group that signed the MoU with Touchroad International Holdings Private Limited, which is very much interested in the tourism sector.”

Mr Kaseke said this was an advance team that had come to plan and arrange for meetings of the billionaires that would be coming in June.

“They have come to plan and put a programme in place for the 17 billionaires — let me emphasise, for the 17 billionaires that are coming in June,” he said.

“So, this is an advance party that has come to arrange the meetings and we want to hear from them which sectors they are interested in. “But I think they should be interested in all sectors. So, basically, this is the advance team that has come to arrange for the group that will be coming in June — definitely not beyond June — and we are very much happy, very thrilled that at least you know that a lot of people were doubting saying Zimbabwe just says ‘China billions, China billions, this billions that billions’.

“That is true, the contract we signed with this Touchroad Group is $1,2 billion, but the investment they are going to bring to this country is going to be well over $3 billion or so. So, let’s wait and see. This is the beginning of the journey. Let’s wait and see where the journey ends.”

Mr Kaseke said recently the deal showed that indeed Zimbabwe was now open for business.
He applauded the new political administration led by President Mnangagwa. Touchroad International Holdings is a privately owned company headquartered in Shanghai, China, with business interests in several sectors.

Its international arm has operations in more than 25 African countries that include Namibia and Djibouti.

The MoU signed recently will enable Chinese investors to invest in local special economic zones (SEZs), including Victoria Falls, which has been designated as one such zone.

In terms of the agreement, parties shall exchange tourism and hospitality industry investment policies, rules, regulations, procedures, incentives and opportunities, including general updates on business data with a view to making them accessible to potential investors.
ZTA has been tasked to operationalise the project.

The parties shall also encourage joint research activities whenever possible and are required to facilitate investment and joint projects. Parties to the agreement are also expected to promote the services of the other party in Zimbabwe, China and at regional and international fora.

Grace Mugabe’s Secret Chinese Aide In Alleged Smuggling Of Ivory And Diamonds

Mrs Mugabe’s alleged activities began way back in 2005. The police are on the case and ZimEye will this week reveal the suspect’s name. Below is the full text:

By ZCTF| The previous First Lady, Grace Mugabe is under investigation for smuggling and exportation of ivory, gold and diamonds out of Zimbabwe. Investigators only touched the tip of the iceberg as it is believed that Ms. Mugabe started smuggling as early as 2005 while serving in her role as First Lady. Ms. Mugabe had a history of being very friendly with one of the female Chinese Nationals and it is of our opinion that they were likely working together.

ZCTF believes that the investigation into Ms. Mugabe’s alleged smuggling activities should be carried out by an independent agency. We have been following the practices of CIO airport security for a number of years. It is possible that under Ms. Mugabe’s instruction, ivory was smuggled onto planes that flew directly to China under the watchful eye of airport “security.”

After the investigation takes place, if Ms. Mugabe and other senior members of government are found guilty or involved in the smuggling of ivory, they should be prosecuted and brought to justice. Monies derived from the sale of ivory and wildlife should be confiscated and repaid to the National Parks.

The Professional Hunters (PH) fraternity of Zimbabwe lost all ethics of hunting when they killed collared wildlife. Ethical considerations fell to the wayside during the previous regime due to corruption and greed. The death of the big tusked elephant in Gonarezhou can be added to the increasing list of collared animals killed by trophy hunters to include Cecil and Xanda among others. There are too many conflicting reports offered up by researchers, safari operators, hunters and people responsible for collaring the wildlife. A Memorandum of Understanding between hunters, safari operators and researchers should state that any collared animal should not be shot, killed or disturbed in any manner. People involved in hunting a collared animal should be penalized appropriately to deter others from committing similar actions.

The Professional Hunter involved with the recent killing of the collared big tusked elephant is part owner of the Three Monkeys Restaurant in Victoria Falls. We believe this restaurant is a lucrative business that serves a wide variety of exotic meat and steaks. The procurement and source of the meat served leaves the ZCTF highly suspicious, as no matter what you order in the way of steaks and or meat, they seem to have it. People should be aware that in many instances they are eating wildlife.

ZCTF just learned that four lions and ten hyenas have been captured for export to China. These numbers are in addition to the eighteen hyenas and ten lions exported earlier to China. China placed a new order for an additional 200 baby elephants. The new order for 200 baby elephants is in addition to the outstanding order of 100 baby elephants that remain to be captured. This is NOT conservation.

Earlier in February, four crocodiles were captured in Hwange to be exported to China. This capture occurred under the new President. It appears nothing much has changed at this point. Perhaps positive changes for conservation will happen with the election of a new democratic government.

In addition to the loss of wildlife due to poaching and hunting; habitat loss is at an all-time high through deforestation. Trees, indigenous to Zimbabwe, are being felled. These trees and timber are being exported out of Zimbabwe to China. This has to stop.

CITES gave their constitution, governing rules and regulations to the world. Too many regulations are being broken and ignored in Africa. Nothing is being done. Where is CITES as the habitats and wildlife are being pillaged in Africa?

ZEC Releases Provisional Voters Roll 18 May

By Paul Nyathi|The Zimbabwe Electoral Commission has announced that it will soon be unveiling the initial biometric voters roll for inspection.

The electoral body announced through a statement on Sunday that the voters roll will be released to the public from the 19th to the 29th of May.

During this period, potential voters will be able to switch their voting stations if need be.

The voters roll inspection process is normally the last process before the President proclaims the election date.

By Wilbert Mukori | “Sadza hoboo! Nyama hoboooo! Rimai!” (There is plenty of food! Plenty of beer! Work!) Is one of the late Safirio Madzikatire’s best catch phrases.

To those who do not know who Safirio Madzikatire or more commonly known as Mukadota was; he was a comedian and musician who made many Zimbabweans laugh in the decades before and after independence.

In the above quotation, Mukadota, the town-wise, was encouraging his naïve and gullible “humwe” (gathering of neighbours to assist in some chore requiring many hands in return for food and drink) to work harder before breaking up for their food and beer. When the workers finally take the break, they discover there is very little food and beer!

“Vanida kukorera pano!” (Do they want to become obese at mine expense!) Is the cheeky reply to those complaining they are hungry and thirsty!

President Mnangagwa and his coup junta’s clarion call “Zimbabwe is open for business!” has all the essential ingredients of Mukadota’s humwe sketch.

1) Mukadota needed people to weed his field – ED needs cash and investment, plenty of both, to kick start Zimbabwe’s very sick economy after 38 years of gross mismanagement and corruption. Under Mugabe Zimbabwe had earned a reputation as a pariah state ruled by thugs, big spenders who did not like paying their debts. This reputation had driven lenders and investors alike out of the country. From the day ED was sworn in as the new president, he committed himself to attract the investors and lender back.

2) Town-wise Mukadota was being deceitful, encouraged the workers to work even harder on the promise there was plenty of food and beer – the junta promised all the removal of Mugabe and “the criminal elements who had captured the state” had completely transformed Zanu PF and Zimbabwe from the dictatorship to a democracy. The regime has talked of “new era, new Zimbabwe and new dispensation”.

3) The setting is pregnant with theatrical drama, Mukadota encourages his neighbours to work harder on the promise of plenty of food; that is unheard of! If, for nothing else, this junta regime will be known for its passion for spin. The “new Zimbabwe” self-promotion has its roots with the very first act of the coup. “This is not a coup,” Lt General Sibisiso Moyo in the small hours of the morning of 15 November 2017, “it is a military assisted transition”.

