Botswana Brisks Mnangagwa On DRC

Ray Nkosi | Botswana yesterday brisked President Emmerson Mnangagwa on his position over the Democratic Republic of Congo (DRC).

As Mnangagwa was leaving for the DRC, Botswana’s President, Ian Khama issued a statement saying DRC President Joseph Kabila is not legitimate. SEE PICTURED LETTER BELOW:

Botswana also called on Kabila to step down, saying other countries should do the same, an apparent direct swipe at Zimbabwe just after the latter announced Mnangagwa’s travel plans.

Botswana said in their statement, “the ministry of international affairs said the ‘worsening humanitarian situation’ in DRC is fulled by the fact that ‘its leader has persistently delayed holding elections, and has lost control over the security of his country.”

But Mnangagwa flew out within hours of that statement to as reported, meet Kabila.

The state media reported it as part of his “courtesy calls on fellow Heads of State and Government in the region to apprise them of political developments in Zimbabwe that culminated in the resignation of his predecessor Robert Mugabe last November.”

Presidential spokesperson Mr George Charamba yesterday said besides the courtesy call, the visit will see the two countries discussing bilateral relations.

Prof Nyagura Suspended Over Grace Mugabe’s “Fake” Ph.D

By Farai D Hove| The University of Zimbabwe (UZ) Council has with immediate effect suspended Vice Chancellor Professor Levi Nyagura over former First Lady Grace Mugabe.

The development is a culmination of efforts by lecturers at the institution who raised the matter soon after Grce’s husband’s removal in November last year. They were shortly after that allegedly victimised by Nyagura himself.

Two weeks later, Nyagura was arrested and as of yesterday sources at the university reveal that Pro-Vice Chancellor Professor Pedzisai Mashiri has since been appointed to act as the Vice Chancellor.

“Mashiri is now our Pro-Vice Chancellor,” a senior source told reporters.

Nyagura is accused of abuse of office after he allegedly and unprocedurally awarded a Doctor of Philosophy degree to Grace Mugabe in 2014. Mrs Mugabe completed the degree within 3 months of registering for it.

Her husband, Robert was university chancellor at the time.

Nyagura was arrested on Friday 16th February following pressure on the Zimbabwe anti-Corruption Commission over the suspected fraudulent award.

NPRC Undeterred By Mthwakazi Protests

By Paul Nyathi| The National Peace and Reconciliation Commission is continuing with it’s business as usual despite interruptions by the Mthwakazi Republic Party of public hearings in Bulawayo and Lupane.

In an interview with ZimEye.com, NPRC commissioner Geofrey Chada said that the commission is proceeding with it’s consultations throughout the country as scheduled besides calls by the Matabeleland regional party for it to disband.

“We are a constitutional body and going ahead with our business as mandated by the constitution and today (Wednesday) we are in Gweru listening to those people who want to make their presentations to the commission,” said Chada.

The commission’s hearings in Bulawayo and Lupane were disrupted by picketing Mthwakazi Republic Party activists who claimed that the commission made up of predominately Shona speaking people can not preside over Gukurahundi atrocities issues.

Asked what then happens to the submissions from the people of Bulawayo and Lupane, Commissioner Chada said that the commission captured the message delivered by the demonstrators as the message from the people.

He added that the commission also managed to capture some presentations from people who spoke to them outside the demonstrations.

“We have the submissions from the people of Lupane and Bulawayo,” he said.

“We got the message from the Mthwakazi people even if they had to put it across the way they did,” said Chada.

“We also managed to capture inputs from other people who spoke outside the demonstrations and some who opted to put their submissions in writing.”

Commissioner Chada said that after the provincial hearings, the Commission will be holding a national hearing in Harare where representatives from all the ten provinces will be invited to come and go through the presentations collected from the hearings and plan on the way forward for the commission.

“As soon as we are done with all the provinces, we will convene a stakeholders meeting in Harare where representatives from the provinces will gather to come up with a national report from the submissions made in the provincial consultations,” said Chada.

Dzamara’s Wife Pleads To Mnangagwa

AN OPEN LETTER TO THE PRESIDENT OF ZIMBABWE ON ITAI DZAMARA’S DISAPPEARANCE

My name is Sheffra Dzamara, I am the wife of Itai Peace Dzamara.

As you might know, Itai was abducted on 9 March 2015 and, until today, he remains unaccounted for. That is why I have decided to direct this letter to you, to share my pain with you, the pain I have felt for the past three years and the pain I will feel everyday if the truth about his whereabouts remains uncovered.

President Mnangagwa, Itai is my husband. He is a family man who has two young children. You might never understand what I go through daily when my children ask me ‘when is our father coming back?’ To be honest, I have nothing to tell them. It pains me that Itai is missing a critical part of his own children’s lives.

Mr President, I know it is in your power to call for Itai to be found. I therefore appeal to you as the President of the nation to call for Itai’s release. Itai must come home, where he belongs, to his family, to his children.

If the abductors have killed him, then I want his body, so that I can grieve and get closure. The truth must come out. I need to know where he is or what happened to him.

I appeal to you as the President to have mercy on his family.

Yours faithfully

Sheffra Dzamara

“He Raped Me 3 Times” Girl Found Lying

A teenage girl who accused her sister’s husband, a teacher, of raping her three times, has been found lying.

The Victoria Falls teacher who was being accused of raping his teenage sister-in-law, breached a sigh of relief after a court established that the girl had framed him for stopping her from cohabiting with a boyfriend.

The girl is aged 17 and is a younger sister to the accused’s wife.

The juvenile allegedly eloped to cohabit with a boyfriend in August last year and raised rape charges against her sister’s husband after he forced her out of the “marriage.” The accused (57) cannot be named for ethical reasons.

He pleaded not guilty to three counts of rape after the complainant alleged that he sexually abused her on three occasions when his wife had travelled last year in August and September.

Hwange regional magistrate Mr Collet Ncube found the teacher not guilty and acquitted him.

The magistrate said the girl was not a credible witness.

“The complainant is not a credible witness and the court wonders why she took long to report the case to the police yet she had many people in her family to confide in,” said Mr Ncube.

He said the allegations were inspired by bad blood between the girl and the accused as she was angry that he stopped her marriage to a boyfriend who she had eloped to cohabit with.

The complainant’s sister and paternal grandmother who testified in court accused the girl of lying against the accused.

They said the allegations were fabricated as she had not told anyone about the rape.

The girl did not report to the police who arrested the accused using an anonymous letter that they found in a suggestion box, the court was told.

Allegations by the State led by Mr Tinomupei Mbiza were that the accused raped his wife’s younger sister on three different occasions at his house between August and September last year.

WATCH: Dead End For Wicknell As Parliament Descends On His “Jungle” Solar Plant

The Parliamentary Portfolio committee on Mines and Energy is today touring Wicknell Chivayo’s proposed Gwanda Solar Plant in Gwanda. The development comes after ZimEye revealed that by November last year Chivayo did not even have a fence at the site. SEE VIDEO BELOW:

https://youtu.be/jPNUSe5Jl-0

MPs have since widened their probe into the contentious deal signed by the Zimbabwe Power Company (ZPC) and Intratrek, a company owned by flashy businessman Mr Wicknell Chivayo.

The visit comes barely two weeks after Mr Chivayo was taken to task by the committee over the $5 million he received from the ZPC for the Gwanda solar project.  He was paid without the requisite bank guarantee.

Chairperson of the committee, Mr Temba Mliswa said the visit was meant to enable Parliament to assess progress made on the ground.

“The Gwanda one is to do with ZPC and Intratrek, the Wicknell Chivayo company. We are going to verify what’s on the ground vis a vis what has been paid,” said Mr Mliswa.

During his appearance before the committee, Mr Chivayo was also grilled over the manner in which he won the tender for the project in 2013.

Mr Mliswa asked Mr Chivayo to explain why there was a disparity on the amount he received from the $7 million that was mentioned by ZPC Board chairman Mr Stanley Kazhanje.

“Just tell us how much you got and where the money went to. We had ZPC here and they said they gave you $7 million. Just tell us how much you got and we break it down,” Mr Mliswa said.

The businessman admitted that he had been paid by the company without a bank guarantee and had sought assistance from former Minister of Energy and Power Development Dr Samuel Undenge after suspended ZPC managing director Noah Gwariro had refused to pay him the money without the guarantee.

Mr Mliswa said after Gwanda they will tour Hwange Colliery and Kamativi Mine on Thursday before rounding off with Shabanie Mine on Friday.

“We are going to look at Kamativi, we hear there is an investor. We also hear of things being stripped off by the Chinese investor and we’ll also look at its resuscitation.  We will proceed to Hwange as well to look at the problems which are there and also to look at the production, the challenges that they are facing. It’s not really about problems but challenges and as Parliament to see how best we can also intervene,” said Mr Mliswa.

He said the revival of the country’s economy was dependent on the resuscitation of these mines.

“All those are critical in resuscitating the economy. You cannot talk of Zimbabwe without Ziscosteel, without Kamativi without Hwange without Shabanie Mine.  So we have to understand the investors that are coming in, how serious are they because we have been taken for a ride by other investors,” said Mr Mliswa.

He said the committee yesterday visited Zisco which, he said, needs about $1 billion to revive. – state media/additional reporting

Will Those Who Took Power Surrender It Easily?

Masimba Mavaza VAZET

By Dr Masimba Mavaza|In September 2017 Zimbabwe experienced a coup within a coup. Coup detat is a French word which means a strike on the state. A coup detat is usually an unconstitutional means of changing the status core. There were two coup sides in Zimbabwe and each side had its moments of success. The first group was led by Prof Jonathan Moyo with the aid of his colleagues Saviour Kasukuwere and Ignatius Chombo. In this group there were two people who were used as a strong back-up and to legitimise the coup. These two were the then First Lady and the president’s nephew. Two sides claimed to be all working in the interests of the president.

The mistake made by the group which romped in the president and his wife to their side was the expelling of everybody with war credentials. This move made the army side with the other group which was led by the now president. Then, the Armed Forces issued a constitutional declaration that gave the military the authority rather than either of the two candidates, leading to cries of a political coup d’etat, also known as a coup. This declaration was then neutralised by the statements that the army was targeting the criminals surrounding the president, however the president together with the criminals surrounding him were booted out.

It became a confusing but a very interesting state of affairs: the parliament instituted proceedings to impeach the president, while on the other hand common people thronged the streets calling for the president’s departure. Most people did not like the way the First Lady was carrying herself around; she had become a loose cannon and the president could not contain her. The takeover of the state by the civilians and none state officials instigated the army to act. Whether the army has left or not it remains to be seen.

It’s not the first time in recent memory that a military has taken over a government. For example, in December 2006, Fiji’s military did just that? In September of the same year, in a surprise move that troubled international leaders but seemed to have the support of the Thai people, a military coup d’etat removed the prime minister of Thailand from power. Thaksin Shinawatra was in New York, preparing to address the United Nations General Assembly as the leader of Thailand, when he found out he was out of a job. In a televised address, Shinawatra demanded that General Sondhi Boonyaratkalin — leader of the Thai military, orchestrator of the coup and self-appointed acting prime minister — surrender himself. The TV address ran short. The Thai military, suddenly in charge of all media outlets, cut him off mid-speech. The coup was a success.

What happened in Thailand was a bloodless coup. No one fired a shot. The way it unfolded is fairly typical of this type of coup: The acting leader, long accused of corruption and poor leadership, was out of the country, and the top military officials took swift action under cover of darkness. They took control of the Prime Minister’s residence and all government agencies. When Thailand’s population woke up on Wednesday morning, soldiers were everywhere, CNN was off the air, and there was a new prime minister in office.

What makes a forced changing of the guard a coup d’etat (French for “strike to the State”) as opposed to a revolution is that in a coup, there is usually no mass uprising. A small, elite group of leaders already within the government structure carries out a coup. In most cases, it is as much a shock to the people as it is to the deposed leader. When loyalties at the highest levels of the government and military are divided, a coup can be very bloody. But violence is not a defining characteristic of a coup. A coup is an illegal seizure of power — it unseats a leader in an unconstitutional manner. When, say, a president is impeached by parliament and removed from office, that’s not a coup, because impeachment procedures are set forth by the Constitution as a legitimate way of deposing a president. So to legitimise the coup in Zimbabwe an impeachment was underway and a coup became only an operation.

A coup is usually quick, quiet and relies heavily on the element of surprise. After securing government buildings and imprisoning or detaining (if he is in the country at the time of the coup) or exiling the deposed leader, the military declares itself in control, takes over the media in order to manage the flow of information and imposes martial law. A coup can then follow one of many paths. In some cases, the leader of the coup assumes temporary power until a new national leader can be chosen. (Sometimes, that temporary power ends up being not so temporary.)

In other coups, the leader of the movement simply installs himself as the new leader of the country — there are no new elections nor appointments planned. This often (but not always) results in a military dictatorship. But while coups are usually military in nature, they don’t have to be — Gaius Julius Caesar, for example, who ironically took control of Rome in a military coup, rendering the Roman Senate all but powerless, lost his power when several members of that Senate assassinated him in their own coup in 44 BC.

Sometimes, a coup has the popular support of the people, as was the case in the coup that brought the new dispensation in Zimbabwe in 2017. These are often the smoothest and least violent coups, when the acting leader is widely believed to be either corrupt, ineffective or both the populace will support anything which removes the incumbent. Still, even “bloodless” coups are not always bloodless. There are always some overzealous members of the force who will torture kill or abuse people. The coup that brought Pervez Musharraf to power in Pakistan in 1999 was truly bloodless. Musharraf was the highest ranking military official under Prime Minister Nawaz Sharif. When conflict erupted and Sharif ordered the military to remove Musharraf (who was out of the country) from his post, the military refused to obey the order. On hearing the news, Musharaff immediately boarded a plane and headed back to Pakistan, but Sharif would not let him land. The military, loyal to Musharaff, removed Sharif from power so that Musharaff’s plane could land in Pakistan. Musharaff immediately took control of Pakistan, while Sharif settled into exile in Saudi Arabia. While in Zimbabwe the army general was in China his arrest was organised authorised by the president presided upon by the first lady and the Prof Moyo left in the hands of a willing Police, when soldier’s intelligence heard this whole process of realigning the country started.

Now the big question is do the strong man give up power voluntarily, what happens when a strongman replaces another strongman. Is the country faithful to the strongman or is the strongman faithful to the country.

Jammeh, who took power in a military coup in 1994, had initially suggested he would step down after the election, prompting gullible suckers in the international media to portray it as a rare bright spot in a rough year for democratic norms. But Gambians, reportedly on edge since the vote, knew better. Jammeh is one of the world’s most brutal and eccentric dictators, known for imprisoning and torturing opponents, peddling homemade AIDS cures, threatening the lives of people, and promising to rule for a “billion years.” This is not the sort of person who gives up power once he has it. Sure enough, Jammeh quickly changed his mind and demanded new elections.

This is a very dangerous situation, but sadly not an unfamiliar one in Africa. Post-election violence in the Ivory Coast after President Laurent Gbagbo refused to step down in 2010 resulted in 3,000 deaths and nearly half a million people displaced. Nigeria only saw its first peaceful, democratic transfer of power in 2015. Even Senegal, considered a beacon of democracy and stability in the region, nearly saw all of its progress derailed in 2012 when violent protests broke out after long time President Abdoulaye Wade had the constitution changed to allow himself to run for a third term. What will make Zimbabwe different from these countries?

