Mnangagwa Pulls New ‘Magufuli’ Shocker Flies Economy Class

By Paul Nyathi | President Emmerson Mnangagwa continues to play the “pro poor” Magufuli radical card, achange from former President Robert Mugabe as he today flew in a low cost scheduled flight from Harare to Johannesburg.

Unlike his predecessor who used to fly in a special business class chartered Air Zimbabwe jet on every trip, Mnangagwa flew to South Africa on his first international trip in a scheduled low cost Fly Africa Club jet which only has economy class.

The president travelled with a delegation of about ten people in the plane which costs about $200 return ticket from Harare to Johannesburg.

The President shocked a lot of travellers at the Robert Mugabe International Airport when he checked in for the flight together with ordinary passengers.

Tsvangirai Takes Mphoko To The Cleaners

MDC leader Morgan Tsvangirai has filed a $2 million defamation suit against former vice president Phelekezela Mphoko.

The suit pertains to statements made by Mphoko claiming Tsvangirai had participated in the murder of at least 20 000 civilians in Matabeleland during the Gukurahundi era.

According to court papers filed on Monday before the High Court, Mphoko claimed Tsvangirai was involved in an attempt to assassinate the late former vice president Joshua Nkomo and that he had participated in the burning down of villages in Tsholotsho.
During the Gukurahundi era at least 20 000 civilians were butchered by the North Korea-trained fifth brigade that patrolled the Matabeleland and Midlands provinces.
Mphoko also alleged Tsvangirai had murdered a “member-in-charge” in Tsholotsho during the Gukurahundi era.

“These allegations were flighted on national television during the main news segment of the Zimbabwe Broadcasting Corporation (ZBC)’s broadcast at 20:00 hours on the day the defendant (Mphoko) had addressed journalists in Bulawayo (4 February 2017). That news clip was re-played in subsequent bulletins on subsequent days on ZBC television broadcasts.

“Further, the defendant’s statements against the plaintiff (Tsvangirai) were published in print and electronic forms by various publications. ZBC went on to publish an article carrying defendant’s subject statement on its website in days following the broadcast,” Tsvangirai said.

Through his lawyers from Atherstone & Cook, Tsvangirai said the statements were completely false, adding that he never participated in the Gukurahundi massacres in any way.

“At no point in time did he try to assassinate the late vice president Joshua Nkomo and, he never set fire to any home or village, nor murder any ‘officer-in-charge’ or any person during the Gukurahundi genocide or at any other time,” the lawyers said.

They further said that Mphoko’s statements were defamatory and harmful to their client’s reputation, as they portrayed him as a cruel, murderous and evil person.

According to court papers, Mphoko’s statements also portrayed Tsvangirai as a dishonest politician, who has no respect for property rights and does not appreciate the sanctity of life.

“Defendant had no right to fabricate the above outlined defamatory and highly injurious allegations against the plaintiff. As a result of the subject defamation, the plaintiff’s reputation has been severely damaged, and plaintiff has suffered damages in the total amount of $2 million. The figure covers actual damages, assumed damages and punitive damages components of the claim,” the court heard.

It is claimed in court papers that despite demand, Mphoko failed to mitigate the harm caused by his “false statements”.

Mphoko, who is represented by lawyers from G.N Mlotshwa& Company Legal Practitioners, is yet to respond to the application. Daily News

Soldiers Brutally Assault Vendors In Chivi For Refusing To Give Them Cash

Terrence Mawawa, Chivi |Members of the Zimbabwe National Army brutally assaulted vendors at Mhandamabwe Business Centre for failing to give them money to buy food.

A group of six soldiers from Chivi Growth Point arrived at Mhandamhabwe Business Centre last week and demanded money to buy food from the vendors.

The vendors indicated that they did not have the money. This angered the soldiers who forced the vendors to roll on the ground.

“Vendors were forced to roll in the mud at Mhandamabwe Business Centre.The soldiers also ordered the vendors to close their market stalls.

Women were ordered to go and look for the money at their respective residential places,” said a local shop attendant.

“The soldiers told us we should cater for their food expenses and we never took it seriously.

So when they came back we tried to negotiate with them but they would not listen to what we explained to them,” said a vendor who declined to be named.

Last week the Zimbabwe Defence Forces released a statement urging soldiers to desist from violence.

Shock As Man Impregnates 3 Minors

Terrence Mawawa | A Gutu paedophile had sex with three juveniles and impregnated all of them.

The 22-year- old man, Noel Matoyi of Mushaviri Village, Gutu, had sex with two pupils from Mushaviri Secondary School and impregnated both of them( the two girls are aged 14).

He also had sex with another 14- year- old who also fell pregnant.However the third girl is yet to report the matter to the police.

Matoyi appeared before Gutu Magistrate Edwin Marecha last week.

Representing the State, Prosecutor Millicent Azangwe told the court that Matoyi fell in love with the two juveniles and coerced them into having sexual intercourse with them.

” Matoyi took advantage of the girls’ naivety and abused them.

Matoyi was arrested by the police as he attempted to flee to South Africa, ” the court heard.

Matoyi was sentenced to three years in prison.

Nurses Caught In $ 60 000 Recruitment Scam

Terrence Mawawa, Bikita | Two nurses here have been implicated in a recruitment scam in which they swindled unsuspecting applicants of their hard earned cash.

The two nurses Jairos Mupamhadzi and Respina Manjeru are stationed at Silveira Mission Hospital and Odzi Clinic respectively.

The two nurses connived with Herbert Munyikwa, Patricia Magazine , Beauty Dzviti and Martha Nyapokoto and swindled aspiring nurses of $ 60 000.

The two nurses appeared before Masvingo Magistrate Peter Madhibha last week. The other four suspects were released on $ 300 bail each.

The court heard that Mupamhadzi, Manjeru, Munyikwa, Nyapokoto and Magazini fraudulently opened Econet Lines with the help of Dzviti.
Dzviti is an Econet Wireless employee.

They then placed several adverts on recruitment of nurses in The Herald and they also posted the adverts on various social media platforms.

They also provided fake contact details. The suspects demanded kickbacks from the applicants.The six suspects would also publish fake lists of successful candidates in The Herald.

However the six suspects ran out of luck when police detectives set a trap for them.

“Magazine was arrested as she received some cash from a police detective. That is when she disclosed all the details.

She then led the police to her accomplices’ respective places,” the court heard.

The case will continue on December 29, 2017.

Grace Mugabe, Chivayo Latest

Energy Sector Workers Union of Zimbabwe on Thursday accused the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) board of directors of mis-using funds while sponsoring Wicknell Chivhayo and the former first lady Grace Mugabe’s dubious projects.

In an interview with 263Chat, the union’s General Secretary, Gibson Mushunje bemoaned corruption within ZETDC saying auditors who unearthed the tender scams were offered employment opportunities just to protect Chivhayo and Grace Mugabe’s interests.

“We are demonstrating against the money that was given to Grace Mugabe and Wicknell Chivhayo by ZETDC and also the recruitment of Owen Mavhengere as the company auditor without an interview.

“The reason for employing him was to silence not only him but also the entire audit report so we are calling upon the authority especially the head of state to take action to Chifamba and his crew on how they employed that auditor.

“This year they also recruited another auditor called Pride Chakasisa without an interview as well which is now affecting service delivery as you can see that many workers were fired for prepaid meters tenders and obviously that was a situation set on them.

“The public only knows that Chivhayo was given $5.8 million but the entirety of the content of his contracts was worth about $640 million and this clearly shows that ZESA management was mis-using their power.

“We are also demonstrating against the labor matter whereby ZESA did not pay its employees since 2012 while the bosses enjoys luxurious lives and it was easier for Chifamba to liquidate the money to Chivayo, Psychology Mazivisa ,Oscar Pambuka among others,” he said.

Meanwhile Zimbabwe Congress of Trade Union President, Peter Mutasa said the government called for an investigation into the alleged corrupt dealings involving former First lady and Chivayo.

“There are many allegations within the ZESA corridors some which have been proven and some still yet to be and this is why we are saying on the basis of these allegations, the government should come in and carry an investigation using all its arms.

“We are told that for a long time ZESA money and assets were being applied on partisan and political basis whereby workers are complaining that some of the donations that were given to Grace Mugabe were to acquire political power so there is need for investigation to see how deep this was.

“We also need investigation about the public relations consultancy job given to Mazivisa and Oscar Pambuka maybe the management have a reason to justify it but besides that they were supposed to come up in the open for the citizens to know,” said Mutasa.- 263chat

Mugabe Refuses To Go Away

Farirai Madhumbe | Zimbabweans might seem to be under a new political dispensation, yet the reality on the ground is that former President Robert Mugabe’s legacy lives on as the spirit of Mugabeism lives on in the country’s politics.

One party dominance still exists in as much as the culture of fear refuses to go away.

The local Daily News reports that the fall of long-serving Mugabe temporarily united Zimbabweans from all walks of life but weeks after the dust has settled, it’s back to daggers being drawn between the ruling Zanu PF and opposition movements.

And at the heart of the renewal of hostilities is the celebrated military intervention which ended with Mugabe resigning hours before an impeachment process by Parliament had begun.

“Mugabe legalised domination as mode of human relations. We need to speak about the issue of violence as we head into elections next year and the involvement of the military.

“I think in the Mugabe government, the use of the military was very covert. Whenever he sent out people to communities, there was an element of military involvement but it would evade most eyes. But now, the situation is worse because the use of the military is very open,” Civil rights campaigner Maureen Kademaunga told the annual Associated Newspapers of Zimbabwe (ANZ) Discussion Forum, held at the firm’s headquarters in the capital yesterday.

The topic of the Discussion Forum was ‘‘Challenges and Opportunities for Zimbabwe post Mugabe’’.

“Some of the military personnel are already in government and some have been deployed to the ruling party, Zanu PF and for that, that is what is essentially telling. There has been a military takeover of Zanu PF.

“The critical component, which is the commissariat, has been given to former military commander (Engelbert Rugeje), someone whose history is well known, especially his involvement in the post-March 2008 election period,” said Kademaunga.

The curtain fell on Mugabe on November 21, when he resigned from the post he had held for 37 years — allowing his longtime aide Emmerson Mnangagwa whom he had fired from both government and Zanu PF — to return to the country from self-imposed exile to lead the former liberation movement and the country.

Mnangagwa took oath of office on November 24, to chart a new path for Zimbabwe’s politics, but thanks to the military intervention which started with Mugabe being placed under house arrest before a series of other events led to his resignation.

The 75-year-old former spy chief appointed two former military chiefs — Perrance Shiri and Sibusiso Moyo — to his Cabinet in what was widely seen as rewarding the military for its role in clearing his path to lead the country.

At its just-concluded extraordinary congress, Zanu PF named another general, Engelbert Rugeje, as its political commissar.

Former Commander of the Defence Forces and the man largely viewed as the architect of the military intervention — Constantino Chiwenga who retired this week — is hotly favoured to be named as one of Mnangagwa’s deputies.

“So for me, that is a cause for a concern which the opposition and other groups need to talk about because the truth of the matter is that going into 2018, the opposition and other groups are going into this election to contest against the military.

“So we took one step forward by removing Mugabe and then took five steps back by legitimising certain things. Military people can now unashamedly join government and take positions in political parties and justify it. We need to speak out these issues without fear,” said Kademaunga.

Firebrand independent Norton legislator, Temba Mliswa, who was one of the panellists, said there was nothing amiss with retired army chiefs getting involved in civilian politics.

Mliswa said the army intervention was meant to rescue the Constitution and thwart the illegal usurpation of the State by loquacious former first lady, Grace Mugabe.

Borrowing from former war veterans’ leader, Jabulani Sibanda, Mliswa said the military intervention was not a “coup” as some have been claiming, but a reversal of a “bedroom coup” by Grace.

“We had the first lady usurping powers. People talk about a coup done by the military but they don’t talk about a coup done by Grace. Which was the first coup?

“We want to talk about the so-called second coup, but was it really a coup or it was a move to address the coup that happened first. The whole country agrees that the first lady had usurped powers; she had become the de facto president; that was the coup.

“The military came in terms of section 212 of the Constitution, which says that the function of the Zimbabwe Defence Forces is to protect Zimbabwe, its people, its national security and interests and its territorial integrity and to uphold the Constitution,” Mliswa said.

“The challenge I am putting across is that of constitutionalism. The opposition is blessed with some of the country’s best legal brains, but no one made an application to the courts. Someone else did and it was thrown out.

“We cannot talk about a coup when certain people went to the court and challenged and the court ruled that it was not a coup and there was no appeal. They are lazy to make an application against a perceived anomaly,” he added.

The High Court has ruled that the military intervention was legal.

Drawing parallels with other countries, including the United States, where former military personnel was involved in politics, Mliswa said the Zimbabwean case should not be treated in isolation.

“When General Collin Powell was appointed United States secretary of State, no one ever said there was a general in the US government. If anything, it is a privilege to have them in government and that’s what we have.

“We should give a chance to Mnangagwa, an operator who realises that three or four sectors should be controlled by disciplined people.

“The land reform was becoming chaotic, there was an outcry on the distribution of farming inputs and he realises it’s best to give it to a military man (Shiri) who is good from both the operational point of view and in logistics,” said Mliswa.

“You don’t win a war without understanding logistics, he is meticulous. You have got Foreign Affairs which has a general and who will do things by the book and who will be the face of this country,” he added.

“The opposition lacks strategy. The opposition has the army in it, it has security in it. It has Giles Mutsekwa who was in the military and it has CIOs.

“The difference is that Zanu PF attracts generals while the opposition attracts constables but they still remain members of the police,” he said.

Mliswa believes Mnangagwa and Zanu PF’s fortunes will be boosted by the absence of a vibrant opposition.

“Zimbabwe is fast becoming a one-party State; in fact it is a one-party State. Zanu PF controls the pace of politics in Zimbabwe while the opposition is obsessed with networking with Washington.

“The opposition chooses not to talk to Zimbabweans while the ruling party talks to Zimbabweans. As we head towards the 2018 election, I see more regalia in Zanu PF than ever before,” Mliswa said.- Daily News

Brave Man In Solo Protest Against Mnangagwa

By Paul Nyathi | After serious threats of a mass demonstration against President Emmerson Mnangagwa over his links with the eighties Gukurahundi killings, ZimEye.com managed to spot one demonstrator in the huge crowd carrying a placard denouncing Mnangagwa on the atrocities.

Clad in a black t-shirt inscribed “Gukurahundi” in red blood, the demonstrator who sources close to preferred to call “Vhodloza” bravely carried his placard of a brutalized person through the gates into the embassy where the meeting was being held.

Prior to the meeting, about one hundred members of a social media group which ZimEye.com was privy into were threatening to block Mnangagwa from entering the embassy in a demonstration demanding answers on his links to the killings.

The thousands of people who turned up at the meeting completely overshadowed the demonstrators.

New Police Boss Blasts Chihuri’s Lack Of Leadership

Ray Nkosi | Acting Police Commissioner-General Godwin Matanga has said indiscipline in the police service was caused by lack of supervision within ranks, indirectly attacking former police boss Augustine Chihuri.

Under Chihuri the ZRP cops had become a public menace popular for corruption and brutality against innocent civillians.

The state media reports that Matanga said this while addressing Senior Assistant Commissioners commanding provinces among other senior police officers in Harare yesterday where he pledged to end corruption in the service.

 Acting Commissioner General Matanga assumed the new position following the retirement of Commissioner-General Dr Augustine Chihuri last Friday.

The acting ZRP boss said police officers should introspect as they reform to gain public confidence.

“May I, therefore, urge all of us to self-introspect, accept that our challenges emanate from lack of or inadequate supervision and unbecoming actions by some of our members which have no doubt eroded public trust, faith and confidence in the Police Service,” said acting Comm Gen-Matanga.

He said there is a need to see more activity by supervisors on the ground.

“The young police officers need our constant and regular guidance so that they do not stray and malign the good name and image of the police service,” Acting Comm-Gen Matanga said.

He said refresher, developmental and induction courses would be conducted with renewed vigour so that all officers have in-depth knowledge of police work.

Customer satisfaction, professionalism, respect, courteousness and restraint, Acting Comm-Gen Matanga said, will be the epitome of all police activities.

“As we thank the President Cde Emmerson Mnangagwa for bestowing his trust on us to continue serving as members of the Zimbabwe Republic Police, I urge you not to abuse this trust. Never should we act contrary to the oaths we took to serve the people of Zimbabwe with unbending fortitude, professionalism and loyalty,” Acting Comm-Gen Matanga said.

“The Zimbabwe Republic Police shall never again work in manners that will make it lose confidence and trust of the people it serves. When the people speak, we ought to listen attentively. Need I remind you of the well publicised message from His Excellency, President E.D Mnangagwa that, the voice of the people is the voice of God?”

The acting police chief said they were going to roll out a battery of measures to improve their way of doing business in order to connect with the people.

He said as a disciplined police service, they know their limits and the need to strictly abide by the police code of conduct.

He assured the nation that the ZRP would be heavily deployed, patrolling all communities both urban and rural.

Acting Comm-Gen Matanga said they will also be conducting traffic awareness campaigns in an effort to curb road carnage and encouraging members of the public to drive safely on the roads.

He said President Mnangagwa assured the nation that the forthcoming elections would be conducted in a peaceful and democratic environment.

“As members of the ZRP, we have an important role in facilitating the provisioning of such envisaged environment. Let us whole-heartedly rally behind the new Government’s efforts of rebuilding a peaceful and prosperous Zimbabwe,” he said.

Acting Comm Gen Matanga said the concerns of members of the public were now common knowledge and most of concerns arose from traffic law enforcement.

“Complaints are double-pronged. Firstly, they serve as a feedback from the users of our service and secondly they are an indicator of matters that need to be addressed in our planning and implementation strategies.

“That, the Zimbabwe Republic Police, like most modern police organisations, derive their legitimacy from the people, is beyond doubt. As an organisation, we long accepted this view point and committed ourselves to continuous learning under public scrutiny,” he said.

He added: “Indeed, our Code of Conduct, the Police Client Service Charter and all our policies emphasise the need for professionalism in the discharge of our policing mandate at all times. We are obliged to take heed of matters that are of concern to the public as they have a right to point our mistakes.

“And at times, do not expect them to use restrained language in doing so. Where need be, our ongoing desire should be to use the complaints as a yardstick of reforming and re-engineering our services.”

Acting Comm-Gen Matanga said there were a number of occasions when some of their members had been found wanting or caught on the wrong side of the law.

He said discipline was the cornerstone of all police work and regular training coupled with enhanced supervision will ensure that their members abide by their disciplinary code.

He said the force had been tarnished through continued acts of corruption by unscrupulous elements in their midst.

He said more stringent measures would be undertaken to rid the force of corruption.

“In this regard, the Zimbabwe Republic Police shall render swift justice to perpetrators of corruption and other criminal acts through undertaking thorough investigations,” Acting Comm-Gen Matanga said.

“Quite pointedly, there are circumstances that put the Zimbabwe Republic Police in an unfavourable position. As we acknowledge whatever mistakes or misdeeds could have occurred in the past, we need to seriously focus into the future and work hard to rebuild the organisation’s image and a peaceful and crime-free Zimbabwe.”

He said he was fully aware of the resource constraints that impede on police operations and assured the officers that Government was fully seized with the matter.

The meeting was attended by Deputy Commissioner-Generals Innocent Matibiri (human resources), Levie Sibanda (operations) and Josephine Shambare (crime), commissioners, senior assistant commissioners and assistant commissioners.

Meanwhile, the police have pleaded with the public to cooperate with their officers as they execute their constitutional mandate while promising to offer a people oriented service.

Police on Monday assumed their normal day to day policing duties at the end the Zimbabwe Defence Forces’ Operation Restore Legacy which had resulted in the reduction of police visibility on the streets.

Members of the public have said they expect to see a disciplined and reformed police force.

Speaking on televised Crime Watch programme on ZBC on Tuesday, national police spokesperson Senior Assistant Commissioner Charity Charamba said law enforcement agents have heard the public’s pleas and are promising a reformed service.

“We are really committed to ensure that all our officers and members offer quality services to all our stakeholders. We appreciate and acknowledge all of your concerns. We are in the process of reforming all our programmes and activities to ensure that they are people centred. We appeal to the public to please cooperate with our officers as they execute their constitutional mandate,” said Snr Asst Comm Charamba.

She urged members of the public to be responsible during the festive season.

Snr Asst Comm Charamba said the public should guard against common crimes like rape, robbery and housebreaking during the festive holidays.

“Gender based violence cases go up during the festive season because some people become too excited, some people do not take precautions. Travelling people should leave someone at home to ensure that premises are secure,” said Snr Asst Comm Charamba.

She urged public transport operators not to overwork their employees saying fatigue contributes to fatal accidents.

“To the public service operators please allow the driver to rest as fatigue contributes to most of the fatal road traffic accidents. Some accidents are also caused by speeding motorists. All motorists should be responsible and respect other road users, pedestrians also have a right to use the road.”

“In an analysis of road traffic accidents involving pedestrians that was conducted by ZRP, it was established that the major cause of fatalities is speeding, negligent pedestrian, inattention and misjudgement, vehicle defect and braking errors,” she said.

Bushiri is popular in Zimbabwe for prophesying that Zimbabwe’s Minister of State Kembo Mohadi will be elevated to be the country’s Vice President soon.

By Paul Nyathi | President Emmerson Mnangagwa has shown a shocking popularity amongst Zimbabweans living in South Africa as almost ten thousands Zimbabweans turned up to meet him in what was meant to be a business briefing of an expected 100 people.

The Diaspora has traditionally been an opposition stronghold with Morgan Tsvangirai enjoying unfettered support which has now been shaken by Mnangagwa’s visit.

The meeting which was set for the Zimbabwean Embassy gardens in Pretoria South Africa on Thursday, saw the entire CBD in the South African capital congested with vehicles and people making their way to the embassy.

As at the time of writing this article, the thousands of Zimbabweans were still filling up the streets of Pretoria with Jah Prayzer’s song “kutonga kwaro” being played in high volumes in vehicles parked along the road to the embassy.

Enterprising people made a killing selling copies of the Jah Prayzer album, Zimbabwean flags and different artefacts with Mnangagwa’s name on them.

The Zimbabweans have demanded the embassy to urgently convene a rally in the City for them to interface with the new President.