4) Whereas Mukadota deceived his naïve and gullible neighbours, who humoured him be playing along, even they were not going to be fooled again and again; ED is not that lucky. The lenders and investors were not so easily fooled by all this whitewashing. The investors knew the Zanu PF dictatorship was a colossal monster with many players including President Mnangagwa and the junta members; the monster was not going to be cleansed squeaky clean by the simple act of removing Mugabe and a few G40 thugs! Indeed, many investors must have raised their eye-brows at the clumsy attempt to deceive their by insisting the coup was not a coup.

5) Mukadota had his neighbours in the field working and it was only after the work was done that they learned he had conned them. Mnangagwa promised the coup change Zimbabwe and the investors asked him to prove it – hold free, fair and credible elections. The regime’s failure to implement even one meaningful reform has proven to the whole world that Zimbabwe has not changed one bit.

6) “Zimbabwe is open for business!” cry has failed to attract any business because until the country embrace democratic change, investors and lenders will continue to shy away from the country. No amount of spin will ever change that economic and political reality!

7) Like all good performers Madzikatire dressed, walked and talked to suit the town-wise Mukadota. As President Mnangagwa and his high-powered entourage of 10 Minister, 88 CEOs and many hangers-on all attired in their colourful scarfs they looked like Southern Ground hornbills with rainbow wattle instead of the usual red.

With the national economy in serious trouble; unemployment at 90%, ¾ of the people living on US$1.00 a day, etc. the nation is desperate for economic recovery. We need a cure to the country’s many economic ills. Instead of economic doctors with the stethoscopes round their necks all we have is spin doctors, human size hornbills, squawking “Zimbabwe is open for business!” The shrewd investors can see for themselves that is a lie, they can see the country is still a pariah state ruled by thugs!

ZANU PF commissar Englebert Rugeje announced on Sunday evening that elections in most areas will be taking place on Monday.

ZimEye.com informants indicated that Phiri was made to pay a twenty dollar fine for the offence and released.

Details are still sketchy and efforts to get a comment from Phiri failed at the time of writing.

Councillors Bay For Town Clerk’s Head

BULAWAYO councillors have given Town Clerk Mr Christopher Dube a 30-day ultimatum to either implement resolutions that were passed by the councillors or face the axe, Sunday News has established.

The councillors have over the past few months accused Mr Dube of stalling development by failing to implement key council resolutions. Councillors had to summon Mr Dube and his directors on Thursday last week where they gave him 30 days to have implemented the resolutions or face the chop. The Mayor, Councillor Martin Moyo, confirmed the development saying it was in the councillors’ rights to demand answers when they felt management was stalling development in the city.

“Councillors are really concerned hence the decision to take this route. We cannot really be shooting ourselves in the foot because on one hand we declare that the city is open for business but it takes us 14 months to implement such key investment resolutions. What councillors are saying is that they will not accept any lethargy and negative attitudes that frustrate investment and I believe they were right in demanding answers and coming up with such a telling decision, we now will wait and see the progress within this set period,” said Clr Moyo.

According to a council confidential report the councillors accused council management, among other things, of shutting out investors and making potential investors lose confidence in the city’s call for investment.

“We have observed with great concern the gross inefficiency in council operations in view of the February 2017 investment prospectus and Harry Allen Golf Course town house development. Of particular concern is the unacceptable and anti-development pace with which various development opportunities have been handled.

“We lay this blame on the town clerk for failure to fulfil his functions as prescribed in the Urban Councils Act. Some of the negative effects of this inefficiency are, slowing down development of the city, shutting out investment, making potential investors lose confidence in the city’s call for investment, denies locals and ratepayers job opportunities and makes a mockery of councillors’ capacity to run the city and foster development,” reads the report.

The councillors further noted that Mr Dube’s inefficiency contradicts the Government’s push that Zimbabwe is open for business.

“It also denies the City of Bulawayo potential revenue which is critical at improving service delivery and exposes serious shortcomings in the council’s management and raises fears that this could be an act of sabotage against the city’s residents and Central Government,” reads the report.

Council sources who attended the Thursday special council meeting revealed that the meeting dragged from 2pm and ended after 9pm with councillors baying for Mr Dube’s blood.

“At the end of the meeting councillors resolved to give Mr Dube 30 days to have implemented council resolutions and further complete the process of land alienation in the city which does not require procurement but simply needs allocation,” said the source.

The town clerk was also reportedly ordered to convene special council meetings to seek guidance from the councillors in the 30-day ultimatum. Some of the projects that will be concluded within the 30-day period include the Ascot Race Course re-development, which according to the report, Mr Dube had initially said is a long term project. Others include community facilities in Cowdray Park, Pumula South, Emganwini, Magwegwe North Extension, Luveve Five Extension, Mahatshula, Emhlangeni, Mahatshula East, Woodville and Parklands Extension.

“It was agreed that most of the projects just needed co-ordination of departments hence the feeling that the town clerk was failing to supervise his team. What nearly angered the councillors during the meeting is when one of the directors claimed some of the projects they had advertised in the prospectus was just a means of testing the market but they were not ready to implement them,” said the source.

The city came up with the investment prospectus after the Ministry of Local Government, Public Works and National Housing had noted that local authorities were inundated with unsolicited bids from local and foreign investors hence the order for the councils to advertise development, service delivery and partnership opportunities.

Teachers’ Industrial Machinery clanking into gear: We are our own liberators come second term

In the history of humanity there comes a time when it is imperative to take a decision that is not necessarily popular but right. As such teachers of Zimbabwe have been forced by government to chose the root of industrial action as efforts to engage government have been ignored. It was our hope after our petition to Minister Mumbengegwi dated 27 March 2018, our reminder dated 9 April 2018 that the government would mellow down to a constructive approach and engage teachers. Sadly, the government has decided to pursue its usual bellicose homelitics, grandstanding scapegoatism and bullish monumental labour injustice and vandalism. Our demands were and are legitimate:
-a 100% salary increase more so taking into account the low salaries that were last reviewed in 2013.
-An increase of rural and hardship allowance by 75% of basic salary more so taking cognisance of the fact that the current $13 is an insult to teachers.
-Reinstitution of vacation leave that was unlawfully stopped by government in 2016 and successfully challenged in a labour court by Ptuz. Denying teachers vacation leave is not only discriminatory but also degrading and treating teachers in a servitude manner.
-Ensuring that schools are politics free zones and thus guarantee that they are terrains for effective teaching and learning processes.
– The establishment of collective bargaining as envisaged in section 65 of our Constitution.

Teachers across the country and across the Union divide have spoken and we can firmly confirm that we have served the gocernment with a notice to go on industrial action from the beginning of second term today. We cannot continue to accept cold and calculated educational vandalism. Neither can we trust the future of our children to poverty stricken and hungry teachers. While we are dedicated to serving the nation, we should remind the government that we are not slaves but workers who deserve better treatment from the employer in order to play our crucial role as the engines of National development. As teachers we cannot continue to watch a game we should be playing. The quest for better living and working conditions is our concern.

Even at this 11th hour we urge government to do the most honourable thing for the nation by engaging FOZEU leaders in order to address legitimate demands of teachers. At the same time we are aware that the government banks on intransigence, irresponsibility and threats, but we certain don’t eat threats. We have nothing to fear except fear itself. At any rate cowards die several deaths before their actual death. The history of Zimbabwe is pregnant with brave men and women as well as youths who were looked down upon but liberated many souls. Teacher’s are no exception as a critical national force. We urge teachers to sharpen their instruments of combat for a protracted showdown for a legitimate national cause. Let this cause not be misconstrued for anything other than a labour conflict. Perhaps the so few who always attack teachers for doing so much with so little will respect us.

