Inmates Hauled To Court Over Sodomy

By A Correspondent- Two prison inmates who have been serving their sentences at Khami Maximum Prison have been dragged to court after they anally rap_ed a fellow prisoner causing him to have sores on his behind.

It is alleged that while the 38-year-old victim was sleeping in his cell, Culture Sibanda got into his blanket and started to care_ss his testi_cles while rubbing his manhood against his thighs.

The violated man tried to push him away, but he threatened to crush his testi_cles if he resisted his se_xual advances, the court heard.

Fearing for his jewels, the inmate calmed down, Culture then allegedly anally assaulted him and sternly warned him not to reveal to anyone about the sod0my incident.

On the following day another inmate tiptoed into the same victim’s blankets and threatened to kill him if he screamed. He forced him to bend and anally assaulted him, the court heard.

After two days when the abused man was relieving himself in the toilet he felt pain from his “behind” and he noticed that he passed blood-stained stools.

He reported the matter to prison officer Godwin Mahlathini who escorted him to a police station where he made a police report.

Thulani and Culture appeared before Western Commonage magistrate Shepherd Mnjanja facing a sodomy charge.

Mnjanja remanded them in custody to 11 August.

Anti Corruption Commission Blasts “Sleeping” Govt Ministries

By A Correspondent- The Zimbabwe Anti-Corruption Commission (Zacc) yesterday exposed massive looting by senior government officials and parastatal bosses, accusing line ministries tasked with playing an oversight role of “sleeping on duty”.

Zacc chairperson Justice Loice Matanda-Moyo told a virtual annual general meeting (AGM) that corruption was rife in government, parastatals and other entities.

She said a probe would soon be instituted to “fish out” those involved in graft.

“As a result of these compliance checks, as Zacc, we have noted that ministries that have an oversight role on State enterprises and parastatals are a cause for concern,” she said.

“Equally, companies run by majority shareholders or family businesses are of serious concern in terms of their adherence to corporate governance principles.”

Successive reports by Auditor-General Mildred Chiri have implicated government ministries and State enterprises in massive corruption that has prejudiced the country of billions.

Matanda-Moyo said the government should urgently review powers of ministries over State enterprises and parastatals under their watch.

“The government needs to urgently review the powers of ministries over State enterprises and parastatals under their purview to stem this culture of looting,” she said.

“It is our wish as Zacc that legislation amendments be made to the Anti-Corruption Commission Act to provide sanctions for non-compliance. It is not a secret that corruption in Zimbabwe is rampant in all sectors of our economy; that is, in government, State enterprises and parastatals, NGOs (non-governmental organisations) and the private sector. In 2019, Zimbabwe was ranked 159/180 on the Corruption Perception Index. Thus, we set ourselves some tough hurdles and challenging targets.”

Matanda-Moyo said Chiri’s reports had given the commission a starting point to deal with corrupt officials in ministries and parastatals.

“We received reports of the Auditor-General of Zimbabwe, tabled in Parliament. The contents of the reports gave rise to reasonable suspicion of incidents of either corruption, theft, misappropriation, abuse of power and/or other improper conduct in the public sector,” Matanda-Moyo said.

“In the circumstances and on the basis of the report of the Auditor-General of Zimbabwe, Zacc opened active investigations in respect of all ministries, government departments and State enterprises implicated in the report with a view of bringing to book all those implicated in any and all acts of corruption, theft, misappropriation, abuse of power and other improper conduct.”

On allegations that the financial books of Zacc itself were in a shambles, Matanda-Moyo said: “When the commission took office, we found that the previous financial statements from 2012 had not been done and neither were they audited.”

Matanda-Moyo said in 2019, Zimbabwe was ranked 159/180 on the Corruption Perception Index prompting them to set some targets to reduce corruption.

“I am delighted to report that we met these targets and indeed, in several areas, we exceeded them,” she said.

“These results were achieved despite some major challenges, including the COVID-19 pandemic and resistance and interference from some individuals in offices of high authority.  This makes the performance even more pleasing.”

The Zacc chairperson said they have stepped up efforts to curb corruption in line with calls to fight the vice.

“To date, Zacc has received a total of 157 high-profile cases and has investigated 76. Zacc engaged the Zimbabwe Republic Police (ZRP) who provided experienced staff to boost investigations,” she said.

President Emmerson Mnangagwa has repeatedly threatened to weed out corruption and established an anti-graft unit in his office, the Special Anti-Corruption Unit (Sacu) headed by Thabani Vusa Mpofu to show his resolve to fight the scourge.

But Sacu has been accused of corruption and pursuing a political agenda to persecute Mnangagwa’s political foes.

Both Zacc and Sacu have also been accused of targeting small fish, leaving out government ministers and bosses to public entities who were the main culprits.

While the government claims sanctions imposed on the country by the West over two decades ago were the cause of the economic downturn, observers, who include Western embassies, say corruption was at the centre of the deteriorating economic situation.

Duo Abduct, Rape Man With Autism

By A Correspondent- In a real-life shocking case of forced penetration, two Bulawayo women allegedly ‘abducted and gang-rap_ed’ a 31 year old man with autism.

Autism is a serious developmental disorder that impairs the ability to communicate and interact.

The alleged perpetrators Buhlebenkosi Mpofu (24) from Matsheumhlope suburb and her accomplice only identified as Samantha, who is reportedly on the run, allegedly took turns to se_xually exploit the man, whose name is being withheld for legal reasons, after holding him captive at a house in the city.

After “rap_ing” the victim, who stays in Hillside suburb, they reportedly searched him and took away his wallet containing $550 and US$3.

Allegations against Buhlebenkosi and her accomplice are that on 22 July 2021 and at around 6pm they approached the victim who was waiting for transport along Robert Mugabe Way and 13th Avenue.

It is reported that when they reached him, they forcibly got hold of him by his hands and quickly dragged him to a house opposite where he was standing and forced him into one of the rooms.

While in the room they undressed the victim and pushed him onto the bed where they started caressing him and fondling his manhood.

Seeing that his magic stick was now ready for the adult game they then took turns to have se_xual intercourse with him. After the act they reportedly searched him and took away his wallet containing $550 and US$3.

The seemingly traumatised victim was later rescued by a passerby, who later accompanied him to his home, where they found his mother, who had been patiently waiting for him outside the gate.

The victim narrated the ordeal to his mother, who then went and reported the matter at Bulawayo Central Police station.

Investigations by the police led to the arrest of Buhlebenkosi. Buhlebenkosi has since appeared in court before Bulawayo magistrate Stephen Ndhlovu charged with two counts of theft and aggravated indecent assault. She was not asked to plead to both counts and was remanded in custody to 13 August 2021.

Faith Healer, Hubby In Soup For Burying Infant Hours After Death

By A Correspondent- A self-proclaimed prophet and her husband have landed themselves in trouble following the mysterious death of an infant at their hands.

The faith healer and her husband are alleged to have tried to cover up the child’s death by burying her within one hour without notifying the authorities. The strange incident occured in Harare’s Zimre Park suburb.

According to national broadcaster ZBC News, the faith healer and her husband are the paternal grandparents of the deceased child. The husband is employed at Zimre Park Secondary School as a security guard.

The now-deceased child is reported to not have been feeling well. The grandmother who is a known faith healer is reported to have tried to perform some rituals to heal the child. However, the rituals did not go as planned and the infant died.

The couple is reported to have connived to cover up the murder. Barely an hour after the baby died, the grandparents took the body to a nearby riverbank. Under cover of darkness, the grandfather dug a grave on the riverbank before burying the infant’s body. The grandparents were assisted by two other people in the burial.

However, the bursar and the caretaker at the school saw that something was amiss. They followed the developments from a distance and suspected that their colleague and his wife may have buried the child on the riverbank. Both the bursar and the caretaker were able to pinpoint the spot of the suspected burial.

The couple and two other people were later arrested after a police report was filed. The prophet apologised for her actions and claimed that they had acted out of ignorance. She went on to say that she thought people in towns also follow the same cultural rites practised in the rural areas.

According to national police spokesperson Assistant Commissioner Paul Nyathi, the incident occured in June and four people have since been picked up by the police in connection with the case. They face charges under the Births And Deaths Registration Act (Chapter 5:02)

Woman Arrested For Turning Down Cop’s Se_xual Advances Acquitted

By A Correspondent- A Rusape woman is finally free after she was found not guilty of trumped-up charges filed against her by a spiteful police officer whose sexual advances she had turned down.

27-year-old Nomatter Chikunguru was arrested on 9 April by some ZRP officers who include Constable Brian Kasu. She was arrested at around 11 PM as she was heading home from work. Chikunguru works at Rusape General Hospital, where she is employed as a mortician by Heritage Funeral Parlour.

The police officers charged her with assaulting or resisting a peace officer as defined in section 176 of the Criminal Law (Codification and Reform) Act.

She was accused of refusing to be apprehended by shouting and throwing stones at Constable Brian Kasu and assaulting him. Kasu was part of the unit which was enforcing Covid-19 lockdown restrictions. Other members of the unit included Assistant Inspector Chisenye, Assistant Inspector Dhambu, Constable Muza, Constable Makwarimba and Constable Masuka among others.

During her trial before Rusape Magistrate Rufaro Mangwiro, prosecutors alleged that Chikunguru acted unlawfully by refusing to be arrested. The prosecutors further alleged that she shouted and threw stones at Constable Kasu and assaulted him when police officers who were on night patrol raided a bottle store at Mabvazuva Shopping Centre.

Chikunguru, prosecutors said, was caught by a police dog as ZRP officers were reportedly trying to disperse a riotous “mob”.

The 27 year old woman denied the charges. She alleged that she was the victim in this case and that she was ill-treated by Kasu after she spurned his sexual advances. She further alleged that some police officers had refused to assist her to report a case against Constable Kasu.

After the police allegedly refused to assist her, Chikunguru was forced to engage the services of a lawyer. She was represented by Peggy Tavagadza of Zimbabwe Lawyers for Human Rights.

Tavagadza argued that the charges levelled against her client were a fabrication to cover up for the abuse of power and brutality by the police officer.

Following a full trial, the magistrate acquitted Chikunguru and dismissed all the charges against her.

Mash Central Man Axes Grany Over Witchcraft Claims

By A Correspondent- A 27-year-old Mount Darwin man has exed to death his 82-year-old grandfather over witchcraft.

Owen Kudzai Kutika was dragged to Bindura Magistrates’ Courts yesterday charged with murder.

Kutika appeared before magistrate Samantha Dhlamini and was not asked to plead to a murder charge. He was remanded in custody to August 27.

Prosecutor Edward Katsvairo alleged that on August 2 at Bruton Farm, Mount Darwin, Kutika accused his grandfather of bewitching him.

The now-deceased, who stayed alone at Kandeya village, went to his house and around 7pm, the incensed Kutika pounced on him with a wooden axe handle.

He struck him twice on the left shoulder. He tried to escape, but the charged Kutika pursued him and ordered him to give his last prayer before fatally striking him several times on the head. Tsikiso was severely injured on the occiput and he died on the spot.

“The Solid Plans Of Rigging Elections Is Sickening”

By Wilbert Mukori- The right to free, fair and credible elections, the right to a meaningful say in the governance of one’s country is the mother of all rights because it is the guarantor of good governance and of all the other rights.

It is therefore shameful that 41 years after our independence and the benefit of 21st century human civilization we still fail to deliver free, fair and credible elections. 

We started on the first footing by demanding “One man, one vote!” It is most disheartening how easily the nation has been blown off course!

Nothing, absolutely nothing, epitomised the white colonial oppression and exploitation of the black more than the denial of all blacks of a meaningful say in the governance of the country. The whites were the foreigners in someone else’s land, and they had the chic of denying the indigenous blacks a meaningful say in their own land. It is little wonder therefore that rancorous “One man, one vote!” struck a raw nerve and was answered with great passion by the blacks.

Sadly, the country’s black nationalist leaders, the late Robert Mugabe and now also late Dr Joshua Nkomo and their respective political parties, Zanu PF and PF Zapu, wanted to take over from the whites and become the country’s new supreme rulers. They wanted Zimbabwe to be a one-party state knowing fully well the move would deny the ordinary Zimbabweans their long cherished “One man, one vote!”

All attempts to unite Zanu PF and PF Zapu, the two main parties that waged the war of independence, have come to naught because the two could not agree on how the spoils of power would be shared out.

At the Lancaster House talks, the negotiations to usher independence, both Mugabe and Nkomo signed on to the multi-party democratic constitution. Mugabe was not bothered the country’s first election would not be not free, fair and credible.

Robert Mugabe and company’s 1980 election campaign message was simple enough: “If Zanu PF loses the election, the bush war will continue!”

Of course, the people voted to end the bush war; it is unwise to argue looking up the business end of an AK47 rifle. Once in power Mugabe started to systematically corrupt and state institutions such as the Judiciary, Police, Public Media, turning them into Zanu PF departments in all but name whose primary purpose was to keep Zanu PF in power at all costs.

The 1983 to 1987 Gukurahundi massacre gave Mugabe the excuse to crash his main political rivals Joshua Nkomo and his PF Zapu forcing them to sign the December 1987 Unity Accord and clearing the way for imposition of a de facto Zanu PF, one-party dictatorship.

To consolidate their iron grip on power, Zanu PF leaders have ridded roughshod over the people, denying them the basic freedoms and rights including the right to a meaningful say in the governance of the country and even the right to life! The country’s once robust economy took a nosedive because of gross mismanagement and rampant corruption under Zanu PF misrule. The nation was helpless to stop the rot because Zanu PF’s dictatorial powers included carte blanche powers to rig the elections.

It took Zimbabwe a decade and a half for a national consensus to finally emerged; for the country to end the economic decline and restore the individual freedoms and rights, the nation will need democratic changes designed to end Zanu PF’s dictatorial powers.

Morgan Tsvangirai and friends launched their Movement for Democratic Change (MDC) in 1999 as the party that will deliver the democratic changes the nation was dying for. In the last 21 years the people of Zimbabwe have once again risked, personal comfort, property, limb and life to elect MDC leaders into political office just as the blacks had risked all in pursuit of “One man, one vote!” Little did they know that Tsvangirai and company would betray them as readily as Mugabe and company had done!

Tsvangirai and company’s golden opportunity to implement the democratic reforms, dismantle the Zanu PF dictatorship and deliver all the individual freedoms and individual rights including the right to free, fair and credible elections was during the 2008 to 2013 GNU. Mugabe: who naturally, did not want his super-duper dictatorial powers taken away; bribed the MDC leaders with the trapping of high office, and with their snouts in the feeding trough they forgot about implementing the reforms.

There is much, much more to why MDC leaders failed to implement even one democratic reform in five years of the GNU. Yes, Mugabe could bribe some of the MDC leaders but surely not all of them, there were over 110 MDC MPs alone in the GNU, and to silence them all for five years!

It turns out that Morgan Tsvangirai and his MDC friends had never believed in the right to free, fair and credible election as the fountain of good governance, just as Mugabe and company had paid lip-service to “One man, one vote!” Tsvangirai and company had no regrets failing to implement even one reform during the GNU because they were super confident MDC would win the elections even if Zanu PF retained its carte blanche powers to rig the elections.

SADC leaders, who had been instrumental in getting Mugabe to agree to the formation of the GNU and the need for implementing the raft of democratic reforms, tried to have the 2013 elections postponed until reforms were implemented. “If you go into the elections next month,” they told Tsvangirai and company, “you will lose; the elections are done!”

As we know, MDC leaders ignored the regional leaders’ warning and participated in the flawed and illegal elections, so flawed Zanu PF’s victory was obvious long before the ballots were cast and hence the reason SADC leaders had said “elections are done”. By participating in the flawed and illegal elections MDC and their supporters had given credibility to the process and legitimacy to the results.

Buyer beware or “Caveat emptor!” is a universally accepted principle and it is just as relevant in buying goods and services as in electing leaders into public office!

Ever since the 2008 to 2013 GNU, Zanu PF leaders have learned that they can continue to blatant rig the elections and never have to worry about political legitimacy as long as the party allowed the opposition to win a few gravy-train seats.

