We Will Not Rush To Lift Curfew-Muchinguri-Kashiri

Oppah Muchinguri
Oppah Muchinguri

Zimbabwe will consider lifting the current coronavirus curfew when the environment is conducive, a government official has said.

The country’s Defence and War Veterans Affairs Minister Oppah Muchinguri-Kashiri, who is also the head of the Covid-19 taskforce, on Wednesday told parliamentarians that Zimbabwe has now flattened the COVID-19 curve.

This comes as the country records increasingly fewer infections and more recoveries from the novel coronavirus. Muchinguri-Kashiri said:

The success story is pointing to the good mechanisms that we have put in place, including the curfew which we introduced after a very scientific review which analysed our capacity and capability.

Decisions that we make are informed, whilst thorough research is done.

If and when we are satisfied that the environment is conducive, we will consider that (curfew review).

At the moment, there is an equilibrium between increases in infections and increases in the recoveries. So, it is important that we continuously review as we improve.

As of Wednesday, the country had recorded 6 638 positive cases, 206 deaths and 5 250 recoveries.

The recovery rate constitutes about 80 per cent of the confirmed infections.-Daily News

Zanu PF Plot To Loot State Funds Using Land Compensation Programme Exposed

Zanu PF

03 SEPTEMBER 2020

MDC ALLIANCE NAMIBIA DISTRICT CALLS FOR ACCOUNTABILITY AND TRANSPARENCY ON THE LAND REFORM DOCUMENT RECENTLY RELEASED BY POLITICALLY BANKRUPT ZANUPF.

Mdc Alliance Namibia district resonates with the position posited by its National Spokesperson Advocate Fadzai Mahere.

We are solidly challenging the uncostitutionality of the private deal between corrupt Zanupf and their surrogates in the agricultural sector where they are planning to gobble more than 3 billion US dollars as compensation to displaced White Farmers during the so-called ” Third Chimurenga”.

As a district, we are absolutely concurring with the party position with regards to the intended reversal of the purported Land reform program pioneered by Zanupf under the late despotic and autocratic Robert Mugabe.

As a People’s party, we really need to clearly postulate that the genesis of the struggle for socio-economic transformation emanated from the plight of the workers and peasants not forgetting students.

This elucidates the dire need for the Land Reform Document to consider the desperate 4 million workers who were tilling the land as Farm employees.

It is against this pricking background that we ardently demand the compensation of the workers who were murdered, tortured, maimed and lost their jobs during the bloody land reform program in the early 2000s.

It becomes imperative for Zanupf morons to consider compensating these victims of a torturous process which was meant to empower the citizenry with the much needed land.

Moreover, Mdc Alliance Namibia is of the view that the Land reform document is a toxic policy since at law it must be anchored by an Act of Parliament.

We are convinced that it is a misplaced policy meant to hoodwink the international political players to enhance Zanupf’s re-engagement with the family of nations. This is apparent because it does not address the inequalities and injustices arising out of it. Their ill-informed trajectory on the land question will obviously degenerate into social upheavals and and political instability in the country. Zanupf Satanists should rationalise and develop an equitable land policy than to recklessly press the restore button at the centre of pre and post independence instability.

Furthermore, desperate Zanupf must acknowledge that this new policy of theirs is effectively a reversal of the land reform program.

Out of their insatiable appetite to rejoin the international arena, they are trying invain to give it pseudo names but conscious social democrats are on guard in as far as the maintainance of constitutionalism and the rule of law is concerned. While the process was problematic as it was punctuated by unprecedented violence and pandemonium, there are thousands that were resettled and have resided on the land for 20 years.

There is still no transparency and accountability around the land audit in respect to: Who owns what? We condemn in strong terms the privatisation of land and other resources in Zimbabwe.

Zimbabwe is not a private property of Zanupf! The stinking issue of multiple farm owners must be dealt with bearing in mind that we are all entitled to that land as bonafide Zimbabweans.

In a nutshell, Mdc Alliance Namibia would not want to pent-up its wrath to Patrick Chinamasa who supposedly attempted to silence the Mdc Alliance from commenting on the haphazard land question. As a people , we are perplexed by the revolutionary party that purportedly presented itself over decades as committed to radically reversing the legacy of the 1931 Land Apportionment Act since they finally displayed its satanic colours of hate , lack of constitutionalism and greedy.

Zanupf is a party of continuity than socio-economic transformation.

Wutaunashe Says Civil Servants’ Families To Get Full 12 Month Salary Lumpsum | TRUE or PURE NONSENSE?

Public Service Commission (PSC) Secretary Ambassador Jonathan Wutawunashe has said
families of civil servants who succumb to Covid-19, if infected in the line of duty, will be given a full year’s salary along with the normal benefits payable to the family of a deceased civil servant.

He said treasury would continue paying the salaries of the deceased to their dependants for 12 months.

Government continues to prioritise frontline workers who have kept the nation on its wheels despite the danger posed by the pandemic.

“Government has committed to pay civil servants salaries for a further 12 months if they succumb to the effects of Covid-19 after contracting the virus in the line of duty. There are normal benefits they are entitled to for their years of service. Nothing has changed; they will get that one. But the extra remuneration for a further 12 months will be advanced to their families by the Government.

“There is normal coverage of the medical expenses for all civil servants and we are also taking care of the medical expenses for frontline workers. That still stands,” he said.

Ambassador Wutawunashe outlined a number of benefits extended to civil servants, saying the Government was still committed to what it promised.

“We have adjusted a lot of things to protect our workers, such as for how long can you be ill and still be paid a full salary. It has been adjusted from 90 days to 180 days. We have also said that at any one time we should have at least 15 percent of the workers reporting for duty at their work stations,” said Ambassador Wutawunashe.

He gave an update on the issue of civil servants’ salary negotiations that were scheduled to be concluded next month after delays caused by Covid-19 restrictions.- state media

Liverpool Star To Join Barcelona?

Liverpool

Liverpool midfielder Gini Wijnaldum has addressed reports linking him with a move to Barcelona.

The Dutchman has been reported to be Ronald Koeman’s top target, and a move to Nou Camp was set to happen either this summer or at the end of his 4-year contract next year June.

And with the Reds also being linked with Bayern Munich midfielder Thiago Alcantara, there have been suggestions that the EPL champions will be willing to part with Wijnaldum to complete the deal.

When asked about the transfer links at a press conference with the Dutch national team, the 29-year old dismissed the reports, saying: “It’s a rumour, I have nothing to say about it.”

Wijnaldum arrived at Liverpool from Newcastle in 2016 and rose to become a key figure in Jurgen Klopp’s team.

Thep player helped the team win the Champions League in 2019 before featuring prominently in their run to the league championship the following season.-Soccer 24

Power Cuts To End In Days, Says Minister Soda.

Government has assured the nation that power supplies would improve in the coming days as interventions are being implemented to restore normal generation at Hwange Thermal Power Station.

The country is facing power outages as a result of depressed generation mainly at Hwange due to ageing equipment that is overdue for service. Power utility, Zesa is producing 270 megawatts (MW) from Hwange and 890MW from Kariba hydro. An average of 200MW is imports against a national demand of 2 200MW.

Speaking on the sidelines of a tour of the Hwange units 7 and 8 expansion project here yesterday, Energy and Power Development Minister, Soda Zhemu, said engineers at Hwange Power Station were working towards bringing unit 5 online with repairs having been completed.

“Three units are currently in service and doing between 260 and 270MW, which is actually inadequate considering the power demands in the country. So far, we are expecting unit 5 to be back on service anytime once diesel is made available, which we heard is on its way,” he said.

“In the next 2-3 days unit 5 will be back to service. Once that unit is back online then the current power outages will be a thing of the past. Yes, we know there is work going on at units 3 and 6 and arrangements to have the experts coming back into the country.”

The minister expressed hope that once units 3 and 6 were brought into service by next month and December, the country will meet its power requirements for the productive sector and household consumers.

He said delays on progress at units 7 and 8 expansion project as well as the existing units was due to the outbreak of Covid-19, which caused lockdowns that affected foreign travel by engineers after the December holiday.

“We have also taken note of the challenges the power utility is facing in terms of breakdowns. Unit 5 is supposed to be taken back into service anytime,” said the minister.

He said the ministry has made recommendations for the energy company to invest in modern technology and use of coking-gas to firing and stabilisation of generators to augment the expensive fuel.

Briefing the minister, Zimbabwe Power Company acting general manager, Engineer Tom Chuma said refurbishment on unit 5 was complete and was awaiting delivery of diesel to start up the generators for it to be back online. -Chronicle

Don’t Ask Me About Condoms As If You Don’t Know Their Purpose, Daring Wife Tells Hubby

NATIONAL, BUSINESS, BREAKING

IT’S the kind of thing that people think only happens in movies that deal with the subject of infidelity.

But unfortunately for a Bulawayo man, Hardlife Ndlovu, the cautionary tale about infidelity was very much a hard reality in his life when he found three used condoms with semen in his wife Amanda Moyo’s car.

A heartbroken Ndlovu who had been suspecting his wife of cheating on him for sometime shared details of the seemingly worst affair story claiming the used condoms which were wrapped in a tissue paper and placed under the passenger’s seat were solid proof which finally convinced him that she was fooling around.
Moyo is an illegal money changer popularly known as as ‘Siphatheleni’.

The two — Ndlovu and Moyo — who had been customarily married for more than a year had no children together while Moyo, has two aged 14 and five from her previous marriage.

Narrating the painful story Ndlovu from Pumula East told B-Metro that after the heartbreaking discovery of the used rubbers he felt as if he was being “stabbed so hard in the heart”.

Amanda Moyo
“On Thursday last week I went to a mine in Matopo to sell my stuff and when I came back on Friday I realised that I had left some of my documents in her car. As I was searching for them, I touched something soft under the passenger’s seat.

I tugged at it and I couldn’t believe my eyes when I discovered that they were three used condoms with semen inside them.

They were still fresh and wrapped in a tissue paper. I was really in shock and was deflated and sat down like a defeated man,” Ndlovu who was cringing with disgust, narrated.

A worried Ndlovu said on the day he found the used condoms in his wife’s car she was also drunk after having delayed to get home.

“She was apparently looking drunk and when I confronted her about what I’d found, she was unapologetic. She further pained me when she said I should not trouble her about those used condoms as if I did not know their use,” he said.

Ndlovu said it was not the first time to discover condoms in Moyo’s car.B-Metro

Khupe, Mwonzora Project Hits Snag

MDC ALLIANCE NAMIBIA DISTRICT CONGRATULATES ITS POLITICAL DYNAMO JACOB MAFUME AS THE NEWLY DEMOCRATICALLY ELECTED MAYOR OF HARARE.

To the chagrin of Zanupf surrogates, Mdc-Thokozani, President Nelson Chamisa’s Mdc Alliance scooped the Mayoral position with 19 votes humiliating fake constitutionalists led by the captured Khupe.

Zanupf apologists were represented by the feeble Mukunguma who polled a pathetic amount of votes. Reading through the frustrated faces of second-hand democrats, we can witness that they are moody, resentful and despondent to the victory of genuine revolutionaries but such is the social democracy and constitutionalism they always pout and sulk.

As Mdc Alliance Namibia, we are very jovial and jocund upon witnessing the People’s victory.

We want to open our political envelop of exuberance celebrating the ascension of our outspoken and diligent councillor Advocate Jacob Mafume to the apex of the council of the city of Harare. It is quite frustrating to Khupe, Mwonzora and Festus Dumbu after illegally removing the former Mayor Hebert Gomba alleging him of being loyal to the People’s project led by President Nelson Chamisa.

We are wildly jubilant to register our initial victory in the test of democratic legitimacy between the Mdc Alliance and the Zanupf-manufactured Mdc-T. It was proven that the court of politics is completely non-identical or divergent from the court of law, which can be easily converted to a Zanupf functionary.

Furthermore, it was made bare that the judicially-sponsored Mdc-Thokozani can only achieve mastery in the captured courts that are not subject to a constitutional and democratic vote by social democrats.

Khupe and cronies dismally lost because the election of Mayor is by councillors not Border Gezi trained court officers who protect partisan interests at the expense of the downtrodden masses. Their cancer of manipulating state apparatus aided by sadist Zanupf could not save them from embarrassment at the hands of the political mountain , Mdc Alliance.

Moreso, we have confidence that His Worship Jacob Mafume will continue with our smart governance of our beloved city of Harare. We encourage our leader to shun corruption and provide quality social services. There is need to fight for the independence of local government from the central government that is interfering in the governance of our local councils. It is imperative to sanitise everything spoiled by the unconstitutional involvement of the corrupt and voracious Zanupf belly politicians of plunder and self-enrichment.

In conclusion, the pulsating defeat of the sons and daughters of Zanupf masquerading as genuine revolutionaries is both a political and moral lesson to Mdc-Thokozani so that they gather their political capital if they want to compete in any democratic elections with the Political behemoth, Mdc Alliance.

We Meet Chamisa Or No Donations, South Africa Tells Mnangagwa Govt.

By Peter Fabricius
THE Zimbabwe government wants South Africa’s help with personal protective equipment (PPE) and othr equipment to fight the Covid-19 pandemic, as well as support in trying to secure international loans to tide it over its desperate economic crisis.

But Pretoria is evidently withholding the requested support until Zanu PF drops its opposition to President Cyril Ramaphosa’s three special envoys meeting all Zimbabwean stakeholders to get a broad and true picture of the causes and possible solutions to the crisis.

Special envoys Sydney Mufamadi, a former minister of safety and security and of provincial and local government; Baleka Mbete, a former deputy president and speaker of Parliament; and Ngoako Ramatlhodi, a former public service and administration minister, visited Harare on August 10, hoping to meet a broad range of politicians and civil society leaders to assess the crisis.

But after they had met President Emmerson Mnangagwa and Zanu PF, he blocked them from meeting anyone else, including the main opposition party, the MDC Alliance led by Nelson Chamisa, as well as a smaller splinter group, the MDC-T lead by Thokozani Khupe.

Mnangagwa told the envoys he had understood from his conversations with Ramaphosa that they were presidential envoys and so should meet only him.

Mufamadi protested that the envoys had sent him in advance their list of interlocutors with no objections raised, but Mnangagwa would not budge. He suggested that they should go home and report to Ramaphosa on their meeting with him and if necessary they could return to meet other players.

However, it is understood that Mnangagwa and Zanu PF are now resisting the idea of a return visit by Ramaphosa’s envoys to meet these other players. Among those on the original agenda of the special envoys were the Zimbabwe Council of Churches, Mnangagwa’s dialogue forum the Political Actors Dialogue (Polad), and the Zimbabwe Institute as well as the two MDC parties.

Pretoria is insisting the envoys should meet whoever they want to meet. Ramaphosa made this clear on Monday when he addressed a press conference after the ANC’s National Executive Committee (NEC) meeting. He said that in the extensive discussion which his envoys had had with Mnangagwa and Zanu PF on August 10, “it became clear that they would need a process in which they would engage with other people. And it was felt we should give consideration to that.

“And that is obviously something we would want to see happen.”

In the meantime, he said Mnangagwa had told him that he would like the ANC as a political party to meet Zanu PF’s Politburo, and so ANC Secretary-General Ace Magashule and his Zanu PF counterpart were now arranging for this visit to take place “within days”.

Ramaphosa added that the NEC had “expressed the deep desire” that the ANC mission should also have the opportunity of meeting other stakeholders.

“Clearly, it’s important we get as broad a view of what is happening as we possibly can,” Ramaphosa said — because South Africa was feeling the impact of the Zimbabwe crisis on its own borders. This was clearly a reference to the large numbers of Zimbabweans illegally crossing the border into South Africa, mainly to escape economic hardship.

Despite the NEC’s wish for the ANC delegation to meet a broad range of Zimbabwean stakeholders, it is understood that Pretoria feels it would be better for the ANC to meet only its ruling party counterpart, Zanu PF, while Ramaphosa’s special envoys — who have a different mandate as they represent the South African government — should meet the other stakeholders, as they had originally intended to do on August 10.

Zanu PF would evidently prefer the envoys’ mission to be merged with that of the ANC and for neither to meet the opposition and civil society.
As a result of this intransigence, there are indications that Pretoria might have started to exert economic pressure on Zanu PF — something it has rarely done before, if at all.

The bankrupt Zanu PF government has requested South African government support in acquiring personal protection and other equipment to fight Covid-19. It has also asked Pretoria to help it secure private international loans, though what form this assistance might take is not clear yet.

The ANC government’s response to Harare has been to say it cannot justify to its constituency providing such support to Zimbabwe, while Harare is preventing it from meeting all stakeholders to try to resolve the crisis, which has made such South African support necessary in the first place.
South Africa has another potential lever in that it is also providing Zimbabwe with significant amounts of grain to prevent starvation in a population where about half are suffering food insecurity.

But it is not clear if Pretoria would also use this grain supply — which comes in the form of a donation, not a loan — as a political lever as it is regarded as humanitarian support.

South Africa Army Too Weak To Intervene In The Jihadist War In Mozambique- Expert

Defence Web SA

The South African National Defence Force (SANDF) is not strong enough to intervene in the insurgency in neighbouring Mozambique should it be required to, as it is underfunded and overstretched, experts have said.