A local pastor has sensationally claimed that the devil is now in charge of government systems in the country.

Commenting on the legalising of mbanje and the “promotion of sex workers’ rights, Pastor Philip Mugabe yesterday challenged Christians to confront President Emmerson Mnangagwa for allowing the devil to control government systems.

“The Devil has taken over Government systems to the extent of promoting Satanism through the present Government led by ED.

A normal person wouldn’t allow Mbanje to be legalised. This is the same government that is asking for another term of office.

There is no future in such a leadership that has been blinded by the devil,” said Pastor Mugabe.

Dynamos football club finally registered their first win of the season by beating Bulawayo City at Rufaro Stadium on Sunday afternoon.

Three goals in a space of seven minutes were the only highlights of the otherwise very drab match.

Dynamos won possession in the center circle and Marufu released Makaha who swept past Hamfrey Ncube, Makaha then cut it back into the goal area where Marufu obliged with a first time grass cutter that Kumwala intelligently let go through his legs into the nets to put Dynamos ahead.

ZANU PF Primaries Results Impossible Today

ZANU PF has announced that its election results will not be possible today. They were previously slated for 5.30pm.

The party now says voting has been postponed in most parts of the country after several polling stations received election material late.

In Mazowe, there were incidents of violence as ZimEye.com reported earlier today.

Polling stations were supposed to open at 07:00 am today and close at 17:50 pm but some opened as late as 16:30 pm, while others did not open at all due to logistical challenges.

Zanu PF National Political Commissar, Retired Lieutenant General Engelbert Rugeje briefed the media this evening, saying voting will resume tomorrow and end by mid-day in constituencies affected by late arrival of voting material.

He said there was a temporary delay in the printing of ballot papers.

Rugeje also confirmed that some candidates’ names are missing on the ballot papers, and voters are allowed to write the name of their preferred candidate on the space on the ballot paper, as long as the candidate was cleared to contest by the party’s National Elections Directorate.
It was only at the polling stations in Bulawayo, Harare and Masvingo urban, where voting started early.

In Mashonaland Central Province, elections were conducted in only two constituencies: Bindura North and South, while the rest will start tomorrow.
It was the same story in Matabeleland North province as polling stations only opened in Umguza and Bubi constituencies while the remaining 11 constituencies will proceed with their elections tomorrow.

In Mashonaland West Province, ballot papers for Norton, Mhondoro Mubayira, Chegutu East and West constituencies arrived at the Chegutu Zanu PF administration district offices in the afternoon, but party supporters who had lined up at various polling stations in Katanga and Ngoni in Norton, Chakari in Chegutu and Waverley and Tait primary schools in Kadoma were starting to disperse by lunchtime.

While candidates and election officers in most constituencies where election material arrived late agreed to the opening of polling stations tomorrow, it was not so in Chimanimani East constituency, Manicaland Province, where voters queued into the night to cast their votes.

In constituencies where voting began in time, there were a few hiccups.

At ZRP Support Unit polling station in Harare, only females were seen casting their ballots, while reports in Belvedere suggest that some prospective voters could not to find their names on the voters roll.

You Strike We Fire You, Government Warns Teachers

By Paul Nyathi|The government has warned teachers of dismissal if they go ahead with their plans to go on strike when schools open next week.

Primary and Secondary Education Minister Professor Paul Mavhima made the warning to the teachers in a statement on Saturday saying authorities will not allow the situation in the education sector to degenerate into chaos.

On Friday, the Zimbabwe Teachers’ Union resolved to withdraw its members from work on May 8 to push for a salary review and reinstatement of vacation leave.

Recently, public sector nurses went on a nationwide strike that crippled the country’s health delivery system and government responded by dismissing the striking nurses from employment and were all asked to reapply if they still wanted their jobs back.

Minister Mavhima said schools will open despite the threats of a strike by educators.

He said: “The pressure that these unions are attempting to put on Government should be viewed in the correct context; that of trying to follow the same route taken by doctors and, more recently, nurses.

“As Government we have always engaged unions when it comes to the issues of the welfare of teachers.

“As a matter of fact, we are sitting down with them on Wednesday as part of the ongoing engagement process.”

The minister said unions should understand that Government was working on reviving the economy which will translate to better conditions of service for its workers.

“The unions need to understand that this is a new administration focused on reviving the economy and every patriotic Zimbabwean should work with Government to help in the efforts to revive the economy,” he said.

“This is so because when the economy grows, the working conditions of all workers and not only teachers will gradually improve.

“However, from Government’s side there is little scope for improvement of remuneration because of the financial situation. The Ministry of Finance has no capacity at the moment to improve their salaries.

“The education sector employs the highest number of people in the civil service, which makes it difficult to have a wholesale review of their salaries given the financial problems we are facing.

“The education sector is an essential service such as the health sector, and according to the country’s laws, it is illegal to withdraw a service in that sector.

“This is the message I will tell them when we meet on Wednesday because they cannot hold the whole nation at ransom.

“There are those who are saying schools will not open, engaging in an industrial action and forcing schools to close are two different things.

“It is illegal to forcibly close schools.

“As Government we are giving an express assurance that schools will open.

“Government will take appropriate disciplinary measures against those who will partake in the illegal industrial action.”

However, some elements leading the teachers were adamant that they will embark on the proposed job action.

Council sources have revealed the revolutionary party has not paid a single cent to use the properties.

” Zanu PF is using City Council properties for its primary elections and nothing has been paid to the local authority.

Political parties are supposed to hire council facilities like Mucheke Hall,Civic Centre Hall,Building Brigade and schools,” council sources said.

Political Violence Erupts In Mazowe West, Kazembe Kazembe Fingered

By Own Correspondent| Political violence has erupted in Mazowe West constituency ahead of today’s Zanu PF primary elections with the sitting member of parliament for the area, Kazembe Kazembe being accused of causing the sad development.

ZimEye.com on Sunday visited the area and witnessed a 30 tonne truck and a commuter ominibus belonging to Kazembe’s rival Tafadzwa Musarara who is vying for the constituency damaged (See pictures)

According to eyewitnesses, Kazembe’s supporters on Saturday evening deflated the tyres of Musarara’s two vehicles which were carrying some campaign materials.

The drivers of the two vehicles said they left their cars and ran away leaving the armed attackers deflating their cars with knives.

The incident happened in the early hours of Sunday.

Musarara’s campaign team said campaign material worth thousands of dollars which included food stuffs was looted in the process .

They said they reported the case to Concession police station.

Last week Kazembe was reported to have tempered with the voters roll.

The Sports Minister is also accused of grabbing a local agricultural college.

When ZimEye contacted him last week Kazembe said all the allegations against him were being peddled by his rivals who were “afraid of losing the Zanu PF primaries”.

Musarara has injected a budget of $400 000 in the Mazowe West constituency primary elections for the house of assembly.

Presidential Spokesperson and Director of Communications, Luke  Tamborinyoka said “the party is prioritizing rural areas in this year’s campaign in an operation code-named Gogoi/ Tisvikewo/ Ekuhle.”

In an interview with a local publication, The Independent, Chamisa revealed that this year’s campaign is going to be an organic grassroots campaign.

“We are a national and people’s party with a ubiquitous presence and a nationwide footprint.

“We are there in the rural areas. Our campaign is intensively ruralised and I can assure you we are there in the villages, in the mining towns, at the growth points and those outlying areas,” he said.

Chamisa said his party  was engaging the very grassroots people within rural communities.