An old video of Father Zimbabwe Dr Joshua Nkomo was saying the army is not a salvation army. Nkomo asked do you think the soldiers fought for freedom to give to someone else to enjoy. it is a scaring video. Will Zimbabwe be free and fair in elections?

Leaders, generally speaking, don’t give up power unless they absolutely have to. When democratic norms are weak, they’ll find a way to exploit that for their own gain. Usually, that’s not how the power dynamics work. Bashar al-Assad clings to power today, and will likely continue to, even as his country has disintegrated around his surprisingly durable regime. Vladimir Putin set up Russian term limit laws to allow him to stay in power until at 2024, longer than any Soviet leader except Joseph Stalin. Peaceful transfers of power are rare enough in Africa that a Sudanese billionaire has set up a generous annual prize to reward leaders who step down voluntarily: More often than not, he can’t find anyone to give it to.

Back in October, shortly after Donald Trump refused to affirm on a debate stage that he would accept the results of the November election, Mark Leon Goldberg wrote a post reflecting on a trip through Ethiopia in 2008, amid the jubilation caused throughout Africa by Barack Obama’s election. He recalled a local activist telling him, “Yes, Obama is great. But what we need are more John McCains — people who lose a close election and concede without starting a war.”

I’d only add that sitting leaders who are willing to give up power once they’ve acquired it are even more valuable, and shouldn’t be taken for granted

The president had promised that the elections will be free and fair but will the actions after the results be free and fair. the world looks at us with anxiety. We should appreciate that the way things are ZANU PF stands a great chance to win.

MDC is at cross roads. Madzore sang a prophetic song which said yamira pamuganhu kuti ndi. It has Chamisa who is popurlar in one area and hated in the other. Khupe who is flying her tribal card dividing MDC on tribal lines is splitting the votes. There is Mwonzora who has always been divisive and is backing Mudzuri. On the far right there is gogo who will hang herself if Chamisa wins. All this put together shows the greatest confusion in the opposition. Other parties who form the alliance are Job Sikhala MDC 99 where there is Job and his few wives who will obviously not vote for him, and then we have Ngarivhume who speaks loudly with five supporters and Mai Mujuru who will have none of it unless she is heading the coalition.

The confusion in the opposition only splits the opposition vote and strengthens ZANU PF this year’s elections are a gift to ZANU PF because since the formation of MDC this is the first time it is at its weakest. ZANU PF will cruise through to victory not because of the army but because we now have the weakest opposition graduated into resignations, and squabbles.

In all this it is Zimbabwe’s democracy which suffers.

Mugabe Still Controls Zinara

Former President Robert Mugabe’s nephew Albert Mugabe has continued as board chairperson of the road management parastatal, Zinara, 3 months after the former head of state’s removal from office.

In fact three more members have been added to the previously 9 member board, as ZimEye reveals.

It was revealed today that the Mugabe led board has flouted basic corporate governance practices by awarding themselves allowances and fuel allocations.

All this as emerged as ZimEye reveals, during the Parliamentary Portfolio Committee on Public Accounts. WATCH THE VIDEO (continue reading).

The committee expressed outrage over the retaining of alleged corrupt officials who were exposed for rampant corporate governance malpractice leading to the loss of millions of dollars at the national roads authority.

The committee took the current senior management to task as they grilled them on what they had done to comply with the findings of the 2015-2016 auditor general’s report.

Parliament through it Portfolio Committee on Public Accounts has flexed its muscle and come out guns blazing at the ineptitude of ZINARA in dealing with its former senior executives who allegedly failed to account for millions of dollars as exposed in the 2016 auditor general’s 2015-2017 report.

ZINARA former acting finance director Mr Precious Murove and former acting CEO Engineer Moses Juma were at pains to explain why they flouted basic corporate governance practices by awarding themselves allowances and fuel allocations that were not processed through the payroll system and without remitting tax.

Current CEO Engineer Nancy Chamisa told the committee her hands were tied as she had once suspended the former executive management only for them to be reinstated by the board making it difficult for her to accomplish her mandate.

The 2015-2016 auditor general’s report also revealed that the administrator’s expenditure for salaries and other expenses amounted to 11 percent of revenue exceeding the revenue requirement of 2.5 percent.

It additionally exposed that payments were made to contractors without supporting documents prejudicing the authority of millions. (ZimEye/Additional reporting state media)

Mnangagwa Left With 5 Months In Office

Terrence Mawawa, Masvingo | The MDC Masvingo Urban District Youth Assembly has said President Emmerson Mnangagwa’ s days in office are numbered because he will be trounced by the party’s youthful Presidential candidate Nelson Chamisa in the coming elections.

“We would like to make it clear that we fully support the resolution of the National Council to endorse Advocate Nelson Chamisa as the Acting President of MDC-T as well as the Presidential candidate of both the MDC Alliance and the MDC-T in the harmonised elections to be held this year.

This is a step in the right direction as we seek to end the ZANU PF misrule.

We strongly believe that this country needs young and vibrant leaders who understand governance such that they can articulate issues on behalf of the people.

It’s high time we stop politics of the belly, bickering and factionalism.

Mnangagwa and his ZANU PF honchos’ days in office are numbered.

ZIMBABWE SHALL BE SET FREE !!!,” read the statement.

Man Kills For $2 Debt

A Rusape man, who killed a senior citizen over a $2 debt, was last Friday sentenced to 18 years behind bars.
Teurai Tsarwe (35) from Zambe village under Chief Makoni, who appeared before High Court judge Justice Joseph Musakwa, will rue the day he tied Samson Mutsvunguma (65) to a tree before stoning him to death.

According to prosecutor Jonathan Chingwinyiso, on June 15, 2017 and at Zambe village at around 5:30pm, the convict had a misunderstanding with the deceased Mutsunguma over $2 the deceased had borrowed.

The accused tied the deceased’s hands, sat on him and struck him with stones several times on the head. He was seen assaulting the deceased by Nyasha Machemedze. Machemedze alerted Kenneth Chiponde, who went to the crime scene.

The State heard that the convict then bolted, leaving the deceased writhing and groaning in pain.
The matter was reported to the police, leading to the convict’s arrest.

The accused died at the crime scene and his body was taken to Rusape General Hospital.
A post-mortem carried out by Thomas Nyamudya established that Mutsvunguma died as a result of head injuries.

“Mnangagwa Is Lying”

President Emmerson Mnangagwa is not sincere in his call for a free, fair and credible election as the situation on the ground points to a different direction, MDC Alliance spokesperson Welshman Ncube has said.

The broader alliance of seven political parties dubbed MDC Alliance formed by the late MDC leader Morgan Tsvangirai last year to take on Zanu PF has endorsed Nelson Chamisa, 40, as its presidential candidate.

Yesterday,  the Zimbabwe Electoral Commission (Zec) chairperson Priscilla Chigumba said “about 60 percent of our people who registered to vote are aged between 18 and 40.”
“It means this is a vote of young people,” Justice Chigumba said.

Ncube told the Daily News yesterday “we believe we can win the elections” but said “there isn’t any evidence on the ground to suggest sincerity” to level the playing field by the ruling administration.

“Sincerity will involve taking actions on electoral reforms. For instance if he were sincere he would say today to Zanu PF to stop it, to stop going around demanding voter slips.

“If he was sincere he will tell (army commander) Valerio Sibanda that this time we recognise sovereignty of the people of Zimbabwe. ‘You Sibanda you are the commander of the army, tell people that the previous statements by (former Zimbabwe Defence Forces commanders Constantino) Chiwenga and (Vitalis) Zvinavashe, we no longer believe that, the people have a right to select their leaders;,” Ncube said.

Zimbabwe’s former military chiefs, the late Zvinavashe and Chiwenga, now vice president, have previously declared they will only back leaders who fought in the country’s wars of liberation.
Generals in Zimbabwe’s military are veterans of the 1970s independence war, and they publicly support Mnangagwa and his Zanu PF.

Ncube said Mnangagwa as the president had a duty to assure the nation that certainly the electoral play-field will be level.

“If he was to say all these things they cost no cent. If he was sincere he would say ‘you and you stop all of these anti-free elections actions’. He would say stop sending helicopters to hover over our rallies as happened in Mutare recently as a way of intimidating people.

“I have no reason to believe any sincerity as long as he has condemned these things. It is within his power to stop them tomorrow.”

He said the electoral play field was skewed in favour of Zanu PF. Ncube said they will ratchet up their campaigns to convince Zimbabweans to vote for change. “We are going to campaign in the usual democratic way to sell ourselves. And that’s the only test of sincerity, not rhetorical systems,” he said.

The respected lawyer said it was through more opposition parties coming together that they will enhance their chances of winning the next elections.

“As MDC Alliance, our chances will be enhanced if we have more of other significant parties with verifiable support base but even if that doesn’t happen, we are convinced that with sufficient momentum and grasp of issues, with sufficient roots in the society for us to be able to win the elections,” he said. Mnangagwa Pays Tribute To The Late Laurent Kabila

President Emmerson Mnangagwa has paid tribute to the late former president Muzee Desire Laurent Kabila who was assassinated at his palace in January 2001 and is buried in a mausoleum next to state house.

Mnangagwa who visited the mausoleum Tuesday (today) afternoon soon after his arrival in Kinshasa, DRC laid a wreath in his honour before writing in the book of visitors.

“I will forever remember this day because I have been afforded the opportunity to lay a wreath in memory of my dear brother and late president of the Republic of the Democratic Republic of Congo Laurent Desire Kabila. l have left here my full statement in rememberance of my brother and president of the Democratic Republic of Congo, signed ED Mnangagwa,” he wrote.

Soon after signing the book of visitors at the Muzee Kabila Mausoleum where he was joined by president Kabila’s twin sister Janet Kabila, Mnangagwa went straight to state house where a military parade was mounted in his honour.

After inspecting the parade he proceeded to meet his guest who now wears a thick beard with streaks of grey.

The two proceeded into the state house for closed door one on one talks.- state media

Huge Croc Terrorises Budiriro Residents

Budiriro residents under CABS Housing Project are now living in fear after the discovery of a huge crocodile at a sewer plant within their community.

One of the residents, Daniel Meck, said they are now living in fear after a crocodile was discovered by a Harare City Council worker who stayed near the sewer plant.

“A city council worker, who stayed near the sewer plant, is the one who discovered that there is a big crocodile within the area.

“He then alerted the residents to be aware of the big crocodile staying in the sewer plant.

“He has also vacated the place since he was living in danger and we are now living in fear,” said Meck.

Meck believes the crocodile was trapped in the fenced sewer plant that was created by the City council along the river which flow from Mufakose to their area of residence.

It is also reported that the river is infested with crocodiles and the sewer pond is also a favourite playing spot for children.

“The crocodile could have been trapped during the construction of the sewer plant.

“Some of the people believe that the river might have more crocodiles since there is one within the sewer plant.

“The crocodile is staying within that place since it is fenced, but we are now scared that our children are now living in danger as they are seen roaming around the sewer pond,” he told H-Metro.

Meck has revealed that the crocodile seems to be starved of prey as it is seen eating empty plastic bottles thrown by the people in the sewer pond.

“It is dangerous for the people living in our community as the crocodile appears to be hungry.

“The crocodile is hungry to the extent of eating empty plastic bottles thrown by the people in the sewer pond.

“It is therefore dangerous for the people and children to move around or stay near a place that has a vicious animal like that,” he said.

He added: “I would like to appeal to the city council on behalf of our community to do something about this dangerous situation.

Harare City Council corporate communications manager, Michael Chideme, said they were aware of the crocodiles and urged people to desist from moving around those places.

“We are very much aware of the crocodiles that are in those areas. Some of them are very big and close to eight metres in size.

“We just encourage the people to stay away from those areas,” he said.

Zimbabwe Parks and Wildlife Management Authority (Zimparks) spokesperson, Tinashe Farawo, encouraged residents to report cases of predators to their offices.

“People should report such cases of predators and then we can take measures to handle the situation.

“As Zimparks we capture those predators, but if they prove to be dangerous we eliminate them, however our main priority is not to kill animals but to protect them too.

“Our responsibility is to make sure that those predators stay away from people and we are also encouraging people to stay away from those rivers and ponds in this rainy season,” said Farawo.- state media

Tragedy As Cops Shoot And Kill Another Civillian

In yet another low for the Zimbabwe Republic Police (ZRP), one of its officers, last week shot and killed a Bikita villager who was suspected of having stolen nine turkeys from fellow villagers.

The latest dose of negative news comes as two Harare families are still smarting from the deaths of their members who were shot and killed last Thursday during fierce clashes between police and commuter omnibus crews.

ZRP has taken full responsibility and apologised to the families of the deceased who included a Daily News vendor, Nhamo Zephenia, who was shot  as he made his way home.

The death of  the suspected turkey thief, Tasvika Gunguzha, was contained in a leaked ZRP internal memorandum on February 19 addressed to  officer commanding Masvingo Province, Martha Mafolo.

According to the memo, a stock theft complaint against Gunguzha of Makwani Village under Chief Mazungunye, was sent to Bikita District Police Station on Monday last week, prompting the officer-in-charge to dispatch two police officers to the village to effect an arrest.

Upon arrival at Makwani Village, the two police officers proceeded to the village head identified in the memorandum as Makwani Nedure who revealed that he had a concern over stock theft cases which were happening in his village and fingered Gunguzha as the chief suspect.

Nedure who told police that Gunguzha was behind the theft of nine turkeys, led them to Gunguzha’s homestead.

“Constable Chibaza and Constable Kwawo, in the company of Nedure… approached the accused’s homestead and the accused was alert and fled.

“The team then chased after him with the assistance of some villagers and the accused was armed with a machete,” read part of the memo.

A big chase was said to have followed as the ZRP officers enlisted the help of some villagers resulting in one of them losing one of finger after he was struck with a machete by Gunguzha as he tried to apprehend him.

“The accused turned more violent and attacking using stones and now attacking … Kwawo (sic).

“. . . Kwawo fired a warning shot which strayed and hit the accused on the right side of the stomach and sustained a gun wound.

“The accused was then arrested. The machete and a log were recovered as exhibit. The accused was escorted to ZRP Bikita where he died at Bikita Rural Hospital upon admission.

“The body of the deceased was then taken to Silveira Hospital mortuary awaiting post-mortem,” the memorandum further said.

Masvingo provincial police spokesperson Charity Mazula said she could not confirm the incident as she was currently out of office and referred questions to her deputy Kudakwashe Dehwa who said he had not yet been informed about the incident.

The incident came three days before last Thursday’s fierce clashes between police and kombi crews as well as vendors which were sparked by an ill-advised ban on commuter omnibuses and informal traders operating in the Central Business District.

Government blamed the Harare City Council for the ban although Local Government minister July Moyo, who shifted blame to the local municipality late Thursday, had in

January warned that he would descend on kombis and informal traders with the help of the military.

Police commissioner-general Godwin Matanga told journalists last Friday that three police officers were seriously injured and three police cars were badly damaged during the violent clashes which followed the shooting.

He also regretted the shootings and apologised for the loss of lives as a

result, promising a full scale investigation into what triggered the incidents.

Apart from the killings, police were accused of severely assaulting and torturing suspects from the same clashes who were in their custody.

Four men — accused of stoning Harare Central Police Station during the confrontation — gave a chilling account to a Harare magistrate of how they were savagely beaten by police officers leading to one of their co-accused being admitted to hospital with serious injuries.