Speaking during a Joint Standing Committee on Defence (JSCD) mini-symposium on the South African National Defence Force (SANDF)’s Force Design and Related Matters on 3 September, defence expert Helmoed Romer Heitman said it would be difficult to help Mozambique given the present state of the military.

This comes after international relations minister Naledi Pandor this week said South Africa was ready to support its neighbour and SADC colleague, but this could only happen if requested by Mozambique, whose president Filipe Nyusi took over chairmanship of SADC last month.

Pandor is reported as saying: “If it is more intelligence support, if it is the South African Navy patrolling the coast, if it is assistance from our national defence force, we as South Africa stand ready, but we must have that indication from the government of Mozambique.

“Mozambique is a sovereign country, if it needs assistance from any of us it would ask for it. Should South Africa be jumping into Mozambique without a request from the country, without any indication as to where it needs help? I’m not sure that we can do that.”

Heitman said the South African Navy could close the Rovuma River mouth but it would need more money and the South African Air Force could provide reconnaissance and surveillance if additional funding was allocated for it. However, the Army does not have enough infantry to do the job as long-term peacekeeping missions have tied up at least four battalions.

Heitman said that with the budget the SANDF has today, it can look after South Africa’s borders, maritime zones and maybe intervene in a small country like Lesotho if necessary but “we cannot do regional missions on this budget. We are short on infantry and our mechanised forces have ageing equipment.” He added that the Navy’s vessels are ageing, the Air Force is flying old aircraft and the whole range of capability gaps can only be filled with more money.

Dr Moses Khanyile, non-executive director at Armscor and National Defence Industry Council (NDIC) Strategy Project Leader, told the mini-symposium that for a long time South Africa believed there were no threats and that the country was in a peaceful neighbourhood, “but guess what – South Africa gets called in to intervene in Africa. Most of these interventions are not planned, not in the budget. This means we need to think differently in terms of our involvement in the region.”

“We need to help out our brothers and sister up north but there is no funding to back up that commitment.”

Heitman added that threats can materialise very quickly – faster than one can build or rebuild a defence force. He said that South Africa is at the moment too weak to be able to deal with both existing and foreseeable threats.

He suggested that when government asks the SANDF to go somewhere [such as Mozambique], the SANDF needs to insist on additional funding for those deployments otherwise the SANDF stays home.

“The defence force is often its own worst enemy and always seems to pull a rabbit out of a hat and perform small miracles, therefore people say okay, they don’t need more cash. Meanwhile the defence force cutting into muscle and bone.”

The symposium heard that developing an effective defence force after an extended period of neglect, is an undertaking of two to three decades. That is in part because of time required to develop doctrines and senior officers and a factor of the rate at which junior ranks can be trained and equipment absorbed.

The discussion comes as South Africa realises it faces conflict across the border, which was unforeseen several years ago. The insurgency in Mozambique’s Cabo Delgado province “brought home the reality we are not immune from conflict in our neighbourhood and across the region” according to Portfolio Committee on International Relations and Co-operation chair, Tandi Mahambehlala.

In a statement issued post a briefing by Pandor earlier this week, Mahambehlala indicated the briefing was called because the committee “wanted to know the implications of this conflict (Cabo Delgado) on our neighbourhood and region”. Also “how South African diplomacy is utilised to mitigate escalation of the conflict before it spreads in the region”.

Mahambehlala, in a Parliamentary Communication Service statement, pointed out the “emerging threat in Mozambique was a matter of concern and also a threat to the Southern African Development Community (SADC)”.

“The conflict brought insecurity to the region, thus far a beacon of peace and stability on the continent,” she said.

The Parliamentary committee supported the approach taken by the government department tasked with foreign relations, generally from the diplomatic point. It is important to act “within the collective of SADC” and for Mozambique to move “in unison with the region and continent” in addressing the Cabo Delgado situation, it said.

Zanu Pf Finally Heeds WHO Clarion Call And Ramp Up COVID-19 Tests- But Only To Test Ruling Elite

By Wilbert Mukori- “As at 3/9/2020 Zimbabwe has 40 new cases total 6 678 no new deaths total 206.

Carried out 1095 PCR test, Bulawayo 76, Harare 925 and Manicaland 94 and zero everywhere else.

There are a total of 1209 active cases with Bulawayo 95, Harare 483, Manicaland 54, etc.”

It is interesting to note in the last few weeks government has ramped up tests at Zanu PF HQ (26 tested positive), Munhumutapa Building (80 tested positive) Parliament (2 workers and unknown number of MPs tested positive). None of these areas can ever be considered frontline and high risk area on par with hospitals and clinics and yet  workers in these areas are being tested ahead of health care workers!

What is clear here is that the ruling elite clearly believe in the World Health Organisation’s (WHO) clarion call to “Test! TEST!! TEST!!!!” as the most effective way of containing the corona virus. Those who have the virus and immediately send into isolation and follow up test are done on all those who came into conduct with the infected person.

The targeting of work places where the ruling elite work shows Zanu PF believes in WHO’s advice as an effective means to contain the corona virus but only when the lives of the ruling elite are at risk!

Zimbabwe’s confirmed corona virus cases and deaths should roughly be 1/4 those of SA but have remained low only because we are not testing as aggressively as our neighbour across the Limpopo River!

South Africa Zimbabwe Comment
Population 60 million 16 million approx 1/4 that of SA
Covid-19 cases 628 259 6 678 1/4 of SA = 157 000 or 150 000 who should be in isolation are not
Covid-19 deaths 14 263 206 1/4 of SA = 3 500 or 3 300 buried without following WHO protocol
Covid-19 tests end July 3 million 145 000 1/4 of SA = 750 000 or 20%

By carrying out only 20% of the tests we should have done it means we have missed out identifying 150 000 potential covid-19 cases who would be in isolation and are instead spreading the virus. And by failing to test and confirming all these who have died and had corona virus symptoms it is possible 3 300 bodies were buried without following the WHO protocol to ensure the virus does not spread to the living.

The failure to test as aggressively as we should alone will result in hundreds of thousands of more people being infect with corona virus and many of them will die.

Zimbabwe’s very low official covid-19 figures give the impression Zimbabwe has contain the corona virus pandemic. No one of substance is fooled by these figures because they know they would be much higher if the country was testing as it should!

Frankly, the nation would be better off having high official figures because we were testing and saving lives than low official figures and condemning so many innocent people to suffer and many to die unnecessarily!

“As a result of this intransigence, there are indications that Pretoria might have started to exert economic pressure on Zanu-PF something it has rarely done before, if at all.”

Zanu PF intransigence comes with the territory especially considering what is at stake for Mnangagwa and his Zanu PF cronies – the dreaded regime change!

Just getting the late Robert Mugabe to sign the 2008 Global Political Agreement (GPA); agreeing to the implementation of the raft of democratic reforms, which implemented, would have completely dismantle the Zanu PF dictatorship; was one of President Thabo Mbeki’s greatest political achievements. Getting the reforms implemented was a bridge too far!

As things turned out, it was not the intransigent arrogance of Mugabe that foiled the efforts to get the reforms implemented but breath taking stupidity and greed of Morgan Tsvangirai and his MDC banded mongooses.

Mugabe bribed the MDC leaders with the trappings of high office; ministerial limos, very generous salaries and allowances, a US$4 million mansion for Tsvangirai, numerous overseas trips, etc., etc. And to show their appreciation to their benefactor, banded mongooses throw all reforms out of the window. Hence the reason we are still stuck with the curse of rigged elections!

Of course, Mnangagwa knows that all these talks with the SA envoys is a tacit acknowledgement that his regime has failed to govern and will culminate in the formation of a new GNU. Even if he is not asked to sign a new GPA, he knows that the same raft of democratic reforms from 2008 will be back on the agenda.

Everyone; Mnangagwa, Chamisa, President Ramaphosa, everyone; knows the pressure to have the reforms implemented without fail will be palpable. Mnangagwa’s rude arrogance in sending back the 10th August envoys, the torrid of verbal abuse from George Charamba questioning SA’s right to intervene, etc. all point to one thing – Zanu PF will resist the proposed GNU and will stop the implementing of the democratic reforms.

Mnangagwa, just like Mugabe before him, has no intention of reforming himself and Zanu PF out of office. If Zanu PF is still in office, on its own or in GNU, on the eve of the next elections; the party will rig those elections, guaranteed!

President Ramaphosa has a very simple choice really; either to force feed Mnangagwa this new GNU knowing fully well that he will wasting everyone’s time because no meaningful reforms will be implemented. Or he can bite the bullet and demand that Zanu PF steps down so that others, who will implement the reforms, can be appointed into the GNU.

Getting Zanu PF to step down is not going to be a walk in the park and, frankly, President Cyril Ramaphosa is not up to the task. He must ask for help from the UN.

The root cause of Zimbabwe economic and political crisis is the country’s failure to hold free, fair and credible elections. Zanu PF rigged the July 2018 elections just as the party rigged the 1980 elections and all the other elections since.

Today the country stands on the very edge of the precipitous abyss with its economy in ruins and millions of Zimbabweans living in abject poverty. The corona virus pandemic has only made the economic and health situation even worse. Zimbabwe is crying for a solution to its economic, political and social crisis and not another gimmick.

Mnangagwa and his Zanu PF cronies must step down. The regime is illegitimate! President Ramaphosa must understand that it is not the survival of Mnangagwa’s presidency that is at issue here but that of Zimbabwe!

Mnangagwa Says He Is Not Reversing The Land Reform Exercise But Just Following The Constitution

President Mnangagwa has said the land reform exercise is irreversible with current initiatives pronounced by Government aimed at complying with Constitutional provisions.

The President said this in his opening remarks during the fourth Political Actors’ Dialogue principals’ executive plenary meeting at State House in Harare today.

Following last week’s conclusion of the Global Compensation Deed between former white commercial farmers and Government some sections of the media and opposition groups have wrongly claimed that the agreement was a reversal of the historic land reform programme.

“Let me restate that the Land Reform Programme is irreversible,” he said.

“To this end there is no vacillation. The current processes with regards to land issues entail the implementation of provisions of our national Constitution, in particular, section 295 as it relates to black indigenous Zimbabwean.

“I urge all farmers to remain focused on preparing for a successful 2020/2021 season.”

Wildlife Trust Speaks On Govt Move Granting Chinese A Right To Mine Coal At Hwange National Park

Bhejane Trust, a Rhino and wildlife non-profit conservation organization based out of Victoria Falls, has raised concern Government’s allocation of mining concessions to Chinese firms within the Hwange National Park.

The organisation said in a statement:

COAL MINING IN HWANGE

Our Rhino Monitoring team recently found some Chinese in Hwange Park – we managed to ascertain they were drilling core samples for coal. Parks arrested them and turned them over to the Police.

However, they soon reappeared with a permit giving them the right to carry on in the Park with exploratory drilling. They did this without any consultation with the Area Manager and seem to feel they have a right to go wherever they like to.

We followed up on this and discovered the Government has allocated two coal mining concessions in the middle of Sinamatella and Robins!

The mining concessions are Special Grants which apparently can only be issued by the President, and both been granted to Chinese companies.

A company called SustiGlobal have subsequently sent us Stakeholders Questionnaire forms. One map shows the coal mining concession SG7263 that incorporates Deteema Dam and Masuma Dam, out to a company called Afrochine Energy of the Tsingashan Group of China.

We are not certain to whom else the questionnaire has been sent, and the questionnaires are not dated. The questionnaires are for an EIA for the concessions but only to cover the initial exploratory drilling and opening of roads, building camps, etc. It appears the concession was promulgated in late 2019.

The other concession granted, SG 5756 to the Zimbabwe Zhongxin Coal Mining Group, has also contracted SustiGlobal to do an EIA, again with an undated Stakeholders Questionnaire, and again to cover the initial exploratory drilling and opening of roads, building camps, etc.

However, they have started exploratory work in the Park, so it is not sure if an EIA permit has been granted or not.

Bhejane Trust has replied to the questionnaire and waits to hear back from SustiClobal.

We will be ready to support National parks where required.

ZUPCO Prices Shoot Up 100%

The Zimbabwe United Passenger Company (ZUPCO) has increased bus fares by 100% with effect from Saturday, 5 September 2020.

Bus fares have been hiked from ZWL$8.00 to US$16.00, while kombi fares have been increased from ZWL$16.00 to ZWL$32.00 per trip.

Just over a month ago, the transport utility hiked bus fares by the same margin. ZUPCO chief executive Evaristo Madangwa said then:

The price of fuel has gone up and operating costs have also increased. By adjusting the fares upwards, we will be able to improve efficiency.

Meanwhile, illegal transport operators (Mushikashika) are charging the equivalent of US$0.50 or ZWL$45.00 for short trips which makes ZUPCO kombis cheaper in comparison.

Byo Birthday Party Revellers Beat Up Police Officers Enforcing Lockdown Regulations

State Media

Seven men, who were celebrating birthday of a colleague at a house in Bulawayo over the weekend, allegedly attacked police officers that were sent to enforce the lockdown regulations prohibiting such parties with stones and were subsequently arrested.

Police went to the house in Old Lobengula at around 9.30pm on Saturday after they were told that more than 50 people were having a party.

When the police got to the house they asked the revellers to disperse but they resisted and attacked the officers with stones.

Police later fired warning shots and arrested the seven suspects while others dispersed.

National police spokesperson Assistant Commissioner Paul Nyathi said the seven were arrested for failing to obey police instructions enforcing the lockdown and reiterated that failure to cooperate with officers carrying out their duties, was a chargeable offence.

“The ZRP would like to strongly warn the general public that all those who undermine the authority of the police will face the full wrath of the law,” he said.

Cases of officers on duty being attacked by the public or even kidnapped are reportedly on the rise.

Last month, two police officers were allegedly kidnapped by a motorist whom they had stopped at a check point in Harare city centre meant to enforce the curfew.

In 2013, six policemen on duty in Harare were kidnapped and attacked by a commuter omnibus crew they had arrested.

Police have also recorded cases of attempted murder and one culpable homicide perpetrated on officers by kombi drivers and conductors.

Annual Zulu Reed Dance To Be Held Virtual

Paul Nyathi

The ancient Zulu tradition, Umkhosi woHlanga (the reed dance), which sees thousands of Zulu maidens gather at the Zulu royal place Enyokeni in Kwa Nongoma every September, will undergo some serious changes due to the Coronavirus pandemic.

This year’s event will only see 30 maidens participating, and the King’s keynote address will be live on social media platforms in an effort to curb the spread of the Coronavirus.

A statement issued by the royal family said that due to the national lockdown regulations all maidens who were expected to descend to the king’s residency on Saturday are called to observe this important day at their respective homes.

Royal Spokesperson Prince Thulani Zulu said: “His Majesty has requested the Department of Arts & Culture to work with oNomehlo (Maiden Guardians) in the whole province to identify at least 30 maidens who will symbolically partake and represent thousands that will this year not embark on the usual journey to eNyokeni Royal Palace this year.

“This is in keeping with the regulations of no more than 50 people assembling. The 30 maidens will join His Majesty in the campaign against gender-based violence and social ills.”

The Reed Dance is a four-day event and takes its name from the riverbed reeds. The reed-sticks are carried in a procession by thousands of young maidens who are invited to the King’s palace each year. Virginity testing (ukuhlolwa kwezintombi) is an ancient Zulu traditional practice that is regarded as an important rite of passage to womanhood.

It’s a custom the Zulu nation has in common with the Swazis‚ a nation that historians describe as their closest tribal cousins. In both nations, only virgins are supposedly allowed to take part in the Umkhosi Womhlanga to ensure that it remains ritually pure. The idea is that by remaining pure‚ the maidens are safe from unwanted pregnancies and sexually transmitted diseases. Tests can be conducted randomly at night or very early in the morning before they present reeds to the monarch.

This year’s reed dance ceremony will focus on gender-based violence. The chosen maidens will present the placards to His Majesty on behalf of all maidens led by the Zulu princess.

Nick Mangwana Twitter Account Reinstated After Three Days In Suspension

Nick Mangwana’s Twitter account which was suspended early this week has been restored.

The account was placed under temporary restrictions by the social media company because of some “unusual activity”.

This was the second time that a government-affiliated account has prompted action from Twitter. A couple of weeks ago the account for the Ministry of Information was suspended by Twitter. The Ministry’s account appeared to have been suspended because a number of users reported it for contravening Twitter’s content guidelines.

Twitter, on the site’s help centre, lays out why it puts restrictions on accounts:

. Twitter can lock accounts for security reasons.

. If the user has violated Twitter’s terms of service and rules then they can restrict the features on the account.

. If there is any suspicious or activity that Twitter detects then the account will be under temporary restrictions.

In his first Tweet on return on Friday evening, Mangwana went on with his praise of President Emmerson Mnangagwa’s “successes” in his two years since the last election.

Cult In Trouble After Colleague Is “Taken Away By A Mermaid” During Cleansing Ceremony

A 26-YEAR-OLD Seke woman drowned last week during a cleansing ceremony in the Manyame River but because those with her believed she was taken by a mermaid they waited instead of seeking help.