“I can assure you that our work is bearing fruit. We have massive traction in the rural areas, although we need to consolidate and hold our line,” said Chamisa.

Expelled ZANU PF Member Launches Another Opposition Party

Shumba’s new project, the United Democratic Alliance (UDA) was launched at a low key event held in Chitungwiza on Saturday.

Shumba was dismissed from ZANU last year when he was suspected of having links with the G40 faction.

Addressing the handful of supporters who turned up at the launch,
Shumba said the media has always erroneously attempted to associate his party with the New Patriotic Front.

“For the record and in fact, the UDA and it’s President Daniel Shumba are not associated with nor are we a partner or in alliance with the said New Patriotic Front,” he said.

Shumba said the future requires responding to God’s call and taking up a mandate that is clear, informed and unlocks positive values for Zimbabwe’s greater good.

“Vengeance, entitlement, and exclusivity in whatever package is not acceptable and will not drive the emancipation of our nation,” he said.

“The nation requires a leadership that is ready to truly deal with the broader economic challenges, repeal of repressive and unconstitutional laws, effectively combat corruption in a non-partisan manner. People want equal access to opportunities and to thrive.”

Shumba’s party joins the other over 120 opposition parties gearing to contest elections later this year.

By Own Correspondent| While for years it has been claimed all Karangas support President Emmerson Mnangagwa, this has turned out not all true. The below are pictures from 3 separate NPF (National Patriotic Front) meetings in Masvingo and Midlands in the past week.

The large turnout from these meetings indicate as analysts say, that ZANU PF leader President Emmerson Mnangagwa faces his stiffest challenge in the upcoming election. Mnangagwa’s dilemma comes from the fact that the Robert Mugabe aligned NPF has many sympathisers within the core structures of ZANU PF. This is perhaps largely due to the Mugabe brand which has remained the talk of most rural folk.

Mnangagwa himself voiced that he is worried of a Mugabe return to politics. He 2 months ago told a meeting of ZANU PF youths, he would be worried “if the things we are reading from the media are true.”

Analyst Wilbert Mukori told ZimEye Mnangagwa is likely more afraid of Mugabe than he is of Chamisa.

Another commentator, Saba Gety says these are “interesting times; political madness this April. G40 (NPF) putting their cards on the table. If this was football, both Zanu PF and MDC are now 10 men teams. April 2018 shall forever be known as the Party Splitting month. Not looking good for ED… this is his tribal homeland and that turn out of Makaranga to a G40 campaign should be worrying. When African politicians worry about losing power, they go in a looting mode. Avoid Bank Queues, Go to A Zanu PF Rally and Get Cash Easily: President Mnangagwa Championing Deception

I nearly cried my lungs out after watching a video of a Zanu PF campaign meeting where an aspiring Zanu PF candidate was dishing out wades of bond notes to prospective voters, who I later learnt were also required to present their voter registration slips to qualify for the money. I did a survey and was told this was the practice country-wide. Earlier in the week I had been told the money merchants had invaded parts of Harare doling out cash to prospective voters, who were also required to present their voter registration slips and entered into a register.

The catch is that once you accept Zanu PF cash and you are entered into the Zanu PF register, the party will not let you go. You become a slave of the party, hence the argument by They will invite you to every activity they hold, they will monitor your movements. However, the beauty of it all is that when you get into the polling booth, no one, and not the most sophisticated machine or camera will see who who are voting for.

Even if you got their cash, fellow Zimbabweans, let us free ourselves from this oppressive party that has ruined the country for thirty eight years. Vote them out. Zanu PF must be shocked by the election results in the same way Bishop Abel Muzorewa was shocked in 1980. Corruption is a cancer that has sunk its roots deep into all Zanu PF officials at all levels, from the President to every office holder, and we the general mass are only treated to their corruptly obtain cash at election time.

Think of it, there is a foreign currency crisis in the country, forcing businesses which should employ people to either struggle or shut down. There are no drugs in hospitals, there is not enough money to pay the teachers and nurses an decent salary, but Zanu PF spends billions importing cars and campaign material from abroad? They spend money on tee-shirts which are printed abroad. And all this is happening under the watch the so-called Emmerson Mnangagwa’s new dispensation which has promised a zero tolerance on corruption.

There are two possible positions regarding these purchases of expensive campaign cars, campaign regalia being imported billboards and other material to be used by Zanu PF in this campaign. It’s either Mnangagwa doesn’t care about the people of Zimbabwe and has used all the existing resources in the country to oil his election campaign, or these are donations by foreign governments, most likely China, against the requirements of the Political Parties Finance Act which prevents political parties like Zanu PF to receive foreign donations. These could be gifts from countries like China and Russia who have been promised business by Emmerson Dambudzo Mnangagwa.

Whichever way, Emmerson Dambudzo Mnangagwa, you are the real burden to Zimbabweans. You are the real burden to any hopes for the future recovery of Zimbabwe, and you must resign out of shame. Your purchase of expense of expensive election tools, whether you have cleaned out the few resources from parastatals or government departments, or you obtained these from your all weather friends, you have proved yourself to be a master of corruption, and you must lose this election. In fact, to reserve some dignity, you should just resign and walk away from the election to prove you are real and anti-corruption. When you do your Pasi ne mhandu (down with the enemy) slogan, know that you are the real enemy of the people of Zimbabwe.

Chamisa Threatens To Cancel All Dodgy Deals Signed With Mnangagwa

By Paul Nyathi|MDC-T President Nelson Chamisa has warned that he will thoroughly scrutinise all the agreements signed by President Emmerson Mnangagwa with foreign investors as soon as he comes into power after the elections.

Chamisa said this while addressing a rally at Seke Rural settlement on Saturday.

Chamisa said that his government will not tolerate any clandestine deals with people out to loot from the country.

“As soon as we get into power, we will go through all the contracts in place and kick out of the country any dubious contracts,” said Chamisa.

The MDC-T leader castigated President Mnangagwa’s “Zimbabwe is open for business call” saying that it is not good for the country.

“We can not just open up the country for everyone,” he said.

“We need to keep our country very secure from unscrupulous investors and check each one of them thoroughly,” he said.

Chamisa promised that when his governmemt is in power, all elderly people will be treated at no cost at government health institutions.

Chiwenga Says ZEC Is Delaying Mnangagwa On Election Date

By Paul Nyathi|Vice President Constantino Chiwenga says that the Zimbabwe Electoral Commission is delaying the announcement of the election date.

Speaking in an interview with journalists on the sidelines of the official opening of the just ended Zimbabwe International Trade Fair in Bulawayo on Friday, Chiwenga said that government and the party are ready for the elections.

” President Mnangagwa is ready for the elections and even ready to announce the election date but is being delayed by the Zimbabwe Electoral Commission,” he said.

ZEC officers however say it is President Mnangagwa instead who must proclaim an election date.

“As soon as ZEC is done the president will announce the election date.”

ZEC is still invoiced in finalising the voters roll after undertaking an intensive voter registration exercise using the new biometric voter registration process.

According to the constitution, President Mnangagwa should have proclaimed the election date at least by the 28th of April.

Since the date has not yet been proclaimed, Mnangagwa now has the last thirty days within which he is expected proclaim the date.

Zimbabwe’s last election was held on the 31st of July 2018 with this election expected to be held by the 22nd of August at the latest.

Gono: I Printed Dollars To Stop Military Coup

Former Reserve Bank of Zimbabwe governor Gideon Gono has said that he had to print money even when he knew it would cause hyperinflation because the government was desperate to prevent a coup by hungry soldiers.