Widow Taken To Court For Having Sex Soon After Hubby’s Death

Traditionally conservative Mberengwa District has seen an 18-year-old widow being taken to court for indulging in sex three months after the death of her hubby.

Chief Maziofa, confirmed to The Mirror that he had summoned Nicolette Hove of Chimanga Village to his traditional court for having sex with a neighbour Jetro Gumbo before the stone unveiling of her late husband.

Hove was caught by her husband’s aunt Aleta Mabena having sex with Jetro Gumbo in the bush on Friday last week. He said that a woman must wait for one year after the death of her husband before she can have sex. He said it was therefore taboo for Hove whose husband died three months ago to have sex.

Wadzanai Chirongoma a legal practitioner and human rights activist said Hove did nothing wrong according to the law.

“She committed no crime at all because a marriage contract ends when one part dies. If the traditional court finds her guilty she can appeal to the magistrate court who will throw away the ruling,” said Chirongoma.

“I am summoning Hove and Gumbo to my court for failing to adhere to tradition. It is taboo for a woman to have sex before one year of the death of her husband,” said Chief Maziofa.

The fine for the crime can be two beasts or some goats depending on whether the deceased husband had paid lobola.

Ironically Hove accidentally stabbed and killed her husband Tafadzwa Mabhena with a knife when they were fighting.  Hove who allegedly killed the husband when she was still 17 years was remanded out of custody by Magistrate Sheperd Munjanja and will appear in court on March 4, 2018.

Hove and Gumbo were allegedly caught by the aunt who followed them after they sneaked into a bush and she surprised them after they started having sex. Gumbo quickly put on his clothes and made good his escape.

The Mirror spoke to Hove who said that she got involved in the relationship because she was lonely. – Mirror

Man Dumped Soon After Paying Lobola

A Harare couple’s marriage has collapsed after a woman introduced her boyfriend to her husband as an uncle.

Clayton Nyakuwanana, 28, of House No. 5831 in Waterfalls is counting his losses after his wife, Mavis Kandemiri, 21, cheated with Devon Shava a few months after he paid lobola.

Nyakuwanana said he paid lobola for Mavis last year in May but could not get the chance to live under the same roof with his wife since Mavis’ parents advised him to finish paying lobola.

“I paid lobola last year in Murewa but my wife’s parents said it was not advisable for me to stay with Mavis because my finances could not finish up the procedures. I did not have enough money, only $500.

“But after that, Mavis started pushing for us to stay together against her father’s advice. She started telling me that I was not man enough because I was taking time to finish paying lobola,” said Clayton.

Clayton further highlighted that he got another $100 which he wanted to use to finish off his lobola payment but was shocked to hear Mavis tell him not to bother clearing lobola arrears because she no longer loved him.

“I was hurt! I did not understand why someone I had loved so much for three years was doing that. Ndiri munhu akabvisa mari ini asi zvakandirwadza kuti ndozvandakuitwa kudai. Inogona kunge ichinzi imari shoma asi ndakakoshesa culture yedu,” added Clayton.

Clayton said he became suspicious of Mavis’ moves when he visited her in Mabvuku to try and iron out their differences and found her in Shava’s car whom she introduced as her uncle.

“I then took her phone and found pictures of Mavis and Shava in a compromising position. I was shocked what kind of uncle would do such instead of giving advice to his niece if he was a genuine one.

“Each time I talked to her about Shava, she said ndisiyane nenyaya iyoyi because haadi kunetswa. Now I think I need to be refunded my money and all my groceries because this is not the way things are done,” explained Clayton.

Clayton said he is no longer interested in having Mavis back in his life.

When H-Metro contacted Shava for confirmation, he demanded that the matter be discussed at his place so that he “gives a true explanation of what happened”.

“Hazviite ka kuti nyaya ingotaurwa kuma paper ikoko. Huyai kumba ndikuudzei zvakaitika. I am telling you the truth. I am an uncle to Mavis. This guy is just bitter because he did not stay with his wife. Akaroora akabva angorambwa,” said Shava.

Asked about pictures that were taken of him and Mavis in a compromising position, Shava said they are just coming from a person who was divorced.

“About pictures, Mavis ndiye aiwatora achiti anoda kusvotesa Clayton. If you want you can publish them but I tell you that I have nothing to hide because even my wife knows we are related to Mavis,” he added.

Pressed further, Shava however confessed that he was in love with Mavis.

“I am in love with Mavis,” he confessed.

Mavis could not be drawn to comment.

“It’s ok. Ingoitai zvamafunga ikoko,” she said.- State Media

Liz Tsvangirai’s Dad Says Daughter Had Her Own Things, “Tunhu Twake”

Joseph Macheka gives us an insight on his daughter who has not broken her silence since Tsvangirai’s passing.

“Before she married the former Prime Minister, she had acquired a number of properties including one in Borrowdale and her businesses were doing quite well I am saddened in burying my son-in-law, Morgan Tsvangirai. He was a good son-in-law with whom I had an excellent relationship.

Despite coming from different political parties, we had a cordial connection which was filled with mutual respect.

I did not expect that he would die, though he had been unwell for some time. I thought that he would pull through and come back home.

My daughter gave me regular reports about his illness and she remained hopeful that he would get better.

She was extremely stressed all the time, but I always encouraged her to remain strong and continue to play her role as a wife.

In many of my interactions with the former Prime Minister, our conversations were filled with humour.

On many occasions, our discussions centred on politics.

We often joked about our political rivalry, him being leader of the main opposition and me being a National Consultative Assembly member for the ruling party Zanu-PF.

He often joked that I should join his party, but I extended the same offer to him, to join Zanu-PF.

Our modus vivendi on our political differences is something that other people can draw lessons from because belonging to different political parties should not be a cause for conflict.

I often told him that I would never leave Zanu-PF to join MDC because that would not be a wise decision to follow a son-in-law’s preferences because I have five daughters who can still get married to husbands from other different political parties.

Mr Tsvangirai also told me that when his relationship with Elizabeth became known in the public, a delegation of the female leadership in the MDC asked him not to go ahead with marrying my daughter.

The MDC leaders told him that marrying Elizabeth would be akin to getting into a marriage with Zanu-PF.

But I admired his magnanimity because he remained humble and respectful to us, his in-laws, despite our political differences and the pressure he faced from his party.

I feel very sorry for my daughter because the last few months have been shattering for her. She stood by her husband during his illness.

She lost a lot of weight during this painful period and even though it was not easy, she soldiered on.

I am convinced that as a wife, she played her role as best as she could and she really could not have done anything more.

There was a time when Mr Tsvangirai suffered a bout of illness while on duty, it must have been in Kadoma, where he vomited profusely.

To show her love, Elizabeth cleaned up the vomit with her bare hands.

This shows how much she loved her husband.

A lot has been said about how she was treated at the funeral, but for us as a family, we were not really focused on that.

Our focus was on making sure that we did our part in giving our son-in-law a decent burial. We bear no grudges with anyone and we have no problems at all with the Tsvangirai family.

I am particularly sad for Elizabeth because this is not the first time that she has lost her husband.

She lost her first husband, Mabasa Simba Guma, in a tragic accident so it is dismaying that she is facing another tragedy when she is still relatively young (42).

Growing up, Elizabeth was always a hardworking woman.

She was always business minded and even before she met Mr Tsvangirai, she had acquired her own fair share of wealth which was a very commendable feat for someone at her age.

Before she married the former Prime Minister, she had acquired a number of properties including one in Borrowdale and her businesses were doing quite well.

She had a chain of stores in the city and she flew regularly to countries such as China and Dubai to buy merchandise for resale.

Her entrepreneurial skills started at a very young age when she was very involved in the buying and selling of farm produce from farms surrounding Chitungwiza.

From these humble beginnings she grew her business interests. It is painful that some people think that she married Mr Tsvangirai for his status. Nothing could be further from the truth.

I know very well that is not the case because my daughter is a hardworking woman.

She only married Mr Tsvangirai because she truly loved this man, whom I also developed to admire a lot because he was a good man.

I know that the two loved each other and it was genuine love that was not driven by anything else.- state media

Zambia’s Hichilema Gives Chamisa A Thumbs Up Says, “Continue With The Spirit Left Behind By Tsvangirai”

Zambian opposition leader Hakainde Hichilema has congratulated Nelson Chamisa as he was elected the new opposition Movement for Democratic Change president,  and said he hoped he would continue with the spirit of love, unity and democracy left behind by the late Morgan Tsvangirai.

Hichilema, an economist and businessman widely known as HH,  made the comments in an official letter bearing a letterhead of his United Party for National Development  (UPND) President’s Office congratulating Chamisa, 40, for emerging as the new leader of the MDC following Tsvangirai’s death on February 14.
“To you … Chamisa, the entire leadership and members of the MDC, we urge you to continue with the spirit left behind by …Tsvangirai, the spirit of love, unity and democracy which remained a driving force throughout his political career,” Hichilema said in his letter to Chamisa.

This comes after Chamisa has also been picked to represent Zimbabwe’s main opposition alliance in the presidential election.
Chamisa will try to unseat President Emmerson Mnangagwa, the veteran politician who replaced toppled despot Robert Mugabe as president.

The cunning Mnangagwa, 75, was sworn in on November 24, and has promised to hold free and fair elections in 2018, where he is seeking a first legitimate five-year mandate.
It is understood Zimbabwe go to the polls in June or July to elect a president, lawmakers and local officials.

The MDC National Council — the highest decision-making body outside congress — on February 15, endorsed Chamisa as acting president of the party, a day after Tsvangirai’s death. The meeting was boycotted by vice presidents Elias Mudzuri and Thokozani Khupe, who were bidding to succeed Tsvangirai.
Mudzuri has since thrown his weight behind Chamisa  — a charismatic speaker, indefatigable politician with star quality who possesses a brilliant intellect.

Last Friday, the MDC’s consultative meeting held at the MDC headquarters, Harvest House in Harare attended by 639 delegates from 210 party districts, again unanimously endorsed Chamisa as Tsvangirai’s successor and presidential candidate.
The meeting was attended by the national executive, provincial and district chairpersons from across the country, and erstwhile dissenters secretary general Douglas Mwonzora and Mudzuri also attended.

Hichilema said Tsvangirai, who was buried on Tuesday last week in his rural home of Buhera, was “a great son of Africa.”
“It is with deepest regret and great sorrow that we in the UPND received the sad news of the passing on of … Tsvangirai.

“Tsvangirai was … a great son of Africa and a true leader who tirelessly and selflessly stood for that which was right in defence of the many Zimbabweans who came to identify with his firm belief, love and dedication to the cause of his people,” Hichilema said.
“As we mourn this great son of Africa, I wish to convey on behalf of the UPND  and indeed my own behalf, our deepest condolences to you Mr president (Chamisa), the entire membership of the MDC, … Tsvangirai’s family and the people of Zimbabwe, on the passing on of this great man.”

Hichilema, who was freed from prison in August last year after the State prosecutor dropped charges of plotting to overthrow the government, saluted Tsvangirai’s sacrifice. Hichilema and five others were arrested in April last year and charged with treason after his convoy failed to make way for President Edgar Lungu’s motorcade. His release helped defuse tensions in Zambia, where Lungu had imposed a state of emergency.
Hichilema, who like  Tsvangirai has been beaten, humiliated and accused of treason, described the late MDC leader as an pro-democracy icon.

“To you Morgan my brother and colleague, I pay a befitting tribute. You braved it and stood up for the many voiceless Zimbabweans,” Hichilema said in his letter to Chamisa.
“That which you began in life will not disappear in your death.  The seed you sowed will soon flower and bear fruit.  The millions of Zimbabweans that are now in grief will get relief out of the fruit of your labour.

“My fellow foot soldier of democracy, go well.  We, as a party and other progressive Zambians, join the millions of Zimbabweans in mourning you and celebrating your illustrious political career.” – Daily News

Ensa Cosby Dies

Ensa Cosby, the daughter of comedian Bill Cosby, has died aged 44, a spokesman for the family says.

She died from a kidney disease in Massachusetts on Friday, according to spokesman Andrew Wyatt.

Last year, she defended her father when he went on trial over allegations he drugged and sexually assaulted a woman in 2004.

The judge declared a mistrial and a new trial will take place in April. Mr Cosby denies the allegations.

Ensa Cosby, who once appeared in an episode of her father’s programme The Cosby Show, is reported to have had health issues in the past.

TMZ, which first reported her death, said she had been in line for a kidney transplant.

She has three surviving sisters – Evin, Errin and Erika. A brother, Ennis, was murdered in 1997 during a failed robbery attempt as he changed his car tyre.

In a statement last May, Ensa, a mother-of-one, said there was a racist motivation for her father’s prosecution.

“My father has been publicly lynched in the media,” she said, adding that the accusations against him were “appalling”.

Mr Cosby, 80, was accused of drugging and sexually assaulting Andrea Constand in 2004. His lawyers had argued the sex was consensual.

Dozens of women say he assaulted them, but statute of limitation rules mean he was allowed to be tried for Ms Constand’s allegation only.

After last year’s mistrial, a new trial is due to begin on 2 April.- BBC

Furore As Prophets Order Youths Living With HIV/AIDS To Stop Taking ARVs

Terrence Mawawa
The National AIDS Council (NAC) has expressed dismay at an incident in which a team of self declared prophets ordered three youths on Anti Retroviral Treatment(ART) to stop taking their medication.

The incident has sparked widespread outrage from various Non Governmental Organisations, according to NAC.

Three prophets from Johanne Marange Apostolic Church in Buhera District allegedly ordered the three who were on Anti Retroviral Treatment to stop taking the crucial drugs.

The three became critically ill after defaulting on their medication, according to NAC.

“We have received a disturbing report about three youths who have stopped taking their drugs after being instructed to do so by a team of prophets from Johanne Marange Church in Buhera.

Dubious Arrests To Cover Up Police Killings

A lawyer representing four Harare residents arrested for allegedly leading the stoning of Harare Central Police Station last week yesterday claimed his clients were nabbed to justify police’s negligence, which resulted in the fatal shooting of two innocent civilians.

Bothwell Ndlovu, representing Gibson Kataruware, Dennis Kondo, Prince Beni and Emmanuel Muzariri who are being charged with public violence, told magistrate Annie Ndiraya that his clients were potential witnesses in helping the State to identify the police officers who killed the two civilians.

Ndlovu said it was ridiculous for the State to oppose bail on a mere charge of violence, considering that the suspects were tortured and in need of urgent medical attention.

“It is nonsensical to deny the suspects bail. Citizens were killed that is common knowledge some were tortured and cannot walk properly due to the policy brutality while in their custody and some are battling for their lives at Parirenyatwa Group of Hospitals,” he said.

While opposing bail the investigating officer Leonard Chitororo told the court that the suspects were all sold out by their blue T-shirts, but his evidence was trashed by Ndlovu, who said the arrests show that they were only hunting for those wearing blue T-shirts on the day.

“These are frivolous allegations and they actually deserve their freedom because they are victims of police brutality. Your worship surely in this era of new dispensation we want police to exercise their duty properly not killing innocent citizens,” Ndlovu said.

Magistrate Ndiraya is expected to pass her ruling today.

Allegations are that on February 23 Evans Gogo, Kataruware, Kondo, Beni and Muzariri threw stones at police officers manning Harare Central Police Station pedestrian entrance, thereby shattering window panes.

It is alleged the suspects also stoned a Police Reaction Group vehicle and damaged its windows.