Rutendo Nhemachena believed by those watching to have been possessed by a spirit of a mermaid, was reported to have turned violent and jumped into the river where a traditional healer Isaac Manyemba, 50, was cleansing men and women along with his aide only identified as Mai Manyika or Madzimai Jennifer.

Manyemba and Manyika were reported to have failed to handle Nhemachena who overpowered them before she drowned.

Manyemba confirmed the mishap saying Nhemachena overpowered him and looked as though she ‘possessed with a mermaid spirit’.

“To be honest I had no intention of conducting a cleansing ceremony on the day in question but Mai Manyika approached me saying Nhemachena wanted to take her three year-old child for cleansing,” said Manyemba.

“The two convinced me and I led them to the river where we attended to a number of men and women when Nhemachena suddenly came into the river possessed.

“She pushed all of us and we failed to handle her before she immersed me and disappeared into the water.

“We all believed that she was taken by a mermaid and decided to wait from 3pm until evening when she failed to show up.

“We were comforted by one woman who claimed that her child was once taken by a mermaid when he was seven years old and returned from water at the age of 14.

“Another person claimed that her child spent a week and returned urging us not to cry or worry much so as the mermaid to bring back the person alive.

“Pakataurwa zvakawanda nezve vanhu vainzi vakatorwa nenjuzu vakazodzoka uye iye mufi uyu hanzi akambopinda akazobuda after 3 hours.

“I later decided to inform a village head in Mayambara village who advised me to take the issue to Chitungwiza police station,” said Manyemba.

Nhemachena family spokesperson Patience Gwebede said the deceased was to be buried in Chihota after a postmortem and denied suggestions that a mermaid spirit took the deceased.

“As a family we do not have anything to say much since we still mourning,” said Gwebede.

“We are expecting the law to take its course as well as get an explanation from the traditional healer or Madzibaba and Madzimai who were conducting the cleansing ceremony.

“Manyemba never showed up to give us an explanation and his mobile phone was not reachable until now we are about to leave to Chihota where we are to bury her.

“As a family no one among us knew any story linking the deceased to a spirit of a mermaid and we are still to receive full information from Manyemba and Manyika.

Questioned if Manyemba was a traditional healer or a church faith healer, he said his ancestors are the source of power although he works under the banner of Johanne Masowe yeNguwotsvuku.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the mishap saying police are carrying investigations with a view to establish circumstances leading to the drowning.

Dear Nelson Chamisa

It is for two reasons that i pen this open letter to you. First, millions of Zimbabweans deposited their hope in you to shepherd them to a better Zimbabwe;a palpable yearning by our people for a land of our birth that every Zimbabwean is proud to call home.
Secondly i believe you stand with the people. Some of your erstwhile Cdes in the trenches for clean accountable government, the likes of Douglas Mwonzora and Linda Masarira-human rights defenders turned regime defenders today help, with impish glee, pin down hapless Zimbabweans while Mnangagwa violates them.
For six pieces of silver, they have sold out the struggle for a better Zimbabwe for all.

Look Nelson,we are dealing with political thugs with guns. The regime has captured the courts and the security cluster command element. The courts and the ZRP are now used as a sledgehammer to attack regime critics.A soldier who a few days ago stabbed his wife seven times and ripped open her stomach was granted bail by the high court at first ask.
For tweeting,Hopewell Chin’ono spent forty-five days in leg irons at Chikurubhi maximum prison. Denied bail.
The courts are captured.Chapter nine institutions are corrupted. Electoral heists are sanitized in an elaborate at all cost power retention agenda. It is blindingly clear the corrupt, murderous Mnangagwa regime will never voluntarily reform itself out of power. Contrary to public regime statements of reform, incontrovertible evidence abounds of a relentless reformation of the tyranny.

The injustices that our people faced under the rogue Smith regime are the very same injustices Zimbabweans face today under the rogue Mnangagwa regime. Peaceful opponents are harassed, arbitrarily arrested and jailed. Dissenting voices are abducted and tortured. Must we not then do to this cabal what we did to the Smith cabal?.Why should we pussyfoot around the subject of removing Mnangagwa to save Zimbabwe?.Why must any self-respecting Zimbabwean pussyfoot around the fact that this is a tyrannical system that must be abolished?.I hear people say Job Sikhala was in hiding. That is true. But are we all not in hiding from the simple reality that the failed Mnangagwa must be removed by peaceful people power to save Zimbabwe?.

The regime has reduced the average Zimbabwean to sub goat herder grade. A state registered nurse with a three year diploma in nursing earns less than a cattle herder in neighbouring Botswana. A teacher with a hard earned diploma in education or Grad Ce earns less than a ‘house girl’ in South Africa. The salary of an SA security guard pays a Zimbabwean soldier and a policeman their monthly RTGS plus bonus. The ignominy of it all!.

Our struggle is bigger than MDC or Zanu-Pf.It is about Zimbabwe. It is a binary of the regime against the people. It is a binary of millions of Zimbabweans who face hunger, abject poverty and hopelessness and fat cartels and criminals in the highest offices in the land looting public money.Ihondo yevarombo nembavha dziri kudya zvevarombo.

David said God is in it,picked up his sling and confronted Goliath. Our God manifests when we act;for faith without works is dead.
For a long time Zimbabweans have taken the chronic painkiller that is talks,GNU,talks about talks, more talks and nill change. False hope. Fake reforms. How do you reform a high court judge who sups at the Zanu feeding trough at night?
No more painkillers. It is time to take the one operation of a million citizens in the streets that once and for all peacefully removes the cancerous tumour.

A democratic, accountable and people centric government in our lifetimes.

PRESS STATEMENT BY THE MINISTER OF ENVIRONMENT, CLIMATE, TOURISM AND HOSPITALITY INDUSTRY, HON. N.M. NDLOVU ON THE RESUMPTION OF TOURISM POST COVID-19 PANDEMIC

The Secretary for Environment, Climate, Tourism and Hospitality Industry, Mr Munesu Munodawafa,

The Acting Chief Executive of the Zimbabwe Tourism Authority, Mr Givemore Chidzidzi,

Sponsored: Click here to buy NetOne, Telecel Airtime online using EcoCash

Directors and Staff in the Ministry,

The President of the Tourism Business Council, Ms Winnie Muchanyuka and all Captains of the Industry here present,

Distinguished members of the Fourth Estate,

Ladies and Gentlemen.

We meet at a time when the whole world is trying to crawl back to life from the negative impacts of the COVID-19-induced economic shutdown and subsequent travel restrictions, which have disrupted travel global chains.

As you will all know, the impact of the pandemic on the Tourism Sector has been severe in our country, with many tourism companies on the brink of collapse.

The resilience of the sector has been tested to the limit over the last six months. It, therefore, comes as a very welcome decision that Cabinet has allowed all Tourism Activities that had remained shut down as part of the measures to contain the Coronavirus Pandemic to now resume full operations.

During the time when the sector was closed, my Ministry together with all stakeholders collaborated to develop Health and Safety Guidelines, which were approved by Cabinet, detailing protocols which need to be followed to allow the whole sector to reopen safely.

This was in keeping with the overall global policy thrust to strengthen the capacity of the sector to emerge stronger to operate under the new normal.

You will also recall that during this period, the Ministry led widespread consultations under strict social distancing conditions, which led to the development of the National Tourism Recovery and Growth Strategy.

This blueprint was approved by Cabinet and was subsequently launched by His Excellency, the President, Cde E.D Mnangagwa, in August 2020, in Victoria Falls.

I must mention that at the time of the launch, most tourism operators in Harare, failed to attend this function.

I must apologise that this decision was not intentional, but was arrived at in full consultation with your association leadership and in line with the restrictions on intercity travel, which existed at that time.

I am nevertheless convinced that, the launch of the National Tourism Recovery and Growth Strategy, leaves us with clarity as to what Government intends to do to deliver the sector from the current downturn.

This, however, can only be achieved with the active support of the private sector. Without doubt, one of the key questions which remained unanswered after this launch related to those Tourism activities deemed recreational and leisure which had remained closed.

I am therefore pleased to announce that following Cabinet approval, all Tourism activities can now resume operations.

These include but are not limited to game drives, bungee jumping, zip lines, helicopter rides, lion walks, elephant rides and all registered tourism activities.

For the avoidance of doubt, this also includes the resumption of boat operations on our lakes both for tourism and fishing (and other tourism-related activities), in strict compliance with Covid-19 Pandemic Guidelines which have been developed.

I mention this, particularly because in areas such as Kariba, the Boating Industry is a key anchor of their tourism industry for both leisure and fishing.

This decision by Cabinet is indeed welcome as it comes at a time when massive retrenchments were looming in the sector and such layoffs would have threatened the many lives that are dependent on tourism for survival.

As Government, we acknowledge that it has not been an easy journey for our sector and I am aware that most players had to send employees on forced leave.

Most employees were on half salaries, and in the worst-case scenarios, on unpaid leave. The negative impact of the Coronavirus induced shutdown was felt across the whole tourism sector and its value chains.

However, the impact was more severe in towns such as Kariba and Victoria Falls, which are predominantly tourism reliant cities.

We hope that with this decision to reopen, the sector will breathe life into the sector and allow us to pick up the pieces again.

I would also want the Tourism Players to note that as announced by Government, the opening of airports to both domestic and international travel is a decision which is under the active consideration of the government.

The same will be communicated as and when the decision is made at the appropriate time by the competent authority.

You will all appreciate that this decision has to be done in a phased, responsible and safe manner, which does not put in danger the well-being of both staff and travellers.

The decision compels us to meticulously examine and reexamine our airports and the whole tourism value chain to ensure that there is a robust Covid-19 support system to support this re-opening.

I wish to assure you that my Ministry continues to work closely with the Ministry of Health and Child Care and the Ministry of Transport and Infrastructure Development, to ensure that as a country we are ready to achieve this.

I also wish to appeal to all of us to contribute meaningfully by way of ideas and in whatever way you may, to strengthen our Health and Safety Protocols and systems in readiness for this decision.

We need to appreciate that this is a delicate balancing act between saving the economy and strengthening our response systems.

For now, all tourism players must go to their drawing boards and begin the process of reopening our facilities, ensure all our staff are tested prior to commencement and that the guidelines which were developed are religiously followed.

Industry must therefore invest in and ensure safe operations through protocols such as temperature checkpoints, contact tracing, recording on arrival of guests, physical distancing markings at their premises, deep cleaning and disinfection of the facility among many others.

On its part, Government will intensify compliance checks together with the relevant arms of Government to ensure players are fully compliant.

I wish to once again, thank the Tourism Industry for its resilience during this difficult time and assure you that we will surely bounce back as an industry and achieve our set goals for a US$5billion Tourism Economy by the year 2025.

Let us, therefore, continue to engage in dialogue so that brick by brick, we all join hands to re-build our industry and ensure we make it contribute more to the economic growth and prosperity of our beautiful Zimbabwe.

I thank you.

“Passport Backlog Reduced By 50 Percent”: Home Affairs Ministers

By A Correspondent- The Minister of Home Affairs and Cultural heritage, Kazembe Kazembe said that the Registrar General’s office has taken advantage of the Covid-19 national lockdown to reduce the passport backlog by 50 per cent.

Kazembe said 200 000 passports have been printed since the commencement of the lockdown in March.

He made the remarks while addressing journalists after a briefing with officials from the Immigration office in Bulawayo.

Said Kazembe:

This Covid-19 pandemic caught us off guard even treasury was affected but when we started operations our officials took advantage of this to work on clearing the passport backlog. We have since managed to print over 200 000 copies which are 50 per cent of what was lagging behind.

Further, people should be made aware that the printing passports is not just a process which is done overnight, I hear some people saying that we must get the material locally but that is not possible because passport printing is something that is controlled internationally hence we have to import most of the printing material but our officials are working round the clock to further reduce the backlog.

Kazembe added that they were working on integrating systems which include immigration officials, the Zimbabwe Republic Police, Interpol and even the Zimbabwe Revenue Authority to improve security and efficiency within all the points of entry.-statemedia

Mnangagwa Tells His POLAD Colleagues That There Is No Crisis In Zimbabwe

PRESIDENT Emmerson Mnangagwa has dismissed social media narratives of a crisis in Zimbabwe instead declaring that the 2018 election produced a clear winner.

Speaking at the fourth meeting for Political Actors Dialogue held on Friday morning, President Mnangagwa said some sections of society have been crying foul, protesting against the arrests of some elements whose actions have incited public violence even in the midst of the global Covid-19 pandemic as well as in violation of guidelines to reduce its spread set by the World Health Organisation (WHO).

“I wish to unequivocally state that there is no crisis in Zimbabwe as elections were held in July 2018 and a winner was declared in terms of the country’s Constitution. All contestants were invited to join this dialogue in the national interest,” the President said.

The President reiterated the door was still open for those on the outside and government continues to make huge strides towards development all round using limited resources.

President Mnangagwa said the challenges that had befallen the country call for a continued unity of purpose across the political divide.

“Your continued commitment to the call to serve the country is acknowledged and will surely result in the making of a great country,” he said.

Mnangagwa Administration’s Endless Corruption Frustrates EU Out Of Budget Support

BRUSSELS — Ongoing mismanagement and corruption mean it is “out of the question” that the European Union will resume aid directly to the government of Zimbabwe anytime soon, according to the bloc’s ambassador to the country.

The government of President Emmerson Mnangagwa has “indicated that they would be interested in reverting back to budget support,” EU Ambassador Timo Olkkonen told Devex in an interview last week. “I can’t prejudge, of course, what happens with the [EU’s upcoming development assistance] programming exercise — but I would say, from my personal perspective, I think it would be impossible.”

The EU stopped sending money directly to government coffers in the southern African nation in 2002, citing violations of human rights and democratic principles under then-President Robert Mugabe. Three years ago, when Mnangagwa seized power from his former mentor in a coup and declared the country “open for business,” Brussels offered the prospect of greater assistance in exchange for free and fair elections.

“We have to think about how we can support the country in a situation where the level of governance is not where we would like it to be.”

Instead, soldiers killed at least six people in the aftermath of the 2018 election that was won by Mnangagwa and criticized by international observers. In recent months, a government crackdown has seen the arrest of domestic opponents and journalists, such as Hopewell Chin’ono, who had reported on a corruption scandal involving COVID-19 supplies.

“Is there really a break with the past?” Olkkonen asked. “Security forces are very heavy-handed, and the treatment of many of these government critics just seems very, very unfair.”

Asked whether the country’s judiciary is independent of the ruling ZANU-PF party, Olkkonen said that “there are clearly cases where you can question [whether] there are political motives behind some of those decisions.” Citing unsuccessful bail applications and countercharges against government critics, he said that “many of these cases really look like overreaction, and then there is also a [question] of fairness and equality of treatment.”

Economically, Olkkonen said skyrocketing inflation following the reintroduction of the Zimbabwe dollar was a symptom of structural problems, such as the “dysfunctional” agriculture sector, as well as “large-scale corruption” in the “very opaque” mining sector. More than half of the population requires food aid, he said. With around 90% of people working in the informal sector, COVID-19 — which has yet to peak in the country — has exacerbated the preexisting humanitarian, economic, social, and political crises, the ambassador said.

“The expected reforms have not been made,” Olkkonen said of Mnangagwa’s administration. “The country is in a very difficult place. They had discussions with the IMF [International Monetary Fund], but that has also now broken off. … We have to think about how we can support the country in a situation where the level of governance is not where we would like it to be.”

Between 2014 and 2020, the EU focused on health, agriculture, and good governance, steering funds through consultants and NGOs rather than the government. In the coming months, EU delegations around the world will report back to HQ in Brussels on what their priorities should be for the 2021-2027 period.

Foreign aid neglected in historic EU budget deal

After more than two years, European Union leaders finally agreed on a new budget for the bloc. But the results for development are mixed.

“What’s happening in the country and where the country is now will also influence our forthcoming programming exercise,” Olkkonen said. “It can’t be disengaged from that fact.”

In July, the EU foreign affairs chief, Josep Borrell, tweeted: “Recent developments in Zimbabwe are deeply worrying. The work of human rights defenders, journalists, and civil society organisations is essential to support reforms that stand the test of time. Upholding constitutional rights is a principle which cannot be compromised.”

However, that is not enough for Thandekile Moyo. During an online panel discussion last month, the Zimbabwean human rights advocate said that she had lost faith in the international community.

“I believe it is up to us Zimbabweans to save ourselves,” Moyo said, citing international inaction over the Gukurahundi massacres in the 1980s, the killings in Harare in 2018 despite the presence of election observers, and the recent disappearance and torture of government opponents. “I don’t think the international community will do anything. They’ve never done anything, and we might have to wake up to that reality and take it upon ourselves to free ourselves.”

Olkkonen said the EU had reacted to abuses in Zimbabwe, suspending aid to the government in the early 2000s and enforcing an arms embargo and an asset freeze on a company close to the military. However, he said he understood the frustration of locals, “seeing that the international community is, yes, condemning the situation, but then that would be the limit of it. Then the question would be, what would they expect the EU or other western countries to do? And obviously there are limitations to that, what is possible and what is not.”