Gono is quoted by The Standard saying soldiers were willing to stage a coup to get food. Said Gono, “if we had not done what we did printing money and allowing inflation to skyrocket, then the men and women you see in those beautiful uniforms, they were ready to get out of their barracks.

“Operation Restore Legacy would have happened much earlier, but not one that we would have been commanding ourselves. It would have been a ‘restore legacy’ that would have been commanded from elsewhere.”

Thousands To Vote At ZANU PF Primaries

By Paul Nyathi|Thousands of Zanu-PF supporters will on Sunday cast their votes at more than 3 000 polling stations across the country to elect candidates who will represent their party in the forthcoming harmonised elections in July.

A total of 3 250 polling stations have been set up for voting which is expected to start at 7am and end at 5.30 pm. Aspiring candidates yesterday held their last round of joint campaign rallies in different parts of the country, in line with the party’s new format for campaigns.

In a statement availed to our Harare Bureau yesterday, the party’s national political commissar Lieutenant General (Retired) Dr Englebert Rugeje said: “All polling stations are expected to open for business on Sunday 29 April 2018, commencing at 0700 hours and closing at 1730 hours. Counting and collation of results will start immediately after closure of voting and results will be announced to those present.

A copy of the results will be posted at the polling station. Polling station results will be forwarded to the Administrative Elections Management Centre where Parliamentary, Senatorial, Women’s Quota and Provincial Council results will be announced.”

“The results will be forwarded to the Provincial Elections Management Centre for onward transmission to the National Elections Management Centre at the party headquarters in Harare. Final results are expected to be announced by the national elections commission chairman on Monday 30 April at 1600 hours.”

“ED will win elections because opposition disarray and will rig vote,” say panellists – which one matters!

By Nomusa Garikai| “Some Zimbabweans and political observers say it is likely that President Emmerson Mnangagwa will win the forthcoming presidential election, to be held between July and August this year, as the country’s opposition is in disarray though they doubt that the southern African nation will hold a free, fair and credible election,” reported The Zimbabwean quoting a VOA article.

“Mnangagwa is likely to win because there is no strong opposition and there is so much confusion within the opposition parties such that Mnangagwa is the likely option for most people and is the one in power and they say that there is a lot of effort from Mnangagwa to change things. People are more receptive to that,” said Linda Mujuru of Global Press Journal. She was one of the Zimbabweans panellist discussing Zimbabwe in Washington DC.

There is clearly some very confused Zimbabweans out there. Do these people believe ED will win the elections because there is “disarray in the opposition camp” or because the elections are not going to be free, fair and credible?

Few people can deny that there is indeed disarray in the opposition but with Zanu PF refusing to implement even one reform to ensure free and fair elections only those who are mentally challenged can doubt that these elections are not free and fair.

A united opposition has not stopped Zanu PF rigging elections in the past so, why should a confused opposition matter?

The elections observers are not being asked whether Zanu PF would have won these elections anywhere given the confusion in the opposition camp? They are being asked whether the electoral process in Zimbabwe can ever deliver free, fair and credible elections? A process in which there is no free media, no verified voters’ roll, key institutions like ZEC and the Police are but a department of the ruling party in all but name, etc.

Indeed, we should not be surprised there is confusing in the opposition camp just as, until the last November’s military coup, there was pandemonium in Zanu PF itself; the one-party dictatorship that Mugabe and Zanu PF has fostered on the nation has forced competent leaders out of politics. Zimbabwe politics has become so dirty that only thugs can thrive.

This is why we need to implement the democratic reforms, drain the swamp to get rid of all the crocodiles and all the other swamp dwelling creepy crawlies, and allow democratic competition to take root. Open debate and democratic competition will sort the quality leaders with grey stuff between their ears from the corrupt, incompetent empty head thugs who have now filled all the public offices going.

“There is need to have a united force and there is need to have and a need to have an organized force in the opposition and there is need to invest heavily and ensure that people are registered to vote,” added another panellist, Irene Petras of International Centre for Not-for-Profit Law. Many people will know her from her days as Executive Director of Zimbabwe Lawyers for Human Rights.

There is no denying that there are not quality leaders on both sides of Zimbabwe’s political divide and there will never be, as long as politics remains the exclusive domain of the corrupt, incompetent and ruthless thugs. KUTONGA KWARO: Mnangagwa Govt To Offer Free Blood A Month Before Elections

President Emmerson Mnangagwa’s administration is looking to offer free blood a month before elections.

This was revealed by the Health and Child Care Secretary Major-General (Retired) Dr Gerald Gwinji.

Dr Gwinji said the Government is looking into offering free blood to all patients in health institutions by June. Currently, only pregnant women and children under the age of five are getting free blood.

Dr Gwinji quoted by the state media said: “we are looking at how we can fully finance the purchase of blood so that it’s free to patients in public hospitals. The investments made so far brought down the cost to US$50 for the general public patient and to zero for pregnant women and children under five years. We hope to mobilise more resources and partnerships to achieve a zero-cost at point of access for the patients.”

Mnangagwa Extends Mildred Chiri’s Tenure

President Emmerson Mnangagwa has extended the Auditor General Mildred Chiri’s tenure.

This was announced in a Government Gazette on Friday. Finance Minister Patrick Chinamasa announced Mrs Chiri’s term of office has been extended to February 2023, after Parliament approved her nomination by President Emmerson Mnangagwa.

Chiri was last year briefly removed by President Mr Robert Mugabe who attempted to replace her with former Industrial Development Corporation (IDC) General manager Mr Mike Ndudzo. That move was rejected by Parliament and Chiri was soon reinstated.

The notice reads:

“It is hereby notified, in terms of section 310 (1) as read with section 340(1)(a) of the Constitution of Zimbabwe Amendment (No.20) of 2013, that the President, with the approval of Parliament, has reappointed Mildred Chiri as Auditor-General with effect from 26th February, 2017, for a period of six (6) years ending 25th February 2023.”

Former Military Commander Consantino Chiwenga will tonight feature at Thomas Mapfumo's concert, it has been said.

Mapfumo’s publicist, Blessing Vava is quoted by the Daily News saying Vice President Chiwenga will be among guests set to be seen the Chimurenga musician’s Homecoming Bira scheduled for Glamis Arena.

Chaos Hits ZANU PF Primaries

SKIRMISHES have reportedly rocked Zanu PF ahead of tomorrow’s primary elections, where aspiring candidates dumped the party rules for holding joint rallies and opted to go it alone as tension escalates.

The fights came after some candidates contesting in the internal selection process reportedly dumped the party’s rule of addressing joint rallies and organised individual rallies to try to reach out to voters within the short period allowed for campaigning.

Intra-party violence was reportedly experienced in Harare, Chiredzi as well as the three Mashonaland provinces, mainly in constituencies where party bigwigs will face stern challenge from new candidates.

In Harare’s Epworth area, Zanu PF supporters clashed over the campaign process, resulting in the arrest of one person, who is now facing public violence charges, after he allegedly teamed up with accomplices, who are still at large, to assault fellow party members.

Joseph Mahlanganise Makuyana was yesterday not asked to plead when he appeared before Harare magistrate Tilda Mazhande, who remanded him to May 29 on free bail.

It is the State’s case that on Wednesday, Makuyana, in the company of his suspected accomplices who are still at large, started shouting that if their unnamed candidate was not successful, voters were going to die.

They allegedly started attacking the rivals using open hands, clenched fists, booted feet and a knife. The victims sustained various injuries including nose bleeding, cuts and shaking teeth.