Voters Roll Out By April – Chigumba

The Zimbabwe Electoral Commission (ZEC) expects the provisional voters’ roll to be out by early April and is cleaning up the data collected during the registration blitz to weed out double registrants and ensuring the correct allocation of polling stations to prospective voters.

This was said by ZEC chairperson Justice Priscilla Chigumba during a stakeholders meeting with the Parliamentary Portfolio Committee on Justice, Legal and Parliamentary Affairs and organisations that had petitioned Parliament on concerns over electoral issues.

ZEC conducted a registration blitz between August and February this year and registered over 5,3 million people under the Biometric Voter Registration.

“At the moment, we are in the process of ensuring that everyone has been allocated the correct polling station and that everybody’s names are spelt correctly,” said Justice Chigumba.

“Once that has been done and after cleaning up of the data, we need to do what is called de-duplication, which is using fingerprints to weed out double registrants.

“Now, the credibility of this voters’ roll is going to hinge on the authenticity of that process.”

Justice Chigumba said they would not rush the process to ensure that they produced a credible voters’ roll.

“We will not hurry that process because we need to produce a credible voters’ roll,” she said.

“We need to clean up the data, we need to weed out double registrants and that process takes time, so will not be getting those statistics within the next two weeks, but maybe within a month or six weeks we will have finished the processes.”

Justice Chigumba said the majority of people registered during the BVR blitz were young.

“According to our preliminary statistics after the BVR registration blitz, about 60 percent of our registered voters are aged between 18 to 40,” she said.

Justice Chigumba said they had been allocated $98 million from the $148 million they had asked from Treasury. “We appreciate all the efforts made by Government and Treasury to avail resources,” she said.

“ZEC had submitted a budget of about $148 million to fund the elections and Treasury has committed to giving ZEC $98 million. There is a budget deficit and ZEC can only do that which is possible to do within the limited funds that it has.”

Justice Chigumba told the gathering that there were no serving military personnel or other security departments employed by ZEC.

“We are not precluded from recruiting former members of the security sector provided they are retired and not active,” she said.

“We have less than 15 percent of those, but yes they are in the ZEC, but I will hasten to say most of those retired from their institutions five, six, seven years ago and we have not had any recent recruitments because of the recruitment freeze.” – state media

Warriors Date Bafana

By Paul Nyathi

Zimbabwe National Senior men’s soccer team will renew their rivalry with neighbours South Africa in a high profile international friendly in Harare next month.

The two rivals who have both been knocked out of the World Cup qualifiers will be using the match to prepare for their Africa Nations Cup qualifiers that resume in April.

Shock As Woman is Raped And Robbed By Taxi driver

An 18-year-old woman from Emakhandeni suburb in Bulawayo was allegedly ra_ped and robbed on her way to the city centre by a pirate taxi driver who had offered her transport.

The woman, whose identity has been withheld for ethical reasons, was on her way to the city centre on Saturday at about 7PM when the incident occurred.

Bulawayo police spokesperson Inspector Precious Simango said the suspect is on the run.

“We’re investigating a ra_pe and robbery case involving an 18-year-old woman who was ra_ped on her way to the city centre on Saturday. The woman boarded a red Honda Fit at Emakhandeni Bus Stop near Easy Pick shop that had two people on board.

“After dropping the other passenger along Masiyephambili Drive, the driver took a sudden turn and diverted route. Driving towards Victoria Falls Road, he turned right after United College of Education and drove to a bushy area where he parked his car. He forced the woman to have se_x with him without using protection,” said Insp Simango.

“After the se_xual assault, he searched the woman and robbed her of $23 before pushing her out of the car and driving away.”

Insp Simango said anyone who may have information on the suspect must report to the nearest police station.

She urged members of the public to desist from boarding pirate taxis saying most of their drivers are linked to crimes being committed in the city.

“We advise members of the public to avoid boarding the mshikashika pirate taxis especially when alone at night as most of these pirate taxis are linked to crimes and may be difficult to trace,” Insp Simango said.

Last year, a 21-year-woman from Entumbane suburb in Bulawayo was allegedly ra_ped on her way to church by a pirate taxi driver who had offered her transport into the city centre.

Also last year, a 16-year-old pupil at a Bulawayo school fought off a pirate Honda Fit driver who wanted to ra_pe her by stabbing him with a pen before kicking his private parts.

In a related incident an Inyathi man allegedly ra_ped a prost_itute and threatened to cut off her head with a machete.

Joshua Makoni (30) walked into the woman’s room while she was bathing and allegedly ra_ped her in November last year.

Makoni pleaded not guilty to ra_pe before Bulawayo regional magistrate Mr Crispen Mberewere who remanded him in custody to today for continuation of trial.

Makoni said the woman was lying about the alleged ra_pe.

“I was in jail for three months and when I came back I discovered that my ex-girlfriend and her friend had sold my property. I demanded my property and that is why I am being framed for ra_pe,” he said.

The woman said she was a prost_itute, but had not agreed to have se_xual intercourse with Makoni on November 4.

She said Makoni budged into her house searching for his ex-girlfriend Ms Tinevimbo Tshuma.

He allegedly threatened to kill her saying she had influenced his ex-girlfriend to lay an assault charge against him.

She said they went to look for Ms Tshuma and later found her.

“Makoni took us to the bush where we spent five hours while he was interrogating us stating that we had caused his countless arrests. He demanded that we buy him opaque beer and forced us to drink it,” she said.

“Around 5PM, we returned to Joe’s compound where we rent and I proceeded to my room to take a bath thinking that he had calmed down. Makoni walked into the room while I was bathing and ordered me to lie on the bed. He threatened to cut off my head with a machete and ra_ped me.”

The court heard that Ms Tshuma walked in while Makoni was allegedly ra_ping the woman. He apologised to his ex-girlfriend and left the room.

EFF Rejects Ramaphosa Cabinet

Statement |  The EFF rejects the cabinet reshuffle announced by Ramaphosa this evening. We view it as a mere realignment of corrupt and state capture delinquent ministers. No one‚ with the best interests of South Africa today‚ could have Malusi Gigaba‚ Nomvula Mokonyane‚ Bathabile Dlamini as cabinet members and ministers.

Bathabile Dlamini has essentially been rewarded with a promotion into the presidency regardless of the fact that she nearly collapsed the social grants system for the poor. Above all is Gigaba‚ whose state capture crimes come close to treason as he facilitated the handing over of state institutions to a foreign nationals in the form of the Guptas. To keep such characters in the cabinet is a direct rejection of the constitutional order; Gigaba lied under oath‚ in a court of law.

Ramaphosa has bowed to factional pressure in the ANC proving that he is presiding over a kleptocratic collective that cannot be saved. His inability to dispense with individuals implicated in corruption is evidence that no one can save ANC from corruption. It is entangled for good.

We call on the people of South Africa to reject the entire ANC and vote it all out in 2019. We warned that Ramaphosa is only interested in careerism‚ and has no demonstrable history of integrity and fighting corruption.

Nevertheless‚ we welcome changes in finance; the appointment of Nhlanhla Nene is a reaffirmation of confidence in black and African leadership.

Tsvangirai’s Father In Law Speaks Out

The late Morgan Tsvangirai’s father in law, has spoken out following his daughter Elizabeth’s humiliation by Tsvangirai’s mother.

Mr Joseph Macheka spoke to the state media at the late MDC leader’s burial.

Below were the notes from the interview with the Sunday Mail’s Chief Reporter, Kuda Bwititi:

Before she married the former Prime Minister, she had acquired a number of properties including one in Borrowdale and her businesses were doing quite well.

I am saddened in burying my son-in-law, Morgan Tsvangirai.

I know that the two loved each other and it was genuine love that was not driven by anything else.

MDC- Ncube Condemns Attack On NUST Students

Statement |  The MDC is yet again appalled by the Zimbabwe Republic Police riot wing’s heavy handedness, this time on defenseless National University of Science and Technology (NUST) students on Monday, 26 February 2018 resulting in more than 60 students being arrested and injured.

The students’ ‘crime’ was to demonstrate in pursuit of their constitutional right of access to education after they have not been learning for 4 straight weeks.

The students, some of whom are paying rentals and commuting daily to the campus have been robbed of valuable learning time. As MDC we stand in solidarity with all NUST students.

Government was well aware of the standoff pitting lecturers and university authorities. A breakthrough into the impasse was not in sight, hence the protests.

The brutal reaction of police was on full display as usual. Video footage of water cannon tankers rolling and advancing on unarmed students and riot police raiding houses at Selborne Park to sniff out students is heart wrenching.

Some members of the MDC Alliance had to intervene and assisted students to access medical facilities and footed some of the bills.

It would appear that demonstration is now the only language Government and learning institutions are prepared to understand.

If it was not for the students protest, the strike by lecturers would still be ongoing.

As MDC we strongly appeal to government to expeditiously address issues raised by lecturers and students and not wait for protests to act.

Students are at university for the sole purpose of learning and we believe that this typical knee-jerk reactionary approach by the authorities is not helpful. Moreover, the default mode by the security apparatus to victimize student leaders has to stop.

100 Days ED In Power, The Trail Of Violence And Death

ZLHR Alert: ZLHR lawyers are offering emergency legal support services to more than 60 National University of Science and Technology (NUST) students, who were arrested in Bulawayo on Monday 26 February 2018 by Zimbabwe Republic Police (ZRP) officers for allegedly staging a protest demanding an end to a work boycott staged by lecturers. Some of the NUST students sustained some injuries after some ZRP officers set dogs on them and ZLHR lawyers are trying to convince police officers to allow them to seek medical assistance.

Mugabe And The CIO- Goreraza Blows Out

Stanely Goreraza |  The most feared people in Zimbabwe were the CIO also know as The Presidents Office. They were infamous for kidnapping, beating, torturing, and killing ordinary Zimbabweans for things such as saying Mr Mugabe is old.

On November 15 last year they met their match. The Zimbabwean Army, whom they accuse of hunting, kidnapping, beating, torturing and even killing them.

Mr Mugabe never complained when his men in suits disappeared, tortured or killed an ordinary Zimbabwean because they did it all for him. If a member of the CIO was arrested and convicted for something like say murder or attempted murder like in the cases of Patrick Kombayi and Rashiwe Guzha, Mr Mugabe invoked the Presidential Pardon and the murderers walked away scott free. The same he did in 2002 after hundreds of Zanupf supporters were arrested for political violence. He Pardoned them and the justice system had no choice but to let them go.

The CIO were no friends of the Zimbabwean people. They were like crocodiles, snakes and lions. An encounter with them was life threatening, not something anyone looked forward too.

On the 15th of November last year not a single ordinary Zimbabwean was killed or beaten up or tortured. Ordinary Zimbabweans were safe and had absolutely nothing to fear as the Army was targeting the hated CIO who surrounded the people like a prison wall. Ordinary Zimbabweans had pictures taken with the Army and their tanks, which the murdering CIO were hiding from.

For the first time in 37 years Zimbabweans came out of hiding and the CIO ran into hiding. Zimbabweans were safe but the CIO was not safe. The tanks protected ordinary Zimbabweans who expressed their delight and joy through celebrations on the streets.

The people were proud of the Army and the Army proudly performed their main duty to Zimbabwe, protection of the Zimbabwean people.

There was no CIO to kill those who wanted to say Mugabe must go and it was said loud and in so many ways by just so many people. There was no riot police, gassing people. People said what they had wanted to say so much for 37 years but were stopped by the murderous CIO.

Mr Mugabe wants sympathy for the CIO and himself.

But sympathy was and is with the Army who sympathized with the people.

Sorry Mr Former President but noone cares.

Caledonia Mining Reports Concealed Fatality At Blanket Mine In Zimbabwe

By Paul Nyathi

Canadian based Caledonia Mining Corporation is reported in foreign media as having reported a death at its Blanket Mine operation in Gwanda.

The death which occurred last Friday appears to be being concealed by the local mine management for yet to be established reasons.

According to overseers stock market monitors, Caledonia Corporation reported in an internal memorandum that there had been a fatal accident at the Blanket mine in Zimbabwe during the night shift of 23 February.

The report indicates that production at the site of the incident at the Blanket Quartz Reef area of the mine had since been stopped pending an investigation.

The incident was mining-related but more details couldn’t be released until the investigation had run its course, it added.

‘I join with all of my colleagues and fellow directors in expressing our sincere condolences to the family and friends of the deceased,’ chief executive Steve Curtis is quoted as having said on the internal memorandum.

Authorities at the mine would not be drawn to shed details on the accident referring ZimEye.com to the mine manager Mr Caxton Mangezi who was not immediately available for a comment.

Fellow miners at the mine however confirmed that the mine experienced a fatal mining accident which authorities are still investigating and they are not allowed to discuss with people outside the mine.

The last time that the mine had a fatal accident was in July 2015.

ZimEye.com is following up the matter and details will be made available as they become available.

Mugabe To Be Questioned Over Missing $15 Billion

Oral evidence from different witnesses who appeared before the Mines and Energy Parliamentary Portfolio Committee last week to speak on the alleged missing $15 billion diamond revenue showed that deposed President Robert Mugabe did not take action as the corruption was reported to him.

Businessman Lovemore Kurotwi, who appeared last week before the committee and narrated how his diamonds worth $150 million (1.7 million carats) were confiscated by former Mines minister Obert Mpofu for refusing to pay him a $10 million bribe, told the committee that as an investor, he felt abused by government.

“As a person, I feel I was abused. It is not normal to be subjected to such a situation by your own government. Those in power can do whatever they want with you with impunity, and I am really down,” Kurotwi told the Mines Committee.

“Mpofu told me he will not introduce my investors (Canadile Miners) to mine in Marange because I had not paid him the $10 million. So, what it implies is that those that were allowed to mine in Chiadzwa paid him (Mpofu).

Asked by Fanny Chirisa (MDC-T proportional representative legislator) to explain what steps Mugabe took after he heard that Mpofu had asked for a bribe from Kurotwi, Mliswa said it would be a question that the Mines Committee would pose to Mugabe himself.
“It is a question for Mugabe to answer. The committee can summon anyone, except the current President, to appear before Parliament to give oral evidence. We have a right to question Mugabe and it only makes logical sense that the committee asks Mugabe to respond to that,” Mliswa said.

Another matter, where Mugabe was said to have failed to take action as chaos ensued in the mining sector, is when the Mines ministry under former minister Walter Chidakwa introduced the consolidation of diamond mining.

Russian investors with Ozgeo were said to have been illtreated when 80 heavily-armed police officers sent everyone packing and took over their mine after they had invested millions into the project.

DTZ Ozgeo managing director Victor Kusyla told MPs that the takeover of his diamond mine during Mugabe’s era was in breach of security of tenure.

“Such issues must not be repeated because we might want to invest in another project, for example, livestock, and our hands will be tied because we were ill-treated,” Kusyla said.

He said the contract which they were made to sign with Zimbabwe Consolidated Diamond Company to take over their equipment and mine was under duress, as they were blatantly told by Chidakwa that if they failed to sign it, they stood to lose out.- Daily News

Mnangagwa Visits Under Siege Kabila, As Khama Tells The DRC Leader To Step Down Now

Ray Nkosi | President Emmerson Mnangagwa today leaves for the Democratic Republic of Congo (DRC) to visit the under siege government of Joseph Kabila.

Mnangagwa’s visit comes hours after Botswana’s Ian Khama called on Kabila to step down, stating in a statement, “the ministry of international affairs said the ‘worsening humanitarian situation’ in DRC is fulled by the fact that ‘its leader has persistently delayed holding elections, and has lost control over the security of his country’.