He said the EU had been encouraging regional African bodies to get more involved in Zimbabwe. “So far we haven’t heard much from [the Southern African Development Community], but we did have for the first time quite a critical comment from the African Union Commission, and I think that’s encouraging.”

Muchinguri Kashiri Speaks On Covid-19 Curfew

By A Correspondent- Zimbabwe will consider lifting the current coronavirus curfew when the environment is conducive, a government official has said.

The recovery rate constitutes about 80 per cent of the confirmed infections.-DailyNews

Will Warriors Face Algeria On Home Soil?

Warriors

The Zimbabwe Government feels CAF will pardon the country and allow the Warriors to host Algeria in the Afcon Qualifier that has been rescheduled to November.

Zimbabwe was banned from hosting any international games due to the depleted state of the stadiums.

Efforts to get the venues in better shape have been underway for some time, but the issue of bucket seats will be a hurdle for the country to get clearance from the continental football body.

However, the government are hoping CAF could waive the requirement for the bucket seats as no fans are expected for the match due to the coronavirus pandemic.

According to The Herald, Deputy Minister of Sport, Tino Machakaire, said: “We are hoping that we can get a waiver from CAF, and be allowed to use the National Sports Stadium, without bucket seats.

“We have been severely affected by the Covid-19 lockdown, and we weren’t able to procure some of the material needed for the renovations.

“But, we have already resumed work, and it looks very promising, and we hope CAF will allow the stadium to host the match against Algeria in November.

“At the moment, I can’t state in certain terms whether we will be able to install bucket seats around the stadium before the Algeria game, but we will try to push towards that end.”

Meanwhile, the major focus is on the National Sports Stadium after the Barbourfields in Bulawayo was declared unsuitable to host first-tier international matches even if it gets the required upgrade.-Soccer 24 Zimbabwe

Moment Of Truth For Chigova, Chipezeze

Safe hands, George Chigova

Warriors goalkeepers George Chigova and Elvis Chipezeze face a tough test to stay in the ABSA Premiership as their teams Polokwane City and Baroka’s lives are hanging by a thread.

Bottom-placed City, also home to Zimbabwean forwards Walter Musona and Charlton Mashumba, have amassed a paltry 25 points from 29 matches in a campaign in which they have struggled and even a win their last game against Bidvest Wits on Saturday might not save them from the chop.

They were hammered 0-3 by title-chasing Mamelodi Sundowns on Wednesday, a result which virtually sealed their fate.-Soccer 24 Zimbabwe

“Stop It Mr Bin! You Cannot Lecture Us On Sanctions, Land Reform”

By Patrick Guramatunhu- ”The MDC and its allies who resisted the land reform process, and begged sanctions for our people to be punished for taking back the land cannot lecture or school us about land reform,” said Patrick Chinamasa, Zanu PF acting spokesperson.

Zanu PF has never held free, fair and credible elections in Zimbabwe. Never! The 1980 elections were marred by Zanu PF operatives, who should have been in the assembly points according to the Lancaster House agreement, told the rural voters that if Zanu PF did not win the elections the war would continue. Once in power the party has ruthless imposed the de facto one-party dictatorship, starting with the 1983 to 1987 Gukurahundi massacre, the nation was been groaning under ever since.

It is nonsense that any of Zanu PF’s economic policies had the democratic backing of the people of Zimbabwe.

The land reform was supposed to give the land to the millions of ordinary Zimbabweans who were resettled by the white colonial regimes on the poor and overcrowded rural areas. Most of the rural peasants are still eking a living in the same arid and marginal land.

Most of the seized former white owned farms were given to Zanu PF ruling elite and their families and friend. And to add insult to injury, these new farmers have failed to put the farms into productive use. Zimbabwe’s once very productive agricultural sector has all but collapse, country has lost is once cherished accolade of being the bread basket of the region, and with it the economy.

Ever since Zanu PF’s chaotic farm seizure the country has relied on imported food aid, we are so poor we cannot even pay for the food. Zimbabweans are starving in a country which is for all intent and purpose is the Garden of Eden – such is the damning indictment of Zanu PF’s failure leadership.

Zanu PF has since agreed to pay the former white farm owners US$ 3.5 billion compensation for the assets and improvements lost when the farms were seized. The regime is asking the impoverish Zimbabwean taxpayer to pay the bill and yet those who benefited from the seized assets are to go scot free, they are the untouchables.

After usurping the people’s right to hold Zanu PF to democratic account that party’s thugs have run riot. Corruption, mismanagement and lawlessness have thrived and spread and are now the cancers that is choking the nation to death. The ruling elite have creamed off the nation’s wealth to build spiralling Blue Roof mansions and pay for their extravagant lifestyles whilst key institution like hospitals are starved of funds.

In 2016 the President Mugabe admitted to Zimbabwe being “swindled out of US$ 15 billion” in diamond revenue alone. He never arrested even one diamond swindler or recover one dollar. His successor, President Mnangagwa, after two years of repeated promises to stamp out corruption, has yet to arrest one swindler and recover one dollar!

In 2017 Patrick Chinamasa, then Minister of Finance, admitted in parliament that government was receiving only 1/6 of the expected diamond revenue.

40 years of gross mismanagement and rampant corruption are the root causes of Zimbabwe’s economic meltdown; not the sanctions!

“MDC cannot lecture us of sanctions and land reform!” said Chinamasa. Neither can you!

Do you really think can still fool all Zimbabweans into believing the chaotic land reform and all the other Zanu PF policies are in the national interest? The land issue is one of the mess Zanu PF created that must be cleaned up! But before the land mess can be sorted, we must first dismantle the de facto one-party dictatorship and finally cure ourselves of the curse of rigged elections!

We will implement the democratic reforms and stop Zanu PF rigging elections and silence the two faced crows like Chinamasa!

Zambia Bans Export Of Maize With Immediate Effect

Zambia has temporarily banned all exports of maize and maize meal with immediate effect until it secures at least a million tonnes of grain for national food security, Agriculture Minister Michael Katambo said this week.

Zambian maize has in the past decade shored up food security in neighbouring DRC, Malawi, Mozambique and Zimbabwe, and the  export ban narrows options for food insecure countries in the region.

“We have temporarily banned all exports until we are food secure,” Minister Katambo toldThe Southern Times.

The country’s Food Reserve Agency is on a drive to secure one million tonnes of maize for national needs and has to date achieved 60 percent of this.

The official maize price is about US$6 per 50kg bag, but buyers from neighbouring countries offer as much as US$15.

This means sellers often prefer to export their maize, sometimes without declaring.

In addition, governments in the region have for a while relied on cheaper maize from Zambia sources via bilateral arrangements that are usually made at Head of State and Government level.

However, adverse weather in consecutive summer cropping seasons mean most countries in the region are likely to focus more on shoring up their own food security over exports.

Earlier this year, Minister Katambo projected national output of 3,3 million tonnes in the 2029/2020 summer season up from 2,4 million tonnes the previous year.

The country had a maize carry-over stock amounting to 179,247 tonnes as at May 1 this year.

“Our small and medium-scale farmers are expected to contribute up to 93 percent or 3,160,185 metric tonnes of the total maize production, while the large-scale farmers are expected to produce 227,284 metric tonnes of maize, or seven percent of the total maize production.

“If you take into account that traditionally, the Food Reserve Agency’s buying target has been 500,000 metric tonnes, the surplus this year would be more than 710,000 metric tonnes.

“However, as a ministry, this year, we have factored in a purchase target of 1,000,000 metric tonnes for the Agency in our cereals balance sheet,” the minister said.-SouthernTimes

Kaizer Chiefs Mentor Praises Billiat

Billiat

Kaizer Chiefs coach Ernst Middendorp believes Warriors star Khama Billiat worked hard in Wednesday’s victory over Chippa United.

Amakhosi moved to within touching distance on the 2019/20 ABSA Premiership title with the win, thanks to a Billiat strike, the Zimbabwean’s first goal in a year and only the second this season.

Middendorp believes apart from scoring the winner, Billiat toiled against the Chilli Boys.

“Khama worked his … off providing metres in terms of working for the team. That cost a lot of energy too,” the German said when asked about the fitness question in his side ahead of the decisive clash with Baroka on Saturday.

“I hope everybody will be available, refreshed with a view to Saturday’s game,” he added.

Table-topping Chiefs and Mamelodi Sundowns are tied on 56 points heading into the final round of fixtures, with a plus three goal difference separating the two sides.-Soccer 24 Zimbabwe

MDC Alliance Namibia Dismisses Zanu PF’s Chaotic Land Compensation Process

” Togaraseiiko?” President Chamisa Taunts Thokozani Khupe(ra)

Farai Dziva|President Nelson Chamisa has taunted the “MDC Thoko” political formation for attempting to destabilize the MDC Alliance.

In his congratulatory Message to Councillor Jacob Mafume, following his victory in the Harare Mayoral election, President Chamisa said:

Congratulations to Cnlr Jacob Mafumhe for being elected the New Mayor of Harare!

This is to replace Cnlr Hebert Gomba who was recalled by MDC Thoko! Togaraseiiko …

ZACC Takes Aim At ZRP Top Chefs

By A Correspondent- The Zimbabwe Anti-Corruption Commission (Zacc) has launched a massive crackdown targeting senior Zimbabwe Republic Police (ZRP) officers implicated in corruption.

Already, some of ZRP’s top brass, mainly from the Criminal Investigations Department (CID), have been arrested and are answering to corruption charges in the courts.

Police sources say investigations, which could net high-profile officers, have been intensified over the past two weeks.

The blitz is being spearheaded by Zacc working in collaboration with the Special Anti-Corruption Unit (Sacu) housed in President Emmerson Mnangagwa’s office.

Government and police sources told the Zimbabwe Independent this week that Mnangagwa has also further instructed ZRP to start procuring vehicles through state-owned Central Mechanical and Engineering Department (CMED) following revelations of rampant corruption involving the procurement of vehicles and other equipment used in police operations.

The sources said the matter came to light when anomalies in the procurement of vehicles were uncovered. There were also questions about circumstances that led to the force running out of uniforms.

Zacc, together with Sacu, are also understood to have instituted investigations around what sources described as the “miraculous disappearance of dockets” as well as abuse of office by senior police officers.

“The whole organisation is in a mess, if truth be told,” an official said.

“There are no uniforms now and officers with old and torn uniforms cannot get them replaced. There have been allegations of corruption in the procurement division, particularly regarding vehicles. You will remember that government last month decided that police needed to be given new operational vehicles and before that the Office of the President and Cabinet assessed the previous procurements and realised serious anomalies which are now subject to a wide-ranging investigation. So virtually no one is being spared, not even the commissioner-general and his deputies.”

As part of the blitz, Sacu last week arrested and dragged to court a top CID officer Thomas Mabgwe, who is facing bribery charges for allegedly receiving two residential stands from businessman Felix Munyaradzi’s company, Delatfin Civil Engineering.

Magbwe was the investigating officer in the case in which Munyaradzi, now out on ZW$55 000 bail, is facing charges of allegedly selling state land and stands, which had not be serviced.

Munyaradzi allegedly duped a number of people, including senior police officer Erasmus Makodza.

Mabgwe works in the ZRP CID Headquarters Legal Department and has arrested many high-profile people on fraud charges.

Mabgwe is currently in custody after the court last Friday denied him bail.

To date other top police officers that have been arrested include assistant commissioner Obey Moyo as well as investigators, Claudious Majonga, Aaron Karuru and Naboth Nyachega.

“As we speak, there are top people who may soon be arrested. In fact, the Sacu has been trying to arrest one of the deputy commissioners-general, but somehow could not effect the arrest. We don’t know how long and what it is going to take,” an official said.

Zacc chairperson Loice Matanda-Moyo confirmed the investigations in an interview with the Zimbabwe Independent yesterday, but declined to give details claiming doing so could compromise their work.

“Yes, the investigations are going on, but we don’t normally confirm investigations which will be compromised through reporting. So when we are ready we will let you know,” she said.

Sacu chairperson Thabani Mpofu also declined to comment saying: “When everything is ready you shall be notified”.

Contacted for comment, police Commissioner-General Godwin Matanga, in a telephone interview, dispelled the corruption reports saying all Zrp procurements were done procedurally through open tenders.

“We normally buy our vehicles through open tender and we are very transparent. maybe it is the other government departments that were given that instruction (to do procurements through CMED),” Matanga said, professing ignorance about any corruption investigation targeting the police chiefs.

Matanga is deputised by four deputy commissioners-general who are responsible for administration, operations, human resources and crime.

Last year, a top Zrp officer, assistant commissioner Clever Macheka, was implicated in a well-orchestrated police corruption scam by a subordinate who was eventually granted protection by the High Court after exposing the alleged dirty deals.

macheka’s alleged corrupt activities were exposed when his junior, an assistant inspector, a Mutindi approached the High Court challenging his unlawful transfer after exposing extortion scams at police stations orchestrated by top cops.

Mutindi dragged Macheka, the chief staff officer human resources at police General Headquarters and Matanga to court after he was transferred from Hatfield police Station to four other stations within a 13-month period during the course of last year.

Efforts to get a comment from the OPC chief secretary Misheck Sibanda were fruitless as he was not responding to calls on his mobile phone. presidential spokesperson George Charamba was also not answering calls.-The Independent

ED Nullifies Chiwenga’s Move

By A Correspondent- President Emmerson Mnangagwa has cut soldiers’ extended retirement age from 70 to 65, effectively reversing an extension made by his deputy, Constantino Chiwenga in 2018.

In August 2018, Chiwenga, who then doubled as Defence and War Veterans Affairs minister, extended soldiers’ retirement age from 65 to 70 after amending section 113(2) (a) of the Defence Act Chapter 11:02.

According to circular number 13 of 2020 dated August 31, 2020 addressed to all heads of government departments including the Defence ministry, the latest amendment is meant to harmonise the retirement criteria for all civil servants.

The move comes at a time Mnangagwa is reportedly at loggerheads with his deputy, a retired army general who according to Zanu-PF sources, is angling to take over from his boss.

“The amendment approved by His Excellency the President, which is being finalised in the immediate term, harmonises the retirement criteria by restoring the retirement/pensionable age to sixty-five years for all civil servants,” read the circular signed by Public Service Commission secretary Jonathan Wutawunashe.

“Heads of ministry will, therefore, with immediate effect, no longer need to request extension of service for personnel who have not attained the age of 65 years.”

The changes were made in terms of an amendment to section 17 of SI (Statutory Instrument) 1 of 2000, Public Service Regulations 2000, which read: “Subject to section 18, a member appointed on pensionable terms of service, (a) before the 1st of May, 1992 shall have a pensionable age of sixty-five years and (b) on or after the 1st of May 1992 shall have a pensionable age of sixty years.”

Zimbabwe’s general pensionable age ranges between 55 to 65 years.-Newsday

Judges Interviews Postponed

The Judicial Service Commission (JSC) has postponed public interviews to select candidates for appointment as Judges of the Constitutional Court which were set for the 7th and 8th of September to the 28th and 29th of September 2020.

In a statement, the JSC said the postponement is to ensure compliance with the coronavirus regulations and the need to put in place technical systems that will allow shortlisted candidates who are currently out of the country to take part in the interviews.

The statement read:

The Judicial Service Commission wishes to advise members of the public and stakeholders that the interviews to select candidates for appointment as Judges of the Constitutional Court which were scheduled for the 7th and 8th of September 2020 have been postponed to the 28th and 29th of September 2020.

The reason for the postponement is to ensure compliance with the Covid-19 Regulations during the interviews as well as the need to put in place the necessary technical systems to accommodate candidates who are currently residing outside Zimbabwe and have failed to travel for the interviews due to the Covid-19 restrictions on cross-border travel.

“There Is No Crisis In Zimbabwe”: Mnangagwa Tells POLAD

By A Correspondent-President Emmerson Mnangagwa on Friday said claims made by Zimbabweans on social media that there is a crisis in the country border on subversion (the undermining of the power and authority of an established system or institution).

President Mnangagwa made the remarks while delivering his opening remarks at the principals executive meeting of the Political Actors Dialogue (POLAD) in Harare today.

He said:

In the wake of the arrest of some elements whose actions sought to not only incite the public to gather against the set rules but also bordering on subversive allegations of a crisis have been made mainly in social media circles.

I wish to unequivocally state that there is no crisis in Zimbabwe as elections were held in July 2018 and a winner was declared in terms of the country’s Constitution.

All contestants were invited to join this dialogue in the national interest.

MDC Alliance leader Nelson Chamisa challenged Mnangagwa’s victory at the Constitutional Court but the judges threw out his challenge citing lack of evidence of rigging.

However, Chamisa has maintained that electoral officials and the ruling ZANU PF party “stole” his victory and he has since refused to join POLAD.

The South African government has accepted that there is a crisis in Zimbabwe and is prepared to broker all-inclusive dialogue among the country’s stakeholders.

Furore As Man Finds Used Condom In Wife’s Car

Condom

MDC Alliance Namibia Statement On Jacob Mafume Victory

Jacob Mafume

04 SEPTEMBER 2020

The most effective arsenal in politics is Political Capital. Go back to the drawing board!