Reports yesterday said candidates were employing dirty tactics that included mobilising supporters to snub rallies addressed by opponents.

In Mashonaland Central province, supporters aligned to sitting Mazowe North MP Martin Dinha were accused of sabotaging a meeting of his rivals which was supposed to take place at Mvurwi community hall.

Aspiring candidates were left disappointed when they found the Mvurwi community hall locked with no people in sight.

The supporters also accused Dinha’s allies of disrupting rallies to be jointly addressed by candidates.

Efforts to get a comment from Dinha were fruitless yesterday, as he was repeatedly said to be in a meeting.

In Mashonaland West, contestants were reportedly summoned to Harare after violence erupted at rallies, with similar cases being reported in Chiredzi.

Many cases of candidates being booed for their perceived association with the vilified G40 faction were also reported.

In Masvingo, the party has been battling to contain rebellion from candidates barred from contesting in the primaries, who have been besieging party offices in the provincial capital demanding reasons for their disqualification.

Tensions were also reported in Chiredzi, where candidates reportedly attacked each other at joint rallies, resulting in the police being called in.

There were also allegations of vote-buying across provinces, as tensions continued to escalate, with the poll date drawing near.

A video went viral in which Midlands Provincial Affairs minister Owen Ncube appeared to be dishing out money at a rally, while several other candidates were alleged to have been doing the same in other areas.

Midlands provincial chairman Daniel Mackenzie Ncube confirmed candidates were addressing individual rallies, but said there was nothing wrong with that, as the use of joint rallies was only a proposal.

“All is set for the elections in the province. We had a meeting today in Harare to do with deployments and all is well,” Ncube said.

On the issue of dishing out money at a rally, Ncube said the matter would have to be investigated.

In Mashonaland East province, candidates reportedly organised individual rallies, but would still welcome rivals if they also wanted to address the voters.

Some candidates were also crying foul over the party’s election rules and regulations, which they argued favoured some candidates ahead of others in the preparations of the internal polls.

The candidates claimed the new regulations favoured sitting MPs as well as shadow candidates who had access to voters, while others were barred from campaigning.

Party political commissar Engelbert Rugeje published the list of candidates cleared to contest in various constituencies in the internal polls last week and aspiring candidates have since then been crisscrossing the country campaigning under strict conditions.

Apart from the set rules, candidates were crying foul over the short period allowed to campaign.

ECONET: No Such Thing As Disappearing Data

CONET Wireless yesterday maintained that its subscribers are not facing disappearing data problems on their network and advised clients experiencing the challenges to contact the company.

In a statement yesterday, Econet said any challenges that their clients may face should be raised with the telecommunications firm.

“Econet maintains that there is no disappearing balance problem on their network, and that where a customer experiences a change in balance that they cannot explain, they should immediately raise the matter with the company through its call centre or shops, or use its web self-care service, which is available for customers to monitor and track their usage of data or airtime from anywhere, at any time,” Econet said.

Earlier, Econet said they had introduced an Out-Of-Bundle Blocking system to stop smartphones from chewing background data to prevent their mobile subscribers from missing their data.

“To prevent this, we introduced Out-Of-Bundle Blocking, which stops background data usage from occurring. We are pleased to say to date we are the only local Mobile Network Operator that offers this convenience, and many of our customers have signed up to use this feature,” Econet said.

“We are not aware of any customer airtime or data consumption that we have not been able to account for and resolve. Any customers in need of assistance in this regard should call any of our contact centres, shops or service centres for personal customer support.”

This came as Econet subscribers have in recent months complained about missing data, especially on their daily and weekly packages.

ICT and Cyber Security minister Supa Mandiwanzira last week also said the government had received numerous complaints from Econet mobile subscribers about disappearing data.

Econet is the largest mobile telecommunication company in the country with an active mobile subscriber base of 7 488 588 recorded at the end of the fourth quarter of 2017, according to the Postal and Telecommunications Regulatory Authority of Zimbabwe.

The mobile company launched Kwese Broadband and Kwese Wi-Fi to support high volume data usage for media consumption.

“We have launched many new ‘increased data packages’ through services such as Kwese Broadband and Kwese Wi-Fi, that support high volume data usage for media consumption at low cost. We have also deployed close to 600 fixed and mobile Wi-Fi hotspots around the country, to give customers access to high volume data at low cost. We have more examples of similar packages in the pipeline,” Econet said. – Newsday

Chamisa will be addressing a rally at Jonasi Primary School in Seke Communal lands, some 35 kilometres North of Harare.

“The party is prioritizing rural areas in this year’s campaign in an operation code-named Gogoi/ Tisvikewo/ Ekuhle,” said Tamborinyoka.

In an excluaive interview with a local publication, The Independent, Chamisa revealed that this year’s campaign is going to be an organic grassroots campaign.

“We are a national and people’s party with a ubiquitous presence and a nationwide footprint.

“We are there in the rural areas. Our campaign is intensively ruralised and I can assure you we are there in the villages, in the mining towns, at the growth points and those outlying areas,” he said.

Chamisa said his party  was engaging the very grassroots people within rural communities.

“I can assure you that our work is bearing fruit. We have massive traction in the rural areas, although we need to consolidate and hold our line,” said Chamisa.

 

Teachers Launch Mass Strike, Rubbish Chiwenga Threats

The Zimbabwe Teachers Association (Zimta) says its members are striking when schools open for the second term on the 8th of May 2018.

They will only return to work when Government increases their salary, lifts the suspension on vacation leave and increases allowances as agreed in 2013.

The notice by Zimta reads:

CLASS ISSUES BEHIND GENERATIONAL CONSENSUS (Part 1)

By Discent Bajila|One of the major and legitimate criticisms of the idea of generational consensus has been that it is devoid of social class and ideological thinking. Critics have found cause to believe and argue that beyond the desire to have Nelson Chamisa as President of Zimbabwe, Generational Consensus is just cold and hollow.

This article seeks to bring forth the ideological standpoint of generational consensus and further locate the candidature of Nelson Chamisa as a coincidence of several historical moments . One of these moments being the push towards national development consensus in our lifetime.

Every Zimbabwean, young or old, male or female, war veteran or not, home-based or in the diaspora aspires to see a Zimbabwe where through use of indigenous natural resources we can produce enough goods and services not only for our own consumption but for export to other countries that are not in a position to produce what we can produce. It is also the wish of every Zimbabwean of sound mind that we can be able to manufacture and trade in goods whose raw materials are not locally extracted. This we can achieve by importing raw materials and establishing assembly plants in our cities, towns and growth points. A deepened focus on these things will have the overall effect of creating millions of jobs, increasing our living standards and minimising emigration among other things.

In order to achieve optimum levels of production through our natural and imported resources the basics must be covered. These include continuous supply of water and electricity, a sound healthcare system, good road, rail and air transport infrastructure , reliable internet connection and an education system that responds to the needs of modern trends of National development.

This kind of development for Zimbabwe requires a leadership capable of seeing deep into the future. A kind of leadership that understands that it must be possible to transport bulk fresh fruits between Juliusdale and Plumtree within a short space of time. Thus the idea of fast moving trains must be welcomed by everyone. It can then be debated whether those trains must be called bullet, super, mega, swift or whatever name that should distinguish them from the ordinary.