The initial reaction of Morgan Tsvangirai and his MDC friends to the blatant vote rigging by Zanu PF in the 2013 elections was to pass a 2014 party resolution not to participate in no future elections until all the reforms to guarantee free, fair and credible elections are implemented. “No reform, no elections!” MDC announced.

Mugabe and company completely ignored MDC’s demands for reforms, he knew MDC leaders will participate in the 2018 elections with no reforms in place; greed for the few gravy-train seats will trump party resolution and logic.

It is laughable some of the foolish ideas MDC leaders have come up with to justify why they are participating in elections process that are so flawed the elections “are done” long before the first ballots are cast. Morgan Tsvangirai’s big idea guaranteed to win rigged elections was to unite the opposition.

“Make no mistake about it; you the people under the banner of the MDC Alliance will resoundingly win the next election. We appeal to the region and to the world to stand by the people of this country as they navigate these dicey moments under a brutal regime,” announced Morgan Tsvangirai when he launched the MDC A on 5 August 2016.

“Congratulations Zimbabwe for endorsing this huge alliance as it marches to a resounding victory. We heard you and we have heeded your call.”

Nelson Chamisa, Morgan Tsvangirai’s successor as leader of MDC A embraced the opposition party coalition as the panacea to the nation’s need for meaningful economic and political change. He too heeded to the calls for opposition unity whilst ignoring the rational voices demanding the implementation of the democratic reforms BEFORE elections.

Once again, Zanu PF went on to blatantly rig the 2018 elections; it was Zanu PF, not MDC A, that had “a resounding victory”! And, thanks to MDC A’s participation, Zanu PF had the political legitimacy.

Two weeks ago, Nelson Chamisa announced on twitter that MDC A had “a SOLID PLAN that will bring real change in Zimbabwe”! (the emphasis on solid plan, is his not mine)

He said he was not going to reveal any details of his solid plan for obvious reasons – Zanu PF will steal them! Still there are a few things one can be certain of; first and foremost, since not even one token reform has been implemented since the last elections, the solid plan will be yet another attempt to win rigged elections.

In June Patrick Chinamasa, Zanu PF’s Acting National Political Commissar, announce that Zanu PF will not acquiesce to granting 3 to 5 million Zimbabweans in the diaspora the vote, Mnangagwa himself had conceded to this demand in September 2018. A candidate can be declared the winner if he/she polled one vote more than the other(s) underlining the importance of every vote. What more 3 million votes, especially when Mnangagwa was declared the winner in 2018 with a total of 2.4 million votes!

By denying 3 million plus Zimbabweans in the diaspora the vote, Zanu PF is rigging the 2023 elections in advance, the elections are done! There is absolutely nothing Chamisa’s SOLID PLAN can do stop the rigging, with two years to the election it is too late to have Zimbabweans in diaspora on the voters’ roll.

And by participating in the 2023 elections regardless of reality the election is already done, MDC A and their supporters will once again give credibility to the flawed and illegal process and legitimacy to the result!

We have now all but abandoned “One man, one vote!”, free and fair elections, in favour “solid plans” to win rigged, done and dusted, elections! The sheer stupidity of it all is nauseating!

It is obvious why SADC leaders have all but washed their hands clean of Zimbabwe’s mess and the international community has all but abandoned Zimbabwe to stew in its own endless disasters. Zimbabweans have shown that there are not serious about ending the country’s curse of rigged elections and bad governance and why should outsiders mourn louder than bereaved!

It is heart breaking that Zimbabwe is sinking deeper and deeper into economic poverty and political chaos because, as a nation, we have failed to grasp the concept of “One man, one vote!” and apply it for our own benefit, our children and posterity. Well, until we learn; we will remain in our own man-made hell-on-earth for there is no escape.

Chinese Company Named In US$100 Million Water Tender Scandal

By A Correspondent- A Chinese company China Nanchang was controversially awarded a US$109 million water tender by the has been named in the Zimbabwe National Water Authority (Zinwa) for the construction of Kunzvi Dam, despite the existence of a lower bid.

Another Chinese company, SinoHydro’s bid, which was rejected, amounted to US$66 million, giving a staggering US$43 million variation which has raised eyebrows.

A total of 11 companies were vying for the lucrative tender to construct the long-awaited water reservoir touted as the lasting solution to Harare’s water woes.

The contractor will work on a build, operate and transfer basis.

It emerged this week that China Nanchang’s winning bid was one of the highest.

China Nanchang’s bid is also higher than that of JR Godart (US$83 million), China Jiangxi (US$78 million) and R Davis (US$99 million).

SinoHydro had the biggest profile of the 11 entities, having previously successfully undertaken the expansion of the Kariba South Power Plant and is also on course to finish the expansion of the Hwange Thermal Power Plant.

It also won the tender for the establishment of the Batoka Gorge Hydro Power Plant to be shared between Zimbabwe and Zambia.

The other firms, which submitted bids higher than China Nanchang include Bitcoin and Kuch Construction (US$142 million) and Draw Card (US$109 million).

Documents seen by the Zimbabwe Independent this week show that SinoHydro, in a joint venture partnership with locally-owned Marmfold, submitted a bid worth US$65 523 463,61, while China Nanchang submitted a tender proposal valued at US$108 885 000.

According to the documents, on the affordability score, SinoHydro’s bid was ranked number 1 while China Nachang’s costly bid was ranked number 5.

The highest bid was submitted by Exodus and Company, valued at US$197 130 196,38, followed by a proposal by Nyagui Construction, which wanted to construct the dam at a cost of US$149 447 353,88.

Locally-owned firm, Masimba was ranked number 8 with its US$140 191 249,41 bid, while Multi Force Construction ended the race at number 7 with a US$121 286 896,77 proposal.

Upon losing the bid, which official sources allege was irregularly awarded to China Nanchang, SinoHydro wrote to Lands, Agriculture, Water, Fisheries and Rural Resettlement minister Anxious Masuka complaining about how the tendering process was handled.

In the letter of complaint, SinoHydro accused Zinwa of flouting tender procedures.

“Zinwa has officially noticed that the Kunzvi Dam project was awarded to China Nanchang at the price of US$108 247 807,50, which is around US$43 million higher than the lowest bidder price. So as the lowest bidder, SinoHydro herewith appeals to you against the unfair decision. SinoHydro submitted its bid at the most competitive technical proposal at the lowest price of US$65 523 463,61 which evidently must have won the bid,” SinoHydro wrote.

Official sources told the Independent this week that SinoHydro has since escalated its grievances to the Office of the President and Cabinet (OPC) as well as Vice-President Constantino Chiwenga, seeking annulment of the tendering process.

At the time of going to print, as understood by the Independent, the OPC was probing the allegations.

Prior to SinoHydro registering its complaint, Zinwa’s chief executive officer Taurai Maurikira had on Tuesday, written to the company disclosing the results of the tender process which was awarded to China Nanchang.

“The Zimbabwe National Water Authority (Zinwa), has, in terms of Section 55(1)(a), of the Public Procurement and Disposal of Assets Act, awarded the tender for the construction of Kunzvi Dam to China Nanchang P/L at the cost of US$108 247 807,50,” Maurikira wrote.

“Accordingly, be advised that your bid relating to the above was unsuccessful. You also stand guided through Section 67 of the Public Procurement and Disposal Act (PPDA). We thank you for showing interest in our tender, and it is my hope you will receive a positive outcome,” the letter reads.

SinoHydro also described the tender award as not just unfair, but illegal.

“We haven’t been clearly informed of the reason why our bid was rejected by Zinwa. In addition, hardly can we understand the reason why government decided to spend US$43 million more in the infrastructure project which is to benefit people’s livelihoods,” the letter further reads. “Besides, the tendering procedure is also illegal and not fair. At our own expense, we have conducted the supplemental investigation, core collection and various experiments relating to Kunzvi Dam which plays a vital role in water supply to the capital city, Harare.”

Approached for comment, Maurikira said: “The tender process is only over 14 days after the announcement of the winner. The 14-day window is given for any other submissions/complaints from losing bidders. After the 14-day window is over, then the process is deemed to be over should there be no issues raised. Where issues are raised, these are then dealt with. That’s the process for all tenders according to PRAZ (Procurement Regulatory Authority of Zimbabwe).

“We are still within the 14-day period to give room for possible challenges to the award. I am of the opinion that answering these questions may compromise due process. I am comfortable to answer these questions after the 14-day window which expires on the 24th of August.”

Sources close to the tender told the Independent that SinoHydro was “disappointed by the decision made by the government” and was in the process of preparing an appeal at the Administrative Court.

“It is clear that considering a price variation of US$43 million separating the bid of Nanchang and SinoHydro, SinoHydro will seek legal recourse. A poor nation like Zimbabwe cannot afford to pay over US$43 million much more than the cheapest bid at a time government is struggling to source vaccines for its citizens. It’s clear, some people were corrupted,” a source said.

Contacted for comment yesterday, Masuka said he was not aware of the developments.

“I have not been made aware of those issues,” he said, promising to check.

Financial documents show that SinoHydro from 2015 injected US$3 million in preparatory work ahead of the submission of their bid to the government to take up the mega Kunzvi Dam project.

Since Independence in 1980, the construction and completion of the dam have been touted as a solution to Harare’s perennial water shortages and a key enabler to the country’s evolving agriculture sector.

Chiwenga Shivers As Delta Variant Plagues Harare

By A Correspondent- Clueless Vice President and Health minister Government Constantino Chiwenga, is in a panic mode following reports that 98 per cent of Covid-19 tests conducted in Harare lately have been linked to the deadlier Delta strain.

“A genomic sequencing for COVID-19 samples collected in Harare revealed that 98% of the samples were of the Delta variant,” Information Minister Monica Mutsvangwa announced early this week.

Mutsvangwa said the national genomic sequencing survey was also being conducted.

The Delta variant which originated from India is responsible for massive deaths that battered the populous Asian country before spreading to the rest of the world.

The variant is more transmissible and deathlier than the first variants of the world pandemic.

The government further reports that as of 2 August 2021, Zimbabwe’s cumulative Covid-19 cases stood at 110 855, with 79 420 recoveries and 3 635 deaths.

Harare Metropolitan Province has the most number of new infections sitting on 2 361 during the week ending 27 July 2021, to 11 652 in week ending 2 August 2021.

Mashonaland East Province had 1 523, Mashonaland West Province (1 136), Manicaland Province (1 361) and Masvingo Province (1 106).
The recovery rate stands at 72%, with 98% of Covid-19-positive cases being attributable to local transmission. The number of active cases stands at 27 800.

There was a slight decrease in weekly cases from 14 275 during the week under review.

In a bid to arrests fatalities linked to the dreaded disease, the government has ramped up its vaccination drive with a total of 1 674 710 people had received their first dose of the COVID-19 vaccine and 798 880 their second dose across the country.

The government says some 2 500 000 doses of vaccine are set to be acquired through direct purchase in August 2021, while a further 3 500 000 doses will be received during the month of September 2021 under the COVAX facility.

Two Burnt Beyond Recognition In Wedza’s Horrific Crash

By A Correspondent- Two people were burnt beyond recognition while three others were seriously injured in a road traffic accident that occurred in Wedza on Thursday.

Mashonaland East Provincial police spokesperson, Inspector Simon Chazovachiyi, said a Toyota Hilux collided head-on with a Honda Fit after the driver of the Toyota failed to negotiate a curve and encroached the opposite lane at the 2km peg along Wedza-Sadza Road.

He said a male adult was driving a Toyota Hilux D4D towards Wedza towing another vehicle using a rope.

Said Insp Chazovachiyi:

I can confirm that there was a fatal accident which killed two, a driver and a passenger who were burnt beyond recognition in Wedza yesterday.

The injured and bodies of the deceased were conveyed to Wedza Hospital and mortuary and are awaiting postmortem

The Honda Fit car caught fire and was reduced to a wreckage with its two occupants, the driver and the passenger, being burnt beyond recognition in the inferno.

He said the names of the deceased were being withheld until their next of kin were notified.

Community Service For Paedophile. What Is Going On?

By A Correspondent- In a shocking development, a paedophile will only serve 315 hours of community service after he was convicted of having “sexual intercourse with a minor.”

24 year old Artwell Mathe from Masikili Village in the Chief Shana area near Victoria Falls was convicted of having sexual intercourse with a 14-year-old girl on several occasions.

Mathe who is married, appeared before Victoria Falls resident magistrate Lindiwe Maphosa facing charges of having sexual intercourse with a minor.

During the trial, the court heard that the married paedophile proposed love to the minor in August 2019. The 14-year-old accepted the love proposal. The following month, Mathe convinced the minor to come to his home. After she came, he seduced her and the two were intimate. This happened on at least one other occasion.

The perverse affair was discovered when the minor’s mother stumbled upon Mathe groping the 14-year-old in the bush. She reported the matter to the police. This led to the arrest of the paedophile on charges of performing an indecent act with a young person. He was later charged with having sexual intercourse with a minor.

During the trial, Mathe tried to deny the charges, claiming that he was never intimate with the 14-year-old. However, he admitted that she had slept over at his house on several occasions. He claimed that even though the two slept in the same bedroom during the sleepovers, they were never intimate.

The paedophile insisted that he was merely protecting the minor. Mathe claimed that the minor was being abused at home and used to seek refuge at his home.

The 14-year-old also spoke up in defence of the paedophile. She begged the court to drop all the charges against Mathe, claiming that the two were in love.

Magistrate Maphosa, however, convicted Mathe on all counts. She said that the courts have a duty to send a message that such acts were not acceptable.

The online publication, the reports the magistrate as saying,

“This offence is relatively serious as it involves a young person, most of whom are still school going and need to focus on school and not to have their lives complicated by older people, who lure them into prematurely engaging in sexual activities.”

However, after saying all this, she sentenced Mathe to 15 months in prison. She suspended 6 months on the condition that Mathe does not commit a sexual offence in the next 5 years.

The remaining 9 months were wholly suspended on the condition that Mathe performs 315 hours of community service. She said that she had considered that Mathe was a first-time offender who was married with one child.

Mnangagwa Rewards 2008 Blood Elections Instigator

By A Correspondent- President Emmerson Mnangagwa has promoted a top soldier who instigated the 2008 blood elections David Sigauke to the new Zimbabwe National Army commander.

The violence instigator’s appointment follows the recent demise of Lieutenant-General Edzai Chimonyo who succumbed to cancer

The now Lieutenant General Sigauke’s appointment is with immediate effect.

Before his new appointment, Sigauke was a Major-General and the military Chief of Staff (General Staff).

He was promoted to Major General on 18 December 2017.

Sigauke in 2008 after the defeat of the then Zanu PF Presidential candidate, Robert Mugabe by Morgan Tsvangirai of the MDC, incited violence against the opposition supporters.

Six months before the 2008 elections, Sigauke was quoted in the media as having said, “As soldiers, we have the privilege to defend this task (of guaranteeing Mugabe and Zanu PF rule) on two fronts: the first being through the ballot box, and second being the use of the barrel of the gun should the worse come to the worst. I may therefore urge you as citizens of Zimbabwe to exercise your electoral right wisely in the forthcoming election in 2008, remembering that Zimbabwe shall never be a colony again.”

Shock As Python Is Dumped At Dumpsite

By A Correspondent- Ushewekunze residents yesterday woke up to find a python stashed in a white sack near a dumpsite.

Although it could not be established how the snake had ended up in the sack, onlookers said children who were playing close by spotted the huge reptile inside the sack.

Another witness claimed a suspicious elderly man had been spotted walking around the same area whilst holding a similar object.

“I was on my way to the nearby shopping centre when I saw these children playing around the dump site.”

“Before I could tell them to move away, they took off claiming they had seen a snake from one of the sacks.

“When I moved closer I then saw the python in the sack trying to find its way out, it eventually came out and became stagnant at the dumpsite,” said the witness.

Honda Fit Goat Thieves Flee Police Road-Block

By A Correspondent- A five Hond Fit Goat thieves gang on Thursday, fled a police roadblock after cops had intercepted their loot.

The ZRP tweeted Thursday, that a gang of five suspects in a Honda Fit loaded with 16 live goats was forced to flee the scene when the culprits were caught red-handed.