Meanwhile, the few Zimbabweans who wanted to demonstrate against Mnangagwa could not even be seen in the huge crowd as their demonstration failed.

Mnangagwa Slaps Grace, Appoints Oppah Acting President Of Zimbabwe

President Emmerson Mnangagwa today appointed Zimbabwe African National Union-Patriotic Front national chair Oppah Muchinguri-Kashiri as the acting President of Zimbabwe when he left for South Africa to attend a a business meeting.

This was a slap in the face of former first lady Grace Mugabe who was positioning herself for that post and was a bitter rival of Muchinguri both in office and in love.

Muchinguri-Kashiri is currently the second highest ranking officer in ZANU-PF pending the appointment of the party and the country’s two vice-presidents.

Muchinguri was the party’s secretary for Women’s Affairs in 2014 but gave up her post after she was allegedly promised by one of the G40 leaders Saviour Kasukuwere that she would be elevated to one of the vice-presidents if she gave way to the first lady.

This did not materiaise as then party leader Robert Mugabe appointed Mnangagwa and Phelekezela Mphoko.

Grace Mugabe’s rivalry with Muchinguri escalated when the former first lady sought to displace Mnangagwa as the country’s vice-president.

Muchinguri, a war veteran, was on Mnangagwa’s side and was about to be expelled soon after Mnangagwa was dismissed and expelled from the party.

Muchinguri and other Mnangagwa supporters were saved by the military intervention of 15 November as G40 sought to purge all Mnangagwa supporters in preparation for the special congress.

The intervention now dubbed Operation Restore Legacy saw Grace Mugabe and nineteen other G40 members expelled from the party two days before her husband resigned.

Muchinguri-Kashiri was appointed national chair at the special congress.

Although Mnangagwa said he would appoint his two deputies in two days, almost week has now gone by.

There is wide speculation that he might appoint retired former Zimbabwe Defence Forces chief Constantino Chiwenga as one of the deputies.

Mnangagwa might just be waiting for tempers to cool down as Chiwenga’s appointment is widely viewed as rewarding the army for bringing him to power.

Mnangagwa hinted that Chiwenga is destined for a higher appointment at Chiwenga’s farewell party.

From the ZAPU side the only senior person who was not allocated a portfolio at the special congress is Defence, Security ad War Veterans Minister Kembo Mohadi, whose political future was on the line too just before the military intervention for being too close to Mnangagwa.-Insider

First Lady’s Medical History Recorded On Piece of Paper During Surprise Hospital Visit

By Paul Nyathi | First Lady Auxillia Mnangagwa got a rude awakening of the conditions at the country’s health institutions when she made a surprise visit to Mpilo Hospital and United Bulawayo Hospitals in Bulawayo.

The First Lady who refused to be welcomed by a government contingent at the Joshua Nkomo Airport in Bulawayo arrived at Mpilo Hospital with just two guards and proceeded to join the queue of patients awaiting attention from nurses.

The wait took her two hours before she eventually got to the nurses who asked her why she had not paid the $6 hospital fee.

When asked to produce her hospital card which she did not have, the nurses then rudely told her that the hospital did not have hospital cards to record her details and would use a piece of paper instead.

Nurses at the two hospitals were caught unawares making it easy for the First Lady to experience what the patients go through when seeking treatment at the health institutions.

Speaking to media after her ordeal at the hospitals, Mrs Mnangagwa said that it was important for health institutions to treat their patients with dignity.

“I didn’t like the attitude of some of the nurses. I want to encourage staff at our hospitals to be friendly to members of the public, especially patients. It’s their mandate to serve the patients.

“I understand that the hospitals are facing many challenges which include shortage of medicines and other consumables. This should not stop our nurses from treating their patients with care. When nurses are welcoming, it makes life easy for patients, despite their conditions and the shortages,” said Mrs Mnangagwa.

This was the second surprise visit to the country’s major health centres by the First Lady after she visited Harare Hospital in a similar manner last week.

Mnangagwa immediately proceeded to pay a courtesy call on his SA counterpart President Jacob Zuma at his Manhlamba Ndlopfu Residence in Pretoria, the state media reports.

After a warm welcome the two heads of state went into a meeting with the ministers.

BREAKING NEWS – Chidhakwa Wins Bail Release

By Farai D Hove| Former Mines Minister Walter Chidhakwa who was yesterday arrested and detained at Rhodesville Police Station, has won a bail application.

Chidhakwa who was charged by the Anti Corruption Commission, has been granted $300 bail.

Details of his bail are that he must report once a week at Highlands Police station and reside at his given address.

Magistrate Josephine Sande presided over the hearing which ended at 12.30pm on Thursday.

During the heading State led by Tapiwa Kasema had opposed bail on two reasons saying: Chidhakwa is a man of means so he will flee jurisdiction and abscond trial. The second reason was that he is facing serious charges and is likely to face a stiffer sentence.

But Chidhakwa’s lawyer,  Sylvester Hashiti argued saying “the main character at the center of this issue, Prof Gudyanga, was granted bail and my client did not flee. He has been co-operating with ZACC. ZACC called him and he voluntarily went to their office.” said Hashiti.

Hashiti also said, “the State says my client is a man of means, but justice knows no pocket, race or colour.” – Adv. Hashiti.

The bail application was eventually granted and upon that time, Chidhakwa’s lawyer, Hashiti announced to the magistrate that on next remand date, January 4, he shall rise to challenge the lawfulness of his client’s arrest by the Zimbabwe Anti-Corruption Commission.

“ZACC has no arresting powers, so we want to ascertain that.” – he said.

 

Oppah Muchinguri Appointed Acting President As Mnangagwa Flies To SA

Mnangagwa has flown to South Africa for a series of meetings.

The development sparked whispers that Muchinguri could be appointed Vice President since Presidential advisor Chris Mutsvangwa has before sounded out that she is the most senior person in ZANU PF next to Mnangagwa. But other analysts declare that it is instead Gen Constantino Chiwenga who will eventually be given the post.

Print More Bond Notes, Mnangagwa Told To Fix Cash Crisis

President Emmerson Mnangagwa has been told to print more bond notes so to fix the ongoing cash crisis.

The Confederation of Zimbabwe Industries (CZI) has told the President to print more bond notes to solve the cash crisis while placing a limit on the amount of money released through the Real Time Gross Settlement (RTGS) system.

The CZI says the RTGS platform is fuelling inflation and causing price instability.

The plan handed Mnangagwa on the 11th of December 2017, reads in part:

What the sterilisation programme outlined above achieves is a de facto cap on overall money supply. The benefit of a cap cannot be overstated. This becomes the source of market confidence. While there has been growth on RTGS, the real value of the RTGS has gone down significantly. While the value of the bond has declined, it has not declined at the rate of decline of the value of the RTGS because the bond has been capped.

So what we are recommending specifically is that the cap on bond is replaced by a cap on RTGS PLUS bond and that enough bond is then released to meet the cash requirements in the economy. This solves the problem of the shortage of cash as a medium of exchange in the economy.

As people withdraw bond from the banks, this will reduce the RTGS balances, further tightening monetary policy as when the bond is in someone’s pocket the money multiplier impact is not felt. In other words, cash money is much less inflationary than electronic money. – Fingaz

Mnangagwa Leads Police Reform, Cops To Be Trained On Media Relations

President Emmerson Mnangagwa has facilitated for the reforming of the police which could now see ZRP cops being trained on for instance, media relations.

This was revealed during a meeting between the police and the Media Institute of Southern Africa, MISA yesterday.

The Zimbabwe Republic Police and representatives of media organisations led by MISA Zimbabwe Trustee Cris Chinaka on 20 December 2017 met in Harare and agreed on a raft of actions to secure a safe and conducive working environment for journalists.

The police delegation was led by Police Spokesperson Senior Assistant Commissioner Charity Charamba.

In attendance during the meeting brokered by MISA Zimbabwe as a follow –up to the one held in   September 2016, was Zimbabwe Union of Journalists (ZUJ), Secretary General Foster Dongozi, Media Alliance of Zimbabwe (MAZ), Co-ordinator Nigel Nyamutumbu, MISA Zimbabwe Programmes Co-ordinator Nyasha Nyakunu and freelance journalist, Godwin Mangudya.

The proposed resolutions and action plans are also aimed at improving the professional working relationship between the media and the police through agreed work plans and timeframes for ease of monitoring of progress.

Senior Assistant Commissioner Charamba , said on their part, the police would  be guided by the resolutions of the meeting towards ensuring pledges committed to come to fruition. She said the meeting marks a “new note”  in shaping professional relations and the way forward between the two parties.

She said the new era as stated by President Emmerson Mnangagwa, would see a change of approach in the way the police conducts its business right down to the last person on the ground.

Chinaka stressed the need for continued dialogue to improve relations and ensuring the media also appreciates and understands the role of the police in a modern state. “We do pledge to continue working with you and finding solutions in areas where there are difficulties,” he said.

The September 2016 meeting came on the backdrop of assaults of journalists during the course of their duties, confiscation of cameras and deletion of video clips by the police thereby souring relations between the two parties.

It was also noted then, that journalists should be professional in their conduct and report the good work of the police as opposed to writing negative things only.

Resolutions of the meeting between ZRP Press and Public Relations and MISA Zimbabwe

  1. The Police and the media agreed to improve and strengthen relations through quarterly meetings and continuous engagement and that the first of such meetings is scheduled for March 2018.
  2. It was agreed that a safe working environment be created for journalists through training of police officers on the role of journalists.
  3. Any form of assault on journalists during the lawful performance of their duties should be reported and dealt with by the police as enshrined in their mandate (detecting, investigating and preventing crime) and the outcome of report communicated.
  4. It was also agreed that journalists approach and introduce themselves to ground commanders whenever there are public disorder situations and in cases where they are aggrieved.
  5. Where police has concerns with the media, they should engage professional bodies such as MISA, ZUJ or VMCZ to encourage professionalism and accountability.
  6. The media to encourage members of the public who approach them with stories of a criminal nature to report to the police at their earliest convenience, so that investigations can be done.
  7. The media pledged that it is committed to ensure fair, accurate and balanced reporting and to correct inaccurate stories sincerely and without prejudice.
  8. ZUJ, Media Alliance of Zimbabwe and MISA must convene meetings with the Zimbabwe National Editors Forum and media houses on the need to assign specialised reporters to cover the crime beat.
  9. On the issue of addressing police officers by their proper ranks, the Police undertook to provide media houses with the correct rank structures during interactions with media houses and journalism students.
  10. The Police to conduct outreach programmes and conduct lectures/meetings with media houses, training institutions and newsrooms to sensitize them on police operations.
  11. To conduct a tour of media houses and customer care outreach programmes where the media is invited.
  12. The meeting also resolved that the media and the police should avoid the use and communication of hate language and that hate language should be reported to relevant professional bodies and authorities.

 

US Envoy Says Mnangagwa Deserves A Chance

“Well I think the new government deserves a chance. We would like to see how well they perform,” he told the Voice Of America Studio 7 channel.

He also spoke about the economy saying it won’t happen in 6 months time.

“I think it will be difficult for any person to chance the economy in 6 or 7 months…,” he said.

IN PICTURES- Mugabe Gone President Khama Resumes Busy Cross Border Train Service

By Paul Nyathi| After decades of unceremoniously pulling off the popular Francistown – Bulawayo passenger train, the Botswana Government led by retiring President Ian Khama has reintroduced the train service with effect from yesterday.

Botswana Railways made the announcement on the train service resumption through an official Botswana Government notice on Wednesday.

“Botswana Railways wishes to advise its valued customers and the general public that with effect from December 20, 2017 the passenger train service will be extended to Bulawayo,” read the government notice.

The very popular train service was unceremoniously called off by the Governmemt of Botswana at the helm of former Zimbabwean President Robert Mugabe government’s economic collapse in a move that was seen by many as sabotage to Mugabe by his Botswana counterpart Khama.

Khama who never hid his dislike of Mugabe’s regime is on record insisting that his Government would give little economic assistance to its neighbouring country as long as Mugabe remained in power.

The passenger train will depart Francistown at 0700hrs and arrive in Bulawayo at 1230hrs. Upon return, the train will depart Bulawayo at 1415hrs and arrive in Francistown at 1945hrs.

The return of the train is expected to significantly reduce congestion at the Plumtree boarder post between the two countries as the train has been the traditional favourite of cross border traders.

Wicknell Chivayo Caught On Camera Confessing To Bribery Attempt On President Mnangagwa

Staff Reporter| Convicted fraudster and Chikurubi Maximun Prison inmate (2005-8) Wicknell Chivayo has been caught on camera while exposing himself on attempts to bribe President Emmerson Mnangagwa.

Chivayo (per his own confession) is one of many Zimbabwean cash crooks who externalised funds in recent years. He two weeks ago confessed that he of a truth did externalise funds. He said “eheka I sent money outside and this was to buy the solar panels.” But two years later, a tour around Gwanda this week reveals that there is absolutely nothing going on at the field area the man is meant to build the power plant.

The development comes as a top government body, the NECI began investigating the illegal payment of $5million he received from ZESA 2 years ago for the Gwanda Solar project the latter which has failed to kick off. The Zimbabwe power Company Director has since been sent on forced leave to pave way for investigations.

The NECI demanding from Chivayo :

• Intratrek Zimbabwe, bank statements from January 2015 to date;

• Cash book; and

• All other documents pertaining to the Gwanda Solar Project and Munyati Power Station held by the company.

 

President Mnangagwa last month issued a 3-month ultimatum last month for those who externalised funds saying they should return the funds or face prosecution.

Deputy Finance Minister Terence Mukupe, yesterday revealed there are some individuals who externalised foreign currency who have attempts to donate to Zanu-PF so to avoid prosecution and jail time.

Mnangagwa Meets Zuma At His House

Over 40 MOUs signed to date

By Farai D Hove| President Emmerson Mnangagwa is today today, 21 December 2017, meeting South Africa’s President Jacob Zuma at Zuma’s Mahlamba Ndlopfu residence in Pretoria.

Mnangagwa is likely the first Head Of State to meet Zuma just 3 days after the South African Head Of State’s ex-wife Nkosazana Zuma lost elections to his deputy Cyril Ramaphosa.

Mnangagwa is on his first working visit to South Africa since his inauguration on 24 November 2017.

Zuma’s office in a statement said, South Africa and Zimbabwe enjoy cordial bilateral relations underpinned by strong historical and political bonds that date back to the era of the liberation struggle. The significance of these diplomatic relations are marked by the annual convening of the Bi-National Commission (BNC) signed in 2015 and co-chaired by the two Heads of State. The previous session of the BNC was held in South Africa on 3 October 2017. The two countries have signed over forty Memoranda of Understanding and Agreements as such, the scope of cooperation is vast covering several fields including security, energy, agriculture, mining, infrastructure development, trade, transport and arts and culture.

Trade between the two countries has seen exponential growth over the years with Zimbabwe being one of South Africa’s top five trading partners in the Region and the Continent. South African exports to Zimbabwe in 2016 were worth R29.3 billion, Zuma’s office said in the statement.

During the courtesy call, the two Heads of State will share perspectives on various issues of mutual importance, such as, regional, continental and international developments.

Farai Jere Sees Red Over Chitembwe, Club Supporters’ Lack Of Discipline

Terrence Mawawa| Caps United president Farai Jere is irate with coach Lloyd Chitembwe and club supporters’ lack of discipline in the just ended Castle Lager Premier Soccer League Season.

The club had the worst disciplinary record in the PSL for the second consecutive season.

In the just ended season Caps United lost $ 20 000 as a result their fans’ unruly behaviour while Chitembwe was fined $ 3000 for bunking media interviews.

Speaking in the capital yesterday Jere said he was livid with the club’ s chequered disciplinary record.

“I am not with what happened in the just ended season. I think we have to rectify certain issues.

We lost a lot of money as result of indiscipline. We could have invested the money in the development of our juniors,” said Jere.

“We have to make sure that we do not repeat such unfortunate and unprofessional behaviour,” said Jere.

Officials at the club also condemned hooliganism and pitch invasions on the official club website.

Caps amassed 685 cumulative points as a result of indiscipline followed by Highlanders (460 points), Chicken Inn accumulated 420 points, Black Rhinos collected 330 points and Dynamos amassed 320 points.

Ncube Goes For The Kill

The Minister of State for Matabeleland South Provincial Affairs, Abednico Ncube has warned of strong action against elements who are hindering Government programmes in his province.

Addressing heads of government departments and local authorities during a Matabeleland South Provincial Development Committee meeting on Monday, Ncube said the province was experiencing a lot of corruption especially from lands officers and Government officers that were allocating land illegally.

 “We won’t be tolerating any form of corruption within the province anymore as it has been hampering development. There has been a lot of corruption over the past years from lands officers and senior government officers that have been allocating land in a corrupt manner.

“There are cases like in Insiza District where people were being given land illegally until they became overcrowded. In Insiza we have a surplus of over 3 000 people that were not supposed to be settled there in the first place. When land is being allocated government officers are supposed to follow and adhere to the carrying capacity,” he said.

Ncube said police would be engaged to carry out investigations.

He also urged Government workers to provide effective service delivery to communities.

“I won’t say for now how we will deal with these corrupt officers but you will be informed in due course. Let’s work together as Government departments towards developing our province and let us leave political agendas or grudges out of our line of business. I expect each and every department to deliver as expected.

“To REA (Rural Electrification Agency) we expect rural communities to be electrified, to social welfare we expect food security, to the Department of Lands we expect order to be retained and people must be properly settled. Each department is aware of their line of duty and as Government we expect effective service delivery from you,” he said.

CNcube said the new Government was development oriented and as such departments that were lagging behind in providing services were expected to improve.

He said plans were underway to secure investors that would fund various development projects within the province. He said there was a need for irrigation schemes to be revived and new dams to be constructed while existing ones had to be repaired.

“We have a new political dispensation and under it Government workers are expected to deliver. Let us support our new President as he works towards improving and elevating this nation,” he said.- state media

Sungura musician Tedious Matsito is a brave fighter. Despite his amputated leg and a mild stroke that he suffered recently, the musician says he will pull himself up the stage and let his talent fight the weak body.

He has been suffering for a long time, but says the pain has made him stronger. Promoters that used to make money from his shows when he was still active are now shunning him because of his condition.
Sometimes he pleads for help from well-wishers to make ends meet and he is like a pale shadow of the hitmaker who shook the industry with songs like “Nyaradzo”, “Gede Mwana” and “Manyepo”. Memories of the good old days make him wonder why misfortune wants him to die a pauper and he has refused to give in. He has vowed to fight like a bull as long as he can still gather some strength to be on stage.

Like some artistes before him that include Leonard Dembo, Cephas Mashakada and Tongai Moyo that fought bitter battles with their failing health on stage, Matsito says he will not give up. He has a family to fend for and a passion that pushes him, giving him sleepless nights when he remembers fully-packed Ngwenya Brothers shows in Harare, Shurungwi, Muzarabani, Mt Darwin and Checheche among other areas they toured.

When he watches some videos of the shows, his heart hurts and he feels like leaping from his seat and shout at the misfortunes that have condemned him to his current state. Unfortunately, he cannot leap anymore.

All he can do now is to let the memories inject some energy into his body. Energy to pull himself up with the assistance of his clutches. Energy to call some promoters and fellow artistes to convince them that he still deserves a share of stage time despite his ailment.
The energy does not come easily because it is often suppressed by the fear that he will be disappointed further when his companions in the industry openly tell him that they can no longer accommodate him or give him a diplomatic cold shoulder.

Brave fighters do not give up. They stand on their last limb and call for another battle. Matsito is one of them. He is claiming his space on stage. Friendly promoters and artistes have given him the chance. One of the promoters is David Mudzudzu of Joy Centre who often invites Matsito to his joint. Sometimes when his health keeps him in his bed, his band Ngwenya Brothers goes it alone.
But when he gathers the energy, Matsito gets up the stage at Joy Centre and shows people that passion can conquer any pain. Mudzudzu says sometimes he suggests to assist the musician without getting him to pull himself to the stage. Matsito says he does not want to be a complete charity case. He wants to work like any other man. He still wants to taste the sweetness in that sour sweat.

Of course things are no longer the same. The disappointment of seeing people cheering him up when he can no longer do his stage antics as before sometimes make him feel they are doing it out of mere sympathy than excitement. Sometimes he feels helpless, but the fans keep cheering him on as the night wears on. After the show, Matsito feels relieved from realisation that he has done what his heart bleeds for — being on stage and making people happy.

“It is not easy because my body is no longer the same. Sometimes I feel like shedding tears when I realise that I no longer have the energy that I was known for. Such is life, we go through different paths and sometimes things do not go according to plan. Still, we have to soldier on,” said Matsito.

“Sometimes I dream dancing wildly on stage and sending fans into frenzy. I dream of multitudes of fans clapping and ululating at my energetic act. Dreams will always be dreams. Reality will be with me when I wake up, but those dreams inspire me to keep working with the limited energy that I now have. I cannot stop working.

“The stage is my workplace. Even if it means dying on stage, I am prepared. This is the profession I have known throughout my life. People know Tedious Matsito because of music. People know Ngwenya Brothers because of hits and performances. Yes, it is no longer the same physically but the passion is still there. That passion will never die.”
Mudzudzu says he is surprised by Matsito’s passion and perseverance.

“I once advised him to rest and said we could find ways of assisting him as we work with his Ngwenya Brothers. He said he still wants to be on stage. He said he will only leave the stage when he dies or is bedridden. He has so much passion. He is a hard worker and we have been hosting him at our venue. People still enjoy his performance,” said Mudzudzu.

Another promoter who has been supportive to Matsito is Daniel Masaiti who runs Legends Sports Diner in Marondera. Next Monday Matsito will be performing alongside Alick Macheso at Legends Sports Dinner. Masaiti said working with Matsito makes him realise the power of passion.

“I have worked with him on several occasions. He defies his condition and says people should not feel sorry for him because he is still able to do some things for himself. He says he only asks for help when his situation corners him, but he prefers toiling for himself in that condition. We cannot help feeling sorry for him because he visibly struggles at times,” said Masaiti.

“We will keep hosting him at our venue when he requests for a chance. We will assist him in many other ways so that he does not feel let down. Misfortune can befall anyone and we should always assist each other.

“Ngwenya Brothers did well in providing entertainment to Zimbabweans, so if we do not give them assistance we will be very unfair. So far I am happy that he is recovering,” he said.
He said he spoke to the musician last week and he insisted he wanted to share stage with Macheso.