Zimbabwe development deserves a kind of leadership that can dream that one day it shall be possible for people to work in the industries of Bulawayo driving their own vehicles daily from their homes in Robert Sinyoka, Nyamandlovu, Ntabazinduna, Esigodini, Kezi and so forth. This must be possible because real development must not interfere much with the family unit! However when that happens our current road infrastructure will not be able to handle the traffic congestion, hence it will become an absolute necessity to have roads suspended over other infrastructure including over other roads. Spaghetti roads are thus a very good vision every Zimbabwean must look forward to. We can then entertain debate on whether these spaghetti roads must be part of our short, medium or long term planning.

These are but some of the ideas are unanimously supported by all sound minded Zimbabweans regardless of their station.

Differences arise on how each one of us wish to move from where we currently are to the end point of prosperity. These are very healthy differences.

The idea of generational consensus is that Zimbabweans living at this day and age experiencing the kind of things that we experience now must have a convergence of thoughts in terms of how we extricate ourselves from our current poverty, social disharmony, and political skulduggery to a classic developmental state.

The proponents of Generational Consensus opine that in order for Zimbabwe to prosper, the means of production must be indigenously owned and used for the ultimate good of society. The government, traditional authorities, municipalities and indigenous individuals must own the land and the mines regardless of their race , gender , tribe or age. However land on its own is of no use. It tastes bad for consumption. It can only be of value if those who work on it are equipped with skills and capital. The current land crisis is characterized by the fact that the majority of those who own the land have neither capital not skill. They only have a desire to work on the land. Those who are getting skilled year in year out have neither the land nor capital. Those who have capital are hesitant to invest in land use activities fearing that at any given point in time someone can toyi toyi into that investment backed by one excuse or another.

Those who own the skills necessary to produce out of the means of production need to have security that as they sell their skills to owners of capital, they can be able to determine the financial worth of their skill without the threat of loss of employment.

Generational Consensus is thus a Social Democratic idea aiming at creating certainty around which owners of land, capital and skills can collaborate and produce surplus food for our generation.

Thus a government based on generational consensus will have clear policies on State Land, Private Land, Communal Land and Municipal Land.

Another key issue that our generation must have consensus on is building a culture of saving. Zimbabweans must be reintroduced to saving because saving is one of the major sources of capital. At individual level, this means that the people’s confidence in the banking system. The people of Zimbabwe who have lost confidence in the banking system because there is never certainty that they will get their money as and when they need it are the entity the is focal point of #GenerationalConsensus. Once the people in our generation has confidence in the banking system ,it will become possible for them to save money and build capital thereby reducing dependence on the state. Another avenue by which a government developed through Generational Consensus can save public money is through maintaining a lean Cabinet. The cost of maintaining ministers with their multiple perks and assistants has a huge bearing on the fiscus. A cabinet of between fifteen and twenty Ministers could save Zimbabwe millions of Dollars every month. The option of ensuring that Ministers and indeed the President are energetic people who still have the ability to juggle between family and various public responsibilities without the need to keep the ambulance on speed dial. While it is not the idea of Generational Consensus that young people should exist as a social class and attempt to overthrow the state for their own interests, #GenerationalConcensus is unapologetic about the need to have young people as a numerical majority in the management of public affairs. Generational Consensus is largely about an acceptance by all that society constantly needs to be refueled with new ideas and that with age, mental creativity dwindles.

The fact that the first people to support the Presidential Candidature of Nelson Chamisa is sufficient evidence that it is not about hatred of senior citizens but rather a realisation that senior citizens have ran their race and it could be a befitting honour to have them retire and allow new ideas to refuel our society. The late Morgan Richard Tsvangirai, deep in his 60s understood things this way. The likes of Professor Welshman Ncube, Tendai Biti, Ambassador Agrippa Mutambara and many other MDC alliance leaders are not young people but they understand things this way.

Zimbabwe deserves more. Zimbabwe deserves better. Zimbabwe deserves you.

Gwanda Mining Wars, Miner Stomach Ripped Open

By Paul Nyathi|An informal miner is battling for his life after an eight-man gang ripped open his stomach and stabbed his workmate in the head before stealing four 50kg bags of gold ore from them.

Benjamin Banda (34) of Zvishavane area is admitted to the United Bulawayo Hospitals Intensive Care Unit while his workmate, Mukudzeni Muzari (19) of Garikai Suburb in Gwanda was treated and discharged at the Gwanda Provincial Hospital.

Matabeleland South acting provincial police spokesperson, Assistant Inspector Loveness Mangena, confirmed the incident which occurred on Wednesday at around 6PM at Vumbachikwe Mine’s Central Shaft.

She said the suspects were still at large.

“I can confirm that two mine workers were attacked by eight unknown men on Wednesday at around 6PM and they stole four by 50kg bags of gold ore. They stabbed Mukudzeni Muzari twice in the head with a knife and also struck him with a brick on his right hand.

“Benjamin Banda was stabbed with a knife in the stomach leaving his intestines hanging. Muzari was treated and discharged at Gwanda Provincial Hospital while Banda is admitted to the United Bulawayo Hospitals intensive care unit,” she said.

Asst Insp Mangena appealed to members of the public with information on the identity or whereabouts of the suspects to report to any police station near them.

A mine worker who preferred anonymity said Banda and Muzari were coming out of Central Shaft with bags of gold ore when eight unknown men confronted them.

He said they demanded to see what the two men were carrying in the bags.

“When Banda and Muzari refused to surrender the gold ore the men attacked them. They slit Banda’s stomach open with a knife and stabbed Muzari in the head and fled from the scene.

“Muzari left to find help from his workmates who reported the matter to the police,” Asst Insp Mangena said.

Soldier Dies After Falling At BF Celebrating Highlanders Goal

|The Highlanders Football Club supporter who was last week admitted at Mpilo Central Hospital Intensive Care Unit after falling from the terraces at Barbourfields Stadium during a match between Bosso and Shabanie Mine has died.

Prince Ncube (49), who has since been established to have been a soldier based at Lookout Masuku Barracks, was seriously injured after falling while celebrating a goal by Highlanders who won the match 3-1.

Ncube fell from the highest point of the rail poles that divide the sitting bays in the stadium.

Ncube was popular in the terraces for his stunts of sliding from the top of the rail poles to the ground in celebration of goals by his favourite football club, Highlanders.

Bulawayo Metropolitan Province acting police spokesperson Assistant Inspector Abednico Ncube said Ncube died at around midnight yesterday.

“I can confirm receiving a report of the death of Prince Ncube, a male aged 49 who was last Sunday injured after falling off the terraces at Barbourfields Stadium. He succumbed to the serious body injuries he sustained and passed on yesterday at around 12 midnight,” he said.

Cracks Emerge In MDC Alliance, MDC-T Wants To Approve All Candidates

By Paul Nyathi|Cracks are beginning to emerge in the MDC Alliance coalition with threats that the coalition maybe facing an imminent collapse.

This follows for instance open complaints by Transform Zimbabwe leader, Jacob Ngarivhume who has said his party is being prejudiced. Tendai Biti’s PDP has had its share of problems which even led to its split at the beginning.

ZimEye.com sources within the Alliance indicated that members of the coalition partners are clashing heavily on the candidates being selected to represent the coalition in the upcoming elections.

The sources indicated that the MDC-T is heavily encroaching into the candidates selection processes of other partners.

The MDC-T which is the bigger partner to the coalition and retains more than half the seats allocation is reportedly insisting that it will have a final say on the candidates selected by the other partners.

“It’s very difficult working with the MDC-T members on the ground as they keep telling people that they are the directors of the coalition and they will have the final say in the candidates to represent the coalition,” said the source.

“What is disturbing further is that the MDC-T is busy setting up candidates in the constituencies that have not been allocated to them,” complained the source.