Said the ZRP, “Police in Harare are investigating circumstances surrounding the recovery of a Honda Fit motor vehicle, registration number ADX 1619, which had 16 goats crammed in the boot on 4/05/21 in a bushy area near Shamva tollgate in Highlands.

“The 5 suspects who were evading the tollgate and roadblock through a dust road fled from the scene. Investigations have established that the goats were stolen in Mutawatawa.”

Police later reported that the owner of the Honda Fit has since been arrested but did not give further details on how five adult individuals and 16 goats could all fit in a Honda Fit.

Zinwa In US$100 Million Chinese Bogus Water Tender Scandal

By A Correspondent- The Zimbabwe National Water Authority (Zinwa) is embroiled in a tender scandal after it controversially awarded a US$109 million tender to China Nanchang for the construction of Kunzvi Dam, despite the existence of a lower bid.

Another Chinese company, SinoHydro’s bid, which was rejected, amounted to US$66 million, giving a staggering US$43 million variation which has raised eyebrows.

A total of 11 companies were vying for the lucrative tender to construct the long-awaited water reservoir touted as the lasting solution to Harare’s water woes.

The contractor will work on a build, operate and transfer basis.

It emerged this week that China Nanchang’s winning bid was one of the highest.

China Nanchang’s bid is also higher than that of JR Godart (US$83 million), China Jiangxi (US$78 million) and R Davis (US$99 million).

SinoHydro had the biggest profile of the 11 entities, having previously successfully undertaken the expansion of the Kariba South Power Plant and is also on course to finish the expansion of the Hwange Thermal Power Plant.

It also won the tender for the establishment of the Batoka Gorge Hydro Power Plant to be shared between Zimbabwe and Zambia.

The other firms, which submitted bids higher than China Nanchang include Bitcoin and Kuch Construction (US$142 million) and Draw Card (US$109 million).

Documents seen by the Zimbabwe Independent this week show that SinoHydro, in a joint venture partnership with locally-owned Marmfold, submitted a bid worth US$65 523 463,61, while China Nanchang submitted a tender proposal valued at US$108 885 000.

According to the documents, on the affordability score, SinoHydro’s bid was ranked number 1 while China Nachang’s costly bid was ranked number 5.

The highest bid was submitted by Exodus and Company, valued at US$197 130 196,38, followed by a proposal by Nyagui Construction, which wanted to construct the dam at a cost of US$149 447 353,88.

Locally-owned firm, Masimba was ranked number 8 with its US$140 191 249,41 bid, while Multi Force Construction ended the race at number 7 with a US$121 286 896,77 proposal.

Upon losing the bid, which official sources allege was irregularly awarded to China Nanchang, SinoHydro wrote to Lands, Agriculture, Water, Fisheries and Rural Resettlement minister Anxious Masuka complaining about how the tendering process was handled.

In the letter of complaint, SinoHydro accused Zinwa of flouting tender procedures.

“Zinwa has officially noticed that the Kunzvi Dam project was awarded to China Nanchang at the price of US$108 247 807,50, which is around US$43 million higher than the lowest bidder price. So as the lowest bidder, SinoHydro herewith appeals to you against the unfair decision. SinoHydro submitted its bid at the most competitive technical proposal at the lowest price of US$65 523 463,61 which evidently must have won the bid,” SinoHydro wrote.

Official sources told the Independent this week that SinoHydro has since escalated its grievances to the Office of the President and Cabinet (OPC) as well as Vice-President Constantino Chiwenga, seeking annulment of the tendering process.

At the time of going to print, as understood by the Independent, the OPC was probing the allegations.

Prior to SinoHydro registering its complaint, Zinwa’s chief executive officer Taurai Maurikira had on Tuesday, written to the company disclosing the results of the tender process which was awarded to China Nanchang.

“The Zimbabwe National Water Authority (Zinwa), has, in terms of Section 55(1)(a), of the Public Procurement and Disposal of Assets Act, awarded the tender for the construction of Kunzvi Dam to China Nanchang P/L at the cost of US$108 247 807,50,” Maurikira wrote.

“Accordingly, be advised that your bid relating to the above was unsuccessful. You also stand guided through Section 67 of the Public Procurement and Disposal Act (PPDA). We thank you for showing interest in our tender, and it is my hope you will receive a positive outcome,” the letter reads.

SinoHydro also described the tender award as not just unfair, but illegal.

“We haven’t been clearly informed of the reason why our bid was rejected by Zinwa. In addition, hardly can we understand the reason why government decided to spend US$43 million more in the infrastructure project which is to benefit people’s livelihoods,” the letter further reads. “Besides, the tendering procedure is also illegal and not fair. At our own expense, we have conducted the supplemental investigation, core collection and various experiments relating to Kunzvi Dam which plays a vital role in water supply to the capital city, Harare.”

Approached for comment, Maurikira said: “The tender process is only over 14 days after the announcement of the winner. The 14-day window is given for any other submissions/complaints from losing bidders. After the 14-day window is over, then the process is deemed to be over should there be no issues raised. Where issues are raised, these are then dealt with. That’s the process for all tenders according to PRAZ (Procurement Regulatory Authority of Zimbabwe).

“We are still within the 14-day period to give room for possible challenges to the award. I am of the opinion that answering these questions may compromise due process. I am comfortable to answer these questions after the 14-day window which expires on the 24th of August.”

Sources close to the tender told the Independent that SinoHydro was “disappointed by the decision made by the government” and was in the process of preparing an appeal at the Administrative Court.

“It is clear that considering a price variation of US$43 million separating the bid of Nanchang and SinoHydro, SinoHydro will seek legal recourse. A poor nation like Zimbabwe cannot afford to pay over US$43 million much more than the cheapest bid at a time government is struggling to source vaccines for its citizens. It’s clear, some people were corrupted,” a source said.

Contacted for comment yesterday, Masuka said he was not aware of the developments.

“I have not been made aware of those issues,” he said, promising to check.

On its Twitter handle Thursday, ZRP said a gang of five suspects were forced to flee the scene when the culprits were caught red-handed.

Prior to his new appointment, Sigauke was a Major-General and the military Chief of Staff (General Staff).

Sigauke has a history as a politically meddlesome top soldier, having in 2008 been linked to threats on voters who rejected then President Robert Mugabe in the election.

He was one of the top officers in the army brass who were once hard-line defenders of former President Mugabe.

Six months before the 2008 elections, Sigauke was quoted in the media as having said, “As soldiers, we have the privilege to defend this task (of guaranteeing Mugabe and Zanu PF rule) on two fronts: the first being through the ballot box, and second being the use of the barrel of the gun should the worse come to the worst. I may therefore urge you as citizens of Zimbabwe to exercise your electoral right wisely in the forthcoming election in 2008, remembering that Zimbabwe shall never be a colony again.”

The first round of the poll was won by late former MDC leader Morgan Tsvangirai who was later forced out of the run-off poll following an orgy of state-sponsored violence against his party’s structures.

Doctors Reap Off COVID-19 Patients

Some medical practitioners in collusion with private health facilities are reportedly reaping off COVID-19 patients by charging extortionate fees for treatment, a local daily has revealed.

This followed reports that some health institutions in Harare have adopted hefty pricing for COVID-19 treatment with patients alleging that they were paying through the nose to be attended to even for mild conditions.

As admission and treatment for COVID-19 overwhelms public hospitals which are full to capacity, desperate patients were opting for the private practice. But the price range is beyond many people’s wallets.

There was a flurry of accusations with patients saying these facilities were profiteering from the pandemic while owners defended their pricing regime, saying importing medication and equipment was expensive.

In a post that went viral yesterday, a couple visited an upmarket private health facility (name supplied) for treatment after the husband developed COVID-19 symptoms.

“At first, the nurse insisted on us making a decision which protocol we will be going for before even seeing the doctor. We asked to see the doctor first and finally we got the consult. After testing positive for antigen, he was told that there were two treatments being offered, protocol two and protocol three,” the aggrieved family wrote.

The family was put on protocol two which involved being put on a nebuliser and jet fuel/drip at a cost of US$475 and US$250 shortfall if on medical aid. Also under protocol two, one will need to buy a treatment kit which costs $150.

Thereafter, the patient will need to come in everyday for five days to be put on the nebuliser and drip. This they said cost $475 per day, and medical aid does not cover it.

The couple alleged that the centre refused to give them a prescription for the treatment kit so that they could buy elsewhere and they claimed they could not disclose what was in the kit.

“I pleaded with the doctor if she could just write a prescription as hubby has mild symptoms, but apparently they are not allowed to disclose what is in the prescription kit. What makes it worse is you are not allowed to pay using RTGS (Zimdollars) as according to them, the pills are imported,” wrote the wife in her post.

However, after payment, they discovered that the pills in the treatment kit that cost US$150 included Ivermectin, Omeprazole Prednisone, Zinc, Aspirin, Colchicine and Doxycycline.

A quick check in local pharmacies revealed that the prescribed drugs cost about US$25. In most pharmacies, Ivermectin was going for between $5 and $8 for five tablets, Omeprazole US$2 for 10 tablets and US$3 for 30 Prednisolone tablets. Zinc costs $3 per 10 tablets, Aspirin $1 for 30 tablets, Colchicine $8 for a box and Doxycycline $7.

One pharmacist said one could sopt for the Azithromycin course which cost $6.

Even where some doctors charge around US$30 as consultation fee, treatment kit cost US$25 while maximum costs for a house visit is US$50, the total costs are not anywhere near the extortionate charges at some private facilities.

Back Off Zanu PF,Jonathan Moyo Tells Service Chiefs

Exiled former cabinet minister Professor Jonathan Moyo has called upon the Zimbabwe Service Chiefs to delink themselves from the ruling party ZANU PF and protect the gains of the liberation struggle.

Moyo was commenting on a photographic footage of the service chiefs attending the launch of the Eddie Cross penned biography of President Emmerson Mnangagwa.

Said Moyo, “SERVICE CHIEFS: witnessing Eddie Cross, an ex-Rhodesian who busted sanctions for Ian Smith’s UDI & cofounded the MDC, revelling over the launch of his intimate biography of Mnangagwa. So why does the military bash the MDC for Mnangagwa and treat it as the enemy of Zimbabwe?

“SERVICE CHIEFS fought for majority rule under one person one vote; in line with s67 of Zim’s Constitution that gives citizens the right to vote MDC, if they so choose; yet they bash the MDC for Mnangagwa, who’s just had his biography authored by an ex-Rhodie & MDC cofounder!”

Moyo urged the military to take advantage of the month of August to implement the delinking process.

“THIS BEING THE MONTH of commemorating heroes of the liberation struggle, the time has come for the Military, to delink itself from #ZanuPF and protect the MOST IMPORTANT gain of the liberation struggle: MAJORITY RULE, based on one person one vote in a MULTIPARTY DEMOCRACY!” He added.

On On the 28th of December 2005, the then president of the main opposition party, the Movement for Democratic Change (MDC),  Morgan Tsvangirai wrote a letter to the late President Robert Mugabe telling him that, “As the Commander-in-Chief of the Zimbabwe Defence Forces (ZDF), you are no doubt acutely aware of the Constitutional provisions and the relevant Acts of Parliament governing the conduct and operations of the Zimbabwe Defence Forces (ZDF) and the Zimbabwe Republic Police (ZRP). There are neither constitutional nor legal provisions in either the Constitution or the Defence Act and the Police Act which empower you to transform these national institutions into combative political units of your political party ZANU PF.”

The service chiefs have often been accused of interfering in civilian matters and taking sides with the ruling party especially during election times.

In 2017, the Generals stepped in to effect a military coup after accusing a faction of ZANU PF called G40 of purging ruling party members with liberation credentials.

Leading academic Professor Sabelo Gatsheni Ndlovu wrote on online publication Accord that, “In Zimbabwe, a strong alliance between ZANU-PF nationalist leadership and the military forces has stood at the road to democracy and post-nationalist dispensation. It has guarded the nationalist shrine up to today and has defined politics in terms of a straight-jacket that only fits those with nationalist and military background.”

11-Year-Old Lower Gweru Boy Dies In Scotch Cart Accident

Police in Maboleni, Lower Gweru are investigating a Fatal Road Accident where an 11 year old juvenile died after a scotch cart overturned.

In a statement the ZRP Midlands Spokesperson Inspector Emmanuel Mahoko said the incident occurred on 02nd of August 2021 around 1730 hours when NTANDOKAYISE NCUBE was driving an ox drawn cart without being led.

He indicated that whilst on their way, the scotch cart hit a tree stump which was on the road side, it overturned and hit MUZINGAYE TEDDY NTINI on the head.

The now deceased sustained severe head injuries and died on the spot. A report was made at ZRP Maboleni and scene was attended.

He reminded parents to always bear in mind that it is their duty to guard against accidents of this nature by ensuring that animal drawn carts are always led.

Mnangagwa Awards Wife With Order Of The Star Of Zimbabwe Gold Medal

President Emmerson Mnangagwa has torched another storm after honouring his wife, Auxillia with a gold medal for her “outstanding performance” in charity work.

Since dumping her job as legislator to being the country’s First Lady, Auxillia has been traversing the length and breadth of the country dolling out aid sourced from the national purse.

That has earned her the accolade.

The First Lady is part of nearly a hundred organisations, war veterans and other individuals to be handed with medals as the nation commemorates National Heroes Day next week.

Auxillia was awarded the Order of the Star of Zimbabwe gold medal recipient together with Zaoga founder Ezekiel Guti and Sports minister, Kirsty Coventry.

Mnangagwa is also set to honour former aides Air Chief Marshal Perrance Shiri, Lieutenant General Sibusiso Moyo, Major-General Paradzai Zimondi and ex-minister Joel Biggie Matiza for the National Historical Legacy Award.

Struggle icons, Generals Josiah Magama Tongogara and Nikita Alfred Mangena are being honoured with Grand commander of the Zimbabwe order of merit awards.

Also on the list are spirit mediums Mbuya Nehanda, Sekuru Kaguvi, chiefs Chinengundu Mashayamombe, Chingaira Makoni, Inkosikazi Lozikeyi Dlodlo, Mtshana Khumalo, Mgandane Dlodlo among other spirit mediums who are being honoured with Order of the Great Zimbabwe Diamond.

Journalists, likewise, are receiving some awards among some 33 individuals being honoured with commendation awards.

These include Tawanda Kanhema, Reuben Barwe and Judith Makwanya.

Others receiving the honour include politicians and corporate leaders deemed to have excelled in their field of work.

They include Education minister Cain Mathema, ex-minister Fay Chung and authors Stephen Chifunyise, Charles Mungoshi and Phathisa Nyathi.

It is the first time the country has awarded Heroes’ Day medals to civilians.

Child Marriages Wreak Havoc In Chipinge

By Desdemona Munengwa| The continued closure of schools has had adverse effects on young girls in Chipinge as it has resulted in a sharp rise in teenage pregnancies and child marriage cases since the beginning of the COVID-19 outbreak early last year.

According to Likhani Muvhamba who works for Chipinge based Platform for Youth and Community Development (PYCD), lockdowns have worsened ill behaviour among children.

“Checheche is a fast growing into a town and children who live in and around the growth point are engaging in mischievous behavior, it is now common to see young girls and boys aged below 15 years in bottlestoles and night clubs,” said Muvhamba.

Catherine Vhutuza from ward 20 in Chibuwe, another area hard hit by teenage pregnancies reported many abortion cases.

Vhutuza said in her area, a young grade 7 girl died while giving birth, in a case that has left the area in disbelief.

According to the United Nations Educational, Scientific and Cultural Organisation (UNESCO), over 800 million learners from around the world have been affected, with one in five learners failing to attend elementary school, one in four missing higher education classes.

In an attempt to reduce teenage pregnancies, PYCD gender activist Cynthia Gwenzi said her organization has handled four cases of teen pregnancies in two weeks, three in Chinyamukwakwa and one in Mabee including a tragic one where a 14 year old girl died together with her unborn child.

Parly Petitioned Over Forced COVID-19 Vaccinations

Marko Shoko, a prominent human rights monitor from Public Information Rights Forum (PIRF) has delivered a petition to the Parliament of Zimbabwe in which he is demanding a stop to forced vaccination of Chinese vaccination against Covid-19.