“I will make sure he works with other musicians at our place. Apart from that, I am doing my best to get him assisted,” he said.

Macheso says he admires Matsito’s talent and knows that passion for the stage will always burn in him.

“I think you remember how Ngwenya Brothers and Khiama Boys steered the industry some years back. When I was at Khiama, Ngwenya Brothers was a formidable force and we had great competition in the industry. Their work made us work harder and we also shared a lot as fellow musicians. The relationship has come a long way,” said Macheso.

“We are going to Marondera together next Monday and we know people will like our combination. It is sad that Tedious now has a physical challenge, but I like the way he soldiers on. He does not let his condition pin him down, he allows his heart to strengthen him.” – state media

BIKE ACCIDENT: 2 Workers Killed

State Media-Two Ministry of Lands, Agriculture and Rural Resettlement extension officers in the Midlands died on the spot when their motorbike was hit from behind by a speeding Nissan Navara on Monday evening, police have confirmed.

National traffic police spokesman Inspector Tigere Chigome said the accident occurred on Monday near Hunters Business Centre along the Gweru-Kwekwe Road. The deceased have been identified as Douglas Bikani (35) and his workmate Shillah Fari (33). Insp Chigome said the two were on duty.

“Two male and female adults employed by the Ministry of Agriculture, Mechanisation and Irrigation (sic) were on duty driving towards Gweru from Kwekwe. Upon approaching the 243km peg, they were hit from behind by a Nissan Navara which was travelling in the same direction.

“The driver of the motorcycle lost control and it veered, killing the two on the spot,” he said.

He said the deceased were taken to Gweru Provincial Hospital for post-mortem. The police spokesman said the driver of the Nissan Navara was injured in the accident.- state media

Chamisa And Biti “Expose” ZANU PF: US Trip A Necessity

The global Advocacy trip by the MDC Alliance delegation: A big achievement and a strategic move

Harvest House, Harare.

1.We wish to acknowledge the interest generated by the trip to the US and that it is fundamental that there be adequate communication to clear the myths. The MDC understands the importance of accountability, which is a key pillar of good governance, public duty and people-centred leadership. The purpose of this briefing is to account to the people.

2.It is exactly 6 weeks into this regime, the situation has not significantly changed and will require all hands to develop and usher a new value driven, democratic developmental state. Correction of past wrongs, violations and failures should not be selective but comprehensive. In our view, economic reforms without political reforms are an unsustainable deception;

3.Next year in 2018, Zimbabwe goes into a watershed election through which the country should poise itself for growth, progress and development. Following the ouster last month of the big man, a strongman who had misgoverned the country for 37 years, all patriotic Zimbabweans know that we must leave no stone unturned in giving the citizens of our beloved country a reason to hope.

4.The much needed hope and national prosperity can only be assured through a return to legitimacy and people’s will underwritten by SADC, Africa and the world. It is against this background that President Morgan Tsvangirai, the MDC Alliance presidential candidate, dispatched us into Africa, Europe and the United States on a global campaign for free, fair and credible elections. That was the essence of our mission and it is regrettable that some among us fell for the cheap ruse that we had gone around calling for sanctions against this country.

5.Every Zimbabwean knows our record in patriotism and national duty. Our trip was about, strategic reengagement for reconstruction and economic recovery, opposition repositioning and a call for a return to legitimacy through free, fair and credible elections. This is the only sure route to have all undesirable restrictive measures and other encumbrances against this country jettisoned and lifted. Zimbabwe cannot continue to be a pariah state or banana republic. Our nation needs to immediately be back into the glorious family of nations as a people-centered, prosperous and progressive developmental country.

6.We mean business. We stand strong. We are serious about forming and being the next government in the next few months. Central to the purpose of our trip, if we are to be the new government we must prepare. Being the new and next government we can’t call for sanctions against our government. Strategic reengagement at party and country level is key. The “Mugabe must go” mantra requires we reposition and reframe our message. Reengagement is a Long process. We saw it in the inclusive government. We must start now. We need $15bn for reconstruction

7.Put simply, we were on a patriotic duty to ensure that Zimbabwe gets back into business again, (a back to business mode) (a back in the game approach) particularly if we are able to bring back African and international confidence by running a truly credible election next year.

8.During this trip, we met business and political leaders in Africa and beyond. We made presentations to various bodies, including the US Foreign Relations Committee, exhorting them to assist this country in its return to legitimacy which is the only way we can unlock the political and economic handcuffs currently arresting the nation.

9.Zimbabweans know that this country needs to start afresh. We need international goodwill. We need massive capital injection but above all, we need international confidence; which confidence can only come with the installation of a legitimate regime in Harare through credible elections. Last month’s developments must be seen as the first step towards a long journey to legitimacy, which must culminate in clean elections and a truly people’s government next year.

10.The new administration in Harare has said the right words at times. They have promised a new start and a new era for the country. Above all, President Emmerson Mnangagwa has promised free and fair elections but what has been missing is a proper roadmap to that election; the timelines and the implementation of key reforms, including the return of our soldiers to the barracks in line with the dictates of the Constitution. That is the area where we need the support of SADC, the AU and the broader international community— all of whom we have engaged and will continue to engage without fear or favour.

11.Moreover, the signs and noises coming from the current regime in the past week have confirmed our skepticism about the new regime in Harare especially the words of presidential advisor Chris Mutsvangwa who said last week that Zanu PF will be working with the army to ensure victory in the next elections. This is in flagrant violation of our Constitution and it is such noises that vindicate the chastity of our mission to Africa and the broader international community that indeed we need everyone’s support in our pursuit of credible elections in Zimbabwe.

12.The struggle for a democratic and prosperous Zimbabwe is a long and winding one. History did not begin or end in November 2017. The MDC has continued on the path it has been following since 1999 and while we acknowledge the changes that have happened in the national leadership they inevitably remain changes in a political party. This must not sway us from the path of democracy.

13.We were all united and in agreement that Mugabe had to go and we will never regret the position we took because it has always been our position. We welcome those who joined us in November after they finally saw the light. However we were not blind to the fact that the removal of Mugabe did not mean the removal of Mugabeism and the totality of the system that he had created. Thus in all this we knew that after waking up the day after Mugabe’s departure we still had lots of work to do. This is the work that we continue doing, engaging Zimbabweans, our regional and international allies.

14.We are happy the soldiers have returned to the barracks. We are happy to see that even they now agree with us, now that the command element has announced the same. We must now proceed with Operation Restore Legitimacy because that is the core of next year’s elections.

15.Our great motivation is that Zimbabwe must have legitimacy because the lack of it among fellow members of the community of nations has been a burden on our economy. It is because of a lack of legitimacy that some countries continue to impose measures upon us. As a nation we have the power to get these measures removed and all we have to do is to do things the right way. We must hold free, fair and credible elections. How will they stand on hilltops telling us what to do if we hold free, fair and credible elections? This is what we seek. Our engagements are aimed at ensuring that we hold free, fair and credible elections.

16.We know that many Zimbabweans are very hopeful. We all want economic liberation. We also want democracy. However, our hopes must be based on firm foundations, not false premises. As your leadership, we believe it is important to lay down these foundations. We cannot allow ourselves to be swayed by the prevailing winds at any given time. If it happens we must quickly find ourselves. In this case our hope as a nation must be firmly founded on democratic values and principles; on strong economic ideas and honest relations with others.

17.We went to the US as part of our engagements towards fulfilling these goals. Contrary to propaganda and misinterpretations we did not go to America to call for any measures. We have no control over American policy. If anything we asked the Americans to continue with the humanitarian support they have been giving to Zimbabweans. It is our wish to see our people thriving not starving. We understand the need for external help where we are struggling. However, we will continue to be charity cases unless we do the right things by ourselves. We also need to show our commitment by demonstrating electoral reforms that will help us have free fair and credible elections. If we do that, these countries that have measures against us will have no leg to stand on. The power is in our hands. Let’s collectively and together shame all who wish us ill.

18. Our great hope is that the government will understand this cardinal rule that for us to advance as a nation we must have sound policies and a free fair and credible election. Our view is that whoever succeeds between our parties must proceed on a foundation of legitimacy. That is what will emancipate our economy from the present shackles. This is why we seek to work together in order to implement the necessary reforms. If they are receptive this would be great news to Zimbabweans. To this end we urge them to retract or castigate statements made by some among their number to the effect of military involvement in the 2018 elections campaign. They create the wrong impression and spoil the name of the nation at a time when so many Zimbabweans have hope for a better and cleaner future.

19. It is urgent that we transit towards the restoration to legitimacy constitutionalism and the rule of law.

This roadmap must have the following benchmarks

1) The implementation and executing electoral reforms that including

2) (a) credible BVR in respect of which all political parties sign on to,
(b) The introduction of the diaspora vote
(c) The presence of international monitors and observers at least six months before the election
(d) The establishment of an enabling environment without violence, fear and coercion
(e) Electoral and other legislative reforms including the repeal of POSA and AIPPA
(f) Comprehensive media reforms including equal access to the public media and the granting of broadcasting licences. 
(g) A special role of the UN in view of past contested elections

All the above must be guaranteed and underwritten by the international community including SADC, the AU and the UN.

We must collectively deal with the political and economic hygiene issues.

Issues that still need to be addressed by the current government, opposition political parties and the generality of Zimbabweans are:

– Having a clear roadmap to credible, free and fair elections

-How to develop and implement a shared national vision which is inclusive, promotes tolerance, encourages investment, and safeguards property rights, address past violence, reconciliation,

– How to develop a plan of action that address the 3 wicked problems of inequality, poverty and unemployment is still missing

– How to restore confidence in our economy, for investors, for foreign direct investments and not mortgage our future, our children’s inheritance in debt

– How to restore constitutional legitimacy, the return of soldiers to the barracks is a first step, which should be celebrated, but this is not the end, civilian processes and institutions should be allowed to function with fear, bias or favour.

-How to regain standing in international community should be equally grounded in internal reforms that remove justification for continued isolation of Zimbabwe for her peers.

– Key spaces need to be made national not partisan,

1. Traditional leaders, our police and army (these are representatives of the people and not the party)

2. Public media should give unequal space and coverage to all voices and all parties;

3. The governing party should not abuse state resources

Contrary to Zanu PF peddled misinformation, our message in the US was very clear. Zimbabwe needs to be engaged and not isolated. More precisely, the new authorities need to be engaged particularly on the difficult issues affecting our country to avoid lip stick temporary solutions.

We are patriotic citizens. 
We are democrats.

We owe no one an apology for our global campaign for re-engagement and for the return to legitimacy through the holding of free and fair elections whose mission and agenda some have deliberately chosen to misrepresent for selfish political capital.

Our record however speaks for itself, we have served our country to the best of our abilities and we have always put our people first.

For us to move without the fear of regression we need to address the following:

1.Resolution of the Political Crisis, through the holding of a proper election with observers allowed in the country three months before the election with unfettered access to the different parts in the country. We view this as a proper path to rebuilding the social contract.

2.Creation of an inclusive growing economy, deal with macroeconomic stability and in the long term ensure growth, we in the MDC Alliance will create a hundred billion dollar economy within 15 years with the economy growing at an average of 7 percent.

3.Attracting FDI, our team will create a conducive environment including the total repealing of the Indigenisation and Empowerment Act, the respect of property rights, the rule of law and constitutionalism.

4.Change the country’s accumulation model, the state must shift from the current extraction model which places our dealings at the lowest level of global commodity circuits.

5.Financial Sector Stability and Liquidity, as we stated in our critique of Chinamasa’s budget there is urgent need to demonetise the bond note, joining the Rand Monetary Union in the medium term and ring fencing of the US dollar balances to avoid a further loss of value in the accounts of the Zimbabwean people.

6.Expenditure retrenchment, a phased ejection of ghost workers over a period of three years so as to rationalise the public sector wage bill and reform of all State Owned Enterprises.

7.Monetising Democracy, all the Chapter 13 institutions must be strengthened and the implementation of devolution of power must be urgent to ensure even development with decision making vested in decentralised tiers and spheres. The talk by Chinamasa of trying to do away with devolution will further divide our people and polarise our society.

8.International Relations, International Re-Engagement, end isolation of the nation, deal with the debt question and negotiate a martial plan aimed at reconstruction.

9.Putting an end to the land question, stop new farm invasions, deal with security of tenure to ensure that new farmers have both use and exchange value and institute a land audit meant to weed out multiple farm ownerships as well as rationalise the ownership of idle farms.

10.Dealing with the past, we need full enquiries into past political violence including Gukurahundi, we also need to have missing people accounted for including Itai Dzamara. The approach being advocated by Mutsvangwa of sweeping stuff under the carpet did not work under Mugabe repeating the same mistake is folly of the highest order. A full judicial inquiry into the disappearance of the Marange diamonds must also be opened.

Lastly, we want to assure the people of Zimbabwe that as an Alliance, we will continue our international advocacy for free and fair elections next year. As a nation, we have waited too long on the lay by of democracy and we cannot afford to miss the opportunity provided by next year’s elections to poise this country for growth, prosperity and development.

We wish to state that we are heartened by the receptive ear granted to us by our brothers and sisters in Africa and beyond during our recent trip.

Yes, Mugabe may be gone but our national challenges are far much greater than the removal of one person. As Zimbabweans, we need jobs, a stable economy and an accountable people’s government with love and care. We need truly national institutions chlorinated from partisan infections and interference. We need a government that tells the truth and gives people hope.

We need growth, prosperity, development and happiness of the people of this land. Above all else, we need a government installed through the sovereign will of the people of Zimbabwe and that can only happen through a credible election. That process towards a full return to legitimacy needs African and broader international support and that was the basis of our mission.

Zimbabweans certainly deserve better and soon, we will be intensifying our engagement in that regard.

Stop The Sanctions Mantra, Let’s Fix The Economy, Muzamhindo Writes

By Tinashe Eric Muzamhindo | The sanction mantra song is an old song please try another one with Zimbabwe being number 3 in Africa in terms of literacy people should never take this generation for granted, those who are singing this song must try another version this one is out of fashion. I get so disturbed when I see bootlickers and activists stooping so low and going to the level of below the belt, to just please their own masters instead of giving the President very good sound advice. Bootlicking has killed our politics, to an extent that people fail to see the root problem of our economic challenges and polarization of our politics.

I’m going to address issues that have affected our politics and bootlickers will struggle to finish this article because we don’t share the same ideologies. Most tapinda tapinda crew will continue with praise worship of bootlicking leaders instead of giving ED the good and sound advice to restore legitimacy in our country. Honestly how can one address a sitting President as cremora, instead of giving critical analysis on good policies that can shape our economy someone refers to a sitting President as one in charge of the throne, we can’t go this far with blasphemy. We can add on and on but the list is there, we must stop bootlicking and address the root problem of our national politics. As we speak some have already started TSVANGIRAI CHETE CHETE, and MNANGAGWA CHETE CHETE, this is not the language for national building. Leaders should be accountable for everything, leave a space and room for criticism. Each time when we fail to achieve our economic gains we rush to say its sanctions.

US TRIP
There was nothing wrong with Tendai Biti, Nelson Chamisa and Ngarivhume going to USA. What they went for is none of our business. Chamisa and Biti are just human beings like us they have the right to go and do whatever business they want overseas. For your information Biti or Chamisa neither Ngarivhume is not the Head of State. We are in a democratic state where opposition, civic society and academics should be given room and space to air their views. There is nothing wrong with meeting President Mnangagwa, or Morgan Tsvangirai, we are living in a modern era where politics is characterized with maturity and dignity and people must have freedom to associate themselves with whomever they want. So for now this sanction mantra is an old song let’s try another one. I listened to Biti’s speech and Chamisa it was quite sound, informative, progressive and in fact they were just trying to set the record straight that if following things are not accomplished then funding will be difficult to access, which I feel it is their right to set their conditions, and if you remember very well MDC is simply doing their job by setting conditions for free and fair elections. If 2018 elections are not credible then we are going back to square one.
LEGITIMACY
One challenge we are facing as a nation is legitimacy. Everyone knows Zimbabwe; everyone knows our politics at international level there is nothing new. Look at ANC their congress, very smart, they did it fairly and leaders were elected through secret ballot and people elected their leaders of their own choice. Soon after Ramaphosa was elected as ANC leader, the rand gained which shows our economy has nothing to with sanctions its simple mathematics, restore legitimacy and you will receive strong and powerful economic gains. I’m looking forward to one day when Zanu PF and MDC T will have an elective congress in their respective institutions, I would congratulate them. This song of endorsements should be done away with; leaders should be elected through a major exercise of “secret ballot”.

CORRUPTION IS THE BEST SANCTIONS FOR ZIMBABWE

How many billions have been looted in this country? Where are the looters? How much money has gone to the treasury from diamonds proceeds? So what sanctions are we talking about? Where is the money from toll gates? Where is the money from platinum? Where the money from gold proceeds from Zvishawane and Midlands? Where is the money from precious minerals such as gold, chrome, copper and other minerals? Where is the money from police road blocks from 2013 till date? Let’s go to eastern leafy suburbs and see houses that have been built there and compare with the song of sanctions from these bootlickers? Our economic problems have nothing to do with sanctions but corruption is the root of our problems. Look at Jonathan Moyo himself he swindled ZIMDEF 400 000 USD, look at Kasukuwere, his mansion that he built, where did he get the money to build such a house? We need to wake up as Zimbabweans and address issues as they are than to continue with bootlicking.

LETS FIX THE ECONOMY AND STAY AWAY FROM BOOTLICKERS

If there is one advice I want to give His Excellency President Mnangagwa is to ensure that he should do away with bootlickers and activists who just want to fill their stomachs with kachasu and mupeta instead of bringing policy makers, business community and people who are constructive closer to him. Bootlickers are the ones who destroyed Mugabe. The very same people who endorsed the expulsion of Mnangagwa are the very same people who brought him back and endorsed him and there is a very big question mark. Mr President please stay away from those people who are concerned with their stomachs only. We need people who are very constructive with good and sound advice to take this nation forward.

WHAT BROUGHT SANCTIONS? AND WHAT CAN REMOVE SANCTIONS?

Sanctions were brought with the reality that was on the ground. I remember there are people who disappeared in this country whose whereabouts are not even known up to date, so my question is how do you want the international community to react to such situations? Where is Itai Dzamara? In June 2008 more than 500 supporters and activists were killed, and should the international community keep quiet? During the Murambatsvina thousands of people were left homeless, and even moreover we have more than 300 white farmers whose farms and properties were grabbed without a single compensation. So let by gone be bygones but for now I think it is very important for the President to walk the talk. Simple mathematics, implement reforms, address human rights issues, redirect expenditure and engage the public then you will see billions of dollars coming to Zimbabwe.

First Lady Mnangagwa Pledges To Improve The Welfare of Children

By Paul Nyathi | First Lady Auxillia Mnangagwa has pledged to dedicate her life during her time as First Lady of Zimbabwe to improve the welfare of underprivileged children.

Speaking at a Christmas gathering with hundreds of orphaned children at Thembiso Children’s Home in Bulawayo on Wednesday, Mrs Mnangagwa said that she wants to dedicate her time to being the mother of all the vulnerable children in the country without discrimination.

Hundreds of children were drawn from various orphanages in Bulawayo for the Christmas time treat with the First Lady.

Mrs Mnangagwa called on all organisations taking care of orphans in the city to contact her through the Minister of State’s office and present how they would like to be assisted.

Several people who attended the ceremony showered the new first lady with praises for committing to concentrate on charity work and refrain from politics.

“Her humility and kindness reminded me of the late Sally Mugabe and I wish she can continue like this and not be like where we are coming from,” said a Mr Stanley Maphosa.

Mrs Mnangagwa is expected to take her visit to orphans and vulnerable children in Matabeleland North on Thursday before visiting Gwanda on Friday.

Shock As Nonagenarian Is Brutally Killed Over Witchcraft Allegations

Terrence Mawawa, Gutu | In an incident that has shaken the Devure Community in Gutu District, a local man brutally murdered an elderly villager(96), after accusing him of possessing goblins.

The gruesome murder incident happened on December 16, according to the police.

Masvingo Provincial Police Spokesman Inspector Charity Mazula confirmed the incident and said the suspect was arrested soon after the grisly act.

Inspector Mazula said the elderly man, Morgan Panganai was drinking beer with his cousin, Tavonga Masange when Sam Manomano confronted the nonagenarian and accused him of being a witch.

Manomano accused Panganai of possessing goblins.He hit Panganai with clenched fists on the neck and the elderly man bled profusely from the mouth.

“I can confirm that an elderly man, Morgan Panganai of Devure, Gutu died after being hit with clenched fists by one Sam Manomano.

Panganai died on December 17 at Gutu Mission Hospital.

Manomano is expected to appear in court facing murder charges soon,” said Inspector Mazula.

Zuma’s Wings Clipped

The ANC is effectively clipping President Jacob Zuma’s wings through its resolution that the party’s national executive committee (NEC) be its centre of power.

“The centre of power is the African National Congress,” Fikile Mbalula said when he addressed the media on the outcomes of the policy discussion, by the commission on strategy and tactics on Wednesday, at the ANC’s 54th national conference.

President Zuma is no longer the party’s president, but remains the head of state.

Mbalula said the conference had concluded that the NEC would decide whether or not to remove  Zuma and appoint an integrity committee which will make decisions that are binding.

Asked about the two centres of power – with Zuma in charge at the Union Buildings and Cyril Ramaphosa leading Luthuli House – Mbalula said this relationship must be managed by the NEC.

He said if there is a decision to recall President Jacob Zuma, it will be a decision of the NEC “as the centre of power”.

Integrity committee to be given more powers

Several ANC members have continued to push for the party to recall Zuma, despite him surviving two attempts by certain members of the NEC to recall him. Others wanted Zuma’s fate to be decided during the conference, however, the move was abandoned.

Mbalula said with Cyril Ramaphosa as ANC president and Zuma as state president, the party was in a position similar to when the Polokwane conference of 2007 saw Zuma elected as ANC president while Thabo Mbeki was state president.

“It must be managed,” he said of the situation.

“The ANC must take decisions and give a mandate to its deployees in government,” Mbalula said.

There was also a resolution to give the party’s integrity committee, whose decisions could be overturned by the NEC, more “biting” powers. It will no longer have to seek approval from the NEC before calling members to account. The commission met with Zuma in December 2016 and asked him to resign, however, he refused.