The sources from the so called smaller partners to the coalition further claimed that the MDC-T is controlling all the coalition meetings and public rallies at all levels giving the other partners very little space and recognition in the meetings.

“The MDC-T is literally taking the Alliance to be its extension. All meetings and rallies are dominated by the MDC-T and they give us very little time and space to be seen at the rallies,” complained the source who insisted on not being identified.

“They are even distributing MDC-T regalia to our members so much that in the end the gatherings become one sided. The slogans and songs chanted at all the meetings and rallies are MDC-T,” cried the source who is a member of the Tendai Biti led PDP.

The MDC-T members are on record threatening that they will challenge MDC Alliance coalition candidates if what they termed mediocre candidates are fielded in the elections.

Efforts to get a comment from the MDC-T National Chairman Morgan Komichi who is at the forefront of coordination of the Alliance candidates processes could not be obtained at the time of writing.

Mujuru Explains Why She Couldn’t Click With Tsvangirai, Entices Chamisa

By Paul Nyathi|The Joice Mujuru led National People’s Party has explained why the party failed to reach a coalition agreement with the late MDC-T leader Morgan Tsvangirai.

In a discussion with ZimEye.com, party spokesperson Jefferson Chitando narrated what he said were sticking points that led to the collapse of the hugely promising coalition.

Chitando said that the major factor that led to the failure of the coalition after the two parties had signed a historic Memorandum of Understanding was the identity of the proposed coalition.

“As the NPP we wanted a neutral name, symbol and even slogan for the coalition,” he said.

The MDC-T on the other hand stuck to wanting the coalition to be named the MDC Coalition and maintain the MDC-T colours and symbol.

“Neutrality builds confidence in all coalition partners.There are voters who dont want to be associated with a particular party name, logo or slogan but if neutrality is given preferences it accommodates every democratic forces,” said Chitando.

The NPP spokesperson himself a former MDC-T member indicated that the other sticking factor to the agreement was the issue of selection of candidates to represent the coalitoon in the elections.

“NPP was advocating for a democratic process. The most popular candidates to represent the coalition rather than the boardroom allocation of seats,” he said.

“It was never going to be feasible for a single political party to decide the constituencies to allocate to other political party partners, that would be very undemocratic,” he said.

“The political parties which are joining force to form a coalition all believe in democracy, therefore people have more power than leaders. Its important to give the grassroots the power to determine the candidate they want at ward and constituency level as it enhance the chance of winning. The coalition must not impose a candidate on the people as its against the value of the coalition partners and democracy,” he said.

Contrary to popular belief that the coalition collapsed because the NPP was adamant on having Mujuru as the coalition presidential candidate, Chitando said the party never tabled Mujuru as a condition.

“The NPP never at anytime brought the issue of Presidential candidate as a negotiation point as it believed the selection candidates covered as well the presidential candidate,” he said.

After the failure to agree on the identity of the coalition, Mujuru went on to lead the establishment of the People’s Rainbow Coalition with a splinter of the People’s Democratic Party and smaller parties DARE and ZUNDE.

Tsvangirai on the other hand tied fingers with his old partners Welshman Ncube led MDC and the Tendai Biti led PDP.

On the possibilities of the two coalitions still coming together before the make or break elections coming up in less than four months, Chitando said that the NPP and PRC are still prepared to engage with the new leader of the MDC Alliance coalition Nelson Chamisa.

“MDC Alliance and PR Coalition definitely need each other in order to win against ZanuPF,” he said.

He indicated that his party and coalition partners are prepared to bend backwards to accomodate the grand coalition with Chamisa.

“With time left it will be a disadvantage for the grand coalition to get a new neutral name therefore suggestions are put forward to adopt a double barrel name such as MDC /PRC Coalition,” said Chitando.

“The coalition’s can also adopt an election symbol or logo which has both the MDC’s Open palm and the PRC Freedom train, after all Chamisa is already talking of Bullet Train and PRC has a Freedom Train which makes the whole idea very simple and attractive to voters.”

Chamisa has also hinted in his rallies that he is still prepared to give the grand coalition discussions a chance to fulfil the late Tsvangirai’s wishes.

Farming Mbanje Is Now Legal : Government

Health and Child Care Minister Dr David Parirenyatwa has announced that the  Government has legalised the production of cannabis for scientific or medical purposes .

This was announced in the Government Gazette yesterday under Statutory Instrument 62 of 2018 (Dangerous Drugs – Production of Cannabis for Medicinal and Scientific Use Regulations).
Producers of mbanje must be licensed by the minister.

“An application for the issue of a licence in terms of section 27 of the Act shall be made to the Minister, in duplicate and shall be accompanied by the appropriate fee and three copies of a plan of the site proposed to be licensed which shall comply with the requirement specified in these regulations.

“In case of an individual, proof of citizenship or proof of being ordinarily resident in Zimbabwe or proof of an exemption by the Minister (will be required),” reads the regulations.

“In the case of a company, proof of citizenship or proof of being ordinarily resident in Zimbabwe of the majority of directors or proof of an exemption by the Minister and proof of incorporation in Zimbabwe of the company; and a declaration, signed and dated by the proposed authorised person in charge, stating that the authorised person in charge, the proposed responsible person in charge and, if applicable, the proposed alternate responsible person in charge, are familiar with the provisions of the Act (will be required),” reads the regulations.

The application for the licence must also provide a detailed description of the method that the applicant proposes to use for keeping records.

The Minister has powers to audit the activities of the licensed producer with respect to cannabis.
“The application shall also contain the following – (a) if applicable, the maximum quantity expressed as net weight in grammes of fresh cannabis, dried cannabis, cannabis oil to be produced by the applicant under the licence and the production period . . . and the maximum number of cannabis plants to be sold or provided by the applicant under the licence and the period in which that quantity is to be sold or provided,” read the regulations.

In case of an application for a licence to sell or provide fresh cannabis or cannabis oil under, the applicant must provide the Minister before commencing to sell or provide the substance, with the dried cannabis equivalence factor determined under section 73 and the method that they used to determine it.

If an applicant intends to possess, produce, sell, provide, ship, deliver, transport or destroy cannabis at more than one site, a separate application must be submitted for each proposed site.
A licensed producer designate one authorised person in charge to have overall responsibility for management of the activities conducted by the licenced producer under their licence at their site who may, if appropriate, be licensed producer.

“One responsible person in charge to work at the licensed producer’s site and have responsibility for supervising the activities with respect to cannabis conducted by the licensed producer under their licence at that site and for ensuring that the activities comply with the Act and these regulations who may, if appropriate, be the authorised person in charge,” further reads the regulations.

The licensed producer may also designate one or more alternate responsible persons in charge to work at the licensed producer’s site and have authority to replace the responsible person in charge when that person is absent.

The Minister shall refuse to issue, renew or amend a producer’s licence when certain requirements have not been met, among them failure by the producer to grant permission for inspection by relevant authorities; and when the Minister has reasonable grounds to believe that false or misleading information was submitted in, or false or falsified documents were submitted with the application.

Issuance of a licence would also be denied when information has been received from a peace officer, a competent authority or the United Nations that the applicant has been involved in the diversion of a controlled substance or precursor to an illicit market or use.

The Minister may not oblige if the issuance, renewal or amendment of the licence is likely to create a risk to public health, safety or security, including the risk of cannabis being diverted to an illicit market use.

The producer licence will be valid for five years and may be renewed thereafter before its expiry.
Over the years the production and use of marijuana has been illegal in the country and possession of the drug attracted sentences of up to 12 years in jail.- state media.