Shoko who is a human rights activist wants workplaces to stop demanding vaccination certificates from workers. He says that forced vaccination is a violation of Section 35 of the Public Health Act which says that a person must consent to a health service treatment he is subjected to.

Shoko delivered the petition addressed to the Speaker of Parliament Jacob Mudenda and dated 29 July 2021 to the Clerk of Parliament Kennedy Chokuda on 29 July 2021.

Chokuda confirmed receipt of the petition and said he was going to look into it.

President Emerson Mnangagwa and several of his senior Government officials have for some time now been making threats against those who don’t want to be vaccinated including that they will not get employed, they will not be allowed on public transport or their will not sell their farm produce to the Grain Marketing Board.

Shoko told The Mirror in an interview that demanding of Covid-19 vaccination certificates was violation of human rights and should be treated just like any other disease where one would produce his/ her health history at his or her own consent not to be forced.

Mlondolozi Ndhlovu a human Rights defender said it was inhuman for companies to force its employees to get vaccinated.

The Government is currently on a campaign to ensure that as many citizens as possible are vaccinated against Covid-19. The target to be achieved by December this year is 10 million and so far there are 798 880 who have received both Covid19 vaccination while a total of 1 67 470 have received the first jab.

The Government is using the Covid vaccine from China for the program and according to the Minister of Finance the country has spent US$93m in procuring the vaccine.

“Section 35 of the Public Health Act provides that no health service /treatment shall be provided to a person without consent. For the cause to be valid it must be voluntary and informed and the person consenting must have the capacity to make the decision. Such voluntary and informed consent is or refused to consent to a particular health service or treatment must be respected,” reads the petition.

On 21 July Telone released a statement to its employees stating that it was going to withdraw Covid allowance to all unvaccinated staff and all the unvaccinated staff were placed on leave.

Police Vow To Enforce COVID-19 Restrictions During Heroes, Defence Forces Holidays…

Police have from July 1 impounded 67 buses countrywide, while several people have been arrested on allegations of travelling without the required documents and violating the national lockdown measures.

This comes as the police urged people to comply with the regulations during the Heroes and Defence Forces holidays on Monday and Tuesday.

The arrests came after authorities intensified the enforcement of Covid-19 control measures, with police impounding buses that are operating illegally.

National police spokesperson Assistant Commissioner Paul Nyathi said police will ensure that no intercity movements were undertaken by travellers in line with the Government’s recent ban.

“Any pirate taxis, mushikashika or private vehicles found to be carrying passengers during this period will be dealt with in terms of the country’s laws,” he said.

“As from July 1 to date, the ZRP impounded 41 buses in Masvingo, 10 buses in Harare, seven buses in Mashonaland West, five buses in Mashonaland East and four others in Manicaland for intercity movements in clear violation of the Government’s directive.

“Transporters are strongly warned against defying the safety measures put in place by Government.”

Asst Comm Nyathi said the police will only clear commercial cargo and essential services to pass through check points and roadblocks.

They will also be conducting stop and searches, blitz and raids to account for people contravening the Government’s ban on bars, beerhalls and night clubs.

“Shebeen operators will also be arrested during the holidays,” said Asst Comm Nyathi. “The public is reminded that all public gatherings are banned and funerals should be guided by the figure of 30 mourners as stipulated by Government. – The Herald

By A Correspondent- Lands and Agriculture minister Anxious Masuka has okayed the Zimbabwe National Water Authority (Zinwa) water cuts to government departments failing to pay for water timely to clear the $2,4 billion water debt, of which the Defence and War Veterans Affairs ministry is the biggest defaulter with a $363 million bill.

This followed Masuka’s revelations in Parliament on Wednesday that fellow Cabinet ministers had ignored his notice to clear the debts before disconnections, forcing Zinwa to take a painful decision to disconnect supplies.

“I personally, wrote letters to the ministers to inform them of these impending inconveniences should they not settle these debts. However, many did not respond to these notices and Zinwa had to take the painful decision to disconnect supplies,” Masuka told Parliament on Wednesday.

The situation resulted in Zinwa disconnecting water to many government departments and local authorities like Gwanda and Beitbridge.

The disconnections triggered a public outcry as residents felt that the move was ill-timed when they were grappling with the COVID-19 pandemic.

Masuka told MPs in the National Assembly that Zinwa will continue to disconnect water supplies to defaulting customers.

He said the debt had impacted negatively on the operational effectiveness and efficiency of Zinwa to provide water services.

He said the continued non-servicing of the $2,4 billion debt crippled Zinwa, resulting in its failure to fund critical inputs such as chemicals, fuel, electricity, repairs and maintenance costs, among others.

“As of July 30 2021, Zinwa was owed $2,4 billion by institutions that continue to receive potable water supply services from the parastatal, albeit with many continuing to default on their payments,” Masuka said.
“Zinwa was left with no option, but to issue notices of cessation of service to defaulting customers. I have an extensive list of the affected ministries, departments, agencies and institutions. The affected institutions are the Defence and War Veteran Affairs ministry after its offices in provinces were disconnected for a $363 million debt.”

He said the Justice ministry owed Zinwa $142 million, while the Home Affairs ministry owed $210 million, the Transport ministry $9,5 million and the Health ministry $192 million, resulting in supplies getting disconnected.

Masuka said non-payment of bills affected Zinwa’s capacity to deliver its mandate, including the drilling of 35 000 boreholes for marginalised rural communities to support the transformative Presidential Rural Horticultural Programme in order to improve access to clean, safe water by these communities.

“Water supply services are rendered on a self-financing basis and there is no direct funding from the government for operation or maintenance; thus defaulting institutions are benefiting from the few consumers who honour their obligations,” he said, adding that Zimbabweans need to pay for utilities timely.

Masuka’s utterances followed a statement on Wednesday, where he advised ministries that Zinwa will, as a last resort, take drastic measures to induce payment and raise awareness among Zimbabweans of the need to pay their water bills timely.

He said water supplies had been restored at some institutions that submitted credible payment plans, while some government departments had particularly paid, with the Finance ministry immediately paying $350 million.

“Beitbridge Municipality has submitted a payment plan for $20 million per month and services were restored yesterday. Gwanda Municipality has submitted a payment plan for $5 million per month and services were restored yesterday (Monday),” he said.

Masuka continued: “Zinwa’s monthly obligations amount to $643 million against collections of $200 million (31%). The most cost drivers at Zinwa are chemicals $96 million, repairs and maintenance $200 million and
Energy $161 million, accounting for 71% of the monthly costs. Salaries and wages constitute 25% of the monthly costs. The major debtors are government institutions (42%) and local authorities (22%).

Sigauke Appointed New Army Commander

President Emmerson Mnangagwa has elevated one-time ardent Robert Mugabe defender David Sigauke to new Zimbabwe National Army commander.

This follows the death of Lieutenant-General Edzai Chimonyo from cancer early last month.

The now Lieutenant General Sigauke’s appointment is with immediate effect.

Prior to his new appointment, Sigauke was a Major-General and the military Chief of Staff (General Staff).

He was promoted to Major General on 18 December 2017.

The new army boss has a history as a politically meddlesome top soldier, having in 2008 been linked to threats on voters who rejected then President Robert Mugabe in the election.

Sigauke was one of the top officers in the army brass who were once hard-line defenders of former President Mugabe.

Six months before the 2008 elections, Sigauke was quoted in the media as having said, “As soldiers, we have the privilege to defend this task (of guaranteeing Mugabe and ZANUPF rule) on two fronts: the first being through the ballot box, and second being the use of the barrel of the gun should the worse come to the worst. I may therefore urge you as citizens of Zimbabwe to exercise your electoral right wisely in the forthcoming election in 2008, remembering that Zimbabwe shall never be a colony again.”

The first round of the poll was won by late former MDC leader Morgan Tsvangirai who was later forced out of the run-off poll following an orgy of state sponsored violence against his party’s structures.

Darikwa Named Wigan Athletic Captain

Warriors right-back Tendayi Darikwa has been named Wigan Athletic captain, the English League One club confirmed on Friday.

Meanwhile, Max Power has been confirmed as Club’s vice-captain after his return from Sunderland, while Jamie Jones remains as Latics’ Club captain. The club said:

Opposition MDC-T leader Douglas Mwonzora has renewed his decimation of elected MDC Alliance officials after wielding the axe on four councillors in Chipinge urban.

One of the recalled councillors, Fanuel Chinowaita had this to say about the recalls;

“Im writing this to let you know that your ward 8 Councillor Chrispen Rambu you sent has been recalled from Council by Mwonzora of MDC T.

“Today i and other 3 councillors received letters stating that we are no longer Councillors.

“However, i remain your servant. Im sure we will continue working to complete what we have started.

“During my tenure, I started some projects like water reticulation for about 300 houses which are ready to connect in Usanga A, Water we connected at Makocheredze Primary School where there  was no water for some time, there was no Secondary school in Ward 8 but we now have a ground for the high school, we also pushed to have electricity  in Usanga and St Kelvin.

“In addition during my time, I opened a link road From Usanga and St Kelvin. Since I was the Environmental Management and Technical Service Chairperson i initiated the opening of drains in the CBD which were last opened in the 2000 and so many projects.

Two Burnt Beyond Recognition In Horrific Accident

Two people were burnt beyond recognition while three others were seriously injured in a road traffic accident that occurred in Wedza on Thursday.

Mashonaland East Provincial police spokesperson, Inspector Simon Chazovachiyi, said a Toyota Hilux collided head-on with a Honda Fit after the driver of the Toyota failed to negotiate a curve and encroached the opposite lane at the 2km peg along Wedza-Sadza Road.

He said a male adult was driving a Toyota Hilux D4D towards Wedza towing another vehicle using a rope. Said Insp Chazovachiyi:

I can confirm that there was a fatal accident which killed two, a driver and a passenger who were burnt beyond recognition in Wedza yesterday.

The injured and bodies of the deceased were conveyed to Wedza Hospital and mortuary and are awaiting postmortem.

The Honda Fit car caught fire and was reduced to a wreckage with its two occupants, the driver and the passenger, being burnt beyond recognition in the inferno.

He said the names of the deceased were being withheld until their next of kin were notified.- The Herald

We Will Never Join POLAD- Mahere

THE MDC Alliance says it has no intentions of joining the Political Actors Dialogue (POLAD), describing it as a an outfit for illegitimate parties who are there to promote autocracy in the country.

MDC Alliance spokesperson Fadzayi Tuesday said nothing will entice the party to join the grouping.

This came after President Emmerson Mnangagwa said the door was open for them join after his administration doled out all terrain vehicles to POLAD principals.

Posting on her Twitter account, Mahere said the Chamisa led party will continue to call for better living conditions in the country and also push for political reforms against Mnangagwa’s regime.

“The MDC Alliance will never join POLAD. It’s not the function of a legitimate opposition party to take trinkets in exchange for cheerleading autocracy. We continue to hold the regime accountable, demand better lives for the people and push for reforms in all areas of governance,” Mahere said.

On Friday, Mnangagwa gave 19 Isuzu D-Max cars to leaders of political parties which participated in the 2018 presidential election.

POLAD was introduced by Mnangagwa soon after his disputed victory in the 2018 elections where he called upon losing presidential contenders to engage with him and share ideas in moving the country forward.

However, his archrival, Nelson Chamisa turned down the offer and maintained that he will never work with Mnangagwa.- NewsDay

Mwonzora Fires Four Chamisa Top Allies

By A Correspondent- The MDC-T led by Douglas Mwonzora has recalled four MDC Alliance Councillors in Chipinge Urban.

According to Chipinge Times, the four Councillors who have been recalled are chairman Zivanai Nyakuchena Ward 1, Sarah Marwa Sithole Ward 2, Raina Madenyika Ward 4 and Chrispen Rambu Ward 8.

The four are believed to be aligned to MDC Alliance leader Nelson Chamisa. They were recalled on Thursday.

The Minister of Local Government and Public Works, July Moyo, has already written a letter to the acting Chipinge town secretary giving notice of the development. The letter read in part:

I wish to inform you that I am in receipt of a letter from the secretary-general of the MDC-T dated August 4, stating that the following, Zivanai Nyakuchena, Sarah Marwa, Chrispen Rambu and Raina Madanyika in terms of section 278 (1) of the constitution of Zimbabwe as read with section 129 (1) (k) wards (1), (2), (8) and 4 are now vacant.

Moyo said the council was expected to inform the Zimbabwe Electoral Commission (ZEC) about the four vacant council seats.

Mwonzora’s recalls have paralysed councils throughout the country and weakened the opposition in Parliament, making it easy for ZANU PF to pass controversial Bills.

According to Chipinge Times, the four Councillors who have been recalled are chairman Zivanai Nyakuchena Ward 1, Sarah Marwa Sithole Ward 2, Raina Madenyika Ward 4 and Chrispen Rambu Ward 8.

The four are believed to be aligned to MDC Alliance leader Nelson Chamisa. They were recalled on Thursday.

The Minister of Local Government and Public Works, July Moyo, has already written a letter to the acting Chipinge town secretary giving notice of the development. The letter read in part:

I wish to inform you that I am in receipt of a letter from the secretary-general of the MDC-T dated August 4, stating that the following, Zivanai Nyakuchena, Sarah Marwa, Chrispen Rambu and Raina Madanyika in terms of section 278 (1) of the constitution of Zimbabwe as read with section 129 (1) (k) wards (1), (2), (8) and 4 are now vacant.

Moyo said the council was expected to inform the Zimbabwe Electoral Commission (ZEC) about the four vacant council seats.

Mwonzora’s recalls have paralysed councils throughout the country and weakened the opposition in Parliament, making it easy for ZANU PF to pass controversial Bills.

Police Launch Blitz On Kombies Ahead Of Heroes Holidays

By A Correspondent- The Zimbabwe Republic Police have launched a blitz on Kombies which pick and drop people at undesignated places throughout the country ahead of the Heroes holiday.

In a statement Friday, ZRP said any pirate taxis, mushikashika or private vehicles found to be carrying passengers during the period will be dealt with in terms of the country’s laws.

“As from July 2021 to date, the Zimbabwe Republic Police impounded forty-one (41) buses in Masvingo, ten (10) buses in Harare, seven (7) buses in Mashonaland West, five (05) buses in Mashonaland East and four (4) buses in Manicaland for intercity movements in clear violation of the Government’s directive,” said ZRP.

“Transporters are strongly warned against defying the safety measures put in place by Government. Police will only clear commercial cargo and essential services to pass through checkpoints and roadblocks.
Above all, Police officers will conduct stop and search, blitz and raids to account for people who are contravening the Government’s ban on bars, beer halls and nightclubs. Shebeen operators will also be arrested during the holidays”.

By A Correspondent- President Emmerson Mnangagwa’s silence on his role in the 1980s Gukurahundi atrocities has caused a public outcry with observers questioning his willingness to apologise.

Yesterday at State House Mnangagwa launched his biography which deliberately ignores to talk about his involvement in Gukurahundi.

The book talks about Mnangagwa’s imprisonment in isolation in settler-colonial Rhodesia’ and his involvement in the liberation struggle.

The book is silent on his role in the 1980s’ Gukurahundi massacres when as the state security minister, then he engineered the massacre of more than 20 000 civilians in Matabeleland and Midlands provinces.

Renowned historian Miles Tendi criticised the biography, saying it contains historical falsehoods and silences.

“ED was not a member of the Crocodile Gang; Silence on the 1980’s Gukurahundi; Silence on the DRC War; Silence on the death of Solomon Mujuru; The 2017 military coup is referred to as a “military assisted transition,” he twitted.

The book titled “A LIFE OF SACRIFICE” was authored by economist and former MDC Member of Parliament, Eddie Cross.

Police Increase Road-Blocks Ahead Of Heroes Holidays

The police said they will do this to limit the number of intercity travelling as prescribed by the current Covid-19 induced lockdown regulations.