Mbalula said now the committee can contact a member of the party directly.

Internal elections office to be established

According to Mbalula, the committee has the authority to ask party members to explain their conduct outside of party matters.

“Come here and explain yourself. Why do you have so many girlfriends?” Mbalula said, giving an example of a question the commission might ask of members.

He said the NEC would appoint the new members of the committee currently chaired by ANC veteran Andrew Mlangeni “to ensure that in the ANC matters of integrity are non-negotiable”.

The tactics commission also decided to establish a permanent elections office for its internal elections. One of the rules to be implemented by this office is that candidates must declare their interests and the sources of their campaign funds “so that we don’t entertain the question of money laundering,” said Mbalula.

Further plans include that provision should be made for gender equity in all the ANC’s leadership structures, including in the top six; the establishment of a council of elders; and the reduction of the age limit of members of the ANC Youth League. Regression in terms of the representation of women in the top positions was also noted. The newly elected top six consists of one woman, Jessie Duarte, who retained her position as deputy secretary-general.

“Mnangagwa Is More Of A Hollywood Actor Than A State President”

President Emmerson Mnangagwa will be delivering his first State of the Nation Adress (SONA) on Wednesday which is widely anticipated as Zimbabweans have a lot of expectations for the president. Some have complained about the cost of living which seems to be getting worse than under his predecessor, former president Robert Mugabe.

Said Obert Gutu, spokesperson for the MDC-T: “In fact, the situation is now worse than it was during the Mugabe regime. Life is getting very tough for the majority of Zimbabweans and the government appears at sixes and sevens regarding what to do in order to arrest the economic implosion.”

“The State apparatuses are becoming increasingly militarised as we see more and more members of the armed forces being appointed to influential positions in government. The MDC would like the President to address what measures his government is taking to stop the creation of a de facto military junta running the affairs of government.”

However, MDC spokesperson Kurauone Chihwayi is not optimistic about the prospects under Mnangagwa. Said Chihwayi:

We are expecting the same old lyrics, too sweet to hear, but not achievable. Mnangagwa is more of a Hollywood actor than a State President.

The MDC is not expecting miracles from the same Zanu PF comedians. They still need cartons of cosmetics to convince us that they are beautiful, not the cheap bar-talk.

“We Are Looting Food Relief Donations’, Hungwe Blows Out Again

Terrence Mawawa, Masvingo | Masvingo State Minister Josaya Dunira Hungwe has raised concern that government officials are looting food aid and other donations meant for the socially disadvantaged.

Speaking in Masvingo yesterday Hungwe said fellow government officials were stealing donations thereby depriving the socially disadvantaged people of the right to access food aid.

“We are responsible for the looting of food aid meant for the socially disadvantaged.

Let us desist from such bad habits.The people are watching us so we have to be very careful.

Those who are stealing the donations are part of us so if you do not reprimand them, they will soil our image,” said Hungwe.

Hungwe also threatened to expose senior Zanu PF and government officials he claimed were abusing donations meant for the socially disadvantaged groups in the province.

Walter Chidhakwa Arrested | BREAKING NEWS

Farirai Madhumbe | Former Cabinet Minister Walter Chidhakwa has been arrested and is being held at Rhodesville Police Station.

Chidhakwa’s arrest comes after the state media over the weekend fired warning shots that he together with former Tourism minister, Walter Mzembi, would be arrested for corruption and abuse of office.

The state media reported Sunday, quoting the Zimbabwe Anti Corruption Commission (ZACC) that there was reasonable suspicion the two pampered themselves with money illegally acquired during their stints in Government. Anti-graft agents are also onto former Secretary for Higher and Tertiary Education, Science and Technology Development Professor Francis Gudyanga for allegedly siphoning US$230 000 from the Zimbabwe Manpower Development Fund.

Zuma, Mnangagwa In Diplomatic Briefing

President Jacob Zuma is set to meet with his Zimbabwean counterpart President Emmerson Mnangagwa on Thursday at his Mahlamba Ndlopfu residence in Pretoria, the presidency has said in a statement.

This would be Mnangagwa’s first working visit to South Africa since his inauguration on November 24.

“During the courtesy call, the two heads of state will share perspectives on various issues of mutual importance, such as, regional, continental and international developments,” the presidency said.

During the same visit, Mnangagwa would be expected to “address a high profile business conference” at the Zimbabwean embassy in Pretoria, News24 reported earlier.

This comes as Mnangagwa’s new administration strives “to revitalise the economy through attracting investment”.

The economy 

According to the state-owned Herald newspaper, a statement by Zimbabwe’s embassy in South Africa on Tuesday said that all Zimbabwean business people based in South Africa and all those interested in investing in Zimbabwe are invited to the high-level meeting.

“His Excellency, Ambassador Isaac Moyo invites all Zimbabweans in South Africa and all business persons with an interest in investing in Zimbabwe to a business meeting which will be addressed by His Excellency, Cde ED Mnangagwa, the President of the Republic of Zimbabwe,” read part of the statement.

In his first speech as president of Zimbabwe, Mnangagwa emphasised his and Zanu-PF’s new commitment to growing the economy and creating jobs.

“As we focus on recovering our economy, we must shed misbehaviours and acts of indiscipline which have characterised the past. Acts of corruption must stop forthwith,” he said.

The Herald quoted him at the time as saying: “The many skilled Zimbabweans who have left the country over the years for a variety of reasons must now come into the broad economic calculus designed for our recovery and take off.”- News24

Mutsvangwa Eats Own Words, Says Army Will Not Campaign For Zanu PF

Special Adviser to the president, Christopher Mutsvangwa, has unwittingly made a dramatic u-turn by dispelling his earlier statements that the army will be involved in the 2018 elections, a move which has earned him a fair share of criticism.

Mutsvangwa, who was in an apologetic mood, made the backtracking remarks while addressing journalists at his Munhumutapa offices in Harare today.

He claimed that comments attributed to him in one of the local daily newspapers were misinterpreted by the media.

“Contrary to reports that were attributed to me, that the army would ensure an electoral victory for ZanuPF, its a lie.

“I said there was a team which helped to undo the dynastic tendencies of Mugabe . Then I promised the president that we would deliver an election victory to him and that specifically excludes the army because the army had played a role in the ascendancy to power of the new president.

“The army is a professional entity which doesn’t get involved in election campaigns and i urge all journalists to report accurately,” said Mutsvangwa.

Mutsvangwa, during his address at the ZanuPF’S Extra Ordinary Congress held over the weekend, said the ruling party ,would win emphatically in next year’s elections with a bigger margin than the 1980 elections that Mugabe won resoundingly to end colonial rule.

“We will win resoundingly, better than the 1980 elections and we will mobilise heavily working with the ZDF,” he said.

The statement sparked outrage from the public as fears of the 2008 post election violence, perpetrated by the army, were resurrected.

During his address at the party’s Extra Ordinary Congress , President During his speech, Mnangagwa paid tribute to Zimbabwe Defence Forces (ZDF) Commander General Constantino Chiwenga for leading Operation Restore Legacy.

All the provinces also endorsed the military action that brought Mnangagwa to power. Speaker of the National Assembly Jacob Mudenda proposed the adoption of the provincial resolutions without amendments.

Terrence Mawawa | Controversial ZIFA Boss Philip Chiyangwa has vowed to fix former employees of the country’ s soccer governing body who attempted to sabotage his campaign for the association’ s presidency.

Sources at ZIFA House said Chiyangwa was irked by attempts by former ZIFA Chief Executive Officer, Jonathan Mashingaidze, former finance manager Benjamin Dhewa and ex accountant Fabian Vunganai’ to sabotage his campaign for the association’ s top post.

Chiyangwa has since instructed the police to probe the trio in connection with the alleged embezzlement of funds.

ZIFA Chief Executive Officer, Joseph Mamutse denied Chiyangwa was behind the prosecution of the trio.

“We made a report under ZIFA RRB Number 3370999 on Saturday 16 December and the accused person was Jonathan Mashingaidze.

Further perusal of information at hand has revealed that the accused worked with the following persons in committing the crimes mentioned in the report- Mr Benjamin Dhewa and Mr Fabian Madzima Venganai.

The three cases were revealed in the 2011 audit report.

The cases were revealed as follows: theft of $ 41 215, theft of $ 99 648 and fraud amounting to $ 744 635,” said Mamutse.

Nurses Demand Bribes As Villagers Battle For Survival In Hospital Queues

Terrence Mawawa, Zaka | Nurses at a private clinic here are demanding bribes from patients who drive posh cars, leaving desperate villagers stranded in long and winding queues.

Sources at Dr M Mhangami Private Clinic at Jerera Growth Point in Zaka told ZimEye.com yesterday nurses at the institution were demanding bribes from top class clients, neglecting local villagers in the process.

Those who pay bribes will the be allowed to see the doctor.At the same time those who do not pay kickbacks are forced to spend several hours in meandering queues.

“We are not happy with what is happening at Dr M Mhangami Clinic at Jerera Growth Point.

We see some heavily built individuals jumping queues and the nurses allow them to see the doctor because they get kickbacks from them,” said a Jerera Resident.

“We only have two health centres at Jerera Growth Point and local villagers have to endure long hours in meandering queues.

Some villagers are dying in the queues and the nurses are not bothered by the plight of the suffering people.

They are only concerned about lining their pockets with cash,” said a disgruntled villager.

Nurses at the private clinic refused to comment on the matter.

Police Hunt For Gwanda Armed Robbers

Police have launched a manhunt for three knife and machete wielding robbers who attacked a Gwanda mine owner and escaped with $500.

 Matabeleland South Provincial police spokesperson, Inspector Philani Ndebele, said the three unidentified men attacked Mr Kaizer Shoniwa on Monday at around 4AM while he was at his mine.

“We are investigating a robbery case where a mine operator at Cobra Nine Mine which is at Bina Mine was robbed by three unidentified men who were armed with knives and machetes and they stole $500 from him. They confronted him under the pretext of doing business and then fled from the scene.

This incident occurred at the mine on Monday around 4AM.

“We have launched a manhunt for these culprits and we are appealing to anyone with information that could lead to their arrest to approach any police station near them,” he said.

Insp Ndebele also appealed to members of the public to be wary of people who approach them in the middle of the night under the pretext of doing business.

He also advised people not to resist robbers’ orders when being attacked as that could endanger their lives.

A source who preferred anonymity said Mr Shoniwa was manning the mine when the three men approached him “to negotiate a price” for gold ore.

“The men then produced knives and machetes and demanded cash from Mr Shoniwa. They tripped him to the ground and threatened to kill him if he didn’t comply.

“Mr Shoniwa out of fear handed over $500 to the robbers and pointed out that it was the only money he had on him. The robbers fled from the scene leaving Mr Shoniwa on the ground. He sustained minor bruises from the attack and rushed to alert his work mates,” he said.- state media

Mujuru’s Party Splits Again

Joice Mujuru’s opposition party has split into two groups, the ex-vice president-led National People’s Party (NPP) and the National People’s Party Democrats (NPPD).

This comes as the NPP has been rocked by a spate of desertions, with many accusing Mujuru of being captured by a small cabal seeking to push their factional agendas.

The Daily News heard that meetings have been extremely fractious, with much violent argument, barracking and interminable hair-splitting as every tiny point is dissected and analysed.

The disgruntled party members first wrote a letter to Mujuru last week, seeking her redress to their concerns, but claim that she did not take heed of the early warnings.

“Following the refusal by the NPP president to address our concerns as outlined in our petition on outstanding grievances of 12/12/2017 addressed to ..Mujuru, we, the aggrieved members of the party do hereby denounce the NPP top five leadership consisting: the president …Mujuru, the vice president John Mvundura, the vice president, Sam Sipepa Nkomo, the national secretary-general Gift Nyandoro, the national chairperson Dzikamai Mavhaire,” the splinter group said in a statement yesterday.

The breakaway party comprises the party’s national youth chair Lloyd Masiya, deputy national organising secretary Susan Chuma, secretary-general Diaspora constituency Beulah Chavarika and secretary for Education Enock Mapanje.

According to the group, the five top leaders have presided over the death of democracy and constitutionalism in the NPP and have “captured” Mujuru to an extent that she is subverting the will of the membership.

“This continued lack of commitment to democracy made us realise that a dead horse cannot be whipped into line and no modern technology can revive it. Consequently, we have rebranded into a powerful and vigorous grouping of serious national democrats under the
banner of NPPD.

“Engagements are ongoing with like-minded individuals and entities, and our door is open to all progressive partners who are genuinely committed to our cause which remains to free Zimbabwe from the shackles of dictatorship and transform it into a functional democracy which practices constitutionalism.

“We urge and advise all serious people to join us in our quest for the true liberation of our great nation and beloved people,” the group said.

Efforts to get a comment from the NPP leadership could not yield results yesterday.
As the party continues to disintegrate, NPP’s provincial treasurer Canaan Matiashe, organising secretary, Albert Mukaratirwa, secretary for Information and publicity Norman Mbizi and provincial chairperson Garikai Dzimunya, also tendered their resignation letters on Monday.

“Following the recent provincial executive meeting and management committee meetings (held on December 16th 2017), the entire episode made me feel NPP as an organisation needs to move and progress.

“Thus, I am stepping down as the provincial chairperson for Manicaland. After joining the party at its inception in Mashonaland Central when it was still ZimPF, and later opting to work from my home province, I went on to put everything to the advancement and growth of the party I love so much,” Dzimunya said in his resignation letter.

The current resignations are taking place at a time the party has also been hit by mass defections, with some joining Zanu PF and the MDC.

Mukaratirwa also said that it was in the best interest of the party for him to resign.
“I, as a person believe in things that are done openly and in good faith. This I failed to get in our beloved party NPP.

“Gossiping and back biting had been the order of the day. More so this, happening in the upper echelons of leadership,” Mukaratirwa said. Daily News

Auxillia Mnangagwa Will Double As First Lady And MP

Auxillia Mnangagwa who has made history by becoming the only politician in Zimbabwe to double as a First Lady and an MP will not relinquish the Chirumanzu-Zivagwe Constituency despite her tight schedule but will instead fight to retain the seat in next year’s general elections.
This emerged during her first visit to the constituency as First Lady last Thursday.
Mnangagwa is the country’s third First Lady after independence and the other two; the late Sally and Grace, both married to Robert Mugabe were never Members of Parliament although they held senior posts in Zanu PF.
Mnangagwa who was under siege from the Mugabes’ for most of 2017 told hordes of her supporters in the mining town of Mvuma that she will never abandon her constituency despite her husband’s elevation to the position of President. Even the persecution she suffered under the Mugabes would not push her out of the constituency, she said.
However senior Zanu PF politician Oppah Muchinguri-Kashiri suggested in an interview with The Standard at the weekend that Mnangagwa learns from Grace Mugabe’s mistakes and step down as an MP.
Mnangagwa who exuded extraordinary humility during the meeting in sharp contrast to her acerbic predecessor urged her supporters to separate her role as MP from her roles as First Lady.
“Please when I am here I am your MP and one of you. The only time that I become First Lady and mother of the nation is when I am away from this constituency. We have gone through difficulties but I will never abandon you.
“We are still together despite the changes that happened in the past few days. I am still your MP and I am still your mother. Please separate me from the President’s business. When I am here I am your MP and when I am out there I am the First Lady and mother to all,” said Mnangagwa.
Chirumhanzu-Zivagwe is a Constituency that Mnangagwa won in a by-election after her husband who was the MP was appointed Vice President in 2014.
Midlands ZANU PF provincial executive member Norest Msindo praised Mnangagwa for her humility despite that she is the First Lady. He also described her as a selfless woman.
“Despite her husband being Vice President for the past three years and now the President, Mai Mnangagwa continues to carry herself around in a manner that only servant leaders do,” said Musindo at the meeting.
Violet Juru, a secretary in the provincial women’s wing thanked Mnangagwa for empowering women in her constituency by starting income generating projects.
“She gave us sewing machines, road runner chickens and started a horticulture project for us. We thank her for the vehicle that she bought for us for our burial society,” said Juru.- Masvingo Mirror

Ncube Rallies Opposition To Fight Mnangagwa

The MDC Alliance is calling for all opposition parties in Zimbabwe to bury their differences in order to fight Zanu PF as a single force, noting that the military’s intervention in the ruling party’s internal affairs has obliterated the divisions that had greatly contributed to the governing party’s misfortunes.

Addressing a rally during the executive launch of the MDC Alliance at Macdonald Hall in Bulawayo over the weekend, Welshman Ncube of the Alliance said there was no need for the opposition to give President Emmerson Mnangagwa a chance to resuscitate the economy as he was the architect of what he called the “2008 pre-emptive coup.”

Ncube was referring to the period when the ruling party under former president Robert Mugabe kept Zimbabweans in suspense with a month long wait before they released the election results.

The Zimbabwe Electoral Commission (Zec) described the delay as meticulous verification.

Zec, which is packed with loyalists of the ruling party, released figures that showed opposition MDC leader Morgan Tsvangirai had won the election but without an outright majority and therefore a run-off was ordered.

However, Tsvangirai pulled out of the race citing violence on his supporters which was allegedly perpetrated by the army.

In December 2004, while addressing service chiefs and the new leadership of the war veterans association at the Zanu PF headquarters, Mugabe made a telling “Freudian slip” of the tongue when he said Tsvangirai had garnered 73 percent of the vote.

“Mugabe is gone. For years and years, we used to say Mugabe must go and he is gone finally,” Ncube said.

“But we had to get the help in our fight through those who were close to him who are the ones who were behind a pre-emptive coup in 2008 when Mugabe lost elections.

“So this is not the first time they have done a coup. Their first coup after independence was in 2008 when Morgan Tsvangirai beat Mugabe all systems out.

“So people should not tell us today to give Mnangagwa and his team a chance,” he said.

He said it was time for the opposition and people of Zimbabwe to unite and end the Zanu PF rule come 2018.

This, he said, was because after Operation Restore Legacy which eliminated the Generation 40 (G40) cabal in Zanu PF, the ruling party had emerged somewhat united.

“Zanu PF was going to these coming elections a divided lot with G40 on the other side and Team Lacoste on the other; they were fighting day and night. What has happened now is through (Constantino) Chiwenga they have fired G40 and got united as team Lacoste,” he said.

“So as they are going for elections they are regrouping. We are going to face a united Zanu PF and behind it will be the army. So, we as opposition we have to realise that and be united,” Ncube urged the gathering.

The MDC Alliance spokesperson taunted Zanu PF that they were panicking at the resurgence of the opposition party who they thought had been buried since Mnangagwa’s takeover.

“For those who read newspapers you might have come across such statements indicating that the MDC has destroyed itself by going to America to ask for sanctions,” he said.

“If you hear people in Zanu PF complaining about what we will have done just know that thing is good.”

“We are not going to be told by Zanu PF what should be our strategy. We are not going to be told by Zanu PF who our friends should be. The MDC Alliance programme is decided by MDC Alliance. In politics they say if you see your opponent silent then it means whatever you are doing is worthless. Your opponent should feel the heat.”

Ncube said as the MDC Alliance they were not going to stop telling the world the truth until a free and fair election was held in the country.

He said given proper electoral reforms there was no way Zanu PF can win a free and fair election. – Daily News

Christmas Sorrow As Beer, Soft Drink Shortages Loom

The good cheer that normally comes with the festive season risks being dampened by shortages of beer and soft drinks because of serious constraints in the supply chain.

Due to acute foreign currency deficiencies gripping the country’s economy, Zimbabwe’s largest beverages manufacturer, Delta Corporation Limited, is struggling to source raw materials and spares to meet resurgent demand for their products, thus giving rise to the impending shortages.

Formed way back in 1898, Delta is a dominant player in the beverages sector, with interests also in the agro-industry.

Its beverage business manufactures and distributes lager beer, traditional sorghum beer and sparkling soft drinks.

Delta’s company secretary, Alex Makamure, said the foreign currency situation needs to be urgently addressed to avoid a crippling shortage of soft drinks and beer amid surging demand associated with the festive season when consumption of those products peaks.

“The group has a significant backlog of foreign payments, which has resulted in suppliers limiting the supply of key raw materials and spares. This is likely to impact our ability to fully service the market, particularly early in the 2018 calendar year,” he said.

Makamure said the Zimbabwe Stock Exchange-listed concern remained hopeful that it will be allocated reasonable amounts of foreign currency in the coming weeks before the situation deteriorates any further.

He said the group has witnessed a significant surge in the demand of lager beer since last month, well beyond the normal festive season increases.

“We have largely been able to meet the overall demand albeit with some mismatches in brands and packs. We are confident that we will meet the demand in the remaining days leading to the Christmas and New Year holidays,” said Makamure.

The widening shortages of popular beer and soft drinks’ brands cast a dark shadow on the festive season.

A survey by the Daily News revealed that some imported beers favoured by many consumers such as lagers Heineken, Guinness and Miller have long disappeared from the retail outlets because suppliers are starved of foreign currency required to bring them into the country.

Apart from imported beer, soft drinks which are locally manufactured are being intermittently supplied as the beverages giant struggles to fully-service the market.

Some of the raw materials used in the production of beer and soft drinks that are currently in short supply include malt, brewer’s yeast, probiotic bacteria, carbon dioxide and preservatives.

What has not helped matters are the frequent machinery breakdowns that have had a negative effect on beverage production.

Delta experienced prolonged breakdown of its PET plant at Bon Accord in Bulawayo partly due to the unstable power grid in the industrial areas supplied by the Mpopoma substation and longer lead times in getting imported spares.

PET is the synonym for polyethylene terephthalate. Bottles made of PET can be recycled to reuse the material out of which they are made and to reduce the amount of waste going into landfills.

“We have a backlog in servicing our accounts with key foreign suppliers,” said Makamure.

“We would traditionally import some canned beverages to cover the gap between our production capacity and the increased demand during the Christmas period. This is not possible due to the current foreign currency shortages. We hope this will be mitigated through the increased supply of alternative packs such as PET and returnable glass,” he added.

It is not just beer and soft drinks in short supply.

Consumers are also feeling the full effects of Avian Bird flu, which severely affected the production of chicken and eggs at the country’s major breeder, Irvine’s.

Currently, Irvine’s is importing eggs for its hatcheries to fully service the day old chicks’ market.

In the meantime, there are widespread shortages of eggs and chicken.

This comes at a time when government has ordered the reversal of the price increase on bread to avoid social unrest and keep the product within the consumer’s reach.