“COVID-19 Lockdown- A Crisis For Informal Traders Disadvantaged By Government Inaction”: AfroBarometer

The COVID-19 pandemic has forced many countries to take drastic actions to reduce its spread and impact. In Zimbabwe, a national lockdown in effect since late March has been eased to allow select industry and commerce to operate, but the informal sector remains locked down (Government of Zimbabwe, 2020).

While the lockdown may be a necessary evil, it represents a financial crisis for the three-quarters (76%) of the economically active population who earn their living in the informal sector (Zimbabwe National Statistics Agency, 2020).

If vendors and other self-employed workers are barred from leaving their homes to ply their trade, how are they to feed their families (Mukeredzi, 2020)? The government promised a once-off cushioning allowance of 200 ZWL to vulnerable people, but more than four months into the lockdown, only 202,000 of the 1 million households targeted for assistance had received it (Buckle, 2020; Mpofu, 2020).

Moreover, authorities in Zimbabwe’s major towns and cities have recently demolished thousands of vending stalls, purportedly in a campaign to clean up and renovate workspaces occupied by informal traders before post-lockdown business resumes (Kulkarni, 2020).

This one-two punch hits a portion of the population that was already vulnerable before the COVID-19 pandemic. In Afrobarometer surveys in 2017 and 2018, most Zimbabweans said the government was doing a poor job of addressing the needs of vendors and of creating jobs. Only one-fourth of respondents were employed, and more than half depended on buying and selling goods to make ends meet.

We explore how those in the informal sector struggled before the advent of the devastating pandemic and how their status is likely to be compounded by the twin problems of central government’s failure to address their needs and failure to create employment.

“We Are Just Complying With The Constitution”: Mnangagwa Tells POLAD

By A Correspondent- Addressing the fourth Political Actors’ Dialogue principals’ executive plenary meeting at State House in Harare today, President Emmerson Mnangagwa has said the land reform exercise is irreversible with current initiatives pronounced by Government aimed at complying with Constitutional provisions.

He said this in his opening remarks adding that the land reform was irreversible.

Said Mnangagwa:

“Let me restate that the Land Reform Programme is irreversible,” he said.

To this end there is no vacillation. The current processes with regards to land issues entail the implementation of provisions of our national Constitution, in particular, section 295 as it relates to black indigenous Zimbabwean.

OPINION: The People’s President Versus The President From The Courts

By Luke Tamborinyoka| The news last week that the Harare-Nyamapanda highway up to Mutoko ground to a virtual standstill as the people’s President Advocate Nelson Chamisa drove to bury Patson Dzamara, a senior party official, exposed Zanu PF’s chronic headache over the MDC Alliance’s mass-centric traction among ordinary Zimbabweans.

At a time the regime had budgeted that Chamisa and the MDC Alliance would be politically finished due to the well-calculated political assaults as well as the callous pilferage of its human, material and monetary assets, Chamisa’s enduring traction among ordinary Zimbabweans has caught the regime napping.

Since the disputed 2018 plebiscite, it has always been apparent that the country has two lesders—a court President whose legitimacy only stems from a contested judicial pronouncement and a people’s President whose legitimacy emanates from the sovereign will of the people. Chamisa’s overwhelming traction has refused to be locked down, even in the wake of the current restrictions actuated by the Covid-19 pandemic. The highway popularity of the MDC Alliance leadership has shown that Mnangagwa may have won his Presidency in the courts, but the ordinary people have their own President.

Thousands of Zimbabweans along the Nyamapanda highway up to Mutoko mobbed the popular leader in a manner that showed that true legitimacy flows from the people. Following Chamisa’s unparalleled popularity among vendors and the petty traders especially in Murehwa, the regime predictably reacted with the usual lunacy. They followed up days later and rounded up all the vendors and small -time traders along the highway, arrested and fined them for mobbing a political leader of their own choice, in violation of their political rights as enshrined in section 67 of the Constitution of Zimbabwe.

It appears it is now criminal to publicly support Chamisa and the MDC Alliance.

In what could be a first in the history of politics, the police arrested the vendors who had excitably mobbed Chamisa with shouts of “President” and asked them: “Don’t you know who your President is?” before slapping them with fines of Z$500 each.

While politics is a voluntary industry where the dictum of free and unfettered choice reigns supreme, it appears supporting Mnangagwa and Zanu PF is now enforceable at law in this banana Republic. Talk of Command Politics!

The Murehwa debacle brutally exposed the binary of the country’s political leadership; nay the sordid tale of two Presidents—-a people’s President genuinely loved by the citizenry and whom they willingly address as such and a Command President foisted on the people by captured institutions that include the police. By turning out to arrest and force the vendors to love and support Mnangagwa against their will, these misguided elements of our police force proved to be just but State-paid miscreants bent on wanton nihilism.

I have personal experience of how Zanu PF takes umbrage at anyone else being referred to as “President”, a title they guard jealously and for which they can do anything in order to preserve, notwithstanding the undeniable fact that there are presidents of political parties, churches and even burial societies. On Monday, 14 May 2007, the late Morgan Tsvangirai visited me and several other party activists during our three months detention on trumped-up terrorism charges in the D-class section of Harare Central prison. When the democracy icon entered the prison compound, there was a deafening din— frenetic shouts of “President” that came from both prison officials and inmates throughout the prison complex. Since that day, Tsvangirai was “banned” from visiting us at the prison as the sonorous chants of “President” while referring to him made a lot of people uncomfortable.

Yet creating discomfort for Zanu PF”s zealots is not criminal. Nowhere in the country’s laws and statutes are citizens disallowed from making Zanu PF supporters uncomfortable.

In fact some of us derive unmitigated mirth and satisfaction from making this regime uncomfortable. Our decision-making matrix is such that before we do anything, we ask ourselves the key question: “Does it make Zanu PF mad?” If it does, then it must be done!

This is where we differ with Mwonzora, Khupe and Komichi who have made it their preoccupation to give Zanu PF sleepful nights. For some of us, our vocation has always been to give sleepless nights to this murderous and clueless party through the smart politics of ideas, charm and legitimate contestation, far removed from the primitivity of hard, condign power which the regime shamelessly exhibited in Murehwa earlier in the week.

ED has certainly hit a new low in his barbaric politics of capture. I can state with confidence that Morgan Tsvangirai is turning in his grave, given that State security agents that brutalised him throughout his political life are now getting unfettered access to sit through meetings inside the iconic building at 44 Nelson Mandela that we named after him, in honour of his selfless service and dedication to the country’s democratic struggle . For Tsvangirai was a man I knew so well, having had the privilege of being his spokesman for 10 years until his death in 2018. He must be flinching in his grave that his legacy has been sold out by those now comforting with the dictator in the very building that bears his iconic name!

But that is a story for another day.

For Mnangagwa, if the people don’t love you, then you must bludgeon them. Or arrest them as he did to the innocent vendors in Murehwa whose only crime was to publicly show their support for Chamisa and the MDC Alliance.

Mnangagwa’s discomfort with Nelson Chamisa is politically understandable. It is public knowledge that Tsvangirai’s name was already sufficiently embedded in the national psyche when he died in February 2018, having been the MDC President for almost two decades and having given the regime a run for their money. When he died some 160 or so days before the 2018 election, the regime budgeted that the MDC Alliance did not have anyone within their ranks to match his popularity. In any case, given the little time left before the poll, they had reckoned the MDC did not have sufficient time to effectively market a new Presidential candidate in just five months. Having twice lost to Blessing Chebundo in Kwekwe, Mnangagwa had been so afraid of facing Tsvangirai in the Presidential election and after his demise had reckoned the MDC was finished as a significant political opponent.

But he was in for a rude shock. Even if one were to go by ZEC’s own rigged figures, which they incredibly revised three times only after the MDC Alliance had lodged a court petition, Chamisa polled 2,1 million votes, almost twice the 1,2 million votes that Tsvangirai had polled in 2008 when he defeated Robert Mugabe and in the 2013 elections as well. Morgan Tsvangirai had never surpassed the 1,2 million mark, though of course the electoral body had, as usual, tinkered with the figures. This simply means that in a mere five months, even by their own disputed figures, Chamisa almost doubled Tsvangirai’s 1,2 million mark and that explains the regime’s scorched earth policy and the current desperate onslaught by foul means to utterly destroy Chamisa’s brand. Now they have reached the laughable extent of arresting vendors simply because they support him and the MDC Alliance.

The regime is now so desperate it is fighting everyone including lawyers, journalists, the church, the region, South Africa, the United Nations and the AU.

And now even the vendors from Murehwa and Mutoko are enemies!

In fact, so desperate and fearful of the unknown is the regime that it is now even at war with itself, as evidenced by the expulsions of Killer Zivhu, Cleveria Chizema, Godfrey Tsenengamu, Jim Kunaka and Tendai Savanhu, among others. There is blood on the political dance-floor as the malevolent regime spiritedly engages in a monumental blood-letting exercise even against itself.

Yes, they are now doing things unto themselves in what could be a marked but crude form of political masturbation!

The Murehwa duel with vendors shows that Chamisa’s traction has given the regime a chronic headache as the young politician has simply refused to die, both literally and politically. The vicious body blows against the MDC Alliance—including stripping the party of its headquarters, its government grant, its elected MPs and councillors— were all calculated to ground the people’s project.

But if anything, the political stock of the people’s project has gone up, judging by the crowds that thronged the Harare-Mutoko highway to have a glimpse of their preferred leader who has not only remained standing despite vicious blows but has given Mnangagwa and his acolytes chronic headaches and insomnia.

Mnangagwa claims he is President by dint of legality arising from the pronouncement by the Constitutional Court. But some of us have always argued that legality is not legitimacy. In fact, there are times when legality and legitimacy are mutually exclusive just as the apartheid in South Africa was legal but not legitimate.

Indeed, legitimacy and legality are not always mutually inclusive. The two are not always Siamese twins. In the industry of politics, legitimacy does not solely reside in a court judgement. In politics, legitimacy must truly flow from the free and sovereign expression of the people, as the Murehwa vendors aptly demonstrated through their roadside chants of adoration to a political leader of their choice!

There is an element of jealousy in Mnangagwa’s vicious arrest of the Murehwa vendors. ED only knows too well that he is unable to charm any roadside crowd. Apart from the condign politics of raw, hard power and coercion, the man cannot wow any crowd.

Indeed, Mnangagwa’s vast political and cerebral emptiness is astounding. The man simply exhibits no natural political presence wherever he goes. Last year, , he dismally failed to lure a crowd the size of an average class to the anti-sanctions rally that was billed for the National Sports Stadium, even after incentivising each starving Zimbabwean with a two piecer and a soft drink at the stadium entrance.

On stage, ED is simply soporific—his arid speeches often lulling the usually coerced crowds into deep slumber. He is given to delivering lullabys disguised as speeches. Outside the utility of brute force, Mnangagwa is bereft of any iota of political charm. Coercion is his political lifeblood. The totemic, dangling scarf is significant as it symbolises that his fickle and paltry followership is only tied and conjoined to him by patronage and the shared values of murder, thievery, avarice and unbridled corruption.

But perhaps the big story of the week was Mnangagwa’s reversal of the land reform programme, whose irreversibilility is adequately captured in a Constitution written by the people and affirmed in a referendum by almost 94 percent of Zimbabweans.

In his desperate bid to lure capital from global financial institutions controlled by the West and the US, Mnangagwa has in one fell swoop reversed the land reform. Unbeknown to him, it’s a no win situation in the two constituencies he sought to assuage in that the Western capitals are today more concerned about his trampling of citizen rights while the indigenous farmers are shocked that he wants to take back their land, instead of undertaking a cogent and comprehensive land audit as well as giving deserving farmers title deeds so that their land becomes a bankable asset that is able to produce food for the nation.

Giving the people of this country land was always morally correct because land was at the core of our liberation struggle, only the land could have been repossessed in a manner bereft of the chaos and senseless murders we witnessed in 2000. But otherwise, we are all agreed on the principle that the people of this country should own their land.

In my other life as a journalist, I remember the late Eddison Zvobgo, never one to miss the opportunity for giving witty remarks, explaining that the senseless murders of white farmers during the land seizures had tainted a justified and legitimate national programme. In his capacity as the Zanu PF legal secretary and following the murder of white farmers, Zvobgo famously remarked in a brilliant quote that sent newspaper headlines screaming:

” We have turned an otherwise glorious revolution into a bloody and __racist_agrarian_ enterprise .”

No sane Zimbabwean can dispute to the efficacy, justifiability and rationale in giving land to the landless citizens of this country without discrimination. While compensation for improvements on the land may be important and is covered by the Constitution, what is far more important for most well-meaning Zimbabweans is a comprehensive land audit, fair distribution of land to real and deserving farmers as well as to the majority of poor but landless citizens, a cogent land distribution, land use and land tenure system as well as giving title deeds for the farms so that land ceases to be dead capital. That way, we can increase food production and become Africa’s bread basket once again. The plight of the former farm workers and the question of who will foot the bill of compensation needs to be soberly looked at, outside the emotion that usually carries the day on all discussions to do with land in this country.

In the meantime, the arrest of the Murehwa vendors aptly captured the crisis of legitimacy currently gripping the country; the crisis manifesting itself through the binary of a people’s President loved by the people including roadside vendors and a Command President foisted by the captured, coercive institutions of the State.

BREAKING: Thokozani Khupe Rejected

By A Correspondent| Opposition MDC Alliance Secretary General Charlton Hwende says 300 000 objections have been filed with the Zimbabwe Electoral Commission (ZEC) against candidates nominated by a rival faction to replace recalled legislators elected on Proportional Representation.

A few months back, the MDC-T led by Thokozani Khupe recalled over 10 legislators elected on an MDC Alliance ticket. This followed a Supreme Court ruling that reversed the elevation of Nelson Chamisa after the death of founding President Morgan Tsvangirai.

After the recall, the Khupe faction submitted to ZEC, names of persons to fill the vacant seats both in the national assembly and senate.

ZEC proceeded to publish names, calling for objections to be filed before the names could be confirmed.

Angered by the whole drama that proceeded the Supreme Court ruling, MDC Alliance members have not wasted time, flooding ZEC with objections which if considered would spell doom to Khupe who is also hoping to bounce back in parliament.

Hwende took to Twitter to announce the master stroke move that could put the whole process into a quandary.

“Over 300 000 objections filed with @ZECzim in Harare and their various Provincial offices by registered voters rejecting the electoral fraud that seek to remove the people they elected and replace them with people that @DrThoko_Khupe fielded & the voters rejected,” said Hwende.

Khupe, Mwonzora Meets UK Ambassador

British ambassador to Zimbabwe Melanie Robinson yesterday met with leaders of the MDC faction led by Thokozani Khupe, Douglas Mwonzora, Morgan Komichi and Khalipani Phugeni to “discuss concerns on human rights violations and her perspective on the current situation.”

Below is the picture of Khupe and her crew with Robinson.

Humiliated Khupe To Recall More MDC Alliance Councilors

By A Correspondent- The Khupe led MDC faction is reportedly planning to paralyse the Harare City Council run by the MDC Alliance by recalling many councillors after Luckson Mukunguma lost to MDC Alliance candidate Jacob Mafume in the Harare Mayoral elections on yesterday, ZimMorning Post reports.

This was revealed by an MDC T official who said the party was moving to dismantle the Harare City Council as a reaction to losing to MDC Alliance.

The well-placed source reportedly said:

We are faced with an impossible choice, either accept the MDC Alliance to continue using their influence in council to fund their operations which are targeted at defeating us, or to dismantle council, deprive it of a quorum and let a government run commission takeover.

According to the publication, massive recalls may open a window for the Government’s Ministry of Local Government to dissolve the Harare City Council and appoint a commission which will run the affairs of the city until the 2023 elections.

The plot by the Khupe’s camp might be welcomed by the government which has been pushing July Moyo to dissolve the council and appoint a commission to run the council.

Shock As Cheeky Granny Throws Minor In Well For “Stealing” Her Water

In a heart-rending incident a 67-year-old granny threw an 11-year-old child into a 16-metre deep well after she found her fetching water from her well at Norwood Farm in Gutu, Masvingo province.

The incident that has put Eunice Shangwa in the firing line with villagers happened last week on Saturday.

A source close to investigations said an 11-year-old girl went to fetch water at the farm in question with her younger sister aged three.

“While they were fetching water Shangwa who is the owner of the well arrived and accused them of fetching water without her permission.

The granny beat the 11-year-old with a stick all over the body,” said the source.

After thrashing the minor, the source said, she threw her into the well.

“The fuming granny lifted the child and threw her into the deep well and instructed the younger sister to report to her parents that she had thrown her sister into the well,” said the source.

The source said the child rushed home and informed her parents. Sensing danger the granny went into hiding.

The girl’s parents informed other villagers who rushed to the well and saved the child from the jaws of death.

“Villagers rushed to the well and found the child crying inside the well. Luckily she was not submerged by the water and they saved her. She was rushed to Gutu Mission Hospital where she is being treated. She is complaining of painful ribs and knees,” said the source.