“The Zimbabwe Republic Police will ensure that no intercity movements are undertaken by travellers in line with the Government’s recent ban,” said ZRP in a statement Friday.
“The public is reminded that all public gatherings are banned and funerals should be guided by the figure of 30 mourners as stipulated by Government.
“Since most companies and institutions will be closed during the holidays, the Zimbabwe Republic Police implores Zimbabweans to stay at home, mask up and practice social distancing to curb the spread of COVID-19.
The Zimbabwe Republic Police wishes all Zimbabweans an accident and crime-free holiday,” ZRP said.

Billiat Unhappy With Own Performance At Kaizer Chiefs

Khama Billiat says he has never been satisfied with his performance at Kaizer Chiefs and is always hungry to achieve more.

The midfielder is yet to match his top form from the past seasons before his switch to Amakhosi three years ago. He has made 84 appearances for the Soweto giants and scored 16 goals in the process.

The 30-year old is also yet to lift an official trophy at Naturena, and his stint has been riddled by injuries.

Speaking on KCTV, as cited by iDiskiTimes, Billiat said: “My performance; I am that one person that is never satisfied with my current performance, ever since I joined the club. I always want to do better.

“The more things get harder or tougher or challenging, you always learn a lot of lessons from there and it makes you better as a player, as a person.

Shock As Married Paedophile Is Convicted, Punished With 315hrs Of Community Service

By A Correspondent- In a shocking development, a paedophile will only serve 315 hours of community service after he was convicted of having “sexual intercourse with a minor.”

24 year old Artwell Mathe from Masikili Village in the Chief Shana area near Victoria Falls was convicted of having sexual intercourse with a 14-year-old girl on several occasions.

Mathe who is married, appeared before Victoria Falls resident magistrate Lindiwe Maphosa facing charges of having sexual intercourse with a minor.

During the trial, the court heard that the married paedophile proposed love to the minor in August 2019. The 14-year-old accepted the love proposal. The following month, Mathe convinced the minor to come to his home. After she came, he seduced her and the two were intimate. This happened on at least one other occasion.

The perverse affair was discovered when the minor’s mother stumbled upon Mathe groping the 14-year-old in the bush. She reported the matter to the police. This led to the arrest of the paedophile on charges of performing an indecent act with a young person. He was later charged with having sexual intercourse with a minor.

During the trial, Mathe tried to deny the charges, claiming that he was never intimate with the 14-year-old. However, he admitted that she had slept over at his house on several occasions. He claimed that even though the two slept in the same bedroom during the sleepovers, they were never intimate.

The paedophile insisted that he was merely protecting the minor. Mathe claimed that the minor was being abused at home and used to seek refuge at his home.

The 14-year-old also spoke up in defence of the paedophile. She begged the court to drop all the charges against Mathe, claiming that the two were in love.

Magistrate Maphosa, however, convicted Mathe on all counts. She said that the courts have a duty to send a message that such acts were not acceptable.

The online publication, the VicFalls Live reports the magistrate as saying,

“This offence is relatively serious as it involves a young person, most of whom are still school going and need to focus on school and not to have their lives complicated by older people, who lure them into prematurely engaging in sexual activities.”

However, after saying all this, she sentenced Mathe to 15 months in prison. She suspended 6 months on the condition that Mathe does not commit a sexual offence in the next 5 years.

The remaining 9 months were wholly suspended on the condition that Mathe performs 315 hours of community service. She said that she had considered that Mathe was a first-time offender who was married with one child.

Python Stashed In Sack At Dumpsite

By A Correspondent- Ushewekunze residents yesterday woke up to find a python stashed in a white sack near a dumpsite.

Although it could not be established how the snake had ended up in the sack, onlookers said children who were playing close by spotted the huge reptile inside the sack.

Another witness claimed a suspicious elderly man had been spotted walking around the same area whilst holding a similar object.

“I was on my way to the nearby shopping centre when I saw these children playing around the dump site.”

“Before I could tell them to move away, they took off claiming they had seen a snake from one of the sacks.

“When I moved closer I then saw the python in the sack trying to find its way out, it eventually came out and became stagnant at the dumpsite,” said the witness.

Jacob Zuma Hospitalised

By A Correspondent- Former president Jacob Zuma has been hospitalised a few days before his trial begins in Pietermaritzburg High Court.

The Department of Correctional Services (DCS) said Zuma was taken to an outside hospital on Friday.

“The department can confirm that former president Jacob Zuma has today, 06 August 2021, been admitted to an outside hospital for medical observation,” said spokesman Singabakho Nxumalo.

He said the health of inmates was addressed under Section 35(2) of the Constitution.

Nxumalo said: “This obliges the (DCS) to ensure that: “Everyone who is detained, including every sentenced prisoner, has the right to conditions of detention that are consistent with human dignity, including at least exercise and the provision, at state expense, of adequate accommodation, nutrition, reading material and medical treatment.”

He said Zuma’s healthcare needs, as a former president, require the involvement of the South African military health services.

He said that has been the case since he was jailed at Escourt prison.

“A routine observation prompted that Mr Zuma be taken for in-hospitalisation,” said Nxumalo.

Zuma is expected to appear in court for his plea hearing on Tuesday.

On Wednesday, Judge Pete Koen issued a directive that the matter would proceed in an open court. This was after Zuma refused to have his matter heard virtually.

The directive also stated that Covid-19 safety protocols, including the wearing of masks, should be strictly adhered to.

Zuma’s foundation confirmed that he was in hospital.

“The 79-year-old, 1st prisoner of the ConCourt, jailed without trial is attending to his annual medical routine checkup. No need to be alarmed… yet,” read a short statement posted on its Twitter account.

Speaking to News24, the Jacob Zuma Foundation spokesperson Mzwanele Manyi said the former president was taken to hospital for his “normal annual medical check-up”.

He said Zuma was not ill and added that the foundation would issue a statement once the check-up was completed and a medical report was received.

Manyi added that Zuma was looking forward to his court appearance in the KwaZulu-Natal High Court in Pietermaritzburg on Tuesday for his plea hearing.

He said the hospital admission was not a ploy aimed at missing the court appearance and added that Zuma could not afford to be sick because he had a lot to share in court.

Wedza Accident- Duo Burnt Beyond Recognition

By A Correspondent- Two people were burnt beyond recognition while three others were seriously injured in a road traffic accident that occurred in Wedza on Thursday.

Mashonaland East Provincial police spokesperson, Inspector Simon Chazovachiyi, said a Toyota Hilux collided head-on with a Honda Fit after the driver of the Toyota failed to negotiate a curve and encroached the opposite lane at the 2km peg along Wedza-Sadza Road.

He said a male adult was driving a Toyota Hilux D4D towards Wedza towing another vehicle using a rope.

Said Insp Chazovachiyi:

I can confirm that there was a fatal accident which killed two, a driver and a passenger who were burnt beyond recognition in Wedza yesterday.

The injured and bodies of the deceased were conveyed to Wedza Hospital and mortuary and are awaiting postmortem

The Honda Fit car caught fire and was reduced to a wreckage with its two occupants, the driver and the passenger, being burnt beyond recognition in the inferno.

He said the names of the deceased were being withheld until their next of kin were notified.

Marange Minor Memory Machaya’s 9yr Old Sister Pledged To Replace The Deceased As Chigadzamapfihwa

By A Correspondent- The family of a 14 year old girl who recently lost her life during childbirth at an apostolic sect’s church gathering in Marange is reportedly planning to offer their nine-year-old daughter to their in-laws as her late sister’s replacement (chigadzamapfihwa).

Evans Momberume, the man who allegedly impregnated the girl, Memory Machaya, is still walking free, more than two weeks after the minor’s death.

Memory reportedly died around 9 AM on 15 July and was secretly buried two hours later.

The Manica Post has gathered that Memory was forced out of school while doing Form One in Mhondoro to get married to Momberume.

Memory, the last born child in a family of six, was having her first birth. She left behind a baby boy who is said to be in the custody of his father.

Efforts by The Manica Post to get in touch with Momberume were fruitless as no one had his contact details.

In a telephone interview with The Manica Post on Thursday, the Machaya spokesperson, a bitter Alice Mabika, confirmed her niece’s painful death.

Alice said she and Memory’s mother, Shy Mabika, were barred from entering the church shrine after their daughter’s burial.

The Mabika sisters said their daughter was denied medical attention at her hour of need.

Alice said from the information they obtained from Momberume’s sister (name not supplied), those who attended to Memory on the fateful day say she complained of a headache.

“Midwives” reportedly diagnosed that Memory had ulcers in the mouth and nose and went on to rub her mouth with salt while pouring paraffin into her nose.

Said, Alice:

We were told that five ‘midwives’ attended to Memory and rubbed salt in her mouth while pouring paraffin into her nose. We were told that she had a seizure and hit her head on the ground.

She died soon after delivering her baby boy and the church members went on to bury her without involving us.

After being notified about Memory’s death, her mother, a devotee of the church who had not attended the church gathering in question, went to the shrine in the company of her relatives.

The family spent the night waiting to be granted access but were barred from entering the shrine by the sect’s security team.

Said, Alice:

When we arrived at the shrine around 2 pm, we were told to wait until the prayers were done at 6 pm.

The security team checked us around 7 pm, but they became evasive. Our pleas to be attended to fell on deaf ears and we had to spend the night in the open.

We remained resolute in our quest to see our daughter’s body, but the security details would not budge.

We even tried to engage the service of our relative who is in the police force in Chinhoyi.

We phoned him and he tried to talk to the church’s security personnel, but they refused to entertain him over the phone.

Alice said Memory’s mother is “devastated” by her daughter’s death and she is currently bedridden at her home in Kwekwe.

Meanwhile, pressure groups have demanded the arrest and prosecution of the church’s leaders and the man who impregnated Memory.

According to the Constitution of Zimbabwe, the legal age of consent for sexual activity is 16, while the minimum age for marriage is 18.

Woman Acquitted Of Assaulting A Police Officer

By Jane Mlambo| Rusape Magistrate Rufaro Mangwiro has acquitted a 27 year-old woman who had been on trial for allegedly assaulting or resisting a Zimbabwe Republic Police (ZRP) officer, in a case of spiteful vengeance after the law enforcement agent’s sexual advances towards her were rebuffed.

Nomatter Chikunguru, who resides in Rusape in Manicaland province was arrested on 9 April 2021 by some ZRP officers at around 11: PM and charged with assaulting or resisting a peace officer as defined in section 176 of the Criminal Law (Codification and Reform) Act.

Chukunguru was accused of refusing to be apprehended by shouting and throwing stones at Constable Brian Kasu and assaulting him when police officers who included Assistant Inspector Chisenye, Assistant Inspector Dhambu, Constable Muza, Constable Makwarimba and Constable Masuka among others, were deployed to enforce some regulations to curb the spread of coronavirus.

During trial, prosecutors told Magistrate Mangwiro that Chikunguru acted unlawfully by refusing to be arrested and shouting and throwing stones at Constable Kasu and assaulting him when police officers who were on night patrol raided a bottle store at Mabvazuva Shopping Centre.

Chikunguru, prosecutors said, was caught by a police dog as ZRP officers were reportedly trying to disperse a riotous “mob”.

However, Magistrate Mangwiro recently acquitted Chikunguru after a full trial.

In her defence, Chikunguru, who was represented by Peggy Tavagadza of Zimbabwe Lawyers for Human Rights, argued that the charges levelled against her were a fabrication to cover up for abuse of power and brutality by Kasu and that she was a victim of police brutality who required the protection of the law.

The 27 year-old woman told Magistrate Mangwiro that she was arrested while she was going home from her work place at Rusape General Hospital, where she is employed as a mortician by Heritage Funeral Parlour.

Chikunguru charged that she was ill-treated by Kasu after she spurned his sexual advances and that some police officers had refused to assist her to report a case against the police officer and had to engage Tavagadza to file a complaint against ZRP officers.

Spiteful Officer Who Arrested Woman For Refusing His Se_xual Advances Humiliated

By A Correspondent- A Rusape woman is finally free after she was found not guilty of trumped-up charges filed against her by a spiteful police officer whose sexual advances she had turned down.

27-year-old Nomatter Chikunguru was arrested on 9 April by some ZRP officers who include Constable Brian Kasu. She was arrested at around 11 PM as she was heading home from work. Chikunguru works at Rusape General Hospital, where she is employed as a mortician by Heritage Funeral Parlour.

The police officers charged her with assaulting or resisting a peace officer as defined in section 176 of the Criminal Law (Codification and Reform) Act.

She was accused of refusing to be apprehended by shouting and throwing stones at Constable Brian Kasu and assaulting him. Kasu was part of the unit which was enforcing Covid-19 lockdown restrictions. Other members of the unit included Assistant Inspector Chisenye, Assistant Inspector Dhambu, Constable Muza, Constable Makwarimba and Constable Masuka among others.

During her trial before Rusape Magistrate Rufaro Mangwiro, prosecutors alleged that Chikunguru acted unlawfully by refusing to be arrested. The prosecutors further alleged that she shouted and threw stones at Constable Kasu and assaulted him when police officers who were on night patrol raided a bottle store at Mabvazuva Shopping Centre.

Chikunguru, prosecutors said, was caught by a police dog as ZRP officers were reportedly trying to disperse a riotous “mob”.

The 27 year old woman denied the charges. She alleged that she was the victim in this case and that she was ill-treated by Kasu after she spurned his sexual advances. She further alleged that some police officers had refused to assist her to report a case against Constable Kasu.

After the police allegedly refused to assist her, Chikunguru was forced to engage the services of a lawyer. She was represented by Peggy Tavagadza of Zimbabwe Lawyers for Human Rights.

Tavagadza argued that the charges levelled against her client were a fabrication to cover up for the abuse of power and brutality by the police officer.

Following a full trial, the magistrate acquitted Chikunguru and dismissed all the charges against her.

Prophetess In Soup Over Infant Burial An Hour After Death

By A Correspondent- A self-proclaimed prophet and her husband have landed themselves in trouble following the mysterious death of an infant at their hands.

The faith healer and her husband are alleged to have tried to cover up the child’s death by burying her within one hour without notifying the authorities. The strange incident occured in Harare’s Zimre Park suburb.

According to national broadcaster ZBC News, the faith healer and her husband are the paternal grandparents of the deceased child. The husband is employed at Zimre Park Secondary School as a security guard.

The now-deceased child is reported to not have been feeling well. The grandmother who is a known faith healer is reported to have tried to perform some rituals to heal the child. However, the rituals did not go as planned and the infant died.

The couple is reported to have connived to cover up the murder. Barely an hour after the baby died, the grandparents took the body to a nearby riverbank. Under cover of darkness, the grandfather dug a grave on the riverbank before burying the infant’s body. The grandparents were assisted by two other people in the burial.

However, the bursar and the caretaker at the school saw that something was amiss. They followed the developments from a distance and suspected that their colleague and his wife may have buried the child on the riverbank. Both the bursar and the caretaker were able to pinpoint the spot of the suspected burial.

The couple and two other people were later arrested after a police report was filed. The prophet apologised for her actions and claimed that they had acted out of ignorance. She went on to say that she thought people in towns also follow the same cultural rites practised in the rural areas.

According to national police spokesperson Assistant Commissioner Paul Nyathi, the incident occured in June and four people have since been picked up by the police in connection with the case. They face charges under the Births And Deaths Registration Act (Chapter 5:02)

Duo Rape 31yr Old Man With Autism

By A Correspondent- In a real-life shocking case of forced penetration, two Bulawayo women allegedly ‘abducted and gang-rap_ed’ a 31 year old man with autism.

Autism is a serious developmental disorder that impairs the ability to communicate and interact.

The alleged perpetrators Buhlebenkosi Mpofu (24) from Matsheumhlope suburb and her accomplice only identified as Samantha, who is reportedly on the run, allegedly took turns to se_xually exploit the man, whose name is being withheld for legal reasons, after holding him captive at a house in the city.

After “rap_ing” the victim, who stays in Hillside suburb, they reportedly searched him and took away his wallet containing $550 and US$3.

Allegations against Buhlebenkosi and her accomplice are that on 22 July 2021 and at around 6pm they approached the victim who was waiting for transport along Robert Mugabe Way and 13th Avenue.

It is reported that when they reached him, they forcibly got hold of him by his hands and quickly dragged him to a house opposite where he was standing and forced him into one of the rooms.