Industry, Commerce and Enterprise Development minister Mike Bimha has also directed the National Competitiveness Commission to investigate the entire value chain in a desperate bid to address the challenges facing the baking industry.

Analysts fear that Bimha’s directive may result in bread disappearing from the formal market into the black market where it will be available at exorbitant prices.

The price increases have largely been caused by the foreign currency shortages, which have forced companies to source expensive foreign currency on the parallel market to meet their import requirements.

There have been challenges in accessing foreign currency from the central bank because of the serious mismatch between imports and exports.

The country has not been producing enough for the export market to be able to generate sufficient foreign currency required to pay for its imports.

Under the circumstances, companies wishing to import raw materials or finished products either will have to wait for the Reserve Bank of Zimbabwe to have enough foreign currency, which could take several months, or resort to the black market where they are charged high premiums.

Resultantly, prices of most basic commodities have rocketed as retailers pass onto the consumer the extra costs.

In September panicking citizens stampeded to hoard basic consumer goods when they were alarmed by worsening foreign currency shortages and the resurfacing of long fuel queues at most garages. – Daily News

Mnangagwa Fails To Name His VPs Again

Farirai Madhumbe | President Emmerson Mnangagwa who was this afternoon expected to name his two Vice Presidents during his State Of The Nation Address, has left the venue without making the anticipated announcement.

Mnangagwa made another big speech in which he promises to fight corruption, woo investors and mentioned ways to improve economic growth, but left out announcing who his deputies are going to be.

Mnangagwa last Saturday deferred the much-awaited appointment of his two VPs and made far-reaching changes to the politburo that saw him appoint Major General Engelbert Rugeje the new national commissar and Oppah Muchinguri Zanu PF’s new National Chairman.

There has been speculation that General Constantino Chiwenga who offially resigned last Monday fom the military had been cleared to deputise Mnangagwa, eventually to succeed him.`

Chiwenga yesterday officially handed over the reins to General Philip Valerio Sibanda, marking an end to his 44-year military career. The colourful handover and takeover grand parade was held at Commando Regiment and was witnessed by the Commander-in-Chief of the Zimbabwe Defence Forces President Emmerson Mnangagwa. Gen Chiwenga retired this week after spending 44 years as a soldier, 13 of which he was ZDF Commander.

SANCTIONS WAR: Biti, Chamisa “Clear Myths” On US Trip

Hon. MP. Advocate Nelson Chamisa and Advocate Tendai Biti | 1.We wish to acknowledge the interest generated by the trip to the US and that it is fundamental that there be adequate communication to clear the myths. The MDC understands the importance of accountability, which is a key pillar of good governance, public duty and people-centred leadership. The purpose of this briefing is to account to the people.

2.It is exactly 6 weeks into this regime, the situation has not significantly changed and will require all hands to develop and usher a new value driven, democratic developmental state. Correction of past wrongs, violations and failures should not be selective but comprehensive. In our view, economic reforms without political reforms are an unsustainable deception;

3.Next year in 2018, Zimbabwe goes into a watershed election through which the country should poise itself for growth, progress and development. Following the ouster last month of the big man, a strongman who had misgoverned the country for 37 years, all patriotic Zimbabweans know that we must leave no stone unturned in giving the citizens of our beloved country a reason to hope.

4.The much needed hope and national prosperity can only be assured through a return to legitimacy and people’s will underwritten by SADC, Africa and the world. It is against this background that President Morgan Tsvangirai, the MDC Alliance presidential candidate, dispatched us into Africa, Europe and the United States on a global campaign for free, fair and credible elections. That was the essence of our mission and it is regrettable that some among us fell for the cheap ruse that we had gone around calling for sanctions against this country.

5.Every Zimbabwean knows our record in patriotism and national duty. Our trip was about, strategic reengagement for reconstruction and economic recovery, opposition repositioning and a call for a return to legitimacy through free, fair and credible elections. This is the only sure route to have all undesirable restrictive measures and other encumbrances against this country jettisoned and lifted. Zimbabwe cannot continue to be a pariah state or banana republic. Our nation needs to immediately be back into the glorious family of nations as a people-centered, prosperous and progressive developmental country.

6.We mean business. We stand strong. We are serious about forming and being the next government in the next few months. Central to the purpose of our trip, if we are to be the new government we must prepare. Being the new and next government we can’t call for sanctions against our government. Strategic reengagement at party and country level is key. The “Mugabe must go” mantra requires we reposition and reframe our message. Reengagement is a Long process. We saw it in the inclusive government. We must start now. We need $15bn for reconstruction

7.Put simply, we were on a patriotic duty to ensure that Zimbabwe gets back into business again, (a back to business mode) (a back in the game approach) particularly if we are able to bring back African and international confidence by running a truly credible election next year.

8.During this trip, we met business and political leaders in Africa and beyond. We made presentations to various bodies, including the US Foreign Relations Committee, exhorting them to assist this country in its return to legitimacy which is the only way we can unlock the political and economic handcuffs currently arresting the nation.

9.Zimbabweans know that this country needs to start afresh. We need international goodwill. We need massive capital injection but above all, we need international confidence; which confidence can only come with the installation of a legitimate regime in Harare through credible elections. Last month’s developments must be seen as the first step towards a long journey to legitimacy, which must culminate in clean elections and a truly people’s government next year.

10.The new administration in Harare has said the right words at times. They have promised a new start and a new era for the country. Above all, President Emmerson Mnangagwa has promised free and fair elections but what has been missing is a proper roadmap to that election; the timelines and the implementation of key reforms, including the return of our soldiers to the barracks in line with the dictates of the Constitution. That is the area where we need the support of SADC, the AU and the broader international community— all of whom we have engaged and will continue to engage without fear or favour.

11.Moreover, the signs and noises coming from the current regime in the past week have confirmed our skepticism about the new regime in Harare especially the words of presidential advisor Chris Mutsvangwa who said last week that Zanu PF will be working with the army to ensure victory in the next elections. This is in flagrant violation of our Constitution and it is such noises that vindicate the chastity of our mission to Africa and the broader international community that indeed we need everyone’s support in our pursuit of credible elections in Zimbabwe.

12.The struggle for a democratic and prosperous Zimbabwe is a long and winding one. History did not begin or end in November 2017. The MDC has continued on the path it has been following since 1999 and while we acknowledge the changes that have happened in the national leadership they inevitably remain changes in a political party. This must not sway us from the path of democracy.

13.We were all united and in agreement that Mugabe had to go and we will never regret the position we took because it has always been our position. We welcome those who joined us in November after they finally saw the light. However we were not blind to the fact that the removal of Mugabe did not mean the removal of Mugabeism and the totality of the system that he had created. Thus in all this we knew that after waking up the day after Mugabe’s departure we still had lots of work to do. This is the work that we continue doing, engaging Zimbabweans, our regional and international allies.

14.We are happy the soldiers have returned to the barracks. We are happy to see that even they now agree with us, now that the command element has announced the same. We must now proceed with Operation Restore Legitimacy because that is the core of next year’s elections.

15.Our great motivation is that Zimbabwe must have legitimacy because the lack of it among fellow members of the community of nations has been a burden on our economy. It is because of a lack of legitimacy that some countries continue to impose measures upon us. As a nation we have the power to get these measures removed and all we have to do is to do things the right way. We must hold free, fair and credible elections. How will they stand on hilltops telling us what to do if we hold free, fair and credible elections? This is what we seek. Our engagements are aimed at ensuring that we hold free, fair and credible elections.

16.We know that many Zimbabweans are very hopeful. We all want economic liberation. We also want democracy. However, our hopes must be based on firm foundations, not false premises. As your leadership, we believe it is important to lay down these foundations. We cannot allow ourselves to be swayed by the prevailing winds at any given time. If it happens we must quickly find ourselves. In this case our hope as a nation must be firmly founded on democratic values and principles; on strong economic ideas and honest relations with others.

17.We went to the US as part of our engagements towards fulfilling these goals. Contrary to propaganda and misinterpretations we did not go to America to call for any measures. We have no control over American policy. If anything we asked the Americans to continue with the humanitarian support they have been giving to Zimbabweans. It is our wish to see our people thriving not starving. We understand the need for external help where we are struggling. However, we will continue to be charity cases unless we do the right things by ourselves. We also need to show our commitment by demonstrating electoral reforms that will help us have free fair and credible elections. If we do that, these countries that have measures against us will have no leg to stand on. The power is in our hands. Let’s collectively and together shame all who wish us ill.

18. Our great hope is that the government will understand this cardinal rule that for us to advance as a nation we must have sound policies and a free fair and credible election. Our view is that whoever succeeds between our parties must proceed on a foundation of legitimacy. That is what will emancipate our economy from the present shackles. This is why we seek to work together in order to implement the necessary reforms. If they are receptive this would be great news to Zimbabweans. To this end we urge them to retract or castigate statements made by some among their number to the effect of military involvement in the 2018 elections campaign. They create the wrong impression and spoil the name of the nation at a time when so many Zimbabweans have hope for a better and cleaner future.

19
. It is urgent that we transit towards the restoration to legitimacy constitutionalism and the rule of law.

This roadmap must have the following benchmarks

1) The implementation and executing electoral reforms that including

2) (a) credible BVR in respect of which all political parties sign on to, the introduction)

(b) The introduction of the diaspora vote

(c) The presence of international monitors and observers at least six months before the election
(d) The establishment of an enabling environment without violence,   fear and coercion

(e) Electoral and other legislative reforms including the repeal of POSA and AIPPA

(f) Comprehensive media reforms including equal access to the public media and the granting of broadcasting licences.

(g) A special role of the UN in view of past contested elections

All the above must be guaranteed and underwritten by the international community including SADC, the AU and the UN.

We must collectively deal with the political and economic hygiene issues.

Issues that still need to be addressed by the current government, opposition political parties and the generality of Zimbabweans are:

  • Having a clear roadmap to credible, free and fair elections
  • How to develop and implement a shared national vision which is inclusive, promotes tolerance, encourages investment, and safeguards property rights, address past violence, reconciliation,
  • How to develop a plan of action that address the 3 wicked problems of inequality, poverty and unemployment is still missing
  • How to restore confidence in our economy, for investors, for foreign direct investments and not mortgage our future, our children’s inheritance in debt
  • How to restore constitutional legitimacy, the return of soldiers to the barracks is a first step, which should be celebrated, but this is not the end, civilian processes and institutions should be allowed to function with fear, bias or favour.
  • How to regain standing in international community should be equally grounded in internal reforms that remove justification for continued isolation of Zimbabwe for her peers.

Key spaces need to be made national not partisan,

1. Traditional leaders, our police and army (these are representatives of the people and not the party)

2. Public media should give unequal space and coverage to all voices and all parties;

3. The governing party should not abuse state resources

Contrary to Zanu PF peddled misinformation, our message in the US was very clear. Zimbabwe needs to be engaged and not isolated. More precisely, the new authorities need to be engaged particularly on the difficult issues affecting our country t avoid lip stick temporary solutions.

We are patriotic citizens.
We are democrats.

We owe no one an apology for our global campaign for re-engagement and for the return to legitimacy through the holding of free and fair elections whose mission and agenda some have deliberately chosen to misrepresent for selfish political capital.

Our record however speaks for itself, we have served our country to the best of our abilities and we have always put our people first.

For us to move without the fear of regression we need to address the following:

1. Resolution of the Political Crisis, through the holding of a proper election with observers allowed in the country three months before the election with unfettered access to the different parts in the country. We view this as a proper path to rebuilding the social contract.

2.Creation of an inclusive growing economy, deal with macroeconomic stability and in the long term ensure growth, we in the MDC Alliance will create a hundred billion dollar economy within 15 years with the economy growing at an average of 7 percent.

3.Attracting FDI, our team will create a conducive environment including the total repealing of the Indigenisation and Empowerment Act, the respect of property rights, the rule of law and constitutionalism.

4.Change the country’s accumulation model, the state must shift from the current extraction model which places our dealings at the lowest level of global commodity circuits.

5.Financial Sector Stability and Liquidity, as we stated in our critique of Chinamasa’s budget there is urgent need to demonetise the bond note, joining the Rand Monetary Union in the medium term and ring fencing of the US dollar balances to avoid a further loss of value in the accounts of the Zimbabwean people.

6.Expenditure retrenchment
, a phased ejection of ghost workers over a period of three years so as to rationalise the public sector wage bill and reform of all State Owned Enterprises.

7.Monetising Democracy, all the Chapter 13 institutions must be strengthened and the implementation of devolution of power must be urgent to ensure even development with decision making vested in decentralised tiers and spheres. The talk by Chinamasa of trying to do away with devolution will further divide our people and polarise our society.

8.International Relations, International Re-Engagement, end isolation of the nation, deal with the debt question and negotiate a martial plan aimed at reconstruction.

9.Putting an end to the land question, stop new farm invasions, deal with security of tenure to ensure that new farmers have both use and exchange value and institute a land audit meant to weed out multiple farm ownerships as well as rationalise the ownership of idle farms.

10.Dealing with the past, we need full enquiries into past political violence including Gukurahundi, we also need to have missing people accounted for including Itai Dzamara. The approach being advocated by Mutsvangwa of sweeping stuff under the carpet did not work under Mugabe repeating the same mistake is folly of the highest order. A full judicial inquiry into the disappearance of the Marange diamonds must also be opened.

Lastly, we want to assure the people of Zimbabwe that as an Alliance, we will continue our international advocacy for free and fair elections next year. As a nation, we have waited too long on the lay by of democracy and we cannot afford to miss the opportunity provided by next year’s elections to poise this country for growth, prosperity and development.

We wish to state that we are heartened by the receptive ear granted to us by our brothers and sisters in Africa and beyond during our recent trip.

Yes, Mugabe may be gone but our national challenges are far much greater than the removal of one person. As Zimbabweans, we need jobs, a stable economy and an accountable people’s government with love and care. We need truly national institutions chlorinated from partisan infections and interference. We need a government that tells the truth and gives people hope.

We need growth, prosperity, development and happiness of the people of this land. Above all else, we need a government installed through the sovereign will of the people of Zimbabwe and that can only happen through a credible election. That process towards a full return to legitimacy needs African and broader international support and that was the basis of our mission.

Zimbabweans certainly deserve better and soon, we will be intensifying our engagement in that regard.

Mnangagwa Warns ‘Big Fish’, No ‘Sacred Cows’ In Corruption Fight

Ray Nkosi | President Emmerson Mnangagwa in his State Of The Nation (SONA) address has warned that there will be no sacred cows in the fight against corruption.

The warning comes as Zimbabweans are putting the President under more and more pressure to deal with the “criminals around him” and those who were not netted in during “Operation Restore legacy” under which a number of G-40 members were arrested for corruption.

Said Mnangagwa: “The goal of my gvt is to build a new Zimbabwe based on transparency, accountability and hardwork ‘every case of corruption shld investigated there shld be no sacred cows”

 “My govt will be based on crown values of honesty,transparency and hard work. Every corrupt case must be investigated and punished accordingly. No sacred cows. It has already begun,” Mnangagwa told Parliamentarians this afternoon.

 Mnangagwa also warned ministers to be honest and accountable to the public, saying Government is determined to remove any policy inconsistency so as to attract investors. He says Government is committed to open Zimbabwe to investors.

ACID ATTACK : Police Brutality Victim Battles For Life

Seven months after she was reportedly forced by police officers to sit on an acidic substance, burning her backside in the process, 30-year-old Victoria Falls resident Zibusiso Moyo is still battling for her life and says she has lost hope of completely healing as the wound has remained septic.

Moyo was allegedly picked up from the streets sometime in June this year and tortured by police officers who accused her of loitering for purposes of prostitution.

She claimed was made to sit on a caustic soda-covered van surface where she suffered severe burns on her backside and private parts, resulting in a miscarriage and haemorrhage that medical doctors are reportedly failing to stop.

Moyo said her gaping wounds had not responded well to treatment and she had been advised to seek specialist treatment in South Africa, which she said was beyond her means.

“The doctors told me to stop taking the antibiotics because they are no longer working on me,” she said when Southern Eye visited her at home.

“My skin is always reacting and the rash becomes itchy whenever I am exposed to the sun or when I take medication.

“I wish God could take away this pain from me by letting me die because I am now like a moving grave.”

Victoria Falls district medical officer Wisdom Kurauone, in a referral letter for Moyo, said the chemical was still in her system and her condition was deteriorating.

He said she needed urgent specialist treatment, possibly in South Africa. Moyo, a mother of one, can hardly walk and has difficulties sitting. She has drastically lost weight.

She also lost her job in South Africa.

She said she felt hurt because the police officers who forced her to sit on the caustic soda had not been charged.

Officer Commanding Victoria Falls district Chief Superintendent Jairos Chiwona refused to be drawn into the matter, arguing that the police had no hand in her injury and that the matter was before the courts.

Police have not revealed where the caustic soda came from, but sources say that they picked it up along Kazungula Road after it was allegedly dumped by suspected poachers.

Meanwhile, Moyo who was being tried at the Victoria Falls Magistrates’ Court for allegedly assaulting and insulting the police officers who forced her to sit on the acidic substance, was yesterday acquitted on both counts due to lack of evidence.

She was represented by human rights lawyer Thulani Nkala.- Newsday

Defiant Meat Traders Defend Price Hikes

Meat traders have refused to reverse the 30-50% hike they introduced on all meat products this year, saying the increments were necessitated by the high costs they were incurring along the value chain.

Yesterday, government failed to break the impasse, as stakeholders vowed to keep the prices up pending a second meeting to be held today with the National Competitiveness Commission.

Confederation of Zimbabwe Industries president Sifelani Jabangwe who chaired the meeting confirmed the stalemate.
“As of today (yesterday), there is nothing yet that has been done because we saw this as a more complicated problem than even the bread one that we were facing, so this one is a bit more complicated but it can be resolved,” he said.

“It (price increments) has been specifically to deal with mark-ups as all of them (meat players) are trying to hedge the challenges that they are facing but what has happened is that no one is benefiting, as consumers are not buying.

“It is the costs and the coordination which is the thing about a value chain. Sometimes, if the players do not collaborate and act individually, they can actually do it to the detriment of the entire chain and this is what we have having.”

Currently, meat players are charging between 30% and 40% mark-ups on meat which is up from a previous of 10 to 15% mark up on meat prices.

According to one of poultry players present at the discussions, who did not want to be named, beef meat has gone up due to increased demand, as chicken supply is still low on the back of the avian bird flu from October this year.
The reason for the price hike of chicken meat was due to a shortage of foreign currency required to import stockfeed.

Consumer Council of Zimbabwe (CCZ) executive director Rose Siyachitema said they where receiving complaints that the price of beef, chicken, pork, and fish were now almost the same.

“What we understand from the public was that between those four products they used to be able to say ‘I will not eat beef, I will eat the other products because those alternatives are cheaper’. Now, beef and pork prices per kilogramme are nearly the same and kapenta is nearly the same as beef, so for us that is a challenge where all those products could have a similar price,” she said.

On Monday, government ordered players in the baking industry to reverse the 10% bread price hike introduced at the weekend.- Newsday

Baby Chris Bere Found Dead

According to an update posted by a close relative on social media, “Baby Chris Bere is no more. He did not die naturally. Found in the hills in the evening of 19 Dec 2017. Clearly taken/dumped there. Evil walks on two legs. Anyway, vengeance is God’s.
Ours is truth and justice for Chris. Thank you all for your prayers. Thank you all for your love. We cannot say anymore. Till this horrendous murder is solved.”

A Chipinge family is searching for two year old Chris Bere who went missing last Monday while in the care of his grandmother.

The family is concerned about Chris’s whereabouts further complicated by little cooperation from ZRP Chipinge.

According to family sources who have narrated the family ordeal to ZimEye.com, “So far it looks like Monday morning the child was left sleeping in a room while the grandparents and workers were working on a nearby field. The grandother walked back to check on him but before getting home met one of the farm workers who is said to have been coming from buying tobacco for himself. She asked him if the baby was awake, if he heard heard any cry, and he replied no, and that the child is asleep.”

After which the grandmother checked on her grandson again and found him gone, raising alarm and a search party got into motion.

The relative contiues to explain the unfolding events: “People from neighbouring villages helped but found nothing. A report was made to the Police, Chipinge Hospital and Social Welfare and still no trace. The police it is said did not come the day of the report and never brought tracer dogs which would have more likely traced the child’s movement from his bedroom to wherever he went or was taken.”

Ignoring the urgency of the matter Chipinge Police stood by what they say is their policy to wait 48 hours before accepting a missing person report. At the time of writing almost five days later no arrests have been made and noone has been taken in for questioning.

The family has resorted to posting appeal posters in the city centre and residential areas of Chipinge. They have also appealed for information on social media, radio, television as well as a local newspaper.

Wicknell Chivayo In CIO Scandal Involving Soldier And Dep Director General

Staff Reporter| Convicted fraudster, Wicknell Chivayo has been fingered in another scandal this time involving the Central Intelligence Organisation in which he reportedly caused the arrest of a soldier previously assigned to his own prison cell during his incarceration at the Chikurubi Maximum Prison between 2005 and 2008.

Chivayo who was actively part of the corrupt and now deposed G40 regime, fearing being exposed, caused the arrest of the soldier, Professor (real firstname) Moyo, on false charges of impersonating the then Deputy Director general Aaron Nhepera, the latest investigation shows.

When the case gathered heat, Professor Moyo was in the media two months ago mistaken for former Higher Education Minister, Prof. Jonathan Moyo.

Professor Moyo was the soldier assigned to regularly inspect Chivayo’s prison cell during the time of his incarceration when Chivayo shared the cell with British soldier, Simon Mann. The latest report reveals that Chivayo’s motivation for getting Moyo imprisoned, is that the serviceman has with secret files on Chivayo’s activities, the subject of ongoing investigations to this date, during the time of his incarceration when he was convicted for fraud.

Chivayo has since been contacted several times on this matter and refused to speak on it.

The case which was heard on the 1st November 2017 saw High Court Judge Justice Tawanda Chitapi telling state prosecutors that Moyo was supposed to be given bail at the lower court. It is believed the reason this did not happen is that court officials feared the names of senior govt officials involved in the allegation.

But Chitapi said there is nothing like “a bigger name” before the court of law, all names are equal in a society like Zimbabwe.”