The state media reports that Mnangagwa will meet Kabila as he resumes his courtesy calls on fellow Heads of State and Government in the region to apprise them of political developments in Zimbabwe that culminated in the resignation of his predecessor Cde Robert Mugabe last November.

Presidential spokesperson Mr George Charamba yesterday said besides the courtesy call, the visit will see the two countries discussing bilateral relations.

Chiwenga Mum In Law Hits The Campaign Trail

Vice President Constantino Chiwenga, mother-in-law Helga Mubaiwa has declared interest to contest for the Seke parliamentary seat in the forthcoming elections.

In an interview on the sidelines of a Zanu-PF youth soccer tournament she sponsored at Dunoter Primary School, Ward 9, in Seke on Sunday, Mubaiwa said she was an aspiring candidate whose move was triggered by the underdevelopment in the constituency despite its proximity to the capital, Harare.

She said that it was high time the constituency embraced a female representative who was development-oriented.

“It is true, I am an aspiring candidate for the (Seke) constituency. For a long time, there has been no development in this area despite how close it is to the capital city, Harare. Seke is Harare, but as far as development is concerned it is like we are miles away from the capital. As a constituency, we are too backward and there is a need for a female representative full of love to represent the interests of all the people,” she said.

The seat is currently under Phineas Chihota whose chance of contesting were slim given a number of accusations he was facing over factional politics.

Mubaiwa was likely to contest in the primary elections alongside youth league provincial executive member Munyaradzi Kashambe and Danai Chikanya. Chikanya lost to Chihota in the last election.

Asked whether her relationship with Chiwenga will not attract criticism as far as her political ambitions were concern. Mubaiwa said she had the right to contest and that she was a bonafide “daughter of the area.”

“I am not doing this for myself, but for the sake of the people of Seke. This has nothing to do with my relationship with the VP. I was born in Seke and I was also married in the same area. I belong here and it is time that we bring development in the area. As a woman and a mother, I have unconditional love for these people hence my move to stand for the parliamentary contest,” she said.

Mubaiwa, who runs businesses in Dema and Harare was the main sponsor of the soccer tournament that was also attended by top party officials from the province.

Notables who graced the event included provincial youth league chairman Kevin Mutsvairo, main wing, secretary for security Tendai Mangwiro and several war veterans from the district.

Addressing the gathering, Mubaiwa promised to empower the women through establishing self-sustaining projects. She also promised to finance the construction of a bridge across Nyatsime River that connects the rural area and Chitungwiza.

Speaker after speaker hailed Mubaiwa for financing a number of projects in the constituency.

“She (Mubaiwa) is not new in this area as far as development is concerned. She started charity work in the late 1990s, rehabilitating schools and assisting vulnerable children. Her history, therefore, shows that she is someone who can do much in developing this area,” said youth league boss Mutsvairo.

Zanu-PF is expected to hold its primary elections next month. – Newsday

Blacklisted Exam Cheating Students Sue Zimsec

Fifteen Regina Mundi High School pupils who were blacklisted for alleged examination cheating have taken the Zimbabwe School Examinations Council (Zimsec) and the Minister of Primary and Secondary Education Professor Paul Mavhima to court challenging the nullification of their November 2017 results.

The 15 pupils, through their parents, have filed a court application at the Bulawayo High Court seeking an order directing Zimsec to set aside its decision to cancel their November 2017 examination results.

One of the pupils, believed to be the mastermind, is alleged to have mobilised her classmates to contribute $3 each towards raising money that was used to purchase copies of the November 2017 Examinations question papers for English Paper two and Mathematics Paper two.

According to court papers, the pupil allegedly received the question papers on her mobile phone via social media platform, WhatsApp, and shared them with her classmates. They then allegedly smuggled the papers into the examination room.

One of the 15 parents representing the pupils said Zimsec blacklisted his child without making an enquiry to establish the facts.

“This application is made to review the decision adopted by Zimsec to annul all the results of the applicants on allegations of cheating. It is also the basis of this application in that the reasons of the decision reached by Zimsec have not been availed. At the same time, there is no averment on the enquiry made and its nature before the decision was arrived at, let alone the evidence used in the process,” the parent, whose name has been withheld to protect the identity of the minor, said in his founding affidavit.

He said the pupils were unfairly treated.

The parent said they received the message of the nullification of results from a school official through WhatsApp.

“The decision of Zimsec should not be allowed to prevail. Whilst awaiting my daughter’s results, I received a WhatsApp message from a Regina Mundi High School official on 12 February 2018 at around 6PM who advised me that my daughter has been blacklisted. There was no letter given to the affected pupils,” he said.

He also said Zimsec conducted its own enquiry and quizzed two pupils who then ultimately implicated all the applicants. “Whilst the November examinations were still ongoing, my daughter together with many other boarders accused of cheating were called and lumped up together in the base room of the school while the rest of the pupils were put in the school hall. They were asked to write about the exam cheating incident that had allegedly occurred,” he said.

The parents’ lawyers, Garikayi and Company, said the pupils’ rights were violated in terms of section 3 of the Administrative Justice Act because they did not appear before a proper board to defend themselves.

Section 34 (3) of the Zimbabwe School Examinations Council Act stipulates that it shall not be necessary for the Zimsec board to consult or hear representations before cancelling or annulling the results of an examination.

“However, I am advised that this section is contrary to section 68 of the constitution of Zimbabwe, which stipulates that every person has a right to administrative conduct that is lawful, reasonable and both substantively and procedurally fair. Section 34 of the Zimsec Act is also contrary to section 81 (1) of the constitution which recognises the right of children to be heard,” the lawyers said.

They said the decision by Zimsec to blacklist the pupils and nullify their results is draconian, irrational and grossly unreasonable.

“The nullification of results for subjects which do not form part of the allegations is unfair and unjust considering that there was no misconduct alleged in these examinations,” said the lawyers.

Two weeks ago, High Court judge Justice Loice Matanda-Moyo overturned Prof Mavhima’s order compelling all the 260 000 students who sat for last November’s Ordinary Level English Paper 2 examination to be re-examined.

The judge ordered Zimsec to consider releasing results using the outcome of the English Language Paper 1 examination.

Prof Mavhima had ordered a re-sit following reports of massive leakages of the paper through social media.

Justice Matanda-Moyo castigated Zimsec’s conduct, saying it was going to cause more harm to the pupils than good.- state media

South Africa Will Not Arrest Grace Mugabe

Former First Lady Grace Mugabe remains untouchable and will not be arrested upon entering South Africa because her diplomatic immunity status still holds, NewsDay has learnt.

Lawyers representing South African model Gabriella Engels, who was allegedly assaulted with an electric cable and left nursing a deep cut on the head by Grace late last year, said they were facing legal bottlenecks in pursuing the criminal matter.

Engels’ lawyer Willie Spies told NewsDay that the removal of President Robert Mugabe from office through a military intervention last November had not helped the situation as Grace still enjoyed diplomatic immunity across the Limpopo River.

“The fact remains that the prosecuting authority in South Africa does nothing [in bringing Grace to justice] while the immunity granted to the former First Lady, still stands,” he said.

Speaking in Davos recently, President Emmerson Mnangagwa said Grace was not immune to prosecution.

Spies said the fight to get justice for the Engels was, however, not being slowed down with the South African courts seating next month to hear the application on lifting of the diplomatic immunity granted to Grace by the government of South Africa.
“There is movement in the case here as the application to formally set aside the granting of immunity is set down for hearing on 10 and 11 May,” he said.

Gabriella’s mother Debbie said they wanted Grace to answer the charges in South Africa.

“We are aware that she is no longer a person of power, that her husband was ousted from office and that the government of Zimbabwe said she does not enjoy any immunity anymore,” Engels’ mother said.

“In light of the latest developments, our lawyers are working on that case to secure justice for my child.”- Newsday

WATCH: Soldiers Employed ZEC

Staff Reporter| There is a sizeable number of ex soldiers employed by the Zimbabwe Electoral Commission.

This was revealed in deliberations at a Parliamentary Portfolio hearing yesterday. MDC Secretary General Douglas Mwonzora claimed that the ballot papers have before been printed at the KGV1 (Josiah Magama) army barracks. The new ZEC Chair Priscilla Chigumba admitted while saying, “one of the first things that I did in my first 10 days of office was to call for a list of all ZEC permanent employees, which constitutes about 383, to look through this list and see how many people among those employees had a former military background.”

She continued saying, “ZEC policy is that we are not precluded from employing former military members, provided that they are retired and not active. We have less than 15% of those, but yes they are in the ZEC, but I would hasten to add that a lot of those former military personnel retired from their institutions five, six, seven years ago.

“I have gone through their files and satisfied myself that these are no longer serving members now. Unless and until the laws are changed that we are not at liberty to recruit retired members of the security sector, we maintain the position that those already in our ranks will perhaps for this elections remain in position until maybe we are informed otherwise.” FULL VIDEO:

Mnangagwa Has Not Invited Us To Monitor Polls Yet – EU

Our staff writer Farayi Machamire sits down for a wide-ranging interview with European Union head of Delegation Philippe Van Damme. Find below, excerpts of the interview.

Q: We have heard President Emmerson Mnangagwa stating that foreign observer missions would be welcome to monitor the polls, a change from the previsions regime that tended to allow mainly “sweetheart” monitors such as the Southern African Development Community (Sadc) to watch proceedings. Has government formally invited the EU?

A: On our side, we are talking to the government and we hope that government will in the next few days clarify its invitation towards the international community including the European Union. In the case of the EU, we have a very specific and well-established methodology for election observation missions.

The first thing we need is a formal request by the government to invite what we call an exploratory mission which is a mission of experts who will speak to the different stakeholders of the electoral process and assess whether indeed these stakeholders consider these observation missions as useful.

They will also assess the feasibility of electoral observation from a security and logistical point of view. And then they will advise us on whether or not an EU electoral observation should be deployed.

And then, of course, the final decision will be taken once, based on that mission, the government confirms its willingness to deploy that mission or not. So at the moment, we are expecting an invite for an exploratory mission any time soon, we are at the beginning of the process.

Q: Mnangagwa officials have claimed they will be in a position to invite international bodies once he has proclaimed the election date.

A: This has nothing to do with the proclamation of the election dates. Our methodology foresees that these types of invites are coming in four to six months ahead of the indicative period in which elections are held.

Now, in this country, we have a Constitution which is very clear.

We know that the elections will be held between July 23 and August 22 so there is no problem to have that invite and have the exploratory mission coming in at any moment now.

Q: What is your take on the environmental framework going into this election considering claims of serial number intimidation and the role of traditional leaders?

A: It’s certainly of concern and we have expressed our concern privately and publicly to the people involved in this. And as you know, Zec (Zimbabwe Electoral Commission), I think belatedly, have come out condemning people taking serial numbers of registered voters.

I think it’s extremely important for Zec, civil society and political parties to make it clear that the vote is secret so that the integrity of the voter registration and of the vote is not undermined. We hope all stakeholders will step up voter education so that people feel reassured.

On the aspect of intimidation, including some unfortunate statements by traditional leaders and some political leaders, again we are appealing to all people in positions of authority to stand up and condemn all these forms of intimidation.

I hope that all political parties will sign up to the code of conduct and adhere to this code of conduct and also sign up to peace pledges which churches are planning to submit so that indeed there is a kind of moral pressure on all actors in these elections.

Q: Restricted State media access for opposition parties and the absence of divergent voices in the state media going into this election remains a major concern. Do you get a sense this could be a major hurdle militating against free, fair and credible elections?

A: We launched a programme, a couple of weeks ago, in support of the media in the electoral process and the acting minister of Information (Simon Khaya Moyo) was there and I appealed to him to open up public media in line with what the Constitution says regarding the representation of divergent views  in the public media.

There are two aspects, one, you have the legal framework which involves alignment of laws. I am told Aippa (Access to Information and Protection of Privacy Act) and Posa (Public Order and Security Act) will be revised and a draft document will be gazetted over a month or two, which will be a positive move. But over and above that is the practical implementation and it should not be so difficult for ZBC to open up to divergent voices.

I try to follow ZBC news but unfortunately, I don’t see any significant evolution and I am hoping that evolution will accelerate over the next months and that the public media will be able to implement what the president has been saying.

Q: The right to vote for every Zimbabwean, including the rights of prisoners to vote, the rights of the hospitalised to vote and those in the Diaspora, remains a thorny issue. Do you believe this will dent the credibility of the election?

A: Different countries have different positions on those particular issues. It is up to Zimbabweans to decide on what they want.

Q: Has the new government presented a clear and time-line bound plan for political and economic reform for the EU to review its ties with Zimbabwe?

A: Time-bound, not to my knowledge. The government has indeed announced a series of reforms but I have not seen any calendar yet at this stage and we are urging the government to identify what are the key reforms they still consider to be implementable before the elections and then to start to think about what are the reforms which they would want to implement after the elections because it’s important for confidence-building.

Q: Is there any standard that the EU would be satisfied with?

A: It’s not for me to be happy but for the people of Zimbabwe to be satisfied. I remember hearing (Finance) minister (Patrick) Chinamasa who when he came back from Lima in October 2015, explained at a business meeting that what he presented at Lima was not to please the international community but he thought it was needed for the people for Zimbabwe.

Q: We have seen United States tightening screws on President Emmerson Mnangagwa in so far as sanctions are concerned, what route is the EU taking?

A: That’s not my understanding. You have to ask US but my understanding is that they just rolled over their existing sanctions.

Q: The military intervention of November 2017 has been interpreted as a coup by some sectors, how has the EU interpreted it?

A: We have been saying repeatedly and we have a couple of statements on this issue, including council conclusions made on January 22.

We have been saying consistently that we are working with governments and not with individuals and what we are interested in is government’s committed to reforms, economic reforms, electoral reforms and political reforms in the interest of the people of this country.

EU Council conclusions in light of ongoing political transition reads:  The ongoing political transition in Zimbabwe creates high expectations among all Zimbabweans.

It can open the way to a full return to the rule of law, within a constitutional framework and under civilian rule, allowing for the preparation and implementation of much-needed political and economic reforms.

The EU reaffirms its availability to engage constructively with the new authorities, including through a structured political dialogue, with political actors across the spectrum, and with civil society, on the basis of a mutual commitment to shared values focused on human rights, democratic principles and the rule of law. It will do so in coordination with African and international partners.

The upcoming electoral process will be an essential step.

The EU welcomes the commitment of the authorities to hold elections in line with the Constitution, and underlines the importance that the conditions are in place to allow those elections to be peaceful, inclusive, credible and transparent.

The EU would consider favourably electoral observation, provided that the required conditions are fulfilled and that an invitation from the Government of Zimbabwe is received.

The EU welcomes the stated intention of the Zimbabwean authorities to deliver economic reforms in Zimbabwe, aiming at supporting job creation, growth and sustainable long-term development, and reaffirms its willingness to support the planning and implementation of much-needed structural changes and the promotion of good governance.

In this context, the EU will support the authorities in establishing as soon as possible a constructive re-engagement with international financial institutions based on a clear and time-bound economic and political reform programme. The EU stands ready to review the whole range of its policies towards Zimbabwe at any moment to take into account the progress achieved in the country.

Q: Lastly, you referred to people who can speak out with moral authority. What do you find most queer about Zimbabwe’s religious landscape?

A: I am amazed by the over population of prophets in this country. In the biblical tradition in the Old Testament, you have quite some prophets but never with the density as in this country.