While in the room they undressed the victim and pushed him onto the bed where they started caressing him and fondling his manhood.

Seeing that his magic stick was now ready for the adult game they then took turns to have se_xual intercourse with him. After the act they reportedly searched him and took away his wallet containing $550 and US$3.

The seemingly traumatised victim was later rescued by a passerby, who later accompanied him to his home, where they found his mother, who had been patiently waiting for him outside the gate.

The victim narrated the ordeal to his mother, who then went and reported the matter at Bulawayo Central Police station.

Investigations by the police led to the arrest of Buhlebenkosi. Buhlebenkosi has since appeared in court before Bulawayo magistrate Stephen Ndhlovu charged with two counts of theft and aggravated indecent assault. She was not asked to plead to both counts and was remanded in custody to 13 August 2021.

“By Denying Diaspora Vote, Zanu Pf Has Already Rigged The 2023 Elections”

By Wilbert Mukori- The right to free, fair and credible elections, the right to a meaningful say in the governance of one’s country is the mother of all rights because it is the guarantor of good governance and of all the other rights.

It is therefore shameful that 41 years after our independence and the benefit of 21st century human civilization we still fail to deliver free, fair and credible elections. 

We started on the first footing by demanding “One man, one vote!” It is most disheartening how easily the nation has been blown off course!

Nothing, absolutely nothing, epitomised the white colonial oppression and exploitation of the black more than the denial of all blacks of a meaningful say in the governance of the country. The whites were the foreigners in someone else’s land, and they had the chic of denying the indigenous blacks a meaningful say in their own land. It is little wonder therefore that rancorous “One man, one vote!” struck a raw nerve and was answered with great passion by the blacks.

Sadly, the country’s black nationalist leaders, the late Robert Mugabe and now also late Dr Joshua Nkomo and their respective political parties, Zanu PF and PF Zapu, wanted to take over from the whites and become the country’s new supreme rulers. They wanted Zimbabwe to be a one-party state knowing fully well the move would deny the ordinary Zimbabweans their long cherished “One man, one vote!”

All attempts to unite Zanu PF and PF Zapu, the two main parties that waged the war of independence, have come to naught because the two could not agree on how the spoils of power would be shared out.

At the Lancaster House talks, the negotiations to usher independence, both Mugabe and Nkomo signed on to the multi-party democratic constitution. Mugabe was not bothered the country’s first election would not be not free, fair and credible.

Robert Mugabe and company’s 1980 election campaign message was simple enough: “If Zanu PF loses the election, the bush war will continue!”

Of course, the people voted to end the bush war; it is unwise to argue looking up the business end of an AK47 rifle. Once in power Mugabe started to systematically corrupt and state institutions such as the Judiciary, Police, Public Media, turning them into Zanu PF departments in all but name whose primary purpose was to keep Zanu PF in power at all costs.

The 1983 to 1987 Gukurahundi massacre gave Mugabe the excuse to crash his main political rivals Joshua Nkomo and his PF Zapu forcing them to sign the December 1987 Unity Accord and clearing the way for imposition of a de facto Zanu PF, one-party dictatorship.

To consolidate their iron grip on power, Zanu PF leaders have ridded roughshod over the people, denying them the basic freedoms and rights including the right to a meaningful say in the governance of the country and even the right to life! The country’s once robust economy took a nosedive because of gross mismanagement and rampant corruption under Zanu PF misrule. The nation was helpless to stop the rot because Zanu PF’s dictatorial powers included carte blanche powers to rig the elections.

It took Zimbabwe a decade and a half for a national consensus to finally emerged; for the country to end the economic decline and restore the individual freedoms and rights, the nation will need democratic changes designed to end Zanu PF’s dictatorial powers.

Morgan Tsvangirai and friends launched their Movement for Democratic Change (MDC) in 1999 as the party that will deliver the democratic changes the nation was dying for. In the last 21 years the people of Zimbabwe have once again risked, personal comfort, property, limb and life to elect MDC leaders into political office just as the blacks had risked all in pursuit of “One man, one vote!” Little did they know that Tsvangirai and company would betray them as readily as Mugabe and company had done!

Tsvangirai and company’s golden opportunity to implement the democratic reforms, dismantle the Zanu PF dictatorship and deliver all the individual freedoms and individual rights including the right to free, fair and credible elections was during the 2008 to 2013 GNU. Mugabe: who naturally, did not want his super-duper dictatorial powers taken away; bribed the MDC leaders with the trapping of high office, and with their snouts in the feeding trough they forgot about implementing the reforms.

There is much, much more to why MDC leaders failed to implement even one democratic reform in five years of the GNU. Yes, Mugabe could bribe some of the MDC leaders but surely not all of them, there were over 110 MDC MPs alone in the GNU, and to silence them all for five years!

It turns out that Morgan Tsvangirai and his MDC friends had never believed in the right to free, fair and credible election as the fountain of good governance, just as Mugabe and company had paid lip-service to “One man, one vote!” Tsvangirai and company had no regrets failing to implement even one reform during the GNU because they were super confident MDC would win the elections even if Zanu PF retained its carte blanche powers to rig the elections.

SADC leaders, who had been instrumental in getting Mugabe to agree to the formation of the GNU and the need for implementing the raft of democratic reforms, tried to have the 2013 elections postponed until reforms were implemented. “If you go into the elections next month,” they told Tsvangirai and company, “you will lose; the elections are done!”

As we know, MDC leaders ignored the regional leaders’ warning and participated in the flawed and illegal elections, so flawed Zanu PF’s victory was obvious long before the ballots were cast and hence the reason SADC leaders had said “elections are done”. By participating in the flawed and illegal elections MDC and their supporters had given credibility to the process and legitimacy to the results.

Buyer beware or “Caveat emptor!” is a universally accepted principle and it is just as relevant in buying goods and services as in electing leaders into public office!

Ever since the 2008 to 2013 GNU, Zanu PF leaders have learned that they can continue to blatant rig the elections and never have to worry about political legitimacy as long as the party allowed the opposition to win a few gravy-train seats.

The initial reaction of Morgan Tsvangirai and his MDC friends to the blatant vote rigging by Zanu PF in the 2013 elections was to pass a 2014 party resolution not to participate in no future elections until all the reforms to guarantee free, fair and credible elections are implemented. “No reform, no elections!” MDC announced.

Mugabe and company completely ignored MDC’s demands for reforms, he knew MDC leaders will participate in the 2018 elections with no reforms in place; greed for the few gravy-train seats will trump party resolution and logic.

It is laughable some of the foolish ideas MDC leaders have come up with to justify why they are participating in elections process that are so flawed the elections “are done” long before the first ballots are cast. Morgan Tsvangirai’s big idea guaranteed to win rigged elections was to unite the opposition.

“Make no mistake about it; you the people under the banner of the MDC Alliance will resoundingly win the next election. We appeal to the region and to the world to stand by the people of this country as they navigate these dicey moments under a brutal regime,” announced Morgan Tsvangirai when he launched the MDC A on 5 August 2016.

“Congratulations Zimbabwe for endorsing this huge alliance as it marches to a resounding victory. We heard you and we have heeded your call.”

Nelson Chamisa, Morgan Tsvangirai’s successor as leader of MDC A embraced the opposition party coalition as the panacea to the nation’s need for meaningful economic and political change. He too heeded to the calls for opposition unity whilst ignoring the rational voices demanding the implementation of the democratic reforms BEFORE elections.

Once again, Zanu PF went on to blatantly rig the 2018 elections; it was Zanu PF, not MDC A, that had “a resounding victory”! And, thanks to MDC A’s participation, Zanu PF had the political legitimacy.

Two weeks ago, Nelson Chamisa announced on twitter that MDC A had “a SOLID PLAN that will bring real change in Zimbabwe”! (the emphasis on solid plan, is his not mine)

He said he was not going to reveal any details of his solid plan for obvious reasons – Zanu PF will steal them! Still there are a few things one can be certain of; first and foremost, since not even one token reform has been implemented since the last elections, the solid plan will be yet another attempt to win rigged elections.

In June Patrick Chinamasa, Zanu PF’s Acting National Political Commissar, announce that Zanu PF will not acquiesce to granting 3 to 5 million Zimbabweans in the diaspora the vote, Mnangagwa himself had conceded to this demand in September 2018. A candidate can be declared the winner if he/she polled one vote more than the other(s) underlining the importance of every vote. What more 3 million votes, especially when Mnangagwa was declared the winner in 2018 with a total of 2.4 million votes!

By denying 3 million plus Zimbabweans in the diaspora the vote, Zanu PF is rigging the 2023 elections in advance, the elections are done! There is absolutely nothing Chamisa’s SOLID PLAN can do stop the rigging, with two years to the election it is too late to have Zimbabweans in diaspora on the voters’ roll.

And by participating in the 2023 elections regardless of reality the election is already done, MDC A and their supporters will once again give credibility to the flawed and illegal process and legitimacy to the result!

We have now all but abandoned “One man, one vote!”, free and fair elections, in favour “solid plans” to win rigged, done and dusted, elections! The sheer stupidity of it all is nauseating!

It is obvious why SADC leaders have all but washed their hands clean of Zimbabwe’s mess and the international community has all but abandoned Zimbabwe to stew in its own endless disasters. Zimbabweans have shown that there are not serious about ending the country’s curse of rigged elections and bad governance and why should outsiders mourn louder than bereaved!

It is heart breaking that Zimbabwe is sinking deeper and deeper into economic poverty and political chaos because, as a nation, we have failed to grasp the concept of “One man, one vote!” and apply it for our own benefit, our children and posterity. Well, until we learn; we will remain in our own man-made hell-on-earth for there is no escape.

Crisis In Zimbabwe Coalition Statement Ahead Of Zambian Elections

Crisis in Zimbabwe Coalition, an umbrella body of civic society organisations operating in Zimbabwe calls for peace and respect of citizens’ fundamental rights ahead of elections in Zambia.

Reports of clashes between supporters of the ruling party, the Patriotic Front (PF) and the main opposition, United Party for National Development (UPND) are regrettable and we call upon contestants to observe peace ahead of the August 12 (2021) polls.

We note with concern the clampdown on the opposition and the independent media by the State ahead of the Zambian elections as well as machinations to thwart fundamental freedoms such as access to information, freedom of assembly and freedom of association.

The persecution of UPND candidate, Hakainde Hichilema points to an uneven playing ground ahead of the elections. Parties and candidates should be afforded equal rights and protections.

Questions have also been raised over the technical aspects of the election and we call upon the Electoral Commission of Zambia to exercise transparency and accountability in line with the tenets of free, fair and credible elections.

As Chair of the Human Rights and Governance cluster of the Southern African People’s Solidarity Network, Crisis in Zimbabwe Coalition calls for free, fair and credible polls that will strengthen the sovereign will of our sisters and brothers in Zambia.

We note with concern reports of police being implicated in rights violations as well as the deployment of the army, ostensibly to deal with political violence.

Deploying the army raises fears of rights violations hence we urge the Zambian government to ensure the army is restricted to the barracks. The deployment of the army amounts to intimidation and we reiterate that free and fair elections cannot be held in an atmosphere of fear.

Zambia must take lessons from Zimbabwe, where, on August 1 2018, 6 innocent civilians were shot in cold blood after the government deployed the army against citizens who were protesting against alleged electoral theft.

Free, fair and credible polls are a panacea to addressing the current economic decline in Zambia.

“Massive Looting As Govt Ministries Sleep On Duty”: ZACC

By A Correspondent- The Zimbabwe Anti-Corruption Commission (Zacc) yesterday exposed massive looting by senior government officials and parastatal bosses, accusing line ministries tasked with playing an oversight role of “sleeping on duty”.

Zacc chairperson Justice Loice Matanda-Moyo told a virtual annual general meeting (AGM) that corruption was rife in government, parastatals and other entities.

She said a probe would soon be instituted to “fish out” those involved in graft.

“As a result of these compliance checks, as Zacc, we have noted that ministries that have an oversight role on State enterprises and parastatals are a cause for concern,” she said.

“Equally, companies run by majority shareholders or family businesses are of serious concern in terms of their adherence to corporate governance principles.”

Successive reports by Auditor-General Mildred Chiri have implicated government ministries and State enterprises in massive corruption that has prejudiced the country of billions.

Matanda-Moyo said the government should urgently review powers of ministries over State enterprises and parastatals under their watch.

“The government needs to urgently review the powers of ministries over State enterprises and parastatals under their purview to stem this culture of looting,” she said.

“It is our wish as Zacc that legislation amendments be made to the Anti-Corruption Commission Act to provide sanctions for non-compliance. It is not a secret that corruption in Zimbabwe is rampant in all sectors of our economy; that is, in government, State enterprises and parastatals, NGOs (non-governmental organisations) and the private sector. In 2019, Zimbabwe was ranked 159/180 on the Corruption Perception Index. Thus, we set ourselves some tough hurdles and challenging targets.”

Matanda-Moyo said Chiri’s reports had given the commission a starting point to deal with corrupt officials in ministries and parastatals.

“We received reports of the Auditor-General of Zimbabwe, tabled in Parliament. The contents of the reports gave rise to reasonable suspicion of incidents of either corruption, theft, misappropriation, abuse of power and/or other improper conduct in the public sector,” Matanda-Moyo said.

“In the circumstances and on the basis of the report of the Auditor-General of Zimbabwe, Zacc opened active investigations in respect of all ministries, government departments and State enterprises implicated in the report with a view of bringing to book all those implicated in any and all acts of corruption, theft, misappropriation, abuse of power and other improper conduct.”

On allegations that the financial books of Zacc itself were in a shambles, Matanda-Moyo said: “When the commission took office, we found that the previous financial statements from 2012 had not been done and neither were they audited.”

Matanda-Moyo said in 2019, Zimbabwe was ranked 159/180 on the Corruption Perception Index prompting them to set some targets to reduce corruption.

“I am delighted to report that we met these targets and indeed, in several areas, we exceeded them,” she said.

“These results were achieved despite some major challenges, including the COVID-19 pandemic and resistance and interference from some individuals in offices of high authority.  This makes the performance even more pleasing.”

The Zacc chairperson said they have stepped up efforts to curb corruption in line with calls to fight the vice.

“To date, Zacc has received a total of 157 high-profile cases and has investigated 76. Zacc engaged the Zimbabwe Republic Police (ZRP) who provided experienced staff to boost investigations,” she said.

President Emmerson Mnangagwa has repeatedly threatened to weed out corruption and established an anti-graft unit in his office, the Special Anti-Corruption Unit (Sacu) headed by Thabani Vusa Mpofu to show his resolve to fight the scourge.

But Sacu has been accused of corruption and pursuing a political agenda to persecute Mnangagwa’s political foes.

Both Zacc and Sacu have also been accused of targeting small fish, leaving out government ministers and bosses to public entities who were the main culprits.

While the government claims sanctions imposed on the country by the West over two decades ago were the cause of the economic downturn, observers, who include Western embassies, say corruption was at the centre of the deteriorating economic situation.

Duo Hauled To Court For Sodomising Another Inmate At Khami Prison

By A Correspondent- Two prison inmates who have been serving their sentences at Khami Maximum Prison have been dragged to court after they anally rap_ed a fellow prisoner causing him to have sores on his behind.

It is alleged that while the 38-year-old victim was sleeping in his cell, Culture Sibanda got into his blanket and started to care_ss his testi_cles while rubbing his manhood against his thighs.

The violated man tried to push him away, but he threatened to crush his testi_cles if he resisted his se_xual advances, the court heard.

Fearing for his jewels, the inmate calmed down, Culture then allegedly anally assaulted him and sternly warned him not to reveal to anyone about the sod0my incident.

On the following day another inmate tiptoed into the same victim’s blankets and threatened to kill him if he screamed. He forced him to bend and anally assaulted him, the court heard.

After two days when the abused man was relieving himself in the toilet he felt pain from his “behind” and he noticed that he passed blood-stained stools.

He reported the matter to prison officer Godwin Mahlathini who escorted him to a police station where he made a police report.

Thulani and Culture appeared before Western Commonage magistrate Shepherd Mnjanja facing a sodomy charge.

Mnjanja remanded them in custody to 11 August.