The first CRB number is 1000/17, but it is a continuation from the CRB number 9891/17. The prosecutor general Adv Ray Goba, Snr Ass Comm Arnold Makomo, DDG Aaron Nhepera are not direct complainants but they are being used by Chivayo in the case in which the state is in possession of manufactured evidence, the investigation shows.

Meanwhile, the original case has the State claiming that on March 2, 2011, Moyo fraudulently secured an Econet line, and registered it using Itayi Kangarawa’s identification numbers. He allegedly later registered the same line with Ecocash in Nhepera’s name.

During the same period, Moyo allegedly bought another Econet line and registered it again in Kangarawa’s name, but registered the EcoCash account in the name of Ngoni Nyamasoka. On September 9 this year, Moyo phoned Chivayo and identified himself as Nhepera, asking for money to spend entertaining visitors over the weekend.

Moyo, according to the allegations, later phoned Chivayo using another line which he had registered in Nyamasoka’s name while posing as Nyamasoka from the President’s Office.

Chivayo claims that he then sought clarification from Nhepera, who confirmed that he was not aware of the false call and Chivayo reported the matter to the police, leading to Moyo’s arrest.

BREAKING NEWS-Govt Building Burnt Down As Fire Brigade Fails To Start

By Shiellah Sibanda| A Ministry of Health apartment building housing staff members in Gwanda was on Tuesday completely burnt down as the inept Municipality of Gwanda fire brigade failed yet again to deal with the fire.

Members of the public as ZimEye.com reveals, had to go inside the burning building and take the risk of dealing with the huge inferno to stop it reaching to other apartments housing about 60 families of the Ministry employees’.

The engine of the council fire truck which is said to be having state of the art equipment, is reported to have failed to start when an alarm was raised that the building was on fire. The fire team responded to the fire in a makeshift emergency support vehicle which did not have the capacity to deal with the inferno.

This is not the first time that the Gwanda Fire Brigade has failed to deal with a fire, in what has now invoked the residents’ anger.

Several public buildings and houses have been burnt down to ashes in the town with the fire team completely failing to handle the situation.

Speaking to ZimEye.com the Municipality Chief Fire Officer, Denny Sibanda said that his fire fighting team delayed attending to the fire due to a technical problem with their main fire truck.

“Our fire tender shockingly failed to start when we got the report of the fire though we tried our best to deal with the fire before it could spread to all the other apartments,” he said.

Sibanda said that they are still investigating the cause of the fire which they suspect to have been due to an electrical fault.

Thousands of dollars worth of property was completely burnt down leaving the staff member who was on duty at the hospital with nothing to salvage from the apartment.

Chief Medical Superintendent at the hospital Dr Puggie Chimberengwa lamented at the council failure to contain the fire before the apartment was completely burnt down.

“It’s sad that our employee has lost everything he had in the fire. The hospital will work at providing him with alternative accommodation,” he told ZimEye.

WICKNELL DEAD END: ZPC Boss Sent Home To Pave Way For Investigations

Mr Gwariro was last Tuesday suspended for 90 days by the power utility’s board so to clear the space for high level investigations into Chivayo’s Gwanda Solar deal. The fat belly activist who joined ZANU PF soon after coming out of prison, was paid US$5 million pre-commencement fee for the Gwanda Solar project without a performance guarantee.

The disbursements were made without a bank guarantee and payments made on the back of payment certificates from the contractor with no work to support the certificates.

 

Gwariro said that the payments were made allegedly under undue pressure from then Minister of Energy and Power Development (Dr) Samuel Undenge.

While Gwariro is barred from visiting his offices or ZPC premises, Kazhanje said he should remain available to be recalled to resume duties if deemed necessary or to assist with investigations at any time.

NECI is a Government arm whose mandate is to carry out compliance checks of companies to ensure that the country is not prejudiced through prejudicial transfer pricing, as well as unfair business practices such as externalisation.

“As part of the exercise that NECI is carrying out, may you avail the following documents for inspection – all contracts/agreements entered into with the Zimbabwe Power Company, Intratrek’s bank statements from January 2015 to date, cash books and all other documents pertaining to the Gwanda Solar Project and Munyati Power Station,” NECI wrote to Chivayo.

“An expeditious submission of the above information will be appreciated.”

ZPC paid Chivayo without the businessman submitting a bank guarantee to safeguard public funds.

Clause 4.2 of the contract specifies the need for a performance bond to protect ZPC against any losses in the event Intratrek Zimbabwe defaulted on the project.

The contract further specifies that ZPC will release money only after receiving an advance payment guarantee.

On Tuesday last week, ZPC board chairman Engineer Stanley Kazhanje wrote a letter suspending Eng Gwariro over the Gwanda solar deal.

In his letter, Eng Kazhanje said Eng Gwariro failed to respond to issues put to him before the board that sat on December 8.

He said the board meeting had “presented serious concerns regarding the management and in particular the payments made to the contractor, Intratrek Zimbabwe, with respect to the 100MW Gwanda Solar Power Station project”.

Eng Kazhanje said during the board meeting, two issues stood out, namely payments made to Chivayo without the bank guarantee and payments made on the back of payment certificates from the contractor with no work to support the certificates. “It was your explanation that the payments were made allegedly under undue pressure from the then Minister of Energy and Power Development (Dr) Samuel Undenge, which pressure was never communicated to the board or the group chief executive (Engineer Josh Chifamba),” Eng Kazhanje said.

“In view of the above and given its seriousness and gravity, as well as concerns around it, the board of directors intends to undertake investigations into the matter. Consequently, the board, in the exercise of its prerogative on leave management, has decided to place you on mandatory leave of up to 90 days on full pay and benefits to facilitate the said investigations. The above takes effect from the date of receipt of this letter.”

Eng Kazhanje said Eng Gwariro should remain available to be recalled to resume duties if deemed necessary or to assist with investigations at any time.

ZPC management argues that for five months, they refused to pay Chivayo in the absence of a bank guarantee, but later succumbed to pressure from Dr Undenge.

The development comes as the state media described Defence Forces Commander Gen Constantino Chiwenga’s 44 year military career as “illustrious.” Chiwenga retired as a soldier on Monday and is expected to be appointed the country’s new 1st Vice President, a position that places him as President Emmerson Mnangagwa’s obvious successor.

With millions of Zimbabweans hailing Chiwenga as the humble general who respected former President Robert Mugabe and allegedly “did not shed any blood and gracefully handed over power to Mnangagwa” during last month’s coup, the man’s public status as a ‘true liberator’ and a civilised soldier has come under the international spotlight.

The Zimbabwe Defence Forces Commander General, Constantino Guvheya Nyikadzino Dominic Chiwenga, yesterday officially handed over the reins to General Philip Valerio Sibanda, marking an end to his 44-year illustrious military career.

The colourful hand-over and take-over grand parade was held at Commando Regiment and was witnessed by the Commander-in-Chief of the Zimbabwe Defence Forces President Emmerson Mnangagwa.

Gen Chiwenga retired this week after spending 44 years as a soldier, 13 of which he was ZDF Commander.

The ZDF is composed of the Zimbabwe National Army and Air Force of Zimbabwe.

Gen Chiwenga had taken over from late national hero General Vitalis Musungwa Gava Zvinavashe, who retired in 2003. Before handing over the ZDF colours and symbol of command, Gen Chiwenga inspected a guard of honour, his last in military uniform.

President Mnangagwa thanked Gen Chiwenga for showing consistency and steadfastness during his tenure.

“I, therefore, urge you to maintain the same loyalty, robustness and dedication to duty as you move to your next assignment which is quite prominent.”

He said Gen Sibanda’s promotion was based on distinction and merit.

“You have demonstrated visionary leadership, when you were Commander of the Zimbabwe National Army,” President Mnangagwa said.

“As you assume a higher and more challenging assignment, I hope and trust that you will continue to take a leading role in developing the Zimbabwe Defence Forces into a professional, competent, hard hitting and highly disciplined force.”

President Mnangagwa said the Defence Forces should continue working closely with Government Ministries to ensure economic development.

“Our Defence Forces are renowned and respected nationally, regionally and internationally for their professional conduct of duties,” he said.

“This was clearly demonstrated by the way Operation Restore Legacy was clinically executed, right from the start to finish. I want to assure you that Government is fully committed to the task of ensuring that your requirements and those of all citizens are provided for as we continue to review your conditions of service.”

In his farewell speech, Gen Chiwenga reminisced the journey he travelled with his “military family” since he joined the army at the age of 17. He chronicled how he left school in 1973 to join the liberation struggle and how President Mnangagwa superintended over the integration over Zanla and Zipra armies to form the Zimbabwe Defence Forces in 1980.

Gen Chiwenga said during his tenure as ZDF Commander, the main focus was on retraining and re-equipping the force following intermittent years of successful military campaigns.

The campaigns, he said, were held under the auspices of Sadc, African Union and United Nations.

“As I retire today, I am proud to have been associated with such a professional, battle tested and efficient force that has become the envy of many, friendly and foe, the world over,” Gen Chiwenga said.

“I implore upon you to jealously guard this good reputation that we have earned over the years.”

He said in the last 13 years, the ZDF had registered numerous achievements despite limited budgetary allocations.

These include a small hard hitting force, commonly referred to as Combat Group Concept, introduction of an inspectorate department and the Defence Economic Development Department, establishment of the Zimbabwe National Defence University and the recent Operation Restore Legacy among others.

Gen Chiwenga said his command was made easier because of the unity among officers.

“As I retire together with other Generals, I am aware though that some among us might be full of emotions due to this separation, over which I implore you all to reserve your energies in ensuring that you continue to give maximum support to the incoming command element,” Gen Chiwenga said.

He said the incoming Commander Gen Sibanda was an able freedom fighter and professional soldier.

Gen Sibanda said: “Many challenges confronted us during this period and General Chiwenga was always up to the task seeking solutions to these challenges.

“We overcame most of these because we worked as a team. Team work is our secret to success.”

He thanked President Mnangagwa for trusting him and pledged to do his best in executing his mandate.

The ceremony was witnessed by service chiefs, Government Ministers and senior officials.

 

Drama As Rapist Is Caught In The Act, Paraded Before Whole Village

A Plumtree man who was caught raping a 14 –year-old girl was tied with a rope by the juvenile’s father who paraded him in the village before handing him over to the police.

This came out when Washington Sibanda (20) of Ndiweni village in Bhagani area under Chief Mpini appeared before Plumtree resident magistrate, Mr Taurai Manwere, facing rape charges.

He was not asked to plead and remanded in custody to January 2.

Sibanda was also advised to apply to the High Court for bail.

“I didn’t rape her; we had made arrangements that we engage in sexual intercourse as she was my girlfriend,” he said.

The girl, who was in Form One this year and cannot be named for ethical reasons, admitted in a statement that she was in a relationship with Sibanda.

She however, denied having consented to be intimate with him.

“He proposed love to me and I agreed. We came to our house and got into my room. He sat at the edge of the bed and called my name and I answered him. He then got into my blankets and removed his clothes and had sexual intercourse with me once and gave me a packet of biscuits before he went away. On the day in question he came and was apprehended by my father who had heard him getting into my room,” she said.

The prosecutor, Mr Rose Sibanda, told the court that sometime in November, Sibanda went to the girl’s homestead during the night and entered her room through an unlocked door.

While inside the accused allegedly sneaked into her blankets and raped her once. After allegedly raping her, he gave her a packet of biscuits and went away.

On Friday last week at around midnight, Sibanda went back to the girl’s homestead and raped her again.

He was apprehended while still in the act by the girl’s father who had heard his foot-steps as he walked to his daughter’s bedroom.

Sibanda was tied with a rope on both hands and legs until sunrise when he was paraded in the village.

He was later handed over to the police.- state media

2 Year Old Boy Killed In Home Petrol Fire

A suspected Mwenezi illegal fuel dealer accidentally burnt his two -year-old son to death when his hut caught fire from petrol he was pouring into a container near a lit candle.

Ivy Chademba of Flora Range Village 4 was burnt to ashes after his father Mr Gift Chademba failed to rescue him from the flames.

Mr Chademba escaped with his wife.

Masvingo police spokesperson Inspector Charity Mazula said the incident occurred on Sunday at around 8 PM.

She said the boy’s remains were taken to Neshuro District Hospital for post-mortem.

“I have received a report of sudden death involving a two-year-old Mwenezi boy in an inferno. The father who we suspect is an illegal fuel dealer was pouring petrol from one container into another next to a naked flame of a candle,” said Insp Mazula.

“The two parents rescued themselves while leaving their son at the mercy of the inferno and he was burnt to ashes. The whole thatched bedroom hut was engulfed in fire and all the property inside was destroyed,” she said.

Insp Mazula advised members of the public against storing fuel at their homes, saying it is “a cocktail for disaster.”

She said only licensed dealers are allowed to deal in fuel, from safe storages, far from the reach of children.

President Mnangagwa To Deliver State Of The Nation Address

President Emmerson Mnangagwa is today set to deliver his inaugural State of the Nation Address (SONA) to a joint sitting of the National Assembly and Senate, where he will give his reflection on the country’s performance for the year. The announcement was made yesterday by Speaker of the National Assembly Advocate Jacob Mudenda, while addressing legislators in the Chamber.

“I wish to inform the House that His Excellency the President Cde Emmerson Dambudzo Mnangagwa will tomorrow, Wednesday 20 December 2017, deliver a State of the Nation Address to a joint sitting of Senate and National Assembly at the Harare International Conference Centre at 1430hours in the afternoon,” said Adv Mudenda.

Adv Mudenda rapped Kuwadzana East Member of Parliament Advocate Nelson Chamisa (MDC-T) for mixing issues after the backbencher asked if they will be given an opportunity to ask the Head of State and Government questions. Adv Mudenda said while the Constitution stipulated that the President might attend Parliament to respond to questions, the issue at hand, that of SONA, was provided for under a different section of the Constitution.

In a related matter, Adv Mudenda said the President was empowered to deploy members of the security forces, in particular the Zimbabwe Defence Forces (ZDF). He said this while responding to an issue that had been raised by Mutare Central MP Mr Innocent Gonese (MDC-T) early this month, asking about the presence of soldiers, who were assisting police in the maintenance of law and order during Operation Restore Legacy.

Adv Mudenda read out a response that had been made by the Minister of Defence, Security and War Veterans Cde Kembo Mohadi, who said members of the ZDF might be deployed in the country in terms of Section 213 of the Constitution

Section 213 (2) reads: “With the authority of the President, the Defence Forces may be deployed in Zimbabwe – (a) in defence of Zimbabwe; (b) in support of the Police Service in the maintenance of public order; or (c) in support of the Police Service and other civilian authorities in the event of an emergency or disaster.”

Meanwhile, Adv Mudenda had the House in stitches when he concurred with Musikavanhu MP Mr Prosper Mutseyami (MDC-T), that there was need to capacitate Parliament’s health centre on stress management given events unfolding, where some ministers and deputy ministers were losing their jobs as Government realigned its structures. Mr Mutseyami had said several ex-ministers were finding it difficult to adjust to their new life as backbenchers, hence the need to administer counselling services.

Adv Mudenda said he has a cousin relative who was going through serious depression after he lost a ministerial post due to the re-alignment of Government ministries as President Mnangagwa announced a leaner Cabinet. He did not, however, name the affected former minister. Adv Mudenda also announced that the Committee on Standing Rules and Orders had appointed new chairpersons of portfolio committees to match the new Government structure. This saw some chairpersons being dropped.

Notable changes include that of Gokwe-Nembudziya MP Cde Justice Mayor Wadyajena, who is now chairing the committee on Lands, Agriculture and Resettlement, replacing Muzarabani South MP Cde Christopher Chitindi. Cde Chitindi will now chair the committee on Transport and Infrastructural Development, replacing Chegutu West MP Cde Dexter Nduna, who has been dropped.

Norton MP Mr Temba Mliswa will now chair the Mines and Energy committee, replacing Masvingo Urban MP Dr Daniel Shumba, who has also been dropped. Other changes were meant to replace ministers who had been elevated, while others were retained.- state media

No More ‘Mupedzanhamo’ As Clothing Industry Targets 25 000 Jobs

The clothing industry represents one of the best opportunities to speedily generate jobs and retain value addition within the country. Most developing countries have used the clothing sector as a driver of value added growth within their economic growth strategies and there is no reason why Zimbabwe should not be able to do so as well.

Whilst the economy is dominated by mining and agriculture, it is vital to also develop value addition within the country by developing the manufacturing sector as well. Exported raw materials and imported finished goods both deny the country true growth, as the value addition, along with the jobs to create it, is used and realised in another country.

The more value addition that is done in Zimbabwe, the more jobs that will be created; the more import substitution that will be effected and higher value exports will be created. Both will have a significant effect on the balance of payments problem the country currently faces, which is restricting so many other economic activities.

The clothing industry is especially efficient as an economic driver since it is so labour intensive. It also has low capital requirements, low energy and services requirement. Further, its impact on the environment is considerably low.

Many industries are using technology to substantially reduce direct labour content, but clothing manufacture cannot be substantially effected by technology as robots and computerisation are unable to deal with the flexibility and non-consistency of fabric. Most of the processes need human participation and that will not change in the foreseeable future. Therefore, it will always remain a high employment sector.

Zimbabwe needs to drastically grow its formal employment, and the clothing industry provides a basis to do this. Most countries that have developed their clothing industry have been able to use this as a base to develop and integrate their cotton value chains – China and Bangladesh being two of the biggest examples. They developed the clothing sector first so that the demand for the next stage in the value chain is already present. Such models are attractive to investment as investors do not need to develop their market, as it already exists. This is known as a market-driven development of value chains, as opposed to production-driven development.

Historically, Zimbabwe has used a production-driven model. But this approach often leads to production of goods which are not to the markets requirements and there is often a disconnect between the stages in the value chain, as is the case in Zimbabwe at present. Zimbabwe exports 98 percent of it’s cotton lint. Of the lint, most of the cotton yarn is exported to South Africa.

A market-driven approach would develop the whole value chain, including the production of edible oils and animal feed as by-products of the cotton seed. The Zimbabwe Clothing Manufacturers Association believes that the single biggest factor restricting an exponential growth of the clothing sector is the lack of access to competitive raw materials, particularly fabric.

Though there is a small range of fabrics available from local suppliers, these are not available in all constructions, finishes or even all colours. There is, however, concern about their uncompetitive price, their poor quality, particularly in the finishing, for example, dyeing and wet-processing. In addition, suppliers are largely inefficient. What is also worrying is that even though the bulk of the fabrics are imported, manufacturers are struggling to get forex allocations from banks.

Relying on imported clothing items is not sustainable. Although stakeholders, including Government, managed to create the Association of Cotton Value Adders of Zimbabwe (ACVAZ) in order to coordinate the cotton to clothing strategy (2014-2019), lack of funding has paralysed its operations. ACVAZ is convinced that the basis of the cotton value chain development is from a focus on quality and marketing of ecologically grown cotton.

The resources to develop all stages at one time are simply not available. The cotton growing stage must focus on quality and yield to ensure that it becomes viable for the farmer.- state media

SANCTIONS WAR: “We Owe Nobody An Apology”

Terrence Mawawa | An official in the Morgan Tsvangirai led MDC has said the opposition party will not apologise to anyone for sending emissaries to the United States of America to present the current state of affairs in the country.

Responding to a barrage of attacks from progovernment elements, MDC Director of Information and Public and presidential spokesperson, Luke Tamborinyoka said there was no need to apologise for the USA trip to anyone.

In a comment he posted on Facebook on Friday, Tamborinyoka said the MDC would not be deterred by unruly elements bent on frustrating democratic processes.

“We owe no one an apology for a global campaign for a return to legitimacy through free, fair and credible elections,” said Tamborinyoka.

Last week President Emmerson Mnangagwa’ s advisor, Chris Mutsvangwa went ballistic as he attacked Tsvangirai accusing him of setting untenable conditions for the formation of the much anticipated transitional authority.

MDC Supporters immediately threw their weight behind Tsvangirai for refusing to be used by Zanu PF to authenticate the system.

Tsvangirai is expected to speak on the current political developments in the country after returning from South Africa where he had gone for treatment.

Chiyangwa Exposed By Zambia Over Mnangagwa Match Cancellation

ZIFA boss Phillip Chiyangwa has been left exposed by Zambia over his reasons for cancelling the friendly match with Zambia. The match was meant to celebrate President Emmerson Mnangagwa’s rise to power.

The match was later announced as cancelled as instructed by the international authority, FIFA.

But ZIFA issued a statement saying the match was dropped due to the non-availability of National Sports Stadium. The local body said the stadium was booked for a wedding on the same date.

But contrary to that statement, Zambia’s FAZ has reported that the decision was made after ZIFA was informed by FIFA that the game was not going to be accorded international friendly status.  FAZ’s announcement reads in full:

The Football Association of Zambia (FAZ) wishes to inform members of the general public and the football family that the planned friendly match between Zambia and Zimbabwe has been cancelled.

This was after the host nation through the Zimbabwe Football Association (ZFA) told FAZ that they were unable to host the match after FIFA informed them that the match was not going to be accorded international friendly status.

However, the Football Association of Zambia will continue with preparations for the African Nations Championship (CHAN) with the team in the second week of camping in Lusaka.

Zambia is in the middle of preparations for the CHAN that will be held in Morocco from January 12 to February 4.
The Chipolopolo is in Group B alongside Ivory Coast, Namibia and Uganda.

FAZ will in due course announce the itinerary of the team before finally departing for Morocco.

By Farai D Hove| President Emmerson Mnangagwa has dropped the clearest hint that retired Gen Constantino Chiwenga is going to be Zimbabwe’s new first Vice President.

That position automatically sets Chiwenga as Mnangagwa’s perceived successor, according to the hierarchical order. The development which comes contrary to rumours that Mnangagwa was going to appoint Manicaland war-lady Oppah Munchinguri-Kashiri to the post, is likely to see the President also appoint a Ndebele Second Deputy as according to the 1987 Unity Accord which dictates so.

The Reuters news agency quotes Mnangagwa at a ceremony marking Constantino Chiwenga’s retirement and handover of the military reins to Phillip Sibanda saying,”I therefore urge you to maintain the same loyalty, robustness and dedication to duty as you move to your next assignment which is quite prominent.”

Mnangagwa did not elaborate.

The events of the last 4 weeks said to have been largely peaceful speak loudly against what Mnangagwa’s nemesis Phelekezela Mphoko had predicted months before that there would chaos upon Mugabe’s removal.