Masvingo deputy police spokesperson Assistant Inspector Kudakwashe Dewa confirmed the incident: “We urge community members to value the sanctity of life and refrain from taking the law into their hands. We appeal to members of the public to assist us with information that could lead to the arrest of Shangwa.”-bmetro

Goblins Menace For Gokwe Family

A worried man in Gokwe reported his mother to Chief Mkoka accusing her of owning goblins that caused his wife to produce milk for four years after she weaned her child and also led to the death of two daughters-in-law.

The son’s in-laws have denied him access to his wife pointing out that the(Chikonde) family had to get rid of the goblins that were troubling their daughter. So strange is the daughter-in-law’s situation that her breasts have bulged and are itchy as they continue to produce milk.

Sensing death and failing to sleep while fighting mystical beings thought to be goblins ,that forcefully had sex with her, the troubled daughter-in- law has since returned to stay with her parents.

The strange revelations were laid bare at Chief Mkoka’s traditional court last week on Thursday by the troubled Chikonde of Manami Village.

Chikonde said: “I want to put it on record that goblins that my family members are accusing me of owning are actually owned by my son who is based in South Africa. I’m also worried because they also trouble me as they have sex with me on some occasions,” she said.

She added: “My two daughters-in-law died after the goblins slept with them for a long period. They died in similar fashion – they would suffer from throbbing headaches and thereafter they would complain of dizziness and eventually they would die.”Chikonde went on to reveal that her other daughter-in-law was facing a difficult time at the hands of the mystical beings.

“It’s strange because my (daughter-in-law) is producing milk four years after she weaned her child. She has since returned to stay with her parents as she failed to sleep as the goblins had sex with her and would fight her,” she said.

She added: “My son is angry because his in-laws have denied him permission to visit his wife and child. I have five sons and one daughter, now my sons are afraid to marry.”

The granny was now worried that if the goblins were removed that would plunge her son into poverty and terrorise her.

“I’m worried that if the goblins are exorcised, they will be angry and turn against him (my son) and destroy his cars, houses and his wealth that he has amassed over the years. I’m also afraid that if they fail to root them out they will kill me,” she said.

Chief Mkoka said: “We have agreed that the family of Chikonde should hire a tsikamutanda (witch-hunter) to root out the goblins that are causing mysterious deaths in the family as they have wrecked her sons’ marriages.”

Man Rapes, Impregnates Minor Stepdaughter

A 37 year old man from Rangemore suburb in Bulawayo who proposed love to his 15-year-old stepdaughter and was turned down has been arrested after he raped her on several occasions and impregnated her.

A family insider who spoke to B- Metro on condition of anonymity said the mother of the minor had left her in the care of her step- father when she visited her rural home.

The source said sometime in July 2019 the stepfather proposed love to the minor but she turned his proposal down. After that the man hatched a plan to abuse the minor. Two days after the proposal while they were sleeping the paedophile called out the name of the minor prompting her to wake up.

“He invited the minor to sleep with him in the same room. The unsuspecting minor slept on the floor while he slept on the bed. During the night the man sneaked into her blankets and raped her once,” said the worried source.

The source went on to say sometime in September last year while the minor’s mother had gone to college where she is pursuing her studies the man woke up during the night and tip-toed to a room where the 15-year-old was sleeping.

“He got into her blankets and raped her once and after the act he returned to his bedroom,” said the source.

The source said sometime in March this year the man left his wife at their rural home and when he arrived at their house at around 8pm he ordered the minor to take farm produce from the vehicle into the kitchen.

“He grabbed her and raped her in the car,” said the source.

The source said on 30 August the complainant’s mother arrived from where she had gone to sell her stuff and she realised that the minor was pregnant.

The source said she asked her who impregnated her and she dropped a bombshell revealing that she was impregnated by her stepfather.

The mother reported the matter to the police leading to the arrest of the man.

Bulawayo deputy police spokesperson Assistant Inspector Nomalanga Msebele said: “We strongly urge parents or guardians never to leave their children in the care of a male relatives or any male because every man has a potential of raping. We also urge members of the public not to sweep such matters under the carpet but to make a police report as soon as possible.”

High School Heads Raise Concern On Schools Opening

Primary school heads have announced that they are ready to resume classes following the government’s decision to reopen schools, while secondary schools heads have said even though they are eager to go back, a few things are still to be addressed, The Herald reports.

National Association of Primary Heads (NAPH) chair Mrs Cynthia Khumalo said they were ready to take on Grade 7s and said:

In our case, we are only talking about Grade Sevens, so all the available teachers will be assigned to teach the few Grade Sevens from more classrooms. It is the same thing with boarding schools. There will not be any congestion in boarding facilities because only a few kids are coming. For the Grade Ones to Six, we are waiting for direction from the Government.

However, National Association of Secondary Heads (NASH) president Mr Arthur Maposa said schools were yet to be disinfected and the issue of transport was still to be addressed:

Schools have not yet been disinfected. Teachers and learners have not been tested for Covid-19 and inter-city transport is not yet available. Heads, teachers and learners are all eager to return to school and work but we appeal to the Government to help us meet WHO guidelines and fulfil all standard operating procedures.

The government has not yet said anything about the provision of PPE to teachers and PTUZ raised concern over the water crisis in Bulawayo and how it will affect learners in Bulawayo. The government is yet to make transport provisions for students while inter-city travel is still prohibited.-statemedia

Govt Buys Drones For Border Surveillance

In a bid to increase surveillance at the country’s porous borders and curb smuggling activities, the government of Zimbabwe has reportedly bought drones that will be used for surveillance at the country’s porous borders.

This was revealed by Home Affairs and Cultural Heritage Minister Kazembe Kazembe who is on a nationwide tour of the facilities in his ministry. Kazembe Kazembe said:

We have increased deployment of security personnel along our borders, especially in Beitbridge where smuggling and border jumping are rampant. We are aware the border stretch is quite long and therefore, it is impossible to have adequate manpower at each and every point.

We have beefed up security personnel, but over and above that, we are also in the process of deploying new technologies and so far Treasury has bought drones to be used to patrol those areas and we have also requested from the Treasury for them to buy us vehicles that will be deployed there.

Kazembe also urged Zimbabweans not to harbour border jumpers as he said they risk infecting communities with the infamous Wuhan virus.-statemedia

[9/3, 6:52 PM] : *Harare Mayoral Election Results …A betrayal by Mdc T leadership*

So you recall to replace with a PDP member, what a sad and unfortunate moment? Is this the strategy you meant you SC members of Mdc T?

The leadership failed to make simple permutation and statistical accuracy of the vote outcome for such a micro scale phenomenon?

I recall and every one can confirm that the acting President madam T Khupe has always reiterated that she can not hunt with dogs which do not belong to her ( handivhimi nembwa dzisidzangu), and she has always publicly declared that and wants mass recall. I confirm that some of our leadership rely on falsehoods and unauthenticated information and this is too dangerous for it risks the party.

Spending almost 5 months contemplating recalls , something which could have been done in an hours time is a sign of weakness ? Prior and after SC judgment,we have leadership which lied that all MPs and councillors are ours and that they came to see the same leadership and wrote confirmation letters of loyalty as almost 42 MPs were said to be pro Mdc T and this was political gimmicking.

We are seeing some leadership (not all) who are working with Alliance or are pro Alliance in deeds and action. They refused or were adamant not to recall Harare councillors. We expressed our anger and concerns as to why leadership protects such councillors, may be they are benefiting from payment as kick backs.

It is time to destiguish true from false leadership, to separate the chuff from the grains. Again one can ask why leadership still protects other senators and PR deployees yet it is not costful to do so? Our leadership does not listen to the mass, they are dictating the pace, they usurp NE and NC powers as enshrined in the constitution. They decide on themselves, and do not even bother to consult the grassroots, they are the Alpha and Omega of knowledge and assume all roles. We are not heading anywhere as long as we protect nonsense.

The way some leadership have been evasive and unpredictable is the way they want to run Mdc T and protect interests back at Alliance. We can not move with such? We are very much disappointed that ,armed with all ammunition as they are ,the leadership failed to strategize nor to foresee the risk ahead. That is where the intelligence of those smart and tactiful reigns in. Ask if you don’t know, you don’t lose anything.

Why, if leadership is in dilemma, fail to call for NE or NC to get guidance. The leadership must not brag, and neither does any one know everything. Why did leadership fail to recall say 15 councillors at one time when party members cried for recalls, where upon you knew that some councillors were deceitful and not for Mdc T,what was the reason for protecting them and lie that they belong to Mdc T?

This is a yellow egg splash in face for some leaders who seem to know yet they are leading the party astray. Let the blind take back seats and allow those with eyes and brains to carry on. We lose confidence in our leadership, we feel betrayed,we are not happy.

The Mdc T leadership owes Mdc T family a big apology and explanation. You missed the penality due to stubbornness. You have greatly missed the opportunity which brings no joy,a big dent to Mdc T party. The discord we have at the SC membership has cost the party. Some are too pompous and arrogant yet without what it takes to lead. Shame comes at such an occasion. Then what next, the Mayoral post has been sold out ? Once beaten twice shy. Politics is the ability to sway opinion and make the uncertain certain.

Letter to the Editor: Chipinge Villagers’ Desperate Appeal To ZACC

Mwacheta Centre : Ward 16 in Chipinge West.

REF : Social Welfare Food Programme Alleged Corruption Activities At Mwacheta Area- R15 000 raised for one trip of a truck load of maize

A lot of things have been happening and the people have been keeping silent for fear of victimisation and losing the chance to get a share of the Social Welfare Food Programme maize.

The recipients of maize have been made to pay money as transport fees for the bags of maize from GMB Chipangayi,a distance of about 20km. Matters came to light on Tuesday 18 August 2020 at Mwacheta Centre, when an ordinary resident of Mwacheta area approached one of the officers from the Social Welfare Food Programme and asked for clarity on the exorbitant fees charged on the old and poor people of Mwacheta area in Ward 16 in Chipinge West constituency. The official clearly showed surprise and disbelief at the amount but somehow later recovered calm. When the programme started each recipient was charged US$1,then ZWL$5,later increased to ZWL$10,to ZWL$30 and finally this August each recipient was made to pay ZWL$120 or R25 per bag per head.
600 bags of maize are transported and offloaded at the centre, and *when calculated it means the transporting truck charges a whooping R15 000 for a 20km trip!*

This sudden increase in charges surprised the poor senior citizens who are not able to afford such an amount of money.
The hired transporter is a local business person from neighbouring Chibuwe area in Ward 20 of Musikavanhu constituency, and how could the local business person charge this much to his local fellows defies sense and logic!
When the Social Welfare Food Programme officer responded that the Social Welfare Food Programme covers most if not all costs, this somehow left the people in a state of shock and fury, demanding to know where the money was going all along. The Officer stated it was only this August that the programme could not cover the transport costs due to the challenges in accessing funds from the banks. . But still,R25 per bag per head amounting to R15 000 was an unrealistic fee that a truck can charge for a 20km distance.
This made people suspect that the local leaders in Mwacheta area were milking the poor people of their meagre and hard-earned cash. This has opened a can of worms as more information started coming from the previously fearful people.

The person who leads arrangements in going to collect the maize from Chipangayi GMB is not a councillor or Agritex Officer but a losing candidate in council elections of a certain party,by the name Gladys Muposhi. Information privy to this reporter says at one time Councillor Rephias Sithole Mapahla would go to the GMB to arrange for the Social Welfare Food Programme for Mwacheta area but there was a change effected from the erstwhile DA office where the Agritex Officer were given the mandate to run the show on procuring the maize,so Sithole was therefore relegated from being involved in this programme as per changes from the DDC office. But seems as it is Gladys Muposhi, together with her three lady lieutenants nicknamed ‘The Three Sisters’, who still is the leading figure in the receiving of money from the people and the transportation of the maize. No feedback is given back to the people on the break down of how the money is used, and they hold private caucuses under the darkness of the night, where it is allegedly said they share the spoils as the vanguard of the scheme.

The people of Mwacheta area therefore call for ZACC to come down and do investigations into this matter. How can a programme that is intended to help the poor turn into a money-making machine, squeezing the poor until they squeak.

The ordinary people are aware that President Emmerson Dambudzo Mnangagwa is in the mood of doing away with corruption and corrupt tendencies by leaders at any level, right from the topmost to the ‘bottom most’,and as such the people demand transparency and accountability on the issue at hand, and the clamour for ZACC to act is getting louder and with a determined crescendo.

The same also is with the Presidential Farm Inputs programme. But for now the writer ends on Social Welfare Food Programme Corruption scandal rocking Mwacheta area under village heads Betura and Sarimana and Headman Dhumisayi.

Taramba Corruption. Taremba ngeCorruption. Tafa ngeCorruption.

Teenager Fatally Shot In Guruve

By A Correspondent- A group of 5 men including 4 teenagers ganged up and went to a mine in Guruve to attack the guards who had sternly reprimanded one of them earlier and in the alleged attack, one of the guards fatally shot one of the teenage boys, Mining Zimbabwe reports.

The incident was narrated and confirmed by ZRP National Spokesperson Assistant Commissioner Paul Nyathi who said:

We can confirm that a security guard at a mine in Guruve has been arrested for the killing of a 17-year-old juvenile whom he shot with a rifle.

The arrest comes after a 15-year-old had earlier on been caught at the mine which was being guarded by the accused person and his workmates who made him to roll on some ashes. He later returned to the mine with his friends to confront the accused person over the issue.

The youths became violent and attacked the security guards with stones, prompting the accused person to open fire, shooting the 17-year-old on the shoulder and killing him instantly.

The gang that confronted the guards was reportedly armed with stones and a firearm and during the confrontation, the guard fired a warning shot which reportedly hit the teenager on his shoulder and killed him instantly.

The People’s President vs The Courts’ President

Luke-ing the Beast in the Eye

_Friday 4 September 2020_

By Luke Tamborinyoka

The news last week that the Harare-Nyamapanda highway up to Mutoko ground to a virtual standstill as the people’s President Advocate Nelson Chamisa drove to bury Patson Dzamara, a senior party official, exposed Zanu PF’s chronic headache over the MDC Alliance’s mass-centric traction among ordinary Zimbabweans.

When the democracy icon entered the prison compound, there was a defeannig din— frenetic shouts of “President” that came from both prison officials and inmates throughout the prison complex.

He must be flinching in his grave that his legacy has been sold out by those now comoorting with the dictator in the very building that bears his iconic name!

This simply means that in a mere five months, even by their own disputed figures, Chamisa almost doubled Tsvangirai’s 1,2 million mark and that explains the regime’s scorched earth oolicy and the current desperate onslaught by foul means to utterly destroy Chamisa’s brand.

” _We_ _have_ _turned_ _an_ _otherwise_ _glorious_ _revolution_ _into_ a _bloody and __racist_agrarian__ _enterprise_ .”

Man Punishes Wife By Locking Her In Water Full Deep Freezer For 30 Minutes

A KWEKWE man got himself into trouble after he forced his wife into a deep freezer filled with water before locking it for some time as punishment for allegedly cheating on him.

Lyton Kanda of Rutendo, Redcliff reportedly ordered his wife Ms Lizznet Gumbo into a deep freezer full of water before locking it for about 30 minutes after he accused her of infidelity.

He was slapped with a 14-month jail term after he appeared before Kwekwe Magistrate Mrs Samukhelisiwe Gumbo.

Kanda was found guilty on two counts of assaulting his wife and another one of malicious damage to property.

Prosecuting, Ms Chipo Hungwe told the court that on August 17 this year, Kanda had a misunderstanding with Ms Madzura after he came across some text messages on her mobile phone.

An argument ensued and Kanda grabbed a kitchen unit drawer which he used to strike the woman with once on the face.

He then poured 80 litres of water into a deep freezer and ordered her to get inside or risk unspecified action.

Ms Madzura got into the freezer and Kanda locked it for about 30 minutes.

After he later freed her, Kanda disappeared and the complainant made a police report.

Kanda was subsequently arrested and arraigned before the courts facing two counts of assault and one of malicious damage to property.

He pleaded guilty and argued that he was forced into doing all this due to her wife’s actions.

MDC Cannot Lecture Us On Land Reform” Said Two-Face Chinamasa – Neither Can You, We Are Not All Stupid

There Is No Land Reform Reversal: Economist Defends Zim Govt

Top economic analyst Vince Musewe has come to the defense of the government over its controversial move to re- offer land to former commercial farmers, violently repossessed during the chaotic land reform exercise saying the narrative in the public domain was misleading.

Posting on Twitter, Musewe urged people to get facts right on the government move which he said was not about reversing the land reform exercise.

“There is NO land reform reversal I don’t know who created that narrative. Let’s get the facts right. Returning farms to foreigners and those blacks with title whose land was wrongly repossessed is not a reversal of anything. Compensation is also the right thing to do,” said Musewe.

“There is this false myth that ALL white farmers unfairly inherited stolen land. That is another false narrative. Most of them bought that land in the market place post 1980 just as blacks also bought land post 1980 and the latter are getting their land back,” he added.

Government has also clarified that only those farmers covered by BIPPAs entered into between Zimbabwe and countries such as South Africa, Germany and Netherlands.