Sister Exposes Cheating Woman Impregnated On A One Night Stand In The Bush

By A Correspondent- It is apparently akin to bereavement, for any man to discover that you are not the biological father of the child you were raising for years.

A man from Bikita, Masvingo province seems to have been unlucky to be a victim of paternity fraud when he made an unwelcome discovery that the child he helped to raise for almost 10 years was not his biological product.

Admire Mangaye from Jefta village under Chief Mpakwa was deceived by his wife Tendai Muguraumwe into believing the boy he supported for 10 years was his own.

The matter came to light after Mangaye approached Chief Mpakwa’s traditional court demanding compensation from Joel Musariri for impreg_nating his wife.

It was also after Muguraumwe’s younger sister, who was always putting pressure on her to confess to her husband that he was not the biological father of her third child, revealed the secret to Mangaye.

Upon confrontation, Muguraumwe confessed that she was impreg_nated by Musariri.

At the chief’s court, Muguraumwe also shocked villagers when she shamelessly revealed her cheating escapades saying the child was born out of a one-night stand with Musariri which happened in the bush.

“I had a child from an impetuous one-night stand, with Joel Musariri in a bush. I kept the baby because I had wanted a child, although not necessarily under those circumstances. I also wanted se_x at that time since my husband was in South Africa.

“It was fortunate that a few weeks after I slept with Musariri my husband came back and we had se_x but I was already preg_nant. When I gave birth my husband who seemed to have been suspicious quizzed me if I had not slept with another man and I insisted that the child was his until my sister who was privy to the secret later sold me out,” said an apologetic Muguraumwe.

She maintained that despite the fact that she cheated on her husband she was still in love with him. She went on to beg her husband to forgive her.

Her devastated husband, however, indicated that both Muguraumwe and Musariri should compensate him for making him look after a child that was not his.

Chief Mpakwa, who confirmed the incident, said he was yet to come up with a “proper” ruling after it emerged that Musariri had also bedded other married women from the village.

Mozambican National Nabbed For Possessing Dagga

By A Correspondent- A Mozambican national was hauled before Chipinge magistrate, Mrs Elizabeth Hanzi last Friday facing charges of possessing dagga weighing 221kg.

Johane Sithole (31) of Bofe Village, Macuu in Chimoio and Gift Mutekesa (46) of Cowdray Park, Bulawayo pleaded not guilty.

It is alleged that on July 24, police received a tip-off that the two were transporting dagga using an Isuzu vehicle from Mozambique to Checheche Growth Point.

A roadblock was mounted along the Checheche-Hakwata Road.

Upon seeing the roadblock, the driver made a U-turn and sped off towards Hakwata.

Police gave chase and managed to intercept the vehicle which was being driven by Mutekesa. A search was conducted and 6x90kg sacks of dagga were recovered.

The duo was remanded in custody to August 11 for trial.

Mr Mahlanganise prosecuted.

Private Health Facilities Cash In On Covid-19 Patients

By A Correspondent- Some medical practitioners in collusion with private health facilities are reportedly reaping off COVID-19 patients by charging extortionate fees for treatment.

This followed reports that some health institutions in Harare have adopted hefty pricing for COVID-19 treatment with patients alleging that they were paying through the nose to be attended to even for mild conditions.

As admission and treatment for COVID-19 overwhelms public hospitals which are full to capacity, desperate patients were opting for the private practice. But the price range is beyond many people’s wallets.

There was a flurry of accusations with patients saying these facilities were profiteering from the pandemic while owners defended their pricing regime, saying importing medication and equipment was expensive.

In a post that went viral yesterday, a couple visited an upmarket private health facility (name supplied) for treatment after the husband developed COVID-19 symptoms.

“At first, the nurse insisted on us making a decision which protocol we will be going for before even seeing the doctor. We asked to see the doctor first and finally we got the consult. After testing positive for antigen, he was told that there were two treatments being offered, protocol two and protocol three,” the aggrieved family wrote.

The family was put on protocol two which involved being put on a nebuliser and jet fuel/drip at a cost of US$475 and US$250 shortfall if on medical aid. Also under protocol two, one will need to buy a treatment kit which costs $150.

Thereafter, the patient will need to come in everyday for five days to be put on the nebuliser and drip. This they said cost $475 per day, and medical aid does not cover it.

The couple alleged that the centre refused to give them a prescription for the treatment kit so that they could buy elsewhere and they claimed they could not disclose what was in the kit.

“I pleaded with the doctor if she could just write a prescription as hubby has mild symptoms, but apparently they are not allowed to disclose what is in the prescription kit. What makes it worse is you are not allowed to pay using RTGS (Zimdollars) as according to them, the pills are imported,” wrote the wife in her post.

However, after payment, they discovered that the pills in the treatment kit that cost US$150 included Ivermectin, Omeprazole Prednisone, Zinc, Aspirin, Colchicine and Doxycycline.

A quick check in local pharmacies revealed that the prescribed drugs cost about US$25. In most pharmacies, Ivermectin was going for between $5 and $8 for five tablets, Omeprazole US$2 for 10 tablets and US$3 for 30 Prednisolone tablets. Zinc costs $3 per 10 tablets, Aspirin $1 for 30 tablets, Colchicine $8 for a box and Doxycycline $7.

One pharmacist said one could sopt for the Azithromycin course which cost $6.

Even where some doctors charge around US$30 as consultation fee, treatment kit cost US$25 while maximum costs for a house visit is US$50, the total costs are not anywhere near the extortionate charges at some private facilities.

But Trauma centre’s Vivek Solanki trashed the allegations, saying patients were not forced to pay in US dollars as they accept local currency.

He accused some patients of exaggerating.

Solanki said US$475 included specialist, medicines, physiotherapy and specially-trained COVID-19 nurses costs, who have to be paid triple wages for risking their lives treating such patients.

The cost, he said, also included full personal protective equipment, IV drips and three rounds of nebulisations with Oxygen and medicines.

“This barely covers the cost of US$475,” Solanki charged.

“All medical equipment including oxygen tanks, critical monitors, nebulisations, IV lines, medicines, air purification machines and systems are imported at high cost and we have to pay exorbitant freight costs and taxes and Zimra (Zimbabwe Revenue Authority) duties on all the above.”

He also said workers had to be paid extra for risking their lives.

Another doctor, who refused to be named, said some of charges by private facilities were not consistent with what prevailed on the market.

“Some of the charges in private practice are extortionate to say the least. These acts should be exposed. The treatment pack at most cost US$25, while we charge US$30 as consultation fee. The maximum is US$50 house visit,” the medical practitioner said.

Healthcare in Zimbabwe remains one of the most expensive in the region and most government officials used to be treated overseas.

Outrage Grows Over 14yr Old Marange Pregnant Girl’s Death

By A Correspondent- Pressure is mounting on authorities to bring to justice leaders of an Apostolic sect where a 14 year old girl died during childbirth last week in Bocha, Marange in Manicaland Province, sparking public outrage.

The pregnant girl, identified as Memory Machaya, was allegedly denied hospital assistance by members of the apostolic sect.

The church members reportedly resorted to prayers and kept the teenager at the shrine until she died due to complications.

However, to date, no official police report has been made on the matter despite the wide publicity of the incident.

Africa Union (AU) goodwill ambassador for ending child marriage Nyaradzai Gumbonzvanda challenged law enforcement agents to bring the “criminals” who include the church leaders and the man who impregnated her to book.

Said Gumbonzvanda:

This child has a name, family, community, and a government. Her death has created outrage. This child was raped, yet the focus is on the pregnancy and not the gross inhumane violation of her body and her person.

The political will to act is slow or inadequate. Many days later, we are telling the story of her death.

When the story became known, I expected the police to take a strong position, together with the relevant ministries working to end child marriages.

Gumbonzvanda queried why the white garment churches are seemingly above the law. She said:

They break many laws and nothing happens to them. They are known, their leadership and their structures.

Why do they seem untouchable? They render all the systems, policies and structures irrelevant.

Sethulo Ncube from the Zimbabwe Women Lawyers Association said it was a criminal offence to sleep with a minor.

She said the Domestic Violence Act looks at child marriages as a form of domestic violence and whoever impregnated the girl should be arrested and prosecuted.

National police spokesperson Assistant Commissioner Paul Nyathi told NewsDay that he was still to get the full report on the matter.

Nehemiah Mutendi’s Niece In Love Triangle

By A Correspondent- Zion Christian Church (ZCC) leader Bishop Nehemiah Mutendi’s niece Princess Mutendi has been granted bail after being arrested last week for allegedly torching the house in which her pregnant young sister Fiona was in after finding out that she was having an affair with her husband.

Princess and Fiona are daughters of Levite Mutendi (Bishop Nehemiah’s brother).

Princess is facing three counts of attempted murder because three people were in the house, her husband Alex Marange, Fiona and a maid.

The details of the affair are that Marange relocated his wife (Princess) to South Africa and remained behind in Zimbabwe where he allegedly began the affair with her younger sister Fiona.

On finding out about the affair, Princess arrived at the house in Avondale West (Harare), destroyed a Honda Fit vehicle that was outside before locking the doors to the house with all three people inside and setting it on fire.

It was only the intervention of neighbours who assisted the trio escape the inferno.

Nehanda Radio has been supplied with videos of the house on fire and pictures of the aftermath. The pictures were trending over the weekend but most people did not know the identity of the two sisters entangled in the love triangle.

Our sources say Princess was detained at Chikurubi Prison for a week before she was granted bail on Thursday.

Govt Speaks On Schools Opening

By A Correspondent- The Government is working with relevant stakeholders to ensure a safe re-opening of schools and some school heads have since indicated they are ready to open since measures have been put in place to ensure the safety of learners.

This emerged yesterday after a tour of some schools in Masvingo Province by Primary and Secondary Education Minister Cain Mathema.

Minister Mathema said some of the schools were putting in place measures to provide learners with personal protective equipment (PPE) and clean water.

“Those schools that we have visited say they are ready to reopen once the President gives them that directive,” he said.

“We have seen preparations they are making; they are all following the World Health Organisation protocols.”

The school heads said while they were ready to reopen, they required assistance in the provision of more PPE for the benefit of learners.

They called for literature on what learners should do, especially in terms of the sanitisation process and washing of hands.

The Government announced recently that schools remain closed until August 10 as the third wave continues to be monitored.

The book titled “A LIFE OF SACRIFICE” was launched in Harare Thursday and was authored by economist and former MDC Member of Parliament, Eddie Cross.

The book talks about Mnangagwa’s imprisonment in isolation in settler-colonial Rhodesia’ and his involvement in the liberation struggle.

The book is silent on his role in the 1980s’ Gukurahundi massacres when as the state security minister, then he engineered the massacre of more than 20 000 civilians in Matabeleland and Midlands provinces.
Renowned historian Miles Tendi criticised the biography, saying it contains historical falsehoods and silences.

Zesa Switches Off Harare

By A Correspondent- The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has announced a planned power interruption in the Harare region today.

Zesa said they wanted to carry out critical maintenance.

The places to be affected are Mt Hampden: Lakas, River of Life Church, Hat Nursery, Biltrans, Lomagundi road plots, Goodhope, Williwcreek, Amot Farm and parts of Malborough.

In addition, Acacia Park, Hydon Park, Obrim bricks, Zifa Village, Agriseed, Kuwadzana School, New Parliament and the surrounding areas.

“The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) would like to advise its valued customers in Harare Region that there would be a power supply interruption on Friday 06 August 2021 from 0900 hours to 1600 hours for the purpose of carrying out critical maintenance works,” said Zesa in a statement.

Court Embarrasses Police, Frees Woman Persecuted For Falsely Resisting Arrest

By A Correspondent-A Rusape Magistrate Rufaro Mangwiro has acquitted a 27-year-old woman who had been on trial for allegedly assaulting or resisting a Zimbabwe Republic Police (ZRP) officer, in a case of spiteful vengeance after the law enforcement agent’s sexual advances towards her were rebuffed.

According to Zimbabwe Lawyers for Human rights, Nomatter Chikunguru, who resides in Rusape in Manicaland province was arrested on 9 April 2021 by some ZRP officers at around 11: PM and charged with assaulting or resisting a peace officer as defined in section 176 of the Criminal Law (Codification and Reform) Act.

Chukunguru was accused of refusing to be apprehended by shouting and throwing stones at Constable Brian Kasu and assaulting him when police officers who included Assistant Inspector Chisenye, Assistant Inspector Dhambu, Constable Muza, Constable Makwarimba and Constable Masuka among others, were deployed to enforce some regulations to curb the spread of coronavirus.

During trial, prosecutors told Magistrate Mangwiro that Chikunguru acted unlawfully by refusing to be arrested and shouting and throwing stones at Constable Kasu and assaulting him when police officers who were on night patrol raided a bottle store at Mabvazuva Shopping Centre.

Chikunguru, prosecutors said, was caught by a police dog as ZRP officers were reportedly trying to disperse a riotous “mob”.
However, Magistrate Mangwiro recently acquitted Chikunguru after a full trial.

In her defence, Chikunguru, who was represented by Peggy Tavagadza of Zimbabwe Lawyers for Human Rights, argued that the charges levelled against her were a fabrication to cover up for the abuse of power and brutality by Kasu and that she was a victim of police brutality who required the protection of the law.

The 27-year-old woman told Magistrate Mangwiro that she was arrested while she was going home from her workplace at Rusape General Hospital, where she is employed as a mortician by Heritage Funeral Parlour.

Chikunguru charged that she was ill-treated by Kasu after she spurned his sexual advances and that some police officers had refused to assist her to report a case against the police officer and had to engage Tavagadza to file a complaint against ZRP officers.

MDC Alliance Rules Out Joining POLAD

THE MDC Alliance says it has no intentions of joining the Political Actors Dialogue (POLAD), describing it as a an outfit for illegitimate parties who are there to promote autocracy in the country.

MDC Alliance spokesperson Fadzayi Tuesday said nothing will entice the party to join the grouping.

This came after President Emmerson Mnangagwa said the door was open for them join after his administration doled out all terrain vehicles to POLAD principals.

Posting on her Twitter account, Mahere said the Chamisa led party will continue to call for better living conditions in the country and also push for political reforms against Mnangagwa’s regime.

“The MDC Alliance will never join POLAD. It’s not the function of a legitimate opposition party to take trinkets in exchange for cheerleading autocracy. We continue to hold the regime accountable, demand better lives for the people and push for reforms in all areas of governance,” Mahere said.

On Friday, Mnangagwa gave 19 Isuzu D-Max cars to leaders of political parties which participated in the 2018 presidential election.

POLAD was introduced by Mnangagwa soon after his disputed victory in the 2018 elections where he called upon losing presidential contenders to engage with him and share ideas in moving the country forward.

Mnangagwa Administration In Another Covid-19 Funding Scandal

By A Correspondent-The Auditor-General (AG) has exposed a Covid-19 funding scandal in which senior government officials are reportedly diverted donations meant for the management of the pandemic.

This was revealed in the latest special audit report by AG, Mildred Chiri, on the financial management and utilisation of public resources in combating the COVID-19 pandemic in the country by ministries, government departments and agencies.

The report was tabled in the National  Assembly recently by Speaker Jacob Mudenda. In the report, Chiri revealed shocking details on how fake names, identity documents and mobile phone numbers were used as part of a broader scheme to siphon part of the over $890 million from the government.

The audit was undertaken with the aid of the World Bank in the country’s six out of 10 provinces, focusing on disbursement of COVID-19 relief funds, management of quarantine centres and isolation centres, among others.

“The easing of some controls and the streamlining of processes and procedures to facilitate emergency responses and quick actions to the crisis exposed the government to the possible risks of misuse or abuse of public resources,” Chiri said.

“Inadequate record-keeping was a common feature as the ministries, departments and agencies did not always have updated or reliable information on the donations received and distributed, goods and services delivered and reports on the implementation status of the government initiatives to fight the pandemic.”

She said incorrect and outdated information was used across government departments.

“This resulted in some beneficiaries, including the government officials, receiving COVID-19 relief disbursements they might not have been entitled to. This defeated the purpose for which the disbursements were made as the intended beneficiaries could have been deprived of the assistance.”