Mnangagwa last Friday said he would fill the two vice presidential posts in the following few days. Chiwenga is the top contender in what is seen as a reward for helping to end Mugabe’s 37-year rule.

So far the President has appointed several senior military officers to his cabinet and the ruling party’s executive politburo since he was sworn in as president on Nov. 24.

On Monday, Chief Secretary to the President and Cabinet Dr Misheck Sibanda announced that Chiwenga had retired pending redeployment. Chiwenga who has never been in visible politics for decades, has gained popularity with the masses following his successful handling of the Operation Restore Order mid last month.

Mnangagwa: The Bloody End Of Crocodile Politics | OPINION

The crocodile tears over corruption and crime in Zimbabwe that he continues to shed are not enough to drown his present crisis. This is a beleaguered man. The big paradise of power and prestige he sought to build is dangerously troubled. Suddenly the larger world has become too big and scary, he cannot answer the international questions being asked, and Zimbabwe itself has become too small like a muddy and drying pond, the crocodile cannot hide and time is ticking.

Making it all worse, forget the poorly but strong and brave Morgan Tsvangirai and the aged but durable Robert Mugabe, this particular man is unwell bodily, fragile and truly getting closer to palliative measures. The emperor is sick and the willing spirit and consuming ambition are not making it better, Mugabe hinted this but we were too excited to hear. The power of stealth, springing of surprises, the poisonous liver and the tenacity that are the political gifts of a real crocodile are not his anymore if they were in the first place, the mafiadom is crumbling. As misguided political excitement about the coup dies down, the cold reality that he has been the first criminal around Mugabe and that he is the true godfather of corruption that became richer than the country dawns, and the once friendly commanders, disunited and feuding amongst themselves, have started reading the riot act, this crocodile is a stooge of an ambitious and unprofessional soldierate that is also beleaguered. Behind the political scenes and the rhetoric of smiling commanders making press presentations, a civil war is brewing in the land. The coup makers cannot agree on anything past, present and future. Esizakubona lonyaka! Here is a true vertigonous imbroglio. A brainless giant is dangling guns and bombs and swinging around in the land.

The Impossible Promises

While Robert Mugabe was building his own reputation and opportunistic legend as a gallant anti-imperialist who championed indigenisation and economic freedom in Africa, forcefully re-possessing farms and factories from whites, Emmerson Mnangagwa, his historical side-kick was making dirty money protecting white commercial farmers and industrialists from dispossession, those he failed to protect and their farms were taken, he promised them redress when Mugabe goes, and now Mugabe is gone. Tense meetings were held while Mnangagwa was in hiding in South Africa recently, among other places, at the Waterkloof Golf Club in Pretoria, with Rhodies and some angry Afrikaner right wingers that have been plotting and funding the progress towards the coup for years. Here is the capital dilemma, will he deliver the farms and the factories back to the Rhodies and the Boers and betray some Zimbabweans in the mass or will he give the angry white supremacists the middle finger and risk an assassination or worse; these few but powerful monsters have the world system behind them. The crocodile, politically, is caught between the mud and some fire.

That Stubborn Chapter of Insanity

Both Mugabe and Mnangagwa desperately wished the Gukurahundi genocide forgotten. They even tried, not only unsuccessfully but disastrously, to use the land reform project to dilute the communities and populations of victims in the Midlands and Matabaleland by settling amongst them people from Mashonaland, a last minute attempt at nation building and social engineering. This made things worse. Mugabe wants the genocide forgotten as the mistake of insanity while ever simplistically, Mnangagwa thinks history, even that of a genocide, is like a boring book that can be closed at will by one that opened it. The chapter is not closing and the plea of insanity not holding either. The present coup has only energised Gukurahundi victims in Zimbabwe and the world over, some of them forgave but did not forget and others forgot but did not forgive, with Mnangagwa’s ascendancy and a changed world system, they smell justice. More interestingly, the betrayed Rhodies and angry Boers that I discussed above are the ones that are threatening to raise the stick of the Hague for Mnangagwa, a real stick for him as Mugabe can escape into old age and senility. A real but unverifiable document, the way all spooky texts are, quotes a statement Mnangagwa made: “It looks like it, for all the sins and crimes I did for him, HE is prepared to leave me behind out of power and without immunity, at the mercy of our joint emenies, how cruel can one treat a loyal servant like myself, a servant of jail and freedom time, I dealt death to my war time comrades for HE when he was in real danger.” Never mind the choreographed calmness, Mnangagwa is a terrified man. The document is stated as a letter he wrote and which he wanted leaked to Mugabe in the days before he was sacked.

Trouble in Paradise

Besides the fragile health, a grave condition of the body where organ failures and collapses are known to attack persons in a similar state, Mnangagwa’s most immediate terror is the anger and divisions that are in the troubled security sector. Most of us remember well the clean and uniformed generals that posed for the cameras with Robert Mugabe in the peak of the coup. Nothing is more novel than a smiling soldier, it had to appear like a true benevolent coup where the safety of the dethroned one and his family was guaranteed! These generals and the army details, police persons and the spooks, jointly and separately are not friends. They have been divided by politicians and business moguls along factional, tribal and money lines. After Mugabe who systematically found ways of being the glue and umbrella that brought every one of them together is gone, there is now trouble in the paradise. In the security sector, Solomon Mujuru’s wounded boys and some girls smell revenge, Mugabe’s own loyalists are not sleeping, Chiwenga’s own paid up troops are boisterous and excited, and some of Chiwenga’s loyalists are not necessarily Mnangagwa’s loyalists, it is a jungle of anger, hatreds and suspicions. The temperatures are presently cold between the chief coup maker and the chief coup beneficiary. There is talk of bringing in Dumiso Dabengwa to calm the sleeping but alive ZIPRA element and glue together the ZANLA element that is divided and chaotic. At long last, some despised and marginalised ZIPRA old boys are enjoying the trust of feuding ZANLA operatives that now can only admire the discipline of ZAPU cadres. And there are young educated technocrats in the security sector, philosophising mavericks that have scared wartime commanders into literally buying doctorates to keep up. Some scholarly pretenders in Zimbabwe and outside made good money drafting dissertations for moneyed security bosses in the near past. Some drafted and also marked them, the supervisor became the examiner and the principal in some interesting cases. The young and educated elite in the services have other ideas besides: Pasi Nemhanduuuu! And this is a problem, no one can blink, big people are not sleeping in the land. Some who were united on the coup are no longer friends after the coup as I write, bitter enemies, now spooking and monitoring each other by the clock.

The Hell of Pan-Africanism

In his long years in power, Robert Mugabe became a great African but a terrible and evil Zimbabwean. He enjoyed Pan-African support but did not achieve true national support except what he bought and what he forced with guns and sticks. The SADC and AU region might, at leadership level, be happy that Mugabe finally left but they are not excited that Mnangagwa took over the coup way in which he did. Mnangangwa’s coup is celebrated in Europe, America and in China, not in Africa. Outside the water and inside the house of power in Africa the crocodile has zero legitimacy, or does he have the intellectual resources to muster the diplomacy to build the legitimacy which is important political and historical capital. Around Mnangagwa are advisors like Chris Mutsvangwa, famous for sound and not sense, and too excited for a sober leader in a world that demands calm engagement and cutting edge diplomacy. Mnangagwa, with such advisors will build more enemies and some dangerous ones. The South Africans in particular, when one reads their recently declassified foreign affairs documents, are aware of the long relationship Mnangagwa in person as then security minister and ZANU-PF at large had with the apartheid regime. It is on record that Mnangagwa pledged to work with the apartheid regime to crash Umkhonto weSizwe and ZIPRA in Zimbabwe. Like Botha, who was also infamously called “The Great Crocodile” many African regimes are at best suspicious and at worst contemptuous of Mnangagwa who is a real anti-climax from Robert Mugabe the polished orator who used to raise hair in AU, SADC and UN platforms. In a rhetorical encounter, in speech and political performance, Mugabe the genocidist, was a champion of world note. Emmerson Mnangagwa is in all that, a true and powerful sleeping tablet to audiences that have gotten used to Mugabe’s angry, hateful but still artistic deliveries. Africa, in particular, will be a diplomatic hell for Emmerson Mnangagwa, a real stumbling block of a fatal measure.

The Banality of Evil

Robert Mugabe will go down in history as an evil genocidist who used revolutionary talk to mask his personal thirst for power. He oppressed, exploited and killed for power. He has been received by the world as a true tragic figure who carried all the promise for Zimbabwe and humanity but delivered dead bodies and mass graves. On evil and its banality, stupidity and sinfulness Mnangagwa will go down the same but also worse off, no amount of soap or reformist coup propaganda can wash him clean of the massacres and assassinations of masses and at times innocent children. Politically Mnangagwa sees nothing, not opponents, no adversaries but blood enemies. Mnangagwa cannot be a tragic figure because his evil is not covered by any promise, such as the art and choreography of good that Mugabe held, this man belongs to the realm of politics as the science of annihilation and expenditure of lives, witchcraft itself. This will not stop and pressure will soon force him to his tried and tested art of killings. With the primitive talk of his excited supporters that the military will be involved in election campaigns, something that would embarrass even a fascist regime, Africa and the world should prepare to overcome another genocide. Left unchecked, Mnangagwa and his excitable supporters will seek to silence old victims with more violence and also create new victims with the same art of killing the enemy. As the world presently stands the Hague might get Mnangagwa before the “flue” that is eating him expires him.

The Great Enchantment

Did the coup excite Zimbabweans? It was a spectacular explosion of biblical extents. Newsmen suspended journalism, lawyers abandoned jurisprudence and high priests turned away from theology to celebrate “getting out of the constitution to deliver change and then going back, hopefully, to the constitution again.” Veteran opposition politicians and enduring human rights activists gathered to deliver a Zimbabwean spring, the world’s first benevolent coup and selfie revolution. Even the very embodiment of political principles, the one who jumped Mugabe’s ship in ethics, Nkosana Moyo was reported ready to work with the new regime. Well, the signs are already out, and the reality is unfolding and will soon present itself in very cold and bloody terms, Zimbabwe is now under the tyranny of a military junta. Sadly, some respectable people, possibly eyeing possible appointments and promotions have indelibly lent their big names in support of this coup. Even such dangerous nonsense as that “the AU and SADC must stay away from our coup, where have they been” was temporarily elevated to political wisdom. Good Zimbabweans, we will soon wish the SADC, AU and UN were resident in Zimbabwe because a monster is afoot. The same biblical enchantment that blessed the coup, with the opposition and Zimbabwean masses tragically mobilised into it, will be the same energy that will complete the tragedy of Emmerson Mnangagwa and his politics.

Behold Command Elections

One day Africa will take Paul Kagame and his political lessons seriously. The lesson that when a genocide appears it must be attacked, solved and measures put to prevent any of it in the imaginable future is epochal. The coming elections in Zimbabwe will be command elections, the constitution and the world will be ignored and Zimbabweans on the pain of fire, sticks and guns will be told how to vote. Politically, that is in the ideological sense, the North Koreans are in power in Zimbabwe. What Perence Shiri, Dominic Chinhenge (now called Constantino Chiwenga) and Emmerson Mnangagwa are known for in Matabaleland will soon be seen by the whole country. Anyone who saw the mass shootings, rapes, forced sexual acts between children and parents, people forced to dig their own graves before they are shot, burning of entire families in tightly locked huts and the bayonetting of pregnant women will not wish the evil for even Lucifer himself and his expelled angels. The Gukurahundists are in power and they want your votes the Gukurahundi way. The coming command elections will make Zimbabwe miss the carefully and artfully crafted manifestos of Jonathan Moyo, those jingles and political aphorisms that sought to modernise and give a democratic soul and face to ZANU-PF, and even Grace Mugabe’s rantings will be remembered as gospel in the presence of the coming storm that washes away the criminals around Zimbabwe. The previous genocide was supposedly after some dissidents, the coming one is after some criminals in reference to political opponents. Real hoodlums and hooligans that have no ideas in Zimbabwe or have they any idea of Zimbabwe and its future are in power and want your endorsement. These fanatics and sycophants of the junta, in their school boy simplicity, are in many ways like suicide bombers, they are prepared to die and to be hanged at the Hague, the problem is that they want you to die first, worse; even children in Zimbabwe know that this lot cannot win a free even if unfair election in hell.

People and Principles

Recently Wole Soyinka asked African scholars to worry less about the African problem of leadership and stress over the crisis of followership. To look at the excitable fanatics and dung-brained sycophants who push leaders into evil is what we need to do. Blinding excitement and deafening simplicity and excitability of supporters buries leadership and leaders. In a shallow political grave, Emmerson Mnangagwa will be buried by those that profess support for him but do not have an idea how the world works, people that live for the minute. Does anyone remember the clip of Christopher Mutsvangwa, in the thickness of the coup when Mugabe was in resistance, saying they (war vets and the army) will allow the crowds into Mugabe’s house and the “mob will do their thing,” that is tear the dictator apart with stone, knife and hand. A warning that Joshua Nkomo gave to Mugabe “don’t teach young people blood, next they will want yours.” Not only Chris, many people that were brought up by Mugabe and in his day worshipped him, were prepared to kill for him, benefitted from his crimes, were now prepared to kill him for easy promotion in the new era. If Emmerson Mnangagwa dreams himself safe from these unprincipled killers around him then he is a true log in the water that believes that it is a crocodile. Zimbabwe is going through really interesting and dangerous times, many are in danger who think of themselves dangerous.

Drama As 2 Women Collapse In Long Bank Queue

Terrence Mawawa, Masvingo | Two women collapsed in the wake of the simmering heat of the sun as they waited for cash in a long and winding bank queue.

Ironically the two women collapsed simultaneously as they waited for patiently to withdraw cash from the Automated Teller Machine(ATM) at FBC Bank.

Bank officials confirmed that the two women collapsed as a result of the sweltering heat of the sun.

The two women were rushed to Masvingo Provincial Hospital for medical attention.

“Two women collapsed while in a bank queue today.However we do not have information on what actually happened,” said an official at the bank.

The Emmerson Mnangagwa led government is under immense pressure to solve the cash crisis in the country.

Last week Finance and Economic Development Minister, Patrick Chinamasa said the government was making frantic efforts to combat the cash woes in the country.

Graft-Busting Chiri’s Term To Be Extended

Former president Robert Mugabe dismissed Chiri in July but reinstated her in September after Members of Parliament across the political divide opposed his plan to replace her with Industrial Development Corporation (IDC) boss, Mike Ndudzo.

The MPs felt that Chiri was being sidelined for speaking truth to power, and that she rattled her bosses with regular revelations of graft, profligacy and mismanagement of resources in government, parastatals and public institutions.

The President is required by the constitution to consult Parliament to approve the appointment of the Auditor General.

The constitution also demands that the person to fill in the AG post must be an auditor with 10 years experience.

“The constitution provides that the President has power to reappoint any holder into such office. I will therefore bring a motion that in terms of section 310 (1) of the constitution, this House resolves that Mildred Chiri be appointed AG for a further term of office,” Chinamasa told the National Assembly today.

Chinamasa did not say when he will bring the motion before Parliament.

Chiri was appointed Comptroller and Auditor-General in 2004 before the Comptroller function was discontinued when the country adopted a new constitution in 2013.

However, according to the new constitution, the term of office of the Auditor General is a period of not more than six years. Chiri assumed the position under the new constitution in 2013.

Chiri has become something of heroin Zimbabwe, by pointing out corruption and the wanton theft of public funds in the Mugabe administration.

It is a long list of excesses and theft:

  • how the airport road cost was inflated without explanation under former Local Government Minister, Ignatius Chombo;
  • how ICT Minister Supa Mandiwanzira bought cars using funds from parastatals he oversees;
  • how NSSA somehow could not locate $6million worth of its own land;
  • how the bill for the airport runway went up by $13 million without authorisation;
  • $100 million in possible fictitious loan repayments, and many others cases.

Her reports were so detailed we even got to know the classy tastes of the senior officials.

At road agency ZINARA, officials paid themselves $3 000 for clothing and spent $2 250 month – enough to pay at least five government workers – on entertainment.

Despite operating on a measly budget, it was during her tenure that the annual Auditor General’s reports, which had lagged behind since 2000, became current.

New CIO Boss Moyo In Double Duty Scam

Ray Nkosi | Recently appointed CIO boss Isaac Moyo, is also still Zimbabwe’s Ambassador To South-Africa with questions being raised as to whether President Emmerson Mnangagwa is short of manpower.

Mnangagwa is set to meet the business community and investors in South Africa on Thursday, with an invitation letter signed by Moyo being circulated to Zimbabweans in the Diaspora and the media.

However, the above letter has courted controversy with political analysts questioning how the CIO boss can also still be carrying out his Ambassadorial duties. Writes Jelous Mawarire on Twitter : “Isaac Moyo is both Zim Ambassador to South Africa & Director General of CIO? What kind of thing is that? Surely when pple complain about security sector capturing government, this is what they will be talking about. DG Moyo shld either be Ambassador to SA, or CIO DG, not both.”

To which a Walter Muzambezi responds, “No jobs at all for others, while some have 2, whats happening?”

Ramaphosa Camp Split Over SG Vote

Newly elected ANC president Cyril Ramaphosa’s camp is deeply divided by the dispute over Senzo Mchunu’s defeat.

A leader from a province that supported Mchunu has dismissed the dispute lodged over 63 “non-existent” votes, and has urged the rest of the Ramapahosa team to accept that Ace Magashule is the new secretary general.

“We must move on, we were not successful. We shouldn’t fight over the outcome and risk creating chaos, and have uncertainty in the party and the ANC,” he said.

This could collapse the conference, the worried leader, who did not want to be identified, said.

The ANC elective conference’s steering committee met on Tuesday morning over the dispute and it is now expected that the matter will be discussed at the next plenary session.

News24 has seen a video of the Ramaphosa caucus meeting on Tuesday morning, showing a leader that appears to be Gauteng ANC deputy chairperson David Makhura telling gathered delegates to fight over the matter when it is discussed in plenary.

If not resolved, the issue could delay the voting for 80 members of the party’s all-powerful national executive committee (NEC), expected to be done on Tuesday.

“We know that if that matter is not resolved, even when they go to vote for additional (members of the NEC), they will be disenfranchised, and that is not good,” the leader, holding a loud hailer, is heard saying.

‘Quarantined’ votes

Some senior Gauteng ANC members have said the leader is Makhura, who is now standing in for provincial chairperson Paul Mashatile, after he won the treasurer general position.

The leader tells the crowd that Monday’s results were announced before the steering committee had resolved on whether the delegates were valid or not, and that the final tally did not include the votes that were quarantined in an envelope.

The speaker claims that five provinces behind Ramaphosa had raised the matter in the steering committee.

Mchunu’s supporters lodged a dispute, demanding that the 63 “quarantined” votes be added to the final tally.

However, speaking against the move, another source said that the votes were from disqualified delegates who had been thrown out of the conference after they had already been given accreditation cards.

“They were not on the voters’ roll because they were disqualified. When the verification process threw them out, they had already received their tags, but they refused to return them,” the source said.

He added that the independent election agency managing the process had allowed them to vote because they had insisted, despite not appearing on the voters’ roll. However, they had then been excluded from the final count because they were “illegally” at the conference.

‘Certain things, you have to accept’

He said the initial figure of 68 mentioned referred to delegates who did not turn up for the overall vote. The ANC had accredited 4 776, but only 4708 voted.

Magashule won 2 360 votes, while Mchunu received 2 336.

The Nkosazana Dlamini-Zuma camp that lost the presidency has threatened that, if a recount of the secretary general position is allowed, they will insist on a rerun of the election for the entire top 6.

North West ANC chairperson Supra Mahumapelo told News24’s Polotiki that the dispute risked damaging the image of the party.

“Certain things, you have to accept, to live within the ANC, even if you are not happy or uncomfortable with certain positions,” said Mahumapelo.

There is worry in the Ramaphosa camp that his presidency will be weak, after the Dlamini-Zuma camp scored three critical positions of deputy president, secretary general and deputy secretary general.

The camp is hoping to win a majority in the vote for the NEC, to ensure control of the body.- News24

RAMAPHOSA IN: “We Were Short-chaged”, Cry ANC Women

The ANC Women’s League is not happy with the ruling party’s new top six. That was made clear at a press briefing at Nasrec on Tuesday, where the Women’s League executive told media that the ANC has failed women by electing only one female member into its top leadership. President Bathabile Dlamini blamed the loss of Nkosazana Dlamini Zuma on prevailing patriarchal attitudes within the party, and hinted that new ANC deputy president DD Mabuza had won his position by riding on Dlamini Zuma’s coat tails.  “We cannot be proud of this outcome,” ANC Women’s League president Bathabile Dlamini told journalists on Tuesday. She was responding to Monday’s election of the ANC’s top six: a group which includes just one woman – deputy secretary general Jessie Duarte – despite it being ANC policy that there should be gender parity in its structures at all levels.

Dlamini made it clear that the Women’s League feels betrayed by the men of the ANC. She suggested that the only way that Duarte was able to win her position was because she was competing against another woman – little-known Cosatu official Zingiswa Losi – for the role of deputy secretary general.

“If (Duarte) was standing (against) a man she would have gone under the bus, and we would be sitting with an all-male top six,” Dlamini charged.

“Comrade OR Tambo must be turning in his grave, and there is no doubt about that.”

Dlamini said that some of the men who succeeded in their campaigns did so by using “the face of a woman” – an apparent reference to new deputy president DD Mabuza, who was part of Nkosazana Dlamini Zuma’s slate. It appears that the league blames Mabuza’s behind-the-scenes horsetrading for costing Dlamini Zuma the election to some extent.

Women’s League spokesperson Toko Xasa subsequently elaborated that such men, whom she did not name, “did not pull the candidate up”, but “used (her) as a ladder”.

Said Xasa: “This is how patriarchy is really rearing its ugly head.”

The Women’s League executive came in for a grilling from journalists who wanted to know why – if their commitment was truly to women in leadership – the league had not also thrown its support behind Lindiwe Sisulu’s attempt to become deputy president, rather than solely focusing on Dlamini Zuma.

Dlamini was incoherent on this point, calling it an “unfair question”. She suggested that the media should instead be acknowledging the fact that for the first time in the ANC’s history, multiple women “freely” stood for election into top leadership.