I thought that Israel was specialised in producing prophets but this country is overdoing it, so it makes me doubt the quality and credibility of some of those prophets.

I observe the sociological phenomenon from where I can observe them and my observations lead me to conclude that as you have fake news you also have fake prophets driven by commercial interests, exploiting the misery of the people.- Daily News

Cyril Ramaphosa Announces New South African Cabinet – The Full Speech

Fellow South Africans,

I have decided to make certain changes in the composition of the National Executive.

These changes are intended to ensure that national government is better equipped to implement the mandate of this administration and specifically the tasks identified in the State of the Nation Address.

In making these changes, I have been conscious of the need to balance continuity and stability with the need for renewal, economic recovery and accelerated transformation.

As indicated in the State of the Nation Address, we have begun a review of the configuration, size and number of national Ministries and Departments.

We will retain the existing Ministries and Departments until that review is completed.

Liz On Fire, Kicks Tsvangirai Family Out Of Home

Former prime minister Morgan Tsvangirai’s widow, Elizabeth Macheka Tsvangirai, has kicked out the late Movement for Democratic Change leader’s children from his Highlands mansion amid reports that she has “grabbed” all of the deceased’s properties.

She has allegedly blocked Tsvangirai’s relatives and close associates from visiting the mansion following her public humiliation by her mother-in-law, Lydia Tsvangirai, who appeared on state television threatening to commit suicide if she attended her husband’s funeral.

Mrs. Tsvangirai told VOA Studio 7 that she had barred some of the children from visiting the mansion, noting that there is bad blood between her and several family members.

Family spokesperson, Manase Tsvangirai, said he is surprised that Mrs. Tsvangirai has kicked out some of her late husband’s children from the Highlands mansion.

Mrs. Tsvangirai’s attorney, Harrison Nkomo, stressed that the late MDC-T president’s wife has rights that need to be respected by the Tsvangirai family as she was still married to Tsvangirai before he died.

There are indications that Mrs. Tsvangirai has been living at a Borrowdale house bought by the late former prime minister, who was staying alone at the Highlands mansion, at the time he left for South Africa to seek treatment for cancer of the colon.

Manase Tsvangirai said they are expected to discuss the matter as a family in order to resolve it amicably.

Mrs. Tsvangirai was allegedly left out of the burial proceedings and then told to leave her late husband’s homestead in Buhera soon after he was laid to rest. She did not participate in conducting important rituals for cleansing the bereaved, an indication that all was not well between her and the late former prime minister’s relatives.

It’s not yet clear why the family has tormented her though some close family associates claim that the Tsvangirai family wanted to allegedly grab all properties belonging to the widow before and after Morgan Tsvangirai’s death.

Manase Tsvangirai could not be drawn to comment on this issue. – VOA Studio7

Mliswa Warns Against Chamisa Arrest

Norton Member of Parliament, Themba Mliswa has responded to a story on MDC-T Acting President, Advocate Nelson Chamisa’s possible arrest on charges of inciting violence at the burial of the late party leader Morgan Tsvangirai in Buhera saying such a move will only make him more popular, thick skinned and more determined.

The Sunday Mail newspaper yesterday published a story titled “Chamisa Faces Arrest” which alleges that some unnamed party members were planning to report him to police for inciting violence in Buhera.

Writing on the micro-blogging site Twitter yesterday, Mliswa said using incarceration for political expediency will not work, “Chamisa’s arrest can’t be attributed to ED but factional fights in MDC. But they fail to realize that using incarceration for political expedience only serves to make the victim more popular, thick skinned & more determined. I know having been arrested & acquitted 70+ times.”

MDC- T Presidential spokesperson, Luke Tamborinyoka was a bit worried by the story saying Zanu PF might want to eliminate their Presidential candidate since the country is going towards general elections.

“His conscience is very clear, he is not involved in any of violence acts that happened in Buhera, maybe it is ZANU PF who wants to eliminate him.

“He was clear that he will make sure that people who did that will be investigated and justice shall rule,” said Tamborinyoka in an interview with 263Chat.

He added that the Zimbabwe Republic Police members were there at the funeral and witnessed the violence though they did not take any action.

Addressing mourners at the burial of Tsvangirai, Chamisa said he is committed to leading Zimbabweans even if it means being arrested or beaten.

“I know what they are capable of doing. Like what they did to my leader, Morgan Tsvangirai whom they beat and mistreated, but however, i am ready for it,” said Chamisa.

The youthful politician is the front-runner to succeed Tsvangirai after getting the approval of the National Council, the party’s highest decision making body outside congress.

Chamisa has also been endorsed by District and Provincial chairpersons who last week threw their weight behind his candidature for the forthcoming 2018 elections set to take place in five months.- 263chat

Chiwenga Calls It Quits

After six years at the helm of Miss World Zimbabwe Marry Chiwenga has stepped down from organising the pageant and now the question is what next for the pageant.

The chapter is closed for Chiwenga as she revealed at the weekend that she has handed over power to run the pageant to a nine-member Miss Zimbabwe Trust board from now on, although she still holds the Miss World Zimbabwe licence.

According to Miss Zimbabwe Trust spokesperson Tendai Chirau preparations are now afoot to hold the pageant this year details on when to be released soon.

“As the statement said that the dates will be set soon so that’s where we are as the pageant. Perhaps by the end of this week we shall know when the pageant will be held,” said Chirau.

He added that the names of the nine-member committee to organise the pageant were going to be released.

“What we’re going to do is when we release the information about the pageant and all, we shall also release the names of who is who in the committee. And again this will happen by the end of this week,” said Chirau said.

Looking back, Chiwenga who is a former model, has been able to hold Miss World Zimbabwe and send representatives to the Miss World finals.

Under the guidance of Chiwenga, Miss Zimbabwe queens have worked with cancer patients, people living with albinism and made an intervention in Doma, Mashonaland Central. Last year’s queen Chiedza Mhosva donated $10 000 to help purchase sanitary pads for female villagers.

During her tenure Chiwenga, who is also the wife of Vice President General Constantino Chiwenga (Retired), tried her best to bring dignity to the                   pageant that had been riddled with controversies in the past.

Having a knack for pulling in sponsors for the event has been one of the attributes that Chiwenga has executed well throughout her tenure. A heavy corporate presence was synonymous with the pageant, since she took over in 2012, showing that she brought confidence to business. This was after she rebranded the pageant for two years before the first contest was held in 2014.

Winners left with hefty prize monies and this for some made participating in the pageant worthwhile and created a mini buzz in the modelling industry.

In her first pageant in 2014 after taking over from the late Kiki Divaris two years prior, Chiwenga organised a show stopping event that was unforgettable, a first of its kind in a long time. As with any Miss World Zimbabwe pageant it was the aftermath of the contest that was riddled with controversies.

Thabiso Phiri on that night was crowned the queen and the whole nation fell in love with her.

However, barely a month after she was crowned, Phiri stepped down amid unclear circumstances with allegations thrown left right and centre, all which until this day remain unsubstantiated.

Thereafter Catherine Makhaya took over during a mini pageant in Harare and her reign did not last long as she was dethroned for being a rebel.

The next year there was a dethronement when the queen Emily Kachote was stripped of her crown after media reports that there were nudes of her circulating on social media.

It was a back and forth scenario with accusations and counter accusations from both parties but at the end of the day Kachote’s first princess Annie Grace Mutambu took over and represented the country.

What Chiwenga brought to the table was how things should be done when organising a beauty pageant. She came up with a road map, a template that her successors (the nine-member committee) can use to improve what she laid out when she took over six years ago. What is left to see is what Miss Zimbabwe Trust has in store for the country this year.- state media

Tsvangirai Nurse Found Dead, Murder Suspected By Family

As ZimEye.com accurately revealed last week, the nurse who took care of the late MDC leader Morgan Tsvangirai during his last days, Nomsa Ncube was found dead, a development that has seen her family claiming that she was murdered.

Ms Nomsa Ncube worked at the Wits Donald Gordon Medical Centre (WDGMC), Johannesburg.

She was found dead four days after MDC-T president Mr Morgan Tsvangirai died from colon cancer.

She was snapped in a picture somewhat posing for a shoot with Tsvangirai at his bedside.

On the very day she was found dead, last Monday, she was due for a disciplinary hearing to do with that picture. The hearing was scheduled for early morning 10am. Analysts in the ZimEye newsroom argue that she might not have been guilty of the alleged offence as someone likely a Tsvangirai family member, did it.

A family member claiming she may have been killed while some online sources allege that she committed suicide following public condemnation when her picture with Tsvangirai started circulating.

Zimbabwe’s consul general to South Africa, Batiraishe Mukonoweshuro confirmed Ncube’s death and said investigations were underway to ascertain the cause of death. A family source who spoke on condition of anonymity said the nurse was killed as she was found in a pool of blood.

LOOTERS’ DEAD END: Mnangagwa’s Closing Date Tomorrow

Individuals and corporates who have been siphoning funds and assets out of the country have up to tomorrow to return the loot or risk prosecution and being named and shamed.

President Emmerson Mnangagwa issued a three-month moratorium soon after his inauguration last November for the return of all looted funds and assets.
The grace period which allowed looters to return the loot with no questions asked started on November 28 and ends tomorrow.

Announcing the grace period, the President said Operation Restore Legacy which was launched by the Zimbabwe Defence Forces to usher in a new political dispensation, unearthed serious economic
crimes.

The President said those who fail to return the loot within the stipulated period face prosecution.
“Activities linked to the Operation Restore Legacy have, among other issues, helped to uncover cases where huge amounts of money and other assets were illegally externalised by certain individuals and corporates. Needless to say such malpractice constitutes a serious economic crime against the people of Zimbabwe which the Government of Zimbabwe will never condone,” President Mnangagwa said last November.

Addressing delegates during Zanu-PF conference the following month, the President said he had knowledge of those who had externalised funds.

“I didn’t say that without knowledge. I have a list of who took money out. So in March when the period expires, those who would not have heeded to my moratorium I will name them and shame them,” he said.
The President warned that those who fail to heed his call will be arrested and prosecuted.
In an interview in Davos, Switzerland in January, President Mnangagwa expressed satisfaction that his call on funds and assets return was being heeded.

“I think you are aware that I made a three month moratorium on those who had taken assets of Zimbabwe outside the country, I’m glad to say few days ago I had a brief from my Governor of the Reserve Bank (Dr John Mangudya) that many people who had taken assets outside the country, some have brought back the funds, some are in the process of negotiating,” he said.
The President said it was easy to trace those who externalised the funds.

“Those who have taken funds outside and not come forward, I have the list because the banking fraternity, the financial service sector has been able to give us details on who took out funds and we have that,” said Mnangagwa.

Mnangagwa Flies Off To DRC

President Emmerson Mnangagwa today leaves for the Democratic Republic of Congo (DRC) to meet his counterpart President Joseph Kabila as he resumes his courtesy calls on fellow Heads of State and Government in the region to apprise them of political developments in Zimbabwe that culminated in the resignation of his predecessor Cde Robert Mugabe last November.

Presidential spokesperson Mr George Charamba yesterday said besides the courtesy call, the visit will see the two countries discussing bilateral relations.

“It is a continuation of courtesy calls to the Sadc region. We have been to South Africa, Angola, Namibia, Mozambique and Zambia, now we are off to DRC as part of the courtesy calls,” said Mr Charamba, who is also the Permanent Secretary in the Ministry of Information, Media and Broadcasting Services.

“Within the context of the courtesy call, there will also be bilateral talks.”
President Mnangagwa’s administration has received widespread local, regional and international endorsement with higher expectations that the new political dispensation will deliver robust economic development and reposition Zimbabwe on the global map.

Recently, officials from United States firm and global giant General Electric were in Zimbabwe to explore opportunities in infrastructure, aviation, rail and energy.

White House National Security Council and State Department officials met President Mnangagwa last week to affirm Washington’s keenness to work with Government.

Further, American observers could be on the ground during Zimbabwe’s 2018 harmonised elections, again a first in years.
Since his takeover President Mnangagwa has been preaching peace, unity and his main focus is on economic turnaround.

His Government has expressed its desire to normalise relations with the international community for increased investment and also wants to rope in the Diaspora to participate in national development as Zimbabwe is now open for business. – state media

NUST Students Arrested

STUDENTS at the National University of Science and Technology (Nust) in Bulawayo yesterday “shut down” the institution demanding an end to lecturers strike and commencement of lectures.

The students’ “university shutdown’ forced the Nust management and lecturers to resolve their differences, paving the way for the resumption of lectures today.

The students had spent almost a month without classes after lecturers embarked on an industrial action protesting alleged mismanagement at the institution of higher learning.

Yesterday, students barricaded all the university’s entry points demanding that management and lecturers resolve their impasse.

The students mobilised support for their shutdown through social media messages and by 7AM some of them had closed the university’s gates, denying people access to the campus.

The students also blocked the Bulawayo-Gwanda Highway forcing motorists to use other routes.

Chaos outside Nust attracted anti-riot police who used water cannons to disperse the students.

Bulawayo police spokesperson Inspector Precious Simango said the use of water cannons was a strategy to disperse crowds.

“I’m aware that there was a demonstration at Nust and police had to use water cannons to disperse the students. The use of water cannons is one of the strategies to handle a mob. I’m not aware that some students were arrested in the process,” she said.

Zimbabwe Congress of Students Union (Zicosu) president Mr Tafadzwa Gambiza said close to 50 students were arrested.

“What the police did was out of hand and we cannot condone such behaviour. We always support the Government but we cannot support such brutal acts by the police who probably got a directive to disperse the students from someone. Government should applaud these students for fighting for their birth right. They should deal with the root cause of such actions,” he said.

Nust Student Representative Council president Mr Pablo Chimusoro, who was among the arrested, earlier told The Chronicle that the university shutdown was a plea for action to Nust authorities.

“We are shutting down the university to call for the attention of stakeholders of the institution, be it the Government, administration or parents. We have been disadvantaged for four weeks. We tried communicating with the administration before but no clear action has been taken so we have come to a point of doing whatever that will call for their attention,” said Mr Chimusoro.

The students’ demonstration forced the university’s management and lecturers to seek common ground and lectures are expected to resume this morning.

Nust’s director of marketing and communication Mr Felix Moyo said the students’ demonstration was a result of their frustration after spending weeks without lectures.

“I think it demonstrates an enthusiasm on their part to learn. As far as they are concerned they know that they left their homes, they came to Nust to learn and they were feeling frustrated that they were not fulfilling their mission of coming to Nust. It was a strategy that they used so that they do not waste time,” said Mr Moyo.

He said the university would not victimise the students for expressing their disgruntlement.

“We have discussed the issue with Nusteda leaders and we’ve agreed that Nusteda will terminate their strike immediately. Classes will resume tomorrow morning at 8AM,” said Mr Moyo.

“On our part as management we are going to suspend the circular which was the bone of contention. The circular stated that lecturers should teach three courses but they want to teach two courses per semester. So we will suspend that circular and they will go back to class and teach two courses per semester.”

National University of Science and Technology Educators’ Association (Nusteda) secretary general Mr Blessing Jona confirmed that they had suspended their strike.

He said it was disheartening that students had to take drastic action for authorities to pay attention.

Mr Jona said lecturers were counting on the recent appointment of Professor Mqhele Dlodlo as the university’s Vice Chancellor to address issues bedevilling the university.