Mutsvangwa Tells Under Threat Resettled Farmers Not To Panic

State Media

Zimbabweans who benefited under the Land Reform Programme should not panic, but focus on improving productivity since their farms will not be repossessed, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa has said.

Speaking during a live ZBC Radio Zimbabwe programme yesterday afternoon, Minister Mutsvangwa reiterated that the land redistribution programme was irreversible, although a few indigenous farmers were likely to be affected by re-allocations, while 37 farms covered by Bilateral Investment Promotion and Protection Agreements (BIPPAS) would be offered back to former farmers.

The remarks follow spirited efforts by some MDC Alliance and exiled G40 politicians who are claiming that Zimbabwe was now reversing the Land Reform Programme, through the US$3,5 billion Global Compensation Deed announced by Government.

Compensation for improvements done on farms is in line with the Constitution, the Zanu PF 2018 election manifesto, a position held even in the opposition MDC and civic society.

The funds to be used for compensation would be sourced from the international market, and not locally, while the payments will be done gradually and not once-off.

Said Minister Mutsvangwa: “There is absolutely nothing that should be misinterpreted from this agreement.

“It’s very clear, it’s not a form of land reform reversal. What Zimbabwe now want is agricultural productivity, that’s what we want.”

In a joint statement on Wednesday, Lands, Agriculture, Water and Rural Resettlement Minister Dr Anxious Masuka and Finance and Economic Development Minister Professor Mthuli Ncube, reiterated the irreversibility of the Land Reform Programme.

Minister Mutsvangwa yesterday challenged farmers to focus on boosting productivity through the Pfumvudza programme.

Senior opposition MDC official and economist, Dr Tapiwa Mashakada, yesterday said: “Some of the farms belonged to South African nationals, Swiss nationals, German nationals, Italians, Malaysians and other states.

“We must remember that acquisition without compensation by the Government infuriated Western countries who were not happy with the act of acquiring the land including BIPPA farms without compensation.”

Revealed: Zanu PF Plot To Use ZEC To Steal Parliamentary Seats From MDC Alliance

Farai Dziva|MDC Alliance is mobilising voters to reject the attempt by the Zimbabwe Electoral Commission to replace the party’s MPs with nominees from Thokozani Khupe’s political formation.

MDC Alliance Secretary General Chalton Hwende, quoted by NewsDay, accused ZEC of violating the rights of thousands of voters who chose legislators of their choice.

“It is the same as what happened in 2018 when a man who lost the Presidential elections was sworn in as President.

What is happening now is that Zanu PF is using Zec in a subtle process of stealing seats from MDC Alliance and giving them to the MDC-T.

We are not surprised, they can do what they want, but we will not betray the people’s struggle.

They took away the rights of people who woke up at 4am to go and cast their votes.

I am here in Kuwadzana doing projects and residents are already signing their objections to imposition of MPs by ZEC and Khupe.

A number of people will challenge this move throughout the country, but we also know that dictators do not respect the Constitution and will do anything to subvert the people’s vote,” said Hwende.

Govt To Issue Statement On Plans To Turn Hwange National Park Into A Coal Mine For Chinese “Investors.”

Xinhua

HARARE: The government said Thursday it is keen to preserve the pristine condition of the country’s largest game park, Hwange National Park, in the western part of the country.

Environment, Climate, Tourism and Hospitality Industry Minister Mangaliso Ndlovu made the remarks at a press conference following reports that government had granted special permits to two foreign companies to mine coal in the vast game reserve.

“We are trying to look at different ways of resolving the issue. Obviously we are not too keen to disturb a national park. We would consider other areas but the discussions are around making sure that we preserve the pristine standing of our national park,” Ndlovu said in response to a question from Xinhua.

He said government will make a public announcement on the matter in due course.

According to media reports, two firms are reportedly exploring for coal in the game reserve, raising concern from wildlife activists, tour operators and the local community.

Zimbabwe boasts of vast coal reserves, particularly in the north-west and southern parts of the country.

Several coal mines have opened in Hwange District over the years, joining Hwange Colliery Company, the country’s oldest coal mine, and several other major coal miners including Makomo Resources and Zambezi Gas.

Coal is a strategic mineral for Zimbabwe, as the country’s biggest power plant, Hwange Power Station, is coal-fired.

The power plant is currently undergoing a 1.5 billion U.S. dollars upgrading and expansion program by Chinese firm Sinohydro, to add 600 megawatts. This will raise the plant’s capacity to 1, 520 MW.

Kwekwe Hospital To Get Back Donated Ambulances Fraudulently Imported By Jailed ZANU PF MP

State Media

Kwekwe City Council is set to get back two ambulances that were impounded by the Zimbabwe Revenue Authority (ZIMRA) on allegations that they were not properly imported.

Then Mbizo legislator, Vongaiishe Mpereri bought the ambulances from neighbouring South Africa and donated them to the local authority.

The State confiscated them at the height of investigations into former State House principal director Douglas Tapfuma who was facing allegations of abusing authority and fraudulently importing vehicles.

The two ambulances were allegedly part of a large fleet imported by Tapfuma.

Tapfuma was found guilty and is serving a four-year jail term. The local authority has been making frantic efforts to get the fleet back after the conclusion of the Tapfuma saga.

Updating on the matter during a full council meeting recently, Kwekwe District Development Coordinator, Mr Fortune Mpungu said he had been briefed that the ambulances were being released to the local authority.

“As you are aware the matter was in the hands of our Provincial Affairs Minister Hon Larry Mavima and he briefed me to the fact that the matter has been cleared by Cabinet. I am reliably told that the matter was tabled before cabinet and they agreed that the ambulances be given back to the local authority,” said Mr Mpungu.

He said all logistics have been completed and the local authority was awaiting finalisation of the paperwork and delivery of the two vehicles. If they are successfully returned to the local authority, the vehicles are expected to go a long way in boosting the councils depleted ambulance fleet.

The local authority is presently depending on a single ambulance while another one needs repairs.

Pfugari’s Daughter Elbowed Out Of Inheritance

All Africa

HIGH Court judge, Siyabona Paul Masithu Thursday removed from the court roll, an application by late businessman Eddies Pfugari’s daughter, Henrietta in which she was seeking an order declaring her a 50% shareholder in her late father’s flagship company, E. Pfugari Properties (Private Limited).

Henrietta is one of the late property mogul’s five children who are embroiled in a vicious wrangle over his US$30 million estate.

Pfugari, born Edward Nyanyiwa, was one of the pioneers of Zimbabwe’s black economic empowerment crusade.

He died on February 10 last year at his Milton Park home in Harare, leaving behind a massive business empire and a number of assets.

Just a year after the famous tycoon died aged 82, a battle over his estate has erupted, pitting sibling against sibling and sullying the businessman’s name.

Henrietta filed an urgent chamber application at the High Court on August 14 challenging the sole directorship of Pfugari’s eldest son, Edward Nyanyiwa Junior in the company and seeking to be installed as a co-director.

Edward Jnr was Pfugari’s first born with his first wife, a South African he married after migrating to the neighbouring country in 1952 before coming back to Zimbabwe, then Rhodesia, in 1962.

In her application, Mildred, along with her late mother’s appointed estate executor, accused Edward Jnr of having defrauded her, arguing she held 50% stake in the company.

The executor, Stern Mafara, was a co-applicant in the matter.

Justice Masithu however said the hearing could not proceed as Henrietta’s application was based on an erroneous assumption that her mother, Mildred, held an equal shareholding with Pfugari.

Pfugari Properties (Private) Limited and Edward Junior were the first and second respondents respectively.
Edward Jnr opposed the application saying Mildred was never a shareholder in the company and that the share certificates indicated that only him and his father were the co-shareholders.

According to Pfugari’s will, which was also produced in court, Edward Junior would inherit his shareholding upon his death.

Ruled Justice Masithu, “First applicant’s claim to directorship in first respondent was based on the erroneous supposition that the late Mildred held a 50% shareholding in first respondent.

“In any case, it was disputed that first applicant was ever appointed director of first respondent.

“The alleged appointment was irregular as nothing was placed before the court to show that it was made at a general meeting of members. First applicant’s name never appeared on the company’s documentation.

“The particulars of directors of first respondent show the directors of first respondent as the late Edward and Edward junior as at 5 July 2010. The application therefore failed to meet the threshold for urgency.”

The judge also accused Mafara and Henrietta of trying to mislead the court into believing that Mildred was a shareholder without any supporting documentation.

“Even more bizarre was the failure to disclose first applicant’s summons claim for a declaratur which in my makes the present application inessential.

“The non-disclosures had the effect creating material disputes of fact once first and second respondent filed their opposition revealing the genesis of the dispute between the parties.

“This court would have been misled had it not invited the parties to appear and argue their cases. I find the preliminary objection meritorious.

“Having found in favour of first and second respondents in respect of these key preliminary objections which in my view go to the root of the application, I find it needless to traverse the merits of the application and the remaining preliminary objections. The application must fall on this premise,” Justice Masitu ruled.

Mafara and Henrietta will also meet the cost of the lawsuit on the ordinary scale.

Malawi Judge Rules That Academic Qualifications Obtained While In Matrimonial Period Is Marital Property

Paul Nyathi

Blantyre High court judge Sylvester Kalembera on August 31 2020 ruled that academic certificates obtained while in marriage belongs to both the husband and wife.

Justice Kalembera made the ruling in a divorce case of Chimwemwe Tewesa and ex-wife Ellen.

The two married in 1995 and divorced in 2012. Tewesa was a breadwinner for the family and he was at first a primary school teacher, then a secondary school teacher and later a lecturer at Domasi College. The woman contributed through household chores and businesses. After he completed tertiary education, Tewesa divorced his wife.

The woman demanded the High Court to rule that there is property in the education qualifications of the man and that the qualifications are family property.

Kalembera noted that cases of a person divorcing their partner after attaining a degree are usual though such conduct is unfortunate and ungrateful.

He said in his ruling that earnings arising from acquisition of qualifications or licences are marital property.

According to Tewesa, a spouse who losses benefits from such qualifications through divorce should be “compensated for the loss of distribution of matrimonial property and other monetary orders made by the court while also considering the other spouse’s earnings”

Justice Kalembera has since ordered the husband to compensate the divorced wife for the loss of contributions she made when the husband was pursuing his studies, the amount will be assessed by the registrar of the High Court.

MDC Alliance Challenges Govt To Compensate The Black Former Farm Workers Too

Paul Nyathi

The opposition MDC Alliance spokesperson Fadzayi Mahere has challenged government to extend its compensation policy to farm workers who also lost property during the country’s chaotic land grab at the turn of the century.

This comes after the Emmerson Mnangagwa led administration has inked a US$3.5 billion compensation deal with commercial farmers representative groups.

Speaking at a press conference in Harare on Thursday Mahere said there were over four million former farm workers who were displaced during the land grab and lost priorities and investments in the processes.

According to her some are now living in abject poverty as a result of losses incurred.

MDC Alliance Reimburses Vendors Who Were Arrested And Fined For Cheering At Chamisa

Paul Nyathi

The opposition MDC Alliance has reimbursed all Murewa vendors who were fined for cheering at their party President Nelson Chamisa.

Police on Monday rounded up 15 vendors who were part of a group that cheered on Chamisa when he passed through the area on Saturday.

Chamisa’s convoy was mobbed by scores of residents including children who were chanting ‘President! President!’ as he returned from the burial of activist Patson Dzamara in Mutoko.

The MDC leader stepped out of the vehicle and took time to talk to some of his supporters.

MDC Alliance spokesperson Fadzayi Mahere said the vendors, mostly women, were detained for several hours.

“They were asked: ‘Don’t you know your president?’ Some were fined as much as Z$500 under dubious charges,” Mahere said.

An admission of guilt form signed by one of the vendors said they had been arrested for “obstructing free movement of traffic and persons” on the Harare-Nyamapanda Road.

Defiant Mnangagwa Wants To Defend His Move To Exhume Bodies Of Gukurahundi Victims Without Due Processes

Correspondent

President Emmerson Mnangagwa is preparing to defend his decision to exhume and rebury Gukurahundi victims at the High Court.

Mnangagwa’s stance was revealed by his lawyers at the High Court in Bulawayo on Thursday when they asked the court for a postponement to give them time to prepare themselves in a case in which a Gukurahundi survivor and local pressure groups are seeking to stop the victim exhumations linked to the 1980s holocaust.

Gukurahundi survivor Charles Thomas, opposition Zapu and Ibhetshu Likazulu last week filed a joint urgent application at the Bulawayo High court seeking an interdict to bar government from exhuming victims of the state-sponsored massacres for reburial.

President Mnangagwa and Home Affairs Minister Kazembe Kazembe, Jenni Williams, Matabeleland Collective, National Peace and Reconciliation Commission (NPRC) chairperson Retired Justice Sello Nare as well as the Commission were all cited as respondents.

Justice Martin Makonese postponed the hearing to Thursday next week after Mnangagwa and Kazembe’s lawyer Rejoice Hove of the Attorney General‘s office requested postponement.

“The 1st respondent (Mnangagwa) and 2nd respondent (Kazembe Kazembe) indicated through the AG’s office that they are not yet ready for the hearing.

“They said they only received the papers yesterday (Wednesday) and they need enough time to prepare their defence,” said the litigants‘ lawyer Nqobani Sithole soon after emerging from a closed door meeting in Justice Makonese’s chambers.

Mnangagwa was expected to officially launch the issuance of identity documents to Gukurahundi victims at Maphisa growth point in Matabeleland South next month.

Govt Opens Tourism Sector But Retain Travel Restrictions

ZBC

The Ministry of Environment, Climate, Tourism and Hospitality Industry has given a greenlight for all tourism activities to resume operations with immediate effect albeit strict compliance to COVID-19 health regulations.

The decision, however, comes while travel restrictions are still in place and all borders and airports still shut raising concerns how the sector will operate.

Briefing the media in Harare on Thursday, the Minister of Environment, Climate, Tourism and Hospitality Industry, Mangaliso Ndlovu welcomed the decision by cabinet allowing the tourism sector to resume operations.

He also indicated that his ministry and other stakeholders are working together in developing effective health and safety guidelines for the tourism sector.

“We need to appreciate that this is a delicate balancing act between saving the economy and strengthening our response systems. For now all tourism players must go to their drawing boards and begin the process of re-opening our facilities, ensure all our staff are tested prior to commencement and that the guidelines which were developed are religiously followed.

“Industry must therefore invest in and ensure safe operations through protocols such as temperature check points, contact tracing, recording on arrival of guests, physical distancing markings at their premises, deep cleaning and disinfection of the facility among many others. On its part, Government will intensify compliance checks together with the relevant arms of Government to ensure players are fully compliant.”

Minister Ndlovu also highlighted how bad Tourism had been hit by the pandemic, saying massive retrenchments were looming in this sub sector, hence the decision to resume operations .

This decision by Cabinet is indeed welcome as it comes at a time when massive retrenchments were looming in the sector and such layoffs would have threatened the many lives that are dependent on tourism. As Government we acknowledge that it has not been an easy journey for our sector and I am aware that most players had to send employees on forced leave.

“Most employees were on half salaries, and in the worst case scenarios, on unpaid leave. The negative impact of the Coronavirus induced shutdown was felt across the whole tourism sector and its value chains. However, the impact was more severe in towns such as Kariba and Victoria Falls, which are predominantly tourism reliant cities. We hope that with this decision to reopen, the sector will breathe life into the sector and allow us to pick up the pieces again.”

Despite the impending resumption of all tourism related activities, the minister appealed to sector players to strengthen Health and Safety Protocols as they continue to spearhead a sustainable and resilient tourism sector for the benefit of all Zimbabweans.

Four Armed Teenagers Raid Gold Mine, One Shot Dead

A teenage gold panner in the company of five colleagues was shot dead after they raided a gold mine in Guruve and attacked three security guards.

The teenagers, aged between 15 and 19, were reportedly armed with stones and a firearm when the incident occurred on Monday afternoon.

Investigations carried out so far revealed that the teenagers had gone to the mine to confront the guards after one of them, aged 15, had earlier been caught illegally searching for gold ore at the premises.

The 15-year-old teenager was made to roll on some ashes at the mine before being released. After being released, he then went and informed his colleagues and together they ganged up to attack the security guards.

This resulted in one of the guards who was armed with a rifle firing shots, which hit the other teenager on the shoulder and he died on the spot.

Police have since arrested the security guard and investigations are still in progress.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the incident.

“We can confirm that a security guard at a mine in Guruve has been arrested for the killing of a 17-year-old juvenile whom he shot with a rifle,” he said.

Asst Comm Nyathi added that: “The arrest comes after a 15-year-old had earlier on been caught at the mine which was being guarded by the accused person and his workmates who made him to roll on some ashes. He later returned to the mine with his friends to confront the accused person over the issue.

“The youths became violent and attacked the security guards with stones, prompting the accused person to open fire, shooting the 17-year-old on the shoulder and killing him instantly.”

He said investigations were still in progress.

The shooting incident comes in the wake of recent reports of machete gangs resurfacing countrywide, targeting individuals with large amounts of cash.

This has prompted police to relaunch “Operation Chikorokoza Ngachipere/Isitsheketsha Kasipele” and “No to Machete Wielding Gangs”.