The Women’s League leaders brushed off suggestions that they should partly blame themselves for Dlamini Zuma’s failed campaign, saying that they had no intention of resigning.

Asked if Bathabile Dlamini would pledge her allegiance to the new ANC president notwithstanding her anger about the election result, Dlamini obliged without great enthusiasm.

“Yes, I’m going to support Comrade Cyril as president of the ANC,” she said. DM

Mnangagwa Doesn’t Drink Beer

President Emmerson Dambudzo Mnangagwa became a teetotaller during the liberation struggle in Mozambique after he witnessed fellow comrades die of excessive alcohol consumption. The President revealed this in July, 2015 when he was Vice President during his official visit to China while touring beer manufacturing giant Tsingtao Brewery Co. Ltd, in Qingdao Shandong province.

After he was taken through the production lines of the brewing company, Mnangagwa was invited to sample some of the company’s beer brands. But after making a toast, he smiled and kept holding his beer mug, much to the amusement of the hosts and his delegation, who expected him to take a sip. Other members of his delegation, including the Minister of Industry and Commerce Dr Mike Bimha, quickly emptied their mugs.

Mnangagwa then explained: “Let me tell you something. I used to drink alcohol a lot during the liberation struggle but abstained after we lost some of our finest men not because of bullets or bombs from the enemy, but due to excessive consumption of alcohol.

“We then sat down as commanders and said can we allow this to continue? Can we continue to lose our men to alcohol? Since that time I have never taken alcohol,’’ he said.

Tsingtao Brewery Company Limited is China’s second largest brewery and it’s subsidiaries across that country are involved in the production, distribution, wholesale, and retail sale of beer products. The company also exports to over 80 countries.- Manica Post

ARMY LATEST: Mugabe And Grace Walk Away With Limo

Former Zimbabwe president Robert Mugabe has had his travel and security expenses drastically cut but has been allowed to keep the presidential limo and a wing in State House, a newspaper reports.

Mugabe, who was persuaded to resign last month after a military takeover, has been able to keep his bullet-proof black Mercedes limousine, says the Zimbabwe Independent.

But now the limo is registered with an ordinary yellow number plate – and not the infamous white “Zim 1” plate it used to carry.

Meantime the Zimbabwe Independent says Mugabe travelled to Singapore last week with a drastically-reduced entourage. His wife Grace still insisted on keeping half a dozen bodyguards.

“Mugabe had to compromise by allowing a smaller contingent as well as a smaller security team so that Grace could be allowed to travel with a six-member security team for herself,” a government source told the paper.

“In the past he would have taken over 80 people,” the source added.

Mugabe is understood to have some international travel expenses included in his retirement package. But his foreign trips are likely to be severely curtailed. The Zimbabwe Independent said the former president spent more than $32 million on foreign travel between January and September this year.

Zimbabwe’s new president Emmerson Mnangagwa has shown signs of wanting to cut costs like these. Finance minister Patrick Chinamasa allocated just $17 million to Mnangagwa and his cabinet for foreign travel in the 2018 budget.

Security at the Mugabe’s Blue Roof mansion in northern Harare – where the Mugabes were held under house arrest during last month’s military takeover – has now been cut from 85 guards to 20, the Independent said.

Mnangagwa, who was on Friday confirmed as Zanu-PF’s only presidential candidate in 2018 elections, has allocated Mugabe a wing of State House as his personal space in case he wants to entertain official visitors during his retirement.

Farai Maguwu | ‘Operation Restore Legacy’ nearly became Operation Restore Legitimacy when the masses were ‘allowed’ to march through Harare and demand that Mugabe steps down. Whilst some of us were very clear that Zim was cascading down to hell, to many Zimbabweans the 18th November march was the greatest moment there ever was in the fight for democracy in the country. But those who thought this was the dawn of a new era ignored many questions they should have answered.

‘Operation Restore Legacy’: Whose Legacy and whats in that legacy?

Whilst the military was very clear in their objective, more than 99% of the people who took to the street or supported the coup from their homes, including the excitable opposition establishment, never asked whose legacy the military sought to restore. Even more worryingly, none dared to question whats in that legacy.

The military said it wanted to restore the legacy of revolutionary elements within ZANU PF. These revolutionaries, claimed the army, were being unfairly kicked out of ZANU PF by G40. The military was also concerned by what it termed instability in ZANU PF. Thus it sought to restore the legacy of war veterans and senior ZANU PF and military officials that was under threat from the Grace Mugabe led G40.

At the heart of the Zimbabwe crisis is the question of legitimacy. ZANU PF has claimed its legitimacy to rule from the 1970s liberation struggle. When Mugabe was soundly defeated by Morgan Tsvangirai in 2008 he declared the pen can’t defeat the gun – a double reference to the liberation war and the current partisan military establishment that silently staged a war against the MDCT supporters till Tsvangirai capitulated and accepted to serve Mugabe under the Inclusive Government. By reversing the MDCT victory in 2008 the Zimbabwe National Army restored ZANU PF legacy.

The fight to ‘restore legacy’ was also witnessed in 2002, on the eve of the 2002 presidential election when the Generals, led by Vitalis Gava Zvinavashe declared that they would not salute a leader with no liberation war credentials.

This legacy is littered with so many graves of innocent Zimbabweans whose only crime was to belong to the opposition. Its the same legacy that led to the Gukurahundi atrocities of the early 80s. No one must feel sorry for Mugabe. He also committed so many atrocities in the name of preserving ZANU PF legacy – their claim to be anointed by a certain macabre god of violence and corruption to destroy our beautiful country till they drop dead. It is this legacy which majority of people ignorantly marched to preserve.

Dawn of New Error!
Now the full fledged militarization of the State, never mind the cosmetic war on corruption which will yield nothing, will perpetuate the ZANU PF ruinous rule for a few more years. The expected elevation of the unelected General Chiwenga to the position of Vice president will complete the subversion of the will of the people or the raping of the nation. There will be more corruption under the military rule than ever before – ask the Nigerians! By allowing the military to subvert the constitution, Zimbabweans committed themselves to a very uncertain future.

The accelerated demise of ZANU PF

The militarization of ZANU PF and the state is the last stand of ZANU PF against the Zimbabwean people. The not so new government will continue to cut out corrupt deals that only benefit themselves and their foreign benefactors. Already reports from Marange say the Chinese are being seen loitering in the community. If the Chinese are back to extract diamonds in Marange, who did President Mnangagwa consult before making that decision? Were the people of Marange, let alone Manicaland, consulted?

Until the military coup, ZANU PF had died due to its failure to transform itself from a liberation movement to a democratic political party. It lacks both internal democracy and the commitment to compete for power with other political parties. This sense of entitlement emboldened the party to plunder the nation’s resources as their fat check for liberating the country from British colonial rule. Hence Zimbabweans were united against the party by the squalid economic conditions created by the ruinous policies and corruption by party officials.

Now with Generals masquerading as cabinet officials, the biggest weakness of Mnangagwa’s government is capacity. The Generals will continue to see everything through the military lenses. Failure is certain. Violence shall be used to suppress dissent but violence has a threshold and this limit will be reached soon.
Thus the military coup is only but a painkiller that will momentarily suppress the ZANU PF illness without taking it out. The demise of ZANU PF is imminent as the party has no capacity or desire to reform. ZANU PF has failed even to learn from fellow liberation movements such as ANC which has cultivated a rich culture of internal democracy. Only yesterday Cyril Ramaphosa won a hotly contested ANC election whilst ZANU PF spent millions of dollars to ENDORSE Emmerson Mnangagwa as party first secretary and President whom they mandated to APPOINT his Politburo. In ANC the top 6 was elected by the Congress but in ZANU PF they are appointed by an individual. This is the hallmark of an outdated and dying political institution.

ZANU PF will fall from power within the next 5 – 10 years and thereafter the party will be in the same category with the Nazi party of Germany.

Govt Orders Bus Companies To Revert To Old Fares

Government has condemned fare hikes by bus operators ordering the companies to stick to stipulated charges or risk losing their licences.

Bus operators plying local routes yesterday increased their fares by 15 percent or more in defiance of President Emmerson Mnangagwa’s recent call on businesses to stop profiteering.

 In an interview yesterday, the Minister of Transport and Infrastructural Development, Dr Joram Gumbo said fare hikes were unjustified as they are tantamount to ripping off the public.

Dr Gumbo said he was going to take up the issue to Cabinet so that Government can swiftly address the matter.

He said his ministry as the regulator for the transport sector will be forced to withdraw licences for operators found wanting.

“I only give permits. I don’t have anything to do with pricing but if people are using prices which are not correct that becomes a police case. We don’t encourage fare hikes because that is making life very hard for people, we are seeing that happening in shops, prices of groceries have gone up,” said Dr Gumbo.

“It’s not fair. If I am to know which bus company is doing it I will actually ask officials from my ministry to withdraw their permits because it’s not fair.

People must learn to comply with the law. They have made their fares to be known, they should follow those fares.”

Last week, President Mnangagwa urged businesses to stop profiteering.

“I exhort all retailers and service providers to desist from wantonly increasing prices. I urge us to stop profiteering tendencies; let us have the people at heart; let us give our new economic era a chance. We can achieve this by working together and putting our nation first,” he said last Friday.

A Chronicle news crew yesterday visited several bus termini in Bulawayo and established that bus operators had indeed increased fares.

For example, buses plying the Bulawayo- Harare route had increased their fares from $13 to $17 while those for the Bulawayo-Tsholotsho jumped from $6 to $9.

Those plying the Victoria Falls to Bulawayo route increased their fares to $20 from between $13 and $15.

“We are entering the holiday season, it’s normal for us to hike bus fares.  We have to profit in this travelling season.

“Some of the buses might have not increased the fares today but if you come tomorrow it will be a different story. They won’t be charging the same,” said a bus conductor, who declined to be named.

Some travellers argued that the price hike was not justified.

“Why is it that cross border buses have not increased fares yet our local buses want to rip us off? We are already struggling, prices for groceries have shot up, what kind of a Christmas are we going to have with our children? Someone has to put a stop to this,” fumed Mrs Patience Manyeruke.- state media

Mujuru Is Elected BUZ President

Former Basketball Union of Zimbabwe (BUZ) secretary-general Joe Mujuru was elected president of the association after beating Roderick Takawira in elections held in Harare on Saturday.

Mujuru beat Takawira by 11 votes to one cast by the electorate comprising 12 provinces.

He was joined in the six-member executive committee by Charmaine Chamboko (secretary-general), Sikhumbuzo Ndlovu (president technical commission), Opportunity Moyo (president women and youth commission), Ignatius Yesaya (president competitions commission) and men’s national team captain Taurai Chitsinde, who was elected president of the athletes’ commission.

Mujuru promised to spend his four-year term working for the development of basketball in the country and the establishment of a national league.

“I am very happy that the electorate decided to vote for me.

“They believe in my plan for the development of the sport in the country and now I have an opportunity to see that this is achieved,” said Mujuru.

He promised to stick to his manifesto and work towards attaining the results needed to ensure that the game begins to grow and develop a national outlook.

Presently the national association and its officials have concentrated the sport in Harare and Bulawayo.

“I intend to work with my fellow executive members to do away with the prevailing situation whereby basketball is the preserve of Harare and Bulawayo.

This is the case both on and off the court.

“What we need to do now is to start working towards taking the game both technically and administratively to the rest of the country.

“Technically this will create a larger pool of players for our national teams to choose from and this can only make us better on the court.”

He said he will also look at the establishment of national leagues to unlock the market value of the game.- state media

Mnangagwa Goes For The Kill, Boots Out All Mugabe Remnants

Fararia Madhumbe | President Emmerson Mnangagwa has now gone for the kill by ridding the ruling Zanu PF party of all former President Robert Mugabe’s supporters and allies, within the party and in the Parliament.

Mnangagwa who himself was a victim of a vicious purge under Mugabe forcing him into exile in neighbouring South-Africa, had his political fortunes turn around after the military intervened in a coup code named “Operation Restore Legacy.”

The state media reports tha at least eight more Zanu-PF Members of Parliament are set to be ejected from Parliament after the ruling party’s Extraordinary Congress held last Friday adopted a Central Committee report recommending their expulsion, together with 12 other party members. The 20 Zanu-PF members were part of the G40 cabal that was causing chaos and instability in Zanu-PF before the Zimbabwe Defence Forces (ZDF) moved in to pacify the situation under Operation Restore Legacy.

The adoption of the Central Committee report recommending for their expulsion signalled the end of their stint as legislators, as it meant they were no longer representing the interests of the revolutionary party under whose ticket they went into Parliament. “The following members of the G40 cabal who had, through their nefarious activities destroyed the legacy of His Excellency the President Robert Gabriel Mugabe be and are hereby expelled from the Party,” read the minutes of the Central Committee report.

The eight are Messrs Paul Chimedza (Gutu South), Shadreck Mashayamombe (Harare South), Samuel Undenge (Chimanimani East), Makhosini Hlongwane (Mberengwa East), Sarah Mahoka (Hurungwe East), Walter Mzembi (Masvingo South) Anastacia Ndlovu (Proportionate Representative) and Eunice Sandi Moyo (Senator).

Their pending expulsion from Parliament is in terms of Section 129 (1) of the Constitution. Section 129 (1) provides as follows: “The seat of a Member of Parliament becomes vacant if the member has ceased to belong to the political party of which he or she was a member when elected to Parliament and the political party concerned, by written notice to the Speaker or the President of the Senate, as the case may be, has declared that the member has ceased to belong to it.”

Five other MPs from Zanu-PF were expelled from Parliament last month after Zanu-PF wrote to the Speaker of the National Assembly that they were no longer representing the party’s interests in Parliament. They are Messrs Saviour Kasukuwere (Mount Darwin South), Kudzanai Chipanga (Makoni West), Ignatius Chombo (Zvimba North) Professor Jonathan Moyo (Tsholotsho North) and Mandiitawepi Chimene (Mutasa South). Zanu-PF’s Extraordinary Congress also adopted the expulsion of other party members who were part of the G40 cabal.

Drama As 9 Inmates Escape From Prison

At least nine inmates escaped from prisons in Mashonaland West Province in 2017, amid calls for vigilance by the Zimbabwe Prisons and Correctional Services (ZPCS).

Of the escapees, five were re-arrested while four are still at large. Hurungwe Prison had five inmates who escaped during the course of the year, while three escaped from Kadoma Prison and one from Chinhoyi Prison.

Speaking at an end of year party at Chinhoyi Caves Hotel on Friday evening, Officer Commanding Prisons in Mashonaland West, Senior Assistant Commissioner George Denya said: “Inmates usually want to join their fellow friends outside and they try all tricks to go out unlawfully, therefore, go and alert your subordinates to be more careful whenever they are on duty.

“We want zero tolerance to the escape of inmates.” Herald

Zim Constitution To Be Read In 16 Different Languages

The Justice ministry yesterday signed a Memorandum of Understanding (MoU) with the Zimbabwe Catholic Bishops Conference (ZCBC) to translate the national Constitution into all 16 official languages.

The country’s new Constitution – which came into force in 2013 – is currently in English, and only provides abridged versions in only eight vernacular languages.

Speaking at the signing ceremony at the New Government Complex, Justice minister Ziyambi Ziyambi described the MoU as historic and a necessity.

“Government is obligated in terms of Section 7 of the Constitution to promote public awareness of the Constitution by, inter alia, translating it into all officially recognised languages and disseminating as widely as possible.

“It is in accordance with this constitutional directive that government has embarked on a number of programmes and projects to ensure that the majority of our citizens are aware of the provisions of our Constitution,” Ziyambi said.

The initial phase of translation is going to be carried out on four vernacular languages — Shona, Ndebele, Kalanga and Tonga — in an exercise that is expected to be completed in the next three to four months.

The process will involve top jurists and linguists and other independent parties.

ZCBC representative father Fraderick Chiromba said: “This work of translating the Constitution has also made us to have a better understanding of the Constitution itself.

“We thank the government for the opportunity to translate the Constitution. It also helps the people not to just have the understanding of the Constitution but to own it as well.- Daily News

Chiwenga Cleared To Take Over

President Emmerson Mnangagwa has cleared the path for General Constantino Chiwenga’s ascendancy to become one of his two deputies and probably successor.

In a statement released yesterday, the chief secretary to the President and Cabinet Misheck Sibanda said the decorated soldier who led the military intervention that brought to a crashing end former president Robert Mugabe’s 37-year-old rule, has been retired from the Zimbabwe Defence Forces (ZDF) “pending redeployment”.

While the statement did not specify where he would be redeployed to, the Daily News can report that the 60-year-old veteran of the country’s liberation struggle would be Mnangagwa’s second-in-command in government.

Zimbabwe National Army (ZNA) commander Philip Valerio Sibanda has since replaced Chiwenga as ZDF commander – a promotion that also earned him the status of a full general.

Sibanda’s elevation was part of a raft of changes in the security sector, consider a pillar of support for the ruling party.

Last Friday, Mnangagwa left the country in agonising suspense after he deferred the appointment of his two deputies as per the Zanu PF constitution, but hinted that he would make the announcements this week.

To all intense and purposes, Chiwenga’s appointment will complete a military takeover of Zanu PF—a party that has close links with the current crop of war generals predating the country’s independence from the British in 1980.

The appointment of air marshal Perrance Shiri and Major General Sibusiso Moyo into Mnangagwa’s first Cabinet have largely been interpreted as his show of gratitude to the military for clearing his way to State House.

Yesterday, Mnangagwa promoted Shiri to the position of chief air marshal while Moyo is now a full lieutenant general.

Both sit in the Zanu PF politburo.

Chiwenga underline his role as the kingmaker in Zanu PF at the party’s congress held last week with virtually everyone, including Mnangagwa, paying homage to his role in the ejection of Mugabe.

The country has been without its two vice presidents since last month when Mnangagwa was fired from both government and Zanu PF.

After Mnangagwa and his Team Lacoste faction made a dramatic comeback — riding on the coattails and tanks of the military—the other vice president Phelekezela Mphoko became part of the collateral damage targeting key members of the rival Generation 40 faction.

Chiwenga, was born Constantine Guveya Chiwenga on August 25, 1956 in Mashonaland East’s Wedza District.

He went to school up to Form 4 at St Mary’s Mission along with Shiri.

On July 29, 2016, he changed his name to Constantino Guveya Dominic Nyikadzino Chiwenga.

Chiwenga went to war in 1973 and received military training in Mozambique as a Zanla militant.

He adopted the war name of “Dominic Chinenge”, rising through the ranks to become a provincial commander for Masvingo/Gaza Province, deputised by George Chiweshe who was the provincial commissar.

He was later promoted to the High Command in 1978 to the post of Zanla deputy political commissar, as Josiah Tungamirai’s deputy.

In 1981, he was attested to the newly-formed ZNA as a brigadier commanding First Brigade in Bulawayo.

He was later promoted to the rank of major-general and reverted to his original name of Constantine Chiwenga.

On the formation of the ZDF in 1994, he was promoted to the rank of lieutenant-general and was appointed commander of the ZNA.

Upon the retirement of General Vitalis Zvinavashe in 2004, he was promoted to the rank of commander of the ZDF.- Daily News

Tsvangirai Expected Home From South Africa This Week

MDC-T leader Morgan Tsvangirai is expected home this week from South Africa, where he is receiving medical treatment, his spokesperson Luke Tamborinyoka has revealed.

“He is fine,” Tamborinyoka said, adding: “He will definitely come back home this week.”

Tsvangirai last year disclosed that he has cancer of the colon and had been frequenting neighbouring South Africa for treatment, amid calls back home that he should relinquish power to one of his deputies due to ill health.

Some members in his party were reportedly burning the midnight oil mobilising party structures to call for a special congress to recall him as leader.

Tsvangirai was in South Africa when the military launched Operation Restore Legacy that saw former President Robert Mugabe resign under pressure to give way to his ex-deputy Emmerson Mnangagwa.

Tsvangirai returned to Zimbabwe briefly reportedly “to negotiate a transitional government with Mnangagwa”, but returned to his hospital bed in South Africa after Mugabe’s former deputy named his Cabinet that excluded opposition parties.

Mnangagwa’s special adviser Christopher Mutsvangwa accused Tsvangirai of making outrageous demands for him to be part of a transitional arrangement, but Tamborinyoka rubbished the claims, saying his boss never went into negotiations with the President.- Newsday

ZBC Unblocks Hosiah Chipanga

For the first time in eight years, Zimbabwe Broadcasting Corporation (ZBC) interviewed veteran sungura musician Hosiah Chipanga signalling an end to the ban they imposed on the controversial artiste in 2009.

In a report headlined “Chipanga’s new album set to be a record breaker,” ZBC all but confirmed that the Mutare-based artiste was now back in their good books.

The report, whose unusual complimentary tone took the Ndafunga Zano singer and his fans by surprise, stated:

“Chipanga also said his forthcoming album titled Gumi Remitemo YaMwari Yakazara (The 10 commandments of God) and will be a hard-hitting social commentary, is expected to hit the airwaves soon.

“For now Chipanga said despite having fallen on hard times, his latest offering will show that he is not a spent force as he is still crafting lyrics that are being described by many as par excellence.”

In an interview with the Daily News yesterday, Chipanga conceded that the ZBC interview came as a “pleasant surprise.”

“I was equally surprised to see ZBC reporters coming for an interview. It is a positive development in my music career to be back on national television after such a long blackout. I hope they will go on to play my music again,” the Kwachu Kwachu singer said.

He added that he has been encouraged by recent political developments which propelled Emmerson Mnangagwa to the presidency.

“Mnangagwa is trying his best to correct his predecessor’s mistakes just like what the biblical Joshua did after Moses,” he said.

Efforts to obtain an official comment from the State broadcaster were fruitless.

Firstme Vhitori, who is in the public relations department, referred the Daily News to her boss who repeatedly did not answer his phone.

The new ZBC stance runs contrary to their 2009 position when they banned Chipanga’s album Hero Shoko because of its “provocative political statements.”

In a letter written by then ZBC secretary Norman Mahori to Chipanga’s lawyers, Gutu and Chikowero Attorneys, the national broadcaster confirmed the ban of the controversial artiste:

“After listening to the six tracks on Hero Shoko we are of the view that some of the tracks contain provocative political statements which we feel is out of place especially during this time of the infancy of the inclusive government.

“As a public broadcaster, it is our duty to promote harmony in society. We will accord airplay to those tracks which we found to be in order,” said the ZBC official.-Daily News