“Overcrowding in lecture rooms still exists, we still have a shortage of chemicals in lecture rooms. We are going back to the lecture rooms but our concerns are yet to be resolved. It’s sad that it had to take students to shut down the university for action to be taken. We don’t need a court to decide on the legality of the strike when our issues that are real still exist. A court can make a judgement but it cannot resolve real issues that are at Nust,” he said. – state media

JUNTA LATEST: Beyond the Mirage : The 2018 Election Is No Easy Walk To Freedom

Brian Tamuka Kagoro | The 2018 election is winnable on issues and strategy ,but the opposition must make no assumptions about a clear and easy victory. Historically, all great moments of great oppositional momentum have been thwarted by either violence , out and out rigging or poor judgment on the part of the opposition. At times inattention to detail , naivety and triumpalism have combined to produce what Professor Masipula Sithole called in 2000 ” the margins of terror and error”. In instances where candidates are rigged in or imposed during party primaries or candidates simply don’t put in adequate work to win over constituencies the opposition’s loss is attributable to the margin of error .

Some opposition leaders have wrongly assumed that given the general public discontent and euphoria , it necessarily follows that such sentiments will translate to exercised votes for the opposition. The majority of Zimbabwean voters do not go to rallies and as high as 21% of people who attend rallies are either not registered to vote or if registered , they don’t pitch up to vote on polling days. Some people lack the patience to line up for an hour or more waiting to vote. Others do not know their polling stations and others still assume that given the tide victory for their party or candidate is in the bag . No political party in Zimbabwe has on its register more than 400, 000 paid up and active members . Which means that combined party registers do not add up to one fifth of total registered voters . The shenanigans within political parties and political beauty pageantry amongst leaders within political parties seems oblivious of this fact. The people that vote are outside party structures and these require clear strategic approach and messaging. What issues do these non-party members and non-rally attending people care about ? What moves them from apathy to action? Where do their interests lie ?

In what processes , issues and belifs is their hope? As Zimbabwe approaches the 2018 election we again seem to have a feuding opposition leadership that rhetorically touts victory but seems technically unprepared to win and a Zanu PF exuding false confidence and clearly lacking the structural coherence and necessary cohesion to command a victory . Zanu PF is psychologically not prepared to lose( in my view it should bargain for this high possibility) .MDC leadership – and indeed the whole organised opposition- needs to fully contemplate what a defeat in 2018 could mean in the medium to long-term? I have consistently argued that on paper , the 2018 election is winnable for the opposition.

However , in order to win the united opposition needs to recognize and address the following: First Zanu PF – or elements within it -is likely to use a combination of technology and subtle forms of coercive mobilization to influence the voter choices and overall election outcomes. Zanu PF in 2018 is still as unpopular as it was in 2008 , but it is more divided and less cohesive now than ever before . However , Zanu PF has the coercive arms of State , the chiefs and repressive laws on its side . It now has an army of social media trouls and local journos running a well oiled public relations campaign for their presidential candidate and his wife. Second opposition has not contested current constituency demarcations. Some do not comply fully with constitutional and legislative threshholds (thanks to Murwira). It seems that Harare East , Mt. Pleasant , Harare South , and parts of Kuwadzana , Hatcliff, Chitungwiza become riggable because of their adjacency to farm areas and informal settlements .

Third , internal party drama , schisms and localised authoritarianism leads to top-down decision-making regarding candidate selection . Any imposition of candidates will bleed the opposition vote tally by between 5 to 18% split in votes & between 3 to 12% due to apathy by disenchated supporters of candidates affected by top-down decisions. These percentages are averages from the 2005 MDC split adjusted to accommodate potential impact of independent candidates as well as multiple opposition parties. Fourth it is expected that the new voters(first time ) that overall will be between 30 to 38% of new registrations will make a difference. In order to lead to an opposition victory at least 36% of these new voters must vote for opposition.

Further,of the old or repeat voters at least 76% must vote for opposition to enable a clear win. Fifth ,Overall voter turnout( of registered voters) would have to increase by about 15 to 23% from 2013 overall percentage to between 75 to 83% in order to benefit opposition or lead to an opposition victory . Sixth , in view of subtle forms of intimidation, coercive mobilization and covert forms of physical and psychological violence in rural areas , you may end up with a high voter turnout but in favour of Zanu PF (except perhaps in Mashonaland Central, West & parts of East). As such mobilization in rural areas has to take subtle and very creative forms.

Seventh, given the above uncertainties the combined ( and hopefully united) opposition should aim to increase urban voter turn out in each Constituency by between 18 to 29% from 2008 figures. The treachery of a diminishing urban voter turn out between the years 2000 and 2013 is that it enabled rigging and also singularly corroded the possibility of an opposition victory. The urban voters -whilst blaming rural voters for voting for Mugabe – simply did not show up and by not showing up endorsed both Zanu PF and Mugabe. The question is , will urbanites unwittingly vote Zanu PF back into power through apathy again in 2018 ? Will all of us urban voters become the active citizens we claim to be ? Eighth , the youth and women’s vote will make decisive difference in 2018 election. This will happen as a result of either inspiration, coercion, fraudulent conscription or strategic mobilization. Rallies matter in order to shore up support , but door to door mobilization will be more useful in ensuring that tens of thousands of supporters also become voters. Opposition needs thousands of meticulous volunteers to ensure that nothing is left to chance .

Nine, technical capabilities and capacities( including ICTs based) will be needed to stop vote-rigging or hacking of Biometric system or any other form of manipulation. If biometric system fails or has technical hitches in just 20 constituencies for just about 2 hours , the rest is history. United opposition has to build technical capabilities and capacities to deal with a wide range of Biometric system /technology factors within the next three months . Failure to do this would be akin to scoring 3 own-goals in a cup final. So there is no time for internal feuds if the opposition is serious about winning 2018. Unless they want to lose or have agreed to throw the election to Mnangagwa in exchange for something ? Tenth, ultimately the best form of anti-rigging strategy is to ensure that all poling stations ( whether they are 10, 000 or 22,000 have adequate monitors ,observers & election agents) . These must be well trained and not easily purchaseable.Training party agents in anti-rigging strategies is no walk in the park .

Eleven, any perceptions of regionalism , sexism or ethnic chauvinism will cost the opposition at least 2 to 6% undecided voter confidence in certain regions .Though relatively small these percentages do add up.Twelve, There were 5,874,115 registered voters in 2013.Only 3,480,047 went to vote.A good 2,394,068 registered voters did not vote. This is a massive figure representing three factors , namely : ghost voters ( about 600,000) , complacency and apathy . Total voter turn out was 59.24% in 2013. Mugabe got 2,110,434( 61.09%) votes and Tsvangirai got 1,172,349(34.94%). Ib real terms the vote difference is less than 900,000. These could easily have been made up by the urban voters who did not pitch up to vote. As a result Zanu PF got 160 seats and MDC-T got 49 parliamentary seats. The Margin of Terror ? Five years prior the election was held on the 29 March 2008. The results were announced by the chief electoral officer on 2 May 2008.Total votes: 2 537 240 ;Valid votes: 2 497 265.Registered voters: 5 934 768. The percentage voter turnout was a mere 42.75% .In other words over 3, 397 , 528 registered Zimbabwean voters did not bother to vote in 2008 . The presidential election results were delayed by over 30 days and when finally announced they
showed that Tsvangirai had outpolled Mugabe by 48% to 43%. Simba Makoni had 8% of the vote . Crucially, however, he failed to secure 50% plus one, resulting in the electoral commission declaring a runoff.

The runoff was held on June 27 amid speculation that the additional time was used by Mugabe and the joint operation command – the top brass of the military, police, intelligence and prisons – to plan and launch a spoiling strategy.

A countrywide orgy of violence followed, orchestrated by war veterans, Zanu-PF militia and security force members. Despite fuel shortages, troops were deployed countrywide.

Taking confidence in the army’s support, senior Zanu-PF officials declared that the party would not accept defeat in an election because Zimbabwe had been liberated through war, not the ballot box.
Given the acute food shortages at the time, food aid became another election tool – Zanu-PF controlled distribution and known MDC activists and supporters were denied supplies.
On June 23, Tsvangirai informed the electoral commission that he was withdrawing from the election. He cited violence and the intimidation of MDC supporters, threats of war, the participation of uniformed soldiers in Zanu-PF campaigns, the MDC’s lack of access to the state media, the banning and disruption of MDC meetings and rallies, the disenfranchisement of many voters, the barring of his party from rural areas and the electoral commission’s failure to ensure free and fair polls.

Tsvangirai indicated that 86 people had been killed and 10 000 injured in the violence. About 10 000 homes had been destroyed, displacing many. Tsvangirai feared that given the prevailing political situation there would be war if MDC won the presidential runoff . Indeed Mugabe had categorically stated that power cannot be taken by a pen but by a gun. War veterans aligned to him had reiterated this position throughout the country.
In short , there were alarming levels intimidation, particularly in rural areas. This 2008 – and indeed 2000 , 2002 and 2005- margin of terror has particular resonance for the 2018 election where soldiers ( both serving and recently retired) have a more overt role in Zimbabwean politics. In strategizing it is useful that all pro-democracy forces and actors keep a very sober perspective of the enormity of the task . The loss in 2000 was unfortunate , the losses in 2002 and 2005 were due to inexperience. The victory in 2008 was stolen . 2013 loss was a clear margin of error by a party subsumed in government . A loss in 2018 is not an option for the opposition, it would be catastrophic at three levels , namely : democratic transition , generational mix and overall sustainable development of Zimbabwe.

Economy Will Not Be Solved By Tanks, NPP Tells Mnangagwa

Terrence Mawawa, Masvingo
Outspoken National People’ s Party (NPP) Spokesperson, Jeffryson has fired a broadside at President Emmerson Mnangagwa whom he described as a clueless leader.

In a hard- hitting statement released yesterday, Chitando said Mnangagwa had dismally failed to transform the country’ s economy in his first 100 days in office.

“The military government rolled out tanks onto the streets and
we celebrated hoping to experience an economic turnaround.

The naked truth is that we are heading nowhere with this government.

The economy cannot hear the sound of tankers. So we can say the current government is clueless and totally confused,” said Chitando.

Speaking at a party rally at Nemamwa Growth Point on Saturday, Chadzamira described Mugabe as a “noble and iconic figure who had been surrounded by criminals.”

Chigumba Announces Poll Dates Period

The Zimbabwe Electoral Commission (Zec) has said  general elections should be held on any date between July 21 and August 21.

Zec chairperson Priscilla Chigumba said under the constitution, the current president’s term of office expires on August 21, 2018 and according to Section 158 (1)(a) the next general elections should be held on any date between July 21 and August 21 unless Parliament is dissolved in terms of Section 158 (1) (b) or 158 (1) (c) of the Constitution.

President Emmerson Mnangagwa  has said Zimbabwe will hold elections in four to five months, the first vote that does not involve Robert Mugabe since 1980.

“The Commission hereby draws the public’s attention to section 158 (1) (a) of the Constitution of Zimbabwe which outlines that a general election must take place not more than 30 days before the expiry of the five-year period specified in Section 143 of the Constitution.

“Section 143 of the constitution specifies that parliament is elected for  five-year term which runs from the date on which the president elect is sworn in and assumes office in terms of Section 94 (1)(a),” Chigumba said in a statement yesterday.

“However dates for general elections are set by the president by way of proclamation in term of Section 144 of the Constitution.

“After a proclamation of an election date, the nomination courts must sit on a date which is at least 14 days and not more than 21 days after the proclamation date.

“The elections must be held on a day which is at least 30 days and not more than 63 days after the nomination court.

“Whilst the commission awaits the issuance of a proclamation for the 2018 harmonised elections it is seized with the processes of decrypting date from the BVR exercise and preliminary cleaning of data collected during the blitz phases as it awaits the delivery of the de-duplication software.

“After data de-duplication, a provisional voter’s roll will be produced and opened for public inspection before the final roll is printed,” said Chigumba.- Daily News

Umthwakazi Disrupts National Peace Indaba Again

NATIONAL, BUSINESS, BREAKING

By Sydney Barson| Members of the Umthwakazi Republic movement have once again disrupted the National Peace and Reconciliation Commission (NPRC) meeting for Matabeleland North Province in Lupane, Monday.

A similar process was last week disrupted in Bulawayo.

The meeting which was supposed to commence at 10:00 am failed to kick off as bussed and seemingly drunk placard carrying Umthwakazi members went on stage and started singing and toyi-toying chanting anti – Shona tirades demanding that Shona commissioners leave the hall.

Lupane West legislator Martin Khumalo said the movement has unfairly disadvantaged people of Matabeleland North province of their right to participate.

“I am greatly disappointed by these disrespectful youths bent on disturbing an important process meant to raise critical issues and finding ways of healing the wounds of the past.” said Khumalo.

Charles Thomas of Umthwakazi Republic said the planned national healing meeting would not proceed if the Shona speaking commissioners were still present. They argued that the commission is predominantly Shona.

Efforts by Chief Absolom Gumede and Chief Menyezwa to rein the group were in vein.

Catholic priest Reverend Father Marko Mkandla also tried to reason with the group but they insisted the meeting would not proceed as long as the Shona commissioners were in the room.

Commissioner Geoffrey Chada an NPRC member said the commission has a constitutional mandate which it got through a national referendum process and will respect the will of the people.

Said Chada: “We are not giving up, we are only messengers. We have a responsibility to parliament. We are here to listen to issues from the communities. We don’t have answers, answers will come from the communities.”

The mission of the commission is to heal divisions of the past, reconcile communities and create a shared future that binds Zimbabweans together.

The NPRC chaired by retired Justice Selo Maselo Nare who is yet to take oath of office include the following Commissioners, Patience Chiradza, Netty Musanhu, Choice Ndoro, Geoffrey Chada, Charles Masunungure, Leslie Ncube, and Godfrey Chekenyere.

Dokora “Crazy” Curriculum On Way Out

By Paul Nyathi| The Ministry of Primary and Secondary Education is reportedly beginning moves to remove the New Educational Curriculum which was introduced into schools by the former Minister Lazarus Dokora.

Yet to be detailed information released by the Ministry indicates that it has suspended the continuous assessment regime for this year’s examination classes Form 4 and 6.

Under the curriculum described as “crazy” by stakeholders at recent public consultations, learners were going to be involved in continous assessment which was going to contribute 30% of the learner’s final mark at the end of their Ordinary Level and Advanced Level assessments.

The Ministry also announced that they have suspended the whole issue of tasks for school children.

Learners were being bombarded with a lot of work referred to as “tasks” that required a lot of stationery and learning aides much to the fury of parents.

The curriculum was introduced by Dokora in 2014 and has been failing to fully take off as most schools are battling with the financial requirements associated with it.

Teachers were also not given enough training and orientation of the complicated curriculum which Dokora copied from the Middle East.

The Ministry will be giving full details on the changes on the curriculum in due course and ZimEye.com will provide the details as the become available.

Welshman Ncube Calls For Grace Mugabe Arrest

Welshman Ncube’s opposition MDC has called for the arrest of former first lady Grace Mugabe for fraudulently obtaining a doctorate that she apparently received within months.

This comes after Zimbabwean anti-corruption investigators have said the ongoing probe into the alleged academic fraud at the UZ that has seen the arrest of UZ vice chancellor Levy Nyagura and a probe into UZ lecturer Claude Mararike will not lead to the arrest of Grace.

During his court hearing, Nyagura was accused of approving Grace’s application without the knowledge and recommendations of the departmental board and faculty of higher degrees committee in violation of UZ quality assurance guidelines and benchmark.

Nyagura has been remanded to March 5 on $200 bail.