A few months ago, police restored order in mining areas after taking on the gangs, arresting large numbers and thwarting a wave of violence.

Since January this year, 12 501 machete gang members and other criminal elements had been arrested in mining communities countrywide.

Between August 29 and 30, 65 people were arrested in Mazowe for criminal trespass, failure to observe national lockdown regulations and theft of gold ore during the ongoing operation.

The ZRP also accounted for 13 suspects on Tuesday in another ongoing operation to protect Upper Mazowe National Monument against illegal mining, illegal settlers and any other illegal activities taking place thereat.

According to statistics to date, 105 arrests have been arrested in the area.

Meanwhile, an unidentified woman was found dead in a bushy area in Chegutu with two deep cuts on her head.

Two blood-stained stones were found near the body.

The body was taken to Kadoma Hospital mortuary for post mortem.

Another man’s body with a stab wound on the left side of the chest was also discovered in Cowdray Park, Bulawayo on Monday.

Land Reform Reversal: Mashakada Says ZANU PF Is Doing Exactly What The MDC Has Been Planning To Do Since 2000

Paul Nyathi

Former MDC Alliance top official, Tapiwa Mashakada says that the ongoing process of compensating and giving back land to former white commercial farmers has always been on the opposition party’s priority list.

In a statement, published on his blog, the former MDC-Alliance Treasurer General said what the ZANU PF government is doing now in its new agreement with commercial farmers is not reversal of the land redistribution exercise but the party is sorting out the mess it created during the land grabs.

Below is Mashakada’s full statement to the effect.

In 2000, about 4500 white farmers were chased away from their farms when government compulsorily acquired the Land under the chaotic land reform program. In 2000, Veterans of the 1970s guerilla war invaded farms owned by white farmers. Out of Zimbabwe’s 39 million hectares white farmers owned 12 million hectares mostly of rich arable land, plantations and conservancies.

Land had always been an unfinished business of the liberation struggle. The Lancaster House Agreement of 1979 had a willing buyer willing seller clause which stopped compulsory acquisition for the next ten years after independence (1980-1990). Land reform was slow because the State had to buy the land and resettle the landless peasants. After 1990, government enacted the Land Acquisition Act of 1992 in order to acquire land compulsorily and without compensation. However, white farmers approached the Supreme Court which ruled the compulsory acquisitions without compensation unconstitutional. The then Supreme Court was a white bench. This frustrated the Zanu PF government given the fact that the British had reneged on their Lancaster House Agreement pledge to provide money for compensation.

But this is not the reason why gvt failed to redistribute land after 1990. Government was just lethargical and in no hurry to take the land. Come the year 1999, a new opposition party, the MDC was formed. In Its manifesto the MDC said, ” land to the people”. This shocked the Zanu PF and awakened it from its deep slumber. White farmers and farm workers supported the MDC and mobilized resources to campaign against the 2000 Constitution. A No vote carried the day. Soon after the February 2000 referendum, war veterans invaded white farms and police did not act. The issue became political and the gvt took land as its key campaign message in the elections of 2000 which was marred by political violence.

The MDC opposed the land reform program and sided with white farmers. Our position was that compulsory acquisition without compensation violated the Constitution and International Law. Some of the farms compulsorily acquired were covered by International Treaties called Bilateral Investment Promotion and Protection Agreements (BIPPAs). I remember some of the farms belonged to South African nationals, Swiss nationals, German Nationals, Italians, Malaysians and other States. For example German farmers occupied vast tracts of land in the Save Conservancy area. One of the German nationals is my good old friend Wilfred Papst.

We must remember that acquisition without compensation by the gvt infuriated Western Countries who were not happy with the act of acquiring the land including BIPPA farms without compensation. However, gvt acknowledged the need for compensation of developments only not the land itself. The Land Reform issue coupled with political violence and human rights abuses, invited the imposition of Sanctions by the European Union and America in 2002. The stand off affected the economy which moved fast into meltdown between 2000 and 2008. Confidence dropped to its lowest levels and there was capital flight. Foreign direct investment (FDI) dropped from usd$3billion per annum in 1998 to usd$300 million by 2007. Many state owned companies and Zanu PF officials were put under Sanctions.

Over the years, the targeted Sanctions on individuals have been gradually removed. In fact by 2017 only Mugabe and his wife remained on the Sanctions list. Most senior Zanu PF officials and securocrats had been freed from targeted Sanctions. It is surprising that Tagwireyi has been put under the Sanctions list when almost everyone has been removed. Could this be a new round of Sanctions?

Fast forward, on 29th July 2020, the gvt of Zimbabwe signed the Global Compensation Deed to the tune of usd$3.5 billion. This agreement was reached with representatives of former white farmers and gvt. The agreement was underwritten by multilateral agencies.

It is clear that gvt is financially hamstrung . So inorder to reduce the financial burden gvt has come up with a program to compensate white farmers in cash or kind as follows:

Paying cash for improvements
Allocating new land to white farmers who want to go back on the land
Reversing the acquisition of BIPPA farms and giving them back to foreign nationals.
Is this a reversal of the land reform program? The answer is an emphatic No. The principle of compensation is what both the MDC, civil society, white farmers, the EU and America have been calling for since 2000. In fact in all our Manifestos, we as the opposition have been calling for compensation in order to bring a closure to the land question. By compensating white farmers, Zanu PF has simply done what was expected by everybody. In my view, the land reform program is now irreversible. The 2013 Constitution is very clear on the irreversibility of the land reform program. It is therefore cheap politicking to suggest that the gvt is now reversing the land reform program. What gvt is simply doing is cleaning up the mess it created during the chaotic land reform program.

Compensation of White Farmers must however be followed by a proper Agrarian reform program which is based on the following pillars:

A secure land tenure system that turns land into a productive asset and not dead capital
Sustainable Agricultural Finance for A2 and smallholder farmers
Climate resilient agriculture
A viable agricultural commodity pricing model
Livestock support
Macro-economic stability especially relating to the payment of cotton and tobacco farmers in foreign currency
Maximum farm sizes and elimination of multiple farm ownership
Revival of Agricultural marketing institutions
Technical support services
Food security and nutrition.
The above measures will restore Zimbabwe’s bread basket status. South Africa and other Sadc countries must learn from Zimbabwe’s mistakes which were made while trying to redress the historical imbalances. The people must have their land and use it productively. Compensation is a key tenet in the land reform process. It is a fundamental issue governing property rights which are also a human rights issue.Zikomo

Byo Town Clerk Grabs For Himself Land Big Enough To Set Up A High Density Suburb

Zimlive

BULAWAYO – Bulawayo residents have reacted with anger after town clerk Christopher Dube was offered a stand measuring 24,407 square meters as part of his new four-year contract with the local authority.

The stand, in the upmarket neighbourhood of Selbourne Park, is so big it is the size of 122 average stands in the working-class suburb of Cowdray Park.

Dube proposed the stand as one of his conditions of service after the MDC Alliance-run council agreed to a contract extension for his second and final term.

The matter was discussed by the council’s General Purpose Committee chaired by mayor Solomon Mguni which acceded to his demands, including giving him an Isuzu twin cab which is currently being used in the Bulawayo Water and Sewerage Services Improvement Project (BWSSIP) due to conclude next year.

Dube previously got a stand (Stand No. 14662) of an unknown size adjacent to the land he is eyeing when he took over in 2016.

Councillors have deferred discussing Dube’s conditions of service to a later date “to digest the matter”, according to an extract of minutes of a meeting of councillors held on August 5, but released on Thursday.

Bulawayo currently has a housing waiting list of more than 121,000.

“This is scandalous. Currently we have water problems and the housing waiting list is ballooning. Instead of them working on servicing residents, they are busy looting. The mayor can’t be relied upon to bring sanity because he is also defending his loot,” fumed the Bulawayo Progressive Residents Association (BPRA) coordinator Emmanuel Ndlovu.

He added: “Just like in the case of the mayor’s land, the process might have satisfied all internal requirements (which is the excuse that they will probably give) it’s still wrong and falls far short. BCC has degenerated into an elitist, self-serving institution.”

In May, the local authority sparked outrage when it offered Mguni a 25-year lease for 3.5 hectares of agricultural land in Lower Rangemore at Z$165 per month.

Writing to the mayor Mguni on September 1, Dube appeared eager to have his terms accepted and contract signed.

“It will be noted that the Town Clerk’s current contract of employment expires at the end of this month. A renewed or roll-over contract has to be completed, signed and sent to the Local Government Board during the course of this month,” Dube wrote.

He then resubmitted the report of the council’s General Purpose Committee, the same document which came up for discussion at the August 5 full council meeting which ended without resolution.

Dube survived ouster in July last year after some councillors took advantage of the mayor’s absence and passed a no-confidence vote in him.

The councillors led by then deputy mayor Tinashe Kambarami accused Dube of failing to manage the water crisis in Bulawayo through effective management of repairs and maintenance works.

He was also accused of misappropriating the ward retention fund and paying some contractors in advance without council approval.

Dube, the councillors further said, had violated council procedures when he was awarded an offer letter to mine gold at the Good Hope/Aisleby Farms in 2017.

Dube was restored, however, and Kambarami arrested after the Town Clerk, a former soldier, reported him for assault. The deputy mayor was convicted by a magistrate, but the High Court later quashed the conviction.

Lionel Messi’s Future At Barcelona Remains Uncertain

Lionel Messi

LIONEL Messi’s future remains uncertain after a meeting between the club and the player’s representatives failed to find a solution to the stand-off, leaving Manchester City awaiting developments and believing this is a question of who blinks first.

Faced with the growing prospect of being obliged to stay at the Camp Nou, at least until his contract runs out next summer, Messi must decide how hard he is prepared to try to force an exit and what his next move is.

On Wednesday night Messi’s father, Jorge, his brother Rodrigo and his lawyer Jorge Pecourt met Barcelona president Josep Maria Bartomeu and board member Javier Bordas for the first time since Messi served notice of his intention to leave.

The meeting was described by the club as cordial, but it brought no resolution, increasing the prospect of the Argentinian having little choice, but to stay until 2021.

During the meeting Messi’s camp reiterated his desire to depart on a free, while being open to a negotiated settlement.

Barcelona remained firm that they do not want to sell, that he remains under contract and that any club would have to pay his €700m buyout clause.

Barcelona also warned Messi’s representatives that if he were to depart unilaterally, requesting that Fifa process his transfer pending a final resolution, they would sue.

A clause in Messi’s contract allows him to walk away at the end of each season, but he failed to inform Barcelona of his intention to do so before the June 10 deadline.

His representatives argue that date should be pushed back because the season extended into late August, whereas the club remain adamant he can no longer depart. Both sides stuck to those stances.

Messi’s claim to be able to leave on a free was not watertight, but his behaviour since serving notice of his departure was designed to reinforce the idea he had exercised that right and was effectively no longer a Barcelona player.

That was why he did not turn up for pre-season training. But testing that legally is costly, slow and risky.

It exposes Messi and the club that signs him to possible sanctions and an eventual transfer fee set by a tribunal.-Chronicle

Mnangagwa Spokesman: South Africa Too Young To Intervene In Zimbabwe | FULL THREAD

“…. wish to be occupied, hegemonized by SADC’s youngest State which is still grappling to overcome its apartheid legacy?..”

By George Charamba| What motivates supposedly national journalism to play such a servile, nay, treacherous, anti-nation role on behalf of foreign powers? Lastly, whence comes this impression that South Africa can intervene in Zimbabwe, assuming there are grounds for such intervention?? On what basis, what might, what capacity, beyond that of solidarity, camaraderie and good-natured concern by a neighbour?? South Africa is the youngest State in our region. It faces myriad problems of a long apartheid. It has no capacity to help any African.

State in Sadc, beyond friendly solidarity. Let that sink into minds of all and sundry. In any event, Zimbabwe, alongside many SADC countries which got their Independence before South Africa, has gone quite some way in resolving its colonial legacy and empowering its people,

…something the ANC govt is grappling to do just now. South Africa is no donor State in SADC. If anything, its long apartheid legacy makes its post-1994 subregional role quite problematic for the rest of Sadc States who know the continued dominance of Afrikaner capital in Sadc …does not benefit the ANC or blacks in Soweto or Khayilisha. That is the sordid truth. South Africa can not intervene militarily in any Sadc country. That lesson was driven home during the Mandela days when it sought to do so in Lesotho. Since that disastrous escapade, South

African diplomacy has been tempered and restrained to function within Sadc structures, as should be!! Just what is the logic & implication of Zimbabweans of insufficient history and national consciousness asking for South African intervention in Zimbabwe outside Sadc structures?

A wish to be occupied, hegemonized by SADC’s youngest State which is still grappling to overcome its apartheid legacy? Is that the erudition which political scientists like Masunungure are supposed to show and share? Or is South Africa being urged to be a pawn of US diplomacy?

Murdered Parents: Children Fly In from UK, South Africa

NATIONAL, BUSINESS, BREAKING

SIX of the ten children of a prominent Mangwe District couple who were gruesomely murdered on Tuesday night by suspected robbers will make an emotional return from overseas to bid farewell to their parents who will be buried at Empandeni Mission on Monday.

The children, who were last home in December, will take the long flights from their bases in Canada, United Kingdom and South Africa to Harare before taking another long journey by road from the capital to Bulawayo.

From Bulawayo they will connect to Plumtree before taking the last mile to the family homestead in what will be an emotional journey.

Under different circumstances, they would be overjoyed coming home to meet their parents, Mr Nicholas Nleya and his wife Margaret, and four local-based siblings, but this will be a painful reunion at the back of their parents’ brutal murder.

The 83-year-old Mr Nleya and his wife (78) were burnt beyond recognition at their home in Mzaza Village in Empandeni before intruders made off with an undisclosed amount of cash.

Arriving home, the Nleya children will likely find multitudes of people coming to pay their last respects to the prominent couple which was known in the community for charitable deeds.

Their parents will not be there to run to meet them, to hug and even kiss them, but their charred remains lying in two coffins.

Mr Nleya who was known to slaughter cows whenever his children came home, will not be there to give them the honour of choosing the beast to be slaughtered.

They will see the house were their parents breathed their last in a painful way.

They will see the remains of what the fire left of their bodies and property. They will ask many questions and find few answers as the people behind the murder have not been arrested.

It will be a difficult farewell, while in most funerals people have body viewing to bid farewell to their beloved ones, theirs will be the most heartbreaking moment if they will be strong enough to look at the charred remains of their beloved parents.

The family`s homestead, a landmark in the entire community, is testimony of the love the children had for their parents.

They had bought a car and even hired a chauffer to drive them around. They had provided a huge water bowser so that they do not go far to fetch water.

Family Spokesperson Mr Patrick Nyathi said the Forensic Investigators from Harare arrived at the homestead yesterday to assist with further investigations.

“We will collect the bodies on Sunday afternoon and travel to the village. There is a request from our pastor for a service to be done at the church which they loved before we reach home, they will be laid in different graves,” said Nyathi.

He said the children will arrive today at the Robert Mugabe International Airport.

“On arrival they will undergo the mandatory PCR Covid-19 testing and all the health formalities. Once there are cleared, they will make the long journey to Empandeni,” said Mr Nyathi.

“The children were last home in December and we had a wonderful time. It is sad that they are now coming back home to bury their parents who died in this painful way.”

Mr Nyathi said there are only two grave sites in the village with one meant for non-Catholics while all Catholics are buried at the mission grave yard.

Contacted for comment, National police spokesperson Assistant Commissioner Nyathi asked to be called today for an update on the investigations. -Chronicle

No Water To Drink And Kazembe Boasts Saying Zim Borders To Be Adequately Manned By Drones

At a time when Zimbabwe cannot afford basics like clean water, Home Affairs and Cultural Heritage Minister Kazembe Kazembe, who is on a countrywide tour of facilities falling under his ministry, yesterday told the state media the borders will be adequately patrolled using drones.

Kazembe Kazembe

Zimbabwe has borders with South Africa (255km), Botswana (813km), Mozambique (1 231km) and Zambia (767km) adding up to a stretch of 3 066km.

He said although the problem of smuggling is common at many of Zimbabwe’s ports of entry, the vice was more widespread and entrenched at Beitbridge, the country and region’s busiest inland port of entry that connects the continent’s north and south trade corridors with Africa’s largest economy, South Africa.

“We have increased deployment of security personnel along our borders, especially in Beitbridge where smuggling and border jumping are rampant. We are aware the border stretch is quite long and therefore, it is impossible to have adequate manpower at each and every point,” he said.

“We have beefed up security personnel, but over and above that, we are also in the process of deploying new technologies and so far Treasury has bought drones to be used to patrol those areas and we have also requested from the Treasury for them to buy us vehicles that will be deployed there.”

Minister Kazembe also warned members of the public who harbour border jumpers and quarantine centre escapees, saying they risk being arrested and prosecuted.

“In view of the pandemic, as Zimbabweans we need to work with police and immigration Those who harbour relatives who would have jumped the border risk being prosecuted. People coming from outside through border jumping should be reported immediately as they fuel the pandemic,” he said.

“There is need to protect each other from the spread of coronavirus.”