COVID-19 allowances were supposed to be paid to small-to-medium enterprises whose incomes were affected by lockdowns, food-insecure households, people with disabilities, the elderly, chronically ill persons and child-headed households.

Information on the would-be beneficiaries was forwarded to the Public Service, Labour and Social Welfare ministry through the provincial social welfare offices.

Investigations by NewsDay exposed how some Zanu PF and government officials manipulated the system for personal benefit.

On the disbursement of over $89 022 103, Chiri said: “The main reasons that caused the failure were that the processes of identification and assessment of intended beneficiaries were not properly co-ordinated, resulting in unreliable databases of  beneficiaries, processing of payments to duplicate beneficiary names and beneficiaries who had similar identity numbers, but of different gender and dates of birth.”

There was also processing of payments to beneficiaries with fictitious identity numbers and suspicious names, incorrect and insufficient contact addresses as well as the use of similar contact addresses for beneficiaries in districts.

“No follow-up mechanism was developed to verify the existence of the beneficiaries and whether the allowances had reached the intended beneficiaries.

“No feedback in the form of pay sheets were provided by the Public Service ministry head office to provincial and district offices regarding the names of beneficiaries who had qualified and had been paid the COVID-19 relief allowances to facilitate confirmation of receipt and reconciliations.”

On COVID-19 relief allowances for youths, sportspersons and artists, the AG raised the red flag on the criteria used for the selection and registration of beneficiaries.

The red flag was also raised on allowances paid to government employees without “competent authority”.

“COVID-19 allowances and airtime paid to government employees. Seven ministries, departments and agencies in Manicaland, Mashonaland West and Matabeleland South paid COVID-19 allowances totalling $2 654 089 and airtime worth $22 165 to members of staff reporting for duty during the lockdown period covering April to July 2020 without competent authority.”

Management of quarantine centres was also marred in controversy as the cost of food provisions, accommodation, daily upkeep and transport of the inmates at the quarantine centres was not properly handled.

“There were no clear and documented guidelines on the process of determining the amount of bus fare to be given to discharge inmates. In some instances, there was no evidence that the discharged inmates had received the indicated amounts as they did not sign on the payment schedule.”

On money meant for the drilling of boreholes, she said: “Out of the 48 boreholes that DDF had planned to drill in the six provinces I visited, 31 boreholes were drilled, but were not functional as water pumps had not been installed. Eight boreholes were not drilled, three boreholes were drilled and water pumps installed, six were dry holes as at December 12, 2020.”

“An estimated total amount of $6 650 000 was spent on the 38 non-functional boreholes. The pumps were not installed due to inadequate planning and prioritisation to ensure that each borehole is worked on to completion rather than partly working on many boreholes, exhausting the available resources.”

Chiri said the objective for which the boreholes were drilled was not fully achieved as a result.

In some cases, she said there was an inadequate capacity assessment of contractors and there were cases of awarding of several contracts to one contractor. Newsday

JOHANNESBURG. — President Cyril Ramaphosa last night announced a Cabinet reshuffle after much pressure to reassess his executive members after a number of scandals.

Ramaphosa confirmed that Health Minister Zweli Mkhize resigned from his position.

Mkhize and his son, Dedane, were on a list along with 18 others who received payments from the company contracted for Covid-19 communications.

Some of the documents submitted by the Special Investigating Unit directly implicated the embattled politician.

“I am grateful to Minister Mkhize for his service, and particularly for the outstanding leadership he has provided in the face of the worst pandemic in over a century.”

Ramaphosa said Finance Minister Tito Mboweni was another Cabinet member who requested to leave his position.

“I have also accepted a long-standing request by Minister Tito Mboweni to be excused from his position as Minister of Finance.”

He said Mboweni effectively and ably steered National Treasury through extremely difficult economic times, adding that he was grateful for his service.

ANC economic policy chief Enoch Godongwana has emerged as the new finance minister after Mboweni’s request to leave the post was granted.

Urgency for changes to heads of ministries got worse after security cluster ministers were unprepared for the deadliest violence and looting to take place in democratic South Africa last month.

ANC national working committee members urged Ramaphosa to deal with the security ministers.

Ramaphosa has split the ministry of Water and Sanitation.

The Zimbabwe Republic Police is concerned with murder cases which are emanating from petty family, friends, and beer drinking disputes in the country.

In some of the cases, people will be contravening the Government’s COVID-19 national lockdown restrictions and safety measures.

On 31st July 2021, a 38-year-old man was fatally assaulted by a suspect only known as Mosquito after a misunderstanding during a beer drinking spree, at an open space in Unit L, Seke, Chitungwiza.

On 2nd August 2021, a Chikuti man (42) was fatally struck once on the head with a brick by his friend after a quarrel over US$60 he borrowed from the suspect. The victim was referred to Mtala Clinic where he was pronounced dead on admission.

On the same date, and at a certain bottle store in Zaka, a 35-year-old man struck a male adult aged 72 with a wooden chair once on the head, after his token of appreciation request, for assisting the victim to rescue his trapped cow, was turned down by the victim.

On 28 July 2021, at around 0900 hours, a 92-year-old man was attacked by a suspected mentally challenged man (29) who wrestled him and took away his walking stick before striking him once on the head for unknown reasons. The victim was referred to Shamva Hospital where he died on 1st August 2021.

The suspect was arrested and has since appeared before Bindura Magistrate Court where he was remanded in custody.

In a related case, Police are investigating an attempted murder case which occurred on 1st August 2021, in Dete, where a 20-year-old man struck the complainant once on the head with an axe over allegations that the complainant and her husband were denying him groceries bought by his mother who is in South Africa. The suspect has since been arrested.

Meanwhile, Police have arrested Duncan Xolani Hadebe (35) in connection with a case of attempted murder that occurred on 31st July 2021, in which the suspect fired two live rounds with an EN rifle towards the complainant after a land dispute.

Six-time Ballon d’Or winner Lionel Messi will leave Barcelona despite both parties having reached an agreement over a new contract, the La Liga club said on Thursday, citing economic and structural obstacles to the renewal of the deal.

Messi, who joined Barca’s youth set-up aged 13, is the club’s all-time top scorer and appearance maker with 672 goals in 778 games in all competitions.

The Argentina forward was free to negotiate a transfer with other clubs after his deal ran out at the end of June, but Barcelona had always maintained he wanted to stay with the club.

Messi, who has spent his whole career at Barcelona, had been expected to sign a new five-year deal with the Catalan club, which would have included a salary reduction of 50%.

The news of Messi’s exit comes a day after La Liga agreed in principle to sell 10% of a newly formed company housing most of its business to private equity firm CVC Capital Partners for 2.7 billion euros ($3.2 billion).

“Despite FC Barcelona and Lionel Messi having reached an agreement and the clear intention of both parties to sign a new contract today, this cannot happen because of financial and structural obstacles (Spanish La Liga regulations),” Barca said in a statement.

Child Rapist Under Fire After Leaked Picture

Pressure is mounting on law enforcers to bring to book leaders of a church where a 14-year-old girl died during childbirth last week in Bocha, Marange in Manicaland, sparking public outrage.

The pregnant girl was allegedly denied hospital assistance by a members of the apostolic sect, which resorted to prayers and kept her at the shrine until she died due to complications.

Her death has caused an uproar with women’s rights organisations and human rights defenders who are baying for the blood of the perpetrators, demanding justice for the girl. No official police report has been made on the matter despite the wide publicity of the incident.

Africa Union (AU) goodwill ambassador for ending child marriage Nyaradzai Gumbonzvanda challenged authorities to take a strong stand and bring the “criminals” who include the church leaders and the man who impregnated her to book.

“Can the persons be named, arrested and face justice. The accomplices are known, those who gave away the child, those who took her and stayed with her at the shrine. They are all guilty,” Gumbonzvanda said.

“This child has a name, family, community, and a government. Her death has created outrage. This child was raped, yet focus is on the pregnancy and not the gross inhumane violation of her body and her person.”

Gumbonzvanda said the girl was “raped” by a known person, the one who made her pregnant, yet he remained unnamed and protected by his religion and patriarchy.

“Political will to act is slow or inadequate. Many days later, we are telling the story of her death. When the story became known, I expected the police to take a strong position, together with the relevant ministries working to end child marriages,” she said.

The AU goodwill ambassador said while Zimbabwe had many policies, theories of change, results-based frameworks, standard operating procedures, guidelines for such cases, nothing has been done so far.

“We are all angry because this is not a single child, thousands of them in the country and millions in Africa are raped, sexually-abused and some die without anyone talking about them,” said Gumbonzvanda, whose efforts to end child marriages are recognised regionally and globally.

She said these religious groups were seemingly above the law. “They break many laws and nothing happens to them. They are known, their leadership and their structures. Why do they seem untouchable? They render all the systems, policies and structures irrelevant.”

Speaking on the legal implications of the matter, Sethulo Ncube from the Zimbabwe Women Lawyers Association said it was a criminal offence to sleep with a minor.

“So whoever impregnated her should be arrested and prosecuted. The Domestic Violence Act looks at child marriages as a form of domestic violence. Then it was also unlawful and should have been reported,” Ncube said.

National police spokesperson Assistant Commissioner Paul Nyathi said he was still to get the full report on the matter.

“I want to find out. I have not yet received the full report,” Nyathi said. -Newsday

Minister Says Schools May Open

“Those schools that we have visited say they are ready to reopen once the President gives them that directive…” 

A minister has indicated schools may open soon.

The Primary and Secondary Education Minister Cain Mathema has said government is working with relevant stakeholders to ensure a safe re-opening of schools and some school heads have since indicated they are ready to open since measures have been put in place to ensure the safety of learners.

This emerged yesterday after a tour of some schools in Masvingo Province by Minister Cain Mathema.

Minister Mathema said some of the schools were putting in place measures to provide learners with personal protective equipment (PPE) and clean water.

“Those schools that we have visited say they are ready to reopen once the President gives them that directive,” he said.

“We have seen preparations they are making; they are all following the World Health Organisation protocols.”

The school heads said while they were ready to reopen, they required assistance in the provision of more PPE for the benefit of learners.

They called for literature on what learners should do, especially in terms of the sanitisation process and washing of hands.

The Government announced recently that schools remain closed until August 10 as the third wave continues to be monitored.

PAHO/WHO continues to recommend that standard infant feeding guidelines be adhered to during the COVID-19 pandemic. The standard infant feeding guidelines are:

Initiation of breastfeeding within one hour of birth,
Exclusive breastfeeding until babies are six months old, and
Continued breastfeeding along with nutritionally adequate and safe complementary foods, until age two years old or beyond.

The benefits of breastfeeding and nurturing mother-infant interaction to prevent infection and promote health and development are especially important when health and other community services are themselves disrupted or limited

Mothers and infants should be supported to remain together, and practice skin-to-skin contact and/or kangaroo care whether or not they or their infants have suspected, probable, or confirmed COVID-19 virus infection. Breastfeeding counseling, basic psychosocial support, and practical feeding support should be provided to all pregnant women and mothers with infants and young children…

Wife Torches House After Dispute With Hubby

HALF a million dollars worth of property was destroyed by fire on Tuesday when a couple at a house in Hillside in Bulawayo had a heated quarrel, culminating in the wife setting the property alight.

This was confirmed by Bulawayo Fire Brigade acting chief fire officer Linos Phiri yesterday, who told Southern Eye that when the fire fighters arrived at the scene, the fire was raging and the roof of the house had already collapsed.

“The fire could be seen from as far as Matopo Road. It was spreading from the front of the building to the back and the roof structure had collapsed and almost all rooms were on fire,” Phiri said.

Phiri said a 5kg gas cylinder was recovered at the scene.

He said there were no injuries, adding that the estimated property loss was valued at $500 000.

Witnesses said the couple, only identified as Chirisas, had a long standing dispute which resulted in the wife torching the husband’s clothes and other valuables.

The husband (Chirisa) confirmed that he had a dispute with his wife identified as Mildred Goba, saying this led her to burn valuables, among them clothes and sofas.

He said it was suspected that the fire was ignited when Chirisa left for the police station.

Phiri said a witness, Bongani Ngwenya, who lived in the same house told them that she saw Chirisa and Goba fighting, with the latter burning valuables.- NewsDay

Zesa Announces Total Black Out In Harare Tomorrow

By A Correspondent- The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has announced a planned power interruption in the Harare region tomorrow.

Zesa said they wanted to carry out critical maintenance.

The places to be affected are Mt Hampden: Lakas, River of Life Church, Hat Nursery, Biltrans, Lomagundi road plots, Goodhope, Williwcreek, Amot Farm and parts of Malborough.

In addition, Acacia Park, Hydon Park, Obrim bricks, Zifa Village, Agriseed, Kuwadzana School, New Parliament and the surrounding areas.

“The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) would like to advise its valued customers in Harare Region that there would be a power supply interruption on Friday 06 August 2021 from 0900 hours to 1600 hours for the purpose of carrying out critical maintenance works,” said Zesa in a statement.

” During this period, electricity will not be available in the following areas: Mount Hampden: Lakas, River of Life Church, Hat Nurseryto carryplots, Goodhope, Williwcreek, Arnot Farm, parts of Marlborough, Acacia Park, Haydon Park, Obrim Bricks, ZIFA Village, Agriseed, Kuwadzana School, New Parliament and the surrounding areas.
Customers are advised to treat all circuits as LIVE during this period as power may be restored without notice. The inconvenience caused is sincerely regretted,” said Zesa.

Fuel Price Hikes Trigger Fares

By A Correspondent-The recent hiking of fuel prices by the government is likely to push fares upwards and make life difficult for residents

Government Thursday increased the prices of fuel without engaging the commuting public.

In a statement, ZERA said the maximum pump price of diesel is now ZWL$114.29 or US$1.33 per litre and petrol  ZWL$117.07 or US$1.37 per litre.

 ZERA said operators may, however, sell at prices below the cap depending on their trading advantages.

Before this price increase, diesel was selling at ZWL$110.54 or US$1.30 per litre while petrol was pegged at ZWL$112.55 or US$1.33per litre.

Rusape Court Frees Woman Facing False Charges Of Beating Up A Police Officer

By A Correspondent-A Rusape Magistrate Rufaro Mangwiro has acquitted a 27 year-old woman who had been on trial for allegedly assaulting or resisting a Zimbabwe Republic Police (ZRP) officer, in a case of spiteful vengeance after the law enforcement agent’s sexual advances towards her were rebuffed.

According to Zimbabwe Lawyers for Human rights, Nomatter Chikunguru, who resides in Rusape in Manicaland province was arrested on 9 April 2021 by some ZRP officers at around 11: PM and charged with assaulting or resisting a peace officer as defined in section 176 of the Criminal Law (Codification and Reform) Act.

Chukunguru was accused of refusing to be apprehended by shouting and throwing stones at Constable Brian Kasu and assaulting him when police officers who included Assistant Inspector Chisenye, Assistant Inspector Dhambu, Constable Muza, Constable Makwarimba and Constable Masuka among others, were deployed to enforce some regulations to curb the spread of coronavirus.

During trial, prosecutors told Magistrate Mangwiro that Chikunguru acted unlawfully by refusing to be arrested and shouting and throwing stones at Constable Kasu and assaulting him when police officers who were on night patrol raided a bottle store at Mabvazuva Shopping Centre.

Chikunguru, prosecutors said, was caught by a police dog as ZRP officers were reportedly trying to disperse a riotous “mob”.
However, Magistrate Mangwiro recently acquitted Chikunguru after a full trial.

In her defence, Chikunguru, who was represented by Peggy Tavagadza of Zimbabwe Lawyers for Human Rights, argued that the charges levelled against her were a fabrication to cover up for abuse of power and brutality by Kasu and that she was a victim of police brutality who required the protection of the law.

The 27 year-old woman told Magistrate Mangwiro that she was arrested while she was going home from her work place at Rusape General Hospital, where she is employed as a mortician by Heritage Funeral Parlour.

Chikunguru charged that she was ill-treated by Kasu after she spurned his sexual advances and that some police officers had refused to assist her to report a case against the police officer and had to engage Tavagadza to file a complaint against ZRP officers.