The MDC said it “applauds his arrest.”

Grace Mugabe, a ferociously ambitious politician and chief contributor to the downfall of her 94-year-old husband, was awarded a PhD by the University of Zimbabwe in 2014.

It is alleged Grace had not actually studied or undertaken research to earn the doctorate and that she had been handed her a diploma just months after enrolling.

PhDs typically require several years of full-time research and writing.

“As MDC, it is our conviction that the real culprit here is Grace .

“We believe she initiated the whole embarrassing academic scandal. In our view Grace is accused number one,” Kurauone Chihwayi, the MDC national spokesperson, said.

Goodson Nguni, lead investigator at the Zimbabwe Anti Corruption Commission, has been quoted in news wires claiming that Zacc’s probe would not lead to the arrest of Grace.

“There is no evidence to probe Grace. Grace is not a University of Zimbabwe official; she does not know the rules of how people are granted PhDs.

“We are investigating those people who knew the regulations and who fraudulently did whatever they did,” Nguni said.

“If you go to a company on the internet called Pacific University, they award PhDs after small examinations which are not recognised by anybody.

“If someone decides to go and buy a degree from them, they cannot be charged for that.

“So we are not probing Grace, we are probing those university authorities who violated university regulations.”

The MDC said it has “grave misgivings” as to the handling of the scandal which it said has tarnished the integrity of Zimbabwe’s education system.

Chihwayi said the failure to arrest Grace makes a mockery of President Emmerson Mnangagwa’s vow that he has zero tolerance on any form of corruption.

“For him to be taken seriously the president must walk the talk and relevant anti-corruption units in his government must act and retour the country’s proud academic history. This habit of selective application of justice should immediately stop,” Chihwayi said.

“Now we learn with great shock that Zacc is wasting tax-payers’ money and resources on an  investigation into Grace’s PHD supervisor, professor Claude Mararike, with a view to check if he possessed the requisite qualifications for the job.

“We feel these developments on the ground point to a Zacc that cannot exhibit fair play and casts doubt on the genuineness of the anti-corruption unit in stamping out corruption.

“We are demanding the arrest of Grace as this will prove to the nation that no one is above the law. “

Grace dropped out of a correspondence course at the University of London after failing most of the exams with marks as low as seven percent.

The MDC called on Mnangagwa to “immediately dissolve Zacc and appoint competent and non-compromised people who will diligently carry out their mandate without fear or favour.” – Daily News

Hungwe, City Fathers Clash Over Mucheke River Siltation

Terrence Mawawa, Masvingo
Masvingo State Minister, Josaya Dunira Hungwe is blocking Masvingo City Council officials from probing a case in which a government Minister’s irrigation project is causing siltation in Mucheke River.

Deputy Agriculture Minister, Davies Marapira’ s irrigation system is interfering with the city council’ s water works but efforts by the local authority to take corrective action have been blocked by Hungwe.

Masvingo City Mayor, Councillor Hubert Fidze last week said he was aware of the negative impact of Marapira’ s project on the city’ s water system.

“We do not expect such level of negligence from a senior government official,” said Fidze.

He however would not comment on Hungwe’ s involvement in the whole issue.

However officials in the city council’ s engineering department said Hungwe was blocking their efforts to rectify the matter.

Oxygen Runs Out In Zim Hospitals

The country’s public hospitals, which have been struggling to stock drugs and replace antiquated equipment, have been hit by shortages of  oxygen gas which last Friday forced Harare Children’s Hospital to suspend normal services.

Health and Child Care minister David Parirenyatwa confirmed the shortages yesterday and said government was actively working to have the crucial medical gas in hospitals very soon.

In medical parlance, oxygen is a gas required in every healthcare setting, and is used for resuscitation and inhalation therapy among a variety of other uses which include providing life support for artificially-ventilated patients and aiding cardiovascular stability.

The shortage of oxygen comes as doctors are battling to contain the outbreak of bronchiolitis which has seen a surge in the number of children seeking treatment.

According to doctors, Harare Central Hospital Children’s section on Friday ran out of oxygen, leaving children who had severe cases stranded.

“There is a shortage of oxygen at Harare Children’s Hospital and the situation has been made worse because there is an outbreak of bronchiolitis which is affecting children.

“Now the predicament here is that a lot of oxygen is required in its treatment and we have forwarded the concern with internal authorities but at the moment, we are not yet sure if and how the situation is going to be managed,” said a paediatrician speaking on condition of anonymity.

Parirenyatwa told the Daily News that government was working to have the oxygen available at the hospitals but bemoaned the foreign currency shortages and lack of innovation to produce the oxygen locally.

Zimbabwe does not manufacture the oxygen and relies solely on imports.

“We are aware there are challenges in terms of oxygen in the country. I am aware this is an issue that is being actively worked upon.  It is a major issue (none availability of oxygen) in most of our hospitals.

“It is a recurring problem due to importation hiccups. We have to have services restored very soon as government is actively working on this issue.

“We need to have our own way of innovating and not importing so that we can make our own oxygen in the country. This is something that the new dispensation will look at,” Parirenyatwa told the Daily News.

President Emmerson Mnangagwa government’s has so far not been able to end the myriad problems affecting the public health institutions.

Apart from having to replace old equipment, most State hospitals and pharmacies are struggling to stock drugs due to poor planning and failure to access foreign currency from the Reserve Bank of Zimbabwe (RBZ) for the importation of critical medicines.

Zimbabwe is relying on foreign imports for its drugs, equipment and hospital consumables and imports over $400 million worth of basic drugs each year.

The importation of drugs and essential medicines has been further worsened by the troubles at the country’s biggest pharmaceutical company — CAPS Holdings — which used to satisfy 75 percent of the country’s market.

Last year, most hospitals struggled to stock critical drugs and vaccines.

Thousands of newly-born babies faced significant health risks after the Bacillus Calmette-Guérin (BCG) vaccine, which prevents infants from contracting tuberculosis (TB), was temporarily in short supply.

Newly-born babies are vaccinated with BCG to prevent them from contracting TB, which is listed among the top six infant killers in the country.

In 2016, major referral hospitals also had to suspend many services as a result of the shortage of drugs, including painkillers — exposing how much things had fallen apart in the country since the early 2000s.

United Bulawayo Hospitals (UBH) and Harare Central Hospital were among the major health facilities that had to suspend normal services as a result of drug shortages, including pethidine — a synthetic compound used as a painkiller, especially for women in labour and during caesarean operations.

And Binga District Hospital, which is situated in one of Zimbabwe’s poorest regions, was also forced to scale back its services as a result of water and electricity shortages.- Daily News

LATEST – Mwonzora Says We Can Also Rig Elections Like ZANU PF

By Staff Reporter| MDC Secretary General Douglas Mwonzora has said the opposition also rigs elections the same way ZANU PF does.

Mwonzora was speaking during a parliamentary hearing on Justice, Legal and Parliamentary Affairs. Said Mwonzora, “and I want to say madam Chairperson of ZEC and of the portfolio committee, I want to say to everyone who is here, I know this is multiparty, gone are the days when we thought it was only the ruling party which is capable of rigging elections. We saw in Malawi, in Nigeria that the opposition can also cheat in elections. So we in the opposition are capable of cheating, you in the ruling party are capable of cheating, so let’s make rules so that we don’t cheat each other.”

Mwonzora also fingered ZANU PF which he said has engineered the printing of ballot papers from KGVI barracks. VIDEO:

MDC Alliance Coalition Partner Disbands, Joins ZANU PF

ZANU Ndonga leadership

By Paul Nyathi

One of the seven opposition parties in the MDC Alliance coalition has officially disbanded and resolved to join the ruling ZANU PF party.

ZANU (Ndonga) announced today that it is ceasing existing as a political party and incorporating itself into ZANU PF with immediate effect.

The decision to dissolve as a party was endorsed by the opposition party’s executive members at a meeting held in Harare today.

Speaking to journalists after the meeting, party President Wilson Khumbula said the opposition party is now fully joining ZANU PF.

Khumbula said that the decision is a confirmation of a 2015 resolution which was made to join ZANU PF but was disturbed by the factional fights in ZANU PF at that time.

“I call upon all former Zanu (Ndonga) members to adhere to our decision pthat the party ZANU (Ndonga) dissolved in February 2015 and joined ZANU PF to become one party following the final round of negotiations with the representatives of ZANU PF led by Hon Dr Win BJ Mlambo. The decision to join Zanu PF was downplayed by the G40 cabal which teamed up with Manicaland provincial executive…..our members were denied entry into ZANU PF which saw some of our members enticed to other parties,” said Khumbula.

“Now because the G40 cabal was brought to book, I call upon again to all ZANU (Ndonga) members to come back to ZANU PF. We have agreed with the leadership of the new dispensation led by His Excellency Cde Emmerson Dambudzo Mnangagwa that all our members are very much welcome into the party since we started together in 1963 as one party,” Khumbula added.

The party has been part of the MDC Alliance coalition against a background of massive resistance from MDC-T members who felt that the party was not adding value to the lead opposition party in its quest to win the elections this year.

The party which has a large following in Manicaland especially amongst the Ndau people of Chipinge was allocated one seat in the MDC Alliance coalition.

MDC-T senior members recently called on their new President Nelson Chamisa to remove four of the MDC Alliance partners from the coalition including ZANU Ndonga.

Comment could not immediately be obtained from the MDC Alliance leadership.

We Don’t Take Orders From Mnangagwa: Hospital Workers

Terrence Mawawa, Masvingo
Workers at Masvingo Provincial Hospital have defied the First Lady Auxillia Mnangagwa’ s call to scrap maternal fees.

Defiant workers at the biggest hospital in Masvingo have said saying they are unaware of call to scrap maternal fees despite Mrs Mnangagwa’ s visit to the health centre two weeks ago.

As a result expecting mothers have been forced to deliver at their respective homes due to the prohibitive maternal fees.

“As long as we have not received the communication in writing, I am afraid we will not be in a position to assist.

Is Mrs Mnangagwa a government official? So we cannot take verbal instructions from her,” said an admistrator who declined to be named.

Masvingo Provincial Medical Director, Amadeus Shamhu could not be reached for a comment.

Govt Donates Coffins To Families Of Victims Shot Dead By ZRP Cops

By Farai D Hove| The Zimbabwean government has donated a coffin each to the families of victims killed by the Zimbabwe Republic Police on Thursday night during the violence that saw Passengers Association President Tafadzwa Goliat being assaulted by riot police.

The police boss, Godwin Matanga says the deceased were shot by police officers who were defending themselves after clashes between the police and commuters following a ban on commuter omnibuses from entering the central business district.

Police Commissioner General Godwin Matanga spoke a day after the violent incident.

The three who died include newspaper sales agent, Nhamo Zephenia, Anatoria Kaseke a vendor, and another unnamed person.

Matanga did not mention what was going to happen to the police officers responsible for the shooting.

Zephania’s son Ronald was quoted by the Daily News saying, the police assisted us with $200 and Doves provided a coffin and chairs.

“At the moment we are hurting and I am not in a position to share much until we have sat down with the family and agreed on a way forward.”

National Vendors Union Zimbabwe (Navuz) chairperson, Sten Zvorwadza, present at the burial of Kaseke complained saying, “the only way to bring closure to the highest level of addressing this open wound right now‚ is for the government not to make piecemeal donations but to fully compensate the families of those whose lives they cut short.

“At the time she was murdered, she was pregnant but the police never took care to save either the mother or the baby and this is why the family believes their family member was innocent and she was murdered.”

Meanwhile, in an earlier interview Goliati claimed that in fact 3 people were killed by police.

“There were two guys, and also a woman, a vendor,” Mr Tafadzwa Goliati said.

He added saying the three were shot dead. LISTEN TO THE FULL INTERVIEW BELOW

60% of Zimbabwe’s 2018 Voters Are Nelson Chamisa Age Mates

By Staff Reporter| The Zimbabwe Electoral Commission says 60% of total voters are 40 years and below.

MDC leader Nelson Chamisa is 40 years old while his opponent, Emmerson Mnangagwa is 75 years old. Analysts say age and an outcry for generational renewal could be the deciding factor in elections than anything else this year.

Justice Priscilla Chigumba said, “about 60 percent of our people who registered to vote are aged between 18 and 40. It means this is a vote of young people.”

Her statement comes as Zimbabwe prepares for the upcoming 2018 elections which is Emmerson Mnangagwa’s first ever election as outgoing head of state.

The former ZANU PF Chairman Temba Mliswa said Mnangagwa’s must party must wake up and appoint their own youth to leadership so to upstage Chamisa.

Another analyst, the former ZANU PF core strategist, Prof Jonathan Moyo wrote saying, “#GENERATION40 is a #demographic & not a #political group. A demographic group is a section of the population. As such, #G40 permeates the full spectrum of the political divide. So, 2018 is UNDOUBTEDLY a huge #G40 election!”

Mnangagwa In World Cup Cricket Breakthrough

President Emmerson Mnangagwa has had a Cricket World Cup breakthrough.

Zimbabwe under Mnangagwa is to host the 2018 Cricket World Cup qualifier matches next month.

Speaking aside preparations, Mnangagwa said the hosting by Zimbabwe is testimony that the country is now taking its rightful place in the universal family of nations.

President Mnangagwa made the remarks when he officially launched the 2018 International Cricket Council (ICC) Cricket World Cup qualifier sporting showcase at a dinner held for the participating 10 teams in Harare Sunday night.

From the 4th to the 25th of March the spotlight will be on Zimbabwe as the country play host to nine international countries which are vying for the two slots left for qualification to the 2019 Cricket World Cup.

The prestigious tournament is being held just three months after the country entered a new political era and President Mnangagwa is optimistic the goodwill that will be generated by the country from hosting the sporting event is invaluable.

“The hosting of these qualifiers by Zimbabwe comes at the most opportune time following a peaceful political transition in our country which has ushered in a renewed sense of optimism and has been marked by a process of engaging and re-engaging with the international community in our quest to take our place in the global family of nations…Zimbabwe is open for business,” he said.

The tournament was initially slated for Bangladesh but the decision was rescinded when it became apparent that the south Asian country was close to automatic qualification.

Zimbabwe was among three countries that expressed an interest to host together with the United Arab Emirates and a joint bid from Ireland and Scotland and Zimbabwe eventually won the bid.

President Mnangagwa acknowledged the economic gains that can be derived from hosting of such major sporting events and urged the participating teams to observe good sportsmanship.

“We are optimistic that the hosting of such an event will help in improving the image of our country and create business for our tourism and hospitality sector,” added President Mnangagwa.

Zimbabwe has adopted realistic policies and strategies that are aimed at promoting sport as an essential part of the education curriculum.

Mnangagwa also invited foreign and domestic investors to venture into sporting related infrastructure and implored other sporting disciplines in the country to pursue junior development programmes.

The Zimbabwe Cricket, the ICC and the Ministry of Sport, Arts and Recreation have introduced a cricket development programme that is targeting boys and girls aged 13 and under.

The two vice presidents Retired General Constantino Chiwenga and Kembo Mohadi, government ministers, Minister of State for Harare province, international cricket players and stakeholders from the sporting fraternity graced the opening dinner.

President Mnangagwa noted government’s thrust is to ensure that school children are exposed to a variety of sporting disciplines.

The President urged the participating teams to be good ambassadors for Zimbabwe when they return to their countries and to desist from engaging in vices like match fixing, bribery and cheating saying such ills dent the image of sport in general and also demoralise deserving sportspersons. – state media
